he Opposition People’s Progressive Party on Wednesday slammed the Government for bad advice it gave to Guyana Elections Commission (GECOM) when Finance Secretary Michael Joseph informed the body that the billions it received in the Budget last year for houseto-house registration could not be transferred for normal election preparation.

On Tuesday, Government appointed GECOM Commissioner Desmond Trotman said that lack of finances is responsible for the perceived sloth in elections preparations. While he noted that having GECOM in perpetual election’s mode would be nice, the reality is they can do little without money. GECOM received billions in the Budget last year. But according to Trotman, they were advised by Finance Secretary Michael Joseph that monies for house-to-house registration could not be transferred for normal election preparation.

The Opposition was very critical of this piece of advice rendered by the Finance Secretary, in view of the fact that the law does provide for GECOM to do exactly this and statements from his boss, Minister Jordan, which contradict him.

The Party pointed to Article 222A of the Constitution, which says: “In order to assure the independence of the entities listed in the Third Schedule – (a) the expenditure of each of the entities shall be financed as a direct charge on the Consolidated Fund, determined by a lump sum by way of an annual subvention approved by the National Assembly…(b) each entity shall manage its subvention as such manner as it deems fit for the efficient discharge of its functions, subject only to conformity with the financial practices and procedures approved by the National Assembly to ensure accountability.”

It also noted that in 2015, President David Granger signed off on Act 4 of 2015 – the Fiscal Management

and Accountability (FMAA) (Amendment) Act 2015.

Section 80 B(8), states that: “The appropriation of a constitutional agency approved by the National Assembly shall be disbursed as a lump sum by the end of the month, following the month in which the appropriation was approved.”

Section 80 B(7) of the same act states that: “The annual budget of a Constitutional Agency approved by the National Assembly shall not be altered without prior approval of the National Assembly.”

In line with the FMAA amendment, Finance Minister Winston Jordan on November 19, 2019, during the consideration of the 2019 Budgets of GECOM, a constitutional agency, in the National Assembly, said, “Mr Chairman, the sum of $5,371,061,000 is given as a lump sum to GECOM to use as it sees fit and as it prioritises.”

Confidence eroding in Police anticrime efforts

S

ometime ago a story was related about a business entity which was robbed and when the footage from the CCTV cameras was reviewed in the presence of the Police, reportedly, the perpetrators were immediately identified by the ranks. According to the information, there was a sense of familiarity in the context of Police work. That gave some hope to the victims that the bandits would be swiftly apprehended and placed before the courts.

To their dismay, that didn’t happen. To make matters worse, the entity was robbed again a few weeks after and the CCTV footage, reportedly, revealed the same perpetrators. To the victims, that suggested a failure on the part of the Police to apprehend the bandits in the first place. The Police could have probably claimed that their efforts to capture were futile.

If the former is true, then it can be deemed a complete waste of time for the ranks reviewing the footage. If the latter is, then it exposes weaknesses in the Force’s ability to capture bandits seemingly known to them.

Over time, some victims of crime, who in their minds are convinced that credible information was provided, have lamented the Police’s inability to catch criminals. In some countryside villages, some who vend illegal drugs appear to be untouchable despite the belief that the Police are aware. For the residents, it remains baffling as to why such people are not arrested at all or only after pressure is brought to the local station.

While the Force obviously has challenges, any semblance of a delay or refusal to take action in such circumstances would tend to raise suspicion of possible collaboration. That in turn leads to an erosion of confidence in those entrusted to serve and protect.

Some victims have noted unavailability of a rank and/or vehicle on the part of the Police when a report of a crime is made.

In another story related, a victim offered his vehicle to transport the ranks to the scene of the crime after being told none was available at the station. The immediate response was the unavailability of ranks. The latter can be interpreted as an excuse to not get involved. From all appearances, these seem common occurrences causing some victims not to report their ordeal given their belief that it would be a waste of time.

When that particular mindset is somehow created by the seeming lack of action by the Police, it reflects a dearth in confidence in all of law enforcement. The selling of illegal drugs on the whole but more especially within the communities, have devastating social impact and generally leads to an increase in crime. Residents would crave for immediate action in an effort to safeguard the community and to hopefully help save those hooked.

That seeming lack of action can directly embolden those who sell illegal drugs. There is the view that depending on the type of crime committed, the Police may have fair knowledge of the perpetrators in specific areas. While good Police work can result in such knowledge, residents expect that it be used to make arrests.

This is not suggesting that it doesn’t happen in some cases, but the stories that some victims relate make for a different interpretation.

There are of course instances when the Police respond swiftly, make arrest and even intercept while a crime is in progress, much to the appreciation of all. That brings into play the need for consistency across the board from all stations and for the requisite resources be made available. Inconsistency, like the belief in deliberateness in not responding or making arrest when credible information is reportedly provided, will also erode confidence and raise suspicion of preferential treatment.

There was a case when a woman was swiftly arrested and placed before the courts after making disparaging remarks on social media against the President. However, similar transgressions were reportedly made against the Leader of the Opposition with little or no action taken. While there may be good reason for both, the impression of preferential treatment can easily be created.

Some tried to compare the swift response as in the case regarding the President against the lack of arrest in the shooting of the Principal of the School of the Nations and the killing of a businesswoman in Albouystown. While the Police may consider it an unfair comparison, it becomes difficult for residents not to feel a sense of disappointment in the Force. This is where it is challenged to deliver and just not for the sake of it.

There are many good officers and ranks in the Force and of course there are the rouge elements. Despite its challenges, the Force will have to keep finding ways to restore confidence by first proving that the ordinary people matter and that their plight not continue to be taken for granted.

Crime has become rampant especially in Berbice. The dispatching of a SWAT team there will boost confidence. Questions are: why wasn’t it done before? Would other areas be adequately served? How many must be robbed or killed before such action is taken? Those in itself bring into question the competence of the political designated leadership for security as fear of crime grows and prevails.

Amnesty urges ICC to probe ‘crimes against humanity’ in Venezuela A

mnesty International said on Tuesday it believes the Venezuelan authorities have committed crimes against humanity in their crackdown on anti-government protests, and urged the International Criminal Court (ICC) to investigate.

The rights group said President Nicolas Maduro’s government responded with “a systematic and widespread policy of repression” in late January, when anti-government protests swept the country after opposition leader Juan Guaido invoked the constitution to declare himself interim president, declaring Maduro’s 2018 re-election illegitimate.

Maduro opponents were tortured and killed during the protests, Amnesty said.

“The nature of the attacks ... the level of coordination by the security forces, as well as the signs of similar patterns in 2014 and 2017, leads Amnesty International to believe that the Venezuelan authorities committed crimes against humanity,” Amnesty said in a statement.

Guaido is locked in a bitter power struggle with Maduro, who maintains the support of Russia, China and Turkey, as well as most of the country’s institutions, including the military. He accuses Guaido and the United States of attempting a coup.

Venezuela’s Guaido ‘to seek US military support’ to topple Maduro Guaido, the leader of Venezuela’s opposition-controlled legislature, declared himself acting president on January 23. The opposition leader has since been recognised by more than 50 countries, led by the US. Amnesty sent a fact-finding mission to Venezuela in February to research the

crackdown on the anti-government protests that preceded and followed Guaido’s swearing-in.

The London-based rights group said at least 47 people were killed during the protests from January 21 to 25.

At least 33 were shot dead by the security forces, and six by government supporters.

“Eleven of these deaths were extrajudicial executions,” said Erika Guevara, Americas director for Amnesty International, who presented the report in Mexico City.

“State forces identified people who had been prominent in the protests in their communities, located them and shortly afterwards killed them ... Some of them were tortured before they were killed,” the report said.

More than 900 people, including children, were arbitrarily detained over the same period, it said.

It called on the UN Human Rights Council and ICC to investigate.

Amnesty’s team found that crimes and human rights violations were committed in “an attack planned and led by the security forces against individuals identified as or perceived to be opponents, particularly in impoverished areas.”

Maduro himself “knew about these public and appalling acts and took no measures to either prevent or investigate them,” it said.

Maduro’s government has not responded to the allegations.

Millions of Venezuelans have fled Venezuela in recent years as the country experiences hyperinflation, unemployment and food and medicine shortages.

Meanwhile on Tuesday, Venezuelan security forces prevented opposition politicians from entering the parliament building for a session on Tuesday, a week after the top court stripped several politicians of their immunity.

Members of the Sebin intelligence service, wearing masks and carrying long guns, together with members of the national police and the military blocked the entrance and were investigating the possible presence of an explosive device inside the National Assembly building, politicians said.

Last week, one opposition politician was arrested and several took refuge in foreign embassies in Caracas or fled the country “This is all part of a show to prevent the National Assembly from functioning,” politician Juan Pablo

Guanipa told Reuters News Agency. “This is a dictatorship that goes after dissidents, and we are fighting for a political change.”

On Tuesday, the Supreme Tribunal accused four opposition legislators of treason and conspiracy, according to a statement posted on the court’s Facebook page, following similar earlier accusations against 10 opposition politicians.

The moves come after opposition politicians participated in demonstrations that were part of a failed uprising led by Guaido on April 30.

Venezuela’s information ministry, which handles media inquiries on behalf of the government, did not immediately respond to a request for comment.

The government stripped the assembly of most of its powers after the opposition won a majority in 2015 elections. Politicians loyal to Maduro generally do not attend the sessions, but go to meetings of the constituent assembly, a legislative “superbody” created in 2017 that meets in the same building on Wednesdays.

Tuesday’s session was scheduled for 10am (14:00GMT), but never began. The politicians were set to discuss the Supreme Tribunal’s stripping of several of their colleagues’ parliamentary immunity and the arrest of Edgar Zambrano, the National Assembly’s vice president and an outspoken critic of Maduro.

Opposition politician Jorge Millan told reporters the report of “bombs” in the building was false.

“It is a trick to prevent the parliament from functioning today,” he said. “If we do not have a session today, we will do it tomorrow.”

This crop is among the worst I can recall Dear Editor, I saw on May 10 an article in sections of the media that the Guyana Sugar Corporation (GuySuCo) saying that it is on its way to achieve its first crop target. That sounds like good news. But at Blairmont Estate it is a completely different story. The article I see says

Blairmont has produced 8879 tonnes sugar though it should have produced 7955 tonnes. But this is far from Blairmont’s capacity and capability. In the 2018 first crop, Blairmont produced 9121 tonnes sugar; in 2017 we produced 9065 tonnes; in 2016, production was 11,878 tonnes sugar; and in 2015 it was 13,861

tonnes sugar. We have fallen a far way from where we were just a few years ago and many workers are worried.

