he International Court of Justice (ICJ) has granted an order giving Guyana until March 8, 2022, to file submissions in the border case with Venezuela, a date that Guyana’s Agent in the case, Carl Greenidge, said the country will be prepared for.

According to the ICJ’s Order of March 8, “Fixing

“Especially because, as things stand, it is unlikely that Venezuela will participate. So that makes it, perhaps, worrying that notice could be taken of what they requested. But they’ve been given the time. Let’s see what they will do with it.”

“Because as you know, we don’t believe they have a case. And if you give them two years it still won’t make a difference because they’re still going to try to prolong the exercise. That is their purpose. We would prefer to have it over a shorter period,” Greenidge said, while adding that Guyana will,

nevertheless, be prepared.

Guyana approached the World Court in 2018 seeking a final and binding judgement to reinforce that the 1899 Arbitral Award remains valid and binding on all parties, and legal affirmation that Guyana’s Essequibo region, which contains much of Guyana’s natural resources, belongs to Guyana and not Venezuela.

Guyana’s March 2018 application to the ICJ was filed based on the recommendation of the United Nations Secretary General, António Guterres, following a failed good offices process between the neighbouring states.

In a majority decision on December 18, 2020, the ICJ ruled that it has jurisdiction to adjudicate over the border controversy case. This was after Venezuela, which has refused to participate in the legal proceedings, wrote the Court to say that the UN SG exceeded his authority under the 1966 Geneva Agreement when he referred the case to the ICJ, and therefore the Court lacks jurisdiction to adjudicate the matter.

The ICJ found that both Guyana and Venezuela consented to judicial settlement when they signed the Geneva Agreement since the judicial process via the ICJ is one of the means available to the Secretary General to bring an end to the controversy. Hence, the Court’s decision is binding on both parties.

ing up of aggression by the Venezuelans, including incursions into Guyana’s maritime and airspace. The most recent of these incursions was earlier this month, when two Russianmade Sukhoi SU-30 fighter jets belonging to Venezuela flew over the Region Seven village of Eteringbang.

This occurred a little over a month after Venezuela illegally detained 12 local fishermen in Guyana’s maritime space. The vessels, Lady Nayera and Sea Wolf, and their crews were operating off the coast of Waini Point in Guyana’s Exclusive Economic Zone (EEZ) when they were intercepted by a Venezuelan naval vessel illegally traversing Guyana’s waters.

After a local and international outcry that included Venezuela being summoned to the Organisation of American States (OAS) Permanent Council, the fishermen were released and returned home.

The vaccine rollout

lmost a year after “ground zero”, the first COVID-19 fatality in Guyana on March 11, 2020, Guyana received 3000 doses of the Oxford AstraZeneca vaccine courtesy of our Caricom colleague Barbados on February 11, 2021.

This, in and of itself, was a remarkable achievement since up to this time, vaccines took much longer to be created – much less to reach a backwater like Guyana. It was a reflection of the seriousness in which COVID-19 had to be taken as the pandemic took its toll across the world, especially in the developed countries and millions died. Presently, 2.65 million have perished worldwide and 207 in Guyana.

The vaccines from Barbados, which had been donated by India, were immediately inserted into our local programme that had been created by the Ministry of Health (M0H) in the preceding months as vaccination programmes in several countries with access to vaccines were unfurled. The main planks of the vaccination programme were the “cold chain” demands that necessitated the vaccines be refrigerated, stored and transported; training medical personnel to administer the shots; establishing vaccination centres and finally, the scheduling of the vaccination for different cohorts.

In Guyana, as with the rest of the world, it was decided to begin with the health workers who are in the forefront, dealing with the afflicted even before they might have been diagnosed. In a sense, these health workers were also volunteering to be guinea pigs since there was great scepticism about the vaccines. These would be followed by the elderly (over 60) and individuals with co-morbid conditions.

Presently, more than 150 vaccines are at various stages of development and about a half-dozen deployed. Most of the countries creating the vaccines have rigorous protocols before approving them for use, but because of the crisis as mentioned before, much have been truncated, and not surprisingly, creating some scepticism.

A second variable is that there are four categories of vaccines in clinical trials: WHOLE VIRUS, PROTEIN SUBUNIT, VIRAL VECTOR and NUCLEIC ACID (RNA AND DNA). Some of them try to smuggle the antigen that fight off the COVID-19 virus into the body, others use the body’s own cells to make the viral antigen. The AstraZeneca vaccine, of which we have since received 80,000 more directly from India, uses a viral vector – a harmless cold virus common to chimpanzees as a transport mechanism. The vaccine transports the surface protein of SARS-CoV-2 to human cells, which begin to churn out the spike protein and neutralise the virus.

We will soon receive 5000 doses of the Russian developed Sputnik V, which uses the same mechanism as Oxford’s AstraZeneca. The researchers, however, developed their vaccine from adenoviruses, a kind of virus that causes colds.

They added the gene for the coronavirus spike protein gene to two types of adenoviruses and engineered them so they could invade cells but not replicate.

We have also received 20,000 doses of the SinoPharm vaccine from China. This uses the traditional mechanism of deploying the whole inactive virus into the body as had been done with smallpox. The main idea behind classical vaccination is to introduce into the human or animal subject a virus in a harmless form so as to trigger the immune response, or the body’s defence mechanism. This then generates antibodies that subsequently bind to the virus when it tries to infect the human or animal with the disease.

Moderna and Pfizer/BioNTech, which have not been made available in Guyana, are both a new type of vaccine made from messenger RNA. The Pfizer vaccine, however, needs to be stored at extremely low temperatures -94 degrees Fahrenheit and it consequently is not optimal for Guyana. The Moderna variant uses regular refrigeration.

In the meantime, the MoH has diligently but carefully extended the vaccination rollout to ensure the kinks are worked out. Presently, there have been no reports of any adverse effects to the vaccines administered, outside of the expected low fever due to the body producing antigens, and mild pain at the point of vaccination.

Benn's land scandals and corruptions demonstrate that APNU/AFC has no care for ordinary Guyanese Dear Editor, Former Commissioner and Chief Executive Officer (CEO) of the Guyana Lands and Surveys Commission (GL&SC) Trevor Benn was charged on Friday with misconduct in public office over the lease of land at Ogle.

It is alleged that between January 1, 2018, and March 31, 2020, at the Commission while being a public officer, that is to say, the Commissioner of Guyana Lands and Survey Commission, he willfully misconducted himself by causing the sum of $27,000,000 to be paid

by Janico Vide Industrial Engineering Limited for the lease of six acres of land at Plantation Ogle, ECD, although knowing at the time that the GL&SC did not have the authority to lease any land at the location.

Many ordinary Guyanese now living on Government reserves in East, West Ruimveldt and Sophia are wondering if they are not qualified for land too, since they are living in close proximity to where these lands were given to a handful of people.

The coalition Opposition maliciously defended Trevor Benn’s detainment in Police custody by engaging in protest outside the Police station, stating that his arrest was a clear trend which was developed, whereby charges where were being trumped up against Guyanese professional knowing fully well there is no case against them. It is ironic that the coalition will make this ridiculous statement when they did the same thing while in Government between 2015-2020, one will remember the former Government

spending hundreds of millions of dollars doing audits high and low, searching everywhere to find wrongdoings of Ashni Singh and Winston Brassington but found no scintilla of wrongdoing on these gentlemen’s part, however, trumpedup charges were instituted against these two men alleging that Singh and Brassington sold a tract of land, being 4.7 acres at Plantation Liliendaal, ECD, which was the property of Guyana, for the sum of $150 million to Scady Business Corporation, while knowing that the property was valued at $340 million by Rodrigues Architects, apparently the members of the APNU/AFC continue to live with amnesia as they demonstrate hypocrisy, everyone knew from the onset those were frivolous charges against Ashni Singh and Winston Brassington.

It is alleged that Trevor Benn bought a $32 million Prado from his own workplace for $2 million and Benn arrogated a power onto himself that former President David Granger never gave him. The President has sole legal authority to deal with State lands, the President delegated a power for Benn to rent and lease State lands.

In breach of that power, it was alleged he collected millions of dollars from Guyanese and sold them lands.

The lands that Trevor Benn allegedly sold; he never enquired whether they were under the control of the Guyana Lands and Surveys Commission. The lands at Ogle which he allegedly sold, belonged to NICIL and GuySuCo and

he did not receive permission from either Cabinet or NICIL/GuySuCo to sell those lands.

What concerns many is that there are many ordinary Guyanese who needed lands in those areas but Benn never thought to pay any interest into those small people, these included AfroGuyanese that the APNU/ AFC claim to care about but continue to use for political mileage only, however, the original Guyanese and the Afro-Guyanese have peeped your cards APNU/AFC leaders and are looking straight through you now.

It is alleged that Trevor Benn took $80 million illegally from Cevons and sold to Cevon’s, the National Sports Commission land.

This was a piece of land that was under the microscope for a long time and it was public knowledge, one would remember Dr Frank Anthony in an interview making it crystal clear that the particular plot of land belongs to the National Sports Commission Again, Trevor Benn had no power to sell and more so, to sell lands that did not come under the control of the Guyana Lands and Surveys Commission.

There are many more of these alleged scandalous land transactions of this type that the Guyana Police Force is investigating, in relation to Benn.

It was also alleged that Wilfred Brandford is a close friend of Trevor Benn who also sat on the GL&SC Board. The GL&SC sold plots in the same location, as high as $150 million.

Benn sought a valuation from the Government valuation officer, the valuation

came in at $60 million. To give his friend a sweetheart deal, he rejected that valuation and requested another valuation, this second valuation came in at $13.5 million and he sold the land to his friend Brandford at that price. In all of these dealings, I am unable to point to one ordinary Guyanese, more so Afro-Guyanese, who benefited from any of these land deals that Mr Benn is accused of.

The many APNU/AFC leaders who are screaming racism; let them point to how many ordinary Afro-Guyanese in South Georgetown and in the villages throughout this country Benn gave lands to. He never did. He only gave to friends and cronies of APNU/AFC. They are only fanning the fire of racism.

