Friends killed in Ogle, ECD collision

wo mothers are mourning the loss of their sons, who were both killed in an accident along the Ogle Public Road, East Coast Demerara (ECD) on Saturday evening.

The two met their demise at just before midnight on Saturday, as they reportedly were returning home from a nearby service station.

The Police have detailed that the driver of the motor pickup involved in the accident, a resident of

Campbellville, Georgetown, reported that as he was proceeding along the roadway, he was about to make a right turn onto the Ogle road when the motorcycle being driven Harris collided with his vehicle. The impact reportedly threw Harris and Singh onto the roadway, where they sustained severe injuries.

The two were rushed to the Georgetown Public Hospital (GPHC), where Singh was pronounced dead on arrival and Harris was admitted to the Intensive Care Unit (ICU), where he took his last breath on Sunday.

A breathalyzer test conducted on the driver of the motor jeep showed no sign of alcohol in his system. He was nevertheless taken into Police custody, and is assisting with the investigation.

When this publication visited, the homes of both families were brandishing black flags, and the mothers of both men are holding out that the motorcycle on which their sons were travelling was struck from behind.

According to Harris’s mother – Yvonne MosesHarris, a teacher – relatives are peeved at the Police report. She claimed that the front of her son’s motorcycle had received no damage, but the back of the motorcycle had received most of the damage. This, she is holding out, is an indication that the jeep had struck the motorcycle from behind.

“Alvin was the first to get

She revealed that she had seen her son earlier on Saturday, but had not seen him for the entire night, as he had been out for most of the day.

Singh’s mother, who was in tears, stated that her son had left home at about 19:00h on Saturday to go out with Harris. He had returned home soon after, and had indicated to a cousin that he was accompanying Harris to get gas for the motorcycle.

“This bai over there (Harris) had to go to work in the morning and the motorcycle didn’t have enough gas, so they left to go buy gas,” the woman related.

She explained that she had retired to bed, but was awakened by her husband at about 03:00h on Sunday with the announcement that Alvin had not returned home.

“I get suspicious, because I called his phone and like it was turned off. I called the neighbour, and me ask them to call and find out if the two boys were in Canal, because she have family in Canal Polder, and she said, ‘No’,”(meaning: they were not

At around 07:00h, she received a call at the gate, and it was then that the devastating news was broken to her.

“The two men pull up in a car and they stop and ask if Alvin living here. I run out and I say, ‘Yes’. They ask me why me crying, I say, ‘Officer, me son ain’t come home since 11 last night, and me look all over the place for he.’ And then is when they say that he passed away,” she detailed.

Singh and Harris are both second of two children for their parents. The men, an electrician and mechanic respectively, had known each other for the past four years.

Their families are calling for a full investigation into the circumstances surrounding the accident, since they are of the belief that the driver of the jeep is not telling the truth.

Opposition Leader Bharrat Jagdeo

ith President David Granger away in Cuba seeking treatment for non-hodgkin lymphoma, the task of acting President has fallen to Prime Minister Moses Nagamootoo.

According to the parliamentary Opposition, however, Nagamootoo’s continued presence in the National Assembly is in violation of the constitution, and will not go unchallenged.

On the final day of budget debates, Opposition Leader Bharrat Jagdeo zeroed in on the matter during his contribution to the debates. He cited Article 178 (4) of the Constitution, which states that any Minister performing the functions of the office of the President has to vacate his seat during that period.

“I believe the honourable Prime Minister is squatting in the House! It says, as part of our Constitution, ‘During any period when the Minister is performing the functions of the office of the President, his or her seat in the National Assembly shall be regarded as vacant,” Jagdeo said.

Article 178 (4) goes on to state that the seat of the acting President “may be temporarily filled in accordance with any provision made under article 160 (3). At the expiration of the period, the person temporarily filling the seat shall vacate it, and the seat shall thereupon be resumed by the Minister.”

The perusal of the estimates of Budget 2019 begins today. The Ministry of the Presidency is the first Ministry to be examined, followed by the Office of the Prime Minister. And Jagdeo made it clear that his party will not look the other way should Nagamootoo, who is a lawyer by profession, show up in the chambers.

“In accordance with these provisions of the Constitution, we have had this Prime Minister come here over and over when he is acting as President, in violation of our Constitution, squatting in the Parliament contrary to the practise of

the past; and we have allowed this to happen,” Jagdeo said.

“We plan, Mr Speaker, to raise this on Monday when we come to consider the estimates. His presence will not be missed in the House.

The President and the First Lady first travelled to Cuba on October 30, 2018, for him to undergo medical tests after he complained of feeling unwell. It was later revealed that the Head of State was diagnosed with Non-Hodgkin Lymphoma, which is a type of cancer that develops in the lymphatic system.

Christmas, rum and violence

W

e are entering the last lap to Christmas and sadly in Guyana, rather than focusing on the end result of the Immaculate Conception, we are gearing up for the binge drinking that has come to typify our Christmas commemorations. This means, of course, that the whole gamut of pathologies that accompany alcohol abuse in Guyana will be manifested – domestic and other social violence that often end in death. What to do? It is not appreciated enough that alcohol consumption in and of itself might not be the problem – but the reaction to the alcohol is. And this reaction is socially constructed.

The epidemiological literature on alcohol consumption in various ethnic groups situated in the same locale in New York City, for instance, makes an important point: in measuring drinking problems there were “clear-cut, significant and persistent group differences…the groups with the lowest incidence of alcohol abuse, the Jews and Italians have (a) the lowest abstinence rates among these groups, and (b) (especially the Italians) the highest consumption rates.”

This differential reaction to alcohol consumption has been confirmed in other locales: alcohol abuse is a sociological problem.

The groups that drink the most and have the least number of members that abstain from alcohol have the least problems with alcohol abuse! One study of IrishAmericans in Boston over a 40-year period, found that they were “seven times as likely to develop alcohol dependence as Italian-Americans – this despite the Irish-Americans having a substantially higher abstinence rate.” What is going on? If nothing else that alcohol abuse is not an individual idiosyncrasy and that socio-cultural factors are as crucial as physiological and psychological ones.

“Ways of drinking and of thinking about drinking are learned by individuals within the context in which they learn ways of doing other things and of thinking about them – that is, whatever else drinking may be, it is an aspect of culture about which patterns of belief and behaviour are modelled by a combination of example, exhortation, rewards, punishments, and the many other means, both formal and informal, that societies use for communicating norms, attitudes, and values."

Another counterintuitive finding of anthropological studies is that aggression is not ineluctably linked to “drinking”, as is commonly accepted by us in the Caribbean.

“Worldwide, however, such (aggressive) behaviour is typically quite rare, even among people who drink a great deal. Numerous anthropological studies demonstrate that alcohol-related violence is a learned behaviour, not an inevitable result of alcohol consumption.

“The way people comport themselves when they are drunk is determined not by alcohol's toxic assault upon the seat of moral judgment, conscience, or the like, but by what their society makes of and imparts to them concerning the state of drunkenness.

"Cross-cultural evidence from diverse populations around the world shows that some have habitual drunkenness with little aggression, others show aggression only in specific drinking contexts or against selected categories of drinking companions, and so forth. Such widespread and diverse variation contradicts the view – shared by both `common sense' and much scientific writing – that characterises alcohol as having a relatively direct pharmaconeurological effect in triggering aggression."

What has also been shown to be true is that cultures into which alcohol were forcibly introduced as a measure of control within a very compressed time had no time to evolve positive drinking norms and in fact imbibed the foisted notion that the alcohol was a precursor to “letting off steam”. This was the case with Amerindians and Indians in the Caribbean. "The major colonial powers exported to those areas of the globe that fell under their control not only models of drunken behaviour but also a host of beliefs about the effects of alcohol on human beings. It may be that the widespread belief in alcohol as a disinhibitor is nothing but an ethnocentric European folk belief foisted on subject peoples around the world during the heyday of colonialism."

