nited States (US) Secretary of State Marco Rubio has commended President Dr Irfaan Ali for his leadership as a regional security partner. According to a statement released by the US State Department, Secretary Rubio and President Ali spoke by telephone on Tuesday, focusing on further strengthening bilateral security cooperation between the two countries. Rubio praised President Ali for Guyana’s growing role in promoting stability across the hemisphere and reaffirmed Washington’s commitment to deepening security ties.

“The Secretary reaffirmed the United States’ commitment to deepening security cooperation with Guyana to address shared challenges, including illicit narcotics and firearms trafficking, which threaten regional stability and economic resilience,” the US statement, attributed to Principal Deputy Spokesperson Tommy Pigott, said.

Both leaders also underscored the importance of continued collaboration to disrupt foreign terrorist organisations and transnational criminal networks, while strengthening law enforcement capabilities and border security. Guyana’s Foreign Secretary, Robert Persaud, in a separate statement, said the discussion also covered recent developments in Venezuela and other issues of importance in the Western Hemisphere. President Ali, according to Persaud, commended the leadership of US President Donald Trump and Secretary Rubio in reaffirming a shared commitment to freedom, democracy and regional security.

The Head of State reiterated Guyana’s steadfast commitment to working closely with the US, which he described as “the region’s strategic and important security ally”.

phasised Guyana’s support for every effort to combat transnational crime, including drugs and gold smuggling, and narco-terrorism.

The President also reiterated Guyana’s respect for the rule of law, free and fair elections, upholding of democratic norms and the furtherance of peace and prosperity for all the people of the region,” the statement said. President Ali welcomed Secretary Rubio’s reaffirmation of continued US support for and partnership with Guyana in defence of its sovereignty and territorial integrity. Both leaders agreed to remain engaged on the matters discussed and other areas of mutual interest.

The high-level engage-

ment comes against the backdrop of rapidly unfolding developments in Venezuela. On Saturday, President Ali assured Guyanese that the country’s security mechanisms were fully mobilised and actively monitoring the situation across the western border, following the US military forces capture of Venezuelan leader Nicolás Maduro and his wife, Cilia Flores, during an early-morning operation in Caracas. As news of the operation emerged, President Ali convened an emergency meeting of the Defence Board and the national security apparatus at State House in Georgetown.

In attendance were senior security officials, includ-

ing Chief of Defence Staff of the Guyana Defence Force (GDF) Brigadier Omar Khan, Commissioner of Police Clifton Hicken, Chief Fire Officer Gregory Wickham and Director of the National Intelligence and Security Agency (NISA), Colonel Sheldon Howell, along with regional commanders and other senior officers. Following the meeting, President Ali said Guyana’s security forces were fully mobilised in accordance with established security plans. He urged citizens to remain reassured that the Government was working to ensure their safety and security.

Paramakatoi, connectivity & hinterland economic era

T

he focus on Paramakatoi, Region Eight (Potaro-Siparuni) signals a rollout of infrastructure that reflects a deliberate policy shift towards embedding hinterland communities at the centre of Guyana’s productive economy. For decades, villages in Regions Eight and Nine have been described primarily through the lens of remoteness and underdevelopment. Improved roads, air connectivity and targeted economic planning now offer an opportunity to replace that narrative with one defined by production, value creation and regional integration.

Paramakatoi’s geographic and climatic characteristics make it particularly suited for high-value agriculture. Crops such as carrots, onions and potentially potatoes are not experimental ventures but commercially viable commodities with established demand in national and regional markets. The significance lies not merely in cultivation, but in the transition from subsistence or small-scale farming to structured commercial agriculture capable of sustaining livelihoods, generating employment and retaining wealth within the community.

Transport infrastructure has historically been the most binding constraint on hinterland development. The completion of the road link between Kato and Paramakatoi and the upgrading of the airstrip mark a decisive break from that past. Reliable access reduces transportation costs, shortens supply chains and allows hinterland producers to compete more fairly with coastal counterparts. More importantly, it connects Regions Eight and Nine in a way that encourages inter-regional trade, shared services and coordinated economic planning, rather than isolated pockets of development.

However, infrastructure alone does not create prosperity and so the emphasis on technical planning and agricultural specialisation is, therefore, critical. The deployment of agricultural specialists to design a structured commercialisation plan represents a necessary step towards ensuring that new roads translate into real income for farmers. Such planning can introduce improved seed varieties, modern farming techniques, extension services and market linkages, all of which are essential for sustaining productivity over the long term.

The integration of renewable energy solutions, particularly solar-powered cold storage and freezing technology, could prove transformative. Post-harvest losses have long eroded the profitability of hinterland agriculture. Localised preservation capacity allows produce to be stored, graded and packaged within the community, increasing shelf life and market value. This form of value addition shifts economic activity upstream, ensuring that more of the profit remains with producers rather than being absorbed by transportation and middlemen. It also reduces vulnerability to weather disruptions and logistical delays, which disproportionately affect hinterland farmers.

The economic ripple effects extend beyond agriculture.

Commercial farming creates demand for transport services, equipment maintenance, storage facilities and financial services.

Youth employment opportunities expand, reducing the pressure for migration to urban centres. Surrounding communities benefit through shared markets, feeder roads and service hubs, reinforcing Paramakatoi’s role as a regional anchor rather than an isolated village.

Tourism development adds another dimension to this diversification strategy as appointing a locally-trained tourism coordinator reflects an understanding that sustainable tourism must be rooted in community leadership and cultural authenticity.

When aligned with agriculture, tourism can create complementary income streams, farm-to-table experiences, eco-tourism ventures and cultural showcases, that broaden the economic base while preserving local heritage. Support through development financing further signals that hinterland tourism is being treated as a serious commercial sector, not a peripheral activity.

The broader implication is an emerging model for hinterland development, one that emphasises productivity, integration and self-sustaining growth. Rather than viewing hinterland communities as beneficiaries of state expenditure, this approach positions them as contributors to national economic expansion.

Such a shift carries social significance as well. Economic participation strengthens community confidence, enhances food security and fosters a sense of ownership over development outcomes.

Paramakatoi’s trajectory could serve as a blueprint for similar communities across the hinterland. The convergence of infrastructure, technical expertise, renewable energy and targeted financing represents an era shift in development thinking. The challenge now lies in execution, accountability and continuity.

If these elements align, the result will not simply be improved connectivity, but the emergence of a resilient hinterland economy that benefits villages, surrounding regions and the nation as a whole.

Unseen epidemic of male suicide in Trinidad and Tobago

ET’S FACE it, the suicide epidemic in TT is alarming, especially when you look at the numbers. Men are dying by suicide almost four times as often as women. From 2020 to 2023, the nation reported 478 suicides, an astonishing 83 per cent of which involved males. Even in 2023, although the overall figures showed a decrease, men still accounted for 78 per cent of these deaths. This isn’t just a statistic; it’s a serious social crisis revealing significant issues within our society.

We often hear that we should “man up”, that “real men” don’t cry, and that showing emotion is somehow a sign of weakness. The issue is especially pressing among certain groups, with Indo-Trinidadian men facing particularly high suicide rates.

Weight of sociocultural expectations on men

Dr Jerome Teelucksingh, who founded International Men’s Day, points out that societal pressures and toxic masculinity play major roles in these alarming rates. Men often feel they can’t show vulnerability, it’s like they’ve got to wear a mask. Psychologist Dr Margaret Nakhid-Chatoor calls this an experience of “silent suffering.”

Many men internalise their emotional struggles instead of reaching out for help. This emotional lockdown becomes even more dangerous during crises like job losses or financial holes, putting tremendous weight on men who often feel obligated to be the main providers for their families.

Ethnic, cultural dimensions of vulnerability

Cultural sensitivity is essential in mental health interventions, NakhidChatoor emphasises, especially when considering the unique challenges faced by the East Indian community, where suicide rates among men are disproportionately high. Teelucksingh adds that if a boy chooses to marry someone from a different religion or ethnicity, he risks being ostracised, a remarkable pressure for youngsters.

Then there are those who face bullying based on their sexuality.

Nakhid-Chatoor urges that community contexts must be factored into ef-

fective suicide prevention; we need to ask where are the churches, temples, and mosques in this battle against despair?

Socio-economic triggers and breadwinner burden

Economic hardships are often seen, according to Rhondall Feeles, President of the Fathers Association of TT, as the leading trigger for male suicides. Many men feel “useless in the home” and lose their sense of masculinity when they struggle financially, as noted by Teelucksingh. Nakhid-Chatoor highlights this as “a perfect storm”, where economic woes combine with emotional isolation, creating a dangerous cocktail of distress that can, tragically, lead to suicide.

Systemic failures, institutional barriers

It’s surprising, but TT still treats attempted suicide as a criminal offence, according to the World Health Organisation. This backward approach needs to change. Nakhid-Chatoor calls for a shift from punishment to public health strategies. The ongoing penalties for suicide attempts only keep the stigma alive, and prevents open discussions, real data collection, and timely interventions. Some view suicide as “shameful” or even “unchristian”, a perspective that complicates matters further.

