young man was crushed to death along the Diamond/ Mocha bypass, East Bank Demerara (EBD), on Saturday moments after he reportedly told his relatives, “I want dead”.

The dead man has been identified as 23-year-old Ishwar Mohan of Second Street, Success, East Coast Demerara (ECD).

Police stated that on the day in question at about 19:00h, a motor car, PZZ 7322, driven by a 22-yearold was proceeding along the roadway at a fast rate of speed when he reportedly ran over the pedestrian who was lying on the road. The pedestrian was dragged some distance.

The car reportedly failed to stop to render assistance but instead, the driver went to the Providence Police Station where he reported the matter. He claimed that he did not stop due to

“security reasons”.

However, the Police immediately went to the area where the injured man was seen lying on the roadway in a motionless state. He was pronounced dead at the Diamond Diagnostic Centre.

His body was escorted to the Memorial Gardens

Crematorium awaiting a post-mortem. A breathalyser test was conducted on the driver of the motor car but there were no traces of alcohol in his system.

He remains in custody assisting with investigations.

At the scene on Saturday evening, persons related

that Mohan and his relatives are building a bouse in Farm New Housing Scheme, EBD, and on the day in question, they had been working at the site for the whole day.

Guyana Times understands that after a day’s work, the family and the workers started to imbibe during which Mohan became angry after he was given “High Wine” to drink while the others were consuming another brand of rum.

In protest, the now dead man walked onto the main access road where he reportedly threw himself down and shouted “I want dead”. His relatives reportedly warned him several times to come off the road but a stubborn Mohan refused to adhere to their request.

ixteen-year-old Angel Hope who was hospitalised following a two-vehicle smash-up at Byderabo Public Road, Bartica, Region Seven (Cuyuni-Mazaruni), two Sundays ago, succumbed while being treated at the Infectious Diseases Hospital on Saturday last.

It was reported that 15-year-old Condolezza Nurse, 6-year-old Donaire Nurse, the now dead teen, Leona Gonsalves, 45, and Mark Nurse, 55, all of Mongrippa Hill, Bartica, Essequibo River, were injured and air-dashed to the city.

She was reportedly tested positive for COVID-19 and immediately taken to the COVID facility at Liliendaal where she was placed in the Intensive Care Unit. She, however, took her last breath on Saturday at about 08:30h.

The accident reportedly involved a motor pickup bearing registration number GJJ 2802, driven

by Mark Nurse and motor lorry GPP 406, owned and driven by a 47-yearold resident of Seventh Avenue Bartica.

Based on reports re-

ceived, the pick-up was proceeding along the Byderabo access road at a fast rate of speed while motor lorry GPP 406 was proceeding in the opposite direction.

However, Mark Nurse reportedly lost control of the pick-up, resulting in it toppling several times before colliding with the right-side front of the motor lorry.

As a result of the collision, the occupants and driver of the pick-up were flung out of the vehicle and onto the roadway where they received injuries about their bodies.

They were all picked up in an unconscious state by public-spirited persons and taken to the Bartica Regional Hospital, where they were treated. Five of the persons were then referred to the Georgetown Public Hospital and as such, they were air-dashed to the city by members of the Guyana Defence Force (GDF).

A breath alcohol test was conducted on the driver of the motor lorry but there were no traces of alcohol in his system.

Construction worker dies after being struck to head with wire

F

orty-year-old Odel Richard, a construction worker of Unity, Mahaica, East Coast Demerara (ECD), died after he was reportedly struck on his head by a wire which burst while working on Friday.

Police stated that Richard went to work at about 08:00h at H Nauth and Son construction site at Unity, and was seen by his cousin, who is also a construction worker there, pulling a wire when it burst and hit him to his

head.

As a result, he fell to the ground and became unconscious.

He was taken to the Mahaicony Cottage Hospital by his cousin and two other workers, where he was examined and admitted. He subsequently died a few hours later.

Richard’s death was given as blunt trauma to the head and high blood pressure. His body is at Jerrick’s Funeral Home awaiting a post-mortem.

he Guyana Government plans to formally notify Heads of Government in the Caribbean and Latin American regions and the United Nations about the accord made between the Government of Venezuela and its Opposition last week in Mexico City.

The two Venezuelan political sides ratified partial agreements to reinforce the Spanish-speaking country’s illegal claim to Guyana’s Essequibo region last Monday.

He has also promised to update the Community of Latin American and Caribbean States (CELAC) during an upcoming meeting in Mexico as well as the United Nations, via its Secretary General António Guterres.

With the border controversary issue currently before the International Court of Justice (ICJ) for a final and binding ruling, the Head of State reiterated to reporters on Sunday that the ruling of the court is the law, and that Guyana would see the case through.

“We have embraced that route, which is the ICJ and we’re committed to that route.

That route is the rule of law and that is where the matter resides, not in any sideshow or any other engagement,” he contended.

Moreover, President Ali went on to point out that the countries that arranged the meeting to resolve Venezuela’s internal issues between its Government and Opposition, should understand that the controversial agreement last Monday is anything but internal.

“The controversy that exists on the border has nothing to do with their internal issues and it has already been determined where that issue would be settled, and it’s the ICJ, what we can ask those countries (the mediators of last week's meeting) to do, is to encourage Venezuela to participate and be active with the ICJ,” the Guyanese leader posited.

After a failed good offices process between the two South American neighbours, Secretary General Guterres in 2018 had referred the border controversy matter to be resolved by the ICJ. Shortly after, Guyana filed a case seeking a final and bind-

ing judgement to reinforce that the 1899 Arbitral Award remains valid and binding on all parties, and legal affirmation that the Essequibo region, which contains much of Guyana’s natural resources, belongs to Guyana and not Venezuela.

The Spanish-speaking nation is laying claim to more than two-thirds of Guyana’s landmass in Essequibo and a portion of its exclusive economic zone (EEZ) in which more than nine billion barrels of oil have been discovered over the past six years.

The world court ruled last December that it has jurisdiction to decide Guyana’s claim that the boundary between the two States was fixed in the 1899 Arbitral Award.

Back in March 2021, the ICJ had granted Guyana until March 8, 2022, to file its written submissions for the case, after requesting 12 months.

Venezuela was given until March 8, 2023, to submit its counter-memorial.

But Venezuela has been

refusing to accept the jurisdiction of the ICJ and despite the case still pending before the ICJ, the Spanishspeaking country went ahead and renewed territorial claims over the Essequibo region on Monday during a meeting between Government and Opposition officials in Mexico City.

However, while in Region Two (Pomeroon-Supenaam) on Friday, President Ali declared that Guyana will not become a sacrificial lamb in any political negotiations between the Venezuelan Government and its Opposition.

“We will not be bullied. We will not be used as a sacrificial lamb in any negotiations currently in Venezuela. Our position is very clear. We are very clear,” the Head of State posited while addressing a gathering in Anna Regina, Essequibo Coast.

The Guyanese leader went on to note that while Guyana continues to respect the rule of law, the country is nevertheless committed to living peacefully with all of its neighbours and to strengthen the relationships will them all. But, in the same breath, stated that

this position must be reciprocated.

“We're committed to democracy. We are committed to the rule of law…we don’t waver our principles. We don’t waiver depending on the season, we don’t waver depending on who is in Government… we have always respected the rule of law. We have always worked in accordance with the rule of law, we have always respected the sovereignty and territorial integrity of our neighbours,” the President asserted.

The Venezuelan Government and political Opposition met in Mexico last week to iron out their differences at home. It was supposed to be a discussion about Venezuela’s domestic politics, with a number of other countries, including the Netherlands, Russia, Turkey, Norway and Bolivia taking part.

But instead, the two sides ratified partial agreements reinforcing Venezuela’s illegal claim to Essequibo – something which has been rejected by both the Guyana Government and the APNU/ AFC Opposition, who on Wednesday last stood united in reaffirming Guyana’s sovereignty.

Government for the people T he President and his Cabinet just completed a twoday outreach to the Essequibo Coast in which they announced and initiated a slew of initiatives for what is unfortunately still dubbed, “The Cinderella County”. In their case, Essequibo produces a huge portion of Guyana’s rice, timber, gold and upcoming manganese production for the treasury. This is expended for the entire country, but very little is returned to lifting Essequibians out of their underdeveloped status quo.

The DPI offered the rationale for the trip. “While delivering goods and services to taxpayers is a natural part of the governance continuum, the President and his Cabinet believe that it is equally important for those with direct responsibility for policies to witness their impact on the everyday lives of citizens, their families, and communities. As such, this activity serves to foster an open and transparent relationship with citizens as stakeholders in the development process through direct communication and feedback.” It was further noted that public outreaches also allow the policymakers to gain a first-hand account of on-the-ground developmental challenges in communities, and enable them to craft appropriate interventions for short, medium, and long-term solutions that ensure optimal benefits are continuously accrued to citizens.

While some may cynically look at the outreach as a “PR gimmick”, we should note that elections are almost four years away, yet this has been the fourth outreach by President Ali and his Cabinet. The President is definitely a people’s person and it is clear that he wants this to characterise his entire Cabinet and administration. Even in a small country like Guyana, there is always the danger that Governments can become alienated from the populace if they remain sequestered in their air-conditioned offices in the capital.

These forays into the outlying regions with “boots on the ground” allow the policymakers to view, at a very granular level, the impact of their initiatives that up to then might have just been words on paper or their computer screens.

