s Venezuela’s sabre-rattling continues, President Dr Irfaan Ali and senior members of his Cabinet on Tuesday met with Opposition Leader Aubrey Norton and members of the A Partnership for National Unity (APNU) and Alliance For Change (AFC) parliamentary Opposition at the Office of the President to discuss the Bolivarian Republic’s recent acts of aggression.

In a joint statement, the Guyana’s Government and Opposition revealed that they are both united against Venezuela’s intimidation tactics, which include a statement Venezuela’s President Nicolas Maduroled Government released on Tuesday, accusing Guyana of refusing diplomatic dialogue.

“In discussing the latest actions by the Government of the Bolivarian Republic of Venezuela in pursuit of its spurious claim to the Essequibo territory of Guyana, President Ali and Opposition Leader Mr Norton from the outset, agreed that Guyana’s sovereignty is of paramount importance and is a matter on which the Guyanese people are all completely united,” the joint statement said.

“To this end, they condemned the flagrant violation of the rule of law by Venezuela and agreed that no effort should be spared to resist that country’s persistent endeavours to undermine Guyana’s sovereignty and territorial integrity.”

They reaffirmed the commitment to the current judicial process that is being conducted under the aegis of the International Court of Justice and are convinced that this would finally resolve the question raised by Venezuela over the validity of the 1899 Arbitral Award.”

“They recalled that for more than six decades after the 1899 Arbitral Award was delivered, Venezuela treated the Award as a final settlement of the border between the two countries. To this end, it consistently recognised, affirmed and relied upon the 1899 Arbitral Award as “a full, perfect, and final settlement” of the boundary between British

Guiana and Venezuela.”

It was pointed out that between 1900 and 1905, Venezuela participated in a joint demarcation and formal ratification of the boundary between the two countries, even publishing official maps that depicted the very boundary set out in the 1899 Award.

“In July 1931, Venezuela concluded a boundary agreement with Brazil that expressly confirmed the tri-junction point of the boundaries of British Guiana, Venezuela and Brazil as described in the 1899 Award. For more than sixty years, Venezuela gave full effect to that Award, and never raised a concern as to its validity and binding legal effects.”

Referendum

In Venezuela, the National Electoral Council has issued five questions to be asked in a national referen-

dum scheduled for December 3, 2023, including a question that seeks the approval of the Venezuelan people to create a new Venezuelan state out of Guyana’s Essequibo region - which the Guyana Government has already lambasted as “brazen” and “pernicious”.

This view was supported by the Opposition during the meeting, with both sides agreeing that the questions in the referendum violate the sanctity of treaties and blatantly disregard international law.

“In particular, question three of the set of questions to be placed before the people of Venezuela speaks to the “historical position” of Venezuela “of not recognising the jurisdiction of the International Court of Justice to resolve the territorial controversy over Guayana Esequiba,” the statement said.

Adolescent mothers

T

his newspaper has reported on several stories where adolescent mothers completed the reintegration programme through the Education Ministry.

These young mothers have a chance to be gainfully employed and take care of their children. This opportunity, like the reintegration into the formal school system, gives adolescent mothers a prospect to a good education, thus providing them with the foundation to have a better life.

Sometime ago, after reports surfaced in the media that teenage girls, aged 13 and 15, from the Lower Pomeroon area, Region Two (Pomeroon-Supenaam), had become pregnant and had subsequently given birth to twins, there was much uproar about the lack of will at the level of policy-makers, and the lack of guidance at the social level, to help prevent teenage pregnancy.

Also, this publication had reported, some time ago, of a 14-yearold girl, also from the Pomeroon River, who was hospitalised after she had tried to abort her unborn baby and had injured herself.

This is a typical example of what happens when one becomes pregnant at a very young age, and possibly gets into a state of depression due to that pregnancy.

The fact that our students, who ought to be at school educating and preparing themselves to face life’s challenges, are engaging in such life-changing activities is very worrying. Our adolescents would certainly have to face the consequences later down the road. The resulting problems could be many; for example: severe health complications for both the mother and child, and serious social and economic problems.

The World Health Organisation (WHO), in one of its reports, had stated that adolescents aged 10-19 years account for 11 per cent of all births worldwide, and for 23 per cent of the overall burden of disease due to pregnancy and childbirth.

The Organisation has reported that 14 per cent of all unsafe abortions in low- and middle-income countries are among women aged 15-19 years. About 2.5 million adolescents have unsafe abortions every year, and adolescents are more seriously affected by complications than are older women.

Many health problems are particularly associated with negative outcomes of pregnancy during adolescence. These include anaemia, malaria, HIV and other sexually-transmitted infections, postpartum haemorrhage, and mental disorders such as depression.

Likewise, the social problems, both on families and the community, are many. Many girls who become pregnant have to leave school. This has long-term implications for them as individuals, their families, and communities. For example, when an adolescent girl becomes pregnant, her entire life is affected, as her focus can no longer be her academic studies; she would now have to dedicate all her energies and resources to child rearing and caring. In most cases, the male partner is also similarly affected.

That said, we believe that in many of these cases, especially in girls under 15, such pregnancies are not the result of a deliberate choice, but rather an absence of choices, and of circumstances beyond a girl’s control. Early pregnancies reflect powerlessness, poverty and pressures – from partners, peers, families, and communities. Hence, there is need for approaches that build girls’ human capital; help them make decisions about their lives, including matters of sexual and reproductive health; and offer them real opportunities, so that motherhood is not seen as their only destiny.

Girls need to have access to both sexual and reproductive health services, and to the right kind of information, so that they can make informed choices about their own lives. In many communities, especially in the hinterland areas, these services are lacking.

In May 2011, the World Health Assembly adopted a resolution urging member states to accelerate actions to improve the health of young people. It included these specific measures: reviewing and revising policies to protect young people from early child-bearing; providing access to contraception and reproductive health-care services; and promoting access to accurate information on sexual and reproductive health.

It is very commendable that the Education Ministry continues to help teen moms through the Re-integration of Adolescent Mothers programme. This affords teen mothers the opportunity to be productively employed, and for those who choose to reenter the formal school system, they can do so successfully.

Our Government has to be vigilant Dear Editor, It is with grave concern that I pen these lines to us in regard to the increased incidents of weapons and ammunition being found in our country. The recent incident of three guns posted in a barrel from a foreign source marks a watermark in our constant fight against gun crimes and criminal enterprise. While we watch aggression from Venezuela, we must never forget that we have an inherent sickness of subversion from right here in our midst. In fact, someone said there is more aggression from within our own borders than from without.

Then the burning question is: why bring guns into our country? Are we at war

with ourselves? What is the motive behind the proliferation of weaponry? To answer those questions, we don’t have to look very far, but to take a closer look at recent actions and statements of a few malcontents in society. We are all too familiar with the term “preparing for the revolution”, and “we must free ourselves (violently) from the stranglehold of The Apartheid PPP/C” and “the struggle continues”. These are all words meant to stir up chaos and confusion, statements that should engender violence and strife; this is the sole aim of their diabolical plan. But they would not succeed!

I call to remembrance a statement made by one of

the usual suspects when the Terrorist Linden “Blackie” London was shot and killed.

In the Creole language, that person said, “There is moh where he comes out from,” meaning there were more brainwashed souls who believed that they could seize power by violent means.

And this has been their modus operandi ever since: to lead and brainwash some into that silly place that they might turn Guyana into a civil war state.

Similar sentiments were echoed when mass murderer Smallie was cremated and disposed of. There was a big hue and cry by some known hacks in the manner in which this criminal was dealt with. Theirs was the belief that his body should

have been given back to the family to be paraded in the streets like a hero. But all of that was thwarted when he was sent away peacefully.

But they will not achieve that objective, thanks to the Guyana Police Force’s stringent hold on subversive activities. Isn’t it the same reason why there is a concerted effort by two known political hacks to see the backs of the acting Commissioner and the Crime Chief? It certainly is! So, in light of the above, I call on the GPF to be on full alert, be ever vigilant with the purposeful aim that Guyana moves forward in peace and quietude.

