he personal belongings of several persons disappeared on Sunday afternoon after they visited the Princess Ramada Hotel Poolside; and until now, no assistance has been rendered by the management to retrieve those items.

One of the persons, Taalib Persaud, related that he was at the poolside with a few friends at about 16:00h while their items and clothing were packed and placed on nearby tables provided.

After spending a short time, they exited the water and then realised all their monies, phones and wallets were missing. Immediately, efforts were made to track the phones, which showed that they were being taken away from the premises of the facility.

“My friends and I were all in the water. We packed up our stuff, including our clothes, phones, wallets and money, on the tables provided, so we can swim. When we came out of the water to get something to eat, we realised that all our mon-

ey, phone and wallets were missing. We quickly began to track the phones and saw that (they were being taken from the) Princess very fast.”

Persaud related that they ran towards the front of the Hotel, but the person had already exited. Adding to that, the gate security made no attempt to stop the cars from leaving the compound.

A senior security official later turned up and calmed

the situation, instead of locating where their belongings were taken. They were also denied access to review the security footage to determine what had transpired.

“Every time we asked to see the security video, they denied us any help…I still have the location of the devices but since we don’t have the security footage from the Princess hotel, we can’t get the Police to arrest anyone…We still received no response from anyone.”

The concerned man related that employees of the hotel have indicated that such incidents are frequent, but nothing is done to curb this issue.

“It was said by workers of the Princess Hotel and Casino that, of recent, these incidents are continuously occurring and nothing has been done about it. Also, even the Police said there were numerous reports of this problem,” he explained.

stands that some of the stolen items included an iPhone 10XMax, an iPhone 8Plus, wallets with cash, American driver’s licence, credit cards, debit cards, Visa cards and a sum of over $300,000.

Persaud warned that the facilities are unsafe to use, since little security is provided. Adding to that, no assistance is provided to retrieve lost items. He noted that a friend from overseas has lost all of his belongings.

“When continuously asking the head of security for further help with the security video, no assistance was given. Everyone must

know that Princess isn’t a safe place, to have to pay to use the pool and still have to continuously watch your bags from people going in and stealing your things.

I have an American friend with me who came to spend some time in Guyana, but now he’s going home with none of his personal belongings. This is shameful on behalf of [Ramada] Hotel.”

The matter was reported to the Police, but Persaud said he was informed that there was no development as of Thursday morning.

Efforts to meet management of the hotel proved futile.

Father of 3 brutally beaten by brothers in Onderneeming

olice in the “G” Division are now investigating the circumstances which led to a single father of three children being attacked and brutally beaten by two brothers in Onderneeming, Essequibo Coast on Saturday last.

The victim has been identified as Trevor Chappelle of Red Village, Onderneeming, Essequibo Coast.

According to the victim’s sister, Chappelle and a friend were walking to the shop when they were approached by the two known “trouble makers” from Onderneeming.

The perpetrators reportedly asked Chappelle for money to buy something to drink, but he replied, “I don’t have any”.

The men then allegedly carried out the daring attack on Chappelle by beating him with a piece of wood.

Upon hearing the commotion, residents went to the man’s rescue, but by then the two perpetrators had already escaped.

Chappelle was picked up and rushed to the Suddie Hospital, where he was treat-

ed for injuries to his right side head, knee, back and throat.

The matter was reported to the Police.

However, Shelly Chappelle told the Guyana Times that she is dissatisfied with the investigation, since the two men, whose whereabouts are known to villagers, have not yet been arrested.

According to the angry woman, her brother is currently unable to work since he is in pain from the injuries he sustained.

“He does work hard as a farm hand to look after his three children by himself, and now he in pain, he can’t work…everybody who saw what happen (is) willing to come forward and to talk to the Police, but the Police ain’t doing their jobs fast enough, because them two boys deh all over the place…my brother is not the first them did this to, is a lot of people frighten them” the woman complained.

As such, she is calling out for justice for her brother, whom she describes as humble and pleasant.

T

he Opposition, People’s Progressive Party (PPP) believes that the Government is deliberately influencing the Guyana Elections Commission (GECOM) to delay preparations for the impending general and regional elections.

“We believe what is taking place now in GECOM is that the Government is heavily influencing GECOM not to start the preparations for elections in 90 days … I know that they’ve had some discussions with GECOM on this matter [and] I have notified the international community to this possibility,” Opposition Leader Bharrat Jagdeo said at his weekly press briefing on Thursday.

According to Jagdeo, despite the two main stakeholders – Government and the Opposition – publicly saying that an agreement was made to meet GECOM on its readiness for the upcoming polls, there has not been any willingness on the part of the elections body.

In fact, he specifically mentioned the behaviour of Chief Elections Officer (CEO) Keith Lowenfield in the absence of GECOM’s Chairman, Retired Justice James Patterson, who is currently out on extended sick leave and has been since November last year.

“Imagine, there is a government and the Opposition – they’re the stakeholders – and Mr Lowenfield can’t meet with them, he needs to get the approval of the Chairman.

But he had to wait until a GECOM statutory meeting is convened to get that approval. He cannot pick up the phone and call the Chairman and say ‘there has been a request, as part of a joint statement between the President and the Opposition Leader, they want to meet about GECOM’s readiness. Can I meet with them?’ That would have been the simplest thing to do, [but] we have a huge hurdle now,” the Opposition Leader posited.

During last week’s high-level meeting between President David Granger and Jagdeo, the two leaders agreed for their respective Chief Whips – Amna Ally and Gail Teixeira, to meet with the elections body to determine its readiness for the upcoming polls.

However, that meeting with GECOM is yet to be

held and according to Jagdeo, the Opposition is getting impatient. “… we have to, at some point in time, decide whether we want to pursue this charade or just withdraw from it totally because somehow, the Government is using all of these things – our willingness to engage and to be helpful and to reach out – to use it to maybe further delay these elections and the readiness of GECOM,” Jagdeo stated.

While the Opposition has been pushing for Government to resign and call elections within 90 days in accordance with the Constitution following the successful passage of the no-confidence motion, Chairman of the Alliance For Change (AFC) – the minority party in the coalition Government – Khemraj Ramjattan on Wednesday insisted that house-to-house registration should be conducted using the budgeted $3 billion so as to sanitise the list of electors.

However, Jagdeo posited that the Opposition had submitted a proposal to cleanse the list within the timeframe set by the Constitution.

“We argued that one element of the list that you can clean up without a house-tohouse registration is dead people on the list; simply by getting the records from GRO (General Registrar’s Office), sharing these records with the political parties, publishing the names in the newspapers and then after two weeks there is no objection, you remove those names from the list and remove all the dead people,” he stated.

the actual hosting of national elections and if more money was needed, then they could always go to the National Assembly for supplementary funds.

Moreover, the Opposition Leader said on Thursday that he had pointed out to the Government during last week’s meeting that the timelines have “changed radically” since monies were approved for fresh registration to be held this year.

“At that time in December last year when the Parliament passed the budget for the house-to-house registration, the no-confidence motion had not been passed and a deadline of 90 days imposed on us. So now, it is impossible to go back to a house-to-house registration which could take between six to nine months. Clearly, that is out of the window, absolutely out of the window,” Jagdeo asserted.

Since the December 21, 2018 passage of the no-confidence motion, several political commentators and stakeholders, including the Opposition, have been calling on the A Partnership for National Unity (APNU)/AFC

Government to resign and call elections, which according to Article 106 (7) should be held within three months.

This means elections should be held by March 19 this year and according to the Opposition, the coalition Government will become unconstitutional after that time if elections are not held.

Government has said it is awaiting the outcome of legal proceedings filed on the no-confidence resolution as well as the readiness of GECOM before calling elections.

The High Court has been asked to pronounce on two matters regarding the resolution – one contesting the validity of former Member of Parliament Charrandas Persaud’s vote in favour of the Opposition’s motion given his dual citizenship and another challenging the 3332 votes, instead of a 34 majority, that was used to pass the motion.

Those cases came up for hearing on Tuesday and acting Chief Justice Roxane George has committed to a ruling by the end of this month.

Youth and crime

E

arlier this week, the Caricom Secretary General, Ambassador Irwin LaRocque revealed some shocking statistics when he disclosed that some 80 per cent of crimes in the Region are committed by youths. According to the SG, a recent study within the Region revealed that the majority of victims as well as perpetrators of crimes reported by the Police are young males 18 to 35 years old. More worrying is that the Ambassador also disclosed that according to a United Nations (UN) report, 80 per cent of prosecuted crimes are committed by youths between the ages of 19 and 29.

This figure now begs the question as to what are we doing as a region and more so, as individual countries to deter our youths from the criminal world.

Societies in general have taken pride in saying that children and youths are the future and possess the ability to redefine and change the socioeconomic dynamics of the modern world. While this is true – as a region, what kind of future will we have if 80 per cent of our young people are involved in criminal activities? This newspaper has always stated that there was doubt that young people possess the necessary creativity, talent, energy and drive, vision and outlook as well as transformational skills needed to confront some of the world’s most serious threats to existence as well as preservation of the environment.

Here in Guyana, there are many social ills affecting citizens, especially the younger segment of the population. Locally, a perusal of the headlines in the daily newspapers supports this contention and more so, reveals violence levels not only in criminal activities but also in the school system.