Inadequate mental health infrastructure

Even when mental health services are available, many people are just plain unaware of them. Teelucksingh points out that a lot of folks don’t see the need for professional help. There are hotlines, like Lifeline TT (8005588), the ministry’s toll-free line (800COPE), and Childline (800-4321), but they often lack co-ordination, and follow-up care isn’t consistent.

Prevention strategies, pathways forward

We need to consider decriminalising suicide attempts and fundamentally reorienting how the State approaches this issue, from punishment to prevention. Nakhid-Chatoor argues for a “multifaceted approach” that includes economic support and mental health services. Some policies could be mental health parity laws, which would ensure insurance covers psy-

chological help, and better workplace mental health standards. The critical piece? These policies must recognise the unique perspectives of various ethnic communities, as highlighted by Nakhid-Chatoor.

Community-based interventions

And what about the religious groups? Nakhid-Chatoor points to spiritual and group practices as potential lifelines for our youth, suggesting faith communities could be powerful allies in prevention. Yet, attendance and engagement in places of worship are dwindling. Why is that?

Religious leaders need to take a hard look at their communities. They ought to promote “mental health first aid” and seek training to support their congregants. Spiritual growth can play a vital role, but how do we make our men feel comfortable enough to join, speak up, and participate in community-based solutions?

Redefining masculinity and emotional literacy

We have to start early with education, introducing emotional literacy programmes in schools to teach kids no matter their gender how to recognise and express their feelings. Are we doing this yet? These initiatives should tackle gender stereotypes and provide boys with new models of masculinity that highlight emotional intelligence and mutual support. Workplaces could also benefit from creating environments where discussing mental health is safe and normal. Nakhid-Chatoor advocates for training primary healthcare providers to detect mental health issues better, which is vital for shifting the cultural landscape.

Call to action – 2026

Moving forward will take a collective dose of courage, courage to confront cultural norms, to invest in mental health, and to have tough conversations about pain and healing.

Preventing these tragic losses calls for a nationwide rethinking of manhood in TT. The alternative? More silence, more stigma, more headlines reporting an ongoing human tragedy that’s simply too high a price for any society to pay. (T&T Newsday)

GAWU remains steadfast in its commitment to members Dear Editor, The GAWU’s attention was drawn to Mr Lancelot Hyman’s letter - GAWU’s statement avoided responsibility, inflated modest developments and sidestepped central issue confronting sugar workers – appearing in a section of the media on January 03, 2026. The Union appreciates that Mr Hyman has, from all impressions, taken the time, care, and concern to examine the Union’s 2025 end-of-year statement. We must, however, address some of the contentions advanced by the letter writer.

While Mr Hyman did read our statement, we re-

main concerned whether he carefully examined our expressions. Or was it he reading it with a jaundiced point of view? The Union did not express the view that sugar output was at its highest levels in recent times. We did acknowledge that sugar production was higher than the 2024 output. Where is the revisionism?

The author highlighted that 400,000 tonnes of canes could not be harvested in 2025. We do not have such data at hand and, therefore, would not comment on the figures quoted. The Union, however, is aware that quantities of canes could not be har-

vested during 2025 and would be harvested this year. In terms of the magnitude of the loss quoted, again, in the absence of verifiable data, we would not offer any comment. We must add, contrary to the author’s belief, that workers’ turnout was higher in this crop than it had been previously. Such outcomes are not happenstance but rather part of coordinated efforts to encourage worker productivity.

We must add, however, that assuming the loss quoted was determined by utilising the most superior prices for sugar obtained by the Corporation vis-àvis the canes reportedly

unharvested would infer a tonnes of cane to tonnes of sugar ratio of closer to 40.

This does not align with real data during 2025. It does appear to us that Mr Hyman was either misled or was engaged in mischievousness.

In respect of the contention that GAWU opposed Mr Panday’s contract non-renewal, the writer may wish to offer some context to his position. Given this and previous writings on sugar, we presume that he would have read our statement of October 28, 2024. We believe it would be beneficial for him to re-examine our position.

We are told about the industrial situation in the sugar industry. It is instructive to note that in 2025, the minimum wage in the sugar industry rose to $100,000 per month, while efforts were made to address other issues affecting workers. Through the Union’s leadership and efforts, sugar workers are in the third year of a multiyear collective agreement that will see workers aggregately benefitting from an additional five billion dollars ($5B). This is in addition to improvements in OSH and other benefits. This is in addition to resolving grievances and other matters, whether lo-

cal or central.

We thank Mr Hyman for his letter, although we note that several of his contentions require careful re-examination and alignment with reality.

It is evident, in our view, that the author has proffered views which seek to distort and obfuscate; this is most concerning. The GAWU remains committed to its members in the sugar industry and elsewhere, seeking to promote their rights, protect their benefits, and realise even greater gains.

When a bully has met his match Dear Editor, Nicolas Maduro was captured by United States Forces and was expedited to that country to answer serious charges. We, here in Guyana are elated over his arrest, because it marks the just punish-

ments for a dictator whose mistakenly believes that he can conduct his nefarious transactions with impunity, and enjoy freedom from prosecution. Well, he is so wrong, there are consequences for your actions, especially when you come

into entanglement with the superpower. Maduro’s capture and subsequent trial, is purely a United States and Venezuelan affair.

On the Guyana front, we have come into the picture because of Maduro,

the bully, who in bellicose terms lay claims to two-thirds of our country, thus in response to that we are saying you have gotten your just rewards from a bully like yourself, deal with it! Anyone, and I repeat this for emphasis

even to the interim government that is in Venezuela, anyone that threatens Guyana’s sovereignty we do not take kindly as to what befalls you, simply put, we do not like you!

And this goes for the US-indicated duo, who in

like fashion have defrauded the state of billions of dollars, must also must face up to their deeds with the superpower.

Combined Events Probability

What are combined events in probability?

Combined events in probability are events that occur at the same time or in succession.

We can calculate the likelihood of a certain combination of outcomes.

To do this we can use the “AND” probability rule. This rule states that the probability of outcome A occurring from one event “AND” outcome B occurring from a second event is the probability of outcome A multiplied by the probability of outcome B. If A and B are independent of each other.

P(A AND B)=P(A) × P(B)

Independent Combined Events

This rule can be readily applied to independent events. Events are independent if the occurrence of one event does not affect the occurrence of another.

To understand the “AND” probability rule, consider the following example.

A six-sided die is rolled and the suit of a card randomly chosen from a deck is noted.

We can enumerate the possible outcomes by creating a sample space diagram.

There are 24 different outcomes for these combined events.

Sometimes a combination of both the “AND” and the “OR” probability rules are required in order to answer a question about combined events.

Tree diagrams can also be used to visualise combined events questions. The same rules will be used but a tree diagram can help make the probabilities needed for each question clearer.

The probability of rolling a two and drawing a heart from the deck is 1/24 because this is one combination out of 24 possible combinations.

The “AND” probability rule can also be used as follows.

The probability of rolling a two on a sixsided die is 1/6. The probability of drawing a heart from a deck of cards is 1/4.

The probability of rolling a two “AND” drawing a heart is therefore 1/6 x ¼ = 1/24.

This can be a serious, lifethreatening condition; to treat it, a person with hypoglycaemia must raise his or her blood glucose levels, usually by eating or drinking foods rich in glucose or carbohydrates like fruit juice.

If there is too much glucose in the blood (hyperglycaemia), it can be a sign of diabetes, which is a serious and incurable—and growing—health problem. If a person’s pancreas does not make enough insulin, or his or her body does not respond to insulin (called insulin resistance), this can result in high blood glucose levels and diabetes. This is why a person with diabetes may need daily

insulin injections. However, a complication of treating diabetes is that it can actually cause hypoglycaemia in certain circumstances.

In this science project, you will investigate the concentration of glucose and sucrose in different common foods, and how the conversion of sucrose to glucose (using the enzyme invertase) changes how much glucose we actually digest from different foods. If someone has hypoglycaemia and needs a fast glucose boost, which foods are good to eat? Which foods should be avoided? While sucrose is converted to glucose, this takes some time to happen.

If someone has diabetes, which foods are good to eat in moderation not only because they are high in glucose, but also because they are high in sucrose? Which foods may be safe for someone with diabetes

to consume because they do not change blood glucose levels much?

To measure glucose concentrations, you will use glucose test strips. These strips were developed to help people with diabetes monitor their level of blood glucose (by measuring the amount of glucose in their urine). When you dip the test strip into a liquid, such as orange juice, it changes colour if glucose is present. The degree of colour change depends on the concentration of glucose.

After you treat each food item with invertase, you will also be able to use the glucose test strips and some knowledge of enzyme kinetics, which will be discussed later, to calculate how much sucrose is in each food and how much glucose may end up in our bodies.

Magistrates’ Court had no discretion to halt the matter. With the court’s ruling delivered, the prosecution, led by King’s Counsel Terrence Williams, was instructed to begin calling witnesses. Outside the courtroom, Williams confirmed that the matter had now moved beyond preliminary arguments. “The extradition hearing has commenced,” he said.

