The illegal airstrip that was discovered in the Rupununi by ranks of the GDF

n illegal airstrip was unearthed about five kilometres West of Santa Fe, Rupununi, Region Nine (Upper Takatu-Upper Essequibo) by members of the Guyana Defence Force on Saturday morning.

Chief-of-Staff, Brigadier Patrick West when contacted confirmed the discovery was made by Guyana Defence Force (GDF) ranks that were patrolling the area.

He noted that the ranks were conducting a reconnaissance mission on Saturday morning when they stumbled upon the seeming newly constructed airstrip.

Brigadier West further stated that it was too soon to determine if the airstrip was in use recently, but noted that the relevant authorities were called in to investigate the incident.

However, Public Relations Officer of the GDF, Earl Edghill told Guyana Times that following a closer inspection of the perimeter of the airstrip, several dug out trenches were found. They were covered with black plastic and dried branches.

Upon removing the plastic and branches, several items were found concealed in the holes; including a chain saw and fuel drums.

In addition, a quarter drum of aviation fuel was also found at the airstrip.

Edghill also stated that at least 12 abandoned camps were found in close proximity of the airstrip. These camps, he noted, could be those used by farmers over a

When asked if persons in the farming area indicated to the ranks about hearing the sounds of airplanes landing and taking off, he noted that residents are being questioned and an update will be provided shortly.

In September 2016, a Joint Service patrol discovered an illegal aircraft hidden just off of the Yupukari Airstrip, Rupununi with United States registration N-767-Z. Subsequently, a team of investigators from the GDF, Guyana Police Force (GPF), Customs Anti-Narcotics Unit (CANU) and Guyana Civil Aviation Authority (GCAA) was deployed from Georgetown to the area to conduct investigations and were able to determine that the registration number was fake.

Moreover, investigators had discovered during inter-

views with nearby residents that the aircraft was sighted circling the area on numerous occasions in the past.

Additionally, a number of residents shared information they deemed as “suspicious activity”, including the presence of motorcycles or ATVs frequenting the area at midnight.

It was reported that a leak was discovered in the fuel tank. This, investigators believe, may have caused the aircraft to land in Guyana.

However, it has been reported that one of the local law enforcement agencies was aware of the aircraft at least three weeks before the disclosure was made. It was reported that the security officials were monitoring the aircraft to see if anyone would return to salvage it.

Meanwhile, President David Granger has established a one-man Commission of Inquiry (CoI) to probe the discovery of the illegal aircraft and appointed retired Brigadier Edward Collins to investigate, examine, advice and report on all aspects under which the foreign aircraft had entered the country.

During the CoI, public meetings were held in several villages including Katoka, Kaicumbay, Yupukari and other villages. The CoI proved that the aircraft entered Guyana illegally.

The Broadcasting Bill

A

nother brick in the creation of an authoritarian state was laid in the middle of the night when the Government, using its one-seat majority, passed “The Broadcasting (Amendment) Bill 2017”.

It was not just the Opposition PPP that opposed the Bill; so had the Guyana Press Association (GPA), and the Private Media Association, which had asked for a clarificatory meeting with Prime Minister Moses Nagamootoo, the minister in charge of information.

While the government of the day in a liberal democracy can regulate the workings of the free market, it is not an unfettered power; and more so when such regulation concerns the flow of information. The Government has to demonstrate beyond a shadow of a doubt that the regulation satisfies a pressing public need to know. After all, the modern state was dubbed a “Leviathan” by the very man, Thomas Hobbes, who justified such a state, and the word is now a metaphor for oppressive governments.

In the evolution of democratic governance since, the media -- in the form of the press in the beginning, but soon incorporating other mechanisms for transmitting information, such as radio, television, and now the Internet -- have played a fundamental role in protecting the rights of citizens against the Leviathan state. It can do this by being guaranteed the freedom not to be arbitrarily restricted on the content of what it can or cannot broadcast. The laws in this area are so well known as to be trite in the modern era: freedom of information and of the press.

It is for this reason that the private media groups requested clarification on the Bill from the Prime Minister/ Minister of Information. They could not possibly conceive of a situation wherein the Government would have the sole power to define what constitutes “public service” announcements for daily one-hour broadcast on radio and television between 06:00h and 19:00h daily, as the bill mandates.

While it has been accepted both here and abroad that messages from the police, the weather authorities etc. should be broadcast once they qualify as “public service announcements”, no regulation from any democratic government approaches the phrasing of “The Broadcasting (Amendment) Bill 2017” to include: “programmes produced for the purpose of informing and educating the public, and promoting policies and activities of the Government that benefit the public as a whole.” This is tantamount to broadcasting Government propaganda.

It is redolent of the “Development support Communications” enunciated by Forbes Burnham in 1974, when he declared, “…the government has a right, as the final arbiter of things national, to formulate a policy of the media so that the media (sic) can play a much more important part than it has played in the past in mobilising the people of the country for the development of the country.” The same year, in consonance with the philosophy of being “the final arbiter”, Burnham had declared the PNC as being “paramount” over the state.

Another bone of contention in the bill is that it demands that all radio and television broadcasters reapply to be licensed within 30 days of the bill being signed into law, or face immediate closure of their operations. Those broadcasters who had failed to apply for licences or were rejected by the broadcast authority would also be forced to halt operations immediately, or be found guilty of an offence -- for which they could face a one-year prison term, a fine of $1 million, and forfeiture of all their equipment.

As has been pointed out by the broadcasters, this requirement arbitrarily terminates the licences of the broadcasters for no stated reason, and would subject their licences to possible permanent termination, since they would be applying as if de novo. This is an infraction on their constitutionally protected right to property - tied to the licences - which can only be disturbed with adequate compensation.

It is clear that, once again, the courts will have to rule that the Executive cannot act according to its “perceptions” of the constitution.

Africans, Indians, Amerindians & others helped to build Guyana Dear Editor, All ethnic groups have historically helped to build Guyana, and we should treasure the contributions of each group, and not pit one against the other. Focusing on the historical contributions of only one ethnic group in our society does a disservice to the nation, as it leads to division of the society. For balance, we must focus on the contributions of all groups.

The Afro-nationalist Eric Phillips claims: “History has recorded that African Guyanese had driven back the sea and had cleared, drained and reclaimed 15,000 square miles of forest and swamps, equivalent to 9,000,000 acres of land.

Meaning, all the plantations now turned villages and cities were built by unpaid African labour.” He adds: “The Venn Commission reported that, ‘to build the coastal plantations alone, a value of 100,000,000 tons of earth had to be moved by the hands of African slaves without machinery)’.”

These figures do not appear on any documented history, and contrary to what Phillips has penned, African labour alone did not clear

all the land. (For the record, Amerindians, Chinese, Portuguese and Indians also cleared land). Nevertheless, let us assume that Phillips’s numbers are correct.

What is recorded is that, when slavery ended in 1834 (1838), there were about 100,000 (ex) slaves in Guyana. Phillips claim that over 400,000 lives were lost prematurely during slavery, plus others died from natural causes. So that would be in excess of 500,000 Africans during the period of slavery. They cleared 9,000,000 acres of land.

Contrast those numbers with Indians. They started coming to Guiana in 1838.

By 1860, there were about 80,000 indentured labourers (including minors). Indian labourers were required to clear land to expand sugar production. By 1860, plantation acreage under cultivation had increased phenomenally -- there were three times the amount of acreage under sugar cultivation, and much more land under cultivation of other crops (rice, fruits, vegetables, etc).

As the Africans did, the Indians had to build the coastal plantations to prepare them for cultivation of

sugar cane. So they had to move more than 300,000,000 tons of earth by hands (as the Africans did) without machinery.

Contrasting the stats, over 500,000 Africans moved 100 million tons of earth, whereas 80,000 Indians moved three times that amount – 300 million tons of earth. Readers should also be reminded that Indians did not work in factories, or as clerks, or as security officers for plantation owners; they worked only on the land. They worked in what was called shovel gangs, and they moved a lot more earth during the indentured period (that ended in 1917, some 77 years) – over four times – than under the 200 years of slavery.

Contrast also production statistics. In 1830, some 20 thousand tons of sugar were produced, and sugar production began to decline especially during the apprenticeship period, rendering the plantations almost bankrupt. By 1860, with indentured labourers, 100 thousand tons of sugar were produced, plus hundreds of tons of other crops.

One can draw one’s own conclusion from those stats

about land clearing, productivity, and contribution to economic development by various ethnic groups.

By 1917, when indenture ended, in addition to clearing an estimated 3.5 million acres of land for cane cultivation, Indians had cleared another 2 million acres for rice, coconut and other crops.

And by 1917, in addition to producing over 100,000 tons of sugar, Indians also produced over 100,000 tons of rice and thousands of tons of coconuts and other farm produce; the colony started exporting rice around 1903.

While it is true that all groups did not contribute equally to the development of the state, all deserve to be treated fairly by the Government. They must also receive relatively equal benefits from the state.

One group should not be favoured over another; except in the hinterland and rural areas, where the population has been continuously neglected. The hinterland population deserves affirmative action for being marginalized by the colonial and all subsequent rulers.

Overhaul of Supenaam Forestry Station Dear Editor, I write to acknowledge the missive titled “Trampling on rights of citizens”, dated 1st August, 2017 by Mr J. John.

There are some interesting disclosures that beckon for the intervention of the Ministry of Natural Resources. I have to tell my Government that its officers must not sit and allow the Guyana Forestry

Commission (GFC) to operate like a cartel, and they must also stop appointing GFC Board members unilaterally.

This kind of input is harming the forestry sector in a far-reaching way. We need resourceful and wise persons to govern this board, and we have to remove all those who are not supposed to be there any longer, or who utilize their positions

for personal gain. We have to let the GFC Board know that they have a national responsibility on their hands.

And failure to listen to the stakeholders constitutes blatant disregard.

Editor, I have known Mr John for years. He was indicted because he failed to pay the (bribe) money demanded by the three forestry officers attached to the Supenaam Forestry Station.

The ruthless ripping apart of a poor, innocent and honourable person is unforgivable. I admire the amazing strength and courage of Mr. John for taking such a bold step, and I call for a complete overhaul of the Supenaam Forestry Station, where bribery and incompetence prevail.

Tobacco Bill puffs doom for local Private Sector – economic advisor

nvestment is critical to the development of any country and countries such as Guyana depend heavily on foreign direct investment. This is according to lead economic advisor to the Opposition, Peter Ramsaroop, who during an interview stated that the latest proverbial slap in the face of the Private Sector was the recently approved Tobacco Control Bill.

Ramsaroop was quick to point out that he is in no way an advocate of smoking and in fact believes every effort should be made to address the worldwide phenomenon, which has led to millions of deaths but “insulting and denigrating” the Private Sector will instead cause irreparable damage.

Ramsaroop posits however that with the signals being sent to private investors locally and overseas, none will come for the taking.

Ramsaroop, in taking a swipe at the Minister of Finance, noted that being able to call a few figures is not what is required of the country’s chief policymaker when it comes to finances and financial policy.

“Jordan is clearly unable to captain the ship at the Ministry of Finance… even he recently had to admit that again this year the Government is woefully behind on its spending for the year… imagine more than half of the year gone and the budget pass since last year and they can’t even spend half of the money as yet.”

Ramsaroop reminded that in the two years remaining, policies such as the ones embellished in the Tobacco Control Bill and the Broadcast Bill will run investors out of this country.

My prayer for sports in Guyana Dear Editor, In the last 16 months, Guyana basketball has hosted the Caribbean Basketball Confederation Under-16 Championships for men and women. Our men finished as the second-best Under-16 team in the Caribbean, earning themselves a place in the Centro-basketball Under 17 championships 2017.

Recent successes in basketball also included the National Under-15 men’s team competing in Centro-basketball 2016; the National Senior Men, with a majority of players under age 23, competing in a tri-nation tournament in Jamaica; and, just recently, the National Under-17 Men, despite tough circumstances, competing at the Centro basketball Championships held in the Dominican Republic.

Despite all these notable efforts, for those who do not know, basketball does not get a single dollar from its international parent body.

Even if it did, that could not have sustained this level of activity, which is necessary for the development of our players and the game over the long term.

I cannot speak for the NF officially, but from the little that I do know, the GABF, and particularly Nigel Hinds, its president, have been left severely indebted from these efforts. This is despite the support received from the Government

of Guyana, The National Sports Commission, and generous sponsorship towards the hosting of the Caribbean Basketball Confederation Championships 2017.

The fundamental problem with basketball, and sports in Guyana in general, is funding. Accountable administration and adequate facilities are equally important issues as well. But the problem of funding has ensured a crippling effect on developing a sustainable, progressive framework for the game to flourish.

The GABF, as admirable as its effort has been over the course of these 16 months, is simply being asked and expected to do too much on its own. It is like being asked to make “bricks from straws” an impossible task.

I told Nigel Hinds privately what I will now say publicly: as admirable as his effort is, it is not right that he should carry this personal cost; it is just not sustainable. Nigel and I have had our differences, but his administration’s commitment and focus on creating opportunities and providing exposure for youth players is greatly appreciated -- especially by those of us who are involved at the youth and school levels.

A very important aspect of youth development has been answered by this federation -- exposure to international competition.

So the President of the Guyana National Basketball Federation (GNBF) deserves a great deal of credit for this amount of heavy lifting. I do hope that some amount of his personal financial debt could be recovered, even at this stage.

The most difficult part for me personally, as a sports administrator in Guyana, is the conflict in answering the question many of our young aspiring student athletes have: How can they get from where they are to the next level? Sometimes I counsel myself that the best thing to do is to discourage these young people from pursu-

ing what often turns out to be a dead-end street. But then I cannot do that either.

How could you live peacefully knowing that you are a dream-killer? This then lends itself to the dilemma we find ourselves in: conflicted between a rock and a hard place.

