Guyana working on central authority to handle overseas adoptions T

he Guyana Government is currently in the process of setting up a central authority that will be responsible for ensuring a seamless process during inter-country adoption of children.

Guyana signed onto the Hague Convention on Protection of Children and Co-operation in Respect of Inter-Country Adoption in February 2019. However, the country had to update its local adoption laws in order to give effect to the tenets of the Convention.

The Hague Convention provides safeguards for children and families involved in adoptions between participating countries and also works to prevent the abduction, sale, or trafficking of children.

In August 2021, the passage of the Adoption of Children (Amendment) Bill 2021 brought Guyana’s laws into conformity with international best practices under the Convention.

The amendments allow for, among other things, greater protection for children from potential abuse and exploitation during inter-country adoptions, which are to be handled by a central authority.

During the recent episode of the Attorney General and Legal Affairs Ministry’s Simplifying the Law programme, it was disclosed that efforts were underway to have this body established in Guyana.

“The Amendment makes provisions for the Minister of Human Services and Social Security... to establish a central authority to discharge these functions under the Convention. So, this will be the Guyana Central Authority for Hague matters and they will be responsible for carrying out these functions [in compli-

ance with the Convention provisions].

“The Government is currently in the process of setting up the Authority. So, once the order is passed establishing the Authority, we will also have regulations which will be passed that will govern the operation of the Authority as well as the inter-country adoption process,” Ariel HaynesBovell explained.

Haynes-Bovell is a Parliamentary Counsel attached to the Office of the Chief Parliamentary Counsel at the Legal Affairs Ministry.

It was noted that the central authority will be headed by the Human Services and Social Security Minister, who will appoint five other members – an Attorney-atlaw with five years' experience, two representatives from the Childcare and Protection Agency (CPA), one public officer from the Home Affairs Ministry and one public officer from the Foreign Affairs Ministry.

According to HaynesBovell, the inclusion of the two public officers is particularly important since the Home Affairs Ministry deals with immigration matters

and the Foreign Affairs Ministry with other countries – both critical components to the inter-country adoption process.

Meanwhile, State Counsel at the Attorney General’s Chamber, Ocelisa Marks, highlighted some of the important functions of the Central Authority.

These include cooperating with authorities in other countries on the implementation and administration of the provisions of the Hague Convention; provide information to each other on accredited adoption agencies; advising on legislation in relation to the Convention; updating each other on the adoption process and taking steps locally to make the inter-country adoption process simpler.

Under the amended adoption laws, there is provision for the issuance of an adoption certificate, which is considered conclusive evidence that the adoption took place in accordance with the Convention and is recognised as a legally-binding document. According to Marks, this certificate can be refused during the contracting stage of an inter-country process if it is found to be contrary to public policy having regard

to the best interest of the child.

The amendments also contain provisions for persons who breach the law and are found liable on summary conviction to be fined $500,000 and face six months’ imprisonment.

At the time when the Adoption of Children (Amendment) Act 2021 was passed, it was reported in the National Assembly that some 247 children from Guyana were adopted by both non-Guyanese and overseas-based Guyanese between 2013 and 2020. Of these, 55 children were adopted by non-Guyanese, while 192 children were adopted by overseas-based Guyanese.

Moreover, in 2014 and 2018, the Human Services and Social Security Ministry recorded the highest rate of international adoption – that is, 22 per cent – by non-Guyanese.

And, in 2013 and 2018, it recorded the second highest rates of adoption by overseas-based Guyanese.

Since the signing onto the Hague Convention, all international adoptions have been placed on hold as Guyana puts the necessary infrastructure in place. (G8)

he Caribbean Community (Caricom) has made it clear that the decision of the Venezuelan National Assembly to conduct a popular referendum on defending Venezuela’s claim to the Essequibo has no validity in international law.

On Wednesday, Caricom issued a statement that further noted that two of the questions approved to be posed in the referendum, if answered in the affirmative when the referendum is held on December 3, 2023, would authorise Venezuela to embark on the annexation of territory which constitutes part of the Cooperative Republic of Guyana, and to create a state within Venezuela known as Guyana Essequibo.

“Caricom reaffirms that international law strictly prohibits the Government of one State from unilaterally seizing, annexing or incorporating the territory of another State,” Caricom explained.

“An affirmative vote as aforesaid opens the door to the possible violation of this fundamental tenet of international law. It is to be emphasised that the land and water in question — the Essequibo Region of Guyana — comprises more than two-thirds of the whole of Guyana itself.”

According to Caricom, the language of the two questions approved in the referendum contains Venezuela’s vows to affirm and implement its expansionist posture “by all means”.

According to Caricom, reasonable persons can conclude that “by all means” speaks to the use of force or war.

“Caricom earnestly hopes that Venezuela is not raising the prospect of using force or military means to get its own way in this controversy over territory. After all, it has been the long-standing position of Latin American and Caribbean countries, including Venezuela, that our region must remain a zone of peace.

“Meanwhile, Caricom insists that the referendum proposed

by Venezuela has no validity, bearing, or standing in international law in relation to this controversy; the referendum is a purely-domestic construct, but its summary effect is likely to undermine peace, tranquillity, security, and more, in our region,” Caricom also said.

Moreover, Caricom also reaffirmed its support for the judicial process and expressed hope that Venezuela would engage fully in that process before the International Court of Justice (ICJ), which has determined that it has the jurisdiction in the case brought before it to determine the validity of the 1899 Arbitral Award.

In Venezuela, the National Electoral Council had issued five questions to be asked in the national referendum scheduled for December 3, 2023, including a question that seeks the approval of the Venezuelan people to create a new Venezuelan state out of Guyana’s Essequibo region – which the Guyana Government has already lambasted as “brazen” and “pernicious”.

“of not recognising the jurisdiction of the International Court of Justice to resolve the territorial controversy…,” a statement from the Guyana Government had said.

“Question five seeks the approval of the Venezuelan people for the creation of a new Venezuelan State consisting of Guyana’s Essequibo Region, to include “the granting of citizenship and Venezuelan identity card in accordance with the Geneva Agreement and international law.” This is a deliberate misinterpretation of the Geneva Agreement and a clear violation of international law.”

Back in 2018, United Nations Secretary General António Guterres had decided that the Guyana-Venezuela border controversy should be settled by the ICJ, after exercising the powers vested in him to de-

cide how the controversy should be settled by the 1966 Geneva Agreement between Guyana, Venezuela, and the United Kingdom.

He resorted to judicial settlement after the good offices process between Guyana and Venezuela failed. Within the framework of the 1966 Geneva Agreement between the two countries, the Secretary General conducted good offices from 1990 to 2017 to find a solution to the border controversy.

Among other things, Guyana is asking the ICJ to adjudge and declare that the 1899 Award is valid and binding upon Guyana and Venezuela, that Venezuela is internationally responsible for violations of Guyana’s sovereignty and sovereign rights, and for all injuries suffered by Guyana as a consequence.

Meanwhile, the Secretary General of the Organisation of American States (OAS), Luis Almagro on Wednesday evening said on Twitter, "We condemn an act that constitutes a breach of peace and an attempt to encroach on a country's sovereign borders. This is an irrefutable violation of Guyana's territorial rights and we support @ CARICOMorg's statement."

Diasporic networks

he interest in our diaspora to assisting with our development drive is mirroring a path that has been well trod for decades by so many other countries. There is much we can learn, and by which we can save time and money. The following is excerpted from “Routed” magazine, and is taken from the Greek experience.

“In the current era, the scrutinizing of the interrelationship between homeland and diaspora needs to include three important aspects. The first is that diasporas can only be seen through a transnational prism, affected by a multitude of goals, actors and agendas, with a capacity to affect economic and political developments in the homeland. The second is that the rapidly expanding technological innovations and the wide use of a variety of platforms, especially in the pandemic era, have upended the patterns of human communication and societal synergies. The third is that the networks between diasporas, as well as the networks between homeland and diaspora, follow different interactive patterns in comparison to previous eras, and this can be associated, to a great extent, with the digitization of human interaction.

According to academic literature, diasporas have the capacity to influence the homeland negatively through, for example, conflictual claims and radicalization of certain groups, or positively through partaking in fundraising activities, humanitarian causes, and business investments. Certainly, information technology has reshaped the ways that these interactions take place. The flexible character of the internet contributes to the formation, configuration and dissemination of agendas, goals, ideas, and networks. Through the employment of information technology, diasporas have the capacity to influence policy changes easily and quickly, to show their solidarity through lobbying, and to strengthen social bonds, professional networks and relationships.