This Christmas, let us not use “having a good time” by drinking as an excuse for being violent to those around us.

Party paramountcy is being revived Dear Editor, I am reminded of an article titled, ‘Party Paramountcy’ which was published in Caribbean Life in August 2016 which aptly summarises the PNC’s ideology during the Burnham dark era. It stated that, ‘Burnham ruled Guyana using his publicly proclaimed euphemism: “party paramountcy.” The party, not the state, controlled the arms of the Guyana Defence Force, the Guyana Police, departments of government and, in critical matters, parts of the judiciary, the electoral machinery, the media, the trade unions.’

It went further to state that, ‘Burnham possessed two additional arms: the “Death Squad,” that is police in plain clothes and Rabbi Washington’s House of Israel. These conducted surveillance, and viciously smashed opposition elements, using hockey sticks and batons. The second were enforcers, bullies, extortionists, hit squads, strike-breakers, anti-union operators, deacons, black Jews and nuts and plantain-chip vendors in one.’

I can vividly recall during the early ‘70s poverty and hunger were everywhere and jobs were few and only those with PNC membership cards gained access to scarce food items and employment. It was during this time that the Burnham dictatorship promised to ‘Feed Clothe and House’ the Nation by 1976. Many persons were forced to join PNC groups and youths

joined the Young Socialist Movement, the youth arm of the PNC. Many of my friends joined and yet could not secure jobs because of their race. They had to go through a more stringent test. They were forced to join the Guyana national Service and some who went to Kimbia came back disillusioned!

Moreover, I can also clearly recall the ‘co-op shops’ run by the PNC, again PNC membership cards were needed to access food items. ‘The state-run External Trade Bureau, handled all imports which it then redistributed to PNC-organised “cooperatives” known as Knowledge Sharing Institutes strategically located in predominantly Afro-Guyanese areas. These retail outlets sold preferentially to persons who produced PNC membership cards and they acted to squeeze the small rural mainly Indian-owned groceries out of business.

I can recall persons from my village going to the neighboring Fyrish Village in the hope of getting some cooking oil and butter only to be disappointed when they reached the end of the ‘Guyline’! The PNC members lived happily in those days because they could enjoy the ‘scarce’ goods.

Party paramountcy invaded every aspect of Guyanese lives, be it food; be it jobs; be it contracts; be it any form of Government services and I have seen that PNC ideology slowly surfacing since

this Government took Office. Recently, a young woman was promised a job if she contested the Local Government Election (LGE) as an APNU candidate in a PPP stronghold. She managed only 13 votes but I do hope she gets the job since she fulfilled her side of the bargain!

Therefore, what Volda Lawrence said was an echo of the truth and no amount of apology and whitewashing will remove the fact that party paramountcy is being revived by the PNC like many other traits inherent in the old PNC Order.

Her message is clearly received that if anyone wants a job or contract then a PNC membership card is a vital qualification requirement.

What is shameful though, is that the AFC and its Leader have become eunuchs - just agreeing and disagreeing as the situation demands. Moreover, Trotman’s attempt at damage control by labeling the statement as an ‘unnecessary distraction’ simply accentuates the AFC’s inability to be factual, decisive and independent of the influence of the PNC’s faction of the coalition.

This Government is once again crossing its limits and must be reminded that the root of all evil is the abuse of power and the masses are cognisant of this abuse and will speak decisively come 2020!

Government putting “the cart in front of the horse” in managing Guyana Dear Editor, The renewal of local democracy was recently concluded on November 12, 2018 and there was a number of new additional Local Authority Area’s (LAA's) for the Local Government Elections (LGE) - Caracas/ Wyburgs being one of the several new LAA. Unfortunately, after the conclusion of the LGE, this new LAA remains in the dark on the way forward.

The internal elections was held at the Lochaber Primary School impeding on students’ time because there was no other building to accommodate the councillors, likewise staff was sent from elsewhere to conduct this internal election.

Guyanese are aware that good governance, accountability and transparency are vital for the development of all communities, but the Minister of Communities Mr Bulkhan imposed a system whereby no preparation is done to access and implement that system. This is a definite case of "putting the cart in front of the horse".

The New Amsterdam Town Council (NA M&TC) has been governed by the PNC/R for numerous years, the last two elections were no different, with majority seats garnered by the APNU and the PPP/C and the AFC only managed three and one respectively.

The NA M&TC also concluded their internal elections where the Mayor and Deputy Mayor were elected.

The Municipalities operate under the Municipal and District Council Act

Chapter 28:01 in section 60 which states that Municipalities must maintain standing committees. The most important standing committee is the finance committee notwithstanding the fact that it ensures proper accountability and transparency which is crucial for the functioning of all Municipalities.

In chapter 28:01 section 62, it also states, "A council may appoint Councillors to be the Chairman and the Vice Chairman of a standing committee” and continues in sections 63, " A committee of a Council may include persons who are not Councillors but who became of their special skill or experience will, in the opinion of the council, be able to assist in the consideration of the work of the committee.

The law also cautioned that "no person other than a Councillor shall be a member of either the finance committees mentioned in schedule 5 or of a committee prescribed by a constitution order.

Based on the constitution the New Amsterdam Municipality was allowed to elect the Chairman and Deputy Chairman of the fi-

nance committee but conveniently used the majority of APNU Councillors of the Council to exclude Councillors from the opposition parties, that is the PPP/C and the AFC. The exclusion of the opposition Councillors was a deliberate act to exclude transparency and accountability since this particular Council is managed by the APNU. It must be noted that even the APNUmanaged City Council of Georgetown included two PPP/ Councillors on their finance committee.

Why did the New Amsterdam Mayor and Town Council exclude the PPP/C and AFC Councillors from their finance committee?

It is evident that the New Amsterdam Town Council will continue to function without scrutiny, lack of accountability and transparency. We must demand that protection for taxpayer’s monies be paramount. The exclusion of Councillors from the opposition on the finance committee is to avoid scrutiny and continue to misuse public funds.

TIGI throws support behind Integrity Commission – for blowing whistle on delinquent officials not declaring assets

he Transparency Institute of Guyana Incorporated (TIGI) has thrown its support behind the Integrity Commission, which only recently published the names of various Ministers and parliamentarians who have failed to submit income declarations.

In a statement issued over the weekend, President of the anti-corruption organisation, Dr Troy Thomas lauded the Commission for its work. While the body congratulated these officials who did comply with the requirements, it noted that publishing the names of the delinquents was a step in the right direction.

“TIGI hereby acknowledges the work of the Integrity Commission in publishing the names of the persons in public life who failed to submit their declaration as required by the Integrity Commission Act. “We are encouraged by the public statements of some of those who have been cited for non-compliance and look forward to their satisfaction of that commitment.

We call on all Guyanese to support this effort of the Integrity Commission by seeing it as a bright start to holding ourselves – all of us – to account,” the organisation added.

The organisation also noted its longstanding call for the activation of the Integrity Commission.

In that context, TIGI offered congratulations to the Commission for its work so far.

In a surprise move, the Integrity Commission had spilled the beans last month on exactly which public officials have been complying with the law and declaring their income and those who have not.

The Commission revealed in a gazetted list that some 15 Ministers, 24 Members of Parliament (MPs) and a host of regional officials – including embattled Town Clerk Royston King, who had for some time faced the heat at a Commission of Inquiry (CoI) – failed to declare their income.

Opposition Leader Bharrat Jagdeo was among the few who were in compliance with the law and had submitted declarations of his assets as of November 1, 2018. But surprisingly, Speaker of the National Assembly, Dr Barton Scotland was red-flagged for not declaring his income to the Commission.

