$50M lawsuit filed against Police for brutality F

orty-nine-year-old Premchand (only name) has filed a $50 million lawsuit against the Police after he was allegedly beaten by ranks of the Vigilance Police Station, East Coast Demerara (ECD), while in custody resulting in him being paralysed.

The lawsuit was filed

by Attorney Anil Nandlall on Thursday and listed Attorney General Basil Williams as the respondent.

Guyana Times understands that Premchand of Lot 125 Strathspey, ECD, was taken into custody on December 26, 2018, after relatives reported a domestic incident. He was allegedly beaten by the ranks while in custody at the station.

In the court documents seen by this publication, Premchand is seeking damages as follows: $10 million for the

breach of his fundamental right and freedom to personal liberty as guaranteed by Article 139 of the Constitution; $10 million for false imprisonment between December 26 and December 29, 2018 at the Vigilance Police Station; damages in excess of $10 million for breach of his fundamental right and freedom not to be subjected to torture or inhuman or degrading punishment

as guaranteed by Article 141 of the Constitution; $10 million for assault, battery and personal injuries sustained while in custody, and another $10 million for exemplary damages, as well as any further and other orders the Court may issue.

The legal document detailed that on December 26, 2018, Premchand was arrested on a report of alleged abusive behaviour filed by his common-law wife. He was taken into custody by ranks from the ECD station and at the time, except for being intoxicated, he was said to be in good physical health.

While in custody, it was noted that the man vehemently professed his innocence and denied the allegations of verbal abuse made against him. Upon arrival at the station, three ranks started beating Premchand. “…one of the officers hit

him in the head with his gun several times, as a result he fell to the ground; whilst on the ground they kicked him and stamped on his back until he lost consciousness. The following morning, the Claimant (Premchand) regained consciousness and found himself in the Police lockups at the said Vigilance Police Station, experiencing unbearable pain.

tered the cell and began slapping and cuffing the Claimant in the face, demanding that he remain quiet, as he was groaning in pain,” the court documents state.

It went on to say that Premchand was taken by the officers to a hospital at Nabaclis, ECD, and then to the Mahaicony Cottage Hospital, ECD, where certain medical tests were done and an X-ray examination was conducted at the latter facility.

However, by that time, the father of one was unable to walk and continued to experience tremendous pain in his head and about his body.

Premchand was subsequently released on bail from Police custody on December 29, and given his physical condition and injuries observed, he was rushed to the Woodlands Hospital where he underwent brain surgery to effect the removal of blood clots from his brain.

Additionally, a Magnetic Resonance Imaging (MRI) scan showed that his spinal cord was damaged; a Computerisd Tomography (CT) scan revealed a vein in his brain had ruptured; and an X-ray examination was also done.

Premchand was hospitalised for 13 days, where

he received treatments for the various injuries sustained. According to the court documents, the two MRIs, the CT scan and the X-ray coupled with continued treatment at the hospital cost $2,060,000.

In addition, $20,000 was spent on food and nourishment, another $50,000 on transportation and some $6000 in loss of income per day. These expenses are continuing.

In an interview with Guyana Times two weeks ago, Premchand’s common-law wife, Navita, related that she questioned the ranks about his condition but no answer was provided.

“I went back to the station, they said he was on bail and then I see, three Police [lifting] him in a sheet, bringing him out.

I asked why is it that he was walking the other day and three of you fetching him and bringing him out.

Nobody answer me,” the woman stated.

Premchand’s matter is the second report of alleged Police brutality recently. The last incident saw 39-year-old Kalicharran Sawak succumbing to injuries sustained while in the Sparendaam lock-ups in December.

Last month, Police Commissioner Leslie James told the media that if officers are implicated in the Sawak allegations, then they will be sanctioned.

“I would be quite frank, my information is indeed that he was kept, I think, just over the 72-hour period and that is in breach.

So of course, wherever the chips fall, we will pursue and whoever is responsible will be faced with sanctions,” the Top Cop had said.

he People’s National Congress Reform (PNCR) has been accused of using State agencies and its employees to attend rallies and public meetings. Opposition Leader Bharrat Jagdeo has pointed to one glaring example of such abuse of authority.

“They got public meeting but the Guyana Revenue Authority, Ministry of Health, Ministry of Citizenship, Mayor and City Council…so they have the PNC as a public meeting and the agencies will attend,” Jagdeo said at his weekly press briefing on Thursday.

Jagdeo says this highlights how much the PNC is trying to influence public servants into supporting their events.

“We will invite them to come to the ones that we have, let’s see if they will come to our political meeting. In fact I’ll create one and invite the GRA and the Ministries of Health and Citizenship” the Opposition Leader suggested.

The PPP General Secretary said these meetings are used to “lie” to the citizenry. He feels it is a major concern and should be taken seriously by all parties.

“They have thrown the Constitution under the bus and that is why 22 of them have gone into the hinterland this weekend, trying to make false promises to people. And they are running around…look at these activities, which would have been frowned upon,” Jagdeo opined.

Only recently, outspoken attorney Christopher Ram told this newspaper that it is clear that Government is utilising State resources to fund their political campaign.

He blasted the Guyana Elections Commission (GECOM) for not bringing it to their attention, while explaining that the

The Carter Center had recommended the implementation of campaign financing laws and even prior to that, the Alliance For Change (AFC) was pushing for the implementation of the laws; however, after years in Government, the party and its coalition partner are yet to make a step in that direction.

In its final report on the 2011 General Election, the Carter Center said the need to create legislation to cater for campaign financing was important and even reiterated that in its 2015 report.

Actions must match words

T

here is a saying, “actions must match words”, which very often is used in a political context by the electorate to politicians. Primarily, it’s a general response when campaign promises are unfulfilled and a new cycle begins. That said, Guyana is currently facing an unprecedented political situation and which could possibly enter the realms of a constitutional crisis following the passage of the No-confidence Motion of December 21, 2018.

Following the vote, the Speaker declared that the motion was carried and within hours the Prime Minister conceded to its passage and stated that the Government will accept the consequences, including elections, within the constitutionally stipulated 90-day period. The next day, the President echoed similar sentiments and which were reiterated in some way during his New Year’s message to the nation.

He affirmed that the Government “remains committed to upholding the Constitution, preserving the rule of law and guaranteeing a safe, stable, orderly and peaceful country”. Those are reassuring words and are expected from a leader and it goes a far way in tempering the prevailing sentiments of uncertainty.

However, some would argue they were mere words since the expected immediate action for the Government to resign, Parliament dissolved and electoral process to begin as mandated by the Constitution subsequent to the successful passage of the No-confidence Motion, are yet to be seen. That would have been the actions needed to uphold the Constitution and preserving the rule of law.

Given the President’s demanding schedule in seeking medical treatment, one may not be indisposed to giving him the benefit of not immediately implementing the required constitutional procedures within the context of the time elapsed thus far.

However, one can also make a case that he cannot be oblivious of the preposterous and desperate mathematical arguments made by the spouse of one of his Ministers. That argument has been publicly adopted and articulated by senior members of his Cabinet, including the Prime Minister, who conveniently flipped from his original position.

Many have debunked the ludicrous and desperate argument the Government is now pushing that the majority of the 65 voting members in the National Assembly is suddenly and conveniently 34 and not 33. The Attorney General boldly proclaimed that he knew all along that 34 votes were needed for the successful passage of the No-confidence Motion. This is contradictory to the Constitution, to the ruling of the Speaker and to what the Prime Minister said initially.

By his own arguments of 34 being the majority, the Attorney General can therefore be interpreted without ambiguity, that the Government he provides legal advice to has illegal passed budgets and other motions/acts in Parliament since 2015 given that it does have a majority of 34. In other words, in keeping with his position, the Government can not only be deemed illegal in the said context, but had no basis to make the call for a no-confidence motion against the Donald Ramotar Administration. It begs the question of how long the Attorney General has been “aware” of the majority being 34.

That smacks of “knowledge of convenience” which, with every passing day, dissipates any semblance of doubt that the Government’s current position is nothing but a deliberate and frantic attempt to unconstitutionally hold on to power.

What the Attorney General, on behalf of the Government, is clearly saying to all, is that it’s either their way or no way at all.

That would seem to mean that the court of Appeal upholds the Constitution – which was already ruled on by Chief Justice Roxane George – that a majority of the elected members of the National Assembly, which is 33 out of 65, is all that is needed for the Noconfidence Motion to be carried, it would not be respected.

Nothing can be more unconstitutional and it is counter to what the President is saying with regard to upholding the Constitution.

This is where the Government’s action is not matching its words.

As the Head of State, the buck stops with President David Granger to give genuine meaning to what he says and anything else will continue to give credence to the belief that the utterances of some politicians are mere words with unintended actions.

The Government’s Chief Whip now famous vociferous boast of “we have a solid 33” during the No-confidence Motion debate, is one of the many affirmations of that being the number for, in its case, the defeat of the motion. That itself should shut down the now convenient argument of 34 from the Government side.

