he Guyana Civil Aviation Authority (GCAA) on

Wednesday ordered that all domestic shuttle operations be suspended until operators can provide Standard Operational Manuals and

other documents showing how they conduct their operations. These documents would have to be reviewed and approved by the GCAA

before they can resume their operations.

This move comes in light of the three recent crashes in the local aviation sector resulting in the deaths of two pilots. All of the planes crashed while on shuttle operations. The Guyana Civil Aviation Authority met with domestic operators early Wednesday morning and Director General, Egbert Field, noted that the decision to suspend shuttling did not go down “too good” with the operators.

“We found that there is a common thread running through these accidents, this is not the findings of an investigation… that common thread running through all three incidents is shuttle operations. As you are aware, all three of those accidents took place during shuttle operations,” he said.

He noted that the decision is one that is necessary, since shuttle operations have expanded over the years and this is the first time it is going to be fully regularised. The GCAA boss acknowledged the impact the decision would have on the mining industry, as well as some Indigenous communities.

No specific period was given for the ban to be lifted, but Fields said he is hopeful the operators would submit their documents in a timely fashion. He added that some indicated that they were in the process of compiling those documents and would be submitting them today or tomorrow.

He told a press conference the GCAA would match them against International Civil Aviation Organisation (ICAO) documents and regulations following which

He explained that all flights across Guyana must be reported to Air Traffic Control and if there are flights that have not been reported then those flights could be considered illegal and the pilot and the airline could face sanctions. He added that if any operator or pilot is found violating the suspension, then there would be adverse consequences resulting in suspension of the pilot’s licence or the Air Operators Certification revoked.

He added that the documentation provided by air operators, prior to gaining licences to operate, acts as a contract between the Civil Aviation Authority and the operator.

“The Authority has also taken further steps to increase its surveillance of air operators by conducting more ramp inspections of flights going out. You will find at Ogle we have an office which will be populated everyday with our inspectors out there,” he informed.

The GCAA Director also said they would have to formulate a plan to actively monitor the shuttle operations in the future, noting that this now puts a strain on the human resources of the Authority.

“Villages like Chenapau depend solely on shuttles and with school opening on Monday, the children would be affected since some of them are yet to get school supplies… we hope they reconsider this ban so that we can get some normalcy,” Fredericks said. Shuttle operations allow miners and other businesspersons to transport goods and fuel to various locations within the interior by air. Captain Imran Khan, 41, of Essequibo Coast, Region Two had been attached to Air Services Limited (ASL), and was flying from Chi-Chi to Mahdia when the Cessna 206 (8R-GFM) aircraft went down on Sunday.

On August 8, 2017, a single-engine Cessna aircraft, piloted by Captain Dominique Waddell, was taking off from the Eteringbang airstrip in Region Seven (CuyuniMazaruni) when it crashed.

The Wings Aviation plane was on a shuttling mission from Eteringbang to Ekereku when the incident occurred.

On July 25, 2017, Captain Collin Martin, a retired Guyana Defence Force Major, was piloting a Roraima Airways aircraft when it crashed killing him almost instantly. Martin perished after the BrittenNorman island aircraft he was operating crashed on landing at Eteringbang.

pposition Leader Bharrat Jagdeo on Wednesday again lamented the fact that thousands of sugar workers stand to lose their jobs in the coming months as Government continues its scaling down on the sugar industry.

Speaking at a public meeting organised by the Guyana Agricultural and General Workers Union (GAWU), Jagdeo surmised that the number of jobs slated to emanate from the emerging local oil industry will not suffice for, or outweigh the avenues of employment that existed in the once thriving sugar industry.

He claimed that Government’s decisions on the industry are motivated by “malice” and a lack of consideration for thousands of employees and their families who stand to suffer from the closures of sugar estates across the country.

Jagdeo also told the gathering at Enterprise, East Coast Demerara, that from an economic perspective, there is much risk in being too heavily dependent on oil, given the volatile nature of the market.

“Oil prices could be US$88 in the future in 2020 or it could be US$30. You may get large sums of money or you may get nothing for a long while like Saudi Arabia and many of the oil producing countries have discovered,” Jagdeo stated.

The gathering was also told that jobs from the oil sector would be considerably less than thousands of available jobs from the sugar industry.

“The jobs that they will get from oil are cumulatively less than a 1000 but 10,000 sugar workers will lose their jobs. Already in the past two years, about 18,000 have lost their jobs and by mid next year, it will go up to about 25,000 people in Guyana since this coalition Government took office,” Jagdeo expressed at GAWU’s public meeting.

According to his estimations, the Opposition Leader observed his doubts over just how much the country will benefit economically from the oil sector, also questioning why Government had not yet set up the Sovereign Wealth Fund as was stated.

“If we get $380 million a year, we will pay out all to public servants and pensions.

They are delusional because they know that the economy is failing; they are clueless about how to change things, they’re visionless,” the former President declared.

Raphael “Ministers Trotman and Winston Jordan went to Uganda to look at Sovereign Wealth Fund and said that it would be in place since last year and until now, we don’t know where that is,” Jagdeo added, suggesting that Government is eager to see benefits from the oil economy without having the fund in place.

He told the gathering of mostly sugar workers and their families that if Government is allowed to remain in office, it would be a return to the policies of the past.

“If you give them the next 10 years, we’re not going to get jobs, we will go back to where we were under Burnham – accumulation of debt and economic malice as is happening already, we cannot allow them to stay there very long,” he said, referencing prospects for the 2020 elections.

The GAWU-organised gathering later heard that Government is not meeting in the communities and the Opposition Leader reiterated that even some of the supportAdministration’s ers were “not happy” with its performance.

“The tragedy is that they don’t come to the communities, they don’t go to the markets, they don’t talk to ordinary people – they sit in their offices and grade themselves,” the Opposition Leader told the gathering.

Further assessing Government’s performance, the Opposition Leader referenced many contracts which

he said were not being taken to public tender and noted the increase in taxes which spurred miners from boycotting the mining day observances. GAWU President Komal Chand also spoke at the meeting, where he told the workers that they must stand firm and continue to fight for their rights as sug-

On May 8, 2017, Agriculture Minister Noel Holder presented Government’s State paper on the future of the sugar industry to the National Assembly where he confirmed that two sugar estates would be closed and the annual production of sugar would be reduced, among a number of other measures, as part of a new policy on the sugar industry.

He noted that GuySuCo would have three estates and three sugar factories. These being Blairmont on the West Bank of Berbice, Albion-Rose Hall in East Berbice and the Uitvlugt-Wales Estate in West Demerara. The three estates will be complete with factories and will have cane supplied from all locations, the Minister had noted.

Privacy as a fundamental right

I

n a decision that is certain to have repercussions here, a nineJudge bench of the Indian Supreme Court unanimously held that privacy is a constitutionally protected right which not only emerges from the guarantee of life and personal liberty in Article 21 of their Constitution (“No person shall be deprived of his life or personal liberty except according to procedure established by law.”) but also arises in varying contexts from the other facets of freedom and dignity recognised and guaranteed by the fundamental rights contained in Part III of the Indian Constitution (our Chap III).

The judgment in the case “Justice KS Puttaswamy (Retired) vs Union of India” thus overturns several of its own decisions over the past six decades which held that the Indian Constitution does not specifically protect the right to privacy. The gravamen of the decision declares: “Life and personal liberty are inalienable rights. These are rights which are inseparable from a dignified human existence. The dignity of the individual, equality between human beings and the quest for liberty are the foundational pillars of the Indian Constitution… Life and personal liberty are not creations of the Constitution. These rights are recognised by the Constitution as inhering in each individual as an intrinsic and inseparable part of the human element which dwells within.”

Since decisions of the Indian Supreme Court have been very influential in the Caribbean in general and Guyana in particular, the section of the judgement which addresses the right of privacy in sexual orientation should be noted since this has become a very contested issue of late in Guyana. Most recently, a self-styled “prophet” declared in a march in the mining town of Linden their disapproval for laws which may loosen the right of the LGBT community to engage in samesex relations.

