Delroy Cleon Morrison, whose last known address is listed as Drill, Mahaicony, is wanted for questioning into the theft committed on Abdul Jhuman between October 25 and November 24, 2018.

espite a meeting convened on Wednesday by the Guyana Elections Commission (GECOM) to discuss issues pertaining to the Commission’s readiness for the upcoming elections, there has not been any progress thus far, according to People’s Progressive Party (PPP) Commissioner Robeson Benn.

Speaking to the local press following the engagement, the former PPP Government Minister said a lot of time was wasted on Wednesday as he dubbed the meeting unproductive. According to him, the timelines for training of polling agents were discussed but no decision was taken.

It was suggested during the meeting that trainers and evaluators undergo 14 days of intense training, but Benn said he objected to that proposal, explaining that it could be done in two days instead.

“Sixty-five days for training of staff and evaluators?

You don’t need this time. Over 5000 of these same people, just over two and half months ago did the same thing. So, there is no need for full gamut of training,” the Commissioner said while arguing that this again is another tactic to delay things.

Benn said it is apparent that the intention is to lose enough time of the 90 days beyond March 19.

He reminded that the voters’ list remains valid until April 30, and while the Government parties continue to argue that new names will need to be added, this could be done by way of simple registration, and through the Claims and Objection period, as was catered for at the recent Local Government Elections.

As it relates to having proper financing to carrying out a General and Regional Election, Benn said while there are finances for houseto-house registration, based on the no-confidence vote, that will no longer be necessary since the list is still valid and the monies could be otherwise utilized to conduct the elections.

While it was discussed during the previous meeting of Commissioners that there will be a need for additional funding to undertake elections, the PPP-appointed Commissioner explained that Chief Elections Officer Keith Lowenfield has not reported back on the advice he sought on the issue.

However, Benn maintained that it is normal for statutory Government agen-

cies to have finances wired.

He said GECOM has done it in past elections and he sees no difficulty why it cannot be done now.

The PPP-appointed Commissioner said there have been refusals, unwillingness or non-appearances to come to decisions from some commissioners, among other issues.

“And despite us saying on January 22 that the Commission must prepare for elections, as mandated by the Constitution based on the no-confidence vote, we are still to be told whether they would be in an election mode,” he added.

Benn is convinced that GECOM has taken certain actions in line with an overall strategy geared towards not having an election on March 19, 2019, which was related to the Carter Center during their visit.

When questioned as to whether he thinks a vote should be taken on the current stalemate, Benn said is for the Chairman, retired Justice James Patterson to decide on.

On the other hand, Government-appointed Commissioner Vincent Alexander said there was nothing new to report, except to say that Benn had a presentation before the Commissioners.

Reading and mobile libraries

R

ecently, sections of the media reported on a Book Mobile Library following a donation from the Rotary Club to the National Library.

This commendable initiative, as important as it is, may not have received more extensive coverage it deserves. That is understandable given its considered weak editorial weight when compared to current affairs issues, with the political situation the priority across all fronts.

However, its importance must not be lost.

A few decades ago, Book Mobile libraries, an extension service of the National Library, were scheduled fixtures in parts of the country.

The targeted age group of children from out of town who didn’t had access to the National Library, looked forward, once a week in many instances, to the arrival of the vehicle laden with a variety of reading materials; be it a pop-up fairy tale, a simple fiction or something considered more intense for that grouping.

Entering the vehicle evoked a tremendous sense of excitement having waited patiently in the orderly lines. The process, accommodated by courteous and helpful staff, was very simple; borrow a book, read and return by the next visit. Crucial to the success of the service was an interest in reading developed by both parents and children. Then, there was a prevailing passion for reading which was serviced by various bookshops within the city and paid book-lending stalls in some municipal markets.

Access to books was therefore not a major issue; affording was a different matter. Also, for many high schools during that period, most, if not all, text books needed were provided free by the Government making it easier for the children allowing for more focus. Friendly reading competitions became popular and probably can be equated to a social media challenge today.

Then, children raced for bragging rights as to who first read a particular edition of the Hardy Boys, Nancy Drew or the Alfred Hitchcock series. Finishing a series propelled one to the top of the “award podium”. Also popular fictions were the Marvel comic books, Tintin, Archie, Axterix, Mills & Boon, Louis L’amour, Enid Blyton to name a few. Inevitably, there were instances, when some were caught up in a good book and Teachers had to intervene for the focus to be shifted to studies.

It was all in good stead as teachers were not as challenged then to get children to read. Interestingly, despite the competitiveness, books were shared among peers, clearly after the holder had the first go. In addition, the children almost seamlessly balanced their school work with their reading passion. Of course, it wasn’t every child, but, by in large, a fairly high number.

One can argue that the children then were not exposed to the plethora of technological devices as evident today. A similar argument can be made about evolutionary advances and the impact on all, including children and their passions. Some have put it bluntly that, as a result of these advancements, more distractions are therefore created today when compared to the past citing the lack in variety then.

Others will posit that despite the absence of technology-related activities, the children in the past played a variety of folk games as part of the process of enjoyment and passing time. Obviously, while there are compelling arguments from both sides, there is the general concern that the passion for reading has drastically waned and that today’s children are not reading; either enough or at all. When they do, it appears to be confined to just what needs to be done school wise.

Again, this is not suggesting every child, as clearly some are involved in extensive reading. Technology however does facilitate reading and even the option of listening to a book. Of course, many would be financially challenged to access, but the bottom line is the option to read is part of the technological evolution. That said, some are adamant in their belief that the very technology is responsible for the seemingly scant interest in reading.

Many are of the opinion that one consequence of that said evolution, in the reduction in the number of bookstores and book stalls in some markets. Given that, it may not be inaccurate to state that fewer books are now available today for access. One can easily state that’s an indication of the decline of interest in reading; however, it may be as a result of the impact of technological advances on related businesses.

Whatever the reasons, the Book Mobile Library is an important small step, not just to reach persons who may not have access to books, but one to inspire and drive interest in reading. While it will be challenged by the more attractive technological options, it needs to be encouraged for possible expansion to other areas. The benefits of reading may need to be reminded of and maybe through a national effort, to build the worth of the simple but significant action of fingers turning pages.

The National Museum had in the past provided exhibits of preserved animals and birds along with basic information to some schools. That not only expanded knowledge but created a sense of expectation of what the next would be. That Book Mobile Library has similar potential.

PSC within its mandate to defend respect for Guyana’s Constitution Dear Editor, I am a member of the Private Sector Commission (PSC) Council and a member of the Governance and Security Sub-Committee.

I have been intimately involved in all of the press statements made by the Sub-Committee in relation to the passing of the Noconfidence Motion in the National Assembly.

I have, therefore, decided to write, expressing my growing concern at the repeated and totally specious attacks on the accuracy of the statements and on the credibility of the Commission by Rickford Burke. Burke resides safely in the USA and, of course, bears no responsibility for, nor does he suffer, the consequences in Guyana for anything he says or writes.

I remember Burke – when I was a member of the Cabinet – as a young enthusiastic but radical extremist member of the People’s National Congress. Age, it seems, has neither tempered his extremism nor given him the wisdom of reason.

In fact, our country faces extremely severe consequences as a result of our Government’s persistence in ignoring the constitutional requirement which followed the event of a no-confidence motion in the National Assembly on December 21, 2018.

In fact, our President has placed his Government

in a position of grievously violating the constitutional provisions of Articles 106 (6) and has signalled a similar intention with regard to Article 106 (7) to function outside of the country’s supreme law which he swore to uphold.

I have had a long and valued friendship with David Granger before his election as President and I have continued to hold the highest regard and respect for him, but find his Government’s behaviour, with regard to the effect of the No-confidence Motion respecting his Cabinet and Government, unacceptable.

The PSC, whose responsibility it is to speak for the stability and well-being of the business community and for the maintenance of the rule of law in the country, is perfectly within its mandate to defend and respect the Constitution.

Equally, the PSC’s mandate is to insist on adherence to the Constitution and the rule of law by all of the political parties, whether in or out of government.

The PSC’s statements hold no political partiality. They are strictly confined to fact. They embrace no brief for nor opposition to any political party. The Commission’s statements do, however, quite properly, confront the reality of the very serious economic, political and social consequences for Guyana arising from the Government

ignoring the Constitution and behaving outside of the law.

It is a fact that the no-confidence vote remains valid, as recognised by the Speaker of the National Assembly, Barton Scotland, and ruled on by the Chief Justice, Roxane George.

It is a fact that Cabinet is resigned along with the President as head of the Cabinet as required by the Constitution and as was confirmed by the ruling of the Chief Justice.

It is a fact that all Members of Parliament serving as Ministers who hold dual citizenship must now resign their portfolios and cease to function as Ministers, as, indeed, must all dual citizens currently in the National Assembly, from all the political parties, resign from being members of the Assembly.

It is a fact that the President and his Ministers, excluding those of dual citizenship, remain in office until March 21, 2019, but may no longer function as a Cabinet and only until within the period mandated by the Constitution.

