Private sector petitions National Assembly to pass money laundering bill

T

he Private Sector Commission (PSC) is petitioning members of the National Assembly to consider, make any necessary adjustments and pass the Anti-Money Laundering and Countering the Financing of Terrorism (Amendment) Bill of 2013.

The bill seeks to amend the Anti-Money Laundering and Countering the Financing of Terrorism Act of 2009.

Guyana faces blacklisting if the bill containing several amendments by the Caribbean Financial Action Task Force (CFATF) is not passed by the House.

CFATF is an umbrella body with supervisory jurisdiction over 26 countries within the hemisphere and has the role of examining legal and policy infrastructure of member countries to ensure that mechanisms are in place to minimise the risk of money laundering and financing of terrorism.

The taskforce is mandated to work with member countries to ensure compliance, and after unsuccessfully exhausting this option, can declare member countries as being non-compliant with international guidelines and can invite other member countries to take the necessary action to protect against any risk that the delinquent country poses to them and their businesses.

Consequently, in light of the need for Guyana to comply with the recommendations of the CFATF and enact and/or amend legislation to prohibit money laundering and the financing of terrorism, the necessary bill of Parliament as required to ensure compliance has been reviewed by the Caribbean Financial Action Task Force and has been deemed acceptable, and has been with the appropriate select committee of Parliament for approximately six months.

Though the Alliance For Change (AFC) has indicated their support for the bill, A Partnership for National

Unity (APNU) leader David Granger has said the coalition will not be supporting the amendments to the bill, due to their absence in the entire process and the need for it to be properly done.

He said that the coalition has no-confidence in the amendments made to the bill and its readiness for a final reading set for November 7.

The opposition leader reiterated that government had the bill for four years and was looking to have it passed through the National Assembly in a mere four months.

A matter of priority

However, the PSC, which represents 17 business organisations across Guyana, and the interests of 21 corporate entities, including all manufacturing companies, said it is mindful of the severe economic consequences of failure to enact the aforesaid bill, and respectfully requests the National Assembly to pass the legislation as a matter of national and economic priority.

The commission said it notes the concerns expressed by the opposition parties but no written submissions have been forthcoming as it relates to adjustments to the bill as deemed amendable by the political opposition.

The PSC reiterated that failure to enact the legislation will result in the blacklisting of Guyana by other countries which will result

in severe hardship for the business community and the ordinary citizens of Guyana.

Correspondent banks will increase their queries regarding customer transactions, thus increasing the cost of doing business. Not surprisingly, this process has already begun.

Foreign banks have already begun to sever ties with local banks and branches; the cost of remittances will escalate. Remittances, which now make up 40 per cent of the Gross Domestic Product of Guyana, will be reduced to the detriment of the poor.

The PSC also noted that the conduct of everyday business and the retention of jobs are at stake, and

Guyanese will be faced with difficulty in obtaining insurance and insurers may be forced out of business.

Transactions involving payments to foreign suppliers will become difficult, if not impossible; and all essential imports will be affected and delayed with associated increases in costs. “Whereas foreign currency will become scarce with a concomitant devaluation of the Guyana dollar; whereas Guyana will experience capital flight as persons remove their money from the country; whereas investors will leave Guyana and whereas growth of the economy of Guyana will grind to a halt,� the petition said.

Let there be light

T

oday and tonight is the national festival of Diwali, which has been bequeathed to our rich cultural and religious diversity via the Hindu segment of our population. As with most festivals that have come down from hoary antiquity the festival is an admixture of man’s response to the physical universe in which he found himself and his linking of his social life to that reality.

In the instance of Diwali, Christmas and Hanukkah for instance, these originated as early civilisations in the Northern Hemisphere reacted to the ever lengthening period of darkness as the sun “moved” south. They are all festivals that involve light in a mimetic effort to encourage the light to return as darkness is dispelled.

Diwali occurs on the darkest and longest night of the year (“amawas” night) and in Guyana and wherever Hindus reside, little earthen pots (diyas) will be filled with oil and wicks will be lit in this ancient ritual of returning light to the societies in which they live.

As is common with much of Hindu “religious” practices, the early response to his physical environment is given symbolic meaning and has also become intertwined with stories and legends that illustrate that meaning.

With Diwali, the encroaching and lengthening period of darkness was considered to represent the seemingly inevitable tendency of negativity of various types to spread in all societies and the need for humans to take action to return society to its equilibrium.

One of the most famous stories associated with Diwali is that of Prince Rama, whose wife, Princess Sita was abducted by the avaricious but powerful King Rawan.

There will always be those who become envious and covetous of, and for, the blessings of others and who will stop at nothing to seize those blessings. Sita represents the virtues of society.

Rama, however, demonstrated the necessity for mankind to counter those tendencies, by force if necessary, for the greater good of society. After his wife’s abduction, Prince Rama gathered an army drawn from a very diverse collection of peoples, defeated Ravan and his forces of darkness and regained his wife.

At a very practical level, Rama’s action after his defeat of Ravan has a message for victors of modern wars: he did not seize Ravan’s kingdom but passed it on to Ravan’s brother who had demonstrated benevolent qualities of leadership.

This action precluded the imposition of an alien or foreign rule or culture on the conquered peoples of Ravan’s kingdom. Today we have seen the deleterious and insidious effects of the imposition of outside cultures on conquered peoples –whether we call it “democracy” or “modernity” or any other anodyne term.

In Guyana, Diwali comes this year at a very critical time.

The political stalemate that began two Diwalis ago has degenerated into a full blown war of attrition by the opposition against the legally elected government of the day. The latter is dubbed a “minority government”, even though it won the executive in accordance to the explicit constitutional rules, to lend legitimacy to the opposition’s extreme action to “expose and depose” it.

The final straw, so to speak, has been the opposition’s intractable stance on the Anti-Money Laundering and Countering the Financing of Terrorism (AMLCFT) Bill. As is clear by its name the bill seeks to perform actions that no well meaning person, much less political parties hoping to take over the reins of government, should reject out of hand.

Reasonable persons and parties, can of course, differ on precise steps to be taken. The opposition, however, has refused to spell out its disagreements, but tie their support to extraneous acts of cynical horse trading.

The entire financial, business and commercial umbrella organisations have spelled out the darkness that would spread over Guyana if the AMLCTF is not enacted. We hope that, even at this 11 the hour, the opposition will see the light.

Local government institutions are crumbling in Region Two Dear Editor, The local government institutions in Region Two are on the verge of collapsing as another councillor and chairman of the Charity/ Urasara Neighbourhood Democratic Council (NDC) has resigned. The resignation came about following alleged mismanagement of the council’s affairs, misuse of fuel, inflated transportation claims for attending meetings, and claims for site visits within the Charity/Urasara area.

are now calling on the local government minister to facilitate re-elections, in aid of electing a new chairman for the Charity/Urasara NDC. The councillors and stakeholders are against the installation of an Interim Management Committee (IMC) as proposed by the regional chairman, to conduct the affairs of the present council.

Under the Local Government Act, Chapter 28:02, it clearly states that councillors can present arguments in support of re-

elections to be held under the circumstances that the chairman has resigned and there is no acting vice chairman. Since 1994, the inconsistency of the Region Two NDCs and Regional Democratic Council (RDC) relations has affected the smooth functioning of the council and its municipality.

Though it is useful for the RDC to be aware of the NDC’s involvement within the region, the Charity/Urasara NDC should be entitled to con-

tact the Ministry of Local Government and Regional Development (MLGRD) directly if necessary.

Preference for the NDC over the Interim Management Committee (IMC) often strongly prevails, primarily since they are able to identify needs and priorities and possess the relevant expertise and information needed to determine what is best for the region.

An appeal for the voiceless Dear Editor, Please allow me a small space in your letter column to make an appeal for the voiceless.

Guyanese will be celebrating Deepavali on Sunday, November 3. I am hereby mak-

ing a humble appeal to all Guyanese to please take the animals into consideration when lighting off squibs and bombs.

These things affect the poor animals tremendously. Some get so scared that they end up running away from their homes and

in the end they get lost and or hurt.

Please, please have a heart and think of the poor innocent animals.

Stray animals revisited

Dear Editor, On a daily basis, I am greeted with the unsightly presence of stray animals. Stray animals can often be seen wandering around – sometimes rummaging through garbage for scraps of food.

Aside from the unpleasant sighting of these animals, there have been instances where stray an-

imals endure such suffering that the best option is often to end their misery by having them put down.

Similarly, animals which pose a threat to mankind should also be dealt with accordingly.

Just last week in Trinidad and Tobago there was an incident where an untamed and ownerless pit bull was wandering the

streets of a community and further posed a threat to residents who feared the possibility of being attacked by the animal.

The dog was soon after caught with the help of the community and the animal welfare agencies who arranged to have the dog put to rest by a qualified veterinarian. These disease infected dogs pose

great threat to the life of human beings and so it is necessary for their existence to be addressed accordingly.

