ublic Security Minister Khemraj Ramjattan has cast blame on the “nature of things in Guyana” for the incomplete Forensic Laboratory when questioned by media operatives at a press conference on Friday.

He said, “The nature of things as they evolve in Guyana means that which was planned about 10 years ago might not be able to be done now”.

The Minister even bashed the bad design of the building for its dysfunction while listing some of the faulty aspects of the building.

According to him, “Because of a number of

things that were badly designed had to be completely rehabilitated, the sections dealing with the testing equipment, the integrity for the testing equipment and a number of air conditioning units placed in places where the temperature will be standardised and stable apparently the design was bad”.

He nevertheless reported that the Ministry has been able to rectify those faults and is now seeking to have the facility up and running by year end, although he had anticipated a July 2018 completion.

Ramjattan shared that his ultimate goal is to have deoxyribonucleic acid (DNA) tests conducted at the facility, which is also likely, as funds have been already secured by the International Development Bank (IDB) for this aspect.

In fact, the Minister revealed that the equipment will be soon sourced and arrive shortly to facilitate these tests. He also noted that personnel have already been trained in this area.

The Public Security Ministry has come under severe criticism as many promises have not been kept in relation to the laboratory.

He added that the American Embassy is supporting the move to have DNA testing being done here, which comes under the second component of the Public Security Ministry’s Citizen Security Strengthening Programme for improving the Guyana Police Force’s Forensic Laboratory’s effectiveness in preventing and conducting crime investigations.

DNA testing at that facility continues to provide a challenge to the solving of many high-profile murder cases.

Presently, the forensic laboratory is equipped to conduct testing, inclusive of tests for fake currency, forged documents, narcotics, and ballistics.

The Minister told reporters that he was hoping for the facility to be ready since 2017 and had again given all assurances that DNA testing would be conducted at the facility sometime in 2018.

“I had really wanted it before the end of this year, but it doesn’t seem that that will happen, because the air ventilation and the air conditioning unit to ensure the proper preservation and no disintegration, and the proper temperature of the samples, were not put in place,” Ramjattan assert-

olice in Linden are investigating allegations that a 44-yearold man of Wismar, Linden committed sexual activity with a child.

The suspect is presently in Police custody assisting with investigations into the alleged incident. He was reportedly taken into Police custody on Wednesday, but no charges have as yet been instituted.

Region 10 (Upper Demerara-Berbice) had recorded the highest cases of child abuse in Guyana in 2017 -- 22.1 per cent of the country’s total. Director of the Childcare and Protection Agency (CPA), Ann Greene, has confirmed that most of the reported cases in the Region came from Linden.

According to information

emanating from the agency, the overall rate of child abuse for Guyana in 2017 stood at 15.8 children per 1000 of the national population of children.

Greene has stressed the importance of understanding “rates” in terms of population size when looking at the number of children being abused, as she pointed out that according to the rates, Region 10 had the most cases of child abuse for 2017, as well as the highest rate of child neglect and sexual abuse.

Unemployment, drugs among hot button issues – as AFC candidates face media scrutiny

outh unemployment, drugs and the lack of property maintenance are among the issues the Alliance For Change (AFC) will be campaigning on, with the party introducing two candidates even as Local Government Elections (LGE) fast approach.

On Friday, just a few days before Local Government Elections, the AFC brought out two of its candidates to face the media. The candidates were Valencia Wren, who is contesting in Mocha/Arcadia and Allison Mohamed of the Diamond/ Grove Neighbourhood Democratic Council (NDC).

Wren explained what some of the hot button issues were for her party and the problems in her constituency. One thing she referenced was youth unemployment and the need for a skills training centre to be constructed.

“Since we would have won General Elections in 2015, a lot of work still hasn’t been done and it is our aim that we can do much more.

So far we’ve been cleaning the drains. There are a lot of issues. Youth (unemployment) is a pressing issue.”

on the corner. I emphasise on drugs because there’s nothing else for the youths to do… these are some of the issues the residents would have expressed during our workarounds.”

Mohamed was critical of the current state of the Diamond/Grove NDC, using the condition of the roads as an example. As such, she was asked about the recent praise that very Council’s Chairman received.

The Chairman, Bharat Narine, was recently hailed as the best performing NDC Chairman in Region Four by several of his colleagues.

Narine is a member of the People’s Progressive Party.

“I personally believe it has a lot to do with administrative staff. I don’t know much about the Chairman.

I’ve met him on several occasions. He’s very pleasant.

He’s very helpful. He assists when he can in the NDC. I believe it has to do with the administration,” Mohamed said. Mohamed emphasised the need for persons to come out and vote, as they can always hold such persons accountable and vote them out. It is a message reiterated by the party’s Chairman, Khemraj Ramjattan, who however expressed concerns about the level of voter education impacting turnouts on November 12.

A few months ago, the AFC had announced that they will be contesting the LGE on November 12, separate from the A Partnership for National Unity (APNU).

This decision was reached following the inconclusive negotiations with APNU, the party had stated.

At the same time, it had maintained that this decision only applies for the 2018 LGE and does not affect the APNU/AFC coalition Government, nor does it, change the AFC’s position on coalition politics at the national level. At a press conference following this announcement, Trotman had struck a matter of fact tone.

In fact, Trotman claimed the decision was made since last year.

– 10 passengers hospitalised – firefighters arrested for theft

Boeing 757 aircraft operated by Fly Jamaica crash-landed at the Cheddi Jagan International Airport, Timehri, East Bank Demerara, in the wee hours of Friday thus resulting in at least 10 people being medically examined.

The airplane carrying 118 adults, along with two infants and an 8-member crew, took off from the Cheddi Jagan International Airport at about 02:10h but after sometime, the aircraft encountered hydraulic problems and as such, returned to Timehri where it crash-landed. The aircraft was destined for Toronto, Canada.

All passengers and crew members onboard were accounted for but officials have confirmed that five passengers suffered spinal injuries which is not life threatening.

At least two other passengers are suffering from hypertension and one is said to be receiving attention for a heart related ailment. The other passengers were taken to a secured facility in the airport and their respective family members were contacted.

Most of the passengers were subsequently transported to their home or hotels while arrangements are being finalised with Caribbean Airline to transport some to Canada as soon as possible. Moments after the aircraft crash-landed, the Control Tower reportedly contacted the Duty Officer and the Guyana Fire Service.

According to Chief Executive Officer of the Airport, Ramesh Ghir, the Emergency Response Plan was immediately activated.

The passengers were assisted in the deplaning process and taken to safety.

At a press conference on Friday, Public Infrastructure Minister David Patterson explained that a preliminary investigation has been launched into the accident.

He nevertheless reiterated that all the passengers and crew are accounted for while noting the passengers were of various nationalities including Pakistani, Canadian, American, Trinidadian and Guyanese.

Six of the eight crew members are all Guyanese, he added. He also noted that a few passengers would have received minor injuries as they were being taken off the aircraft.

On this note, Chief Medical Officer Shamdeo Persaud confirmed that seven of the 10 people were referred to the Georgetown Public Hospital after being attended to at the Diamond Diagnostic Centre.

Two remained at the East Bank medical facility and are being treated.

Another seven were seen by medical personnel at the Cheddi Jagan International Airport. He added that the injuries received were not life threatening. “However, we

still will look at the results especially the people with the spinal injury… these are some of the expected injuries when you slide…,” he added.

The health ports are however making sure that those who are in need of medication receive same.

Investigation

The accident has definitely called for an investigation and according to Director General of the Civil Aviation Authority (GCAA), Edberg Fields, a specialist has been appointed by Minister Patterson to overlook the investigation.

Paula McAdam, he noted, will be assisted by members of the GCAA and will soon be joined by a member of the National Transport Safety Board (NTSB).

The person, Field told the media, is expected to be briefed on the preliminary findings.

Nevertheless, the Director General explained that the Fly Data Recorder, known as the “Black Box” as well as the Cockpit Voice Recorder were secured and will be sent to the NTSB as soon as possible to be decoded.

These two pieces of equipment, he added, are important to determine what transpired on the morning of November 9, 2018. Up to the time of the press conference, the GCAA official posited that the pilots were not questioned about the

incident.

When questioned about the condition of the aircraft, Field related that he did not have a chance to speak with the operators with respect to maintenance and could not say if the hydraulic system had some issues before takeoff.

As it relates to securing the aircraft, Police Commissioner Leslie James assured that there are enough Police ranks and soldiers at the site to prevent anyone from going close to the aircraft. He added that the Guyana Defence Force has also chipped in with protection.

In addition, the baggage hole was cleared and the bags were handed over to their respective owners.

Theft

Meanwhile, several firefighters are being questioned by the Guyana Police Force after they were accused of stealing personal items from the captain and crew members.

The theft occurred while the firemen were assisting in the evacuation of the passengers after the airplane crash landed on Friday.

Fire Chief Marlon Gentle confirmed that some of the stolen items such as electronic devises were returned by one of the men. In addition, other items were recovered at the Timehri Fire Station. Gentle told media operatives that the

police have taken over the investigations and those found culpable will face he full blunt of the law.

In 2016, an incoming Caribbean Airlines Limited (CAL) flight had struck a Fly Jamaica airplane that was parked at the Cheddi Jagan International Airport.

It was later confirmed that the right wing of the CAL plane knocked the tail cone of the Fly Jamaica aircraft which was parked. It was reported that the CAL flight was arriving from New York, while the Fly Jamaica plane was being prepared for boarding.

Back in 2011, a Boeing 737 – 800 aircraft owned by Caribbean Airlines split into two after it veered off the runaway at the Cheddi Jagan International Airport.

