O

pposition Leader Bharrat Jagdeo has accused the coalition Government of conspiring with the Guyana Elections Commission (GECOM) to rig the next General and Regional Elections, based on their insistence to replace the current voters’ list through house-to-house registration.

Addressing his weekly press conference on Wednesday, Jagdeo said his party has made several proposals to put certain safeguards in place to ensure that credible elections could be held by April 30 but both parties have refused to make it possible to hold elections by that time.

Jagdeo feels that elections could be held in a short period by extending the validity of the voters’ list for another two months, during which elections could be held.

“There are safeguards against all of these things and that is why I believe the call for house-to-house registration will not ensure that more people are on the list and has a clean election… The only reason for house-to-house is to delay elections,” he told the press.

Jagdeo claimed that there were plans not to register at least 10 persons for each polling station in People’s Progressive Party (PPP) strongholds to ensure that 20,000 persons are unable to vote. He also claimed he has been told that when concerns are raised, the PPP will be blamed on the grounds that his party has been demanding early general elections.

He told the media also that plans were also afoot to double-register persons and for GECOM to refuse to do fingerprint scanning to remove duplicate registrants from the list, give foreigners fake birth certificates to allow them to register. But Jagdeo said, “We are not going to accept this. We are not going to roll over and play dead on these issues.”

Making reference to recent news that GECOM would only be able to hold elections in late November, Jagdeo said it points to another act of conspiracy between the Commission and the President. He argued that not only were the Opposition-

appointed GECOM Commissioners not consulted but the advice was sent to the President two days before March 21.

He feels, “This letter was a carefully contrived letter....

It gives President Granger an excuse out to say it’s not me, its GECOM…which he has been saying all along.

And look, now we have them saying that they can’t hold elections until November the Opposition is being unreasonable. It is not us (Government); it is GECOM delaying the polls.”

Jagdeo has already made it clear in a social media post that the PPP will never accept the November 2019 date for the holding of elections, as is being put forward by the three Government-nominated GECOM Commissioners and Chairman, retired Justice James Patterson.

Patterson wrote President Granger, informing him that General and Regional Elections cannot be held before late November 2019, even though GECOM is constitutionally mandated to hold elections within three months of the passage of a no-confidence motion against the Government.

In the case of Guyana, that deadline expires today.

In the letter dispatched to the Head of State, the GECOM chair explained that since the elections body is continuing with its normal work programme, that is, the holding of house-to-house registration, it will need some $3.5 billion to host elections.

APNU/AFC coalition, calls have been made by various stakeholders including foreign diplomats here for the Government to abide by the Constitution and set a date for elections.

The Opposition has already written several international bodies and representatives asking that they do not recognise the coalition Government after March 21, if there is no extension.

No collusion

Relevance of a Phagwah message

T

oday, Hindus across the world will be celebrating the colourful and joyous festival of Holi or Phagwah as it is known. From a Guyanese standpoint, this, like some other locally-observed festivals, has transcended religious boundaries to become a mostanticipated national occasion. Guyanese from all walks of life, more importantly religious and ethnic groupings, participate to share in the fun and frolic that are associated with the celebrations epitomised by vibrancy and the fusion of colours.

Celebratory activities have grown across the country allowing for more focused gatherings for interactions. This augurs well for national unity as it serves in many ways to bring people together.

Over the years, it was evident that the various levels of society are seemingly dismantled on that day as the diverse colours mask the lines of separation.

It is also demonstrative of the unison of our diversity and being true to the locally embedded custom of the various ethnic groups sharing and participating in each other’s cultural traditions and celebrations. This is not just confined to Phagwah, but is very evident at Easter and Christmas as Guyanese generally do not see the religious boundaries, at least in that context.

That reality generates a wish for the spontaneous camaraderie to not be confined to those particular days. The desire of many, if not all, would be for this to be built upon. That aside, these national festivals do offer, through their significance, pertinent lessons for the advancement of humanity. If these are genuinely heeded, then the forging of national unity could become less challenging. For that to work, the messages must, therefore, not be lost in the celebrations.

One of the overarching themes of Phagwah is that good will always triumph over evil as captured in the story of Prahlad, who refused to submit himself to the dictatorial commands which his father, the King, dictated to his subjects. The young boy would not allow what he personally believed in to be expunged by the King’s whims and fancies. In simple terms, Prahlad stood up to his own father by refusing to allow a particular tyrannical wish to be imposed upon him.

His defiance was not without consequence as his own aunt, Holika, who was bestowed with the boon of being indestructible by fire. She urged the King, to have herself and Prahlad placed in a fire, convinced that the boy would be destroyed leaving her untouched.

The King agreed and the rest is history. She was destroyed and Prahlad was unharmed. This aspect of the story is captured through the symbolic burning of the Holika on the night before Phagwah.

What could be the possible relevance of this at present?

Foremost, there is the imposition by the Government of a convenient interpretation of the Constitution regarding what is mandated following the successful passage of a no-confidence motion. Much has been said about the Government’s refusal to accept and abide by the supreme law of the land which clearly states that elections in the circumstances must be held within 90 days after the vote is carried.

That period expires today and no effort has been made by the Government to have the elections held in the required period.

Further to that, the Guyana Elections Commission (GECOM) has, according to the three Commissioners representing the Opposition, brought another imposition: elections being only possible in November, or thereafter. That’s close to a year after the passage of the no-confidence motion and eight months after the constitutional 90-day period!

These impositions are in clear violation of the Constitution. With regard to GECOM’s latest position premised on the need for houseto-house registration to “clean” the voters’ list, it brings back into focus the fact that just mere weeks before the no-confidence vote on December 21, 2018, Local Government Elections (LGE) were held on November 12. Those elections were held with a list that received glowing commendation from GECOM, more especially, the three Commissioners representing the Government.

Now, in a convenient twist, the Government Commissioners are the ones who claimed, very early in the 90-day period, that the said voters’ list needs “sanitising”. Again, much has been said about the deliberateness of the Government to avoid the holding of the constitutionally-mandated elections. In doing so, it has also imposed the view that there would be no constitutional crisis after March 21.

Aside from the Opposition, many in civil society are making their voices heard in reiterating the constitutional process as upheld by the Speaker of the National Assembly and the Chief Justice, and calling for the elections to be held. Some were unmistakably close to the Government in the recent past. As time progresses, more and more are standing up in defiance of the Government’s imposition for the rule of law must be respected.

Of course, in the process some are vilified, but they are not deterred. This is where inspiration and strength can be drawn from the story of Prahlad. With the deadline expiring, coincidently on Phagwah Day, with no immediate resolution for the elections to be held soonest and for impositions not to be imposed, Prahlad’s story becomes immensely relevant. All of us have a duty to do the right thing.

he United Nations human rights chief on Wednesday stepped up her criticism of US sanctions against Venezuela’s Government, a day after US President Donald Trump warned Washington could still impose “tougher” measures.

Michelle Bachelet, the UN High Commissioner for Human Rights, also renewed her tough criticism of Venezuelan President Nicolás Maduro’s Government, accusing it of a violent crackdown on dissent.

