anks of G Division on Thursday met with minibus and hire car drivers to have discussions on the recently implemented Code of Conduct.

The meeting saw attendance of the President of the Minibus and Hire Car Association, Mohammed Nazmul, and over 40 drivers from the area.

Persons were advised of their responsibilities as drivers, fare structure, and the level of professionalism attached to transporting passengers.

It was recommended that the drivers be issued with an identification card, so that they can be easily recognised. Adding to that,

the fare structure should be plastered on the front left side of the vehicle’s windscreen.

A turn system will be implemented at the park, along with extinguishers and disposal bins for each vehicle. Those who fail to meet these demands by August 28, 2019, will be prosecuted.

The document, which has been officially released to the public, is silent on penalties for those who violate the code. It noted that the implementation will be carried out by the Consumers Affairs Division of the Business Ministry, with support from other stakeholders.

The other codes are more general and they deal with the playing of loud music and treating passengers with respect. In particular, it mandates that minibus operators must not discriminate against passengers.

Most of the codes are actually in accordance with the law. For example, it bans texting while driving, driving under the influence of alcohol, adhering to speed limits, and ensuring all motor vehicle documents are up to date.

The practice of minibuses dipping into gas stations with passengers on board is also prohibited.

cores of teenagers of Region Six (East Berbice-Corentyne) can now boast about the new skills they have acquired after participating in the Information C o m m u n i c a t i o n Technology (ICT) Code Camp 2019.

The programme commenced on February 9 and saw 48 youths from the Corentyne district taking advantage of the course and another 21 participating from the town of New Amsterdam. The courses concluded on July 27, 2019.

On Thursday, both batches received their certificates at separate graduation ceremonies, marking their successful completion of the six-month IT journey.

Kashnarine Seepersaud, one of the top students from the Corentyne Coast, was not hesitant to speak about his new-found knowledge, which he believes will benefit him in the future.

Seepersaud was among the group of individuals who participated in the intermediate training. “I did HTML (Hypertext Markup Language) and Python, but I enjoyed Python more.

Every week that I came, it helped me to improve a lot in school. When I am older, I want to become a web designer with this knowledge I would have received.”

Fifteen-year-old Simeon Jonas, who underwent the level one training, was adjudged the top student.

The award for most improved pupil went to Yogita Mangru, and the best attendance award was received

by Dharshan Samlall. The special awardees received a digital tablet each, compliments of the Public Telecommunications Ministry.

“Throughout this course, we achieved so much. For me, I now know how to create and develop websites; we learnt coding and many other lessons which can help young people. The course is beneficial because it will help me with my SBAs (School-Based Assessments) and my upcoming examinations,” the aspiring IT teacher said during an interview with the Department of Public Information (DPI).

Meanwhile, Ngoshe Simon noted that at first, it was hard coping with the various instructions and lessons, but she was glad for the opportunity and improved by studying hard.

She too was gifted an electronic tablet for being

the most improved student in her class.

P u b l i c Telecommunications Minister Cathy Hughes stated that the Code Camp initiative was aimed at exposing youths to technology at an early age.

“Many of you know that the whole world is moving in all kinds of technological directions and technology really has an opportunity to transform. So, for us, we (Government) felt that there are so many things that Guyana will be able to do in a more efficient manner if we start to embrace technology.”

Minister Hughes emphasised that the Government continued to invest in the ICT sector, which will put Guyana in a better place.

According to the Minister, other regions in Guyana will benefit from similar training and the Ministry will continue working to enhance the sector.

pposition Leader Bharrat Jagdeo has blasted the coalition Government for turning a blind eye to the human smuggling racket involving thousands of foreign nationals.

At his weekly press conference on Thursday, Jagdeo spoke of the thousands of foreigners who are arriving in the country and little evidence to show that they are leaving.

It was reported that from January 2019 to July 30, 2019, 45,944 Americans arrived in Guyana, along with 2,980 Barbadians, 5,048 Brazilians, 2,548 British nationals, 12,259 Canadians, 1,995 Chinese, 41, 272 Cubans, 679 Indians, 2,900 Surinamese and 11,119 Trinidadians.

In addition, recent reports highlighted that more than 8,000 Haitians alone arrived in Guyana and less than half have left. In fact, figures released by the Winston Felix-headed Department of Citizens under the Ministry of the Presidency earlier this week showed that some 8476 Haitian nationals arrived in Guyana between January and July, but only 1170 have left so far, leaving more than 7000 immigrants unaccounted for.

But, Government has been contending that these persons are just using Guyana as a transit point to move on to other coun-

crimination or targeting of Haitians, who have the right to come here legally as any other Caribbean citizen, the Opposition Leader stated that the high influx of foreign nationals, particularly the Haitians, is a matter of concern.

“Our problem is not just Haitians. There are others too. People are being exploited; they have to pay to come through here and they’re then smuggled out of Guyana in an organised fashion and no sensible

Guyanese would think otherwise when you see their operations from the airport.

They’re met there, chaperoned, taken by buses, and moved to the borders or overnight here (and then moved),” he noted.

According to Jagdeo, with more than 8000 Haitians who came here so far this year alone can amount to over US$40 million in people smuggling.

This, he noted, is not just with Haitians, but also the large numbers of Cubans and Venezuelans as well.

GECOM cannot change elections timeframe

T

he Constitution is clear on dissolution of Parliament and elections. There are three scenarios. First, Parliament stands dissolved on the last day of a full five-year term and elections must be held within three months. Second, Parliament stands dissolved on a date named by the President before the full five-year and elections are required within three months. Third, Parliament stands dissolved upon a successful No-Confidence Motion (NCM) and elections are due within three months. There is nothing ambiguous in any of these circumstances. Guyana’s constitution also provides for a full-time elections commission, the purpose of which is continuous elections-readiness to cater for the above circumstances.

No amount of double-speak by Guyana’s Attorney General (AG) can change any of these scenario provided for by the Constitution. Unfortunately, on the AG’s advice and his strategising, the Government has rendered the constitution nothing more than a piece of paper, held up the judiciary as a toothless poodle and shamelessly uses GECOM as a party instrument.

On Monday, August 5, 2019, the AG told an audience, including prominent professionals, business people and diplomats from the ABCE countries, the David Granger-led APNU+AFC will abide by the decision of GECOM, if GECOM says elections before September 18.

Outside of the political sycophants, not a soul believe the AG. APNU+AFC has already set the condition, defying the September 18th timeframe, by demanding an illegal house-to-house registration. The AG did not say they will give up this demand.

Whenever in a situation demanding reasonableness, they setup a mine field to blowup all reasonableness.

The AG’s minefield insists GECOM must set the time for elections. The constitution says the President chooses a specific election date. But the constitution does not permit either the President or GECOM, nor does the constitution allows anyone else to determine the timeline for an election. The dates for an election are always determined by a timeline established by the constitution. It is always within three-months of the dissolution of Parliament which happens automatically on the last day of a full five-year term, or on a date chosen by the President anytime before the last day of a full-five-year term or automatically upon a successful NCM. On a successful NCM, Parliament stands dissolved on the date of the NCM and elections MUST be held within three-months. For those who have not read or refuse to understand the constitution, the CCJ affirms this fact. On December 21, 2018, this is exactly what happened in Guyana and, therefore, elections were due on or before March 21st, 2019. The date had to be chosen by the President, but not any date, at his whims and fancies, it had to be a date on or before March 21st. While he could have sought advice from GECOM, GECOM was bound to be prepared for elections and advice on a date within that timeframe. It is now water under the bridge, elections were not held and, because of the involvement of the judiciary, a pause was enforced. The CCJ made it clear, however, the three-month timeline is the law and, in effect, restarted a new countdown, beginning June 18th and ending September 18. The President had to choose a date within that timeframe, not any date he wants. Seeking GECOM’s advice is legitimate, but whatever date GECOM proffered to the President, it had to be within that timeframe.

Recklessly, in promising APNU+AFC will accept GECOM’s advice, the AG also insists GECOM is not constrained by the three-month deadline. In fact, the constitution is not ambiguous, it does not subscribe to the double-speak of the AG, it is clear as crystal. The constitution demands the President chooses a date within the strict timeline. Which date within that strict deadline he chooses could be informed by GECOM’s advice, but GECOM does not have any role or any power to change the timeframe, nor does anyone else.

GECOM, in fact, stated categorically on December 27th it was prepared to conduct elections within the three-month timeframe that ended on March 21st. GECOM has also stated it can refresh the electoral list available under the mandatory claims and objections process for elections to be held by September 18th. Nothing can change that date, unless the President, with assurances, obtain the agreement of the Leader of the Opposition to extend the date. While we await the ruling of the Chief Justice next Wednesday, the new Chair of GECOM should proceed with an election preparation that adheres to the constitutional timeline. i.e., on or before September 18th. The clock is ticking and there is no room for dilly-dallying.

The PNC’s historical problem with Math

Dear Editor, The PNC, which has hegemonic control of the APNUAFC Coalition, seems to always have a problem with mathematics. This is a historical problem.

In the general elections of 1968, 1973 and 1985, the PNC claimed over 60 % of the votes when everyone knew that these were rigged elections.

The 1978 referendum which was boycotted, most tellingly exposed the PNC, with empty streets and polling stations; nevertheless the PNC recorded 80% turn out at the polls and unabashedly gave themselves 2 more years in office to introduce a new constitution.

More recently the PNCled government went all the way to the Caribbean Court of Justice to try to prove that 34 is the majority of 65 elected members of the National Assembly; their mathematical gymnastics failed and Guyana was made a laughing stock in the entire Caribbean region.

