T

he Public Infrastructure Ministry under the helm of Minister David Patterson, is accused of deliberately tampering with the procurement process in order to ensure contracts are handed out to favoured contractors.

Former President Bharrat Jagdeo on Wednesday met with members of the local press corps at his Church Street Office and provided documentation to this effect.

Jagdeo told reporters the Ministry has adopted a strategy where it advertises and invites persons to bid for projects but at the last minute, annul the process. The Ministry would then go on to negotiate a contract with a chosen ‘cronies’, according to Jagdeo.

As he sought to outline the Administration’s penchant for annulling the process and then opting to negotiate with favoured contractors, the Opposition Leader said this does not obtain only in the case of the well-publicised Feasibility Report for the new Demerara River bridge.

The Opposition Leader supplied media operatives with a paper trail for other contracts which clearly shows the Ministry annulling the process before going on to select favoured contractors.

One such project involved the multimillion-dollar reconstruction of the Administrative Blocks

for the Georgetown prison – being undertaken by the Public Infrastructure Ministry and not the Public Security Ministry.

A total of 20 companies had been shortlisted from a prequalification process and were invited by the Permanent Secretary, Geoffrey Vaughn.

According to documentation seen by Guyana Times, the Permanent Secretary invited the 20 companies to conduct a site visit on July 27, 2017 and were to respond by the following day on whether or not they would be submitting a bid for the project.

The visit was the following day rescheduled by the Ministry’s Work Services Group Manager, for Procurement and Contracts, Philip Bryan.

The procurement manager, by way of email, a copy of which was seen by this publication, indicated that the site visit for the project was rescheduled for the following day, Friday, July 27, 2017.

On July 28, 2017, Permanent Secretary Vaughn wrote again to the bidders saying, “the Ministry regrets to inform you that a decision was taken by the executing agency to annul this bid.”

Vaughn, in giving reason, points to its clause which speaks to the “Employer’s right to accept any bid and to reject any or all bids.”

Another such project for which Jagdeo presented documentation in defence of his claims related to the pedestrian overpasses being constructed along the East Bank corridors.

In January of this year, bids were opened at the National Procurement and Tender Administration Board (NPTAB) at which point it was determined that 16 companies had submitted their bids.

In March, the Permanent Secretary wrote to the companies informing them that the contract had been award-

ed to B&J Civil Works.

Vaughn, in his missive to bidders, noted “accordingly, please be advised that your Bid Bon is released and accordingly, you are released from any performance under this bid.”

The Permanent Secretary three days later wrote to the company indicating that the process had been annulled.

According to Jagdeo, “they annul the bid process after they award the contract... another set of corruption in the same Ministry.”

The Opposition Leader was adamant too that the Ministry needs to come clean and explain what was currently happening with the feasibility study for the Wismar/Mackenzie Bridge in Linden, Region 10 (Upper Demerara-Berbice).

He recalled that Minister Patterson’s web of lies had entangled this project too since he had claimed that it was being funded by the Inter-American Development Bank (IDB) but this turned out not to be the case.

Patterson had also erroneously claimed that the IDB was also funding the feasibility report for the new Demerara River bridge.

Jagdeo told reporters that ever since November last year the tenders had been opened for the feasibility study for the Wismar/ Mackenzie Bridge.

“How come from November 30, 2016, to now they have not awarded this contract for the Wismar Bridge,” the Opposition Leader questioned.

The former President was adamant, “we are getting a bunch of lies and corruption, unbelievable levels of corruption in this Ministry.”

He told media operatives the Administration has developed a modus operandi where it has a penchant for annulling tenders, “when the desired person doesn’t get the bid, win the bid, one of their cronies.”

Jagdeo recalled too that the same practice obtained by the David Patterson run Ministry for the multibillion-dollar Sherriff Street upgrade.

Protecting children

A

s Guyana observes Child Protection Week this year, a number of issues relating to children were brought to the fore. This year’s observance is themed, “Partnering with families and communities for positive outcomes for children”.

Prior to the dawn of the week’s observances, the issue of a 13-year-old boy being raped and murdered had already stirred up discussions about families’ and communities’ role in protecting children. The death of the teen sent shock waves through Guyana because of the heinous nature of the crime and in retrospect, everyone in his immediate environs began speaking up about instances of a similarbut-not-so-deadly nature. However, it is sad that it took the death of a child for persons to truly speak up about sexual offences in that and surrounding communities.

From data released this week by the Child Care and Protection Agency, there were 424 cases of child sexual abuse reported with reports indicating the figure might not represent the complete extent of the problem, since the crime is a hidden one which goes unreported in many instances.

There is a proverb, “It takes a village to raise a child,” meaning a child becomes a more healthy and rounded adult if the entire community takes an active role in contributing to the upbringing of the child. This speaks directly to strong community ties and trust. However, when child molesters lurk in the very communities and persons fall prey to “covering up” instances of abuse, then the fabric of that concept of a “village” that children need is destroyed.

As a result of globalisation, today we are faced with instant information in a fast-paced highpressure world leaving children with a myriad of challenges and opportunities alike. As such, navigating parenting can be a daunting undertaking and there is more need for the “village” as partners in parenting. As such, it takes a “village” to look out and keep an eye on children for potential dangers when they are walking along the streets, playing in the communities, engaging in social activities or simply taking an afternoon stroll.

There is further need for community members to work along with the Guyana Police Force and even local neighbourhood authorities in making enquiries when they notice suspicious activities with children to safeguard and secure their welfare.

The Police should be duty-bound to report to its hierarchy any instance where families, relatives, and neighbours attempt to “settle” matters of a sexual nature involving children rather than face the law.

The crime against 13-year-old Leonard Archibald has brought to the fore again the need for a Sex Offenders Registry. This will enable parents to know who the sex offenders in their communities are and will also provide for the Police to better manage convicted sex offenders in the hopes of keeping children safe.

However, for this to happen, there is a pressing need for the court to process cases more swiftly as has been called for by the Women and Gender Equality Commission (W&GEC). The laws of Guyana cater for such a registry and to its credit, the Child Care and Protection Agency has been calling for this for quite some time now. The time is long overdue for this to become a reality. Let’s not wait for another child to suffer for us to get a wake-up call about the need for a “village” to raise a child.

The nation’s soul is mortally wounded Dear Editor, People all over Guyana are struggling to understand the level of depravity that enabled those who committed the brutal rape and murder of young Leonard Archibald.

In the run up to the 2015 elections, I said in an interview that “the soul of the nation is mortally wounded, and that Guyana’s political and economic crisis has, at its root, a spiritual and moral crisis.” This is painfully evident as we bear witness to the savage and inhumane behaviour of so many of our fellow citizens on a daily basis.

There are two men charged with the rape and murder of Leonard Archibald. Once convicted, I believe that they should receive the death penalty because there is a time to kill.

If there is any objection from the ABC and EU countries, then let them know that we are a sovereign nation, entitled to make our own decisions regarding such matters. Although conditions in a society undoubtedly contribute to the development of this level of depravity, we cannot remove responsibility from the individuals who commit such crimes.

Having said that, we also cannot ease our own conscience by simply laying the blame at the feet of a few depraved individuals. They are, after all, a product of the spiritual and moral wasteland that we have collectively allowed to evolve. The blame for what happened to Leonard Archibald does not stop at these two individuals – it lies with each and every one of us.

Let us start at the top.

For decades, we have witnessed a moral erosion at the highest echelons of society, resulting in unspeakable sexual perversions becoming the norm. Sexual transgressions that were once unheard of in Guyana have become common practice. Our children and young people are no longer safe in their homes or public spaces. However, we must be careful not to limit our understanding of morality to one domain; that is, people’s sexual behaviour. Even the heinous crime we have just witnessed is not limited to sexual perversion alone.

