T

he barrage of concerns about the violations of constitutional rights and the dangerous implications of the State Asset Recovery Agency (SARA) Bill has been rejected by Minister of State Joseph Harmon, who contended that Government is entitled to do whatever it wants.

“It’s a Government Bill and the Government will determine what happens to its Bill,” Harmon said in response to the latest cries of concerns expressed by the Private Sector Commission (PSC).

The PSC, in a letter to the Speaker of the National Assembly dated February 6, expressed its observation that no meaningful changes have been made to the provisions of the legislation, despite concerns

The SARA Bill was tabled in the National Assembly by Attorney General Basil Williams last month and will come up for debate on March 9.

inclined to take the SARA Bill to a Parliamentary select committee after the debates, its Parliamentarians will vote in favour of its passage.

However, he assured that Government consists of “consensus people”, and therefore, if at the end of the debate its members “recognise that there are issues in the Bill”, then that will be a “motivator” to entertain more consultations.

“When the matter goes to select committee, it is really giving the public and several organisations another opportunity to comment on it and we have already given them that opportunity,” he explained.

SARA Bill is not only dangerous and disingenuous in its current construct, but it has been found to be in violation of numerous sections of Guyana’s supreme law – the Constitution.

During the consultation phase of the draft legislation, many stakeholders objected to the Bill in its current form, particularly to the fact that the entity’s Director would be vested with “virtually unlimited authority, making him the most powerful man in the country, second to the President.”

Former Attorney General and Member of Parliament (MP), Anil Nandlall had expressed concerns about this legislation setting the stage for the creation of a parallel justice system.

He noted too that the Bill would create an environment that encourages the violation of individuals’ constitutional rights and undermine the rule of law, since it conferred powers ten times greater than those of the Guyana Police Force on a sole individual – the Director of SARA – who currently is Professor Clive Thomas.

He observed too that the Bill would create a series of new offences, the SARA Director was vested with unparalleled powers to investigate the newly-created offences and persons could be rid of their properties without ever being charged with a crime.

He explained that the Bill redefined the term “unlawful”, diluting the seriousness of a “wrong” which could now warrant the seizure of one’s property.

The Guyana Human Rights Association had also raised concerns over the political imbalance of the Parliamentary Appointments Committee, which would be tasked with selecting the Director of SARA. Concerns were also voiced by the President of the Guyana Bar Association, Gem Sandford-Johnson over the amount of power instilled in the Director and she recommended that a Board of Directors be installed to govern the agency.

The PSC, in its letter to the Speaker, maintained that the provisions of the Bill are in conflict with the rights enshrined in the Constitution of Guyana and constitute a threat to democracy and good governance.

Former GO-Invest CEO ready to accept responsibility I

n the wake of a forensic audit into Guyana Office of Investment (GO-Invest), former Chief Executive Officer (CEO) Keith Burrowes has expressed his readiness to accept full responsibility for any actions that he took.

Burrowes, who strongly denied accusations appearing in the public domain that he had emigrated from Guyana, revealed that he is overseas in order to receive medical treatment and that he would be returning once he has recovered.

While reluctant to speak publicly due to the sensitive nature of investment in Guyana, the former CEO

Regarding the audit report, Burrowes stressed that he had no problem with the overall premise of the audit. He stated that while he was prepared to accept responsibility for his actions, there was no subterfuge involved.

“I’m prepared to take full responsibility for the decisions that were taken and the basis for those decisions will be explained at the appropriate time.

Touching on the report, which had spoken of an ad hoc procurement system and lack of a charter, Burrowes stated that when he took office an internal policy for this system was not yet written and implemented. He stated that this was a work in progress.

Go-Invest had begun documenting financial and procurement systems, which were already coming on board. He stated that he had refused to recommend any further agreement extension to investors unless they honoured their obligations.

“But generally, some of the things that the auditor said were not being done, if you are not getting the resources how do you expect these things to be put in place? If (the auditor) had done an analysis of the budget, he would have noticed that we did not have the capacity to do things. Talk about putting procurement systems in place, monitor-

ing reports. We had about 5,000 investors. We were not getting the resources.”

Go-Invest is a statutory body which functions as the facilitator of local and foreign investments in Guyana. Burrowes was appointed CEO in April of 2014, after serving as the Executive Chairman of the board. He resigned in 2015.

The audit report, which was released on February 3 last, had mentioned a number of findings. According to the report, Go-Invest does not have an Internal Audit Department or Audit Charter.

The report had also spoken of the entity having a procurement system that had not been transparent. It had stated that the Procurement Act of 2003 had not been followed, something which the former CEO was adamant is not true as he stated that the government procurement system was used.

According to the report, there were instances where no quotes for purchases above $250,000 were requested, as is required by the law.

The Go-Invest audit is one of several audits undertaken in 2015 by the coalition Government.

Civil society stirs?

T

he success of the Movement Against Parking Meters (MAPM) to bring out a wide cross section of Georgetown to protest the imposition of the said meters by PNC elements in the City Council, has precipitated murmurs of approval about the possibility of “civil society” asserting itself. The notion of a “civil society” has an ancient lineage, going back to antiquity. But its present parameters were first outlined after the modern state system was launched in 1646.

Since then, “civil society” has been juxtaposed against the potentially predatory state and inevitably, its composition and functions changed in tandem with the latter from the absolute monarchy through democratic, socialist and communist states of various hues. Political parties arose in civil society as vehicles for mobilisation to capture the state. But by definition, they were “partisan” and soon were considered at best only liminally part of civil society, and at worse, part of the political order. “Civil Society” were those elements, in one formulation, mediating between the family and the political order.

During the periods of dictatorship in many countries in the modern period - such as occurred in Guyana during the 1970’s - political parties were rendered impotent and ineffectual even though they might not actually have been banned. With elections routinely rigged, political parties in Guyana basically served as fig leaves to “democratic” pretentions. In such a climate, civil society asserted itself against the oppressive Leviathan state.

The political parties made common cause with religious bodies, elements of the business community, trade unions, the bar association and other “civic “ institutions. As early as 1978, reacting to the PNC’s cynical referendum to end referenda, a wide swathe of civil society mobilised to appose the imposition and precipitated the lowest turnout in any official polling exercise in Guyana’s history. Many civic society groups were subsequently formed to demand “free and fair elections”.

Against a background of political impotence as late as 1990, with “free and fair elections” in the air, civil society became very active and effective in bringing citizens into the streets. One agglomeration became an organised group GUARD - Guyanese United for Action, Reform and Democracy - but soon fissioned with the entry of one of its leaders into the “Civic” component of the PPP administration, and another of its factions morphing into a political party.

We have sporadically had elements of civil society - such as the “Social Partners” comprised of the Private Sector Commission, the Guyana Bar Association and the Trades Union Congress (TUC) - becoming active during crises such as during the prelude to the onslaught against the state run by the PPP at the beginning of this millennium. They attempted to broker - ultimately unsuccessfully - dialogue between the leaders of the PPP and the PNC. And now we have the MAPM. Harking to the lessons of our own history, we can already discern why it will not become a “civil society: force for fundamental change in Guyana. It was formed within a context of gross political intrusion of the state under the control of the PNC-led APNU/ AFC coalition but which elicited very little citizen action. We had the government questioning the legitimacy of a coequal member of the State - the judiciary - and attempting to subvert its role as the arbiter of our constitution and the rule of law without any civil society protest. Similarly, the song and dance over the Chairman of GECOM failed to elicit a reaction.

Coterminous with the Parking Meter contract unilaterally signed by the Mayor and her clique at City Hall, the Central Government had also closed Wales Sugar Estate, throwing 1700 workers onto the bread lines and affecting the livelihoods of tens of thousand of citizens on the West Bank of Demerara. This tragedy is still unfolding but none of the organisers of MAPM have even shown any solidarity with this demographic that they do not see as members of “Civil society”.

Unless “civil society” hangs together now its members will hang separately soon.

SARU’s real purpose (Pt 1)

Dear Editor, The proposed SARU Bill has been presented to the Guyanese people as an attempt to “recover illicitly obtained assets with the primary objective of reducing the consequential damaging effect of corruption on sustainable development.”

This is, of course, a noble cause and I wish to affirm my stand in support for the protection of public property, eradicating corruption in government and promoting of sustainable development. But the entire SARU story doesn’t add up. It is clouded with policy issues for which SARU would not solve, but instead become a burden for taxpayers. This raises questions about the real motive behind SARU and its potential violation of our Constitution.

In its present form, the SARU Bill is designed to allow the Executive branch of Government to take justice in its own hand and away from the Judiciary. This is nothing more than Executive overreached and legislative encroachment. Allowing the Government to confiscate private property allegedly acquired illicitly without prosecution is in effect violating the private property clause and the

right to due process as outlined in our Constitution. These provisions were placed in our Constitution for the very reason of checks and balances and preventing the Executive from encroaching on the rights of citizens.

Let me be clear, the Government has all right to investigate all acts of illicit acquisition of public assets, this is in the best interest of taxpayers. But beyond such investigation, the Government must place such persons before the court of law for it to decide whether such assets were in fact acquired illicitly or not.

We must have faith and trust in our judiciary in executing its functions in a fair and unbiased manner. Moreover, it is the right of every citizen to due process in which he or she defends himself or herself.

If the Government is certain that it has a strong case, then it should not be afraid to present its case before the court. In fact, anyone who is guilty of illicitly acquiring public assets should face charges and penalties as permitted by the law.

This is how a democracy functions. Lawmakers would basically be giving the Executive the licence to cease and confis-

cate private property under the disguise of asset recovery without due process. Lawmakers should not support this Bill in its current form, but insist that the ultimate arbitrator in any matter involving the seizure and ultimate confiscation of private property is the court of law and not the Government.

Moments like this, we need lawmakers to put partisan politics aside and stand up to defend our Constitution, defend the rights of citizens and ensure Executive powers are kept within established checks and balances.

There is no estimate of how much money the economy was and still is losing from the illicit acquisition of public property, the very purpose for which SARU’s existence is based on.

Instead, SARU’s conceptualisation was solely or largely based on claims that Guyana was losing over $300 billion a year under the previous administration. Specifically, $188 billion through the underground economy, between $25-$35 billion through procurement frauds, and $90 billion through the illicit capital flight. While I have serious concerns about these estimates, the methodology used in their calculation and

the lack of evidence in supporting any of these claims, the entire story seems like nothing more than a hoax.

Let’s examine these claims and see whether the proposed SARU’s legislation has any bearing on them whatsoever.

The claim is that Guyana was losing between $25-35 billion annually in procurement frauds. Without questioning the integrity of this estimate, this means that the APNU government, since acquiring Office in 2015, would have been able to increase savings or public expenditures by at least $50$70 billion by simply eradicating the corruption in procurement and without raising a single dollar in taxes and fees.

Likewise, the APNU government, since acquiring office in 2015 would have been able to add $180 billion to the economy by simply stopping illicit capital flight. In short, by simply eradicating procurement frauds and curbing illicit capital flight, the APNU government should have added between $230-$250 billion of new money to the economy without raising a single dollar in taxes or fees. Where is the evidence of this?

DCC supports Christopher Barnwell Dear Editor, This intervention - informed by Rajiv Bisnauth’s “opinion piece” of February 5, 2017) and by Royston Alkins (Sportscope) on February 13, 2017 - is intended to support Christopher Barnwell’s selection on the Guyana National Cricket Team, together with the supporting facts and statistics being a member of the Demerara Cricket Club (DCC), who experienced a tough patch in the recent WI Regional Super50 Tournament.

This unfortunate turn of events is not singular to this player alone, but it would be recognised that other accomplished cricketers have at one time or another suffered a similar setback in the loss of form, exemplified by a string of low scores and poor batting performances.

The DCC condemns in the strongest possible terms the adverse and demeaning comments and aspersions by many of Barnwell’s detractors who, with some contempt, suggest that he has not achieved much since his score of 88 runs against Jamaica, whilst ig-

noring his maiden Regional first class century (148) in 2015, scored together with other significant innings in the First Class Regional Tournaments, namely viz.

• 2015 - Regional first class four-day competition when Guyana won the Regional title, Barnwell was the leading all-rounder with 475 runs and 17 wickets at an overall average of 40, placing him amongst the top three all-rounders in the Region; • In that season he got a five-wicket haul (5/37) and scored 79 runs in the same match. “What a player!!!”

• In the 2016 season, he was faced with injuries, playing five games and with his average somewhat reduced to 28; • It is also important to note and to place on record that Barnwell received a B contract in 2015/2016 seasons, but was demoted to a C, which many thought was a harsh decision and one that was deflating.

However, many should recognise that Barnwell is one of the players with exposure to leagues outside of the CPL – “therefore one

In fact, what we have seen is the total opposite of this.

We have seen an increase in taxes and fees to the tune of 10,000 per cent in some cases and billions of dollars in public debt. Solving the procurement fraud issue requires the establishment of the procurement commission and updating the necessary laws and administrative rules, and curbing illicit capital flight problem requires updating the relevant regulations and enforcement of compliance. None of these common sense solutions has anything to do with SARU. If the Government is serious about these issues, it should be putting forward legislations that would solve these problems.

To date, no such decisions have been taken, raising the question of whether these claims were based on facts in the first place.

The final claim is that Guyana was losing $188 billion through the underground economy. The definition of an ‘underground economy’ is economic transactions not measured by government statistics and ignoring government regulations and laws. The underground economy is also referred to as the ‘black market’, ‘shadow economy’ and ‘parallel economy’.

Note that these are not illegal transactions, they are legal transactions. To bring the underground economy into the formal economy, therefore, requires broad-based reforms and improved enforcement.

For example, simplifying and streamlining business registrations, the acquisition of Tax Identification Numbers (TIN), making it simple

• It is my hope that corrective measures be put in place to restore “the fate” in Barnwell as one of the better all-rounders Guyana has produced over the years and in so doing, allow him the chance to redeem himself and to wear

the maroon colours again; The DCC, in support of Barnwell, is encouraging him to return to top form and to talk with his bat and bowling efforts in his next outings for Guyana.

We, at the DCC, for our part, are confident that with studious application, dedication and solid commitment, Barnwell will eventually prevail and return to his “halcyon” days when he displayed such tremendous potential and talent to be able to catch the “nod ‘of the West Indies Selectors and be preferred for the T20 and one-day version for the West Indies team.

I personally, as President of the Demerara Cricket Club, strongly believe that the best is yet to come from this very promising and dedicated cricketer whom is still in his prime and has so much more to offer given opportunity and the right use in a team sport.

and easy for small and bottom house businesses to get registered and even establishing support systems for such businesses to be encouraged to get on board with Government rules and regulations, pay their fair share of taxes and contribute to shared prosperity of Guyanese.

And again, the government’s actions are exactly the opposite of what is required to bring the underground economy into the formal economy.

For example, the government increased the cost of acquiring TIN, increase regulations that would make it harder for small businesses, increase the effective tax rates on households and the list goes on. In short, the measures taken by the Government would feed the underground economy instead of curb it.

