ust days after taking the Oath of Office, President Dr Irfaan Ali on Wednesday swore in 19 members of his new Cabinet, and among the lot are several new, vibrant and youthful faces, whom he said bring multifaceted skillset and experience.

The simple swearing-in ceremony was held at the Arthur Chung Conference Centre – the same location where Dr Ali was sworn in as President on Sunday last.

While the new Cabinet has some familiar faces, there are several new and young faces. These include: Hugh Todd, as Minister of Foreign Affairs and International Cooperation; Vickram Bharrat, as Minister of Natural Resources; Charles Ramson Jr, as Minister of Culture, Youth and Sport; Sonia Parag, as Minister of Public Service; Oneidge Waldrond, as Minister of Tourism, Industry and Commerce; Colin Croal, as Minister of Housing and Water; Susan Rodrigues, as Minister within the Ministry of Housing and Water; Dr Vindhya Persaud, as Minister of Human Services and Social Security; Nigel Dharamlall, as Minister of Local Government and Regional Development;

Anand Persaud, as Minister within the Ministry of Local Government and Regional Development; and Deodat Indar, as Minister within the Ministry of Public Infrastructure.

Indar will be working alongside new Public Works Minister Juan Edghill, who had previously served as Junior Finance Minister in the last People’s Progressive Party/Civic (PPP/C) government.

Among the other familiar faces who have returned to help the Ali administration with implementing its policy and plans are: Dr Frank Anthony, as the new

Minister of Health (former Culture, Youth and Sport Minister) and Robeson Benn, as Minister of Home Affairs (former Public Works Minister).

uyana is back on the democratic path, and is certainly on the rise again, after being almost on the brink of a political dictatorship due to the actions of the previous Coalition Government.

The Irfaan Ali-led Government is on the move. The President’s pro-active and inclusive approach to governance since he took office a few days ago is very encouraging, and is certainly sending positive signals to all stakeholders who want to partner in moving Guyana forward.

The President on Wednesday swore in his Cabinet, and signalled it is time for action. We have no doubt that the team will perform to the nation’s expectation, considering the wide range of skills and experience they bring to the table; and, more importantly, their individual desire to serve their country and change lives.

Many of those appointed are relatively young and energetic. Perhaps it is the most youthful Cabinet in the history of post-Independence Guyana. Our country is on the cusp of greatness, and would certainly benefit a great deal from such persons, as they bring new perspectives and fresh vision to ensure Guyana is developed into a modern, democratic and prosperous nation.

As stated by the President, the team will be resultsoriented and will work in an efficient and transparent manner. He made it clear that the Ministers would be held accountable not only to the Executive and the Legislature, but to the citizens of the country. At the end of the day, service to nation is the ultimate aim.

It is widely known that there are many areas of development which have largely been ignored by the previous administration. There is also quite a lot of mess that needs cleaning up, and hence would require diligent and focused work by all to ensure that the country returns to its development path.

It has been almost twenty months since Guyana’s development was practically brought to a standstill following the December 2018 no-confidence vote. The APNU/AFCcreated political crisis had taken a toll on almost every aspect of the country’s development, more so, the nascent oil and gas sector.

For example, the Payara Project, which was expected to rake in billions of dollars to Guyana’s Gross Domestic Product (GDP), is plagued with delays. The Payara development was envisaged to be sanctioned in 2019 and deliver first oil by 2023, but had faced challenges in securing approvals in recent months due to the elections’ crisis.

Now that a new Government is in place, it is expected that crucial decisions -- especially those in relation to the development of the oil and gas sector -- which were put on hold will be fast-tracked.

The PPP/C had outlined a range of policies and programmes it intends to embark upon to bring relief to the country’s economic sectors, business community, and ordinary citizens who have been largely affected by the policies and programmes, or lack thereof, implemented under the APNU/AFC Administration.

Among his priorities, President Ali had specifically pointed to the need for inclusive governance, which was included in his party’s manifesto. Also, during his brief remarks on Wednesday at the swearing-in ceremony of the Cabinet Members, he reminded of electoral and constitutional reforms and other areas of governance which the new Government would seek to address.

He had also previously pointed to the stagnant economy, which was further devastated by the COVID-19 pandemic, as requiring urgent attention.

Now that the new Government is settling in to office, we believe that Guyana is afforded yet another glorious opportunity to fashion a society that is modern, inclusive, progressive, and one in which all citizens could be proud of.

There is now renewed hope everywhere, and the time has come for all stakeholders to put the elections behind us and work in unity to ensure that our country keeps moving forward.

APNU/AFC party left the PPP/C party overburdened with an uphill task Dear Editor, It is only day three, and you get the feeling that the APNU/ AFC Party, although conceding reluctantly, still want Guyanese to feel they are the ones really in power.

The embedded characteristics of a defiant PNC Party unhesitatingly supersedes any modicum of modesty to unleash their unlimited reservation in perpetrating the true nature of irrational behaviour. Mr. Harmon, (aka Hammy’s whipping boy), mentioned the other day about pressing for the creation of a new voters’ list for the next general and regional elections, and a demand to ensure a proper census for voters to produce an authentic voters’ list. He also spoke about the election petition that will bring about an election much quicker, because the evidence is there, and therefore this should not be a five-year term. He, unchristian like, aborted the baby before its birth, taking into account that there has been no inauguration ceremony as yet, and a complete declaration of the cabinet’s list. The PNC Party is already on a warpath, declaring war on its immediate election campaign trail. This public declaration so soon manifests its true, ultimate motive for conceding, and therefore, this false notion of “inclusivity talk” and call for peace is superficially “hogwash.” How else can one interpret this violent outburst so soon? A transition period is still in process and the intention is quite transparent!

This stigma of dogmatism and pragmatism is inculcated in a doctrine of cultural futility that is so reflective in the sad composition of its current framework, entrusted in the wily hands of modern uncivility, tantamount to an ancient era of educated hypocrisy.

Unfortunately, this sad state of irresolute deniability will not truncate overnight, and an unresolved indecisiveness will protract an uncomfortable existential stay that will entertain no room for immediate remorse nor accommodate the inadequacy of complacency. Such is the unholy state of affairs of a dejected and rejected PNC Party that metamorphosed its innate quality by first hiding behind the ambit of PNC-R, then exposing its deadly tentacles as PNC - R1G (its true he-

reditary espoused) and then to cower its extinct, redressed as APNU. The element of surprise may again produce a spectrum of the futuristic contemplation for an intrinsic disguise, yet again to mirror a reflection of deception under the guise of congenial banality under the pretext of sublime indifference! Ole people say, “yu can’t straighten a bent branch from an old tree.” It’s already on its way leaning to the ground. If you try to do so, the tendency is it will break!

Listening to Mr. Ramjattan on the air on Monday night was a “janjat” (headache) by itself.

His irritating awkwardness superimposes an arrogance for dictatorial narrow-mindedness and an influx of proud haughtiness. No wonder the cold war between himself and Mr. Nagamootoo would spill into the streets and spell the fragmentation of the shaky AFC Party, rupturing an unhealed wound that will provoke a cancerous contagiousness within the flock.

Brainstorming “dissolve to resolve” is already on the table, and “how to swim with the sharks” may not prove to be one of the available options. The AFC Party is indeed “a drowning man holding on to a straw,” and the boastfulness of a timid braggart coupled with the silence from a butchered “dead meat” invites Isaias to temporarily soft land and then immediately whip itself out to the wilderness in the sea, losing its teeth and fangs.

Vying for a 70-30 allocation is a resurrection of the dead and an exercise in futility, to be unleashed by dogged bullishness and “gwan da side.” The only hope for aspiration was the valour of the indomitable countenance of Mr. Dominic Gaskin, who stood his ground to divorce himself from the vileness and bile of the APNU/AFC Party. He categorically called out his Party’s dishonesty and fraudulence, while insisting that the will of the people be honoured by accepting the election recount result. Despite being the son-in-law of the then caretaker president, he said what he wanted to say to lend clarity to APNU/AFC Party’s indignity and the creditable recount result, and “who vex vex.”

The totally submerged ex-

istence of Rodney’s WPA, once a fighting force as a “winning possible alternative,” is totally insignificant in contribution and retribution. Poetic justice is stymied by the undulating hands of back stabbers incorporating the disillusion of ideological bigotry. The philosophy of professing the practice of ideal principles is a concept of a lost art. “Not until death shall we part,” and so the principles, philosophy and practice departed with an uncanny demise. Will there be the need for a massive infrastructure to retain its individuality, or will there be a surrender to merge within a master’s fold and relinquish Rodneyism in order to survive? A shift of operation tells a lot! The JFAP was significantly last heard from proudly shouting “enough is enough”, and much credit was attributed to the Mr. CN Sharma for finding a voice in defense of honesty and integrity, a trait sadly missing from the other coalesced parties. The Party’s leader was brave and brazen to speak outright and defy the he-haw tune of the APNU/AFC Party and the then leader. He was courageous to face the moment of truth to uphold a righteous stand and to support the PPP/C Party, while denouncing his own Party and leader.

Did that effect affect the value of a moulded togetherness?

Will a cause and effect question its continuous relevance within and without?

The “joinder” parties, ANUG/LJP/TNM, will be seen in parliament through the modicum of a rotating seat occupier. A third party tangible voice with significant effect will be heard for the first time with a welcoming freshness of youth, vigour, substance and realistic perceptiveness, vociferously placing each issue in the right perspective, ready, willing and able to challenge the PPP/C Party and the opposition, not to walk a thin line, but to accurately resolve the subject matter fairly and efficiently. All eyes will be on the remaining opposition parties, no way miniature in size because they perpetually maintained a united front and a harmonious voice, echoing the sentiments of the PPP/C Party and opposing the band of rebels who continuously thwarted the will of the people. Will they fade into oblivion

now, or will they maintain substantive presence, going forward in the same vein to monitor each development and to function meaningfully with the aims and objectives of each of the party?

The war may be over, lost by the APNU/AFC Party, but the battle for democracy still marches on under a different banner, the PPP/C Party. It now takes on a new dimension with different players occupying reversed seats. There is no complacency for victory, because Guyana now has to make up for “down time.” The time lost is detrimental to the economy of this country, and the careless, reckless and heartless attitude adopted and promoted by the APNU/AFC Party certainly certified and defined the nature of that party. The outcome, of course, is a bankrupt economy and a state of despair, disaster, dereliction, destruction and desperation.

But this week is a new awakening, with another beginning under a new watch, and, it’s heartening to acknowledge all the accolades coming in. What is commendable is that the PPP/C Party started to work from day one, and celebration has taken a back seat.

