13 SATURDAY, MAY 16, 2020 | GUYANATIMESGY.COM NEWS Recount confirms PPP/C victory in Region 1

Convicted thief’s leap to freedom short-lived T he recount of the ballots cast in Region One (Barima-Waini) for the General and Regional Election has been completed by the Guyana Elections Commission (GECOM), and the 198 Statements of Recount generated from the exercise for each of the ballot boxes in the region have since confirmed an electoral victory in that district for the Opposition Peoples Progressive Party Civic (PPP/C).

The recount of the votes for Region One by the Guyana Elections Commission (GECOM) at the end of Thursday had completed 98 of 99 ballot boxes, but the process had to be stalled since the contents of one of the ballot boxes were still to be assessed, since the receptacle was found to be soaked on the first day the container was opened.

By the end of day 10 on Friday, however, the contents had been air-dried and found to be legible enough for the recount to be completed without resort to any of the speculated alternatives proffered.

For Region One the PPP/C received 8002 votes while APNU/AFC received 3909 in the general elections. The LJP party received 170, PRP 24 and URP six. There was a 66 per cent voters’ turnout.

Additionally, the recount process underway at the Arthur Chung Convention Centre (ACCC) completed an additional 57 boxes, bringing the total for the day to 58 boxes.

A breakdown of the recount during the course of the day illustrates that while the one box was completed for Region One, culminating the count for that district, another 13 boxes were recounted for Region Two while another 17 were assessed for Region Three.

According to a GECOM update provided last evening, a total of 15 ballot boxes were recounted for Region Four, while the newest region to see its votes being recounted — Region Five — had 12 of its ballot boxes recounted.

To date, a total of 101, or 75 per cent of the 135 ballot boxes for that region, has been tabulated. This would position Region Two as the next electoral district that is likely to be completed.

A total of 123 of the 355 ballot boxes for Region Three has since been tabulated, or 35 per cent of the votes; while just about 14 per cent of the boxes for Region Four have been completed.

The process has, over the past two days, completed tabulating 19 of the 158 ballot boxes. Accuracy of PPP’s

SoPs confirmed

With the count solidifying a PPP/C win for Region One, the party, on Friday in a statement, reaffirmed: “The National Recount process continues to confirm the accuracy of the Statements of Poll in the PPP’s possession, and as the process continues to unravel the brazen fraud of Clairmont Mingo.”

Referring to the declarations that had been made by Region Four Returning Officer Mingo, the PPP/C insists “everyone knows that they (incumbent) have lost those elections, and everyone knows that they used Mingo to attempt to fraudulently alter the elections result, and that when Mingo failed, they were forced to hatch this new plot to attack the integrity of the electoral process.”

The escaped prisoner has been identified as Rai Joseph, who escaped at about 06:45h on Friday. Joseph, in a dash for freedom, scaled the fence of the facility. However, Prison Service ranks at the security tower saw when Joseph jumped the fence, and they raised an alarm. Ranks pursued and recaptured him in the ward of Winkel, less than one hundred metres away from the prison fence. He was found lying flat in a clump of bushes in an alleyway.

The PPP/C, as such, called on the incumbent A Partnership for National Unity/Alliance for Change (APNU+AFC), “rather than going to these extremes at fabrication, all they have to do is release their Statements of Poll by which they claim they won the elections.”

Additionally, the party reiterated calls for “work stations to be established, and for GECOM to take such step as are necessary to increase the speed of the process, so that it can he concluded as soon as possible.”

Meanwhile, passengers will be subjected to additional assessment on the purpose of their trip before being permitted to board the vessel. They are also asked to wear their mask at all times while onboard the vessel and maintain social or physical distancing. Failure to comply with these requirements will result in a passenger being denied re-boarding on the vessel.

When I went on the step, I saw the movement at the back of my fence, and there is it where the guy was hiding.

“About five minutes (later), some of the officers from the Prison Service, backed up by the Police, came, and they were able to apprehend him and escort him back,” the resident said.

When Joseph was found, he was wearing only his short pants. He was promptly escorted back to the prison.

The Prison Service has since launched an investigation into the incident.

Joseph was expected to be released on December 11.

Over the past weeks, many truck drivers have complained about losses they would have suffered since the ferry service changed its operational schedule and then completely shut down all activities.