It is a fact that Article 106 (7) of the Constitution requires elections to be held no later than March 21, 2019, unless a two thirds majority vote of the Assembly extends that date. It is a fact that this constitutional imposition is not delayed by any appeal filed against the ruling of

the Chief Justice.

It is a fact that the President and his Government, through the Attorney General, have the right to appeal the ruling of the High Court but, it is also a fact that the rulings of the High Court remain in place and active and that the President and Government must, by law, act as so ruled unless overruled by a higher court.

It is a fact that GECOM, under the law, as is required by the Constitution, must be prepared to hold a General Election whenever it is due and specifically prescribed by the Constitution.

It is a fact that GECOM, including the Chief Elections Officer, judged from their own public statements and those of the Government, have failed in their constitutional duty to prepare for the holding of elections by March 21, 2019.

I have stated the facts conveyed in the press releases by the Private Sector Commission of January 31 and February 4, 2019. All, therefore, that the PSC has stated, is that the President and his Government must respect the Constitution and respect the law and that GECOM must observe, respect and act in accordance with the Constitution.

HPV vaccine for boys – right thing to do, even if it is 3 years late Dear Editor, In 2010, as Health Minister, I announced the HPV vaccine initiative. In 2011, we launched the HPV vaccine initiative for girls – nine to 11 years old. The initiative’s implementation was launched with a simple ceremony at the Grove, East Bank Demerara Health Centre.

I spoke at the launching.

Among the persons present was the Regional Health Officer, who at the time was Dr Karen Cummings, now the Minister within the Public Health Ministry.

Amusingly, this HPV initiative has been launched, at least, three more times since May 2015. This week, Public Health Minister Volda Lawrence announced that the HPV vaccine initiative will be extended to boys.

This is a necessary move and I commend the Public Health Ministry. In commending them, I urge that this announcement is not merely more talk, since the roll out of the initiative to include boys is now, at least, three years late.

At the time, the

People’s Progressive Party Government invested in the HPV vaccine initiative because global research had shown HPV was, and is, a common virus that infects both men and women.

Studies show that HPV is so common that eight out of 10 people will get an HPV infection at some point in their lifetime. HPV infections can cause cervical cancers in women; cancers of the back of the throat, known as oropharyngeal cancer; cancer in the anus, in both women and men; and of the penis. Cancers of the back of the throat have now surpassed cervical cancer as the most common type of cancer caused by HPV. Unlike cervical cancer in women, there are no recommended screening tests for the other types of cancers that HPV causes, so they may not be found until they cause health problems. The HPV vaccine initiative, therefore, was more than an initiative to stop cervical cancer. While best known as a critical strategy in the fight against cervical cancer, HPV vaccines are now seen as a potent

tool in the fight against several cancers. This is why, we must spare no effort to ensure universal access to HPV vaccines for our children and other vulnerable groups.

The Public Health Minister’s announcement that the HPV vaccine programme will be extended to boys is correcting a grave mis-step since this progressive move is already more than three years late from the timeline established in 2010, when I was Health Minister. At the time, we promised HPV vaccine would become part of the immunisation programme by 2011, starting with vaccination of girls age nine to 11 years. Parents of girls 12 to 15 years old were encouraged to bring in their daughters for vaccination also. At the time, we established 2015 as the start date for extending HPV vaccination to boys between nine and 11 years old. The announcement by the Minister that the programme will now include boys is a case of “better late than never”.

When we outlined the details for the roll out of the HPV vaccination initiative at the initiative’s launching at the Grove Health Centre, beginning with girls nine to 11 years old in 2011, and including the vaccination of boys by 2015, we also announced by 2020, we would begin providing HPV vaccines for women 20 to 40 years old who did not have the HPV vaccines, which would be the vast majority of Guyanese women of that age group. Interestingly, the US started the adult women HPV vaccine programme in 2018. When we launched the HPV vaccine initiative in 2011 with its rollout details, the initiative was one of the most ambitious HPV initiatives in the world.

Vaccinating boys with the HPV vaccine is a critical step forward and even though Guyana missed the original timeline of 2015, Guyana still is in the forefront of developing countries when it comes to HPV vaccines. This was an important strategic move by the Health Ministry in its fight against cervical cancer,

Dual citizenship vs triple citizenship Dear Editor, I am convinced that the Constitution of Guyana is based on some fundamental principles and precedents upon which the State is expected or acknowledged to be governed. The purpose of the Constitution is to provide clarity rather confusion especially when challenged.

Recently, however, everyone seems to have conjured up his or her own interpretation of the Noconfidence Motion handed down December 21, 2018,

the D-Day of Guyana. I am interested in assessing the dual citizenship enshrined in the Constitution of Guyana just because. I do not need empiricism or epistemology to understand the meaning of dual citizenship.

It means when a person is a citizen of two countries at the same time in which that person has a passport for each country, among other factors. In Guyana, a person is allowed to have dual citizenship but cannot or should not be a selected, an elected or appointed parlia-

mentarian. It is unconstitutional.

What I find interesting is the word dual, and without using convoluted Mathematics, simply means two and no more.

So, if one has triple or multiple citizenship (Guyana, United States, India or any other country) can that person serve in the Guyanese Parliament? I believe the answer is yes. The word dual in the Constitution does not say it means more than two. So if you have dual citizenship you can-

not serve but if you have triple citizenship you can.

The Constitution does not disbar the latter situation because it does not fall into the dual citizenship category. I am not in the business of giving out ideas and the fact that the process of acquiring triple citizenship may not be clear-cut, there are countries that will grant citizenship to foreigners that require no heavy lifting.

Is the GECOM Chairman bowing to political pressure?

Dear Editor, It is the Guyana Elections Commission (GECOM) secretariat’s statutory duty and responsibility to keep a current list of voters to be in readiness to conduct General and Regional Elections within the constitutional requirement of 90 days, or as such extended time as may be allowed by two-thirds majority vote of the Members of the National Assembly; consequent upon the passage of a no-confidence motion.

What is so difficult with a data base of all persons over 14 years of age to be updated daily with the inclusion of all persons attaining 18 years of age, and the deletion of all dead persons reported by the Registrar of deaths? The list of dead persons should be requested /required from the Registrars on a weekly basis. This is a simple common-sense approach given

our electoral experience of controversies.

There is wide-spread national concern and anxiety over the obvious delaying tactics employed by the Chief Election Officer (CEO) and the staff under his management and administrative control. One puerile excuse of the CEO is that he is awaiting instructions from GECOM which cannot agree to move forward since the Commission is equally divided in deadlock on the next required statutory move. That places the Chairman of GECOM, although unilaterally appointed by the President, to exercise his Constitution duty and promote a mutually acceptable agreement through mediation in the national community interest. As a retired Judge with strong religious beliefs in righteousness, God’s justice and accountability to God, the nation expects

him and the Commission’s staff to act justly and fairly within the time frame as outlined in our Constitution.

Is the Chairman of GECOM bowing to political pressures and collusion to delay, as long as possible the legally required elections?

There can be no excuse for the GECOM’s CEO and staff of GECOM’s secretariat not to be ready to conduct elec-

tions in this context, having just conducted successfully Local Government Elections on November 12, 2018, with the validity of the voters’ list until April 30, 2019. Are we seeing gross incompetence, inefficiency, and negligence at GECOM secretariat in political collusion?

but since then, it is a critical initiative in the overall anti-cancer fight. Once we have universal access to HPV vaccines in Guyana, we have a good chance of reducing the incidence of cervical cancer by greater than 70 per cent by 2030 and also to have a prevention success in the fight against other cancers. It is therefore encouraging that Guyana is implementing the programme, as originally envisaged, even if it is disappointing that the timelines have shifted. I encourage the Public Health Ministry to hasten forward with the timelines.

In making the announcement, the Minister did not update the citizens of our country with the status of HPV vaccination for girls

nine to 11 years old. If the programme has been effective, the vast majority of girls between 11 and 18 years old at this time should be HPV immunised.

The Public Health Ministry needs to update the country on the HPV-status of girls between the age of 11 and 18 at this time. Does the Ministry have any data? We need to know. Guyana cannot simply be launching the programme every year without updating citizens about progress made in immunising our children, both boys and girls, with the HPV vaccine. It is like spinning our wheels, and not going anywhere.

Too early for Mayor to make such harsh conclusion/ condemnation Dear Editor, Recent comments and statements attributed to recently installed His Worship of Georgetown about the Public Relations (PR) Department at City Hall if true, does not augur well for cooperation, trust and confidence building, in that beleaguered organisation.

To bluntly and openly state that the services of the PR unit will not be sought, and His Worship will execute all PR needed for his office and the department is a waste of resources, such scare resources which were already budgeted for, is condemning the department without giving it a proper

chance to correct its deficiencies and shortcomings.

It is just too early in his mayorship to make such a harsh conclusion/condemnation.

It is hoped that better sense would prevail, and all parties would collaborate for the collective good of not only City Hall but the City of Georgetown as a whole.

It is hoped too that the member of staff caught on camera sleeping, with mouth open, would be condignly disciplined, as this conduct is grossly disrespectful.

Sort fact from fiction Before you begin your research, make a list of the kinds of sites that are best for your topic. Is the website reliable and up to date? Check to see if the author is identified and sources are cited.

