rofessor Emeritus Errol Miller, a retired professor from the University of the West Indies versed in election matters, has waded into the debate on the no-confidence motion that was passed while calling on the Caribbean Court of Justice to render a decision that adheres to legal principles.

In a video broadcast dubbed Caribbean Commentary, Professor Miller, who is also a former Chairman of the Caribbean Association of Electoral Organisations, noted that the formula used to invalidate the passage of the

2018 no-confidence motion in Guyana’s Parliament simply does not add up.

He noted that if the same rationale used in Guyana’s case was used in Trinidad, then the twin island’s 41 House divided by two would equal 20.5 members, which rounded to a whole number would be 21, plus one, equalling 22.

According to Miller, this would mean 43 votes to 41 members. A similar situation would hold true in Jamaica.

“More votes passed than is constitutionally eligible constitutes electoral malpractice in all Caribbean countries. It is commonly referred to as over voting.

More votes cast than there are eligible persons to cast them.”

“One can only hope that the members of the learned profession representing both sides of this case before the CCJ will ensure that all legal procedures and all technicalities are strictly observed in a timely manner and that the varying points of view are argued with the highest levels of logic, facts and eloquence, such that the facts to be decided by the CCJ are with respect to law

and merit.”

The no-confidence related matters before the Caribbean Court of Justice (CCJ) are expected to be heard on May 9 and 10. The three cases deal with Christopher Ram vs the Attorney General of Guyana, the Leader of the Opposition and Joseph Harmon; Opposition Leader Bharrat Jagdeo vs the Attorney General of Guyana, Dr Barton Scotland and Joseph Harmon; and Charrandas Persaud vs Compton Herbert Reid, Dr Barton Scotland, Bharrat Jagdeo and Joseph Harmon; the

last of which deals with Persaud’s eligibility to vote in the House.

In the case of Ram vs the Attorney General, the political activist had petitioned the High Court to have Government resign and President David Granger call elections within 90 days as stipulated by Articles 106 (6) and (7) of the Constitution.

The Court of Appeal had ruled in a 2:1 split decision that a majority of 34 votes would have been needed to validly pass the no-confidence motion brought against the Government last year.

While Justice Rishi Persaud had dismissed the appeal and conferred with the ruling of the High Court, his colleague appellate Judges allowed the State’s appeal.

Both Justices Yonette Cummings-Edwards and Dawn Gregory opined that while 33 is the majority of the 65-member National Assembly, the successful passage of a no-confidence motion requires an “absolute majority” of 34, and not the “simple” majority of 33 that has been used to pass ordinary business in the House.

ith calls mounting for a thorough probe into the Cheddi Jagan International Airport (CJIA) expansion project, the Audit Office of Guyana (AOG) has confirmed that it will be launching an audit into the controversial project.

In an exclusive interview with Guyana Times, Auditor General Deodat Sharma noted that he has the power to conduct the audit whether it is requested or not. And according to the AG, he is currently making preparations for the audit.

According to Sharma, both a value-for-money and an overall financial audit will be conducted into the airport, the US$150 million expansion project and its associated expenditure.

However, he noted that it was too premature to name a definitive date for the start of the audit.

“I would be doing it on my own, because it’s a very important issue right now…

CJIA is part of my audit portfolio,” Sharma said, when asked if Government had approached him to conduct the audit.

In 2012, under the People’s Progressive Party/Civic (PPP/C) Administration, Guyana secured a US$138 million loan from the China Exim (Export-Import) Bank to fund the expansion and modernisation project, for which the Guyana Government was slated to inject some US$12 million.

Upon completion, the Airport is expected to have four air passenger boarding bridges for arrivals and departures; a 450-seat departure area, escalators and elevators in addition to an extended runway catering for larger categories of aircraft.

However, the extension of works into 2019 comes in disparity to an earlier commitment by Government whereby it pledged that the works associated with the expansion would have been completed by the last quarter of 2018. Initially, the project was scheduled to be

Government’s Jekyll and Hyde dichotomy

R

obert Louis Stevenson gave the world the Dr Jekyll and Mr Hyde story, which from a more philosophical standpoint, and which readily pops up from online research, can be seen as a result of man’s conflict within his inner nature and how he deals with this dichotomy premised on the soul being paired with both elements of good and evil.

That basically confirms to what is generally accepted, that in each of us there are elements in pairs; good and bad, strengths and weaknesses and other traits that have become to make us who we are as fallible human beings. Circumstances may determine the manifestation of each trait, and the tendency for humans to change, whether voluntary or forcibly, adds a crucial dimension.

While change is inevitable, sometimes it’s driven by the circumstance of convenience, many times for the purpose of selfpreservation at the expense of others as seemingly reflected in general politics. A glaring example would be the manner in which the current government now operates as compared to how it boasted it would while in the Opposition; the growing disparity is beyond mindboggling.

One can posit that Brigadier (Rtd) David Granger reached the presidency with much goodwill despite not being as politically experienced as his predecessors. That aside, he and his team made numerous promises during the run-up to the 2015 elections. While such is expected, many voters were convinced and foster belief in some of them.

Foremost was the promised fight he and his government would take to crime. That resonated with many, bolstered by the presence of experienced security operatives, including former Heads of the Army and the Police. There appeared little or no reason to doubt aided by the fact that Mr Granger, a Brigadier, was part of the leadership of the Guyana Defence Force.

A good life; lower VAT and the Berbice Bridge tolls; pledging to weed out corruption, nepotism and cronyism; to uphold the rule of law; for accountability and transparency in governance and a government for the people, were some other promises by Mr Granger and his team that voters were drawn to. Fast-forwarding to four years later, barring and prior to his illness, he seemed completely disconnected from governance and the people.

After taking the oath of office, he named the largest Cabinet in recent history here, raising concerns over excessiveness which necessitates more financial resources as against what can be made available for social and infrastructural development. He was not bashful in his preference for former Army officials to be placed in strategic positions in Government and appointed a family member as a Minister while after he would have accused the previous Government of nepotism.

A senior member of his Cabinet boasted of a preference to hire persons affiliated to the party she heads. Loyal politicians have been appointed to head branches of the State media after accusing the previous government of politicising same. Cronyism is reportedly now rife within his government. He avoided engaging the press and, similarly, is not conspicuous within communities.

Under his watch, numerous allegations of corruption have been and continue to be levelled against some of his Ministers.

The infamous Sussex Street Drug Bond, sole-sourcing of pharmaceuticals, the Durban Park construction, the Demerara Harbour Bridge feasibility study, the CJIA expansion, contracts awarded to friends and family members of officials, conflict of interest through ownership of companies by some officials and who received Government contracts, are just a few areas where corruption was alleged.

With little or no action taken, condoning becomes an unavoidable interpretation. Crime is now rampant as confidence has been eroded in his government’s ability to ensure the safety of Guyanese and allegations of a burgeoning dictatorship have surfaced. With all the promises to ease economic burdens and the provision of a good life, the cost of living has now skyrocketed and citizens are reeling from the numerous new taxes implemented under his tenure. The economy has slowed as some businesses and industries closed causing thousands to be jobless.

Ironically, Government spending on itself has vastly increased through alleged extravagance at the expense of the citizenry. Within the very short period of four years, things have drastically changed from what it actually was under the previous Administration and what he, Mr Granger, promised. That change has not been for the betterment of the people despite his campaign slogan of “It’s Time” (to change).

To date, he is yet to fully address those issues despite the concerns raised in the public domain. From what is now evident, there appear two manifestations of Mr Granger and his government reminiscent of the Jekyll and Hyde scenario: one which may have intended well and one that inflicted economic hardships, seemingly oblivious of people’s plight.

While all will at times grapple with duality, it may not be an option for him and his government given the impact on people and country. Sometimes, it becomes extremely difficult to assess which characteristic actually manifests in a person in the present; Jekyll or Hyde in the context of duality and not necessarily good and evil.

It begs the question: has the one now evident – Mr Hyde – now taken over permanently?

Disaffected Venezuelan military personnel tell of rising desertions to Brazil V

enezuelan military personnel are deserting to Colombia and Brazil in growing numbers, refusing to follow orders to repress protests against the Government of President Nicolás Maduro, six of them told Reuters.

A lieutenant and five sergeants of the National Guard, the main force used by the Maduro Government to suppress widespread demonstrations, said the bulk were going to Colombia, the most accessible border, but others like themselves had left for Brazil.

Colombian immigration authorities said some 1400 Venezuelan military had deserted for Colombia this year, while the Brazilian Army said over 60 members of Venezuela’s armed forces had emigrated to Brazil since Maduro closed the border on February 23 to block an Opposition effort to get humanitarian aid into the country.

“Most military people that are leaving are from the National Guard. They will continue coming. More want to leave,” said a National Guard lieutenant, speaking earlier this month. She had just crossed into Brazil on foot, arriving in the frontier town of Pacaraima after walking hours along indigenous trails through savannah.

Officials in both countries said the pace of desertion has sped up in recent months as political and economic turmoil in Venezuela has worsened.

The deserters, who asked to withhold their names due to fear of reprisals against their families, complained that top commanders in Venezuela lived

“They already have their families living abroad. They live well, eat well, have good salaries and profits from corruption,” said the Lieutenant.

In February, Maduro’s Ambassador to the United Nations, Samuel Moncada, told a Security Council meeting the number of military desertions had been exaggerated. Foreign Ministry spokesman William Castillo said at the time that just 109 of the 280,000-strong armed forces had deserted under Maduro.

A Venezuelan sergeant, who proudly donned his National Guard uniform for an interview in a hotel room in Pacaraima, said he could not provide for his two small sons on his US$12-a-

month salary.

“We risked our lives so much for the little we were paid,” he said. “I left because of this and the bad orders the commanding officers were giving us.”

The head of Venezuela’s Opposition-led congress, Juan Guaidó, backed by most Western nations, is trying to oust Maduro on the basis that the socialist President’s 2018 re-election was illegitimate.

But top armed forces commanders have remained loyal to Maduro, because they earn well in dollars and have too much to lose by abandoning him, according to the National Guard deserters.

Maduro has placed military chiefs in high-level jobs running state companies so they do not turn against him, the sergeant said.

“Maduro knows that if he removes them from those posts, the military will turn their backs on him and could oust him in a coup,” he said.

Maduro has called Guaidó a US puppet trying to foment a coup, and

Rebellion in the middle ranks of the National Guard has been contained by intimidation and threats of reprisals against officers’ families, the deserters told Reuters. They said phones of military personnel suspected of anti-Maduro sympathies were tapped to watch their behaviour.

With desertions on the rise and dwindling support for Maduro, the Government has used armed groups of civilians known as “colectivos” to terrorise Maduro opponents, the interviewees said. Rights groups in Venezuela have warned of rising violence meted out by the militant groups.

The Government has also released jail inmates and put them in National Guard uniforms, to the disgust of soldiers with years of military career behind them, the six deserters said.

It is unclear if the former inmates or militants are paid by the Government.

A lack of food, water, and medicines, along with extended blackouts, has added to a sense of anarchy, the deserters said.

The uniformed sergeant said he feared bloodshed at the hands of the “colectivos” trying to keep Maduro in power if the armed forces balked at Government orders to repress protests.

“There won’t be enough soldiers left with hearts of stone to fire on the people,” he said. “We military know that among the crowds on the streets there are relatives of ours protesting for freedom and a better future for Venezuela.” (Reuters)

roads in more than five regions.

Ronald Bulkan and CH&PA’s Chief Executive Officer (CEO), Lelon Saul, were present at the signing. The contractors were called on to be committed to delivering quality products.

