A

23-year-old Garnett Street, Campbellville, Georgetown resident, who confessed to being the “lookout man” in an apparent well-planned robbery and ultimately the murders of 72-year-old Deonarine Liliah and his 29-year-old son, Gopaul Liliah, is expected to be arraigned for the heinous crimes today.

A source close to the investigations revealed that the young man, who is known to the Police, was caught selling two mobile phones on Leopold Street, Georgetown, on Friday evening. Upon checking the phones, it was discovered that the handsets belonged to the now dead Pandit and his son.

As such, the young man was arrested and interrogated. During interrogation, he reportedly told the detectives that the plan to rob the two men was in the pipeline for quite some time. He confessed that on July 7, he and an accomplice had gone to the Pandit’s premises and after staking it out for some time, they executed their plan.

The young man reportedly told detectives that he kept guard a short distance away while his accomplice scaled the fence and entered the Pandit’s house through a front door.

He told detectives that his accomplice realised that the 29-year-old man was at home alone. He and the now dead man reportedly had a scuffle and it was during that, he stabbed the young man several times. The younger Liliah was left to die in a pool of blood. This did not stop the killer from ransacking the

house in search of money and jewellery. As he was packing the loot, the Pandit reportedly returned home only to find his son’s lifeless bloody body lying on the floor.

The Police source explained that the Garnett Street man, who is now the prime suspect continued to relate that before the Pandit could have raised an alarm, he was confronted by the killer and stabbed to death.

With both men dead, the suspect claimed that his accomplice left the house with two bags containing personal belongings of the now dead men. They eventually met up on Sheriff Street, Georgetown with the intention of splitting the loot, but instead, he was reportedly given two phones.

In light of this confession, the Police reviewed again the CCTV footage collected from several houses in the area to authenticate the man’s claims, but after reviewing same for several hours, it was established that only one man was at the house on the fate-

ful night.

“He told us where he was keeping watch, but after we reviewed the cameras at that location, there were no signs of him…the only person at the scene on the night in question is the person who went into the house and for him to give a detailed account of what took place, it is only logical that he is the perpetrator,” the Police source told Guyana Times.

The file was completed and sent to the Director of Public Prosecutions (DPP) for advice. The other person – a teen – who was arrested on Friday evening was released.

It was reported that on the day of the gruesome discovery, the younger Liliah’s body was found lying face down on the floor in a pool of blood, with a red jersey wrapped around his head. There were three stab wounds to his back, one each to the left and right side abdomen, and two to the chest. The elder Liliah was found lying on his back in the living room. He was clad in a pair of white long pants and

a multi-coloured jersey, and his face was covered with a multi-coloured jersey. He had sustained four stab wounds to his abdomen, four to his left side, one to the lower back, and one to the right hip.

There was no sign of forced entry into the home.

However, CCTV footage collected from nearby buildings revealed that a male was seen scaling the fence, and he entered the premises through a front door. After some time, he was seen leaving the house with two bulky bags and a bucket.

The Liliahs were last seen by the tenant who resides in the bottom flat of the house about 06:00h on Saturday, July 7 when they had a conversation. The woman had told investigators that about 21:00h she was using her landlord’s Wi-Fi when it suddenly went off, and it was around the same time she had heard footsteps coming from the upper flat of the house.

At that time, however, the Pandit was still at a religious function on the East Coast of Demerara. It was further reported that after three days had elapsed and there was no sign of the two men, the tenant became suspicious and went to the Kitty Police Station, where she made a report.

She was accompanied back to the premises by three Police ranks and upon checking, they found that the front door was left ajar. Further inquiries resulted in the gruesome discovery. The two men were cremated on Friday last at the Good Hope crematorium.

he mother of the late 18-year-old Ronaldo Gomes, called “Naldo,” is calling for a thorough investigation into the circumstances surrounding her son’s tragic death on Saturday during an outing at a private resort on the Linden/Soesdyke Highway.

The lifeless body of the former student of both the Business School and School of the Nations was pulled from the black water almost two hours after he had gone missing. When pulled from the water, it was discovered that the teen’s face was disfigured, and upon enquiring, relatives were told that he had come into contact with a jet-ski earlier in the day. Although that had been the case, the rider of the jet-ski had not reported the incident. It was not until a search had been launched for the teen that someone reportedly told personnel at the resort that the teen had come into contact with one of the jet-skis.

Guyana Times understands that the teenager’s body was recovered at the same spot where he had been struck by the jet-ski.

At his home on Monday, the late teenager’s mother, Paula Williams, told Guyana Times she had last spoken with her late teenage son on Saturday morning, when he informed her that he was not working; but at no time during the conversation did he say he was going to the creek.

“He went to the creek with a cousin… I was told it was an outing to celebrate a child’s 5th birthday, so definitely there was no alcohol…

cousin went to buy some ice for the party, and when he come back, Naldo ask him to take a swim, but he (Naldo) was told that it was late and they were about to leave,” the woman stated. He (Naldo) nevertheless persuaded his cousin to allow him to take “one final swim”.

However, at about 17:00h, when everyone else had boarded the bus, the late teen’s cousin enquired about him, but was told he had gone to take a swim.

Guyana Times was told that persons disembarked the bus and started to search for the teen, but there was no sign of him. At the time, there was reportedly no personnel at the resort to assist them in their search, and as such, the driver went to make a missing person’s report at the nearby Police station.

Toshaos blast Govt for ‘broken’ promises T

he National Toshaos Council’s (NTC’s) conference of 2018 opened on Monday with incumbent Chairman Joel Fredericks blasting Government for a number of unfulfilled promises.

According to Fredericks, the indigenous peoples of Guyana were promised a number of things, such as the revision of the Amerindian Act of 2006; Constitutional reform, and land to build an NTC Secretariat.

Chairman Fredericks contended that, for three years, the NTC listened carefully to every indigenous people’s policy Government had announced. However, in those three years, trust has been eroded by Government’s failure to effectively act on promises made.

“Bit by bit, word by word, policy by policy, we saw the vision being eroded and drawn down… We were promised Land Commission, respect for our land rights, and living in a lawful society.

We were promised the revision of the Amerindian Act, constitutional reform, and in 2016 we were promised a plot of land for the NTC Secretariat,” Fredericks charged.

“As leaders, every time we make promises and break them, we erode the trust people have in us and our integrity… People gravitate to tangible things, such as their land and rights. On Heritage Day in Pakuri 2017, the people of Pakuri were promised their name change. In February of 2018, we were promised a meeting with His Excellency... And you know what? St. Cuthbert’s is still St. Cuthbert’s,” he charged.

When her turn came to address the gathering, Minister within the Indigenous People’s Affairs Ministry, Valerie GarridoLowe, pleaded with toshaos to exercise patience, noting that Government is working to improve indigenous people’s lives. At the same time, she acknowledged that much remains to be done.

President David Granger had sought to stress that Government still remains committed to providing a better life for indigenous peoples. He alluded to transportation for school children as one of several measures Government has implemented in hinterland areas, and noted that the NTC itself has a lot of work to do for the indigenous people.

On the sidelines of the event, Granger was asked about the chairman’s statements regarding broken promises. As he headed to his car, the President professed ignorance of any promise that had been broken. He recalled that in the

case of the land, he himself had turned the sod at Sophia in August 2017 for land for the NTC Secretariat. It is, however, understood that the process has not been completed, since the NTC still does not have title to the land.

“I don’t know (that) any promise has been broken.

They asked for a plot of land, I went there, turned the sod myself, and it’s being processed. I didn’t break any promises,” the President related.

Prime Minister Moses Nagamootoo was also unaware of any promise made that had been broken. When issues such as land titling and the Amerindian Act were referenced, he noted that those are works in progress.

Land titling

The coalition Government has, however, failed to issue new land titles since taking office in 2015. Minister Allicock had previously admitted that only 26 per cent of the Amerindian Land Titling (ALT) Project has been completed.

The minister told the Parliamentary Natural Resources Committee recently that the ALT work programme, which commenced in 2013, would require another decade before it could be completed, although the project’s life comes to an end in October 2018.

cent of the total US$10 million earmarked for the project has thus far been utilised– some Gy$500 million, or US$2.5 million.

The Government had, in 2013, signed a US$10.7 million agreement for implementation of the Amerindian Land Titling and Demarcation Project, which concluded in 2016.

However, an extension was requested in 2017, resulting in $165 million being earmarked for advancing of the remaining identified areas.

So far, 13 communities have applied for absolute grants for the first time. Of that number, seven have received approval, and six have been demarcated. Out of 23 communities, 14 have been issued with certificates of title; but there has so far been not one single community that has received a title under this Government.

The ALT Project seeks to achieve three major goals: completion of land titling issues and demarcation process for all Amerindian villages that submitted requests; increased use of existing and alternative mechanisms to resolve land titling disputes; and completion of a communication strategy, including a handbook describing the process of titling, demarcation, and the social economic impact of secure land tenure.

The project is being financed from the Guyana REDD+ Investment Fund (GRIF) which came into being under the People’s Progressive Party/Civic’s (PPP/C’s) Low Carbon Development Strategy (LCDS).

Fighting neonatal deaths

O

n Thursday, Public Health Minister Volda Lawrence revealed that some 119 neonatal deaths were recorded at the Georgetown Public Hospital for the period June 1, 2017 to June 30, 2018, with 32 deaths occurring during the first quarter of 2018 alone.

A neonatal death is the death of a baby within the first 28 days after birth.

The minister, after being quizzed by Opposition Member of Parliament Dr Vindhya Persaud in the National Assembly, also admitted that while there has been no significant increase in the numbers of neonatal deaths, the figure which she provided the House was still “alarming” and “too high”.

A number of other pertinent and serious questions were posed by Dr Persaud to the Public Health Minister during their exchange, and the minister, no doubt, attempted to defend the work being done by the hospital and its administration, as well as the Ministry of Public Health and its partners, to tackle the worrying situation.

Among other things, the parliamentary Opposition’s questions provided food for thought about a number of deeply connected matters related to the fight to reduce neonatal deaths in Guyana while boosting the general quality of care and services provided to pregnant women and their newborns, as well as unborn children.

The exchange also allowed the general public and other experts in the field of medicine, child care and clinical services insight into what is really taking place at the nation’s premier health institution, as the Government has been known traditionally to horde and hide statistics that could damage its track record and shift the public’s thinking about the performances of key sectors.

The fact that the number of deaths decreased from 295 in 2014 to 119 in 2017 is neither here nor there. Guyana should be striving to have zero neonatal deaths; or, if this is impossible, numbers in the single digits, which are extreme cases.

