ix months have passed since three particular children died at the Georgetown Public Hospital (GPHC), but no sanction has been imposed on those culpable for their deaths, although two independent probes have been conducted, as well as one by the Guyana Medical Council (GMC).

Seven-year-old Curwayne Edwards died on January 14, three-year-old Roshini Seegobin died on January 18, and six-year-old Sharezer Mendonca died on January 24.

Chairman of the Guyana Medical Council, Dr Navindranauth Rambarran, told Guyana Times during a telephone interview on Thursday that the matter at hand is of a serious nature, and therefore the process that is being followed cannot be rushed.

“This process has to be fully exhausted, and we are following the process. This did not come to the Medical Council as soon as it was reported in the news; this had levels of investigations (done by) the Ministry (MoPH) and the institution (GPHC) itself.

And it took some time for us to actually be brought into the investigation, into the phase where we would look at the matter,” he declared.

He explained that although the Public Health Ministry and the GPHC had each conducted its own investigation into the deaths of those three children, the Guyana Medical Council is required to have its own investigation done.

“The matter has been before us, I believe, (for) just a few months. We are looking at it, but the disciplinary process is not one that we can

fast-track. We just cannot take the other things (investigations’ findings), because this is the body that registers the doctors; so we have to do our own work,” he clarified.

Dr Rambarran had in May confirmed that the Guyana Medical Council had concluded its probe into the deaths and the files had been sent to the Council’s Disciplinary Committee.

“All I could say on the issue is that the issue is now engaging the Disciplinary Committee at the Medical Council. But the course of natural justice has to take its path, so I cannot comment on that further,” Dr Rambarran had said at that time.

With regard to the doctors who, in the initial probe done by the hospital, had been found to be negligent of following protocol but are still on the job, Dr

Rambarran had explained that it is not the role of the Guyana Medical Council to interfere in those operations; but rather, the Disciplinary Committee has to do its work.

The GPHC had earlier this year found that the medical personnel did not follow the established protocol in administering drugs to these three children who died earlier this year.

Deputy Chief Medical Officer (DCMO) of Guyana, Dr Karen Gordon-Campbell, had in March told the media that the doctors who had treated the now dead three leukaemia patients had incorrectly administered a certain drug.

Instead of administering the drug vincristine intrathecally, they had done so intravenously; and this had led to the adverse reactions of those three children that ultimately resulted in their deaths.

She explained that investigations revealed that protocols the medical practitioners should have followed would have stipulated which drug has to be administered “when and where”.

“It wasn’t a question of dosage, but administration in terms of where it was administered. That was done incorrectly. The dosages would have been fine, but (the error occurred) in terms of where they administered what,” the Deputy CMO explained.

She said the three medical personnel involved in the matters were aware that they had broken protocol, but not at the initial stage of administering the medical drugs to those patients.

“The reasons that were given encompassed the fact that they were stretched and maybe not fully attentive at the time. That pretty much is the long-and-short of the reasons given, but I don’t think that initially they realised (that they were in error). But eventually, when they recognised that the patients were deteriorating, when they checked, they realised their mistake,” she explained.

Meanwhile, Chairperson of the GPHC Board of Directors, Dr Kesaundra

Alves, told the media that an internal investigation done by the hospital’s administration into the circumstances surrounding the treatment of the three leukaemia patients and their subsequent adverse reactions has revealed that human deficiencies and systemic challenges had contributed to the demise of those three children.

“Statements were solicited from the parties directly or indirectly involved, and parties who were witnesses or otherwise privy to pertinent information that could assist with the investigation. The Director of Medical and Professional Services, Dr Jeffery, submitted his final report to the Chief Executive Officer on January 28, 2019. That report concluded that human deficiencies and systemic challenges contributed to the demise of the three children,” Dr Alves detailed.

She said an independent investigation was also done by the Public Health Ministry and its findings were similar to those of the GPHC’s investigation: non-adherence to the hospital’s protocols had led to the three young children succumbing at the GPHC. Following this incident, parents and other activists began calling for suspension of the medical licences of those doctors responsible for the deaths of the three children.

pposition Leader Bharrat Jagdeo on Thursday stated that the “illegal” House-to-House (H2H) Registration currently ongoing is likely to run into the first quarter of 2020, which is way beyond the time to host General and Regional Elections so stipulated by the Caribbean Court of Justice (CCJ).

This, he noted, is according to a work plan of the Guyana Elections Commission (GECOM) which was created some time ago.

Despite objections from the Opposition and other stakeholders, GECOM went ahead and started fresh registrations last Saturday.

The Commission said the exercise will last some three months.

The Opposition Leader shared the two-page document which detailed a list of activities to be done leading up to and during this exercise and the number of days for each activity. He pointed out that the work plan contained a 290-day period for the registration exercise, which Jagdeo explained will run until February 2020, thus, further delaying the early elections constitutionally due on or before September 18, 2019.

“If you go down this list, you will see from the timeline laid out here when they should start House-toHouse Registration. They have been late on that and so they were delayed one month; it was supposed to start in June and its now July. So, you have to add to this timeline, one month and that takes us to end of January 2020. And you will see… number 42 (on the list) is to produce voters’ ID (Identification) Cards and they have 60 days for that. That would take us to February 18, 2020. So, this GECOM’s timeline, 290 days for House-to-House registration,” he stated.

According to Jagdeo, GECOM will be spending the next six months to get a voters list, when there is already one available that can be sanitised through an extended Claims and Objections period. This, he explained, was reaffirmed as recent as earlier this week by the Chief Elections Officer (CEO)

The visiting mission did an assessment on Guyana’s electoral needs following a request for assist from GECOM and reported in its report that, “…there is no certainty that a new voters’ list will have more credibility than the current list and that stakeholders will trust it more. Furthermore, any list created close to the elections will likely to be criticised as political motivated”.

In fact, Jagdeo at Thursday’s press briefing went on to say that already, the currently registration exercise is a cause for concern.

“I’ve heard nightmare stories that in some areas about underage people being registered, foreign nations being registered and I wonder if this is the aim of APNU, that is, to cre-

ate enough confusion about the list… You don’t know if you’re gonna get on the new list because the enumerator may not come to your home or you may be out the country or you may be in another part of the country,” he stated. He noted that these foreign nationals are not qualified to be registered since they only recently arrived in Guyana.

Since starting fresh House-to-House exercise on Saturday, GECOM say already some 20,000

Guyanese have been registered.

However, the Opposition Leader asserted that the information gathered during this process will be scrapped since it is an “illegal” exercise which goes against not only the Constitution, but the recent rulings and orders of the Caribbean Court of Justice (CCJ), which said that the elections body should be preparing for the hosting of polls to be held three months after its June 18, 2019 ruling.

In fact, Jagdeo said, as it is, House-to-House registration is being done when there is no functioning Elections Commission in place, since it is without a chair and is not being scrutinised on the ground by the Opposition, despite there being a requirement in the enumeration forms for political scrutineers to sign after each registration.

To this end, the Opposition Leader reiterated his party’s – the People’s Progressive Party/Civic (PPP/C) – decision not to be complicit by partaking in the illegal exercise.

Corporate Social Responsibility

E

very business seeks to maximise its profit, and Corporate Social Responsibility (CSR) would seem to contradict this logic by taking away some of the company’s resources.

At its heart, Corporate Social Responsibility is about an organisation taking responsibility for the impacts of its decisions and activities on all aspects of society, the community, and the environment. Corporate Social Responsibility is more than just donating money; it’s about contributing to the health and welfare of society, operating transparently and ethically. More importantly, this way of operating should be embedded in the business, rather than an afterthought.

What many may not know is that Corporate Social Responsibility also helps to build a good corporate reputation.

In other words, companies agree to do more for society than simply create jobs and pay wages and taxes with the expectation of some reward— such as a good reputation or a competitive advantage in the local market.

Corporate philanthropy can serve to promote solidarity in a society where different groups agree on what is ethical and beneficial, according to the researchers. In societies built on this consensus model, CSR can smooth out the effects of economic inequality, and corporations voluntarily support public benefit projects to achieve this goal.

It can be understood that CSR helps in building a reputation as a responsible business and as a good citizen.

Keeping social responsibility front of mind encourages businesses to act ethically and to consider the social and environmental impacts of their business. In doing so, organisations can avoid or mitigate detrimental impacts of their business in the community. In some cases, organisations will find ways to make changes in their services or value chain that actually delivers benefits for the community, where they once didn’t.

In addition, CSR supports public value outcomes; put simply, public value is about the value that an organisation contributes to society. A sound, robust corporate social responsibility framework and organisational mind-set can genuinely help organisations deliver public value outcomes by focussing on how their services can make a difference in the community.

This might happen indirectly — where an organisation’s services enable others to contribute to the community— or directly through the organisation’s own activities, such as volunteerism and philanthropy.

Quite recently, a few local companies, in seeking to fulfil their CSR, donated a quantity of cash to the victims of a fire.

This is commendable. However, this was only a few families in need of such assistance.

Another benefit of a strong corporate social responsibility framework is essential to building and maintaining trust between the company and clients. It can strengthen ties, build alliances and foster strong working relationships with both existing and new clients. One way this can be achieved is by offering pro-bono or similar services where a company can partner with not-for-profit organisations to support their public value outcomes, where funds or resources may be limited.

In turn, this helps deliver public value outcomes that may not have been delivered otherwise. Studies have shown that a robust corporate social responsibility framework can also help a company become more attractive to potential future employees who are looking for workplaces with socially responsible practices, community mindedness, and sound ethics.

