ith the proverbial dust settling from the recent Local Government Elections, the Guyana Elections Commission (GECOM) has some ideas for increasing the voter participation in the process, and it will take those ideas to the Government.

Among the measures GECOM will be taking to the Ministry of Communities is that it maintains year-round voter education. This is according to Chief Elections Officer Keith Lowenfield.

closure, the CEO was speaking at a press conference and was asked how GECOM would improve voter turnout. He noted that hiccups occurred during the LGE preparation stage which should have been avoided through early voter education.

“It has to be a yearround arrangement that speaks to what is required in some Local Government education arrangement that goes to (hinterland areas) and says: ‘This is what the benefits to accrue are, this is how to participate’,” he

explained.

“Going to the Pomeroon and speaking to the residents. So there’s a lot of work to do as far as prepping. You have to start with the education,” he declared.

Out of 572,531 persons registered to vote, only 208,534 actually did so.

This is a turnout of 36 per cent. When LGE were last held in 2016, the turnout was 47 per cent. GECOM has noted that the Ministry of Communities and political parties share responsibility for voter education.

Free and fair

Notwithstanding the 36 per cent voter turnout at the Local Government Elections, outgoing United States Ambassador to Guyana, Perry Holloway, has lauded the elections as a free and fair process.

Holloway made these remarks at a reception to mark his exit from Guyana as a diplomat and his eventual retirement from the State Department. As one of several observers to the elections, Holloway had no complaints to make about what he had seen on November 12.

“I went out and did some observing. It looked like a free, fair and very credible elections. No matter what you say about the turnout, I would say democracy was

the big winner. Because people did have a chance to go vote, and I hope this continues,” he said.

Making comparisons with Local Government in the US, Holloway noted that many politicians at the national level started out there. As such, he noted its importance not only to democracy, but also for moulding future leaders.

“In the United States, everything is built upon local governments. But, quite frankly, our presidents, not always but in most cases, often come up through the local government ranks. It’s how we build our future leaders most of the time,” he explained.

Besides Holloway and his team, other observers at the Local Government Elections have included the British and European Union (EU) diplomatic teams. In a recent interview with this publication, EU Ambassador to Guyana, Jernej Videti?, described the process as a smooth one.

This conclusion was arrived at after he would have visited some of the polling stations across Guyana to check upon the pace at which ballots were cast. He noted that he would have stood as an observer two years ago during the previous LGE, but the method was “excellent” this time around.

“We went as observers, and we had done it two years ago; so I think compared to what was [done] two years ago, it was even better prepared. We went to five local polling stations, and in all the polling stations the procedures were the same,” the Ambassador said.

ven though the People’s Progressive Party (PPP) has filed a no- confidence motion against the Government, the Party believes the coalition’s losses at the Local Government Elections (LGE) are the public’s own vote of no confidence.

In an interview with Guyana Times, Opposition Leader Bharrat Jagdeo explained that his party has observed the dissatisfaction of the people, and as such, took action as the people’s representatives.

“People spoke about this. They’re very dissatisfied, through the election results,” Jagdeo said. “And we’re just bringing that dissatisfaction, their voice, to the National Assembly, to say to the Government we’re dissatisfied with the direction the country is going in.”

“So win or lose, the country will benefit from this.

Because it will force this Government to sit up and take notice that we are unhappy with the visionless policies that they’re practis-

garding the motion.

“We have already succeeded, by filing this motion and getting this Government to sit up and notice these issues we are dissatisfied with.

And we believe this will force them, if the PPP fails to secure the majority in the house, to take cognisance of the reasons why we are filing the no-confidence motion. And it will force them to bring a better budget…

We’d like to see the restoration of the children grant.

Jagdeo had noted that some other measures he wants the Government to take is to reduce excise taxes, reverse the increases in land fees for Mahaica/ Mahaicony/Abary (MMA) farmers… increases the farmers have still been un-

ferred to the various scandals that have erupted under the Administration. They include the single sourcing of the feasibility contract for the new Demerara River crossing, the single sourcing of a drugs bond and the single sourcing of drug procurement contracts.

The Party noted the numerous breaches of fiscal laws flagged by the Audit Office of Guyana in its reports, as well as the lack of accountability in the D’Urban Park project; something even the Auditor General had to launch a special probe into.

The depletion of Guyana gold and foreign reserves was also highlighted. In fact, a report from the Central Bank earlier this year had indicated that Guyana’s net foreign reserves, held by the Bank in foreign currency notes; has fallen to its lowest point since 2008.

Tax collection has increased dramatically; a point alluded to by the Party.

In the End of Year Budget and Reconciliation Report, it noted that the projected revenue for 2017 was $186 billion. Instead, Government actually collected $195 billion in current revenue. This includes duties, levy, personal income and withholding taxes.

Court settlements since the coalition Government took office were also zeroed in on by the Party.

The Attorney General’s Chambers has come under much criticism for not being able to secure success for several cases against the State.

Since taking office, in addition to losing cases, Government has opted to enter into out-of-court settlements. These settlements included sums to the tune of US$5.7 million; $226 million and $3.8 billion.

Following the motion, the Government side gathered on Friday afternoon for a meeting chaired by Prime Minister and acting President Moses Nagamootoo to discuss the move.

The postponed sitting has meanwhile been rescheduled for Monday.

No confidence!

“N

o-confidence” motions are a staple of parliamentary democracies and it arises from the demand that the Executive retain a majority support in the House of Representatives/Assembly or Commons. Since the legitimacy of a democratic government depends on its popular support, the loss of this support – as articulated by the peoples’ representatives – removes that legitimacy. In Britain, there have been 23 motions of no confidence passed since 1945 and 27 in India since their independence of 1947. Guyana was educated to the nuances of this motion in 2014 when Moses Nagamootoo of the Alliance For Change (APNU) moved one to remove the Donald Ramotar People’s Progressive Party (PPP) Government from office.

Article 106(6) of the Constitution states: “The Cabinet, including the President, shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence”. In Guyana since 2015, the Government was a minority in the National Assembly, if the AFC and the A Partnership for National Unity (APNU) voted together – which was evident – the Government would have had to resign, and elections be scheduled within three months. Nagamootoo claimed that his motion was based on the PPP Government spending in an unauthorised manner; the crisis in the sugar industry; poor macroeconomic policies that led to falling gold prices; not making demanded changes in the AntiMoney Laundering and Countering Financing of Terrorism and general ineptitude in governance. President Donald Ramotar then used his constitutional power under Art 70(1) to prorogue Parliament and schedule elections within six months. In that election the APNU/AFC coalition won by a razor thin majority of one seat.

Against that background and on the heels of its massive victory in the LGE where the PPP won more than 45,000 votes than the combined APNU and AFC parties – which competed separately – General Secretary of the PPP and Opposition Leader Bharrat Jagdeo filed a motion of noconfidence in the Government. The Opposition Leader justified his move not just on the margin of his party’s victory – which is equivalent to nine seats in Parliament – but also on the massive and growing unemployment crisis, including that in the sugar industry where four estates had been closed with 7000 workers fired but no sign that this has stabilised the industry. He also cited the extraordinary level of corruption of which $500 million was unaccounted for in the D’Urban Jubilee Park; $604 million of Pharma illegally sole-sourced from ANSA McAL and $153 million contract for the Demerara Harbour Bridge design, illegally awarded to a sole sourced firm.

While the Opposition Leader correctly reads the mood of the country at the glaring ineptitude of the Government which has left the ship of state drifting at best or sinking at worse – and the reason for its poor showing even among its traditional supporters – the actual passage of the motion, which will precipitate elections in three months – will face several challenges. The first will be to have the Speaker accept the motion. The PPP General Secretary pointed out that the Speaker of the National Assembly, Raphael Trotman, had allowed the APNU/AFC no-confidence motion back in 2014 on much less substantive grounds.

But unfortunately, this Speaker has consistently shown over the past three years that he gives very short shrift either to precedent or conventions of parliamentary procedures when he issues his rulings. For instance, he has displayed great tolerance for the unparliamentarily behaviour of Government MPs but has suspended Opposition MPs for far less serious infractions. It is to be hoped that the Speaker will bow to the declared will of the people in the just-concluded LGE – in addition to the stated reasons by the Opposition Leader and allow the motion to reach the floor.

No confidence motions have to be treated with the greatest urgency by the Speaker since, as discussed above, they go to the very foundation of democratic governance.

For instance, it should certainly take precedence over the discussions of Budget 2019, since these will possibly be moot if the People’s National Congress-led Government cannot muster a majority to continue in office in 2019.

The Dutch Heritage Museum, formerly known as the Court of Policy, is located on Fort Island, approximately 16 kilometres (10 miles) from the mouth of the Essequibo River. The museum, which provides a meaningful contribution to the country’s cultural heritage sector, was opened on February 19, 2007, by the National Trust of Guyana. In its collections are a number of artefacts unearthed from the colonies of Essequibo, Berbice and Demerara along with a number of maps and informational pull-up charts; all of which aid in highlighting the relationships the Dutch had with the Indigenous peoples and the slaves they owned.

The Court of Policy was completed in 1752. This single-storey brick structure was built with three compartments – the centre room held church services, while the northern chamber held the proceedings of the Court of Policy. The southern room, the Consistory, acted as the prison. The Consistory was later adapted as a vendue (auction) office, primarily for the sale of slaves. Trump Administration says no final conclusion on Khashoggi murder

T

he Trump Administration on Saturday said it had not reached a final conclusion on who was involved in the death of Saudi journalist Jamal Khashoggi despite a US Central Intelligence Agency assessment that Saudi Crown Prince Mohammed bin Salman ordered the killing.

“Recent reports indicating that the U.S. government has made a final conclusion are inaccurate,” State Department spokeswoman Heather Nauert said in a statement. “There remain numerous unanswered questions with respect to the murder of Mr. Khashoggi.”

Nauert said the State Department will continue to seek facts and work with other countries to hold those involved in the journalist’s killing accountable “while maintaining the important strategic relationship between the United States and Saudi Arabia.”

Trump, while flying to California on Saturday, discussed the CIA assessment by phone with the agency’s director, Gina Haspel, and Secretary of State Mike Pompeo, White House spokeswoman Sarah Huckabee Sanders told reporters.

The CIA had briefed other parts of the US Government, including Congress, on its assessment, sources told Reuters on Friday, a development that complicates Trump’s efforts to preserve ties with the key US ally.

A source familiar with the CIA’s assessment said it was based largely on circumstantial evidence relating to the prince’s central role in running the Saudi Government.

The CIA’s finding is the most definitive US assessment to date tying Saudi Arabia’s de facto ruler directly to the killing and contradicts Saudi government assertions that Prince Mohammed was not involved.

Khashoggi, a US-based Washington Post columnist and critic of the crown prince, was killed in October at the Saudi consulate in Istanbul when he

went there to pick up documents he needed for his planned marriage.

As lawmakers push legislation to punish Saudi Arabia for the killing, both Republican and Democratic senators on Saturday urged Trump to be tough on the crown prince, with whom he has cultivated a deep personal relationship.

“Everything points to the Crown Prince of Saudi Arabia, MbS, ordering @washingtonpost journalist Jamal #Khashoggi’s killing. The Trump administration should make a credible determination of responsibility before MbS executes the men who apparently carried out his orders,” tweeted Senator Bob Corker, chairman of the Senate Foreign Relations Committee, on Saturday.

Trump and top administration officials have said Saudi Arabia should be held to account for any involvement in Khashoggi’s death and have imposed sanctions on 17 Saudis for their role in the killing.

But they have also stressed the importance of Washington’s ties with

Riyadh, one of the biggest clients of the US defence industry. Trump wants to preserve the Saudi arms deals, despite growing opposition in Congress.

“They have been a truly spectacular ally in terms of jobs and economic development,” Trump said. “As president, I have to take a lot of things into consideration.”

Marine General Joseph Dunford, chairman of the Joint Chiefs of Staff, noted on Saturday that the kingdom plays a key military role for the United States in the Middle East.

“Saudi Arabia has been an important partner to regional security in the past, I expect they will be in the future,” he said at a security forum in Halifax, adding Middle Eastern allies including Saudi Arabia are “a stabilising force in the region.”

On Thursday, Saudi Arabia’s public prosecutor said he was seeking the death penalty for five suspects charged in the killing of Khashoggi.

The Prosecutor, Shaalan al-Shaalan, told reporters the crown prince knew nothing of the operation, in which Khashoggi’s body was dismembered and removed from the consulate. Saudi officials have said a team of 15 Saudi nationals were sent to confront Khashoggi and he was accidentally killed in a chokehold by men who were trying to force him to return to the kingdom.