Venezuelan security forces, backed by pro-Government armed groups, have quashed peaceful protests with excessive use of force, killings and torture, the UN human rights chief said on Wednesday.

Bachelet, addressing the Human Rights Council, cited allegations that the National Police’s Special Actions Force (FAES) had executed 37 people in January in Caracas in illegal house raids in poor areas supporting the Opposition.

Criticising US sanctions, Bachelet cautioned that Washington’s moves could hurt Venezuelan citizens.

In January, Trump imposed sanctions on the Stateowned oil company Petroleos de Venezuela (PDVSA), the stiffest economic measure against Maduro and Venezuela to date. The US is among countries that have recognised Opposition Leader and self-declared interim President Juan Guaidó as the legitimate Head of State.

What has changed since December 2000 to make 90 days a Sisyphean task?

Dear Editor, The constitutional mandate of 90 days or three months for holding elections was not arrived at arbitrarily, there were numerous studies and consultations with the Guyana Elections Commission (GECOM) before that period was agreed upon and duly inserted into Article 106 (7) in December 2000 (Bill No 4 of 2000).

At the time of consideration of this amendment, GECOM itself was only into its seventh month as a permanent constitutional body (Bill No 2 of 2000), continuous registration and the existence of a valid electoral list

all year round was not even contemplated. It was envisaged that creation of a valid list as part of the process within the 90-day period was easily achievable. Many extra days and redundancies were added to the process to arrive at 90 days as the maximum needed to deliver credible elections.

Editor, this begs the question of what has changed since December 2000 to make 90 days a Sisyphean task. The answer is nothing! Our population has not grown significantly; technology has improved; the GECOM Secretariat is well established and extremely

efficient in conducting registration exercises twice a year, the last being May/ June 2018; regular elections have led to a large cadre of persons trained in electoral procedures being readily available. We have a list of electors valid until April 30, 2019. In fact, it may well be argued that General and Regional Elections preparations can be done in a much shorter time frame in the age of ultra-modern communications.

The Guyana Elections Commission Secretariat, the people who do the actual work of holding elections are ready for an election, the

executive has prepared work plans and even declared publicly a timeline that placed holding of elections well within the constitutionally-mandated timeframe.

“With this no-confidence motion, it means once the date is set, it will be held … it is our constitutional mandate to conduct the General and Regional Elections and Local Government Elections (LGE) whenever they are constitutionally due; so whether it is in the 90 days, then it is GECOM’s responsibility to conduct elections,” said Public Relations Officer (PRO) of GECOM, Yolanda Warde (Guyana Chronicle

27.12.2018).Who or what then derailed the process?

The blame ultimately lies on the shoulders of one man, David Granger, the elected President of Guyana who has mistaken party loyalty as support of his circular logic that involves him and partisan GECOM Commissioners, supported by a unilaterally-appointed Chairman playing make-believe ‘hot potato’ with the responsibility for setting a date for elections in compliance with the Constitution of Guyana.

Mr Granger came into the highest office in our nation touting law, order, dignity and respect; as a direct result

of his inability and failure to function in a leadership role, Granger will leave it with its powers and respect considerably diminished. There is no doubt now that Granger will hold on until the grim end, and with him will be many of the men and women of his Administration, they will leave us with a cautionary tale for many generations to come. “The wheel of the world swings through the same phases again and again” ? Implications of Granger’s, GECOM’s actions do not augur well Dear Editor, After doing everything to stymie and suppress the Constitution, Vincent Alexander and his cohort Commissioners are attempting to justify why elections should be held at a date beyond April 30, 2019. They are very much aware that the validity of the list will expire creating a situation that neces-

sitates the strongest sanctions. At the same time, the implications for Mr Granger and his cabal of Ministers cannot and must not remain of the same order and it will not be business as usual.

We are witnessing bribery and corruption increase exponentially as the Granger Administration plunders and squanders,

making this behaviour the order of the day. After four years, the coalition Government failed to show any improvement in the country and is now trying to do damage control through bribery. Instead, our youths are without jobs and our pensioners are being cheated and robbed every day. At all of the public offices, citizens transacting

business are being asked to leave a ‘lunch’ or a ‘raise’ in order to get the simplest of transactions done. Our Constitution is clear and with all the forces in and out of the country fully behind the constitutional requirements, it is time for us to demand free and fair elections.

The implications of the President’s actions

Granger should stop listening to party hardliners and set an elections date Dear Editor, We are headed for a constitutional crisis, because Granger and followers are bent on circumventing the clear and unambiguous letter of the law. They are bent on holding on to power no matter what the cost, so the usual T-dancing on non-essential and illogical issues that have nothing to do with the clear-set mandates in the Constitution.

I see Attorney Nigel Hughes giving his opinion on the same issue also, he is postulating a “what if” scenario. There is no “what if” scenario to a successful passage of a no-confidence motion. What I can safely tell Nigel Hughes and friends is that the Constitution of Guyana has no “what if” attached to its clauses, the matter of a no-confidence vote being carried has the attending consequences for the sitting Government and that is final.

Now, there can be an extension to the March 21 date, but that is dependent

on the consent, and I repeat, the consent and approval of the Opposition.

I know the Granger folks do not like to hear this, because in their book the Opposition should have no say in the running of things in this country. But the way the Constitution is written, this cannot happen, they must seek education and legally-guided reasoning from the Opposition.

At every step of the way the Opposition must be quoted, this is shared governance at its best. So, Granger is at his wits’ end as to the way forward.

Well, a sound suggestion to the President to ease the stress is, set a date for the election, you still have time. Stop listening to the hardliners in your party and set a date, it will be the most enlightened decision you would have made in your entire career.

The Constitution further prescribes the President and Cabinet shall resign and announce a date for elections with-

in 90 days; that is so clear.

Those 90 days end when the clock strikes midnight Thursday March 21, 2019 and if an elections date is not set by that time, the Government becomes an illegal entity, a squatter if you please.

I do not think the PNC would like that impending crisis to settle in, because

dark and gloomy would be for all members of that illegal entity called the PNCled coalition.

No court of law can overturn what is clearly etched out in the Constitution, so Mr Granger, come on: do the right thing.

GECOM must be fully prepared to hold free and fair elections. Guyanese citizens must not accept an illegal Government and we must unite and stand up to protect our constitutional rights. Unless things change drastically by March 21, 2019, we must use the necessary measures to demonstrate, march and protest vehemently against this corrupt APNU/AFC cabal. This column sup-

ports heavy pressure and strong resistance to assert the rights of our citizens to this illegal APNU/AFC Government.

March 21, 2019 happens to be a blessed day, as Guyanese will be celebrating the national Hindu festival of Phagwah. Let us, therefore, have a peaceful day and be ready to support the imminent and seemingly inexorable revolution as we demand urgent free and fair elections.

The diverse colours that are associated with the festival and which

Phagwah has become a national occasion that

symbolise the commencement of the spring season, epitomises our nation’s rich diversity.

Like all of our national festivals, the significance of Phagwah speaks to, amongst others, the triumph of good over evil.

That universal belief is firmly rooted in societies and offers hope in the face

of adversity and despondency. Let this comfort us as we confront our challenges.

