he Guyana Government on Thursday announced the award of eight new oil blocks offshore Guyana, and among the successful bidders was a local company owned by four Guyanese women.

Following its launch in December 2022, the bidding round closed in September 2023 with six companies bidding on eight of the 14 blocks offshore that were up for grabs. In total, there were 14 offers made on those blocks.

On Thursday, Vice President Bharrat Jagdeo disclosed that Cabinet earlier that day approved the awards of those eight oil blocks – two in deep water and six in shallow.

This was after the Evaluation Committee appointed by the National Procurement and Tender Administration Board (NPTAB), along with technical support from international consultants, evaluated the bids to assess those that satisfied the mandatory administrative and legal requirements contained in the bid document and were found to

be eligible to progress to the next stage.

Among the notable awards was Sispro Inc, a Guyanese company owned by four women, which has received two oil blocks offshore Guyana – a shallow block (S3) and a deep-water block (D2).

Other shallow blocks were awarded to Total Energies EP Guyana BV in consortium with Qatar Energy International E&P LLC and Petronas E&P Overseas Ventures SDN BHD (Malaysia), which got Block S4; Liberty Petroleum Corporation of the US and Ghana-based Cybele Energy Limited, which got Block S7, and International Group Investment Inc. of Nigeria, which got two blocks – S5 and S10.

Another shallow block, S8, was awarded to the Stabroek Block partners – ExxonMobil Guyana

Limited, Hess New Ventures Exploration Limited, and CNOOC Petroleum Guyana Limited.

The second deep-water block – D1 – was awarded to Delcorp Inc Guyana, which comprises Watad Energy and Communications Limited and Arabian Drilling Company of Saudi Arabia.

VP Jagdeo was in high praise for the local group – Sispro Inc, for securing two oil blocks in what he described as a “very competitive environment”.

“This is a very risky sector and I’m extremely pleased that the locals have been able to organize themselves to work with some foreign companies to put in the bids,” he noted.

With oil blocks having been awarded, the Vice President said the Government would now be moving to start contract ne-

gotiations with these companies as early as next week.

“Now that Cabinet has approved these awards, the [companies] will now be invited in, so that will determine the pace at which they can move the negotiations and the conclusions.

Remember they would have to come verify their plans, show sources of financing, and show the ability to pay the signature bonus. So, they will be engaged next week,” Jagdeo stated.

Initially, the Government had said it wanted to conclude the negotiations so that the contracts could be signed before the end of the year.

But the Vice President explained on Thursday that while the Government still wanted this process to wrap up sooner rather than later, it would not rush through this stage.

Illegal connections to the grid

T

he Public Works Ministry (PWM) and the Guyana Fire Service (GFS) have warned persons to desist from attaching illegal electricity connections to the grid, as this practice can be very deadly. There have been several cases in which persons have died due to illegal electricity connections, and in other cases, homes and properties have been destroyed.

Last month, the PWM had cause to name and shame persons who are vending on the seawalls because of their engaging in this illicit activity.

After a spate of fires in 2022, the GFS had said the main contributory factors to electrical fires range from illegal connections to slack connections to overloading of circuits to malfunctioning of electrical appliances to inferior drop cords or circuit strips. Additionally, the high incidence of electricity theft has always taken a heavy toll on Guyana Power and Light Inc (GPL), with the company losing billions annually.

GPL’s Chief Executive Officer, Bharrat Dindyal, had also said some time ago that electricity theft account for about 60 per cent of the power company’s non-technical losses.

If the problem is to be abated, electricity theft needs more attention than it is getting. The sooner this is realised, the sooner the company would be able to reduce the impact of electricity theft on paying consumers.

Contrary to widespread misconceptions, it is not only the power company that is affected when this problem occurs. Paying consumers face numerous problems as well, one of which is power imbalance. GPL has a serious problem with power imbalance, and this is not all its fault. It is partly due to the large number of illegal, uncontrolled connections in its system. When generated electricity that should have been going towards paying customers is illegally taken by others, it creates a power imbalance problem. These many connections cause unbalanced loading on the company’s phases. Paying customers whose power is out of balance could be registering more power than they actually use.

Although they had no involvement with the problem, they would find themselves facing higher bills. To put it another way, they would be paying larger bills because of illegal users.

Unfortunately, no matter how much the company attempts to rebalance its power supply, it could still be out of balance because of the increasing number of illegal users.

To quote the CEO: “We have had thousands of people who have been caught, who are in the courts, but the matters are languishing because we can’t dispense with three or four thousand cases… But we have to reintroduce prosecution.”

This newspaper had reported that the CEO had said, at the end of 2021, that there were some 15,000 illegal street lights across the country. He noted, too, that the company was also battling with persons and companies, including some large entities, who are hiring private personnel, and even former GPL employees, to tamper with meters.

There is no doubt that the culture of electricity theft has to be stopped if GPL is to come good and offer a reliable supply of electricity. Over 10 years ago, the Legislature approved tougher penalties for electricity theft.

This brings us back to the courts. The pace of these cases has to be expedited; the situation will not see the kind of change required if this is not done – even with tougher penalties in place. We suggest that authorities discuss the establishment of a special arm to deal strictly with matters relating to the different utilities’ cases. Unlike criminal and civil cases, disputes with utilities are different, and need to be resolved with great dispatch. Tougher penalties and fastpaced prosecution may purge electricity theft to a great extent. Nevertheless, we are of the view that the practice would continue, and would stop only when every household and business is able to access affordable electricity.

Unfortunately, this is what GPL cannot provide, because of its limited resources and generating capacity. It is other energy sources, such as the Amaila hydropower and gas-toshore projects, that could alleviate this gap.

"One People, One Nation, One Destiny" and "One Guyana" Dear Editor, As a nation, we must stand united, especially at a time when our country's sovereignty and territorial integrity are being threatened.

Venezuela's illegal claim and posturing for our land and economic prosperity should be a wake-up call for us to come together as one people with one mission. We cannot afford to send mixed messages to the population, as that would only weaken our resolve and give credence to our adversaries.

The words of our motto, "One People, One Nation, One Destiny", are an embodiment of what we should strive for as a nation.

The leadership of this country needs to have a clear, simple, and unified message at this crucial time in our history; a message that would foster national unity and ensure that we stand together in the face of any external threat. Now is not the time for political gamesmanship, when the enemy is not only on our borders, but is in our back-

yard in every region, and is being arrogantly bold.

Walking naked in our capital, and boasting paintings on their food carts with the Venezuelan flag including our Essequibo, selling Guyanese their foods along our seawall and roadways, taking our Guyanese hospitality and kindness and offering us disrespect.

Guyana's sovereignty and territorial integrity are, first and foremost, non-negotiable positions for all Guyanese.

Historically, it has always been that way, and it must remain so today and in the future.

The message should be emphasized that our land is our birthright, and we must preserve it for our people and future generations. We should not allow any nation to encroach on our territory or infringe on our rights. This message should be repeated over and over again until it is ingrained in the minds of every Guyanese.

Every street, alleyway, neighbourhood, village, town and region must be informed; our people

must be the eyes and ears to know where Venezuelan nationals are; and information desks and telephone hotlines should be made available in every region, so Guyanese can provide information to the relevant agencies. And the Government must embark on a robust national education campaign to educate fellow Guyanese on the history of this controversy, now more than ever.

It is essential to understand that standing united is not just about protecting our land and economic prosperity; it is also about creating a united front that can spearhead equitable development initiatives that cut across political, religious, and ethnic divides in our country. When we stand united, we can attract foreign investments that benefit the investors and the people in an impactful and positive way, creating jobs and improving the standard of living of all Guyanese.

We can build a country that we can all be proud of; one that future generations would appreciate. But be-

fore that can be achieved, we need to stand united as a nation in the face of external threats to our sovereignty and territorial integrity. Now is not the time to score cheap political points, and clearly, it is not the time for mixed messages to the population.

Rather, a clear, simple, and unified message that emphasizes our non-negotiable position must be sent.

We must come together and make a clarion call on Caricom, the OAS, EU, AU, US, BRICS, our South American allies, and other friends to support our just cause and be in solidarity with us, giving their unwavering support against this blatant illegality. We must come together as "One People, One Nation, One Destiny" to protect our land and future generations. We are stronger when we stand together.

All of Guyana is our own.

All of Guyana belongs to us.