Note that none of this has anything to do with SARU yet again. So, the entire justification of SARU is based on problems for which SARU’s existence would not resolve and its real purpose is to empower the Executive to take justice into the Government’s hand by circumventing the courts.

Let me end by saying I do believe that anyone who stole from the public should be charged, placed before the court of law and for judgment and penalties as permitted by our Constitution. SARU Bill which would empower the Government to confiscate private property without due process is undemocratic and unconstitutional. Currently, the Government has the power to investigate and prosecute anyone who acquired

public or private assets illegally, prosecute such individuals and let the court decide their innocence or guilt, without SARU’s existence.

Moreover, the entire justification for the SARU Bill is based on policy issues for which SARU’s existence would not solve. Instead, it would be added burden on taxpayers to fund SARU’s op-

eration. Lawmakers should reject this Bill until its mandate can be made explicitly clear, sufficient evidence of the problem it seeks resolved are available, and its operation would not violate an individual right to private property and due process.

Deliberate or poor judgment?

Dear Editor, I thank you for allowing me space in your publication over past weeks to share with this nation, details on the Guyana Sugar Corporation (GuySuCo) to allow citizens to formulate their own conclusions.

In one of my letters titled “I would like GuySuCo to answer these four queries”, which GuySuCo seems to be dodging, I stated that GuySuCo’s Executive management is a hapless crew that is irrational, illogical and lacks objectivity. This description cannot be more apt, given the recent news on proposed closure of the Enmore and Rose Hall Factories by the end of 2017.

Editor, I do not support the closure of any estate because I know that it is practically possible to upgrade inefficient factories and increase efficiency in field operations.

In this analysis, I shall focus on the decision-making in the Demerara region only. At this instant, GuySuCo ended sugar operations at Wales Estate citing disingenuous reasons and have proposed closure of Enmore and the expansion of Uitvlugt. I support expansion of Uitvlugt in its entirety, however, let’s examine whether the closure of Enmore is sensible or senseless.

Firstly, at the moment, GuySuCo receives US$350/ tonne for bulk sugar and US$550-700/tonne for direct consumption sugars.

Uitvlugt produces bulk sugar, while Enmore produces and packs direct consumption (DC) sugar to international standards. With such price difference, a logical

question is, why close a factory that can deliver a product that earns US$550-700/ tonne? Secondly, the Enmore Factory has the third most superior juice extraction plant and bagasse-fired boilers after Skeldon and Albion, while its juice processing plant is more advanced for a GuySuCo DC factory, with newly installed equipment, just about five years old (eg syrup clarifier, vertical crystalliser, sugar dryer, pan stirrers, etc). Why close a factory with superior equipment? Thirdly, more than 70 per cent of cane fields at Enmore can accommodate mechanised operations such as planting, weed control, harvesting, etc. Why close an Estate with more mechanised operations? Fourthly, while all estates have a high-unit cost of production, Enmore’s unit cost is lower than some of the other estates. Why close an estate with a lower production cost?

My fellow Guyanese, you are now equipped with additional details to determine whether a proposal by GuySuCo to close Enmore is sensible or senseless.

Hopefully, GuySuCo will respond to these additional queries. It is a national tragedy that the Government of Guyana is accepting fully advice by a super-salaried team that displays the epitome of incompetence and poor judgement and unconscionable hearts. GuySuCo’s narcissistic CEO and team are directing the Government down a path of self-destruction.

or a country that was born in the ignominy of seizing the land from the Indigenous Peoples and pushing them deep into the jungle, then carving out agricultural lands on its coast and cultivating sugar to enrich Britain and the Netherlands by using labour snatched from Europe, Africa and Asia, being a Republic is not something we should take lightly. None of us.

Especially when it seems, from my readings in the press, that sugar is about to go the way of the Dodo as it did in Trinidad.

But there they made provisions for the labourers that were no longer needed. What is a Republic if it is not able to take care of its citizens? But this Thursday is Republic Day! And I’m kind of disappointed that I won’t be home, because I understand quite a lot is going on.

Although I certainly wasn’t around way back in 1970, to know personally what it must have been like to live in a country still under the rule of another, I do know that it must be better to be in control than to be controlled. And we won that right on Republic Day, to elect our Government, to make our own decisions.

WE have no other excuses for blaming “the man” for our fetters. To be a citizen of a Republic is to be “captains of our destiny: masters of our fate”.

I’ll say it again: my favourite hero in WI history

So on Republic Day at least, we should make a point of being proud to be Guyanese. On that day we commemorate the earlier rebellion of our own Cuffy, in our own Berbice, for that same struggle to be free.

We are coming up on the 100th Anniversary of the end of Indentureship: we must remember those who died in the cane fields at the hands of the colonial Police in 1872, 1896, 1898, 1903, 1913, 1924, 1939 and 1948.

But the problematic thing about it all is that most people don’t parade because of national pride. They parade to dress up (or undress) in costumes and ride on floats. Because it’s all about Mashramani- the celebration.

We’ve gotten so caught up in the celebration of festivities, that we’ve completely forgotten why we’re celebrating in the first place.

Who thinks of the meaning of Cuffy or Toussaint or dead sugar workers in the definition of what ‘freedom’ means? We argue about the Brickdam route being too short for the ‘wine down’.

And that’s a shame, because for a country with quite possible half of its population living abroad, national pride and identity is something we desperately need to see being expressed by the Guyanese still living here.

At the very least, perhaps we should keep in mind the theme for this year’s celebrations, “Celebration with dignity, liberty and greater unity”.

So this Republic Day, if you’re going out, wave your Guyana Flags. Wave them to show love for your country! And do something to make it better!

Cancer baby fighting for his life

A

family is searching for hope as doctors struggle to attend to the increasing medical challenges plaguing their two-year-old son.

Lloyd Griffith Jr was just like any other bouncy toddler with a promising future ahead until last Christmas season when his parents discovered a worrying lump in his stomach area.

Doctors at the Georgetown Public Hospital Corporation (GPHC) took a while before they confirmed his parents’ worst nightmare; their baby boy was diagnosed with stage four cancer.

It is a yolk sac tumour in the umbilical region of his stomach and according to the parents, doctors fear that the tumour is growing rapidly and extending to other organs.

Already, the disease has progressed and the child is suffering from hernia, a condition in which part of an organ is displaced and protrudes through the wall of the cavity containing it.

His tummy is swollen and his skin around his navel is peeling.

In addition, the affected region has also developed some kind of inflammatory sac, believe to be an abscess.

Little Lloyd Jr, also known as Ovir, has been bedridden in the hospital since December and his mother, who is a nurse attached to the GPHC, has not left the institution’s compound since.

The child has already completed one session of chemotherapy and has already lost most of his hair.

He has two more sessions to complete before his parents can begin thinking of surgery, any of which will be high-risk and life threatening.

His godfather, Chris Gopaul told Guyana Times that it pains him to see a lively baby boy deteriorate before his eyes.

“I know that this boy went into the hospital chubby and

regular and now he is very thin, no hair left on his head, but he is not irritable and if he had stage four cancer, he would have been crying and in a lot of pain which is not the situation… he is eating as per normal and playing,” he explained, expressing some scepticism over the diagnosis.

The parents have also expressed concerns over the doctors being forthcoming with information regarding their son’s health status.

According to the father, there are three teams of doctors attending to his son, but noted that it is challenging to get all of them together to get a better idea of what is happening with his child.

“You hear one thing from one doctor and another thing from another doctor, so you don’t really know what’s going on,” he expressed.

The mother, Amanda, also attested to difficulties from some of the doctors in administering healthcare to her son.

“One team hardly comes to see my son and when they do come, they talk for a few minutes and then leave. I just want a straightforward answer about my son’s condition,” she told this newspaper.

Another major challenge is finding the finances for the number of different tests and medical treatment their son has to endure.

His father is desperately searching for a stable job, but does odd jobs here and there just to earn an additional income to support his son’s medical expenses, as well as to maintain the everyday expenses of the family.

But for the most part, the expenses are covered by his mother who is finding it increasingly difficult to proportion her earnings to cover all expenses in their lives.

The family is pleading with the general public to assist in saving their baby boy’s life.

Resumption of project contempt of court – PPP

espite a pending court action halting the controversial Parking Meter Project, the Georgetown Mayor and City Council (M&CC) on Friday announced that it will be resuming paid parking throughout the city come Monday, a move which the People’s Progressive Party (PPP) Opposition said is a “callous” disregard of the judicature.

In a statement on Saturday, the Party posited “This is nothing short of brazen, wanton and gross disrespect for the Chief Justice (ag) of this country and Orders of the High Court.”

The Opposition pointed out that the February 16 order, or Rule nisi of Certiorari, granted by acting Chief Justice Yonette CummingsEdwards quashed the Parking Meter Contract entered into between the Town Clerk of the City of Georgetown and Smart City Solutions Inc, as well as the implementation of the said contract, and the Town Clerk has been ordered

to show cause to the court why these orders should not be made absolute on February 27.

Notwithstanding, the PPP outlined in the statement that Georgetown Mayor Patricia Chase Green has signalled that the City Council will resume the implementation of the parking meter system in the city on Monday. The Opposition believes that the Mayor would not be so bold to demonstrate such contempt for the legal process and to defy the three Orders of the High Court of this country, unless she has the support of Central Government.

“This is symptomatic of the callous disregard that the Government, itself, has repeatedly exhibited for the rule of law. It is apt at this juncture to remind of the vulgar abuse of the Chancellor of the Judiciary by the Attorney General, Basil Williams, in the State-owned Chronicle newspaper a few weeks ago and the numerous violations of the Constitution

This announcement to restart paid parking in the capital city was announced on Friday at a joint press conference between the M&CC and Smart City Solutions, the company contracted to carry out the project.

When questioned about this decision to restart the project in light of the pending court action, the Mayor explained that legal advice was sought on the matter. “My understanding of the matter before the court is one that doesn’t stop us; there’s not an injunction that stops us from operating,” she posited.

At that point, Town Clerk Royston King interjected and blocked further questioning on the issue since it was before the court.

On Thursday last, Justice Cummings-Edwards handed down a court order calling on the M&CC, and the Town Clerk, the named respondents, to show cause

why the project should not be quashed. The order was granted after an application for judicial review was made by Attorney Kamal Ramkarran, on behalf of Mohendra Arjune.

The respondents will have to present their case on February 27, before Justice Brassington Reynolds.

Also on that date, a second court action on the Parking Meter Project against the City Council filed by the New Building Society (NBS) will also come up for hearing, where the Town Clerk and Communities Minister Ronald Bulkan were ordered to present arguments why the Parking Meter Project should not be quashed.

Minister Bulkan had signed-off on the By-laws to green-light paid parking in the city last month.

The Parking Meter Project has caused wide-spread criticism with various stakeholders calling for it to be cancelled. It has also attracted mass protest actions.

GAWU gives Govt formula to keep sugar alive …pleads for workers, families livelihoods

he Guyana Agricultural and General Workers Union (GAWU) said for the sugar industry to prosper in the future, it is readily apparent that other income earning streams have to be added.

“Our Union strongly subscribes to the position that the industry needs to transform itself from being a ‘sugar’ to ‘sugar cane’ industry,” GAWU stated during its recent presentation on the future of the Guyana Sugar Corporation Inc (GuySuCo) to the Government of Guyana.

According to the Union, the entire sugar cane plant will be utilised to widen the range of the industry’s products, thus adding a number of profitable revenue streams. Apart from transitioning the industry from a “sugar” industry to a “sugar cane” industry, a sustained modernisation programme, taking into account the adoption of realistic ventures, using sugar products, must be formulated.

GAWU said the main contributor to added-value to sustain the sugar industry in the long-term will be co-generation, noting that the lone co-generation plant at Skeldon, in spite of its short-comings, has great value.

expansion in this regard given the profitability of product lines.

“The opportunities for new product brands are numerous. Critical to this venture is the need for a robust product development and a marketing programme with clear vision and focus. North American and European markets ought to be pursued with energy.

Efforts on the Geographical Indicator will boost marketing of branded products,” the body noted.

The production of bulk alcohol is also another viable business venture and another distillery in the country could be established next to a sugar factory, GAWU stated.

The Union also pointed out that fuel alcohol production from molasses is also another opportunity to enhance revenues and reduce

GAWU noted too that the Sugar CoI report also affirmed the view that GuySuCo was not adhering to known and best agricultural practices.

Perilous path

To assess the sugar industry solely on the basis of finance can lead the country down a perilous path, GAWU explained.

GAWU further stated that any closure and sell out of the estates can very well see many ordinary working Guyanese being pushed on to the breadline with little hope for the future and increasing desperation to survive.

The Workers Union posited that such a situation can become troubling for the National Insurance Scheme as many of the redundant workers would have already qualified for pensions when the contributor base would be shrinking.

Moreover, it said the contagion in the banking sector is another serious consequence that must be borne in mind as many workers have been able to secure mortgages and other loans and maybe unable to service those debts. turn to page 10

Contempt… …for Caribbean citizens

e just heard the Caricom confab of their HoG’s ended on a “high-note”. But perusing the comments of the Chairman, it does appear that the word “high” might be describing the state induced in the leaders through inhaling spliffs of that good old “Jamaican Gold”. It’s also been said to have medicinal value, in addition to its sacramental one - both of which may be needed if the Caricom HoG’s really believe the stuff they spouted.

Then again, the “high” may be referring to that high-pitch that enters people’s voices when they get all frantic and all - as in “the confab ended on a shrill note”. The frantic feeling can arise when leaders get their underwear in a knot, trying to figure out what the heck to tell the Caribbean people what they were doing the last few days. Ouch!! The best they could do was the “discussions were successful”. Of course they were!!!This is what Caricom does best - “discuss”.

Haven’t they been “discussing” for the past 44 years? These are politicians and spouting hot air is their speciality. Citizens aren’t impressed. They know talk is cheap cause its value - like of most things - is inversely related to its supply! For instance, we heard about the constraint of air connections on the main product of the Region - tourism. Well… halleluiah!!

Hasn’t this been the constraint since 1973? So now that we’ve failed separately - Guyana Airways, Air Jamaica, BWIA, and LIAT - did the “discussions” lead to an agreement for ONE Regional airline in which every member has a stake? Of course not! This is Caricom and talk’s the thing!! They called on COTED - Council on Trade and Development - to meet and DISCUSS what can be done on “air transportation”!

Another discussion was on “the crime situation”. And what’s to be done? Well, the HoG’s will order some more studies to find out what’s the source of the burgeoning crime rate in the Region!! The studies, of course, will supplement the others that have been done since 1973.

A new Annex might have to be built - in addition to the one already built and occupied - to house all the studies on this and other “hot” topics.

On the matter of what the organisation was actually formed to achieve - the CSME - the leaders made a stupendous decision on one aspect - the “free movement of peoples”. They announced they were “concerned” why previous decisions weren’t implemented and stressed the need for “the relevant ministerial councils and committees to meet and DISCUSS the situation”!!

