resident Donald Ramotar on Saturday commissioned a new well in Central Lethem, which will improve access to water in surrounding communities.

President Ramotar was accompanied by Housing and Water Minister Irfaan Ali, Amerindian Affairs Minister Pauline Sukhai, Youth, Culture and Sport Minister, Dr Frank Anthony and Guyana Water Incorporated (GWI) Chief Executive Officer (CEO) Sheik Baksh, among other officials who were in the region for the annual Rupununi Rodeo.

According to a release from the Housing and Water Ministry, the Head of State told residents and officials that he is greatly satisfied that the facility is operational, and expounded on the importance of access to potable water as a vital commodity.

CXC to mark exams online

S

tarting this year the Caribbean Examinations Council (CXC) will begin marking exam papers online. Antigua and Barbuda CXC Exams Registrar Myrick Smith said the electronic marking system will go a long way in reducing the cost of grading the exams.

“This year, they are piloting the programme with about 11 different examination scripts that will be marked online. That should make a significant impact on marking the exams,” he said.

“Teachers now have to be moved from all across the region to marking cen-

tres in Barbados, Trinidad, Jamaica and Guyana. But with e-marking the teachers can remain at home and mark online.”

Govt holding Block 37 for committed projects

he Natural Resources and Environment Ministry remains hopeful that an alumina plant can be established here through the utilisation of Block 37, situated in Linden, Region 10.

In 2012, the Government through the Natural Resources Ministry had indicated its intention to grant Bosai Minerals Group Guyana (BMGGI) the mineral rich deposit, but this year announced its decision to retain the block. Bosai had intended to invest US$40 million to mine additional ore in the identified area.

Block 37 is located at the entrance of Linden in the vicinity of Milly’s Hideout.

According to the Natural Resources Minister Robert Persuad, “the bauxite identified in Block 37 was considered to be high grade RASC

by DEMBA in the 1960s”.

He further explained that “a total of 94.62 million tonnes reserve was calculated for the deposit with a ratio of 69.21 RASC and 15.91

While all of the major companies in Guyana have signalled their interest in developing the area; Block 37 is a deposit granted to BOSAI based on an existing mineral agreement.

However, being dubbed one of the most favoured deposits, the Government has decided to retain the block for the opportune time. “It was also the outlook of the Government of Guyana to retain the said deposit for further committed projects such as the establishment of an alumina plant in Guyana,” he explained.

Minister Persuad said too that Government is simply trying to maximise on the country’s natural resources for the benefit of all Guyanese and the enhance-

ment of the country as a whole.

Moving ahead

However, while BOSAI is adjusting its plans by analysing the possibility to mine ore in other areas, he said based on information received; the bauxite company is moving ahead with its expansion project, beyond the production of RASC and CGB. With the vision of embarking on MAZ, he said it is quite possible for the construction of a third Kiln. In 2012, the BMGGI had also signalled its intention to construct a third kiln at the cost of US$57 million.

But prior to this project tabled in 2012, in November 2008, the Government and Bosai signed a US$1 billion agreement for the establishment of an alumina refinery and aluminium shelter. The massive project in the mining town was expected to create employment for approxi-

mately 700 persons during its early stages and 1000 permanent jobs. BMGGI was expected to complete the project within three years after the completion of a feasibility study in 2009.

However, in January 2011, Prime Minister Samuel Hinds disclosed that the feasibility study conducted by Bosai in 2010 did not favour the establishment of an alumina plant in Linden.

At the time, the Prime Minister explained that Bosai had expressed several concerns, including the high cost of the bauxite fee, but said Government was disappointed by the findings of the feasibility study.

Back in 1961, an alumina plant was established in Speightland, Mackenzie, Linden, at the cost of $65 million. However, in 1982, the alumina refinery plant at Linden ceased operations.

Rupununi Eco Hotel opens J

ust as the 2014 Rupununi Rodeo was set to begin, President Donald Ramotar opened the spanking new Rupununi Eco Hotel in Lethem on Saturday.

Speaking with Guyana Times, Chief Executive Officer of the hotel and former Rupununi Chamber of Commerce President Daniel Gajie noted that the hotel opened 20 of its rooms on Saturday to accommodate the visitors, who were in Lethem for the rodeo. He said the 18 others are scheduled to be completed by year-end.

Gajie said the hotel was dubbed eco-friendly since solar energy will be used to power the hotel, and there will be systems to recycle water and waste.

Gajie said every room will be self-contained with all the amenities of an apartment since the establishment will also target long-

He said the facility is a priceless asset to the region and a timely boost to the tourism sector.

“The opening of this facility will see the tourism sector being given a boost. It is a hotel of high quality and standard and this is what people, tourists look for. As we look around, we can see how far Lethem has come over the years and we can even visualise where it is going to be in the coming years when investments such as

these are made. This is a testament of the growing economy of Lethem and our country,” he remarked.

Veteran pilot, Captain Gerry Gouveia also praised the initiative, noting that over his 30 years as a pilot, he has seen all types of hotels and the Rupununi Eco Hotel is definitely one of

standard, class and quality.

“This hotel is indeed a testament to quality and high standards. It is going to give even the hotels in the capital city a run for their money,” Gouveia opined.

The facility is expected to provide employment for some 60 persons.

The Presidency and the Executive

R

ecent developments in the National Assembly are worrying to say the least and continue to prove that the Opposition parties are seeking to undermine the work of the Presidency and the Executive by misusing their ‘oversight’ power in the legislature to disapprove funds in Budget 2014.

It is strange that the Alliance For Change and A Partnership for National Unity continue to argue, when they disapprove various allocations contained in the budget, after lengthy periods of questioning, that they are acting in the national interest.

This argument is absurd because these political parties did not initiate consultations with anyone on the allocations that they intended to disapprove in the Legislature.

The Opposition parties continue to argue that they are the “majority side” of the House, yet since the commencement of the Tenth Parliament, their actions have not been well received by the “majority”. The very actions of the Opposition have been the sole cause of gridlock, controversy and grandstanding in the National Assembly.

Long before the budget was presented, the Opposition issued threats and sought to hold the Government to ransom.

All attempts by the Opposition parties as a collective and individually appear to be targeting the Presidency and the right of the Executive to govern.

As expected when the opportunity came, the Opposition continued the assault started in 2012, illegally axing the budget.

This attack on the Presidency has also seen the Opposition withholding support for allocations for Information and Communications Technology.

In total, the Executive has to contend with a $220 billion budget which was reduced by $37.4 billion. The latter amount represents the single largest reduction of the budget and an assault on a menu of development items that would have, no doubt, benefited the lives of thousands of Guyanese.

This is criminal. The Parliament should be akin to a court where one is not allowed to deny citizens their entitlement to development simply on the basis of a sole accusation and a belief.

It appears that the Legislature is no different from the campaign trail and its members are not held to high standards in the areas of evidence-based research and quality presentations.

Most of the argumentation led by parliamentarians Carl Greenidge, Amna Ally, Joseph Harmon, Khemraj Ramjattan, Moses Nagamootoo and David Granger lacked potency and any indication that there was considerable research done on projects against which they voted. $37.4 billion of taxpayers’ monies will now likely be returned to the public coffers, but the attacks on the Presidency and Executive will, in the coming months, run far deeper than disapproval of aspects of the budget by the Opposition, given the current political culture.

The attempts to undermine the Executive are increasing.

The Opposition has brought a suite of unconstitutional bills and motions to the National Assembly with the aim of forcing the GOVERNMENT and President to make what is essentially unconstitutional, lawful. They have waged war against all previous PPP/C presidencies and Donald Ramotar has not been spared.

The Opposition parties understand that they can only derive legitimacy from the Legislature if they undermine the Presidency and the Executive. They must appear relevant in the years leading up to the next election.

The David Granger led Opposition is hungry for the seat of government and is using the Legislature to create different crisis-like scenarios so that it can plan attempts to secure power via the back door. But no one must be fooled – these attempts to undermine the Presidency are running deep into the workings of the State.

This Opposition’s hunger and thirst for legitimate power have corrupted it to the point where it has sacrificed Guyana’s development and international image on the altar of political expediency in return for some social media popularity, a few sensational headlines, and the boost in the popularity ratings among their members.

In the words of Margaret Thatcher, despite what they do, “it will be business as usual tomorrow”.

The PPP/C will always be in the hearts and minds of Amerindians (Part Two) Dear Editor, Amerindians’ greatest contribution to modern Guyana was the help they gave to colonists and subsequent coastlanders in penetrating and understanding its hinterland. All expeditions into the heart of the country and beyond, relied on Amerindians skills as guides, hunters, boat hands, woodsmen or canoers, knowing every treacherous rapid, jungle trail, mountain, hill, tree, cataract or waterfall.

Indeed, it was these expeditions that opened Guyana to its non-Amerindian settlers and showed the riches of the interior – forest products, minerals, natural scenes and other phenomena that brought tourists.

Through trade, alliances and cooperation, the Dutch cultivated friendly relationships with these people and protected them from unscrupulous Europeans.

Early Spanish incursions and slave rebellions were all put down with the help of Amerindians.

They policed the interior, served as intelligence gatherers, tracked runaway slaves and provided valuable information which enabled the Dutch to understand the geography, wealth and vastness of the Essequibo.

This information helped the Dutch in delineating Guyana’s frontiers with Venezuela and subsequently provided good support for the British in the territori-

al dispute in 1899. British Guiana’s boundary demarcation that began in the 1840s and was subsequently revised in 1906 and the 1930s could not have been done without the help of Amerindians.

Research shows that since the PPP/C took office in October 1992, the lives of Amerindians have improved by light years.

For instance, 10 secondary schools in Amerindian villages have been built in Regions One, Seven, Eight and Nine.

In 1992, for the first time, a Ministry of Amerindians Affairs was established with Mr Vibert De Souza, an Arawak from Moruca as the Minister. Two years later in 1994, Ameriang – a national gathering of Amerindians organised by the Amerindian Research Unit of the University of Guyana, was launched.

The following year, Dr Cheddi Jagan initiated the establishment of Amerindian Heritage Month in September. In 2000, an Amerindian Law Centre was established to apply Amerindian Law to protect their rights.

In 2001, the debut of Etauchingpang – a unique festival celebrating Amerindian culture – occurred. Two years later, an Amerindian Hostel was established in March at Mahaicony and in that same year, David James, a former President of the Amerindian Peoples Association (APA), became

the first Amerindian to successfully complete law.

In 2006, the Amerindian Bill, first tabled in August 2005, was passed. It brought sweeping changes to the lives of the various Amerindian tribes uplifting their status to the same level as all other Guyanese.

In 2008, Ms Carolyn Rodrigues became the first woman and first Amerindian to hold the Minister of Foreign Affairs portfolio. She was previously the Minister of Amerindian Affairs (20012008).

In 2009, the Ministry of Amerindian Affairs in partnership with the UK’s Voluntary Services Overseas (VSO) launched the National Secure Livelihoods Programme (NSLP) in June. The programme aimed to address the many challenges hampering economic development in the Amerindian villages and hinterland communities taking aim at the creation of employment opportunities, sustaining food security, income generation, wealth creation, economic diversification and secure livelihoods In 2010, former President Bharrat Jagdeo was among six people from around the globe to be awarded the prestigious UN’s “Champion of the Earth” award. He donated the entire US$40,000 that came with the award to Amerindian communities throughout Guyana.

ing new $95.4 million dormitory for Hinterland Scholarship Students was commissioned at Liliendaal, East Coast Demerara for many hinterland students to study.

The dorm houses 120 persons and provides modern facilities and communications equipment including state-of-the-art computer facilities. In that same year, the Indigenous Peoples’ Commission was sworn in on September 15 to ensure the continued advancement of the Amerindians, while at the same time ensuring that their rights were protected.