It is alleged all those who were protesting, benefited from the largesse of Benn. It is alleged that Mr Harmon used to collect the “Paper Bags” while Benn used to give out the lands upon his direction, while Christopher Jones staged the protest in Benn’s defence. It was alleged that Jones received one of the same plots of land from Benn, that plot of land was first occupied by an ordinary Guyanese which was taken away by Mr Benn and allegedly given to Christopher Jones of which it was alleged that he backdated a business registration, to register a barbershop, so he could have received a $4 million grant from SLED. He collected the money to buy furniture for the barbershop and then, after, hurriedly registered the barbershop as a business at the Commercial Registry.

What’s behind Joe Harmon's calls to confirm top judicial appointments?

Dear Editor, Mr Joseph Harmon, Leader of the parliamentary Opposition party, has called upon President Dr Irfaan Ali to confirm the appointments of Justice Roxane George as Chief Justice and Justice Yonette Cummings-Edwards as Chancellor of the Judiciary.

The source of that idea was potentially explosive, but it was suppressed before it could create any political conflagration.

It must be noted that the previous Acting Chancellor of the Judiciary Carl Singh and Acting Chief Justice Ian Chang were never confirmed in their respective positions because Mr Joseph Harmon, Mr David Granger and their colleagues blocked those appointments.

Emanating from a political leader who has not tak-

en any viable position on any national issue that has traction with Guyanese, one is forced to wonder if his call was an act of desperation since he might harbour feelings of becoming irrelevant in the political landscape. Mr Joseph Harmon and Mr David Granger had 5 years to appoint Justice Roxane George as Chief Justice and Justice Yonette Cummings-Edwards as the Chancellor but chose instead to deviate from that path.

They wanted Justice Kenneth Benjamin of Belize to be appointed the Chancellor. It is my understanding though that the current Guyana Constitution only permits a Judge working within the Guyana judicial system to be so appointed.

Therefore, Mr Benjamin would have had to first en-

ter the Guyana Judiciary as a Judge and then proposed as the Chancellor. Mr Granger and Mr Harmon did not follow the requisite process despite insisting that Justice Benjamin “will remain their choice for the top judicial post.”

Given the failed candidacy of Justice Benjamin, there followed no movement from Mr Granger and Mr Harmon to have Justice Yonette CummingsEdwards confirmed in the position of Chancellor. Out of Government, has Mr Harmon made a political somersault in the expectation of gaining some traction and thus arresting his declining political influence?

The perplexity of Mr Harmon’s position is illustrated by his claim that the President occupies office “illegally” but still advo-

cates for the Chief Justice and the Chancellor to be confirmed in their respective positions by the “illegitimate” President. Apart from such glaring dichotomy, there are other factors that make Mr Harmon’s pronouncement highly suspect.

The PNCR/AFC’s elections petition case is scheduled to be heard in April 2021. Is there a subtle message in this sceptical announcement? Guyanese are aware of how the PNCR/ AFC Government had been trying to exercise influence (2015-2020) over the Judiciary, even resorting to threats in open court. Was this call by Mr Harmon a calculated move to demonstrate to both Judges that they now favour their confirmation and are also satisfied with their legal credentials? The reader can

It also shows their skill in managing Parliament and getting the best out of it for their constituents. it also shows to the electorate, that as a Government, it would be free of corruption and have no association with that evil and would never condone or tolerate Government servants to be corrupt.

Astonishingly and sadly, the APNU/AFC Opposition is working to lose the next elections rather than to win them. They are doing this by: (i) Not exposing the weaknesses of the policies of the present Government and not proposing any alternative policies. They have told

the electorate that they have completely abdicated governance to a more able PPP/C and instead, they would spend their time crying out “race” and “Africans are being discriminated against” and would hope to garner votes. This race shout does not work anymore since people regard it as a meaningless shout of politicians. (ii) Instead of distancing and disassociating themselves from corruption and illegalities, they are sullying their image by continuing to associate with notorious persons who are on charges such as the GECOM officials or the officer from the Lands and Surveys Department.

The electorate will not elect any party which condones corruption. (iii) In Parliament, the Opposition members have not seriously taken on the PPP/C in debate and have been exposing themselves

as incompetent and spend their time trying to disrupt Parliament by shouting insults and abuse at the PPP/C members. In one of their sessions of bad behaviour when they kept running in and out of the Chamber instead of engaging the PPP/C in debate, the PPP/C quietly held their seats and passed the Budget, thus outmanoeuvring them. And when they hastily went to the courts to try to correct the results of their foolish rowdiness, the courts told them it was too late. The message sent to the electorate is that the PPP/C could always outmanoeuvre the Opposition who would always be losers and no one supports a loser. (iv) The APNU/AFC members have shown no decorum or good manners or knowledge of parliamentary procedures while the PPP/C side behaved decently. The Guyanese electorate would

not elect ignorant ruffians or buffoons. (v) The APNU/AFC leaders often take contradictory positions which shows a lack of leadership and coordination and an inability to govern. No electorate, not even old-time PNC members will elect persons who would embarrass and fail them. (vi) APNU/AFC has to work very hard to erase from itself the deep stain of being undemocratic by dissociating itself completely from its undemocratic friends and supporters and members.

Except they do this, there is absolutely no possibility of their winning the next elections.

They could still make a comeback if they could manage to do the rectifications suggested.

Could APNU/AFC make a comeback?

Benn's land scandals and corruptions...

News around the town has it that Anette Ferguson, who also protested in Benn’s defence, should remember that it was alleged that one of the first things she did as Minister of Housing was to take four house lots for herself. She should explain that to the tens of thousands of Afro-Guyanese who are still waiting for their house lots years later. It was alleged that she obtained a Government academic scholarship to complete her Master’s degree programme, however, we are still unaware of the present status, here again, we had so many ordinary young Guyanese who had applied

for academic scholarship under the previous APNU/ AFC Administration but was never given the chance.

Tabitha Sarabo-Halley while protesting also should explain to the thousands of Afro-Guyanese students who did not get a scholarship, how when she became Minister. It is alleged that she gifted herself a scholarship valued £20,000 British pounds and to date, she has failed to graduate.

All those hypocrites who are protesting now must hide their faces and stop pretending to be representatives of Afro-Guyanese.

I challenge them to point to one Afro-Guyanese who

received a rental contract like Larry Singh, $12.5 million per month for a house in Albouystown – let them point to one Afro-Guyanese who bought State property valued $8 billion, for only $20 million like (BK Marine). Show the Guyanese citizens another Afro-Guyanese who pocketed US$5.6 million as a settlement similar to (Haggs Bosch/BK International).

However, in conclusion, it is obvious that Benn’s land scandals and corruptions demonstrated that APNU/ AFC has no care for ordinary Guyanese and their Afro-Guyanese supporters, who they continue to de-

ceive and use for their political gain.

The Opposition needs to stop complaining about the 72 hours that Mr Benn was detained in Police custody for questioning, we never witnessed any protest representation being made by the APNU/AFC when ordinary Guyanese are being detained for questioning. Every Guyanese must know that the Guyana Constitution provides for the Guyana Police Force to hold a suspect up to 72 hours for questioning and that is the law.

Most Guyanese with whom I spoke have wonderful things to say about the acting Chief Justice.

However, they are not too excited about the acting Chancellor, who has, through her rulings, demonstrated an inability to rise above politics, as is not the case with the acting Chief Justice. A colleague referred with sarcasm to Justice Yonette CummingsEdward’s rulings in the GECOM Chairman case and the No-Confidence Motion case (both rulings were overturned by the Caribbean Court of Justice). These cases could hurt her chance of being appointed Chancellor!

Notwithstanding, I recognise that public opinions are shaped by information both factual and false - and each of these Judges along with other qualified ones, would be given the opportunity to make out their case as to why they are the best candidates. It is reason-

able to infer that these positions would be advertised not only to draw a wide pool of qualified candidates but also to secure transparency. Mr Granger and Mr Harmon had made a similar commitment to advertise those positions in 2015 to attract the best-qualified candidates.

The bastion of democracy is the conduct of regular, free, and fair elections.

And the bulwark of citizens’ democratic rights and freedoms is an independent Judiciary. It seems logical, therefore, that whichever Judge is chosen for either position must convince the authorities also of their neutrality and independence. While academic qualifications and an impressive record of judicial decisions are important, I believe that the “independence” factor will weigh heavily in the appointment process.

Infrastructural undertakings that need to be installed along our roadways Dear Editor, As Guyana moves along the developmental path, there are certain infrastructural features that must be put in place as we go about the crucial road construction drive. I make specific reference to the Ogle-to-Eccles and the Mandela-to-Diamond bypass roads, where strict attention needs to be paid to the engineering and general layout of those roads. Below are some of these features.

1: Place roundabouts at regular intervals along the proposed routes. A roundabout, according to the Google definition, is a road junction at which traffic moves in one direction around a central island to reach one of the roads converging on it. Roundabouts therefore regulate traffic in an orderly flow, something that is sadly lacking on Guyanese roads.

Roundabouts at regular intervals have the ability to curtail the unnecessary speeding that causes accidents and the many fatalities that bedevil our roadways.

2: Install Police outposts at strategic sections of the road, where the usual stopand-search can be effected, or where those who run afoul of the law can be intercepted. Make no mistake, these bypass routes will be seen as easy get-

away routes for thieves, and I dare say they would be exploited as "highways to happiness" if the authorities do not put in place the requisite checks and balances to curb it.

3: Lights and other illumination must be installed along the roadway, so that all road users can navigate their way safely at nights.

4: Install sidewalks and footpaths along the shoulders of the road. Too many of our roads are bereft of sidewalks, and the sorry state of affairs exists wherein pedestrians, pedal cyclists and other vehicular traffic all have to compete for the same narrow stretch of road.

That chaotic and unsafe situation would come to an end with the installation of sidewalks and footpaths.