All eyes are definitely focused on them each and every second and in each and every direction. The plate is filled and the cup is overflowing, but not with food and drink, but with problems and poisons.

Again, a hearty ‘thank you’ from all Guyanese for the national and international community, individuals and organizations who have all contributed to making democracy a reality once again in Guyana, and to take the knee off the neck of the population.

Guyana certainly needs to once again enjoy the freshness of the breeze from the Atlantic Ocean, and not be bottled by any entity.

Guyanese rest as one people, one nation, one destiny, looking forward to a difference in each and every day. The pressure is on, and the APNU/ AFC Party demitted office, leaving the PPP/C Party overburdened with an uphill task.

President Ali’s Cabinet is youthful, dynamic and one of the most qualified ever

Dear Editor, Just three days after he was sworn in as the 9th President of Guyana, President Irfaan Ali and the PPP have sworn in their full Cabinet, and have begun the difficult task of healing Guyana and putting Guyana back on the right track.

In the first real test for the young, dynamic President, he has proven he is the right person to be leading Guyana at this time. With the experienced, time-tested and crisis-tested Bharrat Jagdeo at his side, His Excellency Dr Irfaan Ali has so far, just three days into his presidency, proven that when the Guyanese people overwhelmingly voted for the PPP, they made the correct choice.

President Irfaan Ali’s Cabinet is youthful, multi-racial, gender-balanced. There are no token appointments, no person appointed as cosmetic frills just for image purpose. It is a Cabinet that is highly qualified, with virtually everyone qualified as a professional. The Cabinet not only reflects the make-up of Guyana, but it has representatives from all the geographical areas of Guyana.

There are 19 ministers in this new cabinet, almost 33% less than what the Granger-led APNU+AFC Government had, which had 29 ministers. The cab-

inet includes 14 new faces. Two-thirds are under 50 years old. The average age of this new cabinet is less than 45 years, compared to the geriatric cabinet it replaces.

Five years ago, during the 2015 election campaign, David Granger and APNU+AFC promised that, if elected, their government would be one that gives youths a chance to shine, to play a meaningful role in Guyana’s developmental agenda. For five years, young people were relegated to the bottom of the ladder, told to await their time.

Their time never came, and it is one of the reasons Granger and APNU+AFC were voted out.

Now, in 2020, Dr. Irfaan Ali has delivered on his promise to allow young people to play a meaningful role in Guyana’s development. In fact, in Charles Ramson, one of the many youthful leaders of the PPP, the new government will have a highly qualified professional providing leadership for the development of culture, youth and sports. It is not just his youth and his professional training, it is also his love for, and his own experience in, sports that make this appointment one that all the people of Guyana should celebrate.

There are other youthful members of the cabinet, such as Dr. Vindhya

Persaud, Ms. Susan Rodrigues, Ms Sonia Parag, Deodat Indar, Collin Croal, Nigel Dharamlall, Hugh Todd, Vickram Bharrat; all newcomers, but also all youthful professionals, all with distinguished careers already.

Even among those who have served as Ministers before, there are still the youthful and experienced, including Priya Manikchand, Anil Nandlall, Frank Anthony. Veterans like Robeson Benn, Gail Teixeira, Pauline Sukhai and Juan Edghill will join Bharrat Jagdeo and Irfaan Ali to propel Guyana forward in a period that promises to see the greatest growth spurt for our country.

Anil Nandlall has shown he is capable, and is now going to establish himself as Caricom’s most accomplished Attorney General. Frank Anthony has been a cabinet member for many years, but has always been earmarked for the Ministry of Health. Priya Manikchand demonstrated her suitability for the education sector, which she led so ably in the last PPP Government. This will be an opportunity to push education forward in a way never before seen in our country. Juan Edghill was an excellent shadow minister for Infrastructure, and with his experience as the Minister in the Ministry of Finance in a previous PPP Government, will bring the

kind of leadership this sector desperately needs.

Bharat Jagdeo’s experience will provide great support for the new ministers, including the new Prime Minister. Jagdeo’s acumen in finance and his economic strength will provide the guidance for this young cabinet.

Importantly, the Oil and Gas sector needs leadership, and I expect Bharrat Jagdeo to play a critical role in this regard.

Guyana was shortchanged with the deal the previous Government made with EXXON and other oil companies.

The new Government must try to get concessions from EXXON and others to make the deal more palatable for Guyanese.

Critically, the new Agriculture Minister must work with Cabinet to restore sugar. There must be immediate moves to reopen sugar estates. This is a promise that must be kept at all cost, not because of political reasons, but because Guyana’s economy needs a vibrant sugar industry.

The rice industry has kept Guyana’s economy afloat the last five years, but this does not mean that rice farmers had it easy. The rice farmers were basically left adrift by the Granger-led Government. This new Government must recognise the contribution of the

rice industry and recognise that this industry can play an even bigger role in the new Guyanese economy.

The fishing industry became orphaned by the last Government. It is time that due recognition is given to the fishing industry.

The Minister of Health has a huge challenge. COVID-19 is a dangerous epidemic in Guyana. The new Minister must immediately begin to implement an aggressive programme to control and prevent the spread of the COVID-19 virus. At the same time, the hospitals are in a mess, and the supply chain has disintegrated. These are challenges the new Minister will have to manage immediately.

It is only three days since the new Government took over, but, already the Guyanese people are excited about the possibilities. President Irfaan Ali has made moves that generate confidence and excitement among the Guyanese people. The cabinet is one of the youngest cabinets ever, and also one of the most qualified ever. It is a powerhouse cabinet. This is what the Guyanese people voted for.

If we all work together, our future is secure. Together we are stronger.

Stop the oppression Tested experience, ambitious youth to

Dear Editor, I would like the relevant authorities, as well as the country as a whole, to know about this sad situation that exists at the Georgetown Public Hospital (GPHC).

For several years, a cer-

tain set of doctors has been oppressed and victimised. Some of the young doctors have often thought of quitting, but were advised that there may be change coming; you, the new Government, was the anticipated change.

It is my sincere hope that the relevant authorities will address this sad situation with a sense of urgency.

PPP applauded for running good, clean campaign and emerging victorious

Dear Editor, While sending warm congratulations to President Irfaan Ali on his inauguration, the New York Guyana Democracy Project (NYGDP) applauds the selection of former President Bharrat Jagdeo as Vice President, and Anil Nandlall as Attorney General, both of who are largely seen as heroes in the struggle for the victory of the party.

The small parties and other forces also played a role in the struggle for the ballot and the right count of the votes.

NYGDP, headed by former Senior lecturer at UG Dr. Tara Singh, comprises Guyanese and others interested in protecting democratic gains in Guyana. The group has been sending various forms of assistance to depressed communities in Guyana.

In a release, NYGDP stated, “This decisive victory is a triumph for democracy, and it has filled the diaspora with immense joy. It was long in waiting, and well deserved.

“It is also an historic achievement for Dr. Irfaan Ali in becoming the youngest elected President in the Western hemisphere”.

The NYGDP wishes the new President and the PPP-led administration well as they prepare to take up the important responsibilities and challenges of the Government.

“NYGDP worked feverishly for the respect of an accurate count of the ballot, and will of the electorate. In addition, the organisation helped raise much needed funds towards the effort to preserve democracy in Guyana, as well as for COVID relief.

“NYGDP assures the President, PPP, and people of Guyana of continued support to protect democratic gains, and

as the Government embarks upon its responsibilities and attempts to address overwhelming challenges left by its predecessor”.

NYGDP welcomed the appointment of former President Bharrat Jagdeo and Attorney General Anil Nandlall. The release states: “Under your leadership and the guidance and wisdom of former President Jagdeo and the experienced AG Nandlall, and the incoming cabinet, Guyana will strive to great heights and achievements. It is strategic to appoint Dr Jagdeo as Vice President, a man with tremendous political capital, and who would be indispensable for the implementation of the government’s vision and program”.

The NYGDP comprises a team with varied technical skills and expertise, and pledges assistance to help the administration in constitutional reform and in any other area that the Government so desires. “Our organization looks forward to working with the government on developing closer link with the diaspora in America”.

Separately, as a proud contributor of the long 26- year battle for the restoration of the vote in Guyana that finally occurred in 1992, and the fivemonth struggle for the respect of the verdict of the people in 2020, I also wish to extend congrats to Dr. Ali and the party on this electoral victory. And I do so also on behalf of that small group of us who have consistently championed democracy in Guyana. This victory must be cherished and protected in the spirit of the struggle of the Guyanese pioneering ancestors, who laid the groundwork to make this achievement of Irfaan possible.

The PPP is applauded for running a good, clean cam-

paign, and emerging victorious.

It was a hard-fought campaign.

Victory was never in doubt, until the fraud of March 4.

However, the attempt to thwart the will of the electorate was finally defeated by international and national forces, including from several of us in the diaspora.

I wish success and personal fulfillment in Ali’s new role.

The change in administration has come at an opportune time, when there is tremendous economic opportunity for Guyana that requires experienced and competent leadership. The President has started out well.

His first three appointments were those of individuals of unrivalled experience. The appointment of former President Bharrat Jagdeo as VP will strengthen the administration.

Jagdeo’s vision would help transform the economy. The wisdom of Anil Nandlall in law has no parallel. He is the most brilliant legal mind I have come across in my years studying, working in the Bronx Supreme Court, teaching, and presenting papers at seminars at international conferences.

I thank President Ali for acknowledging the immense contributions of the diaspora in the role for free and fair elections and the battle for acceptance of the 2020 verdict, and I hope he would consider a role for, and grant recognition to, outstanding members who helped liberate the nation in 1992 and gain in 2020. The Government should also consider roles for the small parties that stuck it out with the PPP in the struggle against electoral fraud.

The nation is looking forward for the PPP to get on with the business of Government.

Dear Editor, The show is already on the road the minute the curtain came down, the very second the honourable lady finished singing.

Since the swearing in ceremony last Sunday, President Dr Irfaan Ali wasted no time, and on the very day, he swore in Prime Minister Mark Phillips, Vice President Dr Bharrat Jagdeo, Attorney General Anil Nandlall, and Minister of Parliamentary Affairs and Governance, Gail Teixeira.

Monday and Tuesday were spent meeting with key personnel from the ministries and the public sector, and conducting a tour for familiarisation purpose. Wednesday was identified as the swearing in ceremony for the cabinet, a highly contested and much anticipated moment that Guyana hungrily waited for.