Guyana’s solar panel project is now a necessity Dear Editor, I have been reminded that there are more than two million residential and commercial solar installations in the U.S, and what is more interesting is that it is predicted that, within the next couple of years, the percentage of solar-powered homes in that country is likely to reach 2.5%.

That is staggering, and it sends a message to us in Guyana: that is, that we need to keep plugging away at this solar thing. It is really a win-win situation. So, I am very happy for those “More than 300 households (who are) to benefit from Government’s 30,000 solar panel project.”

This news was recently made public by the Ministry of Housing and Water. The stats show that some 97 solar panels were distributed in Imbotero, 22 in Morawhanna, 58 in

Hobodeia, 68 in Hotoquai, 55 in Assakata, and 12 in Lower Koriabo.

Editor, if this is not modernisation and development, then tell me what this is. I am so elated overall, and I must give kudos to the ruling People’s Progressive Party/Civic (PPP/C) for staying with this initiative. Many may treat it as unnecessary and trivial, but for them I have news.

First, there are huge and considerable implications for the real estate and housing construction markets when homes are equipped with solar systems. There’s little doubt that the installation of a new solar system is costly, but when this happens, homeowners, if they should later sell, can expect to recoup more than 90% of their investment in property value, not to mention the additional energy-sav-

ing costs that would add up over time.

But bear in mind this input comes with the compliments of the PPP/C Government. That is why I stated that it’s a win-win situation for the recipients.

Where selling is concerned, studies have indicated that the addition of solar panels can increase the value of a home by 4.1%.

Other studies suggest that the value increases by as much as $6,000 per kW installed.

The next big boon for solar investment lies in the fact that, with installed solar power systems, numerous benefits are derived: lower electricity bills, lower carbon footprints, and potentially higher home values. I admit that these benefits typically come with the installation and maintenance costs, but again, all of this is in the hands of the

Government, and all that is required of the beneficiaries is that they exercise due diligence, and not take things for granted.

A timely closing reminder is that with residential solar systems, citizens can save money, lights can be kept on when the grid goes down, and the systems are usually designed to work in a variety of climates.

Since Guyana’s energy demand is growing rapidly, it goes without saying that more solar power projects must be coming onstream in both coastal and hinterland areas if we are to meet that demand. Just think on this: Peak demand for electricity in Guyana stands at about 153 megawatts (MW) currently. In coming years, however, that demand is expected to triple.

Guyana darts team thanks NSC for its continued support of darts Dear Editor, Let us take this opportunity to again congratulate the Guyana team for performing so well in the Qualifier of the Championship Darts Latin America and Caribbean (CDLC) tournament.

Mr Norman Madhoo must especially be thanked, for he continues to make us proud of his achievements in darts, and he has again proven to be the premier darts player in Guyana. He will now represent us at the PDC World Championships.

I would also like to commend the Guyanese contingent on their effective fund-raising efforts

to enable their participation in this event in Chile.

We, of the Guyana Darts Association, have always encouraged fundraising in our affiliates. It should not be expected that the National Sports Commission would be fully funding all international teams, those teams have to show that they at least attempted to garnish some funds themselves.

Prior to his letter in your newspaper on Saturday, October 21, labelled “Guyana’s Darts Contingent is lacking support from the Guyana Darts Association and Sports Ministry”, we had never heard of Mr Mustafaa Azimullah, apparent author

of the letter. We would like to clarify some issues that he may not be aware of: - The Guyana Darts Association is a very small organisation that, despite our scarcity in numbers, has been the driving force behind the development of darts for decades. Because of our small membership, our financial capability is meagre, but we try our best to fund our activities with fund-raisers and donations.

The accomplishments of our internationally recognised players such as Mr Madhoo serve to assist us in gaining visibility.

- The Darts Association this year decided to FULLY

sponsor a team of players to attend a Qualifier in Costa Rica in May 2023. Apart from fundraising activities, we reached out to Corporate Guyana and friends to garner funds and donations.

By far, the most generous of those donations was received from the National Sports Commission. On that occasion, we sent four players, three of whom were in the recent elimination in Chile. Our results were excellent.

- In June 2023, the Guyana Darts Association decided to FULLY sponsor a doubles team in darts to attend the World Cup of Darts in Frankfurt Germany.

Again, our greatest financial contributor was the NSC. Our results were not good.

-We again attempted to raise funds for the Qualifier in Chile this month. Funds were received from NSC, but only after the team had already departed for Chile.

We are, however, pleased to note the success of the participants in their own fundraising. Perhaps this donation can now be better applied to our Champion’s (Mr Norman Madhoo’s) expenses in the PDC World Darts Championship to be held in the UK in December this year!

Further consultations

Other agreed positions between the two sides during the meeting are that no country has the right to seize or annex any territory in another state; acknowledgement of the international support being received by Guyana and an agreement between President Ali and the Opposition Leader, to keep in close contact on the border controversy.

President Ali was accompanied in the meeting by Prime Minister, Brigadier (Retired) Mark Phillips, Vice President

Bharrat Jagdeo, Minister of Parliamentary Affairs and Governance Gail Teixeira and Minister of Foreign Affairs Hugh Todd.

Meanwhile, the Leader of the Opposition was accompanied by Members of Parliament Khemraj Ramrattan, Amanza Walton Desir, Geeta Chandon-Edmond, Tabitha Sarabo-Halley and Ambassador Ronald Austin CCH, Adviser.

Following the meeting, the parliamentary Opposition in an interview with the media described the meeting as a success.

Norton informed the media that Guyana is on the right track by making its case to the International Court of Justice (ICJ) and thus, must stay on that track. He attributed Venezuela’s posturing to the country trying to sway Guyana away from a final judgement from the ICJ. “Venezuela is trying to shift this thing away from the ICJ. We have to ensure it stays with the ICJ. Our best option is with the

ICJ. And Venezuela in this particular document argued, unfortunately and erroneously, that they’re trying to remain in the Geneva Agreement. This process is a result of the Geneva Agreement. We’ve tried for years, the good offices process.”

“What Venezuela is attempting to do is to make it appear as if the Government of Guyana, all of us are rejecting dialogue. We are not.

It is from the Geneva Agreement that we ended up at the ICJ. And it is from that agreement that (we are seeking to) settle the (controversy),” Norton said.

Meanwhile, Norton also revealed that during the meeting the issue of Venezuelan migrants in Guyana was raised and it was agreed that this matter would be dealt with in the Parliamentary Sectoral Committee on Foreign Relations. Asked whether a joint resolution is likely, Norton answered in the affirmative.

United Nations Secretary General António Guterres, in January 2018, decided that the case should be settled by the ICJ, after exercising the powers vested in him to decide how the controversy should be settled by the 1966 Geneva Agreement between Guyana, Venezuela, and the United Kingdom.

He resorted to judicial settlement after the good offices process between

Guyana and Venezuela failed. Within the framework of the 1966 Geneva Agreement between the two countries, the Secretary General conducted good offices from 1990 to 2017 to find a solution to the border controversy.

Among other things, Guyana is asking the ICJ to adjudge and declare that the 1899 Award is valid and binding upon Guyana and Venezuela, that Venezuela is internationally responsible for violations of Guyana’s sovereignty and sovereign rights, and for all injuries suffered by Guyana as a consequence.

Is it ripe yet? Build a circuit to detect ripe produce When you go to the supermarket, how do you pick out ripe fruits and vegetables? You might look at their size or colour, or feel them for firmness. That might be easy to do when you pick out a half dozen apples, but imagine if you had to examine thousands of apples growing in a field, or strawberries coming down a conveyor belt getting ready for packaging.

Suddenly, it is a lot harder to do yourself! What if a machine could pick and sort the produce for you?

In this project, you will address part of the problem by building a circuit that can differentiate between two colours.

Objective Electronically measure how light is reflected from different colour surfaces, and build a circuit that can differentiate between red and green produce.

Introduction

Many fruits and vegetables change colour as they ripen. For example, tomatoes, strawberries, and red bell peppers all change from green to red. Colour is just one way (along with size, texture, and smell) that you can tell if a fruit or vegetable is ready to be harvested or eaten. Imagine a factory that packs strawberries into plastic containers to be shipped off to grocery stores across the country. It might be useful to have a machine that automatically rejects any green strawberries that were picked before they were ripe. Or, you might want a machine on the farm that automatically recognises strawberries by colour and only picks the red ones to begin with. In this project you will build a circuit that uses visible light, which is the part of the electromagnetic spectrum our eyes can detect, to automatically differentiate between red and green objects.