One wonders now, in light of these circumstances, what else could sports administrators do to penetrate the short-sightedness that is restricting Guyana’s sports potential?

In the just concluded Centro-basketball Under-17 championships, 16-year-old Kevon Wiggins led all scor-

ers with an average of 25.2 points; quite remarkable for the little lad from Berbice.

Kevon, shortly after the 2016 CBC Championships, migrated to the United States, where he attends the Evander Child’s Campus in Bronx, NY, and plays on the school’s basketball team.

Kevon’s all-round skills set in just a year have improved considerably, and he is the same talented and motivated youth that left Guyana a year ago with the aspiration of pursuing his dream to become a professional basketball player.

But what about all the other boys and girls who,

throughout the length and breadth of Guyana, have those same aspirations?

What about their dreams?

What do we say to them? My hope is that basketball, and grass-root sport in general, would be viewed as a national collaboration between Association, Government, sponsors, community and participants, all working towards one end: to create opportunities and maximize the potential of Guyana’s youth. This is my prayer for sports in Guyana.

ricket's always been one of the things that has brought us together as a Caribbean people – never mind that it’s the source of some of the fiercest arguments you can imagine. Now that the Caribbean Premiere League (CPL) is back – and we’re all rallying around our own Guyana Amazon Warriors to raise the trophy this year.

One of the many things that I really like about this tournament is that some young, local cricketers are getting a chance to play.

This opportunity will both give them an opportunity to experience what it’s like playing with and against international players and also a chance to shine and be recognised. With the other tournaments like the IPL, CLT20, and Australia’s Big Bash, there are so many new players that impress us who even-

tually make it onto the national team. Hopefully the same will happen for the West Indies; we’ll discover some new talent to revive the current team that seems to be unfortunately lost in the doldrums.

With the CPL we’re rooting for our country – GUYANA! The Guyana Amazon Warriors are OUR TEAM!!! It’s Guyana versus Trinidad, or Guyana vs Barbados – not West Indies against the rest of the world. It’s a powerful thing, this nationalistic feeling – I’m getting chills just sitting down writing about it, remembering what it was like when our Warriors kept winning over the last four years. It’s a whole new adrenaline rush when it’s your country’s team that wins. It’s your country’s flag that you’re waving; your country’s colours that the players are wearing; it’s you, the Guyanese people who are being represented. All within the Caribbean family of course!

have trouble ensuring sold-out matches with a jam-packed stadium, we're always starved for more cricket. I'll bet my bottom dollar this set of matches in the CPL will be the same. Did you notice even in Florida i t ' s

mostly expat Guyanese who show up?

We Guyanese know that the CPL is a wonderful opportunity for families or friends to hang out togeth-

er to enjoy a sport that's brought together so many generations of sport enthusiasts. And we’ll show up to cheer on our boys.

There’s this indescribable feeling of pride you get when you’re looking at your home team play. Never mind all of the players on the team aren’t Guyanese: they’re wearing our uniform, our colours, we feel that same sense of them being a part of our team, of being ours.

Another nice thing I’ve noticed about the CPL, is that there are so many of the older West Indian players from the ‘golden age’ of West Indian cricket getting involved, whether in coaching capacities or giving their input in other ways. It’s like three sets of West Indian players being brought together – the past, current and future.

So let’s wave our flags, let’s raise our glasses, and let’s lift our voices and shout, “Go Amazon Warriors! Go all the way!!

This year is your year."

ue to its vast reach, unparalleled popularity and foundation of positive values, sport is definitely one of the greatest things man has ever created. It’s also a powerful tool that breaks down all the barriers and helps us feel good about ourselves, both physically and mentally. Sport is quite beneficial for children too: by playing sports children develop physical skills, exercise, make new friends, have fun, learn to be a team member, learn about play fair, improve self-esteem, etc.

The enhancement of physical and mental development of children is certainly the most important contribution of sports, but the list of values your child may learn and acquire through sports does not end here. Other positive aspects are numerous, which reveals the true beauty of sport.

When I went to basketball raining for the first time, I wasn’t aware that such experience would serve me for a lifetime. New friends I made on the court, and the positive energy that inspired and motivated us, keep reminding me of the good times I had. Though I stopped practicing after some time, I still recall those memories with a smile. All the players were more than friendly, helping me feel as an equal part of the team. We have developed true team spirit and we spent time together even after the practice. In addition, basketball contributed to my proper physical development and good posture, while some of the tactics and strategies helped me a lot in different aspects of life.

What benefits can come from sports?

Most parents wish to encourage children to play sports to help them feel valued. Every child can be successful at one sport or another. However, it takes time for parents to find the sport suitable for the child. Therefore, they should be patient in selecting the sports, since it is a process that will pay off in the long run.

No other thing in life affords children such opportunity to develop positive character traits and to soak up many quality values as sports does. Here are some benefits that may come from playing sports: * Children’s character and moral principles are formed through fair play. Moreover, children who are actively engaged in sports can be good role models for their peers from school, neighbourhood, or even school choir, and inspire them to start playing some sports as well. * Playing sports enables them to create friendships they otherwise might not have formed. Contradiction ensues over GECOM operations …as Commissioner refutes “rosy” picture painted by Minister

ontrary to the recent comments emanating from Communities Minister Ronald Bulkan -- that preparation for upcoming Local Government Elections (LGE) is proceeding apace without a Chairman being in place at the Guyana Elections Commission – it has turned out that all is not well at that national election agency.

GECOM Commissioner and attorney-at-law Sase Gunraj, in debunking Minister Bulkan’s assertion, has said the commissioners are being kept in the dark on various critical aspects of GECOM; among which are how the commission’s budget is being spent, and details on the audit that was done by the Audit Office of Guyana.

That audit has revealed a number of fiscal infractions, but the accounting officers remain in place at that agency.

“The Minister is obviously arrogating unto himself responsibility for reporting on proceedings at GECOM when clearly that is outside of his domain,” Gunraj has expressed. “He is in no position to report on developments at GECOM. And even if he has received an update,” Gunraj added, “he is receiving updates over and above what Commissioners of GECOM are receiving, even though we are persons who are entitled to that information.”

Gunraj blames this state of affairs on the absence of a Chairman for GECOM, which he says is also preventing meetings from being held to provide updates from being given to the constitutionally entitled Commissioners.

“Whichever option it is, it clearly does not auger well for the integrity of the process to have a Government functionary commenting on the functioning of a constitutional body which has a specific non-partisan function,” Commissioner Gunraj has expressed.

out a chairman, (GECOM) cannot have meetings; and in the absence of those meetings, (the commissioners) have not been receiving updates on anything that is going on at GECOM. (There has been) absolutely no periodic updates on the finances of GECOM, (and) nothing on

the operations side or the audit,” the attorney-at-law has stated.

Gunraj has been one of three Opposition party representatives on the Guyana Elections Commission (GECOM) since 2015.

Communities Minister Ronald Bulkan, in an interview with state media last week, had said there is enough time to appoint a chairman, and in the meantime GECOM is functioning well without a Chairman. He had said: “The absence of a chairman is not affecting the work of GECOM.”

Ship without a captain

GECOM has been left headless after the retirement of its long-time Chairman, Dr Steve Surujbally, earlier this year. The task of replacing him has since been a contentious exercise, with President David Granger continuously rejecting nominees for the

As required by the Constitution of Guyana, Opposition Leader Bharrat Jagdeo had submitted to President Granger a first list of six nominees from which to choose a person for the post of GECOM Chairman, but that list was rejected. He had, last

April, submitted a second list of six nominees, but that second list was also rejected. He is preparing to submit a third list in this regard.

President Granger had, in early January 2017, deemed the first list “unacceptable” because none of the nominees was a judge, retired judge, or eligible to be appointed a judge.

Businessman and engineer Marcel Gaskin had, in March of this year, moved to the High Court to challenge the constitutionality of President Granger’s reasoning behind his rejection of the list of nominees.

Gaskin, also the brother of the Business Minister Dominic Gaskin, had asked the court to determine whether Jagdeo’s list of nominees was indeed not “fit and proper,” as President Granger had declared.

Last month, Chief Justice Roxane George, SC,

overruled the President’s interpretation of the Constitution regarding the appointment of a chairman for GECOM, finding that there is no particular preference for the appointment of persons within the Judiciary.

In her determination, Justice George found that there was no valid argument to support the idea that the GECOM Chairman should be a judge, former judge, or person eligible to be a judge, and had noted that persons from each category are equally eligible for the post.

However, in an issued statement after the ruling, the applicant, Marcel Gaskin, highlighted that the acting Chief Justice went on to address the proviso to Article 161 (2), which applies to the instance of the Opposition Leader failing to submit a list.

Buyer already identified for Skeldon Factory – GAWU head

hree months after Government announced major policy changes in the sugar industry -- one of which was to privatise the Skeldon Sugar Factory -- the Guyana Agricultural and General Workers Union (GAWU) is claiming that a purchaser may have already been identified for the Skeldon factory.

GAWU President Komal Chand has reminded that assurances were given by the Government that certain procedures would guide the sale of that factory. This, he said, has led to the creation of a Special Purpose Unit within the National Industrial and Commercial Investments Limited (NICIL).

“We have information that a buyer has already been identified (to purchase the Skeldon Estate), despite the fact that there is a procedure to see which buyer might be more fitting, or what is considered ‘the best’,” Chand said.

During consideration of the first Financial Paper for 2017 -- in early July -- Government requested the supplementary sum of $130 million to subsidize creation of this Special Purpose Unit. The Financial Paper had detailed that the amount requested included provision for employment costs, utilities, professional and legal fees, advertisements, oper-

ating supplies, furniture and equipment.

The GAWU head has said that although this (finding a buyer) was expected, the mere request for a financial sum to create this special unit had caused him to hope that a fairer system would have been employed in disposing of the Skeldon Estate -- one that would see the

Guyana Sugar Corporation (GuySuCo) getting the best possible deal.

While admitting that the Skeldon Sugar Factory had not performed as anticipated in its initial stages of operation, the Opposition believes it is an unwise decision to put the factory up for sale, as it has shown some signs of improved performance.

The Opposition has said performance at the factory has significantly improved in 2015, and the factory had met all its targets. However, they blame the decline in recent performance at the factory on the lack of investment on the part of the coalition Government.

It was revealed in January that a close relative of Prime Minister and First Vice President Moses Nagamootoo was reportedly working to bring in investors for the cash-strapped sugar industry.

Tony Joseph, Managing Director of Sunrise Holdings and son-in-law of Nagamootoo, led a team of Indian investors to dialogue with Government on potential investments in GuySuCo. The Skeldon Sugar Factory alone, located on the Estate, is worth US$200 million, and the total value of the Estate would amount to billions of Guyana dollars.

inance Minister Jordan and the rest of the Government continues to play games with the concept of “economic growth”, 50 years AFTER the United Nations and every development economist on planet Earth have warned against disjuncturing it from “development”. “Growth” is just a number that’s associated with “production” – which oftentimes has nothing to do with improving the lives of the masses of people in the country.

Take our situation in Guyana – where the Government’s boasting about “growth” when there hasn’t even been growth in production! Sugar’s doing so badly there’s no way we can make even HALF of the production the British Bookers used to routinely rake in during the “bad old days”.

Then, 28,000 workers used to be employed and collected profit sharing – when now half of the present 17,000 will be thrown into the streets by year-end. What does “growth” mean to them?

Then there’s the boast about the “growth” of rice production compared to 2016. This is scandalous!! Back in 2014, farmers had already EXCEEDED 600,000 tonnes of production. By 2016, because the Government refused to intervene to save the lucrative Venezuelan market, farmers’ production plummeted. So now they’re BOASTING that we MIGHT APPROACH 600,000 this year!!?? What a bunch of jokers!

The Government couldn’t even spend the money it allocated in its last Budget – which could have helped generate some real growth and development by at least employing some folks and paying them salaries rather than just taxing them! As we’ve pointed out time and again… whatever “growth” Guyana will achieve in its GDP is coming from gold production – while almost EVERY other sector of the economy is shrinking.

Now gold production’s presently dominated by a couple of FOREIGN companies that are very heavily mechanised to begin with. So after they pay their five per cent royalty, they siphon off the billions and billions they earned on the sale of the gold, to THEIR own country. To DEVELOP their country.

Point of the matter is, if this Government was serious, it would get with the rest of the developing world and start looking at other measures to signal how their PEOPLE are doing.

We don’t even have to use the “happiness index” several European countries have copied from Nepal.

Unemployment rates are as good a indicia as any for us.

If folks are employed at least we can assume they have some dignity in calling their own shots. They don’t have to grovel for handouts as is happening at Wales – just eight months after their sugar factory was arbitrarily closed by Government.

And the irony of all this is even according to the GROWTH rate metric…it had to be revised downwards!!

…with prisoners

So after the several escapes and convicted prisoners still running loose, up comes another report that in the wave of an uprising at the Timehri jail, one prisoner was shot and killed while trying to escape. What all of this signals to this apprehensive Imagine Eyewitness is fellas in our penal system have absolutely no respect for those in charge.

Sure, prisoners are always planning to escape…that’s the nature of the institutional action and reaction. But the nature of the reactions in our prisons and jails shows that the prisoners feel they can take on the wardens and guards at any time. Imagine burning down the largest jail in Guyana – and then waltzing out of the front gate!!

And it’s not too difficult to discern why the prisoners are so emboldened. With the amount of contraband – even tattoo tools!! – found in jails and prisons after EVERY sweep, it’s clear a hell of a lot of wardens have been corrupted.

he Guyana Bank for Trade and Industry (GBTI) on Friday celebrated its 19th Anniversary serving the people of Region Two. During a grand reception to mark the occasion, Chief Executive Officer of GBTI, Shazeela Shaw, urged businesses to have patience with the bank as it puts measures in place as required by law to come in conformity with the Anti Money Laundering (AML) bill.

