President Dr Irfaan Ali

ith the aim of seeing Guyana as a major player on both the world and regional stages, President Dr Irfaan Ali in his 52nd Republic Day message said that the country is well on its way to achieving its development targets.

Republic Day celebrations have been toned down again this year and the customary crowd turned out to see the flag-raising at Public Buildings was not evident owing to the COVID-19 pandemic.

But in a Republic Day message aimed at rallying the country, President Ali urged citizens to take heart and reject the seeds of division, even as the country looks to take flight.

“The naysayers will find fault in everything we do.

With a positive mindset, however, we will work to strengthen every decision and policy, to deliver the best possible outcome for all,” he said.

“Attitudes set in misrepresentation, political mis-

chief and destruction will not take us forward. The rapid advancement of Guyana requires us to change the way we think, act and behave.”

President Ali quoted a number of the People’s Progressive Party (PPP) Government’s targets, such as cutting electricity costs by 50 per cent, 50,000 new house lots and jobs and $40,000 old age pension, among others. According to President Ali, they are well on their way to achieving their development targets.

“These are all achievable targets. And we’re well on track to achieving these. For these targets to be realised, we must invest in the social and economic transformation of our country. These investments include energy sustainability, through the gas-to-energy and hydropower projects.”

Meanwhile, Republic greetings were also forthcoming from United States (US) President Joe Biden and Indian President Ramnath Kovind.

In his Republic Day message, President Biden congratulated Guyana on reaching 52 years as a Republic State. He also reiterated his country’s commitment to continue its bilateral partnership with Guyana.

“The United States remains a committed partner in working together with Guyana to reinforce democratic values, promote inclusive economic growth, strengthen regional security, and successfully meet challenges posed by the climate crisis,” he said.

“We look forward to building upon our shared values

to collectively address global challenges and achieve a prosperous future for all. Best wishes to the people of Guyana as you commemorate Mashramani,” President Biden also said.

Indian President Kovind also assured the Government of India’s continued support. According to him, he expects the bonds of friendship binding the two countries to only strengthen with time.

“India values the long-standing cordial and warm ties between our two countries, characterised by convergence of views and cooperation in international forums including Caricom.”

“In recent years, there has been a deepening of our ties, with bilateral trade and investments and witnessing rapid growth. I am confident that our bonds of friendship and cooperation will continue to expand and strengthen in the years ahead,” he also said.

52nd Republic Anniversary

G

uyana’s attainment of its Republican status from Great Britain on February 23, 1970 remains an indelible part of this country’s history, and each year colourful celebrations and the ceremonial hoisting of the Golden Arrowhead are undertaken to remind everyone of its struggle to become an independent nation.

In the past, we had had spectacular children’s costume competitions, float parades, masquerade bands, and dancing in the streets to the accompaniment of steel pan music. This is in addition to the many calypso and chutney competitions that were held across the country. However, unfortunately, this year as a result of the COVID-19 pandemic, none of the costume competitions and float parades would be hosted.

Nonetheless, all Guyanese should be excited and proud that our nation is celebrating 52 years as a Republic.

As expected, many citizens are engaged in debates and discussions about the level of progress we have made as a country. No doubt, we would all agree that our development could have been further accelerated had it not been for delays under the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government.

However, this should not cause us to lose sight of the many important achievements that were made over the past couple of decades or so.

Guyana is still a relatively young nation, and there is evidence that we have come a far way. Many of the developed countries took hundreds of years to achieve the level of development that they boast about, but this should not be an excuse for our leaders not to work hard enough to help our citizens achieve their dreams and aspirations.

For example, while there remain many challenges, over the past couple of decades or so, there have been significant improvements in the delivery of education and health care, among other social services. The housing boom, which started and picked up pace under the People’s Progressive Party/Civic (PPP/C) Government, is regarded as a model in the Caricom region. At the time, owning a home was just a dream for many Guyanese, today this has become reality, as quite a few new housing schemes were opened up and existing ones were expanded and upgraded. In essence, home ownership was made much easier.

As was stated earlier, there is still a far way to go, as quite a number of Guyanese are still living below the poverty line.

Continued efforts must, therefore, be made by our political leaders and other development partners in ensuring that more persons are provided with the opportunities to raise their standard of living. In this regard, the PPP/C Government must be commended for their renewed efforts at generating wealth and creating jobs for citizens. As this publication stated a few weeks ago, with oil revenues to provide financing and natural gas to supply cheap electricity for the next three decades, Guyana is poised through the strategic developmental choices of the PPP to finally move “From Third World to First”. Therefore, our leaders from all sides of the political divide must know that our children’s future cannot be realised if they walk separately and in different directions. This year’s celebrations, despite being celebrated virtually because of the COVID-19 pandemic, should remind us that Mashramani is the symbolism of our oneness. It represents the desire of people of all races to cooperate; to sing, dance and revel together.

When we became a Republic, our aspiration was to crown our Independence with the status of full and complete nationhood, and to make our people sovereign.

Republicanism must, therefore, be viewed as a historic continuity of all that our ancestors stood for, struggled against, and hoped to achieve. It is hoped that every Guyanese, especially our leaders, would continue to pool their resources and talents and work harder to further develop our communities and country as a whole.

n the occasion of Guyana’s 52nd anniversary as a Republic, the People’s Progressive Party (PPP) takes this opportunity to express best wishes to all Guyanese, both at home and in the Diaspora.

As we celebrate yet another national milestone of self-governance, we must feel a sense of collective pride at the state of our nationhood as it enters an unprecedented phase of transformative development.

Following our Party’s return to Government, no effort was spared to advance our nation for the betterment of all of our people. The ongoing rapid and holistic national development, driven by our expanding and growing economy, will not only transform the landscape, but will result in vast improvements in the lives of all Guyanese.

With every passing day, our promises to the Guyanese people are being fulfilled, capacity is being built, lives advanced and our country’s international stature continues

to grow as global investors partner with us for the realisation of our potential.

This is a manifestation of our people-centred approach, unwavering commitment to our people and visionary and responsible leadership by the PPP/C Government. These are indeed exciting times for our country and people and our Party remains committed to continue working to enhance the welfare of all.

While, at this point in time, our country is being reopened after almost two years of implemented measures to battle the COVID-19 pandemic, the traditional costume and float parade will not be held. However, this year, we have seen the gradual return of signature events of Mashramani – a heartening move that allows us, despite constraints, to share the pride that is imbued from the colourful and vibrant celebrations associated with Mashramani. The traditional splendour of the multitude of colours splashed to the pulsating beat of music,

reflects revelry after hardwork and our rich diversity that define us as a multiethnic, multi-religious and multi-cultural nation – a true reflection of the “One Country, One People, One Future” under which we campaigned and the “One Guyana” we endeavour towards.

Fifty-two years ago, the attainment of Republican status heralded self-rule. As we reflect, let’s renew our commitment to collectively work towards building a Guyana we all desire and to strengthen the bonds of brotherhood and sisterhood.

Let us work towards removing the barriers of division, recognising that we are stronger together, as we work to the collective aim of “One Guyana”.

Our Party also takes this opportunity to commend the dedication and efforts of all involved in the various activities held across the country to foster the spirit of Mash.

Celebrating many cultures in one country – ERC

T

he Ethnic Relations Commission, (ERC), extends Republic Day greetings to all Guyanese – citizens who represent many cultures coexisting in one country.

The ERC recognises that 52 years ago, in 1970, an independent Guyana took the final step towards republicanism. It paved the way for the country to remove the last vestiges of colonial rule, and to freely retain the rich cultural heritage of its peoples.

That heritage is celebrated and remains largely intact

today, evolving in harmony and side-by-side with each other.

The unique Guyanese nation is steadily on a path to further consolidate its cultural gains and freedoms as a Republic.

The Commission fully acknowledges and supports this year’s anniversary theme promoted by the Ministry of Culture: “Mashramani 2022, Resolute in Building our One Guyana” which smoothly coincides with the ERC’s mandate.

The constitutional body therefore calls on Guyanese to rally around this year’s message and to be free in spirit

to attain togetherness. Our ethnic diversity remains alive and continues to blossom as one mixed collection.

