uyanese from all walks of life will today vote in the Local Government Elections (LGE) that have been preceded by some controversy, but for which the Guyana Elections Commission (GECOM) is fairly confident that everything will be smooth sailing.

When this publication made contact with GECOM’s Public Relations Officer (PRO) Yolanda Ward on Sunday, she said she had just come from inspecting polling stations in the city, and she gave a positive prognosis for tomorrow.

“Based on my reports, actually all the polling stations are set. We’re hoping to at least conclude that exercise by this evening, to have everything in place. The operations tomorrow morning will commence from as early as 01:30hrs,” she explained.

“We have moved our containers with election materials to some central locations for deployment. So operations will start to ensure (the materials) reach all the polling stations by 4:00hrs, to ensure everything is up and running to open polls by 06:00hrs,” she continued.

Ward is confident all polling stations would open on time, since they have been on schedule. She related that GECOM staff have been primed conducting practice runs, and will be ready for persons when they turn up to vote. She has expressed confidence in the ability of staff that made the final cut.

“This is not (a case whereby) everybody who got trained got selected. This is that we trained persons who applied, and based on the score you got, that is how you were selected and placed in varying position, ranging from presiding officers to the assistant presiding officer, the poll clerks, the ballot clerks and so on,” she explained.

“So it’s based on the score a person would have gained, that is how they would have been placed, in addition to their experience working in previous elections. So it was a highly competitive process,” Ward detailed.

Asked about expectations for voter turnout, Ward pointed out that it is the responsibility of the political groups to get their constituents out to vote. She was, however, hopeful of a turnout that would better the statistics of 2016. At that time, more than 500,000 Guyanese were registered to vote; and when the dust had settled, voter turnout was recorded at 47 per cent.

“For us at GECOM, considering the turn- out at the last local government elections, which was in the 40 per cent

range, we’re hoping that number can increase,” Ward said.

She posited that voter turnout is being impacted by many persons who are still unfamiliar with local government elections and their importance.

Meanwhile, Ward also shared statistics from the disciplined services voting on November 2. Persons had previously commented on the apparently low turnout; and indeed, there was a notable

The last time Local Government Elections were held in Guyana was in 2016.

The US Embassy and the British and Canadian High Commissions had fielded observer teams then. With elections expected to be held today, the deadline for local observers to apply for accreditation has long since passed.

It is understood that GECOM will declare official results from the LGE by Tuesday. Preliminary results should be expected much earlier; that is to say, three hours after the close of polls. The results are expected to be disseminated live on television stations in the varying LAAs, as well as in GECOM’s social media pages.

Ward has previously said that final results for smaller LAAs were anticipated by midnight on November 12, and the following day, November 13, for larger LAAs. This year, candidates from 80 LAAs, consisting of 595 constituencies, will be contesting the LGE through a mixed electoral system of proportional representation and first past the post.

G

uyana goes to the Local Government Elections today. It is more than passing strange that this form of government -- which was the first to give some measure of autonomy to the citizens of Guyana after the abolition of slavery, when they spontaneously formed the “Village Movement” -- has been given such short shrift after our independence in 1966. The “Crown Colony” Colonial Government itself was very centralised as far as running the affairs of the country was concerned, with the Governor and his Executive Council always in control.

The villages were allowed to run their affairs, not necessarily to foster “democratic governance” or autonomy, but rather to place on them the burden of creating a viable social and political economy to survive. And they more than survived: they organised themselves into “Village Councils”, which, for a hundred years, produced leaders that went on to shine in the national sphere, as gradually, the struggle for a more democratic country was waged. During that time, there was never any complaints that leaders could not be found for “local” affairs.

While the laws on Local Government were gradually tweaked over the years, in 1932, a decentralised system of administration via District Commissions was introduced, without reducing the powers or importance of the Village Councils. In 1945, this was further amended when the Local Government Act was consolidated and the Municipal District Councils Act and the Local Authorities Chapter were also introduced. Local government continued to be very vibrant.

The PNC, after 1964, however, in its drive for domination of all facets of national life, changed all of this when -- in 1973, the same year that the national elections were massively rigged, with the army collecting ballots -- the District Commissioners System was abruptly replaced.

Guyana was divided into six administrative regions run by Regional Ministers. This “Ministerial Regional System” was grandiloquently launched to facilitate “linkages between the citizens and the State”. It was a complete failure, since it did not lead to improved delivery of services to the villages, and in fact undermined the Village Councils. The 1974 LGE under the PNC were to be the last, until 1994, after the free and fair elections of 1992.

In 1980, the new constitution introduced by the PNC explicitly eliminated the Village Councils by arbitrarily agglomerating leaders from contiguous villages into “Neighbourhood Democratic Councils” (NDC), and these, in turn, under ten Regional Democratic Councils (RDC). With our linear mode of settlement on the Coastland, the NDCs proved to be very ineffective in bringing back the organic linkages of the Village Councils. After the 1994 LGE, it took another 20 years for the Local Government Laws to be amended, but unfortunately, they retained the cumbersome alienating structures.

This is rather unfortunate, since the quest for moving democracy to the lowest possible levels has been promoted from the beginning of the democratic wave, since the late 18th century – coincident, of course, with our own Village Movement. This quest for decentralisation was suggested

by Immanuel Kant, who condemned “administrative centralism…(which)… leads to the loss of liberty of individuals, communities and nations.” He thus spelled out the substantive aspects of modern, deep decentralisation – protection of the individual from big government.

As Kant pointed out, dispersing power to many centres acts to curb excessive concentration of power against the always potentially tyrannical Government. In this way, deep decentralisation serves the political end of enhancing freedom, and thus furthering democracy. This abuse of state power has been a constant in Guyanese history, and has to be addressed within any real Local Government democratic design for Guyana. The principle of “subsidiarity” insists that, for the most effective and responsive governance, several smaller centres of government and power should be created; and, most importantly, that policies be executed at the lowest possible level of government. In Guyana, this has to be the village, not only because of our history, but because of our geography. This principle facilitates the participation of citizens in the decision-making process, and further enhances their freedom.

“I’m suffocating”: Khashoggi’s last words, says Turkish reporter …senior Turkish Journalist tells Al Jazeera what Khashoggi’s last words were, according to unpublished audio recording

T

he head of investigations at the Turkish Daily Sabah newspaper has told Al Jazeera that Jamal Khashoggi's last words were "I'm suffocating ... Take this bag off my head, I'm claustrophobic", according to an audio recording from inside the Saudi Consulate in Istanbul.

Khashoggi, a Saudi Journalist, suffocated to death while a plastic bag covered his head, Nazif Karaman told Al Jazeera.

Karaman said the murder lasted for about seven minutes, according to the recordings.

Turkish President Recep Tayyip Erdogan said on Saturday that audio related to Khashoggi's murder was shared with Saudi Arabia, the United States, Germany, France, and Britain.

He said Saudi Arabia knows Khashoggi's killer is among a group of 15 people who flew into Istanbul hours before the October 2 incident.

According to Karaman, the Saudi entourage covered the floor with plastic bags before dismembering Khashoggi's body – a 15-minute process that was led by Salah al-Tubaigy, head of the Saudi Scientific Council of Forensics.

Karaman's remarks come as Turkish Police are ending the search for the body, but the criminal investigation into

Khashoggi's murder will continue, sources told Al Jazeera on Saturday.

Traces of acid were found at the Saudi Consul General's residence in Istanbul, where the body was believed to have been disposed of with the use of chemicals.

Karaman said that Daily Sabah would soon publish images of the tools that were brought into the country and used by the Saudi group.

He added the Turkish newspaper would also publish some of the recordings that document the last moments of Khashoggi's life.

Last month, Istanbul's Chief Prosecutor said that Khashoggi was strangled as soon as he entered the consulate and that his body was dismembered, in the first official comments on the case.

Saudi Arabia has

said it arrested 18 people and dismissed five senior Government officials as part of an investigation into Khashoggi's killing.