These new and altered modes of homeland-diaspora communication set a different framework for scrutiny for migration and diaspora researchers. Using the Greek Diaspora Project at South East European Studies at the University of Oxford (SEESOX) as a case study, there is a firm realization that there is a necessity to develop technological tools responding to the demands of the current era, such as the Greek Diaspora Digital Map. The goal of this tool is to promote the interaction between the country of origin and its diaspora, and also among the diaspora itself. The map constitutes a user-friendly tool through which people can access the rich information on different diasporic organisations, and filter them according to the country they are located in, their activity profile, and also their connection to a specific geographical origin in their origin country. The essential benefit of technology in facilitating and analysing diasporic networks is it can contain not only organisations that traditionally exist physically, but also newly created organisations with only a digital presence – a growing trend. There can be multiple benefits from the usage of the digital map that can be placed in the wider framework of much-needed diasporic engagement with the homeland, particularly due to the economic crisis.

Diasporans of older generations participate in diaspora communities, for example cultural or professional associations, in those connected with church, mandirs and masjids, or in associations based on regional origins. These have been the traditional ways of staying in touch with their national and cultural identities and traditions. Newer generations also choose to connect through online communities. Technology can be an indispensable medium for interaction between globally scattered communities. It can bring diasporans with a specific cause together (i.e. funding schools abroad) in an online forum, or help them mobilise for economic, philanthropic, or political purposes in the homeland. Especially during the pandemic, there have been numerous examples that demonstrate diasporic engagement facilitated through information technology. Technology has been progressively nurturing diasporic networks. Especially during this unparalleled pandemic crisis, it has assisted recent emigrants and diasporans to remain in touch with their loved ones, to retain social bonds to their homeland, and psychological links to their identity. In fact, the impact of technology since the outbreak of the COVID-19 pandemic has further eradicated boundaries and helped in the creation of new diaspora groups, which offered support, connectivity and valuable information to communities in need.”

Time for seniors to embrace technology

he Jamaica Constabulary Force (JCF) recently published its serious crime report for the period January to September 2023. This report documents 569 reported cases of robbery across the island.

Earlier in 2023, the JCF implored people to exercise great caution when withdrawing large sums of money from financial institutions. With so many people being held up and robbed after leaving these institutions, why are people still withdrawing large sums of cash? Technology has removed the need to do this!

Whilst several Jamaicans have embraced online banking, our older citizens remain wedded to the traditional way of doing things, despite the obvious threats to safety. Let us work on overcoming this fixation.

October is celebrated as Cyber Security and Awareness Month.

During this period, the Cybercrimes Unit at the Office of the Director of Public Prosecutions is taking the opportunity to explore various topical cyber-related matters.

I have heard it said that cash is king. More egregious is the thought that technology is only for the Genz or millennials. The time has come to lay these thoughts to rest.

If anything is king, it is technology. Online banking platforms remove the need to physically attend financial institutions to withdraw monies; wire transfers remove the need to

physically attend remittance agencies; and debit and credit cards and other electronic payment methods can settle most transactions, including the payment of bills. Therefore, there is no need to walk with large sums of cash and to sit for hours waiting to be seen by a teller.

Further, the use of technology may serve to enhance the physical safety of all citizens when transacting business.

Today, an appeal is being made to everyone, but particularly our older citizens: use the technology that is available. Like children and people with disabilities, older people are also considered to be a vulnerable group within any society. Online banking and e-commerce may address some vulnerabilities which may be unique to this important group within our society.

The Pan American Health Organization announced that people over 65 years of age accounted for 7.8 per cent of the total population in Jamaica.

This 7.8 per cent should not see themselves as outsiders in the context of the technological space. They, too,

can learn and benefit from the technology and should not distance themselves from the conversation.

Today, government pensions are paid by direct deposit to financial institutions. The effect of this is that our pensioners are obliged to interface with financial institutions to access their pensions. Is it even necessary to have our senior citizens spending lengthy hours in financial institutions and physically transporting large sums of cash? Several people may argue that nothing beats the good old feeling of cash, the touch of the cotton and linen fibres through the finger tips. Yes, but you will all agree that thieves are fond of that feeling too!

The time has come for our seniors to fully embrace the technology. It is not here just for "young people".

Embracing the technology translates to greater independence of our senior citizens. Our seniors will recall that during the heights of the COVID-19 pandemic they were forced to seek the assistance of family members and friends to navigate the online banking space. With

the pandemic behind us, should our seniors revert to old habits? Their ability to independently navigate the online banking and e-commerce space, outside of their trusted community, is critical.

This brings into question the role of financial institutions acting as an independent agents in this regard. I canvassed the views of two senior deputy directors of public prosecutions, Claudette Thompson and Jeremy Taylor regarding senior citizens and the use of technology in conducting transactions.

Taylor highlighted their vulnerability to fraud being perpetrated by strangers as well as close family members and associates, even the practical nurse or the household helper. He further highlighted that they may be a soft target for criminals who lurk around financial institutions. Thompson highlighted that financial institutions have a role to play in assisting the elderly to learn, trust, and embrace the technological platforms and encouraged patience in serving to educate their elderly clients on the use of these platforms.

Our senior citizens are digital citizens. We encourage them to embrace the technology whilst encouraging others to teach and guide them in this space.

Change doesn’t come Good to know Govt and Opposition without resistance Dear Editor, The Ministry of Education (MoE) takes note of a letter written by the former Vice Principal (acting) of the Cyril Potter College of Education (CPCE), Mr. Errol London, who served as said acting Vice Principal from February 2022 to when he demitted office in July of 2023. Prior to that he was a lecturer.

Mr. London’s ire appears to be based on a social media post as a response from the PR Department under another post (not as a standalone) which said that the everyday operations of the College are managed independently by the Principal of the College, but that the Ministry would investigate the complaints.

It should be noted that the Principal of the College happens to be the letter writer’s sister. Just for clarity, all institutions are managed independently by the institution, with broad guidelines and policies from the Central Ministry through its Education Systems Committee, of which the principal is a member. It is well understood that the principal functions as the day-to-day manager of CPCE. Specifically, the Principal provides supervision and direction for the efficient functioning of CPCE, and is responsible for the administration of the College’s campus and off-campus centres.

It is the same with other learning institutions. For example, the Government Technical Institute (GTI) is managed independently by the principal, other administrative managers, and their Board, if there is one.

If lecturers don’t teach, or fail to mark scripts or

give results, it is the principal and her team who must act to change that for the better. If a teacher in a high school fails to finish the syllabus, or fill in the report card at the end of the term, it is the head teacher and his/her senior management who are responsible for changing that circumstance.

If the school fails, it is the duty of the Ministry to send in help.

Interestingly, that PR post was made under one of the numerous posts made by a social media commentator/ activist going under the name and style of “Melly Mel”, where the said activist posted several complaints from persons who indicated that they were CPCE students and said (a)they were unable to access their grades since their first to fourth semesters in 2021–2022 (b) they were told by the College that their grades were missing and they would have to redo the courses, but (c) they were not offered supplementals in a timely manner to so redo (d) they were unable to access courses they needed to graduate (e) they were unaware of their status as far as it related to their graduation (f) that although they were placed into schools, they were not being paid, et cetera.

In his letter to you, Editor, Mr. London was least concerned about any of those complaints by the CPCE students, whose cohort is made up of mostly our young people wanting to serve this nation by teaching. His only concern is that a post under another post said that the College is run by the principal - a matter that is actually a fact. That may be telling.

The College wrote to

the Minister on Thursday 19th October, the day the complaints became known to us, to say that all was well and there were no issues at the College; that they were all dealt with and addressed. That letter was signed “senior administration,” perhaps this is clearly indicating that no person was willing to own the responsibility to serve the students.

Nevertheless, as is her modus, and to be sure and to resolve the trainees’ issues and/or to make sure the resolution was communicated to the students, the Minister of Education met with the trainees at the Turkeyen campus on Friday last. There, the Minister learnt that none of the trainees knew of the alleged solutions claimed by the “senior administration” and/or none had been communicated to them if indeed they were made.

The MoE is pleased to report that all the issues raised by the trainees were resolved satisfactorily, and they were resolved not only for the trainees who attended the meeting, but for those across the country. The Heads of Centres were there at the meeting, and undertook to communicate the decisions to all the trainees.

