International, local interest skyrocket to finance Govt's housing drive …evaluation report completed for bids received – Minister

here has been a skyrocketing of both local and foreign interest in funding the People’s Progressive Party (PPP) Government’s housing drive, thus resulting in Government creating a shortlist out of local and international companies and investors vying for investment opportunities in the housing sector.

In an exclusive interview with this publication, Minister within the Housing Ministry Susan Rodrigues confirmed that the Ministry has received bids from local financial institutions as well as international conglomerates and private investors, all of which have since been combed through by Ministry evaluators.

“Only a few days ago we got the report from the evaluators. The last time we spoke, they were in the process of completing the evaluation. But the evaluation is complete… for the financing,” Minister Rodrigues explained.

“We had the evaluators do a shortlist. So those persons who were shortlisted, we will request more information from them… local banks as well as some international groups. Banks and private investors,” she said, noting that the investor interest in housing is at an all-time high.

The PPP Administration is seeking to allocate some 50,000 house lots in its first term, which will amount to 10,000 per year. Already, it has allocated 3500 house lots since the Government took office four months ago – which is half of the amount that was issued during the last Administration’s fiveyear stint.

On Friday and Saturday, another 2000 house lots were issued through the Housing Ministry’s “Dream Realised” initiative at the Guyana National Stadium at Providence, in collaboration with the Central Housing and Planning Authority (CHPA).

This is in an effort to reduce the backlog of 70,000 housing applications in the system. In fact, the Government’s efforts have allowed it to clear the backlog of applications in the system dating from the 1990s.

In keeping with the Government’s vision for the housing sector, President Dr Irfaan Ali had announced back in October that the

Government is looking at a number of areas to secure financing for the housing sector. This includes efforts to raise some US$250 million for housing projects.

The Government had previously published an advertisement inviting Expressions of Interest (EoIs) from interested parties to finance housing development.

Entities desirous of participating in this financing activity were invited to submit a proposed term sheet detailing: interest rate and terms; detailed term sheet clearly outlining assumptions and expectations; time period to conclude financing; capability and experience of participating entity.

Additionally, the entities

were asked to submit any such other terms and conditions as may be relevant.

Government would have then assessed the EoIs and selected the parties to negotiate/participate in a Housing Financing Development Plan.

The Government also plans to invest more than $1 billion into the Region Three housing sector in 2021 through an Inter-American Development Bank (IDB)funded project. Funds were committed for La Parfaite Harmonie, Onderneeming, West Minister, Recht-DoorZee, Lust-en-Rust and Schoonord.

The IDB project, which is slated to commence in January 2021, will target infrastructural elevation in existing housing areas to make them more appealing to prospective homeowners and create more sustainable communities.

Minister Rodrigues had disclosed earlier this month that the works would cover the construction of three playgrounds and 50 core houses and at least 500 subsidies would be granted to qualifying prospective homeowners.

inclusion of light-emitting diode (LED) lights aimed at enhancing safety features in the communities, road construction, and upgrades, as well as water distribution networks.

Also on the Ministry’s agenda for housing development are expansion and upgrades of existing housing areas including Stewartville, Edinburgh, Anna Catherina, Tuschen and Zeelugt.

Further, Region Three is also set to benefit from a US$100 million water treatment project for which the Government is securing funding. That should increase water treatment capacity on the coastland from 52 per cent to 90 per cent. (G3)

The ERC and the common good

T

here is no dearth of explanations or reasons proffered for our anaemic post-Independence development: ethnic/ racial divisions; underdevelopment of our economy and our society by the departed colonials; squabbling politicians; lack of capital; brain drain, etc. But for each of the identified constraints, and then some (for instance, lack of physical resources), other countries - such as S. Korea, Singapore, and others in the Far East - have yet jumped from Third World to First World status.

But now that our capital constraint is going to be eased through our oil revenues, we would like to place on the agenda one factor that somehow has not received the attention that we believe it should have: the need for us to have a strong desire to work for the common good. Now, it might be said that this is a consequence of the divisions in our society, but this should have been addressed by the Ethnic Relations Commission (ERC), which was formed to address this circumstance and has a budget of more than $200 million annually.

One of the ERC’s mandates clearly states that it should: “Identify and analyse factors inhibiting the attainment of harmonious relations between ethnic groups, particularly barriers to the participation of any ethnic group in social, economic, commercial, financial, cultural and political endeavours, and recommend to the National Assembly and other relevant public or private sector bodies how these factors should be overcome.” One factor affecting harmonious ethnic relations is lack of a nationalistic spirit to overcome our challenges – especially economic ones.