In Essequibo, for instance, there was a standoff between the Anna Regina Council and vendors who were being moved but dug their heels in. While it might have been a Local Government issue, it is certain that the issue must have been raised with the Cabinet – either collectively or individually – and would have brought home the concrete challenges faced by citizens in their lived experience. Very frequently it is within the microcosm that the larger goals are given context.

In Essequibo, the President and Cabinet unfurled initiatives that demonstrated they were totally au fait with the specific challenge that has beleaguered the region for most of its existence – jobs to complement those offered by its one staple – rice. While Essequibo is serviced by private banks, there has not been a commensurate number of investments to match the deposits that Essequibo rice farmers have made into those banks. There is a bottleneck with intermediating those funds into the hands of local entrepreneurs.

The President announced the establishment of a new “Innovation and Entrepreneurship Fund” that will provide grants to get projects off the ground by those Essequibians whose creativity and innovation have long been stifled due to lack of funding. This approach is critical for Essequibo since it remains one of the areas in Guyana where there is no trepidation in youths working in agriculture. Agro-processing thus presents a cornucopia of opportunities waiting to be launched to add more value to the primary products they grow.

The turning of the sod for a $2 billion multidisciplinary hospital at Suddie is long overdue. For too long residents with serious medical challenges have to be referred to GPHC all the way in Georgetown. The logistical challenges would have obviously led to complications and even fatalities in some instances. All in all, the President is to be commended for taking government to the people.

The notion that the Ministers are “mandarins” removed from the people must be eradicated.

Guyana Fertilisers Wharf, MARAD Dear Editor, With reference to the recent article entitled “MARAD warns about deplorable condition of fertilizer company wharf”, I wish to draw your attention to the fact that MARAD (and the public at large) is of the understanding that the wharf located at 15-16 Water and Holmes St is owned and operated by Guyana Fertilizers Ltd/Amazon Chemicals Ltd. The wharf was indeed built by my father, Asad Ishoof, in the late 80s early 90s for the importation of bulk fertilisers to supply Guyana’s sugar and rice industries. However, due to unforeseen circumstances and a deliberate scheme of expropriation, the wharf came to be run by negligent parties, who have held sway over all matters concerning the facility. In the intervening decade or so, it has been allowed to deteriorate to the point whereby it is almost unrecognisable from the bustling, thriving international-quality port facility it once was.

No wharfage of any sort that would support our new industries or expand on the much-needed local wharf in-

frastructure, is possible in the current state. Mariners have been warned for years

by MARAD to avoid berthing at the facility.

Despite multiple efforts to access, assess and effect repairs to the facility, attorneys at law on behalf of the legal representative of the company, Mr Kashir A Khan and Mr Robin Stoby, SC; the trustees of the wharf and the current obdurate occupant have allowed the wharf to deteriorate to its present unusable state.

The wharf retains properties built by my father, however, unlike the significant development surrounding the property, no effort has been made to repair, upgrade or expand the facility.

As a consequence, the wharf has foundered under disinterested management and is no longer of any use for the development of Guyana’s future industries.

The wharf, long known as “Fertilizer Wharf” belongs in the asset pool of the Sugar and Trading Enterprises Pension Scheme (STEPS) which serves to benefit former sugarcane workers. When the wharf was built by my father, the

site was a basic “mud flat” as the previous facility had been burnt to the ground.

The current wharf was built at a time when no transport for the property existed, however, my father chose to invest in this important sugar industry asset with the understanding that he would have the right to purchase that which he had developed. The intention was that the pension scheme would have not only been earning money from an investor that increased the value of their asset, but at the end of that rebuilding period, they would benefit from a handsome sale at market value, which would have been an injection of capital that the trustees could have used to increase the financial portfolio of the pension. All while the asset served to provide the most cost-effective and important input to the agricultural sector: fertiliser.

That has not occurred for many years. As several articles in the press noted, the STEPS fund has suffered tremendous losses over the past 5 years, devaluing significantly and providing little to no support for former

GuySuCo workers.

The trustees (and by extension their designate who has been “squatting” on the wharf) have been in breach of their legal, contractual obligations to the company for many years; abusing the justice system with spurious contentions and unfounded allegations via injunction.

So much so that it appears to be a pre-determined effort to preside over the slow and wanton destruction of this particular sugar industry asset, with overlying shades of deliberate political malice.

Extrapolating from the recent article, it would seem that the wharf is best served by removal from the negligent trustees and be returned to the beneficiaries of the original STEPS fund.

I remain committed to fulfilling my late father’s dream of continuing the development of this asset for the benefit of the sugar industry’s workers, whose long tenure as the economic backbone of our nation must not be forgotten.

Our children will not forget your efforts Dear Editor, Teachers are arguably one of the most important members of our society. They give children purpose, set them up for success as citizens of our country and our world, and inspire in them a drive to do well and succeed in life. The children of today are the leaders of tomorrow, and teachers are that critical point that makes a child ready for their future.

Why are teachers important? Teachers truly are the backbone of society. They are role models to children, offer guidance and dedication and give young people the power of education.

Because of teachers, countries are able to further de-

velop socially and economically.

The GTU’s call for protest action is “uncaring and unconscionable”, which must be condemned, it is irresponsible and do reflect who our teachers really are!

However, it was clear to all that many of our teachers did not fall prey to the “political machinations of Coretta McDonald and the small cabal of self-serving individuals who have hijacked the Guyana Teachers’ Union” for their own political ambitions and gains.

I want to personally thank those teachers across this country who have boycotted the strike

call and have shown commitment to educating our children and protecting them from the COVID-19 pandemic. Our children will not forget your efforts.

Children carry what they have heard, what they have seen and what they were taught at a young age throughout the rest of their lives. They will use what they have learned to influence society. Everyone knows that today’s youth will become tomorrow’s leaders, and teachers have access to educate the youth in their most impressionable years — whether that is in teaching preschool, teaching extracurriculars, sports or traditional classes.

Great job Radio Essequibo Dear Editor, It was quite an interesting Friday and Saturday recently as His Excellency Dr Mohammed Irfaan Ali, his Cabinet and their technical officers made a Government at Work event in Region 2.

This is very commendable to see our elected officials hard at work on location and delivering on some of their promises.

What was more commendable was that we were able to follow their work in progress on live TV (RCA)

and on the radio. Radio Essequibo came alive for the first time as we followed the various activities almost in real time, of the President and his Ministers.

Neaz Subhan and Nazim Hussain must be commended for their excellent work done on TV and radio for bringing alive this historic visit by the Government.

It was fascinating to hear from Dr Frank Anthony, Zulfikar Mustapha and other Ministers telling us about their achievements

and future plans for us in Region 2.

I do hope that this will not be a one-off radio activity by this fairly new radio station and that plans will be in the pipeline to bring quality local content which will be informative, educational and entertaining. Congratulations to the team of Radio Essequibo for bringing to us Government at Work in almost real time.

Teachers have the ability to shape leaders of the future in the best way for society to build positive and inspired future generations and therefore design society, both on a local and global scale. In reality, teachers have one of the most important jobs in the Guyana. Those who have an impact on the children of society have the power to change lives. Not just for those children themselves, but for the lives of all.

Teachers are the ultimate role models for students. The fact that students come into contact with many different types of teachers in their academic career means that more likely than not, there will be a teacher that speaks to them.

Knowledge and education are the basis for all things that can be accomplished in life. Teachers provide the power of education to today’s youth, thereby giving them the possibility for a better future.

Teachers’ dedication was shown by their roundthe-clock work habits during the online teaching during the COVID-19 pandemic, and they never stopped working despite the 17 months of schools being closed in Guyana.

They continued grading papers, making lessons, and communicating with parents during the week and

I refuse to believe that any intelligent person read the Request for Information (RFI) where it states “EEPGL plans to put in place an enabling agreement with a Supplier who currently has a well-developed Quayside and Laydown area. EEPGL does not plan to develop a new Quayside and Laydown facility” and understood this to mean Exxon was looking to buy land. The editorial went on to make the case for local content despite 763 of the RFI’s 1664 words being dedicated to local content requirements; this is either wilful ignorance or Glen Lall has taken to writing the editorials in the newspaper he

owns.

The editorial also repeats the previous claim (made by GHK Lall and Glen Lall) that “Exxon wants oil reports with national significance withheld and buried, and they are hidden from the sight of Guyanese”. Lall & Lall fail to comprehend those reports are prepared and delivered, then they must be read, understood, and analysed; any areas that need clarification must be queried and explanations accepted and annotated or amended as needed.

Would the Lall duo have the Government release the reports and then reply to questions with blank stares and false/vapid/expedient answers? There is no doubt that the two reports which are being reviewed by the Guyana Revenue Authority will be released upon completion of the process; to suggest otherwise while the process is ongoing is wilfully ignorant and opportunistic.

GHK Lall speaks of “the power of Exxon” as if he were talking of a foe of Guyana instead of our development partner; yes, Exxon has “power”, it has the power of technology to explore,

develop and produce oil from wells located three miles below the surface of the sea.

Exxon has the “power” of competence to attract partners and financing for oil exploration and development in Guyana. Exxon has the “power” to let the world know that Guyana is a stable democracy and one where a change in Administration does not lead to cancellation or arbitrary renegotiation of contracts. Guyana’s ability to attract foreign direct investment is directly related to the political stability and maturity of its Government administration; a fact that is lost to the Lalls.