An investigation revealed that “the probable cause of the accident was that the aircraft touched down approximately 4700 feet beyond the runway threshold, some 2700 feet from the end of the runway, as a result of the captain maintaining excess power during the flare and upon touching down, failure to utilise the aircraft’s full deceleration capability resulted in the aircraft overrunning the remaining runway and fracturing the fuselage.”

Reducing diabetes in Guyana

T

he Government has initiated steps to reduce the number of deaths from harmful tobacco usage in the population. But this is only one of the four risk factors that lead to the Chronic Non-Communicable Diseases that account for 70 per cent of all deaths here.

The four main NCD’s – cardiovascular diseases, diabetes, cancer and chronic respiratory – disease amounts for the highest burden on mortality and morbidity.

Diabetes occurs when two processes are impaired – both connected to the body dealing with the transportation of glucose sugar to the cells of the body via the blood. All carbohydrates and sugars are digested to glucose – which is small-molecule sugar for easier transportation to the cells that use it to produce energy for our activities. Too high a concentration of glucose in the blood, however, adversely affects several organs in the body in addition to forcing the cells to break down other molecules – even our proteins – to obtain energy. The affected organs are the eyes, heart, kidney and the feet and cumulatively debilitates the patient in the early stages and can lead to death in the end.

Diabetes, for instance, increases heart attack risk by up to three times for men and five times for women.

However, diabetes is one of the NCD’s caused by the other three risk factors – unhealthy diet, physical inactivity and harmful use of alcohol. A programme to reduce these risks is within the capabilities of the Public Health Ministry, since it involves primarily education. There are verbal questionnaires that can indicate a predisposition in persons towards developing type 2 diabetes. If these are conducted early enough, a change of lifestyle to incorporate the above mentioned factors of regular exercise and controlled diet have been shown capable of averting the diabetic condition.

The body controls the level of glucose sugar in the blood at a safe, optimum level by secreting the hormone insulin from the pancreas whenever the level rises beyond that level. There are two types of diabetes: type 1, in which the body is unable to produce the hormone insulin; and type 2, in which the body is unable to use insulin effectively. Type 2 is the most common form, accounting for around 90 per cent of all diabetes cases worldwide. Type 1 is diagnosed very early one and affects mostly children while type 2 develops gradually and manifests its effects generally in adults approaching their 40s. In type 2 diabetes, the pancreas production of insulin could be impaired as well as the mechanisms by which glucose sugar is transmitted from the blood through the cell walls.

The treatments for diabetes attempt to positively assist the impaired processes. There can be the direct intake of insulin at prescribed times, which is the only path for type 1 patients and type 2 patients at an advanced stage.

There are also medications that stimulate the pancreas to produce more insulin as well as some to assist in glucose transfer into the cells. It has been found that mild daily exercise also assists in the latter process and coupled with a diet that is low on sugars, easily digestible carbohydrates and high of leafy vegetables and lean protein, can significantly lower glucose levels in the blood.

Guyana had 61,800 cases of diabetes in 2014 leading to a rate of 14.3 per cent for the adult population (20-79 years) which is significantly higher than the world rate across the age spectrum. There were 1025 persons whose deaths were directly attributed to diabetes. These are very alarming figures.

Over the past decade, the Government of Guyana has done a credible job of improving the facilities for dealing with diabetes-related medical complications, such as infected and gangrenous feet in patients. This must be continued but conjoined with an even more robust programme to prevent the development of the condition.

We have avoided describing diabetes as a “disease” because of the impact of factors within the control in the individual to prevent or control the condition.

House Democrat to introduce new bill punishing Saudi Arabia over Khashoggi

A

House Democrat will soon introduce legislation to punish Saudi Arabia over the murder of journalist Jamal Khashoggi – by trying to halt an impending nuclear deal with the country.

Obtained exclusively by Vox, the bill – nicknamed the “No Nuclear Weapons for Saudi Arabia Act of 2018” – if passed would be the strongest rebuke to Saudi Arabia yet since the uproar over Khashoggi’s fate.

Khashoggi, a US resident, was killed by Saudi officials inside the country’s consulate in Istanbul last month. That led to a major international outcry over his death, including from many in the US who wanted to see the Washington-Riyadh relationship curtailed.

Most of the discussions on how to do that centre on stopping billions of dollars in arms sales to the kingdom, but President Donald Trump has repeatedly said he doesn’t want to jeopardize money coming into the United States, and some members of Congress privately worry that stopping weapons shipments to Saudi Arabia might negatively impact jobs.

So instead of doing that, Rep. Brad Sherman (D-CA) wants to stop a major nuclear deal between the US and Saudi Arabia that’s been under negotiation for months, and which he has long railed against.

“I don’t think this bill would’ve passed prior to the events in Istanbul,” Sherman told me. “Now I think we have a chance.”

It’s also very possible a Republican will co-sponsor the bill when it’s officially introduced in the next 10 congressional days.

The legislation would do three main things: * Force Trump to sub-

mit a “123 Agreement,” or a set of rules that make it legal for the US to sell nuclear technology to another country, for congressional approval * Force the administration to tell Congress that Saudi Arabia will abide by the agreement’s “Gold Standard” (more on that below) and an inspections agreement with the International Atomic Energy Agency, the world’s nuclear watchdog * Require the administration to write reports on Saudi Arabia’s probe into Khashoggi’s murder and the state of human rights in the kingdom Sherman’s bill could completely block Saudi Arabia’s plans to obtain nuclear technology from the United States, especially since there’s growing bipartisan support to reprimand Riyadh over Khashoggi.

It would come as a big blow to Saudi Arabia: Crown Prince Mohammed bin Salman, the kingdom’s de facto ruler, more commonly known as MBS, launched a project on Monday to build his country’s first nuclear research reactor.

There’s also some bipartisan support to stop nuclear talks with Riyadh in the Senate. Senators Edward Markey (D-MA) and Marco Rubio (R-FL), for example, have sent letters to Trump requesting he at least suspend negotiations with Saudi Arabia over the nuclear deal. It’s unclear if either of them will draft parallel legislation to the House version, although a spokesperson for Rubio’s office told me the senator “possibly” could consider a bill in the future.

Markey’s office didn’t respond to repeated requests for comment.

many experts say lawmakers should do what they can to scuttle a potential accord before the window closes.

“The US should suspend negotiations immediately,” Sharon Squassoni, a nuclear expert at George Washington University, told me.

What a “123 Agreement” does

As of now, a Trumpsigned “123 agreement” with Saudi Arabia would go into effect after a 90-day period if Congress doesn’t object to it with a veto-proof majority.

And if Congress chose not to vote on the agreement, the nuclear accord would also die.

The nickname for the deal comes from Section 123 of the 1954 US Atomic Energy Act, which establishes the criteria for the US to sell nuclear materials to other countries. If a country wants to buy nuclear equipment from the US – say, a reactor – it must meet nine conditions, which include: * Ensuring the materials are safe at all times * Not allowing the transfer of classified data without US permission * Prohibiting the use of the materials to make nucle-

ar bombs or for any military purpose But the law doesn’t bar a country from using the program to enrich and reprocess uranium to make a bomb. That’s why many experts and government officials want Saudi Arabia to promise not to do that, holding it to the “Gold Standard” for these kinds of deals.

The United Arab Emirates signed a “Gold Standard” deal with the US in 2009, and Sherman told me penning a similar agreement with Riyadh would be an improvement.

American companies have already lined up to sell and build nuclear parts for Saudi Arabia, since Washington and Riyadh have been discussing this deal for months. However, one congressional aide tells me “there has been no recent engagement with the Saudis on any 123 agreement.” But Christopher Ford, a top State Department official for nuclear weapons, travelled to Saudi Arabia in July and almost certainly brought the issue up.

It’s possible that US firms would not win the contracts, Kingston Reif, a nuclear expert at the Arms Control Association, told me, in part because Riyadh can get what it needs with fewer restrictions elsewhere.

The Saudis, for example, could turn to Russian or Chinese bidders if they’re rebuffed by the US. Analysts say the Russians and Chinese will probably be less intent on restricting Saudi Arabia’s enrichment or reprocessing ambitions.

For that reason, some argue that Washington might have to consider a compromise with Riyadh – a plan that wouldn’t curb the country’s path to a nuclear bomb – in order to sign a deal. (Excerpt from Vox)

Nationalise Berbice Bridge permanently and pay off investors Dear Editor, Reading the Stabroek News article of November 7, 2018, captioned “Berbice Bridge Company to comply with (alleged sic) “unlawful takeover” was an unfortunate occurrence. This statement from the Company was pointless. If it was an unlawful takeover, then take the Government to court; why comply?

Some may want to say that this is a political act, but I beg to differ. What other choice does the Minister have but to use the rule of law and the terms of the concession to ensure that the traveling public benefits from an environment that supports consistent tolls (subject to inflation)?

For those of you that are unaware, the Berbice Bridge costs four times as much for a car to cross compared to the Demerara Harbour Bridge. If this is the price for private ownership, then

it makes sense to nationalise if the Berbice tolls are to increase further.

When considering this issue, we must frame the entire matter at a strategic level while allowing for three pertinent matters: 1. The toll rates and the public interest; 2. The rule of the law/ terms of the concession agreement; 3. The financing model/ returns to the investors.