AG urges IPU General Assembly to condemn baseless claims on Guyana’s territory – reiterates legal process of ICJ should be respected

ttorney General and Legal Affairs Minister Anil Nandlall, SC, on Thursday called on the InterParliamentary Union (IPU) to condemn Venezuela’s baseless claims to Guyanese territory.

The Government official did so while addressing the 147th IPU General Assembly, which is taking place under the theme “Parliamentary Action for Peace, Justice, and Strong Institutions”, pursuant to Sustainable Development Goal 16 of the United Nations in Luanda, Angola.

“Much has been said about the war in Ukraine, the conflict in Gaza, and conflicts elsewhere. However, I wish to place on the record, a situation that is evolving in my country, Guyana. The Republic of Venezuela proposes to pass a referendum in that country on the 3rd of December 2023, seeking to annex to Venezuela, more than two-thirds of Guyana’s sovereign territory,” he stated.

He said that this careless

and illegal action was meant to support Venezuela's illegitimate claim to the territory of Guyana – after the boundary between the States was resolved by arbitration in 1899.

According to him, Venezuela perseveres with this illegal conduct despite the fact that the related case is pending at the International Court of Justice (ICJ) upon the direction of the United Nations Secretary General.

Nandlall added, “Actions like these not only undermine public institutions but engender conflicts and violate the very thematic fundamentals of this conference.”

In the circumstances, he called upon the IPU to condemn the actions of Venezuela and demand that Venezuela respect the legal process of the ICJ, stressing that “time is of the essence!”

Nandlall said that delegates from many countries have expressed their support for and solidarity with Guyana in respect of the border controversy with Venezuela and that efforts would be made to have these

expressions of support formalised.

The Attorney General noted that the conference's theme was highly appropriate for the modern world since international peace could only exist in an environment of justice. “Here, I speak of legal, social, and ecological justice,” he emphasised.

“Justice is guaranteed by the rule of law and it is strong institutions that ensure the maintenance of the rule of law. The alternative is anarchy, war, and human degradation.”

At the national level, he noted, a strong legal framework, transparent and accountable governance, vibrant democratic institutions, a robust Parliament, an independent judicial system, and, at the global level, compliance with international law and conventions – all concatenate as guardians of the rule of law and justice which are essential for universal human progress and social advancement.

“Nationally and inter-

nationally, public institutions must be adequately resourced, and those who man them must discharge their functions faithfully and fearlessly. It is only then that they will be able to attract and enjoy public trust and confidence. It is for this reason that we must ensure that those who are elected to form governments, sit in Parliament, and appointed to act in public institutions do so by processes that are lawful, democratic, and transparent,” Nandlall added.

Those who attempt to corrupt and pervert these processes are enemies of human progress and must be dealt with as condignly as possible, he added.

If these basic but fundamental requirements are met, the Senior Counsel said that these institutions shall ensure and guarantee respect for human rights and freedoms and will swiftly resolve disputes in accordance with law and fundamental justice.

“In short, they will secure the rule of law and deliver human progress. Nationally, the

Government and Parliament alike must also ensure access to justice. Justice must not only be available to the rich and the powerful, but must be equally available to the poor and the indigent.

States must, therefore, strive not only to ensure the availability of institutions of justice far and wide, but must also strive to ensure that citizens have the means to access these institutions. The justice system itself must not be cumbersome but simple to engage,” he declared.

Nandlall continued, “It must not be a cloistered virtue, but must suffer the scrutiny and fair criticism of the

ordinary man. Globally, national States must comply with international law, agreements and conventions, and must be bound by decisions and processes of international organisations such as the United Nations (UN) and the International Court of Justice (ICJ).”

The IPU is one of the oldest and largest associations of Parliaments in the world. It comprises 180 Parliaments across the globe.

The Bahamas was accepted as the 180th member of the Union at the 147th meeting of the Assembly currently taking place.

Enforce the laws and make Guyana’s roads safer Dear Editor, I am fortunate to have visited countries in the Caribbean, South America, North America and Europe, and I can say without fear of contradiction that I have never seen or experienced the level of contempt, disrespect and disregard for traffic laws like what I experience daily in Guyana.

You get the distinct impression that the traffic Policemen are there only to direct traffic at busy intersections, and take statements after accidents have occurred, assuming that there is no settlement for damages among the affected parties.

On a daily basis, while driving, you MUST encounter the following: * Motorcyclists riding without helmets past stationary Policemen, as well as those that may be mobile (on motorcycles or in a car or pickup). They even pull up and stop at an intersection controlled by a stationary traffic rank as if it is the norm. * Drivers, especially of taxis and minibuses, do not want to stop at major roads, and brazenly drive up against the traffic, causing unnecessary obstruction and delay. * Vehicles, especial-

ly minibuses and taxis, undertaking on Homestretch Avenue as if it is the norm, without any care in the world. * If there is a line formed, there are drivers, especially of minibuses and taxis, who believe they have the Godgiven right to form a second and even a third lane, in clear violation of the law, without any care; and they do so with reckless abandon. * Recently, truck drivers can be observed not yielding at the roundabout, and some of them drive as though they are competing with minibuses or taxis to reach their destination.

I am absolutely sure that everyone reading this letter can relate to the abovementioned, and are as disgusted and fed up with them as I am. It is as though Guyana has descended into the realm of lawlessness comparable to that of a failed state, with clear indications of things getting worse, instead of better.

It is clear for everyone with common sense to conclude that this lawlessness is one consequence of a total lack of law enforcement, and violators know there are no repercussions to their illegal actions. That is, as long as they are not involved in an accident.

The Commander of D Division commented in an article published on 2023-10-25 that road fatalities in his division have increased by over 300% in 2023. Motorcyclists are losing their lives like they have lost nothing; and in most, if not all cases, they were riding without helmets.

Almost every single day, there are accidents that occur as a consequence of carelessness and reckless driving, and the current situation is an indictment on the Guyana Police Force. Every once in a while, you read of these “dibby-dibby” exercises in which a certain amount of vehicles are caught with “this” or “that”, and then you hear nothing else. Meanwhile, it's back to the abnormal as normal, and I dare say it gets even worse.

There has to be a solution to this confounded nonsense. Order must be restored on our roads. The following needs to be done, and done with alacrity: 1: The cameras that are installed all over the place need to be used to capture instances of recklessness, which should result in the lawbreakers without exception being summoned to court and dealt with according to the law.

2: Implement mechanisms where recorded infrac-

tions by private citizens on their dash cam or cell phones can be used as evidence to prosecute these lawless drivers. In this way, they will know that their stupid and disgusting actions can be recorded, and they will face prosecution for them.

3: In cases where there are repeat offenders, the state should benefit from their stupidity by sentencing them to do community work, primarily cleaning drains as well as streets.

4: Where there is evidence to show impropriety on their part, any Police officer should suffer a similar fate, as well as having their services terminated.

This situation needs to be addressed urgently, and the Guyana Police Force needs to arrest this decline and restore respectability and relevance with urgency.

The current Commissioner should seek to ensure that his legacy is not one in which lawlessness abounded beyond comprehension, but one in which respect for law and order was restored during his tenure.

The Guyanese public deserves better than what currently obtains.

Can biodegradable hydrogels help conserve water in farming? Part 2 Making the hydrogels

You will be making three types of biodegradable hydrogels by following the recipes in Table 1. The amount of citric acid is constant in each recipe as is the total amount of the gelling agent (agar and HEC are both gelling agents). Each recipe makes about 500 mL (or ten petri dishes worth) of hydrogel.

Start by making the agar hydrogel. Label the outside bottom of ten petri dishes with the word "Agar".

Follow the recipe in Table 1 and weigh out 40 grams (g) of agar and 10 g of citric acid. Mix those dry ingredients in a heat-resistant measuring cup that

can hold at least four cups (one liter) of liquid.

Heat more than 500 mL of water in a kettle to boiling.

Place the measuring cup with the agar and citric acid on the scale and tare it .Be gentle with wires warning. With adult supervision, slowly and carefully pour the heated water into the measuring cup with the agar and citric acid until the tared scale reads 500 grams. Use caution with the boiling water; it is hot enough to burn. Since measuring cups are not very accurate at the milliliter level we will use weight instead; 1 milliliter of water weighs 1 gram.

Take the measuring cup off of the scale and mix the solution for several minutes until all clumps are gone.

The hydrogel mixture will be very thick and it will take a lot of mixing.

When the hydrogel has

been thoroughly mixed, place a petri dish on the scale and tare the scale.