As Guyanese participate in the various events across the country to mark the occasion, we extend best wishes and urge tolerance and respect in the celebrations.

GAWU Phagwah Message 2019 Let vibrancy, Phagwah continue

T

he Guyana Agricultural and General Workers Union (GAWU) joins with the Hindu community, and indeed all other Guyanese, in celebrating this year’s Festival of Holi.

Though it has its roots in the Hindu community, this festival is generally recognised as an integral part of our Guyanese social and cultural history and Holi has evolved into a truly national celebration. Holi, popularly known as Phagwah, is now embraced by numerous sections of the population and is yet another expression of our diversity. GAWU sees the togetherness in joyous colourful celebration on this occasion as an example of the need to forge common efforts to bring about and ensure the well-being, peace of mind and steady enhancement of the prosperity of our people. The spirit of celebration widely is well manifested on this occasion and is testimony to the good prospects we have to strengthen our na-

tion and overcome divisiveness.

GAWU realises that the messages of unity, goodwill and optimism exchanged during such festivals as Christmas, Mashramani, Eid and Phagwah are positive contributions to instil hope and productive relationships between our people and build strong foundations for our future generations. In this regard,

we feel that discriminating practices, whatever their form and a callous attitude to sections of the population will not serve to promote a national environment of trust, confidence and genuine togetherness so vital to peace and a healthy economy.

It is appropriate to recall the narrative linked to Phagwah which speaks of the defeat of intrigues and the triumph of a just cause. Indeed, as we take such sentiments into account, GAWU cannot ignore that Phagwah 2019 coincides with what many have deemed the last day of legality for the current executive administrators.

The nation, as many have opined, will now sail into uncharted territory which brings obvious unknowns.

The Festival of Holi teaches that the overcoming of adversity and difficulty even in the face of daunting challenges is possible. Such teachings, undoubtedly, are instructive at this time of national anxiety.

May the understanding associated by festivals like Holi lead to a united and better country where our people of different faiths will take pride in our progress and developments knowing that a secure future is the aspiration we all cherish.

he Ethnic Relations Commission (ERC) takes this opportunity to extend to all Guyanese, especially our Hindu brothers and sisters, greetings on the occasion of Phagwah or Holi; a national holiday. Over time, this event has transcended religious boundaries to become a truly and much anticipated national festival.

It is one that serves to bring Guyanese from all walks of life together as evident by the sense of fun and frolic that have become its hallmark.

As the occasion is observed, the Commission urges that its significance through the pertinent messages be foremost in our minds. Significant is its underlying messages of the triumph of good over evil as exemplified by the story of Prahalad and which continues to be an inspiration for the advancement of humanity.

Characteristic of this joyous occasion is the plethora of colours that mix and engulf the landscape. That not only signifies the advent of spring and the blooming of

flowers, but in the context of our dear nation, a demonstration of the vibrant intertwining of our rich diversity that creates that enviable and beautiful kaleidoscope

that defines who we are as a people.

It is a reflection of what can be achieved from a combination of efforts as we endeavour together for the realisation of our national motto. It is also demonstrative of how as a nation we embrace our cultural diversity. The countrywide participation by Guyanese from all backgrounds must be seen as sending a strong message of tolerance which is vital to the efforts of the promotion of harmony and unity.

That, therefore, offers

pertinent lessons for us all and an impetus for increased and sustained efforts to build upon our strengths and improve on weaknesses. It allows for the enhancement of our capacity to overcome inherent challenges to foster togetherness.

The Commission also takes this opportunity to urge utmost respect for the occasion and for it to be observed and celebrated as advised by the Hindu community.

Phagwah also marks the beginning of the Hindu New Year, a time that is associated with reflection and introspection.

Phagwah has both spiritual and social connotations.

This festival which is integrally associated with the season of spring is resplendent with the colours of nature’s blooms, as celebrants smear each other with vivid hues. It reminds us of the concept of “Vasudhaiv Kutumbakham”; the world is one family. Proletariat in nature, the festival removes all barriers and differences,

as covered in colour people are unrecognisable emphasising that there should be no distinction on this day.

The word “Phagwah” is derived from the Hindu month, Phalgun. Its synonym Holi comes from the Sanskrit word “hola” meaning grains, reminding us of the festival’s linkage to agriculture and a bountiful harvest. It also heralds the advent of Spring and the Hindu New Year.

Phagwah is a beautiful festival and we must capture the essence of the celebration by fostering love, under-

standing, unity, harmony, steadfastness, fearlessness and righteousness as we engage in the gaiety and festivities this festival brings.

As you enjoy the festival and all of its dimensions today, we urge that the land be converted into a spiritual garden from which we must imbibe positive and good vibes. There must be no barbaric nor primitive behaviour nor any disrespect on this day, rather we must embrace each other in the spirit of friendship, colouring each other to illustrate the splendour of nature.

he A Partnership for National Unity/Alliance For Change (APNU/ AFC) Administration is refusing to accept that it will become illegal today after it failed to follow the process as stipulated by the Constitution of Guyana in instances where a no-confidence motion is passed against the Government.

The refusal to accept this was posited by both Minister of State Joseph Harmon and Natural Resources Minister Raphael Trotman, who were asked separately on Wednesday about the status quo of Government after today. Both Ministers claimed that Government will continue business as usual until a new Government is elected.

Harmon told Guyana Times that there is no contemplation of a vacuum after midnight tonight. “Well I think we have made that very clear that the President (David Granger) remains the President until such time that there are new elections held and that the Government remains in office until such time that new elections are held… there is no contemplation of a

vacuum and as a colleague of mine said that the President and the Ministers maintain the full panoply of responsibilities and power until such time that there are new elections,” Harmon said.

According to Harmon, persons have been trying to make a distinction that the Ministers will no longer have powers following this timeframe. He however argued that the Ministries cannot be left without a head; as such, an elections process will be necessary to elect new leaders.

Meanwhile, Natural Resources Minister Raphael Trotman shared similar sentiments when asked on Wednesday on the sidelines of a prize giving ceremony.

Trotman said there is no such thing as a constitutional vacuum.

“In law, there is no such thing as a constitutional vacuum in Government or governance, we have entered into an area that none of us would’ve contemplated… I think all of us have a duty to ensure that we give effect to what is there and at the same time, we don’t slip over the edge and become an ungoverned state, so

I would expect that the court would give its ruling very soon and that is even more urgent I think than any other thing nationally so that we can all be guided on the way forward,” Trotman told this publication.

However, Article 106 (6) of the Constitution states: “The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.”

Meanwhile, 106 (7) goes on to state that, “Notwithstanding its defeat, the Government shall remain in office and shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine, and shall resign after the President takes the oath of office following the election.”

However the Guyana Elections Commission (GECOM) has said that it is only capable of conducting elections until November

2019.

Cannot lawfully exist

Senior Counsel Ralph Ramkarran, a former Speaker of the National Assembly, had posited that the Government cannot lawfully exist after March 21, 2019.

He said if that is the case, then anything that it might do will be illegal.

He had contended that it cannot convene the National Assembly. Even if it does, anything that the National Assembly may enact will be unlawful.