Ankara, meanwhile, seeks extradition of the suspects.

Meanwhile, Reuters reported that US President Donald Trump and his Turkish counterpart, Erdogan, discussed how to respond to the killing, according to a White House official on Sunday.

The conversation took place during a Saturday dinner with Heads of State and Government gathered in Paris to mark the World War I Armistice centenary.

Khashoggi, a critic of Saudi Crown Prince Mohammed bin Salman, was killed at the Kingdom’s

Istanbul Consulate by a team sent from Riyadh.

Saudi authorities have acknowledged that the killing was premeditated, but his body has not been found.

Trump expects to form a “stronger opinion” by this week on Khashoggi’s killing and Washington’s response, he said last Wednesday – adding that he was working with Congress, Turkey and Saudi Arabia to establish who bore responsibility.

In a phone call with the Crown Prince on Sunday, US Secretary of State Mike Pompeo “emphasised that the United States will hold all of those involved in the killing of Jamal Khashoggi accountable, and that Saudi Arabia must do the same,” the State Department said in a statement. Voters’ education has PNC is corrupt, kleptocratic, and too dangerous for Guyana been non-impactful Dear Editor, It is very serious that the expending of millions of taxpayers’ dollars on voters’ education has been non-impactful to the wider public.

So far, there is very little influence on the main target groups. GECOM needs to do better, since this irrational spending will certainly give rise to accountability issues, to which the organisation should be held to scrutiny.

Scrutineers will also have a strong monitoring role after voting on E-Day, with the return of the ballot boxes to the stipulated GECOM Office. The opening of the boxes has to be done in their presence, as it is imperative that the sorting be done and prepared according to Local Authority Areas, Constituencies, Divisions and Polling Stations. It is hoped that GECOM finds ways to improve its professionalism, and that a system of proper and effective

validation prevails.

On Election Day, November 12, the Presiding Officer will have to declare the amount of valid ballots (ordinary) at the opening of poll. The Presiding Officer will have to distribute the official List of Electors, List of Proxies, and the Disciplined Services List of those who voted on D-Day. The Discipline Services List must be looked at carefully, to see all those who voted on D-Day and all those who did not, thus making them eligible to vote on E-Day. Aside from the elections mechanism, it is critical to observe the Government of Guyana’s recent move to overhaul and raise property taxes across the country. The target is higher taxes on citizens, and it follows Communities Minister Ronald Bulkan’s recent signing of an agreement with the Municipal Property Assessments Canada (MPAC) and AxiLogic Inc Companies to

fund a property and valuation system.

Now, this column rejects the notion of additional taxes on our already overburdened citizens. As such, we implore all residents to avoid this whiplash by supporting the PPP/C list of candidates, come November 12, 2018. The Coalition Government, APNU/AFC, has already upped the rates and taxes by more than 100 per cent in the New Amsterdam Municipality and Lancaster/Hogstye NDC, LAAs that they are controlling; therefore, it is clear that this Government is hell bent on increasing rates and taxes. Hence a vote for the APNU/AFC is a vote to increase rates and taxes.

Let us, in a united effort, keep the APNU/AFC out. Vote for the PPP/C candidates to prevent paying higher rates and taxes.

Dear Editor Perusing the list of delinquent public officials who failed to make an integrity declaration of information of public importance, as per the Integrity Act, No. 20 of 1997, one finds an obscure name on that list: MR MAX MOHAMMED, who is given the designation of Technical Advisor on Oil and Gas to the President.

In 1985, a man named Robert Gangadeen, with financial support from the United States and allegedly with connections to some Washington DC types, formed a pro-American political party called the United Republican Party (URP). He later joined forces with another political party – the Guyana People’s Party (GPP) -- also funded from similar sources in the Washington DC area, and connected to rogue military groups aligned to people close to the group that

Assuming this occurrence is a fact as published, it amounts to a serious affront to myself as a Hindu and should be so for all other Hindus and their organisations and must be of grave concern to right-thinking Guyanese. Firstly, I call on all Hindu bodies especially to roundly condemn the actions of this misguided individual and to write the powers that be at UG for a meeting to ensure that steps are immediately taken to ensure that there is no repetition of this ugly incident particularly since the Peeping Tom has alluded to yet another similar situation some time ago.

It is also important for the Social Cohesion Minister to be apprised of this matter officially by the officials of the UG Hindu Society and a formal complaint and investigation be launched to see if this disruptive activity was the effort of an individual / loose cannon only or whether it was orchestrated by a group of persons.

As pointed out by the columnist, there are laws to deal with persons inciting racial hostility but ostensi-

bly none to deal with persons causing inter religious disharmony or disaffection.

I definitely recommend that our parliamentarians look at this to bring legislation to deal with any such similar conduct in the future. From my viewpoint, Hinduism, not being a” religion” originating in the Abrahamic tradition of the other two main religions, is still seen as a pariah by adherents of Christianity/Islam and in reality there are still concerted efforts by some members of these two at converting Hindus to bring them into the “mainstream”.

This is clearly an unacceptable situation and I call on Hindus to bring pressure to bear at all levels for legislation to be put into place to prevent this kind of abuse of adherents to the tenets of Sanatana Vedic Dharma (Hinduism) as alluded to in this instance since we have the right under our Constitution to freely practice our system of worship without interference or hindrance by any one whatsoever. Of course, this proposed legislation would serve to protect followers of all religions.

One thing I know for sure is that Hindus always give respect to other beliefs and traditions and it would be extremely rare to hear that Hindus in Guyana have disrupted activities of

Christians, Muslims or indeed of any other denomination.

I call on the Vice Chancellor of the University to immediately order a thorough Investigation into this incident and to issue a public report on his findings,

since there are many Hindu students attending the University who must find this incident terribly disconcerting.

As the history went, Leslie Ramsammy flipped on his donor and joined the PPP. Max Mohammed regained control of the party, and recruited one Vishnu Bandu, a real estate man from Queens who does not have the best of images in the Richmond Hill community for his business dealings. These people were also connected to Nanda K Gopaul, who later also flipped on the American funders and became a PPP Minister.

Why is this message important? The URP! The URP is today selling itself as a group of independents, but one of its principal agents sits as an advisor to President Granger. This is the vehicle the PNCAPNU is using: fund the

URP as a means to capture votes that would never come to the PNC now that the AFC is political dead meat. Is this another attempt by the PNC by way of another of its incarnations – APNU, APNU+AFC, JOPP, PNC+URP and so on, playing with the people's intelligence to trick them into diverting votes away from the PPP? Guyanese, beware of the URP; or, for that matter, any third party, because more than likely they are all being funded in some shape or form by the PNCled coalition Government.

Fact-check situation! I have one question for the Guyana High Commissioner to London, His Excellency Hamley Case. Who was the biggest donor at the PNC fundraiser at your house for the 2015 elections? Was it not this same person Max Mohammed?

Do we understand why he has to get a US- dollar high-figure salary today?

Is this the payback for the 2015 donation, and also to fund the URP? Isn’t this model the same kind that the PNC used with Mr. Larry Singh? Donate Gy$100 million to the party and in return collect a Bond Contract that will return to you over G$425 million?

All in a day’s work as a financier of the PNC... This is the PNC; corrupt, kleptocratic and dangerous for Guyana.

xecutive function is an umbrella term in neuroscience to describe the neurological processes involving mental control and self-regulation. Executive functions control and regulate cognitive and social behaviours like controlling impulses, paying attention, remembering information, planning and organising time and materials, and responding appropriately to social situations and stressful situations.

Experts believe executive function is regulated by the frontal lobe of the brain – the prefrontal cortex. Because humans are born with brains that are not fully developed, children are not born with these skills, but they have the potential to develop them.

Some students do not develop executive functions to the same degree as their peers. For these students with deficits, additional support in the classroom may improve their development of executive function.

