Cops may be closer to solving young teacher's murder ...suspect arrested

early one month after the battered body of Richard Ishmael school teacher, Kescia Branche was found, the DNA samples taken from the now deceased 22-year-old are yet to be sent overseas for testing.

“It has not been sent as yet. It will be sent soon,” acting Top Cop, David Ramnarine asserted on Wednesday during a side interview with the press at the Marriott Hotel.

Further, he said that a suspect who had left the country the day that Branche’s body was found has returned to Guyana and is presently in custody assisting with the investigation. “Good news is that a suspect who had gone overseas has returned and we’ve been doing some further investigative work,” he told media operatives.

Branche, a mother of one, who resided in Cummings Lodge, Greater Georgetown was last seen on November 4, when she left for a night out with her friends. However, her unconscious body was found in the vicinity of Princes Street and Louisa Row, Georgetown the morning after.

Several persons were questioned and subsequently released for the young teacher’s killing. These included the father of Branche’s daughter and two police officers who claimed that they offered her a lift after seeing her waiting outside a city establishment.

inister of State, Joseph Harmon said that the contract between international oil giant, Exxon Mobil and the Government of Guyana, along with its terms and conditions, will be made public sometime during the month of December.

“I can up and say that the matter was discussed at Cabinet and what I would say also is that the Exxon contract with the Government of Guyana, will be made public during the month of December and that is the contract and all its terms and conditions,” he told media operatives during the Post Cabinet briefing on Thursday.

This announcement comes on the heels of the Opposition, as well as several significant members of society- including the Working People's Alliance (WPA)- a party that makes up the coalition Government- spending months calling for the contract to be released.

The Guyana Government had a pre-existing agreement dating back to 1999 with Exxon Mobil which would have allowed them to conduct searches for oil finds in the country.

Exxon and its partners, Hess Corp and CNOOC Nexen, then made a significant oil find back in 2015 after drilling the Liza Field in the Stabroek Block located about 120 miles offshore Guyana.

The Stabroek Block is 6.6 million acres (26,800 square kilometres). Esso Exploration and Production Guyana Limited is the operator and holds a 45 percent interest in the Stabroek Block.

Hess Guyana Exploration Ltd. holds a 30 percent interest, and CNOOC Nexen Petroleum Guyana Limited holds a 25 percent interest.

Just recently, Government had undertaken a review of the contract and Minister of Natural Resources, Raphael Trotman had indicated that the review was to update the contract, but assured that the Government respects the “sanctity of contracts entered into.”

As calls for the contract to be made public became more frequent, the Minister had stated that the Administration does not believe that full disclosure of the contract would be of national interest. (Ramona Luthi)

Budget 2018: False expectations

he 2018 National Budget has been presented and naturally both sides in the National Assembly would be boisterous in stating their analyses. From the Government standpoint, Budget 2018 delivers additional mechanisms for the provision of the ‘good life’ it promised to all. The Opposition has already branded it disastrous and a failure. Over the next few days, the financial gurus would conduct their analyses and pontificate on positives and negatives. While that will be most useful, a casual perusal by the ordinary man can seemingly and somewhat instinctively evoke a sense of bewilderment.

This is posited given the impulse of the masses to part the jargon and have the impact on daily bread-and-butter issues revealed.

Basically, what’s in it for them and how would they benefit? Would the budget redound in the ‘good life’ coming knocking at their doors?

With those pertinent questions as tools to unearth, a bare cupboard may be revealed from the perspective of the ordinary man and woman. Budgets are obviously not panaceas to solve every issue and for the satisfaction of all. However, one would expect meaningful measures that can genuinely appeal to the masses.

This is where Budget 2018 would have disappointed. The anticipation that surrounds the presentation of every Budget is generally premised on, among others, higher salaries and lower taxes; in other words, more disposable income to mitigate rising prices. As customary here, workers anticipate increases in salary and/or of the income tax threshold either through the Budget or an end-of-the-year announcement. Of recent, the latter seemed to have dried up and no upward movement of the income tax threshold was announced by the Honourable Minister of Finance in his 2018 Budget presentation.

That may have turned noses up in disgust especially when expectations were increased through the seemingly unprecedented lavish and costly billboards, which, while a good touch, were not necessary. None can be faulted for their expectations for increases in personal financial resources through the Budget. The belief may have been, if there were resources for the billboards, then same for the people. In reality, it turned out to be false expectations even in premise. At least one group, pensioners, can bask in their fortune of an increase; a whopping five hundred dollars extra for 2018. While clearly sarcasm is intended, one has to seriously ask, what can that sum do?

This government, when in Opposition, criticised marginal increases implemented and boasted about by the past Administration. By the same standard, it must be held accountable. It appears that not just the tables have turned, but the thinking as well. As expected, State arms rush to defend this increase, which, in reality, cannot afford the luxury for any given month of two extra loaves of bread for the elderly.

As a reminder, this government removed much-needed subsidies for water and electricity for pensioners. Similarly, having removed the education grant, the removal of VAT on education would now be vociferously championed as a monumental and visionary budgetary measure. But nothing can be farther from the truth.

The loud banging of tables as a show of support by Government members when the removal was announced was, therefore, astonishing. This was not the dismantling of an unpopular measure by the previous Administration. It was the reversal of an unwise decision of the said Government precipitated by sustained public pressure!

Those who access private education were even labelled as elitist by some officials when the VAT was opposed. From all indications, it was a colossal blunder by the Government, having taken the position that only the financially endowed use private schools. So what was the celebration to the announcement about?

Clearly, it could not have been over a visionary decision. If it was over the acceptance and reversal of a mistake, then that would appear more acceptable. What seems very plausible is the absence of an acceptance of a mistake during the upcoming Budget debate.

Like those with expectations for tangible budgetary measures, having been hooked by the billboards, any expectation of owning up to a mistake would meet the same fate. The banging on the tables may have given it away. Another giveaway may lie somewhere in the proportionality of speed and accomplishment.

With a policy of swiftly presenting new budgets in the preceding year, there is always the possibility of some things suffering at the hands of expediency. It appears that in Budget 2018, substance suffered as did expectations no less than the deceit from the billboards.

Castro’s legacy O

ne year after his death, the iconic Cuban revolutionary Fidel Castro remains present in the minds of not only Cubans, but many around the world, who remember his numerous exploits, speeches and writings.

Since his death at the age of 90, on November 25 last year, his wishes have been respected in Cuba. On his first death anniversary, the Cuban state media reported that no street, square or building bears his name, and no statue or monument has been erected in his honour.

Despite the fierce divide between admirers and haters, how can one forget the legacy of Fidel Castro? He was the revolutionary leader of Cuba who defied the US, the mightiest country on the globe, for over half a century by representing an alternative vision of human development in the twentieth century.

Like most countries in Latin America, Cuba had been ruled in the 1950s by a dictator, Batista, who had close ties with business and political interests in the US, and they controlled much of the Cuban economy. An idealistic, newly-minted lawyer, who was the son of a wealthy plantation owner, the young Castro launched an attack against a military barrack, on July 26, 1953, to trigger an open rebellion against the dictatorship.

Even though it failed ignominiously and he was captured, at his trial, Castro made a powerful speech in which the phrase “history will absolve me” became a rallying cry for many youthful colonial politicians who were struggling to free their countries from the yoke of imperialism.

Castro was released and fled to Mexico, where he raised a rag-tag group of revolutionaries, including the Argentinian medical doctor Ernesto “Che” Guevara.

He returned to Cuba, and waged a guerrilla war against the Batista regime from the Sierra Maestra mountains. By January 1959, he and his troops had entered Havana and tak-

en over the Government, after Batista fled to the US. Castro was just 32 years old.

Initially, he was viewed positively in the US, but after he nationalised businesses, land and property owned

by Americans to distribute to landless peasants, sentiments shifted. And as he adopted an increasingly radical posture and opened up communication with the USSR — then locked in a “Cold War” with the US — by 1960, the Eisenhower Government had begun preparations for a CIA-organised invasion to overthrow Castro’s “revolutionary Government”.

This “Bay of Pigs” invasion was eventually conducted by the new administration of John F Kennedy, and its miserable failure was to weigh heavily on his foreign policy initiatives.

Castro’s story became intertwined with ours in Guyana after Cheddi Jagan won the 1961 elections and visited Washington in search of aid. In the opinion of JFK, it equivocated on the question of whether Jagan was a “communist”.

His fate was sealed, and he was duly deposed by 1964 in a CIA-directed operation that worked through local labour and political leaders.

The PNC, which was ushered into office under Forbes Burnham, was allowed to rig elections to remain there for 28 years, because Cheddi Jagan was still unacceptable to the

Americans.

Castro encouraged revolutionary activity against dictatorships in Latin America; and in 1962, there was one leftist guerrilla group in western Venezuela which encouraged that Government to collaborate with the US in efforts to remove Jagan from office. JFK actually visited Venezuela at that time.

Ironically, of course, Burnham veered “leftwards” after 1970, and vied with Jagan for the approbation of Fidel Castro as a “revolutionary”. Burnham was one of the Big Four leaders in the British Caribbean who opened up diplomatic relations with Cuba in 1972. Eric Williams, one of the other Big Four leaders, wrote a book, “From Columbus to Castro”, to signal the seminal role Castro played in West Indian History.

Domestically, Castro held the faith on the low esteem leftists held for what the West defined as “democracy” but they called “bourgeois democracy”, since it focused on the “political” right to elect governments, but not on ensuring that “economic and social rights” were concretely given meaning.

Castro’s regime introduced universal free education from nursery to university, levelled income distribution, gave his country a free medical system, and concretely integrated Cuba’s mixed population.

‘Bleak Christmas’ expected for sugar workers …as GuySuCo begins to lay off Rose Hall Estate workers

T

he Guyana Sugar Corporation (GuySuCo) has started laying off workers from the Rose Hall Estate, Berbice despite Government’s announcement that the facility would no longer be closed at the end of this year.

In a letter seen by Guyana Times International on Wednesday, GuySuCo discontinued the services of Rose Hall Field Supervisor Ramnarine Subramanian, under the Junior Staff Redundancy Notification.

The letter dated November 26, 2017 stated that a meeting was held at the Rose Hall Estate Community Centre on November 22, in the presence of his union, the National Association of Agricultural, Commercial and Industrial Employees (NAACIE). It was observed in the document therein that the Corporation had no vacant post to alternatively retain Subramanian’s services.

“The Corporation has given consideration to

the option of you continuing in another job within (the) organisation. However, there is no suitable vacancy to accommodate you,” the letter seen by this publication stated.

Moreover, it was stated that the notice would expire on December 29, 2017 which will be his last day with the Rose Hall Estate and GuySuCo, and it was further observed that the termination was in keeping with the Termination of Employment and Severance Pay Act 1997 (TESPA).

Meanwhile, Guyana Agricultural and General Workers Union (GAWU) President Komal Chand related that many East Demerara (Enmore) Estate and Rose Hall Estate workers have already been terminated, and some of them have received their severance packages. He, however, said that payments to the majority of workers were still outstanding and expressed hope that the situation would not end up like Wales Estate’s case where after almost one year, workers are still to be paid termi-

nation benefits.

“Some have got their severance pay, but the bulk is yet to get their severance pay and they are hoping there

will be no hitch like in the case of Wales,” he told this newspaper on Wednesday.

Chand added that GuySuCo’s redundan-

cy measures have come as a departure to what Government, through Agriculture Minister Noel Holder, had officially told the National

Assembly earlier this year regarding the future of the sugar industry.

“They said in their State paper, December 31 but they stopped planting canes the first part of this year and then they began to find some other jobs,” he pointed out.

The veteran trade unionist further contended that many workers would spend their holidays in uncertainty and their early removal would hinder their overall plans for yearend.

“For them (sugar workers), it will be a bleak Christmas because they would not be working and they are not too certain when they will all get their severance pay,” Chand pointed out.

In May 2017, that Government announced plans to close the Enmore and Rose Hall Sugar Estates, sell the Skeldon Sugar Factory, reduce the annual production of sugar, and take on the responsibility of managing the drainage and irrigation services offered

by GuySuCo. Several protest actions followed this announcement.

Is this how Coalition Govt must do more a democratic to create jobs for youths liberal party operates?

Dear Editor, The press recently reported that AFC Chairman Khemraj Ramjattan referred to the AFC as a “liberal democratic party.” If that is so, why then did he and Party Leader Raphael Trotman decide to approve the unilateral appointment of the GECOM chairman while many senior AFC members have strong reservations about this appointment, which was not vetted?

This is revealed from a brief reading of recently leaked emails.

Mr Ramjattan has unreasonably accused those who released those emails as being “rogue elements.” Even if that is so, it still underlines the fact that the AFC did not engage in transparent discussions about the GECOM issue, which is expected from a liberal democratic party.

But for the actions of these “rogues,” the Guyanese people would have remained trapped under the continuous guises and gamesmanship of the AFC top two leaders. One may argue that when a party member discloses party affairs externally, it almost always points to a lack of democracy and failure to discuss an issue openly.

Incidentally, it was the AFC chairman, I believe, who, many years ago, wrote a guest column for the Stabroek News in which he argued that politicians do not think through issues anymore.

Guyana lacks strong institutions that compel politicians to be honest with the public.

The AFC has recoiled from democratic tendencies, as is evident by these emails — tendencies that have always bedevilled political parties that operate on the whims of personalities and agendas of party leaders disguised as party interest.

But discussions of matters of paramount national interest that occur within any political party, such as the foremost election offi-

cer who shall preside over general elections, amount to property right or property interest that belong to the public at large.

Said another way: the AFC is allowed to assemble or operate through the auspices of the people, not party rules or partisan interest, which often is used to scapegoat party members as “rogues,” and override rights they have under the national constitution.

The AFC can easily oblige with both its party interest and the national constitution by holding open discussions among party members, with its final decisions being relayed to the public. In this case, it did not do so, and can hardly hope to dispel its gross dereliction of duty by unjustified accusations of rogues and claims of liberal democracy and apologetic mea culpas.

Open discussions are needed, because party members will always have different opinions. For example, from the emails, one sees that Ms Cathy Hughes’s opinion on public concerns about theft of votes in future elections appears to vary from the blunt opinion of another senior party member, Mr Rohan Somar.

If the AFC is truly a liberal democratic party, it should have held discussions to enquire whether members such as Mr Somar are talking ‘jumbie story” or crap; or whether its top two leaders can make objective decisions without being influenced by their personal relations with the leaders of the PPP and PNC respectively. One has an old feud with the former, and another has an old friendship with the latter.

Perhaps these two AFC leaders gave Mr Granger a free pass for personal reasons. If so, this is not how a liberal democratic party operates.

Dear Editor, Government and Finance Minister Winston Jordan were last year roasted for introducing dozens of new taxes in the 2017 Budget, ranging from one on private education to a tax on miners. A significant amount of rage was pointed to the Minister, but from all appearances this time around, the 2018 edition might be the first indication of measures aimed at simply winning votes. After all, it is mid- term and Local Government Elections are scheduled for next year.

After much picketing and lobbying, the education services tax has been lifted and Cabinet has also seen it fit to reduce the tributors tax by 10

per cent. The mining community has already signalled that it is happy with the reduction.

Despite what the Cabinet and the coalition might wish to say, the 2018 Budget is clearly intended to win hearts and minds. For instance, delinquent taxpayers will benefit from an amnesty both for not filing any taxes at all, or by fudging the figures to pay less to the State. Again, this is an olive branch to voters, designed to bring in billions in additional revenues and to change the view, of maybe too many Guyanese, that Government was simply hell-bent on piling on too many taxes, rules and regulations on them.

There are numerous other good-

ies that could be mentioned from the budget. The PPP might find it much harder this year to hurl criticism at this document than last year as there are so many points to which parliamentarians and Government supporters can point to and defend. But as I often tell my friends, Government is doing a horrible job in creating opportunities for youth in keeping with promises prior to 2015. This has to be addressed or the coalition might well pay dearly for this in 2020, oil or no oil.