Government sites ending in .gov and

educational sites ending in .edu usually are safe bets. Established news-related sites are OK, too, but be sure that you’re using the original source.

If a newspaper article mentions another source, like an organisation or website, go directly to that source to find the information.

Sites ending in .org are usually run by non-profit organisations. They can be good resources, but it’s always best to check with your teacher to make sure he or she considers the site appropriate. Wikipedia.org is popular and ranks high in search results, but it can be edited by anyone, whether a person has accurate knowledge of the topic or not. At most schools, using Wikipedia as a source is not a good way to build credibility.

On commercial websites ending in .com, check to see if the site has advertising. If it does, it may be biased since it’s trying to sell a product. And blogs, personal websites, and social media sites (like YouTube, Digg, Tumblr, Pinterest, or Facebook) are more likely to give personal opinions rather than facts.

Search smart. Start with an established search engine, like Google or Bing. Although search engines often do a good job of guessing what you need, you will get better results when you use more specific terms. Try alternative searches with different words and use search operators, symbols, or advanced search to narrow your results. If you want to learn more ways to improve your searches, ask your teacher or librarian for guidance.

Many search engines are paid to place certain results as advertisements. Sometimes these ads show up at the top of the search result page.

The ads will look different from the regular results (appearing on a shaded background, for example) and should be clearly marked as ads. Even when the top results aren’t ads, they still might not be the best possible choices.

That’s why it helps to know the best sites for your needs (point #2 above).

Stay focused. When you’re ready to check out websites or go to search engines such as Google, stay focused on your research by logging off of social media and email (and turn off your phone!). If you need to take a break, make a note of where you are before you walk away from your computer. Taking a 5- or 10-minute break from the computer every hour works well for most people. Use the time to move around and stretch a bit.

Cite right. When you research online, it can be easy to copy and paste text, then forget to cite the source or go back and put the thought in your own words later. Just as teachers can recognise your voice in class, most can recognise your voice in your writing.

Even accidental plagiarism can have serious consequences for your grades – so don’t take a chance. Identify the text you’ve quoted and add the citation before moving on to the rest of your paper. The format for citing online resources is different from print resources, so be sure to check the particular style your teacher wants you to use for Internet citations. (kidshealth.org)

How do I know if I have a learning disability?

It’s very hard for a kid to know if he or she has a learning disability. But kids don’t have to figure all this out on their own. What a kid needs to do is tell someone. Start with your teacher and your mom or dad.

Even if you feel a little shy about it, tell them what kinds of problems you’re having in school. Maybe you read a chapter for homework and then can’t remember anything you read. Or in class, maybe everyone else seems to follow along easily, but you get stuck and don’t know what page everyone is on. You might open your book to do an assignment and have no idea where to start.

Kids with a learning problem also might answer “yes” to many of these questions: Do you struggle in school?

Do you think you should be doing better than you are in school?

Is reading harder for you than it should be?

Does your head think one thing but your hand writes something else?

Is writing slow and really hard for you?

Do you make spelling and other errors when you write?

Are you having trouble with Maths?

Is it hard for you to keep your notebooks and papers organized? Do you end up losing or forgetting them?

But even if you say “yes” to some of these questions, you won’t know for sure that there’s a problem until you visit a school psychologist or a learning specialist. They can give you some tests to spot any learning problems you might have. They’ll also be able to identify what your strengths are — in other words, what you’re good at! Once a psychologist or learning specialist figures out what your learning problem is, you both can start working on solutions.

A kid might work with a tutor or specialist or even go to a special class. But often, kids with learning disabilities can continue in their regular classrooms and there’s no reason they can’t do normal stuff, like participate in school activities and sports.

Though some kids might feel shy about having a learning problem, it can be a relief to finally know what’s going on. Then, the kid doesn’t have to feel as worried and upset about school — because he or she is learning how to learn in new ways. The psychologist or learning specialist might even give you a learning plan — then you can see what the strategy is for helping you learn. They can even offer help with organizational skills. If you’re not organized, it’s hard to get any schoolwork done.

What you can do about learning problems Finding out you have a learning disability can be upsetting. You might feel different from everyone else. But the truth is that learning problems are pretty common.

And if your learning specialist or psychologist has figured out which one you’re facing, you’re on the right track.

Now, you can start getting the help you need to do better in school.

But for this special help to really work, you’ll need to practice the new skills you’re learning. It may take a lot of effort every day. That can be a challenge, but you can do it. Soon, you’ll enjoy the results of all your hard work: more fun and success at school! (kidshealth.org)

triangular love affair turned deadly on Wednesday with the discovery of 53-year-old Rohan Khanai Persaud’s body, which was found in Samatta Point Grove, East Bank Demerara (EBD). Police preliminary reports stated that the handyman was killed by his friend, who was allegedly having an affair with Persaud’s reputed wife. Guyana Times was told that the discovery was made at about 06:30h by residents who saw the body at the corner of the road.

It was at this time that the suspect reportedly used a stingray (fish) bone and dealt Persaud one stab wound to his abdomen. The now dead man fell to the ground and was reportedly left for dead while the suspect and his friends fled the scene.

he Bar Council of the Guyana Bar Association on Wednesday said it welcomes the recent ruling of acting Chief Justice Roxane George in the legal challenge arising out of the December 21, 2018 no-confidence resolution and called for the announcement of the date for constitutionally mandated General and Regional Elections.

Chief Justice George, on January 31, issued rulings in three cases arising out of the no-confidence resolution that toppled the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government. On Monday, the released written judgement prompted the statement from the Bar Association.

“We note the ruling of the Honourable Chief Justice (ag) at paragraph 108 of the written judgement in Attorney General of Guyana v Dr Barton Scotland, Mr Bharrat Jagdeo and Mr Joseph Harmon, Action No 2019-HC-DEM-CIV-FDA-22 as follows: I hold that the NCM was carried as the requisite majority was obtained by a vote of 33:32. The President and the Ministers cannot therefore remain in Government beyond the three months within which elections are re-

quired to be held in accordance with Article 106(7), unless that time is enlarged by the National Assembly in accordance with the requirements of the said Art 106(7),” the statement read.

Following the passage of the Noconfidence Motion, the Bar Association urged that the results and consequences of the motion be accepted and that urgent preparations for elections by the Elections Commission be started. They also warned that should elections not be held within the 90 days as stipulated by Article 106(6) of the Constitution, then it could lead to instability, adding that Guyana’s democracy should be protected by the “unambiguous adherence to the rule of law.”

“To date, 54 days have elapsed since the passage of the motion and no date has been fixed for elections within the required constitutional period or otherwise. Neither the filing of appeals nor applications for orders staying the operation of the clear timelines fixed by the Constitution can stop the time from running within which elections must be held. Only a resolution of the National Assembly supported by not less than two-thirds of all of its elected members can extend the time for elections if it is necessary to do so,” the

statement said. The Bar Association added that GECOM, in accordance with the Constitution, is required to be in a state of readiness to conduct elections at any time within three months of the passing of a no-confidence motion in the National Assembly.

“The Bar Council therefore renews its call on all parties concerned, including the President, the Leader of the Opposition and the Guyana Elections Commission, to take such immediate steps as will avoid Guyana entering into a constitutional crisis and prevent the dire effects such a crisis could have on the country… The Guyana Elections Commission and all other stakeholders required for the conduct of elections are bound by the operation of the Constitution, the supreme law of Guyana.”

According to the Bar Association, GECOM is required by the Constitution to issue instructions for the preparation for elections and take such action as appear necessary or expedient to ensure fairness, impartiality and compliance with the Constitution on the part of persons exercising powers or performing duties connected with or relating to the registration of electors or the conduct of elections.

fter waiting almost two years for the People’s National Congress-led A Partnership for National Unity/ Alliance For Change (AFC/ APNU) coalition Government to nominate its candidates to the Local Government Commission (LGC) to constitute the body designed to remove control over Local Government entities from the Communities Ministry, the minor partner in the coalition, the AFC, has accused the Communities Ministry of stymieing the work of the LGC by withholding funds that were allocated by the National Assembly to fund its operations.

– that is, the Government of which it is a partner – to look into the issues confronting the Local Government Commission (LGC), with the intention of having them addressed at the soonest possible time.

Williams said his party would also like to see all impasses at the Commission come to an end. He was at the time addressing the media during a press conference held on Wednesday at the AFC’s Georgetown office.

The AFC executive explained that because the Commission is not registered as a constitutional agency, funding has been funnelled through the Communities Ministry.

“It also falls under the influence of the Permanent Secretary. I believe that infringes on the Commission’s independence, and for that reason I believe it should be placed on the register of constitutional agencies,” he added.

Williams, a Commissioner of the LGC himself, said this is why over 30 staff members of the Commission have not been paid for the month of January.

ties to work diligently in ensuring that the LGC is placed on the register of constitutional agencies and all impasses should come to an end as early as possible,” he stated.

Unfortunately, for these same reasons, the Commission has not been able to pay their utility bills too. Only recently, Chairman of the LGC, Mortimer Mingo complained that the Commission is being hampered in its functions due to the non-payment of salaries.