As a worker of Blairmont for many years now, this crop is among the worst I can recall. On some weeks, we are achieving about 50 per cent to 60 per cent of our weekly target. The poor

performance of Blairmont is due to the lack of canes in the fields. Some canes seem to be stunted and are very short. This has resulted in a poor cane yield. In fact, I heard that the estate is getting around 52 tonnes of cane per the hectare.

This is very poor and says something is clearly wrong at Blairmont.

Editor, this is not the Blairmont I know. The estate for many years was the best performing estate in the company and was deemed the champion estate. Now it is a far way from what it once was. I wonder what is really taking place. I see in a newspaper an article that Uitvlugt workers have got-

ten four days’ pay as incentives. I am happy for them as their estate which used to perform poorly has improved while at Blairmont it has gone the other way.

I hope that something be done to improve the situation at Blairmont.

Crime, cost of living continue to spiral out of control Dear Editor, While the coalition Government is holding on to power for dear life, the coalition sponsored ‘outreach circus’, a political gimmick meant to revitalise or resurrect the Government has concluded and has failed miserably to meaningfully resolve any social and economic issues affecting the various regions. People came empty-handed and went home the same as crime and cost of living continue to spiral out of control.

Can you imagine that on Saturday last, while the Public Security Minister was on television making ridiculous claims of People’s Progressive Party (PPP) intending to rig election via Facebook, two gunmen were leisurely robbing a Chinese supermarket just a stone’s throw away from the Albion Police Station. The men – armed with an AK47 – waltzed into the supermarket, robbed the business, sent the Police patrol scampering for cover as they shot ad lib and then strolled away without even a bullet being fired in return by the Police. All of this happened around 21:00h! It seems we now need a 19:00h curfew!

It is a fact that daring and armed banditry is on the increase and quoting statistics will do nothing to erase that.

On the other hand, the lines at all the money transfer places such as MoneyGram and Western Union continue to overflow with long lines. I have never witnessed such a spectacle before but this is heralding the return of the dark Burnham era. It is a fact that the poor in Guyana are getting poorer daily and are once again mustering their ingenuity and resilience which made them survive during those dark days. However, this time, many have benefited from the 10-year visitor’s visa, compliments of the PPP/Civic Government and do not have to take the perilous ‘back track’ route. These are the people who are going and work for a six-month period and send remittances to their families. This has greatly buffered the harsh economic realities which have gripped this country since 2015. These people have sacrificed their family ties just to feed them! What a shame on this Government!

I could recall the late Dr Walter Rodney’s statement that the People’s National Congress (PNC) has the ‘Midas touch’ meaning that everything they touched transformed into excrement. Now the issuance of these visas have fallen by 80 per cent, compliments of the coalition Government which has run the econ-

omy into the dust and returned Guyana to mendicancy. The issuance of visitors’ visas, other things being equal, are linked to economic prosperity of a country.

Once again, the PNCled coalition Government is unleashing a socio-economic onslaught of gigantic proportions. Over 30,000 persons were dismissed while thousands of youths are without jobs and even those employed at GuySuCo have not received any increase in their wages since 2015. The majority of employees earn a paltry $10,000 (US$50) per week with a minimum wage of $2000 per day.

How is a person supposed to survive on this? Once again, Guyanese are engaged in doing all sorts of menial things to supplement their incomes, fishing is no longer a hobby for many of them and gardening is no longer therapy!

Children have once again been forced to resort to the vending of odd items and prostitution is on the rise.

We have heard the coalition Government bragging about ‘skills training’ for sugar workers but there have been no reports of jobs created and so far we have more ‘skilled’ unemployed persons. The four closed estates are still to be privatised, while they have been completely abandoned, once again the nation is losing billions of dollars on the val-

ue of canes which were left standing, deteriorating infrastructures and cannibalised factories. Minister Jordan had said he will not ‘moth ball’ them but will make them operational to increase their sale value.

What a joke! The loan of $30 billion is yet to be accounted for.

Minister Trotman had said, ‘This country as the sun rises in the East is

not going to be left behind.

Guyana will rise from Berbice’. Well Mr Minister, since the closing of the estates and your bit of poetry, the only things rising are corruption, the cost of living, the suicide rate, the crime rate and the prostitution rate among our females.

More dual citizens sitting in Parliament Dear Editor, Now that seven Members of Parliament ― three People’s Progressive Party/Civic and four A Partnership for National Unity/Alliance For Change coalition (excluding Charrandas Persaud) ― have voluntarily resigned due to the High Court and the Court of Appeal ruling on dual citizens being prohibited from sitting as parliamentarians, one wonders if there are others.

There appears to be re-

liable information that there is definitely one (and probably another one) on the Government side who is holding a foreign passport who has not declared their dual citizenship. That Minister/parliamentarian has been silently sitting in the National Assembly watching his/her colleagues resigning and being replaced. One further understands that this person is quietly processing his/her renunciation with a foreign State and trying to obtain

instead a residency status.

Were this information to be true, it would be a slap in the face of all seven MPs who have voluntarily resigned. Furthermore, the person would be in contempt of the Court of Appeal ruling. This person is devoid of any integrity and honesty and not worthy of being a Member of the National Assembly or holding an elected position in any body.

Chances are, you included things like happy, sad, excited, angry, afraid, grateful, proud, scared, confused, stressed, relaxed, amazed. Now sort your list into two categories – positive emotions and negative emotions.

Feeling both positive and negative emotions is a natural part of being human. We might use the word “negative” to describe more difficult emotions, but it doesn’t mean those emotions are bad or we shouldn’t have them. Still, most people would probably rather feel a positive emotion than a negative one. It’s likely you’d prefer to feel happy instead of sad, or confident instead of insecure.

What matters is how our emotions are balanced – how much of each type of emotion, positive or negative, we experience.

Negative emotions focus our awareness.

They help us to zero in on a problem so we can deal with it. But too many negative emotions can make us feel overwhelmed, anxious, exhausted, or stressed out. When negative emotions are out of balance, problems might seem too big to handle.

The more we dwell on negative emotions, the more negative we begin to feel.

Focusing on negativity just keeps it going.

Instead of narrowing our focus like negative emotions do, positive emotions affect our brains in ways that increase our awareness, attention, and memory

How negative emotions help us Negative emotions warn us of threats or challenges that we may need to deal with. For example, fear can alert us to possible danger. It’s a signal that we might need to protect ourselves. Angry feelings warn us that someone is stepping on our toes, crossing a boundary, or violating our trust. Anger can be a signal that we might need to act on our own behalf.

How positive emotions help us Positive emotions balance out negative ones, but they have other powerful benefits, too.

Instead of narrowing our focus like negative emotions do, positive emotions affect our brains in ways that increase our awareness, attention, and memory. They help us take in more information, hold several ideas in mind at once, and understand how different ideas relate to each other.

When positive emotions open us up to new possibilities, we are more able to learn and build on our skills.

5 WAYS to help yourself through

DEPRESSION

If you feel depressed, it’s best to do something about it – depression doesn’t just go away on its own. In addition to getting help from a doctor or therapist, here are five things you can do to feel better.

Exercise Take a 15- to 30-minute brisk walk every day – or dance, jog, or bike if you prefer. People who are depressed may not feel much like being active. But make yourself do it anyway (ask a friend to exercise with you if you need to be motivated). Once you get in the exercise habit, it won’t take long to notice a difference in your mood.

In addition to getting aerobic exercise, some yoga poses can help relieve feelings of depression. Try downward-facing dog or legs-up-the-wall pose (you can find these poses on yoga websites). Two other aspects of yoga – breathing exercises and meditation – can also help people with depression feel better.

Nurture yourself with good nutrition Depression can affect appetite. One person may not feel like eating at all, but another might overeat. If depression has affected your eating, you’ll need to be extra mindful of getting the right nourishment. Proper nutrition can influence a person’s mood and energy. So eat plenty of fruits and vegetables and get regular meals (even if you don’t feel hungry, try to eat something light, like a piece of fruit, to keep you going).

Identify troubles, but don’t dwell on them Try to identify any situations that have contributed to your depression. When you know what’s got you feeling blue and why, talk about it with a caring friend. Talking is a way to release the feelings and to receive some understanding.

Once you air out these thoughts and feelings, turn your attention to something positive. Take action to solve problems. Ask for help if you need it. Feeling connected to friends and family can help relieve depression. It may also help them feel there’s something they can do instead of just watching you hurt.

Express yourself With depression, a person’s creativity and sense of fun may seem blocked. Exercise your imagination (painting, drawing, doodling, sewing, writing, dancing, composing music, etc) and you not only get those creative juices flowing, you also loosen up some positive emotions. Take time to play with a friend or a pet, or do something fun for yourself. Find something to laugh about – a funny movie, perhaps. Laughter helps lighten your mood.

Try to notice good things Depression affects a person’s thoughts, making everything seem dismal, negative, and hopeless. If depression has you noticing only the negative, make an effort to notice the good things in life. Try to notice one thing, then try to think of one more. Consider your strengths, gifts, or blessings. Most of all, don’t forget to be patient with yourself. Depression takes time to heal. (kidshealth.org)

Tullow oil gets tax concessions without Opposition scrutiny

t was a one sided affair on Wednesday, as Finance Minister Winston Jordan moved a motion in the National Assembly confirming tax waivers for British oil company subsidiary Tullow Guyana.

The Parliamentary Opposition – Peoples Progressive Party - was not in the National Assembly on Wednesday, having announced they are boycotting while the very legal status of the Government depends on how the Caribbean Court of Justice (CCJ) rules in the No Confidence Motion cases.

“By now this is familiar territory for the house,” Jordan said. “This is probably the fourth or fifth time I’ve come to the house to affirm what has been placed in contracts and have become an obligation for the government under section 51, premised on the Petroleum and Exploration

Act of 1986.”

According to Jordan, that order empowers him as Finance Minister to modify the application of tax laws towards oil companies holding Production Sharing Agreements (PSA) with the government; specifically, as it relates to income, corporation and property taxes.

“Tullow first became involved in oil exploration (in Guyana) in 2008, when the company obtained equity in the Georgetown block and participated in the exploration Guyana essay, operated Jaguar one well in 2012.

As in many of these activities, this well failed to reach its target depth, as safety was a concern.”

He added that in 2016, Tullow and Eco signed a petroleum agreement with Guyana, to explore the offshore Orinduik block.

“Tullow acts as operator in that block and holds a 60 per cent interest. In 2017, they safely acquired 3D surveys. Good quality data was achieved, enabling drilling activities to be planned in 2019,” the minister said.

