he body of an East Canje farmer was on Tuesday afternoon found on a dam in the canfield with what appeared to be gunshots wounds.

Dead is Ramnarine Etwaru 38, also called “Bill” of Lot 84 Ganga ram Settlement East Canje.

Reports are that the lifeless body of the livestock farmer was discovered by a fisherman who was looking for a suitable space to ply his trade.

Etwaru’s body was found about 300 meters into the dam with his motorcycle lying next to it.

Initially, reports were that a man fell off of his motorcycle and was injured. Villagers rushed to the scene and discovered the man lying in a pool of blood.

Further investigations revealed that he might have been shot.

Ramnarine lived in a two storied house which he recently built and moved

from Suzanna Village, East Coast Berbice to do his life stock business.

His wife; Rosie Hemraj remained in the village to see the couple’s 11-yearold son through Primary school.

The dead man’s sisterin-law told this publication that Etwaru recently developed a portion of land which was gifted to him by his father-in-law and situated behind his new house.

According to Sharadia Hemraj other livestock owners in the village were banned from going onto the land since Etwaru developed it.

“They are mining thing and he don’t want them to get access to use it. They never use to use it before but since he build it up everybody want to use it; it is private property,” the woman related.

Meanwhile, villagers say that the portion of land which Hemraj referred to,

was being used as pasture to graze animals in the community in the past.

According to them since Etwaru put in drainage and fenced a portion of the land, they have been prevented from using it to graze their animals.

Hemraj suspects this might have something to do with her brother- in -law’s death Meanwhile, acting Commander, Senior Superintendent Kevin Adonis told the Guyana Times that the police do not have a motive for the shooting of Etwaru, howev-

er, he assured that within hours investigators are expected to put together all of the pieces which led to the man’s death.

Reports from the villagers who were the first to arrive at the scene indicate that there might have been more than one person who may have committed the crime. They noted fresh tracks coming from the canal.

When this publication arrived on the scene, police had already combed the track several times to get to the canal in search of any evidence.

Dangerous medicine

H

ealth leaders from around the world have raised serious concerns about the growing resistance to antimicrobial drugs, which destroy harmful microbes. Although antibiotics are the best known of these drugs, there are others – such as antivirals, antimalarial drugs and antifungals.

Only a few days ago, world leaders signed a groundbreaking United Nations Declaration to tackle the “biggest global health threat”— antibiotics. Officials from 193 countries at the UN General Assembly in New York committed more than £600 million to fight against the threat that antibiotic resistant “superbugs” pose to modern medicine.

This move follows a United Kingdom-led drive to raise awareness of the potential impact of antimicrobial resistance (AMR), which England’s chief medical officer described as “the greatest future threat to our civilisation”.

While medicine can save life, it can also turn into fast killing poison if mishandled or taken without medical advice. For example, antibiotics don’t work against viral illnesses like colds and flu. But doctors often prescribe them anyway to patients looking for some kind of treatment for their respiratory infections, experts say.

Additionally, people casually purchase antibiotics from pharmacies without visiting a medical facility for diagnosis. Medical experts say self-medication can lead to a wrong prescription of genuine medicine or a reaction from a drug which can be fatal.

Studies have shown that self-medication has been cited as one of the biggest causes of drug resistance and this has been perpetuated by pharmacies which sell drugs to people without prescription from doctors.

Although pharmacies are supposed to dispense medicine to someone with a prescription from medical personnel, many sell drugs to individuals without a prescription.

In Guyana, this is a common practice and only recently, a case was reported in the media of a pharmacy in Region Six where there is no certified pharmacist and where medicine is being dispensed to unsuspecting residents.

This is a dangerous situation, which should be addressed by the concerned authorities. No doubt this is not an isolated case. The red flag raised by the concerned citizen should be addressed urgently to avoid fatalities that may result from self-medication and other cases of mishandling drugs. It is risky for non-medical personnel to prescribe medication.

This is why a renewed drive should be carried out to remind pharmacists of the dangers of dispensing drugs to any one without prescription from the doctor. In the past, it was hard to get medicine from a pharmacy without first visiting a doctor, but today people just walk into a pharmacy and walk out with drugs. There is also need to sensitise the public on why they should visit a medical facility instead of resorting to self-medication.

Around 700,000 people around the world die annually due to drug-resistant infections such as TB, HIV and malaria. If no action is taken, it has been estimated that drug-resistant infections will kill 10 million people a year by 2050.

World leaders are now starting to worry about the economic threats from the problem; the World Bank this week released a report saying drug-resistant infections have the potential to cause at least as much economic damage as the 2008 financial crisis!

The UN will adopt a declaration that endorses an action plan approved last year by an international meeting of health ministers. The declaration recognises the size of the problem and encourages countries to come up with plans — and money — to cut back on antibiotic use, make better use of vaccines to prevent infections in the first place, and fund development of new drugs.

Clearly, we are in the midst of an emerging crisis and it would be wise for the Health Ministry, as per the UN’s recommendation, to design a plan of action to address the issue and educate citizens as well as remind medical personnel about the dangers associated with the use of antibiotics.

Guyana-Venezuela controversy is no joke Dear Editor, “Secretary General of the United Nations, Ban Ki-moon, declared “I have to make an assessment by November” on the way forward with regard to the Venezuela border controversy with Guyana. This quote is taken from an article in the media, which had as its headline “Guyana/ Venezuela ControversyDecision in November – UN Chief.”

I am a bit confused by that headline since the Secretary General (SG) said “I have to make an assessment”. He did not say a decision. If an assessment on the way forward is in fact, or turns out to be a decision to, or not to refer this matter to the International Court of Justice, then the Secretary General would have fulfilled his responsibility. However, as I indicated in an earlier letter, I don’t expect the SG to rule on this matter prior to leaving office in December.

So what will it mean for Guyana if there is no clear decision by the current SG? Based on an English translation of the speech

by Venezuela at the recent UN General Assembly, I see no reference in that speech to the controversy

with Guyana. The omission of any reference to the controversy in the Venezuelan UN speech must be examined from a public communication/public diplomacy perspective, as Guyana seeks to have this matter solved via judicial settlement. The absence of reference to the controversy must be seen as a strategy on the part of Venezuela to give the SG some comfort.

It sends a signal to the international community that one of the parties to the controversy; and in this case the “aggrieved “ party, is in no hurry to have the SG act and that it is quite “reasonable” for him to have this issue passed on to his successor.

Guyana has been pushing through various channels in as dignified and diplomatically correct a way as possible to have Ban Kimoon make a decision before leaving office, utilising bilateral and multilateral meetings, speeches etc.

However, in my view – and I have expressed this view many times in the past – our failure has been in employing an effective public diplomacy/outreach campaign designed to pressure the SG into making a decision. To use Guyanese par-

lance, “boat gone a falls” in terms of using such a strategy to have Ban Ki-moon make a decision before he leaves office. But we must embark now on this public diplomacy campaign so that his successor will be “obliged” to recognise that while Venezuela might not be urging resolution of its own claim, and while the international community may not be crying out for an end to this controversy, public opinion wants a resolution of this controversy so that a small, developing country could push ahead uninhibited with its development plans, including oil production in the area claimed by Venezuela.

To be able to have public opinion demonstrates its desire for the resolution of this matter and to influence a new SG accordingly, we need to have influential media in small and big countries devote attention to this issue ultimately, having editorials and columns written in favour of this matter being referred urgently to the international court; having reputable electronic media including radio and television air news and opinion pieces with documentary evidence as

to how this controversy is thwarting investment in Guyana and negatively impacting our economic development; having international human rights, religious, indigenous peoples and other relevant organisations issue statements pointing to the need for resolution of the issue so that the people of Guyana, especially the poor, could aspire to a better quality of life.

If we are really serious about having a judicial settlement of the Venezuela claim, and I have no doubt we have, we should embark on such a campaign now as a matter of urgent national importance so as to have this referral to the world court early in the new SG’s tenure. It must be made to become an important issue on his/her agenda on the assumption of office.

And if, God forbid, a man becomes the next President of the United States, who knows what support Maduro might get, and how he might be emboldened if not empowered to act in violation of international law. This is no joke.

Dear Editor, I read with great humour the report published in another section of the media on September 23, 2016 quoting the Maritime Administration as saying that there are alternate routes for boats traversing the Piremap Falls. Amazing!

I acknowledge that one way is to unload all cargo and lug them from below the falls to the top and then haul your boat manually over the iron rails that are

installed for that purpose to the top of falls, reload your boat and be on your way, adding eight hours to your travel time. Otherwise you wait for the rains and high water.

I would love to see the experts at MARAD take a boat and do a trip; do a video and let the Guyanese public see these alternate routes.

The report go on to say that Crown Mining Supplies has “assiduously commenced efforts” to remove

this obstruction. The fact is that Crown Mining Supplies have a camp some distance downstream and their workers are enjoying TV shows and relaxing. I reiterate, for the month of September absolutely nothing has been done to improve the situation, neither the Crown mining company nor the relevant authorities have been fully truthful or forthcoming on this issue.

This situation cannot continue much longer as a

lot of miners, boaters, fuel suppliers, farmers, fishermen and school children are greatly affected by this ugly situation.

