no-confidence motion has been passed against his government, but with each day that passes without President David Granger announcing a date for General and Regional Elections, Guyana slips closer to a constitutional crisis.

This is according to Opposition Leader Bharrat Jagdeo, who on Monday hosted meetings at his Church Street, Georgetown office with foreign diplomats to apprise them of the political situation in Guyana following the no-confidence resolution and to air the parliamentary Opposition’s concerns.

According to Jagdeo, in an interview following the meeting, he raised concerns with the diplomats that Guyana may be heading towards a constitutional crisis with the Government’s sloth in calling elections.

“We’ve been having engagements with different groups from the international community, to apprise them of the situation in Guyana and our take and how we feel about the sloth of the Government to seriously consider the constitutional implications of their behaviour,” he said.

“They’re behaving as if nothing happened and we’re in a normal situation, when we’re heading to a constitutional crisis. So I pointed out clearly about that rapid pathway to a constitutional crisis and what will take place once the country gets into that situation, how we will act. And you are aware in the public domain what the approach will be on our side.”

Jagdeo outlined that the Guyana Elections Commission’s attempts to delay early elections are only aggravating the situation. He explained that he also outlined to the diplomatic community how the People’s Progressive Party would act should Guyana reach this position.

“It is disastrous, because I think GECOM at the level of the Secretariat from the documents they provided to the Commissioners seem ready to start the process rolling. But at the level of the Commission, the Commissioners representing the Government have now taken on a political role. So their rhetoric is similar to the Government,” Jagdeo said.

“Amna Ally has been speaking about it. So suddenly Vincent Alexander, (Desmond) Trotman and (Charles) Corbin, representing the Government on the Commission, have been parroting the same language. It seems their only task is to delay the start of preparations for elections. So their actions at GECOM are going to push us to a constitutional crisis faster.”

the meeting were China's Ambassador to Guyana Cui Jianchuan; Mexico’s Ambassador to Guyana, Ivan Medel; Indian High Commissioner to Guyana V Mahalingam; Inter-American Development Bank Country Representative Sophie Makonnen among the other representative of the diplomatic community.

Blame game

Meanwhile, Minister of State, Joseph Harmon on Monday distanced the Government from the claims of GECOM’s foot-dragging.

According to Harmon in a State media release, it is up to GECOM to decide its readiness for elections.

He went on to state that Government would have no say in the process despite the fact that there were three Commissioners representing the State who have been advocating for house-to-house registration – a process that could delay elections by sev-

eral months.

“I understand that they (GECOM) have outlined to the [Government and Opposition Chief] Whips a process through which these matters must go and so if there is an intention to expedite things to force issues; that will compromise those processes. I believe that those are matters that GECOM will have to pronounce [on].”

“But certainly we will not want a list that is defective and we would not want a list that excludes persons who are entitled to be there and

principally among that group is the large group of young people,” Harmon said.

He expressed his belief that it was in the best interest of GECOM to ensure the credibility of the list before any elections were held.

“I believe that it is the right of GECOM to insist that they have a list that can withstand scrutiny that in the event that they have to deal with an election, that they can say that the electoral results represent the will of the people of Guyana,” he said.

Violence in school

T

he shooting of the Director of School of the Nations, Dr Brian O’Toole, has sparked debate about safety, parents’ responsibilities, guns and social media discussions, and violence in schools. While this is not the first time there has been a report of threat of violence and more so, violence in school, it is certainly the first time that a principal has been shot.

According to media reports, mere hours before being shot, O’Toole had a meeting with parents at the school following a social media post by an expelled student threatening to shoot persons at the school. The increase in violence among our youth is cause for great concern. The fact that a gun was used is another reality: young people will unfortunately toy with harmful things. As has been called for before by this publication, the Education Ministry will have to be more innovative to derive mechanisms to build capacity among teachers so that they can be able to spot any possible sign of violent and destructive behaviour among students. Schools have been hard-pressed to find workable solutions to the various manifestations of the problem, which, for some time, has emerged as a major distraction from the traditional business of schooling.

There have been numerous accounts of the level of deviant behaviour occurring in schools. Teachers have long voiced their concerns in relation to their sense of powerlessness in the face of the increasing number and severity of the incidents which are occurring.

Teachers have noted that our children at astonishingly low levels in the system are demonstrating unprecedented levels of anger and aggression. In consultations aimed at finding possible solutions, many teachers have attributed the new rules limiting the use of corporal punishment in schools as a major contributory factor.

Others have cited the absence of the male presence in schools as another significant element. There has been widespread recognition that our schools lack the requisite human and material resources to adequately take on this new challenge. Once again, it will not be easy given the innovativeness of those involved. That aside, there must be some signs including changes in students’ behavioural pattern and performances. The teachers will need to be supported in this process and it may very well demand a relooking of policies at a higher level for the implementation of effective combating mechanisms. This would need some urgency given that some young people, who represent the future, are involved. It will take the involvement of all – parents, teachers, the Education Ministry and law enforcement.

There is no doubt that the guidance counsellors, school welfare officers and social workers who serve the system are in short supply. As a result, the bulk of the responsibility for dealing with this new challenge falls back on the teachers themselves—a source of great resentment on the part of teachers.

Teachers have maintained that the nucleus of the issue is not within the school system and have openly declared that they should not, therefore, be saddled with the responsibility of addressing same. In addition, they highlight the fact that they lack the training and specialised skills required to adequately deal with the emerging challenges.

Schools have traditionally been and are expected to be safe, nurturing environments. Theoretically, it is even argued that our schools have a responsibility to compensate for the failings of the communities they serve.

On Monday, the parents of students of School of the Nations declared that they do not feel safe to have their children at school, forcing the institution to close its doors until better security systems are in place. This in itself is cause for alarm and distress.

As this newspaper has said, time and time before, there is no quick-fix in relation to the issue of violence in schools and both short- and long-term sustainable interventions will be needed, integrating a number of different social and governmental agencies.

The matter of violence in school needs comprehensive and collective effort that will facilitate the development of balanced, well-adjusted youths with positive outlooks on life. Ultimately, the quality of life we experience going forward will depend significantly on the steps we take to address the challenges facing our children today.

UN team probing Jamal Khashoggi’s killing arrives in Turkey

U

nited Nations investigators carrying out a probe into the murder of Journalist Jamal Khashoggi arrived in Istanbul on Monday and will seek to enter Saudi Arabia’s Consulate where he was dismembered by a “kill team”.

Agnes Callamard, the UN special rapporteur on executions, is leading the investigation and begins a week-long mission to Turkey at the Government’s invitation.

Callamard arrived with a forensic and legal team and met Foreign Minister Mevlut Cavusoglu on Monday. She will meet Istanbul’s Chief Prosecutor today, the prosecutor’s office said.

Callamard said last week she had not yet received a reply from the Saudi authorities over her request to enter the Consulate. The team also wants to visit Saudi Arabia as part of the inves-

tigation.

Khashoggi, a Washington Post columnist who was living in the United States, was killed on October 2 at the Consulate where he had gone to collect documents for his planned wedding. His body is yet to be found.

“Gruesome and brutal”

US intelligence agencies believe Saudi Crown Prince Mohammed bin Salman (MbS) ordered an operation to assassinate Khashoggi, a government critic. His body was dismembered and taken to an unknown location.

Riyadh denies the Crown Prince had any involvement in the murder. Saudi authorities have not responded to Callamard’s request for access to the Consulate.

“Callamard’s investigation is significant because she said she launched it on her own accord, since no authority in the UN or any member state, to her understanding, are demanding an independent inquiry at the moment,” Al Jazeera’s Stefanie Dekker, reporting from Istanbul, said.

“The crime is so gruesome and brutal that she decided to start an investigation.”

11 suspects ‘indicted’

A Saudi Public Prosecutor’s spokesperson said 11 suspects had been indicted and referred to trial, with five facing the death penalty.

The UN rapporteur praised the Saudi probe.

“I conceive of this inquiry to be a necessary step, among a number of others, towards crucial truth-tell-

ing and formal accountability for the gruesome killing of Mr Khashoggi,” Callamard said.

UN investigators will try to find out “the nature and extent of the responsibilities of States and individuals” in relation to Khashoggi’s killing, she added.

Evidence from other Governments, including the US, has been requested, said Callamard.

Turkey wants Saudi Arabia to extradite those accused of carrying out the murder to be tried in Turkish courts, something Riyadh has balked at.

Late last year, Turkey briefed the US on the findings of the Turkish Public Prosecutor’s investigation, repeatedly stating Khashoggi’s murder had been ordered at the highest levels of the Saudi Government. (Al Jazeera)

President needs to announce Anna Catherina supports Irfaan Ali a date for elections now

Dear Editor, Why is it that the APNU/ AFC coalition is so engrossed in the presidential candidate of the PPP/C? First, they spent a huge chunk of our scarce financial resources to deny Dr Jagdeo a third term as the President of this country even though it is clear that the sovereignty of the people is paramount and that the Constitution should not have denied the citizens the right to choose their presidents and as many times as they wish. The constitutional amendment abrogated this right. The Caribbean Court of Justice upturned the decision of Guyana’s High Court and Appeal Courts; denying the sovereignty of the Guyanese nation. During this entire process, they and their propaganda machinery made scandalous and libellous statements against Dr Jagdeo in a vain attempt to besmirch his impeccable character. They denied him the third term but underestimated the tenacity and commitment of this man to halt the socio-economic retrogression and ensure that the Guyanese people can once again enjoy the high standard of living they have become accustomed to under the PPP/C. They also underestimated his ability to bring down their Government!