Lawmakers critical of Saudi Arabia for Khashoggi’s killing and its role in Yemen’s civil war are ramping up their efforts to clamp down on the country.

“Trump must accept (for once) his intelligence experts’ incontrovertible conclusion: Crown Prince MBS is culpable for Khashoggi’s monstrous murder. This brazen killing must have consequences – sanctions, prosecution, removal of MBS and others, not continued cover-up, enabled by Trump,” tweeted Democratic Senator Richard Blumenthal on Saturday. PPP is dynamic in leading Press conference or mini rally? fight for working class Dear Editor, Over the past three years of this APNU/AFC Coalition Government, numerous challenges to our nation emerged, threatening with full-force the pillars of Guyana’s set development agenda and that of our residents. Characteristically, the coalition has tried to camouflage its poor performance and dictatorship approach with overutilised excuses of blaming the PPP/C for its inefficacies. Our citizens, as the judge and jury, will pronounce upon the coalition’s shallow defences as an absolute measure of lack of delivery, and will take required corrective actions.

The 2018 Local Government Elections (LGE) again afforded citizens across the length and breadth of our land the opportunity to react to the many issues affecting them.

Reacted they have, and the results signal a majority disenchantment with the duplicitous approach of the Government. They have provided a sound warning of intolerance to the partisan approach and serious mismanagement by APNU/AFC Coalition, which has brought the abyss much closer than the evasive good life.

Notably, the role of the Guyana Elections Commission (GECOM) is critical in delivering the expressions of the populace.

Its key functions have been under serious scrutiny, with many of the Secretariat’s principal actors and procedures being the subject of serious investigation for financial mismanagement and maladministration.

Many stakeholders have justifiably criticised the organisation, which still have a lot to accomplish in establishing

a transparent balance of its operations.

In the lead-up to the elections, there were far too many issues, including the inconsistencies in the approach of many Returning Officers, which affected the dissemination of required public information that was transferred into the E-Day operations. The expected standard Information Clerks were visibly absent from polling stations; and that would have resulted in absolute mayhem, but for the ‘electronic App’, which allowed persons easy access to information regarding which station they had to attend to vote.

Notwithstanding the strong requirement to improve transparency and address issues related to evidence of corruption, the results of the LGE are indeed a revelation for the PPP/C.

The PPP/C, as a collective, has been very dynamic in leading the fight for the working class under the fearless, astute and masterful leadership of Opposition Leader Dr Bharrat Jagdeo.

His masterstroke to put a winning structure in place to manage and prevent rigging is highly commendable. Under his rejuvenated stewardship, he has led and walked on the ground in managing a brightened and spirited approach by members and interested stakeholders that certainly provide hope for all Guyana.

There is no doubt that this approach significantly contributed to the PPP/C’s massive win at the LGE, and will be central to future considerations of the path of the Party going forward.

Comedy central at GECOM

Dear Editor, The minutes of the last meeting, of October 30, 2018, were read, and corrected mostly by the Chairman, who then asked for someone to move the adoption. I said that since the last meeting had been so long ago, and I could not be sure that there were any omissions, I would not, in good conscience, move that motion; after which, the Chairman asked Commissioner Trotman to do so.

And lo and behold, Commissioner Trotman declined because, according to

him, since I had declined to do it, he was following my lead! My, my, Commissioner Trotman following my lead!

I almost laughed out loud when Commissioner Corbin also declined to move the motion; and the Chairman did so himself, and then asked for a seconder, upon which the Legal Officer/ Secretary assured him that his motion did not need one!

The whole reading of the minutes and what followed was something out of comedy central! And yes, this is what passed for a serious meeting of the Guyana

Elections Commission today.

We were promised a report by the CEO on the 2018 LGE by the first week of December, 2018, and when asked about the report of the 2016 LGE, he said there was a report under the hand of the former DCEO, which he promised to share with us after nearly 3 years.

There was mention about the disappearing electoral ink, my finger remains unstained; and of laws which need to be amended, but that was put for another day, since the Chairman

was very eager to have the meeting adjourned at 4pm.

So, since next Tuesday is also a national holiday, the meeting was adjourned, and Wednesday November 21, 2018 at 1 pm was named as the date and time for the next meeting.

Nagamootoo has much skill at deceit and deception Dear Editor, From his press conference held at the PNC Headquarters at Congress Place, it is clear that Mr Moses Nagamootoo has much skill at deceit and deception.

When he asked the question, “Where is the Guyanese compassion?”, he opened himself to be accused of nakedly playing to the gallery, rather than focusing on the more important questions of the health of the nation’s affairs and the reasons for the political shellacking his party received at the just concluded polls.

It would be remiss of me to let him get away with this glaring act of spinning the truth and replacing it with his usual convoluted misrepresentation of the facts.

Please permit me, Editor, to list these few facts.

Fact 1: This no-confidence motion tabled by the Leader of the Opposition was brought against a Government, not an individual. For the record and emphasis, this no-confidence motion is being tabled against the entire APNU/

AFC (PNC-led) Government as a collective, and not against any individual.

Fact 2: Whatever happens in Parliament when this motion is concluded will have ZERO impact on the personal affairs of His Excellency President Granger. After all, at this moment he is the President of all of Guyana, legally and legitimately. If the current APNU/AFC (PNCled) Government of Guyana is to fall as a result of this no-confidence motion, the rules dictate that all current and former Presidents are entitled to a FULL presidential medical and pension package, which means in common parlance almost unlimited funds. So what is this non-sense from Mr Nagamootoo about compassion?

We, the Guyanese people, including me, would rain down a ton of bricks on anyone if they attempt to mess with the medical benefits of any former or current President, because such an act would have been unconscionable and very un-Guyanese. But the truth re-

mains: win or lose, Mr Granger’s medical benefits are fully protected and preserved, whether he is in office or out of office. This situation will not change; not now, not next year, not ever.

Fact 3: Mr Nagamootoo, in his usually style of empty flambouyance, deliberately chose to side-step the record of his three-year-old APNU/ AFC (PNC-led) Government.

Instead, he sought to inject all sorts of innuendos, insinuations, words of intimidation, and wild inferences

into his statements. And after all those theatrics, he and his team, with their tails between their legs, hid from the scrutiny of the Parliament on November 16, 2018 like cowards. What manner of people conduct themselves in such a milquetoast manner?

That this party event was being broadcast by the Department of Public Information was no surprise; what was astonishing, however, was the absence of representation from the WPA, JFAP and NFA parties, who are supposedly still members of APNU. Given that the reason for this event was to demonstrate the solidity of the Coalition, it raised more questions than answers.

The mistreatment of members of the press at this event has been well catalogued in the complaint released by the Guyana Press Association, which prompted a response from the APNU/AFC public relations machine, which stated, “The APNU does not condone nor endorse any conduct that serves to intimidate and hinder duties of media workers.”

Editor, what nonsense!

The leaders of APNU/ AFC sat there behind their enormous name tags and watched silently, and in some cases nodded in agreement as their bussed in supporters abused the media. This is not remedied by press releases; “actions speak louder than words” is a truism that has withstood

the test of time.

This intimidation and hostility is not new behaviour for APNU; it is the norm. How many ‘counter-protests’ have we seen since the APNU+AFC Administration came into office? There is video footage of Presidential hopeful PNC Chairperson Volda Lawrence pelting a glass (and hitting) Jason Abdullah as he peacefully protested outside of the Red House. There is video evidence of PNC supporters hurling abuse at retrenched sugar workers who were forced to protest for severance pay being unlawfully withheld.

I urge the press corps to earn respect by walking out of any event at which they are so abused in the future.

Editor, I will not delve into the substance of the mini-rally, as there was little. The voodoo mathematics of 8000 votes out of a total of 208,000 being equivalent to 10 per cent did provide a clue as to why our nation has moved from an $11 billion surplus to $56 billion deficit in little more than three years.

That the ‘fearless’ coalition cowardly absented itself from work at the National Assembly later in the day came as no surprise; the false bravado fooled no one but itself.

hen a child or teen begins to struggle with their school work, it is best to get them the help they need as soon as possible. The longer it takes for a student to get help, the more lost they become since the school learning continues forward.

How can you tell if your child is struggling? Children and teens aren't always forthcoming about their school performance, especially if they do not feel good about it. Below are some signs to look for. Keep in mind that while anyone may have an off day without it signalling an overall problem if any of these become a pattern or start to become at all regular, the earlier you find out what is behind the change so you can help them, the better.

1) Your child suddenly refuses to discuss school

When your child all of the sudden doesn't want to tell you about what they are learning in school, or how their school day went, it can be a signal that something is not right at school. This could also be limited to the subjects they are struggling

2) Your child has a sudden major change in attitude about school

If your child suddenly becomes distant or angry towards school, you can bet they do not like how things are going at school. Another big attitude shift to watch for is boredom. Often kids will complain they are bored when they don't understand what is going on at school.

When your child says they are bored, it is important to look a little deeper to find the cause.

It may be that they already know the material being taught in a particular unit at school. Children who do not understand the material at all will also complain about being bored. It is the same feeling you would have if you were stuck listening to a talk radio station that was entirely in the language you had never heard before.

Boredom results when you can't understand enough of what is being said to be interested.

3) Your child spends an excessive amount of time on homework

It is a big warning sign if your child is falling into a

pattern of having little to no free time outside of school because they are spending their time on homework.

A rough guideline is that a child should be spending ten minutes per grade level on homework each school night.

Homework policies vary tremendously among teachers and schools, so it is Important to realise that some teachers give out more homework and some give out far less.

Be sure that you are familiar with your child's teachers' homework policies. If your fifth grader has a teacher that believes in giving no more than 15 minutes worth of homework each night, and your child is spending 50 minutes, then your child is struggling to get the work done.

Likewise, if your high school student spends an hour each night working on homework for a dual college credit math course, they may be in line with the teachers' policies. 17. Talk with your child. Talking and listening play major roles in children's school success. It's through hearing parents and family members talk and through responding to that talk that young children begin to pick up the language skills they will need if they are to do well. For example, children who don't hear a lot of talk and who aren't encouraged to talk themselves often have problems learning to read, which can lead to other school problems. In addition, children who haven't

learned to listen carefully often have trouble following directions and paying attention in class. It's also important for you to show your child that you're interested in what he has to say.

18. Encourage your child to use the library.

Libraries are places of learning and discovery for everyone. Helping your child find out about libraries will set him on the road to being an independent learner. Remember that libraries also offer a quiet place for students to complete homework, and are often open in the evening.

19. Encourage your child to be responsible and work independently. Taking responsibility and working independently are important qualities for school success. You can help your child to develop these qualities by establish reasonable rules that you enforce consistently, making it clear to your child that he has to take responsibility for what he does, both at home and at school, showing your child how to break a job down into small steps, and monitor what your child does after school, in the evenings and on weekends. If you can't be there when your child gets home, give her the responsibility of checking in with you by phone to discuss her plans.

20. Encourage active learning. Children need active learning as well as quiet learning such as reading and doing homework. Active learning involves asking and answering questions, solving problems and exploring interests. Active learning also can take place when your child plays sports, spends time with friends, acts in a school play, plays a musical instrument or visits museums and bookstores.

To promote active learning, listen to your child's ideas and respond to them.

Gun-toting pensioner nabbed after threatening to kill nurse

APNU apologises for condoning disrespectful behaviour towards media

79-year-old resident of the Palms on Brickdam, Georgetown, who is an ex-prison officer and the holder of a licensed firearm, is now in Police custody after he threatened to kill a male nurse at the facility.

Reports are that at about 20:15h on Friday, the elderly man and the nurse had a misunderstanding and the nurse walked away. However, dissatisfied with the altercation, the 73-year-old went for his handgun and cornered the nurse in the stairway.

According to the Police, the nurse managed to disarm the angry man before he called the Police, who arrived and

took possession of the firearm. The 79-year-old was arrested, and an investigation is ongoing.

ne day after the Guyana Press Association (GPA) had blasted the coalition Government for condoning disrespect meted out to media workers at a joint press conference hosted by the APNU and AFC factions of Government, the Government has issued an apology to the GPA. The media was invited to this joint press conference, held at Congress Place, Sophia on Friday; but much to the media’s surprise, party supporters were at the briefing. As questions were being asked of the parties’ leaders, members of the media corps were heckled by those supporters.