He recently highlighted in his writings that the President’s failure to fix a date for elections is because the Government intends to remain in office for as long as possible.

He said this move is being supported by the majority of GECOM who have voted in support of a new registration exercise. Ramkarran argued that the Government’s functions must be limited to the implementation of existing decisions as no new ones can be made by Cabinet.

Although the acting Chief Justice (CJ) Roxane George,

Dealing with…

…the consequences of an illegal regime n its first iteration of leading an illegal regime between 1968 and 1992, the PNC inevitably morphed into a violent and tyrannical dictatorship. This shouldn’t surprise anyone, since the very act of illegally holding on to power inevitably creates dynamics that lead to the use of violence to coerce citizens into obeying commands of a regime which they have not legitimised by giving their consent. And that leads to societal destruction in all spheres.

So when you wonder what’ll happen after tomorrow when the present PNC Government becomes illegal, all you have to do is flip through the pages of any text – or google them – that describes Guyana under Burnham. A good description is provided by Clive Thomas – yes…the PNC SARA man! – in his 1986 book, “The Poor and the Powerless” as he describes the “Degeneration and Social Decay” created by the PNC: “Guyana has been in a state of continuous crisis since 1975 and the manifestations of this are numerous. Consider the following: negative rate of growth of real product since 1975 with the result that per capita real income at the end of 1985 is less than that of 1970 and more than one-third below that of 1975.

Dramatic increases of malnutrition, and deaths from deficient nutrition-related illnesses, particularly evident in public institutions (hospitals, prisons, institutions for the aged, the disabled, etc); widespread and endemic shortages of foods as well as other basic items of consumption; shortages of raw materials, with the result that for the past decade industry, on average, has been utilising only 30-40 per cent of rated capacity.

In addition, electricity outages, scheduled for March 1986 at the time of writing, averaged 36 hours per week for all districts in the country. Unscheduled interruptions also occurred; double-digit inflation rates; unemployment estimated at over one-half the labour force following on large-scale public sector retrenchments; a virtual collapse of all the public utilities to the point where this constitutes a major obstacle to production; the dramatic deterioration of social services; drastic increases in crime, corruption, clientilism, graft and nepotism in public and private life to the point where they constitute themselves as a major factor of production (the fifth!) or non-production.

On external account: massive external debt, a rapidly deteriorating balance of payments deficit, (in excess of one-quarter of GDP for the period 1976-1984), and a deteriorating exchange rate; the emergence of a vast parallel market for all items; and m) a migration rate which in the most conservative estimates exceeds three-quarters the rate of natural increase of the population.”

And he didn’t even get to the assassination of his comrades, Walter Rodney and several members of the WPA!! …GECOM Your Eyewitness is still marvelling at the barefacedness of Granger’s subversion of GECOM as even a halfway credible body to conduct free and fair elections in Guyana.

Openly trampling on 25 years of tradition created by his own PNC predecessors on using the Carter Formula to choose the critical position of Chairman – with a CASTING vote!! Gasp!! Even Burnham kept a fig leaf over the tight leash he kept on his “toothless poodle” Bollers as Chair, back in the day!!

Well, the matter of Granger’s high-handedness and unilateralism is with the CCJ, but it doesn’t look like they’re in any rush to undo that blatant violation of the letter and spirit of our Constitution. Granger thus begat Patterson who begat PNC-friendly Myers as the Dep CEO in accordance with the Lawrence Principle on hirings! Friends and PNC members are the anointed ones!

But the question about whether the composition of the GECOM Secretariat being dominated by one ethnic group is discriminatory was allowed to lapse because of the HR Head no-show.

Guyana excluded from Trump’s “Caribbean leadership” meeting …as coalition Govt to occupy office illegally after today

nited States (US) President Donald Trump will be hosting several Caribbean leaders on Friday for a special meeting in Florida, which has been organised to discuss a number of issues ranging from security cooperation and the potential opportunities for energy investment.

But according to a Reuters report, Trump has

only invited leaders of The Bahamas, The Dominican Republic, Haiti, Jamaica and Saint Lucia to be part of the meeting. The discussions will also look at the Chinese “predatory economic practices” and the Venezuela situation.

That meeting is taking place the first day following the expiration of the 90day period in which elections should have been held in Guyana due to the successful passage of the Noconfidence Motion.

The Trump Administration has often warned countries in the region about accepting Chinese investment and as it relates to the current economic and political crisis in Venezuela, the US has recognised opposition leader Juan Guaido as the country’s interim president.

When contacted on Wednesday, Minister of State Joseph Harmon said he was not sure if Guyana

has been invited. “I have not seen a letter… sometimes we hear things and we respond to it but you don’t see the actual what you call the cargadge, that is the paper work that says this is so. I haven’t heard about it.”

Opposition Leader Bharrat Jagdeo has repeatedly warned that his party will call on various countries and international organisations not to recognise the coalition Government after today. Jagdeo had said he will be calling for international sanctions as well.

During a press conference on Wednesday, the People’s Progressive Party (PPP) General Secretary labelled the actions of the Government past today as a “coup d’état against the Constitution.”

Jagdeo said, “I believe this, is akin to a coup d’état.

As it relates to the claim that Government would remain in office out of necessity, Jagdeo said there could be no necessity arising out of a process that the President himself has engineered.

“The Government cannot claim necessity… All the lawyers that I have spoken to claim that the President cannot take advantage of his illegality by blaming necessity because they (the lawyers) are saying to me that necessity cannot be applied when it’s self-inflicted,” he added.

Farmer charged for attempting to kill reputed wife

he farmer who allegedly attacked and severely chopped his reputed wife about her body on February 24, 2019 was on Wednesday slapped with an attempted murder charge and appeared at the Cove and John Magistrates’ Courts.

East Coast Demerara (ECD), stood before Magistrate Fabayo Azore.

The 39-year-old man was remanded to prison, and the case was expected to continue on May 3, 2019 at the Mahaica Magistrate’s Court.

Twenty-two-year-old Vashti Mahase was accompanied by a Rural Constable to

Oosman’s home on February 24 to serve him with a restraining order, but he allegedly whipped out his cutlass and dealt her several chops to her face, hand, back and other parts of the body.

As the attack was launched on the woman, the Rural Constable ran away.

The bleeding woman was

then picked up by neighbours and rushed to the Georgetown Public Hospital.

According to the mother of the young woman, Zorina Mahase, her daughter, a mother of two, was involved in an abusive relationship with Oosman, which she ended.

However, she said that the defendant has reportedly threatened her daughter’s life since the relationship ended.

After committing the act, Oosman had escaped, but was subsequently arrested several days later after hiding in Good Hope, ECD.

Carter Center meets with GECOM W ith the constitutional deadline for the hosting of General and Regional Elections within 90 days having expired today, officials from the United States-based Carter Center met with the Guyana Elections Commission (GECOM) on Wednesday.

Following the more than two-hour long meeting, Jason Carter, the grandson of former US President Jimmy Carter, told reporters that the discussions were very productive with a genuine exchange of ideas.

Carter further posited that there is a lot of political desire to reach a solution but this will have to be done by the political leaders here.