“We will not tolerate unnecessary variation and poor quality work; we have a robust monitor and control mechanism. Likewise, it is expected that you will have your own monitoring and control mechanism for the delivery of quality products,” Saul is quoted by the Department of Public Information (DPI) as saying, adding that the project will have a positive impact on the country’s economy.

Bulkan explained that the contracts would provide for the upgrading and consolidating of housing schemes.

“This Administration has been engaged in the past three years with the task of consolidating the infrastructure within housing schemes that we inherited where the infrastructure was incomplete, where roads were not to the proper standards, the drains, the water supply, the electricity. In excess to $4 billion dollars to date has been expended in the consolidation exercise in existing housing scheme,” the DPI quoted the Minister as saying.

Among the schemes that

will benefit are those in Region Three – La Parfaite Harmonie, Belle West and Zeelugt Phase Two; Region Four – Herstelling, Farm Phase One, Good Hope Phase Two, and Section D Non-Pariel; and Tabatinga, Lethem, Region Nine.

The work will commence as early as next month and is expected to be completed before the end of the last quarter.

Some of the contracting companies listed on the project are XL Engineering, Puran Brothers Disposal Incorporated, Eron Lall Civil Works, Bardon Construction Services and Guy America Construction Incorporated, among others.

GTU opens 1st Triennial Delegates Conference

uyana Teachers’ Union (GTU) opened its first Triennial Delegates Conference on Tuesday evening in the Bertram Hamilton Auditorium of the Union’s Woolford Avenue, Georgetown headquarters.

The conference will conclude on Friday. GTU’s membership is being represented by delegates from all three counties Essequibo, Berbice and Demerara.

President of the GTU, Mark Lyte in his address, said that the Union is proud to be recognised as one of the oldest and most vocal trade unions in Guyana.

He is quoted by the Department of Public Information (DPI) as saying that there has been an improved relationship between the Education Ministry and the GTU. He said that the Union recognises that healthy partnerships are paramount to any successful partnership.

He added that as a stakeholder in the delivery of education to the Guyanese populace, the GTU is committed to ensuring that regular meetings are held and decisions taken, are carried. He said that there must be a continued collaboration between all stakeholders in the education sector to ensure the smooth implementation of policies.

President said that the Union has experienced several achievements over the last three years. He said that several of those achievements were directly related to the honouring of specifics agreed to in the last Memorandum of Agreement between the Ministry of Education and the GTU. Regarding the business of the Triennial Delegates Conference, Lyte said that the event seeks to engage each participant in meaningful discussions so that the future of the Union can be brighter.

“As a union, we are not limiting ourselves to trade union matters but also to the business of education and the relevant changes we need to vehemently support which are critical to the advancement of an educated nation,” DPI quoted him as saying.

Education Minister, Nicolette Henry in delivering her message said that the contributions of teachers and the GTU to the development of Guyana are recognised and respected.

She said that with this recognition, like so many other countries, Guyana is working assiduously to strengthen its human and social development platform and that a key part of this effort is the preparation of empowerment of citizens with the knowledge, skills, values and attitudes to realise sustainable development.

She said that the Ministry is aware that the Guyana Teachers’ Union has responsibility for ensuring that the working conditions and welfare of teachers are satisfactorily met.

During the opening session, the GTU showed its appreciation for those members that have made significant contributions by distributing several awards. There was also the awarding of the Presidential Medal to three members. Those members that have passed away were also remembered.

here’s really no right or wrong age for a girl to begin shaving, it all depends on when her body begins to change.

Some girls enter puberty as young as age 8 or 9, while others won’t begin to experience major body changes until they’re 13 or older. Here’s what you should know when it’s time for your daughter to begin shaving.

Is your daughter ready to shave?

Among the signs of puberty in girls is the development of body odor and breast buds as well as hair growth in the pubic and underarm areas and a thickening and darkening of hair on the legs.

The whole reason behind shaving is to make a girl feel good about herself.

If your daughter has experienced hair growth, it might be time to consider showing her how to shave. If she’s already approached you about shaving, she may be self-conscious about her hair growth or worried that she might be teased for not shaving.

For other girls, shaving can be postponed for a year or two. If your daughter’s hair growth is minimal or

isn’t noticeable because it’s a light color, she might be able to avoid shaving for a little while longer. But many girls want to shave, and because there are no health reasons for them to wait, it’s reasonable to allow them to shave when they think they’re ready to do so.

On the other hand, some girls will not be interested in shaving at all. It is becoming more socially acceptable for women of any age to not shave if they don’t want to.

Your daughter may feel this way and there’s no reason to force her to shave against her will.

However, it is a good idea to share with her that some people may have negative views of a woman’s unshaven legs. This should not dissuade her but can prepare her for any comments she may receive.

Shaving techniques and tips

Shaving is a rite of passage for many girls, though it can also cause some anxiety. You daughter may worry about cutting herself or be concerned that she’s not shaving properly. Be sure to share a few shaving safety tips with her before she begins to shave.

- Use a gel foam or a

shaving lotion to soften the hair and prepare the skin for shaving. It’s a good idea to use a lotion that has a minimum amount of perfume in order to prevent skin irritation.

- Avoid using soap while shaving, as it can be drying and irritate the skin.

- Begin with a single blade razor. Double blade razors will get a closer shave, but single blades are less likely to cause cuts.

These are best for beginners and should be used until she builds up her confidence and coordination.

- Demonstrate how to hold a razor properly and direct it against the growth of the hair for a better shave.

- Razors should be rinsed and wiped dry before using again to keep the blades clean.

Disposable razors should only be used four or five times, and then thrown away. Dull blades may nick the skin and can be dangerous.

- Avoid moisturizing immediately after a shaving.

This can irritate the skin and cause problems (sometimes even pain) to delicate tween skin. Wait a few hours before applying a skin lotion to an area that’s been

At some point during the tween years, a girl will begin to experience the stages of puberty. Knowing what to look for can ease your mind, and help your tween through these enormous physical and emotional changes. While some of the signs of puberty may take a while to develop, others may appear as if they happened overnight.

Signs

There are many signs of puberty in girls. Keep in mind that these stages may appear gradually and it may take three to four years for your child to cycle through all the phases of puberty.

In general, boys will go through puberty at some point between the ages of nine and 14. Girls may begin between the ages of eight and 12.

Share these signs with your tween daughter so she knows what to expect. Also, be sure you explain how she might handle her first period if you’re not around to help, such as when she’s at school or away from home.

Reactions to puberty

How a girl may react to the changes she experiences will vary from girl to girl.

Be sure to support your child through these changes and avoid making too much of a big deal of puberty. Also,

remind your tween that puberty is a normal part of growing up and that everyone, including you, has been through it or will go through it one day.

Quick tips for parents

1. Be open to questions.

Your daughter may come to you with questions as she experiences the changes of puberty. Be prepared with answers so you are not caught off guard.

2. Talk to your daughter. Some parents prefer to avoid talking about puberty and sex, leaving it up to her teachers and peers. It’s important that she knows that she can come to you, too.

Often it is up to you to start the conversation.

3. Be aware of the changes. It is very easy in our busy lives to become accustomed to people we are around every day. Take a few moments every now and then to really look at your daughter and note any changes in her body or attitude. The signs may be right there and you may notice them before she does.

4. Give her space. You want to be there for your little girl and that’s great!

There are also times when your daughter will just want to be alone. If it’s not the right time to talk, don’t push it and look for another opportunity.

5. Pay attention to body image issues. This is especially important for girls because there are stereotypes of what a woman should look like. As false as that sentiment is, young girls pay attention to it. Lawyer seeks parliamentary sitting postponement at CCJ hearing …AG says Appeal Court ruling means “business as usual”

ith the National Assembly scheduled to meet on Friday, legal counsel for former Alliance for Change (AFC) parliamentarian Charrandas Persaud has warned that he will file legal action to bar the holding of the parliamentary sitting if the sitting is not postponed.

This was announced during a pre-trial hearing at the Caribbean Court of Justice on Wednesday in the case of Christopher Ram vs the Attorney General and Opposition. This is one of three no-confidence motion related cases that will be heard by the CCJ next month.

Issuing this warning was Attorney-at-Law Sanjeev Datadin, who is Charrandas Persaud’s legal representative.

“We’ve learnt from the press that there’s a sitting of Parliament on [Friday].

And the schedule is to pass legislation related to finance and more importantly, to pass legislation for the oil and gas sector.”

“Now having regard for what is before the courts and what are the implications, one way or another, of the vote of December 21, it’s our respectful submission that that should be refrained from. We’ve not made a specific application to the court because we intended to raise it with the court and solicit from the Attorney General an undertaking.”

Datadin warned, however, that if the sitting is not postponed then he will file a formal application to force the postponement. CCJ President Adrian Saunders, however, deferred from commenting on Datadin’s announcement unless a formal application is before the courts.

Responding to this development on Wednesday, Attorney General Basil Williams did not take too kindly to the attorney’s move.

According to Williams, the Appeal Court’s ruling means that it is business as usual unless the CCJ says otherwise.

Pre-trial

Prior to Datadin’s re-

quest, the CCJ had been dealing with case management matters for the case ahead of the actual hearing, set to be held from May 9 to May 10. Justice Saunders had noted that due to varying lengths of written submissions, it was not necessary to give everyone equal time. In view of this, he informed that Douglas Mendes, appearing for the Opposition Leader, would be allotted one hour from 09:00 to

10:00h.

He related that Mendes would be followed by Sanjeev Datadin on behalf of Charrandas Persaud.

This will be followed by Kamal Ramkarran on behalf of Christopher Ram, bringing the session to 11:00h.

Saunders noted that after a 15-minute break, Eamon Courtenay would be

given an hour to make his case, followed by lunch at 12:15h. Afterwards, counsel for Herbert Reid and Minister of State Joseph Harmon would be granted half an hour each.

“The written submissions that have been submitted [are] full and detailed, and there really is little need for extensive oral advocacy. We proposed that, because these are consolidated matters, that counsels for Mr Jagdeo; Mr Persaud and Mr Ram will follow each other in that order. Their submissions would be followed by counsels for the Attorney General; Mr Reid and for Mr Harmon,” Saunders informed the court. “ T h e A t t o r n e y General has submitted a cross-appeal so what we would [do] is that when counsel for Messer Jagdeo; Mr Charrandas Persaud, and Mr Ram, when they make their submissions, they will address the matters on the

cross-appeal as well as the matters which constitute their own appeals.”

The three cases deal with Christopher Ram vs the Attorney General of Guyana, the Leader of the Opposition and Joseph Harmon; Opposition Leader Bharrat Jagdeo vs the Attorney General of Guyana, Dr Barton Scotland and Joseph Harmon; and Charrandas Persaud vs Compton Herbert Reid, Dr Barton Scotland, Bharrat Jagdeo and Joseph Harmon; the last of which deals with Persaud’s eligibility to vote

in the House.

In the case of Ram vs the Attorney General, the political activist had petitioned the High Court to have Government resign and President David Granger call elections within 90 days as stipulated by Articles 106 (6) and (7) of the Constitution.

The Court of Appeal had ruled in a 2:1 split decision that a majority of 34 votes would have been needed to validly pass the no-confidence motion brought against the Government last year.

While Justice Rishi Persaud had dismissed the appeal and conferred with the ruling of the High Court, his colleague appellate Judges allowed the State’s appeal.

Both Justices Yonette Cummings-Edwards and Dawn Gregory opined that while 33 is the majority of the 65-member National Assembly, the successful passage of a no-confidence motion requires an “absolute majority” of 34, and not the “simple” majority of 33 that has been used to pass ordinary business in the House.

Farmer jailed for killing friend F ifty-four-year-old Martin Salvadore on Wednesday pleaded guilty to the lesser count of manslaughter when he appeared before Justice Navindra Singh at the Georgetown High Court to answer for the crime, which was committed in October 2014.