Also, the revelation by the minister that no new recommendations were made by those in authority -particularly the Child Morbidity and Mortality Committee -- because no special investigations were conducted, as there were no discrepancies found, or further investigations warranted for the period, is disappointing to say the least.

Surely, no less than ten women have complained to various sections of the media about the quality of care they received at the hospital’s maternity ward, which each has linked to death of her baby. And, of course, those at the helm of GPHC know full well that there is a perception that some of the senior staff and junior staff there are negligent in the execution of their official duties. Additionally, patients have complained, time and time again, about the indifference and lack of remorse shown by some whenever would-be mothers make allegations, which quite a few times ended up in lawsuits being filed by the parents against the hospital for skullduggery.

In order to combat this perception, and boost the public’s confidence in the hospital’s ability to arrest the situation and provide the highest possible care, these statistics should be released in a quarterly fashion by the Chief Medical Officer in the presence of the media. He must share details about probes, findings, and what measures are being implemented; as well as the number of staff disciplined or retrained.

The minister must also embark upon a campaign to get another Neonatal Intensive Care Unit (NICU) in order to boost the hospital’s ability to cut the number of deaths by 80 percent over the next 4 years. She may choose to embark upon a private/public partnership model to ensure that all of the key health care institutions in the country have at least one NICU of their own, in order to cut the demand for the services at the GPHC. On the other hand, the Government can divert some of the resources spent on the unnecessary commissions of inquiry, the payment of special prosecutors and advisors to the Attorney General’s Chambers, ministers’ travel and other nonpriority areas, to tackle the issues of maternity and neonatal deaths.

Every life matters, and in this era of technology and advanced communication, Guyana can ill-afford not to boost its resource management techniques and levels of preparedness for any and all forms of emergency.

The Public’s confidence, therefore, is intricately linked to the level of openness, honesty and frankness displayed by those at the helm of the GPHC, who must see and engage the media as a key partner in its work programme.

The wealth and health of the nation’s children is everybody’s business, and no one should be offended by the tone, spirit and frankness of the exchange between the two parliamentarians on this sensitive subject matter.

Where is President Granger’s Code of Conduct for his Ministers?

Dear Editor, I am on record recognising the good work of Minister Broomes when she was the Labour Minister. I stand by my record of celebrating the fact that she tried to bring justice to the plight of the Regent Street, Georgetown workers, until the powers that be clipped her wings.

But I am since at a loss to comprehend the actions of this minister. Today, this same minister is being accused of fibbing on two members of the working class, causing them to spend sixteen hours in the Police lockups based on a gross untruth.

Thank the Lord for technology! The factual video exposed the shameful “BOOM BANG” behaviour that unveiled the core characteristics of a schoolyard bully.

And if you think I am wrong, WebMD, an online magazine associated with the American Medical Association, outline these characteristics of a bully: 1. A need to dominate others.

2. Quick to anger 3. Poor impulse control 4. Lack of empathy for

the other party 5. Intolerance to a different opinion 6. Does not accept responsibility for their action 7. Feeling of superiority 8. Blame the victim.

Looking at that video, one can easily conclude we have ourselves here a bully in Ms. Broomes. Under her command, and in a taxpayer-funded vehicle, why did Ms. Broomes’s driver choose to use the Government’s vehicle as a weapon to attempt to force their way forward into human beings, even after they were advised that the area was a “no-parking” zone? This action laid bare the fact that the minister and the driver needed to dominate the space, while at the same time exhibiting poor impulse control.

But when we thought that was the end of it, the image shows a woman, who is alleged to be the minister, opening the door with haste and rushing to push down two of the “No-Parking” signs, with no empathy for the fact that all these security guards were doing was executing their jobs. Even though the guards

told her it was a no parking area, the only opinion that mattered in that incident was the minister’s, because “WE PUN TAP” and “THIS IS OUR TIME”.

To add icing to the whole situation, the Police were instructed to arrest the security guards (the victims), and the morons did. Meanwhile, the real oppressors went home to bed.

How can this be fair? When confronted by the media to answer the charge against her, the immoral and dishonest woman said, “I do not know what you are talking about,” and sauntered away from them.

The sad reality though, is that except for Minister Volda Lawrence, who apologised to the victims, the entire leadership of the PNC circled the wagon on this act of public misconduct by a public official.

When asked for a comment, Minister of State, Joseph Harmon, said no comment to cement his position that, as the de-facto President, he is not willing to take responsibility for the actions of his ministers; especially this one, who is one of the lead cam-

paigners in his bid to become Chairman of the PNC and the next Leader of that party. All of this is happening while the elected President appears to be on a prolonged vacation abroad, achieving very little for Guyana, or in sustained siesta in the State House.

What these collective actions expose is that these people are public frauds, who pretended when they formed the APNU+AFC that they were going to step away from the violent, tyrannical and deceitful actions of the old PNC, and, as a team, will serve the nation in the best interest of its people. But today, as we can see, they lied, and we are living with “the same old PNC”, which has increasingly made the people the enemies of its immoral regime.

Does the pageantry President not comprehend the nexus of this situation? These actions from Ms Broomes are helping to wreck the PNC as a political force.

By the way, where is President Granger’s Code of Conduct for his ministers?

Manufactured crime statistics Dear Editor, After my last letter on security matters, a confidential source with strong ties to the APNU/AFC Administration, who will remain anonymous, called to plead with me not to be so critical of the Minister of Public Security.

He said, “Harry, Khemraj (Ramjattan) means well, but he’s not being given the support. He’s not getting the money he’s asking for to improve the sector, and he sees

money being wasted and unaccounted for in other ministries. They (APNU) want him to fail. They’re using him and (Prime Minister) Moses (Nagamootoo) as pit bulls to go after Jagdeo and his boys. Haven’t you noticed? It is the Indians in the AFC that they’re using to discredit the PPP; our hands are clean.”

So, after pressing for an explanation, I was told that Granger is under pressure

from the PNCR executives for giving all the important ministries to the AFC, but he can’t change that now without risking the breakup of the coalition. The APNU is hoping that Ramjattan will get frustrated by his many failures, and either resign on his own, or ask be reshuffled to another ministry.

This year, $37.4 billion was budgeted for the security sector. This is a big increase from the $29.1 bil-

lion allocated last year. In addition, the Guyana Police Force recently received from the People’s Republic of China generous gifts of vehicles totalling US$2.6 million, and 200 bicycles (30 of which were given to the City Constabulary) valued at over US$145,000; plus the GPF received another US$20,000 worth of electronic equipment from the United States’ Government. turn to page 5

Berbice River Bridge tolls

Govt not considering bailouts – Patterson …commits to dialogue with company

overnment will continue to engage the Berbice Bridge Company Incorporated (BBCI) to find, for the problems besetting its operation, alternatives other than an increase in tolls.

Public Infrastructure Minister David Patterson made this disclosure on Monday, on the sidelines of the National Toshaos Council’s conference.

“Government’s position remains the same…we do think the proposed cost by the Berbice Bridge [Company] is way in excess, and will be burdensome to the citizens of Berbice,” he noted.

Minister Patterson said Government is not contemplating toll increases for the BBCI now or in the future; nor is there any consideration of bailouts or subsidies for the bridge company.

Patterson is optimistic that the two sides can engage in dialogue and come up with appropriate solutions to the BBCI problems.

More than a decade after a public/private partner-

ship (PPP) agreement had allowed construction of the Berbice River Bridge, the bridge company is now facing bankruptcy following Government’s decision to drop the toll, and its subsequent refusal to allow for an increase as per the initial agreement when the company was formed.

This is according to BBCI Chairman Dr Surendra Persaud during a press conference last week. Persaud is also Chairman of the National Insurance Scheme (NIS), which holds significant shares in the BBCI. According to Dr Persaud, BBCI officials have had several engagements with Minister Patterson.

Following one such engagement, Patterson had informed the BBCI that a maintenance proposal would be taken to Cabinet.

Dr Persaud has said that BBCI officials were subsequently informed that toll increases were not approved.

In fact, the company had applied for a toll adjustment on three occasions -- twice in

2015 and once in 2016 -- to no avail. It has since made another such application, dated July 9, 2018. In that application, the company has requested that the toll increases take effect by August 1.

But following the press conference, the Public Infrastructure Ministry issued a statement in which it said Government was not contemplating any fare hikes.

Meanwhile, based on the announcement made by the company with regard to the proposed increases in tolls,

Opposition Leader Bharrat Jagdeo told a media conference on Wednesday last that he was against the increases, but, moreso, he would encourage Government to buy more equity in the company.

Jagdeo reasoned that Berbicians could not afford the steep increases that the company has proposed at this time. He said this was mainly so because the company is contractually obligated to maintain the Bridge.

Instead, he is recommending that Government buy out other shareholders, so the Bridge becomes publicly owned.

“Secondly, subsidise the increase that should take place in the toll, so they give an injection into the company so the rate remains flat,” Jagdeo has said.

This formula, according to Jagdeo, would entail taking over the debt of the Bridge and securing greater equity in return.

Jagdeo reminded that there was a financial model in place under the past Government, but he noted that he was unsure what had become of that under the coalition Government. He strongly believes that the financial model may have been interfered with, and this was something that had to be explained.

The company is seeking increases in tolls as per the adjustment formula set out by the agreement between the BBCI and the Government of Guyana. It is understood that this tolling requirement was not applicable until 2014, after which the company made its first request just prior to the former Government leaving office. So, in fact, the Ministry of Public Security should not be short of resources to put systems in place to reduce crime and to secure our prisons. The problem is that this administration is incapable of dealing with the management and leadership issues that exist in the sector.

Then, on July 14, the state newspaper carried a bold headline that read, “Armed robberies down by 8%”. Another section of the media coverage of this story was slightly different. It read, “The Guyana Police Force has recorded 44 murders in the past six months. And with the exception of rape and gun robberies, serious crimes were down by five percent in comparison to the same period last year.”

While other sections of the media reported a two percent increase in robbery under arms in which firearms were used (298 as against 304 this year), the state newspaper had the figures reversed to show a decline of 2 percent, to let the Government look good. Even so, all Guyanese

are aware of the almost daily reports of gun-related robberies and other crimes that terrify businesses and communities; and whether it is +2 percent or -2 percent, no one believes those manufactured figures anymore. Shouldn’t rape and gun-related robberies form part of the “serious crime” category, to give us a true and accurate crime report from the Police? Who is manufacturing these crime statistics to give our citizens a false sense of security?

I would wager that if an opinion poll were done today, only two persons would believe these statistics: The Minister of Public Security and the Acting Commissioner of Police. But oh, perhaps there is a third, Crime Chief Paul Williams, who seems willing to compromise his professionalism and integrity by defending an out-of-control Government minister. As this matter is still being investigated by the Police, I would hope the Crime Chief has the decency to recuse himself from any part of this ongoing investigation.

