ver 75 per cent of the fatal accidents that occurred during the first quarter of this year are as a result of the combination of speeding and driving under the influence of alcohol.

This is according to Traffic Chief, Linden Isles, who told this newspaper on Monday that these tragedies could have been prevented if the parties involved had adhered to the traffic laws of Guyana.

“From our end, we continue to do educational talks, programmes, enforcement exercises and we will continue. Sadly, the issue of speeding, driving under the influence of alcohol is something that is within a culture of persons who naturally want to consume alcohol and then drive. And we all know it is a very dangerous practice because alcohol and gasoline do not mix,” he stated.

According to the Traffic Chief, no one person can stop or prevent all accidents from occurring but if the public along with traffic ranks work together then there can be minimised amounts of deaths on Guyana’s roadways yearly.

“We continue to urge members of the public, drivers, if they have to attend functions or social events, if

we had a reduction, a vast reduction in children being involved in road accidents.

We continue to do our road safety talks in schools.”

he Maternity Unit of the Georgetown Public Hospital Corporation (GPHC) is expecting a revamp of the facilities and capacity, with an injection of $50 million to conduct much-needed works.

Funded by the Guyana Lottery Company under the Canadian Bank Note, a Memorandum of Understanding (MoU) was signed on Monday. The project features an increase in bed capacity by 27 per cent and a 40 per cent total space capacity.

The construction works are pegged at some $31 million, while $19 million will be used to procure pertinent medical equipment.

Chief Executive Officer of GPHC, George Lewis emphasised the importance of this initiative to reduce overcrowding at the facility.

In 2017, there was a total of 8324 admissions to the maternity wing with 5515 deliveries. In 2018, some 8277 admissions were recorded with 5547 deliveries.

“Quick mathematics would suggest that we deliver approximately 16 babies per day within the Georgetown Public Hospital.

Because of the high amount of admissions and deliveries, we are constantly challenged to find in-patient beds, particularly between the periods of September to February when there are more deliveries,” Lewis said.

Over the years, the maternity wing was modified to facilitate a few more beds, but this is always outnumbered by expectant mothers. Additionally, there are no rooms should patients require isolated treatment.

“To address this situation, the Corporation included in its 2019 budget, additional extension works. The first extension was in 2016.

While it provided for critical care services such as the Neonatal Intensive Care Unit, the expansion did not alleviate the issues of overcrowding. In both the prenatal and postnatal wards, there are about 75 beds.

Currently, there are no facilities for the isolation of patients who require special needs and attention,” the CEO explained.

Meanwhile, Public Health Minister, Volda Lawrence posited that the services offered by the ma-

ternity wing will be improved. Negative statistics are also expected to be lowered. However, many attempts at lowering these statistics have proven futile in the past.

From the Canadian Bank Note, Managing Director Tracey Lewis informed that her agency will continue to manage the facility upon completion.

“The Guyana Lottery Company would also like to commit to the general maintenance of this facility, as we know that this will become an important factor after the works are completed…

This expansion will enhance and complement the existing maternity services and provide additional accommodation, private rooms, office space and specialist services,” she noted.

The GPHC is Guyana’s main referral medical institution.

ollowing allegations surfacing against the Region Nine (Upper Takutu-Upper Essequibo) Administration of contracts being awarded to friends and family of senior officials, the Regional Democratic Council (RDC) has formally called on the Public Procurement Commission (PPC) to investigate.

In a correspondence seen by this publication, Chairman Brian Allicock informed the PPC that there are cases where contracts are awarded to supporters of the current Government, but these contractors do not have the requisite compliance documents.

“It was noted that approximately sixty projects were awarded of which only eighteen were advertised, and the others were done by selective tendering,” Allicock wrote. “It is also observed that contracts were only awarded to the supporters of the coalition Government. Contractors that paid for compliances were not considered.”

“Information received from reliable source [State] that most of these contractors who were considered under selective tendering do not have valid compliances. The Regional Democratic Council believes that this is a to-

tal violation of National Procurement and Tender Administration Board Act, and, therefore, seeks an urgent intervention,” he also wrote.

The correspondence was copied to Minister of Communities Ronald Bulkan, Opposition

to the documents, he was awarded a $4 million contract through selective tendering for the construction of sanitary blocks at the Kumu Nursery School in Region Nine.

Another contract to the same individual was for maintenance work to the Lethem Sub-Treasury Office, to the tune of $489,000. This contract was also awarded by selective tendering, a case in which the contractor has been invited to tender for a project.

Meanwhile, another contractor was the recipient of a $2.1 million contract to carry out repairs on Baitoon Primary sanitary block. The contractor, who is reportedly the official’s son-in-law, was awarded this contract through selective tendering.

Documents also show that he received an even larger contract worth $6.1 million to carry out repairs at the Health post at Shea Village, also in Region Nine.

What can workers celebrate?

G

uyana and many countries around the world will tomorrow observe Labour Day, also known as International Workers’ Day, or simply May Day. Generally, on this day, labour and labourers from the working class are celebrated. As achievements are boasted upon, the occasion is also used to highlight challenges faced. Here, in Guyana, two different perspectives are sometimes presented -- from both the Government and the Opposition.

As expected, the Government will boast of its efforts to safeguard the welfare of workers, which would encompass protecting their rights, thwarting exploitation, improving working conditions, and increasing wages and salaries. The language will be skilfully crafted to convince workers that the Government cares about them.

In such instances, for example, a miniscule increase of a Gy$1000.00 will be made to appear hefty, with powers to bring ends together.

The Opposition will naturally call out Government on its lack of care, inability to take action, and deliberate attempts to mislead the already burdened workforce.

Aside from the expected dual perspectives -- even from the unions -- there is always the question of: What is there to celebrate? The answer has to be in the context of what the workers are experiencing, and what would have been responsible for their current situation.

Within recent times, there have been accusations of actions tantamount to exploitation being levelled against some employers.

In one high-profile case, the authority with the responsibility to safeguard workers’ rights was accused of dragging its feet on the matter. While there was an intervention eventually, questions were asked about promptness. That in itself exposes a major grouse of both workers and trade unions: the absence of a designated Ministry of Labour.

Under the current APNU/AFC Government, the Ministry was abandoned, and matters pertaining to labour are now confined to a department under the Ministry of Social Protection. This has been viewed by many as a deliberate attempt to de-emphasise the importance of labour, especially when thousands of workers were fired, including those following the abrupt closing of some sugar estates. The plight of the sugar workers and the humiliation they were forced to endure to collect their rightfully earned severance pay are well documented. Those workers felt victimised, and that feeling was compounded by the seeming lack of proper recourse, due to the absence of a designated Ministry. They would have also felt that their situation was not made a priority, causing some to ponder whether that was the Government’s intention all along.

It still remains mind-boggling that Government would scrap the Labour Ministry as existed under the previous Administration throughout its tenure, and, to date, has not taken corrective action despite vehement calls even from some sympathetic to it. A refusal to care is what workers may have taken away from that particular action by the Government -- a Government that boasted during the election campaign of making workers a priority.

The abandonment of the Labour Ministry is a fact. There are other facts: the untold number of new taxes introduced on the backs of workers by this Government; the constant rise in the cost of living, which has not been mitigated by the minuscule increase offered; the closing of some industries and many businesses, forcing thousands jobless and onto the breadline; the increases in vendors’ licences and farmland rentals; and the growing social ills and humiliation that have redounded from the above.

All this occurred within the short period of four years since the Government took office, with one of its first actions being the firing of some two thousand Indigenous workers in what many deemed an act of political vendetta.

Yet the Government spares no effort to try and convince on how caring it is towards the workers. The reality of what transpired has rendered those boasts disingenuous.

A parallel is very noticeable in its current rush to take government to the people in parts of the country. For almost four years, many complained bitterly of being unable to engage a vast majority of Government officials. There were no outreaches, as many Ministers took to the comfort of their offices. This is despite their having promised a Government for the people. Many interpreted that as callous disregard for the populace by a Government that was seemingly unwilling to hear first-hand what are the issue affecting people.

Suddenly, the no-confidence motion of December 21, 2018 has awakened the realisation of the need to engage the populace, hence the current frenzy. With a plethora of accusations of corruption levelled against it, including prioritising its own comfort at the expense of the workers, the Government is now trying to appease as an election nears. Fresh promises are now being made, and may be reiterated tomorrow, when Government officials speak at May Day events.

It takes either gumption or barefacedness on the part of Government to speak to the workers when they fully know that labour-related priorities have been impacted by the scrapping of the Ministry, and workers are experiencing tremendous difficulties in providing for their families, having been shackled by taxation and the high cost of living as unemployment rapidly continues.

The facts pertaining to what truly transpired within the past four years with regard to the Government’s treatment of labour would rule out gumption. That leaves little or nothing to celebrate.

Venezuela’s blackouts go beyond electricity

…its beleaguered citizens are becoming data detectives to fight disease, crime and economic disarray

L

ike most of their compatriots, Venezuelan physicians are forced to plan their days around power failures, which thanks to the collapsing infrastructure strike regularly, often without warning.

Yet the country’s health professionals have had to work in the dark in more ways than one. The last time the Health Ministry published its monthly epidemiological bulletin was in 2016. Even as contagions spread, “There’s no official national mechanism to collect and catalogue data on outbreaks,” infectious disease pathologist Alberto Paniz-Mondolfi, a member of the Venezuelan National Academy of Medicine, told me. “It’s like fighting a battle blind.”

And so it goes across Venezuela, where an information eclipse has hobbled first responders to the gathering national emergency and worsened the plight of 29 million people caught in a crisis careening toward a humanitarian catastrophe.

Grim images and media accounts have highlighted lethal illnesses, food scarcities, near-epidemic violence and economic disarray. Yet after years of bureaucratic neglect, wilful obscurity, or a toxic combination of both, the scope and scale of these dire dysfunctions are a mystery. Even conscientious civil servants flail in the shad-

ows. Meanwhile, partisans cavil and authorities spin conspiracies.

Oh, there’s no dearth of impressive numbers. Yet official data is partial, sometimes unreliable and always late. Consider the size of Venezuela’s economic black hole. The central government last published fiscal balances in 2013, and consolidated public sector accounts, including those of the State oil company PDVSA, in 2011, according to Francisco Rodriguez, of Torino Capital, LLC. The country’s latest filing of a general economic assessment, a contractual requirement under Article IV of the International Monetary Fund: 2004.

Inflation?

Venezuela hasn’t released an official number since December 2015, and ever since it’s been monetary roulette.

The price of a cup of coffee is up by six figures since last April, according to Bloomberg’s café con leche

index, while Torino Capital reckoned a cornmeal arepa pastry cost 300,000 per cent more by the end of 2018.

The Opposition-controlled National Assembly is less circumspect, putting overall inflation last year at 1.7 million per cent. They have nothing on the IMF, which recently pegged consumer prices rising at 10 million per cent.

Keeping track of crime is another actuarial adventure. The Venezuelan Observatory of Public Safety, a government oversight body, offers no graphics or statistical tally for criminal violence, just a single paragraph on its webpage describing homicide as “reproachable behaviour”. And good luck finding comprehensive crime stats on the Interior, Justice and Peace Ministry’s forensic division website.

“The Government has declined to publish authoritative homicide statistics over the last decade,” said Robert

Muggah, a public safety scholar with the Igarape Institute in Brazil. That leaves detailed sleuthing to Journalists, independent researchers and advocacy groups. Sorting the numbers is another challenge. One of the pioneers in deciphering crime is the Venezuelan Violence Observatory (OVV), a private think tank and advocacy centre which pores over available data and mines independent sources. While Government forensics pointed to a sharp fall in the homicide rate last year, to 33 per 100,000 inhabitants, OVV reported a slight decrease in the rate of “violent deaths” to 81 per 100,000 residents. The problem is that the observatory’s “violent deaths” figure folds in fatalities from confrontations with Police (“resisting authority”) and deaths “under investigation”, a composite number that some analysts unhelpfully conflate with homicides.

The statistical soup matters because no country can face problems it can’t see.