Tracing the evolution of privacy in various cases and writings, the judgement concludes: “Privacy includes at its core the preservation of personal intimacies, the sanctity of family life, marriage, procreation, the home and sexual orientation. Privacy also connotes a right to be left alone.

Privacy safeguards individual autonomy and recognises the ability of the individual to control vital aspects of his or her life.

Personal choices governing a way of life are intrinsic to privacy.

Privacy protects heterogeneity and recognises the plurality and diversity of our culture. While the legitimate expectation of privacy may vary from the intimate zone to the private zone and from the private to the public arenas, it is important to underscore that privacy is not lost or surrendered merely because the individual is in a public place. Privacy attaches to the person since it is an essential facet of the dignity of the human being.”

Addressing directly the calls in Guyana for a referendum to be held to determine the right of privacy the Indian Supreme Court was very scathing on this route when it came to a fundamental right: “The test of popular acceptance does not furnish a valid basis to disregard rights which are conferred with the sanctity of constitutional protection. Discrete and insular minorities face grave dangers of discrimination for the simple reason that their views, beliefs or way of life does not accord with the ‘mainstream’. Yet in a democratic constitution founded on the rule of law, their rights are as sacred as those conferred on other citizens to protect their freedoms and liberties. Sexual orientation is an essential attribute of privacy. Discrimination against an individual on the basis of sexual orientation is deeply offensive to the dignity and self-worth of the individual.

Equality demands that the sexual orientation of each individual in society must be protected on an even platform. “[LGBT] rights are not so-called but are real rights founded on sound constitutional doctrine. They inhere in the right to life. They dwell in privacy and dignity. They constitute the essence of liberty and freedom. Sexual orientation is an essential component of identity. Equal protection demands protection of the identity of every individual without discrimination.”

Local investors should be given preference Dear Editor, I wish to agree with what letter writer, Gobin Harbhajan, wrote in the media recently.

The privatisation of the Guyana Sugar Corporation (GuySuCo) should no longer be delayed or even debated. This industry has been made into a ‘political football’ even before nationalisation and should now be fully divested.

The Government should now be seeking concrete proposals from prospective investors to do a proper evaluation and find the right buyer. It is a waste of money to be fiddling further and set up committees to do any further evaluation.

Gobin Harbhajan’s comprehensive article in the media has made it conclusive that Government should be committed to the recommendations of the Commission of Inquiry (CoI).

I am in total agreement that the Skeldon Estate

should be used as a pilot project in this drive towards full privatisation of GuySuCo at a later date.

This Government has waited too long to start this process and this will result in creating more fears and a depressive atmosphere in the country. This is being used by the Opposition to portray this Government in a negative light to the people, especially to GuySuCo workers.

They have been peddling the propaganda about closures and this has become credible since this Government made a gigantic blunder with the Wales Estate. As Harbhajan pointed out in his letter, this should never have happened.

The Opposition has also dubbed the merging of Rose Hall and Albion Estates as a ‘closure’ and has been pounding this into the psyche of Berbicians. Again, this could have been avoided if Rose Hall was set to be privatised. Also, the sit-

uation now with the Rose Hall Estate is a disgrace and a myopic move by this Government. The operational factory is being ‘cannibalised’ at a fast rate. Parts are being shuttled to Albion Estate factory which means that very soon that Estate’s factory will be completely destroyed. Why destroy a factory that was producing sugar efficiently?

If the Rose Hall Estate was privatised, it would have been sold as a going concern and would have garnered a good and lucrative bargain and the monies so obtained could have been utilised to effect repairs and improvements at the other estates.

Therefore, this Government should cease to make such huge blunders.

The only question that should now be addressed is finding the best candidate for the Skeldon Estate’s privatisation. The Government should not retain any shares

in the estate, since the ‘political leash’ will still be there.

We need to cut this off completely and abort the cronyism, corruption and mismanagement.

I also fully agreed with Harbhajan that local investors should be given a preference to foreign investors since there are reputable companies who have the finance and the expertise to transform Skeldon Estate into a profitable venture, maintain the labor force and ensure that the scarce US dollars remain at home.

This will not only stabilise the US rate of exchange but will invigorate the economy of Region Six (East BerbiceCorentyne).

The Government needs to be open and decisive and remove the insecurities being experienced currently.

The privatisation of Guysuco should begin now.

Dear Editor, Witnessing the Mayor of Georgetown receive 30 bicycles from the US Embassy in Georgetown to augment the capability of the City Constabulary in the press recently, filled me with hope that it will change that ragtag law enforcement agency into one that can be regarded as: intense, versatile, professional, and one that can

cover almost every known aspect to crime prevention or law enforcement in Georgetown.

One can only hope that they would now employ 60 fresh, intelligent, qualified, honest and capable recruits to work a two-shift patrol in each ward of the city to significantly reduce the current high crime rate. They should also not recycle the

old tainted Constables that are accustomed to harassing persons, and shaking down vendors better known as the ‘black bag phenomena by the sardine Police’ for the job as a bike patrol officer.

Bike squads all over the world have allowed for faster officer response times, and in a city as congested as Georgetown, it will allow for the Constabulary members

to quickly transition from their traditional law enforcement duties to more service oriented work and because bike patrols run on human power rather than gas, their carbon footprint will be much smaller than the patrol vans they are known for chasing vendors around in.

Tint being stripped Traffic Chief cautions motorists from Cops’ vehicles about rising death toll Carnage on our roadways

T

he Guyana Police Force says it intends to make officers who are breaking the law an example, by removing the tint from their personal vehicles and those belonging to the Police Force.

The traffic department has begun a drive, removing the tint from vehicles belonging to Police Officers and those used in patrol.

Traffic Chief Dion Moore said the Police must set an example to the public.

“If we are to address the issue of the general public, then we must first look at ourselves and that is exactly what we are doing. The public must not see us doing the same wrong things that we are punishing them for.”

Moore said for this purpose, on the first occasion ranks are being warned, however, if they continue in the same practice, disciplinary actions will be taken.

So far, the department was able to remove 62 tints from vehicles belonging to Police ranks, while 12 were removed from vehicles being used for traffic patrols, the Traffic Chief said.

Just recently, Assistant Police Commissioner David Ramnarine had warned the Force’s officers that unless they were granted a special exemption for tint on their private vehicles, they would equally be subjected to what the law stipulates.

“There is a law for tint.

The law is not for some. The only law I know is when

the chief licensing authority grants an exemption, and in a few other cases,” he said. “Some three weeks ago, a message was circulated for tint to be removed from Police patrol vehicles, but it was disregarded by some. And therefore, to (ensure) the compliance that we want, a combined course of action was taken,” Ramnarine had said.

Last year, Public Security Minister Khemraj Ramjattan said Government would be moving to review the existing policy regarding tint on motor vehicles, as one of the components of the national crime fighting strategy. It was announced that tint meters would be used to determine the density of the tint on vehicle windows.

As it currently stands, only certain vehicles are permitted to have tints without the expressed permission of the Public Security Minister.

These include diplomatic ve-

hicles and those belonging to senior Government and high-ranking military officials.

Meanwhile, the Traffic Chief said 26 traffic ranks are currently undergoing two-week training, specifically for traffic purposes to improve their handling of traffic signals, their tolerance and their professionalism. He said many times the complaints senior officials receive are about ranks engaging in unprofessional behaviour.

“The training is aimed at reducing the complaints from the public due to improper conduct of traffic ranks,” he said. Moore said the Police are also looking at Force drivers, particularly those who have been involved in accidents. He said officials have identified a total of 23 ranks who were involved in accidents. The department, he said, will carry out some remedial training in September.

n light of the recent spate of deaths on the roadways, the traffic department of the Guyana Police Force (GPF) has made a special plea to road users, particularly motorcyclists, to exercise extra caution in using the road.