Williams explained that the prosecution’s first witness was called to formally introduce the documentation underpinning the US’ extradition request, including the evidential material relied upon by American authorities. He indicted

Addressing questions about the formulation of charges, Williams clarified that extradition proceedings are not initiated by reference to local criminal offences. “It is not the practice in the Caribbean to list local offences at the commencement of the proceedings,” he said, noting that questions of double criminality are typically addressed later through legal submissions. Within minutes of the court ordering the first witness to take the stand, Senior Counsel Forde rose to object, contending that the proceedings were procedurally flawed because the defence had not been supplied with a schedule of corresponding local offences.

“The requesting State (US) is under a duty to furnish the defendants with a schedule of the corresponding local offences upon which the committal enquiry is to proceed,” Forde told the court.

He argued that without such a schedule, the Mohameds faced exposure to inadmissible evidence and the risk of the court determining whether a prima facie case exists without a lawful foun-

At the Magistrate’s direction, Williams outlined the offences he said correspond locally, including conspiracy to commit a misdemeanor, conspiracy to commit a felony, computer-related fraud, obtaining by false pretence, inducing persons by false pretence, forging of public documents, false declarations, and money laundering. When Forde attempted to re-enter the debate, Magistrate Latchman cut him off. “Mr Forde, I have ruled, let’s not have a kangaroo court at this time.”

who testified about the receipt and handling of the extradition request transmitted by the US. Roopchand told the court that the request arrived as a bundled set of documents bearing yellow and red ribbons, US State Department seals, and the signature of the US Secretary of State. She said she reviewed the materials to ensure they corresponded with the diplomatic note and identified them by a unique diplomatic note number before forwarding them to Home Affairs Minister Oneidge Walrond.

Objection to documents

Defence Attorney Siand Dhurjon objected to the admission of the documents, arguing that they had not been properly authenticated. He said Roopchand had failed to affix initials, dates, or other identifiers to establish custody or authorship and that none of the documents disclosed to the defence bore any such markings.

“These documents could have come from anywhere, could have been created, innovated by anyone,” he argued. Dhurjon further contended that the documents amounted to inadmissible documentary hearsay and were not expressly exempted under either the Fugitive Offenders Act or the Evidence Act. Williams re-

sponded that the Permanent Secretary’s role was strictly administrative. “There is no requirement on her to read through the bundle of documents as evidence as to whether or not the condition of the Fugitive Offenders Act were met for a finding on whether there should be an extradition or not,” he said, describing her as “only a conduit” in the process.

Prosecutor Hebert McKenzie added that “there is no inherent right” to cross-examine witnesses in extradition committal proceedings and that the statute expressly permits evidence to be placed before the court in written form. Following this statement, Magistrate Latchman overruled the objection, saying: “I’ll allow the evidence to remain on the record.”

She ruled that the defence’s concerns affected the weight of the evidence rather than its admissibility. She assigned court identifiers to the documents herself.

Running parallel to the committal hearing are constitutional challenges targeting amendments to the Fugitive Offenders Act, particularly Section 8(3B), which governs assurances required from requesting states, including protections against re-extradition to third countries.

e all knew that when folks are put on the stand to face the music, they’re gonna sing like canaries to save their necks. But exactly what tune they sing then, will depend a great deal on the music they face – which in modern judicial proceedings means the charges that were proffered!! In the case of the just-renditioned Mad Maduro, when he was in the docks of a New York court in front of a 92-year-old Judge, the superseding Indictment document – which contains the Grand Jury charges against him, his wife at his side and “others” – claimed: “…politicians along the ‘Caribbean route’ corrupted by cocaine traffickers, who would pay them for protection from arrest and to allow favoured traffickers to operate with impunity as they trafficked cocaine from Venezuela north towards the United States. Thus, at every step, relying on the producers in Colombia, nine transporters and distributors in Venezuela, and recipients and re-distributors on transhipment points north, the traffickers enriched themselves and their corrupt benefactors who protected and aided them.”

Well, how about that!! Mad Maduro had help from Caribbean leaders to facilitate his drug runnings!! And if the indictment can be as specific as detailing that there were “NINE transporters and distributors in Venezuela”, you can bet your bottom dollar they know EXACTLY which Caribbean leaders were getting their pockets filled. T&T’s PM Kamla – who’d been most forthright on supporting the US actions against Venezuelan drug smuggling that helped to bring her country to its knees – said, “I’m not surprised at all. As the story continues to unfold, I have no doubt that many “respectable” and “celebrated” people across all sectors of society will be exposed”!!!

She wasn’t only talking about politicians in her own country who’ve been very cosy with Mad Maduro and had attacked her viciously for her support of the US – but in the other islands in the (drug) stream!! We can have a clue as to who are these other leaders – not only by who were chummy with Mad Maduro – but islands where some of the transshipped drugs “fell off the boat” and circulated in their societies!!

This will cast a new light on relations between the US and the Caribbean – which ain’t only in America’s hemisphere, but literally is in their backyard according to the just announced Donroe Doctrine!! In Guyana, we know that we’re also a transshipment point through Region 1 – but know also that our politicians have an antagonistic relationship with Mad Maduro!

It’s the local criminals – who’re also involved with Venezuelan gold smuggling – who should be expecting orange jump suits!! …and UN handwringing As the fallout from Mad Maduro’s extraordinary rendition continues to roil the world, not surprisingly, the handwringing at the UN has reached such a level as to cause your Eyewitness to worry how the delegates gonna be able to sign for their sinecures!! The action is focused in the Security Council (UNSC) that’s supposed to be the only body that can permit violating the UN’s founding principle of “non-intervention”!!

But from the word “go” at the UN’s formation in 1945, the UNSC composition that gave automatic membership and a VETO over decisions ensured the inevitable periodic bouts of handwringing. To wit that the strong will do what they want and the weak – read the rest of the world – will suffer what they must!! So the UN Secty General moaning that the Venezuelan operation “risked undermining the very foundations of the international system and had set a “dangerous precedent” for global order” sounded quite risible.

Not even Venezuela’s Russian and Chinese allies with vetoes could do anything!! …extradition Over in T&T, Jack Warner beat a US extradition request by tying up the local courts with appeals. Over here, Sanction Man’s trying to follow suit!!

oreign Secretary Robert Persaud has confirmed that Guyana is in discussions with the United States (US) to develop a framework of understanding for the acceptance of third country nationals deported from that country.

Once the framework of understanding is concluded an official agreement would be drafted. However, even after the agreement has been reached Guyana will still retain the right of refusal of anyone being sent.

“Guyana and the USA have been in productive discussions on a framework of understanding which is consistent with our national priorities and needs and

supportive of the USA objectives,” Persaud noted.

Pressed about further details of how the situation would work, Persaud would only say: “We are working, there’s active discussions.”

If an agreement is reached Guyana will join a growing number of countries across the globe that already have agreements with the US to accept third country nationals. Caribbean nations of Dominica and Antigua and Barbuda are the most recent countries to reach agreements with the US. Since last year, the US has sent, or made arrangements to send, third-country foreign nationals to a range of countries across Latin America,

the Caribbean and Africa.

These include Guatemala, Honduras, Panama, Costa Rica, Mexico, El Salvador, Belize, Dominica, Antigua and Barbuda, Paraguay, Ghana, Eswatini (Swaziland), Rwanda, South Sudan and Uganda.

In these cases, the individuals transferred were neither US citizens nor nationals of the receiving countries, and the arrangements have taken place through a mix of formal agreements, temporary cooperation frameworks and ad hoc security or migration arrangements, often linked to asylum processing, deportations, or onward relocation. In Guyana’s case, if an agreement is reached, Guyana will not be accepting any persons with a criminal background, with the refugees expected to largely encompass persons denied asylum in the US but not desirous of returning to their home country, are desirous of going to another country that is willing to receive them, and are nonetheless highly skilled individuals. Additionally, all costs associated with the refugee’s relocation will be borne by the US, for the stay until they are settled and it is decided where in the country the refugee will be sent.

n what appears to be an attempt to avoid enforcement, a handful of vendors are choosing to occupy spaces near the Georgetown Public Hospital (GPHC) in the late afternoon and late-night hours, despite a court order for their removal, Town Clerk Candace Nelson revealed in a telephone interview with this publication. Only recently, Town Clerk Candace Nelson said she has again received a lawyer’s letter regarding plans to seek a mandamus from the court.

On Tuesday, Nelson explained to this publication that the mandamus process begins with a notice sent to the council through an attorney, requesting the removal of the vendors. She said that the council is currently at this stage, with the attorney providing a time frame to act. If the council does not comply within that period, the attorney can then apply to the court for a mandamus, which the court would review and, if granted, require the council to clear the area immediately.

She added that if the council still fails to act after the court order, the applicants can issue another notice with a new time frame or reapply to the court for a contempt proceeding. Nelson noted that as long as the matter is returned to the court for contempt proceedings, the legal process continues until compliance is enforced. The hospital has said the inundation of unauthorised street vending along the New Market and East Street, Georgetown pavements not only congest the pathways for ambulances and patients but also poses a challenge for keeping the hospital’s environs clean. Noise nuisance is also a concern. Reporting on

her personal observations, Town Clerk Candace Nelson said that she had passed by the area near GPHC in the morning period and noticed approximately only three vendors. She said two of them had their goods set up but were not selling, while only one was actively trading at the corner of New Market and East Street. “I passed there this morning [Tuesday] and I noticed that there were approximately three of them, but two of them weren’t, they weren’t open. They had their stuff there, but they weren’t selling. One of them was selling, that is at the corner of New Market and East Street.