I am also willing to pay for a boat to take the media to the location to get a firsthand look at what are really the facts. Let us make it a trip; we can also take the experts from MARAD to show us their routes.

5 Public Health Ministry to reduce Police receive new footage gaps in delivery of service in Rio strip club shooting news

he option of reintroducing Regional Health Authorities is being explored by the Ministry of Public Health (MoPH). The ministry is working to narrow gaps in healthcare delivery in Guyana and has noted that Regional Health Authorities are necessary if there is to be more control over financial resources.

Director of Regional Health Services (RHS) at the ministry, Dr Kay Shako, explained that re-introducing the health authorities can have a direct impact in rolling out efficient healthcare delivery in the regions. She said they would be responsible for the health sector in the various regions and help manage resources for the sector’s development.

Dr Shako made these observations at the Regional Health Officials second meeting for 2016.

“We are thinking of not introducing but to some extent re-introducing Regional Health Authorities because it was first established in Region five and Region Six, so we think that if the Ministry of Health can have more control over its financial resources we can make a greater input in our healthcare,” Dr Shako said.

The RHS Director further explained that the Regional Health Authorities will also ensure that all the health facilities within respective regions are properly staffed with

specialised healthcare professionals. This will reduce the number of referrals to the Georgetown Public Hospital Corporation and other Regional hospitals, the Government Information Agency reported.

It would also see a decrease in the need for medical evacuations and surgical outreaches as patients’ needs would be addressed within the regions. This will save money that can be later be utilised in other areas of the health sector’s development, Shako pointed out.

“A very good example will be the Lethem hospital… by the end of this year the hospital will have the required specialists to function in terms of having the surgeries (done) so that we can reduce on our surgical outreaches and also our

‘medivacs’ that usually go to Georgetown Hospital,” she elaborated.

When the decision is finalised by the ministry, the reintroduction of the Regional Health Authorities, should address some of the inefficiencies in the present system where some health programmes are the responsibility of Regional Democratic Councils (RDCs).

The health authorities will also be directly responsible for the efficient delivery of drugs to the respective regions. Expeditors responsible for the delivery of drugs and other medical supplies to hinterland regions are overburdened with duties assigned by the region. This contributes to the late delivery of health supplies causing unsatisfactory health service provision.

It has been noted that Regional officials are forced to prioritise sectoral projects and often, the health sector is not given priority in the delivery of drugs, staff provision and improved infrastructure.

However, the need for inter-agency collaboration remains important to the total healthcare delivery system. One example is the Public Health Ministry depending on the Ministry of the Presidency, Department of Public Service to provide nurses and doctors to the Public Health system.

he Police are following new leads in the Rio strip club shooting which left a 19-yearold dead and another teen critical at the Georgetown Public Hospital, according to A Division (GeorgetownEast Bank Demerara) Commander Clifton Hicken.

Commander Hicken on Tuesday confirmed that the Police were developing some footage and new footage has surfaced. He noted that investigators were diligently pursuing the case.

However, the Police are yet to make an arrest.

Ryan “Harry” Sergeant, 19, of Lot 2530 Layon Street, North Ruimveldt, Greater Georgetown, was shot in his head and dumped at a private city hospital after a predawn shoot-out.

It was reported that the

young man’s friend, Jeffrey Farrel, also of North Ruimveldt, and the shooter were involved in an argument about money and girls, which went terribly wrong.

According to a source, Farrel and Sergeant along with the shooter were kicked out of the strip club after the argument escalated. However, that did not deter them and the argument continued near the club.

During the argument, the shooter pulled out a gun and opened fire on the two young men. Farrel, who was shot to the neck, remains in critical condition at the Georgetown Public Hospital.

It was also reported that Farrel was involved in a quarrel with one of the suspects who in turn left the nightclub with anoth-

er friend and a female companion. Further reports stated that after the trio left, they were followed by Farrel and the now dead man and the argument resumed.

This newspaper was informed that the Police are on the hunt for two men after reviewing the surveillance footage. One of the men was identified as a former bodyguard of a wellknown drug lord.

The source indicated that based on the surveillance footage taken from the nightclub, the two men were seen leaving the club with guns in their hands.

Sergeant only returned from the USA recently and was in the habit of partying with friends. The Police in a release stated that they were investigating the circumstances surrounding the fatal shooting.

Protect our local industries!

Dear Editor, The recent announcement by China Harbour Engineering Corporation (CHEC) that it had signed a US$7.5 million contract with Suriname’s Stateowned mining company, Grassalco, to supply some 300,000 tonnes of crushed stone over a 12-month period for the Cheddi Jagan International Airport (CJIA) expansion project – currently being executed by CHEC – has caused public outcry by local manufacturers/suppliers.

According to one local supplier, his company has been consistent with supplies of crushed stone for the CJIA project and has a more than adequate stockpile to ensure the timely completion of the project.

During a press conference last week, Business Minister Dominic Gaskin, clearly stated that the Government is ‘powerless’

to stop the stone imports from Suriname by the contractor. He has since opted to blame the former People’s Progressive Party/Civic (PPP/C) Administration for this development, saying that it was the former Government that signed the original contract with CHEC. Minister Gaskin’s argument is that the arrangement under which CHEC has begun importing stone is a private one and the Government cannot reverse or terminate that contract.

Really Minister Gaskin?

The coalition Government, after taking office in May 2015, proceeded to halt, then amend the US$150 million CJIA expansion project on the grounds that it was ‘unfavourable’ for Guyana.

Shouldn’t they have had the foresight to ensure that conditions were included to

protect/support local suppliers of raw materials for this project?

The PPP/C Government had a fixed contract with CHEC. When the present Government amended the original contract, they in effect opened the proverbial doors for CHEC to have full autonomy to seek supplies from elsewhere, leaving our local suppliers unprotected.

It is fully understood that it was CHEC and not the Government that procured the stones from Suriname. Maybe this was done on the grounds of better pricing and regularity of supply.

If this was the case, why weren’t the local suppliers consulted before such action was taken?

Why were they not given an opportunity to adjust their prices and/or bring it to a level of the foreign supplier?

And how is it that barging 300,000 tonnes of stone all the way from Suriname could possibly be more cost effective than transporting local, better quality products from the quarry of one local supplier at St Mary’s, Essequibo?

President of the Guyana Manufacturers and Servicers Association (GMSA), Eon Caesar, stated that while CHEC is a private company that “makes it own decisions with regards to completing its timeframe and specifications, the project is being funded by taxpayers’ dollars and it is imperative for the government to do more to protect local content.”

Even if it is a case where one supplier could not meet the demand, both suppliers together could have met the quota.

The mere fact that these local suppliers are still adequately supply-

ing CHEC with materials for the MovieTown project raises eyebrows.

As the subject Minister responsible for the monitoring of projects such as the CJIA expansion, Minister Gaskin has not justified his Government’s position on this disturbing situation.

Instead, his statement that the Government is ‘powerless’ to do anything about it is a glaring contradiction of the fact that it was the very present-day Government that amended the terms of the contract upon assumption to office in 2015.

The Guyanese people are supposed to be a priority when it comes to development of the nation.

And every effort should be made by the government of the day to ensure this is a sustained endeavour.

The local businesses plug their earnings back

into the economy, creating more jobs for Guyanese and to the benefit of the CJIA project itself, our local stone have a higher engineering specification than other territories in the Region.

Designing, implementing and enforcing measures to protect local businesses and jobs should be paramount to trying to justify the anti-nationalistic actions of foreign entities.

Protect and promote our local businesses. The Guyanese people expect this of you and your administration Mr Gaskin.

Trying to shift the blame to the former PPP/C Administration will not resolve the situation. You are the government of the day.

We expect you to do the right thing in the best interests of the nation.

What is assertiveness?

ssertiveness is a healthy way of communicating. It’s the ability to speak up for ourselves in a way that is honest and respectful. Every day, we’re in situations where being assertive can help us – like asking someone on a date, approaching a teacher with a question, or doing well on a job or college interview.

Being assertive doesn’t come naturally to everyone.

Some people communicate in a way that is too passive.

Other people have a style that is too aggressive. An assertive style is the happy medium between these two.

Here’s what it means to be assertive: * You can give an opinion or say how you feel. * You can ask for what you want or need. * You can disagree respectfully. * You can offer your ideas and suggestions. * You can say no without feeling guilty. * You can speak up for someone else.

Why does it matter?

An assertive communication style can help us do the things we want to do. But it goes further than that: Being assertive shows we respect ourselves and other people.

People who speak assertively send the message that they believe in themselves.

They’re not too timid and they’re not too pushy. They know that their feelings and ideas matter. They’re confident.

People who are assertive tend to make friends more easily. They communicate in a way that respects oth-

Too passive? Too aggressive? Or just right?

If you start to feel like your opinions or feelings don’t count, it can lower your confidence and rob you

People who come across as too aggressive can find it difficult to keep friends.

They may dominate conversations or give their opinions too boldly and forcefully, leaving others feeling put off or disrespected.

People with an aggressive style may get other people to do things their way, but many times they end up being rejected or disliked.

They often lose the respect of others.

Why isn’t everyone assertive?

mproving self-esteem is a matter of taking regular steps, no matter how small, to set goals to achieve what you intend to achieve, to live the life you aspire to live, to live according to your values and according to your dreams. It’s a matter of working in regular small steps to create the art you dream of leaving in the world once you are gone.