Less than a decade ago, noted CUNY political scientist Richard Wolin visited China and asked one worker, “What do people here do on weekends?” The reply, to his surprise, was, “We have no weekends. We have to work hard to pass America!” They are now poised to accomplish that goal. On his tours across many campuses and cities, he found the same sentiment very widespread. The people were willing to work for what they saw as the good of their country. Because of such an orientation, China has been able to maintain a doubledigit growth rate for three decades, and is now the second largest economy in the world – just behind the US. Japan, which led the thrust for ‘miracle growth’ in the post WWII era, was also helped by a strong patriotic fervour among its people. Many people conveniently forget that the Industrial Revolution in Britain and Europe followed their consolidation as nation states, where the people were willing to sacrifice for “King and country”. While the US overthrew the king, its citizens also rallied for the national cause.

In Guyana, we are still at a point where the feeling of ‘we, the people’ has not been inculcated into the psyche of our people. In the absence of such a sentiment, individuals would act only in the interest of their sub-group or themselves on an individual basis. Looking out for “No 1” becomes the rallying cry. The ERC can work to change this.

Guyanese should compare the differential rates of development in the Far East, where exertion for the common good is commonplace, and that of let’s say Africa, or our own Guyana, where we are riven along ethnic lines. We must do better. In our estimation, the Ethnic Relations Commission (ERC) lost a golden opportunity, as was pointed out by President Ali, not to consult with his government in the structuring of their “National Conversation” to improve ethnic relations. One of their mandates is “Consult with other bodies and persons to determine and specify the perceived needs of the various ethnic groups for the fostering of harmonious relations.”

In societies lacking an ethos of the common good, people do what is advantageous for themselves, and have no qualms in abandoning principles or changing sides when it is beneficial to them. This expedient behaviour also encourages corruption.

Corruption is not just a problem of political systems, it an attitudinal problem. Persons who are little inclined to accept personal disadvantages for the common good are easily corrupted.

Worrisome advertisements for GECOM’s multi-complex structure Dear Editor, Worrisome advertisements have recently emerged under the auspices of the Guyana Elections Commission (GECOM). They serve to boggle the mind of any right-thinking citizen regarding the priorities of those leading the institution.

In particular, the recent advertisement inviting prequalifying consulting firms to design and provide a cost for the construction of a five-storey multipurpose complex is alarming, given the timing and context. A new building will not serve to eradicate the threat that the organisation now poses to itself and the nation!

Nothing could be further from the truth than the fact that a total overhaul of constitutional accountability is required. Abysmal considerations are perhaps a mild way of describing the scenario whereby GECOM is displaying an unconcerned disposition to the nation’s view of its untrustworthy and discredited image.

Information received points to circumstances of no affirmative agreement made by the Commission on many of the actioned matters, and it begs the question as to who is making the decisions.

More than half of the registered voters at March 02, 2020 General and Regional Elections have not had the realistic taste of previous underhand roles played by covertly positioned GECOM officials until now. The playbook of rigging elections in favour of the PNC from the 1960s to 1992 has been brought out again. We cannot disregard the myriad discomforting issues that eventually progressed from areas subtly requiring slight corrections to glaring overtures challenged at a plethora of Commission meetings.

Never before had we witnessed such reactionary indecisiveness in the Commission, together with a Secretariat which continuously takes actions that usurp the Commission’s Authority. Indeed, during the last elections period, these were driven and supported by the PNC/APNU Commissioners,

led by Vincent Alexander, who twisted the acceptable interpretation of numerous precedential approaches in defense of the Secretariat’s alarming actions and accommodation.

In the build-up to the August 02, 2020 crescendo, several alarming issues related to the rigging evolved. Among these are: 1. The eventual appointment of Chairwoman Madam Claudette Singh only came after the Caribbean Court of Justice kicked out David Granger’s appointee James Patterson, and his eternal sand-dancing in interpreting the Constitution, with accompanying delaying tactics in justifying his constitutional antics in putting up his and finally accepting one of the Opposition’s nominees.

2. The documented changing positions of the PNC Commissioners: Alexander, Corbin and Trotman, together with GECOM staff’s initial non-cooperation with the original CARICOM Recount Team, was most distasteful.

Mr. Alexander’s subsequent outreach by way of a letter to CARICOM leaders overstepped many boundaries, given his role as a GECOM Commissioner, and it is applaudable that no CARICOM Head provided acknowledgment.