Media workers were boldly asked by the parties’ supporters, “What stupid questions are you asking?”, and

in some cases, they were even asked if those were even questions. All the while, Government officials, inclusive of Acting President Moses Nagamootoo; Acting Prime Minister Carl Greenidge; Minister of State, Joseph Harmon; Social Protection Minister Amna Ally, and Public Security Minister Khemraj Ramjattan, sat quietly and condoned the disruptive behaviour of their supporters.

However, the GPA did not mince words with the Government on Friday following the incident, but frontally reminded the Government that media workers have the right to conduct their duties without fear of intimidation.

The GPA noted that it would not hesitate to call on media workers and media houses to boycott press events if this

“unacceptable behaviour continues.”

On Saturday morning, the APNU issued a statement apologising to the media. In its statement, the party said that it “wishes to express its apologies for the discomfort caused during the recent press conference.”

It added, “As a political partnership and coalition partner of the Government, the APNU does not condone nor endorse any conduct that serves to intimidate and hinder duties of media workers,” while saying that it values the work of the media.

However, this is a far cry from what occurred at Congress Place on Friday.

The party, nevertheless, committed that it “endeavours” to ensure that such instances do not recur at future press conferences.

3 nabbed with illegal gun, ammo during Essequibo Coast raid

hree persons are now in Police custody, after they were busted with an illegal firearm and ammunition in their homes during separate searches conducted by Police at Charity Extension Scheme, Essequibo Coast, Region Two (Pomeroon-Supenaam).

Based on the information received, Police ranks from G Division (Essequibo Coast-Islands) on Friday conducted searches on two homes after an alleged shooting was reported in the area.

During one of the searches, a 7.62 x 39mm spent shell was found and

two adult males and one female juvenile were arrested.

Meanwhile, one 9mm pistol along with its magazine and 10 live rounds of ammunition was unearthed during another search. A male suspect in custody has since admitted ownership of the weapon.

As the suspects remain in custody, an investigation into the matters has since been launched and is currently in progress.

Reports are the gun and ammo were found at about 08:15h after officers from E Division (LindenKwakwani) acted upon information. A search was conducted and the improvised 12-gauge shotgun and 10 live cartridges were subsequently unearthed.

But the biggest giveaway of the panic that had seized the PNC and AFC like a cold and clammy hand of doom was their abrupt cancellation of the sitting of the National Assembly on Friday.

If they were so certain of their one-seat majority, why not take a chance on the PPP suddenly calling for a division on some matter on the floor? Was it because Trotman had departed for London to sell our greenheart? (Hope he gets a better deal than he did on oil!!) But with his absence, while the vote on both sides would be tied 32-32… they could still count on their Speaker Bartland Scotland using his casting vote to “maintain the status quo” and keep them in office, no?

Naah…they just couldn’t count on all their troops – especially from coalition partners – keeping the faith!!

Take the AFC. They know they were given Larwah (shafted) on the promises of the Cummingsburg Accord.

While Nagamootoo and Ramjattan might be willing to keep on taking the shafting because of the grease of mega-salaries and perks, some of the others have definitely been chomping at the bits.

Take that AFC MP from Berbice – the lawyer one.

He’s definitely being harassed by the police – even though he’s nowhere as scatologically voluble as his colleague Crawford! He’s called out Nagamootoo and Ramjattan on several occasions in letters to the press for not getting the police off his back. What does he have to lose if he falls ill on voting day? He knows his name is worse than mud – even that “caddy” from the 63 Beach - in Berbice anyways!!

Some folks think the weak links that’ll give way might be from the WPA camp, since they’ve been most vociferous about their peripherilsation by the PNC – but not your Eyewitness.

These fellas are ideologues for the PNC’s constituency and will swallow all their humiliations.

If all Guyana – here and in the diaspora – were ashamed of those firemen looting the luggage of the crashed Fly Jamaica Jet, the behaviour of the PNC and AFC leaders at the Press Conference they called at Congress Place should cause them even more shame and disgrace. Those firemen, after all, had the excuse of “poverty” that’s usually trotted out by our bleeding hearts, don’t they?

But what excuse - especially in the climate created by the Saudi’s murder of the journalist Khassoghi – does the PNC and AFC leaders have for siccing their hooligan supporters at their press conference?? This is a clear signal that Nagamootoo and Ramjattan are now so desperate to survive under the skirt of the PNC that they’re willing to condone the type of hostile PNC behaviour that culminated in one of their supporters stabbing Father Darke, back in the day.

Nagamoottoo, especially, should hang his head in shame, since he likes to boast of his days in journalism. …some a dem a lie to themselves!

he United States Embassy here in Guyana has issued over 100,000 visas over the past three years.

This was revealed by Deputy Chief of Mission at the US Embassy, Terry Steers-Gonzalez.

Steers-Gonzalez was at the time speaking about the achievements of outgoing US Ambassador Perry Holloway at a farewell reception held in Holloway’s honour on Friday evening.

“The Consular Section, in the Ambassador’s time here, has issued over 18,000 immigrant visas and 86,133 – not to be too exact – non-immigrant visas, which is over half of all the non-immigrant visas issued by this Embassy so far this 21st century,” Steers-Gonzalez said.

Over the past three years, the number of

non-immigrant visas issued to Guyanese by the United States Embassy has seen increases by over several thousand each year. In fact, at July 2017, the US Embassy had processed more than 72,000 non-immigrants and 7000 immigrant visas with a low refusal rate.

At the time, Ambassador Holloway had attributed this trend to the improving economic situation in Guyana.

“The improving economic situation over the last few years has led to our refusal rate coming down significantly, from a high of well over 50 percent five years ago, to one much lower today and luckily for us only a small percent of Guyanese, who go to the US actually abuse their visas and stay illegally,” the US Diplomat had stated.

Moreover, the Embassy’s Consular Section and the Regional Security Office has been working with local law enforcement to obtain the first successful prosecution for visa fraud in Guyana, which resulted in an Internet Café vendor being imprisoned.

Ambassador Holloway had also sought to alley fears of a change of his country’s policy to Guyana.

“The fears that we were disengaging or even forgetting about Guyana were quite simply misplaced fears. Bilateral relations could not be better… a lot is going on and there is more to come,” he had indicated.

In 2015, some 51,000 non-immigrant visas were processed by the US Embassy here. This figure was a 20,000 increased from the 31,000 processed in 2014. In 2016, 72,000 visas were processed.

With regards to the immigrant visas, however, there has been a declining pattern. A total of 6403 immigrant visas were processed in 2014; 6154 in 2015 and 5600 in 2016.

On the other hand, there has been a crackdown on illegal immigrants in the US in recent months and Guyana was listed as one of the countries which could lose visa access if the Government refuses to accept deportees.

hen Guyana’s first roundabout was opened at Kitty, Georgetown, Government promised it would open similar structures at other locations but at least one of these projects, the Timehri roundabout, has run into serious trouble even before it’s opened.

According to reports, the contractor was given advance payments totalling $30.8 million, with $628,568 being paid to the Guyana Revenue Authority (GRA) as Withholding Tax. The contractor, who was awarded the contract out of 11 bidders,

was supposed to construct a single lane rural roundabout and bypass road.

In Auditor General Deodat Sharma’s 2017 report, he revealed that he examined payment vouchers, contract documents and even paid the site a physical visit a few months ago. Among his findings were that the works were incomplete and very much behind schedule.

While the contractor had mobilised on site, at the time only excavation and general earth work had even started.

And this was limited to two small sections of the existing roadway.

The works were expected to be done at the existing twolane road coming from the Cheddi Jagan International Airport and the four-lane highway.

The AG also revealed that the advance payment bond, meant to be a security in case the contractor defaulted after being paid up front, expired since December 4, 2017. As of August 2018, only 19.5 per cent of the advance payment had been recovered.

The human health risk to exposure to Zenden Mosquito Coil is high. Additionally, the registration data submitted had numerous other areas of non-compliances,” the statement noted.

peration “Restore Order” conducted on the Essequibo Coast, Region Two (PameroonSupenaam) has led to the arrest of several persons, after cordon and search exercises were carried out by Police ranks on 10 homes between Anna Regina and Supenaam.

Four suspects were however on Friday taken before Magistrate Esther Sam at the Suddie Magistrate’s Court, slapped with charges for offences ranging from narcotics possession to break and enter, and simple larceny.

Twenty-four-year-old Sheldon Patterson, a resident of Zorg, Essequibo Coast, was slapped with a charge of narcotics possession, which alleged that he on November 15, 2018, had nine grams of cannabis in his possession. The defendant admitted to the charge and was fined $4500 along with two months community service.

Meanwhile, Munaf Yakub, 39, of Lot 77 Huist Derien, Essequibo Coast, was charged for the offence of break and enter and larceny which he denied. As such, he was remand-

ed to prison and the case will continue on December 7.

Another person, 32-yearold Lakeram Persaud of Reliance, Essequibo Coast, also faced a charge of breaking and entering and larceny.

He also denied the charge and was released on $40,000 bail.

Meanwhile, Albert Barcat, 46, of La Belle Alliance, Essequibo Coast, was arrested and charged on November 15 for the offence of simple larceny. He admitted to the charge and was jailed for four months.

It added that the Pesticides Board will continue conducting activities geared at exposing importers, distributors and retailers of the illegal mosquito coils, in keeping with its mandate to eliminate illegal pesticides, while reducing the availability of the unwanted products.

The registered and legal brands of pesticides recommended by the PTCCB are Fish, Protox, Baygon, Raid, Vape and BOP. According to the Ministry, illegally imported Chinese mosquito coils have been an area of focus for the Board for quite a while. Nonetheless smugglers of such products have spared no effort to register the products which are suspected to be dangerous to human health and the environment.

Third Force politics in a divided polity

T

his was originally written in 2006. With the imminent absorption of the AFC and WPA into the PNC, it’s clear the more things change, the more they remain the same!

“There appears to be some ambiguity in the public sphere about the notion of a “Third Force” at the present conjuncture in Guyanese politics. We offer one perspective to stimulate discussion. Modern Guyanese politics is universally accepted to have begun with the launching of the PPP in 1950. There were, of course, several other parties that contested the 1953 elections, but with the overwhelming (and unexpected) victory of the PPP, those parties receded. The split in the PPP in 1955 eventually created the two major “forces” in our political landscape, which have persisted into the present – the PPP and the (rump) PNC – into which several of the older parties merged.

The first authentic “Third Force” emerged in 1960, with the formation Ravi Dev of the United Force under Peter D’Aguiar, who attempted to offer an alternative to the two major forces by outlining a radically different vision for the country based on a free enterprise economy, in opposition to the socialist-based models of both the PPP and the PNC. The coalition between the PNC and the UF in 1964 effectively destroyed the Third Force, since in merging with the Second Force (PNC) the UF was peripheralised as the “disequilibrium of size” principle played itself out. Between 1968 and 1974 the PNC created a de facto one-party state since the PPP was effectively neutralised and manoeuvred into a supplicant role.

The emergence of the WPA in 1974 created the space for a new “Third Force” politics, since their radical political strategy offered a perceived viable alternative to the PNC in the minds of large sections of the populace. The assassination of Rodney in 1980 unfortunately destroyed that alternative, as the surviving leadership groped (unsuccessfully) to find a substitute for Rodney’s charisma, authenticity and depth.

Possible “Third Force” politics had to await the acceptance

by President Hoyte of democratic politics in 1992, since this re-created the reality of the effective two entrenched forces that had been created in the 1950’s, along with a host of smaller parties. In my estimation, the inability of any of the then smaller parties to present a creditable alternative to the two major forces precluded emergence of a genuine “Third Force”.

In 2003, ROAR came up with the proposal of a “Centre Force” as a strategy for creating that credible alternative.

Others also talked of a “Third Force”, but their premises differed on several crucial areas. Our premises were simple.

First, while many of the smaller parties had credible individuals and programs, individually they were not perceived as capable of taking on the two behemoths, so a coalition of these parties was suggested to address that concern. Secondly, most Guyanese bemoaned the fractious nature of our politics and intuitively knew that if all the groups would come together, Guyana would make rapid progress. The answer we proposed, was to insist on a “Government of National Unity” after the elections that would include the PPP and PNC with the Coalition of the smaller parties that would form the “Centre Force” which would, at a minimum, hold the balance of power in Parliament.

What has prevented the Formation of a “real” Third Force has been two opposing conclusions by some of the smaller parties. There is one tendency that holds that even if a coalition of smaller parties deny the First and Second Forces a majority, at the next elections, the PPP would most likely capture the Presidency and then use its still considerable powers to govern in its exclusivist fashion. The answer, adherents of this position maintain, is to enter into a pre-election coalition with the PNC. We reject this approach because it not only ensures the maintenance of our debilitating divisions but actually exacerbates them, by joining “one side” to oppose the “other” side, a la the UF in 1964.

