Overseas-based Guyanese among 4 injured in Linden accident

F

our persons, including two overseas-based Guyanese, have been injured in an accident which occurred on the Bamia public road in Mackenzie, Linden, Region 10 (Upper DemeraraBerbice).

Reports are that the accident occurred at 22:10h on Friday and involved motorcar PZZ 9378, driven by a 25-year-old of Alstrom Alley, Christianburg, Linden, and motor lorry GZZ 7899, owned and driven by Teerav Pachai,

a resident of Best Village, West Coast Demerara (WCD).

Injured are Oneeka Baird, mother of the driver of the motorcar, and Precia Jerrick, both of Alstrom Alley Christianburg, Linden; while Judith Marine and Marry Marine of St Lucia were also injured in the motorcar.

According to the Police, motor lorry GZZ 7899 was proceeding east on the northern carriageway of the Bamia public road while motorcar PZZ 9378 was proceeding in the opposite direction on the southern carriageway when, according to the driver of the motorcar, a bright light dazzled his eyes and he lost control of the car, and thus it collided with the front right

side of the motor lorry.

The occupants of the car received injuries about their bodies and were all taken to the Linden Hospital Complex by public-spirited persons.

They were all examined and admitted as patients there.

The Police have said the motor lorry driver alleged that he saw the vehicle with its light on coming towards him in his lane at a fast rate of speed, and he swerved north to avoid a collision, but despite his efforts, the car came into contact with the right side of the lorry, and both vehicles received extensive damage.

The driver of the motor lorry is in custody assisting with further investigations.

T

he Government of Guyana’s cash transfer of $250,000 to severed sugar workers who were fired under the APNU/AFC will, in the long term, add up to hundreds of millions of dollars circulating in the village economy.

In Enmore, one of the places the Government visited to hand out these cheques on Saturday, this will total al-

such cheques, and in total, that will see a transfer of almost $375 million transferred to the Enmore community.

“And if all 1500 persons are here and we distribute all, by the time we leave here, Enmore will have a cash injection of nearly $375 million,” the Minister said.

The Minister expressed hope that the recipients of this one-off payment would

Agriculture Minister Zulfikar Mustapha and Finance Minister Dr Ashni Singh visited Enmore to hand out $250,000 in cheques to severed sugar workers. In his address to the workers, Minister Singh spoke of the importance of the cash grant, and even summed up the total cash that would circulate in Enmore.

“Let us talk about what this transfer represents. It represents a transfer to each severed worker, a transfer of $250,000. Now, of course, that is to individual workers. Let us consider in Enmore alone what that will represent. The Enmore area alone, we will be distributing more than 1500

make meaningful investments that would bring in an income. According to him, it is advisable that the recipients of the cash transfer carefully consider how they would use the money.

“Obviously, we are not a Government who would dictate what you would do. You have to consider how best you would utilise those resources, whether you want to invest it in a small business or some livestock, or a little garden at the back of your yard. That is a decision you have to make.”

Meanwhile, Minister Mustapha noted that the cash transfers are a further manifestation of the Government’s promises. He recalled the devastation the closure of

the sugar estates caused on the sugar belt communities, and made it clear that the Government was only righting a wrong.

“We are here to fulfill a promise… when we were in the Opposition, we said that when we returned to Government, we would ensure that the sugar workers who were severed received some form of benefit, although they would have already received their severance pay.

“And at that time, many persons said we were making promises for people to vote for the PPP to get back in Government. But here we are today (Saturday). And today is very important because, as a party, when we make promises, we always deliver on our promises,” Mustapha said.

Initially, a handful of the severed workers were called up to receive their Bank of Guyana cheques, before the main distribution began.

Della Rai, one of the persons who collected her money, said she plans to put the cash to good use.

“Well, I’m planning to extend something or go in some business, some sort of busi-

ness,” she explained to the media.

The main cash distribution at Enmore was not without its hiccups, however, as a crowd of workers swarmed the distribution office before the exercise could even begin.

At one point, Police had to be called, and those in the crowd were warned to remove themselves from the door, lest they be forcibly removed.

The one-off payment to the severed workers was first made known by Vice President Bharrat Jagdeo back in October. It was also announced that this payout would end up amounting to some $1.8 billon.

It will go towards workers who lost their jobs when the former Government closed the estates at Wales, Enmore and Rose Hall. Former sugar workers at Wales also received cheques on Saturday, while those in Berbice will get theirs on Sunday (today).

Some 7000 sugar workers had lost their jobs, when the former A Partnership for National Unity/Alliance For Change (APNU+AFC) moved to downsize the sector; the majority came from Region Six. (G3)

Democracy and electoral integrity

W

inston Churchill, Britain’s famous wartime leader against fascism, famously remarked, “democracy is the worst form of government – except for all the others that have been tried.” The point he was making, of course, is that while democracy might have its flaws, in the real world, no other system has better delivered the “good life” to citizens. He was prophetic, since, in the wave of decolonisation that followed WWII, almost all the countries that flirted with other systems eventually had to reintroduce democratic rule.

One scholar of democracy, Larry Diamond, had defined democracy as “system of government with four key elements: i) A system for choosing and replacing the Government through free and fair elections; ii) Active participation of the people, as citizens, in politics and civic life; iii) Protection of the human rights of all citizens; and iv) A rule of law in which the laws and procedures apply equally to all citizens.” But maybe after our lived experiences as a people, Guyanese might resonate better with the view of philosopher Karl Popper, who contrasted democracy with dictatorship or tyranny. We know what we do not want in terms of our leaders, to wit, that concrete opportunities to control them must be available.

These opportunities have been institutionalised as “National Elections”, which are held at specified intervals; in our case, every five years. These serve to legitimise the rulers and confer on them the authority to govern in accordance with the Supreme Law of the land - the Constitution. Credible National Elections, therefore, are a threshold issue that must be crossed before we address any other issue when it comes to dealing with democratic rule in nations. While it has been noted that democracy has substantive characteristics, such as justice and equality etc, unless the leaders governing the state are elected through democratic procedures, those substantive elements will inevitably be subverted. A benign democratic dictatorship is an oxymoron.

This was tried by the PNC under Forbes Burnham, and it is crucial to note that he started by rigging the 1968 elections, and did so by subverting the Elections Commission through his control of its Chairman and other officials. As such, when “free and fair” elections were returned to Guyana through the combined efforts of the Guyanese people - domestic and foreign - and the international democratic community, the Elections Commission and the electoral mechanisms were at the centre of the reforms. The Commission was constituted with six Commissioners - three each being from the Government and the Parliamentary Opposition - and a Chair, nominated by the Opposition Leader and approved by the President. The arrangement from the onset placed great store on the bona fides and impartiality of the Chair, who would possess a de facto casting vote.

The PNC, however, never accepted democratic norms.

At the very next elections in 1997, they demonstrated their democratic bad faith after initially accepting in Parliament that National ID Cards should be used to validate voters, then duplicitously somersaulting to challenge its constitutional bona fides. The elections were subsequently invalidated in the High Courts by Justice Claudette Singh, but by then had become moot, since the PPP had been bludgeoned by PNC street protests to excise two years from their 5-year term.

The attempt to stack the deck of GECOM to vitiate democracy returned to the fore after 2015, when the PNC was returned to office in a coalition. The unilateral appointment of the Chair by President Granger heralded this undercutting, and was confirmed by the latter’s compromised selection of the GECOM Secretariat’s DCEO. Both actions were later ruled as illegal by the CCJ. The blatant attempt to rig the long-delayed elections of March 2 2020 was only stymied through the support of the international democratic community.

The long-drawn-out process to replace the officials of the GECOM Secretariat has finally resulted in the selection of the CEO through the working of the agreed institutional rules. All Guyanese must draw a line in the sand against further attacks on our democratic system.

Election rigging must never be allowed to happen again Dear Editor, The Guyana Elections Commission (GECOM) will not conduct Local Government Elections (LGEs) within the statutory constitutional period this year.

Chairwoman Justice (retired) Claudette Singh recently confirmed this position in a letter to the Attorney General, publicised in several widely circulated media reports.

The main reason presented by the GECOM Chairperson is the absence of a Chief Elections Officer (CEO).

