Mason stabbed to death Patterson, Adams’ fraud during row over bicycle trial to begin in April

wo days after a mason was stabbed and injured by another man at D Field Sophia, Greater Georgetown, he succumbed while receiving medical attention at the Georgetown Public Hospital.

The dead man was identified as 23-yearold Daniel Bourtrin of Lot 157 Guyhoc Park, Georgetown. He was reportedly injured on March 13, 2021, at about 08:30h.

Based on reports received, on March 13 last, the now dead man was at the suspect’s house when an argument erupted between them over a bicycle that Bourtrin had borrowed sometime back in 2020. That bicycle was reportedly stolen after the young mason had borrowed it.

However, the argument escalated into a scuffle during which the suspect armed himself with a knife and the now dead man with a cutlass.

Upon realising what was happening, the suspect’s parents intervened and ordered both young men to leave the premises.

The Police stated that Bourtrin waited for some time and as he was about to enter a taxi, he was attacked by the suspect, who stabbed him several times to his left side chest.

He reportedly attempted to escape the attack but collapsed onto the roadway.

The injured man was picked up and taken to the hospital where he was treated and admitted to the Intensive Care Unit (ICU). He remained there until his demise on March 15 at about 02:50h.

His body was taken to the Memorial Gardens Funeral Home awaiting a post-mortem. Up to press time, the Police were yet to arrest the suspect, whose sister and the now dead man had a relationship.

Mechanic slapped with illegal gun, ammo charges

A

29-year-old mechanic was hauled before the Georgetown Magistrates’ Courts after he was allegedly caught with an illegal gun and ammunition.

Roy Millington of Hadfield Street, Lodge, Georgetown, appeared before Magistrate Sherdell Isaacs-Marcus to answer to two charges - possession of firearm without licence and possession of ammunition without licence.

He, however, denied both charges. It is alleged that on March 13, at Ruimveldt Public Road, Georgetown, he had in his possession one .38 revolver special firearm when he was not the holder of a firearm licence.

It is further alleged that on March 13, at Ruimveldt Public Road, Georgetown, he had in his possession three rounds of

.38 ammunition when he was not the holder of a firearm licence.

Following his not guilty plea, Millington was granted at $100,000 bail per charge, totalling $200,000.

The mechanic is set to return to court on March 26.

Meanwhile, Carl Klass, a 32-year-old security guard of South Ruimveldt, Georgetown, also appeared before Magistrate Sherdell Isaacs-Marcus.

Klass pleaded not guilty to the unlawful possession charge and was placed on bail in the sum of $60,000.

It is alleged that in December 2020 at Lot 651 East Ruimveldt, Georgetown, Klass had in his possession, one 65-inch Samsung 6-series television, one 32-inch Samsung television, one 32-

inch Element television, one Pioneer touchscreen car deck, one six-channel DVR, along with one black G-shock watch, four fire television sticks, 15 bottles of colognes and four bottles of alcohol which were stolen or unlawfully obtained.

The matter has been adjourned to April 23. (G15)

Former APNU/AFC Minister David Patterson

T

he trial of Alliance for Change (AFC) General Secretary and former Public Infrastructure Minister David Patterson and former General Manager of the Demerara Harbour Bridge Corporation (DHBC) Rawlston Adams in relation to a joint fraud charge will commence next month.

They made another court appearance Monday and were served with statements. Additional statements will be filed before the month ends. Senior Magistrate Leron Daly has fixed April 20 and 21, 2021 to commence trial in the Georgetown Magistrates’ Courts.

The charge against them states that between November 18, 2016, and February 1, 2018, they conspired with other persons unknown to defraud the DHBC Asphalt Plant of $162,635,015.

The charge further states that the funds were for a

project about a feasibility study and design for a new bridge across the Demerara River, which was not a function of that corporation, and as such the monies from the Asphalt Plant account could not be used.

They have both pleaded not guilty to the charge.

Bail was granted to them at $200,000 each. Patterson, who serves as Chairman of the Public Accounts Committee, is being represented by Attorneys-atLaw Nigel Hughes, Ronald Burch-Smith, and Khemraj Ramjattan, while Adams is represented by Attorney-atLaw Glenn Hanoman.

Attorney-at-Law Leslyn Noble is the Special Organised Crime Unit (SOCU) prosecutor.

In November of 2020, Public Works Minister Juan Edghill had disclosed that the Guyana Police Force was actively probing the award of the 2016 $145 million contract to LievenseCSO. The Public Procurement Commission (PPC) and the Auditor General had redflagged Patterson for requesting from the then Cabinet that the feasibility contract be sole-sourced instead of being processed through the National Procurement and Tender Administration Board (NPTAB).

The PPC had found that the bidding process was annulled because of non-responsive bidders. Following investigations, it was revealed that several companies had bid for the project for the feasibility study and design for the bridge and 12 companies had been short-

listed. But only two of the 12 companies had made proposals. As such, the bidding process was annulled.

NPTAB had approved for the project to be re-tendered. However, the project was not re-tendered.

Instead, LievenseCSO was engaged by the then Public Infrastructure Ministry to do the work. It was revealed that the bid from LievenseCSO was “unsolicited”, but Patterson took the company’s proposal to Cabinet for approval.

Approval was granted for the company to be engaged.

Monies to be spent on the project were taken from the Demerara Harbour Bridge Asphalt Plant account. Reports indicate that in 2017, $215.3 million was used from the fund, while in 2018 a further $74 million was withdrawn. The original sum approved by Cabinet for the contract was $161.5 million. It is understood that the contract price for the handpicked LievenseCSO was $148 million. (G1)

APNU/AFC sabotaging, undermining PAC – Teixeira …as meeting ends in another stalemate

he Public Accounts Committee (PAC) and by extension, scrutiny of the Government accounts, remains in limbo as the A Partnership for National Unity/Alliance For Change (APNU/AFC) refuses to take up the Chairmanship post left vacant by the embattled David Patterson.

After weeks of not meeting to scrutinise the Auditor General’s 2016 report, a meeting of the PAC was called on Monday to deal with a motion for Patterson’s removal.

According to PAC member, who is also the Governance and Parliamentary Affairs Minister Gail Teixeira, the APNU/AFC continued to refuse to take up the chair as is their responsibility according to the standing orders.

“The issue is, the motion was put the last time. Tabled by me. The Chairman then stood up and recused himself from the meeting.

There’s no Chairperson. The other members said they’re not chairing. The meeting was aborted,” Teixeira explained.

“The same thing happened today (Monday). We got advice that we were on the right course. I had to amend the order paper to allow for the motion to be put.

And as soon as I tabled the motion, he recused himself.

No Chairperson. Therefore, the motion was not put to the vote. And he’s sitting in the room but not in the chair.”

Teixeira described the situation as an untenable one, pointing out that there is precedence in the National Assembly for such situations, like the very first sitting when the Speaker of the National Assembly is sworn in.

“The Clerk (of the National Assembly) puts the motion and then the nominations are made. Then the vote is taken. In the committees when the first meetings are held, the Speaker

Chairs and when the person is elected he hands over to the Chair. So there is precedence for the Speaker or the Clerk to do it in the absence of a Chairperson. They don’t want to have that happen.”

Stalled

“So we’re stuck again.

And this shows that the standing orders are being totally undermined and ravished by the Opposition.

I want to make it clear.

We are not calling for the Opposition to not chair the Committee. That’s the Constitution. We’re not calling for Patterson to be removed as a member of the Committee. We’re against him being chair of the Committee, because of what the Committee represents,” Teixeira explained.

According to Teixeira, attempts by Government PAC member Sanjeev Datadin, a prominent lawyer, to offer legal advice on the is-

sue, were rebuffed by the Opposition. As such, Clerk of the National Assembly Sherlock Issacs will be seeking independent legal advice on the way forward.

In the meantime, the work of the PAC remains stalled as Patterson, even though he has recused himself as Chairman, is still legally the Chair of the PAC. Teixeira expressed hope that Opposition Leader Joseph Harmon will resolve the issues within his party if the Opposition is serious about

Last month, the Government members of the PAC had moved a motion to remove Patterson as Chairman. After the motion was moved, however, Patterson recused himself and the Opposition had refused to take up the Chairmanship seat, resulting in a stalemate.

There have been calls for Patterson to be removed as PAC Chairman after he admitted to receiving hundreds of thousands of dollars in gifts while he was a Minister. These gift items, which consisted of gold jewellery, were purchased by agencies under the then Public Infrastructure Ministry, which he headed in the previous APNU/AFC Government.

Patterson is meanwhile also in hot water when it comes to the sole-sourced contract to Dutch company LievenseCSO for the design of the new Demerara River bridge. He and former Demerara Harbour Bridge General Manager Rawlston Adams have since been charged. (G3)

Individual crucial role in climate change

F

or years, there has been much talk about climate change and the devastating impact it is having and is likely to have on communities and the world as a whole. However, while Governments and policy-makers are busy debating the issues at the national and international levels, many believe that enough is not being done in terms of designing and implementing critical projects at the community level to encourage and sensitise individuals about the need to play their part in mitigating the effects of climate change.

In fact, it could be argued that, on the global level, not many persons are educated about the issue, especially as it relates to the kind of impact climate change has on the environment and on individuals themselves. Citizens still do take the issue for granted, and do not pay much heed to the various messages about the need to change lifestyle patterns and so on.

Scientists have argued that the planet is indeed threatened by lifestyle patterns of individuals, and if persons continue to use resources the way we currently do, the planet’s reserves would be exhausted at an increasingly rapid pace. For many countries, there is still the challenge of getting everyone to not only understand and appreciate the idea of the need to work towards sustainable consumption, but also to take practical steps to move in this direction.

Certainly, Governments can set the framework with their policies; set targets, define standards, give incentives to make companies go green. Businesses and industries, together with researchers, can provide the solutions, but, in the end, the consumers have the power of the purse, whether they buy green products or not. The highly-touted green model reduces our ecological footprint, emits less greenhouse gases, uses less energy and raw materials, and can create new sources of growth and employment.

In essence, achieving economic growth and sustainable development requires that we urgently reduce our ecological footprint by changing the way we produce and consume goods and resources. As stated by the United Nations Development Programme (UNDP), the efficient management of our shared natural resources and the way we dispose of toxic waste and pollutants are important targets to achieve this goal.

Based on statistics, the world’s population is growing rapidly, as more than a billion new people will enter the middle class by 2050. Experts have predicted that if citizens do not change their consumption patterns, the global use of resources would be multiplied by 15, which is considered dangerous for our planet, as it would not be able to satisfy the needs of everyone.

