Retrial ordered for case involving businessman who fired 11 times

A

fter deliberating intensely for nearly six hours, the 12-member mixed jury involved in the trial of businessman Derek Jaisingh at the Demerara High Court was on Thursday unable to return formal verdicts on two counts of attempted murder.

This businessman has been accused of firing multiple shots at his neighbour Sherwin Hamilton, 44, and at Hamilton’s uncle, 54-year-old Welton Edwards. Nine of the shots fired struck Hamilton, and two hit Edwards.

The shootings occurred at Land of Canaan, East Bank Demerara on November 2, 2014.

The account of Edwards and Hamilton was that they sought to enquire from Jaisingh why he allegedly assaulted Sherwin’s brother, Raymond Hamilton.

Jaisingh’s claim was that he thought the two men, in the company of others, were about to perpetrate a robbery on him.

Over the last two weeks, the jury considered these variables among other pieces of evidence they were presented by State Prosecutors Orinthia Schmidt and Lisa Cave. Much of the courtroom was packed with relatives and friends from both the accused and the virtual complainants during that time, and Thursday was no differ-

ent, as many persons were left without seating at the announcement of the verdict.

Just before dusk, the foreman informed the court that his fellow jurors could not come to a formal decision by way of 9-3 proportion, which was rendered on both counts.

Earlier in the day, at about 14:30h, the jury sought further directions pertaining to

the legalities surrounding self-defence and attempted murder.

Justice Sandill Kissoon informed the panel that should they accept that the defendant was under imminent threat or danger, they should consider the nature of the attack, and also if the amount of force used was reasonable.

At that point, they had been unable to determine a verdict, and the dissenting voices remained steadfast in their position several hours later.

With close of this matter, the April criminal session was brought to a formal end, and the judge told a seemingly surprised Jaisingh that he will have to face another trial at the next practicable assizes. He will remain on bail pending the Director of Public Prosecution’s determination of another trial.

During the trial, Sherwin Hamilton had claimed that when they approached Jaisingh on the allegation, he pulled out his weapon and began firing shots at him and

his uncle.

Sherwin, called “Nasty Man” said that he was sleeping in his shop at Land of Canaan when he heard screaming outside. He said he climbed up and looked out of his window and realised that the screams were that of his brother’s.

“I went over the road and I saw this man sitting on my brother hitting him with a gun. I went out and pull off my brother by holding [Jaisingh] on his shoulder. After that, he get up and snatch my jersey and dealt a lash to me with his gun to my

head,” he said.

It was after this that Sherwin Hamilton went and called his uncle Welton to the scene. Sherwin’s brother, Raymond, had denied that he was “cooking up” a story when he said Jaisingh beat him with a chair, which led him to contact his two relatives, who were eventually shot.

The witness noted that he heard gunshots, and when he came out to see what was happening, he saw his uncle Welton Edwards lying on the public road in a pool of blood.

Alleged shooter in America St money changer’s murder nabbed

ess than a month after a third person was arraigned for the shooting to death of America Street money changer Sean Nurse, the alleged shooter was arrested on Thursday moments after he was released from the Camp Street penitentiary.

Based on information received, William Hendricks, who was incarcerated for the past three weeks on a wounding charge, was detained by investigators and was currently being interrogated about the murder.

A Police source told Guyana Times that detectives would have received information from eyewitness-

es which named Hendericks as the shooter.

The well-known money-changer, of Lot 33 Shopping Plaza, South Ruimveldt, Georgetown, was sitting in a chair at the corner of Avenue of the Republic and America Street on February 4, 2018 when he was approached by a man armed with a handgun.

The man demanded that Nurse hand over a bag containing an undisclosed sum of local and foreign currencies. Nurse resisted, and in retaliation, the bandit pulled the trigger, shooting him once to his head. Nurse collapsed and died almost immediately.

The Police retrieved a spent 9mm shell at the scene, and questioned several persons, who gave a description of the shooter. At the time of the shooting incident, the suspect was reportedly clad in a red hoodie and a pair of brown trousers.

On May 10, Kacey Heliger, of Lot 42 Shell Road, Kitty, was charged with the murder of the money- changer.

Two other men, Kerwin DaSantos and George Hope, both 22 years old, have also been charged with his murder.

overnment has recently announced that part of the $30 billion bond for the Guyana Sugar Corporation (GuySuCo’s) Recapitalization Project will be dispersed, but Opposition Leader Bharrat Jagdeo has said there are still many unanswered questions, especially relative to GuySuCo’s liabilities.

In addressing a press conference on Thursday, Jagdeo raised concerns over the manner in which the matter is being handled, and used the opportunity to call on Government to ensure that certain issues are clarified.

But, more importantly, the former head of state noted that GuySuCo is still without a board. As such, he questioned whether the Special Purpose Unit (SPU), the National Industrial & Commercial Investments Limited (NICIL), or Finance Minister Winston Jordan are the sole decision-makers.

Since the corporation is without a board, and the SPU falls under the responsibility of the Finance Minister, all decisions are most likely to be made by him in the absence of that body, Jagdeo has said.

As of December 31, 2017, all of GuySuCo’s assets were transferred to NICIL. The operations of GuySuCo are being managed by the SPU of NICIL. The $30 billion was raised solely on the Government’s promise to repay investors within five years, if the money is not repaid by NICIL. It was recently revealed that the bond represented one of the largest financial transactions in the Caribbean, mainly due to the Government’s guarantee. The bond also comes with a 4.7 percent rate of return for the investors.

But, on Thursday, Jagdeo revealed that the NICIL and GuySuCo’s assets were used as security for the money received from the bond holders.

According to him, not only the four sugar estates that were closed, but also 100 per cent of Government’s shares in GuySuCo, based on the Vesting Order of the agree-

ment, were used as security for the loan.

“The entire GuySuCo was transferred to NICIL, contrary to the view that it is only the four estates,” he said.

Jagdeo, a trained economist, reasoned that with a transfer of assets, all that is left are the liabilities of GuySuCo, which could best be described as a shell company.

He delared, “It is a bit confusing. Who owns the liabilities now?” And he explained that the liabilities included the $32 billion of pension liabilities. “Who will assume responsibility for this? This needs to be urgently clarified. We are in the dark,” he said.

The Opposition Leader also noted that there isn’t any clear plan as to how the Government would utilise and repay the bonds.

As such, he said, he foresees that the first tranche of $17 billion, already received, has the potential of disappearing, and this could happen for the rest, too. “…if this fails, the banks will seize assets used to secure the bond…the first call of bond holders will be on the assets of NICIL. The assets will include not only the GuySuCo assets, but other NICIL properties too,” he explained. He said if the bond holders sell those assets, they would still not be able to come up with enough money, and this could lead to them taking advances from the treasury to settle.

Further, Jagdeo noted, there was no clear and coher-

ent policy implemented to assist with the management of the sugar sector. As such, he said, these policy issues must first be ironed out before talks about privatization get underway.

“There are many policy issues to deal with before privatisation…decisions were made and there was no study, no prospectus to detail those plans,” he observed.

Another important observation made by Jagdeo is that once some of the estates are privatised, a decision will have to be made about the quota of work and markets for each. He said if, for example, one or two estates are privatised, and they engage in the production of sugar, it would be interesting to know the formula that would be utilised to allocate the mar-

kets between the private and publicly owned estates.

“Secondly, there is a pricing formula for private cane farmers that is enshrined in legislation. Are you going to amend that? How are you going to treat that legislation?

Are you going to insist that a private person follows the same formula, or are you going to create one?” he further questioned.

But Jagdeo didn’t stop there, he questioned who will take up the responsibility for drainage and irrigation on the private estates, and what tax regime will those estates receive. “There are tonnes of policy issues that need to be addressed long before you craft a framework for privatisation. We have silence on it. I am not even sure that they are addressing the issues in all the complexities that (they) deserve.”

The former head of state said he is not confident that either the $17 billion or the entire sum will be properly spent, and in the end, Guyanese tax payers may be left the heavy burden to foot the bill. “Guyanese have to understand: if we are not careful, we will hold the burden of all of this, because of incompetence and corruption,” he added. In a worst case scenario, the banks, could seize all assets, he said.

Pride and Prejudice

O

n Saturday last, Guyana held its first historic Pride Parade and March through the streets of Georgetown, and it saw prominent members of the gay, lesbian, bisexual and transsexual community seeking to raise awareness about a number of issues which are affecting their ability to lead peaceful, productive and fulfilling lives.

Among other objectives, the parade called for an end to discrimination against members of the LGBT community while simultaneously lobbying the current A Partnership for National Unity and Alliance for Change coalition Government to deliver on the promises made to the minority grouping at the last General and Regional Elections, held back in May 2015.

From all indications, the parade was peaceful, and saw the attendance of several heterosexual personalities, human rights activists, and non-governmental organisations who were supportive of an end to the discrimination faced by the LGBT community here. There were also others who went as far as telling the media that they saw nothing wrong with the decriminalisation of same sex relations between consenting adults above the age of consent.