While activities for Mashramani have partially returned in the ongoing pandemic, Government’s scheduled programme of events on February 23rd gives credit to the important milestone; Guyanese are still able to bond, although in a limited way to observe the Republic Anniversary of their country.

n this special day of the 52nd Republic Day anniversary celebrations of the Cooperative Republic of Guyana, let me convey on behalf of the Government and people of India and my team at the High Commission of India, the warm and cordial wishes of 1.3 billion Indians for the peace, progress and prosperity of the people of your beautiful country.

India and Guyana have always enjoyed warm and friendly relations. There is a special place for Guyana and the Guyanese people in our hearts.

Our nations share several commonalities such as multi-cultural societies, a colonial past, strong democracies and most importantly the large Indian Diaspora that acts as an enduring link of friendship between the two countries over the last 180 years. It is delightful to see that our societies are well integrated with a strong connect to our rich heritage, traditions and culture.

Our growing collaboration over the years has been marked by strengthening of bilateral relations on several fronts - from political to economic, from development cooperation to culture. As we embark upon a new year of

bilateral relations between our two countries, we look to further diversify and strengthen our relations. Bilateral trade and investment, energy sector, human resource development and cultural exchanges, will continue to add new momentum to our ties in the coming years.

Development partnership is a major pillar of India-Guyana relations. India has contributed to various projects in areas such as infrastructure, transport, healthcare, solar energy, agriculture, IT etc along with ITEC programmes designed for skill development and capacity building.

We remain committed to continue supporting Guyana’s developmental goals and underline our willingness to work with Guyana on projects of its interest and priorities.

We look forward to further strengthening our bilateral ties and people to people relations with Guyana. We hope that this Mashramani celebrations heralds a new post-pandemic beginning for Guyana. India continues to stand with Guyana for its progress and development.

y fellow Guyanese, permit me on behalf of the PNCR to wish you a Happy Mashramani and hope you celebrate in a safe environment after your hard work to develop our beloved country.

It is opportune for the PNCR to celebrate the achievements of our Founder Leader and former President Linden Forbes Sampson Burnham as we prepare for his 100th birth anniversary in February 2023.

He has made a significant contribution to Guyana, mistakes apart. It is to his credit that we have a viable social security system in the form of NIS. It is to his credit that we are self-sufficient in agricultural produce. It is to his credit that he opened the hinterland with his policy of hinterland development among other significant developments.

The goal of the People’s National Congress Reform is to have a Guyana that is safe and hospitable that gives

everyone a chance at pursuing their personal ambitions and achieving the goals that they set for themselves and family.

February 23rd 2022, marks the fifty second anniversary as a Cooperative Republic. We must not forget that our journey to Republican status was a long and tortuous one that started during the days of slavery. In this regard we celebrate our National Hero, Cuffy.

The early struggle for freedom was not only about liberty and life. It was also about economic freedom and that which was most favourable to our circumstances. The freedom for which we struggled culminated in the cooperative efforts of former enslaved Africans who pooled their money and bought abandoned plantations which they transformed into villages.

The economic and social changes that followed emancipation eventually brought us to where we are as an independent multi-ethnic

and multi-cultural society that continues to evolve.

From our Indigenous people to the coming of slaves and indentured servants we have emerged as a multi-ethnic and multi-cultural society. As citizens of such a society we must live and work together to ensure a just society for all Guyanese.

The potential we have as a multi-ethnic society will only be realised if there is justice for all and an end is brought to ethnic and political discrimination.

While there is much about our journey that we can celebrate and be proud of, we must work to rid our society of poverty, inequity, discrimination, and injustice that are still extant in Guyana.

The PNCR in this 52nd year of our status as a Cooperative Republic renews its commitment to the reduction of poverty and inequality and the elimination of all forms of discrimination and injustice in our society. (Excerpt from PNCR Republic Day message)

Newfound wealth needs to be utilised for all Guyanese – GAWU Let us resolve ourselves to make this land a better place – AFC T he attainment of republican status now 52 years ago represented the final shedding of our colonial linkages and meant that our country was now truly independent. Though, we became a Republic in February, 1970 we remained within the Commonwealth of Nations – that grouping of former British colonies. This was a major step, following Independence in 1966, and one which was intended to be in the furtherance of our independent status and forging of our nationhood. With this step a President, now elected, became our Head of State and this, with other Constitutional reforms, solidified our independent status.

The Guyana Agricultural and General Workers Union (GAWU) salutes our nation on this important anniversary of Republicanism but takes a sober look at where the Republic stands nearly half a century on. No doubt we made strides in various socio-economic aspects during this time but, we contend, that the economic transformation whereby the masses of Guyanese could experience fully the result of development is still to

be achieved. To this day, the economic struggle for a reasonable standard of living continues.

Also, GAWU recognises that disunity is still among our several vexing realities and, we believe, impacts our society, and contribute to a slowing down of our country’s progress. We urge our leaders, at this time, to recognise this deficit in our society and to consider in a matured, responsible way the need to forge unity which is generally recognised as desirable.

As we celebrate our republican, we recognise that our country is on the cusp of its greatest economic advancement in its post-independent history. It is indeed an exciting time as our people expect, quite reasonably, to benefit from the windfall associated with our patrimony. Alongside this development we cannot ignore the genuine concerns harboured in certain quarters. Undoubtedly, there is need to balance our people’s expectations while keeping an eye on the future. We believe at this time our newfound wealth needs to be utilised in the interest of all Guyanese and not a few if we are to continue to

consolidate our gains and build a stronger Guyana for today and tomorrow.

Our observance of republicanism comes at a time when we recollect probably the most naked assault on our democracy.

The stark attempt to ignore the collective will of our people represents one of the darkest chapters in our country’s history.

Indeed, it reminded of us the fragility of our democracy and the wicked attempts to secure state power. Though we will forever remain disheartened by the dishonest attempts, we again salute the bravery of the many ordinary Guyanese who stood up in defence of our country and its cherished values.

Nonetheless, GAWU calls on Guyanese not to abandon hope and unite and struggle for genuine progressive change.

As the anniversary’s Mashramani events take centre-stage, let us celebrate but, bear in mind our responsibilities as citizens of our Republic to bring about enduring prosperity and all-round progress benefitting every Guyanese.

he Alliance For Change extends greetings to all Guyanese on the occasion of Guyana’s 52nd Anniversary as a Cooperative Republic.

Republic Day or Mashramani as it is more commonly known has become for our nation a time of celebration and taking pride in nationhood.

Regretfully, this year, the traditional road bands and costume float parade has again been set aside due to the COVID-19 pandemic.

Nevertheless, let us take the opportunity to remind ourselves that we are a strong people capable of overcoming any challenge that face us as a sovereign nation.

Mashramani 2022 comes at a time of significant hardship for many of our

people, especially those of low or modest income, when the price of every commodity has escalated beyond the reach of many families, when the divide between the ‘haves’ and the ‘have not’ is growing wider.

In these circumstances it is understandable why many ask, “What is there to celebrate?”

In these circumstances, the Alliance For Change reminds that we are a people, born of great sacrifice, our ancestors shed their blood that we may inherit this fertile and resource rich land. Let us resolve ourselves to make this land of our birth a better place and to fight against oppression and victimisation. Let us be resolute in our belief that this country belongs to all of us.

The universal set is all the integers.

When talking about sets, it is fairly standard to use Capital Letters to represent the set, and lowercase letters to represent an element in that set.

So for example, A is a set, and a is an element in A. Same with B and b, and C and c.

Equal sets Two sets are equal if they have precisely the same members.

Example: Are A and B equal where: A is the set whose members are the first four positive whole numbers B = {4, 2, 1, 3} Let's check. They both contain 1. They both contain 2. And 3, And 4. And we have checked every element of both sets, so: Yes, they are equal!

And the equal sign (=) is used to show equality, so we write: A=B

Subsets

When we define a set, if we take pieces of that set, we can form what is called a subset.

Example: the set {1, 2, 3, 4, 5} A subset of this is {1, 2, 3}. Another subset is {3, 4} or even another is {1}, etc.

