Gunman reportedly opens fire on Guyanese Journalist parked in the compound of the Public Service Ministry, located at Vlissengen Road and D’Urban Street, Georgetown.

Closed-circuit television (CCTV) footage has since revealed that someone scaled the fence, after which the

fire erupted. Chase had said that he usually parks his vehicle in the Ministry’s compound for security purposes since he lives in close proximity.

Reports indicate that the fire began at Chase’s vehicle and quickly spread to

a minibus belonging to the Ministry, an employee’s motorbike and a car that is privately owned.

The security guard stationed at the location said that she noticed the fire and alerted Chase.

opular Guyanese journalist, Travis Chase was forced to run for cover after a lone gunman opened fire on him as he exited his vehicle at D’Urban and Cemetery Road, Georgetown.

According to information received, the incident occurred at about 19:30h.

Chase told news agencies that as he exited his vehicle, a lone gunman who was riding a motorcycle discharged several rounds and sped off the scene. At the time, Chase was reportedly visiting relatives.

He related that he could not see the shooter while adding that he did not notice anyone following him.

The SOP specified that a search be conducted on "all prison officers entering the compound".

As such, the female officer searched her colleague

but nothing was found. The officer then searched the water bottle that she was holding at the time. Inside the water bottle was a transparent taped package containing a quantity of cannabis.

The officer reportedly contacted her supervisor after which a further search was carried out, in her presence, on her motor car, PZZ 1197.

On the floor behind the driver's seat, a black plastic bag containing two transparent parcels wrapped with tape was found.

An examination was carried out on the parcels and it was proven to be ganja.

The Police were summoned and parcels of suspected marijuana were handed over, which, when

The female Prison Officer was arrested and escorted to the Central Police Station.

Meanwhile, between 11:02h and 11:18h, a video and audio interview was conducted with the arrested officer. The female prison officer remains in custody, assisting with the investigation.

GRA unearths 24 packs of ganja between bedsheets shipped from USA

he Customs and law enforcement officers of the Guyana Revenue Authority (GRA) on Monday discovered 24 packs of cannabis concealed between several bedsheets imported in a parcel from the USA. The discovery was made at the Linden Post Office.

The Guyana Revenue Authority (GRA) stated that the consignee made good

her escape when confronted and the suspected illicit items were handed over to the Customs Anti-Narcotics Unit (CANU) for further investigations and possible prosecution.

With the observation of the alarming trend of smuggling of prohibited and restricted items (firearms, drugs etc) through personal consignments, the Authority once again advises all such

persons dealing, or in contemplation of such activities to cease therefrom.

The Revenue Authority also entreats the general public to report any illicit, unlawful or smuggling activities on telephone number 227-6060, extensions 3201, 3204, 3205, 3211, 3212, or 3408.

All information provided will be dealt with strict confidentiality.

Funding was meanwhile sought for the Office of the Prime Minister, including more than $188 million to provide additional resources for the Linden Electricity Company Incorporated to sustain Ituni’s operation, the Mahdia Power and Light Inc and Kwakwani Utilities.

Additionally, the money will go towards funding under the Government of India’s Line of Credit “due to an acceleration in the delivery of solar photovoltaic systems.”

Role of religious leaders

O

ne wonders how Guyanese — generally a highly religious people, with many belonging to one faith-based organisation/denomination or the other — have become so blasé’ and deteriorated, to the level where seemingly human life has become so exterminable that murders, suicides and other ills hardly impact on the consciousness anymore, except as transient incidents on the periphery of dancehall and chutney shows and neighbourhood gossip.

But even those who have diverged into the pathways of rampant criminality almost always have their roots firmly embedded in the faith of their fathers, the teachings of which are most often inculcated in them from childhood by their mothers.

Guyana’s faith-based organisations had the benefit of a training programme for religious leaders on domestic violence on numerous occasions. The first of this kind was done in 2006. That was an initiative by the Administration to address concerns on the escalating ills of the society, and at that forum, then President Bharrat Jagdeo expressed his appreciation for the continuum of support that he had received from the religious community.

The then President Jagdeo had used the opportunity to appeal to community and religious leaders to reach out to the youths who are at the crossroads of their lives, especially during that crucial time of puberty, when vital life-changing choices can create a criminal or a pillar of the society.

Many children with single parents wander unknowingly into dangerous pathways that destroy their entire lives, all because of a lack of guidance in the right direction by caring community support systems, instead of a mother who may work long and unrelenting hours to provide the wherewithal of their basic needs.

The structure of the current society is such that, rather than a hand being held out to guide a child to choose the right path on which to walk to safety, there are drug dealers and ‘sugar-daddies’, among others of their ilk, who exploit the vulnerability of children in their transitional stages of growth without caring about the destruction that they are causing to the lives and the future of their hapless victims.

Only mothers who have experienced helplessness and terror can relate to the circumstances whereby single parents are forced to endure the deterioration of their children’s opportunities because they have been led astray by cruel and exploitative persons.

Many a single mother has agonised over the wrong choices her children have made because circumstances did not allow her the time nor the opportunity to give her children the requisite guidance and care that would provide the emotional and psychological security that would have allowed a safety net to protect them from opportunistic predators, and only such a mother can appreciate the real security of the community support system that President Jagdeo was advocating.

He had averred that the religious leaders of societies are on “the frontline”, but whether they can make the good generals that would lead their respective communities to a cleaner and more moral society is yet to be seen. Nevertheless, he expressed his faith in their ability to pilot the society’s ship into calmer and more peaceful waters.

The faith of our fathers once made this nation a uniquely ethical and moral one; a clarion call by the current administration to the religious leaders to restore the nation to that state once more may precipitate the restoration of the reputation of Guyanese to that of the days of yore.

Another political twist Dear Editor, It has become the norm, without exception, that the Opposition in Guyana utilises every opportunity to give a political twist and flavour to each and every issue. This was clearly manifested recently in the border controversy and even the sad demise of the valiant GDF officers who perished in service of our country. But enough was written on this and the populace has vehemently objected to the Opposition’s agenda.

A more recent example has been the Opposition’s attack on the retroactive 6.5% wage increase announced by the Senior Minister of Finance, Dr Ashni Singh. The Minister announced that 54,000 public servants, members of the Disciplined Services, constitutional office holders and Government pensioners will benefit and this will put $7.5 billion in disposable income into the economy. In addition, 12,000 members of the Disciplined Services will receive one-month tax-free bonus which will include for the first time, civilians. This will again add another $1.5 billion in disposable income.

Earlier, President Ali had announced salary adjustments for graduate teachers, an increase in the Remote Areas Incentive (RAI) for hinterland teachers, and duty-free concessions for teachers who hold a substantive appointment as a Senior Master/Mistress.

Moreover, public servants, teachers, members of the Disciplined Services, staff of semi-autonomous agencies, and public enterprises will also receive a $25,000 one-off bonus payable in December 2023.

The above is just the dollars input to alleviate the current cost of living effects. There is a myriad of other support measures which have been implemented in the various sectors, especially in the agriculture sector to keep the cost of living in check. Anytime the Opposition speaks about cost of living they used ‘bigan and bora’ and other agriculture produce as the benchmark.

Any layman is aware that the vagaries of the weather will affect the sup-

ply and price of these items and against this backdrop there has been a steady influx of thousands of immigrants who will most definitely send the demand for goods and services skyrocketing.

However, for the longest while the prices for many items of grocery, clothing, meat, fish, shrimps, and other items in the supermarkets have remained stable.

This is in addition to building materials and fuel costs which saw massive reductions in the excise tax. The rise in cost of living has been an ongoing challenge for many developed countries and all are complaining about the rising prices but Guyanese are lucky to have a Government who has done so much to keep the cost of living livable.

We should never analyse any issue in isolation. We cannot afford to miss the forest for the trees (or tree).

This Government has done many things to ease the cost of living since assuming Office in 2020. Let’s go back to the COVID relief, the flood relief, tax reliefs (reducing tax on fuel), subsidies to pensioners and cash grant to students, grants to farmers, grants to fishermen and a slew of other fortifying and stabilising cost of living reliefs. The Government has left no strategy unexplored to ensure that the people enjoy the ‘good life’ which was just an illusion under the coalition. Now they want to be on a pedestal and lecture this Government about the cost of living.

There has been much hue and cry by the Opposition with regards to the $6.5% increase, labelling it as ‘shame… pitiful…ridiculous’. But Norton forgot that the coalition took away the bonus for the Disciplined Services but is now advocating for more be given to them, they gave paltry wages increase and increased taxation to a suffocating level whilst they increased their tax–free salaries by 50% and more, they created no jobs but dismissed thousands across the country, GuySuCo being the prime target, they even implemented a wage freeze at GuySuCo (5% in four years), billions were siphoned off and

the Treasury and Reserves depleted dry and the list goes on. They only built arches and painted the country green with nothing else to show.

During their tenure, they squandered over a trillion dollars but only developed themselves and cronies.

Norton seemed to believe that wages and salaries increase should take the biggest chunk from the Budget, ‘the “ridiculous” pay hike represents less than 1 per cent of this year’s GY$782 billion National Budget’. Norton should really look at the massive development unfolding across the length and breadth of Guyana before making such outlandish statements.

It is basic economics that any increase in wages and salaries must be analysed in the context of the economic conditions prevailing in the country and I am sure that Norton is aware of ‘wage push inflation’. If wages and salaries continue to increase there will be an increase in demand which will push prices further up, this will up the production cost as well and makes the prices for goods and services move in the same direction. Even the man in the street knows this.