Secondly, having failed in that bid, they used SOCU to institute frivolous and unsubstantiated criminal charges against the former Ministers of the PPP/C Government in another futile attempt to thwart the selection of its Presidential candidate. They were cognisant that Irfaan Ali and Anil Nandlall would be on the forefront, so they ensured that these flippant criminal charges were instituted. However, they once again underestimated the courageous leadership of the Party. He mimicked Amna Ally’s “bring it on” and in his

own inimitable style, dared the coalition. He knew that these charges would not ‘hold water’ and was just a strategy to derail the selection process of the presidential candidate. However, they went further and attacked the academic achievements of Irfaan Ali since by then they were fully aware that the criminal charges would fail since the High Court ordered the discontinuation by the Chief Magistrate. In the end, the democratic selection process of the PPP bore fruit and Irfaan Ali was elected as the presidential candidate.

Having thus far failed, the APNU/AFC then embarked on a mission to divide the PPP. They began using fake profiles claiming to be PPP supporters to show “disappointment and disgust” at Irfaan’s election and claimed that their “choice” is Anil Nandlall and Frank Anthony. Some even wore ‘red’ in order to convince the people that they are PPP members and supporters. Some ex-PPP members living abroad assisted in this quest to divide the PPP. However, once again the APNU/AFC underestimated the intelligence of the ‘diehard’ members and supporters of the PPP, they quickly saw through this shameless charade! PPP members and supporters have learnt their lesson from the AFC and will not be tricked to leave their ‘home’ again!

This now brings me to the million-dollar question: Why is the APNU/ AFC silent about the selection of Granger as their presidential candidate. This is a grave travesty (no pun intended)! It is an accepted fact that Granger’s health does not allow him to be “fit and proper” and that someone else should be the presidential candidate. In fact, the grapevine has communicated that Moses Nagamootoo

is nominated for an Oscar Award as the Best Actor in a Supporting Role. It is an insult to this nation that apart from having hordes of geriatrics in the Government and its departments we are now having for a second term a presidential candidate who is terminally ill and cannot withstand the rigours of the Office. These ‘PPP’ fakes should make this the centre of their attention and priority!

However, the APNU and the AFC have now realised that should they try to elect someone else as the presidential candidate; Armageddon will break loose among their ranks. This time it may not be gunshots in the air. Furthermore, Basil Williams has now ensured that those PNC stalwarts with dual citizenship will be left begging at the door. So to avoid the tsunami, they decided to stick with Granger but this will backfire in the near future.

In addition, the selection of Nagamootoo as the Prime Ministerial candidate is against the founding principles of the AFC which stipulated that there should be a rotation of the top position by the founding members, namely, Ramjattan and Trotman. But I guess Nagamootoo has achieved excellence in his subservient role on behalf of these two discarded founders.

We have had enough diversions from the business at hand, let us now focus on the fact that Elections must be held by March 19 and this Government must resign and facilitate the electoral process. The President needs to announce a date for the imminent General and Regional Elections!

What this speech shows also, is that the PNC (People’s National Congress), AFC (Alliance For Change), WPA (Working People’s Alliance) and other parties wasted their 23 years in Opposition; all they did was make promises that they never meant

Govt cannot trample upon Article 106 (7) Dear Editor, Reference is made to an editorial titled, “GECOM and elections in three months” in which criticism is levelled at both GECOM and Government for delays regarding calling new elections after the successful passage of the December 21 no-confidence motion, despite the Constitution requiring a new election within three months (see Article 106 (7)).

Specifically, the editorial states: “All of the talk that has emanated from APNU+AFC as it relates to the holding of house-tohouse enumeration for a new list is pure fatuity. Houseto-house enumeration is always desirable if you have the money and time.

However, the Constitution rules. It says elections in three months with an extension of the timeframe only being possible if two-thirds of the National Assembly agrees to such.”

I listened intently to the address delivered by Irfaan Ali and would like to commend the young man for the quality of his content.

There are two things, in particular, I would like to share with your readers; Irfaan Ali mentioned that during this period out of office, he and his party were able to find time to reflect on “where the gaps” in their policies and development programs were during their period of governance.

replace the constitutionally-mandated three-month timeframe with its premeditative standard of GECOM’s readiness or “administrative capabilities.”

Clearly, this occurred on January 9, 2019, in a meeting between Government and the Opposition, where the former imposed this new threshold or standard (that is, GECOM’s readiness) for calling new elections that do not exist in the Constitution. Secondly, while the Opposition may be credited for having participated in this meeting in good faith, someone may now argue that Government and the Opposition acted as if they were supreme laws onto themselves that day.

The Opposition should have objected to this “readiness” standard, if one will, and instead, demand

a timeframe for new elections. All this new talk of house-to-house registration

by Government is simply its groundwork to force the Opposition to agree to an extension of time to call new elections.

However, the law should not be used simultaneously as both a sword and a shield.

That is, Government cannot trample upon Article 106 (7) outside of Parliament today, and then run to Parliament tomorrow and use this very Article 106 (7) to beg for mercy.

Finally, the Opposition should have already issued a statement that it will not agree to any extension of time to hold new elections by way of Parliament, in light of Government’s bad-faith delay tactics.

effrey’s history teacher assigned a term paper at the beginning of the semester. Most of the class groaned, but they didn’t seem too worried. Not Jeffrey, though: The thought of having to write a paper made him really anxious. Because he didn’t know where to begin, he put off thinking about the assignment until closer to the due date.

Although a lot of students take Jeffrey’s “I’ll deal with it later” approach to writing papers, it’s actually better for your stress levels – not to mention grades – to start working on a paper as soon as you find out about it. With some planning and time, anyone can turn a blank document on a computer screen into a good paper.

Writing a paper can seem intimidating at first. But putting together a strong paper really just involves a combination of things you already know how to do.

Understanding the assignment

The first step in writing a paper is to make sure that you understand exactly what your teacher expects. Here are some questions to ask before you start researching and writing so you can be sure you are on the right track: What type of paper is it? Is it a report (where you just gather facts and describe a topic), a paper in which you must offer your own ideas on an issue, or both?

Are there specific class readings you must use as sources?

What types of sources do you have to use?

Can you use only Internet sources, or do you have to use books, journals, and newspapers too? Does your teacher like you to interview people, or does he or she prefer you stick only to printed sources?

Are there certain types of sources that are off-limits? Obviously, blogs and personal web pages aren’t considered reliable sources. But what about other websites you might want to use? Find out what your teacher thinks about your sources before you start work.

What will your teacher look for while grading your paper? For example, is your teacher looking for a casual, descriptive writing style (like a magazine article) or a research paper with a more formal tone? Is there a certain way your teacher wants you to structure your paper?

How long should the paper be (how many pages or words)?

Does the paper have to be typed or pre-

sented in a certain form (such as double-spaced lines, specific margins, presented in a binder)? Are there additional graphics that you also have to provide, such as illustrations or photos?

Do you have to provide a bibliography, footnotes, or other list of sources?

Sometimes a teacher will assign a topic or thesis for a paper, and sometimes he or she will leave it up to students to pick their own topics (of course these have to be related to the class or subject!).

If the teacher lets you choose your own topic, it’s best to write a paper about something that you find really interesting. This might be an issue that you feel strongly about and want to defend (or one you disagree with and want to argue against!). After you come up with your topic, run it by your teacher before you move on to the next step – research.

Researching a topic

Behind every good paper is even better research. Good research means reading a lot – both as background to help you choose a topic and then to help you write your paper.

Depending on your chosen topic, your research could come from class textbooks, newspapers, professional journals, and websites. These are known as your sources.

Sources need to be reliable. To find good sources, begin at your school library, where the card catalogues and search engines can direct you to materials that have been published. When a source has been chosen for your school’s library collection, you can be fairly confident that it’s accurate enough to use in your paper.

Using online sources

When doing online research, avoid people’s personal pages – it’s impossible to tell if the person is an expert or just sounding off. It’s best to focus your research on government sites (their domain names end in .gov); non-profit organisations (they usually end in .org); and educational sites (.edu).

Knowing which sources are considered good – and which ones aren’t – is a skill that everyone gains with experience. Get your teacher or librarian’s help in deciding if a

source is credible.

If you don’t understand what a particular source is talking about, ask your teacher what it means so you can better understand the material. Teachers can usually tell when students use information in their papers that they don’t really understand.

Keeping track of sources

Once you’ve found a good source, make a note of it so that you can use it for your paper. Keep a notebook or computer document that has the source’s title, the page number of the important information, and a few notes about why it’s important. This will help you move ahead efficiently as you write.

It will also help you to cite your sources correctly (more on this later).

Writing your paper

The great part about doing lots of research is that when you really know your topic, writing about it becomes easier. Still, sitting with a blank computer screen in front of you and a deadline looming can be pretty intimidating. Even if you’ve read countless books, websites, and journals, and have all your notes prepared, it’s normal to struggle with exactly how to get started on the actual writing.