But from what GPHC is saying is that there are certain times that they know that they come to make certain checks and they will not come out at that time.

They will come out like in the afternoon, through the night and on the weekends when the M&CC (Mayor and City Council) does not exactly have the resources to patrol that area.”

Seizures, court action

She noted that this pattern of operating during late hours is the main challenge in enforcing the removal orders. As the vendors continue to operate near GPHC, the Town Clerk has warned that more forceful measures may be necessary. She told this publication, “We’ve tried to plead with them before because we’ve removed them several times, but they continue to go back. So what we would do is seize their stuff if they continue to occupy the area, because by now everyone knows they’re not supposed to be there.” Nelson added, “We can also take them to court, to the Magistrate’s court for that, but that doesn’t al-

ways work out in our favor.

So from time to time we ask them to pack up and leave, or we might seize their stuff, and they have to pay a fine to get it back.”

This is not an isolated situation, other businesses, including Muneshwers, Banks and most recently Yhips Bakery among others have previously taken legal action to remove unauthorised vendors from their premises, highlighting the council’s ongoing challenge in enforcing court orders and keeping commercial areas clear.

Regarding Muneshwers Limited, Town Clerk Candace Nelson explained that the council has not yet taken action because this is a new case and the location presents certain challenges.

She said that vendors often take advantage of the seasonal vending period, which runs from the Christmas season until January 15, to set up along the road. She added that the council plans to address the situation soon. “Nevertheless, I have upcoming meetings with my Heads of Departments and that is one of the things that we will be discussing, how we’re going to approach it and how quickly we can have that area cleared,” she said.

Extradition request documents...

The defence has argued that the diplomatic assurance provided by the US does not satisfy the requirements of Section 8(3B)(b) and that Sections 8(3B)(a), (b), and (c) are unconstitutional.

Rejected

In refusing a stay on Monday, acting Chief Justice Navindra Singh found that the assurance met the statutory threshold and ruled that Section 8(3B) (c) relates to extradition arrangements rather than the process itself. He also concluded that habeas corpus would remain available to the Mohameds should they be committed. The defence, however, maintains that the Chief Justice erred in law, including by finding that the constitutional challenges did not raise serious issues to be tried, concluding

that no irreparable harm would result from continuing the committal proceedings, and characterising the risk of onward extradition as hypothetical. The defence has also launched judicial review proceedings challenging the Authority to Proceed issued by Home Affairs Minister Oneidge Walrond, asserting that the Minister is Azruddin Mohamed’s political rival and that the extradition proceedings are politically motivated due to his leadership of the opposition We Invest in Nationhood (WIN) party. Outside the court, Forde said: “We are challenging in that application the authority of the Minister to issue an order to proceed and we would be concomitantly be challenging the arrest and all of the related proceedings.” Williams rejected those claims, pointing again

“The court ruled that in applying the law, there was no stay; in fact, the stay was refused and there was no further stay and the Chief Justice had ordered that the proceedings be continued,” he said. The extradition request was issued by US authorities seeking the surrender of the Mohameds to face charges filed in the Southern District of Florida. An 11-count grand jury indictment accuses them of wire fraud, mail fraud and money laundering in connection with alleged financial crimes involving gold exports. The proceedings are being conducted under Guyana’s Fugitive Offenders Act pursuant to an extradition treaty between Guyana and the US. Both Nazar Mohamed and Azruddin Mohamed remain on bail as the committal hearing continues.

he Guyana Geology and Mines Commission (GGMC) on Tuesday announced the extension of the deadline for permit holders to settle outstanding rental payments.

According to the notice issued by GGMC’s Commissioner, Newell Dennison, permit holders are now required to complete payments on or before January 13. Failure to do so will result in actions being taken by the commission

in accordance to Section 65 of the Mining Act of 1989, which allows for the cancellation of properties that remain in default. This notice applies to permit holders who were already asked to make contact with the Land Management Division at the GGMC’s High and Princes Street office by December 31, 2025.

This notice also urged affected permit holders to take advantage of the extension given to avoid losing their mining properties.

WCB labourer remanded over robbery of amputee A

31-year-old labourer of Number 12 Village, West Coast Berbice, was on Tuesday remanded to prison in connection with the armed robbery of an amputee man.

Ryan Williams, also known as “Buckman,” appeared before Magistrate Michelle Matthias at the Blairmont Magistrates’ Court, where the robbery charge was formally read to him.

The charge alleged that on December 29, 2025, at Bath Settlement, West Coast Berbice, Williams, while armed with a cutlass, robbed Devanand Singh of a Samsung Galaxy S20 cellular phone valued at $175,000 and $145,000 in cash, amounting to a total of $320,000.

Williams was represented by attorney Joel Edmond and was not required to plead to the indictable offence.

Edmond requested bail, urging the court to grant his client reasonable conditions.

However, Police Prosecutor Sergeant Garfield Edwards objected to bail, citing the serious nature of the offence and Williams’ status as a repeat offender.

Edwards also disclosed that Singh sustained additional injuries during the attack and warned that there was a likelihood the accused would fail to return to court if released on bail.

After considering the submissions, Magistrate Matthias denied bail and remanded Williams to prison.

According to reports, the incident occurred around 04:00h. on December 29, when Singh was confronted at his home by Williams, who was armed with a cutlass. Singh reportedly heard suspicious noises after exit-

ing the washroom and went to investigate, only to find Williams inside his bedroom.

A struggle reportedly followed, during which Singh sustained injuries to both sides of his head and his right foot. Williams subsequently fled the scene with the cellular phone and cash.

Singh later sought medical attention at the Bath Regional Hospital, where he was treated for his injuries. The matter was reported to the police, leading to Williams’ arrest on January 3, 2026. Although he denied the allegations, he was subsequently charged. Williams will have to return to court on January 29.

Ex-girlfriend remanded for murder of Linden driver A

24-year-old clerk of Central Amelia’s Ward, Linden, was remanded to prison on Tuesday after being charged with the murder of 27-year-old Amar Jones, who was fatally shot last month at Half Mile, Wismar, Linden.

connection with the killing, which occurred on Tuesday, December 30, 2025. She was not required to plead to the indictable offence.

The matter was adjourned to Monday, February 16.

Jones, a driver of One Mile, Wismar, Linden, was shot and killed along the Half Mile Public Road while driving a motor canter. Preliminary police reports indicate that he was travelling along the roadway when he was approached by a motor car.

ited the vehicle and discharged several rounds at Jones before re-entering the car and fleeing the scene. Following the shooting, the suspects escaped, prompting a police response and an immediate manhunt.

Police ranks who arrived at the scene found Jones slumped and motionless in the driver’s seat of his vehicle. He was rushed to the Linden Hospital Complex, where he was pronounced dead on arrival by a doctor on duty.

His body was later taken to G-Jetsco Funeral Home, where a post-mortem examination was conducted.

In the aftermath of the shooting, police arrested the 24-year-old woman. A motor vehicle believed to be linked to the incident was also seized and is being processed as part of the investigation.

Police have indicated that investigations remain ongoing as they continue their search for other suspects connected to the fatal shooting.

Underperforming regional officials will be removed – Housing Minister warns H

ousing Minister Collin Croal has endorsed President Dr Irfaan Ali’s public service reforms, warning that officials who fail to perform their duties effectively will be removed from the system. He made the remarks while addressing residents of Barimanobo, Mabaruma, Region One (Barima-Waini), stressing that stronger performance from regional officers is critical to deliver the quality of development envisioned for the area.

The minister pointed out that while there has been growth and development, current services and infrastructure are still insufficient. He emphasized that government cannot operate effectively from the top alone if regional officials fail to execute their duties with care and commit-

ment.

“There are a lot more things that has to happen, and the human resource that we have in the system has to also function…a more efficient and effective public service is high on his priority,” Croal said.

He recalled that just two days into the year, on January 2, regional officials across all 10 administrative regions met with Local Government Minister, Priya Manickchand, to discuss public service performance and accountability.

He stressed that officers must treat the public with respect and act efficiently.

“If the officers who are there to implement do not do this in a caring way too, because sometimes they push citizens around, only this morning I got really upset, I

Croal further noted that the same standards of effi-

“No longer must we speak about the hinterland like if it is a lazy fair atmosphere.

When it comes…Because the people within the Backdam aspire for the same thing that the people on the coastland aspire for, they are humans too. And so we have to evolve and respond in a similar manner.”

The minister also discussed new transport initiatives aimed at improving regional connectivity and boosting economic activity.

“Very shortly, within a month, we should have the other ferry. It was supposed to arrive by now, but there was some storm activity along the way. One ferry—the new one for Essequibo—has been built and is complete. It’s already sailing, the same company that built the one for Essequibo. So let’s say give it a month or two, and we’ll have another ferry added to the North West District. This is intended not just to expand capacity, but also to ensure the service is not dominated by a few,” Croal said.

in agriculture and commerce, particularly the cultivation of high-value crops such as carrots and onions, supported by im-

proved road and air connectivity. The Head of State said the recent transport infrastructure, including the road linking Kato to Paramakatoi, Region Eight (Potaro-Siparuni) and the upgraded airstrip, now allows for deeper integration between Regions Eight and Nine (Upper Takutu-Upper Essequibo) and opens the door for large-scale agricultural investment. “Now that we have the interconnectivity among our road network, we can travel from Kato to Paramakatoi, an important road link. The potential of growing carrots and onions in Paramakatoi is real,” President Ali stated.