Rape is about the abuse of power and the ability to act in a savage and inhumane manner. In order for us to bring about an end to this moral erosion, morality must guide all areas of the nation’s existence. Only then can we lift ourselves out of our current despair.

No society can be said to be a moral one when it allows human beings to die on its streets, as we do in Guyana.

No society can be said to be moral when, despite its wealth, it implements cruel economic policies that allow some people to have everything while others have absolutely nothing. It is a lack of morality that allows the political elite, across the political spectrum, to treat the people of this country with utter contempt by refusing to invest in their wellbeing and development.

Blame for what happened to Leonard Archibald is at everyone’s door. Let us turn to our pastors, imams and pandits. Turn on your TV and you will find endless religious programmes. There are church-

es, mosques and mandirs on every corner, and yet as theologian Harvey Cox said, “God is absent”. We must ask ourselves why all of this religious teaching and preaching is failing to impact on our society? Minister Farrakhan answered this question when he said, “because the teaching ain’t right and the preaching is false.”

We cannot blame the religious leaders and those who hold political and economic power alone. Every Guyanese must take responsibility for their inaction in the face of the tyranny and moral decay that has engulfed us. Every individual who has not had the courage and fortitude to take a stand against what has happened, and is continuing to happen to this beautiful land of ours, must take a share of the blame for the brutal attack on young Leonard Archibald.

So, although it is convenient and comfortable for us to sit back and look with horror upon the two individuals who committed this brutal act, separating ourselves from them, we cannot. They are the ugly, hideous and disgusting manifestation of the totality of the sins of this nation.

The existing social and economic arrangement has brought with it a level of poverty that is dehumanising. We have allowed a political and economic model of mal-development to be imposed on us that does not encourage us to be our brother and sister’s keeper, but rather promotes a rugged individualism and selfishness. This system has turned us into nothing more

than mindless, crass consumers – crabs in a barrel.

Disrespect and contempt for each other is the order of the day. The caring community is long dead. Our sense of nationhood is dying with it.

People no longer take an interest in or care about what happens to those around them; instead, they are encouraged to just look out for themselves. Guyana has become a vicious society where vicious acts are becoming more and more commonplace.

OVP believes that just as we must all take responsibility for this sordid state of affairs, so too, the liberation and redemption of Guyana is the responsibility of each and every one of us. We must stop looking outside of ourselves for our salvation. It begins with us and can only be realised when we the people become conscious and active agents of change. That is why we speak about “Organisation” for the Victory of the People.

We must organise, mobilise and conscientise now before our fate is sealed. Nothing short of a spiritual and cultural revolution can save us. This can only be realised when we commit ourselves to the building of a powerful and transformative people’s movement, capable of rooting out the evil at the very foundation of this society and ushering in a new order where the dignity of every human person is paramount.

GRA Commissioner General Godfrey Statia made this announcement at a business luncheon hosted by the Guyana Manufacturers and Services Association (GMSA). Statia cited the historical abuse of the system

and the results of the 2016 Tax Reform Commission.

According to the finance specialist, replacing exemptions with credit would assist in creating a level playing field.

“It is a known fact that exemptions are abused and may eventually be replaced with tax credits, thereby creating a level playing field for taxpayers. The Authority is aware that it spends too much resources policing this activity (exemptions), which could be better spent widen-

ing the tax net and improving tax efficiency.”

Instead of reducing taxable income, tax credits actually reduce the amount of taxes owed. But while tax exemptions are still available, Statia was critical of some businesses not taking advantage of them.

“Many businesses also do not adequately realise various tax concessions available under the Act. Until the advent of tax credits, maybe introduced instead of exemptions, businesses must trudge through the various Acts, small businesses in particular do not reap the rewards available under the Small Business Act.” “Exemptions go a begging and the various allowances are often not utilised.

Yet, complaints are made when foreign companies benefit and local companies do not. These are available to all competitors in the market and should be used.”

In 2015, the Government had established the Tax Reform Committee head-

ed by Dr Maurice Odle. The Committee’s mandate was to examine the country’s taxation system and make recommendations for fixing it.

The Committee had reported its findings to the Finance Minister in January 2016.

Among its recommendations were an Income Tax threshold of $750,000 with progressive rates of taxation from 20 per cent to 35 per cent, reintroduction of estate duties and levies on tobacco and alcohol.

Meanwhile, Statia defended the Authority against reports of the sloth and red tape businesses encounter when trying to access tax exemptions. According to Statia, in some cases, incomplete files are sent from the recommending agency to the GRA. “The Authority is usually blamed for holding up exemptions granted by the sister agencies. In the majority of cases, this is not so. Since incomplete files cannot be

processed, to alleviate this problem, the Authority has written its sister agencies as to the requirement of documents with each application and has requested meetings with each agency with the view of minimising the time and effort to complete these transactions,” he said.

A poignant case of these reports are the tax exemptions mining operators were supposed to access.

Back in 2015, the Guyana Gold and Diamond Miners

Association (GGDMA) had signed agreements with the Guyana Energy Agency, the GRA and Guyana Geology and Mines Commission.

These agreements had included the granting of exemptions from customs duties on fuel and equipment for eligible miners.

But with an initial lifespan of six months, miners complained bitterly that the time elapsed, with many not benefiting.

The GGDMA has said that operators were not able to benefit from the grant of duty-free concessions on mining equipment, vehicles and fuel, owing to the red tape experienced at the regulatory agencies involved.

As a result, miners have for some time been raising issues such as the spike in taxes across the board implemented by the Government; in particular, the increase of the Tributors Tax from 10 to 20 per cent, Value Added Tax on heavy-duty mining equipment and the two per cent Withholding Tax.

Repatriation on one foot will almost always fail

Dear Editor, I was amazed to read the letter by Anthony Pantlitz in another section of the media titled “Guyana needs repatriates” in which he almost deify a few Guyanese who have returned to Guyana to ostensibly serve the needs of the country, as opposed to serving their own desires or needs. The examples given of repatriates having “to return to their adopted nation after staying only a short time in Guyana… because they cannot stand being away from their families” beg several questions. For example, why did they leave their families behind? When they migrated, did they not do so with their families? I cannot recall any of the dozens of cases I know of where migration was without the immediate family; in view of this fact, is it not sensible that the decision to repatri-

ate should be a family one?

Anything less would be akin to migrating on two feet but repatriating on one… and so confirm the impression that the so-called repatriation was merely an attempt to tryout something and if it fails then, ipso facto, rush back to the world of migrants. The so-called difficulties referenced by Mr Pantlitz do not require ‘rocket science’ to foresee; they are in the realm of simple common sense.

So bro or sis, if you know you will miss your life’s partner(s) or the roads paved with gold, et cetera, then do not fool yourself or Guyana that you are making altruistic ‘sacrifices’. If the fantastic healthy breezes of our Atlantic that fan you year-long (as opposed to the inhibiting cold of ‘up-North’ and if the happy easy-going lifestyle of

the average Guyanese with those welcoming smiles and heart-warming greetings do not titillate you and if our fresh hassar and tilapia and calaloo and saijan with the unique Corentyne shrimp mean nothing to you, then realise that you were wrong in the first place to repatriate… do not blame others for your pre-mature or impractical decision to repatriate with or without your “loved ones”.

As a repatriate Guyanese myself, I can say with clari-

ty and honesty that the decision to repatriate is not a whimsical one and, like most decisions, typically involves long and careful discussion with family and friends including weighing several pros and cons with conscious awareness of any sacrifices that have to be made. Furthermore, repatriates must realise that no society, including Guyana, remains stagnant. Ironically, change is a constant; repatriates should not expect that the Guyana they left

will be enveloped in a time capsule. They must therefore be prepared to adapt to the current Guyana with all its foibles and fortunes.

When I migrated from Guyana in the 1970s, my career in the sugar industry was in top flight as colleagues from those days who are still around will attest.

