Govt, GTT ink “non-binding” pact for liberalisation H aving missed the 2018 year-end deadline for the complete

liberalisation of the public telecommunications sector, Government has inked

a “non-binding” agreement with GTT. The company, owned

by US-based Atlantic TeleNetwork (ATN), has held the monopoly over the local telecommunications market for more than 20 years.

In a joint statement from the Public Telecommunications Ministry and GTT, it was noted that while the Memorandum of Understanding (MoU) was non-binding, the signing nevertheless represented a major step toward fully liberalising Guyana’s telecommunications market.

In fact, it was noted that the parties have further

agreed to continue discussions on all outstanding issues with the objective of eventually reaching a binding agreement.

“After many years of delays, this Government has brought the country one step closer to achieving a fully open telecommunications market. While more work needs to be done, the Government is committed to continuing discussions and completing the

process of liberalisation for the citizens of Guyana,” Public Telecommunications Minister Cathy Hughes stated.

Meanwhile, Chief Executive Officer (CEO) of the local telecommunications giant, Justin Nedd, said he was “very pleased we have reached this milestone”.

He added, “GTT fully supports an open and transparent telecommunications market in Guyana and the opportunities it will provide for Guyana’s citizens and our customers. We look forward to further discussions with the Government to reach an agreement on

the issues that remain outstanding.”

Last June, Minister Hughes had explained that the extra delays in the liberalisation process were as a result of other issues surrounding the final document having to be reviewed.

Citizens were, for many months, exasperated with the many delays have occurred, but the Minister, at that time, had pointed out there were many other issues which surrounded the liberalisation. In fact, she further refuted the reports of it being completed until 2020.

Presently, there are two telecommunications companies which provide mobile phone services to the Guyanese public. The liberalisation of the sector is heavily dependent upon the settlement of a US$44 million tax claim against GTT. However, the company continues to enjoy the monopoly in international voice and data services until 2030.

In January of 2018, it was reported that negotiations with GTT and the Ministry to address the lifting of the monopoly were effective. These negotiations began in 2016 with the intention of ending the 26year monopoly on the fixed line market.

The liberalisation, once in place, would ensure there was fair competition and regulation among all enterprises in the business sector.

A

high-level meeting between Opposition Leader Bharrat Jagdeo and President David Granger ended in stalemate on Wednesday as the issue regarding the date for an election was not addressed, which ended with Guyana on the precipice of a massive constitutional crisis.

Upon his arrival at the Ministry of the Presidency for the meeting with the President, Jagdeo told media operatives that he was not optimistic that the meeting would bear any fruit.

However, he contended the main reason why he chose to attend was because of the people of Guyana in light of national interest.

The former President was accompanied by former Presidential Advisor Gail Texieira; former Attorney General Anil Nandlall, former Junior Finance Minister Juan Edghill, and People’s Progressive Party/Civic (PPP/C) presidential candidate and former Housing and Water Minister Irfaan Ali. The President’s team on the other hand included Prime Minister Moses Nagamootoo; Minister of State Joseph Harmon; Vice President and Indigenous People’s Affairs Minister, Sydney Allicock; Attorney General and Legal Affairs Minister Basil Williams; and Social Protection Minister Amna Ally.

The meeting lasted for about one hour and on Jagdeo’s departure, he told the media that he and President David Granger did not reach an agreement on a date for elections.

Jagdeo had proposed that General Elections could be held before the current voters list expires on April 30, 2019.

The Opposition Leader posited that that deadline was reasonable, while explaining that training and procurement of materials for elections can be completed within a new 50-day deadline. He reiterated that the Opposition is still not prepared to extend the life of the Government beyond 90 days which expires on March

“I said at this point in time we are not going to extend the life of the Government unless there is an agreement to a date that is as credible and close to the constitutional requirement,” he said, explaining that the President informed him that he is awaiting word

from the Guyana Elections Commission’s (GECOM) to determine an election date, and offered for them to both meet with officials there.

Jagdeo said he rejected the offer on the basis that the President has the authority to get GECOM ready for an election. “I said to him, you are the President of Guyana…you have a duty to uphold the Constitution, GECOM is a creature of the Constitution, GECOM cannot override the Constitution and unless we have a discussion on a date, we are not prepared to move forward on any other issue.”

Invaluable lessons: Cheddi Jagan’s death

F

or a few days in early March 1997, the nation held its breath in optimism as they waited for good news having learnt that the then President, Dr Cheddi Jagan, was flown overseas to seek medical treatment. None probably contemplated the worst, for their love may have suppressed such morbid thoughts.

With positive thinking, they waited in anticipation of a triumphant return, wanting the illness to be defeated. The last image of his ailing but confident smile with an accompanying reassuring wave was etched firmly into their memories as it fostered and energised hope wrapped in unity and nationalism.

Unfortunately, death struck and for a grateful nation, the timing was most undeserved and unwelcomed. Tears replaced smiles as sadness rapidly spread throughout the land and beyond its shores. But even with heavy hearts, their spirits were not broken and their hope resolute knowing he dedicated his entire life to making theirs better.

Guyanese admired and took comfort in everything they knew of him: his selflessness, his indomitable fighting spirit, his fearlessness, his humility, his simplicity, his determination to free his land and people, his honesty, and his triumphs over adversity.

Those were some of the qualities that exuded from his natural disposition; qualities that helped guide and shape their lives; qualities that were exemplary for a simple mortal who walked this land and with its people.

News of his death was not words many thought they would read or hear in their lifetime for he was larger than life. On March 6, 1997, that fighter for an independent and free Guyana had fallen, having succumbed at the Walter Reed Memorial Hospital in the USA. Deemed as “sweet irony” in global politics, the country that aided in his removal from public political office decades before was the one that did its utmost to save his life.

Maybe the world had changed, and if it did, it might have been an indirect tribute to Dr Jagan’s vision of world affairs and inclusiveness.

Guyana, the Caribbean, South America, and the rest of the world were deprived of a true champion of humanity. It was, therefore, not surprising that his New Global Human Order, intended to promote multilateral approaches to the solution of global problems, having been brought to the United Nations, received global support.

At home, a great, true and non-materialistic son of the soil had fallen; a son from humble beginnings who became an effective instrument of positive change for the advancement of humanity; a son who founded the People’s Progressive Party (PPP); a son who fearlessly took on the colonial powers.

Guyanese, in unprecedented numbers, took every possible vantage point, high or low, to view his cortège after his body returned to the then Timehri International Airport and as it made its way to the cremation site at Babu Jaan, Corentyne, after the days of mourning and his funeral.

From all walks of life, the young and the elderly, supporters and non-supporters, they queued in Georgetown and Berbice to file past his casket not just to pay respect, but to have a final glimpse of a hero.

Many wailed uncontrollably and the spontaneous outpouring of grief took a different outlook when the funeral procession reached the village of Buxton on the East Coast of Demerara.

There, villagers surrounded the hearse bringing the procession to a halt. They demanded to see their brother, leader, and countryman and to pay their final respects. They demanded to say their goodbyes and the images were heartening and impacting for unity.

In the 1960s, he spoke of the four cornerstones of our present needs – racial harmony, national unity, national Independence, and peace and progress. He noted, “Without racial harmony there can be no national unity”. Even in death, he was able to forge togetherness.

He was a nationalist as vindicated by the images of his life and which were emphasised during his funeral. Despite his cortege reaching the Albion Sports Complex late into the night, thousands and thousands of Guyanese demanded immediate viewing. The magnitude of the neverbefore-seen crowds forced the cremation to be postponed to the day after it was originally scheduled. It spoke volumes of Guyanese’s sentiment of adoration for him.

The genuine and unsolicited expression of love, respect, and shock following his death, as during his life, served to exemplify what Cheddi meant to the Guyanese people. In various ways, through his valiant and selfless efforts, he represented their cause; gave them purpose; courage; restored their dignity; freed them from the shackles of oppression and put them on a path to prosperity.

He left a treasure trove of invaluable lessons for the advancement of every aspect of humanity. His life and work remain a reservoir of inspiration for all in the quest for national harmony and for the betterment of Guyana and Guyanese. His unwavering determination through the struggles he led, the sufferings he endured in the process, and his achievements make him arguably the greatest son of the soil.

“Remember that you are dust, and to dust you shall return”: This boy receives a cross of ashes painted on his forehead from a priest at St George’s Cathedral on Wednesday. Ash Wednesday marks the start of Lent for Christians and takes place 46 days before Easter.

Venezuela crisis worsened by sanctions – UN

S

anctions have worsened Venezuela’s crippling economic and political crisis, the United Nations human rights chief said Wednesday, as Washington warned it may expand measures targeting President Nicolás Maduro’s socialist Government.

UN rights chief Michelle Bachelet said sanctions had exacerbated the crisis, but also slammed Maduro’s “violations of civil and political rights” in her annual report to the UN Human Rights Council in Geneva.

“Venezuela clearly illustrates the way violations of civil and political rights -including failure to uphold fundamental freedoms, and the independence of key institutions -- can accentuate a decline of economic and social rights,” said the former Chile President.

Venezuelans have been battered by an economic meltdown, shortages of food and medicine, and a bitter political standoff between Maduro and Opposition Leader Juan Guaido – who has been recognised as interim President by more than 50 countries.