Cuba says US moving Special Forces, preparing Venezuelan intervention

uba said on Thursday the United States was moving Special Forces closer to Venezuela as part of a covert plan to intervene in the chaotic South American country using the pretext of a humanitarian crisis.

A “Declaration of the Revolutionary Government” alleged that recent events in Venezuela amounted to an attempted coup that had so far failed.

US President Donald Trump’s Administration has been trying to pressure Venezuelan President Nicolás Maduro to step down and hand over power to Juan Guaido, the Head of Venezuela’s National Assembly.

Guaido invoked a constitutional provision to declare himself President three weeks ago, arguing that Maduro’s re-election last year was a sham.

These events, the Declaration said, had led the United States to impose drastic sanctions causing damage “1000 times greater” than the aid it is trying to force on the country.

“Between February 6 and 10, military transport aircraft have flown to the Rafael Miranda Airport of Puerto Rico, the San Isidro Air Base, in the Dominican Republic and to other strategically located Caribbean islands, probably without knowledge of the Governments of those nations,” the Declaration said.

“These flights originated in American military installations from which units of Special Operations and Marine Corps operate, which are used for covert actions,” it said.

US special envoy for Venezuela Elliott Abrams, asked about the Cuban statement at an event in Washington, said “It is a new lie.”

The Dominican Republic’s Foreign Minister Miguel Vargas, in a statement issued from Italy where he is accompanying the country’s President, said no US military transport planes had landed in his country. He also reiterated his government’s support for a peaceful solution to the Venezuelan crisis.

Venezuela, a major oil

producer, is in the throes of a severe economic crisis with a dramatic drop in output and six-digit inflation wreaking havoc on the livelihoods of residents, sending an estimated three million of them seeking refuge in neighbouring countries.

Communist-run Cuba has been a key backer of the Venezuelan Government since the Bolivarian Revolution that began under former leader Hugo Chávez in 1998.

Most Western and Latin American countries, including the US, quickly recognised Guaido as Venezuela’s legitimate Head of State and pledged millions of dollars in humanitarian aid in support.

The aid has begun arriv-

ing along the border with Colombia and Brazil.

Maduro’s socialist Government retains the backing of Russia, China and many other nations, as well as control of State institutions, including the military.

Guaido said on Tuesday the aid would roll across the border on February 23 despite the Maduro Government’s objections, setting up a possible confrontation.

Cuba said on Thursday it was clear the US wanted to “forcibly establish a humanitarian corridor under international protection, invoking the obligation to protect civilians and applying all necessary measures”. (Reuters)

In the exercise of its functions, the Commission shall not be subject to the direction or control of any authority.

The financial situation at the Local Government Commission is most atrocious and abominable. The staff and Commissioners are starved of finance. We are already halfway in the month of February and the staff are yet to receive January salaries and the Commissioners are awaiting their January emoluments. To date, neither Capital nor Current allocations as passed by the National Assembly in Budget 2019, have been paid over to the LGC. At the statutory meeting of the Commission on Tuesday, January 29, 2019, the Commission suspended the standing orders so as to make way to discuss the unpaid salaries and emoluments for January 2019.

From the very beginning and the commencement of its operations, the Local Government Commission has experienced financial hostility from the Communities Ministry, and particularly Minister Ronald Bulkan. Members of the Commission are insisting that the Commission is a constitutional agency while the A Partnership for National Unity/Alliance

For Change outfit in the Government is of the view that the Commission is subject to the whims and fancies of the Communities Ministry.

Section 17 of the Act clearly states, “The chairperson and members of the Commission shall receive such emoluments as may be provided for in the annual budget of the Commission, approved by the National Assembly.

Section 18 states: “The expenses of the Commission shall be paid out of monies provided by Parliament.

Section22 (2) states: ‘The remuneration and other terms and conditions of employment of the secretary and other officers and employees of the Commission shall be determined by the Commission.

Section 24 (1) states: “The Commission shall determine its own annual budget for submission to the Minister of Finance for inclusion in the annual budget to the National Assembly.

The Local Government Commission is an autonomous organisation and the Bulkan administration must allow the agency to function.

Starving the LGC of finance and other basics funds for the utility services is most vindictive and unacceptable.

The allocation must be made available to the Commission for them to execute their programme.

Open letter to Caribbean Airlines CEO

Dear Editor, My complaint is in regard to the mistreatment I received from a crew member – Gaye Finch, on December 17, 2018.

Because of my recent surgery, I was taken in a wheelchair to the door of the aircraft. I politely requested help with my carry-on luggage.

Ms Finch refused, and explained that they are not allowed to put baggage for passengers to be stored above. I explained that the only help I needed was to wheel my carry-on luggage to my seat; I did not need for her to hoist it as I was going to ask a fellow-passenger to do so. She insisted that there is no way she or her crew could do that (taking the carry-on baggage to my seat area). I explained that I had had surgery, and the doctor underscored the importance of not handling any weight or pulling or pushing any object that might cause internal bleeding. She was laughing – almost in a belligerent expression. I wanted a record of this incident and therefore took a few photos (of her laughing).

I was left alone to fend for

myself as Ms Finch was unmovable in her resolve not to help. I therefore struggled and pulled my carry-on baggage.

After the plane arrived in Port of Spain, I approached her for an explanation as to why she did not help me. She was repeating the same information (that she and the other crew were not allowed to put passengers’ baggage in the storage section above). I was recording this conversation and she got angry. She said that no photos or videos are allowed in the plane. (I’ve seen several videos of mishandlings in the plane; all one has to do is to check out these goings-on on YouTube.) She then called security on me.

As we were speaking, I saw one of the crew who emerged from the cockpit. His name was Sheldon Rampersaud and he informed me that he was an assistant to the captain. I explained the incident (in Toronto), and he suggested that I write a complaint – which I am doing right now.

Dear Editor, As the old saying goes, ‘A picture is worth a thousand words’. The image displayed on a local television channel and on a news website recently of a member of the Public Relations Department of the Mayor and Councillors of the City of Georgetown in a deep slumber, drooling and with his mouth hanging open during the course of a statutory meeting of that body speaks volumes of the lethargy of the administration.

How is it possible in the midst of a meeting of that august body, presided over by no less a person than His Worship the

Mayor, and attended by other ‘city mothers and fathers’, senior municipal officers and members of civil society, that an officer could nonchalantly fall asleep and only awaken after a rumpus broke out about the ineptitude of that very department to which he belonged.

Was he that bored, blasé and uninterested in the proceedings that he thought it best to catch up on some ZZZZZZZs? Or was he sending a subtle message to the Councillors that the meeting was just really a complete waste of time.

Why didn’t any of his colleagues wake him, or

is sleeping at these meetings a norm? Will he be hauled over the coals for this indiscretion or will it just be treated as a point of jester? In some countries, Generals and a Vice Premier who were caught napping during public functions addressed by their leaders have faced dire consequences.

But then again, this is City Hall, and you have about 10 senior functionaries who were fingered for grave acts of misconduct by a Commission of Inquiry but who continue on their merry way as though nothing has happened. Indeed they continue to make a mess of

things at the Council and are ostensibly given a pat on the back.

I would like to suggest that for their future statutory meetings that the chairs be removed and as is done in some municipalities in the far East, that the Councillors and the officers be made to stand for the duration of the meetings. This would result in shorter meetings, in everyone remaining awake and having less idle talk.

The more things change at the City Council, the more they remain the same.

Why does M&CC need a PR Department?

Dear Editor, It is no coincidence or should come as no surprise to anyone that the new Mayor of Georgetown has described the Public Relations Department of the Georgetown municipality as an utter waste of time and waste of the slender financial resources of the Council.

Why does the Georgetown City Council need a Public Relations Department when there are much larger cities around the world doing just fine without one? Why does the Georgetown City Council need a Public Relations Department to do window

dressing now that the Garden City has become a ‘Garbage City’, when they do not weed our parapets or fog our yards? Now that the City Council has closed day-care centres, allowed the Stabroek Market wharf to collapse and the clock has stopped working. Why does the Georgetown City Council need a Public Relations Department now that the City Hall building, the municipal Abattoir and the City Police Training School and others are in such a ruinous state; the Kitty Market taking years to build and not yet completed? Is the Council more interested in ‘froth’

I have heard of the disdainful treatment Caribbean Airlines employees give to

passengers, but this is the first time I experienced this with CAL. I would appreciate it if an inquiry would be made into this incident. I would be glad to meet with a senior representative of CAL to discuss the matter.

I say to the Mayor, close that department, send the staff on their way and save millions of dollars per month in salaries and other operational costs and divert that money to repairing roads and replacing defective street lights in the city.

That would be much beret PR. Recall a former Mayor who served for an unprecedented 21-year term had pleaded with the Local Government Ministry, had pleaded with the City Council to get rid of the useless Public Relations Department

and its head for years but nothing happened. Recall many persons expressed concern about the indolence of the staff of that department who could be seen idling all day long, taking selfies, manicuring themselves, reading novels and even sleeping.

It is time that the Council stops featherbedding and finding jobs for the boys. They need to become a lean, clean and mean working machine, shedding all unnecessary load and return to serving the citizens and advancing the nation.