My departure was influenced by a number of reasons which I need not elaborate here. Thankfully, I was blessed with immediate success as an HRM professional

in Canada and subsequently with the United Nations.

Then in 1995, when the management of the sugar industry was in the private hands of Booker-Tate, I was offered to rejoin the the management… it was an offer I readily accepted because as we say in local parlance, ‘my navel string chuk hey’ although my career in the UN was also in ascendant mode; I am still here!

o you know how to be street smart? Being street smart means knowing how to keep yourself safe from strangers when you’re alone or with other children. Whether you’re walking to school or to the bus, hanging out on the playground, or riding your bike in your neighbourhood, being street smart helps you stay safe. When you’re street smart, you know your way around, you know how handle yourself in tough situations, and you’re able to “read” people.

Imagine if a baby were able to walk around alone.

The baby couldn’t understand a “Don’t Walk” sign, wouldn’t know where to go for help, and couldn’t find the way back home. What’s more, the baby might not know good people from bad people. The baby would be in danger.

Thank goodness you’re not a baby anymore! You know your way around and you know the rules of the road. The most complicated thing to learn is how to deal with strangers. But if you follow a few rules all the time and trust your instincts, you can be really street smart.

Who are strangers?

When you’re walking home from school, a person in a car pulls up and asks you for directions. At the park, someone says he needs you to help look for his lost puppy. These people may seem friendly, but no matter what they say to you,

they have one thing in common: They’re strangers.

Most strangers aren’t dangerous and wouldn’t do anything to hurt children.

Unfortunately, though, some strangers can be dangerous, and it’s impossible to tell who’s OK and who’s not. A dangerous person doesn’t necessarily look scary or mean – the person might look nice.

That’s why it’s important to follow these safety rules all the time:

Make your whereabouts known

The adult who’s taking care of you needs to know where you are at all times. That means telling your mom or dad, grandmother, babysitter, or whoever is keeping an eye on you where you are and when you’ll be coming home.

Stick with a friend

It’s more fun and safer to do things with friends. Take along a buddy when you walk to school, bike around the park, or go to the store. Travelling with a friend whenever you can is a good idea, and travelling with a bunch of children is even better.

Pick out safe spots

What are safe spots? Safe spots are places where you can stop if you need help, like the houses of children you know, your parents’ friends’ houses, stores, restaurants, police stations, libraries, and fire departments. When you’re

walking or riding your bike, make a mental note of the safe spots along your route. That way, you’ll know where they are in case you ever need one.

Avoid places that aren’t safe

Be sure to keep away from isolated areas. These are places where no one is around, like the woods or small, dark streets.

Let grown-ups (and only grown-ups) help strangers

It’s nice to help people. But remember: Strangers should ask adults, not children, for help.

If a stranger approaches you and asks you for help — such as with giving directions, finding lost money, or searching for a runaway dog — don’t help.

Don’t even give an answer. Right away, you should walk the other way. If you’re not near a safe spot, try any store or restaurant.

If you feel you’re in danger, yell for help.

Stay away from strangers’ cars

If a stranger pulls up in a car and offers you a ride, don’t get in. You probably know that rule, right? But that’s not all of it. It’s also important to avoid a stranger’s car completely. If a stranger asks you to look in the car, don’t do it. Don’t agree to look in the trunk or in the back of a truck or van. Don’t put your arm in the window to take something or point to something. Don’t agree to come closer to see a pet or to get a toy that’s offered.

If a stranger offers you a toy, some candy, a stuffed animal, or anything else, don’t ever take it.

Even if it’s something you really want, if the offer is coming from a stranger, you should ignore the person and walk the other way.

If a stranger walks up or pulls up in a car and you’re too far away to hear the person, don’t go closer, even if the person waves you over. Just get away.

Run the opposite way that the car is heading. Get to an adult you know, a police officer, a security guard, or one of your safe spots as fast as you can if the stranger comes toward you.

What if a stranger comes to pick you up from school, sports, dancing lessons, or the park? This is no different from any other time — a stranger is a stranger, so don’t get in the car. Even if the stranger says that your parents sent him or her, or that there’s an emergency and you must get in the car and go to the hospital, turn right around and tell an adult what happened. Your parents would have told you if someone else was coming to pick you up, and if an emergency really did occur, they would send someone you already know, not a stranger.

Even if the stranger knows your name, don’t be fooled.

There are lots of ways to find out children’ names, even when someone doesn’t know them or their families. For example, do you have a jacket or a piece of jewellery that has your name on it? That’s an easy way for

someone to learn your name.

Make a lot of noise if you’re scared

You’ve probably been told lots of times that you should not yell. You should keep it down, be calm, or use your inside voice.

When you think you might be in danger, forget all of that advice!

That’s the perfect time to be noisy!

If a stranger approaches you (on foot or in a car) and follows you when you try to walk away, yell for help as you run away. If a stranger ever tries to grab you, yell as loudly as you can and try to get away. You can shout things

like, “Help! I don’t know you!” or “Help! This isn’t my dad!” People in the area will hear what’s going on and help you, so make plenty of noise.

Trust your instincts

Children need to follow the rules of street smarts all the time with every stranger, even if the situation seems fine. And if your instinct is telling you something is dangerous or just not quite right, get out of the area, tell an adult, or call 911. No one will think that you are silly. In fact, just the opposite – people will think that you’re truly street smart! (kidshealth.org)

handle abuse

Tell right away A child who is being seriously hurt or harmed should tell a trusted adult right away. This can be hard because the abuser (the person who is hurting or harming someone) might have frightened the boy or girl into staying quiet. No matter what the abuser says, abuse is always wrong — and a child can ask for and get help in a few different ways.

A kid who can’t think of a trusted adult to tell, or is worried about upsetting a parent or making someone angry, can call a special telephone number called a helpline. They also have a website where you can get help: www.childhelp.org/ pages/help-for-kids.

If you know someone else who you think might be being abused, you can help by telling your parent or another adult.

How to tell someone what is happening You know it’s important for children to tell someone if they think they’re being hurt, harmed, or abused.

But how does a child tell? Here are some ideas: Talk to a trusted adult in person.

Write a note, an email, or send a letter

to the trusted adult.

Tell someone at school, like a school counsellor, school nurse, teacher, or coach.

Tell a friend’s mom or dad, big brother, or big sister.

Tell someone who answers the phone at a hotline service, such as 1-800-4-A-CHILD. The way a kid tells and whom a kid tells will be different depending on the situation. The most important thing is to tell someone — or even several people — until someone takes action to stop the abuse from happening.

Children who let adults know that someone is hurting them, even if it’s someone they love, might be helping other children as well as themselves.

Let the person know you need to talk about something in private. If you’re not sure if it’s abuse, you can tell the person that something happened and you want to check to see if it might be abuse.

It takes a lot of courage to talk about this kind of thing, and sometimes it takes a while to feel strong enough to talk about it.

That’s OK. Just know that, in the end, telling a safe person is the bravest thing a kid can do.

It can feel really good when a child takes steps to stay safe and happy and stop abuse from happening.

Eco oil deal a dangerous ‘flipping’ development ..."I know profiteering when I see it" – economic advisor

ith word that a Petroleum Exploration Licence is being sold off – at least in part – within months of it being issued, Natural Resources Minister Raphael Trotman now has no choice but to come clean with the Guyanese public on what exactly are the transactions being made with respect to the nation’s Exclusive Economic Zone (EEZ).

Dr Peter Ramsaroop, the economic advisor to the Opposition Leader, in a recent interview with Guyana Times weighed in and is demanding that Minister Trotman “immediately divulge the extent of the Petroleum Oil fields in Guyana’s EEZ, offshore, available and impaired and to also make public those who are applying for concessions now.”