The PPP/C Party was kept out of power and in abeyance for the past five years, unjustly so for almost two years because of APNU/AFC’s total disregard for the Constitution of Guyana and discarding all rules and regulations with scant respect for law and order. The result from the NCM was strangled, challenged and dragged through the courts, until the APNU/AFC Party was slapped in the face by the CCJ. More time was wasted deliberately during the election process.

The PPP/C 2011-2015 manifesto was thwarted because of APNU/AFC Party’s sabotage by non- cooperation, non-support and voting down all proposals for the key projects. The PPP/C Party was a minority Government and lacked the advantage of securing enough votes, thus all the major developments were vetoed. Now they have the golden opportunity to implement those much needed and essential projects that can catapult this nation into a modern future that spells development with pertinent infrastructure, and galvanise the economy to indiscriminately propel the lives of Guyanese from poverty to prosperity through equitable distribution.

On Monday, it was heartening to note that the Director of Public Prosecutor, Shalimar

Ali-Hack, dismissed the three private charges filed against the Chairperson of the Guyana Elections Commission (GECOM), retired Justice Claudette Singh, alleging misconduct in public office. The complainants that filed the charges against the GECOM Chair were Lorraine Joseph of 16 Melanie Danishana, East Coast Demerara; Onita Walcott of 25 Section B, Victoria Village, East Coast Demerara; and Keith Ondaan of 2987 Central Amelia’s Ward, Mackenzie, Linden.

Guyana has suffered tremendously from all the fictitious and vexatious cases that were litigated by the APNU/ AFC Party for various reasons.

This has been a very expensive exercise for the people of Guyana, and it is a welcoming move by the DPP to throw this matter out only five days since they were filed, but not served.

The last election was a reminder of the Dark Ages, and such bitter and malicious taste must not be allowed to find its way on to Guyanese tongues ever again.

Madam Chair, Justice (Ret’d) Ms. Claudette Singh, performed a magnificent job under tremendous and horrible conditions, challenged from all areas in different dimensions to feel the steel and metal from many a sharp shooter within and without. But she never buckled, and never failed to uphold her dignity, even when on the surface it appeared as if she was being discriminative.

But she did come through the mined field to deliver a declaration as confirmed by the will of the people and accredited by CARICOM. Guyana is thankful to the learned lady who hogged the floor to belt the sweetest tune on stage Guyana was privileged to hear for the past five months.

Guyana’s warmth is radiating with humility as the changing of the guard is in process.

APNU/AFC Party passed the baton on to the PPP/C Party, and now they are saddled with the mantle of responsible, sensible, possible, credible and plausible stewardship to govern this nation for another possible five years at least.

President Irfaan Ali, at his swearing in ceremony on Sunday, had promised a “people-centred, accountable government” that will utilise the best resources to manage all sectors in a “transparent and accountable manner.” The last Government was overshadowed with numerous and tremendous corruption, collusion, fraud, discrimination, injustice, lies and dishonesty.

Yesterday saw the swearing in of nineteen more ministers to manage various portfolios. Anxiety and curiosity also played a nagging role in trying to anticipate the unfulfilled ministerial positions. While some seasonal and familiar faces occupied strategic positions, experience was blended with youth as many young, vibrant and promising personalities emerged to stamp their authority respectfully. This foliage of freshness certainly champions the call for the new and exciting generation to be allowed an opportunity of zeal and perseverance to propel Guyana into the next technological and developmental stage with vigour and vitality as its arms, strength and endurance as its feet, wisdom and astuteness as its head, foresight and keenness as its eyes, patience and tolerance as its ears, attention and alertness as its nose, motivation and innovation as its voice, ambition and determination as its shoulder, and responsibility and reliability as its body.

The entire Guyana sends very warm wishes and congratulates all the ministers who will form the new cabinet and be given an opportunity to live up to the ideals of honesty, dignity, integrity, truth and justice, committing themselves to serve the people of Guyana fairly as t0hey have so sworn.

Good luck to all, and Guyana enthusiastically looks forward to your close interaction with the mass, with efficient and quality service as you lead this country to an endless horizon. May the Almighty bless all to be chosen to serve, and may you always be guided

town mouse once visited a relative who lived in the country. For lunch the country mouse served wheat stalks, roots, and acorns, with a dash of cold water for drink. The town mouse ate very sparingly, nibbling a little of this and a little of that, and by her manner making it very plain that she ate the simple food only to be polite.

After the meal the friends had a long talk, or rather the town mouse talked about her life in the city while the country mouse listened. They then went to bed in a cosy nest in the hedgerow and slept in quiet and comfort until morning. In her sleep the country mouse dreamed she was a town mouse with all the luxuries and delights of city life that her friend had described for her. So the next day when the town mouse asked the country mouse to go home with her to the city, she gladly said yes.

When they reached the mansion in which the town

mouse lived, they found on the table in the dining room the leavings of a very fine banquet.

There were sweetmeats and jellies, pastries, delicious cheeses, indeed, the most tempting foods that a mouse can imagine. But just as the country mouse was about to nibble a dainty bit of pastry, she heard a cat mew loudly and scratch at the door. In great fear the mice scurried to a hiding place, where they lay quite still for a long time, hardly daring to breathe. When at last they ventured back to the feast, the door opened suddenly and in came the servants to clear the table, followed by the house dog.

The country mouse stopped in the Town Mouse’s den only long enough to pick up her carpet bag and umbrella.

“You may have luxuries and dainties that I have not,” she said as she hurried away, “but I prefer my plain food and simple life in the country with the peace and security that go with it.

Infectious Diseases Hospital a “total disaster” – new Health Minister …as COVID-19 cases reach 500 mark

ewly appointed Health Minister Dr Frank Anthony has described the recently commissioned Infectious Diseases Hospital, formerly the Ocean View International Hotel, as “a total disaster”.

He holds this view since there are many works that need to be done at the facility before it commences operation and starts taking in patients.

“This hospital that was recently opened is a total disaster because it’s just a shell, and we’ll have to take a team in there and see what we’ll have to do to get it up and running,” Dr Anthony told reporters on Wednesday after he and 18 other Cabinet Members were sworn in by President Dr Irfaan Ali at the Arthur Chung Conference Centre.

The flood-prone former Ocean View International Hotel, located at Liliendaal, Greater Georgetown, was rehabilitated into an Infectious Diseases Hospital by the previous APNU/AFC Coalition to facilitate the immediate need to treat COVID-19 patients and, ultimately, other infectious diseases. The facility is expected to serve as the premier institution for the quarantining and isolation of persons who have been infected with the novel corona-

virus.

As at Wednesday, the number of COVID-19 cases in Guyana had surpassed the 500 mark, as 12 new cases were recorded. Of the 509 cases in Guyana, 299 are currently active cases, with 298 persons in institutional isolation and one patient in the dedicated COVID-19 Intensive Care Unit (ICU) at the Georgetown Public Hospital. There also 38 persons in institutional quarantine.

The new Infectious Diseases Hospital is expected to relief the burden of other public health facilities in the country, but Dr Anthony pointed out that the facility was commissioned as a “shell,” and without any structure in place.

Currently, there is neither medical equipment nor furniture in the building, nor has it been assigned staff.

Guyana Times was previously told that the Public Health Ministry was transferring medical equipment from other smaller health facilities that were established to treat COVID-19 positive cases.

According to the new Health Minister, at a minimum, approximately 20 doctors are needed for the facility, along with technicians and other staff.

“We have a shell, and if we are going to be able to utilise that facility, then we’ll have to do some more renovations to put in (there) things like oxygen, centralised suction and all of that; plus we’ll have to buy all the equipment like bed, ventilators, consumables, and a whole host of things… What we have there right now, a person sick with COVID cannot go to that hospital, because there is nothing. So, to get that up to speed, we’ll have to do a lot more work,” Dr Anthony said.

One aspect the Minister said he will have to get experts to look at is the air circulation at the facility.

“One of the problems

you have with an Infectious Disease Hospital is that you have to limit the airflow within the rooms, and I’m not sure what are the issues relating to airflows in that building, because if we’re not careful, there can be cross-contamination within the building itself. So there’s a lot of work to be done to get that place up to speed,” he stated.

Further, Dr Anthony explained that he is currently in the process of conducting assessments and costing, in order to submit a report to President Dr Irfaan Ali with all that is required to combat the spread of the life-threatening disease.

He noted that he has seen a list of items needed for the

Infectious Diseases Hospital in his preliminary report from the Health Ministry, but he will have to review it before making any recommendations to, and/or requests of, the President.

The new Health Minister noted that while he has been assured that he would be given the resources needed, there is a lot of goodwill emanating particularly from international donor organisations; and he said he would soon be starting discussions with those agencies.

“I’ve been assured that this is one of the main priorities of this Government. We want to bring COVID under control. The President has told me that this is one of his

Meanwhile, also joining Ali’s Cabinet are Joseph Hamilton, as Minister of Labour, and Kwame McCoy, as Minister within the Office of the Prime Minister.

Prior to Wednesday’s ceremony, Dr Ali, immediately after his own swearing in four days ago, had made three appointments.

Former President and PPP/C General Secretary Bharrat Jagdeo has been named Vice President, and

former Opposition Chief Whip Gail Teixeira has been appointed Minister of Parliamentary Affairs and Governance. Anil Nandlall was also immediately sworn in as Attorney General and Legal Affairs Minister, a position he had held in the previous PPP/C administration.

Notably, however, no announcement was made regarding the key portfolio of

Minister of Finance. When asked about this on the sidelines of the event, the President explained that the search is still on for a potential candidate.

“We’re still looking. We have had many discussions with many stakeholders and individuals in the formation of this Cabinet…,” he stated.

Asked whether former Finance Minister under the last PPP/C administration,

Dr Ashni Singh, was being considered for the post, the President contended that no specific individual is being looked at.

“We are looking at a lot of variables. We’re still in the searching mode. I cannot confirm to you any individual, because we’ve not identified an individual yet…

We’ve reached out to many individuals, but no one in particular in relation to finance,” President Ali noted.

While the establishment of the Infectious Diseases Hospital was part of the previous Coalition Government’s national response to the coronavirus pandemic, the project had come under heavy scrutiny and criticism over the lack of information and apparent sketchy deal that was made.

In fact, at last Friday’s commissioning ceremony of the facility, former President David Granger was unable to give a final cost for the renovation and outfitting of the hospital.

“This used to be a hotel.

