ith Guyana’s economic prospects on an upward trajectory, President Dr Irfaan Ali says the country’s feet are firmly placed on the first rungs of the ladder to prosperity, which is already in sight.

In his New Year message to the nation, the Head of State said Guyana’s economic recovery from the novel coronavirus (COVID-19) is demonstrably underway.

“The year 2021 will be the springboard from which our nation will leap into recovery – rebuilding our economy, enhancing our people’s health, and lifting up the vulnerable in our society.

We must not remain a rich country of poor people,” he asserted.

According to the President, the business community throughout the country is already reporting better performances despite the restrictions imposed by the COVID-19 pandemic. As such, he noted that this will

be built on throughout the year.

“I am confident that the steps which our Government will take in 2021 will continue to lift up our economy and improve the fortunes of every person within our nation.

The task before us in 2021 is to reaffirm our belief in ourselves as one people and one nation determined to rise together in harmony, showing the world the strength and determination of which we are capable,” Ali posited.

The Guyanese Leader further noted that the bounty of the nation must be shared equitably across the population, and the standard of living as well as the quality of life must be lifted for everyone.

“Opportunities will be created…and they will be made available to all. I recognise that there are communities within our society who, because of disadvantages of geographic location, will need more help than others to join our national advance. We will identify those communities; assess their needs; identify solutions, and implement plans to change their circumstances. This change will not occur overnight; it will take time, but every journey begins with a first step,” he posited.

President Ali has said he intends to initiate that first step, and maintain a steady pace that would take the country to the journey’s end, but he noted that there are many challenges ahead.

Democracy and development in 2021

A

t this festive season, we take the opportunity to wish our readers a happy and prosperous New Year. Our traditional New Year greeting is now reinforced, in these times of the COVID-19 pandemic, with our sincere prayers that you and your families stay safe.

As the old year moves into the new on 1st January, like the Roman deity after whom January is named, we look back and learn from the lessons the past year has taught us, and look forward to meet the challenges the New Year will bring.

The past year, 2020, is unique in Guyanese History: there was never one of its kind in the past, and we trust there will never be one in the future.

Since the birth of Guyana as an independent nation, there has been the clash between the forces of dictatorship and democracy. This clash has rarely been perceived, but it has manifested itself in a macro way in the social, political and economic life of the nation, which in turn has manifested itself in a plethora of divisive issues, such as race, racialism, partisan employment practices, rigging of elections, nepotism, inefficient governance, corruption, and theft of state property. All these divisive and negative social, political and economic issues have obfuscated, and continue to obfuscate, the central clash between undemocratic forces and democracy.

This clash, unexpectedly and suddenly, became a final battle for which no one was prepared. It begun in December 2018 with Mr Charrandas Persaud’s No Confidence vote which brought down the then APNU/AFC Government. The APNU/ AFC Coalition refused to honour the successful passage of the motion, and this opened up the struggle between democracy and undemocratic forces.

This struggle lasted for almost a year, because the undemocratic forces used every weapon in their armoury which they had used with success over the last 50 years. Those weapons include rigging of elections; violence and threats of violence; sinking the State into debt, and hampering the functionality of governance; misinformation; and, more recently, the misuse of the Law Courts.

In this last-ditch struggle, it sometimes appeared that the undemocratic forces would have prevailed, but the forces of democracy - which included the Commonwealth, Caricom, OAS, the EU, the ABCE countries and the local political actors regrouped for the final assault.

After being left with no other option, the forces of dictatorship were finally routed after many months, and it was felt that they would never again resurge in Guyana. Among the heroes of Democracy were the US Ambassador Sarah-Ann Lynch, the Representative of the European Community, former Canadian High Commissioner Lillian Chatterjee, former UK High Commissioner Gregg Quinn; several Caricom Heads, including Mia Mottley and Bruce Golding, and many others who have stood boldly on the side of what is right, and who will be proudly recorded in the history books.

We had said many times before that dictatorship and undemocratic forces will never prevail in Guyana once citizens are vigilant and governments govern democratically, with the citizens’ welfare at heart.

The new PPP/C Government, which has been in office for close to five months, has started brilliantly, and is determined never to allow dictatorship to return. It has engaged international experts to advise, so that Guyana and its citizens could enjoy a fair return from the oil resources, and is already taking measures against the ‘Dutch Disease’. It is also providing relief to households affected by the health crisis, stimulating small businesses, negotiating with large foreign investors, and developing the agricultural industries, including sugar and rice. The forestry and mining sectors are also being stimulated.

Additionally, the Government’s handling of the COVID-19 pandemic compares with the best in the world. Guyana will get its supply of COVID-19 vaccines, and once the rollout begins, we are certain that the country will begin to take-off in ways that we have never experienced.

The present political milieu in Guyana clearly indicates that democracy and development go hand in hand, and that Guyana is embarking on a period of development which would transform the country into one of the wealthiest, best-governed and most democratic countries in the world. We are very hopeful that 2021 would be a year of great things.

Guyanese need to be ready to embark on developing a collective national mindset Dear Editor, Guyanese are not a disciplined people. It is well understood that there had to be a high level of resentment of authority in all post-slavery societies, for who would want to work for a family or class of persons that once forced one or one’s parents to work on pain of punishment, or even death? That said, the way Guyanese operate today is not conducive to the accelerated development that is about to mushroom before our very eyes in real time.

Despite higher levels of criminal violence in both Jamaica and Trinidad, the people of both of those nations are more courteous and more orderly in their day-to-day interactions with each other. I have spent many lengthy periods in Jamaica, amounting to many years; all told, over some 20 years, and I have concluded that Jamaica’s criminal violence has its roots in the stark wealth imbalance there, coupled with its high population density (644.2 persons per square mile).

Trinidad & Tobago likewise has a high population density (686.4 persons per square mile) and has experienced at least 6 decades of sustained prosperity fuelled by its oil. The wealth imbalance existing in Trinidad & Tobago is not as obvious as Jamaica’s, because of the generally higher prosperity level, but in reality it is probably even greater there – generating arguably more individual greed, coupled with the power to buy, and readiness to accept a contract on another’s life.

Guyana, for its part is one of the most sparsely populated countries in the world, with 4 persons per square mile, the same as Suriname and Canada. Only Mongolia, Namibia and Australia have population densities less than 4 persons per square mile.

I suppose Jamaicans and Trinis just had to get along, being so ‘cramped’ together. They cultivated habits of courtesy that make daily interactions smoother – like saying “Please” without a bullying overtone, and “Thank you” without an overtone of grudge. Is this because of the impact of tourism? Loud as both Jamaicans and Trinidadians are, you would not see their drivers driving fast

in the lane designated for oncoming traffic, to try to squeeze in front of the line waiting at traffic lights on red! Guyanese are generally indifferent to queues.

Guyanese, including Government departments, generally see no point in replying to written communication, or to fulfilling clear promises to return a phone call or provide an update.

There was a time when Guyanese were required to stand for the playing of the National Anthem in cinemas and at public events generally. People got used to it, and did so without any fuss; and National Service had discipline as one of its aims. That was in a time when it was hoped that Guyana could do like China, Cuba or Singapore, but the peoples of those countries are culturally disciplined, and do not enjoy the freedom to opt for indiscipline, as do those who live in countries that mirror the outlook of Western democracies.

There came a time also when Guyanese saw good reason to emigrate in droves – a brain drain that continues to this day – and so went our plumbers, masons, and UG and GTI graduates to other countries. With nobody to pass on trade skills to apprentices, Guyana had to make do with contractors who were merely enterprising chancers who never had inculcated in them any tenets of professional discipline. These guys have no governing bodies to account to – our attorneys are not accountable to any disciplinary body either – so they routinely do substandard work without regard to building regulations or any other material consideration, such as accurately estimating required materials and building to agreed completion deadlines.

Unauthorised projects such as building extensions, the occupation of Government reserve land close to roadways, and business enterprises emanating loud noise or toxic odours generate problems from time to time, even where the law is crystal clear! Surely it is problematic to tell someone who opened a sports bar 10 years ago without any official (or indeed citizens’) objections that suddenly his business is unlawful. In a country soon to be awash with oil money, and where one can already do just about

anything so long as one can pay to do it, we are but a short step away from becoming much worse than both Jamaica and Trinidad, where criminal violence is concerned. If, God forbid, that turns out to be what our imminent prosperity has in store for us, it would seem that it is not in our national psyche to smoothen the stresses of daily living by treating each other with common courtesy.

It should become a priority of our education system to teach our schoolchildren the practical benefits of being courteous.

That might lead future generations to be better disposed to acquiring a disciplined outlook, which would have a positive knock-on effect on Indigenous Guyanese participation in the infrastructural and progressive development of our country.

As things now stand, Guyana will have to rely very heavily on skilled and disciplined foreign workers and the growing cohort of naturalised Guyanese, who already possess those attributes.

It is now time to align with our President and encourage diaspora Guyanese to return home, eschewing Freddie Kissoon’s oft-stated parochial views in that regard. There is risk in business, and there is risk in moving your life from one country to another; but having to deal with mindless discourtesy whilst sharing one’s skills and investing one’s finances, whether grand or moderate, ought not to be a factor that Guyanese desirous of returning home should have to consider in making their risk assessment.

I wish all my countrymen and countrywomen a happy, productive and prosperous 2021. Those who already know better should make the effort to be courteous to others, even without expecting the same courtesy in return. The discipline required for such a progressive outlook would be good preparation for us all.

We need to be ready to embark upon the road to developing a collective national mindset that would enable Guyanese to actively participate in, and benefit directly from, the imminent massive development of our richly-blessed country.

Moving forward in 2021 2021 should be of tremendous significance for Guyana, Guyanese Dear Editor, As we bid farewell to a miserable 2020, many Guyanese at home and in the diaspora would waltz to the famous ballad “Auld Lang Syne”, hoping that 2021 would be a prosperous, peaceful and pandemic-free year for Guyana.