At the individual level, every individual does play a crucial role in defining his/her own consumption patterns, and can, in a way, also contribute to the fight against climate change.

For example, we can reduce the level of energy utilised, and the money that is saved on energy could instead be used to develop climate-friendly technologies and appliances.

Official records show that, on a global level, more than 70 per cent of greenhouse gas emissions are related to household consumption. While it is accepted that it is not an easy task to get persons to change lifestyles and to work towards a climate-friendly environment, the task would be much easier if they are educated about the role they can play and the benefits of their own action.

Here, in Guyana, we still continue to dump garbage carelessly. For example, persons continue to dispose of plastics and Styrofoam items in a reckless manner, resulting in the clogging of drains and trenches, thereby leading to flooding, etc. The 2005 floods exposed our vulnerability, and should have served as a big wake-up call for us to treat the environment differently.

For sure, there is need for more effective public education campaigns on climate change, and to highlight the effects of poor environmental practices. There is also need for more green projects to be implemented at the local level to encourage communities to work towards achieving a cleaner and healthier environment.

The murder of Sarah Everard and the shadow pandemic

Safe spaces for women are shrinking, but increased policing will not solve the problem

n March 3, a 33-yearold British woman, Sarah Everard, disappeared in London. A little over a week later, her remains were discovered in woodland in Kent and a Police Officer was charged with kidnapping and murdering her.

It was amid this tragic news in the United Kingdom that we marked International Women’s Day as well as the first anniversary of the World Health Organisation’s designation of the COVID-19 outbreak as a pandemic.

Everard’s murder comes on the heels of a massive increase in violence against women across the globe in the past year. This and the countless other violent attacks on women should be a wake-up call for societies.

A shadow pandemic

Everard’s picture and story made front-page news, and as more information about the case came out, there was an outpouring of rage and sorrow across the country. On social media, many women shared their stories about experiences of sexual harassment and fears about walking alone at night. Female politicians from across the political spectrum have also gone public with their personal stories of sexual abuse and fear, demanding that the Government do more to make “the UK safer for women”.

While Everard’s murder captured the attention

of the media in the UK and abroad – the public does not hear anything at all about the vast majority of cases of sexual harassment and deadly violence against women.

A recent survey from UN Women UK reports that among women aged 18-24, 97 per cent said they had been sexually harassed while 80 per cent of women of all ages said they had experienced sexual harassment in public spaces.

The statistics about violent deaths are also shocking: a woman is murdered every other day in the UK, with the majority killed by an intimate partner or someone known to the victim.

Domestic violence has worsened with the pandemic. In the first month after a lockdown was imposed in the UK, murders related to domestic abuse tripled compared to 2019 figures, while calls to domestic abuse services jumped by 50 per cent.

Data from across the world shows similar dramatic increases in gender-based violence. A chilling report issued by UN Women reveals that violent crimes against women have intensified across the globe since March 2020.

Many women experiencing violence at home are simply failing to receive any kind of support. The UN report concludes that the global rise in gender-based violence – at home and in the streets – needs to be understood as another kind of pandemic, a shadow pandemic.

The reality, as these sta-

tistics and reports lay bare and Everard’s murder highlights, is that misogyny, systemic male entitlement, and violence against women are thriving. More than 100 years have passed since the first International Women’s Day, but we are still a very long way from putting an end to gender-based discrimination and violence.

Shrinking safe spaces

Everard’s murder and the public’s response to it need to be put in the larger context of shrinking safe spaces for women. The increased anxieties around sexual assault underscore the fact that public spaces too often can be extremely hostile towards women.

Furthermore, even though seemingly random attacks are much less prevalent than those carried out by men known to the victims, hearing about cases like Everard’s still takes a psychological toll.

If it can happen to someone like Everard, if it can be perpetrated by a Police Officer, and if the attack is seemingly random, then it can happen to any woman, anywhere, at any time.

Everard’s killing helps produce and reinforce a sense that the threat of gender-based violence is everywhere.

Sharing difficult and often tragic stories as well as exposing the ubiquity of both the violence and the fear are crucial. And, yes, we do need to insist that men change their behaviour and that Governments legislate against sexual ha-

rassment and assault. But the solution to systemic and structural sexism does not lie with more Police on the street or individual men changing their behaviour.

Rather, it lies in the complete transformation of our societies: from our gender norms through our common sense, to our economies that reproduce patriarchal hierarchies.

All of this leads us back to International Women’s Day. This protest, alongside the many contemporary struggles against sexual violence around the world – the #MeToo movement in many countries; the Women’s March in the United States; Ni Una Menos in Argentina; the protests against femicide in Nigeria, Uganda and South Africa; and the demonstrations in India in response to gang rapes of lower-caste women – have been mobilising women and men against sexual assault, femicide and all gender-based discrimination.

These movements have helped open the floodgates of repressed rage at the pervasiveness of violence against women. They have helped to make it loud and clear that women will not be cowed into silence and that they will not stop until they do take back the night – both in the streets and in the bedroom.

It is only through global feminist solidarity and mass mobilisation that we will succeed in making the radical changes necessary for making gender justice our new reality. (Al Jazeera)

Clean, transparent and honest governance Dear Editor, When a party is voted into Government it is obligatory that they govern in such a way that all the citizens of that country can benefit. The people of that country ought to feel safe that they have made the right choice - a choice which of course must be respected - and then move on to the governance aspect, wherein it makes decisions, plans and projections to lead the people into a respectable life.

It is a hallowed responsibility wherein you must carry out the wishes of the people who placed you there and not superimpose your own partisan political ideologies, these are the fundamental

rules which I will caption Governance 101. And this has been the bugbear of our country for the last 5 years 5 months on and even before that, for 28 continuous years. I am talking about a nation called Guyana which was suppressed by the foolish actions of a party who was, and still is, rooted in the concept of triumphalism and crass dictatorship.

Well, that false concept of theirs was soon put to rest, when the people of this country spoke in clear and unambiguous tones on March 2, 2020. The People wanted a change and it did come when they voted those repulsive persons out of office. The denizens were given their marching orders

and told to get their knees off our windpipes and set us free again.

Another aspect of good governance is the rights of the people to not only hear what the Government is doing for them but to see what they have done. For the last five years we were told of the “good life” but never lay hold of it, that life was an illusion that always lay in the distance in the constant talk of it and nothing else. The term seeing is believing rings true in this debate, hence the people of this country hungered for the experience of that good life.

The point is, we must not only hear of a “good life,” we steadfastly look forward to

People now feel a sense of belonging Dear Editor, The Honourable Zulfikar Mustapha, without an iota of doubt, has proven to all Guyanese at home and in the Diaspora, to be the finest Agriculture Minister this country has ever seen.

Without any respite, this man moved unfalteringly and interminably from one community to the next, spending hours and painstakingly and diligently sifting through the issues affecting the farmers and residents and resolving many of these on the spot. He demonstrated this again at the Rose Hall Estate Welfare Ground just a mere 2 weeks after he did the same at the Albion Sports Complex Ground.

This Minister makes “bringing the Government to the people” a reality.

This is not mere politicking as was done by the coalition in its “knock off” outreaches which broke the backs of the already impoverished taxpayers. The coalition’s outreaches were marked by extravagant and lavish spending on food and drinks for the huge entourages which did absolutely nothing to alleviate the sufferings of the masses. In comparison, the PPP/ C’s outreaches would make a beggar scoff. It was pure business, no pleasure! The PPP/C Ministers are earning every cent of their salaries!

Another noteworthy characteristic of the Agriculture Minister is the personal intensity and commitment in which he addressed each

and every single issue. No problem was too big or any too small and he applied the same zeal to each and every one. This was not lost to all those hundreds of residents present at the outreach at Rose Hall Estate Welfare Ground. The resolution of problems lasted for long 3 hours and as each frustrated resident concluded their business it was clear that there was a sense of satisfaction and relief that reflected and emanated from their demeanours. Their faces literally lit. They no longer felt damned, abused and neglected as they did under the coalition’s self-centred maladministration. The residents gave vent to their feelings in an unrestrained manner and the Minister dealt with each one on its merit. His team was up to the challenge as well. In the end, they exuded a sense of belonging and the creation of a strong bond with the subject Minister and his Government was born.

It must be recalled that Canje and the surrounding communities were catapulted into a depressed area when the coalition mercilessly guillotined Rose Hall Estate. In fact, the poverty level rose by some 60 per cent as the socio-economic foundation quickly crumbled. However, the Minister re-energised the people when he again reiterated the Government’s commitment to accelerate the momentum of the reopening process and ensure that not only the continuous employment of severed workers but that sugar will be pro-

duced next year, 2022. The glorious days of Rose Hall will be back. This was met with a loud applause from all present, which included the CEO, Mr Sasenarine Singh and Estate Manager, Mr Aaron Dukhia and his Departmental Managers from Rose Hall Estate.

At the conclusion, the Minister made a strong resolution that these outreaches are just the beginning and these will be duplicated and magnified to every region of Guyana and then the cycle will start all over again. Guyanese can be assured that this Government will not operate in a cocoon but live and breathe with the people.

seeing it, that is, having visible signs of where our monies are being spent, whether it is on a new road, a new wharf or a new helicopter, we reserve the right to see and feel it. We are also cognisant of the fact that our livelihoods or our standard of living should be improved. Our level of existence must show significant improvement.

If one can only see the improvement of the lives of the elected ones and not for those of the ordinary people, then something is radically wrong with that Government structure and strict investigation must be mounted to audit that sys-

tem and the persons therein. So, there are checks and balances that were put in place to curb the excesses of those who believe they can improve their prosperity and trample on the poverty of the hard-working taxpayer. If a party believes that they can raid the treasury for their own personal benefit and the people would give them a free pass, then they need to think again, this goes for both Government and Opposition.

Now, this is where the rubber hits the road, because when persons are placed under the microscope they must not turn again and say I am being

hunted down, they must be free and available at all times to stand the test. The PPP/C took theirs and stood up like a man, now when it is the APNU/AFC’s turn to face the heat, we are greeted with a multitude of lame and obnoxious excuses. The fact remains, no party in or out of office must be allowed to get away with it, they must be held accountable for their actions.

So, I say in this new dispensation of things, we look forward to the observance of clean, transparent and honest governance.

Dear Editor, In Guyana, the word “bail” is a good word to start a conversation with among adults or even better to start an argument. Damned if you grant bail, damned if you refuse. Bail is hotly discussed in the print and electronic media and elsewhere. Editor, please permit me to join in the confabulation.