Mingo claimed that Permanent Secretary of the Communities Ministry, Emil McGarrell, is withholding the salaries on the ground that the LGC is not a constitutional body.

According to Mingo, McGarrell informed that the Commission, itself, cannot regulate salaries or hire employees without permission from the Ministers of Communities (Ronald Bulkan) and State (Joseph Harmon).

Mingo says he finds this decision baffling.

Three Commissioners recommended by the People’s Progressive Party (PPP) – Clinton Collymore, Norman Whittaker and Carol Sooba – laid the blame at the feet of the Communities Minister, contending that he is interfering in the work of the Commission and starving it of resources.

Minister Bulkan said recently that accountability on its spending is paramount to the Commission. When the Commission submitted documents for the Ministry to countersign on January 15, 2019, it prompted the Ministry to uncover that the level of payment of staff exceeded that of public service levels.

Bulkan argued that there was no authorisation of increases from the Finance Ministry, and that his Ministry is awaiting information from the LGC on its operational cost for 2019.

The Commission’s 2019 payroll is $113 million, which

accounts for 91 per cent of the Commission’s annual budget.

The Ministry has since refused to sign off on the operational cost requested by the Commission, given that it has not yet received a cash flow and work programme.

If this was to be approved, the cost without these prerequisites would be in breach of the Fiscal Management and Accountability Act of 2003.

The Commission, through the Ministry, is mandated to oversee, monitor, investigate and examine the actions of the Neighbourhood Democratic Councils (NDCs) and the municipalities.

He was indicted for sexually penetrating a child under the age of 16 on August 27, 2016 in Georgetown.

out that he was not guilty of the crime. He was represented by Attorney Ravindra Mohabir during the threeday trial. The Virtual Complainant was 14 years old at the time the offence was allegedly committed.

The jury considered the trial evidence and returned a unanimous verdict of not

guilty after two hours of deliberation. Lynch was in custody prior to the matter being heard at the current session of the Demerara Criminal Assizes. Justice JoAnn Barlow presided while Attorneys Seeta Bishundial, Lisa Cave and Sarah Martin prosecuted.

Valentine musings…

…on AFC ell, well well…today’s the 4th anniversary of the Cummingsburg Accord, which AFC’s Khemraj Ramjattan and PNC/APNU’s David Granger signed on Valentine’s Day 2015 to seal their coalition for the upcoming elections. Valentine’s Day wasn’t coincidental – it was supposed to symbolise the love that now supposedly flowed between the two parties after Ramjattan’s initial recoil – on the ground that such a union would make the AFC “Dead Meat”!!

Was it an epiphany that changed Ramjattan’s mind on the way to the Georgetown Club where the Accord was declared?? Was there a booming voice from above explaining the error of his prior conclusion? Some thought the catalyst for the volte face was much more mundane: the Accord spelled out a detailed “power sharing” arrangement between the two parties if they won the election. The PM’s office – which would go to the AFC’s Nagamootoo – would be injected with a massive dose of testosterone to chair Cabinet and be responsible for governance!! Additionally, the AFC would get a whopping 40 per cent of all Cabinet Ministries!!

For a party that had received only 10 per cent of the vote in the previous election, this was a politician’s wet dream!! But right after elections, when they DID win, we found out the real motivation for the change of heart – nothing but cold, hard cash and perks galore!! Ministers – including Ramjattan – were given a 50 per cent salary bump and PM Nagamootoo’s PM’s salary was topped up to ensure he’d pip the special AG’s salary. The PM’s house, which was perfectly OK for Sam Hinds for 23 years – had to be spruced up at the cost of mega millions to satisfy Nagamootoo, who boasted about his “50 years of service to the working class”!! Classy he was not!!

These wads of cash and perks, of course, muzzled their mouths, so that when the testosterone shots weren’t given – “being not in accordance with the Constitution!”, said Granger slyly, to Nagamootoo and Ramjattan – who were both supposed to be lawyers, not even a MUFFLED word was uttered!! Now some might say they were struck mute because if they protested, it might betray them as only lusting for office.

Fair enough…but what about the 10-point programme they grandly announced on their betrothal day?? Like, for example, the first one: “The introduction of a meaningful constitutional reform programme geared towards improved governance and fair representation.” Wasn’t this the AFC’s claim-to-fame issue?? Well, we know they didn’t utter even a squeak – much less a squeal – on THAT betrayal of principles!!

And so we have the two leaders now shamelessly on their knees pleading to be “taken back” by the PNC, after their abuse!!

Is anyone surprised? …on the “Audit Minister” The PNC-led coalition didn’t only have to pay-off the AFC honchos: they had to do something for the four oneman parties that latched onto the PNC to provide the figleaf of “APNU” for the PNC. But being in THAT specific spot to “cover” the sins of the PNC, the word “abused” hardly describe their treatment!! One of them – the representative of the TV party JFAP, Jaipaul Sharma – was tasked with collecting the results of the 50 audits that were farmed out to “nail” the PPP for their supposed “corruption” while in office. He was supposed to be a Minister within the Finance Ministry, with just THAT specific portfolio!!

He duly passed on the audits to SOCU but there still hasn’t been a single conviction for fraud, much less theft!!

In fact, with THE TWO TOP INVESTIGATORS OF SOCU – parachuted in by the British from foreign!! – resigning because of allegations of “fraudulent” behaviour, Sharma is distraught.

n just over one week, four vehicles have mysteriously burst in flames; the most recent being on Wednesday, where a father and his child barely managed to escape unhurt.

The incident took place at Oronoque and Charlotte Streets, Bourda, Georgetown.

Fire Prevention Officer Andrew Holder told Guyana Times that the engine of the red Toyota Allion car which bears registration number HC 8512 was badly damaged.

According to him, the owner’s daughter complained of smelling a burning scent. The owner later observed smoke coming from under his bonnet and upon checks, discovered that the engine of the car was engulfed in flames.

Holder noted that an investigation has been launched into the recent fiery destruction of vehicles. He noted that the Guyana Fire Service

(GFS) is in the process of issuing advisories on the proper maintenance of vehicles as this has been found to be a major area of concern, in light of the recent fires.

“So yes we have launched an investigation and I guess at some point in time in summing up the causes of all these vehicular fires, the Fire Chief will make a statement,” he said.

Holder also explained that the GFS has not ventured into investigating the fuel being used by the vehicles as preliminary investigations point to poor maintenance of the vehicles.

This option has however not been ruled out, he said, but expressed willingness to explore this area, if other vehicle combust under similar circumstances.

He however admitted that the fire department is incapable of running tests to verify the quality of fuel being used by the vehicle owners.

Captain Andy (only name given) told this newspaper that he was heading to the Vreed-en-Hoop stelling when he noticed the blaze. “When we go we didn’t really see nobody and the fire reel take a while fuh come before they start operate,” Andy said.

At that point, he recalled, the crew members were already taken to safety.

Illegal guns, drugs found during Police searches T

he Guyana Police Force (GPF) has unearthed illegal firearms and a quantity of marijuana during separate exercises on Tuesday.

In the first instance, ranks in F Division (Interior Locations), acting on information received, went to a location at Obama Road, Upper Mazaruni, Region Seven (CuyuniMazaruni) sometime around 13:15h and conducted a search on a miner.

During the exercise, the ranks unearthed an unlicensed .38 revolver along with 10 matching rounds of ammunition and 354 grams of cannabis. The suspect, a resident of Angoy’s Avenue, New Amsterdam,

Berbice, has since been arrested and is being processed for court.

Meanwhile, ranks while on patrol at Makari Landing, Upper Mazaruni River, Region Seven observed a male shopkeeper acting in a suspicious manner. As the ranks approached him, the suspect tossed a long object into the bush and escaped.

The object was immediately retrieved and upon examination was found to be an unlicensed shotgun.

Efforts are being made to have the suspect, who has been identified as a resident of Plaisance, East Coast Demerara, apprehended, the Police said on Wednesday.

During the last weeks of Valentinus’s life a remarkable thing happened. Seeing that he was a man of learning, the jailer asked whether his daughter, Julia, might be brought to Valentinus for lessons. She had been blind since birth. Julia was a pretty young girl with a

quick mind. Valentinus read stories of Rome’s history to her. He described the world of nature to her. He taught her arithmetic and told her about God. She saw the world through his eyes, trusted his wisdom, and found comfort in his quiet strength.

“Valentinus, does God really hear our prayers?” Julia asked one day.

Son gets 20 years jail for 156 TIP cases recorded in 2018 beating father to death

fter a last-minute change of plea, Sophia, Georgetown resident Kwame Bourne was on Wednesday sentenced to 20 years imprisonment by Justice Navindra Singh for beating his father, Rickford Bourne to death in May 2016. The 39-year-old father of two was accused of inflicting the injuries on the 71-year-old man with a metal pipe on May 19, 2016 at ‘D’ Field Sophia, Greater Georgetown.

During Wednesday’s proceedings, the prosecution closed its case and Justice Singh was set to sum up the evidence for the jury to deliberate on innocence or guilt.

However, in a twist of events, Bourne consulted with his attorney Maxwell McKay and elected to plead guilty to the lesser count of manslaughter. Bourne when asked to address the court

said he realised that “certain things happened” and noted that he will try to be a better person.