“I think ultimately our role here, of course, is limited. We are not Guyanese, we care about this country… But ultimately, the issues that are being confronted right now are going to require the cooperation of the political leadership of this country and we are optimistic…” Carter asserted.

Despite mounting pressure on President David Granger to set a date for polls before today’s expiration of the March 21 deadline, the Head of State had insisted on awaiting the

elections body to guide him on their level of readiness before executing his presidential responsibility.

But GECOM had previously indicated that it cannot hold elections before the March deadline and has voted to do house-to-house registration which will conclude in November. In fact, on Tuesday the Chairman in a letter to the President on Tuesday, informing him that polls cannot be held before late

November 2019.

Justice Patterson explained in the correspondence that since the elections body is continuing with its normal work programme, that is, the holding of house-to-house registration, it will need some $3.5 billion to host elections and as such, “no election date should be contemplated less than five months after these funds are placed at the disposal of and under the control of GECOM”.

However, the Opposition Commissioners on GECOM have blasted the unilaterally appointed Chairman over the letter to the Head of State without discussing the contents.

Last week, Jagdeo revealed that he had already engaged several international bodies and the diplomatic community here to not recognise the coalition Government after March 21.

The ABCE community has been vocal on the political situation in Guyana, calling on Government to uphold the Constitution.

In addition, the Opposition Leader had also disclosed that he was in conversation with President Carter, keeping him abreast with developments here.

No-confidence Motion

Appeal Court to rule on challenge on Friday

O

ne day after the coalition Government becomes illegal if an extension to its life is not granted, Guyana’s Court of Appeal is expected to hand down its ruling on all the appeals filed in relation to the No-confidence Motion cases.

Acting Chancellor of the Judiciary, Justice Yonette Cummings-Edwards, disclosed on Wednesday that the decisions on all the appeals of the High Court’s rulings will be delivered by the appellate Judges at 15:00h.

This announcement was made following hours of submissions, by the parties involved, on the issue of the validity of former AFC Member of Parliament Charrandas Persaud’s vote given his dual citizenship status, which was challenged by Government supporter, Compton Reid.

While these rulings will be handed down one day after the 90-day deadline would have expired, Senior Counsel Neil Boston, representing Reid in the proceedings, renewed a stay application on the no-confidence resolution.

However, this was not allowed.

“No stay is going be granted because the stay application would have been overtaken by the appeal itself…”

Attorney Anil Nandlall explained outside the court.

The lawyers representing the State’s interest in these proceedings still insists that

there will be no crisis after today’s expiration of the constitutionally mandated March 21 deadline for the hosting of General and Regional Elections. But according to Nandlall, a former Attorney General who is representing Opposition Leader Bharrat Jagdeo, contended otherwise.

“How is there not going to be a crisis when the constitutional life of the Government expires and the Government has not fixed a date for elections within that time. The complete Government is illegal,” Nandlall asserted.

He went on to say that “The State of Guyana now has no legal and constitutional Government that will be in office after the expiration of the 90-day or three-month period, and that is the reality.

They can play whatever politics they want but legally, the Government’s life has come to an end.”

According to Nandlall, the Government cannot induce the Doctrine of Necessity, as being claimed by the coalition, because they are the ones who has caused the crisis in the first place by violating the law.

“If that is the position then every government will stay beyond its tenure in office, invoke the Doctrine of Necessity and don’t call elections when elections are due… Responsible government and constitutional government as we know it will break down and the Doctrine of Necessity will become the refuge of despotic and inter legal government if that becomes the law. So you can’t have a dictator who ignores the Constitution, refuses to hold elections when elections are due and then invoke the Doctrine of Necessity. The law will never countenance such a position,” Nandlall further pointed out.

Submissions

Nevertheless, back in the courtroom, the Appellate Judges heard submissions from the lawyers on the dual citizenship case. Acting Chief Justice Roxane George had ruled back in January that while Persaud was illegally sitting in the National Assembly because of his dual citizen status, his December 21, 2018 vote on the Opposition’s No-confidence Motion was valid since an

elections petition was not filed in the stipulated time to challenge his qualification as a MP. In court, Nandlall argued that the appellant challenging the qualifications of the former AFC parliamentarian to sit in the House and the only way this can be done is through an elections petition. He outlined that having already approach the court by the wrong procedure, the time has long past for such a petition to be filed.

“The law prescribed 28 days for such a challenge to be made, they came several years out of time. And in any event, Charrandas’ vote is saved by a provision in the Constitution which says that notwithstanding that person may not be qualified to sit in the Assembly but who has actually sat and participated in the proceedings, those proceedings and their validity are saved.”

This position was also

proffered by Attorney Sanjeev Datadin, representing Persaud, who further submitted to the court that it does not have a jurisdiction to impose any sanctions stemming from the former MP’s actions, as is being asked for by the appellant, since there is no provisions for such.

The State Counsels from the Attorney General’s Chambers including Deputy Solicitor Nigel Hawke as well as Attorney Roysdale Forde, representing Minister of State Joseph Harmon, also presented arguments similar to and supporting submissions made by SC Boston.

Meanwhile, Senior Counsel Rafiq Turhan Khan, representing Speaker of the National Assembly, Dr Barton Scotland, did not make any submissions, informing the court that they would be guided by whatever decision is made.

Last month, Government asked the Appeal Court to set aside the judgements made

by Justice the Chief Justice and filed a series of appeals.

In the first case of the Attorney General (AG) v Speaker of the National Assembly and Opposition Leader, which deals with the 33 to 32 majority that was used to pass the Noconfidence Motion, Williams is arguing that “there was a miscalculation of the majority of all elected members as required under Article 106

Meanwhile, another case was AG v Christopher Ram, who had successfully sought to have the High Court validate the no-confidence resolution and have Government comply with constitutional provisions to demit office and call elections no later than March of this year.

The Chief Justice had upheld both cases, ruling that the no-confidence vote was validly passed, and that Cabinet should have resigned. However, Williams in his appeal is claiming that the Chief Justice made an error in both of these rulings.

Security services complying with removal of sirens on vehicles

raffic Chief Linden Isles has expressed satisfaction over the compliance of security services, which have so far removed their sirens and flashing lights in keeping with the traffic laws of Guyana.

The Guyana Police Force (GPF) had, back in February, come out warning those businesses that they are not permitted to use those types of equipment, as only emergency vehicles such as ambulances, Police vehicles and fire trucks are allowed by law to go through traffic with such aid.

Isles in an invited comment told Guyana Times that the Force has engaged those agencies on the way forward. According to him, those businesses will only be allowed to use such equipment if the Ministry amends the law to cater for them.

In this regard, owners of security services and other persons who are guilty of having such equipment attached to their vehicles could face the consequences of being prosecuted.

“The only way that they could use those things is if they write and approach the Minister so that the law could be amended,” he stated.

The GPF Traffic Department had pointed out that the Road Traffic (Guyana Fire Service) Order made under Section 49 specifically states what emergency vehicles are.

It explained, “Approved Police Vehicle means any vehicle carrying a lamp showing to the front an amber light and sounding continually a bell, gong or siren.

asked about the way in which commuters respond to emergency vehicles, the Traffic Chief pointed out that he has not received any recent reports of flawed drivers in this regard.