In my opinion, perhaps a campaign should be launched to quietly and mercifully put these suffering animals to rest.

McKay’s call for apology hopelessly misplaced Dear Editor, Rex McKay, SC, has responded to a release which I made in the press. In that release, I wrote in defence of the constitutionally guaranteed right of freedom of the press to publish matters of public interest and the corresponding right of the public to receive that information. As is his wont, McKay was most caustic in his ad hominem remarks. In time and with maturity, I have grown to ignore such parody.

It is manifest that the learned senior counsel spared neither the time nor the effort, to properly advise himself of the particulars of the order of the honourable judge, which formed the subject of my commentary. The order about which I wrote was issued by the honourable judge on October 21, in chambers.

The only persons present were, the editor of the Guyana Times, its general manager and the corporate secretary.

The learned judge’s edict was understood as a direction prohibiting Guyana Times from publishing all matters regarding Guyana Stores Limited, specifically including, matters from its annual reports and shareholders’ grievances against directors, and that publications regarding the pending matter must be confined to the evidence adduced in court.

It is the first limb of the said order with which I respectfully took umbrage.

However, McKay’s entire epistle concerns certain admonitions made by the learned judge of press reports which may tend to prejudice a fair trial. In McKay’s own words: “Justice Roxanne GeorgeWiltshire in the presence and hearing of attorney-at-law for the National Industrial and Commercial Investments Limited (NICIL) said that she had no objection to the evidence taken in court being reported in the press provided that they do not contain expressions of opinions and analyses of the evidence which tend to prejudice a fair hearing and

the determination of the issues before her.”

With these exhortations of the learned judge, I am in complete agreement. They are legitimate judicial concerns which find expression in the trite references made by McKay to several reported cases. But they were not the subject of my comments. Learned senior counsel’s entire argumentation, therefore, is predicated upon a misconceived factual and legal premise. A little circumspection could have avoided such frolic.

The quintessence of my focus was that portion of the order, issued on October 21 in chambers, which prohibits publication of matters which were extracted from the annual reports of a public company, formerly owned by the state.

These are documents which are required by law to be filed as public records with two statutory state agencies/public authorities – the Guyana Securities Council and the Registrar of Companies.

As public records, their contents are matters which the press has a constitutional right and duty to impart and, the populace, a reciprocal right to receive. Indeed, the right of members of the public to receive such information is not only a constitutional freedom, but one that is recognised by the Companies Act, which provides that upon the payment of the requisite fee, the registrar should make such information available to a member of the public.

That they may be evidence, or likely to be evidence, in a court, is wholly and utterly irrelevant. The sub judice rule cannot be used as a basis to prohibit their publication.

McKay has scrupulously omitted to address this quintessential issue.

McKay concludes his missive, thus: “Having regard to the facts and the reportage by the newspapers, the Attorney General’s conclusion…is itself gravely misconceived and bad in law.” I read his letter several times to find where McKay

has himself set out “the facts and reportage by the newspaper” to support his own conclusions. He did not do so. He has made no reference, whatsoever, to any aspect of the “reportage by the newspaper” which constituted “expression of opinion or analysis of evidence”.

It is imperative that those transgressions be identified before the otherwise scholarly letter of McKay can even be considered relevant. Indeed, what is in fact pointedly relevant is the erudite declaration by senior counsel in his letter that “a conclusion unsupported by facts or based in falsified facts is worthless. It has always been a counsel of prudence to disclose the facts from which one’s inference has been drawn”.

Clearly, by his own standards, McKay is demonstrably imprudent. I now turn to comment on the judicial authorities to which learned senior counsel made reference.

My first observation is that only supportive excerpts of the judgements were quoted. Portions of those very judgements which contradict McKay’s position, or were unsupportive, were conveniently omitted.

For example, heavy reliance is placed on AG -v- Times Newspapers Limited (1973) 1 AER at page 821. Copious extracts were selectively quoted from Lord Denning’s judgement in that case to support McKay’s contention. What is striking is the disingenuous omission of McKay to quote the remainder of the very paragraph from which those excerpts were taken.

Unsurprisingly, when examined, they contradict McKay’s arguments. I will now quote the words omitted. They immediately follow from where McKay left off. They are from the very paragraph of the very page from which he quoted.

The omission, therefore, cannot be through inadvertence.

Lord Denning continued: “…And when considering the question, it must al-

ways be remembered that besides the interest of the parties in a fair trial or a fair settlement of the case, there is another important interest to be considered. It is the interest of the public in matters of national concern, and the freedom of the press to make fair comment on such matters.

“The one interest must be balanced against the other. There may be cases where the subject matter is such that the public interest counterbalances the private interest of the parties. In such cases the public interest prevails, fair comment is to be allowed, it has been so stated in Australia to the courts of law.” Another conspicuous omission of learned senior counsel is his failure to disclose that the Times Newspapers Ltd (UK) took the matter to the European Court of Human Rights. They invoked Article 10 of the European Convention on Human Rights (ECHR) to which the United Kingdom is a signatory. It provides: “Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authorities and regardless of frontiers.”

The ECHR, by a majority of 11 to nine, upheld the claim of Times Newspapers Ltd (UK) that they had a right to impart the information despite pending litigation. In short, this ruling, inferentially, overturned most of the authorities upon which McKay relied.

Having regard to the authorities cited, I verily believe that learned senior counsel and I consulted the same text.

It is Lord Denning’s The Due Process of Law. The information regarding the European

Court of Human Rights ruling to which I have made reference, are set out in the very chapter from which McKay quoted.

After mentioning the ECHR ruling, Lord Denning, at page 49 of his text, expressed his expectation: “Let us hope too that the public interest will prevail so as to stop what has been called a ‘gagging writ’. McKay omits these seminal bits.

Again, I say that this is not an oversight. McKay’s industry and diligence will simply not permit it.

I feel impelled to share the learning propounded by the ECHR in the Times Newspapers’ case. On the question of the right of the press to publish matters which are sub judice, the court said at page 33, paragraph 65: “There is general recognition of fact that the courts cannot operate in a vacuum.

Whilst they are the forum for the settlement of disputes, this does not mean that there can be no prior discussion of disputes elsewhere, be it specialised journals, in the general press or amongst the public at

large.

“Furthermore, whilst the mass media must not overstep the bounds imposed in the interests of the proper administration of justice, it is incumbent on them to impart information and ideas concerning matters that come before the courts just as in other areas of public interest. Not only do the media have the task of imparting such information and ideas: the public also has a right to receive them.”

Unlike McKay, I read the articles published by the Guyana Times. I am of the opinion that the matters published are information of a public nature and therefore, the press has a right to publish it and the nation, a right to receive it. The publications do not, in any way, prejudice a fair trial nor undermine, in any manner, the administration of justice.

The call for an apology is, therefore, hopelessly misplaced.

How competitive parents are hurting their children

hadn’t fully realised just how much I missed home until it dawned on me that the reason I was in a fantastically upbeat mood all of last week was because I was coming home for the weekend. For a while I worried that maybe I was getting used to the Trini food!

Diwali has always been one of the festivals that’s important to my family and me, so I’m thrilled that I’m getting to spend Diwali at home my first year away.

For me, Diwali is inextricably linked with my childhood memories and good times. Peaceful times. This is the perfect break to give me some time to decompress from the rigours of med school life. And, of course, it’s just the best thing in the world to eat my mom’s cooking again. (Well, an uncle did drop off a “care package” of mom’s home cooking a few weeks ago – but that quickly became a distant memory!).

I visited the Leonora Market yesterday and I was

There were vendors selling diyas literally a foot away from each other. I guess it doesn’t get more competitive than that! And of course there are enough fireworks being sold to light up the sky for possibly the rest of the year.

But surprisingly I didn’t really hear too many Diwali bhajans being played.

But Diwali is definitely in the air. As my dad drove into the village from the airport Friday night, we had to take a different route, since the Dharmic Diwali West Coast Motorcade and programme was winding down in fine style at the end of Uitvlugt. I know I’ve been in a ‘Diwali-mood’ for the past week. “Diwali ayaa re”, anyone?

I’m looking forward to the whole experience of cooking Diwali sweets, lighting up the diyas and of

course singing Diwali bhajans. I’m especially looking forward to the cooking (and the eating that follows, if you don’t mind!). And just soaking up my home vibes.

And by the happiest of serendipities, my birthday happened to fall yesterday – the day before Diwali. So it’s beyond incredible that I got to turn 18 at home. My family’s planning, my school’s schedule and the date for Diwali were all aligned!

I’m finally an adult! But if the truth be told, I haven’t gotten any blindingly spectacular epiphanies about adulthood yet.

I’m just relieved that I’ve successfully ploughed through the first two months of living on my own.

But while I’m here I’m planning to enjoy and savour every second of my time at home.

It really does feel good to be home. “Home sweet home” is not just a cliché... it says it all.

’m pretty sure the day the first parents were placed on this earth, they never intended to be the best. They did what they had to do – protect and care for their children the best way they knew how.