It turns out that the Cabinet is full of persons in breach of the law. Making

the list of delinquent officials from the People’s National Congress (PNC), part of the coalition Government, were Foreign Affairs Minister and Vice President Carl Greenidge and Communities Minister Ronald Bulkan.

In addition, Social Cohesion Minister, Dr George Norton; Citizenship Minister Winston Felix; Education Minister Nicolette Henry and several Junior Ministers, including Junior Natural Resources Minister Simona Broomes, were in breach.

With the exceptions of Public Infrastructure Minister David Patterson and Junior Indigenous Peoples’ Affairs Minister Valerie Garrido-Lowe, all other Alliance for Change (AFC) Ministers had submitted their income declaration statements. Public Service Minister, Dr Rupert Roopnaraine was also redflagged by the Commission.

Besides these Ministers, 10 other Government MPs and 16 Opposition parlia-

mentarians were in default.

They include MPs Audwin Rutherford, Richard Allen, Dr Frank Anthony, Collin Croal, Africo Selman, Odinga Lumumba and Dr Jennifer Westford.

Seven Presidential Advisors are in breach of the law. They are Granger’s Senior Advisor and former PNC Leader Robert Corbin; Protocol Advisor Eshwar Persaud; Ministerial Advisor on Education Cheryl Sampson; Natural Resources Advisor Ndibi Schweirs; Advisor on Indigenous Peoples Affairs, Mervyn Williams; Advisor on Constitutional Reform, Lance Carberry and Technical Advisor on Oil and Gas, Max Mohamed.

There were a number of Permanent Secretaries on

the list of defaulters. They include Emile McGarrell of the Communities Ministry; Vibert Welch of the Education Ministry; Reginald Brotherson of the Ministry of the Presidency’s Public Service Department and his counterpart at Social Cohesion, Culture, Youth and Sports, Steve Ninvalle.

At the Public Security Ministry, PS Daneilla McCalmon also failed to submit declarations, while both PS and Deputy PS at the Social Protection Ministry, Lorene Baird and Mohan Ramrattan, are in default.

At the Public Health and Infrastructure Ministries, PSs Colette Adams and Kenneth Jordan were flagged by the Commission, while Indigenous Peoples’ Affairs Ministry PS Alfred

King and his deputy, Sherie Samantha Fedee were also cited.

The Integrity Commission Act requires every public official, except the Commissioners themselves, to declare their assets, income, gifts, and liabilities, along with those of their spouses and children if applicable, by June 30 every year.

Section 22 (a) of the Act states that any official who without reasonable cause fails to file their declarations or any official who files an incomplete or false declaration “shall be liable, on summary conviction, to a fine of $25,000 and to imprisonment of not less than six months nor more than one year.”

Govt condemns fake article on President Granger’s health

– says it was specially designed to mislead the nation

overnment has wasted no time in responding to a news article published by an online media outfit that reported President David Granger cannot speak due to cancer in his throat.

A statement from the Ministry of the Presidency on Sunday claims the article is totally false, and has explained that the President can communicate, and did so before his recent departure to Cuba.

The President had explained in a video that the Centro de Investigaciones Médico Quirúrgicas CIMEQ had drafted a schedule of treatment which will run until May 2019.

The Ministry of the Presidency statement said, “While the Government of Guyana respects the fundamental right of its citizens to freedom of speech as well as press freedom, it condemns

in the strongest possible way the publishing of misinformation, untruths”.

The Ministry of the Presidency has called on the public not to be duped by the misinformation, falsehoods and distortions consistently being published by that news agency.

“Despite the Ministry of the Presidency’s issuing of

several press releases and videos of the Head of State on the issue of his health… they continue to spread fake news via (their) website and Facebook page with the intent of causing public mischief and panic,” it observed.

On the morning of Tuesday, December 4, President Granger left Guyana, accompanied by his

wife, Sandra Granger, for his second round of chemotherapy in Cuba.

Prior to departing the Cheddi Jagan International Airport (CJIA), the President said he has to return to Cuba for five successive cycles, and this would be his second cycle.

“I hope to return much more quickly than I did the first visit, because this is simply the administration of chemotherapy; so, presumably after the tests, which will be done today (Tuesday), I will have the chemotherapy and return by weekend,” he said.

According to the Ministry of the Presidency, Granger will return to Cuba later this month for his third round of treatment. “I expect that by the start of the New Year, my progress, which has been gradual so far, will be sufficient to allow me to take on more duties,” he said. turn to page 9

Suppose the fella who’s batting refuses to come off when his stumps are sent flying – and he’s backed by the umpire who insists the game must continue? What then?

Take this fella Nagamootoo, who was made Prime Minister when the APNU/AFC coalition took office.

Because President is ill and had to fly off to Cuba for treatment, in accordance with Art 96 (1) of the Constitution, Nagamootoo was designated to fill in as President: “Whenever the President is absent from Guyana or considers it desirable to do so for reason of illness or any other cause he may, by direction in writing, authorise any member of his cabinet being an elected member of the National Assembly, to perform such of the functions of the office of the President as he may specify…”

So far, so good, right? Nagamootoo was even sworn in by the protocol officer to act as President. Well, the Opposition Leader then made the point that since Nagamootoo’s now performing the functions of the President, he can’t be the “President’s representative in the National Assembly”. And Jagdeo didn’t just make this up like David Patterson did when he rattled off PPP projects he claimed weren’t supported by Feasibility Studies. Jagdeo referred to the Constitutional Article demanding this action.

Article 178 (4) says bluntly, “During a period when a Minister is performing the functions of the office of President under Art 96 (1)…his seat in the National Assembly shall be regarded as vacant AND MAY BE TEMPORARILY FILLED IN ACCORDANCE WITH ANY PROVISION MADE UNDER Art 160 (3).”

Can’t get clearer than that, can you? Well, not according to Nagamootoo!! The fella wants to keep on batting even though his stumps have been shattered by Jagdeo’s bouncer!! Now Nagamootoo could’ve avoided this crisis today in the National Assembly by extracting someone from the APNU/AFC list to act as Prime Minister during the debate – including today when Jagdeo says he will object to his presence to the Speaker.

But no…Nagamootoo just had to get the dubious pleasure of speaking after Jagdeo in closing the debate!!

Now one may sympathise with him because, with his emasculation as Prime Minister, this is his annual moment of “glory” – such as it is!! By announcing his objection on Friday, Jagdeo’s ensured a replacement for Nagamootoo can’t be extracted in time for today’s sitting!!

Sadly, however, the breakdown in parliamentary democracy will continue as the Speaker will allow Nagamootoo to keep on batting. …his own Code of Conduct Raphael Trotman was so anxious to “brown nose” PNC Chair Volda Lawrence, he was willing to not only have her violate the Constitution – freedom of association for non-PNC Guyanese – but also the Code of Conduct for Government Ministers and officials HE HIMSELF DRAFTED!! In case, Dear Reader, you were vacationing on Mars to hear the Martian winds, Ms Lawrence had declared: when it came to jobs, “The only friends I got is PNC so the only people I gon give wuk to is PNC and right now I looking for a doctor who can talk Spanish or Portuguese and ah want one that is PNC!” Now Art 2 of Trotman’s Code explicitly forbids the discriminatory action Lawrence was advocating: “No person in Public Life shall in the course of the performance of his or her official functions discriminate against any person with respect to terms, conditions and privileges of such person’s…political opinion.” Trotman is sure desperate!!

lthough Prime Minister Moses Nagamotoo has said that the blame should not be placed solely at the feet of the coalition Government but the Parliamentary Standing Committee for Constitutional Reform, political analyst Ralph Ramkarran has a different view.