He reminded that only recently, Opposition Leader Bharrat Jagdeo cautioned there might be corruption afoot. Jagdeo on Wednesday in reference to the shareholding sale had told media operatives, “I saw an agreement that (Minister Raphael) Trotman gave being ‘flipped’ now in just a matter of a year.”

Speaking during the press engagement, the former President was adamant that Minister David Patterson is yet to respond to the claims that persons with shared links to the Administration have been making applications for petroleum concessions in order to flip the licences for a profit.

Jagdeo remains adamant that the lies emanating from the Administration have been overshadowing the core issues surrounding his allegation of likely corruption.

He had earlier alleged that persons close to Ministers, including relatives, have been applying

for Petroleum Exploration Licences and with no means to develop those concessions.

“Why else would they want to take control of something they cannot develop,” Dr Ramsaroop quipped, rhetorically adding that “as a businessman, I know profiteering when I see it.”

Jagdeo had also warned of foreign companies with some ‘unhealthy’ local contacts looking to cash in with some Ministers and their surrogates.

“These local companies aligned to Ministers, their families and their cronies have no means of finding hundreds of millions of US dollars to do the exploration work. Ramsaroop reiterated that, it would seem that their intention is to get these blocks and weeks later sell them on, to ‘sleeping clients’ who will again sell them on without any competitive process being followed.”

Speaking to the news at the beginning of this week that Total E&P Activities Petrolieres, a French owned oil exploration giant, had purchased a sizeable shareholding in one of the companies that are already operating in Guyana EEZ, Dr Ramsaroop said this happened literally a few months after this company got its licence.

“Who gave that licence out? It was the partnership...

it was APNU and AFC (A Partnership for National Unity/Alliance For Change) that handed out petroleum blocks to operators Tullow and Eco when it took office.”

Ramsaroop was adamant that while he is not making any accusations against Eco – which sold a sizeable portion of its shares to Total – this is precisely the reason why the transactions being had and with whom should be done in a transparent manner.”

The economic advisor told Guyana Times “companies buy and sell shares all the time when they are publicly listed in order to raise capital among other reasons”.

According to Ramsaroop, “in this case we know who they and their practices are and we can gauge on whether anti-trust issues are being compromised. For the others, we don’t know who Trotman is doing business with when it comes to our national patrimony. These actions are a blatant disregard for transparency and open government. Don’t hide behind commercial confidentiality. It is important for the public to be kept abreast of actions which could damage Guyana’s economic prosperity and saddle the country and a new Government with a host of what is increasingly looking like dodgy deals which will have to be sorted out”.

He noted at the time too that, “I reference Minister Trotman not because I want to be picking on him, it is because of how the laws are set up.”

Ramsaroop pointed to the Petroleum Act which governs the sector at present and said all “of the powers lie with the Minister, not the President... I don’t even see a provision giving the President some sort of veto in the matter.”

In calling for President

“We are yet to hear anyone in Government speak comprehensively of a long-term national development plan… do we even have a plan?” the music. “He must come out publicly and say what is going on,” Ramsaroop declared.

He continued “oil is a serious matter and these players out there doing business in the sector for years and years are not jokers and they don’t exactly fork out millions of US dollars for any transaction.”

Referring to an adage,

David Granger to “take a more assertive stance over the matter given his penchant for publicly exalting transparency and accountability,” Ramsaroop said “for too long we have been in the dark on these backroom dealings with private luxury trips.”

He said the laws governing this sector have already been abused by this

Administration during its two and a half years in power; maybe all this has to be known to the President.”

“We are at a critical time in this nation’s history; believe it or not the management and stewardship of that industry will determine the fate of this country for the next 100 years... they have already broken the petroleum laws, they have abused the Constitution, Guyanese need to get serious and wake up and realise that this is serious business.”

Speaking to visible signs of the mismanagement of the oil sector which is still only in its embryonic stage, Ramsaroop pointed to the fact that the Petroleum Act demands that every licensee be audited.

Linden technician charged for fraud

A

25-year-old technician was hauled before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts on Thursday, for allegedly presenting to a law enforcement officer at the Guyana Revenue Authority (GRA) a forged firearm licence approval letter in favour of himself, after he was denied permission by the Police Commissioner.

Jerimah Noerhamid, who was represented by Attorney Tiffany Jeffrey,

denied the charge which detailed that on September 25, 2017, with intent to defraud he uttered the forged letter to Kizia Carrington, a GRA agent, purporting to show that same was issued by the office of the Police Commissioner, knowing same to be false.

Police Prosecutor Shawn Gonsalves related Police facts while submitting a no-objection motion with regard to bail on behalf of the prosecution, in favour of the accused.

It is alleged that the defendant purchased an air gun online earlier this year, and shipped same to Guyana, but was unable to uplift the weapon from the shipping company in absence of a permit issued by the Police Commissioner. His attempt to secure approval from the Commissioner’s office proved futile, causing the defendant to prepare an imitation, along with a forged signature which he presented to the GRA as instructed,

in order that he may clear the weapon.

The letter was discovered to be forged when it came under the scrutiny of officials at the GRA, corroborated by the office of the Police Commissioner which denied any knowledge of issuing such approval.

Gonsalves’ Attorney attested that her client received the approval letter by way of mail through the Post Office.

The hype…

L

…in oil ike they say, “mout’ open and story jump out!”. This time, it might’ve been from the mouth of babes, but it sure exposed the Government’s real take on the oil Exxon found off our shores. The headline in the official State mouthpiece, said it all, “Medgar Evers buys into the hype – sells Guyana as the next big oil producer in the Western hemisphere.” Medgers Evers is a Community College in Brooklyn that has a lot of West Indians in its student body.

Yep!! That’s what they said… now we all know when you talk about “the hype” what’s going on, don’t we? It’s to “big up” something that’s really mediocre. Like saying we have “West Indian” beaches!! The dictionary says, “to intensify (advertising, promotion, or publicity) by ingenious or questionable claims, methods, etc,” and also “to trick; gull.” And that’s exactly what the Government’s been doing the moment they sneaked into office, just after the oil find was announced – “tricking and gulling!!”

Completely clueless on how to run a government in this modern, globalised world, the APNU/AFC coalition has managed to perform the remarkable feat of turning the most consistently top performing economy in the Region into one staring into the abyss. The stake was nailed into sugar’s heart; rice is on tenterhooks after the Government refused to re-engage Venezuela on its lucrative markets; timber and forestry has dried up and bauxite in on life support.

So for now, the Government touts gold, which has rebounded on the world markets and for the future we get the “hype” on oil!! Gold has very little effect on the man in the “South” minibus so, like the white bible thumping missionaries of yore pushing “heaven”, the Guyanese public’s supposed to bear their chafe and wait for the “good life” to arrive with oil, manana! But not before Trotman, the hapless Government’s point man on oil, tried to convince god-knows-who that he could get money from Exxon “up front”!! The only thing “up front” was the bum’s rush he got from the Texas oil company!!

The next hype was an “oil refinery”. But that was soon laughed out of polite discussion after Exxon and every other expert in the world, said it just wasn’t feasible. Ditto with an “oil facility” at Crab Island. Maybe Trotman was thinking about a “crab facility”? Well, for sure, he gotten his old friend Chris Ram “crabby” enough to declare that Trotman was a “liability” to Guyana!!

The “liability” hadn’t realised he revealed his incompetence when he revealed he’d renegotiated the Exxon contract to the latter’s benefit when he’d claimed the contract was immutable.

But evidently only when Guyana could’ve benefited!!

…for Heff The passing of Hugh Hefner marks the passing of an age. Everyone over 60 knows the Dark Ages extant before Heff finally arrived on the scene. And those googling all sorts of natural images on the Internet should thank the man who freed up the western world from its prudish ways. In case you’re still living under a rock, Hugh Heffner’s the fella who brought out the Magazine “Playboy” back in the day, and made it OK for churchgoers to ogle nubile, young, naked women!!