“This situation has been exacerbated by sanctions,” Bachelet said.

Washington, which has recognised Guaido as the country’s leader, imposed sanctions on Venezuela’s State oil company PDVSA last month.

It has also handed Guaido control of Venezuela’s bank accounts in the United States.

The US envoy for the crisis in Venezuela, Elliott Abrams said Tuesday that Washington was weighing more punitive measures to increase the pressure on Maduro.

Guaido vowed Tuesday to increase pressure on Maduro, who in turn promised to crush a “crazed minority” that wanted to remove him from power.

Guaido, the 35-year-old National Assembly leader returned home to a hero’s welcome on Monday, having defied a ban on leaving the country to embark on a 10day tour of South American allies. He remains free despite the threat of arrest by the Government.

“They thought the pressure had reached its zenith, but it’s only just beginning,” Guaido told reporters.

On Tuesday, a national holiday, he met Public Sector union leaders.

their rights, we have no other option but to call for a civic strike,” said Guaido, without giving further details.

Maduro, meanwhile, pressed his supporters to hold “anti-imperialist” marches Saturday to counter fresh protests planned by Guaido.

“Today more than ever, we are victorious against the conspiracy, against blackmail, while a crazy minority continues with their hatred,” he said in his first public comments since Guaido’s return.

When he returned to Caracas – his latest challenge to Maduro’s authority – Guaido announced to tens of thousands of supporters his plans for new protests.

He has vowed to set up a transitional government and hold new elections.

US envoy Abrams said that given Maduro’s low popularity, it would be “a gift” if he decided to run in fresh polls.

“That’s ultimately a decision for Venezuelans to make,” Abrams said.

Paralysed public administration

As part of his challenge to Maduro, Guaido is attempting to take control

of the State bureaucracy, which he considers to have been “kidnapped” through blackmail and persecution.

Unions from the oil industry, basic services, the public bank, and local government took part in Tuesday’s meeting, union leader Ana Yanez told AFP. “The public administration is practically paralysed.

In the town halls, people only go to work three days a week and even then barely half the day,” said Yanez.

Maduro finally made an appearance in the late afternoon to lead a military parade paying tribute to his predecessor, Hugo Chávez on the sixth anniversary of the socialist firebrand’s death.

Standing in front of Chávez’s mausoleum, Maduro also called on his supporters to take to the streets on Saturday, to mark “four years since” then US President Barack Obama first announced sanctions against the socialist Government.

Maduro has done this before, calling his own counter-demonstration every time Guaido announces a protest.

Both attract thousands of supporters, but the Opposition gatherings usually have the edge in numbers.

Maduro had been active on Twitter earlier in the day, again paying tribute to Chávez.

“Thanks to your teachings and your example we’re continuing the permanent fight against those who tried so many times to extinguish your voice,” wrote Maduro.

Guyana now firmly on the path of an illegal Govt Dear Editor, In just about two weeks, Guyana becomes a dictatorship. The President and the A Partnership for National Unity/Alliance For Change (APNU/AFC) are sinisterly eager to be a dictator President and an illegal Government. The passage of the Noconfidence Motion on December 21, 2018, set Guyana on a path to new General and Regional Elections. The date of the elections had to be chosen by the President, as long as it was within 90 days from December 21.

Beyond the 90 days, which means beyond March 21, the decision on a date belongs jointly to the President and the Leader of the Opposition.

Having squandered the first option, the President now depends on the Leader of the Opposition for legitimacy, even though he has adopted a position of an emperor.

Bharrat Jagdeo took an olive branch, a genuine offer for compro-

mise, to the President this morning. He offered the full support of the People’s Progressive Party for Parliament, under Article 106(7) of the Constitution and with the required two-thirds majority, to extend the life of the Government for a reasonable period, beyond the deadline of March 21, 2019. All Bharrat Jagdeo, the Leader of the Opposition, wanted was for a goodfaith agreement on a date for election. In keeping with the law and the Constitution and representing a large section of the Guyanese people, the Leader of the Opposition presented the President with a face-saving way forward, so that come March 21, 2019, Guyana would not have an illegal Government and a dictator President.

The President, not surprisingly, was unwilling to discuss a date for election. The President abrogated his responsibility under the

Constitution to be the person who must decide on the date for an election. The law provides for two possibilities for the election date. The first was established on December 21, 2018, when the passage of the Noconfidence Motion started a timeline requiring election within 90 days. That meant the President had to choose a date before or on March 21, the 90th day from December 21, 2018. He and his Government deliberately ran the time down and now are faced with the daunting challenge of being an illegal Government.

There is a second option, provided for by the Constitution. This second option is a reasonable date after March 21, if the Leader of the Opposition guarantees a two-thirds majority in Parliament for the extension of the timeline under Article 106(7) of the Constitution.

While the President has absolute choice in the first option, that choice

is absolute only for a date any time before or on March 21. It is now impossible for him to exercise this first option. We are now left only with the second option and, for that, he needs the acquiescence of the Leader of the Opposition. In refusing to exercise the first option, President Granger arbitrarily wants to delegate the second option to the Guyana Elections Commission (GECOM) which has become another creature of APNU/ AFC. But he conveniently ignores the law that states he cannot now act alone. The President gave up that option when he did not exercise his mandate to set the date before March 21. He needs the Leader of the Opposition to exercise the second option. The President cannot arbitrarily delegate the authority to GECOM. The law that now governs the choice of a date for election is one that must be made only by a compromise between the President and the

Leader of the Opposition.

The President, APNU/AFC and GECOM are involved in a wicked, reckless conspiracy to violate the Constitution and the laws of Guyana. GECOM clearly has transitioned from it being a creature of the constitution to being a creature of the President and APNU/AFC. There are too many people and organisations who are silent. The trade unions, the Guyana human rights organisation, etc, are adding complicity to the recklessness of the Government. This silence is permitting President Granger and APNU/ AFC to formalise a dictatorship. The silence of the Caribbean Community and the ABC countries are troubling. They need to know that they are aiding and abetting a dictatorship in Guyana.

Govt should demonstrate an even-handed approach to all workers Dear Editor, I have been following closely the developments regarding the RUSAL workers who, I believe, are rightly standing up for what they rightly deserve. The actions by the foreign company have no place in contemporary Guyana and I have recognised that several voices of condemnation have been raised.

I noticed too what can be seen as a very proactive approach by the Government which has publicly stated that it stands with the workers on the matter. This is a most welcome position by the Administration which has committed to going at great lengths to ensure that the workers are protected.

While I am happy about those developments, at the

same time, I cannot help but recognise the differing approach to workers matters by the Government. I cannot recollect the Administration taking such a strong position regarding the teachers who eventually took strike action to get what they correctly deserved.

Similarly, the Administration’s silence regarding the troubles that

Face the people or face the music Dear Editor, Regarding a letter written by Dr David Hinds dated March 4, 2019, and captioned “We have been in a permanent state of constitutional crisis since 1953,” I looked for a solution in this missive but there was none to be found. His missive comes across as offering an excuse for the bully actions from the People’s National Congress (PNC)-led coalition today.

What Dr Hinds is not telling the nation is that all sides have suffered because the human social development in Guyana has been extremely uneven over the years. More so, under the undemocratic Burnham regime and now clear for all to see, under Granger. He chooses to not assign the word evil to these periods but was quick to assign that word to the People’s Progressive Party (PPP) rule. That position is most unhelpful since it lacks honesty and integrity. All of our people are suffering from actions taken by all sides, Dr Hinds, and there may be shades of evil in all camps.

In this letter Editor, I am paying particular emphasis from a strictly economic viewpoint rather than the political viewpoint, because politics has never put bread on people’s tables. While there is a myth being peddled by some social commentators that Indo-Guyanese are wealthy, when one disaggregates the facts, the evidence paints a very different picture. This fallacy has

fuelled a PNC-led strategy of racial supremacy designed to reward mainly the friends and family and party members from the PNC with the top jobs, contracts, and other state benefits. These PNC policies continue to get buttressed by people like Dr Hinds as we can see in this letter of his where he can only assign evil to the PPP in the fourth paragraph. He sees nothing wrong with the PNC-ed coalition employing 85 per cent of the newly hired heads of department from one group and 16 of the 17 Permanent Secretaries from the same group. Such racist actions by a government are not evil in Dr Hinds’ books.

It is people like Dr Hinds who continue to do the most harm to Guyana by continuing to provide academic cover for the misguided policy of this ethnically supremacist PNC-led Government who has done very little to economically empower all since May 2015.

No one will dispute the fact that the majority of the top 200 richest families in Guyana are Indo-Guyanese families. But they are not an accurate representation of the demographic framework of the nation. Guyana has some 72,000 IndoGuyanese families, so by no stretch of any imagination, can 200 families constitute the majority. Actually, the latest poverty statistics reveal that some 22,000 IndoGuyanese families do live in poverty compared to 15,000 Afro-Guyanese families and

9000 Amerindian families.

So clearly, the Constitution, the Judiciary, the several Executive governments have not worked for these people at the bottom of the economic barrel. But what is clear is that since Team Granger came to power, some 3000 more Indo-Guyanese families have slipped into poverty especially on the sugar estates and therefore all this academic gibberish from Dr Hinds illustrates that we are not committed to the solutions but rather prefer to kick the bucket down the road by meddling with the problem using academic cover.