But {1, 6} is not a subset, since it has an element (6) which is not in the parent set.

A is a subset of B if and only if every element of A is in B.

Place the sponge in the shallow dish.

Add water to the dish. Make sure the sponge remains above the water level.

Sprinkle seeds on the sponge and push them gently into the sponge.

Place the seeds in a sunny location for three or four days.

Observe the seeds for cracking and sprouting with your magnifying glass.

How it works:

By placing the seeds on the sponge instead of in soil, we are able to observe the seeds sprouting. The water in the sponge will trigger the seeds to begin sprouting.

Transportation challenges must be addressed in a coordinated manner – Edghill

T

he transportation challenges plaguing inland travel within countries must be addressed in a coordinated manner. This is according to Public Works Minister Juan Edghill, in Switzerland for the 75th Anniversary of the Inland Transport Committee where he will sign the Ministerial Resolution.

In his keynote address to the attendees of the Diamond Jubilee, Edghill spoke about the challenges to inland transportation brought on by the COVID-19 pandemic. According to him, a coordinated approach is needed to addressing the global transport challenges faced since the COVID-19 pandemic outbreak.

“I have no doubt that if we deliver a coordinated and sustained response to the global challenges of inland transport like we did in our efforts to combat COVID-19 then at the end of this decade, history will judge us with favourable consideration,” Edghill said.

“In addition to their value and job creation, inland transport systems should be considered partly as enablers of sustainable development. Therefore, integrated

According to Edghill, there is much to lose if an economically stable transport plan is not in place. He noted that the lack of such a plan transfers higher costs to consumers and increases the cost of living. Edghill provided anecdotal evidence of this.

“I recently heard about a major manufacturer in my country who imports a small but significant component of its propane gas business from Italy. What was explained to this company by its Italian supplier is that the factory has not been receiving the raw materials from their supplier for many months because of challenges brought on by the pandemic. No work at the factory meant none of their long-serving and dedicated workers could be paid.”

“Eventually they decided to repurpose their business to manufacture pandemic-related goods that are currently in market demand. Meanwhile in Guyana, the local manufacturer of propane gas is forced to source more inferior components from a more expensive source, and then pass on

the costs to the thousands of households who depend on propane gas to prepare every meal,” he said.

Among the key issues affecting Latin America and the Caribbean, which were highlighted by Edghill, was the rapid expansion of vehicular fleets, especially personal cars. He noted that this expansion has come at a time when road networks are struggling to keep pace with the increased traffic.

“Another evident trend in Latin America is the rising use of diesel fuel by automobiles, primarily because the price of diesel is usually lower than gasoline and because there is an increased usage of sport utility vehicles - many of which are diesel-fuelled,” he said.

“The transport sector, we

know, is one of the major contributors of CO2 emissions as well as a major energy consumer. Therefore, in order to assess transport sector sustainability, it is necessary to assess its trends and projections concerning carbon emissions and energy use.”

Edghill also applauded the work done so far by the Inland Transport Committee, which he said has done exceptional work to promote Sustainable Development in Transport.

This work, he said, continues.

“And it is precisely why we are here this week to engage in dialogue and exchange ideas, as well as later today, firmly commit through the signing of the Ministerial Resolution to move along the spectrum from words to firm actions,” Edghill also said. (G3)

…the Republic hen your Eyewitness woke up this morning, he could just smell that sweet, heady odour of freedom. Then again, it could’ve been the allday and all-night rain that – still threatening to gush down again – that washed out the air!! Surprisingly, some folks near the stadium complained about the “Stink and Dutty” concert scheduled at that venue to usher in the birth of our Republic!! Don’t they know this was deliberately appropriate?

Don’t they know that birth was real stink and dutty?

Whoever’s complaining about the name of the concert just don’t know our history!! And in case, you’ve also forgotten, Dear Readers, do gather around and let your Eyewitness tell you the (sordid) story how we were conceived, gestated and created on Feb 23, 1970. It all began in the summer of 1967 when Burnham had already decided to dump his erstwhile (and naive!) coalition partner, the UF. He cocked the works by creating a new voters list that gave the franchise to thousands of youths below 21, who were “born PNC”!! He also enfranchised some horses and such like in England.

They all combined to deliver a great “victory” in 1968.

By then, the UF had quit in disgust, but the Prime Ministership wasn’t enough. Burnham never liked the idea of a Governor General being above him – representing the Queen – even symbolically! And that’s where the idea of a Republic came in. Don’t forget that Jamaica and Trinidad, which had gotten independence four years before us, didn’t even think of going that route! To Burnham, a Republic would just give him a greater freedom to “do wha’ ‘e want wid we”!! And boy did he allow his imagination to run wild!!

We were pronounced “the first co-operative republic in the world”!! No one quite knew what that meant – including Burnham, as it soon became clear! He assured us we all had an inbuilt compulsion to “cooperate” – which, he insisted, came from our slave and Indentureship experience. Burnham obviously had a warped sense of humour since whatever “cooperation” we exhibited to dig all those canals and such like, came at the crack of whips on our backs!!

So even as he said we would “feed, house and clothe” ourselves, he complained we were too “indisciplined”!

He dragged 23,000 of us into the Army, Militia, National Service, YSM etc, to “mould” some more discipline into us!! By golly…if WE didn’t know what was good for us, he certainly did!! So, for those public servants – then called “Civil Servants” – who were just sitting on their haunches according to Burnham. Every Saturday they had to show up at Hope Estate to weed and fork!!

Maybe the Govt could repeat this today? …social justice So Sunday was “World Day of Social Justice”. You didn’t notice? Well, the Government certainly moved mountains to go beyond the usual fatuous exhortations to make this year’s theme – “Achieving Social Justice Through Formal Employment” – real. What is your Eyewitness going on about? Hey…have you already forgotten about that MASSIVE Oil and Gas Conference? Wha’dya think that was all about? Jobs, baby, Jobs!!

Your Eyewitness didn’t notice many Chinese companies at the conference, so we can be assured all those other companies that showed up WILL be hiring locals. Remember the local content LAW?? Even if we aren’t qualified right now, we’ll have to be gradually trained to take over.

And that’s what FORMAL employment is all about. No more going “back-track” to every country that we could slip into and work illegally (euphemistically, “informal employment”)!

So what are we to do? Well, for one, take advantage of the 20,000 scholarships the Government has lined up to get you qualified for those jobs that are “a coming”!! …our own foods Burnham’s “eat local” drive wasn’t a bad idea. But he should’ve socialised us to go down that road after 300 years of colonisation! Not compel us.

The alphabet should’ve started with “A” for “awara” rather than “apple”!

Govt to decide on ExxonMobil’s request to defer relinquishment of oil block – Bharrat

A

request that ExxonMobil made to the Government of Guyana last year, to have the relinquishment of a percentage of its holdings in the Stabroek Block deferred, is still under consideration by the relevant authorities.

In a recent interview with this publication, Natural Resources Minister Vickram Bharrat confirmed that no decision has been made yet on ExxonMobil’s request for an extension of its hold on the blocks due to be relinquished next year.

While a decision has not been made, Bharrat noted that ExxonMobil’s position is not unique when it comes to oil companies requesting extensions. He noted that a number of other Governments have also fielded such requests.

“That’s under consideration. Because a lot of countries, as a matter of fact, are being faced with a request similar to this, due to the

COVID situation. So, it’s something that we’ve been examining,” Bharrat said.

Guyana has long been expected to go out and auction oil blocks both untapped and relinquished.

Considering the over 25 oil finds that have been made by oil giant ExxonMobil in the Stabroek Block, it is likely to be in a good position to leverage the value of those blocks when the con-

text of the global oil and gas industry is considered.

The relinquishment clause is typically included in contracts so that companies can relinquish a portion of the block when the

renewable period is up, thereby allowing other companies to buy into the respective blocks.

For the Stabroek, Canje and Stabroek Blocks, operators are required to relinquish 20 per cent of their blocks after the first renewal period; while those of the Demerara and Corentyne Blocks are expected to relinquish 15 per cent within this period.