And they know we’ll buy this BS. Hence the contempt.

Electoral system in desperate need of upgrades – PPP

eople’s Progressive Party (PPP) Commissioners on the Guyana Elections Commission (GECOM) are expressing grave concerns about delays in modernising the entity and the way it conducts elections.

During a press conference on Friday, Commissioners Robeson Benn, Sase Gunraj and Bibi Shadick took the position that Guyana’s electoral system is lagging when compared to other Caribbean countries.

“I want to move on to noting also our grave concern with the lack of progress on the implementation of those issues in respect of enhanced biometrics,” Commissioner Benn stated.

and electronic verification of electors; electronic tabulation of the results of future elections in Guyana and the electronic transmission of those results.

“We have had long discussions and even before we got to GECOM there have been discussions about the modernisation of our electoral system. Guyana has fallen way behind other Regional countries with respect to this matter.”

“Jamaica and others have put in place systems for proper, transparent and integral verification of electors. And making sure that verification of electors is transparent.”

the GRO. Felix had also said that the overall aim of the project was to ensure that each citizen has one identification card that will include all relevant information from birth.

According to the Minister, biometric information such as fingerprints and possibly retinal scans that will erase the need for additional forms of identification such as a National Insurance Scheme (NIS) card and a Taxpayer Identification Number (TIN) would also be included.

However, Shadick said that these developments are cause for concern, as this seems to be an effort

to transfer the registration process to the Citizenship Ministry. Additionally, she complained of the lack of meetings at GECOM. “This is very troubling to us. You cut the budget saying that you’re not going to do any house to house registration. While the Chairman is on leave, no meetings in the Commission are being called.”

“So whatever is going on is going on outside the knowledge of the six GECOM Commissioners who are constitutionally appointed.”

In 2015, following the General and Regional Elections, there had been delays in releasing the results of the elections. GECOM had stated at the time that certain checks and balances in the Representation of the People’s Act had to be followed, hence those delays.

Specifically, there were delays in receiving Statement of Polls from Regions such as One (Barima-Waini), Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni).

Eventually, disputed results led to the People’s Progressive Party seeking redress in the High Court.

News Guyanese stabbed to death in T&T W

ith the increasing crime rate in the twin island Republic of Trinidad and Tobago, a Guyanese national was on Saturday morning stabbed to death at his Chaguanas home.

Dead is Meshack Mentore, also called “Joel”, 29, formerly of Lot 216 Stephen Street, B Field Sophia, Greater Georgetown, and of Henderson Street, Chaguanas, Trinidad.

Trinidadian Police suspect that Mentore was killed during a dispute with his lover. A Police report stated that at about 11:15h, his roommate found him in the living room of their apartment, unresponsive and bleeding from multiple stab wounds to his neck and chest.

The roommate said he

last saw Mentore alive at about 04:00h when he was going to the bathroom.

Mentore, a restaurant host, was pronounced dead at the crime scene and his body was removed for an autopsy on Monday at the Forensic Sciences Centre in St James, Trinidad.

Valarie Mentore, mother of the dead man told Guyana Times that she received the news about her son’s death at about 14:00h.

“All the person told me was that Joel was stabbed to death… they did not say what might have trigger the murder, but the Police have arrested the roommate,” the mother stated.

The woman stated that she last spoke with her son on Friday after he called for her to go and collect some money he had sent. She explained that her birthday

was on Valentine’s Day and one of her daughters will be celebrating her birthday soon and as such, her son sent some money for both of them.

The woman further stated that her son left Guyana several years ago, but he would often visit. “I don’t

“Sato, na worry wid Hari,” advised Bungi, who wanted his beer to continue flowing. “Tell me w’ich big wan yuh see!”

Satiricus perked up. “Well, there were the Big-Harry people who own all the banks and stuff. And dozens of other business people and big shots.”

“Really?” asked Bungi with eyes opened wide. “An’ dem bin a march wid sign and an’ t’ing?”

“Yes!” exclaimed Satiricus as he pumped his fist. “But most impressive was the Security Man who called for a subway under Georgetown before allowing parking meters.”

“Does he know subways cost about US$500 million per kilometre?” demanded Hari. “Where will the money come from?”

“Na worry ‘bout da,” interrupted Bungi. “Tell me who mo’ yuh see.”

“Lemme think,” said Satiricus rubbing his chin. “Aha! There was the former Talker of the House with his placard!”

“Yeah!” said Hari sceptically, as Bungi appeared to go into shock. “I saw in the papers he had one of his servants holding an umbrella over his head!”

“It’s the thought that counts,” smirked Satiricus. “The man was there with the protest!”

“Who yuh seh bin a de meter protes’?” asked Bungi a tad brusquely.

“The former Talker?” said Satiricus.

“Me tink me bin hear wraang!” said Bungi. “Dis man was abee unian lawywe fuh ten year!”

“What does that have to do with the meter protest?” demanded Satiricus and Hari simultaneously.

“Well abee canecuttah protes’ in front a Prezzie new green affice las’ week too,” said Bungi savagely. “How come he na bin deh, when all abee lose abee wuk?”

“Well, Bungi ole friend,” said Hari quietly, “if you lose your jobs, you can’t pay the big time lawyer no mo’!!”

Women in the military: Retired officers reflect on serving

his year the Guyana Defence Force (GDF) celebrated the Golden Jubilee of the Women’s Army Corps. In commemoration of 50 years of welcoming women to the Force, GDF executed a series of activities to celebrate this milestone, as well as to honour female members in the army. While some of the women were decorated, others received different recognition for their service to their country. Guyana Times met with two veterans who were among the initial intake of women and they reflected on their time serving in the army.

In 1967, when the then Prime Minister, Forbes Burnham made the move to induct women into the Guyana Defence Force, Thorne was already under his employment. As such, she was asked by Burnham to join the Force and went on to be among the first 60 women to enlist as officers of the army.

ations as the women were originally recruited to relieve the men of administrative and domestic duties.

She later took on typing and her time at the registry led

the Force and is always ready to serve whenever called upon.

She worked her way up to the rank of Sergeant and then retired in 1985, after which she was called back to serve until 2005.

Sergeant Thorne received several recognitions for her service and is the holder of three military medals. In 1976, she was decorated with the Military Efficiency Medal, followed by medals for both 25 and 40 years of service.

Sergeant Claudette Throne reflected on her time in the army as a great experience, one which she thoroughly enjoyed.

It was an honour for her to be among the first batch of women welcomed into the GDF, setting the path for generations to follow.

Her experience as an army woman has thought her great discipline, especially with respect to time, which is constantly applied in her current involvements.

While the majority of her colleagues are either deceased or have migrated, the retired Sergeant remains in connection with

She functioned as the Secretary to the General Manager of the Department of Transport and Harbour prior to her enlistment. It was during her employment there when she came across an advertisement for a personal assistant in the army.

After serving in the capacity of personal assistant to Colonel Pilgrim, Officer King pursued a Military Conversion course in 1978 to improve her station. She later severed under Colonel David Granger (now President) until 1986 when she went on to study sociology at the University of Guyana.

Colonel Christine King served in several capacities during her 28 years in the army. She was assigned Officer Commanding, Base Commander, Staff Officer and even Commanding Officer of the Women's Army Corps (1995-2004). Her duties were mostly administrative and included organising parades, recruitment and discharge. Lieutenant

Colonel King was honoured on several occasions for her service and accomplishments in the army.

She is the recipient of the Military Efficiency Medal as well as the medal for 25 years of service and the National Award- Military Service Medal. She also had the honour of being the first woman in the army to obtain a Master’s Degree and accompanied President Burnham and the First Lady to the Royal Wedding in 1981.

She pointed out that one of the memorable experiences of her tenure was being a private equerry to Queen Elizabeth on her visit to Guyana. The GDF has taught her to take action and develop strength which she adapted in her subsequent attachment.

After retiring from service in the GDF, Sergeant Thorne continues as a confidential officer at her Church for nine years and counting, while Colonel King assumed manage-

rial positions, previously at the Ethnic Relations Commission and currently at Frandec and Company Inc. The veterans express pleasure in being given the opportunity as women to serve in the army and indicated that their experiences were mostly positive. They alluded to their time as being an era where the army women were reliant on each other and were even supported by the men. The retired officers are urging young army women to wear their uniform with pride as it is a symbol of service and discipline.

Wales severance fallout

Cane cutters to continue protest A

s hundreds of Wales cane cutters continue to register their frustration against the Guyana Sugar Corporation’s (GuySuCo) non-payment of severance, a series of follow-up protest actions are planned for the coming days. The sugar workers noted that GuySuCo is “forcing” them to transfer their service to Uitvlugt Estate on the West Coast of Demerara, on the grounds that they will maintain them on the Wales payroll.

The workers are however demanding that they be paid severance on the basis that they cannot be compelled to travel 22 miles from their point of origin.

According to information

reaching Guyana Times, the workers will picket the Wales Estate’s management on Monday morning.

This will be followed by a public meeting with workers and residents at the Patentia Square on Tuesday afternoon. This publication understands that workers intend to stage additional protests at other locations of entities attached to GuySuCo, including the Sugar Corporation’s Head Office at Ogle, East Coast Demerara.

The Corporation had told the public that the Uitvlugt Estate is being upgraded to increase its production from 20,000 to 40,000 tonnes of sugar annually. On this basis, GuySuCo had reiterated its demand for labour.

In a statement to the press, the Corporation also registered its “frustration” publicly over the moves under-

taken by the union which it had deemed as “anti-business, anti-management, anti-discipline and anti-GuySuCo tactics”.

However, the Guyana Agricultural and General Workers Union (GAWU) noted that the Corporation’s contention that redundant workers from Wales Estate being paid severance payments, was “plainly misleading”. The Union had further said its workers being labelled as disingenuous best fits GuySuCo and, seemingly, the Agriculture Ministry.

“There is no merger of Wales and Uitvlugt factory operations as asserted in the statement. The fact is that cane cultivation and

sugar processing have ended at Wales and the estate is now sadly closed. No amount of semantics can wish away this depressing fact,” GAWU had said.

The Union said further that workers were concerned about their job security, and expressly called for Wales not to be closed in order to save their main source of livelihood.

“They, at no time, promoted the transfer of their jobs some 22 miles away to Uitvlugt. Their call unfortunately fell on deaf ears and did not find favour with the Administration. Now, GuySuCo is seeking to rub salt in the deep wounds it inflicted by trampling on their right to severance pay and seeking to cover its insensitivity by resorting to hackneyed and old claim of ‘politically instigated’”.

In early 2016, Guyana Times broke the news of Government’s intention to close the Wales Factory.

Shortly afterwards, Government confirmed the end of sugar operations at Wales Estate, citing cost as the main factor for closure. It was later disclosed that rice will be planted as part of the diversification plan, but it remains unclear when the first rice crop will be reaped.

E

verybody is fed-up with one thing or another. The positives that were expected from the change of government have come to absolute naught and criticisms of the Granger Administration are coming thick and fast and from every direction.

There is no “A” grade here and in a truly democratic country, this Government would have been booted out already by a unanimous no-confidence vote from the National Assembly. But Guyana is held hostage by its race politics and there is no putting country before party Ryhaan Shah at any level of governance or society.

We moved from brutal colonial politics to self-government that continuously fails to deliver any good life, and whereas the Granger Government is facing three people’s protests, this triple-threat is unlikely to birth a unified mass movement that could be the catalyst that would transform our national landscape in every way.

Two years after the signing of the Cummingsburg Accord, that agreement is in tatters. From the first when Prime Minister Moses Nagamootoo was denied the chairmanship of Cabinet meetings – as agreed to in the Accord – the verdict was in.

What has followed is a clear descent into Burnhamism: poor economic strategies; serial corruptions; PNC paramountcy; and an anti-Indian racism that is openly flaunted in every area from the composition of the civil service and State boards (the GPHC Board being the most recent) to the unjust treatment of the predominantly Indian Guyanese sugar workers following the Wales Estate closure.

That the sugar industry, which has historically significance to every citizen can be so meaningless to a Guyana government that it can simply shrug off a severance-pay dispute that affects hundreds of workers is not unlike the treatment our foreparents received at the hands of the colonial planters.

A similar heartlessness is evident in Government’s gouging of the pockets of parents who choose to send their children to private educational institutions. Finance Minister Winston Jordan’s remark that parents have a “choice” was his “let them eat cake” moment with all the attendant haughtiness.

Freedom of choice is a fundamental democratic right and only a Government that cares little about our children and our country’s future would resort to punishing parents who make enormous sacrifices to give their children the best possible education.

And, anyway, what is the “choice” when Government concedes that the public education system is in need of comprehensive reform?

To sign the petition, go to: http://www.ipetitions.com/petition/education-vat-free The other contentious issue facing the Granger Government is the obscene SCSI Parking Meter Contract signed by Mayor Patricia Chase Green and three PNC Councillors.

Now that the details of the contract have been made public, everyone understands why they wanted to keep it secret. They have, basically, sold off the city and the rights of the citizenry to SCSI and Attorney General Basil Williams who perused the terms of the agreement saw nothing wrong with it legally or otherwise.

The still unanswered question is: what did the four signatories stand to gain from this obscenity?

The matter is now before the courts and the M&CC will have to show just cause why the contract should not be revoked.

That these three issues have attracted large protest support shows that there is a healthy level of civic-mindedness and fearlessness among Guyanese, and that they are willing to demonstrate their indignation and frustration with the hope that their voices will be heard even by a Government that continues to be tone-deaf and uncaring.

The protests are all underlined by financial concerns at a time when Guyana’s economy is contracting. The Private Sector Commission is sounding the alarm about its loss in confidence in the Government because of their ill-judged statements and inability to attract new investments to energise the business sector.

With the Granger Government behaving as if the country is actually making progress when all the statistics and analyses – and protests - show otherwise, Guyana seems to be suffering from the same kind of leadership, as in the US, that insists on its own “alternative reality”.

This was the case during the Burnham era, and the loss of confidence within the business sector reflects real fears that Guyana is being taken down that path again.

If we are indeed returned to that dark time, protests will once again be met with intimidation and State-sponsored violence.

Perhaps, the protests could all converge into a unified mass movement and become the first step in that longed for change that would steer Guyana in a positive direction.

56 suicides in Essequibo in 24 months Younge’s Take …273 attempted cases reported … Govt’s lack of response criticised

ver a two-year period, some 56 Essequibians have committed suicide, signalling the need for more mental health workshops, counselling centres and the active involvement of the Private Sector in curbing the worrying issue of suicide in Essequibo.

This is according to statistics provided by the Suddie Public Hospital statistical department in Region Two (PomeroonSupenaam).

According to records from the statistical department, the practice claimed 27 lives in 2015 and 29 in 2016, with 143 attempted cases in 2015 and 130 cases in 2016.

Hospital records shows that the most prevalent method used was the consumption of poisonous substances and most cases were as a result of domestic and/or abusive relationships.