The charge detailed that on October 16, 2014 at Nappi Village, Central Rupununi, Region Nine (Upper Takutu-Upper Essequibo), he killed Wilson James.

Salvadore, who made his first court appearance in 2014 at the Georgetown Magistrates’ Courts, was initially charged with murder, but opted to plead to the lesser offence at the High Court on Wednesday.

The State’s case was presented by Teriq Mohammed, along with Tuanna Hardy and Abigail Gibbs. Meanwhile, defence counsel Mark Conway, in a

plea of mitigation, told the court that his client has been attending regular church services while in prison.

The court heard that on the day in question, Salvadore and the now deceased man were imbibing when a scuffle ensued. Both parties were armed, with a cutlass and bicycle bar respectively, when Salvadore inflicted several chop wounds about the victim’s body.

James was rushed to the Lethem Hospital, where he was pronounced dead on arrival.

Before sentencing, Justice Singh advised Salvadore to avoid consuming alcohol when he is released from prison and to enjoy the remainder of his life.

As such, a nine-year sentence was handed down. Justice Singh ordered that the years Salvadore spent on remand be deducted from the sentence.

Old grievance killing lands miner in jail for 12 years

father of two was on Wednesday sentenced to 12 years in prison by High Court Judge Justice Navindra Singh after he admitted to the lesser offence of manslaughter when he appeared at the Demerara High Court.

Mark Creame faced the indictment which stated that on December 1, 2013, at 8 Miles, North West District, Region One (Barima-Waini), he killed 42-year-old Terry Henry also called “Terrence Henry”.

The court heard that the accused, who was a miner at the time, later armed himself with a cutlass and dealt Henry several chops about his body. The victim was rushed to the hospital but later succumbed to his injuries.

In a plea of mitigation, Attorney Mark Conway informed the court that whilst in prison his client has been involved in a tailoring course as well as attending regular church services.

The State’s case was presented by Prosecutors Teriq Mohamed, Tuanna Hardy and Abigail Gibbs.

Justice Singh, before handing down the sentence reiterated that the steady consumption of alcohol is causing numerous persons to lose their lives especially in the hinterland region of Guyana. He advised Creame to avoid such practices when he completes his sentence.

Justice Singh also ordered that the prison authorities deduct the time the accused spent on remand from the 12-year sentence.

Welder charged for escaping from Police, relieving cop of weapon

welder on Wednesday appeared at the G e o r g e t o w n Magistrates’ Courts slapped with five charges including robbery and escaping from lawful custody.

Ceon Lampkin of Lot 33 Leopold Street, Georgetown, appeared before Magistrate Faith McGusty where the charges of assault, robbery and escaping lawful custody were read to him.

It is alleged that Lampkin on April 16, 2019, at Main Street, Georgetown, attempted to commit a robbery on Jasira Allen.

On the said day, at Main Street, Georgetown, the defendant allegedly robbed Janoy DeSantos of a hand-

bag, among other items valued at $13,000. The prosecution’s case stated that the defendant tried to escape but was apprehended by public-spirited persons and handed over to the police.

It was further alleged that on the same date, while being transported from Brickdam to Diamond Police Station, Lampkin jumped out of the police vehicle at High Street, Georgetown, and tried to escape. He was, however, apprehended a short distance away.

During his re-apprehension, Lampkin allegedly assaulted two police officers and attempted to relieve one of the ranks of his service weapon. The man was then

shot in his left side abdomen by the police rank during the incident.

The 27-year-old was then taken to the Georgetown Public Hospital Corporation.

In court on Wednesday, Lampkin admitted to the escaping from lawful custody charge but denied the other charges.

Police Prosecutor Ceon Blackman objected to bail on the grounds that the defendant is known to the law, he is a flight risk and the serious nature of the offences.

In a bail application on his own behalf, Lampkin told the court that he was riding his bicycle along Main Street, Georgetown, when heard DeSantos scream

“thief”. He said that was when he saw a few individuals running in his direction.

He added that the persons began to beat him mercilessly and kept him until the police arrived.

In a plea of mitigation, with respect to the escaping from lawful custody charge, Lampkin said that he escaped from the police vehicle since the ranks were hitting him to his head with their weapons. He denied that he attempted to relieve the officer of his weapon.

Magistrate Faith McGusty upheld the prosecution’s submission and remanded the man to prison.

The case will continue on May 15, 2019.

Accused bag snatcher remanded

hirty-two-year-old Kess Brown was on Wednesday brought before Magistrate Faith McGusty at the Georgetown Magistrates’ Courts to answer to the charge of robbery with violence.

The welder, who resides at Water Street, Georgetown, denied the charge which stated that on April 19, 2019, at Camp Street, Georgetown, he

robbed Sabrina Dugnauth of a handbag containing her driver’s license and cash – a total value of $9000.

The prosecution is contending that on April 19, the defendant, while being in the company of another, robbed the Virtual Complainant while she was walking along Camp Street.

The court heard that the VC put up a fight but the defendant was very aggressive

and hit her.

The VC raised an alarm but the man escaped. He was later apprehended by police ranks and the items were recovered.

Police Prosecutor Annalisa Brummel objected to bail on the grounds that the defendant is a flight risk. She also stated the serious nature of the offence where personal violence was used.

The defendant in a bail application told the court that he is innocent and was trying to assist the VC after witnessing her being robbed. He claimed that the police case is false since no item was found on him. He urged the police to review security cameras in the area. Magistrate McGusty remanded him to prison.

The case will continue on May 15, 2019.

…by China’s deep pockets he nation’s eyes have (hopefully) been opened by the enormity of the corruption in the CJIA modernisation project that was funded by a Chinese Government loan and executed by the China Harbour Engineering Company (CHEC). After the Government put in their thumb into that project – which was launched by the PPP – they certainly pulled out a PLUM!! A fat, juicy plum!!

But the CJIA represents a far greater danger to the future stability of our country than not getting value for the US$150 million that we will have to repay WITH INTEREST down the road. Not that that’s not a concern! Sweetened by the easy money from the Chinese project, the Government rushed into signing on to China’s Belt and Road Initiative (CBRI) last year – even as the experience of countries across the globe with the CBRI proved disastrous to the nth degree! Even their close ally Pakistan had to raise red flags!! In years to come, the term “Trojan Horse” – meaning to “subvert from within” – will be replaced by “CBRI”, followed by the expression “Beware of Chinese bearing gifts”!!

We can easily gauge the PNC Government’s commitment to CBRI from the weekly articles in the State newspaper they control with the tightest of fists, bigging up like you’d think the Chinese were funding the paper!

But since our taxes are funding the Chronic, the Chinese MUST be funding something else!! Something stinks in our dear land of Guyana. The CBRI is dangerous for us because, for one, from the CJIA experience we know for sure that we don’t have the institutional experience to monitor these kinds of projects. For two, we also know that most of the Government Ministers and functionaries are morally challenged!

But most of all, it’s because there’s no need to tie us to Chinese funding for our infrastructural projects since oil revenue is slated to start flowing from first quarter next year!! The Chinese involvement gives them influence – if not control – for absolutely no GOOD reason. But the problem is, the National Resource Fund with the oil money looks like it may have any number of foreign monitors. The PNC oligarchy must’ve figured a bird in the hand is worth two from under the Atlantic waters!! The Chinese, from what has been revealed in other CBRI projects, seem to pass as much money under the table as over!

Asked about the CBRI, the best President Granger could say was “Trust me”!!

Sure, just like his mentor Burnham was trusted and left us with the highest per capita debt in the world!! …the past?

The petition prepared by Roger Khan himself for his early release was certainly an impressive achievement.

He’d already gotten off some two years from his 15-year sentence for “good behaviour”, but he’s taking advantage of a new regulation passed last December, which if successful will mean that he could be out next month – two months ahead of schedule.

The “pro se” filing means that Khan’s been hitting the (law) books while in prison these past 13 years!!

Whether it succeeds or not, it brings to the fore the very interesting question of how society treats persons who have “paid their debt” to society through their incarceration – especially if they’ve demonstrated they’ve been rehabilitated. We have the recent case of dancehall superstar Buju Banton, who, after serving his 10-year sentence for cocaine smuggling, was welcomed back in Jamaica by the Government and fans. Even in Trinidad, the Police Chief appeared on a stage with him!!

Guyana extradites murder accused to US …to appear in NYC court today

wo weeks after a Guyanese, Troy Thomas, lost a High Court challenge to stop his extradition to the United States, where he is wanted for a 2011 murder, he was handed over to US authorities on Wednesday.

This was confirmed by Director of Prisons (ag) Gladwin Samuels, who would only say that he handed over Thomas, an inmate in the local prison, to be extradited.

However, the US embassy in Guyana confirmed on Wednesday that Thomas was en route to the North American country to face the two criminal acts allegedly committed in New York over seven years ago. “[Wednesday] evening, he will be in the custody of the New York Police Department, and [Thursday] morning he will appear before an American judge in court to face charges. Thomas’s extradition reflects over one year of close coordination between the Government of Guyana and the US Embassy,” a press release from the embassy stated.

The US Embassy thanked the Office of the Director of Public Prosecutions (DPP), the Police Force, the Guyana Prison Service, the Public Security Ministry and the staff at the Cheddi Jagan International Airport for their close cooperation and commitment to justice.

“Corruption and criminal activity rob the Government and citizens of Guyana of money that could have been spent on education, healthcare, and important infrastructure work. Extraditions are an important law enforcement tool in fighting transnational criminal organisations.

Today, a fugitive from justice is being extradited to the United States to stand trial, creating a new precedent,” the American Embassy noted.

Furthermore, in recognition of this positive step forward, US Ambassador to Guyana, Sarah-Ann Lynch, said “The Government of Guyana’s actions over the past year clearly indicate its dedication to law and order and established norms of international criminal justice – Guyana is moving in the right direction.

Establishing a roadmap for future extraditions, bringing a fugitive to justice, making Guyana a safer place for Guyanese citizens – this is the best example of rule of law existing in Guyana”.

Attempts to stop extradition

Thomas has been accused of murdering Keith Frank, 20, a Guyanese who was shot and killed on December 11, 2011, outside a Richmond Hill, New York party. He has also been accused of inflicting injuries upon Dr Katherine Maloney. He then fled to Guyana.

Since 2012, authorities in the US had issued a wanted bulletin for the murder suspect. As such, in 2018, US Attorney General and Secretary of State sent an extradition request to the Guyana Government, which was served to the Foreign Affairs Ministry by the country’s Embassy here. As a result of the request, Thomas was apprehended by the Guyana Police Force last year and was being kept in custody at the Lusignan Prison.

But Thomas attempted to use the local courts to stop his extradition. In fact, a hearing in the Magistrates’

Courts last year resulted in Magistrate Sherdel IsaacsMarcus ruling in December that Thomas be extradited to the US to face the charges levelled against him.

In committing Thomas for extradition, the Magistrate, among other things, ruled that she believed the fugitive was Troy Thomas, although he insisted that his name was Marvin Williams.

In June 2012, a US judge issued a warrant for his arrest in the name of Troy Thomas.

However, Thomas moved to the High Court to further block his extradition. He challenged, among other things, his “illegal” confinement and argued in an affidavit that he is being unlawfully detained and subjected to legal processes unsupported by any legal basis or foundation.

Thomas applied to the court for leave to issue a writ of habeas corpus, directing the Commissioner of Police to show cause why he should not be immediately released.

However, High Court

Judge, Justice Navindra Singh dismissed the application by the prisoner. He ruled on April 4, 2019, that there is sufficient evidence against Thomas to warrant his extradition to the US. In addition, Thomas was ordered to pay $450,000 in court costs.