Once the population grew and more and more parents inhabited the earth, I’m guessing they weren’t all too concerned with one-upping each other. You know, on account of survival and everything.

Can you imagine? “My kid’s spear is sharper than yours!” “Oh yeah? My kid can lift a boulder three times his weight!” Maybe it happened. I don’t know. All I do know is that competition in parenting is hurting our children.

It’s no secret that there are people in life who need to win, and not necessarily because they want you to lose; they just need to win more. And sadly, this need to win translates to parenting.

Sure, there are non-competitive parents who are winning every day. Like that dad who freaked out with excitement over his son’s math grade? Winner.

Or that dad who built an amazing costume around his son’s wheelchair? Total winner.

But these parents aren’t working their parenting

mojo for the glory; they’re winning by virtue of putting their children first when it really mattered. These winners inspire me to be that incredible, do better, think more creatively, and honour my children even more.

But then there are the “other” parents; the parents whose sole purpose is to outdo each other under the guise of stellar parenting. The parent who brings snacks of boutique bottled waters and gourmet Whole Foods snacks in silent protest to your barrel of Costco cheese puffs. The parent who hosts yearly birthday parties you’d have to mortgage your house to afford.

The parent who manages to consistently undermine the reality you’re working so hard to instill in your children.

And while the truth is that not every parent holds simplicity dear and no two personal realities are alike, what I don’t understand is why modern parenting isn’t progressive enough to prepare our children for real life. In a culture supposedly so concerned with human welfare and social justice, why are parents working so hard to shelter their children from real life with excessive living?

Why does our child have to be the biggest, brightest, and best – or at least appear

to be? Why do our children need to be Z-list celebrities online? Why do we have to sacrifice our own happiness or financial security to make our children’s lives entirely too comfortable? Because we love them? I guess I have a different take on love.

I’m far from a perfect parent, but of all the ways I know how to show love – aside from bear hugs and peppered kisses – educating and preparing them for life nears the top of my list. The real world needn’t be a scary place, but it ought to be a familiar one.

My children will really want things they’ll never get – strictly on principle – and they’ll miss out on certain experiences and hate me for it. My children will understand disappointment and loss, but hopefully, if I’m able to adequately balance the haves with the have nots, my children will know that in spite of the things they don’t have, they always, always had love.

Parenting: I’m not in it to win it to other parents’ eyes.

I’m in it to do right by my children, raising them with realistic expectations and hard-earned values.

Because in our house, compliments, money, and privileges are earned. Love and respect are constant.

And humility is golden. (shine.

here is no statute of limitations on murder and many of Guyana Times readers and members of the wider community are calling on authorities to investigate the owner and publisher of the muckraking Kaieteur News Mohan Lall, aka Glenn Lall.

Several politicians, including two opposition members and one government representative, have called for Lall to be investigated, pointing out that his alleged illegal activities have not evaded the eyes of members of the diplomatic community and questioned how this has escaped the attention of local law enforcement.

Although government has taken unprecedented steps against Trafficking In Persons (TIP), Guyana has been repeatedly receiving negative ratings from the United States government in relation to human smuggling. The American embassy here has pinpointed Lall as an alleged mastermind in the illegal scheme.

More recently, Lall has been linked to a multimillion-dollar sex slave trade taking place between Trinidad and Tobago and South America, where many young women and girls are being held against their will, forced into prostitution and threatened with death if they do not comply.

It is widely conceded that the U.S. has several methods of collecting information in foreign countries as was revealed in the recent National Security Agency (NSA) breaches by Edward Snowden. Some are of the view that, if Lall is not being aggressively pursued by local police, he could be of interest to the Federal Bureau of Investigation (FBI), given that most persons here are being smuggled to the U.S.

One police source said the U.S. Department of Homeland Security should also be interested, since smugglers of humans are breaching America’s borders. Terrorists could be among the individuals smuggled by human traffickers such as Lall – hence, while efforts are being made to prevent the funding of terrorists, they could be smuggled with impunity.

Unsavoury connections This publication has received information that, some time ago, after an incident at the home of Lall, several persons allegedly involved in that incident were mysteriously murdered – many of them in cold blood.

In an unrelated incident, Lall was also closely linked to the shooting to death of another person in Agricola, East Bank Demerara.

Further, the families of the six Kaieteur News press men who were brutally gunned down on August 8, 2006 are still searching for answers, and they say none has been forthcoming from the Lall, who is widely believed to have inside information about the events of that fateful morning.

One of the most intriguing developments coming out of the crime wave which gripped Guyana be-

tween 2000-2006 was the connection between the criminals and Lall. More than 200 persons were killed during that period.

Lall and his editorin-chief Adam Harris through their column, “The Baccoo Speaks”, appeared to know well in advance about many murders and robberies and were on the spot to give coverage. On some occasions, they had reporters turn up before the events.

Meanwhile, residents of Lusignan, East Coast Demerara and, in particular, family members of the victims of the Lusignan Massacre are calling on the owner of Kaieteur News to come clean by revealing what he knows in relation to the events of January 26, 2008. It is a known fact Rondell “Fine Man” Rawlins was in contact with Kaieteur News.

The Kaieteur News always appeared to have an inside line to Guyana’s criminal underworld, but the linkage was made explicit after WikiLeaks released a number of cables from the U.S. embassy in Georgetown.

In one that went back to June 15, 2006 – incidentally less than two months before the slaying of the Kaieteur News workers – the embassy’s Political Officer Benjamin Canavan reported to the State Department about various Guyanese who passed on information to him the previous week.

“Lall has a sketchy past – he translated a shoe trading business (and rumoured involvement with alien [human] smuggling) into a muckraking independent newspaper. He has a finger firmly on the pulse of Guyana’s underworld, which serves his media enterprise well,” Canavan said.

A “statute of limitations” is an enactment in a common law legal sys-

tem that sets the maximum time after an event that legal proceedings based on that event may be initiated. There is none for murder.

It is the view of tens of thousands of Guyanese that too many individuals are seeking justice against Lall for these cases to be swept under a rug.

The Office of the Director of Public Prosecutions (DPP) and the police would do well to take action before it is too late.

Govt advertises new harbour bridge project

rime Minister Samuel Hinds said government is advertising for expression of interest for the construction of the new bridge to link Regions Three and Four.

The prime minister told media operatives that government continues to takes steps to have a new bridge, noting that the Public Works Ministry has been putting out tenders for contractors.

Public Works Minister Robeson Benn said the initiative is a step by step process and will take time for the sake of clarity.

“It is a pre-feasibility study that has identified a number of locations for the bridge; the study is intended to be a guide. The final feasibility study itself

and to identify resources and agencies and financial structure that should be brought into the construction process,” he added.

The minister said these spots will be evaluated, perhaps with another couple of sites in the feasibil-

ity study.

“We have advertised for express of interest and some forms came in on that and we have to develop on that interest from there,” Benn stated.

In September, Demerara Harbour Bridge (DHB) General Manager Rolston Adams said a prefeasibility study was completed for the construction of the new bridge.

The study, he said will assist greatly in the reduction of traffic congestion on the East Bank corridor.

Adams said a general study was conducted which looked at all the different types of bridges that could be constructed, but government is looking to build a fixed structure.

Some of the locations looked at were the existing

location where the bridge is, one at New Hope, East Bank Demerara and the third site is at Versailles in Houston.

He explained that suggestions in relation to the study were given to a consultant and feedback should be available by month-end.

This report will then be handed over to Minister Benn, after which it will be sent to Cabinet for approval.

The current Harbour Bridge is a 6074-foot long floating toll bridge. It was commissioned on July 2, 1978.

The bridge crosses the Demerara River, four miles south of Georgetown, from Peter’s Hall, East Bank Demerara to Schoonord, West Bank Demerara.

A tale of...

...two educators his newspaper carried two stories yesterday (Saturday) on the University of Guyana (UG). We guess it has to do with its ongoing 50th anniversary commemoration activities. But the two stories were interesting more for an insight into the present (depressed) state of UG. In the first one, University of Guyana Senior Staff Association (UGSSA) President Dr Patsy Francis, as the headline blared, called on govt to “fix” UG urgently.

In the past (notably when she stuck her finger in the face of a UG council member), we’ve been highly critical of Dr Francis. Her recent comments rehearse all the reasons for that critical stance. Here it is, in this day and age when governments the world over are handing over the running of universities to autonomous and sometimes private bodies, Dr Francis looks to government to be the saviour.

And she does this while lambasting the government from “interfering” with the running of the institution.

Dr Francis is either living in an ivory tower or just being obtuse. She should bone up on Martin Carter about being muzzled by the hand that feeds you. No government that doles out the kind of funding Dr Francis seeks from it, will just walk away. She also wants a “meaningful conversation with all stakeholders on the way forward for UG” in reference to finances and oversight.

In the second report, focusing on the comments of the old ex-lecturer of English at the university and present executive of A Partnership for National Unity (APNU) Dr Rupert Roopnaraine, the latter answered all of Dr Francis' gripes.

