F

ive prisoners are on the run following the Camp Street Prison break that occurred on Sunday around 16:45h.

Among the five convicted prisoners are Mark Royden Durant called “Royden Williams” and “Smallie”, who has been sentenced to death for both the Lusignan and Bartica massacres.

During a press briefing on Sunday evening, Director of Prisons, Gladwin Samuels revealed that Williams and the other escaped inmates reportedly used the other prisoners at Camp Street to start several fires in the penitentiary, as a distraction to assist with the prison break.

Samuels said based on that report, he ordered the officers to follow the Standard Operating Procedures (SOPs) and to commence evacuating the prisoners to a safe location. There were 1018 prisoners at the prison at the time of the incident.

According to Samuels,

during that process, some six officers were injured.

One officer identified as Odinga Wickham, succumbed to his injuries while receiving treatment at the Georgetown Public Hospital.

Two other officers are said to be critical, while the three others were stable up to press time.

Based on the magnitude of this major security issue, the Security Council was activated where members of the Joint Services met with Commander in Chief of the Armed Forces, President David Granger and Public Security Minister Khemraj Ramjattan to decide on how to respond to the dilemma.

While it is still not clear what was the motive behind

the fire and prison escape, Samuels said that he was informed that Durant wanted his freedom and used the opportunity to escape.

When questioned as to why there was a second prison riot at Camp Street in less than one year, Samuels deflected from answering the question and went on to state that some of the recommendations from the Commission of Inquiry (CoI), which was initiated after the first prison riot, have been implemented.

However, he admitted that there was slow progress in getting the capital for the projects. This may have served as one of the hindrances that led to the prison break and fire.

Samuels said the evacuated prisoners were taken to the Lusignan and Mazaruni Prisons. While the security officials have admitted that capacity is limited at these prisons, they said that the temporary relocation will suffice, at least for the next 24 to 72 hours. At present, the prisoners are currently at Lusignan in an empty compound. However, they were provided with water and given mobile toilet facilities.

Chaos at GPHC

Mass chaos and panic rippled through the city of Georgetown on Sunday afternoon after inmates of the Camp Street Prison started an inferno, as a distraction for what appears to be a planned jail break, gutting nearly the entire facility.

The events that unfolded resulted in the death of one prison officer, 30-year-old Odinga Wickham, while six others were injured. These officers sustained gunshot wounds, along with chop and stab wounds about their bodies. Several of Wickham’s internal organs were damaged as a result of the gunshot wounds to his chest and abdomen. Despite the efforts of doctors to repair the organs and the provision of several pints of blood to resuscitate him, the 30-year-old man reportedly bled to death on the operation table.

Among the other injured men was a senior prison officer, who was the offi-

cer-in-charge on the ground.

He has been identified as Ewart Trim and is nursing severe chop wounds to his skull. After being treated and stabilised at the Georgetown Public Hospital Corporation (GPHC), he was then transported to a private city hospital for a CT scan to be conducted.

Additionally, three prisoners had to be hospitalised for non-life threatening injuries, while five of them managed to escape during the chaos. Two of the prisoners were shot while attempting to escape; they were admitted at the Hospital in stable condition.

So far, authorities have identified among the five escapees: Durant and Uree Varswyck, called Malcolm Gordon, who was committed to stand trial on two counts of robbery/murder, one of which is the 2014 Sterling robbery in which a security guard was shot dead.

Fire distraction

Sunday’s incident commenced some time around 14:30h when the inmates started the fire. This served as a distraction as the inmates made their way into the administrative building in the compound, ambushing the officers there.

Guyana Times understands that the inmates held the female staffers in the admin building, but subsequently released them, saying “we nah gon do y’all nothing”. One prison officer had said that the inmates were being held in rooms under the arms section and so they made their way into the arms room by removing the boards of the flooring/ceiling.

By this time, sheer panic had ensued within the prison compound between inmates and prison officers.

Guyana Times witnessed at least three quarters of all the wooden buildings which make up the Camp Street Prison being engulfed in flames, even as firefighters attacked the blaze in their numbers.

ExxonMobil to relocate onshore base from T&T to Guyana

T

he recently appointed Country Manager of ExxonMobil in Guyana, Rod Henson, has announced that that company will be relocating to Guyana its onshore operations -- used for support services -- from neighbouring Trinidad and Tobago, where they are currently based.

Henson made the announcement over the weekend during an outreach in Corriverton, Berbice as part of Guyana’s application process to join the Extractive Industries Transparency Initiative (EITI) based in Oslo, Norway.

Henson was at the time engaging a Berbice businessman who was looking to query what, if any, interest ExxonMobil held in Crab Island in light of word that an onshore base would be established there.

According to the businessman, with sugar facing its demise locally, young people were looking to the emerging oil-and-gas sector in hope of acquiring jobs, but were unclear as to what exactly is being proposed for that island.

Natural Resources Minister Raphael Trotman has indicated that Government is examining the possibility of establishing on Crab Island an onshore base costing some US$500M, but Opposition Leader Bharrat Jagdeo has repeatedly dismissed the claim as a fallacy; and while ExxonMobil had publicly declared its disinterest in building such a facility, Henson had indicated a route the company could use to establish a shore base for support services in Guyana.

Henson had, however, been quick to point out, “Our development is offshore; that’s where we have a lease from the Government, and that’s where we are developing.” Nevertheless, he had also said: “We require shore bases.”

He had explained that some amount of development requires support services onshore, but had also stated that the company’s facilities are currently located in Trinidad and Tobago.

He had told participants it was not a case wherein ExxonMobil would be looking to build a facility for its support services, but would rather put out tenders and anyone interested in providing the shore base services could present a proposal.

In relation to the Crab Island proposals, Henson explained that ExxonMobil would not, in any way, dictate where the base should be located in Guyana; but insisted that the “next shore base has to be in Guyana.”

Realistic constitutional change

T

he launch of the “Reform, Inform, Sustain, Educate” (RISE) movement -- a group of citizens ostensibly drawn from outside the two major political parties, the PPP and PNC, to press for “constitutional change” -has once again brought to the fore the vexed question of moving our politics out of the zero sum parameters in which it has been stuck for more than half a century.

The PPP government had initiated the process of constitutional change as early as 1995, when a Constitutional Reform Commission (CRC) was formed and hearings were held across the country as well in a Parliamentary Select Committee.

The process was interrupted by the 1997 elections, which the PPP won, according to all foreign and domestic observers. The PNC, however, claimed the poll was flawed, and launched massive street protests that segued into ethnically-directed riots and violence. The Caricombrokered Herdmanston Accord of Jan17, 1998 included an agreement to complete the reform of the 1980 Constitution.

A new 20-person CRC acceptable to all Parliamentary parties was assembled. It included individuals drawn from the widest possible cross-section of society. For six months, the CRC conducted hearings and took submissions from every Guyanese individual or organisation that expressed a wish to do so. Their more-than-4000 submissions were reviewed by a Parliamentary Joint Select Committee, which then winnowed out and furthered 182 recommendations (drawn from 32 subject areas) to the Oversight Committee of the National Assembly. The final changes were approved unanimously, in 2000, by all the parties in the National Assembly, including the PNC. This question must be raised: why, after 182 alterations were made to the 1980 Constitution, are there now new demands for changes?