The extradition took effect on Wednesday after Thomas did not appeal the High Court ruling.

Public Security Minister, Khemraj Ramjattan, explained to Guyana Times that because there was no appeal within the stipulated timeframe, he gave the order for the US fugitive to be handed over to authorities there.

“He had a right to go to the Court of Appeal but he did not, his deadline for the appeal was [Tuesday, April 23, 2019] …we informed the Americans that his did not. The Americans then made arrangements to get him over [there]…

The US Marshals came in today (Wednesday) and they took him out,” the Public Security Minister explained.

According to Ramjattan, he ordered the Prisons Director to let the police escort Thomas to the Cheddi Jagan International Airport (CJIA), where he was handed over to US Marshals.

While this extradition exercise is the first success-

ful one in recent years between the two countries, former US Ambassador to Guyana, Perry Holloway, late last year said that the path has been cleared now for the exchange of more fugitives between Guyana and the US. He believed that the extradition of Thomas and the impending extradition of US-based Guyanese, Marcus Bisram, who is wanted in Guyana for a 2016 murder, has paved the way for this.

“I think once those two guys go back and forth, I think you will see more [extraditions] in both directions,” he had told reporters.

3 new Councillors take up Govt denies influencing positions in Region Five RDC Judiciary as US asserts

hree new councillors have taken up positions in Region Five’s (Mahaica-Berbice) Regional Democratic Council (RDC) but were not given recognition, forcing the April RDC meeting to be adjourned.

The adjournment made it the 15th consecutive month that the RDC has not been able to hold a successful statutory meeting.

Additionally, over the past three years, only a few successful monthly meetings were held.

In 2016, coalition councillors refused to allow any dialogue at the statutory meeting, saying that they wanted the Regional Chairman, Vickchand Ramphal, to apologise to President David Granger.

In December of that year, however, the President said he wanted no apology and ordered the two sides to work together for the betterment of the region.

In May 2017, they walked out after the Regional Executive Officer (REO), Ovid Morrison, demanded an apology from

the Chairman.

The REO said his creditability was at stake after the Chairman called for an investigation into allegations that two NDC officials had used a National Drainage and Irrigation Authority machine to carry out personal work.

Morrison said he saw the machine being used and is of the opinion that since he stated that he saw the machine carrying out personal work, no investigation is needed and calling for an investigation is an insult to his integrity.

The standoff continued until December of that year when both sides agreed to give residents a New Year’s gift of them sitting during 2018 to bring resolutions to some of the many issues affecting the region.

That promise was short lived.

At the April 2019 meeting, Chairman Ramphal said he saw three persons sitting in the meeting and was told moments before that they were new councillors.

The three new coun-

cillors are Frank Wilson, Emerson Benjamin and Marian Fordyce who replaced Carol Joseph, Dolston Huston, who resigned, and Renie McCalmont, who never took her seat.

All three councillors are from the coalition.

The Region Five RDC has eighteen seats with the coalition occupying eight.

Ramphal said the agenda which was set by the REO did not indicate that new councillors were to be introduced.

The announcement by the Chairman resulted in a heated debate and after some time, the Chairman adjourned the meeting saying that it was going nowhere.

Addressing the media after the RDC meeting, Ramphal said that when he arrived, he saw the three persons and upon inquiring he was told that they are new councillors.

“It is customary that whenever a new councillor is appointed to the Council the information will be shared with the Chairman and councillors.”

He added that he was surprised that the REO, as Clerk of Council, would have sworn in three councillors without informing the Chairman or the RDC. He explained that the meeting was adjourned after coalition councillors heavily rejected what he said and as a result of showing no respect to the standing orders which govern the RDC. He added that he was also being disrespected.

overnment’s Chief Legal Advisor, Attorney General and Legal Affairs Minister, Basil Williams, has denied a recent US State Department report which raised concerns about Guyana’s legal system.

The US State Department’s Bureau of Economic and Business Affairs in its Investment Climate Statements for 2018, expressed concerns that the lines in the separation of power appeared blurred when it comes to the Executive and the Judiciary in Guyana.

However, AG Williams rejected this finding.

“I don’t agree with that.

We don’t influence the courts. We don’t interfere with the courts; the courts rule against us a lot of times so I don’t know how they can arrive at a statement like that,” Williams contended.

The State Department’s Investment Climate analysis on Guyana states that the Executive appears, in practice, to have some influence over the judicial branch.

“Though the Constitution of Guyana provides for the independence of the Judiciary, in practice, the Executive has some influence over the judicial branch of the Government. The hearing of civil matters is a slow process and many perceive it to be unfair,” the report states.

It went on to acknowledge that the judicial system is generally perceived to be slow and ineffective in enforcing legal contracts.

“Suspected corrupt practices and long delays make the courts an unattractive option for settling investment or contractual disputes, particularly for foreign investors unfamiliar with Guyana. In order to redress this obstacle to investment, the [Government of Guyana] GoG, with support

from the Inter-American Development Bank (IDB), established a Commercial Court in June 2006.”

However, the US 2018 Investment Climate Statement did point out that there are no known examples of Executive interference in the court system that has adversely affected foreign investors. Nevertheless, it advises that given Guyana’s growth potential and the burgeoning oil and gas sector, there is need for expansion and strengthened capacity-building efforts to be made in the near future.

According to the report, sufficient legislation exists in Guyana to support foreign investment in the country. The problem, the report notes, is the implementation of relevant legislation, which it said continues to be inadequate.

Only recently, newly-accredited US Ambassador to Guyana, Sarah-Ann Lynch, said Guyana can do better in terms of the way business is done here, especially with the country on the cusp of becoming an oil-producing nation.

Over the years, Guyana has been ranking low on the ease of doing business indices. In fact, the most recent report from the World Bank last November showed that there was a decline in investors’ confidence here. The World Bank’s 2018 Report rated Guyana at 134 among 190 economies in the ease of

doing business, eight places down from 2017’s global ranking of 126.

Ambassador Lynch told a group of local journalists during an interview earlier this month that coming out of the engagements with the Private Sector-stakeholder bodies here since her arrival, is the need for Guyana to provide a more conducive environment to do business.

“On the surface, there is some thought that Guyana could do a bit better on easing the way of doing business. So in other words, allowing businesses to start up quicker, faster and making the regulations less bureaucratic so that there are more opportunities for more businesses to get up and going quicker,” she asserted.

This, the US diplomat explained, would create an enabling environment not just for huge companies such as ExxonMobil – the US oil giant preparing for production early next year having discovered in excess of 5.5 billion barrels of oil offshore Guyana – but for smaller companies as well to thrive and develop with the potential to create jobs in the long run.

The ambassador pointed out that generally, the Private Sector in any country, usually wants stability and predictability.

“In my experience, the thing what most Private Sector want is stability and predictability so they can do their business… So those are very specific areas [and] I think it’s something that Guyana should want and make sure that they do continue to make improvements and get a handle on [that], so that trade and investments can thrive here and I think that there is a great possibility that they can do that,” Ambassador Lynch had stated.

MMA-ADA transfers Berbice co-op lands for housing project …while previous lease still valid

embers of a co-op society are calling for the repossession of lands at Trafalgar, West Coast Berbice (WCB), which were leased by the Mahaica Mahaicony Abary - Agricultural Development Authority (MMA-ADA) back in 2006 and then permission was inexplicably given for persons to operate on the land, even though the previous lease was still valid.

Head of the Co-op Society and Councillor of the Region Democratic Council (RDC) of Region Five (Mahaica-Berbice), Lloyda Angus explained that the lease was granted for persons to utilise three plots of land after regis-

tering with the Friendly Society Organisation.

Shares were sold and 30 persons obtained a spot to conduct economic and agricultural activities. The lease was valid for some 50 years.

“We formed ourselves into a co-operative where we sold shares and we embarked on projects like beekeeping, poultry, sewing and so on. That lease was valid for 50 years and I signed as the lessee,” she explained.

However, in 2015, the office was visited by a group of APNU supporters, who demanded that she hand over the key to the building, indicating that they would be the new oc-

cupants. Angus said she was also told to relinquish the lease documents.

“In 2015, the APNU supporters said they’re coming to break the office unless I give the present persons that are there the keys. With the threats I received, I choose to leave. In the process, they also called the police. Until this day, those things are still at the Fort Wellington Police Station,” the Councillor related.

Angus stated that in 2018, the MMA-ADA then gave the land to the Food For The Poor organisation for houses to be constructed for persons within the community. Last December, the matter was

heard in the High Court, where Justice Navindra Singh ruled that that the present occupants are trespassing.

“The MMA-ADA cannot do that. As the lessee, only I can give permission in writing for someone to use the land. An official there was the one who give them permission to use the land even though he wasn’t supposed to do so.”

However, the attorney representing the co-op society offered to settle the matter by having an election with the two parties.

he University of Guyana’s (UG) decision to hike tuition fees is not sitting well with the University of Guyana Students’ Society (UGSS), which has planned a walk out on Friday to voice their concerns over what has been described as the “unlawful charges”.

This was revealed by

the President of the UGSS, Devat Ramroop, in an interview with this publication on Wednesday. She said that the students will be walking out of classes at 16:10h.

“It’s not a protest, it is a walk out. A walk out meaning we’re just pausing all activities for 10 minutes and assemble on the tarmac and we go back to class after 10 minutes.

It’s just a statement to say that we don’t think business should go on as usual.”

Ramroop explained that the University has been hiking tuition fees much to the dislike of the students.

She said that most persons who attend the University are already under a lot of financial strain and increasing the fees would mean that some students may be forced to drop out.

Single parents, the UGSS President added,

will also be forced to adapt their budgets just to ensure that their children complete their studies and hopefully find a job amidst reports of the high unemployment rate.

“So 2017 we had a 15 per cent increase, then in 2018 we had 10 per cent and now in 2019 we’re having another 10 per cent,” she complained.

According to her, these increases were approved by the governing bodies in 2015 for the three consecutive years that followed.

She said she hopes to send a message on Friday to both the Government and the administration of the University that they cannot continue “business as usual”.

Furthermore, the UGSS President said that they are gathering young people to raise their voices on this issue so that the strain can be less on both parents and

students who attend the University.

She added that the UGSS has already met with some 5000 youths, who have responded positively towards calling for free tertiary education, adding that she is hoping to gain about 20,000 more in support.

The student body’s request for free tertiary education comes at a time when UG is bracing itself for a financial audit into spending as it has been accused of lavish disbursements in insignificant areas.

Guyana Times spoke with several students at the University just recently who said that they believe that the financial audit is long overdue.

to us that in order for us to regain possession of this land, we must go for an election, forming an interim committee with the illegal occupants,” she said.

It was indicated that the shareholders have been paying monies to the MMA-ADA for the past three years, but yet, they cannot access the land. The

In a release to the media, UG Vice-Chancellor, Professor Ivelaw Griffith had revealed that the Ministry of Education, in a recent letter, advised of a request made

to the Auditor General’s Office for a special audit. Notwithstanding the Union’s gripe with his administration, Griffith claimed to welcome the move for an audit into UG’s finances.

“The administration welcomes the opportunity to clear the air on the allegations and assertions by the Unions and other individuals…We have long indicated such, both directly to the UG Unions and in my two recent memoranda to the University community,” he said.

Griffith has already defended the institution’s financial position saying that monies went towards upgrading the infrastructure, among others. (Davina Ramdass)

Customers need receipts for complaints to be processed – CCAC

or some, a receipt is just another piece of paper that goes in the garbage but for the Competition and Consumer Affairs Commission (CCAC), it is the only proof of purchase that allows them to investigate a matter which can entitle one to a refund or return.

This was explained by a consumer affairs officer, Feyona Austin-Paul, in an interview with Guyana Times on Tuesday. AustinPaul was at the time explaining the process of how the Commission goes about investigating and ensuring that customers get value for their dollars.

