Charred remains found in burnt car belong to main murder witness – Acting Crime Chief

he charred remains that were discovered in a burnt car in a swampy area in Mahaicony, Region Five (Mahaica-Berbice) on November 1, 2019, belongs to Collin Rodney, a key witness in a murder.

This was confirmed

by Acting Crime Chief, Senior Superintendent Michael Kingston, who, on Thursday, stated that the results from the DNA sam-

ples that were sent to the Guyana Forensic Science Laboratory were recently returned to him.

Rodney, a former policeman, also known as “Glock”, “Troy” and “Cutty”, of Lot 70 Joseph Pollydore Street, Lodge, Georgetown, was last seen on October 25, 2019, at about 08:00h, when he left his home to attend court to give evidence in the murder trial of his cousin,

Marlon Rodney.

He had left his residence driving his silver/ grey Toyota Allion bearing registration number PRR 1076 which was found torched six days later.

However, he was a noshow in court.

It was reported that thirty-nine-year-old Osafa Grundell, called “Safo”, of Freeman Street, East La Penitence, Georgetown, and James Fraser, 21,

It is alleged that between April 25 and April 30 last, at Norton Street, Lodge, Georgetown, the 35-year-old taxi driver of Lot 71 Norton Street, Lodge, Georgetown, was involved in a heated argument with Grundell, Fraser and another man

called “Curl Up”.

The accused reportedly whipped out firearms after the row escalated and discharged several rounds at Marlon Rodney, who was hit in the left leg.

A passer-by was also shot in the process.

The injured men were rushed to the Georgetown Public Hospital Corporation (GPHC), where Rodney later succumbed.

etectives have intensified their search for the suspect who brutally murdered 28-yearold Seon Anthony Burry, also called “Cenestro”, on December 17, 2019, at D’Urban Park, Georgetown.

Upon the discovery of the man’s body, the Police were pursuing various angles and leads and would have gotten a breakthrough in the case.

According to Commander of Region Four (DemeraraMahaica) Sub-division A (Georgetown), Assistant Police Commissioner Edgar Thomas, his ranks are now in pursuit of a male individ-

ual believed to be Burry’s murderer.

However, when asked

by this publication to provide more details about the matter, the Commander de-

clined, stating that the suspect may be unaware that the Police are in search of him.

He noted that at this point, the detectives have been unable to locate the alleged murderer, although they visited several locations that he would frequently visit.

The Commander added that to divulge further information may result in the suspect intentionally evading the Police since it could be a case of him simply not being at those locations when the cops arrived in search of him there.

Initially, crime sleuths had arrested several suspects for questioning and from that list, investigators have been able to narrow down suspects.

At that time, the Commander had noted that although there were Close Circuit Television Video (CCTV) cameras in the area, they were too far from the crime scene to have caught the perpetrator(s) on camera.

However, he had maintained that his ranks were “very close to solving the crime” and there are “just a few ends that need to be

tied” before the guilty party is apprehended.

The Rural Constable was found at about 05:45h lying on the ground at D’Urban Park less than two hours after he had left his Lot 194 Section A, Field 7, South Sophia, Greater Georgetown home to train athletes.

Burry was a Rural Constable (RC) attached to the Police Force Sports Club.

The now-dead man, who was enlisted as an RC in the Force on July 17, 2015, leaves to mourn his mother, a child, and siblings.

Today is Nomination Day PPP calls for criminal charges if forgery detected on lists

A

t least 19 political parties will be making submissions of their lists of candidates and nominators to the Guyana Elections Commission (GECOM) today in their bid to contest the upcoming March 2 elections but the Opposition People’s Progressive Party/Civic (PPP/C) has made a stern call to the elections body to institute criminal charges against any party or individuals who present lists carrying forged names.

This call was made on the heels of a previous situation on Nomination Day ahead of the November 2018 Local Government Elections (LGE), whereby dozens of names on the lists and signatures purporting to be backers of candidates were palpably defective because of forgeries.

In fact, some the 50 persons of the Whim-Bloomfield Neighbourhood Democratic Council (NDC) in Berbice, Region Six (East BerbiceCorentyne) had their names fraudulently affixed to the backers’ lists for LGE in the Ancient County. They claimed that they were tricked into signing an Alliance for Change (AFC) nominators’ lists to contest the Local Government polls.

This led the PPP to file legal actions to have the names removed. However, High Court Judge, Justice Navindra Singh, dismissed the cases saying that after investigations, he did not find any evidence to convince him that the nominators were forced to sign the list.

As such, PPP Executive Member and former Attorney General, Anil Nandlall, is urging GECOM to take the necessary criminal actions anyone who is implicated in such acts.

“I call upon GECOM to report to the Police any and all incident(s) of unauthorised/forged names, either on the candidates’ lists or on the list of backers for the upcoming National and Regional Elections, with firm instructions to institute criminal charges against those implicated, including, the intellectual authors,” Nandlall stated.

Today’s Nomination Day proceedings will be held at the Umana Yana in Kingston, Georgetown, commencing from 13:00h until 17:00h. Each party is required to submit their lists of candidates for the election of a President, members of the National Assembly and members of the Regional Democratic Councils to the Chief Elections Officer.

The law prescribed that the submissions of the lists of candidates and nominators will have to be done strictly on Nomination Day and within the timeframe set – no time earlier or later.

Each parties’ National Top-Up List should com-

prise of 300-330 nominators, 42 candidates (persons to be elected to sit in National Assembly) who all need a singed statutory declaration form in the presence of a Commissioner of Oath or Justice of Peace, and include the name of the Presidential Candidate.

The Statutory Declaration form is what candidates sign to indicate that they are Guyanese and conform to other requirements set out in the law.

Meanwhile, the Geographical Constituency

Geographical Constituency Lists – but only on one of that party’s geographical lists.

These requirements, as well as others, will be examined by the Chief Elections Officer and those parties’ whose lists do not meet all the requirements will be deemed defective. However, the CEO will inform of the defective list(s) and the respective parties will one day to make corrections and resubmit the lists.

Nomination Day proceedings began last month when

(Administrative Regions) List must include 150-175 nominators from each constituency and no more than 45 candidates.

With regards to the Regional Elections, the Regional Democratic Council List must comprise of 150175 nominators for each constituency – all residing in the said region, and 12 to 36 candidates also from within the region. They too are required to sign a statutory form.

Candidates and Nominators can only appear on one party’s lists – both National Top-up and

political parties had to submit their party symbols to GECOM by December 13, 2019. This, according to GECOM’s Public Relations Officer Yolanda Ward, was to allow the Commission to examine the symbols and give approval to avoid issues such as duplication. It all ows parties to be informed and make the necessary adjustments before today’s Nomination Day process.

However, parties are also allowed to submit their symbols today as well.

While the two main political parties – PPP/C and the A Partnership for National Unity and Alliance for Change (APNU/AFC) coalition – have been gearing up for the upcoming polls, there has been the formation of several new and small parties over the past months.

These include: A New and United Party (ANUG), Federal United Party (FED UP), Liberty and Justice Party (LJP), Citizenship Initiative (CI), Change Guyana, The New Movement (TNM), People’s Republic Party (PRP), Kingdom Liberal Movement (KLM), Destiny to Oneness, National Congress of Progressive People’s Alliance, the Cooperative Republicans of Guyana and the Guyana United Democratic Party (UDP), Guyana National Service Party (GNS), the Democratic National Congress (DNC), the United Republic Party (URP), Horizon and Star and Organisation for the Victory of the People.

Tackling natural disasters

O

ver the past few years, there has been much talk about climate change and the devastating impact it is having and is likely to have, on communities and the world as a whole.

On Thursday, Commonwealth Secretary-General Patricia Scotland said that cyclones in the Caribbean and Pacific, devastating bushfires in Australia, recurrent floods and droughts in Asia and Africa, increasingly bring tragic loss of life to our nations and communities, inflicting physical and mental trauma on survivors, and causing irreparable damage to centuries-old ways of life and undermining prospects for future prosperity and growth.

The current bushfires in Australia have been among the most distressing manifestations, leading the Government to declare a state of emergency. There is a devastating impact on the precious biodiversity of flora and fauna, threatening drastically to affect the ecology of the region. Heightened levels of air pollution in the affected and adjoining regions are having adverse impacts on the respiratory health of scores of people.