This PNC-led Government has enough time to implement constitutional reform that would have provided a solution to this nation of minorities but chooses not to act. So how can the PPP be blamed for this?

The PNC had their chance to fix Guyana constitutionally and they deliberately choose ethnic supremacy as their tool of the rule rather than a model that socially, economically and politically empowered all. That is inexcusable. Time for a change is here again and the PNC, unfortunately, has now lost that moral right to the hot seat. Delaying the inevitable will just make their chances at the next polls less good, every day after March 21, 2019. Their choices are simple face the people for face the music.

I hope that the Government will remain resolute in defence of the RUSAL workers, but in

the same vein, it needs to demonstrate an even-handed approach to workers who are all Guyanese and who justifiably deserve the assistance of the State.

Unfriendly customer practices at Govt cashiers Dear Editor, I am very concerned with the new advancements of security in Guyana. Many governmental corperations are following the trend of heavily tinted glass, whereby one cannot see the person to whom they are communicating. This is most common in places where there is a cashier. It becomes very annoying when you cannot see the person to whom you are speaking. For example, I had visited the airport to pay for parking; I was very disturbed by the huge black glass at the cashier’s point. Not only at the airport but also at the National Democratic Council (NDC) in Peters Hall and the Post Office on Alexander Street, Kitty. This is happening at a number of places where we have had security slackness but now it seems as though everyone has gone “security crazy”.

Instead of fostering security, this form of mechanism can lead to much more catastrophic fraudulent activities. A receipt could be issued that is fake. The customer would not be able to identify the person who handled the financial transaction. To the authorities concerned, if it has not occurred before, it will happen, and we may not be able to identify who we did business with.

This form of behaviour also has a negative psychological effect on customers.

In my opinion, it displays a form of anti-social behaviour and non-friendly customer

relation or rudeness on the part of the administration of the post office and other such places. It is not only annoying but as a customer I feel estranged and uncomfortable because I cannot communicate with my Guyanese citizens. I have a way of smiling and chatting and spreading joy. I do understand the security consideration, but whatever security mechanism is put in place, it must not appear that the cooperation or business is unfriendly.

These ridiculous tinting and close knitted wiring that prevent you from communicating with the other person makes it seem as though we are living in a crime driven society. However, when we visit the bank, which deals with billions of dollars daily and our private business-

es we do not encounter such unfriendly tinting, so then why is it that this “tinting madness” is happening at the parking lot at the airport, the NDCs and the post offices? I do not like to make a critique without giving a suggestion. Therefore, my suggestion is where you have the tint cut to a facial size hole so that the person can be seen and communicate “eyeball to eyeball”, yet install other security mechanisms for example CCTV cameras, grill work, grill mesh, wrought iron grills or wired grills, whatever mechanism that can be used for security should be used but do not cause your business or Guyanese to feel uncomfortable and estranged.

Safeguard your passwords and change them often If someone logs on to a site and pretends to be you, they can trash your identity. Pick passwords that no one will guess and change them often. Never share them with anyone other than your parents or a trusted adult. Not even your best friend, boyfriend, or girlfriend should know your private passwords!

Don’t post inappropriate or sexually provocative pictures or comments Things that seem funny or cool to you right now might not seem so cool years from now – or when a teacher, admissions officer, or potential employer sees them. A good rule of thumb is: if you’d feel weird if your grandmother, coach, or best friend’s parents saw it, it’s probably not a good thing to post. Berbice labourer was on Tuesday morning arraigned at the Fort Wellington Magistrate’s Courts on a murder charge.

Thirty-six-year-old Kareem Charles of Benet Dam, Rosignol, West Bank Berbice (WBB) was not allowed to plea to the indictable offence read to him by Magistrate Renetta Singh.

Former GRDB accountant slapped with 39 fraud charges

F

ormer Guyana Rice Development Board (GRDB) accountant Peter Ramcharran was slapped with 39 counts of fraud and remanded to prison on Wednesday.

Ramcharran was hauled in by the Special Organised Crime Unit (SOCU), following his extradition from Canada. He arrived in the country early Wednesday and was taken to SOCU headquarters.

Ramcharran, 39, of Goedverwagting, East Coast Demerara, later appeared at the Georgetown Magistrates’ Courts to answer charges for the alleged falsification of GRDB accounts from 2011 to 2015.

The first five charges alleged that between the years 2011 and 2015, Ramcharran, while being the accountant of the GRDB, omitted to enter some $414 million in the GRDB ledger.

He was also slapped with 17 charges for allegedly colluding with former General Manager and Deputy General Manager of the GRDB, Jagnarine Singh and Madanlall Ramraj for omitting entries in the entity’s ledger.

The court heard that an arrest warrant was issued for Ramcharran since 2017 after he was contacted on June 5, 2017 via Facebook and WhatsApp. SOCU’s Head Sydney James had testified that he had contacted Ramcharran and disclosed that he told him that he was fearful to return to Guyana.

was then issued. But Ramcharran sought legal counsel and attempted to fight his extradition. He was unsuccessful when a Canadian court had denied an application.

His attorney, Sase Gunraj said he was disappointed with the outcome of the matter, and has alleged that SOCU Head James lied to the court to get an arrest warrant for his client.

Gunraj said his client has denied that James contacted him on May 31, 2018 to inform him of a court hearing on June 1.

“He (James) said he made those contacts via WhatsApp and Facebook messenger. Those social media platforms have a method of confirmation of delivery. None of that was demonstrated in this honourable court and yet an arrest warrant was issued

on the word of James,” the lawyer explained.

Gunraj said this formed the basis for certain steps to be taken in Canada regarding the arrest of Ramcharran, who he claimed executed his legal right to challenge his extradition.

“But it seems as though he is being penalised for exercising the legal options that were available to him by law,” Gunraj stated, calling it a double standard.

Gunraj drew a nexus between his case and that of the Government, which said it has the right to explore all legal options concerning the no-confidence case. He noted that that avenue was being afforded to it.

“Yet when my client Ramcharran exercised his right to use the legal options available to him in Canada…, that is being

held against him,” he argued.

Of the 39 charges, the Attorney said they included failure to account into a general ledger. He also pointed out that there were matters of a similar nature engaging the courts.

According to the lawyer, based on his assessment, there has been “an abject failure by the prosecution to prove those matters.

“With the absence of the person at SOCU who has had questionable qualifications, I wish them very good luck in prosecuting that case,” he added.

Ramcharran was remanded to prison by Chief Magistrate Ann McLennan.

His next court date is March 25, 2019.

A forensic audit of the GRDB revealed some “anomalies” including loans without proper paperwork or promissory notes. Six former officials, who were part of the Board, were later charged and released in relation to the same matters.

The officials charged are: Singh; Ramraj; Rice Producers Association (RPA) General Secretary Dharamkumar Seeraj; former Amerindian Affairs Ministry Permanent Secretary Nigel Dharamlall, who was a member of the GRDB Board; former Guyana Oil Company General Manager Badrie Persaud and Agriculture Ministry Deputy Permanent Secretary (Finance) Prema Roopnarine.

It is alleged that between 2011 and 2012, Singh and Ramraj omitted to enter, or to make true entries of, over $4.2 million in the company’s ledger, knowing that it was contrary to standard operational procedures.

They face 17 other charges, which alleged that during the same time frame, they fraudulently took $5.1 million or applied the money for their own use and benefit or any use and purpose.

…THE meeting n years to come, your Eyewitness believes the meeting yesterday between President David Granger and Opposition Leader Bharrat Jagdeo will become our local equivalent of the one between Churchill, Stalin and Truman to divvy up Germany after WWII. The disagreements at that “Potsdam Conference” led directly to the Cold War, from which we’re still recovering.

And in like manner, the disagreements between Granger and Jagdeo will colour the politics of the two blocs that compete politically and every other “ally” in Guyana, for the next four decades. ‘Cause whichever party will be in power next year – when the billions of barrels of oil start to flow into the world’s oil market and the billions of (US) dollars start to flow into (hopefully) our Treasury – will be able to ensure they remain in power for at least that long. And it’s for this reason, your Eyewitness never held out any hope of Granger going along with ANY of the conditions Jagdeo set as a prerequisite for the meeting.

Right off the bat, Granger didn’t agree to announce a date for the elections AHEAD of the meeting as demanded

by Jagdeo. He merely said he’d meet “to discuss the issues” the latter had raised. What’s to discuss? Jagdeo had already said the PPP was willing to vote along with the Government to cobble together the required 2/3 of the National Assembly to extend the date to April 30 – the life of the voters’ list. Once Granger hadn’t done that…it’s houseto-house registration, baby – meaning elections in 2020!!

Why then, even show up?? Well, Jagdeo did say he “wasn’t optimistic” as he went into the meeting!!

Jagdeo’s second demand was that no new contracts be awarded. This ain’t gonna happen, even if hell freezes over.

Which, we know, is impossible with the Devil stoking his fires just as vigorously as the PNC partisans here, who’ve branded the PPP as worse than the Devil!! The PNC will just smirk, when the next batch of contracts is doled out that they’re allowed under the doctrine of “necessity”. Who’s to decide conclusively what is “necessary” in public projects, like, say, even the new Demerara Harbour Bridge? Certainly not the courts!! And the PNC faithful will be duly rewarded, since they’ll pass on their cut to the PNC campaign!!