Last March, the Chief Fire Officer Marlon Gentle called on road users, especially motorists to yield to sirens. According to Gentle, it is an international rule that a vehicle with sirens sounding is proceeding to or from an emergency.

The failure of road users to yield to the sirens of emergency vehicles is one of the major challenges the Guyana Fire and the Emergency Medical Services face when responding to a call.

Gentle was quoted by the Department of Public Information (DPI) as saying that as responsible road users, “persons ought to give way to the vehicle sounding the siren.”

“There may be someone who is being taken to a hospital who needs immediate medical attention that

the EMS cannot provide to them, but if they are able to transport them in a timely manner and without any de-

lay, they can save that person’s life,” the Chief Fire Officer said.

RUSAL, Union impasse ends

…workers reinstated, Berbice River to be cleared

fter several weeks of deliberations, the impasse between RUSAL and its dismissed employees was finally resolved on Wednesday, when officials of the aluminium company and the Guyana Bauxite and General Workers Union (GB&GWU) met and agreed to have the workers reinstated.

The series of events stemmed from the 61 workers, who downed their tools against RUSAL’s subsidiary, the Bauxite Company of Guyana Incorporated

(BGCI), after they received a one per cent salary increase.

Thirty other workers were dismissed after the company temporarily closed a section of its operations as a result of the strike.

This resulted in protests from the workers and the blockage of a section of the Berbice River, which leads to the company’s operation located at Aroaima, Region 10 (Upper Demerara-Berbice).

On Wednesday, the issue was resolved after both parties signed a Terms of Resumption (ToR) which in-

cludes reinstatement of all 61 dismissed workers and those laid off during the dispute. It also cited that there would be no victimisation or change of conditions for the reinstated workers; no compensation for time not worked during the dispute; return of the check-off system; and clearance of the Berbice River.

“Both parties have further agreed to recognise the sovereignty, Constitution and Laws of Guyana and neither shall act in contravention thereof; promised to uphold the spirit and goodwill to which the ToR was negotiated and signed and will do nothing to circumvent same,” the GB&GWU said.

While BCGI had dismissed 61 workers on February 19, 2019, after the protest, it had also advised some 30 employees that their department were closed until further notice as a result of the ongoing events.

Initially, RUSAL had contended that it was a violation of the workers’ contract to strike. When the Union had intervened, RUSAL initially refused to recognise the Union, resulting in the prolonged stalemate.

However, Union Chairman Lincoln Lewis maintained that the com-

pany has no authority to ascertain such, stating that it a responsibility of the Trade Union Recognition and Certification Board (TURCB).

The stalled negotiations resulted in disgruntled workers and supporters blocking the Berbice River to prevent bauxite laden barges from passing; a move which cost RUSAL millions of dollars.

While the intention was to affect RUSAL, other business were severely affected when they could not access the river. One logger from New Amsterdam, Imtiaz Hussain explained to Guyana Times that while attention is being placed on the deadlock between RUSAL and its employees, other stakeholders were affected.

The timber, along with four employees of the company, were waiting to access the river for over 10 days – a situation which is affecting his business significantly since extra monies were paid to the workers and reimbursement for customers who could not stand the wait.

Now that the matter

has reached a resolution, both parties are scheduled to meet 14 days after the resumption of work to commence negotiation of a new Collective Labour Agreement (CLA).

“The agreement further outlines that within 14 days of the full resumption of work, the parties will commence negotiation of a new Collective Labor Agreement.

This will be referred to in case of any further disputes, which may occur in the future,” RUSAL stated in a statement to the media.

BCGI was established back in 2004 under the agreement whereby RUSAL owns a 90 per cent stake in the company, and the remaining 10 per cent belongs to the Government of Guyana.

pposition-nominated Guyana Elections Commission (GECOM) Commissioners are likely to push for external organisations to interview candidates for positions at the elections body, since it appears that the current process is being bypassed.

ence Tuesday, said she will be making this recommendation in the future, since it may be the only way to ensure there is credibility in the process of hiring key personnel.

Her suggestion comes days after an investigation by the Ethnic Relations Commission (ERC) confirmed that GECOM had, for the first

time in history, overlooked the top ranked candidate for a position within the organisation. Specifically, the probe found that Vishnu Persaud was ignored even though an internal recruitment process ranked him as the best qualified for the job of Deputy Chief Elections Officer (DCEO).

Justice Patterson, according to the ERC report, had failed to provide evidence to substantiate his claims about Persaud.

Further commenting on the report, Commissioner Shadick said she was disappointed with the general conclusion on the allegations of unfair hiring practices at GECOM. “I am disappointed in the ERC report in that they did not have any documentation to make a finding on hiring practices at GECOM… what they should have said, was that in the absence of information, they could not have made that determination,” she explained.

Commissioner Robeson Benn believes her lack of participation affected the outcome of the investigation.

ERC finalising code of conduct Sophia fire causes power outage to over 10 ECD villages for politicians

everal villages along the East Coast of Demerara were subjected to a power outage on Tuesday night and leading into Wednesday, which resulted in mass inconvenience and confusion.

On Wednesday, several concerned and irritated residents told Guyana Times that the power supply went off at about 23:55h on Tuesday night but up today Wednesday afternoon, electricity was not restored.

After numerous reports from residents were made to the Guyana Power and Light (GPL), the company posted on social media that some of the affected areas included North Sophia, New Haven, Belvoir Court, Blygezigt Gardens, Bel Air Village, Bel Air Promenade, Bel Air Gardens, Bel Air Springs, Liliendaal to Industry, the University of Guyana and the Cyril Potter College of Education.

Guyana Times understands that there was a fire at Sophia Dam, which damaged the utility company’s pole and primary structure.

GPL stated that workers were unable to transport a piece one equipment at the dam; and as such, works were being carried out manually to replant new poles.

“Due to inaccessibility to

the dam to accommodate out pole planting equipment, remedial work to replant the structures are being done manually,” the company stated.

The public was advised to exercise caution “when lighting fires in close proximity to GPL’s infrastructure”.

One concerned resident voiced her discomfort to Guyana Times Guyana Times on Wednesday morning, noting that she was afraid that some of the items which she brought for Phagwah will spoil.

“The cut off out light last night. It’s from Bel Air, Sand Road, Liliendaal, Cummings Lodge, Industry, Pattensen, Turkeyen and other areas. Since last night the light come off and we buy things for Phagwah. We want to know why until now the light ain’t come on back,” she said.

The woman noted that strangers are roaming the streets and many persons are fearful that homes can be burglarised.

Back in February, the company had experienced a cyber-attack on its computerised systems and the power company did note that a ransom was requested. It noted that permanent corrective measures were taken, which included initiating an information system quarantine.

GPL said during this period, there were service interruptions for customers visiting its offices attempting to submit queries and new service applications since the Customer Information System was taken offline.

Meanwhile, Guyana Times understands that power was restored to the communities late Wednesday afternoon.

n a bid to ensure politicians are held accountable for their actions, the Ethnic Relations Commission (ERC) is compiling a code of conduct for political parties and politicians ahead of the upcoming elections.

