fter days of evading investigators, Ugan Kumal Williams, also called “Shahrukh Khan”, of Bath Squatting Area, West Coast Berbice, was on Thursday evening nabbed at Mon Repos, East Coast Demerara.

Williams is the prime suspect in the brutal slaying of his wife Chandrawattie Williams, whose decomposing body was found by the couple’s teenage son in the home they had shared. The discovery was made on Tuesday at about 18:00h, and the woman’s body bore several stab wounds, suspected to have been inflicted by the suspect.

The dead woman’s brother, Dharampaul Mohan, told Guyana Times that his 13-yearold nephew had received a phone call from his father, instructing him to go to the house and turn on the lights. He did so, and then made the discovery of his mother’s body lying in the home.

ther approaching him with a cutlass in his hand. According to Mohan, this caused his nephew to run over to his aunt’s house to seek refuge.

This publication understands that the late Chandrawattie Williams had been constantly abused by her husband in their 20-yearlong relationship. Court records even showed that he had been charged with assault of Chandrawattie Williams, the most recent such charges being

implemented last week.

However, when the matters were called in court, his wife had declined to give evidence.

The suspect had also been before the court for allegedly burning down the house they once shared.

On Friday, the post-mortem examination was conducted on Chandrawattie Williams’ body

by Government Pathologist, Dr Nehaul Singh, but the results proved to be inconclusive.

Jenny Bacchus, 42, told Guyana Times she and her 12-year-old daughter were at home when the tall, fairskinned man barged into her home. She recalled that at the time she was speaking with her cousin on the telephone, and out of fear, she dropped the device.

The perpetrator then told her if she complied he would not hurt her, but at the same time, he pointed a gun at them and began to tie them up with the phone cable.

The woman said the perpetrator then ransacked the house. She said she attempted to get a glimpse of his face, but could not, since he had a hat pulled in his face.

Whilst the perpetrator was searching the home, Bacchus’s cousin turned up to check on her and her child.

He, too, was bound, and was subsequently relieved of his mobile phone and the jewel-

lery he was wearing.

The perpetrator then escaped with the car belonging to Bacchus’s cousin, a Toyota 212, which was later recovered in the vicinity of the Den Amstel Police Station.

A report was made at the Leonora Police Station, and an investigation has been launched. No arrest has as yet been made.

ExxonMobil lends support to Science project

xxonMobil Guyana has thrown its support behind the Inquiry Based Science Education (IBSE) project which was initiated a few years ago by Youth Challenge Guyana (YCG) in Region Two (PomeroonSupenaam).

Youth Challenge Guyana in collaboration with the National Centre for Education Resource Development (NCERD) and with the support of ExxonMobil Guyana has provided Science kits to over 30 schools across Regions Two, Three (Essequibo Islands-West Demerara), Four (Demerara-Mahaica), Five (Demerara-Mahaica), and Six (East BerbiceCorentyne) since 2013.

Over the years teachers and parents have lauded the initiative which helped to enhance the learning experience of the children and all of the schools reached

have shown a favourable improvement in Science scores, showing an average increased performance of more than 10 per cent.

With the help of the Regional Education Department, YCG provided the Grade Five classes at five schools with Science kits that will allow for practical experimentation in the classroom.

A new set of teachers from primary schools including Mashabo, Mainstay Lake, Bethany, Capoey Lake, and Hackney have completed the training in the use of the kits by a specialist using resources developed by NCERD. Youth Challenge Guyana maintains frequent dialogue and monitoring with the teachers using the kits in schools to ensure that it is serving their needs in the classroom and the children continue to benefit from this initiative.

T

he Audit Office of Guyana will be embarking on a partnership with a Canadian firm that will aim to prepare the agency to be able to audit oil companies in Guyana, among other areas.

This was explained by Auditor General Deodat Sharma at the official handing over of the 2017 Audit Report of Guyana at the Public Buildings on Friday to Speaker of the House, Dr Barton Scotland.

He revealed that the firm, Canadian Audit and Accountability Foundation (CAAF), will be conducting training over a seven-year period.

“One officer will be working on the area of environment audits, with special emphasis on Guyana’s preparedness to deal with oil spills at sea that could have devastating effects on endangered species and also our crops and livestock along our coastland.”

“This arrangement with the Canadian Audit and Accountability Foundation, for which an agreement with the Audit Office of Guyana will be signed in January 2019, whereby CAAF will be providing training in various disciplines for the next

seven years. The other officer will be working in the area of gender equality.”

Sharma also assured that the Audit Office will continue to ensure improvements are made to its operations. These improvements will include the implementation of software – TeamMate – with the ultimate aim of paperless operations at the office.

Meanwhile, Public Accounts Committee (PAC) member Nigel Dharamlall lauded the Audit Office for timely delivery of the report. Dharamlall, who spoke on behalf of PAC Chairman

Irfaan Ali, said several issues that affected accountability in public office are expected to be addressed.

“I think the Auditor General’s report is an important element, critical to our good governance, public accountability and transparency. And we do hope that whatever is obtained in the Auditor General’s report, many of the issues perceived to affect public officers and their duties regarding their treatment of the public purse that those issues have been dealt with this time around.”

with the 2016 report and 2015 and previous years.

There’ve been instances where we had repeat offenders,” Dharamlall added, though he acknowledged the limitations under which accounting officers do their jobs.

Meanwhile, Dr Scotland observed that the Auditor General’s work remains an integral part of the management and scrutiny of resources made available to the Government. He added that while the office is an independent one and is protected in the performance of its duties, the annual presentation by the Auditor General is mandatory.

“The report of the Auditor General is of signal importance in relation to Parliament’s treatment of the budget and the scrutiny of Parliament of the resources generally. So, we must appreciate that as set out in the Constitution, the AG must at this time, annually present this report.”

It was explained at the handing over that the audit report would be laid in the National Assembly once the House comes out of recess early next month. It is then that the report becomes a public document.

Second suspect in Linden rape video released on station bail

he second male suspect allegedly involved in a recent viral sex tape with a female Linden teenager has been released from Police custody.

The man who hails from Linden, Region 10 (Upper Demerara-Berbice) was on Friday released on $60,000 station bail, after spending 72 hours in Police custody in Linden.

He was taken into custody for questioning on Tuesday and was said to be assisting with investigations into the matter. E Division (LindenKwakwani) Commander Anthony Vanderhyden on Friday noted that a report

on the way forward with the matter.

"It is a sexual offence and so we have prepared a report to seek advice from the Director of Public Prosecutions," he noted.

While there was no prior Police report on the incident, officers responded after a string of explicit sexually-related videos involving two males and the teen went viral on Monday.

Both the teen and her mother were reportedly questioned by Police in relation to the incident.

Apple, also called “Yellow”, was found dead on the Kitty seawall on Tuesday. The post-mortem examination on the body of the 41-yearold of Kitty, Georgetown, and of Silvertown, Linden, gave the cause of death as asphyxiation/strangulation with added compression to the neck.

However, Crime Chief Lydon Alves when contacted told Guyana Times that several persons were questioned in relation to the man’s death but no arrests were made. He noted that the Police will continue their investigations until the murder is solved.

Crime has not only become a fixture in daily news, but a prominent one

I

n an editorial a few months ago, the question of whether fighting crime was a fake campaign promise by the then APNU/AFC Opposition was asked. The question was natural, given what was seen as a continual increase in criminal attacks. From then to now, nothing seemed to have changed, and for many, it appears to be worse.

This has gone seemingly unchecked over the years, as mindsets are inundated with fear and the question of “who is next” seems involuntary. The stories that emanate daily are horrific, to say the least; some with brutal sexual assaults. Not only are families scared, humiliated, deprived of valuables; communities ravished and left even more vulnerable; but life is brutally snuffed out in some instances.

Unfortunately, crime has not only become a fixture in daily news, but a prominent one. There seems to be no respite despite the much publicised increase in resources and new recruits. While crime will realistically not be erased, taxpayers expect sustained, quick responses and robust approaches in combating same. This is not taking away from the brave men and women from law enforcement who risk their lives.

The issue of what can only be described as current failed policy in combating crime has to be put into a particular context. The previous administration was constantly berated by the then Opposition, which is now the Government, for being weak and incapable of fighting crime. This was used as a major campaign theme to rile sentiments against the PPP Government’s perceived lack of vision and expertise in the security sector. At the same time, the then Opposition spared no effort to boast of its prowess in security.