In that regard, if the Minister did not act in light of the unyielding position of the Company to increase the rates starting at 360% and more, then he could have accused of dereliction of his duty. It is standard practice globally that regulators must protect public health, welfare, and safety, while respecting the profit opportunities of the investors when it comes to the operations of public infrastructure. This Berbice Bridge is a pub-

lic infrastructure. Under no circumstance were the recommended toll increases, as suggested by the Board, in the public's best interest, reasonable and fair. After all, whether privately or publicly owned, the Berbice Bridge is for the public good and must be treated accordingly.

Secondly, the rule of law/ concessionary agreement is framed from the Berbice River Bridge Act, Act No. 3 of 2006. In that Act, the Minister is tasked with monitoring “the Concessionaire’s obligations under the Concession Agreement”.

If by way of that monitoring process the Minister so deems the tolls as out of order, the law provides him with the power to “specify the maximum of tolls that shall be charged during the Concession period in respect of any class of vehicles”.

It is in the laws and thus to see the Company cry-

ing “unlawful” is absolutely counter-intuitive. If a company managing a public infrastructure behaves in a manner that is not in the best interest of the traveling public, then it is the duty of the Government of Guyana to swiftly take action to preserve law and order. For this principled reason, I support the decision of Minister David Patterson on this specific transaction to temporarily take over the operations of the Berbice Bridge.

Now, with all that said, the nation owes a debt of gratitude to the investors for investing in a project that many had said was un-doable in 2008. When that investment was made, the economic fundamentals were much more favorable. Since then those economic fundamentals have deteriorated markedly because of the policy paralysis in the APNU+AFC Government. The average

GDP growth rate during that period (2009-2015) was just under 5%; today it is averaging around 2%. There was a sense of economic buoyancy in the Berbice area under the PPP, which is very absent today under the APNU+AFC. Under the PPP, there was a shortage of sugar workers; today some 7,000 of them are on the breadline- mostly in the Berbice area. There is such a fundamental deterioration in the economic conditions in Berbice today, compared to those PPP days; only the unaware will not understand that there is a direct correlation between the economic malaise in Berbice and the number of vehicles using the bridge in 2018. A very difference economic environment was present in 2009.

Unfortunately, the financial model build for 2009 was a massive success in those PPP times,

but because of the poor economic conditions currently under the APNU+AFC Government, it has virtually collapsed today. But in spite of this failure, the bridge must not be allowed to fail because it serves a national need. Therefore, it is time to nationalise the bridge permanently and pay off the investors what is due to them.

The fact remains that the State has successfully managed the Demerara Harbor Bridge and that model can be easily be adopted on the Berbice River Bridge.

Because of space, I shall get into the how, in another letter outlining in detail some recommended models and options. The Minister has only one option today – nationalise the bridge permanently and pay off the investors.

Low confidence in Gecom and enthusiasm in LGE

Dear Editor, The ongoing tracking poll being conducted by the North American Caribbean Teachers Association (NACTA) finds widespread dissatisfaction with and declining popularity of the coalition (APNU+AFC) government. There is very low voter enthusiasm among traditional government supporters for this Monday’s local government elections (LGE) and little confidence in GECOM and its Chairman.

People are uninterested in the elections, and more concerned about their belly (bread and butter issues) and safety. Voter apathy is greater in the urban areas, with more rank-and-file enthusiasm in rural areas like in the sugar belt that has been hit hard with estate closures.

Respondents complain that local government elections are meaningless when too many people can’t make ends meet and are perennially worried they might become victims of criminals at virtually any place; almost everyone is concerned about out-of-control crime. Poverty is also growing.

The declining popularity of the coalition government is attributed primarily to the sagging economy, perceived widespread corruption, poor

governance, mismanagement, increased unemployment, rising crime, and broken promises, among other reasons.

People complain that Government has failed to deliver on promised constitutional reforms to empower local governments (and their elected representatives), leaving them ineffective and powerless to service their constituents. The voters, as well as candidates seeking elective office from both sides of the aisle, say local governments should be vested with powers and resources to manage their own affairs. They also want a system in which they can exercise oversight over the all-powerful national government and arrogant officials who have outgrown their breeches.

The survey finds that the opposition PPP is projected to sweep the elections, winning a huge majority of the eighty local organs (71 NDCs and 9 municipalities).

The ruling APNU (PNC) and AFC are expected to suffer significant losses even in what are considered to be their traditional strongholds including in recently gerrymandered NDCs and constituencies (seats).

It appears AFC is “rotten meat”, as voters are not attracted to its meetings or

expressing support for it; APNU is doing better, especially in its strongholds.

Still, it would take a lot of ground work to change angry minds to vote for APNU or AFC. Meanwhile, the PPP has been coasting, even making gains in support in some government held NDCs; its leader, Bharrat Jagdeo is enormously popular everywhere, energizing the base. The opposition URP is also making some showing.

However, people expressed concerns about the fairness of the elections.

Asked if they think, the local government elections will be free and fair, 39% said yes;

53% said no. The findings reveal 57% feel that the government has changed the boundaries (of NDCs and first past the post constituencies or seats) for political advantage; 34% don’t think so.Fifty-nine per cent think government has been abusing state resources for electioneering as opposed to 32% who don’t think so. And a large 84% wants central government (6% oppose) to grant more autonomy to local government to manage their own affairs.

There is limited confidence in James Patterson as GECOM Chair. A large 63% do not approve of President David Granger’s appoint-

ment of James Patterson as GECOM Chair (as opposed to 21% who do). Asked if they support the appeal court’s ruling on the appointment of Patterson, 24% support it in contrast to 64% who disapprove of it. Some 69% do not agree with GECOM Chairman’s position to refuse United Nations help on elections, with only 11% backing him and 20% not offering an opinion.

Asked if foreign observers should have been invited for LGE, 71% said yes with 15% saying no with 14% unsure. When asked if they will vote, some 60% said no.

On the subject of which party they will vote for, PPP

gets the nod from over 60% and is projected to win a lopsided majority of seats.

Surprisingly, many voters are unaware that they can’t vote because candidates in their NDCs won unopposed.

People everywhere complain about conditions in the country and if given an opportunity, over 90% say they would migrate to America even with the oil earnings coming on stream in a year.

The poll also queried voters on social issues. The findings will be released in a subsequent report.

M

any children have difficulty regulating their emotions.

Tantrums, outbursts, whining, defiance, fighting: these are all behaviours you see when kids experience powerful feelings they can’t control. While some kids have learnt to act out because it gets them what they want – attention or time on the iPad – other kids have trouble staying calm because they are unusually sensitive.

The good news is that learning to calm down instead of acting out is a skill that can be taught.

What is dysregulation?

“Some children’s reactions are just bigger than their peers or their siblings or their cousins,” explains Lindsey Giller, PsyD, a clinical psychologist at the Child Mind Institute. “Not only do they feel things more intensely and quickly, they’re often slower to return to being calm.”

Unusually intense feelings can also make a child more prone to impulsive behaviours.

When kids are overwhelmed by feelings, adds Dr Giller, the emotional side of the brain isn’t communicating with the rational side, which normally regulates emotions and plans the best way to deal with a situation. Experts call it being “dysregulated.” It’s not effective to try to reason with a child who’s dysregulated. To discuss what happened, you need to wait until a child’s rational faculties are back “online.”

Rethinking emotions Parents can start by helping children understand how their emotions work. Kids don’t go from calm to sobbing on the floor in an instant. That emotion built over time, like a wave. Kids can learn control by

noticing and labelling their feelings earlier, before the wave gets too big to handle.

Some kids are hesitant to acknowledge negative emotions. “A lot of kids are growing up thinking anxiety, anger, sadness are bad emotions,” says Stephanie Samar, PsyD, a clinical psychologist at the Child Mind Institute. But naming and accepting these emotions is “a foundation to problem-solving how to manage them.”

Parents may also minimise negative feelings, notes Dr Samar, because they want their kids to be happy. But children need to learn that we all have a range of feelings. “You don’t want to create a dynamic that only happy is good,” she says.

Model managing difficult feelings “For younger children, describing your own feelings and modelling how you manage them is useful,” notes Dr Samar.

“They hear you strategising about your own feelings, when you’re nervous or frustrated, and how you’re going to handle it, a n d they can u s e these

words.”

For kids who feel like big emotions sneak up on them, you can help them practise recognising their emotions, and model doing that yourself. Try ranking the intensity of your emotions from 1-10, with 1 being pretty calm and 10 being furious. If you forget something that you meant to bring to Grandma’s, you could acknowledge that you are feeling frustrated and say that you’re at a 4. It might feel a little silly at first, but it teaches kids to pause and notice what they are feeling.

If you see them starting to get upset about something, ask them what they are feeling, and how upset they are. Are they at a 6? For some younger kids, a visual aid like a feelings thermometer might help.

Validate your child’s feelings Validation is a powerful tool for helping kids calm down by communicating that you understand and accept what they’re feeling. “Validation is showing acceptance, which is not the same thing as agreement,” Dr Giller explains. “It’s non-judgmental. And it’s not trying to change or fix anything.”

Feeling understood, she explains, helps kids let go of powerful feelings.

Effective validation means paying undivided attention to your child. “You want to be fully attuned so you can notice her body language and facial expressions and really try to understand her perspective,” says Dr Samar. “It can help to reflect back and ask, ‘Am I getting it right?’ Or if you’re truly not getting it, it’s okay to say, ‘I’m trying to understand.’ ” Helping kids by showing them that you’re listening and trying to understand their experience can help avoid explosive behaviour when a child is building towards a tantrum.

Why a Backyard Treasure Hunt?

My kids have been creating adventure maps on Minecraft for a long time now, so I thought it would be fun to create a real-life adventure map in our backyard.

A backyard adventure map is essentially a treasure hunt, but in addition to finding clues, you throw in a few activities and riddles to make the quest a little bit more difficult,!