Rumours that the Lall duo plans to launch a political party persist. The tar-

geting of ExxonMobil seems aimed at tapping into populist sentiments of distrust of mega-corporations and attracting a support base of conspiracy theorists and ignoramuses; the fact that APNU/AFC has the ignoramus segment of the population locked into its corner seems to have escaped the dubious duo’s market research efforts.

The Lalls would do well in the future to read and understand available materials from Exxon and other companies before writing “opinions” and/or spouting gibberish for public consumption.

The GTU must allow our teachers to do their job and to increase productivi-

ty and creativity of our students, therefore moulding them as future workers.

Compassion is an important attribute that distinguishes the difference between a good teacher and a truly great teacher who becomes an inspiration to their students.

We had the opportunity to see some teachers display those qualities when they disregarded the GTU’s strike call, and returned to the classroom to continue educating our children.

et up an interactive nature exploration table for children to explore and examine natural elements at first hand.

Coupled with some nature journals it becomes a great way to introduce some simple science exploration into the home or classroom with a dedicated area for observation and learning.

In our home we like to squeeze in little areas for learning wherever we can find a spare corner or table top, so that the children can have independent access to materials to facilitate their learning through play. We have writing and art areas, book corners and block baskets and we recently added this nature investigation table top. The example shown is a spring-related table, but it would work for any season or particular natural focus, for example the beach, geology, plants, animals, etc.

On the table we added some blossoms and daffodils, plants in pots and dried petals we collected from flowers. We already had the little frog pond small world scene set up which we incorporated into the table top too.

Next we added some little

Foundation pretend nests, eggs and birds made from real blown egg shells and feathers.

I wrote some simple labels for each item on folded paper and placed them next to each one. These are great for starting to recognise familiar words and being able to match them to the correct place. They can also be used to copy in any emergent writing as they play.

I found an ancient Ladybird book form my own childhood called “What to look for in spring” which is all about the plants and animals that can be spotted in the countryside at this time of year. It’s delightfully old-fashioned in its images and text now, but still lovely to look at and so beautifully written. My daughter loved talking about what she saw in the pictures and asked for the names of the plants and creatures.

I made some very simple nature journals by fold-

ing small pieces of white paper with a sugar paper cover and stapling down the spine. Next to these we set out some lovely natural coloured pencils made from twigs and a small box of portable watercolour paints and brushes. The journals can be used to make observational drawings of the items on the table and also taken out into the garden or on nature walks to be used on the go.

We took them with us on our farm holiday last week to note down what animals and plants we saw!

As the children painted and drew pictures, they added them around the table to brighten it up and make it look beautiful.

As the season change, we will set up a new collection

of natural objects for observation and exploration from things that we have collected on walks in the countryside and at the beach.

Guyana should lead in fixing financial barriers stacked against women entrepreneurs – Pres Ali

ith the world continuing to grapple with issues suppressing the development and empowerment of women, Guyana is looking to lead the way in amplifying access to capital for women.

This is according to President Dr Irfaan Ali at the Influential Women and Youth Meeting held on Saturday at the Region Two (Pomeroon-Supenaam) Regional Democratic Council (RDC) compound in Anna Regina on the Essequibo Coast.

The President had led his Cabinet Ministers and other Government officials for a two-day visit to the region to address issues plaguing residents there.

During his address to scores of Essequibo women and youths, the Head of State announced a number of measures that will enhance the lives of women and young people in Region Two. However, President Ali pointed out that in order for women to take advantage of some of these opportunities that will come their way, systems need to change and be structured.

Legal challenge to Govt’s vaccination policy for further hearing Friday

A

legal challenge mounted by three of the country’s major trade unions against Government’s vaccination policy is set for another hearing on Friday before High Court Judge Fidela Corbin-Lincoln.

The Guyana Public Service Union (GPSU), the Guyana Teachers’ Union (GTU), and the Guyana Trades Union Congress (GTUC) - which represents thousands of public servants - are seeking to quash the COVID-19 vaccination and testing mandate in the COVID-19 Emergency Measures dated July 29.

Attorney General Anil Nandlall is listed as the lone respondent in the case, while General Secretary of the GTU, Coretta McDonald; General Secretary of the GTUC, Lincoln Lewis; Vice President of the GPSU, Dawn Gardener; and Georgetown Mayor Ubraj Narine have filed affidavits in support of the Unions’ case.

The Unions contended that former President David Granger exceeded his authority when he issued the first COVID-19 measures in March 2020.

Contending that the measures are an unconstitutional delegation of the President’s powers and infringe Article 111 of the Constitution, the Unions want them to be quashed.

The Unions are also seeking an order of certiorari quashing the COVID-19 Emergency Measures dat-

ed July 29, as well as a declaration that same is unconstitutional. They are also asking the court to grant an injunction preventing the State from implementing the requirement that Government workers show proof of vaccination against COVID-19 or produce a negative PCR test result at their own expense.

They are also seeking an interim injunction requiring the State to bear the cost for regular COVID-19 testing for employees of the State until the determination of their application to have the measures set aside. However, at a hearing last week, Justice Corbin refused to grant injunctions.

Instead, she adjourned the matter to this Friday, September 17, for further arguments.

Lewis, in an affidavit, deposed that the Government’s COVID-19

measures impede his access to Government service that he may require from time to time.

According to him, by virtue of the COVID-19 measures, Health Minister Dr Frank Anthony implemented a vaccination and testing mandate, “which directly restricts the freedom of movement throughout the country.”

Meanwhile, Gardener deposed that there has been significant confusion in the implementation of the measures, and unless the State is restrained, thousands of workers will be affected.

The Unions through their lawyers Dane Victor Elliot-Hamilton and Darren Wade instituted legal action against the State after unvaccinated workers were denied access to their place of employment.

In response to the rise in COVID-19 deaths and cases, the Government has

mandated that any person wishing to enter a public building must be vaccinated. A public building refers to a building to which the public has lawful access and includes both privately and publicly-owned buildings.

Any unvaccinated person who wants to enter a public building must make an appointment and present a negative PCR test taken within seven days of the day they want entry.

Only tests from a Health Ministry-approved laboratory are accepted. These measures expire at the end of this month.

The Public Service Ministry has also reminded that all public servants who do not report for duty because of the COVID-19 measures will not be paid.

The Health Minister, on the other hand, has defended the updated vaccination requirements as necessary to ensure public safety.

Mother, brother of slain Berbice teen freed on assault, disorderly behaviour charges

wo relatives of murdered Berbice teen cousins Isaiah and Joel Henry were freed on five charges levelled against them by the Guyana Police Force (GPF).

This publication was reliably informed that the charges were dismissed last week Wednesday for “want of prosecution” by Magistrate Alisha George at the Sparendaam Magistrates’ Courts.

The mother and son were represented by Attorney-atLaw Ronald Daniels.

The charges against them stemmed from a confrontation they had with ranks at the Sparendaam Police Station on December 15, 2020. Police ranks at a roadblock in front

of the station had stopped a vehicle in which they were traveling. Henry, who was the driver, failed to produce his driver’s licence.

As a result, an argument broke out between Henry and some Police ranks who sought to arrest him. Attorney-at-Law

Nigel Hughes had said that Johnson and Henry were assaulted by ranks. The lawyer had posted pictures on his Facebook page showing blood running from the mouth of a shackled Henry.

According to Hughes, Henry was assaulted by ranks after he failed to produce his driver’s licence, but instead showed them a photograph of the document that was on his phone.

However, Police Headquarters in a statement said that Henry hurled profanities at the ranks and pushed two ranks who attempted to arrest him. Police also said that he cuffed a Police Constable and bit him during a fight at the station and held on to another rank and ripped his clothing.

…the Diaspora oday the word “diaspora” is all over the news including in Guyana, but kinda new at playing the diaspora game. We’ve come a long way from the time when there was only a “Jewish Diaspora” – created when they were scattered out of their historic homeland in Israel thousands of years ago and kept getting kicked out from wherever they ended up.

Their experience established the parameters of what it takes to be a diaspora…and we gotta examine these to discern what might be the fate of our Diaspora Unit set up recently with great fanfare. One scholar offered a desiderata of seven elements on diasporas that has been widely accepted: 1) dispersal from an original homeland, often traumatically, to two or more foreign regions or expansion from a homeland in search of work/for trade/ colonial ambitions; 2) a collective memory and an idealisation of the homeland and a collective commitment to its maintenance, restoration, safety and prosperity, even to its creation; 3) the development of a return movement that gains collective approbation; 4) a strong ethnic group consciousness sustained over a long time and based on a sense of distinctiveness, a common history and the belief in a common fate; 5) a troubled relationship with host societies; 6) a sense of empathy and solidarity with co-ethnic members in other countries of settlement; 7) the possibility of a distinctive creative, enriching life in host countries with a tolerance for pluralism.

So, how do we stack up against this list?? We certainly fit the bill on #1…the dispersal bit. But really, is there a commitment from those Guyanese in “foreign” to the “maintenance, restoration, safety” of Guyana?

The last elections that the PNC tried to filch via their “Mingo Manoeuvre” brought out a ton of Guyanese folks from abroad taking one side or other. But much of it was from behind keyboards and the new social media novelty. The jury’s out as to how many will put their money where their mouths are and your Eyewitness’s bet is “not many”.

The older generation has some commitment, but most are getting on with their lives abroad, so we don’t see any great movement back to the “homeland” and certainly NOT by the second generation. They ain’t coming back so the “return movement” of #3 is nixed.

While the generation that left has a strong sense of “Guyaneseness”, they’ve retained their ethnic divisions which are starkest in NY with the two communities cloistered separately in Brooklyn and Queens. And joined their wider original diasporians! No to the “strong ethnic group consciousness”.