This Police Traffic Department has said it could not sit idly by while persons continue to lose their lives senselessly on the roadways.

Over the past few days, three motorcyclists lost their lives from a total of five road accidents. Traffic Chief Deon Moore has said there is really no reason for persons to be losing their lives in this manner. He said it is recognised that most of these accidents occur at midnight or any time after that hour.

He said that in three of the most recent deaths, the one at Goed Fortuin occurred at 3am, while the one at Better Hope occurred after 11pm.

On Sunday, 27-yearold biker Cleon Perreira of Buxton, East Coast Demerara (ECD) died on the spot after he collided with a car at just after 23:00h on the Better Hope Public Road.

Early Saturday morning, another motorcyclist was killed after he was struck by a minibus on the Goed Fortuin public road, West Bank Demerara (WBD).

42-year-old Joseph James of Walker Terrace, West La Penitence, Georgetown was returning home from a party when the accident occurred.

called in to investigate the death of 50-year-old Feroze Khan of Yarrowkabara, Soesdyke/Linden Highway, who succumbed to injuries sustained in an accident on the Land of Canaan Public Road, EBD that morning.

Khan had to be pulled from his vehicle after it had collided with another, and was taken to the Diamond Diagnostic Hospital, where he was pronounced dead on arrival.

“These timings are when the road is not too congested, not so busy. The weather condition was not foggy or rain was not falling, so the condition was not bad”. He said motorists need to drive at a speed that could bring their vehicles to a stop if a situation should present itself.

“At nights you should drive your vehicle at such a

speed in accordance with the distance that you can see. If your vision is blurred, pull in a corner, if a light has blinded you, pull in a corner”, the official pleaded.

He said “it is better for you to wait a few seconds than to try to force to where you want to get and never meet there”.

Moore has said that, so far for the year, some 15 motorcyclists have lost their lives. At the end of last year, 23 motorcyclists had lost their lives. He said the police had committed at the beginning of this year to see a radical reduction in the amount of lives lost on the road by asking them to wear their safety helmets.

“Many times you see them having the helmets, but having it strapped on the rear seat of the motorcycles. It is a dangerous practice. Motorcycle helmets afford you protection to your body in the event of any eventuality, for you to reduce the amount of injuries you would sustain,” the Traffic Chief said.

Revealing the traffic statistics. Moore said there has been a decrease in all categories of accidents, with 62 fatal accidents as against 83 this time last year, a 23 per cent decrease. In terms of persons dying as a result of the road accidents, this year saw some 68, as against 88 this time last year, a decrease of 23 per cent. Six children lost their lives last year. So far for this year there has been only one.

What can I do about my child’s anger?

I

n 2013, I became a father for the first time.

When I looked at that cute, precious bundle of joy, it did not cross my mind that I would have to help my son manage this incredible mix of emotions as he grew up. Besides that, I had to learn to manage mine too.

Four years into this journey, I cannot say that my wife and I have perfected our approach in helping our children deal with anger, but the acronym – ANGER – helps us remember the points to get through this together.

Acknowledge

When our first child, Nathan*, was younger and unable to verbally express his feelings, my wife and I would help him identify his emotions by asking if he felt angry, frustrated or sad. While we knew the emotion based on his outward expressions, he needed to hear us identify them and acknowledge how he felt.

This is the stage that we are in right now with Jane*, our second child.

As Nathan began to communicate verbally, we would ask him to describe his feelings on his own.

Non-reactional

One important thing that I have learnt in my life is that negativity fuels more negativity – you scream, I scream, everybody screams, and nobody listens. With negativity, it is so easy to react with the same.

The difference between reacting and responding is that the latter includes more thoughtfulness in it. As a parent, my job in such situations is to diffuse the negativity and not add to it, lest I become a child to my child. In most situations, my wife and I would respond first by taking care of our emotions and ensuring that we aren’t simply reacting reflexively to the child’s expression of anger.

Give time and space

Whenever possible and appropriate, we give our children the time and space to express their negative emotions. We feel that it is important not to short-circuit the process of their expressions, otherwise, our children may end up with extreme ways of articulating their emotions.

On one extreme of the spectrum, they might choose to suppress their emotions – especially in front of us – since we told them to “stop the nonsense” and showed no interest to dwell deeper into the situations. Conversely, they might become really good at emotional blackmail, since crying and screaming got them what they wanted.

Give them time and space, but definitely not give in or give up.

We help them calm down by going to a quiet, less-stimulating space, which could be one of the rooms if we’re home or a less crowded area. Noisy restaurants and kiddie rides in malls are common trigger venues, so going where the sounds of nature replace electronic beeps and rowdy music will help too.

Give them time and space, but definitely not give in or give up.

It’s important to be aware of how the environment affects our responses too. When there’s an audience watching how you handle your emotional child, take the stress level down a notch for all involved by moving somewhere else to process the issue privately.

Express within limits

When Nathan has an anger outburst at home and starts to shout uncontrollably, we would let him go through the course of the expression, first acknowledging his emotions and asking him to let us know when he is

ready to talk about what happened.

We have also established an understanding that we will intervene when he hurts himself physically, hurts others physically or with words, or becomes a nuisance to others. In such scenarios, I would put a firm stop to his actions before removing him from the stressful environment to a less stressful one to help him process his feelings.

Restore and teach

The idea behind processing our children’s emotions with them is to help bring them back to a state of calm, and repair any relational damage that occurred as part of the incident.

For our son, we work on helping him identify the reasons behind his intense feelings, teaching him the things he could do or say to avoid a repeat of the situation if possible, and expressing his emotions safely. For example, this process helps him manage his unhappiness when he’s unable to get what he wants. Instead of blowing up with anger or frustration, he has learnt to negotiate terms, as well as settle for alternatives or suitable explanations.

Processing their emotions with them helps them get back to a state of calm, and repair any relational damage that may have occurred.

Ultimately, whatever approach we choose to help our children deal with anger must be undergirded by love, so that our children will be able to come out of any angry situation knowing that Papa and Mama did what they did because they cared.

Anger is a normal emotion – even expected – when we consider the frustrations that young children face as they grapple to gain control over their minds, emotions and bodies. Being prepared to deal with it whenever it crops up is already half the battle won, turning each moment of anger into a milestone of trust and learning between us and our children. (family.org.sg)

dults who grew up with alcoholic parents probably have plenty to be mad about. As children, they were virtually powerless to stop the forms of abuse and neglect they often suffered.

They couldn't express their anger or outrage in a healthy manner. Instead, many either acted out their anger by getting into trouble or reacted inwardly by converting anger into shame, depression or low self-esteem.

It can take years of hard work to discover how deep the wounds really go. If anger isn't eventually dealt with responsibly, it can be a major block to personal growth.

Unresolved anger is often a factor in addictive and compulsive behaviours and relapse. Holding on to old anger can cause people to avoid conflict, procrastinate, and give up their needs. It can poison relationships and prevent true intimacy. It breeds bitterness, resentment, mistrust and fear.

"People who carry around a lot of resentment tend to be more reactive to day-to-day situations," said a Hazelden Family Programme specialist.

"If a driver makes a slight error in judgment on the highway, some people may react by screaming or shaking a fist at the driver--not because of the actual occurrence, but because they have a huge bank of anger inside that is tapped with the slightest provocation. Family members or significant others also become the recipients of repressed, misplaced anger. If people blow up at their boss, they probably won't last long on the job. Spouses and children tend to tolerate that kind of behaviour for a longer period of time."

Many people have a lot of anger inside them, but they don't realize it. Accepting that we are angry and identifying the reasons why helps us begin to let go.

"If your heart was broken because you always wanted to be hugged by your mother and father and they were never there, or you experienced actual abuse, you've got a valid gripe," said Earnie Larsen, a workshop leader and author of From Anger to Forgiveness.

"But once you understand and acknowledge that, you need to work through the anger and move beyond it to forgiveness and reconciliation. Otherwise, you're just stuck in a cycle of resentment and bitterness."