Shaw noted that the Anna Regina branch has

grown over the years within the PomerooonSupenaam region, adding that businesses within the banking sector has “picked up” for the past seven months as compared to last year when there was a drastic decline in the rice industry.

The agriculture sector however, has been commended for the integral role it has played for Region Two’s economy.

Shaw pointed out that records show there have been improvements since Government as well as

millers sourced new rice markets.

On that note, the CEO said the bank through various avenues and forums will continue to engage Government officials by way of messages for them to invest in the agricultural sector offering incentives.

Shaw who has been in the banking sector for over 27 years said while there is focus on the oil and gas sector, it will take time to be nurtured and as such, there must be focus on the manufacturing

sector as well.

Meanwhile Branch Manager, Dave Persaud, during his address said that the Anna Regina branch has remained efficient and reliable in offering its services to the public since its establishment in Region Two. “We will continue to financially support businesses with the quality life stock loan as that loan improve personal growth as well as improves the standard of living of those accessing it,” Persaud said.

atiricus was a sucker for tradition. After all, why else would he so faithfully patronise the Back Street Bar with his buddies. He figured, just like how the neighbourhood Pub was a fixture all over England, this was the role of the local Rum Shops in Guyana. It was a “home away from home” for the men who toiled hard all day long and needed to unwind at the end of the day.

“Our national poet created most of his best poems in rum shops, you know,” Satiricus confided to his friends as they were working away at their fourth round of beers.

“Po-em?” said Bungi, “Me hear some a de bes’ singin’ in Guyana, in rum shap.”

“But nowadays, the tradition is dieing out,” mourned Hari.

“The young fellas don’t see hanging out in the rum shop as a cultural thing.” “Dis time na lang time!” grinned Bungi. “But people always a bring in new tradi-shan.”

“Like what?” enquired Satiricus.

“Well, look how all dem young people a get tattoo all ovah dem skin!” replied Bungi, without skipping a beat.

“Come to think of it, you’re right,” replied Hari. “I think more than half the young people I know have tattoos.”

“What you think is going on?” Satiricus wanted to know.

“Abee a capy dem ‘Merican, na!” grinned Bungi. “Jus’ like how abee dady bin capy dem and drink Rum and Cokes!”

“But why did the American young people suddenly start getting tattoos?” Satiricus kept on digging.

“Sato me fr’en,” said Bungi expansively, “young people always wan’ fuh shack people. De Merican young people capy dem jail-maan!”

“But it looks like in Guyana, as usual, we’re always doing things backwards,” said Hari.

“Wha’ yuh mean?” asked Bungi.

“Well, our prisoners copying our young people!,” Hari smiled. “Didn’t you read about all those tattoo machines they found in the jails?”

Mid-Year Financial Report

Govt records $2.4B more VAT revenues

…a result of tax on educational, telecommunication, medical services

I What would be the economic impact of oil on Guyana’s development?

T

oday’s theme on the subject of oil focuses on the likely economic impacts the emerging oil sector may have on the economy. But with limited information, unclear policies and lack of transparency thus far on the developments of this new sector, without doubt, warrants this aspect a difficult one at this stage. With this in mind, however, I have attempted to create a hypothetical scenario forming the framework within which I shall conduct this analysis in somewhat of a scholastic manner; taking into consideration realism and pragmatism.

Firstly, in doing so, it is crucial at this point I weigh in on the much debated feasibility of an oil refinery in Guyana. A feasibility study was done in this regard by international experts and based on their report, it will cost some US$5.8 billion (equivalent to about G$1.2 trillion). The consultant concluded it is therefore not feasible for Guyana which led to the Private Sector actors stepping in to reassess the study. I observed that some commentators even advocated for the Private Sector to build the refinery. This column’s professional assessment is in sharp contrast to those, rather, I concur with the advice given by the consultants for the reasons outlined hereunder.

So Let us make sense of this oil refinery idea using Trinidad and Tobago as a benchmark. The first thing I did before arriving at the findings I am about to present, was to cross check the feasibility study presented for any inherent biases that might have compromised its objectivity. What I actually did was, I cross checked the cost of building oil refineries in other oil producing countries around the world and I found that in 2013 Nigeria, one of the largest oil producing countries in Africa, signed a deal to build an oil refinery costing approximately US$9 billion. Some time ago, Trinidad and Tobago announced plans to build a second refinery which was projected to cost some US$3.3 billion. Hence, it is safe to say that the US$5.8 billion projection for a refinery in Guyana is quite realistic and therefore the feasibility study was found to be very objective in this context.

The estimated cost of US$5.8 billion is more than twice the size of Guyana’s economy in monetary terms. The size of the economy measured in aggregate monetary terms is about G$509 billion or US$2.5 billion. This means, even if the Government of Guyana and the entire Private Sector form a Public-Private Partnership to fund this project – they would still not be able to afford it. Further breaking this down for the ordinary citizens to understand; this simply means if you take all of the money – the total stock of money which includes sum total in the banking system and reserve money both locally and abroad, it would not be enough to build the refinery.

On the other hand, the size of Trinidad and Tobago’s economy in aggregate monetary terms is about US$12.5 billion (possibly greater) – a vast difference between that of Guyana. More importantly, if one were to study the history of Trinidad’s oil and gas sector, one would realise that they did not spend a cent to build their oil refineries. It is recorded that the influx of foreign companies built their refineries in the earlier years from the origin of the industry. Might I mention the oil industry of Trinidad and Tobago is about 100 years old and in 1985, the Trinidad and Tobago Government reluctantly bought a money-losing Texico Inc refinery, mainly to save 3000 jobs and avoid expensive imports of oil products at that time.

Against this background, Guyana – both the Government and the Private Sector should not waste time dwelling on the idea of a refinery. Clearly this concept needs abandoning forthwith and start to deepen their focus on the other critical elements that has to do with managing the sector and development of the broader economy.

More so, this should be the revamped approach amidst cautioning by outgoing Canadian High Commissioner who asserted that; transformation to an oil producing country in less than five years is unprecedented. I cannot agree more with this statement.

Based on what has been revealed in the public domain so far, we could assume that Guyana should earn about US$34.5 million annually from royalty and in the best interest of Guyana, this column would like to assume that Guyana may also earn 12.5 per cent of revenues from day one in addition to royalty, which should work out to be anywhere around US$212.5 million giving rise to a rough total of US$247 million or G$50.6 billion. While it is unfortunate that the Government has not yet decided how they will utilise the earnings from oil, it is strongly suggested that the oil earnings be put to use for the development of the Guyanese economy. Things like state-ofthe-art hospitals, new roads, a new bridge over the Demerara River, the hydro power project etc; with concentration on the physical infrastructural landscape of the economy in particular, are what should be given top priorities.

A carefully thought out, well-crafted national strategic development plan should be high on the Government’s agenda at this time. These of course would translate into a rippling effect on the economy which would be a good thing. Conversely, one of the downsides of the oil spin offs on the economy that policymakers would have to guard against is the rate of inflation may grow uncontrollably. Another one of my fears is that, if come 2020 the other productive sectors continue to underperform while the country’s foreign reserve is depleting – owing to reduced export earnings, and the oil price falls further by then – I am afraid that Guyana would not see these anticipated economic transformations, as the oil money would come in at a time to fill these voids. Thus overall, there could be a negative net effect.

n its 2017 Budget, Government had announced that Value Added Tax (VAT) would be reduced from 16 per cent to 14 per cent, in order to ease the burden on taxpayers and the ordinary man.

However, by expanding the tax base to include items such as educational materials and supplies; telecommunication services, such as the Internet; and medical supplies, the administration has in fact secured a financial windfall from VAT. This information is contained in the Mid-Year Financial Report for 2017, which was presented to legislators on Friday last as the House met for its final sitting before going into its annual recess.

VAT increase Presented by Finance Minister Winston Jordan, the Report documents that Government -- as a result of expanding the tax regime over the past two years -- had garnered a whopping $97.2 billion in revenue for the first half of this year.

Collections from the application of the controversial 14 per cent VAT regime on an expanded base saw Government raking in $2.4 billion more that it had collected for the first half of the previous year.

The total VAT collected during the first half of 2017 is $19.3 billion.

The information contained in the 2017 Report details, “VAT from imports of goods grew by $1.2 billion, partly as a result of policy changes in Budget 2017.” This, too, was stated: “The value added tax on domestic goods also increased by $838.5 million, pri-

marily due to higher payments from the telecommunication and wholesale and retail trade sectors.”

Taxes make up 88.3 per cent of Government’s total annual revenue collection, and Finance Minister Jordan has reported that internal revenue collection increased by $5 billion to reach $41.6 billion during the first half of 2017.

Collection for the same period in 2016 stood at $36.5 billion.

The Finance Minister attributes this increase primarily to a $2.3 billion growth in corporation tax payments made by several companies in the manufacturing and services sectors, as well as in the natural resource sector.

when excise tax payments stood at $4.4B. This decline is credited to a slow-down on the importation of vehicles into the country during the first half of 2017. Revenue collected from excise taxes on domestic alcoholic beverages did, however, increase to $2.1 billion, some $238 million more than what was collected in 2016, according to the Finance Minister’s Report.

Jordan credited this increase to two reasons: the Budget 2017 measure that amended excise taxes payable on alcohol consumption, and higher sales of beverages on the local market.

Petroleum returns Withholding tax payments also grew by $865.5 million, mainly due to payments by two companies providing support services to the oil-and-gas sector and interest earned on savings accounts at commercial banks.

Personal income tax payments made during the period also increased to $10.8653 billion, some $265.3 million more than what was collected during the same period in 2016.

Money collected from petroleum products increased by $3.2 billion to $10.9 billion, offsetting the reduction given in excise tax on motor vehicles during the period under review. Excise taxes paid on motor vehicles during the first half of 2017 stood at $2.9 billion, a decline of $1.5 billion in what had been collected in the period January to June 2016,

Importation of consumption goods reached US$231 million in the first half of 2017, and this growth was buoyed by an expansion in the importation of other non-durables.

Importation of foodstuff (for final consumption) skyrocketed by 72.7 per cent, while importation of clothing grew by 9.9 per cent and footwear by 37.8 per cent, contributing to the increased taxes collected.

In contrast, importation of motor cars, beverages, tobacco, semi-durable and durable goods fell. The importation of intermediate goods, such as fuel and lubricants, chemicals, parts and accessories, did expand to lend to the increase in earnings experienced by Government.

Minister Jordan’s Report detailed that importation of such intermediate goods increased in the first half of 2017

to US$408.5 million, compared to US$350.3 million in the first half of 2016.

Conversely, importation of capital goods such as transport, machinery, and building materials fell by 25.3 per cent, 20.1 per cent, and 31.4 per cent respectively. Collectively, this represents an 11.3 per cent decline in revenue garnered from those sources, and represents a collection of only US$18.2 million in the first half of 2017.

Non-tax earnings As it relates to Government’s non-tax earnings for the first half of 2017, Minister Jordan reported that this, too, rose to reach $11.3 billion, topping the figure for the same period last year by $567.4 million.

According to the Finance Minister, this increased collection is credited to “higher transfers from statutory agencies during the review period.”

Fees, fines and charges also reported a 4.2 per cent increase at end June 2017 to reach $684 million; while rents and royalties declined by 32.3 per cent, reflecting lower gold declaration from both Troy Resources and Guyana Goldfields.

Reserves diminishing Despite the increased domestic earnings which have resulted from the revised tax regime introduced by the APNU+AFC Coalition Administration over three consecutive budgets, international reserves held by the Bank of Guyana declined in the first half of 2017 to US$578.4 million, a decline of US$18.3 million from the US$596.7 million that had been collected during the same period in 2016, and a representation of 3.4 months of import coverage.

Opposition cries censorship in Parliament

pposition Chief Whip Gail Teixeira has accused Speaker of the House, Dr Barton Scotland of going beyond his remit to do things to stymie the Opposition’s business on several counts in Parliament.

The Opposition Member of Parliament (MP) told the media on Saturday that this “noticeable behaviour” is becoming more blatant and it has not gone unnoticed by the Opposition.

“The Speaker has a habit now in the last year, of every single question or motion we bring to the Parliament is radically edited by him,” she explained.

Teixeira has said that this is a major undermining of the parliamentary Opposition’s role, and this could only be seen as a one-sided move, which may continue to happen in Parliament.

“The Speaker has given himself an editorial role and in fact in a correspondence he said certain paragraphs and be it not resolved clauses are removed as unnecessary in his opinion,” she

added.

The Opposition MP explained that there is no standing order which allows the Speaker such discretion.

In fact, once these questions or motions are not libelous or offensive, it should not be removed.

“We have been explaining our disagreements but accepting the amendments so that the motions can get on the order paper so that the public can hear,” she added.

Using the questions

about the Camp Street Prison unrest as an example, Teixeira said that is a classic example where the Speaker again removed a large number of paragraphs.

Only recently, Opposition Leader Bharrat Jagdeo accused the Speaker of taking a partisan stand on several issues and even described him as the 34th MP of the coalition Government.

He maintained that the Speaker should have been an independent arbiter.

“Almost any matter that seeks to question the Government, to hold them to account, he rules in their favour. Now when you look at the debates in Parliament, almost every single matter the Government gets its way,” he lamented, reminding supporters that Scotland did not find a debate on the future of sugar an issue of national importance. The Speaker has come in for heavy criticism over the past two years and has indeed shut down several motions presented by the Opposition, claiming that they were not urgent or important.