The commission included Norman Whittaker, David James, Patricia Singh, George Simon, Captain Gerald Gouveia, Damian Fernandes, Father Malcolm Rodrigues, Yvonne Pearson, Doreen Jacobis, and Joseph DeSouza.

All of the above occurred since October 1992 when the first democraticallyelected Government became a reality since independence in May 1966. No doubt, Dr and Mrs Jagan and the PPP/C will always be in the hearts and minds of Amerindians for generations to come.

The free distribution Freddie is being emboldened to besmirch of beverages the character of a decent woman to incoming passengers at CJIA Dear Editor, What does it say about a nation when the first thing offered to those arriving to its shores is alcohol? Yes, Guyana makes excellent rum and no, I am not a teetotaler, in fact, I do drink.

However, I was appalled at the sight that greeted me at the Cheddi Jagan International Airport (CJIA) earlier this week.

Several women could be seen serving plastic cups of rum punch to disembarking passengers.

There were many young people in the crowd and I witnessed several of them gleefully accepting and imbibing the alcoholic beverage offered. At no point in time was any attempt made to ascertain whether they were underage or not.

I know rum punch does not contain a great deal of rum and that one cup alone is unlikely to cause any major problems, but that is not the point. The point is that Guyana already has a problem with alcohol use and abuse.

We are not a society that imbibes moderately; instead alcohol abuse is widespread, at all levels of society, contributing significantly to many societal problems such as interpersonal violence, traffic accidents, etc.

I have traveled a fair bit to points all across the globe but at no time, not even when I arrived at Piarco, Trinidad, on the eve of Carnival, was I ever offered an alcoholic beverage upon landing.

I can understand the impulse to showcase a Guyanese product.

However, there are other smarter, less problematic items that do not come with the negative impact of alcohol which could have been proffered such as ‘baigan choka’ and bake for example, which I read that recent UK tourists were recently feted with.

This would have made more sense and been gladly accepted, since we had not been provided with breakfast on the plane.

The choice of rum punch however, was inappropriate and misguided. What role did the rum-making companies play in making this possible? How long has this been going on?

Let us not promote a culture of lawlessness, one that disregards the health and well-being of the Guyanese people and society. Let us make better choices - for ourselves, for our community, and for our nation.

Let us not just drink up and wine down as our society crumbles around us.

Let us see some thoughtful and positive decision-making. That in itself would make Guyana a real tourist attraction and pleasure to come home to.

Failing that, if reality-altering substances are going to continue to be handed out at the national airport to all, let me suggest the humble cannabis instead of rum punch. At least then, some enlightenment might be attained, instead of just mindless obliviousness.

She added: “Guyana is revered for its world-class rum and black cake…and periodically, CJIA and its sponsors provide them to passengers.” Samples of soft drinks and fruit juices are also offered to passengers.

Dear Editor, Judging from several of his recent columns, and most recent in a letter in another section of the press, it appears that Freddie Kissoon has found a new “whipping boy” in the person of the most respected Minister of Education.

Freddie is being emboldened by the editor(s) who allow him to besmirch the impeccable character of a decent, hard-working woman without censorship or consequence.

I had written two previous letters in defence of Priya Manickchand, in response to attacks from Freddie Kissoon, and they were both not published by the Kaieteur News. I was told by the editor that he “did not feel comfortable” with my letter. As such, I expect this letter to suffer the same fate in that newspaper.

Referring to a quote from another publication, Kissoon accuses the Education Minister of “vulgarity.” Kissoon also felt “disgusted” and turned away when Minister Manickchand

“sought to upbraid Mark Benschop over an unflattering piece on her on Benschop’s web page”.

Benschop, of course, is another character who slanders our President and Ministers of the Government on his Internet “hate” radio on a regular basis. He knows that he is protected by the non-existence of laws governing slander on the Internet, but Kaieteur News must be ever cognisant and vigilant of Kissoon’s abrasive and contentious style that rubs people the wrong way.

Kissoon shamelessly tries to turn things around to save face. He admitted to calling Minister Manickchand after misinformation he had published in July 2013 was brought to the attention of the publisher.

But what he failed to admit to his readers, is the fact that he called the Minister, not out of concern for her children, but to apologise after he was informed that legal action would be considered if his intellectual dishonesty

persists.

Kissoon was again caught when he referred to Minister Manickchand as a “practising Hindu”. Those who truly know Minister Priya Manickchand, would testify that although she has tolerance and respect for all religions, she is a strong believer in God and Christian theology.

On April 3, Kissoon was quick to chastise the Minister for remarks she made in Parliament, insisting that she was referring to former APNU Parliamentarian Jaipaul Sharma. He even joined Opposition picket lines calling for her to apologise.

Then on April 15, he shifted away from Jaipaul Sharma being the victim of the Minister’s comment, to her intended target, the accused CN Sharma.

Freddie Kissoon has a history of trying to besmirch the character of this lady. On March 31, 2010, Freddie Kissoon apologised to Priya Manickchand in a local newspaper.

Kissoon, in a previous

article had suggested that Manickchand had made comments on the Court of Appeal (Amendment) Bill as it relates to the Director of Public Prosecutions and a quest for more power.

Manickchand made available with the Hansard (verbatim record) of her presentation which makes no reference to what Freddie Kissoon made mention of...when confronted with the evidence, Kissoon accepted that he had made a mistake and sincerely sought to have an apology publicly issued to the Minister.

Kissoon insists no harm was intended by the statements he made and attributed to the Minister.

The 19th century Prussian and German statesman Otto von Bismarch is credited with saying, “Only a fool learns from his own mistakes.

The wise man learns from the mistakes of others.”

It would appear that Frederick Kissoon has not yet learnt from his mistakes.

Some thoughts about the Education Budget (Part One) Dear Editor, It is now beyond the shadow of a doubt that the Alliance For Change (AFC) was only interested in cutting the budget and not in contributing meaningfully to the 2014 budget debate.

Even their walking out was a well-orchestrated pretext since they have no facts to rebut the Education Budget allocation, nor can they deny the excellent performance of the education and social sectors, or the social and economic development of the country as a whole.

However, the Opposition Chief Whip Amna Ally had to remain after her colleagues from APNU had absconded from fulfilling their duties to this nation, not because of disagreement with her ‘bosses’, but simply because she had to extol the virtues of a dictator, the late LFS Burnham!

It simply deprives me of any good sense why she would do that, but then these people need to rewrite Guyana’s history in order to remain relevant to Guyanese politics and to dupe the populace.

Indeed, they are trying their utmost to fool and

brainwash our young people!

Instead of MP Amna Ally wasting her time going around and ascertaining which school toilet or IT lab is out of order or does not have regular electricity, she should have made a comparison of the education sector during the time of her ‘idol’ Burnham and the entire PNC era.

She should have looked at the massive development in the education sector. But alas! She cannot do that because to do that will let the young people of this country become aware of the atrocities meted out to children, adults and old people during the PNC dictatorship era – the Dark Age in the history of this country! Let me briefly highlight a few.

Children suffered from gross malnutrition since their main diet was ‘broken rice’ and ‘rice flour’.

There was no milk powder on the empty shelves and to have a tin of milk you needed to line up or have a PNC party card! It was ‘white mouth’ even among the adults.

Over 65,000 schoolchildren are now benefiting from the National School

Feeding Programme!

Their parents can now afford chicken which was a luxury during the PNC dictatorship! Getting food on the table was a criminal activity during the PNC rule!

Parents had to neglect their children because they had to join ‘Guyline’ in order to get even a pint of cooking oil and a half pound of butter. “Guyline is now gone! Thanks to the PPP/C Government!

Many parents ran away through the ‘backtrack’ and left their children to become juveniles and criminals. Ironically, they did that to provide for those same children! Now almost everyone is given a 10-year US visa. Why is this so, MP Amna? They have no reason to run and hide! Guyana has recovered its status among the developing nations of the world.

Children were selling cigarettes by the roadside during the PNC days! Now they are in schools or in vocational schools learning a trade. Child labour was the order of the day in order to survive. Many times it was the elder siblings who had to make the inevitable sacrifice. Food

was more important than education! More children are now in schools than ever before! They are being better fed in and out of school!

The school dropout rate was astronomical.

Students now are encouraged to even spend their holidays doing remedial programmes in schools.

Hospitals were run down and dilapidated and the infant mortality rate was sickening! All drugs had to be bought and bribes were the order of the day. The hospitals are now equipped with doctors, trained nurses and an adequate supply of drugs.

School buildings were falling down and children had to use the bushes to excrete! Billions of dollars are now spent on the construction, rehabilitation, extension and maintenance of our educational facilities. They now have access to the Guyana Learning Channel, access to Internet and free laptops to access information.

Be an involved grandfather Several Tips for

olidays are a good time to take stock of your familial relations and build on them. There is some advice on building better grandparentgrandchild relationships.

Grandfathers are different from grandmothers, according to conventional wisdom. Grandmothers dote; grandfathers complain. Grandmothers nurture; grandfathers instruct. Grandmothers hand out compliments and cookies. Grandfathers hand out quarters and advice.

As usual, conventional wisdom contains some truth. Grandfathers and grandmothers often have different priorities and grandparenting styles, but three points are worth pondering. First, the differing roles played by grandfathers and grandmothers mean more diversity and thus extra value for grandchildren. Second, the emergence of the nurturing father means that nurturing grandfathers can’t be far behind, especially considering that grandparenting is by its very nature more laidback than parenting. Third, generalisations about gender are inherently tricky, as humans display much behaviour that is not gender-typical. Still, looking at typical patterns can be instructive.

Grandfathers may focus on the future While many grandmothers remark that with their grandchildren they gain the ability to live in the moment, grandfathers have a different experience. Often when they look at their grandchildren, they focus on what lies in their future. This is what psychologist Erik Erikson called “generativity” – the desire to produce something that will outlive the individual.

James S Bates, a professor specialising in grandfather-grandchild relationships, has identified seven expressions generative grandfathering can take, including these four: Family identity work promotes strong, resilient family relationships.

Mentoring work refers to passing on

knowledge and skills.

Character work concentrates on nurturing ethics and responsibility.

Investment work refers to helping young people become financially independent.

All of these will play significant roles in the future happiness and financial security of grandchildren.

A second chance to be involved Two or more generations ago, when more grandparents were young parents, the world was quite different. Most women did not combine careers and child-rearing.

Thus most grandmothers remember being immersed in mothering. Grandfathers, on the other hand, often recall being absent from duty due to work or travel obligations. They may, therefore, see grandparenting as a second chance, an opportunity to recapture experiences missed the first time around.

One study of 351 grandfathers found that highly involved grandfathers reported fewer symptoms of depression than those who were less involved, showing that this “second chance at parenting” does have positive repercussions. A grandma is helpful, however, to pave the way, according to a study of European grandfathers.

This research showed that grandfathers are highly involved, to the extent that after the age of 70 they are even more active than grandmothers; however, a grandmother is still beneficial in the traditional role of maintaining contact with family members. Without the help of their wives, widowers often become less engaged with family.

Work-play balance If a grandfather comes from a traditional background, meaning that he didn’t do much of the heavy lifting of child care, he may opt for the same responsibilities as a grandfather. He may not want to deal with diapers or mealtime. He may opt for playground duty but not for bathtime. That’s not fair to grandmothers who get stuck with all the menial tasks. At the

same time, grandfathers are missing out if they never experience the mess of feeding a toddler or the satisfaction of getting a fussy infant to sleep. It’s in the trenches, when a child is sick or upset or fearful, that some of the strongest bonds are formed.