I look back a long way to when I was a young woman dreaming of becoming a writer. In my twenties, I wrote poems; I wrote in my journal. I began researching the labour organiser Mother Jones and the history of coal mining. I was a political activist working to end the war in Vietnam, to “bring the boys home.”

it seems to me. Every day since, I’ve put in my 15 minutes. Usually more, virtually never less.

Self-esteem is not a fixed quantity. Rather it’s a feeling, fluid and changing. But I can say that over the years, with a little help from my friends, with a little help from a couple of good therapists, with a little help from a couple of good self-help books, I’ve evolved into a writer who has consistently high selfesteem. It helps me to be productive, to get my work out, to keep working on my work. It gives me resilience in the work.

I worked in the women’s movement (1969–1972) and later in the movement for peace and justice in the Middle East. I was a reader, I had good friends, and I entered the printing trade.

I was good at what I did, but ever-anxious to please.

I did not have confidence in my writing. Most of us don’t at that stage. I could not put my writing first.

Two “self-help” books were transformative, and perhaps they dropped into my life at a time when I was receptive to their wisdom.

One was The New Diary

by Tristine Rainer. I spent many hours one dark winter, a time of longing and depression, working on the exercises in that mensch of a book. The other was Becoming a Writer by Dorothea Brande. Brande requires you to write for 15 minutes every day. I read her book in 1980 and that’s about when, notwithstanding previous writings and early publications, I became a real writer. Or so

gotten. But we are in control of that steady work process that is engendered by believing in ourselves and in our lives and by respecting the work we have undertaken.

Sustaining creative work requires respecting yourself, honouring your life, and the humility and faith to keep going despite the ambiguity of creative work and the lack of guarantees regarding either artistic outcome or recognition. Honour yourself and your work as if the world depended on it.

The petition also asked the court to order a recount of all the ballots cast on that day.

Persaud said that “the results that have been derived from the process cannot be credibly deemed to represent accurately the will of the electorate.”

Surrounded by picketers, who were holding up placards saying that “justice should be served”, Persaud stated that the system, at this time, seemed to be extremely unresponsive to the call of the PPP/C and to what the Constitution dictated.

“This is an elections petition. Election matters ought to be given first preference in our country and for not doing that something seems to be terribly amiss,” he contended.

he five Haitians who were nabbed in Linden, Region 10 last Friday for illegal entry were on Tuesday fined $20,000 each and ordered deported by Chief Magistrate Ann McLennan when they appeared at the Georgetown Magistrates’ Courts.

t's become a US tradition during their election campaign... this "debate" between presidential candidates. As far back as Abraham Lincoln's election of 1858, he had a famous debate with his Democratic rival Senator Stephen Douglas. But that was when a debate meant an exchange of views on issues.

It all changed a century later when JFK took on Republican Richard Nixon in 1960 on TV. In the dawning of the age of advertising and "packaging", "image" pipped "substance". After Nixon's close loss to Kennedy, pundits put it down to his "5 o'clock shadow" on his jowls versus the debonair and young Bostonian's clean-cut good looks.

And since then, the "debate" has just careened further into the cesspool of bad taste.

Your Eyewitness is tempted to say it can't possibly get worse than the first outing between Donald Trump and Hillary Clinton...that's how bad it was. But knowing the thinking behind the candidates' performances on stage, he's sure they'll find ways to plunge even further into slime.

After all, absolutely no one watching the "debate" is doing so to find out the candidates' stands on issues – on which they can be supported. No. This was pure theatre – akin to the reality shows that have transfixed America and which, in fact, gave Trump a platform for the run for the presidency.

So when you, Dear Reader, ask, "Who won?" remember the contest was just about what image each candidate wanted to "project" for him/herself and foist on the opponent. Hillary Clinton's challenge is she's probably the most disliked politician in America. She just comes across as so ambitious, she'll walk over her mother to gain political leverage. So did she do anything to seem "warmer" during the "debate".

Not really. Her snappy factoids just proved to viewers she was so determined to win at any cost, she took time off from the campaign to "prep" herself by cramming a welter of "facts". Cold!! And it just reinforced her "winning at all cost" reputation. Her insistence on appearing "presidential" also didn't do much for her...because once again it made her not connect to the average Jane and Joe out in the streets.

Trump? Well, there were some who wondered whether he'd present his recent "kinder, gentler" facade or the original pit bull persona that won him the Republican nomination. Guess he decided to go with what worked as he decided to go all out against Clinton. He turned her command of facts around by showing those "facts" weren't worth squat in the real world where American lost ground – and jobs.

The "debate" convinced no one in the other camp!

After Town Clerk Royston King ran roughshod every which way he could over anyone who stood in his way following the Local Government Elections, folks were beginning to wonder who was his Godfather. Had to be someone with a whole lotta clout – since King became a law into himself answerable to no one. If Louis XIV could say "I am the state", King acted as if he was absolute ruler of Georgetown!

But finally the man who appointed him to his position and to whom he supposedly reports – Minister of Local Communities Ronald Bulkan woke up from his Rip van Winkle-like sleep and announced that King was out of line.

At least with throwing out the vendors from Bourda Market and not giving the time of the day to Deputy Mayor Sherod Duncan. Imagine that!

Now let's see whether King will change his errant ways.

Machine operator remanded on narco charge

37-year-old heavy duty operator was remanded to prison on Tuesday when he appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

Keith Stevens, of Lot 54 Republic Avenue, Beterverwagting, East Coast Demerara (ECD), pleaded not guilty to the charge of possession of narcotics for the purpose of trafficking. The prosecution is contending that on September 23, 2016 at First Avenue, Bartica, he had in his possession 14.61 kilograms of cannabis for the purpose of trafficking.

The court was told that on the day in question, ranks on duty were on patrol when they saw the defendant with a large garbage bag acting in a suspicious manner. As such, the

ranks approached Stevens, who then threw the bag in a parked car and attempted to escape. He was, however, pursued by ranks and eventually caught.

The defendant’s Attorney contended that the prosecution’s case was flawed, claiming his client was an operator and the illicit drug was found in a car that his employer sent to pick him up. The Attorney added that his client only joined the taxi upon request of his employer and had no knowledge that the drug was in the car. As such, he requested bail which, however, was denied.

The matter was transferred to the Bartica Magistrate’s Court where it would be called again on October 12, 2016.

In an effort to settle the controversy in order to restore harmony among Guyanese Hindus, the organisations have taken a decision to seek the intervention of an expert from India.

The yet-to-be selected expert, who must be a member of the board responsible for setting national holidays in India and an astrologer, will be responsible for conducting his own study and making his own assessment of when the holidays ought to be held, and both organisations are hopeful that his pronouncement will be timely so as to avoid controversy next year.

GHDS Vice President, Pandit Jagmohan Persaud, during an interview with Guyana Times on Tuesday,

explained that the Indian High Commissioner responded via telephone after several requests were made.

The organisations were still awaiting an official written response from the High Commission, pledging its assistance in this regard.

Pandit Persaud expressed high hopes that by next year, the issue would be resolved.

GPC Leader, Pandit Rudra Sharma, during a telephone interview with this newspaper also shared similar views.

“It is extremely important to us to have this issue resolved, because it is dividing the Hindu community.

It is not looking good and we would like to have this resolved as early as possible,” he stated.

“The Amerindians were always here” – Allicock fires back at miners

hile gold mining probably started over 150 years ago in Guyana, Amerindians have inhabited the lands in the interior regions for centuries. In fact, because for most the forest was all they had known, they treated the management of the natural resources there with utmost care.

Indigenous People’s Affairs Minister Sydney Allicock on Monday responded to claims made by former Head of the Guyana Gold and Diamond Miners Association (GGDMA), Patrick Harding and other members of the Association, who described Government’s decision to give back lands to indigenous communities as unfair.

At the Association’s

Annual General Meeting (AGM) last week, Harding mentioned that members of the Indigenous community were being offered lands that were rich with minerals. He said these lands would be used by the Amerindians for cultural and domestic purposes. All these would be happening, he noted, while miners will be unable to generate income.

Speaking with Guyana Times on Monday, Minister Allicock said the lands in these areas were home to the Amerindians.

“That is where the ecosystem exists. The Indigenous people don’t see himself as one being. It is just part of a family with the fishes, fresh water, fresh air, trees, flowering trees and all of these ecosystems are associated

and he knows that if he destroys these without thinking, he will be committing slow suicide. It is not fair to say that mining lands are being taken away,” he said.

According to the Minister, Indigenous people have always wanted to have their own lands, “their own areas, but it has been taking sometime to have these things settled”.

He said while they agree that the country needed economic development, precautions should be taken.

Meanwhile, Allicock suggested that miners and their associations begin carrying out scientific research and surveys to determine the presence of minerals, so as to not excavate lands randomly.

He told Guyana Times that if there was a scientific approach and studies carried out, miners would be able to locate the gold and other minerals, and would be better able to manage and replenish the earth.

“This is what is needed.

How many of it they are putting back to the very thing that is keeping us alive, are they thinking about that?

When they go in there, all sorts of things happen, including alcohol abuse, neglect of families, malaria and other diseases and that is costly for the Government and all they are seeing are riches from the forest, take it out and move,” he said, continuing that they forget that the forest was the “homeland to a people”.