The Commission has already met with the Opposition People’s Progressive Party on the development of this code of conduct.

In essence, the document will address the conduct of politicians in all public forums, including political rallies, according to Commissioner Neaz Subhan, who said the code will be “comprehensive”.

Upon completion, the ERC will lobby political parties and politicians to sign onto it.

The ERC is currently em-

powered to recommend the banning of political parties from participating in elections if it is found guilty of breaching laws dealing with ethnicity.

But over the years, no action was ever taken against groups or individuals for breaching such laws.

ERC Chairman, Reverend John Smith however said that is going to change.

After several years of being defunct, a new ERC was established in 2018.

The body’s mandate is to provide equality of opportunity between persons of different ethnic groups and to promote harmony and good relations between such persons and provide the elimination of all forms of discrimination on the basis of ethnicity.

It is also required to dis-

courage and prohibit persons, institutions, political parties and associates from indulging in, advocating or promoting discriminatory practices on the ground of ethnicity.

ead Coach Jacques Kallis feels two-time Indian Premier League (IPL) champions Kolkata Knight Riders (KKR) are as balanced as they can be going into the new season with more fast bowling options than last year.

“We are as balanced as we could possibly be. You play on a lot of different wickets throughout the tournament and I think we have got our bases covered. But having said that, you got to perform on the field. It doesn’t matter what the team looks like,” South Africa legend Kallis told reporters ahead of KKR’s practice session at the Eden Gardens on Wednesday. “One thing that we do have this year is few more options in the fast bowling department, which is a big plus for us.

“We probably needed one-two more options in the seamers’ department last season, an issue which we have addressed this season,” Kallis stressed.

KKR have added New Zealand fast bowler Lockie Ferguson; left-arm Englishman Harry Gurney, who is known to have a lot of variety and West Indies all-rounder Carlos Brathwaite to their pace attack this season. However, the franchise received a blow on Wednesday after zippy South Africa quick Anrich Nortje was ruled out of the IPL after sustaining an injury.

The purple brigade also has experienced all-rounder Andre Russell to chip in with the ball. Among the Indians, KKR lost U-19 quicks Shivam Mavi and Kamlesh Nagarkoti to injury and will expect Prasidh Krishna and little-known Sunil Warrier to step up.

KKR’s weakness last season was their fast bowling department and before the auctions this time, the Dinesh Karthik-led side released Tom Curran, Mitchell Starc, Mitchell Johnson, Vinay Kumar, and Vidarbha seamer Apoorv Wankhade.

As far as their batting is concerned, KKR’s top seven have no spare tyres with the likes of Chris Lynn, Shubman Gill, Russell, Karthik and Brathwaite packing enough punch to rival any other side. Kallis sounded confident about his team’s batters, saying they gave a good account of themselves last season and would look to deliver the same this time. “From the batting point of view, I think we batted really well last season. So I’m excited with the team makeup.”

Asked whether the impending World Cup would be a distraction for the hopefuls, Kallis said: “The World Cup is there.

We are not going to hide behind that fact, but I can assure you that the players will try their best in every game they play.

“As much as it is in the back of their minds, their focus will be on the IPL to get into good form and do well in under-pressure situations. That’s the best way to prepare for a World Cup. If they do well in the IPL, selection will take care of itself.”

Kallis also maintained that workload management of players is a personal thing and the support staff would aid the players to stay as fit as possible.

“The guys are also professionals. They will know when to rest.

We got a great support staff, physios and trainers ... they know how to handle the guys. We have full confidence in them and their calls on how the players are doing,” he said.

Kallis did not reveal too much about the team combination when quizzed whether young Gill would bat up the order or not, saying they are “flexible”.

he Guyana Amateur Basketball Association (GABA)/Let’s Bet Sports First and Second Division Knockout Tournament commenced under lights at the Burnham Hard Court, on Carmichael Street as the Vikings and Sonics advanced to the next round of the competition.

In the first Second Division match-up of the night, Sonics lost to the Vikings 74-69 in a one-sided affair. At the beginning of the match, the Vikings had the upper hand and were able to maintain it throughout the first quarter leading 15-12. Heading into the first quarter the Trojans won 12-11 but only leading by one point meant that the window of opportunity was still open to anyone. The Sonics bounced back as they led the second half 23-16 to put themselves in contention for victory, but miraculously the Trojans won the third quarter 14-9 leaving the score still in favour of the Sonics at 43-42, heading into the final round. Eventually, the pressure got to the Trojans as they lost the final round 20-27 to hand the Sonics victory and their ticket into the next round of the tournament. The Sonics will now go on to play the Ravens.

he highly-anticipated InterJamaat Softball Cricket Competition sponsored by the Muslim Youth Organisation (MYO) of Guyana kick-started on Sunday last at the MYO Ground on Woolford Avenue.

The thrilling 15-over-a-side tournament saw New Amsterdam defeat New Mosque in the first encounter while in the second encounter, Diamond New Scheme continued their impressive run by crushing LBI. In the first match, New Amsterdam battled New Mosque in a thrilling encounter in their 15-over affair. New Amsterdam won the toss and decided to take to the field. New Mosque started badly, losing wickets in quick succession and could only muster 115 for the loss of seven wickets. Rahim Ally finished with 60 not out as the pick of the batters.

New Amsterdam were in a no-nonsense mood and struck off the runs in 7.5 overs, losing only one wicket in the process. The in-form Kieon De Jesus finished with 32 not out and

Raymond Mohamed an even 50 not out. The lone wicket to fall was that of Carl Gilgeous for 29 runs.

In the second encounter, Diamond New Scheme batted first and made a massive score of 224 for the loss of five wickets. Rawl Reid made 60 not out and was supported by Ameer Khan (55) and Safraz Mohamed (43).

Bowling for LBI was Kevin Persaud with two wickets, and Saheed Khan, Raymond Haniff and Safraz Ali with one wicket apiece.

LBI, in their reply, fell short by 113 runs, ending up with 111 for the loss of eight wickets. Zaman Ali and F Ally made 32 and 28 respectively.

Ajay Kishan and Ameer Khan were the wreckers with the ball, picking up four and two wickets respectively.

The fixtures will continue today as the first match will commence at 09:00h as Tuschen Train Station Masjid will duke it out with Diamond New Scheme while the day will culminate with Cornelia Ida/Hague battling it out with New Mosque at 11:30h.

GCF recognises efforts of Bartica Mayor and Regional Chairman

he National Sports Commission (NSC) can check another box after the third annual Deaf Chess Workshop was completed Wednesday. The programme included teaching chess to differently abled students and teachers.

This year’s instalment of the programme began on Monday, March 18 and ran for three days. The Workshop, which was hosted in collaboration with the Deaf Association of Guyana, promotes inclusivity in yet another sport discipline.

The Workshop has a number of objectives, which the Deaf Chess Club hopes to meet. These are inclusive of adding Deaf Chess Club players to the local chess players’ database and hosting the first of a strategically-structured tri-annual training/ coaching session for chess players from the Club.

Aside from this, FIDE-certified Instructor Wendell Meusa, who was tasked with instructing teachers over the three-day programme, on Wednesday disclosed that the NSC and Deaf Chess Association had plans that went beyond Guyanese shores.