How can I help my teenager engage in a healthy romantic relationship

The best way to show support is to be open to talking

about their relationship.

Let your child know that they can come to you for support, and be sure not to be dismissive of their experiences. Depending on their age, you may need to have a conversation around sex – try not to be judgemental so they feel like they can come to you with anything.

Let’s face it – the most influential people in a teenager’s life are often the adults around them. The single most important thing you can do as a parent is to be a positive role model, by engaging in respectful relationships with the friends and family that you yourself care about.

This is critical to your child being able to understand what a respectful and healthy romantic relationship looks like, and how to create one. In addition, make sure you talk to your child about respectful relationships as this is an important step in them recognising respectful relationships, and importantly, when they might not be in one.

Good boundaries are essential to healthy and respectful relationships.

By knowing how to help your teenager set good relationship boundaries with romantic partners, you can equip them to have healthy and safe relationships.

Plus, they will feel comfortable talking

with you about their relationship.

Talking about good boundaries Knowing what boundaries are, knowing where your boundaries lie, and being able to communicate boundaries to a partner - these are the essential principles that will equip your teenager to have safe romantic and sexual relationships.

You can help by talking about romantic relationship boundaries with your teenager, and by being a good role model. Teenagers subconsciously look to adults for models on how to behave in relationships. By modelling what you talk about, you will help them.

Boundaries for teenage relationships Ask your teenager to think about what they are comfortable with in a romantic relationship. Not just in terms of sex, but also in terms of how independent they want to be, displays of affection, what they would want to share with a partner. Give them some examples.

When to say ‘I love you’. It is ok not to feel that way straight away. However they feel, they should be open about it.

Time with friends. Your teenager (and their partner) should feel able to hang out with friends, and people of the same or opposite sex, without having to ask permission.

Time without each other. Your teenager should be able to tell their romantic partner when they need to do things on their own, and not feel trapped into spending all of their time together.

Digital and social boundaries.

Is it okay for their partner to friend or follow their friends on social media? Is it okay to use each other’s devices? Is it okay to post about their relationship?

Because social media is public, these are some boundaries your teenager should talk about.

Point out that the only way they will know what their own boundaries are, and what their partner is or isn’t comfortable with, is by asking and talking.

You may not be able to say the right thing to make it all better, but you can help them to understand the nature of relationships and breakups.

It takes time to heal.

It may not feel like the grief or feelings they are going through will go away, but they will in time. There will be good days and bad, and you will be there for them.

Being single doesn’t mean being alone. It doesn’t mean being unloved.

You have more opportuni-

ties to do different things, and meet different people.

Friendships are just as valuable as romantic relationships.

You can and will feel love like this again.

Discuss how you might have had more than one relationship in the past, and how you found that you could feel love again.

Breakups don’t have to be angry. You loved this person. While it may feel painful, or like you have been betrayed, we each have the right to choose whether we want to be in a relationship.

In time, you may be able to still have this person in your life if you treat them well now.

When to get help

Getting over a breakup takes time, and that time is different for everybody. If it has been several weeks and they are still not getting over these feelings, or they have persistent low mood and disengagement with their life and friends, it may be time to get additional help. Based on reports received, the package arrived in Guyana on Wednesday

via air freight and it was during an inspection on Thursday morning that the drug was discovered.

This was confirmed by CANU Head, Major Michael Atherly during a telephone interview with Guyana Times According to Atherly, he cannot give the exact weight of the drugs since he

has to be full briefed on the matter.

He, nevertheless, confirmed that two persons were arrested and were assisting with the investigations.

n Angoys Avenue, New Amsterdam, Berbice man had to seek medical attention after being stabbed in the vicinity of the heart during what Police are investigating as a triangular love affair.

Reports are the 30-year-old pork knocker was stabbed in the vicinity of his heart at the Traffic Department of Central Police Station, New Amsterdam after he ran into the Police Station seeking help, as the perpetrator was hot in pursuit.

A Police Officer then picked up a stick and hit the attacker in a bid to save the victim. The victim, this newspaper was told, was recently released from prison. He was serving time for injuring the very man who stabbed him.

This newspaper was told that the feud between the men stemmed from a relationship both of them share with the same woman. Both men were arrested and are in custody pending charges.

Teen miner stabbed to death at Mabura

teen miner was stabbed to death at Frenchman Backdam, Mabura, Region 10 (Upper DemeraraBerbice) on Wednesday evening following an argument with a colleague.

Dead is Alex Daniels, 19, of Swan Village, LindenSoesdyke Highway. The 24-year-old suspect, of Hotoquin Village, North West District, and also of Swan Village, has since been taken into Police custody.

Reports are the incident occurred about 22:00h while the two were imbibing.

Guyana Times was told that preliminary investigations revealed that the now de-

ceased and the suspect, who were both employed as miners at Frenchman Backdam, had been consuming alcoholic beverages earlier in the evening, at Frenchman Landing in the presence of

other co-workers.

It is alleged that while the men were returning to their camp, the suspect discarded Daniels’ slippers which resulted in an argument. The other colleagues

who were with the duo intervened in an effort to bring peace to the situation; however, the argument escalated. While at the mining camp, the suspect reportedly armed himself with a knife and dealt the now deceased teen two stab wounds, one to the centre of his chest and another above his right hip. The suspect was restrained by his colleagues and handed over to the Police at the Mabura Police Station. The murder weapon was also handed over to the Police.

Investigations are ongoing.

Logger charged for planting ganja

logger, of Jonestown Hill Foot, Upper Berbice River, was on Thursday remanded to prison by Magistrate Wanda Fortune for the offence of cultivating a prohibited plant at Hururu Backdam,

Region 10 (Upper DemeraraBerbice).

Don Taylor, also known as “Dalit”, appeared at the Linden Magistrate’s Court, where he denied the offence. The prosecution is contending that Taylor was

Check! Writing a new Constitution to “legally” make him a dictator? Check!! Politicising the Army and Police? Check!

The US closed its eyes to all these anti-democratic moves, regardless of whether the Democrats or Republicans were in power, because as soon as they raised objections, Burnham just had to slyly point to Jagan, who had OFFICIALLY declared himself to be a communist by 1969!!

By 1989, however, the Cold War was over and there was only one superpower left standing – the USA!! Jagan, also had changed his tune by then!! In short order, the Carter Center came down in 1990 and, as Jagan acknowledged, pretty much chaperoned the return of democracy to Guyana. Even to the point of having the then President George HW Bush call Desmond Hoyte directly when he might’ve balked after Hamilton Green’s GT mob attacked the elections HQ when it was announced the PPP was leading.

Well, your Eyewitness thinks the entrance of the Carter Center at this time when the present PNC incarnation under Granger – who swore to “fulfil Burnham’s legacy” is now trashing democratic values – is significant. The US can’t risk an illegitimate PNC Government here when the PPP has shown it is much more respectful of democratic values.

Opposition to lobby int’l community to impose sanctions on Govt ...for violating Guyana’s Constitution

he Opposition People’s Progressive Party (PPP) plans to appeal to the international community to impose sanctions on the coalition Government for violating Guyana’s Constitution, if the mandated March 19 deadline for General and Regional Elections is missed.

In reiterating that elections must be held no later than that date, Opposition Leader Bharrat Jagdeo said on Thursday during a press conference at his Church Street, Georgetown office

that these calls would be for international sanctions targeted at individuals in the Government for violating democracy.

Jagdeo recalled that President David Granger during 2014 had outlined what will happen in Guyana if the then PPP Government did not uphold the Constitution, when they brought a no-confidence vote.

“We will give that clip to the international community to show how our own President in 2014 defines how Guyana should be treated in those circumstances,” he stated.

Major problems

The Opposition Leader said this situation will present major problems for many sections of the Government.

According to him, if the Guyana Defence Force (GDF) and the Guyana Police Force (GPF) are to take orders from what he described as an “unconstitutional Government” it would be a violation to the Constitution which they all swore to uphold and protect.

“The Accountant General may face personal liabilities for the disbursement of any money made in that period because contractors and oth-

ers who persist in dealing with an illegal Government could face civil recovery procedures for monies they receive on contracts,” Jagdeo also claimed.

With regards to the use of public assets such as vehicles, he said that he would not support that beyond March 19 either, because that too,

As it relates to the application to the Court of Appeal for a stay of the Chief Justice Roxane George’s decision that the No-confidence Motion was validly passed and that the Cabinet stands resigned, Jagdeo said he is not confident that it will be granted.

Meanwhile, no decision has been made on a timeline for elections, as Commissioners from both Government and the Opposition have not been able to end the current deadlock.

These commissioners feel the matter will eventually end up with the country’s principal leaders, President Granger and Jagdeo.

UG unions accuse Labour Department of bias

he two unions representing workers attached to the University of Guyana (UG) said on Thursday that its members will not be deterred from their current stint of protest actions as they called out the Social Protection Ministry’s Labour Department for being partisan during a meeting on Tuesday. This engagement was intended to

resolve issues between employees and the UG administration.