Such extreme events are occurring with rising frequency, destroying the means of livelihood for millions of people in Commonwealth countries, increasing vulnerability and reducing resilience, she added. The Commonwealth collectively recognises that without well-planned and integrated national and international action, natural disasters and extreme events will continue to challenge the resilience of affected communities and smaller countries. The Commonwealth Secretariat is working alongside member nations to protect the environmental health of fragile and susceptible ecosystems, including through increased national preparedness for tackling natural disasters and mobilising resources.

However, while Governments and policymakers are busy debating the issues at the national and international levels, enough is not being done in terms of designing and implementing critical projects at the community levels to encourage and sensitise individuals about the need to play their part in mitigating the effects of climate change.

In fact, it could be argued that on the global level, not many persons are educated about the issue especially it relates to the kind of impact climate change has on the environment and on individuals themselves. Citizens still do take the issue for granted and do not pay much heed to the various messages about the need to change lifestyle patterns and so on.

Scientists have argued that the planet is indeed threatened by lifestyle patterns of individuals and if persons continue to use resources the way we currently do, the planet’s reserves will be exhausted at an increasingly rapid pace. For many countries, there is still the challenge of getting everyone to not only understand and appreciate the idea of the need to work towards sustainable consumption, but also to take practical steps to move in this direction.

Certainly, Governments can and businesses and industries together with researchers can provide the solutions, but, in the end, the consumers have the power of the purse, whether they buy green products or not. The highly-touted ‘green model,’ reduces our ecological footprint, emits fewer greenhouse gases, uses less energy and raw materials, and can create new sources of growth and employment.

In essence, achieving economic growth and sustainable development requires that we urgently reduce our ecological footprint by changing the way we produce and consume goods and resources. As stated by UNDP, the efficient management of our shared natural resources, and the way we dispose of toxic waste and pollutants, are important targets to achieve this goal.

Based on statistics, the world’s population is growing rapidly, as more than a billion new people will enter the middle class by 2050. Experts have predicted that if citizens do not change their consumption patterns, the global use of resources will be multiplied by 15, which is considered dangerous for our planet as it would not be able to satisfy the needs of everyone.

At the individual level, every individual does play a crucial role in defining his/her own consumption patterns, and can in a way also contribute to the fight against climate change. For example, we can reduce the level of energy utilised and the money that is saved on energy could be used instead to develop climate-friendly technologies and appliances.

Here in Guyana, we still continue to dump garbage carelessly.

For example, persons continue to dispose of plastics and Styrofoam items in a reckless manner resulting in the clogging of drains and trenches, thereby leading to flooding etc.

For sure, there is a need for more effective public education campaigns on climate change and to highlight the effects of poor environmental practices. There is also a need for more ‘green projects’ to be implemented at the local levels to encourage communities to work towards achieving a cleaner and healthier environment. As for “green projects”, already it was disclosed on Wednesday that none of the Government’s renewable energy projects have been completed.

This, in itself, speaks to Government’s true intention of “going green” if after five years, these projects are still incomplete.

Whither Ram and Goolsarran?

Dear Editor, I had to smile at the lean coverage of the socalled independent media on the leaked AuditorGeneral Report for 2018— the AG Report used to trigger many months of PPP/C bashing. Names used to be named, ministers used to be called out, and reporters used to give their very best in investigative reporting. Imagine the report, which is traditionally released around September, if it was not leaked, taxpayers would not have gotten a glimpse of what our Government cooked up more than a year ago.

The APNU/AFC cabal has not only nullified the Constitution with the help of the Courts, obviously but all checks and balances with it as well.

I have identified the following more egregious

headlines because APNU/ AFC came to power promising to tackle these exact issues and of course to eradicate corruption and deliver good governance: 1. In excess of G$800M unaccounted for 2. Unauthorised spending from the Consolidated Fund 3.

Tax concessions nearly doubled in 2018 4. Rampant corruption in drug purchases in the Regions – Page 417 of the AG Report 5.

Contracts being awarded outside public tender 6. Complete disregard for the AG recommendations We are now seeing the award of nearly a billion-dollar contract for a capital project to a known Government supporter just before the elections in a new fiscal year by a

Government that is without legal footing and without a budget. This is a contract, just like the oil and parking meter which the people of Guyana will be saddled with.

We are also seeing the gifting of tens of thousands of acres of land to APNU/AFC cronies which were seized from legitimate farmers. In 2019, we learned of excessive Government spending and racking up of significant debt at the central bank.

Again, these are debts on the backs of all Guyanese taxpayers, current and future.

Readers will note that the Auditor-General Report for the fiscal year 2019 will not be ready for some time yet, so the full extent of the corruption and thievery will not be known if it ever will be known. It is a rank shame

that the AG findings for 2019, which is key to judging an administration’s performance, is not available to enlighten the campaign trail.

However, if the above is anything to go by, 2019 was most certainly a blockbuster year for corruption at all levels in this APNU/AFC caretaker administration. I have to further conclude that over the last 4.5 years, there was an inverse relationship between corruption and the reporting and interest in it. This indicates how desensitised we have become.

In these times, I have to ask whither Messrs Ram and Goolsarran, our foremost anti-corruption, transparency and good governance gurus.

Forestry Commission Board and Ministry appoint caretaker Commissioner

Dear Editor, The GFC was notified of the appointment of the embattled deputy Commissioner as Commissioner (ag).

It has been noted in KN article January 4, 2020, that several criteria should be in place or the person holding the office must meet certain requirements. Most importantly,

also, is the Minister’s approval of the person. The GFC Act 2007 outlines that legal requirement and clearly, this appointment is alleged to be in breach of the Act and can be considered null and void.

The Government, being defeated by a No-Confidence Motion in December 2018, placed in a caretaker mode, and Parliament hav-

ing been dissolved, the Minister and Board authority to make such an appointment are obviously restrained.

Notwithstanding it is alleged that staff have pledged their full support for the caretaker and interim Commissioner.

Gratuitous and confusing PPP/C has a proven track record of developing Guyana Dear Editor, I do not know of an instance where a Minister has called the actions of a President “gratuitous and confusing” in Guyana’s political history. The audacity, boldness, and impertinence are without compare and got my cognitive wheels turning. When these words forced David Granger to reverse his decision not to name a Prime Ministerial candidate before elections, they assumed more importance. It is an odd pairing of words; was/is there a threat contained therein?

Is the President suffering from bouts of confusion?

At age seventy-four, this would not be unusual, add to that the pressure of a political campaign and a diffi-

cult year fighting for physical and political survival, I can understand if a toll is being paid.

What is neither honest nor decent is members of Granger’s coalition using this ‘insider’ knowledge to engage in political blackmail and also allowing a candidate they know is not ‘fit and proper’ in the truest sense to compete for the highest office in the land.

Granger at his peak was no great shakes; Guyana cannot afford to have a confused leader at this juncture in history.

Then, there is ‘gratuitous’, an adjective to describe actions done without good reason, uncalled for. The two words combine to paint a picture of a man unfit for of-

fice. The haste with which Granger’s reversal of decision followed the release of AFC General Secretary David Patterson’s statement leads me to believe a strong-arm was applied. As if to confirm my growing suspicion that something might be mentally amiss with Granger, an influential PNC persona took to social media to vent.

PNC advisor Rickford Burke’s statement on social media was just as stunning in what it said as in what is implied: “Lesson to Guyana’s youth: Don’t worry with what we teach you.

If you want to achieve an objective in life, adopt the AFC strategy of bullying, sabotage, and terrorism. You will get what you want”.

The AFC could not

threaten to walk away from the coalition at this late stage as it would mean sitting the upcoming elections out on the sidelines. What other holds could they (AFC) have over Granger that could be described by the ultimate PNC insider as “bullying, sabotage, and terrorism?”

If the AFC is comfortable calling Granger “gratuitous and confusing” so publicly, why do they expect us to vote for him? This language needs no gloss, the meaning is pellucid; we are being sold goods that are past the ‘best before’ date. Late caveat emptor (let the buyer beware).

Join Sase Gunraj to demand an end to the manipulation of RLE Dear Editor, In a letter titled “GECOM’s tinkering with Revised List of Electors is unlawful and must be discontinued” (Stabroek News, 09/01/2020), Commissioner Sase Gunraj expressed alarm that Secretariat of the Commission is manipulating the Revised List of Electors (RLE).