He explained that modern preservation technology will be key to commercialisation. According to the President, the introduction of solar freez-

ers and containerised solar cold storage will enable farmers to add value to produce within the community, while reducing the high cost of moving goods from the hinterland. “We must now move to a commercial project between Kato and Paramakatoi. The potential is even there for potatoes. With the technology of solar freezers and containerised solar cold storage, we can have value creation on this product right here,” Ali stated. Only on Monday Guyana Times reported the President further directed that technical planning must follow the new infrastructure.

He said that within the next three months the Agriculture Ministry is required to deploy specialists to craft a comprehensive plan to commercialise these crops and support

farmers in a structured way. “The infrastructure we are building must lead to economic expansion and the creation of new opportunities. The Ministry of Agriculture must come with a full-fledged plan to support high-value crop production in this region,” he said.

Local tourism advocate

Tourism development was also addressed as part of the diversification agenda. The Head of State announced that Luana Augustus, a locally trained tourism advocate, will be appointed Regional Tourism Coordinator to develop, market and organise tourism hubs across Region Eight with backing from the Guyana Development Bank.

“I have watched a young lady in this region who is

trained in tourism and has advocated for tourism— Luana Augustus. This individual will be the tourism coordinator of this region,” the President revealed.

He added that the tourism build-out forms part of Guyana’s orange economy strategy and will be supported through investment in both agro-business and tourism ventures. “We are going to support—through the Guyana Development Bank, investment in agro-businesses and tourism here in this region,” Ali noted. The President maintained that development in Paramakatoi must translate into tangible benefits for residents’ pockets and livelihoods, ensuring that the hinterland becomes an active commercial contributor rather than a passive recipient of projects.

Son sentenced to 35 years’ imprisonment for murder of mother

o r t y - nine - year -old Deonarine Dookhoo was sentenced on Tuesday to 35 years’ imprisonment after being found guilty of murdering his mother, Teshwattie “Babo” Jaglall. The High Court described the killing as of extreme gravity, involving gratuitous violence against a vulnerable victim in a domestic setting.

The sentence was imposed

by Justice Sandil Kissoon at the Berbice High Court following a detailed sentencing hearing that examined both the seriousness of the offence and the personal circumstances of the offender. Dookhoo, a father of two, was convicted by a jury during the October criminal assizes for the killing, which occurred between June 30 and July 1, 2021, at the family’s home at Number Three Village, West Coast Berbice (WCB).

In outlining the sentence, Justice Kissoon explained that the court was required to apply a structured sentencing framework, beginning with an assessment of the objective seriousness of the offence before considering any mitigating or aggravating factors.

The judge noted that under Guyana’s law, the offence of murder carries a maximum penalty of death, but emphasised that sentencing courts must determine where a particular case falls on the scale of seriousness, guided by comparative case law and established judicial principles.

fence ranked high on that scale, citing the brutality of the attack, the use of excessive force and the familial relationship between the accused and the victim. Justice Kissoon said the killing constituted a profound betrayal of trust, stressing that crimes involving the murder of a parent by a child strike at the very foundation of family life and social order.

Among the aggravating factors identified by the court were the vulnerability of the victim, the domestic environment in which the offence occurred and the severity and multiplicity of the injuries inflicted.

The judge also highlighted that the violence used was inconsistent with any suggestion of accidental or impulsive conduct, noting that the medical and forensic evidence demonstrated a sustained and forceful attack. While the issue

of motive was considered, Justice Kissoon stated that the absence of a clearly articulated motive did not lessen the seriousness of the offence, particularly in light of the level of violence involved.

In mitigation, the court took into account that Dookhoo, had already spent approximately four years on remand awaiting trial. In keeping with sentencing principles, he was given credit for that period.

However, Justice Kissoon ruled that the mitigating factors did not outweigh the gravity of the offence, nor the need for a sentence that reflected punishment, deterrence and the protection of society.

The judge emphasised that sentences in such cases must also serve to express society’s condemnation of acts of extreme violence, particularly those committed within the family unit. After weighing all factors, Justice Kissoon imposed a sentence of 35 years’ imprisonment, concluding that the offence demanded a substantial custodial term to mark the seriousness of the crime and deter similar acts.

During the trial, the court heard that Dookhoo, a security guard, had a history of alcohol abuse and would frequently become aggressive or abusive when his mother confronted him about his drinking or when he wanted money. Jaglall sustained multiple severe injuries, including lacerations to her head, eye, shoulder, wrist and fin-

gers. Following the murder, Dookhoo claimed to neighbours and police that three men had broken into the house and attacked his mother while he was not

at home. Investigators became suspicious due to inconsistencies in his story and the lack of forced entry. The victim, Teshwattie Jaglall, also known as

“Babo,” was described during the trial as a family matriarch who played an active role in caring for her grandchildren.

uyana once had a disgraced parliament where MPs were elected through rigged elections. Since 1992, MPs earned their right to sit in parliament because they were elected in free and fair elections.

Guyana’s Parliament serves as a distinguished member of the International Parliamentary Union (IPU). As the 13th parliament begins to function, the last thing we should want is to have a leader Dr Leslie Ramsammy of the opposition extradited to a foreign country charged with serious criminal offenses and subject to a long jail sentence. That possibility is real right now.

Under the circumstances, if I were the Speaker of the Parliament, I would delay the election of the leader of the opposition until extradition proceedings have been completed. The opposition has argued that the Speaker is obligated by law to convene a meeting of the opposition MPs to elect the leader. While the law provides for the speaker to convene a meeting to elect the leader of the opposition, the timing is entirely up to the speaker.

Ruminations is hopeful that Speaker Mansoor Nadir takes his time before convening a meeting of opposition MPs to elect the leader of the opposition. As a country, we should not want to taint our parliament by having a leader of the opposition extradited to another country to face serious criminal charges. If that possibility arises, then as a country we should take all measures to ensure it does not happen.

Practice has determined that the opposition leader is elected at a meeting convened by the speaker at the earliest possible time. But the law itself does not stipulate the time. Ruminations posit, that given the present circumstances, the speaker needs to determine if the time is right. For the majority of Guyanese, the time is not right for the election of the leader of the opposition.

Azrudin Mohamed and the opposition MPs only have themselves to blame for this situation. The facts are clear. One of the 29 opposition MPs who were sworn in on November 3rd, 2025 in the 13th Parliament was Azrudin Mohamed. He and his father were sanctioned, then indicted and subjected to a request for extradition to America before the 13th Parliament commenced. Subsequently extradition proceeding started against Azrudin Mohamed and his father. Azrudin Mohamed himself and his 15 MPs made it clear that they intended to vote for Azrudin Mohamed as the leader of the opposition. The other 12 MPs from the PNC-led APNU and Ms. Amanza Desir Walton who obtained a left-over seat have not objected to Azrudin Mohamed as the leader of the opposition. This is sheer arrogance.

Mansoor Nadir, as the speaker, therefore, has strong evidence that should he convene the meeting to elect the leader of the opposition he would be part of a reckless action to appoint an opposition leader that is most likely to be extradited sooner-than-later.

Speaker Mansoor Nadir is not denying Azrudin Mohamed his right.

If extradition is not granted by the court, then Speaker Nadir must proceed with the election of the leader of the opposition. Until the court makes its decision, Speaker Nadir is obligated to hold his hands.

The speaker is not abusing his authority; he is using his authority responsibly. The reputation of the parliament must be preserved.

While the speaker cannot prevent the election of anyone as an MP, the speaker does have a responsibility to ensure that the leader of the House or the leader of the opposition are not persons who face extradition for serious criminal charges in another country. Until the court decides whether Azrudin Mohamed would be extradited, the speaker needs to ensure that he is not elected as the leader of the opposition.

Azrudin Mohamed has been granted rights under our constitution.

He can challenge his extradition and he can prolong the legal battle to conclude the extradition hearings. He and his lawyers have been using every legal challenge they can conjure up. They have even utilized options that the courts have deemed vexatious and frivolous. But just as Azrudin Mohamed is using what the law provides for him to delay his extradition hearing and challenge his extradition, so too are the options of the speaker to delay the election of the leader of the opposition.

The law requires the speaker to convene the election, but it is up to the speaker to decide when. Given that any MP who is sentenced to jail has to vacate his or her seat, and the possibility exists that Azrudin could be extradited and then sentence to a long imprisonment, the speaker must, at least, wait to determine if Azrudin will be extradited to face those charges. If he were to be extradited, the opposition will need to nominate another person as the leader.

There are those who will argue that the extradition process could extend for a long time and that it would be unfair to delay the election of the leader of the opposition until then. The opposition MPs had a choice – they could have decided that Azrudin Mohamed would only seek the position as leader of the opposition when the extradition process is completed and he is not extradited. If he is not extradited, then he could offer himself again as the candidate for leader of the opposition.