However, University of Guyana Workers’ Union and the University of Guyana Senior Staff Association are unsettled over the meeting with Chief Labour Officer Charles Ogle and other officials. In an official statement on Friday, the unions said the Labour Department’s representa-

tives did not appear to be the impartial arbiters they were expected to be in such a situation.

Union representatives further said they were told that striking was “impossible and that it is not right”, adding that they were also told that “what was allowed before would not be allowed again and that they could face disciplinary consequences for their role in

leading industrial action.”

The bodies are taking this directive as a reference to their 2015 strike action.

The unions said they expect labour officials to be “unbiased”, adding that accusations of acting in favour of a particular political group would never arise.

Similar accusations of biasness against the Labour Department were made by the Guyana Teachers Union (GTU) when the department had moved to select its own arbitrator when teachers were protesting last year.

On Thursday, the UG unions said the perceived threats will not deter them from their objectives as they renewed commitments to fighting for the inter-

ests of over 1000 staff members and 7000 students at the nation’s only tertiary learning institution. They are hopeful that the forensic audit of the university’s finances will help members determine the true fiscal status of UG as they continue to demand more investment for teaching and less talk.

This call was also made at Tuesday’s picket at UG’s Turkeyen campus. The unions during the picketing exercise had alleged that the institution was unable to properly account for its expenditures, nor could it offer a salary increase to its staffers, although tuition fees have been increasing annually.

President of the UG Senior Staff Association (UGSS) Jewel Thomas had told members of the media earlier that the University has rejected their proposal for an increase in salaries, saying the University has a deficit. She had accused the University of wasteful spending, explaining that the University has been hosting talks and events to accommodate various speakers; some of whom the University does not even know of although funds go towards their accommodation, food and travel.

They said they were later told that the University is in a deficit for 2018.

Meanwhile, the University’s Vice Chancellor, Professor Ivelaw Griffith had said the unions breached an agreement they had with the institution.

In November 2018, the trade unions representing the university’s workers announced that they had rejected the imposed salary increases of three and four per cent, announced by that institution for 2018, as they deemed the entire situation “deeply disrespectful”.

According to the unions, “not only are the imposed increases a violation of good labour relations practices, but some might say that arrogance and hypocrisy are displayed in this action.”

Is Guyana heading Venezuela’s way?

I

n order to learn how this political crisis is affecting the ordinary people, one has to look at both the micro and macro-economic variables with an intrusive mind. The bottom line remains – as the economy weakens, the deficit will automatically increase.

The Bank of Guyana has reported that the overall balance of payments recorded a higher deficit of US$160.6 million for the period January to September 2018 compared to US$53.4 million for the period in 2017. This is the only accurate number at this time for 2018. I have no confidence in the numbers in Budget 2019; they are guess-estimates (incomplete numbers without adequate evidence to support them).

To properly understand the reality, one has to converse with the real people living and working in Guyana. Meet Doris! A self-employed hairdresser with a husband and two children. Her household has no car and she rents. She applied for a house lot in 2017 and was asked to pay GY$60,000 for the land. She was also asked for a personal donation of GY$50,000 from the official in the Ministry to accelerate this public service.

She takes home about GY$18,000 to GY$20,000 per week, and her husband works for about GY$68,000 per month. However, he only gives her GY$40,000 per month and she assumes he uses the remainder for transportation and personal expenses. This table reflects her world.

Between her husband’s contribution and her income, she can barely save between $4000 and $5000 per month in a special saucepan for that house lot, but on most holidays such as Christmas, she finds herself dipping into it. Using current calculations, it should take her about 15 months to save for the house lot but her clock restarted because she took $20,000 out of the special saucepan last Christmas. Today she has only $15,000 in the saucepan. This is real life of the majority of Guyanese.

There are too many Doris’, Sharons’, and Shameezas in Guyana who are experiencing this identical situation? These are the facts that the CDB will never get because their statistical analysis is done in isolation of the real development issues but instead rely on documents like Budget 2019 with their guess-estimates.

But the real news remains, life is about to get worse for Doris as Team Granger dedicate all of its energies towards staying in power rather than implementing public policies that will lift all the boats of Guyana. Today propaganda has trumped human development as the election season commences.

While the foreign currency is depreciating at a rapid rate, Presidential candidate Granger is politicking rather than applying his mind to the issue, consulting the stakeholders and taking progressive action. I have in my possession a letter from Muneshwars Shipping where they are using an exchange rate of GY$230 for US$1 to compute their demurrage fees. I am told the situation is the same as all the other shipping companies and airlines. Is this a reflection of things to come as 2019 progresses in this sea of political and economic uncertainty?

So what is causing this stressful situation in the economy? The Bank of Guyana stated in its September 2018 Quarterly Bulletin that merchandise imports rose by US$170.4 million mainly due to increased importations of intermediate goods, capital goods and consumption goods for the first nine months of 2018. How do we pay for these imports? Mainly by increasing our exports. However, merchandise export receipts declined by 3.6 per cent or US$37.1 million, which stemmed from decreased exports led by sugar, gold and timber during the same period. The simple facts remain imports are more than exports and this was compounded when Team Granger shut down four sugar estates, causing sugar exports to fall by 47.4 per cent during the first nine months of 2018 and replacing it with zilch.

The economic fundamentals have been compromised and therefore this shortage of US dollars is going nowhere soon.

The Guyanese people are not stupid, they know what is happening and those with options and wherewithal are actively engaged in capital flight or are storing their wealth in assets such as gold. My advice to Doris is – focus on getting that house lot but store your savings in stable investments (US dollars or gold jewellery) to retain value rather than watch her cash become like the Venezuelan Bolivars.

Unfortunately for the majority of people like Doris, they can only stand in the middle of the road as the headlights from the oncoming vehicle approaches at a high speed and pray for divine intervention.

Mayor Waneka Arrindell said the Council was working along with the Linden Fire Department, Police and Linden Electricity Company Inc (LECI) to ascertain what were some of the major issues affecting vendors.

“The wharf at this time is the most serious of it all, because it seems to be sinking at some point...,” the Mayor said.

She added that there was no washroom facility there and that was one of the greater needs of persons working in that section of the Market. “(The) Fire (Department) issue is the accessibility to the place in and out, and if there is any issue as it relates to fire, there is no way they can take a vehicle in there. (There is also) the difficulty as it relates to changing those poles that are rotted in the area. And so,

their issue is that the vendors would have encroached on the spaces that were created by the Market for easy access and they’re hoping that can be regularised,” she noted, as she explained other issues.

“LECI issue is that we’re seeing some illegal connections. While there are general connections given, some persons, maybe in order to not be able to pay would have made some illegal connections in there. That is a hazard ... those places have been identified and those persons would be targeted in order to make sure that they change that standard,” the Mayor related.

Arrindell stated that the Police also wanted to ensure that the Market area was

properly lit, noting that there may be some unhealthy practices which have been occurring. It was also noted that there was an excess of illegal vendors on the roadways in close proximity to the Market area. In this regard, Arrindell said the Council would have established that it was time for such vendors to remove from the main thoroughfares and ply their trade the legal way.“When we illegally vend, we deface the beauty of our community ... we want to move towards an eco-tourist community and so what people see when they come in is what will pull them,” she stated.The Mayor further noted that the Council has met with the Central Housing

and Planning Authority and the Lands and Surveys Commission in relation to illegal vending at Lover’s Lane, Amelia’s Ward and the two sides were in talks to have a suitable place identified to accommodate these vendors.

Arrindell noted that the Council was unable to cover all the issues now or fulfil all the work needed; however, she said it was preparing a Strategic Plan on all issues identified, in an effort to decide how they would be tackled. Further, she said the Council would try to access funding from Government and/or organisations.

“With the current financial situation of the municipality, we are unable to deal with these things. So, it would be our hope that the Government comes on board. While we are going to become sustainable, we would need the assistance of Government and finances of our national body to help us with these major projects, that gives us the initial overflow to help us to make the initial repairs needed and then we’re able to move into sustainability,” she said. At this point, Arrindell said she was hopeful that there was funding set aside in the National Budget that the Council can tap into.

Cyberattack

Ransom demand rejected – GPL T he Guyana Power and Light (GPL) Inc on Wednesday experienced a cyberattack on the company’s computerised systems. The attack occurred at about 04:21h and luckily, electricity supply was not affected by this incident. But, the power company did note that a ransom was requested.

“The perpetrators of this act requested a ransom of bitcoins (digital money) to remove all encryptions from within the network.

However, it should be noted

that GPL Inc has not heeded to, and will not heed to, any such ransom,” the utility company asserted in a statement on Thursday.

The company said in the missive that upon identification of this cyberattack, immediate actions were taken to isolate and prevent further spread of the malware.

It noted that permanent corrective measures were taken, which included, but was not limited to, initiating an Information System

quarantine.

GPL said during this period, while the company assiduously worked to restore normalcy, there were service interruptions for customers visiting its offices attempting to submit queries and new service applications since the Customer Information System was taken offline.

However, it was noted that service was incrementally restored at the power

company’s commercial offices and customer call centres between Friday, February 8, and Sunday, February 10.