There are some with great expectations and others with less expectations for 2021. Many resolutions would be made, but most would quickly be forgotten. It is the belief that New Year’s resolutions were first made during the reign of the Roman Emperor Caesar, and were of a moral nature, such as praying, sharing of gifts, and being kind to others.

New Year’s resolutions should not only be about fulfilling a personal wish, but also to help others, especially the less fortunate in our society.

Historically, a new year was observed to commemorate an important phase in the passage of time. It was connected to agricultural cycles, which Ancient Egyptians associated with the flooding of the Nile River to fertilise the soil in order to produce abundant food crops for their kingdom. The Thais celebrate the New Year in April with the throwing of water in the hope that it would rain plentifully for their food crops. The Chinese follow a lunar or new moon calendar cycle, which means that in 2021, their new year will begin in February.

In Guyana and the Western world, the observance of the New Year in January can be traced to the Roman God Janus, who was portrayed as the guardian of the beginnings and endings with two faces, one looking towards the past and the other towards the future.

Perhaps the most important aspect of the New Year is the seriousness with which we as Guyanese view it. It is the hope of many that the New Year would bring positive changes to the country and to all Guyanese.

It is a time for us to find our purpose in society, carve

out our destiny, foster unity, and reflect on the good and bad times. It is also a time to empathise with the families and friends who have lost loves ones, especially to the pandemic; those who are bedridden, jobless and homeless; victims of murders and crimes; the elderly and the poor and suffering.

It is the wish of many that 2021 would bring renewed hope to all, and lift the spirits of those battling depression, alcohol and substance abuse, and hopelessness.

It should be the beginning of a new era, to rebuild and unify the nation; end domestic violence against women, and the sexual molestation and abuse of children; and commence respecting the rights of all in society, irrespective of their socio-economic status. The New Year should be of tremendous significance for the country and people of Guyana, with its pending massive oil wealth.

It would be the 55th year of independence, which is the heart of the nation’s consciousness, heritage, identity and destiny.

Today Guyana is beset by a series of crisis, some of which can be traced to spurious and unfilled promises of the early post-independence period. Most of the goals that were set for Guyana’s development in those momentous years since independence have not been achieved. Today, its economy is not as healthy as it should be; and many, if not most, of its national institutions remain dysfunctional.

The Irfaan Ali Government is faced with the arduous task of solving many of the problems inherited from the last administration, particularly the pandemic health crisis, opening of three of the four sugar estates, the shortage of houses, and health and education systems that need urgent and critical care.

However, there were some positive developments in 2020. The people’s confidence in democracy has been restored, after its near-collapse during the five

frightening and demoralising months of unsuccessful and desperate attempts to change the outcome of the elections by the Opposition.

Their hope is that the Government would embark on the process to unite the races, enrich our core cultural values, and improve our modes of behaviour in society. As a nation, we must explore and understand our spiritual selves, think positively and eat healthily. We cannot properly be of service to others and to our country if we are not healthy.

The New Year should be the beginning of a new era for our oil-rich Guyana.

2021 should be a year for introspection and atonement by our leaders, the building of a robust economy, the creation of jobs, an end to homelessness, the eradication of poverty, and improving the lives of the poor. We must strive for equality and justice for all, and accelerate progress towards the realisation of the goal of a better life for all.

Happy New Year to all! We take this opportunity to extend wishes for a Happy New Year to the Government; the Opposition; those who fought for our democracy; the media outlets, including this newspaper; to all the frontline workers of the COVID-19 pandemic; and to all our relatives and friends, near and far.

Dear Editor, 2020 has been a year to forget, but one that we will always remember. Our peoples and economy were disjointed; mentally and physically beaten and broken by the “humanopolitico” virus that was selfishly unleashed by those seeking aggrandisement and personal gratification post the March 2020 elections. And, to add salt to our wounds, the prevalent COVID-19 pandemic, which brought death, lockdowns, economic instabilities and anxiety, made it even more challenging. As the New Year dawns upon us, under our new leadership, Guyana is prepared for a new beginning.

With renewed hope for happiness and prosperity, we prepare to bid adieu to 2020 and ring in the new year.

In this respect, we, the Guyana Islamic Forum for Education, Peace and Religious Solidarity,

the Electric Mosque’s Presentation of the Teachings of Islam, in association with the Universal Peace Federation – Guyana, take this opportunity to extend a Happy New Year to His Excellency President Dr. Irfaan Ali and family, distinguished members of the Government, the Opposition, and all our Divine brothers and sisters in Guyana.

We take this opportunity to remind our fellow citizens that there are silver linings.

Silver linings – as in ‘new learnings’ from a challenging year – that could be golden opportunities as we enter 2021. We hope that, with sound management and administration, our resources can be handled sustainably, thereby creating a multitude of opportunities for improving the lives of our people and modernising our nation like that of a First World country.

portunity to call for the following: 1. A plan, according to which, in 5 years or so, a national annual stipend is given to all Guyanese from our oil funds.

2. Free university education for all Guyanese.

3. Subsidized tuition for private schools.

While we all know that 2020 has been difficult, we must recognise that it has taught us that if we remain resilient, our well-being will improve. The pandemic has taught us that we are all in this together. It taught us to embrace, and then to adapt.

In this regard, we urge all to continue living as one human family under God, or as “One People, One Nation, with One Destiny.”

Dear Editor, It was shocking to learn - reading Freddie Kissoon’s columns - that UG lecturer Dr. Melissa Ifill supported electoral fraud. Freddie, in several columns, claimed that Ifill urged Granger to reject the outcome of the election and the calls by the international community for the regime to accept the will of the voters. She was not quiet on the election, not hiding her preference for the coalition, as was the case of Paloma Mohamed and Emanuel Cummings.

She was an advocate for the rigging regime and for electoral fraud, said Freddie.

Shockingly, instead of being disciplined by the UG Board or the VC of UG, Ifill was promoted by Paloma Mohamed- Martin from lecturer to Professor, and also made deputy ViceChancellor.

Cummings was chair of the committee that made Paloma the VC last June, during the period of the rig-

ging. Cummings was also rewarded with appointment as Professor and Deputy VC. There were several accomplished scholars, with many peer-reviewed publications above and beyond the other two, who were not promoted to professorship. It is scandalous. Should there not be an investigation of the promotions and appointments?

President awards $25,000 one-off payment to 60,000 Govt, public corporations' workers P ublic servants and other categories of workers in the Public Sector, including workers of the Guyana Sugar Corporation (GuySuCo), will be benefiting from a one-off $25,000 cash grant.

This was announced by President Dr Irfaan Ali on Thursday, December 31, the last day of 2020.

According to the Head of State, over 60,000 workers and their families would benefit from this initiative, which would cost the Government over $2 billion.

“I am pleased to announce a one-off grant of $25,000 to workers of the entire Public Sector, which includes central government, statutory bodies, subvention agencies, public corporations, government pensioners and staff of the University of Guyana,” he revealed.

Teachers, medical professionals, and members of the joint services are also included among the beneficiaries.

The President added that

the funds are being distributed to assist “these workers to cope with the challenges associated with the COVID-19 pandemic”.

The process to initiate the distribution of the funds began right after it was announced. In fact, Senior Minister within the Office of the President, with responsibility for Finance, Dr Ashni Singh, in a statement on Thursday, said staff at the Finance Ministry were already instructed to immediately commence processing of the grant.

“Our intention is to ensure that Public Sector employees receive this grant immediately, so work is ongoing, as we speak, to ensure that processing is done as swiftly as possible,” the Senior Finance Minister assured.

Dr Singh noted that the one-off grant is just one of Government’s many other initiatives designed to bring relief to frontline workers and to households across Guyana. He added that it is

According to the Guyanese Leader, Phase 1 of the COVID-19 $25,000 household cash grant will soon conclude, and in the new year, Phase 2 would be rolled out for those who were not reached in the first phase.

“Wearing masks, sanitising hands, gathering only in small groups, maintaining physical distancing – all are necessary to keep everyone safe,” he stated.

Meanwhile, the Head of State went on to reiterate that his stewardship of the country’s affairs would be in the interest of all, and not just those who voted for him.

“I saw my principal role… as uniting our people – all races, all groups – and advancing their collective interest. I will not be swayed or influenced from that single-minded focus. No nation can progress in peace and in shared prosperity if it is divided against itself. Every person within it must be given equal opportunity to shine; every individual must be provided the chance to

achieve,” he asserted.

According to President Ali, the nation must take pride in individual achievement, applaud it, and encourage it regardless of the race, religion, or geographical origin of the person.

“We must recall always that our nation is the sum of all its people. If we are to fulfil our desire to be a great nation, not one of our people should be neglected; everyone should be lifted up,” he added.

Similar sentiments were expressed by Opposition Leader Joseph Harmon in his New Year message.

“As we say goodbye to 2020, let us also bid farewell to rancor, divisiveness and uncertainty that, as a nation, can keep us back. 2021 is upon us, and we have the opportunity to unite as a country and move forward together, or sink further into an abyss of parochialism,” the Opposition Leader said.

Harmon noted that the celebration of the end of one year and the beginning of a new one is always a hopeful time. He said that while 2020 was difficult, Guyanese must also look back on the last year with the knowledge that brighter days are ahead of us.

“Although the challenges for 2021 will be great, I am confident that each of us has the resilience and determination to rise up and meet them. It is that spirit that has allowed us as Guyanese to prevail over difficult times, and it is that spirit that will

allow us to overcome challenges,” he stated.

In addition, he committed the Coalition to working with the PPP/C Government to guarantee that Guyana’s national sovereignty and territorial integrity are protected, as well as ensuring that practical measures are adopted so that climate adaptation remain a central component of the nation’s future endeavours.

“As we begin a new year, a fresh chapter in our lives, I trust that 2021 brings better prospects and opportunities to each and every one of us; that we reject division and embrace unity; that we dismiss separateness and real-

Meanwhile, during his announcement on Thursday, President Ali noted that this one-off cash grant would also be extended to current workers of GuySuCo. He said that sugarcane workers in particular suffered under the previous administration with the closure of four sugar estates in the last five years.