The truth is a criminal matter has been transformed into a political process by Azrudin Mohamed. The truth is he wants to argue that this is a political persecution and his election as the opposition leader would strengthen his claim. Just as he seeks to control the narrative, the speaker has a right to determine the narrative that is in the interest of the parliament. Ruminations support the speaker the interest of the parliament must be paramount.

22-year-old construction worker was on Tuesday sentenced to prison, while his alleged accomplice was remanded, after both men were charged in connection with the possession of a large quantity of cannabis. Danial Quintyn of Stanleytown, New Amsterdam, and Jamera Wills, a 31-year-old miner of Savannah Park, New Amsterdam, appeared before Michelle Matthias at the Blairmont Magistrates’ Court on Tuesday. The court heard that on January 3, the men were found in possession of 3.70 kilograms (kg) of cannabis on Naarstigheid Public Road, West Coast Berbice (WCB), allegedly for the purpose of trafficking.

Wills pleaded not guilty to the charge, while Quintyn pleaded guilty. Both men appeared unrepresented. Prosecutor Sergeant Garfield Edwards objected to bail for Wills, arguing that the accused was aware of the narcotics being transported. He highlighted the seriousness of the offence and raised concerns that

Wills could fail to return to court if released. Magistrate Matthias upheld the objection, citing the gravity of the matter and remanded Wills to prison. During Quintyn’s sentencing, the prosecutor outlined that at about 15:45h on January 3, police ranks on patrol along

Naarstigheid Public Road observed the two men riding a motorcycle without helmets and behaving suspiciously. The ranks stopped and searched them, uncovering nine large parcels containing leaves, seeds, and stems suspected to be cannabis. Both men were informed

of the allegation, cautioned, arrested and escorted to the Fort Wellington Police Station, where the narcotics were weighed. The cannabis amounted to 3.70 kg, with an estimated street value of $3.3 million, the court was told. In addressing the court, Quintyn claimed the cannabis did not belong to him, stating that he was transporting it for another individual. He explained that he accepted the task due to financial difficulties stemming from a recent motor vehicle accident in which he and a female passenger were injured.

After considering his plea and mitigation, Magistrate Matthias sentenced Quintyn to 36 months’ imprisonment, noting that the offence carries a maximum penalty of five years. The Magistrate advised Quintyn to pursue lawful means of earning an income upon his release.

Meanwhile, Wills is scheduled to reappear on January 29 at the Fort Wellington Magistrates’ Court for further proceedings.

Brazilian found dead in Mazaruni mining camp A

46-year-old Brazilian miner, was found dead on Monday at a mining camp in Seemang Backdam, Middle Mazaruni, Region Seven (Cuyuni-Mazaruni).

Dead is Márcio Rocha.

According to reports, Rocha, who reportedly had a pre-existing medical condition, was last seen alive around 06:00 h at the camp.

His lifeless body was dis-

covered approximately six hours later, lying in a hammock. The incident was immediately reported to police.

A preliminary examination at the scene found no visible marks of violence.

Rocha’s body was transported to the Bartica Regional Hospital.

The remains are currently at the hospital mortuary pending a post-mortem examination.

Regional Division Seven police have confirmed that investigations into the circumstances surrounding Rocha’s death are ongoing.

This incident comes just days after Police in Regional Division Seven began investigating the circumstances surrounding the death of Jose Cloves Deas Francisco, a 55-yearold Brazilian national and miner, which occurred at

Waiamo Backdam, Cuyuni River.

Preliminary investigations revealed that Francisco had been imbibing earlier and was last seen at about 07:00h on January 1, at his apartment. At about 10:00h on the same day, he was discovered motionless on the steps of the apartment, and a report was made to the police.

he Guyana Police Force has launched an investigation into the alleged assault of international visitor Antony D’Oliveira, host of the Jumps Travel Documentary YouTube channel, following the circulation of a video capturing the incident in Georgetown.

In a statement, police said the incident is being treated seriously, noting that acts of violence against any individual are unacceptable and contrary to the laws of Guyana, as well as the country’s values of safety, hospitality, and respect.

Investigators are currently reviewing video footage of the incident, conducting enquiries, and pursuing all available leads with the aim of identifying and apprehending the suspect in accordance with the law.

Moments after Antony D’Oliveira was slapped by the suspect

The Guyana Police Force also expressed concern for D’Oliveira and reiterated its commitment to ensuring that Guyana remains a safe and welcoming destination for both visitors and residents. Members of the public with information that may assist the investigation are encouraged to contact the nearest police station.

The alleged assault was documented in a video uploaded to D’Oliveira’s YouTube channel titled “I was assaulted in Georgetown, Guyana 🇬🇾.”

The footage shows the tourist entering the La Penitence Market in Georgetown, where he is seen passing two men at one of the market’s entrances.

According to the video seen by this publication, as D’Oliveira walked past the men, he greeted them, saying, “hey boys, you good?”

Moments later, one of the men, identified as the suspected assailant, extended his hand and slapped D’Oliveira, telling him, “Go so with your camera.”

The video has since circulated widely on social media, prompting public concern and calls for swift action.

Prior to the police statement, Tourism, Industry and Commerce Minister, Susan Rodrigues, condemned the incident in a post on her professional Facebook page.

“You are not worthy to dwell among humans” – Judge tells man convicted of raping 5-year-old …2 men jailed for child sex offences

he Berbice High Court on Tuesday handed down lengthy prison sentences to two men convicted of sexual offences involving children under the age of 16, as the court delivered a strong denunciation of sexual violence and the abuse of trust within families and communities.

Justice Sandil Kissoon, in imposing sentence, described sexual offences against children as “appalling” crimes that continue to plague society and require a firm judicial response to protect the most vulnerable.

D’Andre Perry, 27, was sentenced to 15 years’ imprisonment for sexual activity with a child under 16 years.

The incident occurred on October 19, 2024, when Perry lured a five-yearold girl into his home in Berbice while she was walking to visit her grandfather. During the sexual assault, the victim screamed for help, causing Perry to flee the scene on a bicycle.

The victim suffered severe injuries and significant blood loss (approximately one litre) and required emergency surgery.

Perry was later apprehended at a bus park in Georgetown about one week after the attack.

He appeared before Justice Sandil Kissoon at the Berbice High Court and pleaded guilty to the offence, which involved a young female relative and

occurred in circumstances the court found to be a gross violation of trust.

In addressing the case, Justice Kissoon said the accused stood in a position of trust and failed in his duty to protect the child.

“The insolence, prevalence, and sexual violence within our communities is appalling,” the judge stated, noting that offenders who exploit children within family environments undermine the safety and moral foundation of society.

The judge emphasized that sentencing courts are required to impose punishments that are commensurate with the seriousness of the offence and necessary to protect the public from further harm.

Senior Social Services Officer Judith Fulton, in a probation reports delivered to the court, noted that Perry grew up in an orphanage and once worked with the Ministry of Social Protection.

He was living in a common law relationship at the time of the offence.

Fulton also informed the court that Perry said at the time of the offence he was under the influence of alcohol.

Meanwhile, the court also heard that the father of the victim is deceased.

The child’s grandmother said she lost blood and had to be rushed to the New Amsterdam Hospital, and lost consciousness.

Addressing the court, Perry said he is ashamed of what he did and apologized

to the victim and her family.

He said the victim’s mother treated him like a son and asked the court for forgiveness.

“I take full responsibility. I am very much sorry for what I did. If I could change the past, I would…” he said before the Judge imposed the 15-year jail term.

Initially, the term was set at 25 years, and one-third was deducted as stipulated by law when the accused entered a guilty plea. The trial judge also made additional deductions for mitigating factors.

Five-year-old boy

In a separate matter, Sanjay Peter was sentenced to 23 years’ imprisonment for sexual activity with a child under 16 years.

A 12-member jury had earlier found Peter guilty of raping a five-year-old boy eight years ago.

The convict was found guilty on both indictments, which alleged that between July 1 and August 5, 2018, he raped a boy he knew to be a family member. The charges stated that he committed the acts knowing the child was under 15 years old. The case, prosecuted by State Counsel Cicela Corbin, saw seven witnesses testifying, as previously indicated by the court. Attorney-at-Law Kevin Morgan represented Peters throughout the proceedings.

to the court, noted that some residents in the community spoke negatively about Peter and said they did not trust him around children.

At the time of the offence, he was in a common law relationship for four years.

Justice Kissoon ordered that Peter should be allowed to participate in rehabilitation programmes designed for sexual offenders during his incarceration.

The court found that the offence involved aggravating factors, including the age of the victim and the lasting psychological harm caused.

“This sentencing court is required to stand by its promises, not only to victims but to the wider society, including those who may contemplate such crimes,” the judge said.

In handing down the sentence, Justice Kissoon told Peter, “You are not worthy to dwell among hu-

mans.” Then the 23-year sentence was handed down.

Following the sentencing, the mother of the 8-year-old boy told this publication that after the incident with her son, his father reported that his colleagues were teasing him about it.

Two weeks after the incident, the man committed suicide.

The mother said her son is now blaming himself for his father’s demise.

“He has to carry it mentally,” she said. “It’s hard.

He has been without a father for eight years of torment.”

However, she expressed satisfaction with the sentence.