Male strengths We know that gender differences exist, even in babies and toddlers. Scientists are still debating how many of those differences are due to nature and how many to nurture, but in most human relationships, it doesn’t matter. What does matter is that most grandfathers have certain strengths that make them good additions

to their grandchildren’s lives. From an early age, males tend to be more active and physical, which makes them wellsuited for sharing sports and outdoor activities with their grandchildren. In addition, males have better spatial skills and greater mechanical abilities, which make them perfect for chess playing, carpentry and basic mechanics. When it comes to interpersonal relationships, men tend to be less empathetic and more competitive, also more likely to engage in teasing and horseplay. As long as grandfathers don’t veer into cruelty, grandchildren will benefit from these differing patterns of socialisation. (about.com)

here is no better gig than being a grandfather,” one of my friends told me years ago as my first son and daughter-in-law were expecting their first baby. His words have been proven to me time and time again as I have loved stepping into the role of

grandfather. We are now expecting our seventh grandchild in a few months, and I have been reflecting more on the things I have done well and the things I could have done better to become a really “super grandfather” for my beloved grandchildren.

I know that the transition to grandparenthood can be either quite exciting or perhaps difficult. When children come into a family after the parents are married and stable, learning about impending grand-

children can be quite a joyful experience. But when a child is coming unplanned, perhaps to an unmarried teenage daughter, it can be a time of stress and emotional pain.

But, in any case, an innocent child is coming into a man’s family, and despite the circumstances, there is a new opportunity to be involved in the life of this new little baby.

Grandfathers can play such an important role in the lives of their grandchildren, from the earliest days of their lives through their growing up years. But some of the choices a grandfather makes can determine how successful he will be in this new and important part of his life. These seven tips can help a man blossom in his role as a grandfather, learn how to best influence these little grandchildren for good and have fun in the process.

Spend time when possible. There is no substitute for time in building relationships, and spending time with the grandchildren is critical in that relationship as well.

If grandchildren are far away, spending time can be on the phone, via webconference or in exchanging letters, texts or emails. If they are close by, then look for opportunities to see and spend time with the grandchildren often. Being too intrusive in the lives of your grandchild’s family can be a negative, so you want to be cautious. But make the time to see them regularly and to interact in positive ways. Even if the grandchildren tend to test your patience, make time to be with them and to get to know them well.

Respect the grandchild’s parents. Meddling parents or in-laws can be the bane of a young person’s existence, and that is never truer than when the children are new parents. As the parent of a parent, you step into a different role – one of giving advice rather than directing outcomes. So, as a grandfather, you need to respect the grandchild’s parents and honour their wishes. You can certainly offer advice and counsel when you see things going awry, but you can’t change discipline techniques or counteract their parenting philosophy. But you can always show love and make sure that your grandchildren feel close to you.

Prepare your home. If grandchildren are going to spend any time in your home, you may need to take a critical look and babyproof your home. Put delicate things out of reach. Get a portable baby gate for the top of your stairs.

Put child locks on cabinets and closet doors. If you can get your home ready to take care of grandchildren, you will not spend all of your time telling them “no” and keeping them out of things. (Excerpt from about.com)

Deejay Casual shot GTUC retains Attorney Pieters for Rodney CoI in ice bucket row T – another hospitalised

T

he police have launched a man hunt for two men who allegedly shot a popular radio announcer/deejay and another man during a scuffle in the Parking Lot of the Guyana National Stadium, Providence, East Bank Demerara, in the wee hours of Monday morning.

Curtis Armstrong, 34, also called “Deejay Casual” of Guyhoc Park, Georgetown, was shot twice and was admitted to the Georgetown Public Hospital while Sean Hinds, 30, of North Ruimveldt Housing Scheme, who intervened in the scuffle, was shot to his left leg.

He too is a patient at the Georgetown Public Hospital.

While information about the shooting remains sketchy, relatives of the popular deejay remained tightlipped and refused to speak to the media, claiming that once he is out of danger, they will issue a press release.

the deejay decided to walk to his car, but he was confronted by one of the suspects where again, another argument ensued. During the argument, according to reports, a high-tempered Armstrong punched the suspect to his face, and a scuffle started.

A close friend of the deejay, who was at the hospital, said the suspect pulled out a gun from his waist and discharged a round on the ground in an attempt to scare Armstrong, but he did not back down.

According to information received, the shooting stemmed from an argument over an ice bucket.

Nevertheless, based on information gathered, Armstrong was a patron in the VIP section of the Guyana National Stadium for a concert, and apparently he went to a friend’s table to collect some ice, but another man who was at the table was not too pleased; hence, he warned the radio announcer not to return.

This prompted an exchange of “disrespectful words” between the men which went on for a few minutes before the charade eventually ended after the intervention of a few friends. By this time, the rain came, leaving patrons scampering for cover.

The deejay reportedly used explicit words, announcing that he was not afraid of guns and challenged the man to shoot him if he had “guts”.

The man in response discharged two rounds, one hitting Armstrong to his hand and the other in the abdomen.

Hinds, who was close by, went to Armstrong’s rescue and was shot to his left leg by the man who was armed with a .32 revolver. The suspect, along with another man then boarded a Toyota Tundra and made good their escape. It is believed that the firearm that was used might have been illegally obtained.

The two injured men were rushed to the Georgetown Public Hospital where Hinds was treated and admitted while the deejay underwent an emergency surgery which lasted a few hours. It is believed that the bullets entered and exited his body, but luckily, he received no serious internal injuries.

A hospital source told this publication that doctors who performed the surgery confirmed that no major organs were damaged as a result of the bullet exiting Armstrong’s body.

Several friends and close associates of both men turned up at the medical facility to lend moral support to the family members gathered.

Social media, including, Facebook and BlackBerry Messenger were frequently updated by close friends of Deejay Casual, who wished him a speedy recovery while at the same time denouncing the shooting incident.

Meanwhile, while the shooting occurred at the show promoted by Hits and Jams and Mc Neil Enterprise, it is not clear whether the suspects had the gun on their person while in the VIP section or it was stashed in their vehicle in the parking lot.

During these shows, tight security is evident as searches are conducted on the patrons upon entry into the preferred sections, but not on the vehicles upon entry into the stadium. In this case, once a patron is in possession of a VIP ticket, the person has free access to the VIP parking areas that are provided.

Guyana Times understands that the shooting was done in the presence of police ranks who failed to apprehend the suspects, or blocked their vehicle from leaving the area. The Police are continuing their investigations.

Jamaican nationals busted with marijuana at CJIA

wo Jamaican nationals were on Monday morning taken into police custody as they were attempting to smuggle 28 kilograms of compressed marijuana into Guyana.

They were arrested by members of the Police Narcotics Branch at the Cheddi Jagan International Airport (CJIA) moments after they disembarked a Fly Jamaica flight.

According to information received, the police were conducting routine search on passengers’ baggage when the marijuana was unearthed in their suitcases.

Police in a release stated that the man and woman are assisting with investigations and charges are expected to be laid shortly.

In the national drug report for 2012, it was revealed that police seized

80.587 kilograms of cocaine, 16 grams of hashish, and 40 grams of ecstasy for the year 2012.

In addition, 12 cannabis eradications totalling 18 fields with an estimated total of 130,950 kilograms of marijuana were destroyed.

There was an additional 513 cannabis seizures during the year, which yielded 1089 kilograms.

he Guyana Trades Union Congress (GTUC) said it has retained Civil Rights Lawyer Selwyn A Pieters, to represent its interest on the Walter Rodney Commission of Inquiry, as it announced that it will be participating in the international probe into the death of the historian.

In a statement last week, the GTUC said it met the commissioners when they were on their exploratory visit and expressed concerns with the Terms of Reference (ToR).

Dr Rodney remains a national and international figure and in the present circumstance cannot be looked at as the property of a specific family or group.

“GTUC strongly holds the view that the ToR should have had the input of all the members of the National Assembly since this was the forum that authorised and approved the decision for an inquiry. That, notwithstanding, the GTUC considers the inquiry an important factor in the nation’s activities, for Dr Walter Rodney’s death has been used as a wedge in dividing families, friends, associates, political aspirants and communities.”

The GTUC said it is conscious of its role as a nation-

al organisation and guided by historical developments, has taken a decision that it will not stand idly by and allow a national commission of this nature to commence and conclude without labour making its position known.

Duty “At this juncture, while there are understandable concerns about the absence of consultation and the ToR upon which the Commission will deliberate, GTUC owes this society a duty to assist in arriving at the truth,” the trade union body said.

It noted that Guyana is advised by history, noting that in 1965, the Burnham administration commissioned the International Commission of Jurists (ICJ) to address the accusation of racial imbalance in the disciplined services made by the People’s Progressive Party (PPP).

The ICJ, the GTUC said was also guided in its deliberations by examining the press releases and public statements made by the party. This, it said assisted in informing its recommendations, which led to changes in recruitment policies such as height, size and other established requirements inherited from the colonial authority.

“The Rodney Commission is on record saying it will be examining documents in the public domain.

Consistent with the foregoing, the GTUC cannot afford to have any person or group apply interpretation to any statement made by labour in the past, without having the opportunity to ensure the use of our statements is consistent within the context they were made. Our nonparticipation would be an abrogation of our responsibility and contribution to this society on the matter and more so, denying the country an opportunity in arriving at the truth.”

The GTUC said it is mindful of the various claims about how Dr Rodney met his death, but no one has been brought before a judicial authority to answer to and/or justify any of these.

“In the circumstance, there is no statute of limitation barring indictment or inquiry and this can be described as a cold case. This is not unusual and happens throughout the world, resulting in constant examination and re-examination and even judicial review.

Dr Rodney, as a national and international figure, name continues to be used in various pursuits and deserve closure, however long it takes,” the GTUC release concluded.

n elderly man went berserk on Monday morning, shooting his reputed wife to death before turning the improvised handgun on himself.

The tragedy occurred at their Port Kaituma, North West District (NWD) home around 04:20h, police say.

The dead man was identified as Victor Pires, 62, and

his reputed wife as Pamela “Petty” Martin, 39, both of Burma Road, Curtis Grove, Port Kaituma (NWD). The couple had been together for the past 16 years.

Martin was shot twice in the couple’s bedroom after which Pires went into the kitchen and shot himself once to the head. According to information received, the

man was diagnosed with cancer about two years ago, and was required to seek medical attention on a regular basis in neighbouring Venezuela.

As a result of his illness, Martin reportedly started to get close to another man.

After spending the entire 2013 in Venezuela, Pires reportedly returned home in December and was told by his reputed wife that she was seeing someone else.

He reportedly went back to Venezuela several times with his last trip being two weeks ago. During his absence, his reputed wife would normally go out with her lover and spend quality time together.

However, Christine Martin, a sister of the dead woman on Monday in tears said that her sister left home on Saturday afternoon and did not return home until Sunday afternoon about 19:00h. This, the sister said, may have made Pires angry and react in the violent way he did.

Rather calm

According to the distraught sister, after she reached home, Pires sent one of his daughters to purchase juice and other items at a nearby show, and at no time did he indicate that he was upset with his reputed

wife’s actions.

The couple then prepared dinner and spent the evening with them. A niece was also at the couple’s home. After dinner, the family looked at a movie and about 20:30h, they retired to bed.

The sister went on to say that about 04:00h, the children were awakened by screams of the woman, who was being beaten by the man. While being beaten, the woman said her sister called out to one of her (Martin) daughters, asking her to stop her father from assaulting her.

Despite pleas by the young lady, Pires reportedly continued to punch Martin to her face and about her body. He then instructed his daughter to return to her room, but after some time, Martin called out to her daughter again, claiming that this time Pires had a gun.

Pleading

The daughter, the aggrieved sister stated, ran out of the bedroom and pleaded with the furious man to put down the weapon, but again, he sent her back to her room with the other four children, who were crying out of fear.

Soon after, the children told a relative that they heard the first shot, followed by loud groaning and another shot, then silence.

Immediately after the second shot, the electricity supply in the area went out.

The man reported attempted to light a lamp, but changed his mind and instead, went into the kitchen and pumped a bullet into his head. Relatives believed that the man’s intension was to kill his wife and children before turning the gun on himself since there were about six bullets in his pocket when he was discovered.