The parade, which marked the culmination of the Pride Week, was deemed successful because Guyanese who were present and lined the roadways demonstrated tolerance, public decency, and sympathy to the plight faced by sections of the LGBT community, who are often times the victims of unsolicited violence and aggression, public scorn and victimisation, as well as verbal abuse.

As a matter of fact, Guyanese who were against the idea of the Pride Parade were given the time and space in the media to voice their concerns and contribute to the ongoing debate about how such activities could potentially harm the moral and social fabric of our society.

Specifically, the religious bodies, too, were allowed, via social media and other formal mass media platforms, to share their perspectives on how the Government should respond to the pressure from the minority LGBT community to advance certain legislative changes that would further protect the human rights and freedoms of the grouping as Guyana continues along the path of socio-economic, cultural and political advancement.

Expectedly, there were also passionate and emotionally strong arguments put forward by activists who support the school of Queer Ideology and the need to codify legislation to protect the LGBT community from the wrath and aggression that flows from those with homophobic tendencies and ideological perspectives.

The movement, too, within the Caribbean -- specifically in countries like Barbados, Trinidad and Tobago, Belize, the Bahamas, and even Jamaica to a lesser extent -- is indicative of the challenges that lie ahead for states that are based on secularism and founded on the principle of democracy as well as the protectionism of everyone’s entitlement to the basic human rights, regardless of their race, gender, religion or social standing.

Governments within the region must learn from the experiences of others within the Anglophone Caribbean and further afield, in order to ensure that they make the right decisions about how to respond to the demands of the LGBT communities while not offending the sensitivities of the other groupings within their societies, who obviously will form the majority.

In this respect, Governments must ensure that they stand on the principles that will shape the type of Caribbean countries which will not earn the reputation of promoting the proliferation of violence – systemic and otherwise – upon minority groupings.

They must not be foolhardy, and they must understand the burden to move in the same direction as modern democracies; which, if nothing else, protect the human rights of all their citizens, because everyone is equal before the law.

Also, Governments within the region must understand that all of the people who form part of their republic must either have a say or be heard in the ongoing debate about the decriminalisation of same sex unions between consenting adults, and the call for an end to the prosecution and persecution of minority groupings.

Perhaps it is easier said than done, and those who are seeking to achieve a shift in the traditional gender assignment roles and the way in which societies are constructed must prove their case.

The truth is the issue of LGBT rights and demands is complex, and maybe that is why Executive Governments have stayed clear of going further than condemning violence and discrimination against the members of that minority. In fact, most Governments fear facing the polls after making sensitive decisions, because they know that the power of the ballot, which lies in the hands of the majority, is even more powerful than the support they may lose from a minority LGBT community.

In the end, there may be no urgent need to rashly address all of the demands of the LGBT community at once, if the leaders of regional Governments start to promote higher levels of tolerance, social cohesion, equality and inclusion. The time has to be right and the stage has to be set for any revolution or threat to the traditional structure of our society to succeed. Is the time right for Guyana?

Let’s not get comfortable with chaos (Pt 2)

Dear Editor, Recently, Fire Prevention Officer Andrew Holder lamented the challenges the Fire Department faces in its bid to saves people’s lives and property. Mr. Holder was quoted in the media as saying that fire tenders with blaring sirens are ignored by minibus operators/touts until they “have filled and packed their bus, and until they feel they should move aside” to allow fire tenders passage to get on with the business of fire-fighting.

Obviously, the passengers are complicit.

To protect its people, the United Kingdom issued a terse travel warning to its citizens planning to visit Guyana: “Avoid Using Minibuses.” The advisory states that the buses are driven dangerously, and are responsible for the majority of road accidents in Guyana.

Public Infrastructure Minister Annette Ferguson, in November last year, urged commuters to speak out and condemn errant

minibus operators, because remaining silent can worsen the situation.

Traffic Chief Dion Moore concurred, stating: “If we need our roads to be safe, then we must change our attitude when we use the road. Many times we see other persons doing things that are not in keeping with road safety practices, but what we do? We sit, relax, or we go about our journey without saying a word. If we speak out, we can make a difference.”

But to tell minibus operators to slow down their pace or to turn down their music is actually to make a conscious decision to incur their unrestrained aggression and abuse, making your bad day worse, or spoiling your good day. I believe that many people, already dealing with challenges in their lives, rarely want to make this decision; and decide to bear the discomfort and play a bit of ‘Russian roulette’.

However, I would like Traffic Chief Moore and

others in authority to see how best we can protect our commuters and pedestrians. I have a few controversial suggestions in order to institute discipline. First, implement regulations for minibuses to be painted in a standard colour, and give owners six months to comply. No more wraps.

Secondly, make it mandatory for drivers and conductors to wear a specific type of clothing, maybe a white shirtjack and black pants. A neat identity card bearing their names and photographs should be clipped to their shirts at all times.

Thirdly, ban music on all minibuses providing public transport. I have seen Police officers turning a deaf ear to these moving dancehalls. I have also seen the Police attempt to stop buses from playing loud music on board.

What usually ends up happening is a silly game of catch-me-if-you-can. The drivers turn down the music when passing a cop, and

turn it back up when out of earshot. So clearly, allowing music at a moderate decibel level isn’t working.

Fourthly, erect secret cameras at strategic locations to record those speeding minibus operators as they go about their business of adding chaos to the lives of Guyanese.

Fifthly, place more Police officers on the road, not singly, but in small groups of three or more, to make them less susceptible to being bullied by hostile minibus operators.

I believe that turning a blind eye to small things has propelled major slips and slides in our society.

And similarly, by taking small, concerted and dedicated steps, we can restore order.

Let’s not get distracted with politics and oil while persons without respect for law and order run amok.

Let’s not get comfortable with chaos.

Dear Editor, The Department of Public Information (DPI) has released a report in propaganda form in which Esso Exploration and Production Guyana Limited (EEPGL), an ExxonMobil subsidiary, claims that Ram & McRae (as well as Rams & McRae) are among the “227 local companies and individuals that ExxonMobil has done business with in the first

quarter of the year (2018).”

Our records for the last ten years, including the entire 2018 to date, show that Ram & McRae has provided no services to EEPGL or any of its affiliates. Incidentally, Ram and McRae added, “An accounting colleague, Mr. Ramesh Seebarran, indicated to us that he, too, is named, even though his firm has not provided any such services”.

Generously, we would like to believe that this is a genuine mistake, and we therefore call upon DPI and EEPGL to correct the false information, which has led to even more outrageous reporting.

Entirely independent of the EEPGL, Ram and McRae has been providing a range of services to subcontractors of EEPGL and other entities operating in the

sector. We are also aware of a number of non-Guyanese firms providing similar services to subcontractors, and these have not been included on the list.

My name is on the list Sundries

Dear Editor, I am a communications consultant and freelance writer, a profession that suited my previous remote location on the Linden Highway. Three years ago, I began writing for a local newspaper, and about a year after that, I applied for a full time communications position at ExxonMobil. I was unsuccessful in that instance, but was fortunate enough to be recognised and offered a contract as a freelance writer. So my name is on the list recently released by the DPI, naming local contractors for ExxonMobil.

Whether or not I believe the list should have been released, one thing that I feel strongly about is the response from those who pushed for its publication -- that the list is “padded” with individuals. I have a couple of questions to ask: How is my income any different than that of a business? If I was to choose a name for my services and set up a business, would the money I earn be going anywhere else? ExxonMobil pays me to provide a ser-

vice, as they do any of the other registered businesses. My wages are spent on the same things most business owners spend their money on: food, clothes and schooling for my children, living costs, bills, rent and taxes. Just because I offer my service as an individual, does that change the fact that the money spent by ExxonMobil is going into a local pocket, which in turn supports more local businesses?

There was skepticism out there when the public heard of the high numbers of companies and contractors that had benefited from the operations here in Guyana; there was a call for those names to be released.

Contrary to practice anywhere else in the world, the list was made public, and when indeed the numbers were verified, of course there was new critique about who was on the list. Well, I am a name on that list. I earn my living by providing a service to ExxonMobil, and I am therefore eligible to be included as local spend. I benefit, as do direct employees,

and so do most of you. My income goes right back out to more local businesses.

How can the money being spent and circulated into the Guyanese economy be seen as anything other than a benefit? Every dollar that ExxonMobil spends in Guyana aids our economy.

When you work for a company that shows you first hand -- as I have seen -- its intent, willingness, and commitment to building local content in its deed and action, it is extremely frustrating to then be faced day after day with criticisms of those actions. I have the same concerns as other Guyanese about this emerging industry. I have the same hopes for my children growing up. I am wishing for a better life for my family and friends, with better schools, better health care, better roads, and better jobs.