Visible light comes in all the

colours of the rainbow (which are measured by the wavelength of the light). Light can be reflected or absorbed by different surfaces (or transmitted through a transparent surface). The colours that we see in the world depend on what colours of light are reflected back to our eyes. White light (from the sun or most light bulbs) contains many different colours of light. When we look at a surface that is illuminated by white light, some colours are absorbed by the surface, and we see the colour or colours that are bounced back. For example, an object that we see as red reflects mostly red light and absorbs the other colours (Figure 1, left).

Objects that we see as white reflect all colours, and objects that we see as black absorb all colours.

What happens if, instead of white light, you only shine a specific colour of light on a surface? For example, if you shine a red light on a red surface, that red light will be

reflected back. If you shine a red light on a green surface, however, the red light will be absorbed. If the green surface is only illuminated by red light, it will appear black.

You can use this information to build an electronic colour-detecting circuit using a light-emitting diode (LED) and a photoresistor. An LED is a type of tiny light available in many different colours. A photoresistor is a special type of resistor. Resistors are electronic parts that resist the flow of electrical current (their resistance is measured in ohms [Ω]). A photoresistor’s resistance depends on light—it has a high resistance in darkness and its resistance drops when exposed to light. When combined, a coloured LED and a photoresistor can be used to differentiate between two different colours (identifying any colour requires multiple LEDs of different colours. In this project, you will measure how a photoresistor’s resistance changes when you

illuminate different colour surfaces with a red LED, and then use that information to build a circuit that can differentiate between red and green surfaces. Think of this as a first step toward building an automatic farming robot! So, now you have the basic information and intended solution, come up with your own circuit design.

Building Govt capacity, workforce incentives key in realising Guyana’s ‘first rate’ oil strategies – global policy innovator

G

uyana has developed topline strategies for the management of its oil industry to stave off the resource curse that has befallen many countries, but implementation and building out a robust Government capacity will prove instrumental in achieving success.

This was the position taken by President of Goldwyn Global Strategies - an international energy advisory consultancy - and Chairman of the Atlantic Global Energy Centre’s Advisory Group, David Goldwyn during a press conference on Tuesday at the Centre for Local Business Development.

Apart from investments in Government capacity and proper regulations, Goldwyn shared that continued incentivisation and workforce development must take priority.

“In Guyana, I think there are tremendous reasons for hope and that’s because of the lessons learned on how to get resource management right. The topline strategies of the Government are all first rate…What lies ahead is implementation and implementation is really hard. For one thing, you have to invest in Government capacity. You have to be good regulators.

You have to have the right incentives for workforce development. You have to make sure that you continue to incentivise investment,” he underlined.

However, he also outlined that these points also come with caveats, meaning that Government will have to strike a good balance in its spending, investors, and how it utilises the resources to develop other sectors.

“You're supposed to have a lot of public spendings but don't create inflation. You want to promote local content, but not so much you deter investors from coming here in the first place. You want to grow the private sector, but you also want to make

sure that you get technology from external investors that will help you be the best in class. And you want to invest in education at home but you also want people to study abroad, so they get the advantage of technical training.”

Goldwyn threw support behind the Natural Resource Fund and the Low Carbon Development Strategy, calling them textbook in proper resource management.

“The strategies that I have heard about really are textbook for how to do resource management right. First is the creation of the Natural Resource Fund. That is meant to do multiple things; one is to ensure that you don’t over-

inflate the economy so you can’t spend all the money that you take in. Another is to sequester some of that money for future generations and have it available as a ‘rainy’ day fund.”

“Just because you produce gas doesn’t mean you want to consume oil and gas. You’d make a lot more money exporting it so trying to have a strategy so that your electricity is cleaner, greener and less expensive over time is a smart strategy.”

The global policy innovator in energy security and extractive industry transparency added that cutting red tape and a diversification of the economy will encourage investors to look at Guyana to inject resources.

Goldwyn added investments through the National Budget 2023 on healthcare, agriculture, education, information technology and infrastructural linkages are ‘terrific’ strategies undertaken thus far.

While the oil industry has greater intensity, employment will be rooted in the traditional sectors, and he lauded Government for these investments.

He drew attention to the known fact that very few countries have been successful in managing resource wealth when it is

their only source of income.

These include Norway, Botswana, Malaysia and Chile. Others, however, such as Nigeria and neighbouring Venezuela have fallen prey to the resource curse.

He also reiterated that in many countries, the situation is far worse currently than before their discovery of oil.

Throughout the week, Goldwyn is expected to meet Finance Minister, Ashni Singh and other Cabinet members, the business community and stakeholders to join the conversation on managing resource wealth.

With 45 oil wells being discovered since the first discovery in 2015, Guyana has been listed as having

the most discovered volumes of oil, 603 million barrels in 2023.

In the Stabroek Block, the Payara development is on track to come online by the end of 2023 with a gross production capacity of approximately 220,000 bpd.

Meanwhile Yellowtail – the fourth development – is slated for 2025 with a production capacity of some 250,000 bpd. Both these development projects have been approved by the Guyana Government.

Uaru is the fifth development and is expected to come online at the end of 2026 with a gross production capacity of approximately 250,000 bpd with first oil anticipated at the end of 2026. (G12)

While Sara-Ann’s name sounded Southern, she was actually a Yankee from up north - unlike Nicole, who’s a real Southerner from down New Orleans way!! Do we hear “Blue Bayou” in the French name “Theriot”?? Maybe she’ll introduce some Cajun spices to that staid Embassy finger food when your Eyewitness comes knocking glasses!!

All your Eyewitness knows is that Nicole has some large shoes to fill…and that’s meant as a compliment to Sara-Ann. There’s that first name by which she was universally known across our not-so-fair Mudland – for very good reasons! She’d come into her posting from USAid just a year before Granger scheduled elections in 2020. She’d witnessed his trampling of the Constitution when he refused to demit office following the PPP’s successful no-confidence motion. And from then onwards, she was onto the PNC and their rigging ways like a cheap suit!! She truly saved us from another two decades of PNC dictatorial rule.

Wasn’t there supposed to be a statue erected in her honour in that little park at the front of Ashmins and to the side of Parliament?? She could be depicted waving to Critchlow!!

Anyhow, back to Ms Theriot. Based on her postings, she’s been around the Third World block – and then some!! Ten countries on four continents!! What with serving in Morocco, Germany, Iraq, France, Nigeria, Canada and Barbados, as well as being the Consul General in Pakistan and previously the Deputy Chief of Mission in Haiti, she’s been in enough hot spots to be able to spot them from a mile away!! And for us, she’s gonna be smack in the middle of the action in Georgetown, where she doesn’t even need all those listening posts on the roof of her Embassy!!

Your Eyewitness notes that it took almost a year for the Senate to ratify her appointment – giving Sara-Ann some extra time to try sorting out the rough edges of our local politics. Ms Theriot’s coming – as the Chinese would say - at an “interesting time” in our history. Once again, after sixty years, Guyana’s on the American radar - even as such cataclysmic events like the Ukraine-Russian war in Europe and the Israel-Palestine War in the Middle East have transfixed everyone!!

But those two hotspots kinda make her job a bit easier at this point, since our posture towards them will signal to her local analysts - and bosses at State - our tendencies arising out of our strategic cultures!! Remember THAT new US mode of analysis for US strategists? It was one of the recommendations in 2011 by Ivelaw Griffith and a PNC team that led to regime change then - three years before the Feral Blast that merely sealed the PPP’s fate!!

In her testimony to the Senate Foreign Relations Committee, Ms Theriot promised to “support the Guyanese Government and people to build upon their gains in democratic governance and rule of law. I will help them to continue addressing humanely the influx of Venezuelans and other migrants, all while respecting Guyana’s sovereignty. I will work to identify immediate opportunities to support Guyana’s efforts to strengthen democratic institutions across every sector, including being a central partner on regional security.”