“Those sugar workers who were unconscionably deprived of their livelihood by the APNU/AFC Government will, in the New Year, be provided with transitional support as we

continue to restructure the industry in keeping with the PPP/C’s promise,” the Head of State posited.

Back in 2016, the former APNU/AFC Government closed the Wales Estate, and the following year, shut down the Enmore, Rose Hall and Skeldon estates, putting over 7,000 sugar workers on the breadline. The downsizing of the sugar industry resulted in only the Uitvlugt, Blairmont and Albion estates currently operating.

However, the People’s Progressive Party/Civic had promised on the campaign trail to reopen the closed estates, re-employ the sacked workers, and revive the sugar industry once it gets into office.

After taking office in August 2020 following a five-month electoral deadlock, the PPP/C announced in the 2020 Emergency Budget, which was presented in September, that some $5 billion would be injected into the sugar industry for the phased reopening of the closed estates. An initial $3 billion was earmarked for critical works for the remainder of 2020, while the Government simultaneously carried out an assessment on the state of the assets and the level of reinvestments needed at the Enmore, Rose Hall and Skeldon estates for their reopening.

Cuban national arraigned for murder of reputed wife, daughter

uban national Yoel Rodrigues Barientos, 28, was on Thursday remanded to prison by Chief Magistrate Ann McLennan for the gruesome murder of his reputed wife and her 11-year-old daughter when he appeared at the Georgetown Magistrates’ Courts.

Rodrigues of Princes Street, Georgetown, and Santiago, Cuba, was not required to plead to the indictment which stated that between December 25 and December 26, 2020, he murdered 34-year-old Tara Krishnaran and Larissa Singh.

The murder accused will make another court appearance on January 18, 2021.

The father of the nowdead woman had told investigators that his daughter and her partner were involved in an argument about 17:30h on December 25, 2020.

The father told the Police that he did not take it seriously since the couple usually fought.

As such, he retired to bed and woke up the following day. He, nevertheless, did not check on his daughter and her spouse thinking that she went to work and took her child.

About 20:30h on Boxing Day, after realising that he was locked inside the house, he thought something was amiss and went to check his daughter’s room. It was then he discovered the woman and his granddaughter lying motionless on a bed and the ground, respectively.

er’s body bore wounds to the back of the head, left temple, and left side of the face. The young girl had a wound about six inches in length to her neck and what appeared to be blood on her private parts.

A blood-stained hammer and knife were also retrieved.

After he allegedly killed his partner and her young child, Rodrigues fled the scene. A wanted bulletin was issued for him on December 27, 2020, and he was captured by Police the next day at Amelia’s Ward, Linden.

Upon his arrest, he confessed to the heinous crime.

During interrogation, Barientos told detectives that on Christmas Night he got angry after the now dead woman informed him that she was going to visit a relative.

This, he noted, led to an argument, and it was in a passion that he picked up a hammer and dealt the woman sever-

al blows to her head. She collapsed on the bed and died instantly.

He further related that the crime was witnessed by the dead woman’s daughter, and in order to prevent her from testi-

fying against him, he attacked and stabbed the 11-year-old to the neck and body with a knife.

She died moments after her mother. After committing the acts, Barientos reportedly went into his ailing reputed fatherin-law’s room and stole an undisclosed sum of money, which he used to travel to Linden.

His intention, he stated, was to cross the border into Brazil.

Meanwhile, a post-mortem proved that Krishnaran died as a result of blunt trauma to the head, while her daughter’s cause of death was given as incise wound to the neck and blunt trauma to the head.

The pathologist reported that the 11-year-old girl was sexually active, but could not determine whether she was raped by the suspect.

Salesman gets $300,000 bail for killing Triumph man

Lewis appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts, where he was arraigned on a manslaughter charge.

He was not required to plead to the indictable charge which stated that on December 27, 2020, at Georgetown, he unlawfully killed Barclay. Lewis, of Fourth Street, Herstelling, East Bank Demerara (EBD), will make another court appearance on January 25, 2021.

It was reported that Barclay, of Triumph, East Coast Demerara (ECD), contacted Lewis in a bid to have a tyre on his vehicle repaired.

While making a payment, an argument ensued between the men during which Lewis whipped out a knife and slashed a tyre on the now dead man’s car.

Guyana Times had previously reported that Lewis turned up at the location and fixed the problem with the tyre.

However, Barclay was reportedly short of $700 to pay him for his services. This publication understands that the mechanic’s fee was $4000, but Barclay only had $3300.

Police said that Lewis claimed he then jumped into a vehicle and during the process of driving off, Barclay jumped onto the right front door of the vehicle and held on to him. As a result, Lewis lost control of the vehicle and crashed into several parked cars.

Media reports stated that after Barclay was struck, he was dragged several feet before the car came to a halt. Barclay, who was lying motionless on the roadway ,was taken to the Georgetown Public Hospital, where he succumbed while receiving medical attention.

Following investigations, Police sent a file to the Director of Public Prosecutions (DPP), Shalimar Ali-Hack, SC, who advised that Lewis be charged with manslaughter.

…but same ole, same ole? adly, the invention of the tea bag - which has now taken over the tea-drinking world (of which your humble Eyewitness is a card-carrying member) - has obliterated the practice of Tasseography. Which, in case you don’t know, is the reading of tea leaves that are left in your cuppa, to divine the future. With no tea leaves…no divination! Of course, there’s always the option of reading the entrails of slaughtered animals, including chickens “haruspicy” – but, frankly, your Eyewitness confesses, he’s much too squeamish to go that route!

So, he’ll just fall back to using logic and his own “gut feeling” (a form of haruspicy?) to look ahead at 2021, into which we’ve now been hurled by Father Time. He might as well start with the threat that’s staring at him (literally) in the face. And no…it’s not the PNC, from which he gives a very wide berth in addition to yelling, “Get outta my face!”!

They’re number two. Numero Uno for him is this nasty and deadly COVID-19 bug.

As at yesterday, we had 19 cases (tested positive) with 164 deaths. To put this in perspective, while there aren’t the complete crime statistics for 2020, there were 114 murders, about which we were all rightly up in arms in 2019. So, we should be even more riled up about folks who don’t take the necessary precautions to stop the spread of the virus: they’re literally murdering people! And we can see this from our statistics. Our per capita death rate is 2.6%, as opposed to the US - where half the population have been recorded as saying they don’t even believe the virus is “real” - is only 1.7%! It’s clear from our figures that probably 80% of Guyanese are in the “don’t believe” camp.

So even with the vaccine out, they will probably follow suit with the Americans, who have only taken 2.6 million shots even though 14 million doses have been shipped! While your Eyewitness has been railing against the developed countries for hoarding the vaccine, maybe locals will not even take the shots when they (eventually) arrive. Go figure!

So now we look at what the PNC has in store for us this year. There are already the two election petitions before the courts. But this will be, as Burnham was fond of saying (in Latin, to show off!) the OCCASION for the war, and not the CAUSE of the war they’ll be launching. And launch they will as the various factions compete to be the REAL defenders of the faithful.

Did you read Lincoln Lewis’s chastisement of Granger for not “cancelling the elections”!

That’s only the beginning of the incitement! …but same utopian spinning One of the verities of the PNC in recent years has been the call for “shared governance” - read “shared executive”, which had morphed into insisting that the Ministries be shared between the PNC and PPP, to now calling for a” rotating Presidency”! Your Eyewitness isn’t sure now when this change of heart occurred, after Henry Jeffrey, claimed in his last column on “Constitutional Change”, that “in about 2004, Hoyte changed his mind about the usefulness of the Westminster system”. Since Hoyte died in 2002, he must’ve communed with Jeffrey from the great beyond!

Be that as it may, this call will be on their 2021 agenda, ‘cause it’s always there when the PNC is out of office. In 2015, it was in their manifesto, but, of course, was never heard about when they got into office. The philosophy of the PNC is “what is ours is ours but what is the PPP’s is negotiable”!

Utopia for them is to rule by any means necessary! …so up with the bling If anything symbolises the PNC’s position on “governance by looting”, it is the news that the Manager of the DHB gave himself an $897,000 wristband from company funds!

Hydromet issues high-tide warning

he National Weather Watch Centre is warning coastal communities of high waves, which are expected to result in above-normal tides until Monday, January 4.

In an official statement on Thursday, the hydrometeorological unit said that eight metres per second to 15 metres per second winds are forecast for the Atlantic Ocean, adjacent to Guyana’s coast from Thursday evening. This will continue for four days.

The statement added, “These winds are expected to generate north-easterly waves with heights in excess of 3.0 metres in open waters…

High winds may also prove dangerous to some coastal structures and operations.”

The highest waves, in excess of 3.5 metres, are expected between Friday and Sunday afternoon.

In the event of flooding, persons are asked to stay out of the water and keep food items safe. Water-borne diseases can be contracted through contact with floodwaters. Direct contact with flood-

waters can expose persons to several germs that can lead to these diseases. Guardians are also asked to keep children especially out of the water as they are most at risk of contracting diseases, and to prevent them swimming in canals and trenches.

Protective gear should be used along with regular washing of feet after exiting the waters. If necessary, Vaseline or oil can be applied to form a barrier to protect from the dirty water.

Adding to that, water is a breeding ground for mosquitoes which spread Zika, dengue and chikungunya virus.

Fruits and vegetables should be washed thoroughly with clean water to prevent contamination.

To protect against an electric shock, turn off the main electrical switch and unplug all appliances and move them to safe areas of the home. If there is suspected electrical wiring damage, turn off the main switch and have it checked by a qualified electrician before turning on back the power.

Woman accused of setting house on fire on bail

pregnant woman was granted bail after she was arrested for allegedly setting her partner’s two-storey North Ruimveldt, Georgetown home on fire during an argument on Tuesday evening.