Reports were that while being heavily intoxicated, Bourne allegedly struck his 71-year-old father to his head with the metal pipe after the man reportedly refused to give him money to support his smoking habit.

After beating his father to the head, Bourne went to his neighbor and revealed what he had done. His sister, Aisha Bourne testified only Tuesday that after hearing about the incident, she rushed to her father’s home which is one street away from hers and saw him with wounds to his head. She told the jury that she rushed her father to the Georgetown Public Hospital Corporation (GPHC) and he died four days later.

Earlier Wednesday, Government Pathologist Dr Nehaul Singh informed the court that the cause of death was brain haemorrhage as a result of blunt force trauma to the head. Police Detective Constable Corwin Osbourne had earlier testified that when the accused was taken into custody and cautioned, he admitted to the offence.

“My father came home from work. He walked past me; I was watching TV. I took out an iron pipe and I lash he,” Bourne allegedly told police. When called upon to lead a defence, the defendant opted to remain silent and the prosecution at that point was subsequently disallowed from making closing arguments as the defence observed that there would be no closing address. It was after these events that the jury was recalled early and was formally directed by the trial judge to return a guilty verdict for manslaughter.

Justice Singh in considering the 20-year sentence noted that the offender never denied hitting the deceased man. He also surmised that the offender was remorseful. Tuanna Hardy led the State’s case.

Diamond supermarket owner beaten during robbery

Chinese supermarket at Diamond, East Bank of Demerara (EBD) was buglarised on Tuesday night after robbers stormed the establishment and in the process the owner was injured.

Reports are two men broke the wall at the back of the Hua supermarket located at Lot 521 Section A, Block X, Diamond, EBD at about 21:00 and entered the building.

A neighbour explained that the businessman who operates the establishment was had just returned home at the time of the robbery.

This newspaper was told that the businessman heard noises and upon checking, he was pounced on by the suspects, one of whom was armed with a gun.

During the process, he was gun-butted to the head as the men ransacked the building. They carted off with a cellphone and an undisclosed amount of cash.

Following the robbery, the Police were called but took one hour to reach the scene.

This publication understands that it is not the first time such an incident occurred at the business place. In October 2016, five armed men had stormed a well-known supermarket through the front gate, escaping with valuables and cash.

A tenant had confirmed the robbery, noting that the proprietors of the establishment were not present at the time of the robbery, but

their relative who was there was beaten by the gunmen.

The employees of two other businesses, who were delivering items to the establishment at that time, were also robbed along with customers.

Reports indicate that the perpetrators had also cut the telephone line to ensure that no one would be able to call for help. That robbery was the second time the business was robbed.

uyana’s small population has been hit with the growing epidemic of human trafficking cases, with statistics demonstrating that some 156 cases were recorded for 2018 only.

This was divulged during the Social Protection Ministry’s Trafficking in Persons (TIP) workshop on Wednesday where the Counter Trafficking in Persons Unit provided training to shelter managers and operators.

Coordinator of the programme, Tanisha WilliamsCorbin shared some of the alarming statistics which were recorded for last year as she stated that the ministry has seen notably high statistics in these cases.

Out of the 156 persons that were assisted, some 93 were transferred to shelters and similar agencies for additional support.

“We find that this training is very important and its timely. Over the past few years, the Ministry of Social Protection has recorded quite a significant increase in trafficking in persons.

For 2018, we recorded and assisted 156 victims of trafficking in person. Out of the 156, 93 were referred to the facilities,” said WilliamsCorbin.

According to her, this

trend has continued into 2019, with some eight cases reported in less than two months. For this, provisions were made for other countries and entities to contribute in these investigations.

“For 2019 so far, [it’s the] same thing. To date, we have recorded eight cases of suspected trafficking in persons. 45 victims were identified on the soils of Guyana and we’re working closely with a Caribbean island and the International Organisation for Migration to repatriate one victim who was recruited in Guyana but trafficked to a Caribbean country,” she stated.

The coordinator is of the view that these interactions will increase their strength in the fight against this type of human captivity.

Throughout the session, stakeholders were provided with information and systems in places which were set up to combat trafficking by understanding the nature of these crimes. Moreover, they are briefed on how to communicate with victims. Meanwhile, Probation and Social Services Officer, Denise Ralph gave a backdrop of the importance of these sessions to shelter operators as she stated that these agencies are the first exposure to the victims after

they’re rescued.

It was mentioned that these persons should not be placed in environments where they feel unsafe or vulnerable.

“We targeted these persons because when the victims are placed in protective care, [they] are the ones that have direct contact with those persons. Those persons are placed there for a reason. They’re placed there to be protected from perpetrators who threaten them.

When these victims have to go to court, they need a safe place where we can have them housed so that they wouldn’t have other members there to influence them,” said Ralph.

The Guyana Police Force has also played a role in locating trafficked persons and preventing such incidents. In its 2018 Trafficking in Persons Report, the USState Department noted that although the Guyana Government meets the minimum standards, it did not provide adequate protection and shelter outside the capital, or for child and male victims.

It said the number of trafficking investigations and new prosecutions decreased, and the number of successful convictions remained low.

Woman jailed for falsifying passport

woman, who Police had issued a wanted bulletin for last month, was on Wednesday jailed for six months and fined $40,000 when she appeared at the Georgetown Magistrates’ Courts.

Thirty-one-year-old, Unique Angelica Hope of Thomas Street, Kitty, Georgetown admitted to the offense of falsifying a Guyanese passport when she stood before Magistrate Faith McGusty.

The prosecution’s case contended that on January 17, 2019, at the Central Immigration and Passport Office, Georgetown, for the purpose of procuring a new passport, she signed a written document stating that she was Coretta Hope. After the police could not locate her a wanted bulletin was issued for her and she was subsequently arrested.

or the second week in a row, activists on Wednesday picketed the Public Health Ministry as they lobbied for transparency and accountability in the health sector, following the deaths of three children at the Georgetown Public Hospital.

The protesters vowed to continue their picketing for a third week if the ministry does not provide some information on the deaths of the three children.

A picketer, Sherlina Nageer, “We’re gonna be out here for at least one more week and we are hoping people who have been affected, who have nega-

tive issues in the public health sector come out and join us to stand up for their rights. Health care is a human right, it’s in our constitution (and) we deserve improvements.”

Nageer told Guyana Times that Red Thread have contacted a lawyer who is ready to lend service to the parents who lost their children and by extension, persons who have had bad encounters with the Public Health Ministry.

“There needs to be more accountability, people need to pay more attention, especially when you are dealing with poor people because poor people who cannot af-

ford private care or can’t afford to fly out are often the ones using the Public Health System and so we need to have more confidence,” she argued.

She added that there is a grave need for improved services being offered by the Guyana Medical Council.

“The (Guyana) Medical Council also which is responsible for investigating situations that are questionable needs to do a better job. A lot of the public may have an issue and don’t know where to report it, sometimes they do report it and they wait for months and months and months and they never hear back

from the Medical Council, so those people give up and move on with their lives,” the picketer posited.

Another activist from Red Thread, told this newspaper that nurses and doctors who are found culpable after a probe should be held accountable.

“I want to see better health care…I need to see more stricter penalties for those persons who have defaulted,” she said.

Meanwhile, the Minister within the Public Health Ministry, Dr Karen Cummings when contacted informed this publication that the investigation into the deaths of six-year-old Sharezer Mendonca, threeyear-old Roshani Seegobin and Curwayne Edwards is progressing well.

Cummings explained that the investigation is likely to conclude this week as most of the parties involved have already been interviewed.

“We should wrap it (the investigations) up this week I think according to what

Contracted Chinese companies employ Norway to provide additional over 2000 Guyanese – Ambassador support to HFLD countries

ith some 20 Chinese companies contracted in Guyana and the creation of jobs for more than 2000 Guyanese, Chinese Ambassador Cui Jianchun has stated that Guyana has benefited from these and many other initiatives birthed from strong bilateral relations between the two countries over the years.

Ambassador Jianchun was at the time speaking at a reception held to celebrate the Chinese Lunar New Year and Spring Festival on Wednesday evening. The event, which was held at the New Thriving Restaurant, Providence, East Bank Demerara, was a collaboration between the Chinese Embassy and the Chinese Association of Guyana.

During his remarks, the Chinese diplomat noted that this New Year is not just the Year of the Pig but a year of auspiciousness and happiness. He noted that the Chinese Lunar New Year is very traditional, which is all the more reason to celebrate it.

Reflecting on achievements of the Asian country over the years, Ambassador Jianchun posited that China continues to be a frontier nation in many spheres especially in health care, infrastructure and Information and Communication

Technology (ICT).

He noted that China continues to demonstrate, through concrete actions, its sincerity and resolve to build a global community with a bright future for everyone.

On this note, he mentioned the role China has played in some of the major developmental projects in Guyana; such as the Cheddi Jagan International Airport (CJIA) expansion project and the Arthur Chung Conference Centre.

