Over US$400,000 in IT equipment, software handed over to boost Guyana’s criminal justice system

he United Nations D e v e l o p m e n t Programme (UNDP) has donated IT equipment and software valued at approximately US$400,000 to several state agencies under the PACE Justice Project, aimed at strengthening Guyana’s criminal justice system through technology deployment and capacity building.

Following the handover, Guyana’s judiciary and key justice sector agencies are now better equipped to enhance the delivery of justice.

The advanced IT systems will support modernisation

efforts across the country’s courts and other judicial institutions.

Speaking at the handing-over ceremony on Thursday at the UN’s boardroom, Attorney General (AG) and Minister of Legal Affairs Anil Nandlall said the PACE Justice Project comes “at a very appropriate and strategic time, as Caribbean leaders intensify efforts to reform and modernise the administration of criminal justice.”

Highlighting the broader significance of strengthening justice systems, he noted that, “The administra-

tion of criminal justice in the Caribbean is undergoing tremendous scrutiny, examination, retrospection, introspection, and a revamp; and it is being done at the highest level, that is to say, the heads of Government in the form of a subcommittee, because the administration of criminal justice has been identified as crucial for the social advancement and economic prosperity of the region.”

Caribbean to address the same issues. He described it as “another significant initiative under the PACE project” and noted that Guyana is fortunate to have been selected as a beneficiary.

Strengthening the justice system

In keeping with talks centred around innovative efforts for the local judicial system, AG Nandlall highlighted legislative reforms underway, including a new Evidence Bill.

“Our current evidence law dates back to 1893 in the United Kingdom. It is over a hundred years old, clearly out of sync with modern realities. We intend to repeal the old legislation and replace it with a completely new Evidence Bill.”

He expressed hope that the donated equipment would be fully utilised, noting that steps have already been taken to equip the Guyana Police Force with computer systems and printers as part of efforts to elimi-

nate handwritten records.

“I hope that whatever it is that we are receiving here would be utilised to the fullest. We have already donated a number of computer systems and printer systems to the Police force as we are aggressively moving towards eliminating completely handwritten records. We want everything to be typed, and hopefully we will emulate the vision of the Chancellor to become completely paperless.”

resident Dr Irfaan Ali has unveiled the design of a new terminal building that will be constructed at the Aishalton Airstrip in Region Nine (Upper Takutu-Upper Essequibo), something which will not only enhance travel but also boost tourism in the community.

The Head of State made this announcement Thursday during the commissioning of the recently upgraded airstrip at Aishalton. Once a strip of grass and mud that limited access, especially during the rainy season, the Aishalton Airstrip has been transformed into a 2500-foot rigid concrete runway, a project done to the tune of $920 million.

Expanding the foundations of learning

T

he announcement by the Education Ministry regarding the commissioning of 18 new schools across several regions by the end of the first quarter of 2026 denotes a decisive pace in strengthening Guyana’s educational infrastructure.

This initiative is a sustained national commitment to ensuring that every child, regardless of geography, has access to quality learning opportunities. By strategically expanding the availability of nursery, primary, and secondary institutions in Regions One, Three, Six, Seven, Nine, and 10, the Government is addressing long-standing gaps in access while laying the groundwork for a more equitable and inclusive educational system.

Education remains the cornerstone of national development in every country, and as such, it shapes not only the intellectual capacity of a nation but also its social cohesion and economic resilience. For a country like Guyana, where hinterland regions have historically faced limited access to both primary and secondary education, the commissioning of new schools is particularly significant. These developments directly address inequalities, allowing children in remote areas such as BarimaWaini, Cuyuni-Mazaruni, and Upper Takutu-Upper Essequibo to continue their studies locally, without the disruption of relocation or long commutes. This is a deliberate effort to democratise educational opportunity across all regions.

While primary education coverage has reached 100 per cent, secondary education in the hinterland remains a critical frontier.

Expanding secondary institutions in these areas ensures that students can progress seamlessly from foundational learning to higher levels of study, fostering academic continuity and longterm personal development. It also reduces social inequalities by providing children from remote communities with opportunities comparable to those available in urban centres.

Beyond access, the focus on school development addresses persistent challenges such as overcrowding. Large class sizes have long limited the effectiveness of teaching and the quality of learning. By creating additional schools and distributing them strategically across regions, the Ministry aims to reduce classroom congestion, allowing teachers to provide more individualised attention and engage students through interactive and participatory learning methods. Smaller classes facilitate critical thinking, creativity, and problem-solving, skills that are indispensable in an increasingly complex global economy.

The benefits of these new schools extend beyond academics, as well-designed educational facilities function as community hubs, providing spaces where values of discipline, civic responsibility, and social cohesion can be nurtured. Modern schools, equipped to accommodate extracurricular activities, sports, and cultural programmes, contribute to the holistic development of learners.

Children are not only educated but also supported in their physical, social, and emotional growth, producing well-rounded individuals capable of contributing meaningfully to society.

This investment also underscores the intrinsic link between education and national progress. A well-educated population drives innovation, productivity, and economic growth. The commissioning of these 18 schools builds on significant progress made in 2025, representing continuity and sustained commitment. Each new school represents more than bricks and mortar; it embodies the promise of opportunity and the potential for transformative social impact. By addressing both access and quality, the Government is creating an environment where children can thrive and communities can flourish.

The expansion of Guyana’s educational infrastructure is a milestone that carries profound implications for the nation’s future. The commissioning of these schools will reduce disparities, alleviate overcrowding, and promote holistic student development, ensuring that all children, regardless of location, have the tools to succeed. Removing the tools of crime from criminals

T

he most significant crime story of 2025 is that Jamaica recorded fewer than 1000 murders. The sub-700 figure represents the most substantial decline since the 1980-1981 period, when murders fell from 889 to 490, representing a 45 per cent reduction in a single year. Since the start of the 21st century, Jamaica has recorded fewer than 1000 murders only in 2003, when 976 murders were reported.

This context matters. We have had years when more than 1500 murders have been reported: 2005 (1674), 2008 (1620), 2009 (1683), and 2017 (1647). The challenge before us now is not simply to celebrate progress, but to anchor it. Key stakeholders, most notably the Government, are committed. The appeal, however, is to you, the citizens of Jamaica, to work even more closely with the Jamaica Constabulary Force (JCF) in 2026 to ensure this change endures.

