W

hile a lot has been said about the need to develop local content in the nascent oil and gas sector, Canadian High Commissioner to Guyana Lilian Chatterjee said the country does not have enough capacity and would need foreign help in this regard.

Chatterjee said it is important for Guyanese to develop the skills to eventually be able to manage the oil and gas sector themselves, but noted that “the hard reality is, they don’t have the skills now” and it may take years before that is fully developed.

The Canadian envoy therefore believes that while it may be the political correct thing to preach local content, she noted that Guyana will have to learn from others.

She noted that at one point, Canada sought expertise of other oil producing nations for their sector.

“So, you have to welcome others who have that expertise, who are willing to share it with you to learn from them. And once you learn from them, then you are in a position to manage your own industry,” she told Guyana Times in a recent interview.

ed to be completed by the first quarter of next year, Business Minister Dominic Gaskin has said.

Government recently completed a terms of reference for a consultancy to complete the local content policy based on consultations and a draft, also an implementation plan.

Gaskin said it was important for the new legislation to be ‘balanced’, since a ‘too strongly national’ local content policy can jeopardise the efficiency or the viability of the company being relied on to harness the resource.

“There seems to be a reticent to accept foreign expertise and Guyana sorely needs it. I hope the citizens of Guyana understand that you accept it from those

who are well meaning, who don’t have a hidden agenda,” Chatterjee added.

Further, she said Canada is not asking Guyana for a special deals in oil, but rather, the country is here to share its expertise with the Government. “Why? Because Guyana has always been a good solid partner of Canada. We have accompanied Guyana from its independence and we have this good strong history,” she noted.

The Guyana government and the Canadian province of Newfoundland and Labrador will be signing a technical cooperation agreement on oil and gas in the coming week. Natural Resources Minister Siobhan Coady will be signing a MoU on behalf of her province with the Government of Guyana for technical cooperation on oil and gas.

In recent times, there have been concerns, particularly by the private sector about whether foreign countries and their companies will be allowed to dominate the sector. The Georgetown Chamber of Commerce and Industry (GCCI) had expressed worry over the Energy Agreement that the

Minister Gaskin has however, warned that Guyanese would not be able to benefit

from the local content policy if they were unable to meet the capacity of the oil and gas sector. According to him, capacity development costs should be borne by the industry.

He advised that Guyanese should be willing to carry the burden of oil expenditure and not only seek to benefit from oil revenue.

Gaskin said despite the fact that oil and gas will provide growth opportunities, persons should not only depend on job opportunities in the sector, but seek to make investments to be part of the industry.

The primary aim of the policy is ensuring the education, inclusion, and advancement of as many Guyanese as possible in the industry.

The draft local content policy has been criticised in recent months for lacking provisions which would safeguard against exploitation by companies, especially since there have been intensified reports of the local companies being bypassed for contracts and services with foreign companies being favoured. The document does not cater for issues such as how to avoid procurement fraud, conflict of interest and favouritism, among others.

Opposition warns about possible delay of 2020 elections – maintains house-to-house registration reeks of desperation

T

he Opposition People’s Progressive Party (PPP) has once again rejected calls for house-tohouse verification, which came from the governing A Partnership for National Unity/Alliance For Change (APNU/AFC), saying that it is a desperate attempt to delay or postpone the constitutionally due 2020 general elections.

General Secretary of the PPP Bharrat Jagdeo has expressed fear that enumerators at the Guyana Elections Commission (GECOM) would deliberately not go into PPP strongholds specifically in hinterland and riverain areas and deny them the right to vote.

“We believe that doing house-to-house registration at this late stage within the constitutional deadline for holding general elections could be used as a pretext for delaying the elections,” Jagdeo said recently.

Jagdeo’s comment comes in light of the GECOM presenting a request to the Finance Ministry for funding of a national house-tohouse registration exercise for a new voters’ list as part of its preparation for the 2020 general elections.

Chief Election Officer (CEO) Keith Lowenfield told a recent press conference that GECOM gave approval for the Secretariat budgeting to provide for the conduct this exercise. While the CEO was reluctant to provide a cost, it was later revealed that it will cost $3 billion.

“I am surprised that the Chief Election Officer has made a request for funding for an initiative that has not been decided at the level of the commission,” he said.

The party’s General Secretary pointed out that after the 2015 General and Regional Elections, the PPP had requested for Guyana Elections Commission (GECOM) to undertake house-to house registration, but that request was completely ignored.

He recalled that in 1990 a house-to-house registration was conducted and it was used to delay the elections to 1992. Jagdeo also recalled that the list very flawed.

Although GECOM has made a commitment to hav-

ing the house-to-house registration completed in six months, Jagdeo said, he is doubtful that it could be completed in such a short time. “It is opening the door for a process that is potentially fraudulent,” he stated.

Jagdeo, a former president, also raised concerns over the current framework within which GECOM operates. He said he is fearful about the inputting of data and that the final list of voters being flawed, especially given the concerns they already have with GECOM. The last house-to-house registration was conducted in 2008. The list has since been updated through continuous registration cycles conducted by GECOM. In April 2018, the People’s National Congress Reform (PNCR) called for house-to-house registration to clean up the voters’ list.

PNCR General Secretary Amna Ally had suggested that a registration should begin as soon as possible.

tration, while stating that it preferred to contest the general elections with the existing voters’ list.

However, the party has in the past expressed some level of satisfaction over the fact that GECOM update and sanitise the list of registered electors.

One of the tasks undertaken by GECOM and stakeholders is to cleanse the list of deceased persons, based upon information generated by the General Registrar’s Office (GRO), which is responsible for the issuance of certificates of death.

This is something the Party has repeatedly called

for. During that same month, the PPP called for GECOM to exercise greater care and due diligence in sanitizing the list.

Only on the basis of a certified list of persons who have died, issued by the General Register Office (GRO), can GECOM remove a person’s name.

The Party therefore noted that GECOM issued five lists of persons who have died between December 2015 and March 2016. One of the lists, according to them, is of persons who have died but whose names are not on the list of registered electors.

The PPP said it had conducted a review of this particular list and has discovered a significant number of names which are in fact on the list of registered electors.

In March, Opposition Leader Bharrat Jagdeo called for an audit to be done on the digitisation of records at the GRO. His comments were followed by Citizenship Minister Winston Felix, who claimed that the process is transparent and nonpartisan.

Burning grass pollution

N

ow that the authorities have finally been moved to take action against the dangers of cigarette smoke in public places, the time is right to move on to another source of smoke in public spaces, which poses as great a danger to the health of the hapless inhalers. This is the smoke produced, especially in rural settlements, by citizens who insist on burning their cut grass, fallen leaves and twigs. This smoke is particularly hazardous, since it is released at ground level in populated areas. In the US, the Washington State Department of Ecology confirmed the assertions that smoke from burning yard waste can be just as harmful as cigarette smoke.

It has always been known that smoke from fires pollutes the air, and can harm both the environment and humans who inhale it. But according to recent research, smoke from crop and grass fires appears to contain higher levels of some hazardous nitrogen-containing chemicals than wood fire smoke. The results confirmed findings from laboratory studies showing that smoke from wood fires generally carries less nitrogen than smoke from crop and grass fires.

Atmospheric scientists at the “Cooperative Institute for Research in Environmental Sciences at the University of Colorado Boulder” showed from active field interventions that “burning vegetation results in emissions of nitrogencontaining, volatile organic compounds, called NVOCs, among other chemicals, into Earth’s atmosphere. Two types of NVOCs, hydrogen cyanide and isocyanic acid, can cause inflammatory responses in human lungs. Nitrogen oxides, which react in the air to produce pollutants like ozone that are harmful to air quality, are also released when plants are burned.”

Even more chemicals are released – including particulate matter, most of them smaller than 10 microns and easily absorbed in the lungs -- when burning yard waste is damp, as the waste burns slowly. Unfortunately, the burning of damp yard waste is prevalent in Guyana, where very few homeowners take the time to allow the grass to become very dry. Most have no compunction to adding – literally and figuratively as fuel to the fire -- plastic and Styrofoam cups. They have no concern that neighbours may experience asthma attacks or other respiratory issues as a result of inhalation of the smoke. This is particularly harmful for the elderly, the young, and people with conditions such as emphysema or bronchitis. In some cases, toxins remain in the human body for many years.

More than two years ago, the Ministry of Communities launched “Green Generation Guyana” (#GreenGenerationGy), a public education campaign designed to promote improved solid-waste management in the home and community. The promulgators of this commendable campaign of the Government, one hoped, would have taken into consideration this form of pollution from burning yard waste and suggested ways to prevent it. The production of compost from the yard waste, for instance, would be a most effective route, since this would eliminate the waste in a non-harmful manner and at the same time enrich the soil. Sadly, not much has come out of this high-priced initiative.

Not many persons realise that setting of fires in public spaces is against the law, and must only be done in coordination with our Fire Department. Three weeks ago, fire set to grass in the GPSU ground forced dozens of schoolchildren to hospitals. Last week it was reported that the Fire Department was called out several times in response to residents burning yard waste on the Essequibo Coast; but, in both instances, it was not clear whether the perpetrators were charged or fined for their infractions.

There needs to be clarity in the laws regarding burning yard waste, followed by publicising and enforcement of those laws.

A model that can be used is the “GRASS FIRES ACT” of Kenya, which was updated in 2012. A perusal of its sections would give an idea of the ground to be covered: “Burning of vegetation without authority; Notice to be given before burning vegetation; Power to prohibit burning of vegetation; Burning of vegetation by employees; Liability of servant; Arrest and General penalty.”

Keen observation being given to the operations at GECOM (Pt 2) Dear Editor, It is timely and extremely heartening to read that the Canadian Government, through its eminent High Commissioner, is advocating for free and fair elections locally. Notably, Canadian High Commissioner to Guyana, Lilian Chatterjee recently said that: “Canada has always been supportive of free elections in Guyana and would advocate for this to continue.”