Mr. London held the second highest administrative position at CPCE, and as such he is answerable for many of the is-

sues which currently exist. From 2020, when the new Government assumed office, where they found the College’s doors tightly shut without any plan to reopen, to when he retired, Mr. London attended every meeting to discuss the future of the College and the implementation of the curriculum with Central Ministry, heard the suggestions and recommendations, participated in making the decisions; and then failed, refused and/or neglected to put systems in place to effectively carry out those decisions, so that students were not harmed.

It may be useful if the former Vice Principal (Administration) could say what part he played in firstly preventing the issues complained about by the students from coming about, and secondly in ensuring that these issues were addressed.

Editor, we are aware change doesn’t come without resistance. Sometimes that resistance is genuine abhorrence for change, and sometimes it is resistance to cause trouble or to stymie progress. Time usually reveals the purpose. We wish Mr. London the very best in his retirement.

Dear Editor, It is a show of solidarity and goodwill when the Government and Opposition can be on the same page.

They came together on one platform, speaking with one voice against Venezuela's aggressive moves against Guyana. This is what "One Guyana" means: one in purpose, one in a common goal of peace and goodwill, within as well as without our borders.

Venezuela's ill-advised attempt to claim 2/3 of Guyana is not a new phenomenon, but has been a greedy, diabolical plan of theirs ever since. Their claim has become even more pronounced now that The Almighty has blessed us with abundant mineral wealth there. We have been blessed, and for this cause, we have also become the envy of our neighbour. Sovereignty of the Essequibo is ours, and so shall it be; we hold dear to that God-given land of ours.

But while we have that strong sense of patriotism sweeping over us, we must

not become fanatical or overzealous, but must remember where our strength comes from. Our strength is in The Law, and for that reason, we have taken our matter to The ICJ for a finality to this question.

Let us not think like one of the usual suspects, who on his Facebook post posted that Guyana is wasting hard cash on infrastructural spending. Rather, Government should be spending money on military outfit. This asinine comment does not merit a response from an educated Guyanese public, but suffice it to say we are going through it in an amicable way.

God has granted us the wisdom to settle the Suriname controversy in a friendly and peaceable manner, and this current impasse with Venezuela would be resolved to our benefit.

Long live “One Guyana”, united and free.

Can biodegradable hydrogels help conserve water in farming? Part 1

W

ater is crucial to farming: too little water and seeds do not germinate, plants wilt and turn brown, and the harvest is small or even non-existent. Too much water, on the other hand, can wash away important plant nutrients and cause roots to rot, damaging the plants and leaving them more susceptible to disease. That is why scientists and engineers involved in agriculture are always looking for better ways to make sure crops get just the right amount of water at the right times. One interesting solution being investigated is hydrogels.

Hydrogels are a type of material that easily absorbs and holds on to water. On a molecular scale

( too small to see even with a light microscope) hydrogels are a network of polymers. The polymers are long chains of large, repeating molecules. The polymers intersect and attach chemically to each other; these regions are called crosslinks.

Together, the crosslinked polymers form a sort of cage that traps the water molecules. This ability to hold on to water makes hydrogels useful for many products like baby diapers, hydrating face masks, and soft contact lenses.

In agriculture, hydrogels can be added to soil to help the soil retain more moisture. When it rains or the crops are irrigated (watered), the hydrogel pieces in the soil absorb

the water, reducing water runoff and evaporation. Over time, the hydrogel slowly releases water to the plants, thus reducing the amount and frequency of irrigation.

These actions by the hydrogel help conserve water, which is a goal in farming, as agriculture is one of the biggest uses of water worldwide.

Agricultural water conservation is particularly important in areas that are arid (naturally dry) or experiencing drought.

Many of the commercially available hydrogels are made of polyacrylamide or polyacrinolintrile.

Neither is fully biodegradable, and they contain trace (extremely small) amounts of acrylamide, which

is a neurotoxin and carcinogen (cancer-causing chemical at high enough doses). While it is unclear if the acrylamide or any other unwanted chemicals accumulate in the soil from these polyacrylamide and polyacrinolintrile hydrogels, researchers are working on developing environmentally friendly hydrogels made of ingredients which break down harmlessly in the soil.

In this science project, you will make three different biodegradable hydrogels and evaluate how well they work. The first hydrogel will be made from agar, a powder which comes from seaweed. The second hydrogel will be made from hydroxyethyl cellulose (HEC), a

powder made from cellulose, the main component found in plant cell walls. The third hydrogel will be made of a combination of agar and HEC. All three hydrogels will contain citric acid, the acid that makes citrus fruits like lemons and limes sour, as a slightly acidic environment helps create a network in the hydrogel that holds on to water better. As a scientist, your job will be to evaluate each of the hydrogels' consistency, water absorption, resistance to evaporation, and soil hydration. Private Sector lauds political maturity following Govt-Opposition meeting …says united front critical for maintaining Guyana’s sovereignty

T

he Georgetown Chamber of Commerce and Industry (GCCI) and the Guyana Manufacturing and Services Association (GMSA) have both lauded the Government and Opposition’s united front on the border controversy between Guyana and Venezuela.

On Tuesday, the Government and parliamentary Opposition met to discuss the GuyanaVenezuela border controversy at the Office of the President. Following the meeting between the two sides, a joint statement had been issued which rejected Venezuela’s sabre rattling. In a statement of its own on Wednesday, the GCCI lauded the political maturity of the two main political groups.

According to the GCCI, this unified front is critical for maintaining Guyana’s sovereignty. According to the Chamber, these talks are a demonstration of the political maturity and leadership required.

“The GCCI believes that this unified front is a critical underpinning for ensuring the maintenance of the territorial integrity of Guyana. These talks demonstrate a degree of political maturity and leadership that is required to navigate these circumstances.

“The maintenance of our Guyana must be of paramount importance. The GCCI will continue to support efforts being made in this arena and believes that the right course is being charted by our leaders,” the Chamber further said.

Also issuing a statement was the GMSA, in which it recognised the commitment of the two political sides to resist Venezuela. Further, it was appreciative of the international community’s support of Guyana against Venezuela and the message of non-tolerance for aggression it sent.

“The GMSA recognises that the unity of these two political parties is beneficial for the country and its citizens. Their joint statement reaffirms their commitment to safeguarding Guyana's interests and ensuring a peaceful and prosperous future for all Guyanese citizens. President Ali and Opposition Leader Norton have demonstrated their

commitment to fighting Venezuela's relentless attempts to undermine Guyana 's development.

“The Association also appreciates the international community's support in condemning Venezuela's actions and standing in solidarity with Guyana. This support further strengthens the country's position and sends a clear message that any aggression towards Guyana will not be tolerated,” it further explained.

Following the meeting between the Dr Irfaan Aliled People’s Progressive Party/Civic (PPP/C) Government and the A Partnership for National Unity/Alliance For Change (APNU/AFC) Opposition, a joint statement on the discussions was issued. The two sides agreed on the importance of a vigorous and comprehensive public relations programme.

Following the meeting, the parliamentary Opposition in an interview with the media described the meeting as a success.

Norton informed the media that Guyana was on the right track by taking its case to the International Court of Justice (ICJ) and thus, must stay on that track. He attributed Venezuela’s posturing to the country trying to sway Guyana away from a final judgment from the ICJ.

The National Electoral Council of Venezuela had issued five questions to be asked in the national referendum scheduled for December 3, 2023. All of the questions are intended to further Venezuela’s unlawful and unfounded claim to more than twothirds of Guyana’s national territory.

However, the last question is particularly pernicious, according to the Guyana Government, as it brazenly seeks the approval of the Venezuelan people for the creation of a new Venezuelan state consisting of Guyana’s Essequibo region. (G3)

Annandale man on trial for fisherman’s murder …co-accused pleads guilty

he prosecution called multiple witnesses - including a doctor, Police officers and a civilian - to testify during Roy Jaglall's ongoing murder trial on Monday.

Jaglall, of Annandale, East Coast Demerara, has been jointly indicted with Vivekanand Ram, a carpenter of Lusignan, ECD, for the 2020 murder of Mukesh Mangra, a 23-year-old fisherman of Coldingen, ECD, whose body was found on the Coldingen public road with stab wounds and lacerations.