The cause of such absence is no secret. Consequently, the occurrences have not only exacerbated the haemorrhaging loss of confidence in the electoral body, but now creates an overspill of national and community implications that are the source of debates and discussions concerning reforms as a corrective necessity.

Be that as it may, it is absolute that GECOM hold LGEs at the earliest time.

This must, however, be advanced in full cognisance and recognition that election rigging must never be allowed to happen again in this country. This country had enough ‘gridlock’. Our people had too many woeful experiences while being on the periphery. Today, we must see swing votes as unity votes, and recognise that reforms will come with further development. Hence, the imperatives required of GECOM are to ensure that all systems are in place to hold free and fair elections.

The importance of the LGEs must not be underscored, given their role as a key countercheck mechanism on community development at the municipal, community, and village levels.

Importantly, it is paramount

that local leaders elected at these levels also be brought to a decisive review point, held accountable by the citizens they serve for delivery of essential services and in ensuring parallel development in partnership with the national plans. Notably, the ruling PPPC Government has long recognised and demonstrated support in this regard, and has ensured the adequacy of funding for these elections.

There have been calls for power-sharing and the outcry regarding needed constitutional reforms. Importantly, the latter requires twothirds majority support in the National Assembly, and takes significant time. In the past, the process had been significantly abused by PNC representatives, and this fact is evidenced by the decades of fruitless meetings by the appointed Taskforce. Our nation therefore should not be held to ransom under this guise before LGEs are held.

The reforms that are being put in place to strengthen the Representation of the People Act (RoPA) are highly relevant in enabling GECOM to proceed with fewer risks until objective Constitutional reforms are finalised.

Democracy is no longer a stand-alone word of optional pursuit. Rather, it is now accepted as a necessity in our global civilised relations.

Elections as the key instrument of democratic approaches must be devoid of discrimination, hatred, rigging, bullying, and the like. In the past PNC Governments, the Guyanese people struggled for adult suffrage, experienced a Coalition Government that failed us in 1964, and had our rights trampled under the paramountcy system of the PNC party. This character-

istic behaviour of the PNC must not be condoned, and our people must never again have to flee this country begging and looking for a better place to only survive.

After decades of turmoil and suffering, it took a united people with the establishment of the Political Committee in Defence of Democracy (PCD) and the assistance of the world, particularly the Carter Center, to enable our nation to experience free and fair elections in 1992.

Editor, please permit me the latitude to touch a little on the consideration of power-sharing as a starting consideration of commentators, given the experience our nation has had at the hands of the PNC when in coalition with the United Force (UF) in 1964. Then again in 2015, another PNC Coalition with mainly the AFC took the seat of power. The result was nonstop corruption along with no respect for inclusivity, and total disrespect for the people led to the defeat and fall of the coalition Government.

In strong contrast, although the PPP had a high chance of winning the 1992 elections, the Party recognised the need to put an end to the winner-take-all Government and introduced the broad-based inclusivity proposal of the Civic component. At that time, the Civic component was promised a twenty percent share in the Government, and there was tremendous prestige, pride, and recognition that the Civic component brought to the list of candidates.

When the PPP-Civic won in 1992, the broad-minded approach of Dr. Jagan’s PPP party allowed the Civic to take more than forty percent

of the Government. Our economy was turned around, and experienced tremendous development. It is clear to all that the PPP approach to politics in this country is more inclusive and appreciated, although objectivity in models can be considered.

Notably, the youthful leadership of the PPP/C Government is certainly very proactive and very efficient.

The fact that the Government is governing for all the people is resulting in development across the country. The PPP/C policy is all-inclusive, and our youths are benefiting from powerful education programmes, and there will be further improvements, leading to the all-round development of our economy and greater success.

As the PPP/C development traction gains momentum, we must guarantee the insurance of our democracy and people's rights by putting an end to marginalisation and discrimination, and advancing free and fair elections.

Hence, legislative changes to strengthen the electoral process must be our priority to ensure that we have early LGEs. The necessity for us to have a better functioning GECOM must also be our priority.

I take the opportunity to congratulate Mr Vishnu Persaud on his appointment as the new Chief Elections Officer. Sir, you have in your hands the opportunity of being the astute professional that will realise the change and balance required in restoring the confidence of our people in GECOM. The rigging of elections must be stopped. Congrats!

President has warned against Dutch Disease Dear Editor, In February, I had previously written on the Government’s approach to local content policy, cautioning that fixed and over-ambitious schedules for the levels of employment and materials might not be the best approach to such a complex subject.

Ten months later, we see the emergence of legislation which is rumoured to be sent to Parliament for debate imminently, but may have unintended consequences that would be

harmful to the country’s overall development.

When President Ali spoke about the local content policy at the February seminar, he emphasised it would be across all sectors.

This was a good point, as it would not result in the mass migration of jobs to the oil industry. However, the subsequent debate and the draft schedules have been centred on the oil sector. These mandates, if passed, would send the industry into overdrive to secure skilled labour from oth-

er sectors, rather than risk being in violation of the legislation.

This would be made even more urgent should the law be retroactive. While the heads of the Private Sector bodies are talking up local content, many local companies are complaining of having lost workers to the oil sector over the past year, and this would be accelerated with the proposed legislation. Add to that the redirection of capital and entrepreneurial focus and we have a classic and ex-

treme example of Dutch Disease.

This directly contradicts the President’s own pronouncements of creating a diversified economy. If they don’t decide to scale back investments, it is a certainty that foreign companies would begin to adjust their contracts with suppliers as soon as the legislation is passed, in order to reflect and stay in line with the new laws, as well as create whole departments to monitor compliance. They will not wait around for any

administrative body to be formed to regulate the legislation.

More jobs, you may say.

In fact, no; as they would simply be siphoned off from the civil service, traditional manufacturers, or construction companies, some of which are already moving to work with the industry rather than the Government.

Slippage in deadlines and cost overruns through higher labour costs for vital infrastructure are occurring, and would increase.

The local content poli-

cy should not be some zero-sum game about grabbing as much from the other party in the short term. The energy sector is probably one of the most collaborative industries on the planet, with the goal of sharing risks and maximising outcomes for all parties. A more holistic and flexible approach would have better long-term benefits for Guyana, and even for the local Private Sector.

Opposition must desist from Indeed, a tangled web pushing the false narrative Dear Editor, The Opposition APNU/ AFC needs to “explicitly” recognise and acknowledge the legitimacy of the PPP/C Administration, and stop creating false hope in the minds of their support base.

The question asked by many is: “How long will the Opposition APNU-AFC continue on this path, and deny themselves the truth and sell their narrative that is hopeless and filled with falsehood?

Our President’s vision is to have a Guyana that is better for the Opposition, media, sugar workers, Public Servants and every Guyanese.

This was evident during a recent comprehensive presentation on Guyana’s development agenda that pointed to key strategies to diminish disparity among the Guyanese people as President Ali delivered the keynote address to the Harvard Business School at a virtual faculty workshop on the microeconomics of competitiveness, when he was adamant that all Guyanese would benefit from our country’s impending prosperity. He outlined essential and indispensable aspects of the PPP/C Government’s agenda that would transform Guyana into a more equitable society, one in which every Guyanese - irrespective of their ethnic/religious/political affiliations, or the region in which they live, or their background - would have an equal opportunity and stake in the development of our country.

As stated by our President, in order to achieve this plan, which will see prosperity for all, it is absolutely necessary to have the correct framework for development. The need to build Guyana’s human capacity through universal education was noted by the President as a centerpiece of personal empowerment.

It is clear to all that the People’s Progressive Party /Civic Government would ensure that every young Guyanese benefits from primary and secondary education by supporting attendance at school through a free uniform programme, a free feeding programme for at-risk students, and transportation allowance.

Efforts are also in place to remove the gap in the quality of education between urban and rural areas, and to improve access to tertiary-level education.

The PPP/C Government is hoping before the next three years to have free university education for Guyanese. This is a Government that has already launched its 20,000-scholarship programme with more than 6000 students studying at various universities around the world through distance and online education.

The President said that the Government of Guyana is also looking to build an oil-and- gas institute. Outside of education, emphasis will be placed on delivering world-class health care to all Guyanese through a modern public healthcare system.

“Our people must be able to enjoy world-class primary health care,” he said.