Crime reduction is not achieved through a single strategy. Many lines of effort must be pursued simultaneously. My focus here, however, is on one foundational truth: illegal firearms are the primary tools that enable Jamaica’s most violent crimes. Eliminating the illegal possession, manufacture, trafficking, proliferation, and use of prohibited weapons is, therefore, central to reducing heinous and violent crimes.

In 2025, the JCF recovered 1201 firearms, the largest number seized in any single year, accounting for approximately 15 per cent of the 7772 guns recovered over the past decade. Since 2016 an average of 80 per cent of all murders have been committed with firearms. In 2025 alone, 74 per cent of the 673

murders recorded involved guns. Firearms are also central to robberies, sexual violence, and shootings, with shooting figures consistently mirroring murder trends.

The Firearms (Prohibition, Restriction and Regulation) Act, 2022, provides the legislative framework for investigations.

Jamaica’s firearms legislation is intentionally stringent, recognising that the illegal possession and movement of guns underpin the vast majority of serious violent crimes. The Act, therefore, prioritises incapacitation, deterrence, and disruption of the firearms trade, even when offenders are not otherwise linked to gangs or violent acts.

Since the Act came into force, a cumulative total of 3651 people have been arrested and charged: 1107 in 2023, 1253 in 2024, and 1291 in 2025. Notwithstanding these large numbers of arrests, the appetite for guns remains strong, with an unacceptably large number of young people willing to risk the possession and use of firearms.

Understanding why requires an honest look at the economics of the illegal gun trade. In the United States a new Glock pistol typically costs between US$500 and US$600, while used or stolen firearms may be acquired for approximately US$200.

Similar pricing applies to the Taurus G2c, now among the most frequently imported firearms. At the higher end, when converted to Jamaican currency, a new Glock pistol costs approximately $96,000.

In the guns-for-drugs trade with Haiti, 50 pounds of ganja are exchanged for a pistol valued at roughly $150,000.

Locally, pistols are sold for as much as $400,000, while rifles can command prices ap-

proaching $1 million.

Trading in firearms from a financial perspective is lucrative, and, as a consequence, the Firearms and Narcotics Investigation Division (FNID) has been arresting individuals on firearm charges who are not gang affiliates and, in general, are non-violent. The Act prescribes a mandatory minimum sentence of 20 years upon conviction for trafficking and dealing in prohibited weapons. Over the past three years, 51 charges have been laid for dealing, 52 for stockpiling (being in possession of, or causing to be accumulated, three or more prohibited weapons or 50 or more rounds of ammunition), and 19 for trafficking.

Investigating these offences is not without challenge. The offences around the trade of firearms require investigators to establish “knowledge” on the part of the suspect. Achieving this would be easier in a compulsory questioning regime. The participants of a trade, which provides the tool to kill 80 per cent of those murdered, when caught, may rely on all the dimensions of the right to remain silent.

Investigating to prove custody may also be challenging, as there is neither a reverse nor an evidential burden in circumstances when custody is not obvious. These absences explain the challenges with making an arrest and laying charges when the recipients of a package, known by the police to contain prohibited weapons, make a collection. Another difficulty is that players must notify, or procure notification of, the media for a broadcast to be made, so actors along the chain are typically alerted to the find.

Law enforcement attention is focused even more so

on the users of illegal firearms. For the period 20232025, 62 per cent of all charges from the Act were for possession of a prohibited weapon. For that period a total of 923 people were arrested with a firearm, 395 more than the 528 killed in confrontation from whom a firearm was recovered. A total of 1451 gunmen were impacted, yet we still have serious challenges with gunmen.

Possession cases often proceed without the need for civilian witnesses. This creates an opportunity for public assistance without fear of exposure or retaliation.

I have shared my thoughts to highlight the large volume of work already done, provide insight into the mammoth task ahead, and ask for your help.

We have revamped the Narcotics Division to establish an FNID that can leverage the technology and knowhow developed over decades of enforcing the Dangerous Drugs Act, with provisions similar to the Firearms (Prohibition, Restriction and Regulation) Act. FNID currently records an 88 per cent conviction rate. The Criminal Investigation Branch provides supervisory oversight of all cases of possession of prohibited weapons investigated up to trial. Each instance resulting in a not-guilty verdict is subjected to a post-mortem review to strengthen future prosecutions.

Legislation and policing alone cannot remove the tools of crime from criminals. In this regard, I call on every citizen to stand with the JCF by providing information, recognising that every illegal firearm removed is a life potentially saved, perhaps that of a neighbour, a child, or a loved one. – new Stelling Road Market takes shape, ending years of congestion

fter years of planning, warnings, and periodic enforcement actions, the long-standing Rosignol Railway Line market has finally been dismantled, and vendors are now fully relocated to the purpose-built Stelling Road Market. The move brings an end to one of the major causes of traffic congestion in Rosignol and a focal point of ongoing clashes between Neighbourhood Democratic Council (NDC) authorities and informal traders.

The Railway Line market, once a thriving hub of roadside vending along the former railway corridor,

had become notorious for blocking traffic, narrowing key sections of the roadway, and creating unsafe conditions for motorists and pedestrians alike. At peak hours, the cluster of wooden stalls, crates, produce, and coolers spilling onto the road often forced vehicles into single-file movement, contributing to long delays, especially at the approach to the Rosignol stelling and ferry landing.

Attempts to clear the area and move traders began as early as August 2008, when authorities first demolished stalls along the embankment after issuing notices to relocate to a

nearby market structure.

Vendors repeatedly rebuilt their stalls, and additional removals were documented later that same year and during the early 2010s, reflecting a long-running struggle between enforcement efforts and traders reluctant to leave their established location.

Despite the availability of market space nearer to the Stelling Road, many vendors stayed at the Railway Line market due to customer familiarity and the convenience of high foot traffic. The congestion, however, drew frequent complaints from commuters, business owners, and

residents alike, who cited blocked intersections, unsafe pedestrian movement, and increased travel times as daily frustrations.

Under the direction of the Rosignol-Zeelust NDC, structures at the old Railway Line site were recently cleared, and vendors were instructed to move permanently to the Stelling Road market facility, a covered and organised space designed to accommodate the community’s commercial needs while keeping roads clear. Officials say the new market offers better sanitation, safer working conditions, and improved traffic flow.