Group identity and constitutional change

W

hile the Government has finally proposed a consultative mechanism for initiating its campaign promise for “constitutional change”, they are once again putting the cart before the horse. A Constitution basically allocates power in the State to ensure the society is governed according to the wishes of the people, and that the people in turn are not oppressed by the State. While the politicians like to pretend otherwise, “power” is what politics is all about: the currency of politics is power, and politics is ultimately concerned with the competition of groups within a given society to capture and secure power.

If this allocation of power is to be acceptable to all, that is, for it to be legitimate and Ravi Dev authoritative, shouldn’t we begin by finding out first what kind of society we are; what kind of society our citizens want, and what are the obstacles that must be overcome to bring such a society into being? The Constitution can then be crafted to deal with those obstacles immanent in the structures of the State. Other obstacles must be dealt with by other institutions since ultimately, changes in moral and cultural consciousness precede changes in political behaviour.

Within each polity, the competition for power is informed by the political culture, structures, and institutions present in the society. “Political culture” basically consists of the attitudes, beliefs, values and orientations about politics in a given population at any given time. After half-a-century of “self-rule” after independence, our political culture, for instance is dominated by a pervasive belief that the major political parties not only favour the group that forms their base, but actually work to “marginalise” the other groups.

Constitutional change must address this view.

The nature of these politicised groups is therefore crucial to an understanding of the politics in any country. In general, the composition of these competing groups varies with the nature of the cleavages in the society: all societies are split economically, most ethnically and some racially.

These categories are not mutually exclusive and may occur in varying combinations: in Guyana for instance, race and ethnicity coincide, and are used synonymously. The nature of the political competition depends on which of the cleavages, if any, emerge as the most salient, which in turn, hinges on various contingencies: structural/economic, historical, political and psychological.

Our political structures were foisted on us by Europeans who assumed they had already ‘solved’ their ethnic/ nationalist problem by transmuting it from a ‘national’ problem into an international one when they formed more or less ethnically homogenous states. “State” and “nation” were generally synonymous to the early European constitutionalists who focused on economic cleavages rather than ethnic ones, which were peripheral to their reality. The few, who did, such as JS Mill, pessimistically concluded that: “Free institutions are next to impossible in a country made up of different nationalities”. England, of course, is still trying to deal with its “Scottish and Irish problems”.

But yet in Guyana, where race/ethnicity transcends class as the dominant cleavage and suffuses politics as well as most other social interactions, we have ignored the implications of this source of group identity in the political institutions created by the Constitution. A powerful norm has emerged which militates against the public acknowledgement of this fact by the political parties. In spite of this, these same politicians, by their mobilisation tactics and other activities, demonstrate that they have come to a modus vivendi with the racial/ethnic imperative.

Until the politicians and other actors in the public arena openly and publicly confront the racial/ethnic bases of Guyanese political culture and structures, and deal with its consequences affirmatively, we will remain mired in a Sisyphean paradigm. Doomed to struggle strenuously – perhaps even heroically – but ultimately futilely, for the goal they all claim to share in common – a Guyana in which all groups can have their just share of power: political, economic and social. As part and parcel – and in fact as suggested – as a condition precedent to the taking proposals on constitutional change, this discussion must take place.

t Rose’s High School, long seen as one of Guyana’s premier secondary schools, will be torn down, redesigned and reconstructed. A company, BynoRowe Wiltshire Partnership of Trinidad, has been awarded a contract that will see it providing consultancy and supervisory services to this effect.

This was revealed by Minister of State Joseph Harmon during a post-Cabinet briefing on Friday.

According to Harmon, Cabinet gave its no-objection to a contract to reconstruct St Rose’s High School; a project being administered under the Education Ministry.

The contract is in the sum of US$134,790. Last year, the Trinidad consultant had bid for the project alongside E&A Consultants Incorporated, Innovative Engineering Consultancy Services, Kali Tech Incorporated and Design Ateliar and Associates.

Back in 2015, a fire had erupted at the school which is over a century old. The fire started in one of the school’s laboratories, but an alarm was raised and a quick response from the Guyana Fire Service averted a scenario where the entire school may have been gutted.

Other contracts

Meanwhile, Harmon also announced that contracts to design landfill sites at Bartica, Region Seven (Cuyuni-Mazaruni); Mahdia, Region Eight (PotaroSiparuni); and Linden, Region 10 (Upper DemeraraBerbice) were among the other contracts totalling millions of dollars.

On the heels of a survey that established the demand, Harmon made known that a $27.9 million contract was also awarded to S and K Construction Services. This, he said, was for the construction of a special needs school at Schoonord, West Bank Demerara.

Harmon stated that the survey found that many children residing in Region Three (Essequibo IslandsWest Demerara) with disabilities required special skills training.

The Minister of State also revealed that BK International will be tasked with constructing a $36.1 million women’s dormitory at the Bina Hill Institute, Annai, Rupununi, Region Nine (Upper Takatu-Upper Essequibo).

Bedford House, he also told the media, will be rehabilitated with a $24.2 million contract being awarded to Vision General Construction Services.

Contracts totalling some $189.6 million were also awarded to five companies to procure new and reconditioned vehicles, motorcycles, all-terrain vehicles (ATVs), flashlights with sirens and bicycles for the Guyana Police Force (GPF) and the

In addition, a contract worth $20 million was awarded to Rose Ramdehol Auto Sales for the supply of four reconditioned minibuses for Indigenous communities.

A $5 million contract was also awarded to F and

H Printing Establishment, while a $29 million contract was awarded to Eniath’s Printing Company Limited to supply and delivery readers and workbooks that will be distributed at the national nursery level.

According to Harmon, Cabinet’s no-objection was

also given to contracts valued $18.2 million which went to KP Thomas Contracting Incorporated to install an elevator at the New Linden Hospital Complex.

A $110 million contract was also awarded to Khemraj Nauth Contracting Services for the upgrading of roads and the installation of water distribution mains at Zeeburg and De Willem, West Coast Demerara.

Contracts were also awarded to: J R Ranch Incorporated for the rehabilitation of the roadway stretching from Lot One – Brian Sucre Junction to Mahdia; Mekdeci Mining Company Incorporated for rehabilitation of the roadway stretching from Lot 2 – Eagle Mountain foot to Konawaruk Junction; and to SRT Mining and Contracting Services in order to rehabilitate a pontoon structure at Trafalgar, West Coast Berbice.

overnment plans to deal with the slow pace of spending allocations for public sector investment programmes (PSIP) by tightening its topdown supervision of department and ministry spending, and seconding project managers to ministries.

This is according to Minister of State, Joseph Harmon, who revealed that while capital spending has been woefully slow, cabinet would now take an increased supervisory role.

Addressing media operatives at a post- cabinet press conference, Minister Harmon also disclosed that the Finance Minister

has provided an extended Cabinet -- which includes ministers within the ministries and the permanent secretaries of the ministries -- with a report of spending under the public sector investment programme for the first half of 2017.

“The PSIP, with an allocation of $56.7 billion for 2017, is the main mechanism for Government spending. The report indicated that capital spending had been very slow in the initial months of 2017, but it improved significantly towards the end of the first half of the year,” Minister Harmon detailed.

Harmon said Cabinet was informed about the reasons behind the slothful implementation of projects under the PSIP. He related that discussions centred on finding ways and means to assist budget agencies to improve their capital spending.

Asked about the issues hindering implementation of the PSIP, Harmon said they included unfamiliarity with the procurement system by some of the permanent secretaries in the ministries.

“Many of the issues we highlighted in the first quarter had to do with unfamiliarity with the procurement system by some of the permanent secretaries in the ministries,” Harmon explained.

“Additionally, what they had to do was come to grips with the fact that VAT was actually being charged on some Government services; therefore, when the initial contracts were awarded, they did not include that, so that accounted for some amount of delay,” he explained.

Claiming that the way contracts were awarded had previously been criticised, Harmon said procuring entities have now been doing a lot of “checking and double-checking”, which has caused delays.

According to the Minister of State, the Government is also looking to have Project Management Officers in all the Ministries. He said that while Government has commenced this measure, not all the Ministries have had these project officers second-

ed to them.

“Additionally, in the Ministries there was a recommendation that we employ Project Management Officers, who will be attached to each of these Ministries.

And I believe that is having an effect already, because some of the Ministries already have these officers in there. And those that don’t have, the Finance Ministry (will) assist them,” Harmon explained.

“We also believe that the better streamlining of the procurement process -- from the time that a contract is awarded up to the time that the mobilisation is given to the contract and he starts work -- what we are trying to do is to narrow that gap, so that things can happen at a faster pace.”

Finance Minister Winston Jordan only recently admitted that Government is more than 30 per cent behind in its public sector investment.

The Minister made this admission during the opening of the Ministry’s budget 2018 preparation and sensitization training workshop on Monday. According to the Minister, at the end of June 2017, less than 30 per cent of the money intended for expenditure on the public sector investment programme (PSIP) had been expended.

In August 2015, months after entering office, the coalition Government presented its first budget. A second budget soon followed, in January, for the fiscal year 2016. And a third budget was presented in November 2016, before the start of fiscal year 2017. Government plans to unveil its fourth budget, for fiscal year 2018, in November of this year.

But despite this, the continuously slow rate of Government spending, due to poor planning from budget agencies and execution from the relevant departments, remains a contributing factor to slow overall economic growth rate. It is a fact that even the Finance Minister has acknowledged.

But this backlog comes against the backdrop of deficiencies in services provided by regional officials.

uran Brothers Disposal Inc and Cevons Waste Management have decided to withdraw their services to City Hall, as the lack of payment to the companies continues despite promises to be paid.

According to the companies, in a joint statement on Saturday, the issue of non-payment for services rendered has been a long standing one. The companies revealed that City Hall’s debt dates as far back as 2015 and promises proffered by the Council have not been honoured.

“Further, engagements between City Hall and us on the matter of outstanding debts are customarily characterised by insensitivity on the part of the municipality’s bureaucrats and disrespect for the two companies and a shocking level of indifference to our appeals for their understanding.

A point has reached where we have no faith in their promises,” the companies said in a joint statement.

According to the companies, it was a “sense of obligation” to the public that pushed it to continue its services. The straw that broke the camel’s back, however, dates from July 12, 2017 when the companies resumed work after a four-day suspension of services over the same issue.

They stated that their return is conditional based on a meeting that would have been held to discuss payments. But despite assurances from the Minister of Communities, the companies said, there has been no such meeting nor has the municipal authorities “shown (any) inclination to meet with us.”

“We believe that the citizens would agree that it is entirely unacceptable to expect individuals and companies to provide services without being compensated over a protracted period,” the companies elucidated.

“That is the situation in which we find ourselves. Our services require significant monetary, labour and equipment outlay and have reached a point of near unsustainability, given the fact that the sheer size of City Hall’s debt to us.”

consequences it would have on the citizenry, the company promised that it would be willing to resume services once proper assurances are given.

President David Granger, the companies added, has been formally notified.

For quite some time, the M&CC has been accused of being cash strapped, and on multiple occasions, work around the city has had to be halted, since the municipality was unable to pay workers.

Earlier this year, it was reported that the Council and its partners (the contractors) reached an agreement, which in substance said that the City Treasurer would focus on payment of the current accounts while working to find an arrangement to settle the outstanding debts for 2016 while avoiding service disruption.

The Council has said that it would be putting alternative measures in place for garbage collection, and urged residents to ensure they properly dispose of their waste and await the arrival of the garbage collectors.

They also say that the Treasurer’s Department would be intensifying its revenue collection drive to recover money owed to the city.

At a meeting with stakeholders in April 2017, the Mayor had informed that the Council is cash strapped and requested businesses pay more for commercial waste disposal. Mayor Chase Green had told business folks that City Hall cannot afford to keep up with the weekly amount of $1.8 million to clear commercial waste.

Though there have been talks of the implementation of a new fee for commercial waste, City Hall officials have remained mum on just how much they are proposing to charge. Notwithstanding, the Mayor threatened that should businesses refuse to pay the new fee, City Hall will have to resort to using the law to discipline them.

Town Clerk Royston King noted that even if citizens pay all of their outstanding taxes, the Council would still fall short of enough money to cover everything it has to do.

King said the implementation of a new fee is in order because the service of waste disposal is a very expensive one that the Council cannot afford at the moment.

Nandlall urges broadcasters to file legal action T he parliamentary Opposition has maintained that the Broadcast Amendment Bill in its current form is ‘unconstitutional’ and will have several implications on private broadcasters.

Opposition Member of Parliament (MP), Anil Nandlall, has since advised broadcasters to challenge the Bill in court, because it will have far reaching repercussions that could harm their businesses.

“A court properly advised in my humble view, would strike down this Bill as unconstitutional and that is why my respectful advice to all broadcasters and persons affected by this act, including the people of this country… I say to them this act is manifestly and palpably unconstitutional,” he added.

Nandlall feels the Bill was “rammed down the throat of Parliament,”

pointing out that it was only last week that the Bill was read for the first time, and it was quickly passed on Friday.

The former Attorney General said private broadcasters could file for a conservatory order to block the law from taking force, something he said broadcasters have already expressed a willingness to do.

A meeting between top executives of the People’s Progressive Party (PPP/C) and several broadcasters was held recently, where these broadcasters were advised on the issue.

Apart from obtaining a conservatory order, Nandlall told a press conference on Saturday that those who file the court action can seek damages for breach of constitutional rights.

“If they decide to issue you with a licence they now have a freedom to alter your spectrum, so the reach you

had, you aren’t guaranteed to get it back,” Nandlall explained.

But what is more damaging is the fact that under this Bill, if this space is altered, then the value of the owner’s property is automatically reduced, with no compensation, but they may

incur additional fees.

The new rule under the Bill which stipulates that broadcasters must allot one hour free for public service programmes is not only seen as a grave imposition, but it tramples on press freedom, he stated.