While there are elements that satisfy #5, 6 and 7, they aren’t enough to bring their bacon home.

Which is what it’s all about, ain’t it? …a departed COVID-19 victim The Opposition hit a new low with their cynical exploitation of a nurse passing away at the Infectious Disease Hospital (IDH) from COVID-19. The poor lady was a diabetic with an unsealed wound and as such, was a much greater risk than ordinarily infected persons.

The Opposition – with its new Acting Opposition Leader, Roysdale Forde – ripped apart the entire healthcare system as represented by GPHC and the IDH, based on assertions by relatives of the deceased.

Now, every death is one too many…but we’re in the midst of a pandemic that’s seeing Jamaican COVID patients lying in hallways waiting for treatment –- much as the case in the US a while ago. This isn’t to say that the Guyana Health System shouldn’t be criticised – Lord knows we have a loooong way to go there – but it must be CONSTRUCTIVE!! The IDH and its systems, ironically, were set up by the PNC when in Govt.

What’s gained by pointing fingers? …race Over in T&T Abu Bakr, who once held their entire Parliament hostage, has once again threatened violence if various “injustices” he identified aren’t rectified pronto.

Including that African Trini children aren’t topping the Secondary Entrance Assessment (SEA) examinations!!

9 more die from COVID as September death toll jumps to 58 − 194 new infections detected

N

ine more persons who tested positive for the novel coronavirus 2019 (COVID-19) have died within a 24hour period, according to the Ministry of Health on Sunday.

These latest fatalities include five persons who died on Saturday, that is, 69- and 66-yearold males, two 62-year-old females – all from Region Four (Demerara-Mahaica) and a 67-year-old male from Region 10 (Upper Demerara-Berbice).

The other four persons – 54and 78-year-old females from Region Four along with a 42-year-old female and an 85-year-old male, both from Region Six (East Berbice-Corentyne) – died on Sunday.

According to the Ministry, these patients were admitted with COVID-19 like symptoms but died while receiving care at medical institutions across the country. Samples were taken at the time of their admission, which subsequently returned positive tests.

With these, the total number of deaths from the pandemic in Guyana has now gone up to 683. The COVID-19 death toll for the

month of September has increased to 58.

Earlier on Sunday, the Guyana Police Force reported that a 16-year-old accident victim who had tested positive for the novel coronavirus, died at the COVID hospital, Liliendaal, Greater Georgetown. That death, however, is not reflected in Sunday’s update.

However, new statistics provided by the Ministry showed that another 194 persons have tested positive for COVID-19 in that 24-hour period.

The total number of confirmed cases in the country has gone up to 27,976.

However, only 3137 of these are currently active cases.

This includes 29 patients in the COVID-19 Intensive Care Unit (ICU) and the remaining 3108 persons in isolation, that is 149 in institutional isolation and the other 2959 in home isolation.

Another 15 persons are also in institutional quarantine.

There were no new recoveries reported from the life-threatening virus as the figure on Sunday’s updated COVID-19 dashboard remained at 24,156.

Since the outbreak of the novel coronavirus in

Guyana last year, some 287,779 persons have been tested, from which 13,410 males and 14,560 females have tested positive.

Of the 194 new cases recorded on Sunday, one was from Region One (BarimaWaini); five cases from Region Two (PomeroonSupenaam); 42 from Region Three (Essequibo IslandsWest Demerara); a whopping 109 cases from the Demerara-Mahaica region, 24 from Region Five (Mahaica-Berbice); two cases from the East BerbiceCorentyne region, seven more from Region Seven (Cuyuni-Mazaruni), and the remaining four cases from the Upper DemeraraBerbice region.

No new cases were recorded in Regions Eight (Potaro-Siparuni) and Nine (Upper Takutu-Upper Essequibo) in the last 24 hours.

In order to curb the rising number of cases in the country, the Guyana Government launched its COVID-19 vaccination exercise back in February and is aggressively rolling it out across the various regions in order to achieve herd immunity.

$400M airbridge contract

Total Solutions representing Chinese supplier of airbridges – Edghill − defends Govt contract with company against APNU/AFC “propaganda”

T

he Government is pushing back against A Partnership for National Unity/Alliance For Change (APNU/AFC) attacks on Total Solutions, the company awarded the contract for the supply of two air bridges for the Cheddi Jagan International Airport (CJIA) expansion project.

The company was awarded the GY$400 million contract earlier this month.

However, members of the previous Government have questioned the contract and the credentials of the company.

According to Public Works Minister Bishop Juan Edghill on Sunday, the Opposition is making a mountain out of a molehill since Total Solutions is a reputable company that the supplier of the airbridges, China International Marine Containers (CIMC), directed them to.

“We went directly to the supplier for the purchase of the airbridges, CIMC. CIMC have supplied more than 7000 airbridges to more than 300 airports, including to the USA, Canada, Chile and other parts of the region.”

According to Edghill, the money for the airbridges was budgeted for in the 2021 budget. He therefore questioned why the Opposition was unaware of that. Edghill also pointed out that the airbridges APNU/AFC procured during their time in office are in fact of poor quality. He said that the airbridges periodically break down and in one case, they had to cannibalise

“The issue they’re seeking to make into a big issue is the signing of the contracts for the two additional airbridges. When we paid $150 million in the agreement, we were expecting to have eight airbridges. When APNU/AFC went into office and remodelled the contract and reduced the scope, we ended up with four airbridges.”

“Two were paid for by China Harbour. And they came back to Parliament for a supplementary to pay for the additional two. So apart from that, they increased the contract amount by over $300 million for the additional airbridges. So, we had to approve that in Parliament. The excuse they gave at the time is that the contract did not provide for airbridges.”

Edghill explained that after the PPP returned to office in 2020 and came to an agreement with CHEC for the additional works, one of the things the Chinese company agreed to was to build the corridor that would facilitate two additional airbridges.

have to provide the two bridges to adjoin to those corridors to facilitate us moving to six airbridges. I don’t know where (APNU/ AFC) got the impression that China Harbour was supposed to provide the airbridges. There was never any confusion in our mind.

APNU/AFC agreed that any additional airbridges besides the two that China Harbour put in, would have to be paid for by the Government of Guyana.”

Earlier this month, a contract for US$2 million was signed with China Harbour Engineering Company (CHEC). It will aid in the completion of the Cheddi Jagan International Airport expansion, with the procure-

ment of two air bridges.

When the air bridges arrive, it means CJIA will have six passenger boarding bridges. The extended corridor is part of the US$9 million in extra work China Harbour Engineering agreed to do.

Based on the Government’s agreement with the Chinese contractor, the expansion works are expected to be completed by this year end.

The Public Works Ministry had entered into an agreement with CHEC back in December, which would see the contractor doing US$9 million in additional works to further extend the airport at no cost to the State.

The new works involve an extension of the airport’s boarding corridor in order to accommodate the two passenger boarding bridges, providing the airport with a total of six boarding bridges capable of servicing aircraft such as the Boeing 777, Dreamliner, the Airbus and similar trans-Atlantic aircraft.

It would also see the terminal building being extended to provide accommodation for additional commercial space, such as food courts and duty-free shops. The extended building will feature a modern airport façade covering the full length of the departure terminal.

t 13:30h today, High Court Judge Jo Ann Barlow will deliver her ruling in a Fixed Date Application filed by the Georgetown Mayor and City Councillors (M&CC) which challenges the Local Government Commission’s (LGC) decision to appoint Candace Nelson as acting Town Clerk.

The decision by the LGC to appoint Nelson as the acting Town Clerk of the municipality of Georgetown is not unlawful, said Attorney-at-Law CV Satram. He was at the time making oral arguments in the case filed by the M&CC which seeks to nullify Nelson’s appointment.

The M&CC complained that Nelson is not qualified for the post and that the LGC failed to include the Mayor and Councillors in consultations regarding Nelson’s appointment.

During a previous hearing, Satram was specifically asked by the Judge whether the LGC, as a constitutional body, did not have a right to exercise its independent mind to the question of eligibility and suitability when appointing someone to the post of Town Clerk.

“I’m not saying that at all your honour. There is no evidence that it did not do so. There appears to have been a full debate on the question of,” Satram had replied.

Attorney-at-Law Teni Housty, who is representing the M&CC said that ahead of the appointment of Nelson, the LGC held no consultations with relevant stakeholders.

The lawyer said that the minutes of previous meetings held by the LGC show that consultations were held in the past concerning the appointment of a Town Clerk. He said, “In the minutes, in their own (LGC) affidavits they have demonstrated a previous practice of consultations. They have highlighted the duty of cooperation that is enshrined in the statute.”

He contended that the M&CC should have an input in the process of identifying a person to serve as Town Clerk. Asked whether this takes away from the independence of the LGC in selecting and appointing a Town Clerk, Housty said, “No please your honour.

What it does is adds further strength to their process.”

Last month, the M&CC

instituted judicial review proceedings against the LGC challenging its “unilateral” appointment of Nelson. In an application filed at the Demerara High Court, the M&CC is contending that Nelson’s appointment is unlawful as she is not qualified for the position.

The M&CC submitted that it was not included in consultations on her appointment, and as such, she “is acting without lawful authority,” and continues to disrupt the smooth and efficient functioning of the Council. The M&CC cited Nelson for taking disruptive actions which pose serious ongoing and continuing breaches that compromise the sanctity of the Council’s operations.