5: Install pedestrian crossings and other appropriate marked pathways where pedestrians can safely cross the street, and where motorists must stop to let them cross.

I have highlighted some of the infrastructural works that need to be engineered into our road construction.

It will bring great orderliness on our highways, and reduce, if not altogether eliminate, those senseless vehicular homicides we see from day to day.

PSC welcomes reinstatement of 25-year exemption on Capital Gains Tax

T

he Private Sector Commission (PSC) has welcomed the reinstatement of the exemption of Capital Gains Tax from the sale of properties that were in possession of the seller for 25 years or more.

Capital Gains Tax is the tax paid by individuals who have disposed of assets and made a gain, if it exceeded the cost of acquisition of the asset, if the value at the time it was acquired exceeded the value at the time of ownership, or if the value of the asset has exceeded its market value as at January 1, 2011.

Previously, transactions which were carried out over 25 years after the date the asset was acquired would be exempted from the payment of this tax if there was a profit on the sale. But the APNU/AFC coalition Administration removed this exemption.

The coalition passed the amendments to the Capital Gains Act in January 2020, days after the passage of the No-Confidence

Finance Minister, Dr Ashni Singh

Motion (NCM) against the Administration.

However, in fulfilment of its promise to reverse the harsh measures imposed by the previous regime, the PPP/C Government has now restored that tax. Senior Minister with responsibility for Finance, Dr Ashni Singh tabled the Capital Gains Tax (Amendment) Bill.

Earlier this month and upon the passage of the 2021 National Budget on March 4, the National Assembly also approved the amendments to the Capital

Gains Act the same day.

According to Minister Singh, this bill will ensure that property owners are relieved of the draconian laws imposed by the coalition.

“As we did with so many other of the punitive tax measures that the APNU/ AFC Government had put in place, we committed to reverse these punitive and draconian measures and we are now sir, delivering once again on that promise,” the Finance Minister told the House.

Now, the PSC has thrown its support behind this latest move by the PPP/C Administration to bring relief to Guyanese.

“We welcome that initiative of the Government of Guyana because it really pushes persons to invest long term and not be afraid of the tax implications for owning certain assets long term. And, really, one of the biggest long-term assets that is held in Guyana is real estate. So, [the restoration of this exemption] really helps the real estate industry,” PSC Chairman

Back in December, Boyer had called for the reinstatement of the exemption of the Capital Gains Tax. During an interview with this publication, the PSC Chairman had explained that the removal of this exemption has not only affected the construction and real estate industries but also the desire to invest in real estate and to hold real estate on a longterm basis.

“In other words, when you have a hype right now you definitely get invest-

ments in real estate but when you get to a point where Guyana is massively built out, taxes like that will really hurt the investments and trading business within the real estate industry. So that tax needs to revert back to what it was,” he had stated.

According to Boyer, countries around the world have the Capital Gains Tax along with such an exemption in order to encourage investments into real estate.

“Guyana decided to re-

move that exemption and I don’t think that should be because it will stymie investments into the real estate sector. It’s also incentivising people to not report the correct sales figures and to try to find illegal ways around the taxes, and that’s not something we want. We want to encourage people to do the right thing. We want to encourage people to be law-abiding citizens and to do the legal and correct thing when investing, selling or transacting real estate,” he had contended.

Appeal against 1982 conviction

Donald Rodney argues Magistrate failed to admit defence

I

n an appeal against his 1982 conviction and 18-month prison sentence for the unlawful possession of explosives, Donald Rodney, the brother of late politician and historian Dr Walter Rodney, has, among other things, pointed to the trial Magistrate’s failure to admit his defence.

Following the conviction, Donald Rodney filed an appeal. He was granted bail pending appeal.

In a Notice of Appeal filed with the Guyana Court of

Appeal, Donald Rodney contended that the Magistrate failed to admit his defence, namely, the public eyewitness’s account by him, which precluded a charge of possession and read into evidence in the court’s record by the Police witness under oath and the true unsworn statement he made in his defence in open court.

The convict argued that all he would have said in his defence before he was convicted was not included in the records of ap-

peal and extraneous and inadmissible statements had also been placed in the records of appeal. Rodney argued, too, that the Magistrate failed to allow him time and facilities to prepare his defence which is a breach of Article 144 (2) (C) of the Constitution.

Further to that, he contended that the prosecution established no case against him, and as such, the matter should have been dismissed at the close of the prosecution’s case. In this

regard, he submitted to the Appeal Court that the decision of the Magistrate was unreasonable and cannot be supported since there is no evidence that he had explosives. He is therefore asking that his conviction and sentence be set aside and/or reversed.

Donald Rodney is being represented by Attorneyat-Law Sanjeev Datadin, while Assistant Director of Public Prosecutions Dionne McCammon is appearing on behalf of the State. The appeal will be heard by the Chancellor of the Judiciary (ag) Justice Yonette Cummings-Edwards and Justices of Appeal Dawn Gregory and Rishi Persaud.

The Guyana Court of Appeal is scheduled to hold a further hearing in this matter on March 25, 2021. Arguments have not yet commenced.

According to reports, Donald Rodney was the only eyewitness to the June 13, 1980 assassination of his brother, Dr Walter Rodney, the co-leader of the Working People’s Alliance (WPA), who was killed in Georgetown when a walkie-talkie given to him exploded in his car.

A Commission of Inquiry (CoI) held in 2015 under the previous PPP/C Administration found that Dr Walter Rodney’s death was a State killing and that the then Prime Minister Forbes Burnham had to have known about the plot.

…about what ails us? he ERC recently sent out a notice to the public at large to solicit their views on “How do we improve ethnic relations”. This is supposed to be a follow-up on their “National Discussion” back in December when they invited most of the usual suspects who flood our media – including social media – with their race vitriol that cause so many of our problems. We were assured by the ERC that after we ordinary slobs were exposed to (the self-serving drivel of) the panellists, peace and hope would reign over the land.

However, as your Eyewitness listened and looked on, he’d wondered whether the exercise was supposed to be some kind of catharsis for the panellists so they’d leave all drained of their venom and less inclined to stoke ethnic flames in the society! But if that were so, it certainly didn’t work. The National Discussion had barely finished when all hell broke out over some nasty accusations hurled at the Chair of the ERC. Seems he’d been doling out huge, unauthorised bonuses to himself, his Commissioners and his staff. No one excused the fella for perhaps recognising that since he was chairing the nominated collection of diverse interests in the country, maybe he’d concluded that paying them off was the only way to bring peace to our beleaguered country!

The citizenry was split on the Chairman’s action in the same manner as to how they’d voted – that is down the middle between PPP and PNC. Which in Guyana means, Indian and African Guyanese with the rest of the populace forced to take sides. Anyhow, now that the dust has settled over the Chairman’s intemperate generosity with the taxpayers’ money, they’ve now launched their new “can we talk” initiative.

You, Dear Readers, can send in written, spoken or videoed contributions as to how we can improve ethnic relations. Thing is, if we the people have the answers to this conundrum, why would we need an ERC and spend more than $200 million every year on them?? Didn’t the powersthat-be form and launch the ERC with their 24 goals to come up with initiatives to deal with our Ethnic Dilemmas?

As your Eyewitness has said, time and again before, the Government and the Opposition should go back to the drawing board and reconceptualise what kind of institution is really necessary in this area. For all we know, maybe the fault lies in the persons on the Commission? And if this is so, maybe it’s necessary to establish some different criteria for selecting them.

In the meantime, the lame-duck ERC should do some intense self-reflection and tell the Guyanese people, where they think THEY went wrong.

A mea culpa. …about crime?

The ERC’s initiative might be better directed at citizens to talk about crime since they’re the ones at the receiving end. Your Eyewitness frankly doesn’t give a flying hoot about the police statistics. He has a better gauge on what’s going on from the newspapers and social media. And these tell him that crime is spiralling out of control!

The people of Guyana have enough tensions from the PNC’s hijinks that periodically end up with violence erupting in the society. Think about it – every episode of civic unrest and violence emanates from the PNC – starting all the way back to the 1960s. The latest outburst was in W Berbice last year and from the belligerent noises coming from their camp, everyone’s waiting for the foot to drop.

Then, of course, there’s the COVID-19 pandemic that has created new tensions, which the criminals in our midst are exploiting.

A national conversation would show that all communities are suffering from the criminal upsurge.

Maybe this might lower ethnic tensions! …about COVID-19 vaccination?

n keeping with the People’s Progressive Party/Civic (PPP/C) Government’s public stance on transparency and accountability, a series of integrity audits will be carried out on all co-operatives and credit unions to root out any corruption and misuse of funds.

According to a tender from the Ministry of Labour, the Department of Co-Operatives is seeking Expressions of Interest (EoIs) from audit firms who will carry out audits into co-operatives, friendly societies and credit unions in all 10 administrative regions. The EoIs must be submitted by March 25.

This audit involves a

probe into their operations, procedures and the very viability of these organisations, which run on contributions from the workers they represent. According to the tender, the audits will be validating how financially responsible the management of these societies is.

Additionally, it will be validating the financial integrity of their funded and non-funded programmes.

The audits will also be shining a spotlight on non-compliance issues hindering these societies, while coming up with recommendations to strengthen their ability to secure funds in the future.

During that raid, 14 persons were arrested. Police said the suspects are between the ages of 19 and 32.

When the PPP Government got into office, the issue of mismanaged credit unions had almost immediately reared its head. Last year, an audit into the Amalgamated Transport and General Workers Cooperative Credit Union (AT&GWU) discovered $10 million in cash unaccounted for.

Such was the discovery, that the Ministry of Labour had contacted the Financial Intelligence Unit (FIU) to assist in the investigation.

It was also announced that the Ministry itself would take control of the credit union.

In 2019, AT&GWU was one of a number of unions to be red-flagged in a gazette

notice from the Trade Union Registry, which brought to light all trade unions that have outstanding financial returns.