Regional Commander Simon McBean confirmed that the woman was granted bail, but he was not sure if the woman had confessed to committing the crime. However, he stated that investigations were ongoing.

It was reported that on Tuesday last, the pregnant woman and her partner, who is the owner of the property, were engaged in a heated argument.

Neighbours told Police that later in the evening, they heard the accused requesting

eggs to eat, but at the time, there was none in the house.

This led to another argument, which lasted longer than the usual spats.

It is alleged that during the argument, the man walked out of the yard leaving the woman behind. Soon after, there were sounds of dishes falling to the floor.

Within minutes, there was a loud explosion which was followed by flames. This occurred sometime around 21:30h.

The building was completely destroyed by the fire, with nothing salvaged.

Three persons occupied the home – the owner and his two tenants. Following the incident, the pregnant woman, who resides at another address, was taken into custody.

GTT now telecoms provider to Maraiko Bay megaproject

TT has been selected as the telecommunications provider to the billion-dollar real estate megaproject being built in Maraiko Bay, Mahaica.

CIMGRO Construction and Investment Group Incorporation, the company that is spearheading the project, made the announcement on Wednesday following the signing of a Memorandum of Understanding (MoU) between the two entities.

The MoU is based on GTT’s provision of “complete telecommunication services”, inclusive of Blaze high-speed fibre Internet, Biz fibre shared bandwidth service, Dedicated Internet Access, Postpaid Mobile, PBX and full Cloud management.

According to Vice President of Sales at GTT, Eshwar Thakurdin, “GTT looks forward to supporting the continued growth of Guyana – and in this case, the CIMGRO team and those who would reside and establish businesses in Mahaica, as a result of this massively ambitious and eagerly-anticipated project.”

Thakurdin elaborated that the MoU also provided for GTT to be the recommended provider of choice for services to the single-family homes, multi-family townhouses and condominiums, hotels, medical centre and hospital, shopping mall and business centre, commer-

cial areas, restaurants, supermarkets, recreation and sports centre, and other facilities earmarked for construction.

Maraiko Bay prides itself on being the gold standard for communities in the entire region and will possibly be the only one of its kind with just 34 per cent of the entire project allocated for housing, with the rest dedicated to amenities and green areas.

Chief Operations Officer Rudy Ramalingum added, “We thought of everything: places of worship, security and fire stations, school, hospital, recreation and, of course, amazing shopping.”

Maraiko Bay Golf & Country Club will be built on a 1000-acre plot and will feature luxurious estate homes and golf courses. uyana’s tourism industry has seen its worst year yet, with the COVID-19 pandemic causing a loss of thousands of jobs, billions in revenue for the economy and zero commercial flights for several months.

However, the Guyana Tourism Authority (GTA) has several plans in the pipeline to facilitate a rebound in 2021, as businesses start to reopen. It has also recorded several success stories despite challenges.

At a press briefing on Thursday, Director of the Authority, Carla James shared that they were able to cross many hurdles throughout this unprecedented year.

Negative impacts to the sector would have included a 98 per cent decline in arrivals due to closure of airports, while 4600 employees were placed on the breadline – an estimated 65 per cent of the total workforce.

With businesses recording 42 per cent lower revenue between March and September when compared to 2019, the economy saw an overall loss of $38.2 billion from the sector. In addition, Indigenous communities that are linked to sustainable tourism also suffered tremendously. The GTA also had its own challenges in conducting inspections and facilitating physical training.

Along with these setbacks, there were a few notable wins. After the pandemic hit, GTA Deputy Director Kamrul Baksh said they were cognisant of the need to guide stakeholders and operators until some level of normalcy was restored.

This came in the form of a survey to determine the impact, training for tourism operators, and the development of a sanitisation and hygiene protocol to be implemented in businesses. The

survey primarily focused on transportation, cleanliness, and general operation protocols. Support packages were distributed to Indigenous community-based tourism

locations.

Baksh added, “One of the things constantly talked about is the level of standard within the industry, not only with accommoda-

tion but also for tourism attractions…Tourism is a product of partnerships and collaborations, and we will seek to strengthen and reinforce the good work that has been done so far.”

In increasing innovation to keep tourism-based activities alive, the GTA managed to waive all fees for licences and applications, which resulted in the highest compliance rate ever achieved. This will continue until March 31, along with a waiver of fees for training programmes. An additional 186 tourism businesses and 98 tourist guides are actively engaged in the licensing process.

Meanwhile, Director James posits that 2021 brings new potential given that systems are in place to coexist with COVID-19.

Immunisation will also play a key role in the reopening.

“With the new vaccine out and increased testing available, we believe that it is not going to affect us in such a great way, but it is something that we have to continue to monitor to keep everyone safe…Establishing Guyana as a safe destination is increased alignment with CARPHA [Caribbean Public Health Agency]’s health assurance stamp and working to ensure the world tourism safe travel stamp [is adhered to] as well,” the Director asserted.

Revised regulations

Going

forward,

the

Authority is seeking to have a revision of the gazetted regulations for the tourism industry, as part of a policy change to have a realistic framework for tourism operations. This is since it is not reflective of the international requirements.

There were discussions with the Attorney General’s Chambers and the Tourism, Commerce and Industry Ministry to enable this revision.

“Some of the policy changes that we are looking at is gazetting a revised amendment framework and amended regulations. That really is because the current regulations are very stringent, not really realistic to what is happening or what is required right now internationally,” James outlined.

On a local level, there were also increased regulations to operate during the pandemic, through the national COVID-19 gazetted document.

Businesses that receive conditional approval are required to maintain the protocols as outlined by the GTA and the national gazetted safety measures.

Failure to adhere to these measures would result in the revocation of the conditional approval tied to the COVID-19 measures.

Domestic and international travellers are recommended to use only GTA-approved tourism businesses to book and plan their tour activities. (G12)

Police issue wanted bulletin for murder suspect

he Guyana Police Force has issued a wanted bulletin for 30-year-old Leon Waddle, also called “Mack”, for questioning in connection with the murder of Hanswar Still, which occurred between November 15 and November 16, 2020.

The crime reportedly took place at Dadrima Savannah, Kuru, Linden-Soesdyke Highway. Waddle’s last known address was given as Fourth Creek, Kuru Kuru.

“Our operations meet the highest of verifiable standards” – El Dorado Trading …company sets record straight over "illegal Venezuela gold" allegation

l Dorado Trading has sought to clear the air on allegations linking the company with illegal gold from Venezuela, insisting that its operations meet the highest of international standards.

A letter dated August 19, 2020 has surfaced in which a representative from the Royal Canadian Mint informed the Head of the Guyana Gold Board (GGB) that the Mint was suspending any material from El Dorado Trading going into its supply chain until further notice. This was after the London Bullion Mark Association (LBMA) informed the Mint that a grievance was filed connecting the mining company to “illegally-sourced Venezuelan gold”.

But in response, El Dorado Trading in a statement on Thursday called reports on the issue “deeply worrying”.

“We insist that our operations meet the highest of verifiable standards in what is one of the most regulated of sectors in Guyana,” the company said.

According to El Dorado Trading, it has established one of the most modern and robust compliance regimes under the AntiMoney Laundering and Countering the Financing of Terrorism (AML-CFT) regulations.

In fact, the mining company noted that even without being aware of correspondence between the Mint and the GGB, it had engaged a world-recognised auditor, Binder Dijker Otte (BDO) International – which is approved and accepted on LBMA lists of auditors – to audit its supply chain and compliance regime dating back to year 2018. It was noted too that authorisation was given to BDO to share all information necessary with international business associates in keeping with the Precious Metals Industry best practices supervised by the LBMA. These reports are also available to the competent authorities for perusal.

Moreover, El Dorado Trading pointed out that at all times it has accommodated the supervisory authority, that is, the GGB to conduct site visits to all of its locations, with the most recent visit being on August 28, 2020.

The mining company went on to say that it has built a loyal base over the years that has been increasing steadily.

overnment has taken a decision to extend the National COVID-19 Measures for the new year, in which the 22:30h (10:30pm) to 04:00h (4am) curfew will remain in effect through the month of January, 2021.

The measures will take effect from January 1, 2021 and will end on January 31, 2021 – unless earlier terminated, extended or amended by notice of the Health Minister after an assess-

ment of the prevailing public health conditions.

These emergency measures are made pursuant to paragraphs (1) and (2) (b) of the Direction by the President, given under the Public Health Ordinance, Cap 145, and published in the Gazette, Legal Supplement – B, 16th March, 2020.

After a rapid assessment of the response to the COVID-19 pandemic was conducted by the Government, it has found

the measures are needed to keep the population safe.

The Order notes that the current measures are extended to allow for further assessments and consultations to develop updated protocols to aid in the combatting of the COVID-19 spread.

Now, places of worship are allowed to operate but religious leaders are to ensure that where there are multiple services, that there should be no less than 45 minutes between the sessions to allow for sanitisation.

The measures have remained unchanged for essential services to operate 24 hours a day, and these include: hospitals, pharmacies, the Judiciary, Parliament, diplomatic corps, Disciplined Services, solid waste management, airports, hotels or other accommodations, energy services, mining operations, security services, telecommunication providers, fisherfolks, limited port operations, construction, post service and freight, funeral homes, among others.

Persons required to work beyond the curfew are asked to have an official identification document or proof of workplace in their possession.

In addition, from 04:00h to 21:30h, stakeholders will still be able to access services at banks, markets, supermarkets, grocery shops, gas stations, postal or shipping

services, beauty salons, barbershops, hardware stores, clothing or stores; or other maintenance services.

Outdoor dining at a restaurant shall only be permitted between these hours, with tables fixed six feet apart and a maximum of four persons that are three feet apart per table. Food services are still permitted to conduct delivery and curbside pickup.

Persons are still required to wear a mask, covering the nose and mouth, when in public. However, exemptions are given to children under the age of eight; where a person is in a vehicle, vessel or aircraft alone; and any other accommodation alone.