“The bottom line is, it’s next to impossible to prevent and reduce violent crime without reliable and consistent data,” said Muggah. Flawed record-keeping also invites flawed responses. “We risk fuelling social panic that can end up legitimising hard-line policies that only increase institutional violence,” said Keymer Avila, a crime scholar at the Central University of Venezuela’s CONTINUED ON PAGE 5

Bringing Guyana into disgrace Dear Editor, I do not often respond to articles of other writers but it is expedient that I respond to two articles written recently. These are The Peeper and the other by Lincoln Lewis. Of the two writers, The Peeper was somewhat subtle in his assessment of the Kadir matter, unlike Lewis who was his usual shameless self in full support of evil and evil regime actions.

The matter before us is the “honouring” of the former parliamentarian Abdul Kadir by the PNCled coalition in the hal-

lowed House of Parliament.

This salute to a convicted criminal comes ten months after his death in prison for a terrorist plot to blow up the JFK Airport. There are audio tapes to prove that this man is guilty of plotting to blow up the airport at rush-hour traffic, causing mass casualties to persons using the said facility. Kadir was found guilty by way of investigation under the Terrorist Act of the USA and sentenced to life imprisonment where he later died in incarceration.

Now, to acclaim this man as a “hero” for his con-

tribution to the State called Guyana or, to put it in Lincoln’s words, “normal” for the National Assembly to give recognition to deceased MPs is shamefully ludicrous. I say shamefully ludicrous because Lincoln is simply dressing up a terrorist by a new name in the same way he and his comrades are calling corruption by a new name. If Lincoln wants to play the fool, he can, but do not encapsulate my country, my people, in such an asinine move. We would never be part of that.

Fortunately, many Venezuelans are responding to the murk with innovation, enterprise and networking bordering on spycraft. “We essentially try to leverage personal contacts in Government, relationships that were built at a time when Government was much more open to researchers,” University of Pennsylvania political scientist Dorothy Kronick, who has studied Venezuelan crime, told me. “My relationships were with the Health Ministry, which in the past published quality data. But there’s a huge delay. We’re just now getting 2015 data, which is not much use when you’re reporting a fast-moving story like Venezuela.”

To come up with a reliable trade balance, Torino Capital tracks tanker traffic from Venezuela and examines the balance sheets of 31 of the nation’s trade partners, representing 84 per cent of foreign trade.

And how to figure the local bond liabilities that Nicolás Maduro’s Government obscures? Just work backward from the public roll of non-resident investors, who last year held some US$57

billion, or 81 per cent, of Venezuelan bonded debt, Rodriguez said. To complete the company’s most recent Red Book review of Venezuela’s economy, Rodriguez’s five-member ground team had to decamp from their darkened office suite in Caracas to a hotel with its own generator through the blackouts.

The stakes are considerable. “It’s very, very rare to analyse a country like Venezuela, which stopped publishing vital data years ago,” said Rodriguez.

“That’s happened only in cases of war or invasion.

The problem is, in lieu of information, we make assumptions about data and resort to estimates, and simulated data is not real data. You end up modelling on assumptions, not facts on the ground.”

Leave it to Venezuela’s overtaxed healthcommunity to come up with one of the most creative responses to the information gap. Faced with escalating infectious diseases, renewed outbreaks of old ailments and a breakdown in epidemiological reporting, a group of physicians designed a citizen surveillance system. Called Epi-

This initiative not only seeks to shine light on a crisis-induced blind spot, but also to upgrade Venezuela’s analogue scouting system to a digital tool for real-time epidemiology. “There has been no investment in public health for years. We still record cases by hand and then someone punches the data into a computer,” says Paniz-Mondolfi.

“We are trying to build a citizen-driven resource to keep up with vital public health information that the Government has abandoned.”

Their foolish interpretation is a “thief is only a thief when he is caught”. This is utter trash and Lincoln and others are peddling that form of foolishness to a civilised world. Or, greater still, try telling the Sri Lankan people that foolishness that these plotters who caused mass killings over there were not terrorists.

Subtlety and the ability to go undetected is the means on which terrorism thrives, so this nonsense peddled by Lincoln and friends is outrageous, to say the least.

So, the point is established that the PNC wants the world to know that they are supporters of terrorism, only this time bringing the hallowed name of our country into its disgraceful scheme.

He is a convicted terrorist there is no doubt about that.

Why honour a terrorist?

Dear Editor, It is a sad day when terrorists and those convicted of terrorist-related actions can be defended by writing about different levels of crimes as in the recent letter in the press.

Already, the one-sided Parliament meeting before the CCJ ruling opens spaces to defend the indefensible. Why honour the convict who died in a US prison of terrorism-related crimes?

The Minister, who did

not hesitate to put her name to this act, still has to answer questions on undue influence and unfair competition about the contracts to her husband. Is it that easy to step over the line? This is a new can of worms and is online for all to see which is taking place just after the horrific terrorist acts in Sri Lanka and New Zealand.

There are people who know how to do just that. Your parents and teachers can help you and they can find you a learning specialist or a school psychologist. These professionals can help figure out what a kid’s learning problem is – and come up with ideas for how to make it better.

What are learning disabilities?

Learning disabilities aren’t contagious, but they can be genetic. That means they can be passed down in families through the genes, like many other traits we get from our parents and grandparents. Someone with a learning problem probably has other family members who have had some learning troubles, too.

Kids with learning problems are sometimes surprised to find out that one of their parents had similar troubles in school.

But kids today have an advantage over their parents. Learning experts now know a lot more about the brain and how learning works – so it’s easier for kids to get the help they need.

Dyslexia (say: diss-LEKS-ee-uh) is a learning disability that means a kid has a lot of trouble reading and writing. Kids who have trouble with math may have dyscalculia (say: diss-kal-KYOOlee-uh). And people who have trouble forming letters when they write may have dysgraphia (say: diss-GRAF-ee-uh). Other kids may have language disorders, meaning they have trouble understanding language and understanding what they read.

It can be confusing, though. What qualifies as “trouble” enough to be diagnosed as a learning disability? Reading, doing math, and writing letters may be tough for lots of kids at first.

But when those early troubles don’t fade away, and it’s really difficult to make any progress, it’s possible the kid has a learning disability.

Attention deficit hyperactivity disorder (ADHD) is sometimes thought of as a learning disability but usually it’s not. Why? Because most kids with ADHD can learn in school without special assistance, even though they may be easily distracted or have trouble sitting still in class. Although ADHD itself isn’t a learning disability, researchers believe kids with ADHD may be more likely to have learning problems.

How do I know if I have a learning disability?

It’s very hard for a kid to know if he or she has a learning disability. But kids don’t have to figure all this out on their own.

What a kid needs to do is tell someone. Start with your teacher and your mom or dad.

Even if you feel a little shy about it, tell them what kinds of problems you’re having in school. Maybe you read a chapter for homework and then can’t remember anything you read. Or in class, maybe everyone else seems to follow along easily, but you get stuck and don’t know what page everyone is on. You might open your book to do an assignment and have no idea where to start.

Kids with a learning problem also might answer “yes” to many of these questions: Do you struggle in school?

Do you think you should be doing better than you are in school?

Is reading harder for you than it should be?

Does your head think one thing but your hand writes something else?

Is writing slow and really hard for you?

Do you make spelling and other errors when you write?

Are you having trouble with Maths?

Is it hard for you to keep your notebooks and papers organised? Do you end up losing or forgetting them?

But even if you say “yes” to some of these questions, you won’t know for sure that there’s a problem until you visit a school psychologist or a learning specialist. They can give you some tests to spot any learning problems you might have. They’ll also be able to identify what your strengths are — in other words, what you’re good at! Once a psychologist or learning specialist figures out what your learning problem is, you both can start working on solutions.

A kid might work with a tutor or specialist or even go to a special class. But often, kids with learning disabilities can continue in their regular classrooms and there’s no reason they can’t do normal stuff, like participate in school activities and sports.

Though some kids might feel shy about having a learning problem, it can be a relief to finally know what’s going on. Then, the kid doesn’t have to feel as worried and upset about school — because he or she is learning how to learn in new ways. The psychologist or learning specialist might even give you a learning plan – then you can see what the strategy is for helping you learn.

They can even offer help with organisational skills. If you’re not organized, it’s hard to get any schoolwork done.

What you can do about learning problems Finding out you have a learning disability can be upsetting.

You might feel different from everyone else. But the truth is that learning problems are pretty common. And if your learning specialist or psychologist has figured out which one you’re facing, you’re on the right track. Now, you can start getting the help you need to do better in school.

But for this special help to really work, you’ll need to practice the new skills you’re learning. It may take a lot of effort every day. That can be a challenge, but you can do it. Soon, you’ll enjoy the results of all your hard work: more fun and success at school! (kidshealth.org)

Let grown-ups (and only grown-ups) help strangers It’s nice to help people. But remember: Strangers should ask adults – not kids – for help.

If a stranger approaches you and asks you for help – such as with giving directions, finding lost money, or searching for a runaway dog –don’t help. Don’t even give an answer. Right away, you should walk the other way. If you’re not near a safe spot, try any store or restaurant. If you feel you’re in danger, yell for help.

Stay away from strangers’ cars If a stranger pulls up in a car and offers you a ride, don’t get in. You probably know that rule, right? But that’s not all of it. It’s also important to avoid a stranger’s car completely. If a stranger asks you to look in the car, don’t do it. Don’t agree to look in the trunk or in the back of a truck or van. Don’t put your arm in the window to take something or point to something. Don’t agree to come closer to see a pet or to get a toy that’s offered.

If a stranger offers you a toy, some candy, a stuffed animal, or anything else, don’t ever take it. Even if it’s something you really want, if the offer is coming from a stranger, you should ignore the person and walk the other way.

If a stranger walks up or pulls up in a car and you’re too far away to hear the person, don’t go closer, even if the person waves you over. Just get away. Run the opposite way that the car is heading. Get to an adult you know, a Police Officer, a security guard, or one of your safe spots as fast as you can if the stranger comes toward you.

What if a stranger comes to pick you up from school, sports, dancing lessons, or the park? This is no different from any other time – a stranger is a stranger, so don’t get in the car. Even if the stranger says that your parents sent him or her, or that there’s an emergency and you must get in the car and go to the hospital, turn right around and tell an adult what happened. Your parents would have told you if someone else was coming to pick you up, and if an emergency really did happen, they would send someone you know, not a stranger.

Even if the stranger knows your name, don’t be fooled. There are lots of ways to find out kids’ names, even when someone doesn’t know them or their families. Do you have a jacket or a piece of jewellery that has your name on it? That’s an easy way for someone to learn your name. Or a stranger could see something about you on someone’s social media site — even your name and a picture of you!

Make a lot of noise if you’re scared You’ve probably been told lots of times that you should not yell. You should keep it down, be calm, or use your inside voice.

When you think you might be in danger, forget all of that advice!

That’s the perfect time to be noisy!

If a stranger approaches you (on foot or in a car) and follows you when you try to walk away, yell for help as you run away. If a stranger ever tries to grab you, yell as loudly as you can and try to get away. You can shout things like, “Help! I don’t know you!” or “Help! This isn’t my dad!” People in the area will hear what’s going on and help you, so make plenty of noise.

Trust your instincts Kids need to follow the rules of street smarts all the time with every stranger, even if the situation seems fine. And if your instinct is telling you something is dangerous or just not quite right, get out of the area, tell an adult, or call 911. No one will think that you are silly. ays after Government passed a motion in the absence of the Opposition in the National Assembly paying tribute to a convicted terrorist and former parliamentarian, two out of the three ABC countries and the European Union (EU) have joined in condemning the Guyana Administration’s actions.

The United States and the United Kingdom made it clear that the motion was inappropriate, with the US Embassy in Georgetown issuing a strongly-worded statement in which it questioned the coalition Government’s commitment to the rule of law.

“The US Embassy in Georgetown condemns the resolution by Guyana’s National Assembly, reportedly honouring the life and work of convicted terrorist Abdul Kadir,” the US Embassy wrote. “Kadir was sentenced to life in prison in the United States after being found guilty of plotting a 2007 terrorist attack at John F Kennedy International Airport in New York.”

The US statement declared that members of the Guyana National Assembly, therefore, chose to honour a man who “conspired to kill innocent people from across the United States and around the world. This resolution is an insensitive and thoughtless act, which demonstrates the National Assembly’s disregard for the gravity of Kadir’s actions”.

Meanwhile, British High Commissioner to Guyana, Gregory Quinn threw his support behind the US Embassy’s statement, noting in a tweet on Monday that the Government’s actions were inappropriate.