Whatever marginal gains the Guyana Police Force is reporting on crime statistics, even if true, they are totally unacceptable to justify the huge amount of resources allocated to the security sector.

We, the citizens of Guyana, demand results. And for the Government to say that crime

was also high during the PPP tenure is equally unaccepted.

They are the ones that gained office with all the answers to Guyana’s problems and the security experts the likes of former Police Commissioner Winston Felix and former Rear Admiral Gary Best; but crime has since gotten worse.

family camping trip can be a lot of fun with a little preparation.

Knowing everyone’s limits, planning ahead, and packing the right items will help your adventure come off without a hitch.

Here are the basics of woods and camping safety.

Planning ahead If you’re not skilled in the outdoors, begin your adventures by taking day trips.

But even then be aware of camping safety issues, such as insect bites and stings; plants that can cause rashes and allergic reactions; exposure to heat, wind, and water; and getting lost.

Once families feel comfortable with their camping skills, they may want to plan a few days or a week in a campsite or any available open area that is suitable. But first, get information from rangers, read guide books about the terrain and weather, and talk with campers who’ve been there.

Common camping dangers One common mistake made by camping families is not being ready for seasonal changes. Storms blow in and out during all seasons, and there can be sudden shifts in temperatures, particularly on high mountains. Precipitation and wind lead to rapid cooling, especially when temperatures drop at nightfall.

Excessive heat can be a problem for young children, whose sweat glands are not fully developed until adolescence. On hot days, hike in the cooler mornings and evenings. During the day, spend time in shaded

areas. Wear skin protection whenever you or your children are exposed to the sun, including hats, sunscreen, and cotton clothes.

Another common problem is getting lost. Teach your children how to recognise landmarks at the campsite and on hikes. While hiking, encourage them to turn around and look at the trail to familiarise themselves with their surroundings. Teach them to remain where they are and stay calm if they are lost. Children should wear whistles (whistles can be heard farther away than the human voice) and know the universal

you add or remove clothing as needed. To protect against rain and wind, bring breathable, lightweight waterproof jackets and pants.

All family members need comfortable hiking shoes to prevent blistering. When hiking, tuck pant cuffs into socks and boots to protect against ticks. Children should wear brightly coloured clothes to increase visibility. Caps or hats will help guard against the sun and insects.

To build a firepit, look for a clearing and previous firepits.

During fire-hazard periods and dry seasons, use portable stoves rather than campfires.

Drinking the water Assume that all wilderness streams and creeks are potentially contaminated water sources due to domestic and wild animals. Contaminants can cause nausea, bloating, gas, stomach cramps, and explosive diarrhoea leading to dehydration.

If you can’t bring bottled water with you or your supply runs out, iodine is an inexpensive and easy way to purify water (you can buy iodine tablets that dissolve in the water; check the expiration date before using). You can also use water filters. Boiling is an excellent method for purifying water, but takes a lot of time, energy, and resources; also, proper boiling times can vary based on elevation.

Food supplies and foraging Plan your meals according to how many days you will be on a trip, and then bring extra food. Pack plenty of portable foods, such as granola bars, packaged trail mix, breads, peanut butter, fruit, and other camping-friendly foods. You can even buy dehydrated meals that only need water added to them.

It’s best to leave foraging for food to the animals because it’s easy to mistake toxic plants for edible ones that can make someone pretty sick and ruin the entire trip.

Plants and insects Avoid touching any unknown plants. Dress your children in long-sleeved shirts and pants to protect the skin from exposure to plants that may cause allergic reactions.

You can apply protective products before hiking that will act as a barrier against the oils of the plants.

Any area that comes in contact with a poisonous plant should be washed immediately with cool water to help remove the oil that causes the allergic reaction. Calamine lotion or hydrocortisone cream (one per cent) may help to stop the itching that’s common.

Antihistamines taken by mouth are effective for allergic

reactions or itchy rashes – from contact with plants to mosquito bites to bee and wasp stings. Use citronellabased products to repel insects and put it on clothing instead of skin whenever possible.

Repellents containing DEET also can be used. Choose a repellent that contains no more than 10 per cent to 30 per cent DEET; in higher concentrations, the chemical (which is absorbed through the skin) can be toxic. Be sure to follow the directions on the label. DEET-containing products should not be used on children younger than two years old.

Another camping concern is ticks, which can carry several types of infections. Check your children at the end of each day for ticks. Examine places where ticks like to hide, like behind the ears, in the scalp, under the arms, and in the groin area.

Protecting against animals Teach children that animals in the wild are strong and will defend themselves and their young if threatened. Children should not approach wild animals, even small ones, and should never feed them. Don’t leave children unsupervised – especially young children.

Instruct them to stay calm and call loudly for help if they encounter a wild animal.

Always ask the rangers or knowledgeable locals about wild animals in or near your campground. Keep the campsite free of food odours and do not bring food into tents. Pack food in your cars overnight; if you’re going on a long camping trip, pack food in resealable plastic bags and animal-resistant containers.

Camping emergency basics Before your trip, notify friends and families of your destination and time of return.

In the case of an emergency, the most important thing to do is to remain calm. If your children have whistles and were instructed to wait in a sheltered area if they get lost, you should be able to find them more readily. If you bring a cellphone, make sure it’s charged and consider bringing extra batteries.

Always stay on the safe side when setting boundaries for family camping. The more remote your location, the more care you should take in choosing your activities. Survey campsites for riverbanks and cliffs. Check out climbing trees for dead branches and moss, both of which cause falls.

Uncle confesses to strangling Overseas-based Guyanese drowns during family outing alcoholic nephew

T

he body of 30-yearold Jason Rajendra Lall Hiria was discovered by his grandfather in a sitting position in a toilet at his Lot 76 Sixth Street, Anna Catherina WCD home at about 5:30h on Monday.

Reports are that the deceased, allegedly an alcoholic, had arrived home in

a drunken state at about 01:30h, and an argument was heard coming from the house. After some time the argument ceased, but at about 05:30h, an alarm was raised that Jason was found dead in a toilet.

The Police were contacted, and an investigation was launched. There was no

sign of forced entry into the house, but detectives have noted the presence of marks of violence around the now dead man’s neck.

The body was taken to the Ezekiel Funeral Home, where a post mortem was performed by Dr Nehaul Singh, who gave the cause of Jason’s death as compression injuries to the neck.

As a result, the now dead man’s uncle with whom he had lived, was taken into custody. Investigators late Monday night reveal that the uncle has since confessed to the crime.

A source told Guyana Times that the late Jason had been a known alcoholic in the community, and whenever drunk, would create a scene at home.

Police investigations are continuing.

verseas-based Guyanese Ravindra Bufhraj, also called “Rick,” of Lot X 7 Amla Avenue, Prashad Nagar, Georgetown, reportedly drowned on Sunday, July 15, while jet-skiing in the Demerara River in the vicinity of Coverden, East Bank Demerara.

The 46-year-old had reportedly arrived in Guyana with his wife and daughter on July 7, and a family outing was subsequently planned to Santa Mission, Kamuni River, Region Three.

This family, along with relatives, travelled to Jettoo's Sawmill wharf at Block 'Y' Coverden, EBD on Sunday, where they joined a speed boat which took them to an Amerindian reservation. They reportedly returned at about 17:00h.

Wanting some more fun, Bufhraj and a friend mounted a jet-ski and went for a ride in the Demerara River. Bufhraj reportedly lost control of the jet-ski a short while after, resulting in both men falling into the Demerara River. Upon realising what had taken place, several persons rushed to their rescue with a boat.

Unfortunately, only the friend was rescued, there

was no sign of the overseas-based Bufhraj.

Panting for breath, the rescued man was rushed to the Diamond Diagnostic Centre, while a search was launched to find the missing Bufhraj. After several hours of looking, the search party came up empty-handed.

The search continued on Monday, but up to late that evening, the body was yet to be recovered.

Mazaruni man knifed to death while protecting younger brother

A

farmer who was stabbed by a teenager during a scuffle over an old grievance succumbed to his injuries while waiting to be air-dashed to Georgetown from Kamarang, Region Seven (CuyuniMazaruni).

Dead is 23-yearold Hernan Leman, of Ammokopai Village, Upper Mazaruni River. He was stabbed once to his abdomen on Sunday afternoon, but took his last breath about 09:15h on Monday morning.

The 18-year-old suspect also

received injuries and is listed in critical condition.

Based on reports received, the now dead man and the suspect reside in the same village and are known to each other. However, on Sunday, the two men had a misunderstanding over an old grievance whereby the suspect had assaulted the younger brother of the now dead man.

The argument escalated into a scuffle during which the 18-year-old armed himself with a knife and dealt Leman one stab to his abdomen. Upon seeing this, the

younger brother of the victim, retaliated by picking up the said knife and dealing the suspect one blow to his back.

Both Fredericks and Leman were transported to the Kamarang Hospital, where they were examined and admitted in critical condition.

Owing to the severity of their injuries, it was recommended that the men be transferred to the Georgetown Public Hospital to receive further medical attention.

However, Leman suc-

cumbed to his injuries as he waited to be transported to the city. The suspect was subsequently transferred and was admitted a patient at the

Georgetown Public Hospital under police guard.

The victim’s brother, who inflicted the stab wound on the suspect, was arrested and

was currently assisting with investigations. Leman’s body is presently at the Kamarang Hospital Mortuary awaiting a post-mortem.

Brothers charged for raping 11-year-old girl Remembering…

E T ighteen-year-old Caozuyag Menug and his 15-year-old brother appeared on Monday in Chief Magistrate Ann McLennan’s Court on a charge of raping an 11-yearold girl.

They reportedly engaged in sexual penetration of this under-16 girl between October 1 and 31, 2017 at Soesdyke, East Bank Demerara (EBD).

The court heard that another teen, a 13-year-old

male, is also shortly expected to be charged with the said offence.

The trio reportedly held the girl against her will and began to feel her breasts and vaginal area. The girl reportedly put up a fight, and the

trio allegedly held her down and raped her. Thus the matter was reported to the Police.

The brothers were each released on $70,000 bail, and will return to court on July 27.

Venezuelan remanded for narco-trafficking

enezuelan national Franklin Gonsalves was on Monday remanded to prison by Chief Magistrate Ann McLennan on a charge detailing that on July 9, 2018, at Kaikan Village, Cuyuni River, Region Seven, he had in his possession 1000 grams of cannabis for the purpose of trafficking.