No one is permitted to host or attend private parties, banquet halls, bars, public swimming pools or water parks, wakes or vigils, clubs, meeting fraternity or any other social activity.

Drive-in movies are permit-

ted.

Both private and the public sector will have their staff on rotation while those in the health sector will be subjected to priority treatment.

Meanwhile, only the National Public Health Reference Laboratory is authorised to conduct COVID-19 tests.

Anyone who tests positive is required to comply with the requirements imposed by the Health Emergency Operations Centre to prevent further spread.

Failure to comply with the mandatory mask requirement would make persons liable under Section 152 of the Public Health Ordinance.

New cases

Meanwhile, as of Thursday, December 31, 2020, a total of 13 new COVID-19 cases were recorded.

This now raises the total confirmed cases to 6332.

Statistics show that five persons are in the Intensive Care Unit (ICU), six in institutional isolation, 337 in home isolation and 12 in institutional quarantine. To date, 5820 patients have made complete recoveries.

A breakdown of the new cases shows that two new cases were detected in Region One (Barima-Waini); three in Region Three (Essequibo Islands-West Demerara); four in Region Four (Demerara-Mahaica) and four in Region Five (Demerara-Mahaica).

Guyanese fisherman who went to a friend’s aid was on Tuesday evening killed during an alleged gang-related fight at Anton Drachtenweg 410, Paramaribo, Suriname.

Dead is 20-year-old Norris Dundas Vanderstoop of Lot 4 Epsom Village, Corentyne, Berbice, Region Six (East Berbice-Corentyne). The relatives of the dead man were informed of his death on Wednesday.

It was reported that Vanderstoop was stabbed and left in a clump of bushes from where he was later picked up in an unconscious state and taken to a nearby hospital, where he was pronounced dead on arrival.

Police in the Dutchspeaking country related that 20 persons were arrested, nine of whom were injured and subsequently hospitalised.

On the fateful night, the now dead man was waiting on the border to be opened to return home to spend New Year’s Day with his family.

2020: The mother of all elections From rigging to int’l sanctions and finally, democracy

F

or the world over, 2020 will be an unforgettable year – even more so for Guyanese as it was the time the country hosted its “mother of all elections” – so aptly dubbed for its unprecedented five-month duration marked by a series of bizarre events that left many mystified and horrified at the brazenness that was unfolding right before their eyes.

It was no secret: blatant attempts were being made to steal the elections. It was witnessed by all stakeholders and well documented by international and local electoral observers, and even heads

of the diplomatic missions in Guyana. The horrors of those five months – March to July – will undoubtedly live on – for a very long time – in the minds of all Guyanese.

Like the saying goes “where there’s smoke, there’s fire”, the first signs of the ghastly plot were witnessed on the evening of March 2, 2020 – after the close of polls – when elections officers of the country’s largest electoral district, Region Four (DemeraraMahaica) complained of feeling tired and opted to resume the verification process the following day.

The move was viewed with

much suspicion by the then parliamentary Opposition, the People’s Progressive Party/ Civic (PPP/C) as all the other voting districts had practically completed their verification exercise.

The following day, resumption of the counting was significantly delayed due to the Returning Officer Clairmont Mingo suddenly falling ill and being escorted from his office in a wheelchair. After some time, a clerk took over so that the process could be resumed.

When verification resumed, elections officials began to use unverified spreadsheets with inaccurate figures to verify the

votes. The figures being used by the electoral officials differed significantly from those on the Statements of Poll (SoPs) – official electoral materials which document that votes gained by each political party at a polling station.

With little progress being made for that day, staffers began to complain of feeling tired once more. After much objections, a new batch of employees eventually took over, and the process recommenced.

Later that evening or during the wee hours of the following day, an Information Technology worker at the Guyana Elections Commission (GECOM) who had complained of feeling tired – who was later identified as Enrique Livan – was busted in a room all alone with two critical pieces of technology: a flash drive and a laptop which were being used in the tabulation process.

In light of these events, international observers had begun to raise eyebrows and during briefings with the media, expressed concerns about the delays in the process.

On March 5, the then Minister of Foreign Affairs, A Partnership for National Unity/Alliance For Change’s Karen Cummings showed up at the Command Centre and requested a meeting with the international observers where she threatened to revoke their accreditation. Her threat attracted the wrath of the late Owen Arthur, who was heading the Commonwealth Observers Mission to Guyana.

Later that day, a “bomb threat” was made in an apparent effort to force party agents and other accredited individuals out of the building. But many refused to exit and leave behind sensitive electoral documents.

After that delay, Mingo returned to the Command Centre where he made a fraudulent declaration of the election result for Region Four – without the process of verification of the SoPs being completed in the presence of stakeholders. In fact, it was only People’s National Congress Reform (PNCR) Chairwoman Volda Lawrence who signed off on the document while all other stakeholders, including the other contesting political parties, objected to the declaration. During his attempts to make the fraudulent declaration, party agents and other stakeholders erupted in a vociferous cry, rejecting the at-

tempts to bypass a transparent process.

At this point, tensions were high and the Chair of the Elections Commission, Retired Justice Claudette Singh was locked away in a room in the building and had not emerged for hours. Eventually, a number of party agents stormed the office amid concerns that the Chairwoman was being held against her will.

The PPP/C – through its lawyers including Anil Nandlall – promptly secured injunctions against the declaration. Despite the injunctions, GECOM released to the media the fraudulent declaration made by Mingo, which showed the then incumbent APNU/AFC securing 136,335 votes and the PPP/C winning 77,258 votes for Region Four – a woeful misrepresentation of the actual votes gained, as uncovered in the transparent and certified countrywide recount process.

Later on in the evening of March 5, ranks of the Tactical Services Unit stormed the Command Centre and evicted all party agents who were guarding SoPs. On March 11, Chief Justice (ag) Roxane George ruled that the verification process be done in a transparent manner.

As such, on March 12, the verification process recommenced, but Mingo continued to read from a spreadsheet with figures that vastly differed from those on the SoPs. When the matter was brought to the attention of the GECOM Chair, she suspended the activities until she could get the court’s written judgment.

The process was put off to the following day when more drama continued to unfold, resulting in the heads of the ABCE nations’ embassies walking out of the Command Centre. After the irregularities persisted, Mingo was summoned to the court of the Chief Justice. He returned to the Command Centre and announced that the process would be resumed later that afternoon at GECOM’s High Street Secretariat. A small white bedsheet hung up on a feeble board was used to project the numbers being called out during the verification process. No one could make out the figures. When objections were raised by party officials and observers, they were verbally abused by an APNU/ AFC agent.

olice on Wednesday destroyed over 11 kilograms of ganja during an operation at Torani Canal, Canje River,

Region Six (East BerbiceCorentyne).

The eradication exercise, which included a cordonand-search operation, lasted

more than nine hours during which a total of 193 12-gauge live cartridges were discovered along with 3.27 kg of processed cannabis and 8.27 kg of cannabis seeds.

In addition, two plots of cannabis cultivation with more than three thousand plants measuring four to six feet in height and a makeshift camp were found and destroyed.

Police stated that they were on the hunt for a man in whose house the ganja and ammunition were found.

The camp, along with the narcotics, was destroyed by fire. Investigations continue.

Police yet to make arrest for murder of Anglican priest

egional Commander Simon McBean has assured that his division is doing everything possible to find and arrest those behind the murder of retired Anglican priest George Chuck-A-Sang.

Commander McBean on Thursday told Guyana Times that no new information regarding the priest’s death was provided to the Police, but detectives were continuing their investigations with the aim of bringing the perpetrators to justice.

About a week ago, the retired Anglican Priest who had served at the Holy Trinity Church on the Essequibo Coast, Region Two (Pomeroon-Supenaam) and the St Sidwell’s Anglican Church in Georgetown, was found dead with several suspected stab wounds about his body.

It was reported that the 82-year-old lived alone at Vlissengen Road, Lodge, Georgetown in the St Sidwell’s Church compound.

According to his daughter, she last spoke to her father on December 18, 2020.

However, on the day his body was discovered, she called her father via WhatsApp, but he did not answer. Thinking that something was amiss, she went to her father’s home, but was unable to contact him.

As such, she went to the residence of the current priest and informed him of the situation. She and the priest then returned to her father’s home, where the priest opened the door.

Upon entering, they discovered Chuck-A-Sang’s motionless body lying on the floor.

Police was immediately summoned to the scene, and an investigation was launched. Initial reports from the Police stated that there were several stab wounds about the body and the forehead was swollen.

The body was then taken to Georgetown Public Hospital, where Chuck-ASang’s death was confirmed.

Many stakeholders eventually began to leave as the exercise was one of futility, since the electoral officials continued unabated, despite objections, to use the doctored figures. Mingo eventually made a second unlawful declaration.

The following day, it was announced that the political leaders from both sides, that is, the then President David Granger and the then Opposition Leader Bharrat Jagdeo agreed to a Caricomsupervised recount. It was announced by the then Chair of Caricom, Barbados Prime Minister Mia Mottley that Granger requested a recount of the ballots in Region Four in accordance with the ruling of the Chief Justice (ag) on March 11. However, it was eventually agreed that there would be a countrywide recount.

On March 14, a high-level Caricom team arrived in the country to begin working out the logistics for the recount exercise.

The next day, GECOM began moving ballot boxes to the Arthur Chung Conference Centre, where the recount was slated to be-

gin the following day. The next day, it was reported that Granger and Jagdeo had to sign an agreement before the recount began. The next day, the recount had still not commenced as GECOM claimed it was still sorting out the legal implications of this exercise.

On the afternoon of March 17, GECOM was served with an injunction, which was filed by an APNU/AFC supporter Ulita Moore, blocking the recount exercise. As a result, the Caricom team departed Guyana, prompting the Chairwoman to issue a statement expressing that “It is clear that there are forces that do not want to see the votes recounted for whatever reason” and further warning that “any Government which is sworn in without a credible and fully transparent vote count process would lack legitimacy”.