She is being accused of influencing the records of the M&CC’s statutory meetings by deleting matters from minutes of meetings and seeking to dictate the contents of the agenda of later meetings.

Court documents state that she suspended a tendering process that began months before her appointment and has potentially compromised the ability of the M&CC to honour its contractual and other financial obligations. She is also being accused of failing to facilitate a proper handover of the M&CC’s assets.

Unless Nelson is removed, the M&CC said she will further disrupt the Council’s business.

he Police reportedly discovered a quantity of cannabis in a clump of bushes at Cinema Road, Plaisance, East Coast Demerara (ECD), on Friday evening.

Based on reports received, on the day in question at about 21:00h, a party of Police went to Cinema Road, Plaisance, ECD, where they saw several persons gathered.

As the Police approached them, the crowd reportedly dispersed in different di-

rections.

As a such, a search was conducted around the environs during which a black plastic bag was found in a clump of bushes which, when inspected, revealed 60 small transparent Ziplock bags containing the ganja.

The cannabis was taken to the Sparendaam Police Station where it was weighed and amounted to 60 grams. No one was arrested as Police continue their investigations.

ly pointed out to the ranks, two live rounds of 9mm ammunition and fifteen spent 9mm shells.

As such, Police acting on information went to a mining camp where the suspect was contacted and told of the allegations. The Police conducted a search on a hammock in which the suspect was reclining and found one 9mm Taurus pistol with its serial number filed off along

with two magazines, one live 9mm ammunition and two .32 ammunition.

Further, the Police searched a storage box which was in the kitchen area and unearthed 10 12-gauge cartridges.

The miner was told of the offence committed, cautioned and arrested. He was taken to the Bartica Police Station where he remains in custody pending charges.

Govt to conduct feasibility study for potable water well at Wakapao — Min Rodrigues makes commitment during Region Two outreach

inister within the Ministry of Housing and Water, Susan Rodrigues has committed to sending a technical team from the Guyana Water Incorporated to conduct a feasibility study for a potable water well in Wakapao, Lower Pomeroon, Region Two. The Minister was on the recent two-day Cabinet outreach in the region, which was led by His Excellency, Dr Mohamed Irfaan Ali. Minister Rodrigues visited several communities, where she listened to the concerns of residents and assured them that they will be addressed in the shortest possible time.

At Wakapao, Minister Rodrigues also committed to making representations for a doctor to be sent to the

community which has approximately 1900 residents.

She assured them that the vacancies for three teachers that currently exist will be filled shortly with teachers from within the community.

The Minister told residents that the outreach is a fulfilment of the PPP/C Government’s promise of taking Government services to the people in the ten administrative regions.

“You would have seen in various sectors whether it is education, whether it is health, whether it is infrastructure, housing, whichever sector it is you have seen us delivering on our commitments, delivering on our promises and we are here to implore you again that we will never break that connection and we will also always ensure that we keep

those commitments for the next four years and so we are making ourselves accessible to you.

“We [Government] want to take this opportunity to remind you of the commitments that we made in our manifesto to assure you that we are very much committed to every single one of the promises that we made.”

The Minster added that, “we never want to relinquish that direct connection with our people.”

Those matters that were outside of her sector, the Minister said would be elevated to the respective Ministers for immediate action.

Meanwhile, Toshao of Akawini, Rudolph Wilson said his village has seen much improvement during the first year of the

“Well as for us, as the people of Akawini village we can see great development because we have gotten a lot of things like for example we have an emergency boat, which we have received from the REO through the Government, we have even received our children cash grant, we are now receiving this flood relief. They have also assisted us greatly in the cleaning of the creek and many other things they have done, at least we can see progress going on.”

Several residents raised their concerns at the meetings.

Monica Williams, an elderly farmer, said she appreciates the interest the Government is showing in

her village.

“When no one looks down upon us … he [President Ali] takes part, he looks upon us, he helps us in different ways and sends small packages and he doesn’t put us down as Amerindians like the previous Government, you know put us aside but he remembers us.”

Head Teacher of the Wakapao Secondary School, Andre Smith also commended the Government for its work in the community.

“Very good, I think this is the forum that we should raise our concerns with the bigger heads and I know that the Government is working and they will see that things happen in Wakapao not only in Wakapao, but all in because

Maria Charles, a midwife, said the Government’s assistance has made it easier to store vaccines for children in her community.

“Government has assisted us greatly, for example they provided an emergency boat for the community at 75 horsepower so in the case of an emergency we have a boat that is accessible to us. Since the Government is in office, they provided us with a freezer so that we can store our vaccine which can be stored for at least one month. This prevents us from going to Charity.”

The matters raised at the outreach will form the basis for Budget 2022.

Govt ready to work with manufacturing sector on product certification – Pres Ali P resident Dr Irfaan Ali on Sunday stated that his Government is ready to work with the manufacturing sector to certify their value-added products and to fuel growth in the forestry sector.

He made this remark during his feature address at the Barama Company Limited’s 30th anniver-

sary celebration at their Land of Canaan, East Bank Demerara headquarters.

The Head of State said that the forestry sector has to move towards product certification to stay relevant in an ever-changing market.

“The Government is willing to work with the sector in ensuring that we

move towards product certification because we cannot speak about access to new markets or opening up new markets in isolation of the product certification.

That is a necessary tool to enter the market,” he noted.

n extended runway at the Cheddi Jagan International Airport (CJIA), coupled with a $518 Million Instrument Landing System (ILS), were commissioned on Sunday.

Public Works Minister Bishop Juan Edghill, who was among the Ministers present at the commissioning of the 3,360 metre expanded runway, explained that Guyana itself would benefit from the runway expansion since it can now be used to attract bigger aircraft and services. According to Edghill, it will ultimately open up greater opportunities for Guyana.

“Air traffic control and pilots will also benefit from situational awareness, enhanced warning, both in terms of predicting and resolving systems in the air and on the ground, an approach monitoring which will enhance airspace safety. Guyana the state will benefit,” Edghill said.

It was also explained by Director of Air Navigation Services Rickford Samaroo that the Instrument landing System will reduce flight diversion by 90 per cent. Meanwhile, CJIA Chairman Sanjeev Datadin explained what the ILS and the extended runway would mean for

the airport.

“This new lengthened runway will now allow those larger aircrafts that have been coming to Guyana, to do so at their maximum capacity. That would mean they can carry more cargo and of course for the commercial airlines, it means they’ll be able to carry their full passenger quotas,” Datadin said.

“The ILS cost $482 Million, which comprises of a localizer and a glide path. And also, a precision approach path indicator which cost $36 Million.

This new piece of equipment allows safer landing, with airplanes coming in now able to use their instruments to tell how high off the ground they are, at what angle their coming in and what is their exact path.”

Minister of Tourism, Industry and Commerce, Oneidge Walrond, Minister of Home Affairs, Robeson Benn, who previously served as Public Works Minister and other officials were also in attendance.

It was previously explained by Project Manager of the CJIA Modernization Project, Carrissa Gooding, that the northeastern end of the runway’s asphaltic surface has been extended by 400 metres. This is

in addition to 250 metres of the Runway End Safety Area (RESA). Additionally, the southeastern end of the runway was extended by 690 metres, as well as an extension of 90 metres of RESA. The extended runway falls under the US$150 million CJIA expansion.

The Public Works Ministry had entered into an agreement with China Harbour Engineering Company (CHEC) back in December, which would see the contractor doing US$9 million in additional works to further extend the airport at no cost to the State.

The new works involve an extension of the airport’s boarding corridor in order to accommodate the two passenger boarding bridges, providing the airport with a total of six boarding bridges capable of servicing aircraft such as the Boeing 777, Dreamliner, the Airbus and similar trans-Atlantic aircraft.

It would also see the terminal building being extended to provide accommodation for additional commercial space, such as food courts and duty-free shops. The extended building will feature a modern airport façade covering the full length of the departure terminal.

Government and the Guyana Manufacturing and Services Association (GMSA) is needed.

He explained that for production volume to increase, a value-added commitment, linked to quality control and consistency must be made. Additionally, it is necessary to develop a system of efficiency in the local market and a strategic formula on how local demands for value-added products are driven.

Meanwhile, General Manager of Barama, Mahendra Chand in his presentation said that the projected log intake for next year will be between $800 million and $1 billion from local operators, which is also expected to create hundreds of new direct and indirect jobs. He also stated that the company is looking to finalise an investment of nearly $1 billion to expand its operations again, which includes returning to the logging business.

According to President Ali, who had toured Barama’s plywood factory before the formal event started on Sunday, the Government welcomes and embraces the company’s bold projections for its future. He added that his Government will do all that it can to fuel the growth of Barama and others in the

sector.

Meanwhile, Chand recollected that between 2015 and 2019, the company suffered tremendously and had to scale back its operations to just plywood production, which forced over 600 workers out of jobs.

However, he credited the President Ali-led Administration for its “most propelling impetus” for the company’s new plans of expansion and investment.

The General Manager noted that it began with the Government lobbying for the relaxation of the Common External Tariff (CET) of imported ply in Guyana from 10 per cent to 35 per cent, as well as the reduction of taxes on the importation of vehicles for the industry and other Government policies.

President Ali said that it was the Government’s recognition of the decline in Barama’s operations and the forestry sector as a whole that resulted in progressive policies.

“We are aware of the fact that Barama was forced in 2016 to relinquish its forest concession which was then divided and allocated to other players in the sector. This forced the further downsizing of the company and a loss of investment by Barama and we have heard today that that loss of in-

vestment was to the tune of US$15 million.”