The recent Nominations Day fiasco provides evidence of the less-than-acceptable behaviour that is being tolerated by many of GECOM’s Returning Officers from representatives of the PNCR. These happenings reflect the staff imbalances and no doubt, compromise preparation and contesting the upcoming Local Government Elections. It is imperative to have a careful look and pursue comprehensive scrutiny towards justifying remedial actions.

The nature of our democracy demands trust, confidence, accountability and transparency in all that is happening at GECOM. The Chairman of GECOM must respect United Nations Development Programme (UNDP) and request a meeting towards following up on the findings of scope mission conducted by this most recognised and influential international organisation. This is in view of the pressing need for aiding and improving the accountability and verification mechanisms.

It is no coincidence that the Information Technology (IT) expert whose services are desperately needed is being deliberately avoided. This is particularly relevant given that the laws of Guyana call for the IT tabulation and the manual tabulation to be completed before the election result is announced. The Chairman must, therefore, update the nation on his reasons for avoiding the findings

of the United Nations Mission addressing this key support.

The issue of ‘Missing in action’ and ‘hiding’ of GECOM’s key elections officials at critical junctures must be dealt with now. It would be recalled that in 2015, Mr Keith Lowenfield announced to the GECOM Commissioners that he cannot announced the Regional and General Elections results, because there were many ‘false’ Statements of Polls. On Thursday, May 14, 2015, when he was supposed to elucidate on the ‘false’ Statements of Polls, he went missing. Again when Lowenfield was supposed to be available to give leadership and guidance to his Returning Officers, he went into ‘hiding’. Additionally, Melanie Marshall, the Region Four Returning Officer in 2015, could not be found at critical times when she was required.

This letter writer demands that all cats and mice games must stop now!

The blatant disrespect for some Guyanese and vindictive attitude of the so-called employment ‘bureau’ at GECOM must be abandoned and an effective, criteria-driven system applied. The ‘Lords’ of GECOM who wish to continue embarrassing many Guyanese because of their ethnic background, are the true evils of the system. Every rope has an end and they should be wary that biased illegal disenfranchisement of citizens may lead to serious consequences.

As we approach the date for Local Government Elections, the nation is looking keenly at what is happening. There are serious and too many things that are happening to strengthen mistrust and there are serious questions in respect to accountability, transparency, and corruption.

Poor attendance is sign of rejection of APNU/AFC in Berbice Dear Editor, The Regional Democratic Council of Region Six raised several issues of concern in order to hold the APNU/AFC coalition Government accountable to the Guyanese people, especially the residents of Region Six. The East Bank Berbice Public Road Project is being executed by the Works Services Group of the MoPI, and, to date, residents are still at a loss, since this project seems to be a "top secret "for the APNU/AFC Government.

Nothing is being given to the RDC, or even being made public pertaining to the design, bill of quantities, cost etc.

Who is the oversight body to

ensure there is value for money? This project would be another fiasco, like the Indian Monument Site at Palmyra.

The RDC would be grateful if the IDB could make a copy of the initial contract design available, so as to have transparency and to hold the Minister of Public Infrastructure accountable to his words that this project would be the same as the IDB design and would cost less than the actual cost of the IDB. It is critical to get hold of this information quickly, because millions of dollars intended for the Local Government Elections campaign are being diverted elsewhere -- even in people's per-

sonal pockets.

The Minister of Public Security and the Minister of Public Infrastructure were at a meeting in New Amsterdam to launch the AFC LGE campaign. Lo and behold, only thirty-three persons were in attendance. And what was even more shocking is that both ministers were boasting about street lights’ installation when, directly above the location and beyond, about eight streetlights have not been functioning for over a year. This is the actual reality of the Government ministers, in that they are out of touch with the actual reality of the problems Guyanese confront across the entire country.

The President visited Rose Hall Town to launch the APNU LGE campaign in Region Six, and was greeted by protesters, whom he tried to engage but was actually shunned because of his inability to help Guyanese to enjoy the good life. Only because children were given bicycles were their parents forced to be at the President's meetings, but despite that, the meetings were poorly attended.

The good lifestyle that was given to Guyanese people by PPP administration before 2015 is being snatched by this Granger Administration.

Serious rebuttals of Mr Lincoln Lewis’s misleading representations and propagation of a rumour (Part 2) Dear Editor, Instead, we quickly developed a base plan, which we soon disclosed at a meeting to which Mr. Lewis was invited and was present: a plan not to close, but to resume management of the operations, and to find and put together money to resume subsidy of the bauxite operations.

While I cannot immediately recall all the details of that plan, it would have been firstly a holding operation, based on the realities of recent production rates, costs, prices and losses.

We also quickly applied to the EEC/EU for a SYSMINS loan/grant, which was available for places where the legacy mining business was judged to be no longer sustainable. The processing of this application was protracted, about seven years to first disbursement, partly because, based on the relevant consultants’ reports, the various reviewing committees were slow to accept that the situation in Linden was as desperate as in other places applying for their support. Approval, finally, was a well-earned reward to our perseverance.

Mr Lewis charges us with reducing calcine (RASC) production at Linden. My recall is that whilst there might have been a target of 400,000 tons per year, production and sales were running at about 200,000 tons per year. Mr. Lewis declares, “Guyana never experienced a problem finding market for its bauxite products”, but he misses the point: What did/does he think of the huge losses since the mid- 1970s? Evidently, all and any production was being sold, but at prices far below what was required to cover all costs and provide a return on investment, or to create a future investment fund. As indicated in the KATSI (Kaiser Aluminum Technical Services Inc.) report of 1983, funded by the multilateral agencies, we (the bauxite operations) needed to get to where the sales-price-to-costs ratio was improved by a factor of 100:70.

To develop this question further, it was long recognised that as another thousand tons of RASC were produced and sold, it went to a market/user where steadily lower cost alternatives were available, but with a single product price differentiation in the total market, it was not sustainable.

So, RASC price was being determined by the lowest price/value of the sales on the margin. Experience (unto BOSAI today) seems

to suggest that there was/is a core demand for RASC of about 200,000 tons per year, for which the value/price return may be sustainable.

Lewis charges us with breaking up the Guyana bauxite workers’ pension plan, “the single largest pool of money owned by African workers”. There had been extensive discussions about what was to be done in preparation for, and on privatisation.

First, the Government had to find the monies to bring up-to-date a workers’ savings scheme, outstanding PAYE and NIS submissions, and an estimated fund to pay enhanced retrenchment benefits promptly.

Preference was to close the old companies completely, provide all benefits promptly to workers, and start afresh with the new private companies. For a number of reasons, we took the decision to bring the pension scheme to an end, and return their entitlements directly to each worker: a) As Guyana had experienced an inflation of 500 to 1000 over the time from its inception, the monthly pension payments would have been very small – even less than 20 per cent of the (also small) NIS pension b) Charges for a commercial manager of this closed, non-receiving pension scheme may have quickly eaten up the principal.

Mr. Lewis has been upset that the PPP/C Administration did not hand over “this single largest pool of money owned by African workers”. I would guess that there would have been up to about 10 per cent [other peoples] to some self-proclaimed “African Leaders group”. We felt that our legal and moral responsibility was to provide to the individual workers whatever money was to their credit.

We provided to the workers information on available commercial schemes, and the schemes also invited Mr. Lewis to sell his “fund” ideas directly to the workers. This was not a cynical move – for success and satisfaction of whatever was their alternative “fund” plan, a direct, earnest, deep, trusting relationship needed to be developed between the expected fund managers and the fund investors – the workers.

Mr. Lewis again seeks to justify continuing about the 90 per cent subsidised electricity prices across Linden as being “deferred wages/salaries” in a 1976 labour agreement; an arrangement whose roots go back to the 1940s and through the beginning of

the ending of the isolation of that 100 per cent company town towards the end of the 1960s with the opening of the Soesdyke-Linden Highway. Up to about that time, upwards of 80 per cent of homes would have had one or more persons working directly with the bauxite company. Today, forty-plus years later, not more than 20 per cent of homes would have one member working with the new bauxite company. It was with a sense of a long overdue need for reform ( first signalled in 1976 by then President Burnham) that we, PPP/C, during the Governm ent -Op p osit ion talks following the reading of our 2012 budget, developed an understanding for a phased merger of the electricity supply in Linden/ Region 10 into GPL. The reduction of subsidies over the transition period would have provided additional financing for the development of the people and the Region. We all know how that turned out – a reform still to be faced up to someday.

Mr Lewis raises again the event of the dismissal of some workers at Aroiama in 2009. I don’t know what assurances the then Opposition and now Coalition Government would have given to Mr. Lewis and the Union, explicitly and/or implicitly. My position was clear – whilst I understood the two different positions and recognised that the union expected Government support, I could not find that

the behaviour of the fired workers was acceptable, and therefore I could not call on the Company to reverse its decision. I certainly wanted, and remained alert to, opportunities for reconciliation. As I have remarked before, it has been unfortunate that in the circumstances of the racial and social separation in the bauxite company towns, the black-white struggles internationally of the times, and in the run up to Independence and nationalisation, the behaviour of workers was tolerated and even instigated, which otherwise would have been unacceptable. Disappointments with each other, which one could anticipate, soon became evident in the gap which early appeared between bauxite workers and the Party and Government which they supported, made evident in the RILA protests which preceded nationalisation. This disappointment and ensuing rancour could be readily sensed in then Prime Minister Burnham’s speech in Linden on the 5th anniversary of nationalisation (in 1976), a speech in which he spoke about being the Prime Minister for all of Guyana, and not just for Linden, and of the decision to merge the electricity system of Linden into the national GEC. It's a generation where speaking properly is snobbish, where girls feel the need to dress provocatively to get a male's attention, where guys disrespect women as a form of affection; an age where the old are outliving the future generations… a time where it is easier to steal than get a job, where dropping out of school is cheaper than getting an education; a time where race is more important than friendship and political ties are more important than family.

A time where one person's disgrace makes it ok to shun an entire religion.

There was a time when helping the poor meant something more than publicity and doing a good deed didn't mean getting something in return. A time where children respected their elders and the elders set a good example; a time where a community could be just that, a community.