Every aspect of the wage increase must be studied properly in conjunction with other measures which will dilute the negative effect. We must increase our productivity and production to support any wage increase. If the country is caught in an inflationary spiral, then the value of the dollar will continue to decrease, buying less than before. I am sure that all these factors were considered by the Minister and his Government and they did not do so in isolation.

Whilst the coalition gave wages and salary increases, they took it back with a skilful sleight of the hand. They taxed Guyanese to the hilt, so that any increase in wages became meaningless.

They gave a little, but took more in the end. Not so this Government.

Consistently improving working conditions for public sector employees within a sustainable framework

Well, let me make it clear that the painting was a replica of the colours of our national flag and isn’t the national flag placed or flying on the ground.

Citizens painted colours of our national flag on benches and people sit or stand on it, fences and some urine on the fence (remember MP Patterson), t-shirts and jerseys and tear them apart, throw them on the ground or put in the garbage, on bicy-

cles, on vehicles, etc.

During this time of trouble and threats from our western neighbour Venezuela, many of our citizens display our national flag on their houses, on their fences, on their vehicles (and being torn apart by the breeze), on their bicycles and sometimes fall to the ground and being run or walked over by unknowingly, etc.

So, trying to make a mountain out of a mound is stupid, but I understand that PNC will do anything to be in the news. So, it’s difficult to stop them from exposing their senseless behaviour and nasty attitude towards national development.

I guess that those two MPs, along with the entire PNC are very upset that yet again the People’s Progressive Party/Civic Government led by President Irfaan Ali has completed another successful project.

While under the previous APNU/AFC the only thing that they could have boasted about as national projects is the unfinished, waste of taxpayers' monies billion-dollar D’Urban Park, the multi-million-dollar family park in Skeldon that fell apart before completion and the multimillion-dollar kissing bridge in the New Amsterdam Park that is being taken over by bushes almost two weeks after completion.

With that being said, MPs and the others in the PNC, I would like to remind you that it was the PNC that used our National Flag to wrap around the coffin of a well-known criminal and murderer that you guys consider and called a national hero.

I can recall while preparation was taking place for a national event hosted regionally in Region 5, the so-

called petroleum adviser in Region 5 pelt the national flag to the ground and used expletives towards the national flag and said it gotta be placed and done the way the PNC wants it to be done or in won’t happen.

Those are just a few of the abuse, disgrace and disrespect shown for our national flag by the PNC. The colours of our flag are being used and displayed in many ways and we as Guyanese are proud of our national flag and its colours.

Let the progress continue under the People’s Progressive Party Government, so those anti-development persons within the Opposition can continue to show their senseless behaviour and nasty attitude towards national development.

This is evidenced, for example, in the annual acrossthe-board salary increases; the continuous progress made in upward adjustments to various categories of public servants salaries for anomalies; introduction of additional allowances and benefits for several segments of employees; and the restoration of tax-free bonus for the disciplined services.

Altogether, the cumulative increases applied to the salaries and benefits largely across three major categories of public sector employees for the period 2021-2023, including the upward adjustments for anomalies, is approximately 50%, on average; thereby resulting in an additional $34 billion in disposable income annually.

The government is therefore doing their best in this regard, given the resources at their disposal, and more importantly―within a prudential and sustainable framework.

“We are not going anywhere” – ExxonMobil following Maduro’s threats on Essequibo – as PSC urges calm, business as usual for Private Sector

I

n the face of Venezuela’s illegal threats to annex Essequibo and force existing companies out of the region, United States (US) oil giant ExxonMobil, the operator in the oil-producing Stabroek Block, has made it clear that it is going nowhere.

The company’s subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), made its position known in a social media post that reaffirmed the company’s longstanding commitment to Guyana… a commitment that will include as much as six oil developments online by 2027.

“We are not going anywhere - our focus remains on developing the resources efficiently and responsibly, per our agreement with the Guyanese Government,” ExxonMobil said in its statement.

EEPGL, Exxon’s local subsidiary, is the operator and holds 45 per cent interest in the Stabroek Block, while Hess Guyana Exploration Ltd holds 30 per cent interest and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds the remaining 25 per cent interest.

ExxonMobil has said it anticipates at least six projects offshore Guyana will be online by 2027. Production has already started on the Liza Phase 1 and 2 projects, as well as the Payara development.

Yellowtail and Uaru, Exxon’s fourth and fifth developments, have already received governmental approval.

The Yellowtail Development Project is set to commence production in 2025 using the “One Guyana” floating production, storage and offloading (FPSO) vessel, which will yield the largest target of 250,000 barrels of oil per day

(bpd) during a 20-year period that will generate at least 1300 direct jobs.

Yellowtail, which will be located 126 miles offshore Guyana, includes up to three drill ships drilling up to 67 wells, the FPSO vessel and SURF production system, with tankers taking the oil to global markets. The US$10 billion development project will target an estimated resource base of about 900 million oil-equivalent barrels.

The Uaru project is meanwhile budgeted to cost US$12.683 billion and will be subject to cost recovery under the Stabroek Block Petroleum

Sharing Agreement. It is expected to significantly contribute to Guyana’s oil production, with 250,000 barrels of oil per day also targeted.

Exxon’s investments in Guyana also include the approximately 200 kilometres of a subsea pipeline it will be running from the <<<Liza Destiny>>> and <<<Liza Unity>>> floating production, storage and offloading (FPSO) vessel in the Stabroek Block to the shore as part of the gas-to-energy project.

ExxonMobil is meanwhile expected to recover the cost of the US$1 billion invested into the pipeline to bring the gas to shore when the Guyana Government sells the gas from the project. This will be done over 20 years and at a fixed annual rate of US$55 million.

Meanwhile, the Private Sector Commission (PSC) also released a statement in which they said they were closely monitoring the recent developments concerning Venezuela’s threat to annex a part of Guyana. In their statement, they sought to reassure the business community.

“We understand that these circumstances may raise concerns within the community, and we wish to reassure the public that every effort is being made to address the situation effectively. In light of these developments, we urge the general public to remain calm, vigilant, and resilient.”

“It is of utmost importance that information is sourced from verified and credible sources to avoid the spread of misinformation. To the business community, we emphasise that operations should continue as usual. We encourage business leaders and investors to maintain confidence in the strength of Guyana’s economy,” they said.

The PSC was meanwhile in high praise of the Guyanese people, who they noted have shown “unity and resilience” during this challenging time.

According to the commission, the country must continue to stay informed, calm and focused on its daily activities.

“We believe that by staying informed, calm, and focused on our daily activities, we can collectively contribute to the stability and prosperity of our beloved country. We will continue to monitor the situation

closely and provide updates as necessary. Our thoughts are with all Guyanese as we navigate through these challenges together,” the commission further said.

Over the past few weeks, Guyana has been informing regional and international partners of the referendum Venezuela carried out on December 3, which has been criticised by the United States, Caricom, and the Organisation of American States (OAS), as well as several other nations in the Region, including Brazil, for seeking to, among other things, gain a national consensus to annex Essequibo.

Following the referendum, Maduro announced that he would now authorise oil exploration in Guyana’s Essequibo River, despite the International Court of Justice (ICJ) not yet pronouncing on the validity of Venezuela’s claims.

The People’s Progressive Party/Civic (PPP/C) Government has been clear that investors should ignore Venezuelan rhetoric, noting that Essequibo has for over 100 years been Guyana’s territory and will continue to belong to Guyana. (G-8)

Less than $60M spent on overseas travel for President, VP from 2020 – trips ensured Guyana’s interests were pioneered, investments secured knowledge and experience from other countries on developing the oil and gas sector.

One crowning achievement of these trips, according to the Ministry, was also Guyana securing a non-permanent seat on the United Nations Security Council (UNSC) for the year 20242025, with the single highest attainable votes.

n response to questions that were raised by the parliamentary Opposition, the Ministry of Parliamentary Affairs and Governance has revealed the expenses incurred during the official overseas trips of both President Dr Irfaan Ali and Vice President Bharrat Jagdeo.

In President Ali’s case, the airfare and out-of-pocket expenses cover the years 2020 to 2023, including trips to the United Nations General Assembly (2021 and 2022), Caribbean Community Heads of Government meetings, energy conferences in Trinidad and Tobago and investment forums in the United Arab Emirates (UAE).

The President’s airfare

from 2020 to 2023 has so far totalled $32.1 million (or US$150,964). However, meals, out-of-pocket expenses and accommodation cost $3.8 million (or US$17,925.

This means that total expenses for that period, about travel, totalled $35.9 million (or US$168,889).

Meanwhile, the Vice President’s travel expenses from 2021 to 2023 were reviewed, including trips to the Offshore Technology Conference (OTC) in Houston, Texas, to India, Ghana and the UAE for furthering bilateral relations and to the CERA Week energy conference in Houston, Texas. His airfare totalled $18.1 million (or US$85,274), while out-of-pocket expenses totalled $2.1 million (or

US$10,015). In total, the Vice President’s expenses totalled $20.2 million.