The President further underscored that the Government also recognises the negative effects of the high cost of energy on the manufacturing sector.

He said that this is why his Administration is moving towards the proposed gas-to-shore project, the Amaila Falls Hydro Project and others in a bid to halve the cost of electricity.

“My Government is committed to supporting efforts to shift production to more value-added products. As such, I am impressed by the efforts that I have seen today and which are being made by Barama to diversify its product line.”

The Head of State said that the GMSA, the forestry sector, the Government and all the stakeholders need to form a consortium that is not only driven by profit, but the development of the sector and the development of opportunities for the sector.

The company also launched a new water-resistant plywood at the anniversary celebration.

Foreign Affairs and International Cooperation Minister Hugh Todd, Natural Resources Minister Vickram Bharrat and Foreign Secretary Robert Persaud were also at the event.

Motorcyclist dies after Lusignan Prison inmate stabbed to death during fight crashing into garbage truck

wenty-three-yearold Adrian Andrews of Wisroc Housing Scheme, Linden, met his demise on Sunday after he reportedly collided with a garbage truck at One Mile Public Road.

Preliminary investigations by the Police stated the on the day in question at about 12:45h, a motor lorry bearing registration number GWW 9089 owned by the Mayor and Town Council reportedly stopped to pick up garbage, after which the driver attempted to make a turn and ended up in the path of motorcycle CK 8951, driven by the now dead man.

Lusignan Prison, East Coast Demerara

n inmate of Lusignan Prison was on Sunday stabbed to death during a fight in Holding Bay 2 within the penitentiary. Dead is 23-year-old Eijad Mohamed Alli of Green Heart Street, McKenzie, Linden. He was on remanded for simple larceny committed on Ryan Richardson in May. Police stated that at about 08:20h on Sunday, the now dead man was confronted by the three suspects who accused him of stealing an improvised weapon (jooker).

The weapon was eventually taken away from the victim by one of the suspects.

This, however, led to a fight between Ali and one of the suspects during which he was stabbed several times to his lower right abdomen.

The injured man was taken to the Lusignan Prison Infirmary but due to the seriousness of the injuries, he was transferred to the Georgetown Public Hospital where he succumbed to his injuries while seeking medical attention at about 18:10h.

The man’s body is at the hospital’s mortuary awaiting a post-mortem.

In February, 40-year-old Victor Soomaru of Gordon Street, Kitty, Georgetown, who was serving time for

possession of narcotics was struck to the head with a piece of brick by another inmate.

At the time of the incident, the now dead prisoner was wrapped in a towel and was asleep with another remanded prisoner in the same cell.

He was taken out of the unit and escorted to the prison’s infirmary where he was seen and treated by the medical personnel on duty.

However, he was later transferred to the Georgetown Public Hospital to seek further medical attention. Due to his injuries, he was admitted but succumbed to his injuries the following morning.

Soomaru was housed in Unit 1 with three other prisoners, including the alleged accused. Soomaru was admitted to the correctional facility on February 1, 2021.

He was charged for having 1.9 grams of cannabis in his possession.

Earlier in the year, 44-year-old Roger Samuels of La Parfaite Harmonie, West Bank Demerara (WBD), who was on remand at the same prison on a larceny charge, was found dead in his cell.

Prison was in the process of unlocking the prisoners to wash up when he observed Samuels lying in a motionless state on his bed.

In light of this, a doctor attached to the penitentiary, Dr Britton, examined Samuels and pronounced him dead. At the time of his incarceration, he shared a cell in Unit 1 with seven other inmates.

He was charged and remanded to prison on January 8, 2021, for allegedly stealing a motor car.

He was reportedly admitted to prison with several injuries to his body which were inflicted by the public as a result of the alleged offence he had committed.

man who attempted to make peace between his brother and another man was in the wee hours of Sunday stabbed to his chest at Kildonan, Corentyne, Berbice, Region Six (East Berbice-Corentyne).

The injured man is Godfrey Leitch, 46, of Lancaster, Corentyne, Berbice.

Based on reports received, the victim, his brother and a few others were consuming alcohol at Kildonan when the suspect turned up. Soon after, an argument broke out between the victim’s brother and the suspect.

Upon seeing this, Leitch attempted to make

peace but instead, the suspect pulled a pair of scissors from his pants waist and stabbed the peacemaker once to his chest and ran away.

Leitch was rushed to the Port Mourant Public Hospital where he was

treated and transferred to the New Amsterdam Public Hospital where he was admitted a patient.

His condition is given as stable.

Checks were made for the suspect but he was not arrested.

CJIA expansion completion could be pushed back – Edghill − as COVID-19 pandemic takes toll on project logistics

he completion of the US$150 million Cheddi Jagan International Airport (CJIA) expansion project could be pushed back to next year, with Public Works Minister Juan Edghill revealing the toll the COVID-19 pandem-

ic has taken on the project.

In a sit down with the media after commissioning the airport’s extended runway and landing equipment, Minister Edghill revealed that the project is unlikely to be completed by this year-end given the delays in shipping and other logistics

of the project that have been caused by the pandemic.

“We may not get everything in place by December 31, 2021. And that’s largely due to shipping. And the challenges of shipping as it relates to COVID. And this is not just the airport but several projects.”

No total lockdown – GPF

ith pushback from certain groups including the APNU/AFC Opposition against the Governmentimposed new COVID-19 vaccination measures, the Guyana Police Force has declared that there will be “no total lockdown” in effect.

Nevertheless, the Force has reminded the public that the curfew imposed throughout the country, as part of the COVID-19 Emergency Measures (No 21), remains in effect between 22:30h and 04:00h.

“During this period, persons are required to remain within the confines of their homes and yard space except as otherwise provided for in the COVID-19 Emergency Measures,” a statement from the GPF Sunday evening detailed.

According to the Police, the COVID-19 Emergency Measures have also placed

restrictions and requirements on social, business and other activities with the aim of ensuring social distancing and the wearing of face masks by members of the public.

The Guyana Government had updated the measures, in the first instance, to include vaccination requirements for persons seeking to access any Government services such as at Ministries and other State agencies.

Pushback against this comes from various sections with unvaccinated persons, with the support of the coalition Opposition, protesting the new guidelines. In fact, last Monday, Region 10 (Upper DemeraraBerbice) – a stronghold of the APNU/AFC – went into lockdown to oppose the new measures. This was after there were several protest demonstrations in the region.

However, the situation has since worsened after Government last weekend updated these measures.

The new gazetted orders stipulate vaccination requirements for persons entering any public building, both State-owned and privately-owned, including restaurants, supermarkets, places of worship, schools, Government buildings, banks and so on.

Nevertheless, the Police Force in Sunday’s missive urged citizens to comply with the Emergency Measures implemented, as they continue with the enforcement of these guidelines in efforts to safeguard the health of the nation during this pandemic.

The Police are also reminding the public that those persons found in breach of the COVID-19 Emergency Measures will be prosecuted accordingly.

“Even now if you get containers, getting the booking time and ships have become problematic. You’re waiting between 90 to 160 days after booking to get a container on a ship. This is not an excuse. But it’s the reality. So realistically, with all the delays, early 2022… by Easter,” Minister Edghill said.

The Minister further explained that the actual workforce of the contractor, presumably China Harbour Engineering Company (CHEC), has been affected by the COVID-19 pandemic, resulting in significant down time.

“The 71 critical items that we had to deal with when we took over to bring the airport to functionality, that has been completed.

The 1500 items on the master tracking list are almost completed. The remaining few should be completed by October,” Edghill said.

“In terms of the new works, you will see all the footprints of what needs to be done are in place. We’re waiting on the steel from China to put up the superstructure. The glass and everything else for the curtain wall, the corridors for the extension, all the markings and everything have been done and we’re awaiting the arrival of the shipment.”

In fact, the Granger-led APNU/AFC Administration had settled for a denigrated design while paying more than the allocated US$150 million.

ndigenous peoples hold the master key to a transformative post-COVID-19 recovery based on their knowledge, their collective conscience and their worldview, Alicia Bárcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), stated recently during a high-level event organised by the Fund for the Development of the Indigenous Peoples of Latin America and the Caribbean (FILAC).

“It is crucial to reaffirm the centrality of Indigenous peoples’ rights, the standards of which have been enshrined in the United Nations Declaration on the Rights of Indigenous Peoples and other international human rights instruments. Although it is undeniable that progress has been made in recent de> cades on their recognition and collective rights in all the Region’s countries, important gaps still remain,” >>>>>> Bárcena indicated.

For that reason, she said, “it is critical that recovery policies emphasise the collective rights of these peoples and that their pivotal themes be participation and consultation with a view to obtaining free, prior and informed consent for any measure that would affect them, including the participation of Indigenous women and young people.”

The senior United Nations official was one of the main speakers at the High-Level Political Forum entitled “Challenges in times of pandemic: A dialogue for ‘Good Living’”, which was inaugurated by Gabriel Muyuy, Technical Secretary of

FILAC. Participating along with Bárcena were Elisa Loncón, President of the Constitutional Convention of the Republic of Chile (via video); Freddy Mamani, Deputy Foreign Minister of the Plurinational State of Bolivia; Mirna Cunningham, President of the Directive Council of FILAC; Jessica Vega, Chair of the Global Indigenous Youth Caucus (GIYC); and Gregorio Díaz Mirabal, General Coordinator of COICA. During her presentation, ECLAC’s highest authority recalled that Latin America and the Caribbean is the region that has been hardest hit by the pandemic, since it represents 8.4 per cent of the global population, but accounts for 32.5 per cent of worldwide deaths caused by this disease. She added that the Region is facing a profound asymmetry versus the developed world, especially in terms of access to vaccines and the impacts of climate change.