He said in his weekly column, Conversation Tree, that no member has apparently requested the Chair, Attorney General Basil Williams, to convene a meeting of the Standing Committee for Constitutional Reform to discuss the Constitution Reform Commission Bill.

“The failure of the Standing Committee to conclude its consideration of the Bill – which it has had since July 2017, when it was tabled in the National Assembly and had its first reading – suggests that the Parliament’s business, and hence that of the nation, is being neglected or worse, being hindered by the Committee,” Ramkarran, a former Speaker, observed.

According to Nagamootoo, the Bill was referred to the Parliamentary Committee two years ago and the Committee has only met once. He noted that the Committee was supposed to look at the document and report back to the National Assembly, but nothing has come out of it.

“I have never heard any calls, not even from the Opposition, for this committee to meet and without the Commission, there can be no constitutional reform,” he said recently, stating that he remained hopeful that the Committee would make serious considerations of the Bill.

that the Head of State was diagnosed with NonHodgkin Lymphoma, which is a type of cancer that develops in the lymphatic system.

The lymphatic system is part of the body’s immune system. Clear fluid, called lymph, containing infection-fighting white blood cells known as lymphocytes, flows through the lymphatic vessels.

Granger was discharged from the hospital on November 6 after undergoing a series of tests and surgical procedures.

He returned to Guyana on November 20, after he was given approval by his medical team to travel.

According to webmd.com, chemotherapy targets cells that grow and divide quickly, as cancer cells do. Unlike radiation or surgery, which target specific areas, chemo can work throughout the body. But it can also affect some fast-growing healthy cells, like those of the skin, hair, intestines, and bone marrow.

Minister of State, Joseph Harmon, during his weekly post-Cabinet briefing on Friday last, disclosed that even though President Granger’s workload has been reduced, he remains in charge of the State’s business.

At the time, and in response to reports in the press, the Government had revealed that the couple did their examinations under a Caribbean medical insurance scheme at the Good Health Medical Centre.

Further, Ramkarran said if the Standing Committee failed to address the Bill, the Prime Minister could request the National Assembly to proceed with consideration and passing of the Bill at a second reading. He said, “There is no rule or practice that requires a Bill to be considered by a Standing Committee prior to it being debated in the National Assembly. And there is no rule that prevents the Prime Minister to request the second reading of the Bill.”

Another observation made by the political analyst is Nagamootoo has not explained why after the Standing Committee on Constitutional Reform having failed to consider the Bill, he has in turn neglected to exercise his power and authority to push the Bill along the parliamentary process.

“If the Prime Minister and the Government considered constitutional reform leading to inclusive governance to be an important matter, they would have caused the Bill to be tabled in the National Assembly long ago and not allow the Standing Committee to upend the parliamentary process, embarrass the PM, derail [A Partnership for National Unity/Alliance For Change] APNU/AFC’s election promises and delay progress.”

that the Office of the Prime Minister has spent millions of dollars on constitutional reform. This revelation came out of questions that were posed to PM Nagamootoo, who is also the First Vice President, by the parliamentary Opposition.

In his response, Nagamootoo revealed that $21.4 million of the sum has been spent as of August 2018.

Of this amount, $5 million went towards constitutional reform “activities”. However, observers are questioning what exactly this allocation was used for, as there seems to be little movement on an issue the Government based part of its 2015 campaign on.

Opposition Leader Bharrat Jagdeo also spoke recently on the issue, saying that he was not too convinced about the spending and constitutional reform should be broad-based. Jagdeo said Government was perhaps not serious about advancing constitutional reform.

Also, outgoing United States Ambassador to Guyana, Perry Holloway believes the much-anticipated constitutional reform was highly unlikely before the 2020 General and Regional Elections.

Ambassador Holloway is of the view that the people and the Government of Guyana were not serious enough about amending the Constitution, which is modelled after Britain’s.

Shrinking foreign reserves spell trouble for Guyana – audit firm

…says problem compounded by overdraft, increasing Govt debt

ver the past year, reports from the Bank of Guyana and even the Finance Ministry itself have painted a worrying picture about Guyana’s rapidly depleting foreign reserves.

According to audit firm Ram and McRae, this problem is still not being addressed by the Government.

In its annual publication Budget Focus, the audit firm referenced Finance Minister Winston Jordan’s announcement in his budget speech that Guyana’s international reserves will go from US$581 million to a forecasted US$477 million.

According to the firm, which was founded by noted anti-corruption activist and Accountant Christopher Ram, this situation is a matter for concern. Despite the implications of depleted reserves for Guyana’s future, the firm lamented, Government is not paying any attention to the issue.

“A ballooning (Government accounts) overdraft and increasing debt domestically coinciding with depleting reserves internationally is a recipe for trouble even with first oil approach-

A perusal of the Bank of Guyana’s statistical abstract shows that from the lows of US$298.8 million 10 years ago, Guyana’s foreign reserves were built up to 2012’s high point. And then it started dropping, declining to $751.2 million in 2013 and $652.2 million in 2014.

The slide continued the year after, with the foreign reserves being recorded at US$594.7 million at the end of 2015, before picking up in January of 2016 and being recorded at US$621.1 million. While the year 2016 saw the reserves fluctuate, it never strayed below the US$450

Reserves

A report earlier this year from the central bank had indicated that Guyana’s net

By November of last year, the reserves were recorded at US$562 million. And as of March 2018, for the first time since 2008, the net foreign reserves fell to below the US$450 million benchmark.

Nor are the foreign reserves the only thing that have declined. According to the bank’s statement of assets and liabilities, its total assets as of March 28, 2018 were $206.4 billion. This includes $1.9 billion in gold reserves, $82.1 billion in capital market securities, and $5.6 billion in money market securities.

This is a reduction from the gold reserves the bank recorded in June 2017.

Indeed, the gold reserves have steadily been declining with each passing year. At the end of 2016, the bank had $7.4 billion in gold, while at the end of 2015, the gold reserves stood at $14.2 billion.

At the end of 2014, the Bank of Guyana had $25 billion in gold as assets.

In the case of total assets, that has also seen a marked decrease.

At the end of 2014, total assets were $207.9 billion.

The sum decreased in 2015, as it was recorded as $188.7 billion in December of that year, before recovering by 2016 year end to $220 billion.

At June 2017, total assets were $221.8 billion, before the drop recorded this year.

Teen beaten, robbed by gunmen

16-year-old girl is now a patient at the Georgetown Public Hospital after she was attacked, beaten and robbed by two gunmen a short distance from her Garnett and Delph Streets, Georgetown home.

The young woman was reportedly attacked about 18:00h on Thursday night as she was making her way home.

Guyana Times understands that two men rode up on a motorcycle and attempted to relieve the teen of the bag she was wearing around her shoulder.

After the young woman put up some resistance, she was dealt one blow to her face with a pistol one of the men was carrying. The young woman reportedly then fell to the roadway in an unconscious state.

The family is fearful, since the perpetrators are roaming the streets freely and as such, they are calling on the relevant authorities to urgently look into the matter.

Opposition MP points to gaping holes in Budget 2019 – says no solid plan for oil, business sectors announced

hile the coalition Government has boasted about the 2019 Budget being the largest ever financial blueprint that outlines plans for that fiscal year, the Parliamentary Opposition has combed through the document and has found several issues which it claimed were not taken into account.

Former Attorney General Anil Nandlall has described the discovered issues as “gaping holes”, which he has said points to the lack of vision that the Government has for the country’s growth and development. He also said Government seems to be oblivious to the concerns of Guyanese.

Nandlall has said that, at minimum, the average Guyanese had expected the 2019 budget to at least attempt to rectify this depressing situation and chart a new course for the country.

But, instead, it is a “compendium of highly questionable data and a recitation of projects and policies sophistically packaged.”