The benefits derived from these trips were also stated, including “repairing the damage done between 20152020 to Guyana’s international credibility” and regaining Guyana’s leadership position on climate service issues, as well as promoting investment opportunities in Guyana and establishing new embassies in Qatar and the UAE. As many as 50 Memorandum of Understanding (MoU), agreements or joint statements were signed during these trips, aimed at ensuring international cooperation. Further, these trips were also aimed at garnering

situation which might lead to international friction; to recommend methods of adjusting such disputes, or the terms of settlement; to formulate plans for the establishment of a system to regulate armaments; to determine the existence of a threat to the peace or act of aggression, and to recommend what action should be taken among others.

In some cases, the Security Council can resort to imposing sanctions, or even authorising the use of force, to maintain or restore international peace and security. Temporary members hold their seats on a rotating basis by geographic region. Guyana will serve a two-year term on the Council from January 1, 2024, to December 31, 2025.

Guyana has over the

years become a magnet for investments. Particular interest has been shown by international investors towards the oil and gas sector, which continues to grow amid Guyana’s reputation as the fastest-growing economy and is responsible for approximately US$700 million in revenue that is retained and spent within Guyana, helping to fuel economic growth.

However, significant attention has also been shown to other non-oil industries, including gold mining, logging, renewable energy and agriculture. Guyana fielded significant interest during the third Agri Investment Forum and Expo that was held in October of this year.

The previous two editions were both held last year, one in Guyana and the other in Trinidad.

Sophia man awaits sentencing for carrying illegal firearm

we nt y - s e v en -y ear old Akeem Bristol, who is accused of having an illegal firearm, is now awaiting sentencing after admitting to the charge.

At his arraignment before Magistrate Rhondell Weever at the Georgetown Magistrates’ Courts,

Bristol, a father of one of North Sophia, Greater Georgetown, pleaded guilty to having one Uzi semi-automatic machine gun, when he was not the holder of a firearm licence.

His guilty plea was accepted by the sitting Magistrate, who then remanded him to prison until his sentencing on December 18, 2023.

The Magistrate's wish to view Bristol's alleged videotaped confession to the crime, as claimed by the Police, led to Bristol’s sentencing being deferred. This defendant had no legal representation.

On the day in question, December 7, at approximately 00:40h, ranks from the Turkeyen Police Station were on patrol in North Sophia when they noticed Bristol pedalling a bicycle through a cross street with a cart attached, a report from Police Headquarters

said.

Upon seeing the lawmen, Bristol hopped off the cycle and attempted to run, but due to the quick response by the ranks, they were able to apprehend him. The ranks searched Bristol but found nothing illegal on him.

They then searched the cart on his cycle and found a black plastic bag containing one Uzi semi-automatic machine gun, with an empty magazine, a Guyana Identification card and a Citizens Bank card, both in favour of Bristol.

Bristol replied “No”, when the ranks asked if he had a firearm licence.

He was told of the offence committed and cautioned, after which he said: “Sir, I find it in a trench on Sophia Road".

He was arrested and escorted to the Alberttown Police Station where the firearm was examined and

no serial number was found on the frame. The firearm was lodged and is to be taken to the ballistics section for examination.

At Monday’s court proceedings, Bristol pleaded guilty with an explanation to the charge.

He told Magistrate Weever that while cleaning a drain, he found the gun in a bag.

He continued by saying that the Policewoman refused to accept his complaint when he attempted to turn in the gun at the station. Bristol claimed that when he was stopped

by Police ranks on his way home from the Police station, he told them, "I got something illegal to turn in."

According to the Police prosecutor, Bristol told the Police in a video interview that he had found the pistol four weeks prior and intended to sell it to someone.

Alleged drug trafficker granted $100,000 bail

n alleged drug trafficking was granted $100,000 bail follow-

ing his third appearance at the Georgetown Magistrates’ Courts on Monday.

Rollex Roberts Harry also known as “Anthony Roberts”, a 54-year-old taxi driver of Toucan Drive, South Ruimveldt, Georgetown, appeared before Magistrate Rhondell Weever.

Attorney-at-Law Adrian Thompson, Harry’s attorney, submitted a new bail request on the accused's behalf, and the Magistrate approved it on Monday.

This defendant must report to the Brickdam Police Station every other Friday starting on December 22. If he does not follow through, his bail will be revoked.

According to the allegation, on October 29, 2023, he had in his possession

571 grams of cannabis, 86 grams of hashish, two grams of ecstasy, and six grams of methamphetamine for the purpose of trafficking. Harry has pleaded not guilty to the offence.

Harry was apprehended by the Police between Lombard and Princes Streets in Georgetown, where he was found in possession of the drugs in his bag, according to the prosecution.

Due to the seriousness of the offence, the penalty it attracts, and the fact that the accused had admitted to the crime, the Police prosecutor had first opposed the accused being granted bail.

Berbice man slapped with murder charge

A

labourer was on Monday remanded to prison for allegedly stabbing a bartender to death over a $5000 bet.

Following the demise of 45-year-old Kern Wilson some 13 days after he was stabbed, the accused, who had been released on bail, returned to court on Monday where he was slapped with a murder charge.

Twenty-seven-year-old Mortimer Sandy, a labourer of Glasgow New Housing Scheme, New Amsterdam, Berbice, appeared before Magistrate Peter Hugh at the New Amsterdam Magistrates’ Court and was not required to plea to the charge which states that on December 6, he murdered Wilson.

Law Tuanna Hardy, who told the court that the accused was initially charged with attempted murder but with the passing of Wilson, a new charge was being instituted.

The prosecution told the court that the Police are

waiting on the autopsy report to complete the case file. As such, the Magistrate adjourned the matter until January 17, 2024, when the Police would be required to serve the accused with all statements they have about the matter.

Sandy had made his first court appearance on November 28 and was remanded on a charge of attempted murder. However, when he returned to court on December 5, he was granted bail in the sum of $250,000.

However, in court on Monday, the Magistrate noted that it was the third case in recent times where he would have granted bail to someone accused of attempted murder and the victim would have died shortly after.

Wilson, a father of three, who had resided at Pepper

Street in Heathburn Village, East Bank Berbice, and had operated a bar and carwash, had been stabbed on November 24 at a shop that he operated at Edinburgh Village, East Bank Berbice.

The victim and the accused had had a bet where $5000 was at stake.

Wilson reportedly won the bet. However, Sandy was reportedly not pleased and demanded to have his money refunded to him. He reportedly went into Wilson’s bar and picked up the money box, which is said to have contained more than $5000.

This resulted in an altercation between the two men during which Wilson was allegedly stabbed.

He was subsequently hospitalised and remained in the Intensive Care Unit of the New Amsterdam Hospital until his passing.

Your Eyewitness doesn’t trust Mad Madero more than he can throw him – and clocking in at over two hundred pounds Maduro’s ain’t gonna be thrown – or trusted! – an inch!! And talking about weight, Dear Reader, did you hear about the “Mad Maduro Diet”?? Venezuelans have lost an average of 21 pounds annually under the food shortages of his regime!!

But your Eyewitness is interested in seeing how Lula’s gonna be able to deal with an immovable object meeting an unstoppable force – represented by Mad Maduro and Pres Ali. Now, some folks think that Mad Maduro only raised the Border Controversy because he was jealous that Exxon – which they’d kicked out of Venezuela – had now stuck it filthy rich!! But that was the casus belli, not the causa belli – the occasion for the war and not the CAUSE of the war!! The bottom line for Venezuelans – the immovable object – is that their border claim has been made PART OF THEIR CONSTITUTION since 1959!!

Three generations of Venezuelans have been bombarded 24/7 that they wuz robbed of their birthright in Essequibo!! It doesn’t matter whether it's Mad Maduro or whoever’s gonna replace him – Venezuela ain’t giving up their claim unless they excise Articles 8 and 7. These declare that all of Gran Colombia that had devolved at independence in 1810 to Venezuela – which includes our Essequibo – is theirs. And can NEVER be altered by ANYONE!! So your Eyewitness would like to see which Venezuelan leader would commit what is tantamount to treason by their constitution!!

On our side, Pres Ali – and our Opposition are unanimous that the only border controversy is the one raised by Venezuela that the 1899 Arbitral Award – that fixed our present demarcation – is null and void. We further hold that this will be decided by the ICJ – of which Venezuela will have none of!! We must ask ourselves as to why Venezuela and Mad Maduro have refused to accept the decision of some of the most eminent jurists on planet Earth – and only want direct negotiations!

The only reason is he either feels he can browbeat the Guyanese across the table – or convince them of his “reasonableness”. Your Eyewitness remembers when Chavez and Maduro talked about their Border Controversy as “provoked by the imperialists”. But they didn’t change Art 7 and 8, did they??

Didn’t happen then, ain’t gonna happen now!! …in Gaza Well, while we in dear ole Mudland have been (understandably) preoccupied by the antics of Mad Maduro breathing fire and brimstone in our direction, the killing fields of Gaza keeps expanding through the operations of the Israel Defence Force (IDF). By now, about 18,000 Gazans have been killed – mostly women and children – with the latest average of some 300 daily!! As your Eyewitness had said, this is like shooting fish in a tank – the IDF just can’t miss, can they??

Well, with so many protests against the continuation of the massacre, you’d think someone would’ve brokered a peace deal, by now, wouldn’t you? Well, several nations at the UN tried doing that by sponsoring a resolution for a ceasefire at the UNSC. But it was vetoed by the US, which claimed it was not “balanced” since it didn’t acknowledge Israel’s right to defend itself.