While the increased visibility and expressions of cultural pride through dress and other practices have caused some Western governments to crack down on them, they’ve used their laws to expose the implicit double standards.

s construction continues on the US$190 million Linden to Mabura Hill road, Permanent Secretary of the Public Works Ministry, Vladim Persaud, has admitted that the Government is not satisfied with the current pace of works.

It was revealed recently that just over two kilometres of asphaltic road works had been completed on the Linden to Mabura Hill road.

This section of the road, which is supposed to eventually reach 121 kilometres, is being upgraded by Brazilian construction firm Construtora Queiroz Galvao SA. During a recent Public Accounts Committee (PAC) meeting, the Public Works Ministry Permanent

Secretary was asked by the committee if Government is satisfied with the pace of work on the road.

“The Ministry could never be satisfied with contractors, especially a large firm of this size, who have had experience of working in conditions similar to this, at their current pace. We’ve had several meetings, both at the level of my Minister as well as our level. Definitely we’re not satisfied.”

“The company should be moving at a faster pace. Not only to cater for the catch up that they need to, but also to be able to move way ahead in terms of being able to meet the agreed timeline for completion. That’s something we will enforce accordingly as per the contractual management of the contract,”

Persaud told the PAC.

Behind schedule

The Permanent Secretary confirmed that the Brazilian firm is a bit behind schedule and related the reason for this. He explained that the company is making efforts to incorporate a new sub-base material that will be weather-resistant.

“They are a little bit behind schedule, simply because of one real issue and they had to look at the redesign to allow for a new subbase material that would allow them to not only increase their work that has been done, which we’re now seeing some progress.” “(But) to allow the new sub-base material that they’re going to be using, which is more weather-resis-

This is the largest grant Guyana has ever received from the Government of the UK. With a 7.2-metre-wide carriageway, the Linden to

Mabura road is expected to feature a cycle and pedestrian lane measuring 2 metres wide, along with 10 bus stops outfitted with ramps for persons with disabilities.

Additionally, a number of bridges and culverts along the way will be replaced, and some 123 lights would be installed. In its commitment to this project, the Dr Irfaan Ali-led Administration had set aside some $3.19 billion in the 2022 budget for the construction of 32 bridges between Kurupukari and Lethem along the Linden to Lethem trail. The Police contend that De Freitas was driving a vehicle while his breath alcohol level had exceeded the prescribed limit. Upon his pleading guilty, the magistrate imposed the sentence on him.

The Police have said that a total of 178 traffic tickets had been issued on Monday to errant motorists whose driving had exceeded the speed limit. In addition, 460 cases have been made out on Monday, 178 of which are for speeding, while three are for DUI.

orty-five-year-old Kurt Spencer, a mason from Bartica, Region Seven (CuyuniMazaruni), was on Tuesday granted bail in the sum of $150,000 in a sexual offence case brought against him.

He is accused of causing a child to watch a sexual act, an offence outlined in Section 12 (1) of the Sexual Offences Act, Chapter 8:03.

Spencer appeared before Magistrate Crystal Lambert at the Bartica Magistrate’s Court where he pleaded not guilty to the charge which Police stated

occurred on February 24, 2023. The child involved was 12 years old at the time.

The case was adjourned to November 15, 2023.

According to the Sexual Offences Act, “A person (“the accused”) commits the offence of causing a child to watch a sexual act if the accused causes a person, who is under sixteen years of age (“the complainant”), to watch the accused or a third person engaging in a sexual activity or to look at an image of a person engaging in a sexual activity.”

Berbice man on $350K bail for attempted murder charge

aheed Khan, a 24-year-old construction worker of Cotton Tree, West Coast Berbice, was on Monday arraigned before Blairmont Magistrate Peter Hugh on an attempted murder charge.

Because the charge is indictable, Khan was not required to enter a plea when it was read to him.

Police are contending that Khan attempted to murder Leon Bristol, a 35-year-old resident of Bath Settlement, WCB,

19, and was immediately charged with the offence.

Venezuelan man caught in Guyana with guns, drugs jailed …2 alleged accomplices deny joint charge

hree Venezuelan nationals were jointly charged for possession of firearms, ammunition, and narcotics.

The three men are Eliezer Vera, Romel Marin, and Alirio Jiminez.

They all appeared before Magistrate Dylon Bess at the Georgetown Magistrates’ Courts where four joint charges were read to them for possession of 66.4 grams of cocaine and 64.7 grams of cannabis for the purpose of trafficking, possession

of two Beretta pistols and a Glock pistol without licences, and possession of 25 matching rounds of ammunition.

During the hearing, Marin and Jiminez pleaded not guilty, while Vera admitted to the offences. As a result, Marin and Jimenez were remanded to prison, and Vera was jailed.

For the possession of narcotics charge, Vera was jailed for three years and fined $58,230; for the possession of the cocaine, he was jailed for a fur-

ther three years and fined $99,600. The sentences will run concurrently.

With respect to the possession of two Beretta pistols and a Glock pistol without a licence, he was sentenced to two years’ imprisonment and for possession of 25 round of matching ammunition, for one year. The latter sentences will run consecutively with his jailtime for drug trafficking.

The trial for Marin and Jimenez will commence on November 13.

wo persons tragically lost their lives on Monday evening after the truck in which they were travelling toppled off a bridge and landed in a creek in Region Nine (Upper Takutu-Upper Essequibo).

Dead are Orlando King, 29, of Annai Village, North Rupununi, and Orin Fraser of Tucville, Georgetown.

The duo lost their lives at about 18:30h after the truck in which they were travelling toppled while crossing Canopy Bridge, Lethem Trail Road, North Rupununi.

The motor lorry, GXX 5420, was driven by King, while Fraser was the porter. They were en route to Rupununi.

Police on Tuesday said that enquiries disclosed that the lorry was proceeding north along the Lethem Trail Road and while crossing a wooden bridge, it slipped off the bridge and into the creek, which is about 25 feet below. The

lorry landed on the top and submerged under water, trapping the driver and the porter in the cabin.

They were placed in a Police pick-up and escorted to Annai Health Centre, where they were pronounced dead on arrival. The bodies were escorted to Lethem Regional Hospital's Mortuary.

EcoStim bio-stimulant to be piloted locally to boost harvests

A

pilot of EcoStim bio-stimulant will soon be tested on rice and other crops grown locally, with the intention to increase yields while fortifying the nutritive value of harvested produce.

This project is being undertaken by Excel Guyana as it aims to become a key player in Guyana’s agriculture sector.

EcoStim, a United Kingdom-based company, produces natural bio-stimulants that help plants to achieve greater yields per crop. The bio-stimulants are complex compositions containing a range of organic materials, but possessing no live micro-organisms.

“We’re very excited to launch that here, and

bringing it to Guyana…

We will be launching a pilot project for rice and other plants here as part of bringing that to the market here,” Sammy outlined.

Eco-Stim is completely organic, can reduce the use of chemical fertilisers by up to 40 per cent, and increases shelf life of the produce while minimising wastage.

According to Sammy, this is not a fertilizer, but it would enhance the nutrient makeup of the yield.

“If we look at crops like rice, tomatoes, pepper, soybean, the experiences they have had in many countries in Africa, we have seen yields of 30 to 35 per cent. What this particular bio-stimulant does is it reduces the need for fertilizers and increases the strength of the plant itself.

Not only does it increase the strength of the plant, it also increases the nutrient of the product itself.”

The CEO also pointed out that this initiative is one of several being undertaken in keeping with the company’s intention of supporting Caricom’s vision of slashing the food import bill by 25 per cent by 2025.

Excel Guyana has been consulting with companies in the Caricom region for more than three decades. With more than 10 years of local presence, it has established business and supply chain networks in Argentina, Brazil, Canada, China, Colombia, Mexico, the United States of America, and Venezuela.

Another partnership has been forged with Latitude SAT2FARM, us-

ing satellite-based precision to analyse crop conditions, weather patterns, and assist with decision-making.