I’ve found that by translating my kids’ online interests into real-life activities, it gives us a chance to connect about what they’re into on a deeper level, creates opportunities for problemsolving and collaboration and gives us all a reason to go outside and play.

A backyard adventure map is quick, easy and inexpensive to create, but it does require a little planning and, if you’ve got one, a willing collaborator.

Here’s how you can create your own backyard adventure map.

What You’ll Need Paper A printer (optional, you could hand-write the clues) Ribbon Scissors A gas lighter or matches (optional and for grownups only) Tea bags (optional) A willing collaborator Some treasure (if you want to add a little extra bonus at the end) #1: Recruit a Willing Collaborator (optional) For our backyard adventure map, I solicited the help of my youngest son. Let’s call him Creeper99 (not his real username).

You can create this adventure yourself, but involving a collaborator is a great way to include the younger kids.

Together we mapped out a route for the adventurers

(also known as Brothers #1 and #2) and then set about creating clues. #2: Plan the Clues and Riddles Once we worked out where to place the clues, we set to work creating them.

When you create each clue, it helps to imagine yourself reading it at the location where it will be planted. That way, you can picture in your mind what the adventurer needs to do next.

Make sure you let adventurers know what they’ll find when they discover their next clue.

Spell out exactly what you want them to do, but try to keep it simple and ageappropriate so they don’t lose interest.

We created riddles that related to things the kids were familiar with, but you can also create imaginary quests and set up scenes at clue locations using Lego bricks, dolls, stuffed animals and other toys. Let your imagination run wild.

Adding some interactive elements means everyone is involved during the quest.

At one point, the boys had to solve a riddle and knock on the pool garden door for their next clue, at which point Creeper99 slipped the clue under the door.

Surprise makes the adventure map more fun, so be sure to add a few activities that your kids won’t expect. #3: Make your clues #4: Place Your Clues #5: Ready, Set, Go! Now for the fun part!

As we hadn’t done a reallife adventure map before, convincing Brother #1 and Brother #2 to participate was a bit of a challenge.

At first, Brother #1 wasn’t interested (mostly because it was designed by his youngest brother), so we made sure the hidden treasure was something he would highly prize—food.

Once he knew there was something valuable in it for him, he jumped off the computer!

We had a lot of fun creating and following our backyard adventure map and the older boys are now keen to collaborate on the next quest.

PPP Commissioners accuse GECOM Chairman of dodging meetings – GECOM says Commissioners were unavailable – as local, diplomatic observes accredited for LGE

p p o s i t i o n Commissioners of the Guyana Elections Commission (GECOM) have gone public with concerns about transparency at the entity, with days to go before November 12; they claim their efforts to have statutory meetings have been thwarted.

At a press conference on Friday, Commissioner Bibi Shadick explained that GECOM ought to have had a statutory meeting on Tuesday. This meeting was however not held as Tuesday was a holiday.

And despite an understanding in the past that meetings which fell on holidays would roll over to the next day, the Commissioners claimed this was not followed. This has caused Commissioner Robeson Benn to declare a lack of confidence in GECOM’s preparations. He explained that concerns his party had about the Disciplined Services’ voting and other critical matters could not be addressed.

“It should not be that you have an Elections Commission, in election mode and the Commission could not be called to meet on the statutory day or the day after or at any time to ventilate issues which may be brought to the Commission.

It undermines the transparency of the process and is probably a bad harbinger of things to come.”

“We had bad experiences of the CEO (Keith Lowenfield) not being available and it affected issues that resulted in a court case… if we are updated and satisfied, that speaks to a transparent process and willingness to give the pub-

lic and stakeholders confidence in the process. If we can’t meet, there is an issue with transparency,” he said, adding that there is still time for a meeting.

Benn also questioned whether the lack of meetings was because of a reluctance to answer questions on important issues. He noted that there are logistical and other issues when it comes to the November 2 Disciplined Services voting, which should have been ironed out the day before.

Meanwhile, fellow Commissioner Sase Gunraj noted that stakeholders have had to write GECOM to complain about the process, such as personnel placed at certain positions.

He said these and other issues are not being brought to the Commission’s attention.

When asked about local, regional and international observers, Shadick and Gunraj explained that they were in the dark. It was noted that whether observer groups have been accredited is a mystery to the Commissioners. According to Shadick, this is one of the issues that would have been raised.

In a brief interview with Guyana Times on Friday, GECOM’s Public Relations Officer, Yolanda Warde was asked about the concerns of the Commissioners. She acknowledged that GECOM Chairman James Patterson received a letter from the People’s Progressive Party (PPP) Commissioners requesting a statutory meeting.

The PPP had previously indicated that over 3000 candidates have been put forward by the party to contest local elections in all 80 Local Authority Areas (LAAs). The other parties will be contesting on a smaller scale.

A Partnership for National Unity will be contesting elections in 76 of the 80 LAAs. The Alliance For Change plans to contest only 38 LAAs at the upcoming LGE scheduled for November 12.

The Disciplined Services voted last Friday, where one of the issues raised was the names of officers missing from the lists.

Pork-knocker arraigned for murder of brother-in-law

nthony King, a 25-year-old pork-knocker who is accused of beheading his sister’s reputed husband in the wee hours of Monday last at Grove, East Bank Demerara, (EBD) was on Friday arraigned before Principal Magistrate Judy Latchman for the heinous crime.

He was not required to plead to the indictable charge, which detailed that he murdered 39-year-old Justin Peterkin of Paradise, East Coast Demerara on November 5, 2018 at Lot 1323 Block Y, Grove, EBD. He was subsequently remanded to prison until November 23, 2018.

This horrific incident reportedly occurred at about 08:20h on the day in

…in rage he “angry young man” wave was launched back in the 1950s by John Osborne’s ground-breaking play, “Look back in Anger”. It expressed the frustration of the lower-class British post WWI generation chafing at the stifling hypocrisies and restrictions of the pre-war mores and sensibilities. For America, which was never so classstratified but was certainly more racially divided, you’d think there would be an even more intense reaction by the post-war black generation, wouldn’t you?

Well, there was the explosion in the race riots in the inner cities, the Black Liberation Movement, and the violent “Black nationalist” movement represented by Malcolm X, with the Black Power Movement even spreading beyond America’s shores. But if the truth be told, even though they let off steam, none of the Black Movements really was geared to mass violence, and they were all overshadowed

by MLK’s non-violent Civil Rights Movement.

But how did the Whites deal with their angst? From their position of power, they were buoyed upwards by the explosion of prosperity, occasioned by the pre-eminent status of the US state. They could just print money and have the world ship in their back-breaking-produced goods and services produced with blood, sweat and tears. But the contradictions of benefiting from a system based on both internal and external oppression had to create its own disorders.

And it certainly did, with psychoses and neuroses peeping out in all sorts of destructive ways. The most prominent being the mass killings perpetrated with increasing frequency in random states. The most recent being the one two days ago in a California bar where an American war veteran opened fire into a massed group of college students, letting off some steam. When these gruesome acts are committed, the establishment is quick to point to “mental issues” of the shooter – this time Post Traumatic Stress Disorder (PTSD) of the young veteran who’d served in Afghanistan.

But the Western European countries, which most resemble the US in background and income, have the same range and rate of mental issues; yet, over the last 30 years, the Americans have had double the number of mass shootings that the 24 European countries combined have had!! So what’s the variable in addition to the collective repressed violent tendencies?

The availability of guns is highlighted, of course. While it’s true that guns don’t kill people, and it’s the people with the guns that do; if the guns weren’t there, maybe there mightn’t be so many killings. Maybe…but your Eyewitness doesn’t think so. The same guns are available to Black Americans, and while they’re constantly blamed for gun crimes, they’re almost never mass murderers.

These take a specific mindset of historic collective denial of violence. …WITH ANGER AT MONUMENT’S NEGLECT A couple of days ago, there was a very revealing news item from the Essequibo Coast. It showed the Monument to the Martyrs of 1872, at Devonshire Castle, all overrun with bush and weeds. Imagine that!! With all the talk of building monuments to the 1823 rebels, and India building one to Indian Arrival in 1838, one that was dedicated to the first rebellion, which directly led to our independence from Britain, those in power won’t even spend a couple of thousand dollars a week to clear a ten-ten space!!

They’ve obviously forgotten that Berbice, Demerara and Essequibo were united as one country - “British Guiana” - only in 1831. Before that, all struggle was against the Government of the COUNTY! When, in 1872, the Indian immigrants refused to work, and five were killed at Devonshire Castle, they were protesting the planters’ not honouring the contract on their hours of work -- leading to continued protests culminating in 1948 with the Enmore shootings, PPP formation and independence.

How quickly the Government forgets! …AND FORGETTING UNC’S LARGESSE The Government boycotted the GMSA’s dinner at the Pegasus with TT Opposition Leader, UNC’s Kamla PersadBissessar. While feting PNM’s PM Rowley, however, they praised TT for cancelling Burnham’s debt.

But it was actually a UNC Govt! Ungrateful or racist?

Guyana’s growth rate a reflection of Private Sector support – GMSA President …taxes, energy, bridge tolls pose major challenges

he growth of Guyana’s economy which was presented as part of the 2018 mid-year report is as a result of continuous support from private stakeholders with an interest in the country’s propulsion.

This was the sentiments of President of the Guyana Marketing and Services Association (GMSA), Shyam Nokta, during the Association’s annual award ceremony on Thursday. He expressed that members of the organisation would have played a key role in this progress.