While some traders expressed initial resistance to the relocation, many have

since settled into their new booths and stalls. A handful of vendors told Guyana Times that while they will miss the foot traffic at the old site, they appreciate the security and space afforded by the structured market environment.

Local motorists welcomed the demolition, noting that roads around the old market had frequently become bottlenecks, especially during weekday mornings and evenings.

“It used to take twice as long to get through here, especially when trucks tried to pass each other with people in the way. Now traffic moves much more smoothly,” one minibus operator told this publication.

Some residents also

pointed to improved safety: pedestrians no longer have to weave between cars and merchandise, and emergency vehicles can navigate the area with fewer obstructions. NDC officials say regular patrols will continue to ensure that no stalls return to the roadway illegally.

Nevertheless, with the railway line corridor now cleared, NDC planners hope to explore redevelopment or beautification plans for the area to support both commerce and responsible urban use. Traders, meanwhile, are looking forward to the next busy period at the Stelling Road market, hoping that the improved layout will attract shoppers and boost business.

here are lots that can be done with a potato. From soup to french fries to hash browns, potatoes are a delicious food source that can be used in multiple ways. But did you know that these tubers can also produce power?

Try out this experiment to get an idea of how batteries work and test out how chemical energy is turned into electrical energy.

Materials • 2 large russet potatoes • 1 knife • 3 pieces of copper wire • 3 pairs of alligator clips (each should be 2 clips connected by wire) • 2 galvanised nails (nails coated in zinc) • 1 2V digital clock with the battery removed

Rearranging them into coloured bars, we can easily see the number of dark-coloured squares in comparison to the number of light-coloured squares.

Instructions 1.

Cut a slit into each potato. Then, insert a copper wire into each of the slits.

2.

Now insert the nails, one into each potato, on the ends opposite the wires. Push them in about 1 inch deep.

3.

Open up the battery compartment of the clock and remove the battery. Leave the compartment open.

4.

Using alligator clips, connect the wire from one potato to the positive terminal in the clock’s battery compartment.

5.

Again, with alligator clips, connect a wire from the nail in the other potato to the negative battery terminal.

6.

Lastly, connect the nail on the first potato to the copper wire on the second potato. Refer to the diagram to see what the setup looks like.

7.

What happens to the clock? The potatoes will produce enough energy to power the digital display!

he extradition hearing involving United States (US)-indicted businessmen Nazar and Azruddin Mohamed was adjourned to February 5, with Principal Magistrate Judy Latchman ruling that the prosecution would not be allowed to make any further disclosures in the proceedings.

During Thursday’s hearing at the Georgetown Magistrates’ Courts, the prosecution sought to introduce a statement from Foreign Affairs and International Cooperation Minister Hugh Todd on the existence of extradition arrangements between Guyana and the US. “Corridor for commerce” Meanwhile, similar sentiments were expressed by Amerindian Affairs Minister Sarah Brown-Shadeek, who described the newly rehabilitated airstrip at Aishalton as a “corridor for commerce”.

She noted that this airstrip, coupled with the recent upgrading of the Paramakatoi Airstrip, reflects the Government’s commitment to enhancing the livelihood of all Guyanese, bridging the gap between the coast and the hinterland.

In fact, since 2020, the Amerindian Affairs Ministry

has injected over $141 million dollars into Ashiston to enhance the lives of its 1276 residents, something which she says will be further bolstered by the newly upgraded airstrip.

“It’s a corridor of commerce much like the Linden to Lethem Road. The direct impacts of this airstrip are many and will open this region more in accessing markets. We have the resources, we have the produce, and we need access to markets more readily. This is the opportunity – our opportunity to grow, and we are ready to ensure the potential of this region is not only met but promoted.”

“This airstrip means that tourists can fly from the coasts to the savannahs in comfort, unlocking the hospitality potential of our village, thereby reforming our Government’s commitment that remoteness and the decision to remain in our village does not mean delayed development,” said Minister Brown.

Similarly, Chairwoman for Region Nine, Vania Albert, commended the Aliled Administration for ensuring that hinterland communities are not left out of the country’s development.

“This investment [in the Aishalton Airstrip] represents far more than infrastructure. It is a clear symbol of inclusion and connectivity and a Government that truly has the people of the hinterland and Amerindian people at heart. Improved air access would significantly enhance healthcare delivery, education, security, emergency response and economic opportunities for the people of Deep South, Rupununi,” the Regional Chair stated.

Consequently, the extradition hearing was adjourned to February 5 and

Speaking with reporters outside the courtroom, Williams clarified that there was no deficiency in the prosecution’s case that resulted in the late submission.

“This is a big song and dance over a very trivial formal issue… A lot is being made out by defence counsels regarding it,” he stated.

According to Williams, in Guyana’s Fugitive Offenders Act, there is a provision for the Foreign Minister to prove existing extradition arrangements with a certificate.

“That act that the Minister performs…the content of which or the foundation for which has been confirmed by the courts on many occasions, that is, that there is an extradition arrangement in existence between Guyana and the United States,” Williams stated.

Meanwhile, Attorney Dhurjon told reporters outside the court that with the admission of this new disclosure, the defence will get an opportunity to cross-examine the Minister and he is confident that the “glaring holes” in the prosecution’s case will come to light.

The extradition proceedings against the Mohameds commenced on Tuesday in the Magistrates’ Court.

The extradition request was made by US authorities seeking the sur-

render of the Mohameds to face charges filed in the Southern District of Florida. An 11-count grand jury indictment accuses them of wire fraud, mail fraud and money laundering in connection with alleged financial crimes involving gold exports. The proceedings are being conducted under Guyana’s Fugitive Offenders Act pursuant to an extradition treaty between Guyana and the US. The businessmen had moved to the High Court to block the extradition proceedings, but this application was rejected by Chief Justice Navindra Singh on Monday, thus paving the way for the extradition hearing to get underway.

In fact, during Tuesday’s session, Magistrate Latchman had ruled that the matter could not be paused in the absence of a formal stay from a superior court. This was after the defence team argued that proceeding with the committal process while appeals and judicial review proceedings remain pending would expose the Mohameds to serious prejudice.

Both Nazar Mohamed and Azruddin Mohamed remain on bail as the committal hearing continues.

21.5kg of ganja seized during Police operation on EBD P New rules… olice in Regional Division 4 ‘C’ are investigating the discovery of a quantity of suspected cannabis during an operation on Strathspey Public Road, East Demerara.