“The UK shares the concerns of our US friends about the honouring of convicted terrorist Abdul Kadir,” Quinn wrote in his statement.

“Terrorism affects us all and we believe this action was inappropriate.”

The EU also came out against the Government’s actions. In a statement on its Guyanese mission website, the EU delegation expressed surprise that the Government would honour someone convicted of terrorism.

“The EU Delegation notes with surprise the honouring of former MP Abdul Kadir in the National Assembly of Guyana and believes that eulogising a person convicted of terrorist acts is inappropriate,” the Delegation wrote.

After the rising indignation against the motion to honour Kadir, Government released a statement on Monday saying that honouring Kadir is in keeping with “time-honoured convention”.

Kadir, former Member of Parliament – was tabled by newly-transferred Junior Agriculture Minister Valerie Adams-Yearwood in Parliament on Friday.

The motion states: “Be it resolved that this National Assembly records its deep regret on the death of Mr Abdul Kadir on 28th June, 2018, and pays tribute to his dedicated service to the Parliament of Guyana as a Member of Parliament, where he served in the Eighth Parliament, from 17th April, 2001 to 2nd May, 2006, and to the people of Guyana.

“The people of Linden and Guyana have lost a great man, a stalwart; a bold and courageous man. So I ask this National Assembly that we direct an expression of sympathy (to) be conveyed to his sorrowing widow, children, grandchildren and relatives,” Minister AdamsYearwood said as she tabled the motion, which was eventually carried in the absence of the PPP/C Opposition.

Kadir, a former PNC MP and Mayor of Linden, died back in June 2018 in a penitentiary in the United States of America, where he had been serving a life sentence for plotting a 2007 terror attack at the John F Kennedy International Airport, New York.

Fraud alert: Fake Facebook account offering housing services a scam

A

number of persons are presently being contacted through social media with regards to opportunities of obtaining lands and/or houses from the Central Housing and Planning Authority (CH&PA) but Government said that this is a fraudulent act.

The CH&PA on Monday said that it has no arrangements in place with GTT Mobile Money to accept payments for land, housing units or any other services offered by the agency.

“It has come to our attention that members of the public were being contacted through Facebook about the possibility of purchasing lands or housing units from the agency by someone purporting to be Minister Valarie PattersonYearwood. The Facebook profile is a fake; in fact, the Minister does not have a Facebook profile,” the CH&PA stated.

The agency said that it will be in contact with the police on the matter but members of the public are advised “to make contact with the agency’s enforcement unit in relation to complaints on the payment for lands, housing units or any other services being offered via the Facebook page”.

In December 2017, the CH&PA had been investigating a scam in Region Six (East Berbice-Corentyne) involving the sale of lands by an individual not authorised to conduct business on behalf of the agency.

The issue had been brought to the CH&PA’s attention and indicated that a woman, claiming to represent the agency, scammed several persons of hundreds of thousands of dollars.

At that time, the CH&PA stated that there were several other instances of the same scam artist eliciting money from vulnerable people, but noted that the victims are unwilling to come forward.

The agency reiterated that all payments relating to the sale of land or housing units from the Central

Housing and Planning Authority must be done at the agency’s Georgetown head office, Regional Housing Offices or Regional Democratic Council.

In May 2017, the Office of First Lady Sandra Granger received many reports that residents of Georgetown and other areas in Guyana have been approached via phone calls and text messages with requests for payment in return for the opportunity to gain scholarships.

According to a release from the Ministry of the Presidency, the First Lady wanted to make it clear that her office has no such programme and would not request cash from private citizens.

“Further, should anyone receive any such request, they should immediately report it to the nearest police station so that the perpetrators can be brought to justice,” the release concluded.

Taxi drivers charged for cocaine in pepper sauce

wo taxi drivers were on Monday remanded to prison after their arraignment before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts on a joint charge of possession of narcotics for the purpose of trafficking.

The charge that Romeo Chandrabhan and Andrew Yong face details that on April 26, 2019 at

Carnex Cargo Shed, Timehri, East Bank Demerara (EBD), they trafficked 107.6 kilograms of cocaine.

Forty-three-year-old Chandrabhan, of Lot 39 Oronoque Street Georgetown, and 30-year-old Yong, of Lot 2018 Section ‘C’ Diamond Housing Scheme, East Bank Demerara, each pleaded not guilty to the charge.

Chandrabhan was represented by

Attorney-at-Law Ganesh Hera, who in a bail application told the court there is no clear evidence against his client, adding that the narcotics were not found in his client’s possession.

Yong was represented by Attorneyat-Law Siand Dhurjon, who in a bail application told the court that his client is a family- oriented man and has no reason to engage in such activities. He contended that his client is a hard-working man, and added that his client has no knowledge about the drug.

CANU Prosecutor Konya Sandiford objected to either defendant being placed on bail on ground of the amount of narcotics found. She contended that a telephone recording had implicated the two men, because they were heard saying it would be impossible for CANU to detect the cocaine in the pepper sauce.

Sandiford also told the court that specific bottles were identified by Yong, and he has also given a confession statement.

Bail was denied either defendant, and they were both remanded to prison. The case will continue on May 15.

Courts to answer to a charge of larceny.

It is alleged that between April 26 and 27, 2019 at Lot 104 Regent Road, Bourda, Georgetown, Brown

and Alleyne broke and entered the business place of Vivekananda Ramoutar and stole a quantity of items worth $1.2 million.

Both men pleaded not guilty to the charge when it was read to them.

The prosecution’s case contended that on April 27, Police ranks, acting on information received, went to the location, where it was discovered that the business had been broken into. Upon investigating, the ranks found the two men on the premises with the articles.

They were subsequently arrested.

Brown, a 38-year-old mason, of Lot 207 Charlotte Street, Georgetown, told the court he resided next door to the business, in a house with eight other persons. He add-

ed that he woke up and four cops were standing over him, asking him for the items he stole, but he said he denied knowledge of the incident. He told the court that the ranks went into the upper flat and brought down a battery and nipper. The man said he was arrested along with the other occupants of the home, but the others were later released, while he remained in custody.

Twenty-year-old Alleyne told the court he saw a battery outside and he took it.

The Police Prosecutor objected to bail based on the fact that both men were arrested at the scene with the items in their possession.

They were remanded to prison, and the case was scheduled to continue on May 2, 2019.

Outreach…

…or campaigning nother week, another “outreach”! That’s the motto of the PNC-led coalition Government since the successful NCM in the National Assembly back on Dec 21, 2018. Ministers who’d never left their air-conditioned offices in Georgetown over the previous three and a half years are suddenly heading out to the “sticks”, to listen to the “needs of the people” straight from the yahoos’ mouth.

And not only to listen, but to dole out on-the-spot “solutions” to those needs! What couldn’t be done in the aforementioned three and a half years has suddenly been nailed in three and a half months!!

The residents of Namless (NOT “Nameless”!) on the EB Essequibo, and Walakabra on the Linden Highway could only use water they fetched from surrounding villages or from the nearby rivers - “portable water!”

Suddenly they now have “potable” water delivered to their homes, thanks to GWI!!

The mother of all “outreaches” was when 19 Ministers descended like locusts on 28 Rupununi villages - even when they weren’t even “Ministers”, since Cabinet had resigned and they were meeting as a “Plenary” – whatever that was! In that exercise, the good (and amazed) villagers of places like Massara and Rupertee even heard they were going to get a new US$50 million airport at Lethem!! However, after seeing what US$150 million delivered at Timehri’s CJIA, maybe they weren’t in too much shock and awe!!

This week, led by PM Nagamootoo, at least 11 Ministers were whisked over to West Coast Demerara for their latest “outreach”. To their chagrin, they couldn’t “descend”, since WCD is just “over the river” -- probably out of empathy for the residents not getting the new bridge across the Demerara River. However, Nagamootoo had their wailing sirens and outriders create such a massive traffic jam that he and his Ministers were able to experience the daily frustration of those bemused folks!

But hundreds of benighted residents of WCD, as in the Government’s earlier “outreach” to Berbice, were churlish enough to picket the unselfish band of Ministers who’d interrupted their Sabbath to minister unto their needs. Imagine, they had the temerity to suggest that the goodly Ministers were in fact campaigning for the elections coming up sooner or later, and were using Government’s funds to do so!!

It’s clear to your Eyewitness that some citizens have become much too cynical about this PNC Government and their AFC sidekicks!! In his estimation, they’d been forced to spend their first three and a half years in Georgetown due to the demands of governing: refurbishing their offices (in the case of Nagamootoo, to also refurbish the official PM’s Quarters, which had rats in its oven), and getting used to their new SUVs and outriders.

Such unselfishness!! …to defend a terrorist The state rag, Chronic, rushed to defend the PNC Government’s honour for honouring convicted international terrorist, ex-PNC MP Abdul Kadir. It insisted that the Government’s intent was to extend “sympathy, not honour”!! Have you ever heard about the logical fallacy of a “distinction without a difference”?? Well, that’s it!! How can you describe a man who was proven to have the intent to blow up one of the largest and busiest airports and kill thousands of innocent persons as “a great man, a stalwart, a bold and courageous man”, and say you’re not “honouring him”?? Do these people think Guyanese and Americans are fools??

What was also contradictory was that they used the words of TUC’s Lincoln Lewis to make that distinction without a difference, when in fact Lewis admitted Kadir was honoured. “The fact that Kadir was so HONOURED in the Assembly for the period which he served…puts no stain on Parliament…” Lewis thus makes a distinction within a distinction! Distinction squared?

Never mind that Kadir had committed treason for spying for the Iranians while he had been an MP!! …while locked in struggle AFC’s Nagamootoo and Ramjattan both participated in the WCD Outreach. But what was glaring to all and sundry – participants and protesters – was that they didn’t “bruk” voice with each other!!

Ambition should have thicker skin!!

Guyanese cynical about oil and gas wealth – Dr Hinds …points to ongoing Govt scandals

ith first oil expected next year, the excitement over the industry appears not to have caught on with the larger populace. According to political analyst, Dr David Hinds, this may have something to do with the perception of scandals plaguing the Government.

Dr Hinds made these comments on the Globespan 24/7 live show in New York on Saturday, titled integrity in politics. Hinds noted that citizens have a duty to be watchdogs over Government’s management of national resources, regardless of partisan affiliations.

Opposition Leader Bharrat Jagdeo had previously revealed the fact that the husband of former Housing Minister Valarie PattersonYearwood had received contracts to construct houses.

But Hinds questioned why it was left up to the Opposition Leader to reveal this when others knew but kept silent.

“It is no wonder that people are cynical about the coming oil wealth,” Hinds said.

“And we have not been able

to generate in the society the kind of expectation, the kind of excitement, the kind of optimism that we need to generate.”

“It say to me that there is a lot of cynicism. And that while we charged the previous Government with engaging in conflicts of interest, we’ve done nothing to correct it. It says to me we shouldn’t depend on Government to correct Government wrongdoing.”

Jagdeo had disclosed at a press conference earlier this month that a sub-contractor went to him after he had exhausted efforts to collect his payments from the Minister’s husband. According to the Opposition Leader, the man had written President Granger four times over the past year for the Head of State’s intervention but only got acknowledgement re-

Chief Executive Officer of the Central Housing and Planning Authority (CH&PA), Lelon Saul had revealed that he was aware of this issue of non-payment.

“A complaint was lodged at the Ministry, I think it was some time last year, and we would have called in both parties and we advised them

to settle the issue,” Saul told reporters earlier this month.

Furthermore, the CH&PA Head had also noted that the award of the contract to the Minister’s husband for works under a Ministry she was heading was a clear conflict of interest even if the contract was awarded through a competitive bidding process.

“If the contractor in ques-

tion is the spouse of the Minister, certainly it would be a conflict of interest,” he posited.

To this end, the CH&PA Head called for a review of the awarding process so that there is no reoccurrence of such a situation. It is a call that was echoed by other sections of society, including Transparency Institute of Guyana Inc. There have also been revelations that Videomega Productions, the multi-media company owned by Public Telecommunications Minister Cathy Hughes, received multiple contracts from the Government.

Meanwhile, Guyana is home to the world’s biggest new deep-water oil discovery. US oil giant ExxonMobil has been keen to push the development of the oil reserves.