Jordan noted that along with its partners, Tullow is aiming to proceed with drilling in the Orinduik block in 2019, which would expand its commitment to Guyana’s development agenda. He pointed to its plans to drill at least two wells - Joe and Jethro- this year.

Section 15.1 of Tullow’s

contract states that “subject to Article 32 and except as provided in Article 15.2, 15.8 and… Article 15.1, no tax, value added tax, excise tax, duty, fee, charge or other impost shall be levied at the date hereof or from time to time thereafter on the contractor or affiliated companies in respect of income derived from petroleum operations or in respect of any property held, transactions undertaken or activities performed for any purpose authorized or contemplated hereunder.”

There are exceptions, such as import duties at rates set out in the Customs Act and subject to Article 21 of the contract; income unrelated to what is derived under the agreement and rent due to the government for any land rights granted or assigned.

Plans

Tullow had in February announced it was bringing forward its drilling programme from the previously scheduled end of the year to the second quarter.

It had announced that the Jethro prospect would be drilled in June.

On the other hand, its Carapa prospect in Kanuku will be drilled in the third quarter. It is understood that the net cost of the Jethro well is US$30 million, while the Carapa well will cost US$20 million.

Tullow’s partner in the Orinduik block, Eco Atlantic, had announced that drilling on the Joe prospect will begin in mid-July of this year. They had announced that the Stena forth drill ship will move directly to the Joe, after it finishes drilling the Jethro Lobe Well in the Orinduik block.

It is understood that the Joe is located in approximately 650 meters of water and will cost Eco approximately US$3 million to drill. A recently published report from international company Gustavson Associates has estimated that the well has a 43.2 per cent chance of success.

The Orinduik oil block is just a few kilometres from Exxon’s discoveries in the Liza and Payara fields.

It is under the administration of Eco Guyana and Tullow, who signed a 10year Petroleum Prospecting licence and Production Sharing Agreement with the Guyana in 2016 French firm Total E&P Activities Petrolieres entered the fray in 2017; partnering with Eco with the option to get a 25 per cent share in the block.

ed by Government after December 21, 2018 would be reviewed if the PPP wins the next General and Regional Elections. On December 21, 2018 a no-confidence motion was passed in the National Assembly and brought the Government tumbling.

The Government has since moved to the court to determine the validity of the motion, which was already certified by the Speaker of the National Assembly.

The Opposition Leader has maintained since December 21, 2018 the Government is merely in a caretaker mode.

On March 22, a divided Appeal Court ruled that a majority of 34 votes would have been needed to validly pass the No-Confidence Motion brought against the

Acting Chief Justice Roxane George had, in January, upheld the December 21, 2018, passage of the No-Confidence Motion, ruling that in Guyana’s 65-member National Assembly, a majority is 33. This, however, was appealed by Attorney General Basil Williams.

While Justice Rishi Persaud dismissed the appeal and conferred with the ruling of the High Court, his colleague appellate judges allowed the State’s appeal.

The matter has since engaged the attention of the Caribbean Court of Justice, which is set to rule on the cases soon.

Man jailed for sexually assaulting differently abled child

61-year-old man was sentenced to four years in prison for engaging in sexual activity with a differently abled child.

Octavius Williams stood before Chief Magistrate Ann McLennan, who handed down the sentence at the

Georgetown Magistrates’ Courts on Wednesday.

The prosecution’s case stated that the man engaged in sexual activity with the 13-year-old girl on January 31, 2019, at the child’s East Ruimveldt, Georgetown residence. According to the pros-

ecution’s case, the elderly man was seen entering the child’s bedroom by a neighbour. After hearing a strange sound, the neighbour called the child’s father and informed him. The neighbour was given permission to enter the home and upon en-

tering the child’s bedroom, saw the elderly man pulling up his trousers. A report was made to the East Ruimveldt Police Station, and the child was taken for a medical examination. Williams was subsequently arrested and charged.

“Tattoo Nose” slapped

A

55-year-old man was remanded to prison when he appeared on Wednesday at the Georgetown Magistrates’ Courts for the capital offence of murder.

Phillip Bacchus, also known as “Tattoo Nose” of Lot 36 Railway Mahaicony, East Coast Demerara (ECD), stood

before Magistrate Leron Daly at the Georgetown Magistrates’ Courts on Wednesday.

It is alleged that on May 9, 2019 at Princeville, Mahdia, Region Eight (Potaro-Siparuni), he stabbed Leavern Daniels.

However, the man succumbed to his injuries on May 10. The prosecu-

tion is contending that on May 9, 2019 at 23:45h at Princeville, Daniels and some friends were imbibing at a shop when the accused approached their table and requested some of their alcohol. This request was denied. It is alleged that Bacchus became annoyed and threatened to harm Daniels, after which he left.

Shortly after, Daniels was on his way to a camp when he was attacked and reportedly stabbed in the region of his abdomen by the accused. Daniels was rushed to the Mahdia Hospital, where he died. Bacchus was subsequently arrested.

The father of four was remanded to prison. The case will continue today.

Woman slapped with 6 charges after assaulting Police

eisha Burke appeared at the G e o r g e t o w n Magistrates’ Courts on Wednesday slapped with several charges of assault and disorderly behaviour.

The 20-year-old woman, who resides at Meadowbrook Gardens, Georgetown, stood before Magistrate Faith McGusty and denied the charges which stated that on May 13, 2019 at East La Penitence, Georgetown, she assaulted and unlawfully wounded Police Sergeant Odecia Johnson, who was acting in the execution of her duties. It is alleged that while the defendant was

at the East La Penitence Police Station, she unlawfully assaulted Johnson.

The second charge stated that on the same day and location, Burke behaved in a disorderly manner.

The third charge stated that on the same day and at the same location, she used indecent language. It is also alleged Burke resisted arrest from Sergeant Johnson, during which time she unlawfully assaulted her causing actual bodily harm.

She was also accused of damaging spectacles belonging to Johnson valued $40,000.

The court heard that on

May 13, Officer Johnson was carrying out her duties at East La Penitence Police Station when she noticed a female standing in the building. Johnson then called a male officer, who was sent to enquire why the woman was standing inside the station and to inform the defendant to stand outside. Burke then began to use indecent language while leaving the station.

Johnson after seeing the commotion attempted to arrest the defendant, during which time she dealt the officer several punches to her face, breaking her spectacles.

Police Prosecutor Ceon Blackman objected to bail based on the seriousness of the offence.

In a bail application on her own behalf, Burke told the court that she went to the station because she heard a friend was arrested. The defendant said she spoke to the officer at the station desk and they told her to wait outside. She continued by saying while walking outside the Virtual Complainant then approached her in an unpleasant manner and she got upset. She was released on $80,000 bail. The case will continue on May 29, 2019.

mixed 12-member jury on Tuesday unanimously delivered a not-guilty verdict for Cliff Semple in the Sexual Offences Court before Justice Brassington Reynolds after being in deliberation for two hours.

It was alleged that on

August 9, 2016 in the county of Demerara, Semple engaged in sexual activity with a child under the age of 16 years old.

Semple had pleaded not guilty to the offence and had been represented by Attorney Adrian Thompson while the State’s case was presented by

Prosecutors Lisa Cave and Sarah Martin.

Justice Reynolds while informing Semple that he was now a free man, admonished him to grasp the second chance given to him and stay clear of future trouble, as he told the former accused that this was the closest he would

want to get to a life sentence.

“You have to count your lucky stars; this is the closest you want to get to a life sentence,” the Judge stated.

As such, Semple exited the court a free man while the victim’s relatives seemed unsatisfied with the jury’s decision.

Accused in “cricket bat” murder to know fate soon

he two remaining witnesses in the murder of 40-yearold Deonarine Manbodh, also called “Ramesh”, on Wednesday took the stand at the Demerara High Court before Justice Navindra Singh and a 12-member jury.

Twenty-two-yearold Jonathan Budhan is accused of murdering Manbodh on October 25, 2016. The accused is represented by Attorney Nigel Hughes in association with Kezia Williams and Ronald Daniels. Meanwhile, the Prosecutors are Tuanna Hardy, Teriq Mohammed, and Abigail Gibbs.

The aunt of the accused, in her testimony, told the court that prior to Ramesh’s demise, she would frequently get complaints from her

nephew about the victim’s offensive behaviour towards him. She noted that although this was the case, the accused did not retaliate.

Meanwhile, under cross-examination the court heard that on the day of the incident, the accused arrived home in tears and related what had occurred on his way home. According to the witness, the accused related that he was embarrassed and assaulted by the now deceased man because he accompanied his niece home.

It was further disclosed that after that confrontation, the now deceased man, as he was annoyed by the incident, visited the home of the witness, which resulted in a scuffle between the accused and the victim.

Murder accused: Budhan

During the scuffle, Manbodh was lashed to his head with a bat by the accused. The witness also admitted that she was aware that the victim had died several days after the incident occurred.

On the other hand, Meena Manbodh, 20, the niece of the now deceased man, admitted to the court that she and the accused

shared a relationship. She further stated that on the day of the incident, she witnessed her uncle embarrassing and pushing Budhan, but he did not retaliate and walked away.

While under cross-examination, the witness hesitantly admitted that Budhan would complain to her regarding the names he would be called by her uncle; nevertheless, she denied that she ever witnessed any of these incidents prior to October 25, 2016.

On conclusion of the testimony, both the defence lawyers and State Prosecutors made their final submissions to both Justice Singh and the empanelled jury.

The case will continue on May 17 when the accused is expected to know his fate.

PNC can run…

…but can’t hide corruption

here’s the old saw, “moon ah run till daylight ketch am”. Well, the PNC’s no moon, but looks like “daylight” has caught up with it!! They just couldn’t leave well alone…they felt compelled to list their “achievements” on their fourth anniversary of sliding into office. And thereby provided such a wide target to be scrutinized, even folks friendly to them had to pipe up about the gaping holes in the narrative that even a rice combine could pass through!!

Yesterday, your Eyewitness raised the conundrum of “corruption”, which the PNC-friendly Kean Gibson felt had been elided. What the lady with the Hindu bee-in-herbonnet missed was, it wasn’t Granger’s “naiveite” that made him turn a blind eye to the venality permeating his regime through and through. It was Granger’s hero Burnham who’d turned Lord Acton’s aphorism on its head: corruption BECAME power and absolute corruption became absolute power – which of course, Burnham craved! The point of it all – once you’re dealing with the PNC, you’re dealing with corruption since they are always ready to return to that wellspring of corruption – rigging elections!! There’s nothing Granger can do about corruption: according to him, he’s been a staunch PNC since a callow youth!!