According to the Commissioner, the revision to the list is not only unlawful but will create confusion on Election Day (E-Day), for example, some voters may end up on lists outside the district they are supposed to vote, and multiple voting may be facilitated.

On a programme on Wednesday evening, the three GECOM Commissioners representing the PPP/C indicated that there would be an emergency meeting on Thursday to resolve this issue. However, I am not confident that anything useful will come out of the meeting based on recent events. Last month, we saw the Chairman of GECOM voting in favour of field verification of new registrants.

The vote by the Chairman of GECOM offered a fleeting moment of hope of free and fair elections since her action signalled that she will be objective and stand on the side of fairness and decency (Demerara Wave, 18/12/2019). However, in an article published by Kaieteur News yesterday (Thursday, January 9, 2020), the same Chairwoman was quoted as saying, “… we can’t just remove people’s names because we could not locate them. We don’t have that right to disenfranchise these persons by removing their names from the voters’ list” (see Kaieteur News, 09/01/2020).

Based on the utterance of the Chairman, it means that all the ‘new registrants’ will be included on the list, whether their existence was verified or not. In other words, the entire list of new registrants will be included on the RLE, thereby making the verification exercise she voted for useless.

More importantly, it means that 6000 unverified electors will be afforded an opportunity to vote on E-Day; this

is more than the number of votes that facilitated a victory for the APNU/AFC at the 2015 elections.

To complicate an already complicated situation, we are told they will have a meeting today at GECOM to determine if the manipulation of the RLE would be allowed to continue. If we use the treatment of the verification of ‘new registrants’ as a guide, then we should not be surprised if a vote is taken to continue the manipulation of the RLE or a subsequent decision made by the Commission that would render this vote useless.

In this regard, the country is merely wasting time with an election since suspicion of irregularities on E-Day will not inspire any confidence in the results.

Given the unwillingness

of the Courts to accommodate election petitions, we will also have to prepare to live another five years with a new Government that will be regarded as illegitimate by a large section of our population.

In 1997, we saw what happened when voters refused to accept the results.

There were riots, and the Opposition vowed to make the country ‘ungovernable’. The question is, ‘do we want a repeat of 1997?’ If the answer to the question is no, then all decent-minded Guyanese must join Commissioner Gunraj and demand that GECOM stops the unlawful exercise and shenanigans as we approach E-Day. Dear Editor, The hogwash spewed at APNU’s recent meeting in Buxton has truly revealed the Party’s double standards towards national unity and development. Joseph Harmon (a man I once respected) and other leaders used that forum to viciously attack retired Brigadier Mark Phillips and shamelessly attempt to justify the lack of opportunities for youths. Their disappointing comments refreshed my memory as to why I resigned from the People’s National Congress.

I am tempted to address each area of their lacklustre presentations laced with hatred, divisiveness, possessiveness and deceit.

However, I rather rebut the issues of tokenism and empty promises to youths.

Isn’t it ironic that the PNC is guilty of these evils but boldly accuses the PPP/C of same?

Harmon reportedly tried to diminish retired Brigadier Mark Phillips’ membership with the PPP/C and role as the Party’s Prime Ministerial candidate based on his skin colour. In his attempt to reduce Mr Phillips as a token, the ugly sickening attitude of the PNC has been revealed. Apparently, if you are an Afro-Guyanese, your loyalty should be sole to the PNC instead of Guyana’s development.

Nonetheless, the PNC has over the years welcomed few Indo-Guyanese members with clenched fists. For decades, I and family found ourselves as tokens. Yes! My role as an Indo-Guyanese was that of photo-opportunity— a face for the façade of inclusivi-

ty. At Congress Place, our inputs are unnecessary and disregarded.

It was no different from what is being played out between the APNU and “rubber stamp” AFC. Being mum on their Prime Ministerial candidate is outright having the entire AFC as a token. The APNU believes that keeping the AFC will attract Indo-Guyanese votes. From now until elections the Prime Ministerial post will dangle like a carrot in front of the AFC. The PNC is quite aware that votes from no one race could win an election in Guyana. Only a party of true unity would be able to win the elections. There is no doubt that the PPP/C has been making inroads in communities like Buxton that were once dominant PNC supporters. It is pitiful that Harmon would bend to race talks to gain votes. On the contrary, the PPP/C has been inviting all Guyanese to join in voting the APNU/ AFC OUT. There is really no competition between the PPP/C and the coalition.

The PPP/C has a proven track record of developing Guyana. On the contrary, the APNU has failed miserably to achieve its manifesto promises, particularly in the area of youth development. These deficiencies were highlighted during the Buxton meeting. The presenters in desperation were begging youths for their votes in spite of their failure to provide employment opportunities, safer communities, and affordable education among others.

Good Study Habit #5 – Establish a study zone

E

stablish a study zone.

Some people like quiet places, others will need a little bit of background noise. Which one do you prefer? If there is too much going on at your house then maybe it’s time to think about going to the library or a coffee bar and using headphones.

Make sure you have the necessary items with you when you study. You’ll need a desk that’s big enough to spread your books, laptop, paper and supplies.

Using the best study lighting is also important for everyone when studying. If you want to preserve your eyesight and maximise your time and energy, then choose lighting that will not cause eyestrain or fatigue so you can keep your study session effective at any time of the day.

Don’t be afraid to establish rules when you’re in your study zone. Let people living with you know that when your door is closed, it means you do not want to be disturbed. Try not to respond to phone calls or texts, this will break your concentration and you will lose focus.

It’s best to find not just one place to study, but at least 2 or 3. This way, you will have a backup plan in case your main study area can’t be used. A change of environment is said to improve concentration and creativity so even if you don’t need to change places, it wouldn’t be a bad idea.

While you establish rules for others, you also need to establish rules for yourself. Get rid of all distractions. Don’t choose a place

Foundation where you will be tempted to watch TV, check in with your smartphone, or study in a high traffic area where people will be coming and going.

Choose to study offline as much as possible. There are way too many distractions that are only a click away. If you need to check something, write it down and check it after your study session is over.

Helpful study tips to get the most out of your study session: Avoid eating a heavy meal before studying. A heavy meal can make you sleepy which will make it more difficult for you to study. Choose to eat small and frequent meals instead.

Move or take a short walk before sitting down to study.

Stretching, walking or even dancing will help prepare your body and mind to be more receptive to learning.

Prioritise your assignment dates: write down every assignment or task when you first hear about it instead of just “remembering” it. We live in such a fastpaced world that’s full of distractions and it’s easy and normal to forget things.

Include important details

such as page numbers, due dates, test dates, pointers, or anything else that might be helpful when writing assignments down.

One way to make prioritizing your tasks simple is to organize your study notes by using colours or labels.

Whether you use an online notebook or a binder, developing your own colour-coding system will help you (and your thoughts) get organised.

Opposition slams Govt over abuse of State resources …after Granger arrives at political rally in GDF helicopter

hile in opposition, the A Partnership for National Unity (APNU) and Alliance for Change (AFC) had heavily criticised the then ruling People’s Progressive Party (PPP) for abusing State resources, now, the incumbent coalition is being accused of doing the same.

On Wednesday, President David Granger, who is the coalition’s Presidential Candidate for the upcoming polls and Leader of the APNU, arrived at a political rally at Hopetown, Region Five (Mahaica-Berbice), in a Guyana Defence Force (GDF) helicopter.

As such, Opposition

Leader Bharrat Jagdeo at his weekly press conference on Thursday lambasted the coalition administration for abusing State resources.

“We’ve seen the abuse of State resources. I gather Granger has a hard time walking around too much [and] moving around, so he resorts now to using the helicopter,” Jagdeo stated.

He pointed out that the landing in a helicopter was a design to create a “macho image” of Granger as a leader.

But according to Jagdeo, this does not matter.

“I wish he had a macho image when he was negotiating, on our behalf, with the oil companies from abroad.

That’s where it matters – not to arrive as President on State resources at an elections campaign,” he posited.

The Opposition Leader went on to say that the incumbent Head of State is was using this “macho image” to compensate for his lack of leadership abilities.

“He is one of the weakest leaders/Presidents ever in our history, if not the weakest, and it comes from the fact that he did not head anything before came into office – not even the army… So he headed nothing and then to become the head of a country… at over 70 years old, is a big lift and that is why we’re seeing

the drift at the national level – no vision. He doesn’t know what to do and he doesn’t have the energy to do it even if he knew,” Jagdeo stated.