The discovery was made on Thursday at about 09:00h while Police ranks were on patrol in the area.

During the operation, a motorcar was intercepted and searched. According to Police, the vehicle was driven by a 35-year-old man from Glasgow Village, East Bank Berbice, and was occupied by a 31-year-old male passenger, a construction worker from Heathburn, East Bank Berbice.

Both men were informed of the offence and arrested.

88-year-old husband suspected in wife’s killing found dead

P

olice are investigating the circumstances surrounding the death of Michael Raymond Haralall Tamassar, also known as “Mike”, an 88-year-old pensioner, who died on Thursday.

Police said the death occurred between 07:00h and 09:38h hours at the Bladen Hall School Compound Living Quarters, East Coast Demerara, where Tamessar of Lot 8 Ogle Airstrip Road,

East Coast Demerara, had been residing with his son.

According to investigators, Tamessar was last seen alive at about 07:00h by his son, but at about 09:38h, he was found unresponsive in the living room of the residence. Detectives examined the body for marks of violence but reported that none were observed on the exposed areas.

Tamessar was subsequently escorted to the

Buxton Health Centre, where he was pronounced dead by a doctor on duty. His body was later transferred to the Memorial Gardens Mortuary, where it remains pending a post-mortem examination.

Police confirmed that investigations into the matter are ongoing.

Tamessar had previously been arrested and was assisting Police with an investigation into the death of his

wife, 89-year-old Lackandai Tamessar, whose body was discovered late last month at their residence on Ogle Airstrip Road.

In a report published on January 1, 2026, Police stated that Lackandai Tamessar’s body was found with apparent stab wounds.

The incident was believed to have occurred between Friday, December 26, and Tuesday, December 30, 2025.

Investigators reported that the elderly woman was last seen alive on December 26 by a relative who visited her home. When the relative returned on December 30, she discovered Tamessar lying motionless with injuries.

The woman’s body was taken to the Plaisance Health Centre, where she was pronounced dead on arrival by a doctor. It was later transported to the Memorial Gardens Funeral Home.

At the time her body was discovered, Michael Tamessar was present at the residence. Police had confirmed that he was arrested and was assisting with the investigation into her death and was later released from custody.

It’s from the US declaration that not only will Venezuelans have to use the $2B from the 50M barrels of oil they’ve detained to buy American goods – they’re gonna dictate how all of Venezuela’s 300 billion barrels of oil are sold going forward!! Imagine that!! US Energy Secretary Chris Wright told the Goldman Sachs Energy Conference in Miami, “We need to have that leverage and that control of those oil sales to drive the changes that simply must happen in Venezuela.” While he stressed that the revenues would be used to stabilise Venezuela’s economy, they’ve signalled that oil majors ExxonMobil and ConocoPhillips have first dibs for losses after their assets were nationalised by former President Hugo Chavez nearly two decades ago!!

Why this is important for us is that fossil fuel – and heavy, sour, crude fuel at that – is gonna be pushed for the rest of the century by the USA!! Meaning that our sweet, light crude will be needed if for nothing else than for adding it to all that Venezuelan crude to reduce its viscosity!! So, all those doomsayers who’re wringing their hands and weeping and wailing about us getting stuck with oil on our hands should wake up and smell the fumes of all those refineries in the newly named Gulf of America!! Right now, Venezuelan PDVSA’s three Gulf refineries – part of their Citgo empire that’s being auctioned off – have already geared up to use the heavy crude they were designed to refine. And wean themselves from the Canadian stuff they were forced to use because of the sanctions!!

There’s talk about the American oil majors being skittish to invest in Venezuela right now because of possible acts of terrorism Chavista loyalists might launch on gringo businesses setting up shop after hauling off Mad Maduro. But since the initial “investments” by ExxonMobil and ConocoPhillips will already be covered by the money they’re gonna get for the twenty-year-old nationalisation awards, it’s no sweat off their brow!! And Chevron’s already there since they were exempted from sanctions and just have to ramp up their operations!!

And what about continued usage of fossil fuel pushing global warming past the tipping point and turning Mother Earth into one big desert?? The Trump administration has always maintained that such claims are part of the woke agenda that needs to be thrown into the garbage bin!!

There might be global warming, they concede – but it ain’t due to burning fossil fuel!! And even there we have our forests as a “carbon sink” soaking up carbon dioxide!!

So, what’s the bottom line for us as a newly-minted oil producer?? Drill, baby, drill!! …on global real estate Folks in Europe have their bucktas and drawers in knots because the US under Trump is following up on their interest expressed since 2019 to acquire Greenland!!

Now Greenland is a glorified (if massive) 836,330-squaremile chunk of ice that’s inhabited by just 87,000 persons and is a colony of tiny Denmark. While there has been talk of a US invasion to take control of the strategically important Arctic real estate – against encroaching Chinese and Russian interests – the US has declared it’s willing to pay for it.

There’s precedent for such a move in the “Alaska Purchase”!! Yep… America’s largest state – at 663,268 square miles – was purchased from the Russian Empire for the sum of $7.2 million in 1867 – equivalent to $132 million today!!! At the time Alaska had a population of some 30,000, mostly Inuits – the same people who were colonised by the Danes.

The US should offer to pay the Inuits for purchasing Greenland – which will make them rich!! …on warfare The reason why the US could take out Mad Maduro without the expected massive retaliation from their army, navy or air force was the complete air-domain dominance by the Yanks!! They were able to jam the radar and communications!!

Dengue cases rising in Region 6 as rainy season fuels mosquito breeding – RHO ...says some residents deny vector control teams access to property

A

n upsurge in reported dengue cases is being recorded across Region Six (East Berbice-Corentyne), with health authorities warning that persistent rainfall, yard conditions, and limited public cooperation are complicating efforts to control the mosquito-borne disease.

Addressing the Region Six Regional Democratic Council (RDC), Regional Health Officer (RHO) Dr Vinashri Khirodhar confirmed that both adults and children are being affected.

However, only complicated cases are being admitted to the hospital.

“Due to the rainy season now, you will notice a rise in the number of dengue cases,” Dr Khirodhar told councillors, adding that the current pattern reflects seasonal transmission trends.

While no specific figures were disclosed at the meeting, Region Six has previ-

ously been identified by national health authorities as one of the regions with heightened dengue activity during periods of heavy rainfall, prompting intensified testing, surveillance, and vector-control interventions.