“What this does is it augers and plays very well into the agriculture sector, which is a tremendous initiative by our President in reducing Guyana’s food import bill by 25 per cent by 2025. We’re looking at what do we need to do today to help our Government with their initiative,” the CEO shared.

Vision 25 by 2025 was conceptualised by President Irfaan Ali for a 25 per cent reduction in the Caricom food import bill by the year 2025. As at 2022, the Region achieved 57 per cent of the pro-

duction target towards reducing the food import bill. Over the next two years, more than 1.4 metric tonnes of commodities must be produced to achieve this target.

Proposal being considered for US$40M wastewater treatment plant …as Govt looking to source water from aquifers, activate national water council

n light of record high temperatures and the potential threat to food security, the Government is rolling out a number of measures that include the use of smart technology, aquifers and a potential US$40 million wastewater treatment plant, to promote water conservation.

On Monday, the 32nd Annual Caribbean Water and Wastewater Association (CWWA) Conference and Exhibition got underway at the Marriott Hotel in Guyana. In his remarks at the event, Prime Minister, Retired Brigadier Mark Phillips noted that the conference is a timely one.

He also told those gathered of how seriously the Government views water conservation and the strategies being considered in this regard.

“I believe our governments must commit to investing in modern water infrastructure and technology. This includes updating and expanding water treatment facilities, pipelines and distribution systems, to minimise losses due

to leaks and ensure reliable access to clean water,” the Prime Minister said.

“It also involves incorporating smart monitoring and management systems, that can enhance efficiency and help in the early detection of water-related issues. In addition, sustainable practices like rainwater harvesting and wastewater recycling should be encouraged to reduce the strain on fresh wa-

ter sources.”

According to the Prime Minister, the overarching issue of climate change must also be addressed. Phillips noted that climate change and water shortages are inextricably linked, in particular since Guyana is currently feeling the effects of El Nino.

“The symbiotic relationship between climate change and water management, is un-

deniable. Climate change exacerbates the extreme weather patterns responsible for floods and droughts. Climate change threatens the livelihood and safety of countless communities worldwide.”

“It intensifies the depletion of water resources and endangers the water supply and the delicate balance of our ecosystems. These challenges can no longer be viewed in isolation,” the Prime Minister said, adding that the CWWA allows the Region to lead the way in coming up with strategies to mitigate these risks.

“We must invest in modern, eco-friendly wastewater treatment facilities to reduce pollution, safeguard the aquatic ecosystems and recycle water where possible. Currently, the estimated cost of constructing a wastewater treatment facility in Georgetown is approximately US$40 million and technical proposals are being pursued,” Minister Croal further said.

The Minister noted that inefficient wastewater treatment can harm both the environment and public health and said that the Government is considering a proposal for a wastewater facility that could cost US$40 million.

“Importantly, to further improve sanitation management, Guyana has expended over $2.1 billion in financing to Local Government organs to support their delivery of services to communities. Technical assistance has also been provided,

Aquifers Also speaking to water conservation was Minister in the Housing and Water Ministry, Susan Rodrigues. She explained that a policy will be implemented that will include a national water council and the use of aquifers, underground structures that can provide potable water, are on the cards.

“One of the desired outcomes of this policy will be to activate a national water council. This institutional mechanism will provide a practical model for how the various sectors with responsibility for water use and control, can work harmoniously to protect, develop and sustain all water re-

sources.”

“The policy framework also consists of a groundwater management plan for the coastal aquifers, which when implemented is expected to guarantee a reliable and affordable supply of potable water from ground water sources,” Rodrigues said.

According to Rodrigues, the aim is to increase water coverage from 52 per cent to 90 per cent by 2025. The Government also has plans for the construction of more water treatment plants and the rehabilitation of existing ones.

“The Government also intends to continue upgrade the infrastructure in the city of Georgetown by replacing aged transmission and distribution lines to ensure that service delivery is improved. At the policy level, we have drafted a number of strategies that will guide the framework governing water management and conservation.”

The CWWA is a regional Non-Governmental Organisation (NGO) based in Trinidad & Tobago. It comprises of water, wastewater and solid waste professionals in the public and private sectors. This is the second time the conference is being hosted in Guyana.

GECOM is currently engaged in another round of constitutionally mandated continuous registration.

The Opposition Leader, Aubrey Norton, held a press conference last week, accompanied by the Leader of the AFC, Khemraj Ramjattan. We will desist from any name-calling. But it was painfully obvious that the AFC Leader was merely there to jump whenever Norton snapped his finger. Just like the AFC between 2015 and 2020, the party only has a name it fools itself with. The truth is that the AFC is nothing other than another faction of the PNC. When all is said and done, it falls in line with the PNC, regardless of who is the PNC leader.

One of the allegations made by Norton and parroted by Ramjattan is that GECOM, in its continuous registration process, is illegally registering Venezuelans. The Attorney General, Anil Nandlall, debunked this allegation, deeming it “outlandish and outrageous”.

Indeed, both these so-called main Opposition leaders made no effort to present even an iota of evidence. They merely brazenly and barefacedly stated a claim as if it is fact. One would have thought that they would have produced at least one name as the basis for making such a serious allegation. Even if one name does not validate the claim, at least they could have made a case that, if there is even one name, there is reason to suspect that Venezuelans were being registered on a large scale.

Yet, these persons, experienced as they are and with a battery of lawyers behind them, came out charging GECOM with a crime, and already setting up baseless allegations for the 2025 elections.

This, unfortunately, is the modus operandum (MO) for how the Opposition works. Ramjattan is famous in Guyana and around the world for many such baseless claims, including the very infamous claim that two Russians came to Guyana to rig the 2020 March elections. Which one of us would ever forget the spectacle of Ramjattan and Cathy Hughes, after it became obvious that the PPP won the elections, and after it became clear that the PNC-led APNU/ AFC coalition had operationalized its election rigging plan, standing in front of cameras saying the Government had identified two Russians who came to rig the elections? According to them, one of the Russians was arrested before the election and deported, and the other one was never found. Up to this day, every Guyanese would like to know who these Russians were, and why Ramjattan kept this a secret until they knew they had lost the election, and that the PNC rigging plan had collapsed.

But Ramjattan’s Russian claims then were like the PNC’s missing Statements of Polls (SOPs). The Russians simply vanished from earth, just like the PNC’s “winning” SOPs. It is like showing up in Washington for a big conference to show the world the evidence of the PPP Government’s genocide against Afro-Guyanese and the PPP Government’s discrimination against Afro-Guyanese, firing them from their jobs, denying them jobs, preventing them from businesses, including getting Government contracts. On arrival in Washington, when they were asked for any evidence they might have had, they told the Washington lawmakers and those who attended their conference that they would provide them later. The lawmakers are still awaiting the SOPs that the PNC had promised them in March 2020.

Just like the Washington lawmakers are no fools, Guyanese citizens are no fools. They know that the PNC-led APNU/AFC has come up with yet another brazen claim for which they have no evidence. It is not even a rumour they heard. They made up the rumour, and now want every Guyanese and the world to accept the rumour they concocted as fact.

For those who are familiar with the process, GECOM could not possibly register anyone without the knowledge of the PNC. Every party has scrutineers for every registration transaction conducted

by GECOM. At every continuous registration office, for every registration visit made by GECOM, APNU/AFC/PNC are present. Their scrutineers are paid to be present, just like the PPP scrutineers. It is a transparent process, and every party scrutineer has the right to examine and validate every document presented. Every registrant has biometric data which are validated by a GECOM process, including international checking legitimacy of fingerprints.

None of this means that GECOM officials are above skullduggery.

We saw that, in spite of eyes looking on, GECOM senior officials attempted to steal a whole election in 2020. As long as the party representatives are alert and diligent, fraud largely is prevented.

No wide-scale illegal registration is possible without party representatives able to accumulate evidence.

We therefore are in the famous SOP jumbie story all over again.

Norton and Ramjattan are again shamelessly telling the Guyanese people they will present the evidence when they are ready, on Johnny Mathis’s fictional 12th of Never. We expect Norton to do this. This is his MO. We continue to hope that Ramjattan would find his way back to his PPP days, when truth matters, when we were not slavishly beholden to a PNC leader. There is a name for such

behaviour. Bharrat Jagdeo got it right.

students set to graduate from UG next month

he University of Guyana is set to graduate close to 3500 persons next month in the largest convocation ceremony in the institution’s 60-year history.