The person who built the hotel was heavily indebted to the banks, and my understanding is that it is in receivership. In other terms, we don’t have a bottom line, and the Minister of Public Health and the Minister of Finance are quite aware of the level of expenditure (that is needed), and Cabinet is convinced that the expenditure is justified,” Granger had stated.

Initially, the project was pegged at $1B for the renovation works, but this was later increased.

In the meantime, he said, the responsibility for that key sector is being fielded by the Office of the President until an appointment is made.

“With the skillset that we have at the moment in the Office of the President, with the former President (Bharrat Jagdeo) we are hoping to move quickly on a number of issues at the financial level, but it is an area that we’re still searching for a potential candidate,” the Head of State asserted.

Nevertheless, President Ali, in brief remarks, after swearing in the new members of his Cabinet during Wednesday’s ceremony, pointed out that not only will the new ministers be tasked with carrying out the programme of his Government, but they would also be accountable to the people of Guyana.

“These Ministers will be held account, not only by the executive and the Parliament, but more importantly by the people of this country. I expect that this team will be results-oriented; that this team will work in an efficient and transparent manner. The multi-faceted nature of skillset that comprise the team is what I believe Guyana requires in ensuring we fulfil the aspirations of all the people of this country,” he posited.

According to the Head of State, the swift move to appoint these ministers – whom he said brings new-

ness, youthful energy, freshness and important skillsets – is because there is a lot of work to be done. These new Cabinet Members have been drawn from the private sector, the legal sector, health sector, and even educators.

“It’s a multifaceted fusion of experience and skillsets that we brought together…

So you will see many of the appointments in the various areas of Government that will fuse different corners of our society together, different interests of our society together, as we work on giving the people of our country the best possible outcome…

You’ve taken, like I did, an oath to people of this country, and we expect nothing else but fulfillment of that oath,” President Ali asserted.

He further reminded the Ministers and their families that their new portfolios are not an 8-to-4 job, and that they must all be willing to make the necessary sacrifices in the interest of Guyana and for the betterment of its people.

Meanwhile, the Head of State explained that some of the Ministries were realigned to remove duplicity, to make it easier to do business with the Government, to improve bureaucracy and efficiency.

The previous A Partnership for National Unity/Alliance For Change (APNU/AFC) regime had renamed several ministries when it took office back in 2015.

Guyana now faces uphill task to rebuild – VP Jagdeo …thanks everyone who fought for democracy

xpressing thanks to the many who played a part in the struggle for democracy against the previous Government, Vice President Bharrat Jagdeo has made it clear that the People’s Progressive Party/ Civic (PPP/C) Government was committed to rebuilding Guyana.

Jagdeo on Wednesday noted that Guyana now faced an uphill task of rebuilding itself. This comes after the economic, social and governance damage left by A Partnership for National Unity/Alliance For Change (APNU/AFC).

“Our country now faces the uphill task of rebuilding and I am deeply moved by the expression of confidence from His Excellency, President Irfaan Ali. Moving forward, I assure all Guyanese that the People’s Progressive Party is committed to the task at hand, as we advance together – all Guyanese – towards our common, progressive, and prosperous future,” Jagdeo wrote.

He expressed thanks to everyone, from the PPP’s support base to its volunteers to its candidates and leaders. According to Jagdeo, these persons gave their time and effort over

the past five years, especially the last few months, contributing to the PPP’s victory at the March 2 polls.

“Also, I owe a debt of gratitude to the thousands who voted on March 2;

cy forces in the local civil society, other political parties and the international community, as well as Guyanese at home and abroad, who made a difference for all Guyanese people by making their voices heard. Again, my sincerest thanks.”

PPP/C’s Dr Ali was sworn in at the Arthur Chung Conference Centre (ACCC) on Sunday as President of Guyana by Chancellor of the Judiciary (ag), Yonnette CummingsEdwards. After swearing in Prime Minister Mark Phillips, he had appointed former President and Opposition Leader Jagdeo as Vice President. It had also been announced that Jagdeo would lead the transition process.

The PPP/C does indeed face an uphill task, as in the first place Guyana

serves in. Guyana Times had reported back in June of 2020 that the APNU/ AFC’s management of the economy has left the nation’s coffers severely depleted.

Not only has the country’s general reserves been depleted to $0, but the account is also now running an overdraft to the tune of hundreds of billions of dollars. This is in addition to an alarmingly depleted gold reserve.

The Bank of Guyana’s Statement of Assets and Liabilities showed that at the time the General Reserve was -$290,667,332.

Additionally, Public Deposits were depleted to below $0, also recording a negative balance of -$88,629,401,855.

The records show that when APNU/AFC took office in 2015, Guyana’s gold reserves were $15 billion.

However, the APNU/AFC Administration depleted this to $715 million. This reflected a difference of $14.3 billion spent by the Administration during its time in office, not accounting for the additional sales for gold that would have cycled through the financial system over the course of the five years.

In 2015, Guyana’s General Reserve had just about $6 billion while the contingency reserve held $4 billion. But in June, those savings had been eroded to below zero dollars, to now reflect considerable overdrafts. (G3)

The rebuilding…

W

…team ell, there you have it…the PPP Cabinet that’ll be assisting President Irfaan Ali to rebuild this country - still reeling from the mismanagement of the PNC - has been named. The first thing that hit your Eyewitness is how YOUNG most of them are!! But this shouldn’t be too surprising, since Ali had signalled this earlier this week. While it’s doesn’t exactly signal “no country for old men”, the age cohort is quite the opposite of the PNC’s last Cabinet, which was dominated by too many old fogies.

And this is a good thing, since this mess will take a whole lotta energy to clean up. At this time, there’s no need to look at the specific individuals entrusted with the various portfolios, since they are mostly unknown in general. What’s important is that we all know what they’re supposed to be achieving over the next five years: it’s all there in the PPP manifesto!! After the experience with the PNC and their abandonment of their promises that had been supposed to be accomplished within “the first 100 days”, the Guyanese people will be pleasantly surprised.

The PPP is an old-line party that places tremendous emphasis on the foundational nature of its Manifesto.

It’s not a campaign brochure designed to attract voters!! Unlike the PNC and other parties, its manifesto is its 5-year plan for the country, and each of the Ministers will be responsible to make sure they do what it takes to get the job done. And it’s for this reason that the individuals named yesterday aren’t that important per se. Now, obviously, there has to be some correlation in training and skill set with the matched portfolio…that’s expected. But a PPP Cabinet will be a team working together to fulfill that five-year plan.

As with all teams, the Captain is crucial, and while President Ali is young, as your Eyewitness has been emphasising, Guyana got a “two for” with his vast ministerial experience in previous PPP governments. But the cog in the entire Cabinet wheel will have to be VP Bharrat Jagdeo. All Guyana knows that after he was picked at the age of 35 to become the youngest President in our history, he went on to almost singlehandedly rebuild Guyana after the Burnhamite destruction. He had been the Minister of Finance before his appointment to the Presidency. That sort of institutional memory will make him the anchor in the Cabinet for President Ali. The PPP Cabinet is also significantly smaller than the PNC’s: nineteen, compared with the latter’s astronomical thirty-one and counting!

So, we have the problem, we have the plan to fix it, and we have the team to execute it.

Let’s go Guyana!! …of the PNC Even as the PPP takes over the Government, the PNC’s reeling from being torn asunder, after Granger’s abrupt caving in following their five-month war of attrition to hang on to power by rigging the elections of March 2.

One faction - reminiscent of that led by Hamilton Green against Desmond Hoyte in 1992 - is cussing out Granger for accepting GECOM Chair Claudette Singh’s declaration using the recount numbers.

They’re claiming that this shows “weakness” and he should’ve refused to leave office. Some are saying that even if the resort to the Courts had been exhausted, he should have called PNC supporters into the streets.

Never mind that this might’ve led to a civil war. He’s also being criticised for being “aloof”, not only during his Presidency, but even after his defeat, since he’s refused to even address his supporters - after leading them down the garden path for five months while claiming that the elections were rigged by the PPP! Your Eyewitness expects an internecine war to break out imminently! …of social cohesion It’s quite ironic that, for an administration which introduced an entire ministry to increase “social cohesion” in the country, they’ve left the country even more divided that in the 1960s, when we went through a virtual civil war.

PM Phillips in charge of energy, telecoms sectors …to sit on Defence Board, overlook CDC, lead Govt’s business in Parliament

U

nlike his predecessor, Prime Minister Brigadier (retired) Mark Phillips will have a major role in Government, with responsibilities for major sectors, including energy and telecommunications.

The former Army Chief will also be in charge of the Government information sector, besides sitting on the Defence Board and leading Government’s business in Parliament.

Further, he will be overlooking the Civil Defence Commission (CDC), the agency tasked with responding to disasters in Guyana.

In an invited comment, Prime Minister Phillips told Guyana Times that his first order of business would be to meet with the various staff within each sector, to better understand the state of affairs there, and from there he will devise plans to be able to transform each sector in a strategic manner for the benefit of all Guyanese.

Energy sector

As the person responsible for the country’s energy sector, PM Phillips is expected to have control of the Department of Energy, which is currently headed by Dr Mark Bynoe. That Department was established under the previous A Partnership for National Unity/Alliance For Change

(APNU/AFC) Administration and fell under the leadership of the then Minister of State, Joseph Harmon. The Energy Department was established with the intention of managing the hydrocarbon sector in Guyana to optimise the value proposition for Guyanese through the adoption of efficient and effective modalities, transparency, balance, and pursuance of an evidence-based approach to decision-making.

Under the energy portfolio, the Prime Minister will have oversight over agencies such as the Guyana Power and Light (GPL) and the Guyana Energy Agency (GEA).

Telecoms

The telecommunications sector was previously managed by AFC’s Catherine Hughes under the entity of a ministry. The telecommunications sector deals with the country’s information and telecommunications technology (ICT) and e-governance initiatives.

Previously, the Ministry played an integral role in pushing the Science, Technology, Engineering and Mathematics (STEM) projects, especially among the youth population. Of major public interest is liberalisation of the country’s telecoms sector, which would pave the way for more investments

Service (GPS) along with other agencies that deal with the country’s security.

Additionally, as is conventional for the Prime Minister, Brigadier Phillips will be the leader of Government’s business in Parliament.

Moreover, he is expected to have a lead role in the Government’s COVID-19 response initiatives, and will be working closely with President Dr Irfaan Ali on Prime Minister Mark Phillips

and a more competitive industry.

Other portfolios

Regarding the information sector, this would translate to oversight of agencies like the State-owned media such as the Guyana Chronicle and the National Communications Network (NCN).

