eliberations within Guyana of an exit from the Caribbean Community (Caricom) following the United Kingdom’s withdrawal from the European Union (EU) is completely out of the question. This is according to Foreign Affairs Minister Carl Greenidge, who made it pellucid as he reaffirmed the country’s commitment to the regional institution.

The decision by Great Britain to leave the EU has sparked discussions within Jamaica of whether the country should leave Caricom, owing to the slothfulness of implementation of initiatives to boost the regional international movement.

Such concerns transcended to the local arena where commentators debated the notion of whether Guyana would be better off outside of CARICOM, a body which has proven to be incapable of moving beyond its devel-

ore than one year after the Guyana Government won a multimillion-dollar lawsuit filed against India-based construction company, Surendra Engineering Corporation Limited, the country is yet to recover some $902 million that was awarded by the court.

Attorney General and Legal Affairs Minister Basil Williams told reporters on Saturday that he does not have much information on the case but noted that before they can move to recover the money, they have to locate the company.

Williams said the previous Administration waited until the company left the country to file lawsuit. “So what we got was really an empty judgment… they (Surendra) have nothing here,” he posited.

When asked about the provision for Commonwealth member countries that can see Guyana taking steps to have the judgment enforced in India, the Attorney General explained that the company will have to be located first.

“Well we can register the judgment in Indian but we have to find them there too…

We have to know where to find them. Do you know that they are in India,” he remarked.

Moreover, Williams said he has not enquired about the whereabouts of the company since he does not have any information on the matter. In fact, the Attorney General noted that when he assumed office, there was a lot of State cases for which no files could have been found in the Attorney General’s

“I have no files on the Surendra matter… The last [Attorney General] AG used to give these things out to the private practitioners,” he stated. Asked whether he approached the court for the files, he responded in the negative, explaining that the matter was never really brought to him by the Solicitor General or anyone else in the Ministry.

Nevertheless, he said they will have to decide what options his office will adopt in order to recover the monies from Surendra Engineering.

However, the Legal Affairs Minister recalled that Opposition Leader Bharrat Jagdeo had offered to help Government with certain cases but said he is not sure whether former Attorney General Anil Nandlall would be willing to give his assistance.

To this end, when contacted, Nandlall told Guyana Times that he is willing to work with Government on any legal matter in the interest of the nation. He noted that this is a commitment of the People’s Progressive Party/Civic (PPP/C) as a po-

litical party and as a political party sitting in the National Assembly.

“As a political party, we are committed to working with Government on any matter that is in the best interest of the nation,” he posited. The former Attorney General also clarified that the Surendra case was handled by him and not any private practitioner.

Moreover, Nandlall went on to say that it was in the context of national interest that the Leader of the Opposition had indicated to President David Granger that there are a number of cases pending that they are willing to help Government in recouping monies owed to the State, especially those in relation to taxation.

The former PPP/C Government had taken the

India-based company to court after it failed to honour its obligations under the US$18 million plus Specialty Hospital contract. The legal proceedings was filed in October 2014, just a month after the contract was yanked from Surendra Engineering.

The Government had sued the India-based company for an excess of US$100 million for alleged fraud, breach of contract and delays in works done. The legal document detailed that Surendra Engineering was found guilty of fraudulent practices and in breach of the terms, conditions and warranties of the contract it had signed back in September 2012 to design, build, equip, test, deliver, install, complete and commission a Surgical Specialty Hospital at Turkeyen, Greater Georgetown.

After the court action was initiated, the Indian firm failed to attend the court hearings and never responded to a summons and the writs filed by the Government, as such, the judgment was handed down in favour of Government.

Special damages to the tune of US$4,285,440 and interest thereon, amounting to the costs of US$10,714.50, were awarded to Government.

Brexit, Britain and Caricom

T

he Caricom Heads of Government will be meeting in Guyana this week, July 4 to 6. From the comments made by several country leaders and the Secretary General of the regional body, it is clear there was no plan drafted to deal with the possibility of Britain exiting the EU. Whether the said leaders believed the “stay” votes would carry the day over the “leave” votes, there is no excuse for a contingency plan - or even a position paper - not to have been drafted on the possibility.

And this perpetual lack of anticipation of threats and opportunities facing the region by the body is one of the primary reasons that most citizens of these 15-member states who bother to think about the issue, conclude that Caricom has long passed its expiration date. But the sloth in reaction is not confined to anticipation: it extends to reaction and even implementation of plans agreed to.

Take the financial crisis in 2008 that engulfed the developed economies, primarily the US and the EU. While even those countries were caught flat footed, Caricom subsequently made several attempts to craft a coherent response for the region, none of which ever came to fruition. Consequently, our response has been ad hoc and “reactionary” in all senses of the word, and has left most of the territories with their economies still on the ropes.

On plans left to die on the vine, the “Jagdeo Initiative” which was launched since 2002, comes to mind. After complaining since its formation 43 years ago about Caricom’s “huge food importation bill” and watching it grow annually, the eponymously named plan proposed by the then President of Guyana identified eight constraints to making the region self-sufficient in food, and even transforming it into an food exporting area.

Guyana offered the region use of its vast agricultural land at nominal costs as its contribution but the plan died stillborn. The region’s food bill has now ballooned to over US$4 billion and more handwringing will be witnessed this week.

From our standpoint, with sugar being our major agricultural crop, the Caricom Regional Negotiating Machinery failed us miserably when they dawdled after 2003 to initiate negotiations to have our Demerara Brown Sugar receive the Geographical Indications (GI) certification.

Like, say, Burgundy it would have been tied to the region from which it was produced and other countries such as Mauritius would have been prevented from using the name “Demerara Brown Sugar” for their substandard products.

Notwithstanding their protestations, Brexit will be the ignored elephant in the room rather than being on the formal agenda for this HoG meeting. Guyana cannot afford to also bury its head in the sand on this issue.

As was pointed in an earlier editorial, “Brexit and Sugar”, now that Britain will have to renegotiate all of its trade linkages presently handled by the EU, Guyana has an opportunity to secure a potentially lucrative market in a Free Trade Agreement with that country.

The focus of the EU in all the sugar regimes it crafted has been to protect its beet sugar industry by providing it with huge subsidies. In the meantime our sugar which had been shipped to Britain to Tate & Lyle Sugar (TLS) on the Thames for refining was incorporated into the EU regime in 1973 and modified accordingly in the following years.

Cane Sugar has been treated as the stepchild and TLS has seen its refineries gradually decreased from six to one.

And even that single refinery is only operating at 59% of its 1.1 million tonnes capacity.

Because beet farming in Britain has never been on a scale as say France and Germany, and British farmers never received subsidies on the scale of their European counterparts, the British government will not be faced with the same level of pressure when they negotiate new Free Trade Agreements (FTAs) in cane sugar.

Guyana must seize this opportunity and not wait for Caricom to bury it.

Genetically Modified foods, crops and seeds should be banned Dear Editor, The list of countries refusing Monsanto’s Genetically-Modified (GM) crops continues to grow.

Highlighting the world divide on the issue, Brazil recently refused all United States grown GM crops.

However in Guyana we are continually being force-fed unaware that we are consuming GM foods.

They are in approximately 80 per cent of all packaged and conventional foods in grocery stores throughout Guyana. Other countries are refusing to import them, grow them, or even sell them within their borders.

As more nations pass laws that impose trade regulations on GM goods, despite World Trade Organization back-room deals, Monsanto and their cut-outs opt for ever-more devious strategies to insinuate their wares onto the world.

Despite this, as a Bloomberg article points out: “In recent years, some of the largest commodity trading companies have re-

fused to take certain GMO crops from farmers because the seeds used hadn’t received a full array of global approvals, something that can lead to holdups at ports or even the rejection of entire cargoes.”

Take Brazil, for example, chicken farmers won’t feed their birds GM corn; but there are other countries opting out of GM crops, too.