I must confess that I have very little legal training but some experience as it relates to bail. However, at this time, confession might not be the right word to used, based on what happened recently to a pastor. During a prayer, he confessed to a few sins of the organisation he represented and pleaded with God for forgiveness. The rest is history. He had an ex parte trial. His appointment with that organisation was terminated by a person who did

not have the rank nor competence to do so. Praise God, those in authority quickly vitiated the dismissal.

Back to the substantive topic - bail. Editor, let me share my layman’s view on bail. My experience with granting or refusing bail started over four decades ago during my recruit training at the Police Training School, now the Felix Austin Police College. I vividly recall my class instructor posited the following points to be considered before granting or refusing bail: The nature and gravity of the charge; Will the prisoner attend trial or report to the Police as directed? Will the granting of bail defeat the end of justice? Weight of evidence; Status of accused and possibility of absconding.

Space does not permit me to elaborate on each point.

They were relevant then;

they are even more apposite now.

As an investigator, subordinate officer, prosecutor, station sergeant, sub divisional officer, mentor and commander I used them effectively as my guiding principles when dealing with bail.

It is my humble opinion that those who are empowered to grant or refuse bail should, in addition to the points alluded to above, be also guided by the Constitution of Guyana, what is taking place in the criminal environment and their conscious.

Wow! I feel that this is a good point for me to bail out.

7 Govt extends Tullow licence in Orinduik Block to 2023 NEWS

he Government of Guyana has granted Tullow Oil, which is the operator in the Orinduik Block offshore Guyana, and its partners, an extension of its prospecting licence until 2023.

This was made known

by Tullow’s partner in the Orinduik Block, Eco Atlantic, in a statement on Monday. According to the company, the approval was granted in the “First renewal period” which will see the Orinduik licence that was originally signed on January 14, 2016, being extended.

According to Eco, the farm-in of Petroleum into the Orinduik Block was also approved with the transfer of shares between Qatar Petroleum and Total E&P Guyana BV. Qatar (40 per cent), in collaboration with Total E&P Guyana BV (60 per cent), will be sharing Total’s previous 25 per cent working interest in the Orinduik Block.

“Accordingly, the JV Partners now comprise Eco Atlantic (15 per cent working interest), Tullow Guyana BV (Operator, 60 per cent working interest) and TOQAP (25 per cent working interest).

"The First Renewal Period sees the JV Partners maintain control of the licence through to 13 January 2023 and until the second renewal period," Eco Atlantic said.

ing the Government for its continued support of their exploration in the Orinduik Block. According to him, the joint venture partners will continue their exploration activities with the use of available geophysical data and evaluations of their Joe and Jethro well discoveries.

"The partnership is focused on its multiple light sweet oil prospects on the Orinduik Block, and we are high-grading candidates for the next drilling program, with the Operator expected to select targets later this year. We will update the market on further drilling plans in due course on our opportunity and prospects in this prolific oil basin,” he was quoted as saying.

Qatar Petroleum, the national oil and gas company of the Middle Eastern oil producer, has been looking to get in on the action in Guyana’s oil blocks by partnering with Total since 2019.

It was announced back in 2019 that Qatar Petroleum had entered into an agreement with French company Total for a share in the exploration and production of its blocks, with Total selling Qatar Petroleum 40 per cent of its existing interests in the Orinduik and Kanuku blocks.

The Orinduik oil block is just a few kilometres from ExxonMobil’s discoveries in the Liza and Payara fields.

It is under the administration of Eco Guyana and Tullow.

It has been a rough two years for Tullow. Last year, it was forced to write off US$1.2 billion in wells that were not financially viable. Included in the 2019 amount is US$60 million for three wells Tullow drilled offshore Guyana but could not continue working on.

The three wells – the Joe, Jethro and Carapa-1, were all deemed not to have been financially viable due to the low-quality oil they contained. At the time, Tullow Executive Chair Dorothy Thompson in her contribution to the 2019 Annual Report, had said that investors were frustrated with the drilling campaign in Guyana.

Tullow had announced last year that it would be abandoning the Carapa-1 well on the Repsol-operated Kanuku licence, which turned up approximately four metres of net oil pay based on preliminary inter-

pretation… below pre-drill estimates.

In 2019, the company had revealed that samples from its other two discoveries at the Jethro-1 and Joe-1 wells in the Orinduik Block showed heavy crudes

with high sulphur content – a variety of oil that is less economically viable than the light, sweet crudes found by United States oil giant ExxonMobil right offshore Guyana in the neighbouring Stabroek Block.

he hearing of arguments in an appeal filed by three former Guyana Defence Force (GDF) Coast Guards, who were sentenced to death by hanging for the 2009 murder of Bartica gold miner, Dwieve Kant Ramdass, will commence on Tuesday, April 6, 2021, at the Guyana Court of Appeal.

The new date was fixed Monday when the court held a brief hearing. The murder convicts – Sherwin Hart, Devon Gordon, and Deon Greenidge – were in 2013 found guilty of the August 20, 2009 murder of Ramdass.

They were subsequently sentenced to death by hanging by High Court Judge Franklin Holder.

Appearing for the appellants are Attorneys-at-Law Nigel Hughes, Latchmie Rahamat, and Ronald Daniels. Hughes has informed the court that he will be leading fresh evidence on the lawfulness of the death penalty and will be calling two witnesses – a professor at the Middlesex University and a Professor from the Columbia Law School.

Assistant Director of Public Prosecutions (DPP), Dionne McCammon will lead the case for the State. It was reported that on the day in question, at Caiman Hole in the Essequibo River, the trio forced Ramdass into their boat and relieved him of $17 million, which he was carrying in a box for his employer.

They then dumped Ramdass overboard.

During the trial, the prosecution called 16 witnesses during the three-month-long trial. The court admitted caution statements given by the former GDF Coast Guards.

Based on a previous report, Gordon in his statement said that he had only been a soldier for about a year and a half. He said that he was stationed at the Coast Guard section and was doing patrol work, which was mainly to “stop and search of vessels”.

It was between 13:00h and 14:00h on August 20, 2009, that Gordon, Hart, and Greenidge were on patrol. Gordon said that they were doing searches with the Coast Guard boat. He had stated that Hart drove the boat to Parika. He said he observed Hart speaking to an East Indian man while at Parika.

...on race our Eyewitness is very disappointed – but not really surprised – about the continuous harping on “race” as the explanatory variable for anything perceived negatively happening in Guyana. In fact, if these accounts are to be believed, race isn’t a variable any longer in our dear mudland, but a constant! Fella gets robbed as he staggers home from the rum shop? Race! Cocaine discovered in salt fish? Race! Never mind about the cocaine in the vagina.

And we arrive at some of the dismissals and disavowals by the PPP, ever since they were grudgingly allowed to take office five months after they were voted in. “Race”!

Your Eyewitness knows we don’t have much experience with change of Governments in Guyana and the ensuing transitions. After all, the PNC under Burnham and Hoyte rigged their way into power for almost three decades until finally the latter was forced to allow “free and fair” elections.

But we saw at that point, the appearance of the new explanatory variable of race for everything political and sociological. Even before the election was called, Hamilton Green, insisted that the “white man” Jimmy Carter, was bent on ousting the PNC. Why? Well, duh – race! Carter was just another “Redneck” from the US Deep South who had it in for Blacks! And as the PPP attempted to govern and was forced to get rid of some of the “square pegs in round holes” that had accumulated over the previous 28 years (and brought governance to a halt), there came the cries of “ethnic cleansing”!! Race! Never mind that the said square pegs were all from the PNC’s African-Guyanese constituency who were recruited to augment the already African- skewed Public Service. This had been proven by a survey conducted by the ICJ in 1965.

And never mind that Hoyte had fired more (African) Public Servants in his five years, at the behest of the IMF than the PPP would do over the course of the 23 years they’d govern Guyana! But not Race! This would be screamed at the top of the PNC’s lungs at every step of the way in those PPP years.

House lots at Paradise? “Race!” cried Hamilton Green. Land at Boerasirie? Race! cried Hoyte. 1997 elections? Race!

And, of course, this justified beatings, arson and murders of Indian-Guyanese for the next decade! Not race! How dare they support the “racist” PPP? Which is now back, and have to be racist! Like with Trevor Benn from the GL&SC who was let go and charged for assuming powers that were never delegated to him to sell land that were not even under his authority!

But really: what’s race got to do with it? ....to fester But while the PNC and their camp followers are shouting “race” from the rooftops –- which in this era have gravitated into the skies via social media! – they’re deliberately ignoring -- or more likely deliberately provoking – the almost inevitable consequence if they continue. To wit, the explosion that occurred after the 1997 elections. The parallels are uncanny: the elections are contested and the PNC insist “we wuz robbed!” – this time with the help of the racists who are killing blacks in the US. And the same cries of “others being enriched” while their supporters get nothing. One rabble rouser keeps harping that they don’t have a Bank. But what’s stopping them from obtaining the necessary licence from the BoG by showing they have $250 million paid-up capital and trained personnel in banking. Have they ever applied and been turned down? They should not be fazed by the example of Globe Trust. That failed because of greed not competence.

But how about Citizens Bank? Isn’t that being run by a brother? ...in labour With Guyana open for business and finally having something the Multi-National Corporations (MNCs) can get their teeth into, shouldn’t the umbrella trade union bodies bury the hatchet and form a united front?

“We are not giving up on lumber” – Todd F

oreign Affairs and International Cooperation Minister, Hugh Todd said the PPP/C Government is committed to revitalising the country’s traditional industries for the betterment of every citizen.

He made this statement during his visit to the logging community of Batooba, Demerara River, Region 10 (Upper Demerara-Berbice).

The Foreign Affairs and International Cooperation Minister explained that the Government will be working to develop the logging industry.

“We are not going to be giving up on lumber, we are going to ensure that we use the revenues from oil to

transform those sectors. You will be a part of that.”

He added that “this community is based on logging; we know what are your needs for logging… We know that you need incentives so that you can expand and grow your business. We will cater to you… We are going to give you enough space and room to exploit your business venture to its fullest potential.”

Todd noted that through the use of the $383 billion national budget, and the other revenues generated, the Government will continue to meet and exceed the needs of citizens over the next five years.

he Guyana Police Force (GPF) on Monday stated that one person remains in custody for the shooting to death of 10-year-old Anthony Cort of C Field Sophia, Greater Georgetown.

Based on reports received, the 72-hour detention period of the suspect has expired but based on evidence and information at their disposal, investigators approached the High Court for an extension.

This was granted by a Judge at the High Court on Monday. The suspect in custody is nevertheless holding out that he is not the murderer. On this note, the Police also stated that they are hunting two other suspects in relation to the gunning down of the young man.

