he Court of Appeal will today deliver a landmark decision in the Notice of Appeal case filed by APNU/ AFC supporter, Eslyn David, who is seeking to block the Guyana Elections Commission (GECOM) from moving ahead with the much-anticipated final declarations of the March 2 elections results.

The appellate court will hand down its judgement at 13:30h today after hearing on Saturday a plethora of arguments from the various parties – most of which questioned the jurisdiction of the court to hear the matter.

In fact, Attorney-at-Law Kashir Khan, who represented Change Guyana and The Citizenship Initiative – two of the new political parties that contested the 2020 polls – argued that the original jurisdiction of such a petition filed by the applicant is contained in the purview of the High Court while the Court of Appeal is a court of record.

“It, therefore, means that the nature consequence of the Court of Appeal and its functions are inherently subscribed by what the High Court can do. It cannot be that the High Court and the Court of Appeal have the same broad range and dept of jurisdiction. The High Court is able to pronounce on these matters. If there is an appeal, it then comes to the Court of Appeal as a court of record.

I believe that is an important distinction…,” Attorney Khan submitted in court on Saturday.

According to the lawyer, these are matters concerning the validity of the elections and Article 163 of the Constitution gives a broad scope to deal with all of these matters. In fact, he contended that Article 177 (4), and even 177 (2) which is the one that speaks to interpretation, have to be naturally circumscribed by the broad powers given to the High Court by Article 163. This, he contended, further buttresses the position that the Appeal Court ought not to be considering the matters which the applicant has canvased in the court.

“These are matters essentially for the High Court,” he stated.

Attorney Khan further submited that even if the Appeal Court is persuaded by the arguments of the applicant and of the Attorney General, who is a named respondent and the only party in the matter that is supporting David’s application, and finds that it has jurisdiction to hear this matter then it will have to consider what is asked by the applicant.

To this end, Khan dissected the reliefs set out in the Motion filed. Among them is an order from the court restraining the CEO from “complying with the direction of the Chairman of the Guyana Elections Commission… to submit to the Guyana Elections Commission an Elections Report under Article 177 (2) ( b) of the Constitution of Guyana [and under Section

96 of the Representation of the People Act] without the Guyana Elections Commission determining the final credible count and or the credibility of the General and Regional Elections…”

David also wants an order restraining the CEO from submitting to GECOM, his Elections Report which “contains votes that are not valid and credible” within the meaning of Order No 60 of 2020, and under Section 96 of the Representation of the People Act. The court is being asked too to make a declaration that GECOM has failed to “determine a final credible count and or the credibility of the result of the General and Regional Elections” in accordance with Order No 60 of 2020 and the amended order dated the 29th day of May 2020.

However, Khan told the court that this application is implying that the Commission has not yet determined the final credible count or the credibility of the General Elections.

“I would respectfully submit that is not so because the Commission, in the form of its Chairman, having written to the Chief Elections Officer

asking him to produce a report consistent with Section 96 has in fact impliedly determined that the elections results are credible. It cannot be that you’re asking for an injunction but that injunction is predicated on the Commission determining something when in fact by writing the letter, they’ve already determined that,” he submitted.

According to the attorney-at-law, the implication of granting this order is saying to the Commission that it must go back and make a determination other than the one it has already made.

“…that then takes us into the territory of the deliberations of the Commission which… no court can enquire into…”

He added that the determination “of a credible count” and the “credibility of the elections”, was already determined.

“It is on the basis of that determination that a letter would have been sent to the Chief Elections Officer and it is not in the purview of this court to go back now and tell the Commission to go back and deliberate again and come up with some other results. No court can do that, your honour.”

The end of a PNC general I

n what has to be an unguarded moment, President David Granger, who has taken great pains to control his utterances by reading prepared speeches and was criticised for not subjecting himself to press conferences, made some startling, spontaneous statements to a People’s National Congress Reform (PNCR) overseas group in Atlanta, Georgia back in late 2017. His remarks serve as a fitting epitaph to his fleeting political career, which is grinding inexorably to an ignoble end.

He demonstrated that his actions following the March 2 elections were neither spontaneous nor contingent as he revealed his intention to imitate his idol Burnham: “You have to ask yourself how did the PNC gain office in 1964. Ask yourself how did the PNC remain in office and what did it do during that period? Ask yourself how the PNC regained office in 2015 and ask yourself how would the PNC retain office after 2020?” The answers, of course, were “coalition government” and “rigging elections”.

He revealed for the very first time, that he had been a member of the PNC since 1965, the year he was sent as a 20-year-old Queen’s College Cadet to the Mons Officer Cadet Training Course in England, even before he returned to Guyana to be commissioned as a Second Lieutenant in the newly-formed Guyana Defence Force (GDF).

This factoid explains much of Mr Granger’s subsequent history, both in and out of the GDF. For instance, after the April 1970 aborted Army coup in Trinidad against the Eric Williams Government, Prime Minister and PNC leader Forbes Burnham rushed to ensure that the GDF did not go down that road. He launched an “Education Corps” to explicitly politicise the Army.

As documented in the GDF magazine, “Scarlet Beret Vol 1 #1; p54”, Burnham declared to officers and new recruits of the GDF on October 26, 1970: “I do not share with the British the concept that the Army is separate and distinct from everything else and loyal to the Government of the day. As Prime Minister, I expect you to be loyal to this Government. If there is any other government, it is a matter for you to decide about that, but as far as I am concerned I don’t want any abstract government.

“I have now arranged with the Chief-of-Staff that, in future, all recruits, apart from their military training, will also have to attend a course of lectures on the philosophy and ideology of the Government and the Co-op Republic”.

It had surprised some that the officer in charge of this PNC ideological training was the 25-year-old David Granger. That Granger was a card-carrying member of the party explains this trust by Burnham to designate him as the “Education Officer of the GDF in charge of the “Education Unit”. According to then Professor George Danns, “…the officer corps… all belonged to the Social, Political, and Economic Council (SPEC) which was set up

by Minister of Information Elvin Mc David as a body for doing “backroom research” for the PNC. On p72 of the magazine, Mc David explained the Army’s new role in greater detail: “The Education Unit is the People’s institution in the People’s Army charged with the task of establishing complete understanding of the new role. For it to be successful, it will mean that it has to receive the support of the whole Army in a militant programme of political education of the people, regardless of whether it is in direct opposition to groups whose roots are in traditional society and in whose interest it is to forestall the course of relevant development.”

The People’s Progressive Party, of course, was the major Opposition group “whose roots are in traditional society” – read “Indian society”, which was by definition “backward” and inevitably resistant to “relevant development”. This had always been Burnham’s position on the Indian Guyanese community as was elaborated in his “A Destiny to Mould” and explains Granger’s actions on sugar, which he effectively destroyed.

Granger was an anachronism that needed to go.

A response to lobbying firm JJ&B LLC

Dear JJ&B LLC, As a Guyanese-American citizen, I take umbrage at the fact that you would lend your firm’s name and reputation to cover up what can aptly be described as a political coup. By all indications, this was a blatant attempt to rig an election, disenfranchise tens of thousands, and undermine the legitimate aspirations of the Guyanese people.

Of course, “Guyana elections battle matters to the US” as stated in your opinion piece dated June 19, 2020. However, what matters more to the US and the world is democracy and the rule of law. As the leader of the free world, the US has been a leading advocate and voice in the fight for democracy and freedom. Accordingly, it is in

this vein that I see your efforts on behalf of your client as an attempt to undermine democracy in Guyana and to deny the people of Guyana the same freedoms you enjoy in the US. While I recognise your contractual obligation to represent your client fairly, you also have a moral obligation to uphold the truth. To date, none of the claims made by your client, A Partnership for National Unity (APNU) has proven to be true. Moreover, extraordinary claims require extraordinary evidence and so far, your client has not provided a shred of evidence to substantiate any of its claims, rather, most of these claims have been publicly repudiated.

It should come as no surprise, therefore, that your

specious defence of your client has put you in direct contradiction with all and sundry. This list includes all international observer teams, the Organisation of American States, the Caricom initial observers and recount teams, the Ambassadors of the US, UK, Canada, and the European Union, Caribbean Heads of State past and present, and lastly, the Chair of Guyana’s Elections Commission.

In addition, more recently a member of the APNU team - the Justice For all Party - along with a former Minister in the APNU Government have both called on APNU to concede the elections. As a longtime friend and supporter of the coalition, I am adding my voice to this growing list. Perhaps it’s time your

firm does the honourable thing and advise your client to accept the will of the Guyanese people.