The best way to begin? Just start putting ideas down on paper! The first few words don’t have to be perfect (and there’s a good chance they won’t be) but you’ll find it gets easier after you’ve started. And you can always revise the actual writing later – the important thing is getting your ideas down on paper. (You may have learned this approach in elementary school as writing a “web”.)

After your ideas are on paper, you can start outlining them.

Some people like to think of their first writing attempt as a “first draft”, taking the pressure off of themselves to write every sentence and line perfectly. Another good tip for getting started is to write down your ideas like you’re telling your parent, brother, or sister about them.

Don’t feel that you have to write a paper in order. If you know how you want to prove your thesis, for instance, but don’t know how to introduce it, you could write some or all of the supporting paragraphs before doing the introduction.

Most people make revisions while they’re working. For example, you may be halfway through writing paragraph four when you realise there’s a better way to argue the point you made back in paragraph two. This is all part of the thinking process. (And it’s

a good reason to leave plenty of time to do your paper rather than putting it off until the last minute!)

It’s also a good idea to leave enough time after finishing a paper to put it aside for a few days and then go back to make revisions.

Revising a paper is a step that even the best writers think is essential. When you haven’t worked on your paper for a few days, any flaws or problems will stand out more: Look for things like unnecessary words, sentences that don’t make sense, and points that don’t follow on from or support each other.

Citing your sources

Your teacher will probably want you to cite your sources (which means list the sources you used for ideas, statements, and other information in your paper). Sources can be cited in different ways – such as endnotes, footnotes, or a bibliography. Each teacher has different preferences so ask yours for guidance.

Citation not only shows that a paper is well-researched, it also lets the reader know which ideas came from your mind and which ideas came from someone else’s. The only time it’s OK not to use a citation is if the content is common knowledge (like the date of a well-known battle) or if the idea is your own.

Citing sources is important because it can help you avoid something called plagiarism. Plagiarism is using someone else’s ideas or words without giving that person proper credit for creating them. The most common ways students plagiarise are copying, quoting, or summarising from a source without properly citing where the information came from.

Plagiarism is a form of cheating – just like looking over someone’s shoulder to copy answers during a test. But many people who plagiarise don’t realise they’re doing it.

That’s why it’s so important to keep track of sources. After weeks of research, the average student will have a hard time remembering what points he or she came up with and what points came from sources. Teachers usually are tough on plagiarism – even if the student didn’t mean to plagiarise. So keep good notes on your sources!

Dealing with paper stress

Knowing they have a paper to write can be stressful for many students. To avoid becoming overwhelmed, take these two simple steps: Start as soon as the paper is assigned.

That way you’ll have plenty of time for unexpected events – such as research that takes longer than you think or realising you don’t really like the topic you chose and need to come up with another.

Break the paper down into manageable “mini-projects”. Your first is brainstorming an idea or topic, the next task is doing research, then comes writing the paper, and after that you’ll revise it. Figure out how much time you’ll need for each “mini-project” — this will not only help you feel more in control, it will also give you an idea of how much time the overall paper will take, from research to finished product.

Writing papers is a learning exercise – that’s why teachers assign them! Most teachers don’t expect you to do it perfectly all by yourself. Even college students head to their professors after class for help. Parents concerned about children’s safety …1 in custody

arents of students attending the School of Nations on New Market Street, Georgetown are now fearful for their children’s safety at the institution in the wake of the recent shooting of the Director, Dr Brian O’Toole and the constant threats posted on social media allegedly by an expelled student.

Their distress was clearly voiced during an engagement with the school’s administration on Monday, as questions mounted about the level of security which has been adopted in recent days.

Chief Executive Officer (CEO) of School of Nations, Dr Dexter Phillips explained that they were installing additional security cameras at blind spots along with an increased security presence at the entrances.

It was indicated that the administration took a decision to not resume classes as per normal today with the assistance of the Guyana

Police Force for increased support. Meanwhile, random bag checks will be instituted at the school’s entrance and vehicles are not allowed in the premises.

“We did a sweep of the campus…We have also increased security presence. In the coming days, we would continue to discuss more permanent measures with security and more security cameras will be installed.

We have also requested some Police presence and when school resumes, we should have two or three Police on campus and in the street,” said Phillips.

The school had to implement these measures after the Director was shot on Sunday night about 21:44h at his Prashad Nagar home shortly after returning home from a restaurant. The Police report stated that the 64-year-old man returned home and secured his gate after entering. As he was about to open the door, a male suspect approached him, pointed a gun and discharged three rounds in his direction - -two of which caught him in both forearms.

His wife, Pamela O’Toole, heard the shots and upon checking, found her injured husband and rushed him to the Woodlands Hospital, where his condition is said to be stable.

This act came with what was considered warning signs from a social media account, believed to be created by students of the in-

stitution. The posts started on WhatsApp and moved to Facebook, where threats were made to the lives of students. In one instance, two persons were mentioned in the online posts.

Parents shared there has been no training provided to teachers as of recent to deal with any unfortunate incidents.

One individual noted that random bag checks did not eliminate the possibility of weapons and chemicals entering the school. Some chemicals can be hidden in water bottles and camouflaged as water or soda.

It was questioned as to whether in the planning process, a contingency plan was established in the event of an emergency. This would enable students to determine where they should assemble and highlight the safe spaces. The administration could not provide an answer to these concerns, but reassured that “protocols” were in place.

ongoing investigation by the Criminal Investigation Department (CID) of the Police Force. Phillips maintained that he could not di-

vulge any information until the investigation is completed. However, he stated that one individual who made the first threat is with the

Police.

“We continue to work with the relevant Police authorities for the threats posted on social media and the shooting of Dr O’Toole,” said the CEO. Hints were made that if the posts are linked to the shooting incident, there is a bigger risk at hand since the posts indicated that several persons hold grudges against the school.

One of the posts read, “If you feel life was ‘surreal’, I will show what reality is next week…there is a plethora of us who feel the same way.”

Meanwhile, a former student of the institution has been taken into Police custody as the probe continues.

23-year-old Diamond New Housing Scheme, East Bank Demerara resident was nabbed with a quantity of counterfeit $5000 notes in the vicinity of Stabroek, Georgetown.

Based on reports received, Police acting on intelligence went to the

18-year-old Akelo Nurse of Independence Boulevard, Georgetown, was arrested in Charlestown, Georgetown with an unlicensed pistol.

The police, in a release, stated that cops were conducting a mobile patrol in the area when the young man was seen acting in a

Stabroek Market where they apprehended Alston Pires with the fake currency.

He was taken to the Brickdam Police Station where he was charged and is expected to make his court appearance today at the Georgetown Magistrates’ Courts.

In addition,

suspicious manner and as such, the ranks conducted a search on his person during which the weapon was unearthed.

There was no ammunition at the time of the discovery. Nurse is also expected to make his court appearance today.

Minibus driver charged for assaulting cop

Route 45 minibus driver was bailed on Monday after he was charged for assaulting a police officer while he was executing his duty.

Twenty-seven-year-old Damian Thornhill denied

the accusation which was read to him by Acting Chief Magistrate Sherdel IsaacsMarcus on the Georgetown Magistrates’ Courts on Monday.

The prosecution is contending that on January

29, 2019, at the Georgetown minibus park, Thornhill assaulted Police Constable Kishawnan Singh. The peace officer was at the time of the incident performing duties.

sented to the court, the prosecution did not object to bail.

The minibus driver was placed on $10,000 bail and the case will continue on February 12, 2019.

According to the prosecution’s case, Police acting on information went to Robb Street where they saw two of accused. When asked what they were doing there, they could not give a proper explanation.

The store owners were immediately contacted.

When they arrived Inshan opened his store only to discover the third accused hiding in his store with the items in a bag.

Further, when the proprietor of the “Stretch ma Dollar” opened his store, he too noticed that items were missing.

In court on Monday, Police Prosecutor Christopher Morris objected to bail on the grounds that the Cubans were flight risks and had no ties to Guyana.

They were remanded to prison and the case will continue February 15, 2019.

…and racial discrimination ooks like Opposition Leader Jagdeo has had it with the PNC-led Government and its partisans branding him and the PPP as “anti-African”. He’s once again challenged one of the most vociferous proponents of that line, David Hinds, to a debate. Your Eyewitness doubts Hinds will accept the challenge, since much of the rhetoric on the issue is just that – rhetoric!! What’s facts got to do with it?!!

Take one of the standard examples cited by Hinds and others –unemployment in Linden’s bauxite belt. Sam Hinds, who was a top official in the bauxite industry, has rebutted the claims with facts and figures time and again, but have they changed any opinions? Not a whit!! Who was it that fired teargas at bauxite workers when they protested the PNC’s handling of their RILA pension funds? Who was it that ran the bauxite industry into the ground after their hand-picked managers couldn’t meet delivery schedules and customers went elsewhere? Wasn’t it the PNC that shut down the alumina plant?

Didn’t Hinds’ WPA have to organise bauxite workers to oppose the PNC’s stranglehold on their lives? Wasn’t it Desmond Hoyte who made the decision to downsize the industry and place thousands on the breadlines? Wasn’t it he who started the privatisation of the industry by bringing in foreign operators who “rationalised” employment?

So the PPP’s to be blamed for continuing the subsidy for electricity to Lindeners – even though they took the money from the levy on sugar while sugar workers were living in squalor? Oy vey!!