Under the previous David Granger-led administration, this was perhaps the only portfolio held by the then Prime Minister Moses Nagamootoo.

As a member of the Defence Board, PM Phillips will have an integral role overseeing the country’s security sector. Particularly, he will have oversight over agencies like the Guyana Defence Force (GDF), Guyana Police Force (GPF), Guyana Fire Service (GFS), Guyana Prison

other projects which will be launched in time to come.

Phillips has had a long and distinguished career in the GDF, spanning nearly four decades and culminating with his appointment as the 8th Chief-of-Staff of the GDF, from September 2013 until he retired in October 2016.

As a member of the Army, Phillips, held a number of crucial leadership positions at various levels and ranks,

and his consistent upward mobility clearly demonstrated that he acquitted himself with distinction in every position held.

Phillips possesses a Bachelor’s Degree in Public Management, a Master’s Degree in Public Management, and several post-graduate Diplomas in Defence Planning and various areas of Management.

Trawlers slam into Demerara Harbour Bridge

n accident on Wednesday afternoon involving trawlers has put the Demerara Harbour Bridge Company (DHBC) in assessment mode as it seeks to get a handle on the extent of the damages caused by the vessels.

In an interview with this publication, DHBC General Manager Rawlston Adams assured that the flow of traffic is not affected by the accident. He explained that the company will be doing its assessment of the damages.

“The extent of the damage is that two buoys got disconnected. It won’t affect the flow of traffic. We don’t know (the cost to repair); that happened this afternoon. We’re in the process of getting them removed. We will assess what the damage is,” he explained.

It was only a few days ago that there was an accident on the Harbour Bridge between a car and a truck, leaving traffic backed up for miles.

Reopening of schools dependent on COVID-19 statistics – Education Minister

…to meet with Ministry staff today to determine way forward

ewly-appointed Education Minister Priya Manickchand has indicated that the reopening of schools is dependent on a number of factors, including science and statistics, in light of the current coronavirus (COVID-19) pandemic.

Manickchand told Guyana Times, following her appointment on Wednesday afternoon, that she was actively considering a plan to ensure that both teachers

and students were safe in light of the steadily increasing COVID-19 numbers.

This is the second time Manickchand, an Attorneyat-law, will be serving as Education Minister. She was first appointed to the post under the Donald Ramotar Administration from 2011 to 2015 and was once again called to serve under President Dr Irfaan Ali. “Paramount of our consideration will be how we

treat with COVID, and our teachers and their families to make sure everybody stay safe. We have to balance children’s right to be educated with our duty to make sure we protect the people we’ve sworn to serve,” the Minister stated.

Manickchand noted that schools were traditionally scheduled to open by September and in light of that, she explained that the Government has already started looking into best

practices and drawing from those to formulate a plan.

“We have to use the science, medicine, statistics and best practices around the world to inform us whether we would be opening or not. I know part of what parents are anxious about is the lack of information. I commit to keeping our population informed every step of the way.

“I can’t say exactly what the next move it. I know what we are considering,

but it would have to be integrated with what Health (Ministry) knows and with what other ministries know.

That would be our paramount concern right now,” she added.

The Education Minister noted that while her Party’s manifesto has covered its overall plan for the education sector, the immediate focus was safety of students and teachers in light of COVID-19. She added that if the Government was to open school as normal, there were several factors that ought to be considered and at this time, she was prepared to examine each of them.

On that note, she explained that there would be a meeting with all the stakeholders at the Ministry to craft a holistic plan on how they would move forward.

The Minister is cognisant of the challenge, noting that it has not been easy for any country in the world.

However, she did recognise that there were best practices which Guyana could examine in determining the way forward. She noted that Denmark has introduced a “bubble meth-

od” where they successfully hosted no more than 12 students in a classroom with adequate space. That, she said, is one of the areas they are looking at exploring.

“Even as we look at best practices, we have to also take our realities into consideration. How many children in the classroom? If we were to put 10-12 in a classroom, how many sessions should we have? How could we push our teachers to that limit? Should we push our teachers to that limit? Those are the things we have to examine,” she said.

Manickchand also noted that there were options of engaging students without them actually physically coming into school, but cautioned that it would have to be carefully examined.

Manickchand first became a Government Minister in 2006, serving as Human Services and Social Security Minister. She had been extremely critical of the lax approach by the A Partnership for National Unity/Alliance For Change (APNU/AFC) Education Minister, Nicolette Henry.

Strict Police enforcement key factor in no cases in Region 5 – Deputy Commander

he Police in Region Five (MahaicaBerbice) have played a major role in making sure the region stays free of COVID-19 infection. This is the only region that has not recorded a COVID-19 case.

Deputy Commander of Regional Division Five (Mahaica/Berbice) Assistant Superintendent Jermaine Dufu, in explaining some of the measures implemented, said the Police are a key element in implementing the strategies.

Several checkpoints were set up, and the Police worked in conjunction with the Regional Executive Officer, the Regional Health Officer and other stakeholders. The checkpoints house medical personnel who are screening persons entering the Region. “…so that persons entering the region, if they are COVID-19 positive or they notice certain symptoms,

they will take them to the nearest hospital facility for further testing and further screening to be done.”

The deputy commander noted that the Police have been playing a major role in the activity.

“These police officers are basically there to deal with the traffic, as the medical personal deal with the testing. We are kindly asking everyone to give them their fullest cooperation.”

Meanwhile, Dufu said the division has a special unit which deals with the enforcement of COVID-19 measures.

Currently, Region Five is in Phase Three of Guyana’s re-opening process. This allows for clothing, shoe and book stores to operate.

hamika Henry, a mother of one, on Tuesday received a quantity of cosmetology equipment to launch her cosmetology business from the Social Protection Ministry, through its Gender Affairs Bureau and the Humanitarian Mission Guyana Incorporated.

The single mother told reporters that the donation would help herself and her teenage son a great deal, since she has encountered a number of challenges as a single parent. However, the woman said she was determined to beat poverty by using her skills to earn a living. Henry said owing to the COVID-19 pandemic she lost her “steady job”.

“I am going to start my own business even if I have to go house to house to do my work. I provide manicures, pedicures, and also

hair treatment. Today I received a dryer, foot spa and hair curlers among other necessities to independently do what I love,” Henry remarked happily According to the single mother, once the pandemic is over, she will be pursuing studies in cosmetology to qualify herself, so that she can provide quality service to her customers.

Meanwhile, the equipment was handed over by Dr Suresh Sugrim, a representative of the US-based Humanitarian Mission Guyana Incorporated.

There have been some violators in the region, and as a result, in excess of 150 persons have been placed before the court for breaching the COVID-19 regulations in that region.

Deputy Commander Dufu is urging residents to continue to support the Police, and to make use of the COVID-19 hotline. He said if persons provide information on persons breaching the COVID-19 regulations, the Police would be deployed to the area. (G4)

GNBS warns about use of unapproved dial scales T

According to the GNBS, the warning comes at a time when consumers are making complaints to the Bureau regarding unfair weights for products measured using this type of scale during purchases.

by Police to answer questions in regard to the death of 29-year-old Calvin Hamilton, a miner of Aranaputa, Region Nine (Upper Takutu-Upper Essequibo) whose decomposed body was found floating in a well at Puruni Landing, Mazaruni.

Regional Commander Linden Lord, in an interview with Guyana Times on Wednesday, said Police received reports that the woman was last seen in the company of Hamilton and ranks were currently in search of her for questioning.

According to reports, Hamilton, who was employed by the Hard Rock Mining Company in the Puruni Backdam, Mazaruni area, had left his work site

between July 17 and July 19, and went to the Puruni Landing and was not seen since by his employer or colleagues.

However, on the same day he left, a 40-year-old businessman told Police that he saw the miner imbibing alcohol at his bar before leaving some time after.

Two days later, the businessman instructed one of his workers to pump water from his well and it was then the man’s employee found Hamilton’s lifeless body in the well.

Investigations continue.

post-mortem performed on the body of Eon Caddock, owner of Bush Master Tourism Company in Lethem, Region Nine (Upper Takutu-Upper Essequibo), who was found on the roadway in the vicinity of Culvert City, Lethem, revealed that he died as a result of cardiac arrest.

The autopsy was performed by Dr Nehaul Singh on Wednesday, after which the body was handed over to Caddock’s family for burial.

According to reports, ranks in Lethem received a telephone call from an anonymous caller, informing them that a body was seen lying on the roadway.

When law enforcement arrived on the scene, the man was lying face down, clad in a grey and brown jersey along with a pair of red trousers and multi-coloured running shoes.

Upon examining Caddock, investigators found a scratch on the left cheek. The man was taken to the Lethem Regional Hospital, where he was pronounced dead.

Caddock, a British national, had been living in Guyana for the past 25 years. According to residents of the community, the now dead man would normally jog in the said vicinity on a daily basis. (G9)

resident Dr Irfaan Ali on Wednesday appointed 19 Ministers to serve as part of his Cabinet and among them were four young and new faces to the political arena – namely Sonia Parag to serve as Public Service Minister; Susan Rodrigues as Minister within the Housing and Water Ministry; Oneidge Walrond Allicock as Tourism Minister and Hugh Todd, as Foreign Affairs and International Cooperation Minister.

They have all indicated that they are ready to hit the ground running and serving Guyanese is their number one priority.

sire has always been to serve and make a difference in her country.

In a brief interview following a simple swearing-in ceremony at the Arthur Chung Conference Centre (ACCC) on Wednesday, she expressed her excitement to be offered the opportunity to function as a Minister in the Irfaan Ali-led Government, and assured that she would work diligently to ensure that her ministry met the needs of the various stakeholders.

“My vision, and desire, has always been to serve the Guyanese people without attention or focus on race, creed, party affiliation; just the desire to serve and make a difference. That is what I bring to the table, and that is my sole reason for wanting to support the vision of a President who has declared that his desire is to see us move forward as a nation,”

Walrond Allicock posited.

In relation to her professional background and her suitability for the ministerial portfolio, she noted that her background was in law “and for any policy position a background in law is advantageous”. She added: “I have experience in the public service and that I believe will lend to building and developing a portfolio.”

Walrond Allicock’s appointment is a technocratic one since she was not on the People’s Progressive Party/Civic (PPP/C) List of Candidates. She told the media that over the coming days she would engage the various stakeholders of the Ministry and would work collaboratively to achieve the objectives of the Ministry and the Government as a whole.