The time-tested proverb “a drowning man will clutch at a straw,” may explain your client’s continued acts of desperation, but pray tell, what in good conscience would explain your unyielding desire to continue promoting these falsehoods?

While this may serve some benign business purpose, wherein the end justifies the means, there is something unwholesome and reckless about knowingly inciting the wrath of countless innocent supporters by creating an expectation based on a false narrative.

The real reason for APNU/AFC’s defeat at the poll Dear Editor, Permit me the opportunity to voice my opinion regarding this election impasse that’s being created by the APNU/AFC cabal, with support from the Chief Elections Officer of GECOM. In stating this I must commend the Georgetown Chamber of Commerce and Industry (GCCI) for their public statement concerning the Chamber’s loss of confidence in the Chief Elections Officer.

My fellow Guyanese, more so supporters of the APNU/AFC, it should come as no surprise that the lawful recount observed by the Caricom team shows that the PPP/C amassed the majority of the votes at the March 2 elections. The PPP/C gained in excess of 15,000 votes more than the APNU/AFC and it’s not because of the deceitful narrative that the APNU/AFC is peddling. It’s actually because for the past 5 years what Guyana has witnessed is tantamount to failed governance, the country has witnessed crass leadership and poor policies in vital sectors of the economy.

For the most part, the now caretaker Government made life more difficult

for the ordinary Guyanese while enriching themselves and living their version of the ‘good life.’

They are also guilty of the same misdeeds they accused the PPP/C of - the only difference is that the APNU/ AFC was and is more transparent in their effort to pilfer the country’s resources for their own benefit. Just take a look at the lopsided contract they signed with the oil companies and their most recent effort to sign away prime State lands and the procurement of movable assets at prices way above market value.

Additionally, there are a number of cases where key positions were filled with questionable characters who don’t have the requisite qualifications nor experience, while this now illegitimate caretaker Government sought to brandish experienced and capable patriots as not being fit and proper to hold certain positions for the mere fact that they know they wouldn’t be able to influence these capable patriots.

So my fellow Guyanese, don’t be deceived by these morally corrupt leaders of the APNU/AFC. I can assure you just as all the oth-

er international organisations that observed these elections on March 2 would have alluded, the elections were fair and credible, and the figures of the recount is a true reflection of the will of the Guyanese people and it shouldn’t come as a surprise for these failed leaders within the APNU/AFC regime either, since it’s a culmination of their failure to govern effectively as well as their lack of leadership and greed which has resulted in the Guyanese people losing confidence in their ability to govern effectively and consequently they were fired from office on March 2, 2020.

As eloquently stated by one prominent AFC leader, “the people never elected us to remain in office forever.”

The APNU/AFC coalition came into power on a high and many people including myself who had voted for them in 2015 had expected more of them. I can safely say that the majority of Guyanese who voted for the APNU/AFC in 2015 never voted for them to go into office and increase their pay within their first 3 months on the job, while the nation’s teachers, nurses, Joint Services and the rest of the public service was made to

wait for a measly increase at the end of the year which the Minister of Finance had to dwell about as if he was doing these public servants a favour.

Not to mention the widening of the VAT bracket and the removal of subsidies on water and electricity for our pensioners.

These acts by the coalition Government set the stage for the host of other misdeeds which followed, including the D’Urban Park Project which initially started with private donations but ended in the wastage of hundreds of millions of public funds, which still can’t be accounted for.

I never voted for these acts when I voted for the coalition in 2015, so just as how they lost my vote, they lost the votes of thousands of other Guyanese due to their actions and incompetence, nothing else.

So, my fellow Guyanese, now is not the time to be deceived by these self-serving leaders of the APNU/AFC, it is a time for all to come together and work towards the betterment of this dear land of ours.

Simplistic and wrong point of view

Dear Editor, There appears to be a mistaken view that any decision by the Court of Appeal in the case brought

by Eslyn David seeking to stop the declaration of the results of the March 2 elections is unappealable.

That view is simplistic and wrong. Put shortly, the view is that the term “exclusive jurisdiction” used in Article 177 to describe

the powers of the Court of Appeal, makes any decision by it unappealable.

Holders of that view may even consider that Section 4 (3) of the Caribbean Court of Justice Act supports their position.

That sub-section contains another exclusion of jurisdiction with the following words: “Nothing in this Act shall confer jurisdiction on the Court to hear mat-

ters in relation to any decision of the Court of Appeal which at the time of entry into force of this Act was declared to be final by any law.” In other words, cases before the CCJ Act came into force constituted settled law and outside of the reach of the CCJ. The situation changed radically after the Act came into force, opening the doors of appeal from a wide

array of cases and matters.

Exclusivity was no longer assured as Article 133 of the Constitution makes clear. That Article provides that “Parliament may make such provision as it deems fit authorising any court established or to be established, as the final Court of Appeal for the Caribbean to be the final Court of Appeal for Guyana.”

The nation awaits Flooding and COVID-19 Dear Editor, The Muslim Youth Organisation of Guyana (MYO) like the rest of Guyana acknowledges that the nation has been held at ransom by a few persons who want power for their own personal gain and selfish interest? under the guise of exposing electoral fraud.

A National Recount of votes cast on March 2 was done under the watchful eyes of the Caricom observers. The conclusion of that recount identified the People’s Progressive Party/ Civic (PPP/C) as the win-

ner of the elections with 233,336 valid votes and the A Partnership for National Unity/Alliance for Change (APNU/AFC) coalition with 217,920 valid votes. Enough is enough, three months and counting, Guyana sails like a rudderless ship in unchartered waters. The latest saga involves a feeble attempt to prevent the CEO of GECOM from handing over the report based on the recently concluded recount.

The theft of an election while invoking the dead and the migrated is the greatest crime that can be perpetrat-

ed against our nation.

We are at the end of this road paved with thorns and every conceivable obstacle.

Therefore, the Muslim Youth Organisation of Guyana calls for a practical demonstration of honesty, decency and leadership of integrity to stop the gerrymandering and immediately pave the way for the swearing-in of HE Dr Irfaan Ali. The nation awaits.

Bridges of faith and togetherness trialogue for Guyana Dear Editor, Following our nation’s presidential election and listening to continuing divisive dialogue from many forums, and witnessing an alarming spike in hate and racial comments, a group of us who have been finding common ground with one another for some time was deeply concerned.

We decided an open letter to President-elect Ali was the correct approach in an effort to emphasise to our future President that he has the platform and pulpit to bring our nation together. The bridges of faith and togetherness trialogue, for Guyana, is an on-going conversation among local civic leaders in Region 10, hence I developed this letter to highlight the importance of creating an inclusive Guyana where the diversity of our country’s people and their talents are valued and embraced. We hope Guyanese in our communities and across the country will embrace this open letter and the sentiment it conveys to President-elect Dr Irfaan Ali. Dear President-elect Ali, We work for our community. In so doing, we are living the belief that our communities and our country are stronger and greater when people from diverse cultures and traditions work together on common causes. You have been elected on a message of making Guyana great again. You have also stated that you plan to be the President for all Guyanese and create a country in which we can all be proud and pros-

perous. Guyana is a nation built by immigrants who have enriched this country with their talent and hard work.

As the new leader and oil-rich country of Caricom and the Caribbean, it will be important that you make Guyanese of all religions, races, genders and cultures feel included in our country’s goals and objectives to make Guyana great again. The PNC power does not come from citizens consenting to be governed by them as in a democracy.

The PNC power comes from the threat of the use of force.

Dear Editor, While there has been much attention to coastal flooding in the country, not much has been written about flooding in the Rupununi. The seasonal floods in the Rupununi region during the annual rainy season have continuously been affecting Region Nine, which in extreme cases had adversely affected many communities.

The region only experiences one dry and one wet season, where the effects of flooding are felt during the wet season usually extending from April to July. Based on climatic studies in the region, over 80 per cent of the annual rainfall occurs during the rainy season in the Rupununi. Normally this results in extensive flooding of the immediate landscape, creating huge seasonal wetlands. Although this is a natural occurrence that has many advantages for the natural environment, it has been considered an issue for inhabitants, as livelihoods across the region are affected.

In some cases, transportation to and from communities across the region are affected as overland transportation routes are disrupted; at times communication to the town of Lethem, the only regional supply of goods and services is completely cut off. Alternatively, air travel to these communities has proven extremely expensive.