Dr Khirodhar explained that dengue control is no longer the responsibility of the health sector alone but requires an inter-agency re-

sponse involving multiple stakeholders.

“As it relates to dengue, it’s more of an inter-agency approach. It’s no longer just the health department or the RDC,” she said, noting that Regional Democratic Officers (REDOs), the Education Department, and all Neighbourhood Democratic Councils (NDCs) are actively involved.

According to the RHO, the RDC and Regional Health Services have provided spray machines, chemicals, and other resources to NDCs to carry out mass spraying, rather than relying heavily on fogging.

“At the moment, we’re not focusing on the fogging so much because fogging is only done once every 28 days,” she explained. “The

spraying is more effective because it allows us to go into the yards of each community, of each household.”

She noted that this approach targets both adult mosquitoes and eggs, offering more sustained control.

However, Dr Khirodhar identified the rainy season itself as a major challenge, with water accumulating in yards, uncleared drains, and discarded debris – creating ideal breeding conditions.

“Our problem now and the challenge is that it is a rainy period,” she said, adding that health workers cannot remove debris from private properties.

Another major concern raised was resistance from some residents who refuse entry to vector-control teams.

“Some residents are refusing for the health workers, along with the vector team, to enter their houses

and yards to do the spraying,” Dr Khirodhar said, describing the situation as a significant barrier to effective control.

Regional Chairman Junior Bassant told the council that public-awareness efforts are ongoing at the NDC level, with communities being sensitised about dengue prevention and cooperation with spraying teams.

Dr Khirodhar also reminded councillors that Regional Health Services are utilising a regional media house to disseminate televised dengue awareness messages, urging residents to eliminate standing water, clean yards, and allow access for spraying.

Health officials continue to encourage early medical attention for persons experiencing dengue-like symptoms, as timely treatment can prevent complications.

Jags Aviation lowers airfares to interior locations

ollowing a call by President Dr Irfaan Ali earlier this week for local air operators to lower the hefty fares for travel to hinterland locations, Jags Aviation Inc has heeded the call and reduced the costs for flights to at least two interior communities.

The Head of State made this announcement on Thursday during the commissioning of the newly constructed Aishalton Airstrip in Region Nine (Upper Takutu-Upper Essequibo).

The reductions will be applicable to flights to Aishalton and Paramakatoi in Region

Eight (Potaro-Siparuni).

“We heard from Jags Aviation that effective February 1, they’ll be reducing their [costs for] air flights coming in here to Aishalton and Paramakatoi. So, at least one of the operators has already responded to the call,” President Ali noted.

Earlier this week at the commissioning of the rehabilitated airstrip in Paramakatoi, the Guyanese leader had urged domestic operators to slash their airfares in order to make travel more accessible and affordable for citizens.

With the massive invest-

ments being injected into upgrading the airstrips at Aishalton ($920 million) and Paramakatoi (almost $800 million), coupled with plans to build out another 35 airstrips in communities across the country, President Ali on Thursday contended that the benefits must be passed onto passengers.

“I’m telling you I’m dead serious, dead serious about this. The people must benefit from lower costs from these investments. They deserve it,” the Head of State declared, telling air operators, “You’re not doing them a favour. You have a responsibility.”

The President has already instructed the Director General of the Guyana Civil Aviation Authority (GCAA), Lt Col (Ret’d) Egbert Field, as well as Public Utility and Aviation Minister Deodat Indar, to meet with local airline operators to discuss this issue of the high airfares for local travel.

er the cost of fares to the interior.

Tiwari noted that the lowering of airfares to the interior was long overdue, adding that President Dr Ali’s pragmatism and skill as an urban planner, coupled with the “One Guyana” notion, have inspired the nation and restored hope and confidence within the business community and among the citizenry.

“During the last five

years, President Dr Irfaan Ali’s genuine, courageous and brilliant leadership has created a seemingly hospitable investment climate in Guyana that has attracted many foreign and local investors,” the missive detailed.

Making domestic air travel more affordable and accessible for Guyanese has been identified as a top priority for the Ali-led Government during its second term in office.

GPL issues warning after concrete pump dangled over high-voltage line on ECD

he Guyana Power and Light Inc (GPL) has raised safety concerns after a concrete pump from RZND Concrete and Delivery Company was observed dangerously positioned over a 69,000-volt transmission line at the La Bonne Intention Railway Embankment, East Coast Demerara (ECD), on Thursday.

This line, which connects GPL’s Sophia and Good Hope substations, is a critical link which supplies electricity to Regions Four and Five. GPL, in a release, warned that a single miscalculation could

have caused a catastrophic system failure, potentially leaving tens of thousands of customers without power.

According to the company, the incident also poses significant risk to workers, nearby residents and surrounding property. GPL said that it has notified the Guyana Police Force (GPF), which detained representatives of the company, and the Ministry of Labour was also notified due to the breach of safety regulations.

Thursday’s incident is not an isolated case. In recent weeks, GPL has reported multiple instances

where contractors damaged electricity infrastructure through unauthorised or unsafe operations.

In late December 2025, GPL initiated legal action against contractors after heavy equipment damaged network facilities in areas including Eccles, Grove, East Bank Demerara, and South Ruimveldt, Georgetown. Those incidents resulted in service disruptions to hundreds of customers and prompted Police reports and formal investigations.

GPL has repeatedly stated that many of these incidents stem from contractors failing to notify the utility before carrying out excava-

tion or construction work near power lines and underground cables. The company has maintained that such actions undermine the stability of the national grid and place lives at risk.

In light of Thursday’s events, GPL is urging all contractors to follow all established safety protocols when working near electrical infrastructure. The utility advised contacting GPL at 226-2600 before commencing any work to avoid future accidents and disruptions. GPL emphasised that any party found committing any such reckless act will face prosecution to the fullest extent of the law.

uyana is at the top as one of the best-positioned countries in the oil market right now as oil prices continue to slip following Venezuela’s recent exchange of power, as well as being a country with the most to gain with the relaxing of Venezuela’s unjustified territorial claims to Guyana’s territory.

This is according to seasoned Canadian market strategist and investment portfolio manager Steve Rowles. A senior portfolio manager at TriVest Wealth Counsel, which operates under WellingtonAltus Private Counsel Inc, a Canadian portfolio management and investment firm focused on discretionary risk-managed investing for high-net-worth individuals, families, and institutions.