Sexual harassment at school, work must be dealt with immediately

Dear Editor, I was about to write on another topic when a letter from a prominent attorney on the school sexual case caught my eye. I took particular interest in his letter because it shows the depth, width and scope this sexual predatory practice has become in our school system.

It seems — and from discussions I have had with folks in Georgetown — like this high school sexual mess is a pretty pervasive act, starting from the Ministry of Education officials right down to the ordinary teacher; all are involved.

It is an endemic situation, and it seems like what those in authority would like is that this entire matter be held ‘hush-hush,’ and somehow it would blow over. It is tantamount to the saying that it is an everyday thing, everybody doing it, so why the fuss?

Well, I have news for all the sympathisers and actors in this sordid affair: it would neither blow over nor would it be a case of a slap on the wrist “naughty boy teacher/s” approach to this matter. If he or whoever else is in the business of sexual harassment and exploitation in our education system, then an example has to be made of them, now!

From Attorney Jerome Khan’s letter, you get the subtle line of argument that ‘if you tell on me,

then I will tell on you’ attitude.

Interesting! Then we have a big case on our hands now, so let them bare all in a court of law. That is why I am not in the least excited by the Ministry of Education’s approach to this matter. It tells me that it would be another one of those nonsensical displays of going around in eddying circles, T-dance just to let the guilty go free.

If you ask me the question, ‘What should be the approach to this matter?’, I would say parents join together in one unitary whole and take the matter to court; this is your right! And I am talking about taking this matter to the High Court.

It is a criminal matter involving minors against alleged sexual deviants; as such, nothing should preclude you from litigation. Absolutely nothing!

It is already in the public domain, and no ministry or family court can remedy the damage done to those kids. Your children’s future is at stake here.

Our children’s lives are at stake; that is why I view this matter with utmost sincerity and severity. When sexual predation, in this case “institutionalised sexual predation,” can be condoned, then immediate serious action has to be taken.

You are talking about young,

vulnerable, minor children whose lives may never be the same due to some roving sexual animals in our education system.

Their lives have been ruined by adults who should know better. You cannot call them loose or other vile terms, because teenagers who are now finding themselves sometimes behave unseemly; but is this license for adults to exploit them? Our adults should take the higher moral road of responsibility into guiding them right. To exploit them is vile, immoral and criminal, and should be dealt with swiftly and condignly.

Like I said in a previous letter, when I send my child to school, he/ she has a right to be free of all encumbrances — sexual or otherwise — in his/her pursuit of an education. No one should stand in their way, and no system should hinder them from obtaining their goal.

If persons of impure thoughts and unnatural sexual proclivities are in the system and cannot contain themselves, then the law has to tell them how to conduct themselves around children.

Sexual harassment at work, school or play must be dealt with as soon as it rears its ugly head. Sexual predatory practices must be rooted out of the school system forthwith!

Guyanese youths are being sidelined Dear Editor, It is clear to everyone with an objective mind that the President is stacking the deck of likeminded stagnated thinkers to achieve a desired result that has nothing to do with Guyanese.

If you look at all the positions being filled to control the democratic process, the President has arbitrarily selected people that would do what his Government wants. It does not help that they are clearly too old to be progressive thinkers to consider the interest of the youth.

Never since Burnham have the youth been sidelined by a Government like this one. The recent causality of Granger’s questionable decision to select another geriatric for a critical post in our democratic system is the AFC. Prior to this, he arbitrarily selected an 84-year-old GECOM Chairman who will be 88 years old in 2020.

This is not an attack on age, but an

insight to the President’s lack of progressive vision, and his blatant disregard for the promises that had been made to the young people of Guyana.

AFC is now crying that the President has rejected their nominee for GECOM Commissioner, since it was their way of saying that the coalition supports the youth, but instead, the President chose another clearly older member for the role. The AFC will now understand what many have been saying from day one: that they are voiceless and powerless. The only voice they have is when they are attacking the PPP. But when it comes to the inner workings of running the country, they are decoration.

I am hard pressed to think that Granger is acting in the interest of the average Guyanese, but more in the interest to position themselves as the most favoured to foreign interest.

They are simply making themselves to be the best servants to their for-

eign master’s needs. And in this process, you will see a lot of propaganda that creates the perception of care for the people, but in reality, our resources will be sold cheaply, and they will keep getting bonuses while marginalizing the people.

All indications point to Guyana being the newest victim of the resource curse. It starts with a puppet Government that would create a few super rich, a powerful autocracy, and increase poverty to keep the people weak and voiceless.

I urge my young Guyanese brothers and sisters to know the teachings of Walter Rodney. You have seen how he has inspired young legends like Chronixx, whom you admire as he inspires millions around the world. Well Chronixx got that knowledge from a Guyanese, and his name is Rodney.

Cuomo announces US$2.6M to improve 12 playgrounds across NY G

overnor Andrew M. Cuomo on Thursday announced that New York has committed US$2.6 million to build or improve 12 playgrounds at 10 State Parks across New York - as part of a goal to modernize 100 State Park playgrounds, a release from the Governor’s office said.

"In every corner of this great state, we are investing in our unparalleled outdoor resources to offer family-friendly activities for New Yorkers to enjoy," Governor Cuomo said. "With this investment, we are ensuring our park system remains second to none and I encourage families from near and far to get out and explore all New York has to offer."

Under the initiative, State Parks will replace outdated playgrounds at the parks with modern, code-compliant equipment, improve accessibility for people with disabilities, and create distinct areas for young and older age groups.

Playground improvements will be coupled with site improvements, including shade trees or

canopies, seating, water fountains and trail/walkway connections to the rest of the park.

"Playgrounds encourage families with children to engage in healthy, active and creative play, and nurture a love of parks and recreation," said State Parks Commissioner Rose Harvey. "I'm grateful to Governor Cuomo for investing in safe, attractive parks and drawing more young people to our great outdoors," Cuomo said.

The playgrounds also reflect Governor Cuomo's Connect Kids to Parks program to draw more youth to the outdoors.

The New York State Office of Parks, Recreation and Historic Preservation oversees more than 250 parks, historic sites, recreational trails, golf courses, boat launches and more, which are visited by 69 million people annually. A recent study found that New York State Parks generates $5 billion in economic activity annually and supports 54,000 jobs.

Guyana’s private sector laments absence of ‘job creating investments’ in Budget 2018 D

espite lauding Government for removing several measures that were imposed on the Private Sector, the Georgetown Chamber of Commerce and Industry (GCCI) has raised several burning concerns that it believes were not addressed in Budget 2018, including job investments.

In a detailed press statement issued on Wednesday the GCCI said it was hopeful that a clear plan would have been articulated on the way forward for job creating investments, or facilitation of job creating investments.

The Chamber also noted that there was no elaboration on a strategy to absorb workers who would be displaced by Government’s attempts to divest the Guyana Sugar Corporation (GuySuCo).

Describing this as worrisome, the GCCI said, “Government’s efforts to address the economic and social malaise stemming from this divestment were reduced to three sentences in a paragraph.”

The body further noted this was great cause for concern given the industry’s importance and material impact on the economic livelihood of many communities.

Another concern raised by the GCCI is the fact that Budget 2018 did not detail fiscal policy initiatives to provide stimulus to some main sectors of the economy, especially in light of no reduction in the corporate income taxation rate, personal income tax rate or raising of the tax threshold.

pending oil and gas sector from which Government said most of its Foreign Direct Investments would derive, the GCCI was anticipating more new initiatives.

The GCCI was expecting more to be said about the Private Sector’s role and recent developments on the Sovereign Wealth Fund (SWF), especially when considering the importance of the SWF to the creation and promotion of a resilient economy.

“This becomes more worrying as Guyana moves closer to the production of oil in 2020 and remains, by the Minister’s (Winston Jordan) own admission, vulnerable to external shocks and fluctuations in international commodity prices,” the statement added.

With these expected vulnerabilities, the Chamber had expected some emphasis to be placed on the promotion of the agriculture sector, particularly through a suitable incentive regime.

Despite all these concerns, the GCCI, howev-

er, stated its satisfaction with the move to reverse the Value Added Tax (VAT) on education, the reduction in the tributors tax for miners from 20 per cent to 10 per cent, as well as the exemption of VAT on the supply of logs and rough lumber in the forestry sector.

“We also saw the reduction of deposits to Guyana Revenue Authority (GRA) for contested assessment reduced to one third of contested amount for Board of Appeal and Judge in Chambers. The GCCI views the Minister’s consideration and incorporation of the measures as particularly encouraging and hopes that this dialogue can extend into the future and other areas of policy-making.”

Fundamentals

Meanwhile, the umbrella body for the Private Sector, the Private Sector Commission (PSC) questioned whether Budget 2018 would address the fundamentals of stimulating growth and employment in the productive sectors and supporting micro, small and medium enterprises.

The PSC said in a statement that the reallocation of resources, the reduction of inequality in income and wealth, ensuring economic stability, the management of public enterprises, and reduction of regional disparities are all issues that should have been addressed in the Budget.

While noting that it may be too early for the Commission to offer a comprehensive analysis of the Budget, the PSC said, “The question is to what extent has this budget addressed these

fundamentals?”

“We recognise that the measures in the current Budget will have a positive impact on local businesses, however, we believe that this budget is distinctly absent those measures necessary to sufficiently reverse the negative impact of the measures in the 2017 Budget,” it added.

The PSC cited the change of the tax policy from zero rating to exempt and standard-rated goods and services, the VAT on electricity, and the VAT on agricultural and mining machinery and inputs.

However, it said it was disappointed that there was no clear policy enunciated for addressing a projection on the level of corporate taxation, based on which the business community can reasonably plan future investment, a rec-

ommendation that it had urged the Government to embrace.

Importantly also, the Commission said it was surprised that the Budget did not devote a great deal more than seven paragraphs to the preparation of Guyana for an event which would hugely transform the future of the nation.

“It is obvious that our Government should already be engaging the services of industry experts to negotiate and engage, as equals, with the multinationals such as Exxon. The Budget is, however, peculiarly silent on this need to build our capacity,” it opined.

Manufacturing sector

Adding its say, the Guyana Manufacturing and Service Association (GMSA) also provided its views on Budget 2018, stating that while several of its broad recommendations during consultations were taken on board, the fiscal plan did not provide a menu of measures to stimulate and expand the manufacturing sector.

“The GMSA was hopeful that proposed measures to address critical areas such as taxation, access to finance, and energy would have been considered. These could have provided a much-needed catalyst for the manufacturing sector to achieve the projected 2.4 per cent growth,” the

GMSA said Wednesday.

Further, the GMSA said it was pleased that several measures that were advocated for concerning the forestry and wood processing sector have been adopted.

These are the exemption of VAT on logs and rough lumber; budgetary allocation of G$120 million to commence a national forest inventory; budgetary allocation of G$50 million to partner with Private Sector to establish a consolidated/dimensioned stockyard.

Notwithstanding these interventions, the GMSA said it remained concerned about the continued decline in the forestry sector.

Government’s projection of an eight per cent growth of this sector, the GMSA said, can only be realised through a holistic approach to the sector’s development.

utgoing Cuba Ambassador to Guyana, Mr. Julio Cesar Gonzalez Marchante, lauded the Guyana Government’s open-door policy, during a farewell courtesy call he paid on President David Granger at State House. The Ambassador also paid a courtesy call on Minister of State, Mr. Joseph Harmon, at the Ministry of the Presidency, during which he thanked him for the co-operation that he received from the current administration during his tenure.

Ambassador Marchante’s tour of duty has ended and he is scheduled to depart Guyana on December 13.

During their discussions, President Granger told the

Ambassador that Guyana’s medical system would not be what it is without the support of the Cuban Government over the years. “You can be proud of your tenure.

It has been a very successful one,” he said.

Similar sentiments were expressed by the Minister of State, who noted that Guyana has also benefited tremendously from support from Cuba, over the years, in the education and sport fields. He also said that he is confident that the Ambassador’s hard work has helped to further strengthen relations between the two countries.

“I believe that your advocacy for Cuba and the manner in which you went about your country’s busi-

ness during your tenure is commendable,” Minister Harmon said.

He also expressed confidence that the relationship will continue when the new envoy has been installed.

Guyana and Cuba established diplomatic relations on December 8, 1972.

Over the years, scholarships, given by Cuba, have increased the number of persons trained in different areas, including health, engineering, agriculture, sports and culture.

Ambassador Marchante was accredited in June 2014, replacing Ambassador Raul Gortázar Marrero.

His successor is scheduled to arrive in Guyana on December 6.

ommuters are being urged to speak out against errant minibus drivers. The call was made by Minister within the Public Infrastructure Ministry, Annette Ferguson at a Road Safety Education awareness village hosted at the Stabroek Market Square, Georgetown on Wednesday.

At the event to observe the end of Road Safety Month, Minister Ferguson said despite continuous awareness campaigns on road safety, road users, particularly minibus drivers, were still undisciplined when utilising the roads.

“They (minibus drivers) do not observe the rules of the road; they continue to double up the minibuses; they continue to triple up the minibuses. These are things that I observe on a daily basis when using the road, and we have the users of

these transportation services that do not speak out; they remain silent,” the Minister was quoted by the Department of Public Information (DPI) as saying.

She opined that remaining silent has contributed to the many road fatalities. She noted that the Government could not afford to lose valuable human resources because of the negligence of others.

Traffic Chief Dion Moore cited statistics which indicate there have been 84 fatal accidents resulting in 95 deaths, against 104 accidents with 114 deaths for the corresponding period in 2016. Moore said that while there was a significant decrease, more road users need to speak out against reckless driving, thereby ensuring less needless deaths.

“If we need our roads to be safe, then we must

change our attitude when we use the road.

Many times we see other persons doing things that are not in keeping with road safety practices, but what we do? We sit, relax or we go about our journey without saying a word. If we speak out, we can make a difference,” Moore said.

The Traffic Chief revealed that with the Department’s recent receipt of four new vehicles, the presence of traffic officers at nights would be further enhanced. Moore reminded persons to use the five Cs – care, courtesy, caution, consideration and common sense – when using the roadways.

The charge was dismissed by a West Demerara Magistrate on November 16 owing to insufficient evidence presented by the prosecution. Police, however, noted that Bissessar pleaded guilty to a Driving Under the Influence (DUI) of alcohol charge.

motor car and slammed into a parked car, before hitting the lad. It was further reported that the 28-year-old Policeman’s car had only come to a halt after it crashed into a utility pole.

Police had also contended that Bissessar, who had driven his motor car in an intoxicated state, had allegedly struck down the 10-yearold, who was riding a bicycle along the roadway, resulting in the child’s death. According to Police, Bissessar’s breathalyser test showed 0.66 micrograms of alcohol in his system, which is above the legal limit.

It was reported last year that the lad was on his way to meet his father at the time of the accident. A post-mortem examination had revealed that the young Sealey died as a result of multiple injuries to the body.

Guyanese among Caribbean nationals detained during US immigration sweep

he United States Immigration and Customs Enforcement's (ICE) says several Caribbean nationals were among 55 immigrants detained in New York during a sixday operation conducted by ICE's Enforcement and Removal Operations (ERO).

ICE said that ERO officers “targeted at-large criminal aliens, illegal re-entrants, and immigration fugitives during the operation,” which ended on November 20.

ICE said that among those detained were five Jamaicans and a Trinidad and Tobago and Guyana national.

It said that the other detainees were from Mexico, Ecuador, Honduras, Colombia, Dominican Republic, El Salvador, Guatemala, Yemen, Bangladesh, France, Jordan, Nigeria, Poland, Romania, Slovakia, Spain, Yemen, Serbia and Egypt.

ICE said of the people detained, Jamaican Cedric Marston, 41, had previously been removed from the country, was arrested by ERO deportation officers in Jamaica, New York, for immigration violations.

ICE said Marston was previously removed to Jamaica by the Immigration and Naturalization Service March 26, 1999, following a California felony conviction for possession of concentrated cannabis, for which he was sentenced to three years of probation.