Furthermore, flooding also affects the town of Lethem as the condition of the GeorgetownLethem trail usually deteriorates during the rainy season.

Section 6 of the CCJ Act states that “an appeal shall lie to the [Caribbean] Court from decisions of the Court of Appeal as of right (emphasis added) in [among other things], any civil or criminal proceedings which involve a question as to the interpretation of the Constitution or in any proceedings that are concerned with the exercise of the jurisdiction conferred

upon the High Court relating to redress for the contravention of the provisions of the Constitution for the protection of fundamental rights.”

In my view, therefore, there is no question that any decision by the Court of Appeal in the David case is appealable to the CCJ as of right.

Additionally, normal village activity such as agriculture is disrupted, affecting the main economic activity within some villages. Fortunately, the effects of such floods are not life-threatening as in other countries.

To add to the situation, COVID-19 came at a most sensitive time, where the effects of the annual floods are felt synonymously. So far there has been no reported case of coronavirus in the South Rupununi, but a general fear has led people to be more sensitive to incoming traffic entering and passing through communities. Partly because of the outburst in numbers in neighbouring Brazil that has become the epicentre of the disease. Many transportation routes have been cut off due to rising water levels across the region. While this has been limiting transportation across the region, COVID-19 has enforced additional constraints on regional communication.

This has further compounded the situation for transportation of goods and services, and communication within the region.

Before the rainy season, fear of the deadly virus had caused the village councils of communities of South Rupununi to implement drastic measures in an attempt to prevent transmission, such as preventing the entry of persons and vehicles in and out of their communities. This was already limiting the transportation of essential goods and services from Lethem to the

rest of the region, even before the rainy season.

It is known that Indigenous populations are one of the most vulnerable groups to infectious diseases, where health facilities cannot cope with outbreaks. In neighbouring Brazil, the virus has reached many Indigenous territories where there exist poor health facilities, and according to the Brazilian Indigenous Peoples’ Association, it is affecting a population that has a history of being decimated by outside diseases. Conversely, in the Rupununi, many residents have reserved to their farms, which is unfortunate for some in areas that are threatened by floods in times of severe climatic conditions.

Although local businesses are functioning normally, measures enforced by the COVID-19 situation and the annual flooding season have negatively affected the inflow of essential goods and services into the sub-region.

Therefore, it is up to the leaders to prioritise the continued implementation of systems to prevent the transmission of the virus, while regulating the flow of goods and services. Although the situation is quite new, it must be adapted in the fight against the pandemic that has been affecting all. But today I recapture the islands' bright beaches: blue mist from the ocean rolling into the fishermen's houses.

By these shores I was born: sound of the sea came in at my window, life heaved and breathed in me then with the strength of that turbulent soil.

Since then I have travelled: moved far from the beaches: sojourned in stoniest cities, walking the lands of the north in sharp slanting sleet and the hail, crossed countless saltless savannas and come to this house in the forest where the shadows oppress me and the only water is rain and the tepid taste of the river.

We who are born of the ocean can never seek solace in rivers: their flowing runs on like our longing, reproves us our lack of endeavour and purpose, proves that our striving will founder on that.

We resent them this wisdom, this freedom: passing us toiling, waiting and watching their cunning declension down to the sea.

But today I would join you, travelling river, borne down the years of your patientest flowing, past pains that would wreck us, sorrows arrest us, hatred that washes us up on the flats; and moving on through the plains that receive us, processioned in tumult, come to the sea.

Bright waves splash up from the rocks to refresh us, blue sea-shells shift in their wake and there is the thatch of the fishermen's houses, the path made of pebbles, and look!

Small urchins combing the beaches look up from their traps to salute us: they rememer us just as we left them.

The fisherman, hawking the surf on this side of the reef, stands up in his boat and halloos us: a starfish lies in its pool.

And gulls, white sails slanted seaward, fly into the limitless morning before us.

Fraud being “exaggerated” to “fool” party supporters – Granger’s son-in-law

A

lliance For Change (AFC) Executive, Dominic Gaskin, who is also the son-in-law of caretaker President David Granger, said that he is not prepared to “blindly” support any political party as he faces criticism over a damning statement he made recently.

In a social media post on Friday, Gaskin, a former Minister in Granger’s APNU/AFC coalition Administration, said among other things that “The claims of fraud were grossly exaggerated and, unfortunately, designed to fool party supporters, who had placed their faith in the coalition, into believing that there was actual evidence of serious elections rigging by the PPP-C (People’s Progressive Party/Civic).”

However, Gaskin came in for criticism from APNU/ AFC sympathiser Tacuma Ogunseye, who questioned several aspects of his statement in a letter to the editor that was published on Sunday.

But in response, Gaskin stood by his statement.

“…Mr. Ogunseye ends his letter with “… he is playing to the `gallery’ and as a politician, is entitled to do so.” I can assure him that, for me, there is no gallery. I was not a candidate in these elections, and I have no political ambitions. I am simply not prepared to blindly support any political party.

My loyalty is to my country,” he contended in a subsequent letter to the editor on Sunday.

Gaskin went on to explain that his comment on “seriously rigged election” pertains to the National Recount period, which he said he stands by.

“For me, a seriously rigged election is one which provides an outcome that does not reflect the will of the electorate. In our case, an outcome where the most votes are awarded to a party for which the most votes were not cast. In other words: the outcome which [Returning Officer Clairmont] Mingo was attempting to produce,” he stated.

uyana has recorded one new coronavirus (COVID-19) case, bringing the total known number of persons infected by the virus to 184. This was made known by the Public Health Ministry, in its daily update on Sunday.

According to the update, there are now a total of 2108 persons who were tested for COVID-19 and 1924 negative results. 60 persons were tested in the last 24 hours, from which one positive case was diagnosed. Between Friday and Saturday, there had not been any new tests.

The number of deaths (12), number of persons in institutional isolation (69) and the number of persons in institutional quarantine (24) remain unchanged.

There was also one recovery in the 24-hour period, bringing the total number of recovered cases to 103.

Last week, there were a total of 24 new cases and a further breakdown shows that 11 teachers from the Santa Rosa Primary School, Moruca sub-district, Region One (Barima-Waini), are now infected with the coronavirus. All positive cases were placed in institutional isolation and the remaining 26 teachers from the school were asked to self-quarantine.

The Ministry would have announced on Friday that a decision was taken to reverse the lifting of the non-curfew measures in Regions Five (Demerara-Mahaica) and Eight (Potaro-Siparuni).

This means the 6 pm to 6 am curfew measures will remain in all administrative regions until directed otherwise.

These were the only two coronavirus-free regions in the country, but given the surge in cases, officials opted to reinforce the measures. Chief Medical Officer, Dr Shamdeo Persaud would have also reminded that in Guyana, the male population is most affected by the disease, along with Regions One (Barima-Waini), Four (Demerara-Mahaica) and Seven (Cuyuni-Mazaruni).

In their analysis, the mining community is now one of the “most vulnerable groups” for the spread of the disease.

“I wish to remind you that we are at a much higher risk because COVID-19 is rampant in our border-

ing countries and we have not seen a reduction but a constant increase in the number of positive cases.

Residents in Region Seven, I wish to make a special appeal to you as the situation in your community is of grave concern to the Ministry,” he highlighted.

He had said the CuyuniMazaruni Region, notably Aranka, has the second-highest number of confirmed cases. The mining activities, the continuous movement of people and services in and out of the area also make it extremely likely for the disease to spread.

Moreover, Gaskin went on to clarify that he never suggested that the irregularities uncovered during the recount exercise be dismissed. In fact, he urged that whenever the next Government is sworn in, it should properly investigate

this and explain it to the public as a priority.

“Any wrongdoing should be prosecuted to the fullest extent of the law,” he posited.

In this same breath, however, he pointed out that, “…this is first and foremost a GECOM problem and, given that it is the stronghold of one of the major parties, I am of the view that invalidating the votes in those polling stations would provide a final result that is much less reflective of the will of the people than accepting them with the inclusion of possible phantom votes. In other words, while I believe the matter should be investigated, I do not believe it should detain us at this point from a final declaration. This is just my layman’s view,” Gaskin surmised.