In fact, the notice had revealed that over 50 trade unions have outstanding returns. Some outstanding returns date all the way back to before World War II, as was the case with AT&GWU, which won the right to be the sole bargaining body for the Guyana Water Incorporated (GWI) back in 2009 and has owed returns since 1939.

One of the most recognisable names on that 2019 list was the Guyana Public Service Union (GPSU).

According to the notice, the GPSU had not submitted annual returns from 1949

to 1972; from 1975 to 1995; for three years from 1997; from 2003 to 2009 and from 2012 up to 2017.

Another recognisable name on the notice was the Guyana Labour Union (GLU), which represents certain categories of municipal workers at City Hall.

According to the notice, the union owes annual returns for intermittent periods dating from 1960 all the way up to 2017.

The National Association of Agricultural, Commercial and Industrial Employees (NAACIE), whose constituency caters largely to sugar workers, was also featured on the list having outstanding returns from 1947 to 1969 and then from 1978 to 2018.

4-month-old baby found dead Man attacked, chopped by under drunken father’s foot 13-Y-O female relative

A

four-month-old baby girl was in the wee hours of Sunday found dead on the bed that was shared by her parents and another sibling at Annandale, Essequibo Coast, Region Two (Pomeroon-Supenaam).

Dead is Kaylee Atkinson.

Based on information gathered, the now dead baby lived with her teenage parents along with an older sibling.

However, it was reported that the father returned home on Saturday eve-

ning at about 20:10h under the influence of alcohol and went into the kitchen where he fell asleep on the floor.

The teenage mother then retired to bed with her two children but they were later joined by the father, who slept with them.

Nevertheless, at about 01:55h on Sunday, the mother woke up to breastfeed the baby and observed her husband’s foot resting on the child’s chest and abdomen.

As she looked closer, the teenager noticed a “whitish” substance oozing from the

baby’s mouth and that she was not breathing.

She immediately woke up the 18-year-old father and rushed the child to the Suddie Public Hospital where she was pronounced dead on arrival by a doctor on duty. The baby was further examined for marks of violence but none was seen.

The body of the baby girl is at the Suddie Hospital mortuary awaiting a post-mortem. The Police are investigating the circumstances surrounding the baby’s death.

8 months pregnant mother dies on way to hospital

A

mother of seven, who was eight months pregnant, reportedly collapsed and died in the wee hours of Sunday on her way to the hospital.

The dead woman has been identified as 40-yearold Beverly Bumbury also called “Ulits” of Bonasika Creek, Essequibo River.

Her husband, Ray Bumbury, reportedly told

Police that his pregnant wife had complained of feeling unwell and as such, he decided to take her to the hospital via boat. However, on their way to the medical facility, the woman continued to experience discomfort.

Upon arriving at Hubu Landing, East Bank Essequibo (EBE), she reportedly lost consciousness. The Police were con-

tacted and the woman was rushed to the hospital where she was examined and pronounced dead on arrival by a doctor on duty.

Her body was examined by the Police for any marks of violence but none was seen. A post-mortem is expected to be conducted shortly to determine the cause of death. Investigations are ongoing.

wenty-three-year-old Chetram Chandra, a labourer of Belle Vue, West Bank Demerara (WBD), was admitted a patient at the West Demerara Regional Hospital (WDRH) after he was attacked and chopped by a 13-year-old female relative.

The Police stated that at about 17:45h on Saturday, Chandra was in his yard watching a movie on his mo-

bile phone when the teenager turned up and reportedly started to behave disorderly.

As such, her 55-yearold grandmother, who is also the mother of the victim, scolded her about her behaviour. This caused the teen to become annoyed.

In retaliation, the teenager took out a surgical blade from her pants pocket and attacked Chandra.

During the attack, he sustained three chops to his left side face and both hands.

After committing the act, the teenager fled the scene.

The matter was reported to the Police and the victim was taken to the West Demerara Regional Hospital (WDRH) where he was treated and admitted to the male medical ward. The Police did not confirm if the teenager was arrested.

Venezuelan national killed in road accident

E

ighteen-year-old Nazaretlt Palacio was on Sunday killed after he was struck down by a motor car along the Prospect Public Road, East Bank Demerara (EBD).

Based on information received, the motor car bearing registration number PTT 3955 and driven by a 21-year-old of Diamond, EBD, was proceeding along the Prospect Public Road when it is alleged that the now dead teen reportedly ran across the road and into the path of the car.

The accident reportedly occurred in the vicinity of Bikers’ Sports Bar. However, as a result of the collision, the teen was flung into the air before landing on the right-side front windscreen and then onto the roadway.

The teen sustained injuries and was picked up and

taken to the Georgetown Public Hospital where he was pronounced dead on arrival.

A breathalyser test was conducted on the driver of the motor car but there were no traces of alcohol in this system. He is presently being detained as investigations continue.

Teenage mother of 2 stabbed to death while trying to make peace

A

19-year-old mother of two was in the wee hours of Sunday stabbed to death by a drunken man during an argument at Swan Village, SoesdykeLinden Highway.

The dead teen was identified as Kameel Calistro of Lot 9 Swan Village, Sosedkye-Linden Highway.

The incident occurred at about 03:45h.

According to Police reports, Calistro had attended a party in the said village on Saturday evening where she was drinking and dancing to music being played from a vehicle that was parked in front of the unfenced yard.

At the time, several other persons were also drinking and dancing. However, at about 02:00h on Sunday morning, an argument broke out about which girl is the better dancer.

The argument was between the suspect and a relative of the now dead teen. During the argument, the suspect whipped out a knife from his right-side waist and attempted to stab 29-year-old Adolph Joseph – a cousin of Calistro who sustained a minor laceration to the lower left side abdomen.

At that time, the now dead teen reportedly intervened and requested that both of the men stop. In a fit of rage, the drunken suspect rushed up to the teenager and dealt one blow to her left side abdomen. The injured woman ran a short distance but collapsed in front of her home.

He said the music was so loud that he and other neighbours in the community were unable to sleep.

Nevertheless, a short time later, he related that he heard loud noises coming from outside his house. The aggrieved father explained that he got up to check and was greeted by a large crowd in front of his home.

“I started hearing hollering and then the music shut down and it was like a big fight… when I come out in me yard, I see people lashing, people pelting, people breaking bottles… when I shine me light on the ground, I see my daughter lying there in a pool of blood… it looked like a stab wound to her left side under she ribs...”, the tearful man said.

vestigating further, he realised that his daughter was motionless. Due to the location of their home, it was difficult to get a taxi at that time to take his daughter to the hospital.

After waiting for some time, a taxi arrived at the scene to transport his daughter to the hospital.

“We rushed her to Timerhi by the GDF compound, and when we get there, we told them it is an emergency and they told that we have to take her to Georgetown Hospital, we took her to Diamond hospital and they also told us no and that we should go to town,” he said.

The teen’s father said when they arrived at the Georgetown Public Hospital, the doctor pronounced her dead on arrival.

“I started crying and I went and see my daughter and she had her eyes open and I told her ‘mommy’ close your eyes… I took my two fingers and I closed my daughter’s eyes… I couldn’t hold back my tears. She gone and leave two daughters and it will be hard because I don’t have a stable job and her mother is sick and cannot work… the children’s fathers not in their lives,” the inconsolable man said.

According to the man, his daughter was not a troublemaker and was a very respectful person. He said she had many plans and was in the process of building her own house. Calistro said it broke his heart to see his daughter die in such a manner, since she was only try-

ing to make peace when she met her demise.

Her body is currently at the hospital’s mortuary awaiting a post-mortem.

Meanwhile, the suspect was arrested and a knife suspected to be the murder weapon was found in his possession. At the time of

his arrest, Police confirmed that he was heavily intoxicated.

ExxonMobil to drill record number of wells in Stabroek Block – Rystad Energy ...as 16 wells expected offshore Guyana

O

il giant ExxonMobil looks set to drill a record number of wells in the Stabroek Block this year.

Their drilling campaign included an overall annual record of 16 exploration wells planned for offshore Guyana.

This is according to Norwegian consultancy company Rystad Energy.

According to the energy consultant, the record number of wells is good news notwithstanding Guyana starting the year off with the Bulletwood-1 well failing to find any commercial hydrocarbons.

“Guyana’s exploration activity will be spearheaded by ExxonMobil as operator of the Stabroek and Canje Blocks.

Having set an ambitious divestment target of $15 billion by offloading mature assets in Asia, Europe, and Africa, the US supermajor is expected to prioritise investments in high-value assets such as Stabroek,” Rystad said.

“The company’s drilling activity will focus on firming up resources in the southeastern part of the Stabroek Block, where the operator identified deeper plays underneath the existing discoveries and is now eyeing the unexplored northwestern parts of the block. In addition, work is lined up on the Canje Block.”

Santosh Kumar, an analyst with Rystad Energy’s upstream team, explained in the statement that based on their data, close to 300 million

barrels of oil have been discovered for each exploration well that has been drilled offshore Guyana. According to him, with 16 exploration wells planned, 2021 will be a promising year for exploration offshore Guyana.

Exxon had only recently spudded the Koebi-1 well in the Stabroek Block using drillship Stena Carron. This particular well was spudded on March 3 and drilling is expected to conclude on March 20.

Another well being drilled in the Stabroek Block is the Longtail-2 well. According to a notice from the Maritime Administration Department (MARAD), this well is being drilled in the Stabroek block by the Stena DrillMax from March 10 to March 27.

Meanwhile, Exxon is engaged in drilling the Jabillo-1 well within the Canje Block, using the Stena Carron drillship, between March 10 and March 27. This publication understands that the Stena Carron, after drilling the Jabillo-1 well and maintenance activities, will resume drilling on the Koebi-1 well.

The Jabillo-1 well happens to be the second of three exploration wells Exxon has scheduled for drilling the Canje Block in 2021. The other two are the Bulletwood-1 well and the still to be drilled Sapote-1 well.

atrina Johnson appeared before Senior Magistrate Leron Daly at the Georgetown Magistrates’ Courts to answer to a charge of threatening behaviour.