Now it is a war zone, divided through politics. A time when freedom meant something… Now we are all slaves to our own making. A time where we encouraged children to strive for greatness like Mandela, Armstrong, Pele, Jane Austin; but now they strive to be like Kanye, Kim K, Miley Cyrus, Justin Bieber.

What has this earth come to when having a boyfriend defines your worth, and how

many girls you've slept with makes you even more popular? This is the age where a girl is considered a dyke if she's a little boyish, where apparently guys aren't allowed to do anything girlish (not even play with their sisters) because it’s considered "gay".

It has become a time where we discriminate against someone's sexual orientation, where you not only discriminate but harass and emotionally abuse them.

Yes, I know most of these things have been around a very long time, but they are more prevalent now. We say we're advancing towards the future. But at what cost? It's like the more we develop, the less humane we get. You cling to your religion, brandishing it as a weapon to hurt others, but yet preach about not doing harm to another? That is pure hypocrisy. I'm not saying the world is lost, because there are many people who still value morals and family and being a good human. But what I am saying is that if people do not open their eyes and see what they're doing to the world, then we will have a future of chaos and distrust.

And if you're going to take offence to this message or misinterpret what I am saying, then go ahead and be ignorant and then take a second to look at yourself and ask yourself why did you get angry? Was what I said not true?

One pebble at a time can cause a ripple that some day will become a wave, so take a stand and try to make this world better, if not for anyone else, do it for yourself and your future generations.

Basic life skills every child should know by high school Make a meal

"By the time your kid is in high school, they really ought to be able to do everything related to their own care, if they had to," says Julie Lythcott-Haims, former dean of freshmen at Stanford University and author of How to Raise an Adult: Break Free of the Overparenting Trap and Prepare Your Kid for Success. "I'm not saying stop making dinner for your kids, but I am saying you ought to have confidence that they could make a breakfast for themselves, that they could make a lunch."

Wake themselves up on time

"By the time your kid is entering high school, you ought to have confidence they can wake themselves up and get themselves washed and dressed in clothing that's clean."

Do laundry

When teaching teens basic chores like laundry, we have to be careful not to be snippy and make them feel bad about not knowing how to do it yet.

Pump gas

"When they learn to drive, they better know how to pump gas, okay?"

Lythcott-Haims says. "I know of college students who have always had their parents fill their tank, whether at home in high school or even in college. The parents

just top off the tank whenever they come visit her. Well, one day a 20-year-old student is out driving around, and her tank is near empty.

And she says, 'Oh my gosh, I've got to get gas. I've never done that. But I'm smart, I can figure it out.'" Long story short: She accidentally puts diesel in the car because no one ever taught her what to do. That's an expensive and unnecessary lesson.

Pitch in

"Employers these days are saying, 'Hey, wait a minute, what is it with these 20-somethings, they just want to be told exactly what to do, kind of stepby-step, and they want to be applauded for doing it,'" Lythcott-Haims says. "If we've just served them, if parents have just said their academics and activities are all that matter and we'll take care of everything else, no chores and no helping out around the house, then they get out into the workplace and they don't have that pitch-in mindset."

"Kids need to learn how to contribute for the betterment of the whole," she says. "Maybe they have siblings and one is stressed out about something, and the other says, 'I'll do your chore for you. Because I see you're stressed out and you need some help.' That's building a sense of it's not just about me. I can do for others."

Advocate for themselves

Most of us have heard the stories of the parents who are calling college professors to complain about their kids' grades, right?

News flash: This needs to stop in high school, too. "If you're the one throughout high school who's always got to be emailing the teacher, you basically are teaching your kid, 'You're not competent, and I'm going to have to do it for you,' which is terribly harming," LythcottHaims says.

Instead, teach your child how to have a conversation with an authority figure and advocate for themselves.

Also, prepare them to listen well to what the other person is saying and understand it might not go their way.

Pack their own bag

"We're always putting their stuff in their backpacks," Lythcott-Haims says. "'Oh, don't want you to forget your homework!' And then that backpack becomes a bag or a briefcase one day in the workplace, and they haven't learned that skill of being responsible for remembering their own stuff, doing that inventory every morning, 'What do I need?

Wallet, keys, lunch, work, laptop.'"

Order at restaurants

While this skill should be taught sooner than high school, if that's where parents find themselves, it's not too late.

Remind them to look the server in the eye, be polite, communicate their request, and say, "thank you."

Talk to strangers

"Their life will be full of strangers, if we think about it, but we have this blanket rule, 'Don't talk to strangers,' which isn't the right rule," Lythcott-Haims says.

"The right rule would be, 'Let me teach you how to discern the very few, creepy strangers from the vast, vast majority of normal strangers.' That's a skill."

Go grocery shopping

Has your child ever even noticed that the grocery store aisles are nicely labelled with signs hanging from the ceiling? They should know how to navigate a supermarket on their own, Lythcott-Haims says.

Plan an outing

"Whenever the peer group is old enough and ready to plan an outing, let them do it," Lythcott-Haims says. "I'm the parent who's very comfortable with my 12-year-old girl going to a matinee movie with friends where she arranged it—you know, one parent's going to do the drop-off, one's doing the pickup, but the girls are getting the tickets, bringing money for snacks."

Take public transportation

ere are some ways for parents to manage their child’s online life and open dialogue about it that I’ve found to be effective.

Set large boundaries early

If you have younger children between the ages of 5 and 8, consider setting large boundaries around your own smartphone or tablet. I do this with my own kids. My wife and I make the limit very clear: “You cannot touch Daddy’s iPhone. If you want to see my pictures on the phone, you have to ask first.” I do this because I only want them to be exposed to what’s appropriate for them at that age.

And, frankly, it’s just easier for me at this stage. I minimise the risk of them getting on the web and going down some scary road by setting one large, simple limit and staying consistent with it. For example, I do this a lot in my practice. Use the words, “Show me.” I’m at an age where I can very clearly remember what it was like to be 15, but I’m far enough away from it to ask a question that’s fairly innocent.

So if I want to know what kind of social media platforms a teen is engaging in, I’ll simply say, “Hey, what’s SnapChat about? Can you show me?” It’s a simple question, and more often than not, kids will show you the app on their phone, and you can start a conversation about it. You’re not asking to see specific content and pry into your child’s privacy. You’re simply asking about the app. And you can see where your child is comfortable and uncomfortable.

If you feel empowered to be truly curious, you will learn something and connect with your child. It’s no longer a big secret. I think this is essential when it comes to the online world. If you don’t ask questions, how else will you learn?

Ask your child questions about their online experience with no judgment

Ask when you can do so with openness and genuine curiosity, not when you’re feeling testy or angry. Take the stance that “No one’s in trouble here.”

Ask your teen what other kids are doing

I use this question to get kids to open up about drug use among their peers: “What kinds of drugs are you seeing kids use?” You

can use a similar question about how “other kids” use social media or online chat: “I’m curious. What kinds of social media apps are other kids using? Are they chatting online these days?

How?” Again, if you can remain open and curious, this is an opportunity for your child to talk about what’s happening for them online, through the example of “other kids.”

Ask your teen: “Have you ever seen anything online that disturbed you?”

As parents, we’ve all encountered things online that made us hit the back button or the home button and get out of it. Your teen has likely done the same thing and may be more interested in talking about it than you think. Ask the question and talk about a personal example of something you found disturbing. It normalises the experience and makes it less of a secret.

Speak with like-minded parents

You are not the only parent who wishes their child would engage with them half as much as they do their devices. Ask parents whom you trust, “How are you managing phones in your family?” You’re likely to get some good tips on managing technology. All you have to do is ask.

Establish text-free times for everyone in your home

Model appropriate use of technology. Set aside time each day for no texting, Facebook-checking or email sending. And follow it as parents. Put down your iPad. Use that time to talk about how your kids’ days went.

Replace online time with family time

Limits around technology use are a lot easier to enforce if you replace what you’re taking away with something that benefits everyone. Plan a technology-free night as a family. No phones, no Instagram, no texting. Go to a movie or to the beach…and talk.

There’s nothing more powerful than parental influence in a child’s life. But technology holds a seductive type of power for adults and kids that can overwhelm parental influence without us even being aware of it. The antidote to this can be one or two sincere questions that you ask your child and a willingness and courage to allow for whatever the answer is. (Excerpt from empoweringparents.com)

Former PNC MP calls for review Guyanese pilot among 3 killed after plane crashes in NY of Govt's offer to teachers – demands Union President explain himself before General Council

rouble is brewing following the announced acceptance by the Guyana Teachers Union (GTU) of the Government’s increases for teachers, with some questioning how the Union went from the recommended 40 per cent increases to as low as eight per cent.

Vanessa Kissoon, a former People’s National Congress Reform (PNCR) parliamentarian and teacher who hails from Linden, took to social media to question the accepted offer while pointing out that a task force had recommended 40 per cent increases for the initial year of the agreement. As such, she called for a review of the decision by the General Council.

“It isn't what it is until we go through the agreement with a fine-teeth comb and approve its signing by our leaders. Nothing is agreed to until all are agreed. The membership will have to decide this,” Kissoon declared.

She spoke of reports that more than half of the teachers will not get any increase.

This, she related, is reportedly because whatever the Government imposed in 2016 will be deducted from the 10 per cent.

“Is this a fact? How is it that an agreement is prepared accepting that many teachers will get no increase and on the increase, some will only be paid the difference between what

they get and the new percentage? The teachers of Linden/ Region 10 were told the leadership will not be accepting less than 20 per cent. Now we have gone to single digit (figures).

“The teachers in all 10 regions were told that the Union is going to arbitration and we supported it. We want valid reason for the change of mind.

There needs to be a General Council to sort this out.

General Council According to Kissoon, teachers are in the dark about the details of the agreement.

She, therefore, urged the executive to make the details public, but more so, explain them to the membership.

“The General Council gave you a proposal in 2015 to negotiate salary and non-salary benefits. It is reasonable to expect that you will return to the General Council to get approval to sign any agreement. That General Council will have to go to the membership to get their approval.

“Teachers’ approval is needed before any agreement is signed. The Union belongs to the teachers. The teachers want answers and opportunity to express their views on the agreement before it is signed.”