The Court of Appeal, on April 7, delivered a judgment in the Ulita Moore case, paving the way for the commencement of the countrywide recount. The Appeal Court ruled that GECOM has the authority to do a recount of ballots, but cannot accord this power to any other body.

However, the recount only commenced on May 6 – following the arrival of a new Caricom team on May 1. The team was granted special permission to fly to Guyana, since, at the time, the country’s airports were closed due to COVID-19. At the time, several international observers had departed due to the prolonged legal battle and amid COVID-19 concerns.

When it was time for the recount to begin, several international observers, including the Carter Center, were denied permission to fly to Guyana by the Granger regime – which, all the while, was contending that it won the elections and that this would be proven in the recount.

The recount exercise lasted some 33 days and saw the smaller/newer political parties playing a key role as they banded together to stand up for democracy, which was being constantly threatened by attempts of compromised electoral officials to alter the results of the election. In fact, the recount exercise uncovered the widespread inflation of numbers by Mingo and cohorts to give a false win to the then incumbent APNU/ AFC. For instance, for Ballot Box #4601, the SoP indicated a total vote of 200 for the APNU/AFC; however, Mingo gave that political party 230 in his fraudulent declarations. The recount confirmed that APNU/AFC received 200 votes. Countless instances of this nature persisted for Region Four under the supervision of Mingo.

In fact, in its final report following the Caricomcertified recount, the European Union Electoral Observer Mission Report documented that “…the RO and GECOM staff deployed all possible effort to make sure no stakeholder would ever be able to examine the SoPs”.

Needless to say, the recount confirmed that the PPP/C won the elections with a commanding 233,336 votes, a remarkable lead of 15,416 over its nearest political rival, the APNU/AFC.

But even after stressing that it would accept the results of the recount and that Caricom was the most important interlocutor in the electoral deadlock in Guyana, Granger refused to accept the results of recount and had one of his party’s supporters, Eslyn David, challenge the recount results. The case went all the way to the Caribbean Court of Justice, which ruled that the recount was valid and the results should form the basis for the declaration.

Notwithstanding, Chief Elections Officer Keith Lowenfield repeatedly refused to submit his final report to the GECOM Chair containing the recount results, and instead, submitted, on more than one occasion, the fraudulent results which were declared by Mingo.

The APNU/AFC mounted another court challenge in the name of supporter Misenga Jones, who challenged the recount order. But that matter went all the way to the Appeal Court, which unanimously threw out her application on July 30.

During that period of litigation, immense international pressure mounted on the Granger Administration to concede defeat, with the US eventually going as far as imposing sanctions (Visa restrictions) on several top electoral and then Government officials.

Cornered, Lowenfield eventually submitted his final report with the recount figures, thus paving the way for the PPP/C’s Irfaan Ali to be sworn in on August 2, 2020 as the country’s ninth Executive President – a move widely lauded by Guyana’s global partners as a major win for democracy.

During the five-month long tumultuous electoral period, the then APNU/AFC Government had advanced a number of wild and unsubstantiated claims such as several Russians had been brought to Guyana in an effort to oust the APNU/AFC from government by rigging the election and notwithstanding, it had these “suspects” deported despite accusing them of a major electoral crime. The APNU/AFC also refused to divulge much on the widespread disparities in the votes confirmed by the SoPs and the recount against the figures used by Mingo, other than to say Mingo’s numbers matched those on its SoPs. But, notwithstanding, the APNU/AFC has, to this day, refused to release its SoPs. In fact, it has refused to include the SoPs in two election petitions which it has filed in the High Court challenging the results of the elections.

With a criminal investigation already ongoing into the events of those five months and several top electoral officials facing the courts on a number of offences in relation to electoral fraud, the burning question is – what’s in store for the new year?

Will culpable persons face the consequences for their actions? Will there be more bombshell revelations regarding the conspiracy to defraud the electorate? Will there be significant reforms at GECOM?

2020: Ravaged by COVID-19

he novel coronavirus (COVID-19) pandemic, which emerged in Wuhan, China in late December 2019, has wreaked, and continues to wreak, havoc on the world one year later. The deadly virus has sent the world in a frenzy, while at the same time bringing operations to a standstill.

The ease of transmission of the respiratory virus and its fatal effects on some two percent of those infected have caused economies to shut down and made millions of people jobless.

Families lost not only material things, but also their loved ones to COVID-19, and it seems as though the virus is not about to go away any time soon. as at this date, there have been 83,201,215 infections and 1,815,161 fatalities worldwide.

According to information coming from the World Health Organisation (WHO) COVID-19 is caused by a newly discovered coronavirus. Most people who become infected with COVID-19 would experience mild to moderate symptoms, and recover without special treatment.

Research has shown that the virus that causes COVID-19 is mainly transmitted through droplets generated when an infected person coughs, sneezes, or exhales. These droplets are too heavy to hang in the air, and quickly fall on floors or surfaces. You can be infected by breathing in the virus if you are within close proximity of someone who has COVID-19, or by touching a contaminated surface before touching your eyes, nose or mouth.

It is the very reason why the use of masks is impressed on persons, and physical distancing is mandated when out in public or interacting with any person.

The symptoms of the virus vary, but include respiratory illnesses, fever, diar-

rhoea, loss of taste and smell, and rashes in some persons.

Again, some infected persons may have no symptoms, and would not know their status unless they are tested, hence the reason using a mask is ever so important.

COVID-19 coming to Guyana was quite inevitable because of the fact that there were no stringent worldwide measures during the early days of the discovery of the virus. In fact, scientists did not know the cause of the virus, and initially associated

it with the consumption of bat soup in China.

The entire Wuhan Province was on lockdown for several weeks following the discovery of the virus, and travel was banned to and from China by a number of countries in the initial stages.

COVID-19 in Guyana

On March 11, 2019, Guyana recorded its first case of COVID-19, and patient zero was identified as 52-year-old Ratna Baboolall, who posthumously tested positive for the dreaded virus. Baboolall, of Good Hope, East Coast Demerara (ECD), had travelled from the United States to Guyana to celebrate Phagwah with her family as per their tradition.

Days before she travelled to Guyana, she had complained of body aches, but that was dismissed due to her diabetes. She had visited a doctor in New York, who told her that her headaches

and body aches were due to diabetic pain.

She had taken her insulin and those pains had gone away.

On March 10, a test of her blood glucose level revealed it was at 578. Later that day, another test showed that her blood sugar level had risen to 598. Sensing that something was wrong, her son Suraj Baboolall drove her to a health facility at Lusignan, East Coast Demerara (ECD), where they were told that it was suspected that she had pneumonia. However, further testing had to be done to confirm this suspicion.

The then worried Suraj asked if his mother could receive some saline and insulin to bring her blood sugar level back to normal, but was told that the facility was not licensed to administer such.

He then decided to take his mother to a private medical facility in Georgetown.

While taking her medical and travel history, a doctor at the private hospital immediately referred them to the Georgetown Public Hospital, since they had travelled from NY. After about 20 minutes of waiting, he realised that his mother was having trouble breathing, after which they realised she needed a doctor immediately. Her entire medical and travel history was again related to the doctors who attended to her, and at no point did they indicate COVID-19 was suspected.

They began treating her, and after about five minutes, Ratna had her first pulmonary embolism due to what was diagnosed as diabetic ketoacidosis. She lost consciousness and had to be resuscitated. After Ratna was resuscitated, doctors intubated her and informed Suraj that his mother would need to be hospitalised in the Intensive Care Unit (ICU).

The following day, he was summoned to the hospital, where he was informed that his mother had died of suspected COVID-19 infection, and a test would later confirm the suspicion. He was advised to return home and have the family quarantine (there are some controversy as to whether the family self-isolated), and then on March 14, they learnt via a televised update from then Public Health Minister Volda Lawrence that several members had tested positive for the dreaded virus.

On the same day that

Guyana recorded its first reported case of COVID-19, WHO Director-General Dr Tedros Adhanom Ghebreyesus declared that an assessment of the outbreak had led to the conclusion that it should be classified as a pandemic.

“Pandemic is not a word to use lightly or carelessly.

It is a word that, if misused, can cause unreasonable fear, or unjustified acceptance that the fight is over, leading to unnecessary suffering and death. Describing the situation as a pandemic does not change WHO’s assessment of the threat posed by

this virus. It doesn’t change what WHO is doing, and it doesn’t change what countries should do. We have never before seen a pandemic sparked by a coronavirus.

This is the first pandemic caused by a coronavirus,” he had said.

To combat the spread of the disease locally, the then APNU/AFC Government formed the National COVID-19 Task Force (NCTF) headed by then Prime Minister Moses Nagamootoo. The NCTF introduced several measures in accordance with the Public Health Ordinance, and those measures included (and still include) closure of bars and indoor dining restaurants, a curfew, and public transportation guidelines, among a whole host of other measures.

The Guyana Civil Aviation Authority (GCAA) on Tuesday, March 17, had announced that both airports – Cheddi Jagan International Airport at Timehri and the Eugene F. Correia International Airport at Ogle – will be closed to all international flights to prevent imported cases of the coronavirus.

Those airports remained closed up until October 12,

when the NCTF decided to allow international flights.

The Health Ministry has now begun utilising the billion-dollar Centre for Disease Control and Prevention located at Liliendaal, Greater Georgetown. The APNU/ AFC coalition Government had expended $1.6 billion to rehabilitate the Ocean View facility, but the works were still incomplete when the Dr Irfaan Ali government took office in August. That led to an additional $750 million being spent by the new Government to complete the works and operationalise the facility.

Deaths

Since discovery of the first case of COVID-19, 164 persons have died from the disease, and at the time of going to print, there have been 6332. confirmed cases of the virus.