The voting populace probably needed no convincing over security personnel who were part of the APNU/AFC Opposition coalition. The fairly extensive list of former senior Police and army officials who joined the slate might have instilled a sense of belief in relief from crime, even from non-supporters. That seeming prolific gathering of security specialists probably caused crime itself to shudder.

None can dispute the esteem offices which they served. That might have tilted the balance of the crime-fighting scale in favour of the coalition, since probably there was little or no reason to doubt the capabilities showcased.

Regardless of where the ballot was cast, expectation for a vast reduction in crime was real and immediate. Therein lies the profound disappointment. The expectation afterwards was for the promised new approach to effectively combat crime through more robust interventions.

Sadly, it did not happen, and remains elusive. Families are now reeling in despair, and mindsets preoccupied with trying to stay safe, whether indoors or outdoors. People are still being trailed from financial institutions and regularly being robbed. The unsuspecting on their way home are relieved of possessions at gunpoint.

Schoolchildren are not spared, while overseas-based Guyanese returning for holidays are trailed and robbed, with some being killed in the process. Innocent women are raped in some instances of home invasions.

When the belief that not every detail of a robbery is reported for fear of further humiliation is taken into consideration, a more frightening scenario is revealed. The question is, what has the coalition done since in Government to effectively combat crime?

Given the boasts, the expectation would not be farfetched for close to a crime-free society by now.

The reality is that fear has taken a stranglehold on the nation, depriving people of their freedom from that mindset so as to be able to focus on making a living. This brings into the fray the nexus of the current harsh economic policies and a derivative of crime.

While there will always be some who will engage in criminal activities regardless of the economic situation, forcing people into poverty will have a frightening effect. Analysts will postulate the nexus of youth in crime as a result of unemployment. Clearly, many jobs have been lost under this administration, and this is not an attempt to state that all those who were fired have resorted to crime, for many are forced into humiliation in finding a legal livelihood.

After three years and the upward spiral of crime, one may rightfully question polices and interventions, if any, and their effects. With the current circumstance, one can again question the genuineness of this particular influential campaign promise. Many are still trying to accept the pardoning of prisoners in the context of current mindsets.

While the intention might have been noble, as envisaged, the reported subsequent involvement in crime by a few who benefited would have further damaged psyche, making it virtually impossible for acceptance. In such circumstance, people can conclude that their welfare becomes secondary. Also, there seems to be dearth of information on the process regarding deportees with criminal records and their reintegration into society.

These add to an already wary psyche, sapping motivation and confidence of the citizenry. Other than fear, natural derivatives are: less investments, lower production, forced migration and unemployment; a seemingly continuous cycle into the future, if not curbed.

Minister within the Indigenous Peoples’ Affairs Ministry, Valarie Garrido-Lowe posed with staff members of the Ministry on Friday during a cultural competition as Amerindian Heritage Month celebrations wind down. The theme for this year’s celebration was “Proud of our Indigenous identity – Celebrating in Unity”

Where is the vision to lead our country forward?

Dear Editor, Agriculture Minister Noel Holder’s unbelievably frank admission of ignorance made in the media on September 26, 2018, may have shocked many “…so they have now apparently secured some $30 billion bond, which the Guyana Sugar Corporation (GuySuCo) management has not seen, which the Agriculture Minister has not seen, and frankly speaking doesn’t really want to see” but not those who have been paying attention to the A Partnership for National Unity/Alliance For Change (APNU/AFC) maladministration of our country.

Editor, our nation expends enormous amounts of money and energy to elect an Executive President and his/her Administration; in 2015 we elected Head of State David Granger to serve in this Executive capacity, his first act was to establish a Ministry of the Presidency to handle all the Executive parts of his job. Granger undertook no sector of our economy, so-

cial aspect of life or other area as his personal responsibility, he created new Vice Presidents, new Ministries, new Ministers within old Ministries, new departments and chose to chair Cabinet without holding any portfolio.

President Granger has effectively assigned himself the role of ‘ceremonial President”; he had tea with the Queen of England, attends heads of anything conferences and of late, is available to cut ribbons locally. The Head of State also held his third annual press conference where it emerged that he had not read the ExxonMobil Production Sharing Agreement contract as of August 2018, he was “awaiting a briefing next month” – the single most important document to ever affect our nation since independence in 1966 and our President had not read it. Quo Vadis?

Editor, the old adage of ‘actions have consequences’ is being borne out three years plus into this maladministration. Ministers

ignorant of critical matters under their portfolio is the new norm; the action of hiring a crony to a top position and then hiring an expert to do the crony’s job has now duplicated itself at many Ministries and departments, most recently in the Department of Energy. How much longer can we, the taxpayers, carry this as our burden?

This type of bureaucracy come with a hefty price tag, over 60 billion in new revenue collected by the GRA per annum and yet we cannot pay our teachers a much deserved increase in salary or our hard working GuySuCo employees their lawful severance.

Editor, President Granger’s only meaningful actions have been his unilateral appointment of a chair for GECOM; his signing of the Cybercrime Bill of 2018 with clause 18.1 intact into law; his selective, costly and mostly unnecessary Commission of Inquiries (CoI); his refusal to hold a necessary CoI into the mysterious operation that led to the death

of Guyana Defence Force Officer Pyle, as he chased People’s Progressive Party MP Charles Ramson Jr’s terrified wife through the streets of Georgetown and his policy suggestion that the ‘Carter Formula’ has outlived its usefulness and calling it a “recipe for disaster” – all of these actions point to a care for retention of political power.

Editor, I must ask where is the vision to lead our country forward? Where are the policy documents, statements, speeches, indications?

When asked about plans for GuySuCo, Minister Holder referred to a State paper presented in Parliament. Editor, this paper is long on rhetoric and bereft of detail, sadly it is a characteristic of all APNU/AFC Ministries and departments. This is no way to run a country.

For I would much rather ‘Quo Vadis’ apply to comrade Granger than to our dear land of Guyana.

Let’s think of a national identity Dear Editor, In response to D Bhagwan’s letter (28/9/2018) on seeing Indians as Bharatiyas, I think this in itself is a narrow view of who we are. If he cared to ask ‘Bharatiyas’ in their 20s to

define themselves (the genetic material of our continuity) I doubt they would consider themselves as an ethic group first but rather as Guyanese – and rightly so.

It is this perennial issue of defining ourselves

ethnically, initially by political groups, which has kept this country slightly above Haiti in relation to GDP, whereas the likes of Singapore, Malaysia and indeed Japan, have all prospered economically and seen living standards

rise over the decades.

Let’s depart from the racial nonsense and think of a national identity in which all can subscribe to.

GTU should realise they are up against a bully and there is nothing they can do about it Dear Editor, The Guyana teachers have been made a fool yet again and there is nothing they can do about it. The teachers through their union has been corralled into a corner by an uncaring bully of a Government yet again and there is nothing they can do about it.

They are in a poor and pathetic situation right now with no redress, because this Government is going to have its way and the teachers at the end of the day would be devastated.

I would, in common local parlance say "good for them" – that is the teachers, but my gut instinct as a teacher myself precludes me from doing so. However, I shall give you my reasons for making that curt remark.

The union should have

seen this coming that they were about to be bullied; you cannot tell me that as a union coming into the end of their bargaining period with all their benefits having that removed by the incoming Administration could not see that they were in for troubled times; I say very troubled times.

I am talking about coming into the new triennium with a five per cent salary increase plus the double payment of salaries at the end of December.

In addition to that, vehicle and housing allowances for teachers, all of these beneficial aspects that would make for a decent living, were taken away and the union said nothing. What went wrong with the union?

Were they blind to these glaring anomalies?

Further warning signs were the fact that this Government disbanded the labour union, meaning that they saw no need for one which is a clear sign of its anti-labour, anti-worker orientation. So, there was enough to go on where the union should have held the Government accountable for its actions. But they did absolutely nothing, only playing the dance in eddying rounds of bare talk.

But the real reason behind the union's seemingly bouts of dementia is the political factor. Said by a staunch member of the union and I repeat that statement, "We Boy Granger goin gee we more than wuh Jagdeo gee we." Well, that wait and see turn ed out to be their grave undoing, since Granger nor

any of his subordinates saw teachers as deserved of any pay rise, far less benefits.

What a pathetic place to be!

A terse and severe lesson the union has to suck up.

Do not play politics with your workers' benefits!

So, where are we today; we are at where the Government has said, from the beginning, a GY$7 million ball of payments for teachers and nothing else.

The arbitrator who was arbitrarily placed there would assent to this. This dollar amount in real terms would amount to about $5000– $7000 more to their salaries. What a horrible way to end this impasse.