Speaking during an interview on the Canadian business and financial news television network BNN Bloomberg about the outlook on the energy markets amid geopolitical tensions, Rowles underlined that aside from the US,

Guyana is the most solidly positioned country that stands to gain in the current oil market as developments continue between the US and Venezuela.

“The number one winner is actually the country of Guyana. right next-door to Venezuela. There’s been some great offshore developments in the oil markets in Guyana,” Rowles highlighted, during discussions with BNN Bloomberg. “[Guyana is] a powerhouse indeed and they need the infrastructure and it’s coming in waves and they have the biggest market there so I think that’s a story that’s not really being talked about.”

Rowles referenced the stability of Guyana’s oil and gas industry as he discussed the volatility of his own country’s oil situation as well as the future outlook for the oil market and potential for investment as oil prices continue to slip amidst the developing situation in Venezuela, where the US had seized a number of oil tankers and is plan-

ning to inject an additional 30–50 million barrels of oil into the market.

Rowles also pointed to Guyana’s increased investment appeal, given the expected relaxed posture on Venezuela’s continued unjustified territorial claims of Guyana’s land.

“They’ve been under some pressure over the past couple months and years with territorial claims by Venezuela as recently as March claiming over two thirds of the region of their

entire country… But having that territorial claim now gone it’s a free market there. They’re producing about one million barrels a day and that’s expected to increase substantially till 2030 up to two million by then. More supply more money,” Rowles commented.

Rowles reasoned that Guyana will remain an oil investment hot spot as investors look more towards focusing on the short term, as the world waits to see the full extent that the recent

“Right now, it’s Guyana, and right now I think it’s better to focus on the short term until we know what the long-term plans are.

The entire [Caribbean] region, Trinidad and Tobago there’s some opportunities there for more off shore discoveries, the entire region is quite buzzing right now,” Rowles said.

“There’s more questions than answers right now and when you have this type of environment it’s a more speculative type of market than an investment type of market. So, it’s very difficult to know exactly what’s going to happen.”

Discussions on the outlook of the oil market have escalated following the US military operation in Venezuela and the arrest of Nicolás Maduro, effectively taking control of certain aspects of the government, including the country’s oil exports and revenue.

Speaking at the event, Acting Chancellor of the Judiciary, Justice Roxane George, welcomed the donation of eight Liberty software and equipment systems.

“This comes at a very critical time for our courts.

These systems have been used in the High Court and eventually migrated to the Magistrates’ Courts, where they have been in operation for a number of years.”

“This presentation is particularly important because the number of courts, as we know, has increased. The Head of our Court Reporting Unit, Mr Hector Edwards, has advised me that these systems will be added to the ten that have been recently acquired, and we now have 18 courts already earmarked for installation. These systems will definitely enhance court efficiency.”

“I want to publicly acknowledge the efforts of our IT team for their commitment and dedication to ensuring the technological transformation of our court systems, which is in keeping with our Strategic Plan 2024 to 2031.”

Importance of technology

Meanwhile, European Union Ambassador to Guyana Luca Pierantoni highlighted the importance of technology in Guyana’s

development, noting its critical role in supporting the country’s ongoing evolution.

“We are talking about technology today, and technology is very important because digital transition creates new challenges, and we need to update and upgrade our systems. But in the end, the people are more important. Technology is just a tool, but the people behind the technology, the people that are using the technology, those are really at the

billion barrels. Production once exceeded three million barrels per day (bpd) in the 1990s but declined to around one million bpd by late 2025 due to underinvestment, infrastructure decay, and sanctions.

Since mid-December the US has imposed a blockade on sanctioned oil tankers entering or leaving Venezuela as part of pressure on Maduro. This action further curtailed Venezuelan exports, with these escalations raising short-term price volatility.

Some analysts believe that if Venezuela stabilises and sanctions are eased over the long term, production could eventually rise, potentially adding significant future barrels to the market. Forecasts suggest Venezuelan production might climb over several years if investment occurs, but this is far from guaranteed and depends on political stability and legal assurances. Leaving much uncertainty in the market’s future, where Guyana’s future remains solid.

The Minister highlighted the involvement of Jane University, which previously partnered with the Government on the Guyana Online Academy of Learning, noting its proven capacity gives confidence in the success of the initiative.

She told students that they are the first cohort to benefit from this programme and emphasised that their dedication and commitment will determine their future success.

“This is an investment that is being made to ensure that you can be able to exit secondary school with the required knowledge and skills that we want to have imparted on you. So, as we build our capacity in Guyana, education is the underpinning of any development in any country. And we want to ensure that we have students who are well equipped to transform our economy, to transform our physical landscape,” the Minister said.

Parag encouraged students to make full use of the platform, to cooperate and work side by side with the tutors and to apply the knowledge they gain to reinforce classroom knowledge as they prepare to sit their Caribbean Secondary Education Certificate (CSEC) Examinations.

The Guyana Digital School is part of the Government’s push to modernise the education sector and build a skilled workforce to support national development.

At its official launch in December, President Dr

Irfaan Ali had said that the school is a gateway to digital learning and an enabler of essential skills for students, particularly those who face challenges accessing traditional schooling.

“Importantly, the digital school will have a comprehensive digital library with all the textbooks our students require for CSEC and other examinations.

Children across CARICOM, as well as in Guyana, will now have access to these resources.”

He further highlight-

ed that students will have access to all textbooks for CXC and other examinations, not only in Guyana but also across the wider CARICOM region, ensuring standardised learning opportunities throughout the Caribbean.

“No student will be left behind due to lack of textbooks. Every investment we make is designed with our CARICOM brothers and sisters in mind because we are one,” the President had said.

Prime Minister (PM) of Barbados Mia Amor Mottley had praised President Ali’s vision, saying it provides Caribbean children with the tools to learn, grow, and succeed.

“Whether in the coastlands or hinterlands of Guyana, Barbados, St Kitts, or St Lucia, children now have access to learning at their fingertips. This is a

momentous day for education across the region,” she had said.

Grenada’s PM, Dickon Mitchell, also congratulated Guyana, noting the platform’s potential to improve student performance and ensure equitable access to technology and guidance.

“I have instructed our Minister of Education to ensure Grenada is actively involved in this initiative. I am confident it will transform education delivery across CARICOM,” he added.