3. The use of GECOM funds to pay lawyers in supporting frivolous court matters tabled by the PNC/APNU/ AFC in volunteering GECOM as a party to the No-Confidence Motion.

4. The crude attempts

by GECOM staff to intimidate the local and foreign observers, and their silence on attempts to block the CARICOM Observers and the return of the Carter Center. The attempts by APNU-AFC operatives to intimidate the local and foreign observers as well as paid PNC and AFC counting agents to intimidate the local and foreign observers. And, 5. The brutal and shameless failure to reveal original statements of poll in the possession of GECOM officials.

With so many overwhelm-

ing concerns and actions the Commission should exhibit over the foregoing, we are witnessing a galore of GECOM advertisements, including the alarming one for the construction of a five-storey multi-complex building. However, while GECOM’s constitutional autonomy allows the organisation to address expenditures to the execution of elections matters, there is no evidence that this proposed building was the subject of any previously approved budgetary considerations.

Further, it is only a few weeks ago that President Ali’s government confirmed the availability of funds in the upcoming 2121 budget for the scheduled Local Government Election.

It is time that Chairwoman Madam Claudette Singh get down to the business of assertively addressing the essential priorities, and have these approved by the COMMISSIONERS at the meeting of the COMMISSION, which must be done before the dissemination of instructions to the Secretariat. Further, staff who are before the courts and are paid taxpayers’ dollars should, at a minimum, be sent on administrative leave.

Attention must be given by the Commission to the dissenting treatment of the Canadian High Commissioner Lillian Chatterjee by Keith Lowenfield in her exit interviews which appeared in Freddie’s column of Kaieteur News. His responses are an affront to what we should expect of a GECOM staff member, and a glaring repeat of some of these experiences demands, as a priority, the need for the ultimate removal of all contaminants at the organisation.

It is therefore important that the Commission inform our nation of the status of the publicly condemned and charged officials, including the Chief Elections Officer, who many Guyanese and the international community contend can no longer stand up to public scrutiny.

His factual unadulterated defiance of the Chairwoman and Commission of GECOM for the

world to see needs no softening to instruct his swift removal from the organisation.

The lack of such action requires a public display of his contract, and explanations from the Chairwoman and Commission of GECOM for accommodating such obscenity.

Our nation deserves to be informed about the steps being taken towards remedying the sullied credential and public image of the organisation.

Certainly, Madam Claudette Singh must be aware that we must be spared the frivolous pretense that nothing of significance has happened.

The silence of GECOM’s Public Relations Department in this respect speaks decibels.

This writer is reliably informed that the multi-complex advertisements were not agreed upon at the Guyana Elections Commission, and there was no decision at this time for the discredited Secretariat to do any substantial work. The Chairperson must assert her good office and do not allow members of the Secretariat who are before the court for fraud to do any such business for GECOM. These attempts to deflect MUST not be allowed to overwhelm the real priorities.

Our nation will not forget that operatives of the GECOM Secretariat allegedly made deals concerning contracts in a hotel room just before the 2015 National and Regional Elections. GECOM’s dirty and highly questionable purchasing and procurement approach must be audited.

It is acknowledged that GECOM must eventually build a proper office, rather than continue paying millions of dollars in rent every month. However, we must first see the user-value of GECOM, and regain confidence in the organisation.

The way forward by the organisation must be officially discussed by the Commission, and be formally approved to inform the proper approach and decisions.

Seawall cleanup initiative Dear Editor, I write to applaud the First Lady, Her Excellency Arya Ali, for her campaign to clean up neighbourhoods. The Georgetown seawall environs has really stood out, attracting onlookers and universal praise.

Everyone has complimented the work of the First Lady; it was an initiative never before attempted by any Guyanese First Lady or Minister. She has received the highest ratings among all First Ladies.

Lady Arya has seen her approval and favourability ratings shoot up for this cleanup campaign, surpassing even those of the President, who is tending to the political aspects of governance while his wife attends to social events.

Local clean-ups, including planting trees, recycling and reducing waste and educating people about cleanliness, will go a long way in protecting our environment and greening the country.

Lady Arya is being praised

all around for her work, as I have found in polling with Guyanese. Lady Arya is rehabilitating an area that was known for poor hygiene and sanitation, ravaged through neglect. Such cleanliness will help with sustainable development.

The seawall area is immaculately clean, given a facelift never expected. The clean-up is being duplicated in various parts of the country.