“China and Guyana inked a MoU of Cooperation within the framework of the Belt and Road Initiative, providing a solid platform for higher level of pragmatic cooperation between the two sides… Currently, there are more than 20 Chinese companies investing or engaged in various contractual projects in Guyana, providing more than 2000 jobs for the local people,” the Chinese Diplomat posited.

The Ambassador went on to highlight the various bilateral programmes from which Guyana has benefited and continues to benefit from. These include the Chinese Medical Brigade and scholarships. He added that some 183 Guyanese received training in China or locally during last year alone, with an additional 14 Government scholarships granted.

“I believe that the Government and people of Guyana are fully aware of the tangible benefits of China and Guyana friendship and diplomatic cooperation… This year marks the 47th anniversary of the establishment of diplomatic ties between China and Guyana… It is my dream that we can elevate the mutually beneficial cooperation to a high level and bring more benefits to the people of the two countries,” Ambassador Cui asserted.

Meanwhile, Prime Minister Moses Nagamootoo in brief remarks also lauded the fruitful bilateral relation the two countries have shared. He said the relationship between the two countries has reminded unbreakable and solid over the years.

Nagamootoo posited that Guyana is looking forward for the continuation of these relations with China which has seen Guyana benefiting in the areas of public service, health and security.

During Wednesday’s reception, which was attended by several Government Ministers, Opposition members, members of the diplomatic corps and business community among others, the gathering was entertained by several traditional Chinese performances.

he Kingdom of Norway on Wednesday announced that it will provide additional support to High Forest Cover countries, including Guyana, at the Climate Finance Roundtable of the High Forest Cover Low Deforestation (HFLD) Conference held in Paramaribo, Suriname.

The announcement was made during a presentation by Special Envoy for Climate and Forest, Embassy of Norway in Brasilia, Brazil, Eirik Brun Sorlie, who represented that country’s Environment Minister.

According to the Ministry of the Presidency, Minister of State Joseph Harmon, within whose purview the Department of Environment and Office of Climate Change falls, described the announcement as good news for Guyana, noting that it is timely as Guyana is pursuing its Green State Development Strategy (GSDS).

“What he did in fact say in the general meeting this morning is that the Parliament of Norway has agreed to an extension of bilateral arrangements up to 2030 and that covers the agreement between Guyana and Norway. He said that they are looking at strengthening the partnership between us and them. So it was a very fruitful encounter and I am confident that the Norwegians want to be a

part of our fight against climate change and protection of our forests and want to encourage us down that path.

Sorlie visited Guyana on Tuesday where he met the Director of the Department of Energy, Dr Mark Bynoe and officials of the Guyana

Forestry Commission.

Meanwhile, during the roundtable on Wednesday morning, Minister Harmon said the world must begin to recognise the important role HFLD countries play in mitigating the effects of global warming and climate change, not just for its citizens but globally. He advocated for more resources to be made available to these countries so that they can continue the protection and preservation of the forests.

GRDB, Nizam Hassan has been holding out that no rice has been shipped to Jamaica from Guyana by the miller, who packages under the Cinderella brand for the year.

He had even stated that the last shipment left Guyana on December 15, 2018, and arrived four days later after several mandatory tests. The miller told this newspaper on Wednesday that he sent off a shipment on December 4, 2018.

“No rice can’t ship from Guyana if it doesn’t go through GRDB testing and procedures and timing and paying the dues before the rice ships.

All processes were followed; I even investigated the container line. I was already paid for that rice,” Hussein informed.

His account was that when the shipment arrives, his Jamaican buyers would have their representatives at the Jamaica customs there and the authorities would open a container and inspect the produce, as with what occurs in Guyana. Thereafter, he said the container was released to the buyer.

However, the Jamaica Observer disclosed in their article that the Food Storage and Prevention of Infestation Division of the Ministry impounded some 1575 bags of White Cinderella rice worth millions of dollars.

The grains, according to the Jamaica Observer, were

inspected and was found to have signs of mould, clumping, discolouration and wetting and as such, detained by a food storage inspector.

It had been further reported that the discoveries ensured that a statutory detention notice was fixed and samples were submitted to the Division’s microbiology lab for testing.

It was explained that results showed that the rice contained microbial levels which are beyond the accepted limits, thus making it inapt for human consumption.

In keeping with the Food Storage and Prevention of Infestation (FSPI) Act (1958) and Regulations (1973), provisions were made for the rice to be disposed of after discussions with the importer, who is said to be a large-scale distributor from the island, the newspaper observed.

Local miller, Turhane Doerga, had commented that the GRBD should place more emphasis on quality testing before rice is exported as such reports could jeopardise Guyana’s viability as a successful rice exporter, a position he reiterated on Tuesday evening.

“This is my concern that again, Guyana is getting a bad name because the people who are paid to make sure that quality is shipped are not doing their jobs,” Doerga earlier told this publication.

anks DIH on Wednesday extended its social corporate responsibility when it donated $4.8 million to 27 organisations for charitable purposes.

Speaking at the simple handing over ceremony, Human Resources Director of the beverage company, Andrew Carter, revealed that the donated funds aim at developing the beneficiary organisations holistically. He related to this publication that the annual donation demonstrates the need for sharing so that the finance be used in the interest of the respective beneficiaries.

“This year we are sharing with 27 organisations, varying sums of money which hopefully will be used for the best interest of the people within those respec-

tive institutions and for the development of those institutions. We do this as part of giving back to the respective communities in which we operate” he stated.

Some of the organisations benefiting from the donation are the Salvation Army, St Andrews Kirk, The Scout Association of Guyana, Girls Guide’s Association, St George’s Cathedral, orphanages among others.

Representatives from these various organisations were presented with cheques by the human resources director at the company’s headquarters – Thirst Park.

Education Minister Nicolette Henry in brief remarks expressed gratitude to the company for its partnership and sponsorship over the past three years.

s the Guyana Rice Development Board (GRDB) continues to await word from its regional counterpart to officially pronounce on its findings, the Guyanese proprietor and owner of the White Cinderella brand of rice rejected by Jamaica said on Wednesday that he did not sell spoilt rice to the buyer. In an interview with Guyana Times, Wazir Hussein said he contacted the shipping company as well as his buyers, who reportedly declared that there was no spoilt rice.

“No rice didn’t spoil. We investigated and emailed the container people today (Wednesday) – Zim [Integrated Shipping Services Ltd] and it (the email) indicated that the container people would know if any rice spoil or if any was rejected or if any was wet. There was no complaint; the buyer that (bought) my rice did not complain. I only sold two customers and both customers said that they didn’t get spoilt rice,” Hussein told Guyana Times.

The Jamaica Observer reported last week that a shipment of 70 metric tonnes of White Cinderella rice from Guyana was confiscated in Jamaica after it was found unsuitable for human consumption.

Berbice female team’s victory the result of early preparation and investment – Foster O

ver the past weekend, the female cricket teams from Berbice completed a feat which has now become a norm for them, winning the Guyana Cricket Board (GCB) Inter-County 50Over and 20/20 championship titles.

Berbice Cricket Board (BCB) President Hilbert Foster has hailed the successes of the Berbice female team in the just-concluded InterCounty championship as a just reward for the hard work of the Board, players and team management.

Foster noted that both titles were the result of the BCB being the only county Board in Guyana to invest heavily in players. The support of the Rose Hall Town Youth and Sports Club (RHTY&SC), Foster stated, was also crucial as it has the only established female team in the county.

Berbice has benefited from the RHTY&SC investment in players like Sheneta Grimmond, Erva Giddings, Melanie Henry, Plaffiana Millington, Shemaine Campbelle, Shabika Gajnabi, Marian Samaroo, Dian Prahalad, Uma Matadin and Sherica Campbelle, among others emerging from the well-

structured programme. Foster also hailed the contributions of Tucber Park and Rose Hall Canje Clubs who are now trying to establish female teams.

An example of the Board’s advances was the Nand Persaud Co Ltd 30Over Tournament between Rose Hall Town Metro Female Team, West Berbice and New Amsterdam/Canje, hosted

back in December.

Immediately after the Tournament ended, the BCB began the preparation of its Under-19 and Senior teams under the guidance of Level III Coach Winston Smith and Manager Sylvia Autar. For over two months, the Berbice female cricketers trained on a daily basis and as such, were fully prepared for the

tournament, both physically and mentally.

Foster was full of praise for Coach Smith and Manager Autar, who, on a voluntary basis, made themselves available daily to be with the team. Smith, he explained, is a great motivator/coach and is a huge asset to the development of Berbice cricket. The BCB President stated that as long as

he remained head of Berbice cricket, every inter-county team would be selected early and be properly prepared as he strongly believes that early preparation is the key to success. The Berbice Under-15 team since early January were involved in coaching sessions with Coach Leslie Solomon and played three trial matches as part of their intense

preparation.

National player Isaiah Thorne has been appointed Captain while Rampersaud Rampertab will serve as his deputy. The team will be involved in three-hour batting clinics before their departure on February 24, 2019 for Georgetown. The BCB, Foster stated, will shortly begin preparation for the Under-17 and Under-19 Inter-County Tournaments as the Board strives to win each title this year.

