Opposition, civil society stage protest outside Parliament – call for President to rescind GECOM Chair’s appointment

ollowing a two-month hiatus, Parliament reconvened on Thursday with high drama, as Opposition supporters

and members of civil society staged a picketing exercise to voice their concerns over the unilateral appointment of Justice James Patterson as Chairman of the Guyana Elections Commission

(GECOM).

The protesters criticised the move, calling for the President to rescind his decision and appoint a new chairman – this time, from the three lists submitted by the Opposition.

One protester told Guyana Times the President is answerable to the people of this country as to why he rejected the 18 names nominated by the Opposition Leader for the GECOM Chairmanship post and went ahead to not only unilaterally appoint a chairman, but appoint an 84-year-old.

“He pick an old man like (Justice) Patterson to be the GECOM Chairman… The president should ask him to step down immediately, and give the post of GECOM Chair to a younger person, someone who is on one of the three lists,” the woman asserted.

Region Five Representative Fizal Jafarally told this newspaper that he and dozens of PPP supporters had travelled all the way to Georgetown to protest the fact that the Head of State had violated the ‘letter and spirit’ of the Constitution by making a unilateral appointment.

“The Constitution is very clear that (the President) must appoint from a list submitted by the Opposition Leader, and the only way he can appoint unilaterally is if the leader failed to provide the list. However, the Leader of the Opposition, Dr Bharrat Jagdeo, has indeed provided three lists, and that is why we are here in our hundreds, because we see this unilateral appointment as an attack on democracy in Guyana,” he posited.

According to Jafarally, the party and its supporters will leave no stone unturned in ensuring that citizens’ rights and democracy are preserved.

Several Opposition Parliamentarians participated in the picketing exercise, reiterating their disapproval of the appointment of the new GECOM Chairman.

arliament got underway on Thursday with President David Granger addressing the House. But after passing through a large crowd of placard-bearing protesters outside Public Building, there was no respite inside the Parliament chambers as Granger was also faced with protests from parliamentarians seated on the Opposition benches.

Doggedly reading from a prepared speech even as the Opposition Members of Parliament heckled and waved placards, Granger reeled off the measures his Government has been implementing. At the same time, however, cries from the Opposition regarding Government’s job creation policy and Guyana Elections Commission (GECOM) went unanswered.

“The nation’s economy has been prudently managed over the past 30 months,” Granger claimed.

“This has allowed for moderate economic growth of 3.1 per cent in 2015 and 3.3 per cent in 2016, despite the

flation and to maintain a stable exchange rate.”

Granger also lauded his Government’s work in social protection. According to the President, much has been done to improve the lot of workers. He referred to the Government’s increase

Using a vehicle as a dangerous weapon

W

ith the continuing carnage being witnessed on Guyana’s thoroughfares, the Traffic Chief on Monday released startling statistics on road accidents. With a small population of just under 750,000, Guyana has recoded 92 deaths on the roadways so far for 2017.

While this figure represents a 16 per cent decrease in road deaths when compared with the corresponding period last year, this is still a shocking figure, and as stated by the traffic chief, is unacceptable.

According to the World Health Organisation (WHO), road traffic injuries are a major public health problem and a leading cause of death and injury around the world. Each year, nearly 1.2 million people die, and millions more are injured or disabled as a result of road crashes.

Giving a local analysis, Traffic Chief Dion Moore has since said that driving under the influence of alcohol and speeding have been the two major causes of road accidents in Guyana.

According to the Motor Vehicles and Road Traffic Act, Capt 51:02, drivers who on the first occasion are caught driving under the influence are fined $7,500; the second time the person is fined and their licence is suspended for a year; and on the third occasion, the person can be jailed, or their licence suspended indefinitely. While the law is clear on the issue, it has not deterred those who make a conscious decision to drink/use drugs and drive, thus breaking the law. This has led to many, including the Guyana National Road Safety Council, calling for the imposition of stricter penalties for drivers who are charged DUI. The decision to drink/use drugs and drive starts with the individual, and more often than not that decision is made while all faculties are still functioning consciously. It therefore means that persons consciously make a reckless decision to use a motor vehicle as a dangerous weapon.

To curb this behaviour, there is need for the strongest possible public policy approaches; and in the case of Guyana, consideration should be given for an amendment to the law for tougher penalties.

Drunk driving is literally a life-and-death issue that also needs effective prevention and enforcement activities.

One such laudable enforcement activity is the “White Knight” campaign, expected to be executed countrywide. The White Knight campaign is a collaborative effort of the Guyana National Road Safety Council (GNRSC) and the Guyana Police Force. The aim of the campaign is to team education awareness with enforcement during strategic roadblocking across the country.

The continuous rate of drunk driving fatalities, as was noted by the traffic chief, makes a case that the Motor Vehicles and Road Traffic Act may be too lenient, and makes a call for stricter laws. In so doing, there is also a need for heightened supervision of Police officers who are vested with the duty of arresting and charging persons who are caught driving under the influence. This heightened supervision is needed since, in our local scenario, offenders often slip through the system without being prosecuted.

Lawmakers in Guyana must take every action possible to end deaths on our roadways caused by intoxicated drivers. In taking action, it is time for our legislative arm to deliberate on making DUI a nonbailable offence.

Such a draconian measure may be the answer to the reckless decision to drive/use drugs and drive causing much carnage on our roadways.

Who is going to stop this march of folly?

Dear Editor, As someone who is an avid hobbyist in gardening, landscaping and horticulture, I always cringe when I see what the Mayor and Councillors of the City of Georgetown are doing to the grassed areas in our capital city.

I have observed over the last two years that they have been weeding the parapets and other green spaces all the way down to the dirt. In fact, rather than mowing and manicuring these spaces, they have instead been weeding so deep that when they are finished there is no grass left, but rather just the bare brown dirt as they

uproot all of the grass that was there. When grass is repeatedly cut too short or scalped, it will seriously deplete the grass's energy reserves, weakening and killing the grass, and leaving the area vulnerable to weed invasion.

So upset I was about this asinine act, that I visited the City Engineer’s Department to enquire whether there was no one there cultured or sophisticated enough to appreciate why Georgetown was given the name the ‘Garden City’ only to be told that it is not their workers carrying out such barbaric acts, but rather a special contractor who had no experience in

lawn care, landscaping nor horticulture, but whose only experience was as a loan shark and food seller around the markets.

What in fact happens when this contractor uproots the perfect Bahia and Bermuda lawn grass that was planted many decades ago with an eye for beauty and an appreciation for the maintenance of grassed areas, is that they are compromising the integrity of these areas which become vulnerable to erosion as the roots and grass are no longer there to hold the soil together.

And worse, these special lawn grasses are now being replaced by wild

Nutsedge or Nutgrass.

How pathetic.

When the ‘cultural barbarians’ at City Hall, whose only motivation is making money are finished with Georgetown, it can never again be the ‘Garden City’.

The irony of this all is that these persons are insincerely and continuously mouthing off and sloganeering about making Georgetown a ‘Green City’, whilst they diligently work at totally destroying our eco systems.

Who is going to stop this march of folly?

ACDA exposed for being wantonly irresponsible, divisive Dear Editor, I have noted letters in the media from the African Cultural and Development Association (ACDA) and an organisation purported to be representing Rastafarians in Guyana.

For the record, ACDA was invited by the Leader of the Opposition Bharrat Jagdeo to participate in the consultations with civic society seeking their views and proposed names for the post of Chairman of the Guyana Elections Commission (GECOM) in keeping with the constitutional provisions.

ACDA was invited to attend the March 20, 2017 and June 26, 2017 consultations; unfortunately they had been inadver-

tently left out from the first one held on December 1, 2016. This was corrected and they were invited to the other consultations.

ACDA did not send any representatives to either of the meetings. Nor did ACDA submit names as all the civil society bodies were invited to do whether they actually attended or not. In fact, a number of organisations, despite not attending, used the opportunity to submit their nominees.

ACDA was again invited to attend the Leader of the Opposition’s meeting with civil society on October 25, 2017, and again, ACDA did not attend.

Surely ACDA could have used its voice to pro-

mote names who, in its opinion, were “fit and proper” persons to hold the chairmanship of GECOM. It failed to do so.