Housing was also noted as key to overall development. The President described the housing initiative, which has been prolific, as an “aggressive programme” that gives direct benefit to homeownership.

The Opposition must be aware that Guyana will be rolling out a $700M hinterland housing programme in 2022. This, combined with the Private Sector initiative to develop $800 Jagville Housing Scheme.

Additionally, the President noted that it is imperative to put measures in place to protect the vulnerable

by strengthening the country’s social safety nets.

Only recently, Guyana was recognised by the World Bank as having one of the broadest cash support systems for vulnerable and at-risk people during the COVID-19 pandemic.

Another example of strengthening Guyana’s network is the progressive increase in old-age pension; the development of specialised programmes for persons living with disabilities, including specialised training with a view to having them engaging in meaningful economic activities.

All these initiatives represent just a sample of the kind of policies and programmes our PPP/C Government is aggressively pursuing in order to ensure that the most vulner-

able in our society have an opportunity to lift themselves out of unfortunate circumstances.

The time has arrived for the Opposition Leader to do the “right thing” and desist from pushing the false narrative and trying to derail development in this country, which is being circulated on social media platforms and other fora.

What is also important to note is that Guyana is also working diligently on a regional approach to food security. Guyana is looking to enhance the Regional Community. It is very clear to all that our prosperity will be shared with the region, and that the region will benefit from a stronger Guyana in the near future.

Dear Editor, APNU fragment of the Opposition is distancing themselves from the appointment of the CEOelect, but did not see it fit and proper to do the same a while back when an appointment was made even though the appointee was not qualified, experienced, or suitable for the position.

No push back then against the appointment or the then illegally appointed Chair.

Indeed, a tangled web.

The nation will be looking too to see how the CEOelect performs, not just the Opposition. He must be given every opportunity and

support to carry out the mandate of the office, the same as was afforded the one whose appointment to a senior position was questionable.

And look how that turned out.

The commissioners who distanced themselves from the selection of the CEOelect should do the honourable thing and resign. That would give credence to their position. If not, it is just blowing hot air, something they are good at when things don’t go their way.

oday we continue the discussion of this serious canine disease which, as mentioned last week, seems to be currently infecting animals and leaving a swathe of deaths in its wake, especially among unvaccinated pups and young adult dogs.

The general view, based on the experience and observations of veterinarians, is that once the disease is diagnosed early, and an aggressive treatment schedule is implemented and maintained, the chance of survival increases.

A positive empirical finding is that the current incidence of the disease in puppies and young adult dogs appears to be lower this year. This may well be attributed to the greater awareness of the disease by caregivers, and administration of polyvalent vaccines (including CPV). We must nevertheless maintain our vigilance, so as to ensure that our wards do not contract this CPV disease.

QUESTION: HOW TO PREVENT INFECTION FROM CPV?

ANSWER: Vaccinate as early as 6 weeks of age.

There is a vaccination protocol, established from scientific research, which must be followed. Puppies must complete the primary course of vaccination at 9,12, (16) weeks of age, according to the recommendations of the vaccine manufacturer.

Thereafter, booster shots must be given annually.

ANSWER: Reports coming out of the USA and Europe speak of relatively high mortality rates.

My own experience is that even with early CPV diagnosis (within 2-3 days post infection), many animals, especially fragile neonates (young pups), will die.

QUESTION: WHAT IS THE FUTURE FOR A DOG WHICH HAS SURVIVED CPV?

ANSWER: Once a CPV patient has recovered from the disease, it is not likely that the dog would contract the ailment again, or succumb to it.

It is, however, important to note that dogs, having recovered from CPV, may serve as carriers, and can even shed the virus, infecting the surrounding

environment, thereby possibly infecting young unvaccinated animals living in the vicinity.

QUESTION: WHAT IS THE BEST SANITISER AGAINST CPV?

ANSWER: I always advise that any kennel and surrounding area which was exposed to the CPV infection should be thoroughly cleansed with bleach (1 part bleach to 30 parts water).

Why do mountains matter?

The mountains of the world provide essential ecosystembased services to global communities, as well as inspiration and enjoyment to millions.

Mountains are particularly important for their biodiversity, water, clean air, research, cultural diversity, leisure, landscape, and spiritual values. They are income sources for communities through agriculture, tourism, and use of natural resources; and they are important for minimisation of natural hazards and providing early warning systems.

Mountainous formations also occur across considerable areas of the ocean floor. These important and diverse underwater mountain ranges and islands constitute a large portion of the mountainous surface of the planet.

Sustainable mountain tourism

Sustainable tourism in mountains has, and can contribute to creating, additional and alternative livelihood options and promoting poverty alleviation, social inclusion, as well as landscape and biodiversity conservation. These actions allow for the preservation of the natural, cultural and spiritual heritage; promote local crafts and high-value products; and celebrate many traditional practices, such as local festivals.

Mountain tourism attracts around 15 to 20% of global tourism. This sector was not spared from the effects of the COVID-19 pandemic; affecting economies, livelihoods, public services, and opportunities on all continents. The restriction in movement caused by the pandemic has further compounded the vulnerabilities of mountain communities. However, these setbacks can be seen as opportunities to rethink mountain tourism and its impact on natural resources and livelihoods, so as to manage it better and harness opportunities that would promote a more resilient, green, and inclusive future.

Guyana is home to hundreds of breathtaking mountains, and four (4) mountain ranges; namely The Acarai Mountains, The Imataka Mountains, The Pakaraima Mountains, and The Kanuku Mountains. Like other mountains around the world, these mountains also boast enormous biological wealth and diverse wildlife, and are home to many of our Indigenous communities.

AFC commends GECOM on new CEO appointment

hile the A Partnership for National Unity (APNU) has expressed displeasure at the appointment of Vishnu Persaud as the new Chief Elections Officer (CEO), the Alliance For Change (AFC) has congratulated the Guyana Elections Commission (GECOM) on the new appointment.

Breaking from the curtain of grievance shrouding the APNU side of the Opposition, AFC issued a statement in which they took note of Persaud’s appointment, and thanked the Commission for having reached a decision after what must have been an arduous and divisive process.

“At the end of the day, a decision had to be made so that we can start the process of rebuilding trust and confidence in the electoral system and Guyana’s democracy. As a prerequisite to rebuilding the credibility

of the system, we must have a new Voters List – purged of all the contaminants of the past, and then go on to hold Local Government Elections that are truly representative of the wishes of the people,” AFC said.

“Mr Persaud has a long and difficult road ahead, and we trust that he has the ‘right stuff’ to lead a team that can deliver free, fair and acceptable elections whenever required by law. It goes without saying that whoever had been chosen in this position would have received the approbation of half of the population, and the suspicion and possible rejection of the other half.”

According to the smaller party, this division reflects the “poor state of our democracy”, a state that is holdover from the time the APNU/AFC lost a vote of No Confidence in the National Assembly in December 2018 and thereafter refused to leave office without a fight.

According to the party, more is needed beyond the appointment of the CEO to strengthen Guyana’s democracy.

“Much more has to be done by leaders, political parties, GECOM, civil society, citizens and our development partners acting in concert if we are to survive and become a united nation.

The AFC commits to doing all in its power to bring about the cohesion, respect and trust that is needed at this time,” AFC said.

GECOM, Vishnu Persaud emerged as the new Chief Elections Officer on Friday following a competitive process which saw some 20 other candidates, including locals and foreigners, vying for the top position.

The race had come down to Persaud, a former Deputy CEO, and Jamaican Leslie Harrow – both of whom were interviewed on Monday by the seven-member Election Commission.

When the Commission met on Friday to discuss and vote on who is the most qualified candidate for the job, its members were trapped in a deadlock, as they were equally divided between the two frontrunners.

This prompted GECOM’s Chairperson, Justice (retd) Claudette Singh, to flex her casting vote in favour of Persaud, whom she has since hailed as the most qualified for the job.

At a press conference

shortly after Persaud had emerged successful, the Opposition-nominated GECOM Commissioners disagreed with the decision.

Opposition Leader Joseph Harmon, who is currently vying for leadership of the People’s National Congress - the dominant party in APNU - has also registered his disapproval, claiming that he was not in agreement with the Chairman’s decision to vote for Persaud.