Further, Nandlall claims

these broadcasters could lose as much as $850,000 per month as a result of the requirement to broadcast Government programmes for free. “They are picking your pocket. That again is compulsory acquiring your property without compensation,” Nandlall condemned.

He asserts that the old argument that licences were given to family and friends of former President Bharrat Jagdeo lacks credibility and was only reiterated by the Government who was in the Opposition then, to score cheap political points.

“I asked them to point to any of the recipients of (broadcast) licence, who did not qualify for them. The fact that someone might be close to a political party and benefit from a licence cannot be a ground to disqualify that person. The Constitution guarantees to everyone the right and free-

dom to support a party of your choice,” he said.

Meanwhile, Opposition MP Gail Teixeira also stated her disappointment with the Bill which according to her will have serious social and economic implications on broadcasters; given the fact that once the Bill is assented to they stand a chance of losing their licences.

The Opposition has predicted that Government would use amendments to Guyana’s Broadcasting Act to close several radio and television stations whose leaders are closely aligned to the People’s Progressive Party/Civic.

Government used its parliamentary majority on Friday evening to pass the Broadcast Amendment Bill, although several bodies have come out criticising the Bill, including the Guyana Press Association.

More resources needed for education – Paramakatoi residents

n wake of the poor results of this year’s National Grade Six Assessment (NGSA), residents of the Indigenous community of Paramakatoi in the Potaro-Siparuni District, Region Eight are calling for amendments to be made in the local village education system for more resources. According to residents, there is also need for the threshold for recruitment of teachers to be raised in light of relatively poor performances over the past decades.

Chief Education Officer, Marcel Hutson, had announced that after years of dismal performances by children in the hinterland regions, there has been a significant boost in the number of students who wrote this year’s National Grade Six Assessment (NGSA).

However, even though Region Eight – more specifically Paramakatoi – (among other hinterland districts), saw an increase in the number of students to pass Maths as opposed to last year, an analysis of statistics over the last 10 years prove that the trend is more fluctuating that consistent.

In this accord, between the years 2008-2017, only three persons were able to qualify for the Hinterland

Scholarship to senior secondary schools on the coast; one in 2009, 2011 and 2016.

This problem is not limited to the primary level, as CSEC grades virtually suffer year after year, despite being the senior secondary school in the Region.

Head Mistress of Paramakatoi Secondary School, Odessa Paul, spoke with Guyana Times and explained the difficulties which may account for the relatively poor performance of students at the CSEC level. Lack of suitably qualified and trained teachers emerged as a major factor among others, in this regard.

“There is not much motivation for school leaving students in terms of competing for a job or a scholarship. As a result of this students don’t really see the importance of education.

There are lots of brilliant students who after completing their secondary education could not attend a tertiary institution due to the financial position of their parents. Residents of P/K are willing to work but due to the lack of job opportunities they are unemployed and unable to support their child/children at a tertiary institution,” Paul lamented.

As regards the issue of the competency of teachers, the head mistress re-

lated that the minimum requirements for the appointment of teachers is five CSEC subjects, inclusive of Maths and English A, while explaining that the candidate would be employed as a Temporary Qualified Master/Mistress. Paul added that it is difficult to secure suitably qualified per-

education dispensers, many of whom continue to teach presently while re-sitting CSEC to be able to attend the Cyril Potter’s College of Education.

sons to fill these positions due to the challenging terrain, lack of the basic amenities, high cost of living and inadequate incentives – suitably qualified persons are not attracted to the hinterland.

One parent underscored that most children at both the primary and secondary levels lack the support of parents or motivation in the home.

“Also the teachers’ biased attitude towards students, for instance favouring children from middle class families over those coming from a poor home; the teachers are not trained to cater for the students with different cognitive levels. In addition lack of textbooks and Internet at school, how can they do extra studying?” the parent questioned.

In the last two years however, improvements have been seen in that there were a few passes in the areas of Mathematics as opposed to previous years where no passes were gained; performance level being deemed unacceptable for that of a school with senior regional status.

When questioned just how confident she was in the upcoming CSEC results, the head teacher was enthusiastic and relayed that much can be expected of the secondary school.

“In regards to the upcoming CSEC results, I am confident that our pass rate will be improved. Over the next five years I see Paramakatoi Secondary achieving more than 75 per cent overall passes in all subjects. The staff will be more qualified and equipped the requisite knowledge and skills to facilitate teaching and learning,” she advanced.

However, this objective would only be realised with successful collaborative efforts between parents, teachers, the Education Ministry and the students themselves.

Guyana Times also spoke with several other teachers, parents and students in the community who echoed the concerns raised by the head mistress and proposed suggestions.

“My recommendation to the Ministry of Education in this regard is to have a different rate for teachers’ salary in the hinterland or provide more incentives for the hinterland teachers,” one teacher stated.

It was suggested that students upon leaving school have more access to Government scholarships as their parents may not be able to afford the tuition. In this way more students will be motivated in the journey to secure not only a better life for their families but assist in the development of the community as a whole.

Paramakatoi Secondary – being the highest ranking secondary school in the region – has students who live on the outskirts/annexes and have to travel long distances daily to attend school, as there is only one primary school at the neighbouring farming settlement of Mountain Foot.

Residents tell of financial burdens … describe community as “ghost town”

peration of the century-old Wales Sugar Estate was brought to an end in December 2016; now, seven months on, hucksters at all the markets contiguous to the West Bank Demerara community of Wales, apart from those who formerly worked at the estate and residents in the surrounding communities, are reporting being affected by the drastic and wide-reaching effects that have followed the entity’s downsizing.

Guyana Times visited the Wales community on Saturday, and observed both the impending and current financial constraints facing residents.

Leela Samaroo, who has sold at the Wales Market for almost 40 years -- about the same time that she wed her now elderly husband -- has observed much decline in sales over the last several months.

“Right now I eased up with the buying, because people don’t [have] money to buy,” Samaroo explained.

Having set up shop for a few hours on Saturday morning, Samaroo decided she had had it for the day. At about 11:30 hrs, she gathered her goods, the majority of which had not been sold, and explained that much produce was left over from the major market day on Friday, which

had also seen reduced sales.

She was heading home.

She told Guyana Times that, for the last two days, she hardly made any sales because many persons have changed their eating patterns to suit their reduced budget.

She explained that she incurs a two-way cost travelling to the Wales Market from the nearby village of Stanleytown, and she has been a vendor since the 1980s. She stressed that she is finding difficulty in paying her electricity and water bills, and added that with her 60-year-old husband being sick, she has had to shelve plans to repair her home.

Asked to compare and assess the changes witnessed between July 2016 and July 2017, the woman explained that all she has witnessed is “worse” than before.

“If you coulda save a dollar, you can’t even save half.

With the chicken place where I buy from, I got a hold-over every week, but the people tell me husband since last week and this week that they can’t do hold-over because the money what you sell and send back can’t do to pay the bills,” the woman noted.

Meanwhile Peter George, a retired security guard who worked at the Wales Estate, related that he was able to

avoid all the employment-related problems associated with closure of the Wales Estate. The 66-year-old noted that money is not circulating in surrounding communities, including Patentia, Vriesland, Wales, Goed Intent, Sisters, and Bellvue.

It was later explained by a Patentia resident that men are opting to purchase their alcohol from supermarkets and imbibe at home, rather than in large groups at rum shops.

Cleveland Brummell, 44, of Two Field, Patentia, had worked at the Estate since he was 16, but it all ended

when he opted for severance, which he finally obtained by early March. This he partly used to fund a down payment on a motorcar, which he intends to have operated for hire. However, he told Guyana Times that there is intense competition on the roads, as many workers have purchased cars but fewer passengers are travelling.

Brummell noted, that in the meantime, he climbs coconut trees and engages in other odd jobs to make ends meet. He explained that he assists in caring for his elderly father, who is in his 70s.

His mother passed away some time ago.

The man expressed that he prefers not to even think about his current financial state, when he compares it to what he had earned.

Local Pandit and Justice of the Peace, Chandreeca Persaud, said his family operated their small shop since the 1970s. He explained that with the estate’s closure, small business enterprises are collapsing as community members turn to supermarkets which often offer cheaper prices on many items.

Persaud leads thousands of devotees, and in his view, the area has become a “ghost town”, a description which was coined long before by several workers and residents when the closure was confirmed in January 2016.

The veteran Pandit told this publication that crime is the community’s greatest af-

fliction. Persaud noted that several delivery trucks and shops were robbed in the past four months. He added that the communities are facing problems with juvenile theft, as many young persons are without employment.

“You can’t leave anything down in your yard,” Pandit Persaud expressed.

On the flipside, Anil Singh is a young proprietor who is making strides and expanding his business. He runs an Internet Café and Video Shop in Patentia, but told this newspaper of the financial challenges that many youths in the Wales area are encountering. The Patentia resident explained that he assists secondary school students, churches and mandirs with information technology classes.

Singh revealed an alternative side to all the harrowing stories of hardships and despair that has befallen Wales. He explained that some families have united and drawn nearer to each other as they face the brunt of the financial hardships brought on by the estate’s closure.

Closure of the Wales Estate was rationalised by Government as a cost-saving measure allegedly after billions of dollars had been allocated to the declining sugar industry. Scaling down of other estates across the country has since been announced.

(GuySuCo) has confirmed the impending closure of Enmore and Rose Hall sugar estates; privatisation of the Skeldon sugar factory; and an overall reduction of the annual production of sugar.

However, the Parliamentary Opposition and other stakeholders have long called for social impact studies to be carried out to assess how communities across the sugar belt would be affected when estates are closed.

Some estimates have pegged a figure of some 10,000 sugar workers being directly affected by estate closures. Additionally, the closures will affect the workers’ family members and the local economies that are dependent on the once thriving industry that brought the foreparents of the majority of Guyanese people to the shores of their homeland.

rime Minister Moses Nagamootoo and his political allies in the A Partnership for National Unity and the Alliance For Change Government (APNU/AFC) must be somewhere now celebrating the victory they think they scored in the National Assembly of Guyana with the passage of the no doubt controversial amendments to the country’s Broadcast Bill of 2011.

Nagamootoo, in particular, may very well feel that he is deserving of personal praise for what is being considered by some supporters of the coalition Government as yet another step in the right direction towards the fulfilment Michael Younge of a core campaign promise.

That campaign promise was the revocation of radio licences that were issued by former President Bharrat Jagdeo back in 2011 before he demitted office. The second part and more politically appealing aspect of the same campaign promise was to deprive those who were labelled during the 2015 elections campaign by Nagamootoo, Cathy Hughes and President David Granger as “friends and family of Jagdeo and the PPP” of private property, equipment and their livelihoods in one of the most humiliating ways bringing an end to the manufactured controversies created by the APNU/AFC political pundits about the issuance of those licenses and their legality.

Having failed to get the Guyana National Broadcast Authority to use its powers to revoke the licences after coming to power in 2015 and failing to challenge the process successfully in the courts, the Government has now moved to the National Assembly to achieve a short-term cosmetic political victory. It knows fully-well that broadcasters are not fools but if they threw enough red herrings into the mix, their real intentions would be concealed. And for a short moment, it was successful after it managed to rile up the broadcasters and public about its demand that TV and radio stations air up to one hour Government sponsored Public Service Announcements daily between 06:00h and 22:00h free of cost.

This demand in itself is reprehensible and should be seen as a threat to the freedoms enjoyed by private broadcasters and their constitutional right to determine their own content and express their ideas freely without interference once they abide by the laws governing the industry and country. It will also affect the profitability of the TV/radio/cable stations as they may have to forego over $427 million yearly. Also, this Government by its very deeds is no direct from the People’s Progressive Party (PPP). The content for the PSA’s will not be crafted by the independent broadcasters at the State-owned National Communications Network (NCN) by Government’s Department of Public Information (DPI) which is led, operated and stacked with political rejects, cronies and politicians handpicked by the APNU/AFC. This DPI is worse than the PPP’s GINA. It is barefaced, indifferent and intellectually bankrupt as far as peddling programmes and shows that adhere to the tenants of good journalism and communication principles, and content that are not partisan as well as independent. So, private broadcasters will also be at the whims and fancies of the APNU/AFC Cabal because they cannot easily reject the subliminal politically flavoured PSAs given consequences that are outlined in the amendments.

But the bigger issue is that the AFC/APNU will now have the power to reject and approve licences that were already legally granted by the State. Forget the State agency that will be used as the scapegoat. These parties must ensure that they too have a piece of broadcast pie and that people who they feel will be loyal to them also have access like the Kaieteur News, CNS Ch 6, Stabroek News and others… So much for criticising the alleged misdeeds of the PPP. The truth is, Nagamootoo and the APNU could care less about righting the ghostly wrongs of the PPP. They are in office not to deliver good governance and policies but to settle personal, ethnic and political scores with key personalities in the Opposition.

As night follows day, when the amendments are signed into law, drama will follow. The agency responsible will reject half of the licences issued in 2011 for radio frequencies, reassign some and challenge some private owners to restructure their operations or face closure. Lawsuits will follow and the country’s Attorney General who has a track record of passing the buck to others, as well as incompetence will lose the initial case before later blaming Anil Nandlall, then appealing it.

Things will return to normalcy for a while and then President Granger will drop the bombshell when he announces the licences he has approved which were recommended by the GNBA. Drama and public disquiet will resurface and things will return to normalcy. In the end, Nagamootoo and the coalition would have done exactly what the PPP did using a different mechanism but the media pundits and gods of virtue would be too coy as well as afraid to point it out because they have already sold their souls to the coalition in return for their ‘brown paper bags’ which contained postings as CEOs, Directors, advisors, PRs and the head of the social media imagery department (SMID).