So please do not be fooled into thinking I write this letter in protection of my contract. Please know that my loyalty lies with those who will operate in a way that protects that better fu-

ture, and I would hold accountable those who do not.

The industry is new, and there is bound to be some confusion and limited knowledge, so I urge people to focus on the facts; do not get caught up in the scaremongering, be optimistic about the future. There may be much you don’t know, and much you hear second hand, but you can read the list for yourself to see that ExxonMobil has honoured its promise and has been investing in locals. This is just the beginning, and there is already clear evidence of benefits. From someone who spends her days researching, I am confident more is to come.

I am proud to be part of a company that, in my own experience, conducts itself in such a manner that I feel secure in having my name associated with it, whether on that list or at the bottom of this page.

Use schools’ environs as a tourism tool

Dear Editor, Because most of my time is spent addressing some pending matters which were shelved for some years now, I can't say for sure what level of progress the Guyana Tourism Industry is making; but I will continue to say to all stakeholders I am aware that it's no easy task to convince foreigners to head to this destination, and you just have to keep going and fighting harder to ac-

complish your task.

I still do make time to contribute my little bits and pieces from an independent standpoint, but this is very challenging. I believe that, locally, we can improvise in many little ways, with the consultation of experts on preservation of artefacts being one such way. Perhaps we can now consider a different approach, and include schools environs as an option. Of course, the Ministry of Education would need to play a major role, in collaboration with all stakeholders.

I thought perhaps artefacts that represent schools from decades ago, especially the 'British Guiana' era, could now be displayed in glass showcases, and in this way, we can assist in the preservation of our history.

I do possess a historical literature piece of the 'Bishop's High School Journal dated September 1958' which I am making available by way of photo image for education to everyone via your respective

newspapers. It has some very interesting data, along with a few photo images and advertisements.

Two notable names published in it are as follows: Christobel Deane (Secretary of the Methodist Society at U.C.W.I). Though I am wild-guessing with this name, I believe she was the wife of the late Senior Council Clarence Hughes,

and has transitioned.

Shirley Field-Ridley (President of the Political Club, and Female Student of the Year 1957-58 at U.C.W.I). This has been a very popular name over the years; quite a lot of persons would agree.

Dear Editor, The Caribbean Voice, like many Guyanese, is thrilled that elevators are being installed at the various overpasses on the EBD road, especially since such is critical for the elderly, disabled and sick, to enable them to use the overpass.

We now repeat our call for the steps on both sides of the overpass to be completely enclosed, to prevent anyone from jumping off the steps in suicide attempts.

Already there has been one such victim. The bottom line is that small, proactive measures like this are the strategies that lead to a gradual decline of suicide.

Secondly, TCV lauds those involved in the protests and picketing in front of Mae’s, and applauds the administration’s decision to apologise. However, given the psychological trauma that the child has experienced, compounded by the bullying, we strongly urge

the school to not only provide counselling to the child, but to also hold anti-bullying and cultural sensitisation sessions with all students.

Finally, TCV has noted the use of terms like ‘mentally unsound’, ‘unsound mind’, ‘mentally challenged’ to refer to persons with mental illnesses. We strongly urge that these terms be replaced by “mentally ill” or “suffering from mental illnesses as generally advocated by mental health activists and practitioners”. The fact is that no one who suffers from a physical illness is referred to as physically unsound, unsound body, or physically challenged.

Continued from Thursday Q: How frequently should parents give Labeled Praise? And how do they make it a habit?

A: As a Parent-Child Interaction Therapist, I (Dr Patricia Gisbert) coach parents to give Labeled Praise at a ratio of four praise interactions for every one corrective interaction for negative behaviour (4-to-1 rule).

Parents can practice giving Labeled Praise to their child at home during Special Time, which basically is spending just five minutes on the floor playing without giving any commands or criticism and focusing on giving Labeled Praise.

When used as part of interactive therapy, I actually have parents give at least 10 Labeled Praise statements to their child in those five minutes. This practice helps parents get so used to giving Labeled Praise that they find themselves routinely doing it throughout the day.

Q: How does Labeled Praise change a child’s behaviour?

A: Giving praise seems like a simple parenting adjustment, yet it can bring about very profound, research-backed results for behaviour modification. This is very important because unfortunately, as we said earlier, we often give children attention only when they are doing something negative. When children start to recognize that using a negative behaviour will get them more attention than using a

positive behaviour, they will continue to use the negative behaviour.

I encourage parents to give their child more attention for positive behaviours so he or she starts associating parental attention with doing something good. If you think about it, a child who hits another person 10 times in a day (yes, that is a lot) is doing something negative for only around 10 seconds during that day. That leaves 86,390 seconds in the day when the child may be doing something positive with his or her hands. Calling attention to those positive behaviours by using Labeled Praise encourages the child to do more of that behaviour, which is what eventually changes negative behaviour.

On the other hand, if Dad often tells Mom, “Thanks for cooking for us” or “Your dinner was amazing,” Mom will be more encouraged to cook for the family, have more positive feelings about Dad, and feel better about herself. It works the same way for children.

In addition to strengthening the parent-child relationship, using Labeled Praise has other benefits:

A: Yes. But it is important that the older children understand why they are doing it and how to do it in a way that doesn’t seem “fake” or “insincere” to a younger sibling. I also encourage parents to have older siblings focus on the positive opposite behaviours of a younger sibling so the younger child understands that positive attention

Q: How does Praise improve the parentchild relationship?

A: Giving Labeled Praise strengthens the relationship between children and their parents because children start to recognize that their parents see the positive things they do, not the just the negatives. It’s much like the relationship in a marriage. If Mom cooks dinner every day and Dad never acknowledges it, but one time says, “This doesn’t taste good,” do you think Mom feels good about herself, wants to cook again, or

children exhibit more of the positive behaviours their parents are praising them for, their self-esteem increases, and both children and parents feel good about what is happening.

Q: Is it a good idea for parents to encourage their older

Q: Is there such a thing as giving a child too much praise? If so, what could be the negative results?

A: There is no such thing as giving too much praise when it is done ef-

fectively and sincerely, at the right time and for the right purpose. Praise becomes negative only when a child thinks a parent is not sincere or is giving it half-heartedly, or when the praise isn’t relevant to the child’s behaviours. For example, praising a toddler 10 times a day for fitting two Lego® pieces together would be relevant to that toddler, who is starting to establish his fine motor skills. But that type of praise would not be relevant to a 7-yearold who already knows how to do that simple task.

If praise becomes negative, a child might start ignoring the parents, withdrawing from them, and not believing what they say.

Q: What are some common hurdles for parents when implementing Labeled Praise?

A: One of the biggest hurdles for parents is being too busy to spend Special Time with their children so they can practice their praising skills. I remind parents that Special Time only has to be five minutes a day, and that they also can play and practice using Labeled Praise during other activities (cooking a meal or reading a book together).

Some parents worry that using Labeled Praise will teach their child to display positive behaviours only to earn praise. I remind parents that when they were going through potty training, they probably received a lot of praise or rewards but now no longer need someone to praise them after they use the bathroom. This usually gets them laughing and helps them understand how praise can eventually help children make positive behaviours part of their daily routine, and no longer do them just for praise.

Q: Should you eventually wean children from Labeled Praise or should parents continually practise this method?

A: The great thing about praising positive behaviour is that at first, a child will use a positive behaviour over and over in order to earn praise. However, once the behaviour becomes part

of the child’s routine, it isn’t necessary to give praise every time the behaviour is used. Even so, it is still a good idea for parents to praise their child once in a while for that positive behaviour.

Q: What is the difference between praise and a compliment?

A: Labeled Praise works best as a way to change a child’s negative behaviours by recognizing his or her positive behaviours and helping the child to understand that using those positive behaviours will earn attention and praise.

Compliments, on the other hand, are usually geared toward recognizing something a person already possesses; for example, telling someone, “You have really nice eyes.”

Q: Do you recommend giving tangible gifts or rewards as part of the praise a child earns for positive behaviour? If so, what suggestions do you have for setting healthy boundaries for such gifts and rewards?

A: Praise and rewards are two different yet complementary things. Praise is valuable in everyday life because parents can give it any time and because it can effectively improve the parent-child relationship, increase a child’s current positive behaviours, and enhance his or her self-esteem. Tangible gifts or rewards, on the other hand, are helpful in encouraging a child to learn a new behaviour or work on one that is more difficult. The decision on whether to include a reward or gift with praise can be made on a case-by-case basis. For example, one child who is being potty trained may only need Labeled Praise to learn that skill. But a child who is having difficulty with potty training may respond better to praise and a tangible reward. If you do decide to give a reward, you still should give praise, too.

And the purpose of a reward should be to increase the frequency of the desired behaviour that has been difficult for your child. In addition, rewards shouldn’t be so easy to earn that your child always gets one or so hard to earn that he or she never gets one. Finally, take into account how frequently your child is using a desired behaviour when deciding whether he or she merits a reward. (Excerpt from parenting.org)

remnauth Persaud, also called “Sanbad”, “Sinbad” and “Bouy” was on Tuesday evening arrested in Berbice in connection with the deadly attacks on the high seas between April 21 and May 2, 2018, which left several missing and four dead. He was listed as the ring leader of the gang that execute the attacks.