Fragile oil markets under threat from 50 million barrels of Saudi crude

Some 50 million barrels of Saudi crude oil are approaching US shores just as the Energy Information Administration reported the first inventory decline in months. This, according to Bloomberg, could reverse a tentative recovery in oil prices.

On Wednesday, the EIA reported that commercial crude oil inventories had declined by some 700,000 barrels in the week to May 8. The modest draw gave hope that the oil storage problem may soon begin to resolve itself even if total stockpiles were still above the five-year average for the season.

Now, shipping data from Bloomberg shows more than 50 million barrels of Saudi crude are about to arrive on the Gulf Coast and the West Coast by the end of June. Unless US production falls sharply during this period and demand improves markedly, both at home and abroad, these barrels would need to be stored, pushing total inventories up once again. And this will pressure prices. "The current contango exhibited by NYMEX's futures on WTI suggests a degree of recovery in the second half of the year. There's basically no incentive now for anybody to expand production, so logically the supply glut will gradually improve," said Michael Stark, market analyst at Exness.

Yet the second half of the year is still far away, and the immediate outlook remains grim. An additional 50+ million barrels of oil would undoubtedly have a strong negative impact on prices. "If all the Saudi tankers unload, the crude they carry will offset during May almost all of the production reductions from March levels, effectively maintaining the current high storage filling rates," Rystad Energy Senior Oil Market Analyst Paola Rodriguez-Masiu said in a note, as quoted by Bloomberg.

The tankers were loaded before OPEC+ struck a new agreement to take 9.7 million bpd off the market in May and June when Saudi Arabia had embarked on an aggressive price war for market share after the previous OPEC+ deal collapsed in early March. Now, with demand still weak, they have few options: dock and unload or turn into floating storage, at a cost. (Excerpt from Oilprice.com)

Anine-year-old boy has died in France from a Kawasaki-like disease believed to be linked to coronavirus, his doctor said on Friday, the first such confirmed death in the country as similar child fatalities are being investigated in New York and London.

The child died after a "neurological injury related to a cardiac arrest", said Fabrice Michel, head of the paediatric intensive care unit at La Timone hospital in the Mediterranean port city of Marseille.

The boy, who tested positive for coronavirus, received treatment at the hospital for seven days and died on Saturday, the doctor told AFP news agency.

Symptoms include a high fever, rashes, abdominal pain, conjunctivitis and a red or swollen tongue.

In the last three weeks, several countries have reported cases of children affected by the inflammatory disease.

Inflammation of blood vessels and cardiac damage are "much more pronounced" in cases suspected of being linked to COVID-19 compared with classic, rare Kawasaki disease, France's public health agency said on Thursday.

Over the last five years, doctors there had seen a total of only 19 children with Kawasaki disease, according to The Lancet.

Scientists are still trying to confirm whether the syndrome is linked with the new coronavirus because not all children with it have tested positive for the virus.

Some researchers have suggested the coronavirus family might trigger Kawasaki disease. "The symptoms in children are different from adults with COVID-19 in whom the illness is more of a respiratory condition," said Dr George Ofori-Amanfo, division chief of Pediatric Critical Care at Mount Sinai Kravis Children's Hospital, New York. Avaccine against coronavirus appears to have provided protection against the disease COVID-19 in six rhesus macaque monkeys.

It gives early hope for the vaccine, which is now undergoing human clinical trials.

There is no guarantee this result will translate to people, though.

A group of monkeys was exposed to the SARS-CoV-2 virus. The six animals that were vaccinated had less of the virus in their lungs and airways.

The trial took place in the US, involving researchers from the US Government's National Institutes of Health (NIH) and from the University of Oxford.

The vaccine appeared to protect the animals against developing pneumonia.

Rhesus macaques have similar immune systems to humans.

Promisingly, the animals also didn't develop "immune-enhanced disease" - which BBC medical correspondent Fergus Walsh describes as a "theoretical risk". That's when the vaccine triggers a worse response to a disease.

This response was seen in some early animal vaccine trials against SARS - another coronavirus - and proved a stumbling block in developing a vaccine for that disease.

The study hasn't yet been reviewed by other scientists and formally published, but Prof Stephen Evans at the London School of Hygiene and Tropical Medicine, described it as "high quality" and "very encouraging".