Guyanese must stand on principle or they will not stand at all. They must reject the APNU/AFC’s thirst to acquire people’s personal private property if they were part of a clearly outlined process in law that allowed them to purchase or own them in the first place. If they claim the process was flawed, correct the system going forward. They are interested in recovering assets, compensate those who will suffer in the end handsomely.

s is required under the Fiscal Management and Accountability Act, the 2017 Mid-Year Financial Report, detailing the performance of the economy for the first half of fiscal year 2017, was on Friday last presented to the National Assembly by Finance Minister Winston Jordan.

Its contents have revealed that the country’s export earnings continue to decline, with gold now joining the list of commodities on the decline.

Minister Jordan has had to again revise downwards his overall projection for national growth. He reports that despite the “historically early budget, the required shift in planning cycles at the sectoral levels failed to keep pace… growth for the year has been revised to 3.1 per cent from 3.8 per cent.”

The Finance Minister has also reported: “Spending was less than one-third of the budgeted allocation.”

Gold

Of note in the report is that while many of the traditional sectors, such as sugar and forestry, continue to perform poorly, the gold sector -- which has been credited with keeping the economy buoyant in recent years -- has now also begun to decline in terms of production and earnings from sales on the international markets.

Total earnings from gold exports declined from a high of US$390.7 million in the first half of 2016, to US$388.8 million in the first half of 2017 -- a decline the equivalent of Gy$404 million.

The information contained in the Finance Minister’s Report contradicts recent pronouncements made by Natural Resources Minister Raphael Trotman, who had projected growth in the gold sector based on the first quarter performance.

Minister Jordan attributes the decline in gold earnings and production to poor weather, despite a marginal increase in average export price over the period.

Actual Gold production fell by 1.7 percent to 317,096 ounces in the first half of 2017, compared to the same period in 2016.

Of the total gold declared, Minister Jordan said, 65.7 per cent came from smalland medium-sized miners

According to Jordan, however, compared to the first half of 2016, rice export earnings declined by US$11.1M to US$77.2M, in the first half of 2017. This, he said, was due to a decline in volume exported despite higher export prices.

The Minister, however, noted that due to high levels of production, exports are expected to grow during the second half of 2017, as millers reduce their inventories.

Mining

The Bauxite Industry also continued along its economic decline, recording a further 11 per cent decline in production in the first half of this year.

According to the information supplied by the Finance Minister, the bauxite industry declined by 11.5 per cent as a result of reduced production of higher-value grades.

“This was due to poor weather combined with mechanical issues at one of the mines,” Minister Jordan says.

He reported, however, that production of metal grade bauxite (MAZ) increased by 97,016 tonnes, or 21.3 per cent.

He said the favourable international price for aluminum in 2017 is expected to boost output of bauxite during the second half of the year.

The other sectors of the mining and quarrying industry contracted by 13.1 percent in the first half of 2017, in comparison to a positive growth of 13.9 percent in the first half of 2016.

This decline, he said, is driv-

en by a reduction in the production of diamonds, sand, and stones.

“Declining diamond production was attributed to falling global prices and possible substitution by some miners into the gold industry as a result of the favourable prices of gold.”

Traditional sectors

The minister did report some good news, in that the manufacturing sector recovered in the first half of 2017, growing by 9.9 per cent following a decline of 14.1 per cent in the corresponding period in 2016. He said this was mainly due to expansion in the rice sector.

According to Jordan, rice produced in the first half of 2017 was recorded at 349,867 tonnes, an increase of 31.6 percent over production in the first half of 2016.

This noteworthy performance, he said, was attributed to a rise in acreage sown in all regions, especially in Region Five, where acreage sown rose by 30 percent to 42,595.

Overall, the agriculture, fishing, and forestry sector grew by 6.4 percent in the first half of 2017, underpinned by the recovery in the rice industry and improved performance in the fishing industry.

Sugar earnings

According to the Finance Minister, sugar production fell by more than 12 per cent to 49,606 tonnes at the half year, compared to 56,645 tonnes during the first half of 2016.

“This shortfall was mainly due to no production at the Skeldon estate, because the boilers were unsafe and required significant repairs,” he explained.

He also blamed the shortfall on late supply of critical operating materials such as fertilizer; pest damage, particularly at the Blairmont and Uitvlugt estates; unfavourable weather; and strikes and absenteeism.

As a result, the industry was unable to reap its entire first crop, with approximately 150,000 tonnes of cane being carried over to the second crop of 2017.

Despite the lower-than-anticipated production locally, prices on the international market did see sugar earning better than expected prices, bringing in US$19 million for the first half of the year.

Among other exports, fish and shrimp, as well as and rum and other spirits, and wood products showed significant growth in the first half of 2017, compared to the same period in 2016.

She was replaced by a supporter of President Maduro, Tarek William Saab.

Dozens of National Guard officers in riot gear had taken up position around her office.

Sharing pictures of the scene, she tweeted: “I denounce this arbitrary act before the national and international community.”

S Secretary of State Rex Tillerson has the unenviable task of exploring USRussian cooperation following Washington’s latest sanctions on Russia and Moscow’s expulsion of US diplomats.

Tillerson and Russian Foreign Minister Sergei Lavrov meet this weekend at a regional forum in Manila, their first face-toface talks since President Donald Trump reluctantly signed into law sanctions that Russia said amounted to a full-scale trade war and ended hopes for better ties.

The sanctions, which passed both houses of Congress by overwhelming majorities despite Trump’s objections, in part target the Russian energy sector, with

British model kidnapped in Milan 'to be sold in online auction'

British model was drugged and kidnapped in Milan to be sold in an online auction, say Italian police.

The woman, 20, had arrived in the city to take part in a photo shoot arranged through her agent, but was abducted and held captive for six days.

Polish national Lukasz Herba, 30, who lives in the UK, has been arrested on kidnapping charges, police

said.

The Foreign Office said it was providing consular support to a British woman.

The model, who has not been named, arrived in Milan on 10 July.

She arrived at an apartment the following day for the shoot, where she was attacked by two men, said police.

North Korea missile “seen from Japan”

he United Nations Security Council has agreed on fresh sanctions against North Korea over its missile programme.

A resolution banning North Korean exports and limiting investments in the country was passed unanimously.

Pyongyang tested two intercontinental ballistic missiles in July, claiming it now had the ability to launch a strike against the entire United States. The tests were widely condemned.

However, experts doubt the capability of the missiles to hit their targets.

by South Korea, Japan and

the US, and prompted the drafting of the new UN sanctions.

The export of coal, ore and other raw materials to China is one of North Korea’s few sources of cash.

Estimates say that North Korea exports about $3bn worth of goods each year and the sanctions could eliminate $1bn of that trade.

Earlier this year, China suspended imports of coal to increase pressure on Pyongyang.

However, repeated sanctions have so far failed to deter North Korea from continuing with its missile development. (BBC)

Colombian airline suspends 7 dead as bus plunges off a cliff service to Barbados

he Colombia-based Avianca Airlines is no longer flying to Barbados.

It suspended the service last Friday, citing operational limitations.

“Due to operational limitations, Avianca decided to suspend flights between Bogota and Barbados indefinitely,” the company said in a statement, as it assured that efforts would be made to provide a solution for travellers with reservations on cancelled flights.

“Avianca regrets the impact that the suspension of operations may have on customers and thanks [them for their] understanding [of] this measure aimed at preserving safety and security,” it added.

The sweep shot is likely to become a taboo subject for Bairstow and James Anderson for the foreseeable future after the wicketkeeper-batsman became the first man to get out lbw on 99 in a Test for England since 1938.

That was the unfortunate fate to befall Bairstow against South Africa in the fourth Test at Old Trafford on Saturday, where the 27-year-old fell agonisingly short of deserved, three-figure recognition for mounting a thrilling counterattack early on day two.

ustin Gatlin ruined Usain Bolt's farewell party when the 35-year-old American won the world 100 metres title on Saturday, beating the Jamaican superstar into third and sparking a chorus of boos from a London crowd unhappy with his doping past.

What was meant to be a glorious celebration of the departure of the sport's greatest showman turned into a condemnation of its biggest pantomime villain as Gatlin, twice banned for drug offences, rolled back the years to win a second world title 12 years after his first and 13 after claiming Olympic 100m gold.

As so often before Bolt made a terrible start but this time he could not make it up as Christian Coleman, the 21-yearold American who beat him in the semi-finals, looked set for victory.

But Gatlin, who stumbled at the death to lose the 2015 world final by a hundredth of a second to Bolt, on this occasion timed his surge and dip to perfection to win in 9.92 seconds.

Coleman, who has run over 40 races this year but turned professional only a few weeks ago, took silver in 9.94.

Bolt, straining every sinew, fought all the way to the line but the pace and grace that took him to his world record of 9.58 eight years ago has withered with age and perennial injury battles and this time he ran out of track.

"It's just one of those things," Bolt said. "My start is killing me. Normally, it gets better during the rounds but it didn't come together."

When the results flashed up on the giant screen the crowd immediately began repeating the booing with which Gatlin's name had been greeted since the heats on Friday.

Perhaps unsurprisingly, his first response was to put his finger to his lips to indicate silence.

"I tuned it out (the boos) through the rounds and stayed the course. I did what I had to do," Gatlin said.

"The people who love me are here cheering for me and cheering at home.

"It is Bolt's last race. I have had many victories and many defeats down the years. It is an amazing occasion. We are rivals on the track but in the warm-down area we joke and have a good time. The first thing he did was congratulate me and say that I didn't deserve the boos. He is an inspiration."

superb 191-run stand between Kusal Mendis and Dimuth Karunaratne gave Sri Lanka hope of avoiding an innings defeat against India.

Kusal Mendis and Dimuth Karunaratne finally offered some Sri Lanka resistance against India but the tourists remain on course to wrap up a series victory in Colombo.

Sri Lanka fell to a humbling 304-run defeat in the opening match of the series in Galle and appear set for another heavy loss in the Second Test after being bundled out for 183 in their first innings - 439 runs behind India’s 622-9 declared.

Stan Wawrinka beat Novak Djokovic in last year’s US Open final

S Open champion Stan Wawrinka will not defend his title in New York later this month because of a knee injury.

The 32-year-old announced on Facebook he has had surgery on the problem and will return to action in 2018.

Last month, the Swiss struggled and needed ice on his knee as he was knocked out in the first round of Wimbledon

by Russia’s Daniil Medvedev.

“I love this sport and I will work hard to get back to my top level and play many more years,” said Wawrinka.

This season, the three-time Grand Slam champion reached the final of the French Open and the semi-finals of the Australia Open.

He added: “After talking with my team and doctor I had to make a difficult decision to undergo a medical intervention on my knee. This was the only solution to make sure I will be able to compete at the top level for many more years.

“This is obviously extremely disappointing, but I am already looking ahead and planning my recovery. I love this sport and I will work hard to get back to my top level and play many more years.

“I also want to take this opportunity to thank my fans for sending plenty of messages of support during the last couple of days. I will see you all in 2018.”

Senior Body Building Championships on tonight at the Marriott

he Guyana Amateur Body Building and Fitness Federation (GABBFF) will tonight host its Senior Body Building Championships at the prestigious Marriott Hotel in Kingston, beginning from 19:00hrs sharp.

President of the GABBFF, Coel Marks, disclosed to Guyana Times Sport that the venue was chosen because the federation is looking to add a touch of class to its flagship event of the year, while at the same time seeking to reach a wider audience.

Marks said the federation held a meeting with the athletes on Saturday, ahead of tonight’s event; and he noted: “The athletes are all dialled in and rearing to go out there. With the addition of a few overseas-based body builders, the pressure will be on the local athletes to perform.”

he King of the Wicket -- a one-day knockout cricket tournament to be staged by the Guyana Students Association (GUYSA) of the University of the West Indies’ Cave Hill Campus -- scheduled to be played at the Malteenoes Sports Club (MSC) Ground today, has been rescheduled to Sunday, August 13, at a venue to be confirmed soon.

According to President of GUYSA, the sole reason why this tournament was postponed is the inclement weather that has affected ground preparation.

Top teams from all parts of the country are expected to showcase their power-hitting ability in this very short format of leather ball cricket. The first ball bowls off at 9:00h.

Food and drinks will

be on sale when the tournament is staged, and an admission cost of $500 would apply to the event.

There is no registration fee applicable to participation in the tournament. Interested teams can contact President of GUYSA, Shaquille Williams, on telephone number 638-1389.

The Guyanese Students Association (GUYSA) is a non-profit organization established on 1st January, 2016. GUYSA is the official student representative body for all Guyanese students on the Cave Hill Campus of the University of the West Indies (UWI).

nclement weather has caused the Demerara Cricket Club to shift commencement of its Summer Camp from Monday, August 7 to Monday, August 14.

The camp will also now be operated as a collaborative effort between the DCC and the Georgetown Cricket Club (GCC).

The camp will be facilitated by established local coaches, namely Mark Harper, Reon King, Garvin Nedd and Orin Bailey, among others, who will be tasked with the following aims of the programme: Teaching and reinforcing the basics of batting, bowling, wicket keeping and fielding; development of skills; building and improving athletic capability; mental skills training; personal and life skills training; Instilling discipline in participants; introduction to goal-setting; tactical awareness; captaincy and leadership skills training; and participation in various matches.

Children will be placed into groups according to age and skill level, and are encouraged to bring their own equipment.

However, DCC will have gear for participants to use.

The organisers are also encouraging the youths to bring their water bottles, rags and hats.

The programme aims to attract 60 participants. Registration forms can be picked up at DCC after 16:00h. The fee is $6000, or $2000 per week.

Guidelines for the programme will be available when uplifting the registration form.

hird round action in the Corona Beer Invitational Football tournament got underway on Friday evening at the Georgetown Football Club with three matches.

Beacons FC, who suffered a 13-1 thrashing at the hands of Western Tigers on Sunday last, rebounded well to rout Black Pearl FC by 7 goals to nil.