Look at what he’s has done with GECOM. Is it any different from what Burnham did from 1968 onwards under Harry Bollers than what he’s doing with James Patterson??

Probity, like morality, is always poised on a slippery slope – once you slip you slide!! And rigging elections is about the slipperiest slope you can find: there are so many folks “on the in”, those at the top of the echelon like Granger can’t retain any moral capital to pull up anyone caught with their hand in the cookie jar!! It’s not much of a stretch from “stealing votes” to “stealing notes”!!

Anyhow another PNC-sympathiser, the venerable EB John, was forced to call out Granger’s regime for papering over their rape and unspeakable violation of Guysuco and 7000 workers they fired. John wanted to know what happened to that sale of the four closed estates the Special Purpose Vehicle (SPU) was formed to execute??

After the breathless announcements of scores of bids being received, suddenly there was only 10 when the box was opened!! And now six months later, we haven’t even had a squeak about those!!

We do know the SPU floated a $30 BILLION Bond to “facilitate” the sale – but all we know they’ve done is to spruce up the Senior Staff clubhouse at LBI and throwing lavish pool side parties!!

Question is, who paid the $150 million in interest that was due April 1st??

If this isn’t corruption, then, what is?

…but not from shame

Jagdeo’s no-confidence motion has irreparably damaged the confidence of the PNC under Granger. Some are even questioning his legitimacy to be at the helm of the party. About the only thing saving him from being thrown overboard is the sympathy vote he might pull at the next elections. Look at what the Jagdeo’s NCM has wrought to the PNC: they’ve been made into a laughing stock in the eyes of the senior members of the Caribbean Legal Fraternity!!

And make no mistake about it – it doesn’t even matter what the outcome of the CCJ’s decision will be. The founding fathers of the British Caribbean left a tradition steeped in the law. And even the few like Eric Williams who weren’t, had a healthy respect for respecting the “forms” of propriety steeped in tradition of Chancellery and Court.

Burnham bent to the Speaker even when he walked out of Parliament!!

You can’t step into a court of law and argue such arrant nonsense!!

Even the bonds of Caribbean affinity will become strained!

Body in shallow grave

Husband confesses to shooting, burning wife’s body

T

he husband of 37-yearold Zaila Sugrim, whose body was discovered on Tuesday in a shallow grave at Crane, West Coast Demerara (WCD), has confessed that he shot his wife to the head and then set her body on fire before burying it.

In his confession to Police on Tuesday, the businessman detailed how he killed his estranged wife. Sugrim’s body was found on a property near her husband’s home after she was reported missing on Saturday last.

On Tuesday, Police swooped down on the businessman after they received

information that he picked up his estranged wife at Vreed-en-Hoop, West Coast Demerara, and that was the last time she was seen alive.

Investigators made a major breakthrough after an examination of the man’s car revealed blood in the trunk.

Speaking with Guyana Times, Sugrim’s borther, Ahmad Haniff, said his sister was burnt beyond recognition. Sugrim went missing on Saturday after she left her brother’s Golden Grove, East Bank Demerara (EBD) home to be picked up by her estranged husband at the Vreed-en-Hoop Stelling.

reportedly visiting her estranged husband’s home to celebrate one of their children’s birthday. However that was the last time she

was seen alive.

Relatives told this newspaper that Sugrim suffered 15 years of abuse at the hands of her husband and was forced to stay away from her relatives.

In 2018, Sugrim had finally mustered up the courage to leave her husband, the owner of a gas station, which is located in front of the house where they lived and a stone throw away from where her body was found.

Relatives said Sugrim’s decision to leave her husband was made following a severe beating, which left her hospitalised. After contacting her family after years of no com-

munication, Sugrim took the suspect to court where he was charged for unlawfully and maliciously causing her bodily harm.

However, after informing the court that he was the sole breadwinner for his family, he was released on bail was ordered to not go within 100 feet of the now dead woman.

On Thursday last, Sugrim’s brother said his sister had visited the suspect’s home where she spent time with her children. That visitation was without incident and as such, Haniff noted that his sister informed him that she was going over again on Saturday.

However, the family became worried when several calls placed to Sugrim’s phone on Saturday evening went unanswered.

As such, on Sunday morning, a report was made at the Diamond Police Station.

After relatives made additional reports on Monday at the said Police Station, a group of ranks swooped down on the suspect’s home.

After much interrogation, the suspect finally broke down and confessed that he indeed killed his estranged wife and led Police to where he buried her body.

Govt tables $3.4B supplementary paper for GECOM According to the Party, in accordance with the Constitution and the FMAA, GECOM’s full 2019 budgetary allocation should have been transferred in a lump sum to the Commission by February 2019 latest.

Moreover, the Party noted that the Finance Secretary had, via letter which was presented to the full Commission during its weekly statutory meeting on Tuesday, May 14, 2019, advised that the matter was outside of the remit of the Finance Ministry.

The Party reiterated that the issue of funding is the latest hurdle thrown up by the Government-influenced par-

ties at GECOM. This is despite the fact that the laws of Guyana are clear on funding for constitutional agencies like GECOM.

House-to-house registration

On the issue of GECOM’s push towards a new national house-to-house registration, the PPP noted that despite claims from the Commission that it can be completed by November, such a process cannot be credibly, nor accurately completed within six months.

Further, the PPP said it has grave reservations about the planned move to de-register thousands of Guyanese voters who will be subject to a reg-

istration requirement that is unconstitutional and illegal.

“Moreover the unnecessary nature of a new national house-to-house registration, at this point, was underscored by none other than GECOM’s Legal Officer, Excellence Dazzell.

An opinion expressed by Dazzell, dated May 13, 2019, states that: “the use of the work ‘revise’ [in the Election Laws (Amendment) Act 15 of 2000] suggest that the process is not one where a ‘new’ list is generated, but one where the most recent list is updated or amended….I therefore advise that procedures be put in place to ensure the revi-

sion of the list, otherwise the Commission would be acting in defiance of the law and may prejudice any by-election that may become necessary.”

Supplementary paper

With the possibility that the Caribbean Court of Justice ruling that the Noconfidence Motion against Government was validly passed on December 21, 2018, Government has moved to the National Assembly to request

$3.4 billion for GECOM. During Wednesday’s sitting of the National Assembly, Finance Minister Winston Jordan announced the tabling of a $7.9 billion supplementary paper. Of that amount, $3.4 billion will be requested for GECOM, which has consistently complained of being hampered by lack of finances.

“I present to the National Assembly financial paper number one of 2019, supple-

mentary estimates current and capital, totalling $7.9 billion, for the period January 1, 2019 to December 31, 2019 and I name May 23 for consideration of the financial paper,” Jordan informed the House.

When asked on the sidelines of Parliament, Minister Jordan explained that the money is just in case GECOM should need it. He added that if there are no elections, the money would not be used.

Republic Bank’s Visa debit cards hacked …millions missing from customers’ accounts

…Bank says security measures being implemented

ustomers of Republic Bank (Guyana) are reeling as millions of dollars are missing from their accounts. Over the past week, several customers have complained that monies are missing from their accounts and some even took to social media to call the Bank out for the discrepancy.

On Wednesday, the Bank finally publicly confirmed that the monies were indeed missing after previously denying knowledge of the reports. Earlier in the week, after several customers reached out to Guyana Times about their missing money, a call to the Bank by this publication was met with denial

by one of the managers.

One customer related to this newspaper that on Saturday last he visited the Republic Bank Automatic Teller Machine (ATM) at Vreed-en-Hoop, West Coast Demerara to do a transaction, but he received a notice saying there were insufficient funds to honour the requested amount. He said this prompted him to conduct a balance inquiry and to his astonishment his account only had $9000. The customer said that he was left speechless, since he was aware that his account had over $140,000. He said that on Monday, he went to the Bank and made a report and

was given a dispute form to fill out. He said that he was advised by the teller that the investigation process for such a claim takes between 60 to 90 days. He said that he was also informed that the matter has to be investigated by the Bank’s Trinidad branch.

The customer expressed dissatisfaction with the response by the Bank, adding that when he enquired about reimbursement, he was not given positive feedback.

Meanwhile, another customer said that he too was left shocked when he realised that $2 million was missing from his account. He said an inquiry revealed that mon-

ey was deducted from his account to pay for several online purchases.

Another customer said that she went to the ATM and found that $60,000 was missing and went right away to the Bank. She said she too was given a dispute form to fill out. The young lady slammed the Bank for not being honest with its customers about the hacking incident.

Additional security measures

On Wednesday, Republic Bank (Guyana) confirmed that some of its customers have been impacted by recent fraudulent activity on its Visa International Debit cards.

The Bank said that ad-

ditional security measures have been put in place to reduce further impact, and as a result, some customers may experience interruptions in service.

In a statement, the Bank said it was taking the necessary steps to regularise all affected accounts using a well-defined, standard process, focused on reducing customer inconvenience. “The Bank regrets the inconvenience to its customers and advises that impacted customers will be asked to confirm and validate their transactions to assist with this process,” it stated.

According to the Bank, it was able to quickly identify

cases where customers’ cards were compromised and was able to effectively minimise the risk to other customers.

The statement highlighted that the Bank would continue to ensure that the most up-to-date security was available through all of its channels for the financial safety of the Banking public.

“The Bank also takes this opportunity to remind customers of the need to be vigilant when using their debit cards and monitoring their account activity.”

As of recent, several customers have complained of unauthorised deductions and transactions being made utilising their Bank accounts.

President announces plans to reshuffle Permanent Secretaries …unsure about appointing a new Vice President

ith the recent parliamentary resignations and Cabinet reshuffling, Guyana is now short of a Vice President, but President David Granger stated on Wednesday that no decision has been made on who or if anyone at all will be taking up the post.

Former Foreign Affairs Minister Carl Greenidge was one of Guyana’s four Vice Presidents. Since his resignation as a result of his dual citizenship status, there are now three Vice Presidents. The country’s other Vice Presidents are Prime Minister Moses

Nagamootoo, Public Security Minister Khemraj Ramjattan and Indigenous Peoples Affairs Minister Sydney Allicock.

Speaking with media operatives on the sidelines of an event on Wednesday, President Granger stated a decision is yet to be made.

Since Greenidge’s resignation, Dr Karen Cummings has taken up the role as Foreign Affairs Minister.

“Minister Karen Cummings has replaced him (Greenidge) as Foreign Affairs Minister but we have not decided yet whether an additional Vice

President will be appointed at this point in time,” the President told the media on Wednesday.