In the past, key stakeholders and several religious organisations joined the fight against the social ill; however, there is still need for the continuation of these programmes and workshops.

People’s Progressive Party, Region Two Councillor, Arnold Adams, Head of the Regional Health and Sanitation Committee said he is appalled by the number of suicide cases within the region. Adams, who presented a report from the last meeting of the Sanitation Committee said a report was submitted to him by a statistical officer on

the figures.

Based on reports, the majority of the victims were of East Indian descent, with domestic violence playing a major part in their decisions to take their lives. Persons with chronic diseases were also among the victims. Statistics indicate that most of the victims consumed poisonous substances but others also drank kerosene and overdosed on medications.

Adams said that many organisations tried counselling, but that has proven ineffective to some extent in slowing the rate of suicide.

The Councillor said their needs to be an in-depth analysis of the scourge and called on religious leaders from various faith-based organisations to advise young people as well as give guidance and support where needed.

Adams said suicide is not the way out and persons should confide in someone or ‘always keep God close’.

The regional Councillor is also urging victims of domestic violence to seek help from counselling centres and mental health clinics, insisting that they report domestic violence matters to the Police. He also strongly urged those abused not to drop the cases against their abusers when it reaches the court.

Records indicate the region’s suicide victims were both males and females, ranging in ages from 14 years to 66; with the major-

ity being female. Two persons along the Essequibo Coast have so far taken their lives in 2017.

Meanwhile, Government has received heavy criticism from several stakeholders including The Caribbean Voice which has always called for the reimplementation of the Gatekeepers Programme.

The organisation in a recent statement pointed out that of the programmes introduced to deal with suicide, in its estimation, the initiative that holds the greatest potential for reducing the incidence of suicide is the Gatekeepers Programme. Here, individuals from communities concerned about the scourge are trained by professionals so that suicidal persons will have culturally compatible persons to whom they can turn.

The Caribbean Voice noted the views the Health Ministry’s ‘suicide deterrent measures’ which were introduced with a certain degree of skepticism. For one, efforts to ensure that existing laws and regulations regarding pesticide sale, use and storage, are being enforced, will have no impact unless these attempts are part of a concerted pesticide suicide prevention strategy, such as the Shri Lankan Hazard Reduction Model, which has been lobbied for by The Caribbean Voice since 2015, and which is, by far, the most successful pesticide suicide reduction plan ever. “We strongly believe that should Guyana approach the World Health Organisation, a similar level of assistance may be offered as was available to Shri Lanka,” the organisation pointed out.

Mr Granger’s ‘high-grade’

R

ecently, President David Granger expressed satisfaction over the manner in which his A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition Government was managing the affairs of the country. He even had the temerity to give his administration an “A-grade” for its performance after being in Government for a little over two years.

Mr Granger, in light of his Government’s declining popularity, argued that the administration was busy “cleaning up” the mess left behind by the previous People’s Progressive Party administration which had been in Executive office for close to 23 years. He promised that Guyanese could expect better governance at the end of his Government’s Michael Younge “first tour of duty” explaining further that by the “second tour of duty” things would move “faster” once they managed to complete the clean-up process.

The President also expressed the view that citizens are enjoying the ‘good life’ under his Coalition and are in a far better place now as his administration understands what is necessary to achieve a higher standard of living and socio-economic growth.

Whilst some might agree with the President depending on the quality of life they have endured over the past two years, a majority of the populace do not. In fact, some might even argue that the President is living in the land of Narnia and is probably using a different pair of glasses to assess the realities outside of State House and the Ministry of the Presidency.

The fact that Mr Granger could make such a bold declaration publicly whilst Guyanese are protesting daily and complaining about the declining bill of health of their investments and personal economic fortunes indicates just how removed he has become from the ordinary citizenry since assuming Office in May 2015.

Granger is not the man he was when he was in opposition. He does not stand for the same principles. He does not speak with the same moral conviction as he did before when addressing matters of governance, corruption and inclusivity. The former Guyana Defence Force Brigadier has blossomed into an ordinary type of politician who is loyal to his party first and is concerned about security of tenure.

This may explain why he is so removed from the press and only makes an appearance when it’s time to save face, especially when scandals are at their climax and his own reputation is at stake.

Two years on and Mr Granger still does not understand the fundamental role that he must play in his Cabinet in order to send a powerful message to his Ministers that they must deliver tangible benefits to the people. Right thinking and decent Guyanese are still at the mercy of the misfits and shady characters who are in his Government and close to the APNU, as well as AFC (known and unknown financiers and partners).

These days, President Granger appears to be taking a hands-off approach to the affairs of the country as he is taken up performing the symbolic duties of Head of State and Government. Can he say what the price is for a loaf of bread at Stabroek market and whether it has become more affordable since he took Office? Can he say what is the cost for a pint of skim milk, a pound of cheese or even a pound of sugar at a normal community shop or supermarket?

The truth is, things are worse now than they were when Donald Ramotar and Bharrat Jagdeo served as Presidents.

Commodity prices are sky-high and Mr Granger’s Government has unleashed an economic warfare against its people particularly the poor and vulnerable via taxation. Crime is increasing, whilst the Police are failing in their duty to demonstrate higher levels of professionalism.

Mr Granger’s Government is changing the fun and excitement associated with every event that unified Guyanese and has brought calamity to the society. Just look at what Mashramani has morphed into! His Ministers who now wear arrogance like a medal around their neck, appear incapable of dispatching their responsibilities.

The honey period is over and so is the time for smooth, yet empty political banter. No one is convinced that the scary spate of legislation brought by the Government to go after State assets and those who they belief have squandered State funds will set the country on the right path. It is creating a more divisive economy where both domestic and foreign investments remain low because of the rising levels of uncertainty.

Mr Granger must know that Guyana today under his stewardship closely resembles the Guyana of yesteryear when the PNC ruled. If he is not serious about changing and modernising the political philosophy of his Government then he will have no second term. No amount of rigging could influence the outcome of the ballot if the collect will of the people is to use their power to unseat his Government at the next elections.

He will surely get the grade he deserves if he does not cleanup the mess his own Government has caused over the past two years.

New bird flu virus

Guyana must be on alert – Dr Ramsammy

he World Health Organisation (WHO) is monitoring new outbreaks of Avian Influenza (bird flu) among poultry populations in several countries and Guyana must be on the alert, according to former Health Minister Dr Leslie Ramsammy.

Since November, the WHO has documented bird flu outbreaks in poultry and wild birds in at least 40 countries in Asia and Europe and some human deaths in China. These outbreaks have led to large scale culling of poultry in several countries.

Dr Ramsammy noted that the world's premier public health organisation is urging countries to closely monitor these outbreaks and to maintain active surveillance, whether countries are near these outbreaks or not.

“Guyana must be on alert. Both the Ministries of Health and Agriculture must work together in an active surveillance programme. It is not too soon to at least think of a dual sector program,” he urged in a statement on Friday.

The H7N9 avian virus has killed 87 people in China between January 1 and February 12 this year.

epidemic in China. The present outbreak with at least 87 deaths so far is worse than the original H7N9 flu outbreak in March 2013. For the first time, human cases of the deadly H7N9 virus have emerged in China, Taiwan, Japan, South Korea, Hong Kong and Macau. There are at least five other flu viruses presently circulating in China. Several others are spreading in various Asian and European countries.

Two types of bird flu, H3N2 and H5N6, have claimed large numbers of chickens and domestic birds in South Korea and the United States this year, and have spread to domestic cats.

“It is troubling that so many different kinds of avian virus, all with worrying virulent rates, are spreading in different countries simul-

taneously,” Dr Ramsammy expressed.

The WHO’s "high alert" was issued on January 23, 2017. It does not require any specific action to be taken by countries such as Guyana, but it does require vigilance and an active surveillance system among wild birds and poultry.

Dr Ramsammy presumed that it may also require surveillance of people coming from countries affected.

In the USA, the CDC issued a health advisory for people traveling to China, and Guyana ought to do the same.

The former Health Minister noted that if the outbreak worsens, the WHO will next issue a "public health emergency of international concern" advisory.

He said at that time, Guyana and other countries must take specific action.

“If avian flu virus enters Guyana it is likely to do so through wild birds, most likely, or through human cases entering Guyana through our air or shipping ports,” he explained.

But he noted that “hopefully, none of these will reach Guyana.”

In this regard, Dr Ramsammy is urging the authorities in Guyana and in Caricom to be vigilant and not to be caught by surprise.

Maths “crisis” hits Region 10 schools

fficials in Region 10 (Upper DemeraraBerbice) said they are concerned about a Mathematics “crisis” gripping schools across the region.

Regional Chairman,

Renis Morian, recently said he will be writing the Chief Education Officer in an effort for him to meet with a delegation from the Regional Democratic Council (RDC) to have an overall look at education delivery in the region. He

noted that the RDC will also consult with the Teaching Service Commission on this, and other issues plaguing Region 10 schools.

“While nationally, there is bad results as it relates to Maths, we are concerned

about Region 10. I am concerned about the output as it relates to Mathematics in Region 10. So, as part of some of the things that we’re going to talk about, we’re going to talk about the way forward for Mathematics… We’re persuaded that people are learning Maths from the level of primary school, even from nursery…” Morian stated.

Intervention

Meanwhile, Chairman of the region’s Education Committee, Denise Belgrave said in response to the countrywide issue, the emergency Mathematics intervention would have already commenced in Region 10, due to the low performance of students at the National Grade Six Assessment (NGSA) last year. Belgrave, who is also one of the mentors of the programme, said while the commencement of the programme is a little late, owing to the fact that the NGSA is just around the corner, mentors and teachers are working, nevertheless.

“What we have found lacking in classroom, is a lot of resources for the teachers to use with the different children because they are of different levels, different abilities. Children have to have different strategies. Most of the complaints are materials in the classroom. We would have given, from the level of the Department of Education, some materials to the Grade Six teachers to reward the children, but for the use in the classroom for the children, we’re lacking there,” Belgrave said.

She noted further that the programme needs the support of parents, as she stated that they are expected to be updated on the programme at Parent Teachers Association meetings. She said at this time it is a very difficult task, since teachers are engaged in revision and some are sceptical about being assessed. Regardless, she said the programme will commence at the Grade Five level in April. (Utamu Belle)

Eight electrifying races are billed for the one-day event, with the feature event being a one mile sprint for horses classified `D 1 and Lower’ with the winner taking home $700,000 while the second to fourth place finishers will receive $350,000, $175,000 and $87,000 respectively while registration is set at $85,000.

Another seven furlong race is on the cards for horses classified `H 1 and Lower’ with the winner riding off with $220,000, while the second, third and fourth place finishers will receive $110,000, $55,000 and $28,000 respectively. Registration is set at $25,000. The opening event will see horses classified ‘L-Non Winner’ battling for honours in a `L- Non Winner’ event with the winner receiving $100,000, the second place finisher will collect $50,000, while the third and fourth place finishers will receive $25,000 and $13,000 respectively for

Horses classified `I 3 and Lower Non-Winner’ will also be in action over six furlongs with the winner taking home $150,000 while the other three performers will receive $75,000, $38,000 and $19,000 respectively.

The other six furlong race is for horses classified `E 1 Maiden and F and Lower.’

The winner will receive $400,000 while the other top three performers will cart off $200,000, $100,000 and $50,000 respectively.

The ‘L Open W/A’ class will see horses galloping over five furlongs with a top purse of $110,000 while the second, third and fourth place finishers will be receive $55,000, $27,000 and $14,000 respectively.

The ‘Three year old Guyana Bred Maidens will also be in action covering a

distance of six furlongs for a top prize of $200,000. The second place winner through to fourth will cash in with $100,000, $50,000, and $25,000 respectively.

The final race will see the best in the ‘K and Lower class looking to snatch the $120,000 first prize when the race along the five furlongs. Second place will receive $60,000 while third will take off with $30,000 and fourth winning $15,000.

“W

e want to focus on youth basketball this year, develop a nursery in Linden so it will be from schools straight to the clubs, youth basketball is our key and focus,” those were the words of Lawrence Simon, President of the Linden Amateur Basketball Association (LABA) in a recent interview with Guyana Times Sport at the McKenzie Sports Club (MSC).

The Association is currently hosting its Hamid Foundation Under-23 basketball championship which Simon believes it is a great way to begin the initiative.

He explained that “we will conduct a ‘Fan-out’ exercise, where each of our Linden clubs will be adapting schools, so will have a structured programme for each school.”

To achieve this endeavor, the President is hoping that he can he can receive support from corporate society and government to help develop the facilities.

“Facilities [are] needed, since we want to develop starting in schools; the schools right now are lacking facilities, and that is needed, if we want to start a nursery by going into he schools, it means we need facilities,” the President stated.

He added, “We have a few courts and grounds but they need some refurbishing and some need lights;

we have spoken to several persons and it is still a go slow, we have started our own work, but we can only do so much, we need the support.”

The development of the sport is not limited to the mining town as the President is hoping to expand to the entire region 10.

he Surinamese are here and ready to redeem themselves at the first event of the year for the Guyana Amateur Boxing Federation (GABF), BrisMac Promotion’s Nuff Cuff which is set for tonight at the National Gymnasium, Mandela Avenue.

Speaking at a press conference on the eve of box off, the Surinamese indicated that they are here to make a statement after Guyana thrashed them in their own backyard.

Speaking on behalf of the host President of the GABF Steve Ninvalle extended welcome to the visitors, recapping on the friendship the two countries share as well as giving reason why St. Maarten is not here.

“On behalf of the Guyana Boxing Association, I want to say welcome to Suriname, who has been an extremely good friend to Guyana as it relates to boxing and they would have taken up the invitation. We would have also invited St. Maarten but they had flight problems but Suriname made sure they made it to Guyana to be a part of this event,” Ninvalle stated.

Ninvalle went on to elaborate on the layout

of the 15 fights carded, of which Suriname will be in action in four of those fights. He added that the Surinamese are strong fighters in mind and body and will definitely be good competitors tonight.

Meanwhile, President of the Suriname Boxing Association (SBA), Remie “one hand warrior” Burke indicated the pleasure of being here with hopes of bringing back the sport to its glory in Suriname.

“First of all I am glad to be here, my goal is to bring boxing back to Suriname” noting that it was big before but now it is getting slow but is trying to bring boxing back to the highs of the Suriname people. The SBA President gave Guyana credit in being more experienced as he, along with the SBA will be looking to get experience from the local Federation.

- Leal returns from injury

hirty cyclists took to the starting line on Saturday for the 26th annual R&R 11 race cycling meet where Team Gillette Evolution’s Paul De Nobrega continued his fine form to win the featured 35-lap school boys and invitational race when the National Park’s inner circuit was transformed to the wheelsmen’s playground.

Taking the Hassan Mohamed-organised race in a time of one hour 15 minutes and 19 seconds (01:15:19), De Nobrega along with Team Cocos’ Hamza Eastman and Linden Bauxite Flyers’ Shaquel Agard broke away from the pack early on as the three riders controlled the pace throughout the race.