At his arraignment before Justice Simone MorrisRamlall at the Demerara High Court earlier this month, co-accused Vivekanand Ram had chosen to enter a guilty plea. This confessed killer would be sentenced at some time next month.

When Jaglall’s trial continued before Justice

Morris-Ramlall and a jury on Monday, Police Detective Corporal Chaitram Seeram testified that he was the lead investigator into the murder. He told the court that the killing happened between Tasha's Bar and the Chico Ramas Service Station. He basically testified that, as part of the murder inquiry, he had given the crime scene

ranks instructions to, inter alia, gather video recordings from surrounding businesses.

During cross-examination by defence attorney Dominick Bess, Corporal Seeram admitted that the videotapes were unclear, and as such were not an essential component of the evidence.

Additionally, he mentioned that although the tapes had been brought to the Magistrate’s Court for the Preliminary Inquiry (PI), they had not been entered into evidence.

Corporal Seeram was unable to explain why the items had not been tendered.

Corporal Seeram added that although he had videotaped an altercation between Tagepaul Sukdeo, who at the time was a suspect in the killing, and the accused, it had never been shown in court.

He went on to say that

although six video recordings had been gathered for the investigation, none was brought to the court.

Seven other witnesses were summoned by State Prosecutors Rbina Christmas, Caressa Henry and Delon Fraser. Among them was Government Pathologist Dr. Nehaul Singh, who provided details of the autopsy he performed on Mangra's body.

Dr. Singh disclosed in his evidence that the fisherman's cause of death was lung and liver perforation. According to the doctor, the dead man had three incised wounds, two of which were in the belly. In his opinion, those wounds were most likely caused by a sharp item with a length of 10cm.

Sukdeo, who was called as a state witness, related that Jaglall had informed other men he was hanging out with at Tasha's Bar that a man he would later identify as Mangra had stolen his knife and cutlass, and Jaglall had said he "wanted to juke he up."

Sukhdeo recounted that after hearing what Jaglall had to say, the men got into a car and drove over to face Mangra. Mangra had tried to flee when Jaglall and the other men confronted him, but the accused caught him and stabbed him in the belly with a knife, Sukdeo added.

The lifeless body of the fisherman Mangra, called “Paul”, with multiple stab wounds, was discovered along the Coldingen roadway on Saturday, January 18, 2020.

According to reports received, on the night of January 18, 2020, between 19:45h and 20:30h, a painter was heading home on his bicycle when he made the gruesome discovery of Mangra’s lifeless body lying on the western side of the said road with two stab wounds to his abdomen – one to the left side and the other to the right side.

The painter immediately contacted the nearest Police station, and ranks reportedly responded to the scene.

According to the Police, the area was searched, and a blue-handled knife was found almost 50 feet away from the body.

Mangra’s mother had reportedly told the Police that her late son had left their home on January 11, 2020 to work at sea. She explained that he was slated to return home about a week later, but did not show up. She said she believed he might have been killed during a robbery, since he would collect money from his boss when he was off the sea.

United… …against the Venezies

A

t long last, Opposition Leader Norton and President Ali were sharing the same space, and Norton wasn’t glowering!! Your Eyewitness is still waiting, however, for a pic of him shaking the President’s hand! He’d vowed he wouldn’t shake hands with his oppressors and insisted that Pres Ali and his Government are oppressing Opposition supporters – read AfricanGuyanese in general, and him in particular. And he has a point: in full view of the world, Pres Ali and his Ministers are invading African-Guyanese communities, bearing all kinds of clearly oppressive handouts! And as for Norton, what’d you say when Pressie’s always stretching out his hand in a clear challenge to arm wrestle?!! Norton used to be a bruiser, but he’s past his prime now, and it ain’t fair!!

But it’s good our leaders are showing Maduro and the Venezies we’re united against his bullyism - not one spring cuirass and all that; but your Eyewitness hopes the meeting at OP signals the Opposition playing a more constructive role. And talking about “Opposition”, surprisingly, AFC’s head honcho Ramjattan was also at the meeting. He knows Norton’s gotta have somebody carrying his briefcase. And with all the other members of his delegation fighting for his job – if he ever dares call Congress!! - he couldn’t very well ask THEM!! So Mr Dead Meat had to be summoned to do the honours!

In any case, since we’re sending a signal to Mad Maduro, it was best that even the fringe elements were brought in. So why weren’t the Worst Possible Alternative lot – as Burnham dubbed them – there? They’re as fringe as you can get, and would’ve filled in the interstices of the delegation – and maybe even issued another Declaration of Buxton to make Mad Maduro shake in his boots!!

The long-drawn-out rearguard action by the Opposition against the Government has clearly helped persuade Mad Maduro that it’s an opportune time for him to make another attempt to intimidate us.

So here we are, united against Venezies. But the statement coming out of the meeting will NOT convince Mad Maduro to reverse gear. He’ll figure that the knives drawn in the outfighting (between parties) and infighting (within parties – especially the PNC and Opposition) haven’t really been sheathed. What needs to be done is for the PNC to quit letting that extremist, racially provocative tail wag their multiracial dog - and for Guyana to return to regular, competitive elections and governments of “in and out” regularity.

And that’s where we’ll have the edge over Mad Maduro – who’s scared sh*tless to hold free and fair elections. Being democratic gives us a tremendous advantage in persuading the diplomatic community to keep on supporting us when we get the World Court judgement!! …in possible warfare One of the reasons the Opposition won the 2015 elections – apart from PPP incumbency fatigue – was they’d convinced some folks they would’ve done better in protecting our nation against threats like Mad Maduro.

And Granger - with his phalanx of military types in his administration - certainly played that up!! So, when he bought those five high-tech, long-endurance drones to the tune of $180M back in 2019, your Eyewitness thought they were preparing us to be a high-tech small nation like Israel - that could’ve taken on the big bad bully next door!!

Well, now that Mad Maduro’s making good on his threats, where the heck are those drones Khemraj fronted? They assured us that the start-up manufacturer - Skyfront Drones — was totally cutting edge, and that’s why they paid five times more than the cost of drones with similar specifications. But hold it!! Those drones are our SECRET weapon, aren’t they?? So maybe they’re conducting recce on those Venezie troops massing on our border??

And we good?? …at United Nations?

“I am out of the country” – former Govt part-time worker to authorities …as months after quitting job, salary still being processed, collected by unknown persons

onths ago, a former Government parttime worker left her job in Guyana and went for an extended stay in another territory. However, in Guyana, her salary is still being processed and collected in her name. An investigation has been launched into the situation.

Oemwattie Khandai, called ‘Debbie’, was employed as a Government part-time worker, and carried out duties at the Number 56 Primary School from February 2022 until she departed Guyana in June 2023.

Khandai officially quit her job before she departed, but her name is still on the payroll, and someone has been collecting her salary for the past few months since she migrated.

“I had worked up to the month of May, and received my May month salary in the first week of June. However,

I left the country on June 10, and haven’t returned since then,” the woman said as she expressed how perturbed she is about the issue.

Khandai also showed this publication a copy of her passport, which sub-

stantiates her claim that she left the country in June and has not returned. The woman has expressed concern that her name and identification card details are being used by someone else to uplift money purportedly on her behalf.

“I overheard some saying why hasn’t my name been removed, since I am no longer working there; and why is my name still coming on the payroll on to this date. I want the Region [Regional Administration] to be aware that I am out of the country, and I do not hold any responsibility for any money received under my name,” the woman said.

This publication understands that salaries have been paid in the name of Oemwattie Khandai up to the month of September 2023. The money is sent from the Regional Administration to the 52-63 Neighbourhood Democratic Council (NDC).

An investigation has report-

“I want the Region [Regional Administration] to be aware that I am out of the country and I do not hold any responsibility for any money received under my name” – Oemwattie Khandai edly since been launched into the matter.

Meanwhile, some parttime workers who fall in that jurisdiction told this publication that on many occasions their names have been taken off the time sheet, indicating that they did not work when in fact they did work. They contend that they are not paid for those days.

Some believe that their full salaries are sent from the Regional Administration, but they receive only a part.

Those workers say they are fearful of victimization if they go public, and are

scared that it might result in them losing their jobs.

Guyana Times has been informed that Government 10-day part-time workers attached to the Crabwood Creek-Moleson Creek NDC are also experiencing issues similar to those which some in the 52-63 NDC claim they are experiencing. One worker told this publication that a racket is being run there with the 10-day employment.