Russia predictably called it “one of the darkest days in the history of the Middle East”!! And so the killing fields expand exponentially daily!! …food prices With all the global issues occupying your Eyewitness’s smart phone’s feed, he should be excused for not giving a shout-out to all those farmers who’ve been participating in the “Farmers’ Markets” to help reduce food prices!!

Venezuela border controversy

Venezuela guilty of breaching international obligations – PM Phillips tells National Assembly V enezuela’s claim to two-thirds of Guyana’s territory is in direct defiance of the principles of international law, and a breach of its obligations within the international community.

Prime Minister, Brigadier (Ret’d) Mark Phillips asserted this on Monday as he updated the National Assembly on the recent events surrounding the border controversy.

The Prime Minister recalled that the Spanishspeaking nation continues to deliberately misinterpret the 1966 Geneva Agreement, which provides for a series of measures to settle the controversy.

Efforts over more than half a century, including a four-year Mixed Commission (1966-1970), a twelve-year moratorium (1970-1982), a seven-year process of consultations on a means of settlement (1983-1990), and a twenty-seven-year Good Offices Process under the UN Secretary-General’s authority (1990-2017), have been futile thus far.

“They claim that the Geneva Agreement is the only legal instrument to solve the controversy and that Guyana should negotiate this solution with Venezuela. Venezuela has never offered any credible support or evidence for its contention of nullity and invalidity of the 1899 Arbitral Award,” the Prime Minister said.

In rejecting the court’s authority as the means of settlement, Venezuela has also breached its obligations enshrined in the

Geneva Agreement.

“Venezuela’s actions also violate the fundamental principles of international law enshrined in Article 2 (4) of the United Nations Charter, which make it unlawful for any state to use or threaten force against the territorial integrity or political independence of another state. The acquisition or attempted acquisition of another state’s territory constitutes aggression which violates obligations under peremptory norms

under international law,” PM Phillips noted.

He reminded that while the Government is open to dialogue on other matters with Venezuela, issues surrounding the border controversy are off the table.

“This House is unanimous in its resolve that the land boundary is not up for bilateral discussions, and the settlement of the matter is properly in the International Court of Justice, where it must remain until the court gives its final ruling on the merits of the case, which will be fully respected by Guyana,” PM Phillips affirmed.

Recently, with unanimous support, the National Assembly passed the motion to denounce Venezuela’s referendum to annex and integrate the Essequibo region into its territory and affirm Essequibo belongs to Guyana.

Tensions were heightened when the Venezuelan nation announced a referendum that planned to pose five questions to the

Venezuelan public.

Questions three and five of this referendum were most concerning, as they sought to annex Guyana’s Essequibo region and reject the ICJ’s jurisdiction.

On December 1, the ICJ ruled that Venezuela shall refrain from taking any action that would affect Guyana’s control of its Essequibo region, pending the court’s final decision in the case.

However, in open defiance of this ruling, Venezuelan President Nicolas Maduro announced administrative measures to annex Essequibo and gave investors three months to exit the county’s exclusive economic zone.

He has also ordered the state oil company to issue licences to begin extracting crude in the area.

From its inception, diplomacy has been Guyana’s first recourse in response, as the Government has been engaging its regional and international partners to solicit support for a peaceful

resolution in the face of Venezuela’s aggression.

This effort will continue with the same rigour, the Prime Minister affirmed.

“The Government has not relented on its diplomatic efforts to explain the justness of our position and to reach out to regional and international partners to solicit their support in the face of the direct threat of invasion

by Venezuela,” he said.

Caricom leaders held an emergency conference recently, where suggestions were made for a meeting with President Maduro to be held in St Vincent and the Grenadines.

Prime Minister of St Vincent and the Grenadines, Dr Ralph Gonsalves along with the President of Brazil, and representatives of Caricom and the Community of Latin American and Caribbean States (CELAC) will observe the discourse.

President Ali has since agreed to this meeting, which is set to be held this Thursday.

GGDMA supports efforts to safeguard Guyana’s sovereignty – says will not bend to the rantings of a foreign dictator

eighing in support of the Government’s efforts in protecting the country’s territorial integrity, the Guyana Gold and Diamond Miners Association (GGDMA) has stood firm that the Essequibo region belongs to Guyana.

The Association has noted with concern the recent utterances from the Venezuelan President, Nicolas Maduro, about the state of Venezuela administering over the rights of all natural resources contained within the Essequibo region.

In light of these events, the Association positioned in a statement, “The GGDMA wishes to make it clear that the Government of Guyana and its agencies are the sole and only entities legally em-

powered to administer over the land and mineral rights contained within this territory. The Essequibo region is firmly part of Guyana.”

It was added that miners will continue to give these entities due regard and comply with their instructions for the sustained prosperity of Guyana.

“We will not bend to the rantings of a foreign dictator. We will continue to rally our members in support of efforts to safeguard our sovereignty.”

On December 1, the ICJ indicated its provisional measures, calling on Venezuela to refrain from “taking any action which would modify the situation that currently prevails in the territory in dispute, whereby the Co-operative Republic of Guyana administers and exercises control

over that area”, and calling on both parties to avoid any action that might aggravate or extend the dispute.

The measures did not explicitly call on Venezuela not to conduct the referendum, however. The referendum was held on 3 December, with Venezuelan authorities saying that all questions passed with more than 95 per cent approval.

state oil company to issue extraction licences for Venezuelan companies to explore fossil fuels and minerals in the Essequibo region and proposed that the National Assembly pass a Bill to make the area part of Venezuela.

President Irfaan Ali has unequivocally said that Guyana’s land boundary is not up for discussion as he agreed to facilitate dialogue with the Venezuelan President.

The Office of the President issued a statement on Saturday which declared, “President Ali has since agreed to have this meeting…[He] reiterated that Guyana’s land boundary is not up for discussion, as it is currently before the ICJ and when adjudicated will be fully respected

by Guyana. The President, on numerous occasions, has made it explicitly clear that the case before the ICJ will not be an issue for bilateral discussions.”

The Essequibo region— an approximately 160,000 square kilometres stretch of densely forested land that constitutes two-thirds of Guyana’s territory — stretches back to the 19th century, when Guyana was under colonial rule.

It was outlined that Venezuela laid claim to

the Essequibo region as far back as 1841 when it argued that the British Empire had encroached on Venezuelan territory in its acquisition of the territory of then-British Guiana from The Netherlands.

The border between Venezuela and British Guiana was decided through the 1899 Paris Arbitral Award, which was given by an international Tribunal of Arbitration, and the region has since been administered by the British and then by Guyana once it gained independence in 1966.

On various occasions since 1962, Venezuela has challenged the validity of the 1899 Paris Arbitral Award. Venezuela became more insistent in its claims over the disputed region in 2015 when oil was discovered off Essequibo’s coast.

A host of infrastructural developments were promised in the health sector this year, including the establishment of several new hospitals and major upgrades to existing facilities.

This was after the sector received $84.9 billion in the 2023 budgetary allocation.

The annual budget for healthcare since 2020 has increased by almost 150 per cent, which previously stood at $35 billion.

A few months ago, Health Minister Dr Frank Anthony had remarked that many areas in the country still lack access to dental services, and the Health Ministry was actively work-

ing to close that gap.

“We had a number of persons who were located centrally at the Cheddi Jagan Dental School [in Georgetown], and what we’ve been doing now is to get those persons to go to different regions. We have a programme now where we have been decentralising [dental services],” Dr Anthony had said.

The Health Ministry has also signalled plans of working with the Guyana Dental Council (GDC) to examine and discuss possible amendments to the current law governing dental practitioners in Guyana, aimed at maintaining and increasing the knowledge, skills and professional performance needed to adequately serve the population.

President Dr Irfaan Ali has agreed to regionally broker talks with Venezuelan President Nicolas Maduro, who has in recent months intensified aggression against Guyana.

Esteemed diplomat Sir Shridath Ramphal, in a missive on Monday, reinforced that these talks could go a far way towards preserving regional peace.

Ramphal lauded the role played by Caricom in arranging the talks and noted that once they are ap-

proached in good faith by Maduro himself, then regional peace and security will be maintained.

At the same time, Ramphal stressed that false expectations, particularly on the Venezuelan side, must not be encouraged. He noted that there must be no discussions on the Venezuelan controversy over the Essequibo region, which is currently sub judice before the International Court of Justice (ICJ).

Ramphal reminded that President Ali only agreed to the discussions within the parameters of “appropriate dialogue” with Maduro.

The senior diplomat, who is Guyana’s co-agent in the case before ICJ, further urged Guyanese to support President Ali’s efforts at securing peace.

he salary increases announced for public servants this year, which stands at 6.5 per cent, must not be viewed in isolation from the menu of initiatives which have supported Guyanese throughout the year, Public Service Minister Sonia Parag has outlined.

More than 54,000 employees in the public sector stand to benefit from the 6.5 per cent increase announced by the Government last week.

As she delved into measures to raise the disposable income on Sunday, the Public Service Minister said the Government must address the welfare of citizens.

As a result, the increase for 2023 is part of the bigger picture in their agenda.

“I think when you look at salary increases, you can’t look at it in isolation as to everything else that has been forthcoming from the Government.

It’s not a favour from the Government. It is an obligation to take care of the welfare of the people and it is just that when you give salary increases, it is a specific category of persons. But it must not be considered in isolation of all the other measures.”