It was a constant back and forth between Eastman and Agard as they exchanged first and third while De Nobrega held firm in second position and patiently waited until the final few laps to raise up from his saddle to take over the race. Once he took the lead, it was no turning back.

In the end, it was Eastman who took the second spot while Agard joined them on the podium in third position.

Team Cocos’ club mate Jamaul John notched up a good performance to come in fourth while We Stand United’s Andrew Hicks and Team Evolution’s Michael Anthony copped fifth and sixth respectively.

Speaking with Guyana Times Sport after the race, De Nobrega said it was all part of his plans for the year, distancing himself from

the negatives and focus on winning. He noted that he was without his trainer for quite some time but is now together once more, with the results are showing.

“This year I plan to start cycling back seriously and I am back with my coach Wayne Henry from Canada.

I now started back to get some mileage with him and so far I am getting results,” De Nobrega said while adding that he has always shared success with the coach.

The champion rider went on to say that he paced his race well and it was the mindset that he could out sprint the others if and when it came down to that for him to take home the win.

Also in the thick of things was Team Evolution’s golden boy, Raul Leal who has recovered from injury and is back on the saddle.

Though Leal did not position in the race, he indicated to this publication that in about one month’s time he will be back to winning ways. Back in 2016, Leal was part of a motorcycle accident that took months off his career.

The other racers to be awarded for their outstanding performances by the representative of R&R international Ltd. Were Kenwyne Collins in the 1214 years boys and girls three lap. He was followed by David Hicks and Tomar Holigar in second and third respectively.

Meanwhile, after the completion of the race, President of the Guyana Cycling Federation Horace Burrowes addressed the gathering with some good news. Burrowes indicated that he will contribute $20,000 for the inclusion of a Mountain Bike category in the Forbes Burnham Memorial 3-Stage which pedals off today. The race begins in New Amsterdam and heads to Rosehall before returning for the finish.

taggering from one disaster to another, Essequibo plummeted to 20 all out in their second round match of the Guyana Cricket Board Senior Female Inter-county tournament on Saturday at the Everest Cricket Club ground, Georgetown.

Having only scored a bewildering 15 runs on Thursday against defending champion Berbice at the same venue, there was a procession of wickets from the pitch to the pavilion for the girls from the Cinderella County as they went down by 10 wickets this time to hosts, Demerara.

Skipper and rightarm medium pacer Akazie Thompson mesmerized the visitors with six wickets for eight runs from her mean 4.1 overs in glorious sunshine.

Hope, Holder lift Pride to title S hai Hope hit a second successive hundred as Barbados Pride rebounded from a slow start to beat Jamaica Scorpions by 59 runs in the Super50 final on Saturday evening at the Coolidge Cricket Ground in Antigua.

Choosing to bat the Pride were bolstered by a very good century from Shai Hope and 69 from skipper, Jason Holder, to take them to 271. The new champs were initially slowed by the spin bowling of the Jamaica Scorpions, as Jonathan Carter, Roston Chase, and Shane Dowrich failed to help the middle order get back into the game after the loss of Kraigg Brathwaite and Kevin Stoute early up. Hope, stood strong though, getting to 50 after some 30-odd overs, then accelerating along with Holder, from the 40th through to the 46th.

The century, Hope’s second in as many games after a tremendous innings of 125 in the semi-finals, came off just 98

deliveries and included five fours and five sixes.

Holder was explosive as well, getting to 69 off just 47 deliveries.

Pacer Jerome Taylor was expensive, going wicketless for 50 runs from just six overs.

Taylor’s sixth over went for 24 when the Pride, through Hope and Holder, put their foot on the gas. Reynard Leveridge was also in some trouble before he recovered to take the wicket of Carlos Brathwaite, and end with figures of 1-37 from his six. The spinners, John Campbell (2-35) and Damani Sewell (1-40) were instrumental in keeping the Pride’s scoring in check.

Nikita Miller, the Scorpions skipper, was bowling very well until his final over, went for a few, to leave him with figures of 1-48 from nine, while Damion Jacobs, 1-31 from six, was not bad.

bowling just three overs. He was also a little expensive, going for 27, but the two wickets he bagged, Holder caught on the long-on boundary, and Sulieman Benn, bowled, were important.

In reply, the Scorpions could not repeat their semifinal batting heroics and were bundled out for 212 halfway through the 45th over. All of the Pride bowlers were on target and never allowed the formidable Scorpions batting to get on top. There were no significant partnerships with Rovman Powell with five fours and for sixes hitting the top score batting at number eight. Powell added 59 with Jacobs but it was not enough to give the Scorpions another regional title.

Sulieman Benn used his experience and was the pick of the bowlers while pacers; captain Holder, Kemar Roach and Carlos Brathwaite shared six wickets to give the Pride a welldeserved eighth regional 50over title.

Marks wins GABBFF Presidency

n what could only be described as an influx of new faces into the governance of the Guyana Amateur Bodybuilding and Fitness Federation (GABBFF), a new look board was elected into office at the Guyana Olympic House, High Street, Kingston on Saturday as the Federation held their Annual General Meeting (AGM).

Coel Marks, a 30-yearold businessman and former competitor will now lead the new body for the next two years as he won 17 nods to take over the helm of the GABBFF from outgoing president, Attorneyat-Law Keavon Bess as he only managed to get the green light from 14 voters. The new president will be assisted with the services of businessman Sean Satrohan who will be serving as his deputy while Lisa Ahmad will now serve as the General Secretary, Steven Roberts as Organising Secretary and Economist Roger Rogers taking the role of Treasurer of the Federation. International Bodybuilding Federation certified judge, Frank Tucker was the Returning Officer.

Marks, taking a more financiallyfocused approach, pointed out the fact that his body is filled with individuals who are all au fait with the ins and outs of finances, particularly since the Federation is cash strapped.

“What our team will bring is a different approach and perspective towards it and off

the bat we have strong economic ties, the VP [vice-president] has very good relation with the business community, a strong treasurer who is an economist so he understands money so he knows to operate and how to generate money,” Marks said.

The new president went on to say that “We are going to look at areas the incumbent left behind and enhance those as we are a fresh group, all excited as first time board members and are all passionate about the sport.”

Past President, Bess and Vice President, Huge Ross all extended congratulations and offered their full support at making the Federation better and carrying it for the next two years.

here are perhaps very few persons who do not know of Bob Marley, considered one of the greatest singer/songwriters in the world today; a world that commemorated his 71st birth anniversary on February 6.

Born Bob Nesta Marley in 1945, he would grow up to become an icon to many.

But before this recognition he would endure the tough life of poverty in post-World WarII Jamaica, where the very streets would help create the legend today.

As a young boy in the mountainous rural community of Nine Miles, where he was born, he was nurtured among those who proudly preserved their African heritage, particularly in the art of storytelling. This provided young Bob Marley with a culture beyond the official textbook history of his people, that became the root and heart of his later music.

Growing into his teen years, he moved to Kingston, the capital city of Jamaica, settling in the squatter settlement of Trench Town in the west of the city, so called because it was built over a sewage trench.

The streets of Trench Town were tough, filled with gangs and other unsavoury characters, all involved in many unsavoury activities, but Bob Marley learned to be even tougher and his street-fighting skills soon earned him the nickname Tuff Gong among the ghetto’s residents.

But like Nine Miles, the community retained a strong sense of culture, and it was here that his musical talents were nurtured.

By the 1960s, as the island saw the beginning of its music scene, a unique form of music developed called ska.Considered the

Jamaican interpretation of American soul and R&B, it quickly became a popular and influential music form among the poor. With the rapid development of the island’s music industry, many ghetto youths saw music as a way out of poverty.

Bob Marley was one of those youths but his mother, worried about the transience of a music career, encouraged him to learn a trade. When he left school at

age 14 she found him a job as a welder’s apprentice and though he went to work, it was with much reluctance.

However, when a tiny steel splinter went into his eye while welding one day, he immediately quit and turned his attention to his musical pursuits.

Two years later he met other then aspiring singers like himself: Desmond Dekker who later topped the UK music charts with his song “Israelites”, and Jimmy Cliff who at 14 already had a few hit songs.

In 1962 Cliff introduced Marley to music producer Leslie Kong, and Marley cut “Judge Not”, “Terror” and “One More Cup of Coffee”, his first songs with Kong.

They did not connect with the public however.

But in 1963 the Wailing Wailers was born, comprising Marley’s childhood friend Neville Livingston a.k.a. Bunny Wailer and Peter (Macintosh) Tosh. It was aided by Trench Town resident Joe Higgs, who had mentored many youths on rhythm, harmony and melody.

The other Wailing Wailers members included Junior Braithwaite, Beverly Kelso, and Cherry Smith but they left the group after a few recording sessions.

The remaining members were introduced to a new music producer, Clement

Sir Coxsone Dodd founder of Jamaican music label Studio One, under whose direction the Wailers found themselves a considerable following on the local music scene.

The Wailers’ first single for Studio One was “Simmer Down”. The song reportedly sold more than 80,000 copies. Under Dodd, The Wailers recorded several hits including “Rude Boy”, “I’m Still Waiting,” and an early version of “One Love”.

Ska soon gave way to what would become Jamaica’s signature reggae style. Coxone Dodd however, resisted the change then and, with declining sales and inadequate compensation, the group left Studio One. Marley would also leave Jamaica after his mother migrated to Delaware, USA in 1966; the same year he married Rita Anderson.

Marley spent a few months in Delaware with his mother, working as a lab assistant and at a vehicle assembly plant.

It was during his absence that His Imperial Majesty Emperor Haile Selassie I, revered among Rastafarians, visited the island from April 21-24, 1966. It has a profound impact on the Marleys and soon they both embraced Rastafarianism.

ing with Island Records in London where The Wailers were promoting their single “Reggae On Broadway”, led to label founder Chris Blackwell advancing the group the then princely sum of £4000 to create an album.

Their “Catch A Fire” album was presented in April 1973,and Bob Marley’s road to stardom began. The Wailers recorded their second album for Island Records, “Burnin”, in October 1973. “Burnin” is said to have introduced the timeless anthem “Get Up Stand Up” and “I Shot the Sheriff”.

But a year later Bunny Wailer and Peter Tosh left the group and Marley’s third album for Island Records “Natty Dread”, released in October 1975, was the first credited to Bob Marley and The Wailers, which included their replacements.

Bob’s fourth album release for Island, Records “Bob Marley and the Wailers Live”, featured another version of “No Woman No Cry” that reached the UK top 40.

According to the official Bob Marley website, Bob Marley catapulted to international stardom in 1976 with the release of “Rastaman Vibration”, his only album to reach the Billboard Top 200, peaking at no. 8. The album included one of his most recognisable hits, “War”.

Now considered a universal symbol of reggae, in his home island of Jamaica Marley became however a victim of bitter political divide due to his lyrics; two days before a goodwill concert he and his entourage survived an assassination attempt while rehearsing at

his Kingston residence.

Although he continued with the concert, he later went into seclusion, with only a select few knowing his whereabouts. He moved to London for the next year and a half, where he recorded the albums “Exodus” (1977) and “Kaya” (1978).“Jamming”, from the “Exodus” album, became a British top 10 hit. Kaya hit number 4, aided by “Is This Love?”.

The release of “Kaya” coincided with Bob Marley’s return to Jamaica for a performance at the One Love Peace Concert, held April 22, 1978 at Kingston’s National Stadium to help end the political strife on the island.

On June 6, 1978 Marley received the United Nation’s Medal of Peace in recognition of his efforts to encourage political peace in Jamaica.

At the end of 1978, Marley was in Africa where he also visited Ethiopia, considered the spiritual birthplace of Rastafarianism.

In 1979 he released “Survival”, his ninth album for Island and what would become his final album in his lifetime, “Uprising”.

Bob Marley died of cancer on May 11, 1981 in Miami USA, four years after discovering that it had taken root in his big toe in 1977, following a football injury.

He was given a state funeral in Jamaica ten days later and entombed in a mausoleum at his birthplace, Nine Miles. One month later he was awarded Jamaica’s third highest honour, the Order of Merit, for his outstanding contribution to his country’s culture.

What’s in a name? A lot of history

nowing your past helps to shape your present, and learning about your own history is a major part of understanding who you are.

The book “Cane Reapers – Chinese Indentured Immigrants in Guyana”

by Trev Sue-A-Quan helps Chinese families in Guyana trace their ancestry to the original batch of indentured immigrants during the period of 1853 to 1879.

The book lists the names of some of the original immigrants and their descendants who are known at the time of the printing of the book (2003). The spellings of the names are those that have become the more generally acknowledged versions, although variations in spelling do exist.

Aaron- This immigrant of the Li family (pronounced "lie") was given the personal name Aaron, which then became the Chinese surname Li. Benjamin - This sur-

son with this surname, Paul Chan-A-Sue, who emigrated from China and became a catechist at St. Saviour's Church in Georgetown.

Cheong - This surname is also spelled Chung and Cheung, equivalent to the Mandarin Zhang. One Cheong family comes from Cheong A-hoi who was also known as Matthew Murray Cheong.

Choy- This Cantonese name is the same as the Mandarin name Cai (pronounced "ts-eye"). However, one family derives its surname from the personal name of the immigrant Chin Choy.

Chu - Also written Choo, this name is equivalent in Mandarin to either Zhu (pronounced "Jew")or Chu. Chu-A-Kong- Most likely originating from the immigrant Chu A-Kong. Many descendants have changed to the surname Kong.

name comes from Wong-AWa, who became William Benjamin Wong-A-Wa and then William Benjamin. He was a catechist in Berbice.

Chan - The surname Chan is the Cantonese for the second most commonly occurring surname, which in Mandarin is Chen. Other spellings for the same clan name are Chang, Cheung and Chin. Among those maintaining the original Chinese surname Chan are the descendants of Chan Qui and Chan Moon, who was an immigrant aboard the Agra in 1862.

Chan-A-Sue- The family name is believed to be derived from the immigrant Chan A-sue who became a shopkeeper and liquor shop owner in Essequibo.

He married Maria Wong, who was also born in China, and their descendants carry the surname Chan-A-Sue. There is an unrelated per-

ported in Cecil Clementi's book to have travelled with his wife Mack Shee on The Dora, which docked in Georgetown in April 1860. They were assigned to Plantation Peter's Hall, some seven miles from Georgetown.

However, all the immigrants on the Dora were allotted to plantations in Berbice. Archival records show that Chau Luk-wu was an immigrant on the Red Riding Hood in 1860 and arrived five days after the Dora. Mack Shee was the former wife of Chan A-sy, and the couple was aboard the Ganges in 1863.

Chan A-sy and Mack Shee had a daughter before Mack Shee married Chau Lukwu. Chau worked in the fields while his wife was later able to earn a bit extra as an herbalist and acupuncturist by providing medical services to the Chinese

workers, although payment usually came in the form of garden vegetables, eggs and chickens.