The former MP noted that a new agreement would alter teachers' lives significantly. She also reminded the GTU executives that they were not negotiating on behalf of themselves but rather a nation of teachers.

Kissoon went on to explain that when teachers terminated their September 2018 strike, it was with the full understanding that GTU leaders would be taking the issue of salary and non-salary benefits to arbitration.

“We stood by you when you called on us to strike. We supported you when you ended the strike with full understanding this is what you are going to do.

Now, teachers are reading that you have said the Union will not go to arbitration. To the best of my knowledge, teachers didn't know about this nor gave permission to not go to arbitration.”

“Mr Lyte and Ms McDonald, repeatedly, teachers were told by you that the Task Force recommended 40 per cent be paid in 2016 and five per cent for 2017, 2018, 2019 and 2020.

More than one month after a nationwide teachers’ strike was called off, Government finally agreed to increase the salaries of teachers by 12 per cent for 2016 and eight per cent for 2018.

This was disclosed on Friday at the Education Ministry’s Brickdam, Georgetown office, following a six-hour discussion between Education Minister Nicolette Henry and executives of the GTU. At the time Lyte had claimed that the Union was “pleased” with the decision.

But GTU General Secretary Coretta McDonald had had a different outlook on the offer.

She had declined to go into details, save to say that “teachers deserve more”.

Funding sought for pedestrian overpasses on ECD

he Public Infrastructure Ministry has made provisions in its 2019 budget proposal for the construction of two pedestrian overpasses on the East Coast of Demerara, Region Four (Demerara-Mahaica).

This is according to the Ministry’s Technical Services Manager, Nigel Erskine, who told Guyana Times that the two proposed overpasses would be at Montrose and Mon Repos.

The first pedestrian overpass is expected to be constructed next year in proximity to Apex Education – a private school. That area is usually busy and prone to traffic congestion.

Guyanese pilot who illegally flew two small aircraft out of the Eugene F Correia International Airport at Ogle in 2016 was on Saturday killed in a plane crash off Long Island, New York.

Dead is 41-year-old Munidat "Raj" Persaud of Waterbury, USA. The twin-engine Piper PA-34 he was piloting crashed into the water around 11:10h on Saturday with three persons, including Persaud. The first body was recovered soon after the crash, but the remaining bodies were found in the water on Sunday evening near the plane's fuselage.

It was reported that the plane took off from Danbury Municipal Airport in Connecticut but its intended destination was unclear.

Moments after the two bodies were pulled from the water on Sunday, Persaud was positively identified as the owner of the aircraft.

Based on a Newsday report, Persaud owned two companies that train pilots – Danbury Flight Training

and Oxford Flight Training, according to Connecticut business records.

On the Oxford Flight Training website, Persaud describes himself as a commercial pilot and certified FAA maintenance inspector and technician, adding that he started the company in 2004. He previously worked as an airline flight engineer, employed by Pan American World Airways as a technical representative and avionics tech.

In addition, the FAA records proved that Persaud owned another Piper PA34 that crashed May 20 on Bald Mountain in Vermont.

The pilot in that crash

died from his injuries and had received commercial pilot and flight instructor certificates just days before, according to the National Transportation Safety Board’s website.

The pilot had been flying back to Waterbury-Oxford Airport from Burlington International Airport — against the advice of an expert adviser, who was surprised to learn he had elected to fly in rainy and cloudy weather instead of waiting a day, according to the Safety Board’s report.

Further, two years ago, a student flying a Cessna plane that Persaud owned suffered serious injuries after he crashed in Pittsfield, Massachusetts, according to the NTSB, which cited pilot error.

Meanwhile, Persaud and an unnamed pilot in June 2016 had flown out from the Ogle Airport without authorization, two Cessna 206 aircraft, which were the subject of High Court litigation in Guyana. The cause of the crash is unknown and the two other bodies are yet to be identified.

hirty-six-year-old Rayon Wilson who is before the court for three counts of causing death by dangerous driving was called to lead his defence on Wednesday before Magistrate Clive Nurse at

the Linden Magistrate’s Court.

It is alleged that on July 14, 2017, while being the driver of motor car PHH 9398, Wilson drove in a dangerous manner, thus causing the deaths

of Keston Bollers, Valen Bowen and Melroy Ross.

The Lindener opted to give a sworn statement from the witness box and denied that he was the driver at the time that the fatal accident occurred.

Prosecutor Venetta Pindar cross-examined the defendant and the matter was adjourned until today.

The other accident survivor, Junior Hudson was set to testify for the defence.

Silver Hill man fined $7500 for DUI

West Watooka man gets 6 months for theft

ineteen-year-old Compton Richards of West Watooka Hilltop, Wismar, Linden stood before Magistrate Clive Nurse on Wednesday to answer to the charge of simple larceny, to which he pleaded guilty.

The facts stated that Richards was seen by the Virtual Complainant (VC), Rhonda Deen in her

yard after midnight which caused her to raise an alarm.

The defendant, reportedly using expletives, then told her to "shut her mouth" and go "back to sleep".

The next day, the VC reportedly made checks and discovered that 48 empty drink bottles valued $2000 and one drink case valued

$400 were missing, following which she made a report to the Police.

Asked why he committed the offence, Richards told the court that he wanted to buy something to eat.

According to the Prosecutor, this is Richards’ second offence of this nature and the State suggested that he be given a suspended sentence to

serve as a deterrent.

Magistrate Nurse sentenced Richards to six months in prison suspended for one year, which means should he reappear before the court within a year, he will serve the sixmonth penalty and be sentenced for the new offence.

Richards also pledged to compensate the VC today before Magistrate Nurse.

Not the way we were…

…in cricket o…your Eyewitness isn’t going into a tirade over the WI second loss to India in their twoTest series. He’s too dejected for that. It’s worse when they flatter to deceive; like when, in this second Test, they restricted India to a lead of just 56, and then collapsed for 127, giving their opponents a mere 72 runs to win the match and the series. It’s time once again to discuss whether we belong in Cricket Tests.

Contrast our performance with those in the shorter forms of the game – ODIs and T20 matches – and it’s clear that we don’t do too badly there. In fact, we’re downright competitive with any of the teams out there.

So what is it about the long form of the game that makes us collapse like a house of cards? A while back, your Eyewitness suggested that Test cricket tests the players’ character…and he still believes this.

In his estimation then, for us to become competitive in Tests – or, yes, return to our glory days -- West Indies cricket has to embark on building the character of its players, so as to enable them to stand up to the demands of a game that must be played across five days. So where do we begin?? We could do worse than return to playing 4-day matches under Test-like conditions between the several territories. Time there was when each of the several regional teams was practically on par with the best Test teams in the world. It’s not a coincidence that it was the same time that we were ruling the roost in Test cricket.

But this was abandoned when the Franchise system was introduced into the 4-day competition in 2014, with glitzy team names like Guyana Jaguars and Barbados Pride. This was simply a not-too-thinly disguised attempt to compete with CPL, and it should be no surprise that the “slam-bam-thank-you-ma’am” attitude permeates the now openly declared “Professional League” Test cricket takes a particular mindset… primarily the mental toughness to play each ball on its merit, and to bowl every ball to set up a batsman for that false stroke.

This mindset isn’t suddenly going to manifest itself when we’re thrown into stadiums against teams that regularly play top quality domestic 5-day tournaments. India and its Ranji Cup has continued unchanged in its format since 1934, with only the teams increasing from 2 to the present 37!!

Sure, there will always be great Test players thrown up on sheer talent and innate good sense – like our present Jason Holder. But we can’t depend on this hit-ormiss approach, can we?

If we want to become better in Tests, as the Americans say in their inimitable style, we have to either “shit or get off the (Test) pot”! …on “Black is beautiful” When it comes to leading the way for us in the West Indies, when it comes to culture, you’ve got to hand it to the Jamaicans. From rebellions to reggae, to Rastafarianism, they have defined our unique civilisational world vision. We might have been colonised for a number of centuries, but we took the tools of the master to free ourselves, in the words of Brother Bob, “from mental slavery”.

So it was with more than a jolt of astonishment that your Eyewitness read about the recent survey which declared, “Skin bleaching shows that approximately 11 per cent of Jamaicans have bleached their skin. The incidence of bleaching was higher among men, as 12.5 per cent bleached, compared to 8.8 per cent women.”

And most pertinently, that skin bleaching was most prevalent in the 15-to-34-years-old age group! Meaning our future leaders!!

Mother of 2 stabbed to death by World Bank ranks Guyana mentally unstable boyfriend Human Capital Index

– Jamaica, T&T among countries ahead on index

n terms of Human Capital Development, a World Bank Report has ranked Guyana at number 99 out of 157 other countries, with many of the benchmarks used considered basic Sustainable Development Goals (SDGs).

The Human Capital Index is the first of its series from the World Bank. Ranging from 0 and 1, the index is measured in terms of the how well equipped the next generation would be to develop their nation when the benchmarks of complete education and full health are considered.

In Guyana's case, the index gave Guyana a value of 0.49.

The highest ranked country in South America is Chile, which placed at number 45, with a value of 0.67. When it comes to the Caribbean, the highest

ranked country is Trinidad and Tobago, which has been ranked at number 62, with a value of 0.61. Jamaica is next ranked.

“An economy in which a child born today can expect to achieve complete education and full health will score a value of 1 on the index,” the report explains. “Lower and upper bounds indicate the range of uncertainty around the value of the HCI for each economy.

No country scored such an overall value. According to the report, the closest to this pedestal was Singapore, with a value of 0.88. Countries were measured under three components: survival of children beyond the age of five; education, which speaks to the quantity and quality available; and the healthcare available to children.

Explaining the methodology used, the report related that it followed information on the average child's journey from birth to adulthood. It noted that in the poorest countries in the world, there is a significant risk that children

will not survive to their fifth birthday.

“Even if she does reach school age, there is a further risk that she does not start

school, let alone complete the full cycle of 14 years of school from preschool to grade 12 that is the norm in rich countries.”

“The time she does spend in school may translate unevenly into learning, depending on

the quality of the teachers and schools she experiences. When she reaches age 18, she carries with her the lasting effects of poor health and nutrition in childhood that limits her physical and cognitive abilities as an adult.”