Pour or spoon 50 grams of the hydrogel into a labeled petri dish. Repeat this step until you have filled all ten petri dishes.

Be gentle with wires warning. When cleaning up do not put clumps of leftover hydrogel down the drain. It will clog the pipes. Instead, use paper towel to carefully wipe any leftover hydrogel from the measuring cup and utensils. The hydrogel coated paper towels can be composted or thrown in the garbage. When only a thin film of hydrogel is left on the measuring cup and utensils, they can be washed as normal in the sink using hot, soapy water.

Repeat steps 1-8 for the HEC and Agar + HEC hydrogel recipes.

Record your observations about each recipe in your lab notebook.

In the end you should have ten petri dishes of each hydrogel recipe. If you have less because you found the hydrogel hard to pour into the petri dishes, do not worry. You will use eight petri dishes of each recipe in the next parts of this project; the extras can be used if you run into problems, make a mistake, or as additional repeats.

Once cooled, put the lids on the petri dishes. Give the hydrogels several hours (at least three, but no more than forty-eight hours) before moving on to testing.

Guyana makes 46th oil discovery at Lancetfish-2 well in Stabroek Block – Govt welcomes new oil find

T

he Stabroek Block reservoir continues to deliver more oil with yet another discovery made offshore Guyana at the Lancetfish-2 well.

In its third-quarter earnings statement on Wednesday, Hess Corporation announced that the Lancetfish-2 appraisal well in the Stabroek Block has resulted in a significant discovery.

According to Hess, the well encountered approximately 125 feet of net oil pay in appraisal reservoirs and approximately 65 feet of net oil pay in a new discovery interval.

The Lancetfish-2 well was drilled in 5649 feet of water and is located approximately four miles southeast of the Lancetfish-1 discovery well, where oil was found in April this year by the Stabroek Block operator – ExxonMobil.

In light of the recent find, the Guyana Government stated that it was the fourth offshore discovery for 2023 and brings the total number of discoveries from 2015 to date, to 46.

In addition to the Lancetfish-1 discovery, the other oil finds this year include Fangtooth SE-1 in the Stabroek Block and the Wei-1 well in the Corentyne

Block.

However, the Lancetfish-2 discovery in the Liza Petroleum Production Licence area has unveiled an estimated 20 metres of hydrocarbon-bearing reservoir, along with approximately 81 metres of additional hydrocarbon-bearing sandstone.

According to the Natural Resources Ministry, this newly-discovered reservoir will undergo a comprehensive appraisal process, which aligns with the ongoing appraisal activities for other discoveries in the region.

Hess Corp currently holds a 30 per cent interest in the Stabroek Block while operator ExxonMobil, through its local subsidiary Esso Exploration and Production Guyana Limited (EEPGL), has a 45 per cent interest and CNOOC holds the remaining 25 per cent stake.

Only earlier this week, it was announced that Hess Corporation has entered into an agreement to merge with another US oil giant Chevron. According to Hess, this transaction is expected to be closed in the first half of 2024.

Experts have already commented that Chevron’s deep pockets could see more adventurous drilling in the Stabroek Block when it takes over Hess’s Guyana opera-

tions next year.

Similar sentiments were shared by Vice President Bharrat Jagdeo when he commented on the merger during a press conference on Thursday.

“We’re pleased that there are two major US oil companies here – these are major oil companies. We believe that they have deep pockets and they can fund the investment programmes necessary to move us to peak production in the earliest point in time,” he stated while adding, “We have examined Chevron carefully and we believe Chevron would be a good partner too in Guyana.”

He went on to note too that Guyana’s historic US$750 million carbon credit deal with Hess remains intact.

“My staff has assured me that we’ve reached out [to Hess] and we’ve been assured that our deal is intact,” the Vice President noted.

According to Jagdeo, the spotlight placed on Guyana during this merger transaction demonstrates the growing importance of the country in the market for the global supply of crude oil.

“The fact that Guyana is an attractive destination for investments is something that we should all be happy about. You have seen global-

ly, a move now by both Exxon and Chevron – the two biggest [oil] companies in the United States of America – to consolidate and also to grow their crude assets. And they’re investing substantial sums of money in acquiring new assets, because they are calculating that the global demand for fossil fuel will stay with us for a long time in the future contrary to what we believe or what is being pushed for…,” the VP stated.

Guyana began producing oil on December 20, 2019, in the oil-rich Stabroek Block, which is 6.6 million acres (26,800 square kilometres).

In its third-quarter earnings statement, Hess reported that net production from

the <<<Liza Destiny>>> and the <<<Liza Unity>>> Floating Production Storage and Offloading (FPSO) vessels totalled some 1,080,002 barrels per day (bpd) in the third quarter of 2023. This is compared with 980,002 bpd in the prior-year quarter.

The Stabroek Block partners also sold nine cargoes of crude oil from Guyana, one more than for the corresponding period last year.

It was reported that during the 2023 third quarter, a mechanical issue on the Liza Destiny FPSO reduced production.

“Repairs were completed by the operator in October that resolved the issue, and production is currently in the range of 150,000 gross bpd

to 160,000 gross bpd,” Hess stated.

With two projects already in operation, the Stabroek co-venturers are gearing up for the third development, Payara, with a production capacity of approximately 220,000 gross bpd. This project will start up in the fourth quarter of this year.

Yellowtail, the fourth development project in the Stabroek Block, was sanctioned in April 2022 with a production capacity of approximately 250,000 gross bpd and first production is expected in 2025.

Additionally, the fifth development, Uaru, was sanctioned in April 2023 with a production capacity of approximately 250,000 gross bpd, with first production slated for 2026.

The Stabroek Block operator only last week submitted the Field Development Plan for the sixth project, Whiptail, to the Guyana Government.

Life sentences for farmer who murdered hotelier, watchman

A

farmer has been condemned to life in prison without the possibility of release for the murder of two men whose decomposing bodies were discovered at the Sun Splash Hotel, Number 63 Village, Region Six (East Berbice-Corentyne) in December 2019.

Alvin Drugean, 50, called "Alvin Bhola" and "Blacka", of Number 65 Village, Corentyne, Berbice, appeared before Justice Sandil Kissoon at the Berbice High Court earlier this month and pleaded guilty to two counts of murder, putting himself at the mercy of the court.

Between December 19 and December 27, 2019, he murdered Canada-based Guyanese Vivekanand Narpatty, 71, the owner of the Sun Splash Hotel, and 59-year-old Harry Prashad, a watchman.

According to the Judge, Drugean told investigators that he was hired by Narpatty's brother to kill him and he was given $100,000 up front with the remaining $900,000 to be paid later. Justice Kissoon noted that the murderer was never given the balance.

Given this, the Judge determined that there was enough evidence to have Narpatty's brother extradited from the United States of America to face prosecution here. In the end, Drugean was given life sentences for both counts of murder. In addition, the Judge made an order that prevented him from being eligible for parole.

The trial Judge flatly rejected Ebony’s attempts to impugn the Guyanese legal system and other State agencies, such as the Guyana Police Force (GPF).

Justice Kissoon told the woman that she could not use an impact statement to “vomit on every office within a nation state when sitting from afar”.

The High Court Judge remarked: “I am disappointed that that is going to be used to attack this nation, its leaders’ offices of every department and institution with a brush that they are unworthy and undeserving of. And what is being used as justification for uttering these statements are a series of qualifications that the speaker deems entitles her to form these opinions to arrive at these conclusions and to impose them upon these proceedings.”

When asked by the Judge if he had anything to say before he imposed sentencing, Drugean replied, “Sorry fuh everything wuh happen and I’m asking the court to be lenient with me.”

Narpatty's wife and daughter Ebony had pleaded with the Judge to order the execution of their loved one’s killer. They had done so while reading their victim impact statements. They declared that his legacy would endure and characterised him as a kind and giving businessman.

His daughter stated that hatred, rage, and envy were the main causes of her father’s death.

It was reported that Narpatty owned and resided at the Sun Splash Holiday Beach Resort located at Lot 110 Number 63 Village, Region Six. However, on Friday, December 27, 2019, about 11:20h, the bodies of the two men were discovered on the second flat, in the balcony area of the hotel.

who had arrived in Guyana on December 16, 2019, was found with two toes from his left foot severed; and Prashad was found with both hands tied behind his back onto a post on the balcony, and his left foot was severed at the ankle.