The people most likely to hang on to anger are those who come from dysfunctional families – people who didn't get their feelings validated as children or who were forced to deny their feelings. "Anger is the emotional response to perceived injustice," Larsen said.

"It is always a justice issue.

It's thinking or feeling that 'I don't count,' or 'My thoughts aren't important.'"

An important part of recovery for alcoholics and adult children of alcoholics involves doing the "anger work" and moving towards forgiveness.

The first stage in this process is to understand the incidents that still trigger anger.

Other practical suggestions: - Understand that addiction is a disease. This awareness is helpful for people who grew up in alcoholic families. Knowing that hurtful things were done out of addiction, rather than out of malice, helps people begin to forgive.

- Become willing to forgive. Without the willingness to forgive or work out a relationship, nothing will happen.

- Learn communications and assertiveness skills. These skills give people an outlet to express anger and other feelings in a non-disruptive way.

- Ask for help from a higher power. Tapping into a power greater than ourselves can help overcome long-term resentments and rage. Prayer can help people let go of selfpity and thoughts of revenge.

- Detach with love. We're less apt to be angry when we let go of responsibility for other people's thoughts, feelings and behaviours and concentrate on our own issues.

The benefits of successfully dealing with anger include serenity, self-confidence, healthier relationships and recovery. It's not a one-shot deal, but a process that continues throughout our lives. (hazelden.org)

he aviation fraternity turned out in their numbers at the annex of the Central Islamic Organization of Guyana (CIOG) on Woolford Avenue, Georgetown to bid farewell to the late Captain Imran Khan, latest pilot to have perished in a plane crash in Guyana’s hinterland region.

After a public viewing held at the CIOG’s annex, the body was flown to Hampton Court, Essequibo Coast, where Captain Khan was buried according to Islamic rites.

41-year-old Imran Khan, resident of the Essequibo Coast, Region Two, who had been attached to Air Services Limited (ASL), and had been flying from Chi-Chi to Mahdia when the Cessna 206 (8R-GFM) aircraft went down on Sunday.

Flying solo, Captain Khan had reportedly been expected to arrive at Mahdia at 08:47h, but had been a ‘no show’. An emergency locator transmitter (ELT) signal being emitted from the crashed aircraft and picked up at 09:08h was identified as coming from an area west of Mahdia.

A rescue operation involving the Guyana Defence Force’s 31 Special Forces Squadron was immediately mounted, but because of the mountainous terrain, search-and-rescue (SAR) operators had to trek to the crash site, where they found the lifeless body of Captain Imran Khan.

gest that the aircraft may have crashed into a mountain before diving into the heavy jungle. The aircraft is badly mangled, and it is believed that Captain Khan may have been pitched from

They were issued with fake receipts.

The woman he sold the land visited the Regional Democratic Office for an update on the progress of her transaction, only to be told that there were no records and the receipt she had in her possession was fake.

She then visited the office of the Central Housing and Planning Authority at Brickdam, Georgetown and it was revealed that there were no records of the transaction.

An investigation has been launched into the incident, and the officer has since been sent on administrative leave pending the outcome of the investigation. at Hunter and Sussex, Streets, Georgetown, he had in his possession six grams of crystal methamphetamines (a synthetic drug) in six transparent plastic bags concealed in a pink hat that he was wearing when he encountered a

mobile police patrol.

The 31-year-old defendant denied that he had the drugs in his possession, but Police Prosecutor Shawn Gonsalves told the court that the substance was found when the defendant was searched by the

police, and he was accordingly told of the offence, and arrested and charged.

Magistrate Latchman placed the defendant on bail in the sum of $50,000, and set the case for continuation on September 13.

Sales rep found with ammo on $80,000 bail

ales representative Sanjay Martin of Number 64 Village, Corentyne, Berbice was allegedly found with a single round of 9mm ammunition in his possession on August 27 on Main Street, Georgetown, when he was not licensed to carry ammunition.

Arraigned on Wednesday before Georgetown Magistrate Judy Latchman, the 35-year-old defendant denied the charge, and the attorney representing the accused told the court that her client has no previous conviction and no pending matter before the court.

had visited a popular Main Street night spot and her client and others were arrested following discovery of the round, which was reportedly found on the counter of the club.

Interestingly, the other detainees were released, but Police charged Martin with the offence, which he is vehemently denying, his counsel advised.

Police Prosecutor Shawn Gonsalves did not object to the magistrate placing the defendant on bail, thus Martin was placed on $80,000 bail, and is required to return to court on September 13.

Man remanded for killing teen

A

Corentyne resident was on Wednesday remanded to prison for stabbing a teenager in his neck, which resulted in his death.

Ivor Thom, 44, of lot 16 Williamsburg, Corentyne, Beribce, told Magistrate Renita Singh, “okay” when she informed him that he was remanded until September 12.

Thom appeared at the Reliance Magistrate’s Court on Wednesday arraigned for the murder of 19-yearold Vishram Mohabir, called “Ajai”, of Lot 258 Williamsburg, Corentyne.

It is alleged that Thom stabbed Mohabir in the wee hours of Monday morning at Williamsburg, resulting in his death. He was not required to plea to the indictable charge when it was read to him.

The defendant had previously been before the court on charges of trafficking in narcotics, assault and wounding. At the Reliance court, Thom who was unrepresented, stood emotionless as the charge was read to him.

The Police said they had ordered that the music be turned off at around 03:00h and their action had allegedly drawn rebuke from a group of individuals, of which the accused was a part.

The group re-converged and Mohabir’s younger brother was passing when the accused confronted him. At that point, the older brother stepped in to separate the two, and the accused whipped out a knife and stabbed him in the neck, before inflicting injury on the hands of the 16-year-old.

The deceased is said to have been the breadwinner for his mother and siblings.

Land ahoy!!

…for land grabbers ack in 1899, there was the famous (or infamous!) “great land rush” in the US, when their Government gave permission for what became their “Great Land Rush”. What it was, of course, was a “great land steal” since the US Government simply declared that two million acres of Indian Land could now be settled by whites. The Indians had been herded into “reservations” for “their own good”!!

Well, it appears Guyana’s about to have its own land rush – almost 200 years after our first, through the workings of the Commission of Inquiry (CoI) into “African Ancestral” lands. Now first of all, as used by the international community, the term “ancestral lands” is a “term of art” – that is, it has a specific meaning.

And whatever the variations for local conditions, it refers to lands which folks were occupying BEFORE the colonial invasions launched in the West by Columbus (1492) and in the East by Vasco Da Gama (1498) and which their descendants still occupy.

So right off the bat, if we go by that definition, in Guyana the term should properly be referring to what we call “Indigenous Peoples’ Lands”. But the Government has unnecessarily muddied up the (land) waters by arbitrarily dubbing lands bought by the freed slaves after 1838 as “ancestral” lands. There would be much less friction if the CoI would stick to questions on “African bought” lands. Which, in itself, ain’t gonna be simple!

What happened was the British wanted to keep the ex-slaves down on the sugar plantations but knew with all the lands available, the ex-slaves would prefer to decamp the scene of their humiliation. So to discourage purchases of estates – coffee, cotton, and cane – that were being abandoned at emancipation, the colonial Government passed a law stipulating that land could only be bought in plots of AT LEAST 100 ACRES!!

Now this was a lot of acreage and would cost a lot of money and the planters thought they’d checkmated the ex-slaves. They thought wrong!! The ex-slaves pooled their money and bought plantations JOINTLY. The problem in the present is while the individual occupiers might’ve demarcated their plots, they couldn’t pass it down to their children legally! Just informally.

So with the CoI claiming to be able to “solve” this problem which has become exponentially more complex since there have been at least seven “begats” in generational descendants! Not to mention sales to others. Unlike the real mother who didn’t want her child split by Solomon, the thousands of descendants actually WANT to have the land split!!

And therein lies a challenge that would stump Solomon, much less than the CoI! …or still at sea on oil?