Nandlall said all of this is done with the intention of deceiving Guyanese people into believing that the budget would transform the economy, empower the citizenry, and build sustainable communities for the good life.

“I say ‘questionable statistics’ because while the Minister (Winston Jordan) boasts about presenting an early budget, he omits to tell us that the statistics he used are extracted from the Mid-Year Report, with a projection of how he estimates the different sectors will perform for the remainder of the year 2018,” he added.

The former minister noted that Budget 2019 makes no reference to a national developmental plan. However, Nandlall posited that the Finance Minister has skillfully managed to package

this “farce attractively and with great sophistry. A little probing beyond this glittering exterior reveals how hollow and empty the budget is,” he said.

During his budget speech, the Opposition MP also noted that Minister Jordan did not mention a word about the fundamentally important local content legislation for the oil and gas sector. Neither did he make any mention whatsoever of the Petroleum Commission of Guyana Bill.

“These two pieces of legislation will constitute the foundation necessary to properly manage and scrutinise this sector to ensure that Guyana gets its fair share. After all, we are starting out with the most lopsided Production Sharing Agreement (PSA) ever negotiated,” Nandlall posited.

Understandably, he said, people are anxious to know the plans which the Government has for the oil and gas sector, for there is no doubt that this sector has the potential to transform the life of every single Guyanese in record time.

At the same time, he said, Guyanese are much aware that without the proper regulatory framework, competent management, and strong oversight, we can be visited with the “resource curse” that has

befallen so many oil-producing countries in the Third World.

“How can we prepare for first oil in 2020 as projected by the Minister, when, in 2019, we do not have these indispensable mechanisms in place? These are gaping holes in this budget,” he added.

Foreign direct investments

Nandlall said there was no mention whatsoever of an incentive scheme to at-

tract foreign direct investments.

He posited that the incentive schemes that were established under the People’s Progressive Party (PPP) Administration for both foreign and local investments have all been dismantled.

In fact, the former Attorney General said, many of these investors are currently being pursued by the Guyana Revenue Authority (GRA) to recover concessions granted under the PPP. “This budget does nothing to make Guyana an attractive investment climate.

Yet the Minister craftily says, and I quote, “GOInvest had facilitated approximately $73.8 billion in proposed investments, anticipated to create 1,700 jobs across the Coastal Region and Region 9, in sectors such as agriculture, light manufacturing, services, forestry and tourism.

he Government continues to receive heavy criticism over its plans to increase taxes, which bring in billions of dollars annually, but nothing much has been done to address the situation.

Finance Minister Winston Jordan recently declared that Government is willing to reduce some taxes, but under certain conditions, which would see everyone paying their fair share.

The Minister has said that once the tax net has been widened and more people continue to pay their fair share, personal income taxes, for example, could be reduced progressively. As such, he is urging Guyanese to pay their taxes.

“We cannot have a situation in this country where some are paying taxes and others (are) not paying; and when you go after people to broaden the pool you get all sorts of stories… All must pay their fair share of taxes,” he admonished.

Jordan has said the aim is to register everyone under the tax scheme, and once a citizen is required to pay taxes, that citizen would have to be registered.

“I would like to see income taxes go down in the next round (5 years) to 20 per cent, but the speed by which this could happen depends on the willingness of the population to pay their taxes,” he explained.

He dismissed criticisms made in regard to the tax situation, and praised the efforts made by the Guyana Revenue Authority, led

However, the proposed measure in regard to empowering the Finance Minister to use his discretion for granting Value Added Tax (VAT) remittance -- as contained in the 2019 Budget -- has been described by the parliamentary Opposition as a recipe for corruption.

Opposition Leader Bharrat Jagdeo zoomed in on the measure, which was announced by Finance Minister Winston Jordan during his budget speech over a week ago.

The law does allow the Minister to make regulations to remit tax on a personal basis. According to Section 104 of the Income Tax Act, “The Minister may make regulations, subject to negative resolution of the National Assembly, to provide for the remitting wholly or in part of the tax payable by any person or category of persons on such income in respect of any year of assessment, and in accordance

with such conditions as may be specified in the regulations.”

In his budget speech, Jordan had invoked Section 105 of the Income Tax Act and proposed amending the VAT Act “to provide for the Minister of Finance to make regulation to remit, in whole or in part, the VAT and the interest on VAT payable by any person, where good cause is shown.”

According to Jagdeo, however, this policy has always been deliberately avoided.

He noted that under the former Administration this measure was not employed, as the desire was for this power to remain with the Guyana Revenue Authority (GRA). And now that the law will be changed to allow persons to approach the Minister directly to request tax remittance, Jagdeo expressed worry for the future of transparency and accountability in Government taxation. continued on page 14

According to Gaskin, there has been a 17 per cent increase over the same period when compared to last year. “This has been very good news to Guyana because visitors bring in money into our economy which, therefore, means that there will be more money circulating in that particular sector”.

The Business Minister underscored that an additional 30,000 visitors arrived in Guyana throughout the year, which means that an additional US$15 million

was pumped into the country’s economy.

“If we are to assume, an average visitor spends at least US$500 when they visit – which is extremely conservative – so if we look at all the figures in totality, tourism is expected to bring in US$150 million to be spent in our economy,” he explained.

Further, Gaskin noted that the Government realised the importance of this sector and its capacity to create and sustain employment and the need to develop Guyana’s tourism product to keep increasing visitors arrivals. “We do recognise the economic opportunities that tourism can create in traditionally these advantage areas, such as the hinterland where the Indigenous population lives. This is why there has been a steady increase in the budgetary appropriation for the GTA [Guyana Tourism Authority] from $123 million in 2014 to over 300 million in 2019”.

Moreover, the Minister anticipated that in 2019, the sector, which fell under the remit of the Business Ministry, will be “up to date” with the annual reports.

“The main thrust of our tourism drive is to develop sustainable tourism in each administrative region, starting with areas identified by stakeholders as their tourism hotspot. We are seeking to make tourism a mean of improving lives in the communities where it takes place by making the communities the main beneficiaries of the visitor’s flow that they allocate,” Gaskin noted.

Meanwhile, Minister of State, Joseph Hamilton condemned those who have peddled distasteful news about Guyana’s tourism sector.

This is according former US Ambassador to Guyana, Perry Holloway, during an interview with a group of local journalists last week – his last media engagement in that post after completing his three year tenure here.

Ambassador Holloway believes the successful extradition of US fugitive Troy Thomas and the impending extradition of Marcus Bisram has paved the way for this.

“I think once those two guys go back and forth, I think you will see more [extraditions] in both directions,” he told reporters.

According to the US Diplomat, one of the tools that has been useful in tackling the scourge of transnational crime was the extradition of “the bad guys” out of Columbia to the US. While there is no formal extradition treaty between the two countries, the US had such an arrangement with the United Kingdom since December 1931, and after Guyana became independent from British colonial rule, the treaty remained effective – something which the US has acknowledged.

“That treaty is still valid but I wanted to make sure that we treated it as a true bilateral treaty. We have certainly made our effort. These cases take a

Nevertheless, he asserted that the successes of these extradition cases is now sending a message to fugitives that they can no longer escape from authorities in either country.

If the request is done in the proper way with the right legal documents attached to it and we think there is the likelihood there is a fair trial in the country requesting it, we will extradite people it shouldn’t be that hard,” the former US Ambassador contended.

Currently, US-based Guyanese, Bisram is trying to fight his extradition from the North American country to here for the murder of a Corentyne, Berbice, carpenter Faiyaz Narinedatt who was killed at the Number 70 Village. So far, five men – Orlando Dickie, Radesh Motie, Diodath Datt, Harri Paul Parsram, and Niran Yacoob – have been charged and were recently committed to stand trial at the High Court for the killing, of which Bisram is alleged to be the mastermind.