“It is generally recognised that there is a crisis as it relates to finance and governance operations of the council, faculty and department. However, a special committee that will oversee the appointment of a new council that will work to transform UG, is being chaired by Dr Roopnaraine.

“The committee will be resuming work during the next sitting to look at appointing a new, fully constituted council to ensure that UG has a governing body that has the capacity to transform the institution into a truly national asset. The committee will also be looking at recommendations that relate to the amendments to the laws and statutes of the university.»

The question is, how come Dr Francis has no idea about the committee that Dr Roopnaraine heads? As we said, her head is either in the clouds or elsewhere. With that kind of obliviousness to what's going on around her, it's not surprising UG is the mess it presently finds itself. We hope the good doctor Francis would have a chat with Dr Roopnaraine.

...weaves We just read one of the saddest stories ever. Jamaica reports that last year, 2012, its citizens imported some GY$1.4 billion of hair weaves from mostly the Far Eastern nations such as China and Korea. Now we’re not just talking about the economics of that trade – remember that Jamaica is bankrupt and in the arms of the International Monetary Fund (IMF) to once more rescue it.

We’re talking about the land of Marcus Garvey importing hair weaves that in general is intended to make the wearer (?) look more beautiful – by Caucasian standards. A hundred years after Marcus Garvey cautioned us to “cleave to the black”...and that black was beautiful... weaves and skin lighteners are mega business in Jamaica.

Oh...CLR...oh Rodney!

Not that Guyana and the rest of the islands are immune...but to a large extent Jamaica is now leading the way as far as pop culture is concerned. As Jamaica goes, so will we. Ska...rock steady, reggae, dancehall, passa passa ...and the beat goes on. The question is, where will it, and us, end? ...poetic justice We hope all police traffic ranks are made aware of the $2 million fine their two colleagues, who wrongfully arrested a motorist, now a judge, for a traffic infraction, will have to cough up. This patently illegal act is the police standard operating procedure (SOP). Maybe they’ll be more mega fines on traffic cops.

Let’s clean our minds, intellects for Diwali

n this very special occasion of the festival that is cherished and loved by many across the world, Diwali is now celebrated by all communities in Guyana and across the globe. It is a beautiful recognition; that light is something which is universal and important and significant for each and every one of us.

A single diya or lamp holds infinite beauty and hope.

Diwali is a celebration of victory over evil or darkness and the coming of a New Year, but if we think deeply, what is this darkness we want to remove?

Light means to follow a virtuous path such that our thoughts are always pure in heart, our words are sweet and peaceful and bring joy to the listener and our actions are always beneficial first to ourselves, and to others as well as the environment.

Darkness on the other hand is when our thoughts are negative and when these thoughts are reflected in our words or actions, they bring hurt and sorrow to others at every step.

In reality, evil or darkness does not have an identity of its own – it exists due to a lack of goodness or light. Knowledge, pow-

er and all that is pure are very real characteristics since they are part of us, perhaps hidden yet existing. The festival of lights is the fight against evil forces and creation of peace and happiness. Diwali brings up a number of things in the mind’s eye – sweets, new clothes, account books, Goddess Lakshmi, fireworks etcetera.

Message

As we celebrate Diwali, I know the message carries for all of us, is a reminder that we are the Deepak, that inner being, to have that experience of enlightenment. When the light of the soul is lit, that kindle of fire brings light not only to my own life and my relationships in my little world, but it is all the Deepaks that is in me and you.

When all the Deepak and the souls are lit, with love, with truth, with peace and respect, to create a rosary, Diwali, a Deepmala, the rosary of Deepaks, the souls have been lit with the light of truth and we are able to bring optimism to ourselves, the people around us and the whole world.

It is pretty clear that the world contains a lot of darkness. Each and every one of us are instruments to bring that light into this world

of ours, so that we are able to move forward to a world that truly loves, harmonises and brings peace.

So instead of celebrating Diwali, let us experience Diwali.

As we clean our homes, let us clean our minds and intellects too. As we wear new clothes, let us also get rid of our old, unwanted, disturbing habits of anger, jealousy, worry... and emerge our new but original qualities of peace, love, bliss and happiness.

Tonight, we will settle our old account books and begin new ones, simultaneously let us settle our old

karmic accounts, any unpleasant relationships and begin our relationships in a new, positive way.

We are all aware of the pollution caused by firecrackers, but it is Diwali.

We need to burn crackers, so why not burn all the crackers of evil characteristics within ourselves.

This burning will in fact purify our minds and the environment. As we exchange sweets, let us also exchange meaningful sweet words, good wishes and blessings.

If we really experience Diwali, we will succeed in invoking (calling upon) Goddess Lakshmi.

Her name comes from the word, “laksh”, meaning “the goal”.

Experiencing Diwali (as explained above) will help us reach our ultimate goal of heavenly perfection – which Goddess Lakshmi stands for.

Worshipping Goddess Lakshmi is good, but what is even better is making the wealth of spiritual knowledge and qualities (which Goddess Lakshmi has to offer) a part of our life. A divine character alone can attain prosperity and peace.

Richmond Hill Guyanese raise funds for Democrat mayoral candidate

uyanese-Americans and South Asians from the greater Richmond Hill area of Queens organised a fundraising dinner for Democrat mayoral candidate Bill DeBalsio, an ItalianAmerican. Some prominent Guyanese community leaders and elders turned out for the event.

The dinner banquet was held at the Guyanese-owned Dave Catering Hall in Richmond Hill. Organisers say close to US$175,000 was collected to help the candidate with his expenses for the campaign.

The candidate’s wife, Chirlane, graced the event with prominent CaribbeanAmerican politician Una Clarke, who along with community political leaders like Kawal Totaram facilitated, the event.

The amount of money raised is reportedly the largest sum collected by DeBlasio’s campaign since he launched his candidacy some six months ago.

There are a few Guyanese and other West Indians who work for, or serve as advisors for the

campaign. Guyanese political analyst Vishnu Bisram is a registered volunteer and also mans phone banks for the campaign through the Teachers Union.

Chirlane DeBlasio and Una Clarke expressed their gratitude to the Richmond Hill community for raising the funds.

They assured Guyanese and others that they will not forget the community. With city matching grants of six to one, as much as US$1 million could be granted to the campaign.

Granger calls for establishment of Engineering Committee T

he A Partnership for National Unity (APNU) is calling on government to establish an Engineering Committee at the level of Cabinet that will bring some coordination to the huge number of projects that are undertaken by various ministries.

The party made this call during its weekly press conference held on Friday.

APNU leader David Granger said a step in this direction is necessary, given the number of delays and substandard work that has been carried out over the years, on many infrastructural projects, countrywide.

He posited that the current administration does not have a comprehensive plan to improve or increase public infrastructure assets and therefore, the committee will serve to address these issues.

“Deteriorating public infrastructure is impeding national development.

Rickety stelling, congested city streets, failing ferries, deteriorating hinterland airstrips, broken bridges, impassable roadways, weakened kokers and sea defenses have become impediments to everyday commuting, communication and commerce.”

Granger also listed five keys areas of infrastructure development that needed urgent improvement. The first being air transportation. He said at least 44

Breaches and overtopping is another area that needs serious attention, as this cause major flooding to both residential and farming communities, especially in coastal parts of the country.

The APNU, he said believes that government’s E-governance Project Unit was unprepared to adequately supervise the installation of the 560-kilometes fibre-optic cable from Lethem to Georgetown.

Poor work

Road transportation

According to him, road transportation is also another area that needs serious attention. Granger said traversing some roads is very agonising, while many major bridges are in a deplorable state. He also made reference to the collapse of sections of the Demerara Harbour Bridge in July 2012, and the temporary collapse of the MocoMoco Bridge, as examples of the poor works being

done in this area.

Further, Granger noted that river transport faces a worst situation, as its ageing fleet of ferries is a “maritime nightmare”.

He told media operatives that these same ferries are becoming increasingly uneconomical to maintain. In addition to that, Granger said the Bartica, New Amsterdam, Parika, Rosignol, Stabroek, Vreeden-Hoop and Wakenaam stellings are all in need of rehabilitation.

Speed boat associations are also demanding to have safer facilities for daily riverine traffic.

Granger stated that public works, housing and water, local government and regional development and the natural resources and environment ministries and the Office of the President have all been administering various infrastructural projects.

This, the party said may be one of the reasons there is a huge number of substandard works being carried out on all the areas mentioned.

APNU is therefore calling on government to formulate a coherent policy and comprehensive infrastructural plan in order to avert confusion in the delivery of services and to ensure value for money.

The opposition leader said this call should not go unheard, but must be taken into serious consideration to ensure that development takes place in the way it ought to, especially in making sure that commuting is made easier and that there is no impediment to trade.