Among the menu of initiatives she outlined that support Guyanese families outside of increased wages are the “Because We Care” Cash Grant, the robust housing programme, one-off grants for public servants; and salary adjustments for the disciplined forces and healthcare workers.

This year, salary adjustments and allowances were also announced for graduate teachers.

The Public Service Minister also addressed statements from Leader of the Opposition, Aubrey

Norton castigating the oneoff bonus for the Disciplined Services.

“When you look at 2015 to 2020, that Administration completely removed so you had zero per cent bonus to the Joint Services. So how can you now come and ridicule the Government for giving not only a salary increase, not only a one-off of $25,000 in 2023 but also the bonus given to the Joint Services restored and continuously given at every year,” she questioned.

She added, “You are making statements that I consider to be ridiculous and very untruthful because you knew you took away that bonus.”

According to Parag, when salary increases were given under the former Government between 2015 to 2020, it came in the wake of some 200 imposed taxes. Since the PPP/C Administration has reversed these taxes, the Minister reasoned that Guyanese can benefit greatly from increases.

“It was giving with one hand and taking back with

the other at that same time.

If you had taxes that caused an item to increase and you gave an increase in public service salary, there was no balance. There was no benefit really when you placed those taxes on public servants.”

Finance Minister, Dr Ashni Singh had outlined that the consequential salary adjustments would place an additional $7.5 billion in disposal income annually in the hands of these employees.

Public employees have received the following salary increases from the PPP Government since its return to office in August 2020: seven per cent in 2021, eight per cent in 2022, and now 6.5 per cent in 2023, for a total of 21.5 per cent over the last three years.

Additionally, the Government raised the income tax threshold from $65,000 to $75,000 in 2022 and then to $85,000 in 2023.

It also reinstated the onemonth tax-free bonus that was given to members of the Disciplined Services at the end of the year. (G-12)

69 LTI students complete GGIfunded technical programmes

he Greater Guyana Initiative (GGI) has funded Electrical Installation and Welding and Fabrication Programmes through the Linden Technical Institute (LTI) in partnership with the Ministry of Education,

the Council for Technical and Vocational Education Training (C-TVET) and LearnCorp International.

The institute hosted its 60th Graduation Exercise on December 7, where a cohort of 159 students graduated, of which 69, including

the valedictorian, completed the two programmes.

In an address to the graduates, Workforce Development Advisor of ExxonMobil Guyana Limited, Alicia BessAnderson commended them for their resilience

and commitment to developing technical skills by pursuing higher education.

This, she advised, would enable the sustainability of their community and country. Bess-Anderson emphasised the importance of humility, being empowered to determine their career path, networking, and celebrating their achievements as they embark on their professional journey. Valedictorian John Anthony, who graduated with a Diploma in Electrical Installation Level II, noted that although the COVID-19 pandemic resulted in his class graduating a year later than anticipated, they all rallied through successfully. He advised his fellow graduates to never stop

learning.

"The world is constantly changing, and we must adapt to stay ahead. We have the power to change the world; let's go out and make it happen," he urged.

While extending appreciation to the contributors of his success, he particularly thanked the Greater Guyana Initiative and LearnCorp International, "I would be happy to read in future articles about your continued support to these two programmes and additional programmes at LTI." The principal of LTI, Hector Anthony, shared the institution's report and highlighted that their current management's goal is to sustain training in all occupational areas to meet the needs of the evolving job market. He expressed pride in their progress as an institution towards

achieving this goal. He added that the institution was privileged to participate in the Basic Industrial Safety Training (BIST) through LearnCorp International with GGI's support. The principal said they will continue to partner with industries, businesses, and educational institutions to equip students to become assets to society.

The GGI is a US$100 million, 10-year investment made by the Stabroek co-venturers – ExxonMobil Guyana Limited, Hess Guyana Exploration Limited, and CNOOC Petroleum Guyana Limited. It is geared towards developing the local workforce, building human capacity, enhancing education, and improving healthcare, aimed at promoting sustainable economic diversification in Guyana.

UAE, USA announce doubling of climate-related investments to US$17B – money to go to partner countries for climate-resilient agriculture

oming out of the 28th United Nations Climate Change Conference (COP28), it has been announced that climate-related investments will be doubled to US$17 billion, from a programme spearheaded by COP28 host United Arab Emirates (UAE) and the United States of America (USA).

The programme in question is the Agriculture Innovation Mission for Climate (AIM for Climate), a global initiative that seeks to promote transformative climate-smart agriculture and food systems innovation.

It was explained in a statement that in addition to increasing the financial component of the project, the partners have also increased to over 600 and ‘Innovation Sprints’ to 78, a decision made during COP28 in Dubai, UAE. “With the support of over 600 government and non-government partners, AIM for Climate announced an increased investment of more than $17 billion, up from $8 billion at COP27, representing a more than doubling of investments.

The contributing countries and organisations also include Australia, Bahrain, Bangladesh, Brazil, Canada, Colombia, Denmark, the Dominican Republic, the European Commission, Finland, Germany, Guatemala, Honduras, Hungary, Ireland, Israel, Japan, Lithuania, Mexico, Morocco, the Netherlands, New Zealand, the Philippines, the Republic of Korea, Romania, Singapore, Spain, Sweden, Ukraine, United Kingdom, Uruguay, and Vietnam and over $5 billion in investment from Innovation Sprints.

“AIM for Climate introduced 27 Innovation Sprints, initiatives led and

self-funded by partners to achieve expedited results in agricultural and food systems innovation. There are now 78 Innovation Sprints in total, more than double what was announced at COP27, aligned with one or more of AIM for Climate’s Innovation Sprint focal areas,” the statement added.

These focus areas include Smallholder Farmers in Low- and Middle-Income Countries; Emerging Technologies; Agroecological Research; and Methane Reduction.

“The investments in the AIM for Climate initiative are enabled and supported by a coalition that has more than doubled in partners to over 600. This diverse group includes governments, busi-

nesses, academia, non-profits, think tanks, and more.”

“The new investments, partners, and Innovation Sprint announcements were made by AIM for Climate co-leads US Secretary of Agriculture Tom Vilsack and UAE Minister of Climate Change & Environment, Her Excellency Mariam bint Mohammed Almheiri at the UAE Pavilion, COP28,” it was further explained.

Meanwhile, dignitaries at the event emphasised the urgent need for innovative approaches in agriculture and food systems to confront the climate crisis. Additionally, they highlighted the importance of investing in climate-smart agriculture and food systems, demonstrating how AIM for Climate partners

and Innovation Sprints are driving innovation through new investments.

UAE’s Minister of Climate Change and Environment, Mariam bint Mohammed Almheiri, was quoted as expressing the tremendous progress that can be made in transforming global food and agricultural systems.

“The world has rallied together for the implementation of the ‘COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action’ with 134 nations endorsing it, in addition to support gained from nonstate partners.”

“The significant traction gained by AIM for Climate is another step in promoting climate-smart agriculture, driven by innovation and advanced technology, which is critical to strengthening productivity and building sectoral resilience,” she also said.

On the part of the US, American Secretary of Agriculture Tom Vilsack lauded the initiative and described it as a demonstration of the shared commitment of the developed world, to play a tangible role in ensuring food secu-

rity.

“As we convene at COP28, I am pleased to announce our new investments and partnerships under the AIM for Climate initiative.

Together, with the UAE and our global partners, we are dedicated to meeting our climate goals, enhancing food security, and building a sustainable future for our planet.”

“This partnership embodies our shared commitment to accelerating investments in transformative food systems and climate-smart agricultural innovations and we look forward to working with everyone on the road to COP30.

SBB announces financial GTT announces Mark assistance for farmers

armers and agro-processors will soon be able to expand their businesses and contribute to Guyana’s agriculture sector with the necessary financial aid provided by the Small Business Bureau (SBB) in collaboration with the International Trade Centre (ITC).

This was announced on Monday at the launch of its first Envision Equity workshop at the Ramada Princess Hotel, Providence, East Bank Demerara (EBD), which specifically targeted persons within the two fields.

It is aimed at allowing coconut farmers and agro-processors to access loans and grants from the two entities, and their partnered financial institutions such as Guyana Bank for Trade and Industry (GBTI) and Republic Bank.

The workshop targets over 40 farmers and agro-processors from Regions Two, Three, Four, Five, Six and 10.

“We have known and we have taken very seriously the President’s vision for promoting agriculture in this country. So, because of that, we have put together this specialised workshop to deal with agro-processors,” Ibrahim said.

He explained that the session will take a comprehensive approach where each farmer will be allowed to meet one-on-one with representatives from the SBB, ITC, and the two banks to have further financial discussions.

“So, this one-on-one workshop will help them (farmers) to develop their business plan, develop

their agro-processing plan, their facilities, and teach them how they can access guaranteed financing in a much easier and practical manner,” the CEO posited.

Meanwhile, ITC’s Coordinator, Raymond Trotz, explained that the centre aims to see the coconut industry revitalised.

“The purpose of this programme is to raise the industry back to what it was in the 50s, 60s and to modernise it…There is a programme called the Alliances for Coconut Industry Development in the Caribbean. It is sponsored by the European Union and CARIFORUM but it is being administered by the ITC in collaboration with the Caribbean Research and Development Institute (CARDI). There are several aspects of the programme which include marketing and that’s why we are here today,” Trotz explained.