Gonsalves denied the charge before the chief magistrate, but Police Prosecutor Gordon Mansfield told the court that, on July 9, Police stopped and searched the 29-year-old because he was observed acting in a suspicious matter, and the narcotics were reportedly found in a transparent bowl in a

haversack in his possession.

The prosecutor objected to Gonsalves being placed on bail, because, as a foreigner, he is a flight risk. As such, Gonsalves was remanded to prison, and the case was set to continue before the Kamarang magistrate on September 17.

Personal trainer jailed for sexually assaulting teen

wenty-seven-year-old Michael Sampson, personal trainer of a 14-year-old female, was on Monday found guilty of sexually assaulting this female, and has been sen-

tenced by City Magistrate Judy Latchman to four years’ imprisonment.

The charge Sampson had faced had alleged that he sexually assaulted the lass on February 19, 2018

at Delhi Street, Prashad Nagar. The 14-year-old female had reportedly been at Sampson’s home on the day in question, and he allegedly had touched her inappropriately. The matter

was reported to the Police, and he accordingly was charged.

Sampson had initially denied the allegation, and had been placed on $75,000 bail pending his trial.

Woman remanded for attempted murder of husband

S

a m a n t h a Henry of Potville, Kwakwani, Upper Berbice River, Region 10 appeared on Monday before Linden Magistrate Clive Nurse on a charge detailing that she slashed the neck of her reputed husband, 39-year-old Hemant Deonarine, with a broken bottle during a heated argu-

ment at their home on July 12 last, as she allegedly attempted to kill him.

The prosecutor told the court that Deonarine and Henry live together and have four children. On the day of the incident, they, along with a relative who was visiting from Wakenaam, Essequibo River, were reportedly consuming alcohol

at their home, and were intoxicated when Henry began accusing Deonarine of having an intimate relationship with the relative.

A heated argument ensued between the couple, and at about 01:00h, Henry was heard shouting, “You can’t knock me! I is a woman and I have to represent meself!”

There followed the sound of

a bottle being broken, and Deonarine reportedly exited the bedroom bleeding from a wound inflicted to the left side of his neck.

An alarm was raised, and neighbours called the Police, who rushed Deonarine to the Kwakwani Hospital. He was later transferred to the Georgetown Public Hospital (GPHC).

Ranks visited the scene, and Henry was arrested and escorted to the Kwakwani Police Station, where she was placed in custody and told of the allegation. She allegedly admitted under caution that she had slashed her reputed husband with a broken bottle, and she said it was because she had seen him hugging the visiting relative.

She has been remanded to prison on this attempted murder charge, and the matter has been transferred before the Kwakwani magistrate for July 20.

he Minister of Public Security, Khemraj Ramjattan, and the Commissioner of Police (ag), David Ramnarine, spoke at the annual ceremony “honouring” Policemen killed in the line of duty since 1913. The number is 63. One suspects that the organisers began their body-count from 1913 because the numbers killed from the GPF’s formation in 1839 to that point could be counted on the fingers of their hands.

But what your Eyewitness found surprising was the studied refusal of the two speakers to mention our very recent history, when the most Police ranks were murdered in the history of Guyana. In a ten-month period of 2003, for instance, FIFTEEN Policemen were murdered – and most of their relatives would’ve been in the audience. Wouldn’t they’ve wanted to know why their loved ones were killed by the so-called “Freedom Fighters” formed around five prison escapees??

After all, they hear and read ad nauseam about the Police and other armed gangs killing 400 black youths.

Even if that number’s correct – and it’s not -- if so many Policemen were also killed, don’t they deserve an equalopportunity mention? One hears from the partisans of the “400” about Policemen acting outside of their remit and becoming judges, juries and executioners. But in the absence of any comment by the partisans of the Police (Ramjattan and Ramnarine?) about who were most of those 400, one’s left to conclude they were innocent choirboys out picking daisies!

Such a one-sided narrative implicitly and explicitly demonises the Police, and has to demotivate the conscientious ones from vigorously performing their duties. Is this a factor that contributes to the extraordinary number of law enforcement officials who have been caught recently making “runnings”? Another missing part of the narrative is what happened to all those youths who were willingly recruited into the services of the “Freedom Fighters”? Like being lookouts and snitches.

Are they now all grown up and continuing the traditions they were exposed to? Are we now still reaping the harvest from the poisoned tree that was planted in Buxton and other communities, like Agricola? If your Eyewitness were Ramjattan (Yikes!!) he would’ve invited Basil Williams and Winston Felix (then CoP) and asked them to explain their (in)famous taped conversation about the Agricola Massacre. He’s sure the families of the dead Policemen from that era would’ve liked to know exactly what went down there…since it’s just another iteration of what happened to their loved ones.

But, instead, we had what was just another “heading off” of the Guyanese people from discovering the roots of the cancer, which is still metastasising and lurking to strike when deemed necessary.

Like if the PPP were to win in 2020.

…Nagamootoo Twist

Poor Nagamootoo. Like Dickens’ famous hero Oliver Twist, he just can’t seem to forget his childhood travails. In his Chronic Column, which constitutes his singular duty as Prime Minister of our fair land, he whines once again about how he was wronged in the fifty years he was in the PPP. If he’s to be believed, the only conclusion one can reach is the wanker’s got to be a masochist to stick it out so long!!

But the narrative’s unfortunately VERY selective.

He rails against a “gang of eight” that controlled the PPP’s 15-member Executive Committee after the passing of Cheddi Jagan; which, led by his arch-nemesis Jagdeo, wronged him constantly…until he couldn’t bear it any longer, so he joined the PNC to oust the PPP! But who was it who orchestrated the numerous expulsions from the PPP, which he described, before Jagdeo came on the scene? Wasn’t it Jagan himself? Why doesn’t Nagamootoo describe him as a “Gang of One”??

Or the “Gang of Two” in the PNC, that neutered him!!

…or forgetting?

Govt warns of crackdown on corrupt Toshaos

t the opening of the 2018 National Toshaos Conference, Government has been accused of breaking promises made to the National Toshaos Council (NTC); and Indigenous People’s Affairs Minister Sydney Allicock, in seeming retaliation, has taken a tough stance against toshaos who allegedly profiteer off public funds.

Sitting emotionless throughout NTC Chairman Joel Fredericks’s speech, which lambasted Government for its sloth in keeping promises made to indigenous peoples, Minister Allicock, when his turn came to speak, issued an ominous warning to the effect that toshaos had better be able to account for personal financial gains.

“I must say that we have not gone to take anybody to court because of mismanagement of the village funds.

But for this next council, I would like to signal to the toshaos that we had three years to get it right. You have to prove that you got it right!” Allicock warned.

“So those toshaos who have public property and homes and cannot give account for the funds they were given responsibility for, you will be called to answer for it!” he declared.

“We still have some persons who do not want to hand over keys, but you were not put in that position on your own; people put you there. You are servants of the people. Let us talk it!

The minister also expressed expectations for the NTC. According to Allicock, the Indigenous Affairs Ministry has, over the past three years, worked on unifying communities and facilitating discourse. He expressed hope that the new council would continue in this vein.

“In going forward as the newly and hopefully improved NTC, we must elect persons to the executive committee based on what they can and will do for all indigenous people of Guyana. We must elect people who place a high premium on accountability; not just for resources placed at their disposal, but also for their actions,” he admonished.

The Ministry of Indigenous People’s Affairs (MoIPA) has been awarded $2.2 billion in the 2018 budget. Last year, Government provided a budgetary allocation of $16 million to the

NTC. It is understood that individual communities have been crafting Village Improvement Plans (VIP).

The VIP is an initiative birthed from the Sustainable Indigenous Villages and Communities Policy (SIV&CP).

Permanent Secretary in the Ministry of Indigenous Peoples’ Affairs, Alfred King, had last March said the MoIPA would be working with villages and communities in the Santa Rosa, Moruca Sub-district of Region One to implement their respective VIPs. King had been a member of a team led by Minister within the Indigenous Peoples Affairs Ministry, Valerie Garrido-Lowe, on a recent visit to Region One. King had explained the working of the VIP, and had claimed that its introduction was at an opportune time.

During his presentation, King had said, “We are always going to use that as a model or framework to guide such development in communities; and I think the time is right now -- after spending some time working on that plan in Region 9 -- to roll it out as a national effort”.

He had added, “It will require a number or resources, a lot of competence, a lot of technical support; and once there’s a good plan, where do you go next? Because a good plan just cannot make things happen; a good plan will just guide the process of development and/or implementing activities in a structured way.”

“His face, neck and arm were injured…that is no drowning…the person who hit him with the boat drove away and left him to die,” the mother told this publication.

She is adamant that the person who had been driving the jet-ski had not been sufficiently alert. ‘If you are in a boat driving, and it hits even a coconut shell, the driver will know he hit something…,” she added.

“What is more worrying

too, is the fact that when an alarm was raised that my son was missing, there were no life guards and workers of the resort present to help look for him,” the aggrieved mother noted.

The Police, she explained, have not gotten back to the family, but would have indicated that they could not do anything until the post mortem is conducted. That procedure is slated for Wednesday at the Georgetown Public Hospital.

Williams has said she would await the results of the autopsy to determine the way forward, but she is convinced that her son did not die by drowning; and even if that had been the case, it was the injuries from the Jet Ski hit that had caused him to drown.

The dead teen, a lover of dogs, has been described as a jovial, well-mannered sport fanatic. He leaves to mourn his parents and four siblings.

ore than one week after the Canal Number Two area was completely inundated by heavy rainfall, residents are complaining that the water has not receded and they are facing significant losses.

Speaking with Guyana Times on Monday, residents voiced their plight, noting the impact the floodwaters have had on their livelihoods.

One of the affected residents, Mark Itwaru, recalled that he noticed the rising water level last Monday after hours of continuous rainfall. However, after one

week, residents’ premises and farmlands are still inundated.

“Last week Monday, we had some terrible rainfall in the afternoon period and the place was flooded. Within one o’clock to five o’clock, the place was flooded and from then to now, water is still on the land.”

He noted the water within the housing communities was receding very slowly, and the farms were facing tremendous losses since all of the produce was destroyed. Additionally, there was also damage to household items and appliances.

“By the housing area, the water receding very, very

slow. Like every two day, then the water move one inch, but in the farmland everything is destroyed, because the water is not moving at all. Everybody is counting losses, even myself at present. I have over 800 pine plant that was about to bear and all is under water. Now they can’t bear, because the water is not running off the land,” Itwaru said. Meanwhile, another resident who identified himself as Ishmael (only name given), indicated that he rears livestock for a living and has faced over $200,000 in losses so far. That figure continues to grow as the days progress.