Well, the union is sensing that it was made a fool is threatening strike action again. Please note, this cannot happen because that

move is considered illegal.

Once the matter reaches arbitration stage, that settles it, like the 1983 agreement pellucidly states the aggrieved party cannot engage in industrial action.

Now, if Lyte wants to test the mettle of the People’s National Congress (PNC), he can try, but let me warn him that there will be serious repercussions on the part of his members and he is all to be blamed for it.

The PNC is most brutal when it comes to workers' rights. Firstly, they would not pay the teachers who go on strike. Something they are good at, history has proven them on this one.

Other options are surgically going after the weak and most vulnerable and take them to court; they

have the means, they have the time. The teachers on the other hand do not have the means nor the time to endure such torture.

Teachers should realise that no PNC Government has ever been sympathetic to public servants and that's a fact. They should be very aware of that fact.

No amount of talk would change the course of action of this uncaring abuser, Government.

I am suggesting that the only way out of this impasse is for the teachers to open their eyes, wake up and smell the coffee. You have been made fools by "your own King David Granger".

Please make a change when election 2020 comes around.

GECOM’s mechanism has failed miserably (Pt 2)

Dear Editor, The Guyana Elections Commission’s (GECOM) training for Returning Officers (RO) and their staff comes in for high questioning and scrutiny, with regards to their functions.

Deliberate or not, the procedures and process applied for the receipt and checking of candidates lists, varied for different ROs. The performances of the ROs suggest that maybe they were trained in different eras, because most of the reasons given for lists that were con-

sidered defective, were not in keeping with laws governing the Elections, the Elections (Amendment) Act, Chapter 28:03.

This apparent electoral skullduggery is strongly influenced by representatives of the A Partnership for National Unity (APNU), The Alliance For Change (AFC) and the United Republican Party (URP). It is also evident that some Returning Officers were complicit and this should be immediately brought to the attention of the international communi-

ty. Electoral transgressions on the part of some ROs should be dealt with condignly and lead to the immediate dismissal of those officers whose actions are proven guilty of violation of the Election (Amendment) Act. Such partisan actions in favour of the APNU, AFC or any other political party should not be tolerated.

GECOM should also explain why security officers attached to their public establishments, were marking places for the APNU representatives to have the num-

ber one position to hand in their candidate lists to the Returning Officers. This further highlights the level of concocted infiltration of a system which ought to have adequate counter checks and the sanctity to protect the rights of all citizens.

Penalties enshrined in our laws for elections offences should be further strengthened and enforced to deter the now consistent tendency of officers to violate the Elections Act. Persons exercising partisanship must have no place

in the organisation and focused criteria must be operationalised to identify and rid the organisation of these poisonous contaminating elements.

Now more than ever, Guyana needs to have a strong Election Offense Act. The People’s Progressive Party must lobby the Government and the international community to pressure GECOM to recommend such action to the Communities Minister.

If such blatant disregard for the laws are allowed to

continue in the manner it did on Nomination Day, it is a clear indication of the intent for 2020 and the level of disintegration and social chaos that hit our beloved Guyana.

If GECOM is testing its officers and mechanism, it has failed miserably. The big fraud in 2020 may be a target, but the people of this nation, at home or in the Diaspora, must not allow this to happen!

This pressure might be tolerable if it weren’t for the fact that the standards formerly applied to girls—pressures to be pretty, to be nurturing caregivers (with all of the domestic and interpersonal giving that entails), and to make it all look easy – are still going strong.

I fear the same phenomenon that Hinshaw described in adolescent girls applies to mothers, and maybe even to all women. Now that we (thankfully) have more employment opportunities, we seek to achieve in that realm, yet the pressure for mothers to be involved with their children is also at its apex. We have to be everything to everyone – mothers who are loving and available to their children; professionally competent (not to mention friendly, willing to do more of the service work, not bossy, and not intimidating in the workplace); and don’t forget being supportive partners, friends, and daughters. This might be

fine if we were able to simply aspire to these goals and accept that we will often fall short, but sadly, our feelings aren’t typically that well-behaved. What develops when we inevitably fail to live up to expectations is guilt, that far-too-familiar emotional space in which our memories reside, packaged up like an old photo album, flashes of all of the times we have let others down. While some of this proclivity to linger in feelings of guilt may be dispositional, I suspect that much of it isn’t.

Wondering about the universality of this guilt, several years ago, my college roommate, Sarah Birken, also a professor and a mother, wrote an article regarding the issues that academic mothers encounter in today’s workforce. Birken has continued to explore this issue by discussing it with other academic mothers at her university and even beginning a podcast (the forthcoming AcaDames). As for me, I turned to the tool I love most – science – to collect data to answer what

should have been a question answered long ago: Do working mothers experience more guilt about working than working fathers? We proceeded to conduct a series of studies designed to answer this relatively simple question that had not yet been quantitatively assessed in the United States.

The answer? A resounding yes. We found that as compared to full-time working fathers, full-time working mothers endorsed feeling more guilt about the negative impact of working on their children than fathers—this guilt was expressed in open-ended narratives they provided about their parenting and also in their responses to closed-ended questions designed to assess guilt about work-interfering-with-family. Our data revealed that working mothers’ guilt about the negative impact of working on children was not explained by the general tendency for women to experience more other-focused negative emotions, such as guilt. Further, guilt about

working was higher among mothers whose work posed greater conflicts with family obligations (in terms of hours, work-related travel, etc).

I do the best that I can but it never seems to be enough. …I’m missing out on a lot of family moments I will never get back.

I wish I had some time for myself, but then that makes me feel guilty for not spending it with the kids. There is no winning scenario.

Couldn’t have said it better myself, Participant 306 – there is no way to win. The most ironic of all findings from our studies is that the guilt itself was associated with lower-quality parenting behaviour (permissive parenting) as reported by the participants. In our latest study, we randomly assigned some participants to imagine that a work conflict kept them from attending their child’s school event and compared their behaviour in a parenting task to those participants who were asked to imagine missing their child’s school event due to illness—those parents who reported anxiety in relationships and imagined work, rather than illness, preventing them from “being there” for their kids gave up more quickly when they were asked to soothe a baby in our simulated parenting paradigm, though in this study, the effect wasn’t stronger among mothers.

earning about geography for kids can be fun when you turn it into a treasure hunt! Despite the ubiquitous GPS devices, map-reading skills are important and necessary.

Obviously being able to read a map can help you on your way, but also the ability to imagine looking down from above improves spatial intelligence.

Howard Gardener, a renowned developmental psychologist proposed the theory of multiple intelligences in 1983.

According to Dr Gardner, we focus our attention on logical-mathematical and linguistic intelligences (math and reading).

However, he argues that teachers and parents should also encourage the other intelligences: bodily-kinesthetic, musical, interpersonal, intrapersonal, naturalistic, and spatial. This map-making, map-reading activity does just that- with a sweet treat as a reward!

Ask the kids to close their

eyes. “Imagine that you are able to fly above us. When you look down, objects look a little different. If you fly above a swimming pool, it might look like a blue circle or a blue rectangle. If you fly above a house, it might look like a square. Right now imagine that you are floating right above us, and looking down.

Now open your eyes.”

Tell them that they should try to draw the park

(backyard, etc) as if they were looking down from above. It is helpful to walk around and count bushes, notice placement of playground equipment, etc. My 6 year old did need help figuring out the main placement of our house, but then she wanted to finish the picture (and succeeded!).

With slightly older kids, you could have them make a key and use symbols on the maps instead of realistic drawings.

We used a compass to show north, south, east and west and my kids loved the fact that as they spun around the red arrow always pointed north (and they got quite dizzy proving this and almost fell into the cold pool). See the useful map vocabulary for elementary students here. (kid-

“Birthday boy” killed after car slams into utility pole

Georgetown resident was in the wee hours of Friday morning killed after the car in which he was travelling slammed into a utility pole at Liliendaal, Greater Georgetown. Two others are reportedly in critical condition at the Georgetown Public Hospital.

Dead is 25-year-old Isaiah Corlette of Lot 99 Castello Housing Scheme, Georgetown.

Based on information received, the incident occurred at about 01:30h when motorcar PWW 676 which was driven by 25-year-old Mikhail Punch of Sparendaam, East Coast Demerara, was proceeding along the roadway with two other passengers which included Corlette and

As a result of the impact, the occupants were flung from the vehicle where they

Guyana Times understands the three persons were returning home from the usual lime at Plaisance Line Top, where the now dead man started his birthday celebrations.