Production could begin in 2020 with the production of hundreds of thousands of barrels of oil a day.

to improve the implementation of CSME. “Member states at that time recommitted fully to the effective implementation of the CSME and agreed to timelines set out in the plan. This meeting presents an opportunity to review the actions taken by member states to meet the timelines.”

“CSME implementation cannot be a shifting target.

We cannot come to meeting after meeting, agree on a plan, it is published on our website and we’re not making progress. So I repeat, implementation cannot be a shifting target.”

According to LaRocque, making the CSME a reality for Caricom citizens is of utmost importance. He also spoke of the review of the Common External Tariff (CET), which will improve the trading of goods.

“Based on the review, recommendations will be put forward for the way forward… with target pilot [projects] in every member state,” LaRocque suggested.

Since 2001, Guyana had called for a review of the

Caricom trading arrangements, particularly as it relates to rules and procedures governing suspensions of the CET and derogations from the Rules of Origin relative to new trading arrangements, as well as developments in the global trading regime and the dynamics of supply and demand trends.

The CET and the Rules of Origin were approved by COTED and the Conference of Heads of Government in 1990. Since then, global and regional trading environments have changed significantly. Among those changes were the establishment of the World Trade Organisation (WTO); the revision of the Treaty of Chaguaramas; the establishment of the Caricom Single Market and Economy (CSME) and the negotiation of several free trade agreements, including the Economic Partnership Agreement (EPA) with the European Union (EU).

In the Revised Treaty of Chaguaramas, Article 82 provides for the Community to establish and maintain a CET for goods which do not

qualify for Community treatment in accordance with the plans and schedules of COTED. Article 83 (5) provides for COTED’s continuous review of the CET in whole or in part, to assess its impact on production and trade, as well as to secure its uniform implementation

throughout the Community.

It is against this background that the COTED mandated the comprehensive review.

A major component of CSME includes the free movement of skills/labour, which entails the right of a Caricom national to seek

work and/or engage in gainful employment in almost all Caricom Member States without the need to obtain a work permit.

For some time, there has been dialogue on how it can be improved. Last year, President David Granger travelled to Barbados where he participated in the Ninth Meeting of the Prime Ministerial Sub-Committee on the CSME. That meeting saw discussions on a wide range of CSME-related issues, including the role of the Private Sector and labour in the CSME, facilitation of travel, the free movement of persons, contingent rights, and the proposed establishment of single registration for companies.

GCCI to meet with new Business Minister on CJIA imposed fees

resident of the Georgetown Chamber of Commerce and Industry (GCCI), Nicholas Boyer plans to meet with the newly-appointed Business Minister, Haimraj Rajkumar to discuss the new fee increases implemented at the Cheddi Jagan International Airport (CJIA), which he said can stifle business investments.

Boyer made these comments during an interview with <<<Guyana Times>>> on Monday. According to the President of the Chamber, business has already declined in the country following the no-confidence motion saga and implementing a fee increase at the airport is likely to have more crippling effects on the business sector.

“It will affect air travel… You have some amount of air travel that is what you

would call inelastic means it has to happen no matter what, but then you have some amount of elastic and that even though it sounds as a small amount relative to a ticket cost there are some people who have to stretch to afford their ticket or vacation and so for them they may have to push back a week or two of work to be able to afford that disposable income to pay for that ticket,” he said.

Boyer said that new rates at CJIA could very well be less and explained that the airport needs to come clean on why it has imposed the fees.

“They could be warranted in increasing it or they could not be warranted in increasing it but until we have more information, nobody can say anything about it and they have the information on their side…why

they increase it because the cost was so much, the passenger traffic is so much and they intend to recover the cost of the expansion over so much passenger traffic over a certain period of time… you want to coach the people and explain okay well here so much [was spent] and everybody knows the construction cost but what’s the pas-

senger traffic? How long will I take to recover that cost?

Why $4000, why not $2000 why not $1000, why not $5000?” The GCCI President further pointed out.

He has also contended that even private businesses would explain to their customers why they chose to hike a price on a certain item and in this case, he

said the customers are the passengers and they deserve to know what their money is going towards.

The Cheddi Jagan International Airport announced that effective from April 1, 2019, there will be an increase in its Government-mandated airport security fees and the introduction of an airport passenger’s service charge.

According to Caribbean Airlines, one of the international companies operating out of CJIA, this new development would see the fees/charges for a round trip raised to US$35, an equivalent of $7315. Departing passengers will be required to pay US$17 while arriving passengers will pay US$15, payable in Guyana dollars at the prevailing foreign exchange rate.

(IATA) had requested that the airport corporation explain the reason for this hike.

However, CJIA recently lashed back at the Association saying that it has overreached its authority by wanting the airport to justify the need for the increases.

According to the airport corporation, despite not having any legal obligation to engage IATA, it has responded to many queries raised by IATA and even met with its representatives in Canada back in February.

Further, the CJIA posited that the global air transport body has no legitimacy in asking the airport for the presentation it made to its Board or line Ministry for the increase of fees so that they could better understand the reason for the fee increase.

Sawak, who was granted a court order by the Chief Justice on March 14, 2019, making her the estate’s rep-

resentative, also wants damages in excess of $10 million for the negligence of the Guyana Police Force, as well as another $10 million plus judgement for damages for the breach of the Force’s statutory duties under the Police Act. Sawak also wants damages “in excess of ten million dollars ($10,000,000) for the Guyana Police Force’s violation of the deceased fundamental right not to be subjected to torture or to inhuman or degrading punishment as guaranteed in Article 141 in the Constitution of the Cooperative Republic of Guyana”.

In addition, she is seeking exemplary damages in excess of $10 million, as well as interest and costs and any related orders the judge grants.

3 charged for death of man at Sparendaam lock-ups …family pressing ahead with $50M lawsuit

lthough Police initially said that 39-year-old Kallicharan Sawack died from self-inflicted wounds at the Sparendaam lock-ups back in January, Guyana Times has confirmed that three men have been arrested for the death of the

welder.

Guyana Times was told that 23- year-old Luis Alfredo and 24-year-old Jose Lezama, both labourers of Venezuela, were arrested for the death of Sawack along with Heeralall Girdhari, a 26-year-old boat captain of Eteringbang, Cuyuni River.

One of the men was remanded to prison while the other two did not appear at the Sparendaam Magistrate’s Court when the matter was heard.

However, the distraught family members had attained legal representation

by Attorney-at-Law Anil Nandlall, who had filed a lawsuit for over $50 million for the negligence of the Guyana Police Force as well as for the breach of the Force’s statutory duties under the Police Act, among

other things.

This publication spoke with the family’s lawyer, who said he will press ahead with the lawsuit against the State.

Nandlall contended that it was due to the negligence of the Guyana Police Force that his client died and the charges laid against the three men will not affect the proceedings pending in the High Court.

“Even if, let us assume that it is established that these men murdered my client, the police still has responsibility in law and a duty to ensure that prisoners who are in their custody are kept in a safe environment and they have to ensure and do that which is necessary to ensure that the environment and the place in which these prisoners are kept at all

times is safe,” he explained Sawack was said to be found in an unconscious state hours after he was arrested for disorderly behaviour at his Beterverwagting, East Coast Demerara home.

Family members were reportedly told by the police that the man was making strange sounds in the cell and was even banging his head on the walls before he was separated from the other inmates.

The now dead man’s mother, Ramdai Sawack, had said that the family went to take food for the man at the lock-ups on January 20, 2019, following his arrest on January 17, 2019, but was prevented from doing so.

A

Guyanese woman has been granted US$60,000 bail with strict conditions, including a curfew, after she allegedly solicited a man to obtain an HIV test in her name in the British Virgin Islands (BVI).

Charged with conspiracy to personate is 28-yearold make-up artist Lolita Callender-Skelton.

She was not required to plead when she appeared before Senior Magistrate Tamia Richards on Monday.

Allegations

The court heard that the accused arrived in the territory on April 20 and was granted permission to remain for 30 days.

Upon her arrival, she met and reportedly had a conversation with a man named ‘Eric’. It is alleged that he agreed to assist her in getting an HIV test.

On April 24, the accused and Eric reportedly attended Peeble’s Hospital’s laboratory and Eric identified himself as Lolita.

It is alleged that while there, the lab technician on duty asked the young man: “Are you sure that’s your name? Your mother named you Lolita?”

It is alleged that when the lab technician requested identification, the accused woman enquired where else on the island the test could be done. It is reported that she subsequently went to another medical facility.

It is further alleged that later that day, Eric, who was not required to provide any form of identification, took an HIV screening test as ‘Lolita Callendar’.

When the test was done, the accused, along with Eric, returned to the lab for the results, the court heard.

Prosecutors claimed the receptionist on duty proceeded to stamp the results of the test when the accused Guyanese woman interrupted her and asked to see the document before it was stamped.

The court heard that after reviewing it, the accused asked that the gender be changed from male to female.

The receptionist then asked if the results were hers and she responded ‘yes’, it is alleged.

The court further heard that the receptionist then took the results to be signed by the technician.

The two then took the results, the court heard. But before leaving the medical facility, Eric reportedly asked laboratory employees: “Why can’t a man be named Lolita?”

The court heard that the accused woman then posted the results on social media site Facebook.

The matter was subsequently reported to the Police who launched an investigation.

Callendar-Skelton was later met at the Road Town ferry dock where she was arrested, interviewed, and charged.

Bail

Bail was granted in the

sum of US$60,000. The court ordered that US$20,000 of that amount be paid in cash and US$40,000 by way of two signed sureties.

During their submissions, the Crown argued that while they were not objecting to bail, strict conditions should be imposed on the accused woman.

The Crown argued that Callendar-Skelton not being a resident of the territory and the fact that the man named ‘Eric’ is still at large meant she could possibly interfere with the investigation.

The Crown also pointed to the seriousness of the offence.

As such, the court ordered her to surrender her travel documents and report to the Road Town Police Station from Monday to Saturday between 06:00h and 12:00h.

A daily curfew of 18:00h to 07:00h was also imposed on the accused woman.

Her matter was then adjourned to June 5. (BVI News)

55-year-old woman was busted with 3.378 kilograms of cocaine strapped to her thighs at the Eugene F Correia International Airport, Ogle, East Coast Demerara, on Monday afternoon.

CANU in a statement said that Sandra Angela Profitt of Lot 9 John Fernandes Drive, West Ruimveldt, Georgetown, was sitting in the departure area waiting to board a LIAT flight destined for Barbados when she was intercepted. According to CANU, a search conducted on the woman revealed the cocaine duct-taped to each of her upper thighs. She was arrested and is being processed for court.

Only on Saturday last, a man was nabbed with in excess of 80 cocaine pellets while inside of an East Coast Demerara (ECD) hotel. The pellets weighed 900 grams.

other person, who would then board an international flight that was leaving Guyana later in the day.

Guyana Times understands that after the man was nabbed, he led investigators to the ECD residence of another male. Ranks then swooped down on the house and a search revealed an unlicensed firearm along

with ammunition. As a result, two other persons were also taken into custody as Police launched a search for another suspect.

The man, who is yet to be arrested by the police, is believed to be the mastermind behind the cocaine pellets that were intended to be smuggled.

Fordyce, the owner of a Diamond nightclub, stood before Chief Magistrate Ann McLennan and denied the two charges which stated that between September and November of 2018, he transported and harboured the two Venezuelan women for sexual exploitation.

Police Prosecutor Neville Jeffers objected to bail being granted, informing the court that Fordyce poses a flight risk. According to the prosecutor, Fordyce was previously charged for possession

of an illegal firearm and as a condition for bail, he had to report to the police station once weekly but failed to do so.

The prosecution is contending that the Venezuelans were arrested during a police roadblock on November 3, 2018, and were escorted to the Criminal Investigation Department after they failed to provide their identification cards to Police ranks.

However, while in Police custody, the women claimed that during September of 2018, they were seeking employment when an employee of Fordyce offered them a job, to work as prostitutes at the nightclub.

The victims’ passports

were allegedly ceased by the defendant, who reportedly told them that the documents would be returned when they repaid their travel expenses.

The Chief Magistrate upheld the prosecution’s submission and remanded Fordyce to prison. The case will continue on May 8, 2019.

Only recently, Principal Magistrate Faith McGusty handed down a four-year suspended sentence to the defendant after he was convicted on charges of gun and ammunition possession.

In addition, Fordyce is on trial for allegedly assaulting and resisting arrest from a police officer.