Bisram had challenged his extradition in a New York court, which recently ruled that there was suffi-

cient evidence for Bisram to be repatriated to Guyana.

Meanwhile, a local magistrate earlier this month ordered that US fugitive Troy Anthony Thomas be extradited to face a murder charge in the North American nation after he tried to fight his repatriation. Thomas is wanted for the alleged murder of Keith Frank on December 11, 2011 in New York.

However, while these two cases seemed to be yielding success, Guyanese in the past have managed to fight off their extradition requests from the US. One such person is convicted drug trafficker, Barry Dataram. But after this case, the Fugitive Offenders

Animal owners decry exorbitant impounding fees

wners of small animals that have been impounded are crying out that the fees they are required to pay for the animals’ release are too high, and they are forced to leave their animals in the pounds to die.

The complaints come from those farmers who are rearing goats and sheep, who claim that they are required to pay pound fees of $7,000 per head when the value of a goat or sheep is about $15,000. This was reported to the Region Six Regional Democratic Council (RDC) by the Regional Agricultural Committee.

In the past, authorities would have had to wait to get drug traffickers such as Shaheed ‘Roger’ Khan and Peter Morgan into other territories to ensure their successful extradition to the North American country.

In fact, only last month Guyanese hotelier, Shervington “Big Head” Lovell, was arrested in Jamaica for narcotics trafficking and was recently extradited to the US where he faced additional drug trafficking charges as well as charges for money laundering.

Following months of investigation and intelligence gathering, the US issued an arrest warrant for the Guyanese businessman in August. However, his detainment was strategic since authorities were monitoring his movements over the past months which saw him meeting with associates in both Georgetown and Jamaica, as they allegedly planned a cocaine shipment to the Netherlands.

Court documents from the US revealed that Lovell allegedly sought help on how to launder money from the Netherlands as while he had reportedly done so from the US and Canada, it was a first for the European country.

While the GRA was remitting all this tax, the statistics show that, for the year 2017, tax and non-tax collection rose to $194.7 billion. The 2017 end-of-year outcome report states that out of this, tax revenues accounted for $171.2 billion.

At the heart of this increase in tax revenues, which account for 87.9 per cent of total revenue, is the Government raking in more

taxes than ever. For instance, there was a $1 billion or 1.4 per cent rise in the collection of income tax; $600 million or a 3.5 per cent hike in import duty collection, and a $300 billion or 0.4 per cent hike in Value Added Tax (VAT) and Excise Tax collection.

Region 6 executives slam NDIA’s Vreed-en-Hoop Wesleyan Church takeover of secondary D&I system spreads Christmas cheer

he drainage and irrigation (D&I) system which once fell under the purview of the Region Six Regional Democratic Council (RDC) is expected to be taken over by the National Drainage and Irrigation Authority (NDIA), but this development is being heavily criticised by the Region 6 executives.

The issue was raised at a recently held Regional Democratic Council (RDC) meeting, and Councillor Zamal Hussain explained that obligation to maintain the drainage systems does not, by law, belong to the National Drainage and Irrigation Authority, but rather to the Region 6 Administration.

“This was actually a mandate that was given to the Region in 2006: to overlook, allocate, and ensure that these systems are kept to the standard that they should,” Hussain noted.

He pointed out that if the takeover is implemented, there would be need to monitor the equipment and the work it is doing.

“I was made to understand that the Honourable Minister of State (has) said that it would not be business as usual since the loss of the Local Government Elections on November 12. and it is a deliberate move to deprive families and contractors who were benefiting from these particular contracted works in the region,” Hussain declared.

Adding that this new system would lead to unemployment, the Councillor called for Government to swiftly rethink its decision.

“We have this situation where GuySuCo [Guyana Sugar Corporation] laid off so many thousands of workers, now we see the NDIA putting systems in place to deprive contractors from the Region and out of the Region from getting the necessary jobs. The local economy will suffer if this move is a reality. So I want to urge the RDC to write the Minister, or the subject person, or the CEO of the National Drainage and Irrigation Authority, to ensure that the proposed system is not imposed,” Hussain urged the House.

Regional Chairman David Armogan had, in a report, also stated that the operators of the machines, although using Government’s fuel, were collecting from residents money for the work they were doing.

More airlines visiting our country will give Guyanese more choices and encourage competitiveness in relation to prices and customer services. It will force the local airline companies to improve on the services they are currently offering.

Chile declines to sign UN pact, says Man, 25, charged migration not a human right – report with kidnapping

hile has become the latest country to pull out of a controversial United Nations migration pact, its Interior Ministry indicated, provoking fury among Opposition parties who accused Sebastian Pinera’s Government of “shameful and authoritarian” behaviour.

Chile’s Interior Ministry Sub-Secretary, Rodrigo Ubilla told Chilean Sunday paper El Mercurio in an interview that the country’s representatives would not attend the event to adopt the pact early next week in the Moroccan city of Marrakesh.

“Our position is clear,” he said. “We have said that migration is not a human right.

Countries have a right to determine the entry requirements for foreign citizens.”

ourism Minister Edmund Bartlett says Jamaica's first regulated casino should be up and running by the start of 2020, but Jamaica will not be a casino destination.

Weary Venezuelans go to polls with record low turnout predicted

enezuelans went to polling stations Sunday to elect municipal council members, but analysts predicted record low turnout, citing mistrust in the process, the banning of Opposition parties and widespread exhaustion amid the ongoing socioeconomic crisis.

The elections come one month before President Nicolás Maduro begins his second six-year term after winning an election in May termed illegitimate by political opponents, the European Union, the United States and most of Latin America.

Voting was suspended in the southern city of Gran Sabana, where an Indigenous man died Saturday in an apparent military operation against illegal mining, the National Electoral Council (NEC) re-

ported.

But NEC President Tibisay Lucena said for the most part voting was taking place with “complete normality” in the rest of Venezuela. She provided no participation figures.

Voting ends at 22:00h GMT Sunday, although the closing time is often extended.

Interior Minister Nestor Reverol said 150,000 Police and military personnel had been deployed to provide security at the centres.

25-year-old Penal man is expected to appear before a Siparia Magistrate today charged with the December 1 kidnapping of a Penal family.

The man of Sunress Road was slapped with six counts of kidnapping for ransom, six counts of demanding money by menace, robbery with violence and other offences.

Reports said the Penal man was charged Saturday by Sgt Gookool of the Penal CID after he received instructions from the Director of Public Prosecutions Roger Gaspard.

by Commissioner of Police Gary Griffith. Three men were held. Police said two of the men were released pending investigations.

Reports said Sooknanan was badly beaten and had broken bones. He was unable to walk when he was rescued by police.

His wife also appeared to have been beaten and was deeply traumatised when found. The children appeared to be unharmed but sobbed uncontrollably when they were rescued at the Barrackpore house.

Burst of earthquakes felt in Leeward Islands

he Trinidad-based Seismic Research Centre (SRC) of the St Augustine campus of the University of the West Indies Saturday said that

a burst of 54 earthquakes occurred north of St Kitts during a 21-hour period.

The biggest had a magnitude of 4.1.

In a brief statement,

SRC said that the quakes were recorded during the period 04:28h (local time) on Friday to 09:50h (local time) on Saturday.

It said that the 54 earth-

quakes were in the magnitude range of 1.2 to 4.1, adding “there have been no felt reports thus far”.

Several residents on St Kitts reported an earth-

quake being felt on the island on Friday night.

France has seen four consecutive weekends of demonstrations against fuel tax rises, high living costs and other issues.

President Emmanuel Macron is expected to announce anti-crisis measures in an address to the nation today.