The man was arrested at Number 68 Village, Corentyne, Berbice, by ranks of the Guyana Police Force who acted on information received. His apprehension is seen as a major breakthrough in solving the crime. Persaud was wanted by both Surinamese and Guyanese lawmen following the pirate attacks.

Based on reports received, after committing the heinous crimes, Persaud, the captain of Cristina-1 SK-1221 and the other men, held Gowkarran Outar called “Gavin” as hostage on their way back to Guyana.

As the men approached their destination, they allegedly killed Outar and threw his body into the Atlantic Ocean. His body

However, on Wednesday, 19-year-old Alexander Denhart, also called “Shameface”, was arraigned with the murder of Tilacknauth Mohabir who was killed between April 27 and May 3, 2018.

One week earlier, his ‘boss’ Nakool Manohar, also called “Fyah”, was arraigned with the same murder, as well as several robberies committed on the high seas.

On Saturday last, Surinamese law enforcement officers had arrested “Bolo” as a member of the deadly gang and they are on the hunt for another referred to as “Dick”.

The piracy attack reportedly stemmed from the execution-style killing of Somnath Monohar who was gunned down on March 30, 2018 in Suriname.

As a result of Somnath Monohar’s death, his brother Nakool had travelled to Suriname and had offered US$50,000 to the gang members to take revenge for his brother’s death.

Nevertheless, “Killerman” who was fingered in the death of the Guyanese businessman, was arrested and remains in custody.

Prior to his arrest, Premcharan Ravikan, a Surinamese Police Auxiliary Agent, was found dead hours after he had allegedly been kidnapped by Guyanese.

He was reportedly stabbed five times and shot once. His throat was also slit, and a single bullet wound was evident to his abdomen. It was later reported that he had provided

Thomas Street, Kitty resident who was accused of stabbing 22-year-old Richard Noel to death during a confrontation in the vicinity of the Stabroek Market reportedly surrendered to detectives at the Brickdam Police Station on Thursday.

Based on information gathered, the suspect was accompanied by his attorney and immediately taken into custody. A Police source told Guyana Times that the suspect would be interrogated about the murder, after which a file would be sent to the Director of Public Prosecutions (DPP) for advice.

The vendor, of Lot 39 William Street, Kitty, Georgetown, was stabbed to death on Monday about 13:30h at the Route 41 minibus bus park.

A relative, Tremaine Mc Curdy confirmed that the argument was indeed about the suspect assaulting the now dead man’s sister.

“There was a conflict some days ago between Richard’s sister and the [suspect], who confronted the sister on the street a day and they had a talking, and like he hit the girl. So, Richard go to confront [the suspect] about what’s the problem between he and his sister, and like they had a hard talking,” the young man explained.

Since the incident, the suspect has reportedly gone into hiding until Thursday when he turned up at the Brickdam Police Station with his lawyer.

Minibus driver further remanded for killing pedal cyclist

wenty-five-year-old Jamal John of Lot 53 Joseph Pollydore Street, Lodge, was on Thursday further remanded to prison by Senior Magistrate Judy Latchman on a causing death by dangerous driving charge.

John, a minibus driver, had denied the charge that was previously read to him.

In a bail application, John’s lawyer requested that his client be released on reasonable bail since he was locked up for a long period of time and there are no witnesses in the matter.

The matter was adjourned until June 15.

It was alleged that

on December 18, 2017, at Vlissengen Road, Georgetown, he drove minibus, BTT 8476, in a manner dangerous to the public, causing the death of Desmond Grandsoult.

Facts presented to the court stated that on the day in question, the minibus was proceeding South along Vlissengen Road at a fast rate while the now dead man was proceeding in the same direction, in front of the minibus. Grandsoult then attempted to cross the road when the accident took place. It was reported that the left front side of the minibus collided with the

rear of the pedal cycle which resulted in Grandsoult falling onto the roadway and being run over by the bus.

The driver then swerved into the trench.

The injured man was picked up in an unconscious state and taken to the Georgetown Public Hospital where he was admitted to the High Dependency Unit.

The 42-year-old man subsequently died while receiving treatment.

It was reported that on the day in question, John fled the scene which resulted in the Police issuing a wanted bulletin for his arrest.

Teacher testifies in Kescia Branche murder PI …murder accused denies knowing teacher

ayana Michael, a former teacher of the Richard Ishmael Secondary School, on Thursday stood before Magistrate Judy Latchman to testify in the Preliminary Inquiry into the murder of Kescia Branche.

She told the court that she only knew the murder accused, Matthew Munroe through Branche, since he would usually pick them up after partying on the weekend.

The woman explained that after Branche’s death, she was invited to the Brickdam Police Station for a confrontation between herself and the accused but he reportedly told Police that he never saw her.

He is accused of murdering Kescia Branche, a teacher, on November 7, 2017 in

Georgetown.

Attorney George Thomas, who is representing the 47-year-old man, told the court that his client, who has been in custody since

November 30, 2017, has denied committing the crime, holding out that he was not in the jurisdiction.

In an attempt to form an alibi, Thomas claimed that his client’s mobile phone was confiscated by the Police and records can prove his claims.

The Police are contending that the car from which Branche’s body was allegedly dumped, reportedly belonged to Munroe. Upon receiving that bit of information, the Police immediately named Munroe as a person of interest. After spending some time in the United States, the man returned and presented himself to the Criminal Investigation Department in the company of his lawyer.

The Police stated that during interrogation, Munroe could not have provided information on his whereabouts on the night the woman was brutally attacked and more so, failed to give Police information on his missing car bumper.

Twenty-two-year-old Branche, of Cummings Lodge, Greater Georgetown, was discovered lying at the corner of Princes Street and Louisa Row in Georgetown on the morning of November 5.

She succumbed at the Georgetown Public Hospital two days after her discovery as a result of brain haemorrhaging and blunt trauma to the head.

According to reports, Branche had left home for a night of partying.

She left her three-yearold son in the care of a friend, who revealed that Branche told her that she intended to go to Palm Court to meet a male friend. The teacher later returned home, but subsequently left again. She told her friend that she would be home by 02:00h, but never returned. She was last seen leaving a nightclub on Lamaha Street in the company of two Police ranks.

The father of the woman’s son was also arrested after the teacher’s mobile phone was found in his possession.

He, along with four Cops, were questioned about her death but were later released on station bail.

It started in 1950 when N Korean troops moved into South Korea and the US jumped in on the latter’s side, to halt the North’s advance. When the tide swung and they’d penetrated far into North Korea to approach the Chinese border, the latter poured in hundreds of thousands of troops and most of the world thought it was the beginning of WWIII! Even though the US THREATENED to use her nuclear weapons, they didn’t – but the threat persuaded the Chinese to sign an Armistice in 1953. North Korea obviously has never forgotten about the persuasive power of Nuclear weapons!! A “demilitarised” zone was created between the North and South but the US stationed troops in the South that are there to this day. Interestingly, there was never an OFFICIAL declaration of the END of the war – and this might be one of the takeaways from the Singapore meeting.

Jagdeo accuses Govt of attempting Berbice cyclist diagnosed with brain tumour now to tamper with upcoming LGE

overnment has been accused of allegedly making attempts to tamper with the system in preparation for Local Government Elections (LGE) through the creation of new Local Government institutions.

Opposition Leader Bharrat Jagdeo made this allegation, explaining that he has credible information which suggests that Government has been active on the ground, especially in the interior.

“We are very concerned with attempts to tamper with the [Neighbourhood Democratic Council] NDC’s Local Government bodies to gerrymander boundaries to suit [A Partnership for National Unity] APNU,” Jagdeo said on Thursday.

Jagdeo said he is not surprised by their action, reminding that the People’s Progressive Party (PPP) crushed both coalition parties; the APNU and the Alliance For Change (AFC) in 2015.

“I’ve heard (Ronald) Bulkan, he’s been hav-

ing discussions with GECOM (Guyana Elections Commission) now that they want to create 10 new Local Government bodies,” he told media operatives.

Back in 2016, Government had created three new towns; Mabaruma in Region One (Barima-Waini); Bartica in Region Seven (CuyuniMazaruni); and Lethem in Region Nine (Upper TakutuUpper Essequibo). Minister Bulkan had also announced plans to make Mahdia a town.

This time around, the Government has been in discussion with the residents in Mahdia over those plans. “I think they’re going to go to places like Mahdia where they believe they’re strong and without any consultation, like they did with Lethem and with Mabaruma and Bartica,” he added.

The Opposition Leader explained that Government is targeting several areas, including NDCs, where they received that voted predominantly for the APNU in 2015.