Therefore, its racelaced assault on the People’s Progressive Party/Civic (PPP/C) and the 18 eminent persons whose names were submitted to the President has relegated ACDA as an organisation that is clearly misled by some of its leaders, who are well paid employees of the Government as advisors, and, for being wantonly irresponsible and divisive; a reputation l am sure some of the ACDA members I know do not wish to have.

The Rastafarian Council has had cordial and constructive engage-

ments with the PPP/C in Government in all of the National Stakeholders Forum chaired by President Jagdeo and President Ramotar. This has continued with the PPP/C as the parliamentary Opposition in this and other consultations, and, in this instance on the appointment of a Chairman of GECOM. The Council sent a representative to the previous consultations and as recent as the October 25, 2017, meeting with the Leader of the Opposition.

We do not know of the new group speaking on behalf of the Rastafarian community.

People looking for concrete action, not empty rhetoric (Pt 1)

Dear Editor, The A Partnership for National Unity/Alliance For Change’s (APNU/AFC) Finance Minister, Winston Jordan made a huge deal recently and his colleagues are parroting the meaningless Budget 2018 promise that there would be no new taxes in the 2018 Budget. It is a meaningless promise because the problem is not simply how many more taxes APNU/ AFC will increase in its 4th budget since assuming office, given that the most noteworthy feature of the three previous ones is that each massively increased taxes for the people. What the Guyanese people from all walks of life, but particularly the working class people are looking for is tax relief.

In its 2015, 2016 and 2017 budgets, budgets that were supposed to establish frameworks for "a good life", APNU/AFC and Jordan increased taxes through higher rates for existing taxes and the introduction of new taxes. Whether old taxes or new taxes, the Guyanese people were subjected to burdensome taxes in more than 200

different taxes, with unbearable increases in cost of living. There were new taxes, for instance, through VAT for education, water and electricity; all of which were always treated in Guyana by the previous PPP Governments as public good, things exempted from taxation. Even donkey carts had to pay increased licensing fees. Farmers were forced to pay taxes for the small-scale cash crops they either sold from their homes or at community markets.

House-front vendors, selling sugar cake and cane juice had to pay taxes. This is what concerns the Guyanese people. This track record of Jordan and APNU/AFC is what stirs fear among people.

The truth is there is little new taxes that can be introduced since there were so many in the 2015, 2016 and 2017 budgets. The truth is that the more than 200 new taxes, either because they were introduced for the first time or because they were increased, do not permit any room for new taxes. What the people are looking for and what businesses are looking for in order to catalyse the

economy is a tax break. The demand of the people is for tax relief. Jordan, Nagamootoo and their colleagues are playing wordsmith – they say no new taxes, but do not mention anything about reducing taxes. But reducing taxes is the crux of the matter.

Since 2015, there have been robust protests and dissatisfaction relating to the burdensome taxes. Workers, poor families, the business community, particularly the small, village-level businesses, professionals across the political divide, have all protested in vain about the new taxes.

Indeed, there have been across the board condemnation and protracted public protest and public shaming of Jordan and APNU/AFC for introducing taxes on private education, including school fees, and educational materials. It forced the AFC and the WPA to publicly, but shamelessly, disown the taxes, even though they voted for it at Cabinet level and in Parliament.

Only the court can interpret the Constitution (Pt 2) Dear Editor, The letter from Communities Minister Ronald Bulkan, who, interestingly enough, signed it, not as a Government Minister, but on behalf of the People’s National Congress Reform (PNCR), warrants a response.

Minister Bulkan also repeats what has been said by the Attorney General, and Prime Minister Moses Nagamootoo, by saying that the President was forced to unilaterally appoint Reverend James Patterson as the GECOM Chairman.

This cannot be accepted. It was the President who, according to the Department of Public Information, promised a collaborative way forward, if he rejected the third set of nominees.

On June 12, 2017, President Granger promised that, “A high-level team would be assembled representing the President and Leader of the Opposition which will begin to work immediately on exploring modalities to bring a resolution to this matter in the event that the list is rejected.” How then was the President’s hand forced?

Also, how can Guyanese accept Minister Bulkan’s reasoning that the President’s action “put an end to the shenanigans be-

Open appeal for high-level political dialogue

Dear Editor, Please publish this letter as an open, respectful appeal for urgent political dialogue between the President and the Opposition Leader, to address the pressing social and political problems of Guyana in the national interest.

In particular, the two political leaders are called upon to revisit the decision on the appointment of a Chairman of the Guyana Elections Commission (GECOM). The call is for them to confer in a goodfaith encounter to find a mutually acceptable solution on the current controversy over the unilateral appointment, in October 2017, of the Chairman of GCOM. Such an outcome would, no doubt, lower the racial and political tensions which have gripped this country, and prevent this man-made political and social disaster from escalating into open conflict.

The unilateral appointment of the Chairman of GECOM has generated much controversy on the legality, constitutionality, and suitability of the new Chairman. In the circumstances, and in the name

of Almighty God, the greatest contribution to Guyana by the newly appointed Chairman of GECOM is to graciously tender his resignation. This will open the door for high-level political dialogue for the good of our country.

Please, Mr. Chairman of GECOM, this course of action on your part will be a blessing for all in this fair land of ours, and a lasting legacy for you in the history of the electoral life of Guyana.

The political leaders are called upon to promote active national peace and harmony by practical actions in legislation and public policy. It is time to pull back from partisan political self-interest, and together cultivate and build in a sustained way a more just, fair, compassionate, and inclusive country for the good of all citizens. Let us learn from the past mistakes and take the required measures to get right our politics, race relations, governance structures, constitutional reform, electoral processes, and national development programme, to achieve national confidence.

Let us admit that the people of our country and

its economy have been negatively affected for more than sixty years on account of the reality of race-based power politics. The nation is crying out for national peace, security, and the creation and sustenance of a more just society for all its people. A heavy burden and responsibility rests with the leaders of the political parties. History will judge them harshly for continuing failure to liberate us from the scourge of the politics of race, vengeance, and vindictiveness.

It is time to look to the future. The resolution of the controversy over the Chairmanship of GECOM to the mutual satisfaction of all parties would be a good start and confidence measure, leading to the imperative of national trust and moving to higher trust.

This calls for leadership, commitment, inclusiveness, and fashioning a common national vision. It is in the hands of the President, as the Executive Head of the Government, to take the lead in engaging individually and collectively the political opposition, the private sector, the labour movement, civil society and professional organisations

to address and resolve our social, economic, developmental and political challenges, and forge an agreed urgent programme for the immediate short-term and medium- term implementation.

Such an initiative needs to be supported and sustained with the view to: * foster mutual understanding, good race relations, and to find agreed solutions to problems and controversial issues; * promote for all social justice and peace, to impact positively on social, economic, and political life; * build stronger democracy and good governance in terms of inclusive participation, transparency, and public accountability; * promoting public policy measures for stronger economic growth and development; * and creating a more just society for all.

I invite the media, letter writers, and organisations to join in this call for high level political dialogue to save our country and move it forward.

Reverend Patterson was a pallbearer at the private funeral ceremony for the late People’s National Congress leader, Desmond Hoyte.

Reverend Patterson was listed as part of the ‘Rally Around the PNC’ group. It is Reverend Patterson’s whose integrity is now being questioned after he claimed that he was the Chief Justice of Grenada in 1987 – something that no one seems to be able to confirm.

Minister Bulkan claims that Local Government Elections are due by December 7, 2018 and a GECOM Chairman had to be appointed. If this was the case, then there were qualified and competent professionals who were nominated. Why didn’t the President choose one of them? Will Guyanese ever know the reasons for President Granger’s rejection of the list submitted by the Opposition Leader? If Minister Bulkan

wants to claim that the list submitted by the Opposition Leader was flawed, he should provide reasons to substantiate that claim.

Minister Bulkan goes on to “commend the many letters and other expressions of support for the courageous action” taken by President Granger. However, the fact is that other than the PNC and groups, as well as individuals, aligned to the PNC and the Government, there has been widespread condemnation of the President’s unilateral appointment of Reverend Patterson as the GECOM Chairman.