Meanwhile, trials in the UK on more than 1000 human volunteers are currently taking place through the University of Oxford.

Nelson Teich had criticised a decree issued by President Jair Bolsonaro allowing gyms and beauty parlours to reopen.

However, he gave no reason for his resignation at a press conference.

His predecessor was sacked after disagreeing with Bolsonaro.

The far-right President continues to oppose lockdown measures.

Brazil has recently surged past Germany and France in terms of its coronavirus caseload, becoming one of the world's hotspots with more than 200,000 cases. The latest daily figures on Thursday showed 844 new deaths recorded, bringing the official death toll to just shy of 14,000.

Priority will go to residents who have not been tested before, and people living in residential compounds with previous cases of infection, or old or densely populated estates, the official Xinhua News Agency reported late Thursday, citing a Wuhan Government meeting.

Fears of a second wave just as businesses and schools reopen flared at the weekend after Wuhan reported a cluster of cases, the first since a lockdown was lifted on April 8.

Coronavirus: Brazil's Bolsonaro sees second Health Minister quit Nelson Teich, left, and Jair Bolsonaro during his swearing-in ceremony less than a month ago

Authorities in Wuhan have tested over 3 million residents for the coronavirus in April and May and aim to test all of the rest, state media said, as the city at the epicentre of the original outbreak faces the threat of a second wave of infections.

Those infections were previously asymptomatic - people who had the virus but had shown no fever or other symptoms.

Reuters, citing an internal document to district officials, reported on May 11 that the city planned to conduct the tests for the rest of its 11 million residents over just 10 days.

On Friday in open-air plazas, Wuhan residents waited patiently in long queues for their turn to take the test.

Wuhan has detected more than a dozen asymptomatic infections per day in recent days.

Some experts say the mass testing is unprecedented in scale, and shows the level of concern. Others say the sheer size of the operation is bound to lead to errors.

At his news conference, Teich did not reveal why he had stepped down. He just thanked President Bolsonaro for giving him the chance to serve as a Minister and praised healthcare workers.

But he has clashed with the President over several aspects of how the Government has dealt with the spiralling epidemic.

He is second health minister to leave the post in under a month. Luiz Henrique Mandetta was fired in April after President Bolsonaro publicly criticised him for urging people to observe social distancing and stay indoors. (Excerpt from BBC News)

The ATP Tour and International Tennis Federation (ITF) have extended their suspensions of professional tennis until July 31 due to the COVID-19 pandemic, they said on Friday.

The ATP and WTA announced in April that they were suspending all tournaments until July 13, with the WTA saying on Friday it had further suspended four events due to be held in July.

The WTA added that it will in June provide an update on the tournaments scheduled for the latter half of July.

ATP events in Hamburg, Bastad, Newport, Los Cabos, Gstaad, Umag, Atlanta and Kitzbuhel will not go ahead as scheduled, while WTA events in Bastad, Lausanne, Bucharest and Jurmala scheduled for July will not be held. "Due to continued uncertainties surrounding the COVID-19 pandemic, we regret to announce our decision to extend the suspension of the Tour," ATP Chairman Andrea Gaudenzi said in a statement here

“We continue to assess all of our options in an effort to resume the

Tour as soon as it is safe to do so, including the feasibility of rescheduling events later in the season. “As ever, the health and well-be - ing of the tennis community and wider public remains our top priority in every decision we make.”

The WTA said in a statement that it would make a decision on tournaments in Palermo and Karlsruhe, which were to begin on July 20 and 28 respectively, when the announcements to its revised calendar are made in June.

The ITF said all events — including ITF Juniors, Seniors, UNIQLO Wheelchair Tennis Tour, Beach Tennis Tour and the men’s and women’s ITF World Tennis Tour — would be suspended.