According to Minister Allicock, much education is needed in this regard, so when miners do turn up, they would have a better approach, with a sound understanding of the laws of the community and similar respect for the people of that community.

“You can’t say we are giving away the lands, the Indigenous people have always been there, and they should be treated with respect and that is why we are working towards a lands commission, which will hopefully bring an end to all these issues. We have a lot of work to do,” Allicock said.

"That's always the problem with you Cappo," said Satiricus sternly. "It's not just a matter of "house"...It's what kind of house."

"That's where you're wrong, Cappo," smiled Satiricus knowingly. "These are modern times – and Guyanese want modern houses!"

"An' dis guvment guh buil' modurn house?" asked Cappo in disbelief.

"That's right!! And that's why I was chuckling just now," said Satiricus with a wide grin. "You didn't read the Muckraker?"

"Na...me na read Muckraker na mo'," confessed Cappo.

"Dem a jus' cuss people too nasty!"

"Well, Minister Bull Kan said he'll be building apartment buildings to house the poor," gloated Satiricus. "One apartment building will hold hundreds of poor people!"

"Really?" asked Cappo with raided eyebrows. "Me see dey kinda apartment fuh pore people in Brooklyn w'en me visit me buddy in Nyu Yark."

"So what you think, boy? Guyana will become like New York, eh?!" Satiricus was almost beside himself with excitement.

"Yes...Jus' like Nyu Yark," said Cappo slowly. "Dem pore people apartment buildin' gat mo' gyang dan abee sugah estate!"

"Gangs?" said a suddenly serious Satiricus.

"Eh he. Nuff Gyang! Dem young bais a kill an' raab an' rape an' use dope all de time!" said Cappo, shaking his head.

"De place tu'n like wan slum."

"Come to think of it...I saw those apartments in the movies," admitted Satiricus. "They call them "Projects"" "An' now all de good people wan fuh own dem own house," concluded Cappo. "Like wha' de PPCEE use fuh help pore people buil' yaa-suh."

Illegal aircraft at Yupukari

Former Army Chief to head CoI into discovery

F

ormer Guyana Defence Force (GDF) Chiefof-Staff, Brigadier Edward Collins will today be sworn in by Chief Magistrate Ann McLennan to investigate, examine, advise and report on all the circumstances under which a foreign aircraft – discovered near the village of Yupukari, Region Nine (Upper Takutu-Upper Essequibo) on September 13, 2016 – entered the country.

President David Granger had mandated that a Commission of Inquiry be established to carry out the investigations. According to a missive from the Ministry of the Presidency, a preliminary report will be expected to be submitted on October 17, 2016 and the final report on November 16.

Based on reports from the Guyana Defence Force (GDF), the discovery was made following information received by a Joint Services patrol, including ranks of the Guyana Police Force (GPF), on September 13. The following day, ranks of the GDF and GPF visited the area and conducted a search, finding the twin-engine Cessna aircraft.

GPF, the Customs AntiNarcotics Unit (CANU) and the Guyana Civil Aviation Authority (GCAA) was deployed from Georgetown to conduct further investigations. A statement from the Ministry of the Presidency noted that investigators had been conducting assessments of the abandoned aircraft to gather evidence, which would assist in uncovering the circumstances under which it came to be abandoned at that location.

In fact, a team of high-level officials led by CANU head James Singh and GCAA officials ventured into the area to further assess the aircraft in terms of damage and capabilities and to make recommendations on what should be done with it. According to information, a leak was

discovered in the fuel tank.

This, investigators believe, may have caused the aircraft to land in Guyana.

However, during interviews with nearby residents, investigators were told that the aircraft had been sighted circling the area on numerous occasions. Moreover, the residents, a number of whom shared information on what they deemed ‘suspicious activity, further reported the presence of motorcycles in the area. To this end, CANU officials are seeking to determine whether the aircraft may have any links to the narcotics trade. Additionally during a search of the aircraft, several pieces of communication equipment were discovered and have been removed for further examination.

Govt orders restart of Romanex Exploration

atural Resources Minister Raphael Trotman has ordered the reactivation of the mining licence of Romanex Guyana Exploration Ltd, paving the way for the company to undertake exploration and mining activities in the Marudi Mountain area of Mining District Number Six, Rupununi.

According to a release from the Natural Resources Ministry, the area had been characterised by irregular mining, with persons occupying lands in the area after operations of Romanex had ceased some time ago. The Minister’s decision to approve the operations follows a process of verifications, meetings and engagements held between the mining company, the Rupununi Miners Association (RMA) and the Guyana Women Miners Organisation (GWMO) on the best way forward.

More than 300 smallscale gold miners who had been operating in and around the Marudi Mountain area had called on the Government to take urgent action to regularise their operations in light of recent moves by the Canadian-owned company

to resume operations in the area. Additionally, the residents of South Rupununi have lodged complaints about the illicit movement of people, weapons and narcotics in the area.

As a result of this call, and the concerns and complaints made, the Natural

Resources Ministry appointed Major General (Retired) Joe Singh to hold mediation discussions between the aggrieved parties during the period April 22 to 25, 2016 and an agreement was successfully brokered between the various stakeholders.

arry Dataram was on Tuesday sentenced to 60 months (five years) in jail and fined $164,268,000 after he was found guilty in absentia for possession of cocaine for the purpose of trafficking. His co-accused, including his reputed wife, were all freed of the charges.

The sentence was handed down by Magistrate Judy Latchman on Tuesday in Dataram’s absence.

Initially, Dataram, of

Lot 13 Vriesland, West Bank Demerara; his reputed wife, Anjanie Boodnarine, 19, of 79 Patentia, Housing Scheme, West Bank Demerara; Komal Charran, 20, of 265 Belle West, West Bank Demerara; and Trevor Gouveia of Best Village, West Coast Demerara, had all pleaded not guilty to the drug trafficking charge.

It was alleged that on April 16, 2015, at 661 Fourth Avenue, Block X Diamond, East Bank Demerara, they

amal Marcus Jr was on Tuesday sentenced to three years in prison and fined $19,000 by Magistrate Clive Nurse after he was found guilty of being in possession of narcotics for the purpose of trafficking.

The defendant, who hails from Lot 789 Determa Street, Mackenzie, Linden, entered a not-guilty plea to the charge which stated that on Monday, June 6, 2016, he had 38 grams of cannabis sativa in his possession while at Ituni Village, Upper Demerara.

According to the pros-

ecution’s facts, on the day in question about 08:30h, the defendant was observed

by Police acting in a suspicious manner in public which subsequently led to his apprehension. The facts also stated that the defendant identified himself and a search was conducted of his body which led to the discovery of a black plastic bag, which contained the leaves, seeds and stems of the cannabis sativa plant, concealed in his crotch. He was then arrested, told of the offence committed, and later charged.

Magistrate Judy Latchman in handing down her ruling said there was enough evidence against Dataram and the court found no evidence tying Boodnarine, Gouvieia, and Charran to the drugs found at Dataram’s residence.

She further stated that based on the facts and the physical evidence presented in court, Dataram was guilty of the offence.

Superintendent of Police, and officer in charge of the narcotics branch and narcot-

ic evaluation officer, Wayne Dehaarte, was summoned to court to pronounce upon the value of the illicit drug.

Dehaarte stated that 60 kilograms, 840 grammes is equivalent to $54,756,000 but the fine is three times the market value which will amount to $164,268,000.

Meanwhile, Dataram and Boodnarine failed to attend court on the previous scheduled days of sentencing, which were September 20 and September 23, 2016. Upon the Dataram and Boodnarince “noshows” in court, Magistrate Lactchman issued arrest warrants for them while noting she will proceed with her ruling in their absence.

In scenes of jubilation outside of the Georgetown Magistrates’ Courts, the two freed defendants were greeted warmly by family and friends. However, many have expressed shock at Dataram’s disappearance.

It is reported by law enforcement that Dataram who was on bail pending the outcome of the case, has fled Guyana to neighbouring Suriname with forged travel documents. The Police are on the hunt for him.

Linden teen found guilty of simple larceny – fined $50,000

Linden teen who was found guilty of a simple larceny offence was fined $50,000

by Magistrate Clive Nurse when he made an appearance at the Linden Magistrate’s Court on

Tuesday.

The defendant, 18-yearold Miguel Andrews, had initially pleaded not guilty

to the charge which stated that between December 30 and December 31, 2015, he stole a Samsung Galaxy cellular phone valued $40,000 and an amplifier valued $85,000.

The incident allegedly occurred at 139 Lower Kara Kara, Mackenzie, Linden.

The items, valued a total of $125,000, are the property of Nial Loimer. Andrews was previously granted bail in the sum of $40,000 by the presiding Magistrate.

However, when the case was called on September 14, Magistrate Nurse indicated that the prosecution had established sufficient evidence to prove its case against the defendant. He also noted several inconsistencies regarding the defendant’s evidence which he presented to the court. Asked by Magistrate Nurse to present a reason why the court should be lenient with him, the defendant again denied committing the act, while noting that he has a wife, children and his mother to support. A probation report on the defendant was ordered by Magistrate Nurse, and it was presented on Wednesday.