Was the PPP anti-African when they refused to implement the recommendations of the Disciplined Forces Commission – with David Granger as a member – that instructed more Indians be recruited into the Armed Forces; which would mean less Africans being hired? Was the PPP anti-African when they refused to continue the downsizing of the African-dominated Public Service as directed by the IMF and which had been started by Desmond Hoyte?

The Africanists refused to accept the PPP’s explanation of why they hired contract workers in the Public Service – they needed their skill sets. But isn’t this the same reason proffered by the PNC under Granger, which has actually INCREASED the number of contracted workers. Is it now OK because most of the PNC contract workers are Africans?

In which sector of the economy did the PPP discriminate against Africans? The PNC had nationalised 80 per cent of the economy – and placed their partisans in top positions.

But wasn’t it these same officials who systematically destroyed these nationalised companies – like, say, Sprostons/ GNEC – and made themselves and their workers redundant?

But in any debate of this, these will just be inconvenient facts!! …and strange bedfellows There’s the old saw, “Politics makes strange bedfellows” and in Guyana today, we can see why it should be taken as the “gospel truth”. Take the case of the WPA and the PNC. The former was founded to fight the latter and all that it stood for – and faced their “sharper steel” when Walter Rodney and several other members were assassinated. Yet here it is, the WPA remnants are the strongest defenders of the PNC, when the PNC wouldn’t even condescend to allow the CoI into Rodney’s death to be officially recognised!!

The WPA was a Marxist party and boasted about using Marxism as a tool for analysing society and politics. Clive Thomas was one of their main theorists – yet here he is in the belly of the beast as Chairman of GuySuCo – and implemented the PNC’s neo-liberal policies to “immiserate” (one of Thomas’s favourite words!) 7000 sugar workers!!

The “multiracial” WPA also defends the PNC which has staffed its Ministries and Departments with 80 per cent Africans?

Local content strategy for large-scale miners recommended – warns against mixing oil & gas local content with gold sector

he Government’s recently released draft National Mineral Sector Policy has recommended, among other things, the creation of a local content policy tailored specifically for the gold mining sector.

According to the policy, this approach to local content should target largescale miners. The need to ensure local content development at the community and regional levels was also emphasized.

It noted that the local content policy being drafted for the oil and gas sector is not necessarily applicable to other sectors. As such, the document notes the need for a separate local content policy that takes into account mining’s connection to communities.

According to the document, these contributions should be made in ways that include the environment, economy, culture and social issues and community development in the relevant areas.

The policy also listed some benefits to the communities of mining companies giving back more, including the stability it would bring to mining regions and communities “in times of reduced mining activity or mine closure.”

According to the policy, such an approach would also “strengthen the social licence for mining in regions and communities by enabling residents to see direct links between mining and their socio-economic progress, promote social cohesion, promote the

mitigation or elimination of mining-related hazards and environmental damage from past mining, such as unstable grounds and slopes, excessive erosion, mined out pits, and mercury-contaminated areas.”

hile the Georgetown Public Hospital Corporation (GPHC) has promised to conduct its own investigation into the recent deaths of three children following pre-chemotherapy treatment at the institution, an activist has urged an external, independent investigation into the tragedies.

Rights of the Child Commissioner and activist, Nicole Cole expressed her view that an external investigation which includes representatives from recognised and relevant organisations is more in keeping with transparent and impartial than the hospital investigating itself.

“I think an independent investigation should be carried out to determine the true facts. One cannot trust investigations done

by GPHC to be impartial,” Cole explained, in an interview with this publication on Monday.

“The investigations should have at least three key organisations represented which (are generally ac-

knowledged to) work in the best interest of children.”

Giving an example, she recommended that the Terms Of Reference (TOR) of such an investigation should include the Guyana Medical Council, the Rights of the Child Commission and the Caribbean Medical Council, in order to ensure impartiality.

Following the death of three children, the GPHC had released a statement promising that it will deliver a transparent investigation of its own. According to the hospital in a statement, GPHC Board Chairperson Kesaundra Alves met with the mother and relatives of Sharezer Mendonca, one of the victims, on Friday. Alves also assured that a thorough and transparent investigation will be conducted.

“GPHC understands the extreme distress and pain the families are facing at this difficult time and their anxieties for answers. The GPHC is making every effort to ensure that these investigations are complet-

ed in the shortest possible time.”

At the same time, the hospital warned that it is duty bound to ensure that due process is followed to ensure the thoroughness and completeness of the investigations. While this is undertaken, the GPHC also committed itself to continue to provide support for the families.

Six-year-old Sharezer Mendonca was taken to the Paediatric Ward on January 3, where she was administered with an injection before undergoing treatment. However, shortly after, Mendonca became unresponsive.

She was later transferred to the Intensive Care Unit. Michael Mendonca, the father of the child, told Guyana Times that it appeared as though her face was swollen but relatives were not allowed to touch her. Mendonca subsequently died and the family went through further trauma when her body was reportedly given to the wrong family for burial.

During the same period which Mendonca was admitted, three-year-old Roshani Seegobin visited the said medical institution for cancer treatment but after returning home, her condition deteriorated. She was diagnosed with leukaemia and would usually receive treatment at the GPHC. This publication understands that another child, Curwayne Edwards, also passed away during this period after undergoing similar treatment. The use of the drug has reportedly since been discontinued.

that while miners do give back to the community even without a formal local content policy, more can be done once supported by development agreements.

The document notes that this local content policy must be drafted through a multi-stakeholder process.

One method recommended by the policy is revenue sharing through a multiyear extra-budgetary fund for communities.

Assistance

The policy also proposes a miner’s assistance scheme. This is based on the premise that many smallscale miners lack capital for improving their operations.

According to the policy, as-

sistance could take several forms including loans and equity-based financing.

The document gives some details about this proposal, noting that priority treatment can be given to miners without such equipment, to syndicates and other partnership arrangements, as well as the granting of waivers on all duties for targeted equipment.

Providing justification for this proposal, the document recommends miners lodge partial collateral, set at a percentage of the cost price of the equipment. This collateral, according to the policy, could be land, a cash bond or a freeze on the account of a guarantor, with little to no interest on repayments and a grace period before first payment of instalment.

It also proposes “a repayment scheme that awards points to the miner for gold declarations over a certain amount. The higher the declaration, the more the Government reduces the debt (and a) reward for quick payback of debt in the form of a full transfer of ownership of the equipment to the miner if a large amount of the debt, for example, 80 per cent, is repaid

within a short period”.

The document also recommends the auctioning of all reclaimed equipment by Government, with a pre-set floor price to create a level playing field. Besides the miners’ assistance scheme, a proposal is also made for upgrade training and extension services to miners.

The document proposes “building on the experience, outputs (in particular the codes of practice) and recommendations of the GENCAPD field studies, the Responsible Mining initiative of Conservation International, and other such projects.”

It also recommends expanding waivers for green mining technologies and expanding the Guyana Mining School. To make more land available, the document also recommends ways of discouraging persons sitting idly on mining blocks, instead of actually mining.

Last year, consultations on this very policy were held. These consultations were hosted by a tribunal from a policy committee.

Representatives from the Environmental Protection Agency, Guyana Lands and Surveys and the Guyana Women Miners Association were present.

Corentyne, Berbice businessman was shot at on Sunday morning when two men broke into his Clifton Village home demanding cash and jewellery.

Sunday’s attack was the fifth time bandits robbed Garbar’s Halall Chicken Outlet which is owned by Doodnauth Takpersaud.

Reports are two men - one carrying a firearm and the other a cutlass - broke into the home of poultry dealer at about 01:30h on Sunday morning.

Speaking with this publication Takpersaud said that he and his two nieces were awoken by sounds coming from a shed around the building.

He noted that upon hearing the sounds, he told his niece to turn on the bedroom light but by that time the men had already gained entry via a window.

“Ah tell dem girls ‘pass the gun’, and I push the door to go in but they brace the door because like they scared when ah tell the girl to pass the gun,” Takpersaud said. He added that he then opened the door leading to the veranda and he and

his nieces ran outside and locked the door, leaving the bandits inside. He said he started shouting for help.

The men hurriedly ransacked the house and found $315,000, two cellular phones and a quantity of jewellery before escaping.

The poultry retailer said the men then left via the window through which they gained entry and escaped.

“When they jump down, I recognise one of them, so I say, ‘Prem! Again you Mother so and so come in my house, then he tun and tell he partner, ‘shoot he mother

so and so’ and I run up back the step and I hear a shot fire; one shot only.”

The men then made good their escape. Takpersaud subsequently discovered that the men cut a hole in the chicken outlet and removed a quantity of plucked chicken.

According to Takpersaud, Police arrived about 30 minutes later.

They then visited two homes and have since been able to arrest the two suspects.

On November 31, 2018, there was a similar attack on the business place. At that time Takpersaud was not at home. His niece, Padwattie Chanlon, was beaten during that indecent.

On December 3, 2018, there was another attack.

“This is the fifth time in three months that they have attacked there. I am calling on the relevant authorities; if it is the Minister or the Commissioner of Police to look into this matter,” Takpersaud reiterated.

Following Sunday’s attack, he has since installed security cameras.