Bárcena underscored that Indigenous peoples experience the structural inequalities, discrimination, and racism that characterise our region, creating a scenario of greater vulnerability and risk in the face of COVID-19 and the effects of the crisis.

She noted that, according to the Social Panorama of Latin America report for 2019, the poverty rate of Indigenous persons was 46.7 per cent while that of extreme poverty was 17.3 per cent, equivalent to double (2.1 times) and triple (3.1 times) the respective rates for the non-Indigenous population in the set of nine countries that had information available.

ECLAC’s Executive Secretary warned that the pandemic has prompted differentiated and intersectional impacts on the fulfilment of Indigenous peoples’ right to health and to life, as well as on other dimensions of their economic, social, cultural, territorial and environmental rights, having particular repercussions for Indigenous women, children and young people, Indigenous older persons, and Indigenous persons with disabilities.

In that context, she stressed the need to have better sources of disaggregated data, to understand the pandemic’s true impact on Indigenous peoples and to guide public policies.

“The lack of disaggregated information is also a manifestation of discrimination,” she emphasised.

Bárcena also warned

that the tensions and conflicts stemming from the lack of guarantees for Indigenous peoples’ territorial rights and external threats have continued to rise.

She specified that even before the pandemic, between 2015 and 2019, ECLAC identified 1223 conflicts in 13 Latin American countries, arising from impacts on indigenous peoples’ territorial rights that were associated with extractive industries, including mining, hydrocarbons, energy and monocultures.

In fact, nearly two-thirds (63.7 per cent) of them stemmed from mining (43.5 per cent) and hydrocarbons (20.2 per cent).

“These are the challenges of ‘Good Living,’ because our societies are returning to the privileges that deny rights, to concentration, to a neoliberal model that we

have not managed to get beyond. These historical inequalities are accompanied by the dispossession and plundering of lands, and of the resources of Indigenous peoples,” she underlined.

She also stressed the urgency of making visible, and condemning, processes to criminalise Indigenous social protest in the face of investment projects that affect their territories.

“The most dramatic expression of the violation of their rights is the murder of defenders of the life and territories of Indigenous peoples. Between 2015 and the first half of 2019, 232 Indigenous leaders and community members were killed in the context of territorial conflicts, many of which were associated with the extractive industry.

This means that on average, four Indigenous defenders of rights are killed each

month in Latin America.

This is a grave matter,” she affirmed.

In that regard, she pointed up the relevance of the Escazú Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean, as “the only treaty that protects the life of environmental defenders”, she stated.

The high-level official asserted that “Good Living” requires recognising the relevance of territory, the right to culture beyond language – that which provides a conscience and historical memory, spirituality, a vision of life; the right to a pertinent education and to Indigenous peoples’ development with respect for their identity as rights holders, and to territorial rights. Record number of environmental activists murdered UK PM Johnson to hold

record number of activists working to protect the environment and land rights were murdered last year, according to a report by a campaign group.

Two hundred and twenty-seven people were killed in 2020, the highest number recorded for a second consecutive year, the report from Global Witness said.

Almost a third of the murders were reportedly linked to resource exploitation – logging, mining, large-scale agribusiness, hydroelectric dams and other infrastructure.

The report called the victims “environmental defenders” killed for protecting natural resources that need to be preserved, including forests, water supplies and oceans.

Since the Paris Agreement on climate change was signed in 2015, the organisation says on average four activists have

been killed each week.

It said this “shocking figure” was likely to be an underestimate, because of growing restrictions on Journalists and other civic freedoms.

Logging was the industry linked to the most murders with 23 cases – with attacks in Brazil, Nicaragua, Peru, and the Philippines.

Indigenous peoples, most often on the frontline of climate change, account-

ed for a further one third of cases. Colombia had the highest recorded attacks, with 65 people killed last year.

“Unbearably heavy burden” A senior campaigner for Global Witness, Chris Madden, called on Governments to “get serious about protecting defenders.” He said companies must start “putting people and planet before

profit” or he warned that “both climate breakdown and the killings” would continue.

“This dataset is another stark reminder that fighting the climate crisis carries an unbearably heavy burden for some, who risk their lives to save the forests, rivers and biospheres that are essential to counteract unsustainable global warming. This must stop’’.

The organisation called on Governments to formally recognise the human right to a safe, healthy and sustainable environment, and ensure commitments made at November’s UN climate change conference, COP26, integrate human rights protections.

In response, COP26 President Alok Sharma told the BBC that he had “prioritised meeting people on the front line of climate change”, to ensure the voices of all are heard.”

Accused paedophile charged with multiple sex offences in Jamaica

man has been arrested and charged with several sexual offences by detectives assigned to the Clarendon Centre for the Investigation of Sexual Offences and Child Abuse (CISOCA).

Charged is 35-year-old Dwayne Campbell, a labourer of Bucknor, May Pen in Clarendon, Jamaica.

He is charged with four counts of rape; five counts of abduction of a child under 16; four counts of grievous sexual assault; two

counts of knowingly producing child pornography; two counts of possession of child pornography; and two counts of possession of child pornography with intent.

According to CISOCA detectives, Campbell is accused of repeatedly using social media platforms to lure children between the ages of 10 and 15 to his home, where he threatened them and forced them to perform sexual activities.

“In many instances, the sexual activities were

recorded,” the Jamaica Constabulary Force (JCF) said in a statement on social media.

During the investigation, it was also discovered that Campbell’s alleged victims were reported missing at some time, including from other parishes.

The Clarendon Police, in the meantime, are appealing to parents whose female children went missing and who may have been victims of similar circumstances to contact them.

September 6, at Marquis, St Andrew.

Douglas appeared before a special sitting at the Grenville magistrates court on September 10, and was remanded to custody at

Her Majesty’s Prison. He will reappear in court on September 20.

Joao Maldonado, a wellknown leader of demonstrations in 2018 in southwestern Nicaragua’s Jinotepe municipality, was shot twice in the chest and once in the arm on Saturday evening in Escazu, 10 kilometres (6 miles) west of Costa Rica’s capital San Jose, a police spokeswoman said.

Yefer Bravo of Unidad de Exiles Nicaraguan in Costa Rica said Maldonado, 32, had been organising a protest against Ortega’s Government for Sunday in San Jose. The demonstration went ahead, but turnout was low.

hilean scientists have announced the discovery of the first-ever southern hemisphere remains of a type of Jurassic-era “winged lizard” known as a pterosaur.

Fossils of the dinosaur

which lived some 160 million years ago in what is today the Atacama desert, were unearthed in 2009.

They have now been confirmed to be of a rhamphorhynchine pterosaur – the first such creature to

be found in Gondwana, the prehistoric supercontinent that later formed the southern hemisphere landmasses.

Researcher Jhonatan Alarcon of the University of Chile said the creatures had a wingspan of up to 2 meters, a long tail, and pointed snout.

“We show that the distribution of animals in this group was wider than known to date,” he added.

The discovery was also “the oldest known pterosaur found in Chile,” the scientists reported in the scientific journal Acta Palaeontologica Polonica.

hat was supposed to be a happy visit to a house where his grandmother was housesitting in Tacarigua on Sunday took a tragic and deadly turn for the Lewis family when their youngest member Amaziah Lewis, 4, was mauled to death by the grandmother’s pet rottweiler.

Police said Lewis was at the Savannah Drive home around 11:00h when he was attacked by the dog and killed.

Residents called the Police who went to the scene and shot and killed the dog.

Newsday visited the home on Sunday afternoon and spoke with Lewis’ aunt Rechaeline Stewart who is also the daughter of the dog’s owner who said while she was not at home at the time of the incident, she was told what happened.

Stewart said Lewis was in the house while the relative was cleaning the yard at the time.

“She felt his (Lewis) presence behind him and when she looked back she saw him and told him to go back inside.

“She didn’t know the dog got out of the pen, we don’t know how he came out, but the child is accustomed being around dogs, because apparently he has a dog where he lives so he’s thinking the dog isn’t going to do him

anything.

“The dog grabbed him from the back of his neck and attacked him, so she tried her best to get the dog off of him.

“She screamed until someone from next door heard her and they started throwing things in the yard to distract the dog.”

U

S oil demand continues its upward trajectory—reaching a record high last week--while product inventories have fallen to the lowest levels in three years.

If the demand trend holds, oil prices have room to rise even more in the rest of the year, some analysts say.

Despite the fact that Hurricane Ida’s impact on the petroleum sector distorted data in this week’s inventory report by the US Energy Information Administration, product supplied—EIA’s proxy for demand—continued to pick up pace.

Crude oil inventories declined by 1.5 million barrels for the week to September 3, with sizeable draws in fuel inventories as well, the EIA said in its weekly report. At 423.9 million barrels, crude oil inventories are below the five-year average for this time of the year.

Gasoline inventories fell by 7.2 million barrels for the period, compared with a draw of 1.3 million bpd for the previous week.

In middle distillates, the EIA estimated an inventory draw of 3.1 million barrels for the week to September 3, a larger decline compared to the 1.7 million barrels draw for the previous week.

Finished motor gasoline supplied in the week to September 3 rose to 9.608 million barrels per day (bpd), up from 9.578 million bpd for the previous week.