When Jimmy Carter confessed as to how he’d “lusted in his heart” he was probably referring to what happened when he peeked at the Playboy centrefold during his White House days!! Now there was always porn circulating before Heff…but they were always done surreptitiously and ILLEGALLY! By combining well-written articles on all manner of subjects – including politics, in Playboy, respectable men could with a straight face, pretend they were ogling the fine print!!

2017 Mid-year Report

More policies needed in declining sectors – GMSA …urges review of taxes, incentives for renewable energy initiatives

he Guyana Manufacturing and Services Association (GMSA) is warning the Government to make addressing current pressing issues a priority to prevent the economy from faltering and not to be sidetracked by preparations for the coming oil and gas sector.

Those warnings came from GMSA President Shyam Nokta, who was addressing business leaders and tax offi-

cials at the Association’s business luncheon on Thursday.

While oil is a lucrative natural resource, he noted, more attention and effective policies are needed in Guyana’s more traditional sectors.

According to Nokta, a four to five per cent Gross Domestic Product (GDP) growth rate is possible with the right administrative policies and corporate decisions from the Private Sector. He noted that this would help with job creation and putting Guyana on a strong economic footing, something the 2017 half-year report showed was wanting.

“At the GMSA mid-year dinner, I spoke about our excitement about the potential for oil and gas, but also our concerns with an economy that is slowing and the urgent need to grasp their potential. We need to seek practical measures, so that the economic sectors, including manufacturing and services can help drive a return to strong GDP growth.”

Nokta also referred to the resource curse dubbed the “Dutch disease” in his presentation to attendees. The “Dutch disease” can cause a reduction in the value of other exported commodities and is often blamed on the sudden development of one sector at the expense of others.

“There is much talk about how the imminent oil and gas sector will change everything in our country. That is true and that is precisely why we need to ensure we build all the institutional defences to defend against the well-known economic governance risk that oil and gas could bring.”

“But on the other hand, our economy could falter if we do not remain focused on the broader imperatives of supporting investments and job creation across all our economic sectors. We need to prepare for oil and gas, but we also need to stay the course to ensure other sectors continue to grow.”

The Opposition Leader told media operatives this practice is also employed by the Administration for a range of other projects, such as a recent award for a contract for a water treatment plant, and projects at the Guyana Power and Light Inc, among others.

With regards the sudden cancellation of the Vehicular Overpass that was announced, Jagdeo suggested that none of the favoured bidders had been successful and this was why the project was scrapped and that it had nothing to do with the reasons offered.

The Ministry recently indicated that the land earmarked for the project had in fact been sold in a private arrangement.

Jagdeo is, however, not buying the argument and questioned why Government was not simply going to buy back the land as was the case with the new Demerara River brisge.

“Assuming it’s sold, why did

you not check that before you went out to tender, and secondly what’s wrong with acquiring the land now...this’s another excuse for annulling that tender,” Jagdeo questioned.

The Opposition Leader charged too that the roundabout being constructed by that Ministry in the vicinity of the Kitty seawall is another project tainted by corruption under Patterson.

According to Jagdeo, this project being executed to the tune of hundreds of millions of dollars was also not subject to public tender.

“This Ministry has a track record and I am giving the evidence of it; we have shown several bids now, I am not just talking off the top of my head... you have at least 10 cases of tampering with the bidding process, at least 10 cases before you now,” Jagdeo charged, adding that his references were but a mere sampling of such documented cases.

“This is not an exhaustive list. It is just indicative of the corruption at the Ministry of the Public Infrastructure… the Ministry is spending money in a reckless way. It does not know what it is doing. It is corrupt to the core,” he said.

The forestry sector contracted by 18.2 per cent, according to the 2017 half-year report

Guyana Revenue Authority (GRA) Commissioner General Godfrey Statia was among those present, and Nokta took the opportunity to refer directly to some of the tax measures also affecting growth and frustrating the business community.

“Measures such as the recategorising of zero and standard rated items to exempt VAT on electricity and forest products, among others, have impacted the competitiveness of our members and, therefore, the economy.

“We raised these issues with Minister (of Finance, Winston) Jordan and proposed some measures. When Budget

2018 is announced, we hope to see progress on priorities such as the removal of VAT on electricity, water, education; targeted assistance for struggling sectors such as forestry through the removal of VAT on forest products.”

He also called for consolidated facilities for wood and agro products, in line with the Public Private Partnership (PPP) model, and investments into renewable energy to be incentivised.

According to Nokta, manufactured products should also be given a larger share in public tenders and there should be stricter adherence to laws which ensure small businesses get at least 20 per cent of public spending when their products and supplies are procured.

Half-year report

The Finance Ministry’s halfyear report was released in July of this year. It showed contractions in certain sectors when

compared to the corresponding period in 2016. The declining sectors included sugar, livestock, forestry, mining and quarrying, and even bauxite.

It showed that sugar production was recorded at 49,606 tonnes at the half year and when compared to the 56,645 tonnes produced during the first half of 2016, represented a decline of 12.4 per cent. The livestock industry also contracted by 10.9 per cent in the first half of 2017, due to heavy rainfall severely affecting production, especially in the second quarter.

The forestry industry also showed an 18.2 per cent contraction in the first six months of 2017, compared to the same period in 2016. Declining production within the forestry industry was a result of structural changes in the industry.

The mining and quarrying sector contracted by 4.0 per cent, during the first half of 2017. Gold production fell by 1.7 per cent to 317,096 ounces, in the first half of 2017, compared to the same period in 2016. Also, the report showed the bauxite industry declined by 11.5 per cent, as a result of reduced production of higher valued grades.

This was a consequence of poor weather combined with mechanical issues at one of the mines. However, production of metal grade bauxite (MAZ) increased by 97,016 tonnes or 21.3 per cent, the report had stated.

he Maritime Administration D e p a r t m e n t (MARAD) on Thursday joined the rest of the world in observing World Maritime Day 2017 under the theme “Connecting Ships, Ports, and People”, with the hosting of a safety exhibition.

The event, held at the Parika Ferry Stelling, was aimed at promoting navigational safety.

Director of Ports and Harbours, Louise Williams, speaking to the theme, said that seas and oceans today facilitate over 90 per cent of the world’s trade and movement of people. Williams said that MARAD, over the years,

He concluded, “Guyanese need to wake up and demand the right to know what Trotman and the others are doing with our natural resource especially with the reckless mismanagement we have already seen taking place... T

he four key characteristics of the midstream segment are identified in the picture below with associated further explanations.

Risk of the business

The business of moving oil and gas around is considered as a very low capital risk, which means that the chances of losing the capital investment are extremely low. Most of the assets are adequately insured but also built with a special designated purpose – to serve as the link between the critical upstream and downstream part of the business. Historically in the integrated oil companies like EXXON, the midstream segment of the business was only a small part of their operations. However, it was not until the advent of new technological discoveries in the 1980s that more companies started to look more seriously at this segment of the business as a serious value creator.

They spun-off these assets into publicly traded independent businesses that created a whole new stream of income for their shareholders.

Regulation of the mid-stream business

The midstream gathering and processing sector are relatively free of government regulation. It would be interesting to see how much capacity the Guyanese authorities will build to empower the State to have clarity around how much barrels of oil are being shipped from the well site annually. This issue is a highly political one that is hardwired for corruption if not effectively monitored. Trust but verified should be the mantra of any Government of Guyana with respect the measurement of the crude being pumped. The pertinent question remains – will Guyana have the capacity in place by 2020 to properly measure the crude pumped from the well so that it can own the calculation of how much cash will flow into the local Treasury?

Stuck in the middle

This segment of the business is literally stuck in the middle. If the exploration and production side of the business is unhealthy and not producing at the right pace, then the processing, transportation and storage system will be working sub-optimally. Similarly, if consumer demand at the pump is also poor, then the need to bring the products to the industrial, commercial and retail market will diminish. So this consideration illustrates how little control Guyana has over this operations because there are transnational factors that will contribute to the daily production numbers rather than the needs of the Guyana Treasury.