The University said this year’s convocation ceremonies are extremely special as it proudly celebrates its sixtieth anniversary under the theme: “Consistently We Rise, Changing the World in Infinite Ways”.

Students from several new academic programmes will be graduating, including Bachelor of Science (Food Science) in the Faculty of

Natural Sciences; Bachelor of Science in Petroleum Engineering from the Faculty of Engineering and Technology; the Master’s in Communication from the Faculty of Social Sciences; Master’s of Education in Early Childhood Development from the Faculty of Education and Humanities; and the Master’s in Strategic Development from the Institute for Human Resilience, Strategic Security, and the Future.

The latter has already won the 2023 Perry US Centre Award for Excellence in Security Studies. The university will also confer several Honorary Doctoral Degrees during the graduation ceremonies.

UG shared in a statement on Tuesday, “The University’s role and place as a major development partner and its achievements are highly recognised and honoured locally, regionally and internationally. The University of Guyana has produced upwards of 50,000 graduates in its 60-year existence – many of whom have gone on to serve at the highest levels in both the private and public sectors nationally and internationally.”

Berbice RDC robbery

Case postponed after court file not submitted to new Magistrate T he three men accused of being involved in the Regional Democratic Council (RDC) multimillion-dollar robbery made their second court appearance on Tuesday.

However, the court was not in possession of the case jacket and as such, the matter was postponed.

The accused, 32-yearold O’Neil Lampkin, a construction worker of Sheet Anchor Village, East

Canje, Berbice; 25-yearold Damion Morgan of Fort Ordinance, East Canje, Berbice; and 27-year-old Shkeel Grant, a businessman of Asylum Street, New Amsterdam, Berbice, appeared at the New Amsterdam Magistrate’s Court on Tuesday before Magistrate Renita Singh.

When the case was first called on October 3, at the Georgetown Magistrates’ Courts, the trio was not re-

quired to plea to the indictable charge and was released on $500,000 each and the matter was transferred to the New Amsterdam Magistrate’s Court.

They are charged with robbery under arms, contrary to Section 222 (c) of the Criminal Law (Offences) Act, Chapter 8:01. The armed robbery was committed at the Regional Democratic Council office in New Amsterdam, Berbice,

When the matter was called in New Amsterdam on Tuesday, Magistrate Singh said she was not in possession of the case jacket and as such, postponed the matter until Friday. This publication understands that the case jacket, which includes details on the case, was not yet transferred to the Magistrate.

The three men had been arrested days prior to their initial court appearance as investigators were able to put together new evidence as it relates to the $40 million robbery which took place at the RDC building during the wee hours on the day in question. Prior to the men being charged, 60-year-

old security guard Suresh Sooknanan had told investigators he was on duty at the RDC guard hut situated at the back of the main administrative building when about four unidentifiable men came into the compound from the fence behind the building and dealt him one lash to his forehead with an object, causing him to receive injuries.

He also claimed that his hands were then tied behind his back and duct tape was placed over his mouth to silence him. The men had then made their way into the building and cut open a grilled door where cash was being held. It had been reported that $40 million was stolen during the robbery.

Later in the day, the Police confronted a car with five men, and during a shootout, one of the suspected bandits was shot and killed.

Meanwhile, on Tuesday, the number one accused - O’Neil Lampkin - was placed on $20,000 bail when he pleaded not guilty to another charge. It is alleged that on October 3, at Church View International Hotel, he unlawfully assaulted Sean Simon. The accused told the court that on the day in question, he and the other accused were at the bar at the hotel imbibing when the victim was attacked. That matter will also come up again on Friday. Region 6 Police launch warrant drive to ensure traffic law compliance

I

n response to increasing traffic violations, Police in Region 6 (East Berbice- Corentyne) have initiated a rigorous warrant drive that is aimed at apprehending individuals evading legal consequences for traffic infractions.

Region Six Traffic Officer, Assistant Superintendent Charles Hooke, announcing this strategic move on an episode of ‘Traffic and You’, has said it is a central pillar in Police efforts to enforce road safety measures.

The intensified warrant drive comes in the wake of a concerning surge in traffic violations, with this year seeing a staggering rise from 4763 cases last year to 12949 cases so far for the year. Hooke highlighted that a significant number of offenders were avoiding legal penalties by either failing to attend court or neglecting to pay fines.

"We have reviewed our warrant drive procedures.

From time to time, we would arrest persons and they would pay a fine, they would go to court, or they would have been issued a ticket and they failed to attend court; so, what we are doing is get them arrested, and ensure that they pay the necessary fines”, Hooke explained.

nor accidents experienced a marginal uptick from 56 to 59, the overall decline in accidents by 16 per cent underscored the effectiveness of the Police Force's strategies.

Additionally, Hooke pointed out that most accidents were a result of either speeding, inattentiveness, or driving under the influence. To combat the latter issue, the Police Force collaborated closely with bar owners, urging them not to sell alcohol to visibly intoxicated patrons.

“These are strategies we are using…when they have these big parties in our region, we reach out to those promoters, and we have a talk with them and we ask them to advertise…whenever they have the DJs on the stage, we ask them to edify persons as it relates to drinking and driving,” he said.

Hooke highlighted specific accident hotspots, including Number 19 Public Road and Number 94 Public Road, where additional measures would be implemented to enhance road safety.

Hooke urged individuals to adhere to speed limits, avoid distractions, and refrain from driving under the influence, emphasizing that responsible driving is key to ensuring the safety of all residents. (G9)

Govt probe into illegal gold trade

Obey law or face consequences - GGDMA to members – says illicit buyers have unfair advantage over legal buyers

he Guyana Gold and Diamond Miners Association (GGDMA) on Tuesday said that it stands in full solidarity with Government’s statement issued on Monday regarding the eradication of the unlawful trading of gold in country.

In a statement, the GGDMA said it is heartened

by Government’s action as it hopes that these public utterances are indeed followed by requisite action by the relevant agencies to bring violators to heel. It added that in August, it had issued a statement calling for the complete removal of illegal buyers, sellers and illegal operators in the gold sector; for them to be dealt with to the fullest extent of the law and completely wiped out from the mining sector of Guyana.

“We wish to strongly advise our membership to follow the law and to ensure that you are not party to these illicit acts that are destroying the goodwill of the sector and miniaturising the essential role the gold and diamond mining sector plays in national development. We will not defend any person or entity, mem-

ber or not, found to be legally culpable for misconduct of this nature. Extra money on an ounce of undeclared gold is not worth losing your ability to ply your trade or the serious damage it is doing to the industry,” the miners’ representative body stated.

It added, “To our members and the mining community at large, we emphasise that regulations relating to the buying and selling of gold are in place to protect our livelihood, the legitimacy of our operations, the economy of our nation, and the reputation of our industry on a global scale. Compliance should not be viewed as a burden but as a crucial responsibility we all share.”

The GGDMA implored on all miners to refrain from engaging with entities that do not hold the necessary legal permits and credentials for gold trading. “When selling your gold, ensure that you get a receipt and continuously check with the Guyana Gold Board to reconcile your records to make certain that the gold you have sold to the relevant trader or dealer is correctly recorded at the Gold Board and that the correct

amount of gold has been declared and the relevant royalties and taxes have been remitted on your behalf,” the statement issued on Tuesday said.

The GGDMA encouraged strong action to be taken against operators who are selling to illicit buyers, particularly potent action must be taken against the multitude of illegal buyers of gold that are replete around the various mining districts as well as in Georgetown.

“Not every location with a “We buy gold” sign in the front has the legal right to do so; this blatant and shameless illegality must be rooted out from our society and the sector. As long as these illicit buyers exist, they will have an unfair advantage against legal buyers who follow the law and deduct the relevant taxes and royalties; removal of the illicit buyers means that more gold will go to the legal buyers and hence reflected at the Gold Board.”

ealth Minister, Dr Frank Anthony has sounded the need for proper surveillance to trace weather and health implications, as climate change incrementally reveals its distressing effects on populations.