When this publication visited the home of the deceased, relatives explained that they got the dreaded news at about 02:00h. They were told that the young Corlette was involved in an accident.

Former President Ramotar to testify in Red House lease challenge

ormer President Donald Ramotar is expected to testify in the ongoing High Court challenge against President David Granger’s revocation of the 99-year lease granted to the Cheddi Jagan Research Centre (CJRC).

Ramotar’s presence was requested by Attorney General Basil Williams on Friday when the matter was heard before acting Chief Justice Roxane George at the High Court.

Attorney for the Cheddi Jagan Research Centre, Anil Nandlall, did not object to the former President taking the stand and as such, the Chief Justice granted the application.

Ramotar, a former General Secretary of the People’s Progressive Party (PPP), had previously disclosed that he approved the 99-year lease in his capacity as President. When the matter is called again on November 1, Ramotar will be cross-examined on the granting of the lease.

In late December 2016, President David Granger gave the occupants of Red House 48 hours to vacate the premises. The Research Centre was established in 1999 to promote research into and publish materials

on the life, work and ideas of the late President, Dr Cheddi Jagan. The prime land on which Red House sits was leased to the Cheddi Jagan Research Centre Inc for 99 years for GY$12,000 per year.

However, the coalition Administration was initially averse to the small fee being charged and had started engaging the Directors of the Research Centre on the possibility of transforming the Red House into a hub for all former Presidents.

The Management Committee, which included former President Ramotar, had strongly objected to this move, and told

the Government to find independent sites for the establishment of similar research centres for the other Guyanese leaders.

According to Ramotar, former Presidents Desmond Hoyte and Forbes Burnham never shared the same ideology and philosophy of Dr Jagan and contended, therefore, it would be a “total dishonour” for Red House to be converted into a depository for all past Presidents.

It was subsequent to these comments that AG Williams opined that the lease was invalid, after which President Granger moved to revoke the said lease.

This eventually caused the Cheddi Jagan Research Centre Management Committee to approach the High Court for a declaration that the lease is valid and that the manner in which the President moved to revoke the lease was unconstitutional.

In the meantime, the CJRC secured a conservatory order from the court, restraining the State from ejecting the tenants, taking possession of the property, or interfering with the Institute’s quiet and peaceful occupation of the premises. The order will be in effect until the end of the trial.

When they were coming down, I don’t know is what really happen but he went into an accident.”

Corlette leaves to mourn his parents, five brothers and two sisters. Police have launched an investigation into the accident.

Minibus driver charged with raping differently-abled woman

inibus driver Sherwin Reynolds of Plaisance, East Coast Demerara was on Friday remanded to prison after appearing before Chief Magistrate Ann McLennan to answer a charge of rape.

The allegation the 44-year-old faces de-

tails that on April 19, 2018, while in the vicinity of Timehri, East Bank Demerara, Reynolds had sex with the 21-year-old woman without her consent.

On the day in question, the victim was reportedly the lone passenger in a route 42 minibus

being driven by the defendant. He reportedly took the woman to a lonely area without her permission, and performed the dreadful act on her against her will.

The differently-abled woman was then dropped off close to her home. She later informed her par-

ents about what had transpired, and was taken to the Timehri Police Station where the matter was reported. Reynolds was thus arrested and charged for the offence.

Reynolds, represented by attorney Stanley Moore, will make his next court appearance on October 10.

Cuban jailed for 1 year for escaping lawful custody

uban National Jose Perez Mona was on Friday sentenced to one year’s imprisonment for escaping from lawful custody, by means of the hospital window while at the Georgetown Public Hospital Corporation (GPHC), on

September 25, 2018.

Mona, through an interpreter, admitted to the charge when he stood before Magistrate Leron Daly in that Georgetown Magistrate’s Court.

According to facts presented in court by Police

Prosecutor Sanj Singh, on the day in question, the Police had arrested Mona on a charge of break and enter and larceny, and he was taken to the hospital after he complained of feeling unwell.

However, while under

guard, he requested to use the washroom. After he was escorted to the washroom, he locked himself therein and attempted to jump through the window, which was open.

He was later re-arrested and placed in custody.

r just plain loopy? Your Eyewitness is trying to digest the emanations from the erstwhile Agriculture Minister, Noel Holder, on GuySuCo and the GuySuCo $30 billion bond. He’s not sure why the Minister’s getting his bukta in a knot about the bond – when he couldn’t be bothered to even to talk to sugar workers when the Government was shutting down four estates. So now that money’s floating around, he wants to “be in the loop”??

Whatever in the world for?? Certainly not for anything agriculturally related, since it has become clear over the past three years that he wouldn’t know an agriculture-related issue if it snuck up behind him and bit him “right there”!! For instance, how come he still hasn’t said anything about the rice rejected and returned by Panama?

Holder’s miffed that the bond money hasn’t been turned over to GuySuCo by the SPU that floated it. But why? Doesn’t the fact that the $2 billion advanced was blown away in “operational expenses” – which included salaries and interest payments on previous loans! – give him a clue why the SPU might be skittish?

After all, the SPU was very clear why it needed the money: to fund two co-generation facilities, upgrade the existing sugar factories to produce white sugar, restructure debt, and employee training.

As matter stands, Republic Bank has already placed a halt on any further disbursements since the terms of the bond forbid SERVICING of debt – especially to other banks!! That companies usually sell bonds to the public rather than take loans from banks, because they’re not then tied down by such restrictions is grist for another mill!! Clearly, the SPU wants to use the $30 billion for STRATEGIC investments in sugar – and don’t intend to have GuySuCo execute the identified projects.

But if Holder knew even the slightest thing about sugar, he’s know that none of those projects can be successful, unless SUGAR is first produced!! And he’d have said that rather than engage in his ridiculous pouting and stamping of his feet! The constraint on sugar production has been obsolete factories and poor agricultural practices in the cane fields – and both of these need capital to overcome.

This is what the sugar CoI had recommended in the first place. And if Holder had argued in Cabinet for this and against the President’s unilateral decision to shut down those four estates and fire 7000 workers, he wouldn’t have to throwing hissy fits now. But Holder’s tantrum highlights what any objective observer would conclude: this Government is determined to destroy the Opposition’s strongest bloc of supporters before the 2020 elections.

It’s all about politics and loopy Holder is on the way out!!

As your Eyewitness asked above, why didn’t Agriculture Minister Holder comment on the return of 20 containers of rice by Panama – the only export market paying a decent price? Your Eyewitness will tell you why – because he doesn’t have a clue about the sector he’s responsibility for. So, it’s a case of ‘do wha’ yuh wan’ fuh do!” across his entire portfolio.

The Panamanians said the rice shipped wasn’t up to standard. So who’s supposed to ensure rice of the proper standard is shipped? Well the GRDB! They get US$6 for every tonne of rice exported – so when we exported 500,000 tonnes last year, they received US$3 million or GY$600 million! Now you’d think with all this money, the GRDB would have quality control checks, wouldn’t you? And it does! So what’s going on?

Well, with Holder as Minister and absolutely no scrutiny from above, the GRDB head honcho Hussain – who’s been in more hot water than parboiled rice! – just does his thing!

Removal of fraudulent candidates’ names blocked

– Commissioners express fears of possible collusion

ith three Commissioners who were nominated by the Opposition People’s Progressive Party expressing fears about collusion between the Guyana Elections Commission (GECOM) and political parties, suspicious activities continue to mount.

In a sit-down with this publication, the three Commissioners told about their experience at GECOM. According to PPP-nominated Commissioner Robeson Benn, unhealthy trends are starting to emerge in the elections…pointing towards possible collusion.

“One can only suppose that there is, given what has happened. In the 2015 elections, the returning officer for Region Four couldn’t be found when a recount was required. And the time for a recount passed and the results were declared over and above genuine protests.

“And now there’s another disappearing act by a pivotal agent of the process in the person of the CEO… Of course there were spurious reasons given why he could not be found for eight or more hours at a critical time: He was at his doctor. He was doing an affidavit with his lawyer; and then he was sick or tired, and went home to sleep.

“But we’re in modern times. You can text, you can call, and you have officers who can contact you at a critical time. So, in my view, the make-up of GECOM and the personalities which are there are open to malign influence in respect to the elections.

The machinery cannot be trusted with respect to delivering free, fair and transparent elections.”

when requested. This, he noted, is despite the fact that these persons complained of either being tricked into signing the lists, or their signatures were forged.