The defendant was ordered to pay the $50,000 fine or face six months imprisonment if in default.

versus Trump

I

t was a nail biter for some Americans. Some waited with baited breaths to watch the debate. Monday night’s first of three presidential debates was viewed by an estimated one hundred million people, not to mention millions of people around the world, and right here in Guyana. It was history in the making. For the first time the Democratic and Republican candidates are from New York. For the first time, a career politician was challenged by an outsider known for his reality shows. For the first time, a woman and a former First Lady, has won the right to run for the office of the presidency. And, for the first time in nearly decades, both candidates, facing each other for the first time, remain highly unpopular with a majority of Americans. Before the debate, polls indicated a tight race between the two candidates.

The debate was hosted by Dr Baytoram Ramharack reporter Lester Holt at New York’s Hofstra University.

A bipartisan Commission on Presidential Debates chose Holt as the moderator but Trump complained that Holt was a Democrat and he quickly invoked the ‘rigged system’ disadvantage. But Holt is actually a registered Republican. The debate was divided into six 15-minute segments and lasted for 90 minutes.

From the get go, the debate was like a boxing match with both candidates trading barbs and some personal diatribe.

There was little of substance coming from Donald Trump, but it was clear that Hillary Clinton was engaged in some deep research as she demonstrated a better understanding of the issues. After all, she is a life-long politician. And her answers sounded scripted. Trump, on the other hand, seemed unprepared, was repetitive, and offered many off the cuff remarks, often times sounding like a grimacing bully trying to silence Clinton. Unlike Trump, Clinton maintained her composure and did not let Trump throw her off guard. In the end, the surrogates for both candidates claimed victory.

One poignant moment that showed a weak Donald centred around the issue of racism and Donald Trump’s previous attempt to initiate a birther movement, by arguing that President Barack Obama was born in Kenya, not the US (the US Constitution says that a President must be a native born citizen). Trump fumbled, and surprisingly, clumsily attempted to blame the Clinton campaign for starting this movement to delegitimise Obama. Trump struggled with his responses to issues dealing with violence, crime and inner city problems, particularly regarding African Americans and Hispanics. The moderator gave him an opportunity to apologise for leading the birther movement. He refused.

Overall, at least from my perspective, it seems like Clinton won this first round. Trump may have had the advantage during the first few minutes of the debate when he addressed issues like outsourcing and trade issues. But after this, it was all Hillary. Then there were also some weird moments when Trump addressed women issues and temperament. And there were moments when Trump tried to intervene when Clinton was speaking. Trump, the so-called counterpuncher, was missing in action. Many Americans are still wondering where the candidate stands on various issues, even though some may be willing to forgive Trump for not being a typical politician.

For many Americans, this debate probably did not settle the issue as to who would be the better candidate. The nation is still divided over the two candidates. Apparently, there are many independents who were not swayed by this debate and this group of Americans may hold the key to who will win the election.

Presidential debates can make or break a candidate.

Any lapsed moment or mistake can make a candidate look quixotic. For this reason, presidential debates in the US are closely watched. Imagine if we had presidential debates in Guyana. The sponsor of this debate, the Commission on Presidential Debates, would be more than willing to assist with a presidential debate in Guyana. Maybe in 2020? Indigenous Guyanese have much to be thankful for – Garrido-Lowe

ndigenous Guyanese today have much to be thankful for, particularly the contributions of Guyana’s first Indigenous parliamentarian, Stephen Campbell.

The life of this renowned Guyanese, a descendant of the Arawak people, was celebrated on Monday at the Umana Yana as the Indigenous People’s Affairs Ministry prepared to wrap up its celebrations of Amerindian Heritage Month 2016.

Leading the discourse on his life and the significant role he played in making way for the freedom and opportunities afforded to Amerindians today, Minister within the Indigenous People’s Affairs Ministry, Valerie GarridoLowe recalled the struggles endured by Campbell, particularly during the lead-up to Guyana’s Independence back in 1966.

Describing Campbell as a visionary, Garrido-Lowe said Indigenous Guyanese today, 50 years later, have a lot to be thankful for.

She said during the Independence struggles, Campbell had been attending meetings, Parliament and other places. “He wanted to make sure those Indigenous brothers and sisters were safe in their lands,” she said. His quest for this took him to meet the Queen of England at the time.

“We must never forget the path Stephen Campbell paved in our lives as Indigenous people today.

Today in the hinterland, of the 212 villages, many of us own our own lands. So this whole process of Indigenous having their lands is because of the brave and visionary Stephen Campbell,” Garrido-Lowe told fellow Amerindians.

Allicock said the great Stephen Campbell began the process of championing the rights of Amerindians.

He said the Indigenous community seemed to have a shortcoming in celebrating its heroes.

“This is something we must correct. In honouring our heroes, we help the world better understand us and what we represent. We help to draw the world’s attention to the importance of our role in history. We record our own history, we become the heroes of our story,” such were the words of Stephen Campbell.

Campbell was the first Amerindian Member of Parliament in Guyana. He was elected to the Legislative Council of British Guiana on September 10, 1957.

Campbell was born in Moruca, a sub-district of the Barima-Waini Region, the northernmost part of Guyana, on December 26, 1897. His father was Tiburtio A Campbell, a boat builder, and his mother was Maria Dos Santos nee Osorio. Both parents died when he was very young and he was brought up by his grandmother whom he credited with teaching him the core principles of life: “religion and discipline”. He was a student of the Santa Rosa Mission School.

Amerindians feared that after Independence, whatever rights they enjoyed would then be ignored and the lands on which they have lived for thousands of years would be expropriated.

Campbell travelled to London to present a petition and lobby the British Government for recognition of Amerindian land rights.

On his return, he set up the Amerindian Association to mobilise Amerindian pressure on the Independence Commission to ensure that Amerindians’ interests were taken into account in the Independence negotiations. Thus when Guyana attained its independence from the United Kingdom in 1966, the legal ownership by Indigenous peoples of land and rights of occupancy were embodied in the Independence provisions.

Campbell died on May 12, 1966 – two weeks before British Guiana gained Independence from Britain.

He is the main reason that Amerindian Heritage Day is celebrated on September 10 – this was the day he was elected to Parliament.

He has spearheaded a historic change in bringing to the fore the vital and rightful place of the Amerindian in the mainstream of life in Guyana and its future development. During the observance, some 18 Indigenous Guyanese were honoured for more than 25 years of service to the Indigenous community and Guyana in various areas. Among them were Rita Rebeiro, a teacher of Moruca Region One (Barima-Waini); the designer of the $10 coin, Ignatius; retired Army Captain John Flores; Trinidadbased Guyanese Journalist Miranda LaRose; the first Indigenous Priest Hannon Bennet (Posthumous) and Sculptor and University of Guyana lecturer, Winslow Craig.

4 months on, no pay under HEYS programme

lmost four months have elapsed and Indigenous youths under the $977 million Hinterland Employment and Youth Service (HEYS) programme are yet to be given their stipend.

Junior Indigenous People’s Affairs Minister, Valerie Garrido-Lowe explained that the delay in payment could be attributed to a number of issues, including the fact that it was a new initiative, which would therefore not be void

Exceptional graduates will also receive cash grants of $50,000 to be used as start-up capital for a business of their choice.

During an interview with Guyana Times on Tuesday, the Minister explained that the programme was rolling out smoothly with the exception of a few minor obstacles.

Garrido-Lowe also reminded that some areas were very remote and this may be a contributing factor in the delay of payments.

Some 2000 young adults are benefitting from the HEYS programme which is spread across 106 hinterland communities to date.

Six of the programmes, which were launched in Region Eight (PotaroSiparuni) in October last year, will soon be concluded and the students will graduate.

Jamaica PM says no need for state of emergency

espite a spike in violent crime in western Jamaica, Prime Minister Andrew Holness says government is not considering declaring a limited State of Emergency – at least not yet.

He said he remains confident the security forces have the capacity to effectively address the problems. Over the past few weeks, there has been a spike in gun violence – resulting in death in some instances – in the western parish of St James.

He added that he did not

want a sense of siege to take over Jamaicans through the implementation of a State of Emergency, but will be keeping that option open.

“If the Government deems it necessary, we will, but we are not at that point so I don’t want criminals to feel that we have any hesitation if it is required. Jamaica is a functioning state, we do have elevated levels of crime… It is associated with the phase of development that we find ourselves in.

The truth is that much of our crimes is driven by economic

motives.”

Holness pointed out that once the country’s economy starts growing at an acceptable rate, crime should fall.

Meanwhile, Prime Minister Holness is appealing to citizens to take information about criminals and their activities to the Police.

On standby: LIAT could call off flights because of potential storm

egional airline LIAT said it could be forced to cancel some flights, starting late Tuesday evening and into Thursday, due to impending bad weather from a tropical wave that could develop into a storm soon.

It a statement putting passengers on notice, the Antigua-based carrier did not indicate which flights were likely to be affected.

The airline has advised passengers to continue monitoring official meteorological of-

fices, disaster preparedness organisations, radio stations and the airline for further updates.

“Customers affected by the disruptions who wish to rebook for a later date will be allowed to do so without change fees or fare differences for a period of two weeks from the date of their original scheduled travel. Following the two-week grace period, passengers will be required to pay applicable fare and change fees when re-booking,” it further

advised.