According to Police, the men were travelling along the East Coast of Demerara (ECD) at about 00:26h, when police ranks acting on information intercept-

ed a motor car at the Good Hope Public Road, ECD. A search was conducted and an unlicensed custom-made shotgun and three live cartridges were found in the vehicle’s trunk.

The driver and his three passengers were immediately arrested and are said to be assisting with the investigation.

post-mortem examination (PME) conducted on Saturday showed that 91-year-old Siegsfred Fraser, who was found dead in his bedroom by his grandson on Thursday, died from heart failure due to high blood pressure.

The pensioner hailed from Itaballi Landing, Mazaruni River, Region Seven (Cuyuni-Mazaruni). Reports are at about 10:55h on Thursday, Frazer’s lifeless body was discovered his 26-year-old grandson, a porter.

According to the man’s grandson, he visited his grandfather’s residence

but saw the house “tightly secured” and calls for the elderly man went unanswered.

As such, the porter forced open a window and entered his grandfather’s home. The 26-year-old ventured into Fraser’s bedroom where he discovered the elderly man tangled between his mosquito net and his bed. An alarm was raised and the matter was reported to the Itaballi Police Outpost.

Fraser was taken to the Bartica Regional Hospital where he was pronounced dead on arrival.

36 cops trained in vehicle licensing, certification

hirty-six traffic ranks drawn from the various Regional Police Divisions completed a one-week training in Licensing and Certifying that was conducted at the Police Officers’ Training Centre, Camp Road, Eve Leary, in keeping with the COVID-19 guidelines.

The training that was coordinated by Traffic Chief, Senior Superintendent Linden Isles saw the ranks focusing on topics such as financial regulations; goods transportation license; provision as to physical fitness and application for driver’s license; issuing of competence; workshop license; road engineering; CCTV footage and registrations among others.

Deputy Commissioner (Administration), Paul Williams during his address urged the participants to set an example.

Imagine that!! “Honesty” – as not prone to telling lies?? Integrity and Decency as with having moral principles and uprightness and living in accordance with them? After five years of watching him in action, your Eyewitness can only conclude that Granger has to be the biggest hypocrite in Guyana for trying to fob that off on his poor, gullible supporters.

We don’t have to go far back to check out his claims to HID. We can take the advice of Julie Andrews and start from the very beginning – which is always a good place to start!! And that’s his coalition with the AFC, isn’t it?? After all, he saw in 2011, even with the very best organisational efforts of his old squaddies, he just couldn’t get out enough votes to pip the PPP. He needed more bodies to throw at the PPP to capture that hill. And the AFC fit the bill.

He sealed the deal with the Cummingsburg Accord – signed symbolically on Valentine’s Day!! But this was no romantic nuptial, was it – even though the attentionstarved Moses Nagamootoo certainly lapped it up!! The AFC kept their promise and Granger became President.

But where was the Honesty, Integrity and Decency when he told Nagamootoo, “Oops!! I forgot when I promised you to sit at my right hand and chair Cabinet meetings, that the Constitution doesn’t allow that!!” Sure!! And if you need to buy a pontoon bridge, your Eyewitness has one at Schoonord!!

As an inducement to get Ramjattan to sign along the dotted line in the pre-nup, Granger had backtracked on his promise to shutter sugar. He even launched a CoI with Clive Thomas at the head to plot a course for sugar. And they proposed that GuySuCo be stabilised for three years and then brought to a point of sale. No sooner had the Report been handed to him, Granger backflipped and unilaterally closed four sugar estates and threw 7000 workers into the streets!! So much for Honesty, Integrity and Decency!!

And we arrive at the most sensitive topic in Guyana – race. Granger had boasted that his alliance with the AFC had brought the first REAL multiracial coalition to office in Guyana. But apart from kicking multiracialism in the teeth with his actions to sugar workers, the man proceeded to land a few well-aimed kicks in its groin when he appointed 16 out of 17 Permanent Secretaries from one ethnicity!! Honesty, Integrity and Decency??

What makes Granger’s claims even more dangerous is that he took his leadership starved followers into the gutter.

Nasty!! …K.I.S.S.?

Your Eyewitness must confess that his eyes start to glaze over nowadays whenever politics is taken into the courts. He also rolls his eyes, but that’s grist for another mill and another day. Guyana-Venezuela border controversy

Venezuela will not attend June 30th ICJ hearing – Venezuelan Foreign Minister

W

ith little over a week to go before Guyana begins defending its border case against Venezuela’s illegal claims on Essequibo, the Spanishspeaking country has indicated that it will not be attending the June 30 International Court of Justice (ICJ) hearing on jurisdiction.

This was revealed by Venezuela’s Foreign Affairs Minister Jorge Arreaza, who shared a Venezuelan communique on his official social media account. In announcing this decision, the Minister explained why they would not be attending the meeting.

“Venezuela informs that, in accordance with its historical position and in strict adherence to the 1966 Geneva Agreement, it will not attend the unusual and irregular hearing called for June 30 by the International Court of Justice,” Arreaza said.

The February 17, 1966 Agreement gave the United Nations (UN) Secretary General the responsibility to choose a means of peaceful resolution of the dispute and the possibility of finding another way in case it does not succeed.

Venezuela has said in the past that it does not recognise the jurisdiction of the

ICJ to mediate the matter and had unjustly claimed that UN Secretary General António Guterres exceeded his authority under the Geneva Agreement by referring the case there.

Essequibo region belongs to Guyana, and not Venezuela as is being claimed by the Spanish-speaking country.

The case was originally scheduled to be heard on March 23, 2020. However,

upcoming public hearings to determine whether the court has jurisdiction to preside over the matter.

The first round of oral arguments was supposed to be held on the first day, with Guyana presenting its pleadings. The following day would have been awarded to Venezuela. With Venezuela confirming its non-attendance, it’s unclear what will happen to this second day.

Domestic troubles

At present, however, both Guyana and Venezuela are in the throes of domestic troubles of their own. In the case of Venezuela, its economy has collapsed under the Nicholas Maduro regime and sanctions imposed by the United States over Maduro’s undemocratic

Guyana filed its case with the World Court on March 29, 2018, seeking a final and binding judgement that the 1899 Arbitral Award which established the location of the land boundary between the then-British Guiana and Venezuela remains valid and binding, and that Guyana’s

the ICJ had postponed the long-anticipated hearing of the Guyana-Venezuela border dispute case, citing the worldwide crisis of the coronavirus.

In a previous notice, the Hague, Netherlands-based ICJ had informed the parties of the schedules for the

grip on power based on elections widely panned as lacking credibility.

The Venezuelan President has even been charged in the US for narco-terrorism, drug trafficking, money laundering and corruption. Meanwhile, Guyana is without an official declaration by the Guyana Elections Commission (GECOM), three months after elections were held.

The past few months have been marked by court cases and attempts by certain officials to rig the elections in the favour of the APNU/AFC.

Guyana warned of sanctions

Officials in the US and other countries have already warned that Guyana could be sanctioned and isolated on

the world stage if the legitimate results are not used to swear in a President, a situation that analysts have said could impact Guyana’s case at the ICJ. The border controversy gained new life when oil giant ExxonMobil announced in 2015 that it had found oil offshore Guyana. Venezuela had inexplicably been against oil exploration in Guyana’s Stabroek Block, where multiple oil deposits were found

by ExxonMobil, and had laid claim to the Essequibo region, which represents two-thirds of Guyana’s territory.

After some two years of mediation, the UN announced back in 2018 that it had sent the matter to the ICJ after careful analysis of the good offices process.

Gun-toting bandits rob engineer

G

un-toting bandits robbed an engineer after trailing him from a commercial bank on Friday.

Reports are the 43-yearold man of Farm, East Bank Demerara (EBD), went to a commercial bank and deposited cash for his employer.

After leaving the bank, he was tasked to meet a co-worker to pay him his wage. This

publication was told that the engineer waited for some time at Diamond, EBD, but his coworker never showed and so he left for home. As he was parking his car at about 12:40h, three armed men rushed out of a car and whipped out handguns, demanding that he hand over his cash and other valuables.

Police were told that the

man handed over $300,000 along with his two cellphones, valued $110,000, to the gunmen. The matter was reported to the police and the lawmen were able to review Closed Circuit Television (CCTV) footage from the area. Police have since been able to identify the car used in the robbery.

Police Sergeant dies in Essequibo Coast crash A

Police Sergeant died on his way to the Suddie Public Hospital after he crashed at Land of Plenty Public Road, Essequibo Coast, Region Two (PomeroonSupenaam), on Sunday.