On March 31, the country’s second COVID-19related death was announced. The victim was identified as 38-year-old Jermaine Ifill, an emergency medical technician who tested positive and was admitted a patient. His wife later tested positive as well.

The third death, recorded on April 2, was that of 59-year-old Shadrach Stoll, who also died while receiving treatment in the ICU. The fourth person to succumb from the virus was Osa Collins, a 78-year-old resident of New Amsterdam, Berbice in Region Six (East Berbice-Corentyne). Collins died at the Georgetown Public Hospital on the same day she was admitted into the COVID-19 ICU after testing positive for the infectious disease.

Health officials noted that Collins was considered an imported case as she had travelled to Guyana from the United States of America.

Four days later, on April 6, the country learnt of the fifth death. Popular racer Deryck Jaisingh tested positive days after complaining of feeling unwell and displaying symptoms associated with the novel coronavirus.

The sixth death was recorded on April 8. Colonel John Percy was a 77-year-old engineer who died shortly after testing positive.

The seventh death, a 49-year-old Lindener, was announced on April 18.

Sydney Trellis hailed from Wismar, in Region 10 (Upper

Demerara-Berbice) and was visually impaired.

Reports surfaced of an eighth death on April 24.

Lennox Williams, a 45-yearold man, also died at the Georgetown Public Hospital.

Caretaker Public Health Minister Volda Lawrence had confirmed that Williams had been receiving treatment in the ICU after contracting the virus. However, he, too, suffered complications.

The ninth death was recorded as Samuel Morris, a 67-year-old diabetic patient.

Shortly after, the Ministry took the decision to

stop naming the COVID-19 fatalities; rather, they just released the age and Region the victim was from.

On November 29, a sixday-old baby boy of Region Three (Essequibo Islands– West Demerara) succumbed as a result of COVID-19. He was the country’s youngest fatality, and is believed to have contracted the virus at the hospital, since both parents had tested negative.

Recoveries

Individuals with certain co-morbid conditions, such as diabetes, and the elderly are considered the most at risk when it comes to COVID-19, mainly because of their weakened immune systems and history of chronic illnesses. So, when it was announced, in June, that over 10 persons at the Palms Geriatric Home had contracted COVID-19, there was much worry.

However, many were surprised when a 105-year-old female resident was among the residents who made a full recovery.

The road to recovery has been long and hard for us, and over the months, they have publicly shared those struggles.

In April, frontline worker Nurse Rene Atkinson called for better meals to be served to patients battling COVID-19, particularly at the Diamond Isolation Facility – where Atkinson is also battling the disease.

At the Diamond, East Bank Demerara facility, patients are served bread at least twice per day, along with a lunch that consists of white rice and some stew. He had contracted the dreaded virus while on duty at a private medical institution.

High Court blocks Police Service Commission promotions

hief Justice (ag) Roxane George on Friday granted an order blocking the promotion of several Police ranks to Assistant Commissioner by the Police Service Commission (PSC) until hearing complaints of discrimination levelled by Senior Superintendent Calvin Brutus. The PSC is chaired

by Assistant Commissioner of Police, Paul Slowe.

Brutus has complained to the High Court that he is being bypassed for promotion to the rank of Assistant Commissioner of Police, even though he was recommended for promotion by the Commissioner of Police. He claims that he is being overlooked for promotion owing to frivolous allegations of indiscipline levelled against him for which he has not

been called to defend himself.

According to Brutus, he and five other officers, among them Senior Superintendents Wendell Blanhum (Crime Chief); Ravindranauth Budhram; Errol Watts and Fazil KarimBaksh (Head of the Special Organised Crime Unit) were recommended for promotion to Assistant Commissioner by the Top Cop. However, Brutus says that the PSC has bypassed him and KarimBaksh and has taken a decision to promote Blanhum, Budhram, Watts, Edmond Cooper, Phillip Azore, and Kurleigh Simon to the rank of

In October 2019, Brutus stated that it was alleged by the Deputy Commissioner for Administration that he committed a breach of discipline. The PSC appointed Assistant Commissioner Royston Andries-Junor to investigate the allegation. But according to him, he was not

served with a breach of discipline notice until October 2020, and the investigation has not progressed beyond this point. In a letter dated December 17, 2020, Brutus stated that he called on the PSC to ignore the allegations of indiscipline against him in considering his appointment to Assistant Commissioner of Police. He complained that he further called on the PSC to be heard before any decision is taken to deny him the promotion.

The PSC responded in a letter dated December 21, 2020, asserting its constitutional independence and citing its commitment in ensuring that investigations are concluded expeditiously, Brutus stated in his application before the High Court.

The Government, through the Civil Defence Commission (CDC), has been providing relief hampers to affected residents. When the People’s Progressive Party/ Civic (PPP/C) Government came to power in August, it announced that households across the country would benefit from a $25,000 cash grant.

More than 153,000 households across Guyana have so far benefited from the Government’s $25,000 per household COVID-19 relief cash grant initiative, the National Assembly heard on Monday.

Human Services and Social Security Minister Dr Vindhya Persaud revealed this figure while making a presentation on the supplementary re-

quest for $2.5 billion to continue the initiative. The National Assembly passed the Government’s proposed $17.4 billion Supplementary Budget to offset expenses between January 1, 2020 and December 31, 2020.

Dr Persaud said distribution in nine regions was almost completed, and distribution is ongoing in Region Four with communities along the East Coast of Demerara, East Bank of Demerara and in Greater Georgetown currently benefiting.

Race to the vaccine

The world is now in the process of developing and administering a vaccine for COVID-19. There are two on the market at this time – Pfizer and Maderna.

On December 11, the United States’ Food and

Drug Administration (FDA) granted approval to Pfizer for the rolling out of its COVID-19 vaccines – shortly after it was granted approval for distribution in the United Kingdom. The other competitor – Moderna - was granted approval on December 21.

Health Minister Dr Frank Anthony on Monday announced that the first set of COVID-19 vaccines acquired by Guyana would be used to immunise frontline healthcare workers.

He shared this position during the COVID-19 update, noting that the first batch is expected in 2021.

This is approximately three per cent of the vaccines needed to immunise the population.

Discriminatory

Brutus contends that the decision of the PSC to promote the above-named Senior Superintendents of Police who also has pending disciplinary issues and who had served less time than him in the rank of Senior Superintendent is discriminatory, unequal and proportionately unfavourable to him. Brutus informed that Senior Superintendent Cooper is facing disciplinary and/or criminal investigations for dereliction of duty and facilitation of unlawful activities; Senior Superintendent Azore is facing disciplinary and/or

criminal investigations for perverting the course of justice, dereliction of duty, and other offences, and Senior Superintendent Simon is facing disciplinary and/or criminal investigations for corruption by a public officer.

Against this backdrop, he argues that the PSC committed an error of law and violated the principle of legality when it acted in a manner that was incompatible with his fundamental right to equality of treatment guaranteed under Article 149D of the Constitution of Guyana.

Also, he argues that the decision not to promote him in the circumstances is an act of punishment as the PSC has no good cause or reason to deny him a promotion.

“The decision of the Commission was an abuse of power. It was an abuse of power and/or an improper exercise of the powers for the Commission to ignore the recommendations of the Commissioner of Police and its own established practice.

The difference in treatment of ranks who found themselves in the same grouping was substantially and fundamentally unfair, unreasonable, unequal, and discriminatory.”

According to him, he is suitably qualified for and entitled to the promotion. “I am also better academically qualified than the above ranks [Cooper, Azore and Simon].”

Brutus, in an Affidavit in Support, stated that he is currently performing duties of Deputy Commissioner (Administration) at Police Headquarters, Eve Leary, Georgetown. In court documents seen by this publication, he stated that he joined the Police Force on March 24, 1999. He is the holder of a Bachelor’s Degree in Public Management and Bachelor of Laws Degree – both awarded by the University of Guyana.

Apart from these, he is also the holder of a Master’s Degree in Business Administration, a Doctorate in Organisational Development and is currently pursuing his Legal

Education Certificate at the High Wooding Law School in Trinidad. Brutus stated that he has also completed several technical programmes with the Guyana Police Force.

In the circumstances, Senior Superintendent Brutus is seeking several administrative orders from the court. Among them is an order of Certiorari quashing, nullifying, and/or cancelling the decision of the PSC to promote Senior Superintendents Cooper, Azore and Simon to the office of Assistant Commissioner of Police. He is also seeking an order of Prohibition prohibiting the Commission and its members from promoting them to the rank of Assistant Commissioner of Police.

Brutus is asking the court to grant an order overruling the PSC’s practice of not promoting officers with pending disciplinary matters.

In addition, he is also asking the court to award him damages, interests pursuant to the Law Reform Miscellaneous Provisions Act on all sums awarded; costs; and such further and other orders as may be just. Attorney General Anil Nandlall has been named as a respondent to these proceedings. Brutus is being represented by Attorney-atLaw CV Satram.

This matter comes up for another hearing on January 12, 2021, at 10:00h before the acting Chief Justice.

COVAX, a body of organisations, including the WHO, that will ensure there is equal access to, and distribution of, COVID-19 vaccines when they become available on the market. Some 20 percent of Guyana’s vaccines will be distributed through this mechanism.

Anthony indicated that after the first consignment, more vaccines will be procured. Next in line are the older population and persons suffering from comorbidities – regarded as the high-risk category. This is another 17 percent of the vaccines required.

He shared that Guyana would need to immunise approximately 80 percent of its population to safely protect itself and emerge from the pandemic. This is termed “herd immunity”, whereby

there is indirect protection from an infectious disease after a percentage of the population has become immune to an infection.

A few days ago, Dr Anthony disclosed that Guyana has already commenced making submissions to COVAX as part of arrangements to secure COVID-19 vaccines.

The United Kingdom and the United States have already administered the coronavirus vaccine developed by Pfizer and BioNTech, according to international news reports.

The vaccine, which had undergone a gauntlet of clinical trials and is said to be 95 per cent effective against the coronavirus, is a two-dose injection.