According to the power company, its prepaid customers were able to purchase tokens during this period as per normal.

“GPL has commenced the process of strengthening its cyberattack mitigation measures and disaster recovery planning strategies in alignment with industry best practices. It is therefore fitting, that we advise and

encourage local companies with computerised systems to review their existing cyber security systems and disaster recovery plans also,” GPL implored.

The company expressed sincere appreciation to public and private entities that offered support and assistance during this period of disruption.

This is not the first time local organisations have suffered from cyberattacks. Last year, there were reports of the Finance and Public Infrastructure Ministries being attacked.

In one instance, the Public Infrastructure Ministry’s website sometime in May 2018 was taken over by Egyptian hackers.

Meanwhile, back in January 2017, the Guyana Water Incorporated (GWI) was forced to called cybercrime experts from the Police Force after a malware attack.

In recent years, local authorities have taken steps to strengthen the country’s ability to defend itself against cyberattacks.

In fact, the National Assembly last July passed the Cyber Crime Bill, which covers a wide gamut of offences regarding the use of data, illegal devices, system interference, fraud, child pornography, sedition and using a computer system to coerce, harass, intimidate, humiliate, etc. a person.

Punishments range from multiple year jail sentences to fines up to $20 million for those found guilty.

Chinese businessman Infested container found with holes, beaten with hammer during robbery insects – Jamaican authorities Confiscated rice from Guyana

O

ne day after popular Essequibo Rice miller Wazir Hussein claimed nothing was wrong with the rice he exported and that his shipment was delivered to the buys, authorities in the Caribbean island of Jamaica have offered a different account of events, telling Guyana Times on Thursday that holes and insects were discovered in the recently detained container shipping the produce.

This was stated by Chief Food Storage Officer Roy McNeil, who leads the Food Storage and Prevention of Infestation Division (FSPID) which is within Jamaica’s Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF).

Last month, the FSPID confiscated 70 metric tonnes of Essequibo rice which McNeil, from his documentation, found that it officially entered the country on December 24, 2018.

In an exclusive interview with this newspaper, McNeil also explained that the shipment was held at customs for some weeks before inspectors saw the infestation in January.

Guyana Times understands that Wazir Hussein and Sons Rice Milling Complex in Essequibo Coast, Guyana, was the listed exporter, while the produce was sent to Jamaican Importer Master Mac Enterprises Limited.

“What is interesting about this case is that even

though it came with a fumigation certificate, the container was infested with insects so it appears that the fumigation has failed because there were indications that there were holes in the container so the gases may have seeped out,” the McNeil said on Thursday.

He went on to explain that wetting caused mould growth to develop on the commodity. Therefore, the inspector at the Port of Entry upon realising it was infested, closed the container immediately and ordered fumigation.

“After fumigation, we do inspection and sampling and given the conditions, it caused [us] to send samples to the microbiologist’s lab and we found it was tested positive for bacteria way beyond the accepted limit,” McNeil emphasised.

He told this publication that the investigation is finished and the 1575 bags of rice said to be worth mil-

lions was detained based on the island’s regulations.

Thereafter, a sample was taken and the microbial levels were found to be excessive. As the mould growth was unearthed, the department condemned the item and instituted procedures to destroy the produce within several days.

Guyana Times contacted the Jamaican importer for comment on the financial implications since the shipper was paid but this proved futile.

Local industry insiders expressed worry over the rejection for the tonnage as this could impact upon current or potential international importers, as some might show hesitancy in purchasing produce.

However, as the Chief Food Storage Officer explained, inspections are done on a case-by-case basis.

“We have not taken any wholesale sanction against Guyana in no shape and form but each container that comes in will be subjected to routine inspection… as a Government regulatory body, we would not issue an adverse with regards to rice from Guyana except that we will continue our inspection [wherever] the rice is coming from,” the Jamaican told this newspaper.

“We deal directly with the importer and what we would have done was serve the necessary notice on the importer and the actions that would be taken. We also issued a disposal certificate,” McNeil further clari-

fied.

The Jamaican official’s comments to this newspaper were made as the Guyana Rice Development Board (GRDB) indicated that it was awaiting word from its regional counterpart to officially pronounce on its findings. Guyanese owner of the White Cinderella brand of rice, Hussein on Wednesday condemned the authenticity of the media reports and rejected the report that the buyer obtained spoilt rice.

He had also claimed that he received an email where he was supposedly told that the container’s managers would have known if the rice was spoil or if it was wet.

However, the grains were inspected and was found to have signs of not only mould but clumping and discolouration. Reports had stated that the shipment landed in Jamaica on December 19, 2018 which contrasted the Jamaican official’s December 24 date.

Guyana Times understands there is usually a delay at Jamaican customs during the Christmas period.

Local miller, Turhane Doerga, commented earlier this month that the GRDB should place more emphasis on quality testing before the rice is exported as such reports could jeopardise Guyana’s viability as a successful rice exporter.

wift work by Police in Berbice, Region Six (East BerbiceCorentyne) resulted in the arrest of two men who allegedly robbed a Chinese businessman during a violent attack.

Reports are the businessman was hit to his face with a hammer during a robbery at Corriverton, on Thursday afternoon.

According to reports, the two bandits drove up in a heavily tinted Toyota Primo motorcar and entered the window-making factory. Guyana Times was told that the men walked up to the businessman and hit him with the hammer.

According to reports, the men were seen rushing out of the building, hurriedly entering the waiting car before it sped away. It is not clear what the men escaped with, but the businessman was rushed to the Skeldon Hospital where he was admitted a patient.

Police were initially not able to get any information from the Chinese businessman because of the language barrier and the severity of his injuries.

Meanwhile, based on the description and number plate given to Police by persons in the area, Police intercepted a car at a road block on the Corentyne.

According to Police, only the driver was in the vehicle and his address was given as Lodge, Georgetown. The Police noted that the driver could not give a reasonable explanation as to why he was in Berbice. He was taken into custody.

Meanwhile, at Number 50 Village, Police arrested another man who could not give a reasonable explanation for being in Berbice.

He is from Werk-en-Rust, Georgetown.

Both men are being questioned as Police continue their probe.

s Guyanese prepare for Mashramani 2019, which will be celebrated on February 23, the Social Cohesion Ministry on Thursday launched its Mash band on Main Street, Georgetown in front of dozens of exhilarated spectators.

Social Cohesion Minister, Dr George Norton was present as the costumes were unveiled to the public. He noted that what was unveiled was a small preview of what would unfold during the Republic Day celebrations. Norton said that the Social Cohesion Ministry was aiming towards inclusivity in the event, noting that the activities have been decentralised.

“One of the main aims this year is that we take a bit of the Mash frolic and fun into every region of Guyana.

It is part of our Ministry’s agenda to ensure inclusivity and equality at all levels, including during the celebration of our nation’s journey to become a cooperative republic,” said the Minister.

Social Cohesion Ministry Permanent Secretary Melissa Tucker explained that the Ministry was looking to bring out the six dif-

ferent peoples but depicting them as one to demonstrate cooperation.

“Guyana’s beauty and cultural diversity are amplified and made possible through the unity of its six peoples. Six races contributing six cultures which in turn contribute to one voice.

A singular Guyanese expression of cultural diversity enshrined in the unity of its people,” Tucker said.

This year, over 300 revellers are ready to partake in the Ministry’s costume parade through the streets of Georgetown. All of the costumes were designed

by Neilson Nurse, who has created art pieces for other Ministries and is known for his show-stopping costumes.

The design focused on the colours of the Golden Arrowhead – red, black, gold, white and green – and is aimed at placing emphasis on the cooperative aspect of Guyana.

With just one week left before the official celebrations, there are still a few activities left to complete.

Other exciting events are expected to take place within the month of February including the Children’s

Costume and Float Parade at the National Park on February 16, the Carib Soca Monarch final, also on February 16 at D’Urban Park.

The Masquerade Jamboree will be held at the Stabroek Square on February 21 while the Flag Raising Ceremony will be hosted on February 22 to usher in February 23 and the headline event – the Costume and Float Parade.

The Mashramani festivities do not end on February 23 this year, as a Champions in Concert activity is slated for March 9, in Mahdia, Region Eight (Potaro-Siparuni).

HPV campaign recommences at schools, health centres

…as vaccine now available for boys

rovision has now been made for the Human Papilloma Virus (HPV) vaccination to be given to boys in the school population as part of efforts to end the scourge of the disease and prevent its spread.

The Public Health Ministry has informed the public that the vaccination is now extended to both males and females who are 16 years of age.

The Education Ministry has collaborated on this

project to make the vaccine accessible at schools from a health-care worker. Other places providing the vaccine include the health centres, private medical facilities, and the Ministry’s Vaccination Centre.

The campaign, which commenced on February 11, will come to an end on March 13. As such, children within the stipulated age group are encouraged to get vaccinated early and protect themselves.

The decision to include boys in the programme was long in the making. During an interview with Maternal and Child Health Officer, Dr Oneka Scott back in September, she noted that the decision was taken after health-care assistants and other stakeholders observed the immense necessity of the vaccination programme.