The manicured, idyllic surrounding of the seawall have become an attraction. People describe the area as a showpiece, unimagined mere weeks ago, before the First Lady began her clean-up campaign of communities. The rehabilitated seawall area will draw tourists, boosting sales of vendors who peddle snacks, drinks, and other items. Such cleaning-up is combating pollution and conserving the environment.

I visited the seawall area during regular trips to Guyana over the last several years.

Conditions sent a signal that the city did not care about the place; and it was an open invitation for vandalism and robbery. I was always fearful of venturing in the dark; in fact, visitors were also scared of going in desolate areas during the day. Choke-and-rob bandits preyed on people. Many have been robbed there, and some violently. The dirty, unkempt, desolate, and poorly lit area generated conditions conducive to crime and violence in the dark. I am delighted that the First Lady has thoroughly cleaned up the area, making it appealing for a visit to enjoy evening walks and snacks.

A well-maintained public space with patrols should discourage criminals and gangs from operating in the area.

Environmental guards should be hired and given responsibility for keeping the area clean.

Citations with heavy fines should be given for dumping and other acts of pollution.

Others should follow the

lead of the First Lady. NDCs and mayoralties should lead clean-up campaigns especially in market areas. Jobs should be created to clean drains and maintain community cleanliness. Professional community sweepers and gardeners should be hired. Streets should be paved and roads repaired. The public must also be educated about cleanliness and good sanitation. Students from kindergarten should be socialised into having a clean environment.

Clean public spaces will spur development. Fines should be levied on polluters.

Community service should be encouraged throughout the nation, with various incentives – prizes, grants, and other forms of recognition for those who are immersed into cleaning and maintaining a green environment. Kudos to the First Lady for this wonderful initiative.

“Included in this distribution activity [was] the mopping up of all the applicants who have been in the system from the 90s, who have fell through the cracks for whatever reason. Most of them were allocated but either couldn’t afford to pay or didn’t accept the area they were given and we were able to clear up that 1990s period. So, we can successfully say that we’re moving on,” the Minister told this publication. Rodrigues added that persons were very responsive after being contacted. The next initiative will be rolled out in Region Three (Essequibo IslandsWest Demerara) in the new week, followed by Region Six (East Berbice-Corentyne) before Christmas.

“We had another successful day and we have everybody here. People were very responsive and it was very encouraging to know that even those that have been in the system for a very long time, we could’ve made contact with them and they responded. They came out and we’re close to our 2000 target over the two days,” she said.

Housing Minister, Collin Croal had assured after taking office in August that they would pursue an aggressive housing drive as outlined in the manifesto. This began with the replacement of the Central Housing and Planning Authority Head.

Government was looking for someone who has a vi-

sion and can lead a successful drive, and later filled this position by appointing Sherwyn Greaves.

Under the Ministry, the Central Housing and Planning Authority has a mandate to address the housing needs of all Guyanese. The agency, which is under the purview of the Housing and Water Ministry, has the primary objectives of divestment of Government land to eligible Guyanese for residential use, development of housing schemes, and regularisation and upgrade of squatter settlements, the orderly and progressive development of land, cities, towns, urban and rural areas, and granting security of tenure (Transports and Certificates of Title to Land). Drunk grandmother, toddler grandson Pedestrian struck, drown after boat capsizes in Pomeroon river killed in EBD accident

olice are investigating a fatal accident which occurred on Friday, in which a 27-yearold man lost his life on the Diamond Public Road on the East Bank of Demerara, after being struck by a pickup.

Dead is Vijai Doodnauth of Sea Dam, Diamond Squatting Area, East Bank Demerara.

Based on reports, the accident occurred at about 18:45h. Police said the driver of the motor pick-up alleged that he was proceeding north along the western carriageway in the vicinity of Courts while Doodnauth was standing on the concrete median. The driver claimed that Doodnauth ran

into the path of the vehicle, resulting in a collision.

At that time, he was picked up in an unconscious state by the 48-yearold driver and taken to the Georgetown Public Hospital, where he was admitted a patient. Doodnauth received injuries about his head and body. He subsequently succumbed at about 02:22 on Saturday.

The body was transferred to the hospital’s mortuary, awaiting a post-mortem examination. A breathalyser test was conducted on the driver, who is a resident of Lodge Housing Scheme, Georgetown, but no trace of alcohol was found. He remains in custody assisting with the investigation. (G12)

38-year-old woman and her two-year-old grandson both died after the boat in which they were travelling capsized in the Pomeroon River, Region Two (PomeroonSupenaam).