The Kaieteur Block’s relinquishment provision is said to be 25 per cent, then 20 per cent by the first renewal; with the Mahaicony and Roraima Blocks at 25 per cent. By the time of the first renewal for the Orinduik Block, the operators are not expected to relinquish any portion.

Last year, ExxonMobil had applied to the Government for a one-year extension before it would be mandated to relinquish portions of the Stabroek block in 2023, where it has made a plethora of discoveries.

In its application, Exxon had cited the effects of the COVID-19 pandemic. It was explained by the company that COVID-19 delayed the start of certain drilling plans, which threw the company off from its targets.

Already, proposals have been received from various oil operators in Guyana’s waters for them to aid in Guyana setting up a national oil company. However, the Government is still mulling whether it will go this route.

During his address to the International Energy Conference and Expo, Vice President Bharrat Jagdeo had spoken about the proposals they have received from these operators.

According to Jagdeo, operators have been proposing to work with the Government on setting up a national oil company, using the available oil blocks in Guyana’s waters. (G3)

2 law students receive GECOM preparing to start continuous registration in March Justice Ian Chang Award …important step towards LGE – Commissioner

T

he Guyana Elections C o m m i s s i o n (GECOM) has issued instructions to Chief Elections Officer (CEO) Vishnu Persaud, to commence preparations for continuous registration, an important step towards the holding of Local Government Elections (LGE).

This was confirmed by GECOM Commissioner Sase Gunraj. He explained that with the commencement of preparations, GECOM should be ready to hold continuous registration from next month.

"A discussion was had.

We are going to move forward with that. We're waiting on a timeline to be decided by the CEO," he said, expressing hope that the CEO could provide them with a timeline as early as this week.

According to Gunraj, conducting continuous registration is an important first step towards getting a list of electors. It is understood that GECOM is looking to have an updated voters’ list in place

by October, in order for the LGE to be held.

Over $750 million has been set aside in Budget 2022 for the preparations to be undertaken by GECOM for the hosting of LGE this year.

Gunraj had previously confirmed that LGE, which was supposed to be held in 2021, is on track to

be held this year. In fact, Gunraj said that a roadmap is being prepared towards achieving this.

In December 2021, the GECOM Chair had written Attorney General and Legal Affairs Minister Anil Nandlall to confirm that the electoral body would be unable to hold Local Government Elections in 2021.

She had explained that since the Commission was currently without a Chief Elections Officer, who by law is required to manage the conduct of elections in Guyana, GECOM was “unable” to have the elections held at that point in time.

However, after a rigorous process, GECOM has since hired Vishnu Persaud as the new CEO. GECOM still has to fill the posts of Deputy CEO and other senior management vacancies.

LGE are constitutionally due every two years in Guyana, and were last held in 2018.

However, given the fiasco that played out following the 2020 General and Regional Elections, the Local Government polls were deferred to 2021.

At the last LGE in November 2018, the then People’s Progressive Party/Civic (PPP/C) Opposition had secured 52 of the 80 Local Authority Areas (LAAs). This followed the holding of the LGE in 2016, during which the PPP/C also claimed the majority of the LAAs. (G3)

Mother of 4 who was set on fire by husband succumbs

orty-two-year-old Tevita Lall, also called “Natasha”, who was set on fire by her husband last month, succumbed to her injuries on Tuesday while receiving medical attention at

the Georgetown Public Hospital.

The woman was set on fire at her Number 64 Village home following marital issues and accusations of infidelity.

Following the incident,

the now dead woman’s mother had told Guyana Times that her daughter was going to end the relationship with her husband since she could not endure his abusive behaviour. She subsequently left her moth-

As she was about to light the stove, her husband allegedly kicked over the bottle containing kerosene which splashed on her skin and she caught fire. Neighbours heard her screaming and went to her rescue.

They met the door locked and the screaming woman’s husband was sitting on the verandah. He did not open the door for any of them.

“They had to kick down the door and go inside,” the woman’s mother related, adding that when her daughter was taken out of the house it was obvious that almost her entire body was burnt.

The injured woman was taken to the Skeldon Hospital, but due to the

extent of her injuries, she was transferred to the New Amsterdam Hospital before being sent to the Burns Unit of the Georgetown Hospital where she was being treated.

“They say she burn 100 per cent of the whole body, but 50 per cent damage and she has a 50-50 chance. They take out all her breasts and things already. They have to do another surgery but because they don’t have blood, they didn’t do the surgery Monday. They have to do lots of surgeries on her. She is punishing a lot,” the aggrieved mother had stated.

She said that because of financial constraints she could not travel to

Georgetown since it costs her $8000 for a round trip to the Georgetown Hospital.

The now-dead woman’s mother explained that despite her daughter’s surgery to remove her breasts, her condition continued to deteriorate.

The woman, in tears, explained that in one of the last conversations with her child, she told her to take care of her youngest daughter.

Meanwhile, the woman’s 50-year-old husband, Seelall Dipnarine has been charged with attempted murder and was remanded to prison. Now that the woman is dead, a murder charge is expected to be instituted.

wo elderly men from Region One (BarimaWaini) are Guyana’s most recently announced COVID-19 fatalities, as the country records 1215 deaths in total.

The men, aged 80 and 86, died on February 11 and February 20, respectively.

Only one of them was fully vaccinated.

Within one day, 78 persons tested positive for the virus. From the 62,746 total confirmed cases, 28,893 are males and the remaining 33,853 are females.

There are 10 patients in the Intensive Care Unit (ICU), 63 in institutional isolation, 752 in home isolation and eight in institutional quarantine. For now, recovered cases have reached 60,706 from the total infections recorded locally.

Data shows that the new positives were dispersed among seven regions, with eight in Region One, five in Region Two (PomeroonSupenaam), three in Region Three (Essequibo IslandsWest Demerara), 37 in Region Four (Demerara-

Mahaica), four in Region Six (East Berbice-Corentyne), four in Region Seven (Cuyuni-Mazaruni) and 17 in Region Nine (Upper Takutu-Upper Essequibo) Cases in Region Five (Mahaica-Berbice), Region Eight (Potaro-Siparuni) and Region 10 (Upper DemeraraBerbice) did not increase.

Among the adult population, first dose vaccination coverage has moved to 430,877 or 84 per cent while second doses are at 325,696 or 63.5 per cent. For the adolescent group, 33,411 first doses and 24,058 second doses, equivalent to 45 per cent and 33 per cent, respectively, were administered.

Booster doses have taken a slow increase to 49,068 doses.

From March, the Health Ministry will collaborate with the Education Ministry in a bid to boost immunisation among the 12 to 17 age category. This initiative will be rolled out across schools.

Given the Mashramani celebration today, Health Minister, Dr Frank Anthony has underscored, “I want to

encourage everyone to make sure that they abide by the COVID guidelines, keep social distance, continue to wear a mask and if you’re not vaccinated as yet, make sure you get your vaccination. The pandemic is not over and unless each one of us take these precautions, we can easily have a surge in cases.”

All Guyanese are reminded to observe the protocols of the COVID-19 emergency measures which emphasise the need for correct and consistent use of a face mask when leaving your home, the importance of maintaining the six feet of physical distance from others, and the need for good hand hygiene.

Persons with comorbidities have been continuously asked to continue taking their respective medications or treatment to control their condition. The preventative measures and guidelines to protect against the virus must be adhered to since this category of person is at a greater risk if they contract COVID-19.

Anxiety among population due to COVID-19 lowered – Health Minister …mental health, long COVID support included in health system response

reat anxiety among the population, which was brought on by the presence of COVID-19 here in Guyana, has been lowered when comparing the levels at the time the virus was detected here to the present.

Health Minister, Dr Frank Anthony shared on Tuesday that health authorities now have a better understanding of the coronavirus, resulting in effective measures to lower the anxiety levels generally.

However, there is still the need to be vigilant and take all precautions.

“At the beginning when people were locked away because of the curfew and there was a lot of restriction on movement, at that point in time people found it more challenging. Now that the society is more opened up, I don’t think people are so confined and some of the challenges or anxieties that people might have had in the early part of the pandemic have eased.”