In Guyana, the report rates the probability of a child surviving to the age of five at 0.97. It states that the expected years someone will spend in school is 12.1, with the learning adjusted years of school being 6.7. The adult survival rate has been put at 0.79.

It was in August that Opposition parliamentarian Irfaan Ali had expressed concern over Guyana's slide in the last three years on three other major international indices that measure the personal development of a country’s citizens.

According to Ali, the statistics tell a story of a country that has been losing its international rankings when it comes to things like unemployment rates, education, and youth literacy.

“Various international organisations, such as World Economic Forum, through a series of annual countries’ assessment, inadvertently espouse the axiom that ‘Guyana is in reverse mode’,” Ali had pointed out.

“In 2017, the Global Human Capital Index, a report that ranks countries according to their effectiveness and level of human capital development, demoted Guyana below its 2015 global position of 79 by nine positions, surpassing frail economies.”

He had also quoted from the 2016 Human Development Report published by the United Nations Development Programme (UNDP), noting that Guyana has also deteriorated globally by several places on the Human Development Index. Ali had pointed out that countries like Namibia have surpassed Guyana in the global rankings.

mother of two was stabbed several times by her mentally unstable boyfriend and left to die in a muddy drain at Crane Street Queenstown, Corriverton, Berbice.

The dead woman has been identified as Iransa Frank, 38, a waitress at the Crimson Light Bar located on the Corentyne. She formerly lived at South Ruimveldt, Georgetown.

Based on reports received, the woman recently moved in with the suspect at his Lot 110 Crane Street, Queenstown, Corriverton home, after they had been seeing each other for just over a month. The suspect was reportedly deported from the United States of America

At about 8:00h on Sunday, the now dead woman had headed home from work, but shortly after, she visited a nearby shop. Moments later, the woman was seen running up the street with the suspect

The woman fell into a nearby drain, and was further stabbed four times to her neck.

“We could not go and help because he standing up right there with the knife in he

hand, and he is a ‘mad man’,” one eye witness told this publication.

Police arrived on the scene and arrested the suspect, as well as take the alleged murder weapon as evidence. Upon his arrest, he reportedly screamed that he should not have listened to anyone.

Reports are that Frank was supposed to leave for Georgetown today (Monday), and had already removed some of her clothing. It is believed that the woman had gone to collect the remainder of her clothing when she met her demise.

Reports are that the suspect had been a patient at the National Psychiatric Hospital on three occasions.

The last time he was reportedly admitted was earlier in this year, when he spent three months.

His neighbours claim he had threatened to kill them whenever he “trips”. Another neighbour recalled him threatening to kill her, her daughter and the dog.

“When he run off, he does start pelting up the place and behaving bad,” one resident explained.

Frank, who lost both of her parents while she was still a young girl, had lived with a relative while in Georgetown, by stayed at the Crimson Light Bar whenever she was in Berbice. The woman leaves to mourn her two children (ages 21 and 16).

Her body was taken to the Skeldon Hospital Mortuary to await a post mortem.

The suspect is expected to be charged shortly.

Teen fatally stabbed after intervening in domestic dispute

A

mother of seven is calling for justice after her son was stabbed to death on Saturday evening during an effort to save his neighbour from being physically abused by her reputed husband at a shop at Yarrowkabra, LindenSoesdyke Highway.

Dead is 19-year-old Nyron Vyphuis, a handyman of Circuitville, Yarrowkabra.

According to information reaching Guyana Times, about 19:30h on Saturday evening, the now dead teen was at a liquor shop in the area owned by Anthony Jones.

However, the owner of the shop was imbibing with friends and suddenly started to abuse his spouse. The young man, upon realising what was happening, intervened and attempted to stop him from harming the woman.

At this time, Jones got annoyed and left, but he returned with an axe. The weapon was eventually taken from him by other persons who were at the shop.

However, the furious man went into his home and again armed himself, this time with a knife which he used to attack and stab the teenager. The teen, in an effort to escape, ran a short

distance, but collapsed to the ground as blood gushed profusely from the wound.

Friends of the teenager alerted his family members, who rushed to the scene where they found his lifeless body lying in a clump of bushes. The Police were contacted and the suspect was taken into custody while the teen’s body was removed from the scene.

When this publication visited the home of the teen, family members as well as friends were all in tears as they tried to comfort each other.

The dead teen’s cousin, Annette Smith told this newspaper that she last saw him alive about 15:30h on Saturday. The two of them had a conversation concerning the construction of his house.

“About 3:30, the carpenter that does work with him on the house come by me to call for him, so I said ‘Nyron is not at home, but I could go and find him where he deh’. So, I go through the track and I say ‘Nyron, the workman ready for you’ and he left and he come home,” she stated.

The stabbing, she related, stemmed from an argument between the owner of the shop and his reputed wife. She explained that the woman came home and saw her spouse “drinking” with another female.

“She was annoyed and she row with the man, the man get up to beat she and is then Nyron say ‘Anthony, man, you can’t beat Aunty Lexie’ and Nyron hold on to the gate and he tell Nyron come out the yard, he pick up an axe.

“It had a big man went there, he take away the axe from he. And he run in the house and bring out the kitchen knife and he stab Nyron straight on his left shoulder, straight in his heart … two boys come call for me and seh ‘Aunty Annie, Nyron just get stab up and he deh bad through the track’.”

In tears, she stated that her cousin was already dead and lying face down when they arrived.

The distraught mother of the teen, Vanessa Harry stated, “They murdered

my son. I am feeling a lot of pain right now and all I need for my son is justice,

because he is only 19 and he’s my second son.”

Guyana Times understands that the now dead teen’s father, Patrick Vyphuis, was brutally murdered in the interior about three months ago, but no one was arrested or charged with the heinous crime.

The teen leaves to mourn his mother and six siblings along with other family members. The teen’s body is presently at the Lyken Funeral Home where it awaits a post-mortem.

Men charged for theft in separate matters

30-year-old man found himself before Magistrate Fabayo Azore last week when he appeared at the Georgetown Magistrates’ Courts slapped with a simple larceny charge.

The charge against Safraz Khan read that on September 24, 2018 at Church Street, Georgetown, he stole one Samsung Galaxy Edge Plus cellphone, property of Paul Caesar.

The unrepresented man admitted to the charge after it was read to him.

Magistrate Azore fined the defendant $75,000.

Meanwhile, 40-yearold Gary Khanide was also charges for theft.

The charge read that on October 6, 2018 at Thomas Street, Georgetown, he stole a toilet bowl.

The defendant, who resides at Lot 254 Thomas Street, pleaded not guilty to the charge after it was read to him.

The unrepresented man in an effort to defend himself told the court that he was told by his employer to dispose of the said item.

He further stated that he and another worker did as

they were told which only resulted in their arrest since the employer accused them of stealing the item.

He also told the court that “I am the only breadwinner for the house; I have two daughters, ma’am, and one does go to school.”

The Police Prosecutor made no objection to bail being granted.

As a result, Magistrate Azore granted Khanide bail in the sum of $5000 and adjourned the matter until later this month.

Dr Jeffrey criticises GECOM’s handling of PPP’s LGE complaints …disappearing acts of election officials has sordid history – ramkarran

he manner in which the Guyana Elections Commission (GECOM) has dealt with the complaints made by the Opposition People’s Progressive Party (PPP) as regards the fraudulent backers’ lists for the Local Government Elections (LGE) has been heavily criticised.

Political analyst, Dr Henry Jeffrey said that the approach taken by GECOM was not the best, as he believes the issue could have been dealt with more skilfully. Nevertheless, he said all parties should await a decision, as the matter was now before the courts.

“I would have expected that GECOM to take a more hands-on approach or attitude and try to, once things are found out, deal with them in a legal and sensible way,” Jeffrey said, explaining that GECOM has a mandate to deliver and should stick by it.

The former Government Minister also suggested that the concerns raised by the PPP were valid and spoke to a culture that was ingrained in society. He said it was not unexpected of the PPP to bring this matter to the attention of GECOM and the courts.

He believes that there would continue to be more electoral matters ahead of LGE and beyond, heading into 2020 when the General Election was constitutionally due. Dr Jeffrey said this would test the cred-

ibility and autonomy of GECOM to deliver free and fair elections.

“It is definitely ingrained in our culture, but it wasn’t unexpected … I don’t think they (GECOM) were hands-on enough on that matter and I am not at all certain that this issue could be resolved amicably without the intervention of the courts,” he added.

The PPP through one of its constituency candidates in Berbice had filed legal proceedings against GECOM and an individual to have the names fraudulently affixed to the backers’ lists for LGE in the Ancient County (Berbice) removed.

The PPP is challenging on the grounds that the said decision is unlawful, illegal, and unreasonable and is in violation of the Local Authorities (Elections) Act. The document also cites Persaud’s alleged refusal to withdraw the applicant’s name and the names of 49 other electors. It said unless the names were withdrawn, the election in the LAA would be tainted with “illegality and fraud”. It also noted that Persaud’s refusal happened before the deadline on September 26, 2018.

uthorities in Trinidad are on the hunt for a Guyanese man, said to be a pastor, after he allegedly stabbed a female religious leader to death in the twin island on Saturday night.

The incident occurred around 22:30h, according to reports in the Trinidad and Tobago Guardian.

The dead woman has been identified as Pastor Alisa Ali, 42, of Gill Trace, Lamont Street, Longdenville. According to the local media entity, the now deceased woman operated a church next to her home.

It was reported that local investigators disclosed that Ali reportedly got into an argument with the suspect, who is believed to have stabbed her multiple times to her face and upper body.

The Chairman also cannot be oblivious of the fact that as soon as the (People’s National Congress Reform) PNCR returned as the dominant component in the Government, painful controversies began surrounding his own appointment as Chairman,” he added.

Ramkarran was also quick to point out that Patterson should, therefore, not be surprised that a “large dose of poison” has been poured over the electoral system, which has resulted in increased suspicion over the conduct of elections and the ethnic composition of the elections staff. He said complaining about ethnic imbalance in the critical area of elections management did not constitute retreating into ‘ethno-political camps’.