26 to receive BIT certification in Early Childhood Development

wenty-six women on Monday began their training at First Lady, Sandra Granger’s Early Childhood Development Workshop. The participants, upon completion of the three-component workshop, which includes CPR training, will receive certification from the Board of Industrial Training (BIT).

Granger said that while the workshop provides official certification, it can also help improve parent-child or caregiver-child relationships. “It’s very important to us as women to be able to stand on our feet economically because it has a bearing on our social and other interactions… That is why I have been… very firm in making sure these workshops… must be certified…

It will teach you how to approach your child differently… Also, if you have a child with special needs… you can understand that the child is different and needs particular care. [They are] different, not stupid, not slow, not ‘hard ears’. Their minds just work differently,” she said.

uyana has signed on to a number of Multilateral Environmental Agreements (MEAs) with the hope of handling environmental issues and threats efficiently and effectively but the challenges posed in doing so stem from lack of coordinated efforts by stakeholders.

This is according to the Director of the Department of Energy at the Ministry of the Presidency, Ndibi Schwiers.

She stated that despite the challenges faced, much has been achieved in the country with regard to MEAs; they have been used to develop new regulations, policies, and even entire institutions. However, the major challenge lies in the coordination of the implementation of these MEAs. “We do not have, at the moment, a single functional mechanism to effectively coordinate MEAs’ implementation. Essentially, what I am saying is that the agencies that are responsible for implementing the MEAs don’t necessarily get to communicate as the MEAs are their responsibilities and they tend to deal with that

but we recognise that this has to be corrected. The current situation is that mechanisms that currently exist whereby the agencies that are responsible for implementing the MEAs, that situation serves what I would refer to as a pooling mechanism instead of an effective coordinated mechanism,” Schwiers explained at the launching of the first MEAs Committee on Monday.

According to the Environment Department’s Head, at a national level, Guyana has signed on to 26 MEAs and is expected to be inking much more in the near future, and this is another reason that the MEAs Committee has now been established.

This Committee, she said, will not only be responsible for ensuring that Guyana is very responsive to international obligations but it will also enable the improved coordination and collaboration of environmental governance at a national level. “We have today representatives from Government, Non-Governmental Organisations (NGOs), academia, Private Sector and so on. As it is our collective efforts which will enable us to treat with pressing environmental issues of the day inclusive of waste management,” she stated.

Schwiers also noted that the stakeholders present at the launching ceremony can also offer suggestions on how the Terms of Reference for the Committee can be improved.

“Whether there is anything else that you believe we should do. So that when the MEAs Committee is fully up and running we would be able to achieve the mandate that we would have established.”

Linden on verge of transforming to become Guyana’s “bread basket” – Mayor

inden Mayor Waneka Arrindell has indicated that the community is on the road to once again be the “bread basket” of Guyana. She made the remarks on Sunday at the hosting of the community’s first annual “Grand Sunday” event, hosted as part of the Linden Town Week (LTW) of activities. Arrindell in her remarks said that the Council will be lobbying for the borders of the town to be expanded so that it can become the “second city of Guyana”. She said that there was something epic about this year’s celebration as she noted that the community is presently on the verge of great things.

Themed, “Rekindling of Culture”, the Mayor said that this means restoration of “who we are and we can hear a lot of history...as to what Linden used to be like

and we’d like to go back to what it was. But I say don’t go back to what it was. We’ll make it better. We improve on the foundation that was set before us and we create a community that is going to evolve into something great...It takes collaboration to make us who we are...we cannot be an island for ourselves...We are transforming from just being the town that had bauxite to becoming again the ‘bread basket of Guyana’. We’re on the verge of adopting the Sustainable Development Goals and you’ll soon see that launched...If we’re going to transform Linden, it will have to start with you”.

She also pointed to the ongoing collaboration with New Horizons in setting up

a home for battered women and community centres in Linden. However, she said in order to propel development, the Council needs access to land since a majority of it is owned

by the National Industrial Commercial Investments Limited (NICIL). Arrindell said Linden has one of the best airstrips in the country which she posited will be reopened. Pointing to what she described as the “mismanagement” of the Mackenzie Sports Club (MSC) ground, the Mayor said open spaces must come under the mandate of the municipality for the people to benefit.

Meanwhile, Founder of the LTW event and Chairman of the event’s Secretariat, Norvell Fredericks in an overview noted that although the event has grown, it has somehow lost direction.

Fredericks said that there is a need to change things back to where it began and for a few changes to be made with the hosting of events.

“We have seen many of the events scantily populat-

ed except for the ‘All Black’ [event]. It tells of two things, that probably we do not have the economic means or it is that the ‘All Black’ invokes the spirit of the people. We now need to look at it and to see if so be the case, let us then use the ‘All Black’ as one of the events to usher in the new season...We have strayed away and the rest of the villages and towns throughout the country has adopted what we have started. He pointed to the popularity of the “town day / town week” concept as it is now being hosted in other parts of the country as he noted that Lindeners must realise the pride it has shared.

Several Mayors from across the country were present at the event and also took the opportunity to extend well wishes to the town which is presently celebrating 49 years in existence.

Harmon donates $2M helping hand for Westminster Multi-Purpose Centre

ormer Minister of State, Joseph Harmon on Sunday donated $2 million to help renovate the Westminster MultiPurpose Centre in La Parfaite Harmonie on behalf of a newly formed youth group.

The La Parfaite Action Group is in the La Parfaite Harmonie housing scheme area and is committed to establishing itself in an orderly and legal manner to effectively and efficiently bring about positive changes in the community.

At their first meeting of the newly established Community Development Council group, the Department of Public Information reported that they collectively agreed that the Multi-Purpose Centre located in Westminister needs urgent repairs if it is to serve not only as their meeting place but

It was just a gesture we undertook knowing that we are willing to go the extra mile. To see today that our request is being honoured makes me happy and I am sure all our members are now more encouraged to fight for La Parfaite and to make it a community where all can enjoy the good life,” Chairperson Alves noted. According to Harmon, the donation was supposed to happen earlier in the year but was set back by his hectic schedule. “From the time I received the letter, I recognised the importance of the organisation, and more so, that it is young people wanting to better their community. I said to myself, I have to make this possible for their cause. These youths look to us not

only for guidance but also for assistance. The letter indicated to me that the investment of the money will be to cause economic sustainability of the group and the MultiPurpose Centre and I am happy to have noted that,” Harmon is quoted by the DPI as saying.

He also charged the young people of the group to promote social cohesion which according to him is the bedrock on which development will occur.

Committee member, Peter Livingstone indicated that the group would spend the money wisely and according to standard accounting practices. Work on the centre is expected to commence in two weeks providing all goes well with the mobilisation of materials and favourable weather conditions.

by Chandini and Khishan Singh, children of the company’s proprietor, Komal Singh. The simple handing over ceremony was done at Minister Norton’s Main Street office.

According to Khishan Singh, Gaico Construction has always been keen on its corporate social responsibility, and is usually examining ways of improving the lives of disenfranchised Guyanese.

The organisation, which has been in existence for 20 years, has members both locally and across the diaspora, who work against the backdrop of giving back to the community through promoting and enhancing the academic, social, health and well-being of Linden and Region 10. The building, which was donated

by Habitat for Humanity, was commissioned during a building dedication ceremony at the location along Washer Pond Road, Mackenzie.

land for the building as she further acknowledged its late Chairman Horace James.

Walcott-Quintin added that the plans for the build-

ing will evolve along with the needs of the community as she stated that these are always developed in collaboration with the community.

In expressing gratitude to For the Children Sake Foundation and others, she outlined that the Regional Education Department is one of the organisation’s key collaborators in its educational endeavours. WalcottQuintin said the organisation is evolving as she outlined plans to include a computer hub for the constabulary compound and industrial catchment areas in addition to a training room and meeting facilities.

Since the construction of the building, the organisation has launched its Scholarship for Success initiative which offers scholarships to local students. The annual Spelling Bee and Parent Teachers Association

Workshop will also continue, according to the LFU Chairman.

Habitat for Humanity Guyana Representative Jennifer Welch in her remarks noted her organisation’s hope that the programme executed through the building will be beneficial to all as the LFU continues to give back to the Linden community.

Deputy Regional Executive Officer Maylene Stephen congratulated those who played a pivotal role in the success of the organisation as she noted the significance of the services extended to the people of the region.

Also delivering remarks were Regional Chairman Renis Morian and Linden Mayor Waneka Arrindell.

The occasion was marked by the ceremonial cutting of the ribbon and unveiling of the plaque.

Venezuelan jailed for LDOs trained in financial management credit card fraud

he Communities Ministry on Monday commenced a twoday training session on financial management for Local Democratic Organs (LDOs).

The session was opened at the Arthur Chung Conference Centre (ACCC) by Minister of Communities, Ronald

Bulkan. Mayors, Town Clerks and Councillors from municipalities across the country gathered to participate in the workshop.

Linden Mayor Waneka Arindell said every municipality must take responsibility for the effective use of all financial resources.

“It is on this promise

that I am overjoyed to see the Ministry continued dedication to ensure the aspect of financial management is dealt with holistically,” she is quoted by the Department of Public Information (DPI) as saying.

Communities Minister, Ronald Bulkan reminded officials that the coalition Government has delivered on its promise of ensuring local democracy. He said public officials tasked with the management of public funds cannot adopt an attitude of wastage.

“The law, therefore, imposes on public officials what is called a fiduciary duty, which is a legal obligation to act in the best interest in another, in your case, the ratepayers.”

The Minister said the Government aims to institute a standardised system of financial management across municipalities.

4 2 - y e a r - o l d Venezuelan man, who admitted to making close to $200,000 in less than a month by credit card fraud, has been sentenced to six years in prison.

Jorge Julio received the sentence for being in possession of the cash, knowing it was the proceeds of fraud, when he reappeared before Magistrate Marissa Gomez in the Port-of-Spain Magistrates’ Court.

Julio also received two sentences of three years in prison for two sets of fraudulent credit cards that were allegedly recovered in his apartment when he was arrested on Carnival Sunday.

However, Julio will only have to serve the largest sentence as Gomez ordered that all three be served concurrently.

Julio was initially charged alongside his fellow countryman Miguel Eleazar Briceno for the crimes and both men had pleaded guilty when they first appeared in court on March 11.

However, even before Briceno heard the possible sentence he was facing during Julio’s hearing, he opted to change his plea to not guilty. His decision meant that his case will now have to go on trial before Gomez.

Presenting a mitigation plea on Julio’s behalf, attorney Steven Mawer asked for leniency as he claimed that financial and political turmoil in Venezuela forced his client to leave the country to provide for his wife and children.

His claim was challenged

by Assistant Director of

Public Prosecutions (DPP) Tricia Hudlin-Cooper who pointed out that Julio admitted to purchasing the cards in Venezuela when he was first interviewed by police. She also noted that Julio claimed to have planned to carry out the fraud during Carnival celebrations to avoid detection.

“It was premeditated and a very systematic attack on our financial institutions,” Hudlin-Cooper said.

She suggested that the fraud would have required planning as Julio managed to gather a large quantity of cash despite daily withdrawal limits at ATMs. In passing the sentence, Gomez said that while she was well aware of the ongoing situa-tion in Venezuela, she noted that such was not a valid defence to criminality.

“There are many such persons in Venezuela. I know of a judge who is begging, and cutting grass and coconuts to earn money. There are many legitimate ways to earn money,” Gomez said.

The men were arrested on Carnival Sunday following an operation by detectives of the Fi-nancial

Intelligence Unit.

The unit alleged set up surveillance at First Citizens Bank (FCB) branch at One Woodbrook Place after receiving reports of suspicious transactions from the bank’s security personnel.

The officers reportedly observed the men at the location and then followed them to an apartment building at Sydenham Avenue, St Ann’s. They obtained a search warrant and then raided the property.

During the search, the officers found the cash and one set of blank credit cards hidden in a covered baking dish in a cupboard.

The second batch of cards was found in a bin when investigators returned to the property after interviewing Julio.

Gomez was expected to consider bail for Briceno during the hearing but had to adjourn the issue as a family friend from Richplain, Diego Martin, who volunteered to serve as his surety had not presented himself to police to be vetted in time for the hearing. S Deputy Attorney General Rod Rosenstein has handed in his resignation to President Donald Trump.

The two men had a rocky relationship.