“Guyana’s economy grew by 4.5 per cent during the first half of 2018, compared to 2.5 per cent for the corresponding period in 2017.

This growth was led by continued efforts from the Private Sector, including our members.”

increase of 18.1 per cent in the forestry sector, 13.4 per cent in construction and an 8.2 per cent in the services sector, while the manufacturing sector contracted during the first six months by 2.4 per cent when compared to 9.9 per cent during that period. According to Nokta, this decline was due

to the reduced production of sugar and rice.

“This was primarily due to declines in the production of sugar and rice. Overall, the downward trend for the last few years in almost all the major productive sectors continued in 2018. Our members want to play our part in reversing these negative trends, but as we have said on many occasions, we need to be enabled to advance Guyana’s growth through a supportive environment.”

Some of the challenges faced in the manufacturing industry is the cost and stability of energy along with taxation on electricity.

“The high cost coupled with issues of stability and reliability has pushed many manufacturers off the grid and to self-generate. Tax measures introduced in Budget 2017 such as [Value

Added Tax] VAT on electricity further compounded this issue and continues to affect manufacturers in 2018,” said the GMSA President.

He noted that adjustments to the tax regime in 2018 led to some establishments being unable to reclaim Value Added Tax (VAT) on inputs for exported items. Infrastructure and ac-

cess to remote areas also add to the list of challenges.

“This is serving as a disincentive to not only manufacturing but exports. The extended rainy season coupled with lack of maintenance, rendered many key roads to the interior virtually impassable. This led to severe challenges in getting goods to hinterland locations overland and also affected the forestry and mining sectors in a major way.”

The GMSA President also sought to point out that the recent announcement to increase the Berbice River Bridge tolls has raised other concerns. Prices may increase since it would be unfeasible to retail the same rates at high transportation costs.

“The recent proposed increase in tolls for the Berbice River Bridge has raised concerns in the manufacturing

sector since it would certainly result in increased commodity prices. Perhaps even more concerning is the action

by Government to take over control of the bridge’s operations – albeit temporarily.”

For the 2019 Budget, it was indicated that 50 measures were submitted to Finance Minister Winston Jordan in areas pertaining to stakeholders in the manufacturing industry.

“In our presentation to the Minister of Finance for Budget 2019, the GMSA put forward a menu of measures – 50 measures in fact, covering broad areas such as taxation, access to finance, public procurement, energy, standards and regulations among others. Sector specific measures were also proposed covering forestry and wood products, agro-processing, construction and engineering and the services sector.”

Opportunities for national development lie in human resource – former T&T PM

s Guyana travels closer towards establishing itself as an oil producing country, former Prime Minister of Trinidad and Tobago, Kamla PersadBissessar is urging Guyana to invest in its human capital.

Making these statements during a recent visit to Guyana, she stated, “Guyana now stands at the crossroads of a pivotal moment in its own history; the opportunities coming its way will certainly result in increased employment and investment. The real investment that you make has to be the development of your country’s most important resource – your human resource – the people of Guyana.”

While education is of utmost importance, PersadBissessar is of the view that the health and infrastructure sectors should also be upgraded.

“I recommend that Guyana invests heavily in human capital development. Education and training of people, as well as the improvement of all areas of health, education, and infrastructure are critical.”

She further stated that “Investments into education by providing the resources, staffing and housing of educational establishments should be made from preschool all the way to PhD for Guyanese citizens. In addition, access to electricity; clean water availability; and preservation of the natural

environment, including climate change mitigation, is a fundamental pillar to national development.”

Equality to all regions of Guyana is a necessity and

it was related that Guyana should seek to construct more medical outlets with skilled personnel. Presently, a number of persons in the hinterland are faced with

difficulties when there is a shortage of medicines. Most health centers are also not equipped to handle complex cases.

“In the area of health, new hospitals and health centres need to be built and staffed by the brightest minds available, as well as more doctors trained and hired throughout the country and of special importance to visit and attend to remote areas where the Indigenous peoples live are important,” she recommended.

In planning for the future, the Opposition Leader of the twin island republic noted that it is imperative to keep in mind hydrocarbons are naturally declining resources. As such, priorities

should be made to establish Guyana when oil production is at its peak.

“The wells that may produce massive flows of crude oil and gas today, may one day decline substantially.

This may very well be at a time when a lot of capital has already been invested in the infrastructure in place, notwithstanding that alternative sources of energy should be a priority even now.”

Her recommendations to Guyanese in preparation for the oil sector continued , “A system of highways to open up the country and probably a rail network to bring raw materials like silica, bauxite and manganese ore out of the jungle and to the ports will be needed.”

he legal challenge alleging that the Law Schools’ admissions process discriminates against holders of non-University of the West Indies (UWI) law degrees was dismissed on Friday in a judgement delivered at the Caribbean Court of Justice (CCJ).

The Council of Legal Education was established in 1971 by the Agreement Establishing the Council of Legal Education and operates three law schools in the Region – the Norman Manley Law School, the Hugh Wooding Law School and the Eugene Dupuch Law School.

These law schools award a Legal Education Certificate and the Agreement provides that no person can be admitted in the signatory countries to practice as an Attorney who does not hold this cer-

However in July 2018, Jason Jones filed an application for special leave against the Council of Legal Education (CLE), the Council for Social and Human Development (COHSOD), and the Council for Trade and Economic Development (COTED).

Jones, a national of Trinidad and Tobago, holds a Bachelor of Laws de-

gree from the University of London, a Master of Laws in Oil and Gas Law, and a Graduate Diploma in Law. In 2015 and 2016 he, sat the law schools’ entrance examinations but was unsuccessful on both attempts. He paid the requisite fees for the examination in 2017 but did not sit the exam, as he stated that he was “too disenchanted and discouraged with the entire process”.

Jones contended that the proposed defendants have infringed, and continue to infringe, his rights and benefits under the Revised Treaty of Chaguaramas which speaks to the free movement of skilled nationals and acceptance of qualification among member states, because, without a Legal Education Certificate, he is not entitled to practice law in the region.

In its decision on Friday, the CCJ considered the

objection raised that the Court had no jurisdiction over the CLE. It noted that the Revised Treaty of Chaguaramas, which was made in 2001, after the Agreement establishing the Council, makes no mention of the CLE or the Agreement.

Furthermore, the Court noted that the CLE was not a principal organ of the Community and that it did not even enjoy the status of an institution or associated institution of the Community and as such proceedings could not be commenced against the CLE as an institution of Community.

In view of these considerations, the Court dismissed the present application for special leave but left it open for the applicant to decide whether, and how, to seek the redress he claims.

Man remanded on armed robbery, illegal possession of ammo and firearm charges

hirty-year-old Charles Stoby of Hadfield Street, Georgetown on Thursday appeared before Chief Magistrate Ann McLennan to answer to two charges relating to illegal possession of firearm and armed robbery.

The defendant denied the charges, the first

of which alleges that on October 22, 2018, at Gordon Street Kitty, Georgetown, while being armed with the offensive weapon of a gun, he robbed Kester Johnson of a gold chain valued $130,000, among other items amounting to a total cost of $536,000.

The other charge al-

leges that the defendant, on November 5, 2018, at Alexander Street, Kitty, had two rounds of live ammunition in his possession along with a 9mm pistol without being the holder of a licence for same.

Police Prosecutor Simone Payne, objecting to bail, cited the seriousness of the of-

fences and stated that the gun was previously used in commission of a crime.

Without hesitation, the Chief Magistrate upheld the prosecution’s submission and remanded Stoby to prison. He is expected to make his next court appearance on November 23, 2018.

Ex-GDF rank freed of illegal gun, ammo charges

rincipal Magistrate Judy Latchman on Friday dismissed a series of illegal firearm possession charges against Jamal Hazel, a former Lance Corporal of the Guyana Defence Force (GDF).

This development occurred several months after Hazel had been placed on remand, and in light of the Police prosecutor failing to provide the court with enough evidence to convict Hazel.

Defence attorney Ravindra Mohabir informed the court that the Police had obtained a caution statement from his client by force; and he claimed that his client was severely beaten by the Police to confess to the allegation. And after proving to the court that his client was innocent, Magistrate Latchman dismissed the matter.

Hazel had also been charged earlier this year for allegedly carrying out a series of robberies around Georgetown, in which he was alleged to have trailed his victims on his motorcycle and robbed them at gunpoint. All the robbery charges were dismissed due to lack of evidence being offered by the virtual complainants.

charges, and his defence attorney, George Thomas, had told the court that his client had been taken to the dumpsite at Eccles, East Bank Demerara and severely beaten by Police on two occasions.

On Hazel’s first court appearance, Police Prosecutor Arvin Moore had objected to bail on grounds of the seriousness of the offence, the penalty the charges carry, and the fact that the defendant was a soldier. Moore had noted that Hazel’s occupation had mandated him to serve and protect. He had added that the accused had been positively identified by one of the virtual complainants (VCs).

Court rules against PPP’s gerrymandering case …PPP to appeal decision

H

igh Court Judge Gino Persaud on Friday dismissed a case filed by Opposition Commissioner at the Guyana Elections Commission (GECOM), Bibi Shadick, over Communities Minister Ronald Bulkan’s changes to several Local Authority Areas (LAAs) – a move which the People’s Progressive Party (PPP) deems as gerrymandering.

Back in September, Shadick had approached the court to issue a series of orders including to quash Bulkan’s order of holding Local Government Elections in seven Neighbourhood Democratic Councils (NDCs) since he failed to issue an Order under the Local Democratic Organs Act, Chapter 28:09, before announcing the November 12 polls. These NDCs are Moruka/Phoenix Park; Kitty/Providence;

Nile/Cozier; Lamaha/ Yarrowkabra; Hauraruni/ Yarrowkabra; Plegt Anker/ Kortberaad; and Wyburg/ Caracas.