He further outlined that as a leader, President Granger has openly violated the Constitution of Guyana, not once but several times, including in relation to the NoConfidence Motion (NCM) and events that followed, and the unilateral appointment of Justice James Patterson as the Chairman of the Guyana Elections Commission (GECOM) back in 2017 – both of which, Jagdeo said, had been rebuked by the Caribbean Court of Justice (CCJ).

“This is a leader who has refused to live by the decision of the Court, tried to thwart the decision of the court by using executive power like the one with [Finance Minister Winston] Jordan by pardoning Jordan [from being jailed for failing to pay a US$2.2 million judgement to a Trinidadian-based construction company]. This is a low energy leader and this is a leader presiding over the most corrupt government in our history,” the Opposition Leader posited.

Moreover, Jagdeo noted that this abuse of resources continues even within the State media entities. He

pointed out that following last weekend’s elections campaign launches, the APNU got an hour air time on the National Television Network (NCN) when the PPP was only given one minute.

The Opposition Leader went on to rubbish the explanation given by NCN Chairman Enrico Woolford, calling it convoluted and nonsensical. He pointed out that the rallies were not Government and Opposition events but political parties – PPP and APNU/AFC coalition – activities.

Even if it were Government and Opposition events, Jagdeo reminded of the fact that the positions of both the President and Opposition Leader are preserved until the hosting of General and Regional Elections, which is set for March 2.

Following the December 21, 2018 passage of the NCM against the governing coalition, the Granger Cabinet upped its political campaigning with massive ministerial outreaches dubbed “Bringing Government to the people” across the country.

Government had come under heavy criticism for misusing State resources for political purposes but the coalition had insisted that the outreaches were initiatives aimed at meeting and listening to

the concerns of Guyanese.

In fact, former Minister of State, Joseph Harmon, had told reporters back in February 2019 that the outreaches are nothing but “normal Government business” in response to concerns that the coalition was campaigning with state funds.

Harmon, who is now the Director-General at the Ministry of the Presidency, had subsequently defended a move by his Administration to secure in excess of $300 million in supplementary funding from the National Assembly in May for ministerial outreaches across the country.

But while Government denied campaigning on State resources, Second Vice President and Public Security Minister Khemraj Ramjattan had admitted during a live ra-

dio programme in June 2019 that the coalition had already started its campaign through the ministerial outreaches across the country.

“We had started our campaign in a sense. We were outreaching in all the areas, even having Cabinet in different areas, having lots of meetings on the weekends especially and carrying our Government projects and programmes for the people to see it themselves and promoting our accomplishments. And that is what part of the campaigning was all about during that time because there was always this 50-50 chance that we’re gonna lose [the court case challenging the validity of the NCM] and indeed, we lost it,” Ramjattan, the newly-elected AFC leader, had stated.

GNBS prepared to monitor oil trade offshore Guyana

W

ith oil production already on the way and the country gearing up to sell its share of the petroleum, the Guyana National Bureau of Standards (GNBS) said it is prepared for its role in the budding sector, particularly as it relates to ensuring that weighing and measuring devices used in the crude trade are verified.

This is in accordance with its mandate from the Weights and Measures Act of 1981.

The GNBS is required to ensure that all weighing and measuring devices used in commercial trade are verified.

These include measuring devices used in the emerging Oil and Gas Sector of Guyana.

It is against this backdrop that aggressive recruitment and further training of staff members were undertaken by the GNBS in preparedness to fulfil its role in the Oil and Gas Sector, that is, to ensure accurate measurements during lifting of crude from the Floating Production Storage and Offloading (FPSO) vessel(s).

Through the support of the

Guyana Petroleum Resources Governance and Management Project, the GNBS has benefited from the training of several inspectors of its Legal Metrology Services Department. These inspectors can now competently witness the proving/verification of the custody transfer meters used on FPSOs. Further, to maintain reliable measurements, the GNBS said in a statement on Thursday that it will conduct routine checks on the offshore facility to ensure that all points, which can affect the metering of the product, are sealed before and after offloading.

Inspectors received the

requisite training from the Measurement Service Division of Bureau Veritas of North America in accordance with the American Petroleum Institute (API) Petroleum Measurement Standards. The relevant API standards will be adopted as national standards and will be used for verification of the metering system on the FPSO. Meanwhile, GNBS inspectors have also undergone the safety training required for transport and operation on the FPSO. These include the Helicopter Underwater Egress Training (HUET), which is necessary for personnel travelling to the offshore facilities; the Compressed Air Emergency Breathing System (CAEBS) training, for inflight and underwater emergencies; and training on the ISO 45001 Occupational Safety and Health Standard to enhance their safety awareness.

“The Bureau will continue to evaluate and expand its role in this emerging sector and further contribute to its sustainability through the provision of standards, test-

ing, measurement and calibration services,” the missive detailed.

On December 20, United States oil giant ExxonMobil commenced production of Guyana’s oil in the Stabroek Block, where 14 discoveries of crude in commercial quantities have been made since 2015.

Production from the first phase of the Liza field, located in the 6.6 million acres Stabroek Block, is expected to reach full capacity of 120,000 barrels of oil per day in coming months, and the first car-

go is set to be sold within several weeks.

In fact, the Department of Energy (DoE) last month announced that Shell’s Barbados branch will buy Guyana’s first three lifts. This is a shortterm arrangement following the acceleration of first oil which will see Guyana’s first lift in February 2020. The Energy Department had explained that an open market Request for Proposals (RFP) will be launched early this year for a marketing agent to market Guyana’s subsequent crude entitlements from the

Liza 1 field on a term basis.

With the 120,000 barrels expected daily from production in the Liza Phase 1 Development, it is estimated that Guyana will earn some US$300 million annually.

ExxonMobil had previously said there is potential for at least five FPSO vessels on the Stabroek Block, producing more than 750,000 barrels of oil per day by 2025.

Liza Phase 2 Development is expected to start-up by mid2022. It had been reported that the project would use the Liza Unity FPSO to produce up to 220,000 barrels per day.

With Hess Guyana Exploration Ltd holding 30 per cent interest in the Stabroek Block, ExxonMobil’s affiliate Esso Exploration and Production Guyana Limited (EEPGL) has 45 per cent interest and is also the operator of the 6.6 million acres block while CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of China’s state-owned CNOOC Limited, holds the remaining 25 per cent interest.

Plaisance man who fatally stabbed shop owner remanded

he 56-year-old man who stabbed a shop owner to death in the wee hours of Monday morning after accusing her of sending her monkey to steal from him was arraigned for the heinous crime when he appeared at the Sparendaam Magistrate’s Court.

Samuel Cummings, of Prince William Street, Plaisance, East Coast Demerara (ECD), appeared before Magistrate Rochelle Liverpool and did not have to plead to the in-

dictable charge which stated that on January 6, 2020, at Plaisance, ECD, he murdered Sharon Burnett. He was remanded to prison until February 4, 2020.

Reports are that hours before the woman’s death, the suspect visited the shop while she was attending to customers and began hurling insults at her.

It was then that he levelled accusations that the

now-dead woman had sent a monkey, which he believed she owned, into his home to steal his cash and other items.

Eyewitnesses confirmed that the Cummings threatened to kill the woman and left.

However, on Monday morning, at about 00:30h, the suspect allegedly went to the now-dead woman’s shop where she had been resting and continued a verbal row with her over the monkey.

It was reported that the argument escalated and within minutes, the angry man dealt the woman several stab wounds about her body. He then exited the shop.

A relative reportedly saw the man, whom he identified as Burnette’s neighbour, leaving her shop moments before her body was found in a pool of blood.

It was also confirmed that the suspect was no stranger to the family.

…and hitching up arly on, at the beginning of the millennium, Desmond Hoyte suddenly purported to reverse his adamant stance on “shared governance” – after his resort to violent protests after losing the 1997 elections resulted in another ignominious loss at the polls in 2001. In 1985, he’d inherited the presidency rather unexpectedly when Burnham suddenly passed away. He’d also inherited the ongoing talks between the PNC and the PPP on the same said “power-sharing”, but tossed it overboard and proceeded to rig the 1985 elections more massively than Burnham had ever done!!