About the Alliances for Coconut Industry Development, the coordinator said he deems the workshop necessary because it allows for the development of the coconut industry along a value chain, which is from production to processing to marketing.

These projects are part of Guyana’s adaptation of the green-grey infrastructure approach, to protect and increase resilience of its coastline.

Guyana’s restoration efforts in Regions Two, Four, Five and Six have added over 500 hectares of coastal mangroves, making Guyana’s mangrove cover over 21,000 hectares.

This was underscored by Prime Minister, Brigadier (Ret’d) Mark Phillips, during the opening ceremony of the $60 million mangrove centre at the National Agricultural Research and Extension Institute (NAREI), Friday last.

Phillips said Guyana has been at the forefront of mangrove restoration and management efforts through collaborative initiatives.

These initiatives, he added, seek to restore degraded mangrove areas, and empower local communities while at the same

time implementing sustainable practices.

“These endeavours are not just environmental.

They are about sustainable development. They recognise the vital link between healthy mangrove ecosystems and thriving communities…This green-grey infrastructure approach to securing our coastline by combining hard engineered sea defences, with the restoration, conservation and management of mangroves is a strategy that provides climate resilience for vulnerable coastal communities,” PM Phillips stressed.

The Prime Minister highlighted that the vulnerability of Guyana’s low-lying coastline, home

to over 90 per cent of its population and fertile agricultural lands, is significantly reduced by combining our natural mangroves and engineered sea defences.

According to global estimates, just a 1 per cent prevention of mangrove loss will result in the abatement of 200 million tonnes of carbon.

The Agriculture Minister stated that Guyana is joining the rest of the world in reflecting on and raising awareness of the critical role these distinctive and diverse coastal ecosystems play in protecting our environment and supporting both human and marine life.

CoA to rule on 2020 election petition next Monday O

n Monday, December 18, the Court of Appeal of Guyana will deliver its ruling regarding Election Petition #88. The main parliamentary Opposition is attempting to have the petition restored following its dismissal by acting Chief Justice (ag) Roxane George, SC, more than two years prior.

In Claudette Thorne and Heston Bostwick v Keith Lowenfield, the Opposition had appealed Justice George's decision, arguing

“They sat and drafted a unanimous order. None of them disagreed with it.

There was no vote taken on Order 60. GECOM sat down and decided that GECOM would recount the ballots by an order that they crafted, called Order 60. When the results did not suit the PNC, they challenged Order 60,” he has contended.

The AG, however, has pointed out that the People’s Progressive Party and its Government have a sordid record at the Court of Appeal

empowered GECOM to take whatever actions were necessary to conclude the elections, including the recount.

Justice George noted that had there been no difficulties with the election, then GECOM’s creation of Order 60 would have been illegal.

However, she pointed out that even the election petition highlights the difficulties GECOM faced in arriving at a valid election result.

Among her findings was that the petitioners failed to prove their case that there

pervision over the elections, GECOM had to ensure the lawful and proper implementation of the RoPA [Representation of the People Act]. This was done lawfully by GECOM via Order 60, enabling it to issue instructions and take action as appeared necessary to resolve the controversies, as part of its responsibility to complete the election process.”

The current appeal was heard by acting Chancellor

of the Judiciary, Justice Yonette CummingsEdwards, and Justices of Appeal Dawn Gregory and Rishi Persaud.

About the Opposition’s second election petition, petition #99, the Caribbean Court of Justice (CCJ) found last year that the Court of Appeal erred when it took jurisdiction to hear the matter. Justice George had dismissed that petition on the grounds of improper service to former President David

Granger. Nandlall’s argument before the CCJ was that having not been determined on its merits, the petition could not be appealed.

The ruling by the Trinidad-based court effectively meant that the Court of Appeal’s decision was quashed, effectively restoring Justice George’s January 18, 2021 ruling; and that the petitioners Monica Thomas and Brennan Nurse had exhausted all their rights to appeal.

Surviving GDF officers of helicopter crash to be honoured – Min Manickchand affirms

nderscoring the commitment and dedication of the Guyana Defence Force (GDF) officers, Minister of Education Priya Manickchand reaffirmed that the survivors of last Wednesday’s helicopter crash will be honoured.

Minister Manickchand made these remarks during the 69th Sitting of the National Assembly, stating, “I think it’s important for all listening to know that the two survivors are being treated as our precious resource and they are going to be honoured in their name.”

She said the Government is allowing the survivors to choose how they would like to be honoured.

On Sunday, President Dr Mohamed Irfaan Ali asserted that all those who were on the flight will be rightfully honoured for their diligence and sacrifices for the safety and security of Guyana.

Lieutenant Andio Crawford, as a result of the crash, suffered pneumomediastinum (a minor amount of free air between the lungs), and bruises on his shin. However, Crawford can move unaided and remains fully conscious, oriented, and coherent.

Corporal Dwayne Jackson suffered a broken right 4th rib, pneumonia, and second-degree burns on his buttocks.

In that accident, five senior servicemen lost their lives. They are Lieutenant Colonel, Michael Charles, Colonel Michael Shahoud, Retired Brigadier Gary Beaton, Lieutenant Colonel Sean Welcome and Staff Sergeant Jason Khan.

The chopper departed Base Camp Ayanganna at 09:23 hours on Wednesday last for Arau, carrying three crew members and four passengers.

At 11:20h, the aircraft transmitted an Emergency Locator Transmitter (ELT) approximately 30 miles east of Arau on Guyana’s western borders.

The aircraft landed at

Olive Creek to refuel and shortly after its take-off, communication was lost.

The ELT signal was received by the Air Traffic Services at Timehri Control Tower, and the sky van was subsequently prepped for a search and rescue operation, with a team from the Special Forces and the support of an Omni-helicopter.

The team was on a command mission to visit and supply rations to the troops in the border communities of Arau, Eteringbang, and Makapa.

Only recently, it was announced that the Guyana Civil Aviation Authority (GCAA) and the Guyana Police Force (GPF) have taken charge of the inquiry into the devastating helicopter crash.

Guyana Defence Force (GDF) Chief of Staff, Brigadier Omar Khan during a press conference on Saturday at Base Camp Ayanganna, Georgetown, said the investigation has entered a new phase outside the Guyana Defence Force’s (GDF) jurisdiction.

“We have now entered the investigation phase, and the Guyana Civil Aviation Authority and the Guyana Police Force will be conducting their inquiry,” Brigadier Khan said.

sised the necessity for official investigations and disclosed that both external entities and the GDF itself, through a Board of Inquiry, would conduct reviews. He expressed a commitment to

Govt tables poultry sector agreements with commercial banks

s part of the Government’s food security agenda, the senior Minister in the Office of the President with Responsibility for Finance, Dr Ashni Singh, on Monday tabled poultry sector agreements between the Government and Citizens Bank Guyana Inc, Demerara Bank Limited, Guyana Bank for Trade & Industry Limited and Republic Bank (Guyana) Limited.

In supporting the development and expansion of the poultry sector as it relates to the cost of financing, this intervention will allow participating commercial banks to lower their interest rates on loans from 8 per cent to: up to $500,000 at an interest rate of no more than 3.5 per cent per annum; and greater than $500,000 at a rate of no more than 5 per cent per annum

COP28: UN climate talks in jeopardy in fossil fuel backlash T he United Nations climate talks in Dubai could be in jeopardy after some nations reacted furiously to a draft deal on fossil fuels they call "weak".

The draft removed language included in a previous text suggesting that fossil fuels could be "phased out".

All 198 countries at the summit must agree or there is no deal.

Humans burning fossil fuels is driving global warming, risking millions of lives, but Governments have never agreed how or when to stop using them.

A representative for the European Union called the draft "unacceptable" and said the bloc could walk away.

"We can't accept the text," said Minister Eamon Ryan, a negotiator for the EU and Ireland's Environment Minister. But he added that the collapse of the talks was "not the outcome the world needs".

The question of what to do about greenhouse gas emissions from burning oil, coal and gas have dominated the talks.

Expectations were low that the controversial COP28 President Sultan alJaber could deliver a strong deal on fossil fuels because he is also Chief Executive Officer (CEO) of the Abu Dhabi oil giant Adnoc.

But countries that want a rapid end to fossil fuels had grown optimistic as Jaber appeared to say he backed a

"phase out" of fossil fuels.

A draft text published on Saturday confirmed that one option for the talks outcome was a "phase-out of fossil fuels in line with best available science".

Questions remained over when this would happen and whether it would rely on the use of expensive and experimental technology to store the carbon dioxide released when fossil fuels are burned.

On Monday, another draft was published that deleted mentions of "phase out". Instead it said nations

should "reduce consumption and production of fossil fuels in a just, orderly and equitable manner".

While the changes in language can seem small, slight differences in UN documents can significantly change what countries are obliged to do.

Many nations appear to have had just an hour to look at the text before a meeting of all Governments was called.

Countries on the frontline of climate change – places where sea-level rises are already destroying homes and storms are killing people – condemned the draft deal.

"We will not sign our death certificate," said a representative for the Alliance of Small Island States, adding it would not agree to a text without "strong commitments on phasing out fossil fuels".

Jaber, the COP28 President, said the text re-

flected his ambitions and called it a "huge step forward".

But a spokesperson for the US said the part of the text about fossil fuels "needs to be substantially strengthened".

And the United Kingdom called the draft "disappointing" and said it "does not go far enough". A spokesperson said "there must be a phaseout of unabated fossil fuels to meet our climate goals".