GuySuCo resolves Uitvlugt Estate industrial action; operations resume I

ndustrial action at the Uitvlugt Estate has been resolved, and operations have resumed, according to a statement issued by the Guyana Sugar Corporation (GuySuCo).

The corporation said the issue was settled following engagements between management and workers, during which the concerns raised were discussed and a mutual understanding was

reached. Employees have since returned to work, restoring operations at the West Coast Demerara estate.

GuySuCo noted that it welcomed the approach taken during the discussions and underscored the role of dialogue in maintaining stable industrial relations across the industry.

Addressing concerns over the payment of retro-

active wages for debunching for 2025, the corporation acknowledged that the matter was raised by workers during the engagement.

GuySuCo explained that the retroactive payments were not included in December 2025 wages due to the unavailability of funds at that time. The issue was discussed during the meetings, and an agreement was reached on how the matter

will be addressed going forward.

The corporation also sought to clarify issues surrounding the movement of managerial personnel, which formed part of the concerns. GuySuCo stated that the transfer of managers and technical staff across estates is a standard and long-established practice within the sugar industry. According to the corpo-

ration, such transfers are carried out on a needs basis to ensure that skills, experience and competencies are deployed where they are most required to support operations and productivity.

In its statement on Thursday, GuySuCo said it remains focused on maintaining stable operations while working with employees to resolve issues as they arise.

Parents raise alarm over alleged tuition demands, corporal punishment at Rosignol Primary School

everal parents with children attending Rosignol Primary School, Region Five (Mahaica-Berbice), have raised serious concerns over the conduct of a class teacher; alleging illegal tuition demands, corporal punishment of students, and a troubling incident involving a child who was reportedly chased from a classroom and later treated as missing.

According to multiple parents, the teacher allegedly demanded $6000 per month from parents for what was described as “extra lessons”. However, parents claim these lessons were conducted during regular instructional hours, raising concerns that children whose parents did not pay were placed at a disadvantage.

Parents further allege that some children were flogged by the teacher, an action which, under Ministry of Education policy, is strictly regulated.

The Ministry’s guidelines state that only a head teacher, deputy head teacher, or a designated senior master or mistress is authorised to administer corporal punishment. Classroom teachers are not permitted to hit students, and doing so may constitute assault.

The allegations were reportedly brought to the attention of the Ministry of Education.

The teacher was reportedly sent on administrative leave to facilitate the investigation.

In an invited comment, Chief Education Officer Muhammed Hussain confirmed that the matter was investigated and that appropriate action was taken.This publication understands that one of the recommendations emerging from the investigation was for the teacher to return money allegedly collected from parents.

Despite this, parents expressed shock when they turned up at the school on Monday at the start of the new school term and reportedly found the teacher back in the classroom.

Several parents said they have since lost confidence in the teacher and in the internal handling of issues at the school, alleging that wrongdoing is often “covered up”.

Some parents also pointed to what they described as a potential conflict of interest, noting that one teacher at the school is married to an education officer in Region Five, and are calling for a thorough external investigation into the school’s

operations and its impact on learners.

Concerns intensified following an incident last Thursday in which a student was allegedly flogged and chased out of the classroom. The child, who reportedly did not go home for lunch, is said to have become frightened and hid within the school compound.

When the child was neither at home nor present when afternoon classes resumed, a missing person report was made to the Police.

Under national missing persons protocols, there is no 24-hour waiting period for reporting missing individuals. Reports involving children automatically trigger a high-risk response, including multi-agency mobilisation, senior Police oversight, and coordination with the Child Care and Protection Agency. Police ranks subsequently visited the school as part of their response.

Parents claim that following the Police visit, the child’s parent was accused by school officials of “sending Police to the school”, a situation which has further strained relations between parents and the administration.

case before the Berbice High Court came to an abrupt end on Thursday after the virtual complainant declined to testify, leaving the prosecution without its central witness.

The accused, 41-yearold Deochand Somar of Smithfield Village, New Amsterdam, was subsequently freed of the sexual penetration charge following the discontinuation of the matter.

Somar had been charged in relation to an allegation that he engaged in sexual penetration with a 14-year-old girl

on November 1, 2010. He pleaded not guilty to the offence and was represented by attorney Chandra Sohan.

The matter was called before Justice Deborah Kumar, with State Prosecutor Marisa Edwards reading the indictment. A 12-member jury was empanelled and stood ready to hear the evidence.

The prosecution had indicated that seven witnesses were scheduled to testify, including the virtual complainant and two Police officers. However, proceedings took an unexpected

turn when the complainant informed the court that she was unwilling to give evidence and requested that the case be discontinued.

Justice Kumar subsequently addressed the jury, explaining that the prosecution was no longer in a position to proceed without the testimony of the virtual complainant. As a result, the case was formally discontinued.

In the absence of evidence to be led, the court ordered that Somar be acquitted, bringing the long-standing matter to a close and discharging him from the charge.

Education strictly prohibits public school teachers from soliciting money from parents for tuition or any schoolbased activity. Breaches of this policy fall under the jurisdiction of the Teaching

Service Commission, and teachers found in violation may face disciplinary action.

Parents are now calling on the Ministry of Education to initiate a comprehensive, independent probe into

the allegations at Rosignol Primary School, insisting that the welfare, safety, and educational rights of students must take precedence over institutional reputation.

ive days after the US seized Nicolás Maduro, Venezuela has announced it is releasing an “important number” of detainees in what the congressional President characterised as a gesture to “consolidate peace”.

It is unclear how many people are being freed.

Human rights organisations working in the country estimate that Venezuela holds between 800 and 1000 political prisoners, most of them detained for taking part in protests after the 2024 election, widely believed to have been stolen by Maduro.

t least 3000 tourists had to be evacuated this week from several fo rest areas near the Andes mountains in Chubut province, in Patagonia, Argentina, where fires have been raging since Monday.

According to the Argentine branch of Greenpeace, over 4000 hectares of wild forest and homes have been affected since mid-December in the Patagonia area.

Puerto Patriada is the area currently most affected by the wildfires. Known

by many as the “Patagonian Caribbean”, it’s a small touristic town and protected area located on the shore of Lake Epuyén, in the municipality of El Hoyo. The fire has spread to several protected areas nearby, even affecting residential areas.

The fire began there on Monday and extended rapidly. As of Wednesday, at least 2000 hectares had been consumed, according to the Chubut Government.