“Our ultimate goal is to one day have you guys representing us at an international arena,” Meusa revealed.

He went on to share with students, teachers and parents that Guyana recently joined the International Chess Committee

for the Deaf (ICCD), being the first Caribbean and South American nation to do so. Furthermore, Meusa hinted at the possibility of taking a Guyanese national team to the Deaf Chess Olympiad of the ICCD in Valtellina, Italy later this year.

“Ultimately, if we can put together the finances, on December 12th to 21st, for the first time in history, chess will be part of the Winter Olympics,” Meusa said.

While the programme catered to some 40 students from New Amsterdam, East Bank, West Coast, Linden and Georgetown, a handful of teachers also benefited, with the objective of overseeing the game in the classroom.

One such teacher was Anita Lall, of the Tuschen Deaf Academy, who has been a part of the programme since its inception three years ago. Lall told this publication about the benefits of getting students involved in the game.

“Well, it’s a brainstorm and it’s a nice game; the children they really like it. It builds a mind of interest for them. Yes, it helps in finger counting too, because it involves Maths. And it helps with spelling,” she explained.

With Wednesday being the final day, the students and teachers were presented with certificates, in recognition of their work.

h e Annual Farfan & Mendes Men’s First Division League climaxed with an entertaining clash over the weekend between top club sides Bounty GCC and the defending champions, Pepsi Hikers.

With the two sides leading the points table by a large margin, the Hikers only needed to secure a draw to emerge as league champions since GCC trailed them by two points overall.

GCC, of course, seemed determined for the win in their quest to regain the title that they last held in 2016.

The match began on an even keel with both defences holding firm, but GCC gained a slight edge in the midfield battle in the first quarter of play. After 22 minutes of skilful hockey, GCC’s midfielder Mark Sargeant managed to break the deadlock when he slammed a rebound past Christian Sumeer for the opener.

The second half would prove to be more action-packed as Devin Hooper intercepted a loose clearance from the Hikers defence, nine minutes after resumption and drilled the backboard for the second GCC goal.

Despite the 0-2 deficit, the Hikers were

creating chances of their own, mostly through the outstanding midfield creativity of Jamarj Assanah and the lurking presence of striker Aroydy Branford. Midfielder Andrew Stewart, however, would be the one to pull the Hikers back within one when a Branford shot was saved, but Stewart was there for the put back.

GCC pushed further ahead through striker Kevin Spencer, who received a slick pass from Meshach Sargeant that split the Hikers defence and took the score line to 3-1 in favour of GCC. Branford then turned half of a chance into a goal, however, in the 58th minute when he received a long pass and in the blink of an eye, sent a flick high into the GCC net. Down by three goals to two, the Hikers threw everything forward and were rewarded with a penalty corner on the final buzzer. Fans held their breath as the Hikers’ resulting shot swiped across the face of the GCC goal just wide of the left post, leaving GCC to emerge victorious.

Earlier in the day, Supernova swamped Saints by 8-2 to secure third position in the league while Vintage defeated Old Fort by 4-1 to secure the fourth position.

Branford of the Pepsi Hikers received the Most Goals award for the league while Bounty GCC’s Kareem McKenzie received the Most Valuable Player (MVP) Award.

fter contrasting defeats against Trinidad and Tobago and Jamaica, hosts Guyana will be playing for pride against the Leeward Islands Women at Enmore, East Coast Demerara (ECD). The winless teams will clash from 09:30h today, Thursday, March 21.

Guyana’s captain, Shemaine Campbelle, fresh from a century, spoke after the match against Jamaica at Everest, stating that the team will not be taking anything for granted while searching for a consolation win in the third round.

Reflecting on the defeat against Jamaica, Campbelle stated that 242 runs was a total the team were thankful for, after the batting collapse. The Guyanese women failed to capitalise and win critical moments in both of their matches. In the opening match against Trinidad, the bowlers restricted the Trinidadians

to 157-7 at one point in the innings, but lost their way – conceding an unbroken 64-run partnership.

That was the turning point for the Guyanese in the first match, where they suffered a 69run defeat to the Trinidadians. Furthermore, the batting department of Guyana continues to portray flaws with the exception of Campbelle.

The likes of Sheneta Grimmond, Melanie Henry, Akaze Thompson and Lashuna Toussaint are all capable batters who are not pulling their weight.

The flamboyant opener, Grimmond has looked good at the crease, but the runs are not behind her; she has scores of 25 and 3 in her two matches. Henry, who opened the batting in the first game and was demoted in the second match – batting at number seven, has scores of 5 and 0. Thompson has shown her worth in the bowling department, but with the bat she has not found her feet, aggregating scores of 3 and 2 thus far. Teenage all-rounders in Shabika

Gajnabi and Cherry Ann Fraser among other batters in the top seven will be aiming to cash in against the jaded Leeward Islands.

In the match against Jamaica, the fielding was below par and the bowlers with the exception of Erva Giddings were effective.

However, the bowling department still has the depth to blow away any team on its given day with the likes of Tremayne Smartt and company showing in the past that they were well capable of destroying batting line-ups.

All three departments have to click for Guyana to find a consolation victory.

Captain Campbelle, who expressed her disappointment in the field department, stated that that was the turning point in their six-wicket loss to Jamaica.

Meanwhile, Guyana will be a more confident outfit against Leeward

Islands ,who suffered seven wicket defeats against powerhouses Trinidad and Tobago and Barbados. The batting department of the Leeward Islands has been patchy in both matches, but they will be looking for something special to further dent the hopes of Team Guyana in this competition.

The Enmore Community Centre Ground has a fairly large outfield and this will be the first of three matches hosted in the Super50 leg of the Women’s championships. Team Guyana will be familiar with the spin-friendly conditions, having undergone training sessions prior to the commencement of the tournament while Leeward Islands will be unfamiliar with the conditions.

fter two rounds, Barbados are sitting on 10 points leading the points table, Trinidad and Tobago are tied with 10 points while Jamaica have nine points in third position.

Team Guyana, Leeward Islands and Windward Islands are yet to put points on the board.

Barbados will play Jamaica at the Georgetown Cricket Club (GCC), Bourda while Trinidad and Tobago and Windward Islands will play at the Everest Cricket Club.

“It will be a tough game, I believe that will be the game of the tournament; it may decide who will win the tournament” were the words of Jamaica Captain Stafanie Taylor. Speaking to the local media after their six-wicket win over Guyana at Everest in round two, Taylor stated that she has seen great improvement from her team.

“I thought we bat with sense, even though it was poor fielding by the Guyanese; we hit a lot of balls down the ground and that has been something we have been working on in the nets,” Taylor stated, after her Player of the Match 119 against Guyana. Both Barbados and Jamaica look a strong outfit equipped with Windies players.

After the first two matches, Barbados are the only team to surpass 300 runs, with their explosive batting department comprising the Knight twin sisters; the explosive Deandra Dottin, who had a Player-of-the-Match performance in the last round for her 50-ball 94, and the captain, Hayley Matthews, who has shown her all-round brilliance grabbing a seven-wicket haul and scoring 91 with the bat.