A brace each from Darian Dickson (17th and 50th minutes) and Quasan Mc Aulay (26th and 47th minutes) ensured that Beacons took charge of the one-sided affair; while Kimba Braithwaite (29th), Patrick Joseph (76th) and Keifer Brandy (81st) scored a goal apiece to cement their side’s resounding victo-

ry.

A young but ominous Pele side dominated a sluggish looking Flamingo side to emerge 5-0 winners in the second game of the night.

Despite playing in less than favourable conditions, the Pele players played attractive and attacking football. However, it was not all perfect, as they were guilty of poor finishing on several occasions, failing to convert fairly easy chances.

Captain Stephon Hussain led by example as he netted a double, opening the scoring for Pele in the 27th minute and scoring his second in the 75th minute. Hussain was ably supported by Thairys Payne, who got his name on the score sheet in the 34th minute, while Dorwin George had the simplest of finishes in the 71st minute off of an exquisite cross. Mark Jahju also got in on the act in the 76th minute, to round off a well-deserved victory for his team.

In the final game of the night, Northern Rangers recovered from a poor first half to come from behind and eventually beat Santos FC 3-1.

embers of the National Male and Female Hockey teams have all benefited from free gym membership at the Buddies Gym, ahead of the Pan-American Indoor Hockey Championships to be staged in October.

Guyana will, for the first time, be hosting this tournament, and the action is slated for the Cliff Anderson Sports Hall.

This was revealed by Guyana Hockey Board President Phillip Fernandes on Saturday.

“This is a very important occurrence for the Guyana National Hockey Team. In the past, we’ve tried our best to prepare teams with what limited resources we have. We’ve had our chal-

lenges, and preparing a top hockey team requires a lot of different aspects, including not just technical and tactical training, (but) physiological competence, speed, endurance training, physical strength, and all these different things. Therefore, what we are trying to do this time around is (embrace the) opportunity here to develop the strength and endurance of our athletes to a greater level than we have in the past. Our coaches have been working very hard with them, and we see these other components adding to our ability to really perform at an international (level),” Fernandes explained.

He also pointed out: “It is expensive to utilize a quality gym for a team of athletes to prepare, and therefore we are very happy to have this opportunity provided by Buddies Gym, where we

can have both our women’s and men’s teams train here. With free membership for six months leading up to the championships, we’re very happy to have this partnership with Buddies.

Their sponsorship is of significant value to us, and we are going to have our teams make the best use of it, and hopefully add to our chances of success.”

Guyana will, come October 14th, embark on hosting its first even Pan American level hockey championships.

The tournament is called the Indoor Pan American Cups, and will feature two simultaneous competitions for men and women. It will serve as the Pan American Continental Qualifier for FIH Indoor Hockey World Cups, scheduled for February 2018 in Berlin, Germany.

he National Male U-15 team will depart Guyana today for Trinidad, en route to Florida, USA as preparations heat up for the CONCACAF U-15 Boys Championships, to be held from August 13th to 19th, 2017.

During the five-day stay in Trinidad and Tobago, the team will be engaged in three practice matches against youth teams, and Golden Jaguars’ Assistant Coach, Charles Pollard, who is based in Trinidad, will work with the players on developing defensive techniques.

Technical Director of the Guyana Football Federation (GFF), Ian Greenwood, has said the team has had a very successful camp: “The squad's pre-tournament camp in Guyana is coming to an end after an extremely successful and productive period. The players, throughout the various encampments, have shown professional attitude both on and off the field (and) at all times,” he declared.

As part of the activities during the encampment period, the team benefited from sessions facilitated by the Ministry of Social Cohesion on sexual offences and gender-based violence. The sessions were conducted by Mr. Adel Lilly, Senior Gender Specialist attached to the Sexual Offences and Domestic Violence Policy Unit. The sessions addressed how to identify and prevent various forms of violence.

The 18-man male squad consists of two goalkeepers, six defenders, five midfielders and five forwards from seven GFF-Scotiabank Academy Training Centres (ATC) and one player from Region One. The team is headed by Bryan Joseph, who is assisted by Devon Winter, while the Goalkeeping Coach is Eon De Viera.

t. Kitts and Nevis Patriots opened their Hero Caribbean Premier League quest with a win over Guyana Amazon Warriors earlier today in Lauderhill, Florida.

In their fifth head to head clash in the League’s history, Patriots recorded their first win after successfully chasing 124 for victory to win by four wickets.

Warriors made 123-7 from 20 overs batting first, with Chadwick Walton striking 60 as Pakistani fast bowler Hasan Ali bowled well to captured 2-18 from his quota of four overs.

In reply, Patriots stumbled midway through their chase but a solid partnership worth 49 runs between Carlos Braithwaite and Jonathan Carter helped them home with one over to spare.

Braithwaite made 31 comprising three massive sixes while Carter remained unbeaten on 29.

Steven Jacobs and Rayad Emrit impressed with the ball to claim two wickets apiece.

eigning champions, Jamaica Tallawahs were upstaged by Barbados Tridents in their opening match yesterday at Lauderhill, Florida.

Tridents triumphed by 12 runs compliments of an all-round performance by spin bowling all-rounder Akeil Hosein, who hit an unbeaten cameo of 22 off 10 deliveries inclusive of a six and a four before returning to snatch 2-24 in a challenging spell.

The 2014 champions managed the win despite threats from Pakistani all-rounder Imad Wasim, who was competitive with bat and ball. He first took 2-16 from four economical overs then remained unbeaten on 16 as he unsuccessfully fought in the latter stage to win the match for his team.

Shoaib Malik top scored with 33 for the Tridents while Dwayne Smith 28 and South African all-rounder Wayne Parnell 25 contributed to their team’s total.

mancipation Day is observed in many former European colonies in the Caribbean, South Africa, Canada and areas in the United States on various dates.

This day commemorates the emancipation of African slaves. It also observes areas regarding the abolition of other forms of slavery.

Emancipation Day in Guyana is celebrated on August 1 and commemorates the abolition of slavery in Guyana in 1834.

A former slave, Cuffy, has become the symbol of the abolition of slavery in Guyana.

Cuffy became famous due to his leading the 1763 revolt of more than 2,500 slaves against the colony regime. He was an Akan man who was captured in his native West Africa and stolen for slavery to work in the plantations of the Dutch colony of Berbice.

He died in 1763 and is considered a national hero in Guyana.

lion, February 23, has been celebrated as the Republic Day in Guyana since 1970. Cuffy is immortalised by the 1763 Monument located at the Square of the Revolution. The monument was designed by the late Guyanese artist, Philip Moore.

In 1977, Guyana issued a series of stamps featuring the Cuffy monument to commemorate the 1763 slave revolt and the abolition of slavery in Guyana. It is catalogued in the Scott Catalog as #'s 263-66. These stamps are featured today.

hile pursuing academic studies at Queen’s College, 18-year-old Satesh Persaud divided his time between studying and crafting a mobile application for local telecommunications company, Guyana Telephone and Telegraph Company (GTT).

Notably, Persaud created a shortcut to provide customers with a simplified approach to GTT’s mobile services.

“The app I designed is called GDial. It has one simple goal and that is to simplify the way users access options in GTT *100# menu.

GDial presents the options from the *100# menu in a simple and organised manner. To select an option, you simply tap on it. When you tap an option, you automatically dial the number that takes you straight to the result for that option. For example, tapping the Dynamic Balance option instantly dials the number and displays your Dynamic Balance,” the computer science student

explained to Sunday Times Magazine.

Persaud described himself as a “fan of all things relating to computers and programming”. He added that his idea for the app was in the making years before he learned about developing Android apps.

“Back then, I just thought someone should build an app to do this, but no one did.

Then one day, sometime in September 2015, I just suddenly decided to try Android app development. And that started a long journey of fun self-learning that I don’t want to end. When I’m learning something new, I need some sort of goal as motivation to keep learning and that’s when I decided to make this app my goal. I kept learning and working on the app since then and that continues up to now,” he expressed.

The self-taught programmer can now boast the creation of his very own app at such a tender age.

“It was quite tough to manage school and develop the app, especially since I had to learn how to develop the app at the same time. I did most of the work after school and during holidays.

I didn’t really have a project plan. I just did something and if I liked it, I kept it. If I didn’t like it, I im-

proved on it. Due to that, the app took over a year to develop before I first released it,” he recalled.

Persaud’s dedication to his studies paired with his passion for creating GDial stands as a testimony of the invaluable talents and skills that exist locally.

Additionally, the 18-yearold’s creation is an inspiration to other young aspiring innovators, who Persaud urged to “explore their possibilities and work tirelessly towards achieving their goals”.

The GDial app is now available for download on Google Play Store and is free of cost.

Artist Vimaldat ‘Chris’ Bissessar

F

or 17-year-old Vimaldat ‘Chris’ Bissessar, art means expressing every emotion coursing through his body via his paint brushes, pens and pencils. Art gives him the opportunity to “create magic”.

Chris, as he prefers to be called, was born on May 6, 2000 and is an only child. He attended the West Demerara Secondary School, where he recently wrote CSEC. “Growing up I was always an artistic child, constantly doodling on my text books. Teachers from primary school and my parents were always enthusiastic and very encouraging of the scribbles I gave them,” Chris recalled in an interview with Sunday Times Magazine.

Although his passion for art started from childhood, Chris explained he became even more enthused when he stumbled upon a watercolour ‘speed painting’ video on YouTube.

“I bothered my father to take me shopping for art supplies. I bought everything that I needed and instantly went home

and slowly started painting. I remember being very pleased with my first painting. After that, I progressed and would use my savings and allowances to buy more brushes, paper and books on how to paint - which mostly helped - but my greatest teacher was the internet,” Chris recollected.

Additionally, the artist stated that his inspiration came from American painters, Bob Ross and Lena Danya. Inspired, Chris started with watercolour painting. He also wholly enjoyed the “simplicity” exhibited by French YouTuber called Tillth.

“I was inspired to pursue art because of its dying culture; this amazing and beautiful practice needs to be kept alive and practiced more frequently. Due to the greater development of technology, there is not much need for actual paintings. I feel that there is just a timeless beauty in art that needs to be preserved.

It is a skill that should be encouraged in schools because it presents a way for individuals to express themselves, on canvas,” expressed Chris.

able with watercolour, the artist then progressed on to oil paintings - a transition that many warned was the “hardest form of painting”. But Chris was up for the challenge; he saved his allowances and bought the necessary materials required to venture into oil painting. Looking back, Chris said he has no regrets and enjoys every second of oil painting.

The young artist pointed out that the art industry in Guyana is suffering. He believes that it is an area “no one sees as important”, but hopes this situation changes when he decides to officially launch an art career.

“I find some artists in Guyana only focus on real shots and references; there are no additions to make that painting more photogenic or whimsical, which is more my style. Art in Guyana is quite underdeveloped in my perspective.

There are talented individuals, but there are very limited avenues of showcasing their skill or display their work,” Chris noted.

Apart from painting, Chris enjoys photography.

Both the painting and photography processes push him to always produce his best.

“I aim for something to be beautiful with a photogenic attribute. My pieces are contrasted and heavily saturated, but they always vary. I find myself using cool colours, the majority of the time. At the moment, I'm hooked on oil painting, so who knows what other art form I shall explore lat-

Danielle pointed out that these organisations have been very helpful in getting her the assistance she needs in Guyana.

“There have been a lot of things that inspired me along my journey, including support from my family and friends.

I can say my last bit of inspiration came from my visit to the Coconut Festival last October in Guyana. Seeing all the products and small business owners gave me the final ‘ok’ to put Indigenous Coconut Oil into motion. I haven’t partnered with any organisations as yet, but I am very open to hearing from organisations with potential for partnership and creating future opportunities,” she declared.

Additionally, she hopes to meet with students at various schools in Guyana to encourage and empower them. Her goal is to also partner with local villages and continue to be a platform to market natural products from Guyana and indigenous communities.

“I hope to also meet with any government officials interested in my story. I hope by meeting with them, we can create a blueprint for new job opportunities in Guyana. In the future, I would like to add more products to my brand.

I feel that as the brand grows, the demand for product from Guyana will grow,” Danielle stated.

Miss Global International Guyana 2017 fervently advocates for healthy living after her mother became critically ill

n ardent promoter of healthy living, recently crowned Miss Global International Guyana 2017, Cynthia Dookie, is convinced “that many life-threatening illnesses can be curbed and/ or prevented if we make healthier choices as it re-

lates to our diets and wellness”.

In an interview with Sunday Times Magazine, the 23-year-old said Miss Global International Guyana is not her first pageant. She was a contestant in the Miss India Guyana 2017 pageant,

in which she placed second runner-up or “Second Princess”, was awarded Miss Fitness, and second place within the ‘Beautiful Heart’ category.

Cynthia’s platform in the Miss Global International pageant is “health and fitness”. She explained that the reason for her platform’s choice was as a consequence of her mother being admonished by doctors to basically “get healthy or die”.

“Becoming a fitness trainer was something I never decided on, but just happened in my life, and I’m so grateful it did. A few years ago, my mom got sick and was told by doctors if she didn't make drastic changes in her life, such as her diet, she would die. This was an eye-opener for me, and my mom and I took matters into our own hands. I decided that the only way I was going to get her to work out and eat healthier was if I did it with her,” Cynthia disclosed.

After a few months of hard work and dedication to improving both herself and mother’s health and fitness, an opportunity arose for Cynthia to become a personal trainer,

I also intend to use my title as a means to reach out to young women and help to motivate them as it relates to building their self-esteem and creating better versions of themselves,” the beauty queen declared.

The Shaping of Guyanese Literature

cholars will differ on the most defining event leading to the ‘full’ emancipation of enslaved Africans in Guyana. After reading the only fictional account of the 1823 Demerara slave uprising, it would appear that the above event was the most critical on the road to freedom.