With the possibility of elections looming, President Granger nonetheless hinted at more changes within the various Ministries. This will be revealed between the ending of May and the beginning of June, he said.

Justice, protection must be for all – US Ambassador tells LGBT community United States Ambassador to Guyana, Sarah-Ann Lynch on Wednesday reminded that persons from the Lesbian Gay Bisexual Transgender (LGBT) community are subjected to equal treatment, while mentioning that justice and protection must be for all.

She shared these words during the celebration of International Day Against Homophobia, Transphobia and Biphobia (IDAHOTB) at the Pegasus Hotel, in the company of Government and Opposition members and other officials from the diplomatic corp.

IDAHOTB is celebrated on May 17 and is seen as the day to raise awareness on the violation of LGBT rights.

As such, the Ambassador shared that there must be inclusivity with individuals from the LGBT society.

Business Minister Haimraj Rajkumar; and new Public Service Minister, Tabitha Sarabo-Halley.

Cabinet members were reshuffled with Junior Ministers Annette Ferguson and Simona CharlesBroomes being transferred to their new posts after they were transferred from the Ministries of Public Infrastructure and Natural Resources, respectively.

Minister Ferguson was appointed Housing Minister within the Communities Ministry, while Minister Broomes holds the mantle for Youth Affairs within the Ministry of the Presidency.

Moreover, Minister Valerie Patterson-Yearwood was also reassigned as Minister of Rural Affairs within the Agriculture Ministry.

Harmon has since been appointed as Director General of the Ministry of the Presidency.

emerara Distillers Limited (DDL) Group Chairman Komal Samaroo has been re-elected to serve as Chairman for the West Indies Rum & Spirits Producers Association (WIRSPA) and plans to engage Caribbean leaders on the importation of duty-free rums.

He was elected to continue serving in the capacity when rum producers from the Caribbean Community (Caricom) and the Dominican Republic

met with members of WIRSPA earlier this month in St Lucia for the biannual Directors’ and Annual General Meetings.

Speaking at the event, Samaroo said that the availability of imported duty-free spirits to both visitors and locals alike, whether through legitimate sale or through (tax) controls, is a real threat to regional domestic markets.

“We have recently placed this as an active issue before Caricom Ministers of Trade and we

will work with Governments to address these challenges which impact so negatively on our international competitiveness,” Samaroo is quoted as saying by the Association in a release to the media.

During the two days of meetings, Caribbean rum producers were urged to exploit the potential of the regional tourism industry to build their brands.

Dominic Fedee said there was tremendous opportunity for the Region’s two preeminent brands – tourism and rum.

The Minister at a tasting of Authentic Caribbean Rums (ACR) shared that some of the best rums are being produced right in the Region and must be promoted. He said, “As a people we need to be prouder of our indigenous world-class brands… many persons aspire to foreign brands, while consumers in those self-same countries crave

our products.”

Minister Fedee reminded those in attendance that millions of visitors pour into various Caribbean countries each year which presents a unique opportunity for them to sample and purchase the high-grade products, whether on board a ship, in resorts or in their respective touring initiatives.

In response to the Minister’s call, the reappointed Chairman informed that, “The potential to improve the visitor package and to increase exposure of our high-quality premium brands through leveraging our 300-plus years of rum history and heritage are well appreciated, and an opportunity our producers are actively addressing.”

Meanwhile, St Lucia Distillers Managing Director Margaret Monplaisir, in her remarks, underscored the importance of visitors and shared the country’s plans for tourists.

“Visitors are an increasingly important part of our business model. We are currently planning a major investment in a new visitor facility that will expose the best of St Lucia and, of course, the best of our rums,” she revealed.

Criminal charges possible in SOCU fraud probe – Minister …file sent for legal advice

he recent revelations of fraud at the Special Organised Crime Unit (SOCU), the orgainsation that is supposed to be investigating fraud, has prompted the legal advice of the Director of Public Prosecutions (DPP) being sought by the police, with Public Security Minister Khemraj Ramjattan revealing that criminal charges may be filed against officers.

The minister made the revelations while speaking on the sidelines of the National Assembly on Wednesday. According to Ramjattan, the audit into SOCU made some damning allegations and legal advice will be needed on how to proceed.

“It is not a nice report.

It had some damning allegations. But these are operational matters now, the implementation of the recommendations is in the hands of the (Police) Commissioner. I understand the commissioner, because of the damning nature of the allegations, has decided to take it to the DPP Chambers and the Legal Advisers. That will take some time.”

“I don’t know, I rather suspect there might be,” Ramjattan added, when asked if the seeking of legal advice from the DPP indicated the possibility of criminal charges being filed against the offending officers in the unit.

However, Ramjattan refuted contentions that the

tainted integrity of the unit necessarily affected the cases which it investigated… most of which involved former People’s Progressive Party (PPP) officials. Some of these cases have already been thrown out by the courts for various reasons.

“I don’t think it will affect the cases. In a unit, you have the police. Police are known to do grievous things. It doesn’t mean the entire police force and their investigations in other matters will be necessarily undermined.”

“I doubt whether that will be undermined.

Because what you find in these investigations, there are other witnesses dealing with certain offences that others might have committed,” Ramjattan added.

Following the revelations against SOCU, the parliamentary Opposition – Peoples Progressive Party had called for the shutting

ties that included falsified records and missing documents. According to reports, there was even a case of an official who alleged his

signature was forged. In addition, there are reports of listed expenditure being concocted and receipts being backdated.

New Surinamese Ambassador to Guyana appointed

…pledges to deepen cultural ties with Guyana

resident David Granger on Wednesday accepted a letter of credence from Ebu Jones at the Ministry of the Presidency, accrediting him as the new Surinamese Ambassador to Guyana.

With the appointment of the new Ambassador, both Guyana and Suriname are seeking to improve their bilateral relationship through initiatives for sustainable development.

In the presence of Foreign Affairs Minister, Dr Karen Cummings and Director-General of the Foreign Affairs Ministry, Audrey Jardine-Waddell, Ambassador Jones posited that his country is looking at deepening cultural ties with Guyana.

According to him, both countries have displayed mutual respect and understanding for each other since the establishment of their bilateral relationship in 1975, which has witnessed continuous collaboration in a num-

ber of sectors, including agriculture, fisheries, forestry and health. Going forward, Suriname is also seeking to boost trading operations with Guyana with the prospects of other collaborations.

“The Government of Suriname believes that the main focus and cooperation should be placed on achieving sustainability and in the pursuit of the development of country and people. It is therefore important and necessary that an atmosphere of peace, togetherness and friendship is being sustained. Emphasis should be placed on what binds us rather than what divides us,” the newly accredited Ambassador related.

He added, “There is even more potential for collaboration in the sustainable use of our natural resources as well as exploring environmental tourism and agriculture opportunities both countries have to offer. Suriname also looks forward towards deepening the cultural relation-

ship and intensifying economic trade activities.”

President David Granger acknowledged his letter of credence, adding that the main focus will surround regional peace. This includes the elimination of illegal migration and money laundering among other issues which are seen as threats.

“Guyana is committed towards ensuring that the South American continent remains a zone of peace.

Peace in our region could be endangered by transnational threats such as trafficking of illegal weapons, narcotics and people; illegal migration; money laundering, environmental hazards and territorial controversies,” the president said.

The idea of eradicating these issues were welcomed by both countries, who saw the appointment as an opportunity to combat difficult challenges faced in the past.

Meanwhile, Trevor Hollenkirk, a recovering addict who has been clean for 20 years, is also a part of the Executive Committee for Life Reform and a counsellor. He shared his experience and the hardships he endured as an addict and hopes his story will touch the lives of others who are struggling with substance abuse.

He has travelled throughout the country educating persons of the dangers of substance abuse and sharing his story with vulnerable groups. He related how he managed to change his life for the better after battling with substance abuse

from the age of 11 years. He is confident that the organisation will serve its intended purpose with success. He urged youths to refrain from the use of illicit drugs and alcohol. “For those of you youths that might want to try marijuana. Put it down right now. It does nothing for you but destroy your life. It doesn’t help you with school work or in any other area. Leave it right where it is,” he urged.

Also part of the Executive Committee of Life Reform are Lavern Fraser, the Secretary; and Kasper Carter, Vice Chairman, who were all in attendance at the launch.

Moderator Kirt Jardine expressed gratitude for the establishment of such an organisation which he is confident will impact positively on the lives of those battling substance abuse and Guyana on the whole.

Organisation tackling substance abuse launched

he Life Reform, an organisation registered under the Ministry of the Presidency, was launched on Tuesday and its main goal is to address the issues of substance abuse affecting youths in Guyana.

The Life Reform – Making Strides to Save Lives, was created with the intention of bringing about the transformation that is urgently needed in Guyana in relation to issues such as the abuse of illicit substances by youths.

According to the organisation, data from research studies in Guyana shows young people are the most vulnerable group to substance abuse and first use has been recorded in the 1014 years’ age group.

Chairman of the organisation, Phillip Drayton, during a simple launching ceremony at the Racquet

Centre on Tuesday revealed that research has shown that some 70 per cent of youths in today’s society believe it is okay to smoke or consume alcohol. He added that 35 per cent of parents are consuming mood and mind altering substances and 80 per cent of society does not understand the real dangers of substance misuse.

“Our members began to work towards a free Guyana by engaging our certified and experienced drug treatment specialists, social workers, counsellors, psychologists, and psychiatrists who will assist the general public and persons suffering from substance misuse or any form of mental illness to determine the level of treatment necessary for each individual and intervention necessary for each individual so that misuse can be arrested and

recovery can become possible,” Drayton explained.

He pointed out that Life Reform will soon be rolling out awareness campaigns focusing on drug education and prevention programmes and outpatient services including regular and programmed meetings countrywide.

A major project which Life Reform is focused on is the Secondary School Drug

Education and Prevention Programme, a life skills programme which teaches the necessary skills to assist young people to improve their knowledge and to encourage the development of defensible values.

outh Week 2019 was launched on Wednesday and would involve the participation of some 5000 youths from across all administrative regions of Guyana.

Youth Week will be observed from May 18 to May 25, 2019 under the theme “Inspire and Build Resilient Youth.” The Youth Week activities serve to create a platform for young people to participate in national events as equal and recognised citizens of this country. Further, the event seeks to promote among youths an awareness to remain steadfast in defence of territorial integrity.

Currently, the youth unemployment rate in Guyana stands at 22 per cent, as the end of 2018.