The most criticised feature of the 1980 Constitution had been the powers allocated to the Presidency: The President was a de facto dictator who, for the first time in the history of the Commonwealth, had complete veto power over legislation. He could be president for life, and could hire and fire at will most public officials (Art 232), and determine the length of tenure of others whom he might not have even appointed. In the new Constitution, the powers of the President were diminished considerably, while those of the Opposition Leader and the Parliament were increased.

The President’s power to fire was restricted only to those individuals not appointed by the Service Commissions, but the incumbent has now challenged this rule. On those offices he created, if their salaries are charged to the Consolidated Fund, the appointments must be reviewed by the National Assembly; but this requirement has lapsed.

In critical constitutional appointments, such as the Commissioner of Police, the Chancellor of the Judiciary and the Chief Justice, the Opposition Leader’s agreement is necessary for confirmation. It is for this reason that some constitutional offices have been occupied by individuals in an “acting” capacity when there is no agreement. But experience has shown that all of these changes are still tested by Executive overreach when the consultation has reverted to being perfunctory.

The Elections Commission had been the vehicle for rigging elections in the past, but the President had to now appoint its Chairman from a list submitted by the Opposition Leader. But this is now being challenged by the President, who has insisted on arbitrarily defining the constitutional stipulations. It is clear that the powers of the Presidency have to be further curbed as a threshold issue; even the APNU/AFC Manifesto demanded this.

There is no need to initiate wider changes at this time, since many of the other claimed “shortcomings” of the Constitution are actually the result of Executive overreach.

RISE should not get caught up in trying to create a utopia via “constitutional change”, but merely put pressure on the Government to implement what it has already committed to in its manifesto and reiterated in the strongest possible language by the Prime Minister in the post-election period: reduce the powers of the Presidency in the areas he has been abusing them.

We have travelled that path before

Dear Editor, Over the last two years, the APNU regime has changed the course that our country was on: open, free and democratic; and has been pursuing policies that are taking us to dictatorial rule.

We have travelled that path before -- during the post-Independence period, particularly in the 1970s; therefore, we are easily able to detect the signs and recognize the policies and ploys as we rapidly descend into authoritarianism.

The case involving the former Attorney General and Minister of Legal Affairs is the most recent, albeit clearest, indication of the rot taking place in the democratic fabric of the society. Indeed, this regime is taking a non-issue and trying to create the impression that some gross criminal act has been committed -- a total and malicious fabrication! And why? Simply, in my view, to silence, intimidate, and drive fear in the minds of those who dare speak out in criticism of this Government.

After the November, 2011 General and Regional Elections, Mr. Anil Nandlall was offered, and accepted, the position of Attorney General and Minister of Legal Affairs.

Before he accepted the appointment, he informed me that he had been subscribing to the Law Reports of the Commonwealth since

2003, and his subscription used to be paid from his private law practice.

He expressed a desire to continue the subscription, and asked if the Government would pay this subscription fee, since he would no longer be in private practice.

As President, I agreed to Mr. Nandlall’s request.

Indeed, it was not a big decision, since all ministers had a budget from which they subscribed to many periodicals or purchased books or reading materials relating to their work and for general knowledge.

Indeed, at the Office of the President, I inherited the same type of arrangement, which I am sure that President Granger now enjoys.

I read former Prime Minister Sam Hinds’s writing in the press and learned that he enjoyed similar facilities during all his years at the bauxite company, both under foreign and local ownership.

The books or periodicals acquired under those arrangements were always considered the property of persons for whom they were intended. Now we see this Government taking the petty position that those books are the property of the State.

Even publishers of the reports, Lexis Nexis, confirmed that Mr. Nandlall was the subscriber, and never the Government of Guyana.

Despite all of this, Mr.

Nandlall was charged and dragged before the court.

He pleaded not guilty, and the case is presently on-going in the Magistrate’s Court. So far, two witnesses were called and gave evidence.

In order to prevent SOCU from seizing his property, Nandlall applied for, and obtained, a conservatory order from the Chief Justice (ag) of the High Court, restraining members of the Police Force, including SOCU, from seizing his books.

One would have thought that the Police Force would now stand down and await the outcome of the case.

Not so with this vindictive regime.

Even though the court order is still in effect, the Police again applied for, and obtained, a search warrant for those very books in Mr. Nandlall’s possession. The ground that they used is laughable, and would have really been comical had it not been so tragic. They claimed that they are looking for fourteen (14) ‘Law Reports of the Commonwealth’, and not fifteen (15) ‘Commonwealth Law Reports’ for the years 2012 to 2015, as is stated on the conservatory order which restrained the Police from entering and taking Nandlall’s property.

Can you imagine the effort, costs and resources this no-case is expending?

At the same time, this very APNU regime has giv-

en scholarships to two of its ministers, costing taxpayers millions of dollars while paying the ministers full salaries; they pay half million each as rentals of mansions with swimming pools for junior ministers to live in.

The personnel in the regime lack shame, and are displaying a viciousness known to be associated with small-minded persons and petty dictators.

It is a shame that members of the Police Force would allow their professionalism and integrity to be compromised to such a state that they acquiesce with the regime in such a manner. It is obvious that they have succumbed to political control and manipulation.

It is also a crying shame that another warrant could have been issued on such flimsy grounds that even the magistrates now seem to be intimidated.

What does this tell us?

Clearly, these important institutions are being transformed from independent institutions of the State to becoming institutions of the PNC/APNU regime. They have compromised their constitutional positions and are being transformed into tools of oppression of the APNU regime. It used to be the PNC flag in the bygone years; now it is the colour green!

Guyana could earn $45B annually from oil industry – profits will only fill gaps in Govt’s budget, says financial expert

ith production set to begin in mid to late 2020, Guyana is poised to make huge profits from the oil industry, with the country projected to produce an estimated 100,000 barrels of oil per day.

Annual profits, based on an average price of US$50 per barrel, could reach some G$45 billion annually, says overseas-based Guyanese financial analyst and columnist, Sasenarine Singh.

Singh said this figure was based on his assessment of the recent International Monetary Fund (IMF) report on Guyana, which stated that the revenue-sharing agreement sets the Government’s share at 50 per cent of “profit oil”.

The IMF has further stated that 75 per cent of total oil revenues will initially be allocated for cost recovery, and the Government’s share will be 12.5 per cent.

Singh said based on his understanding of how the oil recovery mechanism would work, this can be the status quo for approximately 10 years.

While admitting that it may be difficult to predict what the price for oil would be in the next 10 years, Singh told Guyana Times that based on demand and supply trends, the price of oil would not change significantly unless there was a major war, for example in Syria or Korea, in which the United States put boots on the ground.

At present, the sup-

ply of oil remains high even with the recent cuts by the Organisation of the Petroleum Exporting Countries (OPEC). However, the potential supply of oil is not under threat because of the current expansion in the fracking industry in the United States, Singh said.

He acknowledged that the demand for oil was stagnant and was expected to decline, because most of the developed countries were now moving towards converting from petrol-fuelled motor vehicles to hybrids.

In fact, many countries, particularly in Europe, have set serious targets to convert to hybrids starting from 2019.

Singh, a former executive member of the Alliance For Change (AFC), also noted that the demand for fossil fuels in general was stagnant. “So, this is why I am convinced that the price for oil at US$50 is not an alien price albeit it is difficult to predict the price for oil 10 years from now….”

However, he also stressed that the law of demand and supply dictated that the price for oil would not return to US$100 in a long time.

But Singh says while Guyana will profit from this new sector, he is convinced that Guyana may not be able to use those funds effectively based on several factors.