No new agreements, loans and leases?? Ditto as above!!

The biggest snicker was over the demand that there’ll be “no abuse of state resources for partisan purposes/activities”!

This will be even slipperier to pin down than the above!!

Finally, there was the demand for the Opposition to have access to the State media!!

Ha!! Over Moses’ dead body!! …two years later The saga of DNA testing in Guyana – to match crime scene human evidence to nab perpetrators of crime – epitomises the abject failure of Khemraj Ramjattan, and his government on crime. He’d lambasted the PPP upon assuming office in 2015 – especially his predecessor, Clement Rohee – for not equipping the Forensic Lab they’d begun constructing, with a DNA testing machine.

Then he evidently fell into a black hole for the next two years and finally promised one at the end of 2017 ‘within months”. In Feb 2018, he swore the equipment would be in “by June” and technicians were being trained.

Well, 2018 came and went and here he is, on the verge of being expelled into oblivion after Charrandas’s “yes, yes, yes” NCM vote, and Ramjattan suddenly remembers his promise! And says the machine will be here “soon”!!

Now if you can’t even keep track of a single machine that’s crucial for your fight against crime, how can anyone believe this government – when they insist they’re “winning” that battle!!

400 child abuse cases reported in 2 months

t is just over two months into 2019 and there have been some 400 reports of child abuse cases so far.

This was revealed by Country Representative of UNICEF Guyana, Sylvie Fouet, who said the statistics are alarming.

“Violence against children, just to let you know that in Guyana, is really at an alarming rate and since the beginning of 2019, we already have 400 cases being reported,” Fouet said, while adding that last year there was a total of one thousand cases. She further noted too

that this number had even gone as high as three thousand cases at one point.

Fouet made this disclosure on Tuesday when the University of Guyana teamed with the Judiciary and UNICEF Guyana to launch a Forensic Psychology and Sexual Offences Special Training Series.

According to the UNICEF official, this link between law and science will go a long way in changing the way Guyana responds to and documents child abuse cases as well as sexual violence in general.

The Forensic Psychology and Sexual Offences Special Training Series is an 8-module course being offered by UG. Dean of the Faculty of Health Sciences, Dr Emanuel Cummings, drew attention to the significant role forensic psychology and forensic medicine can play in increasing the capacity of the Judiciary in solving crimes and cases. To this end, he went on to note the importance of DNA profiling in solving sexual offences cases.

“The evidence that can be derived from DNA profil-

ing can make or break the outcome of a case… It allows for the comparison or comparing the profile of the perpetrator against the list of other suspects; the likelihood of holding the perpetrator accountable; and the likelihood of preventing future crime since the perpetrator DNA is then added to the database,” he stated.

Dr Cummings noted that this new programme being offered will significantly impact the way sexual offences cases are being solved in the local criminal justice system.

“So the plight focus of this course would provide an excellent foundation for continued education for the Judiciary in various forms of forensic science, including forensic psychology and medical science in an effort to strengthen the justice system by building the capacity for the use and interpretation of a more credible evidence,” the Dean of the Faculty of Health Sciences posited.

“The complexities of working with victims [and perpetrators] of sexual violence requires specialised training and intervention on the part of all involved in the process… Therefore, to ensure prompt, adequate and effective court response to needs of justice for both offenders and victims, an intensive approach is needed.

That is why were are here today,” Justice CummingsEdwards stated.

However, the acting Chancellor went on to note too that the personnel working in this field, they

also need debriefing programmes to deal with the “vicarious traumas”, hence sustainable skills and capacity are needed.

“We intend to improve our adjudication of sexual offences cases, reduce or eliminate secondary trauma of victims and to adopt a coordinated approach with all stakeholders as well as enhance our awareness of the evidence base knowledge in this direction,” she added.

The Opposition has also maintained that his party will not support houseto-house registration because it could delay the elections for at least eight months. He also suggested that in order to address fears of electoral fraud, Government should fund three polling agents from their representative parties to work at each polling station to ensure that only people who are eligible to vote do so.

According to the former President, the meeting was aimed to “suck me back into a long drawn out talk about useless things. I said you are the President and

you have a responsibility and not us. You have to set the date for elections, and therefore you tell us when and in exchange for that we might be prepared to go… the time is ticking. The ball is in his court. He is the one who is leading the country into a crisis.”

Jagdeo said he also reminded the President that he had advocated sanctions on Guyana in the period after the purgation of Parliament and before elections in 2015, and the Opposition is prepared to do the same thing. He stated that until the date is settled, there was nothing further to discuss.

Bad faith

Meanwhile, in a statement subsequent to the meeting, the parliamentary Opposition stated that the President has not given the Guyanese people any assurance that the imminent danger the country faces will be averted.

“Instead, the parliamentary Opposition could only conclude that the President and his Government have and will continue to act in bad faith, and the President is willing to subvert and violate the Constitution to suit his Government’s objective of staying in power beyond March 21, 2019,” the statement said.

Readiness

Following the meeting, President Granger addressed the nation in a video posted on the Ministry of the Presidency’s social media pages, where he described the meeting as “fruitful” whereas both Government and the Opposition are working towards finding a solution to the issues.

Granger did admit, however, that discussions between him and Jagdeo and

justice system in Guyana.

She pointed to the fact that just over one year ago, the sexual offences court was established while noting that plans are afoot to expand this facility to Berbice in about two months, and then to Essequibo.

“GECOM is in charge of elections, not the Executive.

I cannot decide when elections will be held. The President or the Executive or any other body cannot intervene, cannot intrude, cannot interfere in the work of GECOM and so we have to allow GECOM to do its work,” he said.

He continued: “Let me make one thing clear,

GECOM is autonomous, GECOM is an independent agency and there is no part of the Constitution which gives the President or the Executive in general authority to interference, intervene or intrude in the work of the Elections Commission.”

Nevertheless, Granger explained that he would now have to enquire from GECOM what they would need to prepare for the elections.

Notwithstanding that, the Head of State said he will work to have an election at the earliest time possible, while assuring citizens that Guyana is not facing a crisis.

Guyana needs to do more to reduce maternal mortality rate – PAHO

egional Health Officers from the 10 administrative regions were on Wednesday given an opportunity to highlight the challenges and achievements of the respective areas, and their plans for the year in bettering healthcare services for the public.

This meeting was facilitated by the hosting of a public health meeting at Cara Lodge, in Georgetown, under the theme: “Collaboratively we build a resilient healthcare system that is acceptable, timely and appropriate to meet the needs of every person in Guyana.”

During that time, representative from the Pan American Health Organisation/World Health Organisation (PAHO/WHO), Dr William Adu-Krow sought to present on one of the challenging factors

which Guyana’s health sector is faced with; the number of maternal deaths per year.

“For us now, maternal mortality is an issue.

We cannot continue to talk about it all the time and continue to have maternal deaths all the time. I was surprised because I thought we had only four deaths but [it is]…six or seven. If we have six by the end of February…that means we are looking at 36 deaths [for the year]… I think we need to do more,” he said.

Adu-Krow noted that he was asked by the organisation to prepare a monthly report on the number of persons that died and the factors surrounding their deaths, which will later be analysed. Other aims include having zero mortality from haemorrhaging.

“We want to have zero mortality from haemorrhage. That means no woman should die delivering a baby from blood loss. This is a tall order because the last data that I looked at indicated that 52 per cent of our women come into labour with haemoglobin less than 10. That already puts them at a disadvantage,” the PAHO representative said.

He explained that referral and counter referral forms are essential when transferring persons, since the next doctor will be briefed on the condition of

patients and consequently, this will reduce incorrect diagnosis.

Meanwhile, Director of Regional Health Services, Dr Kay Shako shared some of the work done at the regional level, indicating that this meeting will serve as a stakeholder’s approach to understand the dynamics and challenges of each region. For now, accessibility is key in providing the same level of services to persons in the hinterland.

Her position is that health care should be provided without discriminating against gender, age, sexual orientation or social status.

Shako emphasised, “We should be giving healthcare services to persons irrespective of their sexual orientation, culture, age…. There

should be no discrimination in healthcare delivery. We need to treat all patients with dignity, create trust and promote the demand for services.”

While informing that specialists were placed at the regional hospitals, Shako stated that there is need for medical personnel at the sub districts.

in the urban areas, rather than sending persons to the coastland to be treated.

As a result of the lack of these approaches, the medevac costs which were once pegged at about $40 million, currently stands at some $120 million.

Jeffrey stated that the RHOs are required to recognise these problems and use all of the financial resources in providing these services.

According to him, the residency programme should be reinstated to allow for specialists to visit the regions and treat persons in their respective communities.

“There was a budget of

$35 million to $40 million annually for medevac. The budget is presently $120 million…The Regional Health Officers need to demand that what you’ve budgeted for is adhered to…The region that needs to come up with the equipment, with the infrastructure so that we can have personnel go to the region and take care of the business.”

Meanwhile, Junior Public Health Minister, Dr Karen Cummings noted that these discussions will allow the regions to develop better systems to provide accessible and dependable medical assistance.