Businessmen arrested Killer jailed for 23 years for shooting at cops …no possibility of parole T T Tiger Bay stabbing

wo businessmen are expected to face the full brunt of the law after they were accused of assaulting Police Officers, damaging a vehicle belonging to the Guyana Police Force, discharging a loaded firearm and obstructing the Officers from executing their duties.

The incident occurred about 20:00h on Sunday evening at Battery Road, Kingston, Georgetown.

Guyana Times was told that two Police ranks were responding to a report of simple larceny in Kingston and while on their way, they stopped an All-Terrain Vehicle (ATV) after they re-

alised that it did not have registration plates.

However, while engaging that driver, the two businessmen appeared at the scene and obstructed the ranks from performing their duties. The men were reportedly hostile to the ranks and as such, they were forced to call for backup.

During the commotion, the ATV driver drove away.

By this time, one of the suspects allegedly assaulted one of the ranks and kicked a rear light on the GPF’s vehicle causing it to break. The other suspect then pointed a gun at the ranks and subsequently discharged several

rounds into the air.

The two businessmen then left the scene in a motor car. Subsequently, the vehicle was intercepted and searched. The driver was found with a .32 Pistol along with five rounds of ammunition.

He was asked to produce a licence showing that he had permission to carry the firearm, but instead he drove off, leaving the gun with the Police. The other suspect was detained.

The gun-wielding suspect, however, turned up on Monday at the Brickdam Police Station with the licence for the firearm.

Investigations are ongoing.

wenty-two-year-old Christopher Stanley was on Monday sentenced by High Court Justice Sandil Kissoon to serve 23 years, seven months in prison without the possibility of parole for the August 29, 2015 killing of 44-yearold Owen Brown at Tiger Bay, South Cummingsburg, Georgetown.

control when he saw that Brown was going to sexually assault him.

During Monday’s court hearing, Stanley, at times inaudible, appeared to have had difficulty understanding what Justice Kissoon was saying. However, he professed to understand that pleading guilty means he would receive a term of imprisonment.

He later apologised to the family members of the victim. Relatives of both the deceased and the offender were present in court.

Sentencing

Justice Kissoon started the sentence at a base of 25 years, and deducted time spent on remand and for the early guilty plea. This resulted in a term of 13 years 7 months.

However, the judge noted that the court added 10 years for aggravating factors which observed the brutality of Stanley’s actions.

As such, he sentenced him to 23 years, seven months.

Just hours before killing Brown, Stanley had attacked another resident with a knife, and was later seen sharpening a knife. It has been alleged that Stanley had suffered with mental issues some months prior to killing Brown. The post mortem examination showed that Brown died from hemorrhage and shock due to multiple incised wounds.

A team of Opposition parliamentarians on Sunday visited the flood-af-

fected community, where food items and cleaning detergents were distributed to the grateful residents. The residents expressed their gratitude to the People’s Progressive Party (PPP) for the timely relief supplies.

PPP/Civic parliamentarian Neil Kumar distributed the supplies on behalf of the Party and interacted with the residents. Kumar said that the Party was pleased to assist the residents and reiterated the call for the Government to provide immediate relief supplies to the affected residents.

Meanwhile, the CDC Head said the entity has finished mobilising relief supplies for the residents and indicated that the supplies for the more than 300 affected residents should arrive by Wednesday.

The affected areas are said to be low-lying with residents being given the option to move, but they have not taken up that offer. However, a team would have visited the community on Friday when representatives from the Agriculture and Public Health Ministries discovered that livestock and farmland were being affected. Police still awaiting GRA list to hunt 4000 drivers without road service licences

hree months after the Guyana Revenue Authority (GRA) announced plans to involve the Guyana Police Force (GPF) in a campaign to tackle just about 4000 drivers holding expired road service licences, the tax body is yet to provide a list of names to the GPF. This is according to Traffic Chief Ramesh Ashram, who on Monday told Guyana Times that he is uncertain whether or not the GRA has decided to do its own investigation to catch the errant drivers.

they never sent it. I don’t know if they may be send-

ing their own investigators to deal with it or not,” he said.

The Traffic Chief had previously related to this publication that the revenue agency had contacted the GPF seeking its help in tackling the thousands of errant drivers.

As was explained by him, the GRA would have been responsible for first contacting the drivers who would have breached the road laws before handing the matter over to the GPF. A senior official within the GRA confirmed back in April of this year that the tax agency was soon expected to make

contact with the top brass of the Police Force in an effort to find drivers who were holders of expired road service licences.

It has been reported that while staff members of the GRA were running the usual checks on drivers, the discovery of numerous drivers with expired road service licences was made.

Drivers are required to renew those licences, which expire yearly, around the owner’s birthday. The Traffic Chief has said motor vehicle registration numbers could be used to locate those errant drivers.

Child rapist admits to crime D elon Clemenson, about 15 years old at the time he committed a prohibited act on a girl who was only seven years old, admitted to his crime when the matter came up for hearing at the Sexual Offences Court on Monday.

He pleaded guilty to the indictment of raping a child under 16 years old, allegedly committed between August 1 and 31, 2013 in the county of Demerara.

Now 20, Clemenson

entered the guilty plea when he appeared before High Court Justice Priya Sewnarine-Beharry.

His sentence was, however, deferred to August 13, 2018 after his attorney, Adrian Thompson, requested a probation report be prepared and presented to the court.

Clemson has therefore been remanded to prison until his next court appearance. Attorney Orinthia Schmidt appeared for the prosecution in this case.

Pensioner found guilty on T 2 counts of child rape S

ixty-six-year-old pensioner Abdool Jamil has been found guilty on two counts of child rape by a 12-member jury at the Sexual Offences Court on Monday afternoon.

After deliberating for almost four hours, the jury returned a unanimous verdict of guilty on the first count; which stated that Jamil had sexually penetrated the underage girl on May 30, 2014 at a West Coast Demerara village. A jury verdict in proportion of 10-2 found him guilty on the second count; which accused him of committing a similar act days after the first had been committed, on June 2, 2014.

bail prior to being found guilty, did not have much reaction to the jury verdicts.

However, when he exited

the court, he bowed his head away from the cameras. The girl whom he raped was 10 years old at the time of the incidents, and allegedly was known to him.

According to the facts of the case, the child’s mother had travelled to attend a funeral in Linden and had left her young child in the care of a female relative. Jamil, however, dishonestly informed this female relative that the child’s mother had instructed that the child be left in his care.

It is understood that on the night on May 30, 2014, when the child was sleeping under his care, he raped her.

The child allegedly stayed with him until June 2, 2014,

and he proceeded to sexually penetrate her again.

However, after the second occurrence, the girl ran away to relatives and detailed to them what had transpired.

Thus Jamil was arrested and charged.

His case came up before Justice Priya SewnarineBeharry at court last week, and the matter was concluded on Monday. However, the offender’s sentencing has been delayed because his lawyer, Clyde Forde, has asked that a probation report be prepared and presented to the court.

The judge has allowed the request and has adjourned the matter to August 13, 2018 for presentation of the said report, after which the pensioner will be sentenced.

Jamil has been remanded to prison. State Counsel Lisa Cave presented the prosecution’s case over the last several days.

Frustrated Regional Chairman Devanand Ramdatt has claimed to have written a number of letters to Public Infrastructure Minister David Patterson several weeks ago in an attempt to address numerous urgent matters within the region, and on Monday, Ramdatt disclosed that none of his letters has received a response.

Minister’s actions reinforce need for effective Code of Conduct – Hinds

he fracas that occurred at the New Thriving restaurant’s parking lot and involved allegations of a guard pointing a gun at Junior Natural Resources Minister Simona Broomes – an allegation that has since been debunked by video footage -- reinforces the need for the existence of a strong ministerial code of conduct.

This is according to Dr David Hinds, who also expressed disappointment that so far only one official, Public Health Minister Volda Lawrence, has publicly addressed the matter.

Hinds, who is also an executive member of the Working People’s Alliance – a party within the coalition Government -- has expressed that while he is mindful that errors of judgement happen, the behaviour of the minister is a worrying one. He expressed the belief that had the minister been a private citizen, she would not have behaved in the manner depicted in the surveillance video.

“It is one of the worrying characteristics of the top echelon of this Government and (of) previous ones. They seem intoxicated by the power they have, and use it simply because they have it and could use it. Part of it, I think, has to do with their unfamiliarity with political power that is born of a lack of proper preparation for high office,” Hinds declared.

“I have read where some defenders cite the minister’s hard work and forthrightness as her assets. But effectiveness as a minister is not licence for bullyism. At the very least, the Government, the President and the party to which the minister is affiliated should publicly disassociate themselves from such behaviour,” Hinds cautioned.

He stressed the importance of leadership by example from those in leadership positions, and noted that throwing one’s weight around as a minister and then telling a story that is at odds with the available facts is, at the end of the day, “official bullying.”

“In the final analysis, this episode reinforces the need for a serious Code of Conduct for Ministers. It also signals that those entrusted with public power must manage it better. Our country is mired in lawlessness and incivility at all levels, and if we are to pull ourselves out of it, those who are in leadership positions must lead by example,” Hinds chided. While a Code of Conduct for Ministers was gazetted last year June, it was heavily criticised for being weak. Specifically, the Transparency Institute of

Some also say that the trenches are overflowing, which is adding to the slow drainage of the water.

They are also blasting the Neighbourhood Democratic

Council (NDC) of the Canal Polder for failure to address their concerns and turning a blind eye to their calls.

“The Canal Number Two trench full to its max and the RDC and not even the NDC is not budging. Nobody is coming forward to say anything about the flooding.”

While the main cause of the flooding was the heavy rainfall, the residents said that they were unable to say whether or not there was another underlying cause for the inundation.

“I don’t know if there’s any breach anywhere or by the conservancy, but I know that the rainfall was very heavy on last week Monday that can contribute to the flooding, but I don’t know if it was anything else,” said another resident.

Persons from the community are asking for the trenches to be dug so that the water can drain off the land. So far, they are still counting their losses and are expecting to do so until the water retreats.

The scanner at the new facility

T

he Guyana Revenue Authority (GRA) has commissioned a new container scanner facility at the Guyana National Industrial Corporation (GNIC) wharf. This scanner will enable the country to meet international standards and detect illegal trading activities.

Completed via public-private partnership between the GRA and the GNIC, and with a scanner presented by the People’s Republic of China, the facility was commissioned on Monday in presence of GRA Commissioner General Godfrey Statia, who noted that efforts to establish the much-awaited scanning facility have finally been realised, and this development would, in turn, advance trade with international agents and boost the revenue-collection system in Guyana.

“It is a known fact that the scanning facility will not only provide reduced trade transactions, cost and time in both imports and exports, but (would cater) also for the collection of increased revenues,” Statia said.