The era of the social enterprises is upon us. More so than ever before, the most successful, respected, and desirable businesses exist to do much more than make money; they exist to use the power of business to solve social and environmental problems.

Study after study has shown that socially responsible businesses (aka social enterprises) not only provide sustainable business models, but also have improved marketing, employee recruitment, employee satisfaction, legal treatment, customer loyalty, brand perception, and richer partnerships.

The questions that many local businesses need to consider are: Can Corporate Social Responsibility help your organisation? Do you see the benefits of CSR?

Before you sign any document, consult and double consult with your colleagues Dear Editor, In the current dispensation, the life of this caretaker/ interim Government comes to an end on the midnight hour of September 18, 2019. In its place, we would be having an illegitimate government replacing it, unless there are free and fair elections. An illegitimate government does not have the power to make any appointments, any policy decisions, or enter into any contracts on behalf of the people of Guyana.

So, the question is, can the accounting officers or head of budgetary agencies (public officers) make payments on contracts signed after June 18, 2019?

Chapter 73:02 called the Fiscal Management and Accountability Act (FMAA) is the primary law that prescribed what public officers can and cannot do with public funds. The first thing that these responsible officers have to ascertain is if the contract is legally enforceable. My recommendation to them would be – seek independent legal advice

on the CCJ judgement and what it means for all contracts signed after June 18, 2019.

Article 11 of the FMAA clearly states how public officers operate. He or she must promote the proper use of public funds at all times.

Funding of unauthorised contracts signed during an unauthorised period during the life of the caretaker/interim Government can be challenged and those public officers can be surcharged for such activities. When the life of the caretaker/ interim Government expires on the midnight hour of September 18, 2019, and if this Granger group occupies their offices, they shall automatically morph into a gang of illegitimate usurpers and impostors. Under such conditions everything changes.

The law is very clear, only the current budget shall be supported for routine payments on contracts signed before June 18, 2019 (salaries, fuel, stationary etc) and that right expires on midnight of December 31,

2019. It then mutates into a situation where only 1/12 of the previous year budget can be spent on these routing activities like salaries etc. With respect to the capital budget, only those contracts signed before June 18, 2019 must be honoured.

Any capital works contract signed after June 18, 2019 MUST NOT BE PAID. If paid the public officers can and will be surcharged.

On these illegitimate contracts, the law provides for them to be treated as fraud, embezzlement and misappropriation of funds and thus can carry with it a jail sentence for public officers. That is why I am taking this opportunity to highlight for all permanent secretaries, regional executive officers and heads of department, with cheque signing powers, to cease and desist from paying on all contracts signed after June 18, 2019, since they can be surcharged and even jailed for proceeding along this line.

It is not business as usual and public officers must

seek legal guidance to ensure their self-interests are protected. At the end of the day, who signed the contracts and payment documents will be the ones who will feel the full brunt of the law. So, my appeal to all public officers, before you sign any document, consult and double consult with your colleagues. Great resource personnel remain the Office of the Auditor General and in-house legal teams. At all times ask yourself, what is the legitimate instrument of authority empowering you to act or not act.

May the forces of reason and good always be with our public officers so that they do the right thing and not fall victim to their political bosses. It would be a most unfortunate thing to see professionals in the lockups because they do not understand their role or choose to act political and not carry out their work with due care.

The President is first and foremost a soldier, trained in the dogma that deception is the foundation for strategy and tactics which simply means by any means necessary; this is the guiding motive by Brigadier Granger

and his sidekick Colonel Joseph Harmon.

Long before December 21, 2018, does not continue onwards to date.

There is no sentiment attached to this dogma since it is rigid in its concept and any action taken by him is solely to frustrate the Opposition’s opportunity to start protests and give him the opportunity as Commander in Chief to call out his well-placed ex-officers in the ten regions to

suppress civil liberties and instil fear in the country.

One only has to read between the lines of the recent Ramjattan statement in the media to grasp the content of this conspiracy as it relates to the force to be used, underscored by the unbalanced expansion and recruitment of members over the last four years to reinforce and strengthen his kit and kin ideology. However, the nation is wiser now and all outreaches, gifts, and

great promises are nothing but smokescreens.

David Arthur Granger, Brigadier and Commander in Chief Officer and a gentleman who swore to uphold the Constitution and the rule of law has now proven by his actions over the last four years to be anything other than honourable with Major Lowenfield of GECOM complicit.

“It is better to remain silent and be thought a fool, than to speak and remove all doubt” Dear Editor, Abraham Lincoln, who served as the 16th President of the Unites States, must have had Basil Williams in mind when he wrote, “It is better to remain silent and be thought a fool, than to speak and remove all doubt”.

Last Wednesday, Guyana’s infamous Attorney General was sitting in the “Hot Seat” of Stan Gouveia’s radio programme responding to questions relating to the CCJ’s ruling of the No-Confidence Motion and Granger’s reluctance to name a date for elections.

As the programme started, I sat in total disbelief and shame at how natural it is for the main legal advisor to the Government to deliberately misinform and shamelessly lie to the nation. If Basil Williams had any sense of decency, he would have taken Abe Lincoln’s advice and decline the invitation to appear on this popular radio programme.

During the interview, Stan Gouveia reminded the AG that Government fell to a vote of no-confidence since December 21 of last year, and therefore, Government needs to call elections now because going forward, everything Government does would be illegal. “What is your take on that?” he asked.

BASIL’S LIE: “Well, it is not my take, it is the take of the ruling of the CCJ. And the CCJ ruling is very clear.

In fact, the Leader of the Opposition and the other Members of the Opposition who appealed to the CCJ, sought coercive orders from the CCJ against the President, against GECOM and other constitutional actors… Well let me say from the outset, the CCJ refused all of the coercive orders that the Leader of the Opposition sought. And those orders included that the President and Cabinet should resign.

That was rejected by the CCJ; the other one was that elections be held within three months… That was also rejected by the CCJ. Thirdly that the President remain and be directed to hold election no later than the 18th of September, that too was rejected by the CCJ and the question of which or what list that GECOM should be directed to use was also rejected by the CCJ. Other rejections included in

relations to the GECOM’s Chair appointment, they sought a coercive order that the President and Leader of the Opposition conclude their negotiations, and the President will take no more than three days after receipt of the list from the Leader of the Opposition to name a Chairman of the Guyana Elections Commission (GECOM).

So, all of these orders they sought, and all of these orders were refused by the CCJ. (But) Why did they refuse those orders? They (the CCJ) said clearly that they would not be presumptuous to make coercive orders or give detailed directives to these constitutional actors which include the President and GECOM. And in relation to GECOM, that they would not give deadline and timeline to GECOM in relation to the holding of elections. What they (CCJ) indicated is that all of these constitutional actors know their responsibilities under the Constitution, and they ought to discharge of this responsibility with integrity.

I think it is a clear victory for our Constitution; a clear victory for the Doctrine of Separation of Powers…”

THE FACTS: The Attorney General deceptively omitted the parts of the judgements which say emphatically, that those orders were not granted because the Constitution itself, specifically and adequately, provides for what must happen when a No-Confidence Motion is passed in the National Assembly, that is to say, Cabinet, including the President, must resign, elections must be held within three months and within that three-month period, the Government remains in office as a “caretaker” until the next President is swornin.

It is clear, that Basil Williams wishes to portray that because the specific orders prayed for were refused, then the judgements of the CCJ can be ignored by the Government.

So by analogy, if a wife goes to the court and complains that her husband consistently beats her and she prays for an order restraining the husband from beating her, and the Magistrate refuses to grant such an order on the grounds that the laws of the land already prohibit the husband from beating her since assault, actual bodily

harm and wounding etc are all criminal offences; then because the order was refused, the husband can continue to beat his wife.

There is no other way of describing such line of reasoning, other than to say that it is an expression of unparalleled “dunceness”.

(Anil Nandlall) Basil Williams was next asked why was Granger inserting or suggesting names for inclusion in the final list of six that the Leader of the Opposition would be submitting the President for him to select the Chairman of GECOM? BASIL’S LIE: “Well that’s the usual approach of the Leader of the Opposition.

Look, the ruling of the CCJ is very clear. You recall the old process was, the Leader of the Opposition presents a list to the President of six names that are not unacceptable to the President.

That was the old process.

And the President and the Leader of the Opposition followed that process, and the CCJ said that that process was flawed. And in fact, it was Nandlall who started that argument that it was a unilateral appointment, and that the whole philosophy was to move away from unilateralism to consensualism. They (the PPP) started that argument.

And so, the Court found, after tracing the history of the legislation and applying a method of interpretation, they (the CCJ) found that that process was flawed.

So, the process was not one of the unilateral appointments of Justice Patterson after three lists… (inaudible, break in transmission) which are not unacceptable to the President and also would satisfy the illegibility requirements in the Constitution. That is the new process.

Before the list is presented, the President and Jagdeo must now talk about the list. And the Court went further to say this approach gives the President now, a role in identifying names to go on the list. So, no longer

unilateralism with Jagdeo alone determines the composition of the list, now the President is part of that process”.

THE FACTS: This type of reasoning characterises the quality of legal advice the President receives which has now culminated with the President convincing himself that the CCJ judgement, in relation Article 161(2), has conferred upon him a power and right to submit names to the Leader of the Opposition, which the Leader of the Opposition must include in the final list of six names to be submitted to the President for the appointment of a Chairman of GECOM. In other words, the President is insisting upon submitting names to himself for appointment by him.

The very thing he did in respect of the appointment of Justice Patterson, which the CCJ ruled was flawed and in contravention of Article 161 (2) of the Constitution.