She explained that before a customer can be given a refund or return, there are certain conditions they must meet.

“We enforce the Consumer Affairs Act which states that if a product is defective, a consumer has up

to six months to have a form of redress and if you are asking for a return or a refund, there is a seven days policy whereby you can return an item if you made a purchase and you don’t want it anymore. It must not be damaged, must be in a proper storage or packet,” the officer noted.

Austin-Paul told Guyana Times that those conditions must be met to ensure that the supplier is not taken advantage of. But before things reach that stage, according to her, the customer is advised to contact the supplier on the matter for redress. If the supplier does not look into that customer’s issue, then the CCAC steps in and talks commence to resolve the complaint.

The next step from there, she said, is to have an independent technician assess the product and if a manufacturing defect is detected,

he dry weather season continues to affect residents and farmers in hinterland communities throughout the country. Residents of Region One (Barima-Waini) are complaining of the negative impacts of the lack of access to potable water. Residents and farmers continue to suffer the harsh effects of the dry spell since there is not enough being done by the water company to offer substantial relief.

Residents reached out to Guyana Times on Wednesday to express concerns over the situation and their dissatisfaction with the lack of adequate resources by Guyana Water Inc (GWI) to offer assistance to them.

Leon McIntosh, a resident of Port Kaituma, told this publication that the dry spell is severely affecting the residents and no assistance is being offered by the utility company. “This is a very uncomfortable situation here. We are suffering.

There is no water. Springs are dry and we are left to find water the best way we know how,” he said.

He added that there is scheduled pumping in most

villages and this is not enough due to the number of persons from all the communities that have to access the limited water. “So it’s like everybody from all communities flocking one place to get the little water available there. The Government has to do better than this,” he said.

Meanwhile, farmers are also suffering losses and are facing extreme difficulty in feeding their families.

Nathaniel Caesar, who also reached out to this newspaper, said that he will be unable to feed his family since he depends on farming for his daily bread and the lack of water is seriously affecting him and other farmers in the area.

“We are facing hardships. Everybody. Nothing can be done without water and this is going on since the dry weather start and nothing ain’t really being done by the Administration to help in the long-term. Every year is the same thing,” he said.

Meanwhile, in an invited comment on Wednesday, Region One Chairman, Brentnol Ashley told Guyana Times that the dry spell is severely affecting all communities in the region as

the water level of the GWI springs dropped drastically and pumping is being done periodically once per week and three times per week in some areas. This, he said, is having harsh effects on residents since there is very limited access to potable water.

He added that as a result of the dry spell, the rivers are salted, making it impossible for residents of riverine communities to access.

Subsequently, those residents are walking for miles to access the limited water supply available in springs.

“The severe water shortage is putting a strain on communities,” he said.

Ashley further stated that the GWI is making efforts to bring some relief to residents and officials are expected to visit the areas this week to assess the situation and determine what can be done to offer assistance urgently.

He confirmed that the lack of water is also affecting farmers in the area who depend on farming for their livelihood. Guyana Times was unable to reach the public relations department of GWI for a comment on the efforts being made by the company to offer relief to the residents in the region.

The CCAC has seen a massive increase in complaints over the past four years. In fact, the Commission has recorded a 158 per cent increase in consumer complaints while the pecuniary value has more than tripled last year when compared with 2015.

In its annual report, the unit said that in 2015, some 112 complaints were received and 89 per cent were resolved. In the following year, 141 complaints were filed and 74 per cent were resolved. In 2017, these figures almost doubled as 236 complaints were received and 84 per cent were resolved. Meanwhile, in 2018, the Commission looked into 289 complaints and managed to resolve 79 per cent or 229 of same. The complaints received last year were valued at $91,868,324.

Furthermore, the monthly complaints received were at an average of 24. This also exceeded previous years which were recorded at 19 complaints in 2017, 12 complaints in 2016 and 9 complaints in 2015, CCAC revealed.

ECD man slapped with simple larceny charge

ichael White was on Wednesday taken before the Georgetown Magistrates’ Courts to answer to the charge of robbery under arms.

The 48-year-old man, who hails from Lot 177 Triumph, East Coast Demerara, stood before Chief Magistrate Ann McLennan to answer to the charge which stated that on April 22, 2019, at Commerce

Street, Georgetown, while being armed with a knife, he robbed Jairam Setaram of a cellular phone and cash valued at $11,000.

It is alleged that on April 22, the Virtual Complainant was sitting at Commerce Street when the defendant approached him and asked for a cigarette. The man refused to give the cigarette to White, who became annoyed and cuffed the VC to his

face. White allegedly took the man’s belongings and made good his escape. An investigation was carried out and the defendant was arrested by police ranks.

Police Prosecutor Ceon Black objected to bail on the grounds that the defendant is a flight risk and pointed out the serious nature of the offence. Bail was refused.

The case will continue on May 15, 2019.

Accused arsonist refuses State-assigned lawyer

J

ustice Navindra Singh on Wednesday was forced to further postpone the commencement of a 2015 murder trial of 52-year-old Gavin Graham, who is the accused.

This action was taken by Justice Singh after the accused refused to be represented by State-assigned attorney George Thomas. This has proven to be a repetitive action. On April 16, 2019, the accused also refused the legal representation of three other lawyers.

Graham’s trial was, therefore, set to commence on May 13, 2019, at the Demerara High Court and whether or not he has a lawyer, a jury will be empanelled before Justice Singh as was noted.

The accused is being indicted for the murders of his ex-lover, Tabola Abrams,

and her 68-year-old stepfather, Clifford Sampson, who died following injuries sustained in a fire that the accused allegedly set to their home at Lot 636 C Field Sophia, Greater Georgetown.

ter Abrams ended her relationship with the accused, he set the two-storey building alight which was at the time occupied by the victims and other persons, to get revenge for being rejected.

Sampson perished in the fire and Abrams died while receiving treatment at the Georgetown Public Hospital Corporation (GPHC). Graham was arrested moments after he committed the act.

Before granting the extended time, Justice Singh reminded Graham that the court doesn’t operate at the pace of the accused and as such he should be able to choose one of the last two attorneys that will be sent to visit him in prison.

Meanwhile, the Guyana Diabetic Association was represented by some of its members, assisting persons with tests performed by the fundus camera and the HbA1c machine.

President of the Association, Glynis Beaton explained, “We have the fundus camera and will be testing the retina of over 2000 persons and also, the HbA1c machine to test the last three months of your blood sugar”.

EBD overpasses vandalised

edestrian overpasses along the East Bank of Demerara have been vandalised over the past weeks and authorities are urging vandals to refrain from such unlawful acts.

The Public Infrastructure Ministry on Wednesday said that over the past weeks, its engineers have inspected and observed theft and vandalism at these overpasses.

During an inspection, engineers observed that the elevator’s glass door at Providence, EBD, was smashed and electrical and solar panel lights were stolen while at the Diamond overpass, wires were disconnected from the camera systems and both the no cycle and disable signs were stolen.

Further, the corrugated electrical wire cover was removed, the earthing connection was vandalised and its protective cover was stolen,

A US$364,000 contract was awarded for the construction of a pedestrian overpass at Diamond and a US$1 million contract for those at Houston, Peter’s Hall and Providence.

The overpasses were constructed to ensure pedestrians can cross the road safely.

During the construction of the overpasses, security cameras and other measures were put in place to nab perpetrators.

The Public Infrastructure Ministry has in the past complained about the vandalism of its traffic lights.

Since the overpasses have been completed, there have been and continue to be mixed feelings about the

structures, with some taking advantage of the facility while others find the stairs too tedious and time-consuming, opting instead to quickly dash across the road.

However, Minister Patterson had implored pedestrians to use the overpasses as they would guarantee their safety.

The contract for the overpasses at Houston, Eccles and Peter’s Hall was awarded to B and J Civil Works in the sum of US$1,034,326.

Meanwhile, there were separate contracts for the Providence and Diamond overpasses which were both awarded to S Jagmohan Hardware Supplies and Construction Services to the tune of US$364,247 and US$364,727 respectively.

Trinidadian supervision firm – RM Engineering Limited – was recruited to oversee the construction of the overpasses.

Essequibo Coast tomb raided …skeletal remains missing The Linden Town Constabulary officers during a march to commemorate its 51st Anniversary

inden Mayor, Waneka Arrindell has urged members of the Linden Town Constabulary to understand their roles and to be gatekeepers of the town, as the constabulary recently celebrated 51 years of existence. The anniversary was marked by a ceremonial march past and salute by constabulary ranks followed by a ceremony hosted at the Egbert Benjamin Centre in Linden. Three constabulary employees were also awarded for their exemplary contributions to the constabulary over the years.

Arrindell in her remarks noted that the Town’s Constabulary has one hundred per cent of her support. Linden’s Town Clerk, Orleena Obermuller, in a brief history of the constabulary, noted that the Department has grown in strength and personnel over the years.

The Linden Town Constabulary was established on April 19, 1967, and enlisted 9 members on April 24 into the Guyana Police Force Training School at Eve

Leary. With the emergence of the North Mackenzie and Wismar-Christianburg local authorities came the expansion of the Local Authority Area and the town establishing its status in 1970.

Constabulary constables were then reappointed as town constables. Presently, there are 27 ranks, including a Superintendent, an Inspector, two sergeants, three corporals and 21 constables, who are mandated to secure and protect the Council’s property as well as to maintain law and order within the boundaries of the town. They are also assisted by eight security guards.

The tomb that was raided

T

he tomb of a woman who was buried in 1994 has been raided and her skeletal remains are missing.

The discovery was made a

few days ago by a cattle farmer at the La Belle Alliance Cemetery, Essequibo Coast.

Enid Warner was buried there some 25 years ago.

Upon inspection, rela-

tives noticed that most of her skeletal remains were no longer there and they suspect that they were stolen by the raiders.

According to the daughter, Gail Warner, there was nothing of value in the tomb.

When Guyana Times visited the cemetery, it was observed that the skull and other parts of the skeleton were missing.

Only a few small bones and the woman’s clothing were there.

Residents living opposite the graveyard recalled hearing heavy knocking during the evening hours about a week ago.

Calls are being made for the Police to treat the matter seriously.

Over 500 complaints made Man charged with throwing urine at cops, 30 other offences against Police in 2018

ome 513 complaints were made against members of the Guyana Police Force last year, according to the Police Complaints Authority Chairman, Justice William Ramlall.

The PCA is responsible for receiving complaints of specific cases of misconduct by members of the Police Force.

Of the 513 complaints made, 159 were rejected, 276 are closed, 98 are pending investigation and five were referred to the Police Service Commission or the Police Disciplinary Authority for advice.

plained during an interview with the Department of Public Information (DPI) that when someone makes a complaint, they are interviewed almost immediately by one of the eight investigators of the PCA. A statement

is then taken and acted upon once there is merit to the complaint being made. This is necessary since many times; persons were found to have made false reports against officers.

Some of the areas a complaint can be lodged against an officer include neglect of duty, assault, unlawful arrest and unlawful stop and search, among others. Once a matter is investigated and the officer is found guilty, penalties are suggested to be handed down by the Authority.

Last September, Justice Ramlall was sworn in by President David Granger as Chairman of the PCA.

Brazil native groups protest against ‘anti-indigenous’ president

housands of indigenous people from across Brazil are gathering in the capital of Brasilia this week for the biggest indigenous protest in the country, the Free Land Camp.

More than 4,000 indigenous people from hundreds of tribes across the country are expected to camp out in front of government buildings for three days of native celebrations and protests against far-right President Jair Bolsonaro.

On Wednesday, indigenous communities began assembling hundreds of coloured tents just metres

away from the National Congress.