“We were assured by GECOM Secretariat in the person of CEO Lowenfield that on Wednesday, at 23:59 hours, would be the latest time by which names could be removed as a candidate or backer. And the ways in which persons could be removed from the list was via affidavit taken in by the head, or deputy of the list, or the person or letter.

“On Wednesday problems were occurring whereby affidavits were being taken in, persons were appearing in person and with letters, and the ROs were refusing to accept this information for removal from the list. All three of us then tried to get on to Lowenfield, and he had disappeared. He couldn’t be found.”

This has implications for these very persons who are now trapped against their will in the process. In fact, PPP Commissioner Bibi Shadick revealed that up to a statutory meeting at GECOM on Friday, it was indicated that the commission would not make any moves to facilitate those desirous of having their names removed

from lists once the lists are approved.

“It’s only the PPP, it seems, that’s bringing to the fore these instances. The other parties don’t. In fact the AFC said we should have never published (the lists).

We sat at the Commission meeting today (Friday) and heard well (that) once approvals are given, you can’t do anything.

“Whoever is that RO, if that RO decides on Friday evening they’re issuing a letter that your list has approved, then anything that happens after that can’t change anything on that list.

That’s nonsense. You had until Wednesday midnight to take in stuff. So even though they collected 51 affidavits of people at Whim who went there to (remove names), they have them sitting there, and it’s not making any difference.”

Persons whose names appeared on various voters’ lists for the upcoming Local Government Elections (LGE) but they had no knowledge of how their names got on the lists were given the opportunity to have it corrected before the end of Wednesday, August 26, 2018.

This decision was made at the statutory meeting held at the Guyana Elections Commission

(GECOM) on Tuesday, when all Commissioners were present. However, on Wednesday, when some of these persons turned up to have the issue rectified at the various GECOM facilities in their communities, they were blocked from doing so.

Only Monday, Opposition Leader Bharrat Jagdeo revealed that there were already several instances of electoral fraud for the 2018 LGE. On Nomination Day, dozens of lists of names and

These lists contained the names of deceased persons,

hirteen juveniles of the New Opportunity Corps (NOC) are on the run after they reportedly escaped from the correctional institution at some time between Thursday evening and Friday morning.

According to information received, 10 of the residents escaped on Thursday, and the other three escaped on Friday.

The residents had completed some chores in the compound of the facility, after which they started to run towards the west-

ern side of the premises, which is not fenced. This area is lined by some bushes which lead to the backlands.

The search is ongoing for a 15-year-old female of Vigilance village, ECD, who is serving 18 months for simple larceny; a 16-year-old girl of Bartica, who is serving two years for wandering; another 16-year-old girl of La Parfaite Harmonie, who is serving three years for wandering; a 15-year-old male, Mei of the Essequibo Coast, who is

serving one year for simple larceny; a 16-year-old female of Number 10 Village, WCB, who is serving two years for wandering; a 16-year-old male of New Amsterdam, who is serving 21 months for attempting to escape from custody; a 16-yearold male of Buxton, serving a three-year sentence for possession of a firearm; a 16-yearold boy of Tucville, who is serving 22 months for wandering; a 17-year-old girl of Mahdia, who is serving two years for wander-

ing; and A 17-year-old boy of Lethem, serving 15 months for burglary.

This publication understands that the administrator, Mark Dover, and other staffers have already conducted a search, but the youths could not be located.

Meanwhile, on Friday at

about 04:40h, three others also escaped from the correctional facility. They have been identified as a 15-year-old male of Lethem, a 17-year-old girl of Number Five Village, West Coast Berbice, and a teenage boy of Berbice.

The Social Cohesion Ministry has launched an in-

vestigation into the incidents, to determine if standard operating procedures (SOPs) were followed, and whether the staff had colluded with the residents to facilitate their escape.

The Police have since placed several road blocks along the main access road on the Essequibo Coast in an attempt to recapture the residents.

In June, four female residents escaped from the holding centre after the main gate of the dormitory had been left open.

Back in 2017, oversight of the NOC’s operations were shifted from the Education Ministry to the Social Protection Ministry, to provide a stable ground for the youths to adapt to society after leaving the institution. Youths between the ages of 10 and 18 are placed at this correctional institution for petty offences, such as wandering, minor assault and theft.

Teen charged with possession of unlicensed gun, ammo

E

ighteen-year-old Christopher Ali of Lot 1 Turkeyen, Greater Georgetown was remanded to prison on Friday when he appeared before Georgetown Magistrate Leron Daly charged with possession of an unlicensed pistol.

He denied that on September 24, 2018, he was found at Crown Street, Queenstown, Georgetown with one .32 Taurus pistol and several matching rounds

of live ammunition.

Details surrounding the teen’s arrest revealed that he and a company of others were traversing Queenstown on bicycles when they were stopped by Police ranks in the area. When searched, the pistol and ammunition were found in his possession. He allegedly told Police ranks that the gun and ammunition were given to him by a friend after it was stolen from a relative.

He was taken into Police custody and advice was sought. As such, he was charged and place before the court.

Police Prosecutor Sanj Singh requested that Ali not be placed on bail, based on the seriousness of the offence and because the Court had been presented with no special reason for him to be granted bail.

Ali will make his next court appearance on October 2.

Skeldon workers protest for severance payment

– as unemployment, cash woes in sugar belt bite hard

t is approaching a year since Government shut them down and on Friday workers from the Skeldon Estate took to the streets to protest for the immediate payment of the severance they are owed by law.

The picketing exercise was held outside of their former workplace; that is, the Estate’s Administrative Office. And according to their union, the Guyana Agriculture and General Workers Union (GAWU), it illustrates the indifference of Government to the ordinary worker.

“Today brings us to 273 days since Skeldon, Rose Hall and the East Demerara Estates were closed, and 638 days since Wales Estate met a similar fate. For the thousands who have been affected, those days have been difficult and troubling and several previously mundane tasks have become a challenge in themselves,” the Union said in a statement.

“But added to that, they will receive the assistance of the State to pay their electricity bills, to purchase food, to have access to health centres, among other things.

For the 7000 workers whom the Granger Administration has made jobless, they have not even heard from the Government to even, at least, provide some moral support in this hard time of their lives.”

City Hall CoI hearing

“I don’t like vendors, I don’t like vending” – Mayor …market clerks seize $400,000 worth in goods

T

he probe into City Hall’s operations continued on Friday at the Critchlow Labour College on Woolford Avenue, by means of a public hearing during which it was heard that Mayor Patricia Chase Green before taking the substantive post, made “not so good” comments about vendors and their trade.

Desrey Dey, a vendor at Bourda Market, whose stall along with 21 others was demolished in September 2015, gave her testimony which included a statement that was made by Chase Green during an encounter.

Under oath, she stated the vendors were told by Town Clerk Royston King

that they would have to remove their stalls to make accommodation for works at the Bedford School which is located in close proximity to the market.

Consequently, meetings were held but King did not show up which kept the vendors waiting at City Hall for hours.

A few days later, he instructed that an excavator be taken to the market to shred the stands, causing major destruction.

Dey noted that at that time, the machine pounded on the roofing support of the structure, demolishing the stands and all of the goods the vendors would have bought to sell for the

Christmas season. It is estimated that she would have lost close to $300,000 in goods.

“He trashed everything that was in that stall and broke them up. They hit the stands from the top with the bucket [of the excavator] and all the glassware and so break up.”

Furthermore, she was paying a weekly rent of $1400 with an additional cost of $300 on weekdays and $600 on weekends, even though it was her stall.

The aftermath of the incident saw a ‘hostile’ Town Clerk whenever the affected vendors would arrive at the Council to sort out the matter.

“He went on at a rate. I don’t know what happened that day but he was just

ranting and raving like a mad bull… he was very aggressive.”

She further stated that when the then Deputy Mayor was engaged, she said to the merchants, “I don’t like vendors and I don’t like vending.”

Additionally, Vice President of the Guyana Market Vendors Union, Carol Carter, made her way to the stand as she testified to an incident at the Stabroek Market in 2016, where her goods valued at $400,000 were taken despite her being a registered stall owner.

The Commission heard that revenue staffers of the Clerk of Markets’ Office stormed her business establishment in front of the market where they took

sneakers, shoes and other footwear valued at over $400,000.

“The stalls were covered, they raise up the tarpaulin that cover the stall and take away most of my goods from the stall. They take away most of my goods that I had displayed at the stall that I paid a rent for and up to now I didn’t get back anything,” explained Carter.

Since then, the items haven’t been returned and Carter has suffered the losses and has managed to barely revive the family business.