She emphasised on the demands that were placed by parents to have boys included in the action plan, since many schools abroad were currently on board with this initiative. This will ensure that both genders are protected at an early juncture.

“There is a great de-

mand. There are a lot of people writing the Ministry and asking to give it to their boys because more and more parents are travelling [and] they are sensitised to the way the vaccine is being given in foreign territories, so we have a great demand for two things. One is to extend the age group of the girls and the second demand is to give it to boys,” she explained.

It was noted that boys are transmitting the virus too which can lead to various forms of cancer.

“It could be a sign for us, but surely, there are great benefits for us in protecting and vaccinating boys, ‘cause boys can get genital cancer too from HPV. They can get penile cancer, anal cancer, and throat cancer,” she said.

The World Health Organisation (WHO) recently claimed that there were increased cases of throat cancer in the United States of America in the height of increased HPV incidence.

Throughout last year, an HPV campaign was rolled out in schools but was limited to girls of a lower age range.

Kashmir attack: Bomb kills 40 soldiers in MP resigns for stealing sandwich military convoy

t least 40 Indian paramilitary soldiers have been killed in a bomb attack by militants on their convoy in Indianadministered Kashmir.

Police told the BBC that a car filled with explosives had rammed a bus carrying the troops to Srinagar. Pakistanbased Islamist group Jaish-e Mohammad said it was behind the attack. It is the deadliest militant attack on Indian forces in Kashmir since the insurgency against Indian rule began in 1989.

Both India and Pakistan claim all of Muslim-majority Kashmir but only control parts of it. India’s prime min-

ister described the attack as “despicable”. The blast took place on the heavily guarded Srinagar-Jammu highway about 20km (12 miles) from the main city in Indianadministered Kashmir, Srinagar. Indian media reports said that at about 15:15 local time (09:45 GMT) a car carrying between 300 and 350kg (660-770lb) of explosives struck a convoy of about 70 vehicles that was carrying about 2,500 troops to the Kashmir Valley.

“A car overtook the convoy and rammed into a bus with 44 personnel on board,” a senior police official told BBC Urdu’s Riyaz Masroor.

Colombian paedophile, who abused hundreds of children in a year

and sold footage of the abuse online has been jailed for life.

was dubbed the ‘Big Bad Wolf’ because it was the alias he used online to share images and videos of abuse. The 37-year-old had been on the run for five years until he was arrested in Venezuela with a fake identity card a year ago. Sanchez Latorre was extradited back to Colombia to face trial where he pleaded guilty to sexually abusing 276 boys and girls, all 14 years old or under. The period of abuse took place over 12 months between 2007 and 2008, Colombian prosecutors stated.

Prosecutors also said he approached his victims online and met them at shopping centres, offering them money and sweets in exchange

for sex, before abusing them at his home. Sanchez Latorre raped his victims then photographed and recorded them to sell the images online outside Colombia, newspaper El Heraldo, which is based in the city of Barranquilla, reports.

The Colombian Prosecutor’s Office said in a statement that ‘the attacks were photographed or recorded on video and the material shared on social networks on the Internet with users from other countries’.

The authorities’ confirmed that the ages of the abused children ranged from eight to 14 years old, with one of his later victims being a 14-month-old baby, according to local media. (Daily Mail)

Slovenian lawmaker resigned Thursday for stealing a sandwich from a supermarket because he was annoyed about being ignored by staff. Darij Krajcic, a member of parliament for the Marjan Sarec List (LMS) party -- the senior partner in the ruling coalition -- said he walked off without paying because three supermarket employees had “treated (him) like air” and continued chatting. “I must have stood some three minutes by the counter,” he told private POP TV. Krajcic insisted that he returned shortly afterwards to pay for the sandwich. But he

apologised and resigned from Parliament. The centre-left LMS party of Prime Minister Marjan Sarec is the senior member of a five-party minority Government, voted in last September. Jamaican man and his wife living in Hazelwood, Pennsylvania on Tuesday admitted to defrauding people in a lottery scam. The judge imposed a term of time served on 22-year-old Ashani Levy after he pleaded guilty to money structuring in connection with the scam. According to the Pittsburg Post Gazette newspaper, Levy, who was in the US on a tourist visa, has served three months in jail and will be turned over to immigration authorities for deportation.

His wife Ekeyma Harris, who is a US citizen, pleaded guilty to mail theft. Her sentence is pending. The US

newspaper reported that the couple were involved in a lottery phone scam designed to fool senior citizens into sending them money.

It said US postal inspectors reportedly found that 15 packages had been sent to Harris’ address since June 2018 and had intercepted a package later in October.

The inspectors then made a controlled delivery on November 21, 2018 and Harris was nabbed when she accepted the package, said the Pittsburg Post. It is further reported that Western union receipts showing wire transfers to Jamaica were also found in the house. Levy was arrested later that day.

Ten of the 11 competing in the semis sang their way into the final where they will compete with reigning Calypso Monarch, Onicka Joseph, who is set to defend her title.

The senior people are all ready ‘to come hard or go home’ and without a doubt, will put of a show for calypso lovers.

The final two performers for the evening are expected to set the stage on fire since a fierce competition is expected. These are Brandon Harding who is set to perform his 2019 song titled “Alone” and former Soca Monarch, Jumo “Rubber Waist” Primo with “Tribute”.

Now that the artistes are all making final preparations for the big night, the security arrangements are being worked out. Admission to the final cost $1000. The action is expected to commence at 20:00h.

This double-fun event is billed for the Anna Regina Community Centre Ground, Essequibo Coast on Sunday.

The duck curry competition is expected to be done earlier in the day and as night falls, the Chutney competition will take centre state.

The first place winner in the duck curry competition will walk away with $200,000 while the second place winner will cart off $100,000 and the third place winner will take home $50,000. As usual, the meat will me marinated at home and the cooking will be done at the ground. The judging will take place after.

However, while the duck curry is being cooked, the stage will be set for the showdown of the chutney artistes. Those who made it the final are Chandrapaul Nathoo; Steven Ramphal; Chris Ramphall; Amrita; Nishal B; Prince HTN; Arijit; Entertainer V; Pooran Seeraj and the reigning Chutney Monarch, Bunty Singh.

The artistes would have impressed the judges at the Rosignol Stelling Road on Sunday evening last as the semifinal was held. After the semis, the finalists were announced. It is expected that the artistes will come with their ‘A Game’ but at the same time, the reigning Chutney King will do what it takes to defend his title.

Dubbed, “Destination Badda Dan Clash” will fall under the Empire Media Inc umbrella; the company popularly known for revitalising the soundclash industry in Guyana with their hosting of Armageddon and Art of War. The “Badda Dan Clash” is the biggest soundclash in Switzerland, and one of the biggest in Europe, where sounds from various countries compete to be crowned the “Badda Dan Clash” champion.

Popular sounds such as Luv Injection out of the United Kingdom and King Addies from New York have dominated in this event.

“This is a major accomplishment for Empire Media Inc and for Guyana as a whole since Guyana is now being recognised regionally and internationally in the soundclash industry,” the company said in a release following their launch

Caster Semenya unquestionably a woman, say her lawyers before court case against IAAF C

aster Semenya's lawyers say the world and Olympic 800m champion is "unquestionably a woman" before a court case against athletics' governing body.

Semenya is challenging a proposed IAAF rule that aims to restrict the levels of testosterone in female runners. The Times reported that IAAF lawyers will say Semenya, 28, is a "biological male" as well as classified as female. The IAAF denied on Wednesday it will class any athlete with "differences of sexual development" (DSD) as male."Ms Semenya is unquestionably a woman," said Semenya's lawyers in a statement on Thursday. "She is a heroine and an inspiration to many people around the world.”Ms Semenya is fighting for her right to run without being required to undergo unnec-

essary medical intervention - she is fighting to run free."

The case will be heard at the Court of Arbitration for Sport (Cas) next week. The IAAF intended to bring in new rules on 1 November last year but put that back to 26 March to wait for the outcome of the legal challenge from Semenya and Athletics South Africa. The rules will apply to women in track events from 400m up to the mile and require that athletes have to keep their testosterone levels below a prescribed amount "for at least six months prior to competing". Semenya's lawyers said she asks to be "respected and treated as any other athlete". "Women with differences in sexual development have genetic variations that are no different than other genetic variations that are celebrated in sport," they said. "Her ge-

netic gift should be celebrated, not discriminated against."

The IAAF said it accepted the legal sex of DSD athletes - of whom Semenya is the most notable - "without question" and permit them to compete in the female category. "However, if a DSD athlete has testes and male levels of testosterone, they get the same increases in bone and muscle size and strength and increases in haemoglobin that a male gets when they go through puberty, which is what gives men such a performance advantage over women," it added. "Therefore, to preserve fair competition in the female category, it is necessary to require DSD athletes to reduce their testosterone down to female levels before they compete at international level."

United has come cheaply in recent seasons, with the club’s spending on players in the two and a half seasons since Louis van Gaal departed standing at an enormous £364m.