More recently, no less than the President stated that there were “200,000 incorrect entries” on the voters’ lists , the “list was corrupted and needed to be sanitized”, hence the need for a new National House to House Registration and a new national identification card.

No evidence or even “anecdotal stories”, to quote Minister Felix vis a vis the Haitian smuggling ring, were tendered to enlighten the population.

Where did this figure of “200,000” come from? How did the President come up with this figure? No one knows but again the PNC like a magician with his magic wand conjured up 200,000 – another example of “PNC maths” at work.

The fact that the Chief Elections Officer of the GECOM, when questioned by the media recently reference this astounding figure, disavowed that he had advised President Granger that the list was “bloated” with approximately 200,000 extra names. Lowenfield cited that

the 200,000 figure is speculative. Understandable maybe, as how could he describe the voters’ list he oversaw for the 2015 general elections, as well as the voters’ list for 2016 and 2018 Local Government Elections be “bloated”?

“Bloated”, he admitted,“was not a word he would affix to it”. Only a few months before he had described the same list as “clean and credible.”

If one takes the “PNC maths” seriously then let us examine this proposition by the President. The list of Guyanese registered for the last General and Regional Elections in 2015 was 570,708.

This election put the PNC-led APNUAFC Coalition in office, a list that it did not complain about then. If you reduced that List of 570,708 by Granger’s 200,000 you end up with 370,708 voters. This 370,708 is less than the number of people who actually voted at the 2015 General and Regional Elections; a total of 412,012 Guyanese voted at the 2015 Elections.

The 2018 voters’ list has 633,155 eligible voters. If one subtracts Mr. Granger’s 200,000, there are 433, 155 voters, a mere 21,143 voters more than in 2015.So is this how the PNC intends to disenfranchise thousands of eligible voters presently on the voters’ list? There is no doubt in my mind that this is the plan.

Now we have the “numbers game” with the House to House Registration, and again like the man with the “chic chic” board, the aim is to deliberately confuse and distract the audience.

First, we have the announcement by GECOM that 20,000 people were registered at the end of Day 2, July 22, 2019.

Then GECOM announced on July 31, 2019 that 69,547 were registered in the first 11 days.

Next the Department of Information on August 4, 2019 announced that 108, 814 were registered by August 2, 2019.

When the PRO of GECOM was asked to verify this she

is quoted in the media as saying that “as of the weekend (August 3-4) it was 70,000 so it should be around 100,000.”

Clearly the race is on; the GECOM secretariat is rushing to prove that this exercise can be done in 3 months, by October 20, 2019.

However, no one believes that 108, 814 persons over the age of 14 have been so far registered. The fact that GECOM has not provided any data on the numbers registered by region or by the 29 Registration Offices only increases the suspicion. The fact that the CEO issued instructions to the Registration Officers to not give the permanent PPP/C scrutineers access to that information is also suspect.

The 2008 national house to house registration exercise was done in six months, January 7, 2008 to July 4, 2008. 430,745 persons were registered 14 years old and above; 33,000 were not registered as they did not have birth certificates at the time.

General and regional elections were held in December 2011 after at least four continuous registration cycles and a claims and objections period.

In the 2008 house to house registration exercise an average of 2,393 persons were registered per day; in 2019 GECOM would have us believe that 7,254 were on average registered per day in the first 15 days. GECOM knows that this is not accurate.

Readers may need to be reminded that on June 14, 2007, the Government of Guyana, GECOM and all of the existing Parliamentary Political Parties agreed to the conduct of the 2008 House-to-House Registration. The agreement which was signed by the GOG, PPP/C, PNCR-1G, AFC, GAPROAR, and the United Force (TUF) stated as follows:“That, prior to the holding of the forthcoming Local Government elections, a national 2007 House-to-House Registration, of all eligible registrants aged 14 years and over, will be undertaken by GECOM and this

will constitute the country’s new National Register of Registrants NRR)….

That all of the abovementioned Parties agree that the procedure of Continuous Registration will, thereafter, be used by the Guyana Elections Commission to update the NRR, on an ongoing basis, to ensure that a Voters’ List could be readily extracted for the holding of future elections.”

The 2008 house to house registration exercise was called the “Mother of All Registrations’ that would provide a new National Register of Registrants Data Base and ensure that GECOM with statutory continuous registration cycles would be in a state of readiness to hold elections at any time.

Over the last eight months, GECOM has refused to prepare for elections; this is the first time that elections have not been held within 90 days as required by the constitution. In actual fact, it is GECOM during this period that has been an integral part of the subversion of constitutional rule in our country.

How can GECOM complete this exercise in half the time that it took to do so in the 2008 registration and with a larger population base now?

This becomes even more dubious when one remembers what Vincent Alexander, one of the three government- appointed members on GECOM told the media on February 11, 2019 that “July 2019 and February 2020 are the two dates Commissioners of the Guyana Elections Commission (GECOM) will consider for the hosting of General and Regional Elections.” According to Alexander, “…if claims and objections begin soon then you can host elections in July.

If House to House registration is done, then elections would be February 2020…”

Even Attorney Marcus, SC, for GECOM told the CCJ on July 1, 2019 that the house to house exercise would end on December 25, 2019!

Time and history are on the side of those prepared to follow rule of law Dear Editor, Guyana, today, is a house divided because politicians are waging a war for the survival of democracy. One party, the PNC/R, is certainly not playing by the rule of law and with some success, they have been allowed by the custodians of the law to get away with this abhor-

rent behaviour. The PNC/R has been successful at delaying the elections by six months, using the court system, along with heavy doses of subterfuge and deception.

This trickery continues.

Today, Mr Keith Lowenfield and his team have embarked upon a process, using an expired ruling

from an expired Chairman who was appointed by a “flawed” appointment process. On both previous occasions that I am aware that Guyana had a House-toHouse Registration (H2H) process, it took 18 months and to sell the idea that it can be done in 6 months is just plain underhand.

What made GECOM in June this year half the time for the house to house exercise when it had projected in its work plan dated February 25th 2019, two months after the No confidence motion, that the House to House exercise would take from June 2nd to December 18, 2019, a total of 199 days or 6 months and 16 days? Now that the exercise started one month and 18 days later means that the date would most likely be pushed to early February 2020. Add to that the other consequential processes such data verification, cross matching of fingerprints, the production of a Preliminary Voters Lists, then a Claims and Objection period, followed by the production of the Official List of Electors, and you could very well be holding elections well into mid-2020.

This is a travesty unheard of in any democratic or democratic aspiring nation.

But no matter how GECOM rushes, skips people’s houses and threatens people with being locked up if they do not register, it cannot escape the timeline of article 106 (7) of the Guyana Constitution and the CCJ June 18th ruling and July 12th consequential orders.

Make no bones about it, September 18th 2019 will come and the government will be illegal. It cannot remain in office in defiance of the Constitution and the Caribbean Court of Justice.

But there are 2 options that can prevent Guyana from becoming a pariah state;-

i) If the Court rules on August 14, 2019 that the House to House exercise must be halted, elections preparations start immediately and elections be held as close as possible to the September 18th deadline; OR, ii) The Guyana Elections Commission decides to halt the House to House exercise by mid-August; within 10 days commence a three week Claims and Objections period using the November 2018 voters’ list, elections could be held as soon as early mid-October.

Both options would knowingly be past the September 18th deadline but not too distant.

However, it is highly unlikely that the Granger caretaker government will deviate from its plan to remain in office for another year following the No Confidence Motion.

The PNC-led APNUAFC government is obsessed, and has been since 2015, when they won with only a hair breath of 4,000 odd votes, despite the largest ever turnout of their supporters.

This pre-occupation has become more entrenched after their loss at the 2016 Local Government Elections, and, even more worrying after the 2018 Local Government Elections when it lost its mandate to govern. The PNC’s objective is to ensure that the voters’ list guarantees their victory, or, as they call it a ‘credible election.” This can only be done with padding the list with people not eligible to be voters and disenfranchis-

ing thousands who are entitled to vote, and the House to House exercise allows for these objectives to be met.

The PNC predictably is also counting on threats of violence, veiled and overt, by its leaders, as per Basil Williams recently at the American Chamber of Commerce’s panel discussion. We have experienced all of this already; in 2015 when the PPPC was calling on GECOM to do a recount, the APNUAFC Coalition threatened that results had to be announced urgently or they would burn down Georgetown. GECOM capitulated. The PNC once again is counting on the use of fear and threats as it did in the 1992, 1997, 2001, 2006, 2011, and 2015 elections to suppress their opponents, and intimidate the middle roaders, sections of the middle class, foreigner investors and the international community, into compliance.

But once again, the PNC has the maths wrong— --June 18 + 3 months= September 18th 2019; the government is illegal - House to house registration + 3 months = a flawed list; the government is illegal - Elections in December= the government is illegal - 633,155 voters + claims and objections= APNUAFC out of government Whichever way it chooses the APNUAFC Coalition caretaker government’s days are numbered.

Even if Mr Lowenfield puts 30,000 enumerators on the ground, he and I both know it is impossible to deliver a clean voters’ list by December 25, 2019, using the H2H process. One can only now hope that the new GECOM Chairperson – who was not appointed by a “flawed” process – will self-correct the wayward ways of GECOM swiftly and put this organisation back on the legitimate path by adhering to the rule of law as advised by the CCJ. But what Mr David Granger is doing has brought out into the open what we all have known for years. His Party (the PNC/R) is exclusively focused on advancing the cause of a group of an urban elites that cares very little for the working class, especially those in the rural communities. The rest of the nation is even lower down in the chain of importance.