“We have no way to fish, to [get] food, to bathe,” said Angoho Ha-ha-hae, the wife of the leader of the Pataxo tribe, whose water source was destroyed when a dam burst earlier this year. “We depend on the government, and where is it? We need help.”

The Articulation of the Indigenous People of Brazil (APIB), the main organisation behind the annual event, said this year’s protest is taking place in a “very grave context”.

“Since the government [of Bolsonaro] took office,

several measures have been implemented that directly affect the rights of indigenous people,” says Luiz Eloy Terena, APIB’s legal counselor. Terena told Al Jazeera some of these measures include the transfer of land demarcation and environmental licensing to the Ministry of Agriculture, and the extinction of the government offices responsible for the education and health of indigenous people.

“The president’s statements defending mineral exploration in our lands ... and this idea that native people should be integrated and assimilated,” he said. “This year’s Free Land Camp is happening because of all of those things”.

Joenia Wapichana, the first indigenous congresswoman in Brazil, said during her short time in office that “the government is not open” to the indigenous struggle.

“The government is completely anti-indigenous,” she told Al Jazeera. “[Jair Bolsonaro] is only open to those who defend mining and land grabbing, which is his intention.” (Al Jazeera)

Other police confiscated the weapon. It is alleged that on April 14 at Quinam Road the labourer shot and wounded a man. Out of that incident, police from Siparia CID charged him with wounding with intent to cause grievous bodily harm, shooting with intent, having a gun and ammunition and having the gun and ammunition to endanger lives. Sgt Jaggernath led investigations and Cpl Siew laid the charges. PC Titus charged him with nine counts of robbery with aggravation from an incident on April 17 at SS Erin Road in Siparia.

WPC Joseph charged him with housebreaking and larceny of one of his neighbours at Clara Gregory Street which happened on April 18, Holy Thursday.

That same day he is alleged to have broken into the home of a woman with intent to commit a crime.

Police charged him with robbery with violence and burglary which happened on the same day, on the same street.

PC Moolchan charged him with robbery with violence against a woman at Coconut Alley and for housebreaking and larceny at Gregory Street, both which happened on Holy Thursday.

Sgt Jaggernath and Cpl Sookoo led the investigations.PC Jaglal charged the man with robbery with violence at Catherine Drive which happened on April 19.

T&T immigration detainees dine on lamb, turkey

I

nmates at the Immigration Detention Centre (IDC) have complained bitterly of poor living conditions, but a recent report revealed they are dining on three square meals a day that include lamb and turkey, which some might say the average family in TT would be hard pressed to afford.

The cost of feeding one inmate for a year was $7,136, the report said, citing figures from 2017. That year the meal bill for all IDC inmates exceeded $5 million.

The latest costs are presumably higher.

This was all revealed in a just-released report on the treatment of IDC detainees, the 10th annual report of the Joint Select Committee on Human Rights, laid in the Lower House on February 15. The 186-page

report featured the menu for two weeks in March 2018.

Inmates enjoyed a wide variety of meals that changed each day, for breakfast, lunch and dinner. The daily cost for a caterer to fed each inmate was $80.

“The annual cost for meals per detainee for fiscal years 2016 and 2017 was $4,742 and $7,136 respectively,” the report said.

In 2016, some $5,244,676 was spent to feed 1,106 inmates. The following year, $5,552,370 was spent on meals for 778 inmates.

In addition to the set menu, the report said, “Special diets are supplied based on the recommendation of the medical doctor assigned to the centre.”

However the JSC report suggested inmates were not happy with their meals.

“According to reports

submitted to the Living Water Community, meals provided were insufficient, poorly prepared and did not reflect a healthy diet.

Bottled water was not consistently provided to the detainees who often drank tap water.” JSC members, on a site visit, heard the same complaints directly from the inmates. The report said detainees were given water on an as needed basis, but in line with United Nations standards.

“The rationale given for the restricted access to water was due to the previous destruction of the potable water dispenser by detainees,” the report said.“The restricted provision of hot water was as a result of a previous hot water incident involving a detainee and two IDC detention officers.” (T&T Newsday)

No sedentary screen Parents urged not to isolate time for babies - WHO children with disabilities

irector of the Centre for Disability Studies at the University of the West Indies (UWI), Mona Campus, Senator Dr Floyd Morris, is encouraging parents not to isolate, exclude or discourage a child with a disability, but to do everything to ensure that the child will be the best he or she can be.

He was addressing the recent launch of Child Month 2019, held at the GraceKennedy Office in downtown Kingston, Jamaica.

Child Month will be observed during May, under the theme ‘Encourage, Enable, Include Me’, with a focus on children with dis-

abilities.

Senator Morris said he is very excited about the future of Jamaica, in the context of persons with disabilities. “There are a number of individuals and institutions getting involved and are making sure that the message gets out that children with disabilities can be whosoever they want to be and become a success story,” he said.

However, he said that “we have to encourage, enable and include these special children, so that they will be able to accomplish their dreams”.

Meanwhile, UNICEF Education Specialist, Dr Rebecca Tortello, who brought greetings at the

launch, said that Jamaica was the first country to ratify the Convention on the Rights of People with Disabilities in 2007, and that was followed by the National Disability Act in 2014.

She noted that in recent years, UNICEF Jamaica has proudly supported the development of a revised curriculum for children with moderate to severe learning disabilities, with the Ministry of Education, Youth and Information.

abies and toddlers should not be left to passively watch TV or other screens, according to new World Health Organization guidelines.

Sedentary screen time, including computer games, should not happen before a child is two, the WHO says.

The limit for two- to

four-year-olds is an hour a day and less is better.

The UK has no plans to update its own advice on screen use, which sets no time limits, although it says children should avoid screens before bedtime.

The UK’s Royal College of Paediatrics and Child Health insists there is little

evidence screen use for children is harmful in itself.

The new WHO advice focuses on passive viewing youngsters being placed in front of a TV or computer screen or handed a tablet or mobile phone for entertainment - and is aimed at tackling child inactivity, a leading risk factor for global mortality and obesity-related ill health. It is the first time the WHO has made recommendations on physical activity, sedentary behaviour and sleep for children under five.

As well as warning against passive screen time, it says babies should not spend longer than an hour at a time strapped into a buggy, car seat or sling.

The guidelines will be presented at the European Congress on Obesity in Glasgow on Sunday.(BBC)

ight Caribbean Community (Caricom) countries have written to the Chair of the Permanent Council of the Organisation of American States (OAS) protesting the decision of the Council to accept by simple majority, the appointment of Gustavo Tarre, as the new Permanent Representative of Venezuela to the hemispheric body.

In the April 22nd joint letter, a copy of which has been obtained by the Caribbean Media Corporation (CMC), Antigua and Barbuda, Barbados, Belize, Dominica, St Kitts-Nevis, St Vincent and the Grenadines,

Suriname and Trinidad and Tobago, said they had also taken note that on April 10, the Secretary General, Luis Almagro accepted the credentials of Tarre as the “Permanent Representative” of the National Assembly of the Bolivarian Republic of Venezuela.

The Caribbean countries said that they also “endorse” the position of Mexico on the situation.

Earlier this month, Tarre presented his credentials to Almagro, who had promised to work with him “to deepen the path to democratisation, peace and justice for Venezuela”.

Almagro had also said

that the “voices in favour of democracy in the hemisphere” voted for the resolution that accepted Tarre's appointment.

Caricom, with 14 votes in the OAS, was divided on the issue with St Lucia, Jamaica, Haiti and The Bahamas voting in favour of accepting Tarre “as the National Assembly's designated permanent representative, pending new elections and the appointment of a democratically elected government,” in the South American country.

But Antigua and Barbuda, Dominica, Grenada, St Vincent and the Grenadines, Suriname, joined Venezuela in voting against the measure, while Barbados, Guyana, St KittsNevis, and Trinidad and Tobago abstained. Belize was the only Caricom country absent when the vote was taken.

Caricom has adopted a united position on the Venezuelan matter and in February, the regional leaders at their inter-sessional summit in St Kitts-Nevis reiterated their position of non-interference in the internal affairs of Venezuela and said they were prepared to mediate in the process to bring about a peaceful resolution to the crisis. exico has detained nearly 400 Central American migrants who were travelling through the south of the country trying to reach the US border, officials say.

Monday's operation in Chiapas state targeted a group of some 3000 mi-

grants which included small children.

It is said to be the largest single raid on people travelling in so-called caravans.

Officials say those detained had refused to apply for visas.

Mexico is under pressure from the US to stem the flow of people heading north.

There has been a huge increase in men, women and children fleeing El Salvador, Honduras and Guatemala, the three countries where most of those seeking asylum on the US-Mexico border come from.

President Donald Trump again threatened to close the border if Mexico did not do more to stop the undocumented migrants.

Mexican immigration authorities targeted people at the start and end of the group on a road near the town of Pijijiapan, forcing migrants into Police vehicles as children cried.

Antigua: Police couple charged with larceny in the US

Griffith’s appearance on the stage concert raised some eyebrows in several quarters. Following criti-

cism on social media, Griffith released a statement saying his acceptance of Banton’s offer to appear on stage was to mitigate any negative effects from the raid and prevent a possible rift between Jamaica and T&T. “To those who do not understand the acceptance of responsibility and patriotism, had I not done this, relations between both countries could have been severely affected; possible boycotts of our products and

“We resolved it in a diplomatic manner…we were satisfied the matter had been resolved at that moment.

We cannot speak to what transpired afterwards.”

LIAT shareholders, directors to discuss future in Barbados

he shareholder Governments of the financially strapped regional airline, LIAT, will meet in Barbados at month end amid concerns of a worsening money problem that could probably lead to the airline being grounded.

“We can only pray that Ralph Gonsalves' prediction does not come true ad that LIAT will be saved. Now on the 30th of this month the directors will first gather in the morning and the shareholders will gather in the afternoon in Barbados and it is our hope that when we come away on the 30th, LIAT will still be the carrier

of the region,” the Antigua and Barbuda Government Chief of Staff, Lionel “Max” Hurst, said.

Speaking on Observer Radio in Antigua on Tuesday, he said the Gaston Browne Administration had also met its commitment to pay the funds requested by the Antigua-based airline to meet much-needed emergency funding.

“Antigua and Barbuda did abide by its promise to provide LIAT with more than US$1 million and we are very much aware that LIAT is not only a requirement that has to exist, but any regional carrier that at-

tempts to do what LIAT does will face the same challenges,” Hurst said.

Apart from Antigua and Barbuda, the other shareholder Governments of LIAT are St Vincent and the Grenadines, Barbados and Dominica.

Bombings intelligence row exposes tension in Sri Lankan Govt

N

early four days after churches and hotels in Sri Lanka were attacked in a series of suicide bombings that left at least 359 people dead, the Government is facing mounting criticism over its failure to act on detailed warnings that an attack was imminent.

The furore surrounds a memo from the police chief that was sent to various security officials on April 11, warning that National Thowheed Jamath (NTJ), a locally-based Muslim group, was planning suicide attacks on Catholic churches and the Indian High Commission in the capital, Colombo.

The Islamic State of Iraq and the Levant (ISIL or

ISIS) on Tuesday claimed responsibility for the attacks, releasing a video in which the bombers, standing side-by-side with NTJ leader Zahran Hashmi, pledged allegiance to the armed group.

The memo was the result of a tip-off a week earlier from India’s intelligence agencies and included names, addresses, and even phone numbers of the suspects.

When the attacks happened, the Government’s two top officials – President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe –- both said they knew nothing about the warnings.

The two men previously worked together to de-

feat Sri Lanka’s long-time leader Mahinda Rajapaksa in the 2015 elections, but their relationship has since soured.