Excavation of Boerasirie dam

No permission given by NDC for excavation – Chairman …Police asked to act

mid tensions over the excavation of the Boerasirie dam by unknown persons, which can result in severe flooding in nearby communities, the Neighbourhood Democratic Council (NDC) on Wednesday said no permission was given to conduct such activities.

Chairman of the Council, Vishal Ambedkar noted that efforts were made to stop the persons who are excavating the area, but the machinery would be turned off when officials arrive at the location and works continue once they are gone. Additionally, the works are being carried out primarily on the weekend since the Council functions only on weekdays. This is seen as a method to evade the Council from addressing the situation, the Chairman said.

“The scenario at the Boerasirie Creek was brought to our attention at the NDC level. We tried to meet with the persons who tried to remove dirt from the dam area… this comes under the NDC and we haven’t given any permission to do so. Every time we went there to stop them, the machine would be shut off.

They’re removing it during the weekend and our workers only work on weekdays,” said the NDC Chairman.

The Police were also alerted of the matter and efforts were made to contact the Regional Executive Officer of Region Three (Essequibo Islands-West Demerara). Both proved futile since the Police is yet to respond and the REO was always unavailable when contact is made with his office.

“We would have written the Commander of C Division at the Leonora Police Station for them to take action against the matter. The Police are yet to act. He’s claiming that he received permission from a regional official to remove it. That dam serves as a safeguard between the two

Persons from the area recently contacted Guyana Times, voicing their concerns over the excavating operation, which they fear will impact them gravely if it continues.

This publication understands that men started excavating the dirt from the dam and have been retailing it to interested persons, while some was dumped at a nearby open space. The situation is even worse, given the fact that there is no structure to stop water from entering communities during high tides. The dam has been lowered significantly and any high tide in the future will result in mass flooding along Tuschen and Zeelugt.

“There is a dam before the trench, and someone is excavating the dirt from it and they’re excavating so low. This trench goes straight out into the river and there is nothing to stop the water so when the high tide comes, it will flood the entire De Kindren and Zeelugt,” said one of the Councillors.

She added, “The resi-

dents and fishermen are calling for something to be done before they’re affected. Some of the dirt is sold to people and they’re using some to build other areas.

Some persons went out and stop them from digging the dam further and explained what will happen if they excavate the dam so low and they still continued. The Tuschen-Uitvlugt NDC is also aware of this,” she explained.

Meanwhile, a resident from the area, Mugdridge (only name provided) explained, “If the dam get a breach, it will flood everywhere. If I get flood, who will be responsible? We have the Phagwah and Easter spring tide. If the dam get a breach, it will cause a big problem.”

When the tide rises, some fishermen will also suffer since it will not be possible for their boats to be docked along the waterway.

The resident noted that this is an extremely dangerous situation being created that will affect thousands of residents living in the area.

Residents are hoping that the Police intervene to ensure the dam is not dug further.

he inflow of Venezuelan migrants into Guyana seeking refuge from the economic crisis in their country has resulted in amplified initiatives by the Public Health Ministry to expand its vaccine programme, to reduce the possibility of a disease epidemic.

This is according to the Chief Medical Officer (CMO), Shamdeo Persaud on Wednesday, who disclosed that the migrants brought a number of challenges and this must be examined before the situation escalated into a crisis. According to him, such can challenge a country’s health-care system, so preventative measures are being identified.

These include the introduction of a vaccination system to prevent the contraction of some diseases, such as measles and polio.

“We have this current ongoing situation with the new migrants to Guyana and the challenges they bring. We have been focused to look at the vaccine-preventable diseases because in most crisis situations, those diseases plummet to the top of the agenda and they can be the ones to really challenge a health-care system. Things like measles, outbreaks of polio, diarrheal diseases, and so on,” he said.

rinidad-based Caribbean Airlines Limited (CAL) has compensated passengers on a direct flight from New York to Guyana, who endured more than 10 hours delay on Monday.

Passengers had complained about the treatment from the airline, including the fact that they were stuck abroad the aircraft for five hours at the John F Kennedy Airport in New York and then another two hours at the Piarco Airport in Trinidad.

Flight BW527 was scheduled to depart New York at 12:25h on Monday, but owing to the inclement weather, left until 04:26h. Added to this, instead of heading straight to Guyana, the plane diverted to Trinidad to change flight crew. This resulted in the flight landing in Guyana until 16:12h, some 12 hours after the plane left the US. However, CAL has issued an apology to the hundreds of passengers on board that flight and has issued them with a travel voucher as compensation for the delays.

In an email sent to one of the affected passengers on Monday, the Customer Relations Department of CAL’s Head Office said, “Please accept our sincere apologies for the inconvenience experienced.”

According to the airline, the safety of its customers and crew is the main priori-

ty of CAL. The airline said it made every effort to ensure this, along with courteous and professional service.

“We do regret that on this occasion, unforeseen circumstances caused you to arrive at your destination later than expected. To demonstrate our commitment to service excellence and as a gesture of goodwill for the inconvenience, Caribbean Airlines will provide you with a Transportation Voucher for the value of the New York to Georgetown sector of your ticket excluding taxes. Caribbean Airlines Transportation Vouchers are used for future travel and are valid for one year from the date of issue,” the correspondence from the airline to a first-class passenger stated.

Guyana Times understands that Private Sector Commission Chairman Desmond Sears was a passenger on that flight and he confirmed, when contacted, that he too received a compensatory transportation voucher.

Sears told this newspaper that he was pleased with the effort of the airline to “give passengers some sort of com-

pensation”. But looking back, the PSC Chairman felt that more could have been done by the airline to comfort and appease passengers during the incident.

“There wasn’t anything anyone could’ve done in New York, because we were snowed in and had to wait that out, but when we were diverted to Trinidad, the pilot did his best to provide whatever information he could have… I feel maybe an agent for the airline could’ve come (while we were waiting in the plane for two hours) and explain properly what was going on, because some passengers were angry and stuff … they thought we were gonna get a meal when we get to Trinidad, because we had boarded, since midnight but that didn’t happen,” he asserted.

Nevertheless, Sears did acknowledge that the airline did make an effort to facilitate easy boarding at the Piarco Airport, whereby they were allowed to go straight to the departure lounge instead of going through the immigration tedious processes.

4 Guyanese jailed Govt grants extended length of stay for Haitians for 3769kg cocaine …will be competing with Guyanese for already limited jobs – trade unionist D found on vessel

nited States Attorney Gretchen CF Shappert announced on Wednesday that Guyanese Neville Jeffrey, 70; Mohamed Hoseain, 66; Richard La Cruz, 51, and Mark Anthony Williams, 32, were jailed for 48, 36, 30 and 27 months respectively, for possession of cocaine on board a vessel, by District Court Judge Wilma A Lewis.

The sentencing was handed down on Tuesday

by Justice Lewis. The Judge also sentenced each defendant to two years of supervised release, but ordered that they be deported upon release from incarceration.

She further ordered them to pay a special assessment of US$100 each and did not impose a fine, the US Department of Justice said in a release.

Jeffrey, Hoseain, La Cruz and Williams pleaded guilty to cocaine possession charges in November and December of 2018.

According to plea agreements filed with the court and statements at the sentencing hearing, the US Coast Guard Cutter Napier, on February 16, 2017, intercepted a suspicious vessel in a joint operation with

the Trinidad and Tobago Coast Guard approximately 70 nautical miles north of Paramaribo, Suriname, in international waters. The vessel, later identified as the Lady Michelle, was located along a known drug trafficking route and registered with St Vincent and the Grenadines. The US Coast Guard boarded the vessel pursuant to a bilateral agreement between the United States and St Vincent and the Grenadines.

According to the US Justice Department, they discovered 185 bales containing numerous rectangular shaped packages of cocaine in the vessel’s fish hold weighing 3769 kilograms.

The drug had a street value in the US Virgin Islands of US$71 million. Jeffrey and Hoseain functioned as captains. La Cruz was identified as the engineer and Williams as the cook.

According to the US Justice Department, the case was investigated by the US Coast Guard, the Trinidad and Tobago Coast Guard and the US Drug Enforcement Administration and prosecuted by Assistant US Attorney Alphonso Andrews Jr.

espite having thousands of Haitians enter Guyana unaccounted for last year, the coalition Government has sought to extend the time that Haitians spend in Guyana to six months.

This was detailed in a letter dated January 31, 2019, addressed to Foreign Affairs Minister Carl Greenidge and copied to Minister of State, Joseph Harmon; Citizenship Minister Winston Felix and Public Security Minister Khemraj Ramjattan.

The correspondence sent by the President’s Senior Confidential Secretary was titled “Immigration Order 2019”. It noted that under the Immigration Act, Chapter 14:02, amendments were made to “allow Haitian nationals to be entitled to an automatic stay of six months”.

The amendment was made by Legal Affairs Minister Basil Williams.

This change in the immigration policy comes on the heels of the unaccountability of over 3000 Haitians in Guyana.

Already a number for persons are complaining about Haitians being employed at hospitals and in other sectors but being unable to speak proper English. This comes at a time when thousands of Guyanese have lost their jobs and are seeking employment but to no avail.

The letter extending the stay of Haitians in Guyana

Speaking with Guyana Times on Wednesday, a trade unionist questioned the decision by the Government to grant the extension.