About 1876, Chau took ill and a year later he died leaving Mack Shee with a daughter of 12 and a son, Chow Loi, who was nine years old. Mack Shee felt that her son was old enough to become a wage earner. The young lad was bright and keen at sports.

He was encouraged to pursue his studies after he finished working at the nearby Chinese shop, where his ability in English and Chinese was very useful. Chow Loi embraced Christianity, and when he was baptized he took the name David Johnstone Ewing-Chow.

David became an entrepreneur, tailor and shopkeeper. He married Emily Leung and the surname Ewing-Chow was carried on by their 11 children, although some later descendants have reverted to the original Chinese surname Chow.

David's elder sister married Wong T’in, who was also known by the surname Kam, and bore three children taking the Kam name. After his death, David’s sister married Samuel Low and had three daughters.

Foo: This surname can be derived from different Chinese written characters that have Fu as the Mandarin equivalent. Some people with the Foo surname are descended from Tong Foo. Fung: There are several families with the surname Fung: The Cantonese version of the Mandarin surname Feng, which is among the top 50 Chinese surnames. Among those bearing this surname are the descendants of Fung A-Pan, an immigrant on the Whirlwind in 1860, and Fung A-Man, who arrived on The Arima in 1865.

There are also other Fung families whose surname is equivalent to the Mandarin name Hung which in Hakka dialect is pronounced Fung.

Fung-A-Fat: The family traces its ancestry to the Hung clan, this surname being made famous by the exploits of Hung Hsiuch’uan, Heavenly King of the Taiping Rebellion. fat, a passenger on the Dartmouth in 1879, whose name was transformed into Fung-A-Fatt and from whom the family name is derived. Most of the descendants are now known by the simpler spelling Fung-AFat and some others have resumed the use of the root Hakka surname Fung.

Ho-A-Lim - Family accounts say that Ho A-Lim and his brother were out for a stroll in their native village of Pok Loh when they were kidnapped andshipped to British Guiana aboard The General Wyndham in 1859. Ho A-Lim survived the journey, but his brother

was taken off when the boat docked at a refuelling port in the Strait of Malacca (the shortest waterway which connects the Indian Ocean to the South China Sea and the Pacific Ocean). Known as Thomas Ho-A-Lim, he had 12 children, one of whom is understood to be Ho Sing Loy. Ho-A-Shoo - This surname is sometimes written as Ho-A-Shu. One family is believed to originate from Ho A-shoo and his descendants became established in Bagotville, West Bank Demerara. The other is derived from Ho Shau who was born in San Wui

in Guangdong Province and migrated to British Guiana in 1874 on the Corona. His name became John HoA-Shoo and he gained his wealth through shops he opened in the remote gold and diamond fields. He married Marie Wong Fungkiu, daughter of his business partner Wong A-yong, and they had eight children who took the surname HoA-Shoo.

Lam - Lam is also written as Len, Lim, Lin and Lum and is the equivalent of Lin in Mandarin. Among the ancestors of Lam families are Lam-A-Poo (The Pride of the Ganges, 1866), Lam A-tung (The Minerva, 1860), Lam A-yow (The Minerva, 1860) and Lum Cha (The Mystery, 1861).

Lee - The Lee clan name is spelled Li in Mandarin.

The descendants of LeeA-Choi (The Saldanha, 1861), Lee Lam-cha (The Montmorency, 1861) and Li-A-Tak, also written LeeA-Tak, (Agra, 1862) are among those who carry the Lee surname.

Leung - Leung is the Cantonese equivalent of Liang in Mandarin. One of the Leung clan immigrants arrived on TheThomas Mitchell in 1860. He became known as Simon Leung and worked as an interpreter for the Immigration Office until his death in 1906. He married Mary Gemon and had 16 children, most of whomigrated to Panama when excavation of the canal began.

The stinking toe tree

Providing a smelly treat that may be good for you

H

ow does a tree get a name like “stinkin’ toe”? When its ripe fruit looks like a big broad toe and smells like a very stink toe.

As for its taste – well, for many that’s a matter of personal choice. It is however, said to be sweet once you can get past its smell and its powdery, pasty texture. A few persons have been known to find the smell not unpleasant though. Interestingly, it is only when the fruit is rotten that it has no smell.

Known by its trade name, West Indian locust tree, it is among the tallest trees in its distribution zone, which ranges across Central America, the Caribbean and most of South America. The tree can grow from 30 - 50 m (98 -164 ft.) tall.

With such a wide distribution, it has many names in its many geographical regions. Its scientific name is Hymenaea courbaril, but in Brazil its known as jatobá, in Peru it’s called guapinol, while in Haiti it is called koubari . In the English Caribbean it is also called “stinktoe”, “old man’s toe”, “Brazilian cherry”, “demerara copal” and “kerosene tree”, among several other names.

Guyanese know it as “stinktoe”, “stinkin’ toe” or stinky toe” and it was traditionally an easy “fruit snack” when outdoors, especially for children. It grows not only in the rainforest where it is one of the dominant canopy trees, but along the Guyana coast as well, though some believe that it is rare along the latter these days.

The wood from the tree is called locust and is used in carpentry. A hardwood, it is used in making furniture and flooring, and is also used for cabinetry, posts, making musical instruments, and in ship-

namental tree in parks and gardens, such as our Botanical Gardens, and is enjoyed for its shady canopy from the hot tropical sun.

The pod is also used by artists who would sand the pod and draw or paint on it; artisans would make jewellery with the seeds.

Additionally, some persons would make stinking toe ice cream, cocktail or juice.

It is said that early indigenous people made their boats or dugouts from the bark of the locust tree.

According to the Guyana Forestry Commission, commercial uses of the Hymenaea courbaril include shipbuilding, general construction, carriage buildings, tool handles,furniture and croquet mallets. It plays a considerable role in the industry’s revenues as it is one of the most extracted trees in its class.

The fruit of the tree is considered part of local folk medicine in many countries. In Jamaica it is said to relieve rheumatism and headaches; in Panama and Costa Rica it is believed to be an aphrodisiac for men. It is also widely used in Central America among athletes and bodybuilders as it is felt that along with supplements, it improves individual performance.

Research has shown that the fruit is rich in iron and calcium, is also a rich source of energy and has “considerable reserves” of

Vitamin A. However, little study has been done on its other claims, which include its ability to reduce appetite for weight loss, or its ability to increase lactation/milk production among expectant and nursing mothers.

It’s not just the fruit and hardwood that are used however. The youngest leaves are claimed to be a folk remedy for coughs, sore throat, asthma and bronchitis.The tree’s roasted flowers are used to alleviate burn stomach and gastritis. The flowers are considered to have diuretic, emollient and anti-spasmodic properties. Crushed flowers are used to help heal burn wounds.

In Brazil the sap is used for coughs and bronchitis while the leaves and bark are used to treat diabetes, and the fruit for mouth ulcers. According to researchers, stinking toe bark tea is a popular drink forloggers working in the Brazilian rainforests, because it is a natural energy tonic.

for centuries as a tonic for the respiratory and urinary systems of the indigenous inhabitants. The ancient Mayas and Aztecs are thought to have used the tree for incense at purification and religious ceremonies. It is also known today for its ability to fight fun-

gus and yeast infections.

Animals of the rainforest such as monkeys, agoutis and labbas also eat the fruit of the seedpod, playing an important role in dispersing the seeds.

An ancient craft continues in the crochetwork of Colita Ishmile-Mohamed

alancing a thriving business, fulltime job and family life can seem impossible, but Colita Ishmile-Mohamed’s determination propels her to juggle all these and more.

Colita is a wife, mother of a two-year-old son, and an entrepreneur who works fulltime as a senior accounts clerk at the Environmental Protection Agency. Much of her leisure time and late hours are spent designing beautiful crochet pieces under her label, CIM Exotic Designs.

In an interview with

Sunday Times Magazine, Colita recalled she was “attracted” to crochet when she was just 12 years old, after seeing a woman selling crocheted baby items within the community. She attended a training class for two weeks during that ‘summer’ break, where the basis of crochet was taught.

In 2003, she ventured off to high school and graduated in 2008.

In 2012, Colita started creating crochet pieces and later launched a page on Facebook, while pursuing studies in accounting

and business management.

However, she officially started her business in October 2016 when she participated in Curlfest Guyana, held on October 9, 2016 at the Promenade Garden, Georgetown.

“It was my very first exhibition and the responses were positive, but I realized that there was a dire need for awareness, as many expressed their surprise to see crochet at my level,” she expressed.

For 2017, she plans on participating in the Business Expo by the Sonia Noel Foundation for Creative Arts.

In the few years of doing what she enjoys, Colita is now skilled in crocheting innovative pieces of women clothing, bags, accessories and more, creating a booming market for her business.

“My major motivation to crochet is my love for the craft and the feeling of pride and satisfaction at the finished product.I was taught the basic skills of crocheting when I was 12, but later taught myself by utilizing resources online to develop new designs,” she noted.

Colita said she loves creating bags and floral pieces, such as headbands and other accessories, while “constantly developing” her craft by researching modern stitches, which helpsher to create contemporary items to meet her clientele’s needs.

Juggling multiple roles, Colita pointed out she creates a balance by “attending to the needs of the one that requires it most at the moment and then make it up to the other later” and “planning projects within timeframes”.

The designer aims to make her brand global and expand her offerings of crochet designs by introducing new pieces. Her future plans are starting an online shopping website and launch a line of leather sandals with crochet designs.

Notably, Colita is a project holder with the Slingshot Funding Initiative, the “first local, founder-owned and run platform that connects Guyanese entrepreneurs, organizations and cooperatives with the wider Guyanese diaspora and the world”. She hopes to bene-

fit from this initiative by receiving funding from donors.

Slingshot Funding will be officially launched on February 20, 2017. At the initiative’s launch ceremony, Colita will be presenting her project and showcase her crochet products.

“To any woman who has a passion for something and you dream of making a business out of, my advice is to pursue it with small steps, while overcoming your fears. Also, findnew things to keep fuelling your love for what you do, associate yourself with persons that were once where you are at, be happy with who you are and most of all put the Lord above all things in your life,” expressed Colita.

‘They Came in Ships’ – the poem

espite the notion that the poem, “They Came in Ships”, by Mahadai Das belongs to contemporary Guyanese literature, the poem has established for itself an aura of a Guyana classics.

There are many reasons for this classification. First and foremost, the poem is the most anthologised and performed piece of its author, becoming a sort of anthem to Indians, especially on certain occasions like (Indian) Arrival Day which

has now become a national holiday after much lobbying. (This claim does not diminish the status other outstanding pieces by Das).

The impact of this poem could be seen in a tangible way – the name of the poem is the title of a book, “They Came in Ships: An Anthology of Indo-Guyanese Prose and Poetry” which is a monumental work compiled by four stalwarts of Guyanese literary heritage – Joel Benjamin, Laxhmie Kallicharan, Lloyd Searwar,

(deceased trio) and Ian McDonald.

Further, the poem stays true to history while paintinga graphic if not sordid picture of the advent and presence of Indians to the Caribbean. This poem does not stretch the limits of its ambit – that is, it did not venture into the history of Indians in the diaspora.

This can be seen in the way it opened and ended.

It opened making reference to imperialism – “imperialist design” – its colonization thrust – and ended with a similar reference to imperialism – “capital spectacle in British frames” – as the only anthem the British knew was‘Rule, Britannia! rule the waves:Britons never will be slaves.’

The poetess is in full flow here using rhythm, rhyme, repetition, contrasts, long and short sentences to temper her emotions in what would have otherwise been a subjective poem.

The focus of this particular work was on the Guyana situation. The author, Mahadai Das, was a Guyanese poetess whose work explored Guyanese consciousness and Indian sensibility as her eye “sweeps over history” of her

ancestors who were brought to Guyana from India as indentured labourers in a mission of “imperialist design”, in an experiment on living human beings, an experiment that started in 1838 and ended in 1917.

The after effect of which is still felt today, some 179 years after the first arrivals on May 5, 1838.

Early in the poem it is stated “some came with dreams of milk-and-honey riches/…

Dreams of a cow and endless calves, / and endless reality in chains”.

What was the “endless reality in chains”?

“Honourable mention” and “second prize”!

It was disheartening to read in the history books of the trauma of Indentureship but the poetess’s expression is chilling.

I remember logies, barrackrooms, ranges, nigga-yards. My grandmother worked in the field.

Honourable mention . (my emphasis) Creole gang, child labour.

Second prize. (my emphasis) The poetess was unwilling to let go of the sufferings of her ancestors as she was determined not to reject her history, a history that would mould her and guide her, a history responsible for turning her into a political creature – dreaming to change the world.

I saw them dying at streetcorners, alone, hungry for a crumb of British bread And she was also unwilling to spare the colonisers any briar for fostering such a condition on the indentured servants that was no worse than slavery; in fact, indentureship was described as slavery by another name.

The poem is not devoid of hope as the writer turned to the history of Guyana for inspiration, a way out of the misery. She turned our attention to a major slave rebellion in Berbice led by Cuffy in 1763 and to the Demerara Uprising in 1823 and the history of Indian resistance at Emnore 1848 and Leonora 1964. She also mentions Crosby and his efforts to assuage the suffering and pointed to the partially failed Des Voeux commission.

Des Voeux cried, ‘I wrote the queen a letter, for the whimpering of coolies in logies would not let me rest.’

They came in ships across the dark waters and survived because hope of a better life was beating in their breasts.

They came in fleets.

They came in droves like cattle brown like cattle, eyes limpid, like cattle.

Some came with dreams

of milk-and-honey riches, fleeing famine and death: dancing girls, Rajput soldiers, determined, tall, escaping penalty of pride.

Stolen wives, afraid and despondent, crossing black waters, Brahmin, Chammar, alike, hearts brimful of hope.

The repetition is not without design as the poetess continues the chant of suffering and hope throughout the poem.

Mahadai Das was born in Eccles, East Bank of Demerara, Guyana, in October 1954. Das left her footprints in Uitvlugt, West Coast Demerara, lived for a number of years in the USA and died on April 3, 2003 in Barbados where her mortal remains were laid to rest.

She bears the distinction of being the first Guyanese women writer of Indian ancestry to publish three collections of poems: “I Want to Be a Poetess of My People” (1977); “My Finer Steel Will Grow” (1982) and “Bones” (1988). (Photos from Peepal Tree Press)

y attention was very early drawn towards this subject, from several Gentlemen in my neighbourhood being among the first speculators in Guiana. Of these, some never had any fortune, & others had exhausted what little fortune they were possessed of, yet, with very few exceptions . . . they all returned speedily with larger & some of them with immense fortunes. --- Lord Seaforth, Chief of Clan Mackenzie, 1800.

The 'first speculators' from Lord Seaforth's neighbourhood, the Highlands of Scotland, included the Frasers of Belladrum, George Inglis of Inverness, Alexander Macrae of Inverinate, Thomas Cuming, Lachlan Cuming, Spencer Mackay and John Sutherland.