It was reported that Cort was killed by armed men who invaded his aunt’s property. Reports are that the child and his mother were assisting his aunt to prepare for her birthday party two houses away from their residence.

Police said that the 10-year-old was in the upper flat of the home in the company of a cousin playing video games.

The bandits reportedly rushed into the home, held the occupants at gunpoint and relieved them of two cell phones, two gold bands, two gold rings, one gold chain, and $80,000 in cash.

According to Police, the bandits then ordered the victims into the upper flat of the house. As they made their way into the upper flat, the now dead lad exited a bedroom. It was at that

time one of the bandits discharged a round, hitting the child in his left upper shoulder.

The perpetrators panicked, jumped a zinc fence and fled the scene.

Emergency Medical Technicians (EMTs) subsequently responded to reports of the tragedy and pronounced the child dead at the scene.

Police recovered a 9mm spent shell near the child’s body.

Two days after the devastating event, President Irfaan Ali visited and consoled the grieving family at their home.

During his visit, the Head of State promised to do everything in his power to bring the perpetrators to justice.

The Head of State was accompanied by the Home Affairs Minister Robeson Benn, who also expressed his sympathies and promised justice to the mourning family.

In addition, several Government Ministers and Opposition Members of Parliament also visited the devastated family.

The Minister noted that the President’s vision is one that was birthed by the people. Additionally, he recalled that the vision is one of inclusiveness and respect for each and every citizen.

“We are focused on a culture of oneness,” he added.

Moreover, the Minister posited that under the Dr Irfaan Ali Administration, there will be a high degree of fairness and the equal distribution of resources regardless of disabilities, political background and gender. (G15)

1 death, 27 new COVID-19 cases recorded T

he Health Ministry has announced that as of March 14, Guyana recorded one new COVID-19 related death along with a total of 27 new cases of the virus.

The latest victim has been identified as an 89-year-old female from Region Three (Essequibo Islands-West Demerara), taking the death toll to 208.

Additionally, the total number of confirmed cases of COVID-19 now stands at 9187. However, of the total number of positive cases, only 876 are active.

According to updated

statistics provided by the Ministry, 4731 males and 4457 females have tested positive for the virus with eight persons in the Intensive Care Unit (ICU).

Thus far, 37 persons are in institutional isolation while 15 are in institutional quarantine. 624 persons are in home isolation and 76,415 tests have been conducted to date.

A breakdown of the regional statistics showed that the figures in seven regions remain the same with 1025 cases having been recorded in Region One (BarimaWaini), 239 in Region Two

(Pomeroon-Supenaam), 262 Region Five (MahaicaBerbice), 475 cases in Region Six (East BerbiceCorentyne), 787 in Region Seven (Cuyuni-Mazaruni), 246 in Region Eight (PotaroSiparuni) and 436 in Region Nine (Upper Takutu-Upper Essequibo).

Four new cases have been recorded in Region Three, 13 in Region Four (Demerara-Mahaica), and 10 in Region 10 (Upper Demerara-Berbice).

Health authorities are reminding all Guyanese to observe the protocols of the COVID-19 Emergency

Measures (No 15), which was extended for this month and will be in effect until March 31, 2021.

Among these measures is the 22:30h (10 pm) to 04:00h (4 am) national curfew which remains intact.

Restaurants and places of worship continue to operate at 40 per cent capacity until 21:30h (09:30 pm). Gyms are to operate at 50 per cent capacity while sporting events are only permitted with approval from the Health Minister.

The order further emphasises the need for correct and consistent use of a face mask when leaving home; the importance of maintaining the six feet physical distance from others, and the need for good hand hygiene to help reduce the spread of COVID-19.

The Ministry is also appealing to the general public to respect the confidentiality of the deceased and her family and to allow them to mourn their tragic

loss in peace.

GAWU accuses GuySuCo of “foot dragging” on Albion, Blairmont wage increase

he Guyana Agricultural and General Workers Union (GAWU) has accused the Guyana Sugar Corporation (GuySuCo) of dragging its foot on the issue of wage increases for workers at the Albion and Blairmont Estates.

GAWU said that workers at both the Albion and Blairmont Estates in Berbice staged picketing exercises on Monday morning to call on GuySuCo to stop pussyfooting on the issue of their wage increase.

The Union explained that salary negotiations have been ongoing for years and the Corporation seems to not be interested in bringing an end to the discussions. It has been several months

now since GAWU and GuySuCo have resumed discussions on wage and salary improvements and yet it appears there has not been any movement on the part of the corporation.

During the meetings with the new GuySuCo administration, GAWU informed that discussions should recommence on the issues surrounding the 2019 pay rise since it was agreed to and the workers were asked to exercise patience while the corporation comes up with a solution.

GAWU explained that in correspondence on January 28, 2021, it reminded the corporation of its undertaking to respond to the Union and the workers. The corporation, at that time, communicated that it

was still engaged in consultations.

At a meeting on March 9, GAWU and GuySuCo resumed discussions.

Workers and their representatives, because of the protracted time for the resumption of discussions, expected GuySuCo to bring concrete plans to the table but that was not the case.

In a statement, GAWU said: “That expectation was dashed as the Corporation sought the Union to table proposals on wages/salaries for years 2019, 2020, and 2021. The GAWU’s delegation, which comprised representatives from the various estates along with Union officials, was most upset as it pointed out that the GuySuCo was already in receipt of proposals for years 2019 and 2020.

Therefore, it found the request bizarre and bluntly refused to accede to GuySuCo’s demand.”

The workers’ vexations were heightened after the corporation, maybe inadvertently, disclosed the quantum of pay rise proposed for 2021 but yet refused to put it on the table.

Workers of Albion Estate also called on the corporation to appropriately award them for their production achievement on week ending March 13, 2021. Albion Estate realised approximately 92 per cent of its weekly target and the workers are demanding a half day’s pay as Weekly Production Incentive as was given to workers of Uitvlugt Estate workers when they realised their target.

The Albion workers pointed

out that in the week prior when Uitvlugt Estate also achieved 92 per cent of its weekly target, the corporation approved a similar payment. Subsequently, the Uitvlugt workers received a full day’s pay after GuySuCo approved a reduction in the weekly production target similar to what was previously approved for Albion and Blairmont Estates. The Albion workers are, therefore, seeking that the precedent be upheld.

The Union said that the thousands of sugar workers remain committed to the success of the sugar industry, however, it recognises too that the workers also play a critical role in the attainment of that success and, therefore, the procrastination seen cannot be helpful in this regard.

uyana - like many counties in the world - has begun rolling out its vaccination programme targeting the most vulnerable – frontline workers and health workers.

Health Minister Dr Frank Anthony has indicated that for Guyana to lower the age requirements to access the vaccine, there has to be a constant supply for the continuation of the exercise.

The Government’s vaccination programme targets frontline workers, health workers and the elderly mainly because they are considered to be the most at

The Minister said that the above 60 age requirement is linked to the fact that those persons are more at risk and an assessment of the fatality trend showed that older persons are falling victim to the virus.

“We thought that it is important that we immunise our older population because once they get the vaccine, even if they get infected with COVID-19 they will get a milder form of the disease. So, we thought this is important and that is why we have prioritised it. By the data that we have

we know that older persons would make up somewhere between 60,000 to 65,000 persons in the population so once we have completed this age group then we will go to other age groups. So, then we will lower it to maybe 50 and above and then we will drop it to 40 and above and so forth,” he related.

Dr Anthony added that the challenge is to ensure that the country has an adequate supply of vaccines and they have been working to ensure that the flow of vaccines is constant. He

Mahaicony River farmers decry “unfair grading by rice millers”

S

everal rice farmers at Mahaicony, Region Five (MahaicaBerbice), have vented their concern about the manner in which their paddy is being graded at the rice mills in the area.

The farmers believe that their paddy is being graded lower than their produce. As such, the aggrieved farmers raised this concern with Agriculture Minister Zulfikar Mustapha during his visit to Mora Point, Mahaicony River.

The rice farmers called for better representation for the farmers at mills throughout the region while noting that it is the Guyana Rice Development Board (GRDB) that is supposed to be representing them.

“I don’t think these persons are doing the right job.

They are not representing the farmers. Farmers are being bullied by the millers. The

people there are not looking after the interest of the farmers,” a farmer stated.

On this note, the Minister stated that he had directed the Rice Producers Association (RPA) to engage farmers in order to select an individual that would be trained and paid by the GRDB to work at the mill to ensure farmers receive correct grades for their paddy.

He urged the farmers to work along with the region and submit the name of the chosen one to the GRDB so that the training can commence.

“Farmers are very important to us and we want to ensure that you have persons there to represent your interest. We might have to train about three persons or even more so that you can have two persons at every mill,” he said.

During the engagement, a number of issues were

raised such as drainage and irrigation, deplorable access roads and dams along with issues that fall under other Ministries.

However, another farmer of Yarrow Creek related that there is an urgent need for the main canal in the area to be cleared while noting that the May-June rainy season is fast approaching.

“We are currently boosting the system with pumps because our drainage system wasn’t designed to take off the amount of water we often see during the rainy season or when there is persistent rainfall,” the Minister stated in response to the issue raised.

However, with harvesting currently taking place, farmers are more interested in access to dams in order to get their paddy from the fields. The Minister promised that all the issues will be addressed.

“I am happy that people are responding well because the only way we can exit this pandemic is by most of the adults in Guyana should get immunised. So, at some point, everyone will receive their vaccine but we just want to do it in this order so we can protect the most vulnerable first,” the Minister related.

The Minister also used the opportunity to dispel a lot of the rumours surrounding the vaccines. He said that the AstraZeneca vaccine is being rolled out to millions of people in the world and nothing like this has been reported.

“Of course, with any medication, any vaccine, we have to constantly monitor to see if there is any complication being developed…I just want people to understand that the protective ef-

fects of these vaccines outweigh whatever little side effects that you would get when the vaccines are being administered and those side effects are really a little bit pain in your arm, a little bit fever but after a couple of hours that is gone and your immune system would start developing antibodies that would protect you from the COVID and I think that is what is important,” he noted.

In relation to the Sinopharm vaccines also being administered in Guyana, Dr Anthony said that it was administered to millions of people in the Middle East, China and parts of South America with no reported detrimental side effects.

Explaining how vaccines work, the Health Minister related that vaccines are made by taking small or tiny parts of the virus and incorporating it in the injections in an effort to stimulate the immune system.

“Vaccines protect people.

We have seen vaccines and how they work with children. Every year we are immunising our children. We are giving out now 18 types of vaccines or antigens to protect children from 18 types of diseases and it has been working because we don’t see those types of diseases in Guyana and it is the same with COVID once you take your vaccine you would be protected.