Dead is 25-year-old Lakhan Persaud, called “Ravi”, of Columbia, Essequibo Coast.

Reports are at about 14:00h, Persaud was driving motor car PRR 5764 at

the road. As a result of the impact, the policeman’s car tilted to the right and came to a halt, pinning the sergeant, who was thrown out of his seat.

This newspaper was told that residents in the area rushed to the cop’s assistance and pulled him from the wreckage. He was picked up in an unconscious state and taken to the Suddie Public Hospital.

He, however, died on his

damage to three of his cars – one of which he bought mere days ago.

Persaud was the nephew of the late former Assistant Commissioner of Police Balram Persaud, who also died in an accident on February 5, 2016, along the West Bank of Demerara public road.

that the teen’s relatives subsequently contacted her boyfriend’s family and were told that Rahaman fell while she was there.

However, the teen’s grandmother confirmed that the couple had an argument about her pregnancy -which turned violent.

The matter was subsequently reported to the police.

When contacted, Divisional Commander Crystal Robinson said that she is awaiting the post-mortem examination to determine the way forward. The teen’s body is at the Suddie Hospital Mortuary.

Most of gas handling systems online – ExxonMobil …says minimising flaring a priority

n the heels of criticism regarding its volume of flaring, Esso Exploration and Production Guyana Limited (EEPGL) has made some headway in fixing and fully commissioning its gas handling system in order to cut down on the harmful flaring.

This publication reached out to Exxon Public Affairs Advisor, Janelle Persaud, who explained that they are currently injecting and utilising 85 per cent of the gas produced in the Stabroek Block while they finalise the commissioning of the gas handling system.

“We have two of the three gas handling systems online and are currently injecting or using 85 per cent of the pro-

duced gas from the reservoir.

With gas reinjection online, we are able to ramp up production and reduce flaring,” Persaud informed.

Persaud further explained that when the system is fully commissioned, Exxon will be able to produce at full capacity. Moreover, she stressed that minimising flaring is actually one of ExxonMobil’s priorities.

“Once the system is fully commissioned, we will be able to produce at full capacity.

Both the safety of the people working on the Liza Destiny and our efforts to minimise flaring are key priorities for ExxonMobil Guyana.”

he boyfriend of the 17-year-old Melissa Soman called “Lisa”, whose body was fished out of the Berbice River, has admitted that an argument over infidelity led to him beating her before she plunged overboard to escape his wrath.

In a confession statement, the 22-year-old man said that Soman, of 58 Stanleytown, New Amsterdam, Berbice, Region Six (East BerbiceCorentyne), was unfaithful to him and engaged in a relationship with his 48-yearold relative.

Initially, her boyfriend’s uncle, who was the captain of the boat from which the teen jumped, had told investigators that Soman said she and her boyfriend were having problems and she plunged overboard. The body of 17-yearold Melissa Soman called “Lisa”, of 58 Stanleytown, New Amsterdam Berbice, Region Six (East BerbiceCorentyne), was found floating in the vicinity of Gateroy some 50 miles up the Berbice River about 16 hours after she went missing and was feared drowned. Center for International Environmental Law (CIEL) had released a statement in which it called on the company to stop flaring gas offshore Guyana. CIEL had claimed that the flaring exceeded the levels approved by the Government, a level that now puts Guyana among the top ten gas flaring countries in the world.

“The carbon dioxide emissions from that flaring are approximately equivalent to the amount generated by Guyana’s entire population over three months,” CIEL had said in its statement.

“And the problem risks getting worse over time as Exxon moves forward to extract the estimated 8 billion barrels of recoverable oil it has discovered off Guyana’s coast.”

Last week, EPA Director Dr Vincent Adams had revealed that Exxon Mobil had scaled back its production of oil offshore Guyana in a bid to cut down on flaring, a decision it reached after a meeting with the agency.

“What we did, we said

they cannot stray more than (the limit). They started out flaring about 80 million cubic feet per day. And then, when they were commissioning the compressor to inject the gas, the compressor failed,” Adams explained.

“So, when they were commissioning the compressor, it started working. So, they cut back the gas flaring from 80 million cubic feet per day to 15. Then the compressor failed again. So basically, after discussions with them, they all agreed that they

should cut back oil production from 80 million barrels per day to 25 to 30 million barrels per day. So, they would not go above that 15 million cubic feet per day.”

When it comes to the troublesome gas compressor, Adams had revealed that the equipment is still giving problems and moreover, EEPGL had reported being unable to source technical assistance from the manufacturers, such as technological and engineering manufacturer Siemens.

2 killed in EBE accident

n East Bank Essequibo accident on Sunday afternoon left two motorcyclists dead and several others injured.

Dead are Shar Scott, 23, of Samaroo Dam Pouderoyen and 22-year-old Michkael Jones of Middle Street Pouderoyen, West Coast Demerara. Both men were pillion riders with Gerald Rampersaud and Tyreace Beckles respectively.

Reports are the accident occurred at about 16:00h at Le Destin Public Road, EBE. According to persons in the vicinity, the two motorcyclists, along with about 13 others were riding at a fast rate of speed while displaying stunts when they slammed into motor car PXX 9662, which was driven by a 22-year-old man.

The scene of the accident was stained with blood and wreckage as several of the motorcyclists lay on the roadway with injures. They were all rushed to the Leonora Cottage Hospital, where the two

were pronounced dead on arrival.

Rampersaud and Beckles are in critical condition at the Georgetown Public Hospital. Meanwhile, a police source said that the taxi driver claimed that he saw about 15 riders who were all manoeuvring the roadway. According to the source, the driver said that after one of the riders slammed into him, he applied brakes, causing several others to collide with his car.

CDC donates cleaning hampers to flood-hit Coomacka residents

As a result of severe erosion, more than half of the community’s river was deemed impassible, with residents being affected due to intense flooding.

Regional Chairman Renis Morian had noted at the time that the issue was compounded by years of bauxite mining in the community.

Lecturer’s “totalitarian behaviour” ends in exam disaster – UGSS accuses

he University of Guyana Students’ Society (UGSS) has been mobilising students to refrain from participating in a macro-economic survey, after their last examination ended disastrously when concerns raised beforehand went unaddressed.

In a public notice to their members, the student advocacy body advised UG students not to conduct the Macro Economics (ECN 1200) survey this time around. It was noted that additional concerns raised have once again been ignored.

The UGSS contended that the lecturer of the subject, and by extension the Department Head, would have disregarded previous concerns by students during the last examination – a situation which ended in shambles.

“All persons that are asked to do a survey about Macro Economics (ECN 1200) are asked by the UGSS to refrain from doing such. The UGSS is of the firm belief that the lecturer of the subject, moreover the

Head of Department, failed to listen to the students leading up the exam about concerns raised about said exam,” UGSS said.

After the last encounter, the body said the oppressive nature of the situation is the main reason for resisting new instructions. It went on to say that until the survey is adjusted to capture the concerns of students and “realistically” address them, the survey will remain undone.

“It turned out to be an absolute mess of an exam

for all participants, which stemmed from proposed concerns students raised pre-exam. The students, along with the UGSS, believe that the survey does not capture the true nature of the problem, which has to do with about 80 per cent of the totalitarian behaviour of the HoD. he Organisation of Eastern Caribbean States (OECS) expressed its deep appreciation to the Republic of Cuba for the medical support provided to six (6) member countries of the Organisation to assist with efforts to combat the spread of the novel Coronavirus (COVID-19) pandemic in the OECS and wider Caribbean region.

The provision of specialised health care through the Henry Reeve International Medical Brigades has not only augmented the scarce medical resources of OECS Member States but has provided assurance to the general populations of the region’s capacity to fight and manage COVID-19. Four hundred and seventy-three (473) Cuban medical personnel are working alongside their Caribbean counterparts in eight countries

(Antigua and Barbuda, Barbados, Commonwealth of Dominica, Grenada, Jamaica, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines) to assist in managing the spread of COVID-19.

Cuba’s support to the health sector in the Caribbean has a long and exemplary history that has benefitted numerous Caribbean citizens.

One noted invaluable assistance to the region is “Operation Milagro” – a programme which provides free eye medical treatment to OECS nationals requiring interventions to prevent blindness or to restore vision. These conditions include cataract, diabetic retinopathy and other reversible types of visual impairment. The OECS acknowledges with gratitude the extensive global contributions of Cuba, particular-

ly in the fields of health and disaster management, this in spite of its material limitations and the economic hardships resulting from US imposed sanctions.