In 2017, Rosenstein appointed Special Counsel Robert Mueller to probe claims of Russian interference in the 2016 presidential election.

In a resignation letter, he wrote: “We enforce the law without fear or favour because credible evidence is not partisan.”

He will leave the post on 11 May. Correspondents say Rosenstein had been expected to resign in March, following the appointment of William Barr as attorney general.

However, he stayed in the job longer to help Barr manage the public release

of the special counsel’s findings from the investigation, which has dominated much of Trump’s presidency so far.

Trump has repeatedly called the investigation a “witch hunt”, although Mr Barr and Mr Rosenstein eventually cleared him of the obstruction of justice charge.

In 2017, Rosenstein was left in charge of appointing someone to oversee the Russia investigation after Trump fired then-FBI director James Comey.

Jeff Sessions, who was attorney general at the time, had already recused himself, meaning that his deputy had to take on the responsibility.

ormer Peruvian President Pedro Pablo Kuczynski is to spend three years under house arrest while corruption charges are prepared against him for allegedly taking bribes from Brazilian construction company Odebrecht, the Government said on Saturday.

Earlier this month Kuczynski had been ordered to up to three years in pre-trial jail. The judgment was softened due to health problems faced by the 80-year-old former leader, according to a tweet sent by the Public Ministry.

US oil sanctions take effect on Venezuela as crisis intensifies

S sanctions came into effect Sunday to block Venezuela’s economic lifeline of oil exports, in what Washington hopes will be a major blow in its fledgling campaign to topple leftist President Nicolas Maduro.

As of 12:01h Washington time (0401 GMT), the United States will take action against anyone who deals with state-owned Petroleos de Venezuela, or PDVSA, or any entity in which the company holds at least a 50 percent stake.

It is among a volley of steps by President Donald Trump’s administration to oust Maduro and install opposition leader Juan Guaido, who is recognized by more than 50 countries, including most in Latin America.

Just Friday, the Trump administration said it would block any US assets of Foreign Minister Jorge Arreaza, confirming it has no desire to negotiate with

Maduro, a socialist firebrand who presides over a crumbling economy but has withstood three months of intense pressure.

Until the crisis, Venezuela exported 500,00 barrels a day to the United States, its largest customer, with PDVSA omnipresent, if not highly visible, through ownership of the Citgo refining and gas station chain.

The United States has

already moved to put Citgo under the control of Guaido, who appointed his own board.

Even though sanctions legally came into force Sunday, “the reality is that the oil trade between the United States and Venezuela has been absolutely limited and fallen sharply,” said Mariano de Alba, a Washington-based international law expert from Venezuela.

But the sanctions will still have an effect, with Washington vowing to enforce them against any foreign company with interactions in the United States -- including the US financial system, which dominates the globe.

As of Sunday, “there is no doubt that the sanctions are in force and that any company assumes bigger risks than they did before this date,” de Alba said. (AFP)

Male model dies at São Paulo Fashion Week

A

26-year-old male model has died after collapsing on the catwalk at São Paulo Fashion Week.

Tales Soares was taking part in a show for the brand Ocksa when he fell. He was taken to a hospital but could not be revived.

The audience initially thought it was part of the show. Models looked on in horror as firefighters rushed to his aid and carried him from the stage.

Organisers confirmed his death on Twitter but did not give any details.

“We’re sorry for their loss and send our deepest condolences to Tales’ family,” the statement said, adding they were providing “all necessary assistance at this sad time”.

Footage circulating on social media shows Soares walking to the end of the catwalk and turning back before staggering and falling.

ntiguan Prime Minister Gaston Browne has accused some Caribbean countries of harbouring “petty jealousies” for opposing moves

by Antigua and Barbuda to become the fourth campus territory of the University of the West Indies (UWI) in September.

“The technical committee of the University approved our university plan; unfortunately, you have some politics that is taking root now with some of the

campus countries, if I may call them that, expressing concerns. They have all kind of fears, they have all kind of innuendoes and subterfuge they now bring to the fore,” Browne said in a programme on his private radio station over the weekend.

“All I want to say to them; they can jump high, jump low, we're opening up the door of our university come September of this year,” he added.

Earlier this month, the UWI Vice Chancellor, Sir

Hilary Beckles, held talks with the Government regarding the opening of the fourth landed campus of the regional tertiary institution.

Government said then that the Five Islands Campus should be opened in September with at least 1000 students and according to a Cabinet statement, the Vice Chancellor of UWI, was invited to Cabinet to announce the pending decision of the Accreditation Council.

“The fourth landed campus of the University of the West Indies – the Five Islands Campus – is to be approved when the Council next meets in two weeks.

The amount required annually, the Council will determine, is likely to be met by the Antigua and Barbuda authorities; the infrastructure is also in place to meet the tailored financial capabilities,” the statement noted. (Excerpt from CMC)

eru plans to deport about 50 Venezuelan migrants for concealing that they had criminal records, the Interior Ministry said on Monday, in the first large expulsion since hundreds of thousands of Venezuelans fled to the Andean nation last year to escape their country’s crippling economic crisis.

The migrants were detained in different districts of the capital Lima early on Monday and will be flown to Venezuela later in the day, the Ministry said in a statement.

The Ministry accused the migrants of providing false sworn declarations in

their residency applications stating they had no criminal record, a violation of Peru’s migration law that is punishable with deportation.

Peru has granted special residency permits to 330,000 Venezuelans, allowing them to work and receive health and education services, and another 160,000 applications are being processed, according to Peru’s immigration department.

he US Embassy in Haiti reported gunfire on Monday near its diplomatic compound, but said the incident was quickly over.

In a travel alert, the US State Department said gunfire had come from the "rear entrance to the Embassy" in Portau-Prince and that staff had taken shelter inside.

"If you are travelling to the embassy, find a safe area to shelter," it wrote on Twitter.

Some two hours later, the State Department said the situation has been "resolved" with the order to take shelter lifted. Officials did not immediately have further details.

Haiti, one of the

world's poorest countries, witnessed widespread riots in February when thousands of people took to the streets demanding better living conditions.

President Jovenel Moise earlier this month appointed a new Prime Minister to tackle mounting problems, including insecurity in the capital.

According to a release from the Ministry of Planning, Robinson-Regis made the statement while speaking in Santiago, Chile at the global 2030 Agenda at the Third Meeting of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development. The event took place from April 24 to yesterday.

Robinson-Regis also spoke on the impact of climate change and other issues on economies saying “through the metaphor that as soon we are making head-

Robinson-Regis also touched on T&T’s achievement despite the challenges of being a small developing country.

razil’s Indigenous women have been overturning tradition to step into the spotlight and lead an international push to defend their tribal land rights, which are up against the greatest threat they have faced in years under right-wing President Jair Bolsonaro.

Brazil’s 850,000 Indigenous peoples live on reservations that make up 13 per cent of the territory.

Bolsonaro has said they live in poverty and he wants to

assimilate them by allowing development of their vast lands, currently protected by law.

The tribal leaders are fighting back – in many cases, led by women.

Traditionally, Indigenous cultures excluded women from leadership roles that were played by male tribal chieftains.

But that is changing, said Joenia Wapichana, who last year became the first Indigenous woman elected to Brazil’s Congress and

has been seeking to block Bolsonaro’s attempts to dismantle the indigenous affairs agency Funai.

“Women have advanced a lot and today there are many taking up frontline positions in the defence of Indigenous rights,” said Wapichana, 45, a lawyer who was also the first Indigenous woman to argue a case before Brazil’s Supreme Court.

Brazil’s top Indigenous leader is Sonia Guajajara, who warned at a forum at the United Nations last Tuesday that Bolsonaro’s plans to open up reservations to mining and agriculture could devastate the Amazon, the world’s largest rainforest, which scientists say is nature’s best defence against global warming.

CSME-related issues being discussed at COTED meeting

aribbean Community (Caricom) trade and economic affairs ministers began a two-day meeting with the issues crucial to the further development of the Caricom Single Market and Economy (CSME).

“In a little over two months our Heads of Government will be expecting to receive a report card that indicates that the mandates laid out last July in Montego Bay; in Port-ofSpain last December; and in Frigate Bay last February have been fulfilled. Priorities were identified by the lead-

ers and an Implementation Plan agreed upon,” Caricom Secretary General Irwin LaRocque told the opening ceremony.

He said Member States have recommitted fully to the effective implementation of the CSME and agreed to the timelines – short, medium and long-term – set by the Plan.

“This meeting presents an opportunity to review the actions taken by Member States to meet the timelines so that there could be an assessment of our progress.

Implementation cannot be a shifting target. We cannot come to meeting after meeting and agree to a Plan and not carry forward the work,” he said.

The CSME allows for the free movement of goods, skills, labour and services across the Region and the Guyana-based Caricom Secretariat said the 48th Regular Meeting of the Council for Trade and Economic Development (COTED) will also discuss intra-regional trade, as well as external economic and trade relations. Sri Lanka bans face veils after IS ‘leader’ al-Baghdadi appears attacks by Islamist militants in 1st video in 5 years

uthorities in Sri Lanka on Monday banned women from wearing face veils under an emergency law put in place after deadly Easter Sunday attacks by Islamist militants.

The measures would help security forces to identify people as a hunt for any remaining attackers and their support network continues across the Indian Ocean is-

land, authorities said.

But there are concerns within the Muslim community that a prolonged ban could fuel tensions in the religiously-diverse nation that emerged from a civil war with ethnic minority Tamil separatists a decade ago.

Officials have warned that the militants behind the April 21 suicide bombings on hotels and churches that killed over 250 people

were planning more attacks, using a van and bombers disguised in military uniforms.

Separately, Prime Minister Ranil Wickremesinghe, who is feuding with Sirisena, issued a statement saying he had asked the Justice Minister to draft regulations to ban the burqa.

The All Ceylon Jamiyyathul Ulama (ACJU), the top body of Islamic scholars in Sri Lanka, said they supported a short-term ban on security grounds, but opposed any attempt to legislate against burqas.

About 9.7 per cent of Sri Lanka’s roughly 22 million people are Muslim. Only a small minority of women, usually in Muslim areas, fully hide their faces.

Dozens killed after Cyclone Kenneth batters northern Mozambique

he death toll in northern Mozambique from Cyclone Kenneth has jumped to 38 after the storm battered the country last week, officials have said, with aid workers struggling to reach some of the worst-affected areas.

Mozambique’s National Institute of Disaster Management (INGC) said in its latest update on Monday that in addition to the dozens of people killed, about 35,000 homes were damaged or wiped out by the cyclone and the rising floodwaters unleashed in its wake.

The cyclone made land-

fall on Thursday in the country’s northernmost Cabo Delgado province, bringing with it torrential rains and wind gusts of more than 200 kilometres per hour.

The carnage has affected more than 160,000 people to date, according to INGC estimates.

It is the strongest cyclone to ever lash Africa, according to the OCHA, with further heavy rain predicted for the coming days.

The rising waters brought about by the latest storm have made many roads impassable and hampered air efforts to reach

communities outside the region’s capital, Pemba, including districts to the north of the city such as Macomia and Quissanga.

Heavy rains on Monday grounded some aid flights for the second day in a row, impeding efforts to reach survivors of the storm, Reuters news agency reported.

However, a brief break in the downpours allowed rescuers to send one helicopter packed with aid to the island of Ibo, off the northern coast of Mozambique, where the cyclone flattened hundreds of homes. (Excerpt from Al Jazeera)

Sudan’s army rulers, protesters differ on joint council make-up

udan’s army rulers and protest leaders offered differing visions for a joint council, but a military spokesman said he hoped a final structure for the body could be agreed soon.

The talks came after the two sides on Saturday agreed to form a joint civilian-military body to rule the northeast African country.

“The military council has presented its vi-

sion for a 10-member joint council, with seven military representatives and three civilians,” a spokesman for the military council, Lieutenant-General Shamseddine Kabbashi, told reporters after a joint panel met on Monday.

“The Alliance for Freedom and Change presented its vision of a 15-member joint council, with eight civilians and seven military representatives,” he said, referring to

the group that is leading the protest movement that has rocked Sudan for more than four months.

Kabbashi said Monday’s talks ended with both sides agreeing to consider each other’s views.

He also defended the military’s demand for a majority in the joint council, without clarifying why the army generals were insisting on it.