“LIAT also wishes to advise that passengers who decide to travel but are unable to complete their journey due to disruption caused by weather conditions, will not be provided with meals, transportation, hotel accommodation etc. Passengers with onward connections are advised to contact the respective carriers.”

Thereafter, Arctex et al entered into an agreement to purchase the shares of Romanex on March 13, 2015. Arctex became the de facto owner of the mining licence subject to technical and financial scrutiny.

Following a technical presentation by Arctex/ Romanex on April 10, 2015, the Guyana Geology and Mines Commission (GGMC) presented the company with a Memorandum of Understanding (MoU) in July 2015.

The resumption of Romanex’s activities will be done according to an approved work plan, which will be monitored by the Natural Resources Ministry and the GGMC and is expected to see increased economic activity in the Rupununi.

Suriname to invest US$1.287B in energy and infrastructure

ith a soft loan of US$1.8 billion from the Islamic Development bank (IsDB), Suriname will invest $1.287 billion from that sum to finance a series of more than 40 projects in energy and infrastructure as part of President Desi Bouterse’s government’s “Framework for the Stabilisation and Restoration Programme 2016-2018”.

Meanwhile, the government in an official press release late on Friday asserted that Suriname is above its 2016 fiscal targets and is committed to an International Monetary Fund (IMF) agreement to stabilize the economy, despite claims by an Associated Press (AP) report in the media last week. The release said that monthly data indicated that the country’s international reserves are increasing, inflationary pressures are abating, and

Panama sends US extradition request for ex-President Martinelli

anama has sent the US Department of State an extradition request for former President Ricardo Martinelli to be returned to the Central American nation, a spokesman for Panama’s Foreign Ministry said on Tuesday.

Martinelli, who is accused of using public money to spy illegally on more than 150 people, left Panama in January 2015 and is believed to be living in Miami.

The former President presided over an infrastructure boom and Latin

America’s fastest economic growth in recent years but his Administration was tainted by allegations of corruption.

In response to the extradition request, Martinelli lashed out at current government and described himself as a victim of a politically motivated witchhunt.

“Diverting attention with a political persecution from the dullest, most inept and corrupt government doesn’t achieve anything for the people,” he said in a Twitter post.

In December, a US federal judge identified Martinelli as one of several alleged coconspirators in an unrelated bribery scheme that helped software giant SAP sell millions of dollars in software to Panama.

The extradition request was made on Monday, the Government spokesman said, adding that there was no timetable for his potential return due to an analysis of the request that would have to be carried out by US authorities.

Colombia FARC leader apologises to victims at peace signing

he leader of the FARC rebel group has apologised to the victims of Colombia’s armed conflict which ended with Monday’s signing of a peace deal.

Colombian leader Juan Manuel Santos and the FARC rebel commander known as Timochenko signed the deal in an emotional ceremony on Monday evening.

“I would like to ask for forgiveness for all the pain that we may have caused during this war,” he said.

The guests at the ceremony in Cartagena cheered when Timochenko apologised.

Some shouted “Yes, we can!” while FARC members and heads of state from Latin America rose to their feet on the stage and applauded. The ceremony which marks the end of 52 years of armed conflict was broadcast live and shown on

he world’s first baby to be born from a new procedure that combines the DNA of three people appears to be healthy, according to doctors in the US who oversaw the treatment.

The baby was born on April 6 after his Jordanian parents travelled to Mexico where they were cared for

by US fertility specialists.

Doctors led by John Zhang, from the New Hope Fertility CentrE in New York, decided to attempt the controversial procedure of mitochondrial transfer in the hope that it would give the couple a healthy child.

While many experts welcomed news of the birth, some raised concerns

that the doctors had left the US to perform the procedure beyond the reach of

any regulatory framework and without publishing details of the treatment.

Speaking to the New Scientist, Zhang said he went to Mexico where “there are no rules” and insisted that doing so was right. “To save lives is the ethical thing to do,” he said.

Mali Islamist jailed for 9 years for Timbuktu shrine attacks

T

he International Criminal Court has sentenced an Islamist militant who destroyed ancient shrines in Timbuktu to nine years in jail.

Ahmad al-Faqi al-Mahdi admitted to leading rebel forces who destroyed historic mausoleums at the world heritage site in Mali in 2012.

Judges at the court in The Hague found he had shown “remorse and empathy” for the crime. It is the first sentence based on cultural destruction as a war crime.

It is also the first time a suspected Islamist militant has stood trial at the ICC.

Mahdi – described as a “religious scholar” in court documents – led rebels who used pickaxes and crowbars to destroy nine of Timbuktu’s mausoleums and the centuries-old door of the city’s Sidi Yahia mosque.

The court found he not only offered “logistical and moral support” for the attacks, but also took part in the physical destruction of at least five out of the 10 buildings.

However, Mahdi had at first advised rebel leaders not to attack the shrines.

Admitting to the charges last month, Mahdi claimed he had been swept up in “an

S Republican candidate Donald Trump has said he may hit his Democratic opponent Hillary Clinton harder in the next presidential debate, following their first encounter on Monday.

Trump said he held back “because he didn’t want to hurt anyone’s feelings”.

In a Fox News interview, he also accused moderator Lester Holt of being tougher on him than on Clinton. Overnight polls with small samples were split on who won, but more rigorous surveys are due in the coming days.

Asked how he felt about the debate on the television news programme Fox and Friends on Tuesday, Trump said it had gone well, but complained that Holt had not pressed Clinton on her “scandals”.

“He didn’t ask her about the emails, he didn’t ask her about the scandals, he didn’t ask her about the Benghazi deal. He didn’t ask her about a lot of things he should have asked her about. Why? I don’t know,” he said.

Bandits storm Vreeden-Hoop businesses

esidents and business owners in and around Vreeden-Hoop, West Coast Demerara (WCD) are living in fear following an ongoing spate of robbery attacks with excessive violence.

Police on Tuesday confirmed that two bandits invaded the Players Bar at Crane Old Road, WCD, earlier that day around 09:00h and reportedly stole $150,000 in cash from the business before making their escape on two red CG motorcycles.

The female shopkeeper told this newspaper that she attempted to escape, but she fell and was then grabbed by the bandits who made threats on her life. The proprietors were not present at the time of the brazen attack.

The shopkeeper, who is also a mother of one, added that it was only last week Sunday (September 18) that four bandits, two of whom were armed with guns, stormed the same bar. She said on that occa-

Meanwhile, about 14:00h on Monday, Digicel’s Vreed-en-Hoop outlet was robbed by three gunmen, who escaped with the company’s mobile phones. Reports indicate that the men fled in a white Toyota Allion which was parked outside the es-

tablishment.

Guyana Times understands that the men had pretended to be customers before pulling their weapons on a customer and staff, who they robbed of their valuables. When this newspaper visited the scene on Tuesday afternoon, the business was shut tight.

Shopkeepers in nearby establishments expressed great fear in conducting their business operations, with some even claiming that Police would sometimes be slow to respond to reports of such crimes.

However, one of the proprietors of the RH Value Supermarket at New Road, Vreed-en-Hoop, whose business was also robbed over the weekend, noted that Police responded well to her ordeal.

According to the still distraught mother, just before 15:00h on Saturday, armed bandits attacked her and her four children.

She explained that they grabbed her by the throat and pulled a gun on her son before they made off with $200,000 in cash and $50,000 in phone cards.

The woman appealed for more Police patrols around the area.

“If [Police] are out there, [business people] will know that somebody is looking out for them,” she noted, adding that business has slowed especially with the increased incidence of crime in the Vreed-en-Hoop area.

Police investigations into all of the robberies are continuing.

In Dr Leslie Ramsammy Guyana, the Childcare and Protection Agency (CCPA) announced that up to last week, the Agency received more than 2200 reports of child abuse, including more than 400 who were sexually abused so far in 2016. This is just the tip of the iceberg since most sexual and child abuse cases go unreported.

Any country that does not see stamping out child abuse as a central component of its development agenda is doomed. Indeed, child abuse is one of the vilest denials of the fundamental and basic rights of children and adolescents. It is a repugnant and a massive problem for every country in the world. Governments anywhere cannot extricate themselves from the responsibility to fight against child abuse and to eliminate it. The commitment of any Government to fight child abuse is testimony to its soul.

I have had a difficult time over the last several weeks not giving voice to something that really rattled and outraged me. The Social Protection Ministry issued a statement which sought to highlight the heinous crime of sexual abuse of our children by describing it as the “deflowering” of our children. I chose to wait and see the response from the Minister and from the President and his Cabinet. I waited to see if anyone of them will have the decency and will take responsibility to withdraw that statement and for them to apologise for such an irresponsible, reckless attitude towards sexual abuse.

No one in Government has stepped forward to rebuke those who made such a blatantly irresponsible statement. The Minister has steadfastly not addressed and corrected the recklessness of the official statement of the Government. I thought that as we observed Child Week last week that it was a good time for the Minister and her colleagues in Government to apologise. But I am still waiting in vain and, therefore, I decided to speak out. While I commend some of the NGOs for immediately raising the problem, it appears that all of them have gone silent again.