At the opening of an environmental health symposium on Monday, he disclosed that the Environmental Health Unit will soon transform to accommodate climate change.

This five-day workshop will include the participation of environmental officers, assistants, and inspectors from the

ten administrative regions and municipalities across Guyana. They will receive training in areas such as the environmental health manual, the use of a del aqua kit, and water purification.

Minister Anthony further advocated that during the symposium, the participants explore ways in which they can collaborate with other departments, like vector control, to mutually benefit.

“For those who are environmental assistants, we would have to identify those who show promise and provide them with

courses to elevate them to the level of environmental officers because we need various categories of people in the system. We should also assess the current cohort to determine if it’s sufficient and create a checklist of the core requirements along with a reporting system to ensure they (the staff) meet expectations,” he underscored.

Research shows that 3.6 billion people already live in areas highly susceptible to climate change. Between 2030 and 2050, the World Health Organisation estimates climate change is expected to cause approximately 250,000 additional deaths per year, from undernutrition, malaria, diarrhoea and heat stress.

Climate change is directly contributing to humanitarian emergencies from heatwaves, wildfires, floods, tropical storms and hurricanes and they are increasing in scale, frequency and intensity.

Apart from this, Guyana lies several feet below sea level, causing floods to be of grave worry. Just last weekend, Vice President Bharrat Jagdeo announced that Guyana will be allocating some US$500 million for climate-proofing within the next three years.

Investigation/consequences

In light of dropping gold declarations that are at odds with the investments being made in the sector, the Natural Resources Ministry announced on Monday that an investigation will be launched into whether gold smuggling/ illegal trade is responsible for this disparity.

The Ministry reminded miners that they are required to sell all the gold they find to

licensed gold dealers/traders or to the Guyana Gold Board.

The Ministry further reminded them that it is illegal to purchase gold without the requisite licence. According to the Ministry, the relevant agencies are tasked with ensuring the laws surrounding the selling of gold are upheld and further, an investigation has been launched into the disparity in gold declarations and investments.

According to the Ministry, persons found to be in breach will face the full force of the law. This, according to the Ministry, can even lead to miners with existing claims losing their holdings in addition to being prosecuted.

In July, there had been reports that Brazilian federal authorities had launched an investigation into a Guyanese

businessman suspected of laundering millions worth of illegally mined gold into that country.

The probe was initiated after authorities discovered the involvement of an alleged Guyanese businessman, who has ties to the gold mining industry in Guyana and conducts business in Brazil under suspicious circumstances.

Reports are that Federal Police agents suspect that the Guyanese businessman has a Brazilian partner who aided in the movement of funds through the companies.

At the time, Vice President Bharrat Jagdeo had warned of tough measures and consequences for any miner found engaged in such illegal activities. In fact, Jagdeo had admitted that Government has been monitoring the decline in gold declarations, with at least one foreign company on its radar for declaring lower than usual figures.

The Bank of Guyana (BoG), in its first quarter statistical report on the performance of the economy for the year, had said gold declarations decreased by 5.3 per cent when compared to the same period last year.

il prices fell on Tuesday for the third straight session after a flurry of slow economic data from Germany, the euro zone and Britain weighed on the outlook for energy demand.

Brent crude futures fell US$1.76, or 2%, to settle at US$88.07 a barrel, while US West Texas Intermediate crude futures fell US$1.75, or 2.1%, to close at US$83.74 a barrel.

Euro zone business activity data took a surprise downward turn this month, suggesting the bloc may slip into recession.

German readings suggested a recession in that country is underway. Britain's businesses reported another monthly decline in activity, highlighting recession risks ahead of the Bank of England's interest rate decision next week.

"There is definitely a dialogue on about the global economy being worse this week than it was last week," said Mizuho analyst Robert Yawger.

"It does not help that a lot of the top bankers and financial experts are in Saudi Arabia today talking about how bad the economy is," Yawger added, referring to the Future Investment Initiative event dubbed "Davos in the Desert."

Kremlin says Russian economy ready to handle more sanctions

ussia’s economy has adapted well to Western sanctions and Moscow does not fear the prospect of more such measures, the Kremlin says.

On February 25, 2022, a day after Russia undertook a full-scale invasion of Ukraine, the European Union introduced wide-ranging sanctions intended to send a clear signal to Moscow that there would be severe consequences for the war.

The bloc has imposed 11 sanctions packages to date and last week said it would work to shut down loopholes in the existing measures.

EU officials have suggested the sanctions could remain in place for years.

“Russia has been living under a sanctions regime for quite a long time, for decades, and we have sufficiently adapted to it, so such time horizons as five to 10 years do not scare us,” Kremlin spokesperson

hina has officially sacked its Defence Minister Li Shangfu, two months after he disappeared from public life.

No explanation has been given for his removal, nor has a replacement been announced for his job.

His sacking follows recent axings of several top military officials, including Qin Gang - who was removed as Foreign Minister in July.

Qin and Li were also removed from their positions on the State Council, the country's ministry, on Tuesday.

China's top legislators, the Standing Committee of the National People's Congress, approved the removal of both men, state broadcaster CCTV reported.

His dismissal leaves China without a Defence Minister as it prepares to host foreign defence officials in Beijing this week.

Reuters reported last month that he was under investigation for suspected

corruption related to equipment procurement and development.

He was last seen in public on August 29, at a Beijing security forum with African nations. He had only been in the post since March.

An aerospace engineer who began his career at a satellite and rocket launch centre, Gen Li has had a smooth ascent through the ranks of the military and Chinese political elite.

In 2018, when he headed the equipment development arm of the military, he was sanctioned by the US Government over China's purchases of Russian combat aircraft and arms.

The sanctions were thought to be a sticking point for Gen Li, who refused to meet his US counterpart Lloyd Austin at a Singapore defence summit earlier this year.

He was said to be a favourite of President Xi Jinping, just like Qin, who has now been stripped of his last Government title.

outh Africa continue to bludgeon all in their path when they bat first, and it doesn't seem to matter who's in the way. This time it was Bangladesh who were the unfortunate victims, with South Africa putting them to the sword in a 149-run demolition.

It was led by an enormous contribution from Quinton de Kock, whose 140-ball 174 powered South Africa to 382. At the death, to help him along, he had Heinrich Klaasen, who smashed 90 off 49 balls as South Africa racked up 144 in the final 10 overs. In response, Bangladesh were never in the chase, and as with every other game of South Africa's in this tournament, all five bowlers chipped in with wickets.

South Africa opted to bat first, and to begin, things weren't as straightforward as the final scorecard might suggest.

Bangladesh kept a lid on de Kock and Reeza Hendricks initially, and drew early blood when Shoriful Islam and Mehidy Hasan Miraz got rid of Hendricks and Rassie van der Dussen cheaply. By the end of the eighth over, South Africa

out of the contest. The spinners were milked down the ground as Bangladesh's ability – and appetite – for wicket-taking receded.

The holding pattern benefitted South A f r i c a , given their power lower down the order, and soon enough, the boundaries began to flow.

The hundred came up in the 21st over, the 100-partnership in the 26th. By then de Kock was closing in on his own hundred, while Markram had brought up a half-century.

Even the wicket of Markram - he eventually fell when he mistimed an inside-out aerial drive off Shakib - seemed to benefit South Africa.

Klaasen came on at the perfect time - with 20 overs to go – giving him enough time to bed in before the planned carnage at the death, and with a good enough platform in place.

A pulled six off Shakib’s fourth ball made his intentions plain, before de Kock brought up his third hundred this World Cup. South Africa were getting as many runs as they wanted by this stage, with the game being played en-

tirely on their terms, but the trademark brutality they demonstrated against England wasn't yet in evidence; and by the end of the 37th over, they had only just brought up the 200.

What followed after that, though, was a repeat dose of what England had suffered at this venue three days earlier. A powered six and a four from Klaasen off Hasan Mahmud signalled South Africa's gear shift into sport mode, before de Kock cranked it up to 11 in an onslaught against the Bangladesh captain.

Smashing two fours and two sixes in that Shakib over that went for 22, de Kock brought up his 150, and a further 17 from the following saw South Africa speed to 300.