Fighting the bad guys S

atiricus had trouble sleeping. This is not a state of affairs that Satiricus liked, much less relished. Satiricus enjoyed his sleep. The cause of his insomnia was his assignment: his editor had demanded he write about the AntiMoney Laundering and Combating the Financing of Terrorism Bill. The acronym alone intimidated Satiricus – AMLCFT. Satiricus never pretended to be a brain box. When in trouble of this type, which was more often than not, he invariably beat a hasty retreat to the back street bar where the fellas could set him straight.

On any subject under the sun. His buddy Cappo, the cane cutter was there. Satiricus smiled.

“So wha wrang Sato, old friend,” started Cappo chirpily. He was always chirpy after six or seven beers. “Like de wife pon you case again?”

“Nah...not the wife. The boss,” Satiricus said with a sigh. “I have to write about this AMLCFT Bill by this afternoon. The thing just too mix-up for me.”

“Budday!! You come to de right place,” grinned Cappo as the rest of the gang sauntered in and took their seats around the table. “Parliament” was in session. “Lemme explain dis money laundering so even you gon understand.” Rather than being miffed, Satiricus smiled. Enlightenment was what he wanted.

“Dis money launderin’ does wuk like dis. After Mook Lall, smuggle dem people to U.S. or ship that white powder in de fish to Tiny Yatin in New York, he cyaan put de money in de bank.”

“So what he do?” asked Satiricus.

“Well he set up a company in he friend name and build a big mall. But he set up another company that own de friend company and he put dis in he Buddy or Sissy name. And he keep doing dis till Koor Sheed don’t know if he coming or he going! The property clean up he money.”

Cappo leaned back and took a swig. “Mook Lall laughing all the way to Miami.”

“This is what the bill would stop,” said Teacher Samad. “And this is why the opposition not going to vote for it. They owe Mook Lall big time.”

“Now about de terrorism money part. You know Mook Lall does buy gold, no?” asked Cappo, as the table swivelled to look at Satiricus.

“Well, yes,” confessed Satiricus sheepishly. “And he does take gold when he smuggle people to New York. He smuggle my aunty.”

“Well, he does ship de gold to Dubai and dat is how de terrorist does get money fuh blow up building an things.”

Satiricus brow had cleared up. He smiled. “Let’s drink to that. I’m buying!!”

egion Two fishermen complained bitterly that the shortage of ice is affecting their trade when they recently met with junior Agriculture Minister Alli Baksh.

The fishers, in outlining their problems, echoed calls for the Lima Fish Port Complex to be handed over to them so that they can make their own ice and have it available at a reasonable cost.

They told Minister Baksh that fishermen are not reaping the benefits from the facility and this is a setback when going to sea.

Minister Baksh told fishermen that the complex was leased to a pri-

vate businessman after the Lima Fishermen Cooperative Society went bankrupt.

He said an agreement was in place to provide fishermen with ice and other essential services for the fishing industry. Baksh called on the chief fisheries officer to re-examine the agreement to see where the businessman has breached the contract. However, the minister was informed by the chief fisheries officer that the lease for the complex was renewed about two years ago, for another five years.

A decision was then made by the minister and Region Two Chairman Parmanand Persaud to

The Charity Fish Port Complex sells ice in large quantities, but in order to get the ice, fishermen have to do all their business at

the complex. That complex sells ice to fisherfolk at $6 per pound.

It was also reported that another ice producer at Lima sells a bucket of ice for $300. This amount,

they say is insufficient to go to sea. Baksh encouraged the fisherfolk to continue their hard work, noting that Guyana is now exporting more fish than ever before.

Low values linked to high teenage pregnancy rate – Granger

A

recent United Nations report on teenage pregnancy has raised some alarm here, and A Partnership for National Unity (APNU) leader David Granger is blaming the situation on a breakdown in the values system of the education sector.

The UN report places Guyana’s teenage pregnancy rate as the second highest in the region.

The 2013 State of the World Population Report, which puts the spotlight on girls who become mothers before their 18th birthday, listed Guyana at second in the region.

Granger said the only way this problem can be addressed is by strengthening the education system.

“We have spoke about problems affecting education and trafficking etc, as far as teenage pregnancy is concerned, the educations sector has to

deal with that matter at the level of children, going into schools and dealing with it,” Granger said.

He noted that education is not only about social studies, mathematics and English, but also a matter of maintaining and instilling values that will positively influence the lives of children.

“If there is a break down in values in school and in increase in teenage pregnancy, this will affect the child’s education seriously,” Granger said.

He said in most cases, children dropping out of school are unable to get back on their feet, and the Education Ministry needs to pay more serious attention to this matter.

“We have made several criticisms about the education sector but the minister don’t seem to be preoccupied with those

matters and she don’t seem to be moved about it,” he stated.

With a birth rate of 97 per 1000 adolescent girls, Guyana lags only behind The Dominican Republic with a rate of 98 per 1000 teens, the highest in the region.

Meanwhile, Belize has a birth rate of 90 per 1000, St Vincent and the Grenadines 70 per 1000 and Jamaica 72 per 1000, accounting for the top five countries in the region.

Earlier this year, reports stated that there was a reduction in teenage pregnancy over the last decade.

The United Nation’s Population Fund (UNFPA), which compiled the report, pointed out that impoverished, poorly educated and rural girls were more likely to become pregnant than their wealthier, educated and urban peers.

Minibus operators finding innovative ways to fleece commuters

T

ransport Minister Robeson Benn has expressed frustration about the situation that currently obtains at the Diamond/ Grove and West Bank Demerara bus parks.

As it stands, commuters living along those routes are either made to wait for prolonged periods to get a bus going in their direction or pay an increased fare at nights, if they want to get home in a timely manner.

Minister Benn said during the time of fare hikes by minibus operators, his ministry had sought to implement alternative measures to cushion the effects on passengers.

Speaking to Guyana Times on Friday, Benn said, “Generally, we are very distressed at the fact that some minibus operators seem to withdraw their services at peak hours and then leave people to pay the distressed fares after seven, eight and nine ‘o’ clock at nights, so schoolchildren, workers and others are staying too long in the city.”

He said given the fact that they cannot get buses, “they’re losing time getting home. We’re los-

ing too much time in situations where the journeys are relatively short, mostly less than 10 miles.”

Many buses travelling along East Bank Demerara have switched their services to the recently established ‘Diamond inside’ route, leaving passengers wanting to travel to Grove/Craig, waiting long hours to get transportation to take them to their destinations.

No choice

Passengers living over the Demerara River on the other hand, are made to pay increased fares at night because some buses choose to stop plying certain routes early, leaving them no choice but to pay remaining bus operators the exorbitant fares to get home.

Meanwhile, when asked about the legality of the new bus route, Benn said such “regulations of route and public transport falls under the Ministry of Home Affairs so it will have to be raised with that ministry”.

However, in addressing the ongoing frustration of passengers, the transport minister said “This is why we’re looking again at the

issue of public transport. What we need to do is to implement the larger and mid-size buses.”

He added that while his ministry has identified at the engineering level, what ought to be done, the question of its financing, organisation and authority, is currently being addressed.

When a decision is made, the bigger buses that are expected to be implemented will be put into operation along the problematic routes and in the city, the minister pointed out.

Passengers affected by the situation recently expressed their discontentment with the lack of public transportation.

The situation, they say, has become overbearing and have called on the relevant authority to take immediate action to address the problem.

They have attributed this situation to bus operators’ desire to earn more from passengers. After government had warned operators that they are not to increase their fares without permission, they have been finding some innovative, though crooked, ways to fleece commuters.

Man on bail for having sex with stepdaughter A

Wakenaam man from Melville community was charged for having sex with his underage stepdaughter when

he recently appeared before Magistrate Sunil Scarce at the Wakenaam Magistrate’s Court.

The man was granted

bail and sent for trail at the High Court. The act was committed in 2012. It was reported that he knew that the girl was 14 years

old when he committed the act.

On October 30, the paper committal was conducted where the statements

and the exhibits were presented by State Prosecutor Krishna Dat Ramana. The accused was represented by Attorney Hemraj

Rajkumar, who made a nocase submission. The accused was granted bail in the sum $200,000, pending trail.

Guyana’s LCDS: Involving all Guyanese in the low carbon transition

I

n previous articles, we examined key elements related to Guyana’s Low Carbon Development Strategy (LCDS). This week we will continue to explore the LCDS and examine actions taken to involve stakeholders in the development and implementation of the strategy.

The long-term success of the LCDS is highly dependent on several key factors including broad-based, inclusive domestic support within Guyana. The LCDS therefore requires an institutionalised, systematic and transparent process of multi-stakeholder engagement and consultation, enabling the participation of all potentially affected and interested stakeholders at all stages of the process.

From its inception, the preparation of the LCDS involved extensive consultations. It was prepared through three drafting and consultative processes, under the oversight of a MultiStakeholder Steering Committee (MSSC) chaired by the president of Guyana.