This implied gasoline demand was “a healthy reading for the Labor Day weekend,” AAA said on Thursday.

On a four-week average, implied gasoline demand in the US stood at 9.523 million bpd, up by 8.9 per cent compared to the 8.742-million-bpd four-week average demand for those weeks in 2020, EIA data showed.

Four-week average jet fuel demand was up by 65.3 per cent compared to last year, to 1.622 million bpd. Distillate demand was up by 11.2 percent to 4.126 million bpd.

Robust demand could couple with low inventories to support oil prices through the rest of the year, analyst at energy research service HFI Research wrote in Seeking Alpha.

Per EIA data, total liquids saw a draw of 10.4 million barrels for the latest reporting week, with total liquids stockpile now dipping below 2018 levels.

According to the analysts, if demand stays robust, US total liquids inventories – including the Strategic Petroleum Reserve (SPR) – could dip below the 2010-2014 average.

But not all analysts are optimistic about US gasoline demand.

Some say that nearly US$1 higher US average prices at the pump and the end of the driving season would push motor gasoline demand lower in the coming weeks.

he United Nations will begin distributing cash aid today to thousands of poor families in the besieged Gaza Strip under a programme funded by Qatar, the UN Middle East envoy has said.

Qatar has donated hundreds of millions of dollars to Gaza since Israel’s assault on the Gaza Strip in 2014.

But another round of fighting in May with Hamas, the Palestinian group that rules Gaza, prompted Israeli and United States demands to revise the payouts to ensure they did not reach Hamas.

They have since been on hold.

Under a revised funding scheme coordinated by Qatar and the UN and supported by Israel, cash will be given out at more than 700 distribution points throughout the Gaza Strip, a UN official said.

Nearly 100,000 beneficiaries will begin to receive the cash aid on Monday, UN Middle East envoy

Tor Wennesland wrote on Twitter on Sunday.

Officials did not say if or how the distribution points were being monitored to ensure the cash bypasses Hamas.

Qatar was also due to provide aid to civil servants in Hamas-run ministries under an agreement with banks under the jurisdiction of the Western-backed Palestinian Authority (PA).

But the PA withdrew from that arrangement on Friday over concerns its involvement would expose it to legal issues. Hamas is deemed a “terrorist group” by several Western countries.

The Qatari funding scheme for Gaza’s poor has won support from Israel, whose Prime Minister, Naftali Bennett, said on Monday it would ensure money reached those in need while bypassing Hamas.

lans to introduce vaccine passports for access into nightclubs and large events in England will not go ahead, the Health Secretary has said.

Sajid Javid told the BBC: "We shouldn't be doing things for the sake of it."

It was thought the plan, which came under criticism from venues and some MPs, would be introduced at the end of this month.

Just a week ago, the Vaccines Minister had defended the scheme as the "best way" to keep the night industry open.

No 10 stressed the plan which had been set to be introduced at the end of this month - would be kept "in reserve" should it be needed over autumn or winter.

Under the scheme, people would have been required to show proof - whether of

double vaccination, a negative COVID test or finishing self-isolating after a positive PCR test - in order to gain entry to clubs and other crowded events.

The Night Time Industries Association had said the plans could have crippled the industry and led to nightclubs facing discrimination cases.

The industry body welcomed Sunday's announcement, saying it hoped businesses could now plan with some certainty and start to rebuild the sector.

Javid denied the Government was "running scared" on the policy after criticism from its own backbenchers. He said the passports were not needed because of other things in the "wall of defence" including high vaccine uptake, testing, surveillance and new treatments.

everal communities remain flooded and without power after a strong typhoon battered the Philippines' northernmost islands, the authorities said on Sunday, displacing thousands of people.

Typhoon Chanthu, which at one point was categorised by the Philippine weather bureau as a category 5 storm, has weakened after powering into the northernmost region, including the Batanes island group, on Saturday, the weather bureau said.

"It's one of the strongest typhoons I've felt," said Dennis Ballesteros Valdez, a resident of Sabtang town in the province of Batanes, which is often pummelled by powerful typhoons.

"It could have been more

destructive if the houses were not built as strong," Valdez said.

Footage taken by Valdez showed powerful winds and rains battering houses in Sabtang on Saturday morning. More than 11,000 people have been affected by the typhoon, with more than 1000 still in evacuation centres, the disaster agency said in a report. No casualties have been reported yet.

Chanthu has been downgraded to category 3, according to Tropical Storm Risk, as it brushed Taiwan and drenched the island with heavy rain.

apan and Vietnam have agreed to step up cooperation amid worries about China’s growing military influence, signing a new deal that enables the export of Japanese-made defence equipment and technology to Hanoi.

Japan’s Defence Minister Nobuo Kishi said the deal, signed on Saturday, elevates the two countries’ defence partnership “to a new level” and that Japan and Vietnam plan to deepen defence ties through multinational joint exercises and other means.

Details about the transfer of specific equipment, including naval vessels, will be worked out in subsequent talks, the Japanese Defence Ministry said in a statement.

Kishi’s meeting with his Vietnamese counterpart, Phan Van Giang, in Hanoi coincided with a twoday visit to the Vietnamese capital by Chinese Foreign Minister Wang Yi. The Chinese diplomat wrapped up his visit by saying Beijing plans to do-

nate three million doses of its coronavirus vaccine to Vietnam. He also said China and Vietnam should refrain from any unilateral actions regarding the South China Sea that could complicate the situation and magnify disagreements.

Vietnam has territorial disputes with China over the Spratly and Paracel island groups in the South China Sea. 18-year-old US Open champion “does not want to let go” of trophy

t Kitts and Nevis Patriots’ batter Evin Lewis went down memory lane to an incident when Kieron Pollard, inadvertently, bowled a no-ball and denied him a century in the 2017 edition of the Caribbean Premier League (CPL). The incident took place during the game be-

tween the Patriots and the Barbados Tridents, now Royals, at the Kensington Oval in Barbados.

With the Patriots needing one run to win, Tridents’ skipper Pollard overstepped the bowling crease, leaving Lewis stranded on a 32-ball 97.

The Patriots chased the target of 129 in seven overs and won the match by 10 wickets. However, it was Lewis, who was unlucky to not have gotten to his century. Four years down the line, the left-handed batter has made amends.

During the game between Trinbago Knight Riders and the Patriots at the Warner Park in St Kitts, Lewis smashed an unbeaten 52-ball 102 with the help of five fours and

11 sixes. His knock helped the Patriots track down 160 with 32 deliveries to s p a r e .

Lewis, who was dropped on 29 in what was a poor bowling and fielding display from Knight Riders, plundered 11 sixes in a fantastic innings – the last of which over fine leg took him to three figures in what became the final over of the match. It was his fifth T20 hundred and first since January 2019.

The result left Knight Riders second in the table, one of three teams on 10 points, heading into the final round of matches on Sunday and any of those teams could be in danger from Jamaica Tallawahs on eight points.

Offspinner Jon-Russ Jaggesar had struck crucial blows during Knight Riders' innings including two in two balls to remove Colin Munro and Kieron Pollard just when they were looking to cut loose. Sunil Narine boosted the total with four sixes in his 18-ball 33, but the chase was soon put into context.

Chris Gayle, opening for the first time in the competition after Devon Thomas took a blow to his knee in

the field, was dropped at deep point by Darren Bravo in the third over and by the time he edged behind to the final ball of the powerplay, Patriots had 67 on the board with the sixth over from Ali Khan costing 22.

Only Narine gave Knight Riders any element of control with the ball and Patriots knew they were so far ahead of the game they could play him out.

Pollard brought himself on and should have had Lewis first ball, but Akeal Hosein spilled the chance and though he then removed Thomas the over went for 20.

That was followed by Hosein's night not getting any better when he was taken for 18 in the next and the required rate was well under a run-a-ball before the midway mark of the chase, leaving Lewis to add the memorable finishing touches.

Knight Riders had made a sluggish start with the bat; 12 had come from the opening over, but by the end of the powerplay they were 28 for 2, with Naseem Shah's first two overs costing just five.

Munro and Bravo reb u i l t a n d upped the tempo before Jaggesar p u s h e d one through Bravo when he missed a pull. The 15th over really dented Knight Riders when Munro was superbly caught at deep midwicket and Pollard edged behind first ball where substitute keeper Joshua Da Silva held on with a juggle.

Narine struck two of his first three deliveries straight for six, but the 17th over from Dominic Drakes (two runs) and the last from Naseem (eight runs) kept a lid on the scoring rate.

ed by a brilliant unbeaten 71 from Romario Shepherd, backed up by his 3-31 from four overs, Guyana Amazon Warriors (GAW) secured a spot in the 2021 Hero Caribbean Premier League (CPL) semis at Warner Park, St Kitts, thumping the Jamaica Tallawahs by 14 runs in Match 29.

T h e i n c o n s i s t e n t Tallawahs started off poorly, in pursuit of Warriors’ 142-7.

In the powerplay, Tallawahs were reeling at 38-3 and it quickly became 42-6 before Andre Russell and Carlos Brathwaite (15) took the score to 68-7 in 11.5 overs.

Russell made 19, but it was Shepherd again doing the damage.

Shepherd was backed up by Odean Smith, who claimed 3-20 and Imran Tahir

in and dominated, taking the Warriors to 142-7 in their allotted 18 overs. The man from New Amsterdam slammed six maximums and seven fours in his unbeaten 72 from 31 balls.