“What will they be doing in Guyana? How will they maintain themselves for six months? They obviously have to work and this means that they will be competing with Guyanese for already limited jobs,” the trade unionist added.

Haitian migration has long been a troublesome issue.

Meanwhile, at a meeting of the Parliamentary Committee on Foreign Affairs back in June 2018,

the alarming statistics revealed that thousands of Haitians and Cubans are not only overstaying their time in Guyana but could not be accounted for.

On May 23, 2018, Minister Felix wrote the Clerk of the National Assembly and provided statistics of the eight main groups of foreign nationals, including Haitians, with the largest arrival and departure figures for the past five years.

The figures showed that Cubans accounted for the largest influx of foreign nationals, followed by Haitians and then Venezuelans after which were Brazilians,

Indians, Bangladeshis, Dominicans [from The Dominican Republic] and Chinese.

It was noted that as of April 30, 2018, a total of 1238 Haitians arrived in Guyana, but only 85 left the country.

In 2017, 3515 Haitian nationals entered Guyana and 291 left, while the year before out of 722 Haitians who came here, only 451 were on record as leaving. There were 770 Haitian nationals who arrived in 2015, 227 in 2014 and 188 in 2013, but only 136, 113 and 99 left the country respectively.

Chairman of the Parliamentary Committee, Opposition Chief Chip Gail Teixeira had pointed out that despite Haitians as well as Cubans – 22,520 of whom arrived but only 16,350 departed – speaking a foreign language, they seem to have gotten “lost”.

“Both groups are distinctive in terms of language and yet they seem to be lost away,” Teixeira stated.

However, the Citizenship Minister had suggested that the thousands of unaccounted-for foreign nationals must have left the country through `backtrack’. Felix had also accused Teixeira of “crying wolf in a crowded cinema” when it comes to the large numbers of Cubans, Haitians and others overstaying their time here and the risk of human trafficking.

In the meantime, the Opposition’s People’s Progressive Party (PPP) had claimed that the coalition Government is granting thousands of Haitians and Cubans citizenship, so they get voting rights for the impending General and Regional Elections. But Government had rejected this.

hristians around the world, including Guyana, on Wednesday made their way down to their respective places of worship to participate in the Ash Wednesday service which commemorates the first day of Lent.

Lent is usually observed for 46 days prior to Easter.

While it is called the 40 days of Lent; in actuality, it is 46 days since Sundays are not counted.

The period is significant for Christians as it represents the number of days

according to the Bible that Jesus Christ fasted – 40 days.

Ash Wednesday is observed by fasting, abstinence from meat, and repentance – a day of contemplating one’s transgressions.

Ashes are used to mark churchgoers on the forehead with a sign of the cross, to symbolise repentance for sin. The ashes are collected from burnt palms from the last Palm Sunday.

Lent usually ends on Holy Saturday, which is the day before Easter Sunday

when Christians celebrate the resurrection of Jesus Christ.

UNICEF donates $30M in survey supplies to Bureau of Statistics

he Bureau of Statistics on Wednesday received survey supplies worth an estimated $30 million from the United Nations International Children’s Emergency Fund (UNICEF) to commence the country’s latest round of the MultiIndicator Cluster Survey, this April.

This was highlighted by UNICEF’s Country Representative to Guyana and Suriname, Sylvie Fouet, at the official handing over ceremony held at the Bureau of Statistics boardroom.

Fouet explained that this programme aims to collect and compile data on the situation of children and women, to be used for nationwide decision-making. Fouet also noted the use of new modules, while going paperless.

“Guyana is ahead of the curb in the Region – they did in Suriname and Costa Rica, but they did not use the full module – so, Guyana is top three in the Region to embark on this type of survey this new methodology and

According to Fouet, three-week capacity building exercises will commence

Deputy Chief Statistician Ian Manifold expressed his gratitude to the UNICEF

for providing the necessary tools to conduct the survey, noting that going digital will accelerate the institution’s progress. He explained that during the last census, it was highlighted that the process needed to be conducted in a timely manner.

“We would like our public to understand the collection of the mixed data is very beneficial to the development of Guyana. It is going to speak to how we develop policies and how we push our development… so, I would really like the general public to continue to give us their cooperation over the years,” Manifold said.

He disclosed that officers will be properly attired so that persons can easily recognise the organisation and the nature of their business.

Currently, the Bureau is also conducting the continuous labor force and household budget and living conditions surveys.

This international survey is conducted every five years.

he People’s Progressive Party (PPP) on Wednesday observed the 22nd death anniversary of former President and Founder of the PPP, Dr Cheddi Jagan.

In a statement, the Party said Dr Jagan’s death saw Guyana losing a great fighter, politician, statesman and human being and March 6, 1997, is a day that will forever be remembered as one of the saddest in the history of the country.

“Dr Jagan is regarded as the Father of the Nation for his relentless and selfless struggles against the colonial masters for Guyana’s independence. A struggle he led to free our people from colonialism, to improve their lives and to return democracy following the dark, oppressive period when our people were subjected to a brutal dictatorship for almost three decades under the [People’s National Congress] PNC regime,” the Party said on Wednesday.

The late President’s ideals and principles, it noted, are as relevant today as it was then, especially during this period owing to

the total disregard for the Constitution of Guyana.

“After about four years in office, the [A Partnership for National Unity/Alliance For Change] APNU/AFC Government is swiftly pushing the country into economic ruin after 23 years of unprecedented prosperity under the PPP Government, started under Dr Jagan in 1992 and dubbed the “Return to Democracy”,” the Party said.

Dr Jagan’s greatest achievements, the Party added, would have been the return of democracy and the renewal of hope to all Guyanese, regardless of political affiliation, ethnicity, gender, religion or class.

“Unfortunately, today, PNCled Government impunity has returned, discrimination continues unabated and hope is once again fading into the sunset as it did during those dark ruthless days of the PNC rule.”

Dr Jagan was a champion of the working class, the Party said, adding that he truly believed in equal opportunities for all – a fundamental ideal of the People’s Progressive Party.

“The PPP will not re-

lent from its responsibility to represent the Guyanese people and to free them from the oppression that the current Government is foisting upon the nation. Dr Jagan led the struggle, and it will be continued by our Party until Guyanese and Guyana can return to progress.

Bauxite workers impasse

Court issue did not quash GB&GWU’s certificate from 2008 – Union President …says Union still authorised to lobby for bauxite workers’ rights

he Guyana Bauxite and General Workers Union (GB&GWU) is the only union that is certified by the Trade Union Recognition and Certification Board and any bauxite company operating in Guyana needs to recognize same.

This is according to President of the GB&GWU, Lincoln Lewis, who in an interview with Guyana Times said this is the authority that the union has when lobbying and fighting for the rights of bauxite workers.

He stated that for those who are arguing that the Union he represents should not be recognised in this capacity due to polls or a court issue that occurred due to an administrative glitch; no ruling was made to quash the certificate that the GB&GWU received since 2008.

“That court order didn’t say that the decisions that were made by the Board were upturned when as much that was asked for in the pleadings. It was not granted. So those decisions ….they are legal and binding. And as a trade unionist, I expect any trade unionist, not to argue on technicality but argue on the will of the people,” he told this publication during an interview on Tuesday.

According to Lewis, since his Union received its recognition certificate in 2008 there have been a few challenges by other unions, however, those challenging the GB&GWU never succeeded in their goals.

Certification Board, the GB&GWU is or should not be recognised is far from understanding the process and the happenings that occurred in the court.

“The certificate, the Trade Union Recognition Board did not cancel the certificate that was acquired in 2008 so the union continues to be the recognised union,” he added.

The issue with the legal status of the union arose again when some 60 stiking workers were dismissed by Bauxite Company of Guyana Inc (BCGI). The union attempted to intervene in the matter but were informed that they are not recognised by the Russian-owned bauxite company.

“We have no relation with this union,” the Russian company’s representative had said. “It happened before I came to Guyana to work … it was an alternative poll. This poll took place on October 3, 2017. It was won by Guyana Bauxite and General Workers Union.

“Only a few weeks after, we got information that the Judge in (a case decided) this board was constituted with some breaches and could be considered illegal.

It meant former worker was considered by decision of Judge illegal. I think many people knew the board was illegal. But nobody said to us such a (poll) could be considered nil and void,” the company’s representative said.

This is a reference to the judgement issued in the case of the Trade Union Recognition and Certification Board (TURCB) versus the Federation of Independent Trade Unions of Guyana (FITUG).

FITUG General Secretary Carvil Duncan had claimed that TURCB unilaterally appointed a Chairman in 2015 without consulting them, and only recognised the Guyana Trades Union Congress (GTUC).

In the written judgement issued by the High

Court on November 8, 2017, it said FITUG was not consulted prior to the appointment of a chair in 2015.

This was found to be in violation of the Trade Union Recognition Act, especially as it relates to the selection of a Chairman of the organisation.

When asked, however, Chief Labour Officer Charles Ogle maintained that the GB&GWU by virtue of winning that poll should be the duly-recognised representative of the bauxite workers. This is, after all,

the approach the Ministry has adopted.

“The Union is the recognised union; there’s no doubt about that. The GB&GWU is the recognised union. They did a poll and the Union won that poll.”