Walrond Allicock is a former Magistrate. She has 22 years of experience at the Bar and more recently, she served as Corporate Secretary of the Guyana Telecommunications Agency as well as adviser to former Public Telecommunications Minister Cathy Hughes. Interestingly, she was also among the 18 names submitted by Opposition Leader Bharrat Jagdeo for the position of Chairman of the Guyana Elections Commission (GECOM).

Public Service

Meanwhile, the 37-yearold Parag hails from a family of political influence, her father Hukumchand was a prominent attorney as well as a former Member of Parliament for the People’s National Congress (PNC).

Parag offered legal counsel to Jagdeo and then joined the campaign trail for the March 2, 2020 General and Regional Elections.

“Here I am and my nature is to give all as I’ve done throughout this electoral process and that I don’t plan to stop at any time in terms of giving my all. As I get into office, I will familiarise myself, the first thing, with the staff, with the status of that Ministry and then I will start to implement my policies,” she said.

The Attorney by profession noted that she has been meeting with the staff at the Ministry to determine the best plan to move forward in a unified way. She expressed that she was looking as professionalising the public service as well as bringing progress to the sector.

“It requires a certain amount of patience, it requires improving your arguments and not your voice so basically what I will say is that we sit down at the table like mature adults and find solutions to those who wish to be testy in their approach,” Parag said when asked how she intended to deal with conflicts in terms of advancing the public service.

When asked how she intended to revolutionise the Scholarship Division of the Ministry, Parag said: “I would like to channel it in a way: ‘look, it is fair; it is transparent; it is across the board’. We are looking at something when you throw it to the public, they understand what is going on, they can see for themselves that this is

Rodrigues, the new Minister within the Housing and Water Ministry, is also fairly new to politics, only having joined the PPP after she was dissatisfied with the way the A Partnership for National Unity/Alliance For Change (APNU/AFC) was running the affairs of the country.

She notes that this appointment would allow her to step out of her comfort zone.

“This is very encouraging not only for the young people within our party and within Government but young people in Guyana generally that they can see that there is potential out there and as long as you work hard and you are committed, you can become anything you want.

“There was no indication before that I would be given this portfolio. I do have a construction background and real estate and when I met with the President yesterday … he said that I am giving you this, because you are a hard worker. He said we have to be results-oriented … which he said today and have always said throughout the campaign that we have to deliver, we do not have a choice and it is very difficult now with the economy we’ve inherited, but we are not going to make excuses, we are going to put our shoulders to the wheel and we are going to ensure that we deliver for the people of Guyana,” Rodrigues said.

Strengthening foreign diplomacy

Meanwhile, Guyana’s new Foreign Affairs and International Cooperation Minister Hugh Todd said among his top priorities is to work towards strengthening the country’s foreign diplomacy policy since, according to him, it is currently in “tatters”.

“We have to strengthen our foreign diplomacy, it’s in tatters right now…and we have to work on economic cooperation which I think is vital to moving this country forward,” Todd stated.

Up to the time of his appointment as a Minister under the Irfaan Ali Government, Todd was the Assistant Dean in the School of Entrepreneurship and Business Innovation, University of Guyana.

Todd, speaking with media operatives after taking his oath of office, explained that he previously served in the military, Private Sector and academia – and now he was excited to embark on this new chapter in his life.

“It’s a learning curve for me, but I have a team at the ministry, we have a structure there already,” the new Minister explained, noting that he would look to his staff for the much-needed support in managing the country’s foreign affairs.

Guyana’s 2020 General and Regional Elections attracted much international attention from major organisations like the Commonwealth, European Union, Organisation of American States, among others.

In a social media post on Wednesday, Cuban Foreign Affairs Minister Bruno Rodriguez said President Diaz-Canel congratulated President Ali following his election as Guyana’s ninth Executive President. In addition, the Cuban President expressed a willingness to continue strengthening historical ties with Guyana.

Both Guyana and Cuba have cooperation agreements in various areas, but particularly in the field of health. In fact, Guyana has hosted medical brigades and has continuously sent local students to be educated in Cuba.

The PPP/C won the presidency with a commanding 233,336 votes, a remarkable lead of 15,416 over its nearest political rival, the APNU/ AFC – which has been refusing to accept defeat and, at the last hour, attempted to file an injunction in the courts to prevent the declaration by the GECOM Chairman.

According to a statement from the Government, the team’s work is expected to start “immediately”.

fied for the team to assess are the Guyana Power and Light, the Guyana Water Incorporated, the Guyana Geology and Mines Commission, the Central Housing and Planning Authority, the Guyana Forestry Commission, Guyana Gold Board, the National Industrial and Commercial Investments Limited, Guyana Lands and Surveys Commission, the Lotto Fund, the Guyana Energy Agency, the Guyana Rice Development Board, the Guyana Oil Company, the Guyana National Shipping Corporation, the Guyana Office for Investment (GO-Invest) and the Guyana Sugar Corporation (GuySuCo).

The team will also be conducting a review of the operations, policies and programmes of the Department of Public Information (DPI), the National Communications Network Incorporated (NCN) and the Guyana National Newspaper Limited (Guyana Chronicle).

Further, the team will address the matter of the functions of the Guyana Broadcasting Authority (GNBA).

Vice President Bharrat Jagdeo, whilst he was serving as the country’s Opposition Leader, had assured that public servants need not worry about their job security, as his party will not be engaging in any “witch-hunting” exercise.

However, he had pointed out that there are “a few persons at the top level” who will have to face the consequences of their actions.

After the APNU/AFC Coalition had won the 2015 national elections by a razor thin majority, it had embarked on a process that saw many senior public officials being terminated on the basis of their perceived

Thieves escape with over $2M after raiding Corentyne home

hieves carted off some $2 million in addition to other valuables when they broke and entered a home at Number 71 Village Corentyne, Region Six (East Berbice/ Corentyne) on Tuesday evening.

No one was at home at the time of the breakage.

Dershanie Devi Thakoordin of Number 71 Village Corentyne, who works as a security officer with the Corriverton Mayor and Town Council, told this publication that she left home at about 19:39h, and returned shortly after 21:00h.

She said that as she entered the yard, she noticed that her front door had been wrenched open. The 38-year-old woman, who lives with her 15-year-old son, revealed that the perpetrators had already left when she returned home.

“The gate was locked, and I opened it and come in, and I see the door open.

So, I go to turn back and tell my son that he leave the door open, and then I look inside and see straight in the middle room, which is his room, and everything pull down on the ground,”

the woman recalled.

She said that upon seeing what had happened, she raised an alarm and neigh-

According to Thakoordin, she has a sister and a son living overseas, and they sent over $2M over the past four months for her to purchase materials to repair her father’s workshop, which is located at Number 65 Village. She said that they also sent money for her to repair her own house.

egional Health Officer (RHO) of Region Seven (CuyuniMazaruni), Dr Edward Sagala, on Wednesday confirmed that COVID-19 cases in that region have now topped 100, determined by a health team after a revisit to Batavia and other areas in the region.

“As a result of the sudden spike in COVID-19 cases in Batavia village, a seven-member team visited the area on August 3, 2020, to conduct further screening and testing,” Dr Sagala is quoted by the Department of Public Information as saying.

“Persons who tested positive for the disease have had contact with the community in one way or another. We continue to remind residents of the region not to let your guard down,” the RHO emphasised.

Brazil adrift as virus death toll Ministry considering virtual Indigenous Heritage approaches 100,000 Month celebrations

he Indigenous Peoples’ Affairs Ministry has disclosed that it is exploring the possibility of hosting a virtual celebration for Indigenous Heritage Month in September this year.

According to the Department of Public Information, that Ministry’s Principal Regional Development Officer (PRDO), Anil Roberts, has said the matter was debated in an initial discussion.

“We are looking to have it (live) streamed nationally, and especially in the hinterland communities,” he told DPI. However, Roberts explained that the Ministry is awaiting the ongoing transition of Government to the new administration, and a budget to move ahead with plans for the month-long observance.

Hosting a virtual celebration for Indigenous Heritage Month is in keeping with the social distancing measures that are necessary to slow the spread of the novel coronavirus disease (COVID-19).

"At that point, Brazil was more or less getting organised to deal with the pandemic," said Paulo Lotufo, an epidemiologist at the University of Sao Paulo.

The message from the Bolsonaro government has been "the exact opposite" of what it should have been, said Barros.

"Lockdown is difficult. It has to be coordinated by a leader with political credibility," he told AFP. "You have to explain to people that it's hard, but necessary to avoid a massacre."

Instead, most Brazilian states started exiting lockdown in June, under pressure from Bolsonaro and despite warnings from experts that it was too soon.

Beaches, bars and restaurants were soon packed, even as the death toll continued to soar.

The virus has hit hardest among poor and black Brazilians, especially in the favelas -- slums where crowded living conditions and lack of clean, running water make social distanc-

ing and hand-washing difficult.

The Amazon region has also been devastated, particularly indigenous peoples, who have a history of vulnerability to outside diseases.

As states now start to consider reopening schools, "the way people behave in the coming weeks will be decisive," said Lotufo.

The country is in a strange gray zone between crisis mode and normality.

"It's shocking to see some people partying while so many others are dying," said Andre Rezende, a driver for a ride-hailing service whose mother-in-law died of COVID-19 and whose brother just came out of 30 days in intensive care with the virus.

"A lot of people are getting back to normal life. The feeling of powerlessness makes some people think, 'Might as well try to live normally, because there's no solution to this,'" said Barros.

Some are putting their faith in one of the two vaccines that are currently in advanced clinical trials in Brazil -- an ideal testing ground because the virus is still spreading so fast.

A majority of the Justices voted to give the Government 30 days to draw up a plan to reduce the threat to Indigenous people from COVID-19, which could wipe out some tribes.

Measures should include sanitary barriers to stop outsiders entering protected tribal lands and the isolation of invaders, but the court stopped short of ordering the immediate expulsion of illegal loggers and miners that Indigenous leaders say are spreading the virus.

violent Mexican cartel that stole vast amounts of fuel from State energy company Petroleos Mexicanos (Pemex) could operate for years because top Government officials at the time looked the other way, a senior official from the current Administration said.

Authorities over the weekend captured gang leader Jose Antonio Yepez on his home turf in the central state of Guanajuato,

the biggest arrest of an organised crime boss since President Andres Manuel Lopez Obrador came to power in December 2018.

Known as “El Marro” (The Mallet), Yepez and his Santa Rosa de Lima Cartel for years operated with what was essentially “a licence” from the last government, said Santiago Nieto, head of the Finance Ministry’s Financial Intelligence Unit (UIF).

“The attitude was one of omission,” Nieto told

Reuters in an interview. He did not provide evidence for his assertions.