The Organisation notes with deep concern and repudiates the recent bill introduced by Republican Senator Rick Scott which classifies Cuba’s humanitarian assistance as “human trafficking” and seeks to extend punitive measures against countries accepting this medical assistance.

HE Senate will on Monday debate a bill which among other things will outlaw revenge porn, intimate images of their former romantic partners sent by disgruntled individuals after a break-up.

Attorney General Faris Al-Rawi will pilot the Domestic Violence (Amendment) Bill 2020, to give more protection to victims on top of that in the 1999 parent act.

The definition of "emotional or psychological abuse" is expanded.

The bill bans “the dissemination of intimate images of the applicant or applicant's child" electronically or by any other means.

Also prohibited is emotional abuse by way of "unwelcome or intimidatory contact" by any method including electronic means.

“Moreover, preventing a person from making or keeping connection with his

family or friends or any other controlling or coercive behaviour towards the person or his child will be considered ‘emotional or psychological abuse,’” said a parliamentary guide to the bill, Bill Essentials.

The bill also sets up a register of individuals accused of domestic violence.

“The Commissioner of Police shall establish electronically a National Domestic Violence Register," says Bill Essentials. "The amendment places a responsibility on the Commissioner to ensure all domestic violence reports are entered in the Register. The Register shall be accessible to police officers in each police station but shall not be accessible to the public.”

The bill mandates the reporting of suspected domestic violence.

It says anyone who has even a temporary care over

a child or other vulnerable person and suspects they are suffering domestic violence must report this to the police, on pain of a penalty of seven years imprisonment or a $15,000 fine.

The protection is for those under age 18 and for someone who is dependent on another person due to physical or mental disability, age or infirmity.

The person mandated to report their suspicions of domestic violence are anyone residing with the victim, any medical professional who conducted a medical examination, and anyone who has actual custody or control of the victim, the bill says. More so, also mandated to report suspected abuse are the victim’s “attendant, employer, teacher or caregiver,” or person who in “any other capacity has temporary custody, care, charge or control of the victim.” (T&T Newsday)

WHO reports record daily increase in coronavirus cases

At a meeting recently, Regional Chairman, Renis Morian sought from members their views on whether the committee’s role was effective during the curfew and challenges they foresee in moving forward.

“Evaluating and reviewing the Committee’s efforts is very important with the

Regional Fire Commander, Courtney Springer, commenting on the issue said that there is a need for more sensitisation so that persons would not feel that committee is violating their freedom but rather seeking to help them.

The curfew in Linden had started just over a week before the national 6PM to 6AM curfew, and from reports, the people of the Upper Demerara-Berbice region have been diligent, patient, and largely compliant.

Last month, Region 10’s COVID-19 cases had gone up to nine including one death – 49-year-old Sydney Trellis called “Jacket” of Wismar, Linden. He was the country’s seven COVID death. The region had also recovered the country’s youngest coronavirus patient, a one-year-old toddler.

He relapsed a few hours later and was readmitted to the hospital. He died early on Sunday.

"Ahmed Radhi passed away wearing the green jersey, which he loved so much that we loved him in it," said Iraqi premier Mustafa al-Kadhemi.

FIFA, or the International Federation of Association Football, paid tribute to Radhi.

In a tweet, the international body that governs, manages and promotes association football, listed some of Radhi's achievements throughout his career, adding: "Football lost a legend today. RIP Ahmed Radhi."

The footballer scored what remains Iraq's only World Cup finals goal in 1986 against Belgium.

Radhi, a striker, led Iraq to victory in the Gulf Cups of 1984 and 1988, when he was voted Asian footballer of the year.

In the 1986 World Cup in Mexico, he scored against Belgium but Iraq lost the match 1-2 and exited the tournament in the group stage without a point.

Radhi fled Iraq in 2006 after its Olympic Committee head was kidnapped during the height of the sectarian violence that followed the US-led invasion of 2003.

He moved with his family to the Jordanian capital Amman but returned to Iraq in 2007 for a career in politics, replacing a member of parliament who defected to join the fighting raging across the country.

US: Impeaching Barr a"waste of time", says top Democrat

S Attorney General William Barr deserves to be impeached over the firing of a federal prosecutor whose office had been investigating President Donald Trump's personal lawyer but the effort would be a "waste of time", a leading Democratic legislator has said.

Jerrold Nadler, the House of Representatives Judiciary Committee chairman who helped lead the Trump impeachment hearings last year, told CNN's State of the Union on Sunday that the Republican-led Senate would block any effort to sanction Barr. "I think he deserves impeachment. He certainly deserves impeachment. But again, that's a waste of time because the Republicans in the Senate won't look at that and we have, we have other ways of getting at this," Nadler said.

A Justice Department spokesperson did not immediately respond to a request for comment.

The firing of prosecutor Geoffrey Berman was the latest in a series of moves by Barr that critics say aim to benefit Trump politically and undermine the independence of the Justice Department.

Iran ship reaches Venezuelan waters with cargo of food

A

n Iranian ship was approaching the Venezuelan port of La Guaira on Sunday with a cargo of food that will supply the South American nation’s first Iranian supermarket, according to Refinitiv Eikon and Iran’s embassy in Venezuela.

Iran supplied 1.5 million barrels of fuel to Venezuela last month amid a collapse of refinery operations and tightening sanctions by the United States that has made it more difficult for Venezuela to obtain fuel on international markets.

The Iranian-flagged general cargo ship Golsan, owned by Mosakhar Darya Shipping Co, departed on May 15 from Bandar Abbas.

Five tankers left for the Caribbean from the same port in March after loading fuel, according to Eikon data.

“The Golsan will arrive carrying food to open the first Iranian supermarket in Venezuela,” the Iranian Embassy wrote on Saturday via its Twitter account. It did not provide details.

Coronavirus: UK PM to announce July 4 re-openings

The US attorney for the Southern District of New York has not shied from taking on figures in Trump's orbit and had been investigating his private lawyer, Rudy Giuliani.

US Representative Adam Schiff, the lead prosecutor in Trump's impeachment, told NBC's Meet the Press the motivation for firing Berman was suspect, "given the pattern and practice of both the president in seeking to use the justice system to reward friends, punish enemies, protect people he likes, and Bill Barr's willingness to carry that water for the president".

Nadler said he has asked Berman to testify in the Judiciary Committee's investigation of political interference at the Justice Department launched earlier

this year.

Nadler said he did not know if Berman would testify at a hearing Wednesday with whistleblowers from the department, "but I'm sure he will testify" at some point.

The dispute began late on Friday when Barr announced Berman was stepping down and would be replaced by US Securities and Exchange Commission Chairman Jay Clayton. Berman refused to resign until the Senate confirmed his successor, and said his office's investigations would continue.

Only after Barr backtracked from his plan to handpick the acting US attorney, allowing Berman's deputy Audrey Strauss to take the reins, did Berman agree to step down on Saturday.

On Tuesday, he will consult cabinet on any changes, before updating Parliament on the next steps of lockdown easing.

But No 10 warned the moves would be "the first to be reversed" if they led to a surge in the virus.

Earlier, Health Secretary Matt Hancock said he "very much hopes" the 2m rule can be lowered with "mitigations" to cut the risk of transmission.

Labour's shadow health secretary, Jon Ashworth, said his party were "prepared to look at [the proposals] carefully", but their support would depend on other mitigations being introduced.

Mr Johnson said earlier that the government was "sticking like glue" to the roadmap it announced for England in May. In phase two, at the start of June, the plan allowed the opening of non-essential retail and the return of more pupils to school.

When the PM announced the roadmap, he said phase three would allow for some pubs, restaurants, cinemas and other hospitality venues to re-open at the start of July "at the earliest".

Some Tory MPs and members of the hospitality sector have been appealing to the government to lower

the 2m rule to 1m, as many venues would be unable to open otherwise.

The World Health Organization recommends a distance of at least 1m (just over 3ft), but the UK government's scientific advisers say that being 1m apart carries up to 10 times the risk of being 2m apart.

The other nations of the UK are yet to announce any plans to change the 2m distance rule.

UK police rule deadly park Coronavirus: Zimbabwe stabbings ‘terrorist attack’ Health Minister in court

ritish police have said they are treating a stabbing rampage that killed three people in a park in the southern city of Reading as a “terrorist attack”.