“So, if all of our traditional sectors, or as we call it the six sisters, were working as per normal, then that would have been a bonanza for Guyana. But the mere fact that by the end of 2020, the sugar industry is going

Notes on prejudice Dear Editor, I do not think that I am alone in feeling that our society is beset and besieged by all sorts of prejudice, buttressed by a dangerous arrogance in the belief that anyone of us is right or has the answer to all the vile issuance of pre-conceived notions of what is at the root of our current socio-economic problems. In this regard I was most impressed with the thoughts of the famous Professor Isiah Berlin in his essay on ‘PREJUDICE’ as reproduced in his publication on “LIBERTY”. I do not feel qualified to paraphrase Prof.

Berlin but believe that a faithful reproduction of his brilliant thoughts on this crucial subject will be helpful to us Guyanese as we strive to forge ahead as an independent society. I therefore commend the following to my fellow Guyanese: “Few things have done more harm than the belief on the part of individuals or

groups (or tribes or nations or churches) that he or she or they are in sole possession of the truth; especially about how to live, what to be and do….and that those who differ from them are not only mistaken, but wicked or mad: and need restraining or suppressing. It is a terrible and dangerous arrogance to believe that you have a magical eye which sees the truth and that others cannot be right if they disagree.

Compromising with people with whom you don’t sympathize or altogether understand is indispensable to any decent society….nothing is more destructive than a happy sense of one’s own or one’s nation’s infallibility.

Another source of avoidable conflict is stereotypes; tribes hate neighbouring tribes by whom they feel threatened, and then rationalise their fears by representing them as wicked or inferior or absurd or despicable in some way.” I humbly commend these thoughts, as succinctly expressed above, to my fellow Guyanese.

Filling gaps

On that note, Singh criticised the coalition Government for its inabili-

ty to expand and bring any new value-added investment to these traditional sectors such as new distilleries, ethanol factories and so on. If these were happening, Singh said, the oil money would have been a real back-up for the down times.

But because of the alleged mismanagement of the economy by the Government, these oil funds will have to be depleted from day one to fill the gaps in future budgets.

“So, this oil money won’t contribute to the kind of expansion that is expected. And then we also have to remember that oil is not a permanent inflow. It’s not going to be here forever, but yet we cannot hear from Team Granger on their plans for downstream activities like an oil refinery or even a small-scale petro-

chemical industry. There is no way we should be counting on oil as a long-term revenue stream, but we should develop a petrochemical industry that make fertilisers and so forth. But that takes vision.”

He said when the Government speaks of a Sovereign Wealth Fund, it is just an academic proposition, because the administration is unclear on many issues with respect to managing any oil funds.

Further, he said that the coalition Government “is making a huge mistake in not bringing stability and expansion to the traditional sectors and the emerging economy”.

Clarity

Guyanese have been paying keen attention to the discussions about the oil sector. Singh said there must be some clarity on the issue from the Natural Resources Ministry so that the normal Guyanese man and woman could under-

stand what Guyana would gain and what the company would gain from the oil industry here.

He emphasised that based on the agreement signed between Government and ExxonMobil, the US oil giant would recover its investment upfront. In fact, there are two sets of funds that will be taken out of the oil revenues before Guyana can actually get its share – “the depreciation cost for the initial investments and the current operating cost for rigs”.

“All that money has to be fully recovered by ExxonMobil by something called a depreciation model,” Singh said.

According to the IMF 2017 Staff Report, 75 per cent of total oil revenues will be extracted by ExxonMobil for those costs.

Of the 25 per cent left for distribution, based on the 50/50 sharing agreement, Exxon will get 12.5 per cent and Government 12.5 per cent.

How do parents model exactly what they don’t want?

If you see behaviours in your child that bother you, first look within

I

t’s not simply ironic.

It’s terribly sad. And at times it’s nothing short of tragic. When parents haven’t resolved their deeper psychological issues, or broken their bad habits, they’re likely to pass them on to their children. So what they’re still struggling with can become their offspring’s ordeal as well.

If you’re a parent, perhaps the examples I’ll offer below will give you some fresh insights into what till now may have represented your blind spots. For if you’re able to accurately identify – and find a way to heal or correct – your all-too-personal problems, you’ll be far less susceptible to burden your children with them.

This post is about unintentional, counter-productive modelling.

And such modelling can relate either to (1) transmitting your unremedied problems onto your children, or (2) influencing them negatively through lifestyle practices they can hardly help but pick up on (and uncritically follow).

What research has repeatedly demonstrated is that visually “dramatising” a negative action – or reaction – carries much greater influence than merely ver-

balising a positive one. It’s no coincidence that one of our most well-known idioms is “Monkey see, monkey do.”

Wikipedia is spot on when it speaks of this expression as an “act of mimicry usually with limited knowledge and/or concern for the consequences.” So, just as children adaptively learn lan-

guage through imitation, if they regularly hear their parents cursing at one another in angry, conflictual situations, those raging parents may unwittingly be prompting their kids, maladaptively, to do likewise.

Moreover, and complementary to this primate-based adage, consider the familiar expression: “Do as I say, not as I do.”

That all-too-common parental directive assumes that a child will be, or at least should be, more influenced

by what the parent is lecturing about than by their manifest behaviour, which displays just the opposite.

But unfortunately this dictum runs contrary to how the human psyche usually operates. Personality theorists have frequently noted that covert, non-languaged messages are more memo-

rable, and impactful, than forthright ones. And this is especially true if the barely disguised message is constantly reiterated.

Understandably, all parents make such mistakes, particularly when they’re provoked and their emotions overwhelm their rational faculties. Perfection here (and elsewhere) is a practically unattainable ideal, and you needn’t worry that unthinkingly modelling something adverse will inevitably result in lasting harm

to your child. Besides, much negative modelling is fixable. So, for instance, if after a heated argument with your spouse, the one who overreacted apologizes for losing their temper, then kids will learn that though mistakes are inevitable, taking responsibility for them and apologizing can effectively get them resolved.

If, in fact, you have a child who stubbornly refuses to say they’re sorry for a wrongdoing, is it possible that not apologizing has accidentally been modelled for them? That maybe you yourself have a hard time letting go of your (possibly wrongheaded) viewpoint and admitting defeat, and they’ve simply “inherited” this de-

Plus, if you and your partner don’t know how to resolve conflicts (and can only recycle them), your kids are likely to learn that conflicts just aren’t resolvable— that they can be periodically vented, but without ever moving beyond them. And because such patterns tend to be intergenerational, you might ask yourself how often your parents were able to reach workable solutions when they fought with each other.

Let me provide two sets of examples, starting with a few illustrating the monkey maxim: If you’re an anxious parent prone to worrying and generating worst-case scenarios, you’re giving your

While there’s no foolproof way to stay on top of your career without missing out on valuable family time, there are some ways you can maintain a healthy and sustainable balance between the two. Here are three simple strategies that may work for you.

Set boundaries between your work life and home life

Lots of people answer emails and work on projects after they’ve gone home for the night, but if you do this, you might feel like you never left the office to begin with. While you might not always be able to clock out at five on the dot, do your best to leave your work behind when you go home. Spend your free time relaxing with your loved ones and doing things that recharge you. This change might feel awkward if you tend to be a workaholic; but remember, you won’t do yourself or your boss any favours if you burn out from working too much – so take a break.

Connect with your family through routines

Stay close to your partner and children by creating daily routines that

Can you see how easily such emotional messaging might condition a child to also become a pessimistic worrier (added to whatever genetic disposition they might already have to take your lead)?