$30B GuySuCo bond

New estates' owners may get property debt free – Former minister says cronies lined up to purchase

A

s the controversy surrounding the $30 billion Guyana Sugar Corporation (GuySuCo) bond continues to take centre stage in the debate about the sugar industry, former Minister Anil Nandall has added his voice by saying the next owners of these closed sugar estates would get them debt free.

Nandall strongly feels the bond was particularly acquired so as to liquidate the debts of the Corporation, because there is a list of “cronies” who are ready to purchase the estates.

“What they are doing is to liquidate the indebtedness of GuySuCo, so that the cronies whom they have put to buy the industry will buy it loan free,” he stated.

The former minister said his party, the People’s Progressive Party (PPP), through Opposition Leader Bharrat Jagdeo, has long questioned the reason behind the $30 billion bond.

He said many questions remain unanswered as the Corporation and the Unit seem to be at loggerheads over the spending of the bond and the plans for its repayment.

Nandlall recalled that President David Granger had stated that over $32 billion had been spent to service the sugar industry in the last two and a half years since the coalition had taken

up office; but he said there is nothing to show for it, because the industry has been significantly downsized and thousands of sugar workers are still owed their severance.

“When we (PPP) were in Government, we spent about $4.5 billion per year in subsidies over 2-3 years.

We kept all the estates grinding, and not a single person was sent home,” he explained.

Jagdeo has said he had managed to raise this issue with the President during a recent meeting, and he had warned the President about the extra burden the nation would have to shoulder in less than two years, all because of a bond whose purpose the authorities seem indecisive about.

“Granger is still sleep-

ing, because I told him this in my conversation with him. In the meeting that I had with him, I said, ‘You are going to pay over $2B in a year and a half for not using the money,” Jagdeo said he told the President it is unwise to have the money gaining interest.

“We calculated the interest it (the bond) will accumulate in a year and a half, because I am saying that that is how long it might take, even if you move fast to get a long-term project,” he said.

Jagdeo said it would take that time to go through the feasibility study: the design, the contracting, the design of a cogeneration plan etc.

“I told them that taking all the money at once and sitting on it for a year and a half at 4.75 per ent interest will be over $2.2 billion,” Jagdeo added.

But the SPU has responded to the criticisms which seek to suggest that the bond would be wasted, and that it was acquired at an unreasonable rate.

Region 9 CHWs better equipped to eliminate maternal, child deaths

ommunity Health Workers (CHW) from various communities in Region Nine, received tool kits for improved antenatal care as the Ministry of Public Health continues its fight against maternal and child death.

According to the Department of Public Information (DPI), the kits worth more than two million dollars’ were made possible through an InterAmerican Development Bank (IDB) $8M loan to the

Government of Guyana, in February 2017. The loan caters for the improvement of the quality of reproductive healthcare delivery in Guyana.

At a handing over ceremony yesterday at the Lethem Regional Hospital, Minister of Public Health, Volda Lawrence said that there has been enough maternal mortality; hence the government is taking the necessary steps to end it.

“A woman dying during childbirth is not good for a community or country at

large. We must take this giant step to ensure that our women do not die. We want zero maternal deaths in Region Nine, immediately,” Minister Lawrence said. Reducing maternal deaths is no easy task and also requires the necessary expertise.

Opposition MP welcomes move to possibly decriminalise attempted suicide

...questions why Govt voted down similar motion in 2016

hapter 8: 01, Section 96 of the Criminal Law Offences Act outlines that persons found guilty of trying to take their own lives would face up to two years’ imprisonment. Government has recently signalled that this law could be amended, having announced that the law was among several others that were under review.

This disclosure followed a meeting with United Kingdom (UK) consultant Peter Pursglove under the Support for the Criminal Justice System Programme.

However, People’s Progressive Party/Civic (PPP/C) Member of Parliament (MP) Dr Vindhya Persaud, while welcoming the move, questions why Government had struck down a similar motion she had brought to the National Assembly in 2016.

In an interview with <<Guyana Times>> on Tuesday, she highlighted several of the measures that were enshrined in the motion she had fronted. She says her motion would have strengthened the systems needed to reduce incidents of suicide.

Dr Persaud remarked that attempted suicide should never have been criminalised.

“When people attempt suicide, it is a cry for help; and rather than penalising them, as is recommended by the current law, they should be offered a chance at rehabilitation, and perhaps be treated for other underlying causes that would have led to suicide, including depression and addiction,” the MP stated.

Though there had been extensive debate on the matter, Government did not support Persaud’s motion on ground that her presentation was too politicised. Two Members from the Government side

-- Public Security Minister Khemraj Ramjattan and Minister within the Public Health Ministry, Dr Karen Cummings -- had notably supported the decriminalisation of suicide, but they later voted down the motion, in keeping with the decision of their colleagues.

Guyana had been ranked second in the world with the highest suicide rate per capita. Its ranking has since shifted to fourth place, but Dr Persaud is positing that more needs to be done to tackle mental health challenges. The anti-suicide activist highlighted that, in 2016, health authorities were seeing more cases in which young people were taking their lives, primarily in Essequibo and Berbice, but not exclusively there.

“I think the conversation has started, as people are beginning to realise the importance of mental health, and the repercussions it can have in every sector, when you think of education and the work force, and how it can impact and burden the healthcare system,” she noted.

Persaud said she has called for more collaboration between local stakeholders and international agencies

such as the Pan American Health Organisation/World Health Organisation (PAHO/ WHO) and the United Nations Children's Fund (UNICEF). Her motion had spoken to the need to have counsellors in the schools, with some teachers being trained to deal with the issues and being incentivised in this regard.

Persaud also told this newspaper that she had been pushing for control to be placed on access to poison by means of a two-key system being implemented.

The PPP/C Member of Parliament nevertheless pointed out that the review was long overdue, but she also questioned why Government waited to effect the change after meeting with the consultant.

“I wonder if this Government is not conscious of what is happening in the country? Because these are not issues that are new, and someone has to come from somewhere and tell us about (it when) we are well aware of it?” she stressed.

This publication was unable to contact Junior Public Health Minister Dr Karen Cummings for comments on her position on the matter from a medical perspective.

Activists against the law, meanwhile, say that criminalising offenders would not be an appropriate measure to tackle the issue as Guyana moves to reduce such deaths, which were recorded at 44 persons per 100,000 in 2012.

During the auspices of World Suicide Prevention Day in 2016, Senior Psychiatrist Dr Bhiro Harry disclosed that the Mental Health Ordinance was revised and was under review, but that draft legislation did not include penalties for attempting suicide.

ith less than one month to go, leaders and candidates for political parties are advancing their agendas as they strive to convince the general populace to give them their support for the November 12 Local Government Elections (LGE).

This was no different for Leguan farmer and LGE candidate Jainarine Singh, who told Guyana Times in a recent interview that his Party, the People’s Progressive Party/ Civic (PPP/C), is best suited

to return as the leaders of the Leguan Neighbourhood Democratic Council (NDC), which it won in 2016.

Leguan is an island in the mighty Essequibo River, and its inhabitants are principally rice, cash crop and cattle farmers who live in harmony. The tranquil island is not one with much tension and Singh prefers it to remain that way. He expressed much confidence in being elected as the representative in Constituency Two: Maryville-Success.

Having insight into the inner workings of the Council, Singh told this newspaper that there was need for more resources at the NDC. “We don’t have all the machines to properly prepare the drains. We only have one excavator; we have a tractor. We are asking the farmers to support us,” he noted.

again was to ensure that he was able to help his fellow farmers as they continue to endure reduced earnings for their paddy. Singh stressed that with rising production costs, his fellow farmers would appreciate assistance in the form of subsidies and fuel.

Apart from farmers’ concerns, the candidate says that he will continue to advocate for improved health services, claiming that several weeks would pass without a doctor being stationed on the island. If he was elected as a member of the new Council, Singh stressed that he would join with his colleagues in ensuring that Government fast-tracked the rehabilitation of the Leguan Ferry Stelling in addition to the implementation of a regular ferry service.

The aim of the pedestrian overpasses was not only to reduce road carnage and

enhance public safety, but to also eliminate traffic congestion along the East Bank Road, which is said to be the busiest in the country.

The contract for the overpasses at Houston, Eccles and Peters Hall were awarded to B & J Civil Works for the sum of US$1,034,326.

Some teachers are asked to teach subjects for which they have no pedagogical training. Despite widespread recognition, teachers are key to achieving quality education for all;

teaching is still not widely regarded as a valued profession. Its low prestige impedes efforts to recruit and retain teachers in rich and poor areas alike,” Nicholson argued.

The GTU senior official noted that it was the Union’s view that the most marginalised and excluded children tend to be taught by the least experienced teachers, who may be on temporary contracts and receive no pre-service or in-service training.

The senior Region Four GTU official declared that teachers must receive quality initial teacher education, effective induction into the profession, and have opportunities for high-quality professional development to hone their skills throughout their careers.

“They must demonstrate to the public that teaching is a valued profession by providing decent salaries and improving working conditions for educators at all levels of education,” Nicholson stated.

Also speaking at the function was Region Four Regional Executive Officer (REO) Pauline Lucas, who saluted the teachers for being a special set of people given their unbelievable love. She added that she respected their service as a symbol to the country and remained a supporter.

The teachers were treated to a series of performances from some of their colleagues. The gathering also saw some teachers receiving awards for being the youngest and the oldest in the teaching profession.

4 lanes being considered for Ogle-Diamond bypass

A

preliminary design report on the much-anticipated bypass road linking the East Bank to the East Coast of Demerara has found that a four-lane design is the most feasible option for the project. Public Infrastructure Ministry Technical Services Manager Nigel Erskine explained to Guyana Times that having received the preliminary report from the consultancy firm, Indiabased Rites Limited, they now have an idea of what the final design would be.

“Based on their [preliminary] traffic analysis and studies, and their projection into the future, they’re saying that it is feasible to go with the four-lane road now for the main alignment. So more than likely, the final report will be four lane for the main alignment with a 40 metres reserve [in the middle],” Erskine noted.