It was related that be-

cause such a security facility had been absent in the past, the country was on the verge of losing markets in the trades which it plied with international importers and exporters.

“Additionally, many countries to which Guyana (trades) requires scanning at source, and Guyana was in danger of losing these markets for lack thereof -- of our failure (to meet) certain national trade guidelines for trade facilitation,” he said.

A number of wharf owners have, since 2016, been engaged by the GRA in relation to containers not being scanned, and also to find an effective solution. Owners of new wharves have been instructed to ensure that they equip their facilities with scanners, and owners of the old established facilities have been admonished to take the necessary steps to procure scanning equipment.

Finance Minister Winston Jordan has reiterated that the scanning facilities will protect Guyana’s revenues from potential scams. Scanners are also considered essential equipment to reduce the amount

of illegal drugs entering the country by illegal means, among other issues.

“Indeed, this scanner is important and very welcome at this time. It forms a crucial coin in our anti-money laundering efforts to fight against illegal drugs and other activities,” Minister Jordan has said.

“There are drugs that are coming into the country for which I believe we haven’t paid careful attention, and these are potentially legal drugs which come from either illegal sources or don’t meet the minimum standards required for use,” Jordan explained.

He also commented on the good relationship the country has, over the years, shared with the People’s Republic of China.

“The relationship has stood the test of time, and it is equipment like these that give us hope that our relationship will continue to endure and flourish,” Minister Jordan said.

Along with this present scanner, the facility will, by the end of this year, also house a mobile scanner which is also donated by the People’s Republic of China.

esidents and officials of the heavily-inundated areas in Kwakwani, Region 10 (Upper Demerara-Berbice) have reported that up to Sunday afternoon, the water level receded by four inches.

Residents are optimistic that the waters will continue receding.

A multi-agency team led by the acting Director General of the Civil Defence Commission (CDC), Lieutenant Colonel Kester Craig visited the community on Friday.

Initial assessments were made of the areas affected:

Waterfront, Lamp Island, Aroaima and Ginger Island.

These communities are located in close proximity to the Upper Berbice River that borders Kwakwani.

Approximately 300 households have been affected by the flooding.

Resident Cort Simeon of the Waterfront area said that he would constantly check the water level and realised that it had receded four inches.

On Sunday morning, the residents received supplies of cleaning agents and utensils as well as medical supplies. These include long

boots, soap powder, bleach, soap, and other cleaning agents.

Another resident, Mavis Lewis, said that the items distributed to the residents were what they needed right now, given the intensity of the flood and the environmental health issues that the residents are exposed to.

“I think all the residents are glad to get the items; I think the CDC’s response was very good. They were prompt and we appreciate that very much,” Lewis told the Department of Public Information (DPI).

Police Prosecutor Quinn Harris, however, told Magistrate Latchman that the defendant was licensed to carry only a .32 firearm.

The Prosecution is contending that on July 13, the security rank was stopped by ranks of the Police Narcotics Branch at Oronoque Street Queenstown, and the items were found in his car trunk.

Plans to strengthen the river and sea defences in Region Two were announced by Government in April of last year, while the Region was reportedly promised more generators to tackle the issue of power outages.

Chairman Ramdatt has also complained that the Region Two Administration

has not yet been made aware of the villages which will receive street lights, nor has a date for the commencement of installation works been communicated, although the Infrastructure Ministry (MoPI) had announced plans to install the much needed street lights since last month.

Additionally, residents

are asking for the only public airstrip in the region, located in Mainstay, to be given priority treatment in 2019, and that the ferry service which links the region to other parts of the country be reviewed. Residents of Onderneeming Sand Pit, Essequibo Coast have recently voiced their concerns over the poor quality

work done on the community’s main access road.

The EIA is an evaluation of the positive and negative environmental consequences of the project prior to the decision to move forward with the proposed action. The bases of the EIA will influence the decision of Environmental Protection Agency (EPA) whether or not to permit the project and conditions under which it should be permitted.

Esso Exploration and Production Guyana Limited’s Operation Manager, Doug McGhee explained that Liza Phase Two was very similar to Phase 1; it will have over 30 wells and produce 220,000 barrels of oil per day.

“It involves choosing a Floating Production and Storage and Offloading

(FPSO) vessel, it’s in deep water that’s 1600 to 1700 metres deep, the reservoir where the oil is located is about 5000 metres below the surface of the water. So, it’s similar to Liza Phase One, but it’s bigger,” McGhee explained.

The FPSO will process, store and offload oilto-oil tankers and these will transport the oil to markets.

Onshore facilities will be providing logistical support. The project will have 600 workers at its peak during each drilling and installation stage; about 140 offshore workers during production operations; and about 150 onshore workers providing shore-based and marine logistics support.

Todd Hall from Environmental Resources Management said according to the law, Esso Exploration and Production Guyana Limited must obtain an environmental authorisation from the EPA to undertake the project.

“That application was

submitted to the EPA in December 2017. After consideration, the EPA determined that preparation of an EIA would be required.

A team of consultants from Environmental Resources Management (ERM), Environmental Management Consultants and Ground Structures Engineering Consultants (GSEC) was approved to prepare the EIA,” Hall explained.

At the end of Monday’s discussion, residents were given the opportunity to seek clarification on the topics discussed. They were assured that consideration was taken to prevent dangers to farmers and livestock and if affected, they would be compensated.

The series of engagements began in early July and have since been held in Regions Two (Pomeroon-Supenaam); Three (Essequibo IslandsWest Demerara) and Four (Demerara-Mahaica). Other regions are slated for consultations.

eamont Leacock, 30, of Kwakwani Waterfront, Region 10, and Sheldon Sooklall, 24, of Kwakwani Park, Region 10, were both remanded to prison on Tuesday after pleading not guilty to the offence of possession of narcotics for the purpose of trafficking.

The duo appeared before Magistrate Clive Nurse at the Linden Magistrate’s Court. The court heard that the two on Sunday, July 8, while at Mountain Charrow

River, Aroaima Village, allegedly had in their possession 5685 grams of cannabis for the purpose of trafficking.

Based on reports received, Police ranks were on patrol when they observed a wooden boat being propelled by a 15-horsepower outboard engine with three occupants.

However, upon noticing the Police, one of the occupants reportedly jumped overboard with a grey tarpaulin and a bulky rice bag.

Leacock asked the court why the other individual in the boat was not charged and the Magistrate asked the prosecution to get more information on the matter.

Medical attention was ordered for Leacock since he claimed he was injured and was not allowed to seek medical attention while incarcerated.

Leacock and Sooklall were remanded until July 20, 2018 and the matter transferred to the Kwakwani Magistrate’s Court.

abian Ramdeol, 27, of Lot 1269 Central Amelia’s Ward, Mackenzie, Linden, appeared before Magistrate Clive Nurse on Tuesday and was fined $25,000 with an alternative sentence of two months in prison for the offence of assault.

Ramdeol was charged and tried for assault caus-

ing actual grievous bodily harm.

The court heard that the defendant on February 21 at Speightland, Mackenzie, Linden assaulted the Virtual Complainant (VC) Seon Alphonso so as to cause him actual bodily harm.

In handing down the court’s decision, Magistrate Nurse stated that it was the

task of the prosecution to prove that an assault was indeed committed on the VC by the defendant and that it resulted in hurt, injury or discomfort of the VC. The court found that Ramdeol was guilty of assault, but the evidence was not sufficient to support that Alphonso received any actual bodily harm.

Nicaragua security forces launch deadly raids

t least 10 people were killed in Nicaragua on Sunday as security forces moved into anti-Government protest hotspots, a human rights group says.

According to the Nicaraguan Association for Human Rights, four of the dead were Riot Police Officers.

Human rights groups say the number of people killed in three months of anti-Government protests exceeds 300.

Residents of the city of Masaya described coming “under siege” from Police sent to clear blockades.

There is a stand-off between Police and paramilitaries loyal to the Government on the one hand and anti-Government protesters on the other.

Masaya, a city 30 kilometres (19 miles) south of the capital, Managua, has been at the centre of the protests since they first erupted almost three months ago.

Protesters demanding the resignation of President Daniel Ortega have set up roadblocks and barricades both inside the city and on the roads leading to it.

Pundit welcomes talk of GovtUWI asset swap for debt

ntigua and Barbuda and other Caricom Member States are recommitting to swapping assets to clear their debt to the University of the West Indies (UWI) and a social commentator is lauding the move.

Arvel Grant believes that the decision, which came out of a recently-concluded Caricom meeting, would allow the university to stay functional.

“It would allow the university to do what universities should do, which is to develop and expand their offerings to the Region,” he

said. “You can’t do those sorts of things, which would make the university more accessible to people unless the beneficiaries are paying their bills.”

C o l l e c t i v e l y , Governments in Caricom owe UWI about US$200 million. The school has repeatedly pleaded with Governments to pay their debts, but have made little headway in clearing the alarming debt.

While it is unclear how much of that sum should be shouldered by Antigua and Barbuda, Professor Densil Williams, who is a profes-

sor of international business and Pro Vice Chancellor for Planning at UWI, Mona, said, “the Prime Minister of Antigua and Barbuda agreed to provide assets to the UWI on a free hold basis, which the institution can add to its balance-sheet and also, use as collateral to generate capital for expansion and modernisation of the plant.”

However, Grant warns that for Governments to remain “current” with their obligations, there would have to be improvements in the “fiscal position” of Governments in Caricom.

Colombia’s President-elect says there are no miracles, will tackle graft

olombian Presidentelect Ivan Duque on Monday admitted he would face great challenges when he took office next month and said while he was not a miracle worker, he would do all he could to push the nation forward and reduce the gulf between rich and poor.

Duque, a right-winger who will replace President Juan Manuel Santos on August 7, received accreditation from Colombia’s electoral council confirming him as the legitimate winner of last month’s election.

Jamaican man hospitalised after alleged shootout with Police

A

man is currently in hospital under Police guard following a reported confrontation with lawmen on Greenwich Park Road on Saturday.

The constabulary’s Corporate Communications Unit (CCU) on Monday reported that a team of Police Officers was on mobile patrol in the area about 15:05h when they were allegedly greeted with gunfire from a group of men.

“The Police returned fire and one man was hit and found clutching a Sig Sauer pistol with a magazine containing three .45 cartridges,” CCU said.

The firearm and ammunition were seized and the injured man admitted to hospital for treatment. The other men escaped in the area.

Meanwhile, the Half Way Tree Police have launched an investigation following

the seizure of a Taurus 9mm Pistol and several rounds of ammunition at premises on Arthur Wint Drive, Kingston 5 on Sunday.