As Guyana Times has previously stated schools have been hard-pressed to find workable solutions to the various manifestations of violence among young people, which, for some time, have emerged as major detractions from the traditional business of schooling.

There have been numerous accounts of the level of deviant behaviour occurring in schools. Teachers have long voiced their concerns in relation to their sense of powerlessness in the face of the increasing number and severity of the incidents which are occurring. In Guyana, our teachers have noted that children at astonishingly low levels in the system are demonstrating unprecedented levels of anger and aggression. In consultations aimed at finding possible solutions, many teachers have attributed the new rules limiting the use of corporal punishment in schools as a major contributory factor. Others have cited the absence of guidance counsellors, school welfare officers, social workers and a male presence in school. Whatever the reasons, as society we have a responsibility to the younger generation to guide them as they will eventually take over the reins of power and leadership.

While the Government must play a crucial role in designing the relevant policies and putting in place the necessary legislative framework and other support mechanisms aimed at addressing crime and violence among young people, this burden must also be shared by other stakeholders too, inclusive of religious organisations, the Private Sector and Non-Governmental Organisations (NGOs).

Some breath of hope for young people in the Region was also addressed by the Caricom Secretary General when he said that the Crime Prevention National Plan and the Caricom Youth Development Action Plan are two of the main policy frameworks, which will guide the design and implementation of policy and programmes in Member States to address crime and violence from a prevention perspective through addressing the underlined social factors. This is welcome news, but as a region, we have to be mindful of not reaffirming, redefining and recommitting to these policies in a timely matter, not realising that the very young people who are to benefit from these policies can become delinquent adults before regional Governments finalise a paper declaration if we do not act quickly. The matter of young people in crime needs urgent attention which requires a comprehensive and collective effort regionally.

Germany cuts Saudi arms exports by quarter in wake of Khashoggi scandal

he German Government has announced that its arms exports fell by close to 23 per cent in 2018 compared to the previous year.

In figures provided to CNN by the German Economy Ministry, total arms exports fell by 22.75 per cent in 2018 from 6.24 billion euros (US$7.10 billion) in the previous year to 4.82 billion euros (US$5.49 billion). The downward trend in the country’s arms exports has been witnessed every year since 2015, when Germany exported a record-breaking 7.86 billion euros.

A Ministry spokesman cited Chancellor Angela Merkel’s decision in October 2018 to halt all arms sales to Saudi Arabia after the killing of Journalist Jamal Khashoggi in Istanbul as a reason for the sharp decline.

“The Chancellor clarified to the federal government shortly after the discovery of the Khashoggi case that there was no longer grounding to sell arms to Saudi Arabia,” he said in a statement provided to CNN. The Ministry confirmed that Germany had not changed its position regarding exports to Saudi Arabia in the intervening months, and noted that no sales had been made to the Middle Eastern nation in the fourth

quarter of last year.

“There are currently no permits for arms exports to Saudi Arabia,” the spokesman confirmed.

Merkel announced in October 2018 that Germany would halt all arms sales to Saudi Arabia in the wake of the Jamal Khashoggi scandal.

Speaking to members of her Christian Democratic Union (CDU) party in October, Merkel said: “I agree with all those who say, that the already limited arms exports (to Saudi Arabia) cannot take place in the current circumstances.

“There is an urgent need to clarify what happened – we are far from this having been cleared up and those responsible held to account,” she said regarding

the Khashoggi case.

The moratorium on arms sales to Saudi Arabia, however, is only believed to be valid until March this year, according to German news site Deutsche Welle, when the German Government will be obliged to decide whether or not to maintain the ban or relax it.

The Ministry spokesman nevertheless confirmed to CNN that Germany has “one of the most restrictive and rigorous arms exports regimes in the world.” He also confirmed that Berlin is “very transparent” in regards to its arms export policy.

Notably, the federal government publishes a thorough report on its arms exports twice a year for the federal government and the

public to scrutinise.

Andrew Smith from the Campaign Against Arms Trade welcomed Germany’s reduction in arms sales, but questioned why the country had taken so long to restrict exports to countries, including Saudi Arabia.

“The German Government was right to halt arms sales to Saudi Arabia, and we hope that it will set a precedent for the other arms dealing governments in Europe to follow,” he told CNN. “However, the arms sales should never have been allowed in the first place. For decades now, the Saudi regime has had one of the most appalling human rights records in the world, and since 2015 it has waged a brutal war on Yemen. It should not have taken the murder of a journalist for the German authorities to act.”

Smith noted that it is important to halt arms sales not solely in the short term, but also to “end the mindset that allowed them to happen for so long”. He expressed hope that the reduction seen in 2018 will be the “start of a wider look at Germany’s arms export policy,” and that the country will build on 2018 to halt all arms sales to other dictatorships and human rights abusers.

What is the PNC-led coalition's greatest fear?

Dear Editor Very early in the reign of the Coalition, at a time when they were riding on the crest of their power and glory, I wrote an article captioned "They came in on a lie but they will be taken out with the truth."

In that letter, I also made a damning prediction that the Coalition would not last a full five-year term.

So, with accurate precision, my prophetic words have come to pass; reasons being that the corrupt nature of this coalition Government has made those honest predictions a stark reality.

This PNC-led Coalition is corrupt to the core, and for this fact they have done themselves in.

They have dug their own graves, that’s a full blown fact, and the record is there to prove it. Talk to

any Guyanese and they will tell you that these three and a half years has been the worst time of our lives, something we would not want to be extended any further. Hence we long for fresh elections and a fresh mandate. Guyana needs to breathe again.

Now, the real explanation behind all of these delaying tactics is not a shocking defeat at the polls, that is a foregone conclusion, their greatest concern is how to face the full brunt of the law for their thievery and outrageous corrupt acts against the people of this great country. That is their greatest fear. How will they face the gallows when their time comes up at SOCU and SARA? Be it known that they have done a pretty good job at exposing themselves on

the world stage with that lying propaganda rhetoric that all those in the PPP/C would be incarcerated on the basis of their being the most notorious thieves in Guyanese history and the persons who carried out the most brazen pillage of state funds and assets.

Well, that brutal assault on the Opposition is about to end, and another spate of accountability would be put on stream as the searchlight opens up on the PNC and their lackeys. In this regard, they are in a quandary as to their time before those very same state agencies in the very near future. Those agencies they so closely "control" will have the distasteful task of investigating and prosecuting them. The fear factor is very great!

For three and a half

years, billions were expended on a massive witch hunt of every possible PPP/C and perceived PPP/C personnel. Throughout the length and breadth of this country, persons were shackled, humiliated, and brought before the courts on trumped up charges. It was the worst of times for persons called PPP/C, or even to be associated with that party for that matter, as the Guyanese version of the Ton Ton Macoutes went on a rampage.

Some gave up hope and vowed never to be associated with the party again due to the pressure and the shame they had to endure. But thanks be to the Almighty, in all of this, no one has been found guilty.

Now, on a point of clarification, the expressed reason for the PNC not suc-

ceeding in their witch hunt expedition is that the PPP/C governed by the rule. The underhand corrupt deals they were accused of were found to be vulgar lies and pure propaganda. The fact is when you govern by the rules you fear nothing, and no investigation will bother you, hence SOCU or SARA could in any way intimidate. However, these same state sponsored agencies will become a problem for them when their time comes up for questioning on matters of governance and other issues. That is the question that has every member of the Coalition Camp quivering in fear?

On this note we are in receipt of information that a lot of skullduggery is in progress at most government ministries - the Ministry of Finance in par-

ticular.

They are in the process of falsifying documents such as the backdating of accounts of shady transactions and much more. The delay tactics is to give them time to somehow overhaul the damage already done in their heist of the country in those corruption scandals.

But this is a Herculean task, as time is of great essence; nevertheless, they persist.

As we say in Guyanese creole, "Is you who knock me first," but that is okay.

However, when the last lick comes up, don't act surprised and foolish when those hidden acts are revealed, all those who are to be prosecuted will be prosecuted. I rest my case.

I demand an apology from Guyana Chronicle, whose reporter maliciously misquoted me Dear Editor, When I received a phone call from a female Guyana Chronicle reporter last evening, my defenses immediately went up. This is a newspaper that is hostile to the PPP/C and its leadership, and has repeatedly omitted to publish the many letters I have being sending to that editor.

And to further compromise their lack of credibility and objectivity, they are willing to publish slanderous statements about me, made by the likes of Rickford Burke in the Wednesday’s letter column of the government’s mouthpiece.

The moment the Chronicle reporter introduced herself, I knew I had to be careful of what I say to her for I did not want to be misquoted. I was also aware of the subject she wanted to discuss as many believe that I possess duel-citizenship. I do not, and I made this very clear to her. When I was asked about the status of other PPP/C MPs, I referred her to our Chief Whip, Gail Teixeira. She told me she had tried but was unable to reach her. I then suggested that she attend the press conference being held by the Leader of the Opposition the following day, Thursday, January 17, to get the answers she’s looking for.

Editor, in this sensational piece, “Several PPP MPs have dual citizenship”, the reporter wrote, “The MP said he fully agrees with retired judge of the Caribbean Court of Justice (CCJ) Duke Pollard that the National Assembly of Members of Parliament should be cleared of all MPs with dual citizenship.

Gill said there should be no cherry picking of the laws,

and as such, MPs with dual citizenship should do the honourable thing and step down.”