According to the Technical Services Manager, the Ministry is looking to use the reserve in the middle, sometime in the future, for a rapid rail that would run from the Timehri Airport to Ogle.

However, Erskine posited that while they now had an idea of what the design would be like, there was more work still remaining before the design was finalised. The preliminary report has pegged the project cost

at US$104 million.

This Diamond-Ogle Bypass project will see some 26 kilometres of roadway constructed linking two of the country’s main thoroughfares – the East Bank Highway and East Coast highway. This new road link will also be connected to key communities in Georgetown and along the East Bank of Demerara. These include Diamond, Mocha, Eccles – all on the East Bank – and South Ruimveldt (via Aubrey Barker Road) in Georgetown.

Back in 2016, Finance Minister Winston Jordan signed a US$50 million loan with the Export-Import (EXIM) Bank of India for the construction of a 20-kilometre road from Ogle on the East Coast of Demerara, to Diamond.

Since the Indian Government is funding the project, it is required that the contracts be awarded to companies from that country and as such, the 10-month design consultancy project was awarded to RITES Limited.

Erskine pointed out that so far the India-based company has met all of its deadlines. Having submitted the preliminary design report, which has been approved, the consultancy firm will now have to work on a draft final report to submit at the end of January 2019.

“So, by the end of April, we should be ready to proceed with the bidding process to get a contractor and that’s going to take about four to six months. So, definitely, we should have a contractor ready to mobilise and start works in the last quarter of next year,” the Technical Services Manager posited. However, during an interview earlier this year, Minister Jordan had told Guyana Times that he did not foresee this project being fully completed before 2020.

“I don’t see the road becoming a reality before 2020, if I were to hazard a guess.

I would love it to be there before, but based on how things go and based on the difficulties of communication and tendering and so on, because everything has to come from India – the consultants and contractors… so they have to do tendering there and tendering here, so it will take some time (before it’s completed),” the Finance Minister opined.

In an effort to reduce traffic congestion for commuters on the East Bank of Demerara, which leads to the country’s main point of entry – the Cheddi Jagan International Airport, the previous People’s

Progressive Party/Civic (PPP/C) regime was working on constructing an ‘East Coast to East Bank’ bypass road and sought funding from the Indian Government in 2015.

Meanwhile, the current coalition Administration is looking to extend the bypass road all the way to Soesdyke on the East Bank of Demerara.

This aspect will fall under a second phase of the project.

Erskine noted that next year, the Public Infrastructure Ministry is hoping to move ahead with the design consultancy process.

Kuru Kururu residents decry unstable water pressure

R

esidents in Kuru Kururu on the Soesdyke Linden Highway have for several years been battling with the annoying issue of slow-running faucets and now they are angered further by the unstable water pressure they are receiving, especially at this time of the year.

One resident, whose only name was given as Esther, told Guyana Times that for several years she has been living in the village, facing the same issue year in, year out. According to her, for reasons unknown, the wa-

ter pressure tends to drop as the Christmas season draws nearer.

This would result in a number of residents being unable to carry out their cleaning and other Christmas related activities without the use of a water pump.

Another disgruntled resident who lives in the area, Anita Singh, recently related her woes. According to her, the water scarcely runs from her taps. Singh said she relies on her water tanks, especially in the mornings for water, as the

water would only drip from her pipes, heavily impacting her duties as a mother of four and a housewife.

Indira Dowlat, another resident, said she has gotten quite accustomed to the water level coming at a snail’s pace. The 50-year old resident said she spent just about half of her life in the community and knows fully well she cannot rely on the water pressure as it is. She noted that most residents in her area use water pumps in an effort to speed up their access to water.

According to her, on most days, her family would have to fetch buckets of water into their homes to carry out their daily activities, as the water pressure is so low that it does not even reach the pipes in their home.

There are many mythological stories that tell us about the transformation of Goddess Durga into Maa Kalratri. According to the most common legend, two demons Shumbha and Nishumbha invaded and defeated devlok (the realm of demigods). These demigods prayed to Goddess Parvati for help who readily transformed herself into Goddess Chandika, to battle with the demons on behalf of all devtas. Goddess Chandika, also known as Chamunda, transformed herself into Goddess Kalratri and killed both these demons.

Maa Kalratri fought another demon called Raktveej and kept drinking his blood till he was completely dead, causing her tongue to appear blood-red.

Appearance and Form

Kalratri Devi, also known as Maa Kaali, is the most ferocious form of Goddess Durga. This Krishna (black) coloured Goddess has long tousled hair and three round protruding eyes. She exhales flames through her nostrils while breathing and has four arms that depict her immense strength.

Also, she holds a cleaver and a deadly sabre in each of her hands, while her other hands are in Abhay and Varada mudras to grant blessings and protection to her sadhakas. Sometimes, she is also seen standing on a demon’s corpse and holding its freshly cut head while in her other hand she’s holding a trident. This Goddess wears a necklace of skulls and is usually depicted mounting a donkey.

Slain Salvadoran Bishop Romero Nicaraguan Police arrest and Pope Paul VI become saints protesters, quash antiGovernment march

ope Francis on Sunday made saints of two of the most contentious Roman Catholic figures of the 20th Century – murdered Salvadoran Archbishop Oscar Romero and Pope Paul VI, who reigned over one of the Church’s most turbulent eras and enshrined its opposition to contraception.

In a ceremony before tens of thousands of people in St Peter’s Square, Francis declared the two men saints along with five other lesser-known people.

Both Romero, who was shot by a right-wing death squad while saying Mass in 1980, and Paul, who guided the Church through the conclusion of the modernising 1962-65 Second Vatican Council, were contested fig-

Romero, who had often denounced repression and poverty in his homilies, was shot dead on March 24, 1980, in a hospital chapel in

San Salvador, the capital of the impoverished Central American country of El Salvador.

Romero’s murder was one of the most shocking in the long conflict between a series of US-backed governments and leftist rebels in which thousands were killed by right-wing and military death squads.

It was widely believed to have been ordered by Roberto D’Aubuisson, an army major and founder of the right-wing ARENA party. He died of cancer in 1992.

Trinidad Govt announces replacements for Petrotrin

he Government on Saturday said two companies would replace the now defunct Staterun oil refinery Petrotrin.

They are Heritage Petroleum Company and Paria Fuel Trading Company.

Heritage Petroleum is the new exploration company while Paria Fuel Trading will handle fuel logistics and the energy trading aspect of the business.

On Saturday, two advertisements concerning the new companies appeared in the local media. ”More than the infrastructure and natural resources that we will recover sustainably and profitably,

the quality of our people.

These factors will be pivotal to our success,” said the advertisement for the Heritage Company.

The description of the Paria Fuel Trading Company said: “As a Stateowned company with access to strategic linkages and high-level market intelligence, our significant infrastructure positions us to offer safe, responsible and efficient terminal operations which will facilitate the reliable transportation and trading of petroleum products.”

It was also stated that the company will ensure fuel security for automotive, aviation and marine

applications in Trinidad and Tobago.

The launch of the two firms came two days after Justice of Appeal Charmaine Pemberton granted a stay of an Industrial Court injunction against Petrotrin which prevented it from terminating employees and issuing voluntary separation letters.

Last month, Petrotrin announced the closure of its operations on November 30.

B’dos agri society calls on Govt to stop importing chicken wings

he Barbados Agricultural Society (BAS) has called on the Government to stop importing chicken wings.

Chief Executive Officer (CEO) James Paul, a former legislator, made the call claiming a glut is in the offing.

Paul was speaking on the sidelines of a meeting on Saturday with regional Trade Ministers.

He noted that owing to the increase in wing im-

ports, local chicken farmers were suffering financially as supermarket shelves stock more imported poultry than locally produced parts.

“What we are finding is that [wings are] being imported in such quantities that it is having a negative impact on the amount of chicken that is being sold locally. We made a survey of a number of supermarkets and what we are finding is that space that should be occupied by local chicken is

now being occupied by imported chicken,” Paul said.

The BAS official said the chief agency for importing chicken — the Barbados Agricultural Development Marketing Corporation, is having a negative impact on the livelihood of farmers across the island, adding that the Government needed to impose limits on the importation of poultry.

“We cannot have a situation where a state corporation in trying to cover its

expenses is doing so at the expense of the same farming community that they are trying to develop.”

“We also have a situation where the small producers in our country — and those are the persons who grow 500 chicken to 1000 chickens or 1500 chickens — are now having difficulty getting their chickens sold.

icaraguan Police arrested 26 people on Sunday ahead of a planned march against the Government of President Daniel Ortega, local human rights groups said.

Among those arrested ahead of the “United for Liberty” march were civil society activists and political leaders, according to a list published by Nicaragua human rights non-profit the Comision Permanente de Derechos Humanos.

The march was cancelled after the arrests, its leaders said.

Protests first erupted in April when Ortega’s leftist Government moved to reduce welfare benefits, but have escalated into broader opposition against Ortega, who has been in office since 2007.

More than 300 people have been killed in the protests, according to local human rights groups. Ortega’s Government disputes those figures and says 198 people have died.

“Protesting is a right,

repression is a crime, liberty for political prisoners,” demonstrator Tamara Davila shouted on Sunday, moments before she was loaded into a police vehicle.

The Inter-American Commission on Human Rights said on Twitter that it was deeply worried by the arrests, and called on the Government to guarantee the security of the protesters.

On Saturday, Nicaraguan Police said in a statement that the planned protest was illegal and that they would do everything necessary to stop it. Shortly after, President Ortega also criticised the protesters in a speech to supporters.

“They keep calling for marches not for peace, but for blood, that’s what they want, they want blood,” he said.

Criminal elements in Trinidad claim to have compromising photos, videos of CJ

n Sunday, the Trinidad Express reported explosive new claims that criminal elements in Trinidad have bragged about having in their possession compromising video and photographs of Chief Justice Ivor Archie, in addition to “sensitive WhatsApp and other communications involving the CJ”.

The Express claimed to have had knowledge of the situation since October 2016 and made follow-up investigations into the matter in January 2017, without explaining why it has only now disclosed this, almost two years later.