While that figure puts Mourinho’s payoff into perspective, what is galling for the club and its supporters is that there has been so little return on the outlay. United were not on course to qualify for the Champions League when Mourinho was dismissed and, though Solskjær has greatly improved the atmosphere and outlook around Old Trafford, another last-16 exit from Europe looks likely after the side’s shortcomings were exposed

by Paris Saint-Germain in Tuesday’s 2-0 defeat.

Mourinho has said he is not finished with club management though, having agreed to host a fortnightly Champions League show on the Russian RT television channel, he may be content to spend the rest of this season as a broadcaster.

On the other hand, their success to date has been their willingness to stand toe to toe, but their opponents’ goalscoring prowess could very well instigate a change in approach.

What is certain is the fact that the two teams are offensive minded and fans could witness a scorching encounter for the coveted first prize.

Murray Jr has been the bright spark for Brothers United and to many, he holds the key to victory.

Kuchar defends decision to pay caddie US$5000 after US$1.3M victory

att Kuchar has defended his decision to pay his caddie $5000 following a victory that earned him $1.3m in the Mayakoba Golf Classic.

Kuchar ended a fouryear winless drought in November with David “El Tucan” Ortiz acting as his temporary caddie in place of John Wood, who usually carries his bag. Caddies can usually expect to receive up to 10% of a player’s winnings depending on their arrangement.

However, Kuchar has confirmed that he paid Ortiz $5000 and that he subsequently offered an additional $15,000, which Ortiz refused, after the story became public.

“It’s kind of too bad that it’s turned into a story. I really didn’t think it was a story because we had an arrangement when I started,” Kuchar told GolfChannel. com. “I’ve done enough tournaments and had enough weekly caddies and I’m very clear about what the payment will be. Tabatinga FC to represent RFA at U-15 Tournament in Georgetown…

Eagles Coach thankful for support given T he Rupununi Football Association (RFA) is pleased to announce that the defending champions Tabatinga FC will be representing the Association at the Guyana Football Federation (GFF)/Pele Alumni Frank Watson Memorial National 2017/2018 Championship.

Tabatinga FC, having won the RFA leg of the tournament by beating Titans FC, will have the opportunity to square off with the best teams from various sister associations from across the country. Tabatinga FC expressed delight at being afforded the opportunity to represent the Rupununi at this tournament.

The Tabatinga FC U-15 are currently being coached

Kings of Studies Tournament all set for action…

esigned with a twist, the Kings of Studies football tournament will feature teams comprising University of Guyana students from various faculties, in contrast to how events are traditionally organised on campus.

The action will commence tomorrow at the Turkeyen Campus on the pitch near the Behavioural Science Building from 11:00h, as a total of 10 teams will vie to see who will be crowned the Kings of Studies 2019.

Speaking with Guyana Times Sport in an exclusive interview, tournament organiser and first-year student Jafar Gibbons said, “I

am very optimistic about the event because of the administrative assistance that I have been receiving.

I am very grateful towards them. From this tournament I hope the students see that instead of waiting for the administration to host such events, they can make the necessary proposals and take it to the administration and have the process begin. I hope persons see the power of social media, because such a venture has also assisted me in making this tournament the success that it is leading up to be, but all in all, everything has been green-lighted and will be finished as the pitch has al-

ready been marked.”

Among the prizes to be won is a solid gold ring, which will be awarded to the tournament’s Most Valuable Player. This was confirmed by Gibbons, who also stated that this prize was sponsored by Antonio Fredericks.

The matches will be round-robin style, followed by the knockout stage, which will comprise three games – two semi-finals and the final. The games will be played in two five-minute halves for the one-day event.

The teams vying for top honours include Goons, Kanaima, Hot Topic, and Hot Strikers.

he Georgetown Turf Club will be reopening its doors for horseracing fans on Sunday, February 17 at the Mocha Arcadia race

track for the pre-Mashramani Gymkhana horse racing meet, which will commence at 13:00h.

Georgetown Turf Club President Michael Sims said

that the venue was ideal for those people living at the new Herstelling Housing Scheme next door to the Turf Club to come over and participate and/ or watch sports. Sims also went on to state that the main goal was to reintroduce horse racing in the Demerara county as most horse races are usually held in Berbice and it was tough for individuals to travel so far. He also went on to relate that the Turf Club would offer the same atmosphere and more because of its precise location, convenience, provision of tantalising entertainment and the 50-60 horses participating on that day.

Bent Street return to winning ways in Magnum Mash Cup

t was a night of upsets and shocking wins at the National Gymnasium on Wednesday evening, but the highlight was defending champions, Bent Street, who finally showed their worth on night four of the National Sports Commission (NSC) Magnum Mash Cup. With the competition approaching the knockout stages, many matches went without a winner as the competitors on both sides sought to focus on their defence, which left little room for the usual high-scoring encounters.

The first game of the night saw Gaza Squad being awarded a walkover over Mocha. Shalomo Hunte of Ol Skool Ballers and Devin Hyman of Island All Stars both netted two goals apiece to draw the second game.

Broad Street, in their encounter with Showstoppers, scored early thanks to Joel McGarrell’s third minute goal, but could not muster another goal. The same went for Showstoppers when

Amaniki Buntin scored in the 12th minute, but the game subsequently ended with the scorecard at 1-1.

Buxton Diamond and Hustlers also finished with two goals apiece. Dennis Edwards netted both for Hustlers in the eighth and ninth minute respectively, but Stephon Dolphin and Shemar Scott both scored late in the 15th and 16th minute respectively for a draw. Stalemates were witnessed by the vociferous crowd when Tiger Bay met with Sophia and Albouystown took on Leopold Street.

In the winning circle on Wednesday night, Back Circle enjoyed a 3-0 victory over Good Life thanks to goals from Dellon Kelly (3rd); Jermaine Beckles (5th) and Stephon McLean (17th).

On the other hand, Gold is Money suffered their first upset, in a one-goal affair against Capital Strikers.

Future Stars thumped Alexander Village 3-1 in a high-scoring encounter. The first goal came in the eighth minute, off the boots of Future’s Jamal Cozier. They held the lead until the 13th minute when Alexander Village’s Leon Yaw equalised.

Kevin Cummings (16th) and Ryan Dowding (20th) then netted one each to break the tie and secure the win.

Defending champions Bent Street recorded their first victory of the 2019 tournament over Avocado Ballers. Pernell Schultz opened the scoring for Bent Street in the fourth minute with a ripper into the goal. Five minute later, Dexter Marshal of Avocado Ballers levelled the scores.

However, Schultz returned in the 19th minute to seal the Bent Street win with a goal.

The tournament is expected to continue on Saturday, February 16 with round-of-16 action.

GSCL Inc Republic Cup set for Sunday at Everest

he 2019 edition of the Georgetown Softball Cricket League (GSCL) Inc Republic Cup will be contested on Sunday at the Everest Cricket Club starting at 09:00h.

The tournament, which is also being used as preparation by several local teams for the Florida Cup slated to be held from April 12-14, will be played in the Masters and Open categories.

No entrance fee is required and trophies will be up for grabs.

Regal Masters, Fisherman Masters, Wellman Masters, and President’s XI/HS Masters combined will battle for supremacy in the Masters segment. Following the opening games, the top two teams will battle in the final at 13:00h.

Regal Masters will be spearheaded by Mahendra Hardyal, David Harper, Mohendra Arjune, Eric Thomas, Eon Abel, Parsram Persaud, Tony Singh and Mahase Chunilall. Fisherman Masters include Unnis Yusuf, Jagdesh Persaud, Zameer Zaman, Baldeo Persaud, Ramo Malone and Pooran Singh.

Wellman Masters will depend on the likes of Mike Singh, Latchman Kallicharran, Ramesh Deonarine, Sahadeo Hardaiow, Lloyd Ruplall and Wayne Jones while the President’s XI/HS Masters combined will include Richard Persaud, Mark Fung, Troy Lewis and Jai Ram. In the open category, Regal All-Stars will battle a Select All-Stars XI from 13:00h in the lone fixture. Among the players set to feature in this match-up are Fazal Rafiek, Eon Hooper, Amir Nizamudeen, Ricky Sergeant, Delroy Perreira, and Sachin Ramsarran.

est Indies bowler Shannon Gabriel claims he asked England’s Joe Root if he “liked boys” during the third Test, but has apologised for his words.

The 30-year-old was charged for the comments he made to skipper Root, who replied: “Don’t use it as an insult. There’s nothing wrong with being gay.” The incident in St Lucia resulted in a four-match One-Day International (ODI) ban for Gabriel.

“I know now that it was offensive and for that I am deeply sorry,” Gabriel said in a statement. “To my teammates and members of the England team, especially their captain Joe Root, I extend an unreserved apology

for a comment which in the context of on-the-field rivalry, I assumed was inoffensive sporting banter.”