“They want to gerrymander the boundaries by splitting an NDC like that, creating two new NDCs so they can win in these areas. That is what is happening now because they fear another crushing defeat,” referring to Amerindian titled villages like Campbell Town and Micobe in Mahdia.

Jagdeo argued that township holds no benefits for its citizens under the Administration. “There is no benefit to being part of a township under this Government because it doesn’t mean greater development, it just means more taxes because

then you are part of the tax base,” he said.

The creation of the new towns and NDCs were said to be a part of the Administration’s policy and vision of fostering national development via regional and local empowerment, given Central Government’s stated commitment to a philosophy of decentralised governance, but the PPP thinks otherwise.

The APNU/AFC suffered a crushing defeat in 2015 at LGE when the PPP received 30,000 more votes than both parties. The PPP also won 48 of the 65 NDCs and tied seven others. In summary, the party won or tied with 55 of the 65 areas that were contested. They also won three towns, except for the newly created ones.

Preparations A few days ago, Minister Bulkan met with GECOM Chairman, retired Justice James Patterson over concerns that Government was still scrambling for the upcoming LGE which is slated to take place sometime

in December. Patterson said he was concerned that the Government has not yet set a date.

On Wednesday Bulkan explained that the matter will be discussed again at Cabinet and a determination will be made on the date set for the polls. He reminded that it will be held within the prescribed constitutional time, which will be before December 7.

Bulkan also explained that GECOM has received direct funding from Government to the sum of $3.4 billion, which includes $500 million from last year. He said that Central Government is also making plans to ensure that the local organs are prepared as well and that a date could be announced by the President soon.

The Minister also noted that Government will begin its public education campaign on this election, especially as it relates to the constitutional and legal provisions for Local Democratic Organs (LDOs) on the authority and responsibilities; model and policy direction to empower LDOs to manage the economic space and develop in partnership with national Government.

Focus will also be placed on strengthening the Guyana Association Municipalities, the National Regional Development Consultative Committee (NRDCC), the Regional Development Consultative Committee (RDCC), and the Regional Agricultural and Commerce Exhibition (RACE), among others.

After an absence of over two decades, local Government elections were last held in 2016.

5-year-old Berbice gold medalist Beyonce Ross, who was recently diagnosed with a brain tumour, was rushed to the New Amsterdam Hospital late on Thursday, and her condition has been listed as critical.

“She is on the life support machine and the doctors say she is already brain dead,” her mother Yonette Clarke told the Guyana Times.

Ross, who captured three gold medals at the last National Schools Cycling Championships, was recently diagnosed with a tumour at the centre of her brain, and on Tuesday it was confirmed that it was not cancerous. Family members were looking forward to her recovery.

The cycling champion fell ill in early February, and after an MRI scan, it was discovered that she had a tumour in her brain. She underwent her first operation on April 13.

The tumour was reportedly at a critical spot in her brain but doctors were confident it could

have been removed through a surgical procedure which could not have been done locally. A club from her hometown had already secured the funding to cover her travel expenses for the surgery.

Meanwhile, up to press time, family members were bracing themselves for the worst as the teenager had stopped breathing on her own.

ays after a minibus stuck a memorial stone erected in memory of Sheema Mangar at Camp Street and North Road, a relative of the dead bank employee was seen repairing the stone on Thursday, The memorial stone was damaged after the driver of a minibus attempted to drive over the traffic median in an attempt to divert from the traffic build-up.

The incident brought to mind the gruesome manner in which Mangar was run down some eight years ago.

Mangar’s story sent shockwaves across the country.

On September 10, 2010, the then Demerara Bank employee was waiting for transportation on North Road, Georgetown when she met her death at the hands of heartless bandits

who had robbed her of her mobile phone.

In desperation, it was

reported, the young lady tried to stop the bandits by standing in front of the getaway car, but she was run down and subsequently dragged several feet.

She sustained injuries and was taken to the St Joseph Mercy Hospital where she later died.

The family of the then 20-year-old woman had erected a memorial stone in the vicinity of the accident scene some time after in remembrance of her.

This case is among a long list of cold cases that remain unsolved by the Guyana Police Force.

ike most of the things you buy, the concept of supply and demand also affects the price of gas at the pump.

But in spite of this situation, the Government does have leverage over the selling price at the pump, because of the excise tax on fuel imports.

Over a three-year period, between 2014 and 2017, the amount of excise tax collected from petroleum products increased by G$9.4 billion, and was set to increase a further G$2.2 billion over 2018. In light of this rapid increase in fuel prices, the Government can achieve its targeted increase of G$2.2 billion and still reduce the excise tax on gasoline.

HOW? The 2018 Budget is calculated on an oil price of US$56 per barrel, but today the oil price is US$65 per barrel. At US$56 per barrel, the Government was set to achieve an increase in excise tax of G$2.2 billion if annual consumption holds. I am advised that at the end of May 2018, consumption held, and thus the projected windfall in additional revenue because of the increase to an average price of US$65 per barrel is computed as G$1.8 billion. Why can’t that G$1.8 billion be passed to the consumers at the pump?

With rising gas prices now rivalling unemployment as a key issue this year, we are still to hear from the President on what his administration is doing for the consumers. Actually, it has been reported in the Guyana press that when the minibus operators approached the Minister of Business for a short conversation, he ordered his driver to drive away. If true, that attitude is not the solution.

Rising gas prices adversely affect both the consumers and the economy, and are especially harmful to the lower and moderate-income households. On the assumption that these households do not all own cars and many are using the public transportation system, the situation is made even graver.

Let us take an ordinary family living in Kitty, whose children are at public schools and they use the public hospitals. If the parents of that family need to go to central Georgetown five (5) days a week and the children are walking to school, the proposed increase of G$20 on the fare would increase their transportation cost by 35%.

From where will that be funded, when their annual revenue is fixed? They cannot reduce their rent/mortgage payments. Maybe they can consider eating less meat and fish and more vegetarian meals (without the right nonmeat proteins), but that can have an impact on the growth potential of the younger ones. The doctors have told me that protein is necessary to repair your body cells, and is important for growth and development in children and teens.

So, clearly, we will be doing a national disservice to the next generation, by not giving them all the tools to unleash their full potential, if we are to cut corners on their protein to pay for the increased transportation. This is just one example of how these increases in the gas prices are a real threat to the Guyanese nation.

Then what about the ability to save and invest for the future? And there are many more examples. These rising gas prices are a growing threat to the way of life of the Guyanese masses. The solution is very simple: drop the excise taxes by 35% immediately. The planned increases in collection from the excise taxes will be preserved, and all you will you be losing is the unplanned bonus of G$1.8 billion.

But what is very concerning is that, on this occasion, the President seems reluctant to be sharing a message of hope with the people with such progressive policy action on his government’s part. Silence on the part of the Government has now forced the nation into a conflict between the supplier of the service and those demanding the service.

It is not too late to reverse this national disorder and return the nation to civilised order, wherein minibus operators can cover their cost and make a living wage, while commuters can benefit from consistency in their minibus fares, because of a reduction in the excise taxes on petroleum products.

The primitive doctrine that the Government knows best will not work on this occasion, because this gas price issue affects all directly, but more so the poor and the working class.

As the nation approaches local government elections, it would not be sensible for any government to have mass discontent in the society. I am hoping that good sense would prevail soon, because hiding from the issue is not an option, and the end result would be a shellacking for the Government at the local government elections.

several factors would have impacted the decision to end operations in the fishing industry. For the past 34 years, the company, which is located at Houston, Greater Georgetown, has been one of the leading processors of fish and shrimp for local and overseas markets.

“Mr Vieira contended that in the last few months there has been a substantial decline in the prices being received from his customers locally and abroad. The low prices have resulted in the company having some 600,000 pounds of shrimp on hand. Moreover, the company is required by year-end to have Marine Stewardship Council (MSC) certification. On that matter, he shared that MSC certification process is tedious and it would take about 18 months to complete. He shared too that sales to overseas markets

would be severely curtailed unless the MSC certification is obtained,” GAWU said.

The BEV boss also related his concern as to whether Government would renew at year-end, the concession through which fishing companies are allowed to purchase fuel under arrangements that allow for lesser taxes to be paid.

“Mr Vieira, in the circumstances, expressed deep fear that his company could suffer heavy losses and huge debts,” the Union noted.

RSF urges Parliament to amend drafted Cyber Crimes Bill R

eporters Without Borders (RSF) has reinforced calls for Guyanese legislators to amend the draft Cyber crime Bill, which it said could have a damaging effect on press freedom.

In a letter dated June 7, 2018 to Prime Minister Moses Nagamootoo, the RSF outlined its concerns with the legislation.

Only last month, Guyana joined the world to observe World Press Freedom Day under the theme: “Keeping Power in Check: Media, Justice and the Rule of Law”.

However, the observance came at a time when many feel press freedom and freedom of expression in Guyana are being threatened by sections of the proposed Cyber crime legislation, such as penalising whistle-blowers, institutionalisation of criminal defamation, and sedition

clauses.