H o w e v e r , the ITF suspensions will not affect any of the Grand Slams with Wimbledon having already cancelled this year’s championships. The U.S. Open is scheduled to begin on Aug. 24 while the postponed French Open is now due to start on Sept. 20. The Swiss Open in Gstaad has been can

Stanton Rose Jr is furthering his education by moving to St Mary’s University in the USA, and is also actively pursuing his dream of playing in the National Basketball Association (NBA). Eagerly awaiting the end of the COVID-19 pandemic so that he might recommence playing competitive basketball, Rose recently chatted with this publication about the high and low points of his career, and what he is look forward to when sports resume.Asked what was the low point of his career, Rose responded: “My low point, to be honest, was when I started to battle with injuries. I couldn’t score at all! If I can recall, there was like one or two games that I was unable to contribute. I mean, I got to play, but the injuries kept me back. “Earlier on in the season, I started to have knee pains, I didn’t hit it (the knee), but it (the pain) continued to persist. Then, coming on to the second part of the season, the bottom of my feet began to pain. I don’t know if it was the shoes, but it pained a lot, and I couldn’t run on it that well; but, nevertheless, I was able to run on it.”Detailing what his high point was, Rose said: “My high point would be when I was able to contribute to winning the games, as this pleased me a lot. I was able to overcome my lows and contribute offensively and defensively. I was able to score big!“There was this one game (in which) I was able to shoot six three-pointers in the second half, and that performance brought us back in the game, and we won (it). From there, we had a few other games, and I was able to contribute; and that was basically my high point. I was able to battle my injuries and return to my normal self.”He was asked what he hopes to achieve after the pandemic has ended, and his response was: “I’m trying to get better all round. I’m trying to win championships. I want to be able to take the next team to the next level. I just want to train hard.“I haven’t touched a basketball for two months, but be assured that I will be back, and better. Right now, I’m just trying to use this time to focus on my mental health, so I can be mentally ready.” (Timothy Jaikarran) − as he reflects on his basketball season

− GBA awaits response from COVID-19 Task Force

The dire situation of four Guyanese boxers in Cuba has deteriorated to the point where the team is desperately asking to be repatriated.

Guyana Times Sport has been constantly checking in with the boxers in that Spanish-speaking island, enquiring about their condition as they await the reopening of the national ports of entry or a charter flight

The four Guyanese boxers in Cuba in happier times

of some sort to bring them home. When this publication made its usual enquiry about the boxers on Friday, it was informed that the situation has taken a turn for

the worse.

According to Guyana Boxing Association (GBA) President Steve Ninvalle, the four pugilists are barely coping, having to contend with a lack of food supplies, little to no resources, no money, and their unfamiliarity with the island’s language, Spanish.

“We can't sleep at this point, sir; we all are up, and we are very, very sad and restless. We need to go home, sir. The food we eat today come up back for us tonight; we send it down back, cause’ same thing happen again yesterday, sir,” team leader Colin Lewis responded when asked about their condition during communication with the GBA President via social media.

Reportedly being housed at the Guyana Consulate in Havana, the boxers are frustrated about the way their needs are being ignored after they had represented Guyana valiantly on many occasions.

“Honestly, personally, we can't take this no more, sir. We have been keeping quiet for too long, and it's not well here, sir. We represented Guyana a lot of times with good heart and spirit; they need to let us (come) home,” Lewis pleaded.

Clearly very concerned, Steve Ninvalle has informed this publication that it was painful to hear the most recent update on the boxers.

“Well, it’s painful having to be informed of the deterioration. We would have hoped (that) by this time we would have re- ceived a response from the Task Force; whether it’s no, yes, or maybe. There’s not a lot more we can tell our boxers. We’ve asked them to hold on, to be patient, but frustration has clearly stepped into the camp, and we can’t say where we’ll go from here,” he declared.

It is no secret that the Guyana Boxing Association has written to the National COVID-19 Task Force with the hope of working out a way to bring the four boxers home or make their stay a bit more tolerable. It is important to note that the team is expected to receive packages as would the Guyanese scholarship students in Cuba, but this may not suffice.

“I hope that, in the very near future, we would have a response which if favourable and would give a glimmer of hope to these young ambassadors. I can just imagine what is going on, and I would not wish that on anyone,” Ninvalle lamented.

The GBA boss revealed that the National Sports Commission (NSC) is also privy to the letter sent to the Task Force, and Ninvalle is now anxiously awaiting a positive response.

“We have carbon-copied our letter to the Director of Sport, and I’ll be checking in with him again to find out if there’s been any movement forward. It’s been very painful to learn about the deterioration,” the GBA President lamented.