“None of the vaccine

that are available to fight COVID is using a live virus.

Vaccines are made by taking small or tiny parts of the virus and you incorporate it into the vaccine so that your body react to that little part - that tiny part - and that’s how you are able to stimulate the immune system. All the vaccines that are available would mimic a tiny part of the virus but that tiny part of the virus cannot give anyone an infection because that is how it is designed.

So, vaccines would provoke your immune system to work and produce antibodies so that it fights off this disease without giving you the COVID infection,” the Health Minister explained.

Just on Saturday, President Dr Irfaan Ali said that his Government is in discussions with AstraZeneca, Sinopharm, Sputnik V, Moderna, Pfizer, Johnson and Johnson, the United Arab Emirates, India for COVAXIN, Organisation of Islamic Cooperation, the African Union and the COVAX mechanism for the provision of vaccines.

Thus far, Guyana has received 80,000 doses of the AstraZeneca vaccine from India and 20,000 doses of Sinopharm from the Government of China.

the water. He said that they divided the money and he called his sister to come and collect his portion.

Gordon said that he gave a “canter man” the money to give his sister.

However, soon after they were all arrested, including his sister.

Meanwhile, Greenidge in his statement said that it was Hart who pushed Ramdass overboard. He said that after Hart pushed Ramdass overboard, he (Hart) gave him along with Gordon several million dollars to “shut up”.

At the trial stage, defence counsel brought up challenges to the voluntariness of the caution statements.

Counsel had submitted that their clients were beaten while in Police custody. All of the Police witnesses denied those claims. The men in their defence all said that they did not write the caution statements and that the documents were written by Police detectives.

The Trial Judge nevertheless admitted the caution statements after a voir dire.

“We will be giving you the necessary help” – Agri Minister to Berbice farmers

…as Govt gears up to launch aquaculture masterplan

team led by Agriculture Minister Zulfikar Mustapha recently visited Region Six (East Berbice-Corentyne), where they engaged shrimp farmers on Government’s plans which will see massive development in the aquaculture industry. The visit aimed at assessing the needs of farmers since President Dr Irfaan Ali recently announced that an aquaculture masterplan will be launched shortly.

“When we look at it, we do not have an [aquaculture] industry in our country. We have to put in a lot of work.

We have to ensure that we have the necessary funding and we have to ensure that we have the necessary skills/personnel to develop this industry. The aquaculture industry is a very lucrative industry where we can tap into markets in the Caribbean and North America,” Mustapha said.

According to him, China and India are the major suppliers of aquaculture produce to North America. Since Guyana, according to him, is positioned in a very strategic position, once it develops its aquaculture industry it can begin trading with countries in the Caribbean and South, Central, and North America.

He added that given the geographic boundaries Guyana shares with these countries, “we have an advantage in exporting to North America in real-time.”

For instance, he said that produce from Guyana can be in North America within five hours, as opposed to within 24 hours for China and India.

The Agriculture Minister said that Guyana is looking to increase its annual shrimp production from 150,000-200,000 kilogrammes to 500,000 kilogrammes. Given that Region Six produces the bulk of that amount, Mustapha told farmers, “we want to organise you, we want to help you enlarge this industry.”

He continued, “We will be giving you the necessary help. This does not mean that we will give money. We want to help develop your farm in a better way. We are looking to supply you with fingerlings, we are looking to give you feed to use in the pond so that we can develop and improve the shrimp industry.”

Moreover, he added that the Ministry will also be building a registry for shrimp farmers which will assist them in finding markets for their produce, among other things.

Emphasising that the agriculture sector is important, Minister Mustapha noted, “The agriculture sector is here to stay. You have oil and gas [but] sometime down the road will finish. We recognise that as a Government we cannot neglect this sector. Over the years, we have seen countries that had oil neglect their agriculture sector and now they have to start rebuilding. We don’t want to make those mistakes.”

Wealth

Guyana has already been

paid millions for its recent oil lifts and Mustapha reiterated that Government has not used a cent from those monies since it wants to ensure the country’s traditional sectors, including rice and sugar, are developed, “so that we can create wealth, jobs, and food security for the region.”

He said that Guyana is currently heading a task force of Agriculture Ministers from across the Caribbean. The task force, he revealed, is tasked with coming up with ideas to ensure the development of ag-

riculture in the region and trading among countries.

He added that the task force will also deal with problems affecting Guyana’s export market.

According to the Minister, the President has set up a committee consisting of experts in the aquaculture industry who will develop plans and programmes.

Apart from this, he added that he has also written to the Government of India, requesting help with technical skills. “We have requested three technical persons and [India] have agreed to send them. They should be here in a matter of months.”

“We are looking at getting large acreage of lands. The [Guyana Lands and Survey Commission] will be a part of this plan as well as the Mahaica Mahaicony AbaryAgricultural Development Authority. When you look at West Coast Berbice in Region Five, there are a lot of lands on the northern side over on the public road where we can develop the aquaculture industry.”

Masterplan

Climate change and the changing landscape of the fisheries industry led Government to think outside the box, with the announced move to transition

to an aquaculture-based operation.

President Ali announced that strategies are in place to undertake this and will be supported by a masterplan.

He said that the Government is placing all emphasis on sustainability in the industry, and the move to aquaculture will cushion some of the challenges being experienced due to climate change.

“We’re working on a sustainable pathway for the industry. Our focus is transitioning into aquaculture because there’re many different challenges outside of the control of policy as a result of climate change and the change in dynamics in the sector itself,” Dr Ali shared.

The Head of State had said that capacity building and investments are essential at this point. These and other aspects will be penned in Government’s masterplan for the sector.

“We have to look at ways in which we can build capacity and expand capacity to expand the sector.

Investment in aquaculture and support for this is what we’re focusing on now. Very shortly, we will address all of those issues in the context of the aquaculture masterplan that we will launch very soon.” (G1)

Govt slashes transport costs for Leguan rice farmers

he Government has agreed to new transportation subsidies

for rice farmers on the island of Legaun, Region Three (Essequibo Islands-West Demerara). Transportation

costs have now been slashed by 38 per cent or from $1453 to $900. This was revealed by Minister within the Public Works Ministry Deodat Indar during a recent engagement with farmers. The reduced transportation costs reflect the Government’s commitment to assisting farmers with easing the economic hardship brought on by the COVID-19 pandemic.

It follows similar assistance given to some 80 rice farmers at Wakenaam.

“They have calculated the cost that you transport the paddy at. I think when you add the truck driver cost and the freight to go and come back, it worked out to $1453 per tonne. So, we have reduced that to $900 per tonne. The same benefit that is enjoyed by farmers in Wakenaam will be enjoyed here,” Minister Indar related.

to engage the millers to ensure that the island’s 306 farmers receive substantial benefits from the initiative. Meanwhile, Regional Chairman Sheik Ayube in brief remarks said that the PPP/C Administration understands the importance of agriculture and has already

committed to rescuing farmers from the strain they endured under the coalition Government.

The Transport and Harbours Department (THD) within the Public Works Ministry will facilitate the subsidy by allowing rice on both islands to

be transported aboard one of its vessels. Several farmers were in high praise of the initiative. The relief for farmers is a result of a series of measures included in the 2021 budget. This year, $22.6 billion has been allocated to the agriculture sector.

Chief Justice orders GRA, GNBS opens sub-office in Bartica GEA to pay $12M in storage costs to Atlantic Fuels

cting Chief Justice Roxane George on Monday ordered the Guyana Revenue Authority (GRA) and the Guyana Energy Agency (GEA) to pay $12,825,000 in storage costs to Atlantic Fuels Inc (AFI) after the court found that 635,353 litres of diesel imported by the company were unlawfully seized by the State agencies.

The Chief Justice further ordered that for every additional day that the fuel is held, $113,500 is to be paid.

Justice George also ordered that GRA and GEA are to pay the cost of the lawsuit filed by AFI. This is according to AFI’s lawyer, Siand Dhurjon, who released a brief statement on the matter.

In early February, Justice George ordered GRA to release over $80 million in fuel it had seized from AFI, whose main Director is Richard Van West-Charles, former Chief Executive Officer (CEO) of the Guyana Water Inc (GWI). In ordering the release of the fuel, Dhurjon said that the Chief Justice noted that both the GRA and GEA acted unlawfully in seizing the fuel, since, among other things, over $20 million had been

paid in fees and taxes for its importation.

On November 1, 2020, AFI imported diesel fuel into Guyana. Then, the GEA had said that after its investigations, it was revealed that the fuel was purchased from Staatsolie, a Surinamese company, and not Global Oil as stated in documents

by AFI. Consequently, the 635,353 litres of fuel were seized.

AFI, however, refuted making any false allegations and filed a lawsuit against GRA Commissioner General Godfrey Statia and GEA CEO, Dr Mahender Sharma.

Justice George in her ruling declared that the fuel was the property of AFI and

that the GRA and the GEA acted illegally and unconstitutionally in their actions to prevent the marking and clearance of the fuel so that AFI could successfully import it.

In the meantime, one of AFI’s Directors, Eugene Gilbert, is currently before the Georgetown Magistrates’ Courts on a charge which alleges that the company made a false declaration to the GRA on November 12, 2020. The 67-year-old man pleaded not guilty to the charge and was granted $300,000 bail.

The charge was instituted under Section 217 (1) (a) of the Customs Act, which reads: “Any person who, in any matter relating to the customs, or under the control or management of the Comptroller – (a) makes and subscribes, or causes to be made and subscribed, any false declaration; or…”

On summary conviction, the person is liable to a fine of $25,000, together with imprisonment for three years. AFI has been embroiled in controversy ever since it began operations.

It was granted a licence by the GEA in 2015 to import, wholesale, and store fuel.

he Guyana National Bureau of Standards (GNBS) has opened the doors of its new sub-office located in the town of Bartica, Region Seven (Cuyuni-Mazaruni), at the administrative office of the Regional Democratic Council (RDC).

Aimed at expanding the reach of its services and bettering all aspects of trade, the sub-office will carry out functions inclusive of inspection services and testing of concrete hollow blocks, along with the verification of scales and masses.

The office will be staffed with workers from the Bureau.

During the simple opening ceremony, held at the office, Tourism, Industry and Commerce Minister Oneidge Walrond noted that the opening of the GNBS sub-office in Bartica was a practical demonstration that this Administration was serious about business development in Guyana.

Walrond further noted that the establishment of the new office would eliminate the need to travel long distances to access core services offered by the national standards body. This, she added, will make doing busi-

ness easier, which is high on the Government’s agenda.