Following up on his strident and hysterical moves between 1992 and 1997 to tag the PPP as “racial”, he upped the ante post-2001 and segued into his “slow fyaah; mo fyaah strategy” that brought unprecedented violence into Guyanese politics. Imagine him going into Buxton after the prison escapees had set up their criminal killing base there and announcing that the PPP was maligning Buxton by claiming there were criminals there!!

And it was against this background that the PPP responded to his floating of “shared governance” by insisting that there must be trust among the parties that would “share government”. Otherwise, one would simply be changing the locus of the political skirmishes. The PPP had engaged the PNC since 1958 when the party was founded. They knew, through bitter experience, that the PNC hones to the philosophy of Machiavelli when it comes to politics. Politics to them is simply war by other means!!

Now if anyone wanted any proof that the PPP had nailed the nature of the beast they were dealing with, all they have to do is reflect on how the PNC – under Granger’s leadership – has treated the AFC: which they courted into a coalition so they could boast they were practising “shared governance”! Let’s skip over the fact that they have the gall to insist that the four one-man-parties hitched to their coattails have transmuted them into something new – APNU! The conniving and treacherous nature of the PNC was revealed most dramatically in the surreal set of circumstances unfolded earlier this week in the PNC camp.

First, Harmon confessed they won’t release ALL the details of the new Accord with the AFC. Then, there was Granger saying he hasn’t chosen a PM candidate and won’t be naming one till AFTER the elections! The AFC then indignantly screamed that the President wasn’t fair! Followed by Harmon insisting that Ramjattan would be PM and Granger finally mumbling at a Hopetown Rally that Ramjattan would be his “running mate”!

We all know Guyana doesn’t have “running mates”, so Granger still hasn’t confirmed his coalition ally as PM. And some want the PPP to trust the PNC?? Yeah, right!! …and the voters’ list Frankly, Dear Reader, your Eyewitness doesn’t know how much more he can take with this confounded voters’ list. And all of the continuing confusion contumelies come from the decision made by the Chair – to not scrap the incomplete, unverified (by the PPP) and inconsistent H2H registration. Even her CEO, Lowenfield, had insisted a Claims and Objections on the list used for the 2015 elections would’ve been as credible as any other list used previously used!!

But no!! To show that she was being “fair” to the PNC, she bent over backwards to such an extent she became supine – which isn’t an appropriate position for someone in her position! She had GECOM spend $3 billion on the H2H, tens of millions to have it “matched” to the OLE. Finally, she’s now decided to have all the unmatched names inserted into the NRR and extracted into the RLE. Followed all of that? Don’t worry, it’s “confounded” because it’s “confounding”!! …in bridges In the US, a rejoinder to a gullible answer is “Sure!

And if you believe that, I have a bridge to sell you”. David Patterson seems determined to test our gullibility. In 2016, he promised a new DHB in two years.

In 2019, he again promises one in “two years”!!

TUF pulls out of 2020 elections bid T

he United Force (TUF) will not be contesting Guyana’s General and Regional Elections on March 2, 2020.

The announcement was made by TUF’s Leader, Marissa Nadir, in a statement to the media on Thursday.

“The United Force regrets to inform the nation that after several discussions with its Executive and consultations with stakeholders, supporters and the people, the party has decided, for the first time since its formation in the 1960s, not to contest in the 2020 General and Regional Elections,” the statement outlined, adding that the party will not be submitting a list on Nomination Day (January 10).

No reasons were given for

the political party’s decision not to head to the polls.

TUF only revealed that the decision was a “difficult” one to make and that it was “discussed at great length”.

TUF was established on October 5, 1960, by Peter D’Aguiar. It first contested national elections in 1961 where it received 16.4% of the votes, winning four seats. In 1964, the party garnered 12.4%, although it increased its representation to seven seats.

Over the years, its votes and representation in Parliament declined. In the 2015 elections, TUF received 0.27% of the votes, which was not enough to win any seats.

While it will not be contesting in the elections, TUF expressed that this particular election

is extremely important, particularly to restore democracy to Guyana.

he Georgetown Public Hospital Corporation (GPHC) has announced that it will be offering counselling sessions to burn patients to assist them with their healing process.

These sessions are expected to help with the patients’ journey to deal

Within these past five years, we have seen the wanton waste of taxpayers’ dollars, un-kept promises and most repulsively, the lack of decorum and dignity which is required from any Government”.

Moreover, the party encouraged all political parties participating in this process to “demonstrate tolerance, decency and dignity, to encourage their supporters to be respectful of every person’s democratic right to support any party of his/her own choice”.

TUF also appealed to the international community, elections observers, and the Guyana Elections Commission (GECOM). “…the most important question to be put to this Administration is whether they are prepared to willingly vacate office should they be voted out”.

“Moreover, TUF is calling upon GECOM to allow all observers and stakeholders to view every step of the elections process, not only of the voting and counting of votes but also the input of data into the respective database while

cross-checking the output data to determine that the results remain accurate.”

Furthermore, the party urged political parties to place more emphasis on young people and gender balance.

Additionally, the party urged Guyanese to be respectful of each other, especially during this heightened political season.

“To our nation, at this time, let us not be divided as bitter peoples, but unite in our respect of different views and indecency. We must remember that we are one people, one nation with one destiny,” TUF said.

At least 14 new political parties have signalled an interest in participating in the upcoming elections, having already submitted their party symbols to GECOM for approval. The number of parties in the race will be determined after Nomination Day. Those qualified to contest will have to have the appropriate number of candidates and nominees on the various lists they will be required to submit.

If they do not meet the requirements, the parties’ lists will be deemed defective.

They will be given some time to make corrections, and if their amendments are approved, they will qualify to contest the elections.

Taxi driver charged for sexually Several drivers in Linden assaulting 7-year-old girl fined for traffic violations

30-year-old taxi driver who was hired to transport a 7-year-old girl from school but allegedly diverted to the Jubilee Resort and engaged in sexual activity with her was on Thursday arraigned before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

Sattish Ramkellawan of Timehri, East Bank Demerara, the taxi driver, was not required to plead to the charge, particulars of which stated that between January 1, 2019 and February 12, 2019 at Timehri, East Bank Demerara, he engaged in sexual activity with a child under the age of 16.

The matter was heard

in-camera and members of the public and media were asked to exit the courtroom.

According to reports, the accused was hired by the child’s parents to transport her home from school, but he allegedly diverted and took the child to the Jubilee Resort, where he allegedly sexually assaulted her.

The traumatised child related to her parents what had transpired, and the matter was reported to the Police. The accused was subsequently arrested and charged for the offence.

The accused was remanded to prison, and will make his next court appearance on January 13, 2020.

Additionally, 37-year-old Danny Saul of Blueberry Hill, Wismar, Linden was fined $40,000, in default of which he would serve three months’ imprisonment, for having neither a motor ser-

Twenty-six-year-old Rondel Arthur of Blueberry Hill was also fined $20,000 for not having a fitness certificate in place while driving motor car PXX 3852 along the Burnham Drive public road on December 4.

Arthur, who pleaded guilty to the charge, explained to the presiding magistrate that he had just come back from an interior location and did not realize that his fitness certificate had expired.

The Magistrate also permanently revoked the licence of a Speightland, Linden resident who appeared before him charged for driving under the influence (DUI) of alcohol and failing to have his vehicle properly maintained.

Additionally, the perpetrator, Joshua Mangar, was ordered to pay a fine totalling $12,500 after pleading

guilty to the offences.

The court heard that on December 4, 2019, Mangar, who is a taxi driver, drove motor vehicle HD 84 along the Bamia Public road on the Linden-Soesdye Highway while his breath alcohol level was 185 micrograms, which is above the prescribed legal limit.

He was also found guilty of failing to have his vehicle properly maintained in order to prevent danger.

Prosecutor Vernetté Pindar told the court that it was Mangar’s third time appearing before the court on separate DUI charges, while adding that his licence was suspended twice before and this was his third conviction.

In his response to the Presiding Magistrate, Mangar failed to give a reason why his licence should not be permanently revoked. He was fined $7,500 or a week’s imprisonment on the DUI charge, and $5,000 for the motor vehicle maintenance charge.

The bandits removed $250,000 from the Pastor’s home before making good their escape. The money, according to the Pastor was missionary funds. After the men left, the Police were contacted and commenced their investigations.

n East Berbice labourer was on Thursday morning discovered hanging hours before he was expected to make his appearance at the New Amsterdam Magistrate’s Court in response to a summons to pay child support for his two children.