Displaying the steps or questions that students could ask themselves in the classroom is also helpful to promote independence with a skill. ndrew’s life was going nowhere. He never seemed motivated about school. Actually, he didn’t seem motivated about anything, except video games, which he played for many hours a day, often getting to bed far too late as a result. He was now starting Grade 11, and things weren’t getting any better. His parents, who were both doctors, wondered if he was depressed, but he seemed to have been like this for years, to some degree.

In his early elementary school years, Andrew’s performance had been okay, though never stellar. In retrospect, he probably cruised because he was smart, the demands were low and the structure and supervision were high. In higher grades, teachers expected him to be more self-directed. Addressing a deficit requires understanding the type of deficiency the student faces.

If a student lacks knowledge, he or she does not know what to do or how to do a task. For example, if students lack the ability to regulate their impulses to speak while others are talking, the behaviour of active listening should be explicitly taught by identifying examples of active listening.

Educators might also create a chart with what it looks and sounds like when students are engaging in active listening.

A student may know what to do to complete a task, but may have trouble knowing when and how to apply the appropriate skills. For a student with this type of deficit, the teacher may confirm that he or she has all the required materials to complete a task. The teacher could provide a checklist with the necessary materials. For older students, the teacher could ask the students to generate the list and then gather the appropriate materials.

Metacognition: Another strategy for addressing deficits in executive function is using metacognitive language. For example, with a younger student, articulating the

quick oral presentation, or teachers can pair students and have them share what they remember from the previous day.

A review might also take the form of a mind map or concept map created in small groups. Concept maps are useful graphic organisers for note taking, comparing/ contrasting, and writing. Graphic organisers can be particularly helpful for students with executive function deficits, because organising thoughts can be as difficult as organising time and materials.

Teacher interaction: Teacher behaviour is also influential in supporting students who may have deficits in executive function.

Teachers should check in frequently with students who are known to have deficits and provide discrete support when needed.

In addition, having a caring demeanour and using positive reinforcement with students with deficits can positively affect their school experience.

Potential for growth

Executive function takes time to fully develop, and it develops at different rates in different children. The prefrontal cortex of the human brain is constantly growing and changing in young children as well as adolescents. Because of the human brain’s plasticity and enormous capacity for learning, it is possible to improve the executive functions of students with deficits through classroom strategies and support. Three had found him to be in the gifted range of intellectual functioning. This only made the problem feel worse in later years – he was underachieving terribly relative to his potential, just coasting along aimlessly, a sad waste of natural talent in his parents’ eyes.

It’s not that he had no intellectual interests at all. He would briefly become excited about a topic beyond the school curriculum – like the time he had watched a Stephen Hawking documentary on the Discovery Channel, or when his family went on a tour of WWI battlefields in France. He would start to read up on science or history, but he would quickly lose interest. He seemed perpetually bored, lazy and lacking persistence, focus or self-discipline. He could not apply himself to long-term goals involving delayed rewards. He had recently become a fairly regular marijuana user, but probably not heavy enough to really account for his lack of motivation, and the lack of motivation had long predated this habit.

In my assessment of Andrew, he did not have enough specific and persisting depressive symptoms to meet criteria for a major depressive disorder. Besides, there was no clear onset or change from his usual baseline. Rather, he seemed to have just slowly drifted into a state of increasing aimlessness and low motivation over a period of years. He did not feel a sense of hopelessness or profound pointlessness about his life and the future, but neither could he see any clear purpose for himself in life. He lacked any career goals, let alone ambition.

Zoning out

One thing stood out in my questioning of Andrew and his parents: he had a short attention span – especially for tasks requiring sustained effortful focus. He had a longstanding frequent tendency to zone out in class and to be more easily distracted compared with most of his peers. He would quickly become bored and restless. His parents had been aware of this, but they had always assumed that his lack of focus was the result of his lack of interest and motivation, rather than the other way round. He also lacked organisational systems for his work, despite his parents’ attempts to help him set these up.

And his time management was atrocious.

Andrew had many of the typical characteristics of Attention Deficit Disorder. ADD is a diagnosis applied to children or adults with very short attention spans. It also involves relative deficits of what is referred to as executive functioning, or cognitive control (simply put: the ability to control one’s thoughts and actions – the basis of ‘will power’; these higher mental functions are closely related to, and to some degree dependent on, the ability to focus). Attention and motivation are integrally linked and mutually dependent, but it is often the case that attention is the more primary and fundamental function, influencing motivation.

Needless to say, there are very many possible explanations for lack of motivation. ADD is just one of them, albeit a fairly common one. Unfortunately and obviously, psychiatric assessment and treatment is not the answer for all unmotivated teens. (Excerpt from psychologytoday.com)

eld under the theme “Let Us Unite Together In Praise And Fellowship”, “March for Jesus 2018” returned in grandeur on Saturday as hundreds of participants from multiple Christian denominations gathered at Parade Ground, Middle Street, Georgetown as they sought to unite the nation of Guyana in prayer.

Speaking with Guyana Times, Reverend Dr Raphael Massiah said, “I think the principal goal we have in our mind is that this march

will exemplify the unity that this nation is capable of, we have a wonderful nation and under God once we achieve

unity, anything is possible.

Guyana will able to achieve everything that God has destined for us to achieve.”

The gathering of the faithful saw participants swaying through the streets of Georgetown as they danced and sang hymns.

They later assembled at Jubilee Park (D’Urban Park) on Homestretch Avenue.

Saturday’s march came just two days before the 2018 hosting of Local Government Elections (LGE) and event organiser Reverend Dil Mohamed when asked about the timing of the March, ex-

pressed that it was focused on one thing only and that was “lifting up the name of Jesus” throughout the city, in a time that needs revival so that people can know that “the power of God can affect every area and bring about change”.

This year’s “March for Jesus” was sponsored by the Georgetown Ministers Fellowship and the wider Christian community in Guyana. It saw persons from all walks of life and cultures as they joined to proclaim their faith.

he author Thomas Wolff’s most famous novel is “You can’t go home again”. In it he scathingly details the lives of his hometown folks. He originally had another name for it, but after a friend read the manuscript and told him he’ll never be able to return home, he changed the title.

In his weekly Chronicle column – the sum of his endeavours for $20 million annually with perks! – Moses Nagamootoo complains that one of his erstwhile comrades in the PPP, and a Berbician to boot, told him he can’t go back to his home village of Whim.

With typical tone-deafness – incredible in a man with literary pretentions! – Nagamootoo retorted that he’ll be attending a “mini-rally” in Whim. But that’s not the point, is it? Even he’s conceding his unpopularity by prefacing his homecoming “rally” as “MINI”!! His actions since 2015 have made his name worse that “mud” in Whim, as well as the whole of Berbice!

To “go back home” is to return to folks who embrace you as one of their own. After throwing four thousand Berbician sugar workers into the streets, can the folks of Whim ever embrace him as “one of their own”? “Neemakaram” – or “ungrateful” -- is more like it!! Isn’t it pathetic that his sister, Mousie and Poowah are half of the Whim AFC’s list?

Once again, your Eyewitness is going to make his prediction on the LGE: THE AFC IS GOING TO BE WIPED OUT. And they’ll be going out not with a bang, but a whimper! If they have 100 persons at their “mini” rally – three-quarters of them AFC paid hirelings – that’ll be plenty. The march from “Tara Shop to Anguya’s Turn” will be more like a funeral procession to bury the “dead meat” that is now the AFC! Nagamootoo painstakingly lists a number of Indian politicians who tried to poach votes from the PPP and failed – starting with Balram Singh Rai. It has to be a Freudian slip acknowledging his imminent membership in that list, after the LGE today!!

Nagamootoo hypocritically cants that people at the LGE should be voting for improvement in their local conditions, and “not for party or ethnic group”. So why did the AFC run as a party, and not as independent candidates? And why’d he say the “contest is between the PPP and AFC”?

He also refers once again to his father in reference to the 1937 song “thoroughbreds don’t cry – they run and die”, from the kids’ movie by Mickey Rooney and Judy Garland.

Nagamootoo implies every time that he’s a thoroughbred!!