Persaud, who was employed as GECOM’s Deputy CEO from 2014 to 2017, was overlooked for appointment when he sought to return to the position in 2018.

and even an investigation by the Ethnic Relations Commission (ERC), which

had concluded six months after that he was overlooked and was more qualified than the person who was chosen over him for the position, Roxanne Myers.

The then CEO, Keith Lowenfield; his deputy, Roxanne Myers; and Region Four (DemeraraMahaica) Returning Officer Clairmont Mingo were fired from GECOM in August.

The embattled trio is currently before the courts facing a number of electoral fraud charges for their alleged attempts to sway the results of the March 2020 General and Regional Elections in favour of the then ruling APNU/AFC Government. (G3)

Region 9 youth arrested for rape of girl

P

olice in Region Nine (Upper Takutu-Upper Essequibo) have arrested a 19-year-old male who has been accused of raping an intoxicated 16-yearold female.

The incident is alleged to have occurred just after midnight on Friday.

Investigations revealed that the victim and the alleged suspect are known to each other. On Friday, at about 17:00h, the suspect picked up the victim from her home with his motorcar, and along with two of her friends, they then consumed alcohol.

“It is further alleged that while transporting the vic-

tim back home (she was intoxicated), the suspect stopped the car and forcefully committed the act without her consent,” the Police have said in a statement.

A report was made to the Police, and the victim was escorted to a medical facili-

ty where she was examined.

The suspect was then contacted, told of the allegation of rape and cautioned, but he denied it.

He has, nevertheless, been placed in custody pending the outcome of investigations.

Rice mill supervisor robbed of $3.4M

A

41-year-old female supervisor attached to the Kissoondyal Enterprise Inc Rice Mill at Mahaicony, East Coast Demerara (ECD) has been robbed of more than $3.4 million just after returning from the bank.

It was reported that the stolen money, which was in the victim’s handbag along

some personal belongings, was intended to pay workers and rice farmers.

The Police have said the supervisor left the rice mill on Friday to encash four cheques, amounting to $3,463,798. She had her bag containing her driver’s licence, her identification card, her COVID-19 vaccination booklet, NIS card,

and $20,000.

In the company of a female colleague, she went to a bank in Georgetown, where she encashed the cheques and returned to the rice mill.

On arrival at the rice mill, as she was about to exit the car, she was confronted by a man armed with a handgun, which he pointed at her and

demanded that she hand over the bag, while threatening to shoot her.

The man then pulled the bag out of her hand and made good his escape out of the compound.

Several persons in the area were contacted and questioned. An investigation has been launched. (G9)

Buxton man nabbed with firearm

olice on Saturday nabbed a man with a .40 Glock firearm and three matching rounds of ammunition at Buxton, East Coast Demerara.

According to the Police, a search was conducted on the man at his residence at Company Path Road, Buxton, ECD after a report was made that he had discharged a loaded fire-

arm at a 28-year-old woman. Reports are that at about 02:15h on Saturday, Police responded to the report of an alleged discharging of a loaded firearm with intent, committed on the female, also of Buxton.

Police said that during a search of the premises, the suspect was caught in his bedroom with the firearm in his hands in an attempt to hide it. Police ranks sub-

sequently managed to retrieve the firearm from the suspect, which turned out to be one .40 Glock pistol along with three matching rounds of ammunition.

One of his ploys was to drop schoolboy Latin aphorisms crammed at Queen’s into his political harangues - at rallies of unlettered supporters. Your Eyewitness is reminded of one of the arcane bon mots in the war of attrition conducted over the past months to select a new GECOM Chair: the distinction between casus belli and causa belli. There is, he’d explain with a smirk to his adoring audience, the difference between the OCCASION for the war and the CAUSE of the war.

And so it is, the selection of the GECOM Chair wasn’t the CAUSE of the war that was waged, since the cream of the Secretariats staff - CEO Lowenfield, DCEO Myers and Reg 4 RO Mingo, Information Technology Officer Enrique Livan, and Clerks Michelle Miller, Sheffern February and Denise Bob-Cummings - were charged for fraud in the March 2 elections fiasco and were hauled before the courts. Nah…that was simply one of the OCCASIONS for the war.

The war in Guyana’s been going on since the 1960s.

And the fundamental CAUSE for this war is the refusal of the PNC to accept the rules of democracy to determine who’d govern Guyana. Democracy, after all, allows the majority of the people in the country to decide “who rules”. But the PNC have already decided from the beginning that only THEY should rule!! In their political playbook, “democracy” is just a label to present to the rest of the world that’s finally formed a consensus that the rules of democracy trump all other forms of governance.

As such, it doesn’t matter what issue we’re discussing in Guyanese politics. If the PNC’s involved, know they’re subverting democracy! Free and fair elections, where every vote should be counted? It took 28 years for them to even accept that PRINCIPLE!! And only because of pressure from the established democracies.

Unsurprisingly, they’ve been trying every which way ever since to subvert it since then!!

And we arrive at Vishnu Persaud being chosen as the new GECOM CEO. We’ve got to view the process that the PNC are now complaining bitterly about from the vantage point of the previous GECOM fiasco. The one caused by the unilaterally Granger-appointed Chair James Patterson nixing Persaud over Myers as the DCEO in 2018. Persaud had been the incumbent DCEO since 2015!! Patterson, of course, was later adjudged to’ve been illegally appointed

by Granger, and had also libelled Persaud over the latter’s qualifications.

As Burnham would’ve said, “F?at j?stitia ruat cælum” “Let justice be done even though the heavens fall!! …yet protested Your Eyewitness was surprised that immediately following GECOM Chair Claudette Singh’s announcement that Vishnu Persaud was the new GECOM CEO, the three PNC Commissioners launched a bitter denunciation of her.

He’d expected the LOO, Joseph Harmon’s! Seems that of the two candidates left standing, the PNC Commishioners chose the Jamaican, and the PPP the Guyanese. It came down to the Chair’s casting vote.

We gotta remember that because it was foreseen that the Commissioners would most likely split down the middle in following their party’s line - AGREEMENT between the PPP and the PNC on who’d be the Chair was constitutionally mandated. And Claudette Singh was actually the PNC’s preferred candidate!! But what should’ve placated the PNC brigade was that Justice Singh revealed that she was heavily influenced by the recommendation of Persaud by her predecessor Steve Surujbally.

The latter had been heartily cussed out by the PPP for their 2015 loss!! Surely that should suggest he’s not a PPP sleeper now activated to recommend Persaud!! …for human rights Friday was International Human Rights Day. One of those rights enshrined by the UN is the right to choose one’s Government. So why are the PNC allowed to get away with defending the rigging of elections??

Unvaccinated Region 6 woman is latest COVID-19 death …839 active cases being monitored

Elections challenge A the PNC

T

he postponement of the PNC’s virtual Congress to accommodate their leadership elections could only mean that there were grave concerns by one or more candidate about the bona fides of the arrangements.

That the postponement was for only one week signalled that the concerns were certainly not about “logistics”, as some claimed.

Most likely, it would have involved fumigating committees that would Ravi Dev be vetting the voters and counting the votes. Three members of the Accreditation Committee were already forced to resign, indicating that fraternal relations became frayed early on.

During the 2011 “live” Congress elections that ended with David Granger being catapulted as Leader of the PNC, there were claims that numerous voters were unregistered, while registered delegates, especially from Reg 10, were not recognised. The final counting of just over 1200 votes was delayed for hours, several candidates staged walk-outs over claimed chicanery, and a bullet was even fired. David Granger supposedly pipped Carl Greenidge by 15 votes after several demands for recounts had to be accommodated. Even though some of the candidates walked away from the PNC, the ones who stayed know of what may occur during the elections even on the new Dec 18 date.

One contentious matter that is sure to arise in the event that Joseph Harmon does not emerge as leader has already been telegraphed by his insistence that he would still remain as Leader of the Opposition (LOO). He claims that this is mandated by the Guyana Constitution. However, he is clearly not au fait with the Constitution in general, or with its No Confidence Motions (NCM) in particular. We know how the PNC filibustered after the PPP’s NCM of Dec 21 2018, when they were in office with a 33-32 majority but still claimed that the PPP’s 33 votes, including that of Charandass Persaud, did not constitute a majority.