Kabbashi said talks will continue today.

A joint council, if agreed, would replace the existing 10-member military council that took power after the army ousted veteran leader Omar al-Bashir on April 11 amid massive protests against his rule.

The creation of a joint council would pave the way for a civilian administration as demanded by protesters, as they continue to rally outside the army headquarters in central Khartoum.

man believed to be the leader of the Islamic State group has made a rare camera appearance vowing to seek revenge for its loss of territory.

Abu Bakr al-Baghdadi has not been seen since 2014, when he proclaimed

from Mosul the creation of a “caliphate” across parts of Syria and Iraq.

In this new footage, he acknowledges defeat at Baghuz, the group’s last stronghold in the region.

It is not clear when the video was recorded. IS says it was shot in April.

The video was posted on the group’s al-Furqan media network.

As well as referencing the fall of the Iraqi town of Baghuz, he also speaks about the Easter Sunday Sri Lanka attacks, as well as pledges of allegiance from militants in Burkina Faso and Mali.

He also talks about the protests in Sudan and Algeria, claiming that jihad is the only solution to “ty-

rants”. Both countries have seen their long-term rulers overthrown this month.

Baghdadi - an Iraqi whose real name is Ibrahim Awwad Ibrahim al-Badri was last heard from in an audio recording last August.

At the time, he appeared to be trying to shift attention away from his group’s crippling losses, BBC Middle East correspondent Martin Patience said.

But this latest 18-minute video addresses the losses head-on.

“The battle for Baghouz is over,” he says, before adding: “There will be more to come after this battle.”

Afghan President opens grand assembly in bid to gain initiative in Taliban talks

housands of Afghans congregated in Kabul on Monday for a rare consultative meeting aimed at finding ways to negotiate a peace deal with the Taliban and end Afghanistan’s war.

The four-day consultative grand assembly, known as a Loya Jirga, is an attempt

by President Ashraf Ghani to influence peace talks between the United States and the Taliban, which the Taliban have excluded his

Government from.

A Loya Jirga is aimed at building consensus among various ethnic groups and tribal factions and is traditionally convened under extraordinary circumstances.

This week’s meeting, being attended by 3200 trial elders, and community and religious leaders from all 34 provinces, aims to set out Kabul’s conditions for any peace deal.

But opposition political

leaders and Government critics, including former President Hamid Karzai, are boycotting the assembly accusing Ghani of using it as a platform to boost his status as leader in an election year.

The US talks with the Taliban in Qatar are part of President Donald Trump’s efforts to end America’s longest war, which began when US-backed forces ousted the Taliban weeks after the September 11, 2001, attacks on the United States.

Ghani invited the Taliban to the Loya Jirga but they have urged people to boycott it, denouncing it as an attempt by the Western-backed government to deceive the country and extend what the Taliban see as its illegitimate rule.

‘Completely avoidable’ measles outbreak hits 25-year high in US

A

merican health officials report that more than 700 people have been infected by measles this year, marking a 25-year high for the infectious disease.

The Centres for Disease Control and Prevention said on Monday that cases had been recorded in 22 states and were mostly affecting unvaccinated children.

Officials said the increase in cases is the largest since 1994, including 78 reported in the past week.

There have been no deaths reported as a result of the outbreak.

“The suffering we are

seeing today is completely avoidable,” US Health and Human Services Secretary Alex Azar said on Monday.

Azar directed his comments at some parents who have chosen to leave their children unvaccinated due to the unscientific claim that vaccines cause illnesses such as autism.

The findings mark a 1.3 per cent increase over the report last Wednesday, which found 695 cases that have been detected in the US this year, and was the highest level discovered since the disease was declared eliminated from the US in 2000.

The report adds that 40 people in 2019 have brought measles back to the US after returning from international travel, with Ukraine, Israel and the Philippines being the most frequent sources.

Most cases occurred in 13 outbreak zones, including in New York City’s orthodox Jewish communities.

Up to 10 per cent of patients are adults who have received measles-mumps-rubella vaccine, leading officials to warn that some adults may need additional booster vaccines. (Excerpt from BBC News)

Warner and Khan blow Kings XI Punjab away T SCOREBOARD here might have been very little to separate Kings XI Punjab and Sunrisers Hyderabad going into tonight’s game - what with both possessing identical win-loss records - but there was plenty to set the two apart once the final ball was bowled.

In a game that Sunrisers took command of from the moment the irrepressible David Warner faced the first delivery, Kings XI found themselves on the back foot, trying to put out fires much of the time. In the end, Kings XI themselves crashed and burned, falling short of Sunrisers’ 212 by a comfortable 45 runs.

Warner, their bête noire, scored a sizzling 56-ball 81, his eighth successive half-century against Kings XI in what is his last game at the IPL this year. The Powerplay yielded 77, and the rest of the top five all chipped in with at least double figures. Despite Ashwins R and M managing to keep their figures respectable, the carnage overall was enough to take Kane Williamson’s men over 200.

The chase was an ungainly assortment of cameos and hoicks, of stops and starts, and the absence of a plan concerning how the innings would be paced was apparent. From the moment Chris Gayle skied Khaleel Ahmed off his third delivery, Kings XI never quite l o o k e d like they had the firepower

for the chase. KL Rahul’s 79 ensured the game wouldn’t become a complete embarrassment, but lack of support from the other end meant Kings XI would never mount a serious challenge to prevent their third defeat on

the trot.

Wondrous Warner There is so much about David Warner to distract your attention, but when discussion turns to the cricket, there is little doubt we are talking about a T20 great. His IPL record - especially since he joined Sunrisers in 2014 - has been imperious; he has crossed 500 runs each season, and averages an ethereal 210 against spin this year. Kings XI are his whipping boys, with today’s 81 his eighth successive half-century against this opposition.

From the moment he flicked Arshdeep Singh for successive boundaries in the first over, he looked ominous, but it was poor Mujeeb ur Rahman who found himself at the receiving end of the worst of Warner’s wrath. Even R Ashwin, who he ended up losing his wicket to, was greeted with a six off the first delivery.

By the time he was dismissed, off the last ball of the 16th over, the visibly tiring Warner had begun to lose steam, but with the side going at over ten, the platform for a post-200 score had been firmly set.

Mujeeb’s misery That some bowlers will concede big runs is a fact of T20 cricket. In what is a heavily batsman-oriented format, a bowler’s bad day doesn’t necessarily foretell defeat. But Mujeeb, who was brought into the side today, ended the game with the unwanted record of owning the most expensive figures for an overseas player in IPL history.

Only Basil Thampi has ever conceded more than Mujeeb’s 66, and despite Warner’s belligerence, it was ironically after he had been dismissed that Mujeeb’s figures frayed into record-setting territory. Having leaked, in hindsight, a somewhat economical 40 off his first three overs, he saw Williamson and fellow countryman Mohammad Nabi deposit his final over for 26. It was a killer blow for Kings XI, who, that over aside, bowled well at the death.

To make matters worse, Mujeeb came out to bat in the dying overs, and was bowled off his third ball without scoring.

Afghans making waves When the IPL began 11 years ago, it would have been hard to predict that a game in 2019 would see three players from Afghanistan make - for better or worse - telling contributions to swing a result. With Nabi’s cameo and Mujeeb’s off-colour performance dominating the agenda for the first innings, Rashid Khan swooped in to ensure it wouldn’t be a bad day all round for Afghan spin.

lex Hales has been withdrawn from England’s preliminary World Cup squad to ensure the team is “free from any distractions”, the England & Wales Cricket Board has

said.

Last week, a spokesman for the batsman said he had been suspended following an “off-field incident”.

Hales, 30, was part of a provisional 15-man squad named for the World Cup. “I want to make it clear this is not the end of Alex’s career as an England player,” said ECB chief Ashley Giles.

The ECB has refused to say what Hales has done to warrant his withdrawal, citing confidentiality concerns.

Hales missed Nottinghamshire’s One-Day Cup games last week for what the county described as “personal reasons”.

The incident happened last year, and the player’s spokesman added: “While the issue is not cricket-related, he accepted it was right he was suspended.”

The ECB says he has also been removed from the England squad for the one-day international against Ireland on Friday, as well as the Twenty20 international and ODI series against Pakistan.

A replacement for the World Cup squad must be named by 23 May, when final squads are submitted to the International Cricket Council.

“We have thought long and hard about this decision,” added Giles, the ECB’s managing director of England men’s cricket.

“We have worked hard to create the right environment around the England team and need to consider what is in the best interests of the team, to ensure they are free from any distractions and able to focus on being successful on the pitch.

“The ECB and the PCA (Professional Cricketers’ Association) will continue to aid Alex and work alongside his county club Nottinghamshire to give him the support he needs, to help him

fulfil his potential as a professional cricketer.”

Hales’ management company said in a statement it is “hugely disappointed at the treatment” of the cricketer.

It said the ECB “insisted on Alex taking certain rehabilitation measures following his suspension” and that “at every stage, Alex fulfilled his obligations and both he and his representatives were given assurances that any suspension - again under the ECB’s guidelines - could not affect his selection for the World Cup”.

The statement added: “The fact all those assurances seem to have been rendered meaningless has understandably left Alex devastated. He will take time to reflect on both his actions and the subsequent decisions, but will receive the support from his team he deserves.”

Hales has played 11 Tests, 70 one-day internationals and 60 T20 matches for England.

He is now regarded as a white-ball specialist, however, and in 2018 signed a new contract with Nottinghamshire to play only limited-overs matches until the end of the 2019 season.

It is the second time he has been suspended, following his punishment - which also included a fine - for an incident outside a Bristol nightclub in September 2017.

The England limited-overs batsman did not face any criminal charges, while team-mate Ben Stokes was cleared of affray at a trial.

In addition to the incident in Bristol, Hales was charged in relation to “inappropriate images”.

Speaking to the Guardian earlier this month, the batsman said the fallout from the incident had been a “lesson learned the incredibly hard way”, and subsequently told BBC Sport he believed he deserved a “second chance” after he and his teammates were “caught up in the wrong place at the wrong time”.

Caster Semenya is a two-time Olympic 800m champion

he result of Caster Semenya’s landmark case against athletics’ governing body will be published on Wednesday.

The double Olympic 800m champion is challenging the IAAF over its regulation restricting testosterone levels in female runners.

The rule will apply to women in track events from 400m up to the mile.

Semenya would either have to take medication to be eligible to compete in the 800m, change events or move to compete against men.

The Court of Arbitration for Sport says it will publish its ruling at midday on Wednesday.

Semenya won 5,000m gold at the South African Athletics Championships on Friday - a new distance for her that would not be affected by the IAAF rule change.

She has described the IAAF’s new rules as “unfair” and said she wanted to “run naturally, the way I was born”. (BBC Sport)

aniel Jacobs has been warned not to lose focus by worrying about the judges ahead of his huge fight with Canelo Alvarez on Saturday.

Jacobs and Alvarez will square off in a huge middleweight unification bout at the T-Mobile Arena in Las Vegas on May 4.

The 32-year-old IBF champion, who has a 35-2 record, has expressed concern about the judging of the fight given Alvarez emerged with two generous decisions against Gennady Golovkin at the venue.

Their first duel in September 2017 was scored as a draw before Alvarez got the nod the following year to win the WBA and WBC belts.

But Golden Boy Promotions boss and boxing legend Oscar De La Hoya has assured Jacobs he does not need to worry about anything more than beating his feared Mexican opponent.

“Anyone can lose in Las Vegas,” De La Hoya told RingTV.com.

“I lost in Vegas and apparently I was always the favorite. Anybody can lose and I would be

surprised if Daniel Jacobs is thinking about that because I know what a professional he is.

“I can tell you Canelo is going in there with the mentality of winning and I expect Jacobs to do the same.

“Don’t worry about the judges; worry about the fight.”

The trio of judges who will be at ringside for the contest - Dave Moretti, Glenn Feldman and Steve Weisfeld - are the same three that handed Canelo his win over GGG last September.

But that decision was far less controversial than the decision to award their first bout as a draw with many feeling Golovkin was the better man.

he NBA’s Last Two Minute report displays there were three incorrect non-calls in the final 71 seconds of Sunday’s game between the Golden State Warriors and Houston Rockets.

The Warriors posted a 104-100 victory in the Western Conference semifinal opener in a contest in which Rockets guard James Harden criticized the officiating afterward.