But that’s a reeeal stretch, since these noble steeds are noted for agility, speed, and spirit.

One of the qualities that both the AFC and PNC exemplify – and made Granger assert they were “as one” in the coalition – is their propensity to “talk the talk”, but never “walk the walk” on good governance! In his only act of participation in the LGE for the AFC, leader Raphael Trotman quoted a foreign newspaper to encourage Guyanese to go out and vote today: “The best way to protect democracy is to practise it.”

One would wish he and his comrades would blow up that statement and place it prominently on their airconditioned office walls!! Were they practising democracy when they gerrymandered the constituencies? Were they practising democratic when they encouraged David Granger to unilaterally select the Chairman of GECOM by jettisoning the consensual law and tradition that had been introduced in 1992?

But they’ve been caught in their own BS. Nagamootoo never got the PM’s powers he was promised in the Cummingsburg Accord; Ramjattan has been circumvented in Security; and Trotman became the fall guy in oil!!

Oh, what a tangled web we weave…!!

Oil and gas framework must be fiscally robust – financial analyst …says ‘Green Paper’ does not offer enough protection to Guyanese

uyana must be financially prepared for the incoming oil boom if the country and its people are to truly benefit from the revenues earned from this new sector.

This is according to financial analyst Sasenarine Singh who said that it must first be established that this oil wealth will only be felt by the masses around 2024.

“Those who are spreading this myth that the good life is coming in 2020 are out to mislead the people for political purposes,” Singh, a former Alliance For Change (AFC) member, said.

Another point, he made, is if the institutions are not in place in time and are not constructed to be independent of partisan politics, most of this oil wealth will go to waste.

Singh told Guyana Times on Sunday that there were several negatives that could happen.

“Extreme macro-economic volatility can cause the foreign exchange rate to change in such a manner that the production process will become extremely uncompetitive,” he added.

wild spending, which could allow too much good cash to be thrown into too many bad projects. Such actions, according to Singh, will drive a rapid increase in the cost of living that will eat up any potential gains from the oil wealth, because most people can see their disposable income declining.

“It can expose the nation to wide swings in revenue between periods of high oil prices to those with low oil prices, which means less revenue. You do not develop a nation with such inconsistent revenue flows,” Singh further added.

The former AFC member said careful attention must be paid to the idea that Guyana could be faced with a US$40 per barrel oil price.

“Have we thought about this? Are we planning for this? Will we be able to deliver the services to the people at such a low price for oil? So, how can Guyana prepare for these un-eventualities?” he questioned.

First and foremost, Singh is of the opinion that Guyana must protect the budget process and the national budget to not make it too dependent on the oil revenue. For a start, he said it must only have access to the interest income from the Sovereign Wealth Fund (SWF) thus making the revenue swings more predictable.

Taxi driver shot dead after refusing to transport passenger

man who operates his vehicle as a taxi at Puruni Landing, Region Seven (CuyuniMazaruni) was on Saturday evening shot dead after he refused to transport the suspect to his destination.

The identity of the dead man is yet to be confirmed by the Police, but according to F Division (interior Locations) Commander Kevin Adonis, the incident was reported and a team of investigators travelled into the area on Sunday morning to launch a probe.

Lindeners benefit from crime, Several injured violence reduction workshops as minibus turns

number of Lindeners have benefited from the first of a series of crime and violence reduction workshops – an initiative of the Public Security Ministry in collaboration with Adco Engineering and Consultants.

The Parenting, Interpersonal, Violence Prevention and Conflict Resolution initiative also forms part of the Citizens Security Strengthening Programme (CSSP) funded by the InterAmerican Development Bank (IDB).

Speaking at one of the workshops which was themed "Reclaim home, reclaim community", one of Adco's Directors, Garfield Sargeant said the sessions aimed primarily at equipping community leaders with the knowledge and skills to approach and address the issues of crime and violence within their communities.

Also benefiting from special sessions were parents and youths as Sargeant

stressed the importance of addressing the issues from the level of the family .

The three main areas being addressed were parenting, domestic violence, and conflict resolution.

"What we actually have happening right now is train the trainer whereby we are equipping some of the community leaders with certain skills, certain information that will help them take a different ap-

proach to addressing crime and violence within our community. So, it's very important that we are able to, first of all, impart knowledge and then how to use that knowledge given different situations, different scenarios," Sargeant explained.

The Linden leg of the initiative wrapped up last Friday, but work is expected to be ongoing within the community.

A participant , Vanessa Kissoon said the session was very informative, noting that she planned on using the knowledge obtained in her everyday life.

"The activities and interactions are very interesting, informative and educating and in my case, I know that I can take some of this stuff back to the classroom and my students will benefit. I have learned how to use activities not just the chalk and talk, but I learned of other creative ways of getting my children to interact in the classroom and also I must say at home, because I do plan to use some of these activities to improve me as a parent," she posited.

Police Officers have also benefited from the exercise and according to Sargeant, they would assist greatly, given the new policing facility recently commissioned in Linden. Approximately 20 communities are expected to benefit from these sessions across the country.

The minibus involved in the accident

everal passengers of a minibus were on Sunday evening rushed to the Leonora Cottage Hospital, West Coast Demerara to be treated for injuries they sustained after the vehicle turned turtle in the vicinity of the Leonora Police Station.

Based on reports received, minibus PTT 5707 was reportedly trailing an ambulance when it col-

lided with motor car PSS 6776, which then collided with motor car HC 9049.

The initial collision reportedly caused the driver of the minibus to lose control of the vehicle, and it flipped several times before coming to a halt.

According to reports, the minibus driver is in serious condition.

An investigation has been launched into the three-vehicle collision.

Consultant to be recruited for Needs Assessment on EPA – as Govt seeks to determine agency’s preparedness for oil & gas

he Department of Energy (DE) and the Environmental Protection Agency (EPA) have both got enormous roles to play as regulators in Guyana’s Oil and Gas sector. One plan on the agenda is to have a consultant brought in to verify how prepared the EPA really is for this task.

This was explained by head of the Department of Energy, Dr. Mark Bynoe, during his first press conference with the media recently. According to Bynoe, the DE is in the process of recruiting such a consultant.

“We understand that, for the department to be strong, its sister agencies must also be supportive. In this vein, through consultations with the Environmental Protection Agency, the de-

When Exxon Mobil’s subsidiary Esso Exploration and Production Guyana Ltd’s (EEPGL’s) submitted its Environmental Impact Assessment (EIA) for its Liza Phase 2 development, an outside consultant was brought in to assist the EPA in reviewing it.

A contract to the tune of $40.3 million was awarded to international firm Ramboll US Corporation in order to undertake the review, though the costs were reportedly borne by the oil company.

Threat of oil spills The EPA did a study of its own, and found that while an oil spill in the Stabroek block was possible, factors such as the location of EEPGL operations combined with the region’s water temperature would minimise the effects.

West (Region One) has the four turtle species. We have to preserve those, because we don’t want to have an oil spill; and it could be dangerous. I remember, several years ago, there was the cyanide overspill. It had an effect on the environment in the interior,” Sharma had said.

This is a reference to the cyanide spill in Guyana in 1995. In gold mining, cyanide is used as an extracting agent for the ore. In the case of Guyana’s cyanide spill, the highly poisonous material spilled out of a reservoir into the Essequibo River.

Fly Jamaica focuses on repatriation of passengers – cooperating with investigators

ays after a Boeing 757 aircraft operated by Fly Jamaica crash-landed at the Cheddi Jagan International Airport (CJIA), the airline in a release on Sunday stated that

These two pieces of equipment, he added, are important to determine what transpired on the morning of November 9, 2018.

On Friday at a press conference, the GCAA Director also stated that a team of investigators led by Paula McAdam has been conducting the preliminary investigations into the crash. The findings, he added, will take some time to be compiled and presented to the authorities.

With respect to the accusation of theft, at least 14 firefighters who were implicated in removing several devices belonging to the crew and passengers are still being grilled by Police ranks. It is believed that as the firefighters got access to the aircraft, they removed the items.