Last October, Sirisena tried to sack Wickremesinghe, prompting a constitutional crisis. The attempt was overturned by Parliament and the courts, but the leaders have continued in an uneasy coalition ever since.

State Minister of Defence Ruwan Wijewardene acknowledged there had been a “major lapse” in intelligence sharing in relation to the Easter attacks.

The Government said earlier said the attackers involved in the attacks were mostly well-educated and one of them had studied in the United Kingdom and Australia.

Police spokesman Rohan Gunasekara confirmed there were nine bombers involved in the attacks, including the wife of one of the bombers who blew herself up when security forces raided their home in the south of the capital. Texas man to be executed for notorious hate crime

ne of three men convicted in the 1998 murder of James Byrd Jr, one of modern America’s worst hate crimes, is to be executed in Texas.

Byrd, a black man, was beaten, chained to a truck and dragged for miles by an avowed white supremacist

and two other white men.

His murder prompted Congress to pass hate crime legislation in 2009.

John William King, 44, is the second man to be executed over the slaying. He has filed multiple appeals in the case.

On Monday, the Texas Board of Pardons and

Parole voted unanimously to deny King a commutation or a 120-day reprieve.

Last October, the US Supreme Court declined to take up his appeal. Barring a last-minute stay, King was scheduled to be executed on Wednesday evening.

A middle-overs collapse, three wickets falling for the addition of 10 runs, had set Royal Challengers back before de Villiers and Stoinis put on 121 for the fifth wicket, aided by Kings XI losing their discipline as the carnage amplified in intensity.

Lost control was a major theme for a disappointed R Ashwin at the end, with Kings XI clinical in their approach to the chase in the first nine overs, only for two quick wickets to send the asking rate surging once more. From that point on, getting to the target always seemed a bridge too far. Nicholas Pooran’s five sixes gave Royal Challengers one last fright, but de Villiers’ brilliance had ensured his side had plenty of runs to play with, and plenty of momentum going into the final three games.

Devastating de Villiers The only weakness of AB de Villiers’ game is that he showcases his ability so often that it doesn’t quite carry the novelty that it would with a player less divinely endowed. Cherish it now, though, or repent at leisure. Even with the

hyperinflation in the currency of T20 run-scoring, it’s likely to be a while before such an audacious, improbably gifted cricketer comes along to treat cricket fans the way this South African has been doing for over a decade. He may have hung up his international gloves, but with Royal Challengers, de Villiers has been a rare bright spark in a difficult season. He came in and watched the Royal Challengers dig themselves into a hole – don’t they often? – before launching a counteroffensive so lethal it made Kings XI forget the basic rules of T20 death bowling.

They fed him the ball in the slot, they threw in full-tosses both low and high, and they pitched the ball on a good length. It was meat and drink for de Villiers, with Mohammed Shami and Hardus Viljoen bearing the brunt of the bombardment as the Kings XI leaked an eye-watering 64 runs in the final three overs. In comparison, Kings XI managed a paltry 14 runs in their own final three overs, and in the absence of a freak like de Villiers, that 50-run disparity was simply too large to overcome.

The extra bowling options Yesterday, Sunrisers Hyderabad suffered for want of a sixth bowler, and Royal Challengers demonstrated the value of extra options to turn to. Kings XI had amassed 101 in the first nine overs, and with nine wickets still in the bag appeared odds on to gun down 203. But with his frontline bowlers struggling, Virat Kohli had the luxury of turning to Stoinis and Moeen Ali. Stoinis struck with the first ball of his second over, getting rid of Mayank Agarwal, who along with Chris Gayle and KL Rahul had been responsible for the flying start Kings XI made.

with his first ball, bringing two new men to the crease. It coincided with a rising asking rate that would never quite go back down to pre-bowlingchange levels, and with seven bowlers in their arsenal, Royal Challengers had enough saved for their frontline bowlers at the business end.

R Ashwin’s misfortune There were several Kings XI players – mostly batsmen – who ill-deserved to be on the losing side, but none can be as disappointed as the captain R Ashwin. CWI/TTWCA Regional Female U-19 Tournament

I

n the recently-concluded Cricket West Indies (CWI) Trinidad and Tobago Women’s Cricket Association (TTWCA) Regional Female U-19 tournament, Guyana lost to eventual champions, Trinidad and Tobago. The Guyanese team that finished third reached the semi-finals on the back of some stellar performances from the trio of Cherry Ann Fraser, Mandy Mangru and Shabika Gajnabi.

At the conclusion of the tournament, an 18-member tournament team was selected.

The team that will engage in a CWI developmental programme includes all the outstanding performers from the respective Caribbean teams. Guyana’s Mangru accumulated 164 runs in the tournament with a high score of 54.

In addition to Mangru’s solid batting at the top of the order, she displayed great control with her off-spin; she had a best bowling figure of 3-18 in the T20 tournament, which was played in spin-friendly conditions in Trinidad and Tobago.

Meanwhile, Windies Women selectee and Guyana U-19 female captain, Gajnabi showed her class at the junior level with both bat and ball.

The recently-concluded tournament saw Gajnabi scoring two half-centuries (57 against Jamaica and 52 versus Trinidad and Tobago). Bowling her right-arm medium pace, the girl, from Chesney in Berbice, had a best bowling figure of 3-13 against Barbados. Fraser, the third member from Guyana who was selected in the team of the tournament, had some good all-round games.

At the official presentation ceremony of the female Regional U-19 tournament held in Trinidad and Tobago, Mangru was awarded the best fielder for Guyana. Windward Islands Captain Qianna Joseph was the player of the tournament that saw host nation Trinidad and Tobago emerging victors.

The tournament, which was played in Trinidad and Tobago, was hailed as a success, and

it is technically a tournament that allows girls who are aged 19 and under to play. This 2019 edition was, however, different since Canada was a guest team and they were allowed to field a team free from players’ age

restrictions. The tournament is a good initiative for women’s cricket, since it aids in the smooth transition of the girls from junior cricket to senior cricket.

Jamaica to host 2019 Flow CONCACAF Caribbean Club Championship ─ Caribbean regional qualifying tournament kicks off May 12

he Confederation of North, Central America and Caribbean Association Football (CONCACAF) announced that Jamaica will host the 2019 Flow CONCACAF Caribbean Club Championship. The competition for professional Caribbean clubs is scheduled to take place May 12-19, 2019, at the Stadium East, in Kingston, Jamaica.

Together with the recently-completed 2019 Caribbean Club Shield, the 2019 Flow CONCACAF Caribbean Club Championship serves as the qualifying tournament for the 2019 Scotiabank CONCACAF League and 2020 Scotiabank CONCACAF Champions League, opening the door for wider participation of Caribbean clubs in Confederation championships.

“The 2019 edition of our Flow CONCACAF Caribbean Club Championship will continue raising the competitive level of our Expanded Club Competitions Platform,” said CONCACAF General Secretary Philippe Moggio. “Along with the Caribbean Shield and ongoing club licensing efforts in the Caribbean, this competition provides fully professionalised leagues with clear pathways to the top levels of CONCACAF international tournaments.”

“My heart still lies with West Indies” – Sunil Narine on missing World Cup cut S

unil Narine insists he is still desperate to return to international cricket despite being forced out of West Indies’ World Cup plans.

Narine has not played an ODI since October 2016 – he has not played any international cricket since a T20I in September 2017 – but would have been included in West Indies’ provisional World Cup squad, alongside other notable returnees in Andre Russell and Evin Lewis, had injury not intervened.

While he feels confident of getting through T20 matches – he is currently playing for Kolkata Knight Riders (KKR) in the Indian Premier League (IPL) – he feels he “wouldn’t be able to do myself or the team justice” in the longer format.

Narine sustained a torn ligament in his right middle finger some months ago, limiting the amount of certain deliveries he can bowl in a spell. He has been advised to rest and rehabilitate once his involvement in the IPL ends and hasn’t ruled out the possibility of surgery on the finger in future years.

He also accepts there is no realistic chance of playing Test cricket again; his last First Class game – also his last Test – was in December 2013.

“I would have loved to play in the World Cup,” Narine told ESPNcricinfo.

“I have missed international cricket and I’ve missed representing West Indies. It’s where my heart lies.

“But I don’t feel my finger is quite ready for ODI cricket. I can get through a T20 where I bowl just four overs.

But even that isn’t easy and I need help from the physio. It’s holding me back from playing international cricket. I wouldn’t be able to do myself or the team justice.”

There is a possibility, however, that Narine could be available for the latter stages of the tournament should he be required as an injury replacement.

“I can’t say for sure at the moment,” he says. “You never want anyone to suffer an injury, but if it did happen and I was able to give West Indies my all, I would love to be part of it.

“But I don’t think it would be right to go into such a big tournament carrying an injury that won’t permit an increased workload and stress on the finger. The performances are fine, but I need to build up the required strength to go from four to 10 overs regularly.”

He is, however, delighted to have been approached by the selectors in what would appear to be another sign of the improved relationship between players and the Board since the election of Ricky Skerritt as President of Cricket West

Indies.

“I’m really happy that the selectors considered me,” he says. “It shows they have faith in me. I haven’t played international cricket in so long and this shows how much they want me to come back. It was good to have some conversations with them and I feel we’re all on the same page going forward.”

While Narine’s career has been plagued by doubts about the legality of his action – he has been obliged to remodel it on several occasions – he is adamant that is not relevant to his current decision. He has previously employed Carl Crowe, the spin bowling consultant, on a retainer to provide ongoing advice and analysis and feels he is now “comfortable and confident” with his action.

“My action is as good and strong as it has ever been,” he says. “It has taken a while to get to the point where I could bowl at full pace with the new action, but I’m comfortable and confident with it now. The pace and the variations are there, I just need to recover from the finger issue, build up strength, and I will be available for West Indies in both T20 and ODI cricket.”

batsmen,” Crowe said. “But we all recognise that moving to 10 overs will be pushing it too far at the moment due to

Volleyball visits #63 Beach ─ NSC supports GVF

he Guyana Volleyball Federation (GVF) took the thrilling action of beach volleyball to the Number 63 Beach, East Berbice, Corentyne on Easter Monday.

The lush sands of the popular Berbice beach fondly welcomed nine volleyball teams. Two squads from Number 47 Village Challengers, two teams from Black Bush Polder, two teams from Number 52 Survival and three teams from Port Mourant Training Centre tested their skills against each other in anticipation of copping lucrative prizes.

One of the notable occurrences for the day’s activities was Andy Rohoman and Helond Singh narrowly defeating Tyrone Farley and Levi Nedd (Jr) 10-8, in a game that had to be reduced owing to the continuously rising high tide.

Additionally, the Director of Sports, Christopher Jones, on behalf of the National Sports Commission (NSC), handed over a cheque to GVF President Levi Nedd in the presence of Daniel Harricharan, the Association’s treasurer. The cheque was a symbol of the NSC’s massive support of the Inter-Guiana Games tournament in French Guiana next month, in which local teams will be participating.

As such, the NSC wished the best of luck to the two teams (Male & Female) who are currently in preparation for the regional tournament, urging them to be good ambassadors and represent Guyana to their best ability.

DoS welcomes CARIFTA teams

he Director of Sport, Christopher Jones on Wednesday was present at local airports to welcome the successful Caribbean Free Trade Association (CARIFTA) Chess and Swim teams.

The Chess team, which were competing in Curaçao, Netherland Antilles, over the weekend, did well to better their performance from last year, finishing on 36.5 points and in fifth place out of ten countries participating.

Chess Coach Wendell Meusa, who is attached to the NSC, noted that he was pleased with the players’ performance and more so, the individual improvements of the

players which positively contributed to their ranking in the sport.