I categorically deny agreeing with retired CCJ judge Duke Pollard as reported, as it relates to his belief that “Parliament should be cleared of all MPs with dual citizenship.” And any reference I may have made about “doing the honourable thing” and stepping down, was totally sensationalized to give the wrong impression. I had just brought to her attention a duplicitous remark made by the AFC Chairman, Khemraj Ramjattan during an AFC press conference, in which he was asked, “What are the implications of the other MPs with dual-citizenship?” To which he replied that the case brought against Charrandas in the High Court would only apply to him, and said, “You would probably have to bring another case against the rest.” I reminded her that Ministers Joseph Harmon and Carl Greenidge had both admitted to having dual-citizenship and suggested they should do the honourable thing and step down. This is very different to what is being reported.

All journalists should be guided by the professional ethics of that noble profession. But it is evident that the Guyana Chronicle has been been contaminated by government who uses that medium to peddle their propaganda.

I hereby demand an apology from Guyana Chronicle, whose reporter maliciously misquoted me.

I am a proud citizen of Guyana who remigrated after spending over 23 years in the good ‘ole USA as a permanent resident.

After my children’s dependency period had ended, I returned home in 2012 in hopes of making a meaningful contribution to the land of my birth. I have never returned since and have deliberately caused my “Green Card” to expire.

I am the holder of one valid passport, issued to me by the Government of Guyana.

I will forever be grateful to the People’s Progressive Party for giving me the opportunity to serve my country and her people as a Member of Parliament.

My personal views on dual-citizenship are as follows: We live in a democracy where the Constitution is our supreme law. Guyana is but a budding developing country when compared to the industrialized nations of the world. It is estimated that there are more Guyanese living in the diaspora than in Guyana itself. It is also an undisputed fact that Guyanese living abroad are generally more

exposed, educated and experienced. As a third-world country, we must find attractive ways to tap-in to those human resources by attracting more and more Guyanese to return home to serve.

The re-migrant scheme is one such incentive offered. But the political maturity that Guyanese acquire living abroad cannot be ignored if Guyana is to progress. Perhaps in recognition of this, the laws governing dual-citizenship have not been strictly enforced by all administrations.

Since the Charrandass vote, Members of Parliament with known dual-citizenship are being branded as unpatriotic and having allegiance to foreign countries. Hogwash!

Dear Teenager, Hey, I’m a child psychologist who studies popularity. For about 20 years now, I – and so many other psychologists like me – have researched why some kids are more popular than others and how popularity affects our lives when we grow up.

Someone may have forwarded this to you, which may seem a little random, so let me just cut to the chase….

Popularity is not what you think it is. And you may be getting manipulated without realising it. I explain more below.

Remember back in elementary school when kids ran around the playground and went to each other’s houses to play? Some kids were everyone’s favourites, and others had a hard time finding playmates. It may have seemed like popularity was an important thing even when you were as young as three years old.

Manipulation

Oh yeah, about that manipulation piece. I need to tell you about that too. You know how everyone is online now all the time? Most of your friends are probably on Instagram or Snapchat.

I know it’s fun. In fact, it probably feels like it’s impossible to keep up with kids at school these days unless you are constantly on your profile.

There’s been some interesting research done recently to see what happens to teens’ brains when they’re on Instagram. Researchers looked at what parts of the brain are activated when teens look at Instagram posts. First, they looked at what the normal response would be when looking at different kinds of pictures.

They found that when kids look at fun, positive, cute, and prosocial material, a part of the brain is activated that is related to wanting more of whatever we saw.

When we look at pictures of things that are illegal, immoral, dangerous, or risky, a different part of the brain is activated, telling us to stop.

So far, so good.

Here’s the catch: When these same pictures are

shown on an Instagram-like platform, with markers that suggest that the dangerous pictures have been “liked” a lot, suddenly things change.

Our brains’ brakes seem to get released. In other words, we start to lose our inhibitions towards dangerous and illegal stuff just because the picture was popular on social media.

All of this is taking place in the parts of the brain that we are not consciously aware of – somewhat like the parts that tell our heart to keep beating and our lungs to keep taking in air.

This is important because it means that what you see on social media is influencing your values and behaviours without you even realising it. You better believe that this is being used by people, companies, and even politicians to try and change your preferences, attitudes, and even thinking.

I’m not saying you should avoid social media altogether. It’s fine to use once in a while and may even be good for you in some ways. Just be careful with it. You already know that much of what you see there is faked – by people to make themselves seem cool or gain status. So, just give it a rest once in a while. Research says that lots of teens are starting to get tired of social media and feel burdened by how much pressure there is to be online all the time. This is also why so many kids how have a “F-Insta” account, because they are getting sick of how fake people’s posts are, and they are looking for a way to connect with people in a more real way. Consider taking a smartphone holiday once in a while and just hang out with your friends face to face instead. It’s actually a great way to become more likable anyway!

Here’s the bottom line: If you sometimes feel like being more popular would make your life much easier, and you wish that everyone would treat you a little more like they do the cool, high-status kids, then you are in great company.

No matter what they may tell you, most of your peers feel the exact same way as you. Also, most every single adult felt that way when they were kids, and many probably continue to feel a version of that now in their adult relationships.

But that’s a whole lot of angst, worrying, longing, and regret for nothing. All you need is just a few good people to like you, and everything will turn out okay.

7 PPP presidential candidate to be elected this weekend news

he People’s Progressive Party (PPP) will be embarking on the final stage of selecting its Presidential Candidate over the weekend as the Executive Committee is expecting to cast their votes in favour of the five hopefuls.

The five candidates contesting for the position, namely: Opposition Chief Whip Gail Teixeira; former Attorney General Anil Nandlall; former Housing Minister Irfaan Ali; former Culture, Youth and Sport Minister Dr Frank Anthony; and Member of Parliament Dr Vindhya Persaud.

Last week, these candidates made their case in presentations before the Party’s Executive, and their submissions were discussed ahead of this weekend’s voting via secret ballot.

Previously, in the PPP, the presidential candidate was consensually nominated, but this time around there are more than one candidate;

as such, the party resorted to using the secret ballot.

However, PPP General Secretary Bharrat Jadgeo believes that a consensus candidate would have been the more desired way forward.

Jagdeo, who is also the Opposition Leader, said, “It’s always better to have a consensus candidate, in any organisation that’s the idea thing… [So] which party doesn’t want to have a consensus? Shouldn’t that be what you want to work towards? Is that not the best thing to do?”

Nevertheless, the Opposition Leader assured that whoever is selected among the five will receive the full support and cooperation of the other candidates going forward.

“In the presentation, every single one of the five said, ‘if I do not become the [Presidential] candidate, I will work with, and support, the other person’. They

all said that explicitly. This was asked of everyone…every single one of the five said, ‘Yes, I will work for the interest of the party and support [whoever is selected]’…

So that is really good for our organisation,” Jagdeo stated.

According to the Leader of the Opposition, this is particularly important since the party has a specific programme to execute when it returns to office. This includes reversing the draconian measures imposed in the mining sector by the Coalition Government; reopening the three sugar estates that were closed in 2017; and bringing in private investors to employ persons, restore benefits to pensioners and the children.

Moreover, Jagdeo said the PPP is also looking to create a “big tent” when in office, to include civil society and other stakeholders who have been approaching the party, expressing desires to work with the party. This, he add-

ed, include youths whom the APNU+AFC have seemed to abandon.

In fact, using himself as a prime example, Jagdeo pointed out that the PPP has a track record on young people in politics that is unassailable in this region. The former Head of State reminded too that more than half of his Cabinet was below the age of 40 and were managing some of the country’s critical sectors.

“We are a party that give young people opportunities.

I was in my 20s when I became a minister, I was 35 when my party selected me to take the office of the president,” he said.

Now, he added, this trend continues with one of the presidential candidates being in his 30s, two in their

40s, another in his 50s and one in her 60s.

“So we have a range of people with years of experience as well. They had worked themselves up to the leadership of the party and they had not just the government experience, but went to the congress; they got elected; they went to the [Central Committee], and then they got to the Executive… So we have a proven track record with young people,” Jagdeo reaffirmed.

Meanwhile, as the process for the party’s Presidential candidate continues, the PPP General Secretary said that they are yet to commence discussions on selecting the Prime Ministerial Candidate.

“There is going to be a similar process that we will

go through for the Prime Ministerial Candidate. We have not opened the process as yet,” he noted, while adding that this candidate will come from the Civic component of the party, as has been done traditionally.

In fact, the Opposition Leader revealed that the Civic side has been growing rapidly, with a huge number of members joining.

“Some old and young really bright people coming in,” he stated.

Moreover, Jagdeo noted that the party has also started work on its candidacy lists for Nomination Day, which could be early February. To this end, he is calling on persons interested in being on the party’s regional, national top-up and geographical lists to so indicate.

Ex-gambler’s appeal of 18-year child rape sentence thrown out

orty-nine-year-old ex-gambler Ray Thomas, of Laing Avenue, Georgetown, will have to serve out his 18-year jail sentence after Judges at the Appeal Court denied his challenge on Thursday.

The convicted prisoner has been incarcerated since September 2015 for rape committed on an eight-yearold girl, three years prior.

After consideration of legal arguments by Thomas’s attorney, George Thomas; Chancellor of the Judiciary Yonette CummingsEdwards, Appellate Justice Rishi Persaud and ad-

ditional judge from the High Court, James BovellDrakes determined that they did not find that trial judge Dawn Gregory erred in principle when sentencing Thomas.