Investigators concluded that the men had been tortured before being killed.

In May 2019, Narpatty had reported that he had been robbed on several occasions, including once at knifepoint, when he came to Guyana.

Previously, he had reported that he was robbed more than 10 times while visiting Guyana between 2015 and 2019.

Over 18 years ago, he opened the Sun Splash Hotel and Resort, but the business never did well. He subsequently closed operations and went to Canada, but returned to Guyana frequently. While in his homeland, he usually opened the place for business.

Four years

In June of this year, a man who was a juvenile when he killed Narpatty and

now an adult, he is afforded certain protections because he committed the crime while he was a juvenile.

As such, his name, address, other particulars, and photographs cannot be published.

After he completes serving the sentence, the young man will be placed on probation for three years, during which he has to report to the Chief Probation Officer monthly.

In addition to this, he has to inform the Chief Probation Officer of any changes to his address and can leave the country only if he gets permission from the court. The Judge told the man that after he is released from prison, he must try to find gainful employment.

She also placed him on a bond to keep the peace and to be of good behaviour while on probation, and to perform community service for one hour weekly, for six months.

Noncompliance with these orders would permit the State to make an application to have his sentence reviewed with the intention of changing same.

So, you may say why would China give credence to such a small state as us?? Well, first, we are not such a small state any longer. Described as a budding new “oil superpower”, over which some of the world’s largest corporations are fighting, we’re having our 15 minutes of fame on the world stage.

Pictures of our brave members of the PSCFR chained to the Chinese fence crying for justice as they pine away from their fasting - as the Mahatma used to do - will be on TV screens, not to mention ubiquitous social media platforms like X, all over the globe.

And secondly, there’s the demonstrator effect to most of the members of the UN – on which China depends to create a multipolar world – that are also small states!!

Then, of course, we’re a member of the Security Council this year – and we can raise in that exclusive forum the matter of China backing Maduro.

And you know what?? That’s gonna get America’s support over their arch enemy of the moment, no??!! …colonialization?

Over 7 tonnes of crops produced by NAREI’s Hydroponics Farm for 2023 …nursery to meet 100,000 plant capacity in 2 weeks

roduction at the hydroponics facility of the National Agriculture Research and Extension Institute at Mon Repos, East Coast Demerara has been overwhelming for 2023 thus far.

President Dr Irfaan Ali on Thursday visited the facility and was informed that the harvest for 2023 included two tonnes of chili peppers, two tonnes of hot peppers, 50,000 heads of lettuce, one tonne of carrots, and 2.4 tonnes of cauliflower. The majority of this produce is used to supply hotels, and excess produce is sold to contiguous communities, thus there is never a waste of food grown.

In addition, there are 25,000 plants in the Hydroponics Nursery, and this capacity will reach

100,000 within the next two weeks. These plants include mint, celery, parsley, pakchoy, cucumber, kale, basil, chives and thyme, among others.

The Hydroponics Nursery is operated on 10 acres of land, and shade houses measuring 90 feet by 40 feet are used. Using traditional methods, production would require a larger area of land, estimated at 30 acres.

“The intention of this facility is to build additional facilities like this one to meet the needs for these crops with Caricom. Then the next phase is to do modern aquaculture in tanks.

This is wonderful…and it is 100 per cent Guyanese,” the President said as he lauded the project.

s Guyanese continues to battle the effects of the El Niño season, the People’s Republic of China has generously donated a total of $20.7 million in items to the Civil Defence Commission (CDC).

Director General of the CDC, Colonel (retd) Nazrul Hussain, during the handing-over ceremony on Thursday, assured that communities along the Soesdyke-Linden Highway that are particularly vulnerable to El Niño would be immediate beneficiaries of the donation. Essential resources, including water tanks, pumps, containers, dispensers and fire extinguishers, will be provided to address challenges identified during the CDC’s drought outreach programme.

According to Colonel (retd) Hussain, “These resources meet the needs of citizens who voiced their challenges during the CDC’s drought outreach programme.”

The CDC’s drought outreach programmes have already covered Regions Three, Five, Seven, Eight, and Ten;

and its Director General, Colonel (retd) Hussain, has outlined plans for comprehensive coverage across all remaining regions.

Meanwhile, Chinese Ambassador to Guyana, Guo Haiyan, has emphasised the significance of cooperation in disaster prevention and mitigation. Underlining China’s commitment to support Guyana during the El Niño season, Ambassador Haiyan expressed China’s willingness to deepen cooperation in disaster climate security, prevention, and poverty alleviation.

“Under the framework of China-Guyana, ChinaCaribbean, China-LAC cooperation, China is willing to deepen our cooperation in this disaster climate security and disaster climate prevention and poverty alleviation, to ensure to enhance our friendship,” she declared.

The donation signifies a strengthening of the relationship between China and Guyana, showcasing the power of international collaboration in the face of climate-related challenges.

Hydroponics is one of the modern technologies being embraced by the Government as it seeks to support Caricom’s vision of slashing the food import bill by 25 per cent by 2025.

Last year, the Agriculture Ministry signed a Memorandum of Understanding (MOU) with the Israeli company KARLICO INC, making way for the development of a massive hydroponics project. With an estimated investment of US$15,750,000, the project is set to involve a three-phase hydroponic production system based on nutrient film techniques and soilless production systems designed for the production of fresh herbs, lettuce and other leafy vegetables, as well as other high-value crops.

First phase of the project was the setting up of a 2,000-square-metre, stateof-the-art hydroponic system which would include a cold room, packaging facilities, harvesting equipment, irrigation controllers, fertilizer mixers, water recycling system, and emergency water storage, among other things.

Phase two would see the construction and installation of an advanced greenhouse system, while phase three would involve the construction of a regional distribution center where a variety of agricultural and food products would be collected, processed, packaged, and delivered to both local and international markets, meeting all of the necessary U.S.D.A and European Food Safety Authority standards and regulations.

Vision 25 by 2025 was conceptualised by President Ali for a 25 per cent reduc-

tion in the Region’s food import bill by the year 2025.

Owing to the Region’s dependency on imported foods, it faces hardships when disruptions occur.

As of 2022, the Region achieved 57 per cent of the production target towards reducing the food import bill. Over the next two years, more than 1.4 metric tonnes of commodities must be produced to achieve this target.

A spice development programme has been launched in Jamaica; a national shade house project and cattle farm has been launched in

Trinidad and Tobago; increased agricultural production has been launched in St Lucia and Dominica; a new tissue lab and phytosanitary legislation has been adoption in Barbados; 75,000 hectares of land for large-scale agricultural projects have been employed in Suriname.

Guyana is the lead country in agriculture and food security in the Caricom bloc.

This is reflected in its transformative projects in priority commodities such as corn, soyabeans, aquaculture, livestock, along with traditional crops.(G12)

Mastermind, 3 others remain in custody over murder of businessman’s son

s the investigation continues into the murder of Amit Singh, the son of a popular city businessman, the mastermind and three other suspects remain in custody.

The lifeless body of the young man was found wrapped in a sheet in a house at Middle Road, La Penitence, Georgetown hours after he left with the alleged mastermind, Yogeendra Sukhdeo, to complete a business transaction involving the purchase of raw gold.

Soon after, Sukhdeo and three of his employees

were arrested, but according to the mastermind, he alone committed the act.

The three other men have denied their involvement and all gave an account as to where they were at the time of the murder.

Crime Chief Wendell Blanhum on Tuesday told Guyana Times that investigators were currently making efforts to confirm or reject their alibis. He noted, however, that they all remained in custody.

“All I can say at this time is that detectives are working to ascertain their alibis, but until that is confirmed they will remain in custody.

As such, investigations are ongoing,” Blanhum stated.

From all indications, while Sukhdeo has confessed to the murder, it is highly unlikely that he will be arraigned today for murder.

The now-dead man and the mastermind were close friends and on the day in question, Sukhdeo picked him up from his Campbellville, Georgetown home in a black Toyota Allion motor car.

The mastermind reportedly changed the registration plates with the aim of not leaving a trace behind.

Based on intelligence gathered, ranks from the Criminal Investigation Department (CID) arrested Sukhdeo, who took them to the house at Middle Road, La Penitence where the young man’s body was found.

pretext that a group of men had gold for sale when, in fact, it was an orchestrated plan to rob the young man.

At the house at La Penitence which Sukhdeo took care of, there was reportedly a misunderstanding during which Singh was beaten to death. The suspect reportedly panicked, wrapped the body in a sheet, and left the premises.