British settlement in Guyana from the 1740s

Essequibo and Demerara According to the Dutch historian Netscher, writing in 1888, English settlers from Caribbean islands with depleted soils and high taxes began to establish themselves in Guyana from the 1740s, first on the island of Wakenaam, then on the coast of Essequibo. This was followed by settlement in Demerara.

Nescher blamed the eventual loss of the colonies to the Dutch on the deep rooted 'English' presence – the term 'English' covered all British settlers.

Demerara was a satellite colony of Essequibo, established in 1746 by its Dutch governor Storm van 's Gravesande, who encouraged British settlement. Both were under the control of the Dutch West India Company [the WIC]. Demerara quickly outgrew its parent settlement.

A key factor in British settlement was their willingness to exploit the coastal region by putting in drainage canals and reclaiming land.

Netscher claimed that by 1774 ‘[in Demerara] hundreds of planters and other colonists of vari-

ous nationalities came to settle down, but especially English from the W I Islands, who abandoning their limited and exhausted estates came to exploit the fruitful soil of Demerara with their energy, their capital and their slaves.’

Berbice Berbice was the oldest of the three Dutch colonies and its growth was modest until the 1730s when coffee production expanded. The Berbice slave rising of 1763 and an epidemic of fevers and dysentery led to a decline in the population of both slaves and planters.

Dutch planters in the colony were suspicious of outsiders – Jews and Roman Catholics were forbidden to settle there – and British involvement in Berbice did not begin on any scale until the 1790s.

Berbice was ‘one of the most unattractive colonies in the New World’ – subject to fickle changes in weather and epidemics of disease.

Scots in Guyana – Networks

As in many colonies, networks of family, friends and acquaintances from the home country were an important means of doing business, especially for new arrivals – and, because few made this place their home, there was a continuing stream of young men arriving from Britain.

As a consequence, effective networks were even more important.

Henry Dalton recognised this when he wrote his History of British Guiana [London, 1855].

He knew of some former slaves who had set up in business hawking fish and who called the large shrimps they sold 'Scotchmen' – because of the way in which they clung to each other and were difficult to prize apart.

Dalton also pointed out that Scots were the most numerous and, in many ways, the most

successful of the Europeans in these colonies but he believed that Scots in Guyana had retained none of the characteristic virtues of their nation. Their reserve, simplicity, sobriety and zeal for religion all disappeared in what he called the 'vortex of dissipation' of plantation life [Dalton, p308].

Charles Waterton had a similar view and described how ‘shoals’ of poor Scotsmen arrived in the Berbice, hoping for sudden wealth, and how once forty of them lay on the beach and drank rum until they were all dead. [Julia Blackburn, Charles Waterton, 1997 p27].

One aspect of this is the many examples of brutal mistreatment and abuse of enslaved Africans by Scots. The conduct of these Scots was often shocking – but this should not be surprising because we know that 'under certain conditions and social pressures, ordinary people can commit acts that would otherwise be unthinkable'.

This effect is, however, more visible in colonies such as Demerara, Berbice and Essequibo, which were on the 'edge' of the British Empire and where the risks, and sometimes the rewards, were higher.

Weilburg was one of the first estates in Demerara in Scottish ownership.

James Douglas (1703-1787), a naval officer - later Admiral served in the Caribbean in the 1760s and acquired plantation Weilburg in Demerara by 1762, at a time when British colonists were encouraged to settle by governor Storm van’s Gravesande.

This is an example of how the Seven Years War (1756-63), which was fought across many continents, created opportunities for trade and colonialisation.

Weilburg was managed first by a Thomas Grant, with Lachlan Maclean as attorney.

Maclean headed one faction of the deeply divided white community in Demerara and Essequibo.

In 1765 Douglas sent his brother-in-law, William Brisbane of Ayr, to replace Maclean as attorney. Brisbane was married to Elizabeth Young, the daughter of

a Jean Gordon, who died, a widow, in 'Demerary Dutch Settlement' in, or soon after, 1766.

In August 1766 James Douglas wrote to Brisbane saying 'for God's sake Willy don't run me into any more expenses than are absolutely necessary'. Brisbane's failure to do so was blamed, by his successor Robert Milne, on his illness and the fact that 'everything is done under the instruction of his wife [Elizabeth Young] . . . who carried herself so haughty to every person that presumed to advise her husband'.

Robert Milne travelled out, by Barbados, to replace Brisbane in 1767. While on route he heard rumours that Brisbane had held a 'celebration of the Pretender's birthday', that is, that he was a Jacobite. These turned out to be false but they were further evidence of the factions among the colonists.

Weilburg was supplied with slaves and provisions by Gedney Clarke jnr, the gross value being £5588 during an eighteen-month period in 1767-68, when Milne was attorney.

Making small changes to your daily routine can make a big difference to your heart health – which in the long term could save your life. According to the British Heart Foundation, being active helps keep your heart healthy, and, if you’re active every day, you’ll be less likely to develop coronary heart disease.

Your heart is a muscle that needs oxygen from your blood to work p r o p e r l y .

Coronary heart disease is when the tubes that supply your heart muscle with blood (your coronary arteries) get clogged up.

If the tubes get narrower, less oxygen will get to your heart and you might get chest pain or angin a .

If a

tube g e t s blocked and the blood can’t get to part of your heart, you’ll have a heart attack.

By taking ten minutes a few times a day to get active, you could change your life. Being active helps lower your risk of coronary heart disease because it exercises your heart, helping to keep it strong. Activity also helps lower your cholesterol – a fatty substance in your blood which can cause your arteries to clog up – helps lower your blood pressure, which means your arteries are less likely to clog up.

It can also help you feel more relaxed, have more energy and give you a sense of achievement.

Being active doesn’t always have to mean jogging or aerobics – gentle, everyday activities like walking, gardening and climbing stairs are great ways to get started.

Make small changes like walking rather than driving, and taking the stairs instead of the lift or escalator. Take a walk every day – to work, to the shop, or to see a friend.

Set a date and take your kids, grandkids, pets or friends to the park. Remember, every ten minutes counts.

The type of activity that helps your heart most will make you feel warmer, breathe harder and make your heart beat faster than usual.

Set aside some time in your week for activities like brisk walking, jogging, cycling, swimming, exercise classes or team sports like football or netball.

Aim to work up to at least 150 minutes of this type of activity a week. You can spread this out over the week however you like.

Be realistic about your goals. Set yourself realistic goals that are specific and achievable. For example, set a goal to walk 30 minutes every day or learn how to swim.

Make exercise part of your day. Plan a time to do some physical activity that fits in with the rest of your day and try keeping an

activity diary to help monitor your progress and success. If you miss a day, don't worry just make sure you start again the next day.

Make sure you get plenty of variety.

Make a list of enjoyable activities, such as dancing and yoga, and place them in a jar.

Pick a different activity to do each week. By varying your activities, you are less likely to get bored and lose interest.

Time to take control of your weight

Being overweight means your heart has to work harder. Keeping to a healthy weight can cut down the strain on your heart and help protect you against high blood pressure and lower your cholesterol, helping to keep your heart healthy.

Measuring your waist is a good starting point to find out if you’re overweight.

Women should have a waist size of below 80cm (32 inches) and men should aim for a measurement of less than 94cm (37 inches).

For people from a South Asian background, who are at higher risk, this is 80cm (32 inches) for women

and 90cm ( 3 5 inches) for men.

Even if you don’t lose weight from getting active, it will still be good for your heart.

Get active and eat a balanced diet that’s full of fruit and vegetables.

The heart and your mental health

Your heart health and mental health are closely connected. Research has shown that people with severe mental health problems are two to three times more likely to suffer from cardiovascular disease due to medication and lifestyle factors.

You can help lower your risk of cardiovascular disease by making healthy changes to your lifestyle that will benefit your mental, physical and heart health. Eat a healthy diet. Healthy eating can help control your weight, blood pressure and cholesterol levels. It can also help improve your mood and reduce symptoms of depression.

Get active. Being physically active can help make your muscles stronger, help you to lose weight and lower your blood pressure. Regular exercise can also boost your mental health. It can ease anxiety and depression and make you sleep better.

Stop smoking. Smoking is one of the leading causes of cardiovascular diseases, including coronary heart disease and stroke. Instead of helping you relax, smoking actually increases anxiety and tension and may stop your mental health medication working properly.

Cut down on alcohol. Alcohol changes your mood so you may drink to help you feel better or deal with the symptoms of your mental health problem. Alcohol is a depressant so it can change your mood for the worse very quickly and make your mental health condition worse.

According to the American Academy of Dermatology, having beautiful nails is less a matter of luck and more a matter of caring for them correctly.

Here are their dermatologists’ top manicure and pedicure tips: 1. Apply a cream to moisturize your nails, especially after removing nail polish since most removers contain chemicals that dry the nails.

2. To prevent infection, never cut or forcefully push back your cuticles. If you must push them back, only do so gently after a shower or bath.

3. While most nail salons

follow strict cleanliness and disinfection guidelines, look for the following when visiting a salon: Does your nail technician have the necessary experience and/or license, if required?

Are the stations clean?

Does the nail technician wash her hands between clients?

Are there dirty tools lying around?

In addition, do not hesitate to ask how they clean their tools.

4. Shave your lower legs after getting a pedicure, not before. That means not shaving your lower legs for at least 24 hours before you get a pedicure. If you nick yourself while shaving, a pedicure could put you at risk for an infection.

5. If you get frequent manicures and pedicures,

consider purchasing your own tools to be used at the salon.

6. In addition, check that the pedicure footbaths and filters are thoroughly disinfected before you use them. If they are improperly cleaned, they can harbour bacteria and fungus.

If the salon does not appear clean, then move on.

7. If you want to wear a bright red or orange polish, prevent discoloration by applying an extra layer of base coat. If your nails become yellowed and discoloured from the polish, your nails should return to normal colour over several weeks if the same colour is not reapplied.

8. While some people beg to differ, there is no scientific evidence that immersing nails in gelatin makes them stronger. Polishes that contain strengthening ingredients increase nail stiffness, which may make nails break more frequently.

9. Do not wear artificial nails to cover up nail problems as they may make them worse. Artificial nails are not recommended for people who are prone to fungal infections or have brittle nails. For people with healthy nails, artificial nails can be fine as long as they are not worn continuously.

Know what products are used in your artificial nails as the substances used can cause an allergic reaction in some people. If you develop a rash or other reaction, tell your doctor what products you used.

Justin Bieber investigated in pre-Grammy party brawl

ieber reportedly is under investigation for an alleged “headbutting” fight at a pre-Grammy party at a Los Angeles restaurant called Serafina.

Bieber allegedly attacked a guy for filming him without his consent.

The Los Angeles County Sheriff's deparment confirms the incident, which happened on Saturday, February 11. "There is an open investigation where someone inside the establishment called and said that something happened with him [Bieber] outside," the sheriff department tells

ET. According to TMZ, Bieber went to the restaurant where the brawl occurred as his producer friend, Poo Bear, was hosting a shindig. The brawl, which happened at 2 A.M., went down as Bieber was "play fighting" with Kyle Massey before he realized someone was taping the action. He allegedly asked the guy to stop and delete the recording. Since the unknown guy allegedly refused what he was asked for, Bieber went to lung at the guy furiously.

The brutal fight prompted someone to call the L.A.

County Sheriff's Dept. and reported the incident.

However, by the time deputies arrived, Bieber had already left. Wearing a black sweatshirt and gray sweatpants, he was seen leaving the restaurant with a cut injury in his hand, as shown in photos obtained by Daily Mail.

Caroline McBride, Director of Public Relations for Serafina Restaurant Group, claims that no one from the staff called 911, contrary to the law enforcement's statement that it was the restaurant staff who called and reported the incident to cops. "We know very little about the alleged incident at Serafina Sunset with Justin Bieber, but we can assure you that nobody from our staff was involved, nor did we call the police," McBride says. She adds, "We always have a pleasant experience with Mr. Bieber whenever he comes to Serafina."

TMZ reports although the alleged victim doesn't want to press charges against the celebrity, the misdemeanor battery investigation is still ongoing as cops consider the incident as a possible crime.

Reps for Bieber have not commented on the issue yet.

Shah Rukh Khan to host TED Talks India A

fter months of speculation, it is confirmed that Bollywood star Shah Rukh Khan will soon host the Hindi version of popular international show TED Talks.

Star India will air the Indian version - TED Talks India: NayiSoch. To be created in partnership with non-profit TED, the deal marks the first time TED is collaborating with a major network and star to produce a TV series featuring original TED Talks in a language other than English.

Talking about the new collaboration, Star India chairman and CEO Uday Shankar said in a press release, “At Star, we have always believed in pushing the boundaries with new ideas,

elf-taught artist Alicia Morganviews art as a means of release and self-expression. She finds art in everyday life: taking inspiration from people and the life that abounds in nature.

“What inspired me to be an artist is the support I received from my parents.

When they examine my work and commend me on how talented I am, this motivates me even further to keep pursuing my passion for art. As a child, I would draw more than I would paint [drawing usually implies working in pencil, pen, charcoal, pastel and even ink; painting entails the use of a brush, palette knife or sponge and liquid paint], but not as frequent and intimate as I do now,” 18-yearold Alicia said in an interview with Sunday Times Magazine.

Alicia recalled she started drawing when she was about 13 years old and painting at age 15.

Though she considers her artistic talent as innate, Alicia mentioned that one of her uncles has a skill for painting, but he isnot an artist, so she may have inherited an amount of her artistry.

The artist noted that at the moment she is a “painter using mediums like acrylic paint, oil and chalk pastels”. Her favourite quotes are: “Art enables us to find ourselves and lose ourselves at the same time” and “I don’t want life to imitate art, I want life to be art”.

“Art does a lot for me. I love the way I feel when I am painting; it makes me feel lighter and it just reduces stress. Art is more than just a leisure activity for me; I take great pleasure in painting. Additionally, I take inspiration from my environment as well as the people who surround me when I am painting,” she expressed.

Alicia enjoys contemporary art and would do “a little dabbling” with abstract art, but is not involved in portrait paintings.

Communicating her emotions through her paintings, the artist, while painting, would consider how she wants “people to feel when they look at the paintings”.

She explained that sometimes she would just paint based on her mood.

As a young artist, Alicia hopes that she can continue to pursue her passion for art

pple has bested Samsung as the number one global smartphone maker, but only by a razor-thin margin.

A new Gartner report this week showed that Apple now has 17.9 per cent of the total smartphone market compared with Samsung’s 17.8 per cent market share.

In the fourth quarter, Apple sold 77 million iPhones while Samsung sold 76.8 million of its line-up of smartphones, the report said.

It’s a bit of a milestone

India smashes satellite launch record

GIFs to help people learn sign language, empower deaf people

iphy, the search engine for all things gif,released an extensive GIF library Thursday with more than 2,000 words and phrases in American Sign Language.

To create the GIFs, Giphy cut videos from popular educational series “Sign with Robert”, adding text descriptions to make the GIFs look like looping flash cards.