The Health Minister added, “We now have a better understanding of the disease and because of that, we have been able to give advice. With that advice, we have been able to reduce anxiety generally among the population. However,

we still need to be vigilant. I think some people now, they believe we don’t have to take the necessary precautions to prevent COVID-19.”

Integrated into the health system’s response to the novel coronavirus is support for persons who are suffering from mental health issues due to the pandemic, or long COVID post recovery.

A percentage of COVID-19 patients would experience long COVID – which causes symptoms to persist weeks or even months after recovery. The pandemic has brought on mental health issues in various countries, in both recovered patients and persons who have never contracted the virus.

Armed bandits raid jewellery store at Mon Repos Market

T

hree armed bandits on Monday stormed a jewellery stall at the Mon Repos Market, East Coast Demerara (ECD), where they discharged a gun at the lone employee, causing him to seek cover.

The incident occurred at around 09:40h. According to the Police, the perpetrators went to the stall, broke the showcase, and began removing jewellery.

The lone employee, who

was present at the time, raised an alarm, but one of the bandits whipped out a handgun and discharged a round in his direction.

The worker was, however, not harmed. He then ran for cover as the perpetrators collected their loot and then made good their escape out of the market.

Police are currently searching for the perpetrators, as the investigations continue.

11-year-old seriously injured after being struck by car

A

n 11-year-old girl was injured on Monday after she was struck down by a motor car in the vicinity of Queen’s College, Thomas Lands, Georgetown. The child, Sameera AbrahimWilliams, was admitted a patient at the Georgetown Public Hospital suffering from head injuries.

Based on reports received, the accident occurred at about 16:10h and involved motor car PVV 3314, driven by a 27-yearold Prashad Nagar resident.

Police stated that the car was travelling along Thomas Lands while the

pedestrian was standing at the side of the road behind a motor car, and as motor car PVV 3314 was in the process of passing the said vehicle, the young girl ran into its path.

As a result, the rightside front portion of the car struck the child, causing her to fall onto the road’s surface and sustain injuries about her body.

She was picked up in a conscious condition and transported by ambulance to the Georgetown Public Hospital where she was admitted. Her condition is regarded as serious. The female driver was arrested as investigations continue.

It was highlighted, “The unit that we have set up to deal with long COVID would be assessing these types of patients…The bot-

tom line is that anybody, whether you have anxiety because of COVID, then you can come to the hospitals for service so that the doctors can examine, advise you. If it is that you have COVID and experiencing signs and symptoms of long COVID, then it is also important that you come back to the hospital so that an assessment can be done and you can get good medical advice.” (G12)

mid the recent shakeup in the People’s National Congress Reform (PNCR) camp, Chairman Shurwayne Holder has indicated that there is no plan to recall any of the current Members of Parliament.

He told the media during a press conference on Tuesday, “We don’t have any plans at this time to recall any Member of Parliament.”

Questions were raised amid the resignation of former Education Minister Nicolette Henry from the National Assembly. Last month, Joseph Harmon – who lost the Party Leader race, also resigned as the Opposition Leader amid mounting pressure from the PNCR. After indicating her intention of resigning from the party, former MP Simona Broomes also officially submitted a letter to the party to that effect. The former Junior Natural Resources Minister was among 10 persons contesting for chairmanship of the party. The internal elections saw Aubrey Norton being elected the new leader. It was after this development that talks surfaced about her resignation.

“We have received a formal letter from Comrade Broomes. We’re dealing with that. That’s an internal matter and we wouldn’t want to put too much out there on it. But we did receive a formal letter from Comrade Broomes,” Holder told the press.

Meanwhile, Holder shared that Norton has undertaken efforts to engage persons who would have “moved away” from the party’s apparatus. Harmon, he said, will remain involved at the parliamentary level.

“Since our ascension to office, the leader has taken an approach of inclusiveness. We’ve been reaching out to those persons that have moved away from the party for some time. We’ve been reaching across the aisle to persons who would have been on different teams during the congress. I’m not aware if any other high-profile persons would have resigned.”

The Chairman also indicated, “Mr Harmon would not be excluded. We have been reaching out to him and others. We expect that he will play some role at the parliamentary level. He is still a parliamentarian…He has a role to play and we’re discussing that internally.”

S

ir Walter Raleigh made two expeditions in search of El Dorado in the 1500s. He never found the City of Gold. More than 500 years later, it appears that he might have been right and that Guyana might well have been El Dorado, that City of Gold in the stories that were told in ancient times.

The world’s attention was glued to Guyana last week. Given that China had been hosting the Winter Olympics and that there has been genuine concern that Russia might be invading Ukraine, that Guyana garnered as much attention last week as it hosted an important international oil and gas conference is simply remarkable. Four Heads of State, dozens of big corporations represented by CEOs and senior officers, and TV stations and news reporters from around the world converged on Guyana for the conference last week.

Guyanese at home and abroad could not help but be proud. A handful of naysayers could not spoil the pride and joy Guyanese Dr Leslie Ramsammy felt last week.

The excitement right now has been driven, because Guyana is one of the most significant oil discoveries around the world in recent times. But the excitement is further intensified by how the Guyanese leaders have responded.

Most developing countries where oil has been discovered almost immediately become oil and gas economies, abandoning previous economic platforms, such as agriculture. While oil and gas can singlehandedly lead to prosperity for the country, this is not sustainable, and citizens in these countries remain no better-off than they were before oil. We see the poverty that exists still in Equatorial Guinea, Nigeria, Venezuela and other countries. Trinidad, next door, became the top economy and the richest of the Caricom countries. But these countries also failed to diversify their economies. Indeed, some gave up traditional economic platforms.

Instead of transforming Guyana’s economy to an oil economy, as most oil countries have done, Guyana’s leaders are ensuring that oil and gas is just one of the industries in a diversified economic platform.

Guyana’s leaders, with President Irfaan Ali and Vice President Bharrat Jagdeo leading the way, have been wowing the world with a visionary physical, social and economic transformation programme.

Guyana is showing that a major oil and gas industry can exist in a country alongside a low-carbon development trajectory. Agriculture was Guyana’s main economic activity as a colonial country. Since Independence, agriculture continued to be the main economic activity in the country. Unlike Venezuela, Equatorial Guinea, Trinidad and Tobago and other countries which either gave up on agriculture or downgraded agriculture, Guyana is intensifying its agriculture platform.

Guyana’s 2022 agriculture budget is one of the largest ever.

At the same time, Guyana’s President is leading an agricultural transformation. President Irfaan Ali has called for a 25X25 food revolution in Caricom. Specifically, President Ali wants Caricom to reduce its food importation from outside of Caricom by 25 per cent by 2025. Guyana is targeting 1 million tons of rice in a few years, with marginal increase in rice acreage. In 2014, Guyana’s rice production reached 698,000 tons against a 2015 target of 700,000 tons. It did not happen as the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government did everything to stall progress in agriculture. Even with climate change, Guyana is poised to achieve the target of 700,000 tons this year.

But Guyana is set to become a major soya bean and cornproducing country in the region. Already, Guyana has harvested corn and soya from a 111-acre farm in Ebini, with yields of more than 2.4 tons per acre. Guyana is now moving towards a 56,000 acreage for soya and corn production, with hopes to eliminate its US$25 million soya import bill. In addition, Guyana is looking to capture a significant share of the US$200 million soya market within Caricom. To this end, in 2021, there was a $500 million infrastructural investment to rehabilitate 18 kilometres of roadway starting from the junction of the Linden-Ituni road and heading east towards the Berbice River.

Additional investments are in train for drying facilities and storage silos.

But the economy is being propelled with unprecedented manufacturing initiatives. In addition, to the food and beverage manufacturing industries, Guyana is now benefiting from enormous fabrication manufacturing and shore-based investments. The steel and iron fabrication investment of more than US$50 million in Enmore is just one example. Guyana is also expanding its mining for bauxite, manganese, gold and diamond. Recently, silica sand, used in the computer chip industry, has come into the equation, with more than US$37 billion in deposits to explore.