“It is only when a sentence appears to err in principle that this court will intervene; the section under which the appellant was charged carries life imprisonment ... it is within the discretion of the Judge having heard the evidence to impose a sentence that he or she sees fit according to the circumstances of each case,” the acting Chancellor

explained.

Chancellor CummingsEdwards, citing case law, also observed that sentences could serve the public interest by acting as a deterrent to others who may potentially commit such crimes. After in-chamber deliberations, the Judges returned and disclosed that they were unable to find that the sentence was excessive.

As such, the appeal was dismissed – an announcement which caused the prisoner’s elderly mother to break down in tears. She had to be escorted outside

the courtroom.

The convicted man had been unanimously found guilty by a 12-member jury of 10 women and two men.

The panel of his peers determined that Thomas sexually penetrated the eightyear-old girl’s vagina with his two fingers during the month of February 2012.

It was reported that Thomas conducted his own defence after he denied committing the crime at his arraignment.

Alleged cutlass-wielding bandit remanded

oel George, who stands accused of executing an armed robbery with a cutlass, was remanded to prison on Thursday when Senior Magistrate Leron Daly denied him his pre-trial liberty.

He made his appearance at the Georgetown Magistrates Courts, where

he was arraigned on the charge of using a cutlass to rob Zain Angel of $70,000 at Croal Street, Georgetown on January 9, 2019.

The 20-year-old unrepresented man denied the charge by way of entering a not-guilty plea. His bail refusal came as a result of strong objections by Police Prosecutor Sanj Singh, who

contended that the defendant had numerous matters of similar nature before the courts and he was recently charged.

The facts of the matter are that the Virtual Complainant (VC) was walking along Croal Street when George confronted him with cutlass in hand.

Moreover, Police say that

George aimed the cutlass at Angel and ordered him to hand over his valuables.

The accused man then fled the scene after robbing the VC, but Police later arrested and charged him for the offence.

The defendant will return to court on January 21, 2019.

Straining credulity…

…and legal logic he AFC held a press conference to address its noconfidence ouster, but its leader Raphael Trotman didn’t show up. What gives? Has his “Nassau Accord” crafted with Granger been transmuted into full PNC membership? Naah! Full of himself, his internal memo to AFC execs before the LGE revealed he’d plotted to blackmail the PNC with the mega votes he expected!! He didn’t want to be grilled about his delusive megalomania?

Anyhow, Chairman Ramjattan fielded most of the questions, and insisted he and the party didn’t know AFC MP Charrandas Persaud was a Canadian citizen!! Now, this has to be the biggest joke of the year, and someone in the audience should’ve yelled out to him, “Haul yuh ass!!”

The AFC in general, and Ramjattan in particular, knew Charrandas had lived in Canada for donkey years! CP didn’t have to tell them. Didn’t they wonder how he was able to live there, since, unlike the US, Canada doesn’t have a “permanent resident” category?? CP’s Canadian citizenship was a NOTORIOUS fact, to which the AFC closed its eyes!!

But Ramjattan didn’t just lie through his teeth just because he’s a serial liar; he is, but this time he had a reason. If the AFC knew CP was a dual citizen but allowed him to sit in Parliament, the case in front of the court brought because of this “defect” would be summarily thrown out because of the legal principle of “estoppel”.

This “precludes a person from asserting something contrary to what is implied by a previous action or statement of that person”!! You can’t knowingly shut your eyes to CP’s illegality and then expediently ask the Court to let you benefit from citing the illegality!!

This doctrine will also have the Government’s case on “34- seat majority” thrown out. Between 2011 and 2015, the APNU and AFC insisted, and was conceded that, together, they had a “33-seat majority” in the National Assembly. And overtly so after 2015. Before the no-confidence vote, APNU Whip Amna Ally and PM Nagamootoo gloated, “Bring it on!! We have a 33seat majority!” When the Speaker ruled that the “No confidence motion was carried” with CP’s vote, no one on the Government side objected. In the subsequent press conference, the PM and the APNU Chair, Volda Lawrence, accepted they were defeated by the 33 votes. The next day, the President also agreed!

And suddenly, grasping a demented brainwave floated about “half bodies”, they changed their minds and brought the case. The law will not have this; the court will rule they are “estopped”!!

Which means just what it says! Election in three months!! …on picking PPP’s candidate Your Eyewitness has noticed that, suddenly, those who’d been washing their mouths on the PPP for years as irredeemably evil have suddenly become remarkably solicitous by praising and proposing individuals the party should select as its Presidential candidate!! There’s this particular doctor from England who seems to have so much time on his hands to pontificate that one worries about the level of care his patients are receiving!! No wonder Britain National Health Service gets such a bad rap!! There’s also a local columnist who cussed out the PPP from “thy kingdom come!” who threw in his two cents’ worth – and that’s the most it’s worth, in Guyanese cents!! Etc. etc….

So what’s really going on here? They think they’re clever, but they’re so transparent they’re like Perspex!! Knowing that the PNC is in the throes of a major crisis, where their major candidate is seriously ill and a murderous infighting has broken out among the ambitious second tier, they would want the PPP to field their weakest candidate. …on leaked info Your Eyewitness is certain it was one of the “PNCpraised” PPP candidates who selectively leaked info on his strongest opponent.

But he can’t keep a good man down!!

High Court halts SOCU’s charges against Ali ...stay granted pending Fixed Date Application proceedings

hief Magistrate Ann McLennan has been temporarily barred from hearing the 19 charges brought against former People’s Progressive Party/ Civic (PPP/C) Housing Minister Irfaan Ali by the Special Organised Crime Unit (SOCU) last November.

Following appearances by the interested parties on Thursday, High Court Judge Franklyn Holder granted a stay of Magistrate’s Court proceedings regarding Ali’s application that challenges the legality of the charges proffered by SOCU. SOCU implicated Ali for conspiracy to defraud con-

trary to common law which relates to the sale of lands at Plantation Sparendaam, East Coast Demerara (ECD). The respondents to Ali’s application are Police Commissioner Leslie James and Chief Magistrate Ann McLennan who are represented by the Attorney General Chambers while Prosecutor Tashanna Lake is representing the Director of Public Prosecutions (DPP) Shalimar Ali-Hack. State Counsel Leslyn Noble is appearing for Police Detective Corporal Munilall Persaud.

Police destroy 7 acres of marijuana in Berbice River

anks of the Guyana Police Force (GPF) on Thursday conducted a 13-hour narcotics eradication exercise at Tabatalli, Berbice River during which seven acres of cultivated marijuana was destroyed.

The five fields consisted of about 19,500 plants ranging from three inches to eight feet in height with an estimated weight of 9750 kilograms.

Five camps, 300 kilograms of processed cannabis and an empty 12-gauge casing were also found. Police stated that the camps and cannabis were destroyed by fire. However, no arrest has been made.

Just over one week ago, ranks of E Division (LindenKwakwani) destroyed over 2000 cannabis plants among other items at Mille’s Hide Out, Upper Demerara River.

The Police stated that about two miles away from the initial location, another three acres of marijuana with about 3500 cannabis plants measuring two to six feet in height and weighing an estimated 775kg were found. A nursery with about 500 plants was also discovered.

One of Ali’s lawyers, Anil Nandlall, who also appeared before Justice Holder, disputed the merit of Noble’s arguments, stating that there is no section of the law that criminalises the lack of a property valuation when selling a property.

“One of our grounds is not that the charges are unknown to law, but the particulars, even if they are able to prove them, do not constitute an offence known to the criminal law of this country.

Selling property without a valuation has never been a criminal offence,” Nandlall opined following proceedings.

He further outlined that

the DPP submitted a “sworn affidavit” saying that she did not advise on the charges which Nandlall views as an integral aspect of the case.

In that affidavit, seen by this newspaper, Ali-Hack, while denying much of the applicant’s contentions in his writ, stated, among other things, that she did not advise on the charges, contending that the DPP “is not a proper party”.

She outlined that being a co-owner of a house lot; she thought it best that no member of staff of the DPP’s office advise on the matter to prevent the appearance of bias.

The Fix Day Application (FDA) will be heard on February 5. On February 6, the Magistrate will have to be informed of the High Court’s decision to stay the matter pending the outcome of the FDA case.

In the writ filed by Ali, he posits that the charges are “irrational, arbitrary, capricious, whimsical, malicious, biased, without any proper evidential basis, made in bad faith, influenced by irrelevant and improper considerations and motives, unreasonable, discriminatory, unlawful, null, void and of no effect”.

The application sought two orders of Certiorari

– the first one quashing the decision of the DPP to charge him with the offence of Conspiracy to Defraud Contrary to Common Law and the second, to quash the oath of Corporal Persaud, given at the Georgetown Magistrates’ Courts regarding the 19 charges.

The applicant is seeking to secure a declaration that the particulars of the charges do not constitute an offence known to law and contravene Section 144 (4) of the Constitution and the fact that there is no statutory or common law that requires a valuation prior to the sale of property.