The other tendency, represented by the new AFC, has been to assert that one’s party is primus inter pares and that the other smaller parties should merge into it to become the “Third Force”. ROAR opposes this tendency, since it goes against the very foundation of Guyanese politics – its diversity of interests that cannot be wished away but must be given agency, respect and equality. Apart from arrogance, this tendency represents the very worst of our old politics, and we believe it must be resisted at all costs.”

What says the AFC now?

A

family of 10 is contemplating its next move after an early morning fire demolished the family’s Guyhoc Park, Georgetown home on Saturday.

Reports are that family members were awakened from their slumber after a flickering light had been observed at about 03:30h at the Lot 85 Guyhoc Park house.

Mother of eight, 35-yearold Natasha Cadogan, related to Guyana Times that one of her daughters alerted her that fire was coming from the rear section of the two-storey house. As checks were made, it was discovered that the kitchen area was engulfed in flames.

“My daughter went sitting in the back room, and then we jump up and then go out and see the fire in the kitchen,” Cadogan said in tears.

She explained that the fire spread quickly to other sections of the wooden-and-concrete house.

To avoid getting injured, the woman and her seven children had to make their way to safety by breaking through the back door.

“From the kitchen, we go to out it, but it run straight in the bedroom, and then everything start happening. They couldn’t get to come out the house.

They had to kick down the back door, and then everybody run out,” the distraught Cadogan stated.

When this publication arrived at the scene,

the entire house had already been gutted by the fire. The homeless family members are seeking shelter at a neighbour’s home.

The only things that survived the fire were a detached concrete shed in front of the burnt building, some clothes that were left to dry in the sun, and the flooring of the burnt building.

In tears, Cadogan confided that she would have lost everything in the blaze, and her losses are estimated in the millions.

While tumbling through the debris, she found some gold jewellery and some of her husband’s clothes.

She told this publication that she cannot say what may have caused the fire, since the stove and all electrical items had been turned off. She said her husband was at work at the time of the fire.

“We does turn off all we lights them at night…

Nothing left on in the kitchen,” she declared.

One of her daughters mentioned that the family had been occupying the building for about 15 years.

She said she is grateful to neighbours and bystanders who assisted and also called the Guyana Fire Service (GFS). She, however, noted that the Fire Service had taken some time to arrive on scene.

However, sources have confirmed that the firefighters have found an illegal wire connected to a utility post in front of the yard. Investigations are continuing.

5 juvenile offenders escape from NOC

A

search has been launched for five female juvenile offenders who escaped from the New Opportunity Corps.

This incident follows a number of other incidents wherein inmates have tried to flee the holding facility.

Just over two weeks ago, a 17-year-old juvenile offender from New Amsterdam, Berbice pushed down a social service assistant and escaped.

The teen was sent to the juvenile correctional facility to serve a three-year sentence on a charge of breakand-enter and larceny.

Reports are that the

teen was being escorted back to his dorm when he pushed the 61-year-old social service assistant Dale Dowding to the ground and ran west out of the compound and into an area covered with high vegetation, and made good his escape.

Meanwhile, a few weeks prior to that incident, 13 persons managed to escape from the facility in another such incident. This publication understands that 10 of the teens escaped on September 27, 2018, and the other three escaped on September 28. The inmates had completed some chores in the compound of the facil-

ity, after which they started to run towards the western side of the premises, which is not fenced.

Those who had escaped were a 15-year-old female of Vigilance, East Coast Demerara (ECD), who is serving 18 months for simple larceny; a 16-year-old female of Bartica, Region Seven, who is serving two years for wandering; another 16-year-old female of La Parfaite Harmonie, West Bank Demerara, who is serving three years for wandering; a 15-year-old male of the Essequibo Coast, who is serving one year for simple larceny; a 16-year-old fe-

male of Number 10 Village, West Coast Berbice, who is serving two years for wandering; a 16-year-old male of New Amsterdam, Berbice, who is serving 21 months for attempting to escape from custody; a 16-year-old male of Buxton, ECD, who is serving a three-year sentence for possession of a firearm; a 16-year-old male of Tucville, Georgetown, who is serving 22 months for wandering; a 17-year-old female of Mahdia, Region Eight, who is serving two years for wandering; and a 17-year-old male of Lethem, Region Nine, who is serving 15 months for burglary.

Essequibians urged to take advantage of new oil sector

ssequibians have been encouraged to take full advantage of the Essequibo Technical Institute with the aim of arming themselves with technical skills to fill the demands that will be available in Guyana with the introduction of the oil and gas sector.

This was the encouragement offered as 144 students participated in the 16th graduation exercise of the ETI, which was held late last week at the institution.

Acting Principal Rawl Pearce has said that with the introduction of the oil and gas sector, ETI is now offering engineering and mining courses so as to prepare Guyanese to meet the demands of the new sector.

He said the institution currency has six students who are undergoing technical training under the sponsorship of the Guyana Power and Light Inc (GPL) and MACORP. After completing the programme, the six will be employed with GPL

Ajay Singh shared his success story of being among the first batch of students at the institution. He is now an engineer by profession.

Meanwhile, Colwyn King, who gave the charge, said technical education is key for development, and no country can develop without technical skills. He encouraged students to put their training into good use.

Regional Chairman Davanand Ramdatt reflected on the three persons who were very instrumental in bringing technical education to Essequibo Coast.

He made mention of former Education Minister the late Dr Dale Bisnauth, former Regional Chairman the late Ally Baksh, and former Vice Chairman the late Heeralall Mohan.

Teen who doused grandmother with hot water to get counselling …no charges instituted

A

Linden teen, who doused his 57-yearold grandmother with hot water recently has been referred to a children’s charity – Blossom Inc – for therapy and counselling.

The 14-year-old male threw the hot water on his grandmother during an altercation which took place at their Wismar, Linden

home a few weeks ago.

Reports are the teen became annoyed after his grandmother attempted to speak to him concerning his "unruly" behaviour.

During the incident, he doused her with hot water, causing her to be hospitalised at the Linden Hospital Complex (LHC) for serious burns about her body, including her face, neck,

chest and breasts. A report was made to the Police and according to information reaching Guyana Times, the teen was sent for anger therapy and counselling based on legal advice.

The source explained that anger therapy is one of the newest ways of reforming juveniles, rather than having them face the judicial system.

Blossom Inc is a children’s charity which was registered in 2014 with the aim of supporting the child protection system in Guyana and providing support for children and families affected by trauma.

The teen’s grandmother was discharged from hospital but had to be readmitted since her injuries began to worsen.

The advancement in technology is making the world more connected and more accessible. One such technology, is the Geographic Information System (GIS). This technology can do numerous things such as: help citizens predict areas of flooding, and map soil quality to ensure efficient land use.

The third Wednesday of November, each year, is designated internationally as “GIS Day”. On this day, users of Geographic Information Systems (GIS) celebrate the technology and its multiple applications in the real world. The recognition of this day was initiated on November 19, 1999, by the combined efforts of the National Geographic Society, Association of American Geographers (AAG) and Esri, one of the leading GIS service providers.

A geographic information system (GIS) is a framework for gathering, managing, and analysing data. The system integrates many types of data and organises it into layers, so as to create a holistic and accurate depiction of the world. It aids in smart decision-making by revealing underlying relationships, patterns and trends through maps and 3D visualizations (Esri, 2018).

This interoperable system provides a means of manipulating geographic data, which can be viewed and analysed in any desired scenario or context.

The applications of this technology are endless, and offers a range of possibilities across all sectors. It is currently being used globally in almost every discipline, including telecommunications, transportation, urban planning, disaster management and mitigation, surveying, public health, agriculture, security systems and a number of uses in environmental management. Schools and universities now have geosciences, or the use of geospatial data as a core component of academic curriculums, in order to provide awareness and a strong foundation for students. Over the years, GIS software has become cheaper, and now, even for free with the use of Free and Open Source Software (FOSS).

The importance of GIS to the work of the EPA

The Environmental Protection Agency (EPA) of Guyana, relies heavily on accurate and relevant data for planning, monitoring, research, and data dissemination. The use of geospatial data is a critical component to the functioning of the Agency, particularly in the regulatory role it plays. Using GIS in routine activities of the Agency include mapping field information, obtained through environmental inspections, and overlaying it with baseline data to identify and address potential conflicts or issues which may occur in a specified region. Since activities in the environment do not happen in isolation, it is essential for much collaboration with other regulatory Agencies and organisations with regards to overlapping and cross-cutting issues. Environmental complaints and pollution sites are also mapped to locations of high-risk activities, and hotspot areas can be identified and managed. GIS technology also allows the EPA to determine the distribution of permitted and non-permitted operations in relation to other sites such as protected areas, medical or educational facilities, water bodies, etc. and provide informed and data-driven decisions.

This year’s Observance

Annually, the EPA takes time out to celebrate this important day. This year, the Management Information System Programme Area conducted a presentation focused on how GIS can be used for monitoring particularly freshwater ecosystems. Additionally, a demonstration was made to showcase how drones are used to collect information.

The uses and applications of GIS continue to evolve and improve with advancements in the technology. This tool is not just useful to organisations and large entities, but also to every person who desires information for decision-making and planning. It is envisioned that the importance of GIS will escalate as persons recognise the need for real-time information to make routine decisions as simple as which road will take them to a particular destination the fastest. On a larger scale, GIS has the potential for helping us to understand interactions in our environment, communicating across sectors and addressing issues faced by the population. The need for establishing clear policies and guidelines with regard to data sharing, standards and security, adequately trained personnel and quality, updated information is therefore critical in the smooth functioning of the system.

Lindeners take advantage of El Dorado offshore recruitment drive

indeners took advantage of a recruitment drive recently conducted by El Dorado Offshore (EDO) Inc in their community. Over 100 residents were part of the job fair initiative, which was hosted at the Linden Technical Institute (LTI) at Mackenzie, with

many expressing how happy they were to be given opportunity to supply their credentials with a possibility of securing employment.

The company’s Crew Change Coordinator Jacqueline Persaud explained that El Dorado Offshore is a recruitment agency which not

only supplies manpower for clients in the oil and gas industry, such as ExxonMobil, but various other sectors.

“At El Dorado Offshore, we recruit for the oil and gas industry. We recruit persons both on shore and offshore to work. Some of the offshore positions that we re-

cruit for are the ordinary sailors, able-body sailors...maids, and we recruit for cooks. We also do some onshore positions for our clients; for example, logistics coordinator or pipeline coordinator. That’s just an example of some of the onshore positions that we recruit for,” she said.

She added that applications are placed in a database which is supplied to clients.

“So when we have a position that we need to recruit for, we would shortlist based on the requirements - what we are looking for; and we basically start the recruitment process with the candidates, and supply them to our clients,” Persaud further related.

She added that as more potential employers come to Guyana, they would seek out EDO Inc for general recruitment services.

Meanwhile, the company’s Human Resources Manager, Sheri Farrell, said the response from Lindeners was quite good, with over 100 applications having been received.

France fuel protest turns deadly

O

ne protester has died and more than 200 were injured as more than a quarter of a million people took to the streets of France, angry at rising fuel prices.

The female protester who died was struck after a driver surrounded by demonstrators panicked and accelerated.

The "yellow vests", socalled after the high-visibility jackets they are required to carry in their cars, blocked motorways and roundabouts.

They accuse President Emmanuel Macron of abandoning "the little people".

Macron has not so far commented on the protests, some of which have seen demonstrators call for him to resign.

But he admitted earlier in the week that he had not "really managed to reconcile the French people with their leaders". Nonetheless, he accused his political opponents of hijacking the movement in order to block his reform programme.

Some 280,000 people took part in protests across France, the interior ministry said in its latest update.

It said 227 people were injured during the day, seven seriously, with 52 people arrested.

“It was discovered that no date was inserted in the signed contract agreement and as such, we were only able to determine that the contract was signed sometime in August 2017,” the report states.

“According to the contract, the duration for the completion of the works was 24 weeks from the letter of commencement.

However, at the time of reporting a total of 12 months had elapsed and the works were still incomplete.”

It is understood that the contract for the project was awarded for the sum of $74 million below the engineer’s estimate.

Complication

In its response, the Public Infrastructure Ministry explained that complications from removing utility connections in the area resulted in the delays on the project.

“The contract time of 24 weeks had elapsed, and the works were not completed due to the complications that arose with regards to the removal of utilities from the work area, namely GTT (Guyana Telephone and Telegraph) and GWI (Guyana Water Incorporated).”