The opportunities keep growing. For this to materialise, Guyana’s energy requirement will be met from a mixed menu of energy projects, including the almost US$1 billion investment to produce a gas-and-steam energy project in the Wales area, the Amaila and other hydro projects and the wind farm at Hope. A small group of naysayers are obsessed with the oil contract. No doubt, Guyana could have signed a better deal. But the oil contract has led to an explosion of opportunities with incomes and earnings that together can dwarf the direct oil earnings. President Ali, VP Jagdeo and their government have refused to be bogged down by the angst of a bad oil contract.

They have had the vision to turn a sour deal into sweet reward for Guyana and the Guyanese people.

ne day after he was struck down by a motor car along the Better Hope Public Road, East Coast Demerara (ECD), a pedestrian succumbed to his injuries on Tuesday.

Dead is 64-year-old Sahadeo Balgobin of De Souza Street, Better Hope, ECD. Police stated the accident reportedly occurred at about 18:15h and involved a motor car bearing registration number HB 7962.

Based on information received, the car was proceeding along the Better Hope Public Road, ECD, when the pedestrian reportedly ran across the road and into the path of the motor car, thus causing a collision.

The pedestrian ended up on the car’s bonnet and windscreen, then onto the road’s surface where he re-

ceived injuries to his head and other parts of his body.

The driver of the motor car along with public-spirited citizens picked up the unresponsive pedestrian and took him to the Georgetown Public Hospital’s Accident and Emergency Unit (A&E) where he was treated for a broken left leg and admitted.

Nevertheless, despite the efforts of medical personnel at the institution to resuscitate Balgobin, he took his last breath on Tuesday morning at about 09:30h.

The driver of the motor car was arrested and a breathalyser test was administered, but there were no traces of alcohol in his system. Investigations into the fatal accident are continuing.

26-year-old taxi driver was reportedly stabbed and robbed on Monday evening at Crane Housing Scheme, West Coast Demerara (WCD), by a woman and two men who were travelling with a baby.

The injured taxi driver was identified as Insaf Zakir also called “Gaddafi” of Tuschen, East Bank Essequibo (EBE).

Preliminary investigations revealed that the taxi driver was at the Tuschen car park when he was approached by the female who was carrying a baby and two males, requesting to be taken to Best Village, WCD. However, as they were in the vicinity of Crane Housing Scheme, one of the men who was seated behind the driver grabbed him by the neck and

demanded that he hand over his valuables.

Police stated that as the victim put up a resistance, the man pulled out a knife and dealt him several stabs to his chest.

The other male then relieved the injured taxi driver of a mobile phone after which the three persons made good their escape on foot. The Police were subsequently contacted and the young man was taken to the West Demerara Regional Hospital (WDRH), where he was treated and transferred to the Georgetown Public Hospital.

There, he was treated and admitted a patient in stable condition. Checks were made for the perpetrators, but to no avail. The Police are continuing their investigations.

Fmr Bishops’ High teacher trial

Jury unable to reach verdict on 3 of 4 counts of sexual activity with a child …returns not-guilty verdict on single charge

oen Jackson, a former teacher of The Bishops’ High School, was on Tuesday found not guilty by a 12-member jury on one of four counts of sexual activity with a child under eighteen by abusing a position of trust.

After a more-thantwo-hour deliberation, the 12-member jury could not reach a verdict on the remaining three charges. As such, the former teacher is expected to face a retrial at the next session of the Demerara Assizes.

During the week-long trial, the High Court heard that the teacher and the complainant started to communicate privately in December 2010 via social media.

After some time communicating with each other, Coen Jackson reportedly invited the victim over to his house under the pretext of watching a “movie”.

The court was further told that it was an inappropriate movie but the victim stayed and they both watched it. It was then, that sexual contact was initiated.

and April of 2011, the teacher invited the student over to engage in sexual activity.

Jackson, according to statements provided in court, invited the victim to his home again on Mother’s Day in 2011, and it was then they engaged in sexual intercourse for the first time.

During this time, Jackson was her economics and business teacher.

The matter surfaced in 2017 after the former student entered into another relationship with a journalist who caused her to realise that she was being abused by her former teacher.

In an unsworn state-

ment, Jackson stated that he did have a relationship with the complainant, however, this began while she was a student at the University of Guyana and he was doing his Master’s degree.

After a Police report was made against the teacher, he was subsequently charged in the Magistrates’ Courts.

Particulars of the charges he faces state that, on four occasions in February, March, April, and May of 2011, Jackson engaged in sexual activity with a child under the age of 16 by abusing a position of trust.

The Police instituted charges against Jackson in March 2018. Following a paper committal two months later, he was committed to stand trial for the offence after a city Magistrate ruled that a prima facie case had been made out against him.

During the High Court trial, Jackson was represented by Attorneys Savannah Barnwell, Jerome Khan and Nigel Hughes while the State was represented by Nafeeza Baig, in association with State Counsels Muntaz Ali and Latifah Elliot.

he final of the Chutney Monarch was held on Sunday evening and 10 competitors vied for the coveted title, but after a spectacular performance by former queen Vanita Willie, not only did she top the judges’ scoresheets but she also won the hearts of those who were present at the Guyana National Stadium, Providence, East Bank Demerara (EBD).

Her tune, “Live in

Harmony” featured the traditional chutney with a touch of Soca, and dressed in a traditional Indian outfit, she rocked the stage. For the first time in the competition since its existence, there was a tie for second place.

Sharing that position was former Chutney King Bunty Singh with his song “Rising On” and Vicadi Singh with his tune, “Tek Another”. The best newcom-

er prize was given to Sonia Singh, who performed “Shake Yuh Waist”.

After she was announced the winner, Willie and her dancers stormed the stage to perform her winning entry. This time with less pressure, she had the crowd on their feet. She was also joined on stage by the two second-place winners.

The competition saw several young and first-time performers including Sonia Singh and Nawaz Khan, who did their best. Young Bill Rogers, who performed “Mere Pyaree Dost” was one of the veterans who did not place.

Nevertheless, their fans and supporters were gyrating to the music.

Meanwhile, in an interview with the new Chutney Queen, she was elated to have won the competition twice and believes that being a role model comes with respect. “The respect you get is a great feeling,” she added.

However, heading into

the competition brought on a lot of preparations which comprise sleepless nights.

“I work as well and I tried my best to avoid time off… so indeed it was hard on me.” The winning entry was written by her and produced in the Shakti Strings Studio by Avinash Roopchan.

“I wanted to do something positive for this Mashramani celebration and after brainstorming, “Live In Harmony” came to mind.” After that, it was full steam ahead to get the song composed and produced for the competition.

She believes that on competition night, everyone brought their A-Game which made the battle more competitive. “Anyone

could have won the competition… I was a bit nervous even though I’m in this for a few years now… even when I finish singing, I was still afraid that I didn’t perform well enough for the judges,” the Chutney Queen added.

Now that she has won the competition for the second time, it does not deter her from her responsibilities as a mother, wife, entertainer, and employee.

She intends to make more music for her fans and now that she has to think about defending her title, she will start to plan for the next competition.

Finally, she thanked her sponsors and family for their tremendous support leading up to and on competition night.

n observance of Guyana’s 52nd Republic Anniversary, Food For The Poor Guyana (FFTP) handed over the keys to several homes to families in Region Two (PomeroonSupenaam).

The houses were constructed in Onderneeming, Huis’t Dieren, Queenstown,

chairs. Families who did not have any access to electricity from the Guyana Power and Light (GPL) received solar panel kits to power bulbs.

At a simple handing over ceremony, Senior Project Manager of the NonGovernmental Organisation (NGO), Andrea Benjamin related that the organisation continues to assist fam-

ilies who are in need.

She noted that the beneficiaries were living in dilapidated buildings, in other persons’ homes, and also renting houses.

The main objective of the organisation, she noted, is to make families happier and more comfortable while adding that FFTP has erected several homes for families

throughout the regions.