In better news for the sport, the Ninth CARIFTA Junior Chess Competition will be hosted in Guyana in 2020.

On the other hand, the swimmers also had a successful outing at the Barbados Aquatic Centre, Wildey, where 12-year-old Aleka Persaud stood out for the Guyanese contingent with a number of medals including two golds.

All the CARIFTA athletes inclusive of the chess, swim and track and field teams, will be honoured with a motorcade and dinner today.

thrilling weekend of exciting cricket continued at the MYO cricket ground as the final leg of preliminary matches was played in the MYO Inter-Jamaat 15-Over Softball Cricket Competition at the MYO ground on Woodford Avenue.

Last Friday, MYO and LBI Masjid recorded victories in their matchup. Home team MYO got past Diamond New Scheme by three wickets, while LBI got the better of New Mosque by six wickets. In the opener, the home team restricted their opponents for 116 in 14.2 overs. Rickey Sargeant led the attack for the visitors with 32 (2×4, 3×6) runs. Timore Mohamed and Safraz Esau led the attack with two wickets each for MYO. In reply, MYO reached the required target in 12.4 overs although the visitors had managed to capture seven of their wickets. Majeed Khan led MYO with an aggressive unbeaten 36 (4×4, 3×6), batting at number five. Mohamed added 26 (2×4, 2×6) and Esau 27 (1 x 4, 1 x 6).

In the second clash, New Mosque scored 161 from their 15 overs after several batsmen played their hands. Altaf Samaroo powered his way to 33 after hitting three fours and a similar number of sixes, while earlier in the innings, Rohit Samaroo had scored 27 (2×6). In reply, LBI skipper Safraz Ally batted his team to safety with a boundary-laden 62 (5×4, 6×6). Several other batmen supported, with Chris Khan hitting 27 (3×4, 1×6), Carl Spencer 21 and Randy Narain, striking three sixes in an unbeaten score of 19. Who will walk away as champions?

n Saturday, April 27, the MYO InterJamaat 15-Over Softball Cricket Competition will conclude under lights at the Demerara Cricket Club Ground. An exciting afternoon of great cricket is expected as some of the leading softball players in Guyana will be in action.

Battling to be the winner of this year’s tournament are MYO, a balanced team with good batting at the top of the order, leading the way are Saheed Gittens, Javid Kayum, Richard Latiff, Safraz Esau, Timor Mohamed, Shafeek Ishmael and Majeed Khan. The team also feature three Under-15 players which will see the addition of young blood boosting the team’s performance.

Diamond New Scheme Jamaat on the other hand is a strong team with seasoned softball players. They comprise a no-nonsense top order that can be destructive on any given day, with the likes of Rawl Reid, Ameer Khan, Patrick Khan and Rickey Sargeant. At the be-

ginning of the tournament, Diamond indicated that it was their time to be champions and as such, they have proven their worth by advancing to the semi-finals.

From the Ancient County of Berbice is New Amsterdam Masjid which consists of a strong and a well-balanced side. The Berbice side will only have one mission on their mind and that is to win this year’s tournament. With the likes of Keion De Jesus, who scored the tournament’s highest score of 122 against LBI in the preliminary round, and Wahab Riaz, who took the best bowling figures of 7 wickets for 16 in the same game, they are definitely a shoo-in for the title.

But the team to watch out for in the competition are newcomers Tuschen Train Station Masjid who are considered the underdogs. Tuschen have caused many upsets in the preliminary stages and can once again do such in their bid to secure a spot in the finals. The team include

Aguilleira played in over 100 One-Day Internationals (ODIs) and captained the West Indies Women from 2009-2015, a period during which she led the team to the final of the ICC Women’s World Cup in India in 2013, and the semi-finals of the ICC Women’s World T20 in 2010, 2012 and 2014 and was part of the 2016 ICC Women’s World T20 winning team in Kolkata.

In her primary role as a wicketkeeper, she has over 100 dismissals in ODI cricket; having recently achieving the magical three figures during the home series against South Africa Women in September 2018. In addition, she has over 70 dismissals in T20 internationals (T20Is) from the 95 matches she’s played.

Having made her ODI debut against the Netherlands Women in July of 2008 and her T20I debut against South Africa in June of 2009, she played 112 ODI matches, amassing 1752 runs at an average of 20.61 and 95 T20Is, scoring 768 runs at an average of 14.49.

uyana U-15 batsman Rampertab Ramnauth was officially honoured by the Berbice Cricket Board (BCB) for his stellar performances in the just-concluded Regional U-15 tournament in Antigua.

The left-handed opener scored one century and two half-centuries, and hit an unbeaten 92 in the final against Trinidad and Tobago.

“You have made us proud with your outstanding performances for Guyana and has proven beyond any doubt, that the Ancient County still produces fine cricketers to follow in the legacy of Rohan Kanhai, Basil Butcher, Joe Solomon, Roy Fredericks and Alvin Kallicharran.

“Your performance, along with Isai Thorne, put to rest the false claim by a few that cricket in Berbice is a farce. The entire county, the BCB and your club, Port Mourant Cricket Club, are very proud of you and as such, we have the greatest honour to honour you.” Those were the sentiments shared by BCB President Hilbert Foster.

The BCB with support of the 10 cricket teams of the Rose Hall Town Youth & Sports Club, and Vickram Seubarran, President of the Port Mourant Cricket Club, presented Ramnauth with a trophy, framed certificate, cricket medal and a financial gift.

The BCB boss urged the promising batsman to use his recent performance as a stepping stone to a successful career. He further urged the attentive youth to remain humble, to remember people like Leslie Solomon and Vickram Seubarran who have played major roles in his career.

The BCB President also spoke on the importance of education, personal discipline and faith in God. Foster stated that the BCB would continue to invest in every one of its players while making sure that they have enough cricket to play at every level.

Ramnauth, in an invited comment, stated that he was proud to be honoured by his County Board and even prouder to be an ambassador of Berbice. He acknowledged the contribution of the Port Mourant Cricket Club and persons like Vickram Seubarran, his coach Leslie Solomon and his parents in the development of his career.

Meanwhile, the BCB President and his executives took the opportunity to meet with representatives of First and Second Division Teams in Berbice to discuss some major upcoming cricket tournaments especially at the 50-Over First Division and Second-Division 100Ball and 40-Over levels.

Rules for all the tournaments were agreed on including walkovers, as well as forfeiting of the toss; uniforms and provision of snacks among others were also discussed and agreed on. The President and his executives also updated the clubs on the current status of Berbice cricket including sponsorship, ongoing tournaments, upcoming developmental programmes and the Award Ceremony.

Foster also urged the clubs to get themselves in order to take advantage of the opportunities being provided by his administration. He also disclosed that teams would benefit from donation of cricket gear, balls, score books, water pitchers and white T-Shirts.

n Easter weekend full of action saw the Lusignan Golf Course (LGC) host two tournaments. On Saturday, the action kicked off with the Global Auto Spares Easter tournament, which was won

by Clifford Reis (67/25) (Best Net Overall).

While Sunday saw the opening of the Romel & Robin 9-hole Golf tourney, this tournament was played in 2 Flights, handicaps 0- 7, and 8-14, with prizes awarded for the best first three net scores in each category.

In the 0-7 category winners were: Avinash Persaud – nine-time Guyana Open Male Champion – (30/1) – 1st; Vishal Dhanai (31/6) – 2nd; and “Skinny” Deosarran (33/4) – 3rd. In hot pursuit of the winners’ row were “Naro” Jetendra Ganpat (34/5) and Mike Gayadin (34/7). In the 8-14 category, winners were: Aasrodeen Shaw (33/8) – 1st; Kurt of ExxonMobil (33/14) – 2nd; and Mahindranauth Tewari (34/9) – 3rd. Close competition in this category was offered from Daniel Bates (35/14); Imtiaz Subhan (35/11); Rabindranauth Persaud (36/9); Videsh Persaud (36/14), and Roberto Mohan (36/14). A special prize went to the Best Female Golfer of the day – Kerry of ExxonMobil, while Avinash won the prize for the Longest Drive.

Nine-time Guyana Open Women's Champion, Christine Sukhram, was on hand to teach newcomers how to putt in a prize-winning raffle giveaway. Club President Aleem Hussain Hussain expressed his gratitude to the team of Romel & Robin with all the staff who worked tirelessly to make this weekend enjoyable for so many families. He added, "We expect that several new members will come out [of] this Easter weekend’s activity and based on the reaction of the guests, we feel that the LGC has a great future, both in the game of golf and as a fun family destination."

On Saturday, April 27, Assuria Insurance Group of Companies will host its inaugural tournament as the LGC kicks off the second half of its season, with Banks DIH; Torginol Paints; El Dorado (DDL); Kissoons; Macorp and AMCHAM all scheduled to host major events between now and June 15.

Interim Chairman of the Cricket West Indies (CWI) selection panel, Robert Haynes announced the squad during a media conference on Wednesday at the Sandals Royal Resort.

The 15-member squad includes nine players who will be making their first appearance in the global showpiece, including emerging batting star Shimron Hetmyer, the Captain of the West Indies Under-19 side that won its first-ever ICC Youth World Cup three years ago in Bangladesh, and the side is boosted with the inclusion of big-hitting all-rounder AndreRussell.

Gayle will be making a record fifth World Cup appearance for West Indies and needs just 253 runs to overtake fellow left-hander Brian Lara and become the leading batsman for the Caribbean side in OneDay Internationals. The self-proclaimed “Universe Boss” is the headline act of a batting line-up capable of changing the complexion of any game with enterprising stroke-play.

uring the live press conference in Barbados where West Indies official preliminary squad was announced, Director of Cricket, Jimmy Adams revealed that there was no intent to change this squad through the Tri-Series that will be played in Ireland.

Therefore, players who are not in the World Cup 15 that are playing in the upcoming Triseries will not be considered for selection.

The likes of Sunil Ambris, John Campbelle and Roston Chase will not earn World Cup selection if they registrar solid performances in Ireland. Given the possibility of injuries and other circumstances, the World Cup squad may be subject to change, Adams explained. During that same press conference, Chairman of Selectors, Robert Haynes stated that Cricket West Indies (CWI) will continue to look at its players playing abroad.

Those players who are involved in leagues globally will have the chance to represent West Indies like players competing in the regional tournaments. Haynes, the newly-appointed Chairman of Selectors, stated that he has maintained communication with the big players and they were happy to know that they would represent West Indies.

Speaking about the big-hitting all-rounder Russell, Head Coach Floyd Reifer stated that he would be used as a batting all-rounder. The big Jamaican who has been suffering injuries will be monitored between games played at the World Cup. West Indies and its management are confident of the squad selected and they are expected to play in high-scoring games in the UK conditions.

With most of the players currently participating in the IPL, Head Coach Reifer assured that the players would not be having a “T20 hangover”. He stated that these players were experienced and the main aim is for the IPL players to gel with the other members in the squad.

The West Indies squad consists of one specialist spinner in Ashley Nurse and Fabian Allen who also adds the spin variety; Haynes stated that the duo is versatile. Nurse has the experience and Allen has shown the ability; they will be useful in English conditions, since the scores in matches have been high in county and International One-Day matches in England.

Furthermore, Haynes stated that CWI had been communicating with ace spinner, Sunil Narine and he is not capable of bowling 10 overs in an ODI match due to his finger injury.

ing a lot with his IPL team, Mumbai Indians. Lewis will play in the two warm-up matches in England prior to the World Cup. Haynes stated that the explosive left-hander has a good track record and he has done well with Gayle at the top of the order.

The West Indies 15-member squad selected to the World Cup has seven seam-bowling options; the selection panel has decided to go with this combination, because the white-ball swings less and the faster bowlers who bowl at an excess of 90 mph will make a difference.