While the Guyanese Government has a legitimate interest in regulating the internet to ensure certain criminal activity—such as computer fraud, identity theft, and child pornography—do not take place, RSF is concerned with several provisions of this proposed legislation that could have a deterrent effect on journalists’ reporting.

For example, Section 9 criminalises receiving data; one is not “authorised” to receive, regardless of whether that person knows the data was obtained by “unauthorised” means from the sender.

This could pose a threat to press freedom if used to penalise journalists for publishing reports based on information from confidential sources. Equally alarming, Section 18 allows officials to prosecute online speech they believe to excite “disaffection”

toward the Government, and without a clear definition of “disaffection,” the range of punishable speech is effectively unlimited.

Even worse, it could create a significant liability risk

for journalists publishing articles that may be deemed critical of the state, the media watchdog pointed out.

“RSF has sent this letter to Prime Minister Nagamootoo because, as it exists, the proposed Cyber crime legislation could have a serious chilling effect on press freedom in Guyana,” said Margaux Ewen, RSF’s North America Director.

“Provisions like Section 18, the sedition clause, could pose significant risks for journalists publishing articles that may be deemed critical of the state or Government officials, especially given the clause’s vague and subjective language”, Ewen added.

According to the organisation, these provisions are all the more dangerous be-

cause the Bill provides for wide-ranging jurisdiction, and gives the Police and judicial authorities broad authority to access the personal data of those under investigation.

Section 37, for example, gives broad authority to a judge to “remove, or disable access to” user-generated content hosted or stored on their services; while Section 38 authorises the use of remote forensic tools to intercept private data.

When reviewed alongside the potential harm provisions like Section 9 or 18 may have on journalistic activities, it is clear that the Cyber crime Bill must be amended to include exemptions that allow reporting to continue to flourish in Guyana.

The Guyana Press Association (GPA) had said that this improved ranking came amidst “significant hurdles” yet to be overcome. These include: the removal of existing criminal defamation laws in line with globally accepted standards; the deletion of offending sections in the Cyber crime Bill that could result in further entrenchment of criminal defamation; the amendment to the Broadcasting Act to remove direct intervention in the programming schedule of radio and television stations, except in cases of emergency; political interference in the state-owned and privately-owned media by Government and the Opposition.

GNBS, ASTM host lecture on codes and standards …seek to increase quality in construction and manufacturing

he Guyana National Bureau of Standards (GNBS) in collaboration with American Society for Testing and Materials (ASTM) on Thursday hosted a lecture at the Pegasus hotel to inform stakeholders on the importance of codes and standards as it relates to the construction industry.

The discussion, which was held under the theme ‘Sustainable Construction’ saw students from eight tertiary institutions across Guyana, who participated in the discussion which was aimed at promoting the use and importance of standards.

Executive Director of the Guyana National Bureau of Standards GNBS, Candelle Walcott-Botswick shared her remarks among the gathering of stakeholders and encouraged all to promote the use of standards in society while respecting its value.

“We believe that in order for the transition of our culture in Guyana, from one where price takes precedence over quality. We’d like to move Guyana to a standard driven society,” she noted.

Further she stated that “As students, you must be sensitised on the benefits of standards and conformity assessment which is required for us to build a sustainable and resilient construction sector in Guyana.”

he bids for the two garbage trucks City Hall intends to purchase will be retendered since the bids received at the National Procurement and Tender Administration Board (NPTAB) during the last competitive bidding process were all above the estimated price.

Communities Ministry Public Relations Officer Danielle Campbell-Lowe told Guyana Times that the bids received earlier, in the month of March, for the supply of the two trucks were all above the estimated price and as such, the project has to be retendered.

In an advertisement placed in this newspaper on Wednesday, it was noted that bids were now being once again invited for the “supply and delivery of one new rear loader refuse trucks with 28yd3 body and bin lift”.

Companies wishing to submit bids for the project can drop off their sealed and labelled tenders at the Finance Ministry, Main and Urquhart Streets, Georgetown from Monday to Friday. The bids for the project will be read at NPTAB on June 19.

Just last month, this publication reported that the tenders were awaiting selection, as related by the Solid Waste Director, Walter Narine. He further said that in addition to the garbage trucks, City Hall also intended to purchase a tractor and two trailers to aid in the area of garbage collection.

He said that during a previous Statutory meeting, the Council decided that $75 million would be allocated to his department, to fund the vehicles.

The two trucks that the M&CC intends to purchase will be financed using the $200 million subvention from the Communities Ministry, which was granted in this year’s budget.

Currently, City Hall pays approximately $90 million per month in garbage collection fees to its two major contractors, Puran Bros Disposal Service and Cevons Waste Management Inc. “In our 2018 budget, the $200 million that was given to us by the Government will be busted to purchase two new garbage trucks.

Until those trucks are here, I don’t think we have the capacity to clear effectively the areas that the Council controls and we are still looking at that,” Mayor Patricia Chase Green noted.

The much-needed garbage trucks are being sourced by the M&CC with the intent of minimising its taxing expenditures and improving its efficiency in the area of garbage collection.

The Council made the announcement of its plans to purchase the trucks last year during a press conference.

The country’s two largest garbage collection companies Puran Brothers Disposal and Cevons Waste Management withdrew their services on July 30, 2017, as City Hall’s debts had risen to the multimillion-dollar range.

According to the companies, the issue of non-payment has been a long-standing one, with many debts going as far back as 2015.

However, they have since resumed collection after the municipality approached Central Government through the Communities Ministry for a bailout of $475,635, 245 to settle the city’s debt to Puran Brothers, Cevons, and another company after they would have pulled their services owing to non-payment.

The bailout was granted, and Central Government decided to pick up the tab until December 31, 2017 after which the M&CC would step in.

Kuru Kururu to host inaugural Business Expo

esidents of Kuru Kururu, LindenSoesdyke Highway are currently finalising plans to host the community’s first Business Expo, aimed at not only improving the market for local products and services, but also sensitising the public.

Kuru Kururu Small Business Association President and leader of the organising committee, Sasha Morrison, told Guyana Times on Wednesday that the exciting event was set for August 25, but they were yet to solicit support from Government Ministries.

Although the venue has not yet been confirmed, Morrison said that the oneday expo would not be limited to the community members only, but would be open to neighbouring villages such as Soesdyke, Timehri, and other villages along the LindenSoesdyke Highway.

Food, salon, and several other businesses will be marketed at the event, which is expected to kick off from 10:00h and conclude at 20:00h on the aforementioned date.

So far, she noted that businesses have expressed interest in the event, and organisers currently hoping for the participation of at least 30 booths.

Morrison was keen to note that she would like to see more persons participate in the event, but the goal of 30 has been set given that this was the first time it was being hosted and she was cognisant of the fact that the community did not have too many entrepreneurs, something which they hope to promote as a viable livelihood at the Expo.

However, the elderly man was subsequently transferred to the Georgetown Public Hospital (GPHC) after the doctors reportedly told his family that his condition was too severe for them to handle.

Sharon Basdeo, the man’s daughter, told Guyana Times that since her father was brought to GPHC on Monday, the nurses have been taking

much better care of him.

The pensioner is said to have internal bleeding and memory loss. Basdeo said, “The doctors them only tell we that he get internal bleeding and we can like see that he nah really deh in he righted sense because like sometimes he nah even remember we”.

She added that her father has been shaking ever since the fall, something which she is very concerned about, since he was never in that condition.

Basdeo noted that several tests were conducted on her fa-

ther already and he is currently waiting a few others which will assist doctors in making a more precise diagnosis.

Budhram relied on Government’s old age pension for survival after he became diabetic. His wife passed away last year and he has been struggling to take care of himself.

As distraught as the family of the man is, they argued that his condition might not have been that serious if he was properly looked after at the WDRH.

Guyana “well-placed” to take advantage of Residents of Tucville global green economy – Kirk Hollingsworth in major clean-up exercise for 50th G anniversary

uyana has made several attempts over the last decade to promote its forest and natural resources that are abundant in more than 80 per cent of the country.

However, it is believed that these attempts will prove to be beneficial to Guyana in the coming years and even today, on the Global Green Economy Index (GGEI).

This was revealed by the Chief Executive Officer (CEO) of the Green Guyana Expo, Kirk Hollingsworth, who noted that the introduction of summits to highlight Guyana’s capabilities will also emerge as an important factor in directing the country towards success in the GGEI. “In 10 years or so, the global green economy will be worth in the region [of] over US$10 trillion. Because of Guyana’s geographical location, our demographics and renewable resources, Guyana is well-placed to take advantage in participating successfully in the global green economy,” Hollingsworth stated.

“We believe that the summit will mainstream the attractive opportunities of participating in the green economy and taking it from a concept to reality,” he added.