There is only one acceptable point that Minister Bulkan makes. It is that, “We have come a long way from a colonial system of governance and accompanying mentality, we have much work to do to build and maintain our fledgling democracy.” For this reason, we cannot allow the President’s breach of the Constitution to go unchallenged. In this light, the court challenged mounted by the PPP is welcomed by right-thinking Guyanese.

he major reason you have to have a conversation with your child about drugs and alcohol is because your children need to be educated by you.

They need to hear from their parents that teen drug and alcohol use is not condoned in your family. They need to learn from their parents about the consequences of drug and alcohol use. Most importantly, they need to be held accountable for their actions with drugs and alcohol use.

What happens if you suspect that your teen is already using alcohol and drugs? What do you say to them? The conversation is the same: parents need to tell their children that drug and alcohol use by teens is not allowed in your family.

The issue won’t go away until you do something

You will get to the point where you can’t deny that the problem exists. You’ll have a continuous nagging feeling in the pit of your stomach. You will simply have to acknowledge that your child has a problem – your child is using drugs and that won’t get any better until you take action on your child’s behalf. It is OK to ask for help. In fact, getting help may make it easier for you to have the conversation.

with your spouse or partner during which you acknowledge that you know your child has a problem with drugs or alcohol. That is a pretty profound conversation and is often laden with sadness, anger and regret. Denial plays a big part in that first conversation, as does finger-pointing.

Neither reaction is helpful.

The most important thing you can do is move on and figure out what you both can do to help your child.

This is a time for you and your spouse or partner to establish rules and consequences for your child if he or she uses drugs or alcohol.

The rules should be simple: no drug or alcoh o l use by

teens will be allowed in your family. The consequences should be straightforward and meaningful to the teen.

Don’t go to extremes in setting consequences – choose those that you are able to carry out.

Practise the conversation with each other ahead of time

You may have to have a couple of “practice runs”.

These conversations are not easy, but they are worthwhile. Talking it over with your spouse/partner beforehand will help you keep a level head and speak to the i s sue. Review s o m e s u g geste d conversa-

tions beforehand.

Make agreements with yourself

Tell yourself that you won’t “lose it” with your child. Anger and hostility won’t get you anywhere in this conversation. Stay as calm as possible. Remember, you are the parent and you are in charge. Be kind, simple, and direct in your statements to your child. Above all, remember to tell your child that you love him or her! The conversation will not be perfect – no conversation ever is. Know that you are doing the right thing for your child. That’s what matters most!

Here are some suggested things to keep in mind when you talk to your child: Tell your son or daughter that you LOVE him/her, and you are worried that he/she might be using drugs or alcohol; You KNOW that drugs may seem like the thing to do, but doing drugs can have serious consequences; It makes you FEEL worried and concerned about them when they do drugs; You are there to LISTEN to them; You WANT them to be a part of the solution; You tell him or her what you WILL do to help them.

KNOW that you will have this discussion many, many times.

Talking to your child about drugs and alcohol is not a one-time event.

Help for divorced or single parents

If you are a parent who is

single, divorced, or separated, raising your teenager may bring additional challenges. If you know or suspect that your teenager is using drugs, you may want to reach out to your extended family and friends for help with this problem. Although difficult, you may also need to talk with your ex-spouse, or the child’s parent, in order to create a consistent plan for establishing and enforcing a no-tolerance drug policy.

Firmly and warmly make it very clear that he or she will not tolerate drug or alcohol use by your teen. Identify the consequences if he or she does use. All parents find it hard to set and enforce rules, but it’s particularly hard for single parents who are hesitant and don’t want to disrupt the balance of the relationship with their teen. For these parents, it might help

to commiserate with your teen.

For example you could say, I know it’s difficult that I have to make these rules.

But I wouldn’t be a good parent if I didn’t take care of and protect your safety.

Also remember to be available to listen if your teen is having difficulties dealing with your divorce.

Use consistent discipline in your home and attempt to communicate with your child’s father/mother in order to continue to enforce the same rules in both households.

Make clear rules about curfews and be consistent about asking your teen which friends he/she is hanging out with. Be particularly attentive about knowing where your teenager is after school, especially if you are working long hours.

Lastly, continue to help your child grow his/her relationships with grandparents, cousins, uncles, and aunts in order for him/her to have valuable role models besides yourself. (drugfreekidscanada.org)

o parent, child, or family is immune to the effects of drugs. Any child can end up in trouble, even those who have made an effort to avoid it and even when they have been given the proper guidance from their parents.

However, certain groups of children may be more likely to use drugs than others. Children who have friends who use drugs are likely to try drugs themselves. Those feeling socially isolated for whatever reason may turn to drugs.

So it’s important to know your child’s friends – and their parents. Be involved in your children’s lives. If your child’s school runs an anti-drug programme, get involved. You might learn something! Pay attention to how your children are feeling and let them know that you’re available and willing to listen in a nonjudgmental way. Recognise when your children are going through difficult times so that you can provide the support they need or seek additional care if it’s needed.

Role-playing can help your child develop strategies to turn down drugs if they are offered. Act out possible scenarios they may encounter. Helping them construct phrases and responses to say no prepares them to know how to respond before they are even in that situation.

A warm, open family environment – where children can talk about their feelings, where their achievements are praised, and where their self-esteem is boosted – encourages children to come forward with their questions and concerns.

When censored in their own homes, children go elsewhere to find support and answers to their most important questions.

Make talking and having conversations with your children a regular part of your day. Finding time to do things you enjoy together as a family helps everyone stay connected and maintain open communication.

ineteen-year-old Ronaldo Jaundoo of Lot 589 West Ruimveldt, Georgetown met his demise in an accident that occurred at Barr and James Streets, Albouystown, Georgetown on Thursday at about 16:30h.

According to reports, the young man was riding motor cycle CH 9086 heading east on James Street when he collided with motor pickup GVV 8249 which was proceeding north on Barr Street.

He fell off the bike and was picked up in an unconscious condition and rushed to the Georgetown Public Hospital (GPHC), where he was pronounced dead on arrival.

His body is currently at the GPHC Mortuary awaiting a post-mortem.

records he was ever the CJ. “I’ve been appointed acting Chief Justice. They had me acting for a number of years. I don’t remember (when). People refer to me, to this day, as Chief Justice…,” Patterson stated.

“I don’t remember the precise years. It’s got to be anything around 30 years ago. I went there in 1983 and came back in 1991,” Patterson, who was sworn in last month, said. “That much I remember,” he added.

partiality to the People’s National Congress, he admitted to being friends with late former President Desmond Hoyte and to having studied with him.

Patterson, however, said he does not and has never belonged to a political party.

He also shied away from questions regarding the constitutionality of Granger’s decision to appoint him.

Harmonie, West Bank Demerara, was made to undergo a breathalyser test, but no trace of alcohol was found in his system. He was nevertheless taken into custody to assist with the investigations.

The motorcycle Jaundoo was riding is reportedly registered to Michael Clarke of West Ruimveldt, Georgetown.

“You are hearing the voices of the people against this undemocratic and unprincipled move... We are hoping that good sense will prevail when the President hears the voice of the people, standing up against his unilateral decision that is undemocratic and unconstitutional,” he said.

Ally noted that citizens of the country have a responsibility and duty to protect the democracy, and that is what they are doing through the protest action.

Meanwhile, upon his arrival at Parliament, Jagdeo was greeted by the protestors with loud cheers and praising chants. He took time to greet the supporters and engage media operatives before heading into the Chambers

He posited that while being cautious because of the ongoing court proceedings, his party will continue efforts to denounce the unilateral appointment of the GECOM Chairman.

“The President has taken a very divisive action that is polarising the country and making it about race too. His entire government is making this about race. What he has done here is abandon 25 years of history between the PPP and the PNC (People’s National Congress) – a common understanding of the Constitution… What they’ve been doing is to say it is time to appoint an AfroGuyanese, so the President had no choice but to do this.

Jagdeo noted that the Head of State was not only unconstitutional in his unilateral decision, but he broke the law by not adhering to the ruling handed down by acting Chief Justice Roxanne George-Wiltshire, who had said that the President must give reasons for rejecting candidates submitted by the Opposition.

“Why not give reasons for why each of the 18 candidates were unsuitable, unfit and improper? Why not do that?” Jagdeo asserted.

Guyana Times caught up with the newly elected GECOM Chairman late on Thursday afternoon. He had attended Parliament to hear the President’s address to the National Assembly, done earlier, and he indicated that he is unfazed by the activities held.