The price of oil at the pump

If the price of oil declines materially, it can cause the entire industry to slump into a protracted downturn and no President of Guyana will be able to tell EXXON to ramp up production if they think it is in their best interest to pump at 40,000 bpd rather than 100,000 bpd. Over the last four years, the price of crude was basically going in one direction and that direction is not North. Getting a price about US$65 a barrel before 2020 will require divine intervention in my opinion, unless of course America goes to war with Korea.

4 major components of the midstream business

1. Gathering – the first step in the midstream business is field gathering. Oil comes from many wells and therefore the product has to move through a “spider web” of many small diameter pipelines to a central location (in Guyana’s case the floating production storage and offloading unit – FPSO).

2. Field processing, storage, and offloading (FPSO) – requires surface units that are designed and installed to: a. Measure the production rate from the reservoir; b. Separate the crude from the wastewater; c. Temporarily store the crude until it is ready to be moved to the refinery.

3. Transportation – Treated crude is carried via huge supertankers or an oil pipeline to the refinery. In the case of Guyana, these big ships will lift the crude from the FPSO and take it away to a refinery somewhere in the USA. This begs the question where are the plans for the modular refinery to process Guyana’s portion of the oil?

If the natural gas deal succeeds, it can see huge pipelines being built into a GPL production facilities, for example at Vreed-enHoop, since it will be a logistic nightmare to bring such a pipeline into Port Georgetown.

4. Storage – This part of the midstream process is pretty straightforward and Guyana already has experience in this area. The main form is the onshore bulk terminals and the offshore FPSO (a very large ship anchored close to the production site).

Tint licence scam

Public Security Ministry, GRA employees before court for fraud

anesh Dyal, 23, of Montrose, East Coast Demerara (ECD); Chaitram Persaud, 24, and Richard Mohan, 23, of Better Hope, ECD, were hauled before the court of Principal Magistrate Judy Latchman on Thursday and were each released on bail after they denied charges of conspiracy to commit fraud.

It is alleged that between March 1, 2017 and September 25, 2017, at Georgetown, the trio conspired with person(s) to forge one vehicle tint permit, purporting to show that same was issued by the Public Security Ministry.

In addition, Azad Mohammed, a businessman of Better Hope, was charged for uttering to Police Constable Jamal George on September 25, 2017, a forged vehicle tint permit purporting to show that it was issued by the Public Security Ministry, knowing same to be forged.

Police Prosecutor Shawn Gonsalves laid out a synopsis of the facts which detailed that between March 1, 2017 and September 25, 2017, Mohammed made contact with Mohan, also called “Richie”, an employee of the Ministry of Public Security who told him that he was in a position to acquire a tint permit on his behalf at the cost of $70,000.

Mohammed reportedly uttered the monies to Mohan, who then transferred same to

the possession of Persaud, an employee of the Guyana Revenue Authority (GRA), who passed the cash to Dyal, a gain entry clerk at the Public Security Ministry, before the transaction was completed.

Mohan subsequently returned to Mohammed a tint certificate as promised, but it was not be long before the scam unravelled and the parties were incriminated.

On September 25, 2017, the Better Hope business-

man was pulled over by ranks of the Guyana Police Force (GPF) to whom he presented the forged certificate upon request. Consequent investigations revealed that the permit was counterfeit in nature, and the user was arrested and charged for the offence of uttering a forged document to Police authorities.

Mohammed’s cooperation with Police during the course of the investigation led to the arrest of the string of persons involved in the alleged conspiracy, who were all brought before the court to answer to relevant charges on Thursday.

The accused persons were represented by a battery of attorneys who managed to secure bail for their clients in the sum of $100,000, except for Mohan who was required to pay $150,000 in bail.

The case will be called again on October 5, 2017, before the Chief Magistrate, Ann McLennan.

Dynamic Airways to suspend all flights to Guyana from Oct 2

lthough local representative of Dynamic International Airways, Captain Gerry Gouveia is of the belief that a meeting in the new week with the executives of the airline will determine the way forward, the airline’s

last flight to Guyana will be Monday, October 2, 2017.

This was not only related to staff members but also passengers who have already booked with the airline to travel.

Passengers who are booked with Dynamic

Airways beyond October 2 will be shuttled to their destinations by other airlines based on an agreement.

Guyana Times understands that hundreds of passengers are booked to travel with the airline in the upcoming Christmas season, but those

passengers are asked to contact their travel agents to make the necessary adjustments.

As a result of the decision to pull the plug on the service provided by the airline, a number of staff will be laid off. Presently, more

than 300 employees at various ports have already been given letters of dismissal.

In Guyana’s case, this publication was told that those employees who were hired to work primarily with the airline could be affected in some way. This, however, will not in any way af-

fect those workers who are employed with Roraima Airways, since the company will still operate its handling service at the Cheddi Jagan International Airport (CJIA).

In addition, the company operates its executive lounge, but it is not quite sure if those employees will be affected.

Dynamic’s pullout from the Guyanese market is a direct result of the airline filing for bankruptcy.

In July, the charter company filed a voluntary Chapter 11 petition with the United

States Bankruptcy Court in the Middle District of North Carolina. In this case, Chapter 11 allows a debtor to propose a plan of reorganisation to keep its business alive and pay creditors over time.

Dynamic Airways initially stated that the decision to seek protection from the court against its creditors was as a result of it being riddled with litigation.

These include the lawsuits relating to Hajj flights that Dynamic operated in 2014 for Air India and the recent arbitration award against Dynamic International by the Canadian Arbitration Association in April 2017, which determined that the US-based airline was in breach of contract by failing to pay commissions to BKP Enterprises in connection with the Hajj flights.

Dynamic added that while it has filed a notice of appeal and intends to challenge the judgment and award, it has no immediate recourse to stay the judgment, but has determined the commencement of the Chapter 11 case is necessary.

In its three years of operations in Guyana, Dynamic Airways has been faced with heavy criticisms, given a long list of disruptions in flights which left passengers stranded for hours both at the CJIA and John F Kennedy (JFK) Airport as a result of delays.

Teen jailed for stealing food, cosmetics

avid Emanuel, 17, of the North West District, Region One (Barima-Waini) , was slapped with a six-month jail term by Magistrate Judy Latchman when he appeared before the Georgetown Magistrates’ Courts on Thursday afternoon.

The charge against the miner read that between September 21 and 22, 2017, at Yarakita Village, Region One, he broke and entered the premises of Ann Wilburg, therein stealing a quantity of food and cosmetics valued at $187,000.

Police facts allege that the woman secured her premises and retired to bed, but was awakened by a noise in her shop. Arming herself with a torch light, she went to investigate and

came upon the defendant in her shop who dealt her several slaps to the face before she raised an alarm.

The matter was reported to the Police who pressed charges against the defendant.

Emanuel admitted to the offence and told the court that he was influenced by his friends, who also played a role in the crime. According to the teen, his accomplices made their escape, but he was not swift enough and was caught.

The defendant admitted that he previously had a matter before the North West court for stealing and beheading a cow.

Magistrate Latchman, having considered mitigating factors before the court, then handed down her ruling.

he GTT on Thursday launched “Pinktober” under the theme “Together we can make a difference” at the company’s main office on Brickdam, Georgetown in support of a month-long effort to take action on breast cancer awareness in Guyana.

Pinktober will begin on October 1, 2017 and conclude on October 31, 2017.

“When I was diagnosed and told that I had cancer, immediately I saw my coffin…with all eight of my children around it and that’s serious. It takes everything out of you. All your faculties just go and nothing else matters…What matters is that you want to survive and I would like to support any cause that promotes survivorship for people who are diagnosed with cancer. It is not an easy road,” she explained.