One of the beneficiaries, Shervin Amsterdam of Essequibo was elated to have his own home. He expressed gratitude to FFTP Guyana Inc. “I am very thankful to Food For The Poor for fulfilling my dream of having my own home... I am a father of four and it is very hard for

me to maintain my family and fulfil their desire of having a new home. I am seasonally employed and was renting a house for my family to be comfortable. I am grateful for their support,” Amsterdam related.

Other beneficiaries echoed similar sentiments, praising FFTP Guyana Inc for its timely intervention.

Proponents of the Bill stress its main goal is to regulate cyberspace by introducing necessary protections from harmful content and to support local businesses.

The Bill, which has been renamed several times since it was first introduced, has undergone some changes since last summer, but its critics say it still contains the same concerning content with different labelling.

It added that Putin and Khan “will review the entire array of bilateral relations including energy cooperation”, as well as unnamed regional and international issues.

Armogan explained that back in 1970, many were very excited to be able to charter their own course and a new destiny for Guyana “We had anticipated that having severed ties with the British Empire we would be able to become a country where we can all put our heads and hands together and put our energies together to harness the resources of our country for the betterment of our people.”

The Chairman pointed out that many had big dreams but unfortunately after almost 20 years those hopes were not realised.

“Those dreams were not realised although there was some amount of achievement,” the Chairman said.

He pointed out that at that time Guyana had become one of the poorest

countries in the world and was referred to as a Highly Indebted Poor Country.

“We have passed that stage and today we are described as a Middle-Income Developing Country.”

into reality.

“There is not a Guyana for Afro-Guyanese, there is not a Guyana for Indo-Guyanese, and there is not a Guyana for Chinese, Portuguese and Amerindians. There is one Guyana for all Guyanese,” Armogan said to thunderous applause.

All Guyanese, he pointed out, have the same opportunity, duty and responsibility

to ensure the prosperity of Guyana as fast as possible.

Schlumberger donates 30 laptops to teachers of Houston Secondary O

ilfield services provider Schlumberger handed over 30 laptops to the teachers of Houston Secondary School on the East Bank of Demerara as part of the company fulfilling its Corporate Social Responsibility.

At the school on Tuesday, Managing Director of the company, Ernesto Cuadros said that the donation is the first for 2022 and is an investment in creating “the workforce of tomorrow and the next generation of professionals of the country”.

He said that the company is committed to the United Nations Sustainable Development Goal Four by pursuing programmes that ensure inclusive and quality education and promote lifelong learning opportunities for all.

A release from the Education Ministry stated that Natural Resources Minister Vickram Bharrat during his remarks commended the company for embarking on the initiative. He said that the gesture was insightful and thoughtful.

Sol Guyana to invest US$13.8M this year, new jetty completed S ol Guyana Executives on Monday commissioned its new jetty at Rome Terminal in Agricola, East Bank Demerara.

General Manager, Earl Carribon at the event announced that the company will invest US$13.8 million in Guyana’s economy this year in light of Guyana’s endless possibilities in the oil and gas sector.

According to Carribon, construction of the jetty commenced in 2020 but was immediately impacted by the onset of the COVID-19 pandemic. Despite the challenges the pandemic brought, Carribon said that Sol continued to work through the pandemic to see the completion of the state-of-the-art jetty.

Calling the project, a “milestone,” Carribon also noted that it is not only a milestone for Sol Guyana but also for the development of Guyana and its oil and gas sector.

“This is a milestone project not only for Sol Guyana but also for the furtherance and development of the bunkering and support services infrastructure for Guyana and its booming oil & gas sector This investment demonstrates Sol’s belief in the sustainability of Guyana’s development

Soesdyke teen charged with fatal stabbing of Venezuelan national

ineteen-year-old Shirakawa Jhaint of Soesdyke, East Bank Demerara (EBD), was on Friday charged for the murder of Venezuelan national Yocter Eduardo Gonsalves, who was stabbed to death at a popular bar at the Soesdyke-Linden Highway Junction on Saturday evening.

He appeared before Magistrate Judy Latchman at Diamond/Grove Magistrate’s Court and was not required to plead to the indictable charge. As such, he was remanded to prison until April 12, 2022.

It was reported that Gonsalves, of Ideal Road, Soesdyke-Linden Highway, was stabbed during an altercation with the suspect.

Police stated that on the day in question at about 21:30h, Gonsalves along with his brother and a few friends were at the bar consuming alcohol when the suspect approached them and a heated argument ensued, which quickly led to a scuffle.

However, during the scuffle, Jhaint reportedly whipped out a knife and dealt the victim one stab to

After committing the act, and out of fear, the suspect made good his escape.

Burkina Faso gold Hong Kong orders compulsory mine blast kills 60 COVID tests for all its citizens

A

bout 60 people have died after an explosion at a makeshift gold mine in a village in south-west Burkina Faso, local officials say.

The blast happened in a market at the gold-mining site when dynamite stored there caught fire, witnesses said.

“There were bodies strewn everywhere. It was an explosion that managed to uproot trees and bring down houses,” a judicial source told Reuters.

Dozens of injured people have been evacuated to the nearest hospital.

It is thought women and children are among the casualties, the AFP news agency reports.

An investigation was opened into Monday’s incident, after the regional prosecutor visited the scene near the town of Gaoua.

One person has been arrested, and is being held for questioning.

The gold mine has since been closed until further notice, according to Burkina Faso’s news agency, AIB. The explosion has been described as destroying “everything on its path,” according to a local news reporter from RTB TV. Many of the miners at the site are displaced people from elsewhere in the country, local leader Sansan Urbain Kambou told Reuters.

Burkina Faso is one of Africa’s biggest gold producers, with many mines run by international firms, as well as informal ones without little oversite or regulation.

Deadly accidents such as roof collapses frequently happen at informal mines in many African countries.

Last month, at least 13 people were killed in a huge blast in neighbouring Ghana after a truck carrying explosives to a gold mine collided with a motorbike.

ong Kong’s Government has ordered the compulsory testing of all of its 7.5 million citizens as the city battles surging coronavirus infections.

Chief Executive Carrie Lam said residents would have to undergo three rounds of tests starting in mid-March.

The territory is trying to adhere to China’s “zero COVID” policy, but the highly contagious Omicron variant has overwhelmed its hospitals and testing and

quarantine facilities.

While other parts of the world are learning to live with the disease, China’s policy is to try to eradicate infection through early testing, detailed contact tracing and strict quarantine and travel restrictions.

All residents will have to undergo three rounds of PCR testing, at intervals of about a week. Lam did not set a date for testing to start but said capacity would be increased to a million daily tests.

“Since we have a population of some seven million people, testing will take about seven days.”

In between compulsory tests residents will be required to conduct daily rap-

id antigen testing. Experts have warned that huge numbers of the population could be in isolation within weeks.

Entire cities have been locked down in China, but such a move was not being considered in Hong Kong because it was “not realistic”, Lam said.

It’s the first time everyone in the special administrative region will have been tested - a policy enacted elsewhere in China.

Ukraine crisis: Germany halts pipeline as nations sanction Russia

ermany has put a stop to a key Russian gas pipeline following Vladimir Putin’s orders to send troops into Ukraine.

On Monday the Russian President recognised two breakaway Ukrainian regions as independent states and ordered Russian troops to deploy to both.

Western nations largely see the action as a pretext for a wider invasion.

In response, Germany halted approval of the Nord Stream 2 pipeline and other Western nations issued sanctions.

The Nord Stream 2 pipeline has been supported by Germany despite opposition from countries such as the US, UK, Poland and Ukraine. It cost €10 billion (£8.4 billion), with the funding split between Russian and Western energy companies.

But following Putin’s order

to send troops to the rebel-held Ukrainian regions of Donetsk and Luhansk, Germany announced it was suspending the process of giving the pipeline between it and Russia an operating licence - effectively stopping the project until further notice.

sourced from vast supplies in Russia’s east.

It is among a number of measures taken by Western powers following Putin’s announcement.

The United States banned American people and companies from conducting any trade or investment in the rebel-held regions, and promised more action to follow.

The United Kingdom announced sanctions against five Russian banks and three Russian business figures, saying their UK assets will be frozen and they will be banned from the country.