One of the firemen reportedly returned some of the stolen items while some were found at the Timehri Fire Station. Once found culpable, the men will be charged and placed before the courts.

Body of fisherman pulled from Atlantic Ocean – family cries foul play; alleges fisherman was kidnapped, taken to sea

he body of a Corentyne, Berbice fisherman was brought to shore on Friday by his colleagues who claimed that he drowned after jumping overboard into the Atlantic Ocean.

The dead man has been identified as Radish Narine, also called “Bunga”, 43, of Miss Phoebe, Port Mourant, Corentyne.

Based on information received, Narine was collected on Tuesday last from Alness Village where a brother lives.

The now dead man’s brother, Jaidary Narine, related that members of the fishing crew came in search of his brother, but they were advised that he was no longer interested in going out to sea.

He explained that for several months “Bunga” had resorted to catching hassa with nets inland. Nevertheless, the man was collected and taken to sea.

According to the distressed brother, he received a telephone call informing him that “Bunga” had suffered a seizure and jumped overboard. Two of his other siblings received a similar telephone call, but they were told different stories of what transpired.

One report stated that the now dead man jumped overboard and swam under the boat to the other side, but when the crew members attempted to pull him up, he reversed.

Information reaching the dead man’s relatives revealed that one of the crew members reportedly tied a rope to himself and jumped into the water in search of the man and later came up with his lifeless body.

The man’s brother who spoke with this publication is also a fisherman, and he related that when at sea if any crew member behaved strangely, he would be restrained and tied at a safe section of the boat.

He recalled being told that when “Bunga” jumped overboard, he was rescued shortly after, but he was contending that this was not the case and someone was not telling the truth.

“The man was already dead,” he said.

“Bunga” had worked for several years at sea and was also the captain for a fishing vessel in Suriname. According to the brother, in March of this year, he made his last trip and despite several offers, he refused to go back to the sea.

The two men who brought the body to shore were asked to report to the Whim Police Station, but up to late Sunday evening, the men did not show up. Meanwhile, one of the dead man’s nephews claims that members of the fishing crew had threatened to kill “Bunga” and as such, relatives believe that foul play was involved in the man’s demise. Yoganand Tamsar said he spent a few days with the crew and after a fight broke out, he demanded to be taken back to shore, it was then that “Bunga” was collected. Tamsar gave the aliases of some of the crew members as: “Twisie”, “Bow” and “Plugga”.

He said “Plugga” was the captain of the vessel. The name of the other crew member he could not remember but he referred to him as “Lall’s son”.

The family is calling for a thorough investigation into the man’s death. Narine leaves to mourn four children and seven siblings.

he gold and diamond mining industry, over the years, has contributed significantly to the sustenance of many families.

However, it takes lots of hard labour, long hours and courage to keep pursuing some of the nature’s most precious minerals buried below.

Deian Gordon is one of the few female miners in the sector. She is also an Executive Member of the Guyana Women Miners Organisation (GWMO), and as such, she understands the struggle.

Prior to taking up a career in gold mining, Gordon was engaged in street vending.

She has initially visited the interior only to understand how minerals were extracted from the earth. That visit would evolve into her becoming involved in the mining business.

As a woman in mining, she has found it to be very challenging and now she is a reservoir of good and bad experiences in the sector.

In a male-dominated field, Gordon has managed to rack up some 22 years in the sector, but it takes strength and courage to keep persevering.

“You have to be strong to

work with the men – spirit, mind and body; you have to be able to stand up and demand that this is your job, you have workers, you have to respect, even though you is a female, they have to respect that they working with you,” she explained.

Growing up with 11 brothers had taught her a great

lot. On this note, she said being among the boys created the advantage she has working in a man’s field.

As a woman in mining, she has learnt that one has to be calm, in the eventuality a situation arises. “Like when they get a dispute in the backdam, like in your camp, you have a dispute with another worker, if you can’t go and make a peace or try and get it down, it will lead to that (chopping up)”.

She explained that there were times when large investments were made in the mining operation with very little return and then, there were times when the rewards were bountiful; however, a saying often quoted by miners, “Dutty battam dark” – meaning you invest but remain unsure of what returns would be generated although you remain hopeful – reflected the reality of the mining life.

The GWMO, along with a brother, has assisted in coaching Gordon in the mining field. Through the Organisation, she has been able to attend many training

programmes, especially in the area of sustainable practices.

Working in the mining industry is totally different from most sectors, she explained, “…because for me, my work starts at 5, sometimes you does gotta get up from 2-3 (am) pumping water and so out of the pit. So, you close off at 6 (pm) and depends on how the sun goes, you could go up to 7 (pm)…so it ain’t get a factor really like a 7-4 work….”

The GWMO executive said she was taught about the rules that govern the mining industry through the Guyana Geology and Mines

Commission and Women Miners Organisation, and as such, abide by those rules.

She also engages in sustainable working practices.

After mining is completed in an area, trees are often replanted by her workers.

All dredge owners, Gordon encouraged, should always have another business to assist in the steady flow of income owing to the unpredictability of the mining sector.

Additionally, being away from family is challenging.

Gordon enjoys going to the movies and hanging out with friends, to “ease the brains” as she puts it.

The Red Lock Road connects Lima Sands, Mainstay/ Whyaka, Tapakuma and other interior locations in Region Two (PomeroonSupenaam).

Search on for survivors after mudslide in Rio de Janeiro state kills 10

escuers are searching for survivors from a Brazilian landslide that killed 10 people, including at least one child.

The incident happened in Rio de Janeiro state in the early hours of Saturday, following two days of heavy downpour.

A boulder slid down a slope and hit a group of houses in the city of Niterói, according to the local fire service.

Volunteers have joined firefighters and law enforcement, creating a bucket chain to clear mud and debris.

The Globo news network said the group was working in silence so they could hear any victims that might be under the earth.

Over 4 million tourists to visit Cuba by year-end

uba's Minister of Tourism, Manuel Marrero, says the island will reach the over four million tourist mark by the end of this year.

Marrero, who was speaking during a recent meeting with tour operators, travel agents, airline representatives and media in Milan, Italy, said as part of the island's tourism development plan, there will soon be 5000 new rooms, including those at the recently-opened Packard and the International Hotel Varadero, which will open soon.

made the intervention as part of Italy's actions for the opening of the winter season, and took the opportunity to remember that Italy has always remained among the top 10 markets for Cuba in the tourism sector.

He announced that by 2019 another 5250 rooms are expected to be completed, and said they are preparing to build a new five-star luxury hotel in Cayo Largo.

Marrero stressed that the Tourism Ministry supports the expansion of hotel management contracts between Italian groups and national chains, and said they have worked hard on

several aspects that contribute to raising the quality of the destination.

He recalled that a contract has already been approved with the company Aeropuertos de París (ADP) for the modernisation and subsequent administration of the José Martí International Airport in Havana.

Dominica to host national consultation on marijuana this month

ollowing the arrest in Washington, DC, of Haitian-Bahamian national Edward Israel Saintil, on charges of bribing Bahamas immigration officials to furnish Bahamian work permits to facilitate the granting of US B-1/B-2 visitor visas to Haitian nationals through the American embassy in Nassau, an Immigration Department official has also been directly implicated in accepting bribes directly from Saintil, an FBI affidavit clearly spells out.

The FBI affidavit states that in a letter dated August 1, 2018, a two-year work permit for an FBI informant was approved with the signature of Deputy Director Fausteen Major-Smith, stamped with the Immigration Board’s seal,

with an expiry date for July 31, 2020, the fee for which was indicated to be US$2000.

Saintil allegedly told the FBI informant that an additional US$1000 had to be paid for the approval of the work permit, making the price US$3000.

Shortly after the story initially broke in the Tribune newspaper, but before Caribbean News Now obtained and published the FBI affidavit in question, which implicates current director of immigration, William Pratt, and his immediate predecessor, Clarence Russell, in accepting bribes, Pratt, in a televised interview, told reporters that arrests will occur in the matter once his internal investigations are complete. abonese President Ali Bongo is seriously ill but on the mend, his spokesman says, ending weeks of official silence on his condition.