Speaking at the launch at the Social Cohesion Ministry, Director of Sport (ag) Leslyn Boyce said that Youth Week activities were geared towards inspiring young people to commit themselves to pursuing the type of technical, vocational and entrepreneurial skills training to boost a green economy. She added that the Week further sought to provide an opportunity for youths across Guyana, regardless of political preference or religion, to be united for a better cause.

She said too that the Department was working to ensure certification that was accredited and valuable for Technical and Vocational Education and Training (TVET) programme so that youths would be more confident in enrolling in these

courses.

Youth Week activities will kick off in Region Six (East Berbice-Corentyne) on May 18 with a Youth Rally to spread awareness on issues relating to mental health. PYARG Field Officer Ewin Enmore said the Youth Rally would be held in that region this year as it was one of the regions plagued with troubled youth. He said the aim of the rally was to sensitise youths about mental health and locations where they could access assistance as well as ensure that attention and love were shown to those suffering from mental health issues.

He added that the objectives were to reduce the stigma associated with mental illness, strengthen collaboration between the Department of Youth and

other stakeholders, and reduce suicide rates in Region Six. Department of Youth Senior Research, Planning and Development Officer, Adeli De Jesus, who outlined the activities planned, said this year’s Youth Week would focus heavily on unemployment among youths as well as their mental health and wellbeing.

Some of the activities a youths’ roundtable discussion on unemployment on May 21 and a mental health activity on May 22.

The Youth Department said that the activities were open to members of the public and encouraged interested participants to visit its Facebook page for updates or visit its office at Lot 91 Middle Street for any necessary assistance.

he Georgetown Mayor and City Council (M&CC) has announced that vending along the parade route for Guyana’s Carnival on May 26 will cost between $10,000 and $15,000. The price can be reduced, according to Mayor Ubraj Narine, as this is just the second year Carnival is being hosted and they are trying to reel in vendors while giving them an opportunity to earn a few extra dollars.

This was revealed during a press conference hosted at City Hall on Wednesday morning by Hits and Jams Entertainment, in collaboration with the M&CC. City Hall intends to rent approximately 800 spots to vendors; however, those found without permits on Carnival day will be removed. Each spot will measure 10 feet by 10 feet.

The arrangement will remain the same for the flag raising ceremony set for the evening of May 25 at D’Urban Park. For this year’s celebration, City Hall has asked that no glass bottles be used as it intends to create a child-friendly environment.

Although the event takes into consideration the children, no trampolines will be allowed at the event so as to have persons

On May 26, vending will be allowed at Station Street, Kitty, along Irvin Street to Church Streets, and in the vicinity of the 1763 Monument and in D’Urban Park itself.

National Assembly pays respect to Bernard De Santos, Sir Fenton Harcourt Ramsahoye

he National Assembly on Wednesday observed a moment of silence for the passing of former Members of Parliament, Sir Fenton Harcourt Ramsahoye and Former Attorney General Bernard De Santos.

Ramsahoye, who served in the National Assembly from 1961 until 1973, passed

away on December 27, 2018, in Barbados at the age of 89.

Bernard De Santos served in the Parliament from 1992 to 2011. He passed away at age 80 on March 8, 2019.

Both Ramsahoye and De Santos have been regarded as giants in the legal profession.

De Santos was the

first Attorney General appointed by the late former President, Dr Cheddi Jagan following the 1992 General and Regional Elections.

Ramsahoye was Attorney General of British Guiana from 1961 to 1964 and a member of the Board of Governors of University of Guyana from 1962 to 1964. He was appointed a

D’Urban Street man remanded for stabbing vendor

A

20-year-old mechanic was remanded to prison on Wednesday by Magistrate Faith McGusty at the Georgetown Magistrates’ Courts for unlawful wounding.

Brandon Singh of Lot 88 D’Urban Street, Georgetown, plead not guilty to the charge, which stated that on May 11, 2019 at Merriman Mall, Bourda, Georgetown, he unlawfully wounded Roy Cummings.

The prosecution is contending that on May 11, 2019 at about 16:40h at Merriman Mall, the Virtual Complainant (VC) was

standing at his business, which is located at the Mall, when he observed the defendant acting in a suspicious manner. According to the prosecution, the VC then approached Singh and told him about the way he was acting but he became annoyed.

One of the VC’s staff and the defendant, along with his friends, got into an argument after the men deliberately stepped on the items that were being sold by the VC. The defendant armed himself with a pair of scissors and stabbed the VC to the right side of his abdo-

men. Cummings was taken for medical attention and the matter was reported to the Police.

Police Prosecutor Annalisa Brummel objected to bail. In court on Wednesday, the VC informed the Magistrate that he has video footage of the defendant and his friends robbing Cubans among others passersby at the said Mall.

Magistrate McGusty upheld the request for bail to be refused. The man was remanded to prison and the case will continue on May 29.

US orders suspension of flights Brazil: Education cuts spur biggest protests between the US and Venezuela yet against Bolsonaro Government

he US Department of Transportation on Wednesday ordered the suspension of all commercial passenger and cargo flights between the United States and Venezuela, citing reports of unrest and violence around airports in the South American country.

Many international airlines had stopped flying to Venezuela anyway because of security concerns and disputes over money they say the Government owes them.

But domestic airlines, including Laser Airlines and Avior Airlines, had been offering services to Miami.

Some Venezuelans also expressed concern about the impact of the ban on people receiving food and other provisions via cargo planes from relatives abroad to help them weather a humanitarian crisis.

In a letter to the Transportation Department requesting the halt, the Department of Homeland Security said “conditions in Venezuela threaten the safe-

ty and security of passengers, aircraft, and crew travelling to or from that country.”

Venezuela’s Information Ministry did not immediately respond to a request for comment.

Laser Airlines said it would maintain service to the United States through a layover in The Dominican Republic.

In a tweet, Laser said it would continue offering two flights between Miami and Caracas each day with layovers in Santo Domingo.

An Avior representative did not immediately respond to requests for comment.

Copa Airlines, which operates flights between Caracas and its international hub in Panama City that allow passengers to continue on to the United States, said in an email that its operations would not be affected by the measure.

But many of the millions of Venezuelans who have fled the crisis in recent years use US-based companies to ship goods to relatives in the country via cargo planes, and the measure prohibiting direct flights could raise costs, said Marcos Gomez, Amnesty International’s Venezuela director. New T&T Opposition Senator sworn in to replace Attorney who resigned after facing corruption charges

nother lawyer has been sworn in as an Opposition Senator in Trinidad to replace Attorney Gerald Ramdeen, who resigned last week after being slapped with corruption-related charges.

Ashvani Mahabir was sworn in Wednesday morning.

In a statement announcing his appointment, the United National Congress (UNC) said the Attorneyat-Law and communications consultant brings to the Parliament “wide and extensive academic and profession-

al qualifications as well as significant and widespread experience in the fields of law, political communications and strategy, research, public relations and management”.

“Over the years, Mahabir has exhibited strong commitment to the party’s philosophy and ideology. Mahabir’s appointment is a reflection of the UNC’s policy commitment in ensuring young people’s right to contribute, to participate and be incorporated in our democratic processes,” the party said.

Mahabir replaces Ramdeen, who has been

charged alongside former Attorney General Anand Ramlogan in connection with a legal fees kickback scheme during the Attorney General’s 2010-2015 tenure under the previous Administration.

He has maintained his innocence, and described the allegations against him as malicious, vindictive and politically motivated. But as he stepped down from his Senate position, Ramdeen said he was doing so as he did not want his personal circumstances to hurt his party’s chances in the next General Elections. s Jamaica continues to grapple with a prolonged drought, Prime Minister Andrew Holness has announced several initiatives to improve the supply of water to the Corporate Area and the south-eastern parish of St Catherine, estimated to cost US$160 million.

Among the new measures he announced Tuesday is the construction of a 15-milliongallon-per-day water treatment plant in St Catherine.

The new plant will be established under a public-private partnership (PPP) arrangement, with the private entity being responsible for financing, designing, constructing, operating and maintaining this plant and selling water to the National Water Commission (NWC).

The total cost to develop the project and construct the new water treatment plant is estimated at US$60 million.

fficials in Mexico City have declared an environmental emergency after air pollution in the Mexican capital reached levels potentially dangerous to human health.

They urged those at particular risk to stay indoors and restricted the number of cars which can be driven in the city on Wednesday.

Smoke from nearby forest fires has contributed to the spike in pollution.

The city has been wrapped in a smoky haze for days.

Mexican photographer Santiago Arau tweeted video taken from a drone showing the extent of the pollution.

Particulate matter measuring 2.5 micrometres or less, known as PM2.5, reached 158 micrograms

per cubic metre of air at one measuring station on Tuesday morning, more than six times the World Health Organisation (WHO) daily mean recommended limit.

PM2.5 particles are thought to be particularly damaging because they are so small, they can penetrate the deepest parts of the lungs.

More than 21 million people live in Mexico City's metropolitan area and it was once infamous for its poor air quality. Air pollution levels dropped in the late 1990s, but have again been on the rise in recent years.

Fighting grips Yemen’s Hodeidah US pulls ‘non-emergency staff’ from Iraq as Iran tensions mount port, complicating peace moves

he US State Department has ordered the departure of “non-emergency employees” from Iraq, amid rising tensions between the United States and Iraq’s neighbour Iran.

Staff at the Embassy in Baghdad and the Consulate in Irbil must leave as soon as possible on commercial transport.

Meanwhile, the German and Dutch armies have suspended training Iraqi soldiers.

The US military said on Tuesday that the threat level in the Middle East had been raised in response to intelligence about Iran-backed forces in the region.

It contradicted a British General who had said there was “no increased threat”.

Chris Ghika, deputy commander of the global coalition against the Islamic State group, had told reporters that

Iraq’s Prime Minister said it had not observed “movements that constitute a threat to any side”

measures in place to protect US forces and their allies from Iran-backed militias in Iraq and Syria were “completely satisfactory”.

President Donald Trump, meanwhile, took to Twitter to dismiss rumours of White House infighting over his “strong policy in the Middle East”, adding: “I am sure that Iran will want to talk soon.”

A State Department spokesman said: “Ensuring the safety of US Government personnel and citizens is our

highest priority and we are confident in the Iraqi security services’ [ability] to protect us.

“But this threat is serious and we want to reduce the risk of harm.”

Rebels hope to kill off May’s Brexit deal in ‘last-chance’ vote

rexit-supporting rebels in British Prime Minister Theresa May’s Conservative Party said on Wednesday they would vote down her European Union divorce deal when she brings it back to Parliament next month.