After confessing to the crime, Sukhdeo took Police to his Diamond, East Bank Demerara (EBD) home where a total of $7.7 million was recovered.

Earlier this week, the Natural Resources Ministry highlighted a situation where the decrease in gold declarations was at odds with the investments being made in the mining sector. Consequently, it was announced that an investigation will be launched to determine whether gold smuggling/illegal trade is responsible for this disparity.

During a press conference

on Thursday, VP Jagdeo said the Government is of the view that there was a significant declaration of gold production.

He said the figures show a disparity of nearly 30,000 ounces above the actual production number.

“So, we believe that some producers are not declaring, because they’re making bigger investments in the area, but they’re not declaring. The second thing is they are selling to people who are not authorised to buy gold,” the Vice President noted.

Currently, there are six authorised gold dealers in the country along with the Guyana Gold Board.

Jagdeo warned miners that if they sold gold to anyone other than these authorised sources then they were committing an illegal act and the Government would be going after them – both the seller

According to Jagdeo, the timeline for these negotiations will be dependent on the company’s ability to move forward.

“In the discussions, we will know whether people are serious. So assuming some companies said we need two years to sign this agreement then clearly we can’t go with that… I would assume that they all want to do this swiftly,” he posited.

Jagdeo pointed out, “I don’t want to put pressure on our people [with] an artificial timeline. They need to do proper due diligence. They may need to make sure that the government’s interests are taken care of so our lawyers and others [like the consultants] would be addressing this… We want to do a good job. Time is not the issue here, it is about doing a good job – making sure the due diligence is done, and the proper contracts are signed.

We’re not rushing, we’re not running a sprint here so if it takes one month in some cases and three months in other cases for other people that’s fine with us provided there is a good job done.”

Meanwhile, the Vice President is also cognizant that some of these negotiations may not be fruitful.

Last week, ExxonMobil said it would not sign the new Production Sharing Agreement (PSA) in its current form, citing concerns about the stringent terms and conditions, specifically, the timeframe set for the aggressive work programme as well as the time periods for relinquishment.

But the Guyana Government has already insisted it would not weaken these new features to suit the US oil major – a position Jagdeo reiterated during Thursday’s press conference.

to change the major planks in the PSA dealing with transparency and accountability. We’re open in the negotiations with all of these companies to minor changes in the PSA but we’re not touching the fiscal terms.”

“We may have a situation where we may not be able to finalise with everyone because as you heard ExxonMobil said they’re not prepared to sign with the PSA as it’s currently structured, saying it’s too stringent and you’ve heard our public position on that. If their demands are extreme then we will simply not proceed with the signing in that regard,” Jagdeo declared.

Nevertheless, the Vice President indicated that if the negotiations with any of these companies fall through then in cases where there is a second bidder, government will move ahead with that company. (G-8)

In a statement on Monday, the Natural Resources Ministry reminded miners that they were required to sell all the gold they find to licensed gold dealers/traders or to the Guyana Gold Board, which it said is tasked with ensuring the laws surrounding the selling of gold are upheld.

According to the Ministry,

a recent analysis and assessment show a significant difference between the production of gold and the declaration/ sale of gold to licensed gold dealers, traders, and/or the Guyana Gold Board.

“This is evident from the reduction in gold declaration to date when compared to current mining activities and concomitant investment within the sector. In this regard, an investigation has been launched aimed at having those involved in such action face the full force of the law,” the Ministry said.

It further warned that persons found to be in breach will face the full force of the law including miners with existing claims risking losing their holdings in addition to being prosecuted.

“Persons in breach of this legal requirement will be prosecuted, and in the case of miners with existing property tenures within the Guyana Geology and Mines Commission (GGMC), they may be in jeopardy of losing such tenures. Miners culpable of selling gold to unlicensed dealers/traders, in addition to being prosecuted, may be restricted from the mining sector,” the Ministry’s strongly-worded statement read.

In July, there were reports that Brazilian federal authorities had launched an investigation into a Guyanese businessman suspected of laundering millions worth of illegally-mined gold into that country.

The probe was initiated

after authorities discovered the involvement of an alleged Guyanese businessman, who has ties to the gold mining industry in Guyana and conducts business in Brazil under suspicious circumstances.

Reports are that Federal Police agents suspect that the Guyanese businessman has a Brazilian partner who aided in the movement of funds through the companies.

At the time, VP Jagdeo had warned of tough measures and consequences for any miner found engaged in such illegal activities. In fact, Jagdeo had admitted that the Government has been monitoring the decline in gold declarations, with at least one foreign company on its radar for declaring lower-than-usual figures.

The Bank of Guyana (BoG), in its half-year report for 2023, reported that gold declaration declined by 11.4 per cent to 209,756 troy ounces at the end of June this year.

This, it noted, reflected lower declarations by the small and medium-scale miners, while the large-scale miners registered an increase in declarations for the period. Labour shortages also contributed to the reduced declarations.

Small and medium-scale miners, who accounted for 75.8 per cent of total declarations, declined by 15.8 per cent.

For 2022, the declaration was 486,415 ounces; in 2021, it was 499,054 ounces; in 2020, 584,291 ounces; and 2019, some 634,905 ounces.

Aiden by Best Western Hotel to be ready for March 2024 opening W

orks are moving apace on the new Aiden by Best Western Hotel in Georgetown and as such, the project will be completed in time for the grand opening in March 2024.

An update on the project on Thursday saw the installation of the fire suppression system and water flow system along with the construction of the halls, executive bar with terrace and other amenities.

The new hotel is an undertaking of Guyaneseowned Arimu Investments Incorporated. The US$20 million Aiden by Best Western Hotel, will span nine floors of a 74,000-square-foot modern building.

The vision is to have more than 100 executive rooms, an executive bar and lounge, executive conference rooms, private dining rooms, a state-of-the-art gym, bar, and restaurant.

Initially, the hotel was slated to have a 101-room capacity, but this has been increased to 150 rooms following the investor’s acquisition of additional land at its Robb and Oronoque

On December 16, 2022, Arimu Investments Inc announced that it has signed a contract with a Chinese company, CNQC Engineering and Construction Limited, to take the Aiden by Best Western to its “completion and turnkey stage”.

The company had initially said the hotel would be completed sometime between December 2023 and January 2024 after some delays and hindrances.

Aiden is a boutique-style hotel under the world-renowned Best Western Hotel and Resorts brand. It is part of a trendy collection of laid-back boutique hotels that blend cool, casual, and

charming with an electric neighbourly feel.

No two hotels are alike, as each is designed to reflect the unique personality of each community/country it serves. Guests would discover local flair and imaginative designs with Aiden as their welcoming and stylish host.

The Aiden by Best Western Hotel would be providing guests with executive chauffeur services, shuttle bus tours around Guyana, and Demerara River tours, and the investor is also engaging the aviation sector for helicopter tour packages.

This hotel will be the 12th Aiden Hotel worldwide and the first in the Caribbean and South America.

In keeping with Guyana’s push to increase the number of hotel rooms that can accommodate visitors to the country, the People’s Progressive Party/ Civic (PPP/C) has been determined to create an enabling environment for new

hotels. It is an initiative the Government expects will add 2000 hotel rooms over the next two years.

Brand-name hotels are springing up all over Guyana, with the sod turned last year for the AC Marriott Hotel in Ogle

and the Sheraton Hotel in Providence that will together add over 300 rooms to Guyana’s hospitality industry.

In June of 2022, Marriott International, in collaboration with H-Towers Incorporated and other international partners, signed an agreement that will bring the Sheraton Hotels & Resorts brand to Georgetown, Guyana, by 2025.

Then there is the AC Marriott Hotel, which will be situated on 2.61 acres of land 2.5 kilometres south of the Atlantic Ocean and 0.5km east of the Eugene F Correia Airport. The project is being developed by Trinuyana Investments.

The project summary further states that the hotel will be five storeys tall, with 150 rooms. Retail stores are among the hotel’s planned features, as well as a courtyard. There will also be paved parking lots with 114 parking spaces, drive aisles, and site roads.

It has already been said that over the next few years, Guyana will see the construction of at least eight hotels.

In observance of Cybersecurity Month, the Guyana Manufacturing and Services Association (GMSA) in collaboration with the Private Sector Commission (PSC) and the Georgetown Chamber of Commerce and Industry (GCCI) hosted a Technology Conference at the Pegasus Corporate Centre.