Last year, the same publication broke the story of Dillian Johnson, a convicted felon who claimed to have had a relationship with Archie. Johnson was among a number of people grant-

ed Housing Development Corporation (HDC) units after Archie personally intervened with a senior HDC official to fast-track the applications.

The Chief Justice later admitted that he had forwarded the names of people to the HDC for housing allocation.

Following a botched assassination attempt, Johnson later fled to London, where he was said to be seeking political asylum. His story has been shared with news outlets in the United Kingdom.

Regional security body deploys forces to St Kitts/Nevis P

hancellor Angela Merkel's Bavarian allies suffered their worst election result since 1950 on Sunday, bleeding votes to the far-right in a setback that immediately raised tensions within Germany's crisis-prone national government.

The Christian Social Union (CSU) won 35.6 per cent of the vote, preliminary results showed, losing its absolute majority for only the second time since 1962 – an outcome sure to stoke infighting in the conservative party, already a difficult partner for Merkel in Berlin.

"Of course, today is not an easy day for the CSU. We did not achieve a good result," Bavarian Premier Markus Soeder told a gathering of his party. "We accept the result with humility," he said, adding that the CSU, nonetheless, wanted to form a stable government as soon as possible.

Turkey migrants: Lorry crash kills 22

A

t least 22 people, including a number of children, were killed in Turkey when a lorry carrying migrants plunged off a road, State media say.

The lorry crashed through a barrier and landed in an irrigation canal 20 metres (65 feet) below, in the western province of Izmir.

The nationalities of the victims were not immediately known.

Russian Opposition Leader Alexei Navalny freed from prison

ussian Opposition Leader Alexei Navalny has been released from prison for organising what the Government claims are illegal protests against the Kremlin.

Navalny, 42, spent three weeks behind bars, his second spell in detention in as many months. He was released last month after serving 30 days in prison, and soon re-arrested.

"Over the 50 days I have been in jail, we have seen yet more evidence that this regime is in complete decline," Navalny said upon his release according to the AFP news agency, hinting at recent embarrassments to Moscow's intelligence services abroad and the launch failure of a manned Russian space rocket.

"If anyone thinks that with arrests ... they can

scare or stop us, that is clearly not the case," he added.

Navalny's original arrest came late August, when he was apprehended for organising a demonstration at the beginning of the year.

Jamal John repeats to take ‘Ounce of Gold’ T

eam Coco’s Jamal John once again took home the Ounce of Gold grand prize on offer to the winner of the 2018 Kadir Mohammed Memorial Cycling Road Race which was held on Sunday.

In its seventh year, this annual event, an 80mile course, pedalled off from Homestretch Avenue, went to Dora on the Linden Highway, and returned to Homestretch Avenue for the finish. John completed the course in three hours and 15 minutes.

In achieving his remarkable feat, John carted off six of the 10 sprint prizes that were up for grabs, to add yet another victory to his impressive accomplish-

ments this season. Just over two months ago, he won the Grenville Felix Memorial Road Race in Berbice.

The 21-year-old national cyclist ended the race in spectacular fashion, besting Andre Greene and Brighton John in a thrilling three-man sprint finish. Greene, who was second, won two sprint prizes, while Brighton claimed the other two.

Greene and John were the first to assert themselves at the head of the peloton, and were soon joined by Brighton. The trio dominated the race until the final turn, when the defending champion made his move.

National Road Race

champion Curtis Dey was fourth, while Chris Griffith, Andrew Hicks, Rastaff O’Selmo, Jornell Yearwood, Ajay Gopilall and Michael Anthony rounded off the top 10 finishers.

In other results, Brighton John won the Junior category ahead of Gopilall and Adelie Hodge respectively.

Other winners included Junior Niles (veterans Under-45), Ian Jackson (veterans Over-45) and Ozia McAulay (Mountain Bike category).

John will look to add another dominant victory when the action resumes next Sunday in the Digicel Breast Cancer Awareness event.

Sir Andy Roberts on board for ICC Women’s World T20 S ir Andy Roberts – the legendary fast bowler – has joined the Windies Ambassador Programme, and will lend his support for the upcoming ICC Women’s World T20 2018.

The 67-year-old is ranked among the best fast bowlers of all time and is a member of the ICC Hall of Fame. He will make several appearances to help promote the tournament, which will be played from 9 to 24 November. He will be based in his homeland Antigua and will also attend the semi-finals and final on 22 and 24 November.

Sir Andy Roberts said: “I was asked, and I graciously accepted the invitation to join the CWI programme because of my love for cricket. I will do whatever I can for West Indies cricket and this is my small contribution to the women’s game, which we can all see is growing all around the world and we are seeing evidence of and that growth here in our region.

This is the first time the ICC Women’s World T20 is being staged as a standalone event. The semi-finals and final will be played at the Sir Vivian Richards Cricket Ground in Antigua.

The preliminary rounds are scheduled for 9 to 18 November at the Guyana National Stadium, Providence, Guyana and the Daren Sammy Cricket Ground at Beausejour, St Lucia.

The Windies are the defending champions, having won the last edition in India in April 2016. The Australians have won the tournament three times while England and the Windies have won it once each.

The hosts are placed in Group A along with England, South Africa, Sri Lanka and Bangladesh, while Australia, India, New Zealand, Pakistan and Ireland are in Group B.

devastating 4-for from left-arm leg-spinner Yannick Ottley helped restrict the Jamaica Scorpions to less than 100 runs and handed the CCC Marooners a resounding 6-wicket triumph in the CWI Super 50 Cup, at UWI on Sunday.

Sent in to bat, the Scorpions were bundled out for 82 and in response, the CCC raced to 84 for 4 in 17.5 overs.

On a surface that seemed to offer plenty of assistance to the slower bowlers, the Scorpions found themselves in early trouble after opener Chadwick Walton was sent back to the pavilion after five deliveries. Walton (1) was caught by Amir Jangoo off the bowling of Akeem Jordan.

John Campbell (34) and Jermaine Blackwood (16), who put on 51 for the sec-

ond wicket, seemed to have staged a brief recovery of sorts but the innings fell apart following the dismissal of Campbell, who was caught by Ottley off the bowling of Carlos Brathwaite.

Blackwood followed just three overs after, becoming one of Ottley’s victims.

Brandon King added 20 off 31 but the last six batsmen after him were dismissed for a total of five runs. Kerron Cottoy was also a wizard with the ball for CCC as he ended with figures of 3 for 3.

In response, CCC opener Kjorn Ottley (1) was sent packing after facing just six deliveries from Jerome Taylor. At Cumberland Canje, Blairmont mauled Tucber Park by 7 wickets. Batting first, Tucber Park were blown away for an embarrassing 98, with Clinton Lindee continuing his good form with a score of 39. National Under19 all-rounder Javid Karim, bowling with accuracy and discipline, snared 4-23; and a National Under-17 left-arm spinner picked up 3-23.

In reply, Blairmont cruised to 101-3, with Zameer Nazeer scoring 41, and Javid Karim having a good game with 26 runs.

A

nother West Indies Test in India, another threeday finish. By the end of it, it seems scarcely believable that West Indies had at one point put India such pressure that they risked a serious injury to Shardul Thakur for a few extra runs. That was when West Indies' talismanic leader Jason Holder had dragged West Indies back into the contest, but India somehow managed to eke out a 56-run lead, which proved decisive thanks to another batting failure.

Umesh Yadav was on a hat-

In the first over, Kraigg Brathwaite tickled Umesh down the leg side. Kieran Powell showed immense uncertainty as he kept leaving wide Ashwin offbreaks alone before poking at one for no reason. All four balls in that over had ended on the same wide line: he left the first three alone, and edged the fourth.

Shimron Hetmeyer got into his innings, but again played one attacking shot too many, holing out to point for the second time this series.

Shai Hope scored another pretty 20 before playing a Jadeja delivery with an open face and offering Rahane a simple catch at slip. West Indies were still 11 runs from making India bat again. After a tight spell from spinners against Sunil Ambris and Chase, Umesh came back with a damaging spell of reverse swing, getting rid of firstinnings centurion Chase and the injured Shane Dowrich in successive deliveries just

before tea. Both men were bowled, making it six lbws or bowleds out of nine wickets for Umesh in this match.

Having done all the hard work with the ball in the first session, Holder was back in the middle in the second, this time padded up and fighting to keep West Indies afloat. He could do so for a partnership that lasted 10 overs, but Jadeja now ran through the tail. With nine wickets down, Virat Kohli called Umesh back to give him a shot at a maiden 10-for, and he responded by shattering Gabriel's stumps first ball: seven of his 10 victims were either lbw or bowled.

Bowled in under 50 overs again, West Indies set India only 72 to get. In dying light, Prithvi Shaw and KL Rahul proceeded to get those without much drama except that the Mumbai diehards lost out on another opportunity to compare Shaw with Sachin Tendulkar as he was given not out on an lbw appeal with a bouncer. The opening match of the night saw Pacesetters destroy Eagles 73-59 in their second division showdown. Pacesetters led 15-9 at the end of the first quarter, then went on to command the match in the second and third quarters before vanquishing the Eagles in the fourth quarter.

Pacesetters’ Mark Rose (17), Troy David (14) and Zion Gray (14) each played a major role in the victory; Eagles’ Sherland Gillis was the only person to meet double figures for the losing side, with 19.

In the second match, Pacesetters again clashed with the Eagles, but with the Eagles

looking to get revenge for their fellow teammates, they ended up suffering the same fate, narrowly losing to Pacesetters 78-73.

The Pacesetters lost the first round 16-11, but returned to claim the second quarter 2212. After that, it was a tug-of-war, but the Eagles swooped in and won the third quarter 26-19.

However, the more experienced side played well in the final quarter to again prevail over their adversaries.

Leading in scoring for the Pacesetters were Dave Causeway (24), Michael Turner (13) and Travis Williams (12). The only substantial scorer for the Eagles was Travis Belgrave, who had 25 points, the most for the night. He was supported

by Mark Richards (16) and Ryan Gullen (12).

The action will continue this week on Wednesday, Thursday and Saturday at the same venue. (Timothy Jaikarran)