“These issues arose and required additional $8.5

million to remove GTT utilities and $11.5 million for GWI utilities. These delays caused work to be stalled until June 2018.”

The Ministry noted that the contractor is awaiting the removal of light poles.

It acknowledged that the bond did expire and revealed that the contractor has been asked to renew same.

The Auditor General recommended that the letter of commencement be submitted for examination and that the bond remain valid until advance payments have been recovered. It also asked for clarification on whether extensions were given to the contractor and what are the new completion dates.

Works reportedly began on the Timehri roundabout back in June of this year, while Public Infrastructure Minister David Patterson commissioned the $78.9 million Kitty roundabout, which was constructed by S Jagmohan Hardware Supplies and Construction Services.

Minister Patterson had announced plans to construct two roundabouts, with the inclusion of the Timehri structure. The other is expected to be erected on Mandela Avenue, Georgetown.

Trade protectionism measures: advantages and disadvantages in the 21st Century

A

pproaches to trade protectionism measures vary widely between international institutions and independent analysts.

Crucially, however, there is consensus on two core elements: (1) the discrimination of foreign economic operators and (2) traderestrictiveness. A further dimension that complements these two aspects is the extent to which public measures distort markets.

The trade protectionism approach in the 21st century world is widely viewed as outdated and unconventional by many countries around the globe. Yet, it is still the standing peak of many others. No nation has all the commodity it needs. Some countries may have an abundance in certain resources, while others may lack them.

Economists argued that protectionism results in deadweight loss, in that the benefits of free trade far outweigh the losses-- as much as 100 to 1. Some analysts also argued that if the protectionist route is followed, more efficient industries will have less scope to expand, and overall output and economic welfare will suffer. Protectionism has also been accused of being one of the major causes of wars. The constant warfare in the 17th and 18th centuries among European countries whose governments were predominantly mercantilist and protectionist; the American revolution, which came about primarily due to British tariffs and taxes; as well as the protective policies preceding World war 1 and 2.

Moreover, studies have shown that the welfare of protected interest groups may be advanced, but always at the expense of the larger society. It is often argued that protectionism is good for the country, but those arguments are rhetorical, appealing to and arousing public sentiment. Protectionism does not necessarily advance public welfare. In fact, public welfare stands to be hurt by trade protectionism. A second notion pertains to government’s motive. Studies have shown that one very strong force – politics, and it is not much the international political relations, but the domestic political pressures and competition. Politicians of all factions have vied for serving the interests of politically capable and aggressive interest groups. While this may be part of the nature of democratic political systems, where the government responds to the pressures of the politically active and resourceful interest groups, the drawback is the loss incurred by large sections of the population whose welfare is compromised by trade protectionism (Abboushi, 2016).

The case for and against protectionism

Advantages

* To protect infant industries, especially for developing countries in industrialisation * To protect geriatric industries, especially for developed countries losing their comparative advantage * To protect employment * To prevent dumping, where a good is exported below costs of production to gain market share * To correct a balance of payments deficit, discourages importing * To restrict imports from countries whose health and safety regulations and environmental regulations are less stringent * For strategic reasons, for example, in times of war * To raise tax revenue, tariffs act as a kind of tax. This is especially valuable to developing economies * Ability to retaliate to the trade barriers of * others

Disadvantages

* Inefficient resource allocation: trade barriers distort comparative advantage and discourage specialization * Higher prices and less choice for consumers * Less incentive for domestic producers to become more efficient * It is difficult to remove trade barriers, as it could have an adverse effect on domestic producers

Guyana’s trade policy environment

The Ministry of Foreign Affairs is responsible for the development and the administration of Guyana’s foreign trade policies. In this respect, the Ministry implements the national trade agenda in coordination with other trade-related public and non-state agencies.

In the last three decades, Guyana’s trade policies have become increasingly linked to the country’s overall foreign policy. At the regional level, and as a member of CARICOM, great importance is attached to its participation in the Community’s regional trade arrangements as the main vehicle to enhance the country’s integration in the world economy, and is fully committed to the realization of the CARICOM Single Market and Economy (CSME). Therefore, the country’s trade policy, including its external trade negotiations with third countries, is closely aligned with the overall trade policy of the Community.

Empirical evidence suggest that international trade leads to economic growth, provided that the policy measures and economic infrastructure are accommodative enough to adapt to changes in the financial and social outcomes that result from it. In addressing the cross border challenges, a well-functioning national competition regime is insufficient, and there are also problems with developing countries, as they lack the resources and and/or experience to tackle international competition challenges. This is so, despite the provision of extra territorial jurisdiction in competition law which also has limitations. As a result, some countries have entered into bilateral or regional treaties to solve these problems – but, these treaties have limited impact. As such, the competition authorities of many different countries have come together to promote International competition network. To this end, there is need for pushing international agreement on cooperation in competition (Vijayasri, 2013).

Woman was not being treated for accident injuries – carrier O ne day after the death of one of the passengers aboard the Fly Jamaica flight which crash-landed at the Cheddi Jagan International Airport (CJIA), the carrier has issued a response offering their condolences and further stating that woman was not recorded as receiving treatment for any injuries as a result of the accident.

The 85-year-old woman, Rookhia Kalloo, was among 118 adults, two infants and eight crew members on flight OJ256, destined for Toronto Canada. The

plane took off from CJIA at about 02:10h on November 9, 2018, but encountered

hydraulic problems and returned to Timehri where it crash-landed.

It was reported that Kalloo received injuries to her back and head and was taken to a private medical facility. After treatment for a few days, she succumbed on Friday.

“Whilst Mrs Kalloo is not recorded as having been treated in hospital for any injuries as a result of the accident, we are investigating the position further and lending all possible assistance and support to Mrs Kalloo’s relatives as they come to terms with their loss,” the airlines said. continued on page 18

Battered man’s family seek justice …demand answers from authorities

he family members of a Moruca, Region One (Barima-Waini) man who was discovered in an unconscious state lying on the roadway, are now speaking up and pleading for justice on his behalf, since according to them, nothing is being done to catch the perpetrators although promises were made to the family.

Ave Vynes, sister of the injured man, related to Guyana times that 33-year-old Romaldeen Shahabodeen of Kumaka Point, Moruca River, North West District, was attending an inter-school athletic game on October 11, 2018, when he decided to stop at a nearby bar, where he started a conversation with a female there. According to the man’s sister, the family

was told that a man called “Banko” asked her brother to leave the premises but while in the process he allegedly lash her bother to his face. She said her brother left the bar and was later found in an unconscious state with severe injuries about his body.

She further stated that he was taken to the Kumaka District Hospital but because of the extent of his injuries, he was transferred to the Georgetown Public Hospital (GPHC).

“The Police found him on the road full of blood, covered entirely. They took him to the hospital, the doctors at Moruca sent him to Charity through a boat, the same night it happened, doctors transferred him to Suddie, because they say they can’t handle it,

when they reach to Suddie (Essequibo Coast) they say they don’t have the equipment, so they sent him to GPHC, he was there for one month, and was recently discharged,” the distraught sister said.

The woman noted that a report was filed to the Acquero Police Station, where the suspect was arrested and released shortly afterwards. She said the family was told that there was no evidence to charge “Banko”.

Another report was subsequently made to the officer in charge of Region One, but the family is still awaiting a response.

“A Police report was made by my parents at the Acquero Police Station. The suspect was apprehended and was released the next day, we also report the matter to the Police Chief of Region One… investigators went and took my brother statement three times in the hospital. He told us that justice will be done but up to today we haven't heard any progress in the matter,” the sister stated.

When contacted, Commander of the F Division (Interior locations), Kevin Adonis in a brief statement said he is unaware of the incident. He however promised to follow up on the incident. (Leah Hernandez)

GPF to focus on proper use of roadways T he Guyana Police Force (GPF) is in the process of launching Road Safety Week 2018, aimed at paying key attention to the use of the roadways by pedestrians, motorcyclists and drivers.

Speaking with media operatives, Deputy Superintendent Dennis Stephen related that the activity will be launched on November 25 to save as many lives as possible.

“On the 25th of November, we will be launching our Road Safety Week with the theme: ‘stop accidents before they stop you; be alert, accidents hurt’.”

His advice to all road users is, “We’re imploring all road users to use the road with care, observe the traffic and that will be able to save lives on our roadway.”

The United Nations is known for its observance of World Day of Remembrance for Road Traffic Victims on the third Sunday in November. On that day, the National Road safety Council of Guyana will be hosting a walk in tribute to those who would have died.

Coordinator Ramona Doergen indicated that this day is also celebrated to acknowledge medical personnel and first responders who are tasked with providing services at the scene of an accident.

We want to encourage persons to come out under the theme “Roads have stories, let’s make it happy endings,” she said.

The GPF had disclosed that up to October 11, 2018, there were a total of 90 road fatalities, with September accounting for a shocking 22 deaths.

There were decreases in serious, minor and damage accidents, with 31.5 per cent (184 cases against 269 last year), 46 per cent (21 against 405 cases) and 27.1 per cent (526 against 722) respectively.

However, pedestrians were once again named as the main category of road users killed, with 31 such persons having lost their lives at the end of September. Car occupants followed with 20 cases, then pedal cyclists with

15 cases, and motorcyclists with 11 cases.

Four drivers were killed and one pillion rider, while two minibus occupants and two persons towed on bicycles also lost their lives on the roadways.

The Police chose to highlight that speeding continues to be the major contributing factor to road accidents, causing 36 of the fatal accidents that occurred during those nine months. This is trailed by inattentiveness with 16 cases, drunk driving with 12 cases, pedestrians crossing in the path of approaching vehicles with eight cases, and one case of failure to confirm to road sign.

These alarming numbers gives an additional reason why persons should adhere to traffic signs and obey speed limits on Guyana’s roadways.

Decomposed body of NWD woman found …partner admits to murder

olice in ‘F’ Division (Interior Locations) have discovered the decomposed body of 23-year-old Patricia David of Eyelash Backdam, North West District (NWD) in a shallow grave.

Based on investigations, it is believed that the woman had been murdered at some time between October 1 and November 15, and her body was dumped in the

shallow grave. The body was found at Eyelash Backdam more than a month later, on November 15.

Meanwhile, Police have since arrested a 27-yearold pork-knocker of South Sophia, Greater Georgetown who had been sharing a common law relationship with the now dead woman. The suspect has since admitted to killing David.

He reportedly told inves-

tigators that one night he and David got into an argument and he “beat” the woman. According to the suspect, the following morning, when he woke up he found the woman “stiff” in bed.

It is believed that after finding the woman dead in bed, the suspect dumped her body in the shallow grave nearby.

Investigators are expected to make a full assessment as to what transpired as the Fly Data Recorder (Black Box) and Cockpit Voice Recorder (Pink Box) have been sent to the United States to the National Transportation Safety Board (NTSB). The NTSB is an independent US Government agency that overlooks investigations into air transportation accidents.

Last Saturday, an inves-

tigator from the NTSB arrived in Guyana and worked with the Guyana Civil Aviation Authority (GCAA) and other officials at the crash site on Monday and Tuesday as the investigation was carried out.

The Guyana Fire Service was the first responder to the crash site but at least 14 of the fire fighters were implicated in removing several items, belonging to the crew and passengers. They were believed to have taken the items as they had exclusive

access to the plane.

One of the firemen had reportedly returned some of the stolen items while some were found at the Timehri Fire Service. The airline had opened their call centres around the clock and was contacting passengers with flight reservations through November 14, 2018.

Arrangements were organised with another carrier, Caribbean Airlines, to have the passengers transported to their destinations.

he University of Guyana Sports Department staged its annual King and Queen Chess and Scrabble competitions on November 16, 2018 in the Conference Room of the Faculty of Natural Sciences.

Speaking with Guyana Times Sport, Sports Organiser Lavern Fraser said, “The chess and scrabble competitions have been annual events for the past three or four years. It is an individual event, because a king and queen are usually crowned”.

Fraser said the main purpose of the annual competition is to facilitate the needs of other students who are more inclined to sporting activities that require a lot of brain power, as compared to the other students who are involved in cricket, basketball and rugby at the University level.

She also said the University of Guyana provides opportunity for students to excel not just academically, but also to get involved in extracurricular activities, as it was seen to be the correct forum to cater

to the needs of the students.

Fraser further said, “I must also say that the main objective of the University is to register with the Guyana National Chess Association so that the University of Guyana can participate as an entity in chess competitions, and hopefully also provide that kind of opportunity for students to be able to compete, not only locally, but also regionally and internationally”.