Police in a release stated that they are investigating the murder/suicide that occurred at Port Kaituma, NWD. Investigations so far have revealed that Pires and his reputed wife Martin had an argument during which he shot her to the head and then shot himself.

The police recovered an improvised shotgun and three empty cartridges at the scene, suspected to be the murder weapon. They were taken as evidence.

Mid last month, businessman, Linus La Cruz set his home on fire, burning his wife Lurlene La Cruz and their four children to death following a heated argument.

Linus, who attempted to escape after setting the house on fire, was subsequently admitted to the Georgetown Public Hospital after he sustained burns about the body. He later succumbed to his injuries.

...budget storm his is being written on Easter Monday. The kites haven’t yet taken to the skies and the birds are chirping and tweeting outside your humble Eyewitness’ windows. Like the Commodores crooned (well, Lionel Ritchie, actually) back in the day, it’s “easy like Sunday morning”. And so maybe it’s as good a time as any to look back at the budget debate (such as it was), but “not in anger”.

We hear a lot about Parliament being the “people’s representatives” and the need for them to be given more authority. Some have even asked that they work yearround. But think about it: the budget debate’s the longest stretch of time MPs spent on the country’s business. Think they’ll survive a year?? We might just have to call in the army to “part” them.

All in all, it wasn’t a redeeming spectacle – barring a few star appearances, such as the Finance Minister’s.

You’d hope others would take notice...but that’ll be like throwing pearls before swine. Most of the others appeared more than willing to grovel in the garbage.

Can we hope to match, for instance, the wit of Winston Churchill’s retort to Liverpool socialist MP Bessie Braddock, who told him, “Winston, you’re drunk.”

Without missing a beat, Churchill came back: “Bessie, you’re ugly. And tomorrow morning I’ll be sober, but you’ll still be ugly.” The reply was as cutting as you’d want it to be...but the wit took off the edge and even the recipient had to smile.

Another irritation was that even old, “hard-backed” MPs continued to read their “speeches” – and still got mixed up. You didn’t have to wonder who wrote those speeches. It looks like some thought since the Finance Minister gets to read his hours long speech...they can follow suit. But, of course, what took centre stage was the “Chain Saw of Granger” that was hung over the budget.

But as had been shown in the previous two years, no “Sword of Damocles” was this rusty Chain Saw. The Sword suspended over the courier’s head by a single strand of horse hair, after all, created in the mind of the poor fellow an existential fear of being impaled. In Parliament, however, what was the Finance Minister to fear when he knew all he had to do after the “chopping and hacking” by the Chain Saw, was to return later with Supplementaries.

It was just another episode of “Wankers with Chain Saws”!!! ...a three-day appointment Just walking past City Hall has to make any citizen depressed. Your Eyewitness surely can’t be the only person who thinks this Gothic structure is such a wonderful inheritance from the British. He might be brainwashed with all those heroic tales from the European Middle Ages and all that. But that doesn’t mean the structure should be allowed to collapse, should it?

How can any self-respecting Mayor accept such conditions? What happened to all his plans for refurbishing City Hall? Weren’t millions already collected? But we all know why nothing will be done to refurbish much less repair City Hall: those in charge are solely consumed with filling their own pockets. The devil can take the hindmost – which is the position of City Hall.

Only “Guyana’s territory”, that is.

John Caesar, an innovative food manufacturer I

f you happen to walk along Pine Street at Mackenzie, Linden, just a stone’s throw away from the community’s central business district on Republic Avenue, chances are you may be swept away, into the enchanting aromas diffusing from inside Chanzar’s Enterprise.

If you’re not one to be easily convinced, then maybe this humorous incident involving the proprietor John Caesar, a local food and condiments manufacturer, may be more convincing. As he laughingly related, one day, some years ago, while riding through the community selling a few of his locally manufactured products, including his famous ‘Caesar’s curry powder’, he almost tricked a man sitting on a bridge along the roadway into believing that someone in the area was cooking up a delicious meal of curry.

The trick

“That man sat down in the middle of the bridge telling one of he friends, ‘Somebody cooking a bad curry deh, bai! It gotta be dem bai cooking up a bad curry!’ This time is me riding pass with the curry and geerah. I laughed,” he mused, his face lighting up with laughter at the brief memory.

Now, let’s dig deeper into the life of Caesar to find out more and learn just how this local food manufacturer, who has been a master at his craft for decades, got into the art and business of food manufacturing by using some locally grown raw material, his own two hands and simple machinery.

Born at Leonora on the West Coast of Demerara in 1940, Caesar related to Guyana Times that he grew up in a loving home with both parents, a sister and brother. His family moved to Agricola on the East Bank of Demerara when he was just about seven year sold.

His father was originally from the North West Region of Guyana and was much into farming. Later, the young Caesar would attend the St Ann’s Anglican school, and as was customary in those days, made it up to only a few grades. He left school in 1955. Reminiscing on those days, he recalled his mother operating a popular cake shop and parlour, where she sold cakes to persons in the community.

Good life

“Back in the good old days, life was kind of easy because my mother and father had the cake shop and parlour. Mom used to bake and I used to help too, with the spices and things that she had to get for the cake.

clove... we used to buy them in town and then in those days, we used to pound them with the mata, then you sift it and make it into powder. Then we had the small mill where we used to grind things in there too to make powder also. It was since back in those days,” he said.

Caesar recalled falling in love with the different aromas of spices. He recalled that the family’s bakery was located at the back of the business place.

In 1957, however, the family would move to the mining town of Linden, in search of a better life. They settled at First Alley, Wismar before moving to Silvertown and then later to Half Mile. In those days ‘Linden’ did not get its name as yet, but was referred to as Mackenzie.

It was a hub for bauxite mining activities, with persons from all walks of life migrating for golden opportunities. The company then, was Demerara Bauxite Company Limited (DEMBA), which was a subsidiary of the Aluminium Company of Canada Limited. The young, industrious Caesar would then join the staff at Demba, working in the company’s machine shop at the tender age of 16.

“My father came up to Linden as a contractor to work on the building of the aluminium plant, and I came up just afterwards in 1957, and here I am up to now. So my dad was a contractor, but then he turned to farming,” Caesar further related.

Sad period

In 1968, he got married and started his own family. Caesar recalled living in Linden in the 1970s when certain products were banned from being sold in the local market across Guyana. Realising that he had to find alternative ways of effectively providing for

his wife and five children, Caesar said he then thought of ways to improve his quality of life.

The local manufacturer noted that at the time he was also selling spices and food products on a smaller scale, in addition to working on one of the railroads in Linden under the bauxite company. One of his loyal customers at the time, he recalled, was his superintendent.

“He used to come and buy things like the curry powder and the geerah from me in the market.”

In search of a way to make ends meet, Caesar said he had to find a creative way to provide for his family. His self-motivating spirit led to a lifelong path of creating food products.

“In the years when things were being restricted, I had children. I had to find things for them to go to school. I didn’t cry, I looked around and see what my mother used to do because my mother and father, before they opened business, they were farmers in the Pomeroon. So that gave me the impetus to turn to making corn flour, plantain flour and these things.

It gave me the impetus to go in that direction. After I joined the company and worked with the railroad and they knocked me off, I got into my business in a bigger way. I then put myself fully into it, and here I am from that level, I grew and grew,” he said.

One of the very first products Caesar recalled making was the chocolate, which is derived from the locally grown cocoa fruit.

His mother would bring the fruit to Linden from farmers in areas like Dalgin down the Demerara River.

They would then burst the fruit and make chocolate used for making tea. He recalled his sister selling the chocolate at their home every Sunday, then on week-

days she would pack the items in a box and they would together walk and sell to persons around the Linden community.

“It started with chocolate. Then after I came into this fully, I looked at the chocolate and then I started doing it too. I then started with plantain flour because I had them children small and I had to find things for them to eat. How I come to start selling plantain flour really? I would put the plantain that I grind in a plastic or paper bag.”

A breeze

Selling plantain flour in those days was a “breeze”, according to Caesar. He would look into people’s yards and see which ones had baby diapers hung on clothes lines and that’s how he knew who needed the

flour most to make baby porridge.

“That’s how I would know say that baby in the yard, and I would then pass and say ‘plantain flour! plantain flour!’ And people would call me ‘come, come, Mr, let we get the plantain flour!’ From that idea, I started riding and selling black pepper.”

He would then add more creative products to his miniature bicycle store, but then the demands were increasing and he had to start producing more items and on a wider scale. Being quite a creative personality, the local manufacturer then went on to purchase a small motorised mill, scaling up his production. He then moved this small machine to his business location at the Mackenzie Market in 1978.

“That’s how I started milling everything in the market. I started milling barley flour, plantain, geerah, curry powder, all purpose seasoning, black pepper...”

Business started to look good for Caesar and his family, with the improvement that came along with the mill which made the job easier and increased production. For a number

of years, he would provide food and spices to those who craved the quality of his local products. Persons visiting the community from overseas would request Caesar’s special products to take back. However, business on the Mackenzie arcade was short-lived after a tragic incident forced him to relocate his shop.

At age, 73, Caesar remains quite simple, yet a witty, dedicated and innovative soul, who is always searching for new ways to improve his way of life. As he related, his products are his legacy. His business is very much family-oriented, more so since he has the assistance of his three daughters and other relatives who work along with him at the establishment. It is his hope that Chanzar’s Enterprise would be passed down to his future generations. Caesar’s advice to persons desirous of starting their own business is that they should be prepared for hard work and dedication in order to achieve.

“You have to have an idea of what you want.

There has to be a dream and a vision in you to create what you want. If you don’t have ideas, you can’t get there,” he said.

Family of seven evicted – home sold unbeknownst to them

three-month-old baby and six other family members were forced to seek refuge in an abandoned car after the house they had been living in for last the 14 years was sold without their knowledge.

The family said on Wednesday, about 21:00h, two police officers attached to the Springlands Police Station came with a wellknown businessman (name given) from Corriverton and demanded that they leave the house immediately.

Ginwattie Persaud, the mother of the three-monthold told this publication she was in the house having dinner when the men entered and ordered them to get out, even though they did not produce any document to justify the eviction.

“I was in the house and the police come chuck me up and said ayo gotta get out of the house, my brother-in-law had me baby and she was crying when he was going to give me the baby, the police say I cannot hold the baby put she pon de ground.”

Persaud said she became scared and her husband told her to collect the baby as the

police cannot put the baby on the ground. The police kept insisting that they place the baby on the ground, but she eventually collected the infant even though she was pushed away by the police.

“Is my husband push me fuh collect the baby, the police shove me way but me still collect am.”

The mother added that the police and some neighbours at the command of the businessman proceeded to throw her family’s belongings out on the streets even as they begged them not to do so.

It was at this point, a senior member of the family Devenand Basdeo arrived and enquired what was happening.

“When I got there, the police said I cannot go in the house, I saw some neighbours and the two police,in the house with the businessman fetching out our belongings and put out my children, I keep asking them but them shouting to get out , we couldn’t even touch our stuff , them throw out everything.”

In tears, the man said since Wednesday evening their belongings were left

in the streets and they have nowhere to go, nor anywhere to store the items.

Basdeo related that his furniture, washing machine, music set, clothes, fridge, microwave and other items were left exposed to the elements. When this newspaper arrived at the scene on Sunday, the items were still in the streets. There was evidence of spoilt fruits and vegetables and other food items thrown about.

Sleeping in an abandoned car

A mattress was seen in the abandoned car where some members sought refuge while the others sleep wherever they find shelter.

Basdeo is of the view that the house was sold with the family inside without their knowledge. He explained in 2000, he began living at the Number 71 Village property which was an unfinished flat concrete building after he met and got married to Meenwattie Devi.