Meanwhile, up to late Wednesday evening in solidarity with the dismissed employees, residents of Ituni, Hururu and Kwakwani continued to block sections of the Berbice River preventing the company’s barges to pass with bauxite for export.

Huawei sues US Govt over product ban

uawei has filed a lawsuit against the US Government over a ban that restricts government agencies from using its products.

In a statement, the firm said the US Congress has “failed to produce any evidence to support its restrictions”.

The US has placed bans on government agencies using Huawei products over concerns they pose a risk to national security.

It has also been lobbying allies to shun the Chinese telecoms firm.

Huawei has gone on the offensive after months of intense international scrutiny.

“The US Congress has repeatedly failed to produce any evidence to support its restrictions on Huawei products. We are compelled to take this legal action as a proper and last resort,” Huawei Rotating chairman Guo Ping said.

“This ban not only is unlawful, but also restricts Huawei from engaging in fair competition, ultimately harming US consumers.”

In the lawsuit filing, Huawei said the company has “no Chinese government ownership”.

The Chinese telecoms firm manufactures a range of technology, from network equipment to mobile phones.

Australia, New Zealand, and the US have all banned or blocked Huawei from supplying equipment for their future 5G mobile broadband networks over security concerns. (BBC)

he United States will impose sanctions on foreign institutions helping to finance embattled far-left Venezuelan leader Nicolás Maduro, the White House said Wednesday.

The measure, announced by President Donald Trump's national security advisor John Bolton, is the latest tightening of screws in Washington's campaign to force Maduro from power.

"The United States is putting foreign financial institutions on notice that they will face sanctions for being involved in facilitating illegitimate transactions that benefit Nicolas Maduro and his corrupt network," Bolton said in a statement.

Speaking to reporters after visiting the Socadrome at the Jean Pierre Complex, Mucurapo, yesterday, Young said: “(We’ve had) an unprecedented number of officers out. We’ve had 94 to 95 per cent yesterday (Monday) out on the job. We expect more today (yesterday) and I really want to commend the men and women.”

Commissioner of Police Gary Griffith, who was also at the Socadrome venue, also said the police’s drones, which were put into action for the celebrations, had been fruitful.

“It has turned night

into day, we can see everything. It has given coverage in real time. Likewise, with the body cams and the dashboard cams on the emergency response patrol vehicles… the use of technology is the way to go,” Griffith said, adding they were able to use this real-time surveillance of the Carnival activities to respond to incidents.

Earlier at the Queen’s Park Savannah, Griffith had admitted there were disturbances during the Carnival activities but said they were

not serious incidents.

“There have been very few incidents, very minor in comparison to Carnivals in the years gone by,” Griffith told reporters.

More importantly, he said, was that the perception and fear of crime in the country was significantly reduced.

Regional health authorities Brazil leader criticised over raise dengue alert obscene video on Twitter

ealth authorities here say while St Lucia has not recorded an increase in dengue related cases, they are raising the alert after several countries in the region, including the neighbouring French territories have reported an increase in cases of the disease.

Chief Medical Officer, Dr Merlene Fredericks, said that alerts have been issued by the Trinidadbased Caribbean Public Health Agency (CARPHA) and most recently by the Pan American Health Organisation (PAHO).

“Some persons might be wondering, 'Why are those alerts being raised at this time?' ” she said, noting that St Lucia normally raises the dengue alert closer to or during the rainy season.

But she said that a few

things are different in the region this year.

“For one, certain countries in the region, namely Jamaica, the French territories have been experiencing an increased number of cases of dengue fever outside of the typical cyclical pattern where we normally see an increase in dengue fever around the rainy season,” Dr Fredericks said.

She said people are well aware that due to travel and inter-regional movement, it is quite possible that when one country faces an issue, others can develop it as well.

Dengue fever is transmitted by the aedes aegypti mosquito, an insect with black and white legs, which mostly bites in the day and likes to breed in and around homes, Dr Fredericks said, as she encouraged people to destroy all breeding sites.

St Lucia last had a dengue epidemic in 2013, with type four of the illness being the most predominant.

“We have not seen dengue type three since 2009,” Dr Fredericks said, noting however that the nearby French islands are reporting cases of dengue types one and three.

“So we need to be in guard and we are advising all persons to be on guard,” she said, noting that there is a large portion of the population here who have never been exposed to dengue type three before. (CMC)

Critics say he is targeting the Carnival and the gay community in retaliation for protests against him.

Bolsonaro, a deeply divisive figure who has made racist, homophobic and misogynistic remarks but was a clear winner in last year's election, was the focus of much criticism in many Carnival celebrations across Brazil.

Diplomats from Argentina, Brazil, Canada, Chile, Ecuador, France, The Netherlands, Portugal, Romania, Spain and the US were at Simón Bolivar airport to receive Guaidó on Monday but so far only Mr Kriener has been declared persona non grata over this incident.

Guaidó, who leads the opposition-controlled National Assembly, declared himself interim president on 23 January and has been at loggerheads with President Nicolás Maduro ever since.

Guaidó had defied a travel ban and was widely expected to be arrested.

he US trade deficit jumped nearly 19 per cent in December, pushing the trade imbalance for all of 2018 to widen to a decade-long high of US$621 billion. The gap with China on goods widened to an alltime record of US$419.2 billion.

The Commerce Department figures released Wednesday undermined a key commitment by President Donald Trump, who promised to cut the trade imbalance on the belief that it would bring back overseas factory jobs and bolster the broader US economy.

In addition to a record trade gap in goods with China, the imbalance reached new peaks with Mexico (US$81.5 billion) and the European Union (US$169.3 billion).

The United States ran a record surplus last year with South and Central America.

wo white South African farmers were sentenced to up to 23 years in prison on Wednesday for the murder of a black youth who was thrown from a moving vehicle after being accused of stealing about 80 rand (US$5) worth of sunflowers.

The death of 15-yearold Matlhomola Mosweu in April 2017 caused outrage in a country where deep racial divisions persist 25 years after the end of white minority apartheid rule.

Violent crime in South African farming communities has stirred racial tensions and protests. Blacks comprise 80 percent of the 54 million population but most of its wealth remains in the hands of whites, who make up about 8 percent.

The two defendants, Pieter Doorewaard and Phillip Schutte, were found guilty in October of murder, kidnapping, intimidation, theft and pointing of a firearm.

The convictions and heavy sentences meted out were unusual in South Africa. In 2017, two white farmers were jailed for up to 14 years for attempted murder, assault and kidnapping after they were filmed pushing a wailing

black man into a coffin.

Hendricks handed down varying sentences for each of offences, saying some would run concurrently.

Hundreds of ISIL fighters surrender in Syria’s Baghouz S-backed Kurdishled forces in Northeastern Syria have captured 400 ISIL fighters who were trying to escape the armed group’s last enclave in Deir Az Zor, according to a military commander for the group.

A senior commander for the Syrian Democratic Forces (SDF) also said on Wednesday that hundreds more Islamic State of Iraq and the Levant (ISIL, also known as ISIS) fighters surrendered from the last shred of territory they control in the village of Baghouz.

ew satellite images of North Korea suggest it is restoring a rocket launch site it had pledged to dismantle, say analysts.

The images were taken two days after talks between the leaders of the US and North Korea ended without them reaching a deal on denuclearisation.

The Tongchang-ri site has been used for satellite launches and engine testing, never for ballistic missile launches. Work to dismantle it began last year but stopped as the US talks stalled.

The pledge to dismantle it had been seen as a confidence-building measure between Pyongyang and Washington.

Meanwhile, the US has warned North Korea could face yet more sanctions should Pyongyang not take steps to denuclearise.

The satellite evidence, coming from several US think tanks and testimony from the South Korean in-

also included civilians, but it was not yet clear how many had given themselves up voluntarily, the commander said.

The evacuations came as the US-backed forces slowed their latest push on Baghouz, east of the Euphrates River, to allow civilians to leave the enclave.

he Polish Government says it is considering carrying out exhumations at a World War II-era site where Jews were burned alive in a barn by their Polish neighbours, something which would violate Jewish religious law.

The matter concerns the 1941 pogrom in the Polish town of Jedwabne, where Poles burned alive more than 300 Jews during the German wartime occupation of the country. An exhumation began in 2001 but was stopped at the time by then-Justice Minister Lech Kaczynski out of respect for Jewish sensitivities.

India may prosecute newspaper under secrets act over Rafale documents

ndia’s top lawyer told the Supreme Court on Wednesday it may file a criminal case against The Hindu newspaper under India’s Official Secrets Act for publishing “stolen” Government documents about a deal to buy 36 Rafale jets from France.

Attorney General Kottayan Katankot Venugopal argued that the documents published by The Hindu should not be examined by the court, which is considering petitioners’ requests to review how the deal was awarded, as he says they were stolen.

He added that the Government was considering prosecuting The Hindu under the act that seeks to

protect government secrets.

Narasimman Ram, author of a series of articles that cited the documents and Chairman of The Hindu Publishing Group, said they were published in the public interest.

“There is nothing to worry about. What we published is legitimate and we stand by it,” Ram told Reuters. India has ordered the planes costing a total US$8.7 billion from France’s Dassault Aviation as part of a modernization program of the air force which is phasing out its Soviet-era planes.