Get up twenty minutes earlier in the morning to have a cup of coffee with your partner, or start having dinner with your children every night.

Creating regular family routines can help you appreciate the ordinary aspects of life.

Carve out time to be together

Prioritise your family on the weekends and during your vacations by planning special things to do together. Keep it close to home with a board game night or backyard barbecue, or take a road trip together and explore a new city. You could even designate one day a week to do a family activity like hiking or volunteering.

Balancing work and family is often just a matter of managing your time well and making the most of the moments you have with your loved ones.

Doing this may not be easy, but it’s always rewarding.

NICIL Special Purpose Unit

Govt accused of creating ‘slush fund’ to hire friends G overnment has come under severe criticism from the Opposition for requesting $130 million to be used as a subsidy for the establishment of a Special Purpose Unit at the National Industrial and Commercial Investments Limited (NICIL) -- to assist with the divestment of the Guyana Sugar Corporation (GuySuCo).

Former Junior Finance Minister Juan Edghill has opined that the purpose of establishing this unit is to create employment for special people who are already earmarked for these jobs, and it is only a matter of time before the Government names those people who will take up the top positions.

Edghill recalled asking Finance Minister Winston Jordan, on Friday in Parliament, why the extra-budgetary agency NICIL would be allowed to receive funds for such an activity, when in fact the unit is being set up within NICIL. The excuse proffered was that NICIL does not have the finances to create the unit.

Edghill has described the unit as basically a “clearing house” to sell off GuySuCo’s assets. He told Guyana Times that he doesn’t see the need to have a special services unit, because there is already the Privatization Unit within NICIL, and NICIL is a legally established company.

“But I suspect what would have happened is that they have gone so much after NICIL while in Opposition that they

are now ashamed to have NICIL used as the tool for privatization, divestment, and alternative investments as well as private-public partnerships,” he opined.

Setting up a unit within NICIL, which is basically NICIL, Edghill said, doesn’t make any logical sense.

Government has revealed that three top positions would be created within this unit, and an audit firm would be hired.

Edghill, however, has pointed out that NICIL already has a chief executive officer and a deputy chief executive officer, whose skills could have been utilised.

“NICIL already has a structure, but if they use NICIL’s structure they can’t employ their top friends and pay them huge amounts of money, because if 60 percent goes towards employment, that’s $18 million,” he said, adding that

each of the three top people would be paid in excess of $1 million per month. “(They are) creating these positions to give jobs to their friends; so $60 million is also earmarked for professional fees, which will be used to pay an international auditing firm.

Some 20 vehicles will be purchased for the unit, and $2 million (will be expended) to fix office space in GuySuCo facility.”

The former minister opined that creating a unit of NICIL to be housed at GuySuCo is another issue that must be explained. “The question was already asked: if GuySuCo does not have the facility to do its own divestment. But this venue for the Special Service Unit is to hide the true intent of what they want to do,” he claimed.

Reference was also made to the controversial Durban Park Project which has cost Government millions of dollars. Edghill reminded that the finance for that project was disbursed from the Public Infrastructure Ministry. He said a comparison could be drawn between the unit at GuySuCo and the new department that is being opened at the Ministry of the Presidency on innovation and education reform.

That unit is expected to have a director who will be paid $750,000, far more than what is being paid to the Chief Education Officer (CEO) at the Education Ministry. The deputy director, on the other hand, will receive a monthly salary of

$500,000.

“So, you are paying a man for education reform and innovation more than the CEO, who is responsible for the formulation of policy as it relates to education management and development. So these bodies being created are jobs for the boys. It is what I would want to call, in its lowest form, a slush fund,” he detailed.

Minister Jordan had explained that the purpose of the Special Purpose Unit under the rubric of NICIL will be for the divestment and privatisation of certain parts of GuySuCo. “This is a Special Purpose Unit designed purely for what

I indicated… the focus of this Unit is privatisation and divestment of identified assets, one of which is Skeldon Estate; that is their top priority,” he explained.

The Finance Minister told the House that other identified properties will soon be transferred to the Special Purpose Unit for divestment by that outfit. GuySuCo, he said, would identify the lands or assets to be divested, after which those lands or assets would be transferred to the Special Purpose Unit.

The Finance Minister has insisted that all transactions would be above board,

and in fact would be subjected to a public tendering process. The Minister has reminded that Government is unable at this time to speak specifically to the level of revenues to be raised, since the valuations are yet to be completed. He, however, assured that the proceeds emanating from the sale of GuySuCo’s assets would be pumped back into the industry.

According to the Finance Minister, the revenues emanating from the sale of these assets would go to GuySuCo, and would be used to defray its debts, finance the costs associated with divestments, and used to operate the entity.

Diddling or fiddling?

o most observers, it had to happen sooner rather than later; but none of them thought the dominance of the US in the corridors of world power would be abdicated, rather than dwindle away -- as England’s had been after WWI. But at the latest G-20 meeting in Germany, Donald Trump clearly had no inclination to step up to the plate on the dominant issues on the agenda: trade and climate change.

On trade matters, with the US pulling out of the mega blocks like TPP -- which his predecessor had worked for years to cobble together -- China, Europe and Russia rushed in to fill the vacuum with such alacrity you could hear the “whooshing” sound even across the Atlantic. Isolationism might sell in the rust belt of the Midwest, but the other members of G20 were obviously taken aback by the know-nothing obduracy of Trump. Even if America were to get its manufacturing mojo back, does Trump really believe it can afford to neglect the burgeoning markets in the rest of the world?

On Climate Change, even the host Angela Merkel had to publicly call out the US for abandoning the Paris Accord, while Macron pointedly proposed that France will host another conclave so that G19 can move on.

Trump failed to grasp that the response to “Climate Change” isn’t tied to whether “the science” is right or wrong. It will now lead to the spawning of industries that will eclipse most of the dominant players in the energy field, for one.

The US will now indubitably fall further behind in the race for ‘renewables”, where China and India are rubbing their hands with glee. Both those countries have committed to powering their cars in the next three decades with electricity by going the way of Volvo, which just announced it will stop making the internal combustion engine!! Maybe Trump should’ve taken a hint from the company his Secretary of State Tillerson so recently headed - Exxon, which has recently plunged into the production of algae bio-fuels.

On a personal level, if one thing epitomised the new power reality, it was a picture of Trump sitting alone at his seat while all around him G20 leaders were locked in animated conversations. Trump didn’t help his cause – or that of the US -- when he had his daughter fill in for him at the G20 roundtable while he was engaged in a bi-lateral with Indonesia.

Ivanka might be easy on the eyes and a good businesswoman, but she had no official standing to represent the President of the US - especially in such a gathering.

While some may enjoy the diminished US presence on the world stage…it could lead to instability.

Your Eyewitness had taken Prezzie at his word when, some time ago, he mentioned on his Public Interest show that he’d be raising the aborted officially designated “Jagdeo Initiative” -- which since 2003 had been placed on Caricom’s agenda -- to effectuate our Common Agricultural Policy. The Initiative, spearheaded by Jagdeo, has spelled out chapter and verse as to how the 10 constraints that prevented us from feeding ourselves, and even export food, could be overcome.

But imagine, this is all Pressie could say on the subject last week: “The Community has the land, the labour, the talent, and the capital to guarantee food security for its citizens. The Community's annual food import bill, which exceeds US$4B, is a notorious indictment of its ability to promote investment and stimulate intraregional trade in agricultural commodities.