Testimonies were also made on another incident which involved the removal of her stall after it was recently rebuilt. According to the vendor, she had applied for a spot to operate and was granted permission in 2013.

However, after the spot was regularised and her stall was built in 2016 at the cost of $145,032, the stall was removed and taken away by revenue staff the following day. Another loss was incurred as the stall was not returned to her.

The Vice President of the Guyana Market Vendors Union is of the view that she is being victimised due to the fact that the Council does not recognise the

The Commission is expected to hear more from those who wish to submit their evidence along with Town Clerk Royston King and Mayor Patricia Chase Green.

So far, it was heard that the Town Clerk rented a section of the Route 44 bus park and leased lands to a shipping company which was not owned by the Council but rather by the National Industrial and Commercial Investments Limited.

The inquiry is expected to conclude on October 31, where the necessary recommendations will be submitted after all evidence is presented before the Commission.

More inmates taught anger management

hirty-two inmates from the New Amsterdam Prison were recipients of certificates on Friday which indicated their successful completion of a 12-week Anger Management Course.

According to the Department of Public Information (DPI), the programme which commenced on July 12, 2018, was conducted by Solutions Training Consultancy and Counselling Services (STCCS) and marks the fourth batch to graduate for the year in Berbice.

The graduation ceremony was held at the Prisons’ Conference Hall, Penitentiary Walk, New Amsterdam, Berbice.

The 10 women and 23 men, dressed in gowns, sat

patiently before gracing the stage to collect their certificates. Among those graduating were convicted and remand prisoners.

Officer-in-Charge, Superintendent of the New Amsterdam Prison, Deoraj Gyandat, remarked that the initiative undertaken by the STCCS has contributed tremendously to the lives of the inmates.

He noted that since the beginning of the sessions, his officers did not encounter any challenges and have since seen great improvements from the participants.

“The programme is a testimony to our commitment towards our mandate which is safe custody and retraining of inmates… we want persons to be reinte-

grated into society and live as law-abiding citizens,” the senior officer said.

In addition, Gyandat congratulated the inmates for completing each session and encouraged them to practice what they have learnt after they are reintegrated into society. “I want you to use and spread this knowledge and be good role models,” Gyandat added.

Managing Director of Solutions Training Consultancy and Counselling Services, Will Campbell highlighted that the lessons taught were much more than just learning how to manage anger.

The course, he said, was

planned to expose the inmates to “a well-designed rehabilitation and social re-entry programme,” while citing that the topics have helped the participants explore various issues which cause individuals to experience difficulty managing their emotions.

Campbell, who is also a psychologist, said those who were involved in the three-month programme were also encouraged to adjust new ways of being, by adopting new ways of thinking.

The fifth batch of the rehabilitation initiative by the STCCS is expected to commence shortly.

SOCU charges

Lawyers argue dismissal of misconduct charges

L

awyers representing former Finance Minister Ashni Singh and former Head of the National Industrial and Commercial Investments Limited (NICIL), Winston Brassington, on Friday presented arguments on why the misconduct in public office charges against their clients should be thrown out.

Singh, 45, of Lot 129 Goedverwagting, East Coast Demerara, and Brassington, 50, of Florida, USA, are accused of selling various properties at prices the State contends were grossly undervalued. These charges have to do with the sale of several plots of land on the East Coast of Demerara to the following: National Hardware Guyana Ltd for over $598 million; the sale of land to Scady Business Corporation at a cost of $150 million; and to MultiCinemas Guyana Inc. at a cost of $185 million.

The two were granted bail in the sum of $6 million each when they denied the charges filed by the Special Organised Crime Unit (SOCU) at the Magistrates’ Courts following advice obtained from the Director of Public Prosecutions (DDP).

However, lawyers for Singh and Brassington subsequently secured stays of execution, to halt the lower court proceedings while they challenge the misconduct charges in the High Court.

But then another set of charges were filed against

Singh and Brassington, this time over the sale of the former Sanata Textiles Complex to Queens Atlantic Investment Inc (QAII).

This, like other charges, was also challenged in the High Court; and back in July, acting Chief Justice Roxane George consolidated the four ‘misconduct in public office’ charges into one substantive challenge.

When the case was called up for hearing on Friday, Attorneys-at-Law Anil Nandlall and Ronald BurchSmith expounded on their written submissions which were already filed.

Nandlall, in his oral submissions to get the Court to review and quash the charges, said that the DPP, Shalimar Ali-Hack, acted ca-

priciously when she advised that the charges be laid against the former Finance Minister and NICIL. He contended that the question of whether the Court has the jurisdiction to review the DDP’s decisions ought not to arise, adding that he is of the “impression” that there is an attempt to put the DPP’s execution of her duties in a different category from any other public servant, where her decisions cannot be challenged.

To this end, Nandlall, also a former Attorney General, noting that DPP acted “capriciously” and “arbitrarily”, submitted that there is no jurisprudence to put the DPP in such a “special category”.

Nandlall also focused his

line of questioning on the most recent charge against the two former Government officials. That line alleged that between October 26 and December 20, 2010, the duo acted recklessly when they agreed to the sale of the Sanata Textiles Complex to QAII. According to the charge, the 18.976-acre property was sold for $697.8 million, but it was valued at $1.04 billion.

However, according to privatisation documents published by NICIL, the property was valued at $245 million by the Government’s Chief Valuation Officer, but QAII paid $809.5 million for the property – more than three times the Government valuation.

According to docu-

ments seen by this newspaper, upon Cabinet’s approval, QAII embarked on its promised programme of reclamation, clean-up and investment. On May 30, 2007, QAII had requested and received a valuation of the property from the Government Assistant Valuation Officer, which proposed $330.375 million (land $269.200 million; improvements $119.175 million).

On June 7, 2018, NICIL had commissioned a valuation from the private firm of Rodrigues Architects Ltd, which posited that the property be valued at $1,042,403,500 (land $209.650 million; improvements $832.753 million).

NICIL also obtained, on June 27, 2007, a valuation of the land and its improvements from the Government’s Chief Valuation Officer, which came in at $245.175 million (land, $130 million; improvements $115.175 million). QAII was responsible, at its expense, for the asbestos clean-up and removal of scrap, which alone incurred a cost of above $400 million.

As such, in court on Friday, Nandlall warned of the opening of floodgates if the court were to accept the valuation done by Rodrigues Architects Ltd, insisting that valuation certificate by that firm is merely the valuator’s opinion. “[Is it that] not Parliament anymore but the opinion of an architect/valu-

ator becomes engrafted into our Criminal Justice System as part of our Criminal Law, and persons can be charged who act offensive to that opinion, and lose their liberty?” he questioned.

Moreover, Nandlall challenged the validity of the ‘misconduct’ charges.

He pointed out that the Government of the day had a policy of selling properties below market value, and Singh and Brassington were merely executing their duties when they carried out the transactions.

“What is this misconduct? There is no allegation that Ashni Singh or Winston Brassington profited personally from these charges…

There is no allegation that the proceeds from the sale did not reach the state’s coffers… So there is no wrongdoing, no misconduct to attach sanctions,” he argued, while further questioning which law was offended when the lands were sold below market value.

This point was also raised by his colleague, Attorney Burch-Smith, who pointed out to the court that both Singh and Brassington were agents of the State, carrying out policies, and that these charges are setting aside the corporate veil and entrusting the act of the company onto the agents.

After nearly an hour of oral submissions, the Chief Justice adjourned the matter to October 1 for continuation of arguments.

MACORP launches low fuel Day-care centres now “of the standard” – CCPA consumption machinery A A s the Machinery Corporation of Guyana (MACORP) celebrates its 25th anniversary, the company on Friday launched its new brand of machinery which is expected to not only use less fuel but also increase efficiency.

This was related at the launch of the equipment at the company’s Lot 26 Providence, East Bank Demerara location.

At the launch, a demonstration of the new models of machinery was done where the company boasted of the new features of the machines.

According to the Parts Manager, the new machines will be technologically savvy, in that it will require less human involvement in addition to it using less fuel and increasing efficiency by 45 per cent.

The Chief Executive Officer of MACORP, Guillermo Escarraga, noted how grateful the company is to have been in Guyana for the past 25 years and that it

continues to look forward to Guyanese support, especially with the launch of the new machines.

He said the “very special product” will change the way work is done in Guyana.

According to him, it is based on those very reasons that MACORP is proud to present the next generation of excavators to increase productivity and safety.

This was according to the Executive Officer of Early Childhood Development, Lavern Thorne during an interview with Guyana Times.