Dead is 52-year-old Baburam Hardeo, called ‘Gopaul,’ of Lonsdale Village, East Bank Berbice.

His body was discovered hanging from a mango tree with a shirt tied around his neck at his mother’s Lot 23 Brothers Village East Bank Berbice home. The discovery was made by his brother-inlaw Omal Dasrat.

According to Dasrat, Hardeo visited his mother on Wednesday, and they spoke briefly before he left to attend a wake in the village.

Dasrat explained that upon his return, the now dead man was sitting in a hammock. Dasrat said he retired to bed, leaving Hardeo in the hammock, but when he woke up the following morning, he saw Hardeo’s lifeless body hanging from a mango tree.

An alarm was raised, and the body was subsequently taken down by the Police.

he driver who fatally struck down 81-year-old Parbattie Ramsarran of Lot 4D Nigg, Corentyne, Berbice was on Wednesday granted station bail.

According to information received, the driver is said to be a Chinese businessman of Robb Street, Lacytown, Georgetown, and he has since posted bail in the sum of $100,000.

However, he was instructed to lodge his passport at the Albion Police Station.

It was reported that the accused was driving motorcar PPP 1008 at a fast rate when he collided with the woman as she was in the centre of the pedestrian crossing at Nigg Public Road, Corentyne, Berbice.

As a result of that impact, the woman sustained severe injuries about her body. She was picked up and taken to the Port Mourant Hospital, where she was pronounced dead on arrival.

Teen gets bail for attempting to rape 61-year-old woman

rincipal Magistrate Annette Singh on Thursday placed a 17-year-old lad on bail when he appeared before her at the Georgetown Magistrates Courts on a charge of attempting to rape a 61-yearold woman.

The teenager denied the charge, which stated that on October 29, 2019, at Kuru Kuru, Soesdyke/Linden Highway, he attempted to rape the elderly woman.

According to information received, on the day in question, at around 05:00h, the woman left her home to attend church, and was waiting for transportation at a

bushy area when she was reportedly confronted by the teen, who grabbed her neck and inflicted a severe beating on her while making attempts to rip off her clothing.

The traumatised woman, however, fought off her assailant and the teenager made good his escape. An alarm was raised and the teen was subsequently arrested by the victim’s relatives, who handed him over to the Police.

The teenager was instructed to make his next court appearance on January 23, 2020.

At the presentation, Abi DeRamos, owner of Kosmos, explained that the donation was done in remembrance of her late husband Dillon Ramos, who was killed in a vehicular accident.

“My husband and I always talked about helping the autism community in Guyana, and we never got around to it. After his sudden passing, I felt a strong sense of urgency to do the things we had planned, as time really is never a guarantee; and so, today (Thursday), we are honoured to be involved in helping the autism community,” she remarked.

The couple’s son has also been diagnosed with autism.

Director of the learning facility, Elizabeth Alert, thanked De Ramos for the timely donation.

Alert says the school particularly focuses on children with autism, and the syllabus is in keeping with the Education Ministry’s guidelines to ensure that the school produces well-grounded students.

“What we do is use the ABE, which is the Applied Behaviour Analysis, which is (scientifically) proven.

Along with that, we combine it with the Ministry’s curriculum. So, we combine the two where we set programmes for each child; so, everything that goes on in the regular system we teach it here. We tailor that information for that specific child,” the director added.

She further stated that it is sad that Guyana is not equipped to diagnose someone with autism.

“We do not have that in Guyana. You look for certain things as teachers. Even as doctors, they look for certain things in a child that has a disability. For instance, autism, they look for communication, they look for social interaction, and so forth.

Now, when it comes to diagnosis being done here, we do not have that in Guyana,” she explained.

The school caters to children with disabilities which include, but are not limited to, children with autism, communication disorders, attention- deficit/ hyperactivity disorder; specific learning disabilities such as dysgraphia, dyslexia, dyscalculia, and typically growing children.

Over a year ago, the GAC had won a court battle against the State for the use of the name of the air carrier. This airline was intended to become Guyana’s national airline.

Guyana Airways CEO Collin Abrams had stated that for some two years prior to this, his organisation had spent millions of dollars to prepare for the company’s success in this regard, but actions of the APNU/AFC Government resulted in him suffering losses and prevented him from establishing the airline here sooner.

In 2018, Abrams, who is the Chairman and Chief Pilot, had attempted to start up Guyana Airways Corporation Inc but the process was stymied after the Deeds Registry struck off the name.

Abrams in August of that year accused the Government of acting illegally.

“The Government had the legal right to object within the six-month time period after we received our corporate registration and failed to do their due diligence. Fast forward two years, they illegally and lawlessly unregistered my company just like that without prior notification,” Abrams reported the same in his Facebook post.

Abrams had initially argued that the name Guyana Airways Corporation Inc was chosen because it was available, with no national airline in Guyana for 18 years and claimed that the venture was financed by him and partners.

More than 80 flight attendants, pilots and more than 100 local staffers were in the process of being hired when

the deregistration occurred.

The company was planning to start operations with two 737 aircraft.

Nevertheless, Guyana Airways was started in 1939 as British Guiana Airways (BGA) using Ireland flying boats. Although it was a private venture, the colonial government provided subsidies.

In July 1955, the colonial

government bought BGA. At this time, BWIA provided management assistance. The name was later shortened to Guyana Airways.

The airline was headquartered in Georgetown, Guyana. After the airline went bankrupt in 2001, its successor, Guyana Air 2000, maintained a short-lived operation until 2003 when it also filed for insolvency.

The key part of the event was the interaction of Dr. Subrahmanyam Jaishankar, External Affairs Minister of India, with the Indian Diaspora across the Globe from the Pravasi Bharatiya Kendra in New Delhi through a live video conference.

The live streaming of the interaction with the Indian Diaspora was arranged from 8.30a.m. in Georgetown.

During the video interaction, the Honourable Minister of External Affairs directly addressed the Indian Diaspora and interacted with the Indian community in 8 selected cities, viz Perth, Singapore, Kuala Lumpur, Doha, Mauritius, London, Paramaribo and New York.

It was followed by a live question-and-answer session wherein Dr. Jaishankar responded to questions from the Diaspora members on important Diaspora issues.

The PBD-2020 in Guyana was attended by approximately 150 invitees, including Indian Diaspora members, Indian nationals and their families, Indian students, etc.

During the event, the High Commissioner of India, H.E. Dr. K.J. Srinivasa, addressed the gathering, and spoke about the significance of marking the PBD and the important role of Indian nationals and Diaspora in the overall development of India.

The High Commissioner also encouraged the Indian community in Guyana to maintain regular contact with the High Commission

for mutual benefit, as well as to partner with the High Commission in furthering the existing friendly bilateral relations and cooperation between the Governments and

everal workers attached to a Chinese logging company, Ping Establishment, at Coomacka Mines, who downed tools on Friday last due to unfair treatment, have returned to work following the intervention of Region Ten Chairman Renis Morian and Indigenous Peoples’ Affairs Minister Sydney Allicock.

days ago saw residents of Coomacka seeking the urgent intervention of the Regional Chairman since they claimed that their rights were being trampled upon by the management of the company.

Morian disclosed that he was invited by the residents who told him of several malpractices and as such, he sought to have the allega-

tions investigated. He said that among the allegations made were workers working overtime without compensation, lack of safety gears, summary dismissals of workers who objected to this and other malpractices.

The Regional Chairman, in a discussion with the owners of the company, stressed that the Government takes the security of tenure and

workers safety very seriously.

As such, he reinforced that the Regional Administration also sees workers’ rights and payments as very serious issues, and they won’t allow those to slip. In addition, a team comprising the Regional Chairman, Minister Allicock, and the

Labour Officer met with the company during which the matter was amicably addressed.

“We were able to come up with a number of solutions to the many issues that were facing workers and we are happy that the management of the Coomacka based company was recep-

tive and willing to have the issues addressed. This resulted in the workers being satisfied with the decisions and subsequent actions of management,” the Regional Chairman stated.

The Regional Chairman further stated that the workers are all expected to return to work today.

Mexican asylum seeker slit his own throat on a bridge across the Rio Grande after being denied entry into the United States, according to two Mexican security sources and local reports.