The Prime Minister highlighted that cyberattacks can affect national security, the economy, and the privacy of citizens. Therefore,

proactive measures must be taken to beef up protection and safeguard digital assets.

“We must remain vigilant, continuously identifying potential vulnerabilities in our information systems while guarding against evolving cyber threats that could negatively impact our quality of life. Cybersecurity is a shared responsibility where every citizen, business, and Government agency must take proactive measures to enhance online security,” the Prime Minister affirmed.

Phillips underscored that with advancements and digitisation come exposure to challenges and threats.

Phillips asserted the Government’s unwavering commitment to ensuring efficient cybersecurity measures are put in place for the safety and security of all Guyanese.

The Government is taking cybersecurity seriously with the enactment of transformative legislation such as the Data Protection Act and the Digital Identity Card Act. The Data Protection Bill

was created to regulate the collection, keeping, processing, use, and dissemination of personal data. It sets a statutory framework, moving away from the current construct of the country’s legislation, which does not safeguard against rights to data protection.

“I wish to underscore that digital transformation brought on by Industry 4.0 should be accompanied by a solid commitment to cyber security…Industry 4.0 is such that with the proliferation of interconnected systems, the attack surface for cyber threats expands.

Therefore, each connected device and system becomes a potential entry point for cyberattacks,” the Prime Minister noted.

The ICT Masterplan 2030 undertaken by the Government is also designed to ensure that the State operates on the most efficient digital platform, encompassing security and technology sectors, and covers imple-

mentation, monitoring, and evaluation processes that will address critical issues such as cybercrime.

“The plan aims to identify weaknesses in our digital systems, increase accountability, introduce smart policing, and deploy cutting edge security technologies to enhance online safety and fortify our nation's cybersecurity,” Phillips said.

The PM also underscored that data privacy was essential as breaches could have legal and financial repercussions. Compliance with data protection regulations also becomes critical.

Meanwhile, Chairman of the Security and Governance Committee at the GCCI, Orson Ferguson underscored that as the economic landscape grows, the level of competitiveness and threats facing businesses is amplified.

With the digitisation of businesses providing that competitive edge, it generates significant amounts of data to forecast demands, understand customers, and manage cash flows.

However, it is imperative to protect this data.

“Unless our local businesses become more and more competitive, the unfortunate reality is that we are going to be eaten up by global competitors. There are a lot of businesses around the globe that want to operate in this country and if we’re not more competitive, we are going to get eaten up,” Ferguson said.

Fortinet looking to close skills gap in local cybersecurity industry

kills shortage in the cybersecurity industry has led US-based Fortinet – a global leader in the field – to offer its expertise to local businesses with the aim of upgrading their Information Technology (IT) capabilities.

During the Technology Conference, organised by the Guyana Manufacturing and Services Association (GMSA) on Thursday, Regional Account Manager for Fortinet, Bhagwat Persaud spoke on the skill shortages in the industry.

Fortinet has made a commitment to train one million people by 2026. Technical workshops have been facilitated in Guyana to equip businesses with tools to employ proper cybersecurity mechanisms.

“Guyana is on the rise and we also need and are looking forward to working with institutions in Guyana to utilise our Fortinet Academy and contribute to the training and development of professionals in cybersecurity,” the company said.

According to the World Economic Forum, cybersecurity is among the top strategically-emphasised skills for the workforce. Yet, there is a shortage of 3.4 million cybersecurity experts to support today’s global economy.

Meanwhile, Keen360 assists both public companies and private agencies in solving business and social problems using technology. Keen360 Chief Executive Officer (CEO) Zahid Khan shared that while external threats were commonly discussed, internal threats were equally relevant.

34-year-old miner was on Wednesday arrested during a Police raid that unearthed a quantity of ganja at his St Elizabeth Backdam, Potaro-Siparuni home.

He is expected to make his court appearance shortly.

Duo get 30 years each for killing prison inmate

wo defendants on Thursday had 30-year jail sentences imposed on them by Justice Sandil Kissoon in the Berbice High Court for their involvement in the killing of a fellow prison inmate, 27-yearold Neshan Jagmohan, at

the New Amsterdam Prison back in 2017.

Dellon Boucher, a 34-year-old former resident of Haslington, East Coast Demerara, and Ramchand Latchman of Number 65 Village Corentyne, Region Six (East Berbice-Corentyne) would be eligible for parole after serving 30 years.

A mixed 12-member jury had returned guilty verdicts for each of the men when their trial ended last month; and on Thursday, while determining the appropriate sentence for each of them, Justice Sandil Kissoon took into account the fact that a lethal weapon had been used, the degree of premeditation involved, and Boucher's previous convictions.

tions on that particular day amounted to a wanton contempt for the law and the policies of the Prison Service.

Boucher has already spent time in prison for armed robbery and attempting to commit a felony, while Latchman is await-

ing trial for the 2016 murder of Hamechand Sookdeo of Number 55 Village Corentyne, who was killed during an act of piracy. The Judge described Boucher as a repeat offender “whose crimes have grown in severity”. Boucher had served a total of six years in jail on the previous conviction.

Given a chance to address the court on Thursday, both Boucher and Latchman said they were sorry for what they had done, and each begged the Judge to be lenient on him.

Justice Kissoon declared that Jagmohan had been killed in cold blood, and given the needless brutality inflicted upon the deceased, the court determined that the life sentence was a reasonable punishment.

tion with the October 2013 murder of Davendra Deodat, a 34-year-old businessman of Hampshire Squatting Area.

After appearing in court on June 21, 2017, the brothers had returned to their cells in the New Amsterdam Prison, where they were attacked by inmates armed with homemade weapons.

The Jagmohan brothers were taken by ambulance to the New Amsterdam Public Hospital, where Neshan was immediately pronounced dead while Ramnarine was admitted a patient there for some time. A post-mortem examination determined that Neshan had died from puncture wounds to the heart, lungs and kidneys.

Ramnarine was eventually freed of the charge in 2019, after the trial Judge had upheld a no-case submission.

In 2020, Rooplall Abrahim, a 24-year-old former resident of Lot 4 Bath Settlement, West Coast Berbice (WCB), who had testified on behalf of the State against Boucher and Latchman during their trial in relation to the Jagmohan brothers, had pleaded guilty to the lesser offence of manslaughter in relation to the death of Neshan Jagmohan, and was sentenced to 17 years in prison.

Abrahim, who is serving three life sentences for killing three persons in Berbice, including a couple, has moved to the Court of Appeal, where he is asking for a reduction of the sentences. In all these cases, he had pleaded guilty to the lesser count of manslaughter.

January 8 and January 9, 2016, at Bush Lot Middle Dam, West Coast Berbice (WCB), he unlawfully killed US-based Guyanese Arthur Doodnauth Rajkumar, 81, and his reputed wife Diane Devi, 45. It was reported that the man and his wife were chopped several times by robbers who demanded cash and other values. The couple, however, did not hand over anything. Police later found their mutilated bodies after receiving reports of screams coming from their home.

Abrahim had also pleaded guilty to unlawfully killing 49-year-old Anita Baichan by arson between January 3 and 4, 2016.

Media reports are that the woman’s bound and gagged body was discovered at her Plantation Hope, WCB home, which had been set on fire.

Abrahim and his accomplice Madanpaul Gocoul, called “Clown”, had raided Baichan’s home, and escaped with $150,000 before setting it on fire. Gocoul has been jailed for 24 years after pleading guilty to the lesser count of manslaughter.

21-year-old resident of Mon Repos, East Coast Demerara was on Wednesday taken into custody following the discovery of a firearm, several rounds of ammunition, and a quantity of ganja and cocaine at and in proximity to his residence.

He was told of the offence, cautioned, and arrested.

However, based on further information, the suspect was escorted to an area away from the house, where a plastic bag containing one 9mm pistol with two matching rounds of ammunition in the magazine were found.

Additionally, a further

search in another clump of bushes unearthed one five-gallon bucket containing a quantity of cannabis.

This suspect was escorted to the Sparendaam Police Station, where the narcotics found in the bucket were weighed and amounted to 3,532 grams. The ganja found in the transparent bag amounted to 13 grams, while the cocaine amounted to 0.5 grams.