It is becoming extraordinarily difficult to refrain from questioning the mental make-up of these people.

(Anil Nandlall) During the interview, Basil Williams said the CCJ made the decision that the Cabinet, including the President will remain in office. Again, he lied. At all times, the CCJ made reference to the Constitution of Guyana, and instructs that “All must be faithful to the spirit and letter of the Constitution and operate within the parameters given to each by the Constitution… these particular provisions (Article 106(6) and (7)) require no gloss on the part of the Court in order to render them intelligible and workable. Their meaning is clear and it is the responsibility of constitutional actors in Guyana to honour them”.

Like David Granger, Basil Williams poses a dangerous threat to our democracy and our Constitution by misrepresenting the rulings of the CCJ to stay in power by all means neces-

sary. So for convenience and clarity, I now quote sections of the consequential orders made by the CCJ on July 12, 2019. Readers can form their own opinion.

Consequential orders in part:

[5] The Judiciary interprets the Constitution. But, as we intimated in our earlier judgement, these particular provisions require no gloss on the part of the Court in order to render them intelligible and workable. Their meaning is clear and it is the responsibility of constitutional actors in Guyana to honour them.

Upon the passage of a vote of no-confidence, the Article requires the resignation of the Cabinet including the President. The Article goes on to state, among other things, that notwithstanding such resignation, the Government shall remain in office and that an election shall be held ‘within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine ...’ The Guyana Elections Commission (GECOM) has the responsibility to conduct that election and GECOM too must abide by the provisions of the Constitution.

[6] Given the passage of the No-Confidence Motion on 21 December 2018, a general election should have been held in Guyana by 21 March 2019 unless a two thirds majority in the National Assembly had resolved to extend that peri-

od. The National Assembly is yet to extend the period.

The filing of the court proceedings in January challenging the validity of the no confidence vote effectively placed matters on pause, but this Court rendered its decision on 18 June 2019.

There is no appeal from that judgement.

[7] Article 106 of the Constitution invests in the President and the National Assembly (and implicitly in GECOM), responsibilities that impact on the precise timing of the elections which must be held. It would not therefore be right for the Court, by the issuance of coercive orders or detailed directives, to presume to instruct these bodies on how they must act and thereby pre-empt the performance by them of their constitutional responsibilities.

It is not, for example, the role of the Court to establish a date on or by which the elections must be held, or to lay down timelines and deadlines that, in principle, are the preserve of political actors guided by constitutional imperatives. The Court must assume that these bodies and personages will exercise their responsibilities with integrity and in keeping with the unambiguous provisions of the Constitution bearing in mind that the NoConfidence Motion was validly passed as long ago as 21 December 2018.

ike riding is a great way to get exercise and enjoy the outdoors. But before you start pedalling, be sure you’re up to date on how to do it safely.

Pick the right bike One important thing to keep in mind when choosing a bike is making sure it fits you.

Here are some ways to tell if yours is right: When sitting on the bike, you should be able to just about fully extend your legs to reach the pedals when they are in the lowest position.

When standing astride the bar with your feet flat on either side, there should be about 1 to 2 inches (2.5 to 5 centimetres) of space between your crotch and the crossbar for a road bike and 3 to 4 inches (7.5 to 10 centimetres) for a mountain bike. Guys especially will be thankful for that space if there’s ever a need to unexpectedly jump off the seat.

If you’re still growing, make sure that your bike’s seat post and handlebars can be raised a bit to adjust to your new height.

Use your head: wear a helmet Wearing a bike helmet use isn’t just smart. In many States, it’s the law.

Many bike accidents involve a head injury, so a crash could mean serious brain injury or death for someone who doesn’t wear one while riding. Each year in the United States, many people are seriously injured in bicyclerelated accidents, and most of those injuries could have been

avoided if a helmet was worn.

To protect against brain injury, make sure you wear a correctly fitting helmet on every ride.

Here are some things to keep in mind when buying a helmet: Pick bright colours or fluorescent colours that are visible to drivers and other cyclists.

Look for a well-ventilated helmet.

Make sure that the helmet has a CPSC or Snell sticker inside. These let you know that the helmet meets standards set by trusted safety groups.

Make sure the helmet fits correctly and can be adjusted.

Bike stores will help you with this.

Make sure that the straps are fastened. Also, don’t wear any other hat underneath it.

Be sure to replace any helmet made before 1999.

If you hit any surface hard while wearing a helmet, replace it. Helmets lose their ability to absorb shock after taking serious hits.

Which clothes are safe while biking?

What you wear when riding a bike is also very important for safety: Fluorescent or brightcoloured clothes keep you visible on the road, and they’re more visible than white clothes. (Avoid dark clothes, especially during early dusk and twilight hours.)

Wear something that helps to reflect light, like reflective tape.

Lightweight clothes will help you avoid becoming overheated.

Pant l e g s shouldn’t be too loose or flared. These can get caught up in the chain while riding.

If you wear a backpack

while riding, make sure the straps are tied up and can’t get tangled in the spokes of the wheels. Keep the backpack as light as possible.

Choose shoes that grip the

bike’s pedals.

Cleats, shoes with heels, or flipflops can all create problems while riding. And never ride barefoot!

Rules of the road for bike riding Here are some must-know safety tips: Stop at all stop signs and

obey traffic lights just as cars do. Yield to pedestrians, stop at red lights, and be especially careful at intersections.

Always ride in the same direction as cars do. Never ride against traffic.

Use bike lanes or designated bike routes whenever you can – not the sidewalk!

Avoid riding at dusk or in the dark.

Always stop and check for traffic in both directions when leaving a driveway, an alley, or a curb.

Watch traffic closely for turning cars or cars leaving driveways.

Don’t ride too close to parked cars – doors can open suddenly.

Always walk a bike across busy intersections using the crosswalk and following traffic signals.

When riding in a group, always ride single file on the street.

When passing other bikers or people on the street, always pass to their left and call out “On your left!” so they’ll watch for you.

Never share the seat with a friend or ride on the handlebars – only one person should be on a bike at a time.

It’s easy to lose balance or suddenly swerve into traffic when riding with a passenger.

Never wear headphones

while biking – it’s very important to hear everyone else on the road at all times.

Never stand up while riding a bike.

Never hitch a ride on a moving vehicle.

Signal your turns!

It’s important to know the arm signals for changing direction or turning. Don’t change directions or lanes without first looking behind you, and always use the correct signals.

Use your left arm for all signals: Left turn: After checking behind you, hold your arm straight out to the left and ride forward slowly.

Stop: After checking behind you, bend your elbow, pointing your arm downward in an upside down “L” shape and come to a stop.

Right turn: After checking behind you, bend your elbow, holding your arm up in an “L” shape, and ride forward slowly. (Or, hold your right arm straight out from your side.)

If you can, keep your bike indoors, especially on rainy days. This will help to keep your chain rust-free. You’ll also want to check your tire air pressure (the correct pressure is on the sidewall of the tire), the brakes, and the chain (for grease and tightness) often. (kidshealth.org)

You’ll also need bobby pins and tape for this activity.

Civil society worried as President says no deadline for elections …Court cannot instruct GECOM when to host elections – Granger

resident David Granger on Thursday met with members of the private sector, civil society and the Diplomatic Corp to provide an update on the political situation, but instead of assuring clarity, it triggered uneasiness and dissatisfaction among stakeholders.

His presentation to the groups mainly circled around his interpretation of the Caribbean Court of Justice’s (CCJ) consequential orders on July 12, which was conflicting to what is construed.

After delivering its ruling in June 18, 2019, the Court then proceeded to issue the consequential orders stipulating that the Cabinet must resign and call elections in keeping with constitutional deadline— that is, three months.

In contradiction, President Granger gave his interpretation that there is no timeline for when the country should head to the polls.

So, there is no date issued by the CCJ, there are no timelines, there are no deadlines”.

Granger then mandated that the Guyana Elections Commission (GECOM) must act by the Constitution and cannot act on advice from the courts or himself.

“The independence of the Elections Commission is safeguarded by the Constitution. It is insulated from political influence, instruction and interference. The President cannot influence, the President cannot instruct, the President cannot interfere, the President cannot tell the Elections Commission when elections must be held, neither can the Courts”.

After his address, stakeholders were somewhat dissatisfied with the outcome of the event, while some expressed worry over the Head-of-State’s interpretation. Others were expecting the President to open the forum for questions and have meaningful discussions on the way forward.

President of the Georgetown Chamber of Commerce and Industry, Nicholas Boyer, was concerned about the conflicting remarks from the President after he reflected on the Court’s orders and the Chief Justice’s position.

“We obviously saw the Chief Justice give a clarification to the press and in that clarification, she said that election must be held by September 2019 as her understanding, so that conflicted with what the President said…It causes some concerns because there are two conflicting interpretations,” Boyer expressed.

Coretta McDonald, who serves as President of the Guyana Trade Unions Congress, said she was expecting the Head of State to engage those that were summoned and accept pertinent questions that were brewing. She conveyed a

sense of ‘shock’ and insisted that clarity was lacking.

“We were left like halfway. We were like shocked because we came here with the expectation that we would be able to ask questions and to have some other issues being clarified. The intention of the President was not to answer questions, but to share whatever information he shared with us,” McDonald told media operatives.

She added, “We represent quite a lot of this population and our members, they’re asking questions

and if we have no answers to give them, then you can imagine what is going to happen. As we speak, there is lots and lots of tension within our communities and we have to be able to quell those kinds of tensions”.

On the other hand, President of the Guyana Bauxite and General Workers’ Union, Lincoln Lewis spoke on behalf of citizens and the dissatisfaction experienced when governance is not addressed or taken seriously.