The man, who has not been identified, tried to enter the US at the PharrReynosa International Bridge between the Mexican border city of Reynosa and

Pharr, Texas on Wednesday, two Mexican security officials told Reuters News Agency.

The officials, who were not authorised to speak publicly, said around 5pm (23:00 GMT), the man drew a knife and cut his throat when denied access to the US. Both officials said the man was seeking asylum.

The man killed himself on the Mexican side of the bridge, just metres away from the international dividing line, the other source said.

The officials told Reuters the man was in his 30s.

Strong earthquake jolts several Caribbean islands A n earthquake with a magnitude of 5.2 rocked several Caribbean islands on Wednesday as regional countries were being urged to continue monitoring the situation in Puerto Rico where two strong earthquakes have been blamed for the death of one man and damage to several buildings in that country.

The Trinidad-based Seismic Research Centre (SRC) of the University of the West Indies, said that the quake occurred at 10.01 (local time) and was located Latitude: 15.18N; Longitude: 61.22W and at a depth of 123 kilometres (km).

The SRC said that the quake was felt 23 km southeast of Roseau in Dominica, as well as 66 km north, north-west of Fort-de-

France, the capital of the French island of Martinique and 124 km south-southeast of Pointe-à-Pitre, the capital of Guadeloupe.

The SRC said there were no immediate reports of injuries or damage and the Barbados-based Caribbean Disaster Emergency Management Agency (CDEMA) Wednesday joined SRC in urging Caribbean countries to monitor the situation in Puerto Rico.

vising member states “to continue to monitor the situation in Puerto Rico and to be guided by the alerts received from their respective NTWCs and by the established protocols outlined in their respective tsunami and coastal hazard plans”.

enezuelan Opposition Leader Juan Guaido on Thursday urged the European Union to officially label as “blood gold” the precious metal informally mined in the country’s southern jungles as he seeks to increase pressure on the government of President Nicolas Maduro.

Maduro’s government since 2016 has supported artisanal mining in the Venezuelan Amazon to bring in revenue amid an economic crisis, an effort that expanded as Washington increased sanctions meant to force the ruling Socialist Party from

embers of the UN Security Council have reiterated the need for stakeholders in Haiti to engage in an inclusive and open dialogue to form a government that responds to the needs of the Haitian people without further delay.

In a statement, the Security Council members expressed concern regarding the ongoing political impasse in the French-speaking Caribbean Community (Caricom) nation.

The members of the Security Council noted the ongoing efforts of the United Nations Integrated Office in Haiti (BINUH), and the role of the Special Representative of the Secretary-General for Haiti.

They also stressed the need for all stakeholders to continue to avail themselves of this opportunity and act promptly.

The members of the Security Council emphasised the urgent need to address deteriorating humanitarian conditions in Haiti through coordinated action by the gov-

ernment of Haiti, the United Nations, and the international community.

In addition, the Security Council recalled the need for the government of Haiti to address the underlying causes of instability and poverty within the country and urged all stakeholders to refrain from violence and to resolve differences through peaceful means.

anadian Prime Minister Justin Trudeau said on Thursday that evidence indicates an Iranian missile downed a Ukrainian jetliner on Wednesday and that the strike “may have been unintentional”.

Trudeau said Canadian and allied intelligence supports that cause. He declined to get into the specific intelligence but said it appeared it was a surface-toair missile that struck the plane.

“We have intelligence from multiple sources, including our allies and our own intelligence. The evidence indicates that the plane was shot down by an Iranian surface-to-air missile,” Trudeau told reporters in Ottawa. “This may well have been unintentional.”

S House Speaker Nancy Pelosi said on Thursday that she will send articles of impeachment against President Donald Trump when she is ready, but it will likely be “soon”.

It has been more than three weeks since the Democratic-controlled House of Representatives voted to impeach Trump for obstruction of Congress and abuse of power related to his dealings with Ukraine.

DR Congo jail: Inmates starve to death in Makala Prison China’s Vice Premier Liu to sign US trade deal in Washington next week A t least 17 prisoners have died over the past week in the Democratic Republic of Congo’s biggest prison, a charity says.

Aid workers say the deaths were caused by a lack of food and medicine, as well as poor hygiene.

Makala Prison in the capital, Kinshasa, has received no food supplies in the last two months, state officials say.

“It’s terrible! People are dying almost every day,” a prison official who did not want to be named told the BBC.

Food shortages mean the more than 8,000 prisoners who live there rely on their families to bring in meals.

The facility is also severely overcrowded, with more than five times the number of inmates it was built for.

Conditions are so poor that non-governmental groups estimate at least 100 prisoners are gravely ill and close to death.

Only 6% of the prisoners are actually serving sentences - the rest are stuck in DR Congo’s legal system where cases can drag on for years.

DR Congo’s deputy minister of justice told local media that Makala had now received some funding to help improve conditions.

“It’s true, there was a delay in paying suppliers and this explains the break in supplies,” Celestin Tunda Ya Kasende told AFP, adding, “the situation was put to rights” on Monday.

They stamped their authority on a much more experienced team, Black Pearl FC, to grab hold of the last quarterfinal spot in the third edition of the Turbo Knockout Football Tournament.

The Santos onslaught on Black Pearl began from as early as the fourth minute of the encounter, when Miguel Stoll found the back of the net.

Realizing that the younger team meant business, Black Pearl immediately fortified their defense, but that tactic did not hold up for long. Stephan Reynolds netted the first of his two goals in the 17th minute, and followed that up with another scored in the 20th minute, while Orin Moore and Kevin Mullin each scored a goal.

The defending champions defeated arch-rivals Tucber Park by five wickets in the quarterfinals played at the Area ‘H’ Ground, while Albion defeated Port Mourant by eight wickets to advance to the finals. the visiting Tucber Park CC won the toss and elected to bat first, after a delay of one hour due to early morning rain. Tucber Park were, however, bowled out for 74 off 36.4 overs. National Under-15 batsman Zeynul Ramsammy (14) and Savishkar Sobhai (14) were the only batsmen to reach double figures against the RHT Bakewell spin attack.

Tournament winners

On the cricket field, the RHTY&SC cricket teams continued their dominance of Berbice Cricket by winning the Trophy Stall Under 13 tournament; the New York Business Group Under 19 20/20 tournament; the New Building Society 40 overs (2018); the Shimron Hetmyer Intermediate 40-overs tournament, and the Beacon Foundation 20/20.

To date, the BCB has reached the finals of the Elizabeth Styles Under 21 tournament; the Let’s Bet Sports 100 balls; Raffik’s Construction 100 balls; Stag Beer 50 Overs, Ivan Madray Memorial 20/20, and the Busta Champions of

Grimmond.

Three RHTY&SC members played at the senior level: Clinton Pestano, Assad Fudadin, Kevin Sinclair for Guyana, Jamaica and West Indies Emerging Players X1 respectively.

Esuan Crandon continued to impress as a Cricket Coach for Guyana and the West Indies. Anderson was also selected to represent the West Indies at the Under 19 level, while Pestano was part of the Amazon Warriors Team.

Social Responsibility

In July, the club hosted Guyana’s largest cricket academy, with over one hundred youths in attendance under the guidance of Coach Delbert Hicks and Eon Hooper. Over $3M worth in trophies, medals, gifts and

its largest ever outreach programmes, the RHTY&SC ten cricket teams shared out over $6M worth in cricket gears, cricket balls, score books, exercise books, school bags, bicycles, stumps, clothing, medical supplies, office stationery and sports gears, among others items, to over one hundred NGOs, cricket clubs, schools, hospitals and youth organisations, among others. The donations were done mainly under the RHTY&SC Patron’s Fund, and Cricketers self-development programmes.

The club also assisted dozens of youth cricketers across Berbice to attain their own gear.

The RHTY&SC also organised several cricket tournaments in conjunction with the Berbice Cricket Board: Busta Champion of Champions; GBTI InterSecondary School; Nasir Memorial 20/20; and GNNL/ RHTY&SC Upper Corentyne 100 balls tournament.

The RHTY&SC also invested heavily in several cricket academies in its ongoing effort to assist other clubs. The club also use its vast networking links to raise over $10M in cash and kind for the Berbice Cricket Board.