The suspect remains in custody, pending charges.

regory Gordon, also known as "Isiah," a 66-yearold taxi driver of Lot 24 Duncan Street, Newtown, Kitty Georgetown, was on Wednesday arraigned before Chief Magistrate (ag) Sherdel Isaacs-Marcus in that Georgetown magistrate’s court on a charge of engaging in sexual activity with a child under the age of 16 years.

The charge Gordon faces details that between January and March of this year, he groped the child’s intimate parts at a Georgetown property. The virtual complainant is undergoing counselling in respect to this incident.

The Sexual Offences Act of 2010 stipulates that an individual is guilty of an offence if that individual causes or incites the

complainant to engage in sexual activity with a third party, engages in sexual activity (excluding sexual penetration) with a child under the age of sixteen, or causes the complainant to perform a sexual act, such as masturbating.

If found guilty on a summary charge, an offender faces a five-year jail sentence; if found guilty on

an indictment, the penalty is 10 years.

Represented by Attorney-at-law Bernard DaSilva, Gordon has been placed on bail in the sum of $200,000, and has been ordered by the magistrate not to speak with the virtual complainant and to keep 300 feet away from her. He is due back in court on December 14.

Take serious actions against raiders, gold smuggling – new GGDMA head

onaldo Alphonso, who has been elected new President of the Guyana Gold and Diamond Mining Association(GGDMA), on Wednesday called on Government to take serious action against raiders in the gold sector and those responsible for smuggling.

In addition, he called on miners to increase their gold production and declarations to the legitimate bodies.

Further, he announced that he would be holding an “open day” for miners to come in and share problems that they are experiencing in the industry, and he committed to working to ensure the success of all miners in Guyana.

The new GGDMA President also told miners, “Gold mining is like the good wife; we must not be distracted by this new ‘girl called oil and gas.”

PSC, FITUG condemn Venezuela’s attack on Guyana’s sovereignty

he Private Sector Commission (PSC) on Thursday commended and pledged its support for the joint declaration by President Dr. Irfaan Ali and Opposition Leader Aubrey Norton condemning “the flagrant violation of the rule of law by Venezuela” in its most recent spurious attempt to lay claim to the Essequibo territory of Guyana.

The Commission has said it condemns in the strongest possible terms this most recent sinister threat launched by the Government of Venezuela against the integrity and sovereignty of some two-thirds of our country in violation of a Treaty of Arbitration and Final Award of 1899, in place some 124 years ago, which settled for all time as a full, perfect and final settlement the boundaries between Venezuela and what was then the colony of British Guiana, (which) is today the independent country of Guyana.

Further, the PSC has said it wishes to remind the Government and people of Venezuela that on 30th January 2018, United Nations Secretary-General, His Excellency Antonio Guterres, pursuant to his mandate under the Geneva Agreement of 1966, chose the International Court of Justice (ICJ) as a means of settlement of the controversy.

“The Private Sector Commission, speaking for the entire business community of our sovereign nation, reaffirms its endorsement of our government having placed this matter before the International Court of

Justice, and commitment to abide by the judgement of the Court on the validity of the 1899 Award as binding on both Guyana and Venezuela,” the statement added.

Meanwhile, the Federation of Independent Trade Unions of Guyana (FITUG), in a similar statement, declared it is deeply concerned by developments in the Bolivarian Republic of Venezuela as that country takes steps to obtain a popular mandate in regard to its spurious claim to a significant portion of Guyana’s territory.

FITUG has said it is very anxious about specific questions to permit the Venezuelan authorities to annex Guyana’s territory; for, given recent developments in other parts of the globe, such motivations cannot be easily ignored.

“The FITUG shares that Venezuela’s actions are in clear violation of several international treaties subscribed to by both Guyana and Venezuela. It is equally important to emphasise that we do not support any attempts which seek to claim Guyana’s Essequibo region as Venezuelan territory.

We are aware that international law prohibits such actions, and we kindly urge the Venezuelan Government to respect such prohibitions and Guyana’s sovereignty.

“The Federation is of the unflinching view that the referendum process underway in Venezuela has

no basis, nor can withstand any scrutiny. We believe it wise that this course of action no longer be pursued, and that both parties con-

fine their representations to the process triggered by and consistent with the Geneva Agreement.”

FITUG fully supports the Government of Guyana in safeguarding our territorial integrity and protecting our borders. It firmly opposes any attempt to impose Venezuelan authority over Guyana’s land and seas.

UN Resident Coordinator lauds Guyana’s commitment to SDGs amid global challenges

nited Nations Resident Coordinator Ye?im Oruç pointed out that while most countries are falling behind on Sustainable Development Goals (SDG) targets, Guyana stands out as one of the few nations at a midway point, dedicated to achieving the goals by 2030.

Oruç made this comment during a recent media engagement where she acknowledged the shared challenges faced by countries, including an uneven recovery from COVID-19 and an international financial architecture with unequal access to core financing needs.

Against the backdrop of the critical status of the SDGs across the 193 UN member states and the many obstacles, she noted that Guyana was leveraging its natural resources wealth and implementing stringent budgetary discipline to propel the country towards SDG achievement.

“In terms of planning and budgetary practices, we do think there are very good practices that other countries in the region but also globally would be worthy of replication and learning more about,” the UN Resident Coordinator asserted.

work on climate change and forest preservation, recognising its leadership in these critical areas.

ICC World Cup 2023…

England's title defence suffers another crushing blow – as Sri Lanka coast to victory

E

ngland's World Cup defence is not yet dead.

And more's the pity, to judge by this latest hollow-eyed display from Jos Buttler's ex-world beaters.

The humiliations are coming so thick and fast that they are losing their shock factor, but suffice to say this latest crushing loss - by eight wickets and in just 59 of the 100 overs of the match - was neither the largest nor the most shocking of an abject campaign.

It was, however, the one that confirmed beyond any lingering doubt that this team of genuine England greats no longer has any miracles left within its dressing-room.

The match-up was nominally eighth versus ninth in the tournament standings, but by the time Pathum Nissanka had slammed Sri Lanka's winning six over long-on with a massive 148 balls remaining, you were left to wonder whether this England team, in this miserable mood, could even have matched their conquerors' achievement of making out of the qualifying tournament in July, that did for the likes of West Indies, Zimbabwe and Ireland.

England's realistic challenge in this match lasted no longer than the first six overs of each powerplay - at 44 for zero after winning the toss, they momentarily threatened to turn on their power at long last, but then contrived to lose all ten of their wickets for 111 in 26 overs, with the pace of Lahiru Kumara and the timeless guile of Angelo Mathews foremost among their persecutors.

And then, in reply, David Willey bagged two new-ball wickets to hint that, at 23 for 2, a low-scoring dogfight could be on the cards, only for Nissanka and Sadeera Samarawickrama to slam the door shut with a near-chanceless stand of 137 in 122 balls.

And that, as they say, was a wrap.

"We've been so far short of the standards that we set ourselves," Buttler admitted after the match. "And for no apparent reason."

England had had the best part of a week to regroup from their shambolic loss to South Africa, but before a ball had been bowled, the scars of that trouncing were plain to see. Not only did Buttler bat first after winning another toss - a direct response to that catastrophic toasting in the Mumbai heat - he also presented a team sheet that was a complete volte face from the Wankhede line-up, with the inclusion of three allrounders in Liam Livingstone, Moeen Ali and Chris Woakes where none had featured a week earlier.

The theory was that a reversion to such depth would free England up to play their natural attacking game, and so it proved in a misleadingly energetic powerplay flurry.

Dawid Malan lashed six fours in as many overs in another brief but imposing cameo five of them launched in trademark fashion over the covers as Dilshan Madushanka offered too much width.

But the signs of England's anxiety were never far from the surface. Had Sri Lanka trusted their instincts, Jonny Bairstow would have fallen lbw first-ball, after replays showed that his straight drive to a Madushanka yorker had first flicked his front pad. And when that first incision finally came, the rest of a devastatingly off-colour line-up followed all too obediently.

Sri Lanka's catalyst was a familiar England foe.

Mathews would not have been called into their squad, but for a tournament-ending injury to Matheesha Pathirana; but at the age of 36, his first over in an ODI for three-and-a-half years dripped with nagging intent. His second delivery, to Malan, popped without pace off a perfect line and length to skim past the splice. His follow-up was rinse-and-repeat, and this time there was a thin scuff on ultra-edge as Sri Lanka instantly reviewed the on-field not-out verdict.