An initial framing document was launched in

December 2008 and the first draft of the LCDS itself was published in May 2009. The first draft of the strategy was subject to review through multi-stakeholder consultations, and extensive awareness, discussions and public outreach sessions utilising the local media and other portals such as the Internet.

The consultation process and a review of the draft were overseen by the MSSC and the process was monitored by an international non-governmental organisation – International Institute for Environment and Development.

At the request of the government of Guyana (GoG), the government of Norway engaged the International Institute for Environment and Development (IIED) to provide independent advice on the consultation process. The MSSC provides guidance on the implementation of the LCDS. The members of this committee include representatives

from the following sectors: government, indigenous non-governmental organisations (NGOs), private sector, labour, forestry, mining, youth and women organisations, academia, NGOs and civil society.

The second (December 2009) and third drafts (May 2010) of the LCDS incorporated further feedback from national stakeholders and inputs from other processes. An LCDS update was prepared in March 2013 to inform on progress to date and builds on earlier versions of the strategy.

Since its inception, LCDS investments have been subject to on-going consultations among impacted stakeholder groups.

Stakeholder engagements will continue as the new wave of investments proceeds, and consultations on individual investments will be done through broadbased and transparent public processes.

Information programmes on the LCDS are important and are on-going. Overall, general communication and awareness raising approaches to provide updates to the public on the LCDS include a number of different methods including: documentaries, public service announcements, and hosting of outreach and awareness events and exhibitions.

Information on activities is also made available online.

Annual LCDS stakeholder awareness and engagement activities include community outreach and engagements with coastal and hinterland and interior villages. Outreach exercises were conducted in Regions One, Five, & Six and will be extended to the other administrative regions. Information and consultation routines have been tailored specifically to the needs of Amerindian

communities, including non-Internet based channels of communication like in-person meetings, information folders, and traditional media.

Collaboration will continue with the National Toshaos Council (NTC) and MSSC members to strengthen their capabilities to function as agents of information sharing.

The NTC – which consists of representatives of all the democratically elected toshaos of Amerindian Villages, will continue to be involved in the development and implementation of the LCDS. Moreover, the MSSC facilitators will continue to conduct field awareness and outreach, especially in the hinterland regions. resident’s College (PC) on Friday held its 23rd annual graduation and 28th anniversary ceremony at the college’s Golden Grove, East Coast Demerara tarmac, honouring over 100 students who performed well at the 2013 Caribbean Secondary Examination Council (CSEC) and the Caribbean Advanced Proficiency Examination (CAPE).

This year, the college recorded an 84.5 per cent pass rate at CSEC, and 94.7 per cent passes at CAPE, a significant improvement when compared to previous years, the Government Information Agency (GINA) reported.

During an address to the students, Finance Minister, Dr Ashni Singh stated that while the school performed exceptionally well, the students must continue to work hard in order to achieve greater success.

Government has over the years invested billions to ensure that every child receives an education. “Today,

you leave President’s College as fine young citizens of Guyana… of a system which government has not been shy to invest in, and one which has been making great strides year after year,” Minister Singh said.

PC is not the only school of excellence in the country, he said, as the education system has been recording brilliant performances in schools in Linden, Essequibo, Georgetown and Berbice.

Never ending pursuit

However, he reiterated that real excellence is a never ending pursuit. “It is not only to say that I belong to a good institution, or I graduated or got good results, but the fact of the matter is that success is never ending and you must continue to work hard,” Minister Singh stressed.

He told the students that they are almost by definition strong achievers, and they must not sit back and tell themselves they have achieved and all the work is done, and that while they

have much to celebrate, much work remains ahead of them.

“Our country has invested much in you and indeed much is expected of you… there is much hard work and service ahead of you… your country needs you,” he told the students.

The finance minister charged the parents and teachers to continue the work they have been doing which has been a major contributor to the education sector’s success.

Education Minister Priya Manickchand expressed satisfaction with the school’s performance, noting that it has improved significantly over the years. “You would notice how much the conversation has changed from over the last five years, how much we have changed as a country and a college,” Minister Manickchand stated.

The education system has transformed in terms of access and government is now looking at the quality of education delivered. “We used to talk about access, now we are talk-

he beautiful and most auspicious festival of Deepavali or Diwali occurs on the night of Amawasya (New Moon) in the month of Kartik, which is considered to be the darkest night on the Hindu calendar.

Last year, my late father, Pandit Reepu Daman Persaud, who was then the Sabha’s president, delivered the Sabha’s Deepavali message and on this special occasion, in my message this year, I bring you excerpts of his writings and greetings on occasion of the festival.

“The word ‘Deepavali’ means cluster of lights. The festival, however, is deeper in significance than the word suggests.

Deepavali is basically Lakshmi puja. The Vedas describe the goddess Maha Lakshmi as the eternal

such, for in excess of three decades, the Sabha organised and held Deepavali Motorcade, countrywide.

The Deepavali Motorcade provides the opportunity for creativity, artistry and such activities which reveal Deepavali in all its glory and grandeur.

The motorcade itself has evolved conside r ably over t h e y e a r s and is a unique feature at Deepavali time. The motorcade transcends ethnicity and has grown into the biggest event in Guyana. This is visible wherever it is held and particularly at the sea wall area. Involvement of our

children, whether depicting Hindu gods and goddesses or singing kirtan on the floats or lining the streets in their thousands, is noteworthy. The discipline, is remarkable among such huge crowds and the greetings shouted as the motorcade passes create a beautiful atmosphere of togetherness and peace. It is a national celebration not confined to Georgetown, but extended throughout the country.

Pandit Persaud said, “I have always shared the view that our cultural diversity is an added richness and a sure vehicle to develop the harmonious blending of art with each possessing its own charm and fascination.”

iwali, as we know, represents the triumph of good over evil, light over darkness and knowledge over ignorance. Diwali reassures us that our adversities and challenges can be overcome and that we can shine in our society, no matter how dark the night is, since Diwali is the darkest night of the year.

Diwali has a great impact on the lives of Hindus. It has a universal message of hope.

Hope for a brighter tomorrow; when we pray, we say “Dhan Dayee Namastute” – (Oh Universal Mother, bless us so that we can have a more prosperous future and rid ourselves of poverty {poverty of thoughts, intellect, wisdom etc}).

Maha Lakshmi, who is revered at this time, represents wealth, peace and prosperity, which all

Guyanese share for this beautiful country. And more so, she represents motherhood and womanhood at large, that which the Hindus preserve and, cherish.

Diwali is indeed a national festival for us in Guyana and Guyanese of all walks of life will participate in activities involving Diwali.

May the divine light of Diwali shine within ourselves so that we can share more knowledge and show greater affection and compassion for each other as well as sharing that divine spark with our brothers and sisters.

On this Diwali, let us continue to reach out to our brothers and sisters in our dear land and dedicate our efforts towards the progress, prosperity and peace of our nation.

uyana Hindu Dharmic Sabha President, Dr Vindhya Persaud said the message of Diwali is still very much relevant in today’s society given the many prevailing social ills, and the need for all to work together to address them.

The significance of Diwali has many dimensions: two of the messages are the triumph of good over evil and light over darkness. Dr Persaud told Guyana Times that “Hindus are celebrating life in terms of knowledge, wisdom and spiritual enlightenment, and that is always relevant, no matter what the timeline is.”

She stated too that since Diwali is associated with Lakshmi puja, females must be treated with due respect.

Dr Persaud also said the festival is more popular today than any time before, adding that “if you look, for example, at the motorcade which is synonymous with Guyana and Diwali, there is far more participation than when it was started 40 years ago.”

She disclosed that today there are more motorcades, greater creativity and the festival has crossed all racial and religious barriers.

“That’s indeed a beautiful thing because in our country, its distinct features is that we are able to understand each other’s faith, customs and beliefs and engage in practices and that separates us from a lot of places in the world.” Apart from these, Dr Persaud said there is greater participation from youth as they have a better understanding of the festival.

Even at the University of Guyana, there is a Diwali concert and rangoli competition.

involved in celebrating Diwali, and during this time, politicians and diplomats set aside their differences to commemorate the special day. Families, who celebrate Diwali, have assorted sweets, savouries and Diwali herbs, while some communities organise firework displays.

Lamps, fireworks and bonfires illuminate this holiday, as the word “Diwali” means a row or cluster of lights” or “rows of diyas. Diwali is called the Festival of Lights and is celebrated to honour Ramachandra, the seventh avatar, incarnation of the god Vishnu. It is believed that on this day, Rama returned to his people after 14 years of exile, during which he fought and won a battle against the demons and the demon king, Ravana.

People light their houses to celebrate his victory over evil (light over darkness).

The goddess of happiness and good fortune, Lakshmi, is also featured in the celebration. It is believed that she roams the earth on this day and enters the house that is pure, clean, and bright.

Diwali celebrations may vary in different communities, but its significance and spiritual meaning is generally “the awareness of the inner light”.

T

he People’s Progressive Party/Civic (PPP/C) extends best wishes to all Guyanese and to the Hindu community in particular on the occasion of Diwali.