“I deny selling any lands to any persons. Moreover, assuming arguendo that the facts as alleged in the charges are true, which is denied, I have been informed by counsel and verily believe that the particulars as contained therein do not amount to any offence known to law, which even if proven, are impossible to yield a conviction for the offences charged,” an excerpt of the case file read.

atching the struggle by Team Granger to do right after this No Confidence Motion Vote (NCMV) can leave any rational mind in shock. Why does such a straightforward issue have to be this complicated? Why all this flip-flopping on an essentially very simple issue? It is disgusting to observe the intellectual degradation of Team Granger as they advance to the point of comedy, so much so that one of them used the case of the slow-motion camera for the third umpire as another reason for their nonsensical positions.

The Leader of the Opposition, Mr. Bharat Jagdeo, seems to be one of the few in the political arena with a thinking head on his shoulders. What I saw Mr. Jagdeo offering was a “willingness to talk” attitude that is backed by a road map populated by constitutional solutions. On the other hand, members of the Coalition Government exhibited an attitude of desperation, naked political opportunism, and power hungriness as if “them puppa left Guyana in his last will” exclusively for them.

The nation is now moving into a national emergency as we advance to March 21, 2019. As time progresses, the nation will become even more paralysed unless President David Granger stops all this tomfoolery and makes some decisions by delivering on the spirit and intent of the Guyana Constitution. Like it or lump it, the elections timetable has been set by the Constitution, and these elections will be held in 2019, no matter how much the PNC/APNU/AFC tries to hides from the people.

Immediately after the vote, the Government Members of Parliament (MPs) collectively held a press conference and accepted that the Coalition Government had fallen. Even President Granger added his two cents and accepted the will of the vote. But their fake commitments to the Constitution were never to be. Within days, the silly excuses started to come out of the rotten wood.

The first one was the use of the number 34 to intellectually rape the art and science of mathematics to advance their agenda and misinterpret the spirit and intent of the Constitution. Then, of course, the citizenship question came up. Why now, and not in 2015, when they were selecting their MPs? Shame on Team Granger for questioning this matter in Court while on the same day appointing a dual citizen as acting Prime Minister.

Today Team Granger stand exposed as their intent to stall for time is unsheathed. But let it be known that after March 21, 2019, unless they secure the agreement of Mr. Jagdeo, Guyana will be having an illegal and dictatorial Government in place clutching at straws as they squat in their seats. If they feel anyone will have sympathy for them other than their blind followers, then they are fools. The Constitution speaks to a road map in these situations, and Team Granger is clearly not following it. Disrespecting the will of the people is disrespecting the rule of law. This never brings good to leaders or the people.

We must learn to live together in this land of many people, all of whom are minorities. But for this to be done successfully, politicians must learn that they must follow the rule of law and live within the boundaries of the intent and spirit of our Constitution.

What is expected from Mr. Granger today is cooperation, not conflict. Was it not Mr. Granger who challenged the nation to cooperate with his singing of “Let us Co-operate for Guyana” in 2015? Was he a hypocrite then, or is this his brand of cooperation?

It took Mr. Granger 18 days before he received the Leader of the Opposition for talks on the roadmap. What are the reasons for these delays? The nation expected a pathway to progress from those talks, but all it got was a commitment for a meeting between the Chief Whips and GECOM. So Team Granger continues to waste valuable time.

It appears as if GECOM have taken their lead from Mr. Granger and have since refused to meet the Chief Whips until the now sick Chairman is back at work. MORE DELAYS! This is unfortunate, since the entire nation knows that Team Granger is trying to play with the intelligence of the Guyanese people. Let us be clear: if Mr. Granger was doing his job, there would have been no political crisis. Let us be clear: if Mr. Granger had delivered for the people on his 2015 manifesto promises, there would have been no NCMV. Increasingly, the backbenchers in Parliament on the Government side are getting tired with the performance of their cabinet colleagues. There are some people on the backbenches who cannot stand the aloofness, arrogance and incompetence of their Cabinet colleagues. Some have even gone further and complained about the wanton corruption at all levels in the Government. Accept the inevitable Mr. Granger, and start doing the right thing by respecting our Constitution. Place your fate in the hands of the people. Because what the people want the people must get, and will get, and no amount of stalling will change this outcome. So it is written, and so it shall be done!

Basic car maintenance saves you money and helps reduce the risk of a breakdown

Fluid level checks Engine

Check your engine oil weekly when the car is warm and on level ground.

Stop the engine and wait a few minutes for the oil to

settle, remove the dipstick and wipe it clean. Push the dipstick all the way in, wait a second, and then withdraw it and check the level.

The oil should be between the two marks. Remember to push the dipstick fully in when refitting.

Automatic transmission

If your vehicle has a transmission dipstick (check your owner's handbook for its location), check the fluid weekly in accordance with the instructions in the owner's manual.

If more fluid is required, add the recommended fluid through the dipstick tube.

Allow about a minute for the oil to stabilise before re-testing the level with the dipstick.

Manual transmissions and automatic transmissions not equipped with a dipstick are more difficult to check. Your mechanic should perform fluid level checks on these transmissions.

Radiator coolant

Check the coolant level at least weekly. If your car is fitted with an expansion / recovery tank check that the coolant level is at or slightly above the 'minimum' mark when the engine is cold, or somewhere between the half and 'maximum' marks with the engine at operating temperature. It's also essential to regularly check the coolant level at the radiator when the engine is cold. It should be full.

If your car doesn’t have an expansion tank, check that the water is within about 25mm of the top of

the radiator filler neck when the engine is cold.

Never open the cooling system when the engine is hot as you could receive serious burns.

If more coolant is required, add a mixture of clean water and the recommended coolant/inhibitor.

Persistent coolant loss indicates a problem, which your mechanic should check immediately.

The

checked with the engine stopped, and after the car has been driven for a while to warm the fluid. Check the car's handbook for reservoir location, checking procedure and fluid type.

Brake and clutch fluid

On most cars you can see the brake and clutch fluid levels through the transparent plastic reservoirs.

If not, remove the cap and check the level inside. The level should be maintained between the maximum and minimum marks. Only top up the reservoir with new brake fluid of the correct grade. The need for constant topping up indicates the possibility of a leak that must be checked by your mechanic.

Windscreen washer

A plastic reservoir for the washer fluid is almost always mounted in the engine compartment (check owner's manual for location).

Fill the bottle with clean water and, if you want, a special windscreen detergent. Do not use household detergents for this purpose.

Battery

The fluid level inside the battery should be maintained between the marked levels, or about 5mm to 10mm above the plates. If it needs topping up, use only distilled water. Do not smoke or use naked flames near a battery. Battery acid is corrosive, so take care to wash off spills with plenty of clean water. Make sure the terminals are clean and tight, and that the battery is fixed securely.

pposition Leader Bharrat Jagdeo has bashed the Administration for spinning the outcome out of last week’s high-level meeting between the Government and the Opposition.

Speaking at his weekly press conference on Thursday, Jagdeo sought to address the issue, explaining to the media that Government has been misleading the public on the agreements coming out of that meeting.

“Since then they have been on a spin mode that: one, we had agreed on functioning of the executive branch and the legislature – that they will function as per normal, that’s not true. Two, that we’ve dropped our call for the resignation of the Government, that is not true… and [three] that somehow, we are contemplating shifting the deadline [for elections] and pending the readiness of GECOM – that’s a new factor – the deadline would be shifted,” Jagdeo highlighted.

According to the Opposition Leader, the March 19 deadline is in accordance with the constitutional provision, which states that Government should resign and call elections within three months of the passage of a no-confidence motion.

“The Constitution, not APNU [A Partnership for National Unity], defines the time period elections would be held,” he asserted.

On December 21, the present regime toppled when former Alliance For Change

Opposition Leader Bharrat Jagdeo

(AFC) Member of Parliament, Charrandas Persaud broke ranks and voted in favour of the Opposition’s no-confidence motion.

Jagdeo pointed out that the PPP went into last week’s engagement with the Government with goodwill so that the situation could be addressed with maturity and in the best interest of the nation.

However, instead of upholding and adhering to the Constitution, he said the coalition has been adopting various methods to delay its exit from office and hang on to power a little longer.

“Our position is this government should still resign.

We believe that they are now in a caretaker capacity and that they have to prepare for elections … but they created an impression that I give them the okay to remain in office,” Jagdeo stated.

During the meeting, the Opposition Leader recalled that when the President maintained that nowhere in Article 106 (7) provides for a “caretaker” Government, he pointed the Head of State to Article 106 (6), which states that the Government should resign upon the passage of a no-confidence motion.

Furthermore, Jagdeo said he had reminded the Head of State that back in 2014, it was him, as Opposition Leader, who had said that the Cabinet must resign and a caretaker government would be in place when they had filed a no-confidence motion against the People’s Progressive Party/Civic (PPP/C) Administration.

“So I asked him how is it that you had that view then and now you’re saying that this caretaker concept is a new one. The Constitution, between 2014 when you made that statement and now, did not change so it’s not like we’re operating with a new constitution now. He declined to answer that,” Jagdeo recounted.

Moreover, the Opposition Leader made reference to a joint communiqué issued the day after the high-level meeting, in which he contended that while the Government remains in office, its functions must be confined to the provision of essential services of the State and to matters in relation to preparation for General and Regional Elections. Meanwhile, the missive outlined that the President insisted that the

Government is legal and must govern without any limitations to perform its lawful functions.

“So clearly, the President believes that the events of the 21st of December did not take place; nothing happened. Although, the Speaker said [the motion] was carried and refused to review the decision; the legislature has spoken. The courts now have indicated that they are not giving a Conservatory Order, which would have stopped the timeline ticking, and yet, the President is in la la land… and doesn’t recognised that 106 (6) and (7) has kicked in already upon the passage of the no-confidence motion,” Jagdeo posited.