Speculation has mounted on the health of President Bongo, 59, with some reports saying he suffered a stroke.

He is being treated in Saudi Arabia, with the initial announcement last month saying he was suffering fatigue.

His spokesman Ike

Ngouoni said Bongo was "recovering all of his physical abilities".

No mention was made of a stroke but the President had suffered "bleeding which required medical care", Ngouoni said.

Ali Bongo succeeded his father Omar Bongo as President in 2009, who governed the western African nation for more than 40 years.

He narrowly won re-election in 2016 in a poll marred by violence and accusations

of fraud.

Earlier this month, with President Bongo away in the Saudi capital Riyadh, Gabon's Opposition Leader Jean Ping again claimed victory in the poll.

On Friday, a Gabonese newspaper was suspended for three months for saying the country was on "autopilot" and that the Prime Minister should be appointed interim leader. (Excerpt from

Alibaba Singles Day sales frenzy surpasses records

nternet giant Alibaba has set new sales records on Sunday for its biggest shopping day, the annual Singles Day. The Chinese company hit a record US$1 billion in sales in 85 seconds, and then just shy of US$10 billion in the first hour of the

24-hour spree.

In total, customers spent US$30.8 billion, up 27 per cent on last year, but the lowest annual increase in the history of Singles Day. Online discounts have been offered on November 11, Alibaba's informal holiday for singles, since 2009.

Alibaba Group chief executive Daniel Zhang said the spending bonanza demonstrated "customers' continued pursuit to upgrade their everyday lifestyles".

The event was kicked off on Saturday with a gala featuring US singer Mariah Carey, a Japanese Beyoncé impersonator and a shoeshopping-themed Cirque du Soleil performance.

Alibaba invented the occasion to celebrate the unattached as an antithesis to the romantically involved on Valentine's Day. An estimated 250,000 people have been forced to flee their homes to avoid three major blazes in the state.

California Governor Jerry Brown asked US President Donald Trump

Among the towns under evacuation orders is Thousand Oaks, where a gunman killed 12 people in a rampage on Wednesday.

Armed soldiers patrolled the streets, while campaign posters around Donetsk called on people to vote "with Russia in your heart".

Separatists have fought Ukrainian forces in the country's industrial east since the spring of 2014 in a war that has killed more than 10,000 people, according to the Council on Foreign Relations.

Although a 2015 accord

on ending the war called for local elections in Donetsk and Luhansk, critics say Sunday's vote is illegitimate under international law.

Washington and Brussels had asked Russia, which is accused of funnelling troops and weapons into eastern Ukraine to aid separatists, not to hold what they called "illegal" polls, saying they will hamper peace efforts.

Higgins inaugurated as President of Ireland M ichael D Higgins has been inaugurated for a second term as President of Ireland at a ceremony in Dublin Castle on Sunday.

Former Presidents Mary Robinson and Mary McAleese were in attendance.

The Taoiseach (Irish Prime Minister) Leo Varadkar and Tánaiste (Deputy Prime Minister) Simon Coveney were also present.

President Higgins was re-elected in October with 56 per cent of the vote.

he calm and composed Mithali Raj, usually referred to as the female version of Indian superstar batsman Virat Kholi, led India to a seven-wicket victory over arch-rivals Pakistan when the Asian giants clashed in the fifth match of the standalone Women’s World T20 tournament, played at the National Stadium at Providence, East Bank Demerara, Guyana on Sunday, November 11.

In process, Guyana witnessed more scintillating women’s cricket, with the Indian bowlers restricting Pakistan from scoring through disciplined bowling and sharp, all-round performance in the field; and Pakistan batters

forging ahead with a dogged determination to score at least five runs per over.

Proceedings began with Indian skipper Harmanpreet Kaur winning the toss and opting to field. India were off to a perfect start, as pacer Arundhati Reddy started off proceedings with a wicket maiden, removing Ayesha Zafar with the sixth ball of the match.

With spin being more effective on the Providence wicket, left-arm orthodox bowler Radha Yadav was introduced as disciplined Indian bowling continued from both ends. Omaima Sohail lost her wicket via the run-out method, teenager Rodrigues effecting the run-out with a direct hit.

The Pakistan batters managed to score at 5 runs per

over in the power play overs (six overs mandatory) even though the Indian bowlers were disciplined. Team India, sharp in the field, caused another Pakistan wicket to fall via the run-out method when Pakistan captain Javeria Khan (17) lost her wicket with the score on 30-3 in the seventh over.

The spin trend continued as Pakistan introduced Anam Amin, but Mandhana greeted her with two trademark boundaries. The Indian opening duo continued their levelheaded batting, and added 73 runs for the opening wicket, Mandhana falling in the 10th over.

Maroof continued to have a good game, claiming the dangerous Mandhana for a well-composed 26, inclusive of four boundaries. Raj continued to bat with minimal pressure, and added 28 for the second wicket partnership with teenage sensation Jemimah Rodrigues.

In the 15th over, the brilliant Nida Dar pulled off a good caught-and-bowled effort to remove Rodrigues. However, the game was by then in India’s pockets with the score on 101-2.

Mithali Raj brought up her half-century in the 16th over when she chipped down the track. This was also her 16th half-century. Harmapreet Kaur entered the fray and ensured her team won the match without further hiccups, although Raj fell for a match winning 56 from 47 balls in the 18th over. Raj’s innings included seven fours.

Veda Krishnamurthy finished off in style with a four, as India completed their second victory.

he powerful Australian unit continued their dominant performance in the Women’s World T20 tournament, registering a comfortable nine-wicket win over a weary Ireland team.

Alyssa Healy continued from where she left off in the first match with a scintillating unbeaten 56. Ireland were earlier reduced to 93-6 when their 20 overs had expired.

On a slow wicket in the second match of the day played at Providence, Irish skipper Laura Delany opted to bat. Openers Cecilia Joyce and Clare Shillington were in for a challenge from the Australian bowlers. The most experienced of the Ireland batters, Shillington, got going with a boundary off the final ball of the first over. Shillington, who scored a half-century in a warm-up match, lifted Schutt over mid-on as the pacer was predictable bowling in the slot. Left-arm orthodox Sophie Molineux was introduced in the

second over, and she bowled a variety of deliveries. Ireland openers were cautious in their approach, scoring 27 runs in the first six overs. The first wicket

Australia were outstanding in the field, effecting two runouts.

Aussie openers Alyssa Healy and Beth Mooney blazed away, chasing 94 for their second victory in as many matches.

The opening partnership of 71 set up the crushing victory, as Australia ended on 94-1 in 9.1 overs. Healy and Perry were left unbeaten on 56 and 9 runs respectively. Beth Mooney (14) was the only wicket to fall to Kim Garth in the sixth over.

Perry was adjudged the player of the match for the second time in two matches she played in the tournament.

Hamilton wins Brazil GP after Verstappen is hit by backmarker

W

ith his fifth title already secured, Lewis Hamilton had been explicit he wanted to end the season strongly.

Yet while he did the take the win at the Brazilian Grand Prix this was an almost unexpected victory that had turned on a moment. Max Verstappen had put in a superb drive only to be denied the top step after a clash left his chances spiralling away as Hamilton swept into the lead to ensure Mercedes clinched their fifth consecutive world constructors’ championship.

The win was far from one of the relentless dominance Hamilton has displayed in the second half of the season but he and the team did not allow it to dampen their ardour for a remarkable achievement.

With Hamilton’s fifth drivers’ title clinched in Mexico, Mercedes have now equalled Ferrari’s record of five consecutive drivers’ and constructors’ championship doubles the Scuderia scored with Michael Schumacher between 2000 and 2004.

“These guys have worked so hard over the past six years,” Hamilton said. “It’s

been an incredible journey.

This is what we’ve worked for every single day. I’ve always said it’s such an honour to drive for them.”