Local authorities believe the fires were manmade and intentional. “Those mis-

erable people who started the fire will end up in jail,” Chubut Governor Ignacio Torres told the press.

According to Chubut prosecutor Carlos Díaz Mayer, the fire in Puerto Patriada was started with “fire starter or gasoline, which definitively shows someone meant to start a fire.”

Keith Ellison, the state’s Democratic attorney general, told CNN that the FBI’s decision was “deeply disturbing” and said state authorities could investigate with or without the cooperation of the Federal Government.

He added that the evidence he has seen, including some that has not yet been made public, indicates that state charges are a possibility.

The FBI declined to comment on the BCA statement.

wo weeks after the US carried out Christmas Day airstrikes in northwest Nigeria on what it described as Islamic State fighters, questions remain over the specific group that was targeted and the operation’s impact.

The operation, coordinated with Nigeria, targeted an Islamist group known as Lakurawa, which extorts the mainly Muslim local population and enforces a strict version of sharia law that includes lashes for listening to music.

Very little information has been shared by either the US or Nigeria about the strikes’ impact, and it is unclear how many Lakurawa fighters, if any, died.

Malik Samuel, a researcher with Good Governance Africa, said he had spoken to a Lakurawa member who said about 100 fighters were killed in a forest camp in the Tangaza area of Sokoto state. He said he was told that about 200 were missing, with many of

4-1 to Australia after Carey, Green complete stuttering chase at SCG U

sman Khawaja could not produce a fairytale finish to his Test career, but Australia overcame a fright to chase down the 160-run target at Sydney Cricket Ground (SCG) and record a convincing 4-1 Ashes victory.

It wasn’t quite a grandstand ending, with Australia mostly in control despite some chaotic batting that was befitting of this rather baffling Ashes series that ultimately did not live up to the hype. But there was much theatre on the final day in what proved to be the best match of the series. Australia lost five wickets for 59 runs in their second innings, but Alex Carey, a star performer this series, and the under-pressure Cameron Green combined for a 40-run stand to seal a five-wicket victory.

Australia appeared to be cruising at 62 for no loss before losing three quick wickets as England sniffed an opening. On the last day of his 88-Test career, Khawaja came to the crease with Australia at 92 for 3 just after lunch and still needing 68 runs for victory on a surface playing tricks.

He received a hug from his great mate Marnus Labuschagne and walked through a guard of honour from England’s team.

But Khawaja lasted just seven balls and made just six, knocked over by Josh Tongue, who finished with 3 for 42 from 11 overs and did ensure England fought hard at the end of what has been a wretched tour.

England’s bid for a late heist was slim and made even harder with skipper Ben Stokes – who did take the field – unable to bowl after injuring his right adductor earlier in the match.

Quite typically of this series, there was mayhem at the start of Australia’s chase with three lbw shouts in the first seven deliveries. England did burn a review when Travis Head got an edge to a yorker from Brydon Carse, who shared the new ball with Tongue after Stokes lost faith in Matthew Potts after his nightmare (0 for 141) in Australia’s first innings.

After an edgy start, Head resumed his domination of England and scored quickly without much fuss until the situation exploded in the embers of this series.

It ended a frenetic series that lasted just 18 days and was marred by some sloppy cricket. But Australia proved too experienced and too disciplined for an underprepared England, who did get better as the series wore on. Australia were far from unblemished through the series, with questions remaining over their batting order, but standout performances from Head, Carey and Mitchell Starc simply overwhelmed England.

Much like previous matches in this series, England will rue leaving first-innings runs on the table, and on this occasion, they didn’t capitalise on Joe Root’s brilliant 160.

Khawaja had started the day leading Australia onto the field, with it unknown if he would get the opportunity to bat again. England resumed their second innings at 302 for 8 with a lead of 119 runs as they eyed adding at least another 50 runs to make Australia nervous.

Their hopes rested on Bethell, who restarted on 142 after his magnificent display on day three when he registered his maiden First-Class century.

spread, Bethell manipulated the strike and cruised to 150 as Australia patiently waited for the second new ball. Bethell had an anxious moment on 151 when he was rapped on the pads by Scott Boland only to be given a reprieve by DRS when the ball tracker confirmed that it was going over the stumps.

The lead grew to 145 runs, but just when England started to get excited – like countless times this series – their hopes were crushed.

CWI President promises review as WI cricket seeks reset

resident of Cricket West Indies (CWI), Dr Kishore Shallow, has acknowledged the mixed fortunes of West Indies cricket on the global stage, stressing the need for collective responsibility while reaffirming the board’s commitment to reviewing its current systems.

Speaking on the Mason and Guest radio show in Barbados, Dr Shallow offered a candid assessment of where West Indies cricket stands, admitting that progress has not come as quickly or as consistently as supporters would hope.

“We understand where we are in global cricket. We have not achieved the level of success that we want,

certainly not at the pace we want,” Shallow said. “We have seen glimpses of really great performances by our team, whether it was in Australia or Pakistan.”

Port Mourant Banks Classic set for Feb 1

he Jumbo Jet Thoroughbred Racing Committee, in collaboration with beverage giant Banks DIH, will host the “Banks Classic” on Sunday, February 1, at Port Mourant Turf Club.

The exciting horse race meet will be the first of four nomination days for the 2026 edition of the Guyana Cup, which is slated for August. Ten races are on the cards for the second race day of the year, and more than $15 million will be up for grabs.

According to organisers, the top horse in the feature one-mile event will be re-

warded $2 million.

Other races on the provisional card include the Sprint Classic Open, the F Class and Lower Open to E Class non-winners in their last start, four-year-old imported maidens in Guyana, three-year-old Guyana-bred non-winners of two races, L Class maidens open to first-time starters, G Class and Lower Open to F Class non-winners in their last three starts, I Class and Lower Open to West Indian bred non-winners in their last two starts classified to H Class, J3 and Lower, L Class Open, and L Class non-earners for 2025 and

2026.

Entries for this race will be accepted from January 18 and will close on January 28. Entry forms can be uplifted at Port Mourant Turf Club, Rising Sun Turf Club, Bush Lot United Turf Club, and Georgetown.

Horses will not be able to race without an entry form. Earlier this week, the Guyana Cup Committee officially released the 2026 Guyana Cup Nomination Series, covering the Guyana Cup (Mile), Guyana Cup Sprint, and Guyana-Bred Derby.