This oil business with the oil company is getting stranger and murkier every day. First of all, we still can’t get a copy of that contract. We now know we ain’t getting any more than two per cent on royalties… contrary to what Trotman “hinted”. But can’t he confirm whether Guyana will be getting even a penny from corporate taxes like every other company in Guyana pays? At least we’d be getting another 30 per cent of the piddling amount the oil company will be declaring as “profits” – AFTER they take out their 75 per cent expenses they will have total control over computing.

But Trotman made an interesting slip the other day when he allowed that he won’t be proceeding with his grandiose US$500 million “oil processing facility” he’s announced for Crab Island. Claims that the Muneshwar’ GYSBI Facility on the East bank has made his proposal redundant. But Muneshwar said they were spending just US$10 million added to the US$20 million they spend to acquire the land.

What was Trotman going to do with the remaining US$470 million?? …for Warriors!!

With their massive trouncing of the Tridents the other night (Aw shucks…don’t remind your humble Eyewitness he predicted that!!) our Guyana Amazon Warriors are pretty much assured of a playoff berth.

Relationship with Exxon must be based on accountability, openness – President P resident David Granger has said that Government will be working with ExxonMobil to develop a long-term relationship founded on transparency, accountability, openness, and aligned interests for the good of Guyana.

During a State House meeting with a visiting delegation of ExxonMobil executives on Wednesday, President Granger said that, at the end of the process, Guyanese must be able to view the development of a petroleum industry as one that is beneficial to the national interest.

“We are at the start of an oil and gas industry and we want to ensure that our people are involved… We are happy with the way things are going so far, and we want to assure you of the Government’s commitment to transparency and accountability.

“We take decisions at the Cabinet level, and then those decisions are taken to the National Assembly; and we do not see that process

changing. All Guyanese must feel involved in the process,” Granger said.

Chairman and Chief Executive Officer of ExxonMobil Corporation, Darren Woods, in an invited comment, described the meeting as fruitful, noting that the Government’s commitment to transparency and accountability was discussed in detail. He said the administration’s commitment is

welcomed, since the company’s interests and aims are in alignment with this.

“I think it is a very productive conversation that we just had. The Government is looking to make sure that we develop the resources, and that we do it the right way -- that can benefit the community and the people of Guyana.

We are very committed to that ourselves, and we had a lot of discussions and dialogue to see how best we can do that to benefit ExxonMobil, the Government and the people of Guyana,” he is quoted by the Ministry of the Presidency as saying.

Woods said ExxonMobil remains committed to its investments in Guyana, and is swiftly moving ahead with its production plans.

The meeting was also attended by ExxonMobil’s executives: Country Manager and Project Executive, Rod Henson; ExxonMobil’s Guyana Senior Director of Public and Government Affairs, Kimberly Brasington; and Director of Government Relations, Carlton James.

nvestigations continue into the foiled robbery that occurred on the Liliendaal Embankment Road of Greater Georgetown on Tuesday, August 29, and left a suspected bandit dead.

Crime Chief Wendell Blanhum has indicated that no charges are expected to be filed against the bodyguard who fatally shot suspected bandit Trydon Munroe, 24, during Tuesday’s brazen robbery attempt on a 42-yearold interior flight services supervisor and her security escort (body guard), who had travelled to the Eugene F. Correia International Airport to uplift a package containing valuables.

Reports indicate that the woman was cornered along the Liliendaal Railway Embankment Road in the vicinity of the Giftland Mall junction when a dark coloured vehicle drove into her path, blocking her. Two men then exited that vehicle bearing weapons, and pounced on the businesswoman, being unaware that her armed escort was seated in the vehicle.

Govt’s economic performance ECD man dies in early ‘disgraceful’ – Ramotar morning accident

ormer President Donald Ramotar has described Guyana’s economic growth for the first half of this year as ‘shameful,’ given that the economy was thriving under the previous People’s Progressive Party/Civic (PPP/C) Government which he had managed for three years.

The former Head of State has said that although the economy recorded real growth of 2.2 per cent in the Gross Domestic Product (GDP) during the first half of 2017, this is not anything to boast about, and only reveals the incompetence of the coalition Government.

Ramotar recalled that under his administration, when the Opposition had a one-seat majority in the National Assembly, they used it to their advantage to stymie the work of the PPP/C, but even under those circumstances, the country still recorded even higher economic growth.

Describing the coalition Government as incompetent and visionless, the former President claimed that irresponsible management style has a lot to do with the country’s poor economic performance.

“This is an indictment on this Government, when they inherited a growing economy,” he added.

Ramotar says the current economic situation proves that what is taking

place now was inevitable, because there is a direct connection between democracy and economic and social development. “They still have time to take stock of what they are doing and change course, otherwise we are going to end up right back at where we were in the 1970s and the 1980s,” he predicted.

Commenting on the 12.6 per cent or $3.4 billion deterioration in non-performing loans recorded in the local financial sector, Ramotar said this is also an indication that Government does not have what it takes to stimulate growth and development in the local economy.

“It’s because the economy is not doing well (that) you have this increase in bad loans. A lot of these people are those who take money to purchase their homes, and something terrible has to happen for (them) not to reach their commitment; and if they can’t meet that, it shows how rapidly our economy is deteriorating,”

he explained.

In the Finance Ministry’s 2017 Half-Year Report, it was revealed that the private sector’s credit had increased while the exchange rate had remained constant.

This marginal increase was mainly driven by the expansion of the agriculture, fishing, and forestry sectors.

The manufacturing, construction, and service sectors also made significant contributions.

Growth in the agriculture, fishing, and forestry sectors was led by expansion in the rice and fishing industries attributable to favourable international prices, strong demand, and entry into new markets.

Non-sugar growth declined from 3.1 per cent in the first half of 2016 to 2.4 percent during the same period in 2017.

But Ramotar contends that although these figures have been produced, he is positive that growth in the economy came directly from the gold and mining sector.

He said if this sector were doing poorly, then the economy, by a large extent, would have been worse off, especially since the downsizing of the sugar sector has started to take full effect.

The report said the non-financial Public Sector deficit is expected to be in line with the budget, as the anticipated over-achievement of the revenue target should compensate for the additional expenditure in areas of crime and security and public infrastructure.

The other macroeconomic variables, such as inflation and the exchange rate will be kept in check.

osting nude photographs of her former lover on Facebook has landed a North Ruimveldt, Georgetown woman in hot water. Nikita Cooper appeared before Magistrate Judy Latchman on Wednesday charged for corrupting the public’s view.

The 31-year-old is accused of posting the photographs between June 1 and July 18, 2017. The prosecution is contending that Cooper and her ex-boyfriend had been in a five-year long relationship which ended. According the prosecution, as a result of the breakup, the accused threatened to leak the im-

Reports indicate that the images all appeared to be taken unknowingly to the Virtual Complainant (VC).

According to the prosecution, the VC in a statement revealed that he is now in a traumatised state and was even forced to drop out of classes that he was taking as a result of embarrassment.

Cooper was granted $100,000 bail. She is expected to return to court on September 5.

Her establishment offers globally recognised professional qualification courses for local entrepreneurs, and addresses the unavailability of professional and youth development opportunities in the fields of accounting, business, and finance.

Hutson merited his spot for launching Ecab, a mobile app for calling taxis here in Guyana. The app allows for cab-seekers to electronically hail the closest available cab, while allowing drivers to earn more by saving on gasoline and time. Feasibility study for new Demerara 300kw hydropower plant slated for Kato River bridge completed

he Feasibility Study and Design for the new Demerara River bridge has successfully been completed and a copy was on Wednesday afternoon presented to Minister within the Public Infrastructure Ministry, Annette Ferguson.