Reports are that about 20:30h, an operation was conducted at premises, during which the firearm, which was fitted with a magazine loaded with 16 9mm rounds of ammunition, was seized.

No one was arrested in connection with the seizure.

ight migrants, including six children, were found dead after suffocating from petrol fumes while packed into a truck container on Libya's western coast.

Another 90 migrants recovered from the container on Monday were in critical condition and taken to a local hospital for treatment, the security directorate in the town of

Zuwarah said in a statement.

Zuwarah is one of the points along Libya's western coastline where smugglers and traffickers hold migrants before putting them on boats to try to cross to Europe.

The migrants were from various sub-Saharan African and Arab countries, as well as Pakistan and Bangladesh, the state-

They had been locked inside a refrigerated container designed for transporting meat and fish that was found just outside Zuwarah, close to the Mellitah oil and gas complex, about 110 kilometres from the capital, Tripoli.

Chicago shooting: Police release bodycam footage after protests

hicago Police have released bodycam footage, which appears to show a man who was fatally shot by officers reaching for a gun beforehand.

Harith Augustus was shot multiple times as he tried to run away on Chicago's South Side on Saturday.

Within hours, protesters had taken to the streets amid rumours he was unarmed, clashing with Police.

The decision to release the video so soon was taken to avoid further violence, Police said.

Chicago Police Superintendent Eddie Johnson told reporters: "The community needs some answers and they need them now. We can't have another night like last night."

The video, which has no sound, shows officers approaching Augustus on the street.

At one point, as the 37-year-old backs away, his T-shirt flies up, revealing a

Following that withdrawal, the US announced it would re-impose sanctions targeting critical sectors of Iran's economy, such as its energy, petrochemical, and financial sectors.

Last week, Trump said that with the US increasing sanctions on Iran, "at a certain point they're going to call me and say 'let's make a deal,' and we'll make a deal."

DNA snares man in Indiana girl's 1988 murder

NA evidence links an Indiana man to the murder 30 years ago of an eight-year-old girl, police

say.

John D Miller, 59, has appeared in court facing charges for the 1988 abduction, rape and murder of April Tinsley in Fort Wayne, Indiana.

Police matched his DNA from used condoms to evidence found on the girl's underwear, an affidavit says.

It also states he has confessed. The killer apparently taunted Police and threatened other little girls.

April Tinsley was abducted while walking to a friend's home in her neighbourhood

The suspect is being held at the Allen County jail without bail. He faces felony murder, child molestation and criminal confinement charges.

The affidavit says that when confronted by detectives on July 15, the accused said he abducted April, took her to his trailer and sexually assaulted her.

Miller is being held without bail until he is formally charged later this week.

The suspect told Police he disposed of her body in a ditch the following day.

Famously, Wiggins and Froome fell out during the 2012 Tour when the Olympic champion threatened to walk out on his team, even while wearing the leader’s yellow jersey, after Froome had attacked on the climb to La

Toussuire. The pair’s feud has continued since then, with Wiggins’s w i f e Cath labelling Froome a

“slithering reptile” on social media only last year.

Even at a distance the bad blood persists. Speaking on Eurosport, Wiggins said Team Sky will have a “real problem on their hands” if Thomas, as expected, takes the race leader’s yellow jersey in today’s first Alpine stage, which climbs the gravel road of the Plateau des Glières.

“This is where it gets difficult, as we hit the first mountain stage,” Wiggins said. “If Geraint stays where he is and takes the yellow jersey they’ve got a real problem on their hands.

“Both riders have got this joint leadership role, but that’s dangerous. But the quality they have in that team, they could end up first or second.”

Wiggins continued, describing the Team Sky principal, Dave Brailsford, as “divisive” and “selfserving.” He said: “Does Dave B come in and do his usual and be quite divisive and get in each other’s ear and kind of keep them both motivated for the same goal and there be a natural selection?

“Dave will be telling them they can both win it, as a way of motivating them, as a way of playing these cards deep in to the race. He’s quite self-serving. For him it’s about the team winning, it’s not about the individuals or the characters. He will always be in those riders’ ears constantly, and he has been, up till now as you can see.”

Froome was dismissive of

Wiggins’ comments. “It’s not going to happen,” he said when asked if tensions were developing within the team.

“If you look at all the general classification riders, Geraint is right up there,” he said. “It’s for other teams to attack us now. He’s riding extremely well and, like I said earlier, it just puts us in an even better place. It’s a totally different situation [to 2012].”

Thomas too played a dead bat.

“It’s a bit early to be talking about that,” he said. “Maybe if I’m still right there after Alpe d’Huez, it’s a bit different then. But we haven’t done a proper climb yet. I’m certainly not getting carried away.”

But the Welshman added that he and Froome had “spoken about things”. Thomas said: “Yeah, he’s keen for me to try. If I do have the chance to stay up there, to let me have that, you know? But we’re honest with each other.”

Meanwhile, the discontent over the proximity of race vehicles to certain riders grew with TrekSegafredo rider Toms Skujins the latest to criticise the race organisation for allowing drafting during the ninth stage to Roubaix.

“After sector four [of the cobbles] I was caught by the group with Movistar chasing. Mikel Landa was there and then later on, Romain Bardet,” the Latvian said. “We definitely had some situations when the cars shouldn’t have been there.

“First of all, it was dangerous.

But there were a couple of times when I thought we were going suddenly a little bit too fast – we were doing 55-plus kilometres an hour on flat, maybe slightly uphill roads, and then looking up you see the motorbike.”

“You can’t blame the riders for using the motos. We use every single advantage you can get on the road. But it would be great to have the motos maybe stay a little further away.”

Slipstreaming motorbikes and race vehicles is unlikely to prove that helpful during the coming three Alpine stages, which include 12 categorised climbs and two summit finishes. Stage 10 takes the peloton to Le Grand Bornand, while Wednesday and Thursday’s summit finishes climb to La Rosière and the Alpe respectively.

Froome described stage 10 as a “tough little stage”, but added that “it’s definitely going to start shaping the general classification”.

“I’d imagine guys like Greg Van Avermaet are going to find it very hard to hang on. It’s a proper climber’s stage. Over the next three days we’ll see exactly that.”

By the time the peloton has descended the Col de la Colombière to Le Grand Bornand, Van Avermaet’s tenure of the maillot jaune will certainly be over. The real question though is which of Team Sky’s leaders will prove to be the best option on final victory in Paris.

French team celebrate World Cup win with Paris victory parade

F

rance’s young, World Cup-winning football team have staged a victorious home-coming parade in an open-top bus down the Champs Élysées as hundreds of thousands of supporters wrapped in flags cheered them on.

The 4-2 win over Croatia in Moscow on Sunday has cemented France’s re-emergence as a football superpower and brought the country together. The squad were driven down the packed avenue in Paris, smiling and waving and holding up the cup as the French air force staged a flypast amid plumes of red, white and blue.

City-centre Parisians and others from the capital’s banlieue suburbs swapped flags and sung the national anthem with others who had travelled from across the country.

On Sunday night, after the final whistle blew in Moscow, up to one million supporters had gathered on the Champs Élysées.

Throughout the night and into Monday, cars sped around Paris with people leaning out of windows waving flags.

Sissoko, 32, from the eastern outskirts of Paris, not far from where Paul Pogba grew up, brought his sons, Sadia, eight, and Hanet, six, to catch a glimpse of the team. “This is a big moment for the kids, it shows what they can dream of, who their role models can be,” he said.

France has traditionally placed more pressure than most other countries on its football team as a national symbol that can fix society’s ills. The mood of unity and

positivity that this diverse French team has brought has been seen as a balm for a divided nation hit by terrorism, and where the far-right Marine Le Pen won more than 10 million votes in last year’s presidential election.

The mood was different to 20 years ago, when France won the World Cup on home soil. That year, Zinedine Zidane’s diverse team was held up as the magic fix to France’s deep-seated discrimination and identity issues, with the team labelled “black, blanc, beur” – black, white, Arab. This time, politicians accepted that it had been folly in 1998 to expect the result of a football match to do so much. Indeed four years after the last win, Le Pen’s father Jean-Marie Le Pen, who had complained

there were too many black people on the team, made it to the presidential run-off.

Instead, as the team bus moved past cheering crowds on the Champs Élysées, supporters said each player should be seen as an inspiration, emphasising the places where the players had grown up, from poor suburbs to rural towns. “We’re not in 1998,” said Mounir Mahjoubi, the secretary of state for digital affairs, whose parents were born in Morocco. “We’re not still celebrating ‘black, blanc, beur’, we’re celebrating brotherhood,” he said of the team.

“This team is proof that today our generation doesn’t see differences, not in race, age or background – everyone is the same,” said Daphné Bada, 18, who with

her friend Cyrona Ramdani, 17, had come in from a suburban town in the banlieue.

Both were about to start university degrees. “This is a historic moment. We had to be here.”

Eric, 45, who worked as a health and safety officer in Amiens, northern France, had brought his two sons, aged 10 and 12. “Today is all about being proud to be French,” he said.

Graffiti in the city included: “Liberté, egalité, Mbappé”, a reference to the national motto and Kylian Mbappé. The 19-year-old star of the World Cup comes from Bondy in the Paris suburbs and the Sports Minister, Laura Flessel said he had allowed young French people in the suburbs “to dare to believe in

their dreams”.

The French President, Emmanuel Macron, who has recently dipped in polls after accusations that he is not doing enough for those most in need, hosted the team at the presidential palace. At the match in Moscow, he had been pictured in shirtsleeves punching the air, hugging the players on the pitch, then addressing them in their dressing room.

He told the team: “Kids, a big thank you, you allowed us to dream … 66 million French people watched you, you are an example for all those young people, and that’s going to last all your life. You will never be the same.”

There were some disturbances on Sunday night, with riot police firing tear-

gas when a small number of people threw stones at and broke into Publicis Drugstore on the Champs Élysées, with Police later clearing the area with water cannon. The Interior Ministry said there had been 292 arrests across France overnight.

At the presidential reception for the homecoming team, Macron invited hundreds of young football players from the poorer suburbs of Paris, where several of the French team began playing football as children.

Pogba led the team in several football chants on the steps to the palace garden. Macron addressed the team saying: “Never forget where you’re from. You’re from right here,” gesturing to the football trainers and volunteers from youth teams in the suburbs who had been invited.

Macron may be hoping his approval ratings will rise on the back of the victory. After the 1998 win, the unpopular right-wing President, Jacques Chirac enjoyed a boost in the polls.

A poll for Le Journal du Dimanche before the World Cup final found that the majority of French people felt the football results had boosted the national mood.