Three overs later, and Mathews was back in the action, this time from backward point. Joe Root's bereft search for ODI form has mirrored that of his team as a whole, and so what better time for a catastrophic run-out to rear its head? After grinding out three singles from his first nine deliveries, Root mistimed a cut off Maheesh Theekshana and set off for a single. The bounce, however, could not have plopped into Mathews' grasp more invitingly, and Root was already off the field by the time the third umpire's superfluous verdict flashed up on the big screen.

From 44 for zero after six overs, England had now lost 2 for 15 in the rest of their powerplay. And with Lahiru Kumara's arrival adding an extra pep to Sri Lanka's performance, Bairstow decided attack was his team's only defence. His next shot in anger was a flappy pull across a length ball from Kasun Rajitha, and Dhanajaya de Silva didn't have to move as the chance embedded in his breadbasket at mid-on.

At 68 for 3, enter Jos Buttler: struggling with his own form, and with panic seizing his team once more.

Six balls later, he was gone to yet another snick to the keep-

This time, at least, it was not a tentative prod to match his downfalls against New Zealand and South Africa.

But his attacking slash to the extra pace of Kumara had the same effect regardless, as Kusal Mendis leapt spectacularly to his right to cling on.

England's innings was less than 15 overs old, and already they were into those allrounders. But Livingstone, alas, barely qualifies as such right now - his sixth ball from Kumara screeched into another uncomfortably planted front pad a s he trooped off for 1, for a tourna-

belief that their miracle man had another epic stored up his sleeve.

But to do so, he required support from the other end, but what he got was a dereliction of duty. On a run-a-ball 15, Moeen ruined this fleeting impression of permanence with a floppy cut to point, as Mathews returned for his fourth over and used his nous and lack of pace to prise out his second key wicket of a killer return. And one over later, Woakes's dismal campaign hit a new low with a fourth-ball duck - a fierce cut to point off Rajitha well grabbed by a swooping Sadeera

view for lbw after under-edging a reverse-sweep against Theekshana. But on 43, and with exactly 20 overs of the innings still remaining, Kumara's head-hunting approach found him out.

Another full-blooded pull found a top-edge to deep midwicket, and the substitute Dushan Hemantha didn't have to move.

Willey showed what might have been at the end of the same Kumara over by clobbering England's first and only six over deep midwicket. But the fight had been extinguished at the other end of the pitch. Willey faced just two more legal deliveries before Adil Rashid left the building, gormlessly run-out at the non-striker's end as Mendis gathered a leg-side wide and spotted him dawdling back towards his crease in a less volatile recreation of Bairstow's

And when Mark Wood gave the charge to the excellent Theekshana to be stumped for 5, England had been routed, with exactly 100 balls left unused, for 156 - the lowest all-out total ever made in men's ODIs at the Chinnaswamy.

Sri Lanka's own frailties meant that the run-chase was not a done deal, especially once Willey - one of England's few reliable competitors - had removed Mendis and Kusal Perera in the space of his first three overs. But Woakes, England's white-ball attack leader, lacked penetration yet again, and in the absence of further powerplay incisions, neither Rashid nor Wood was able to provide the X-factor that such an uncompromising situation demanded.

Rashid's fifth ball was smoked onto the roof at longon as Nissanka showed the sort of gumption against his opponents' chief threat that England as a collective were unable to find. His fourth half-century in consecutive World Cup knocks was sealed with a sublime drive through the covers off Wood, but the numbers that mattered the most were the two points that his innings ensured would be added to Sri Lanka's qualification cause.

They too, are not dead yet in the race for the top four. Unlike England, however - who are already braced for impact as they face table-toppers India in Lucknow on Sunday - Sri Lanka will stride onto next week's clash with Afghanistan believing that they can get right back into the mix.

he 61st National Cycling, Swimming, and Track and Field Championships will be held from November 26 to December 1st, 2023, and will be hosted by the Ministry of Education and the Guyana Teachers' Union.

Launch of this 61st edition was held on Thursday 26th October 2023 at the National Track and Field Facility at Leonora, which would also be the base for the event from November 29.

The nation’s best student-athletes and teachers from the 15 districts will be competing for medals and bragging rights in swimming at the National Aquatic Centre, cycling at the National Park, and athletics at the National Track and Field Centre at Leonora.

Second Vice President of the Guyana Teachers Union, (GTU) Julian Cambridge, in brief remarks applauded the organization's sponsorship to make this event possible.

ago, some of us weren’t even born as yet. Your support would have been dynamic, and we want to say to you that we look forward for your support going forward. To Digicel, who would have been a partner and who would have been with us this year, we wanna say thanks for coming on board. And to Impresssions also, we wanna say thanks for coming on board,” he said.

Dr. Retish Tulram, DCEO – Technical of the Ministry of Education, in brief remarks at the launch emphasized the importance of this event towards the development of junior athletes to represent Guyana.

“This is an event that will showcase the talents, the abilities, the potentialities of our athletes who would have completed these sports at their district level. And here is where they will now com-

pete at a national stage that will then scaffold them for another stage, whether international stage, regional stage. And you will agree with me (that), over the years, Guyana has been making the news as it relates to our local athletes participating and competing in all disciplines across the world,” he said.

On Monday, November 27, 2023, the National Park and the National Aquatic Centre will be packed with cyclists and swimmers as they compete, while all roads will lead to the National Track and Field Center from November 28, 2023 to December 1, 2023 for the athletics leg of the championships.

Digicel at the event revealed that they would be giving a scholarship to the star athlete of the tournament to attend the University of Guyana.

s time draws closer to the staging of the GTT Business Solutions Invitational Golf tournament, one of the biggest golfing events in Guyana, Banks DIH, Oasis Café and Montra Entertainment Centre have thrown their support behind the event, which is set to take place this weekend at the Lusignan Golf Club.

Under their 6 Degree North wine and Tropical Mist Water, Banks DIH will be the prime beverage provider at the tournament. The players will be refreshed by Tropical Mist throughout the tournament

as they battle for glory over the two days of action; and later on, they will be able to sit back and relax and sip on 6 Degrees North after a hard day's work.

Oasis Café, with their Aristea Wine, Sauvignon Blanc 2020, will be the primary partner in hosting the cocktail reception for the players and guests. Montra will be entertaining guests with their expert bar staff to ensure guests have a pleasant evening.

Hackett also noted that the grounds are in immaculate condition, the fairways are dry, and the club is doing its best to ensure the greens are shine, so that players would record exceptional performances on the course.

Further, he relayed that the course is going to be challenging, and the greens are going to be tough to control. However, he is optimistic that the experts will find a way to perform well in these conditions.

The tournament will begin with a welcome and cocktail ceremony on Friday,

October 27, along with a practice session during the day. It is expected to draw over 70 participants from Guyana, the USA, Canada, Suriname, and Barbados, competing in both male and female categories.

The tournament is limited to 72 players, and registration closes on October 25. The format of the game is expected to be medal play by flights (ladies and men), with prizes being won

for each flight.

Cariah, Narine power Red Force to victory over Hurricanes

ll-round contributions from Yannic Cariah and Sunil Narine ensured Trinidad and Tobago Red Force record a three-wicket win over the Leeward Islands Hurricanes yesterday in the CG United Regional Super50 tournament.

Asked to bat, Hurricanes were contained to 198 all out in 37.2 overs, while the Red Force recorded 199 for seven in 45.4 overs.

Hurricanes were blown away by Cariah, who bagged his second five-wicket haul of the tournament when he picked up 5-48 with his leg spin. Veteran off-spinner Sunil Narine was among the wickets with 3-30, while Terrance Hinds bagged 2-24.

Lady Jags needle Suriname to go top of Group A I

t was a win by the slimmest of margins for Guyana’s Lady Jags on Wednesday evening in Suriname, but it has caused them to leap to the top of Group A in League B of the CONCACAF Road to W Gold Cup Qualifier.

With the match being played at the Dr. Ir. Franklin Essed Stadium in Paramaribo, Jags Head Coach Omar Khan opted for a starting XI that featured Goalkeeper Chante Sandiford being supported by Anya Tribune, Sydney Cummings, Justine Rodrigues, Briana De Souza, Stefani Kouzas, Brianne Desa, Jalade Trim, Neema Liverpool and Shanice Alferd.

Fireworks were evident from the onset, as both teams battled to clinch the top spot in the group. Guyana’s first chance came as early as the 7th minute, when a wellplaced shot from Otesha Charles flew across the face of the goal.