The fictional account in reference is a book titled “Ratoon”, published in 1962 and written by prolific Guyanese author, Christopher Nicole.

“Ratoon” is based on an improbable romance of two protagonists - a white female plantation heiress and a black male slave and freedom fighter/rebel leader.

Nicole used this ‘improbable romance’ to reconstruct a revolt spawned by the promise of freedom and freedom delayed. There were many other factors spawning that revolt, such as the inherent desire for freedom, overwork due to a decline in labour force, increased hours of work, the switch from cotton cultivation to sugar and personal grievances. Religious considerations played a major role in the revolt.

Subtle ways were employed by plantation management to restrict the enslaved from attending church, including work on Sundays; teaching from the Bible, which portrayed all men as equal in the sight of God; and the story of the deliverance of Jews. Some of the enslaved revolted for complete freedom, while others wanted Sundays off and additional days of rest.

In August 1823, thousands of slaves from about 55 sugar plantations on the East Coast of Demerara banded together to remonstrate their cause.

there was a tightening of the screws on available labour force, which meant the condition of slaves worsened. The awful condition of slavery on the Demerara plantations was graphically described by Rev. John Smith in his journal covering the years 1817-1824 he lived, and leading up to his death in British Guiana.

Posted to British Guiana, Smith and his wife sailed from Liverpool, England arriving

in Demerara on February 23, 1817. Apart from the rough welcome from the muddy Demerara River, Smith was greeted by Governor Murray with the ultimatum which forbade Smith teaching the slaves. If he did, then the governor threatened to banish him immediately from the colony.

Despite that warning, Smith revived the mission station (Bethel Chapel) at Plantation Le Resouvenir vacated by Rev. John Wray.

Smith’s evangelism was an instant success. He preached to large congregations, often spilling out of the chapel. That response encouraged him to start a class preparing slaves converted to Christianity for catechism and baptism.

Of course, he raised the ire of the governor and many planters. So at the time of the insurrection, in 1823, it was not difficult for Smith to fall foul of the law of the land. Martial law was imposed, hundreds of slaves were butchered, many hung and displayed in public for months, and John Smith was arrested. A frail and sick man, he was incarcerated for some seven weeks then tried in a court martial lasting some 28 days. He was condemned to death.

A reprieve by the home government was granted, but before this news reached the colony, he died in prison.

Although Smith’s work was influential in the revolt, it was the Christianised slaves who planned and executed the revolt. Slaves like Jack Gladstone, Quamina, Seaton, Manuel and Richard of Plantation Success, Telemachus and Joseph of Plantation Bachelor’s Adventure, Sandy of Plantation Non Pareil, and Paris of Plantation Good Hope.

Against that backdrop, Nicole placed his main characters, Joan Dart, heiress to the

Plantation, and Jackey Reed, Christianised slave and leader of the revolt. The novel also included the role of John Smith and Governor Murray.

The book covers events from Thursday, July 24 to Friday, September 19. The actual start of the revolt was August 18, and by August 20 it had fizzled out.

don’t cut down the tree or else a dangerous flood will emerge from it.”

But Pia continued to ignore him, so in frantic haste he began to collect bees’ wax and fallen fruits which he stuffed into the sharp gashes the axe made on the tree trunk.

Akuri hoped that his action would prevent any flood that he feared would spew from the damaged tree. But as fast as Akuri kept filling the gashes, Pia continued to hew away at the tree trunk.

Then Pia’s axe sank far into the trunk which had become as soft as a papaya tree, and at any moment it seemed as if the tree would tumble over. By this time, a large crowd of people had gathered at the scene and they watched as Pia chopped away while Akuri tried desperately to stuff the deep cuts with wax and fruits.

Soon, the great tree began to sway, but just as it was about to fall, the onlookers heard a loud shout. It was Anzik, Pia’s close friend, who came rushing up to save tree of life. He had been away from the village and, on his return, had learned from some children of what his friend intended to do.

He shouted to the forest spirit, who was

his protector as well, to make the tree trunk as hard as rock. At once, the forest spirit heeded his call and immediately Pia’s axe no longer had any effect on the tree.

But the damage was already done. With the trunk cut more than half-way across, the mighty tree swayed and then crashed heavily with a loud creaking sound to the ground.

Its wide-spreading, heavy branches knocked over all trees nearby, and its fruits flew off in all directions. And as slammed to the ground, the force of its weight split a large section of the trunk and tore up the deeply embedded roots which erupted from the soil, causing a destructive earthquake all over the land. Great blocks of rock were ripped up and thrown in the air as well, and as they fell back they formed a range of high mountains stretching as far as the eye could see.

As for the enormous trunk of the tree of life, it also rose up to the sky in the form of a massive rock, and created a towering mountain which later became known as Roraima.

And from its base where the ripped-open trunk once stood, a gigantic spout of water shot out and began to flood the entire countryside. While Pia and some of the villagers saved themselves by rushing to higher ground, many people and animals in the surrounding areas could not escape the deluge.

The flow was so fast and furious that large numbers of them drowned because they could not reach high land quickly enough.

One of those lucky enough to escape was Akuri. He ran as fast as he could, but his short chubby legs proved to be a disadvantage. As the flood waters were almost upon him, the forest spirit mercifully transformed him into an agouti, and his new-found swiftness of feet enabled him to scamper rapidly up the steep side of Mount Roraima, high above the raging waters of the mighty flood.

eep within the forest stood a massive tree. This tree was a very unusual tree because it had magical qualities that enabled it to produce all kinds of fruits on its wide leafy branches. It also had an immense trunk and was much taller than any other tree, rising like a majestic mountain in the middle of the forest. Large knots protruded from its bark, and its branches were so thickly covered with leaves that they blocked the sunlight from reaching the ground.

Nevertheless, it was always full of life since large flocks of birds and swarms of insects occupied its branches and fed on its delicious fruits, which emitted a pleasant fragrance all around. All the people in the surrounding countryside came to this special tree for its abundant supply of fruits and most of them felt that they must make special efforts to ensure that it was carefully protected. For its colossal size and magical properties, it was known as the tree of life.

But Pia, the well-known powerful and muscular woodcutter, was determined to test his skills by cutting down this mammoth tree. One day he expressed his thoughts to the men in his village.

“All over the land everyone would regard me as the greatest woodcutter if I chop down this tree,” he boasted.

But Akuri, the short rotund farmer, immediately objected to his plan.

“How can you ever think of cutting down the tree of life?” he remonstrated. “It provides fruits for us all year round. If you chop it down, we will lose a most valuable resource, and, furthermore, our ancestors warned us that if ever that tree is cut down a destructive flood will spread all over the land.”

But Pia shook his head in disbelief.

“It’s just an old superstition that cutting down the tree will bring about a flood,” he declared. “I don’t believe that will ever happen. And if I cut down the tree, we can easily transplant pieces of its branches all over the land, thus enabling more fruits to be available after a little while.”

Opinion was divided over his statement,

and while some agreed with him, others, including Akuri, continued to raise objections.

But nothing could deter Pia, so he grabbed his heavy axe, threw it across his broad shoulders, and strode into the forest towards the magic tree. Akuri, worried as ever, hustled behind and pleaded with him to desist from any rash action.

Soon after, Pia arrived at the magic tree and stood beside its huge trunk under the thick branches looming overhead. He lifted his axe and made a heavy chop on the trunk.

But the wood was so hard that the heavy axe bounced back without leaving a mark on it.

Again and again he swung the axe, but it had no effect at all.

Standing close by, Akuri pleaded for Pia to stop his madness, but the woodcutter ignored him and continued to chop away.

As Pia realised he was making no headway, he suddenly remembered that he could call on the forest spirit to soften the wood of the magic tree. This he did, and almost at once, the forest spirit, who had always protected him, softened the wood and the heavy axe began to cut deep into the trunk.

Seeing this, Akuri begged, “Please, Pia,

Carahaa Landing

arahaa Landing camp is an exciting ‘hammock camp’ located on the banks of the Burro Burro River, three miles from Surama Eco-Lodge in North Rupununi.

In a large clearing of the dense jungle, there is a large, open benab for hanging hammocks; a smaller adjacent benab has a table and cooking area where food is prepared over an open fire.

It is a basic set-up but the permanent structure provides good shelter for anyone wishing to experience a night camping in the jungle without roughing it too much.

Staying overnight at the camp also allows visitors to experience night walks through the jungle, and late evening and very early morning canoe trips on the river, when the animals and birds are most active.

For birding enthusiasts, it is a great location for spotting some of Guyana’s famed birds.

han Anthony Seecharan is an applauded designer and entrepreneur known for his creative flair.

The designer was born in MabarumaHosororo, a small village in Region One. Coming from a family of tailors and seamstresses, it was no surprise Shan would one day become an admired designer.

However, his fervour for designing was not only innate, but was born as a coping mechanism during his “darkest moments”.

“It was during my darkest moments I started designing.

Eventually, designing turned out to be the brightest moments in my life,” Shan disclosed in an interview with Sunday Times Magazine.

The 22-year-old mentioned that about four years ago he officially started designing, although he was honing his talent years earlier.

Not only is Shan a designer, but also owns a photography and events decor business.

Under his label, SAS Designs, the self-taught designer has launched three clothing collections: ‘Fresh Blooms’, which was launched in December 2015; a bridal collection in 2016; and ‘Golden Treasure’ in May 2017.

“My main focus is to build my brand, making it bigger and better, and to own my own SAS Designs empire,” Shan declared.

Green Tea Lemonade How to Fold Fitted Sheets Ingredients:

2 green tea bags 4 cups boiled water 1 cup sugar Juice of 4 lemons 2 cups cold water

Instructions:

Steep green tea bags in 4 cups of boiled water for 15 minutes. Remove tea bags then add sugar and stir until dissolved. Stir in lemon juice and cold water.

Serve chilled.

Follow these simple steps on how to fold fitted sheets perfectly to keep your linen basket/closet clutter free.

Slip both hands into two adjacent, inside-out corners of the longer side of the fitted sheet.

Plantain Fritters Ingredients:

2 green plantain, peeled and shredded 2 tsp garlic paste ½ tsp salt Oil Mayo Dip ½ cup Mayo 3 tsp lime juice 1 tsp celery, finely chopped 1 tsp honey Salt and pepper to taste

Instructions:

To make the fritters, mix shredded green plantain, garlic and salt. In a frying pan add enough oil so it’s about ½ inch deep and heat over medium fire. When oil is hot, scoop the shredded plantains (about 2 tablespoon) and then press gently for form a patty. Slide into the hot oil and cook until both sides about 2-3 minutes until golden brown, flipping after the first side is brown.

Remove from oil and drain onto a paper towel.

A

range of liquid-filled iPhone cases is being recalled after reports of skin irritation and chemi-

cal burns associated with the products.

The cases, some of which carry the Victoria's Secret

brand, contain glitter floating beneath their plastic surface.

Consumers are at risk of

irritation, blisters or burns if the liquid leaks and comes into contact with skin.

The recall is in effect in the US, Canada and Mexico.

"One consumer reported permanent scarring from a chemical burn and another consumer reported chemical burns and swelling to her leg, face, neck, chest, upper body and hands," wrote the US Consumer Product Safety Commission in its press release.

It added that about 263,000 of the cases had been sold in the US. Images of the affected products, some of which carry the Victoria's Secret, Henri Bendel or Tory Burch brand, have also been posted online.

acebook is to step up its efforts to fight fake news by sending more suspected hoax stories to fact-checkers and publishing their findings online.

It follows mounting criticism of the social media firm for not doing enough to root out fake news on its

platform.

It has also just launched a new feature in four countries that will publish alternative news links beneath problematic articles.

But several experts said the measures did not do go far enough.

The firm recently said it would start using "updated machine learning" to enhance detection.

"If an article has been reviewed by fact checkers, we may show the factchecking stories below the original post," added Sara Su, product manager of News Feed, in a blog.

A spokesman later clarified that these stories would not be "direct responses" to fake articles, but factually accurate reports that offered an alternative. (BBC)

Instagram rolled out an update to the app that now includes the "Archive" feature, which lets you move photos off your feed and to a space only you can see.

You can still see any archived post and even move it back to your feed. The feature should be good news to

anyone who wants to hide bad selfies, photos of ex significant others, or non-aesthetically pleasing photos.

First, go to your profile and pick a photo.

Then, tap the three dots at the top right corner of a photo. Pick the ‘archive’ button.

To see archived photos, go back to your pro-

file. At the top right of your profile, you'll see a clock icon; that's where your archived photos are. Tap the icon to see the photos.

Move archived photos back to your feed.

Move back an archived photo by clicking on the photo that’s in ‘archive’ then tap on the three dots in the top right corner. Select "Show on Profile" and you're done.

The photo will go back to where it was originally in your feed.

George Clooney 'to sue' French magazine for twins' photos

eorge Clooney is threatening to sue a French magazine for publishing photos of his twins.

The actor said in a statement: "Over the last week photographers from Voici magazine scaled our fence, climbed our tree and illegally took pictures of our infants inside our home."

Voici printed the pictures on Friday, claiming they were the first images of Ella and Alexander.

The magazine says there was "public demand" for the photos.

Amal Clooney gave birth to the children in London in June. The couple haven't released photos of them.

They were at their home in Lake Como, Italy, when the Voici photos were taken.

George Clooney released a statement condemning the magazine for publishing the grainy shots on its front cover.

"Make no mistake, the photographers, the agency and the magazine will be prosecuted to the full extent of the law. The safety of our children demands it," he said.

Voici argued that publishing the photos was in the

public interest.

"People love George Clooney and have been following his life story for years now," a statement from the magazine says.

"The birth of their twins, Ella and Alexander, has also been commented a lot, by themselves and their families.