There is also a No-Confidence Clause that governs the tenure of the LOO: Article 184. This states, “Where one-third of the non-governmental members of the Assembly represent to the Speaker that the Leader of the Opposition no longer enjoys their confidence, the Speaker shall call a meeting of all the non-governmental members at which it shall be decided whether the LOO shall be removed from office.” Very simply, if, say, Aubrey Norton wins the Dec 11 race, all he has to do is lobby the PNC and AFC MPs in the Opposition to obtain one third of their 32 - eleven members - to test Harmon’s claim. One hopes the “Judicialization of Politics” would not be extended into internal party politics, and there would be no resort to the courts about what constitutes “one third of 32”.

In addition to the “Judicialization of politics” that was identified by two UWI lecturers who analysed our Guinness Book of Records March 2-Aug 2 elections, there is also a “Mediatization of Politics” that has surfaced. In this process, there has been a change in the symbiotic relationship between the traditional media and political parties. The logic of both institutions demanded they attempt to reach the widest possible audience, and, in so doing, would moderate their rhetoric - if not their policies - to accomplish this.

With the ascendancy of social media that addresses echochambers, however, especially involving elements associated with the PNC, the logic has changed. They have directed a new incendiary rhetoric to the PNC’s African Guyanese base that push the candidates into extremist positions, while calling it “radical”. Ahead of the decision on the new GECOM CEO from the two candidates, for instance, they made it clear that Vishnu Persaud was unacceptable and must be rejected.

So, for the first time, after the Chairman of GECOM, Justice Claudette Singh, cast her vote for Vishnu Persaud as its CEO - the three Opposition Commissioners called out their Chair and said, “The entire process was a travesty.” Evidently, if she had voted for their choice, it would have been flawless.

Aubrey Norton and Joseph Harmon also openly denounced the Chair, whom their party had supported for the position.

Norton bluntly declared, “We believe that the appointment was a collusion between the Chairman of the Elections Commission and the PPP Commissioners to put a PPP hack as Chief Election Officer. We will oppose it.” Calling it “an obviously political decision”, Harmon said, “The Chairman of GECOM has shown that she cannot be impartial…”

76-year-old unvaccinated woman of Region Six (East BerbiceCorentyne) is the latest person to die from the novel coronavirus, the Health Ministry announced on Saturday.

According to the Ministry, the woman succumbed on December 10, after testing positive for the virus. This brings the country’s death toll to 1017.

The latest dashboard released on Saturday showed 39 new infections, taking the total confirmed cases since March 2020 to 38,492. A total of 18,149 males and 20,343 females have tested positive for the virus since it was first detected here in March 2020.

Some 839 active cases are being monitored: 16 in the Intensive Care Unit, 44 in institutional isolation, and 779 on home isolation. Another eight persons are in institutional quarantine.

Meanwhile, 36,636 persons have completely recovered from the virus. Guyana has conducted 403,972 tests for COVID. A breakdown of new infections shows that one has been detected in Region Two (Pomeroon-Supenaam), seven in Region Three (Essequibo Islands-West Demerara), 19 in Region Four (DemeraraMahaica), one in Region Five (Mahaica-Berbice), and nine in Region Six (East BerbiceCorentyne).

There were no increases in Regions One (Barima-Waini), Seven (Cuyuni-Mazaruni), Eight (Potaro-Siparuni), Nine (Upper Takutu-Upper Essequibo) and 10 (Upper Demerara-Berbice).

administered across the country, accounting for about 56.3 per cent of the population.

Overall, second dose coverage has crossed 39.5 per cent.

Guyana has initiated a multifaceted approach to sourcing vaccines, whether through state purchases, the COVAX mechanism, donors or bilateral arrangements.

It has been emphasised that the country has enough vaccines to immunise the

population. Thus far, Sputnik V, Sinopharm, AstraZeneca; and Johnson and Johnson vaccines have been used in the countrywide immunisation programme.

This week, Health Minister Dr Frank Anthony cautioned that the gap between first and second doses in the COVID-19 vaccination needs to be bridged, as it could leave many persons vulnerable.

“From the numbers we have seen, there is that gap between first and second doses, and we want to close that gap by encouraging more people to get their second dose vaccination. If we don’t close that gap, then people would remain vulnerable, because they wouldn’t get the full benefits of the vaccine,” he was quoted as saying in a recent COVID update.

Basil Williams quits PNCR leadership race T

wo weeks after announcing that he would be accepting a nomination to run for the leadership post of the People’s National Congress Reform (PNCR), Basil Williams has pulled out of the race.

On Saturday, the immediate past Chairman of PNCR, who once served as Attorney General and Legal Affairs Minister under the APNU/AFC administration, announced that he would no longer be contesting for the party’s leadership post.

Williams had announced his participation in the leadership race after being nominated by members at last month’s Nomination Day. He was nominated to serve in three positions on the PNCR’s Central Executive Committee, including that of the leader.

There are now three candidates in total vying for the PNCR leadership.

These are Dr Richard Van West-Charles, Opposition

Leader Joseph Harmon and Aubrey Norton.

A missive from Williams announced, “I have examined all the circumstances, and my team and I have decided that we will not engage in the contest at this time.”

This withdrawal was issued on the day when the party’s 21st Biennial

Congress was initially slated to be held. The party has rescheduled the Congress for Saturday, December 18, 2021, moving it from December 11 while outlining that this move is in the interest of “ensuring transparency, democracy and fairness to all its members, delegates and officials”.

It has been reported that the postponement is based on a recommendation made by the Chief Election Officer for the Congress, Vincent Alexander, who cited the Accreditation Congress Committee’s lack of preparedness for the event.

Only last month, party members Annette Ferguson, Ganesh Mahipaul and Carol Smith-Joseph had had to step down from the Congress Committee

over concerns of conflict of interest. Ferguson and Mahipaul – both APNU/ AFC Opposition Members of Parliament – along with Smith-Joseph, had all publicly endorsed candidates who are contesting to become the next PNCR Leader.

While SmithJoseph has thrown her support behind front runner Aubrey Norton, the two parliamentarians are endorsing Opposition Leader Joseph Harmon.

At the time of their stepping down, it was noted that the work of the Committee was significantly advanced and that the withdrawal of the trio would not delay its completion in time for the hosting of the Biennial Delegates Congress.

Mahipaul, moreover, is in the race for the PNCR Chairmanship.

Harmon had indicated that if he wins leadership, then he would make Mahipaul the next General Secretary of the PNCR. There have been mounting concerns over the electoral process of the upcoming congress. Party member Dr Richard Van West-Charles, who is also vying for the leadership post, had previously called for current General Secretary Amna Ally to recuse herself from the post to allow for transparency and accountability in the election process. He had also alleged there were ef-

forts by some to sway the PNCR membership to vote in a particular manner.

Meanwhile, on the sidelines of last month’s Nominations Day proceedings, Candidate Norton had contended that once the rules are followed, there is nothing to be worried about regarding the internal electoral process.

In addition to electing a new leader to replace incumbent leader and former President David Granger, party members would also be voting for a new Chairperson, since incumbent Chair Volda Lawrence will not be contending to retain her post.

Meanwhile, candidates

for the chairmanship post include: Christopher Jones, Simona Broomes, Roysdale Forde, Shurwayne Holder and Amanza Walton-Desir.

ooking for an option this Christmas in terms of locally-made wine? Well, Nowelle Dainty of Dainty’s Delights says her sorrel wine would delight your taste buds. In fact, her sorrel wine has been cured for more than five months, a timeframe which is enough to create the best tasting wines and a “smoother” texture.

“People seem to like the red wine,” Nowelle has said. She and her husband have been mak-

ing wines for years; it is a talent which she developed from her late grandmother. She said her granny was well known as the “wine lady” in the community in the days gone by, and with that knowledge in mind, she and her partner decided to enter the wine-making business three years ago.

She told Guyana Times that at first they started making a variety of flavours, including passion-fruit, golden apple, guava,

and of course sorrel. They usually sell the wines all year round, but at Christmas time, the market demand grows for their wines.

With the passage of time, Nowelle said, the flavour which had a higher demand was the sorrel, and as such, they focused primarily on that option. In addition, the prices for the fruits started to increase over the past year, and this, too, was a factor that was considered by the couple.