This elite cabal of PNC “upper crust” is prepared

to suppress the rest of the nation using any means necessary and this situation was brought out in the open when the caretaker Attorney General made his speech at the AmCham debates. His statement as quoted in the press “‘Well, y’all go, go to the election’, because the consequences would be dire”.

That statement among some others he made at that forum brought back bitter memories of the “MO FIYA, SLOW FIYA” period that was launched by the PNC/R leadership against Guyana in the 1990s. This is the same old PNC, their modus operandi is simple, bamboozle the nation into submission and plunder the Treasury.

Think of this, one minister brought in a vehicle that has a calculated duty of over G$60 million? That is more than the salary that he has earned from his job in the last 4 years.

But this was no different from what the PNC did in 1992 when they were transitioning out of office after losing those elections. Their scorch-Earth strategy is the same. They slash and burn every part of the Treasury, wantonly leaving nothing standing after they have left.

This is the time to all remain calm and vigilant. Someone needs to do something about National Cultural Centre

Dear Editor, Emmanuella and Success are stars, and Mark Angel is a good creator of contemporary slapstick comedy with an uncanny ability to leverage the social media pathway to success. Their live show, now on tour, is a triumph for the YouTube content creators— and a glimpse of the claimed promises of new media.

Having said that, ‘Emmanuella for Emancipation’ at the National Cultural Centre was highway robbery. The technical production was the worst I have experienced on either side of the proscenium in over four decades.

I performed consistently on that stage in our premier theatre from the late 70s into the 90s, at no point during that time would the audience have been subject-

ed to the abuse we paid for on Wednesday night.

Except for dance recitals and pantomime, hearing the words spoken by those on stage is critical to the enjoyment of the show. For comedy, it is even more critical because there is no point to comedy if you miss the punch-lines.

To see the adorable and precocious Success struggle with a microphone on her head and a microphone in her hand simultaneously, and still carry a bowl with water, and still try to deliver her lines and action was distressing. The actors were trying their best, but the inadequate sound system and its hapless operators were very trying.

We were made to endure deteriorating seats designed, built, and installed in 1972, and not recently

refurbished. We’ll limit our use of the toilet facilities, and some of us will skip going to the bar at intermission. But if we can’t hear the actors, clearly, there is no point buying tickets to get dressed up in these fancy clothes and make the journey to the National Cultural Centre. For crying out loud, we have Mark Angel Comedy on YouTube already.

Someone needs to do something about the National Cultural Centre and they need to do it fast.

Given the Centre’s history, it is a downright shame that this is what we are offering to performers, producers, and patrons. Whoever should be ashamed, should be.

A solar oven is a box that traps some of the Sun’s energy to make the air inside the box hotter than the air outside the box. In other words, the solar oven is like a super greenhouse.

You will need Cardboard box with attached lid. Lid should have flaps so that the box can be closed tightly. Box should be at least 3 inches deep and big enough to set a pie tin inside.

Aluminium foil Clear plastic wrap Glue stick Tape (transparent tape, duct tape, masking tape, or whatever you have) Stick (about 1 foot long) to prop open reflector flap. (Use a skewer, knitting needle, ruler, or whatever you have.)

Ruler or straight-edge Box cutter or Xacto knife (with adult help, please!)

How to make solar oven Using the straight edge as a guide, cut a three-sided flap out of the top of the box, leaving at least a one-inch border around the three sides.

Tape two layers of plastic wrap across the opening you cut in the lid—one layer on the top and one layer on the bottom side of the lid.

Depending on how hot the day is, and how directly the sunlight shines on the oven, the marshmallows will take 30 to 60 minutes to get squishy when you poke them.

Then, open the oven lid and place a piece of chocolate (about half the size of the graham cracker square) on top of each marshmallow. Place another graham cracker square on top of the chocolate and press down gently to squash the marshmallow.

Close the lid of the solar oven and let the Sun heat it up for a few minutes more, just to melt the chocolate a bit.

everal sections of Enteringbang, Region Seven (CuyuniMazaruni) are under water following the overtopping of the Cuyuni River. This was confirmed by Regional Chairman Gordon Bradford during a telephone interview with Guyana Times on Thursday evening.

Bradford explained that the situation arose because of the heavy downpours the area has been facing for the past few days. As a result, the water in the Cuyuni River raised beyond the norm, thus, causing water to get onto the land.

He noted, however, that he is in contact with a team on the ground, and has been

receiving updates on a regular basis. He noted that there were no reports that homes were flooded or destroyed, but admitted that the water level is quite high.

There has been reports, nevertheless, that one farm in the area was affected as a result of the rise in water.

He advised residents to stay alert.

When contacted, Civil Defence Commission (CDC) Chairman Major Kester Craig explained that the Regional Democratic Council reported that one farm was flooded, but there was no immediate threat to homes and businesses.

However, he noted that over the next 24 hours,

the RDC and members of the Guyana Defence Force (GDF) will continuously monitor the situation and provide updates.

He added that the Hydromet has forecasted that over the next 24 hours, rainfall is expected to range between 10mm and 15mm mainly across Regions 9 and 8, with other regions expected to experience up to 5mm.

Residents of low-lying areas and those prone to floods are urged to take all necessary precautions to ensure impact is minimised.

All ocean-going vessels are asked to observe and take necessary precautions against waves that may reach heights of approxi-

mately 1.5m.

The CDC encourages all residents to remain vigilant and report any instances of flooding to their Operations Centre.

In a post on social media, residents are urged to avoid children playing in the flooded areas.

“Food items and water for drink and cooking purposes must be properly stored in covered containers”. In addition, residents are urged to be on the lookout for snakes, rats, and other animals and to report any illnesses immediately.

1 freed, 2 sentenced for cocaine trafficking

ne man, who was charged for cocaine possession, was set free, while his two co-accused were sentenced to three and a half years imprisonment, topped with an $11.7 million fine after they were found guilty of the charge brought against them.

Fifty-seven-year-old Aundre Singh, a businessman of Lot 779 Section B Block X Great Diamond Housing Scheme, East Bank Demerara, and sixty-year-old Clifford Gouveia, a taxi driver of Lot 14 Little Abary, East Coast Demerara, were emotional as Magistrate Sherdel IsaacsMarcus made her ruling on Tuesday following the completion of the trial.

Oneal Charan of Lot 47 Sandy Babb Street, Kitty, Georgetown, on the other hand, was freed of the charge by reason of lack of evidence.

tension, while George Thomas, who represented Singh, told the court that his client suffered a medical condition that would require him to visit the hospital on a regular basis.

Customs Anti-Narcotic Unit (CANU) Prosecutor Narissa Leander asked the court to impose the maximum sentence on both men, citing the serious nature of the offence, the penalty it attracts, and the quantity of drugs that was found.

On October 3, 2018, agents of CANU intercepted two motor

cars on Rupert Craig Highway, in the vicinity of Kitty Seawall, with a quantity of cocaine, guns and ammunition. As a result of the operations, three males were taken into custody.

It was reported that Singh and Charan were in a white Premio motor car bearing registration number PSS 8977, while Gouveia was the driver of another motorcar PLL 5213. At the time, a box was being transferred from one car to the other.

Ranks of CANU swooped down on the operation and in-

tercepted a box containing five suspected bricks of cocaine and beauty soaps. Upon weighing the cocaine, it amounted to 5.582 kilograms.

In addition, the home of Singh was subsequently searched and a further 6.6 grams of suspected cocaine, along with US$5000 and GYD$3M were found.

Shop owner gets 1 year for illegal gun, ammo possession

shop owner was given a one-year prison sentence days after he pleaded guilty to an illegal gun and ammunition charge at his first court appearance earlier in the week.

Thirty-one-year-old Ricolido Kyte, of Festival City, North Ruimveldt, Georgetown, was sentenced by Principal Magistrate Sherdel Isaacs-Marcus.

It was alleged that on July 30, 2019, at Meloge Landing,

Cuyuni River, Essequibo, he had in his possession one 12-gauge shotgun and two live cartridges without being a licenced firearm holder.

Kyte had previously told the court that “I was a ranger at my father’s place. Recently, we were robbed, and they carry away all our gold; so I purchased the gun to protect my father’s interest and myself”.

He also noted that he has been working in the interior for the past seven years and is

about to get married.

Attorney-at-Law George Thomas asked that Kyte be given a suspended sentence owing to the circumstances under which the gun was purchased.

The Magistrate, in handing down the sentence, said, “You know what you did was wrong and you should have done it legally but I’m not going to give you a heavy sentence”.

Hence, she sentenced him

to one year in prison on the grounds that he was remorseful and did not waste the court’s time.

According to information on the day in question, Police acted on information went to the location where Kyte resides and carried out a search during which, the gun and matching ammunition were found in a bedroom.

He was thus arrested and charged.

…politics ome folks are still naïve enough to express surprise at the PNC, in general, and its leader David Granger, in particular, sticking his middle finger at the Constitution and into the eyes of the people of Guyana. His latest outrage was to inform the Leader of the Opposition that he and his Cabinet aren’t going to resign – ’cause the CCJ didn’t say that!! Never mind the crystal-clear language of Art 106 (6) – that the President and the Cabinet SHALL resign at the passage of a NCM. The PNC is just acting in line with its bullyism culture.

But we shouldn’t be surprised if we remember Granger’s fair-haired and blue-eyed Attorney General Basil Williams’ outburst just a couple of days ago at the business and diplomatic community at the Marriott to the Opposition’s insistence that elections can still be held in a timely fashion through the Claims and Objections process.