On this note, the Opposition Leader stated that from the time the March 19 deadline expires and elections are not held, then the coalition Government goes into unconstitutional territory.

“It becomes illegal and illegitimate and that’s how we’re going to treat them,” he asserted.

To this end, Jagdeo said that all of the policy decisions taken and contracts issued during this period will be reversed when the PPP/C gets into office.

Furthermore, he noted that the Opposition has been engaging the international community, keeping them abreast with the situation in the country and Government’s behaviour since the passage of the no-confidence resolution.

midst allegations of bribery following former Alliance For Change (AFC) Member of Parliament Charrandas Persaud’s vote in favour of the no-confidence resolution, Opposition Leader Bharrat Jagdeo on Thursday said that his Party has not paid any money, and as such, called for an independent investigation to be conducted.

This follows the disclosure the Public Security Minister, who is also the AFC’s Chairman, Khemraj Ramjattan, admitted that he instructed the Guyana Police Force to launch an investigation after he received certain information about the former Parliamentarian.

The December 21, 2018 vote led to effective toppling of Government since the Cabinet is meant to resign and the President has to call elections in 90 days unless two-thirds of the National Assembly agrees otherwise.

When asked about an ongoing investigation, Jagdeo told reporters he would only consider it if it comes from an independent probe, preferably done by an international body or expert.

s the number of Venezuelan migrants coming here continues to grow, Regional Chairman of Region One (Barima-Waini), Brentnol Ashley, thinks a greater need exist in that region for the setting up of a centre to deal with the migration issues facing the country.

His comment comes one week after Government had announced a decision to build a two-storey building in the Regional Administration of Pomeroon-Supenaam (Region Two) that would serve as a support centre for Venezuelan migrants in that area.

But Ashley told Guyana Times on Thursday that there are many reasons why consideration should be given to building a centre in his region. The first reason he stated is the numbers are growing so fast that the Regional Democratic Council (RDC) is finding it difficult to assist everyone.

“The problem of these migrants is escalating because they are occupying the market wharf. Some of them have been living on that wharf for some time, which is causing residents

as well as visitors to be uncomfortable with the situation,” he explained.

However, the regional chairman said if a centre is built, it would give a better chance for both the RDC and the Central Government to better monitor what these persons are actually doing.

Ashley therefore called on the Administration to put serious thought into their strategies in helping to address this situation. He argued that before some of these migrants travel to Region Two, they would have to pass Region One. A majority, he explained, remain there.

Building a facility in Region Two might be nice, he said, but the question that needs to be asked and answered is: Is the migrantion rate in the Pomeroon Supenaam Region greater than the current crisis facing Region One every single day in the Barima Waini region?

“The concerns of several residents meeting me also are related to health, because since the screening process would have started last year with the Public Health Ministry, it would have stopped… Right now, White Water is only being manned by a community health worker, and that is one of the main areas that these migrants are coming,” he further pointed out.

Ashley said while Government is trying to paint a picture that the situation is being handled effectively, he disagrees, given the many issues faced in his region. “We would like, as an RDC, to support any endeavour that the Government is trying to do…to put better systems in place in monitoring and tracking these migrants; but if we don’t have the resources to deal with the issue, we cannot be able to properly address the concerns,” the regional chairman said.

Last week, Police Commissioner Leslie James told reporters that a probe against the expelled MP, who fled Canada, is ongoing, and would only say that it was a matter of national security.

According to the Public Security Minister on Wednesday, James is expected to pronounce on the probe sometime next week.

Further, he noted that the preliminary assessments done by the AFC had shown that the former MP did not vote on his conscience, as was claimed.

“The assessment, which also forms part of the Police investigations, is indicating that it could not have been a conscience vote...even the day when we [debated] the no-confidence [motion]; after we adjourned to have meals, he [Persaud] came to me and said, ‘Khemraj you did a wonderful speech, you proper knock them down heavy, but it’s definitely blinded us’,” the minister had pointed out.

Persaud’s vote, which gave the Opposition a 33 majority against Government, is at the centre of multiple litigations at the High Court, which will be ruled upon by month-end by acting Chief Justice Roxanne George, SC. Meanwhile, the findings of the Police investigations are expected to be revealed today when Top Cop Leslie James hosts a press conference at his office.

CARPHA urges Region to prepare for possible dengue outbreak

T

he Caribbean Public Health Agency (CARPHA) has alerted countries within the Region of a possible dengue fever outbreak while urging that preparations be onstream to handle such a situation.

While the last regional outbreak was recorded in the year 2009, there have also been outbreaks of other mosquito-borne diseases, mainly Chikungunya in 2014 and the Zika Virus in 2016.

Notably indicating that Chikungunya and Zika are unlikely to make a comeback in the near future, the Agency related that disease modelling predicts that a dengue outbreak is looming.

According to statistics from 2018, Latin America showed an increase in the number of dengue cases.

More recently, the outbreak of dengue in Jamaica has elevated the level of concern in other Caribbean nations.

As such, advice is being administered to neighbouring countries, urging them to implement enhanced measures to reduce mosquito breeding and prevent the spread of disease.

Dengue is a flu-like illness which affects infants, young children and adults.

The symptoms usually begin

four to 10 days after infection and include high fever, headache, vomiting, muscle and joint pains, and a characteristic skin rash.

However, this condition can evolve to severe dengue, characterised by potentially deadly complications such as internal haemorrhaging, intense and continuous abdominal pain or tenderness, and persistent vomiting. In severe cases, it can result in death.

It is known that the disease can be of major threat to a country’s population, but there are underlying implications for tourism and social and economic development.

CARPHA lists dengue as a global health problem and like Zika and Chikungunya; consequently, there is no specific treatment for the disease. Adding to that, the <<<Aedes aegypti>>> mosquito vector, which spreads dengue, is present in all Caribbean territories.

The incoming rainy season will require intensified awareness activities and mosquito awareness. A few beginning tips include increased health messages, efforts from communities to eliminate breeding sites, and disseminate clinical care and treatment guide-

lines. But the most effective method of prevention is preventing mosquito bites.

CARPHA Executive Director, Dr C James Hospedales stated, “We all need to clean up our surroundings. The two most important things to manage mosquito populations in our Caribbean countries are to manage water storage drums and tanks, and properly dispose of used vehicle tyres to prevent mosquitos breeding.”

Further action can be taken to cover drums and tanks, clean the guttering, and remove stagnant water sources.

Persons should take extra precautions by using insect repellents containing DEET, Picaridin, IR 3535, and Oil of Lemon Eucalyptus.

Meanwhile, cases of H1N1 virus have also posed a threat in recent times to countries such as Trinidad and Tobago.

Amid this, Chief Medical Officer, Dr Shamdeo Persaud had posited that the situation was under control with provisions at arrival ports to monitor passenger activities.

Dr Persaud stated that ferry docks and arrival terminals at airports were equipped with a framework, which was expected to be implemented for all passengers. This includes the flight declaration being appraised to indicate if such cases enter the country.

“We continue to maintain our port health requirement for all arriving flights and vessels. A person must do the general flight declaration, which would give us a fair idea as to any sick person is coming in. Port health departments would usually document those cases and follow them up, so those provisions are in place,” said the CMO.

Copa to begin operations in Suriname in July

he Region Two Tourism Association was on Wednesday evening recognised for the efforts it spearheaded during Tourism Awareness Month 2018.

The body was able to work with other stakeholders in cleaning up the region, holding consultations on tourism awareness, meeting with the business community, and, more importantly, identifying hot spots in the Region.

The association intends to launch a number of programmes, including documentaries, brochures, billboards, television shows, and other things, to promote the Region’s tourism destinations.

Also on the agenda is to meet with the owners of hotels and other service providers to encourage them to upgrade their efforts to meet international standards and to make accommodation for visitors readily available.

“This year, I believe the patients doubled because of the advertisement,” Armstead noted.

With Linden known for mining bauxite, Armstead, who herself has been diagnosed with asthma, said it was important for initiatives such as these to be carried out in the community.

“I personally am an asthmatic and when I come to Linden, I have to go on special medication to breathe here. And I think the reason we’re testing Linden is because of the bauxite. We want to know, because of the surroundings here – the dust ... does that increase the asthma here in Linden?

We have not finished the testing; we’re still pulling data, but I think Linden for me- the wheezing when patients come here, the increase of patients here – I believe it does affect the patients here,” she added.

As such, she believes that the community needs to open up its own clinic, even if it is once a month. While the LHC has a spirometry department, it has reportedly been inoperable for some time.

Nevertheless, she emphasised the need for proper diagnosis and treatment, noting that there was only

one way to diagnose – that is by use of a spirometer.

As such, she explained that there should be referrals to the spirometry clinic by doctors and nurses who suspect that patients are asthmatic or have COPD. In this way, she related the patients can get a proper diagnosis.

This being her seventh mission to Guyana, Armstead said she has worked in the Emergency and Intensive Care Departments here, and asthma, COPD, Acute Respiratory Distress Syndrome (ARDS) and pneumonia are some of the

most common respiratory diseases she has seen.

Armstead further stated that she was aware of patients visiting hospitals at least two to three times in two weeks to get breathing treatment.