“Elections is only a means to acquire enough political power. After that, the issue is about governance. Over the years, while there have been concerns about elections, all the political parties who felt dissatisfied went to the court and the court has

pronounced. Our problem here as citizens is that after elections, and there exists dissatisfaction, groups and groups complain but we’re not getting the results that we so desire to have. We thought that this would have been an ample opportunity for the President, the Leader of the Opposition, and the respective teams to include in whatever they think about, whatever they talk about, the issues of governance”.

Former Attorney General Anil Nandlall responded moments later to the Head of State’s disclosure, reminding that the judicial system is the “guardian” of the Constitution, which grants boundless jurisdiction.

“It is elementary that the Judiciary is the guardian of our Constitution. In this regard, it is possessed of an unlimited jurisdiction and power to make such orders, grant such writs and issue such directions, that are necessary, to each and every organ of State, to obey and comply with the letter and spirit of the Constitution, in giving effect to the supremacy of the Constitution; as all are subject and subservient to, and none is above, the Constitution”.

“The proclamation of an unrealistic date by the Executive is ruled out by the Constitution which gives certain powers to the Elections Commission.

The adoption of a list by any agency outside of the Elections Commission is prohibited by our Constitution and would damage the elections if held an attempt was held under such a spurious date or with such a spurious list... A new list needs to be constituted and it has been recommended that this should be done through a process of Houseto-House Registration. This is entirely a matter for the Elections Commission, it is not a matter for any political party or the Executive.

Lab technician charged for stealing medical supplies from Suddie Hospital

A

30-year-old lab technician, formerly attached to the Suddie Public Hospital, Essequibo Coast, Region Two, was on Wednesday charged for stealing medical supplies from the health facility which he sold to a private pharmacy.

Mohamed Khan of lot 50 Plantation Bell, Essequibo Coast, was arrested by the Police and then taken to Anna Regina Magistrates’ Court where he plead guilty to the crime and was fined $25,000 for the act.

Reports are that Khan stole 21 packs of Dengue tests, 100 microscope slides, one bottle of anti A, one bottle of anti B, and one bottle of anti D medication, among other medicinal drugs and medical supplies from the above-mentioned hospital.

After committing the act, he reportedly took the items to a retired pharmacist, who in turn sold them to a pharmacy. Guyana Times understands that it was the region’s Coordinator of Health Strategy who made the discovery and immediately reported the matter to the

Police on Tuesday.

Khan was arrested on the same day. The stolen items, along with Khan were handed over to the investigating ranks.

Less than 24 hours after his arrest, he made his Court appearance. He was slapped with the offence of simple larceny committed on the Public Health Ministry.

He plead guilty to the charge and was then fined $25,000 by Magistrate Esther Sam. Khan’s theft of medicinal drugs and supplies comes at a time when the country continues to face shortages at the regional hospitals and

While the administrative staff of those affected health institutions blamed the Public Health Ministry for failing to supply adequate and much needed medicines

and drugs leading to sporadic and constant drug shortages, authorities had also warned that persons who were working at these facilities were also responsible for the drug shortages.

o…your Eyewitness isn’t getting biblical and all that. He’s NOT referring to that jawbone which Samson used to slaughter thousands and thousands of Philistines!! He has in mind the now seemingly interminable process of talking, negotiating, bargaining, dickering, thrashing out, haggling – or in other words, “jawboning” – to select the next GECOM Chair. Seems caretaker President Granger has deigned to meet the Opposition leader today…or maybe not!

And that’s the farce to which the affairs of this country have been reduced by the caretaker. We can’t even get a clear confirmation of a meeting on a matter that’s has fixated the entire country!! And we have to know that when something like this happens, there’s more in the mortar than the pestle. Not that the pestle ain’t hefty!!

Let’s face it…it shouldn’t be so difficult to find the head of an essentially administrative department, should it? Elections are held practically every week of the year in one country or another around the world, and their citizens don’t have to go through this rigmarole. In India, for instance, the person is chosen from the higher echelons of their civil service. What makes us different?

And the simple answer is that for over two decades, the PNC blatantly, flagrantly and obscenely rigged our elections to remove the most fundamental right of us as citizens – the democratic right to choose our Government. And the rigging started with appointing a Chairman who held the casting vote in our Elections Commission so “any number could play” – once it was a PNC number!!

Not surprisingly, the 28-year abused Opposition parties by 1990 focused on “free and fair elections” starting with a Chairman who wasn’t in the pocket of the Government. With jawboning by President Carter, the formula in Art 162 (2) was agreed that: the OPPOSITION LEADER would submit a list of six persons not unacceptable to the President, who’d then choose one. The formula worked from then to now. And what’s different now? The PNC’s knows its 1-seat majority is gone, that’s what!!

Granger then decided that Guyana should return to the old days of Burnham handpicking the Chairman to stack the deck. Nobody Jagdeo picks satisfies him – even a former GECOM Chair and an ex-army comrade to boot – who the PNC had proffered! So the question arises: why would Granger demand his own Chair? And you’d have to be completely daft to think this is just a pissing contest!!

Granger is adamant that the PNC should not be removed from office – with all that oil money in the offing. And so he believes he can jawbone Jagdeo into getting his own man.

The narrative the PNC’s pushing for is insisting a new list be compiled from a new H2H exercise because the PPP’s got some 200,000 dead persons on the present list who they’ll resurrect and have them vote for the cup!! Well, at least hand out the ID cards of the dead and bring persons who’re such splitting images even the PNC scrutineers at the polling booth won’t be able to detect the fraud!!

Another angle is even if the PPP doesn’t have 200,000 extra bodies to shift around, they’ll hand out the cards to folks who’ll vote on multiple occasions in the four or five polling booths that are customarily located in one compound and have the same voting lists posted. But what about the ink used to stain the finger at every booth??

Well..duh! The PNC says the PPP distributes a solution that miraculously and instantaneously removes the stain!!

Wouldn’t it be smarter to market the solution and knock Tide off their feet?!! …PPP’s inexplicable losses

Appointment of GECOM Chair

President, Opposition Leader likely to meet today M ore than one week after they last met, President David Granger and Opposition Leader Bharrat Jagdeo are likely to meet sometime today to continue discussions on the appointment of a new Guyana Elections Commission (GECOM) Chairperson.

This was revealed by Jagdeo at his weekly press conference on Thursday. In updating the media on the process, he said Director General at the Ministry of the Presidency, Joseph Harmon, contacted him on Wednesday evening.

“I got a call from Harmon saying to me that a meeting is contemplated for some time (Friday) with the President. So that’s where we are in terms of the selection of the Chairman of GECOM. So I’m awaiting confirmation of that meeting,” Jagdeo stated.

Currently, the Opposition Leader is awaiting the President’s feedback on four new names that were presented last Wednesday for consideration. These additional candidates were handed over during a meeting between representatives selected by the two leaders to “hammer out” a final list of six names.

Already, the President has found four of the Opposition’s candidates “not unacceptable”. This means they will potentially end up on the final list of six nominees to be submitted to the President by the Opposition Leader for the selection of a new GECOM Chair.

While those final four names were not disclosed, Guyana Times understands that Conflict Resolution Specialist Lawrence Latchmansingh is among those whom the Head of State found acceptable.

Initially, the Opposition Leader had presented 11 names to be “hammered

out” by a working group comprising of representatives from both Government and the Opposition. These nominees were among the 18 rejected back in 2017 by President Granger, who had gone ahead and unilaterally appointed retired Justice James Patterson as the GECOM Chair.

However, the Caribbean Court of Justice (CCJ) on June 18, 2019, had ruled that Justice Patterson’s appointment was flawed and unconstitutional. Days later, he stepped down opening up the process for a new chairman to be appointed.

As such, the regional Court had urged that there be consensus between the two leaders in this process, resulting in the establishment of the working group.

However, during a series of meetings earlier this month, the President’s representatives shortlisted only five of the Opposition’s 11 nominees.

This resulted in a breakdown in those talks and the process was then referred back to the two political leaders, who met last Tuesday and agreed to continue the hammering out process with a smaller team.

That team met on Wednesday, during which the four additional names were tabled. These new candidates are not among those

18 previously rejected by the Head of State.

Additionally, the Opposition, at the meeting, indicated that the President’s two suggestions for the GECOM post, Attorney Kesaundra Alves and Justice Claudette La Bennet, did not find favour with the Opposition Leader.

The two sides were supposed to meet the following day but that meeting is yet to happen.

Nevertheless with two more spots available, the Opposition has indicated their willing to continue the hammering out process until there are six names all acceptable by the Head of State.

Moreover, Harmon on Wednesday also reaffirmed that talks between the two sides have not been discontinued by the Government or that the Opposition was disengaged.

sponding to an earlier statement from PPP Executive Member Gail Teixeira, who complained that no engagements were held between the two sides since last Wednesday.

Teixeira accused the caretaker coalition Government of acting in bad faith given the importance of the appointment of a new GECOM

Chair in the current circumstances when early elections are constitutionally due on or before September 18, 2019. She noted that the President seems to be dragging his feet on the matter.

However, the Head of State, in a televised programme last week, said he foresees a gridlock in the ongoing hammering out process if the Opposition does not accept that he has to be a part of the informal stage.

“It is a recipe for gridlock.

The important thing which the CCJ aimed at is to ensure consensualism, that is to say, there must be a spirit of compromise. There must be acceptance of the role of the President in hammering out the list and similarly, we are to aim – both sides – at having a list of candidates were are not unacceptable to the President. Unless we accept that principle we will end up in gridlock and that is what we’re heading for if

However, the People’s Progressive Party (PPP) is a subsequent statement rejected this position of the President, reminding that even he had admitted after his first meeting with Jagdeo that he cannot make recommendations to himself.