On May 2, 2017, ICE said Marston was arrested by the New York Police Department (NYPD) on local charges. On that same date, ERO deportation officers lodged an immigration detainer with the NYPD's Queens Central Booking.

However, ICE said Marston was released from NYPD custody, without the detainer be-

ing honoured and without notification to ICE. It said also that 35-year-old Guyanese national, Dane John, was arrested by the NYPD on June 9, this year on local charges.

On that same date, ICE said ERO deportation officers lodged an immigration detainer with the NYPD's Brooklyn Central Booking.

But a day later, John was released from NYPD custody without the detainer being honoured and without notification to ICE. On October 16, ICE said the NYPD arrested John again on local charges. It said John has an extensive criminal history, with prior convictions for kidnapping in the 2nd degree, criminal possession of a weapon in the 2nd degree (loaded firearm), and assault in the 2nd degree (intent to cause physical injury with a weapon), for which he served sev-

en years in prison.

ICE said some of the individuals arrested during the enforcement action will be presented for US federal prosecution for re-entry after deportation, a felony punishable by up to 20 years in prison.

Those not being criminally prosecuted will be processed for removal from the country, ICE said, adding that individuals who have outstanding orders of deportation, or who returned to the United States illegally after being deported, are subject to immediate removal from the country.

“ERO deportation officers are committed to enforcing the immigration laws set forth by our legislators,” said Thomas Decker, field office director for ERO New York.

“Forty-two of the 55 arrested during this operation were released from New York custody with an active detainer, which poses an increased risk to the officers and the community.

“It is important for city residents to know that although the City of New York releases inmates with active ICE detainers back into their community, ICE will be diligent in its responsibility to find those who come to the United States to prey upon our communities and ultimately have them removed from the country,” he added. Commission to be appointed soon Chief Justice Acting Roxane George

resident David Granger is expected to name the members of the new Police Service Commission (PSC) by next week, almost three months after the life of the previous Commission expired.

In addition, he is yet to withdraw the directive halting Police promotions – a move that the acting Chief Justice has described as unlawful and unconstitutional. President Granger told reporters that when he issued the directive it was necessary for State security since his Administration was in possession of information that security was being jeopardised.

“We would have been failing in our duty if we ignored the warnings which came to us in a very direct manner that State security was being imperilled or being jeopardised by certain actions. So, there was a question of necessity on the part of the Government of Guyana, and I would like to iterate that we are respectful of the Chief Justice’s rulings and we will examine carefully the written ruling when it comes to us,” the President said.

“The Government of Guyana is very respectful of the rulings of the High Court. We always wait for the written ruling. When we get the written ruling, we will make a formal response,” Granger added.

Last Thursday, acting Chief Justice Roxane George ruled that the letter sent by Minister of State, Joseph Harmon to the PSC on July 26 directing it to withhold work on the annual Police promotions was in flagrant disregard of the Constitution and was

unlawful, null, void and of no effect.

The acting Chief Justice also expressed the hope that the PSC did not act upon the unconstitutional letter.

However, then PSC Chairman Omesh Satyanand had stated that the Commission adhered to the request from the President and halted all work on the promotion list.

The ruling also pointed to the fact that only two years ago, Minister Simona Broomes, another Government Minister, had issued similar directions to a service commission and although the Court with the consent of the Attorney General (AG) had declared that that letter had been in violation of the Constitution, a similar palpable violation of the Constitution was repeated by another Minister.

Additionally, the court noted that in the face of this flagrant disregard for the Constitution which the State conceded two years ago, the State should have done the honourable thing and corrected the error rather than seek to defend these proceedings.

Justice George concluded that directing that there be no consideration of promotion of Police Officers was a blatant disregard of Article 226 of the Constitution which insulates the PSC from influence and direction of any other person or authority, especially political direction.

Former Attorney General Anil Nandlall filed legal proceedings challenging the directive requesting that it be put on hold. The action was filed in the High Court in August.

Budget 2018 “a slap in the face of elderly people” – Opposition W

hile women make up 30 per cent of the Guyanese workforce and make significant contributions to society, there is not a single policy initiative that has been included in Budget 2018 that caters for their needs, future development and advancement on a personal or professional level.

This is the view expressed by Opposition Member of Parliament (MP) and Shadow Social Protection Minister, Dr Vindhya Persaud, who expressed grave disappointment in Government for totally “sidelining” women in its financial plans, something she said has happened before.

But the MP told the media on Wednesday during a People’s Progressive Party (PPP) press conference that this move also extended to various other groups, especially those vulnerable in society, including the differently abled, the elderly and children.

“This budget leaves much to be desired when it comes to having a meaningful impact on any one group of people…In fact, in 26,000

words in the Budget and not one paragraph was dedicated to issues affecting women. I think when women continue to be sidelined, it is not conducive to sustainable economic development and progress,” she stated.

Dr Persaud noted that women have been facing serious challenges especially when it came to literacy, employment, abuse, harassment and rape, and none of these issues were dealt with in the Budget speech delivered in the National Assembly on Monday

by Finance Minister Winston Jordan.

“In fact, when looking through the budget speech, one would be likely to think that wom-

en’s welfare is hunky-dory. It is not! If we look at both the rural and urban areas in this country, some women are not employed in any meaningful way in this country,” she added.

The Opposition MP also highlighted the fact that there have been no new initiatives to help women get jobs, or to help with the development of women in a tangible way. In cases where women have made strides professionally and academically, some are still denied meaningful job opportunities, she said.

Meagre pension increase

Dr Persaud also raised concerns over the meagre increase of

the Old Age Pension by G$500 and the fact that Government has proposed having the pensions paid through electronic mobile money.

“For that to even happen, the elderly person needs to buy a phone.

Five hundred dollars adding on to your pension obviously can’t buy a phone. So, where is the benefit to the elderly people? There is no subvention on electricity, none on water and they still have to pay everything else like everyone else, and they still have to deal with VAT. And now you’re telling them to buy a phone and that’s how you’re helping them to get their pension?”

She said that move could only be best de-

scribed as a slap in the face of the elderly people and it showed no compassion and care for this group of people.

The PPP/Civic MP also pointed out that while the elderly received a meagre increase on their pensions, Government continued to put large sums towards the hosting of events.

She also stated that Budget 2018 did not cater properly for people living with disabilities and those in need of public assistance.

Budget 2018 contained very few benefits, one of which was the increase in public assistance to $8000, which represents an increase of approximately 36 per

cent over the period of two and a half years.

Teachers who work in interior locations will also benefit from the new measures to be implemented for Budget 2018, including an 80 per cent increase in remote area incentives.

In an effort to move and retain teachers in far-flung areas of Guyana, the Finance Minister said the remote area incentive would be increased from $5000 to $7000 and from $9000 to $12,000.

Meanwhile, companies and individuals will be granted amnesty to file outstanding tax returns and pay outstanding taxes in 2018.

Top Cop’s fate hangs Elderly woman crushed in the balance to death by lorry …decision to be made when he returns from 'special leave'

resident David Granger on Wednesday told media operatives that when Top Cop, Seelall Persaud returns from his leave in January, his fate will be decided.

This announcement comes on the heels of the Police Commissioner being sent on “special leave” on November 24, 2017- the day he was slated to return to his duties following four months annual leave.

Persaud received a very short letter from Public Security Minister, Khemraj Ramjattan stating that “it is the considered opinion of the Administration that you [Persaud] should be and you are hereby directed to proceed on special leave with effect from November 24, 2017 until further notice.”

On Wednesday, Granger said “all we did was insisted the leave that is due to Persaud be enjoyed rather than have it pieced-meal. We

said let him take his leave and at the end of that we will decide how we go forward.”

The President also maintained that there was nothing “abnormal” about the Commissioner being sent on additional leave, highlighting that “we said that public servants must enjoy their leave when it is due and this encourages the development of a good career system which the subordinates are allowed to act.”

“From the time the Coalition got into office, we made it clear that we did not support the practice in the past for public officers to accumulate huge amounts of leave and then sometimes request payment in lieu of leave…Right now there is nothing abnormal or irregular about Mr Seelall Persaud going on leave. The leave is due to him, he is not being sent on administrative leave.

The leave is due to him and he should enjoy it,”

Granger said.

On March 29, Andriff Gillard reported to the Police that his friend and neighbour Nizam Khan offered him G$7M to assassinate President Granger. He said that the offer was made during a conversation between Khan and himself after he approached Khan to borrow G$6M to purchase a property.

Following the allegation, President Granger ordered an inquiry into the Police’s investigation of the allegation. Upon concluding the investigations, Commissioner Paul Slowe submitted a report to President Granger.

Slowe had recommended the firing of substantive Police Commissioner, Persaud.

Persaud is reportedly a close friend of the brother of Nizam Khanthe accused. The CoI also found that the Police Force deliberately failed to conduct a diligent investigation into the allegation.

The COI also recommended sanctions and removal of other senior ranks.

The Police Commissioner joined the GPF on October 15, 1989.

He was confirmed Police Commissioner in March, 2015 by then President, Donald Ramotar.

He is slated to retire five months from now when he turns 55-yearold.

by Minister of Natural Resources, Raphael Trotman to graduates of St Joseph High School, as excitement and loud applause filled the air at their graduation and prize giving ceremony on Wednesday.

Minister Trotman told the students that the past five or more years of academic life will have moulded them for the pressures of life, which carries several challenges that must be overcome.

He added that these tests are lessons they can utilise when going forward.

“Each of you would recall the first day you got here as first formers bursting with excitement. There may have been many hardships whether financial, death or travelling far distances, but whatever they have been I am confident you have weathered many storms and overcome those.”

The Minister of Natural Resources, who is a former student of the school,

recalled the daunting task of being among the first batch of boys to enter St Joseph High School, which was an all-girls school at that time. He related how challenging school was for him, but did not allow this not deter him, as he later went on to attend renowned universities and now holds the post of Minister of Natural Resources.

The minister encouraged the graduates to believe in themselves. “You have grown from boys and girls to be young adults, you have discovered things about yourself, God has placed skilled and abilities in you and you have to cast your eyes forward to the lives you want for yourself. I challenge you to discover what you are good at and hold those skills and you will find that your life’s journey will be easier.”

According to a report from the Department of Public Information, the graduation and prize giving ceremony was held under the theme “Conquering Challenges for Success.” The audience was entertained with dance, singing, steelpan drumming and concluded with distribution of prizes.

73-year-old cattle farmer is now dead following an accident on the Le Ressouvenier Public Road, East Coast Demerara, resulting in her head being crushed by a motor lorry on Wednesday morning.

Dead is Moodnie Persaud, of lot 116 Success, East Coast Demerara.

06:30hrs, the cattle farmer was in the process of leading her cattle across the road- from south to north, when she came into contact with the tray of the Motor Lorry, GLL5714.

Persaud reportedly fell to the ground and as the vehicle continued proceeding west along the southern side of the road, her head was crushed by its rear left wheel.

The police were contacted and the 30-yearold driver of the motor lorry was administered a breathalyser test. He was not under the influence of alcohol at the time.

He is presently in police custody assisting with investigations while Persaud’s body was taken to the Lyken’s Funeral Parlour.

Nothing new in Budget 2018 to transform lives of Guyana’s indigenous peoples – PPP/C MP

W

hile President David Granger has repeatedly spoken of the need to make rural communities more modernised and provide these villages with the same level of opportunities available in the coastal region, the Opposition believes that Budget 2018 does not cater for that initiative.

Former Amerindian Affairs Minister and Opposition Member of Parliament (MP) Pauline Sukhai, speaking at the People’s Progressive Party (PPP) press conference, said Budget 2018 did not offer any significant opportunities to bridge the gap between the hinterland and the coast.

She said it was a mere continuation of the programmes and initiatives that were started under the PPP/Civic Administration to assist with Amerindian development.

Sukhai believes that although these programmes were inherited by the Government, it has been doing a fairly bad job at expanding and managing them effectively.

“These programmes had been a dismal failure under the current administration. It’s a failure so much so, that additional time and extension had been requested to help bring closure to some of

these projects,” she explained.

The former Minister said it, therefore, begged the question as to whether there was any seriousness by the coalition Government to ensure that there was a concerted effort to inject investment into the hinterland to ensure there were positive opportunities for growth and development.

While noting that Budget 2018 has included sums to launch an Information Communication Technology (ICT) programme for the hinterland, Sukhai told the media conference on Wednesday that the same programmes were proposed and initiated by the PPP/C Government.

“We were on track of that proposal execution

to the extent that facilities were constructed to house the hardware of all the hubs, again which were expected to be completed by 2015… two years later and 2018 Budget is still struggling to reinvigorate this programme,” she posited.

She argued that this was “not good enough” for Indigenous people, particularly youths. Sukhai said in an era where ICT was widely used, it was expected that by now many people in the various Amerindian villages across the country would have already benefited from these facilities and would be computer literate.

Nothing new

Apart from these concerns, the former Minister also noted that Budget 2018 offered nothing new to the country’s first people and there was no significant support that would be given. She said it was all a continuation of programmes that have been there for many years which include the presidential grant, eco-tourism incentives and farmto-market initiatives.

“This is something that is a constant. I had expected that the Budget would have brought on board something newer…transformative initiatives and move away now.

Colour change of State House: President maintains no law was broken

resident David Granger on Wednesday stated clearly that he is not aware that permission was needed from the National Trust for Government to repaint monumental buildings around Georgetown and as such, maintained that he has not broken any law.

Just last week, the APNU/AFC Administration came in for heavy criticisms after it bypassed the National Trust and began changing the colour of State House from white to green – the dominant colour of the People’s National Congress and A Partnership for National Unity (APNU), both of which the president is leader.

In response to a question from a member of the media, Granger said he is concerned about “preserving heritage” which is why a decision was taken to have several significant structures in the city repaired and repainted.

“I am not aware that repair, there is lots of rot and some of the windows have fallen out and the decision was taken to repair the rotting board

and repaint it… We have historical buildings all across the country [and] some of them are collapsing. I weep when I see the condition of the city, St George’s Cathedral, and I am very concerned about preserving heritage; that is why I am repairing State House,” he told media operatives during a side interview.

On Friday last, when asked whether State House was going green, Granger stated “Guyana is going green” as he walked away from media operatives, chuckling.

Since the APNU/ AFC coalition came into Government, it has been actively repainting several public buildings using the colour green.

The National Trust of Guyana was established following the passage of the National Trust Act, No 7 of 1972. The Act “makes provision for the

preservation of monuments, sites, places and objects of historic interest or national importance”.

According to the Chief Executive Officer (CEO) of the National Trust, Nirvanie Persaud, while repair works are welcomed, major construction and repainting must be communicated to the entity, in accordance with the law.

As such, she told media operatives that a letter was penned to the Ministry of the Presidency (MotP) seeking an explanation as to the reason for the colour change at State House.

However, Granger told media operatives that he has not seen such a letter.

“I have not received a letter from the National Trust. I am not aware a law has been broken, I am not aware,” he maintained. (Ramona Luthi)

Business persons operating in fear of being targeted

s the State Assets Recovery Agency (SARA) and the Special Organised Crime Unit (SOCU) continue to compile evidence mainly against individuals linked to the former Administration, Chartered Accountant and Attorney Christopher Ram has condemned the parallel police agency, saying that some business persons are operating in fear that they too could come in for scrutiny.

He made these comments on Friday at a symposium on the National Budget which was organised by the Federation of Independent Trade Unions of Guyana (FITUG).

Ram highlighted that Guyanese have reduced purchasing power owing to a weaker economy, adding that business persons were conducting their operations under fear, especially if they were very successful and would have attained much wealth.

“Business people now operate under the fear of alternative police bodies; one called SOCU and other, SARA. SARA is, in my view, the worst piece of legislation that has been enacted in post-independence Guyana,” he stated.

The activist claimed that SARA was run by a director who selected the persons he would target.