The three-month trip to Cuba was initially a training stint to prepare the four boxers: Colin Lewis, Keevin Allicock, Dennis Thomas and Desmond Amsterdam, for the Tokyo Olympic Qualifiers, which would have been held in Argentina in March. However, the coronavirus pandemic scrapped that event, and before the quad could board a plane back home, the Cheddi Jagan International Airport and the Eugene F. Correia International Airport were closed. While that closure was initially for two weeks, it has now been extended into June. (Jemima Holmes)

On May 6th, the CPL Tournament Committee received a formal complaint from the CPL, alleging breaches of its tournament rules & regulations by Chris Gayle, arising from a series of videos

Chris Gayle

which he had posted to his personal YouTube channel on April 27th.

Having circulated the complaint, the CTC unanimously decided that it satisfied the prima facie test. In accordance with its disciplinary powers, it authorised the establishment of an independent three-member tribunal to hear the matter.

Notwithstanding, intense efforts were made to settle the charges for the benefit of CWI, CPL and Gayle before empanelling its members. Those efforts have resulted in an acceptance by Gayle of the need to issue the statement attached hereto. This was received by the CTC, and shared with the

CPL & CWI to the satisfaction of all parties. Given the assurance of Gayle to act in good faith, it therefore is no longer necessary to empanel a tribunal.

The CTC, the CPL and CWI therefore consider the matter closed.

GAYLE'S STATEMENT

Recently, I posted three videos on my personal YouTube channel, where I addressed the reasons for my departure from the Jamaica Tallawahs franchise ahead of the 2020 CPL tournament.

I made these videos with one single intention – to explain to the fans in Jamaica the reasons behind what has now become my second departure from the Tallawahs franchise. It was my greatest wish to finish my CPL career in Jamaica – playing in front of my home crowd at Sabina Park with the franchise that I had previously led to two CPL titles. In so far as my resentment at the treatment, I stand by my comments in those videos. My words were spoken from the heart. Having said that, I must be honest and say that I now realize how portions of my comments may be viewed as being damaging to Cricket West Indies, and to the CPL Tournament and its brand – a tournament which I have sincerely enjoyed not just being a part of, but also helping to build and promote. It was never my intention to damage the T20 Tournament, as playing in the CPL has guaranteed (me) an opportunity for the past 7 years to play in front of the great fans of the Caribbean. This is a privilege which I genuinely appreciate and have never taken for granted. Right now, my eyes are fixed firmly on the season ahead, and the new challenge which playing for the St. Lucia Zouks franchise will bring. I hope to see you there. (CPL)

Reports have emerged that Cricket West Indies has contacted 29 regional players telling them to prepare for a possible tour of England this coming July.

The teams were due to contest a three-Test series from June but it was postponed until July. If it is decided that the tour will go head it will most likely be played behind closed doors due to the coronavirus pandemic.

However, whether the tour occurs is contingent on guarantees that the West Indies players and management will be safe.

According to Andrew Mason, the Barbados-based cricket commentator and host of the Mason and Guest talk show, he has confirmed that the players were contacted and that Trinidadian fast bowler Shannon Gabriel was among them, having recovered from surgery and is now fit to play again.

In addition to Gabriel, Mason reports, others called include Darren Bravo, Joshua Da Silva, Anderson Phillips and Shannon Gabriel.

Sunil Ambris, Preston McSween, Alzarri Joseph, Jahmar Hamilton and Rahkeem Cornwall; John Campbell, Paul Palmer, Jermaine Blackwood, Nkrumah Bonner, Markino Mindley, Shimron Hetmyer, Veerasammy Permaul and Keemo Paul; Jason Holder, Kraigg Braithwaite, Shane Moseley, Kemar Roach, Chemar Holder, Keon Harding, Shane Dowrich, Shai Hope, Kyle Mayers, Roston Chase, Sharmarh Brooks, and Jamal Warrican.

CWI CEO Johnny Grave seemed to have confirmed the news during an interview on the Cricket Show, saying that the West Indies would want a minimum of four weeks in the UK to prepare for the first Test.

Two of those weeks, he said, could be in quarantine if the squad was based at a place where it could train.

He said he would need to be 100 per cent sure that travelling to England didn't put any player at unnecessary risk. "We've had, as you can imagine, lots of conversations individually and - as of the start of this month - we started really a much wider discussion with the ECB over what a tour might look like," said Grave.