“That is not something that excites me, you know; but you can’t be timid when you getting into politics and, indeed, law,” he said to reporters in the compound of the Parliament Buildings.

But as the Opposition supporters continued their protest, eager and angered bystanders started to converge and begin an informal counter-protest, praising the work of the Coalition Government.

Sophia landscaper pleads Dwindling… guilty to trafficking narcotics …gets 3-year jail sentence

A

landscaper of South Sophia, Greater Georgetown, has pleaded guilty to narcotics possession and sought to justify his actions by claiming that he uses the herb for medical purposes.

The 39-year-old man was sentenced to three years in prison and ordered to pay a fine of $57,000

by Chief Magistrate Ann McLennan on Thursday.

It is alleged that Kenneth Bovell was found to be in possession of 38 grams of cannabis for trafficking purposes on November 1, 2017 at Lama Avenue, Georgetown.

Meanwhile, Police Prosecutor Arvin Moore unveiled brief facts of the

case, stating that on the day in question, at around 18:05h, Police on a raid exercise stopped the defendant who had a black bag in his hand and carried out a search on his person.

The bag was found to contain a quantity of leaves, seeds and stems suspected to be cannabis to which the accused claimed owner-

ship. He was subsequently arrested and charged with the offence.

Having considered mitigating factors, the Chief Magistrate handed down the sentence and ordered Bovell to pay a fine – triple the street value of the drug. “I take full responsibility for it,” he told the court.

Fisherman remanded after nabbed with ganja in crotch

A

25-year-old fisherman from Westbury on the Essequibo Coast was remanded to prison on a charge of possession of narcotics for the purpose of trafficking. Mark Pitman made his first appearance on Tuesday before Magistrate

Ester Sam at the Anna Regina Magistrate’s Court.

The fisherman was found with 60 grams of cannabis in his possession on October 30, 2017, during a Police patrol.

Police observed that Pittman was standing on the western side of the Henrietta Public

Road acting in a suspicious manner. Police subsequently approached him where they conducted a search on his person. A black plastic bag containing a quantity of stems, leaves and seeds were found in the man’s crotch. He was then taken to the Anna Regina

Police Station where same was weighed and amounted to 60 grams. He was told of the offence and charged.

During his court appearance he pleaded not guilty after the charge was read to him and was therefore remanded until December 12.

… (AFC) support hemraj Ramjattan, the Security Minister who is also a VP, has a way with words. He has introduced into the political lexicon two pithy phrases that caught the attention of the country -- especially the average Joe Blow in the streets. These are “Haul yuh ass!” and “Dead Meat!” The first was directed at those he thought were trying to get a raise out of him, and he didn’t seem to realise that the expression signalled his interlocutors had succeeded!

After all, the expression didn’t exactly lend credence to his struggle to slough off his reputation as a fella more at ease in the bars across the country than THE BAR at which lawyers ply their trade!! The second -- “dead meat” -- was much more profound politically. When the suggestion was made for the AFC and the PNC-disguised APNU to coalesce and go into the 2015 elections joined at the hip, Ramjattan immediately came out against it.

He predicted the “AFC would become ‘dead meat’ if that were to occur!” There were two reasons for his opposition. The first sounded very principled and all: that the AFC was formed on the principle that never would it join one or the other political behemoths of Guyana!

A “pox on both houses” was the principle, so to speak, based on the declaration that they were both racebased; and the AFC, with a halo floating over its head, was “multiracial”!

But “lo and behold” -- as they used to say back in the day when frankincense and myrrh were the latest thing -Ramjattan did an about-face, and joined Trotman to say the AFC would now “lead” a coalition to oust the PPP! What we now know is that he, Ramjattan, didn’t know that Trotman and PNC leader David Granger had met in the sun and surf of Nassau, Bahamas and had already worked out a deal! But the AFC did join the PNC/APNU, and the rest, as they say, is history.

That ‘rest” of course, was a litany of one embarrassment after another for the AFC in general and Ramjattan and Nagamootoo in particular. The AFC just did not LEAD any coalition - they were reduced to being mere “water boys”; well paid water boys, but water boys!

And as the humiliations and side-lining mounted, the AFC support base dwindled, especially when the Government decided to throw sugar under the bus.

Nagamootoo and Ramjattan’s fervent defence of Prezzie’s unilateral appointment of (Chief?) Justice Patterson was the last straw to their remaining supporters.

The Canadian support groups dumping them is only the public display of what is already reality.

The AFC is dead meat!!

…Chronic’s credibility Your Eyewitness is quite pessimistic about what lies ahead. One of the reasons is because of the stance taken by the Chronic, which is the STATE newspaper, and is supposed to represent ALL views. In a story captioned “PM condemns racist statements - linked to GECOM appointment”, it traduced every rule of Journalism in a paradigmatic example of “false equivalence”. It claimed the PM’s utterances were occasioned by a “battle of words” between ACDA and IAC. What were the facts? The Chronic quoted ACDA as claiming several civil society groups “showed their true colours,” but didn’t mention it also announced: “The recent Constitutional appointment by His Excellency David Arthur Granger has publicly revealed what Africans in Guyana and the Caribbean all know. Indians do not want to be ruled by an African Leader because they believe they are superior to Africans.”

Reacting to the above, IAC said, as quoted by the Chronic, “The IAC rejects any attempt to instigate a racially charged atmosphere…”

This is a “battle of words”?? Woe to Guyana!

PM’s overseas travel bill hits almost $20M

overnment on Thursday tabled in the National Assembly the overseas expenses associated with the travels of Prime Minister Moses Nagamootoo and his delegation from October 2015 to July 2017, something the Parliamentary Opposition had requested.

It has been revealed that these travels have cost the treasury almost $20 million.

In a written response to Opposition Chief Whip Gail Teixeira’s question, the Government said that some US$39,604, including

G$11.3 million were spent during that specific period, and gave a breakdown of all the conferences, cultural events and diaspora engagements the Prime Minister attended.

The Government was quick to defend the cost of the Nagamootoo’s travel, stating that the Prime Minister had made it a matter of principle to participate in overseas events for which air fares and accommodation are provided partially or fully by the sponsors to whom he has committed.

However, while providing a breakdown of the Prime Minister’s trip to Argentina

for President Maurico Macron’s Inauguration, the Government admitted that the return fares for that trip were too costly, and an inquiry was requested as well as for bookings of cheaper (alternative) flights in the future.

The Government has paid all expenses associated with the Prime Minister’s attendance at that ceremony, held in December, 2015, and that has amounted to US$4,000 plus G$4,087,230.

The statement also re-

vealed that the Prime Minister was accompanied by his wife, Sita Nagamootoo, six times during his overseas travels between January, 2016 and May, 2017. Although airfare and hotel accommodation had been sponsored in some cases, the Government paid all miscellaneous costs, outof-pocket expenses and the value of meals. In some cases, contingency allowances were also provided.

Opposition Chief Whip Gail Teixeira had asked what the actual benefits were that Guyana had gained from those overseas trips. She had asked for the

costs associated with each overseas trip, and the size of the delegations; and that the names of members, including spouses, be made public.

Government, in response, defended the Prime Minister and gave reasons for each of the trips. Government was keen to note that the October 2015 Mexico travel had several great benefits; and said most of the other trips, which included Nagamootoo’s attendance at the funerals of the late Trinidadian Prime Minister Patrick Manning and Cuban President Fidel Castro, are self-explanatory.

President’s address overshadowed...

And while the Alliance For Change (AFC) has solidly been in Granger’s corner, its Canadian chapter broke ranks, recently announcing its split from the party over the issue.

In light of the heated debate in the public domain, persons had expressed expectations that the President would use the occasion to address concerns regarding the issue. In his reaction to the President’s address, Opposition Leader Bharrat Jagdeo was not impressed.

“I said it at the press conference yesterday. This is standard fare for the President. We could have expected another good life speech, opening up the interior, that the forestry sector’s job is to monitor the forests; useless things.

“He has not dealt with any of the major issues affecting Guyanese. Crime

and how he will tackle it, how he will tackle the loss of jobs in our economy, how he will tackle investments. In fact, he said we are attracting more investments, when the reality is very different.