Ironically, Brazil is the second largest producer of GM crops in the world after the US, and grows over 20 varieties of GM corn, so they are likely pulling rank for trade rather than hoping to save their population’s health — but at least the chicken farmers see the detriment of using GM corn.

This doesn’t mean that a resistance in Brazil isn’t growing as well. Female members of the Landless Worker’s Movement broke into a São Paulo State lab and destroyed millions of samples of GM prototypes not long ago that contained a carcinogenic pesticide.

There is a good rea-

son for banning GM crops, even if they are only meant for livestock consumption.

A new study says that the very first GM crop, introduced way back in 1996, was highly toxic to farm animals over the long-term.

That study produced by a United States research instruction known as Seralini, highlights problems such as “partial paralysis (paresis) accompanied by great fatigue, and problems in the kidneys and mucosal membranes in the animals, followed by death in ten per cent of cases”, all from feeding the animals genially modified feeds. Modified crops such as corn, soy, and alfalfa.

Not surprisingly, that study finds that GM maize are the most toxic of all.

Can anyone imagine what was and still is being done to the animals’ health since the1990s, and to ourselves and generations to come with the use of GM foods?

Fortunately, some Brazilian farmers recently joined a growing, international resistance against

cultivating Generically Modified seeds. Russia recently banned all United States corn and soy imports due to possible GM contamination. Nineteen additional countries in the European Union also banned all GM crops, and dozens more have banned GM crops for import or growth in their country.

Genetically modified foods or GM foods, also genetically engineered foods, are foods produced from organisms that have had changes introduced into their DNA using the methods of genetic engineering.

The genetic engineering techniques allow for the introduction of new traits as well as greater control over traits than previous methods such as selective breeding and mutation breeding.

It seems Editor, we are all unsuspected victims unfortunately, of genetically modified foods!

The powers that be in Guyana should ban all GM foods, crops and seeds!

Guard shot, another Wales Estate closure vendors call for “second chance” injured by bandits –Workers, slow business sales cited

security guard was on Saturday shot while two others injured when armed bandits attempted to invade the Berbice Educational Institute.

According to reports, the incident, which occurred around 02:00h, left Compton Charles, 65, of Wapping Lane, New Amsterdam, nursing gunshot wounds to his left arm.

The other injured persons are Neville Roberts and Geneva Crandon who were both assaulted by the gunmen.

Reports are the gunmen beat and bound Roberts and Crandon as they were trying to get to the upper flat of the building.

Charles related to this publication that he heard what appeared to be a commotion coming from the lower flat and upon investigating realised that five men were in the compound.

“I couldn’t handle five men so I go in the room and they come and push open the door because it don’t have a lock,” According to the injured man, instructions were given by one of the gunman to shoot him and then he felt a sharp pain to his left arm.

Crandon, the injured woman, related that the men approached her and immediately started to assault her.

“I saw a man come to me and he hold me by my hair and tell me to cooperate because one done dead already, so I start to scream for Charles. Then I see another one come with a knife. The first one had a small gun. They took me downstairs and right around the school.”

Crandon said as she was being pulled by her hair to the back of the school, she started to beg for her life, disclosing to the men that her sister had recently died.

Upon hearing this, the gunmen released her and she ran to safety.

He said the suspect is also wanted in connection with a series of robberies, which were carried out on Father’s Day at West Canje and at Angoy’s Avenue.

Saturday morning’s incident comes on the heels of an attempt on Thursday evening to break into the New Amsterdam Multilateral School. In that incident a guard carrying a cutlass was able to chase the three masked men off.

Two weeks ago, thieves broke into Tutorial Academy Secondary, which is about 600 meters from New Amsterdam Multilateral.

On that occasion, one of the three guards on duty was bound as the three intruders took away his money and cellular phone before getting into the main office of the school and ransacking it.

It is still not known whether any items were taken.

No arrest has been made with regard to those incidents.

GuySuCo and the unions representing sugar workers, the Guyana Agricultural and General Workers Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) are currently engaged in a High Court battle over GuySuCo not consulting the unions on the workers’ employment status.

The High Court matter will be called on July 7 as the sugar corporation requested time to respond to the litigation on the grounds that it was not properly notified.

Meanwhile sugar operations at Wales will close by yearend.

f recent, the topic of “feminism” has come up quite a bit in conversation with my female friends. And I have a feeling it’ll keep coming up again, and again and again, especially as we’re stepping out of the relative bubble of school and into the everyday world.

I tend to look back at my old articles - either to see if/ how much my opinions have changed, or for inspiration as I stare bleakly at an empty page and a blinking cursor. And I found one article from two years ago, where I wrote about “feminism today”. In the first paragraph I wrote about how this new wave of “feminism” casts the modern woman as this man-hating, alpha devoid of traditional “feminine” qualities and that it was ironic that Gloria Steinem, one of the founders of the modern feminism movement was about as “feminine” as you can get. But of recent, Gloria Steinem herself has been one of my sources of frustration.

All I want is to be free to choose to go to college and get a job or to be free to choose to get married early and start a family. To me, when if I’m told that no, girls can’t be doctors that’s when I have a problem.

As I’m spending more time in the “real world” and growing up, so to speak, I’m becoming more and more acutely aware of all the boxes people try to put you in.

There are expectations of me based off of my gender, of my race, off of my nationality.

And spending the past month or so in the Obstetrics and Gynaecology rotation, after seeing female patients from all walks of life, I’ve had a lot to think about the expectations placed on females. And this new wave of “feminism”, it doesn’t allow you a way out of the box, it just paints the box a different colour and slaps on a different set of expectations.

I haven’t figured out how to deal with all of the different expectations pulling me in ten directions at once, and perhaps I never will. But I do know, that I don’t like being crammed into someone’s arbitrary box, so if I end up being a “careerwoman”, or if I end up working part-time somewhere or if I end up being a stay-at-home mom, that’s perfectly alright with me, once I’m the one making the choice.

Manning dies

T

wo-time Prime Minister of Trinidad and Tobago, Patrick Augustus Mervyn Manning, 69, passed away peacefully at the San Fernando General Hospital on Saturday after battling acute myeloid leukaemia. The former Prime Minister was surrounded by loved-ones at the time of his passing.

“The Manning family would like to thank everyone for their prayers, love and support during this trying time,” the family said in a statement Saturday.

Under the People’s National Movement (PNM) umbrella, Manning served as Prime Minister in the twin-island state from 1991-1995 and once again from 2001-2010.

Manning born in 1946 was native to San Fernando and attended primary and secondary school in South Trinidad. He later gained a BSc Degree (Special Honours) in Geology at the University of the West Indies, Mona, Jamaica and entered the field of politics in 1971 at the age of 24.

The Washington Post noted on Saturday that it was under Manning’s first government that the gas sector was developed and that the nation’s currency stabilized, both of which fuelled “strong growth” in the economy.

The Trinidad and Tobago media reported that just days before his passing, the former PM told his wife that he knew that he was dying.

Countrywide consultations on constitutional reform needed – Granger

idespread consultations overrule an expeditious timeframe as it relates to constitutional reform, President David Granger stated as he explained why his administration was unable to fulfil its manifesto promise to ensure draft recommendations are presented to the National Assembly for approval within nine months.

During an interview on ‘The Public Interest’ TV programme, President Granger explained that it is impossible for such a magnitude of undertaking to be completed in nine months.

He outlined that the availability of a frame-

work for constitutional reform is an indication of the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition’s determinedness in keeping its promise.

Moreover, he underscored the importance of the consultation process.

“I have asked for the process to be consultative because we have had different opinions on the constitution since in the mid-1970s and I feel the people of Guyana should have a constitution that is not subjected to acrimony,” the President said.

unmen stormed an East Coast Demerara Chinese Supermarket on Friday evening carting off an undisclosed amount of money and mobile handsets from customers.

Guyana Times understands that the men, one armed with a handgun, entered the supermarket located at Blossom Scheme, Enmore at about 20:00h.

As they entered, the perpetrators brandished their firearms demanding cash and valuables. The employees reportedly complied since they were fearful for their lives.