His children also lived with him and his wife at the said address. During the years, Basdeo, who is a fisherman, said he along with his children work hard and completed the home, which

included an extension to the building.

Basdeo produced receipts to this newspaper which show works paid for on the building. He related that there are more receipts, but they were locked in the house, which he could not retrieve as he is not allowed to enter.

After a brief illness, Devi died and the family continued to live there. The property is co-owned by the deceased sister, who is the wife of the businessman.

“It was half built, my children were small when I moved in with Meenwattie, she help raise them until they got big .We got married legally. The property was in she and her sister jointly, and after she died, the sister went behind my back and sold the property with us inside,” Basdeo said.

The family added that at no time were they given notice to move, or was told that the house was for sale.

Basdeo said he is very frustrated since he worked hard to build the house.

Suicidal thoughts

“We don’t know who to turn to or what else to do, I even feel to kill me self how me so frustrated me gotta hurt to see grandchild ah sleep in one old car to get shelter and me sons them pon the street…

I give me up! All me de want do is dead. I went to Central Whim to complain to the police and still can’t get justice. We are afraid to go to Springlands to make a report because is police from Springlands the businessman bring, the police say he pay them $4000 each,” Basdeo related as he sobbed uncontrollably.

Deoram Basdeo, 18, who also lived in the house, said his family was treated like animals.

“We could not take anything out, they just thrown the things on the street like we are animals, we had money and jewellery and all left in there, we cannot go out, they didn’t want us to go in back.”

He related that they still have a bed and wall divider which has money and important documents in the house. On Thursday when they approached the new owner and asked peacefully for the items, Deoram said he was cursed and chased away.

The teen said many of their household items were damaged when the police and neighbours threw them out.

Devenand, who is also a Community Policing Group (CPG) member, is pleading for help and justice.

Govt will never neglect Region Nine, Amerindians – Ramotar

resident Donald Ramotar reaffirmed his administration’s commitment to supporting the development of Region Nine, despite efforts by the Opposition to slow down progress.

The Head of State made these remarks as he was addressing a gathering at the opening of the Rupununi Rodeo, in Lethem on Saturday morning.

The President was joined by acting Tourism, Industry and Commerce Minister Irfaan Ali, Culture, Youth and Sport Minister, Dr Frank Anthony and Amerindian Affairs Minister Pauline Sukhai, among others.

Ramotar said it is unfortunate the Alliance for Change (AFC) and the A Partnership for National Unity (APNU) have left Amerindians in the cold, referring to their voting down of the $1 billion Amerindian Development Fund (ADF).

The actions by the AFC and APNU, he said, will have direct impact on all hinterland communities.

“The ADF was aimed at offering cheap loans to people to develop businesses, we have new projects and that money would have been to assist in the land demarcation project for Amerindians and for them to develop their skills in various fields.”

In this regard, he called on those present to recognise that the words of the Opposition “do not match their deeds as they say they want to see development, and yet cut these funds that will directly affect development”.

“I ask each one of you for your support so that we can work together to reverse the trend. We will do every-

thing legally to ensure we reverse and prevent them from retarding the development of our country. The Rupununi has great potential, and we will ensure we continue along this path,” the Head of State said.

Right trajectory

Alluding to the success of the Rupununi Rodeo, President Ramotar noted that the annual event has evolved over the years and the community itself continues to angle towards rapid development.

He said too that as a result of the investments in human capital, many young Guyanese are afforded the opportunity to study abroad in order to develop themselves, noting that this is critical for the development of the country.

“What we see in Lethem is a microcosm of what is taking place in all of Guyana, and Lethem and Rupununi are growing at a rapid pace. Today, we have managed to fulfil many of what we have promised in the social sector, giving our children an opportunity to have secondary education,” he stated.

Culture, Youth and Sport, Dr Frank Anthony also pledged his Ministry’s support towards developing various aspects of sporting activities in the community.

The President handed over a cheque valued $500,000 to the Lethem Rodeo Committee and assured that efforts will be made to ensure better infrastructure is in place as the event continues to grow in popularity. While in the region, the Head of State and the Cabinet members visited many of the businesses and interacted with proprietors and customers in the commercial area.

Guyanese celeb Easter in tradi B

right smiles and happy faces were everywhere you looked on Easter Monday, and the joy in the air was contagious as families across the country came out in their numbers – picnicking, kite flying and generally enjoying themselves on the final day of the Easter festival.

In Georgetown, the Botanical Gardens, National Park and the sea wall were packed with families.

Every year, these areas are hot spots for Easter activities and this year was no different despite light drizzles. Kites of all colours, sizes, and shapes filled the air as adults and children alike hoisted them high.

At the Botanical Gardens, Guyana Times spoke with several persons, most of whom stated that it was tradition for them to raise kites and picnic with their family there.

On the whole, the families were grateful for the long Easter

weekend, and expressed mixed emotions about going back to work today.

As the Guyana Times news team visited the other hot spots, the children seemed to be having the most fun – some trying to raise or control their kites, others playing cricket and football, while the rest were lounging around.

The adults – those not flying kites with the children – were chatting and laughing among themselves in the shade, while eating delicious snacks or sipping on their drinks and keeping an eye on their children.

Later in the afternoon, scores of young people went for strolls through the National Park, the Gardens and along the seawall, taking in the sights and meeting up with friends for a merry time.

Surprisingly, there were many older folks out this year doing the same thing.

At the National Park, Wist International Ministries of the Grove Full Gospel Church re-enacted the death and resurrection of Jesus Christ on the playfield.

Complete with dances and songs, the theatrical piece was well-received by onlookers.

Persons were also out in their numbers at the Joe Vieira Park on the West Coast of Demerara, while over on the Essequibo Coast, thousands of residents converged on various open spaces, beaches, and sea walls to celebrate the holiday with much energy.

The skies of the Cinderella County were quickly transformed into a kaleidoscope as many raised their kites, which danced to the tune of the wind.

al villages, including Golden Fleece, Abram Zuil, Anna Regina, Charity, and Suddie, and the atmosphere was filled with excitement and joy.

Many persons also erected stalls on the beaches from which they sold barbecue and fried fish among other food items and drinks. Big music boxes controlled by DJs entertained the crowd and some even danced to the music.

In the Ancient County of Berbice, the scenes were the same – persons flying kites or gathered under trees or around tables, enjoying the day with relatives and friends. The Number 63 Beach, in particular, was crowded as Berbicians enjoyed the sights, sounds and food of the holiday.

The holiday of Easter is a favourite of many Guyanese fostering togetherness, unity and family fun, as we celebrate the resurrection of the Messiah.

Venezuelan unrest: Fresh Easter deaths spark Brazil violence erupts in Caracas protests near Rio

resh violence has erupted in the Venezuelan capital, Caracas, between police and opponents of President Nicolas Maduro. Masked protesters burned effigies of the President after a rally called “Resurrection of Democracy”. Police responded to petrol bombs in the Chacao district with tear gas and water cannon.

More than 40 people have died in violent protests since February and hundreds of

people have been arrested.

The demonstrations started with students demanding action to tackle Venezuela’s high crime rate, its growing inflation and shortages of certain food staples.

They have since grown into a wider Opposition movement and many of the protesters say they will not stop until the Government of President Maduro resigns.

There have also been demonstrations in support of the Government, with tens

of thousands of people clad in red, the colour associated with the Bolivarian revolution, taking to the streets.

On Sunday, the rally started with a “Via Crucis” march, mirroring Jesus’s walk to crucifixion. “We’re staying in the street until we get our country back,” student leader Djamil Jassir, 22, told Reuters news agency.

Another protester, Naybeth Ramirez, said: “There are many who have already died and it’s for them that we’re here.

They’re not going to have an Easter again, nor carnival.”

Later, several hundred protesters set up barricades in Chacao, in the east of the capital, chanting “Liberty” and throwing petrol bombs.

Supporters of the President have also been protesting.

Barbados’ food security achievable

F

ood security for Barbados is achievable, however, it requires consumer loyalty, a market driven approach and a level playing field where farmers would be protected from subsidised imports.

This view was shared by Dr Frances Chandler recently during her lecture on the topic “From Big Grain Rice To Fine Vegetables, Chicken and Pork Production: Recent Efforts at Diversification of Food Production”.

Tracing this island’s pro-

gress in the area of food production from the time of war to present day, Dr Chandler told the audience in the Queen’s Park Steel Shed that food security was achieved locally during the war times and it can occur again.

Touching on some of the possible ways it could be achieved in present times, Dr Chandler said a market driven approach is needed where farmers would know that the crops they grew are going to be bought. She add-

ed that proper planning is needed.

“We need proper planning of the agriculture industry – where you twin farmers to markets. So you have supermarkets and we twin the farmers with them so they know that they are producing this, that and the other every week, for this supermarket or that supermarket. Then we twin some to the processors – and you control it and you would have people coordinating it”.

he draft Procurement Bill, leaves procurement by the State and State-owned companies wide open to corruption and is a “waste of time” in its present state, said Winston Riley, chairman of the Public Sector/Civil Society Group on Public Procurement.

“You can burn the bill as it is a waste of time. There are loans from the international lending agencies for the procurement of goods,

works and/or services that are outside of the remit of the Procurement Bill. We know that over 50 per cent of procurement for goods, works and services in our region is outside regulations. “With our approach of Government to Government it is about 70 per cent in T&T. So what are you having the Procurement Bill for? We are wasting time,” he told the Guardian Sunday in a telephone interview.

In the first week of April, the Procurement Bill was brought to the Senate by Planning Minister Bhoe Tewarie, who said the bill would not be debated until three weeks have elapsed to allow time for public scrutiny and discussion. Bahamas detains 132 Haitian migrants at sea

uthorities in the Bahamas have detained 132 Haitian migrants in a boat that broke down off a remote, sparsely populated island.

Police Superintendent Stephen Dean says 107 males and 25 females were intercepted off the coast of Ragged Island. The group

included six boys.

Dean said Monday that local fishermen alerted authorities about the disabled boat in the archipelago’s southern waters. Bahamian officials are flying the migrants to the main island of New Providence for processing by immigration officials.

esidents of a poor neighbourhood near the Brazilian city of Rio de Janeiro have set fire to vehicles in protest at the deaths of two people in incidents involving the police.

One of the victims was outside a church with his family on Good Friday when he was hit by a stray bullet.

He was caught up in a shootout between police and suspected drug dealers.

Amnesty International says some 2000 people die every year in Brazil in careless and violent police actions.

Residents of the Caramujo shanty town set fire to four buses and three cars, calling for justice. The death of 21-year-old Anderson Santos Silva as he was about to attend a special Easter ceremony angered the community, local media reported.

Information sharing key to biosurveillance threats in the Americas

rom April 1-4, the U.S. Southern Command’s (SOUTHCOM) Policy and Strategic Initiatives Division brought together senior public health, military and civilian experts from 12 nations in Central America, South America, the Caribbean and the United States to discuss the challenges of preparing effectively to address a biological event.

The 2014 Biosurveillance Challenges in the Americas Workshop was co-hosted by the U.S. Department of Defence’s (DoD) Defence Threat Reduction Agency (DTRA), which serves as the DoD’s official Combat

Support Agency for countering weapons of mass destruction; and the William J Perry Centre for Hemispheric Defence Studies, the National Defence University’s preeminent academic institution for teaching, research, and outreach on defence and security issues affecting the Americas, both of which had representatives participating at the four-day event.

The objective behind such an event was to promote the idea that coordinating disease surveillance activities across the Central, South American and Caribbean region has long-term benefits that reach far. According to

the event organisers, coordinating national plans and programmes can yield benefits in the ability to leverage regional strengths and capabilities while gaining an understanding of limitations, therefore enhancing early recognition of emerging disease threats and improving response effectiveness.