“A political leader, Dr Clive Thomas, who was for many years a champion of the working class, is now head of an organisation where he is bigger than the organisation – he reports to no one, [but] occasionally does a report to the National Assembly. He chooses which person he should target and who he should not,” Ram pointed out.

The Chartered Accountant later denounced the reduced sittings of the National Assembly, saying that members have officially met only 16 times under the current Parliament.

The trade union members were reminded that three substantive pieces of legislation were passed during 2017, one of which was the Hamilton Green Pension Act, which gave the former Prime Minister his pension, benefits and facilities. Another bill passed was the State Assets Recovery Agency (SARA) Bill 2017, in which Government sought G$116 million from taxpayers to assist with the agency’s establishment and support staff.

“If this Parliament doesn’t operate for two years, you wouldn’t even notice it – such is the incompetence with which our Parliament operates,” he observed.

Ram also claimed that this was the most expensive Government in Guyana’s history with the most Ministers and Ministries, adding further that many persons were indeed enjoying the good life.

Ram also reminded the FITUG gathering that the current Administration had given itself, public officers and all other Members of Parliament hefty salary increases shortly after assuming office.

“No wonder they love to travel so much; after all you could make a good living. You don’t have to worry about Parliament [because] Parliament meets occasionally,” he quipped.

SARA and SOCU have long been accused by the People’s Progressive Party (PPP) of going after its members and associates. In May 2017, several persons attached to the Guyana Rice Development Board (GRDB) were charged and later arraigned at the Georgetown Magistrates’ Courts for allegedly omitting from the general ledger of the GRDB, G$362 million while they served on the entity’s Board.

These persons were former GRDB General Manager Jagnarine Singh; former Deputy General Manager Rickey Ramraj; Director Badrie Persaud; former Deputy Permanent Secretary (Finance) of the Agriculture Ministry Prema Roopnarine; PPP parliamentarian Nigel Dharamlall and head of the Rice Producers Association, Dharamkumar Seeraj.

They were all released on G$500,000 bail each.

SARA was accused of being run by political directives, but its Head, Professor Thomas saw those accusations as baseless and rejected the claims, stating that there was no evidence to prove they were true. Dr Thomas had also defended the SARA Bill, saying that it had no place for politicians.

While noting that the Bill contained some good elements, Opposition Leader Bharrat Jagdeo had observed that his Party would remove the ambiguity about private property.

He further added that the PPP would ensure that the head of the unit was accountable to someone else, as opposed to leaving it to Professor Thomas to make his own decisions.

The Opposition had also pointed out that the Director of SARA was given powers that are 10 times greater than those of the Police Force.

Jagdeo questions Govt’s decision to grant amnesty to tax defaulters T

he Government’s announcement of an amnesty for all corporate and individual tax defaulters, something likely to cost the State a substantial amount, is being regarded with concern by the parliamentary Opposition.

Finance Minister Winston Jordan made the announcement of amnesty during his budget presentation on Monday. But during a press conference after the budget presentation, Opposition Leader Bharrat Jagdeo questioned the Government’s motive behind the move.

“Why now? Why not from the very beginning of their term? Is it that there are a few companies that they know of, who have large outstanding interest and penalties that would accrue to them and they’re trying to help those companies by giving them a 100 per cent write-off on all interest and penalties?”

Jagdeo questioned.

“Is it that this is a deal in the making? Because if people have taxes out-

standing, and they have interest to pay, then this government likes to believe it is fair, then the people should pay their interest in taxes that were outstanding for a while? This smacks of personal deals.”

Jagdeo raised comparisons between this amnesty and the 2016 Demerara Distillers Limited (DDL) deal.

This is a reference to the Guyana Revenue

Authority’s multibillion-dollar tax settlement last year with DDL over outstanding consumption and excise taxes.

The GRA, in defending the settlement, had said that ending the 14-year-old case prevented prolonged litigation.

The GRA had pointed out that the matter was already costing the nation significant amounts.

But the Opposition

has always been against the settlement, expressing concern that other companies would move against the Government and seek refunds based on that case.

Subsequently, Banks DIH had slapped Government with a multibillion-dollar lawsuit, claiming in excess of G$28 billion in repayment in light of the controversial tax write-off.

According to the court documents, the corporate entity paid some G$12.8 billion in taxes over the period 2001 to 2006. But since Government granted DDL a G$3.8 billion tax write-off from its assessed G$5.3 billion owed, Banks DIH calculated that it should have only paid some G$3 billion instead of G$12.8 billion.

The company, therefore, argued that the Guyana Government would be “unjustly enriched” if it retained the approximately G$9 billion.

The People’s Progressive Party (PPP) has also demanded answers on who authorised

“You know, until now we can say this because a deal, made with the GRA and DDL, that could cost the treasury US$400 million or G$80 billion Guyana dollars; until now we can’t get answers on (it),” Jagdeo pointed out.

Minister Jordan detailed the proposed amnesty would be granted to taxpayers with outstanding tax returns and

payment.

This amnesty will be in effect from January 1, 2018 to September 30, 2018. Taxpayers who file and pay all principal taxes on or before June 30, 2018 will have all interest and penalties waived.

On the other hand, those who file and pay all principal taxes between July 1 and September 30, 2018 will have 50 per cent of interest and penalties waived.

Govt making moves to revise Production Sharing Agreement

s Guyana embraces its status as an oil producing nation Minister of Finance, Winston Jordan said the government will revise the existing template of the Production Sharing Agreement (PSA).

This move is “imperative” to “safeguard the rights of our nation to a fair share of resource wealth” Minister Jordan was quoted by DPI on Monday as saying during his 2018 National Budget speech in the National Assembly.

PSAs are common contractual agreements for petroleum exploration and development between governments and companies.

While the government has not fully disclosed its contract with ExxonMobil, it shared

that Guyana will receive a royalty of two percent on gross earnings and benefit from 50 percent of the profits from the sale of petroleum once production commences in 2020. The company is developing the Liza field located in the Stabroek Block offshore Guyana

for first oil by 2020.

Exxon’s exploration in the Stabroek Block has since de-risked Guyana’s offshore basin which is estimated to contain at least 7 billion oil-equivalent barrels.

The Stabroek Block itself is estimated to contain between 2.25 - 2.75 bil-

lion oil-equivalent barrels.

Minister Jordan said the revision, which will be undertaken in 2018, seeks to make the PSA “more accommodating to changing commodity prices while maintaining a level of progressivity that is responsive to profitability”.

Next year, the government will publish a green paper in the National Assembly on the proposal for the SWF. The paper is to seek feedback for further refinement and to stimulate a national discussion to ensure that all citizens understand the benefits to be had and what the country must guard against in the collection and management of its oil resources, DPI said.

Blame game continues over missing Berbice teen …Police begin search

s the blame game continues as to who is responsible for rescuing the 12-year-old girl who was allegedly abducted and taken to a “ganja” farm along the Berbice River, Police have been dispatched to the area.

The story of the missing teen came to light after several sections of the media reported her mother’s plight in finding her. For months, the mother had been engaging the Child Care and Protection Agency (CC&PA) and the Police in a bid to find her daughter, but to no avail.

On Wednesday after media reports surfaced, the mother said that she was informed that efforts are being made to rescue the teen. She, however, added that no offers were made to take along a close family member for the search.

According to the woman, she went to the Criminal Investigation Department (CID) during the day and at 16:00h she was told to return later in the evening for an update, but when she returned, the Police Station was closed and a padlock was on the door.

Meanwhile, the CC&PA said that while it received reports of the missing girl, the mother was sent to make a Police report since it was the Police’s job to find the child.

CC&PA Director Ann Greene, when contacted for an update on the matter, told Guyana Times International that investigations were underway to determine what occurred. “I now have my officer investigating, so whether or not it’s really us, Probation or what, I got to find out; I’m doing investigations,” Greene highlighted.

The mother of the missing teen told this publication on Tuesday that the Police in Berbice and the New Amsterdam office of the CC&PA were well aware of the issue, but had done nothing to actively pursue the matter. She

claimed that she first went to the CC&PA and was told that the incident was a Police matter. When the media got wind of the incident on Monday, the Social Protection Ministry requested that it be given one day to pursue efforts to find the missing girl.

However, after the story was reported in the press, the Agency embarked on damage control, with a senior official observing that other units involved in protecting children needed to be investigated.

These entities are the Probation Office and the Trafficking in Persons Unit in addition to Police.

Reports are that the woman’s daughter is being held by two adult brothers at a location in Berbice. The young lady was held along with a 13-year-old who reportedly escaped.

They were said to have been held at a camp, where they were subjected to starvation, sexual assault and other forms of abuse.

Meanwhile, the 13-year-old girl, who was rescued spoke with Guyana Times International in the presence of two adults.

She revealed that the ordeal was facilitated by a woman who allegedly moved her from the New Amsterdam Market under the pretext that they were going to collect money that the woman had for the girl’s father.

This publication understands that the woman is the mother of the two males who held the girls in captivity.

72-yr-old sworn in as Budget 2018 offers GECOM Commissioner benefits for many S categories of persons – Harmon eventy-two-yearold Desmond Hugh Trotman, a former Member of Parliament, took the oath of Office on Friday at State House as the new commissioner at the Guyana Elections Commission, following the demise of Sandra Jones.

At the swearing-in ceremony, President David Granger said he had consulted all the parties in the coalition Administration, and had requested that they submit nominees for the position.

The Working Peoples Alliance (WPA) submitted Trotman, while the Alliance For Change submitted former Member of Parliament Trevor Williams, and the People’s National Congress and the other coalition partners submitted Attorney Kesaundra Alves. Alves is also Chairman of the Board of Directors of the Georgetown Public Hospital Corporation (GPHC).

In selecting Trotman, Granger said on Friday, the appointment is in the interest of advancing the nation. He noted that among the names nominated, he is of the opinion that Trotman was the “fittest”, and comes with years of experience

in electoral matters.

Following the ceremony, Trotman told reporters that he brings to the position over 30 years of experience in electoral matters, and that cannot be brushed aside.

He added that he is also going to sit on the Commission as a Guyanese, as opposed to being a member of a political party.

“I would hope that the other members of the Commission would assume that posture. I believe that the commissioners representing the Government side would understand the importance of adopting a position that advances the interest of the nation, and I would hope the commissioners on the other side will take the same position.

“I look forward

to working on the Commission, and I hope whatever decisions we arrive at are decisions that would advance the interest of the people, as distinct (from) the interest of political parties,” he explained.

Trotman, also a member of the State Assets Recovery Agency (SARA), has said that if membership in SARA poses a conflict of interest, he would resign from the SARA post to continue work as a commissioner at GECOM. “I looked at the law up to last night, and I did not see anything in the law that says that I am not qualified to hold both positions. But if it is that wiser counsel would offer advice that I am not eligible to hold both positions, certainly I will resign. I believe that it is important that the Commission advance the interest of the nation,” Trotman told reporters.

The Guyana Elections Commission has six commissioners.

The Constitution of Guyana allows the President to have three nominees on the Commission based on his own judgement; the other three are to be appointed based on the judgement of the Opposition.

Sentencing deferred for man accused of hammering mother to death

he sentencing of a man, who was implicated in killing of his own mother seven years ago was deferred due to the court requesting that a medical evaluation be conducted on him.

Drakes at the High Court in Georgetown on Monday, but the judge requested a medical evaluation be done to determine whether he is fit to be sentenced. The evaluation will have to be conducted by a Government psychiatrist.

McKenzie, using a hammer, beat 62-yearold Ethel Andrews to

death on November 16, 2010 at their Sand Creek, Rupununi home.

According to reports, the woman had reprimanded her son after he allegedly assaulted his father and was in the process of carrying out a similar attack on his grandfather.

Reports were that after the woman intervened to prevent him from doing so, Mc Kenzie was angered and hammered his mother in the head. It was further reported she died shortly afterwards.

Justice Bovell-Drakes adjourned the proceedings to December 5 when a determination will be made on the fitness of the accused to be sentenced, weeks after he pled guilty to the lesser count of manslaughter.

He is represented by Defence Counsel Maxwell McKay while Prosecutors Mandell Moore and Orinthia Schmidt led the State’s case.

udget 2018 will foster better working conditions, a conducive business environment and job opportunities and that will provide an avenue for young entrepreneurs who want to invest in ‘Green State’ development plans. This pronouncement was made by State Minister, Joseph Harmon, following the presentation of the 2018 National Budget

by Minister of Finance, Winston Jordan in the National Assembly on Monday, according to DPI. “Most importantly, there are no new taxes in this budget, in fact there are benefits for so many categories of persons that they will only see good in this budget. I believe that the Minister has done an excellent review of the state of the economy, the state of the world economy and actually places us in a situation where we can position ourselves in the world and see how we proceed from there”, Minister Harmon noted.

Speaking directly to the citizens, the State Minister said the 2018 budget represents an important step in the development of the country, noting that the measures included places Guyana further along the path to the “good life” for all.

Similar sentiments were expressed by other Government Ministers, including Minister of Social Protection, Amna Ally, who noted the budget

offers a lot in terms of infrastructural improvements, educational advancements and more.

Minister Ally said that, “I am very happy that in the budget that they are taking care of building a Drop-in Centre …that is a very important replacement for us, apart from that the sensitisation and awareness programmes that we are having in my ministry, looking at the curbing of domestic violence… and so on. So, I think the budget has quite a lot contained in it, and it is going to be good for Guyana.”

F u r t h e r , Minister of Public Telecommunications, Catherine Hughes lauded the budget as a good one, despite the challenges. She noted that, “People forget that within the first two years we had given something like G$32B into the sugar sector, so we know that funds are limited, so I think it is a very ingenious way to use what we have to make the best available to as many people as possible.”

Minister Hughes made reference to the innovation and focus in several areas, for example Day Care and Childcare facilities being able to claim for tax benefits, and the pensioners receiving an added incentive. She noted that while many people may believe that the increase of G$500 to the pension, may be little, over the past two years it has increased

by 49 percent.

Natural Resources Minister, Raphael Trotman, said too that he is pleased with the allocation to his sector and expressed the view that stakeholders will also be satisfied, since there were extensive consultations with these individuals and efforts made to meet their expectations.

“In the area of forestry money has been set aside for what is known as a stock yard, where logs can be processed. We also will be doing an inventory of what forest species we have and what quantities, and we are raising the tariffs on pinewood to allow the local loggers to have a greater stake on the market”, the Minister noted.

Trotman also pointed out that the attributors tax which was raised from 10 to 20 percent last year, has been reversed, which will be a positive for the mining sector. He said that, “It is not easy for a Government to reverse a policy and this has been quite remarkable. I am ecstatic and generally I believe that the budget is a good mid-term budget, it is not meant to excite, it is meant to stabilise.”

AFC must part ways with Govt to maintain credibility – Ramkarran

he inability of the Alliance For Change (AFC) to successfully push for constitutional reform, a platform on which the party campaigned, has seriously damaged its credibility; and in order to restore some of its integrity, the AFC must resign from Government.

This was the blunt advice proffered by former Speaker of National Assembly, Ralph Ramkarran, on his weekly blog.

“If the AFC has

been pushing for constitutional reform and the Government as a whole has been dragging its feet, the time has come for the AFC ministers to resign from the Government. It cannot sustain its credibility while remaining ineffective in relation to the most important aspects of its platform,” Ramkarran wrote on his weekly blog.

He said the lack of success in this aspect would leave the party’s credibility in tatters, and its

Members of Parliament (MPs) would be far more influential and respected for leaving the coalition Government. This move, he adds, would put the AFC in a stronger position to demand that APNU fulfil its campaign promises.

“By resigning its ministries, the AFC will restore some of its credibility and perhaps support.

The public will see that, for the AFC, political office and the perks are of less importance than political principle; that the AFC is determined to ensure that its policy of the end of racial politics is implemented; and that the AFC is a party of integrity,” Ramkarran said.

The Senior Counsel noted that with the AFC out of Government, with its members remaining Parliamentarians sitting on the back benches, it should be the subject of the amended Cummingsburg Accord.