The gunmen then relieved the customers of their mobile phones and turned their attention to the cashier, who handed over an undisclosed sum of cash to the men who then escaped on foot. No one was hurt.

The Police were summoned but despite several patrols in the area, no arrests were made.

Investigations are continuing.

This robbery comes mere hours after Lukpaul Sukhai, 37, of Foulis Housing Scheme, East Coast Demerara, was shot to the shoulder, when three armed bandits pounced on him and his employer upon their return from a city bank on Friday.

It was reported that Sukhai and his employer went to a city bank earlier in the day and withdrew a sum of money.

As they arrived home, a white 212 Toyota car drove up in front of the house and two men, one armed with handgun, exited and discharged a round at Sukhai, hitting him in his right shoulder.

After being shot, and with his employer still in the car, the injured man drove away from the scene. The bandits turned their attention to the businessman’s wife and relieved her of a bag containing $20,000 and a few pieces of women’s clothing. They then made good their escape.

Manifest 2015, it will ensure the establishment of a Constitutional Reform Committee with a mandate to complete consultations, draft amendments and present same to the National Assembly for approval within the first nine months in Office.

With more than a year gone, Cabinet is still in the process of reviewing the report of recommendations on constitutional reforms submitted by the Steering Committee.

The report was handed over to Prime Minister Moses Nagamootoo on April 30, 2016 by Convener and Chairman of the Constitutional Reform Steering Committee (CRSC), Attorney Nigel Hughes.

The committee was established by government last August to define the scope of the actual reform process, and formulate the terms of

reference and mechanisms for consultation to establish a Constitution Reform Commission (CRC).

It is expected that a CRC will come on stream and it is this commission which will effect the changes to the Constitution.

The report recommends the reduction in the powers of the presidency, among other matters.

The manifesto had outlined the need to rebalance the powers and responsibilities of the Prime Minister and the President in a manner meant to reduce abuse, avoid conflicts of interest, and facilitate the more efficient execution of state functions.

our Eyewitness’d written before of this administration’s investing at least $200M to prettify Carifesta Ave in time for the Caricom Heads of Government (Caricom HoGs) meeting here this week. A median was installed as well as street lights and long stretches have been resurfaced. The Ave was supposed to’ve been also widened but they won’t be able to complete that in time.

To what end? After all, no one’s ever complained Carifesta Ave wasn’t fine. Well, we were enlightened in the latest press release from the unit in charge of the project.

Seems the HoGs will be staying at the Marriott and they’ll have to drive down Carifesta Ave on their way to the Convention Centre at Liliendal on the East Coast.

But that wasn’t all. For the first time we were informed that since these Caricom HoGs will be arriving at the newly renamed Correia Airport at Ogle, the road to THAT facility’s been completely resurfaced and had streetlights installed.

And what did that cost, pray tell? Another $100M? So what it boils down to, is we’ve spent at least $300M on roads that were fine up to now - just to impress the Caricom HoGs!!

Does this government really believe these HoGs don’t know that in terms of per capita GDP - and EVERY other measure, including roads - we’re still just above Haiti?

They don’t know the unemployment rate of our youths exceeds 40%? They mightn’t have seen the pictures of the despicable state of the road at Little Diamond recently in the papers, but doesn’t our government know the HoGs themselves play these games to impress visiting delegations? Why couldn’t the government have spent this kinda money to fix some of the roads that the ordinary folks of this country use?

The APNU/AFC coalition seems to have a serious compulsion to “put on a show” to impress visitors. Has it not learnt from the Jubilee Big Bash that when the “sport” is over Guyanese will still have to face the bleak reality of a collapsing economy? And with this “dog and pony” show for the Caricom HoGs, the ordinary folks won’t even get a chance to enjoy the sport.

We were also told Carifesta Ave would’ve been renamed “Ave of the Caribbean” but after some strident criticisms, seemed to have backed off. But imagine even considering discarding the name of one of the few real innovative institutions we gave to the region - CARIFESTA - and were ready to dump it into the garbage heap of history.

To what end? Just to impress?

During the last elections campaign, like all parties on the hustings, the APNU/AFC coalition made a host of promises. Now everyone knows a bit of puffery is involved in these matters. But even “puffery” implies SOMETHING’s gonna be done which can then be “puffed up”. So what happens when NOTHING is done? You can eat humble pie, for starters!

Asked about the promise to lower VAT which was “a burden the PPP/C had inflicted on the poor” - and which the Committee it set up after the elections had recommended a 2% reduction - Pressie confessed this was “imprudent” since the money just ain’t there to do it. So does this mean the PPP was “prudent” to set VAT at 16%? Are all those financial and tax mavens who’d dragged the PPP/C over the coals - and probably misled Pressie - now going to apologise to the PPP/C? So what about the promise to give public sector workers a “substantial” raise? Will the GPSU, now in negotiations for the aforementioned raise, be told that was “imprudent”?

Wouldn’t that be impudent??!!

ollowing a successful 10th Follow-Up Report to the Caribbean Financial Action Task Force (CFATF), Guyana is steps closer to being removed from both the CFATF and FATF regimes after it was recently given clearance to commence the exiting process.

This was announced

by Attorney General and Legal Affairs Minister Basil Williams, who recently returned from the ‘FATF Plenary and Working Group Meetings’ held in Busan, Korea.

He was joined by Legal Advisor of the Financial Intelligence Unit (FIU), Alicia Williams, who is currently performing functions of the Director.

“The FATF has cleared the way for Guyana to begin to exit its process, and thereupon there CFATF process also,” the Attorney General told reporters at a press conference on Saturday.

He further stated that the Plenary has adopted the FATF/International Cooperation Review Group (ICRG) Co-Chairs’ Report, which recognised that “Guyana has substantially completed its Action Plan at the technical level”.

However, Minister Williams pointed out that before Guyana can exit FATF and CFATF, it must first exit the FATF/ICRG review process. The ICRG analy-

ses high-risk jurisdictions and recommend specific action to address the Money Laundering/Financing Terrorism (ML/FT) risks emanating from these countries.

To this end, the Attorney General noted that an on-site visit will have to be conducted.

“In line with the procedures for removing jurisdictions from the ICRG review, ICRG recommends that an on-site visit take place to the country prior to the October 2016 meetings in order to verify that the implementation of its AML/CFT (Anti-Money Laundering/Countering the Financing of Terrorism) reforms has begun and is being sustained and there is political commitment to sustain implementation,” Williams said, quoting the report.

These reforms include adequately criminalising of money laundering and terrorist financing, establishing and implementing adequate procedures for the confiscation of assets related to money laundering, and establish-

ing and implementing an adequate legal framework for identifying, tracing and freezing terrorist assets; as well as establishing a fully operational effectively functioning financial intelligence unit, establishing effective measures for customer due diligence and enhancing financial transparency, strengthening suspicious transaction reporting requirements, and implementing an adequate supervisory framework.

“The on-site visit will therefore relate to the verification of the implementation of these seven reforms,” Williams said. Among the local bodies to be under scrutiny by the FATF/ICRG CoChairs are: FIU, Special Organised Crime Unit (SOCU), Bank of Guyana (BOG), Guyana Securities Council, the Department of Co-operatives and Friendly Societies (DCFS), the Supervisor of Insurance (SOI), money transfer agencies and commercial banks.

The Legal Affairs Minister said the on-site visit

is likely to be on September 15 and 16. In the meanwhile, he said Government will be working along with these entities to ensure that they are prepared for the verification process.

Moreover, he noted that once Guyana satisfies the visiting team then Guyana’s exiting will be imminent.

“Once the FATF/ICRG Co-Chairs conclude that Guyana has satisfied its onsite verification then a motion will have to be moved in the October Plenary, to remove Guyana from the

FATF/ICRG’s review list. On being removed from the said list, Guyana will thereupon qualify to exit the CFATF follow-up process,” Williams remarked.