Only recently, two men came forward stating that they never worked with the Port Mourant NDC, but salaries were being processed

in their names. The overseer who was attached to the NDC has since resigned after the issue was reported in the media and the Finance Ministry launched an investigation.

According to a letter from the Local Government Commission to NDC Chairman Vimen Armogan, dated September 26, 2023, the overseer “voluntarily terminated” his services. As such, the Commission has advised the NDC to advertise the vacancy.

Thousands of persons across the country have found employment under the Government’s parttime jobs initiative, which was rolled out last year as part of a suite of measures implemented to cushion the rising cost of living.

The initiative has allowed for one person per household to work in public offices in close proximity to their homes for 10 days per month and earn $40,000. (G4)

A

woman who attempted to smuggle cannabis to a prisoner in the Lusignan Prison has been caught in the act and handed over to the Police.

Tiffany Grant of Prince William Street, Plaisance, East Coast Demerara was arrested on Wednesday morning after she was found with a quantity of cannabis while at the prison on the East Coast of

Demerara.

Authorities found the drugs, amounting to 9.7 grams, in a black plastic bag wrapped with transparent plastic in the woman’s bag.

The woman was handed over to the Police after they arrived at the location. She remains in custody, pending charges.

Attempts to smuggle items into the prisons have prompted the Director of Prisons, Nicklon Elliot, to

re-emphasise that the prison authorities have seen an increased attempt by civilians to smuggle prohibited items into the prison. Elliot said smuggling contraband into a correctional facility is an offence that has serious consequences. He has called on civilians to recognise the dangers at which they place themselves, society, inmates, and officers by engaging in the trade of contraband within the walls of the prison.

Just a month ago, a young woman of ‘C’ Field, Sophia, Greater Georgetown was arrest-

ed after she was caught attempting to smuggle cannabis concealed in a pair of sneakers into the Camp Street Prison in Georgetown.

The 21-year-old woman was apprehended at the prison where she had gone to deliver the item to an inmate.

Last year, the Guyana Prison Service introduced a “Stop and Search” initiative within the confines of each prison location. It is aimed at ending the continued flow of contraband being smuggled into the prisons.

The Director of Prisons had said that while there is increased monitoring and surveillance at all prison locations, it has been observed that several attempts were being made by members of the public to throw contraband (narcotics and cigarettes) over the prison fences.

As such, he indicated that the GPS has erected signs at strategic points outside of the prisons, warning the public to desist, and detailing the consequences attached to such an act. (G9)

Remanded: Omar Anderson

A

fruit vendor who had previously been found guilty of armed robbery and given a six-month prison sentence was again before the court on Wednesday to face another armed robbery charge.

Arraigned before Chief Magistrate (ag) Sherdel Isaacs-Marcus in that Georgetown magistrate’s court, 20-year-old Omar Anderson of Sophia,

Greater Georgetown pleaded not guilty to a charge detailing that on October 22, 2023, in Kingston, Georgetown, he robbed Reynold Charles of an iPhone worth $120,000 and of $35,000 in cash.

When challenging bail for this accused, the Police prosecutor brought up his previous conviction on a related charge. Bail was denied, and Anderson was remanded to prison until November 15.

Anderson had been accused of robbing Joel Jardine of his possessions in April of this year. The particulars of that charge detailed that on March 31, at Lombard Street, Georgetown, while he was with other persons and was armed with a dangerous weapon, Anderson robbed Joel Jardine of a Samsung Galaxy mobile phone worth $32,000, a wallet worth $1,000, and $20,000 in cash He had been sentenced by a magistrate to six months in prison for this offence. Anderson completed his prison term, and was discharged from jail in July. (G1)

One-year-old dies in Linden fire …lit kerosene stove fell as mother prepared dinner

ragedy struck in the Buckville Squatting Area of Linden in Region Ten (Upper Demerara-Berbice) on Tuesday evening when oneyear-old Azeza Albert lost her life in a fire that engulfed and devastated her family’s home.

Reports are that the fire, which erupted at around 19:30h, tore through the flat wooden building owned by 22-year-old Anikha Harris,

succumbed to her injuries at about 23:00h on Tuesday evening.

The GFS said on Wednesday that a fire tender had been dispatched to the scene along with five firemen. However, the entire house was razed to the ground.

According to the Guyana Fire Service, Harris was in the kitchen preparing dinner on a lit kerosene stove that was resting on an old gas stove. As she fried eggs for her children, the kerosene stove accidentally fell to the floor, igniting nearby combustible materials, including a curtain that separated the kitchen from the bedroom.

In a desperate attempt to escape the flames, the oneyear-old girl ran towards her mother, but tragically had to run into the fire to get to her. The mother managed to escape the burning building with her two children, and raised an alarm. The injured child was rushed to the Linden Hospital Complex, where she received medical attention, but due to the severity of her injuries, she was transferred to the Georgetown Public Hospital, where, despite the efforts of medical professionals, she

61-year-old woman of Mon Repos, East Coast Demerara narrowly escaped serious injury after being struck by a Police vehicle on the Mon Repos main access road at about 06:00h on Wednesday.

The incident involved a Police vehicle being driven by a detective constable from the Beterverwagting Police Station. Police report that ranks were departing a fire scene in Mon Repos when the driver reversed into Kamlawattie Singh.

Despite the frightening incident, which caused Singh to be pushed under the vehicle, she has sustained only minor injuries.

Persons in the area raised an alarm as they saw the woman under the vehicle. Ranks exited the vehicle, took her out from under it, and transported her to the Georgetown Public Hospital, where she received medical treatment before being discharged.

The detective constable who was driving the vehicle has received a notice of intended prosecution following the incident.

enior Magistrate Leron Daly has made it clear on Wednesday that unless the prosecutor organises statements that are in disarray, she would not begin the trials into the two dozen electoral fraud charges. The lead prosecutor, Darshan Ramdhani, KC, has been granted until December 12 to organise his affairs, while defence attorney Nigel Hughes has threatened to file a constitutional action over what he believes is a breach of Article 144 (1) of the Constitution.

The letter was sent to the head of the Judiciary on October 5, and the King's Counsel claims that he has not received a response three weeks later. According to him, he spoke with the Chancellor’s assistant on Wednesday and was informed that his “letter is on her [the Chancellor’s] desk.”

He therefore asked for one more adjournment.

They are accused of a number of offences, including misconduct while holding public office, presenting falsified documentation, and planning to manipulate Guyana's voters by presenting an inaccurate vote total.

These charges stemmed from attempts to rig the 2020 General and Regional Elections in favour of the then-ruling APNU/AFC. These accused persons are all out on cash bail.

Dedicated court When the cases were brought before Magistrate Daly on Wednesday for reporting, Ramdhani told her that he

“I would like to have some form of order before I start [the trial]. This is something I am not willing to compromise on.

I will not commence if those statements are not properly organised,” Magistrate Daly remarked as she gave the prosecution until December 12 to comply.

Responding, the primary prosecutor conceded that it is “quite a lot of evidence”, and committed to providing the court with the “greatest of assistance”.

Regarding the prosecutor's letter addressed to the Chancellor, Hughes argued that the Chancellor is not authorized to interfere with a criminal charge proceeding before a magistrate.

Ramdhani, however, reasoned that Section 9 of the Summary Jurisdiction (Magistrates) Act allows the Chancellor to act in this way.

The trials have not started after more than three years.

Elections The election report of former CEO Keith Lowenfield claimed that the APNU/AFC coalition garnered 171,825 votes, while the PPP/C gained 166,343 votes. How he arrived at those figures is still unknown, since the certified results from the recount exercise supervised by GECOM and a high-level team from the Caribbean Community (Caricom) pellucidly showed that the PPP/C won with 233,336 votes while the coalition garnered 217,920.

The recount exercise also highlighted that Mingo had heavily inflated the figures in Region Four — Guyana’s largest voting District -- in favour of the then caretaker APNU/ AFC regime.

Research conducted on presence, behaviour of pink river dolphin in Rupununi

he Manari Ranch, Field Museum Chicago, and local field biologists, supported by WWF, have conducted the first environmental DNA (eDNA) survey to assess the extent of the pink river dolphin in southern Guyana.

According to the WWFGuianas in a release on Tuesday, the first-of-a-kind research on river dolphins in Guyana has been carried out in the Rupununi region, and is a crucial undertaking that would provide valuable insights into the behaviour and distribution of this species in Guyana. By studying this species, experts and local communities would gain a deeper understanding of its ecological role, habitat requirements, and potential threats to its survival, considering its restricted distribution in the Amazon region. Additionally, the findings of this research can help inform conservation efforts and management strategies to ensure the long-term sustainability of this species and its ecosystem.