According to the BCB, unlike its counterparts in Essequibo and Demerara, it does not enjoy the luxury of a GCB-built hostel and does not receive financial support from the National Board. Berbice cricket depends entirely on its management’s ability to raise funds for every aspect of operations, including office rental, salaries, cricket tournaments, developmental programmes, transportation, umpiring costs, stationery, trial matches, and inter-county caps. Other claims suggest that the GCB has not provided the BCB with a stipend since 2009 when Foster’s elder brother, Keith, was elected President.

indies star batsman Chris Gayle has appealed against what has been deemed inadequate compensation, in a case against Australia Media entity Fairfax Media that was decided in his favour a little over a year ago.

In the much-publicized case, the 39-year-old batsman took the media house to court following its publication of sexual misconduct allegations levelled against him by former West Indies massage therapist Leanne Russell.

Russell had claimed Gayle intentionally exposed his penis to her, while on a visit to the team locker room while making an indecent proposition. Her version of events was printed by multiple tabloids.

The court, however, ruled that the publishers failed to establish a defence of truth regarding the alle-

gations at the heart of the case. In a judgment made in December last year, Justice Lucy McCallum awarded Gayle a total of $325,112 for the stories, including interest. The amount did not include Aggravated damages and fell at the lower end of the statutory cap on such rulings.

Fairfax, who has since launched an appeal, has since sought to delay the pay-

ment. In filing a counter-appeal late last month, however, Gayle’s legal team has argued that the damages awarded were "manifestly inadequate" and Justice McCallum "erred in failing to award aggravated damages".

In the original ruling, the jury had found that the publisher acted with malice, meaning the articles were published for an improper purpose.

ith the Guyana Cricket Board (GCB) Under-15 Inter-County two weeks away, the Demerara Cricket Board (DCB) continued to prepare their players.

The second-round matches that were played at Lusignan and Everest saw East Bank Demerara and Georgetown registering wins in the respective encounters.

The talented all-rounder, Taddeus Lovell continued his consistency in the two matches he played, scoring a brilliant 60 to lead the East Bank team past West Demerara at Everest.

Zachary Jodah was the chief destroyer with the ball when East Bank completed a 95run win.

East Bank v West Demerara

With early-morning rain in the capital city; at the Everest Cricket Club, the Mavindra Dindyal-led East Bank team won the toss and opted to bat. They chalked up 149 in 35.1 overs in the reduced 42 overs match.

Lovell, who scored 31 in the first round, produced a masterful innings of 60, including 11 boundaries. His sparkling innings concluded when he was caught by Reneldo Hussain off the bowling of Sachin Balgobin.

Jodah played the supporting role chipping in with 25 and Joash Charles scored 16. Bowling for West Demerara, Nityanand Mathura was the most effective bowler, capturing 4-14, while Sachin Balgobin took 3-15.

In pursuit of East Bank’s 150, West Demerara struggled their way to a mere 55 all out in 21.1 overs, losing

by 95 runs. In their poor batting display, Alex Parah was the only batsman to reach double figures, with 11.

Bowling for East Bank, left-arm spinner Jodah claimed 3-7, while right-arm fast bowler Charles had 2-14 bowling from the northern end. Off-spinner Dhanesh Persaud took 2-7 while the gifted Lovell returned with the ball and bowled with pace, capturing 1-15.

East Coast Demerara v Georgetown

Meanwhile, in the Lusignan clash, East Coast won the toss and opted to bat, scoring 93 all out in 44.2 overs. It was a large outfield, but the batsmen played reckless shots, threw their wickets away and were dropped on a few occasions.

Only Niranjan Sheopersaud (17*) and Shiv Singh (16) were effective

of their innings, ending on 94-3. Jodon Campbell topscored with 29, while Alvin Mohabir chipped in with an unbeaten 21. Bowling for East Coast, Nicholas Sheopersaud grabbed 1-17.

Josh Alves, who has a twin brother in the team, finished with 1-12 while Shiv Singh had 1-7, in a match that saw Georgetown completing a

seven-wicket win.

On Friday, the final round will be held, with East Bank meeting Georgetown at Everest Ground while East Coast will compete against West Demerara at Georgetown Cricket Club (GCC) Ground. All matches will commence from 09:00h local time.

BCB unveils Dr Tulsi Dyal Singh Coaching Programme T

he Berbice Cricket Board (BCB) has secured sponsorship worth close to $1.2 million from overseas-based Berbician, Dr Tulsi Dyal Singh for another countywide Coaching Programme.

BCB President Hilbert Foster and Dr Singh recently agreed on the project that would target every cricket talent in the Ancient County.

The sponsorship would be divided into two parts – $770, 000 for the countywide Coaching Programme and several coaching clinics while $400, 000 will be used for the Board’s annual Cricket Academy.

Foster, who is spearheading the BCB marketing team, stated that Dr Singh’s investment was a major boost for the continued development of the game in the county.

He recalled that Dr Singh in 2018 also donated $1 million to a similar project which was highly successful.

The Board stated that a total of 200 young cricketers will be involved in the Coaching Programme, with 50 each drawn from West Berbice, New Amsterdam/Canje, Lower Corentyne and Central/Upper Corentyne.

The coaching activities will be conducted by Level III Coaches Winston Smith and Julian Moore. They will be assisted by Coaches Andre Percival, Balram Samaroo and several Pre-Level I Coaches. The Board, under the sponsorship, will also be hosting coaching clinics for the most promising players on a regular basis. Clinics will be held separately for batsmen, fast bowlers, wicket-keepers and spinners.

The second annual Dr Singh Cricket Academy will be hosted in July, 2019 for one week at the Albion Community Centre.

A total of 70 youths will be selected by the Coaches to attend the Academy. The Academy’s main objectives will be to make sure that players understand their roles as representatives of Berbice, the history and rules of the game and that the players become rounded cricketers.

Foster stated that since his election in February 2019, Berbice cricket has enjoyed a remarkable transition with the Board being financially stable, cricket is being played at all levels, clubs being established in every village, while numerous developmental programmes are held on a regular basis.

The Board is aiming for at least 30 tournaments in 2019 at the Under-15,

Under-17, Under-19, Under-21, Under-23, Intermediate, Female, Double Wicket, Primary and Secondary Schools, Inter-zone, Second-Division and First-Division levels.

Foster expressed gratitude to Dr Singh for his continued confidence in the Board and investment into the development of youths. Dr Singh was described as a true friend of Berbice cricket and Foster disclosed that the BCB will be presenting its highest award to him.

Dr Singh, in brief remarks, stated that he was delighted to be associated with the current leadership of the BCB as his donation was well used and accounted for, and he was delighted to play a major role in developing the talent of players who would follow in the footsteps of other highly-recognised Berbicians. The US-based medical doctor urged the Board to uphold the high standard it has set and to continue to work even harder to achieve even more success in the future. He reassured Foster of his continued cooperation in the future, as he was excited about the progress of Berbice cricket. Dr Singh’s brother, Puran, who is based in Barbados, last week announced that he was sponsoring the BCB Financial Stipend Programme for National Players at the cost of $200,000.

The overall prize fund for the Dubai finale in November remains at $8 million but the field will be cut from 60 to the top 50 on the European Tour’s money list.

There are also significant increases for finishing first at the other two season-ending Rolex Series events - the Turkish Airlines Open and South Africa’s Nedbank Challenge.

The champion in Turkey will now collect $2 million, up from the $1.16 million won by Justin Rose in 2018, and the following week at Sun City the winner will collect $2.5 million compared with the $1.25 million won by Lee Westwood last year.

European Tour chief executive Keith Pelley hopes the changes can attract more big name players to complete the Race to Dubai.

Last year, world number one Justin Rose skipped the Dubai finale because he had no chance of overhauling eventual winner Francesco Molinari in the Race to Dubai standings.

Only two players, Tommy Fleetwood and Francesco Molinari, still had a

chance of winning the season-long money list by the time players arrived Jumeirah Golf Estates for the finale.

“The changes we have announced today in terms of enhanced winner’s cheques, Race to Dubai points and Bonus Pool dividend are designed to increase the excitement around the end of the season for our fans, as well as encourage greater top player participation in our final three events,” Pelley said. “...had these additional Race to Dubai points been available over the past five years, on average between five and 16 players would have come to our final event with a chance of winning the Race to Dubai in addition to an average of 43 players having the chance to earn bonus pool money at the end of the season.”

He added that both those numbers were considerably higher than was actually the case in those years.

In previous years the top 10 finishers in the Race to Dubai shared the bonus pool of $5 million, but now that sum will be divided among only the leading five players. (Reuters)

nthony Joshua will fight in the US for the first time when he defends his IBF, WBA and WBO world heavyweight titles against Jarrell Miller on 1 June.

Joshua, 29, will take on Miller at Madison Square Garden in the undefeated American's home city of New York.

Miller, with 23 wins and a draw, has never fought for a world title.

ocal pugilists are perfecting their punches this week as all plans are in place for the hosting of the second annual Patrick Forde Memorial Boxing tournament on Sunday, February 17.

As per usual, the punches will be exchanged in the rings at the National Gymnasium on Mandela Avenue, with the first bell slated to go off at 19:00h.