But he said federal and local officials failed to tackle fuel theft under the Administration of former President Enrique Pena Nieto, who ran Mexico from 2012 to 2018.

In particular, Eduardo Leon Trauwitz, who was in charge of security at Pemex fell short, Nieto said.

Trauwitz’s responsibilities included monitoring the

firm’s vast infrastructure, comprising refineries and tens of thousands of kilometres of pipelines.

olombians took to the streets on Tuesday evening to celebrate and also protest against the Supreme Court order to detain ex-President Alvaro Uribe while investigations against him for witness tampering and fraud continue.

The decision left many citizens shocked, some pleased, and others angered.

Throughout major cities, people stood on the roads and balconies to bang pots and pans and fly the yellow, blue and red Colombian flag.

But it was hard to tell who was celebrating the court decision and who was supporting Uribe – possibly the most controversial and polarising living public figure in the country.

“It gives hope that justice is working and that we are in a democratic country,” said Efrain Rincon, a 28-year-old biologist, who was celebrating on the street in a liberal downtown Bogota neighbourhood largely in favour of the detention.

In other parts of Bogota

and in Colombia’s second-biggest and more conservative city, Medellin, where Uribe is from, rallies were held in support of the former president.

More such rallies are expected in the coming days.

In Bogota, there was an increased police presence in major public squares on Wednesday.

The hardline leader served from 2002 to 2010 and took an aggressive stance against the Revolutionary Armed Forces of Colombia (FARC), a leftwing rebel group. He continues to be an influential figure in the Andean nation which suffered a 52-year armed conflict.

Cummins was ordered to self-isolate by the Chief Medical Officer (CMO), Dr Kenneth George, after greeting the Ghanaian nursing party last Thursday. The next day, they recorded nine positive COVID-19 tests.

President Sir Richard Cheltenham had earlier read a letter from George saying Cummins was

il futures posted the highest close in five months, but ended off session highs, after data confirmed a large drop in crude inventories while also showing an unexpected rise in gasoline stocks that undercut notions of a pickup in demand.

West Texas Intermediate (WTI) crude for September delivery CL rose 49 cents, or 1.2 per cent to finish at US$42.19 a barrel on the New York Mercantile, after rising as high as US$43.52 immediately after the data. The global benchmark, October Brent crude closed at US$45.17 a barrel, up 74 cents, or 1.7 per cent, on ICE Futures Europe. Wednesday’s settlements were the highest since March 6 for both benchmarks.

The Energy Information Administration (EIA) said US crude stocks fell by 7.4 million barrels in the week ended July 31, while gasoline inventories rose 419,000 barrels and distillate supplies increased by 1.6 million barrels.

“Despite ongoing subdued refining activity amid stymied demand, oil inventories showed a large draw, even though we saw a rebound in imports,” said Matt Smith, director of commodity research at ClipperData. “The US Gulf Coast accounted for the entire drop, where inventories drew by 7.4 million barrels amid low waterborne imports and ongoing strength in exports.”

man in eastern China has been acquitted of murder and freed after spending 27 years in prison.

Zhang Yuhuan maintained he was tortured by Police and forced to confess to the murder of two young boys in 1993.

He was China’s longest-serving wrongfully convicted inmate, after having served 9778 days in the prison in Jiangxi province.

Prosecutors who reopened the case said his confession had inconsistencies and

did not match the original crime.

He walked free after a high court found there was not enough evidence to justify his conviction.

Observers say China is growing more willing to quash wrongful convictions, but only criminal not political.

ith a heavy deployment of troops and curbs on public movement, Indian authorities kept a tight lid on potential protests in Kashmir on Wednesday, the first anniversary of the revocation of the disputed region’s semi-autonomy.

Local politicians were not permitted outside their homes, likely to prevent them from calling street demonstrations or even from holding meetings, in the strictest lockdown seen in months.

Last August, Indian Prime Minister Narendra Modi’s Government stripped Jammu and Kashmir of its special rights and split it into two federally administered territories. The Government said the change was necessary to develop

the revolt-torn region and integrate it with the rest of India, but it infuriated many Kashmiris as well as neighbouring Pakistan.

Kashmir is claimed in full by India and Pakistan, which have gone to war twice over it, and both rule parts of it.

he GFF 2020/2021 pre-season transfer window has now been extended to August 23, 2020 in order to accommodate any hindrances that interested parties might experience as a result of the COVID-19 pandemic.

The GFF made this decision in consultation with its regional member associations (RMA), affiliates and Elite League clubs, and same was endorsed by FIFA following an official request from the GFF. According to the FIFA correspondence, dated August 5, the endorsement was granted “consistent with (i) the guidelines and decisions regarding COVID-19 approved by the Bureau of the Council on 6 April 2020, and (ii) FIFA circular no. 1720.

Meanwhile, GFF President Wayne Forde has said the GFF “is actively drawing up plans for a robust restart of football nationally, and would like to give each registered club the opportunity to prepare for a competitive season.”

“The GFF will be announcing these plans once

the COVID- 19 Task Force and the Ministry of Public Health provide the requisite clearance for the resumption of competitive sports.

In the meantime, we urge our members to continue to respect the COVID-19 guidelines”, Forde has said.

The original 2020/2021 pre-season transfer window opened on June 1, 2020 and closed at midnight on July 31, 2020. GFF General Secretary Ian Alves, in his correspondence to the members, urged the use of electronic communication for the processing of transfers.

Dates for men's and women's Six Nations rugby tournaments rescheduled

he World Rugby Council (WRC) has confirmed that the Guinness Six Nations rugby tournaments will be completed in October, and said guidance on potential spectator attendance will follow "in due course". The Six Nations Rugby tournaments are contested between England, Ireland, Scotland, Wales, France and Italy.

The WRC last week gave approval for Ireland to face Italy on October 24, with the final round of matches taking place a week later.

Ireland will stage bottom side Italy at the Aviva Stadium in a showdown that should have taken place on March 7, but was postponed due to the coronavirus pandemic.

Wales will take on Scotland on October 31 at a venue that has not yet been confirmed, while England will be travelling to face Italy at Stadio Olimpico, and France will do battle with Ireland at Stade de France on the same day.

The SOPs include details on dos and don'ts during travel, lodging, and training during the 53-day tournament, which is scheduled to be played at three venues in the UAE - Dubai, Abu Dhabi and Sharjah between September 19 and November 10.

The BCCI is yet to announce the tournament schedule as it awaits a formal nod from the Indian Government.

ESPNcricinfo understands that teams have been asked to travel with "minimum" contingents, and not before August 20.

Among the SOPs, the IPL has permitted families of squad members to travel to the UAE and stay inside the bio-secure bubble, but the final decision on that front will remain with each franchise.

However, the IPL has made it mandatory that each team would need to have a medical doctor on board, to help the franchise mitigate risks as well as educate the squad during the COVID-19 pandemic.

Testing protocols

As per the draft SOPs, IPL has recommended to franchises that all members carry out two tests be-

fore their squads depart for the UAE. Those two tests will need to be done at 24hour intervals, as per the World Health Organisation norms.

They will also need to be done before the player or coaching/support staff member assembles in the city where they will board the flight for the UAE. The validity of the second test result will need to last for at least four days (96 hours) including the date of landing in the UAE. The player or staff in question can fly out only if

both those tests come out negative. Anyone infected would need to undergo the mandatory two-week quarantine period, as per the guidelines of the Indian Government. After that, the person would need to undergo a fresh set of two tests, and clear them before joining the squad in the UAE. Once the squad lands in the UAE, all members are to undergo another test at the airport before heading to the team hotel. From this point, the IPL testing protocol will kick in.

As per the protocol, every squad would undergo a mandatory seven-day quarantine in the team hotel. During this week, every squad member would be tested thrice - on days 1, 3 and 6. Once all those results come back negative, the squad can start training.

After that, all squad members would be tested on the fifth day of every week throughout the tournament.

"The IPL has permitted families of squad members to travel to the UAE and stay inside the bio-secure bubble, but the final decision on that front will remain with each franchise", it was announced.

As far as the non-Indian

players and staff are concerned, they will need to carry the negative result of the test carried out in the last 96 hours before arriving in the UAE. As per the local rules, during the tournament squads travelling to Abu Dhabi would need to carry negative test results carried out in the previous 48 hours.

As per the IPL guidelines, if the weekly test result has expired during the course of travel to Abu Dhabi, squads would need to undergo a fresh test again.

Testing positive during the tournament

In such a scenario, it is understood that the person in question would need to isolate, but outside the bubble, considering that aerosols - respiratory droplets can easily be transmitted.

That infected person would be put in a sanitised room within the same hotel. One of the guidelines recommends having a few rooms where the squad is staying to isolate any infected person(s).

No stepping out of the bubble

The IPL has reportedly made it clear no person can go in and out of the bio-secure bubble during the course of the tournament. Strict social distancing norms have been recommended, including squad members discouraged from having any close contact even within the bubble, which includes moving between hotel rooms. Squad members have also been asked to wear masks outside their rooms at hotels, and avoid any unnecessary movement.

There will be exceptions

If an injured player needs to visit a hospital for X-rays or scans, then the guidelines suggest the movement be restricted to the clinic, with minimal interaction with outsiders.

One team per hotel

As per the guidelines, the eight teams will all stay in separate hotels. Each franchise has been asked to book a hotel or resort exclusively for the squad, with no outsiders allowed.

If that is not possible, then IPL has recommended they stay somewhere with a separate wing, entrance and exit. (ESPN Cricinfo)

GTU, NexGen Golf Academy sign major deal T

he Guyana Teacher's Union (GTU) and Nexgen Golf Academy have entered into an agreement that would provide for the expansion of golf training and practice in Georgetown at the GTU’s Woolford Avenue location.

GTU President, Mark Lyte, has said, "As the vanguard of learning, it is our duty to explore all options that enable our teachers and students to explore new horizons and experiences.

The fact that we have golf in our spirts curriculum but previously had no facility for students to learn was a major concern, and by partnering with Nexgen Golf Academy, we have effectively solved several problems at once!"

GTU General Secretary Coretta McDonald is the driving force behind the collaboration, which will see an upgrade of the entire ground. A portion of the ground will be shared by the entities for various sports and other activities, and a portion will be dedicated to golfing activities.

"I have always seen golf as

an opportunity for building character: development of young minds, whilst creating a strong mental focus. The bonus is that there are international scholarship opportunities tied to golf that we as Guyanese have been missing out on, and I want that to stop," McDonald has said.