The EU also unanimously agreed its first wave of measures on Tuesday, which includes targeting all members of Russia’s Parliament who approved the decision.

Russian banks are also hit by the new measures, as is Russia’s access to EU financial markets.

The Western sanctions announced on Tuesday fall short of what had been threatened in the event of invasion. il and gas prices have climbed on fears that the Ukraine-Russia crisis will disrupt supplies across the world.

The price of Brent crude oil, an international benchmark, reached a seven-year high of US$99.38 (£73) a barrel on Tuesday before moderating.

The RAC warned the crisis would push up UK petrol prices further, after they hit a record 149.12p a litre on Sunday.

Russia ordered troops into two rebel-held regions in Ukraine’s east after it recognised them as independent states.

Western powers, including the UK and US, have responded to President Vladimir Putin with new sanctions against financial institutions, elites and other Government entities in Russia.

On Tuesday, German Chancellor Olaf Scholz also took the significant step of blocking the certification of the Nord Stream 2 pipeline that would have supplied gas directly from Russia to Germany.

But the measures announced so far fall short of what had been threatened in the event of invasion.

“If Russian goes further with this invasion, we stand prepared to go further,” US President Joe Biden said in remarks at the White House.

Share prices saw bumpy trade on Tuesday as investors tried to make sense of the movements.

Russia is the second-largest oil exporter after Saudi Arabia and the world’s top producer of natural gas.

Measures forcing the country to supply less crude or natural gas would have “substantial implications” on oil prices and the global economy, said Sue Trinh of Manulife Investment Management.

Since the start of February, already-rising oil prices have jumped more than 10 per cent amid the tensions.

Maike Currie, an investment director at Fidelity International, said oil could go above US$100 a barrel due to a combination of the Ukraine crisis, a cold winter in the US, and a lack of investment in oil and gas supplies around the world.

“Russia accounts for one in every 10 barrels of oil consumed globally, so it is a major player when it comes to the price of oil, and of course, it’s really going to hurt consumers at the petrol pumps,” she said.

Average UK petrol prices at the pump hit a new high of 149.12p a litre on Sunday, before slipping back to 149.03p on Monday, the RAC said.

Average diesel prices hit 152.51p a litre on Monday, just below Sunday’s record of 152.58p.

“Russia’s decision to invade Ukraine is already causing oil prices to rise and will undoubtedly send fuel prices inexorably higher towards the grim milestone of £1.50 a litre [of unleaded petrol],” said RAC fuel spokesman Simon Williams.

“This spells bad news for drivers in the UK struggling to afford to put fuel in their cars.”

Most of the oil and gas that the UK imports does not come from Russia, but it will nonetheless be affected by a rise in global prices.

UK wholesale gas prices also jumped on Tuesday, with the UK price for April delivery up 9 per cent and the cost for May up 10 per cent to 191p per therm.

ff-spinner Akeal Wallace grabbed 6-15 from four overs to inspire Queenstown to an empathic 65-run win over Aurora Knight Riders in the opening round of the Simons’ memorial 20over tournament at Imam Bacchus Ground, Affiance, Essequibo Coast, Region Two (Pomeroon-Supenaam).

His team raked up 135-5 from their 20 overs and then bowled out the Riders for a paltry 70 in the 15th over.

Under this project, cricketrelated items, used or new, will be distributed free of cost to young and promising cricketers in Guyana. Skills, discipline and education are important characteristics of the recipients. Talent spotting is being done across the country, and club leaders will also assist to identify talent.

Windies Women have right mix, says lead selector

ead selector Ann Browne-John does not believe West Indies Women will be at a major disadvantage at next month’s International Cricket Council (ICC) 50-over World Cup despite not having played in New Zealand in three years.

The Caribbean side are one of eight teams doing battle at the March 4 to April 3 showpiece and will confront cooler temperatures and truer pitches with consistent bounce, generally expected to favour faster bowlers.

Browne-John said she expected the 15-member squad to adapt well as they all possessed the skill-sets required to excel.

“It is true that the team has not been in New Zealand for some time, but firstly, we have a technical team who will have knowledge of New Zealand and would’ve played there before and would have knowledge of the pitches, etc, so that would have had an impact on the selection [of the squad],” Browne-

“In addition, we came out of series last year against Pakistan and against South Africa and we went to the qualifiers [in Zimbabwe].

“The selectors have had a chance to look extensively at the players so although they have not played in New Zealand [recently], we are looking at the skill-sets we have and based on that we were

able to do our selection, and we will hope that our skill-set will be suitable for the pitches that they are going to be playing on.”

Selectors have opted for a balanced attack, with the experienced duo of Shamilia Connell and Shakera Selman headlining the seam options, and rookie 22-year-old CherryAnn Fraser, Aliyah Alleyne, and Deandra Dottin providing support.

Off-spinner Anisa Mohammed, in her fifth World Cup campaign, will spearhead the spin attack, and is expected to form partnerships with frontline leg-spinner Afy Fletcher, and fellow off-spinners Stafanie Taylor and Hayley Matthews.

“Some people would think that it [New Zealand conditions] is ideal for the seamers, but when we look at our team, I think we have a great balance of seamers and spin bowlers,” Browne-John explained.

“We have some excellent spin bowlers, so on any giv-

ollowing a threeweek tryout at the Club in the United States of America (USA), reports indicate that Guyana’s Curtez Kellman has impressed enough to bag a professional contract at Sporting Kansas City II. Alex Bunbury Sport and Academic Academy (ABSAA Inc) is the major player behind Kellman securing the February 6-25 tryout at Kansas Sporting City II and even took care of the player’s travel and accommodation.

On Monday, in a brief statement, the ABSAA revealed that Kellman is close to finalising a contract with the professional club.

“The Alex Bunbury Sport and Academic Academy (ABSAA Inc) is pleased to share some exciting news surrounding Guyana national player Curtez Kellman, who has had a successful tryout season with Sporting Kansas City II. He is currently in the SKC II starting XI squad and played his first pre-season match on February 19, 2022 against Indy Eleven (USL Championship). And by all accounts, he had a great first half in that match,” the statement read.

According to further reports coming out of the ABSAA, the details of the contract are still being ironed out.

When contacted by this publication earlier this month for a comment on his tryout opportunity, the midfielder, who plies his trade locally with Western Tigers FC, shared that he intended to make the most of the opportunity, and hoped of opening doors for other young football players.

“I’d love to get the opportunity to be here, to be around the professional set-up for a very long time,” he told Guyana Times Sport.

“With this opportunity, I’d really be grateful I’d make Guyana proud, my family; and also it would be a big opportunity for me to create chances for other young, talented players back in Guyana.”

side from being the “biggest party in sport”, the Hero Caribbean Premier League (CPL) is a large contributor to the development of the game and its players in the Caribbean region. This focal point for the CPL has no expiration date, as Chief Executive Officer (CEO) Pete Russell verbalised their intentions to ensure that the event continues to afford opportunities to players and coaches from around the Caribbean.

A little over a month ago, Guyana’s Shivnarine Chanderpaul and Antigua and Barbuda’s Curtly Ambrose were added to the coaching staff of the Jamaica Tallawahs as Head Coach and Bowling Coach respectively, in what was considered to be a power move by the franchise.

CEO Russell believes that the appointment of regional legends augurs well for the development of coaches in the Region, while expressing hopes that younger coaches can also join the system.

“I think it’s very important,” Russell stated.

“If you think about West indies cricket when it was at its peak, it was that era, it was the Shivs, the Curtlys, the Courtney Walshes, all of whom have a huge amount of intel and knowledge on the game. So, you always want to try and integrate them when you can.”

He went on to state, “At the same time, you also want to bring through younger coaches, make sure there’s a balance there, because it’s important younger coaches get the exposure. It’s a lonely place to be a coach of a franchise team, because there is pressure. There’s only a short number of games you have to make things work, so, yeah I think it’s balanced.”

“Like anything, you need that mix of experience and youth,” he concluded.

Turning his attention to the CPL’s attempts to foster the growth of young players in the Region, Russell confirmed that the Under-19 Emerging players programme is one that will be a CPL fixture for years to come.