Williams reminded all and sundry that this would bring down all hell on the PPP supporters and their businesses in Georgetown!!

But we can see brutish values as part of a wider phenomenon arising from diseased responses to sociological challenges that transgress all the rules of the game and create new ones based on the law of the jungle.

In much of the third world, the philosophy was transferred into the world of politics and the politicians harnessed the frustrations of their members against the “system” into nihilistic roving bands that wreaked havoc at will.

The PNC, from this perspective, is a thug political party; as much as the Papa Doc Duvalier had his Touton Macoute in Haiti. They were all willing to have their members operate outside the pale and use the law of the jungle in dealing with the world – especially with those who stood in their way. Might becomes right. We have to remember the PNC crafted their infamous X-13 Plan that involved murders, bombings, arson and beatings of the political Opposition.

Their leadership was listed in the documents that were uncovered by the Police in their raid of PNC HQ. Hamilton Green is one name who’s still alive and kicking.

The bullyism elements took over even when the PNC was ensconced in office— witness the “choke and rob” gangs, the “kick-down-the-door” bandits, Hoyte’s draping of the Golden Arrowhead over Blackie London’s coffin, his “slow fyaah, mo’ fyaah” strategy that morphed into the Freedom Five of Camp Street and Buxton.

Granger’s legal advisor is the same man who was caught on tape with the then COP guffawing over their efforts to “head off” official inquiries into the Agricola massacre.

Why would he advise #1 anything else other than giving the middle finger to the Opposition Leader? …blind eye One thing about this outlaw culture, only their leaders can impose sanctions on members – not the society nor the law. After all, they’re a law unto themselves. It’s from this perspective, we’ve got to evaluate Granger using his presidential prerogative to grant a “respite” to his financial hatchet man Winston Jordan from serving jail time on his flagrant contempt of court action.

The Doctrine was most explicitly enunciated; however, in the scandal over Simona “I is” Broomes fracas with two security guards who dared to enforce parking rules that would’ve delayed her getting to her fried rice by a few minutes!! After a video showed that the poor guards were only doing their job and “I is” was playing big and bad – as the PNC’s code enunciates! Granger ruled that only the PNC could sanction her! And nothing’s been heard about the matter again.

So now that the Carberry Commission has determined Sarabo-Halley wrongfully dismissed her staff, don’t expect any sanctions.

Granger’s myrmidons have the post-Rodney WPA covered!! …pressure on GECOM Granger has summoned GECOM – the week before they’re supposed to pronounce on their readiness for elections – and a day after the CJ rules on H2H. It’s like the Godfather saying, “Let’s set a meeting”!!

Central Corentyne Chamber expresses concerns over inadequate response by Fire Department

he Central Corentyne Chamber of Commerce has expressed concern over reports of inadequate response by the Rose Hall Fire Department upon receipt of a fire in and around the township.

This was according to Chamber President Rafeek Mohamed, who spoke with Guyana Times on Thursday.

This came in light of concerns raised by residents of Tain, Corentyne last week when a wooden building

went up in flames, leaving a family of four homeless.

Residents had claimed that fire fighters arrived at the scene with non-functional equipment, hence, they could not perform their duties effectively.

On Wednesday, a similar situation arose when a fire erupted at Rose Hall Town which left a pensioner homeless.

Mohammed said he could not verify whether the pump was working at the time, but stated that the Chamber is in receipt of such complaints.

“We had complaints of inadequate response, inadequate reserves because most of the times when they go to a fire, they would have some water and they would take a long time to get water and by that time most of the building would be burnt out”.

Mohammed further stated that the Chamber will be penning a letter to the Guyana Fire Service (GFS) in relation to the constant lapses.

Acting Town Clerk sent on administrative leave

I

n a surprising series of events, Acting Town Clerk of the Georgetown Mayor and City Council (M&CC) Sharon HarryMunroe was reportedly sent on administrative leave for reasons unknown.

This was confirmed by a source at the municipality.

Speculations were that this decision surrounded the internal audit into City Hall’s financial operations.

Documents were required by the Auditor General, but the Council failed on its end to provide the relevant information. As such, the Local Government Commission was advised of the situation.

In addressing the situation, the Town Clerk was reportedly hauled before the Commission to explain why those official papers were yet to be submitted.

When contacted, Mayor Ubraj Narine refused to comment on the matter.

Furthermore, the Town Clerk’s calls went unanswered.

Back in September 2018, former Town Clerk Royston King was sent on administrative leave, pending a Commission of Inquiry (CoI) that was established to probe activities and records of the Council.

King never returned to his position after the damning findings unearthed gross misconduct and mismanagement.

He was required to ap-

pear before the Commission to answer to the findings of the report and was also requested to present dialogue on other matters. However, his refusal to discuss the impeachments which were brought against him triggered a decision on the part of the Commission to dismiss him.

In January, he was fired by the Local Government Commission and his position was handed over to HarryMunroe, who is one of the individuals labelled as “incompetent” in the final report.

The decision to conduct an audit stemmed from the alarming results of the CoI. Lone Commissioner Retired Justice Cecil Kennard had called for the Audit Office of Guyana to conduct a forensic audit into the entity’s management, even as officers are being disciplined.

In July, reports surfaced that a large portion of documents were still outstanding for the audit to be completed.

he Guyana Defence Force (GDF) on Thursday stated that ranks are currently engaged in Exercise Greenheart in the areas between Mara Settlement and Tacama waterfront in the Upper Berbice River.

The aim of this exercise is for the Force to practise close country operations. As such, there is no need for alarm or panic because of the increased presence and

passage of uniformed ranks throughout the communities, farms, and along the river.

Additionally, during the exercise, the Force will be conducting medical outreach programmes for riverine communities between Mara Settlement and Tacama waterfront from August 10 to August 12.

The Guyana Defence Force, in a release to the media, stated the Exercise

Greenheart commenced on Monday, August 5, and will conclude on Friday, August 16, 2019.

The exercise is like any other annual Force tactical exercise that is intended to assess and test the preparedness of our troops to conduct operations in the jungle, and, at the same time, identify deficiencies which could be corrected to ensure full competency in the environment.

Evidence-based policy decisions to minimise crime and violence in schools – Ramjattan

vidence-based policy decisions and a multi-sectoral approach to address youth crime, particularly in schools, were underscored by Guyana’s Public Security Minister, Khemraj Ramjattan, when he addressed the official opening of the crime and violence prevention training, on Thursday.

The consultation is an activity of the Crime and Violence Project component of the CARIFORUM– EU Crime and Security Programme under the 10th European Development Fund. This programme’s approach to tackling crime and security focuses on drug demand and supply reduction, crime prevention, social development, and capacity-building of law enforcement and security agencies.

Setting the context for his remarks, Minister Ramjattan reiterated the concern of Caricom Heads

of Government at their 28th Inter-Sessional Meeting in Guyana in 2017 and their resolve “to increase focus on the social determinants of crime”.

He alluded to the 29th Inter-Sessional Meeting in Haiti in 2018 and to the decision of Heads of Government “to strengthen the relevant inter-sectoral systems at the national and regional levels to ensure efficient collaboration in planning and execution of relevant programmes to address the multifaceted issues with regard to crime and violence”.

Referring to the various perspectives on the causes of crime and its facilitating factors, both individual and systemic, he cited the World Bank 2007 Report “Crime Violence and Development: Trends, Costs and Policy Options in the Caribbean”.

He singled out issues such as the high rates of crime and violence and the shortand long-term direct effects

on human welfare and the society’s economic growth and social development respectively, and called for interventions to be given the highest priority.

“Violence related to gangs and organised crime constitutes an immediate and significant threat to the community and should be given the highest priority for development of the requisite interventions,” he said.

He added, “It is clear that the multi-dimensional nature and impact of drug use on the economy, families, health and well-being, safety and security of the citizens necessitate the engagement of a number of sectors: health, education, justice and social welfare

to effectively address problems associated with the use and addiction of illicit drugs and alcohol, particularly in schools”.

The Minister referred to the crime and violence rapid research assessments on crime prevention in schools which were done in Guyana earlier in the year, and reminded the gathering of mostly officials in the education sector, that the overall “Action Plan and the type and design of the crime and violence prevention and mitigation training to be subsequently undertaken “… will be conducted in support of the findings of the assessments”. He noted that “comprehensive policies and programmers” are needed to

promote pro-social, non-sexual and physically non-violent environments in classrooms and throughout schools.

As he expressed his gratitude to the EU, Caricom Secretariat and “all young schoolchildren who were surveyed”, the Minister said that the evidence-based approach “will inform our policy decisions to minimise crime and violence in our schools”, which he described as “greatest institutional asset for our future”.

The two-day consultation in Guyana is the fifth of five. Similar consultations were held in Antigua and Barbuda, Jamaica, St Lucia and Suriname.

Duo freed of unlicenced firearm charge

wo men, who were charged for possession of an illegal firearm, were freed of the offence on Thursday by Principle Magistrate Sherdel Isaacs-Marcus at the Georgetown Magistrates’ Courts.

Twenty-year-old Jason Augustine and 24-year-old Mark Bobb-Semple had pleaded not guilty to the charge which stated that on October 12, 2018, at Croal Street, Georgetown, they had in their possession one black and silver .9mm pistol without being holders of a firearm licence.

At the conclusion of the trial, the Magistrate ruled that sufficient evidence was presented to the court by the prosecution and as such, dismissed the matter.