The team principal, Toto Wolff, reflected the satisfaction his team felt after they had been pushed harder than at any other point in the turbo-hybrid era. “It was a very difficult season,” he said. “We had ups and downs, Ferrari came back strongly and Red Bull at

the end but that makes the championship victory even more enjoyable.”

But the race had been all about Verstappen, who could barely contain his fury by its close. Hamilton had started from pole and held his lead from the off but Mercedes could not push hard on their tyres as Red Bull’s race pace proved mighty and it quickly became clear the fight was with Verstappen.

He had started from

fifth but charged from the off, in short order passing Kimi Räikkönen, who finished third, Sebastian Vettel and Valtteri Bottas to take second within 10 laps.

He then drove a masterful stint, managing his tyres and staying out for 16 more laps than Hamilton before his stop. It enabled him to emerge on the quicker, soft tyres, which paid off.Four laps later Hamilton was powerless to resist as the

Dutchman’s extra grip enabled him to sweep past for the lead on the start-finish straight.

He quickly pulled away and the race was clearly in the Dutchman’s hands until on lap 44 he was hit by Esteban Ocon at turn two, causing him to spin and drop five seconds to Hamilton and damage to his floor. Ocon was a lap down and trying to unlap himself, an unnecessary risk against the race leader who was in front through the corner. “What a fucking idiot,” was Verstappen’s response.

Ocon was given a stop-go penalty for the incident, cold comfort for Verstappen as Hamilton was able to hold his lead to the flag.

Verstappen was understandably furious, a mood that had clearly not improved by the end of the race and the situation looked like flaring up as he repeatedly shoved Ocon in the weighin area. “We are passionate about the sport, it would be odd if I shook his hand,” he said. Both drivers were subsequently summoned to the stewards.

Verstappen could have given Ocon more room but clearly did not expect the

Frenchman to keep coming at him, understandable given he was leading the race.

“We did everything today,” he said. “He [Ocon] was such an idiot he gets taken out while he’s being lapped.”

He was backed by the Red Bull team principal, Christian Horner. “As a lapped car you should not interfere with leader,” he said.

“What was Ocon thinking of there, it beggars belief. It makes no sense at all.”

He also defended his driver’s post?race actions.

“Esteban was lucky to get away with a push to be honest. Max has a lost a victory through no fault of his own.

It is hugely frustrating to lose a victory through a back marker.”

For Hamilton however the win was all as he and the team rightly celebrated. The record book will show only the victory and one that maintains an extraordinary record that illustrates his dominance for half a decade. He has now averaged 10 wins every season since 2014. Verstappen once again proved his credentials but ultimately the weekend belonged to Hamilton and Mercedes. (The Guardian)

Silva sparks Manchester City’s precious derby victory over United J

osé Mourinho’s side made a fight of it but City always appeared a class – at least – above and left United staring at a 12-point gulf to the leaders and seven from a Champions League berth.

Pep Guardiola made one change from the previous league outing, preferring Riyad Mahrez to Leroy Sané, a surprise considering the German’s flying form.

Alexis Sánchez could also count himself unlucky to be dropped for similar reasons as Mourinho made four changes from the win at Bournemouth. Marcus Rashford replaced Sánchez at No 9 and Jesse Lingard, Marouane Fellaini and Ander Herrera came in for Juan Mata, Fred and Paul Pogba, who failed a late fitness test.

City soon began enjoying the kind of space that makes them lethal. First a raking Fernandinho pass was collected by Bernardo Silva and he let go with a 30-yard shot that narrowly missed to David de Gea’s left. A few moments later David Silva got in behind United but no City man could finish.

Twelve minutes in and the visitors capitulated. Ashley Young failed to tackle David Silva, who turned the ball around the corner to Raheem Sterling. His cross curved in front of De Gea and Luke Shaw allowed Bernardo Silva to ping the ball back across goal, where David Silva was waiting to crash home for a seventh time this season.

The contest was unfolding inside a raucous Etihad Stadium, the atmosphere as vibrant as would be hoped for this occasion. By the midway point of the half United had, at last, gone some way to quietening their opponents and the crowd.

Stones to leave him momentarily floored. This new-found composure was illustrated by a dinked left-foot pass from Fellaini to Young along the right as City were pinned back: hardly a regular experience for them at this venue.

United had managed to compress the game into the middle third – a far safer area than that near their goal. This had Guardiola shaking his head and the visitors able to launch the odd attack as when Shaw found Martial in City’s area, though the No 11 could not control the ball.

Guardiola’s men ended the half as they began, bombarding United’s goal as the two Silvas again terrorised and Sergio Agüero might have doubled the lead when

the Portuguese one played him in: he could only find the side-netting.

Given the gap in points, a win was desperately required if United were to keep any title pretensions alive. Instead City dealt them a hammer blow. Lingard fumbled a regulation control near halfway, Bernardo Silva pinged the ball to Agüero and when he swapped passes with Mahrez the Argentinian smashed home a ninth derby goal to go level with Sir Bobby Charlton.

This put the volume level through the roof and, when Fernandinho put Sterling in, the forward might have made it game over if he had not dawdled. Instead Lingard was replaced by Romelu Lukaku and a Mourinho substitution was again successful. As with

Haynes: Make me West Indies Coach W

est Indies great Desmond Haynes wants to be new coach of the West Indies Team, and says he can be a father figure in the role.

The decision will ultimately rest with director of cricket, Jimmy Adams, and West Indies Cricket Board chief executive Johnny Grave, but Haynes is desperate to be interviewed.

He has received backing from his former team-mate and captain, the legendary Viv Richards. Stuart Law is leaving the post to become Middlesex supremo next summer, and West Indies will need a replacement ahead of the post-Christmas tour by England.

Haynes, 62, was one of West Indies’ greatest openers. He scored 18 centuries in Tests and 17 in ODIs, forming a prolific partnership with his fellow Bajan Gordon Greenidge. “I hope they will interview me,” he told The Cricketer. “I am not saying I can take West Indies back to No.1, but I think I can take us back into the world’s top four.

“I believe the head coach should be working more closely with the coaches in the territories, rather than just working with the players when they reach Test level. The feeder system must be working smoothly, so that the players who arrive at Test level are ready.

It is not good for them arriving at Test level and realising, ‘Oh, we are not fit enough’, Haynes has said.

“The job is about management, it is about helping people work out situ-

ations. I can help people know how to handle a situation, how to find the correct levels of concentration.

“I am not saying a coach has to be someone who has played Test cricket, or a lot of international cricket; but there must be a sense of match intelligence in the dressing room, so he can assist players as situations arise.”

Richards, 66, says he would support Haynes’s application. “I would love to see a Caribbean person in that position. We have had these overseas coaches, but I have no seen the benefit of that as yet. We have spent a fair bit of money on them, and we have not seen the progress you would expect.”

A m o n g Law’s predecessors were his fellow Australians, Bennett King and John Dyson. “I would love to give it to someone who has been close to the successes of the past, because I think the players are lacking that information,” Richards added.

“The players have squandered beautiful positions, and I think that is because they have lacked someone with a solid base of success and winning. Desmond has been there, done that. He knows how to win!” said Richards.

“I won’t be singing my own praises, but if someone feels I can help … the CWI has ignored players like me over the years,” Haynes said.

These remarks were made when Richards, representing the Antigua and Barbuda Tourism Authority while Haynes, representing the Barbados Tourism Marketing Inc., met at World Travel Market 2018.

immy Butler will thrive in Philadelphia, according to two of his former Minnesota Timberwolves team-mates.

Butler moved to the 76ers in a blockbuster trade completed on Saturday, and has received a glowing reference from the Timberwolves' Karl-Anthony Towns and Andrew Wiggins, as Joel Embiid explained.

"They thought that he was going to be good for us," Embiid told ESPN. "They thought that we were definitely going to get along. He wants to win.

Wiggs (Andrew Wiggins) told me that he thought that we were going to win the East for sure.