Preparations for the sorrel wine for this Christmas season started since mid-2020, she said, and the wine has been curing ever since. “It would be smoother when

you drink it,” she said of the sorrel flavour. Jem’s Crafty Designs was converted from a hobby into a business J

emma Singh has said her customers have been calling from as far away as Regions One and Ten, and when she created her crochet business, Jem’s Crafty Designs, last September, she had no idea her business would have grown as quickly within a

year.

Jemma said she learnt to do crochet as a teenager, while watching her mother make chairbacks and other hand-crafted items. She said she caught on quickly over the years, and made it a hobby; but with the advent of Youtube and social media,

she was able to expand her knowledge and ideas.

Hailing from Corriverton in East Berbice, Jemma noted that the idea for converting the hobby into a business venture came from her adopted daughter.

“I made a top for my adopted daughter and she said,

‘Mommy, this looks nice’, and that I should create a business page because she liked the top,” Jemma has said. So, last September, Jemma took time off from her daily rounds about the house and created her own Facebook page, Jem’s Crafty Designs. She said it was like a dream, because she began receiv-

ing calls from customers far and wide. Her husband, who does the deliveries, has been in full support of the venture, she added, and her daughter has also been the face of her products, since she helps to advertise them by modelling the crafty pieces.

Jemma said she has a variety of customers, including

many persons from Region One who admire her handiwork. She also has customers in Georgetown and Region 10 at Linden; and, for deliveries, her husband would drive to the capital and make arrangements for her products to reach such persons.

Mental health

But while she gains an income from the venture, it also helps her to deal with her mental health. Jemma explained that, since her teenage years, she suffered from depression, but she did

not understand that it was depression. She elaborated that she would fall into a low-esteem mode, and when she has free time, her mind would sink into a depressed feeling.

The mother of two noted that she even sought treatment from a doctor, and was given treatment for some six months to counter the issue.

Then came Jem’s Crafty Designs.

She said the venture has been able to help her through the mental health issue, and she noted that, these days, the demand for her work is so much that she hardly has any free time for herself.

n Guyana, the night before Christmas is specially known as Christmas Eve, and that’s when Guyanese always prepare one of their main finger-licking meals, a prestigious dish that originated from our “first peoples”, the Amerindians.

This scrumptious dish is known as “pepper pot”, a unique type of stew that is made from cassareep and some type of red meat, pork or chicken. This stew is made with a handful of ingredients, and tends to taste better over time. It is served with slices of bread, and is typically enjoyed during the most popular holiday season in Guyana, commonly known as the “Christmas” holiday.

Pepper pot is not only made during the Christmas holiday, but on any special occasions throughout the year.

Pepper pot is one of Guyana’s special dishes, and one that is derived by the Indigenous Peoples known as the Amerindians. It is believed that the Amerindians invented this dish as the means to preserve their meats, since, long ago, they did not have refrigeration.

The main ingredient

Cassareep is used widely in Guyana. However,

the stovetop for days without spoiling, and does not need to be refrigerated.

The dark brown colour that the cassareep gives the meat might not be so appealing to the eyes, but the flavors are really quite unique. This is why cassareep is used in various ways in Guyanese cooking. The intricate flavour and the colour it adds to a dish are unmatched by anything else.

Most Guyanese, if being interviewed on their cooking, would say that some things are better off being bought, and cassareep is one of them.

You can buy bottles of this stuff these days; it is available in many different sizes. A bottle would cost anywhere from about $200 to $5000, depending on the various sizes of container used.

Preparation of the meat

Guyanese mainly use their very own cassareep made in the heart of the Pomeroon River. To make cassareep, the juice of the vegetable cassava is boiled until it is reduced and caramelised. It is the creation of the Guyanese Amerindians of their bitter cassava. The juice is boiled long and slow-

ly to remove any poisonous elements and impurities. The result is a thick, dark-brown syrup.

The finished product smells like burnt sugar, and has a consistency of molasses. Cassareep contains preservative agents, which is why pepper pot can be left out on

Prepare your choice of meat. Most persons prefer chevon, pork, beef, and sometimes chicken. Well, some Guyanese prefer the meat of the creole fowl, which is commonly known as the “yard fowl”. A few would use oxtail, cow heel or pig feet traditionally.

The meat needs to be lean, and is therefore steamed to remove all fat. Add meat to a pot with enough water to come

up the sides. In this step, the meat is being "steamed" to remove any fat. After the meat has been steamed, discard the liquid in the pot. This step is preferable because most persons find the stew to have a rank taste if this step is skipped.

Additionally, the cassareep has to be added along with other ingredients of your choice, which may include blended seasonings, meat seasoning spices, clove, thyme, etc. Thirdly, add water and let the meat cook for a few hours

until the liquid has been reduced by ¾. Meat should be tender.

Guyanese ‘pioneering voice’ wins Queen’s Gold Medal for Poetry T

he Guyanese poet Grace Nichols will be awarded the Queen’s Gold Medal for Poetry for her body of work, in particular her first collection of poetry I Is a Long-Memoried Woman, her prose, and several books for younger readers.

Buckingham Palace announced on Friday that the Queen has approved the choice recommended by the Poetry Medal Committee, chaired by the poet laureate, Simon Armitage.

“Over the past four decades, Grace has been an original, pioneering voice in the British poetry scene,” said Armitage. “Her poems are alive with characters from the folklore and fables of her Caribbean homeland, and echo with the rhymes and rhythms of her family

and ancestors … They are also passionate and sensuous at times, being daring in their choice of subject and openhearted in their outlook.”

“Above all, Grace Nichols has been a beacon for black women poets in this country, staying true to her linguistic coordinates and poetic sensibilities, and of-

fering a means of expression that has offered inspiration and encouragement to many.”

Nichols, who moved to Britain aged 27, will be-

come the 52nd recipient of the award, and the second in her own household – her husband John Agard won it in 2012. She is due to be presented with the medal in 2022.

Nichols’ poetry, much of which is influenced by her Caribbean heritage, is on several GCSE syllabuses. I Is a Long-Memoried Woman won the Commonwealth poetry prize in 1983.

“I was overwhelmed when I first got the news.

It was both wonderful and humbling to be recognised in this way,” said Nichols. “As a poet you write your poems in solitude, never knowing whom they’ll reach. I feel so honoured and delighted to be given this award by her majesty and the committee.”

She added: “In my own work I’ve celebrated my

Guyanese/Caribbean/South American heritage in relation to the English traditions we inherited as a former British colony. To poetry and the English language that I love, I’ve brought the registers of my own Caribbean tongue. I wish my parents who use to chide me for straining my eyes, as a small girl reading by torchlight in bed, were around to share in this journey that poetry has blessed me with.”

The Gold Medal for Poetry was founded in 1933

Instructions

1. Steam the meat for about 15 minutes, so that all the fat can be removed. Once you have steamed the meat, remove any dangling pieces of fat. Discard the liquid in the pot.

2. In another large pot, add meat, cassareep, and all other ingredients. Add the water, and boil until the meat is tender and until the broth has been reduced by three-quarters, a few hours. My mom usually boils the meat until it falls off the bones, but some people like their pepper pot meat a bit more on the tough side. It's all about preference.

3. Adjust salt to suit your taste.

4. Pepper pot is best when made a couple days ahead.

How to steam meat

1. Place meat in a pot with enough water to cover just ¼ way up the pot. Let meat simmer on low heat until the fat congeals and can be removed from each piece, about 15 minutes later. Remember,

you are not cooking the meat during this step, just heating the meat enough so the fat can be removed.

This allows for a lean stew.

2. Pepper pot does not need to be refrigerated, and can be stored on the stovetop. The flavour is best when made a few days ahead of intended use.

“This business really helped me, because now I have so much to do and I don’t have to think about anything that would affect my mind,” she said.

In addition, Jemma said, she was offered an opportunity to teach the art at a tertiary institution in Berbice, but she is unable to do so, since her business is now growing and she also has to take care of her children. She said she plans to also open a central location in Berbice, so that her customers can visit the business place to view her creations.

Jemma said her plans also include to source a wider variety of yarns for her crafts, since the demand for her items is growing. At the moment, she has a large number of orders for Christmas, and she noted that she has found a niche in children’s items. She explained that many persons have ordered items for their babies, including little hats, tops and baby boots. There are also themed items, and one such creation was her Bee-themed baby creation for a toddler. She said such items are easier to make, and she can also complete them in a short time.