According to WWF-

Guianas, through collaboration and data sharing, this research would also facilitate greater awareness and appreciation of the unique and diverse wildlife in the Rupununi region.

During the monitoring activities, researchers observed several pods of dolphins in the waterways of the Rupununi.

Environmental DNA (eDNA) samples were collected in the dry season from 20 sites, with the presence of the pink river dolphin detected at 12 sites.

The study also saw the presence of 274 other taxa, representing a diverse range of species in the area. Follow-up rainy season eDNA samples are currently being analysed. The available data on the species, including extensive field observations, genetic analysis, and behavioural studies, would be incorporated into the comprehensive SARDI dashboard, which would serve as a central repository, complementing the data on the species from other range countries.

The river dolphin is one

of the species that act as an ecological link, connecting Guyana to the Amazon Basin via the globally renowned Rupununi wetlands. The wetlands are critical to the survival of the surrounding communities, sustain vast ecosystems, and serve as migration channels for the river dolphins moving from the Amazon to the Rupununi during the wet seasons.

It was also discovered that river dolphins are present in the Rupununi region throughout their life cycle, and even during the dry season. However, more research is needed to determine if a local population of dolphins resides in the area throughout the year.

“The year-round presence of these dolphins in the Rupununi region has important implications for the conservation and management of this area, as it highlights the need for further study and protection of this valuable ecosystem, which can contribute to the development of effective conservation strategies aimed at preserving the unique biodiversity of the Rupununi

region,” Guyanese field biologist Indranee Roopsind has said.

The research, which began in January of 2023, was led by Roopsind, conservationist Lissa Orella, and local experts Don Melville and Julian Orella.

The team collaborated with conservation biologist Dr Lesley de Souza, who is a world-leading expert on aquatic species in the Amazon Basin of the Field Museum Chicago, and Dr Sophie Picq, an expert on tropical fishes and eDNA sampling, to incorporate eDNA sampling for this project.

Representatives of the local community participated in the monitoring activities, with the support of WWF, South America River Dolphins Initiative, and other partner organisations.

connection with river dolphins, highlighting the need for increased awareness and education among the younger generation in order to foster a greater appreciation and conservation of river dolphins.

The pink Amazon River dolphin is also found in the Amazon and Orinoco River Basins stretching through Colombia, Venezuela, Brazil, Bolivia, Peru, and Ecuador.

“They all provided an account of their whereabouts at the time of the murder, and investigators are currently verifying their alibis,” a Police statement read.

Pointing out how difficult it is for those living with the disease, McIntosh pledged his support for persons living with cancer.

On Wednesday, the Berbice Chapter of the Guyana Cancer Society hosted an awareness walk wherein scores of persons braved the hot mid-afternoon sun to march from Islington to Esplanade Park, covering two miles before the mayor made his statements.

McIntosh said he was overwhelmed by the support of persons representing different sectors, who came out in support of those living with cancer.

“It is not an easy battle for those individuals,” he said.

It was explained however that to date, the GGMC has not issued any such publication or taken any steps to issue the claim licence.

According to the lawyer, however, his clients are entitled to work the ground in the claim until a decision is made “issuing or refusing such claim licence”.

“My clients understand that at the time there may have been some view harboured by the GGMC that the lands captured under the claims were issued to a third party. However, Gazette extracts provided by my clients indicated that same were abandoned and therefore open for location since 2016.”

The lawyer explained that they have taken steps to ensure the 32 claim licences are issued. Meetings, according to the lawyer, have been held with Minister Bharrat, Dennison and other officers of Government.

The businessmen, through their lawyer, are seeking the withdrawal of GGMC’s removal order, with the view of being able to work the claim. According to them, failure to comply with this will see the matter being taken to court.

When contacted by Guyana Times, GGMC Commissioner Dennison declined to comment.

urricane Otis roared into the Mexican beach resort of Acapulco early on Wednesday as a rare Category Five storm and one of the strongest to ever hit Mexico's Pacific Coast, battering hotels, ripping off roofs and smashing windows.

Videos posted on social media showed rooms wrecked by the passing of the hurricane, ceilings and walls rent open, windows smashed and cars partly submerged in floodwaters as the southern state of Guerrero awoke to the disarray left in Otis' wake.

Debris was strewn all

around lobbies, patios, streets and hotel balconies as the hurricane wreaked havoc across the shoreline.

Photographs on social media indicated the sides of some buildings in Acapulco had been partially peeled off by Otis. The airport was heavily flooded and damaged, images showed.

There were no immediate reports of fatalities, but authorities stressed that large swathes of the region were without power or phone signal making it hard to gain a detailed picture of the destruction.

President Andres Manuel Lopez Obrador was

travelling to Acapulco to witness the damage and was expected to arrive later on Wednesday. The military was mobilised to help with the hurricane's aftermath.

One of the strongest hurricanes ever to hit the region, Otis reached the shore as a Category Five – the strongest level on the five-step Saffir-Simpson hurricane wind scale – before quickly weakening to a Category Four storm. US steps up Guatemala sanctions threat over election dispute

he United States could apply sector-based sanctions against Guatemala if democratic processes there are not respected, a top US official said, stepping up warnings over a dispute centring on the country's recent presidential election.

The US is among a number of countries that have blamed the current Guatemalan authorities for trying to block the accession of President-elect Bernardo Arevalo, a controversy that has sparked nationwide protests.

In a radio interview late Tuesday during a visit to Central America, US Assistant Secretary of State for Western Hemisphere Affairs, Brian Nichols said Washington could launch targeted sanctions and also work with the United Nations or the Organisation of American States (OAS) to "support the democratic process".

"You can see what tools we have used see in other countries when there's a rupture in the democratic order," Nichols told Emisoras Unidas radio, without saying which sectors he was referring to.

Outgoing President Alejandro Giammattei has said he has information suggesting foreign governments are financing widespread protests that have disrupted the country.

Nichols dismissed the notion the US was financially backing the protests as "ridiculous and insulting".

During his visit to Guatemala this week, Nichols said Giammattei did

not meet with him on the grounds it was "not convenient", and instead sent his Foreign Minister to hold talks with the US official. Nichols also met with local business, civil society, and Indigenous leaders.

Protests began peacefully in Guatemala, with participants staging dances and yoga classes at road blockades. But they later turned violent. One person was killed in clashes with armed groups last week, and many blockades have since been lifted. (Reuters)

Approval of his way of governing has fallen to 54 per cent in October from 60 per cent in August, while 42 per cent of those polled say he is doing a bad job, up from 35 per cent in the previous survey.

Positive approval of his 10-month-old government has also slipped to 38 per cent from 42 per cent of re-

spondents in August, and negative views rose five percentage points to 29 per cent, the poll found.

"People are more concerned about the economy and have seen errors in the Government's positioning," said Quaest pollster Felipe Nunes, citing Lula's excessive travel abroad and lack of attention to floods in southern Brazil.

The number of Brazilians who see the economy deteriorating has risen to 32 per cent from 23 per cent in August, as optimism dipped to 33 per cent from 34 per cent of

those who see the economy improving.

Still, more Brazilians believe Lula is doing better than his far-right predecessor Jair Bolsonaro: 47 per cent of those polled think his government is better than Bolsonaro's, down from 49 per cent in August, and those that say his government is worse rose to 38 per cent from 34 per cent in two months.

Panama protesters detained in mine contract clashes, Police injured

olice arrested nearly 50 protesters in Panama in confrontations over a new government-approved contract for a major copper mine, officials said on Tuesday, adding that five Police Officers were injured in the clashes.

Last week, lawmakers gave final approval for the extended concession covering the Cobre Panama mine operated by Canada's First Quantum . The sprawling open-pit mine accounts for nearly five per cent of Panama's economic activity.

In a statement, Police confirmed the detention of 48 protesters so far, charging them with personal injuries, damage to property and other crimes.

Some locals and civic organisations have opposed the contract due largely to concerns about the mine's environmental impact.

Flooding ongoing across eastern and southern Trinidad

lashfloods were reported in various parts of Trinidad after thundershowers around midday on Wednesday.

The Ministry of Rual Development and Local Government (MoRDLG) told Newsday no major incidents were reported to the disaster management units of respective regional corporations during the downpour.