The Police stated that on March 2, 2021, at D’Urban Backlands, Georgetown, she threatened Christy. Johnson pleaded guilty with an explanation.

The defendant told Magistrate Daly that the woman pushed her hands in her face and she retaliated by picking up a piece of wood and requested for the woman to remove from the premises.

Johnson was fined

$10,000 with an alternative of two days’ imprisonment.

Meanwhile, Teron Roberts also appeared at the Georgetown Magistrates’ Courts where he was charged with using threatening behaviour towards his neighbour.

It is alleged that on March 4, while being armed with a screwdriver, he threatened his neighbour.

Roberts was released on self-bail after entering a not guilty plea.

He was also placed on a bond to keep the peace until the matter is completed before the court. The matter was adjourned to April 9,

2021.

Also appearing at the Georgetown Magistrates’ Courts on a similar charge was Andre Ned. Ned, a 31-year-old vendor who hails from Mabaruma, pleaded not guilty to the charge which stated that on February 23, 2021, at Lambert Street, Georgetown, he made use of threatening behaviour to Carl Duncan.

According to the prosecutor, on the day in question, Ned chased the Virtual Complainant with a knife during a misunderstanding.

He was released on self–bail and will make his next court appearance on April 6, 2021.

Woman stabbed after refusing to hand over “kitty”

wenty-one-yearold Diandra Rebiero of McDoom Port Kaituma, North West District (NWD), was two Saturdays ago, stabbed to her leg after she refused to hand over the “kitty” (strongbox). The incident occurred at Marshall Backdam, NWD. Based on reports received, on March 6, 2021, the victim was heading back to her camp when she was attacked by a 32-year-old operator of Canal Bank, Port Kaituma, NWD, who demanded that she hand over the “kitty”.

However, after she refused, the suspect reportedly stabbed her to her right-side leg, thus causing her to fall to the ground. He then took the box which contained 12 pen-

Meanwhile, one day after the incident, whilst the victim was in her hammock, the suspect approached her with a cutlass in his right hand and dealt her several blows about her body, causing her to sustain injuries.

Police stated that on Saturday, March 13, 2021, at about 16:45h, the victim reported the matter to the Port Kaituma Police Station.

She was taken to the Port Kaituma Hospital where she was treated.

An investigation has been launched into the incident.

CGX and its Joint Venture partner Frontera Energy had previously commissioned an independent report, which had revealed that they are potentially sitting on 4.9 million Barrels of Oil Equivalent (BOE) in the Demerara and Corentyne, Guyana oil blocks.

However, the report had hastened to add that there is no certainty that the company can recover the oil or that it is even commercially viable.

According to the report, there are a total of 32 prospects in the two blocks, inclusive of 27 in the Corentyne Block and five in the Demerara Block.

CGX, which was under pressure due to drilling delays in the Corentyne oil block, is working with a November 27, 2021 deadline, by which time they are expected to commence drilling in the Corentyne Block.

Corentyne, Berbice, Region Six (East Berbice-Corentyne), delivered her baby at about noon on March 3, at the New Amsterdam Hospital. It was reportedly a normal delivery but several hours later, the mother of two was informed that her newborn was dead.

According to information gathered, the woman visited the Port Mourant Hospital on March 3, 2021, where she was admitted and upon seeing the doctors, she was transferred to the New Amsterdam Hospital.

The woman had visited the hospital for a regular checkup and was a patient at the high-risk clinic at Port Mourant.

Speaking with Guyana Times, the devastated mother explained that upon arriving at the New Amsterdam

Hospital she was taken into the maternity ward and subsequently to the labour room where she delivered a healthy baby.

However, she added that after some time had elapsed after giving birth, she requested to see her newborn but it was then she was told that the baby had died.

“Dem nah tell me say ah baby dead inside me belly.

Me hear ah babe ah cry inside ah room and me ask dem fuh see meh baby and dem tell me that the baby dead inside me fuh more than days,” the woman cried.

She recalled feeling her baby moving in her womb up to the morning she visited the Port Mourant Hospital.

As such, she is calling on the authorities to look into the matter.

The aggrieved husband who asked to remain anonymous related that he would place his ear on his wife’s belly to feel the movement of the unborn child and he too believes that his baby was born healthy.

Nevertheless, the hospital did not release a statement on the death of the baby. In fact, when contacted for information, days after the incident, Regional Health Officer Vishalya Sharma promised that the information requested would be sent out at the earliest but to date, no details were released by the hospital’s administration.

Health regulations are that all maternal deaths must be reported within twelve hours and all stillbirths within 24 hours. It is also mandatory that a post-mortem be carried out on the infant to determine the cause of death but none of the two was done.

Meanwhile, a source close to the New Amsterdam Hospital stated that the death was recorded as a stillbirth. The source, however, could not say if it is being investigated.

In the latter part of February, 31-year-old Vanessa Lewis-Sahadeo of Williamsburg, Corentyne, Region Six (East BerbiceCorentyne), died hours after her newborn. The newborn baby died at the New Amsterdam Hospital while the mother succumbed at the Georgetown Public Hospital after she reportedly developed complications.

After a thorough investigation, a doctor and two nurses were suspended after they were found to be negligent in taking care of Lewis-Sahadeo and her newborn baby.

Health Minister Dr Frank Anthony had stated that “based on that report, we strongly believe that the doctor who was in charge of the patient seemed to be negligent and we also believe that the nurses who were involved were also negligent.”

ublic Works Minister Juan Edghill recently disclosed that a Canadian investor has indicated an interest in investing in an aeronautical training school in Guyana.

He made this announcement during a meeting held at the Eugene F Correia International Airport with members of the Guyana Pilots Association.

“Just a few weeks ago, I issued a letter of interest to an investor who is interested in opening a school for the training of pilots and equip people for the aviation sector that’s coming out of Canada,” Edghill explained.

Sacrifices of Rose Hall Martyrs must be remembered – Min Mustapha

he struggle and sacrifices of the Rose Hall sugar estate martyrs were lauded on Saturday at a remembrance ceremony to mark 108 years since the workers were killed while advocating for better working conditions.

The 15 sugar workers were killed on March 13, 1913. Those killed were Badri, Bholay, Durga, Gafur, Gobindie, Hulas, Jagai, Jagroo, Lalji, Motie Khan, Nibur, Roopan, Sudulla, Sarjoo and Sohan.

In an effort to secure a better life on the sugar plantation, the 15 men along with others protested the retraction of a four-day holiday awarded to them for a good grinding season.

They had refused to plant cane on those days but instead, the plantation manager informed the immigration officer.

The matter was taken to court but the men were found guilty of insti-

gating resistance to work.

The workers protested the verdict and management threatened to transfer the protesting families to distant plantations.

Warrants were issued for the leaders and on March 13, 1913, in the process of the Police executing the warrants, 56 persons were injured and 15 killed.

killed during this incident.

However, at a simple wreath-laying ceremony on Saturday last, Regional Chairman David Armogan recalled among the dead was a woman who was shot to the chest.

“Today we come here to remember them. We come here to commemorate their memory and we come here to ensure that we do not

forget the sacrifice they made so that we can enjoy the freedom that we have today.

They paid the ultimate price with their lives,” the Chairman said.

Also laying wreaths were two of the grandchildren of one of the martyrs.

Present at the ceremony was Agriculture Minister Zulfikar Mustapha, who related that those workers stood up against the unfair management and many of them paid the ultimate price as they fought for the sugar industry which played a very important role in Guyana.

The flashpoints tell us of the heroism, selflessness and sacrifice made by our ancestors to better our lives and for which we should remain eternally grateful,” the release said in part.

It added that the Rose Hall incident showed resistance to inhuman living conditions which were an integral part of plantation life.

“As we specifically give recognition and pay tribute to those who fell at Plantation Rose Hall, we are reminded that they left a legacy which runs through the veins of the contemporary workforce of the sugar industry. The fallen workers remind us that sugar’s history is enriched by the struggles, sacrifices and the sweat and blood of the working class. That spirit continues throughout the years and survives to this day in the industry,” GAWU said.

Guyana records 39 new COVID-19 cases — all new cases detected in Regions 3 & 4

he Health Ministry on Sunday reported that 39 more persons have tested positive for the novel coronavirus in the last 24 hours.

According to new statistics provided by the Ministry, the total number of confirmed cases in the country is now 9160 – 4717 males and 4443 females.

However, 665 of these are currently active cases.

This includes six patients in the COVID-19 Intensive Care Unit (ICU) and the other 659 persons in isolation, that is, 35 in institutional isolation and the other 624 in home isolation.

Additionally, there are also five persons in institutional quarantine.

Meanwhile, the country’s COVID-19 death toll remains at 207 with the latest fatality being a 71-yearold male from Region Four (Demerara-Mahaica) who died on Saturday while re-

ceiving care at a medical facility.

Last week, the country’s total number of deaths from the pandemic went up after six more persons including a 39-year-old female from Region 10 (Upper Demerara-Berbice) died.

On the other hand, one more person has recovered from the life-threatening disease, taking the total number of recoveries thus far in Guyana to 8288.

To date, Guyana has tested some 75,906 persons for the novel coronavirus of which 935 were conducted in the last 24 hours.

Of the 39 new cases recorded on Sunday, three were detected in Region Three (Essequibo IslandsWest Demerara) and the remaining 36 cases in the Demerara-Mahaica region.

There are now 774 confirmed cases in Region Three and 4251 in Region Four.

Chainsaw operator stabbed during argument

A

19-year-old chainsaw operator of Wauna, North West District (NWD), was allegedly stabbed by another man in the area on Saturday evening.

Based on reports received, Cleveland Fredricks left his home at about 16:00h with the intention of purchasing a bicycle.

However, at around 22:40h, the teen returned home bleeding from his chest. Upon inquiring, the young man told his family that he was stabbed by the suspect during an argument with another man.