This is fighting for our soul as a nation and we must not rest until the Government shows that it will remain strong on fighting child abuse. Viewing sexual abuse of our children as merely “deflowering” shows a nonchalance that is frightening. The fact is incontrovertible – sexual abuse of children is a heinous crime, nothing less. When we got together as a nation under the leadership of President Bharrat Jagdeo and Minister Priya Manikchand, we took a huge step forward as a nation to stamp out child abuse, deeming sexual assaults of our children as nothing less than a heinous crime. Sexual assault of anyone is a crime, but the sexual abuse of our children must be seen as among the most heinous crime anyone can commit.

The statement that rape of our children is just a “deflowering” of our children has unfortunately placed us on a retrogressive path – moving sexual abuse of children from a heinous crime to merely a deflowering of our children. Deflowering is not a crime. Remember that every day we go to the flower shop to buy roses for our loved ones; it is the business of deflowering. It is not a crime. An attempt to describe the crime of sexual abuse to deflowering represents a frightening attitude that moves sexual abuse from the crime of violence and denial of human rights to just an everyday, harmless thing.

The care and the protection of our children must be a non-negotiable tenet of any development programme anywhere in the world. When the People’s Progressive Party Government decided that the Constitution must cater for the human rights of our children by ensuring the establishment of the Rights of the Child Commission and the Childcare and Protection Agency, it placed Guyana on a pathway where our Government reinforced its responsibility to ensure that the welfare of our children is a central and enduring component of the development agenda. The attitude of the A Partnership for National Unity/Alliance For Change Government on child abuse has been nothing but frightening. Its reluctance to reject and reprimand those responsible for downgrading the crime of rape of a child from a heinous crime to merely “deflowering” is adding to a history of downplaying the crime of sexual abuse. We must not forget that the Minister and her Government deliberately allowed a person charged with sexual abuse of a child to be a candidate for the People’s National Congress in the Local Government Elections and he is one of their Councillors in the city. The time is long past for the Government and the Minister responsible to apologise and take responsibility to ensure that our attitude towards child abuse is one that is noncompromising.

Bus driver detained in Rap Fest promotes ‘rap’ Nismes fatal accident as a teaching tool

ne day after the horrific demise of a bus conductor involved in a road accident at Nismes, West Bank Demerara (WBD), the driver of the minibus has been taken into Police custody. Guyana Times was told by Police that the bus driver was arrested on Tuesday and taken to the Vreed-en-Hoop Police Station where he was said to be assisting with investigations.

This newspaper understands that the man suffered cuts and bruises to his hand which also was said to be fractured. A Police source indicated that preliminary assessments indicated speeding was at play due to the impressions left by the bus on the Nismes Public Road.

Reports also stated that 11 other passengers were injured. However, during the course of Monday, some of the injured patients were released.

Walrdon’s mother had to be consoled by her daughter and other family members after porters carried off her son. This newspaper had reported that an injured teenager who was a passenger of the minibus had to be administered emergency oxygen due to her irregular breathing conditions.

Recently, a number of persons including many children have lost their lives due to road carnage. Earlier this month, a Coverden, East Bank Demerara couple lost their two children after the car in which the father had been driving reportedly swerved from a dog and slammed into two parked vehicles at Blankenburg, WCD. The father, Mark Halley, had to be further admitted to hospital following heart complications he developed after hearing the news of the demise of the two children.

ne person is confirmed dead after an accident on the Public Road at Bamia, Soesdyke/Linden Highway on Tuesday.

Dead is 38-year-old Abiola Gomes of Linden.

According to reports, the woman lost control of the vehicle after landing in a pothole. She was thrown from the car, which reportedly landed on top of her. It is not yet clear if there were any other passengers in the car at the time of the accident.

her injuries at 17:15h. Police are investigating.

he National Literacy Unit of the Education Ministry is using students’ love of rap music to sensitise teachers on the possibilities that exist if they use this medium as a teaching tool.

A ‘Rap Fest’ competition held at the North Ruimveldt Multilateral on Tuesday saw nine secondary students drawn from Regions Two (Pomeroon-Supenaam), Four (Demerara-Mahaica), Five (Mahaica-Berbice) and Six (East Berbice-Corentyne) singing rap songs that their peers would understand. The lyrics had to include words provided by the coordinators, a Government Information Agency (GINA) release stated. The event also saw special performances by Marcel Hudson, Chief Education Officer (ag) and officers within the National Literacy Unit.

Collette CorletteHoratio, Regional Literacy Coordinator, said the event was undertaken to “promote the message of learning styles and multiple intelligences… it aims to support the understanding that learners have different forms of intelligence and that teachers need to become aware of, and to cater to these intelligence within the classroom.” In an invited comment, Hudson told GINA that the whole concept of literacy has to do with phonetic awareness of letters and sounds.

For the communication goal area, teachers see how students use language in culturally appropriate ways and talk about, read about, write about and learn about topics of interest or importance to them, more so, critical and creative thinking. “What some people do not understand is that to write a song, there must be some literacy component. A song does not just happen. You have to think… there must be some emotion, some imagination,” Hudson said.

The competition comprised of three stages. The first round saw the participants singing a prepared rap song. The song was compiled using 10 words that would have been selected from a list of words supplied by the National Literacy Unit.

The nine contestants were pared down to six for the second round. In this round, these six contestants sang a song ending with a word that they would have pulled from a bag just minutes before taking the stage.

In the final round, three finalists battled, singing 10-second rap songs.

Trishatha Semple, representing Georgetown emerged the winner.

The participants were judged on language and the dialect used in the songs.

These could not mock nor ridicule anyone. The judges’ score was worth 80 per cent, with the other 20 per cent given based on the response from the crowd.

The secondary school rap fest was part of the activities for Education Month which is being observed under the theme, “Each Child Matters: Stakeholders Unite for the Enhancement of Education.”

yclists from all over the world, including Guyana will meet at the Tour of Tobago’s 30th annual Tobago International Cycle Classic (TICC) which began on Tuesday September 27 and will go until October 2 in the twin Island Republic.

The six-day event got underway with the opening ceremony at the Johnston Apartments, Store Bay with riders coming from Germany, Switzerland, Denmark, Venezuela, the Dominican Republic Colombia, Sweden, Ecuador, Netherlands, Martinique, St. Vincent and the Grenadines, Jamaica, Guyana, Antigua and Barbuda, Barbados, Cuba, France, Canada, USA, Australia, Aruba Barbados and the host country.

Guyana is represented by nine of the top local riders including team Coco’s Stephano ‘Sunny’ Husbands, who won the Victor Mecedo Road Race last Sunday, his team mate,

Hamza Eastman who finished second in the same race. Raynauth ‘Obeya Man’ Jeffrey, Jamual John, Andre Greene, Romello Crawford, Juban Crawford, Andrew Hicks and Geron Williams and they will be looking to stop defending champion, Marlon Rodman out of Jamaica.

John, Jeffrey, Eastman, Williams and Husbands are all in the Under 25 division with Williams in division one. Greene, Hicks and both Crawford are in division two.

The second leg of the four leg race is set to begin today alongside the Young Men’s Christian Association Pool in Courland, Turtle Beach.

The Division One riders battled over four laps/100km on the Turtle Beach/Les Coteaux, Arnos Vale Circuit while The Division Two riders competed over two laps/50km Additionally on the cards is a three stage international Mountain Bike Race.

In the opening game on Pitch one, Regal All-Stars were stunned by an energized Mike’s Wellman team as Wellman cruised to a five wicket victory.

Taking first strike, Regal were bundled out for a mediocre 105 having only batted for 11 overs and one ball of their 20 overs. Sachin Singh (37) and Patrick Rooplall (24) were the only significant scorers for the Regal team as key destroyer, Travis Alphonso copped 4-12.

In reply, Wellman raced to the target inside 12th over finishing on 111-5. Blasting Wellman to victory were Rajesh Reddy, who scored a composed 30 and Andre Seymour blasting a solid 14.

Delroy Perreira looked to stop the Wellman guys on his way to match figures of 3-21.

In the second match on pitch one, Ramo Malone was the integral architected as Savage Masters prevailed over HS Masters by six wickets.

AB de Villiers ruled out of Australia tour S

outh Africa’s captain AB de Villiers has been ruled out of the home ODI series and away Test series against Australia because of a persistent elbow injury. He will have surgery early next week and will need eight to ten weeks of recovery time.

“AB has failed to come through his fitness test this morning,” Mohammad Moosajee, SA team manager said. “Although the physio strapped his elbow while he was batting and he did have some relief with some shots, the elbow pain has not gone away completely.

“When the initial injury was discovered, the issue was that he was having impingement with certain shots. With that in mind, we advocated a period of rest, he has seen the physiotherapist for treatment, he received some bio-kinetics and rehab, and also saw an elbow specialist for the infiltration of cortisone. In most cases, you get resolving of symptoms within six weeks. This did not take place, so we gave him an extra week to see if it would recover.

“This morning, he had a couple of throwdowns. The elbow was strapped and he had some symptom relief. He probably felt about 80% better than without the strapping. But knowing AB, the complete cricketer that he is, he wants to make sure none of his shots are restricted.

With that in mind, we decided on surgery and to give him adequate time to recover so he doesn’t hamper his career going forward.

“The recovery is anything between eight to ten weeks and we are hopeful he will recover for the Sri Lanka series in December.”