AFC’s support

Prior to joining hands with the APNU (A Partnership for National Unity), the AFC was

seen as the third force — the party of integrity, with support coming from across the ethnic divide. So when the party negotiated with APNU the Cummingsburg Accord in 2015 to contest the General Elections, it was the support from the “Guyanese Indians” that enabled the APNU-AFC Coalition to become successful, Ramkarran said.

The former Speaker has said that the party’s lack of understanding of its support base would ultimately be its downfall. He alluded to the fear, particularly by the Indo-Guyanese, of rigged elections, which seems like a possibility with President David Granger’s decision to unilaterally appoint the Chairman of the Guyana Elections Commission (GECOM).

The President is the leader of the People’s National Congress (PNC), which has a history of rigging elections for almost two decades; and Ramkarran has said that that party had never garnered more than 42 per cent of the elector-

al votes in free and fair elections.

On the issue of the GECOM Chair appointment, the AFC told its supporters that it was never consulted prior to the appointment. However, emails leaked to the media revealed that the Party’s leadership advised the President to reject the nominees submitted by the Opposition Leader and appoint someone of his choosing. The Party’s stance on the issue caused major disagreement with members of its overseas chapters.

“The AFC’s insensitivity to this scenario, and its failure to

persuade, or seek to persuade, the President to adopt a different approach to the appointment of the GECOM chair has lost it substantial credibility. This is what the dispute with its Canadian leaders symbolises,” Ramkarran said.

Over the past 30 months since the coalition have been in power, the AFC have been repeatedly sidelined by the APNU. The most recent incident being the sidelining of the AFC nominee for the post of Commissioner on the Guyana Elections Commission.

Education, agriculture will transform regional development – President

resident David Granger has said that investments in education coupled with development and emphasis on the agricultural sector will play a leading role in the transformation of the Region and the country.

The President made the comment while speaking at the opening of the three-day Regional Agricultural and Commercial Exhibition (RACE) at the Lusignan Community Centre Ground. At the event he also commissioned two new school buses under the “Boats, Buses, Bicycles plus Books and Breakfast” (Five Bs) Programme. He said that the buses would serve the schoolchildren of the East Coast and East Bank of Demerara and were part of the Government’s continuous effort to ensure that there was access to education for all the children of Guyana.

According to the President, more innovative approaches through education must be taken to enhance and highlight Guyana’s agricultural potential and this is where investment in education and technology transfer is important.

President Granger noted that Region Four (Demerara-Mahaica), as Guyana’s strongest administrative region, was expected to play a pivotal role in driving this ‘green’ agenda. “We must share and the more developed regions must assist the least developed regions. As you have heard before, Demerara-Mahaica is the most developed – smallest in size but strongest economy and at the same time, much of the economic potential and infrastructure are all located in Region Four…Demerara-Mahaica is the bellwether – it knows the way, it shows the way, it goes the way. The Region’s development, in this regard, must be aligned with Guyana’s green trajectory of development, which has, as one of its central objectives, the reduction in economic disparities between the hinterland and the coastland,” he was quoted by the Ministry of the Presidency as saying.

He noted that the agricultural and commercial exhibition was geared towards showcasing and promoting local businesses, particularly those which are involved in agro-processing. It is also

expected to connect producers and consumers while improving and expanding trade opportunities within the Region.

President Granger said that the initiative would also help to empower young and upcoming entrepreneurs, something his Government was passionate about. The Head of State said it was his hope that RACEs could help to highlight the people’s potential to produce and to expose their products for purchase at home and abroad, and provide markets for farmers, traders and manufacturers.

More importantly, he said that exhibitions such as these also emphasise the importance of regional stakeholders not only the Regional Democratic Councils (RDCs) and the Neighbourhood Democratic Councils (NDCs) but the Private Sector. To this end, the President proposed that the Region developed a Regional Economic Action Plan (REAP) to ensure that its agricultural potential was transformed into reality.

Meanwhile, Agriculture Minister Noel Holder, in his remarks, said that agriculture was one of the pillars earmarked to forge the path for sustainable development for the Caribbean and Guyana. He noted that not only was it of fundamental significance to ensure food and nutrition security, but it also represented a viable pillar on which to promote economic development for the country and provide a means for citizens to generate wealth and ensure a sustainable developmental trajectory.

wo men are now in custody following the discovery of a submersible vessel in a creek at Annbisi River, Port Kaituma, North West District on Saturday.

The detained men, one Guyanese and one Venezuelan national, are both said to be about 40 years old.

According to information reaching Guyana Times International, the discovery of the vessel resulted from ranks receiving intelligence information about the submerged craft being seen at the bank of the creek.

n order to address the issue of housing needs for low-income families, the Guyana Government has secured US$30M from the InterAmerican Development Bank (IDB), the DPI has reported.

The loan will be divided into two components; to improve occupancy of existing housing schemes through the provision of quality infrastructure, and subsidies for home improvements and core homes.

by Minister of Finance, Winston Jordan, during the 2018 National Budget presentation on Monday.

Today, while outlining how the monies will be spent, the Central Housing and Planning Authority (CH&PA) Chief Executive Officer (CEO), Lelon Saul, said that majority of the fund (US$20M) will be spent on public infrastructure development.

crete, Saul explained.

Additionally, 100 of the 250 core homes will be constructed in Sophia/ Cummings Lodge to cater for those persons in dire need of housing.

Saul explained that each of the units will cost approximately G$4M. Core homes will also be built in other areas located between Ogle on the East Coast; along the East Bank to up to Golden Grove and Parfait Harmonie to Bell West.

According to DPI, with regard to the home improvement subsidy, Saul said some 2,000 persons will benefit

in the medium-term.

“Within the project area, citizens can apply for home improvement. The criteria will be published and guidelines for application will be published.

The provision of housing is essential for the achievement of economic development, social equality, and social cohesion. It is against this backdrop that the government has placed affordable housing at the forefront of its social policy and is aware of the value of home ownership, and its link with reducing poverty and improving living standards.

eeks after acting Chief Justice Roxane George ruled against an application to quash Government’s move to close the East Demerara and Rose Hall Estates, the Guyana Agricultural and General Workers Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) are moving to challenge the ruling in the Appeal Court.

This was confirmed

by GAWU President Komal Chand, who told this publication on Tuesday that the unions were of the view that the acting Chief Justice “erred” in denying the application.

This contention, according to Chand, will have to be heard in the Appeal Court at a date to be determined.

However, the unions will first tender submissions for the court’s consideration before the matter can proceed. The original injunction in the High Court had noted that not enough consultations were held by Government with the affected parties.

The decision to challenge the acting Chief Justice’s decision comes less than two weeks after workers of the Rose Hall Estate in East Canje, Berbice, Region Six (East Berbice-Corentyne) were told of Government’s plans to put off that entity’s closure until next

year. This estate was scheduled to be closed on December 31, 2017.

However, Minister of State, Joseph Harmon, had announced that the Special Purpose Unit (SPU), which was established under the National Industrial and Commercial Investments Limited (NICIL) to manage the privatisation/ divestment process of the Guyana Sugar Corporation (GuySuCo) was yet to determine the way forward for Rose Hall Estate.

It was in May 2017 that Government announced plans to close the Enmore and Rose Hall Sugar Estates, sell the Skeldon Sugar Factory, reduce the annual production of sug-

ar, and take on the responsibility of managing the drainage and irrigation services offered

by GuySuCo. These decisions were, however, met with union and community -sanctioned protests, which saw many workers and affected residents taking to the streets to highlight the negative impact the closures would have on workers and the economy as a whole.

In October, GuySuCo had disclosed plans to retrench some 2500 workers by the end of this year. However, GAWU reiterated that the downsizing and subsequent closure of sugar estates would lead to the loss of more than 15,000 jobs and the potential threat of poverty for between 50,000 and 100,000 people.

A statement from Head of the Special Purpose Unit, Colvin Heath-London last month detailed that an international accounting firm would be recruited to evaluate GuySuCo’s assets for privatisation and divestment. Selected tenders were invited from Pricewaterhouse Coopers, Ernst & Young, Deloitte, and KPMG to provide the service. The selected firm would be conducting the valuation of all assets under the control of GuySuCo, in addition to other advisory and financial services.

The preparation of a prospectus is expected to be completed by the end of January 2018.

The Private Sector, civil society and other interest groups have long decried the closures of estates, with many saying that the country’s overall economy and the economies of villages would be impacted as a whole.

aw enforcement officials are hunting for two men believed to be involved in a robbery attack on a Durban Street, Lodge, Georgetown internet café on Tuesday evening.

Canadian citizen perishes in Lethem accident

n early Sunday morning accident in which an SUV drove off a bridge and ended up in a creek on the Manari Trail in Lethem, Region 9, has claimed the life of an elderly Canadian citizen who had been travelling in the vehicle.

The dead man has been identified as 87-year-old Brandis Kennedy, who had been visiting from Canada.

According to Police reports, pickup truck PKK 6060, owned and driven by 32-year-old Anthony Pillew of Bachelor’s Adventure, East Coast Demerara, was proceeding east along the Manari Trail at about

3:10hrs on Sunday when the incident occurred.

Pillew reportedly lost control of his SUV while crossing the Manari Bridge, and the vehicle landed about 30 feet below the structure and then became submerged.

Shortly after, passers-by removed the duo from the vehicle and rushed them to the Lethem Hospital.

The Canadian citizen was pronounced dead on arrival at that medical institution, while Pillew was admitted and treated for abrasions.

Kennedy’s body remains at the hospital’s mortuary awaiting a post-mortem examination.

Development of Guyana’s tourism sector to be multi-faceted – Govt

rowth in Guyana’s tourism sector continues at a steady pace, with visitor arrivals totalling 170,322 between January and September of 2017. This is a 5.7 per cent increase over the same period in 2016.

This was revealed in Finance Minister Winston Jordan’s 2018 Budget presentation to the National Assembly.

To this end, the Finance Minister reported that the Guyana Tourism Authority, in the coming year, will focus on several areas, including the promotion of the Guianas Shield as a

tourism product; deepening links with industry operatives and investors; supporting the execution of cultural, heritage, and sports events; strengthening ties with the Diaspora to develop and exploit tourism opportunities; and preparing and implementing a Tourism Development and Destination Marketing Plan.

Minister Jordan noted that it was expected that as the economy underwent rapid development in the coming years, additional visits stemming from the hosting of international exhibitions, conferences, and shows, will stimulate growth in the hospitality subsector and the wider tourism sector.

It was also highlighted that over 30 new species of flora and fauna have been discovered in Kaieteur National Park and the Upper Potaro Region.

Bolt statue to be unveiled Sunday

amaica’s Minister of Culture, Gender, Entertainment and Sport, Olivia Grange, says come “rain or shine”, the unveiling of the Usain Bolt statue will be done this Sunday.

The minister made the declaration yesterday after visiting the site on Statue Road in Independence Park where the sculpture will be mounted.

“We're all set to unveil Usain Bolt's stat-

ue…The base is now ready for mounting of the statue. The statue will be mounted and will be in place for Sunday, December 3,” said Grange.

The statue — a lasting tribute to the world's greatest sprinter — was due to be unveiled during Heritage Week in October, but the unveiling ceremony was postponed because of rain.

Prime Minister Andrew Holness will un-

veil the statue in a special ceremony scheduled to begin at 5:30 pm.

The ceremony will be attended by several notable figures in local and international sports including Victor Lopez, the president of the North American Central American and Caribbean Athletics Association.

IAAF President Lord Coe will also participate in the ceremony.

“We're getting a specially recorded message from Lord Coe, who was unable to come,” said Grange.

“We have an interesting programme lined up and Usain Bolt is looking forward to this event,” she continued.

The sculpture was designed by renowned Jamaican sculptor Basil Watson.

It is the first of four statues of national sports stars that were commissioned by the ministry under the Jamaica 55 Legacy Programme.

Watson is also working on sculptures of Shelly Ann Fraser Pryce, Veronica Campbell Brown and Asafa Powell.

T&T CJ refuses to meet with judges on allegations against him

mbattled Chief Justice Ivor Archie has refused a request to meet with his fellow judges to discuss recent misconduct allegations made against him.

In an email sent to High Court judge Carol Gobin last week, a copy of which was obtained by the T&T Guardian, Archie said he would not accede to the meeting requested by her almost two weeks ago, due to the strong possibility that details of the meeting would be leaked to the media.

The correspondence was also shared with the other Appellate and High Court judges.

Archie said: “I would truly love to have more cordial meetings with judges at which we openly and frankly discuss issues of common interest, especially issues concern-

ing the administration of justice and improvement of service delivery, but the knowledge that thinly veiled media is actually present in the room, runs the risk of making such meetings counter productive.”

He went on: “Such leaks place Carol and, by extension, all judicial officers at real risk of tarnish not only those one wishes to damage but oneself as well. It is like the proverbial metaphor of the attempt to throw fecal matter onto an oscillating cooling machine. It splatters everywhere and no one’s garments emerge as white as the driven snow.”

Archie challenged the person who leaked Gobin’s original request to identify his/herself and ensure that his entire response is published if they planned to continue to do so.

“I also ask that the person who has been leaking find the nerve and strength of his (or her) convictions to state his (or her) name to the entire Bench and to honestly express his (or her) purpose for doing this,” Archie said.

While he declined to meet, Archie stated that he is always open to hold

discussions with judges.

“Of course as always, as you all know, my chambers’ door is always open, for discussions of legitimate concerns, to my colleagues who are truly interested in the welfare of the Judiciary and the country and have a positive contribution to make to our national welfare and to the PEOPLE of this

country who we are here to serve without fear or favour, affection or ill will… not making it about our personal likes, dislikes, ambitions, affiliations, loyalties or agendas,” he said.

In a subsequent email response, which was also obtained, Gobin stated that she was disappointed and confused by Archie’s reasoning.

“The Chief Justice, apparently recoils at the very idea of placing the bench in some position resulting from perceived leaks to the media, but has so far not acknowledged the deleterious position for which he has placed us by leaving very grave allegations unanswered. For my part, I recoil at his having brought us to this,” Gobin said.

She also noted that since her request was made, fresh allegations have surfaced against Archie.

“What is astounding is that even in the light of the new allegations, the Chief Justice has continued to remain silent, oblivious it seems, to the effect of this scandalous state of affairs on the Judiciary?” she said.

Describing Archie’s stance as cliched, Gobin claimed that he attempted to shift the blame to her.

Gobin also noted that she had pointed out several issues with the Judiciary to her colleagues in the past with varying responses.

“That anyone has thought them worthy of publication anywhere, has not breached any confidentiality. If publication has generated any serious discussion on them as matters of public interest, I have been encouraged, my efforts have not been in vain,” Gobin said.

She also renewed her call for Archie to address the allegations publicly.

“The mess, the stench of it is everywhere.It is his responsibility to begin to clean it up if he can. He will first have to recognise that he is accountable to the institution and the country,” Gobin said.

Contacted on Sunday under the condition of confidentiality, a High Court Judge said he was surprised that the correspondence was leaked but said he supported Gobin’s stance nonetheless.

“We cannot continue to mask complacency with misguided notions of confidentiality and conservatism. Our obligation to uphold the Constitution and apply the law, mandates us to preserve and defend the public interest.

must ensure that our conduct both in and out of court, conforms with the highest standards of equity, honesty, morality and transparency,” he said.

Archie has been accused of attempting to persuade the judges to change their State provided security in favour of a private company in which his friend works, were made in a series of reports in Sunday Express newspaper, this month.

While the Council of the Law Association has called on Archie to respond to the allegation that he discussed the judges’ meeting with his friend afterwards, it stated that the other allegations were unsubstantiated.

In a press release, the association’s secretary, Elena Araujo said: “The article reports a meeting between the Chief Justice and his fellow Supreme Court judges at which he suggested the retention of a private security firm, but that he did not identify any particular firm.”