To test the unindustrialised technologies and solutions which are critical in reversing the damage caused by humans, the various summits will bridge the gap that exists between foreign investors and small en-

Green solutions and policy issues will be discussed to enhance the understanding of the public about the opportunities that a green economy can offer.

Hollingsworth also noted that Guyana’s economy was dominated by small businesses and summits would serve as a catalyst for the propulsion of a greener economy.

mented on the upcoming Green Guyana Summit 2018, which would not only bring Guyana closer towards the GGEI breakthrough, but also provide the focus needed for women and youth in this sector.

“We are particularly mindful and would be looking forward for the participation of what many refer to as the neglected entrepreneurial class. That group includes particularly women and the youth of Guyana.

Our women and our youth, the particular concern, are neglected. In entrepreneurial class, we’d like to see them come on board and focusing on an economic sector that we can leave as a legacy to the future generation.”

He further posited that the first input that would be made to ensure that this idea materialised would be the introduction of the Green Guyana Business Summit, which is slated for the latter part of 2018 and is expected to bring foreign investors into Guyana to address the way forward with respect to the emerging sector.

SASOD launches violence against LGBT persons report

T

he Society Against Sexual Orientation Discrimination (SASOD) on Thursday launched a complete report on violence and discrimination against LGBT (Lesbian, Gay, Bisexual and Transgender) persons in Guyana.

The report stemmed from a study which was conducted by the Georgetown Law Human Rights Institute in Washington DC, and documented the views and experiences of LGBT persons in society.

As part of the study, additional information was also gathered via interactions with Ministers, officials of the Guyana Police Force (GPF) and representatives from other institutions across Demerara and Berbice.

other representatives of the organisation, who explained the need for equality in the human rights sector, to every member of society.

In relation to the high level of discrimination which LGBT individuals face in the workplace and other settings, SASOD has embarked on several initiatives to bring awareness to the public on the need for equal rights among all.

“This is a report on social protection issues [and] discrimination in the workplace. We’ll be meeting with all the Ministries, the Guyana Police Force and very importantly, we’re doing a lot with faith leaders.

“We’re heavily focused on movement building.

We’ll be working a lot more directly with the partners – Guyana Trans United and the Rainbow Foundation

so that we have a stronger front as a movement,” Simpson added.

The organisation, based on the findings of the study, is calling for increased specialised training for officers of the GPF that would include how to deal with LGBT members, since violence and discrimination were preventative factors in embracing equality.

The almost completed welcome structure which has been erected at the head of Go-Slow Avenue in Tucville, Georgetown

T

he Trades Union Congress Ville, Tucville, is celebrating its 50th year in existence, and its residents have embarked on a development project which will see several roads being upgraded and, more importantly, trenches being desilted.

The various components of this project are accumulatively expected to cost $1.7 million, which will be financed by members of the community. It was explained that the community’s residents are supportive of the initiative and are excited to see it become a reality.

The development project, which has already commenced, has seen erection of a welcome monument at the head of Go-Slow Avenue on Mandela Avenue, which will detail the significance of the community’s name.

According to Christopher Jones, a senior representative on the Community Development Board, most of the work on the welcome sign has already been completed by the villagers, and the sign is expected to be officially unveiled on June 12.

Residents are currently in the process of clearing the major trench in the area, and it is envisioned that the area would have installed at least three water fountains, surround-

ed by fibre-tech chairs for use by the elderly persons in the area. It has been explained that overtures have been made to the National Drainage and Irrigation Authority (NDIA) for support, and the group spearheading this initiative is anticipating that aspect of the project to commence in the coming week.

Jones told Guyana Times that the planners of this Tucville celebration have been able to gain support of Communities Minister Ronald Bulkan and the community’s 50 households, including that of Georgetown Mayor Patricia Chase-Green.

The team also hopes to clear its Canary Recreational Park to facilitate water fountains, plant palm trees along the parapets of the community, and install street lights in the community, among other projects.

In regard to street lights, Jones pointed out that he has written the Minister within the Ministry of Public Infrastructure, Annette Ferguson, and is anticipating this donation to the community.

Jones and other members of the committee spearheading this initiative are optimistic that all of the upgrade works would be completed by next month.

In the past, persons have been transferred from these locations to the Georgetown Public Hospital (GPHC) in order to be administered X-Ray tests. However, the machine at the GPHC has failed just recently, and persons have had to turn to private insti-

tutions for the necessary tests to be done. When the hospital was contacted to provide an update on the issue, personnel there were unable to so do.

Nevertheless, Public Health Ministry’s Public Relations Officer Terrence Esseboom has noted that the project is indeed a timely one. Noting that the equipment is yet to be sourced, Esseboom said that bidding for the project will be done at the National Procurement and Tender Administration Board on June 12.

AFC executive allegedly forged document to get Govt contracts

egion Six Contractor Joseph Baithu, also Secretary at the AFC Berbice Office, is at the centre of a probe into the forgery of a document in an attempt to get Government contracts worth in excess of $10 million.

He allegedly forged the signature of a Corentyne businessman purporting to show that he could get credit to the tune of $10 million.

His letter was sent to the

Ministry of Communities with the aim of securing Government contracts.

The issue was discussed on Thursday at the statutory meeting of the Region Six Administration, where People’s Progressive Party (PPP) Councillor Zamal Hussain told the house that the store owner contacted him on the issue claiming that the document submitted to the Communities Ministry was a forgery.

“The particular person whose letterhead is being used had asked me to raise this issue publically, so that all the other ministries can be aware that a letter was drafted by this contractor to give him credit facilities to the sum of $10 million”, Hussain told the RDC. However, the contractor in question had been given Government contracts in the past, the most recent of which was to repair a

fter months of rehabilitation works, the newly refurbished Arthur Chung Conference Centre (ACCC) was on Thursday handed back over to the Guyana Government in a grand ceremony that paid homage to the former Guyanese Head of State.

Former President Arthur Chung, who served as Guyana’s Head of State from 1970 to 1980, would have celebrated his 100th birth anniversary in January, thus making the commemoration much more symbolic.

Upon the completion of construction back in 2006, the Chinese Government handed over the Conference Centre to Guyana. The facility was then renamed after Guyana’s first President in 2015 when the coalition Government took office.

Having funded the construction of the Conference Centre, the Chinese Government in late 2016 retook possession of the facility and under the 2011-2012 Economic and Technical Cooperation Agreement between Guyana and China,

olice Lance Corporal Benjamin Dufu, testifying at the ongoing Boxing Night fatal stabbing matter at the High Court, disclosed that he drove his motorcar, PRR 5757, into the Wales Police Station whilst giving defendants Vishawantie Ragnauth and Nyron Thakurdyal a lift.

The duo are on trial for the December 26, 2014 murder of 39-year-old miner Sunil Ramsundar at Patentia, West Bank Demerara (WBD).

At Thursday’s hearing, the witness, in his evidence-in-chief, told the court that he was stationed at the Ruimveldt Police Station, and while off-duty, he was dropping his wife home at Patentia after they had attended a family function in the nearby village of Good Intent. When passing to go home, he saw a male and female running on the southern side of the road, appearing to be ‘panicking and afraid’.

He realised that he knew the woman from the “Two Field”, Patentia area. Dufu said he knew her as “Shelly,” a name another witness had

confirmed on Wednesday.

The jury also heard on Thursday that at about 22:15, Dufu went out on the Wales public road when he saw the same two persons standing on the road. He said he stopped his car and they went into the back seat, but the duo never said anything to him, or he to them.

“The male started talking on his cellphone, and I heard him say: ‘Pick me up at the park. One of them get stupid and I jook he up’.

When I heard that, I realised that they might have committed an offence, so I drove my car into the Wales Police Station compound,” the Lance Corporal outlined.

Dufu said he reported the matter to Constable Solomon, who took the duo out of his vehicle. Lead by Prosecutor Lisa Cave, the witness said he became fearful that the man had a weapon in his possession, and noted that he only offered them a drop because it was ‘holiday time’ and because he had recognised the female.

Dufu claimed that he was going to take them to a ‘popular area’. He explained this to be either the Stanleytown junction, Bagotville junction, or at the Demerara Habour Bridge. He stressed that he was heading to Georgetown when he took them in, and that they were surprised when he took them to the Police Station.

He added that they shouted: “Oh my God! Oh my God!” at that point, and he added that the man was using expletives as he was being removed.

At that time, reports stated, the now deceased man had intervened, and this reportedly resulted in a heated argument, during which Ramsundar was stabbed about his body. He collapsed on the spot, and was pronounced dead on arrival to the West Demerara Regional Hospital.

This event kick stated the launch of “Living with Intention” Motivational Mission and Book Tour that is expected to be taken to several states in the United States.

Lorna Welshman Neblette, who is a close friend Guyana’s fashion icon, Sonia Noel, emceed the significant event and shared her experience with the Guyanese author who she calls a visionary and change agent.

Sonia Noel is the author of four books that will touch the lives of many around the world.