Dead are 38-year-old Agatha Gill and her grandson of Friendship Canal, Lower Pomeroon River, Region Two. According to Police, the tragic incident occurred at about 23:30h after the boat which the now dead woman and her husband were operating capsized in the Lower Pomeroon River.

Police on Saturday said that investigations revealed that the woman left home and was imbibing with some friends at Burn

Bush, Lower Pomeroon River. At that time, she was in the company of her husband and grandson.

The three of them would have left in a wooden “balahoo”, powered with a 75-horsepower engine. Her husband, 48-year-old Riley Gill, was reportedly highly intoxicated at the time.

Their bodies were also seen and examined by the Police and no marks of violence were seen nor foul play was suspected. The bodies of the deceased were then escorted to the Suddie Public Hospital Mortuary awaiting a post-mortem examination.

ome Affairs Minister Robeson Benn has urged motorcyclists to protect themselves and take necessary actions to protect their wellbeing and their families from being hurt.

The Minister made the call while distributing free helmets to motorists and cyclists near the junction of the Demerara Harbour Bridge and the East Bank Demerara public road on Friday.

Benn according to a Department of Public Information report, the Minister told the recipients he hoped wearing the safety gear would help them become more conscious about road safety and road usage.

We just learnt that the 26 Haitians - including several children - who’d been housed at the Hugo Chavez Centre for Rehabilitation and Reintegration have now “disappeared”. Following massive protests from PNC elements, who callously tried to make the issue - as they do with everything - into a racial one, the 26 migrants had been released into a city hotel.

That this shows the Haitians mightn’t be remaining permanently in our country is beside the point. We note that, over in Suriname, there are almost a thousand Cubans trying to “pass through” on their way to the US, but have been prevented from so doing by the Suriname authorities, upon request by our Govt. The PNC didn’t cry “racism” for some obscure (?) reason, even when three of them who managed to get over were deported. What your Eyewitness is saying is: these incidents are only the first drops from a tsunami that’s waiting to wash over us; but, with our tiny population, will wash us away!

As our economy develops with the oil revenues soon to be absorbed into our developmental plans, these migrants will just decide that the grass is pretty green right here. This happened to Chile, where they also started out a transshipment point to Brazil, but now has a massive Haitian population, as does Brazil and French Guiana, where they form large slums.

We’ve pointed out that, according to the UN Office on Drugs and Crime, “The Protocol against the Smuggling of Migrants by Land, Sea and Air, adopted by General Assembly resolution 55/25, entered into force on 28 January 2004.

It deals with the growing problem of organized criminal groups who smuggle migrants, often at high risk to the migrants and at great profit for the offenders. This protocol aims at criminalising the smuggling of migrants, and requires countries to make migrant-smuggling a criminal offence under their national laws.”

What is so difficult to understand about this? It is clear that this Haitian migrant-smuggling is very highly organised by what we used to call “back trackers”. The Association of Haitians, which organized the reception etc, for the migrants, should be hauled before the courts to explain how the 26 persons they vouched for have disappeared. If they cannot show that these migrants were allowed into one of our surrounding countries legally, then it means they aided and abetted the commission of a crime, and they should be charged.

Improving Ethnic Relations in Guyana (II)

T

his concludes the presentation to the “National Conversation on Ethnic Relations” with proposals to improve our ethnic relations. Below are the proposals, to which I could only allude because of time constraints: 1. Group Narratives: Continue and deepen these national discussions at all levels of society, so that our ethnic groups can understand the perspective of each other from the narratives they recount. Work towards consensus-building on those aspects of the narratives that clash, so that the national narrative includes the contributions and perspectives of all groups in an equitable way.

2. Civic and Cultural Nationalisms: We must distinguish between Civic Nationalism - based on the values inscribed in the Basic Structure of our Constitution, which guarantee our equal civic rights - and Cultural Nationalism, based on our ethnic cultures. We must emphasise they do not necessarily have to conflict, once all are treated equitably.

There should be no conflict Ravi Dev between our ethnic identities and our common National Identity.

3. Multicultural State: Multiculturalism should be made the official policy of Guyana, declaring that all cultures will be treated by the state equitably. We should launch a Ministry of Multiculturalism to institutionalise multicultural policies to ensure that the identity of the Guyanese people reflect our diversity.