It was reported that on the day in question, Customs Anti-Narcotics Unit (CANU) ranks, acting on information, intercepted motorcar PNN 5156, which at the time was driven by Bobb-Semple with Augustine in the passenger seat.

GWI trucks obstruct only path to Region 1 villages …patients waiting to be transported to hospital since Sunday

wo trucks belonging to the Guyana Water Incorporated (GWI) have been stuck along a bypass road in Region One (Barima-Waini) since Sunday, obstructing the flow of traffic from entering or leaving several villages and have created some level of unease.

This is according to Regional Chairman Brentnol Ashley, who told Guyana Times on Thursday that the large trucks were contracted to drill a well for one of the villages in Mabaruma – a central point in the region. It has been some five days since the mishap and there has been no relief.

The bypass road was created as a substitute, after the main access bridge was subjected to repairs. It is the only medium by which persons can access the community for services and medical assistance.

“There are two trucks that were contracted by GWI to do drilling for water well in a village called Kamwatta in Mabaruma. Since Sunday, the village has been cut off from having access to transportation coming into the village. The trucks would have fastened on the bypass road that they would have created there because the bridge that is used to enter the village is under construction,” Ashley pointed out.

This publication understands that the roadway is primarily composed of loam material— as is common to the hinterland regions.

At the moment, ill patients, including children, have been awaiting clearance of the road to seek medical attention. The Regional Chair insisted that the long distance cannot be footed and exiting by boat is an even longer journey.

“There are many patients in here, especially children, who are suffering from vomiting and diarrhoea and no transportation can come into the village. It’s a long distance walking in order to clear where the trucks are fastened. The only other way out is by boat which is also another long distance. The people here are suffering”.

Officials from the utility company and regional officials would have promised to clear the path as soon as possible, but there have been no positive results.

“The trucks haven’t been moved up to now, which is causing serious hardships to the villages, even though attempts were made to contact GWI and the REO who promised that they would have sorted out the issue,” he said.

Patterson asked to clear air on street lights for NDCs

ublic Infrastructure Minister David Patterson has come in for heavy criticism over statements he made that Guyana Power and Light (GPL) will be providing street lights in several Neighbourhood Democratic Council (NDC) areas at a cost of $300 each.

However, when the Region Six (East BerbiceCorentyne) Regional Democratic Council (RDC)

met on Thursday, it was disclosed that the cost for the installation of street lights is higher, and that there were many other charges that are attached.

When the issue was discussed at the July meeting, Councillor Devin Sookraj told the RDC that through Government, street lights were being installed at a cost of $300 each. He explained that it was the Minister who had made a public statement that NDCs and Municipalities will benefit from the offer.

Sookraj further stated that the NDC could have one hundred street lights for $300,000, and according to him, that was part of the Government’s street lighting programme.

While some councillors disagreed that was the case, Regional Chairman David Armogan said the RDC supports the street lighting initiative but challenged NDC’s to verify if the statement made by the Minister were

true.

“I am encouraging all the eighteen NDCs and the three Municipalities to go to GPL and take advantage of this,” Armogan said last month.

However, Chairperson of the Canefield Enterprise NDC, Sherriann Beharry, said that she would have visited GPL’s office after the Minister made the disclosure on a local Alliance for Change (AFC) televised programme and found that the supply of electricity will be great.

Yusif Hafeez, who heads the Kilcoy-Chesney NDC, expressed similar sentiments, while Ishwar Narinesammy, who heads the Johns-Port Mourant NDC provided a letter indicating that the Minister’s utterances were misleading.

In fact, Narinesammy said officials of GPL told him that they will even have to pay for the electricity the NDC used after the installation of the lights.

At the end of the meeting, Peoples Progressive Party (PPP) Regional Supervisor, who is also one of the Councillors who was critical of the Ministers utterances told Guyana Times that the party has information that several NDC Chairpersons visited GPL in relation to the Minister’s statements.

“When they went to GPL, they were told that nothing of that sort was directed to them from any Minister.

They had gone in with written submissions to grab the opportunity of paying the $300 or $300,000 for a hundred street lights. They were written to by GPL and told that they have to pay a sum

of $3,648 for every light to be installed in the NDC area”.

He explained that GPL has also detailed that a fee will be charged for the usages of the electricity used by the lights. The RDC also questioned the disappearance of the street lights that were removed when the coalition took office.

High school students contest robotics competition

our secondary schools on Thursday put their robotics skills to the test in an exhilarating competition to demonstrate what they would have grasped from Science, Technology, Engineering, and Mathematics (STEM) training over the past five weeks.

Robotics education sessions are offered continuous-

ly by the Volunteer Youth Corps (VYC) with 11 secondary schools, but for this initiative, six institutions were specifically targeted.

According to Chief Executive Officer (CEO) of the organisation Goldie Scott, robotics education was only added one year ago to their agenda, but there has been an overwhelming response.

“The organisation specialises in STEM education, working with high school students and teachers at 11 high schools in Georgetown…This event is another component of our work under STEM and VYC has been working for the last year or so because robotics education has been a relatively new component added. While we work with the 11 high schools, six are ones we had targeted to do robotics education,” Scott indicated.

With assistance from ExxonMobil, the competition featured students from four institutions – including Tucville Secondary, Dolphin Secondary, Richard Ishmael Secondary and Central High School – who are all from the Grades Nine and 10.

They were placed in pairs to produce a practical robot that could perform some exceptional function.

For the continuous school programme, the organisation is seeking to source adequate robots and additional components, enabling students to create intricate machines.

“This coming year, we’re looking to see that we’re able to strengthen that programme, ensuring that the schools have adequate ro-

bots to work with the students. It’s a sign for each school to work with a minimum of 15 students and this programme is continuous,” the CEO related.

Scott positioned that such initiatives build innovation and create opportunities in the fields of science.

She believes informational communication technology

is the way forward in an advanced world.

“Our goal is that we can create or build innovation and creativity among our young people and it’s also to help them in choices of career, whether its information technology, engineering or just ICT. The world as we know it today needs students to become scientist, engineers and problem-solving leaders of tomorrow”.

Participants were eager to bring their robots to life and compete for a chance to be placed first. They were judged based on four criteria by experienced personnel from the mathematics and engineering fields.

Earlier this year, students from a number of schools were given a chance to partake in a country-wide robotics competition, battling among the best to produce an outstanding mechanical creation.

Baby Akeela recuperating rapidly following successful surgery

ver one year after Reliance, Essequibo single mother Phyziena Etwaroo discovered that her almost two-year-old daughter, Akeela, was suffering from meningitis— causing abnormalities in her brain— the baby is now recovering, following a successful surgery performed at the Georgetown Public Hospital Corporation (GPHC) on Monday, July 29.

The emergency surgery was performed by Guyana’s first neurosurgeon Dr Amarnauth Dukhi and a team.

According to Etwaroo, Akeela was scheduled for another CT scan; however, when same was conducted, she was informed that an immediate emergency surgery had to be conducted.

“He (Dr Dukhi) said that baby need to do a surgery right away because he found a lot of fluid on the right side of the brain and that is where he admitted her and he was supposed to do the surgery

the night at 8 but he did it earlier than it was supposed to be done,” Etwaroo related.

The young mother expressed that after hearing the news, she was overwhelmed since seeing her child in a lifeless form was difficult.

Akeela celebrated her 2nd birthday on Tuesday, one day after the surgery, and would have spent that day in the hospital recovering.

This also was difficult, since at that time, the child was still unresponsive. However, things began to change that following Saturday.

“I couldn’t touch her, she had fever the Monday night, Tuesday she spent her birthday in the hospital and Wednesday morning when it was her birthday and I spoke to her, she wasn’t even smiling but then the Saturday she had no more fever,” Etwaroo relayed.

Akeela is now in a much better condition according to her happy mother, who said that the child is falling back to normalcy.

“She is doing much better now, she is having her meals, her baby language is starting back fresh and new, when I talk to her now

she would respond…For now, she needs all of my attention I have to give her a good life, she would need a lot of therapy because this is not something that would cure so fast, it would take time, because it’s like I got myself a new born baby and I have to start everything fresh again,” Etwaroo, the single mother, explained.

The 24-year-old mother expressed her appreciation to Dr Dukhi and team for giving her what she deems as the best birthday gift ever.

“I would like to say thanks to Dr Dukhi and the team because when I went to him, he acted fast and I appreciate it. He just put her in front and everything was done so fast, he tried his best, I don’t know how to thank him… I am very happy; this is the best birthday gift ever because my birthday is in this month”.

Etwaroo discovered that something was wrong on June 27, 2018 when Akeela developed a high fe-

ver which lasted overnight.

As such, the baby was rushed the Suddie Hospital where she was treated for a throat infection and then sent home.

A week after, the baby fell sick again and was again rushed to the said hospital where Etwaroo was told to continue treatment.

On July 1, 2018, Akeela woke up and was reportedly in a lot pain when she was again rushed to the hospital where she was given an injection, but things took a turn for the worst, which led to the baby being admitted to the hospital’s Intensive Care Unit (ICU) where she remained for a month and was later transferred to GPHC. Akeela was later diagnosed with meningitis and tests conducted at a private hospital revealed that she had chronic neurological disabilities and severe brain abnormality, which caused excessive fluids in her brain. It was recommended that a bilateral craniotomy be done.

Eye care services envisioned for each region M ahdia Regional Hospital is expected to have an established eye care facility as the Public Health Ministry aims to expand the service beyond one region. The plan is to place optometrists at all district hospitals and Regional hospitals by 2020.