Some of the works that were done to those centres include rehabilitation to the buildings, proper play spaces and materials, trained and qualified staff, among others.

Thorne disclosed, “Before we hadn’t met minimum standards that would regulate these facilities but now we have minimum standards that facilities are required to meet and based on that, they go through a process where they have to be registered and licensed”.

She added that among the requirements needed for those facilities is Police clearance, a food handler’s

certificate and even a medical to ensure certain diseases would not be transmitted to children who are more vulnerable.

Moreover, a number of assessments were also conducted by the Guyana Fire Service, the building and public health officers, as well as officers from the Unit who check to ensure the overall environment is child-friendly.

Because of the fact that a child’s mind develops massively during those early years, the Childhood Development officer pointed out that they also ensure books are present to help children develop their reading skills.

She pointed out that some 7000 babies are presently in 333 day cares, with about 800 caregivers.

Although most of those day cares are privately owned, Thorne noted how crucial it is for the CCPA to monitor these facilities.

Her statements come at a time where Guyana is observing Child Protection Week under the theme ‘Supporting families to prevent child abuse through education and community involvement’.

A number of activities are planned for the week which began on September 23 and will conclude today (Saturday) with a funday in the Botanical Gardens for all children. That event is expected to commence at 14:00h.

Hamilton tops in Russian GP practice as Ferrari struggle L

ewis Hamilton headed Valtteri Bottas in a Mercedes one-two in second practice at the Russian Grand Prix, as title rival Sebastian Vettel struggled.

Hamilton pipped Bottas by 0.199 seconds while Vettel was fifth fastest in the Ferrari, 0.543secs off the pace.

Vettel, who had a spin late in the session, starts the weekend 40 points behind Hamilton, with a maximum of 150 available over the remaining six races.

The Red Bulls of Max Verstappen and Daniel Ricciardo were third and fourth.

They will start from the back of the grid because Red Bull have fitted new Renault engines to both cars and, as they have exceeded the maximum number of engine parts,

Lewis Hamilton won the Singapore Grand Prix to give himself a 40-point championship advantage

that means they will receive grid penalties.

Mercedes’ pace on a single lap suggested they have an advantage over Ferrari at the start of the weekend, which is bad news for Vettel, who really needs to beat Hamilton this weekend to revive his title hopes.

Vettel set the pace in the first practice session, but he was only 0.33secs quicker than Hamilton despite using the softest hyper-soft tyre while the Mercedes was on the ultra-soft.

The time difference between those two tyres is in the region of a second - so

both sessions told a similar story, of a Mercedes that has a chunk of time over Ferrari.

However, Friday practice times can be misleading, as it is not clear what specification the cars are running in, so it would be premature to draw any conclusions.

With the race expected to

feature just a single pit stop, and overtaking difficult, grid positions are important - although the long run from the start to the first corner gives drivers on the second row a chance to get a tow and pass into the first corner, as Bottas did on his way to victory last year.

Hamilton said: “Sochi has been one of the weaker circuits for me in the past, particularly last year. So I’ve done a lot of work to understand the balance and see where I can improve to try and rectify this - today has been good in that sense.”

“We look quite far away from the rest of the field,” said Vettel. “Struggling a bit on one lap but also on the long run we went through our tyres a bit harder and quicker than the rest.

“But just looking at our-

selves it was not a good day in terms of feel for the car. There is more we need to get to. We have some catching up to do.”

ndy Murray’s progress in the Shenzhen Open ended with a straight-set defeat by fifth seed Fernando Verdasco.

Briton Murray beat world number 11 David Goffin on Thursday to reach the quarter-finals and defeat his highest-ranked opponent since returning from almost a year out after hip surgery.

But the 31-year-old former world number one lost 6-4 6-4 to Spanish fifth seed Verdasco in the last eight in China.

Compatriot Cameron Norrie is also out, losing to Yoshihito Nishioka.

Heroic Kedar Jadhav wins India title in last-ball thriller

India have now won their sixth Asia Cup title

rom 120 for 0, they fell to 222 all out, wondering what if for part of the night and what the hell for the rest of it.

Bangladesh were winning the Asia Cup... until Kedar Jadhav snatched it away from them... with his parttime offspin. what... the... hell... The pain must cut all the ‘more deeper’ because they were exceptional with the ball, taking a game that had no business going down the wire all the way to the very last ball.

Now there is no magic to defending low totals. It’s all about discipline. Mashrafe Mortaza and his boys understood that and simply began targeting the stumps. It was a brilliant move and with the field up - six, sometimes, seven men were saving singles all through the middle overs - the Indian dressing room started to panic.

It all reached a crescendo around the 37th over.

MS Dhoni was gone. Rohit Sharma was gone. Shikhar Dhawan was long gone.

Jadhav was at the crease, but he was having a lot of trouble with his right hamstring, unable to hit the ball, or get off strike.

The team management had a decision to make keep the last specialist batsman out there even though he was struggling or bring him back and expose the tail. After initially asking Jadhav to stay calm and bat on, Rohit ended up calling him back. The equation read 56 runs to get off 72 balls.

Ravindra Jadeja knows these situations all too well and not always for the fondest reasons. Speaking to the broadcasters after his 23 off 27 balls, he suspected he might have a grade 1 or 2 hamstring tear, but did so with a big smile on his face. He had won the cup for India. Everything else took a back seat.

Including Liton Das. He had made his maiden ODI century, a splendid innings not only for the quality of his strokeplay but also the calculation behind it. He attacked Jasprit Bumrah, stepping out against the fast bowler; not many batsmen try that, no one did in this

tournament anyway. He kept sweeping Yuzvendra Chahal and Ravindra Jadeja. Spinners hate that shot because it turns a flighted ball outside off stump into boundary-scoring opportunity. He got to his fifty in 33 deliveries and then converted it to a hundred by the 29th over. Everything was going to plan - and a funky one at that considering Bangladesh had promoted Mehidy Hasan to open the batting for the first time in any form of cricket - firstclass, List A or T20s - and came away with their best partnership for the first wicket in 27 ODIs. It is usually at this point that India turn to Jadhav.

Hopeless situations are the welcome mat for him. Doing nothing more than bowling straight, he gave India the control they were so desperately searching - and as a bonus took a couple of wickets as well. Mehidy was caught

UG Trojans seek revenge against DCC S

tarting today at 10:30 hrs, the University of Guyana cricket team (UG Trojans) will attempt to topple the Demerara Cricket Club (DCC) at their home ground in what is deemed to be a revenge semifinal in the New Building Society’s (NBS) 2nd Division 40-Over cricket tournament.

With the UG Trojans returning from a T20 tournament in Suriname, they must now possess a level-headed disposition and focus on the task ahead, as the DCC 2nd Division side is not one to be taken lightly.

With Guyana’s best under-19 players, the likes of Raymond Perez, Joshua Persaud, Sachin Singh, Qumar Torrington and Ashmead Nedd being in the DCC side, the Trojans must put aside the past and focus on the present.

Speaking with Guyana Times Sport, coach of the Trojans has stated he is prepared to face their old nemesis, as the team has worked on what they lacked in the First Division showdown against DCC. Like their fielding, he wants them to be more attacking and create more chances. Joseph also stated that the side is a balanced side, but if there is a situation

that requires holding the fort, the squad can always depend on the likes of the in-form Omesh Danram, Ershad Alli, Linden Austin, Dennis Heywood and the returning Damion Vantull.

The student side skipper, Melroy Stephenson, has stated that, as captain, he expects a lot from himself, and will not let the squad down.

Number of T10 drafts a good sign for Windies, claims former skipper Sammy F

ormer Windies T20 skipper Darren Sammy has hailed the selection of numbers of players for the upcoming T10 league, in Dubai, as a positive sign for regional cricket.

A total of 16 Windies players were chosen to take part in the contest, which will take place from November to December at the Sharjah Cricket Stadium. A total of eight teams will take part in the second edition of the tournament and several of them have opted to take up West Indian talent.

The 39-year-old Chris Gayle was drafted by the defending champions Kerala Kings, while talented all-rounder Andre Russell ended up with the Northern Warriors.

GBTI defeat Scotiabank G BTI pulled off a 13run win against Scotiabank when the two companies clashed on Friday last at the GBTI Recreational Centre in Bel Air Park, Georgetown.

Playing under lights, GBTI Captain Mohan Balram won the toss and opted to bat.

Eventually, a target a target of 55 was set, and the visitors were restricted to 41, taking to e advantage of home

conditions by batting first.