“From Alaska to Tierra del Fuego, there is a common vegetable and animal route that we share, so we have to organise a regional entity to establish common lines of communication efficiently,” said Dr Elsa Villarino, from the CDC in Mexico, during her working group conclusion. he St Lucia Government says there is need for a new cadre of farmers if the island is to take advantage of the new emerging markets globally.

“I believe there’s room to create a new regime of farmer insisting that they become business people,” Prime Minister, Dr Kenny Anthony said in a broadcast here. The Prime Minister said at present, the local banana industry was in no condition to maximise emerging opportunities, as black sigatoka disease had taken a toll on plantations forcing some farmers to abandon their farms.

speech was broadcast on local radio stations, saying certain groups should leave the town and urging men to rape women.

The Nuer community are seen as supporters of rebel leader Riek Machar.

President Salva Kiir is a member of the country’s largest group, the Dinka.

Although both men have prominent supporters

from various communities, there have been numerous reports of rebels killing ethnic Dinkas and the army targeting Nuers since the conflict broke out in December 2013.

Since then, more than a million people have fled their homes in what was already among the world’s poorest nations. South Sudan analyst James Copnall says that in a civil war marked by numerous human rights abuses, the reports from Bentiu are among the most shocking.

Leopard fleeing rooftop in India bites man

frightened leopard burst through the roof of a house in western India Monday and bit a man on the behind while trying to flee.

Home video taken from an adjacent rooftop shows the animal pushing through the broken tiled roof of a home in Ballarpur, Maharashtra, and chasing several men in its way. As the cat jumped to another rooftop, it took a bite out of

the buttocks of a man trying to escape it, Sky News reported. Another villager on the scene was attacked as people tried to corner the leopard, but no serious injuries were reported.

The cat darted around, looking for a way out, and finally jumped down to street level, where it found refuge in a bathroom. The video zooms in on the leopard’s eyes, which seem to show fear as it cowers

in a dark corner. India’s Forestry Department eventually caught the animal and plans to release it into the wild.

Illegal deforestation has imperilled the habitats of many animals in India, forcing them to wander around searching for food.

Prison doctor fired after Kentucky inmate starves to death

prison doctor has been fired and two staffers are in the midst of being dismissed after an inmate at the Kentucky State Penitentiary starved himself to death in a case that has exposed lapses in medical treatment and in how hunger strikes are handled at the facility. Prison officials asked prosecutors to investigate after the Associated Press began asking questions about the

inmate’s death.

James Kenneth Embry, 57, and with just three years left on a nine-year sentence for drug offences, began to spiral out of control in the spring of 2013, after he stopped taking anti-anxiety medication. Seven months later, in December, after weeks of erratic behaviour – from telling prison staff he felt anxious and paranoid to banging his head on his cell door – Embry refused most

of his meals. By the time of his death in January 2014, he had shed more than 30lb on his 6ft frame and died weighing just 138lb, according to documents reviewed by the AP. An internal investigation determined that medical personnel failed to provide anti-anxiety medication that may have kept his suicidal thoughts at bay and did not take steps to check on him as his condition worsened. Syrian presidential election fixed for June 3

yria will hold a presidential election that is expected to return President Bashar al-Assad to office on June 3, the country’s parliamentary speaker has said. The first presidential election – after constitutional amendments did away with the old referendum system – will be held amid a civil war that has killed more than 150,000 people, with rebels holding large chunks of territory.

“Elections for the President of the Syrian Arab Republic for Syrians resident in the country will be

held on June 3 from 7:00am to 7:00pm,” AFP news agency reported quoting Mohammad al-Lahham during a special session of parliament on Monday. Voting for Syrians living outside the country will take place on May 28, Lahham said, adding that candidates for the presidency could register to run from Tuesday until May 1.

Assad, whose term ends on July 17, is widely expected to run and win another seven-year term in office despite the conflict. New election rules require candi-

dates to have lived in Syria for the last decade, effectively preventing prominent Opposition figures in exile from standing for office.

More than 150,000 people have been killed in the fighting in Syria since March 2011, according to the UK-based monitoring group Syrian Observatory for Human Rights. The conflict, which began with peaceful protests against Assad’s Government, has also displaced nearly half of Syria’s population inside and outside the country.

Japan PM makes offering to Yasukuni Shrine, angers China, South Korea

apanese Prime Minister Shinzo Abe has sent a ritual offering to the Yasukuni Shrine, seen by critics as a symbol of Japan’s past militarism, angering both South Korea and China on Monday and putting regional ties under further strain.

Adding to unease in the region, a Chinese maritime court in Shanghai seized a ship on Saturday owned

by Japanese shipping firm Mitsui OSK Lines, a move that Japan warned could have an adverse impact on its businesses in China.

The court said the company had failed to pay compensation stemming from

a wartime contractual obligation. China’s Foreign Ministry said the disagreement was a normal commercial dispute. Japan said the ship seizure, apparently the first time the assets of a Japanese company have been seized in a lawsuit concerning compensation for World War Two, was “extremely regrettable”.

“It is inevitable that this will have an adverse impact on Japanese companies in China,” said Chief Cabinet Secretary Yoshihide Suga. “We strongly urge the Chinese Government to make the proper response.”

The spat over the ship was a “regular business contract

dispute”, China’s Foreign Ministry Spokesman Qin Gang said, adding that the Government would safeguard the rights of foreign investors.

“This case has nothing to do with compensation from the Chinese-Japanese war (World War Two),” Qin told a regular news briefing.

“Extremists are calling the tune,” he alleged, condemning a fatal shooting near Sloviansk, in eastern Ukraine. He also condemned the continuing Maidan street protests in Kiev.

He said it was “absolutely unacceptable” that the Ukrainian authorities had failed to end what he called the illegal protests in the

capital. However, Ukrainian Foreign Minister Andriy Deshchytsya said he was “surprised” Lavrov did “not know what is being done in Ukraine regarding the Geneva agreements”, Kievbased news agency Unian reported.

Walter Rodney CoI begins today

T

he highly anticipated Walter Rodney Commission of Inquiry (CoI) is set to commence today with scores of persons expected to testify in the investigation which will seek to ascertain, who or what, may have led to the death of the late historian and political activist.

Dr Rodney was killed 33 years ago on June 30,th 1980, when a bomb, planted in a walkie-talkie device, exploded in his lap, while he sat outside the Georgetown Prisons in his brother’s car. According to reports, he was sent there, at the request of former Guyana Defence Force electronics expert Gregory Smith, to test the device “near the metal fence”.

Since then, fingers have been pointed in the direction of the then ruling Government, the People’s National Congress (PNC), under the leadership of the late President Linden Forbes Sampson Burnham, claiming that he, through Smith, gave Rodney the device which killed him.

However, the party has over the years denied any actual involvement in the killing. Many current members have also said that they were not a part of the political body during that time.

Eyebrows have recently been raised over the party’s announcement that it will not be participating in the investigation. Leader of the party, Brigadier (retired) David Granger told this publication that because the Head of State has refused to address the issues the party had raised, it will not be partici-

pating in the inquiry.

However, according to him, if they so wish, individual members are free to participate.

But Government, through Attorney General Anil Nandlall had told Guyana Times that the decision made by the PNCR not to participate may very well be a poor one, since the party could have gotten a chance to exonerate itself from the looming accusation. “One would think that were they unconnected to Rodney’s death, this would have given them an opportunity to vindicate themselves,” said Minister Nandlall.

Objection The PNCR, through a letter, had indicated to President Donald Ramotar, who also serves as sponsor of the Commission that, it had reservations over the appointment of Senior Counsel Seenath Jairam as a member of the Commission. According to the party, Jairam’s involvement in the Government’s

2012 budget cut case against the Opposition may somehow influence the outcome of the investigation. It had also raised concerns over Terms of Reference (ToR) number four which tasks the Commission to closely examine entities such as the Guyana Police Force, Guyana Defence Force and the Guyana Peoples Militia to determine whether those who were in command were ordered to engage in surveillance activities between January 1, 1979 and December 31, 1980.

But President Ramotar had maintained that there was nothing he could do, since the terms of reference were crafted by the family members of Dr Rodney.

Meanwhile, some members of the Working People’s Alliance (WPA) have received invitations from the Commission’s Secretariat to participate in the investigation. According to party leader, Dr Rupert Roopnaraine, a meeting is scheduled for Wednesday where discussions will be held to that effect. Dr Roopnaraine, during a telephone interview on Monday, reminded that his party remains committed to the work of the inquiry.

He noted that while it will not be participating as a body, himself and other members will be taking part.

On February 25, the threemember Commission was sworn in before President Donald Ramotar, to examine the circumstances which led to the death of Dr Walter Rodney. Some $112 million has been budgeted for the Commission.

Paddy shipments to Venezuela commence T he first paddy shipment for the year to neighbouring Venezuela departed the Muneshwers Wharf in Georgetown on Monday around 21:00h.

The shipment, which weighs approximately 6000 metric tonnes, is expected to arrive in Venezuela’s capital, Caracas on Friday, April 25.

The shipping process will continue until November as by that time it is expected that the 200,000 metric tonnes of rice and paddy due to Venezuela would have been met.

When Guyana Times visited the docks on Monday, workers were busy trying to get the cargo on board to meet the shipping deadline.

About 100,000 metric tonnes of rice and paddy are expected to be shipped to the neighbouring country by April month-end.

A total of 200,000 metric tonnes of rice and paddy are due to be exported to the Spanish-speaking country.

This year’s initial rice shipments were delayed due to the civil unrest in Venezuela.

In 2013, US$130 million worth of rice was exported to Venezuela.

Paddy that was shipped to Venezuela on Monday was produced mainly in Regions Two, Three, Four, Five, and Six. While maintaining that Venezuela remains one of the most important markets for Guyana’s rice and paddy, the Minister contended that the other traditional rice markets are also similarly important, since rice is a major contributor to Guyana’s Gross Domestic Product (GDP).

He posited that just about half of Guyana’s rice exports for the 2014 will go to Venezuela, with the remaining going to other traditional markets such as Jamaica, Trinidad and Tobago, Barbados, Portugal, Spain, and others.

EPA to assess reports of Essay competition on taxation matters launched Canje River pollution

uyana Rice Development Board (GRDB) General Manager Jagnarine Singh said he will ask the Environmental Protection Agency (EPA) to assess reports of pollution of the Canje River by rice farmers.

Speaking with Guyana Times on Monday, the General Manager related that while he is aware that farmers would pump water from the rice fields into the river, he is not sure whether it could be deemed as pollution, since it is only “muddy water” that may have some amount of fertiliser residue.

However, he pointed out that nonetheless, EPA officials will be asked to visit the area and do a complete assessment of the situation.

Canje residents have complained about the pollution of their water source.

One resident, Alfred Shultz, explained to Guyana Times that when rice farmers release water back into the river, residents are unable to drink it since it is a health hazard.

“We use the water in the river for all domestic purposes. So when they start letting out the water, I have to trav-

At a recent Regional Democratic Council (RDC) meeting, the matter was raised, and the Chairman noted that the farmers cannot be allowed to disrupt the lives of the people who have resided in the area all their lives. While residents have benefited from the farming activity, they are calling on authorities to come to their rescue.

The essay competition aims to stimulate and encourage interest in taxation matters

he Guyana Revenue Authority (GRA) in collaboration with the Caribbean Organisation of Tax Administrators (COTA) has launched an essay competition aimed at stimulating and encouraging interest in taxation matters.

GRA representative Junior Singh stated that the competition was launched after it was found that many persons in the Caribbean, particularly in Guyana, were not knowledgeable about taxation matters.

On this note, the collaborative effort is aimed at youths, particularly to encourage them to become “tax matters wise” so that they

can impart the information to others.

The competition, which has been launched under the theme “The tax code is a road map for law abiding citizens and businesses to pay what they legally owe, not an obstacle course to be gamed and gotten around”, is opened to secondary school students between the ages of 14-16 years old.