Sports competitions for

volleyball, basketball, dominoes, softball also received support from clubs. Under the highly successful Say NO/ Say Yes campaign, club also printed thousands of posters, leaflets, T/Shirts.

The year ended with a massive $3M Christmas Charity Programme and the hosting of the biggest ever Christmas Village, which was attended by thousands of children and their parents.

30-year anniversary

According to a release from the club, 2020 is expected to be a special year in the history of the RHTY&SC, as the Organisation will be celebrating its 30th anniversary.

Club Secretary/CEO Hilbert Foster stated that the Management of the club had set itself a target of 700 activities. The main projects for 2020 would be a complete restoration of the club office, improved sanitary and dressing room facilities, restoration of the club’s charity kitchen, expanded Say No/Say Yes Campaign, 30th Award Ceremony, 30th Anniversary Magazine and a month-long 30th anniversary celebration in September.

The club would like to express gratitude to its Patron, HE President David Granger, and its numerous sponsors and donors for their cooperation and assistance in 2019.

Host Tiger tops own invite list at Genesis Open

iger Woods will open the 2020 season at Torrey Pines and also participate as a headliner in his own tournament, the Genesis Invitational.

Woods announced Thursday via Twitter he will make his 2020 debut at the Farmers Insurance Open starting Jan. 23 in San Diego. He won the 2008 U.S. Open on the same Torrey Pines course and has eight career victories there. He tied for 20th at the Farmers Insurance Open in 2019.

“Excited for the season to begin,” Woods wrote. .”.. See you soon west coast.”

Now in an invitational format, the Genesis Invitational is played from Feb. 13-16 in Los Angeles.

Coming so early in this new year, January 11, 2020, the tournament is expected to have some record performances, as the continuous friendly rivalry and challenges among golfers continue to be maintained, with performances improving eve r y week and t h e grounds being well-manicured to support keen competition.

l a s t week, t h i s tournament will be played under the Medal-play format, and may be played either in Flights or in a nonFlight system, depending on the number of participants.

If played under the Flight system, prizes will be awarded to the 1st and 2nd Best Net scores, while if under the non-Flight system, prizes may be awarded to the first four Best Net scores. Specialty prizes are

usually for the Best Gross, Longest Drive and nearest to The Pin. In the inaugural staging of this tournament on December 8, 2018, Apostle Balgobin Ragnauth carried away the overall Best Net score with a refreshing 66/23.

Regular tournament tee-off time is 12:30 hrs, but any group of golfers who have a preference for an earlier start will be facilitated from as early as 8:00 hrs, as long as the tournament organizers are informed by 18:00 hrs on the previous day.

uyanese middle-distance student athlete Joanna Archer will be ‘romping with the big ones’ in the new semester, when she enters the National Collegiate Athletic Association (NCAA) circuit following her full scholarship acceptance to Texas Tech in the United States.

Archer, who has been balancing athletics and studies in the USA since 2018 at Monroe College, New York, is said to have been outstanding in her two years there, both on the

track and with her books.

In fact, Archer has rewritten the 500M and 600M records at the National Junior Collegiate Association (NJCAA) level.

Coupled with an almost perfect GPA over the course of 2019 (reading for an associate degree in criminal justice) the 19-year-old was able to catch the eye of several NCAA institutions in the United States.

After deep consideration between top notch schools like Texas Tech, Clemson and University of Texas El

Paso (UTEP), Archer settled on Texas Tech to compete in the NCAA circuit and read for her degree in Criminology.

With a number of CARIFTA and National Schools Championships’ medals to her credit, the former student of Winfer Gardens Primary and West Demerara Secondary has some more notable achievements; like her 800M and 4X400M silver medals at the South American Youth Championships back in 2017.

Joseph, Pollard, Walsh and Pooran break Ireland's hearts

arry McCarthy's veins are popping.

The ball is maybe 50 feet in the air. Nobody cares where it ends up. All the Ireland players rush the man in the middle of the pitch screaming into the still night. This was the moment. The moment that they won the game.

Or well, it should have been.

Kieron Pollard was gone. The last specialist batsman was gone.

Replays showed him entering the dressing room quietly, but just as he was slipping out of the camera's range, his visage broke and the overwhelming disappointment made him stomp his foot.

The fans in Bridgetown were left praying for a miracle and Hayden Walsh decided he'd provide one. Walking in at No. 9, with the target still 90 runs away, he revived a lost cause, then repelled the inherent pressure of it. He defended well. He drove magnificently. He called loud and clear for his runs. He

There was tons of time still left in the game. And at least one more twist.

He got stuck. He only made six runs off his last 20 balls and in that time there were two chances for Ireland to kill the game.

A runout with the batsman nowhere near the crease, but the ball seemed to slip out of Mark Adair's hands as he tried to break the stumps.

The third umpire Ruchira Palliyaguruge checked it for nearly 10 minutes before saying there was no "conclusive evidence" to rule it out.

The very next delivery, Adair had both batsmen within handshaking distance at the bowler's end, but he fumbled again and another run-out opportunity went begging.

Immediately afterwards, Shelton Cottrell belted a six and one of the best games of one-day cricket was done.

Ireland had actually defended their total of 237 exceptionally well. They made Evin Lewis succumb to dotball pressure. They capitalised on Shimron Hetmyer's reckless tendencies. They proved simply too good for Brandon King. They had West Indies at 24 for 3. Key to that start was there were no wasted deliveries, but then there came a flood, from Gareth Delany's, who was hit clean out of the park.

For that brief period, it seemed normal service had resumed. Nicholas Pooran was once again rising up to the occasion, batting with the great skill that makes people

watching the game wonder which team was actually on top. And Pollard… Well, he was making those silly cricket balls just disappear.

It seemed portentous, like Ireland's grip was slipping, which was further reinforced by the fact they had exposed a 22 year-old part-time legspinner who had never ever bowled in an ODI to the whims of one of the biggest six-hitters in the world. Poor Gareth Delany. Six of his 12 deliveries went to or over the boundary. Pollard and Pooran conjured up 64 runs in only 45 balls and suddenly West Indies were in control.

And then they weren't.

Nobody knew why.

Really, the only thing that changed was the weather.

Two balls after a teeny tiny itty bitty rain break, Pooran was bowled by wicked offbreak from Simi Singh. In the next over, Pollard was undone by a little extra bounce.

Meanwhile, a set of players who never stopped believing in themselves - even when they were made to watch cricket balls fly out of the ground - got their just rewards.

Ireland would have sensed victory then. They'd certainly prepared for it. There was logic in the decisions they made, like batting first, which was the only thing to do on a pitch

that had already been used for the first ODI. Backing the same XI that couldn't get past 200 seemed risky but most of the batsmen had starts in that game. Balbirnie might perhaps have thought one of them might be able to convert it in this one.

The openers set up in that way. Paul Stirling was careful throughout his half-century all the way through to the point when he yelled out in disappointment after dragging the ball onto his stumps. He chose not to attack West Indies' strike bowlers - Alzarri Joseph and Sheldon Cottrell - unless they dragged the length short. The pull was a highly productive shot, and the only sign of his power.

It seemed like he was on instruction to bat through the innings and pick his targets - a job he was doing quite

well, especially against the left-arm spin of Pierre which he took for two fours and a six.

But it wouldn't last.

Joseph came back for his second spell and a well-directed short ball, giving the righthander no room for a glide down to third man crashed into the stumps. Stirling was heard on the stump mic yelling the word "no" while the West Indies players rounded on their young fast bowler who once again showed he can construct 10 beautiful overs together (not to mention a killer lofted drive; he hit two of them to bring the equation down from 15 off 18 to 6 off 15) Joseph began this game with a wicket, a refreshingly pitched up ball in the ninth over that went right through Balbirnie's defense and made a very lasting impression on his stumps. His game plan was simple. Go full and give the ball a chance to move while it was new, and it did.

Overcome the old ball by banging it into the pitch and turning it into a weapon. He did that too.

None of the Irish batsmen were able to pick up his bouncers. Lorcan Tucker offered a leading edge to gully for 1 and Kevin O'Brien top-edged a pull to long leg on 31. Both batsmen had just successfully used DRS to give themselves a second life. Two balls later, they threw it away. At 154 for 6, it seemed Ireland might just fade away again but Singh marshalled to tail well to carry them through to the 50 overs and a total that gave them a gambler's chance and they very nearly hit the jackpot.