The 57-page final report was presented by the project team, which includes Demerara Harbour Bridge Corporation (DHBC) General Manager and Project Manager, Rawlston Adams; Chief Transport and Planning Officer, Patrick Thompson; and Team Leader of the consulting company, LievenseCSO, Arie Mol. During the document's handing over, a rundown on its main conclusions were highlighted. From the feasibility study it was determined that the proposed location of HoustonVersailles was the most ideal. It was further noted that the bridge should be a low-level one with a movable part and threelanes. This structure, it said, provided the most socio-economic benefits for Guyana and led to the lowest urban environmental impact. Furthermore, it was recommended that

the promotion of alternative transportation routes should be encouraged to lend to the longevity of the new bridge.

According to the Department of Public Information, the completion of the feasibility study leads the way for the next stage, the pre-qualification of contractors for the construction of the bridge.

This process has already begun and will conclude on October 17.

Meanwhile, both Adams of the DHBC and Thompson of the Public Infrastructure Ministry noted the preparations

that were undertaken during the feasibility stage to ensure the successful completion of key components.

Thompson noted that during the preparation of the feasibility study, all possible stakeholders, including those from the Private and Public Sectors and neighbourhood and Regional Democratic Councils, were consulted. esidents of Kato in Region Eight (Potaro-Siparuni) are slated to benefit from a 300 Kilowatt hydropower plant, which will supply them with electricity.

Bids for the Inter-American Development Bank (IDB) funded project can be found in all local newspapers. This was disclosed by Hinterland Electrification Company

Incorporated (HECI) Chief Executive Officer, Horace Williams.

According to the Department of Public Information (DPI), Williams explained that this “is a key project that we are pursuing to supply mainly Government buildings including the new secondary

school at Kato and we expect to also build a transmission line from Kato to the neighbouring Paramakatoi village to supply energy to community buildings there as well.”

He said the power plant will be powered by the Chiung River. The project is one that the Public Infrastructure Ministry is working on to ensure is a success.

“We want to see this project come to fruition because we have been trying for a number of years to actually establish this hydropower facility at Kato without success, so we are hoping that we succeed this time in implementing such a project,” he stated.

The community is currently being powered by 65kw solar panels and small diesel generators. With the establishment of the hydropower system, Williams said, “we will be establishing a grid that will supply these public buildings with 24-hour electricity… so that

will be of significant benefit to the community.”

The CEO is also encouraging local companies to partner with foreign companies with the experience of developing hydro-powered plants so that in the future, they build the capacity to build same.

Child sexual abuse in interior regions ... gap exists between law and culture – CC&PA

T

he Child Care and Protection Agency (CC&PA) has found itself between the proverbial “rock and a hard place” regarding its attempts to address child sexual abuse in communities within the interior regions, as there remains a gap between what the law requires and the innate culture of some communities.

This is according to head of the CC&PA, Ann Greene, who told Guyana Times that the agency has been working towards bridging that gap through “education and re-education”.

“We have found that Region One [Barima-Waini] and Region Seven [CuyuniMazaruni] would stand out in cases of sexual abuse against children. If we look at the particular regions, we have a gap between the law and the culture in those areas. That means that there’s the law that says sexual activity at age 16, but in some culture groups, there’s a younger age,” Greene told this newspaper in an invited comment.

She said the law works for all children and that is what the agency has been doing overtime.

from the home of their biological father in Region Nine (Upper Takutu-Upper Essequibo). And while the issue of the law versus culture speaks specifically to the abuse of children who may not be related to their abuser, Greene said the CC&PA has been receiving numerous reports of incestuous child sexual abuse cases.

“Enough to be concerned,” Green said in response to the question on the amount of reports the CC&PA has been receiving.

According to Greene, whenever there’s a report of sexual abuse against children, it considered a very serious crime.

“If it is a report of sexual abuse, sexual abuse is a crime and we will be investigating it. The charges have to be brought by the Police.

We also have to ensure the protection and safety of the children because they become witnesses. And that is what we are doing now.

Because of the absence of the support of the children, we had to remove them for protective care,” the CC&PA head said.

The Department of Public Information had reported that three children who were rescued from an allegedly abusive home in Region Nine on Monday have been brought to Georgetown.

Medical examinations have proven that the two girls have been sexually molested, but their male sibling was not. Additionally, a 14-year-old female sibling who had relocated earlier in the year was also examined and found to have been sexually abused.

The children’s father has also been brought to Georgetown to further assist with investigations. The four children will remain in the State’s custody, while their 49-year-old father is in Police custody.

CC&PA rescued the three children – two girls respectively; aged 12 and eight, and one boy aged

eight – from a home in which they had allegedly been sexually abused by their father.

Acting on reports made by village leaders, including

school teachers in Quarrie, a satellite community of St Ignatius Village in Region Nine, CC&PA officials on Monday took the children from the home in which they

resided with their 49-yearold father and carried them to the Lethem Police Station in an effort to have that entity assist with investigations.

Argentine experts to help restore Guyana’s deteriorating art

wo internationally recognised Argentine experts in conservation and restoration of works of art are set to visit Guyana between September 2 and 9, as the Education Ministry collaborates with the Embassy of Argentina to restore and conserve paintings in Guyana’s national collection of art housed at the National Gallery of Art, Castellani House, Georgetown.

Executed by the “TALLER TAREA” of the Cultural Heritage Research Institute (TAREA-IIPC) at the National University of San Martín (UNSAM) in Argentina, this project will be piloted by collaborations between the National Art Gallery of Guyana and the experts of TAREA-IIPC UNSAM. This visit, financed by the Fund for South-South Cooperation administered by the Foreign Affairs Ministry of Argentina, is an exploratory mission during which the Argentine team will be conducting a first assessment of the damaged works of art after which a proposal will be put in place on the way forward to implement the project.

This project follows discoveries made by the Castellani House in 2014, when a number of its prized pieces had deteriorated and consequently been endangered. As such, it was considered necessary to restore the

Two years later, Argentine Ambassador and Curator (ag) of the National Gallery of Art, Castellani House, Ohene Koama, agreed that the best way forward would be to submit a proposal to the Foreign Affairs Ministry in Argentina to advance with a project to be implemented in stages, which materialised when the Ambassador delivered the request to the Argentine Government, which then confirmed the availability of a team of the UNSAM to implement the project.

During their time in Guyana, the foreign experts will examine the compromised pieces, subsequent to which conditions assessment for restoration will be conducted; identifying the material and techniques needed in order to conserve the works of art.

This project will benefit the visual arts community in Guyana, contributing extensively to the visibility of art by generating more interest in local artists from both locals and tourists.

In addition, the project is expected to impact the lives of those (both present and deceased) artists and their families, whose works will be restored.

This implementation presents the possibility of signing a bilateral cooperation agreement to increase student and teacher mobility between UNSAM and institutions of art training in Guyana, which would not only promote the internationalisation of higher education and training between the countries but serve as a catalyst to strengthen ties between Guyana and Argentina.

Upbeat US growth revision drives Wall Street higher U S stocks rose on Wednesday after stronger-than-expected US economic growth outweighed concerns about escalating tensions between the United States and North Korea and uncertainty in the aftermath of Hurricane Harvey.

Gross domestic product was revised higher to show a 3.0 per cent annual growth rate in the second quarter, due partly to robust consumer spending as well as strong business investment.

Adding to the positive sentiment, US private-sector employers beat economists’ expectations as they hired 237,000 workers in August, marking the biggest monthly increase in five months.

“I have doubts how sustainable the macro economy is, but perceived fundamentals are still okay. GDP confirmed that,” said John Velis, macro strategist at

State Street Global Markets in Boston.

“You can come up with plenty excuses to remain (invested) in the market.”

President Donald Trump said he wants to see the US corporate tax rate drop to 15 per cent but the White House offered no new tax plan, leaving the proposal in the hands of Congress. Tax reform was one of Trump’s main talking points during his campaign and expectations for its passage have been a main driver of stock gains since he won the presidency.

The Dow Jones Industrial Average rose 27.06 points, or 0.12 per cent, to end at 21,892.43, the S&P 500 gained 11.29 points, or 0.46 per cent, to 2457.59 and the Nasdaq Composite added 66.42 points, or 1.05 per cent, to 6368.31.