He even talks about projects that were started under the PPP. Does he not have anything original or relevant to say?” the Opposition Leader questioned.

Jagdeo said that while Granger provided a “lecture” on governance and the law, he has in fact been undermining the rule of law. He also noted that the PPP/Civic opted for an active protest in Parliament over walking out, in order to better highlight its grievances to representatives of the international community sitting in the gallery.

In a press statement, the parliamentary Opposition went even further in slamming the President.

According to the Party, the President paid “lip service” to the rule of law in his speech, as it relates to the highly contentious GECOM appointment.

“As usual, the President’s speech consisted of his usual platitudes and patronising sentiments. It did not address the real issues about which the Guyanese people are genuinely concerned at this point in time.

“For example, the unconstitutional appointment of a Chairman of GECOM, job creation, heavy taxation, the lack of investment, the closure of the sugar industry, the neglect of our farmers and miners, the spiralling crime wave and other pressing issues of public importance.”

The Party also called Thursday’s parliamentary sitting “another waste of taxpayers’ dollars”, in light of

the fact that the Government did not deal with any other business on the Order Paper after the President completed his address.

“After a three months’ hiatus and with several issues of national importance pending on the Order Paper, we ex-

pected that the Government would have used the occasion to treat with those matters.”

“However, after the President’s address, the Government side appeared exhausted and were not prepared to continue with the important business of the

National Assembly. So, millions of dollars have been wasted today just to hear President Granger deliver a speech filled with rhetoric, propaganda and which was devoid of substance,” the Opposition Party posited.

UN assists Guyana on rearing Tambaqui

s the Agriculture Ministry seeks to promote the sustainable development of the nation’s fishery resources, the fisheries department is working with the United Nations to encourage aquaculture farmers to rear Tambaqui, a South American freshwa-

ter fish.

Agriculture remains one of the most significant economic sectors in Guyana, contributing some 20 per cent of the nation’s Gross Domestic Product (GDF).

Now that the State is looking beyond the traditional sectors such as sugar and rice, aquaculture,

which is the farming of fish and other marine life, is being cited as one of the fastest growing industries within the sector. To this end, the Agriculture Ministry has collaborated with the Food and Agriculture Organisation (FAO) of the United Nations on promoting the species.

Shirleena Odiff, at a recent event that highlighted the work of the sub-agency, said that the fisheries department was working with aquaculture farmers to rear species beyond tilapia, an already popular selection for Guyanese.

“Tilapia is our common aquaculture species so we are trying to promote Tambaqui. Currently, the aquaculture station in Mon Repos is trying to breed Tambaqui so we can sell the fingerlings to farmers. This is one of our ways of promoting aquaculture in Guyana,” Odiff observed.

Tambaqui is principally found in the Amazon Rainforest and the fisheries officer noted that the species was highly sought after in Brazilian communities.

“It is a very meaty fish and it is the second largest, with exception of the Arapaima, within the Amazon region.”

She further highlighted the economic opportunities that this breed of fish offered Guyana, and also noted that the Agriculture Ministry conducted testing on aquaculture farms in addition to guiding farmers on the required specifications.

“There is a large market for the aquaculture species because we know our big-

gest competitor in terms of tilapia is China, so we are trying to promote Tambaqui in Guyana and seek external markets for it,” the fisheries officer highlighted.

“The aquaculture unit does offer extension services. We do water quality testing on farms and based on the water quality, we would do recommendations and advice; we would also have the technical advisor for digging and constructing ponds,” she further explained.

Fingerlings, also called juvenile fish, are sold to farmers at a subsidised cost.

It was only in September that the Agriculture Ministry collaborated with the People’s Republic of China through the Fujian Institute of Oceanography (FJIO) where 30 local participants benefited from a two-week training session in aquaculture technology.

Guyana 2.0 – Post-2017 Business Summit?

m I the only optimist in the room? Because what I heard at that conference is a fair share of apprehension. Let us start with the business risk and its definition vis-à-vis Guyana.

The Economist Intelligence Unit, who are the experts in this field, defined country risk as “a threat to economic growth or human progress of varying probabilities that are not part of the central forecast”. In layman’s language, this is an understanding of what is actually happening in the economy that the Ministry of Finance fails to recognise and mitigate with progressive public policies. This is where a President ought to be paying keen attention, but do you (the reader) think our pageantry President, Mr. Granger, cares or understands the core fundamental issues?

If one looks at the graph below, which highlights the real GDP (% change from the previous year), we can clearly see Guyana is going in the wrong direction, and this is expected to get worse in 2018, notwithstanding that it has been reported that some G$12 million in billboards have been erected all over the country to showcase the picture of the Minister of Finance in preparation for the upcoming speech.

I sometimes wonder if this man has a secret plan to launch a palace coup to unseat his own president with all his idle theatrics and misrepresentation of the economic facts. But the more important point remains: that if $12 more million could have been found, we could have had an on-the-spot distribution of $1,000 to each public school teacher. That is what a caring Government does!

From my calculation from and reconciliation with the August 2017 figures coming out of the Central Bank, Guyana will struggle to achieve 3% this year. Even if the Minister tries to sell that number in his budget speech, he cannot prove it. Because fundamentally, since he arrived, he has been presenting guess-timate budgets that are off target from the actual numbers. If one reconciles the 2016 budget to the real 2016 performance, it is clear that the 2016 budget figure was misleading and in stark dissonance from the 2016 actual performance. But in the absence of competence, a heavy dose of subterfuge and deception seems to be the game plan of this Granger regime.

ight operations will resume at the Cheddi Jagan International Airport (CJIA)

from today (Friday, November 3).

Operations were interrupted on specific days from October 13, 2017

to facilitate the amalgamation of the existing main runway with a new Taxiway which, when completed, would be able to accommodate parking positions for large aircraft.

“The critical part of the merger has been completed, and aircraft flight operations will be able to resume nightly operations from 18:00h tomorrow,” said Andre Kellman, the airport’s acting Chief Executive Officer.

The entire project, when completed, would see a transformation of the Timehri facility, including a new Arrivals Terminal Building, two boarding bridges with the provision to install additional bridges at a later stage; increased duty free shops; improved parking facilities, and a renovated Departures Terminal.

Berbice High Court criminal session opens

he ceremonial opening of the Berbice High Court’s criminal Session for October 2017 was held with the usual pomp and ceremony in front of the Berbice High Court building on Esplanade Road, New Amsterdam on Tuesday, October 31.

The parade, which included a march past, was commanded by Assistant Superintendent Antonio Federicks, with Inspector Michael Newland as the Parade Inspector. Sergeants Randy Hamilton and Dexter Brandt led the 28-man strong contingent in an impressive display, accompanied by the Guyana Police Force’s Drum Corps.

The Police contingent marched off from Police Headquarters at Coburg Street and Strand, proceeding north along Strand to the front of the High Court.

This situation can be confirmed by the negative terms of trade that I saw highlighted in the latest IMF report. The current account at the end of August 2017 is at one of its worst positions in years, and valuable foreign currency from the international reserves continues to be burnt up. But rather than reforming GuySuCo, there is a determined effort to close down estates that are foreign currency contributors? Am I missing something, or are the policymakers just plainly stupid?

I am again feeling that sinking feeling that I endured as a child in 1984 under the then PNC regime, when the CIA described Guyana as an “economic tinderbox and economic wasteland,” thanks to Burnham. As the loss of confidence in the Granger regime intensifies, the economic risk will expand. As a reaction to this deteriorating situation, I would not be surprised if this Granger regime imposes capital controls before 2020 as the foreign reserves come under further stress.

Knowing this incoming economic missile is now locked on the Guyanese economy, it is imperative that all forces motivate the regime to wake up and do something; do anything to prevent further asset destruction from happening in the private sector. But that requires a pragmatic and sensible macroeconomic strategy, something I am yet to see in action from Minister Jordan. Maybe it was a blessing in disguise that Mr. Jordan skipped the Business Summit, because such ludicrous statements as “no new taxes in the 2018 Budget” would not have gone down well after the backdrop of the heavy tax burden that was imposed in the 2017 Budget.

In the final analysis, it is not too late for Guyana 2.0 to be unleashed, but it requires economic and political leadership on all fronts, something surely lacking in this Granger regime.