But the deal has been the centre of allegations from India’s main opposition party, Congress, that

the Government of Prime Minister Narendra Modi paid too much and that it forced Dassault to accept Indian businessman Anil Ambani’s Reliance Defence as its Indian partner even though the company had no such prior experience in defence contracting.

Ambani has previously said that the Congress party has been misled and misinformed by corporate rivals and vested interests.

The Hindu, one of India’s oldest and most widely read English newspapers, wrote five reports over the past several weeks that cited internal government documents about the process of procurement and pricing.

Andy Murray: Former Wimbledon champion “pain free” after hip injury A

ndy Murray says he is “pain free” after hip surgery, but that his chances of playing singles at Wimbledon this year are “less than 50 per cent”.

Murray had hip resurfacing surgery in January, which he said meant it was possible he would not be able to play professionally again.

But the three-time Grand Slam champion said it was the only option if he wanted to return to competitive action.

“The rehab is slow, but going well,” the 31-year-old Briton said. “I want to continue playing, I said that in Australia. The issue is I don’t know whether it’s possible.”

In an interview with BBC Sports Editor Dan Roan at Queen’s Club, the former world number one added: “The operation went well. I’m feeling good and walking around pain free which hasn’t been the case for pretty much 18 months, two years.

“The reason for having the surgery was to improve all the dayto-day things and my quality of life.

“I wasn’t enjoying tennis, I wasn’t enjoying going out for walks and doing basic things –- it was painful

tying my laces. I wanted to get rid of that.”

Murray added he was under “no pressure” to resume a career which has also seen him win two Olympic gold medals among 45 singles titles.

“I have to wait and see. I’m not allowed to start doing any highimpact movement for the first four months after the surgery and it is only then when I can see if I can compete at any level,” he said. “Whether that is competing i n the top 10 in the world, that is probably unlikely, but could I get to top 50, top 100 level? That may be possible.

“I don’t feel any Andy Murray pressure

to come back and play. I don’t feel like I have to get back to playing Wimbledon or playing tennis again.

“I just want the hip to be as good as it can be and if it allows me to play, that’s brilliant. If not, I’m not in pain anymore and I’m happy with that.”

Murray broke down in tears at the Australian Open in January, saying in his pre-tournament n e w s

conference that he planned to retire after this year’s Wimbledon because of the pain in his hip.

Grand Slam of 2019 could prove to be the last tournament of his career.

After a gutsy first-round five-set defeat by Spain’s Roberto Bautista Agut, Murray appeared to soften his stance by telling the Melbourne crowd he hoped to see them again next year.

“The surgeons said I can try, but couldn’t give me any guarantees. The thing that gives me hope is that in Australia and in the past 18 months, my hip was in a really bad way and I was still able to compete and win matches against very good players.

ofra Archer is capable of taking his game to a new level in international cricket if he is called up by England, says Sussex teammate Chris Jordan.

2019 CONCACAF Nations League draw to take place March 27 …all 41 CONCACAF Member Associations are set to compete in inaugural edition of competition

he Confederation of North, Central America and Caribbean Association Football (CONCACAF) on Wednesday announced the date and procedures for the official draw of the 2019 CONCACAF Nations

League.

The group stage for the competition will be played in September, October and November 2019. The Final

Championship will take place March 2020.

The draw, which will sub-divide the three Leagues into groups, will be conducted live on Wednesday, March 27 at 22:00h ET (19:00h local) from the Chelsea Theatre, in Las

Vegas, Nevada. The presidents from the participating Member Associations, as well as guests from the world of international foot-

ball will be present at the gala event.

Fans will be able to follow all the action through the Confederation’s partner networks, including Univision Deportes (United States); FloSports (United States); Televisa (Mexico) and other local partners.

he highly-anticipated Muslim Youth Organisation (MYO) of Guyana Inter-Jamaat Softball Cricket Competition kick-started on Sunday last at the MYO Ground, Woolford Avenue.

The thrilling 15-over per side tournament saw Tuschen Train Station (TTS) Masjid and LBI Masjid both walk away with victories.

In the first game, Tuschen Train Station Masjid lost the toss and were sent in to bat making 164 for the loss of seven wickets in their allotment of 15 overs. Rajesh Babooram made 40 runs (2x6s and 2x4s), while Aslam Wajid and Feroze Rahaman made 26 runs each. Bowling for Cornelia Ida/Hague Jamaat was Mohamed Omar and Amir Hussain, picking up two wickets each.

Cornelia Ida/Hague Jamaat fell short by 49 runs as they were bowled out for 115 runs in 12.4 overs.

Opener Nazim Azeez tried to keep them in the hunt, making 42 runs (5x6s) and a late flourish by Amir Hussain with 28 was among the runs.

Talim Gafoor was the pick of the bowlers, picking up three wickets in his solitary over which only cost him two runs, he was well supported

by Arshad Azim and Harry Singh with two wickets each.

WMCF to host fundraising dinner NSC, organisers pledge continuity for CARIFTA Championship after successful Magnum Mash Cup

W

ith the National Junior Chess Championships on the horizon this weekend, a few of the participants will be looking further than the local competition, focusing their energies on competing at the regional level.

The CARIFTA games began in 1972, giving young athletes in the Caribbean Region a platform to showcase their skills and an opportunity to test them against their Caribbean counterparts.

Although mainstream sports had decades in the spotlight, the CARIFTA Junior Chess Championships only began in 2012, with 2019 being the eight instalment of the competition.

Last year, six junior players travelled to neighbouring Suriname for the competition.

This time around, the team has been increased to a total of 14 players. Competing in the Under-20, Under-16, Under-14, Under-10 and Under-8 categories, the increased number of participants will heighten Guyana’s chances in the tournament. The eighth CARFIFTA Junior Chess Championships will be hosted in Curaçao, Netherland Antilles from April 18 to 23.

With the increased number of participants, the team are now looking to raise funds to facilitate their weeklong trip. Currently, the budget stands at US$18,676, inclusive of airfare, accommodation and miscellaneous expenses and FIDE certified chess Instructor

fter the conclusion of the second annual Magnum Mash Cup this past weekend, organisers and the National Sports Commission (NSC) are of the opinion that they have pulled off a successful tournament.

In 2018, the competition had a rocky first year, facing several hiccups that blunted the high quality that the inaugural year of competition should have had.

This time around, the organisers Sansports and ANSA McAL, through its Magnum brand, were committed to making the second instalment much better than the first by improving key areas such as security.

The curtains closed on the tournament last Saturday with Sparta Boss romping to an emphatic victory over Back Circle. With the perfect final scripted and an even better game ensuing, Director of Sport, Christopher Jones was of the opinion that the futsal tournament was one of the best he had ever witnessed.

“Essentially, the NSC Magnum Tonic Wine 2019 Mash Cup is the best futsal tournament ever and when I spoke with some of the fans out here tonight they agreed. This is the best finals that they have ever had. I’m even suggesting to ANSA McAL that perhaps they may have to do a tournament every quarter instead of a yearly event,” an ecstatic Jones

stated.

Furthermore, Jones explained some of the reasons why the NSC threw its support behind such tournaments.

“The NSC is always committed to lending support to these activities to ensure that the young players from the various communities have every opportunity like many others to participate in sports, to be part of a cohesive and ,of course, to make some earnings from their trade,” he explained.

When questioned about the Commission’s position with the tournament, the Director of Sport noted that given the success in 2019, the NSC will continue its commitment to the Magnum Mash Cup. “National Sports Commission is on board when it comes to 2020, 2021 and beyond, we’re at least what you’re seeing here tonight; fans are calling for it and everybody endorsed that this is one of the best futsal tournaments ever,” Meanwhile, Stag representative Eddison Jefford maintains that the tournament would continue to be a yearly fixture and improvements would be made continuously.

he New Amsterdam Stelling Tarmac will be a buzz of activity tomorrow night as eight exciting matches are scheduled for the first night of the Berbice edition of the Guinness “Greatest of the Streets” Competition.

In a suitable opening match, defending champions Trafalgar will begin their title defence against Rose Hall starting at 19:00h.

Sixteen teams from East and West Berbice will battle for supremacy over three days of competition, with the other playing days being Saturday and March 16 to see who will be “Made of More” in the regional sub-meet.

The teams in Group A are Trafalgar, Rose Hall, Litchfield, Canje, Hopetown, Black Sharks, Bam Boys and NA Kings B while Group B will feature NA Kings, Fast Seven, Outsiders, Goalers, East Bank Gunners, Constab, Twenties and Top Form.

Guinness Brand Executive Lee Baptiste disclosed that all systems were in place for the competition, which has become a popular event on the sports calendar in the Ancient County.

“Berbicians and football lovers alike can

expect an entertaining three nights of action, and we are urging fans to be early to witness some very exciting games,” he added.

Baptiste noted that this was the second sub-meet for 2019 following the successful hosting of the West Demerara/East Bank zone last month at Pouderoyen tarmac in West Demerara, where Brothers United emerged as the champions and will advance to the national playoffs later this year. The winners of the Berbice zone will also book a place in the playoffs.

The tournament’s coordinator is former national goalkeeper Philip Carrington and the sponsors are Banks DIH Limited through its Guinness Brand and Colours Boutique of Robb Street, Georgetown.