Under supervision of the Guyana Golf Association the Academy will commence training of sports directors and PE teachers, who will then take the sport back to

their local districts and, in turn, teach the theoretical aspects of the game.

Students will then attend the Academy for practical training.

With over 11,000 teachers under the GTU umbrella, this partnership would allow for the rapid promotion and expansion of the sport to all regions of the country.

INGSTON, Jamaica – Andrew Richardson has embraced his new role with Barbados Tridents, and hopes he can help the reigning Caribbean Premier League champions chart a winning strategy in the upcoming campaign.

The 38-year-old former first-class cricketer, a member of the Jamaica Tallawahs management last season, will serve as Tridents coach/manager for the tournament, set for Trinidad and Tobago from August 19 to September 10.

Having captured the CPL title in the past with the Tallawahs, both as a player and as part of management, Richardson believes he can bring the winning mentality to the existing successful Tridents setup.

“I know what it takes – the formula – to win the CPL. I had been a part of the Tallawahs set-up, one of the most successful franchises in the CPL,” the Jamaican told the Observer newspaper here.

“I’m looking forward to it. It’s a double role – the same thing I had been doing for the Tallawahs (when) I was the manager and the bowling coach.

“There are big shoes to fill, because the Tridents won the tournament last year and people are expecting great things from them,” Richardson has said.

Tridents proved a surprising quantity last year, emerging from a slow start to reach the playoffs, before stunning unbeaten Guyana Amazon Warriors in the final to win their second title.

Led by Test captain Jason Holder, the unit has retained the corps of players from last season, but has also strengthened with the signing of Afghanistan leg-spinning star Rashid Khan and Australian batsman Marcus Stoinis.

Richardson said hopes of a title repeat in the camp are high, especially since Tridents possess the ability to play a high quality of cricket.

“The Tridents have a good bunch of guys, a good setup. I expect great things, as long

as we play the sort of cricket that we can play,” he noted.

“We have to execute on the day, because with T20 cricket, it’s played on the day. It’s not played in the dressing room, it’s not about the best team on paper. It’s always the team that comes out and executes the plan better and also minimal mistakes.”

Richardson’s swansong with Tallawahs was hardly a memorable one. The Kingstonbased franchise finished last in the six-team standings, with just two wins in 10 outings, to miss out on the final four for the first time.

The former fast bowler has said that while he wishes Tallawahs well, his focus is on success with the Tridents.

“Home is always home, but wherever you can get the opportunity to make your mark, you take it,” he stressed.

“I’m just looking to grow as a coach. I do wish the Tallawahs all the best, as I always do, because as I’ve said, the home is always home. But, hopefully, Barbados turn up and play the best cricket this season,” he said.

JFF express interest in Leeds midfielder Kalvin Phillips

he Jamaica Football Federation (JFF) is reportedly seeking to secure the services of Leeds United central midfielder Kalvin Phillips.

The 24-year-old Phillips is fresh off playing a crucial role in the team’s successful bid to secure promotion to the English Premier League (EPL). The Caribbean team are hoping Phillips can play a similar role in their bid to secure a return to the FIFA World Cup -- a feat they first accom-

plished in 1998.

Phillips is of Jamaican heritage, and could quality to represent the country by virtue of the fact that his father is Jamaican. However, the player has also attracted the interest of his birth nation England, with his progress already being monitored by the team’s manager Gareth Southgate.

The Jamaicans are currently in an eight-team final round World Cup qualification group, which will see three teams qualify directly to the tournament and another secure a play-off spot. The JFF has already reportedly contacted Leeds, asking for permission to sit down with Phillips and try to convince him to pick the Caribbean unit.

Contingent not compromised by COVID-19

he three players removed from the Hero CPL T20 tournament because of COVID-19 issues did not leave Jamaica, and, as such, were not in contact with the contingent that flew into Trinidad and Tobago on Monday night and was taken to their bubble based at Hilton Trinidad under Police escort.

Tallawahs, Jefferson Miller, made it clear that the trio did not leave Jamaica, as they were pulled before they could have visited St. Lucia to meet the rest of the team.

Dennis Bulli who was due to play for the St. Kitts & Nevis Patriots was tested, and his results returned positive for COVID-19. He was at Sabina Park in Jamaica preparing for the tour-

nament. Practising with him were batsman Andre McCarthy and all-rounder Jeavar Royal.

Guardian Media Sports understands that an estimated 180 persons, which comprise a total of 144 players and technical staff, are based at the bubble together with other match officials.

Miller

said: "My two players in McCarthy and Royal were not the ones who tested positive for COVID-19. They were fine, but at the end of the day, they trained with Bulli, and hence we decided to pull them from the team.

We are not happy at doing this, but we have to be very serious with this COVID situation. The players never left Jamaica to go and join the others in St. Lucia, so there was no chance of others coming into contact with them to be compromised."

Tallawahs have brought in West Indies Test batsman Jermaine Blackwood and right-arm off-spinner Ramaal Lewis as replacements for the two.

The players all arrived on Monday at 11.55 pm at Piarco, and spent a while on the ground while authorities were ensuring that all protocols were observed. They are settled at the Hilton Hotel, and will be staying in self-isolation for seven days before being tested again.

A source close to the situation said that all the players who arrived on Monday night produced certificates of neg- a t i v e COVID-19 results.

They will be tested again after seven days.

Guardian Media Sports spoke with one of the officials who is based at the Hilton Hotel at

Lady Young Road, and he said that since being there for the last couple days, he has only been allowed out his room for four minutes to have a COVID-19 test done.

According to the official: "I am in my room for quite several days. I watched Netflix and sent emails. I left for my first COVID test, was out my room for four minutes, that is it." He said that soon he will have another test, and then will be able to join small groups.

“At day eight, there is another test, and I think we may be allowed to be in small clusters of three or four to meet up and chat, but movement very restricted."

He said that while there is no security outside his door, the area is being policed. "No one outside my door, but we cannot leave our rooms. It is being policed, I am told."

Commissioner of Police (CoP) Gary Griffith, who chaired a security meeting of all stakeholders involved in the 2020 edition of the CPL on Saturday, advised the public that all measures are being put in place to ensure the health and safety of all local and international players.

In a news release which followed the meeting, Griffith stated: "All teams will have to undergo a quarantine period of 14 days, during which they will be monitored and test-

ed by officials of the Ministry of Health. All teams will be staying under quarantine at the Hilton. All teams will be kept in sanitised zones which are termed "bubbles".

He points out that fans and family members will not be allowed to visit training sessions, matches, or the hotel. No spectators will be allowed at the venues during the games."

The tournament, which bowls off on August 18 and ends on September 10, will feature six franchise teams - the Barbados Tridents, Guyana Amazon Warriors, Jamaica Tallawahs, St Kitts and Nevis Patriots, St Lucia Zouks and Trinbago Knight Riders - will play matches at the Queen's Park Oval, Portof-Spain, and at the Brian Lara Academy, Tarouba, San Fernando.

Commissioner Griffith also announced acting Assistant Commissioner of Police, Floris Hodge-Griffith, as the Gold Commander for the CPL tournament.

So far there are 194 positive cases in T&T, with eight deaths as at the 6:00pm update from the Ministry of Health on Tuesday.

The opening match will be between the Trinbago Knight Riders and the Guyana Amazon Warriors.

It will be played at the Brian Lara Cricket Academy from 10am, and will be followed by defending champions the Tridents against the Patriots from 5.30 pm. (TT Guardian)

Imran Khan called up

by Patriots for CPL Cricket will never be the T &T leg-spinner Imran Khan has been called up by the St. Kitts & Nevis Patriots as a replacement for Dennis Bulli, who has been infected by the dreaded coronavirus.

Bulli was tested in Jamaica and was discovered positive for the virus, hence he has been pulled from the Patriots.

Also missing out is Patriots coach Simon Helmot, who contracted the virus in Australia. Former West Indies standout fast bowler Courtney Walsh will come into the mix at the Patriots to take over as head coach for the tournament.

Captain Rayad Emrit revealed to Guardian Media Sports that Khan has been called into the team. Khan has said he is elated at the call-up, and is looking forward to assisting his team.

"It is always great to be a part of this big tournament, and I am happy to have received the call-up from the Patriots. I have been training and playing cricket, so I am ready for action," Khan declared.

Khan will enter his 6th year of CPL cricket, as he played from 2015 to 2018 with the Barbados Tridents, and last year he was with

The Charlieville resident has been playing in the Central Super League T10 tournament with other local cricketers who will be taking part in the CPL. The 36-year-old has said he is also happy with the fact that the tournament is being played entirely in Trinidad, because he would be at home in the conditions.

"There will definitely be a home advantage for me, despite the fact that there will be no crowd. Although

there will be no crowd, we will be playing in conditions that we are very familiar with, and this is sure to help my game."

Khan, who skippered the T&T Red Force in the Regional Super50 last season, says he is expecting a good tournament. "I am just going out there to do the best I can to help my team on and off the field. I am hoping that, once I am out there, I will be able to perform well and contribute to the Patriots." n the international stage, cricket made a grand return when West Indies toured England. To date, international cricket has returned only in England during this COVID-19 pandemic.

The Hero Caribbean Premier League (CPL) will see the return of cricket in the Caribbean, and the Indian Premier League is set to follow as cricket continues to return.

Despite all these returns, competitive cricket in Guyana has not returned, since the COVID-19 cases are increasing rapid-

ly. Berbice Cricket Board (BCB) President Hilbert Foster and his team have been putting in the work behind the scenes. Since the COVID-19, the BCB has taken only one month's rest, between March-April.

However, cricket off the field is been playing, with the BCB distributing hampers, cricket gear and other items, while providing support to individuals across the Ancient County.

Foster noted that he is unaware when cricket will return in Guyana, but his BCB members are laying the groundwork, when

Government gives the goahead, to resume cricket.

"Cricket will never be the same again. Shake hands and hugging will have to be something from the past, even rubbing saliva on the cricket ball will no longer exist. Cricketers will have to walk with their own water from their homes. Life will never be the same again, until there is a cure," Foster posited.

The BCB boss also indicated that once cricket resumes, it will be a long struggle to adapt to the new normal.

"When I took over as President, cricket in Berbice was dead. We brought it back alive, and unfortunately, it has been gone dead again due to COVID-19, and it will take a tremendous effort…"

While sponsorship was relatively easy to get in the past, Foster disclosed, getting same now will be a big struggle. Instead of the BCB running 30 tournaments per year, they will be forced to play 1215 tournaments per year.