Britain had been due to leave the EU on March 29,

but Parliament has three times rejected the withdrawal agreement May struck with Brussels. The United Kingdom is now scheduled to leave, with or without a deal to smooth the exit, by October 31.

Defeat in the vote would likely spell the end of May’s divorce deal and probably her premiership.

China’s Xi Jinping urges openness amid trade war

hinese President Xi Jinping has called for openness between countries and denounced racial supremacy as “stupid” amid rising trade tensions with the US. The remarks on Wednesday were made in Xi’s first public address since the US-China trade dispute escalated, with tariff hikes on both sides.

Xi did not mention the US or the trade war directly, but focused on presenting China as an “open” country.

He said different civilisations were not destined to clash.

“Thinking that one’s own race and culture are superior, and insisting on trans-

Alabama passes bill banning abortion

labama has become the latest US state to move to restrict abortions by passing a bill to outlaw the procedure in almost all cases.

The law includes a ban on abortion in cases of rape or incest.

Supporters say they ex-

pect the law to be blocked in court, but hope that the appeals process will bring it before the Supreme Court.

They want the court, which now has a conservative majority, to overturn the 1973 ruling legalising abortion.

Alabama’s 35-seat Senate is dominated by men, and

none of its four female senators backed the ban which will now go to Governor Kay Ivey.

She has said she will only sign it into law once she has considered it.

ed the Christchurch Call’s aims, but was “not currently in a position to join the endorsement”.

The comments came as five of the world’s biggest tech companies pledged to tackle extremist material.

In its statement, the White House said it agreed that tech companies needed to regulate content, but stressed the need to protect freedom of speech.

fter inspiring Manchester City to the Premier League title, Sergio Aguero will be included in Argentina‘s provisional squad for the Copa America.

Aguero hit 21 Premier League goals this season to ensure Pep Guardiola’s side edged out Liverpool to defend their title.

And after international exile since last year’s World Cup in Russia, Aguero now looks set to return, according to Reuters. The Argentine Football Association (AFA) was set to confirm the 40-man squad on Wednesday before whittling it down to a 23man squad in two weeks.

“Kun (Aguero) will be in the call-up,” said one source with the Argentine national team who asked not to be named. A second source at the AFA confirmed

the return of the striker, saying that his goalscoring statistics spoke for themselves.

Griezmann announces departure to open door to US$139M Barcelona move “I ’ve made the decision to leave.” The words that Atletico Madrid fans have both feared and, in truth, expected for some time.

It is a statement from Antoine Griezmann, the club’s star player, that has opened the door for a US$139.5 million move to Barcelona. The huge figure was placed in the fiveyear contract extension signed by Griezmann in June 2018.

iding on half-centuries by Tamim Iqbal, Liton Das and Shakib Al Hasan, Bangladesh cruised to a comfortable six-wicket win over Ireland, maintaining their unbeaten run in the Tri-Nation Series. The Bangladesh Tigers will look to extend that unbeaten run when they meet West Indies in the final of the Tri-series on Friday, May 17.

In the match between Ireland and Bangladesh, the visitors were tasked to chase 293 run for victory; they looked at ease from the onset, courtesy of an aggressive first-wicket stand between Tamim and Liton. Both batsmen maintained a similar pace through the course of their 117-run stand before the southpaw was bowled by Boyd Rankin. Tamim’s fall, however, didn’t derail Bangladesh’s innings.

Less than six overs later, Liton also departed, getting cleaned up by Barry McCarthy on 76, a 67-ball knock including nine boundaries and a six. However, Ireland’s successes were far and few. Al Hasan, without being aggressive, stroked almost a run-a-ball fifty and put on a half-century partnership with Mushfiqur Rahim and kept Bangladesh’s hold on the chase. He retired with a side strain soon after stroking his 41st One-Day International (ODI) fifty, but Mahmudullah’s unbeaten 35 helped Bangladesh cross the line with seven overs to spare. Barring Mark Adair, who dismissed Mossadek Hossain late in the chase, all the bowlers conceded more than a run a ball.

Electing to bat after winning the toss, the hosts had lost two wickets in the first 11 overs. Stirling, who had adopted an aggressive mode at the start of Ireland’s innings, slowed down. a collapse, as Ireland lost six wickets in the last 33 balls of their innings. Stirling’s fine knock of 130 – which included eight boundaries and four sixes – too came to an end in this period as he failed to hit the ball over the long on fielder.

Abu Jayed was the wrecker-in-chief as he bagged his maiden fifer, including four strikes – Stirling, Kevin O’Brien and Gary Wilson, apart from Porterfield – in his last spell.

Saifuddin too contributed with a brace in his last over.

Despite the collapse, the hosts managed 111 runs in the last 11 overs. For as good a flourish as that was, it proved too little against Bangladesh on the day. Bangladesh will now face West Indies in the final of the tri-series, on Friday. (cricbuzz)

CWI and Cricket Canada to strengthen ties

ricket West Indies (CWI) President Ricky Skerritt welcomed Cricket Canada’s President Ranjit Saini to Antigua, and paid tribute to the longstanding friendship between West Indies and Canada cricket.

President Saini was hosted at a dinner meeting by President Skerritt Monday night and he then met with Chief Executive Officer (CEO) Johnny Grave Tuesday to update the existing Memorandum of Understanding, designed to strengthen partnerships between both cricket organisations.

The current partnership has seen teams from Canada

participate in the CWI’s Men’s Colonial Medical Insurance Super50 Cup, as well as the recent CWI Girls Under-19 Tournament held in Trinidad.

The Cricket Canada President also updated CWI on his organisation’s plans for the upcoming second edition of the Global T20 Tournament and CricketFest, to be hosted in Toronto. Both CWI and Cricket Canada agreed to generate a new and expanded partnership in the forthcoming months, that will see more collaboration and participation of players and administrators in cricket, at CWI and Cricket Canada events.

President Skerritt expressed pleasure at the visit and welcomed the intended collaboration, saying: “Cricket Canada and Cricket West Indies have shared a productive and brotherly relationship within the ICC Americas system for many years. All concerned can be assured that this relationship can only get stronger.”

Presidents Skerritt and Saini also visited the CCG High Performance Centre, and spent time with the West Indies Women’s team who were training in preparation for an upcoming overseas tour to Ireland and England. (CWI)

After winning the toss, the Select Under-17 side elected to bat under a slightly overcast skies and on hard pitch suited to the team batting first. Openers Zeynul Ramsammy and Matthew Nandu took to the crease as they looked to post a competitive total. However, Ramsammy became the first victim to fall after facing four balls to end his innings on 5 as he and Nandu posted a 24run partnership. Dindyal then joined Nandu at the crease, the two batsmen put together a resistant 53 run partnership to take the score to 77-2 as Nandu departed for 18. Essequibo now needed 139 for victory off their allotted 47 overs. The opening pair of

Kevin Christian and Orlando Jailall took to the crease to chase the small total but Jailall became the first victim to fall as he was caught off the bowling of Romel Datterdin for one. Jeremiah Scott and Christian then upped the ante as Essequibo were able to score at just more than a run a ball to take the score to 57-1 in the 9th over. The pair continued their dominant batting pushing for two’s and singles, while placing the bad balls for boundaries and maximums. After a solid platform laid by the pair Scott was bowled for 33 as he misread the off spin of Matthew Nandu to leave the score at 60-2. Amir Singh then joined Christian at the crease, the partnership lasted for 12 runs as Christian attempted a paddle sweep and watched the ball dislodge his bails for a patient 23 off the bowling of Chanderpaul Ramraj. With a slight overcast threatening the match Ramraj returned to dismiss Singh for 9 to take the score to 79-4 in the 21st over. But Nandu wasn’t finished with Essequibo as he returned to pick his third scalp, having Elian Whyte stumped for a duck. It was now up to Roberts to carry on for Essequibo as they were potentially staring in the face of defeat. But after a patient 14 Roberts fell with the score at 92-8 to give Nandu his 5th wicket. Essequibo now needed 46 off 11 overs, but the task was a hard one as they were now into their tail. In the end the Essequibo innings was wrapped up on 96 all-out in 30.5 overs. Bowling for Guyana Select U-17 were Matthew Nandu 5-20, Chanderpaul Ramraj 2-16, Romel Datterdin 1-20, Andre Seepersaud 1-7 and Ajay Gainda 1-2.

GSSF lends hand to GPF once again

n under a week’s time, the Guyana Sport Shooting Foundation (GSSF) has once again identified a critical area in which they can lend support to the Guyana Police Force (GPF).

The GSSF, in keeping with international sport shooting standards has adopted the policy of the safe unloading of firearms for all shooting events. “Compliance to safety while handling firearms is always paramount,” reiterated President of the GSSF, Ryan McKinnon.

The Foundation, in further strengthening its partnership with the Police Force, made a donation of a specially designed and customised Firearm Unloading Station to the Force. The presentation of this station was made at Police

Headquarters, Eve Leary, Georgetown to the OC, TSU, Guy Nurse.

Unloading Stations are designed to provide safe and easy unloading of service weapons catching ejected rounds and safely containing accidental discharges to the rated ballistic level.

The cone opening catches the round ejected from semi-automatic handguns.

The wide opening of the cone allows the entire handgun to be placed in the unloading station so that the ejected round is caught and does not fall to the floor. If accidental discharge occurs the bullet will hit the cone and be stopped by the ballistic material.

The Unloading Stations are designed to safely contain accidental discharges of

Operation is simple – just place the barrel of the weapon in the unit’s sleeve and press the trigger.

Potaro Strikers edge Beacon FC out of tournament

eron Spencer rose to the occasion in the 55th minute to head home the lone goal of Tuesday’s match, Potaro Strikers FC duked it out with Beacon FC, as in the Bartica Leg of the GFF-KFC Under-20 Knockout Tournament.

The 15-year-old Potaro Strikers midfielder broke the deadlock of a match that went both ways, inspiring near misses and hair-raising moments for both teams. Even with a National Under-17 defender behind them, the Potaro boys sustained numerous raids from their worthy counterparts and carried out a number of their own at the opponents’ goal. But at the final whistle, it was Coach Curtis Joseph’s boys who warmed down with a win and a place in the semi-finals to their name.

The Bartica leg of the tournament will be played among eight clubs, namely Beacon, Rising Stars, Lazio, Wolves United, Potaro Strikers, Rivers View, Mil Ballers and Agatash and will run from May 13 to 19 at the Bartica Secondary School Ground with match from 16:00h.

The winner of each leg will participate in the national playoffs in Georgetown.