Ramjattan threatens to revoke Digicel Guyana sends

ublic Security Minister Khemraj Ramjattan on Thursday threatened to revoke the licenses of businesses that are found guilty of noise nuisance.

This approach will be taken as Government amplifies efforts to clamp down on the issue that has been permeating society for decades. Ramjattan made this comment at a noise management training session for officers of the Guyana Police Force.

Last year, the Police received over 300 complaints of noise nuisance and for 2019 so far, some 105 complaints were made to the Environmental Protection Agency (EPA). When it comes to penalties, however, the numbers are low.

As such, Ramjattan believes there needs to be stricter consequences to discourage business operators from breaking the law and disturbing the peace.

“We want this to be dealt with, you have to deal with them in a variety of ways too, not only prosecution and conviction for the various provisions that make it a criminal offence, but we have to literally sometimes work as a task force utilising other methods and

one such methods is to take the profit out of this illegality, that means, that we have to de-register them”, Ramjattan warned.

In fact, the Minister even suggested that businesses comply with certain criteria before being issued a licence to operate.

“Make it a condition that before you continue to do your bar services or whatever it is that we are going to make it a condition that you must adhere to certain noise level and the minute you breach it, we can take that away, that licence. So, then we won’t have to get all the witnesses to line up in a Magistrates’ Court and then you have the lawyers coming and for long adjournments and so on and the frustration that occurs with prosecution. We can do other things and that is what I want also to be placed on the table”, Ramjattan highlighted.

Last year, several Police officers underwent training to deal with this particular issue, which is a crime under the Summary Jurisdiction (Offences) Act. The act states, “No person shall, in any road, street, public space, or land, or in any building or premises, by operating or causing

or suffering to be operated by any stereo set, juke box, radio, wireless loud speaker, gramophone, amplifier, automatic piano or similar instrument of music, or by any means whatsoever, make or cause or suffer to be made any noise which shall be so loud and so continuous or repetitive as to cause a nuisance to occupants of any premises in the neighbourhood”.

Meanwhile, on Thursday, another batch of officers began similar training. In October, another group of ranks will be trained as the Police Force continues to clamp down on the issue.

Section 175 of the Summary Jurisdiction (Offences) Act makes it a crime to produce any noise which is so loud, continuous or repetitive to cause a nuisance.

The computer summer camp for children, which will run for approximately three weeks, beginning on August 6 and ending on August 20, will offer the children experience in the fundamentals of computer and scratch programming.

The children, between the ages of five and 12, are excited to learn about computers. “I am excited to learn about computers because I think it will help me with my homework”, one of the recipients has said.

Digicel has procured the assistance of Junior Forrester to coordinate transportation to take the children to and from summer camp. Forrester is a very active member of the Kingston community, and is also the Founder-Principal of Kingston Football Development Academy.

Over the 12 years that Digicel has been operating in Guyana, the company has contributed significantly to youth development. This has been done through several countrywide youth initiatives, like its schools’ football championships, youth

basketball, track and field, squash, special Olympics, and back-to-school dental outreach programme, just to mention a few.

Region 10 top NGSA students awarded

he top 10 performers at the National Grade Six Assessment (NGSA) in Region 10 (Upper Demerara-Berbice) were on Thursday awarded for their hard work at a ceremony hosted at the Lichas Hall in Linden.

Education Minister Nicolette Henry, in congratulating the students, noted that they have demonstrated great courage, determination, and the ability to work hard in achieving their goals.

The Minister further stated the while the task was to recognise the top students from across the Region, the efforts of all the students across the country that wrote the examinations this year were also recognised.

She explained that the ceremony was taking place at a time when there is a national discourse on the best method of exit at the Grade Six level and whether or not the NGSA is actually the best method.

Nevertheless, the Minister stated that she would like to see a lot more students performing at higher levels, not only at NGSA. Henry pointed to progress in the delivery of quality public education as she urged parents to continue

to play a meaningful role in their children’s education.

“I want to encourage parents to pay a larger role in the lives of your children, particularly when it comes to providing the supervision and the guidance that is needed...I want to assure you that every school in Guyana we’re placing emphasis on because what we want is to have a system whereby irrespective of the school assigned to a child, that child should be able to meet his or her full potential based on what is being offered and delivered at the schools”, she noted.

Further encouraging the

students to continue along the path of success, Minister Henry noted that this step was only the beginning.

As such, she called on them not to become too complacent, but reflect on their paths and focus on creating new pathways for more successes. The Minister also expressed gratitude to ANSA McAL for financial contributions for the awardees.

Those awarded were Jasmine Simpson of the One Mile Primary school and Ravi Raymond of Regma Primary who both secured 523 marks, Taniya Spencer (3rd) of the Watooka Day Primary school with 520

marks, Tashaunsia Alder (3rd) of the Royal Halls of Learning private school also with 520 marks and Jarem Fraser (5th) of the One Mile Primary school with 519 marks.

They all have gained positions at Queen’s College.

Other awardees included Erykah Roberts (6th) of the Watooka Day Primary with 518 marks, Janae Bristol (7th) of Regma Primary with 515 marks, Ashanti Balgobin (8th) of the Amelia’s Ward Primary with 514 marks, Shaquon Ross (9th) of the Christianburg Primary with 513 marks and Yanell Easton (9th) of the Royal Halls of Learning who also secured 513 marks. They all were placed at the Bishops’ High School.

he Guyana Police Force (GPF) now has a compliment of 120 newly-trained ranks who successfully completed the Station Management and Newly-Promoted Subordinate Officers, Drill Instructors, and Special Constable Initial Training Courses 2019.

These courses were

aimed at improving efficiency, encouraging best practices and improving leadership amongst subordinate officers.

Police yet to arrest suspects in fatal drive-by shooting

S RAIGHT A The caretaker convention?

O

n July 12, 2019, the CCJ announced the consequential orders, which supplemented their decisions issued on June 18, 2019. What is clear is that the Court has deemed that the vote of no-confidence was properly passed on December 21, 2018, in the National Assembly, and that the clock on Article 106 restarted on June 18, 2019.

What does this mean? The CCJ stated in clause 8 of their consequential orders that “the tenure in office of the Cabinet, including the President, after this defeat is on a different footing from that which existed prior to the vote of no-confidence”. The CCJ then went on in this same clause to endorse the position of a Canadian constitutional expert who stated that the “Government continues in office as a caretaker government or an interim government until the next elections ensue and a President is appointed”. However, the CCJ clarified this statement by offering in the same clause that it is “this caretaker or interim role that explains the three (3) months deadline” for the holding of fresh elections.

The CCJ further elucidated that by convention, the caretaker or interim government is expected to behave with “restraint in the exercise of its legal authority”. That is no accident. As the AFC Sunday Column did point out, there is a constitutional convention obligating the Government to exercise “restraint” in the making of significant appointments, major policy decisions and entering into major contracts or undertakings while it is functioning in a caretaker/interim role.

Though the scope of the convention may be disputed, the weight of historical precedent, and the spirit and intent of the Constitution, all suggest that it applies to how this interim/ caretaker Government operates. In this essay, I want to consider the caretaker convention and what it has to say about Mr David Granger’s actions since the issuance of the consequential orders. My central aim is not to assess the constitutionality of his actions specifically, that I leave to the constitutional lawyers. However, I plan to use this piece as a springboard to reflect on the caretaker convention and its application after these three months have expired on September 18, 2019.

Constitutional conventions, as defined by Marshall and Moodie, are “rules of constitutional behaviour which are considered to be binding by and upon those who operate the Constitution”. As this definition suggests, conventions are distinct from the ordinary “law of the constitution”. Therefore, while reading the letter of the Constitution, constitutional lawyers and advisors must pay attention to the conventions in order to grasp the full intent of the written law. It is simply not possible to grasp any constitutional system of arrangements within the British Commonwealth of Nations (a system that Guyana is anchored to) by looking to the written law in isolation, a grave mistake that Team Granger continues to make.

As Ginsburg told us, “written constitutions serve a valuable coordination function”. But as we have seen over the last six months, they leave a great deal unsaid. Left to their own devices, most written constitutions of the world do not say enough and that is why the framework on their interpretation has always included the historical evolution of the written law. In this time of a caretaker/interim government in Guyana, the minimum expectation is that Mr Granger will act within clear boundaries that do not classify his operations as business as usual. He must demonstrate the integrity to incorporate the principle by which we as a people operate and do all within his powers not to compromise the intent of the December 2018 vote. Thus, as a principled start, the onus is on him to swiftly conclude the appointment of the GECOM Chairman. That is a one-day affair.

In the exercise of this restraint associated with a caretaker / interim government, the worst thing any caretaker President can do is impose himself on the nation after September 18, 2019, without the two-thirds endorsement from the National Assembly. The centres of power, like civil society and the army, must let him know the constitutional parameters within which his caretaker / interim Government exists, in compliance with the global norms.

In the current dispensation, the life of this caretaker/interim Government comes to an end on the midnight hour of September 18, 2019, and in its place, we would be having an illegitimate government, unless there are free and fair elections. An illegitimate government does not have the power to make any appointments, any policy decisions, and enter into any contracts on behalf of the people of Guyana.

The law will empower any new government to surcharge any public official especially Permanent Secretaries, Regional Executive Officers or any other Accounting Officers for any expenses incurred during the life of an illegitimate government.