WHO, UNICEF, Gavi (the Vaccine Alliance) and

other partners are currently working collaboratively to help prepare countries to be ready to introduce the COVID-19 vaccines, which they said is likely to become available for distribution in early to mid-2021.

WHO said adaptable guidance, tools, training, and advocacy materials are being developed to support countries in their preparation.

At Guyana’s end, work has commenced to prepare Guyana for vaccines, as the National Vaccine Taskforce has been established to lead this process.

Storage facilities across the country and cold storage units are currently being procured and retrofitted to ensure that Guyana is well prepared when the vaccine becomes accessible.

BCB invites clubs to register for 2021 Under-13 and Under-15 tournaments – distribution of Clayton Lambert $1.5M gear project set for Saturday

he Berbice Cricket Board (BCB) has hit the road running as it strives to fulfill its promise to host 30 cricket tournaments in 2021 at all levels.

The board is inviting interested clubs to register for the BCB/Zulfikar Mustapha Under- 15 inter-club and the BCB/ Romario Shepherd Under-13 tournaments.

The Under-15 tournament is being sponsored

by Agriculture Minister Zulfikar Mustapha, while West Indies white ball allrounder Romario Shepherd is the sponsor of the Under-13 tournament.

The BCB is expected to start the Under-15 tournament around the 23rd of January, as it starts preparation for the 2021 Under-15 inter-county tournament, which is usually held in

mid or late February every year. The cut- off date of birth for the Under-15 tournament is 1st September 2006, while the cut-off date of birth for the Under-13 is 1st September, 2008.

Clubs are reminded that

they are all expected to prove their members’ dates of birth if any other club protests against them. Any team that plays an overage player would be disqualified from the tournament and face a heavy monetary fine.

All players are expected to be uniformed in white, while only Berbicians would be allowed to participate in both tournaments. Clubs have until Tuesday, 5th January to register for the Under-15 tournament, and

until mid-February to register for the Under-13 tournament.

BCB President Hilbert Foster is urging all clubs in Berbice to get their grounds in order for the 2021 season, which is scheduled to have at least 30 tournaments at the junior, female, senior and school levels.

The BCB intends to playoff the semi-finals and finals of the 2019/2020 suspended tournaments along with the 2021 Under-17, Under-19, Under-21 and female tournaments in the first quarter of the year. The historic semi-professional league is also scheduled for the third quarter.

Meanwhile dozens of Under-15 and Under-17 players drawn from 19 clubs would benefit from the distribution of $1.5M worth

of cricket gear and white uniforms under the BCB/ Clayton Lambert Youth Players Gear project. The gear includes bats, batting pads, batting gloves, helmets, wicketkeeping pads and gloves, forearm guards, thigh pads, batting rubbers among other things.

The Upper Corentyne Cricket Association and Berbice River Cricket Association would also receive donations of cricket balls and gears.

Presentation of the items would be done on Saturday 2nd of January at the Area ‘H’ ground at 3pm. It would launch the BCB list of programmes for 2021.

The BCB intends to assist at least 200 youths in 2021 with gears, uniforms, bicycles and educational materials.

Queen Elizabeth’s New Year Honours List…

Lewis Hamilton knighted; Rob Burrow, Anne Keothavong made MBE F ormula 1 world champion Lewis Hamilton has been knighted in the Queen’s New Year Honours List.

The 35-year-old Briton sealed a seventh drivers’ title at the Turkish Grand Prix in November, equalling Michael Schumacher’s championships record.

Rugby League legend Rob Burrow has been made an MBE for his services to rugby, and for his awareness campaign since being diagnosed with motor neurone disease.

British Billie Jean King Cup captain Anne Keothavong has also been made an MBE. The 37-year-old former British number one represented Great Britain in the event - previously known as the Fed Cup - before becoming captain in 2016.

Others made an MBE include former Tottenham and Chelsea striker Jimmy Greaves and ex-Wolves midfielder Ron Flowers, both World Cup winners with England in 1966.

Greaves, who later became a popular television personality, suffered a severe stroke in 2015, and his son Danny said of the MBE: “We are very, very proud of Dad. Always have been, always will be. At almost 81, to receive an honour from Her Majesty the Queen is just something

very, very special.”

Following rugby union side Exeter Chiefs’ domestic and European titles last season, director of rugby, Rob Baxter has received an OBE, while captain Joe Simmonds has become an MBE. “I couldn’t quite work out if it was real, or whether it was spam or someone having a bit of a prank,” Baxter said of the moment he received the news. “It turned up by email, and not in an official letter.

Former Rugby Football League chairman, ex-Football Association chief executive, and former BBC head of sport, Brian Barwick, now chairman of football’s National League, has received an OBE. Meanwhile, Great Britain Wheelchair Rugby chair, Kevin Aitchison, has been made an MBE, and footballer-turned-boxer, Curtis Woodhouse, is among those to receive the British Empire Medal.

Lewis Hamilton won his first world title with McLaren in 2008, and further successes came in 2014, 2015, 2017, 2018 and 2019. He clinched a seventh World Championship, and became the most successful F1 driver ever when he won the Turkish Grand Prix in November 2020.

The Mercedes driver had already surpassed Schumacher’s record number of wins the previous month, and his tally of wins now stands at 95.

After the Istanbul victory, Hamilton said he felt like he was “only just getting started”, adding: “To all the kids out there,

Burrow among those recognised for charity work

Several sporting names have earned their place on the Honours List through charity work, with their contributions during the coronavirus pandemic recognised.

Burrow, who made 493 appearances for Leeds Rhinos, was diagnosed with motor neurone disease in 2019, two years after retiring from playing.

With the support of his former club and the rugby league community, the 38-year-old has spent the past year working to raise awareness of the degenerative condition, which affects how nerves in the brain and his spinal cord function.

ven after a year that has challenged the sport in the toughest ways imaginable, football enthusiasts will get the opportunity to witness the customary year-end football, as the ‘Bounce back Classic’ final is staged this evening.

Maybe a month or two ago the thought seemed wildly imaginative, that even after the coronavirus pandemic, local football would be played in a conducive and safe environment.

But all thanks to the Guyana Football Federation, the Kashif and Shanghai Organisation; and the Ministry of Culture, Youth and Sport, that thought is now reality.

Local competitive football and the Kashif and Shanghai Organisation both made their comeback last Tuesday evening with a night of scintillating action. Four teams: the East Coast All Stars, Linden All Stars, Georgetown All Stars and West Demerara All Stars, locked horns to make the final two.

Now, two teams, the Linden All Stars and the Georgetown All Stars, will return to the National Stadium at Providence this evening (Friday, January 1) for the highly anticipated final

With Job Caesar and Ryan Hackette in the midfield, and Jeremy Garrett and Daniel Wilson on the backline, Georgetown

poses a great threat to the Lindeners.

For Georgetown, Alex Murray was impeccable in the box, even saving a sure penalty off the boots of Trayon Bobb. However, if the nature of the tournament is to scout young talent, it would be refreshing to see Joel Yhap being given a chance to flex his skill, even for a few minutes.

What is for sure is that the age-old rivalry between the capital city and the mining town will be resurrected at 6pm sharp when the first whistle is expected to blow.

While no fans will be allowed into the National Stadium, NCN, Enetworks, and the Ministry of Culture, Youth and Sport’s Facebook page will be livestreaming the action.

s the Guyana Jaguars prepare to compete in the 2021 CWI Regional Super 50 Tournament, CGI has named two squads to participate in three practice matches to be held at the LBI ground fr0m 0900 hours on the respective dates of January 4, 2021, Sunday January, 10 2021 and Tuesday January 12, 2021.

All players named in these squads are required to participate in the fitness assessment scheduled for Monday 4 January 2021 from 0600 hours at the Athletic Stadium in Leonora, West Coast Demerara. est Indies’ Chief Selector, the Guyanese Roger Harper, has indicated that that impressive leader, Guyana Jaguars captain Leon Johnson, was considered to lead the West Indies Test team to tour Bangladesh, but the selection panel opted for Kraigg Brathwaite instead.

“That, of course, was a consideration, but the fact that we had Kraigg Brathwaite there, we decided to go with Kraigg,” Harper disclosed on the recent Mason and Guest radio show.

Harper said that, in the selection panel’s opinion, this is the best alternative squad for the Bangladesh tour, since some of the big players have decided not to tour Bangladesh.

Brathwaite is no stranger to captaincy, having led the West Indies Test team on previous occasions, and being the captain of the Barbados Pride.

Meanwhile, Johnson is arguably the region’s best captain, having led the Guyana Jaguars to five consecutive Regional 4-Day championships, and having led the West Indies U-19 team.

Here is an interesting point: Brathwaite led the West Indies in five Test matches, and lost all five of those Test matches. Therefore, in the two-match Test series in Bangladesh, Kraigg and his Test team will be chasing history as Brathwaite continues his search for a win as Test captain.

After recent Test series’ defeats, some may have called for Jason Holder to step down as Test captain. His overall Test record is not compelling; in 37 matches as Test captain, Holder won 11 matches and lost 21 between 2015-2020.

Within most of that period, Johnson has five Regional championships and displayed great leadership skills. However, not everyone is fortunate to have opportunities that others have the luxury of getting. Johnson is a good player in the first-class arena, but with the bat, he would have hoped for more consistency.

After 117 first-class matches, Johnson has 6190 runs at an average of 32.40, with six centuries and 39 fifties. With the current standard of cricket in the Caribbean, Johnson’s overall career is above some of the Regional batsmen.

The 33-year-old Johnson has also played nine Test matches and scored 403 runs with two half-centuries to his name.

However, he has an average of 25.18.

Despite Johnson’s record in Test cricket, he still did not get the opportunity some of the “Test players” have had. We have seen some unexpected selections made by the West Indies selection panel in the past. At age 33, it is still possible for Johnson to earn a West Indies recall if he dominates Regional cricket and continues his supreme captaincy.