However, Newsday's sub-editor, Warren La Platte and his roommate were flooded at their Beaulieu, Trincity dwelling. For La Platte, it was the first time having his

home flooded. He said the rains began around 13:30h (1.30pm) and, within half an hour, water started entering the apartment from the inundated street. He averages there was around five inches of water inside the house.

He said damages are still being assessed. "(Flooding) was always something I had in the back of my mind but I guess it was a false sense of security spending almost a year here and not seeing anything close to the water even thinking about coming inside," he said. He said his neighbours were fortunate

not to suffer his fate. He believes the location of their house on the street played a role in the incident. "The street angles down.

We at the bottom of the street right where the drain is to drain out the water.

The only noticeable change in posture is the preparations made by Washington to safeguard US civilians and diplomats from becoming embroiled in the conflict. However, the hidden build-up of US Navy force projection capabilities, the deployment of advanced anti-missile systems, fighter squadrons, and an offensive capacity to target any regional adversary is unprecedented. Officially, Washington attributes these military moves and preparations to protecting US troops in the Middle East, given the increased attacks on their assets

by Iran-backed militants in Iraq and Syria. However, it is evident that the focus extends beyond force protection.

Since the Hamas terrorist attack on Israel, US forces in the Middle East have been repeatedly targeted by missiles, drones, and rockets in Iraq, Syria, and even in response to Yemen-based missile launches in the Red Sea region. All these attacks have been linked to Iranian-backed operations. Washington's recent call for US citizens to evacuate Lebanon and other Arab capitals should not be underestimated. There are clear signs that a direct military confrontation between the USA and Hezbollah, Syria, and Iran is imminent. The positioning of two US aircraft carriers off the coast of Israel, alongside the existing US fleet in and around the Arabian/Persian Gulf, underscores the seriousness of the situation. A ground assault by Israel on Gaza or heightened Hezbollah activity in northern Israel could easily trigger a larger conflict.

Oil markets, commodity traders, investment funds, and maritime companies should re-evaluate their strategies promptly. While building a military capability to project power is generally a defensive move that should be welcomed, the current actions indicate a shift from defensive to offensive postures. Unless a miracle occurs in the coming hours or days, a higher level of volatility and confrontation than what the mainstream media or analysts are portraying seems imminent.

One significant incident, even initiated by a minor player like Hezbollah or Iranian-backed militias resulting in US casualties, could trigger a major crisis. Iran's military capabilities, especially its missiles and proxy forces, are formidable, and the outcome of a full-scale confrontation would be definitive.

In such a multifaceted conflict, the implications are extensive, encompassing the Eastern Mediterranean, the Suez Canal, the Red Sea, and the Persian Gulf. These regions are vital maritime transport routes for energy, commodities, and nearly half of global maritime trade. The costs of such a conflict would be staggering, jeopardising future assessments and investments. History provides valuable lessons, even for algorithm-based commodity traders and investors, and the situation evokes memories of the Ukrainian crisis, but this time, the involved powers possess far greater capacity and reach. It is essential not to underestimate the global influence of Iran, which has a presence around the world, including in the USA, the United Kingdom, and the European Union, in addition to its significant naval and IRGC capabilities. US push for UN action Ukraine war: Forced on Israel, Gaza vetoed evacuations as Russian

ussia and China on Wednesday vetoed a United States push for the United Nations Security Council to act on the Israel-Hamas conflict by calling for pauses in fighting to allow humanitarian aid access, the protection of civilians, and a stop to arming Hamas and other militants in the Gaza Strip.

The US put forward a draft resolution on Saturday as global outcry grew over a worsening humanitarian crisis and mounting civilian death toll in Gaza. It made the move just days after it vetoed a humanitarian focused draft from Brazil, arguing more time was needed for US-led diplomacy.

The initial US text shocked many diplomats with its bluntness in stating Israel has a right to defend itself and demanding Iran stop exporting arms to militant groups. It did not include a call for humanitarian pauses for aid access. But it largely toned down the final text that was put to the vote.

"We did listen to all of

you," US Ambassador to the UN, Linda ThomasGreenfield told the 15-member council after the double veto, which she described as disappointing. "Though today’s vote was a setback, we must not be deterred."

It was a rare move by the United States to suggest Security Council action.

Washington has traditionally shielded its ally Israel at the world body.

Ten members voted for the US text, while the United Arab Emirates voted no and Brazil and Mozambique abstained.

"The draft does not reflect the world's strongest calls for a ceasefire, an end to the fighting, and it does not help resolve the issue," China's UN Ambassador Zhang Jun told the Council after the vote. "At this moment, ceasefire is not just a diplomatic term. It means the life and death of many civilians."

kraine has started the forced evacuation of around 1000 children from areas near to the front line as Russia intensifies attacks.

Parents have been told they must move their families to safety from 31 settlements in the southern Kherson and eastern Donetsk regions.

Anyone under the age of 18 must be accompanied by a parent or guardian.

Officials in the north-eastern Kharkiv region are also preparing to evacuate 275 children from 10 settlements.

Ukraine has ordered

such evacuations before when fighting has intensified.

Officials say many children are living under near constant shelling and insist it's now far too dangerous for them to remain at home.

Accompanied by Police Officers – with the power to force families to flee – they're now going door to door to persuade parents to leave with their children.

Kyiv has promised families safe passage to safer parts of the country where they'll be given free accommodation and places at schools and nurseries.

More than 10 dead, dozens injured in Maine mass shooting, sources say

bowling alley in Lewiston, Maine, came under fire Wednesday evening. There are additional reports of shots fired at a local bar and a Walmart distribution center.

More than ten persons are dead and dozens more have been injured, law enforcement sources who have been briefed on the shooting confirmed to ABC News.

A suspect is not yet in custody.

Androscoggin County Sheriff's Office shared a photo of the alleged gunman on Facebook Wednesday evening, asking for identification help via messenger or email.

Maine State Police are calling this an "active shooter situation and asking people to shelter in place.

"ALERT: There is an active shooter situation in the city of Lewiston," read a post on the Maine State Police Facebook page. "Law enforcement is asking people to shelter in place.

Law enforcement is currently investigating at two locations right now. Again please stay off the streets and allow law enforcement

Berbice Cricket receives 24 bowling machines …Compliments of Dimension Sports and Matt Bruer E

fforts of the Berbice Cricket Board to invest in development of potential youth talents have received a massive boost with the donation of 24 bowling machines from cricket gear manufacturer Dimension Sports and Australian resident Matt Bruer.

The bowling machines were distributed across the ancient county with special emphasis being placed in the Berbice River Sub Association and the New Amsterdam-Canje Area.

Matt Bruer has close relationship with the county, as he is married to a Berbice resident and has assisted the county in the past, including during the administration of the late Leslie Amsterdam.

BCB President Hilbert Foster was loud in his praise of Bruer, whom he describes as a true and passionate supporter of Berbice Cricket. He also expressed thanks to the Australian citizen for introducing him to

owner of Dimension Sports, Phil Slatter. Bruer shipped a 40-foot container of items including cricket gear, bowling machines, bicycles and coaching equipment, among other things.

Bruer has spent the last month in the county, visiting clubs and schools to distribute the cricket gear and equipment. The Berbice Cricket Board has also assisted in the distribution of the bowling machines and

coaching equipment. Among the clubs that benefitted are No. 73 Young Warriors, Skeldon Community Centre, Tucber Park, Bath Community Centre, the Achievers Cricket Club, Rose Hall Canje Community Centre, Wiruni Cricket Club, Kimbia Cricket Club, Ebini Cricket Club, Friendship/ Sandhills Cricket Club, Adelphi Pathfinders Cricket Club, Goed Bananen Land Cricket Club, Betsy Ground

Cricket Club, and Gangaram Cricket Club.

The schools receiving bowling machines were All Saints Primary, Rose Hall Canje Primary and Betsy Ground Primary School.

Foster expressed pleasure that the teams in the Berbice River Sub Association received the machines, as that would assist the teams there to improve their games. The sub-association is now a vital part

of the BCB developmental structure, with tournaments been played and the sub association recently won the RHTY&SC/Bakewell Naeem Naser Memorial Tournament. They defeated Rose Hall Town Bakewell in the finals and Foster expressed hope that the victory would inspire them to greater heights. The BCB for this year has also assisted the sub-association with practice nets, coaching equipment, cricket gear, scorebooks, cricket balls, catching cribs and educational materials.