He is suspected to have committed suicide According to information received by Guyana Times, Ramnarine had for some time been living alone, after his wife fell ill and reportedly moved out some months ago. Neighbours told Police that the man had seemed “downcast” over the last few days, but neighbours did not read much into the look on his countenance. He was last seen alive on Monday.

That relative found Ramnarine’s door locked from the inside, and this heightened the fear of family members. The Police were summoned and Ramnarine’s door was reportedly broken down; and the body of

The pageant is set for November 25 at the Soesdyke Ball Field, Back Road, East Bank Demerara.

The delegates were selected via a screening process where the best delegates were short listed. The delegates are Emily Nurse, Aultiia English, Aliyah Cort, Carlissa Boyce, Latifa Phillips and Janeil Cumberbatch.

The aim of the pageant is to give young girls on the East Bank of Demerara a chance to boost their self-esteem and more so, to showcase their various communities.

The fourth prize was shared between Avinash Narine and Stanley Rampersaud. Each of the participants were asked to take to the venue a

minimum of 1.5 kilograms (3.3 pounds) of duck meat which must be marinated and cooked at the venue.

They are also required to take along their cooking utensils and ingredients but the organisers provided a ready-to-use stove. The cooking of the meat kick-started at 11:00h and judging commenced at 15:00h.

Apart from the duck curry competition, there were activities for the kids including trampoline, face painting, bouncy castle and others fun games.

After the judging of the competition, the large crown was entertained by Trinidad Chutney singer, Sally Sagram who without a doubt had her fans gyrating to the good vibes.

MoU signed between Guyana, Cuba to strengthen trade relations C uba-Guyana business and trade relations are likely to be further enhanced with Thursday’s signing of A Memorandum of Understanding (MoU) between the Georgetown Chamber of Commerce and Industry (GCCI) and the Chamber of Commerce of the Republic of Cuba in the Spanish island’s capital city Havana. The Department of Public Information quoted GCCI President, Deodat Indar, as saying that the agreement will improve information sharing, enhance expertise and training between the two countries in light of Guyana’s emerging oil & gas and Information and Communications Technology (ICT) sectors.

Indar added that the MoU also brings structure to the ‘unofficial trade’ between the two countries. “A lot of citizens of Cuba are in Guyana and just like we are here and are greeted with opened arms, when they come to Guyana we greet them with open arms and they buy a lot from our busi-

Mahdia barber slapped with fraud charge

29-year-old barber of 111 Miles, Mahdia in Region Eight (Potaro-Siparuni) found himself in hot water before the Georgetown Magistrates’ Courts on Thursday morning, for allegedly spending some $740,000 cash belonging to

someone else.

Unrepresented by legal counsel, the defendant, Keshawn Shu, appeared before Chief Magistrate Ann McLennan charged for fraudulently converting the said money to his own use and benefit after receiving same from

the Virtual Complainant, Ellon Hamilton, on August 25, 2017 in the mining town of Mahdia.

Police Prosecutor Arvin Moore did not object to bail but rather suggested that it be granted in a substantial sum. Accordingly, the Chief Magistrate was inclined to

set bail at $100,000 and had the matter transferred to the Mahdia Magistrate’s Court for January 16, 2018.

Conditions of bail stipulate the accused is to report to the Mahdia Police Station once per week pending the outcome of the trial.

Man charged for choking schoolboy, robbing him of his cellphone …tells court he committed the act because “times hard”

A

former employee of a Royal Castle fast food establishment was on Thursday charged for relieving Zachariah Adams, the Virtual Complainant (VC), of a cellular phone and sentenced to two months in prison after he admitted to the offence at the Georgetown Magistrates’ Courts.

Chief Magistrate Ann McLennan read the allegation which detailed that on October 28, 2017, at Aubrey Barker Road in Georgetown, Kevin Sears robbed the VC of a smart phone valued $19,000 and committed personal violence against the VC during the robbery.

Sears, 21, of Famers Field, Sophia, Greater Georgetown, readily admitted to the offence but claimed that he never used violence on the school boy. According to him, he merely put his arms around the Complainant and requested that he hand over his phone because “times hard”.

While Prosecutor Arvin Moore corroborated the defendant’s version of events, there were some minor discrepancies. According to the Police’s case, the VC was waiting on public transportation in the vicinity of the fast food place after making a purchase when he was accosted by the accused who choked him and demanded that he hand over his cellphone.

In fear of further violence, the boy readily complied and the accused made his escape.

The matter was reported to the Police and an investigation was launched, resulting in the defendant being positively identified by the victim during an identification parade.

“I am very apologetic...,” said Sears while denying the prosecution’s claims that he is a known figure to the Police for similar offences.

Meanwhile, Michael Garraway, a 19-year-old security guard employed at the aforementioned fast food establishment, was also charged in relation to the same matter; for receiving from Sears, one cellular phone, knowing same to be stolen or unlawfully obtained; the property of Zachariah Adams.

Defence counsel for Garraway based his application for bail on the grounds that Garraway had voluntarily handed over the phone to the Police in the presence of his supervisor. According to the defence’s case, Garraway had borrowed the phone from Sears who was a former work colleague to make a phone call. However, by the time he sought to return the phone, Sears had disappeared.

According to the lawyer, Garraway did the right thing by voluntarily taking himself to the Police and handing over the stolen item upon becoming aware of the situation and had no intention of doing otherwise.

Bail was set in the sum of $30,000 and the case continues on November 9.

Port Kaituma-Matthews Ridge road to be completed this month

ehabilitation works on the main corridors and internal roads in Region One (Barima-Waini) are moving apace.

Works on the Port Kaituma to Matthews Ridge road, which commenced in May this year, are approximately 90 per cent completed.

Hinterland Engineer at the Public Infrastructure Ministry, Jeffrey Walcott said the works in Port Kaituma were being conducted in phases and the next scheduled stage –

which would commence in 2018 – would see the continuation from Matthews Ridge to Baramita. “So there would be entire improvement in the community.”

In April, Minister of State, Joseph Harmon, during a post-Cabinet briefing, announced that a contract in the sum of $334.2 million was awarded to International Imports and Supplies, for rehabilitation of roads from Port Kaituma to Matthews Ridge, Phase Two.

Project Foreman Eddy Suwarno explained that rehabilitation works have started from 34 kilometres of Port Kaituma’s road to Matthews Ridge and despite the weather constraints, the road would be completed in November.

According to the Department of Public Information (DPI), Suwarno explained that in cases of emergency, Government officials had previously travelled by plane from Port Kaituma to Matthews Ridge, as a result of the impassable state of the road.

He also disclosed that the company was forced to conduct additional work outside of the contract to mobilise its equipment in order to begin the road works.

Similarly, a contract in the sum of $213.2 million was awarded to KP Thomas and Sons Contracting Incorporated around the same time to rehabilitate the Port Kaituma Road from the airstrip to the Fitzburg Housing Scheme. The DPI noted that based on reports, the contractor has not yet

mobilised and was yet to commence works.

Village Leader for the Falls Top community, Emanuel Henry, is grateful for the works that were completed on the Falls Top stretch of road along the Port Kaituma to Matthews Ridge road.

“The road was terrible since Barama left the area.

When we leave from Falls Top to Port Kaituma it took three to four hours, but now we taking like 25 to 30 minutes; plus, the cost for trans-

portation has even reduced, so we feel a real ease that the road was done and the contractors have done an excellent job.”

Businessman Latchmin Narayan also expressed similar sentiments. He pointed to the fact that business is now booming because of the road. “Before time, we use to walk through mud, but we voted for this and this is what we’re looking for our children and grandchildren.”

Meanwhile, the Ministry

is also rehabilitating roads within Port Kaituma in Region One. Walcott explained, “The distinction between the roads within the community and major corridor is that we’re looking at rigid pavement for the airstrip to Port Kaituma, but within the community we’re trying to maintain the all-weather roads, so, basically, it’s an unpaved surface.”

The Hinterland Engineer is imploring residents to practise responsible use of the roads, to protect them and monitor the weight limit of vehicles traversing them.

He said, “We’re looking at the long-term vision for Port Kaituma, the community which has been neglected for way too long. As part of our plans to develop hinterland regions, we are investing over $700 million in the Region and we plan on investing a lot more so that persons understand that they are part of the nationwide development plan, and our goal is to bridge the gap.”