Jemma has said her heart is usually filled with delight when her customers post photos of themselves or their babies in her hand-knitted items. She said it also warms her heart when she considers the fact that she converted a hobby into a business. She said as Christmas Day beckons, she is likely to be busier than usual, and according to her, she is more thankful than ever to The Almighty for providing her with such a talent.

VAPING (electronic cigarettes) AND YOUR HEALTH

T

he safety and long-term health effects of using e-cigarettes or other vaping products still aren’t well known. In September 2019, federal and state health authorities began investigating an outbreak of a severe lung disease associated with e-cigarettes and other vaping products.

Vaping has risks, regardless of what is being vaped.

Starting to use e-cigarettes, or switching from cigarettes to e-cigarettes, increases the risk of devastating health effects. The safest option, according to the American Cancer Society, is to avoid both vaping and smoking altogether.

Research is ongoing into the health effects of vaping, and it may take some time before the long-term risks are fully understood.

However, preliminary research suggests vaping poses risks to heart health. The authors of a 2019 review point out that e-liquid aerosols contain particulates, oxidising agents, aldehydes, and nicotine. When inhaled, these aerosols affect the heart and circulatory system.

A 2018 report from the National Academies Press (NAP) found significant evidence that taking a puff from a nicotine e-cigarette triggers an increase in heart rate.

The authors also described moderate evidence suggesting that taking a puff from an e-cigarette increases blood pressure. Both could affect heart health over the long term.

Another 2019 study based on the same nationwide survey found that e-cigarette use was associated with an increased risk of stroke, heart attack, angina, and heart disease.

The authors of the 2018 study used data from a different national health survey to come to a similar conclusion: Daily vaping is associated with an increased risk of heart attack, even when other lifestyle factors are taken into consideration.

Finally, a 2017 review of the cardiovascular effects of vaping indicates that e-cigarettes may pose certain risks to the heart and circulatory system, notably for people who already have some form of heart disease.

VAPING AND THE LUNGS

Some studies suggest that vaping may have negative ef-

fects on the lungs, but more research is needed.

In particular, a 2015 study examined the effects of flavoured e-juices on both human lung cells and lung cells in mice. The researchers reported many adverse effects on both types of cells, including toxicity, oxidation, and inflammation. However, these results aren’t necessarily generalisable to vaping in real life.

A 2018 study assessed the lung function of 10 people who had never smoked cigarettes immediately after vaping fluids either with or without nicotine. The researchers concluded that vaping both with and without nicotine disrupts normal lung function in otherwise healthy people. However, this study had a small sample size, which means the results may not apply to everyone.

The same 2018 report from the NAP found that there’s some evidence that e-cigarette exposure has adverse effects on the respiratory system, but additional studies are required to understand the extent to which vaping contributes to respiratory diseases.

The lung health effects are not expected to be seen for 20 to 30 years. That is why it took as long as it did for the negative health effects of cigarettes to be widely recognised. Full magnitude of the effects of toxic e-cigarette ingredients may not be known for another three decades.

EFFECTS ON TEETH AND GUM

Vaping appears to have several negative effects on oral health. For instance, a 2018 study reported that exposure to e-cigarette aerosol makes tooth surfaces more prone to developing bacteria.

The authors concluded that vaping may increase the risk of cavities.

Another study from 2016 suggests that vaping is associated with gum inflammation, a known factor in the development of periodontal diseases.

Similarly, a 2014 review reported that vaping may trigger irritation in the gums, mouth, and throat.

The same NAP report from 2018 concluded there’s some evidence that both nicotine and nicotine-free e-cigarettes can damage oral cells and tissues in people who don’t smoke cigarettes.

OTHER IMPACT

The 2018 report from NAP found substantial evidence that vaping causes cell dysfunction, oxidative stress, and damage to DNA. Some of these cellular changes have been linked to the development of cancer over the long term, though there’s currently no evidence to suggest that vaping causes cancer.

Vaping may also have specific adverse effects on certain groups, particularly young people. The Centers for Disease Control and

Prevention (CDC) report that vaping with nicotine can permanently affect brain development in people under the age of 25.

The long-term effects of smoking cigarettes are well-documented, and include an increased risk of stroke, heart disease, and lung cancer.

Vaping might appear to be a less risky choice for people who are trying to quit smoking. However, that doesn’t mean there aren’t risks involved, even if the vaped liquid is nicotine-free.

There is limited evidence to date of the long-term effects of vaping, because the lung effects of vaping will take decades to develop.

But based on the experience with cigarettes, similar adverse health effects, including COPD, heart disease and cancer, can be expected.

VAPING MARIJUANA OR CBD OIL

The side effects of vaping marijuana can include: * Impaired coordination * Impaired memory * Difficulties problem-solving

It’s difficult to know for sure which flavours contain respiratory irritants, as ingredients tend to differ from one brand to the next.

PREVENTION TIPS

* Nausea and vomiting * Increased heart rate * Dependence in the long term.

There’s almost no research on the side effects of vaping CBD. However, some reported side effects of using CBD oil include: * Fatigue * Irritability * Nausea These side effects tend to be mild. Marijuana and CBD e-liquids usually contain other chemicals, such as base liquids or flavouring agents. They may cause side effects similar to those of nicotine-free e-cigarettes.

VAPING AND FLAVOURS

The fluid flavour does matter. A 2016 report indicated that many vape fluids contain flavouring agents at concentrations that may pose risks to users. Another study from 2016 tested more than 50 e-juice flavours. The researchers found that 92 percent of the flavours tested for one of three potentially harmful chemicals: diacetyl, acetylpropionyl, or acetoin.

Researchers in a 2018 study found that cinnamaldehyde (found in cinnamon), o-vanillin (found in vanilla), and pentanedione (found in honey) all had toxic effects on cells.

In case persons are using vaping to quit smoking, they should gradually reduce their dose of nicotine.

Transitioning to nicotine-free vaping can help to minimise side effects. * Drink plenty of fluids * Drink water right after vaping, to prevent symptoms such as dry mouth and dehydration. * Brush teeth after * To reduce oral side effects after vaping, brush to clean the surface of teeth.

It can’t hurt to talk to a doctor or other healthcare professional about the risks of vaping, especially if there is an already underlying chronic health condition, such as asthma.

Vaccine inequality creating challenges in safeguarding countries from COVID – Dr Anthony

he evident issue of inequality in COVID vaccine access is one of the main challenges that should be bridged in order for countries to protect their population from the current pandemic, which has stretched on for two years.

Health Minister Dr Frank Anthony shared this position on Friday as he highlighted the pressing need to curb this setback.

In the COVID update, the Health Minister pointed out that a lot of inequality exists in vaccine accessibility, and, moreover, countries are facing internal challenges ranging from logistical issues to the development of infrastructure to sustain a vaccination programme.

“There still exists a lot of inequality, because the population of different countries vary. Some of them have millions of people in their country and they have not been able to receive enough vaccines for the entire population. So that has been a chal-

lenge, and the logistics from moving the vaccines from where it’s manufactured to these countries. Then, within the countries, having the infrastructure to distribute the vaccines. So, they’re varying challenges, and that is why some countries have this lower-than-80 per cent coverage,” he informed.

He added that misinformation and vaccine hesitancy are some other factors which countries continue to face. In Guyana, this has been the case in some regions and communities. Due to hesitancy, Region 10 currently has the lowest vaccination uptake since the jabs were made available here.

“There is also the issue of misinformation, which in itself is referred to as an infodemic, where a lot of misinformation, false information has been circulated. That has contributed to a lot of vaccine hesitancy. There’s lots of factors that’s at play here, but we know that if people are not vaccinated,

Social and Cultural Rights have been practised in Guyana, but this can be improved.

“There is a lot of work to be done in the world to ensure that everybody can fully enjoy these rights.

In Guyana, we have been working to meet these aspirations, where everyone can enjoy the rights. Certainly, there might be areas where we need to improve, but Guyanese on a whole have enjoyed these rights for many years now.” (G12)

Abusive relationship ends in murder-suicide

n East Coast Demerara (ECD) woman was on Friday night strangled to death by her reputed husband, who had been abusing her for years. After killing the woman, the man committed suicide.