However, the High Court Judge ruled that the Communities Minister complied with the law as set out in the Local Democratic Organs Act Chapter 28:09 and the Local Authorities Elections Act Chapter 28:03 of the Laws of Guyana.

The court noted that seven NDCs were in fact established in 1990 by Order No 51 of 1990 in compliance with the Local Democratic Organs Act and the boundaries already established in 1990.

Moreover, Justice Persaud found that there was no specific legal requirement in the law for the Minister to publish the boundaries of the NDCs or for LAAs for every successive election as contended by the applicant’s Attorney Anil Nandlall. Against this, the Judge dismissed the case against Minister Bulkan.

Meanwhile, Shadick had also sought orders from the court against GECOM’s Chief Elections Officer (CEO) Keith Lowenfield, who went ahead to demarcate and re-demarcate constituencies’ boundaries without consultations with electors, stakeholders and political parties.

by Justice Persaud, who also ruled on Friday that

Attorney Nandlall failed to adduce any evidence that the CEO of GECOM had fixed the boundaries of the seven NDCs in usurpation of the Minister’s authority as alleged in his application.

The Judge noted that when specifically asked by the court to produce documents to show documents providing his case, the applicant, through her lawyer, could not produce any and as such, the court found there was no case against the second-named respondent.

In addition, the court also ordered that both parties – Bulkan and Lowenfield – be paid costs of $150,000 each.

During Friday’s decision, Minister Bulkan was represented by a team from the Attorney General’s Chambers, including Attorney General Basil Williams, Solicitor General Kim Kyte-Thomas and State

Solicitor Ayana Mc Calman.

Meanwhile, the Chief Elections Officer was represented by Attorney Roysdale Forde.

A statement from the AG Chambers on Friday states that the court’s ruling paves the way for Local Government Elections to proceed on Monday November 12, without obstruction, interruption or delay.

However, the PPP on the other hand has expressed disappointment over the ruling, saying that this case – along with others that have been filed – were done with the sole objective of protecting the democratic process, strengthening the electoral machinery and safeguarding citizens right to vote and to engender consultation with and participation of the citizens in the electoral decision making process.

“Unfortunately, thus far, we have been unable to persuade the Judiciary that important violations are taking place in relation to the Constitution and our electoral laws, which threaten the very democratic foundations upon which this nation rests.

Although, evidence was produced that Minister Ronald Bulkan adopted a particular course of action in relation to identification of LAAs, the demarcation of boundaries and the allocation of seats for each constituency for the LGE of 2015,

as he is mandated to do by law, but that he failed to follow that very process in respect of the 2018 elections, the learned Judge found nothing wrong with this departure,” the Opposition posited.

The party went on to note that the Judge, having found that the Minister acted in accordance with the law, omitted to determine a number of important issues raised in the case.

These include: Whether the CEO can create new constituencies in existing NDCs areas without consulting with either the electors or the political parties; Whether the CEO at his own whim and fancy can merge existing constituencies and add constituencies within existing NDCs when their impact clearly create an electoral advantage in favour of one political party and to the

disadvantage of other political parties, without consulting with the electors, the political parties or any organisation or stakeholder whatsoever; and whether the CEO acted on his own or carried out the directions of the Minister in the alteration of these constituencies and whether the process followed by the CEO, in so doing, was lawful.

“These were some of the fundamental issues which we expected pronouncements on for future guidance. Unfortunately, these issues were not addressed by the court in the oral decision delivered. However, we pledge to continue to persevere relentlessly in our struggles to protect our citizens’ right to vote and indeed the democratic process as a whole,” PPP stated.

On this note, the party said it will be appealing the High Court ruling.

GECOM wants evidence of names left off of voters’ list

ollowing allegations that hundreds of names have been omitted from the Guyana Elections Commission’s (GECOM’s) list of voters for Local Government Elections (LGE), GECOM is saying it wants evidence that persons were unable to vote because their names were omitted from the list.

Public Relations Officer at GECOM, Yolanda Warde, during an interview with this publication on Friday, made known this position.

As promised, she informed that the Commission had met with the various heads of the disciplined forces as investigations continue into what exactly had transpired on the disciplined forces’ voting day.

She said, “I am not aware (of the full extent of the situation). I have seen reports

in the media of an alarming and this overwhelming hundreds of people (being left off the voters’ lists). I am not aware, and GECOM is not

aware, of that; and if that is the case, then I ask that those persons provide the evidence to us”.

Warde explained that GECOM cannot possibly leave persons’ names off the voters’ list. She surmised that one of two things could have transpired.

“If an officer does not reside in a Local Authority Area (LAA), then -- this is Local Government Elections -- he or she will not be required to vote in these elections,” she informed. She added, “We observe that there might have been cases where the respective disciplined services did not provide the information to us, so when those officers turned up to vote, they could not have voted”.

The GECOM spokesperson added that she was aware of one case where per-

sons in a hinterland area were unable to vote, as the weather conditions were poor and did not allow for the landing of the aircraft transporting the necessary election materials.

This, however, does not mean that members of the disciplined services will not be given a chance to vote, as they will get another opportunity come November 12, on the actual LGE Day. Last week, GECOM had related plans to meet with the various heads of the disciplined services following the discovery of names of ranks being missing from the voters’ list on November 2, when ranks voted in the Local Government Elections.

“The list of persons from the disciplined services that was provided to us actually came from the Guyana Police Force, the Guyana

Defence Force (and) the (Guyana) Prison Service; so those persons, we’ve worked with that list that they would have provided to us.

So if there were omissions on that part, where the respective agency did not provide an officer’s name to us, that is not an omission on GECOM’s part,” she said.

Opposition Leader Bharrat Jagdeo took GECOM to task for the missing names during a recent press conference. He said he also had received information that there have been over 100 reports of this occurring, in sharp contrast to the two reports cited by Warde.

“I am very unhappy with a situation that was brought to our attention today (Friday),” Jagdeo stated. “We have received over a hundred reports where soldiers and Police turned up to vote and were told that they will be unable to do so, since their names were not on the list to vote today, although they had done so in 2015 and 2016 on D-day.

“So far, we have sought answers from GECOM; the explanations are not satisfactory. We will follow this matter intensely over the next few days, to ensure that no member of the disciplined services is disenfranchised,” he promised.

Recht-Door-Zee robbery thwarted by alert neighbours

lans to burglarise a home at Lot 665 Recht-Door-Zee Housing Scheme, West Bank Demerara on Friday afternoon were foiled when alert neighbours got wind of what was transpiring and alerted the home owner.

Fifty-eight-year-old Sheila Griffith, owner of the home, related that she was returning home in the early afternoon hours when a neighbour alerted her that someone was inside her house.

By the time this information was verified and calls were made to the Police, the suspect had escaped through a window in the kitchen.

“I came home around 01:00h, and the neighbour told me not to go into my yard because someone is in my house. I called the Police, but by then they already escaped through the kitchen window,” Griffith detailed.

When she entered the home, she discovered it completely ransacked, and the

bandits had accumulated some items which they were attempting to steal.

“My whole house was tumbled up. They empty my wardrobe and break down my bedroom door. They done had things pack up, like the TV and computer and so; but they didn’t get to carry anything,” she detailed.

Griffith is convinced that she could have been harmed had she entered the home unknowingly. The traumatised woman has said that while nothing was stolen from her home, many robberies have occurred in the area because of the lack of Police presence.

“I know other persons in the area who have been robbed. I came home and I was traumatised, because if they didn’t call, I would’ve come in the house and he could have done me anything. I think we need more policing groups in these areas,” she declared.

n commemoration of 50 years of diplomatic relations with Guyana, a Korean Consulate was on Friday evening commissioned at Thirst Park, Georgetown.

Executive Member of the Private Sector Commission, Ramesh Dookhoo who was given the role of Consul, told the gathering that he was being processed since three years ago and was later signed on to the position

by President David Granger and Foreign Affairs Minister Carl Greenidge.

Dookhoo nonetheless pledged allegiance to the post. “I pledge to Guyana and South Korea that I will serve in this position with honour, dignity and the integrity that depicts this office,” he said.

He added that he believes there are many mar-

kets in Korea which Guyana will be able to benefit from.

The newly appointed Consul noted, “There is much opportunity for collaboration with our two countries, especially in the areas of engineering, technology, industrialisation and niche markets for Guyanese products in the South Korean market”.

Meanwhile, the Korean Ambassador to Guyana, who is based in neighbouring Venezuela, noted how pleased he is to see a consulate being set up here.

The Ambassador said he looks forward to the new Consul boosting bilateral relations between the countries. He said, “I hope it (the consulate) can work hard towards enhancing the bilateral relationship,” especially since the country does not have an existent Embassy in

Guyana.

On the other hand, acting Prime Minister and Foreign Affairs Minister Carl Greenidge spoke of the benefits of the appointed Consul.

According to him, “We hope that with the establishment of Consuls such as Ramesh Dookhoo’s will help to ensure that we build an economic base on which the economic diplomacy on which we’ve embarked will thrive”.

He added that he is expectant that the Consul will be able to deliver for the benefit of both countries. The new consulate is housed in Queenstown, Georgetown.

The South Korean consulate is one of 36 foreign representations in Guyana, and one of 35 foreign representations in Georgetown.

ontroversial Alliance For Change (AFC) executive Abel Seetaram was on Thursday evening taken into custody after chocking a Police Officer and resisting arrest during a People’s Progressive Party (PPP) public meeting.