It is from this perspective that I must also forewarn every domestic and international investor who chooses to sign any contracts with this caretaker/ interim Government to understand the risks. A new administration can very well deem all signed contracts with this caretaker / interim Government as illegal and unenforceable. is hoped that good sense will prevail.

s investigation continues into the gunning down of Leon Duncan, also called ‘Whistle’, and the injuring of his brother along with two friends, the Police are yet to make an arrest.

This was confirmed by Commander of A Division Marlon Chapman, who also stated that the Police are working on several leads which could not be divulged.

However, it was reported that the owner of the car that was used to commit the crime had come forward and claimed that his car was stolen.

Twenty-nine-yearold ‘Whistle’ was killed at Williamstaad Road, Festival City, North Ruimveldt, in a drive-by shooting incident while he was playing a game of cards

with his brother Shaquile, and their two friends, Orande Gordon and Lance Simon.

Although Whistle appeared to have been the target of the shooter(s), the other three men were shot and injured in the process.

Based on information received, the four men were at the corner of the street engrossed in their card game, when an unmarked car pulled up alongside them and the occupants opened fire.

It was reported that the men then exited the car, stood over Whistle and opened fire. He was reportedly shot several times.

He, along with others, was picked up and rushed to the Georgetown Public Hospital where he was pronounced dead on arrival.

His brother, who was reportedly shot to his leg along with Simon and Gordon, were admitted to

the medical facility. The Police are on the hunt for the car as they launched an investigation.

Back in 2017, Whistle was charged for the attempted murder of Ceon Nedd and Geoffrey Farrell.

He reportedly discharged a loaded firearm at the men with intent to commit murder.

In 2018, he was slapped with several armed robbery charges. He was accused of robbing Shezeena Hoosein and Nikel Pikerson. He was also charged for assaulting two Peace Officers who were executing their duties.

Among other charges faced, he was remanded to prison for the shooting incident that took place in the Privilege Nightclub, injuring two persons back in 2017.

120 Police ranks complete training...

The Special Constable Initial Training Course commenced training on May 13 last with 61 participants while the other three courses commenced on June 3.

The Station Management Course saw participation of 30 ranks and the NewlyPromoted Subordinate Officers Course saw 30 persons participating, while 19 participated in the Drill Instructors Course.

The Station Management and NewlyPromoted Subordinate Officers Courses focused on community policing, crime mapping, risk management, operation order, and ethical behaviour in law enforcement, human rights and tourism policing.

The Force’s Training Officer Deputy Commissioner of Police, Clifton Hicken, in his address, highlighted that if the Force is to achieve its objectives, such courses are necessary and will have to be continuous.

He expressed optimism that by the end of the year, these courses can be added

to all divisions and branches while noting his optimism that the force can see more positive relations stemming from this type of training from members of the public and GPF. It is expected that when the newly-trained ranks return to their individual responsibilities, they will reflect a new behavioural pattern in terms of Police interaction with members of the public, which is the objective of having such training courses, Hicken said.

Deputy Commissioner Hicken further highlighted that as the environment demands a change of attitude, these courses are identified to develop the capacity of the GPF. He noted that although the courses were challeng-

ing, he was proud that all participants endured and completed them successfully.

Meanwhile, Sergeant Davanand Roberts, who reported on the courses detail, encouraged the ranks to be proactive, maintain discipline, and also to also exercise humility, be courageous at all times and be reminded constantly of their Oath of Office and be so guided.

The Drill Instructors Course, he said, was aimed at teaching the development of the basic skills in foot, arms, cane and pace and stick drills. The course was a challenging one and served to test the physical, mental and emotional strength of the participants.

Constables Course, ranks were exposed to the basic and essential principles of policing, practices and procedures, foot and arms drills, physical exercise, self-defence tactics and firearm training. They were also exposed to community outreaches where they ventured into various communities in Divisions A, B and C and had interaction with members of the public— all forming part of building trust and partnership.

Granger “fortifying” democracy far from reality – PPP

he Opposition People’s Progressive Party/Civic (PPP/C) on Thursday called out President David Granger for claiming that his Government has been acting in a “fortified manner”. This, according to the party, is furthest from the reality of what currently obtains.

While Mr Granger claims that the legal processes his Government kicked into gear were not “calculated to delay the consequences” of the NoConfidence Motion, he seems to have forgotten that his coalition’s move to the Court came after his initial acceptance that the passage of the No-Confidence Motion triggered General and Regional Elections, which should have been held since March 21, 2019 – an acceptance he backpedalled on with the move to the Courts. It was the PPP/C that acted responsibly and saw the legal process through to the end; an end that returned Guyana to the position we were at on the night of December 21, 2018 – the No-Confidence Motion was declared validly passed and General and Regional Elections were now due, as per Article 106 (6) and 106 (7) of the Constitution.

Curiously, while Mr Granger says, in passing, that the Caribbean Court of Justice (CCJ) — Guyana’s final Court— ruled on June 18, 2019, on the validity of the No-Confidence Motion and handed its orders down on July 12, 2019, he failed to even voice what those orders were.

Key among the orders made by the CCJ were that: “The provisions of Article 106(6) and (7) of the Constitution apply to a No-Confidence motion” and that “upon the passage of this motion of no-confidence in the Government, the clear provisions of Article 106 immediately became engaged”.

New GECOM Chair

Mr Granger quoted from the CCJ ruling on the challenge to his unilateral appointment of a GECOM Chairman, selectively, to ascribe to himself a role that

seemingly goes beyond what the Constitution of Guyana envisages.

It must be noted that in doing so, he selectively quoted from paragraph 28 of the CCJ’s June 18, 2019 ruling.

While Mr Granger quoted the CCJ as saying that “This approach gives the President a role in the identification of the six names” – in fact, he ignored that this paragraph deals with him being prevented from making a unilateral appointment.

In its totality, paragraph 28 reads: “Once the President and the Leader of the Opposition have hammered out a list of names not unacceptable to the President, the list, comprising the six persons, must then formally be submitted to the President by the Leader of the Opposition and the President must then select the Chairman from among those names.

This approach gives the President a role in the identification of the six names, but it obviates the possibility that, after the formal presentation of the list, the President could suggest that one or more of the names, or indeed the entire list, is ‘unacceptable’.

Unilateral appointment by the President in keeping with the proviso to Article 161(2) can hardly be an option if the Leader of the Opposition demonstrates a willingness to engage in good faith the process outlined above”.

Additionally, Mr Granger clearly refused to even address the orders of the CCJ, in the matter of appointing a new GECOM Chairperson.

On July 12, the CCJ said, “It is now a matter of the greatest public importance that the President and the Leader of the Opposition should, as soon as possible, embark upon and conclude the process of appointing a new GECOM Chairman.

This imperative is now of the utmost urgency in light of our decision in the No-Confidence Motion cases that the motion was validly passed, thereby, triggering the need for fresh general elections”. *** “The Court refers to the views we expressed at paragraphs 26-29 of our earlier judgement in this matter as a suitable frame of reference for the process leading to such an appointment”.

The CCJ has not re-written Guyana’s Constitution, relative to the defined roles of the President and the Opposition Leader in the ap-

pointment of a new GECOM Chairperson.

Even Mr Granger, on July 4, 2019, accepted that he cannot nominate names to himself for approval.

For this reason, the Party finds it strange that Mr Granger is now seemingly attempting to define “serious consideration” of his al-

lowance to suggest names of nominees for the post of GECOM Chair to mean acceptance by the Leader of the Opposition of his suggestions.

Credible voters’ list

The Party was also not surprised at Mr Granger’s reiterations about the need for a “credible Official List of Electors” before General and Regional Elections and the need for new House-to-House Registration.

Mr Granger must be reminded that the Constitution and the CCJ made it clear that elections are due within three months of June 18, 2019 – that is, by September 18, 2019. He also needs to be reminded that GECOM was ordered by the CCJ to comply with the Constitution.

The Party notes that while Mr Granger repeats his so called justifications for a new national House-toHouse registration, to produce a new Voters’ List, it was the Chief Elections Officer (CEO) of GECOM who said: The last valid List of Voters can be updated via a Claims and Objections process; and that the comments made by Mr Granger about a “bloated” voters’ list are speculative.

The Party agrees that the independence of GECOM is safeguarded by the Constitution. However, GECOM is subservient to the Constitution, not the other way around.

The Constitution is clear that elections are due in three months. The CCJ is clear that GECOM must comply with the Constitution. The CCJ, in its July 12, 2019 order, said: “The Guyana Elections Commission (“GECOM”) has the responsibility to conduct that election and GECOM too must abide by the provisions of the Constitution…Article 106 of the Constitution invests

Why has the GECOM Secretariat not been invited to advise on its readiness for General and Regional Elections – while the process of a new GECOM Chair is being addressed – when none other than the Chief Elections Officer has admitted that a Claims and Objections process can update the last valid List of Electors’ to allow the move to Elections?

3. Why has he and his Cabinet not resigned, in accordance with Article 106 (6) of the Constitution?

4. Why is his Cabinet still meeting when the Government’s legal authority has been restrained?

5. Why has there been no acknowledgement that there is a ticking clock (the three-month deadline having been restarted on June 18, 2019) on the time within which constitutionally-mandated General and Regional Elections have to be held?

Rather than mouthing more political rhetoric, these are the questions that Mr Granger must answer – not just for the Diplomatic Corps, which is paying keen attention to the developments in Guyana, but, importantly, for the Guyanese people.

The asphalt plant already costs in excess of $488 million, but will aid in pro-

ducing top quality material, primarily used for road construction, once assembled.