According to Mashable, they were designed to teach hearing people ASL and to empower the Deaf community.

"GIFs, as a visual format untethered from audio, makes them a perfect medium for sign language," said Hilari Scarl, director and producer at “Sign with Robert”.

The series was first conceptualized by Wallis Millar-Blanchaer, a video artist at Giphy, and Stephanie Weber, a Giphy studios coordinator. They were interested in exploring how GIFs could help fa-

cilitate a more inclusive type of education.

Though Giphy plans to continue growing the library of GIFs, the team chose to include words and phrases by looking at Giphy users' top search terms.

They also worked with “Sign with Robert” to pinpoint gaps in what they found, relying on them to make sure they had the most comprehensive content and to ensure accuracy, the “Sign with Robert” team reviewed each GIF for approval.

Though the GIFs may seem straightforward, they go beyond stale instruction to empower the Deaf community in an unprecedented way.

"I think the Deaf community will be able to have fun with the GIFs and use them in emails, texts and social media to add humour, clarification or emphasis," Scarl said. "Giphy included over 2,000 signs so there is something for everyone."

Its producers – largely interested only in getting the most clicks –are defeating the people who are trying to tell the most truth, he told the UK's Daily Telegraph in an exclusive interview last week.

Fake news is "killing people's minds in a way," Cook said.The spread of fake news online “is one of today's chief problems,”he told “Good Morning Britain”.

The worldwide epidemic of fake news requires a crackdown by both government and tech, he said, but care must be taken not to step on the freedoms of speech and the press.

In his interview with “Good Morning Britain” on Thursday Cook noted that“It is not something that has a simple solution.”

The challenge to Cook or anyone else wishing to crackdown on fake news will be nailing down what exactly "fake news" is. "'Fake news' has gone in six months from a useful description to something that's absolutely meaningless," said Dan Kennedy, an associate professor at the school of journalism at Northeastern University.

Fake news originally was the product of bogus news publishers that posted wildly exaggerated or entirely made-up stories to garner clicks just for advertising revenue.

"Now it's meaningless, because the Trump White House calls anything it doesn't like 'fake news,'" Kennedy told TechNewsWorld.

"A number of people have appropriated it to mean news that they don't like," John Carroll, a mass communications professor at Boston University also told TechNewsWorld.

"I don't know what 'killing people's minds' means," he added, "but I know fake news is eroding public discourse, and giving people a false impression not only of the news media but also current events."

Both Google and Facebook are making efforts to stop the flow – Google by blocking fake news sites from participating in its advertising platform; Facebook by limiting misinformation on its system.

Samsung Galaxy S8 could use Sony batteries S eeking to ensure it doesn't endure a repeat crisis in 2017 the company is looking to a variety of battery manufacturers to provide parts for the much-anticipated Galaxy S8.

The company is adding a familiar name to the current line-up of manufacturers providing batteries for this year's flagship phone – Japanese tech giant Sony -- the Wall Street Journal reported Friday.

Sony will be the third company to provide the lithium-ion batteries that will power Samsung's Galaxy S8, WSJ said, citing people familiar with the matter. The order placed with Sony is reportedly proportionally smaller than those placed with

Butternut squash Mac and cheese

Ingredients

F

1/2 medium butternut squash, peeled, seeded, and chopped 1 tbsp. olive oil Kosher salt and pepper 1/2 lb. elbow macaroni 2 1/2 cups milk, divided

Method Preheat oven to 400 degrees F. Place butternut squash chunks on a large baking sheet. Drizzle olive oil over the squash and toss. Sprinkle with kosher salt and pepper.

Roast for 20-30 minutes or until tender, turning once.

While the butternut squash is roasting, cook macaroni according to package directions, drain well. Set aside.

Add butternut squash to food processor or blender and puree until smooth. Add in 1/2 cup of the milk and puree again. This will help thin out the butternut squash.

In a large skillet over medium heat, add the butter. When the butter is melted whisk in the flour. Add the nutmeg. Cook for 2 - 3 minutes, whisking constantly, or until flour mixture smells nutty. Add the remaining 2 cups of milk and whisk until mixture is

smooth. Turn heat to high and bring to a boil while continuing to whisk. After sauce has thickened, turn heat to low and whisk in butternut squash mixture. Stir in the fresh rosemary. Add the cooked macaroni to the pan and stir until the macaroni noodles are well coated. Season with salt and pepper, to taste.

Grease a 2 quart casserole dish. Pour half of the macaroni noodles into the pan.

Sprinkle half of the aged cheddar and sharp cheddar over the macaroni noodles. Add the remaining noodles and then top with the rest of the cheese. Sprinkle breadcrumbs on top.

Place the pan in the oven and bake for 2530 minutes, or until macaroni and cheese is bubbling. Remove from oven and let rest for 5 minutes. Serve warm.

With age comes wisdom balding, white haired man from Chebacco Lake in Florida, walked into a jewellery store this past Friday evening with a beautiful much younger gal at his side. At that statement, the jeweller went to his special stock and brought another ring over.

"Here's a stunning ring at only $40,000," the jeweller said.

The lady's eyes sparkled and her whole body trembled with excitement. The old man seeing this said, "We'll take it."

The jeweller asked how payment would be made and the man stated, "By check. I know you need to make sure my check is good, so I'll write it now and you can call the bank Monday to verify the funds and I'll pick the ring up Monday afternoon."

On Monday morning, the jeweller angrily phoned the old man and said, "There's no money in that account."

"I know," said the old man. "But let me tell you about my great weekend!!"

Who says men don't remember couple were Christmas shopping. The shopping centre was packed, and as the wife walked through one of the malls she was surprised when she looked around to find that her husband was nowhere to be seen. She was quite upset because they had a lot to do and she became so worried that she called him on her mobile phone to ask him where he was.

In a quiet voice he said, "Do you remember the jewellers we went into about five years ago where you fell in love with that diamond necklace that we couldn't afford, and I told you that I would get it for you one day?"

The wife choked up and started to cry and said, "Yes, I do remember that shop."

He replied, "Well, I'm in the bar next door."

Eat grass wealthy lawyer was riding in his limousine when he saw two men along the roadside eating grass. Disturbed, he ordered his driver to stop and he got out to investigate.

He asked one man, "Why are you eating grass?"

"We don't have any money for food," the poor man replied.

"But sir, I have a wife and two children with me. They are over there, under that tree."

"Bring them along," the lawyer replied. Turning to the other poor man he stated, "You come with us too."

The second man, in a pitiful voice then said, "But sir, I also have a wife and six children with me!"

"Bring them all, as well," the lawyer answered.

They all entered the car, which was no easy task, even for a car as large as the limousine. Once underway, one of the poor fellows turned to the lawyer and said, "Sir, you are too kind.

Thank you for taking all of us with you."

f you’re worried about how much sugar your kids are eating, it’s time to take a second look at how much they’re drinking.

Since added sugar contributes to health issues such as weight gain, heart disease, high blood sugar, and cavities, there are plenty of reasons to keep kids from slurping it down daily.

The American Heart Association recommends that children and teens limit sugar-sweetened drinks to 8 ounces per week -- that’s less than a regular 12-ounce soda can.

As an overall daily limit on added sugar, young people should get less than 6

tablespoons (which is about 100 calories or 25 grams).

Compare that to the huge

39 grams of sugar found in a 12-ounce can of soda.

Plus, with added sugar hiding in seemingly innocent foods like pasta sauce, yogurt, ketchup and salad dressing, it’s all too easy for children and teens to go over the limit in just one meal -- without accounting for treats.

In addition to cutting back on sugary sodas and other sweet drinks, experts recommend that kids should avoid processed foods and baked goods like cookies, cakes, and sweet cereals.

When truth dawned

yokan, the Zen teacher, was requested by his sister-inlaw to come to her house and talk to her son.

“He does no work, squanders his father’s money in wild parties and is neglecting the estate,” she complained. “If he does not reform, we will be ruined."

Ryokan went to his brother’s house and met his nephew who was genuinely pleased to see him. The two of them had spent many happy hours together before Ryokan had turned to Zen and entered the monastery.

The young man knew why his uncle had come and braced himself for the scolding he was sure he would receive. But Ryokan said not a word in rebuke, the whole day.

The next morning when it was time for him to go, he put on his garments and then

said to his nephew: “Will you help me tie the thongs of my sandals? My hands shake and I cannot do it.”

His nephew helped him willingly.

“Thank you,” said Ryokan. “A man becomes older and feebler day by day. You remember how strong and robust I used to be?”

“I do,” said his nephew, thoughtfully. “I do indeed remember how you used to be.”

It was the moment of truth for him. He suddenly realized that his mother and all those who had looked after him had become old and that it was now his turn to look after them and to take on the responsibilities of the household and the community.

He gave up his dissolute life forever. (A Zen tale)

Chances are you use really outof-date words in your everyday speech without realising it. These are called fossil words because they are generally obsolete in modern speech or language but are retained usually in idioms or common phrases.

One of the most obvious fossil words that comes to us from Shakespeare is “ado”. Remember “Much ado about nothing”? Well “ado” is almost never used today except in this phrase, which means “much fuss about nothing”, with “ado” defined as a “state of agitation or fuss”.

Another fossil word is “yore”, usually only found in the idiom, “days of yore”, nostalgically meaning time long ago; days past.

Sometimes just using these fossil words can bring guffaws. Rarely used these days, a “guffaw” is a loud laugh, usually when someone says or does something stupid.

Other fossil words and idioms include:

he West Indian Manatee (Trichechus manatus) , also called “sea cow”, can grow up to up to 13 feet (4 meters) long and weigh as much as 1,300 pounds (600 kg).

It can be found along the northern coasts of South America, Central America, the Caribbean and parts of southern North America.

This aquatic herbivore rarely fights, and has no natural predators. They eat water plants and plants that grow at the water's edge, eating up to 1 lb. (0.5 kg) of food for every 10 lbs. (5 kg) it weighs.

eotihuacan, located about 30 miles (50 km) northeast of modern-day Mexico City, was one of the largest urban centres in the pre-Columbus eras.

To date, no one is quite sure who built it between the 1st and 7th centuries A.D – more than a thousand years before the arrival of the Aztec in central Mexico. The name Teotihuacan

was given to it by the Aztecs and means “the place where the gods were created.”

Teotihuacan is said to have reached its zenith between 100 B.C. and A.D. 650. It covered 8 square miles (21 square km) and supported a population of more than a hundred thousand.

It was the largest city anywhere in the Western Hemisphere before the 1400s.

ssociated Press photographer Burhan Ozbilici won the 2017 World Press Photo competition Monday, with jurors and colleagues lauding his courage and composure in capturing his image of a gun-wielding off-duty Turkish policeman standing over the body of Russia’s ambassador, whom he had just fatally shot.

Ozbilici’s image was part of a series titled “An Assassination in Turkey” that also won the Spot News - Stories category. The photos were captured in the moments before and after policeman Mevlut Mert Altintas drew a handgun and shot Ambassador Andrei Karlov at a photo exhibition in Ankara on Dec. 19, 2016.

Ozbilici said his professional instincts kicked in despite the shocking scene unfolding in front of him.So the veteran AP photographer did what he has learned to do over some 30 years: “I immediately decided to do my job

because I could be wounded, maybe die, but at least I have to represent good journalism,” he said.

The winning image announced Monday was among 80,408 photos submitted to the prestigious competition by 5,034 photographers from 125 countries. The jury awarded prizes in eight categories to 45 photographers from 25 countries.

The eclectic selection of winners highlighted the dominant news topics of the last year -- including conflict in Syria and Iraq, the migrant crisis, the death of long-time Cuban leader Fidel Castro and the Olympic Games in Rio. Among winning nature photos were images depicting humanity’s devastating effect on wildlife, including a gruesome photograph of a poached rhino with its horn hacked off and another showing a turtle swimming while enmeshed in a green fishing net.

canic system at Reykjanes Peninsula in Iceland, which has been dormant for more than 700 years, according to a hazard assessment by Verkis Consulting Engineers for Invest in Iceland.

The depths of Reykjanes' geothermal field — an area with high heat flow — had never been explored, researchers with the Iceland Deep Drilling Project (IDDP) said in a statement.

Beginning in August 2016, the IDDP spent 168 days drilling into the volcanic belly of Reykjanes. This well was completed on Jan. 25, reaching a record-breaking depth of nearly 3 miles (4.8 kilometres).

At this depth, the hole does not enter the magma chamber but does penetrate the rock surrounding it, which the researchers measured to be about 800 degrees Fahrenheit (427 degrees Celsius).

Geothermal energy uses the heat trapped beneath the Earth's surface to generate electricity. Conventional geothermal energy utilizes steam from natural sources such as geysers, or by drawing water from the hot, highpressure depths of the Earth.

The hot vapours are then used to drive electric turbines.

Research will continue through 2018 to explore how the volcano's thermal energy could be used, including as a form of alternative energy, according to IDDP scientists.

“Trumpigator” basking on the bank of a pond

embers of a residential community in Hanahan, South Carolina, spotted an unusual sight near one of the retention pondsin early February — an alligator with skin tinted an orange hue.

Estimated to be 4 to 5 feet (1.2 to 1.5 meters) long, the alligator was nicknamed "Trumpigator" by its human neighbours, local television newscast WCBD News 2 reported.

The carrot-coloured crocodilian is most likely an American alligator (Alligator mississippiensis) — the only crocodilian native to South Carolina — which can live to be more than 60 years old and reach lengths of up to 13 feet (4 m), according to the South Carolina Department of Natural Resources (SCDNR).

The‘gator was photographed basking on the bank near a pond, its bright orange skin standing out in sharp contrast to the patchy brown grass.

What might have turned this alligator the unexpected hue? One explanation might be rust, iron oxide, from a steel culvert where the alligator was hiding out during the winter, an SCDNR representative tweeted.

An environmental factor like algae or a pollutant in the water could also colour a gator's skin, but it's difficult to know for sure, Josh Zalabak, a herpetologist with the South Carolina Aquarium, told WCBD News 2. If the discoloration is only skin-deep, it should disappear in a few weeks, when the alligator sheds its skin, WCBD News 2 reported.

The thimble is not the first classic piece to be removed from the game. In 2013, a vote carried out on Facebook resulted in a rep-

resentation of a cat replacing the iron playing piece.

In the recent vote, fans of the game were asked to choose their eight favourite game pieces from a group that included the current eight, along with 56 possible new pieces.

Those new pieces include a stopwatch, a fish, a television, a truck, a rabbit, a trumpet and a dinosaur. Proposed new game pieces include representations of an emoji, hashtag and rubber duck.

According to cnet, the thimble's axing is most

likely the result of changing times and the onward march of technology. Nowadays, most people just toss out clothes rather than learn to sew and repair them.

Hasbro will announce the eight winning game pieces in March. Those pieces will be available starting in August. The Associated Press news service reports that Hasbro is trying to make the game more meaningful to a younger audience.