The Independence Cup will take place in two legs; that is where the clubs affiliated to each member association will compete to become the regional association champion.

This will be followed by the inter-association or national play-offs, which will be played among the champion clubs of all the associations.

It will be contested on a straight knock-out basis and caters for approximately 102 clubs across the nine regional member associations of the GFF. Each team will vie for one spot as the regional representative.

The association matches are from April 27 – May 20 while the national playoffs are May 31 – June 9 and eligible players must be born on or after January 1, 1999.

At the association level, should scores remain level at 90 minutes, the match goes straight to penalty kicks, while for national playoffs, extra time will be given.

Prizes for the tournament are as follow: first place, $500,000; second place, $300,000; and third Part of the ongoing action in the Bartica leg of the KFC place, $200,000.

he intensity in the Corona Futsal tournament heated up Wednesday evening as the unexpected teams celebrated victory while some of the big names such as Bent Street and Sparta Boss were stopped in their tracks.

The first game between Tucville and Tiger Bay, without a doubt, set the tempo for the rest of the night’s action. Anthony Abrams, who eventually scored a hattrick, began the scoring in the fifth minute and netted another in the seventh to give Tiger Bay an early lead.

Deon Alfred added to the total in the 14th minute and Nicholas Mc Arthur made Tucville’s only reply in the 15th minute.

However, another goal from Abrams in the 20th minute sealed Tiger Bay’s 4-1 win.

After enduring a thrashing at the hands of Bent Street in their first group game, Mocha found themselves once again on the losing side of a 6-0 game.

Leopold Street did not spare their opponents as Okenny Fraser (9th minute); Eon Alleyne (10th); Darren Benjamin (15th); Cecil Jackman (14th); Carl Tudor (20th) and Rishawn Sandford (20th) each netted one goal for the 6-0 victory.

On the other hand, Beacon FC’s Kimba Braithwaite (12th) and Joshua Nicholas (19th) made a surge in the second half, but the damage was already done.

Draws plagued the next two games, as futsal experts Bent Street were unable to get past Future Stars in their 2-2 encounter.

Future Stars played an excellent ‘tit for tat’ game as they put a hold on Bent Street.

When Daniel Wilson scored for Bent Street in the second minute, Jamal Cozier equalised for Future Stars in the fifth. The same happened in the second half with one goal each from both teams, just a minute apart.

Sparta Boss also suffered the next worst thing aside from a win when their encounter with California Square ended 1-1.

MSC hosts special general meeting today

A

s the Mackenzie Sports Club (MSC) gears for its Annual General Meeting (AGM) at the end of June, there will be a special general members meeting today at the MSC Lounge starting at 17:00h (5:00pm).

Steps towards holding the AGM and Elections followed a recent meeting between the Management Committee of the MSC and Minister within the Ministry of Agriculture, Valerie Adams-Yearwood. It was one month ago that the MSC decided to prepare charting a course towards ensuring that its members who went missing came back on board. The meeting today will give an assessment on where the membership recovery is, as persons are asked to check for their names on the Notice Board at the Club to know their financial status with the Steward of the MSC on which they can also enquire.

There is an amnesty out for those non-financial members to bring their monthly dues up to date so that they can participate at the AGM, which is set for Sunday, June 30, at the MSC Lounge.

New members are also encouraged to join and membership forms are available between 10:00h and 17:00h during the work week with the Club’s Steward, Keisha Quow.

Several persons have raised questions about the functions of the MSC, but the General Secretary noted that several of those members were not financial and hence their voices may not be heard due to their status.

Leopold Street will battle Bent Street in the penultimate game at 22:30h, while Back Circle and Sparta Boss will try to end their round-robin runs on a high, following that game at 23:15h.

s the time draws near, the UG Trojans are working arduously as they prepare to defend their title at the University games in Colombia.

The Trojans will play their last warm-up game against their old foes Berbice.

Speaking with <<Guyana Times Sport>> in an exclusive interview, coach of the Trojans Warren Wilson said, "Honestly, in the game, I'm not putting pressure on anyone, I just want the guys to go out and to continue to pick up their form as they have been doing in the past games.

Over the past few games we have been able to pick up on our defensive intensity and our offensive cohesiveness. I just want them to go out and play to their heart's content and not lose focus on what it means to play as a team. As this is our last game, I really have confidence in them and I know when we hit the field, whether against Berbice or any other university team we will give our all."

Wilson also related to this publication that as the coach, he would like to see how they handle the pressure as when the team participated in the University Games in Curaçao 2018, they boasted the likes of Akeem Khanai. He noted that this group of players is fairly young, but from what he has seen thus far, he believes they are more than ready to handle whatever is

ext Wednesday, May 22 is the day when the world’s best T20 players will know which Caribbean colours they will wear as the Caribbean Premier League (CPL) draft is conducted.

This year, team owners and managers have the largest draft list in CPL history to select from.

Exactly one week before the highly-anticipated draft, the final list of players who have made themselves available for the 2019 Hero CPL has been announced to the teams and public ahead of the draft, which will take place in London on May 22, 2019.

While the number of countries that players are being sourced from has increased, the number of play-

ers has also drastically skyrocketed.

A record 536 players from 20 overseas countries and the West Indies are available to be picked by the six Hero CPL teams. Included in the list are some of the best T20 players in the world with the likes of Alex Hales, Rashid Khan, Shakib Al Hasan, Jofra Archer and JP Duminy putting their names forward, along with Caribbean stars such as Andre Russell, Sunil Narine, Shimron Hetmyer and Shai Hope.

Prior to the draft, each franchise will have the option to retain and/or acquire a maximum of six players, although there is no obligation to do so. The players they can potentially

retain are a minimum of three West Indian players with a maximum of four, a maximum of one overseas player, which is reduced to none if four West Indians are retained.

Meanwhile, a marquee player, whether retained or acquired, must be in the team along with an ICC Americas Player, whether retained or acquired.

Chris Gayle will return to the Jamaica Tallawahs; Kieron Pollard will now play for the Trinbago Knight Riders and Nicholas Pooran will suit up for the Guyana Amazon Warriors, as marquee players.

All retentions will be announced during the live broadcast of the player draft, which will be broadcast on the Hero CPL social media

channels from 2:00 GMT on May 22.

S p e a k i n g about the players’ response to this year’s draft, Hero CPL Tournament Operations Director Michael Hall stated: “The fact that so many players have registered for our draft is a testament to the stature of our league. Playing cricket in the Caribbean is something that all players look forward to, and the CPL combines that allure with a high standard of cricket. We expect that this year’s tournament will be no different.”

e d by a collective team effort, B e r b i c e continued to gain the upper hand against Demerara when they registered a 32r u n win at the Everest Cricket Club in the Hand-in-Hand One-Day U-19 Tournament.

Berbice won the toss and elected to bat first on a wellprepared Everest pitch with a layer of grass. The defending champions scored 185 all out in 47.4 overs; Junior Sinclair was the mainstay with a top score of 44.

Demerara produced a collective effort with the ball, with Ashmead Nedd, Qumar Torrington and Alphius Bookie grabbing two wickets each. In reply, the team were

restricted to 153-8 when their overs expired.

Earlier, Berbice lost their opening batsman, Alex Algoo, who was trapped infront by Torrington for two.

Captain Kevlon Anderson partnered Junior Sinclair and revived the innings with a 59run partnership. The classy Anderson continued to look good at the crease, but once more failed to stitch together a big score.

Anderson was out bowled when he inside-edged one to the stumps off medium pacer Sachin Singh for a shotfilled 28, that included four boundaries. Berbice then lost debutant Deonauth Persaud for a third-ball duck when he spooned one at cover off the bowling of Joel Spooner.

The heavens opened up and Berbice were 72-3 in 20 overs, with Sinclair and Garfield Benjamin at the crease. After the 38-minute rain delay, Berbice lost Benjamin at 94-4 when he was caught behind for 17 off a Nedd delivery. Sinclair, who scored a half-century in the opening round, looked set for another before he was undone by a beauty from Nedd.

Sinclair scored a fighting 44 from 92 balls, including five hallmark boundaries, before he was bowled all ends up

at 99-5 inside 30 overs. In the latter part of the innings, the explosive Junior l e f t- h a n d e d Sinclair topduo of Leon scored for S w a m y Berbice and Seon Glasgow added 38 vital runs.

Glasgow was dismissed for an aggressive 31 that was decorated with four boundaries and one six.

Berbice reached 185 when Swamy was run out for 29 when the innings concluded.

Right-arm medium pacer Bookie ended with 2-13, Nedd claimed 2-36 and Torrington ended with 2-39.

In Demerara’s chase, they lost openers Robin Williams and Sachin Singh cheaply.

dropped on one by Sinclair, was removed in the same Anderson over for three.

At 10-2, Demerara were in a spot of bother, but some defensive batting from Adrian Hinds and Bookie ensured they had a chance in the game. The duo added 54 runs together after soaking up a number of dot balls. Hinds was the first dismissed for a painstaking 31 from 80 balls that included two boundaries.

His partner, Bookie was the only other batsman to surpass 20.

Bookie scored 30 from 96 balls before he was cleaned up by Swamy, hitting one four and one six. In the latter part of the innings, Nedd instilled some hope that completing the chase was possible before he fell for 19, pulling one to deep square leg off his counterpart, Anderson.

High Rollers earned their place in the championship match after dethroning defending champions Silver Bullets in the semi-final round via penalty kicks.

This occurred after High Rollers secured another unlikely 2-1 victory against

Swag Entertainment in the earlier quarter-final round.

On the other hand, the dogged Amazings outfit clinched a semi-final win against Capital, compliments of a 2-1 penalty shoot-out score. In their earlier quarterfinal match, Amazings once again required penalty kicks to survive a dangerous Coomacka outfit.

According to an official release from the tournament coordinators, “The anticipation is in the air for what promises to be a great

final between two teams that are desperate to secure the coveted championship and the bragging rights for a region and right to represent the zone at the National Championship.”

The release further said, “The fact that we have two firsttime finalists is an indication of the overall improvement in quality of the tournament.

Neither of the teams was expected to challenge or formed part of the group of possible contenders when the tournament commenced so it is refreshing that a first-time champion will be crowned.

Even the third-place match features a first-time semifinalist.

“It also highlights that teams have been preparing better and want to etch their name on the trophy and put their respective communities on the map by securing the title. This occurrence will serve as an inspiration for the other teams and only bodes well for the continued improvement in quality of the tournament,” the release concluded.

Meanwhile, the third-place playoff will pit former twotime champions Silver Bullets against Capital Storm.