“No longer is there a need to journey to Georgetown or for the GNBS to journey to Bartica to inspect products, complete registrations, verify fuel pumps, etc. Now, put that into a contextual perspective and examine the cost and time-saving elements. A trip to Georgetown amounts to no less than $7000. That does not include food, accommodation, and other costs. In some cases, you may have to make several trips. This might have meant closing business or redirecting your productive time during your sojourn to the capital. I am happy to usher in this new era, where you can stay right in Bartica, save your money, save your time, and still access these critical services,” she explained.

Walrond added that “we all are desirous of accurate measurements for goods purchased, and our expectation is value for money…

These aspects are imperatives for business competitiveness and the boosting of consumer confidence.

Therefore, the establishment of this office continues along the trajectory of establishing standards for the

provision of goods and services in our nation.”

Meanwhile, acting Executive Director of the Bureau, Ramrattie Karan, in her address, pointed out that the COVID-19 pandemic and resulting restrictions on travelling had reinforced the importance of decentralising the services of the Bureau.

She noted that in keeping with its strategic plan and vision, “with support from the Government of Guyana … the Bureau seeks to continuously develop the national quality infrastructure to foster sustainable socio-economic development and consumer protection”.

With this new office, the GNBS now has a total of six sub-offices across the country; the others are in Anna Regina (Region Two); Vreeden-Hoop (Region Three); New Amsterdam and Skeldon (Region Six) and Lethem (Region Nine).

Also attending the event were Regional Vice Chairman Nageshwarie Persaud, Mayor Gifford Marshall, Deputy Mayor Aretha Embelton and Regional Commander, Senior Superintendent Dion Moore among other officials.

Faith-based leaders participate in Govt conflict resolution training

he Human Services and Social Security Ministry hosted a one-day conflict resolution session, which is a part of the Government’s series of “train the trainers” programme, an initiative tailored for Support and Heal Network’s (SHN) representatives and the Ministry’s staff who will be providing support and counselling to vulnerable groups and communities across Guyana.

The workshop, which was held over the weekend at the Arthur Chung Conference Centre, was facilitated by staff from the Gender Affairs Bureau (GAB).

Over 30 faith-based leaders attended the session. Speaking at the event, Human Services Minister Vindhya Persaud underscored the significance of resolving conflict since “little things can be blown out of proportion, and cause rupture in our society.”

“Support is a very powerful word. Many persons find themselves in very difficult circumstances, and they have no support. Without support, things can escalate very quickly, from the lack of support they can become violent. Without support, people can spiral quickly into depression. Without a network of persons, some-

times people feel as if they’re alone in the world,” Persaud noted.

She explained that she believes the sessions will address some of the key elements of social issues.

Additionally, Persaud encouraged the faith-based leaders to first understand the individual and to attempt to see matters from

their perspective as conflicts often cloud a person’s judgement.

“Understanding is a very tough thing to achieve. You might have a world of respect, but you may not understand another’s perspective. But, our mandate after this training will be to heal in a tangible way. Heal with empathy and compassion,”

Persaud charged.

Established in September 2020, the SHN was conceptualised to enable faith-based leaders to promote peace and harmony, make recommendations and devise strategies to effectively support the Ministry’s work on social issues.

Be mindful, alert – RCC warns parents

…calls on teachers, public to detect child abuse

he Rights of the Child Commission has warned parents to be more mindful and alert of persons within their homes who might display abusive behaviour and those who may show signs that they are not to be trusted around children. On Monday, the RCC said that due to the COVID-19 pandemic, children have become more at risk for negative occurrences specifically neglect and abuse. In a statement, the organisation said that child abuse in all its forms, whether inflicted by adult

or peer, is wrong.

On this note, the Commission has called on teachers and parents to be more vigilant during this time and to be prepared to act on children’s behalf for their protection.

The RCC urged parents to remember that they are the primary protectors of their children and other children in their sphere and care.

Further, the Rights of the Child Commission urged teachers to play their role in identifying signs of abuse among their stu-

dents. Noting that teaching has transitioned to virtual classes, the Commission has called on teachers to remain alert and to reach out to students who would have been previously identified as at risk for abuse.

In addition, teachers were also urged to be alert to the reality of cyberbullying, since in-class bullying may now have been transformed, with class bullies now shifting their bad behaviour to the virtual classrooms in an attempt to continuously torment their peers.

Meanwhile, the Commission has acknowledged the work of various stakeholders who continue to protect the rights of children in the course of the tangible work they do on a day-to-day basis.

Commending the work of the Child Care and Protection Agency (CPA), the Commission also acknowledged the important work of social workers and teachers who continue to encounter and address instances of abuse.

The RCC further appealed to the general public

to heighten their vigilance even during the COVID-19 pandemic to ensure the safety of every child.

The Rights of the Child Commission related that several instances of abuse have been found due to pub-

lic intervention. On this note, the Commission has called on concerned persons to make contact with any relevant authority that they feel comfortable to liaise with in order to highlight these issues.

NA Hospital gets new pharmacy …to facilitate extended hours of service

egions Five (MahaicaBerbice) and Six (East Berbice-Corentyne) will now have extended time to access a pharmacy through the public health system. This follows the commissioning of an outpatient pharmacy at the New Amsterdam Hospital on Monday.

The new facility will allow persons to have access to a pharmacy between 08:00h and 22:00h.

Previously the pharmacy at the New Amsterdam hospital was only open on weekdays from 08:00h to 16:00h.

Medical Superintendent of the New Amsterdam Hospital, Dr Vasana Henry speaking at a simple commissioning ceremony said the new facility had been in the pipeline for some time. In fact, she pointed out that the goal is to have a 24-hour pharmacy service but because of the lack of staff, they have only been able to extend the service to 22:00h.

“Now when persons come off of work in the afternoon, they can access services, before, persons would have to come back the next day to access services at the pharmacy. We will continue to improve our services to the population of

Region Six and some extension Region Five,” she said.

The project is a much-needed one, the Regional Health Officer said. According to Dr Vishalya Sharma, the department is not only hoping to expand its services to the region but to also bring more services and the interdiction of the satellite pharmacy is proof of such.

She noted that the Hospital sees about 40,000 patients annually at the outpatient departments and the Accident and Emergency unit.

“That is a significant total,” she noted, explaining that only the Georgetown Pubic Hospital sees more patients that that on annual basis.

This is in addition to the almost 4000 inpatients on an annual basis.

“Most of the time these patients need treatment and most of the time our pharmacy hours cannot adequately accommodate them.”

Meanwhile, Regional Chairman David Armogan explained that both staff and their Union had

been objecting to the extended working hours and as such, it took a long time for the institution to be able to offer pharmacy services beyond what is considered normal working hours.

However, he noted that the new pharmacy and introduction of extended hours for the pharmacy come at a time when the health sector in the region has been under heavy criticism.

“And so the time has come for us to repair those damages that have been created. The time has

now come for us to present a greater level of confidence and comfort to the public so that they can once again have the level of belief that they use to have in the public health system in this region.”

Armogan noted that most of those who visit the public health facilities in the region are those who cannot afford the high cost of private medical services. As such he noted that Government has recognised its responsibility in ensuring that the service offered is on par with that provided at private institutions or even better.

“Every member of staff has a responsibility to ensure that we can bring back this level of confidence to the people. One of the things that can do that is the way you relate to the public. It is very important to ensure that we are serving the public,” the Chairman said.

He noted that the staff is being given the necessary tools to do what they are required to do while noting that it is not fair to the Government, which is spending large sums of money and expecting workers to take their responsibility seriously, and at the end of it all, persons are dissatisfied with the service being offered. “We’re going to miss him so bad”: Guyanese man struck trying to cross busy Queens roadway dies

A

man mowed down by a car while crossing one of Queens’s, New

York busiest roadways has died, police said Monday.

Jaipaul Persaud, 55, was

trying to cross Queens Blvd. at 84th Drive in Briarwood when he was hit by 2013 Hyundai Elantra about 13:30 on Friday.

Persaud was thrown onto the hood of the Elantra, smashed into the windshield, shattering it, and landed on the pavement.

“I heard a loud noise and people yelling,” Asad Mohamed, 33, who was shopping for fruit outside a nearby market, told the Daily News Friday.

“When I turned a guy was lying on the ground with a lot of blood coming from his head. He wasn’t moving and the blood kept coming.”

Medics rushed Persaud with severe head trauma to Jamaica Hospital; he died there Sunday. He lived half a mile from where he was struck.

The 33-year-old woman driving the Elantra was stopped at a red-light moments before striking Persaud, who was in or very close to the crosswalk and had a walk signal. When the light turned green, she made a left turn off 84th Drive onto Queens Blvd., hitting Persaud.

She remained at the scene and faced no immediate charges.

Persaud had been visiting his mother, who lives three blocks away, when he was struck.

“That’s my eldest son,” Merlyne Persaud sobbed, touching a framed photo of him.

She said Persaud had a doctor’s appointment and decided against taking his car. “He said to me parking is very hard on Queens Boulevard,” the 71-year-old mother said.

“He comes here every day. His truck is still outside. He said, ‘Keep these keys and leave this mail, and I will come back,’” she said, picking up a keychain from a table in her living room.

A few hours later, as she wondered what had delayed her son, she got a call from his wife, and rushed with a neighbor to Jamaica Hospital. “They had to do emergency surgery,” she said. “He had bad brain bleeding. The back of the

skull was broken. I don’t know how fast this woman was speeding. I couldn’t even recognize his face.

There was so much blood, blood in the nose, blood in his ears.”

Persaud was struck on a section of a roadway once known as the “boulevard of death” because of the high number of people killed in car crashes along the street.

The nickname began to fade after the de Blasio administration started redesigning the boulevard with a new bike lane and safer pedestrian crossings.

City officials had to pause the final leg of the street’s redesign last year because of the pandemic. Merlyne Persaud said her son was an

independent contractor who had repair contracts with a local Burger King, a nearby Popeyes and other establishments.

“He could do anything,” the mother said. “Electrical, plumbing and heating. He was so creative.”

Persaud’s death was not her first heartache. Another one of her sons died in 2015 in Guyana. She said Persaud had looked after his brother’s children, and was planning to start training his 18-year-old nephew soon. Persaud grew up in Annandale, Guyana and moved to Suriname, where he met his wife, before arriving in New York in 2001.

“We’re going to miss him so bad,” said his wife, Nandranie Persaud, 56.

“The second time he saw me he said to himself he was going to marry me,” she said.