Police have since launched an investigation.

utspoken child-rights activist Nicole Cole has called for an immediate intervention into the situation at Nations Incorporated (School of the Nations) and is recommending that all the students at the private educational institution be screened for social and or psychological issues.

Cole’s recommendation comes in light of the Sunday shooting of the school’s principal Dr Brian O’Toole and prior threats posted on social media allegedly by a student. The Rights of the Child Commissioner said while security is vital, the school needs to get to the root of the problem.

“The death threats are real because the principal is now recovering after being shot to the arm. So, we know that persons intended to harm him. And so parents need to protect their children by all means necessary. This will require them to be vigilant,” she told Guyana Times.

But equally important,

Cole, a trained social worker said that parents have a responsibility to check on their children and ensure that they are doing the right thing. “I used to police my son bag and parents could do simple things like that before they leave the vehicle or home.”

Cole said parents who are licensed firearm holders, will have to now check to ensure that those firearms are not in close reach of their children. She argued that no child should be able to have easy access to their parents’ handgun, and extra caution should be taken now.

“We don’t know as yet whose gun was used in the shooting of Dr O’Toole, whether it’s a student, an adult, or a student used a parent’s gun, or the gun used was from the streets; she pointed out, explaining that the social media post prior to the shooting tells a story.

Cole was referring to threats which appeared on social media and directed to the school. The school’s administration made it clear that they were taking the threats which also named one teacher of the school, very seriously, when a meeting was held Sunday.

The person(s) making the threats pointed out that there is a “plethora” of them who have been hurt and overlooked by the school and taken for granted. The threats also cautioned students about showing up for classes this week, and the picture of a gun was included in the post.

Last week the school expelled a student who threatened to bring harm to students.

“Because of this apparent break down, the trigger stems

from something that happened in the environment.

Look at the post that person made. Something happened to that student who used the word ‘overlooked’. So in other words, the student feel justice was not served.”

Cole said based on her training, the post could be interpreted as a student that was unhappy about an action taken against him/her. “It could be more than one thing.

Could it be that the student was overlooked for the position of a prefect, or overlooked in some other way? Whatever it is the word overlooked has many connotations. That in itself says that this student(s) also has self-esteem issues.

That is why I am advocating for clinical assessment of all students. Everyone should have a screening. You screen for violence, for suicide, homicidal inclinations.”

The school closed its doors on Monday while outlining that measures are being put in place following the shooting incident.

In a management statement issued to parents, Nations said: “In light of recent unfortunate events; we wish to advise that our school will be closed today (January 28 2019) as we assess our current security measures with an objective to ensuring that our students, staff and premises are safe and secured.”

They continued that “We are relieved to inform everyone that Dr O’Toole is stable and well. We once again assure you that our primary concern is for our students and staff and we will ensure that adequate measures are put in place” Police are said to be investigating the matter also.

he post mortem performed on the body of 15-year-old Mae’s Secondary School student, Vanica Schultz, failed to reveal the cause of death. The autopsy was performed by Dr Nehaul Singh on Monday at the Georgetown Public Hospital mortuary, who reported that the cause of death is undetermined.

As such, body contents, blood and urine samples were extracted and are expected to be further analysed to determine the cause of death of the teenager.

Nevertheless, the body was handed over to the family for burial.

Initially, it was reported that the teenager of Tuschen Housing Scheme, East Bank Essequibo, ingested at least

six ecstasy pills and died shortly after she was seen vomiting at school.

The Mae’s school administration, on the other hand, said that the teen ingested carbon tablets and died while receiving medical attention at the Woodlands Hospital.

While information remains sketchy about the motive for taking her own life, Guyana Times understands that the teenager was part of an investigation with respect to the sale of ecstasy on the school’s premises.

This was also denied by the school’s administration. In fact, the school stated that at no point in time were the pills found in the school’s compound.

However, soon after the teen’s death, her 20-yearold boyfriend allegedly admitted to Police that he gave the teen the pills to sell in school. He reportedly told investigators that the now dead teen was caught selling the drug and an investigation was launched.

Moments prior to the teen’s death, she handed letters to her friends apologising for all the wrong she has done. Her peers also confirmed that an investigation

was launched into the sales of ecstasy.

Following the alleged discovery of ecstasy pills on the school premises some time ago, students involved were instructed to inform their parents to visit the school so that the matter could be dealt with.

The Regional Chairman disclosed that a number of the Venezuelans are involved in the sale of illegal fuel which he said has compounded concerns from the business community within the Coomacka area.

Despite efforts to make the migrants comfortable with living quarters, Ashely complained that illegal activities continue to take place which he foresees causing major issues in the Coomacka community for not only the migrants but other villagers as well.

In addition, the Chairman said that there has also been a hike in the number of reported cases of persons being infected with various diseases, stressing that several residents have expressed these concerns in relation to diseases.

“I am saddled with having to hear families coming to me telling me that they are worried that their husbands may contract some of the diseases and infections.

We are very concerned about the increase also of malaria with several villages indicating its prominence in the community, so frankly I am happy that we have another region coming on board so as to assist us in some way,” Ashley said.

He revealed that there are serious sanitation-related issues, pointing out that several residents have complained about the Venezuelan migrants defecating in and around the community. This, the Regional Chairman declared poses great challenges to several business owners who would see the migrants committing these acts openly.

CRIC conference attracts 125 countries

or the next few days, Guyana will be the host of the 17th Session of the Committee for the Review of the Implementation of the Convention (CRIC), spearheaded by the United Nations Convention to Combat Desertification (UNCCD).

The opening ceremony unfolded on Monday at the Arthur Chung Convention Centre at Liliendaal, East Coast Demerara (ECD) with 125 countries represented to share their contribution.

Receiving major support from the People’s Republic of China and member states from the Caribbean Community (Caricom), the convocation will give special attention to drought and the

approaches which can be used in a monitored area.

The importance lies within practices which can alleviate droughts beforehand via improvised techniques in farming and land management.

The feature address was shared by the Minister of State, Joseph Harmon, who noted that Guyana is aware of the importance of implementing the United Nations Convention to Combat Desertification.

According to him, Guyana’s 20-year National Development Policy is establishing sustainable land management, inclusive of countering land degradation – one of the key aspects in the CRIC 17 discussions. For this, the Land Degradation Neutrality Target Setting Programme (LDN-TSP) and Sustainable Land Development and Management (SLDM) were initiated.

“One of the key elements for the success of vision 2040 and the pursuit of our green agenda is sustainable land management and development which includes the mitigation and prevention of land degradation. In addressing these issues, Guyana has finalised its Land Degradation Neutrality Target Setting Programme and its Aligned National Action Plan (Aligned NAP) to combat land degradation.

In addition, we have operationalised the Sustainable Land Development and Management project,” the State Minister said in his address to the delegates.

It was mentioned that the outcomes of the conferences are significantly important towards bettering the management of Earth’s resources.

Squatter fined for US hits Venezuela oil firm with sanctions noise nuisance T

North Sophia, Greater Georgetown squatter who admitted to disturbing his neighbour by playing loud music was on Monday fined $15,000 when he appeared in the Georgetown Magistrates’ Courts.

Mark Samaroo stood before acting Chief Magistrate Sherdel Isaacs-Marcus and confessed to disturbing the peace by playing loud and continuous music on January 18, 2019 at North Sophia, Georgetown.

The 40-year-old father of six, who is a fisherman, in his defence told the court that he recently returned from sea and was “tekking a lil thing (drink)” when he was arrested by Police.

According to Police, the unrepresented man was playing music continuously for several hours when he was asked by his neighbour to play it at a moderate level, and he ignored the request.

According to the Virtual Complainant, who is a mother of two, the music was being played so loudly that her entire house started to vibrate. She told the court that this was Samaroo’s behaviour on a regular basis for the last four years.

The Magistrate ordered the man to desist from such practice and to apologise to his neighbour before the court. He complained and the fine was handed down.

The US and more than 20 countries have recognised opposition leader Juan Guaidó as interim president.

Treasury Secretary Steven Mnuchin said the proceeds of the purchase of Venezuelan oil would now be withheld from Maduro’s Government, but the company could avoid sanctions by recognising Guaidó.

Venezuela is heavily reliant on the US for its oil revenue - sending 41% of its oil exports there - while it remains in the top four crude oil suppliers to the US. Bolton and Mnuchin said the sanctions were intended to prevent Maduro’s

Government from taking funds from the state oil company.

he Competition and Consumer Affairs Commission (CCAC) in a bid to standardise the auto industry is now conducting research to implement Caricom regulations which will allow customers better deals when making a vehicular purchase at a dealer.

This comes in light of what was described as “unfair” terms and conditions which are allowed in present agreements between dealers and persons interested in vehicles.

Consumer Affairs Officer, Feyona Austin-Paul while responding to a question from Guyana Times revealed that the auto industry continues to account for one of the highest numbers of complaints received.

In fact, it happens to be the second most prevalent complaint that the Commission received during 2018.

The revelation was made recently at a media event where the Director of the Commission, Dawn Holder-

“It’s not one approach, the standardisation of the sector, Caricom has a draft regulation that we want to implement here (and) we are working with the Bureau of Standards to get the standards done and then we will have to have a copy of the regulations for used vehicles,” the Officer asserted.