De Villiers will sit out the five home ODIs b e g i n - ning on September 30 - and the three Tests in Australia in November, one of which will be South Africa’s maiden daynight fixture. He also missed the two Tests against New Zealand in August and the one-off ODI against Ireland because of the injury.

pening batsman Gautam Gambhir has returned to India’s Test set-up two years after playing his previous international. He was called up for the remaining home Tests against New Zealand in place of the injured KL Rahul. Rahul had injured his right hamstring during the first Test in Kanpur, while running between the wickets.

Also, fast bowler Ishant Sharma, who missed the first Test with chikungunya, will not play the second Test either as he is yet to recover fully. Uncapped Haryana offspinner Jayant Yadav will replace Ishant in the squad for the second Test in Kolkata. The BCCI said in a release that it would “continue to monitor Ishant’s progress”.

Gambhir was picked after showing good form in the Duleep Trophy, the domestic first-class tournament featuring the top-performing players in the country. He scored 356 runs in the competition from five innings at 71.20, and was dismissed only once without getting to a half-century.

A BCCI insider said Gambhir was tough to ignore in the current situation given his form and experience.

“Gambhir is definitely under consideration because he has been doing extremely well, and even the team management feels that with 12-13 Test matches coming up there needs to be some experience [at the top],” the official said.

Gambhir, 34, played his last Test in August 2014, on India’s tour to England. He aggregated 25 runs on that tour, from four innings, as India went from a 1-0 lead to losing the five-match series 3-1. That series, too, was a comeback for him, as he was dropped in 2012 and missed all India’s Tests in 2013 due to a sharp decline in form.

Before that, though, he was one half of India’s successful opening partnership with Virender Sehwag. The pair scored 4412 runs, the most by an opening pair for India in Tests. Overall, he has 4046 runs in 56 Tests at 42.58, with nine centuries, and was a regular in the Test team between 2008 and 2012.

second Division competition with Georgetown Cricket Club (GCC) hosting GCA’s reigning two-day second division champions University of Guyana (UG) on Saturday.

UG won the toss and elected to bowl after the game was reduced to 30 overs due to overnight and early morning rain. The Bourda boys were pegged back and found themselves precariously placed on 27-3 following the loss of opening batsmen Emmanuel Forde (5), Samuel Mc Kenzie (9) and Timothy Mc Almont (5).

However a 47 runs partnership ensued between skipper Martin Pestano Belle (20) and Joshua Wade (21), but just as they were on the verge of pressing home the advantage they both lost their wicket.

It then took another partnership worth an unbroken 44 runs, this time between Stefan Wilson (16*)

and Denzil Harry (21*) inclusive of three fours, to eventually take GCC to 1336 off their allocated 30 overs.

Dennis Heywood took 2-16 and Suresh Dhanai 2-26 for the university students.

UG were off to a terrible start when Skipper Melroy Stephenson was comprehensively bowled by right arm pacer Encosie Julian in the second over for 6 (1x4).

Played at G. Square Complex cricket ground last Sunday, Cavaliers batted first and compiled a total of 237 for 6 in their 20 overs.

akistan completed a 3-0 whitewash of West Indies with a comfortable eight-wicket win in Abu Dhabi that exposed the World T20 champions’ weaknesses in conditions not conducive to big hitting. Sent in to bat, West Indies stuttered to 103 for 5 in their 20 overs, failing to get into gear after losing three top-order wickets to Imad Wasim’s non-turning left-arm spin.

Chasing less than six runs an over, Pakistan were never under pressure, especially after Jerome Taylor sprayed the new ball around in his first two overs, conceding four leg-side fours, a leg-side wide, and a set of leg-byes down to the fine leg boundary. Kesrick Williams, the debutant fast bowler, dismissed both openers in the sixth over of the innings, but Pakistan easily shrugged that setback aside as Babar Azam and Shoaib Malik steered them home with an unbroken partnership of 68 for the third wicket. Malik ended the match off the first ball of the 16th over, shovelling Carlos Brathwaite for a six over long-on.

When they won the World T20 earlier this year, West Indies only really struggled in two games, a narrow win against South Africa and a defeat to Afghanistan. Both games came in Nagpur, the venue with the largest outfield and most spin-friendly pitch of the tournament.

Abu Dhabi’s outfield is even larger, and while its pitch didn’t offer much turn, it didn’t give the

b a t s men much bounce or pace to work with.

This meant West Indies would need to look outside their usual T20 template to find a trustworthy runscoring method.

They didn’t. By the start of the ninth over, three of their batsmen had been bowled by Imad’s stock in-ducker, and only one of them, Chadwick Walton, could claim mitigating circumstances. Having just come to the crease, he was undone by a backof-a-length ball that crept through him at shin height.

The previous ball, knowing fully well the dangers of

going across the line to an unfailingly stump-to-stump bowler on a pitch of low bounce, Johnson Charles had attempted a slog-sweep and missed. Then, Dwayne Bravo, having added 14 with Marlon Samuels in 21 balls, was bowled through the gate going for an open-faced sliced drive.

In typical T20 conditions, it is almost essential for batting teams to take such risks. In the specific circumstances of Tuesday’s game, West Indies needed a different approach. Perhaps they needed to peek into the Virat Kohli/MS Dhoni playbook, perhaps, and bunt the ball towards deep fielders and push for twos.

West Indies didn’t try that approach: they only ran nine twos in their 20 overs. Not coincidentally, Marlon Samuels, never the fleetest or most enthusiastic runner between the wickets, was at the crease for all but 2.3 overs of the innings. From the non-striker’s end, he also played a part in Andre Fletcher getting run out in the fifth over.

In the end, Samuels finished unbeaten on 42 off 59 balls, but he was by no means alone in struggling to up the tempo. Conditions are certainly not conducive to big hitting when Kieron Pollard ends up not out on 16 off 17 balls without hitting a boundary or a six.

A lot of this was down to Pakistan’s bowling. The spinners hit an awkward, short-of-good-length area and attacked the stumps, the ideal strategy for a pitch with low bounce, denying the batsman the opportunity to get on the front foot while also imperiling the horizontal-bat shots. The three left-arm seamers, including the debutant Rumman Raees, hit the same sort of length while constantly taking pace off the ball.

The few boundaries that came were off rare deliveries that offered a bit of swinging room: Samuels played a crisp front-foot cut off Imad, and pulled a too-short slower ball from Sohail Tanvir; Nicholas Pooran slog-swept Mohammad Nawaz into the grass banks, a shot that may have cleared the stadium roof in Sharjah.

Two balls later, West Indies were served another reminder of the difficulty of hitting big shots on this ground, as Pooran connected meatily with another big swing only to pick out deep midwicket.

he six-member team representing the Golden Arrowhead at the 44th annual Central American and Caribbean Bodybuilding and Fitness Federation Championship (CAC) is positive ahead of their departure on Wednesday.

Experience is one of the key elements the six- member team will be using to their advantage when they arrive for competition in the Dominican Republic.

The team consists of Alicia Fortune, Kerwin Clarke, Emmerson Campbell, Devon Davis, Franklin Brisport-Luke and surprise addition, Bruce Whatley.

President of the Guyana Amateur Bodybuilding and Fitness Federation, Kevon Bess, spoke to the media at Olympic House, Kingston Georgetown and said that he is sure the team will represent Guyana well and return home with medals.

“It is without doubt the athletes continuously improve their body and it becomes a daily practice and I think we stand a very good chance.” Bess stated According to Bess, Alicia Forture will be representing the country in the female body fitness division while Emmerson Campbell will take part in

the Men’s Physique category, however his height will determine which category he fits. Devon Davis will be heading out to defend his silver medal in the Bantamweight which he won in 2015 at the same event. Kerwin Clarke who is the reigning Mr. Guyana is expected to cop gold and overseas based Bruce Whatley will be heading over as well as the lone official, Franklin BrisportLuke who will be looking to further his qualification as a bodybuilding judge alongside Frank Tucker.

While the team will be spare headed by Clarke, Campbell, who will be representing in the men’s Physique category noted that he is ready to win having finished fourth last year.

“Well I focused a lot on my nutrition and rest.” Adding, “I change up training regimen so I know exactly what to do, last year I got my feet wet but this year I will definitely bring home a medal no doubt,” a positive Campbell explained.

While both of the young men have had experience, the exposures in CAC Championships Fortune and Davis have achieved trumps the pair.

Davis, has tasted gold in the CAC as well as currently defending silver medalist in the bantamweight catego-

ry, the champion is positive he will be bringing home the gold.

“I saw my flaws last time and I correct it and I will be looking for gold and I train hard to bring it home.”

Davis pointed out.

Fortune as well is no stranger to the big stage but facing a minor setback, she is still in contention of medaling.

Highlighting that “Experience is important,” The female physique contender said she has been “putting in hard work lately, unfortunately having to do a surgery I couldn’t prepare but I had two months training with Hugh Ross I put in hard work and I leave nothing undone. I will do my best to do my country proud and fly the Guyana flag high.”

Bess added that “Campbell looks better, so I am hoping he returns with gold, Fortune knows her work and Clarke is bigger and better.”

The Guyana team has placed a lot of emphasis on their diet, a stand out feature that bodybuilding veteran, Frank Tucker would note is an integral part of medaling. The team is set to depart Guyana toady.

The competition runs from September 29 to October 2.