Without hesitation, Fredericks was rushed to the Mabaruma Regional Hospital where he was seen and examined and admitted to the medical facility. A Police report was made and an investigation has been launched. Up to press time, the suspect, who fled the scene, was not arrested.

Just a few days ago Michael Pierre of Hubu Hill, Mabaruma, North West District (NWD), was stabbed by another man allegedly during a row over a woman.

The victim’s mother has related that her son left to

attend a wake in the community at about 18:30h, but returned around 22:30h with blood gushing from his body.

Upon investigating, she found that her son had five stab wounds to his upper body. When questioned, Pierre claimed that he was stabbed by a man who was disrespecting his girlfriend.

He was later rushed to the Mabaruma Regional Hospital, where he was treated and air-dashed to the Georgetown Public Hospital for further medical attention. The suspect was later arrested.

Lawyer wants fraud charges against convicted GRDB accountant consolidated

rominent Attorneyat-Law Nigel Hughes has requested that the 17 remaining fraud-related charges against convicted Guyana Rice Development Board (GRDB) accountant, Peter Ramcharran, be consolidated. The Police prosecutor, however, has opposed this, asking that the matters be tried individually.

The matters are currently before Principal Magistrate Sherdel IsaacsMarcus, who presides at the Georgetown Magistrates’ Courts. The charges alleged that Ramcharran colluded with former top officials at GRDB in omitting entries amounting to millions of dollars from the entity’s ledger.

Magistrate IsaacsMarcus has since instructed both Hughes and the prosecution to layover submissions in support of their requests on March 26, 2021.

Back in February 2020,

Ramcharran was found guilty as charged by Chief Magistrate Ann McLennan for fraudulently omitting $145 million from the rice entity’s ledger. He was sentenced to three years’ imprisonment. Ramcharran filed an appeal against his conviction and sentence.

Weeks later, he was granted $2 million High Court bail pending the hearing and de-

termination of the appeal.

In relation to the pending charges, Ramcharran was also released on High Court bail after a bail application by his lawyer was refused by the Magistrate at his initial court appearance.

Ramcharran, of Goedverwagting, East Coast Demerara, was charged by the Special Organised Crime Unit (SOCU), an arm of the Guyana Police Force.

He faced 39 fraud-related charges. After the charges were laid, a Magistrate had issued a warrant for his arrest in 2017.

But Ramcharran, who was in Canada at the time, sought counsel and attempted to fight his extradition; he was unsuccessful when a Canadian court had denied an application and returned to Guyana in 2019 when he was handed over to Police at the airport and hauled before the court.

Measures (No 15), which was extended for this month and will be in effect until March 31, 2021.

Among these measures is the 22:30h (10 pm) to 04:00h (4 am) national curfew which remains intact.

worship continue to operate at 40 per cent capacity until 21:30h (09:30 pm). Gyms are to operate at 50 per cent capacity while sporting events are only permitted with approval from the Health Minister.

The order further em-

phasises the need for correct and consistent use of a face mask when leaving home; the importance of maintaining the six feet physical distance from others, and the need for good hand hygiene to help reduce the spread of COVID-19.

According to the World Health Organisation (WHO), as of Sunday, some 119,220,681 confirmed cases were reported globally along with 2,642,8216 deaths.

The WHO also reported on Sunday that in the Region of the Americas, that is, Latin America and the Caribbean, the number of confirmed COVID-19 cases has increased to 52,775,904 while the death toll in the region has gone up to 1,268,438.

32-year-old labourer of Parika, East Bank Essequibo (EBE), was on Saturday evening arrested after he was found with a quantity of cannabis in his possession.

Reports are at about 21:35h on the night in question, Police were carrying out a vehicle patrol in the vicinity of the Parika Junction when they observed the suspect acting in a suspicious manner.

The ranks approached the man and told him of their suspicions. The Police then carried out a search on his person, during which a cigarette box containing seven ziplock bags were found

He was cautioned and denied ownership of the cannabis. He was later escorted to the Parika Police

station where the ganja was weighed in his presence and amounted to 8.1 grams.

He was later taken into custody.

2 injured after Police Corporal reverses onto Corentyne Highway

wo persons were admitted patients at the New Amsterdam Hospital after a car owned and driven by a Police Corporal reversed onto the Corentyne Highway and into the path of a motorcycle.

The injured men were identified as Ricardo Mc Leen, 32, of Warren Village East Coast Berbice (ECB), and Permanand Kissoon, 25, the pillion rider of Albion Village, Corentyne.

Both are nursing fractured legs.

Based on reports received, the accident involved the motor car bearing registration number PSS 7097 and the motorcycle with plates CG 3952.

At the time of the accident, the motorcycle was proceeding along the Albion Public Road when the Police Corporal reversed into the path of the cycle.

As a result, the cyclist applied breaks but his effort proved futile, thus leading to the front wheel coming into contact with the right side of the car.

Due to the impact, the driver and pillion rider fell onto the road’s surface where they received injuries.

They were picked up and taken to Port Mourant Public Hospital, and subsequently transferred to New Amsterdam Public Hospital where they were admitted.

A breathalyser test was conducted on the Police Corporal and it proved that he was over the prescribed limit of alcohol consumption. He is presently under close arrest.

aving engaged extensively with the Commonwealth of Learning (CoL) to launch the Workforce Recovery Initiative in Guyana along with Coursera, Education Minister Priya Manickchand has been recognised as a Commonwealth Wise Woman.

She is now a mentor on the Commonwealth Wise Woman Mentoring Project.

The Education Minister

was instrumental in launching the Workforce Recovery Initiative programme in Guyana that offered 4000 free online courses from reputable universities through Coursera.

Since launching this programme on September 5, 2020, over 53,371 Guyanese registered to pursue courses in various areas, and 43,305 certificates have been issued to 9473 persons. Guyana has become the leading coun-

try under the Workforce Recovery Initiative as it relates to persons registered and graduates.

The advocacy for continuous and lifelong learning and the proactiveness of the Minister most likely came to the attention of the CoL because of the successful rolling out of the Coursera programme that was spearheaded by the Minister and the outstanding response it received from Guyanese.

“I must say that we have a great response from the local and foreign market as well as oil companies,” she admitted. According to her, her biggest challenge was knowing the market, what it

Education Minister Priya Manickchand

According to the CoL, through the Commonwealth Wise Women (CWW) Mentoring project, the organisation plans to engage girls and women at the grassroots level in underserved communities to become part of the programme. Through the CWW project, the CoL plans to promote change by empowering girls and women to become leaders.

Minister Manickchand joins other global leaders who are mentors such as the Chief Executive Officer of the Commonwealth of Learning, Professor Asha Kanwar; Pro ViceChancellor and Principal of

the University of the West Indies Open Campus, Dr Luz Longsworth; United Nations Under Secretary General and Executive Director of UN Women, Dr Phumzile Mlambo-Ngcuka and the Secretary General of the Commonwealth, The Rt Honourable Patricia Scotland, QC; and fellow Guyanese Dr Paulette Henry.

Minister Manickchand also plans to launch the Guyana Chapter of the CWW Mentoring Project to assist girls and women to recognise their value and achieve their full potential. She plans to involve mentors from all sectors to help with the successful mentoring of candidates from all across Guyana.

Biography

In recognising Minister Manickchand, CoL compiled a brief biography on her.

Minister Manickchand was first elected to Parliament in 2006 with the portfolio of Human Services and Social Security Minister.

There, she was committed to addressing the scourge of violence against women and children. Towards this end, Manickchand published a National Policy on Domestic

Violence and piloted laws in Parliament relating to the care, development, and protection of children.

Minister Manickchand initiated a countrywide campaign to stamp out sexual violence. That campaign realised a revolutionary sex offences law that was tabled by her and passed in Parliament. She also established the country’s first Childcare and Protection Agency and decentralised legal aid services from Georgetown and expanded it to six other regions, making access to justice for the vulnerable a reality.

Through her collaboration with the Private Sector, the Women of Worth economic initiative was established, a loan programme that provides low-interest and collateral-free loans to single-parent women from lower-income brackets who wish to start up or expand their businesses.

In 2014, Manickchand was conferred with an Honorary Doctorate from the Lesley University in Boston Massachusetts, USA. She is an attorney-at-law by profession, is married to a civil engineer, and has two children.

Kumu Village builds $3M ICT hub

ust three months after receiving the COVID-19 relief fund, residents of Kumu Village, Central Rupununi, Region Nine (Upper Takutu-Upper Essequibo), on Friday commissioned their first ICT hub valued at $3 million.

The hub, which was constructed by the residents, comprises computers, electronic tablets, internet connections, a printer, a smart television and security cameras.

Among the other recipients were Regions Two (Pomeroon-Supenaam), Three (Essequibo IslandsWest Demerara), Four (Demerara-Mahaica), Five (Mahaica-Berbice), Six (East Berbice-Corentyne), Eight (Potaro- Siparuni) and 10 (Upper DemeraraBerbice).

COVID-19 and the Human Kidneys: An Overview

W

e can all appreciate that COVID-19 is a deadly condition that primarily affects the respiratory system. The effects of COVID-19, however, can directly or indirectly affect many other organs, with kidney injury being recognised more prominently as data becomes available.

Normally, humans have two kidneys that are best known for their role of filtering our blood and allowing us to get rid of toxic substances by excreting them in urine. Along with this critical function, the kidneys also have a role in regulating blood pressure and maintaining certain hormones in our body.

Without properly functioning kidneys, we would not be able to live; at least not without the help of an artificial way of removing toxins, such as dialysis.

Effect on Kidneys

There are many gaps in our understanding of COVID-19, but we have several scientific clues as to how this disease affects the kidneys.

1. COVID-19 can directly infect the kidneys: this virus is thought to use a

substance called the angiotensin converting enzyme 2 (ACE2) to enter and infect the cells of the body. ACE2 receptors can be found abundantly in the kidneys, making this organ a prime target for the novel coronavirus, which in turn can directly cause kidney injury.