Already, CFATF has given Guyana a clean bill of health on its 10th Follow-up Report, which the Attorney General noted was the coalition Government’s first submission. This was at the ‘CFATF Plenary Meeting and Working Groups Agenda’ held in Montego Bay, Jamaica, on June 5 and 9, 2016.

At that meeting, the re-

gional watch body said “Guyana has significantly improved its overall level of compliance and most importantly, Guyana has fully addressed the core and key recommendations.

While Guyana satisfies the criteria for application to exit the follow-up process, it is still in the FATF/ICRG process which its needs to complete first. As such it is recommended that Guyana stay in enhanced follow-up and be required to report on continuing implementation to the next Plenary in November.”

AG yet to review parking meter contract

ven as City Hall has gone ahead with the controversial Parking Meter Project, Attorney General Basil Williams has stated that he is yet to review the contract between the Georgetown Mayor and City Council (M&CC) and Smart City Solutions Inc. Speaking at a press conference on Saturday, Williams disclosed that he only saw the contract on his desk that morning, having returned from two overseas trips. Nevertheless, he noted that he had a quick glimpse of the contract which seems copious and as such he cannot say how much time it will take for him to review the document.

“Matters of this nature, you know, it has such controversies surrounding it, it’s not something to rush. So, I’ll need to look at it and consult on it, etc,” the AG stated.

According to the Legal Affairs Minister, after he is done examining the contract, he will report his findings to

Cabinet.

Meanwhile, Minister of State Joseph Harmon had said at the post-Cabinet briefing on Thursday that based on advice of the AG, Cabinet will take the necessary actions.

In the meantime, Smart City Solutions Inc has gone ahead with the project, hosting the media Wednesday last for a demonstration on how the parking meter works.

This was done despite mounting concerns over the lack of transparency in the deal, which persons say appears to be a shady one aimed at exploiting the local populace.

However, Cush, who owns both National Parking Systems and Smart City Solutions, maintained that the project is a legitimate one. In fact, he told reporters that he is not bothered by the review being conducted by Government since it is intended to detect any illegality; and assured Guyanese that nothing of the sort will

be found.

“There is no fleecing going on… We have everything to lose, we will be responsible for all the overhead, for the software, for the hard-

ware—everything. The City of Georgetown and Central Government will have no financial responsibility in the installation or the operation of the project,” he pointed out.

Furthermore, the United States-based Guyanese businessman disclosed that the contract was actually signed between the Town Council and Smart City Solutions, and not NPS as previously stated.

He added too that when the joint venture was formed, NPS was absorbed into Smart City Solutions, which he now claims is owned by Mexican Company – Operadora de Estacionamientos Bicentenario, SA de CV. “Smart City Solutions is a subsidiary of Operadora de Estacionamientos Bicentenario, this is the parent company that is headquartered in Mexico City…

NPS is no longer an entity that’s operating this parking system. The City of Georgetown signed a contract with Smart City Solutions.

NPS is a shareholder in Smart City Solutions; Smart City Solutions is a subsidiary of Operadora de Estacionamientos Bicentenario, which is based in Mexico,” Cush told reporters four days ago.

This information comes in light of mounting concerns over the authenticity of the two initial companies - NPS and SCS. Since the signing of the contract for the Parking Meters Project, several City Councillors have expressed scepticism about the project.

In fact, Deputy Mayor Sherod Duncan had stated that he could not find proper information about NPS, which was believed to be the substantive company handling the project. Duncan had stated that the address given

by Cush for NPS led to an address in New York City which housed the Atlanta City Bank.

However, the director explained on Wednesday that no information could have been found about the company in the United States because its operation is based in Mexico City.

No Planning: We're West Indians

Even more than was their custom, they'd been frequenting the Back Street Bar. The May-June rains had extended into July in a determined attempt to make up for the drought earlier in the year. Since Cappo couldn't get into the fields to cut his canes, he kept his wrist flexible by expertly swigging his beer from bottles.

"Who yuh ta'king 'bout, Sato?" he enquired of his old friend. "Yuh does always come out wid dese t'ings like yuh ah talk to people in yuh head!"

"Don't you read the newspapers?" asked Satiricus irritatedly. "The business people want the govt to have a plan."

"Suh wha' wraang wid da?" said Cappo.

"You blasted know what's wrong with that," fumed Satiricus. "That is communist thinking. How can our businessmen call for planning?"

"But Sato, na you tell me dat Obama big gat wan plan fuh buil' back 'merica?" Cappo spoke softly for fear of upsetting Satiricus, who was paying for the beer.

"OK...OK," conceded Satiricus. "But more importantly, planning goes against our Caribbean spirit."

"Really?" said Cappo with an arched eyebrow.

"Yes, really, Sato," said Satiricus firmly. "Did we plan to come here? No...we just ended up here.

That is the West Indian way!"

"But abee na do business, heah," Cappo pointed out.

"You playing the arse with me, Cappo?" asked Satiricus with some heat. "You now just like how we play Calypso cricket, we do "Calypso Business"."

"Me na know da, Sato," said Cappo humbly, as he ordered another beer. "Me jus' a wan cane cuttah."

"Well, that is how it is," continued Satiricus. "Our businessmen don't plan. They're very creative. They just do whatever their neighbours do. Why should the government be asked to plan?"

"If yuh seh suh! Sato," said Cappo placatingly.

"But wha' de guvment should tell de businessman dem?"

Lack of RDC meetings may lead to financial irregularities – Chairman

ver the past six months, the Regional Democratic Council (RDC) of Region Five (MahaicaBerbice) has not held its monthly statutory meetings and this has raised questions over the lack of transparency with regard to the entity’s financial operations.

This is according to Regional Chairman Vickchand Ramphal, who told Guyana Times that the “breaking up” of the RDC meetings could pave the way for “corruption” in Region Five.

On Friday, the Regional Chairman raised concerns over the way in which the region has been operating.

“Over the past six months, the Regional Democratic Council could not have held its statutory meeting because of Councillors from the APNU/AFC (A Partnership for National

Unity/Alliance For Change) breaking up the meeting. This has prevented the RDC from scrutinising the spending of the regional administration,” Ramphal noted.

He further stated that the lack of meetings is also affecting the degree to which there can be effective monitoring of projects that were awarded and he has made calls for the Regional Executive Officer (REO) to be clear on the region’s financial records.

“The Regional Executive Officer is not making available any financial record and spending of the region, also he is not making available on a timely basis Bill of Quantities for projects awarded by the region.

This can pave way for corruption since the Council cannot scrutinise the spending of the [REO],” the Chairman expressed.

Ramphal also alluded that there was “favou-

ritism with how contracts are awarded in Region Five.

“It is time that APNU/ AFC Government intervenes to bring the situation to normalcy so monies that were allocated to the region can be effectively spent in benefiting the residents of Region Five,” he noted.

Over the past few months, the region has been experiencing intermittent periods of flooding and the Chairman had expressed that the disruption of the RDC meetings has hindered the ability of the Administration to provide services for floodaffected residents and farmers, especially in the Mahaicony areas.

At a recent meeting with residents and farmers, Ramphal stressed that since he continues to be prevented from presiding over the statutory meetings, the RDC cannot make decisions to alleviate the many problems facing the region, including the stalled work programmes and the extended period of flooding.

The issue that has led to the constant disruption of RDC meetings, stemmed from Councillors of the APNU/AFC demanding an apology from the Chairman, premised on claims that Ramphal disrespected President David Granger by not showing up for an event on January 15, where the President commissioned two buses under the Three ‘Bs’ initiative.

Ramphal has however argued that he was never invited to the event and as such there was no need to apologise.

Crane double murder

Suspect accused dead wife of infidelity

s investigations continue into the double murder at Crane Village, West Coast Demerara, the suspect, Suresh Ganesh, told detectives that after reading a text message in his wife’s phone, he flew into a rage and committed the act.

He also told investigators that on the morning of the chopping, he and his now dead wife were consuming alcohol when he went through the phone and saw the text message from one of his close associates.

Although, he tried to enquire about the text message, she refuted the claim that she was having a relationship with the person who had sent the message.