According to the Director of Regional and Clinical Services of the Ministry of Public Health, Dr Kay Shako, this is being done to ensure a wide range of specialised services are available to all Guyanese.

She made this disclosure as she accompanied the Public Health Minister Volda Lawrence to a community meeting in Princeville, Region 8 (Potaro-Siparuni).

Dr Shako explained that while ophthalmologists work in Guyana, they are

a rare speciality. However, as there are more qualified optometrists in the country, they can be deployed to various regions. An Ophthalmologist is a doctor who is concerned with the study and treatment of disorders and diseases of the eye. The optometrist, however, is an eye care specialist who examines eyes for both vision and health deficiency.

“The new direction now is to have an optometrist…

We would have examined every region, so the optometrists are the medical eye specialists so to speak. They examine the eye, determine the diseases, and they can order treatment for you.

This will work in the primary health care setting,” the Director said.

placed in some of our hospitals already so we will get it done between the last quarter of this year or next year you are going to be having an optometrist here in Region 8”.

Regional Health Officer for Potaro-Siparuni Dr Chrissundra Abdool said the persons who required specialised services (eye care, dental) are those who mostly reside in far-flung communities. She pledged to work closely with the Public Health Ministry to have these services established.

“We have other basic services available, but here in Region 8, eye care services are needed… We need to focus on those persons in the far-flung communities, they are the persons who need our help the most. So, my vision is to ensure we get

there by setting up services, one at a time”.

Even as the Ministry works to bridge the gap in healthcare by establishing these services, specialised outreach teams are deployed to communities that are not easily accessed. This is done to ensure that the persons living in these areas benefit from quality health care. The specialist doctors that are on these team make timely diagnoses in most cases saving lives.

For this year, specialists have been deployed to Waipa and Karisparu in Region 8, where approximately 500 residents were able to access the specialised services brought to them. The services included dentistry, ophthalmology, dermatology and general medicine.

esidents of Region One (Barima-Waini), who would have signed contracts to further their studies in Georgetown, have been denied airfare to return to their communities, even though such is mandated in their agreement.

Regional Chairman Brentnol Ashley told Guyana Times on Thursday that students desirous of studying on the coastland would take the opportunity of pursuing courses in the capital city and then return

to serve their community for two years.

It is a framework that was established to provide tertiary education since these services are non-existent in the region.

“We would have established a scholarship programme. It would have been in existence for years in which persons who are employed with the RDC would apply because there is no access to tertiary education. They would apply to attend University of Guyana, the Guyana School of Agriculture and other agencies and the region would allow them to continue studying and upon completion, they are obligated by way of those conditions to return and serve the region for a period of two years,” he told this publication.

During their scholarships, transportation is provided two times annually to visit their relatives; in the 2019 budget, adequate resources were allocated for such to be done. However, the Regional Executive Officer (REO) has reportedly denied the travel allowance, maintaining that such is not prescribed in the contracts.

Ashley explained, “The region would have put together a contract which is

in keeping with the contract that they normally sign with the Department of Public Service. In that regional contract would have guided with conditions that they will be paid their salaries and providing an air ticket for two times a year so that they can be with their families. Now, even though we would have budgeted for that to happen and the resources are provided, the REO has stopped that, saying that this contact does not speak about providing transportation or their air ticket”.

Presently, a large number of persons are stranded in Georgetown, since transportation to Region One is costly. Students are now contemplating if they should return, a move which would affect the human resource capacity in their villages significantly.

Ashely told this publication that this decision was taken unilaterally by the REO without consulting with the constituted council.

“I was informed by many of these persons and others would have attested to the fact the REO in the region would have stopped the region from paying for these persons to come home, which is not a good sign for us. Because of these things, many persons don’t want to come back to serve the region and it is bringing hardships to families and persons who are training currently,” the Chairman explained.

He added, “This is the hinterland. It is not the coastland where you can easily get into a bus or taxi to get to where you need to go and it is costly. It is a clear indication that the REO isn’t respecting the decision of the RDC. He is making unilateral decisions without consulting the legally elected council”.

irls in Tech (GIT), a non-profit organisation which focuses on the empowerment, education, and entrepreneurship of women in technology around the world, on Wednesday launched its Guyana chapter.

GIT currently has 47 chapters with some 62,000 members in 33 countries in six continents.

The organisation’s mission is to support women with the access and space they need to succeed in the technology industry, by educating and empowering women who are passionate about technology and entrepreneurship in technical industries.

As a result, GIT offers mentorship, global classrooms, coding courses, boot camps, hack-a-thons and start-up competitions for any age or profession.

These global programmes will also be supported by local initiatives such as ‘Coffee & Code’, a monthly mentorship meetup and an annual tech fair.

The aim of this is to not only introduce young women to the possibilities of careers in science, technology, engineering and mathematics (STEM), Robotics and artificial intelligence (AI), but also to encourage industries to develop automation processes.

We only hear about the wellbeing of women, but we also have designed programmes and activities for us all to grow together as culpable media entities, government entities to create a better workforce culture and to benefit from motivating, diverse and inclusive work force,” the Managing Director said.

According to the founder, GIT will allow for women to benefit from a global network and resources and for equity to be built for our women here.

Kanhai-Gurchuran encourages Guyanese women with an interest to become part of the organisation.

Sharing inspiration and encouragement, Tamika Henry-Fraser shared her personal experience on how she was able to study and work in the forensic science field.

“For days on end, my mom and I went to the Office of the Presidency and

we kind of camped out, we would go every day, me in my QC uniform hoping for a glimpse of the President, who was at that time Bharrat Jagdeo. One day, we saw him, he was walking from one meeting to the next and we stopped him in the corner and in that moment my mom asked him, can you give my daughter a scholarship to study forensics – didn’t know who I was at the time either— I don’t know what happened or why it happened but he said yes. He didn’t read my documents, I don’t think he had an idea of what he was saying yes to, but he did and to this day, I am grateful for that moment,” Henry-Fraser reflected.

Longstanding PNCR member resigns – cites Government’s failure to deliver promises, actions of corruption as reasons

eople’s National Congress/Reform (PNCR) longstanding member and Councillor of Region Four, Dave Danny Junior, defected from that party on Wednesday, in light of the many downfalls of the Government— most specifically, its failure to deliver on their promises made in the manifesto.

According to Danny, his exiting the PNCR, after spending many years serving in that party’s best interest, ended a legacy of three generations of commitment and dedication by his bloodline.

“I had high hopes that the Government would deliver the promises made in its manifesto. Instead, youths were sidelined, persons that never fought on the battlefront parachuted their way into prominent po-

sitions. Ministers wantonly increased their salary without performance evaluation, just a mere excuse that what? They will not steal.

They will not be corrupted.

We have seen differently”.

He stated that citizens are suffering and the situation of the nation continues to worsen on a daily basis but the APNU/AFC government continues to ignore this, with its inaction towards remedying situations.

“It saddens me to say the PNC I knew is seemingly allowing wickedness to prevail, the root of their denial and arrogance stems from their disconnection from society. I know that there are many in the PNC, including card holders and supporters outside, who are also displeased with the party and by extension the performance in government. I have spoken to many supporters who complained that certain ministers do not have 10 minutes time to spend to listen to the various concerns, the recent scrambling by government is comical for supporters cannot be hoodwinked”.

The former PNCR member and government Region Four Councillor further stated that the ‘good life’ that was promised for all should be implied for every citizen, and not just a selected few who continue to benefit.

Instead, the business community, along with the rest of society, continues to suffer without being aided

by the coalition administration, which seems to only be concerned about their needs and the needs of those close to them, he emphasised.

“Sad to say, small businesses are struggling to survive, many businessmen would have had their overdraft closed and are basically trying to scramble to survive using their savings to get by. The business community is well discomforted by the many blackouts as well as citizens. My brothers and sisters, persons’ homes are being foreclosed, thou-

sands lost their jobs, escalating crime situations is eating away like cancer and the Constitution is being violated while Guyana is suffering”.

Dave Danny Jr also explained that the “groaning” of Guyanese are being ignored by the APNU/AFC government through inaction and unrealistic policies, lack of communication, inequitable distribution of resources, and absolute denial of the country’s dismal business environment and that he cannot continue to sup-

port a party which does this.

“My grandfather was a proud member of the party who encouraged my grandmother to join the Young Socialists Movement in the 1970s. My father also served as a PNCR parliamentarian in the 8th and 9th sitting of the National Assembly and I was born into the (PNCR) Party…by the age of 14, I joined the Guyana Youth and Student Movement, officially starting my political career in the PNC, I took my role seriously, two years later, I was elected to serve as

the national treasurer and spent 16 years serving as a national executive of the Guyana Youth and Student Movement”.

As such, he believes that his exiting the PNCR is a step away from corruption and corrupt activities and has now joined the Opposition, the PPP/C, which can do much better for the populace.

His resignation was announced in a video posted on the Facebook Page of the Peoples Progressive Party/ Civic.

Guyana gets its 1st embryologist

r Balwant Singh’s Hospital on Thursday announced the appointment of the first Guyanese embryologist, Ganesh Persaud, as Head of the In vitro fertilisation (IVF) lab at Dr Balwant Singh’s Hospital.

Ganesh Persaud, originally from Essequibo, is Guyana’s first embryologist. Embryology is the field of medicine concerned with the study and development of embryos. As an embryologist, Ganesh is currently working at Guyana’s only IVF lab, located at the Dr Balwant Singh’s Hospital under the supervision of Dr Madhu Singh— Guyana’s only infertility specialist.