2. COVID-19 can cause a cytokine storm: when infected, the body reacts by producing an immune response which increases the production of certain inflammatory factors and other substances to fight the illness. In some persons, the reaction to infection can be extreme, leading to an overwhelming production of inflammatory substances, a situation referred to as a cytokine storm. The cytokine storm, in an effort to kill the invading virus, can also destroy healthy tissues, including those of the kidneys.

3. Other underlying factors: persons that become severely ill from COVID-19 may have pneumonia, low blood pressures (sepsis) and clotting disorders, affecting the oxygen supply to the kidneys, and inevitably leading to injury. Those with underlying diseases like diabetes, cardiovascular conditions, or cancer are also more susceptible to kidney injury from COVID-19.

As with the lungs and the respiratory system, COVID-19 can affect the kidneys along a spectrum, starting with mild to moderate damage that usually gets better as the person recovers, to more severe instances, which can impair the kidney functions more permanently.

COVID-19 can injure and impair the kidneys to the extent where the person may require lifesaving dial-

ysis -- the majority of these patients being already critically ill from the respiratory effects of coronavirus.

Currently, there is evidence that leads us to believe that severe infection with COVID-19 can lead to chronic kidney disease for those that had normally functioning kidneys, while worsening the condition of the kidneys for those already suffering from chronic kidney disease. Acute kidney injury in COVID-19 is also associated with a higher risk of death.

Diagnosis

Kidney functions are usually assessed by simple and widely available blood tests (commonly referred to as BUN and Creatinine), or more complex measures when necessary (glomerular filtration rate, renal biopsy).

The physician will look for certain trends in your renal function blood tests, combined with an observation of urine output to determine whether a person has suffered kidney injury. The management of patients with a confirmed diagnosis of COVID-19 and acute kidney injury is individualised, but will generally include: 1. Targeting the underlying COVID-19 with the use of antibiotics, antivirals, immunomodulatory and anti-inflammatory drugs.

2. Maintaining a good blood pressure and fluid balance with the use of in-

ority.

If you are diagnosed and living with a chronic illness like diabetes and high blood pressure, it is important that you have regular follow-up assessments with your medical practitioner, as control of these conditions is often paramount in preserving the health of your kidneys.

Self-medicating is strongly discouraged! For those with no known illnesses, it is still important that you have a conversation with your doctor about the status of your kidneys, and be guided accordingly. travenous fluids and pressure support drugs as necessary.

3. In cases of critically ill patients, about one-third may require some form of dialysis.

High Risk

Persons already living with underlying kidney disease are at a very high risk and in an extremely vulnerable group for becoming severely ill with COVID-19.

This is especially so if someone is on dialysis, had a kidney transplant, has high stage chronic kidney disease, or is using prednisolone daily (being treated for an autoimmune condition).

It is worth noting that persons with chronic kidney disease are at a three-fold higher risk of developing severe and life-threatening symptoms from COVID-19 when compared to persons without chronic kidney disease.

If you are someone that already has underlying kidney disease, it is recommended that you adhere to protective guidelines. If you

are on dialysis, you should not miss your treatments, but if you feel sick, ensure you inform a member of your healthcare team.

COVID-19, as well as the circumstances around it, has influenced all of our lives in Guyana, requiring us to adapt in so many different ways. This article allows us to understand a little more about the far-reaching consequences of this deadly disease.

Properly functioning kidneys are essential for life, and therefore it is in everyone’s best interest that they pay attention to the health of these organs.

As COVID-19 continues to be at the forefront of our conversations, we should be aware that, in Guyana, there are many more common conditions that adversely affect and otherwise injure our kidneys.

Diseases such as diabetes, high blood pressure and renal stones continue to be responsible for acute and chronic kidney injury for many Guyanese, and this should not be less of a pri-

Bolivia’s ex-interim President Jamaican sickle cell patient: appears in court after arrest 4 strokes at age 9

olivia’s former interim President Jeanine Anez made her first appearance in front of a Judge via video link on Sunday, after authorities arrested her on allegations she helped foment a 2019 coup against the country’s then Government.

During the hearing, Anez and her former Ministers of Energy and Justice, Rodrigo Guzman and Alvaro Coimbra, were accused of sedition, terrorism, and conspiracy.

Public Prosecutor Harold Jarandilla said the defendants used security force allies to push then President Evo Morales to resign after contested October 2019 elections in the South American nation prompted protests.

Jarandilla also alleged the former officials “rigged” events in the political vacuum that followed the unrest to install Anez as interim President.

Anez was arrested in the early hours of Saturday morning in her hometown

According to an arrest warrant seen by the Reuters news agency, several other Ministers from the Anez Government are also sought along with Police, military and Opposition figures.

UWI mourns passing of Professor Edwin S Jones

he University of the West Indies (UWI) community joins the Mona Campus in mourning the passing of Professor Edwin S Jones, who was ailing for an extended time. He passed away on March 10.

In a statement from UWI, Principal and Pro Vice Chancellor, Professor Dale Webber said: “We mourn the passing of a UWI giant, Professor Edwin Jones whose contribution to the Faculty of Social Sciences and MSBM has been tremendous. Edwin was a teacher, researcher, administrator, mentor and a friend. Many lives have been positively influenced by Professor Jones and The UWI, Jamaica, the Caribbean and the world are poorer for his passing.”

Jones joined The UWI Mona as a lecturer in the Department of Government in 1973, and rose to the position of senior lecturer four years later (1977).

He was promoted again, to Head of the Department in 1980, and then to University and Campus Dean of the Faculty of Social Sciences in 1987. In 1990, he was appointed Professor of Public Administration, according to the statement.

He read for his teaching diploma at the Mico Teachers College. Jones then studied economics at The UWI, Mona and obtained his PhD in Public Administration at the University of Manchester.

“Jones was well-known for his expertise in pub-

lic management and development internationally.

He published several books on civil service management including: Coalitions of the Oppressed: Interest Groups in Colonial Political Systems; Development Administration: Jamaican Adaptations; Employee Morale in Jamaican Civil Service (which he co-authored) and his last book, Contending with Administrivia: Competition for Space, Benefits and Power. He published more than 30 articles in local, regional and international academic journals and upwards of 20 reports which shaped the social services throughout the Caribbean as we know it today. Port of Spain Mayor: Only people traffic on the Avenue soon

eople can look forward to the pedestrianisation of Ariapita Avenue, Port of Spain, soon.

The avenue will be closed to traffic and only accessible to people at certain times, Port of Spain Mayor Joel Martinez told Newsday on Friday.

Martinez said this and other plans are some of the ways the city is moving along with its revitalisation plans.

He spoke with Newsday after the launch of the Commonwealth Garden at Wildflower Park, Serpentine Road, St Clair.

Last year, the Prime Minister announced plans to revitalise the capital, including the development of Memorial Plaza, the Salvatori Building site and Piccadilly Street.

Martinez explained the pedestrianisation of Ariapita Avenue would probably take

place in phases.

"We are going to create an area where it is going to allow a lot of people activity to take place.”

“Every day my dream is for the sickness to just leave her and she come back normal,” Grant told the Jamaica Observer. “She was always happy. She would read and spell her words and try to do every little thing for herself before the strokes.

Argentina's President Alberto Fernández targeted in vehicle by protesters

ozens of protesters have attacked a minibus carrying Argentina's President, Alberto Fernández, in the country's Patagonia region.

Crowds gathered around Fernández and threw stones and punched his vehicle outside a community centre in the southern province of Chubut.

The President was visiting an area devastated by forest fires, which have killed one person and injured others.

But the protest was against plans to resume open-pit mining in Chubut.

The demonstrators were angry at Government pro-

posals to allow large-scale projects to begin again in the region, which is rich in gold, silver and uranium, Clarín newspaper reported.

The crowd then follows the President and starts punching and kicking the minibus, hitting the windows with stones and attempting to prevent it from moving.

Forest fires have blazed through Argentina's Patagonia region in recent days, forcing people to evacuate the area and destroying at least 200 homes.

Some towns have suffered power outages and others have been left without a water supply.

The cause of the fires has yet to be established, but Argentina's Interior Ministry has said it believes many were started intentionally.

1 year after COVID hit T&T: Hundreds of businesses shut down, others struggling

O

ne year after Trinidad and Tobago reported its first case of COVID-19, hundreds of businesses have been forced to permanently close their doors, while others that have remained open continue to see a drastic fall in sales. Hundreds of people have been laid off while others have been asked to work fewer hours as employers struggle to keep them on their payroll as they face their worst crisis in decades.

The statistics paint a depressing picture.

Twenty-five per cent of businesses in San Fernando and the environs have been closed permanently. Ten per cent of businesses in the Sangre Grande area have closed their doors while sales in that area have fallen by 35 per cent. In some other areas, sales have almost collapsed by 50 per cent. Stores in some malls across the country have had to shut their doors, leaving what was once a vibrant entertainment centre looking like ghost towns in some instances.

Closed borders that restrict trade, the shortage of forex, lockdowns on some operations such as pubs, limited operating hours for bars, and stringent COVID regulations on how patrons can be served have put businesses under pressure.

CEO, T&T Chamber of Industry and Commerce Gabriel Faria has estimated that at least 1000 businesses closed their doors since T&T tested its first COVID-19 case one year ago.

The other statistics he gave also reflects the poor state of the economy.

lobal refineries will increase crude processing sharply over the next six months to stabilise stocks of fuels such as gasoline and diesel – even if substantial coronavirus controls remain on travel and service sector businesses.

The prospective rise in processing and consequent draw down in crude inventories in the second and especially third quarters is what has been boosting futures prices and causing calendar spreads to tighten.

The oil market’s rapid evolution from a massive production surplus last year to deficit has been most evident in the United States, where reliable data on stocks is published weekly by the Energy Information Administration (EIA).

US inventories of crude and products outside the strategic petroleum reserve amounted to 1283 million barrels on March 5, which was just 12 million barrels or 1 per cent above the previous five-year average.