Fraser noted that even at University games in Central America and the Caribbean, chess is one of the sports that are usually contested at a high level. She said that, come next year, based on the turnout of persons interested in the sport, she is looking to have an inter-faculty competition which would see a lot more student participation, as she relayed the improvement she has seen in the female support this year.

Fraser also mentioned that for the past two years there has never been a female chess queen, but based on the evolution of the sport, for the first time ever, there will be a chess

queen.

For the Scrabble competition, Komal Hukumchand was defeated by Jaffar Gibbons, while Francisca Persaud lost to Feona Jones.

As the scrabble concluded, eager chess fans witnessed fan favourites and underdogs come out on top to advance to the next round of the competition.

In the chess competition, which was played the best two out of three games, Joshua Gopaul defeated Tristan Carter, while Andre Jagnandan defeated Obeng Quamina; and for the first time in the female league, Anicia Patterson defeated Unique Persaud.

After the competition ended, the two winners drew to play one of the top four, which resulted in Andre Jagnandan playing the 2nd seeded Rondell Palmer and Joshua Gopaul playing the 3rd seeded Tristan Cordis.

The competition will continue on Wednesday at the University of Guyana, as all chess players will be vying to play the defending champion, Davion Mars.

indies Skipper Stafanie Taylor is satisfied with the team’s batting effort after they recorded a comfortable 83-run victory over Sri Lanka on Friday.

Having been accused of going missing earlier in the tournament, following subpar performances against Bangladesh and South Africa, the Windies top order got their act together in time to punish the Sri Lanka bowlers. Led by

a belligerent 62 from opener Hayley Matthews and 49 from Deandra Dottin, the Windies put on 94 for the first wicket. Taylor, who came to the crease when the partnership was broken after Matthews’s dismissal, then added 41 from 25 balls to help the team post an unassailable 187.

In response, the Sri Lankans, anchored by 44 from their captain, Chamari Atapattu, were helped by some sloppiness in the field,

but still fell far short of making the match competitive, being dismissed for 104.

“We came to the party with our batting, but I can’t say the same for the fielding. We looked a bit ragged there,” Taylor said.

eacon FC suffered a humiliating defeat at the hands of Mahaica Determinators as action in the GT Beer/BFA/Candy Boss/Antics Promotions 8-a-side Invitational Knockout Football tournament continued on Friday evening at the All Saints Ground on Princess Elizabeth Road in New Amsterdam.

The double-header also saw Number 5 advancing at the expense of NA United with a 5-4 penalty kick win.

However, the shocker of the evening was a 3-nil win

by Mahaica Determinators over Beacon FC. Despite even possession of the ball, Beacon FC could not find an-

swers for Julius Hamilton’s 8-minute goal, and the goals scored by Neil Lynton in the 24th minute and Orland Adams in the 57th minute.

The game, played at a very fast pace, was the feature game, and it saw last year’s semi-finalist being sent home in the first round, as Mahaica Determinators give clear indication of their intentions this year.

Meanwhile, NA United and Number 5 played to a 1-1 draw at the end of regulation time, and went to penalty kick-out to decide the winner. Number 5 came out victorious 5-4 to advance to the next round.

Dexter Watts in the 2nd minute, while Oren Glen netted for NA United in the 36th minute. The competition continues this Sunday evening with another double-header at the same venue. In the other fixtures, Success Masters trounced Narine Masters by three wickets.

Batting first, Narine Masters scored 167-9 in their allotted 20 overs. In response, Success Masters chased the total down in 18 overs, ending

Kennard Memorial Turf Club Boxing Day Horse Race Meet slated for December 26 T he much-anticipated Kennard Memorial Turf Club Boxing Day Horse Race Meet will be held on December 26 at the Club’s facility at Bush Lot Farm, Corentyne, Berbice.

ontrasting qualities between the two teams were exposed as New Zealand thumped Ireland by eight wickets in their final group match -- a one-sided affair in which New Zealand restricted Ireland for an embarrassing 79-9 when their 20 overs had expired.

The opening New Zealand batters set the tone, with Devine’s counter-attacking 51 ending Ireland miserable World T20 campaign. It was impossible for Ireland or New Zealand to qualify for the semi-finals, but the players were playing for pride in the final match at the National Stadium at Providence, East Bank Demerara, Guyana.

Ireland captain Laura Delany won the toss and opted to bat first, as the openers made one final walk to the crease in this tournament.

Nothern Rangers edge past Riddim Squad in Turbo knockouts

orthern Rangers last evening proved that experience would always prevail in the game of football, as they managed to narrowly defeat Riddim Squad in their quarterfinal encounter.

Police and Santos FC also put on a spectacular show in the second quarterfinal match.

It was a tense atmosphere at the Ministry of Education Ground on Friday night as spectators gathered to see who would reign supreme in the Riddim Squad vs Northern Rangers’ game.

The encounter quick-

ly became exciting, as Rolex Smith netted an early goal for Riddim Squad in the 5th minute. Holding the lead, the fairly young Riddim Squad side began to lose focus, which allowed for Nigel Denny to equalise for Northern Rangers in the 27th. The half ended with the score at one all, paving the way for an exhilarating second half. The score was soon changed, as Wendell Joseph, with an excellent volley into the nets, handed Riddim Squad the lead three minutes after the half began.

Stephon Reynolds was the man to make the difference for

the Northern Rangers’ campaign, as he netted two successive goals in the 60th and 81st to snatch the game from their opponents. Northern Rangers are the first to make it to the semifinal round, and are eagerly awaiting their next opponent. The other match of the night saw a crucial pairing of the Guyana Police Force FC and Santos FC. The law enforcement officers were on the score sheets first, with a goal in the 19th off the boots of Dextroy Adams. Though the contest was a tough one, Police held on to the lead until the 61st minute, when Lionel

Holder equalised.

A few minutes later, it was a moment of relief for Santos when Keith Cains extended that lead in the 73rd minute.

Then the capable Manasseh Primo, refusing a Police defeat, netted Police’s second goal, thus equalising the scores and extending the life of the game.

However, a disturbance by a spectator caused the match to be discontinued by the referee, and an official decision is still to be made. The remaining quarterfinal matches are expected to kick off in the upcoming week.

he Smalta Girls Pee Wee Football tournament got off to a thrilling start on Saturday afternoon, with 12 teams being in contention for this year’s championships.

The fifth annual installment of the Girls-11-andUnder tournament was initiated with much pomp and splendour as the teams participated in an official march past, after which Co- Director of Petra, Troy Mendonca, took the honours of doing the official kickoff.

In brief remarks, Mendonca praised ANSA Mc AL for their continued sponsorship. “….for this to happen, we want to acknowledge the opportunity given by ANSA Mc AL company through t h e i r Smalta brand for sponsoring this event,” he said.

The organiser also lauded the efforts of FIFA and the Guyana Football Federation for placing special emphasis on the improvement of female football.

“Over the next few weeks, you will be given an opportunity to interact with your team members, players from other teams; you will be given an opportunity to showcase your skills, and to even fall in love with the sport. I think, moreso with the efforts by FIFA and the GFF, we think we’re in good stead, where we have an opportunity to go after our dream because of the efforts they are making in female football,” Mendonca stated.

Over the next 5 weeks, 12 teams will show off their skills in three groups, namely Group A: St Stephens, Genesis Harmony and South Ruimveldt; Group B: North Georgetown, St Margaret’s, Smith’s Memorial and St Pius; and Group C: FE Pollard, West

Ruimveldt, Enterprise and Tucville.

Colin Abel, a member of Guyana’s Referee Council, at the opening ceremony, noted that the competition will also act as a learning process for the young ladies.

“We would like to thank the Petra Organisation for having us as part of this competition, to see these young ladies grow into the game of football. We are the referees, so we will be guiding them, teaching them the laws of the game along the way, so that at the end of the day, we can all develop football in Guyana,” Abel explained.

As the curtains came down on the first day of competition, defending champions South Ruimveldt Primary got their 2018 campaign off to a perfect start, as they defeated Genesis 2-0, owing to the excellence of Feyon Harry, who netted both goals. St. Pius met with North Georgetown in an exciting encounter, which ended in North Georgetown’s favour after Jadea Maison netted a lone goal.

Smith’s Memorial also tasted victory in their game against St. Margaret’s. Dellana Small and Kellyana Alert were the two players to contribute to the 2-0 tally. Tucville Primary was also a part of the winner’s circle when they took on F.E Pollard Primary. Fantisha Prass played hero for her team with two goals. Last year’s third place finishers, West Ruimveld,t also registered a win against Enterprise Primary. Kenetta Abrams and Shellon David contributed one a piece to the 2-0 score.

Additionally, St Stephen’s Primary was awarded a walk-over when Mae’s Primary failed to show.

he youngest team in the tournament, India, have administered a 48-run defeat on the mighty Aussies in the penultimate match held at Guyana’s National Stadium at Providence, East Bank Demerara.

Attacking the Australian spin attack, India posted 167 for 8 in the first innings, and restricted Australia to 119, made in 19.4 overs.

Smirti Mandhana’s elegant 83, Harmanpreet’s 43, and the efforts of the Indian spinners ensured that their team remained undefeated moving into the semi- finals.

With over 2000 tickets scanned early in the day, not even the strong wind blowing across the National Stadium at Providence could dampen the Guyanese public’s enthusiasm to witness the final day of high-profile women’s cricket.

India’s skipper Harmanpreet Kaur won the toss and opted to bat. India were without Mithali Raj due to illness, hence the fresh opener Taniya Bhatia accompanying the destructive Smriti Mandhana. Bhatia (2) was removed early in the innings, with the score on 5 after two overs.

Smriti Mandhana continued to bat with a positive mindset, and in the process she became the second fastest Indian batter to score 1000 runs -- nine innings behind Mithali Raj. The elegant left-hander Mandhana later reached her first half-century of the tournament with a

Meanwhile, Harmanpreet Kaur continued to hit sixes with ease. In Harmanpreet’s hardcore innings, she hit three sixes and three fours before being dismissed for 43 by Delissa Kimmince.

Harmanpreet Kaur and Mandhana shared a 68run partnership that put Australian under immense pressure.

Mandhana continued to bat until she was removed in the nineteenth over for a well-played 83 by one of

Australia’s leading bowlers, Megan Schutt. The Australian bowlers had managed to halt India’s scoring rate, with Ellyse Perry leading the fightback. India’s final five batters managed to score just 19 runs combined as the Aussies gathered momentum at the end of the innings, when India lost eight wickets after scoring 167.

Perry was the best bowler with 3-16 in three overs, while Gardener grabbed 2-25 when Australia had completed their most ordinary bowling performance in this tournament.

Australia were forced to shift their batting line-up after Alyssa Healy had suffered a concussion earlier in the field attempting a catch. Thus regular opener Beth Mooney and Elyse Villani trotted to the crease chasing 168 for victory.

Villani was the first batter to be dismissed by Deepti Sharma, with the score on 27 after five overs. The very next ball, Sharma found herself on a hat trick, removing Mooney with a ball that shattered the stumps.

Gardener and Lanning were then at the crease, but spin continued to be the undoing of the Australians. The Aussies approached a roadblock as the Indian bowlers picked up wickets at regular intervals. Perry was the only batter with substance, as she scored a fighting 39 from 28

balls. Gardener (20), Mooney (19), and Lanning (10) were the only batters to reach double figures.

T

he Guyana National Road Safety Council (GNRSC) has been Guyana’s strongest voice when it comes to raising awareness and promoting safe use of the roadways ever since its establishment, and it is constantly trying to make its campaigns more eye-catching. On Thursday, it launched what is being dubbed as the most eye-catching campaign in collaboration with local business partner Impressions, along with the Public Infrastructure Ministry and the Guyana Police Force’s Traffic Department.

The “Stop the Tears” campaign is geared towards making road users more aware of the suffering the families of road carnage victims undergo. GNRSC Coordinator Ramona Doorgen told the Sunday Times that they have been looking at different strategies over the years, which produced some results although they were not as effective as they hope this campaign would be.

“It was Albert Einstein who said insanity is doing the same thing over and over again and expecting different results and for years we have been trying the same thing all the time and this year Impressions, a private partner, came forward and offered to come on board and they came up with the “Stop the Tears” campaign,” she explained.

Doorgen said as a part of the mandate of the Decade of Action for Road Safety 20112020, to which GNRSC is a signatory, it is mandated to decrease road deaths by 50 per cent at the end of 2020.