The wonderful Festival of Lights comes at a time this year when forces around us are trying relentlessly to slow the wheels of advancement and dim the light of hope in our nation.

Diwali, which serves to illustrate that good will always triumph over evil in the long run, is a fitting message to those who are currently willing to jeopardise the economic development of our people and place stumbling blocks in our pathway in their quest to simply gain political

leverage.

The light broke through in 1992 when the PPP/C won the first free and fair elections in post-independent Guyana.

This ushered in a new era where democracy and the rights and empowerment of our people prevail. Slowly, however, those from that era of dictatorship and oppression have returned and so have their old habits in a new guise.

A return to suffering, starvation, hopelessness, large scale poverty and ultimately economic decline and desperation is not an option for our country.

We have come too far as a people; we have made significant gains in gradually,

painstakingly working to improve the livelihood of our people.

The journey is never complete as there is more work to be done in our efforts to place our nation on a stable economic platform and ensure each and every Guyanese benefit in a tangible way.

On this auspicious occasion, we hope that the illumination of the diyas and the added brightness from the participation of all Guyanese in this Hindu tradition will be enough to force a change in the hearts and minds of those who currently wish to see our people in a perpetual state of division and suspicion.

19 PPP/C denounces positions taken by opposition

T

he People’s Progressive Party/ Civic (PPP/C) said the oppositions uniformed and persistent attacks on the law enforcement agencies are well documented.

In a release, the party said the strategic campaign has been to target the most effective policemen and women and the most potent units of the law enforcement agencies.

The party said the opposition regularly comes out in loud protest whenever a suspected bandit or, even a known criminal, receives injuries or is killed in an encounter with the law enforcement agencies.

“They deliberately ignore the circumstances at hand, which may clearly justify the use of force by the law enforcement agencies. They disregard the law enforcement agencies’ legal right and constitutional duty to use force, including, lethal force in certain circumstances. Their voices only echo support for the criminals and condemnation for the law and its officers. Not a word is ever uttered by them in support of, or in sympathy with, the victims of crime.”

Prime target At the political level and in the Parliament, their prime target is usually the home affairs minister, who holds responsibility for the security sector.

They have caused the removal of Ronald Gajraj.

“Only recently, we have witnessed all manner of political pressure being exerted upon the current holder of that office, Comrade Clement Rohee.

They have withheld their support from all the reforms he has brought to the National Assembly, which are designed to modernise and overhaul the security sector, some of which are contained in their own manifestos.

In more recent times, their instigatory role in the Linden protests of 2012 comes to mind. It resulted in four deaths and 12 persons sustaining bullet wounds, robberies of dozens of commuters, massive destruction of private, as well as, state properties and the denial of the interior region of vital food, medical and other supplies.

Even more recently, they encouraged persons to block the East Bank Highway at Agricola. As a result, dozens of women, including schoolgirls, were sexually molested, dozens of persons were physically assaulted and thousands discommoded,” the ruling party said.

Sharma smashes ODI double hundred as India win series

ohit Sharma became only the third man to score a double century in one-day international cricket, smashing 209 from 158 balls as India beat Australia by 57 runs to win the ODI series 3-2 on Saturday.

His 16 sixes in Bangalore broke Shane Watson’s previous ODI record of 15.

Sharma hit the first two balls of the last over for six but was caught at deep square leg off the third, leaving Virender Sehwag’s 219 as the record.

Needing 384, Australia fell short despite James Faulkner’s valiant 116.

India had finished on a mammoth 383-6, with skipper Mahendra Dhoni run out off the last ball for 62 after he and Sharma plundered 101 from the last five overs - meaning the tourists required the second highest successful ODI run chase of all time to prevent India winning this high-scoring series.

They started slowly and looked dead and buried when Glenn Maxwell was caught in the deep, having made 60 from only 22 deliveries including seven sixes, to leave them 138-6 in the 23rd over.

But all-rounder Watson (49), batting down the order after he had left the field with an injury and was unable to complete his bowling spell, added 67 for the seventh wicket with Faulkner in only six overs to give the innings some impetus.

Watson and Nathan Coulter-Nile fell in quick succession but Faulkner dominated a stand of 115 with tail-ender Clint McKay (18) which was the fourth highest ninth-wicket partnership in ODI history.

Faulkner hit 11 fours and seven sixes and recorded his maiden century in professional cricket while trying to farm the strike, but just when he had reduced the target to 67 from 48 balls, India produced a couple of tight overs, before McKay was bowled by Ravindra Jadeja.

Faulkner then holed

out at deep mid-wicket off the very next ball as India clinched victory with just under five overs remaining.

The match brought an exciting end to an enthralling series, which has included the second and third highest successful run chases in the ODI format after India chased down targets in excess of 350 at both Jaipur and Nagpur.

Sharma, who hit 491 runs in six innings at an average of 122.75 to win the man of the series award, said after his marathon knock: “Getting a 200 in the ODI format is a wonderful feeling.

“We knew it’s a small ground and runs are easy to come by, so we wanted to stay in and capitalise.

“I was disappointed not getting a hundred in the last game, so I wanted to play big and keep the momentum going.”

Sehwag’s individual record had looked under threat at one stage, after Sharma took 26 from the 47th over, bowled by spinner Xavier Doherty, who took 2-74.

But the slow left-armer was far from the most expensive Aussie bowler as seamers McKay (1-89), Coulter-Nile (0-80) and Faulkner (1-75) all took heavy punishment in their 10-over spells.

Sharma enjoyed stands of 112 with opening partner Shikhar Dhawan (60), 72 with Suresh Raina (28), and 167 with Dhoni, whose 62 came from only 38 balls.

Watson had limped off after bowling only five overs, aborting the first delivery of his sixth, and batted at number eight instead of his usual number three position - but Australia’s fears over an injury to one of their key Ashes Test players will have been assuaged by his batting.

EW YORK - Before they can think about beating Miami in the playoffs, the Brooklyn Nets had to show they could do it in a game.

By the time they ended four and a half years of futility, the only losing streak belonged to Miami - for the first time in 10 months.

Paul Pierce and Joe Johnson scored 19 points each, and the Nets ended a 13-game skid against the Heat and sent the NBA champions to consecutive losses for the first time since January with a 101-100 victory Friday night. ‘’It was good that we got a taste of this type of atmosphere this early in the sea-

OLKATA, India – Half-centuries from Chris Gayle and compatriot Marlon Samuels rounded off a reassuring performance from West Indies, as they drew their tour match against Uttar Pradesh on Saturday.

Both batsmen use the relaxed atmosphere to explore the range of their strokeplay, scoring 58 apiece, as the Windies, leading by 94 on first innings, reached 199 for five in their second innings when the threeday contest was brought to a close at the Jadavpur University Complex.

South Florida confident ahead of Guyana Softball Cup III

he confident South Florida Softball Cricket League (SFSCL) will arrive in Guyana on Tuesday, determined to emerge as champions of the Open 20/20 category of the Guyana Softball Cup III from November 8-10.

The team will be led for the first time by Masood Mohamed, with the officials being Ramzan Roshanali (Manager), Zameer Mangroo (assistant manager) and SFSCL president Sal Hussain.

The SFSCL is made up of several all-rounders, including Kaiume Mohamed, Ramesh Persaud, Keshan Budhna, Anoope Basdeo and Vivian Khan.

The batting will also be shore up by wicketkeeper/batsman Ravi Persaud, Randy Narainsami, Nazim Ali and Vishal Singh.

The bowling attack will be spearheaded by Mark Mukhlall, Ramesh Persaud and Masood Mohamed.

A release from the SFSCL indicated that the team is on a mission to dethrone reigning champions, the New York Softball League All Stars.

“Some of our players have not visited Guyana for a while and upon arrival, some will travel to Berbice, parts of Demerara and Esssequibo. The team

will assemble back in Georgetown on Thursday to prepare and make final plans for the Guyana Cup. We intend to give our best in the field in hopes to wrest the championship away from New York. We will display great sportsmanship on and off the field and hope to have a great time doing so,” the release stated.

It added, “We would like to give a special thank you to Zameer Mangroo and Mr Ramzan Roshanali, the honorary consul, Consulate of Guyana in Miami for all their help in assisting our team to take part in what promises to be an exciting tournament in Guyana.”

Format Preliminary action in the competition will take place on November 8-9 with the grand finals of the two categories - Open 20/20 and the Masters 20/20 - set for November 10 at the GCC ground, Bourda.

During the two days of preliminary action, which will comprise 36 games, the venues will be the GCC, Police, Sport Ministry, Demerara Cricket Club, YMCA and Education Ministry grounds.

In the Open 20/20 competition, the teams will battle for a first prize of $800,000 and a massive trophy, with the runner-up

team carting off $200,000 and a trophy.

The Man-of-the-Match in the final will be the recipient of a trophy, while the player of the tournament will receive a gold bracelet, compliments of Steve’s Jewellery.