Gabriel said of the exchange that occurred on the third day of the Test that it had come “during a tense moment on the field”. “The pressure was on and England’s Captain Joe Root was looking at me intensely as I prepared to bowl, which may have been the usual psychological strategy with which all Test cricketers are familiar,” he said. “I recognise now that I was attempting to break through my own tension when I said to Joe Root: ‘Why are you smiling? Do you like boys?’ “His response, which was picked up by the microphone was: ‘Don’t use it as an insult. There’s nothing

wrong with being gay’.

“I then responded: ‘I have no issues with that, but you should stop smiling at me’.”

Gabriel was charged under Article 2.13, which relates to the personal abuse of a player, player support personnel, umpire or match referee during an international match. By accepting the charge, Gabriel was fined 75 per cent of his match fee and picked up three demerit points, taking his overall total to eight in a two-year period, which triggered the ban.

England won the Test by 232 runs, although they had already lost the series having been beaten in the first two Tests. A five-match ODI series between the sides starts on February 20 in Barbados.

Khalil, Da Silva dominate open category as Bounty Handicap Tournament continues

he first matches for the open category in the Bounty Farm Ltd Handicap Squash Tournament were played on Wednesday night alongside the second round of the Category A games.

Central American and Caribbean Games (CAC) 2018 bronze medallist Ashley Khalil was in fine form on Wednesday evening at the Georgetown Club, as she recorded her first win in the 2019 Handicap Tournament. Damien Da Silva, Ian Mekdeci, Kirsten Gomes, and Abosaide Cadogan were all winners on night two.

Khalil (16) put returning Lydia Fraser (10) through her paces with powerhouse shots and strategic placement.

Fraser fought hard, but could only muster one point per game finishing up 15-11, 15-11. Dane Pereira (10) followed a shaky start against Adam Alves (5), with a spirited bid in the second game. Alves proved too much and claimed a close second game 15-14, giving him the match 15-7, 15-14.

handicap, Da Silva (-6) tasted victory after his encounter with Tian Edwards (13). Da Silva took the game in two sets 1513, 15-13. Mekdeci (5) also registered a first-round win after a match with Medhi Ramdhani (8), which he won 15-7, 15-7.

Jonathan Antczak (6) also had an open category win after he defeated Reagan Rodrigues (10) 15-5, 15-6.

Over in Category A, excitement brewed as Gianni Carpenter (-6) faced Demetrius DeAbreu (-4) in a highly-anticipated battle. The left-handed Carpenter came out strong with some hard drives and good length cross courts to dominate a 15-10 win. DeAbreu answered with his signature drop shots in the second game and wrong-footed Carpenter to a 15-4 defeat. Both boys came out determined on the final game with DeAbreu pulling ahead after long, varied shot rallies.

Carpenter seemed to find something extra to come back from a 13-3 score to win four straight, but DeAbreu took the next two for a 15-7 triumph. Final scores

10-15, 15-4, 15-7.

Gomes (-4) enjoyed her second win of the tournament over Beau Fernandes (11) 15-12, 1511, while Abosaide Cadogan (-4) also kept her slate clean with a victory over Ethan Jonas (-4) 15-12, 15-10. Meanwhile, Lucas Jonas enjoyed two wins on the second night. Jonas (-3) first defeated Matthew Daby (14) 15-14, 15-14. Later on, Jonas returned to thump Joshua Verwey 15-13, 15-14.

Michael Alphonso (-10) bounced back from a big handicap to overcome Lucas Persaud (11) 15-11, 15-12, while Nicholas Verwey (-8) did the same when he met with Brenno DaSilva (13). Verwey won 1514, 15-14. Zachary Persaud (7) used his advantage to outplay Mohryan Baksh (-3) in a heated three-set encounter 15-10, 1115, 15-12. Lajuan Munroe (10) also defeated Dhiren Persaud (11) 15-7, 15-11.

The competition continues on weeknights, with the Squash Association’s customary barbeque on Sunday to close off the tournament.

A gifted but inconsistent Kraigg Brathwaite

– averages 23 in 12 matches over last 5 Test series

A

t age 18 against Pakistan in May 2011, Kraigg Clairmonte Brathwaite made his Test debut. Today, he is seen as the West Indies premier Test opening batsman and is the Vice Captain of the Test team.

Brathwaite is among the few players that play one format of the game at the international level; his style of batting is seen as most effective in Test cricket.

However, Brathwaite is currently on a bad patch in his Test career. From April 2017 to February 2019, the 26-year-old Barbadian has featured in all 22 Test matches the West Indies have played.

In the year 2016, Harsha Bogle, an infamous Indian cricket commentator and analyst, selected the West Indian in cricbuzz’s Test XI of the year. Brathwaite had an effective 2016, scoring 613 runs in eight match-

es at a staggering average of 55.72 with one century and five half-centuries.

At that point in Braithwaite’s career, he was seen as one of the better players around the globe in the longest format of the game. Post-2016, the Test opener has faded as he experienced a familiar problem, failing to score runs consistently. Many are calling for Brathwaite to be axed from the team, but his overall Test and First-Class career is still above most Caribbean openers.

In the 56 Test matches Brathwaite played to date, he has 3449 runs at an average of 34.83 with eight centuries and 17 half-centuries. Brathwaite has a lot more cricket within him at 26 years old. He already has a double hundred in Test cricket, with a best batting performance of 212. In First-Class cricket, he has 9035 runs at an average of 39.28 with 21 centuries and

47 half-centuries.

Rewinding from April 2017 to February 2019, Brathwaite scored 1221 runs in the 22 Test matches he played, batting 42 innings averaging 29.07. Within that period, Brathwaite had stand-out performances against England in August-September 2017 and Bangladesh in July 2018. In England, Brathwaite scored 229 runs in one Test match in Windies’ triumph at Headingley; he had scores of 134 and 95.

His second stand-out performance came in July 2018 where he scored 239 runs in three innings he played against Bangladesh in the Caribbean. However, the last five Test tours Brathwaite featured in, he scored 529 runs in 12 matches batting on 23 occasions.

During his bad patch, he had an average of 23 in the last five series. Reflecting on Brathwaite’s last three series that he played in India,

Bangladesh and the recently-concluded series against England, his performances are rated below par.

In India, Brathwaite had scores of 2, 10, 14 and zero in the two Test matches he played. Usually when Jason Holder is absent, he takes up the captaincy and it has done nothing good for his batting at the top of the innings. The usually solid right hander then replicated his miserable performance in Bangladesh. Brathwaite, who attended Combermere School in Barbados, had scores of 13, 8, 0, and 1 in the four innings he batted. Returning to home conditions in the Caribbean, playing a quality England bowling attack, Brathwaite scored 138 runs in six innings in the just-concluded Wisden Test series that Windies won 2-1.

In the first Test match played in his backyard, in Bridgetown, Barbados, Brathwaite had scores of 40

and 24 which were unsatisfactory. West Indies were winning, but Brathwaite was battling his way to register a rare big score.

In the second Test match, Brathwaite scored 49 and 5; then closed the series on a low, scoring 12 and 8 in the third Test in St Lucia.

Since Brathwaite has been appointed Vice Captain, his perform a n c es with the bat h a v e b e e n poor.

On the brighte r side of things, time is n o t

against Brathwaite, and the Test specialist will certainly bounce back, since he is given a long run in the Test team despite his inconsistency.

West Indies will not be playing any Test matches post the International Cricket Council (ICC) Cricket World Cup; hence, Brathwaite has time to find his groove. With the Regional Four-Day Tournament ongoing, Brathwaite will be aiming to right the wrongs in his batting.

West Indian and Berbician duo Tremayne Smartt and Erva Giddings had five-wicket hauls in the 50-over format.

Smartt had 5-9 against the Select U-19 while Giddings had 5-13 against Demerara. The most economical bowling came from Demerara’s Kaysie Schultz, who captured 5-2 in seven overs against Essequibo.

he recently-concluded Guyana Cricket Board (GCB) Female Inter-County Tournaments saw high-quality performances from the best female cricketers in Guyana.

It was a record-breaking event that saw the highest individual female score, the highest team total, and the largest margin of victory among other spectacular feats achieved.

and 50-over. With the first round of the 50-over format washed out owing to rain, each team played two matches. In the second-round matches, Demerara and Berbice registered wins in their respective fixtures.

The leading run scorer in the 50-over format was Demerara’s Captain, Akaze Thompson, who scored 183 runs in the two matches, with a top knock of 164 against Essequibo at Lusignan. That brilliant innings was the highest individual score at this level.

West Indies Women’s selectee, Shabika Gajnabi is arguably the brightest young prospect in the Caribbean. In the 50-over matches, she finished as the second leading run scorer with 165 runs, scoring a brilliant 160 against Essequibo.

Demerara’s Tamica Wilson was the third-leading run scorer in the 50over format scoring 105 runs, filling her boots against Essequibo. The likes of Sheneta Grimmond, Cherry An Fraser, and Mandy Mangru looked established with the bat during the 50-over format.

In the T20 format, stand-out performances came from Plaffiana Millington, who won the Player-ofthe-Match award in her round-one match against the Select U-19, picking up 2-13. Demerara’s Lashuna Toussaint had a fair performance with bat in hand, scoring 40 in Demerara’s first round in the T20 against Essequibo.