Team GBTI seemed distracted on familiar conditions, as the batsmen showed signs of intimidation, which resulted in three run outs within the first four overs.

aul Pogba will play for Manchester United at West Ham on Saturday but manager Jose Mourinho says “no player is bigger than the club”.

A clip of midfielder Pogba and Mourinho having a tense exchange on the training ground emerged on Wednesday.

Mourinho said they have a good relationship, despite telling the 25-year-old France international he will not captain the team again.

“Tomorrow he plays. He is a player like the others,” said Mourinho on Friday.

“No player is bigger than the club. If I am happy with his work he plays, if I am not he doesn’t play. I am really happy with his work this week. He trained really well. The team needs good players. He is a good player.”

Asked if this week’s events could have an impact on United’s reputation, he replied: “Manchester United is bigger than anyone. I have to defend that.”

The United manager summoned Pogba to him as the pair made their way onto the training pitch and made a press officer explain the allegation.

Pogba reacted with incredulity.

He denied responding to the defeat in the way it appeared and said - accurately - that the mobile reception on a match night at Old Trafford is so bad the post, which he had sent much earlier in the evening, had only gone live when he got a good signal, which was as he was leaving the stadium.

Mourinho, who has accepted this explanation, said: “You made a story - an incredible story - out of 15 minutes of training.

“Conversations with players I have many, many, many times. It was not the case but loud criticism, loud instruction, happens every day.

“Coaching is about that, but you make stories out of it, so I’m happy that the rules are only 15 minutes [of open training] once a month, and with situations like that it is not going to change.

he Number 69 village on the Corentyne Coast in Berbice will come alive when the Berbice Cricket Board (BCB) hosts the Semifinals of the 2018 Skyy Vodka 20/20 Cricket Tournament this Sunday, September 30.

It has been a while since top level cricket has been played in the Upper Corentyne area, and fans are expected to flock the venue to see their two teams battle against the two top cricket clubs in Berbice for a place in the final.

Upper Corentyne will battle with Albion Community Centre Cricket from 9:30 hours, then Skeldon Cricket Club goes up against the mighty Rose Hall Town Gizmos & Gadgets from 13:30 hours.

Over the last decade, Albion and Rose Hall Town have dominated

Berbice Cricket, but they will have to be at their best to get past the two home teams who normally favour the shorter version of the game.

Albion will be led by West Indies ‘A’ Player Gudakesh Motie, and he will be supported by Jonathan Foo, Kandasammy Surujnarine, Ritesh Umrao, Kevin Umrao, Gourav Ramesh, Antonio February.

The Upper Corentyne Team does not possess any cricketing stars, but the team is known to play as a collective unit under the inspirational leadership of the level headed Lakeram Latchman. estlé Milo hosted the second edition of the Milo Football Skills Tournament on June 9 at the Eve Leary Police Sports Club Ground.

The event is part of a global partnership between Nestlé Milo and FC Barcelona, which was officially announced in 2016.

The partnership between the two powerhouses is based on a shared vision to promote healthier lifestyles through physical activity among children, especially during their foundation years, 7 to 12 years old.

The first edition of the tournament was hosted in August 2017, and saw participation of over 150 kids from Guyana vying for the top spot of the tournament for the grand prize of a trip to the Barca Academy in Barcelona Spain.

This year, more than 160 boys and girls between the ages of 7 and 12 years old participated in the tournament, and were judged on the following skillsets: passing, dribbling, composure, running and control.

Winner of the tournament, Ian Daniels, delivered a stunning performance and walked away with the grand prize of a trip to the Barca Academy, where he will participate in a training camp hosted by the FC Barcelona coaches together with 93 other winners from across the world.

Speaking at the prize giving ceremony Geysha Thomas Davis, Senior Consumer Marketing Manager, said, “We are extremely happy for the support given and the team spirit shown by the kids that came out today showcasing their skills. MILO will continue to invest in initiatives such (as these) as we work towards achieving our global objective to help 50 million children live healthier lives by the year 2030.”

Ian will be travelling today along with two representatives from Nestle to Barcelona, Spain, for this lifetime opportunity. Other Caribbean winners from Trinidad and Tobago, Barbados and Jamaica are going along.

n Wednesday, the Guyana Floodlights Softball Cricket Association (GFSCA) launched the eighth annual Softball Cup, which the logistics well worked out for the two-day intense action under floodlights from October 26-28 in Georgetown and the East Coast of Demerara.

The tournament is said to conclude at the Demerara Cricket Club (DCC) with the Over 45, Over 50, the Open and Female exhibition match.

Secretary of the GFSCA, Anil Beharry, has stated that he is very excited as the first match is soon to be played. He also thanked the sponsors for the work they have been doing over the years, and for their continuous support.

Beharry further stated that this event is one of the biggest softball events in the world. He went on to state that everything is set in place, and they are ready for action.

President of the DCC, former West Indies all-rounder Roger Harper, said, “This is the eighth edition of the Guyana Cup Tournament. Every year, the tournament has been big, and we expect this year to be the biggest. As president of the Demerara Cricket Club, (I am) very pleased to have the opportunity to be a part of this event, and (to be) hosting the finals once again.”

The registration fee for the Open category will remain at US$400, with the prize money set

at US$4000; while the cost for registration for the Masters (O-45 and O-50) is set at US$700. The prize money for the Masters’ category is yet to be determined.

The tournament will feature teams from New York, Guyana, Canada and Florida.

easoned Guyana Jaguars captain Leon Johnson will resume his role as he prepares to lead a strong 14-man team into battle when the 2018 Cricket West Indies (CWI) Regional Super50 bowls off from October 3-28 in Trinidad & Tobago and Barbados.

The West Indies Test batsman, who has led Guyana to 4 straight Regional 4-Day titles, recently emerged leading run-scorer of the just concluded 2018 Guyana Cricket Board (GCB)/Cricket West Indies (CWI) Jaguars 50-Over League with 336 runs, including three fifties.

His deputy will be West Indies ‘B’ captain, wicketkeeper Anthony Bramble, who has also been on a high over the past few months, expanding his credential overseas.

The team, which features a few notable faces, was recently selected following good showings in the League as well as consistency and success in the franchise over the past few seasons.

Guyana set for 18-hole golf course

uyana’s golf fraternity is set for a major expansion as former international proturned-course-designer Jack Nicklaus is expected to build a whopping 18-hole course to further complement the constantly upgraded Lusignan Golf Course.

The huge announcement was made d u r i n g Thursday’s Guyana Cup Open held at the Marriott Hotel, where LGC President Aleem Hussain and Minister of Social Cohesion/Sport Dr George Norton unveiled the plans to have the mega-course constructed, with works likely to commence in the near future.

Hussain said the famed golf course designer has signal intention to personally use his own finance to expand the level of golf in Guyana by putting the country on par with others of international standing as the only one in the Caribbean to have a course designed by Nicklaus.

During his time on the Greens, Jack, most notably called “The Golden Bear” around the fraternity, was regarded by many as the greatest golfer of all time, and most especially his era.

With a career that spanned more than 25 years after teeing off in the 1960s, the American has record 18 major championships while

Hussain believes that a new course will breed a higher level of competition, as Guyana’s players have been doing extremely well on a 9-hole course over the years.

Regarding the demographic location of the new course, it is to be announced in the future where such a facility will be erected. Minister Norton nevertheless confirmed that the Government of Guyana will be in full support of the proje c t , identifying as early as next year a possible start to the construction of the course.

Limacol KO Football Tournament…

Pouderoyen, Santos storm into semis T he quarterfinal round of the Limacol Knockout Football Tournament ended on Thursday evening at the Ministry of Education Ground with Mahaica Determinators and Buxton Stars taking their final run after suffering losses.

In the opening match of the double-header, Pouderoyen got past Determinators 2 – 1, then Santos steamrolled their way into the semis with a commanding three – nil win over Buxton.

This means Santos will now face Pouderoyen in the first semifinal on Sunday, September 30, then Riddim Squad takes on the defending champs, Police Football Club, in the other semi, to wrap up the night.

On Thursday, goals from Kacy John and Dwayne St Kitts in the 17th and 38th minutes were enough to give Pouderoyen a spot in the other round. Mahaica’s Delon Charles made it a one-possession match in the 59th minute, but hadn’t enough in the tank to find the equaliser.

In the last quarterfinal match, a fourth minute goal from Dellon David along with two second half goals from Jermain Fraser and Sunil Logan proved too difficult a question for the Buxtonians to answer.

Meanwhile, the grand finale is scheduled to take place on Sunday, October 5th at the same venue.