“Non-tariff barriers continue to constrain trade in food. The Community needs to re-examine how it can dismantle the non-tariff barriers to trade in agricultural products while generating employment for its citizens.”

“Non-tarriff barriers”? Was it the name “Jagdeo” that stuck in his throat? Sad.

President expresses condolences to family of slain prison officer

P

resident David Granger has assured the nation that, within 12 hours, the authorities would be able to successfully place all the Camp Street prisoners in secure locations at Lusignan, East Coast Demerara; Timehri, East Bank Demerara; and Mazaruni, Region 7.

“I expect that within a short period of time, within 12 hours, all the prisoners would be back in secure locations,” the President told his Press Officer in an interview late Sunday night.

The President sought to assure the citizenry that the administration is working assiduously to address security concerns and re-capture the escaped inmates.

“The Government is acting very quickly to ensure that the prisoners are caught; and more importantly, those prisoners who were previously accommodated at the Georgetown Prison are kept in a secure place. This is our task on Sunday night, and I am very confident that by Monday morning the prisoners will be in secure ac-

commodation,” he assured.

He added that there will be no prisoners roaming the

city or the countryside, and urged persons not to panic.

The President said he was informed that many of the inmates were assisting efforts to save the buildings and documents.

Granger told his Press Officer that overcrowding at the Georgetown Prison is a problem that has been existing for a number of years.

He noted the sloth in regard to trials, and the large number of persons on remand.

He promised action is being taken to ensure that the number of persons on remand are given speedy trials to ease the overcrowding.

“Prisoners should not be remanded for petty offences like stealing cellphones, dealing with a few joints of ganja, or something like that. There are far too many people on remand, and the Magistracy must act more quickly to ensure the persons who are charged with offences are punished and taken out of the prison system,” the President highlighted.

President Granger also expressed condolences to the family of Prison Officer Odinga Wickham, who was killed in the incident. Wickham received a gunshot wounds and sever-

Based on information received, the prisoners attacked prison officers using firearms, self-made weapons and their fists.

The fire began in the south-eastern side of the Prison, and as the smoke spread throughout the building, prisoners were heard shouting for help, as the building was placed on lockdown to prevent more criminals from escaping.

Shortly after, the angry prisoners were heard rattling the grill and hitting the zinc fence that surrounds the prison.

However, pandemonium broke out when the prisoners in the smoke-consumed building began hurling large stones in numbers through the vents in the upper floor, onto the hundreds of civilians and Police Officers who had

surrounded the location.

As Police sought to set up barricades around the apparent “war zone” to protect civilians, a few disobedient spectators received minor injuries from the stones thrown in their direction.

Moreover, spectators were seen running as gunshots were being fired at them randomly, during an apparent shootout with prisoners in the building and the Police outside.

Officers from the Army were seen crouching behind objects with large rifles as they avoided and retaliated towards the shots fired at them from the criminals, who were attacking while being in the almost completely burnt building.

In the crowd, this publication overheard Police saying that attempts to remove the prisoners proved futile, because “they were resisting and attacking [officers]”.

Even more unfortunate was when the Police Sports Club opposite the Prison on Camp Street caught alight due to the intensity of the flames coming from the burning penitentiary. While the building had not been completely destroyed, only pillars and the walls were left standing.

In addition, another home which was located opposite the Prison on Durban Street was also significantly scorched. The family who

lived there managed to escape unharmed.

Meanwhile, at the Hospital, tension mounted as relatives of the injured officers rushed to the medical institution. There were several outbursts between the anxious family members and the Hospital’s security personnel.

Anticipating an influx of injured persons, additional security, lab technicians, pharmacists and other needed hospital staffers were called out to be on standby. In addition, an emergency treatment centre was set up at the Hospital’s car park in anticipation of many injured arriving.

During a briefing with media operatives, acting Chief Executive Officer (CEO), Brigadier George Lewis, assured that everything was under control and that the Hospital was not overwhelmed.

Throughout the night, prison officers gathered at the institution to ensure that their injured colleagues were ok. Some of them collapsed in tears when news broke of Wickham’s death.

The visibly angry crowd began venting about the situation that unfolded earlier and they made comparisons to last year’s prison riot at the

same Camp Street penitentiary, which resulted in the deaths of 17 inmates and several others, including prison staffers.

One officer was heard saying, “(The authorities) put the prisoners’ right over us and that shouldn’t have happened… Them men threatened we that them gon retaliate from what happened last

On the other hand, in the midst of chaos in the city, there were reports of a shootout between escaped prisoners and Police in the vicinity of Buxton, East Coast Demerara.

However, authorities later confirmed that the situation was not so. It was explained that during a standard roadblock procedure, set up in light of the situation in Georgetown, ranks observed a vehicle turning around some distance before the road block. The Police subsequently give chase and shot at the vehicle, resulting in the driver losing control and ending up in a ditch at Buxton.

“Happens that they are from Buxton and it was an unlicensed driver that saw the road block and decided to run from it… it was not connected to anything (relating to the Prison incident),” Police Commissioner Persaud told a late-night press conference on Sunday.

However, that Division was not spared from drama.

Authorities had transported prisoners to the Lusignan, ECD, jailhouse on Sunday evening, but the inmates refused to enter the facility.

Guyana Times was told that this prompted the officers to fire warning shots into the air to contain the ruckus caused by the convicts.

Drug suppliers to now register Police accused of stealing money, gold chain in WCD raid with Food & Drug Dept

…Force to introduce new raid protocol – Ramlakhan

hanpaul (only name given), a businessman of Lot 45 Uitvlugt Pasture, WCD, is accusing Guyana Police Force (GPF) ranks of removing more than $300,000 in cash and jewelry from his place of business following a raid conducted by more than 20 plainclothes ranks on the premises late Friday night.

According to the businessman, at about 20:30hrs on Friday, the GPF swooped down on, and searched, his business place for approximately two hours, informing him that they were acting on information that he had drugs and guns stashed at his home and business place.

Dhanpaul owns and operates the Colombian Gold Night Club; Dhanpaul and Sons Pawn Shop; and a Cambio at the lower flat of the building, while he lives at the upper flat. On June 07, three bandits ambushed two men drinking at Dhanpaul’s club, shot one person, and escaped with an undisclosed sum of cash, licensed firearm, cell phones and jewelry. Twenty-oneyear-old Jifon Gulliver was arrested and charged for the crime.

“When I come in, they say that they are searching for cocaine and guns, so I ask them who is in charge of the raid, and a short rank (name provided) said he is responsible for the search; and he said that they are going to do the search on a camera, and I did not object,” he related.

He explained that the officers went into the upper flat, and while searching his bedroom, he questioned the lack of a camera to record the search. The man said he then proceeded to switch on his security cameras, and the officers objected to this course of action.

“Whilst (searching) the house, they (officers) carry away some money (approximately $20,000) my wife give to my son to put up be-

fore they came. I picked up my money I had stashed downstairs, but a chain I wear earlier in the day was down on the lower flat and I didn’t find that chain too.

That chain was 36 pennyweight and it is valued (at) over $300,000,” the father of three related.

The man said he is angry because the police would regularly target the family, and all their searches have turned up empty. He added that, in 2013, the Police conducted a similar search on his premises and more than $800,000 went missing. A report was made, but no progress has been made in the investigation.

To date, there have been no headway in that matter.