Crude stocks were 29 million barrels or 6 per cent above the five-year average, mostly as result of the disruption to refineries caused by cold weather and power failures in Texas last month.

But inventories of finished fuels and intermediate refinery products had already fallen to 15 million barrels or 2 per cent below the average for 2016-2020.

The gasoline shortfall has become particularly severe, with inventories 15 million barrels or 6 per cent below the five-year average.

Total stocks of crude and products have fallen by 168 million barrels since July, largely reversing the 198 million build between March and June associated with the epidemic and volume war between Saudi Arabia and Russia.

In the next few months, US refineries will have to accelerate crude processing and fuel production to prevent stocks from depleting further.

If coronavirus controls on travel, services and international passenger aviation are relaxed, that would provide an even bigger boost to consumption.

But it is important to stress that crude processing will have to accelerate even if controls are maintained to prevent fuel stocks from eroding to undesirably low levels.

The depletion of petroleum inventories is most obvious in the United States because of its high-frequency real-time data, but the phenomenon is worldwide.

Commercial petroleum inventories in the OECD countries have fallen by around 284 million barrels since July, reversing most of the 335 million barrel build between last February and June, according to the EIA. In March, OECD inventories are likely to fall slightly below the average for the previous five years, for the first time since the epidemic started to spread outside China in February last year.

Globally, petroleum consumption has been above production in eight out of the last nine months, according to EIA estimates (“Short-term energy outlook”, EIA, March 9).

OPEC+ leaders have expressed scepticism about the continued recovery in oil demand in the near term, opting to leave production unchanged at their meeting on March 4, rather than increasing it.

But even if consumption remains at current levels, global inventories will continue to tighten over the next six months, and any relaxation in coronavirus movement controls will intensify the drawdown.

Futures prices are anticipating global inventories will become tight over the second and third quarters and signalling the immediate need for more production, either from OPEC+ or the US shale industry. (Excerpt from Reuters)

ecurity forces killed at least 22 anti-coup protesters in the poor, industrial Hlaingthaya suburb of Myanmar’s main city on Sunday after Chinesefinanced factories were set ablaze there, an advocacy group said.

A further 16 protesters were killed in other places, the Assistance Association for Political Prisoners (AAPP) said, as well as one policeman, making it the bloodiest day since the Feb 1 coup against elected leader Aung San Suu Kyi. The Chinese embassy said many Chinese staff were injured and trapped in arson attacks by unidentified assailants on garment factories in Hlaingthaya

and that it had called on Myanmar to protect Chinese property and citizens. China is viewed as being supportive of the military junta that has taken power.

As plumes of smoke rose from the industrial area,

security forces opened fire on protesters in the suburb that is home to migrants from across the country, local media said.

Martial law was imposed in Hlaingthaya and another district of Yangon, Myanmar’s commercial hub

and former capital, state media announced.

Army-run Myawadday television said security forces acted after four garment factories and a fertiliser plant were set ablaze and about 2000 people had stopped fire engines from reaching them.

Doctor Sasa, a representative of elected lawmakers from the assembly that was ousted by the army, voiced solidarity with the people of Hlaingthaya.

The latest deaths would bring the toll from the protests to 126, the AAPP said.

It said more than 2150 people had been detained by Saturday. More than 300 have since been released.

ri Lanka’s move to ban the burqa on “national security” grounds while calling its use “religious extremism” has been termed a “racist agenda” used to cause divisions in the country.

On Saturday, Sri Lanka’s Minister for Public Security Sarath Weerasekera said he had signed a paper for Cabinet approval to ban the burqa, adding that the Government also plans to ban more than 1000 Islamic schools that were defying national education policy.

Sri Lankans expressed disapproval of the proposal, with many viewing the act as an attempt to appease Sri Lanka’s Buddhist majority and cause divisions.

“This is a racist agenda,” Hilmy Ahamed, Vice President of the Muslim

Council of Sri Lanka, told Al Jazeera. “They are trying to convince the Buddhists that they are going after Muslims.”

Sinhalese Buddhists account for about 75 per cent of the country’s 22 million people with Muslims making up about nine per cent.

Ethnic minority Tamils, who are mainly Hindus, make up about 15 per cent.

The signed documents outlawing the burqa were submitted on Friday, according to Weerasekera. The proposal requires the approval of the Cabinet and Parliament, where the Government has a two-thirds majority, before it becomes law.

“The burqa has a direct impact on national security,” Weerasekara told a ceremony at a Buddhist temple on Saturday. “It is a sign of religious extremism that came about recently. We will definitely ban it.” (Excerpt from Al Jazeera)

he Afghan Education Ministry said it is investigating a recent statement from the Director of Education in the capital, Kabul, which banned girls older than 12 from singing in public.

The ban was widely criticised on social media. Girls shared clips of themselves singing using the hashtag #IAmMySong.

The row comes amid concerns about consequences of a possible peace deal with the Taliban.

Under the Taliban, girls were denied an education and most music was banned.

The Kabul statement banned girls 12 years and older from singing at school functions, and also banned older girls from having male music teachers.

The Education Ministry said it does not reflect its own position. It said it will assess it and may take disciplinary action.

The ban, announced several days ago, sparked criticism on social media, with literary figures and campaigners saying it was a backward step in educational rights.

"Forgive us God, human beings can be so cruel that they see even a child from a gender-based perspective," tweeted author and poet Shafiqa Khpalwak, one of the country's best known female writers.

Some women compared it to life under the Taliban - who were ousted in 2001 - when girls were banned from going to school and most music was forbidden.

The Afghan Government is currently under pressure to forge a peace deal with the Taliban, and although many Afghan women want an end to the violence, they are worried about their future rights, correspondents say. (Excerpt from BBC News)

Washington had tried to reach Pyongyang in several different ways to prevent tensions escalating,

officials said.

The US and North Korea remain at loggerheads over North Korea's nuclear and ballistic missile programmes.

Three meetings between Biden's predecessor and North Korea's Kim Jongun achieved little.

The talks failed to persuade North Korea to give

up nuclear weapons - a key demand of the US and other Western powers.

North Korean state media has yet to acknowledge that Joe Biden is now the American President.

US attempts to communicate with Pyongyang have included the "New York Channel" - through the North Korean mission

at the United Nations.

A US official told Reuters news agency there had been "multiple attempts" to engage with North Korea, but no meaningful contact for more than 12 months, which includes much of Donald Trump's final year as President.

Biden has already an-

nounced a policy review on North Korea, which is expected to be unveiled in April.

He has called Kim a thug and stressed the need for North Korean nuclear disarmament before heavy US and UN economic sanctions can be eased.

The North Korean leader has continued to em-

phasise his country's military capability, claiming the development of more accurate long-range missiles, super large warheads, spy satellites and a nuclear-powered submarine.

At the same time he has called on the US to ditch its "hostile policies".

n Saturday, March 13, 2021, the Lusignan Golf Club (LGC) came alive as it hosted the Oasis Café-Akamai Trading Golf Tournament. In the end, Akamai Transformers took the prize and bragging rights as the day unfolded.

A total of 34 players participated and they were split into two teams of 17 in the Ryder Cup-style tournament.

The competition was keenly contested by two of the most experienced minds in golf, namely William Walker, who captained Oasis Fine Wine and Brian Hackett, who was at the helm of Akamai Transformers. The two captains were given their respective teams and it was non-stop action as they utilised all 75 acres of the LGC. Akamai Transformers accumulated a total of 27 points while the team led by Walker, of Oasis Café, bagged 20 points. In the best net category, coming in first was Shanella London hc 11 gross 78 net 67; second, Ravindra Harry hc 11 gross 80 net 69 and third, Patrick Prashad hc 9 gross 79 net 70.

Speaking after the tournament, the victorious Akamai Transformers Captain said, "Well, it is a jubilation

to begin with, when we started, when I started yesterday with, well, taking the team, I started a team that I had, I knew we wanted to come out victorious. The guys that I had were pretty serious. They play well. And I came out, you know, as a captain. You know we rounded up each other and we gave each other support and we ensured that we came out on top. And this is a victory that is exciting; exciting to beat your friend’s play and you know, I give him a good licking. It’s great."

Darren Bravo's classy century propels West Indies to 3-0 ODI sweep D

arren Bravo struck form and a century on Sunday as West Indies completed a 3-0 sweep of Sri Lanka in the One-Day International (ODI) series at the Sir Vivian Richards Stadium in Antigua.

Bravo’s 102, his fourth ODI century, set up a five-wicket victory with an over to spare. The century was the third for West Indies in the series, after Shai Hope’s knock of 110 in the first match and Evin Lewis’s 103 in the second.

After Sri Lanka posted 274-6 in 50 overs, West Indies wrapped up the win by scoring 276-5 in 48.3 overs. After losing Lewis for 13 and Jason Mohammed for eight, West Indies were 39-2 in the tenth over. Bravo and Hope then led the fightback for West Indies with a partnership of 109 for the third wicket.

Bravo struggled to rotate the strike, but Hope was more fluent which kept the required run rate manageable. Hope then fell for 64 off 72 balls to leave the score 148-3 in the 32nd over. Port Mourant clinch Lillian Nandu Memorial Tournament T

he Arjune Nandu Port Mourant Second-Division team clinched the Lillian Nandu Memorial Tournament in a thrilling seven-run win over the University of Guyana (UG) Elites.

In a delightful final played at the Port Mourant Community Centre Cricket Club, under strict COVID-19 protocols, West Indies youth player Rampertab Ramnauth was the star, scoring a half-century and picking up six wickets.

Earlier, Port Mourant, batting first, scored 145-3 in their allotted 20 overs, with Daniel Samaroo stroking a composed unbeaten 52, which was decorated with three fours and one six off the leg. He was well-supported by Ramnauth, who scored an even 50, decorated with four boundaries, as he played some exquisite shots through the covers in a 73-run second-wicket partnership. Captain Andy Mohan added the finishing touches, scoring 14.

Bowling for the UG Elites, national youth Player Jonathan Rampersaud claimed 1-17 in his four overs.