This year’s boxing tourney is expected to be bigger and better, with the first indication of this being the addition of a team of fighters from another country. In the inaugural tournament last year, Guyana, St Lucia and Suriname were the three countries that participated. This time around, the Patrick Forde Memorial will see the addition of Trinidad and Tobago.

While Suriname are still to confirm their team, who are expected to arrive on Saturday, Trinidad

and Tobago have already detailed a four-member boxing team that will be accompanied by a manager and coach.

Blessings Waldropt will be their youth boxer while Nyrell Hosein fights in the capacity of junior boxer. Aaron Prince and Justin Parris will be the elite boxers.

St Lucia will be sending a lone soldier in the form of Arthur Langelier, who is hyped and ready for his middleweight rematch with Desmond Amsterdam, which was won by the Guyanese at the Caribbean Boxing Championships back in December.

The weight classes that will be featured on the night of February 17 are middleweight, lightweight, bantamweight, junior welterweight and light heavyweight.

According to Guyana Boxing Association (GBA) President Steve Ninvalle, these classes are seen as the key ones for development. “ T h o s e are the divisions that we would have done quite well in at the Caribbean championships, so we’re trying to push to make sure that these guys get some much-needed competition leading up to Pan Am,”

Eastman and the Jackman sisters, Alicia and Abiola, who will feature in female fights, amongst others.

Ninvalle is optimistic about the chances of the Guyanese pugilists this time around, noting that they are training hard for the event.

“I’m heartened by what I’m seeing and what I’m hearing; the local fighters are hard at training and I think they’ll be much better prepared than last year,” Ninvalle said.

Last year’s inaugural tournament saw Colin “Superman” Lewis being hailed as the best boxer overall, while Ravin Rodrigues was awarded the best junior boxer title.

Chris Moore was adjudged the best youth boxer while Deeron Williams was seen as the best schoolboy boxer. Alisha Jackman was recognised as the best female boxer in the competition.

The first punch will be thrown at 19:00h (7pm) and ringside tickets are priced at $2000 while the stands will cost $1000.

he highly-anticipated Muslim Youth Organisation (MYO) of Guyana InterJamaat Softball Cricket Competition kick-started on Sunday last at the MYO Ground, Woolford Avenue.

The thrilling 15-over per side tournament saw Tuschen Train Station (TTS) Masjid and New Mosque both walk away with victories.

In the first game, La Grange won the toss against TTS and took first strike. The side was then bowled out for 71 in 11 overs as Omar Khan top-scored with an unbeaten 19 against a bowling side that made few mistakes along the way and only gave away 13 extras.

TTS Captain Anthony Kandar bowled himself to a five-wicket spell which included a hat-trick while Arshad Aziz chipped in with two wickets.

Needing 72 for victory, TTS knocked off the runs in four overs with the loss of two wickets. Aziz led the way by blasting an aggressive 41 not out while Imtiaz Hack supported with 19. Asgar Ali and Shameer Imran picked up one wicket apiece for La Grange.

In the second game between New Mosque and Diamond New Scheme, the former won the toss and gave the opposition first strike.

Diamond scored 189 for 9 in their allotted overs as Rawle Reid top-scored with 74, Keisho Ramsarran made 28 not out, Ameer Khan and Azharuddin Mohamed both chipped in with 20, but the latter was left not out.

Faizul Nazeem was the pick of the bowlers for New Mosque, picking up 4 for 17 in his three overs.

New Mosque struggled in their chase and could only muster 90 for the loss of 9 wickets before the overs expired.

by Fareek Indarjali and Keisho Ramsarran as they claimed two wickets each.

The competition will continue this Sunday at the MYO Ground with the first match starting at 09:00h, then LBI will do battle with New Amsterdam while at 11:30h, New Mosque will duke it out with TTS. The final fixture will see New Amsterdam taking on Diamond New Scheme at 14:00h.

Gabriel banned for 4 ODIs after comment to Joe Root

est Indies fast bowler Shannon Gabriel has been banned for the first four oneday internationals against England.

Gabriel, 30, accepted an International Cricket Council charge over comments he made to England captain Joe Root during the third Test in St Lucia.

In reply, Root told Gabriel: "Don't use it as an insult. There's nothing wrong with being gay."

It takes Gabriel's total demerit points to eight in a two-year period, resulting in a four-match ODI ban.

West Indies host England in a five-match ODI series starting on 20 February in Barbados.

Gabriel was due to be rested for the start of the ODI series but was added back into the squad following injuries to

Rovman Powell and Keemo Paul.

The original comment by Gabriel was not picked up and Root, 28, refused to explain after play on day three exactly what was said.

After England wrapped up victory by 232 runs on Tuesday, Root said he "just did what I thought was right".

Gabriel was charged under article 2.13, which relates to the personal abuse of a player, player support personnel, umpire or match referee during an international match.

By accepting the charge, Gabriel was fined 75% of his match fee and picked up three demerit points.

Windies defy odds in Test series despite consolation defeat – Roach, Holder stand-out performers Kemar Roach

ngland’s coming to the Caribbean for the Wisden Trophy! Many would have thought Joe Root and his side would have tormented Jason Holder’s team.

It was completely the opposite result with West Indies taking the Test series 2-1.

The first Test match that was played in Bridgetown, Barbados saw Windies winning by 381 runs.

With the Windies team known for its inconsistency in winning matches, they replicated their performance in Antigua, taking the second Test and the series with a 10-wicket win. After the first Test match in Barbados that saw the “Bajan Boys” dominate, the Windies players proved that it was no fluke in the second match.

he squash fraternity opened their 2019 season in the most exciting way possible with a handicap tournament, which began on Tuesday evening at squash’s home – the Georgetown Club.

The Bounty Farm Ltd Handicap Squash Tournament, like any other tournament of this nature, seeks to give players handicaps, playing on any weakness and thus levelling the playing field for all players. No doubt, this format makes for a riveting competition.

On opening night, the Georgetown Club courts were flooded with players of varying seeds who were drawn in Category A. However, there were no surprises in Tuesday evening’s encounters, with Kirsten Gomes and Abosaide Cadogan not dropping a single point in their opening matches. Wins from Mohyran Baksh, Dhiren Persaud, Gianni Carpenter, Demetrius DeAbreu and Nicholas Verwey also secured their place in the next

round of this first tournament for 2019.

There was a restrained sense of excitement as is customary in these handicap tournaments where one mistake can mean the game when high positive scores match up with low ones.

Carpenter (-6) had his close call against Abhinav Singh (14).

Carpenter soared through his negative handicap in the first game for a clean slate of 21 points to the win. On his second climb, he was cut short at 4-15 by a killer drop from Singh. A focused Carpenter was careful to come through in the third game with another clean sweep to win 1514, 4-15, 15-14.

The only other match of the night that went to three games was between evenly scored Persaud (11) and Teija Edwards (11). The two players were even after a 14-15 win for each in games one and two. Despite a valiant effort from Edwards, who came from 14-7 down in

the second game to level at 1414 on match point, she couldn’t hold on and succumbed 14-15. A determined Persaud made up his mind to push through with a more calculated third game to take the match 14-15, 15-14, 15-7.

In other notable encounters, Cadogan (-4) had a regular day at the office with a straight win over Arvin Seelall (12) 15-13, 1513. Kirsten Gomes (-4) also made the most of her handicap with a victory over Louis Da Silva (7) 1513, 15-13.

With Grant Fernandes (13) holding on to the advantage, Nicholas Verwey (-8) overcame his adversary with a 15-13, 15-14 win. Meanwhile, Baksh (-3) also ignored his opponent’s advantage and took an opening night win when he met with Kayden Pynaendy (13) in a 15-14, 15-13 match.

Demetrius DeAbreu (-4) also joined the victors on opening night after defeating Aishanti Persaud (11) 15-12, 15-11.

Alzarri Joseph with 10 wickets, James Anderson 10 and Shannon Gabriel nine were among the leading bowlers in the series.

In the batting charts, Windies Captain Holder reigned supreme with the bat in the two Test matches he played, scoring 229 runs at a breathtaking average of 114.50, batting in three innings.

Wicketkeeperbatsman Shane Dowrich finished second, scoring 204 runs at an average of 51.

Dowrich hit an unbeaten 116 in the first Test in the record-breaking partnership with Holder.

cumulating 186 runs at an average of 37.20. It was a poor series for England with the bat; Jos Butler scored 178 in three Tests while Captain Joe Root healed his bruises with a masterful century in the final Test.

Root stood tall under pressure ending the series with 177 runs, which is below the standards of a player of his calibre. Windies newbie John Campbelle had a fair series despite his failure to score a significant score; he finishes the series with 176 runs at an average of 35.2 with a high score of 47.

Roston Chase may have

answered all the questions in this series about his place in the team, scoring a century in vain in the final Test, to end with 160 runs at an average of 40. With ball in hand, Chase picked up eight wickets in the series – all came in one Test with figures of 8-60. The Guyanese boy, Shimron Hetmyer had a fair series ending with 160 runs at an average of 32, with a high score of 81.

The likes of Shai Hope, Kraigg Brathwaite and Darren Bravo may reflect on this Windies triumph as a great moment in their careers, but their individual game has been poor.