The officer who was at the time attempting to arrest the AFC Regional Councillor after he allegedly assaulted a PPP supporter has not been granted station bail. Up to press time, Police sources confirmed that Abel was still in custody.

Reports are that Seetaram choked a Police Officer who intervened after he attacked a PPP supporter at Woodley Park, West Coast Berbice (WCB).

According to an eyewitness, whilst the meeting was ongoing and speakers were addressing the gathering of over 300 persons, Seetaram rode towards the crowd and

began hurling expletives and derogatory remarks.

He was reportedly warned about his actions by the Police and asked to desist but he continued to use abusive language. Seetaram then went over to the other side of the road and pushed a PPP supporter.

When a Police Officer

intervened, Seetaram reportedly held onto him and choked him. It is also alleged that the AFC official said he could not be arrested because the Public Security Minister does not like the PPP. The 36-year-old of Lot 121 B Woodley Park, WCB, was recently sentenced to 18 months imprisonment after he was found guilty of felonious wounding committed on Nateram Rabindranauth, 54, a vendor of Lot 64 A Woodley Park.

The incident occurred on January 21, 2018, where he used a wood and battered Rabindranauth after he intervened in an altercation involving both their sons. He was subsequently released on $150,000 bail pending an appeal.

He was also implicated in several misdemeanours including driving under the influence of alcohol and verbally abusing Police ranks.

ndia prevailed over New Zealand by 34 runs in the first of three scheduled matches in the stand-alone ICC Women’s World T20 tournament played at the National Stadium at Providence, East Bank Demerara, Guyana.

This victory was orchestrated by Captain Harmanpreet Kaur’s superb century, Jemimah Rodrigues’s composed half- century, and three-wicket hauls from spinners Dayalan Hemalatha and Poonam Yadav.

This matchup between India and New Zealand, played in sweltering Guyana sunshine, was a brilliant encounter featuring the likes of Suzie Bates, Harmanpreet Kaur and Mithali Raj. On a spin-friendly Providence wicket, India opted to bat, with opener Taniya Bhatia and Smriti Mandana at the crease. Off-spinner Jess Watkin was dispatched for a boundary off the first delivery, as Bhatia played an elegant leg-glance to the fineleg boundary. Bhatia took nine runs off the first over, but was removed in the second by right-arm seamer Lea Tahuhu, being bowled for nine when the ball brushed her front pad and hit the top of offstump. The New Zealand white ferns leaked 41 runs in the power-play, but managed to pick up three wickets.

Nevertheless, India’s number 3, Mumbai teenage batting sensation Jemimah Rodrigues, and Indian captain Harmanpreet Kaur, dominated the New Zealand bowlers.

The 18-year-old Rodrigues rotated the strike, but hit the bad deliveries to the boundary when presented opportunity. In contrast, Kaur struck the ball with power and timing as the New Zealand bowlers had no formula for getting the Indian captain’s wicket.

laying against Curacao, the Guyana Jaguars needed a win under their belt to boost their confidence; but, sadly, it was the same result all over again, as they lost 4-3 playing at the IMG Academy in Florida, USA. Curacao recorded their first win of the tournament when they outplayed the Guyana Jaguars to leave Head Coach Wayne Dover in dismay. The Jaguars will now have to face the naturally aggressive El Salvador team which defeated Guatemala 2-1; the same team that sank the Jaguars 4-0.

On Thursday, Dover made many substitutions to the lineup, even replacing Portugal-based keeper Jonathan Vaughn with local boy Jermain Cumberbatch, but to no avail.

Continuing his impeccable form, Kelsey Benjamin struck early as he pierced the Curacao defense in the 6th minute. However, three minutes later, the Netherlands Antilles team equalised when Carolith

Fermina scored as the competition progressed.

But in the 26th minute, Curacao’s Meghon Valpoort scored to leave the Jaguars out on a shaky limb and looking for an equaliser.

Stepped on the gas, Curacao forced Guyana to gift them an own goal when Cecil Jackman tried to deflect a set piece but saw it go south.

The score was now 3-1 in favour of Curacao.

However, before halftime, Guyana had managed to score a goal, as the athletically inclined Benjamin returned to make it a one-possession lead at 3-2.

The second half saw Dover substitute Nicholas McArthur and Kwai MarshBrown for Ryan Hackett and Job Caesar as the Jaguars attempted to take control of the game. The situation then escalated when Jaron Vicario scored in the 55th minute, but Guyana struck back in the 57th minute when Thair Britton found the back of the net.

hen the final whistle was blown at the end of 70

minutes, Santos FC remained unbeaten, and were the eventual winners of the Georgetown Football Association (GFA) IMC GFF Pele Alumni “Frank Watson” Intra-Association U15 Tournament.

They defeated Masters Academy by a 3-1 margin on Sunday last at the GFC

Ground, Bourda. In that encounter, goals came from Raymond Bandhu, National U15 player Kevin Mullin, and Akeem Gittens respectively.

Masters Academy’s lone goal came from Omar Reid, and was enough to have them end the tournament in the third-place position with

13 points. East Riumveldt ended the tournament in second place with 17 points, following a walkover from Fruta Conquerors FC. During the presentation ceremony following conclusion of the match, Pele Alumni’s Representative John Yates congratulated Santos FC and the teams for their participation, and encouraged them to ensure they have a sound academic education to complement their football skills.

GFA-IMC Chairman Trevor Williams echoed the sentiments of Yates, and extended congratulations to the clubs and team members involved in the coordination and execution of the league.

GFF’s President Wayne Forde and Technical Director Ian Greenwood were also on hand to witness the finale.

he 2018 Pee Wee Under-11 Football tournament culminates today at the Ministry of Education (MoE) ground on Carifesta Avenue when 2017 champions West Ruimveldt play St Pius from 16:30hrs in the grand finale.

In the lead-up to the finale, West pulled off a come-from-behind win against Mocha Arcadia in their feature semifinal last Saturday. Mocha’s Jiheam Lewis gave the reigning champions an early scare when he fired his school ahead in the fourth minute of the 20-minutes-

per-half encounter, but a second half equaliser by Mark Philips from a corner set-piece, and an extra-time screamer from West’s Skipper Jonathan Andries ensured that West will have another chance to prove that they are the best, come Saturday.

St. Pius have, from the early stages of the competition, looked like title contenders. They won the first semifinal during last week’s penultimate match one day after needling the much disciplined and defensive Tucville team, thanks to Jamal Fraser with a well taken shot from

just outside the box one minute from full-time.

Some of the key players in the encounter will be West’s skipper, Jonathan Andries, who was last year’s MVP; and Mark Philips, along with St. Pius’s Jamal Fraser, and Kaden Wellington who stands a good chance of becoming the tournament’s Most Valuable Player (MVP).

Before the final, the day’s play will begin at 12:30hrs with the 5th to 16th seeding matches, while the third place clash will kick off at 15:30hrs.

Archers of the 1st part of the Indoor Recurve 2018 Championships

rchery Guyana shot off the indoor Recurve competition -- first of their 4 competitions -- this past Sunday as they prepare to end 2018 with championships being held at the National Gymnasium.

This competition began with 14 competitors in the ranking rounds of Adult Male, Adult Female and Youth Female categories vying for top spots.

At the opening ceremony, remarks were made

by President of Archery Guyana, Mohamed Khan, who officially opened the event with action shooting off from 11:00h.

Eight archers competed in the Adult Male Individual category, shooting in the 300 ranking round, followed by the Ladies in the Adult Female Individual and Youth Female Individual categories, also shooting in their ranking round of 300 (a ranking round of 300 is

where an archer shoots 30 arrows with a possibility of scoring all 10s).

After the Individual rounds were finished, athletes were paired for the Mixed Team ranking rounds, with the highest scoring male paired with the lowest scoring female, and vice-versa. The top 3 scoring teams were then pushed on to the elimination rounds, and all the other teams were given opportunity to battle it out for a final spot in the elimination rounds.

Part 2 of the Indoor Championships will be held on Sunday, 2nd December, 2018, when the 4 teams will compete for gold, silver and bronze in the semi-finals and finals.

The next event -- the outdoor Recurve competition 0-- will be held on Sunday 11th November, 2018 at the Carifesta Sports Club Ground from 11:00 am.

ollowing postponement of last Sunday’s round of matches due to inclement weather, play in this year’s Hamilton Green 9-a-side Inter-Ward/Village KO Cup is set to resume on Sunday with twelve matches being played at the Den Amstel Community Centre ground on the West Coast of Demerara.

Hamilton Green, the former Mayor of Georgetown, is an avid sports enthusiast, who played football while attending Queen’s College. He had also held the portfolios of Prime Minister and Minister of Sport among other high ranking positions under the Forbes Burnham Administration. He celebrates his 84th birth anniversary today.

According to tournament coordinator Lennox Arthur, a former national player and head coach, Sunday’s round of matches will mark the tournament’s penultimate day of action, with the final set to be staged on November 24th at the same venue.

In the opening game, at 15:00hrs, Mahaica take on Kuru Kururu, and this encounter will be followed by the clash between Central Mackenzie and the Wolves at 15:30hrs.

In the third game, Sophia ‘B’ tackle Wales, while Charlestown and Vergenoegen collide from 16:30hrs.

Zeelugt then go up against Mahaicony from 17:00hrs, while Sara Lodge and Agricola square off immediately after.

Stewartville then match strides with Sophia ‘A’, while Goed Fortuin and Newtown, Kitty meet at 18:30hrs.