The essays should be between 800-1000 words, typed in Times New Roman font, size 12 on quarto size paper, using 1.5 line spacing and fully justified.

Each entry must contain the name of the member state, the name of the school

and the name, age and form of the competing student on the first page of the submission.

The best three national essays will be selected for entry into the regional level competition. The determination of the three winners at the regional level will be made in accordance with the process agreed by COTA and publicised during July 2014.

The winning entry will receive US$1000 and a trophy, the second prize winner will receive US$750 and the third prize winner will receive US $500.

The winners’ schools will also be awarded.

Singh noted that the deadline for the submission of essays is Thursday, May 15 and all essays must be submitted in sealed envelopes, marked COTA Essay Competition 2014, and addressed to Senior Manager, Communication and Tax Advisory Services Division, Guyana Revenue Authority, 200-201 Camp Streets, Georgetown.

“We are asking all schools to come onboard and encourage their students to get involved in the essay competition,” Singh noted.

Six females in NA karaoke semi-finals

S

ix females and three males will contest the Banks Premium Beer Karaoke competition in New Amsterdam on Wednesday evening.

The nine will vie for the six spots in Saturday’s final.

At stake is over $50,000 and trophies and trips to locations around Guyana. The one-month-long competition started with 25 persons but has been reduced to nine, following the elimination of two contestants on Saturday when action continued at the Harmony Restaurant and Tavern on Republic Road, New Amsterdam.

On Saturday, the contestants were required to perform a duet and a piece of their choice. The night’s proceeding saw the impact the competition is having on some of the singers, all of whom are required to perform a total of four different songs weekly for a period of four weeks before the finals.

Many of the artistes at this stage in the competition are now finding it difficult to come up with songs

and deliver them with the same enthusiasm and confidence as they were doing in the earlier stages of the competition.

In a desperate attempt to save himself from elimination after performing miserably in his duet with “Desiree”, George Cush sang “It’s Now or Never”.

Although it was one of his better performances in the competition, he did not make enough of the opportunity he had then, and so will not be in the semi-finals.

Once again, the Caeser brothers, Julius and Julian continued to impress not only the judges but also the scores that showed up. On Saturday, Julius teamed up with Shevon Castello to perform Rihanna’s “Stay” to a thunderous applause at the end.

Top performance

He then returned with “Wasted Days and Wasted Nights” to finish the evening as one of the top contestants. His brother on the other hand had “Diamond”

as his partner as they performed Bob Marley’s “Turn Your Lights Down Low”.

The performance had the audience waiting in anticipation for Caesar to sing for maybe just a little too long, and when it was his turn, he started to read instead of rap.

His return performance with Luis Armstrong’s “What A Wonderful World” was well received and kept him as one of the top contenders. The evening once again belonged to two women: Castello and Carla. The latter delivering a spellbounding performance with “She’s Got You”. The song was an excellent choice for the singer, who delivered what could be considered the best performance in the competition to date.

Castello, who continues to increase her competitiveness as the competition gets older, delivered a breath taking performance with, “I Will Remember You”.

Janay, who delivered her best performance yet when she sang, “If Walls Could Talk” will still have more to

do if she wants to make it to the final.

Another artiste who seems to deliver his best every time he performs is “Noel”, who is still to prove that he can outmatch the rest. He, however, seems to have what it takes to make it into the final.

Desiree and Eloues, who had delivered some great performances during this competition were both at their best in their solos; Desiree singing “Wind Beneath My Wings”, took the audience to a Celeine Deon concert while Eleouise, who performed Elton John’s “Something About The Way You Look Tonight”, sang in the wrong key at times but still managed to deliver a great performance.

Meanwhile, Diamond was encouraged by one on the judges to challenge herself and try songs other than reggae. The nine on Wednesday will perform a song selected by the organisers and one of their choice.

Based on their performance, the final six will be selected.

Mayor creates upheaval over vending fees

ity Mayor Hamilton Green on Monday created upheaval on the Georgetown Seawall as he prohibited stallholders from paying their fees to councillors under the supervision of Town Clerk Carol Sooba.

Ranks from the Alberttown Police Station are investigating the complaints made by the council members, who reportedly “behaved badly” at the Georgetown Seawall.

Guyana Times caught up with a councillor at the Alberttown Police Station,

who explained that Mayor Green in his effort to prevent the workers from carrying out their duties; took away the keys to their vehicle.

The councillor said the mayor walked around, telling the vendors that they should not pay the fees, causing a commotion between the vendors and councillors.

Last week a storm was created at City Hall over whether or not monies should be collected from vendors along the East Coast Highway on Easter Monday.

Deputy Mayor Patricia Chase-Green had informed last week that the Town Clerk had no right to collect funds from vendors since a ban was placed on the area

by Public Works Minister Robeson Benn last year, after bouts of high tide caused severe flooding in the area.

The vendors had reportedly purchased their spots for $10,000, $15,000 and $20,000.

France supports OAS Fund for Electoral Caribbean, Central American Observation Missions nations teaming up for climate

he Organisation of American States (OAS) and the Government of France on Monday signed an agreement by which the European country will donate 150,000 euros to the Fund for Electoral Observation Missions (EOM) to be deployed by the hemispheric institution in 20142016.

The OAS Secretary General José Miguel Insulza, emphasised the key role of the EOMs in the promotion and advancement of democracy in the hemisphere, and recalled that six observation missions were conducted during the first four months of 2014, while another 10 will take place during the rest of the year.

“To join with the Government of France in these efforts will no doubt provide a key support in carrying out this important task entrusted to the OAS,” he said.

“The signing of the agreement is another example of France’s commitment to further strengthen its cooperation for the benefit of the citizens of the Americas,” said Secretary General Insulza, who stressed the importance of the input and interaction of the European country with the OAS, an organisation to which it has been a permanent observer since 1972.

Insulza said EOMs “are one of the most important tools that we have for our organisation to consolidate democratic values and strengthen democratic institutions in our countries,” emphasising that “our Inter-American Democratic Charter establishes the holding of periodic, free, and fair elections based on secret and

“It’s never an easy role, nor is it a quiet role, but it is a role that only the OAS can play,” he said.

The French diplomat said that the EOMs of the OAS carry out their tasks with “conviction, determination and independence, and this is something that France welcomes”. He added that the OAS has a central role in ensuring the transparency of elections in the region, because “a true democracy must have free and fair elections to renew the covenant between citizens and their representatives”.

The agreement was signed at OAS headquarters in Washington, DC.

W

hen the 2010 earthquake struck Haiti, the Caribbean Catastrophe Risk Insurance Facility(CCRIF) was the first institution able to mobilise emergency funds within the first two weeks of the disaster to respond to the immediate needs of the Government.

Since its creation seven years ago, CCRIF has made eight payouts amounting to US$32 million to help countries manage budget volatility in the aftermath of recent natural hazards. This mechanism has successfully leveraged capital and insurance market capacity to strengthen climate resilience in these countries.

Families in the Caribbean and Central America are used to paying relatively small premiums to protect their families in case their houses were threatened by natural events. Small island states in the Caribbean have been applying a similar model to protect themselves against far more likely and more devastating risks caused by tropical storms and earthquakes.

Nine countries in Central America and the Caribbean experienced a disaster which had an economic impact above 50 per cent of their annual GDP since 1980. The impact of Haiti’s earthquake was estimated at 120 per cent of GDP. The same year, tropical cyclone Agatha, in Guatemala, had devastating consequences and pov-

erty rates increased by 5.5 per cent. One year after the shock, food expenditures were 10 to 13 per cent lower and school enrolment fell by four per cent among children age seven to 11 in rural areas.

For the first time, Finance Ministers of the Caribbean and Central American countries met during the World Bank Group and International Monetary Fund (IMF) Spring Meetings to draw lessons from the CCRIF and see how this mechanism could be leveraged and opened up to Central American countries to cover tropical storms, earthquakes and other risks, including excess rainfall.

Nicaragua and Honduras were the first countries from Central America to announce they will be joining the facility. Other Central American countries including Panama, Costa Rica, Guatemala and El Salvador also have expressed strong interest in becoming members of the CCRIF.

During the meeting, the US Treasury and Mexico announced that they would support the initiative and provide US$10 million each, in addition to the approximately US$15 million contribution already provided by Canada. CCRIF is designed to offer insurance at affordable rates. Because of its large membership, it has been able to diversify its portfolio and purchase insurance coverage at more favourable terms, resulting in an average of 50 per cent savings, in comparison to countries who bought insurance individually from international markets.

This first meeting looked at the benefits of expanding the facility to a larger pool of countries, which would not only provide savings on the operating costs, but also significantly reduce the premiums to existing members.

Hasan Tuluy, World Bank Vice President for Latin America and the Caribbean who was chairing the meeting, highlighted that the CCRIF is a true example of both a regional public good where collective action has clear financial benefits as well as a private-public partnership that can help countries address the adverse impacts of a changing climate.

Tuluy concluded the discussion by announcing a pledging conference for donors to contribute to this initiative, in October at the margins of the World Bank’s annual meetings.

George creates history at Carifta Games – only Guyanese to win two golds at same edition; Baird grabs 200m silver

ust one day after defending her 1500 metres crown, double Carifta gold medallist Cassey George became the first Guyanese to grab two gold medals at the same edition of the games, which concluded on Monday in Martinique.

After winning the girls’ under-18 1500 metres on Saturday in 4:40.44s, George clocked 10:03.27s to easily win the girls’ open 3000 metres and achieve the historic feat.

rganisers of the seventh annual Guyana Cup Fever have hailed the one-day event as a huge success, despite all the controversies leading up to race day.

The one-day horse race meet was held on Sunday at the Port Mourant Turf Club (PMTC), Corentyne, Berbice.

“We had some problems leading up to the race meet, but in the end I must say that the meet was a huge success,” secretary of the PMTC Chattergoon Ramnauth said after the race.

prior to Thursday’s decision by Chief Justice Ian Chang.

Chang discharged an injunction filed against the Guyana Cup Fever which would have prevented the event from being staged following a legal challenge mounted by horse owner Dennis DeRoop.

The owner of the animal had moved to the courts to challenge a decision made by the club to disqualify Score’s Even from participating in the event after they had refused to register the horse.

DeRoop was also seeking an injunction restraining the defendants by themselves, their servants and agents from holding the

Injured Bravo to miss rest of IPL

wayne Bravo, the West Indies and Chennai Super Kings allrounder, is set to be sidelined for at least four weeks due to a shoulder problem.

Bravo sustained the injury when attempting a catch on the boundary in Super Kings’ first match of the season, against Kings XI Punjab on Friday.

Ahead of the match against Delhi Daredevils, MS Dhoni, the Super Kings captain, said Bravo would be out for “4-5 weeks”. “Sad that he won’t be part of the dressing room, hope he recovers soon,” Dhoni said.

players retained by Super Kings this season, after a strong show in 2013 when he took a league-leading 32 wickets. Super Kings have usually preferred to have several overseas allrounders in their line-up, but in Bravo’s absence they are lacking a foreign player who can turn the game with both bat and ball.

World Cup to kick up prices in inflationweary Brazil

s if worrying about unfinished stadiums and overcrowded airports wasn’t enough, the upcoming soccer World Cup will give Brazilian policymakers another headache: an inflation spike.

The arrival of roughly 600,000 foreign tourists for the month-long tournament that starts in mid-June will likely cause substantial increases in the prices of airline tickets, restaurant meals and hotel rooms.

Those three areas account for about a tenth of the weighting of Brazil’s benchmark IPCA consumer price gauge. That could spell trouble for President Dilma Rousseff as the inflation rate is already at 6.19 percent.

“The World Cup will make things more difficult for the government,” said Reginaldo Nogueira, economics professor at Ibmec business school in Belo Horizonte.

The World Cup has already been bogged down by cost overruns, delays in infrastructure projects and deadly accidents.