Dhanpaul said that following the discovery on Friday night, made after the police had left, he travelled to the Leonora Police Station and made a report of the missing cash and items.

The frustrated businessman said he is tired of the police frequenting his home and business place without any proper information. “I am sick and tired of this here. Every time Police come here, it affecting the business, because people think there is something illegal going on here. I went to the station and (lodged) a complaint (in relation to the

missing cash and jewelry). I just hope that this doesn’t happen again, because is like these people targeting me and my family. When we do need the police they does never come, and we are fed up,” Dhanpaul complained.

Contacted, ‘D’ Division (West Demerara/East Bank Essequibo) Commander Leslie James confirmed the raid and said it was executed by ranks from Georgetown. However, he was unable to say whether anything illegal was recovered or whether an investigation would be launched to ascertain the truth behind Dhanpaul’s allegations.

The GPF Public Relations Officer Jairam Ramlakhan has said that in order to combat the allegations of officers stealing, the Force would be introducing a new system, wherein the raid party would be required to lodge every item seized before leaving the raid site. He added that both the rank in charge and the person whose premises is being raided would be required to document the items being confiscated and sign the list, each party receiving a copy thereof.

“This new system is to restore the public’s trust in the police, and it is also safeguarding both parties, so these allegations do not come up,” he posited.

This was highlighted by Ministry of Public Health Technical Advisor Cecil Jacks during a recent workshop for Regional Health Officers (RHOs) held at the Lake Mainstay resort.

According to Jacks, who advises on global health supply chain management, suppliers who won bids for supply of drugs did not register imported items with the GA-FDD. He blamed this for the inefficiency in regard to prescribed drugs being given to patients. Jacks pointed out that this problem is simply because the evaluation aspect of the tendering process is not being effectively implemented.

“There is a bad practice in Guyana where, when the Evaluation Committee is nominated and selected by (the National Procurement and Tender Administration Board), they don’t do their jobs; they depend on the procurement assistants from (Materials Management Unit) to do the evaluation, and then just send them the report and they sign off.

We learnt (about) that,” he

said.

“That is a lesson we learnt; so the new trend now is to get these evaluators, lock them in a room for like a week or two, get the evaluation out of the way, and let us proceed,” Jacks explained.

According to Jacks, the Ministry of Public Health also did not have a proficient procurement unit.

This, he said, affected the way regional procurement was handled through the ministry.

“For the very first time in its history, we have recruited an entire procurement unit, so we have literally built a procurement unit from scratch,” Jacks explained.

It is understood that the staff that were recruited are currently being trained to understand the procurement system. Programme heads within the Public Health Ministry are also being trained to be compliant with various aspects of the procurement exercise and system.

Stressing the need for quality drugs to be streamlined into the health system, Jacks noted that at least one supplier who had previously been awarded a contract to supply drugs did not have at least 75 percent of procured drugs registered.

Wakenaam rice farmers’ woes

Farmers calling on GRDB as miller owes millions

ore than 35 rice farmers of Wakenaam Island, Essequibo are crying out to the Guyana Rice Development Board (GRDB) for assistance as a miller is failing to pay millions of dollars owed to them.

The miller, Wazim Hoosein, of Jaichand, Essequibo, reportedly purchased millions of dollars in paddy from the farmers in March and is yet to pay his debt.

As such, the farmers are now left “stagnant” and cannot proceed with the next rice crop until the money is paid to them.

Speaking with Guyana Times, the farmers revealed that currently, their lands have been ploughed, but they are awaiting payment to purchase fertilisers, to pay bills and to pay their workers.

These rice farmers are lamenting the “advantage” being taken of them, as they have contacted

Hoosein on numerous occasions, but the miller was now ignoring their calls.

Guyana has, for some time, been in the grip of a drug shortage. Previously, Public Health Minister Volda Lawrence had said that, in 2016 and 2017, several firms were awarded contracts to supply pharmaceuticals to the health sector but failed to deliver.

This resulted in shortages that led to her authorising the issuance of an ’emergency’ contract for $605 million to ANSA McAL. The International Pharmaceutical Agency (IPA) was one of those companies that failed to supply all of the drugs it was awarded, because it was not qualified to import some specialised pharmaceuticals.

In January 2016, IPA was awarded two contracts to supply the Georgetown Public Hospital with pharmaceuticals and medical supplies. On one of the contracts -- for $36.5 million -the company delivered only 80 per cent of the pharmaceuticals because it was not qualified to supply the remainder.

The remaining 20 per cent of drugs consisted of narcotics, including morphine, which required special certification for importation. But the company was not registered to import those categories of drugs and was therefore denied a licence by the GAFDD. Head of the Food and Drugs Department, Marlon Cole, had explained to <<Guyana Times>> that in order for a firm to import narcotics-type pharmaceuticals, it must be registered in order to be granted a licence. Cole said that in the case of IPA, the company was not registered.

But it is argued that pre-qualification (a practice from which Government has moved away) could have prevented a company not registered to provide specialised drugs from getting the contract.

Region 9 flooding woes

Water continues to rise rapidly in North Rupununi …no major disease outbreak, additional drugs expected soon – Regional Chairman

loodwaters in the North Rupununi continue to rise rapidly as rain continues to batter parts of Region Nine (Upper Takutu – Upper Essequibo). However, some sections of this community have reported receding water levels.

Regional Chairman Brian Allicock had this to say: “I just came back from North (Rupununi), and yesterday (Saturday) afternoon, when we was travelling, the water in the North was coming in and it was just about 6 – 8 inches above the road. Now, this morning, when I came back, it is about 32 inches above the road.”

He said the water level in Lethem and some other areas of the community has been receding at a rapid pace, which is “not exactly normal”.

He declared it a cause for concern, since Boa Vista in Brazil is still heavily flooded.

“We are still having people in the shelter. We are not advising them to go back in their houses as yet, because the place is not sanitary as yet for them to get into their areas.

We will take precautions not to send them back too early, just to prevent any outbreak,” he said.

He added that some residents have reported experiencing diarrhoea and vomiting. “We (also) have some (cases of) skin rashes that turn into

sores, but that is under control. We had two (cases of) bloody diarrhoea.

We have enough drugs (to deal with the problems) and we are expecting a re-supply of drugs, (and) we have doctors in all five sub-districts in case of anything major.”

Allicock added that, last weekend, almost the entire region was under water due to heavy rainfall.

Several persons had to be evacuated and several villages have been shut off.

Since the beginning of the MayJune rainy season, citizens have been

warned to expect greater-than-normal rainfall, and to take the necessary precautions to deal with the situation. However, several villages have since experienced major flooding, and some are still trying to rebuild after the floods. The hard-hit communities were mostly limited to Regions Seven (Cuyuni-Mazaruni) and 8 (Potaro-Siparuni), where houses were washed away. Fortunately, there were no casualties.

One such village is Chenapau in Region Eight. Water levels in that Amerindian village rose to approximately 20 feet in some areas, and the Potaro River remains flooded owing to the heavy rainfall the Region is currently experiencing. Residents there are fearful of rebuilding, since the threat of another flood is hanging over their heads like the mythological Sword of Damocles. Roadways and access pathways to the other zones in the village remain flooded, and villagers are accusing the Government of neglecting them since the water receded from their lands.

Approximately two weeks ago, access to Aishalton in Region Nine was cut off when the Kabanawau Creek overtopped its banks and flooded the area. The bridge leading into Aishalton was flooded, cutting off access to the village for several hours.