She added: “It also reports that he raised an issue concerning security arrangements with National Security personnel which was forwarded to the Special Branch and the acting Commissioner of Police, but that he did not suggest the retention of private security.”

Speaking at the weekly post-Cabinet press briefing following the publication of the first batch of allegations, Minister in the Office of the Prime Minister Stuart Young said the Government was observing the situation but would and could not intervene.

Since then further allegations on the issue have been published.

The recent allegations against Archie comes months after the association’s membership passed a no confidence motion in him and the members of the Judicial and Legal Service Commission (JLSC) over their handling of the fiasco caused by the short-lived judicial appointment of former chief magistrate Marcia Ayers-Caesar.

Ayers-Caesar resigned two weeks after she was appointed a judge, amid public furore over 53 cases that she left unfinished when she took up the post.

She has since sued Archie and the JLSC claiming that they were aware of the unfinished cases and pressured her to resign.

s cliché as it sounds the famous words of Mahatma Gandhi, “Be the change you want to see,” is the driving force behind everything that young Shazam Somwar does to make his mark and leave behind a legacy that would do his generation proud.

Shazam is a 21-yearold medical student of the Greenheart Medical University, but what

started a local organisation called the Suicide Prevention Awareness Campaign (SPAC) to address the suicide epidemic that has been plaguing the Region in which he resided. Following the launch of his organisation, the young leader held walks to raise awareness, held talks with students, and posted posters throughout the Region to address the ill of suicide.

SPAC has been created to provide a safe space for persons to relate their stories and be guided along the path to receiving the help they need. The organisation has an active Facebook page, and Shazam is prepared to provide assistance to anyone who may need it.

Apart from tackling the scourge of suicide, the medical student enjoys volunteering for various non-profit organisations and contributing to the development of his community.

Guyana’s suicide rate is an alarming 44.2 cases per 100,000 persons when the global average is 16 per 100,000 people. Since

2012, suicide has been the leading cause of death in persons between the ages of 16 and 44. Females attempted suicide more than males in a ratio of 3:1. Indo-Guyanese have accounted for 50 per cent of suicide deaths in the country while Afro-Guyanese have accounted for 26 per cent. These statistics are worrying for Guyana as well as the international community.

For the year 2017 so far, the Public Health

Ministry recorded 59 cases of suicide while the Police recorded a staggering 92 cases. This clearly shows the Ministry’s inability to effectively monitor the number of suicide deaths and report accordingly.

There are several organisations working to tackle the scourge of suicides.

Lethem airstrip to upgrade to a regional hub in 2018

T

he Guyana government is in negotiations with a multilateral donor to secure a US$15M loan to finance a project for further aerodrome and airstrip development across the hinterland.

According to DPI, under that programme, the Lethem airstrip will be upgraded into a regional hub and international aerodrome, in order to receive flights originating from Brazil and oth-

er Latin American neighbours. This was revealed

by Minister of Finance, Winston Jordan during his presentation of the 2018 Budget in the National Assembly on Monday.

Meanwhile, according to DPI, a sum of G$250M was allocated in Budget 2018 for airstrips and airdromes upgraded from which G$140M will be used to commence the rehabilitation of the airstrips at Bemichi and

Kamana. Another 12 airstrips across the hinterland regions will also be upgraded at a cost of G$110.3M, Minister Jordan noted.

There are 57 licensed government airstrips in Guyana of which 47 are maintained by the Aerodrome Department of the Ministry of Public Infrastructure. The remaining 11 Airstrips are being maintained by the villagers in their respective locations.

Jamaican pastor pleads guilty to sex crimes M oravian pastor Rupert Clarke has pleaded guilty to two counts of having sexual intercourse with a person under the age of 16 years old.

The complainants are both sisters.

Clarke entered the guilty plea in the St Elizabeth Circuit Court yesterday (Wednesday).

His bail has been extended until his sentencing on March 8, next year.

Clarke had appeared in court for the hearing of an application by the prosecution to transfer the sexual offence matter from the St Elizabeth Circuit Court to the Home Circuit Court in Kingston.

Justice Martin Gayle reportedly granted the application for the matter to be transferred to Kingston when Clarke’s lawyer Deborah Martin asked for his client to reenter a plea.

That’s when Clarke changed his plea from not-guilty to guilty on two counts of having sex with a person under sixteen years old.

However, the King warned him not to provoke any clashes with the Spaniards with whom England was at peace.

Raleigh set sail with 14 ships and 500 men and finally cast anchor near the mouths of the Orinoco. From here he sent his lieutenant Keymis with an expeditionary force up the river.

By this time, the Spanish Governor of Trinidad, Antonio de Berrio, had strengthened the defences of the small settlement of Santo Thomé on the lower Orinoco aimed at blocking any encroachment by non-Spanish expeditions. The Spaniards tried to prevent Keymis and his men from pass-

ing the settlement, but using superior force, the English destroyed it and proceeded upstream. Unfortunately, in the fighting, Raleigh's son was killed. From Amerindians they met, Keymis was unable to obtain any information of the golden city and eventually reported his failure to Raleigh. Angry words were exchanged between them over the death of Raleigh's son, and Keymis, probably in remorse, committed suicide.

After an unsuccessful stay of 26 days, the expedition returned to England.

Meanwhile, the action of the English in destroying San Thomé was reported to James I by the Spanish authorities. Raleigh was blamed for this unfriendly act and was, immediately on arrival back in England, imprisoned on the charge of treason. He was beheaded in 1618 to give satisfaction to the Spanish King. Of mice…

R

…and cats obert Burns reminded us that, “The best laid schemes of mice and men / Oft go awry.” And we can see this unfolding so well with the sad but inevitable sidelining of the AFC by the PNC. Ahhh…the AFC had it all planned out, didn’t they? They’d been launched, back in 2005, to exploit the “floating votes” they insisted existed in even Guyana’s ethnically polarised society.

These floating votes would come from all of the various ethnic groups in Guyana, and like Jagan more than a half-century before, when forming the PPP, they insisted those cleavages were bridged by the ethnic origins of their three founding leaders.

They’d been accused of receiving “foreign help” (including funding!) — a charge they never tried refuting, since it actually helped their cause by implying they had friends in high (and strategic) places! But be that as it might’ve been, they did get the most seats a third party had ever gathered in Guyana. Their supporters fervently believed they were going to be the “key to the change” – as they’d sloganeered.

They swore to support the two “big ones”– the PPP and PNC — in the “big house,” depending on whether their stands on issues were in the best interest of Guyana. So noble!! But, along the way, the AFC lost the plot — just before the 2015 elections. They decided to join up with the PNC — disguised as “APNU”. Now, why would they want to do that?

APNU accepted its lack of ethnic diversity when it began to court the AFC — which had picked up substantial support in Berbice, the traditional hunting ground of the PPP. But that “substantial” support was relative: they’d garnered just TWO more seats than they had done in 2006. They would’ve had to literally do a David on the PPP Goliath if they were to achieve what APNU said it sought — a government of national unity.

When the 2015 votes rolled in, going by the analysis of the polling station returns, the AFC had clearly lost ground; yet they went along with the “national government” spiel of the PNC/APNU. And this is where their best laid plans went awry.

In their manifesto, they’d promised to bring in the PPP into the government, but chose Nagamootoo to take the lead!

It was like sending the rat to bring in the cat!! It was never going to happen. So, the inevitable did happen – just because the AFC “mice” wanted to pretend they were “cats” to drink all the milk. APNU knows AFC’s living a lie; AFC knows it’s living a lie.

And now they’ve been hung out to dry! …and green The National Trust just woke up to find Prezzie’s painting State House green! Your Eyewitness isn’t sure how that’ll play out legally…but he knows for sure there ain’t no one’s gonna be covering up that paint. Green, after all, isn’t just the colour of US greenbacks – it’s the PNC’s colour! That the PNC received greenbacks from the US back in the day to build its organisation is just coincidental! Burnham had already chosen the party colour.

Now this painting of State House – and the Office of the President and everything that’s nailed down!

– with the PNC colour tells us a number of things.

Firstly, the coalition business we spoke about above ain’t worth squat, since there’s no yellow for the AFC or whatever are the colours of the WPA and the one-man parties in the coalition!

And more, pertinently, the PNC means to be here for a long time!! By any means necessary!! …being “disturbed” Raphael Trotman says he’s “disturbed” the AFC candidate wasn’t selected to replace the vacant GECOM Commissioner’s slot. Does this mean the Cummingsburg Accord was breached? Or was it the Nassau Accord?

But whatever it is, your Eyewitness knows the fella had to “try a thing” after those revealing e-mails!!

T&T pandit shot dead in robbery at home H

indu devotees and followers of a well-known Pundit in central Trinidad, Head Pujarie Sunil Ragbirsingh were yesterday left in shock and indescribable grief after learning that their beloved leader was killed during a home invasion at his home at Five Rivers in Arouca on Saturday night.

Ragbirsingh had just returned to his Sampath Street home when he walked into a robbery in progress where three of his relatives were tied up and robbed of an undisclosed amount of cash and jewelry. He had conducted three prayers during the day for devotees and had just reached home.

The incident occurred just after 10 pm. Ragbirsingh was the first person to answer the call for a Kali Yatra in T&T. Speaking with the T&T Guardian yesterday, one of the victims, who wished not to be named, said he remains traumatised over the incident.

He said he locked up all doors and windows to the house before retiring to bed, “actually I was still waking when I heard strange noises coming from outside my bedroom door but inside the house. I listened for a while and then decided to go and check. That is when I saw two men with guns standing there. They tied up my wife and I with extension cords and then took us to a room where my daughter (Ragbirsingh’s wife) was already tied up.”

“It is very strange to me how the men— there were three of them—inside my house. I was sure that I locked the door. They were talking to another man who was standing on the road in front of the house,” he added.

The victim said that when the thieves were leaving that was when Ragbirsingh came through the front door into the living room area, “I feel, maybe when they

were leaving, the men, who had on face coverings, must have removed it when they were leaving and when Sunil walked in he probably saw their faces and that was when they shot him once in the chest. He fell right there and died.”

Ragbirsingh had no children and was only married three years ago. He was described as “the best husband ever,” and “the most humble and kind person.”

“He was a full time Pundit and loved what he did. Imagine he just came home from conducting prayers and was killed. How sad.

How terrifying is this to happen in your own home,” Ragbirsingh’s relative said.

Ragbirsingh’s last prayers was conducted at the Endeavour Temple. A devotee, who attended that prayers wrote: “Last night (Saturday) at the Endeavour Temple, Pundit Sunil Ragbirsingh sang the Hanuman Chalisa praising Lord Hanuman…this was his last glory to the Lord before he left the Mandir to go to his home in

Arouca were he died.”

In separate incidents, police are also investigating another murder that took place in Champs Fleurs and a shooting incident in Morvant which left two men critically wounded.

In the Champs Fleurs incident, according to a police report, at about 11 pm an unidentified man was gunned down while standing at the Corner of Eastern Main Road and Mt D’or Road, Champs Fleurs.

In the earlier incident, at about 7 pm two men were ambushed while filling gas in their car at a gas station near the Barataria roundabout.

The victims were identified as Collin Henry and Aaron Warner, of Coconut Drive, Morvant.

Police said they were both shot multiple times and are remain warded in critical conditions at the Port-of-Spain General Hospital.

…in sugar? he Government boasted that sugar workers have nothing to worry about their future, since some 70 companies have submitted bids for the four estates they’re closing down and selling off.

Really?? A number of questions come to your Eyewitness’s mind. The first one has to do with the Trinidadian expert the Government brought in to advise them on their “divestment”.

It was advice only people in this APNU/AFC government in general, and its Minister of Agriculture in particular, needed to be told. Anyone with even the slightest connection with sugar would’ve already taken that fact into consideration when the decision to close the estates was made: cane-cutters aren’t farmers!! And you can’t just snap your fingers or wave a wand — even while wearing a tu-tu — and make them into one!

Some might say Nagamootoo and Ramjattan should’ve known that fact when the Government blithely announced they would “lease” the land to the fired cane-cutters, who could then cultivate “cash crops”. But Ramjattan comes from a rice village and Nagamootoo from a fishing one; even if they remembered anything from their childhood, it had nothing to do with sugar.

So back to the 70 companies who’ve lined up to take over the sugar estates. Will the Government insist they keep on with sugar production? Well, that would put them in an awkward position, wouldn’t it? If those companies could make it in sugar, why didn’t the Government continue in the business, and possibly hire one of those companies as advisors?

Would’ve been far less traumatic for the workers, wouldn’t it?

But if the companies are going to enter other crops for the world market, the Trini knows that would involve a whole different skill set from the workers — which cane-cutters don’t have. These fellas are specialists whose work is so practised and fluid that to look at them is to look at the Bolshoi Ballet performing Swan Lake! To grab that stalk of cane at just the precise point of equilibrium, cut the bottom at just the right height from the ground (so it’ll sprout a new shoot), then swing the top, which is then lopped off in one unbroken movement, is a thing of beauty to behold. Ballet dancers can’t cultivate cash crops!

But the Government is just playing the fool. Most of the businesses indicating interest are like the Private Sector Commission — they want to use the land for housing or suchlike. Which would be tragic when we keep on hearing about the US$4Billion food bill of the Caricom bloc – and we would be putting the best drained and irrigated lands in the Caribbean into housing!

And cane-cutters on the breadlines!! …of Ramjattan whistling in the dark Back in the countryside where Ramjattan comes from, when they went out into the dark (say, to the outhouse!), they were so scared of “jumbies” they’d be whistling as loud as they could, hoping that would scare them away. They knew the whistling didn’t do a damn thing, but they kept at it – hoping against hope. All it was, however, was to kid themselves that “everything would be okay”, and they wouldn’t mess themselves before they squatted in the outhouse!!

Ramjattan’s whistling in the dark when he keeps on insisting the e-mail revelations by the betrayed Canadian affiliate wouldn’t affect the AFC!! He knows, like his US Affiliate Chair said, their Indio-base has evaporated like snow in hell after the revelation on Ramjattan and Trotman’s role in advising Prezzie on his unilateral choice.

They have no bargaining chip to negotiate with the PNC come 2020 (the Jumbie!!). To keep on enjoying their perks, they’ll have to continue being poodles to give the PNC a multi-ethnic fig-leaf.

A VERY small fig leaf!! …new GECOM Commissioner Prezzie didn’t consult his “partners” to select the GECOM Chair – who holds the “casting vote”. Now, after asking AFC for candidates to fill the vacant Opposition Commissioner’s seat, he decided to sideline them once again. And they have no choice but to pull their tails between their legs and stay quiet!

A Book Review by Petamber Persaud

T

he power of the written words in this new Guyanese novel, “Kamarang”, will bewitch and haunt, thrill and satisfy, educate and entertain, the reader from the eerie beginning to the bewildering end, gnawing at the reader’s entrails, sucking at the reader’s grey matter long after the end is revealed and the mystery solved because the end will beset the reader with a new goal - a longing to learn more about the inexhaustible heritage of the land known throughout the world from the 16th century and onwards as El Dorado.

“Kamarang” is the first novel by Michael Jordan, a journalist and an investigative reporter whose interest in cold cases and unsolved crimes has and continues to treat Guyanese and non-Guyanese readers with fascinating and intriguing stories.

In fact, he is the recipient of PAHO Award for Best News Story in 1994 and the Award of High Commendation for Assisting in the Solving of a Cold Case in 2016.

Jordan’s interest in writing and in the macabre was influenced firstly by his parents. His father, Walter A. Jordan, was an avid reader and a writer. The elder Jordan was well-known for his column, ‘Watch your Language’. Jordan’s mother ‘consumed works of Poe and other masters of horror’ while pregnant with him and she also presented him with his

first collection of ghost stories when he was twelve.