She reportedly told him that they were just friends.

It was this that led to the unjustifiable brutal attack on the wife for the past seven years, son and mother.

The brutal attack occurred at about 06:00h, leaving little Christopher Ganesh and wife Vanessa Sookram dead.

His mother Jennifer Montizore was also injured and her condition has been listed as serious. Her righthand was severed as well as her fingers on the left hand.

After committing the act, the suspect escaped and went to another relative at Pouderoyen, West Bank Demerara, where he related what occurred. The relative attempted to get Ganesh to surrender to the Police but

he too was attacked and injured.

The Police were summoned and upon approaching the suspect, they were attacked by the man who was carrying a cutlass. In retaliation, the Police discharged a round hitting him to the hip.

He was taken to the West Demerara Regional Hospital where he was treated and taken into custody.

Who is Caricom’s “Caribbean”?

T

omorrow is Caricom Day. It is a holiday and we are expected to celebrate and reflect on being part of the regional community. But who makes up the Caribbean according to Caricom?

A look through their official website, especially on the subject of culture, is telling.

The usual politically correct lip service is paid to the region’s diversity in race, religion, languages, and cultures but throughout there is an African dominance with hardly any Indian, Amerindian, Chinese or European presence.

True, the region is predominantly African by race and culture but the 20 per cent Indian population that comprises the Englishspeaking Caribbean is hardly Ryhaan Shah insignificant.

“Through their chronicles and analyses, historians such as Jacques Roy Augier, Hilary Beckles, Kamau Braithwaite, Carl Campbell, Lisa Goveia, Douglas Hall, Neville Hall, CLR James, Keith Laurence, Woodville Marshall. Lucille Mathurin-Mair, Mary Noel Menezes, Walter Rodney and Eric Williams have played equally important roles in capturing our varied experiences.” So says the Caricom.org website.

The list does not include academics such as Basdeo Mangru, Brinsley Samaroo, Dr Clem Seecharran and other Indian Caribbean historians. By excluding them, Caricom’s “varied experiences” also excludes Indian Caribbean people, their history of indentureship, and their contributions to social, political and economic development in the region.

VS Naipaul, of course, did give Indians a history and a presence through his earlier works in particular. Perhaps, this is the root of the African Caribbean vexation with him: he makes Indians visible. Many would remember that his 2001 Nobel Prize was met here with criticism rather than celebration by sections of the Euro/Afrocentric media which often condemn him for his biting criticisms of the region.

Sir Vidia, however, could not be overlooked or ignored and he is the lone Indian Caribbean to be recognised on any of Caricom’s lists - he is included as a notable writer - for the list of regional artists is as prejudiced as their list of historians.

Not a single Indian artist from Suriname, Guyana or Trinidad and Tobago makes the cut when no art historian or curator would ever fail to note the work of Trinidadian artist James Isaiah Boodhoo whose use of colour has often been compared to Gauguin’s.

Caricom reduces the Indian cultural presence in the Caribbean to Naipaul, and a mention of roti and curry, and chutney music. It is no wonder that Caribbean Indians have never seen the regional body as representing their interests and have never asked for nor expected any help or support from them on any issues including those of cultural and political justice.

In Guyana and in Trinidad and Tobago, Indians continue to be culturally excluded except for politically correct tokenism, and their religions of Hinduism and Islam are still viewed by some as pagan and can make them targets of race hate.

The Alexander Village Mandir in Georgetown was repeatedly vandalised for some 11 years during the Diwali festival.

Bishop Juan Edgehill on a recent television programme on Channel 28 admitted that many evangelical Christians view Hinduism as a pagan and idol-worshipping faith.

In Guyana, of course, the ethnic divide between Indians and Africans is also political and has spilled over into violence that targets the largest minority group, Indians.

It is not as if Caricom is silent on issues about regional racism and discrimination. Its Regional Cultural Committee made much a year ago of the deportation of Haitians from the Dominican Republic calling it a “gross denial” of the basic human rights of Haitian-Dominicans. And Caricom is supporting the African Caribbean Reparation Movement, as well it should.

But what Indians remember most about Caribbean leadership is hardly flattering. During the dark days of the PNC era, Forbes Burnham enjoyed a cosy relationship with the region’s politicians in what appeared to be pure racial solidarity. They all looked the other way as he destroyed our country.

Notwithstanding that Prime Minister Burnham was instrumental in bringing Caricom to fruition, regional leadership gains no credibility when it cherry picks the issues it will support especially when these appear to underline prejudiced views.

Caricom has done nothing to date to allay perceptions and fears of its own discrimination and if they plan to be truly representative, the organisation has to begin to look beyond the majority population of the region and become more ethnically and culturally inclusive with its practices and policies.

Indian Caribbean people have contributed greatly to the region’s progress in cultural, social, political and economic matters.

Caricom must recognise these contributions officially and ensure that the Indian presence is given its rightful place as part of Caribbean nationhood.

Health Ministry investigating Pneumonia outbreak at Suddie Public Hospital

s reports have surfaced about an outbreak of the Bronco Pneumonia, doctors, nurses and healthcare providers at Suddie Hospital in Region two (Pomeroon-Supenaam) are now questioning their safety as the number of recorded cases continues to climb.

The existence of the illness was confirmed by Minister of Public Health Dr George Norton who told Guyana Times on Saturday that the number of cases reported to the ministry has been alarming.

During a telephone interview, Dr Norton related that there have been reports of seven confirmed cases where the victims are all pregnant mothers.

While not quantifying the spread of the illness as an epidemic, the minister pointed out that there have been rising concerns by health officials both at the level of Central Government and the

regional authority.

“We have suspected that it might be some form of an epidemic as there have been many reports of the virus in the past weeks. However, we haven’t deemed it an epidemic thus far,” he related.

However, a team has been dispatched to the area to carry out research in an effort to locate the causative factors responsible for the rapid spread of the illness.

In the case where healthcare workers have blamed

the insanitary state of the hospital for the escalation of cases, Norton told this publication that he has not been made aware of the reports but will have the team investigate the complaint.

Mention was also made of the Primary Health Care project which will not only cater for the physical renovation of the Suddie Hospital, but will go beyond to ensure that the health institution in completely evolved.

Over the past month, staff at the Suddie Hospital had become worried over the outbreak which has plagued the maternity section, infecting chiefly pregnant women.

These persons had displayed initial signs and symptoms ranging from skin rashes to respiratory disorders.

According to reports from the hospital, there have been a number of incidents where pregnant women are admitted in a healthy state, but after just a few hours, they begin to show common signs

and symptoms of the illness.

Due to this, the link had been made between the ward and the presence of the virus at the hospital.

Adding to that, midwives and doctors working in the ward have also become infected.

As such a report was made to the Ministry of Public Health and an investigation was launched. Samples sent for testing confirmed that indeed there is an outbreak of the illness in the ward.

However this publication understands that the illness has become even more amplified since there is no available treatment for such an outbreak.

To this extent hospital employees are lobbying for the entire ward to be fumigated and sanitised. They have also recommended that another area in the hospital be used as the maternity section until the sanitising is completed— to avoid further infections.

Trotman defends conservation Younge’s Take of 2M hectares of forestlands City Hall’s …calls on Opposition to nominate State Board representatives corruption N

atural Resources Minister Raphael Trotman has defended Government’s move to place under conservation another 2 million hectares of forestlands, in wake of criticisms from Opposition Leader Bharrat Jagdeo.

The minister is also calling on the Parliamentary Opposition to take up its constitutional responsibility to nominate individuals to serve on the respective state boards for natural resource management.

With the recent signing of the Paris Agreement on climate change, the Guyana Government pledged to put two million hectares of forest under conservation, however Jagdeo had criticised the move, explaining that the productive sector is likely to suffer tremendously as a result.

Responding to these concerns, Minister Trotman dispatched a correspondence to the Opposition Leader explaining why the move would be beneficial to Guyana.

“Far from closing off development opportunities, the conservation of an additional 2 million hectares will bolster our economic development, rather than hinder it.