“That’s because there’s no education. That’s because there’s no follow-up. So those are the patients that we need to educate. First of all, we need to diagnose, we need to educate and we need to treat. Having this clinic here is priceless for Linden and we must open it,” she reiterated.

Meanwhile, Faculty Member of the Respiratory Therapist Programme at Texas State University, Jenna Mazanec said that it has been an eye-opening experience.

She noted that the team has spoken to patients extensively on how they can care for themselves and their children while pointing to the lack of education.

“With proper education, it can help them or prevent them from coming into the hospital, to manage their asthma from home, and reduce the influx in emergency rooms,” she stressed while also emphasising that the spirometry clinic is absolutely necessary.

n February 9, the Municipal Bus Park in Region 10 (Upper Demerara-Berbice) will definitely come alive as the Carib Soca Monarch semi-final is held there, with over 15 artistes competing with one objective at heart – that is to make the finals.

All eyes will be focused on how Lindener Brandon Harding can perform among the big guns to retain his title. He will not be performing in the semi-final round, but will defend his title at D’Urban Park on February 16.

This year, three-time Soca Monarch Jumo “Rubber Waist” Primo has reentered the competition but this does not, in any way, scare the budding artistes away.

In fact, Harding, who is presently promoting his new single “Alone”, is ready for the challenge. “I'm glad he's back… to be the best, you have to beat the best,” he declared.

Also, he said, Primo is rated as one of Guyana’s top performers while he is an upcoming legend and this he intends to prove in the finale. Since winning the competition, Harding has released five new songs. These include “Alone”, his Soca Monarch entry, which was produced by Way North and recorded in Iceland Studio in St Lucia. The song was written by Harding and Ari Lance.

“The song is about believing in yourself, also talks about enjoying yourself all alone, not needing someone to make you happy or tell you that you are great,” the reigning Soca Monarch stated.

When asked about defending his title, Harding stated that he would defend the crown in fine style, noting that his fans could expect an energetic performance, full of vibes and entertainment.

“I will not get into details, but I want Guyana to come out and witness the show on February 16.”

In addition to “Alone”, since winning the crown, Harding has recorded “Baddest Thing” featuring “Freezy”; “Honey”; “Blessing” and “Woman” featuring Antonio Blaze out of Guyana. These songs were recorded in New York, St Lucia, and Guyana.

wenty-year-old Ronaldo Mohamed is a Guyanese cricketer, who was born to Vanessa and Ali Mohamed and is the eldest of two boys. He grew up in William Street, Kitty, and attended the FE Pollard Primary School after which he joined the Academy of Precious Ones, where he completed his secondary education.

Growing up was quite interesting for the talented young man, who aims to be on the Guyana national team and the West Indies senior team.

He recalled tagging along with his uncle to watch him play cricket at the Georgetown Cricket Club (GCC) Ground. After gaining some interest in the game, he started to run around the yard with a bat and ball asking everyone to “bowl him”.

His uncle thought that he showed some potential to become a good cricketer and without hesitation, he got him enrolled at the GCC at the age of six. After years of practice and training, he played his first game representing GCC at the Under-15 level.

Mohamed was named the Most Valuable Player (MVP) in the U-15 Tournament, since he had taken the most wickets with deadly bowling.

When asked about challenges he encountered while playing the sport he loves, he noted that the most difficult thing thus far was playing against Demerara Cricket Club (DCC).

Although he has also encountered a few personal challenges, he said he “stick to what I normally do and overcome it”. With success on the field, he continues to elevate himself in the cricketing arena.

He continues to play for the GCC and hopes one day to make it in the international scene bowling for the West Indies.

His role model is Trinidadian allrounder Dwayne Bravo, as well as Keemo Paul, but he gets his inspiration from Guyana cricketers Leon Johnson and Christopher Barnwell. The young Mohamed encouraged youths to stay in school and develop themselves academically before choosing the path of a career in the cricketing world.

“Do the right thing and you will be successful,” he added. On a lighter note, Mohamed is a lover of roti and bora curry while his favourite colours are black and white. He also loves the movie “Black Lightning”.

he 12 Guyanese artistes who are participating in the National Chutney Competition this year are making sure that they have the best pieces to take the coveted

title.

The title is held by Bunty Singh, who was crowned Chutney Monarch when the competition was held at the Leonora Synthetic Track in 2018.

One of the artistes who have their eyes set on the title is Vicadi Singh out of the East Coast of Demerara with his tune “Rajput”.

The song is similar to that of “Ramsingh Sharma” sung by Trinidadian Omardath Maraj. According to the Guyanese artiste, the Rajput has become the new village ram. The song was written by Singh and was recorded in the Shakti Strings Studio. It was released a few weeks ago in time for the Mashramani season.

Rajput, the artiste anticipated, will be one of the most played songs at wedding houses and other events in Guyana and, to an extent, in the Region and further afield. Singh, who is no stranger to the competition, expects to do his best in making sure the reigning king is dethroned.

With “Rajput”, the young artiste is hoping to win his first Chutney Monarch title.

Warner and Smith's grassroots lessons will boost Australian cricket – Stuart Law

T

he enforced returns of Steven Smith and David Warner to Sydney grade cricket may have unexpected benefits for Australia's cricket as a whole, says Stuart Law, the former Test batsman, who believes a vital link between the country's grassroots and elite levels is in urgent need of nurturing.

Law, who has joined Middlesex as head coach following a two-year stint with West Indies, believes that Australia - who recently lost a home Test series to India for the first time in their history - are at too low an ebb to ignore the clamour to recall Smith and Warner in March, when their year-long bans elapse in the wake of the Cape Town ball-tampering scandal.

However, while Australia's senior teams have struggled in the absence of their former captain and vice-captain, Law expects both players to have grown as people by the time they become available again.

Moreover, he believes that

the young players they have been rubbing shoulders with on the Sydney club circuit in recent months will have learnt huge amounts about what it takes to succeed at the highest level.

"Personally, I would [put Warner and Smith back in]; I think a lot of people will want that to happen," Law said.

"I think [them] playing club cricket this summer will not only have given them an idea of what life is really about, it's helped the young kids they've been playing with to improve," he added.

"They are still very much looked up to in Australia as cricketers. They are two very fine players, and Australia could do worse than get them straight back in."

Law himself played in a golden era of Australian cricket, in which the pressure for places was so intense that he managed to feature in just a solitary Test, as an injury replacement for Steve Waugh against Sri Lanka in 1995-96, and 54 ODIs. And part of the reason

for that surfeit of international-quality players, Law believes, is the education that his generation was given during their early days in grade cricket, when they would be rubbing shoulders with Test stars on a weekly basis.

"Australia have got the talent, they've just lost track of what's important," he said. "That was always the case when I started playing grade cricket in Brisbane.

Border, Greg Ritchie, Kepler Wessels. That doesn't happen much anymore.

"The Test players don't play club cricket much once they are away from Test duties. They are wrapped up in cotton wool and put away, whereas kids coming through learn from guys who've done it before."

The scheduling of Australia's season has not helped the Test team either, Law added. The Big Bash League invariably clashes with the Melbourne and

Sydney Tests over the festive period, which prevents both new players and those in need of form from getting sufficient first-class experience, before being pitched into the international fray.

"The players they have playing for Australia are good players," Law said.

"But whether they are playing enough of the right format at the right time, given the national team's commitments, that probably leaves something to be desired.

"I think the staging of the

Big Bash, right in the middle of the Test summer, is probably not the smartest move.

It doesn't help keep guys in nick for four-day red-ball cricket.

"We keep hearing [the BBL] is doing so well, but if that's so, play it in February and March, don't take up that time when the boys should be playing red ball alongside the Tests."

With the Ashes looming in August, Law says that he will be watching keenly from his new vantage point at Lord's, and while he expects England to begin the series as favourites, he is adamant that Smith and Warner's returns would be a massive boost to Australia's prospects.

"There will also be the odd one or two saying they should go back into club cricket and work their way back through," he said. "But the quality of player they are missing out on, I think Australia would be mad not to use their services straight away."(ESPN Cricinfo)

n their bid to defend their title at the University Games in Colombia in May 2019, the UG Trojans have started off on a winning note as they defeated the Rose Hall Jammers 68-65 yesterday at the Cliff Anderson Sports Hall on Homestretch, Avenue.

The first time the Trojans came face to

face with the Jammers they won 67-66, as the Jammers lost by a mere one point in New Amsterdam. Having lost the first game, the Jammers came to Georgetown aiming to correct their wrongs and upset the Trojans on home turf. However lady luck was not on their side as they came close to grasping victory just before it was snatched right

out of their hands. The match took off in an emphatic manner, as the Rose Hall team played with spunk in the opening periods of the matchup, and took the lead 18-16 in the first period. Despite the two-point lead, the Trojans returned and took the lead 12-10 in the second period, but they still needed a sufficient lead as both sides were tied 28-28 half way through the game.

Things then took a drastic turn as the Trojans wobbled in the third period of the game as the Jammers accelerated, crushing them 25-7 in the third quarter and leaving the Warren Wilson-led side with a mammoth task before them as the score now read 53-35.

For the Trojans, it was do-or-die, as they needed the win to boost their confidence in preparation for the University Games.

But things changed in the blink of an eye, as the Trojans put their feet to the pedal and brought about a comeback, as the Jammers played lackadaisically and gave away many opportunities, forcing the Rose Hall side to switch from offence to defence without warning. The Trojans won the final period 33-12 to win the game 68-65, all thanks to the patient scoring of Jonathan Mangru, who led the way with 11 points to culminate the night.