Meanwhile, the aunt of the female victim expressed dissatisfaction with the sentence imposed in her niece’s case, arguing that the punishment should have been more severe.

“We are not satisfied.

You can’t commit an act

like this and then write an apology letter. We didn’t accept it,” she said.

She explained that the offender had lived in close proximity to the child for years and benefitted from the family’s trust.

“The child hasn’t been herself since. She’s frightened, shaky, and afraid of men. Any reminder brings back the trauma,” the aunt added.

Court condemns abuse against minors

In his concluding remarks, Justice Kissoon stressed that crimes against children demand serious custodial sentences, not only to punish offenders but to deter others and affirm society’s commitment to protecting minors.

“Human rights mean more than calculation or convenience. They require the protection of those who are most vulnerable,” the judge said.

enezuela’s main Opposition Leader, Maria Corina Machado, has vowed to return home quickly, praising US President Donald Trump for toppling her enemy Nicolás Maduro and declaring her movement ready to win a free election.

Trump appears, however, to hope for now to work with interim President Delcy Rodriguez and other senior officials from Maduro’s Government, disappointing the Opposition and contributing to nervousness in Venezuela. Venezuelan and US officials are discussing the export of Venezuelan crude to US refiners, five Government, industry and shipping sources told Reuters.

“I’m planning to go back to Venezuela as soon as possible,” said Machado, 58, who escaped from Venezuela in disguise in October to receive the Nobel Peace Prize, which she dedicated to Trump.

“We believe that this transition should move forward,” she told Fox News’ “Hannity” programme. “In free and fair elections, we will win over 90 per cent of the votes.”

Trump has said the US needs to help address Venezuela’s problems before an election, calling a 30day timeline unrealistic. “We have to fix the country first ... There’s no way the people could even vote,” Trump told NBC.

Socialist party loyalists still control Venezuela In the interview late on Monday, her first since Maduro was captured in Caracas by US commandos, Machado did not give her location or more details on returning to Venezuela, where loyalists of Maduro’s Socialist Party remain in power, and Machado is under investigation for inciting insurrection in the military.

To the dismay of the large Diaspora – one in five Venezuelans left during an economic implosion – Trump has said Machado lacks support. Vice President Delcy Rodriguez has been sworn in as interim President of Venezuela.

The Opposition, some international observers and many US allies say Machado’s movement was cheated of victory in the 2024 election, from which Machado was banned and an ally stood instead.

The daughter of a left-wing guerrilla fighter, Rodriguez is a diehard Maduro ally who has denounced his “kidnapping” while also calling for respectful relations and cooperation with Washington.

T&T cop among 3 held for drug, gun conspiracy in US

Police Officer is among three Trinidadians arrested on December 30, following a major bilateral investigation into a conspiracy to traffic cocaine and firearms into the United States.

According to a statement from the US Embassy, the arrests of Rafael Joseph, Michael McSween, and Clevon Persad were the result of a 2024 US Drug Enforcement Administration (DEA) investigation.

Joseph is an active member of the TT Police Service.

The US Embassy on January 6 confirmed that the DEA Vetted Unit, sup-

ported by the TTPS Special Investigative Unit (SIU) and the Transnational Organised Crime Unit (TOCU), executed three provisional arrest warrants for the men.

The suspects face charges in the Eastern District of New York.

US Embassy Chargé d’Affaires Dr Jenifer Neidhart de Ortiz described the operation as a “significant blow” to international trafficking and public corruption.

“The outstanding cooperation between the DEA’s Vetted Unit and local units shows the multiplier power of agencies of both of our great countries working together,” she said.

Police Commissioner Allister Guevarro confirmed the officer’s arrest, noting Joseph is currently awaiting extradition.

“This joint operation reflects the strength of our international partnerships and our unwavering commitment to accountability at every level of the organisation,” Guevarro said. He said the Police Service remains “resolute” in ensuring those who betray the public trust face justice.

ussia has deployed a submarine and other naval vessels to escort an aging oil tanker, “Bella 1” that the United States tried to seize off Venezuela, the Wall Street Journal reported on Tuesday, citing a US official.

Reuters could not immediately verify the report.

Meanwhile, Venezuela will be “turning over” 30 to 50 million barrels of sanctioned oil to the United States, President Donald Trump said on Tuesday in the aftermath of the toppling of Nicolás Maduro who was seized from his country by US forces over the weekend.

“This Oil will be sold at its Market Price, and that money will be controlled by me, as President of the United States of America, to ensure it is used to benefit the people of Venezuela and the United States!” Trump said in a social media post.

Oil prices fell on Tuesday as the market weighed expectations of ample global supply this year against uncertainty around Venezuelan crude output after the US capture of Maduro, the South American country’s leader.

Brent crude futures fell US$1.06, or 1.7 per cent, to settle at US$60.70 a barrel while West Texas Intermediate (WTI) crude fell US$1.19, or two per cent, to US$57.13 a barrel.

“It is premature to evaluate the impact of Nicolas Maduro’s capture on the oil balance. What seems obvious, nonetheless, is that oil supply will be sufficient in 2026, with or without an increase in production from the OPEC [Organisation of Petroleum Exporting Countries] member,” said Tamas Varga, an analyst at PVM Oil. Global oil demand likely grew by around 900,000 barrels per day (bpd) last year, compared to a historical trend rate of 1.2 million bpd, Morgan Stanley analysts said in a note on Tuesday.

OPEC supply grew 1.6 million bpd and non-OPEC supply grew about 2.4 million bpd between the fourth quarters of 2024 and 2025, the Morgan Stanley analysts said.

“This means both sources of supply enter 2026 at a very strong level,” they said, adding that could put oil markets in a surplus of as much as three million bpd in the first half of 2026.

Market participants polled by Reuters in December also said they expected oil prices to be under pressure in 2026 because of rising supply and weak demand.

“As the evolving global oil surplus becomes more transparent, the stage for a renewed downturn by next week will be set,” oil trading advisor Ritterbusch and Associates said.

Possibility of more price pressure after capture of Maduro

Price pressure could be exacerbated by the US capture of Maduro on Saturday and its potential to hasten an end to a US embargo on Venezuelan oil, leading to higher output.

Market participants were also debating the future trajectory of Venezuelan supply after US President Donald Trump claimed US oil companies were ready to invest in the South American country to boost its production and exports.

Meanwhile, US crude inventories fell last week while fuel stocks rose, market sources said, citing American Petroleum Institute (API) figures on Tuesday. The API figures showed a 2.77-million-barrel decline in US crude oil stocks.

Official US Government statistics on the country’s oil inventories are due at 10:30h EST today. Eight analysts polled by Reuters ahead of the report estimated on average that crude inventories rose by about 500,000 barrels in the week ending January 2.

US backs security guarantees for Ukraine at summit of Kyiv’s allies in Paris

he United States for the first time on Tuesday backed a broad coalition of Ukraine’s allies in vowing to provide security guarantees that leaders said would include binding commitments to support the country if Russia attacks again.

The pledge came at a summit in Paris of the “coalition of the willing” of mainly European nations to firm

up guarantees to reassure Kyiv in the event of a ceasefire with Russia, which invaded its neighbour in 2014 and again at full scale in 2022.

Unlike previous coalition meetings, the summit was also attended by US envoys Steve Witkoff and Jared Kushner – President Donald Trump’s son-in-law – as well as America’s top general in Europe, Alexus Grynkewich, who a day earlier fleshed out

Witkoff, who has led talks with Russia, said after the summit that Trump “strongly stands behind security protocols”.

6 dead and hundreds of flights cancelled as snow causes chaos across Europe

ntense snowfall and icy weather conditions have caused widespread travel disruption across Europe, with six reported killed in weather-related incidents on the continent.

Five persons died in two

separate regions of France as a result of treacherous driving conditions, authorities said, while one woman was also killed in Bosnia’s capital, Sarajevo, after 40cm (16in) of snow fell on the city.

Hundreds of flights have

been cancelled across Europe, with thousands left stranded at airports in Paris and Amsterdam.

ravis Head departed the Sydney Cricket Ground (SCG) field to a thunderous ovation after his latest demolition of England in this Ashes series. But the roars from the terraces soon deafened when Usman Khawaja walked to the crease in his final Test match.

After Head’s belligerent 163 off 166 balls, his third century in what has been a remarkable series, Khawaja – batting at number six – could not produce a fairytale innings against a flagging England attack in the Sydney sunshine.

In what might prove to be his final Test innings, Khawaja fell for 17 in an ungainly dismissal – a low full toss from Brydon Carse – and left the ground to more hearty applause.

Skipper Steven Smith then stole the show for the remainder of day three with an unbeaten 129 off 205 balls to put Australia in a commanding position as they seek a convincing 4-1 series victory.

Australia appear to have broken England’s spirit in an innings stretching 124 overs.

Their first-innings lead has ballooned to 134 runs and looks particularly significant

display. He even at one point asked Carse at mid-off to put his sunglasses on the back of his hat due to the reflection.