“He was a happy guy,” she said. “He was so good to us, the neighbors, his family.” His son Andrew, 32, called Persaud his best friend.

“He was a hardworking father,” Andrew said.

“He was the strength in his home.”

“He’s always coming by and helping me and checking on me,” said daughter Heama Sewsankar, 29, who lives next door. “My kids love him. My 4-year-old daughter loves him. She always goes to his room. Now she’s going to wonder where he is. We’re all broken.” (NY Daily News)

Jamaica gets COVAX vaccines

he 14,400 doses of the COVID-19 vaccines, which Jamaica procured under the COVAX Facility, have arrived in the island.

The shipment, which was initially set to arrive on or before March 11, arrived at the Norman Manley International Airport on Monday afternoon.

This is the second shipment of COVID vaccines to Jamaica as the country received its first 50,000 doses, donated by the Government of India, last Monday.

T&T leads region with 29 MIS-C cases

S

o far, at 29, TT has had the most cases of Multisystem Inflammatory Syndrome in Children (MIS-C) in the Caribbean.

Dr Joanne Paul, head of the Paediatric Emergency Department, Eric Williams Medical Sciences Complex, made the statement on Saturday, during the Health Ministry’s virtual press conference. She believed this was because TT had a covid19 surge before other Caribbean islands, and because the country’s doctors were paying attention.

“The paediatricians have been much more aggressive and much more aware so we haven’t been under-diagnosing. We have been pick-

ing (MIS-C) up really, really quickly...

“But I think it’s only temporary. By the end of this year, maybe even half way through, Jamaica will have increased cases and so will Bahamas and also Barbados.”

Four or more of the body’s systems, including the brain, heart, lungs, kidneys, bowel, liver, blood, and skin, had to be affected for it to be classified as MIS-C. Also, it usually occurs in mostly Afro and mixed children, four to six weeks after a covid19 infection.

Of the 29 cases of MIS-C, three had covid19 at the time of testing and 18 were positive for covid19 antibodies so they had covid19 at some point. Three were in the in-

tensive care unit and the others had moderate illness but there were no deaths. There was no one in hospital with MIS-C as of Saturday.

She said worldwide, about 30 per cent of the children with MIS-C had no covid19 indicators. But covid19 prevention was still important by washing hands, wearing masks, and physical distancing.

She added that parents and guardians needed to be aware and look out for symptoms such as fever for about five days, persistent diarrhoea, rash, as well as brain and heart effects. If a child had these symptoms, she advised parents to go to the doctor and say they believe the child has MIS-C, ask for

blood tests to see if the child’s organs were affected, as well as a covid19 PCR test and anti-body tests.

Treatment included steroids, intravenous immunoglobulin (IVIg), antibiotics, and aspirin.

“The whole thing we have been doing during this entire pandemic on the Trinidad side is trying to make sure we do it very aggressively and we do it early to make sure we protect the population.”

She said internationally, effects last from three to six months in children. So far, in TT, children suffer from inflamed heart vessels, joint pain, and slow cognitive abilities for a few months. (T&T Newsday)

Bolivian ex-president begins jail term as rights groups slam 'coup' probe

olivia’s former President Jeanine Anez began a fourmonth jail term on Monday as investigators probe allegations, she helped in a coup that led to the removal of longtime leader Evo Morales from power in 2019.

The arrest of the conservative interim leader who was in power for less than a year after the ouster of leftist icon Morales has sparked sharp criticism from human rights groups and the Organization of American States (OAS), who say judicial channels are being abused for political ends.

“They have become repressive instruments of the ruling party,” the OAS said in a statement on Monday.

“Bolivia’s judicial system is not in a position to provide the minimum guarantees of fair trial, impartiality and due process.”

Anez, who was taken into police custody following a raid on her home in the north-central city of Trinidad early on Saturday, was transferred to a women’s prison in the highland administrative capital La Paz on Monday.

Prosecutors for the socialist government, which returned to power in October, said she used security force allies to push Morales to resign after contested elections and eventu-

ally install herself as interim president.

Anez has rejected the charges against her as political persecution and insisted she took part in a constitutional succession to replace Morales.

Her former energy and justice ministers have also been ordered into custody on charges of terrorism, sedition and conspiracy over the alleged coup. Arrest warrants have also been issued for community leaders and former military and police chiefs.

Justice Minister Ivan Lima said on state television late on Sunday he would seek a 30-year jail sentence for Anez if she were found guilty and flagged other suits against her, including over a $350 million loan from the International Monetary Fund.

The OAS, which was an official monitor of the 2019 election and had found it fraudulent, called for the release of Anez and her ministers and an impartial international investigation.

Amnesty International said in a statement that Anez’s arrest, coupled with a decision to throw out any pending cases against members of the ruling socialist party, represented the continuation of a decades-long “crisis of impunity” in Bolivia. (Reuters)

In a sign of worsening cash shortages, the central bank on March 5 announced it would begin to issue bills worth one million bolivars each. Even that would be worth just a handful of rides.

Intent on securing some redress for the past wrongs, Public Utilities Minister Marvin Gonzales said the findings contained in the 74page report which was presented to then acting CEO Alan Poon King; Corporate Secretary Dion Abdool; and Head, Legal Services Paula Maria Fortune - will now be passed to the TTPS for investigation and prosecution.

Alarm over naked girl in cell in Barbados

he shocking image of a 14-yearold girl, lying naked on a cement floor in a solitary confinement cell at the Government Industrial School (GIS) in Barbados, has so angered a board member that she has vowed to take action against the school and, by extension, Government.

“I am sick of it,” said Marsha Hinds-Layne, who sits on the Board as Deputy Chair of the GIS and who is also the President of the National Organisation of Women.

Investigations revealed that the child, who was sent to the school two weeks ago after being charged for wan-

dering, was placed in what is called the “suicide cell” as is the practice with new entrants at the institution, a reform school for delinquent boys and girls.

Sources said on Day 13 of confinement at the girls’ section at Barrows, St Lucy, the child complained vociferously about the poor quality of food she was being fed.

“She was very upset and she was shouting and crying,” a source said.

The food was removed and replaced with six biscuits with butter and a cup of tea.

This further angered the child and as a result she was taken to the Psychiatric Hospital.

“When she returned she was tossed into the cell naked on the cold concrete floor.

“A staff member started to keep noise and said it was inhumane and that was when she was given a bare mattress to lie on,” said the source, noting that the following day she was given underwear.

Grief as Guatemalan migrants killed in Mexico laid to rest

round 1500 people gathered in the Guatemalan town of Comitancillo on the weekend to remember 16 migrants who were brutally killed in January.

Their bodies were flown from Mexico to Guatemala on Friday, seven weeks after they were found in a lorry near the US-Mexico border.

Investigators think they were killed as part of a turf war between gangs over control of migrant smuggling routes.

Twelve Mexican Police Officers have been arrested over the killings.

In total, 19 bodies were recovered from the side of a road about 14 miles (22 kilometres) south from Mexico's border with Texas.

Forensic tests showed three of the victims were Mexican and the remaining 16 from Guatemala. At least 11 of those were from the

Thousands of Central Americans try to reach the United States every year to escape poverty and violence in their home countries.

take them to the US. The fees paid to the smugglers run in to the thousands of dollars and can often even exceed US$10,000.

Competition for the migrants' money is fierce and investigators think that in the case of these killings, a rival gang targeted the group, shot them – and the people driving them – dead and burnt their bodies.

il prices edged lower on Monday, pulling back from early gains fostered on strong Chinese economic news and ongoing supply restraint from major oil producers.

Crude benchmarks have steadily climbed throughout 2021 as major oil producers restrained supply and coronavirus vaccine distribution quickened, feeding hopes of stronger economies and fuel demand.

Brent crude futures for May settled at US$68.88 a barrel, losing 34 cents. US West Texas Intermediate crude for April settled at US$65.39 a barrel, shedding 22 cents.

China’s industrial output growth quickened in JanuaryFebruary, beating expectations, while its daily refinery throughput data rose 15 per cent from a year earlier, data showed.

Top oil exporter Saudi Arabia cut supply of April-loading crude to at least four north Asian buyers by up to 15 per cent, while meeting the normal monthly requirements of Indian refiners, refinery sources told Reuters on Friday.

The Organisation of the Petroleum Exporting Countries and its allies, a group known as OPEC+, decided this month to extend most supply cuts into April.

A massive US stimulus package passed this month, raising prospects for global economic growth. Washington is considering tax increases on corporations, high earners and fuel, to pay for a sweeping infrastructure plan, which could crimp oil demand, analysts say.

“They will be putting people to work and they will be putting businesses back in the field to develop infrastructure, but between now and then, someone’s got to pay for it,” said Bob Yawger, director of energy futures at Mizuho. “The majority of it looks like it’s going to be a tax event, so that’s negative for demand.”

Prices were pressured by expectations that last month’s winter storm in Texas could keep boosting crude inventories.

“There’s talk that because of the Texas power outages, we may see another increase in inventories this week,” said Phil Flynn, senior analyst at Price Futures Group in Chicago, referencing US oil inventory data released on Tuesday and Wednesday.

Still, analysts said a pact by top producers to rein in output and a rebound to demand due to vaccine roll-outs will keep pushing prices upward despite any temporary setbacks.

he World Health Organisation (WHO) has urged countries not to pause COVID vaccinations, as several major EU countries halted their rollouts of the OxfordAstraZeneca jab.

It said there was no evidence of a link between the vaccine and blood clots.

Germany, France, Italy and Spain joined smaller nations in halting vaccinations as a precaution while checks are made.

The WHO's vaccine safety experts are meeting today to discuss the jab.

The European Medicines Agency (EMA) will meet on the same day and is due to draw conclusions on Thursday. It has also said

the vaccine should continue to be used.

There have been a number of cases in Europe of blood clots developing after the vaccine was administered.

However, experts say these were no more than the number of blood-clot incidents typically reported within the general population.

Portugal's top court rejects bill to legalise euthanasia

o r t u g a l ’ s Constitutional Court on Monday rejected as unconstitutional a bill approved by Parliament earlier this year to allow terminally ill patients to seek assistance from a doctor to end their lives.

The decision came after the country’s recently re-elected President Marcelo Rebelo de Sousa, a conservative, asked the court to evaluate the legislation on the grounds that it appeared to contain “excessively undefined concepts”.

Under the bill approved

by Parliament in January, people aged over 18 would be allowed to request assistance in dying if they were terminally ill and suffering from “lasting” and “unbearable” pain - unless they were deemed not to be mentally fit to make such a decision.

Catholic Church “cannot bless same-sex unions”

T

he Catholic Church does not have the power to bless samesex unions, the Vatican office responsible for doctrine has said.