Ganesh moved to Georgetown at the age of 17, when he started studying at the University of Guyana.

He completed his Bachelors in Medical Technology and then began working at the Dr Balwant Singh’s Hospital laboratory— where he worked for six years, and

applied to the Dr Balwant Singh’s hospital for a scholarship.

Ganesh completed his training at the Craft Hospital and Research Centre in Kerala, India.

Ganesh has just returned from India a few weeks ago and is now the Head of the IVF lab at Dr Balwant Singh’s Hospital. Under his supervision, the lab is expected to grow tremendously over the coming years, with the hopes that the centre will become the largest infertility centres in the Caribbean.

He noted that “in Guyana, it is very common for patients to delay infertility treatment, and to wait until they are in their late 30s or early 40s before they start the process…with increasing maternal age, the quality of eggs released by

it through the proper channels.

Ganesh advised that “patients who are not getting pregnant with simple treatments like clomiphene move on to more advanced treatments like intra-uterine insemination and in vitro fertilisation”.

IVF is a process whereby fertilisation of an egg and sperm is completed in the laboratory, after the eggs have been harvested by the gynaecologist.

He noted that “Dr Madhu’s infertility clinic has brought relief to many Guyanese and is now frequented by patients from neighbouring countries like Suriname, and the neighbouring islands, because for the Caribbean, this hospital offers the best price”. He said “the success rates produced by the clinic are on

the ovary decreases and this makes pregnancy very hard”.

Before the hospital started to advertise the infertility services, and Dr Madhu began speaking on this issue, a lot of patients would never seek treatment or not do

atteo Salvini, leader of Italy’s League party, has called for a snap election, saying differences with coalition partners cannot be mended.

A failed attempt by the Five Star Movement to derail plans for a high-speed rail link showed the coalition could no longer govern,

Five Star leader Luigi Di Maio said his party did not fear another election.

Salvini’s party is well ahead in opinion polls, owing mainly to his stance against illegal immigration.

In last year’s election, Five Star won twice as many votes as The League,

razilian far-right President Jair Bolsonaro said on Thursday that an Army officer who was convicted of torture during the country’s 1964-1985 military dictatorship was a “national hero”.

Colonel Carlos Alberto Ustra, who died in 2015, headed the Army’s notorious DOI-CODI intelligence unit that was responsible for repressing leftist political opponents. During his 2008 trial, witnesses said he personally oversaw torture sessions.

Brazil’s National Truth Commission recorded 45 deaths or disappearances during Ustra’s four years running the unit, as well as 502 cases of torture.

“He is a national hero who prevented Brazil falling into what the left wants today,” Bolsonaro told reporters before meeting with Ustra’s widow.

A former Army Captain who came of age under the dictatorship, Bolsonaro has defended the legacy of the military Government and has included several retired generals in his

Cabinet since taking office in January.

uyana Premier and the Miss Earth Guyana Organization is pleased to announce that Dexter Gardener will design Guyana’s National Costume at the Miss Earth Pageant for 2019.

Transfer deadline day signings take Premier League spending to £1.41B A

late flurry of deadline-day signings took Premier League spending for the summer up to £1.41bn, just short of the £1.43bn record set in 2017.

Deadline day spending alone by English top-flight clubs was £170m - but on just 17 deals, the joint fewest number of transfers on the last day of the summer window since 2009.

Everton’s £34m signing of forward Alex Iwobi from Arsenal was the biggest incoming Premier League deal, while the largest transfer saw Romelu Lukaku leave Manchester United for Inter Milan for £74m - a loss of £1m on the fee they paid Everton.

Arsenal were the biggest spenders in England during the window, splashing out £155m.

On deadline day, they bought £25m Celtic left-back Kieran Tierney and £8m Chelsea centre-back David Luiz.

Tottenham recruited Real Betis midfielder Giovani lo Celso on loan and signed Fulham winger Ryan Sessegnon for £25m. Their pursuit of Juventus forward Paulo Dybala was one of the big stories earlier in the day but the deal fell through.

Watford spent a club record, reported to be £25m, on Rennes winger Ismaila Sarr and Leicester bought Sampdoria’s attacking midfielder Dennis Praet for a reported £18m.

ashim Amla has retired from all international cricket. He will continue to play domestic cricket, and is also available for the upcoming Mzansi Super League 2019.

Amla’s decision to step from the international game marks the end of a career that lasted nearly 15 years, with his Test debut having come in November 2004, in India. He made his ODI and T20I debuts in 2008 and 2009 respectively, and he made his last appearance for South Africa at the recent World Cup. He bid goodbye to the international stage with an unbeaten 80 in South Africa’s nine-wicket win against Sri Lanka, but he had an underwhelming World Cup otherwise with 203 runs overall in seven innings. Nevertheless, Amla leaves several South African limited-overs records in his wake. His 27 ODI hundreds are the most by a South African, and 24 of those came in victories. He was also the fastest batsman to 2,000, 3,000, 4,000, 5,000, 6,000 and 7,000 runs in ODI cricket. He ended his ODI career with 8,113 runs at an average of 49.46, with 39 half-centuries to go with his 27 tons.

His Test successes were even more illustrious, with Amla amassing 9,282 runs at 46.64 with 28 centuries. He was the first South African to score a triple hundred in Test cricket, and fin-

ariq Brown, who recently attained a place at the Berbice High School in New Amsterdam, was last Friday named best student of the 13th edition of the summer camp held by the Rose Hall Town Youth & Sports Club, MS, under sponsorship of Republic Bank Guyana Limited.

As activities ended on a very high note, Brown received a bicycle, a collection of educational materials, a trophy and a medal after securing a top performance of 96% at the end-of-camp test.

Club Secretary/CEO Hilbert Foster has declared the camp an overwhelming success, and said it was the best of those staged in the 13-year history of the club.

The club had catered for 60 students from Grade 6, but a total of 69 turned out for the camp, the main aim of which was to assist students to make a successful transition from primary learning to the secondary level.

Experienced Educator Mrs. Junita SewnauthHussain had conducted the camp, while the Club’s 19-year-old Asst. Secretary/CEO, Simon Naidu, was its director. Students were taught Maths, English A, English B, Social Studies, and Integrated Science, and were also involved in numerous lectures using the RHTY&SC Youth Information Booklet.

Among the topics covered in the lectures were: Importance of Education, Importance of Discipline, Choosing Friends, HIV/AIDS, Drug Abuse, Suicide, Table Manners, Personal Hygiene, and Alcohol/ Tobacco Abuse. Students were also exposed to playing cricket at the Area ‘H’ Ground as part of the Club’s Say Yes to Sports campaign.

In an impassioned speech, Foster urged the attentive students to make education their number one priority in life, as it is the cornerstone of a successful life. Education, he said, would open doors of opportunity that would otherwise have remained shut. The Medal of Service awardee urged the students to develop a culture of hard work, research, reading and dedication.

Speaking frankly, the RHTY&SC Secretary/CEO said if a human mind can remember all the words of a hip-hop song, it can also have space for Maths and English. He cautioned the graduating students to always say no to the evil ways of Satan, and to develop a love for sports, as it assists the body and mind to be active.

Foster, who is also President of the Berbice Cricket Board, declared that, with hard work, students can have a highly successful career in both sports and education.

Manager of the Rose Hall Town Branch of the Republic Bank, Ms. Doodmatee Bhollaram, hailed the Rose Hall Town Youth & Sports Club for organising a successful summer camp. The Bank, she said, was committed to investing in educational, cultural, youth development and other activities as part of its corporate mandate.

Bhollaram, moreover, endorsed Foster’s call for youths to stay in school and obtain an educational background.

Each of the students at the camp received a school bag and a collection of educational materials to assist them when the new school year begins in September.

Five students selected by the tutor based on their attitude, family’s financial income, and personal performance each received a $20,000 bicycle, while every student carried home a copy of the RHTYSC 2019 Youth Information Booklet. Seven other students received awards along with Best Student Tariq Brown.

They were: Best English Student “Sandiyah Shariff”, Best Science Student “Netram Ramnauth”, Best Social Studies Student “Nalyah Ahmad”, Best Mathematics Student “Lenimia Cort”, Best Attendance “Ghanesh Sewnauth, Most Disciplined “Naresh Kuman”, and Most Committed “Darean Thomas”.

GT20: Toronto Nationals and Montreal Tigers refuse to take field over unpaid wages

player-protest at the Global T20 Canada tournament on Wednesday has delayed a second round match between Toronto Nationals and Montreal Tigers by two hours.

Both sides initially refused to board the bus at the scheduled departure time from the team hotel to the CAA Centre in Brampton, and ESPNcricinfo understands it was a protest over unpaid wages.

A press release from the organisers said, "The game between Montreal Tigers & Toronto Nationals on Wednesday, August 7th, 2019 was delayed due to procedural issues between the players, the GT20 league, and the franchise owners. All the stakeholders had a meeting and addressed the concerns."

TV coverage of the match made no mention of the protest. Global T20 Canada made a statement via their Twitter account at 12:40 pm local time, but they also made no mention of the protest. Instead, the account stated that the match had been "delayed due to technical reasons", and announced that it had been pushed back to a 2:30 pm local time start from the originally scheduled 12:30 pm time, and that it would remain a full 20-over contest.

A source confirmed that team buses eventually left the hotel at 1 pm.

The protest is also significant because of the involvement of Toronto Nationals, led by Yuvraj Singh. Toronto

entered the day in fifth place on four points, and needed a win in order to advance to the play-off stage, so abandoning the match via protest would have ended their season.