In addition to this, she reported that the CCAC conducted research on the pre-inspection mechanism which is now being used more frequently by persons who are seeking to make a

ver the course of the next four weeks, 40 additional youths from the Linden, Region 10 (Upper DemeraraBerbice) community will benefit from an Information Communication Technology (ICT) training workshop, an initiative of the Office of First Lady Sandra Granger in collaboration with the Social Protection Ministry and the Board of Industrial Training (BIT). The programme, which is the third of its kind in Linden, targets adolescents and out-of-school youths between the ages of 16 to 25 and was launched at the Linden Enterprise Network on Monday.

It will see participants being trained with job-readiness skills. Speaking at the launching ceremony, First Lady Sandra Granger emphasised the importance of ICT in ensuring that youths are well equipped to meet the challenges Guyana will be faced with in moving forward.

“We keep going after ICT because...this is where the jobs lie. Robots would have taken over sixty per cent of our jobs...It is estimated that ninety per cent of the

jobs women do will be done by robots or through technology. So, this is why I’m all fired up to get women involved in ICT...The young people of Guyana are a major part of our population, so it is a fact that you are the ones who have to take us forward...As you know, eyes are on Guyana, not only with the discovery of oil but all the technology associated with it, not least among which would be ICT technologies,” the First Lady told participants.

She also challenged communities to move towards digitising records, hence giving persons skilled in ICT an opportunity to develop their skills. In giving an overview of the workshop, Chief Facilitator Fitzroy Younge extended gratitude to the First Lady on behalf of the people of Linden. He also credited her for the belief that ICT is the new frontier of change which fosters poverty alleviation. Younge said the objective of the programme is to empower not only young adults but unskilled and vulnerable groups within the community.

He added that elements of the workshop will also

entail “Soft Skills”, which will include telephone ethics, interviewing and communication skills, etc, while ICT will include Knowledge basics and keyboard references, Introduction to Computers, Microsoft Office Word, PowerPoint and Micro-Enterprise, among others. Other classes will include Numeracy and Literacy, Sexual and Reproductive Health and STEM Robotics. In his remarks, Regional Chairman Renis Morian pointed out that the initiative was created by Government with emphasis on young people, whom he noted are the future leaders. He encouraged the participants to seize the opportunity, noting that the sky is the limit.

“Don’t just see this as (a) one-off, don’t just see this as we’re just teaching ICT, but the whole business is to ready your mind for developmental work programmes and jobs that would be coming your way,” Morian said.

Seventy-nine persons have been trained so far from the region via the initiative which is available throughout all the 10 Administrative Regions.

US files charges against China's Huawei, Bank employee beaten after night CFO Meng Wanzhou out with friends T

local bank employee is counting his lucky stars after he was assaulted by a couple of men after a night out with his friends.

Ryan Stewart, 25, of Cornelia Ida, West Coast Demerara (WCD), was beaten after 04:00h on Sunday a few doors away from his home. Stewart told Guyana Times that he visited the opening of a friend’s club located a stone’s throw away from his home. He arrived with a group of friends sometime after 23:30h on Saturday night and partied well into the morning.

“Like after 4:00(h) I put my friend in a bus and I decided to go home because it was walking distance from my home. While walking home I hear a guy shouting ‘hey’ and he was running towards me and when I turned back I got scared and I began to run. I ran at somebody’s gate and shouting ‘thief, thief’ because I thought I was going to get rob,” he related.

He said the man caught up with him and cornered him while another group of men in cars drove up alongside them. They cornered him and one of the men accused him of breaking into a car which he denied. After he denied breaking into a vehicle the man took a glass bottle and dealt him a blow to

the back of the head.

“Well I recognised the guy that hit me because while I was at the club, he was working there fetching ice and water and so on. So I recognised him and the other guys that were standing and not doing anything. They live around the area as well and were at the Club,” he noted.

Stewart related that he may have lost consciousness because he does not remember much after that.

After a while of being beaten, Stewart said that another man pulled up in a car and rescued him.

“The driver asked what they were doing and then the guy told me to jump in and then I went in and went home and then my mother and brother we went back to the club and soon as I jump out the car now I saw the guy that hit me. I told my mother that is the guy and the guy run in the club and the owner went in to look for the guy and he told us to wait outside and we waited about 10 minutes and then the owner came out and said that how the guy went through the back door,” the injured man noted.

The man said that after that episode, he visited the Leonora Police Station and made a report. He was forced to wait for a police patrol to become available which it did after 05:30h. They revisited the club but no one was there.

He told the officers that he could direct them to the club owner’s parents who could have provided them with information on his assailant but the officers refused, noting that “it is too late to wake anyone.”

He questioned the quality of investigation the matter would have gotten had he died at the hands of his assailant.

The Police are still investigating the incident and the suspect is yet to be apprehended. In the meantime, Stewart is home from work recuperating.

“We continue to work assiduously to ensure that the potential of these bright minds is realised. Critical to the success, to this endeavour, however, is the creation of an enabling environment to foster their growth and evolution. There is a need to move ideas, not only in Guyana but the entire Region, from beyond mere concepts and from thought to completion and that must include more finance to facilitate more start-ups,” she is quoted by the Department of Public Information (DPI) as saying.

This is the role, Minister Hughes said, that the Ministry has assumed as part of their mandate to develop an enabling environment for the increased use of ICT across all sectors within Guyana over the last three years.

GTT’s Chief Executive Officer (CEO), Justin Nedd said that the telephone company, over the past 28 years, has played its role in bringing the Guyanese population into the digital age. To date, GTT has delivered 140,000 landlines and 300,000 mobile con-

nections.

According to Nedd, the role of GTT is not done and anticipates continued work with CANTO to move the region forward.

Outgoing Chairman of CANTO, Julian Wilkins provided an overview of some of the achievements over the past three years, with one of its main focus on partnerships and inclusivity.

“CANTO is very keen on all stakeholders within the ICT environment, our mission has evolved over the years by promoting inclusiveness, that is, embracing all ICT members. We advocated on key issues of the day more often than we did in the past and we strive to create an environment that encourages investments and innovation.”

General Secretary of CANTO, Teresa Wankin said that it is only appropriate that CANTO begins 2019 by hosting its meeting with one of its founding members, GTT, in a country rich with an abundance of natural resources.

Some of the technological advancements in Guyana was on display by GTT and its partner, Intellect.

CANTO was founded in 1985 and has grown to have over 130 members and its presence in more than 35 countries. Its last AGM was held in Trinidad and Tobago in January 2018.

The four-day event is being held under the theme “Transitioning to a digital region. The opportunities and the challenges”. The next four days will see presentations and workshops regarding the current state, growth and development of ICT.

One of Vale’s lawyers, Sergio Bermudes, told newspaper Folha de S Paulo that the executives should not leave the company and that Calheiros was trying to profit politically from the tragedy.

nti-government demonstrators in Honduras have clashed with riot police during protest marking the first anniversary of the inauguration of President Juan Orlando Hernández.

Thousands of people took the streets in the capital, Tegucigalpa, and across the country, demanding his resignation.

Hernández, a conservative pro-US politician, won re-election in 2017 by a narrow margin.

The Opposition has accused him of electoral fraud.

“There are people who have been gassed and beaten,” said the Opposition Leader and former President, Manuel Zelaya.

“Like wasps, we have

launched a wave of escalating protests that will end in a national strike until this dictatorship falls.”

Hernández, who is widely known by his initials, JOH, has repeatedly denied allegations of irregularities.

He defeated the popular television presenter, Salvador Nasralla, by 1.53 percentage points.

Hernández stood for office after the Supreme Court controversially lifted a constitutional ban on re-election.

The Opposition contested the electoral process and challenged his victory.

But the result was confirmed by the Honduran electoral court almost a month after the vote, following a partial recount.

here is a new and unusual tour now available in the hills near the little town of Adelphi in St James. It’s called Hiking with the Hooligans and it affords guests the opportunity to walk the countryside with between 100 and 200 rescued dogs.

The tour was conceived by the founder of the Montego Bay Animal Haven, Tammy Browne, who collaborated with Irina Bruce, the owner of IrieLab, a company specialising in interactive experiences for tourists visiting Jamaica.

Browne, a veterinary technician, reveals that the tour has been a long-time dream of hers and her inspiration came from Costa Rica where a lady named Lya Battle has rescued hundreds of dogs. Battle created a “no kill” sanctuary that houses more than 600 dogs and while she does not oper-

ate a tour, people come from far and wide to visit the animals.

In Adelphi, Jamaica, the concept from Costa Rica has been taken several steps further into a hiking tour involving the dogs that Browne affectionately refers to as her “hooligans”.

“Hiking with the Hooligans is just the most incredible opportunity not just to see inland Jamaica but to share that experience with a hundred or two hundred happy hooligans who want to just romp and play and show you what a beautiful country we live in,” she explains.

The Montego Bay Animal Haven was founded in 2009 and Browne insists that it is not just about rescuing dogs but about educating the public. The objective is to sow the seeds of compassion and care for these animals.

Caricom leaders meet with UN Secretary General on Venezuela

a r i b b e a n Community(Caricom) leaders meet with the United Nations Secretary General Antonio Guterres, on Monday to discuss the ongoing political situation in Venezuela where the Government of President Nicolás Maduro is under international pressure to step down.

Havana tornado: Cuba’s capital Venezuela’s Guaido calls for new protests as pressure on hit by rare twister

hree people are dead and more than 172 injured after a rare tornado ripped through Cuba’s capital, Havana.