Superbet gambles on Judiciary to stave off Gaming Authority ...says not a casino, no need for a licence

y way of an order issued on June 8 last, the Gaming Authority has directed the popular sports betting/gaming service Superbet -- Surinamese company Pasha Gaming Group operating locally through a subsidiary, Guiana Holdings Inc. -- “to suspend immediately all internet gambling, sports betting and/or lotteries, and any other form of gambling whatsoever and wheresoever (located) in the State of Guyana, until further notice.”

This order purportedly falls under the Gambling Prevention Act, Chapter 9:02 of the Laws of Guyana.

The Gaming Authority had also requested intervention of the Guyana Police Force’s Special Organised Crime Unit (SOCU) and the Guyana Revenue Authority in this matter.

This publication understands that the Gaming Authority had, for some time now, been looking into the operations of the betting service; and had, last March, requested the company to produce the relevant permission or licence authorizing it to conduct internet gambling, sports betting or lotteries locally.

The Gaming Authority had also demanded to see Superbet’s Articles of Incorporation and other registration information, and had been so facilitated.

The company reportedly never produced a licence, and this has reportedly caused the Gaming Authority to issue the shutdown order.

The Gaming Authority of Guyana is a statutory body established under the Gambling Prevention Act of Guyana, and is vested with the power to regulate Casino operations in the country. It is headed by a Chairman, Attorney-at-Law Roysdale Forde, and its board members are Christine King, George Vaughn and former magistrate Geeta Chandan-Edmond.

Million-dollar fines, jail for sellers cheating public with false weights – proposed Metrology Bill ramps up penalties for measurement offences

he Metrology Bill proposed to replace the old Weights and Measures Act of 1981 will not only widen the offences under which one can be charged, but will also feature more stringent fines and prison sentences for those who fall afoul of the law.

The Bill, which is expected to be introduced by year-end, has benefited from previous consul-

In addition, the Act outlaws the repair or manufac-

ture of weights and measures without having the appropriate certificate or licence issued by the authorities. That offence, upon conviction, carries a maximum fine of $300,000 and imprisonment.

The proposed bill had its genesis in 2010 when funding was made available under the Support for Competitiveness Programme (SCP) to develop a National Standardisation Strategy. This included the establishment of a National Quality Infrastructure (NQI) in Guyana. Since me-

trology is an important part of the NQI, the revision of the Weights and Measures Act 1981 is intended to address the deficiencies of the old Act. Public consultation sessions were conducted throughout Guyana, including in Regions Two, Three, Four, Five, Six and 10.

During these consultations, stakeholders and participants were informed of the content of the document while using the platform to provide their input.

It is understood from the GNBS that the proposed

Metrology Bill was also reviewed by the Caricom Regional Organisation for Standards and Quality (CROSQ) to ensure that it was in line with similar legislation in the various Caricom member states that were recently revised.

The Bureau has been calling for the public to become acquainted with the Bill; in the case of shopkeepers, merchants and businesses, to ensure that they do not break the law and for consumers, to know what forms of redress they can seek.

Ituni residents fume over “not being connected”

n an era where technology is rapidly expanding and various means of communication are constantly being developed, residents of the Region 10 (Upper DemeraraBerbice) community of Ituni say they feel as though they are being left behind.

Several residents who spoke to this publication have expressed their frustration, noting that after years of living in the community, they are yet to receive landline services and/or Internet access despite having applied a number of years ago. Many other residents related that while they did have access to landline service in their homes, they did not receive any Internet access.

Following residents’ complaints, Guyana Times spoke with Community Development Officer Keisha Griffith, who noted that she has also received numerous complaints from residents, more so recently, regarding the issue. Ituni residents noted that they were seeking answers from GTT and re-

mained hopeful that systems could soon be put in place to allow access to landline and Internet services.

“It’s like we have been forgotten. We are way behind with everything. Since they launch the cell site, we haven’t heard or seen any representative in our area.

Landline is a problem. They have applications for persons years now and nothing…

We don’t have any access to WiFi”, Griffith explained. She also noted that the cell site was set up in the community since 2008.

An affected resident, Yetunde Pluck said her home was equipped with a landline telephone, but no Internet access. She said it was frustrating because her school aged children required the service to do research for SchoolBased Assignments.

“My concern is mainly the Internet system. I have a landline and a few other people have landlines in Ituni, but I don’t know why they’re not sharing so that other people could get. I don’t know why we’re not entitled to get

Internet access. They’re saying that it’s something with the tower...We have children attending secondary school.

They come home every weekend. They have assignments to do and we don’t have Internet access to get the information for our children,” she lamented.

Additionally, resident Johnquin Nurse said he had applied for landline service for a number of years, but had only received a letter stating that there was no available facility.

“For the past years I’ve applied for a landline telephone with GTT and this is 2017, and I’m still waiting although I’ve applied since 2002. All I got was that there’s no facility and as soon as they have facilities, they’re going to come and hook us up. On to this day, we’re still waiting,” he noted.

Similar sentiments were also expressed by other affected residents who noted that it was their hope that the relevant authorities would look into the situation so that improvements can be seen.

Superbet gambles on...

This law firm has since sought, and secured, an Order or Rule Nisi of Certiorari directed to the Gaming Authority and calling on that body to show why its decision to close down the operations of Superbet should not be quashed. The matter was heard by Chief Justice (ag) Roxane George.

Superbet has also since secured an Order or Rule Nisi of Prohibition, retraining the Gaming Authority from taking any steps to interfere with, or close down, its operations.

According to a missive issued by the company’s law firm, “The request which the Gaming Authority has made to the Guyana Revenue Authority and the Special Organized Crime Unit, or any other agency, calling in their aid to implement or give effect to its impugn decision, is in violation of the said Court Order, and Contempt of Court proceed-

ings will certainly be filed in respect of anyone who violates or aids in the violation of the said Court Order”.

The law firm also said, “Through no fault of the applicant, Guiana Holdings Inc., the Court Order has not yet been issued to us by the Registry of the Supreme Court.” As a result, “We have been unable to serve a copy of same along with the other Court documents upon the Gaming Authority.”

Nevertheless, the law firm has promised that renewed efforts will be made to have the documents served today.

According to court documents filed by Superbet and seen by this publication, the Gaming Authority’s decision to shut down its operations “is ultra vires, capricious, arbitrary, contrary to the rules of natural justice, unreasonable, unlawful, in violation of the applicant’s legitimate expectation, illegal,

null, void, and of no effect.”

The betting service is contending that its operations do not fall under the purview and ambit of the Gambling Prevention Act, and hence it is not licensed under that Act. It argues that the Gaming Authority’s jurisdiction and authority are confined to the four corners of the Gambling Prevention Act and its regulations; more specifically, it is confined to the regulation of casinos.

As such, Superbet contends, the Gaming Authority “has exceeded its authority, and is acting without or outside of its jurisdiction when it purports to regulate and moreover shut down” the operation of Superbet, as outlined in the letter dated 8th June, 2017.

Superbet further insists it does not require a licence under the legislation as currently configured, in order to conduct its operations.

United StatesRussian brokered ceasefire for southwest Syria held through the day, a monitor and rebels said on Sunday, in the first peace-making effort of the war by the US Government under President Donald Trump.

The United States, Russia and Jordan reached the “de-escalation agreement”, which appeared to give Trump a diplomatic achievement at his first meeting with Russian President Vladimir Putin at the G20 summit in Germany this week.