The Least Developed Countries Group said it could not accept the text, with its chairperson asking: "Where is the ambition?"

Saudi Arabia, which has been reportedly blocking strong language on fossil phase-out throughout the talks, did not respond to a request for comment.

And developing nations that wanted more support in moving their economies away from fossil fuels to renewable energy are also likely to support a deal that plac-

es less emphasis on a rapid phaseout of coal, oil and gas.

The latest text did include a promise to treble renewable energy capacity by 2030, a pledge signed earlier in the talks by more than 100 nations.

The draft appears to fall short of the standard for success laid out earlier on Monday by UN Secretary General António Guterres.

He said the talks would be judged on nations' ability to decide on the future of coal, oil and gas.

The meeting will only be considered a success if it reaches "consensus on the need to phase out fossil fuels in line with a timeline of 1.5C", he said.

Nations have promised to keep global temperature rise below 1.5C above pre-industrial levels.

The talks are officially supposed to finish today, but could overrun as nations argue over the final deal. (BBC News)

Pressure mounts on Harvard President Claudine Gay to step down

arvard University President Claudine Gay is facing mounting pressure to resign over her congressional testimony on antisemitism on campus.

Dr Gay, 53, was forced to apologise after she failed to say whether students calling for the genocide of Jewish people would be disciplined.

Hundreds of Harvard faculty rallied behind her over the weekend, urging the University not to fire her.

Her fate may be decided at a meeting of the Harvard Corporation on Monday.

Dr Gay's comments, which were widely criticised, were made at a House of Representatives hearing last week alongside Elizabeth Magill and Sally Kornbluth, her counterparts from the University of Pennsylvania and MIT. During tense questioning from Republican congresswoman Elise Stefanik, Dr Gay said it "depends on the context" when asked whether calling for the genocide of Jews would constitute a violation of Harvard's code of conduct regarding bullying and harassment.

"I am sorry," Dr Gay said in a subsequent interview with the Crimson, Harvard's campus newspa-

per. "When words amplify distress and pain, I don't know how you could feel anything but regret."

The 13-member Harvard Corporation – one of the institution's two governing bodies – is scheduled to meet later on Monday and would reportedly discuss Dr Gay's fate and the school's potential courses of action.

Over the weekend, more than 500 faculty members signed a petition calling on Harvard to "resist political pressures that are at odds with Harvard's commitment to academic freedom, including calls for the removal of President Claudine Gay". By mid-morning on Monday, the number of faculty members who signed the letter had risen to nearly 700.

Alison Frank Johnson, one of the petition's co-authors, told Reuters that staff "don't want to lose her because of a political stunt".

"I get the impression that many people don't know how much support she has as a scholar, colleague, and administrator within the university, including from people who sometimes disagree with her," she said.

In July, Dr Gay became Harvard's first black president in its 368-year history.

More than 70 members of Congress have

called for her resignation alongside Magill's and Dr Kornbluth's, In a letter, the mostly Republican lawmakers referred to the college presidents' answers as "abhorrent" and standing "in stark contrast to the principles we expect leaders of top academic institutions to uphold".

"It is hard to imagine any Jewish or Israeli student, faculty or staff feeling safe when Presidents of your member institutions could not say that calls for the genocide of Jews would have clear consequences on your campus," the letter added.

On Saturday, President Magill announced that she had "voluntarily tendered her resignation". It came after a major university donor withdrew a US$100 million grant in protest over her comments.

Following Magill's announcement that she was stepping down, Ms Stefanik again took aim at Dr Gay and Dr Kornbluth.

"One down, two to go," she wrote on X, the platform formerly known as Twitter.

he US Government announced measures on Monday to punish what it has described as anti-democratic moves by officials, including Guatemala's top prosecutor that seek to annul the election won decisively by President-elect Bernardo Arevalo.

The latest measures imposed by Washington are visa restrictions on nearly 300 Guatemalan nationals, including 100 lawmakers out of the 160-member unicameral Congress, accused of undermining democracy in Central America's most populous country.

The travel restrictions also target some Private Sector representatives and their family members.

While the names of those Guatemalans targeted were not released due to confidentiality rules under US law, those affected are "believed to be responsible for, or complicit in, undermining democracy or the rule of law," according to a US

President-elect Bernardo Arevalo

State Department official.

Late last week, Arevalo forcefully rejected attempts by Attorney General Consuelo Porras to invalidate his election win, calling it "perverse" and an "attempted coup".

Porras' office also announced arrest warrants for Guatemalan electoral officials and party representatives following Arevalo's landslide triumph in last August's run-off election.

"The Guatemalan people have spoken. Their voices must be respected," US State Department spokesperson Matthew Miller said in a statement.

Salt mine ruptures in Brazil causing fear of collapse

A

rupture at a rock salt mine in north-eastern Brazil has heightened fears of an impending total collapse.

Video recorded by the civil defence authority showed murky water bubbling up in the Mundaú lagoon near the city of Maceió, where the mine is located.

The closed mine was operated by Brazilian petrochemical giant, Braskem.

Over the past four decades, tens of thousands of residents have been displaced due to the destruction caused by the extraction of rock salt.

The rupture, which

caused water from the lagoon to enter the mine, happened at 13:15 local time (16:15GMT) on Sunday.

Braskem confirmed that cameras monitoring the surroundings of the mine, known as Mine 18, had detected "an unusual water movement" in the lagoon's soil.

The mayor of Maceió, João Henrique Caldas, flew over the lagoon in a helicopter to inspect the damage.

He said the rupture – which according to him affected an area measuring 60m (200ft) in diameter – did not currently pose a threat to any people because those living nearby

had already been evacuated.

He added that the mine was expected to stabilise.

However, residents of the city have expressed their concern at the speed at which the ground above the mine has been sinking.

Official measurements show that the ground subsided a total of 2.35 million between November 30 and December 10.

hree Cubans are facing up to 30 years in jail for anti-Government propaganda and violence, State-run media said, in attacks authorities allege were funded from outside Cuba and aimed to destabilise the island's government.

Prosecutors were seeking between 20 and 30 years of prison time for a man and two women who allegedly threw petrol bombs at a building that houses case files for a central Havana courthouse, the newscast reported late on Sunday.

The report said the

trio had also attacked the Havana provincial headquarters for neighbourhood block committees, or CDRs, which are tasked with mobilising support for the Government.

The three alleged perpetrators received cell phone plan top-ups and around 10,000 pesos (about $37 at the black market exchange rate) from groups outside the country in exchange for conducting the attacks and disseminating "enemy propaganda," authorities said.

The report on the trial, whose date was not given

in the newscast, comes just one day after Cuba said it had thwarted a related terrorist scheme hatched in the United States by an armed man who travelled to the island by jet ski to commit acts of violence.

he Principal of Mona High School has strongly condemned the actions of students who rushed onto the grounds of Jamaica College during their Manning Cup celebration on Monday morning, asserting that they will be punished.

Following the school’s first-ever title win over Hydel at the National Stadium last Friday, Mona conducted a Policeled motorcade that passed through sections of the Kingston 6 area.

However, in a video cir-

culating on social media, students were seen running toward JC’s gate, blowing vuvuzelas, making “gun” sounds, and shouting offensive slurs toward the school’s security guard.

Keven Jones, Mona’s principal, speaking to Observer Online, said, “I saw the video, and on the surface of it, we might be able to identify a few of the students that ran through the JC gate and onto the JC premises.”

He added: “That’s very unfortunate; we condemn that sort of behaviour. It

doesn’t reflect the kind of school we are. We stand for discipline, pride, good manners, and social skills.

So that’s very bad and unfortunate, and I promise we will find those students and apply the necessary sanctions.”

CAA unaware of THA plans for new airline

he Civil Aviation Authority (CAA) of Trinidad has raised concerns about Chief Secretary Farley Augustine’s announcement of plans for a new airline to provide international and local flights from Tobago.

An official of the CAA, the governing body responsible for aviation in T&T, said neither the director nor the economic regulation unit had knowledge of any arrangements for a new carrier to fly to Tobago.

In an interview on a morning show last week, Augustine said the proposal had “found favour with the executive, so we are at the stage of having the agreement finalised so we could sign the dotted line.

As soon as we sign the dotted line, we will let people know about that”.

In response to the CAA’s concerns, Augustine acknowledged that the Tobago House of Assembly (THA) did not currently have an agreement in place and explained that the CAA was not yet aware of the plans because it was not at the appropriate stage for the agency’s involvement.

However, former Director of the CAA, Ramesh Lutchmedial said he was perplexed upon hearing Augustine’s pronouncement because before initiating negotiations, the CAA must verify that the airline’s aircraft complied with European and American codes, which

were the only codes accepted by the CAA. He said contrary to Augustine’s claims, the CAA should have been involved from the start of the process to ensure regulatory compliance.

Lutchmedial also raised concerns about possible disappointment if negotiations were completed, only for parties to face regulatory constraints and barriers during implementation.

Oil settles slightly higher, investors still wary

O

il prices settled up slightly on Monday as OPEC+ production cuts failed to fully offset worries around crude oversupply and softer fuel demand growth next year.

Brent crude futures settled up 19 cents, or 0.3%, to US$76.03 a barrel while US West Texas Intermediate crude futures settled up 9 cents, or 0.1%, at $71.32.