Questioned why he felt the need to own his own business when he simply could have taken the easy path and gone to work for his brothers, he pointed out that would have required him moving or migrating thus giving up his father’s house and his independence.

However, he had a different vision for his future: he wanted to build on what he inherited, for the family and grandchildren he one day hoped to have.

In the midst of all his electrician work, the young entrepreneur still finds time to pursue his other two passions – cricket and music. An avid cricketer who has represented his county at the youth level, the Essequibian

Caribbean tourism progress hinges on smarter partnerships

New Uber CEO promises change, sees IPO in 18-36 months

ber Technologies Inc’s new Chief Executive Dara Khosrowshahi told employees on Wednesday the ride-services company would change its culture and may go public in 18 to 36 months.

Khosrowshahi, who led travel-booking site Expedia Inc for 12 years, made the remarks as he introduced himself to Uber’s workforce on Wednesday during an all-staff meeting at its San Francisco headquarters.

His plans include re-

building Uber’s culture and growing market share as well as possibly conducting an initial public offering in 18 to 36 months, according to people who attended the meeting. It is common for venture capital-backed companies to signal an IPO at a vague time in the future.

“This company has to change,” Khosrowshahi told employees, according to the Twitter feed of Uber’s communications team. “What got us here is not what’s going to get us to the next level.”

Brazil court blocks Amazon mining decree

Brazilian court has suspended a government decree that would open up a vast natural reserve in the Amazon to commercial mining. The area covers 46,000 square kilometres (17,800 square miles) and is thought to be rich in gold, manganese and other minerals.

On Monday, following widespread criticism, the government revised the decree, prohibiting mining in conservation or Indigenous areas.

The latest decision follows an outcry from activists and celebrities.

The federal court in the

capital Brasilia said in a statement it was suspending “possible administrative acts based on the decree” signed by President Michel Temer.

The Renca reserve in the eastern Amazon is home to Indigenous tribes and large areas of untouched forest. Its size is larger than Denmark and about 30 per cent of it was to be opened to mining.

Brazilian President Michael Temer says this would boost the country’s economy.

But opposition Senator Randolfe Rodrigues denounced the move as “the biggest attack on the Amazon in the last 50 years”.

Maurício Voivodic, head of the conservation body WWF in Brazil, warned last month that mining in the area would lead to “demographic explosion, deforestation, the destruction of water resources, the loss of biodiversity and the creation of land conflict”.

According to the WWF report, the main area of interest for copper and gold exploration is in one of the protected areas, the Biological Reserve of Maicuru.

retired United States Army Colonel has been charged for his alleged role in a foreign bribery and money laundering scheme in connection with a planned multimillion-dollar port development project in Haiti.

Joseph Baptiste, 64, was arrested on Monday morning on a criminal complaint filed in the District of Massachusetts. He was charged with one count of conspiracy to violate the Foreign Corrupt Practices Act and to launder money.

The complaint alleges that Baptiste solicited bribes from undercover agents in Boston who posed as potential investors in infrastructure projects in Haiti, in connection with a proposed project to develop a port in the Moles Saint Nicolas area of Haiti.

TS Irma heads for Caribbean, likely to become hurricane

ropical Storm Irma formed in the eastern Atlantic on Wednesday and is forecast to gain hurricane strength as it heads towards the Caribbean, US weather monitors said. Irma is currently some 480 miles (770 kilometres) west of Cape Verde, the Miami-based National Hurricane Center said in its 2100 GMT bulletin.

tained winds of 60 miles (95 kilometres) per hour and is moving west at a speed of 15 miles per hour.

Irma comes in the wake of Harvey, which has pummelled Texas and Louisiana with soaking rains for days, unleashing deadly floods and leaving thousands of homes under water.

The storm is currently far from land, but heading straight towards the south-

ern Caribbean, to the area between the US island territory of Puerto Rico and South America’s northern coastline.

“Some strengthening is forecast during the next 48 hours and Irma is expected to become a hurricane Thursday or Friday,” the NHC said.

The public is asked to observe the following: • Drones should not be operated in any open air function or over any mass public gathering.

S-led coalition aircraft have carried out strikes to halt a convoy evacuating Islamic State militants from the Lebanon-Syria border area towards Iraq.

The coalition said it had not hit the convoy, but "cratered" a road in east

Syria and bombed IS vehicles nearby.

Earlier, the US envoy to the coalition condemned the evacuation, which was negotiated by the Lebanese army, the Syrian army and its ally Hezbollah.

Brett McGurk insisted that "terrorists should be killed on the battlefield".

He also said the coalition would "help ensure that these terrorists can never enter Iraq or escape from what remains of their dwindling 'caliphate'".

Lebanese, Syrian and Hezbollah forces agreed ceasefires with IS militants near the town of Ras Baalbek last week, only days after launching simultaneous offensives on the jihadists' final foothold in the border area.

In exchange for turning over the bodies of several Lebanese soldiers captured in 2014, 670 militants and their families were allowed to leave for Albu Kamal, a town in the Syrian province of Deir al-Zour that is 6km (4 miles) from the Iraqi border.

On Wednesday morning, Lebanon's President Michel Aoun hailed the country's "victory over terrorism" and said its citizens could "be proud of their army".

His army chief, Gen Joseph Aoun, meanwhile defended the evacuation deal, saying he had wanted to find the missing soldiers and not risk any more lives. (BBC)

The regulator – the US Food and Drug Administration – said its decision was a "historic" moment and medicine was now "entering a new frontier".

The company Novartis is charging $475,000 (£367,000) for the therapy, which leaves 83% of people free of a type of blood cancer.

Doctors in the UK said the announcement was an

exciting step forward.

The "living drug" is tailor-made to each patient, unlike conventional therapies such as surgery or chemotherapy.

It is called CAR-T and is made by extracting white blood cells from the patient's blood.

The cells are then genetically reprogrammed to seek out and kill cancer.

The cancer-killers are then put back inside the patient and once they find their target they multiply.

3-belt boxing champ Golovkin puts titles on line in Vegas debut G

ennady Golovkin says defending his world titles against Canelo Alvarez in his first fight in Las Vegas may be the most difficult bout of his career.

"It is the biggest fight of my career," said Golovkin.

"Canelo is the biggest champion and the biggest name out there."

Three-belt champion Golovkin and Alvarez will meet for middleweight supremacy at the T-Mobile Arena in Las Vegas on September 16.

The 35-year-old Golovkin told a news conference at Microsoft Theater in downtown Los Angeles on Monday that if he wants to establish a legacy in boxing he needs to beat the likes of Alvarez.

"I need this fight to get back to boxing. I have been working hard in training every day," said Golovkin, who has fought in seven different countries and 22 cities but never in Las Vegas.

He is undefeated with a 37-0 record while Alvarez has only lost once in 51 fights (49-1-1).

Promoter Tom Loeffler said WBC, IBF and IBO champion Golovkin is having no trouble getting motivated for this fight which is sold out.

"He has the sparkle in his eye again," said Loeffler.

McGregor, who was making his professional boxing debut, would be to not quit his day job. "McGregor in boxing, no. He's not a boxer. He is a UFC fighter."

Golovkin's promoter Loeffler said Mayweather shouldn't be allowed to include that fight in his official boxing results.

A Pakistan Cricket Board (PCB) tribunal handed down the punishment following a hearing on Wednesday, but two and a half years of the ban is suspended.

Sharjeel, 28, has played one Test match, 25 oneday internationals and 15 Twenty20 internationals for Pakistan. He will not be able to play domestic or international cricket for the next two and a half years, after which his return will be closely monitored, the tribunal said. That punishing defeat came with Andrew Strauss as experienced in leadership as Joe Root was this week and the current skipper's boss will do well to offer a reminder that one defeat does not a captaincy make.

Strauss went on to score three hundreds in that series, then beat the Windies at home before regaining the Ashes and then defending them Down Under within two years.