Campbell also called for

Breast cancer starts as a group of cancer cells (malignant tumour) in the breast of females and males.

All people, whether male or female, are born with some breast tissue that have the pos-

sibility of becoming cancerous.

However, while breast cancer is the second leading cause of death among women, breast cancer in men is rare, with only about 2190 cases diagnosed each year.

Everyone has genes that pass along hereditary information from generation to generation. Sometimes changes occur

in the genetic code, and these changes, called mutations, can result in breast cancer.

Breast Cancer Awareness Month, marked in countries across the world every October, helps to increase attention and support for the awareness, early detection and treatment as well as palliative care of this disease.

Guyana, Japan celebrate 50 years of diplomatic relations

uyana and Japan have had strong diplomatic ties for some five decades. Prime Minister Moses Nagamootoo, who is performing the functions of the President, said the “relationship will be fostered and consolidated in the years to come”. These remarks were made at the celebration reception held to mark the occasion on Wednesday evening at Cara Lodge, in Georgetown.

The Prime Minister commended the Non-Resident Ambassador of Japan to Guyana, Mitsuhiko Okada, for the work done in areas of fisheries, utilities, and exchange programmes over the last 50 years, and is hopeful the bilateral relations continue.

Some of the projects that the Japanese Government has facilitated were the rehabilitation of the East Demerara Water Conservancy; the electrification project and the construction of Bina Hill and Waramadong Indigenous

Prime Minister Moses Nagamootoo; Non-resident Ambassador of Japan to Guyana, Mitsuhiko Okada and his wife; along with other Ministers of Government. Also in photo is Honorary Consul General of Japan, Kashir Khan and his wife (far left)

Youth Skills Training Centres, both of which offer training in forestry, carpentry and small business management; and the assistance under the Grant Aid for Grassroots Human Security Projects (GGP).

Japan is currently working with the United Nations Development Programme (UNDP) to promote projects to ensure Guyana is environmentally resilient. The piloting of solar electrical sys-

tems, and implementation of street lights in Bartica, which will be Guyana’s first model “green town” are projects to be streamlined soon. Two additional projects that are well underway are the improvement of access to water in drought-prone areas, and supporting agriculture in areas affected by climate change.

Both countries share a common interest in encouraging sustainable development and mitigating the nega-

tive impact of climate change.

“The Government of Guyana is pleased with Japan’s Caribbean climate change partnership initiative which is fashioned to strengthen the capacity of eight Caricom countries including Guyana,” Prime Minister Nagamootoo noted.

According to the Department of Public Information, the Non-Resident Ambassador of Japan to Guyana said his Government is pleased to work alongside the Guyanese Administration and to continue the preservation of forestry associations.

Also present at the event was Minister of State Joseph Harmon who is acting in the capacity of Foreign Affairs Minister, among other Ministers and dignitaries.

The Honorary Consul General of Japan, Kashir Khan, was also reinstated at the event. Khan was appointed Honorary Consul General of Japan in 2012.

Colombian air force kills Jamaican man kidnapped, dissident FARC rebel leader killed in Antigua — reports A A leader of a dissident FARC rebel group has been killed in the Colombian province of Guaviare, the country’s ministry of defence has announced.

The man, who used the alias Euclides Mora, was kicked out of the FARC last December with four other rebel leaders for not agreeing to the terms of the peace agreement signed by the group.

The military said he had been engaging in drug trafficking. He was killed in an air force operation in the jungle. President Juan Manuel Santos wrote on Twitter that the killing sent a clear message to any remaining rogue FARC members: “Hand yourselves in or you’ll face prison or a grave.”

Jamaican man living in Antigua was allegedly kidnapped and found dead on Wednesday.

According to the Antigua Observer, 26-year-old Kenroy Simpson was discovered bloodied and face down at

Euclides Mora is thought to have taken part in some of the FARC’s bloodiest attacks

in November 2016 after 52 years of armed conflict.

But a small group of FARC members did not accept the peace deal and stayed in the jungle while the FARC rebels gathered in “transition zones” to disarm. The FARC announced in December that they had severed their ties with four of the renegade rebels, in-

cluding Euclides Mora.

Zika Virus mutated around 2013, leading to birth defects — study

ika has been around for decades but only recently began to cause birth defects due to a single mutation the mosquito-borne virus likely acquired in 2013, researchers said Thursday.

The report in the US journal Science explains for

the first time how this once relatively harmless virus transformed into a global health threat.

The mutation in one of its structural proteins, called pRM, is believed to have arisen prior to the 2013 outbreak in French Polynesia, said the Science report.

Zika was first discovered in a monkey in Uganda in 1947. In people, it was known to cause a rash and mild illness that soon passed. But in 2015, Brazil – the nation hardest hit by the outbreak – reported its first cases of babies born with unusually small heads

That change in the pathogen’s protective coat made the virus more likely to kill developing brain cells in mice and people compared to older versions of the virus, experiments showed.

The change, known as S139N, which involved the replacement of a serine amino acid with an arginine amino acid, was one of “numerous changes” the Zika virus acquired throughout its genome between 2010 and 2016, said the report.

T&T Police hunt parents of dead babies in dump

T

he hills of Tortuga and the opposing Forres Park landfill have been used before as a dumping site for murder victims, but even the scavengers who scour the dump could not bear the site of the decaying bodies of two newborns.

Couva Police detectives were checking with medical institutions trying to identify the parents of the baby boy and girl, believed to be twins, who were found wrapped in a blanket and discarded like garbage.

It was the second case in recent months for investigators as on August 22, 2017, scavengers found a newborn’s body in

a garbage bag in the Beetham Landfill in Port of Spain.

A Police report stated that around 07:00h, a scavenger saw a corbeaux pecking on something. As he walked across, he was horrified to see it was a baby’s foot protruding from a soiled grey blanket. On further checks, he found another baby’s body.

He covered bodies with a discarded cardboard box and contacted the Police.

The bodies were taken to the Forensic Science Centre for an autopsy, which was inconclusive. Investigators said that in addition to determining how

the babies died, they needed to know the age, sex and ethnicity to narrow the search for the parents.

Police said they have already started checking with health centres, hospitals and private clinics to ascertain whether there were any mothers who were pregnant with twins and was due to give birth around this time. An appeal was made for the public to contact the police if they knew of any pregnant women who may have given birth and the children could not be accounted for.

Colombia’s Defence Minister says drug policy must be long-term

olombia must maintain eradication and substitution of coca crops as a long-term policy across the Andean nation’s isolated jungle and mountain zones to permanently defeat drug trafficking and consolidate peace, the Defence Minister told Reuters.

A new government, which will be elected next year, must keep up the policy if the nation hopes to stamp out the illegal drugs industry, which has funded Colombia’s half century war that has killed

more than 220,000 and displaced millions.

“There can be no interruption to this policy because there’s a new government, not in 2018, nor in 2022 or 2026,” Defence Minister Luis Carlos Villegas, 60, said in an interview. “It has to be a process of at least a generation so that it bears fruit and that there’s true peace.” Since signing a peace accord last year with the Revolutionary Armed Forces of Colombia (FARC), the government has focused efforts on

clearing coca from areas once controlled by the rebels.

Car bomb blast kills 7 in Somalia’s Mogadishu

car bomb blast near a popular market in the capital of Somalia, Mogadishu, has killed at least seven people, according to officials.

Thursday’s explosion, which also wounded several people, occurred alongside a densely-populated road near Hamarweyne market, an area that has previously suffered bomb attacks claimed by the al-Shabab armed group.

“The blast was caused by a luxurious car loaded with explosives, which was detonated at a civilian, densely-populated area, and seven people were killed and several others wounded,” Abdifatah Omar Halane, city administration spokesman, told reporters.

There was no immediate claim of responsibility.