The penultimate game is between Uitvlugt and Jetty, before hosts Den Amstel and De Kinderen bring the curtains down at 20:30hrs.

Mohamed’s Enterprises throws support behind Ignite

ne day before the action gets underway in the Guyana Motor Racing and Sports Club’s (GMRSC) “Ignite” race meet, Mohamed’s Enterprises have come on board by sponsoring the remaining races that were not sponsored.

This is not the first time this company has chipped in at a crucial time to assist the sport; Mohamed’s Enterprises have always been an avid supporter of the sport.

– Time trials on today value motor racing heavily, and their support come from their love of the sport”, the company has stated.

Team Mohamed’s Enterprises has been creating quite a stir on the track in the Seaboard Marine Caribbean Motor Racing Championship Super Stock Class, with records in Jamaica, Barbados, and Guyana. Team Mohamed also has the national drag strip recorder holder “Godzilla”, the Nissan GTR. On Sunday, the team is once again hoping to create

history, with Matt Truelove and his brother Harry aboard their Yamaha R6 in the Super Stock Class.

Ignite will feature racers and riders from Trinidad and Tobago, Barbados, Jamaica, United States and Europe.

The two-day action will feature competition in the Street and Sport Tuner class, as well as the CHOKE Starlet Cup, street Cross Motor-Cycles, and the 125cc Lightweight Bikes.

Today’s time trials for all classes will commence

at 10:00h, while the hottest action will take place on Sunday.

Team Mohamed’s Enterprises have virtually retained their crown ahead of this weekend’s meet, which serves as the 2018 CMRC final leg. Despite missing the first leg in Jamaica, clean sweeps in Barbados and Trinidad & Tobago (T&T) have almost again guaranteed the reigning champions glory in 2018.

and his brother Harry, along with Suzuki’s factory rider Richard Cooper, will be in a race of their own. Owner of Mohamed’s racing, Azruddin Mohamed, has confidently posited that the opposition stands no chance, and his riders will be aiming to lower the overall track record at South Dakota, which the champions had set since 2016.

The team, which has two bikes in the Superstock class of the CMRC, is no stranger to setting records, having set the best super stock times at Barbados’s Busy Park (1minute, 1 second), T&T’s Wallerfield (41 seconds), and Jamaica’s Jamwest Speedway (1 minute 15 seconds).

The older Truelove, Matthew, also has the overall

track record (33.3 seconds) at Guyana’s South Dakota. He and his team are fully prepared to lower it, a feat which Mohamed believes is very possible once there is favourable weather at the Timehri track.

Cooper, who lives in Nottingham, England, will join the team for this weekend’s final leg, and will definitely be a welcome boost.

Cooper will pilot Team Mohamed’s Supersport 1000 Yamaha R1.

The 35-year-old, who completed the season with the Buildbase Suzuki team, was the runner-up in the British National Superstock 1000 Championship in 2017, and will definitely reinforce Team Mohamed’s resolve to crack the track record.

Annandale, Dolphin record victories in Guyoil Round 6

ome of the Nation’s best Under 18 football players continue to showcase their skills as the Guyoil/ Tradewind Tankers tournament, being coordinated by the Petra Organisation, enters its sixth round.

After two exciting matches to kick off the tournament, there was a downer in the excitement as Lodge and Marian Academy’s contest was not staged, giving Lodge a walkover.

Charlestown and Queenstown Secondary were featured in the following match of the day.

Charlestown were up first, after Carlos Agard netted a goal in the 13th minute; but Queenstown were quick with the reply, as Carl Chisholm equalised in the 16th. The remainder of the half passed quietly, but Queenstown’s Raymond Bandhu soon got the intensity going again when he fired an accurate shot in the 45th for the advantage. Just when all seemed lost -- at three minutes before regulation time expired --

Carl Chisholm found another goal to secure the draw.

The following day, St. Roses and Dolphin Secondary met in a steamy encounter.

Kahil Farington came out blazing for St. Roses, and pushed the score to 1-0 with his goal scored in the eighth minute. Several minutes later, Selwyn Jones replied for Dolphin, equalising the scores. Thereafter, both sides hunted for goal, but neither could hit the target -- until Jones slipped another goal in for Dolphin’s 2-1 win.

Annandale Secondary continued their winning ways when they faced Bishops’ High in the round’s final match. Bishops’ proved to be tough opponents for Annandale, preventing them from scoring early, unlike in previous games. However, the East Coast boys held their composure long enough for Jemar Harrington to net their first in the 35 th minute; and Anyiko Headley netted their second in the 53rd for a 2-0 win.

Distinctive Dottin destroys Bangladesh in thriller – Bangladesh bowled out for lowest score in World T20

est Indies registered a resounding 60 run win in their opening match at the National Stadium Providence, East Bank Guyana.

It was expected that spin would be the weapon used on the Providence pitch but Deandra Dottin proved otherwise, with her brisk seam bowling. She bowled in the right areas and destroyed the Bangladesh team with match winning figures of 5-6. Her record breaking performance was the best in Women’s World T20 cricket tournaments.

After 40 overs being bowled on the Providence wicket in approximately 7 hours of play, the defending champions, West Indies were asked to bat by Bangladesh’s captain, Salma Khatun. Bangladesh read the conditions brilliantly at Providence, including four spin bowlers and the lone fast bowler, Jahanara Alam.

The threatening opening duo of Hayley Matthews and Deandra Dottin made their way to the center as the relatively fair size Guyanese crowd showed support. Right arm pacer, Jahanara Alam bowled the first over of the

match as Matthews and Dottin showed their intent from ball one. Dottin smashed the pacer’s fourth ball straight down the ground for a maximum but Khatun; the off-spinner introduced herself in the second over. The Bangladesh spin attack began to spun webs around the West Indies Women; in Khatun’s first over she opted for a review against Dottin, which was turned down by the umpire.

The consistent Jahanara Alam who had seam-movement with the new ball, returned for her second over and found herself on a hat trick picking up both openers in in the space of two deliveries. Matthews who

scored 6 runs, was the first wicket to fall with the score on 14. Dottin was removed by Alam in the next ball when she was caught by Fahima Khatun as the West Indies batting struggle began. Stafanie Taylor and lone Guyanese Shemaine Campbell found themselves at the crease; the Bangladesh bowlers utilized the conditions in a professional manner as they continue building pressure with a large percentage of dot deliveries.

Campbell was removed in the fourth over after she scored one run from five balls. The West Indies batters are more known as power-hitters but on a slow pitch, rotating the strike would have been the more suitable option. Instead, dot deliveries build pressure and wickets continue to fall. Natasha McLean was bowled by the leg-spinner, Ahmed for 11 while Britney Cooper struggled to get the ball off the square, with a score of 8 from 18 balls.

The West Indies captain stood strong as she played a painstaking innings. Kaciya Knight joined her skipper and the pair looked to rebuild. As wickets continued to fall at regular intervals leg-spinner, Ahmed captured the prize scalp of Taylor

who played a responsible innings in the context of the game.

Taylor faced 44 balls for her 29 inclusive of two boundaries.

Wicketkeeper batter, Kaciya Knight created different angles to score runs as she quickly adjusted to the sluggish wicket.

Knight, one of the three batters with a strike rate of 100 hit one of the two maximums in her 24-ball 32 being the top-score.

Alam picked up three wickets in four consistent overs, while leg-spinner, Ahmed grabbed 2 wickets. Off-spinners, Khatun and Tul Kubra picked up one wicket each to restrict the defending champions.

The Bangladesh chase started off with a bit of luck in the first over as Cooper misfield a ball which eventually went into the boundary. However, the lively opening bowlers Selman and Connell bowled an off-stump line that exposed the Bangladesh top-order.

Selman in particular removed Bangladesh opener Sultana on the final ball of the first over.

Captain Stafanie Taylor did not present the Bangladeshi batters the opportunity to take the game away in the power play. After the first six overs, Bangladesh found themselves in a state of trouble with 19 runs on the board losing the top 3 batters. The West Indies spin attack which includes Anisa Mohammed, Afy Fletcher, Stafanie Taylor and Hayley Matthews were expected to utilize the spin-friendly conditions. Taylor introduced herself into the attack and shattered the stumps of Rahman as wickets continued to fall. The game changing introduction of the fiery Deandra Dottin saw more wickets tumbled as the athletic Dottin took two wickets in her brilliant first over.

At the half-way stage the

Dottin continued her dream spell and she picked up two more wickets in her second over. Dottin removed the capable Ahmed with her fourth ball and Mondal was out with the sixth delivery. Bangladesh batters failed to bat with technique and found themselves in deep trouble as they were blown

away for a miserable 46. All of the Bangladeshi batters failed to reach double figures as they produced their worst batting performance. Speaking at the post match presentation Dottin noted that West Indies were confident that they could have won the match with 100 runs to defend.

ICC WWT20 fans to get special shuttles in Guyana, St Lucia

CC Women’s World T20 fans in Guyana and St Lucia have received a major transportation boost as the first-ever stand-alone event bowled off yesterday at the Providence National Stadium.

Local organizing committees and the ICC have put on free shuttles to get spectators to the matches and

then return home. The shuttles commenced yesterday for the opening round of matches in Guyana. Home team the Windies will play the day’s final match — the defending champs will start against Bangladesh at 8pm at the Guyana National Stadium.

The other matches in opening day see India take on New

Zealand at 11:00h followed

by Australia vs Pakistan at 16:00h.

The opening day at the Daren Sammy Cricket Ground in St Lucia is Saturday, when England faces Sri Lanka at 4pm. The shuttle services will be available to several rural communities or districts far away from the grounds.