In the Masters 20/20 segment, of which Savage XI of Guyana are the defending champions, the participating teams will vie for the coveted prize of $600,000 and a trophy, with the losing finalist having to settle for $150,000 and a trophy.

Like the Open category, the Man-of-the-Match in the championship game and the player of the tournament will receive a trophy and a gold bracelet respectively.

On November 10, prior to the two category finals, there will be three female exhibition games, featuring four of the leading teams on the distaff side.

Two semi-finals will be followed by a grand final, with the winner pocketing $50,000 and the loser $25,000. The MVP will collect $5,000 and a trophy.

While admission to the venue for the first two days is free, a fee of $500 will be charged per patron on the final day, with the first ball set to be bowled at 10:00 hours.

Hadi’s World Incorporated & City Mall on Friday evening renewed its sponsorship with the Georgetown Cricket Association for the 2013/2014 first division tournament.

The tournament was officially launched at the Georgetown Cricket Club (GCC) pavilion where representatives of the sponsors, along with GCA executives, respective club members and the 2012/2013 defending champions attending.

The remainder of this

year’s and 2014’s fixtures will be announced shortly.

However, organisers are anticipating a start next weekend if there are available venues in the city.

Speaking at the ceremony, President of the GCA Roger expressed his gratitude to the sponsor for the continued support towards the development of cricket in Georgetown. Harper also reminded those present that “players must play the game in the right spirit, with pride and passion, representing the sponsor’s brand with

dignity.”

The former West Indies all-rounder also thanked the players who participated in 2012/2013 tournament. He wished the respective winners of prizes last year to continue doing well.

Meanwhile, representative of the sponsor, Desmond Helwig stated that his company was extremely delighted and there was no hesitation to sponsor the upcoming leg of the tournament since the company has utmost respect for Harper. He described Harper as one of the

most disciplined cricketing personalities he knows.

Chairman of the Competitions Committee, Shaun Massiah noted that the GCA was “grateful” for the sponsorship, adding that the tournament continues to do well for Georgetown.

Massiah also reminded the players to be au fait with the playing conditions since there will be sanctions for infringements.

Meanwhile, Demerara Cricket Club (DCC), were winners of the last edition of the competition with 136 points and collected $120,000 and the trophy while GCC collected $80,000 and the runners-up trophy; they had secured 132 points.

Third place team GNIC, received their trophy and $40,000 for their efforts. The other teams were presented with medals.

Players receiving awards for the last edition were: Rajendra Chandrika of Everest for being the batsman with the highest individual score (222 vs TSC), Shaheed Mohamed best bowler (7-43 vs GCC), Leon Johnson (GCC) bowler with the most wickets (22), Rajendra Chandrika batsman with the highest score (449), Devon Charles (GCC) best fielder, Johnson best all-rounder and MVP (291 runs and 22 wickets).

Persaud, Suknanan lead Digicel Guyana Open

efending champion Avinash Persaud and Jaipaul Suknanan are joint leaders of the Championship Flight after day one of the prestigious Digicel Guyana Open on Saturday at the Lusignan Golf Course, East Coast Demerara.

Persaud, a four-time winner of the event, and Suknanan from New York finished the day tied on 75 gross and have set the stage for an interesting final day today in the 0-9 handicap.

Mike Mangal is also in contention for top honours after scoring a gross 76.

In the B Flight (10-18 handicap), Roy Cummings has assumed pole position with gross 81, but is closely followed by L. Ramsundar with 82, while Ayube Ally leads the C Flight (19-28 handicap) with gross 89, ahead of K.M. Chung with gross 91.

Christine Sukhram, on a seven-year winning streak after copping the title consecutively from 2006 to 2012, seems poised to lift her eighth success Guyana Open trophy, as she finished on top of the leaders board.

Playing in the Ladies Flight (0-36 handicap), and with a handicap of 10, Sukhram ended the day with net 65 and gross 75.

Shanella Webster is in second position with net 70 and gross 103. The other compet-

itors on the distaff side are Joann Deo and Juliet Prince.

Meanwhile, the 74 registered starters were sent on their way by Chief Executive Officer of Digicel (Guyana), Gregory Dean, who performed the first tee to signal the commencement of the two-day tournament.

Dean said his company is pleased to partner with the Lusignan Golf Club to host the prestigious competition, as he wished the players well during the championship.

“We’ve had a long association with the Lusignan Golf Club, but this is the first time we’re sponsoring the Guyana Open…and we hope it would be a long and successful marriage,” Dean said during brief remarks before tee off.

Among the participants are former Guyana and West Indies batsman and cricket administrator, Joe Solomon, who at 84 is by far the oldest player in the tournament.

“I don’t play competitive golf…I’m in the country for some holiday, so as I’m here I decided to join the tournament and test my skills among the better players,” the Port Mourant born cricketer related.

Solomon, who played 27 Test matches for the West Indies, is best known for effecting the run out of Australian Ian Meckiff to tie a Test match for the first time in 1960 at the Gabba.

enalty kicks were required to decide the finalists of this year’s Courts Pee Wee Under-11 football competition, which continued on Saturday with another eight competitive matches at the Banks DIH ground, Thirst Park.

Witnessed by another cheerful crowd of teachers, parents/guardians, students and ardent football fans, the penultimate day of the tournament produced another high quality of play, a trademark that has defined this year’s competition.

In the first semi-final, St Pius and East La Penitencethe only two unbeaten teams heading into Saturday’s action - rallied to a nil-all draw after the 20 minutes of regulation and four minute of extra time.

Although they failed to breach the defence of the goalkeepers, there were some close opportunities for both sides.

In the other ‘final four’ match-up, Tucville, last year’s losing finalists, took an early lead through a DeAndre Linton 13th minute strike, much to the delight of their large fan base. However, their jubilation was short-lived six minutes later when Michael Oie Jr converted a penalty to level the scores.

After the remainder of regulation and extra time failed to separate the teams, penalty kicks were required and West Ruimveldt won the contest 3-2.

In other games of the day, South Ruimveldt, through a hat-trick from Christopher Bovell, toppled last year’s winners Marian Academy 3-0. Bovell’s goals came in the 10th, 24th and 38th minutes as he singlehandedly ensured the defending champions’ miserable run continue.

Ketley Primary edged Redeemer 2-1 with Kevin Mulling and Jaheem Massiah on target in the ninth and 21st minutes.

Redeemer’s consolation goal came off the boot of Ephraim Ross in the 10th minute.

A Tyriq Saunders’ double and an opening goal from Orin Williams powered North Georgetown to a convincing 3-0 win over St Stephen’s. Williams opened the scoring in the second minute, before Saunders blasted in his double in the 24th and 29th minutes.

The J.E. Burnham/St Ambrose game was an exciting contest with the former prevailing 3-2.

Keshon David put J.E. Burnham ahead in the sixth minute, before Adriel Wilson added a double in the 12th and 18th minutes to give his team a 3-0 advantage. However, a Jermaine Padmore double in the 24th and 33rd minutes reduced the margin of defeat for St Ambrose.

Dwain Dick (1st) and Cordell Charles (39th) scored for F.E. Pollard in their 2-1 success over St Margaret’s, whose lone goal came from David Scott in the 35th minute.

Teon Forde was the only goalscorer in the other match of the day, which resulted in St Gabriel’s gaining a 2-0 win over Enterprise. Forde netted in the 19th and 39th minutes.

The competition, which is a collaborative effort of Courts (Guyana) Inc., Banks DIH Limited and the Petra Organisation, will culminate on Saturday at Thirst Park with the final eight games to decide the top 16 teams.

The action will start at noon with Redeemer playing St Ambrose for positions 15 and 16, while Ketley and J.E. Burnham will contest positions 13 and 14.

At 13:00h, Marian Academy and St Stephen’s will battle for positions 11 and 12, while South Ruimveldt and North Georgetown will compete for positions nine and 10.

The game for positions seven and eight between St Margaret’s and Enterprise will kick off at 14:00h, the same time F.E. Pollard and St Gabriel’s will go at each other for fifth and sixth.

The third place playoff between East La Penitence

and Tucville will start at 15:00h, before the competition concludes with championship game involving St Pius and West Ruimveldt at 16:00h.

Persaud, Suknanan lead Digicel Guyana Open – former Test cricketer among 74 starters

Defending champion Avinash Persaud and Jaipaul Suknanan are joint leaders of the Championship Flight after day one of the prestigious Digicel Guyana Open on Saturday at the Lusignan Golf Course, East Coast Demerara.

Persaud, a four-time winner of the event, and Suknanan from New York finished the day tied on 75 gross and have

set the stage for an interesting final day today in the 0-9 handicap. Mike Mangal is also in contention for top honours after scoring a gross 76.

In the B Flight (10-18 handicap), Roy Cummings has assumed pole position with gross 81, but is closely followed by L. Ramsundar with 82, while Ayube Ally leads the C Flight (19-28 handicap) with gross 89, ahead of K.M. Chung with gross 91.