Three other people were seriously wounded in the attack that took place on Saturday in the city’s Forbury Gardens Park.

A 25-year-old man was arrested on Saturday evening on suspicion of murder after the stabbings in

Reading, which is about 65 kilometres (40 miles) west of London.

“This was an atrocity,” said Neil Basu, the United Kingdom’s most senior counterterrorism police officer, adding that there was nothing to suggest anyone else was involved Vand they were not looking for further suspects.

While the motivation for the attack was far from certain, he said there was no in-

telligence that crowded places were at risk. Basu said “incredibly brave” unarmed officers from the Thames Valley Police force arrested a 25-year-old local man at the scene. The Thames Valley force later said counterterrorism detectives were taking over the investigation. The victims have not yet been identified.

Prime Minister Boris Johnson held a meeting on Sunday with security officials, senior ministers and

the police to be updated about the investigation. He said he was “appalled and sickened” by the attack and said the UK would change the law if needed to prevent any future incidents. “If there are lessons we need to learn ... we will learn those lessons and we will not hesitate to take action if necessary,” he said.

A Black Lives Matter protest took place at the park earlier that day but

police said there was no indication the two incidents were connected. Witnesses reported seeing two air ambulances and several police cars rush to the park on Saturday evening. One witness described a lone assailant walking through a park filled with people and stabbing them at random.

“The park was pretty full.

A lot of people sat around drinking with friends,” Lawrence Wort told the Press Association.

“One lone person walked though, suddenly shouted some unintelligible words and went around a large group of around 10, trying to stab them.”

Wort said he saw three people being stabbed “in the neck and under the arms”.

The assailant then lunged at another group and “got one person in the back of the neck”, Wort said.

“Then when he realised everyone was starting to run, he ran out the park,” said the witness. Officials said two people were being treated in the emergency department of Reading’s Berkshire Hospital.

An overwhelming majority of the UK’s serious crimes are committed with knives and other stabbing weapons because of the country’s strict gun ownership laws.

DR Congo presidential aide gets 20 years hard labour for corruption

top aide to DR Congo President Felix Tshisekedi was handed 20 years hard labour for corruption on Saturday in a case that has tested the government’s anti-graft credentials.

Vital Kamerhe, 61, who served as the president’s chief of staff, was convicted of diverting more than $50 million of public funds, the court in Kinshasa said.

Much of the money was earmarked for building 1,500 social housing units under a programme announced by Tshisekedi after his inauguration in January 2019.

The case marks the first time a figure considered untouchable in Congolese political life -- Kamerhe was also a key ally of former president Joseph Kabila -has been tried and convicted for corruption.

Kamerhe’s French lawyer, Pierre-Olivier Sur, denounced what he called a “show trial” and an “expedited process broadcast direct on television.”

Sur and his Congolese counterpart said on June 11 they would call Kamerhe’s situation to the attention of a UN panel probing cases of arbitrary detention.

Campaign group Unis welcomed Saturday’s ruling as “a jolt for the rule of law” but said “other key players” including a commercial bank had not been brought to justice.

“Some key players in the mechanisms for misappropriation appear to have been spared. It is difficult to understand,” said Floribert Anzulini of the citizens’ movement Filimbi, also citing a bank at the heart of the case.

- ‘Under attack’ -

Kamerhe’s lawyers said they would appeal as forced labour is banned under the country’s constitution.

His sentence included other penalties including disqualification from holding public office for 10 years.

Kamerhe’s co-accused, Lebanese businessman Jammal Samih, 79, was also convicted and given 20 years hard labour.

“It is not me under attack, it is the president of the republic,” Kamerhe told the prosecutor, who reproached him for his “tendency to hide behind the head of state”. (AFP)

imbabwe’s health minister has been granted bail after appearing in court.

Obadiah Moyo was arrested on Friday after the government came under pressure from the opposition and on social media over a scandal surrounding the procurement of coronavirus tests and equipment.

He faces corruption charges related to a $20m (£16m) contract awarded to a Hungary-registered firm, allegedly without going through proper processes.

The government has not commented.

My Moyo is the second minister in Emmerson Mnangagwa’s cabinet to face corruption charges.

He arrived in court in a state-issued luxury car accompanied by aides, the BBC’s Harare correspondent Shingai Nyoka says.

During the hearing, he was charged with several counts of criminal abuse of office and ordered to surrender his passport. He is expected to appear in court again by the end of July.

According to local media, prosecutors had initially opposed Mr Moyo’s release but later agreed that he be granted bail. The deal with two-month old firm Drax Consult is alleged to have been completed without the

legal consent of Zimbabwe’s procurement registration authority.

The opposition has also expressed concern about a $2m payment to Drax Consult. The payment was flagged as suspicious by Hungarian authorities in March.

Last week businessman Delish Nguwaya, who is believed to be Drax’s representative in Zimbabwe, was arrested in connection with the case.

Two others have also been arrested. It is rare for cabinet ministers to be arrested here. A government spokesperson described this arrest as a reflection of government’s commitment to fighting corruption, adding that no one is immune from prosecution.

But it is too early to celebrate victory.

Zimbabwe has seen a large number of high profile corruption cases, but many have ended in acquittals.

People started raising questions about how a controversial businessman, who had failed a vetting process months earlier, had managed to set up a new company and secure millions of dollars’ worth of contracts to supply medicines and equipment - some at hugely inflated prices.

The government has since cancelled all contracts with Drax, the state-run Herald newspaper reported.

Zimbabwe says it has confirmed nearly 500 virus cases, including four deaths, but the actual number of cases is thought to be higher.

The country is also facing its worst economic crisis in more than a decade and there is mounting public anger over poor services and corruption. (BBC)

razil, the world’s number two coronavirus hot spot after the United States, officially passed 50,000 coronavirus deaths on Sunday, a blow for a country already grappling with more than one million cases, rising political instability, and a crippled economy.

Brazil now has a total of 1,085,038 confirmed cases and 50,617 deaths, up from 49,976 on Saturday, the Health Ministry said.

Experts say the true numbers are a lot higher because of a lack of widespread testing. Latin America’s largest country has typically recorded more than 1000 deaths a day, but usually registers fewer on the weekends.

Brazil confirmed its first case of the novel coronavirus on February 26 and passed one million cases on Friday.

Since first arriving in the country, the virus’s rapid spread has eroded support for right-wing President Jair Bolsonaro and has raised fears of an economic collapse after years of anaemic growth.

Trinidad and Tobago's borders to remain closed for now

rinidad and Tobago’s Prime Minister, Dr Keith Rowley says the borders of the twin-island republic will remain closed as long as health requirements related to COVID-19 remain in place.

Speaking during a media conference in Tobago on Saturday, the Prime Minister said while some Caribbean countries have started to reopen their borders, his Administration is determined to take a cautious approach.

“We want to keep our

borders where it is, because the pandemic is raging. The closure of the borders is not meant to penalise anybody, it's not meant to lock us in here and make us prisoners.

It's meant to keep the virus out, and the virus travels by way of people. It is normal common sense,” he said.

As it relates to travel exemptions, the Prime Minister added that priority would be given to those citizens who left temporarily to work abroad or re-

ceive medical treatment.

Meanwhile, as of Monday, bars, beaches, rivers, casinos, private members clubs, cinemas, and gyms will resume operations, as the country moves into the next phase of the gradual reopening of the economy.

Restaurants will also be allowed to restart dinein services. All establishments will be required to close at 22:00h (local time).

“The Prime Minister’s address under the theme:

“New Challenges: New Opportunities to Continue to Build a Stronger St Lucia Together” follows the laying of the Estimates of Expenditure for the new financial year in the amount of EC$1, 697, 312, 800 on April 29,” the statement said.

It said that the budget “holds extreme importance for St Lucia as it will set forth the policies and plans for achieving sustainable and inclusive growth, development over the medium term, focus in on key sectors and outline

the plans for St Lucia’s economic recovery amidst the COVID-19 pandemic”.

The statement said that Chastanet will also address the achievements with Public and Private Sector investments, major infrastructure development, re-engineering social services, social safety nets, and youth development.

“A key component of the Prime Minister’s address will be achievements and plans for the healthcare sector and specific fiscal measures and revenue generation initiatives,” it added.