De Kock was denied his own double-hundred though, as he holed out for 174 to deep backward point, but in Miller, they had the perfect man coming in yet again. As Bangladesh were blown away by the flurry of fours and sixes they found themselves being peppered with, they swiftly ran out of ideas, seemingly going through the motions and looking to bring the innings to an end.

The last five overs had 73 runs scored, and though

Shakib has been short of runs this tournament, and it was a trend that continued.

Bangladesh's chase never really got going. The intent up top wasn't evocative of a side that needed to hunt down such a huge total, and the quality of South Africa's fast bowling straitjacketed them anyway.

A couple of boundaries off Lizaad Williams in the sixth over was the first sign of acceleration, but it was put down swiftly by back-to-back wickets for Marco Jansen in the

The game might have ended with a record defeat, but for a stirring effort from Mahmudullah.

Initially not even picked in Bangladesh's World Cup squad, he was the only batter who showed any degree of comfort against this

England and Netherlands, the Bangladesh lower order kept chipping away, with Mahmudullah closing in on his hundred as sloppiness seeped into the bowling and fielding. Mahmudullah farmed the strike expertly, and got to his third World Cup hundred with a nudge into the onside.

But that fightback was simply a distraction from a game that South Africa had utterly and completely dominated. Coetzee eventually got Mahmdullah with a full, wide ball; and soon after, Williams delivered the finishing blow, as Bangladesh ultimately fell for 233, propelling South Africa to second place on the points table, and sinking Bangladesh to the bottom. uyana Harpy Eagles' Sherfane Rutherford's impressive century in the CG United Regional Super50 tournament has not only left cricket enthusiasts in awe, but has also marked a significant personal milestone for the 25-year-old left-hander. His century was a breathtaking display of power and precision, and it couldn't have come at a better time for the Guyana Harpy Eagles.

On the sidelines after the match, Rutherford, who scored a remarkable 105 not-out off just 71 balls, shared with local media his thoughts on the game-changing innings, and his ongoing transformation as a cricketer. Reflecting on his incredible performance, he expressed, "It's been long coming. I've been working hard, trying all sorts of things, but faith and hard work, it will be one to cherish and one to look back on and take memories from."

Known primarily as a T20 specialist, Rutherford has been diligently working

on evolving into a more versatile batsman who is capable of adapting to the longer formats of the game. When asked about this transition, he shared, "For the past year or two, I've been working more on being a batsman who can hit the ball than someone who can just

hit the ball, and it's coming along nicely. It's good to see that the progress is coming along; and hopefully, I can carry on this form."

Rutherford's outstanding innings also helped propel Guyana Harpy Eagles in the Regional Super50, but he believes there's more to

come from his team. He said, "I don't think we played our best game as yet; most of the guys haven't come to the party, so it's going along nicely. It's good for me that I started it off; and hopefully, the other guys can continue from the next game."

In addition to his remarkable performance, Rutherford had words of praise for his captain, Veerasammy Permaul. He highlighted Permaul's calming influence on the team by saying, "He brings a lot of calmness in the dressing room. He keeps everything simple, and with a leader like him, who has played so much cricket, he keeps us grounded. It's a lot of fun, and (he) is someone we can trust and get that vibe."

Rutherford's journey in cricket has been nothing short of inspiring. With six T20 International appearances for the West Indies and a List A career featuring 30 matches with an average of 33, including one century and three half-centuries, his growth as a cricketer is evident.

ead Coach Omar Khan has his sights set on securing his second victory with a formidable 23-member Lady Jags team currently preparing to face Suriname in a crucial CONCACAF W Gold Cup match today, October 25.

Midfielders Jalade Trim, Brianne Desa and Otesha Charles who scored exhilarating goals in the 5-1 victory over Dominica on September 24 are back on the team for the Wednesday match in the Dr IR Franklin Essed Stadium in Paramaribo, Suriname.

he Guyana National Stadium was set ablaze as the Farfan & Mendes and Woodpecker Products Men’s and Women’s First-Division Leagues continued on Sunday last with four enthralling games.

The GBTI’s GCC showed dominance in their quest to defend their title against YMCA Old Fort Women, as they managed to penetrate the Fort’s defence to win 6-0 with a strike in the 10th minute from Abosaide Cadogan, followed

by Captain Tricia Fiedtkou in the 13th minute. Then there was a double coming from Paige Fernandes in the 25th and 35th minute.

Abosaide Cadogan did not miss out on the action, scoring a double to seal her hattrick, with the ball going at the back of the net in the 46th and 55th minutes.

However, the YMCA Old Fort men were phenomenal in winning the game 2–1. They started the game strongly, and secured their first goal from Warren Williams in the 21st minute.

Saints kept their composure, and managed to equalise the game from Baraka Garnett in the 36’, but that was not enough to secure victory, as Warren Williams fired the puck at the back of

the net to seal the victory in the 60’. The game ended on 3-1.

The Saints Women were impeccable, as, with their shooting skills, they managed to defeat the WOODPECKER HIKERS 2-1, with Kaiyra Scott firing the ball at the back of the net in the 20’. And with ten minutes to go, Scott secured her double.

Laticia Chung managed to give the Hikers hope with a strike in the 55’, but that was not enough to carry her team over the line.

The Bounty GCC remained undefeated as they defeated the PEPSI HIKERS 3–2, with their dribbling skills forcing an attack early in the game. A double came from Fredrico Cush and Orland Semple in the 11’ and 33’ respectively.

The Hikers did not go out with their phenomenal midfield, as they managed to score a goal in the 43’ from Robert France, but the GCC outfit replied within the next three minutes as they put the puck at the back of the net in the 47’ from Vladimir Woodroffe.

Shane Samuel managed to strike the ball at the back of the net for the Hikers in the 58’, but that was not enough to prevent a loss.

ight secondary school football teams from around the country will have the opportunity to display their skills in the league format when the Limacol Schools Football League kicks off this Sunday.

Powered by the New GPC Inc and coordinated by the Petra Organization, this league has seen automatic qualification for the top 8 schools that competed in the Milo Schools’ Football tournament which concluded earlier this year.

The 7-week Limacol Schools Football League was launched on Tuesday morning at the National Library’s Boardroom in Georgetown, and New GPC Marketing Manager Elizabeth Ram has underscored the impor-

tance of providing students with such programmes even as she expressed confidence in the organizers’ abilities.

“We are pleased to be here today to support the Petra Organization and to connect with them for the fourth annual Limacol Football League. We adore the organization’s continued effort to offer athletics to the young generations, especially during these difficult times. Football is a sport that requires perseverance, discipline and dedication, and we wish the teams that are participating all the best,” Ram shared.

According to the organizers, the top three or four teams from the Limacol League will secure a spot in Petra’s year-end Goodwill Series.

The teams will be playing for a grand prize of $300,000 for a school project, while second- third- and fourthplaced teams would respectively receive $150,000, $75,000 and $50,000 for the same purpose. Individual prizes would also be up for grabs.

n epic showdown is anticipated today at the Sir Frank Worrell Memorial Ground, as the formidable Guyana Harpy Eagles take on the awesome Combined Campuses and Colleges (CCC) in the latest fixture of the CG United Regional Super50 tournament.

Currently occupying fourth position with 13 points, the Eagles are on a rampaging streak, having won two out of three matches played. Their lower-order batting display has been nothing short of inspiring, and they are being led by the indomitable Veerasammy Permaul.

At the forefront of this inspiration is Sherfane Rutherford, whose sensational maiden List A century epitomized confidence, dominance, maturity and determination, as he snatched victory from the jaws of defeat for Guyana.

Romario Shepherd, Tevin Imlach and Kevin Sinclair have each displayed remarkable attributes, but all eyes are on Shimron Hetmyer who has yet to make a significant impact, having scored with just 49 runs in three innings.

The Eagles' bowling attack, featuring international bowlers like Gudakesh Motie, Sinclair, Permaul, Shepherd, and Ronsford Beaton, is arguably one of the tournament's best, and poses a significant challenge for any opponent.

On the converse side, CCC carry a sense of confidence, driven by their captain Shane Dowrich, who