Two of the incorrect non-calls involved Harden but a pivotal non-call with 10.1 seconds left was ruled to have been correct.

In that sequence, Harden put up a 3-pointer with 10.1 seconds left that could have tied the game. There was no foul called on Golden State’s Draymond Green because “Harden (HOU) draws Green (GSW) into the air during his shot attempt. Green jumps in front of Harden and would have missed him if Harden hadn’t extended his legs.”

The incorrect non-calls occurred with 1:10.6, 51.9 seconds and 5.2 seconds remaining.

The first involved a turnover by Harden in which he stepped on the baseline. The report said that a foul should have been called on

Golden State’s Stephen Curry. “(Review) shows that Curry (GSW) is moving laterally into Harden’s (HOU) path and that the contact causes Harden to go out of bounds,” the report said.

With 51.9 seconds left, Golden State’s Klay Thompson made a move toward the basket and took a jumper. The report said Thompson should have been called for traveling.

“Thompson (GSW) slides his pivot foot at the end of his dribble,” according to the report.

After Harden missed the tying 3-point shot with 10.1 seconds left, there was a scramble for the loose ball. Houston’s Eric Gordon was ruled to have stepped out of bounds with 5.2 seconds left. The report said Curry should have been called for a foul. “(Review) shows Curry (GSW) makes contact with Gordon’s (HOU) arm, affecting his ability to secure the ball,” the report said.

In the aftermath of that call, Houston’s Chris Paul was called for a technical foul and Curry made it to turn the contest into a twopossession game as the Warriors hung on. (Reuters)

aheem Sterling has been named the Football Writers’ Association (FWA) Footballer of the Year for 2019.

The Manchester City star has enjoyed a stunning 2018-19 season for club and country, scoring 17 goals and providing 10 assists in the club’s relentless battle against Liverpool to retain the Premier League title.

City have already lifted back-to-back EFL Cups and Sterling was on hand to score the decisive penalty in February’s shoot-out triumph over Chelsea at Wembley, where he returned the

following month to net a hattrick in England’s 5-0 Euro 2020 qualifying demolition of the Czech Republic.

Liverpool defender Virgil van Dijk beat Sterling to the Professional Footballers’ Association Player of the Year prize on Sunday, with the 24-year-old instead collecting the organisation’s young player award.

But the FWA cited the wider context of Sterling taking a lead in his sport’s fight against racism and discrimination over recent months as an additional factor in helping him to garner 62 per cent of member votes.

“Raheem Sterling is a player of style and a man of substance,” said FWA chair Carrie Brown after Nikita Parris made it a Manchester City double by scooping the women’s award on the back of 19 goals and seven assists in the Women’s Super League this season.

“More than 70 years ago, Charles Buchan, one of the founding fathers of the Footballer Writers’ Association, suggested there be an award presented to the player who by ‘precept and example’ is considered the footballer of the year.

“Raheem Sterling is an exemplar of the talent and values our founding fathers sought to reward when they established the FWA in 1947.

The Spaniard spilled Antonio Rudiger’s 30-yard shot on Sunday, allowing Marcos Alonso to earn a point for Chelsea as United’s top-four hopes faded.

De Gea has made three errors leading to a goal in his past four games.

“There’s something that’s not right,” Wright said on BBC Radio 5 Live’s Monday Night Club.

“If he [Solskjaer] really wants to stamp his mark and let people know he isn’t afraid to make decisions, he should take him out.

“If the manager explains everything and tells him face to face why he’s leaving him out and giving him a break, that’s man-management - and that’s what Solskjaer has to do.”

Mistakes against Manchester City and Barcelona mean De Gea has, in the space of 13 days, matched the total number of costly errors he made in 123 previous club appearances.

However, his manager insists he still “trusts” the 28-year-old, whose Old Trafford contract expires in just over a year.

United have two Premier League games remaining this season, travelling to face already-relegated Huddersfield on Sunday before hosting Cardiff on the final day.

In light of recent performances, former Arsenal and England forward Wright sees those fixtures as an opportunity for Solskjaer to field reserve keeper Sergio Romero, allowing De Gea, the subject of persistent transfer speculation, an early summer break.

Alongside broader criticisms of the partnership, their first event (which promised to be a starstudded affair on paper) ended up headlined by Anderson Silva’s notoriously lackluster title fight against Demian Maia, and a highly-questionably judged lightweight title fight between then-champion BJ Penn and challenger Frankie Edgar.

Whether this new plan bears more fruit remains to be seen.

But, at the very least the UFC has promised that “subsequent UFC events held in Abu Dhabi will be headlined by at least one championship bout.” For as often as the WME-IMG promotion plans on returning to the UAE in the next five years, it sounds like they’ll be looking to bring big fight cards with them. rganizers of the Jamaica International Invitational Meet (JIIM) said on Monday, insufficient funding and not wanting to stage a ‘watered down’ prompted the decision to cancel the 2019 edition of the meet that was set for this May-4 weekend.

The JIIM was first held in May 2004 and was stage for several world-class performances from some of the world’s greatest athletes like Usain Bolt, Carmelita Jeter, Elaine Thompson and Asafa Powell.

According to the organisers, the meet made a name for itself by the numerous world-class athletes which it has attracted from across the globe, and the annual staging was only made possible through sponsorship from the private and public sectors.

Athletes fees consumed the bulk of that sponsorship, organisers said.

However, in recent years, weak fields and a diminishing audience has caused the meet to lose some of its appeal.

In 2018, athletes competed before a sparse crowd at the National Stadium in Kingston. That the meet was only announced on May 2 just 17 days prior to the meet itself, may have had some impact on the disappointing turnout.

Just last week, news emerged that the JIIM was at risk of being postponed or even cancelled because of insufficient sponsorship.

Garth Gayle, a member of the organising committee told Sportsmax.TV that they were working feverishly to make the meet happen this year. Less than 48 hours later, an advisory was posted on the meet’s website that there would be no track meet this year.

On Monday, a statement over the signature of Dr. Warren Blake, the Chairman of the Organising Committee was released to the media which confirmed the cancellation and offered some reasons why.

“The current reality is that the level of sponsorship promised/received is insufficient to allow us to stage anything but a watered down version of what is expected of the Jamaica International Invitational Meet,” the statement read.

“Accordingly, we regret to inform, that after consultation with the International Association of Athletics Federations (IAAF) it has been decided to cancel all plans for this year’s staging of the JIIM.” (Sportsmax)

Malan, Duckett in as England make enforced changes for Ireland, Pakistan series

awid Malan and Ben Duckett have been added to England’s squads for the one-off ODI against Ireland and T20I against Pakistan.

James Vince, already in that squad, has been included for the five-match ODI series against Pakistan which follows those engagements.

England’s changes have been enforced by a number of matters outside of their control, with Alex Hales left out after copping a 21-day ban for failing a second drugs test, and several other injuries working against them.

Malan made his T20I debut in 2017, scoring 78 off 44 against South Africa, and later that year brought up a memorable maiden Test ton against Australia at Perth.

Also present in that series was Vince, the frontrunner to take Hales’ spot in England’s World Cup squad, especially after smashing 190 for Hampshire in a recent One-Day Cup fixture against Gloucestershire. ootball fanatics were treated to some riveting ball play on Sunday evening when four of the best clubs in the country clashed in encounters for valuable points in the GFF Elite League ‘season IV’ action.

In the end, the Guyana Defence Force (GDF) and the Police Football (GPF) clubs emerged respective winners of Match 28; with the GDF defeating Ann’s Grove 3-1 at the GPF Ground at Eve Leary Georgetown, and the Police emerging 2-nil victors over the Santos football club to advance in the league despite being mere debutants.

eeburg and ‘Rising Stars A’ will clash in the finals of the Amerith Rai Memorial T20 Cricket tournament set to be played at West Meten-Meer-Zorg Cricket Club ground on Wednesday May 1, 2019 at 13:00 hrs.

The two ‘Zone A’ teams booked their place in the final when Zeeburg defeated Omesh XI and Rising Stars defeated Canal #2 Sports Club in the semi-final playoffs. Zeeburg will start as favourites to win this encounter, having in their team such stalwarts as Balbinder Shivpersaud, the tournament’s leading run-scorer, and the exciting Ricardo Poloram who has proven to be a threat in the middle overs.

At top of the order, Yutesh Dhanpaul, Malcolm Hubbard and Mark Jeffers will support a strong Zeeburg batting lineup; and Jeffers and Hubbard will lead the team’s bowling attack.

The strong, all-round team ‘Rising Stars A’ from Canal #1 will be looking to spoil Zeeburg’s unbeaten run in this competition. They have in their lineup all-rounder Marvin Cheong, one of the top wicket-takers in the competition. He will be supported by hard-hitting batsmen Travis Cato, Anand Bharat and Shane Persaud.

In the second fixture, Fruta Conquerors mauled Victoria Kings 8-1 to highlight the night of play. Conquerors’ goals came via Quincy Adams in the 6th minute; Soliman Austin in the 23rd minute; Ryan Hackett in the 31st minute; Nicholas McArthur in the 48th and 75th minutes respectively; Alden Lawrence in the 63rd minute; Domini Garnett in the 90th minute,

and Eon Alleyne in the 92nd minute respectively.

Victoria Kings’ only goal resulted from an own goal registered in the 51st minute.

The competing clubs will do battle to determine who wins the first prize of $2 million. Second place finisher will pocket $1.2 million; 3rd place finisher $800,000; and 4th place finisher $500,000.

The GFF Elite League is the highest form of competitive football played in Guyana.

According to the Rules and Regulations of Season 4, the 10 clubs “will play one (1) round of football, resulting in the club acquiring the most points being declared the winner”.

ather and son goalkeepers took to the field in opposing teams on Friday last when the Bartica Football Federation’s (BFF’s) Male Senior League playoffs were held under the auspices of the Guyana Football Federation (GFF) at the Bartica Secondary School Ground.

When Wolves United FC clashed with Lazio FC, Patrick Brown-Johnson, a Wolves United senior for a number of years, returned to league football as goalie, and helped his team to overcome a stern Lazio attack by conceding only one goal.

At the other end of the field, 15-year-old Seth BrownJohnson put in a valiant effort to upstage his father's efforts, despite conceding two goals by the end of the match.

Wolves United’s goals came by way of Cordel Playtner and Kareem Chase, while Nicholas Collison scored for Lazio.

In the River’s View/Beacon matchup, Andrew Simmons broke the deadlock to give River’s View the lead ten minutes into the second half of play. The one-goal difference seemingly energised the Beacon boys, and the best was brought out of them when they began to put on a display

of skill and teamwork against a determined River’s View side.

Their efforts paid off in the 70th minute when they were awarded a free kick at the top of the eighteen-yard box; and Kurt Welcome's kick was perfect in defeating both the defense wall and the keeper.

In the end it took a goalie error at the Beacon end of the pitch and a cool finish by Omario Lake to decide the match in favour of River’s View, thereby guaranteeing them a four-point lead at the top of the points’ standing.

Newcomers Agatash United FC battled hard against a depleted Mil Ballers FC, but lost 2-0. Mil Ballers emerged victors because goals from Nandcoomar Samwaru and Rawle Simon saw them through to the end. Agatash United's lone goal was scored by 13-year-old prospect Shalimar Crighton.

Lazio remains at 7 points on the table, while Wolves United have now recorded 6 points. River’s View are currently sitting comfortably on 16 points.

urtland Smith fired his way to victory in the ‘Senior’ category, while Erwyn Smith did the same in the ‘Junior’ category, when the Small Bore category of the Guyana National Rifle Association (GuyanaNRA) held an Action Pistol Shoot at the Timehri Ranges under sponsorship of Secure Innovations and Concepts Inc. Murtland Smith accumulated 154 points to win ahead of Azaad Hassan, with 150, and Michael Tang, who ended third on 130 points.

The competition was held in three stages, with respective fixed times of 10 seconds,

25 seconds and 30 seconds; and with limited rounds in their magazines, shooters had to engage targets before the time expired.

Smallbore Captain Dale Hing informed that the event was very challenging for the competitors because of the limited ammunition and fixed time; unlike in the IPSC events, where ammunition is unlimited and time is not fixed.

Erwyn Smith’s winning score in the ‘Junior’ category was 137 points. Settling for second place was Jason Cox on 124 points, with third place going to Brian Backer on 115 points.