Guyana Times understands that the bids received from contractors were between $46 and $51 million.

The four interested companies were Courtney Benn Contracting Services, H Nauth and Sons, Ivor Allen and S Jagmohan Hardware Supplies.

The bids received will be considered before the con-

tract is awarded.

On July 15, the parts for the plant arrived in Guyana from Germany. They are to be assembled soon at the Demerara Harbour Bridge Corporation (DHBC) Garden of Eden branch, East Bank Demerara.

It is expected to reduce costs in the construction of asphalt concrete roads in the near future.

Death of 14-year-old at Suddie Regional Hospital

Once report is made, Medical Council will get involved – Dr Rambarran

uch is being speculated as to what resulted in the blood poisoning and ultimately the death of 14-year-old Rabindra Khagaram, who was being treated at the Suddie Regional Hospital, Region Two, for ankle pains.

At this point, it is unclear as to whether the Public Health Ministry has launched an investigation into the matter, but according to the Chairman of the Guyana Medical Council, Dr Navindranauth Rambarran, if a report is made requesting an investigation, then the Council will also become involved.

“It has not been reported in that regard in the news. If someone, or when a complaint actually arises out of such an incident, the Medical Council can get involved. Any entity that has received the complaint, the institution itself can complain about it, the individual can complain and then by the law, the Medical Council can act on it in receipt of the complaint,” he told Guyana

A Post-Mortem conducted on Khagaram, who succumbed at the Suddie Public Hospital, revealed that the boy’s blood became septic and this led to his death.

Reports are that the teen, a former student of the Anna Regina Multilateral School, began complaining of pain in his ankle on Sunday while he was celebrating his 14th birthday.

He reportedly started crying out for pain his left ankle and as such, he was taken to the Suddie Public Hospital. According to information received, the teen was given an injection and antibiotics.

He was sent away and upon arrival at home, he went to bed since he told relatives that he was feeling drowsy. His mother stated that soon after her son woke up, he started to cry out for chest pains and without hesitation, he was rushed back to the hospital.

He was seen by another doctor, who administered another injection and prescribed some tablets.

At about 02:00h on Monday morning, the mother went to her son’s room to check on his condition but found that his body was extremely cold and he was perspiring heavily.

Again, she took him back to the hospital where he was admitted to the Intensive Care Unit (ICU) but took his last breath a few hours later.

According to him, “It will enable us to produce much more asphalt at a better quality than we are producing right now, because the plant that we are using is “mix” plant; this plant is a patch mix plant at a 160 tonnes per hour”.

Once assembled, this

plant will be the largest in the country and most modern in the region. With these qualities, the plant will be able to not only supply local needs, but international ones as well.

During a visit to the Demerara Shipping Wharf, Subject Minister David Patterson inspected the parts of the plant where he explained that the de-

cision to purchase a new plant was made since 2016.

According to him, it will allow the Ministry to do “better and bigger things”.

The new asphalt plant was procured through public tender during 2018 by the Demerara Harbour Bridge Corporation, signalling an increase in operations and growth in demand.

Initially, the plant was expected to be in Guyana

by February.

As an infrastructural investment, this plant is expected to provide efficiency in the continuity of supply of materials to the Ministry in the execution of road construction and rehabilitation, without compromising quality or price, as the DHBC remains the cheapest asphalt concrete-producing company in Guyana.

Further, as the product of a top brand worldwide, the new plant is expected to meet all required environmental standards regarding air and noise emissions.

Region 1’s scholarships in jeopardy …RDC paying students, but not guaranteed their return — Regional Chair

number of persons who have been “released” by the Regional Democratic Council (RDC) of Region One (Barima-Waini) to attend tertiary institutions across the country may not be returning to their communities to serve since their contractual agreements are now in question.

This is according to Regional Chairman of that Region, Brentnol Ashley, who told Guyana Times that outside of the contracts these persons would have signed with respective ministries in Government, they also sign one with the RDC. He added that some of the individuals are being victimised and are not receiving the support that they need to complete their studies.

“Persons attending tertiary institutions such as the University of Guyana (UG) and, for instance, the various nursing schools across Guyana, the RDC decides a contractual agreement which these trainees or these persons who are granted with the regional release or the regional scholarship. In some cases, some of these programmes in the RDC are not honouring the obligations that have been placed by the RDC to assist and in a sense assure that those students will be returning”.

According to Ashley, these beneficiaries are expected to return to serve in their communities as per the contractual agreement,

but that at present, the situation is unpredictable since there is not much assurance that they will indeed return.

“They are also expected that once they are going to be paid by the RDC for the time that they will be on training, to sign a regional contract in a regional context giving us the guarantee that when they finish, they will return. We are not getting the opportunity for the programme heads, inclusive of the Regional Executive Officer, to answer to the Council as to why they are undermining or superseding the decisions of the RDC in implementing their own decisions as against what the official decision makers are making”.

Meanwhile, while touching on the issue of education within Region One, the Regional Chairman highlighted that although schools would have been officially closed for some three

weeks, no developmental work has commenced.

This, he noted, is worrying since such a period should be used to address infrastructural advancements at certain schools to avoid affecting students during their classroom hours.

“Not a single school has commenced renovation, or even rehabilitation to those major schools, Waramadong, Port Kaituma Primary, Port Kaituma Secondary. Those are the areas that should be focused on in these two months because what I see, what we are in the view of, is that the administration of the region, the Regional administration would wait until September when school reopens and then want to disrupt the school”.

Just a few days ago, Ashley had cited that the standstill in Region One and the hold up of crucial projects are by no means the fault of the RDC, but that the blame should be placed solely on the shoulders of the REO, Randolph Storm.

“The REO is doing everything else except the job he needs to do pertaining to the implementation of the Region’s budget. We have not had a sitting of the RDC since April. The REO behaves as though as if he is not answerable to the RC or the councillors of the RDC. This has been causing problems as it relates to the administration of the region, causing problems to the implementation of the regional budget in certain aspects”.

Prior to pageant night, the delegates will compete in several activities. On Wednesday last, the contestants participated in the fitness run followed by target shooting.

On Wednesday, July 31, they will compete in swimming at the National Aquatic Centre. These activities will constitute 15 points while on the night of the pageant, the other 85 will be up for grabs.

On pageant night, the delegates will compete in the introduction, talent and sport wear segments.

They will also depict the clothing worn by the department they represent and finally the evening gown segment.

2019 Junior Caribbean Cycling Championships…

Plans ongoing to ensure a memorable event P

lans are ongoing to ensure that the 13th edition of the Junior Caribbean Cycling Championships, to be hosted in Guyana for the first time ever, are a resounding success.

Under the auspices of the Caribbean Cycling Federation (CCF), these championships will be staged during the period August 10-11, and the Town of Bartica has been chosen as the venue. Twenty (20) nations are expected to descend on these shores for the championships, and His Worship, Bartica Mayor Gifford Marshall anticipates they will have a memorable experience.

With the Caribbean Cycling Federation (CCF), through its Technical Director Henny Banasacio, already visiting and approving the race route, minor works to ready the route are expected to commence in the new week, and will last for a few days, Mayor Marshall has indicated.

“The municipality of Bartica

is honoured, to say the least, to host the Junior Caribbean Cycling Championships; and we first of all want to thank the Guyana Cycling Federation, Director of Sports of the National Sports Commission, and all other stakeholders who would have displayed confidence in the township of Bartica to host such an event,” he said.

Mayor Marshall reminded that active mobility is part of the Town’s Green Agenda, and he said he is positive that cycling is one of the platforms.

“This being the first of many major events to come, we are more than privileged to (be) host.

We want to also thank members of the business community, who have so far expressed an interest by coming on board and offering their support; and, most importantly, the residents of the town, who continue to give their unwavering support to activities of this nature.”

As host, Mayor Marshall declared, Bartica would endeavour to be the best. He

GCF President Horace Burrowes informed that this historic event would showcase what Guyana has to offer from a sports tourism perspective.

“The GCF will, this weekend,

meet with the parents of the cyclists that we have selected to form the Guyana team, to let them understand what this event is all about, and what we expect from them. In the coming days, the team would be making its way to Bartica, where we will take the training to another level,” he promised.

agree that, with support of all the main stakeholders, the event would be a major achievement for all involved.

he recently concluded National Schools’ Basketball Championships organised

by Youth Basketball Guyana (YBG) saw President’s College defeating Kwakwani in the Male Under-18 category, and Kwakwani emerging champions in the Male Under-14 category and runners-up in the Female Under-18 category.

The Kwakwani sides owe their improved fortunes mainly to the efforts of Guyanese company TMT Global Inc., which recently launched a comprehensive youth sports programme in the Kwakwani area.

Called the Kwakwani Sports Programme (KSP), the main aim of the initiative is to promote, coach and increase sports participation in the community all year.

In an interview with Anthony D’Andrade, Sports consultant and coordinator of TMT Global Inc., it was disclosed that recent results from the tournament can be credited to this initiative.

He said, “The company supports

basketball and cricket programmes in Kwakwani by providing equipment and paying the coaches a monthly stipend. We are trying to promote sports and education in the community; give individuals the opportunity to excel, and trying to keep them from negative things that affect youths these days.

“The company is very proud of the performances of the Under-14, -18 and girls’ teams. The Under-14 won, while the boys’ Under-18 and girls’ teams were runners-up. With the success we have been having, we are planning a summer camp for basketball, cricket and football in August,” he disclosed.

D’Andrade is a former national youth player and graduate of the University of Trinidad and Tobago, where he obtained a Bachelor’s degree in Sport Studies. He has a double major in Sport Management and Sport Development.