Unfortunately for the incumbent, Root does not quite have such a timeframe to learn from the mistakes of this Test.

"Here [Stokes] only got five overs - that's something looking back personally that could have gone slightly different," he said "When I thought of bringing him on, there was also opportunities to bring on Stuart and Jimmy where you're looking at guys who've taken nearly 900 Test wickets, your senior bowlers stand up and make the breakthroughs for you. That might be something for me to learn as well."

The second bonus for Root is the unwavering backing of head coach Trevor Bayliss.

Such a surprising defeat can often prompt introspection and rash decision-making, but Bayliss was quick to highlight the importance of Root sticking to his guns in the Lord's series decider and beyond into the tour of Australia later this year.

Bayliss said: "I hope the result doesn't change the way he thinks about the game. If we're in that situation I think more times than not, we'll win more than we lose.

"The wicket played pretty well, the West Indies played even better. So all credit to them but I'd like to see the same sort of thought process happening in the future."

Root has shown an aptitude for learning and improvement in spades since being caught off guard by the venom of an Ashes tour four years ago which ended with him being sent home early.

orld number three Roger Federer survived a first-round scare from Frances Tiafoe before grinding out a 4-6 6-2 6-1 1-6 6-4 victory over the American teenager in front of a raucous crowd at the U.S. Open on Tuesday.

Federer looked more relieved than overjoyed when Tiafoe’s forehand found the net on match point to keep his hopes of a 20th grand slam title alive.

“We had a good fight,” Federer said in an on-court interview. “It was exciting and this is why I came to New York, to go through these emotions,” he said with a laugh.

The 19-year-old Tiafoe broke Federer in the first game of the match and bellowed out a loud “Come on!” when his forehand winner found the line to capture the opening set.

Federer, who has won this year’s Australian Open and Wimbledon since taking a six-month break last year, soon found his groove once he broke Tiafoe to take a 3-1 lead in the second set and reeled off nine of the next 10 games.

However, his poor form returned in a 23-minute fourth set when his serve and the accuracy of his trusty one-handed backhand completely deserted him.

Federer said Tiafoe could go on to have a big career.

“He is a great player and has a bright future ahead of him,” he said of the 19-year-old.

Despite coming away with the win, the shaky performance raises questions about the health of the 36-year-old Swiss, who sat out the Cincinnati Masters earlier this month with back pain.

He acknowledged that he was worried about his back going into the match but said he felt “much, much better”.

“This win will give me a lot of confidence,” he said.

Due to rain, the speedy 2-hour and 35-minute five setter was played under the closed roof of Arthur Ashe Stadium, which amplified the volume of the rowdy crowd.

ransport Sports Club (TSC) got their 2017/2018 Georgetown Cricket Association (GCA)/ Noble House Seafoods Second Division Two Day Competition off to a resounding start with a comprehensive win over minnows, Diplomats.

Last year’s runners-up, TSC, won the match which was played over the weekend at the Gandhi Youth Organisation (GYO) Ground by a mammoth margin of 257 runs.

Scores in the match read: TSC 229 all out and 2677 declared; and Diplomats 128 all out and 111 all out.

Azeez, a proven performer recorded 106 in his team’s first innings to hit the first century of the tournament. He was supported by Devaughn Nandan and Jonathan Adams, who scored 32 and 23 not out respectively.

Bowling for Diplomats, A. Marcus (3-58) along with his team mate Richard Mohammed (3-45) troubled TSC’s batsmen on their way to snatching three- wicket hauls at the small Woolford Avenue venue, while L. Caesar collected 2-13 to contribute to his team’s cause.

TSC’s Soopaul Sinclair (3-32), Mark Baptiste(2-31), Adams (2-17) and Azeez (2-

13) prevented Diplomats from coming close to their first innings score.

hakib Al Hasan picked up 10 wickets, David Warner slammed his 19th century and the Australian tail almost pulled off a historic chase.

But in the end, Bangladesh held their nerve to secure a tense 20-run win and register their first-ever Test win against Australia on the fourth day of the first Test in Mirpur on Wednesday.

The game was evenly poised at lunch on Day 4 with Australia at 199/7, needing a further 66 runs. However, Shakib continued his recordbreaking match when he cleaned up Glen Maxwell in the first ball of the session.

Bangladesh were closing in on victory but Nathan Lyon and Pat Cummins had other ideas. Lyon notched up the 200 by sweeping Shakib while Cummins hung in to reduce the deficit. Lyon tried to employ the sweep to counter Shakib as Australia hung in.

The 30-run stand was broken when Lyon top-edged a sweep off Mehedi Hasan.

Pat Cummins gave Bangladesh fans some anxious moments when he launched Mehidy Hasan for two sixes to reduce the deficit to 21 runs.

Glenn Maxwell tried to break the shackles by slamming 15 runs, including two boundaries off Shakib but any chances of a counter-attack were snuffed as Bangladesh continued to take wickets regularly.

Peter Handscomb, who had displayed admirable grit in the series against India, cut a short ball from Taijul but the edge flew to first slip where Soumya Sarkar produced a brilliant reflex catch on the second attempt to give Bangladesh hope. Shakib continued his wicket-taking spree as he trapped Matthew Wade for 4 and Bangladesh ended the session on a high when Taijul sent Ashton Agar (2) cheaply.

With Australia losing five wickets for 90 runs in the first session, it was an uphill battle from that point on and Bangladesh continued their resurgence, having earlier beaten England and Sri Lanka in 2016/17. This loss only continued Australia’s woeful run in the Asian sub-continent, having won just one out of ten Tests in the last four years.

amaica Tallawahs 157-7 (Sangakkara 69, Powell 43, Cottrell 2-38) beat St Kitts and Nevis Patriots 116 (Lewis 40, Thomas 3-31, Santokie 3-10) A superb spell of fast bowling from 20 year old Oshane Thomas led Jamaica Tallawahs to a 41 run victory against St Kitts and Nevis Patriots in Match 26 of the 2017 Hero Caribbean Premier League (CPL). Thomas dismissed key batsmen Chris Gayle, Carlos Brathwaite and Mohammad Nabi in four hostile overs that ensured the Tallawahs defended 158 which guarantees their qualification for the Play Off stage.

The Patriots run-chase got off to the worst possible start when Gayle was trapped lbw for a three-ball duck offering no shot to an in-swinger from Thomas who bowled a fiery opening over. Evin Lewis was not phased however, and despite taking a blow to the head in that first over he blitzed an astonishing 40 off just 17 balls, of which 38 came in boundaries. Gritty Sharapova battles back to beat Babos T

imea Babos threatened an upset in round two of the US Open but Maria Sharapova fought from a set down to win.

Sharapova produced a battling display to come from behind and defeat Timea Babos 6-7 (4-7) 6-4 6-1 in the second round of the US Open.

Sharapova, competing at her first major since returning from a doping ban, triumphed in three sets against second seed Simona Halep in her opening match at Flushing Meadows and displayed similar levels of grit to set up a third-round clash with either Sofia Kenin or Sachia Vickery.

The Russian, US Open champion in 2006, paid the price for sloppy errors in the opening set, twice letting Babos off the hook immediately after breaking her serve.

However, former world number one Sharapova continued to fight and showed tremendous resilience to stay in the match in the second before powering on to victory in two hours, 19 minutes.

ley found the net in the opening game but drew level at 2-2 when Babos went long after an awkward rally.

The Hungarian defended well, though she failed to take two occasions to serve out the set, the latter coming after Sharapova failed to consolidate a break for the second time and resulting in a tiebreak.

A wild forehand and a double fault from Sharapova gave Babos a 4-1 lead and the world number 59 ensured another opportunity to claim the set did not slip through her fingers The Russian did not dwell on the setback and be-

Boosted by momentum swinging her way, Sharapova broke to love in the opening game of the third and there was no looking back after she moved 4-1 up, winning the first match between the duo.