Meng Wanzhou, Huawei’s global chief financial officer, was arrested in Canada on December 1

and faces extradition to the United States, which alleges that she covered up her company’s links to a firm that tried to sell equipment to Iran despite sanctions.

Atlanta United beat Portland Timbers to win title

tlanta United won the MLS Cup in only their second season in the competition with a 2-0 win over Portland Timbers.

MLS Most Valuable Player Josef Martinez opened the scoring on 39 minutes with his 35th goal of the season and Franco Escobar added a second after the break.

It was Atlanta boss Gerardo Martino’s final game in charge before he becomes head coach of Mexico.

“We won it, it feels good,” he said. “If I had to choose a way to leave somewhere, this is the best way.”

Venezuela international Martinez broke the deadlock for the Five Stripes when he rounded Timbers goalkeeper Jeff Attinella before slotting the ball into an empty net.

She said the time has come for personalities to be set aside in the interest of saving a sport that has been in decline regionally for the past two decades.

“It is time to forget the egos, to get over ourselves and to focus on fixing and bringing back West Indies cricket,” the minister said during the St Catherine Cricket Association Awards Ceremony held at Chedwin Park on Thursday night.

“There is enough blame to go around. Let us end the blame game and show our commitment to eliminating the problems that prevent West Indies men from consistently producing good results. We must all remember that for our people, cricket is not just a game. It is part of our heritage. It is part of who we are.

“Let me say, straight up, that I am a lifelong supporter of West Indies cricket,” the minister continued. “I cannot think of a reason to ever withdraw my support from the West Indies. The Windies represent us. They are a part of who we are. They are a part of

GLT20 franchise owner to launch legal action against CSA

ricket South Africa is being sued for over half a million dollars by one of the franchise owners of the defunct T20 Global League. Hiren Bhanu, owner of the Pretoria Mavericks, is claiming damages of USD 515,627.91 plus interest and costs of the suit from CSA. Legal documents accessed by ESPNcricinfo provide detail on that total, with Bhanu claiming he has spent USD 81,247.76 on marketing, USD 68,538.68 on legal fees, USD 107,216.81 on salaries and wages and USD 103,754.22 on travel as well as various other expenses. At the end of June, CSA paid Bhanu USD 179,989.00 as compensation for the initial deposit made towards securing a GLT20 team license and that amount is taken into account in the legal claim.

“We’re going to sue them for damages for the efforts that we put in,” Bhanu confirmed to ESPNcricinfo before launching legal action. “Some people were paid their expenses, and they are happy with that. I’m not happy with that. We just want to be compensated for our time and effort.”

The GLT20, CSA’s initial foray into franchise T20 cricket, was the brainchild of former chief executive Haroon Lorgat, and was supposed to have taken place this time last year, but was postponed by CSA. This

came shortly after* Lorgat had parted ways with CSA, in part over differences in the handling of the GLT20.

In September 2018 CSA’s members board voted to go ahead with a re-structured league. Weeks later, CSA announced that it would be the owner of the teams in the new league, re-named the Mzansi Super League (MSL), leaving the GLT20 franchise owners disgruntled.

When asked about the status of any potential legal wrangling ahead of the start of the MSL, Thabang Moroe, CSA’s chief executive, had told ESPNcricinfo: “We have a legal team tasked with dealing with those matters.”

CSA appears to have been caught unawares by the latest legal claim,

however. “We’re not aware of his decision to sue us,” a CSA spokesperson told ESPNcricinfo on Saturday. “Once something official comes our way we’ll then be able to make a comment.”

The particulars of the legal claim rest on written and verbal agreements between the parties in August 2017 relating to Bhanu’s company, Hermis Sports Ventures Limited, being granted a license to operate a team in the T20 Global League. The suit claims that CSA refused to fulfill the agreements. The informed opinion seems to be that the legal wrangling could revolve around the terms of the original contract that the owners signed with CSA - what was warrantied by CSA, and what was not.

Bhanu is being represented by

Bowman Gilfillan, a law firm based in Sandton, Johannesburg, with offices elsewhere in Africa, and known as one of the so-called “Big Five” law firms in South Africa. CSA, meanwhile, this year switched to the firm Edward Nathan Sonnenbergs, who are also legal big hitters and one of the Big Five.

Bhanu is not the only former team owner communicating with CSA’s lawyers. ESPNcricinfo understands that another of the former owners is in the process of calculating damages from the failure of the 2017 league, and is amenable to a financial settlement with CSA, as well as seeking remuneration of the deposit paid by the owner for the licensing of the team.

asyl Lomachenko took Jose Pedraza’s WBO lightweight belt with a unanimous points victory at Madison Square Garden in New York.

The Ukrainian fighter knocked down the Puerto Rican twice in round 11 on the way to adding to his WBA title.

It was only the 30-year-old’s 13th professional fight.

On the undercard, London-based Ghanaian Isaac Dogboe lost his WBO super-bantamweight title to Mexico’s Emanuel Navarrete.

Lomachenko became the fastest three-weight world champion in history by stopping Jorge Linares in his 12th professional fight in May, having held world titles at featherweight and super-featherweight.

“I am happy,” he said. “I moved a little closer to my dream, to my goal.”

Following his win - which judges scored 117-109, 117-109 and 119-107 - he said he was now targeting unbeaten WBC champion Mikey Garcia.

“Two more belts, and maybe we can make in the next year a fight with Mikey Garcia,” he said.

Lomachenko’s victory also came after surgery on his shoulder following the Linares fight.

Dogboe, 24, was making the second defence of his title but came up against an opponent with a height and reach advantage - and who used it to good effect with two judges scoring it 116-112 and a third making it 115-113.

“It’s unfortunate that I’m not leaving here with the title but he’s taught me a lesson,” Dogboe said, “Next time I’ve got to work extra hard and do what I did previously, maintain the hunger I had before we captured the title.” (BBC Sport)

uan Quintero’s stunning extra-time strike helped River Plate come from a goal down to record a historic victory over 10-man Boca Juniors in Madrid and win the Copa Libertadores.

Quintero scored in the 109th minute of the second leg before team-mate Gonzalo Martinez confirmed a 3-1 victory on the night for River - and a 5-3 win on aggregate.

Martinez ran the ball into an empty net with the last kick of the game after Boca keeper Esteban Andrada had been caught upfield at a corner.

That ended a dramatic extra-time period, which had started with the sending off of Boca midfielder Wilmar Barrios for a second bookable offence - a two-footed challenge on Exequiel Palacios.

Martinez’s goal completed a dramatic turnaround in a match moved more than 6,000 miles from Buenos Aires, in Argentina, to the Spanish capital after its postponement in November, when Boca’s team bus was attacked by River fans, causing in-

our-time defending champions Guyana Jaguars have completed a 125-run victory over the Windward Islands Volcanoes in the daynight pink ball match at the Darren Sammy National Cricket Stadium in St Lucia.

Resuming the day on 542, requiring another 294 runs to complete an unlikely victory, the Volcanoes batsmen offered more resistance in the second innings, putting the Jaguars captain in defensive mode.

Volcanoes batsmen Taryck Gabriel and Kaveem Hodge started the fourth and final day of the match with a 50-run partnership. The Volcanoes pair batted for 16 overs before Hodge was removed by the veteran Regional spinner Veerasammy Permaul for 32 off 49 balls.

Gabriel batted with a sound technique, but Roland Cato was dismissed eight runs after Hodge, leaving the Volcanoes reeling at 96-4.

The young Alick Athanaze partnered Gabriel, and the Volcanoes consolidated; but Permaul, bowling a long spell from the northern end, continued to chip away at the Volcanoes’ base by snaring wickets.