Several Paris Métro stations had their names temporarily changed to honour the team. Chandimal to miss 4 more games over spirit of cricket breach S

ri Lanka Captain Dinesh Chandimal and Coach Chandika Hathurusingha have been suspended for four ODIs, in addition to the two Tests they are already sitting out, after receiving the maximum possible punishment for their spirit of cricket offence.

Team manager Asanka Gurusinha also received the same sanction.

Following a ball-tampering row, the trio had been charged with the level 3 offence over Sri Lanka’s refusal to take the field on day three in the second Test in St Lucia last month, a refusal that resulted in a delay of roughly two hours.

Although they had pleaded guilty, and made the case that the entirety of the delay was not their fault, and that ICC match officials had failed to follow correct protocol, judicial commissioner Michael Beloff has imposed the harshest possible sentence, of eight suspension points.

This is the severest sanction the ICC has handed out since the demerit points system was introduced in September 2016.

Six demerit points have also been added to the records of all three men, which, for Chandimal,

brings his demerit point tally to 10, having received four demerit points over the original ball-tampering offence. This means Chandimal is on very thin ice for the next 24 months.

If he collects two further demerit points – for anything from slow over rate, to a breach of the code of

conduct – he will be suspended for a further three Tests, or six limited-overs internationals, or a combination of the two depending on the schedule.

Although he is suspended, Chandimal is allowed to be in the dressing room throughout the Tests

and the forthcoming ODIs against South Africa, though he is not allowed to enter the playing area at any stage. Hathurusingha, meanwhile, can continue to do his job as normal in between matches, but has no access to the dressing room or playing area on match days. He

can, however, enter the stadium and watch the game from elsewhere (such as from a president’s box).

Chandimal had captained Sri Lanka in their most-recent ODI – in the tri-series final in Dhaka, in January – but is not the official ODI Captain – that is Angelo Mathews.

It is in the second Test, which starts on Friday, that Sri Lanka are likely to consider Chandimal’s absence a greater loss. They have, however, won both the Tests he has already been suspended for (he missed the final Test against West Indies, too, on the ball-tampering charge, before the spirit of cricket proceedings began).

Sri Lanka had hoped for a much more lenient sentence, with the Board expressing regret, and Chandimal publicly expressing remorse over refusing to take the field, labelling that decision an “emotional” one. The hearing had gone on for over five hours, in which Sri Lanka had made the case that although they were guilty of breaching the spirit of cricket, the circumstances that led to that breach were exceptional, but Beloff did not buy this argument. ootball fever took its toll on Guyana on Sunday after several corporate giants gave local patrons the chance to view the 2018 World Cup action on big screens.

And as such, the FIFA 2018 World Cup was celebrated Guyanese-style in the heart of the city with cold drinks, music and a great atmosphere. Corporate giants ANSA McAL and Banks DIH did their part to give back to their patrons by staging a large-screen viewing of the

Vancouver Knights demolish West Indies B in Global T20 final T

he Vancouver Knights have stamped their name in T20 history after they handed down a seven-wicket thrashing to the West Indies B team in the inaugural Global T20 Canada on Sunday at the Maple Leaf King City Ground with 15 balls to spare.

Saad Bin Zafar hit an unbeaten 79 to help the Chris Gayleled Vancouver Knights clinch victory. Vancouver reached 1483 with 15 balls to spare in reply to West Indies B’s 145 all out in 17.4 overs.

Zafar plundered eight boundaries and three sixes in his match-winning 48-ball innings. Zafar and Rassie van der Dussen joined with Vancouver in trouble at 22-3, and with Gayle already back in the pavilion for just two runs.

Zafar and van der Dussen advanced Vancouver to 1003 in 13.1 overs with the run-

rate down to one-a-ball, and shared an overall fourth-wicket stand of 126.

ast year, Kerwyn Clarke had his pet title snatched from him after reigning as the Senior Bodybuilding Champion and Mr Guyana for four years.

However, on Sunday evening, the senior bodybuilder made sure that he would take home the accolade once again. On stage with four other successful bodybuilders, Clarke came out flexing his biceps and triceps with one goal on his mind, winning.

With last year’s Mr Guyana, Bruce Whatley absent, it was a no-brainer for Clarke who flexed his way to the top. Speaking on the win, he noted that he was grateful to everyone who has been a part of his journey. “First

and foremost, I’d like to give thanks to the Almighty; I’d also like to extend sincere gratitude to Mr Ross, my training team, my family, and Fitness Express,” he stated.

The well-decorated bodybuilder went on to share a little about the expectations he had for the competition. “This year’s competition wasn’t as expected, I was most disappointed in the turnout, I was expecting a higher intensity of competition on the stage from my fellow counterparts. And I was expecting also the reigning Mr Guyana, Mr Whatley to be here on stage so that I could have taken it from him rightfully.”

Nevertheless, Clarke not-

ed that he was now focused on his Central American and Caribbean (CAC) championships campaign, stating, “It didn’t happen that way, but I am still very thankful and I’ll just set out to CAC, which is my next venture.”

Guyana Amateur Bodybuilding Federation President Coel Marks highlighted that the event was a success despite a few hiccups along the way. “In terms of attendance, we did see that we as per normal had great numbers at the show. We had a few hiccups in terms of the hosting and venue and technical difficulties with the audio, but the show must go on and we were able to host another successful bodybuilding event in Guyana,” he stated.

The President of the Federation also disclosed that his team will work harder to improve the competition in the coming years, stating: “We hope that we are able to continue doing so, going forward next year and make it more robust and make sure that we continue to fulfil our mandate as bodybuilders in Guyana.”

The winners at Sunday evening’s competition will now set their sights on the CAC championship, which is scheduled for July 27-29 in Mexico.

f Rory McIlroy needed any further incentive to win a second Open Championship, it was delivered by another sport. Novak Djokovic’s Wimbledon triumph, his first since 2015, resonated with the Northern Irishman as he looks to reclaim the Claret Jug he won at Royal Liverpool four years ago.

“The Open is massive and I was very honoured to win it,” McIlroy said. “Seeing Novak winning Wimbledon, he hadn’t won it in a while, and the emotion he showed after that was really cool. Golfers and tennis players are similar in the sense that they’re both trying to win four tournaments and it is a huge deal. And if you’ve won some, you really want to win more.”

The time lapsed since McIlroy was in the winner’s circle at a major is explained in part by two serious injuries. “Four years is nothing in a career in golf, but at the same time, at the rate I was winning them, yes, it feels a long time,” McIlroy acknowledged.

That his season to date is regarded by some as mediocre is also strange. McIlroy has a single PGA Tour victory to his name this season, the same as Jason Day, Dustin Johnson and Justin Thomas.

McIlroy senses salvation may arrive in Scotland. During 18 holes in the company of Jon Rahm early on Monday the four-time major champion used his driver with great regularity. Burnt Carnoustie fairways – and more importantly, thin rough – offer opportunity, McIlroy believes. This marks an alternative strategy to that of the majority of the field, who will be using irons from most par-four tees.

McIlroy added: “Jon and I had good chat and the way the rough is, there’s not much of it, someone like us who can fly it over 300 yards, you’re basically taking all the trouble out of play on a lot of holes. Obviously, you

have to pick your points, but I think you’ll see the big hitters play very aggressively.

Get it down there with wedge in hand and you’ve got a big advantage.

“I never thought in the past of hitting driver at the 1st here, but if you hit it on the left there, you can get it on the green.

Ali Khan to replace Beaton in TKR line-up T

he Trinbago Knight Riders have sought long and hard to fill their bowling line-up ahead of the 2018 instalment of the Caribbean Premier League (CPL) and as such, have announced the addition of USA fast bowler Ali Khan.

Khan will join the team prior to TKR’s first game on August 8 and will be replacing Guyanese Ronsford Beaton, who will

miss this year’s tournament as he continues remedial work on his bowling action.

The right-arm fast-medium bowler is in fact no stranger to the Hero CPL arena. Back in 2016, the 27-year-old made his CPL debut on the Guyana Amazon Warriors side. On his very first delivery of the tournament, Khan snatched the wicket of legendary player Kumar Sangakkara. Additionally, he was first selected for the USA team in 2016 and has become

a regular for his national team since.

The Pakistan native will be in top shape, having just finished his stint in the Canada Global T20, where he played for the Winnipeg Hawks.

Khan will have the opportunity to entertain his home crowd with his bowling when in the USA when TKR take on Jamaica Tallawahs at Central Broward Regional Park in Lauderhill, Florida on Sunday, August 19.

Speaking of Khan joining the squad, Venky Mysore, Director of TKR, said: “Ali Khan has shown that he is a rapidly-improving bowler of real potential, and we are excited about him joining TKR for the 2018 tournament. We are sure he will be a real asset.”

The Trinbago Knight Riders will kick off the 2018 edition of the Hero CPL on home turf at the Queen’s Park Oval, facing the St Lucia Stars on August 8.

n extra day of football action has been added to the ExxonMobil/ Petra Under-14 football league, giving patrons and students an extended schedule to feed their appetites.

The semi-final action will go down at the Ministry of Education Ground, Carifesta Avenue, this afternoon. In the first match-up, the young ladies of East Ruimveldt Secondary and South Ruimveldt Secondary will face off to book their spot in the final. While East Ruimveldt has had their share of ups and downs in the tournament, they will look to upset the seemingly strong South Ruimveldt team.

South, on the other hand, have had massive victories in the competition and are striving to meet Charlestown in the final of the competition.

In the second match-up, which is slated for 16:00h, one hour after the first, the males hailing from Buxton Youth Developers will meet Chase’s Academic Foundation in the clash of the tournament. The two teams which are considered the best of the best in the tournament are

both coming off of enormous victories in their round-robin segment and quarter-finals. And as such, the excitement for this semi-final should mirror the exhilaration that World Cup fans felt during the Brazil v Belgium match-up.

Last Saturday, the first two semi-finals were hosted at the same venue. In the girls’ category, Charlestown held out in a goalless game against New Campbellville Secondary to go through to the finals on penalties. Later on, North Ruimveldt Multilateral Secondary played a great hand of defence tactics to restrict St John’s College’s goal scoring. The 1-0 game meant that North Ruimveldt Multilateral Secondary will now wait to see whether they will meet Chase Academy or Buxton Youth Developers in the final on Saturday, June 21.

Owing to the Guyana Football Federation hosting its camps for the Caribbean Football Union (CFU) Boys U-14 Challenge Trophy and the CONCACAF Girls U-15 Championship selection, many of the players in the ExxonMobil/Petra tournament were restricted from leaving the camp, which was housed at the Leonora Track and Field Centre from July 8 to 16.

Today’s action will kick off at 15:00h.