Although the govern-

ment expects the tournament to add half a percentage point to economic growth and thousands of jobs, rising inflation and persistently weak growth has eroded Rousseff’s popularity as she seeks re-election in October.

Nogueira said that price shocks from the Cup could be the last straw that puts Brazil’s 2014 inflation target - between 2.5 and 6.0 percent - out of reach.

Estimates as to the exact impact of the World Cup on consumer prices vary. Juan Jensen, chief economist with Sao Paulo-based consultancy Tendencias, said it may add 0.35 percentage points to inflation in June alone.

Most economists agree that any spike will ease after the World Cup ends in July but some officials still worry it could scare consumers and contaminate expectations going forward, giving new impetus to price increases.

Keflezighi wins Boston Marathon, first U.S. victor in decades

eb Keflezighi on Monday became the first U.S. male athlete to win the Boston Marathon in three decades as onlookers chanted “USA! USA!,” an emotional performance in a city still recovering from last year’s fatal bombing attack.

Keflezighi, who was born in Eritrea but is now a U.S. citizen, pulled ahead of a pack of elite African runners a little more than halfway into the race and held off a late challenge by Kenya’s Wilson Chebet to finish in two hours, eight minutes and 37 seconds.

Among the women, Kenya’s Rita Jeptoo notched her second consecutive win of the race, smashing a 12-year course record with a blistering time of two hours, 18 minutes and 57 seconds, reeling in American Shalane Flanagan,

who had set a punishing pace as she led the women for the first 20 miles of the 26.2-mile (42.2-km) race.

“This is probably the most meaningful victory for an American, just because of what happened here last year,” Keflezighi told reporters after his win. “Up till now I’d say my career was 99.9 percent fulfilled. Today I’d say it is 110 percent fulfilled.”

Noting that the Boston Red Sox’s World Series championship last year had lifted the city’s spirits, he added that he wanted to provide a similar boost: “When the Red Sox did it, I said, ‘I want to do it for Boston.’”

Flanagan, who finished seventh, said she had decided to run this year’s race immediately after last year’s attack.

“I just wanted to send a

message that I was not afraid to be back here and I was not afraid to be a part of this day,” said Flanagan, who vowed to return next year, and to keep returning until she notched a victory.

Last year, three people, including an 8-year-old boy, were killed and 264 were hurt when, prosecutors say, a pair of ethnic Chechen brothers left homemade bombs at the crowded finish line, tearing through the crowd.

Fans had packed the course, waving American flags and wearing T-shirts bearing the “Boston Strong” motto the city adopted as a rallying cry after last year’s attack. Their screams grew deafening as Keflezighi tore through the final miles.

“It is very symbolic that an American won this race today one year after the bombing,

said Veronica Carroll, who had traveled from New Jersey to watch her husband run. “It represents the strength of our country.”

Some 35,755 runners from 96 countries competed in the second-largest field in history for the 118th running of the Boston Marathon.

Among the women runners, Buzunesh Deba of Ethiopia was second and compatriot Mare Dibaba third.

They too turned in faster performances than the previous course record of 2:20:43 set in 2002 by Margaret Okayno of Kenya.

Among the male runners, Wilson Chebet of Kenya finished second and Frankline Chepkwony, also of Kenya, was third.

anchester United are set to sack manager David Moyes less than a year after he took charge of the club, British media reported on Monday.

Moyes was appointed last May when Alex Ferguson retired after guiding the club to their 13th Premier League title under his management.

United are languishing in seventh place in the Premier League and face an expensive rebuilding job in the close season.

Several British newspapers reported online that

Moyes had lost the support of the American Glazer family who own the club.

A poor performance in a 2-0 defeat away at Moyes’ former club Everton on Sunday was seen as the final straw.

The Daily Telegraph said Moyes could be out before Saturday’s home game with Norwich City if he seeks assurances over his future which executive vice-chairman Ed Woodward would be unlikely to be able to provide.

Trott to take another break from cricket

ngland batsman Jonathan Trott is to take a break from cricket after a recurrence of the anxiety issues that forced him to leave the Ashes series.

Trott, 32, left England’s Australia tour in November, because of a “long-standing stress-related condition”.

He played a county game for Warwickshire this week, but said: “To my disappointment I’ve felt the same anxieties that occurred in Australia.

“It is not fair to continue when I am unable to function at 100%.”

Trott, who recently spoke of his intention to resume his international career, has played 49 Tests for England.

There has been confusion about the exact nature of the illness, since the player himself said in interviews in March that he was “burnt out” and “emotionally and mentally spent”.

However, that led to some media criticism with former England skipper Michael Vaughan saying he felt “conned” by the England and Wales Cricket Board’s explanation for Trott’s de-

parture from Australia.

The South African-born batsman is understood to be keen to stress that he has a genuine medical condition and is upset with Vaughan’s comments.

However, following Trott’s statement that he is taking another break, Vaughan tweeted: “Very sad and I wish him a full recovery.”

Trott recently said he was feeling “refreshed” after enjoying a family break and that he was looking forward to getting back to action.

In an announcement on the ECB’s website, Trott added: “I have decided it is

best for all involved that I continue my recovery on the sidelines for the time being.

“I would like to thank Warwickshire and the ECB for their continued support through this time.”

The ECB’s chief medical officer Dr. Nick Peirce said: “Despite Jonathan wanting to play for Warwickshire from the start of the season, having spent time with him yesterday it is clear that he will benefit from a further period away from the game.

Carifta Games 2015 in St Kitts, 2016 in Grenada

he host of the 2015 Carifta Games will be St Kitts and Nevis, after Turks and Caicos Islands withdrew their bid. The event will be in in Sugar City, St Kitts!

St Kitts and Nevis last hosted the Carifta Games in 2008.

In what could be considered a surprise, Turks and Caicos Islands and St Lucia, submitted Letters of Intent for 2016, so too did The Bahamas. St Lucia pulled out to support Grenada while Bahamas backed down in support of Turks and Caicos Islands.

It was down to Turks and Caicos Islands and Grenada, but

the latter was given the nod. Grenada last hosted in 2000, but hurricane destroyed their stadium in 2004, which is now in it’s rebuilding stage.

Meanwhile, a suggestion for a Carifta Games template was put forward by Bermuda for future Carifta Games. This according to the officials, will allow for all host countries to work off the same template.

St Kitts and Nevis Track and Field on facebook, supported the idea. “Excellent idea, it’s about time. In that way, the same mistakes will not be made especially as it relates to transportation, accommodation and media relations.” (trackalerts.com)

ichael Phelps, the most decorated Olympian in history, announced earlier this month that he was returning to competitive swimming. Phelps had retired following a six-medal performance at the 2012 Summer Olympics in London.

Phelps and his coach, Bob Bowman, aren’t saying whether he’s gearing up for another run at the Olympics, but it’s hard not to speculate about one of the best athlete

returning to competition.

Phelps will make it to Rio de Janeiro in 2016. But if he represents the US for a fifth time—he would be 31—how might he perform? Putting aside conditioning concerns— Phelps only swam occasionally in the year following his retirement, though he is reportedly now working out with Bowman five days a week—the spectre of age looms large.

Thirty-one is ancient for an Olympic swimmer. Since

1968, only 17 athletes 31 and older have participated in any of the individual events Phelps would probably attempt (100 and 200-metre butterfly; 200-metre freestyle; and 200 and 400-metre individual medley). The average age of medallists in those events was 21.4.

Of course, Phelps isn’t the typical Olympic swimmer. At his peak, the 2008 Games, he set the world record in four of the five individual events (he had to

settle for just an Olympic record in the 100m butterfly; he broke the world record in that event in 2009).

So, in 2016, Phelps might be a shadow of his former self, but even a diminished version of history’s best swimmer could be a force to be reckoned with. In the 2012 Olympics, Phelps took individual gold medals in the 100m butterfly and the 200m medley, and grabbed silver in the 200m butterfly. (Trinidad Express)

ngland wicketkeeper Jonny Bairstow says he is disappointed he will not get to play with Kevin Pietersen again.

Pietersen was discarded after the 5-0 Ashes defeat in Australia and England managing director Paul Downton says there is no chance he will be recalled.

The ECB unveiled Peter Moores as their new coach last week with Downton saying the batsman had become “disengaged” during the doomed Ashes tour.

“He [Pietersen] is a fantastic player,” Bairstow told BBC Radio 5 live.

“He is one of the best there has ever been; it was a great pleasure to play with him. He could change a game on his own, so it’s disappointing that I won’t get to play with him again.

“However, that is the decision they [England and Wales Cricket Board] have made and we move forward and I’m sure the team will go from strength to strength.”

Bairstow is currently re-

covering from a broken finger having replaced wicketkeeper Matt Prior for the fourth and fifth Tests during last winter’s Ashes tour.

The 24-year-old took 10 catches in total, but struggled for runs, scoring 10 and 21 in the fourth Test and following up with 18 and a duck in the next.

He admitted the whole tour had been a “really, really tough trip” for the entire squad and not just Pietersen, adding it “was not a pleasant experience to go through”.

However, he believes the appointment of Moores - who returns for a second stint as coach - should herald an exciting new era for English cricket.

“There will be a period of change,” Bairstow said.

“There will be a transition period of players coming in and out but it’s an exciting time for English cricket.

GBA team perform Price is Rite final rained out P creditably against odds at int’l tourney T

he Guyana Badminton Association team participating in the Suriname Annual Easter International Tournament at the Walter Amo Sports Hall in Paramaribo, April 18-21, 2014 continued on Monday with matches in the Under-15 and Under -19 events.

According to reports, the Guyanese players, who are all playing in the higher age group events, continued to do extremely well on the final day,Tuesday, against their bigger opponents by reaching the semi-finals and finals. Especially noteworthy is 12-year-old Priyanna Ramdhani, who played in the Under-15 and Under- 19 events.

Players such as Priyanna and Narayan Ramdhani had to play five matches each on the final day, but were able to withstand the pressure.

After the finals, the presentation was held with the Guyanese players collecting a total of 11 trophies.

Manager/Coach of team Guyana,Gokarn Ramdhani, said that he was very proud that for the last seven consecutive years, the Guyana Badminton team have “medalled” at every international tournament they

have attended. These include The Pan American Championships, the Caribbean Championships, the Suriname Easter International Championships and The South American Youth Games.

n unbroken, half-century third-wicket stand between Jermaine Blackwood and Andre McCarthy put Jamaica within sight of victory and overshadowed Jonathan Carter’s second first-class hundred, in the Headley/Weekes Trophy semi-final here Monday.

Blackwood was not out on 53 and McCarthy was not out on 41, as the Jamaicans reached 106 for two in their second innings at the close on third day of the match at Kensington Oval, still 61 adrift of victory.

The pair has so far added 86 in an unbroken third wicket partnership to put the visitors firmly on track for a win that would give them a place in the Final of the tournament against Windward Islands.

eteran West Indies batsman Shiv Chanderpaul was helping to spearhead Derbyshire’s search for first innings lead, at the close of the second day of their County Championship game against Hampshire here Monday.

The left-hander was un-

beaten on 35 as the hosts finished on 203 for two, in response to Hampshire’s first innings of 328 all out.

Experienced opener Stephen Moore was at the centre of Derbyshire’s solid performance, stroking an unbeaten 106, off 192 balls in four hours at the crease.

Moore has added 93 in an unbroken third wicket stand with Chanderpaul who faced 65 balls in nearly 1-1/2 hours in the middle.

At that time, Jamaica’s medal count was 25 gold, 19 silver, and 8 bronze according to the sports website. Trinidad and Tobago has five gold, five silver and eight bronze medals.

The Triple Jump under-18 final went to Yanis Esmeralda David of Guadeloupe in 13.10m over Axelle Eugenie of Martinique 12.34m and Jamaica’s Shanique Wright (12.26m).

But this number is steadily increasing.