The budget presentation comes as the main Opposition St Lucia Labour Party (SLP) earlier this week launched its campaign for the general election that is constitutionally due by September next year.

ne of the most wanted Mexican cartel leaders threatened the Government and his arch-foes in highly-unusual video messages, including one where he can be seen fighting back tears after his mother was detained over the weekend.

Jose “El Marro” Yepez, leader of the Santa Rosa de Lima Cartel, has been a thorn in the side of President Andres Lopez Obrador’s Government owing to his gang’s industrial-scale siphoning of petroleum from State-run oil company Pemex.

In one of the videos widely shared on social media, Yepez can be seen lashing out against the Government after his mother was allegedly arrested in a major security op-

eration in the city of Celeya in Mexico’s bloodiest state, Guanajuato.

“I’m going to be a stone in your shoe. I’m going to blow up, you will see,” Yepez, wearing jeans with a rifle slung over his should, said in the video. Reuters was not able to independently verify the videos.

Mexican security forces on Sunday said they arrested members of an organised crime group in a raid in Celeya, where they found about one kilogram of a something resembling methamphetamine and two million pesos (US$88,000).

On Friday, SOUTHCOM said that two patrol aircraft, an E-3 Sentry (AWACS) and E-8 Joint STARS (JSTARS), supported by two KC-135 Stratotanker aerial refuelling aircraft, will fly detection and monitoring missions in international

airspace “to help US and international law enforcement authorities disrupt and defeat transnational criminal organisations trafficking illegal narcotics in the Region”.

About 200 airmen, including aircrew, maintenance technicians, logisticians, and administrative personnel, will support the operation, SOUTHCOM said in a statement.

It said the aircraft will operate from the Curaçaohosted Cooperative Security Location (CSL), also commonly referred to as a forward operating location, in Willemstad.

OILNEWS Oil prices continue their rise, albeit slowly, since April’s crash

il turned around last week’s setback, extending a slow but relentless rise since falling into negative territory in April.

US benchmark crude futures rose 2.3 per cent Friday to close at the highest level since March 6. The 9.6 per cent increase for the week marks the seventh gain in the last eight weeks. Oil traders Vitol Group and Trafigura Group and exporter Saudi Aramco all talked up the strength of the demand recovery in recent days, and prices for some of the world’s major oil products have begun to roar higher. OPEC+ gave reassurance on output cuts on Thursday.

“You had three key ingredients making the market climb this week,” said Thomas Finlon of Houston-based GF International. A drop in US refined product inventories, OPEC compliance and falling crude inventories at Cushing, Oklahoma, all contributed to the price strength, he said.

Inventories in Cushing, the delivery point for West Texas Intermediate futures, have contracted every week since early May. WTI traded above the US$40 a barrel for much of the session on Friday before fresh evidence of a rise in US coronavirus cases dampened sentiment. California, Florida and Arizona posted their biggest jumps in cases since the pandemic began, further signs the outbreak is worsening in some Sun Belt states.

A potential resurgence of the virus in China, the world’s biggest crude importer, is clouding the long-term outlook.

Traffic in Beijing has plunged as authorities battle a fresh outbreak.

Data from the Energy Information Administration this week showed output declined for an eleventh straight week to just above 10 million barrels a day last week. That comes as the number of rigs drilling for oil has fallen 72 per cent over the past 14 weeks to a level not seen since before the shale-oil revolution kicked off at the beginning of the last decade.

Timespreads also showed signs of strength. WTI’s frontmonth spread rose Friday to the strongest level in a month.

Germany riot: Gangs smash shops and attack Police in Stuttgart

roups of people have smashed shop windows, looted, and attacked Police vehicles in central Stuttgart during hours of night-time disturbances.

German Police say more than a dozen police officers were hurt during the violence, in south-west Germany.

Stuttgart police say the violence began after Police checked a drugs incident.

The situation escalated after a 17-year-old was questioned for an alleged drug offence, the city's Police Vice President Thomas Berger told reporters.

A group of between 100 and 200 people responded by throwing stones and bottles at the police on the central Schlossplatz, a large square.

This then grew, he said, to between 400 and 500 people attacking Police. Many of the rioters were said to be hooded and masked.

Police President Frank Lutz suggested the situation

had become more tense over the past three to four weeks.

What he described as people from the "party and event scene" in Stuttgart had been getting drunk in public and adopted an aggressive and insulting tone towards Police on social media.

In total, 40 shops were damaged, and nine looted.

Some rioters threw chunks of paving stone and other missiles at passing Police cars. At one point, the police said, the situation was "out of control".

More than 200 extra police were rushed into the city centre, where shops had been attacked apparently at random.

Twenty-four people were arrested - 12 Germans and 12 described as non-German.

Police have appealed for witness evidence including mobile phone footage.

Reading stabbing attack suspect Khairi Saadallah known to MI5 – sources

he man held on suspicion of killing three people at a park in Reading was known to MI5, security sources said.

Khairi Saadallah, 25, from the town, was arrested on Saturday and Police say they are not looking for anyone else over the terror incident.

ro-democracy labour unions and a student group in Hong Kong failed to garner enough support to hold strikes against looming national security legislation imposed by Beijing, in a blow for the Chinese-ruled city’s protest movement.

After a year of often-violent unrest, anti-government demonstrations have lost momentum due to higher risk of arrest, with recent rallies failing to receive Police approval due to coronavirus restrictions on large crowds.

A strike was intended to open a new arena of resistance, but organisers said only 8943 union members participated in a citywide poll, falling short of the 60,000 threshold to go ahead,

China on Saturday announced details of the national security legislation, unveiling Beijing will have overarching powers over its enforcement and signalling the deepest change to the city’s way of life since the handover.

1 dead, 11 injured in Minneapolis shooting

ne man has died, and 11 people suffered non-life-threatening wounds in a shooting in Minneapolis in the US state of Minnesota.

Images streamed live to Facebook showed at least one person lying on the pavement as dozens gather around, some screaming for

medical help.

Other footage appeared to show businesses with shattered windows, and Police cars at the scene.

"12 people have suffered gunshot wounds," Minneapolis Police wrote on Twitter, "1 adult male died and 11 have non-life-threatening

wounds."

They did not give the age of the man who died or say whether anyone was arrested.

The affected area is about five kilometres (three miles) west of the Minneapolis commercial area and neighbourhood hit by rioting in the wake

of George Floyd's death on May 25.

ewis Hamilton has announced plans to set up a commission in his name to increase diversity in motorsport. The world champion said he wants the Hamilton Commission to make "real, tangible and measurable change".

"Despite my success in the sport, the institutional barriers that have kept F1 highly exclusive persist," he said in a column for the Sunday Times. "It is not enough to point to me, or to a single new black hire, as a meaningful example of progress."

Hamilton, 35, said his commission would explore how motorsport can be used "to engage more young people from black backgrounds with science, technology, engineering and maths (STEM) subjects". He added: "Thousands of people are employed across this industry and that group needs to be more representative of society". He said he wanted motorsport "to become as diverse as the complex and multicultural world we live in".

"Tendulkar was given out on two different occasions when those were mistakes. I do not think any umpire would want to do the wrong thing. It lives with him and his future could be jeopardised," he said. "To err is human. Once in Australia, I gave him out leg before wicket and the ball was going over the top.

Another time, in India it was caught behind. The ball deviated after passing the bat, but there was no touch.

But the match was at Eden Gardens and when you are at the Eden and India is batting, you hear nothing.

"Because 100,000 spectators are making noise.

Those were the mistakes and I was unhappy. I am saying a human is going to make mistakes and accepting mistakes are part of life," he added. (Cricbuzz)

“I was pretty confident by the time we hit the seven-eighths pole,” jockey Manny Franco said. “He was so kind and relaxed for me.”

Trainer Barclay Tagg – whose 2003 horse Funny Cide won the Kentucky Derby and the Preakness Stakes, but was denied Triple Crown glory at the Belmont – said he was glad to have “lived long enough to have another

starts on July 8. With the likes of Shimron Hetmyer and Darren Bravo opting out of the tour, Dowrich, in his virtual press conference on Sunday, disclosed that he never gave moving up the order a thought.

"I am just here to help the team and whatever the team requires, I am willing to do. It would be up to the Coach and Captain and I have not given [it] much thought," Dowrich posited.

W i t h England being challenging territory, Dowrich revealed that he was eager to score a Test century there.

"Scoring runs away from home is always a challenge, but if you would rate yourself as a player you have to be able to do it and I think I have been putting in enough work to come up with something in this series."