After Gabriel was dismissed, trapped by Permaul for a well-played 57 off 124 balls, which included seven boundaries, Athanaze continued to give his team hope; and his partner Dennis Smith was equally brilliant.

Smith partnered Athanze at 114-5, and by manoeuvring the ball in the gaps, the pair picked up ones and two with ease and grace. They added 88 runs in this sixth-wicket partnership before Smith was dismissed for an invaluable

Permaul proved to be effective on a seam-friendly wicket, picking up 3-56 from 26 tidy overs that included eight maidens. Romario Shepherd captured 2 for 30; Christopher Barnwell grabbed 2 for 36, while Pestano polished off his four- wicket haul in the first innings with 2 for 49.

The four-time defending champions have maintained an unbeaten run since last season, and will play the Leeward Islands Hurricanes in the second round, from December 13 to December 16, at the Sir Vivian Richards Stadium in Antigua.

Mashrafe Mortaza, Mustafizur Rahman and Shakib Al-Hasan could play huge roles for the remainder of the series

t was a one-sided affair at Dhaka primarily because Captain Mashrafe Mortaza, who bagged the MVP award, led from the front as he removed Shai Hope, Darren Bravo, and his opposite number -- Rovman Powell -- during his 10-over spell.

The veteran all-rounder’s use of the home conditions, as well as his control, was duly supported by the team’s frontline bowler: left-arm sensation Mustafizur Rahman, who also bagged 3 wickets at a low cost of 35 runs from his spell.

Windies were subjected to a 5-wicket loss, but with 89 balls in the tank, it was clear that the Tigers’ plan was to rattle out their opponents for cheap, before using their temperamental batting attack to feast on the low total.

The two main spinners: left-armer Shakib Al-Hasan, who made his ODI return, and the

s expected, the world class Bangladeshi bowling attack easily subdued the hapless Windies, and the tourists are now further faced with combating the Tigers’ ‘Big Four’.

Bowling was the highlight of this first encounter, as Bangladesh gained full marks for keeping the visitors contained, while the Windies’ woes continued on the tour with the possible newfound revelation that their bowlers were toyed with in the low-scoring day/ night affair on Sunday morning.

In terms of bowling, the Tigers boast 4 of the top operators with the ball in limited overs and possibly Test cricket, all of whom came to the fore in a thumping win.

Both spinners had caused the Windies havoc in the Test series, and are now seeming to be transitioning nicely into 50 Overs’ mode.

Apart from Hossain going for more than 6 runs an over, the workhorses of the team did their job by ensuring the Windies were kept to a psychologically demeaning score of less than 200 runs; and they bagged 9 of the Windies’ 11 batsmen in the process.

It was clear that knowledge of the conditions as well as the outright responsible bowling displayed by the Tigers were unmatched by the Windies.

The Windies’ approach to defending a low but possibly defendable target was reflected in the tally column, as part-time spinner Roston Chase emerged their most successful bowler with 2 for 47 from just 9 overs. Pacer Oshane Thomas and Guyanese all-rounder Keemo Paul, along with Powell, grabbed a wicket each for the seamers; with Thomas and Paul going for more than 6 and 4 runs respectively per over.

Windies pack leader Kemar Roach went wicket-less for 35 runs from merely 6 overs, while leg-spinner Devendra Bishoo had the winning runs scored off the first ball of his 7th over, as he returned figures of 30 runs without a wicket -- capping off a dismal if not worrisome bowling effort by the Windies.

Windies, on the other hand, have more to worry about. Their batters have been timid all tour, with the exception of Shimron Hetmyer and Shai Hope, who have been among the runs.

This loss has flung Powell directly into the proverbial pressure cooker. His captaincy is brand new, and his team is coming off a 2-nil Test loss coupled with the 1-nil lead in the ODIs; and there are just two games left before the T20s bowl off.

Having lost the last ODI series to the Tigers at home, the Windies ought to be keen on wrapping up 2018 with a possible drawn series, before shifting to the shortest format of the proverbial game of glorious uncertainties.

Glory for Annandale! Christianburg-Wismar end as runners-up

fter eleven weeks of displaying scintillating football skills, Annandale Secondary have finally reaped the fruit of their hard work as they emerged the champions of the inaugural Guyoil/ Tradewind Tankers Under 18 football tournament.

The like any other reputable tournament the result could only be known until the final whistle of the last game was sounded, as such, Sunday saw two exhilarating games from the young talents as the top three teams battled to finish on top.

Knowing that the fate of their final place lay in their goal difference, Annandale Secondary came to the field with a vengeance against their opponents Queen’s College. Annandale’s dominance rested in their ability to play a composed game, executing clean passes rather than hunting the goal. They champions took a little while before the got the scoring started, but when they did, there was no stopping the rain of goals. The team’s captain Jamar Harrigon led from the front netting the first goal in the 9th minute. Then in the twelfth Collin Hendricks extended the lead. Two back to back goals in the 14th and 15th from Omari Glasgow saw Annandale reaching 4. However, Queen’s College’s Diarra Thomas had the grit to fight back, finding the back of the net twice before the half expired for the 4-2 score.

Contrary to their previous games, Annandale was stronger in the second half, thus carry out

a full onslaught on Queen’s College. The first goal came from Markel Matheson and he was followed

by Deon Haywood in the subsequent minutes. Omari Glasgow was brilliant, snatching 4 more goals back to back. Royden Maxwelll and Anyika Headley then joined the scoring party before Collin Hendricks pushed his tally to two. Captain Harrigon was the one to send the final shot home to the goal just two minutes before the game ended. Annandale’s 13-2 win put them in the perfect position to take the championship, but they were still unsure as their fate rested in the hands of Christianburg- Wismar who were scheduled to take on the front runners Lodge Secondary in the final game of the league.

Lodge Secondary had occupied the top spot on the points table for weeks before Annandale ended their winning streak last weekend, however, the Georgetown team still had a chance of winning the cup, if they defeated their Linden rivals.

But that was not the way it went at the Ministry of Education Ground on Sunday evening.

Christianburg- Wismar, despite not being able to win the league, were aware that a win

would cement their place in the upcoming KFC Goodwill tournament, and as such the Lindeners played as though they were deserving of the opportunity.

They wasted no time in revealing their intentions, as they had a near miss at the goal within the first minute. Christianburg- Wismar maintained their energy and attack thus frustrating the Lodge team early on. When it seemed like the game would be a dead locked one, Felix Innis emerged from outside the box to slip a goal right past the goalkeeper’s ankle.

As it should have, the goal made Lodge more determined to play a better game but their attempts were constantly stopped cold by the Linden defense. The second half saw the Georgetown team returning with fresh momentum but the inability to connect with the goal was still lingering. Christianburg- Wismar had different luck as

Tyrese Lewis maintained his ability to score in every game with a beautiful attempt soaring over the goalkeepers outstretched hands. When the whistle went, Lodge went down 2-0 and Annandale Secondary knew that the championship was officially theirs.

Annandale and Christianburg- Wismar Seconadry will not take a break from their practice sessions this week as they will be preparing to compete in the Petra organized KFC Goodwill tournament which kicks off on Saturday December 15.

The tournament will see three days of action (December 15th, 18th and 22nd) between Shiva Boys Hindu College out of Trinidad and Tobago, Annai Secondary, Annandale and Christianburg Wismar.

The only plan the visiting side seemed to have when defending a below-par 195 for 9 was to blow the home batsmen away with pace. But that wasn’t a very useful ploy on a slow and low pitch.

After Mashrafe Mortaza and Mustafizur Rahman took three wickets each to restrict West Indies, Mushfiqur Rahim’s unbeaten 55 ensured victory with 14.5 overs to spare.

The partnership between Chase and Paul was the only time West Indies had a measure of dominance with the bat, and played a role in getting them towards 200.