Govt abused Contingency Fund – hundreds of millions withdrawn despite not meeting legal criteria

he Auditor General’s Report detailing the Government’s conduct of financial activities in 2016 documents a litany of breaches in regard to the Contingency Fund.

It has been revealed that Government had made from the Contingency Fund withdrawals totalling in excess of $900 million; and those withdrawals do not comply with the Financial Management and Accountability (FMA) Act. In his report, Auditor General Deodat Sharma named the Public Infrastructure Ministry (MPI) as the main culprit.

According to a statement of receipts and payments from the Contingency Fund, the MPI was responsible for withdrawals totalling more than $400 million.

It was noted that two withdrawals were made on behalf of the MPI in order to make outstanding payments for works on the controversial D’Urban Park project: $256.7 million on July 14, 2016, and $150 million on April 25, 2016.

The Ministry of Public Health (MPH) was also flagged for making a withdrawal of $63.5 million on

July 21st in order to meet expenses for the controversial Sussex Street bond.

Being rented from Linden Holding Incorporated at a monthly rental of $12.5 million, this bond has in fact been the subject of heated debates in the National Assembly.

During the debate on the 2017 Budget, in December 2016, a parliamentary delegation accompanied by the media had visited the bond and found condoms, lubricants and some unused refrigerators in storage, but no pharmaceuticals and medical supplies.

There have been repeated calls for the Public Procurement Commission (PPC) to investigate this bond rental, which is supposed to come to an end by this year end.

The Guyana Defence Force (GDF) had also withdrawn from the Contingency Fund on May 23 a total sum of $248 million, much of it related to the army’s expenses in support of Guyana’s Republic and Independence anniversary observances last year.

In one instance, $20 million were taken to offset expenses incurred in procuring maps, writing material and ink to “aid in the devel-

opment of orders and other related documents in support of the 46th Republic and 50th Independence anniversary and Operation Dragnet.”

A further $35 million were withdrawn to supplement money needed for the anniversary celebrations, and to service GDF vehicles for Operation Dragnet, a joint services’ intelligenceled operation which was carried out last year.

The sum of $46 million was also withdrawn to service the GDF’s aircraft, which notably became unserviceable over time.

According to the GDF in its response to this observation, “Our Y12 and Skyvan aircraft are unserviceable due to maintenance issues, thus there was an increase(d) need to hire aircraft to satisfy our routine and operational requirements.

“Additionally, funding is therefore necessary for hiring our air, sea and land transportation in support of the 46th and 50th Independence anniversary celebrations and Operation Dragnet”.

The sum of $30 million was withdrawn in order to launder uniforms, and to rent tents and other equipment for the celebrations.

Some $54 million were also taken from the Contingency Fund and spent on the army’s role in the celebrations; in Operation Dragnet; to procure agricultural supplies; to sew uniforms; for medical care for ranks; and for “unforeseen funeral expenses not catered for in our estimates.”

Some $41 million were withdrawn on behalf of the Region Six Regional Democratic Council (RDC), to maintain drainage and irrigation activities.

The report does not record a response from the Ministry of Agriculture, which received $234.7 million on July 28 of last year.

In his statement on the issue, Auditor General Sharma expressed disappointment that, for the period under review, nine advances were granted from the Contingency Fund to meet routine expenditure.

While the Ministry of Finance has noted that it would comply with the law, the Auditor General has recommended that more stringent measures be adopted to ensure full compliance with Section 41 of the FMA Act.

45-year-old businessman of Bartica, Region Seven (Cuyuni-Mazaruni) was arrested after an unlicensed .32 pistol was found on his person during a search by the Police at Falls Top, Bartica on Wednesday around 23:00h.

Police, in a statement, said that acting on information received, they went to a shop and conducted a search on the suspect which uncovered the pistol in his possession.

The suspect is being processed for court.

S President Donald Trump has repeated calls for the suspect in the New York truck attack to get the death penalty. But Trump backed away from his call a day earlier to send Sayfullo Saipov to Guantanamo Bay, saying “that process takes much longer”.

The suspect told Police he “felt good” about Tuesday’s Halloween attack and wanted to kill as many as possible. The 29-year-old allegedly drove a rented pick-up along a Manhattan bike path, killing eight people.

by Police, according to officials. Investigators say he told them he was inspired

Saipov, who appeared in court on Wednesday in a wheelchair, faces federal terrorism charges, which means the Government could override New York state’s ban on capital punishment.

However, some legal commentators suggest that Trump’s comments could be seen as prejudicial to a trial.

Spanish judge has ordered that eight dismissed Catalan Ministers be jailed while they are investigated on potential charges of sedition, rebellion and embezzlement.

The order was issued on Thursday after state prosecutors, who are investigating the leaders over their involvement in the breakaway region’s declaration of independence, requested the ministers be held.

Mireia Boya Busquets, a Catalan MP from the far-left Popular Unity Candidacy party, tweeted “the legitimate government is in prison. This is a fascist state.

If we normalise it we erase ourselves as a people”.

Among those jailed without bail are sacked Catalan Vice President Oriol Junqueras, Jordi Turull, the former spokesperson for the

Catalan government, former Minister of the Workforce Dolors Bassa and others.

The only former Minister who may be released is Santi Vila, the former head of the Business Ministry, pending a 50,000 euro (US$58,300) bail payment.

Meanwhile, a state prosecutor requested a National Court to issue a European-wide arrest warrant on Thursday for ousted Catalan leader Carles Puigdemont and four other sacked Ministers.

Jaume Alonso-Cuevillas, Puigdemont’s Catalan attorney, tweeted that it was a “grand injustice” and a “sad day for democracy”. The Belgian Attorney General told the Spanish news agency, Efe, that if his office receives a warrant for Puigdemont the “law will be applied”. (Excerpt from Al Jazeera)

eople in the Argentine city of Rosario have been holding a vigil in memory of five residents who were killed in the New York truck attack on Tuesday. The five victims were part of a group of 10 friends celebrating the 30th anniversary of their graduation from college with a trip to the US city.

Candles were lit outside their former college

and flags were flown at halfmast.

Relatives of the victims have travelled to New York to retrieve their bodies.

Many of those who lit candles in front of the General San Martín polytechnic college expressed their dismay over what had happened to the school’s former students.

“They went to celebrate life and they met with death,” an official from the

college said. The 1300 students of the college gathered before class on Wednesday to hold a minute’s silence.

Former students Hernán Diego Mendoza, Diego Enrique Angelini, Alejandro Damián Pagnucco, Ariel Erlij and Hernán Ferrucci were killed on Tuesday when an Uzbek immigrant drove along a bike lane in Lower Manhattan mowing down cyclists and pedestrians.

Another former student of the polytechnic was injured in the attack. Martín Marro, who lives in Boston, is recovering in hospital. The group of 10 had planned the trip to New York to mark the anniversary of their graduation in 1987.

he Double Taxation Agreement (DTA) between the Government of Barbados and the Italian Republic has entered into force.

The instruments of ratification for the Convention for the Avoidance of Double Taxation with Respect to Taxes on Income and the Prevention of Fiscal Evasion were exchanged by Barbados’ Industry, International Business, Commerce and Small Business Development Minister, Donville Inniss, and Ambassador and Special Envoy to the Caribbean of the Italian Republic, Paulo Serpi.

A statement from the Ministry said the entry into force of the Barbados/ Italian Republic DTA represents not only Barbados’ firm strides to expand its treaty network, but it also signals the country’s willingness to foster closer ties with Italy and the

European Union in particular.

The Ministry says the Government intends to vigorously pursue the expansion of its treaty network in 2017 and beyond. To date, Barbados has 37 DTAs with the Caribbean Community, the United States, Canada, United Kingdom, Finland, Norway, Malta, Sweden, Italy, Switzerland, Cuba, Venezuela, China, Mauritius, Kingdom of the Netherlands, Republic of Seychelles, Republic of Mexico, Panama, Iceland, Czech Republic, Bahrain, Singapore, Czech Republic, United Arab Emirates, Qatar and San Marino.