The world has changed and the value of our forests to mitigate climate change has created a new value for our standing forest.

And more than that, by protecting the coastal conservancies and their watersheds we protect our coastal farmers; conserving rivers’ headwaters will help us weather the droughts that we know will be a part of climate change,” the correspondence stated.

Trotman explained that the conservation of 2 million hectares not only helps us meet our commitments to emissions reduction under the Paris Accords and our REDD+ agreement with Norway, but also our long-standing commitment to the UN Convention on Biological Diversity, (UNCBD) (signed by Guyana in 1992 and ratified in 1994 with bipartisan support.)

He noted that Guyana is currently one of the last nations in South America to meet the UNCBD commitment to conserve 17 per cent of our land area by 2020.

“If we include the WaiWai Community Owned Conservation Area at Konashen we currently stand at 8.3% conserved, two million additional hectares will get us to the 17 per cent target,” he stated.

The minister reiterated that his government intends to build a truly “Green Economy”, expanding on the previous government’s attempt at a Low Carbon Development Strategy (LCDS), to build a prosperous nation where all Guyanese benefit from responsible stewardship of the country’s national heritage.

He further added that President David Granger’s commitment to create protected areas for recreation and education in each of our 10 Regions will contribute to an improved quality of life for all Trotman explained that

the expansion of Guyana’s National Protected Area System (NPAS) also provides the basis for expanding nature-based tourism, one of the fastest growing industries in the world, and one in which Guyana has many competitive advantages.

In closing, the minister urged the Opposition Leader to nominate its representatives in order to ensure inclusive decision making prevails in the management of the natural resources sector: “Unlike in the past, these boards are fully functional entities that have control and decision-making authority over their respective agencies and commissions. They also provide input on policy, and the Government of Guyana is fully respectful of their critical role and contribution. The general public will be happy to know that, except for the nominees you are still to name, the boards are fully constituted - inclusive of representatives from across the political spectrum.”

his week, President David Granger called on the Georgetown Mayor and City Council (M&CC) to make strident efforts to become unified as they seek to implement projects and proposals to advance the development of the country’s Capital City.

President Granger underscored the importance of the M&CC working within the ambit and framework of Michael Younge the laws while explaining the need for all decisions taken to translate into a “good life” for citizens there.

He was resolute and clear in his address of the need for Georgetown to pursue a path of urban development and commence the return to a Garden City with picturesque landscape and infrastructure.

Among other things, the Head of State who is the second President to visit City Hall, pledged his commitment and support to the council while reminding it that its re-election will hinge solely on its performance and track record.

While his address to the council was welcomed by many Guyanese at home and abroad because of its timing and relevance, it was also severely criticised by those who understood the politics at the M&CC which has been bedevilled by conflicts, scandals, corruption, racketeering and nepotism over the last three decades.

In fact, President’s Granger’s address could be seen as largely ideological and cosmetic because it did not seek to address frontally the main problems facing the new Council, some of which were inherited from the previous body which existed under the PPP/C. His address should have focused largely on the need to end the endemic culture of corruption, lack of consultation with citizens on core projects to be undertaken that will affect their livelihoods, the wastage and squandering of public funds through the award of questionable and dubious contracts to shady characters, the continued lack of coordination in the reallocation of vendors, and the urgent need to reorganise the city’s tax and revenue collection base.

If the President had adumbrated Central Government’s position on these issues without dictating how and in what form the Council should act, his remarks would have had more meat than bones.

That aside, there should have been some mention of the need to pursue a forensic audit of City Council’s finances, assets and liabilities so that there could be full disclosure on its states and the mismanagement which occurred under the stewardship of former Mayor Hamilton Green that spanned more than a decade.

This would be an excellent starting point on the road to recovery and good governance that the new Council must journey. It would also for once and for all lay bare all financial irregularities and challenges facing the council.

Some argue too, that any forensic audit should speak to the functionality and undertakings of the Town Clerk’s office which appear to have become heavily politicised in recent times.

Also, President Granger could have used the opportunity to explain the importance and role of minority politics on the council while encouraging healthy debate and full disclosure on issues that are of a public nature without the backstabbing, venom and shade throwing.

It would have also been nice to see the President hold talks with the Mayor and Deputy Mayor of Georgetown in an effort to ease the tension between the two who have been at loggerheads over several issues since taking office with the most recent being the Parking Meters controversy which has turned out to be an embarrassment to the entire Council.

Such a meeting could be seen as interference but rather a move by the Head of State to practice mature politics by showing that direct dialogue in the presence of an impartial third party could lead to redounding positive outcomes especially with regards to interpersonal relations.

After all, all acts undertaken by the council will somehow affect its citizens and not just the privileged few that sit around the horse shoe table.

The new Council has a far way to go over the next two years in reshaping the municipal politics of Georgetown and redefining its political culture. In the end, any failure on the part of the Council which is not and never has been incidentally controlled by the PPP/C, will be seen as failure on the part of the A Partnership for National Unity/Alliance for Change coalition.

It is clear now that the “change” citizens who took part in Local Government Elections this year had hoped for remains evasive until a more serious, transparent and prudent approach is taken to development and unity politics.

Beware of grooming; get out before it’s too late

I

t’s frightening the number of woman around the world suffering at the hands of an abusive partner. It’s frightening the number of woman around the world who feel they have no choice but to stay in an abusive relationship. Most frightening of all are the number of children who witness the abuse and how badly it affects their lives.

Most women do not choose their partners knowing the cycle they are about to fall into. It rarely begins that way and young girls need to be aware of the dangers and the signs that may present themselves along the way of a partner ensnaring them into a false sense of security before creating an environment where the girl/woman is so vulnerable it is difficult to free herself from the situation.

Women of all ages find themselves living with the terror of domestic violence. There are so many different circumstances and reasons why they end up in the position, but one scenario that has played itself out hundreds of times, and may be avoided if young girls recognise the signs early enough to stop a situation escalating, follows these stages: A very young girl meets an older man who impresses her with maturity, money and lifestyle and makes her feel important by lavishing her with gifts and attention. She feels like the centre of his world and he works hard to make her feel special. She quickly falls head over heels for the man. This stage is a grooming or ensnaring stage.

He begins to create a dependency and becomes possessive.

The girl now spends more time with him and less with her friends and family. His jealousy is interpreted as a sign of love and she feels flattered by the intensity of his emotions and protected by his concerns; despite the tinges of fear. She cuts herself off from things outside of the relationship and becomes dependent upon him while he constantly demands she proves her love to him.

Here he takes control, control over: where she goes, who she sees, what even what she wears. Now the violence begins. She is in a constant state of fear because she has no idea whether she will be beaten or what for; the violence is inconsistent. In the early stages this is often followed by deep regret and remorse from the abuser, coupled with accusations of her being to blame because he is unable to regulate his emotions due to the magnitude of his feelings for her.

Soft drugs and alcohol may be encouraged to undermine her resistance and become another form of control. Substance abuse by the perpetrator is very likely to increase the abuse. The girl makes excuses for his behaviour and indeed blames herself.

She is too embarrassed to confide in the friends she has all but abandoned and keeps believing things will change and he will go back to being the type of person he was before.

Finally the man has isolated her, humiliated her, damaged her self-esteem and he now has total dominance over her. The danger of serious harm and even death is a reality that hangs over her head on a daily basis.

When this happens to young girls during early adolescence if she is fortunate enough to escape the relationship it can still cause serious difficulties in any ensuing relationships she has and make caring loving relationships difficult for her to sustain. It can lead to the girl seeking out one abusive relationship after another and make healthy relationships impossible to contemplate.

The culture and economic circumstance here in Guyana make it difficult for women in this situation to get out due to the limited resources and support networks available to them.

The patriarchal dominance in the home can undermine the legitimacy of the women’s suffering and lack of opportunities for women to be financially viable traps them in these situations.

There is help and support out there. Other women have worked hard to offer a hand to help as many women as they can escape these conditions and have supported women through some horrendous experiences, onto leading fulfilled lives.