The Syrian Observatory for Human Rights, a Britain-based war monitor, said “calm prevailed” in the southwest since the truce began at noon (0900 GMT) on Sunday despite minor violations.

Combatants briefly exchanged fire in Deraa province and in Quneitra around midnight, but this “did not threaten the ceasefire,” said Observatory Director Rami Abdulrahman.

Mosul: Iraq PM to celebrate victory over IS in the city

raqi Prime Minister Haider al-Abadi has visited Mosul to congratulate Iraqi forces for their “victory” over IS in the city.

Abadi was there to announce the city’s full “liberation”, his office said in a statement.

Iraqi forces, backed by US-led air strikes, have been battling to retake Mosul since October 17 last year.

Islamic State militants seized it in June 2014 before taking much of Iraq’s Sunni Arab heartland and proclaiming a “caliphate” straddling Iraq and Syria.

Kurdish Peshmerga fighters, Sunni Arab tribesmen and Shia militiamen have also been involved in the gruelling battle.

The Iraqi Prime Minister arrived to “congratulate the armed forces and the Iraqi people” on the final defeat of IS in Mosul on Sunday, the statement said.

He met commanders in the city but has not yet given a speech formally declaring triumph.

Iraqi forces have been battling the remaining pockets of jihadists desperately holding out in a tiny area near the Old City.

Airstrikes and exchanges of gunfire could still be heard on Sunday, and plumes of smoke seen rising into the sky.

Abadi’s spokesman, Saad al-Hadithi, said victory would not be formally declared until the few remaining militants were cleared from Mosul, Reuters news agency reports.

Earlier 30 IS fighters were killed as they attempted to escape the advance of the Iraqi forces by throwing themselves in the River Tigris, State media said.

Markelle Fultz has calmed fears over his ankle sprain amid reports his injury has been downgraded.

Fultz, selected with the top pick in the NBA Draft by the Philadelphia 76ers, had to be helped off the court and was unable to put any weight on his left ankle after landing awkwardly while

trying to block a shot in his team’s Summer League game against the Golden State Warriors.

His injury was initially believed to be a high ankle sprain but ESPN reported it has now been downgraded to a regular left ankle sprain.

Fultz is reportedly walking without trouble but will likely not play again in Summer League.

ottenham have issued a response to speculation that a potential buyer backed by Facebook owner Mark Zuckerberg is readying a takeover.

Tottenham have denied that they are in talks to sell the club for £1billion to a buyer backed by Facebook owner Mark Zuckerberg.

Reports have suggested that United States company Iconiq Capital are interested in a takeover of the Premier League side.

The investment firm manages finances for a number of technology companies in California’s famous Silicon Valley, including Facebook founder Zuckerberg.

However, Spurs have dismissed claims that any takeover talks are being held.

ction on day one of the “Guinness Greatest of the Streets” football tournament saw Linden’s Champions -- Dave and Celina’s All-Stars, as well as Silver Bullet -- progress to the semi-finals of the National Championships.

In the 1st round of 16 held in Linden on Saturday night, in game one, Melanie B defeated NA Kings via penalty kicks after the two teams ended extra time in a stalemate. Eventually, after some nerves, Melanie won 2-1 on penalties.

Swag Entertainment steamrolled Buxton Diamond 8-2 in game two; Swag’s Colwyn Drakes notching up a helmet-trick as he scored in the 2nd, 3rd, 9th and 31st minutes; while he received valuable support from Shane Luckie, who chalked up a hat-trick when he netted in the 7th, 28th and 36th minutes. Royston Fraser also got in on the action with a well taken goal in the 34th minute.

In a highly pulsating game four, Silver Bullets sent home Tucville after their game went to penalty kicks. The action was all in the middle as the two teams battled for possession. It wasn’t until the 17th minute that Silver Bullets’ Robin Adams stuck one home, to make it 1-0 in favour of his team. However, that lead was short-lived, as Tucville immediately equalized in the next minute through Delon Williams.

ed 0-0 after regulation time.

Extra time failed to produce a winner, and the game went to penalties. Dave & Celina’s All-Stars relied on their experience and eventually won 2-1 on penalties.

Silver Bullets scored the only goal of the second quarter-final, as the beat Melanie B 1-0 to progress to the semi-finals. Damian Williams stabbed one home after 19 minutes to give his team the advantage. The

“Bullets” would hold on to that lead for the remainder of the game, continually frustrating Melanie’s forwards.

The tournament will next be heading to Pouderoyen -on July 14 - and the curtains come down on July 15 with action at the Demerara Park, which is opposite Thirst Park. All match nights are set for a 20:00h start.

he Rose Hall Town Youth & Sports Club, MS, on Tuesday last contributed $150,000 worth of items to the Child Friendly Play School of Belvedere Squatting Area.

The contribution was made under the Club’s “Dare to Dream” programme, which encourages children and youths to dream big in order to fulfill their potential in sport, culture and education.

The donation included trophies, certificate frames, children’s footwear, a $70,000 ceiling fan, clocks, hand towels, toys, cleaning detergents, and baby wipes among other items. The donation was handed over to the Founder of the playschool, Kamaldai Kumarlal, by Assistant Secretary Simon Naidu.

Club Secretary/CEO Hilbert Foster has said that the donation was approved within 48 hours of the request being received, as the RHTY&SC was highly impressed with the outstanding work Kumarlal was doing at her playschool.

The Child Friendly Play School was opened eight years ago after Kumarlal retired from the education sector. The playschool has a total of 35 students, most of whose parents are working in the ailing sugar industry. During the out-ofseason period at GuySuCo, most of the students attend the school free of cost.

Foster hailed the efforts of the playschool and gave praise for the role the school is playing in moulding the minds of children.

Did anyone realize that Sunil Narine bowled only three overs, while the other bowlers were being hammered? Think about it: although the Indians finished with a healthy score, they were limited to a score under 200.

Unlike what had obtained in the 50-Over series -- when the entire maroon squad was an inexperienced unit and negative results inevitably followed -- the presence of several experienced players among the maroon boys was instrumental in ensuring a positive outcome.

The administration of West Indies’ Cricket needs to comprehend how vital it is to inject ‘experience’ in all maroon squads. It is clearly understood that the experienced players cannot be there forever, but they could be gradually removed as the younger players become ‘experienced’.

vin Lewis clubbed his way to a record-breaking T20 International century on Sunday as the West Indies beat India by nine wickets at Sabina Park.

Lewis scored an unbeaten 125 as the West Indies, needing 191 for victory, raced to 194 for 1 with nine balls to spare.

In the days leading up to the one-off match between India and the T20 world champions, West Indies opener Chris Gayle promised something special for the fans on his home turf, but it was Lewis who delivered it.

“It was a good game.

Quality bowlers, and once you get a hundred against a team

like India, it’s a good hundred,” said Lewis who was named Man of the Match for his match-winning blitzkrieg against the Indian attack.

He said the innings was redemption for his failure to spark in the five-match ODI series which India won comfortably 3-1.

“Five games in a row, in the ODIs I didn’t do well,” he said. “But I kept believing in my ability and today I came out trumps. Chris going after the bowling makes it easier for me to score, so I’m thankful to bat with him and I hope I can keep doing my best for the West Indies.”

And Full Gospel raced past Praise Tabernacle 5136 on Saturday, compliments of Compton Burnett’s and Gavin Clarke’s 14 points apiece, and Timothy Carter’s seven.