She said thus far they have been making strides in that department and with collaborative efforts they can achieve that goal and go beyond to ensure that the roadways are safer to use.

With Guyana recording 101 road deaths, as of November 15, 2018, Doorgen believes the campaign is timely as it will serve to reinforce the message of proper use of the road.

“We have 101 for the year so far and that is unacceptable and there are deaths that are happening that are needless and people just need to be re-educated and reminded, so that is how the campaign came about,”

Doorgen said.

The road safety advocate said that it was the hope of the GNRSC that the symbolic teardrop is seen everywhere and would serve to remind road users of the people who are crying. Crying over their loved ones who have lost their lives or are suffering from life-altering injuries owing to irresponsible use of the roadways. She hopes that the teardrop would remind the thousands of road users of the mothers who are crying for their children, children crying for their parents, and all relatives crying for deceased loved ones.

“As an advocate, you don’t only see them cry, but you feel the pain and it is not something nice and if we can stop parents from crying and people from hurting by just reminding them, then it is good. Every time we see the tear drop it is our hope that someone will say we have to slow down because we don’t want to have our mother crying because we have a lot of young people losing their, lives because of drunk driving and everybody tell themselves ‘it can’t happen to me’,” Doorgen noted.

Meanwhile the Guyana Police Force Traffic Department has welcomed the initiative as being timely and is happy to be a part of it. Impressions Advertising Agency would be producing billboards to raise awareness and also there have been a number of bumper stickers created to further fuel the campaign.

others are these tough shells filled with all kinds of warmth and quite often we take them for granted and because of their immense strength, we are taken aback when we see them collapse emotionally. But how does a mother find the strength to move on after

life and promise, Gansham Lekhram of Zeelugt, East Bank Essequibo (EBE) lost his life following a tragic accident. During the wee hours of November 6, 2017, the teenaged pandit was heading back home in motor car PVV 648 when he suddenly veered across the roadway to the southern side of the road and hit a utility pole.

How do we measure the level of grief she experiences or how do we even begin to console her?

It is a herculean task that many of us do not have the tools to address, because we have taken mothers for granted. For the mother of a teenaged pandit, she is yet to get that strength to accept the fact that her son is no longer coming home.

She is living with the hope that one day she will wake up from this horrible nightmare and see her smiling baby boy there waiting for her. She is not alone in this suffering, as hundreds of people had been a part of the promising young man’s life, including those he had touched spiritually.

At the age of 19, full of

His car was totalled and he suffered massive internal injuries causing him to be admitted to the Georgetown Public Hospital’s Intensive Care Unit. He never regained consciousness and died one week later on November 15 around 13:30h, hooked up to a life support machine.

According to his family, he was returning home after dropping off some of his friends in Parika, EBE. His friends never knew that would have been the last time they would have seen him alive and well.

Little did his mother know that her world was about to turn upside down, her heart crushed and life shattered.

Gansham had become a

pandit in November of 2012 when he was just 15 years old, a feat many do not accomplish until they are in their 20s. He was an inspirational person to the hundreds, if not thousands, of persons he came into contact with and always had a smile. He was a part of the second batch of students who completed the Sanatan Vaidic Dharma Pandits’ Sabha pandit training course.

The course lasted three years and included teachings in Sanskrit, performance of all poojas, death and after-death ceremonies, marriages, basic astrology and Hindu theology.

His mother, Dhanrajie Sankar, says her son was a gem and one she considered herself blessed to have given birth to. The single moth-

er of two told me that the wounds of her son’s passing were still open and she did not think that they would ever close since the pain of losing a child is one that very few people understand.

She manages her grief, according to her, very poorly and would break down ever so often.

“What me can tell you?

My heart bleeding because is me only son and God take he. He wasn’t a bad boy and I don’t know why this happen and me heart ah hurt. Every day me does cry for me son and today (Thursday) is one year now and me nah know what to do,” she said amid tears.

After telling me how the hurt is immeasurable and breaking down, Sankar had no strength to go on any longer. The feeling of loss

was one that was heavy as many of Gansham’s friends had gathered at her home as they tried to comfort her.

One of his friends, Ram Ramkellawan, told me that Gansham was more like a brother than a friend. He was their leader and because of his deep involvement in Hinduism he provided new perspectives to every situation. He taught them compassion and the importance of kindness. He taught them to be humble and was a true leader within their community and really wanted to make a difference.

He was so committed to making the lives of the residents of the community as well as the youths better that he decided to take up the mantle of leadership when he contested the 2016 Local Government Elections

on the People’s Progressive Party/Civic’s slate. During an interview with Guyana Times prior to the 2016 LGE, Gansham said that the youths in Zeelugt are too involved in alcohol and drugs among other delinquent activities because of the lack of facilities to take up their time.

The community suffered a major loss when Gansham died and according to his hundreds of Facebook friends they too suffered.

To this date the tributes to him keep pouring in among the prayers for his mother since she needs the strength to carry on without him. No one can fill that void for her and she longs for the day when she will be there with her baby boy. She prays daily for the soul of her baby boy.

he last time the family of businessman Derek Mangal saw him alive was on the morning of May 29, 2017 when he left their home to take his beloved “towa towa” bird for their routine morning stroll in the city. But he did not know when he was leaving his home that it

would be the last time that he would ever see his family.

The 45-year-old who operated a business in the Regent Multiplex Mall, along with his beloved bird, lost their lives at the corner of Camp and Middle Streets, Georgetown sometime around 07:30h that day. His death has left

a void in the lives of his daughter and wife that they are still trying to come to grips with.

One can only begin to imagine how they have been coping with the loss of their sole provider and someone who was described as generous, kind, loyal and jovial. But no one knows exactly where his family finds the strength to move on and according to his daughter Diandra, they are taking every day one at a time.

The wounds of his passing are still fresh and in order to sustain the family and keep his legacy alive, the family still keeps the business alive despite some challenges. Diandra said that the toughest part for her is trying to move on, since she is yet to find the strength to do so. She said that the impact of her father’s death is immeasurable, but they have to be there for each other and find the strength to live an-

As one can imagine, the family was immediately thrown into deep mourning and I can remember speaking to Diandra sometime after the accident and she related that the loss was one that was not just unfair but it showed how careless some drivers were when utilis-

n Guyana, one of the organisations synonymous with raising awareness and calling for the better use of the roadways is the Alicea Foundation or as it is commonly known, “Mothers in Black”. For over two decades, the Foundation has been raising awareness and calling for safer use of the roadways.

According to the website, the Alicea Foundation, a not-for -company registered on November 11, 1997, was formed by Denise Dias w h e n h e r

improved relevant road safety laws and their enforcement as well as road safety education in our schools.

While the Alicea Foundation was set up as a non-profit, non-governmental organisation with the aim of highlighting the senseless loss of lives to dangerous drivers, the active arm or movement is the “Mothers In Black”.

“We are mothers who have lost our loved ones, slaughtered on our roads. We are asking for our present laws to be e n -

daughter Alicea died.

Fuelled by the sudden death of her 17-year-old daughter in August 1996 owing to the recklessness of an allegedly drunken driver, Dias established the Alicea Foundation. With other grieving mothers and concerned citizens, Dias organised a weekly one-hour vigil outside Parliament Building. For nigh-on four years mothers and supporters of Mothers In Black stood silently dressed in black with pictures of their lost loved ones until the eventual road safety legislation was passed for the use of helmets, seat belts, breathalysers and radar guns.

Earlier this year Her Majesty Queen Elizabeth II recognised Dias as the 17th Commonwealth Point of Light in honour of her exceptional voluntary work campaigning for better road safety regulations.

Each Commonwealth Point of Light receives a personalised certificate signed by Her Majesty as Head of the Commonwealth.

Dias continues to work and raise awareness for better roads.

Going back to Friday, August 23, 1996 when tragedy struck the Dias family.

According to Dias, in a previous interview, she was

at home in their Oleander Gardens, East Demerara home awaiting the arrival of her eldest child who has just gotten a part-time job with an advertising agency.

She said that her daughter was an excellent artist and full of promise, so talented that she was seconded to Trinidad to work as a junior graphic artist for one year.

Alicea was struck down some time around 17:00h a few feet from their home

and when her mother ran to the scene, she was confronted with the sight of her daughter lying there taking what would be her last few breaths. Someone assisted to take Alicea to the hospital, but by the time they arrived, it was too late.

The driver fled the scene, but was later arrested and charged. He had been previously involved in an accident that saw a senior citizen losing their life as well.

He would eventually flee the country and never return –

justice was never served.

he World Day of Remembrance for Road Traffic Victims (WDR) is commemorated on the third Sunday of November each year – to remember the many millions killed and injured on the world’s roads, together with their families, friends and many others who are also affected. It is also a Day on which we thank the emergency services and reflect on the tremendous burden and cost of this daily continuing disaster to families, communities and countries, and on ways to halt it.

Road deaths and injuries are sudden, violent, traumatic events. Their impact is long-lasting, often permanent. Each year, millions of newly-injured and bereaved people from every corner of the world are added to the countless millions who already suffer. The cumulative toll is truly tremendous.

The grief and distress experienced by this huge number of people is all the greater because many of the victims are young, because many of the crashes could have and should have been prevented and because Governments’ and society’s response to road deaths and injury and to bereaved and injured victims is often inadequate, unsympathetic, and inappropriate concerning a loss of life or quality of life.

This special Remembrance Day is, therefore, intended to respond to the great need of road crash victims for public recognition of their loss and suffering.

It has also become an important tool for Governments and those who work to prevent crashes or respond to the aftermath, since it offers the opportunity to demonstrate the enormous scale and impact of road deaths and injuries and the urgent need for action.

Many varied commemorative events are held on each World Day, or on the days before or after.

From 1995, road victim organisations under the umbrella of the European Federation of Road Traffic Victims (FEVR) observed this Day together – first as European Day of Remembrance, but soon as World Day when Non-Governmental Organisations (NGOs) from Africa, South America and Asia who were associated members of FEVR joined the commemoration.

Therefore, FEVR is the creator and first owner of the World Day of Remembrance.

From 2000 onwards, the Pope and other religious leaders remembered road victims worldwide on the third Sunday of November, calling it ‘World Day’.10 years after it began – on October 26, 2005; the World Day was adopted by the United Nations General Assembly as “the appropriate acknowledgement for victims of road traffic crashes and their families”.

This year, it is observed under the theme “Road have Stories”. In Guyana, our roads have many stories. Stories of speeding, hit and runs, blatant disregard for traffic rules among a whole host of other stories. It is imperative that we create safe roads because of the number of unnecessary accidents. Drinking and driving is, by far, our most challenging story to deal with and is also the cause of numerous accidents.

It is time we start using our roads more cautiously. Do not be afraid to ask the driver to slow down because your life matters.

he Embassy of Mexico in Georgetown, Guyana, recently commemorated one of its country’s most revered festivals – the Day of the Dead/Dia de los Muertos, a special time set aside to remember and to pay homage to departed loved ones and to by way of related activities support them on their spiritual journey.

Dia de los Muertos is not unlike many Western traditions and festivals including

All Saints’ Day and All Souls’ Day. This year 2018, the festival was devoted to the following eminent writers, Sir Wilson Harris, Sergio Pistol, Sir V. S. Naipaul, Sir Derek Walcott and Octavio Paz, a commendable gesture in a world where we are forever paying lip service to, too soon sideline, or forget altogether our creative minds.

Guyana’s unique physical location on the continent of South America and its

historical connection to the Caribbean can lay claim to all of the above writers but more so to Naipaul and Walcott.

Sir Wilson Harris 1921 – 2018:

Born in a small town in a far-away country, Wilson Harris would go on to haunt the imagination of people around the world.

Harris is the recipient of several honorary doctorates, grants and fellowships.

He has held the revered position of Writer-in-Residence

for Mr. Biswas, In A Free State, A Bend in the River, The Enigma of Arrival, The Middle Passage, An Area of Darkness, India: A wounded Civilization and Among the Believers: An Islamic Journey. Naipaul won the Booker Prize and the Nobel Prize for Literature.

Derek Walcott 1930 – 2017:

Here I am saying “The leaves are falling” —one of those choruses that vie with interminable verses to mock hoarders.

Yeah, we get that a palette of winds is a pretty thing: one blurs the anther, another the river splurging on riprap, expunging phosphates, out of the temperature differential building sculptural fogs that promenade between shores a glacier wedged ajar, a fjord.