The sub association is also expected to make their debut soon at the first division level in a BCB 20/20 tournament.

Bruer expressed happiness at been able to assist Berbice Cricket once again, and said he is confident the massive investment would result in the discovery of more cricketing talents.

Special mention was made of slater, the Australian born owner of Dimension Sports, for assisting to realise this multi-million-dollar investment.

GWRKA hails recent performances of students

he Guyana Wado-Ryu Karate Association (GWRKA) has lauded the performance of 51-yearold Manzoor Ali, who won his division at the recently held Guyana National Senior Karate Championships at the National Gymnasium on Mandela Avenue.

Ali secured first position in the 75kg division in the Senior Male Kumite. He also teamed up with Duane Peters and Sequoya Shuman to clinch a third position in the Open Male Kumite contest.

Shuman placed first in the Male 14-17 Kumite in the 68+ kg class, while Musa Khan and Gunwattie Sirpaul finished second in the Male Senior 60kg and

Female Senior Open respectively.

Other top place finishers for the GWRKA were Oshana Quamina, who placed second in the Female 14-17 Open, and Peters who claimed third place in the 67kg division.

Head coach, Sensei Winston Dunbar, said he was extremely pleased with the performance from the team, and he is confident that there will be much improved showing in future championships.

Sensei Dunbar lauded seasoned campaigner Ali for his outstanding showing at the championships. The team was coached by Sensei Dunbar and Dennis Fiffee.

Futsal referees get update on law changes

IFA Instructor Shane Butler has returned to Guyana to refresh the futsal referee community’s knowledge and engage new enthusiasts in the game, during a three-day FIFA Futsal Instructors Workshop which officially opened on Monday.

A total of thirteen attendees, featuring two women and two futsal referees from Suriname, were present on the first day of futsal theory sessions on October 23, with Butler and FIFA Referee Development Officer Javier Santos at the Guyana Olympic Association (GOA) at Plantation Liliendaal in Greater Georgetown.

In his brief opening remarks, Butler shared that there is a wealth of opportunities for referees from the Concacaf region for upcoming international tournaments, but they must be

physically fit, have a comprehensive grasp of the game’s rules, and a deep understanding of the sport.

“During the three days, we are going to cover some basic stuff, so we are all on the same page…(and) some advanced stuff (including) law changes over the last two years,” he said.

He encouraged participants Colin Abel, Micah Erskine, Keith Roberts,

Marineika Welcome, Anthony Adams, Eion Rodney, Mitera Thomas, Dwayne McKinnon, Abdulla Hamid, Wayne Griffith, Otis Williams, Anthony Terburg (Suriname), Preshant Autar (Suriname) to display a strong commitment throughout the course.

Guyana Football Federation (GFF) President Wayne Forde added that the workshop exemplifies

the importance of camaraderie within football with the attendance of the two Surinamese futsal referees.

“The importance of solidarity within football is evident by having two of our colleagues from neighbouring Suriname’s participation in the programme. We play a lot of futsal football here in Guyana, and I know we are always getting feedback that the laws that govern futsal are not being properly applied by the referee officiating the game,” he said.

“Growing and building capacity is a duty of the Guyana Football Federation, and it is the responsibility of our officials to be a part of that process,” he said.

The top GFF official also encouraged the group to “be as engaging as possible”, and to make sure that “at the end of this pro-

gramme, you are able to grow and lift the quality of the tournaments that we are going to be running over the next couple of months and years.”

The FIFA Futsal Instructors Course is specifically crafted to furnish futsal instructors with a comprehensive understanding of the technical and tactical aspects of the sport. In order to advance the growth of futsal in Guyana, these instructors are encouraged to disseminate this invaluable expertise among other coaches operating at the national level.

GFF Refereeing Project Officer Lenval Peart expressed his satisfaction with the participation of women in the workshop, and emphasised that one of his department’s objectives is to increase the number of female instructors in the game.

Dimension Sports which operates out of Australia and Canada, manufactures gear for several sports, including cricket, golf and soccer.

BCB Secretary Angela Haniff expressed gratitude to Bruer for spearheading the project, and noted that the Berbice Board cherishes his hard work and dedication. The BCB’s objective is to produce ten players for the West Indies at all levels over the next five years.

Imlach records career best batting figures - before rain forces no result between GHE, CCC A

career-best batting performance from Tevin Imlach was overshadowed by torrential rainfall that forced a no contest between the Guyana Harpy Eagles and Combined Campuses and Colleges (CCC) yesterday.

The match was played at the Sir Frank Worrell Memorial Ground, and the CCC won the toss and inserted Harpy Eagles to bat. They were restricted to a paltry 177 runs in 48.1 overs. CCC were 86 for five after 15 overs before the rains came.

Gudakesh Motie played onto his stumps off of Chemar Holder, but Romario Shepherd joined Imlach to produce 29 runs for the eighth wicket before popping a simple return catch to Kadeem Alleyne.

Guyanese left-arm spinner Akshaya Persaud picked up 2-23, while Rambaran and Mansingh also bagged two wickets, for 27 and 48 respectively.

In the chase, Alleyne returned to put his side in a strong position in hitting 47 from 27 balls. His innings featured five sixes and two fours, and he received support from Rambaran, who was trapped leg before wicket to Motie for 15.

Dowrich and Persaud were the two batsmen at the crease when the match was curtailed.

efending champions Jamaica Scorpions remained winless in this year's CG United Regional Super50 after suffering a six-wicket loss to West Indies Academy at Queen's Park Oval.

Scorpions won the toss yesterday and opted to take first strike, wherein they posted 263 for nine. Academy responded with 227 for four in 37.3 overs, and won via the Duckworth Lewis and Stern method.

Kirk McKenzie led the Scorpions' batting attack with 84 from 102 balls, as he belted two sixes and five fours across the field.

Rovman Powell found his groove with the bat and clubbed seven boundaries, including a six during his 55-

ball 53. Jeavor Royal complimented with 27.

Nyeem Young was the pick of the Academy bowlers, bagging 5-49, while McKenny Clarke took 2-27.

Teddy Bishop produced another masterful innings, this time scoring a ball-arun 67 not out. His innings was laced with two sixes and three fours. Leonardo Julien was also able to chalk up a second half-century of the tournament, scoring 52 runs in 48 balls. Julien's innings was highlighted by seven boundaries, including a six.

n unbeaten century from Kyle Mayers inspired Barbados Pride to an eight-wicket win via Duckworth Lewis and Stern method over Winward Islands Volcanoes yesterday in a rain-affected contest.

Pride won the toss and inserted Volcanoes, who erupted to 241 for eight in their allotted overs. Pride responded with 148 for two in 14.5 overs with 37 balls remaining.

Mayers led the charge with a belligerent 107 not out from 52 balls. His innings featured nine sixes and nine fours despite losing his opening partner Kraigg Brathwaite for a first ball duck to Ryan John.

During Mayers' innings he also lost Shamarh Brooks for eight, but was steadied by his

skipper Shai Hope, who made 29 not out from 28 balls. Hope struck two sixes and a four along the way while sharing an unbroken 70-run partnership.

When Volcanoes had batted, opener Johnson Charles continued his purple patch with a top score of 59 coming from 48 balls and featuring three sixes along with seven fours. He was supported

On one hand, Krystol Chanderban raised her mark some 20kg, while on the other, Shammah Noel was forced to compete in a higher weight class and still managed to hold his own.

Summing up their performances at the Games in Santiago Chile, Coach Sean Cozier expressed his elation at their performances.

“Of course I am happy because of the improvements of both of them! You know, they have been performing good for quite some time when they go out to international meets; and you know, it’s very important every time they go out that we try improve, so that they gain experience and they can probably (place) in other meets,” Cozier shared with media operatives in Chile.

In relating Noel’s story of competing in a higher weight class, Coach Cozier explained how experience

Cozier divulged, “We’ve been doing a lot of work in the schools and so on. We have the other coach, Tyson English, and he has been doing a lot of work. Of course, we’ve been chipping in too, me and the President, Seon Erskine. So, we are really pushing, and we have quite a few athletes right now in Chase’s Academy, President’s College, and a couple other schools that we’re working with right now.”

Chanderban ended her participation at the 2023 Games with a 143Kg mark in the Women’s 59Kg category, while Noel had 245Kg in the Men’s 89Kg class.