With wind speeds of up to 100 kilometres per hour (60 mph), the first tornado to hit the city in decades uprooted trees and cut power in poor areas late on Sunday.

President Miguel DiazCanel met emergency crews on the streets before dawn on Monday, and tweeted that the damage was “severe”.

Pictures posted on Twitter showed homes destroyed and trucks overturned.

Staff at the Hijas de Galicia maternity hospital had to evacuate.

Photographers for the AFP news agency said parts of a balcony had been torn off one building in the Luyano neighbourhood.

Guaido said Opposition sympathisers should take to the streets on Wednesday to pass out copies of a pamphlet proposing amnesty that would give some legal protection to members of the military in hopes they will turn against Maduro.

“We must remain united as active agents of change in every corner of the country,” Guaido tweeted on Monday.

“We’re doing well, very well, Venezuela!”

On Sunday, Israel and Australia joined countries backing the 35-year-old Guaido, and US President Donald Trump said his government had accepted Venezuelan Opposition figure Carlos Alfredo Vecchio as a diplomatic representative to the United States.

Guaido took advantage of a major street demonstration on January 23 to swear himself in as the country’s rightful leader, accusing Maduro of usurping power following a disputed 2018 re-election that countries around the world described as a fraud.

Indian politician jailed for Facebook post on PM Narendra Modi

n Indian politician who posted a picture of Prime Minister Narendra Modi with a begging bowl on Facebook has been arrested in the latest example of what critics say is a clampdown on free speech.

It follows more than a dozen similar arrests last year in a clampdown on those attacking the Prime Minister’s policies or ideology.

Sathiyaraj Balu, a member of a local pro-Tamil party, was arrested on Saturday after he posted a morphed picture of

Modi with a begging bowl a day before the Prime Minister’s visit to the southern state of Tamil Nadu.

He has been charged with intent to disrupt the peace and to create ill-will between classes, after an official complaint was made by local members of Modi’s Bharatiya Janata Party (BJP).

“We received a complaint against him (Balu) and took action as per the law,” a senior police officer in the district told AFP on Monday on condition of

anonymity.

Balu is being remanded in custody pending a police investigation.

A television reporter is in jail in the north-eastern state of Manipur for alleged posts that also criticised Modi and the state’s Chief Minister Biren Singh.

Shutdown over Trump’s border wall cost the US economy US$11B – CBO

he five-week partial US Government shutdown, triggered by the battle over President Donald Trump’s border wall, cost the US economy US$11 billion, according to the latest analysis by the non-partisan Congressional Budget Office (CBO).

That figure captures lost output from furloughed federal workers, delayed Government spending on goods and services and dampened Private Sector activity resulting from the shutdown.

The CBO expects eight billion dollars of the loss to be recovered as the Government gets back to business as usual and feder-

al employees return to their jobs.

But some three billion in foregone economic activity will not be recovered, the CBO said.

That means the level of projected economic growth for 2019 is expected to be 0.02 per cent smaller than it would have been if the shutdown had not happened.

Some individual businesses and workers may also not fully rebound from the financial hit they suffered as a result of the shutdown. Some 800,000 federal employees were furloughed or required to work without pay during the shutdown.

“Among those who experienced the largest and most

Poland alarmed by sick cow slaughter at meat plant

olish Police are investigating an abattoir suspected of illegally trafficking in sick cattle, which has been filmed covertly.

Poland’s chief veterinary officer says the film, broadcast by Polish TVN 24, reveals “illegal activities, as slaughter was carried out deliberately at night, in order to avoid official supervision”.

The film shows visibly sick cows, and abattoir workers cutting carcasses.

It is not clear where the meat went.

The revelation is potentially serious for the EU, because the 2013 horsemeat scandal exposed the complexity of meat sales in Europe’s single market. The scandal triggered product recalls, as officials struggled to trace suspect meat.

The veterinary officer’s statement says his inspectors and Police were tipped off about “suspected illegal slaughter” at an abattoir near Ostrow Mazowiecka in north-eastern Poland.

On the night of January 14-15, they found eight sick cows at the abattoir and “a decision was made to kill the animals without delay in order to end their suffering”.

The enduring fire that fuels West Indies when England come to play I

t really shouldn’t be a mystery why West Indies raise their game against England. Or why, as a consequence, England’s record in the Caribbean is so modest.

There are many former colonies, territories and dominions that have reason to resent the British.

Resentments upon which the sun never sets. But nowhere - arguably, at least - is the Empire’s history more insidious than the Caribbean. Whether it’s the plantation houses, the fields of sugar cane or the palm trees that once acted as markers, the ghost of slavery lingers at every turn.

Now, this is not an attempt to dredge up such unpleasant memories unnecessarily. But there is a context here. And, like the Holocaust or the fight for universal suffrage, it’s something we should never be allowed to forget as it informs the present. The fact is, around 90% of the population of Barbados, for example, is of African heritage. And that means that many of the people living here today - and the cricket team which represents them - are descended from those forcibly transported and enslaved by the British. And maybe, just maybe, that goes some of the way to explaining the remarkable record between these two sides.

Put simply: England’s record in the Caribbean is poor. They have won only one series here - in 2004 - in the last half-century. While that is explained, in part, by the fact that the West Indies sides of the 1970s, ‘80s and even ‘90s were sensationally good, it makes less sense in recent times. In both 2009 and 2015 England were confronted by far more modest opposition and were either beaten or held to a draw. In 2019 they have, as the No. 3-rated side in the world, been thrashed in the opening Test of the series by the No. 8.

To a large extent, especially for the modern-day sides, the reasons may be entirely cricketing. Cricket has been a huge part of the culture of much of the Caribbean for many years and, as a vastly popular sport, it is entirely natural that many children should want to excel in it. Furthermore, in recent times at least, conditions in the Caribbean have tended to exploit areas in which England have been least strong: the ability to play and deliver fast bowling and spin.

England have been notoriously poor travellers, too.

But could there not be more to it than that? For in several recent series - not least in Antigua and Barbados in 2015 or Leeds in 2017 - West Indies have produced fightbacks that hint at great spirit and resilience. Almost as if they were inspired to find a way to raise their game. So while England have won in India, South Africa, Sri Lanka and Australia in the last decade, it is 15 years since they last defeated West Indies at home.

It was a point touched upon - albeit tangentially - by James Anderson after the completion of the warm-up games.

Reflecting on England’s modest record in the Caribbean, he acknowledged the passion of the opponents he had encountered.

“Whenever we come here, you get the feeling West Indies really want to beat England,” he said. “It’s something that has been ingrained in them. You can see it in the players’ eyes.”

Now Anderson is unlikely to have been alluding to the legacy of the slave trade. Instead, he may have been referring to the history of cricket between these teams and the years in which West Indies’ dominance over England was overwhelming.

But the two points might well overlap. For it was that cricketing dominance that gave many in the Caribbean diaspora a sense of unity and pride in the years after independence (Barbados was granted independence in 1966; Antigua in 1981, long after Viv Richards started playing for West Indies) and as they were making their way in the sometimes hostile new environment into which they had moved. Denied opportunities in other fields, cricket presented a rare opportunity to compete on something approaching a level playing field. And an opportunity to inflict just a little pain back upon the old colonial master.

If that sounds far-fetched, think of it in the context of the Ashes. What remains one of the fiercest rivalries in sport is inspired, in part at least, by a fight for a tiny urn that may or may not contain the ashes of a bail and could well have been originally conceived as a joke. If that can inspire, surely the memories of several centuries of cruelty and oppres-

sion can, too? West Indies have never made a secret of their desire to respond to slights about their capabilities or qualities, whether it is England captains threatening to make them “grovel”, ECB chairmen referring to them as “mediocre”, or English columnists suggesting they are “short of brains” or, most recently, “very ordinary”.

“We wanted to beat every side,” one former West Indies great told ESPNcricinfo. “But we had to beat England.” The Ashes sound pretty tame by comparison, don’t they?

“Ah, but all this was a long time ago,” you may be thinking. And maybe you’re right. You suspect this young West Indies team, growing up in burgeoning, independent nations which are largely at peace with their past, might not feel the burning desire of their predecessors (what might be termed the Fire in Babylon generation) to make such a point against England. The vast numbers of England supporters who visit the Caribbean in the coming weeks - there were 9000 on the first day of the Barbados Test - will relish the magnificent beaches, the wonderful climate, the lively bars and treat their hosts with respect and friendliness. Neither they nor the England team are in any way responsible for the wrongs of the past.

But they should know this history. They should know, when they walk through the gate named in his honour at the Kensington Oval, that Herman Griffith was the man who founded the Empire Club - a club with an extraordinary record of producing cricketers, including three knights in Everton Weekes, Conrad Hunte and Frank Worrell - after it was decided his colour and low socio-economic class prevented him from joining existing clubs.

And these issues persist. It isn’t that many months since the Windrush scandal, in which Caribbean migrants - nearly all of whom were black - were illegally denied benefits, medical care or even deported from the UK. This is the generation that was invited to Britain after World War Two to help deal with severe labour shortages. Who had fought in Britain’s bloody wars, worked in her grim factories, nursed her dying and paid her taxes. All to be told they were no longer welcome.