The Barbados/Italy DTA now brings the number of agreements to 38.

fast-track court in India has sentenced two men to life in prison for raping their 10-year-old niece, who gave birth to a baby girl in August. Both men are the child’s uncles. They were convicted of raping her on Tuesday. The girl’s pregnancy was discovered in mid-July when she was taken to hospital after complaining of a stomach ache.

The second uncle was arrested after the baby’s DNA sample did not match that of his older brother, the first suspect. The older uncle’s trial took a month, while the younger uncle was convicted in a remarkable 18day trial. The harrowing case of the 10-year-old victim has made headlines for weeks, both in India and globally.

The girl was not aware of her

pregnancy, and was told her bump was caused by a stone in her stomach, says the BBC’s Geeta Pandey in Delhi. She gave birth in August and the baby was given away to child welfare authorities for adoption.

The girl initially told Police and child welfare activists that she had been raped several times in the past seven months by the first uncle, who is in his 40s.

The girl’s father had told the BBC that the first uncle had not denied the charges against him. Police also said he had admitted to the allegations. But after his DNA test results did not link him to the baby, Police began searching for more suspects – and arrested the second uncle in September. A DNA test confirmed that he was the baby’s father. nited States quarter mile legend Michael Johnson has revealed that he advised recently retired sprint star Usain Bolt to end his career after the high of the 2016 Rio Olympics.

The 31-year-old double world record holder did eventually call time on his career following this summer’s London World Championships, but things did not go to plan for the sprinter’s swansong. In the final individual race of

his career, an out of sorts looking Bolt had to settle for bronze behind longtime American rival Justin Gatlin and rising star Christian Coleman. There was also a disaster in the final race itself, a 4x100m relay, which saw the runner pull up midway down the final stretch on the anchor leg for Jamaica after sustaining a hamstring tear.

“I spoke to Usain and advised him to stop after Rio,” Johnson said while speaking on Indian television show

‘Royal Stag Barrel Select Perfect Strokes’. He went on to imply that Bolt’s ability to hit peak stride likely came down to a matter of motivation.

Despite receiving precious little corporate support, the quartet will be making the trip as its members were able to secure their tickets at great personal sacrifice. Fortunately The Barbados Cycling Federation will stand their accommodation and eating expenses.

cyclist, having had relative success at the Junior World Championships last month.

However, Dey has been tearing up the roadways, enjoying top six finishes in the last few cycling meets in Guyana. Nigel Duguid is also in good form, and it will be to the trio’s advantage if they work as a team in the 100-kilometre race in Barbados.

Meanwhile Jonathan Ramsuchit, Guyana’s leading Juvenile rider, will face 70 kilometres of road without any teammate or partner. However, Ramsuchit is more than capable of handling himself, and will be looking for a finish in the top 10 at least.

he National Men’s and Women’s Hockey teams leave Guyana’s shores today seeking a spot at the Central American and Caribbean (CAC) Games. To achieve this goal, first have to finish in the top two at the CAC Qualifiers being hosted by Jamaica from Sunday

(November 5).

The female squad has seen some of its more senior players retire just after the Pan American Championships, while some are unavailable due to work commitments.

However, some of the seasoned veterans still remain, and will make up the core of the team. Among them is Captain Trisha Woodroffe,

who doesn’t seem to age at all, being as nimble as ever on the field, and often being the engine of the team.

Complementing Woodroffe would be the ever dangerous Gabriella Xavier, Marzana Fiedtkou, and the young prodigy Aliyah Gordon. The latter suffered an injury in the Pan American Championships, but has bounced back quickly, and will be looking forward to making the CAC Qualifiers in

Jamaica her launching pad as she seeks to make that transition from potential to greatness.

Meanwhile, the Men’s team retains almost the entire squad from the Pan American Championships, and will be led by Captain Robert France.

France was Guyana’s leading goal scorer at the Pan Ams and will be looking to continue that rich vein of form. After the Guyanese men missed out on a podium spot on home soil, France had revealed that there were some areas that he thought they needed to work on. One of those key areas was maintaining concentration over a sustained period. France pointed out that in his side’s games against Argentina and Canada they had defended well over long periods, before lost concentration and made defensive errors, which allowed the oppo-

Sport enthusiasts and hockey fans will be hoping that those issues have been looked at as team Guyana bids for success abroad.

Playing at Cumberland Ground in Canje, the hosts, batting first after winning the toss, amassed a massive 297 for 7 off their allotted 40-Overs. Jeron France and Ricardo Ramdehol added 28 for the first wicket before the latter was trapped leg before for 10.

West Indies sealed a first Test series victory in three years but half-centuries from man of the match Sikandar Raza and Regis Chakabva salvaged a draw for Zimbabwe at Queens Sports Club.

The Windies look destined for a 2-0 whitewash when Zimbabwe were reduced to 46-4 on

day four – trailing by 76 – but all-rounder Raza (89) and Regis Chakabva (71 not out) dug in to end the hosts' 10-match Test losing streak in Bulawayo.

The signature event of the Guyana Motor Racing and Sports Club (GMR&SC), which also hosts the final leg of the Caribbean Motor Racing Championships (CMRC), will take place on

compass racing on both Saturday and Sunday, according to the GMR&SC. "We Believe" Cancer Awareness female futsal tournament closes off with a bang – Pearson crowned MVP

he inaugural “We Believe” Female Futsal tournament in honour of Cancer Awareness Month closed off with some high intensity action on Tuesday evening at the National Gymnasium.

In the opening game, Team Bibi Ali came up against Team Francine Leitch, and the latter prevailed 3-2. Amerja Mc Pherson, Shanya Daniels and Amanda Clarke scored a goal each for the winners, while Gabrielle McCloud and Alicia Jackman scored for Team Ali. Team Ena Persaud ran riot against Team Mayers, thrashing them 8-2. Lakesha Pearson netted a hat-trick, Tiandi Smith a brace, Shennel Daniels and Teryka Joseph a goal apiece for Team Persaud, while Shamika Marcus netted Team Mayers’s two goals.

Teams Anjuli Beharry-Strande and Evette Bunbury played out an entertaining 2-2 draw.

Joanna Archer and Natalie McCloud scored for the Beharry-Strande, while Anastacia Hersham grabbed a brace for Team Bunbury.

uyana Jaguars all-rounder Sherfane Rutherford grabbed career best figures of 6-32 to architect the demise of Windward Volcanoes in their second round clash of the 2017/2018 Cricket West Indies (CWI) Digicel Regional 4-day championship at the Darren Sammy National Cricket Stadium in St Lucia on Thursday.

The medium-pacer in just his third First-Class match played a leading role in limiting the home side to 151 all out in 50.4 overs which the Jaguars are 1174 in response, still trailing by 34 runs at stumps on the first day.

rganisers of the Guyana Softball Cup 7 on Thursday received corporate backing from Regent Street store WJ Enterprise, to ensure the three-day tournament is a success.

The company made its contribution during a simple handing over ceremony on Thursday, with representative Teresa Naraine expressing how delighted the establishment was to support the premier softball cricket event in Guyana.

President of the Guyana Floodlights Softball Cricket Association, Ramchand Ragbeer, has said the organising body is extremely grateful for the support of companies like WJ Enterprise. He noted that corporate support is crucial in helping to run off a tournament of the magnitude of the Guyana Softball Cup.

Floodlights Association Vice-president Reyaz Hussain echoed similar sentiments, adding that all systems are in place for another successful competition.

Hussain said the Floodlights Association is always looking at ways and means of making the tournament attractive, and this year is no different. In addition to the final of the Under-13 hardball competition between Blairmont and GCC being part of ‘Finals Day’, lighted bails will be used for the softball games for the first time in the tournament’s history.

The tournament, which will feature teams from Guyana, Canada, Florida and New York, will take place from November 3-5.

It will involve teams competing in the Open and Masters categories.

On the final day,

November 5, three lucky patrons and a partner each will have an opportunity to win trips to local resorts: Arrowpoint, Aruwai and Baganara. The trips have been made possible by Survival Group of Business, and its representative, Mark DeFreitas, was pleased to announce the entity’s continued partnership with the organisers.

On November 5, action will bowl off at 10:00h with the female 10/10 final, followed by the final of the Under-13 20/20 hardball competition between Blairmont and GCC at 11:45h. The Masters final will start at 15:00h and the Open final at 18:00h.