As a result of the TMT initiative, a new sports club was formed. Called the Kwakwani United Sports Club, it will now be the governing body for all the sporting disciplines in Kwakwani.

Kwakwani is a well-known sporting community with a rich basketball history. Basketball has been a successful sport, as the teams from

ky Kings Sports Club and the Guyana Rush Saints FC were crowned female and male champions of the recentlyconcluded 5-a-side futsal tournament after the ultimate matches were played on Saturday last at the Tabatinga Sports Ground in Lethem.

This inaugural tournament, held in observance of the Guyana Police Force’s (GPF’s) 180th anniversary, was witnessed by a crowd of approximately 2000 enthusiastic patrons. It was hosted by the Lethem branch of the GPF, in partnership with the Rupununi Football Association (RFA).

Guyana Rush Saints players were among the recipients of special awards, including Franklin Parks, who secured the Most Goal Scorer’s trophy, and his brother Terrance Parks, who obtained the Best Goal-Keeper’s trophy.

The tournament’s Most Valuable Male Player (MVP) was Luciano Brown of the Tabatinga FC, while Lenadra Simon of the Sky Kings Sports Club was adjudged the female MVP, and Ruth Peters of the same

club was adjudged Best Goal Keeper.

At conclusion of the tourney, Officerin-Charge of the Lethem Police Station, Kiethon King, congratulated the teams and promised that the tournament will have more participation next year.

“We would love to thank all the teams for coming out, and (we offer) congratulations to the winning teams.

Come next year, we will extend this to all the districts, and bring out the winning teams to play here, of course with collaboration of RFA,” he said.

The one-day activity featured 16 teams, five of which were female teams while 11 were male teams. The male teams were: Moco Moco FC, Guyana Police Force (GPF), Rising Stars FC, Snatchers FC, Gladiators FC (A&B teams), Guyana Rush Saints FC (male), Terminators FC, Far East Sports Club, Potarinau Sky Kings FC, and Guyana Defence Force.

Guyana to participate in cultural aspect of 2020 Olympics I

t is expected that Guyana will have a part to play in the cultural exchange component of the 2020 Summer Olympics in Tokyo, Japan.

This announcement comes on the heels of Social Cohesion Minister Dr. George Norton’s engagement with the Olympic body. Accompanied by Permanent Secretary Ms. Melissa Tucker and Assistant Director of Sport Ms. Melissa Dow-Richardson, Minister Norton met with officials of the Secretariat of the Headquarters for the Tokyo 2020 Olympic and Paralympic Games earlier in the week.

That meeting, held in Minister Norton’s Georgetown office, discussed the Host Town Initiative and the possibility of Guyana participating in the post-Olympic activity being introduced by Japan.

According to Assistant Director of the Tokyo Olympic Secretariat, Toshihiro Hayashi, the Host Town Initiative seeks to capitalise on the influx of hundreds of countries as an opportunity to expose the Japanese people to various cultures that exist across the world.

Of the 207 countries participating in next year’s Olympics, some 135 have already committed to participating in the cultural exchange, which will commence the week following the games.

Minister Norton believes the initiative will be mutually beneficial, and has prom-

ised to do all that he can to facilitate the participation of Guyanese athletes.

The Host Town Initiative is being fully funded by the local government bodies of Japan.

Should the Guyana delegation choose to stay on for the post-Olympic exchange, they would be afforded opportunity to engage the residents of Date City, Japan. In addition to attending sports workshops and visiting schools and other public places to interact with students and residents, they would be afforded the opportunity to experience all that Date City has to offer, including its unique scenery and cuisine.

There would also be opportunity to learn about the history of Japan and be part of festivals being hosted during that period.

At 102.36 square miles, Date City has an estimated population of 61,207 persons living in 22,590 households.

Guyana and Japan are expected to have a year of information exchange in preparation for the Host Town Initiative. The exchanges will commence from August 2019.

The Assistant Director of Sport has confidence in the Guyanese contingent’s ability to adequately showcase Guyana’s culture on an international stage.

total of eight (8) road bikes among other equipment was donated to the Guyana Cycling Federation (GCF), compliments of the Union Cycliste Internationale (UCI).

The items, cleared by GCF President Horace Burrowes this week, will be a huge boost to the sport, Burrowes said, especially as the GCF is in process of preparing to host the Junior Caribbean Cycling Championships on August 1011 in Bartica.

Burrowes was high in praise of the UCI for the timely donation of equipment. He noted that this is the first time Guyana has received such a donation from the world body, and said it would go towards boosting youth and female development.

“This positive development is huge for this nation and our young cyclists. I have been attending conferences and events of the UCI since being elected back in 2015, and it was my duty to lobby the UCI to assist us. I am very grateful to them for this donation; which has come at the perfect time, as we’ll be hosting, for the first time in our history, the Junior Caribbean

Championships next month,” he declared.

The overall value of the items received is in the millions, and apart from the cycles, vests, socks, polos, jackets, t-shirts, gloves, helmets, shoes, handlebars and forks have been received.

Burrowes has said that some of the riders selected to represent Guyana next month would be recipients of the UCI’s goodwill to the nation.

He has noted that some of the equipment (including cycles) would remain the property of the GCF. “This is a really positive development for the Federation, which has never owned a single cycle; but we now have eight, which is a good start. A lot of the items received would be given to our young riders, including females, but we would be focusing on our ‘Junior’ team for now.

“The UCI has promised to build on this support, and very shortly, I would be informing all of another positive and historic development for members and Guyana. If we, as a body, pedal as one team, there’s no telling what can be achieved,” he declared.

he Guyanese Squash Team got off to a dismal start in their Pan American Games 2019 campaign, registering losses in the singles division on Thursday.

Ashley Khalil and Mary FungA-Fat opened G u ya n a ’s 2 0 1 9 P a n American G a m e s ’ bid on the squash courts, competing against some of the best players in the world.

Unfortunately, they both suffered losses at the hands of the more experienced Chilean players.

Mary Fung-A-Fat lost to Chile’s Ana Pinto in a close encounter, losing three games and winning one (11-7, 11-14, 7-11, 12-10). Ashley Khalil went down by the same margin to another Chilean player, Giselle Delgado, who pipped Khalil after four thrilling matches (811, 12-14, 11-7, 2-11).

Speaking to media operatives in Peru, Khalil said she was satisfied with her opening performance, given the advantage the other players hold over the Guyanese athletes. She said she is looking to improve her performance as the games progress.

“Today was very nice. The courts are a lot different from (those) at home. These are cold courts, the ball does not bounce at all, so you’ve got to try and volley it. (These are) world class players, so I’m grateful for this experience, I could only learn from it. There is nothing negative that I could say, I can only go up from here,” Khalil stated.

Squash team manager David Fernandes has also said he is pleased with the ladies’ performances. “Today, I think, the girls were a little nervous. It was a big stage, so they had a little ‘butterflies in their stomach’. But I think tomorrow, again, they have a chance to do something special. The girls played very well today. I’m very proud of both of them, because they were down and they came back in the match, and there’s no reason why we should be

disappointed in their efforts,” Fernandes explained.

Ashley Khalil will team up with Taylor Fernandes tomorrow morning as they take on the Chilean pair in the doubles’ competition. If Khalil and Fernandes pull off a win tomorrow, they will be guaranteed at least a bronze medal.

In other sports at these 2019 Games, the Guyana Rugby team is expected to open their campaign against USA at noon today. The team is said to be conditioning well, especially in relation to the cold atmosphere.

Physiotherapist Akeem Fraser has disclosed that each member of the team should be injury free, fit, and ready to compete today.

“In terms of injury-wise, there’s isn’t anything severe

that would prevent anybody from playing. The team is coping pretty okay, and they should be ready to participate in the game on Friday (today),” he said.

Winger Patrick King spoke on behalf of his teammates, noting that they are focused on producing a better performance than those of recent times.

“I think, for us, it’s all about rebuilding.

We know that we can play rugby better than (we did) in the last tournament, so we’re here to prove a point that we can, and build back hope with our fan base. That’s one of the main things for us in this tournament,” King stated.

At a press conference held at the offices of Delmur Company in Prashad Nagar, Georgetown, Colin Elcock of the 4-Horse Man Promotions Group said, “This meeting was put together by a few horse fanatics. Horse racing is at an all-time low, but as this is the 100th anniversary of the club (PMTC), we, the 4-Horse Men, decided to come forward and do something, not only for the 100th anniversary, but (to) rescue horse racing in a different form.

“One of the suggestions that I came up with is the promotion of local content. If we can use the local horses and use a Jamaican formula, 2and 3-yearold bred horses should he racing for similar purses as imported horses. If we do that, we will find that racing will come back (be revived). So, to bring back people into the sport, what this 4-Horse Man production will be doing is that no imported horses will be racing for a purse higher than a locally bred horse.

“I hope that the local horse owners tag on and let this become a movement. I strongly propose more local content, because this is not about prize money, but about levelling the field and moving sports forward.”

Elcock also noted that sporting organisations should amend their functioning to operate more as a business, meaning that they should present what they have to offer, rather than always seeking donations.

He also noted that there is definite need for an all-weather track to facilitate horse racing, but he said he is confident the August 1 event would restore the high standard in horse racing.

Elcock has said he remains positive that more sponsors will come on board this event, since

He noted that the presence of more sponsors on board would cause the sport to expand exponentially, but said he is more focused on pushing for horse racing legislation in Guyana.

The pair was able to put together a health partnership, until Jomel Warrican trapped Panchal leg- before for 49 (4x5) in over 37.