The dead woman has been identified as Nalini Wahid, 48, a domestic worker, while her reputed husband has been identified as Balram Heeralall, called “Nappy”, a 50-year-old clothes vendor.

For more than 28 years, the couple had lived at Martyr's Ville New Scheme in Mon Repos, East Coast Demerara (ECD).

Reports are that Wahid and Heeralall had had many domestic issues. In fact, the dead man had been arraigned before the Sparendaam Magistrate for assaulting and threatening his reputed wife.

On Friday, the couple went to court, and later re-

turned home, after which he was involved in an accident with a horse. He returned home at about 20:15h and complained of feeling unwell.

Wahid insisted on taking him to the hospital, but he wanted to drive himself. The woman refused to go with him, and an argument ensued between them.

Sometime later, neighbours heard her shouting for help. One neighbour who was there when the man arrived home said she jumped the fence and saw Heeralall choking Wahid while telling her to die.

“After I jump over the fence, I jump over their verandah and I peep through the glass, and I see he slamming she to the wall. He then start vice she, and he put her down on the ground.

President commissions $1.2B water treatment plant in Berbice …project started in 2014, left languishing under APNU/AFC

resident Dr Irfaan Ali on Saturday said he was disappointed that the water treatment plant at Sheet Anchor, East Canje, Region Six (East BerbiceCorentyne) was only now being commissioned although it was started since 2014.

“I was shocked, because I thought this facility was completed a long time ago and the benefit of this facility the people would have been receiving,” the President said in his opening remarks at a simple ceremony to commission the water treatment plant.

It was in early 2014, while he was Housing and Water Minister under the People’s Progressive Party/Civic (PPP/C) Administration, Ali initiated the Sheet Anchor

Water Treatment Plant after residents of the community and its environs had been complaining of the poor quality of water being received which they said they could not use to bathe, cook, or wash.

In October of that year, Ali was part of a signing party for an International Development Bank (IDB) loan for the new plant which included the pipeline network and water meters.

Seven years later, now that the plant has been commissioned, it will service the entire East Canje, except for Gangaram, and the entire East Coast of Berbice.

Guyana Water Inc (GWI) Chief Executive Officer (CEO) Shaik Baksh, who served as Water Minister

from 1989 to 2006, explained that residents of Gangaram refused to be connected to the new water network, opting out because currently they are receiving water from the Gangaram Well.

There is no charge for water from that well.

He explained that the project entailed the installation of 91 kilometres of pipelines, and the new system has seen 121 pit latrines being changed to the septic tank system.

With the new treatment plant, residents can now use water from the tap for drinking purposes, Baksh said. In fact, President Ali was sipping on the water produced by the new plant as he delivered his address.

“So, listening to the type of regression that took place from up-to-date audits to a situation where a company’s audits are not done for years, operational costs went through the roof are things that we must not take for granted. I am happy to hear that recognising challenges that face the company a year ago, that there is a clear direction that company is having,” the Head of State said.

He pointed out that next year Government would be making large investments in the local water sector while over the next four years US$118 million would be spent to improve the quality and delivery of water. As it relates to hinterland and riverine development, President Ali said $4 billion would be spent in the medium term. Housing and Water Ministers Collin Croal and Susan Rodrigues were also present at the commissioning on Saturday.

il prices have continued to recover from last month’s steep dive amid easing concerns over the Omicron variant.

Both major benchmarks are on course for their biggest weekly gains in over three months, with market sentiment less gloomy about the effect of COVID-19 on global growth and fuel demand.

The latest reports from medical authorities and countries facing the variant suggest it is largely mild and can be mitigated with booster shots of the vaccine.

Prices fell sharply in late November when the new variant first emerged – with both Brent and WTI crude plummeting over 10 per cent, declining further into the mid-sixties doldrums at the start of the month.

This was a sharp contrast to the three-year highs of US$86 per barrel only a month before, but the commodity has since regained about half its losses.

Brent is now trading at US$75.14 per barrel – up 0.72 per cent on the day – while WTI is selling at US$71.68, a nearidentical increase of 0.74 per cent.

Nevertheless, headwinds remain which will keep a lid on prices and could even cause further shocks to the market.

Macro factors such as rising US inflation and flatlining air travel demand in China owing to travel restrictions and weaker consumer confidence have already been priced in.

Newer developments could also cause issues for both benchmarks, such as the UK introducing ‘Plan B’ restrictions this week including advice to work from home.

It is not the only European economy entertaining restrictions, with Czech Republic, Italy, and Austria having previously introduced new measures in the past month.

If this is replicated across the continent – this could affect demand even with encouraging reports on the variant.

In more encouraging news for oil investors, US President Joe Biden is not considering a ban on exports to head off rising gas prices, while the timeline for his announced plans to flood the market with strategic reserves also has not been finalised.

t least 100 people were feared dead in Kentucky after a swarm of tornadoes tore a 200-mile path through the US Midwest and South, demolishing homes, levelling businesses and setting off a scramble to find survivors beneath the rubble, officials said Saturday.

The powerful twisters, which weather forecasters say are unusual in cooler months, destroyed a candle factory and the fire and police stations in a small town in Kentucky, ripped through a nursing home in neighbouring Missouri, and killed at least six workers at an Amazon warehouse in Illinois.

Kentucky Governor Andy Beshear said the col-

lection of tornadoes was the most destructive in the state's history. He said about 40 workers had been rescued at the candle factory in the city of Mayfield, which had about 110 people inside when it was reduced to a pile of rubble. razil's Supreme Court Justice Luis Roberto Barroso ruled on Saturday that the country must demand proof of vaccination for visitors seeking to enter the country.

Brazilian President Jair Bolsonaro has repeatedly denied requests of state health regulator Anvisa to demand vaccination proof from visitors.

But Barroso said in his decision that Brazil needed to avoid supporting what he called "antivaccine tourism".

The Justice said the requirement for proof of vaccination could be waived only when the traveller comes from a country where no vaccines are available or the individual was prevented from vaccination owing to health reasons.

The Government has delayed for a week a regulation that would require non-vaccinated visitors to quarantine for five days, due to a hacker attack on the Health Ministry on Friday.

he 2021/22 edition of the Guyana Football Federation- Kashif and Shanghai Super 16 Cup kicked off at the Leonora Track & Field Facility on the West Coast of Demerara on Friday evening with Georgetown FA All Stars trouncing West Demerara FA All Stars 4-0.

However, the official Opening Ceremony and March Past is set for today at the same venue, and a packed evening of entertainment is anticipated, as a doubleheader is also on the cards.

The action kicks off at 17:00hrs.

Fruta Conquerors and Berbice All Stars are set to meet in the opening fixture, with the loser guaranteed to walk the proverbial plank.

This would be followed by the Ceremonial March Past of all the teams, along with remarks from selected dignitaries, including the organisers. After that, the main event of the night pits Rupununi All Stars against Western Tigers from 20:30hrs.

Already putting their hands up as contenders for the top prize of $2M are the Georgetown FA team which took care of business against a stubborn West Demerara combination on Friday’s opening night. Home advantage did not really count after all, as it took four minutes for the City lads to nail their opponents, who had put up stern resistance until the 68th minute, when the floodgates were opened.

est Indies Head Coach Phil Simmons has said Guyanese left-arm spinner Gudakesh Motie is an excellent spinner, but he is not a surprise package, since he played with and against some Pakistan players in the Caribbean Premier League (CPL).

“I do not know if there is a case where people have not seen players in the world.

The cricket world is too small.

Quite a few Pakistan players played against him in CPL, and CPL was shown on a lot of channels around, so they would have footage of him.

So, I don’t think there would be a surprise package, but I think he is an excellent bowler, but not a surprise package for Pakistan. I am sure they would have done research,” Simmons said in a recent media briefing.

Motie, who plays locally for Albion, has been the leading wicket-taker in the last Regional Super50 tournament, claiming 17 wickets in seven matches at an economy rate of 4.56.

He had a best bowling figure of 4-45, with a stellar average

of 16.64. In the CPL, plying his trade for the Guyana Amazon Warriors, Motie played six matches and impressed with eight wickets at a brilliant economy rate of 6.52. He also had a best bowling figure of 3-25 in his debut season at a top average of 15.50.