Leaving an abusive relationship is a hard decision to make and an extremely frightening move to instigate and carry out, but be empowered by the thousands of women who have found the strength to stand up and take back control of their lives. The thousands that have struggled, but are now free to live their lives the way they want to.

he Guyana Animation Network (GAN) was officially launched locally on Saturday.

GAN is a network established to use it resources to create and provide access to opportunities for persons within Guyana’s artistic, creative and technological communities; to develop the requisite skills, with their talents and to service the Caribbean Animation Industry.

Deputy Programme Manager of Culture Caricom, Riane de HaasBledoeg, addressing the gathering at the inaugural ceremony disclosed that animation networks are on the top of Caricom’s agenda. She said the initiative will bring about social cohesion since Guyana cannot work in isolation. She added animation networks exits within three other Caribbean countries which are Jamaica – Jamaican Animation Network (JAN), Suriname – Suriname Animation Network (SAN)

The aim of GAN is to create and support platforms that connect local animators, artists, developers and other persons servicing the animation, information communication technologies (ICT) and creative industries in Guyana with jobs, training, capacity building and other resources available through Caribbean and international networks.

The GAN is a non-governmental and not-for-profit start-up corporation.

Founder and President of GAN, Jubilante’ Cutting, related that the vision of GAN was birthed after she was a part Caricom’s ‘Girls for ICT day’ in 2013. “It is trusted that our fellow Guyanese, particularly our policymakers, those in Government and the Private Sector see the importance of investing and building this billiondollar industry in Guyana for a better, more creative and financially sustainable development path for GAN and animation in Guyana,” added Cutting.

Cutting further added that Guyana is bursting with talent in the animation industry and if it was not for networking, GAN would not have been materialised today.

GAN is established to actively support the animation, ICT, new media and creative industries through networking, training, capacity building, advocacy, business, educational and other opportunities locally, regionally and internationally.

Guyana welcomes Canada’s support on Venezuela border controversy

resident David Granger extended Guyana’s gratitude to the Government and people of Canada for

the firm support that country has shown in the face of the ongoing Guyana/ Venezuela border controversy, even as he commit-

ted to ensuring the bilateral ties between the two countries remain strong.

The President made these comments during his

address at a reception held to observe ‘Canada Day’ on Friday evening. The Head of State said that Guyana remains appreciative of

the position, which has been taken by Canada to support Guyana’s stance on the ongoing border controversy.

“Guyana applauds the consistently principled position that Canada has taken in defence of Guyana’s sovereignty and territorial integrity. Guyana welcomes and appreciates this

preferential CARIBCAN trading arrangement and as such, “Guyana is keen to attract investments from Canada that will attract value to its exhaustible resources”.

The President said too that Guyana is examining actively the proposal that has been made by Canada, for training and

Relations between Guyana and Canada have been strengthened through increased technical cooperation, trade and development assistance...Canada has been an important ally of Guyana within the Commonwealth. Guyana looks forward to continued collaboration with Canada in international organisations,” President Granger said.

He noted that Canadian companies are engaged in Guyana’s forestry and mining sectors and have brought considerable expertise and experience in the extractive industries.

Further, Canadian markets are more accessible to Guyana’s goods under the

development and the country welcomes the offer of assistance for the setting-up of the Sovereign Wealth Fund (SWF).

Meanwhile, Canadian High Commissioner to Guyana, Pierre Giroux remarked that Canada and Guyana share many common goals and characteristics as well as membership in many international organisations, which speak to the countries’ values and culture.

“We have a long-standing trade relationship that goes back centuries and Canada is also one of the largest sources of foreign direct investment in Guyana.

Canada and Guyana share a vision for a more secure and prosperous region, which is why Canada established the Caribbean Regional Development Programme…Canada and Guyana also share extensive people-to-people ties, with the Guyanese diaspora in Canada estimated to be around 200,000, linking our cultures and peoples ever closer,” High Commissioner Giroux said.

The High Commissioner also said that Canada looks forward to growing together with Guyana for the next 50 years and beyond and “together, we will shape the future of our two great countries.”

The event was also attended by First Lady Sandra Granger, other ministers of government, members of the National Assembly and the diplomatic corps.

Theft of Amerindian solar panels and a Minister who knows nothing

M

y belief that indigenous peoples are currently the most neglected among Guyanese under this regime is still intact. During the 39th Sitting of Parliament last Thursday, this belief was again vindicated by disregard for Amerindian development, displayed by the Government of Guyana.

The responsibility to seek Anna Correia approval for a contingency sum of over $48 million for the Ministry of the Presidency and State House fell on the shoulders of the subject Minister, Joseph Harmon. Harmon defended that the massive sum covered installation of furniture and equipment for both State House and the Ministry, and included 6000 solar systems. Interestingly, these 6000 solar systems were part of a plan under the former PPP/C Government, to increase accessibility to electricity to Amerindians residing in the Hinterland.

Further scrutiny by the Opposition PPP/C revealed that the solar systems have already been acquired by the coalition Government and according to Harmon, installation has already begun. As if to reassure himself of the legitimacy of such an extravagance, the Minister added that the initiative is intended to render “State House totally green”. When a breakdown of the $48 million was requested by the Opposition, Minister Harmon indicated that he could not provide the information but that “the bulk of the money had to do with the purchase of these solar systems”. Minister Harmon knows nothing of the details of this luxury – a burden borne by a Guyanese population taxed to the marrow.

When asked by the Opposition if he was aware that the 6000 panels were part of a programme under the PPP/C Government since 2013, to develop the Hinterland and Amerindian homes, Harmon indicated he knew nothing of it. Instead, he audaciously and shamelessly defended that “this wasn’t the case as of May 2016”. Yet, he was a big wig of the PNC Opposition barely over a year ago, and witnessed his party gut the Amerindian budget of 2013 and 2014, deliberately stymieing Hinterland development.

Then, the Minister was asked to provide specifics on the type of solar systems which were procured by his Government, in an attempt to determine whether they were the same which were scheduled for procurement under the former administration.

Harmon indicated that he knew nothing of such details.

When asked what was so urgent and unforeseen about these panels that they necessitated a contingency plan, especially since the subject Ministry and State House are equipped with fossil fuel back-up generators, Harmon, visibly harassed by the plethora of questions aimed at rendering the Government accountable to the Amerindian peoples of this country, finally had an answer.

He retorted that the acquisition of 6000 solar systems just for the President’s residence and the Ministry of the Presidency “had to do with the quality of the building, the quality of the facilities which we [the coalition] found in those places”. This was his way of saying that unlike the Presidents before him, President Granger cannot live in a humble abode, even if that humble abode was State House. Evidently, his answer fell short of a reasonable explanation which suggested that again, the Minister knows nothing of contingency plans.

Harmon was then asked to clarify whether or not there was a plan to convert all Guyanese homes to solar electricity and if so, when would the implementation phase commence. He responded with a generality, claiming that “It’s not just about putting a solar panel on every house. It involves more than [a] solar panel, it is an entire solar system that we’re talking about here.” However, he adamantly refused any further explanations as to when Guyanese can look forward to the benefits of renewable energies, presumably because he knows that there is no such policy or he knows nothing.

This scenario can be described as nothing less than theft from the Amerindian peoples of this country, where tax dollars are being used to sustain the gluttony and avarice of a Government which has done nothing but trampled on the rights of farmers, Amerindians and the working poor while killing the economy.

It is theft when tax dollars fund the continuous beautification of Georgetown, multimillion sporting and massive increases in Government salaries and travel expenses while there is no proportionate redistribution of wealth.

But perhaps the true abomination of this theft lies in the silence of the Minister of Indigenous Affairs, powerless at the detriment of his people.

No toll increased at DHB – Minister Ferguson

inister within the Public Infrastructure Ministry, Annette Ferguson on Saturday reiterated that the Demerara Harbour Bridge (DHS) toll has not been increased.