It is "impossible" for God to "bless sin", the Congregation for the Doctrine of the Faith (CDF) said on Monday.

But the CDF did note the "positive elements" in samesex relationships.

In October, Pope Francis said in a documentary that he thought same-sex couples should be allowed to have "civil unions".

In the Catholic Church, a blessing is given by a priest or other minister in the

name of the Church.

On Monday, Pope Francis approved the response by the CDF, saying it was "not intended to be a form of unjust discrimination, but rather a reminder of the truth of the liturgical rite".

Some parishes in recent months, including in Germany and the US, have started giving blessings to people in same-sex relationships as a way to welcome gay Catholics to the church, Reuters news agency reported.

The CDF's response was in answer to the question posed to it: "Does the Church have the power to give the blessing to unions of persons

of the same sex?". It replied: "Negative".

In 2013, Pope Francis famously said: "Who am I to judge gay people?"

Last year the pontiff said in a documentary by Evgeny Afineevsky that "homosexual people have a right to be in a family... they are children of God and have a right to a family. Nobody should be thrown out or made miserable over it".

Deraa, the birthplace of Syria’s uprising in 2011, has been under the control of Assad’s forces since 2018.

raigg Brathwaite, West Indies’ newly-appointed fulltime Test Captain, has said it is a “privilege” to take over from Jason Holder.

Holder, who became Captain in 2015, led West Indies in 37 Tests before opting out of the recent tour of Bangladesh amid concerns over COVID-19. Brathwaite led a depleted West Indies side to an unexpected 2-0 Test series win, following which Cricket West Indies (CWI) gave him the captaincy full-time, with lead selector Roger Harper contending that he “was able to motivate his players to play to a very high level and create the culture we are looking to establish where the team showed a collective determination to fight and a real hunger for success”.

Ahead of the two-match Test series against Sri Lanka, which begins on March 21 in Antigua, Brathwaite hailed his predecessor, who remains a key member of the West Indies side as one of the world’s premier all-rounders.

“I just want to thank God for giving me this opportunity, and also want to say I thought Jason Holder did a superb job leading the Test team for the last five years, so obviously taking over from him is a privilege,” Brathwaite said. “I was very happy [to be made captain], obviously very proud, and I look forward to the challenge.”

Referees get up to speed on futsal with FIFA

he Guyana Football F e d e r a t i o n (GFF) Refereeing Department has partnered with FIFA to deliver an online futsal refereeing course to improve the standard of officiating in the fast-growing, small-side form of the game.

The futsal refereeing course, delivered by FIFA Instructor Shane Butler under the auspices of the FIFA Regional Development Office, took place over three two-hour sessions between March 8 and March 10.

The programme provided 10 Guyanese referees with examples and guidance related to changes to the laws of the game for futsal, a fast-paced, fivea-side version of football played on an indoors court. The course also covered areas such as fitness testing; handball scenarios, positions and mechanics, and goal-scoring situations.

“Futsal is a very exciting format of the sport. It is my belief that Guyana has the requisite talent to excel at the hemispheric level once regular competitions are held,” said GFF Head of Refereeing, Dion Inniss.

“The quality of officiating has to keep pace, and this course sought to bring clarity to recent law changes. The presentation of other information has enhanced the knowledge of our referees.”

“While we would have preferred to have had an in-person programme, three evenings spent together using the Zoom platform was a resounding success,” he said. “The Department will continue to look for opportunities for continuing education through FIFA and CONCACAF.” While Guyana does not currently have an official national futsal competition, the GFF plans to introduce a futsal tournament this year, contingent on COVID-19 restrictions, as part of its 2021 calendar. The GFF will also facilitate a FIFA instructor course for futsal in April to continue the development of

Guyana last competed in futsal at the international level during the Caribbean regional qualification round for the 2016 CONCACAF Futsal Championship. The Golden Jaguars won one game against Antigua and Barbuda to finish third in their group behind second-placed Trinidad and Tobago and first-placed Cuba, who eventually won the Caribbean qualification round.

We would have made a very large leap forward with the interpretation of the laws of the game,” said Lenval Peart, a course participant and prospective instructor. “I hope the participants soaked every bit of information like a sponge, this course only can make the futsal referees and the entire futsal community better. The aim is to raise the bar of our futsal referees and as a consequence, in the not-too distant future, produce international futsal officials.”

At the National Stadium on Saturday, the GFF delivered an M-FAP workshop on the “best practice” organisation of competitions, offering expert guidance to regional association officials as part of its return-to-play planning and pioneering drive to boost funding for its members.

“It was wonderful in every aspect – capacity building is a very important tool for the development of football,” said Bartica Football Association President Alden Marslowe. “The vision of this administration to bring this training programme at this time, when we are hopefully preparing to get back to playing, was a really good idea.”

“M-FAP is unprecedented in the history of football in this country. It will help boost our resources and bring more development at the grassroots level,” he said.

The workshop, which brought together Presidents and General Secretaries from GFF regional associations, provided an overview of the M-FAP funding process and focused on how to align regional competitions with the national programme, competition planning, reporting structures, financial accountability, and communications.

“It was brilliant from a management training perspective on how to execute a football product,” said Georgetown Football Association General Secretary Faizal Khan.

Under M-FAP regulations, regional associations can each access up to G$600,000 each year to help with the costs of administration and operations. Affiliate members can tap into G$500,000 for development projects, and Elite League clubs receive up to G$400,000 for equipment and development. In addition, regional associations receive regular supplies of essential training and football equipment, as well as funding for leagues and competitions for men, women, boys, and girls.

“We’re in unprecedented times with COVID – we have even more expenses than ever before to put on a safe, structured product,” said Khan. “It’s a good initiative and long may it continue.”

Brandon Allicock, acting Secretary of the Essequibo/ Pomeroon Football Association,

said M-FAP would provide “greater accountability”.

“We now have the resources and equipment to better execute our tasks,” he said.

A second capacity-building session is planned for regional association officials responsible for the implementation of competitions in order to build on learning from the first workshop and to further assist GFF members in the art of effective and efficient competition management.

“We are determined to give our members all the support they need to deliver high-quality competitions at all levels in order to boost participation and develop the game,” said GFF President Forde.

“Under our pioneering M-FAP initiative, we are democratising FIFA and CONCACAF funding so that our members can tailor financial support to their specific needs. The programme is also an important opportunity for us to share expertise and best practices.”

Through the training and knowledge exchange on offer through this workshop, we are confident that our regional associations can raise the bar in the delivery of competitions this year, once we are given the green light to safely resume activities by the authorities.”

o spectators were allowed into the Albion Ground on Sunday for the finals of the Berbice Cricket Board (BCB) 2019 Let’s Bet Sports 100 Balls Tournament as the Board enforced the Government’s COVID-19 guidelines as it has done since the restart of cricket in 2021.

Security at the main entrance supervised the entry of players and officials only.

Rose Hall Town Bakewell continued their dominance of Second-Division cricket in the Ancient County by defeating D’Edwards CC by six wickets to emerge as the overall champions.

The one-day finals involved the four champions from the four interzone tournaments that were played in 2019/2020 in West Berbice: New Amsterdam/Canje, Lower/Central Corentyne and Upper Corentyne.

In the first round of matches, D’Edwards CC defeated Rose Hall Canje by 15

runs while Rose Hall Canje had to dig deep to get past a determined Dukestown Warriors by one run in a super over after their firstround match ended in a tie.

In the final, Rose Hall Town invited D’Edwards to take first strike, and the West Berbice champions were rocked back early when Altaf Khan was bowled for two to make it 3 for 1 in the first over. They never recovered and were restricted to 82 for 9 off their allotted overs.

Veteran skipper Jaipaul Heeralall top-scored with 33, which included two massive sixes. D Persaud supported with 18 as Kelvon Anderson took 3 for 12 and Sylus Tyndall 2 for 11 in an impressive spell of fast bowling. Junior Sinclair, Keith Simpson, and Collis Butts took a wicket apiece.

ngland's remaining three T20 Internationals against India in Ahmedabad will be played behind closed doors because of rising coronavirus cases in the state of Gujarat.

Crowds of over 66,000 and 67,000 persons attended the first two games, on Friday and Sunday respectively.

He then made scores of 49 and 46 in the first two matches of the India-England series, played in the world's largest cricket stadium, with a capacity of 110,000.

Suspended players live to play another day

A

provisional suspension handed down to a handful of national team players last month did not last long and would not hinder their eligibility for selection for the Golden Jaguars’ upcoming international stint.

The five players, who are part of the national senior men’s training camp of local players, in February received a provisional suspension for taking part in an unsanctioned football tournament in Buxton.

With the announcement of the national team due on Wednesday (March 17), Guyana Football Federation (GFF) officials were questioned about the likelihood of these players being eligible for selection.

It was then revealed that the players’ suspension had been lifted some two weeks after the initial announcement, following a hearing of the Disciplinary Committee.

GFF President Wayne Forde informed, “They also felt that the GFF failed to provide sufficient evidence that they did participate.

While I must say many of the players did admit, but we are unable to, to collect the

sheet. Because, of course, no one will give that to us. And the Disciplinary Committee being an independent judicial arm has to implement disciplinary measures based on the law of the regulations.

“So, while a player may say yes, I did play, the body would prefer to see a sheet where that player was registered to play the game. We think that a good lesson was learned, we think the point was made,” he continued.

On the other hand, Forde spoke to the risk that was presented to the national team’s training camp with those players opting to play in an unsanctioned tournament.

He shared, “So apart from breaching the regulations, when a player or a group of players chooses to go into an environment where there is no COVID-19 restrictions, where it hasn't been approved by the COVID-19 Task Force, it hasn't been sanctioned by the GFF, and they run the risk of coming back into the programme.

And then the next testing, we would have had an alarming outbreak of positive cases, then the entire programme would have been derailed.”

Speaking to the motivations that the players may have had to play in the tournament, Forde stressed on the fact that the GFF could not solve all the financial problems the players may have.

“I see folks putting up argument that the kids there need some money. That argument can be used for somebody picking up a gun and trying to commit a robbery; everyone has a situation.

But we have to be responsible when we're involved in something as massive as preparing for a FIFA World Cup qualifier,” the GFF President noted.

“The Guyana Football

Federation cannot answer all the challenges that are out there. We cannot, at least not in the short term; the things that we can do, we are trying to do it to the best of our abilities. And those that we are unable to do will take care of themselves sometime in the future,” the football boss said.

According to Forde, the matter has been reported to the higher football authorities and whether they would take control of the situation or not was still unclear.