Both contracts jumped more than 2% on Friday but were down for a seventh straight week, their longest streak of weekly declines since 2018, on lingering oversupply concerns.

"There is little doubt that the oil complex remains in a state of vulnerability," oil broker PVM's John Evans said in a note on Monday.

Despite a pledge by the OPEC+ group, which comprises the Organisation of the Petroleum Exporting Countries (OPEC) and allies including Russia, to cut 2.2 million barrels per day (bpd) of crude oil production in the first quarter, investors remain sceptical about compliance.

"Members participating in the output curtailments are not only seeing reduced revenue from smaller volumes but also from the price plunge that developed subsequent to the last OPEC+ decision," said Jim Ritterbusch, president of Ritterbusch and Associates LLC in Galena, Illinois.

Output growth in non-OPEC countries is expected to lead to excess supply next year.

RBC Capital Markets expects stock draws of 700,000 bpd in the first half, but only 140,000 bpd for the full year.

"Prices will remain volatile and directionless until the market sees clear data points pertaining to the voluntary output cuts," RBC analysts said in a note.

The latest consumer price index data from China, the world's biggest oil importer, showed rising deflationary pressures as weak domestic demand cast doubt over the country's economic recovery.

ustralia on Monday said it would tighten visa rules for international students and low-skilled workers that could halve its migrant intake over the next two years as the Government looks to overhaul what it said was a "broken" migration system.

Under the new policies, international students would need to secure higher ratings on English tests and there would be more scrutiny on a student's second visa application that would prolong their stay.

"Our strategy will bring migration numbers back to normal," Home Affairs Minister Clare O'Neil said during a media briefing.

Prime Minister Anthony Albanese over the weekend said Australia's migration numbers needed to be wound back to a "sustainable level," adding that "the system is broken."

O'Neil said the Government's targeted reforms were already putting downward pressure on net

overseas migration and will further contribute to an expected decline in migrant numbers.

The decision comes after net immigration was expected to have peaked at a record 510,000 in 2022-23. Official data showed it was forecast to fall to about a quarter of a million in 2024-25 and 202526, roughly in line with preCOVID levels.

O'Neil said the increase in net overseas migration in 2022-23 was mostly driven by international students.

Australia boosted its annual migration numbers last year to help businesses recruit staff to fill shortages after the COVID-19 pandemic brought strict border controls, and kept foreign students and workers out for nearly two years.

Two shot dead as Swiss Police arrest suspect

man has been arrested in Switzerland after two people were shot dead and another person was injured in the southern town of Sion.

Police in the Valais region said several shots were fired in two different locations on Monday.

A woman, 34, was killed in a car park shortly after 07:00 (06:00 GMT), and a man, 41, was shot dead shortly after.

The alleged gunman was found just north of Sion at 15:43 following an eight-hour manhunt.

Valais cantonal police said it received a call at 07:15 that a person had been injured in a car park on Rue Oscar-Bider.

Shots were reportedly fired at the Sarosa painting company in the Ronquoz area, followed by a second location in the Potence area, local newspaper Le Nouvelliste reports.

"This was a woman who

suffered a fatal gunshot wound," the police statement said.

"A few minutes later, a man was also shot dead, while a woman was also injured by a gunshot."

Both lived in the Valais region. A 49-year-old woman from Valais was also injured.

The suspect was stopped and arrested in the StLéonard region on Monday afternoon.

Police had set up road blocks around Valais in an attempt to stop the alleged gunman from leaving the country.

Switzerland, a country of around nine million people, has a high rate of gun ownership.

Small Arms Survey, a Swiss-based organisation that monitors global trends in armed violence, estimates the number of firearms in civilian possession at 2.3 million.

he next edition of the Men's Under-19 World Cup, which was shifted from Sri Lanka to South Africa, will be held from January 19 to February 11 next year, with the final taking place in Benoni.

The four groups are the same as they were announced earlier: India, Bangladesh, Ireland and USA are in Group A; England, South Africa, West Indies and Scotland in B; Australia, Sri Lanka, Zimbabwe and Namibia in C; and Afghanistan, Pakistan, New Zealand and Nepal in D. Two games will be played on the first day – Ireland v USA in Bloemfontein and South Africa vs West Indies in Potchefstroom – and defending champions India will begin their campaign the following day, with a game against 2020 champions Bangladesh in Bloemfontein.

Stop-clock trial begins with T20I series between Suriname on Saturday Windies, England

n preparation for next year’s Caribbean Basketball Confederation (CBC) Championship, the Guyana Basketball Federation (GBF) is set to host Suriname in an international friendly at the National Gymnasium court this Saturday.

Head Coach Abdullah “Zico” Hamid has assembled a squad of 12 players, the majority of whom were part of the historic 2018 CBC Championship team.

Additionally, some new faces have joined the team to face off against one of Guyana's significant regional rivals in the sport.

GBF President Michael Singh stated that beyond CBC preparation, the Federation aims to recognise the country’s First Division players, while "the GBF is seizing this opportunity to refine our skills”.

Singh said that while only one game is being played in Guyana, “the Suriname Basketball Association (SBA) is holding games in Paramaribo the first week of January, where we will also be joined by French Guiana”.

Notably absent from the line-up will be Captain and former CBC Most Valuable Player (MVP), Stanton Rose Jr, who is unavailable for selection due to

The bowling team will need to be ready to bowl the first ball of their next over within 60 seconds of the previous over being completed.

After two warnings, a third default by the bowling side will result in a five-run penalty imposed against them.

The third umpire will start the clock at the completion of an over - the countdown would be displayed on the big screen at the ground, too. In case the batters have called for equipment change, drinks or if there is an injury break, and the 60 seconds are over the fielding time will not be penalised.

In the scenario where the bowler is ready, but the batter is not ready, the match officials will deduct the time allowance from the batting team. For example if the batting team exceeded their allowances by two minutes, and are fielding second, then that additional time will be deducted from the overall time which could potentially lead to them incurring both

in-game and financial penalties if they fail to finish the overs before the cut-off time.

As it stands, the stop clock will be used only in men's ODIs and T20Is and goes one step further from the ICC's change in playing conditions from 2022 where slow over-rates would force fielding sides to keep one fewer fielder outside the circle in the final over of a game.

These in-game sanctions are in addition to any monetary fine that teams have to pay for slow over-rates under the ICC's playing conditions.

Stop clocks aimed at speeding up play are not new in sport. In major tennis tournaments, a player gets 25

seconds to get ready to serve between points. The idea of a stop clock in cricket was proposed in 2018 by the MCC's World Cricket Committee that included Ricky Ponting, Saurav Ganguly and Kumar Sangakkara, among others, to reduce the 'dead-time' between overs in international games.

The five-match T20I series between West Indies and England runs from December 13 to December 22, with the sides playing the series opener in Bridgetown, then moving to St George's for two fixtures and finishing the series with two matches in Tarouba.

You are never far from an International Cricket Council (ICC) event these days, with the series beginning an informal countdown to next year's T20 World Cup, to be played in the Caribbean and USA. England are the defending champions (where have we heard that one before?) and alongside West Indies are the only team to have won the competition twice. Both have brought back some of their big guns – West Indies notably recalling Andre Russell two years after his last T20I appearance – although England are still without a number of their 2022 title-winning side, including Ben Stokes, Jonny Bairstow, Dawid Malan, Chris Jordan, and Mark Wood.

For the hosts, after two dismal T20 World Cup campaigns in the United Arab Emirates (UAE) and Australia – the latter of which saw them knocked out by Ireland in the preliminary group stage – there is an acute sense of needing to reassert their pedigree in what was for a long time West Indies' strongest format. Already there are signs that Daren Sammy, now six months into his role as

and Jason Holder, Nicholas Pooran and Kyle Mayers, all of whom turned down central contracts from CWI – are involved ahead of a home tournament.

England, too, are beginning to feel the squeeze around player availability and the global T20 calendar that has long been the norm in the Caribbean, but they remain in a stronger position to dictate terms. Will Jacks may have been aggrieved to miss out on a central contract recently, but he is among those looking to place themselves front and centre as Jos Buttler and Matthew Mott begin to plot their second World Cup defence in less than a year.

There will be opportunities, too, for the likes of Phil Salt – who has a World Cup winner's medal, but was left out for the New Zealand series in September – Ben Duckett and Rehan Ahmed to polish their credentials, while John Turner is line for an international debut as the latest addition to the seam-bowling stable after catching the eye with his performances in the Blast and Hundred during the summer.

Few players have T20 CVs to compete with Andre Russell, whose exploits across the major leagues – notably during a decade in the Indian Premier League (IPL) with Kolkata Knight Riders – as well as his role in two World T20 wins, put him among the format's alltime MVPs. It is now more than two years since his last international appearance, as the defending champions limped out of the 2021 World Cup, and it remains to be seen whether a 35-year-old all-rounder with a history of knee problems can still be a dominant force. But his talismanic presence is enough in itself to encourage West Indies that they can regain their mojo in the format.

Is a change as good as a rest? Jos Buttler might be about to find out. In action almost permanently since the start of August, through the Hundred and then the build-up and execution of England's doomed World Cup campaign, followed almost immediately by a return to colours in the Caribbean, Buttler has looked increasingly careworn over recent weeks.

Although he ended the worst run of his ODI career with a fifty at the 14th attempt in Antigua last week, that was immediately followed up with a golden duck in the defeat in Barbados. A return to opening the batting might bring the clarity he needs.