The Minster made the statement in a telephone interview with Guyana Times after reports surfaced of motor vehicles being charged an increased toll at the bridge.

According to reports, a number of the bridge’s users have been reporting that on numerous occasions, they have been ordered to pay an increase of $100 to utilise the bridge.

She noted that commuters are not to pay any extra money as this was not approved. “Any commuter that is charged an extra amount should seek the attention of management and have that issue addressed”.

She added that if the issue persists with other com-

muters, it is advised that they approach her office where she will ensure that the matter is investigated.

On June 9, reports surfaced that Cabinet was considering proposals on increasing the tolls for the DHB. This considering came in for much criticism from commuters as well as from the People’s Progressive Party/ Civic (PPP/C).

According to media reports, Director of Public Information Imran Khan had disclosed that motorcyclists would pay $40 instead of $20 and the toll for cars would be raised from $100 to $200. But in a statement shortly after the media reported on the issue, the Public Infrastructure Ministry disputed the reports, stating that Cabinet had not yet approved the increases.

Minister Ferguson had said that the details surrounding the proposal are still “being ironed out”.

anadian Defence Military Attaché, Naval Captain Réal Brisson paid a courtesy call on Chiefof-Staff, Brigadier Mark Phillips at his office at Defence Headquarters, Base Camp Ayanganna.

Captain Brisson was accompanied by Canadian High Commissioner to Guyana Pierre Giroux.

During the visit, Brigadier General Phillips acknowledged the long history of relations between the Guyana Defence Force and the Canadian Armed Forces. He stated that he looks forward to continued cooperation between the two militaries and the strengthening of existing relations.

The discussion between

the Officers is also expected to help in refashioning the way forward as it relates to the reopening of mutual areas of interest.

Captain Brisson pointed out that his country considers the Caribbean Basin to be important. He noted too that with the recent change in Government in Canada, there has since been a review of the Defence Policy. As such, his visit will help to foster a greater understanding between the two countries as well as the commonality in training.

Brigadier Phillips stated that he recognised the importance of having the Canadian perspective as the Guyana Defence Force continues on its developmental path.

the last turn to outsprint Team Coco’s Hamza Eastman a tight finish to win the feature event of the Malta Supreme race programme in the inner

circle of the National Park on Saturday.

The trio of Leal, Eastman and Alonzo Ambrose broke away from the main bunch after just

4 laps, creating distance between them and the entire field after 25 laps.

Hero Caribbean Premier League 2016

Patriots aiming for first win against buoyant Zouks

osts St. Kitts and Nevis Patriots will be aiming for their first win of the Hero Caribbean Premier League (CPL) when they face the formidable St. Lucia Zouks today at Warner Park from 16:00h.

The Patriots have not gotten off to the most desirable of starts on home turf in the six-team tournament, losing a cliffhanger against the Guyana Amazon Warriors and then falling to the Jamaica Tallawahs.

The Patriots batting line-up boats some of the top T20 players worldwide, with Captain Faf du Plessis, Lendl Simmons, Brad Hodge, Evin Lewis and all-rounders , Thisara Perera and Carlos Braithwaite all capable of posting big totals.

Their bowling on the other hand, is in more than capable hands, as the top-ranked Samuel Badree, Krishmar Santokie and Tabraiz Shamsi are all experienced customers in this version of the game.

The key for the Patriots today will be making sure that they find a way to apply the finishing touches when in tight situations.

The Zouks team on the other hand will not be short of confidence, as they defeated the defending champions, Trinbago Knight Riders in the opening match of the tournament, in a complete team per-

Zouks’ coach Stuart Williams was in buoyant mood when reflecting on his team’s preparation for this tournament and their victory in their opening fixture against the Knight Riders.

“I think we had a good (training) week in St Lucia.

Trevor Penney, my assistant, did a lot of work with the guys and it showed in the first game. It was rained out on practice [in Trinidad] but our preparation from St Lucia got us through. We started well so we are just looking to continue and to take one game at a time.

“Every time you win you get confidence, these guys are very relaxed, that is what T20 is supposed to be, good fun and entertaining, and they are ready to go tomorrow.”

Williams is delighted with the team he has this year, but feels that the Hero CPL has talent everywhere so isn’t getting over confident.

“If you have a team with (Shane) Watson, (David) Miller, Johnson Charles and (Andre) Fletcher then I think we can match up with any team in the CPL, but saying that the overseas players are evenly distributed. When you look at the Patriots; Faf du Plessis, Brad Hodge, Lendl Simmons, these guys are excellent players.”

Gayle’s 50 sink Patriots to second loss A

half century from captain Chris Gayle and a quick fire 34 from Andre Russell set up a five-runwin for the Jamaica Tallawahs against the St Kitts & Nevis Patriots in the Hero Caribbean Premier League (CPL) on Saturday afternoon.

While Gayle was cementing his place as the leading Twenty20 run scorer of all time the rest of the Tallawahs’ top order struggled. Chadwick Walton fell in the very first over, lbw to Krishmar Santokie.

Rovman Powell and Shakib al Hasan departed for single figures. Kumar Sangakkara was the only other batsman that found any sort of fluidity in the first half of the innings and he was looking dangerous before a mix up with Gayle saw him run out for 26 (21).

Unfortunately for the Tallawahs no sooner had Gayle

got to fifty he got out, skewing a ball from Thisara Perera to third man for 51. That meant that the responsibility for guiding the Jamaican side to a competitive total fell to vice captain Andre Russell. The powerful all-rounder did not disappoint as he blasted his way to 34 from 20 balls in an innings that included three Hero Maximums.

The Tallawahs’ total of 153 for 7 looked light and it would take a good bowling display from them to defend it against a Patriots side that bats down to number eight. They delivered just that as all the bowlers shared the wickets around.

Kesrick Williams’ first wicket in the Hero CPL saw Evin Lewis depart in the second over of the Patriots chase and there were regular wickets throughout that kept pegging back the home side. Faf Du Plessis was doing a decent job at holding the innings together and while he was there the Patriots would have felt confident. But just as he got going he found a leading edge off a delivery from Jon-Russ Jaggesar and the bowler caught a looping return catch.

The Patriots just couldn’t get going no matter how hard they tried and in the end that half century from Gayle proved to be a match winning contribution. The last remaining hope for the Patriots was the bighitting Carlos Brathwaite but Dale Steyn accounted for him

in his final over as he picked up figures of 1 for 21 on his Hero CPL debut.

A late order cameo from Devon Thomas saw him hit three consecutive Hero Maximums in the final over to make the result seem closer than it was, but those regular wickets meant the Patriots the chase for victory stuttered and never really started.

The Tallawahs will be delighted to have got off to a winning start but for the Patriots this loss means they have lost two home games at the start of their campaign. They have two matches at Warner Park to try and rescue the St Kitts leg of their tournament and they will be hoping for victory when they take on the St Lucia Zouks today. (CPLT20.com)

Warriors stun Knight Riders ...despite Munro marvelous century

T

he drama of the Hero Caribbean Premier League (CPL) continued last night at the Queen’s Park Oval with a convincing six-wicket victory for the Guyana Amazon Warriors against their inconsistent hosts despite a commanding unbeaten century from Colin Munro.

The Warriors were asked to make 163 to beat the Trinbago Knight Riders and to register their second consecutive victory on the road and got home with four balls to spare with Christopher Lynn blazing the trail to an aggressive match winning half century.

When Lynn was out leg before wicket to Dwayne Bravo (2/34) the score was 155/3 in the 19th over and only eight

The game started when the Trinbago Knight Riders were sent in on another good track on a slightly heavy outfield and were once again pegged back very early but was rescued by Colin Munro.

The New Zealander Munro came to the crease to face the second ball of the match after his countryman Brendon Mc Cullum edged the first ball of the match from Sohail Tanvir behind. And was the case with the TKR in their previous two matches they were rebuilding after losing early wickets.

In the fifth over Hashim Amla played back to Veerasammy Permaul (26/1) and was bowled for 6 (10 balls) before Munro and Darren Bravo (12) added 74