But they were apparently willing to take that risk in order to ensure their players were paid. League organisers had hosted a fundraiser on Monday night for his YouWeCan Foundation.

ESPNcricinfo understands the protest is not limited to these two teams. Sources have said other squads have told team and league owners Bombay Sports Limited that they will refuse to take the field for the playoff stage beginning on Thursday if they have not been paid all their unpaid wages.

"We're not gonna play until we get paid," one player from another team, who asked not to be named, told ESPNcricinfo.

According to the league's contract structure provided by multiple sources, 10-15% of the players' salaries was supposed to be paid before the start of the tournament, while the next installment to bring the total to 75% was due by the end of the first round, which concluded on Sunday. However, sources state that the majority of players across all teams have not been paid any money.

managed to facilitate a 45% payment to some, but not all, players. The match wound up being abandoned without a ball being bowled because of a wet outfield.

It's the latest in a series of pay issues to have affected the tournament. A number of Canada players are reported to have been furious when their reserve prices were suddenly capped at US$7500 on the day of the draft without any explanation from organisers.

Canada captain Davy Jacobs, who had set his initial reserve price at $25,000, was drafted by Edmonton Royals, but

withdrew on the eve of the tournament, posting a Facebook message to say he had decided to focus on his construction business instead.

Sources have also told ESPNcricinfo that some player payments from the 2018 Global T20 Canada tournament are also outstanding. Specifically, some players who were named ‘player of the match’ over the course of the season have not received their award payments. he Guyana Under-15 Football Team continued their winning momentum on Thursday morning, producing an excellent team performance that led to a 2-0 win over the Cayman Islands in the Confederation of North, Central American and Caribbean Association Football (CONCACAF) Under-15 Championships.

With a starting XI comprising of Shavid Hernandez, Tyquan Brummel, Zakeel Flatts, Romel Medas, Brandon Solomon, Kevin Mullin, Rajan Ramdeholl (C), Joshua Kesney, A n t w o n e Vasconcellos, S a m u e l Garnett and Shoran James, the Guyanese were keen to take notes on their opposition in order to formulate a workable game plan.

Having done this, the small- statured Guyanese team was able to hold off their well-built opponents, restricting them from even getting too close to the goal.

Guyana got to business with a number of close calls, but the first attempt that hit home was a shot by Samuel Garnett in the 41st minute.

“I’m happy with the results today. The boys are happy,” Joseph said.

Disclosing little about the team’s mentality and the game plan going into the encounter, Jospeh reflected on Guyana’s 5-1 win against Bahamas on Tuesday and shared that the Guyanese

had kept a close eye on their opponents.

“Coming off the back of our performance against Bahamas, the boys were much more relaxed and confident in terms of how we wanted to play. But in our preparation for this game, we scouted Cayman Islands, and we knew what they brought to the table,” he said.

On a technical note,

Joseph was also pleased with the youngsters’ abilities to improve their ball possession, as compared to their 3-0 loss to Nicaragua in their opening game.

“I think that they weren’t prepared to deal with the different options that we had in terms of playing out of the back, and we managed to play our style of football. And I think we would have domi-

nated possession for the most part. When we didn’t have possession, I think we did well to retrieve the ball,” he explained.

Joseph was satisfied that the team has seen significant improvements.

“Obviously, that first game against Nicaragua, when we were nervous and the boys didn’t play very well, that has cost us; because I believe Nicaragua is going to win the group. But we’re happy with the performance, it looks like we’re improving from game to game,” he said.

Although Guyana has won two games, similarly to Nicaragua, the latter has won the group based on goal difference, after defeating Guyana 3-0 and the Bahamas 4-nil on Thursday, giving them a goal difference of 7.

Guyana fell short by one, with a goal difference of 6. As such, the Guyana Under-15 team will play another game, against Group G’s secondplaced team, St. Kitts and Nevis, on August 9 (today) at 9am.

Having thus explained, the Head Coach expressed hope that the team would be able to end their stint in Florida with another win.

“We’ll go forward and try to win that game also, and come back home with a 1-and-3 record (one loss, three wins), which I think will be a fantastic achievement for this group,” he said.

BCB to host 2nd Dr Tulsi Dyal Singh Cricket Academy from August 12

he Berbice Cricket Board (BCB), as part of its ongoing effort to unearth and develop new cricketing talents in Berbice, would be hosting its 2nd Annual Dr. Tulsi Dyal Singh Cricket Academy next week.

The five-day cricket academy would start on Monday, August 12, and would conclude on Friday, August 16. A panel of coaches headed by Level III Coach Winston Smith would be in charge of the academy.

BCB President Hilbert Foster has said the main objectives of the academy are to improve the players’ knowledge of the game, to instill in them the importance of physical fitness, to correct faults in their techniques, and to improve their all-round cricket.

Special emphasis would also be placed on preparing the youths to be sports ambassadors of Berbice and role models to their peers.

Foster said the BCB was investing heavily in its youth cricketers as they are the ones who would ensure the legacy of Berbice Cricket continues in the future.

A list of 60 players has been invited to attend the academy, which starts at 9:00 hours daily.

The list was compiled by Coach Winston Smith and Selector Leslie Solomon based

on the players’ availability for Berbice next year at the junior level.

The BCB President has made it quite clear that attendance at the 2019 Cricket Academy would be compulsory for all the invited players. Players who are overseas on vacation would be excused once a written excuse is submitted.

Foster said he has observed a superstar attitude being developed among some junior players who have made the National Team, and he declared quite clearly that such an attitude would not be tolerated once he is the President of the Berbice Cricket Board.

The BCB boss noted that no one is too big to learn, including himself, and as such every youth cricketer would have to take advantage of the investment been made into their career by the Berbice Cricket Board.

The Coaching Staff would concentrate on improving the cricketers’ batting, bowling and fielding skills, while great effort would be made to establish a pool of wicket- keepers for each junior level.

Rain has final say in 1st ODI at Providence

nly 13 overs of play were possible yesterday in the first My Team 11 One Day International (ODI) match between West Indies and India, being played at the Guyana National Stadium at Providence.

It was India’s first ODI in Guyana after 30 years, and Chris Gayle failed to surpass Brian Lara’s score to become the leading West Indian scorer in ODI cricket, as rain had the final say.

Virat Kohli won the toss for the fourth time in this series, and asked West Indies to bat first. Playing without Keemo Paul, John Campbelle, and Oshane Thomas, West Indies took centre stage at Providence when the match commenced about two hours from scheduled time.

The game was first reduced to a 43-over affair, but West Indies batsmen were asked to leave the field at 11:54 hours, after 5.4 overs had been bowled and the score was 9-0.

With constant rainfall, both teams took the field at 13:10 hours, when the match was further reduced to 34 overs.

At that time, Evin Lewis got into his business, smashing Khaleel Ahmed for 15 runs and setting the tone for an explosive innings.

Lewis was trapped in front, but India failed to review; it was the perfect opening for the explosive Lewis. At the end of the ‘powerplay’, West Indies were 42-0. That figure soon became 42-1 with the introduction of Kuldeep Yadav, who got purchase from the surface, with his first ball beating Lewis’s bat.

Gayle, who is the most capped ODI batsman with 299 matches under his belt, never got going, as the rain intervals may have played with his concentration. His painstaking innings of 4 from 31 balls ended when Yadav castled him.

The elegant Shai Hope entered the crease at number three, and looked at his classy best watching Lewis from the other end smashing sixes.

At 54-1 it was done and dusted, as the heavens opened up once more, and play was officially called off at 15:12 hours.

As soon as that declaration was made, the sun came out in its glory at Providence and the Kiddies cricket program with primary schools got underway.

After the match, West Indies Assistant Coach Roddy Estwick addressed the media to explain that the West Indies would be looking to win the Series despite a poor showing in the T20 Series.

Estwick believes that if West Indies play their best cricket, they can topple the strong India team. On Lewis’ form, he disclosed that it was refreshing to see Lewis getting some runs. Estwick

“It won’t happen overnight, but we have to continue building blocks”, he said.

The West Indies assistant coach made it evident that he won’t disclose any information on Keemo Paul selection, but he made it evident that Paul is fit.

Paul, who is constantly monitored by Cricket West Indies, has been one of those players to feature in all three formats; and Estwick said that this is not an easy task.

n play in the Theresa and George Bobb–RFA Under-17 Women’s round-robin Football 2019 tournament, Guyana Rush Saints yesterday recorded their first win -- by a 2–1 margin -- against Far East Sports Club as the tournament entered its second day.

The winning goals came compliments of a brace from Zena Cabral in the third and thirty-third minutes respectively, while Far East SC’s Waynedella Hernandez was the lone scorer for her team, giving the three points to Guyana Rush Saints.

While the match was initially delayed by the inclement weather, when the first whistle sounded, Cabral took control of the match, and found the back of the net after a quick pass from her team mate.

At the halfway mark, the score remained at 1-0 in favour of Guyana Rush Saints FC, even though both teams looked very aggressive as a team, and individually in all

departments on the pitch.

When the second half of play commenced, Hernandez was given a through pass, and made full use of the goal-scoring opportunity, equalising five minutes into play.

Three minutes later, Number 10, Cabral of Rush Saints FC, again placed her team in a better position by

scoring her second goal in the match, and further securing the win.

Unfortunately, Match Number 5, involving Sky Kings FC vs Tabatinga FC, was rescheduled because Sky Kings FC were again unable to travel because of heavy rains, which continue to pose a problem for clubs out of Central Rupununi.