Whatever gives the river its seriousness reverses in the light of those clouds moving as if absorbing their pomp in advance of it— characters which untied the painter and took the sculls again.

at many universities around the world including places like Australia, New York, Texas, Toronto and Cuba. In 1987, he won the inaugural Guyana Prize for Literature in the fiction category and, in 2002, he was awarded the Guyana Prize Special Award.

Wilson Harris has written and published some twenty three novels since his first, PALACE OF THE PEACOCK, appeared in 1960. His penultimate novel, THE MASK OF THE BEGGAR (2003), gives a possible starting point that led Harris on the road of his remarkable literary achievement.

When Wilson was only eight, he starting reading, THE ODYSSEY, with the help of his mother, Millicent.

The Ulysses of that book became one of the motifs Harris employed in his writing.

Sergio Pistol 1933 – 2018:

Sergio Pistol was a celebrated Mexican writer of memoirs, short stories, and novels. He was also recognized translator who worked on publications by Jane Austen, Henry James and Joseph Conrad and Witold Gombrowicz. A significant contribution to literature was how Pistol experimented with genres, breaking barriers and blending genres with consummate ease. Among his awards was the Cervantes Prize - the most prestigious award for literature in the Spanish-speaking world.

V. S. Naipaul 1932 – 2018:

Naipaul was a Trinidadborn British writer of fiction and nonfiction in English, excelling in both genres producing books like A House

Walcott was a Saint Lucian poet and playwright better known for his epic poem Omeros and his play Dream on Monkey Mountain.

His other notable works include (poetry) In A Green Night, Another Life, the Castaway & Other Poems, and (plays) Ti-Jean and his Brothers, The Joker of Seville, and Pantomime.

Walcott was awarded the Queen’s Gold Medal for Poetry in 1988 and the Nobel Prize for Literature in 1992.

Octavio Paz 1914 – 1998:

Paz was a Mexican poet and essayist who was ‘largely responsible for establishing the outlines of contemporary Mexican literary criticism’.

He was also a diplomat and translator. Paz founded (or helped to establish) many magazines/journals. He won the Cervantes Prize and the Nobel Prize for Literature.

The import of the Day of the Dead was validated by UNESCO which inscribed it in the Representative List of the Intangible Cultural Heritage of Humanity.

Somehow, we are slow in acknowledging the worth of our writers and to celebrate them while they are alive.

While we battle to overcome whatever challenges constraining us, let’s put aside a day not unlike The Day of the Dead to pay tribute to those who have passed, perhaps even forming The Bone Flute

Overview

iabetes mellitus refers to a group of diseases that affect how your body uses blood sugar (glucose). Glucose is vital to your health because it is an important source of energy for the cells that make up your muscles and tissues. It is also your brain's main source of fuel. The underlying cause of diabetes varies by type. But, no matter what type of diabetes you have, it can lead to excess sugar in your blood. Too much sugar in your blood can lead to serious health problems.

Chronic diabetes conditions include type 1 diabetes and type 2 diabetes. Potentially reversible diabetes conditions include prediabetes — when your blood sugar levels are higher than normal, but not high enough to be classified as diabetes — and gestational diabetes, which occurs during pregnancy but may resolve after the baby is delivered.

Symptoms

Diabetes symptoms vary depending on how much your blood sugar is elevated. Some people, especially those with prediabetes or type 2 diabetes, may not experience symptoms initially. In type 1 diabetes, symptoms tend to come on quickly and be more severe.

Some of the signs and symptoms of type 1 and type 2 diabetes are: • Increased thirst • Frequent urination • Extreme hunger • Unexplained weight loss • Presence of ketones in the urine (ketones are a byproduct of the breakdown of muscle and fat that happens when there's not enough available insulin) • Fatigue • Irritability • Blurred vision • Slow-healing sores • Frequent infections, such as gums or skin infections and vaginal infections Type 1 diabetes can develop at any age, though it often appears during childhood or adolescence. Type 2 diabetes, the more common type, can develop at any age, though it's more common in people older than 40.

Causes

To understand diabetes, first you must understand how glucose is normally processed in the body.

How insulin works Insulin is a hormone that comes from a gland situated behind and below the stomach (pancreas).

• The pancreas secretes insulin into the bloodstream.

• The insulin circulates, enabling sugar to enter your cells.

• Insulin lowers the amount of sugar in your bloodstream.

• As your blood sugar level drops, so does the secretion of insulin from your pancreas.

The role of glucose Glucose — a sugar — is a source of energy for the cells that make up muscles and other tissues.

• Glucose comes from two major sources: food and your liver.

• Sugar is absorbed into the bloodstream, where it enters cells with the help of insulin.

• Your liver stores and makes glucose.

• When your glucose levels are low, such as when you haven't eaten in a while, the liver breaks down stored glycogen into glucose to keep your glucose level within a normal range.

Complications

Long-term complications of diabetes develop gradually. The longer you have diabetes — and the less controlled your blood sugar — the higher the risk of complications. Eventually, diabetes complications may be disabling or even life-threatening.

Possible complications include: • Cardiovascular disease. Diabetes dramatically increases the risk of various cardiovascular problems, including coronary artery disease with chest pain (angina), heart attack, stroke and narrowing of arteries (atherosclerosis). If you have diabetes, you're more likely to have heart disease or stroke.

• Nerve damage (neuropathy). Excess sugar can injure the walls of the tiny blood vessels (capillaries) that nourish your nerves, especially in your

legs. This can cause tingling, numbness, burning or pain that usually begins at the tips of the toes or fingers and gradually spreads upward.

Left untreated, you could lose all sense of feeling in the affected limbs. Damage to the nerves related to digestion can cause problems with nausea, vomiting, diarrhea or constipation. For men, it may lead to erectile dysfunction.

• Kidney damage (nephropathy). The kidneys contain millions of tiny blood vessel clusters (glomeruli) that filter waste from your blood. Diabetes can damage this delicate filtering system. Severe damage can lead to kidney failure or irreversible end-stage kidney disease, which may require dialysis or a kidney transplant.

• Eye damage (retinopathy). Diabetes can damage the blood vessels of the retina (diabetic retinopathy), potentially leading to blindness. Diabetes also increases the risk of other serious vision conditions, such as cataracts and glaucoma.

• Foot damage. Nerve damage in the feet or poor blood flow to the feet increases the risk of various foot complications.

Left untreated, cuts and blisters can develop serious infections, which often heal poorly. These infections may ultimately require toe, foot or leg amputation.

• Skin conditions. Diabetes may leave you more susceptible to skin problems, including bacterial and fungal infections.

• Hearing impairment. Hearing problems are more common in people with diabetes.

• Alzheimer's disease. Type 2 diabetes may increase the risk of dementia, such as Alzheimer's disease. The poorer your blood sugar control, the greater the risk appears to be.

Although there are theories as to how these disorders might be connected, none has yet been proved.

• Depression. Depression symptoms are common in people with type 1 and type 2 diabetes. Depression can affect diabetes management.

Type 1 diabetes can't be prevented. Sometimes medication is an option as well. Oral diabetes drugs such as metformin (Glucophage, Glumetza, others) may reduce the risk of type 2 diabetes — but healthy lifestyle choices remain essential. Have your blood sugar checked at least once a year to check that you haven't developed type 2 diabetes.

eing told no is just one of the many obstacles one encounters in pursuit of one’s dreams and aspirations and for 22-yearold Mohindra Kumar Scarce, being told no has never deterred him from pursuing his passion of becoming a professional model.

“Mohanram” or “Moh” as he is known stands at

6’2” and hails from the village of Tuschen on the East Bank of Essequibo. Although he is yet to get a professional modelling gig, “Moh” has been making heads turn and strides in the industry he so wants to be a part of. He knows that the road ahead is one that is filled with obstacles, but also that the light at the end of the tunnel is the brightest. He says that just the satisfaction of being comfortable in his own skin and doing what he loves are enough to make him fight so hard to accomplish his goals.

“I honestly feel that this

light and being able to sell a client's product brings about a sense of satisfaction and builds confidence,” “Moh” told the Sunday Magazine.

The aspiring model is currently studying Geography at the University of Guyana and has a special interest in urban planning and GIS aspects of the Geography programme. He says his immediate goal at this time is graduating UG with a distinction and living a healthy life.

“I personally believe that motivation doesn't appear out of thin air, but rath-

(modelling) is one of the many ways of being comfortable in my own skin and accepting the physical flaws as mine.

Personally, I never visualised myself being involved in anything model-related until one day I nervously auditioned for Guyana Fashion Week in 2016. I didn't make the cut, but it was a good experience and start to something I had absolutely no idea about. Later that year, an agent (who manages my mother’s agency) scouted me as I was casually touring one afternoon. I did interviews with two elite agencies, had a few photo shoots done and even attended a few castings. What I can say though is that more work needs to be done as the road ahead is a competitive one. I personally feel that being in the spot-

er manifests itself into oneself during the process of hard work. This momentum would eventually boost you onto the path to acquire whatever it is that sets your heart on fire. So, the next time you don't seem to be finding motivation just embark on whatever it is that needs to be done, even if you have no map ‘cause eventually you will sit back and think, ‘oh why didn't I start sooner?’.”

“The next step is building my model portfolio through photo shoots so that clients and agencies can view my progress over the years, continue to be productive in the workplace, and embarking on creative ideas are a few of the many things I am aiming for.”

2 cups long grain rice 1 medium onion, diced 1 tbsp butter 2 tsp canola oil 1 tsp grated ginger 2 tsp crushed garlic 8 sprigs thyme

Use A Lint Roller To Clean Screen Doors/Windows

Use a lint roller to remove debris such as pet hair and cobwebs from your screen doors. Try attaching the lint roller to a pole if the screen door or window is tall or hard to reach.

Instructions

1. In a large pot over medium fire, heat oil and butter until hot. Add onion and cook until it begins to sweat, about 2-3 minutes.

2. Next add garlic, ginger, pepper, thyme and basil then cook for about 30 second while stirring frequently. Add coconut cream and water and bring to a boil.

3. Next add rice, black eyed peas and salt and stir. Bring to a boil once again, lower heat to a simmer.

4. Cover the pot and cook for 20-25 minutes.

5. Remove from heat and garnish with chopped scallion.

Ingredients • 4 cups water • 2 tbsp dried sorrel • 1 cup lemon juice • 1 cup sugar • 2 cans Canada Dry Mandarin Orange Sparkling Seltzer Water Instructions 1. Place water and sorrel in a small pot and bring to a boil. Boil for 15 minutes; you can boil it for longer and allow it to steep if you prefer a stronger sorrel flavor.

2. Remove from heat and strain, reserving the liquid. Discard the sorrel. Stir in sugar and allow to cool completely. Add lemon juice and cold seltzer then place in the fridge to chill.

Ingredients

• 2 tsp onion powder • 2 tsp garlic powder • 1 tsp black pepper • ¾ tsp dried thyme • 1 tbsp brown sugar • 1 ½ tsp salt • 1 tsp orange zest • 2 tsp olive oil • 1 – 5 lb whole chicken (cleaned and giblets removed) • 1 onion cut into large chunks Instructions 1. Combine onion powder, garlic powder, black pepper, dry thyme, brown sugar, salt and orange zest in a bowl and stir to combine.

2. Rub chicken with seasoning on the inside and outside.

3. Place chicken in to a bowl and covered with foil. Refrigerate for 12-24 hours.

4. Take chicken out of the fridge and allow to come to room temperature while the oven is preheated to 425 degrees.

5. Place onions in the cavity of the chicken and tie the legs with butcher’s twine.

6. Tuck the wings under the chicken to prevent them from burning. Rub the chicken with olive oil and place on a baking pan.

7. Place in preheated oven and bake for 1 ½ hours or until the juices run clear when pricked or has an internal temperature of 165 degrees. If the chicken becomes too brown before its done cooking, loosely wrap with aluminum foil and allow it to cook.

8. Remove twine and onion before serving.

Users will soon be able to shop videos they see in their feed; save items to a specific “shopping collection” in their saved posts; and also shop business profiles more easily. The features all point to Instagram creating a more fully formed experience where users can do a large portion of their shopping through the platform, just in time for the holidays this year.

acebook CEO Mark Zuckerberg ordered his management team to only use Android phones, according to The New York Times. The decision reportedly occurred after Apple CEO Tim Cook criticized Facebook in an MSNBC interview for being a service that traffics “in your personal life.”

That said, we checked Twitter activity from several Facebook executives, including blockchain lead David Marcus and VP of AR and VR Andrew “Boz” Bosworth, all of whom are still shown to be using iPhones, so it’s possible Zuckerberg’s order wasn’t fully enforced or that these people all use iPhones in their personal lives.