Pandya-Rahul case in limbo after SC adjourns hearing

A

n imminent return of Hardik Pandya and KL Rahul to the Indian setup has been ruled out with the Supreme Court on Thursday adjourning – without giving a next date of hearing – the case pertaining to the Lodha Committee reforms.

Several issues, including the fate of the two cricketers and the BCCI's elections, are due to be resolved but the court said it would proceed with the case only after the appointment of an amicus curiae to replace Gopal Subramanium, who left that post recently after holding it for several years.

The two-judge bench of Justices SA Bobde and AM Sapre has nominated PS Narsimha, senior advocate in the court, to replace Subramanium and said it would hear the case if and when Narsimha accepted the role.

The disciplinary issue of the two players is tied to the appointment of a BCCI ombudsman, the board's final adjudicating authority under its constitution. The post has been vacant since Justice AP Shah finished his term in late 2016 and the Committee of Administrators has asked the court for directions on a new appointment.

The BCCI legal team had advised the CoA that the process of adjudicating on the players would involve an initial inquiry to be done by Johri (see sidebar), which would then be sent to an ombudsman whose ruling would be final and binding. This is-

sue saw a split between the two members of the CoA chairman Vinod Rai said if the court did not appoint an ombudsman, he would consult the amicus curiae to pick an ad-hoc ombudsman, while Diana Edulji said that she would not support any hasty inquiry because that would only amount to a "cover up" exercise. Incidentally, Edulji was present in court today along with her legal counsel.

Pandya, Rahul plead guilty

Rahul Johri, the BCCI chief executive officer, conducted an initial hearing with Hardik Pandya and KL Rahul over the phone and submitted the players' explanations to the CoA on Tuesday. Both have pleaded guilty to the charge of indiscipline and misconduct imposed on them by the CoA over their comments recently on an Indian television chat show.

On January 11, the CoA suspended both players and called them home from Australia to face an inquiry.

The selectors then named replacements for the Australia series and the New Zealand tour, which starts next week.

"The players have expressed deep regret and they have apologised for all they have done," Vinod Rai, the CoA chairman, told ESPNcricinfo. "They have said that they did it in their naivete. And they didn't realise [at the time] what they had done."

The CoA counsels Parag Tripathi and CU Singh told the court appointing the om-

budsman was essential, not only to decide the fate of the players but also in that it would remove all the roadblocks for the BCCI and the states to comply with the Lodha reforms.

On the other hand, the BCCI members have said it's their right to pick the om-

budsman.

The Solicitor General of India, appearing for the BCCI's government-affiliated members, made this point when he intervened to say that only the BCCI had the powers to appoint an ombudsman, and it can only be done post elections. The court said

that without the new amicus curiae taking charge, no decision could be taken.

Legal counsels for various state associations told the court they had applications pending on the recall of the order last August, which had approved the new BCCI constitution as per the reforms.

The states still had reservations about a few significant reforms pertaining to the tenure of the office bearers and the disqualification criteria.

he Berbice Cricket Board (BCB) is forging ahead with a packed 2019 cricket season after hosting a record 30 cricket tournaments in 2018. The proactive cricket board plan to improve upon their 2018 numbers by hosting a massive 35 tournaments in 2019, and have already begun three.

Tomorrow (Saturday, January 19), the BCB will be commencing the inaugural edition of the Perry Gossai Memorial 100 Balls Tournament for teams in the West Berbice area. The tournament is being sponsored by Gossai’s son Arun and his family, in memory of the late Attorney-atLaw who was an outstanding cricket administrator in his home village of Woodley Park, West Coast, Berbice.

Farfan & Mendes and RHTY&SC celebrate 23-year partnership M ost sporting organisations in Guyana often complain about the lack of sponsorship from corporate entities, with the majority of sponsorships being a one-off event.

However, the Rose Hall Town Youth & Sports Club, MS, has enjoyed numerous long term relationships with its official sponsors.

On Tuesday last, Farfan & Mendes renewed its cricket sponsorship of the Rose Hall Town Under-15 Team for the 23rd consecutive year.

Assistant Secretary/ CEO of the Rose Hall Town Youth & Sports Club, MS, Simon Naidu, revealed that the Providence, East Bank Demerara-based business first sponsored the Under-15 Cricket Team in January, 1997. The popular company first supported the Rose Hall Town Youth & Sports Club in 1996 by donating a grass cutter. Over the years, the cricket sponsorship has transformed into a highly successful relationship, with the team winning numerous Berbice championships and holding runner-up

positions. The team, over the last 23 years, has also produced more than forty Berbice players and twenty-five Guyana Under-15 players.

ful. At the age of 7, I won all of my races (100, 200, 400 & 1,000) at all levels (inter house, inter schools, inter zones and nationals) and I was chosen to represent Guyana in Martinique at the Caribbean Union of Teachers (CUT) Games.

“After achieving all of those accolades and success on my first try at something I enjoyed, I guess a deeper passion for it started to develop”.

Collins also recalled that he made it to "Nationals" every year, as he always

pushed himself to the limit in terms of his training. During his secondary school days, he had the privilege of competing against the best in the Caribbean in the 200m and 400m, and was ranked in the top 10 for the 200m and top 5 for the 400m.

Resulting from his excellent performance on the track, a few colleges in the USA showed interest in him even when he was in 3rd form, but Collins was always advised to ensure that he finished writing his CSEC before making a decision. But

things took a drastic turn when he got injured in 2008.

All of his scholarship offers and whatever interest coaches had in him vanished overnight. He has since has been batting with injuries, and has never had the opportunity to return to peak performance.

In closing, Collins stated that he would like to thank his family, friends, therapists and athletics trainers who have pushed him towards being successful and helped him along his journey.

Hero CPL's economic impact hits US$127M – tournament surpasses $100M mark for 1st time

he 2018 edition of the Hero Caribbean Premier League (CPL) continues to break records as the tournament’s total economic impact last season has spiked up by 34% increase compared to the previous year.

The seven host countries where the tournament stage their matches during the 2018 edition had their economic impact totalled and the results produced a whopping figure of US$127,355,010.

CPL has shown that the 2018 edition was by far the most exciting and fiscally productive one to date; as it managed to break the US$100 million ceiling and could go on to make more strides economically as the editions persist.

In arriving at the monumental figure, the formula for the calculations included using organizer spends, visitor spend, as well as media value which was calculated for Hero CPL by world-renowned researchers SMG Insight.

In addition to that eco-

nomic impact figure, the Hero CPL employed 1,942 local personnel across all seven tournament locations, and filled 37,037 hotel rooms during the 2018 event. The amount of money that was spent by visitors for Hero CPL rose again in 2018, reaching a total of US$24,735,209.

Setting another record by hitting the 200 million viewership mark for the first time, value for the seven locations with regards to media exposure equated to US$46,869,599, more than double the media val-

The Guinness action promises the best of the best street football teams gathering to battle for cash prizes and a spot in the national Guinness tournament which will be hosted later in the year.

The West Coast Demerara/East Bank Sub Division will be the first to get their action underway tonight with 16 teams, four of which are new to the tournament. The Georgetown Sub Division is usually the one to kick off first, but it has now been moved to the last sub meet.

This is not the only change that the competition will see. Guinness brand manager Lee Baptiste, at the launching of the event, disclosed that efforts are being made to give the tournament more publicity. An example of this, he explained, is the use of a Television pro-

“For this year, one of the areas that we really want to focus on is bringing to light the communities, the players within those communities, and the positive vibes that they’re bringing through football. As such, the brand manager expressed hopes that the added publicity would increase the players’ performance.

“The players will now be forced to operate at that standard within those communities. So, hopefully, that will show fruit and will assist in even carrying the game further,” he said.

The highly anticipated action will begin tonight with eight games lined up.

Threetime champions Showstoppers will be returning to defend their title, their first encounter will be against ‘Up Like 7’.

Johnson got off to the perfect start, hitting the first ball for four, which was a short ball that stood up and was hooked to fine leg.

Chanderpaul checked one down the ground off Berridge to score his first boundary. The runs began to flow for the Jaguars as Johnson pulled Berridge for six as the score moved on to 23-1. Jaguar’s captain was batting with intent, picking up boundaries early in his innings, outscoring the solid Chanderpaul. In the 18th over, he was bowled by Cornwall, the 50 run-mark came up.

Hurricanes captain Powell introduced spinners at both ends. Cornwall, bowling from the southern end, removed the Jaguars wall in Chanderpaul in the 28th over. After facing 78 balls for his 22 runs, including three fours, Chanderpaul edged a Cornwall delivery and was caught at firstslip by Powell. The 63-run Chanderpaul-Johnson partnership was broken, as the Hurricanes showed some fight in the first session.

Powell grabbed his third catch of the match when Barnwell fell to leg-spinner Damion Jacobs with the score on 148-4. Barnwell scored 58 from 84 balls, including 11 fours. Another Jaguars batsmen fell with the score on 148. Bramble was trapped in front to Cornwall. The Berbician Bramble fell for 12 from 24 balls, inclusive of two fours.

The Hurricanes spinners bowled with control on a pitch that offered little to the spinners. Sherfane Rutherford came and hit a six over long-off, but lost his wicket via the run out route.