At the same time, the indirect repercussions of the Brexit vote have stirred up issues many of us thought were long resolved. There is talk of a “hostile environment” to deter immigrants, talk of needing to register to live in the UK (yes, it applies to EU citizens but it arguably perpetuates the sense that the UK has become anti-immigrant or even xenophobic), of black footballers having racist abuse hurled at them.

It’s probably not the place of a privately educated white man to make these points. But imagine how it feels to hear “Rule Britannia” sung at the Proms. “Britons never, never, never will be slaves,” they sing. Well, maybe not. But they took many. And being the perpetrator of a crime is, in its own way, a lot worse than being the victim.

So don’t be surprised by the glint in the eye or the fire in the belly of West Indies’ players. Be surprised - and grateful - by the warmth of the handshake that follows, in victory or defeat, and marvel at the spirit of forgiveness and reconciliation it represents. It really shouldn’t be a mystery why West Indies raise their game against England. (ESPNcricinfo)

ndia’s Ambati Rayudu has been banned from bowling in international cricket because of a suspect action.

Part-time bowler Rayudu was reported after India’s one-day international defeat by Australia on 12 January.

He failed to submit to a test of his action within the stipulated 14 days.

“The suspension will remain in place until he is tested and can demonstrate he is able to bowl with a legal action,” said a statement from the International Cricket Council (ICC).

Primarily a batsman and part of the India ODI team currently playing a five-match series in New Zealand, Rayudu bowled two overs for 13 runs in the match in Sydney.

helsea have told Callum Hudson-Odoi that they are unwilling to sell him, after the teenager handed in a transfer request.

The 18-year-old, who has 18 months left on his contract, has been the subject of a £35m bid from Bayern Munich.

The winger stated his intentions to leave on Saturday, having made just five starts for Chelsea this season.

The club’s desire for him to stay was re-iterated by assistant Gianfranco Zola after Sunday’s FA Cup win.

Hudson-Odoi scored in the 3-0 victory at home to Sheffield Wednesday, but is yet to start at Premier League game for Chelsea.

He handed in a transfer request after concerns about playing time and wants reassurances that he will get more starts.

“We believe in what he can do for this club,” Zola said. “We don’t know many 18-year-olds who are playing as much as him. It shows we believe in him.”

Chelsea’s stance means that Hudson-Odoi’s value is likely to drop when he enters the last year of his contract in the summer.

Davis tells Pelicans he wants a trade N ew Orleans Pelicans star Anthony Davis doesn’t plan to sign a contract extension and has told the team he wants to be traded, ESPN reported Monday morning.

“Anthony wants to be traded to a team that allows him a chance to win consistently and compete for a championship,” said Rich Paul, who is Davis’ agent.

“Anthony wanted to be honest and clear with his intentions and that’s the reason for informing them of this decision now. That’s in the best interests of both Anthony’s and the organization’s future.”

Yahoo Sports reported Davis wants to play in a big market as well, not just on a winning team. The report added that the Philadelphia 76ers are not expected to be interested, but the Los Angeles Lakers and New York Knicks are preparing to make offers.

The NBA trade deadline is Feb. 7, but New Orleans has given no indication it wants to trade him this season.

The Pelicans selected Davis with the No. 1 overall pick of the 2012 NBA Draft.

He has been named firstteam All-NBA three times and has appeared in five AllStar games. He turns 26 in March.

Davis signed a five-year, $127 million contract before the 2016-17 season.

The fifth year is a player option, so Davis could become a free agent in the summer of 2020. He would be eligible to sign a five-year, $240 million supermax extension this summer, but has told the team he will not do so.

fine all-round display by 12-year-old Romeo Deonarain helped his club, Demerara Cricket Club (DCC) to crush Transport Sports Club (TSC) by five wickets in a feature Under -15, 30-over game played under lights last Friday at the home of legends, DCC, Queenstown.

Upon winning the toss, TSC elected to bat, with the intention of posting a large total on the board. R Latif and A Mohabir opened the batting for the visitors and put on a partnership of 26 before Mohabir went for seven.

Deonarain was then introduced into the attack and spun webs around the TSC batsmen with only Latif offering resistance with a fighting 29 while his team was bowled out for 82.

Deonarain finished with 4 for 10 off 5 overs. He was supported by K Caesar and S Walters with 2 wickets apiece.

In reply, DCC openers Deonarain and N Allen looked like they wanted to get things done quickly, but the latter

went for six.

DCC lost two more quick wickets, but national junior table tennis star Jonathan Van Lange joined Deonarain and took their team closer to victory with good batting and sensible running between the wickets before the former went for 21.

In came the aggressive J Campbell who scored a rapid 18. Deonarain retired for a solid 17, with DCC winning by five wickets with 10 overs to spare.

Representatives from both teams thanked the organisers (DCC & GFSCA) for the opportunity as they prepare for the inter-county Under -15 tournament, which is to be contested shortly.

Former Chairman Keval Persaud had earlier resigned from the post owing to personal reasons.

Surujpaul was unanimously elected while former Guyana Under-15 and senior Essequibo all-rounder Oyono Sampson was named Vice Chairman.

Nazeer Mohamed was retained as Secretary; Afridi Mohamed will serve as the Treasurer; Devon Rambaran will perform the duties of the Assistant Secretary-Treasurer while Vickram Ramnarine is the Public Relations Officer.

A release from the WCC indicated that the Disciplinary, Selection and Competition Committees will be named at the first executive meeting, to be held shortly.

Surujpaul expressed gratitude to the WCC members for their confidence and urged his fellow executives to work collectively for the development of the game on the Island. The WCC is made up of seven clubs namely Zeelandia, Maria’s Pleasure, Noitgedacht, G Square Cavaliers, Sans Souci, Sans Souci Jaguars, and Good Success.

helsea striker Alvaro Morata has joined Spanish club Atletico Madrid on loan until the end of the 2019-20 season.

The 26-year-old joined Chelsea from Real Madrid in July 2017 for a then club-record fee of £60m on a five-year contract.

He has made 47 Premier League appearances for the Blues, scoring 16 times.

Morata played for Atletico as a youngster before joining Real Madrid.

He had a medical in Spain on Sunday.

The move comes after Chelsea signed Argentina striker Gonzalo Higuain on loan last week.

His last appearance for Chelsea was against Nottingham Forest in the FA Cup on 5 January where he scored both goals in their 2-0 victory.

our-time defending champions and current table leaders, Guyana Jaguars will welcome their senior players back to the squad for the sixthround clash against Trinidad and Tobago Red Force.

The Jaguars will clash with their regional arch-rivals from Thursday, January 31, at the Queens Park Oval from 10:00h, Eastern Caribbean time.

Vishaul Singh, Raymon Reifer and Chanderpaul Hemraj, who missed the fifth-round clash against the Leeward Islands Hurricanes due to Cricket West Indies President’s XI duties, are set to return. Reifer, Singh and Hemraj are all players who have West Indies’ experience: Reifer played one Test match, Singh played three, and Hemraj played six One-Day Internationals (ODIs).

Hemraj, who is the firs- choice opener, is expected to replace fellow left-handed opening batsman, Trevon Griffith. Hemraj has played one match in the 2018-2019 season against Barbados, when he scored

Owing to heavy overnight and early-morning showers across the Ancient County, all of the other Berbice Cricket Board (BCB) - organised matches were washed out, but the hard work of the Number 72 ground staff allowed play to start at 13:30h.

GT Panthers celebrate their win on Sunday evening

he Georgetown Football club (GFC) scripted a perfect end to the inaugural Stag Revival Cup tournament after they defeated Police FC on their home turf surrounded by droves of boisterous supporters last night.

After months of play and delay in the Georgetown Football Association (GFA) organized tournament, the curtains were set to be closed on Sunday night with a feisty battle between Police and Georgetown Football Club (GFC) on the GFC home ground, Bourda.

When the two sides took to the field, fans knew that they were in for a monumental clash as the teams made their intentions to pocket the half million grand prize clear from the sound of the first whistle.

The start was slow with both sides looking to penetrate the other’s goal early on but GFC was the first team to record a goal, coming off the boots of LaVaugh Enniss in the 34th minute. The home team managed to hold off their opponents for the remainder of the half and much of the second before they were able to extend their lead in the 79th, courtesy of Rondell Peters.

Police had a last minute bout of fighting, as Stephan Ramsey eventually found the back of the goal in the 87th. But it was a little too late for the law officers, as GFC lifted the championship trophy and walked away with $500,000 cash.

The third place playoff also ended with a similar scorecard as GT Panthers out played Elite League winners Fruta Conquerors. Carlos Duncan was the first to get the scorecard ticking for GT Panthers in the 20th minute. Just before the half expired, Dellon Williams slipped one past the GT Panthers’ goalkeeper to make for an interesting second half.

Desmond Cotton was the man responsible for extending GT Panthers’ lead after he found the back of the net in the 68th, sealing a win for his team.

The winner of the final of the Stag Beer Revival Cup is expected to walk away with a $500,000 first prize. The second place winner Police, pocketed $250,000, whilst third place GT Panthers copped $150,000.

The Revival Cup was launched last year by the GFA with support from the Guyana Football Federation (GFF) to cater for football clubs within the Georgetown area, resuscitating the competitive spirit between the Georgetown clubs after a long time.