Smith feasted on wayward England bowling and also made a point to be aggressive against spinners Will Jacks and Jacob Bethell. A 37th Test century and 13th against England almost felt inevitable as he ended a

Head continued his rampant form from the previous afternoon when he inflicted more pain on hapless seamer Matthew Potts, whose Ashes debut has turned into a nightmare.

improved showing with Potts immediately smashed for three consecutive fours by a ruthless Head. England continued to persist with short-ball plans, even to Neser, and it almost paid off when Head skied Carse to deep midwicket only for Jacks to drop a sitter, taking his eyes off the ball as he was seemingly worried about the nearby boundary cushion.

Not only did it prove costly for England, Jacks had the further ignominy of receiving mock cheers from the Australian fans when he subsequently fielded.

Head in the next over had another lucky escape when Carse dropped a much tougher chance at deep third, but it only left Potts feeling even more aggrieved.

For all their focus on hitting a shorter length, Carse finally dislodged Neser with a superb outswinger that was caught behind to end the 72-run partnership.

Head’s century was brought up when he launched Potts into the crowd as England’s miserable session continued. Head did attempt to settle himself down having not quite recaptured his formidable batting from the previous day while Smith started in scratchy fashion.

Capping a forgettable morning for England, Smith was dropped at leg-slip by Crawley in a sharp chance down to his left to deny Josh Tongue another wicket against the Australia Captain. Jacks’ woes continued when he could not hang on to a bullet from Head that was rifled back to him in the final over before lunch.

Head eyed a maiden double century, but his hoodoo of getting out between 150-175 continued shortly after the interval when he missed a premeditated sweep and fell lbw to Bethell, with his review proving unsuccessful.

After letting Head get his moment in the sun as he acknowledged the fans, Khawaja stepped onto the field amid a loud ovation, but the game then went through a rare lull this series.

Khawaja and Smith played watchfully, with Ben Stokes pushing his battered body in a lionhearted spell with the old ball. Having been the most consistent and threatening bowler of an inexperienced attack, it was curious that Stokes decided not to have a breather until the second new ball.

Having sprayed the ball to start the innings, Potts and Carse were thrown the second new ball too, which did offer some swing as Australia closed in on

Khawaja made just 10 off his first 40 deliveries before briefly winding back the clock with a gorgeous drive down the ground off Potts. England once again appeared to be unravelling with Carse curiously bowling over the wicket despite Khawaja’s last 12 dismissals to right-arm pace being from around the wicket.

But Khawaja missed a full toss from Carse and then unwisely decided to review with ball-tracking confirming it was smashing the bottom of the middle stump. The crowd again rose, but there was no big wave of the bat for Khawaja and time will tell if he bats again in his Test career.

Alex Carey looked in glorious touch before on 16 glancing Tongue to leg-slip – the third time in four innings he has fallen in that manner. Cameron Green, batting at number eight, entered under enormous pressure having found himself being unable to convert starts and repeatedly falling in unusual ways.

Grimmond ready to shine as Guyana defend T20 Blaze title – compete in CG United Women’s Super50 Cup

s the countdown begins to the CG United Women’s Super50 Cup and CWI T20 Blaze, starting January 13, 2026, the Guyana women’s cricket team are hard at work in training camp, fine-tuning their skills and strategies.

Among the squad’s bright prospects is 20-yearold Realeanna Grimmond, who spoke candidly about her excitement and expectations for the upcoming tournaments.

“To be honest I think it’s a big responsibility, but at the same time I won’t want to look at it that way, so I won’t put pressure on my-

self. I have been around for a while and I know what to expect when we get there.

I think it would be good leading the team from the front with the batting. I don’t think it would be that much difficult for me, it would just come naturally,” Grimmond said.

The young batter has also expressed confidence in her preparations. “My preparations have been very good. For the past couple of months, I have been doing a lot of work on my batting, so I’m very confident that I’m going to go out there and do well for my team,” she added.

Grimmond is optimistic

about the team’s chances, pointing to the confidence gained from their previous successes. “I think that the girls would be pretty confident knowing that we won the title for the T20.

And… we will be starting with the T20s, so I think that the girls would be on high confidence, myself included. We have the talent.

We have a lot of talented players within our unit, so I think that will be pretty good,” she stated.

UDFA pins hopes on new facilities for 2026 football revival in Linden

pper Demerara Football Association (UDFA) President Wainwright Bethune has painted a sobering picture of the state of football in Linden over the past few years, while expressing cautious optimism for a resurgence once proper playing facilities become available.

Reflecting on 2025, Bethune explained that the challenges facing football in Linden could not be limited to a single year. Instead, he pointed to a prolonged period of decline stretching from 2023 to 2025, marked by minimal football activity, particularly at the senior level.

“I wouldn’t want to just fix it to the year 2025,” Bethune said. “From 2023 to 2025, there has been little or no football activity in Linden.”

While a few junior competitions were successfully staged – including tournaments hosted by New Era, ExxonMobil, and an Under-17 competition –

Bethune noted that the senior football Linden is known for has been virtually absent.

“The senior football that we are accustomed to – the senior league and all other senior football – has been non-existent,” he stated.

According to the UDFA President, the primary obstacle has been the lack of suitable playing venues.

Currently, the Wisburg Secondary School Ground is the only available option, but its poor drainage and

vulnerability to heavy rainfall make it unreliable for competitive football.

“If there’s a heavy downpour and a good game is played, that ground would be out of commission for a week or two,” Bethune explained. “That’s a major problem.”

Compounding the issue is the ongoing repair work at the Mackenzie Sports Club ground, traditionally Linden’s main football venue. With no viable alternative prepared, football administrators and players alike have been left in limbo.

“Linden was always a football powerhouse,” Bethune lamented. “That has dwindled to little or nothing.”

Looking ahead to 2026, Bethune said the UDFA remains committed to rebuilding the sport through structured development programmes. These include initiatives at the pee-wee and junior levels, coaching and referee training, as well as the long-awaited return of the senior league.

However, he stressed that meaningful progress was heavily dependent on the availability of proper facilities, particularly the completion of the Mackenzie Sports Club ground or the Bayrock Community Centre Ground.

“We are hopeful that these grounds would be available sometime during the course of this year,” he said. “Hopefully, we’ll have conversations with the persons or Ministry responsible so they can understand the depth of our plight.”

“Once these grounds become available, then we will see more activity, more games surrounding football,” he concluded.

ICC to meet with BCB over refusal to play T20 World Cup matches in India

T

he International Cricket Council (ICC) is set to meet with the Bangladesh Cricket Board [BCB] in a bid to resolve the problem of Bangladesh refusing to play their 2026 T20 World Cup matches in India due to deteriorating relations between the two countries.

ESPNcricinfo has learned that there was a call scheduled for Tuesday, during which the ICC was likely to request the BCB to allow the Bangladesh team to play its group matches in India as per the existing schedule.

The 2026 T20 World Cup in India and Sri Lanka begins on February 7 and concludes on March 8, with Bangladesh playing their first three Group C games in Kolkata on February 7 (vs West Indies), February 9 (vs Italy) and February 14 (vs England). Their final group game against Nepal is in Mumbai on February 17.

On Sunday, however, the

BCB wrote to the ICC requesting that the governing body “consider” moving all of Bangladesh’s matches “outside” India, citing the “safety and well-being” of the players.

The issue arose following the Board of Control for Cricket in India’s directive to Kolkata Knight Riders

(KKR), instructing the franchise to release Bangladesh fast bowler Mustafizur Rahman from its 2026 squad without specifying a reason publicly.

Mustafizur had been bought for INR 9.2 crore (US$1.02 million approximately) at the Indian Premier League (IPL) auction

last month. What remains unconfirmed is who authorised the directive to remove Mustafizur from the KKR squad. It is understood that there has been no IPL governing council meeting since the auction on December 16.

In its communication to the ICC, the BCB said it was acting on the “advice” of the

Bangladesh Government, which had raised concerns for the “safety and security of Bangladesh citizens” in India under the “prevailing situation”. The BCB took a cautionary stance, though the Bangladesh Government has not issued a travel advisory or imposed restrictions on its citizens travelling to or living in India.

The ICC has not made a public comment on the issue or responded to queries.

The top brass of ICC, including the Chairman Jay Shah, were at the BCCI head office in Mumbai on Monday, deliberating on the development and the next steps.

On the BCB front, it is understood that only a small group of directors, including the Board President Aminul Islam and the chief executive Nizamuddin Chowdhury, have been authorised to engage on the issue with the ICC and the Bangladesh Government. (ESPNcricinfo)

he 2026 Guyana Cup is set for August 23, and preparations have already begun.

This year’s Guyana Cup is once again presented by the Jumbo Jet Thoroughbred Racing Committee, and a new format will take shape.

This year, horses will have the option to win at an earlier event and secure their spot to run at the prestigious Guyana Cup. The Guyana Cup Committee officially released the 2026 Guyana Cup Nomination Series, covering the Guyana Cup (Mile), Guyana Cup Sprint, and Guyana-Bred Derby.

Three races, four nomination days, one championship season. The nomination days are February 1, 2026, at Port Mourant Turf Club; April 5, 2026, at Port Mourant Turf Club; May 3, 2026, at Bush Lot United Turf Club; and July 5, 2026, at Port Mourant Turf Club (Final Nomination Day).

Each nomination day will feature Sprint, Mile, and Derby nomination races. On each nomination day, only first and second-place finishers qualify for the respective final race.