“Kamarang” is a supernatural tale which unfolds with a fine balance of terror and horror set against Guyanese

myths, legends and folklore – Bush Dai Dai, Kanaima, Mermaid and others. The story is centred on Michael Jones and Lucille – the most beautiful and sensual woman Michael has ever

known, a women much sought after by all men she encounters and envied by all women crossing her path. One of the mystifying aspects of Lucille is that she takes nothing in payment for

her service from men she favours; those men pay the ultimate price.

The supporting characters, on Michael’s side include his father, his mother and grandmother, all with skeletons in their respective closet.

The supporting character on Lucille’s side is a shape-shifter.

The novel is set in the capital city of Georgetown, dotted with hotels cum brothels cum whorehouses mainly frequented by gold miners/prospectors and in Kamarang, an interior location often referred to as the gold bush where men make and lose their fortune and where some prostitutes make a fortune or die trying.

Michael Jones is healthy boy in his late teens with a strong physique influenced by his idol Bruce Lee. He grows up in a Christian home and community and he is also sexually active.

This leads by a series of uncanny attractions to a well-known brothel where he forms a strange sexual relationship with Lucille, a relationship that sucks his strength and vitality, leaving him broken yet he goes back for more pleasure and punishment.

The story unfolds as one by one the skeletons in the cupboards are freed by way of revelation or intense introspection, bringing shame and sometimes remorse.

There are as many moments of déjà vu as there are parallels in events in the city and in

Kamarang even the motifs are not dissimilar in both locations including the deaths by fire, the drinking of cider by the main female player, her perfume affecting men familiar with its odour, dreams and the silk cotton tree.

Apart from the flashbacks filling out the story, there were foreshadowing of how and when to deal with this ‘thing’.

Getting rid of it fell to Michael.

And when the time was ripe, characters from the past and the present, from remote areas and from the city, are brought together by fear, by fear of the unknown to pit their human frailties aided by a little knowledge and binas/charms against the unknown evil.

n continuing a tradition of honouring women through the showcasing of their art and talent, the Guyana Women Artists’ Association (GWAA) once again opened the doors to its annual Art Exhibition.

On display at the National Art Gallery housed at Castellani House, Homestretch Avenue, is a diverse lineup of imaginative pieces, which seeks to amalgamate various forms of visual art so as to create an intrinsic explosion of colours, symbolism and beauty, all wrapped up in one grand collection.

This exhibition aligns with the observation of the International Day for the Elimination of Violence Against Women, with the GWAA this year presenting its

29th edition of highlighting the complexity of women and their roles in society through art.

Headlining the exhibition is Guyanese woman artist Akima McPherson, who brings to the collection three series of her work, each encapsulating a different form of art.

Taking centre stage is a suspended text ensemble, titled “Unmasking”, which is hung in a cascade of silent testimonies. Each part of the puzzle represents individual women and the invisibility of their issues as they move through time and space.

Adding to that, McPherson also has on display seven figures in varying postures with small abstract forms which symbolise the burdens, hardships and difficult circumstances of women in society.

Despite initially appearing dismal, the abstract p i e c es are backed figures of victory, inclusive of prayer and dancing.

In outlining the essence of the work she has on display, the featured artist indicated, “Increasingly, my work rejects commoditisation and participation on the market. Instead, I am interested in art that critiques social structures and in its critiques proposes a way forward.”

McPherson alluded to a theo-

ry which solidifies the foundations of art, saying art has a special role to play in the evolution of the individual and humanity. It is a gift from the Universe and should serve the aims of the Universe and, therefore, humanity.

This year marks the first time the GWAA singled out one of its own members as the main feature artist.

Meanwhile, the exhibition also presented the perfect opportunity to highlight the works of other local female talents as they seek to bring to the table various perspectives on the dynamics of women in the Guyanese context.

One such display was that of the guest artist, Sandra Bell-LaRocque in her attempt to capture nature and its importance in the lives of Guyana’s people. BellLaRocque presented five pieces, which speak of her patriotism and its inspirational role in her work. They were “East Coast Dusk Sky”, “Sunset”, “Guyana I love”, “Sea Life” and the highlight, “Illuminus”.

The last was perhaps the most symbolic of her pieces – the abstract of

a woman almost synonymous to the dawn of a new day.

Another eye-catching piece was that of Denise Bristol, titled “The strength of a woman.” The acrylic painting stands out for its portrait of the many hats worn by a woman, particularly in her role as a child bearer and caregiver.

In existence for the past 30 years, the GWAA has not only contributed to the development of female artists of Guyana but also to the development of art. The GWAA has ensured the hosting of an annual exhibition since 2008 along with the International Women's Day Exhibition in March of each year.

This is as the Association has set out not only to exhibit works of its members, but, on several occasions, has invited other women to participate in its displays.

In addition to giving members an opportunity to show and grow from exhibiting their work, the GWAA's exhibitions have served as learning resources for students of art, some of whom later join the Association.

IAmScience because education and my pursuit of learning became my ticket out of poverty and a way that I can really help others.”

“Mother knows best” rings true for Gerialisa Caesar. In her family, the career options were either to be a lawyer, engineer or doctor.

But with little interest in law and a greater love for science than math, Caesar decided to pursue her doctorate.

“I graduated high school at 16 fully equipped to enter the work force,” Caesar said. “I went back to school to study science because my mom basically told me I had to, but biology fit me really well, so it worked out.”

Initially, Caesar was hesitant that she could even become a scientist.

“I had an idea of what a scientist was, and it wasn’t me,” Caesar said. “After I immigrated from Guyana, my undergraduate advisors, Drs. Carroll and Catapane, explained the opportunities I had to study biology.

It opened the world of possibilities for me to pursue science.”

Now, as a biological sciences Ph.D. candidate in Laura Schulz’s lab, Caesar focuses on women’s health and reproductive biology.

“My research is to understand how a mother’s nutrition prior to and during pregnancy affects the baby’s development,” Caesar said. “This is important as several studies link maternal diet during pregnancy to an increase in susceptibility of the offspring developing diseases such as obesity, diabetes and hypertension in adulthood.”

“For example, a lot of women are told to take folic acid pills during pregnancy,” Caesar said. “Doing that has been tied to help with neural development concerns — things like spina bifada [a birth defect that affects developing babies’ spinal cords].

Understanding the mechanisms that make that occur would aid in developing better interventions to prevent such occurrences.”

As a result, Caesar’s research has the ability to help the world’s greatest health concerns in an impactful way.

“My work is directly contributing to prevent health issues that exist for future generations,” Caesar said. “Knowing that is motivating.”

After she earns her Ph.D., Caesar would love to work for the Center for Disease Control and Prevention.

“The CDC has immediate response teams that react to major disease concerns. Being a part of that would be incredible,” Caesar said.

“There’s something about working for the CDC and being able to have a meaningful impact within the community that calls

me.”

Caesar plans to channel that passion regardless of where she ends up, though.

“Biology is literally the study of life,” Caesar said. “As much as I thought science was challenging, I am able to see how it affects everyday life. I have a purpose, and I know what I do is going to make a difference.”

New Colombian Ambassador accredited

resident David Granger, on Wednesday accepted Letters of Credence from His Excellency Dr. Alfonso Múnera Cavadia accrediting him the new Ambassador of the Republic of Colombia to Guyana. Speaking at the Accreditation Ceremony, which was held at State House, President Granger said that relations between the two countries are based on the principles of peace, cooperation and mutual respect for each other sovereignty. These principles have been pursued through the Guyana-Colombia Joint Commission.

The Head of State pointed out that the signing of the Agreement on Mutual Exemption of Visa for Holders of Ordinary Passports, in June of this year, is expected to increase the movement of people and the trade in goods and services between the two states.

Record fall in migration to UK in year after Brexit vote

et migration to Britain fell by the largest amount on record in the 12 months after the Brexit vote, with more than three-quarters of the drop due to more EU citizens leaving and fewer arriving, official data showed on Thursday.

Net migration tumbled by 106,000 to

230,000 people in the 12 months to June, the Office for National Statistics (ONS) said.

Some 82,000 of the decline was due to EU citizens, cutting net migration from the bloc to its lowest level since June 2013.

The total fall in net migration was the biggest since records began

in 1964.

Prime Minister Theresa May has said she wants to reduce net migration to the tens of thousands, a promise first made by the government in 2010 and designed to reassure Britons worried about the impact immigration had on public services.

Jonathan Portes, a professor of economics at King’s College London, linked the fall to Britain’s economic slowdown and the weakening of the pound – which means foreign workers earn less in Britain when converted to their

Steven Woolfe, an independent British lawmaker in the European Parliament who campaigned for Brexit, said long-term migration remained high.

“This number again highlights the greater

need for Britain to have a brand new immigration system, starting on Brexit day one,” he said on Twitter.

Britain is scheduled to leave the EU on March 29, 2019.

Larger numbers of foreign workers have helped Britain’s economy to expand. The Bank of England has said almost all of its growth in the last decade stems from an increase in workers.

Britain’s retail, hospitality, manufacturing and agriculture sectors are particularly reliant on staff from abroad.

The BoE has said a fall in migrant workers coming to Britain is likely to contribute to a new, slower “speed limit” for the economy, meaning it would be more prone to inflation.

Opinion polls have shown immigration topping the list of concerns among people who voted for Brexit in the 2016 referendum, in which 52 percent backed leaving the EU. The ONS said the scale of the drop in net migration in the most recent data partly reflected a strong run-up in migration last year, which pushed it to a record high in June 2016.

“The essence of democracy is to allow free debate among the rank and file!” Satiricus suddenly announced to his buddies, who’d been focusing on the cricket on the big screen at the Back Street Bar. “Wha’ yuh a talk ‘bout?” asked Cappo, as he finished his beer.

“Didn’t you fellas listen to Rum Jhaat?” Satiricus asked impatiently. “He was explaining the e-mails between those leaders in our KFC party.”

“I thought it exposed what a set of dictators Rum Jhaat and Trot Man turned out to be!” said Hari with a snicker.

“That’s the problem with you fellas,” complained Satiricus, “You all only looking at the substance of what was said; you got to look at the form.”

“Me na know wha’de rass yuh a guh-aan wid,” said Bungi.

“Me t’ink yuh shoulda shame fuh bring up da e-mail business.”

“Budday, don’t we quarrel and use harsh words with each other?” asked Satiricus. “But we remain friends. That’s democracy….and THAT’s the KFC!!”

“Suh lemme aks you,” said Cappo. “When Rum Jhaat lie dat he na advise Prezzie, da Demacracy?”

“You see?” asked Satiricus. “You talking about the substance again. But even there, Rum Jhaat didn’t advise. Was a gyaaf over coffee.”

“An’ when Rum Jhaat na consult nobady in KFC when he seh KFC agree wid Prezzie, da democracy?” demanded Bungi heatedly.

“But the man said he was sorry,” Satiricus said. “What more you want with him?”

I

n what is being touted as the greatest escape in the history of the country, alleged fraudster Vicky Nirupa Boodram walked out of the Arouca Prison on Monday afternoon and has not been seen since.

Boodram, 35, whose last known address was 34 Gambal Street, Siparia, had been on remand since March 2016 after being denied bail on 39 fraud charges. She has 175 fraud matters before the court beginning in 2012.

According to both police and prison sources, Boodram was taken from the prison on the authority of a court order. Sources said two police officers attached to the Tunapuna Police Station, which is charged with responsibility for prisoners scheduled to appear in court from the Northern Division, went to the Women’s Prison and removed Boodram on Monday. The officers, a male and a female, went in a marked police vehicle and were accustomed to collecting prisoners at Golden Grove for court.

Prison officials said

they thought nothing untoward about the officers coming with what they presumed were legitimate court documents stating Boodram was scheduled to attend night court. Prior to the officers’ arrival at the prison just after 5 pm, prison officials were telephoned and told Boodram had secured bail in all her matters.

After collecting Boodram, the male officer returned to the station where he dropped off his colleague and left with Boodram. Neither

he nor Boodram has been seen since. The female officer was being questioned by officers of the Professional Standards Bureau up to last evening.

According to a release issued by the T&T Police Service yesterday, a nationwide search is under way for Boodram and the accomplice cop as her release was unauthorised.

Security forces at all ports of entry and exits were put on alert.

In March last year, Boodram was charged an additional 39 times out-

side of 136 charges she had already accumulated.

Boodram was facing a total of 175 fraud related charges, including demanding property by virtue of a forged instrument, larceny, uttering a forged document and money laundering.

Contacted yesterday, ACP Mc Donald Jacob, who has responsibility over the Northern Division, where two prison escapes took place within less than 24 hours between Monday and yesterday, said the incidents were “unfortunate.”

In a brief telephone interview with the T&T Guardian, Jacob said the two incidents were not connected, as Boodram’s case appeared to have been well planned while the other was a seized opportunity. Regarding Boodram, he said the female officer was acting on the advice of her male colleague when she went to the prison and thought nothing of his actions. She was only made aware of what transpired when she arrived at work yesterday morning and was told the male officer and Boodram were missing.

Wowetta Women’s Agro-processors:

Turning cassava into “Rupununi Gold”

T

he Wowetta Women’s AgroProcessors story is one of trial and error, determination and innovation. When the group was first set up in 2008 as a voluntary enterprise by a group of women set on generating income for their families, few knew it could grow to provide employment far beyond the Region Nine community.

The village, which border the Iwokrama International Rainforest Protected area, is now the site of a modern, multimillion-dollar cassava processing and farine storage facility, where up to 10,000 pounds of farine can be stored, thanks to a collaborative effort of CIDA, CI, CUSO and other stakeholders.

And the facility provides paid employment for about 30 women, youths and elderly persons and cassava farmers across the Rupununi.

Grace Albert, the manager of the agricultural initiative, which is run by a committee, ex-

plained that the group’s members rotate, five to seven at a time, to pro-

duce farine, sweet cassava flour, cassava bread, cassareep and tapioca on a weekly basis from about 3000 pounds of cassava that is grown to their specification. “We work with our farmers (also from neighbour-

ing villages) from before planting to ensure we get a good product so that we

can assure our customers of quality.”

That is just the beginning of the quality assurance process as the group has worked with the Food and Drug Department to ensure that what they put on

supermarket shelves is of international quality.

She noted that while

their operations, because the group’s mission continues to be creating in-

finding markets remain a problem, miners were their best customers, particularly for farine, dubbed “Rupununi Gold” by some.

Albert stressed that sustainability of the venture was a big part of

come-gene r a t i n g employment for women in particular in Wowetta, although they have expanded their focus also to youths.

When asked what advice she would give to persons hoping to get up similar operations, she said commitment and dedication were very important.

“It takes a lot of hu-

man effort, it takes a lot of commitment,” another member, Priscilla, said. She was adamant that would-be agro-processors would have to be” very serious…have ownership of the group”.

She noted that “it really needs people on the ground” to understand the long-term benefits, to motivate and inspire others, to show them how their children can benefit, to make sure they have the interest.

Albert also pointed out that record-keeping was important, as she highlighted that the group began on a voluntary basis, on their own without any capital, so they had quite a few challenges. She added that the Wowetta Women’s Agro-Processors would be willing to act as mentors and help others, as they were quite willing to share their knowledge.

Official adaptation of the Marathi film Sairat, Dhadak is being directed by Shashank Khaitan. The looks of their characters were released just a few days ago and it took the internet by storm. The film is a co-production between Zee Studios and Dharma Productions and is scheduled to release on July 6, 2018.

Dhadak is written by director Shashank Khaitan himself. He is known for directing films like Humpty Sharma Ki Dulhania (2014) and Badrinath Ki Dulhania (2017). The shoot of the film has already started and the same was announced on social media. t will be a spring wedding on the glorious grounds of Windsor Castle for love-struck Prince Harry and Meghan Markle.

Royal officials — thrilled with the international response to news of the couple’s engagement, and the positive reaction to their first ever TV appearance — revealed a few key details Tuesday but kept mum on others, such as who will be Harry’s best man?

The wedding will be in May, but the date has not been chosen, Harry’s communications secretary, Jason Knauf, told a packed briefing at Buckingham Palace.