"I think he's going to help us a lot — offensively and especially defensively, too. I think he's one of the best defensive players in the league. I'm excited to see where he takes us, and how much better we're going to look."

Philadelphia point guard Ben Simmons has spoken briefly with Butler, and said the 29-year-old was excited. "He said he just wants to win," Simmons said. "I think that's the mindset we all have here. We're excited to get Jimmy in here.

"You add another All-Star to the team, definitely. A guy like him who can come in, score the ball, veteran leadership, experience - he's going to fit in here. Our culture is winning, playing together as a team, and playing hard. I think he's going to bring that."

Embiid also relished Butler's confrontational style, although it caused waves in Minnesota. "If it's going to make me better, then yes, that's great," Embiid added.

Dhawan, Pant star as India seal whitewash despite late drama India 182 for 4 (Dhawan 92, Pant 58) beat West Indies 181 for 3 (Pooran 53*, Bravo 43*) by six wickets I n a match that will be difficult to explain for analysts, Shikhar Dhawan and Rishabh Pant seemed to be cruising through what looked like a difficult chase on a pitch with plenty for spinners when, with seven runs required off 11deliveries, India needed a misfield off the last ball of the match to stumble over the line.

With the ball turning so much that India's spinners bowled nine wides -- eight because of excessive turn -- the spinners on both sides, barring Yuzvendra Chahal, underwhelmed.

Missing regular T20 openers, West Indies had two different combinations in the first two matches. In the third match, Shai Hope and Shimron Hetmyer showed they had learnt from watching Rohit Sharma in the last game. They played out the first two overs for just six runs, but once they got used to the pace of the pitch, they set off using the Powerplay overs. There was also realisation they wanted to use the new ball before it started gripping. Two boundaries each were hit in overs three to six,

the ball turn. The seven overs after the Powerplay brought just 44 runs, but India would have probably wanted more than three wickets. That quick start, though, meant Darren Bravo could have taken his time through those middle overs.

Last seven overs: 86 runs, zero wickets

Bhuvneshwar Kumar came back with three overs to bowl out of the last seven. He bowled a spate of offcutters, fetching more turn that the fingerspinners; but the first ball he bowled at regulation pace, Pooran launched him over cow corner.

Now Pooran was off. Bravo had already punished Pandya in the previous over. When Chahal came back, Pooran played a switch-pull first ball, putting to shame some right-handed batsmen. To put Bhuvneshwar off his yorker, he played the reverseramp over point. Khaleel bowled an excellent 18th over, with three yorkers and no boundary, but his last went for 23. The first ball, an attempted yorker, became a full toss. When he got the yorker right, Pooran pulled out the reverse-ramp again. This was the first time in T20 internationals that India went wicketless in the last seven overs.

India go after the new ball

Shimron Hetmyer strategy. They had 181 on the board, but chose to bowl only five overs of spin – and that unimpressive even though they went for only 36 runs. The last of those was an afterthought: the last over, with five runs required.

The batting was of a high order. Darren Bravo and Dhawan played the more traditional hits; Nicholas Pooran and Pant dazzled with switch-hits against spin and reverse-ramps and reverse-laps against pace. Bravo and Pooran added 87 off 43 balls from 94 for 3, but Dhawan and Pant went one step ahead with what eventually turned out to be a 130-run match-winning partnership, scored at 10 runs an over.

Already three overs of spin had gone for 32 in the Powerplay, but when Hope went to attack Yuzvendra Chahal’s first ball, he top-edged a slog-sweep. Chahal bowled cleverly to Hetmyer, who has a distinct preference for the leg side. Chahal kept bowling wide outside off and slow, not minding the odd wide, until Hetmeyer eventually gave extra cover a catch. At the other end, though, Sundar and Pandya bowled to restrict, not slowing down the pace; and letting

Dhawan, Pant turn it on

India still needed 106 off the last 10 overs. West Indies still had a potential six overs of spin in hand. This is what they had opted to bat for, yet they went to their fastest bowler. Pant and Dhawan took a liking to the pace, each of them hitting a six. The pressure had been transferred. Fabien Allen began with a boundary-less over, but Pant destroyed Pollard at the other end. The pressure taken off, he went after Allen in his next. The trajectory kept getting flatter, runs kept coming easily, and Brathwaite refused to go back to spin. It became an exhibition of sorts: Pant would pull out a crazy T20 shot, and Dhawan would match it with an equally impressive hit down the ground.

Final drama

A twist came when Pant tried one reverse hit too many, leaving his middle stump exposed to a Paul yorker in the 19th over.

At seven required from seven, Pandey drilled one back to Paul, who tried to field it to deny the batsmen a single, but all he managed was to take the pace off the ball, which gave the batsmen time to take two by the time the ball would go to long-off and come back.

The match almost done, Brathwaite went to Allen. With four runs off the first three balls, the job was all but done. Dhawan then became casual, playing a dot and then finding out the only man outside the circle, Pollard at long-on. Allen bowled a pretty good last ball, cramping Pandey, who hit it to the bowler's right with no real force behind it. Not only could Allen not field it cleanly, he deflected it wide enough of the man running in from straight short midwicket.

Nedd to lead GVF into the new year

eteran Volleyball coach Levi Nedd has been elected new president of the Guyana Volleyball Federation (GVF) following Saturday’s Annual General Meeting (AGM) and elections.

The seasoned coach and Berbice Volleyball Federation (BVF) Head was elected unopposed at the Guyana Olympic Association (GOA), when the fraternity elected a new body to oversee the needs of the sport with the new year soon approaching.

Castrol Volleyball Club President and Coach, Rodney Fredericks, was elected unchallenged as GVF vicepresident, while Denise Miller was elected secretary and Daniel Harricharan as treasurer. Current Demerara Volleyball Association (DVA) treasurer Ashley Bayley was voted in as assistant treasurer.

A technical director and a general secretary for the Federation will be elected soon.

Nedd’s selection as GVF president was a good move, considering his 40-plus years of involvement in the sport.

Having coached a number of male and female national teams to success, and being one of the premier facilitators of the sport in the Ancient County of Berbice, Nedd could easily reshape the sport and breathe some life into it.

Guyana has seen success with Nedd, as a coach, having taken the senior team to numerous wins overseas. The Berbician has, in the past, outlined a number of paths which he thinks can one day set Guyana on the road to being featured in the Olympics, should more emphasis, finance and time be spent on

preserving the talented players currently active.

He told this newspaper, leading up to the possibility of running for the post a few months ago, that should he be elected, his aim would be to thrust the sport into another gear. Nedd believes that with sports and academics together playing key roles in the lives of young people, more emphasis would be placed on volleyball in schools across Guyana.

Nedd has also outlined plans to suitably train and produce more volleyball coaches who will help players reach another level. Also, volley-ballers under Nedd could see more international games on their yearly calendar, as the new president is high on local players going overseas to play and learn the fundamentals of the sport, whether it be indoor or outdoor. MACORP Head Guillermo Escarraga, who dominated the tournament last year, was not as fortunate this year, as

he found stiff competition gunning for his title. Hussain said the reason he was able to play through a back niggle and keep himself fresh for the game was due to the professionalism shown by the sponsors; who facilitated the entire event, leaving the LGC executives with more time to focus on the game.

Hussain humorously thanked the MACORP team for shouldering the responsibility of the tournament in regard to food, drinks, trophies and advertising of their new line of machinery equipment. He said he was impressed by how the course was transformed ahead of the competition, adding that to bring the heavy-duty machines just to have them be a part of the company’s

scenery was costly to and from.

Following the presentation on Saturday, Escarraga again pledged the company’s support to the expansion of golf, going forward. Escarraga also said MACORP was committed to finishing the LGC rehabilitation project.

The Machinery Corporation have already donated millions in their machines for the revamping of the entire course, and the CEO said that they were fixed on ensuring the home of golf in Guyana was to that of international standards. Meanwhile, golf action continues this coming weekend with the Massy Microsoft Open set to be officially launched during the week. (Clifton Ross)