Barbara Atherly stated that her wardrobe once had several pieces of outfits designed by Noel but during her travels around the world, people wanted to have them and as such, with pride she gifted them.

Noel had her audience glued to her every word during her overview.

uti is set to be appointed as the new head coach at Real Madrid, according to Real Murcia president Victor Galvez.

The LaLiga giants are seeking a replacement for Zinedine Zidane, who announced his shock resignation less than a week after leading Madrid to an unprecedented third consecutive Champions League title.

Guti is employed as a youth coach at Madrid but had been linked with a surprise switch to Scottish Premiership side St Mirren. And Galvez confirmed he also hoped to attract Guti to third-tier Murcia, only for Zidane's departure to dramatically change his plan.

"Guti is going to coach Real Madrid, so he cannot coach Murcia," Galvez said. "He was the coach I wanted here. "It's a shame that Zidane didn't resign two days later. Guti called me to thank me for our interest in him."

Guti - who made over 500 appearances for Madrid as a player - was backed by Frenchman Zidane as a future head coach at the capital club in February.

"Yes, I see him [as being] capable," Zidane said.

"Borussia Dortmund have always had a top-class experience with Denmark internationals," sporting director Michael Zorc told the club's official website.

Delaney suggested he turned down approaches from England's top flight in order to join Dortmund.

"It was always a big desire of mine to play in the Premier League, and I had offers," he said.

"But when Borussia Dortmund were mentioned, I didn't have to think long.

"For me, BVB are one of the top 10 clubs in Europe and one of the top two in Germany and the stadium is the best in Europe."

Delaney made 32 appearances in the Bundesliga last season, scoring three goals.

emale cricketers from the Ancient County recently received a boost when Berbice Cricket Board (BCB) President Hilbert Foster rolled out some financial stipends to assist the players ahead of the upcoming Cricket West Indies (CWI) Female Tournament which bowls off in Jamaica from June 10-25.

Foster handed over GY$90,000 to the nine female national players, as they will each receive US$50 as a means of as-

sisting them during their stay in Jamaica. Back in April, the BCB provided GY$200,000 to the Under-15 and Under-19 female players and would early next month provide stipends to the Berbice Under-17 and Under-19 players.

Among those ladies who received the fiscal boost were Katana Mentore, Tremayne Smartt, Sabrina Munroe, Shemaine Campbelle, Erva Giddings, Shabika Gajnabi, Melanie Henry, Plaffiana Millington and Sheneta Grimmond.

oung swimmers recently got the opportunity to stretch their arms and legs, as Swim Academy Sea Otters hosted their Inter Club swim meet last weekend.

With the action going down at the aquatic Center Liliendaal, droves of young swimmers took to the pool to show off their ever improving skills.

However, it was the usual suspects who championed the one day competition.

Little Aleka Persaud of Orca swim club who is big on winning, dominated her Girl’s 11-12 category with a win in every encounter. At the end of the day,

she took away the 50m backstroke, 50m breast stroke, 50m freestyle, 50m butterfly and the 100m freestyle. In similar fashion, Leon Seaton jr. of Silver Shark swim club also walked away with wins every time he touched the pool. He copped the 50m backstroke, 50m breast stroke, 50m butterfly and the 50m freestyle.

ope Secondary staged an impressive comeback after their shocking defeat in the semi-final round to take third place in the inaugural REO Inter School Cricket Competition on Thursday afternoon.

After suffering a loss at the hands of Annandale Secondary, the youngsters from hope pledged to put on their A game in order to

make their schoolmates and supporters proud.

With the game reduced to 5 overs per side owing to rains in the earlier part of the day, the Hope boys set out to bat first and took a special liking to Friendship Secondary’s bowling attack.

Daniel Mohan and Joshua Blackman top scored for the optimistic Hope side with 23 and 22 runs apiece.

Dowrich, Bishoo put West Indies in firm control S

econd new ball in hand, six wickets already down, Sri Lanka had hoped to wipe West Indies' first innings out quickly on day two.

Instead, Shane Dowrich hit a vital hundred, completing it on the stroke of tea, after Devendra Bishoo mounted a mighty resistance alongside him.

Having weathered the new-ball spells from the seam bowlers, the West Indies' overnight pair saw out tight spells from Sri Lanka's finger spinners and put on 102 runs for the seventh wicket. The seam movement seen earlier having disappeared, and the track not yet having started to turn, these seemed the best batting conditions this pitch would offer. And the West Indies' lower order made Sri Lanka toil.

Though in the first session, in which only 9.1 overs were possible due to the rain, Dowrich had both edges beaten by Suranga Lakmal, he was assured after lunch – the ball often meeting the middle of his bat. But he was unambitious. He struck the occasional boundary, usually square of the wicket, off the short balls or the

overpitched ones. But at no stage, he did attempt to bat aggressively. He spent 42 balls in the nineties, before taking the single that took him to his second Test ton, off Rangana Herath. He had scored the majority of his runs through the legside.

That he hit this hundred in Trinidad is significant – before this game, there had been a handful of supporters protesting outside the stadium, effectively suggesting that local boy Denesh Ramdin deserved a place in the side ahead of Dowrich.

Like Dowrich, Bishoo relied heavily on his defensive technique through his innings. Although Sri Lanka's bowlers were successful in drawing the outside edge with the new ball, Bishoo always made a solid enough connection to steer it away from the slips. Only two of his five boundaries were intentional. At one stage, Sri Lanka stacked the leg side and attacked the batsmen's ribs. Bishoo managed to either sway out of the way, or top edge the ball for four on the occasions he ventured a stroke. Dowrich was more assured against the rib-height deliveries, and managed to routine-

ly tickle them away fine for runs.

When Sri Lanka eventually parted this pair – Roshen Silva holding a sharp overhead chance at gully, after Lakmal had drawn Bishoo's outside edge – West Indies had already marched to a creditable score. With Dowrich still at the crease, the tail had hope that this total could be stretched to 400. In support of Dowrich, the last recognised batsman, Kemar Roach batted cautiously.

He was scoreless for 23 deliveries before h e eventually hit a four.

GRFU unveils preparatory training schedule

he Guyana Rugby Football Union (GRFU) will have an action packed weekend as they conclude their 2017 season and kick-off their 2018 season subsequently.

The ever exciting Bounty Farm 15’s tournament will close off the season with Guyana Defence Force (GDF) and Carib 15s going head to head on Saturday, June 9. Shortly after, the Hornets and the Panther’s will commence the 2018 Bounty 15s League on Sunday. The action will continue the following weekend with Panthers and Caribs clashing on Saturday, June 16 and GDF and Hornets going head to head on Sunday, June 17.

The action will continue on the weekend of July 7 and 8, with Hornets and Falcons facing off first and then the GDF and the Panthers.

Moreover, the GRFU has announced their training schedule as it leads up to their international engagements.

The national 7s and 15s teams training will kick-off on July 14. While the 7s team departs on July 28, the 15s team will continue their preparations until their departure on August 22.

Training sessions will run into September, so as to keep players fit for their Rugby Americas North (RAN) Sevens Championships slated for September 22 and 23 in Barbados.

The GRFU has three international engagements, inclusive of the Casco games from July 29 to August 4 in Barranquilla, Colombia; the Americas Rugby challenge from August 25 to September 2;

he Guyana Football Federation (GFF) recently outlined a number of agreements geared towards the development of the sport in Guyana, following their Contract of Agreed Objectives (CAO).

The information regarding the happenings at the GFF’s May 28 Ordinary Congress saw a number of initiatives and plans being highlighted for football development, along with assistance from head body, FIFA. Among those areas discussed: emphasis on football at the grassroots level, importance of training for all technical and other staff, to upgrade a venues, to construct a GFF national training centre, the acquisition of two 30-seater buses among other areas.

The GFF in a release regarding their recent meeting noted that they have been unable to access funds from

FIFA since 2015. It was further noted that the GFF, FIFA and CONCACAF have been working on rebuilding their ties as Guyana is currently in the process of trying to give the sport a humungous boost.

Such moves have ensured that the GFF can now access the FIFA funds through the FIFA Forward programme. Also, it is expected that within the coming months, the GFF will fully outline ‘Forward Compliance Regulations’ which will be implemented across the football fraternity.

Furthermore, the GFF has confirmed that they are seeking to have the funds released in the weeks to come.

Recently, the GFF appointed former player, Jamaican Michael Johnson as Golden Jaguars head coach for the next three years.

In terms of work to be done, Johnson believes the Golden Jags have immense potential and the task upon him is to develop that talent. The new coach revealed that he took the time to review a few Golden J a g u a r games, inclusive of their enc o u n ters with Mexico and Jamaica. “It showed me that you’ve got the nucleus of a good team, 100 per cent.”

He went on to state that, “If it wasn’t achievable I would be sitting here saying you’ve got no chance, but actually I truly believe that the vision and the direction of where we want to go is achievable. I believe we can