“In a happy moment in their lives, it means a great deal to them that so many people throughout the UK, the Commonwealth and around the world are celebrating with them,” he said before fielding questions about things like how many of Markle’s rescue dogs would move to Britain with her.

Knauf said Harry’s grandmother, Queen Elizabeth II, had given permission for the couple to wed at St. George’s Chapel, the historic church on the Windsor Castle grounds that has long been a touchstone for royal rites of passage. He said the 91-year-old monarch will attend the wedding.

Windsor Castle, west of London, is one of the queen’s favorite residences. St. George’s, the 15th-century chapel where the couple will wed, is more intimate than Westminster Abbey, where Harry’s older brother, William, married Kate Middleton in 2011.

Knauf said Windsor “is a very special place for Prince Harry,” and that he and Markle have regularly spent time there since they began dating about a year and a half ago.

He said the wedding “will be a moment of fun and joy that will reflect the characters of the bride and groom.”

The image-conscious royals also made clear in a statement that the royal family, not British taxpayers, will foot the bill for what is expected to be a grand extravaganza. The family will pay for the church service, the music, the flowers, the decorations and the reception that follows.

Harry’s press team is keeping some details private for the moment — perhaps because final decisions have not been made.

It’s also not clear who will be Harry’s best man, though older brother William would seem to be a strong contender.

Knauf also would not say whether Archbishop of Canterbury Justin Welby will preside over the

service. And as for what titles will be given to Harry and Markle, that will be decided by the queen and revealed at a later date.

The palace was ready to answer some delicate questions about the 36-year-old Markle’s move to Britain and her taking up a senior role in the royal family, sometimes called “the firm.”

Knauf said she will comply with all immigration requirements and will become a British citizen, a process that may take several years, and will retain her U.S. citizenship throughout the process.

He did not say whether she would drop her U.S. citizenship at some point.

Asked about her religion, Knauf said Markle is a Protestant who will be baptized in the Church of England, which is headed by the queen in a largely ceremonial role.

Markle’s personal belongings are being shipped from Canada, where she has lived for seven years while performing in the TV legal drama Suits, to Nottingham Cottage, where she and Harry will live. The cottage is located on the grounds of Kensington Palace in central London.

ormer Guyana youth cricketer Rovendra Mandolall said he is delighted to be the top batsman in this year’s Ontario Masters Softball Cricket Clubs (OMSCC) tournament.

The Essequibian right-hander chalked up 405 runs from ten matches inclusive of two centuries while he emerged as the best bowler with 11 scalps from the same number of matches. He received the cricketer-of-theyear award at the recently held gala presentation by the OMSCC. According to the ex-Essequibo senior Inter-county skipper, he had wanted to make an impression this season having only played in his second year at the over-40 division and was more than happy to be the leading player.

“I am proud to be the top batsman this year; certainly the hard work paid great dividends while taking the wicket trophy also gave me the motivation to do well again next year,” Mandolall related.

Another former Guyana player Shiv Seeram also showed equal dominance but in the over-50 category accumulating over 400 runs. Seeram, who also represented Canada at the highest level, made 406 runs from 11 matches and registered two hundreds.

Meanwhile, at the function which was kept in Scarborough, president of

the OMSCC, Canada-based Guyanese Azeem Khan, congratulated the awardees and all the various winners. He made special mention of the sponsors while he reserved his gratitude for his fellow executives for their hard work and commitment on pulling off another successful season.

Khan, a long-time member of OMSCC, stated that OMSCC has seen tremendous growth over the years and spoke epically about hosting another terrific Toronto Cup 2 earlier this year in which the Guyana Floodlights Softball Cricket Association team participated but was knocked out at the semi-final stage in the over-45 division.

Khan said based on these kinds of excellent performances from Seeram and Mandolall it is certainly a reflection of the eagerness players are still showing to make an impression. He took the opportunity to educate the audience that OMSCC team did participate at the Guyana Cup 7 too and thanked the players for their profound interest by making the trip to the South American continent.

The team was skippered by Seeram and comprised of several other softball stalwarts like Sunil Dhaniram, Bobby Parasnauth, Jaimini Singh among others.

Windies stronger following tough Zimbabwe tour: Brathwaite

est Indies vicecaptain, Kraigg Brathwaite, believes the difficult recent tour of Zimbabwe served as excellent preparation for the two-Test series against the Black Caps starting on Friday.

The right-handed opener said conditions in the African nation had forced the Caribbean side to rely on grit and determination in order to succeed, attributes which would also be vital in the upcoming series.

Brathwaite said the batsmen especially had received a stern test.

“Zimbabwe, despite them not being ranked very high, was a tough tour. The pitches were

quite slow and low and spinning from day one, and from how they set the fields according to how they play, it wasn’t easy to score runs,” Brathwaite said.

“But I thought as batsmen, especially playing the spin, we found the gaps, we rotated the strike well and I thought that momentum gave us the ability to score what we did.

“It was a tour where we had to stay disciplined despite it was Zimbabwe and keep strong in our minds. Things weren’t easy but we fought as a team and we keep improving tour by tour.”

est Indies captain Jason Holder believes his side's outing in the lone tour match against New Zealand A last weekend, has left them in a good place for tomorrow's opening Test at the Basin Reserve.

The Caribbean side drew the threeday match in Lincoln but flexed their muscle with the bat in piling up 451 for nine in their first innings, before dismissing the hosts for 237 at the Bert Sutcliffe Oval.

“I thought it was a good game.

Batsmen got some time in the middle and bowlers got the chance to run in and bowl a few overs,” Holder told reporters.

“Luckily for us, we had some really good weather. It wasn't as windy as it probably will be in Wellington but I think we had enough wind to get a good feel of what's going to happen in Wellington so hopefully the guys are ready for it.

“We've got two days in Wellington to prepare before the first Test match and we'll make use of those and go into the first Test match with all confidence.”

The tour game saw Sunil Ambris called up for this tour at the expense of Kyle Hope, blasting 153 and Shai Hope — Kyle's younger brother — fashioning a composed 110.

After a first innings failure, key opener Kraigg Brathwaite chipped in with 88 in the second innings.

All the Windies bowlers — especially the seamers — then turned in decent shifts as they familiarised themselves with the conditions.

While question marks remain over opener Kieran Powell and Jermaine Blackwood, both of whom failed to ished the conditions, the pace trio of Shannon Gabriel, Kemar Roach and captain Jason Holder struggled to make inroads on the lifeless tracks.

West Indies are without a win at the Basin Reserve in 22 years — the last time they won a series on New Zealand soil. In fact, their last three outings at the ground ended in heavy defeats, with the last coming in 2013 when they went down by an innings and 73 runs.

From all early appearances, the track looks favourable to seamers, but Holder said it was imperative the team performed regardless of the nature of the pitch.

“From what I've seen before, it tends to have a bit of grass on it and probably does a little bit early on. It can be a good wicket when you're batting as well,” said Holder, yet to play a Test in New Zealand.

“We probably need to assess as early as possible when we first get there.

I guess the first session of any Test match is very, very crucial along with the first day. Whether we bat or bowl, we just need to make whatever we do count.” (CMC)

“As a team, once we can stick to our plans and stay disciplined, I believe we can come out on top.”

He continued: “Obviously we can take some confidence from the tour of England.

Obviously New Zealand have some quality bowlers so it will be hard work but I think we will be up to the task because it is similar to England, so I think once we go out there and stick to the basics we will be good.”

Thisara Perera named captain Windies bowling coach for ODI series against India wants to burn New

hisara Perera will lead Sri Lanka's ODI team in the three-match series against India beginning December 10. It will be the 28-year old allrounder's first experience of the role in 50-over international cricket, though he was in charge of a depleted T20I side that took on Pakistan at Gaddafi stadium last month. He will retain command of the side in the shortest format in India.

Thisara has played 125 ODIs since his debut in December 2009, with a formidable strike-rate of 109 but an average of only 17. As a bowler, he has taken 133 wickets at

32.62 apiece. His form in recent series, though, has come under some scrutiny. Thisara made only 91 runs - at 18.20 - and picked up a mere four wickets in the ODIs against Pakistan and followed that with 19 runs and three wickets across three T20Is. SLC, however, is thought to have been impressed with Thisara's commanding of a young outfit when several firstchoice players expressed reluctance to travel to Lahore.

Sri Lanka's limitedovers cricket has undergone plenty of upheaval this year. They lost an ODI series for the

first time to Zimbabwe, which prompted Angelo Mathews to resign. Upul Tharanga was then appointed captain, but on his watch Sri Lanka were whitewashed 5-0 at home by India and 5-0 away by Pakistan.

The team was beaten 5-0 in South Africa as well, when Tharanga had been a stand-in captain. His batting form, however, was one of the few bright spots during this period. Tharanga carried his bat, scoring 112 not out against Pakistan in Abu Dhabi, and also flayed 119 off only 90 balls against South Africa attack in Cape Town. His future with the team - and the nature and duration of Thisara's tenure - is as yet unclear with SLC likely to announce the full squad soon.

Thisara is the seventh man to captain Sri Lanka in 2017, following Mathews, Lasith Malinga, Rangana Herath, Dinesh Chandimal and Chamara Kapugedera who have borne the responsibility in one format or other.

Guyanese Devendra Bishoo makes strides as opening Test looms

e g - s p i n ner Devendra Bishoo will have the chance to break into the top 20 of the International Cricket Council's bowling rankings if he suits up for the opening Test against the Black Caps in Wellington starting tomorrow.

In the latest rankings released on Tuesday, the 32-year-old Guyanese rose two places to 21st, to lie just outside of the top 20 in the world.

Bishoo is coming

off a productive tour of Zimbabwe where he grabbed 13 wickets in the two-Test rubber, to emerge as Man of the Series.

He was particularly impressive in the opening Test when he claimed a nine-wicket match haul as West Indies won by an innings inside four days.

There is no guarantee, however, that Bishoo will find a spot in the starting XI as West Indies have several pace

options at their disposal in conditions which will be favourable to seam.

Speedster Shannon Gabriel is the highest ranked Windies bowler at 20th and will also have the opportunity to improve his ranking, as he is expected to spearhead the attack.

Kemar Roach, who returned to the Test arena against England last summer, has risen one place to 23rd while captain Jason Holder has dropped one spot to 32nd, in the rankings led by England seamer Jimmy Anderson.

M e a n w h i l e , Windies opener Kraigg Brathwaite is now 19th after jumping one place in the latest rankings, while batsman Shai Hope has risen two places to 23rd.

Both batsmen are in great form and like Bishoo, could force their way further up the rankings with strong performances at the Basin Reserve.

Roston Chase remains 37th, while the estranged Darren Bravo is up one place to 38th, despite having not played for West Indies in over a year. (CMC)

Zealand with pace

indies bowling coach, Roddy Estwick, is of the belief that Windies quicks will be the key to helping the Caribbean side compete in their two-Test series against New Zealand next month.

According to Eswick, while the Windies benefitted from their spin attack in Zimbabwe, in New Zealand the conditions will be different.

“Here in New Zealand the ball bounces a lot more and carries through a lot more to the keeper, so you expect your fast bowlers to really do the bulk of the bowling,” said Estwick.

had a warm up against a New Zealand A side, the pacers showed some good form in a first innings where the hosts were bowled out for 231.

Things did not look so rosy in the second innings as New Zealand openers, Tom Latham and Jeet Raval batted for more than 60 overs on the final of a threeday match.

Estwick though, has preferred to look at the performances of the fast bowlers in recent history to get a glimpse into what to expect.

“The fast bowlers have gone well for the last year. During that time you would realise we’ve won a Test match in every series so the

fast bowlers have been doing a decent job,” he said.

According to Estwick, after some good performances, the key is to get some consistency from the pacers.

“What we have to try and do now is look to do even better in this series, so the fast bowlers are going to be very, very important.

The thing about it is to get some miles in their legs, make sure they’re up and ready to go at New Zealand from ball one.”

The Windies open their account against New Zealand on December 1 at the Basin Reserve in Wellington.

Stokes decision more important than the Ashes - Angus Fraser E

ngland selector Angus Fraser is hopeful of imminent clarity over Ben Stokes and his ongoing police investigation, but acknowledged that the situation is more important than purely having him play cricket again.

On Wednesday, Avon and Somerset Police said Stokes' case was being passed onto the Crown Prosecution Service (CPS) as they sought charging advice. They also confirmed a 27-yearold suffered a fractured eye socket during the incident which took place on the evening of September 25.

The news came soon after Stokes had touched down in New Zealand, having been granted No Objection Certificate by the ECB last Friday to play domestic cricket while he remains unavailable for England duty. On Thursday, Canterbury announced the signing of Stokes as their overseas player. His first game will likely be on December 3 against Otago in the Ford Trophy domestic 50-over competition.

While the ECB were caught off-guard at how quickly Stokes cashed in his NOC, Fraser was hopeful regular cricket will ensure that, should

the 26-year-old escape punishment, he will be fit for the current Ashes series, or the one-day internationals that commence mid-January.

"The news this week, I wouldn't say it's taken everyone by surprise," Fraser told ESPNcricinfo.

"But people are coming to terms with what's happening and are prepared for every eventuality: the police investigation and the results of the police action. Then it moves onto the ECB. I suppose the fact is, when everything falls into line, then Ben is in a position to be able to play cricket, whether it's in the Ashes or the one-day series that follows."

Fraser was also keen to stress that the fact that England are in the midst of an Ashes series would not colour the judgement of selectors or others set to decide on Stokes' future. "I think the most important thing is that the matter is dealt with correctly. We can all look at an Ashes series as extremely important, but the future health of the game is very important, too. The decisions that have to be made need to be the right ones not just for now but the for the game moving forward, too."

The CPS will now decide on whether a charge will be brought upon Stokes and what it would be. The process could take anywhere between a couple of weeks and six months as they will seek a number of clarifications, although is expected to be at the shorter end of that timescale. They may even ask for evidence to be resubmitted before determining whether to prosecute, which could mean a decision on whether to press charges may only be made well into 2018.

cide not to bring charges then it will be down to the ECB's own disciplinary committee to decide what action to take.

Stokes has missed the two ODIs against the West Indies at the end of last summer, along with the first Test at Brisbane.

It has been suggested that the ECB may backdate any punishment handed to Stokes - he will have missed at least two Test matches as well - potentially meaning an immediate return to international action once the charging decision is

made.

However, Fraser admitted both he and the ECB are still unaware as to what exactly took place that fateful night in Bristol. Much of the ECB's deliberation will be a fact-finding mission.

"You want to know the full story before you react," he said. "That's where the ECB are at: everybody wants to know what exactly went on.

We've seen the footage, we've heard reports. But until we know what exactly has taken place, it's hard to make those sorts of comments. Once we know all the information, I'll be happy to give my feelings on it."

It has been a testing week for England. An ultimately tame and entirely friendly tete-a-tete between Cameron Bancroft and Jonny Bairstow on the squad's first night in Australia, brought to light on the final day of the first Test, prompted England's director of cricket Andrew Strauss to impose a midnight curfew.

Naturally, coupled with Stokes' indiscretion, the Australian media has taken the opportunity to round on England, questioning the culture and characters of those

within squad. Middlesex pace bowler Toby-Roland Jones, who was set for a place in the Ashes squad after an impressive start to his Test career this summer before being ruled out by a stress fracture of the back, feels talk of drinking problems or deeper behavioural issues is wide of the mark.

"A lot's been written and maybe pushed the limits of what is reality, to be honest," he said.

"There's nothing wrong with enjoying a drink in moderation, but the guys generally know where the line should be drawn. It's a close dressing room and one that benefits from that on the pitch. The go on as a team, they exit as a team.

"I guess you're in these places in a professional capacity and there to perform. But a lot has been written about things, pushing it out to be a little bit worse than it is, let's say."

Roland-Jones himself has stepped up his recovery from injury and spent the start of the week at the National Performance Centre in Loughborough.

He is bowling again but, as of yet, is not putting a date on when he expects to be fully up to speed.