“There were eight people killed and most of them died in a civilian mini-

bus which was passing by the area where the vehicle went off,” witness Abdinasir Mohamed, who gave a slightly higher death toll that authorities did not confirm, told AFP news agency.

Major Nur Hussein, a police officer, told Reuters news agency by phone that the explosive-laden car detonated just as a minibus carrying civilians was passing by. The death toll was likely to rise, he said.

Sandwiched between England's Ashes squad announcement and further revelations about Ben Stokes' night out in Bristol, the Oval ODI deserves to be remembered for the individual efforts of Evin Lewis and Alzarri Joseph, even though they weren't enough to give West Indies the chance to level things up in Friday's finale.

Instead, the Ageas Bowl will bear witness to a low-key finish to the English summer. The Stokes issue will inevitably hover over proceedings - both he and Alex Hales have been officially suspended from England duty, in case anyone was wondering about their involvement - and its implications for the Ashes have already begun to swallow up the tail end of West Indies' tour. The patient Karunaratne and Chandimal stabilised the innings following the interval, the opener bringing up his 13th Test half-century with a quick single.

Karunaratne and Chandimal rotated the strike as boundaries continued to be hard to come by, getting through to tea without further damage, but the former threw it away just seven shy of a seventh Test hundred when he set off for a single and the skipper remained rooted at the non-striker's end.

Pollard cleared by CPL in noball incident

F

ollowing an investigation and discussions with the player concerned the Hero Caribbean Premier League (CPL) have decided to take no further action with regard to the no-ball that Kieron Pollard bowled at the end of the Barbados Tridents vs St Kitts & Nevis Patriots match on September 3, 2017.

The incident stirred much debate across the region.

Some pundits criticized the captain of the Barbados Tridents for what they deemed unsportsmanlike conduct. However, there were others who sided with the Trinidadian, saying it was all part of the game.

For his part, Pollard welcomed the decision.

“I welcomed an investigation as I've maintained all along that the no-ball was not intentional, and I'm pleased to have the support of the CPL. It's a very important tournament for me and one I thrive in," Pollard said in reaction to the decision. "I play the game hard but I take my position as a leader seriously. I also have a great deal of respect for Evin Lewis - both as teammate and opponent."

Meanwhile, the Hero CPL said it remains firmly committed to ensuring that the tournament is played within the laws and spirit of cricket and welcome Pollard’s comments confirming that there was no ill-intent in what happened when he bowled the final ball of the match to Evin Lewis of the Patriots. New cricket rule changes are in effect

T

he following are the changes to the ICC's playing conditions that will come into effect for all international series beginning from September 28, 2017. * Each team can name six substitutes (previously it was four) in Test cricket. * There are no changes to the permitted width and length of a cricket bat, but the thickness of the edge can be no more than 40mm, and the thickness of the bat must not exceed 67mm at any point. Umpires will have a gauge to check that bats meet the new regulations. * The ICC has okayed the use of bails tethered to the stumps to prevent injuries caused by bails flying at wicketkeepers and fielders after the stumps have been broken. The mechanism used to tether the bails must not interfere with their ability to be dislodged; the implementation of such a system is at the discretion of the host board. * In Test cricket, an interval will be taken if a wicket falls within three minutes of the interval. Previously it was two minutes. * In T20 internationals, if an innings is reduced to less than 10 overs, the maximum quota of overs per bowler shall not be less than two: meaning that if a match

is reduced to five overs a side, two bowlers will be able to bowl two overs each. * For boundaries, airborne fielders making their first contact with the ball will need to have taken off from inside the boundary, otherwise a boundary will be given. A boundary will also be given if a fielder in contact with the ball makes contact with any object grounded beyond the boundary, including another fielder. * If the ball bounces more than once after being delivered by the bowler and before it reaches the popping crease of the batsman, it will be called a noball. Previously a ball was allowed to bounce twice. If the ball lands off the pitch, then the umpire will signal a no-ball. If a fielder intercepts the delivery before it reaches the batsman, the umpire will call no-ball and dead ball. * Any byes or leg byes scored off a no-ball will now be scored separately. The bowler will have one no-ball put against his/her name, and the other extras will be scored as byes and leg byes.

Long-time supporters of sports across the nation, the National Milling Company of Guyana (NAMILCO) has come on board as the main sponsor of Saturday’s event.

In handing over the contribution to the East Bank Football Association (EBFA) Executive Member Clive Matthews on Thursday at the company’s Agricola headquarters, NAMILCO’s Public Relations Consultant Hafeez Khan said that they were very pleased to support the continued development of the sport on the East Bank and were eager to see the game back up and run-

ning at the senior level.

The EBFA is currently running off its leg of the

In brief remarks, Matthews thanked Khan and NAMILCO for their continued support and investment in the development of young players in particular not only on the East Bank but all over Guyana, noting that the Under-17 level is a critical feeder to the senior teams in each association and beyond.

Known for its popular Wheat-Up porridge mix, NAMILCO will give fans and players the opportunity to indulge as the company aims to power up all for what is anticipated to be an exciting afternoon and evening of football, which will conclude under lights.

fundraising event.

Managing Director Terry Anderson noted, in handing over his contribution, that support for the event is one small way of Fazia’s Collection giving back to society through the medium of sports.

Organisers expecting high-octane action in

he sixth edition of the Courts/Malta PeeWee Under-11 Schools Football Tournament will kick off on Saturday at the Thirst Park Ground, and the organiser is optimistic of more pulsating action.

The pee-wee tournament, which is the brainchild of the Petra Organisation, saw its Co-Director, Troy Mendonca on Thursday confidently stating much was expected given the eagerness showcased by teams.

“I think this year, the response especially from the teams and teachers is very encouraging. Everyone seems ready and raring to go. Teams are more prepared, so expect a very high competition. The youngster [Martin King] who went to Barcelona to train is an in-

spiration to other players,” Mendonca contended.

Most notably, the tournament which traditionally attracted Georgetown school teams has now expanded its reach to accommodate teams from East Bank Demerara, East Coast Demerara and West Demerara, taking its tally to 32 teams this year.

The move, according to Mendonca, is one which possibly paves the way for a nationwide tournament in years to come.

“Definitely. Over the years, we have been getting calls from persons outside of Georgetown. We have indicated to our sponsors a few years ago, but they were not ready. This year, we invited 10 teams, but hopefully next year with a collaborative effort we can do it na-

tionwide.”

St Angela’s boys are the defending champions of the tournament, after becoming the only team to win backto-back titles in 2016. They also have the distinction of being the only school to have never conceded a goal in an entire tournament. combined XI of top football players who recently participated in the Heritage Games Football Tournament just last week will join forces as they look to give the national team, the Golden Jaguars a run for their money in a charity match on Sunday at the Everest Cricket Club Ground in aid of persons in the Caribbean who were affected by Hurricanes Irma and Maria.

Top scorer in the tournament, Keiron Solomon (Mabaruma, Region One) will be a key player if his side is to win. He will receive valuable back-up from players such as Kevin Mingo (Port Kaituma, Region One) and Clinton Williams (Waramadong, Region Seven).

The Indigenous Peoples’ Affairs Ministry will field two Heritage All-Stars football teams that will be up against the Guyana Football Federation (GFF) President’s XI teams and an U-17 team in two charity matches. This is a collaborative effort between the Ministry and the GFF Female team.

This match-up comes hot on the heels of the just-concluded Annual Indigenous Heritage Games that saw female defending champs out of Region Seven, Paruima retain their title, while Port Kaituma defied all odds to bag the male title.

The Ministry and the GFF see this initiative as their civic responsibility to support such a worthy cause since a number of Guyanese who live in the Caribbean were adversely affected.

The ball weavers take to the field in the evening’s first match from 18:00h, followed by the feature encounter at 20:00h.

Admission is $500 and all proceeds will go to those affected by the hurricanes.