4. Anti-racism: Anti-African racism must be confronted not only in its Guyanese manifestation, but in its universality; which implies it is not a locally-generated phenomenon, but a globallygenerated one. Its genesis lies in the European-African dipole developed after the slave trade. The educational institutions must take a lead in this area, as also must all social and religious institutions. Anti-Indian and Anti-Indigenous racism practised within that dipole must also be confronted.

5. Group Worth: The educational institutions from nursery to university must also deliver curricula that give substantive worth to all our ethnic groups and to the contributions of all to the development of Guyana.

6. Political Democracy: The African-Guyanese Ethnic Security Dilemma in reference to being denied the Executive has been resolved because of recent demographic shifts that have created a nation of minority groups. We must allow this new, fortuitous circumstance to take root, as occurred in 2015 and 2020; and for the democratic politics of “in and out” to be practised as is now done Trinidad, for instance. The major groups can form alliances with smaller groups (as APNU did), or craft programmes (as the PPP did) to win crossover votes and institutionalise democratic elections to handle our political competition.

We do not need contrived “power sharing” arrangements to fix what is no longer broken. It is now irrelevant.

7. A balanced State: In those areas of national life in which there has been historical discrimination, there must be affirmative action programmes to rectify present imbalances. For Indian and Indigenous Guyanese, the staffing of all state institutions: Civil Service, Army, Police, People’s Militia, State Commissions etc, must be reoriented to reflect the composition of the populace.

8. An Equitable Economy: Because Indigenous-Guyanese were totally excluded from national development; and, after slavery, African-Guyanese were explicitly discriminated against in their economic endeavours (flooding of lands and denial of credit), programmes to increase their participation in the economy must be initiated and implemented.

Such programmes for African- Guyanese persons were initiated during the several development plans of the PNC from 1965 to 1992, the PPP between 1992 and 2015, and APNU/AFC from 2015 to 2020; and there must be an investigation why African- Guyanese are still lagging. The problem might be cultural/ social rather than economic. Much blame can be laid at the feet of African- Guyanese leaders who perpetuate the myth that their constituency “don’t have a head for business”.

The recent efforts to develop the hinterland, where most indigenous peoples live, must be accelerated.

9. Ethnic Impact Statement: All affirmative action programmes mentioned above must be monitored quantitatively, to ensure their targets are being approached positively.

10. Decentralisation: Integrative Federalism will: 1: Reduce the struggle for power at the Centre.

2: Foster intra-ethnic groups’ rivalries.

3: Encourage cooperation and coalition at the centre.

4: Bring Govt closer to the people, and revive the village economy.

5: Vertically split the powers of an always potentially tyrannical Government.

6: Abolish “winner takes all” politics.

7: Reduce disparities between groups, especially since states dominated by Indigenous persons would be equal to others.

8: Facilitate the formation of a second, moderating chamber in the National Assembly.

A total of 30 helmets were distributed.

Benn embarked on the initiative to take a hands-on approach to reduce road deaths in this category of road users as they make up a large percentage of victims, with speeding and the lack of safety helmets recorded as contributing factors.

The helmet campaign is one of the measures the Ministry announced during the National Road Safety Week of activities on November 23. The campaign is a collaboration between the Ministry, the Guyana National Road Safety Council and the Guyana Police Force Traffic Department.

The Ministry also plans to distribute high-visibility vests and lights to cyclists. The Police have recorded an 81 per cent increase in motorists’ deaths compared to the same peri-

Holiday baker says traditional cakes are synonymous with Christmas menu

oliday baking is an abiding tradition in every Guyanese household during the Christmas season and as the day draws nearer, these wafting aromas become part of the local experience.

The highly-anticipated cakes, be it fruit or sponge, are usually the main dessert options this time around, but with the advent of modernisation, some persons have abandoned these flavours to settle

...new trends should also be embraced for newer favourites.

However, for one baker, nothing speaks of a true Christmas spread like the smell and sight of traditional Guyanese cakes.

In an interview with Guyana Times, 25-year-old Rohini Rambaghan shared that the fruit cake should be a part of every menu, given its versatility and incomparable taste. It is generally made with a

concoction of macerated tropical fruits and spiced with cinnamon and nutmeg among other ingredients. On the other hand, the sponge cake is known for its airy texture and golden colour, with a hint of vanilla. Then, there is the classic Guyanese black cake, whose importance Rambaghan stressed. It is usually soaked in alcohol. This can be made well in advance to allow the flavours to develop and as it is, many Guyanese start their Christmas preparations in advance.

With these classic flavours in mind, the baker said there was no reason why these should not be part of the picture during the holidays.

“Holiday traditions as it relates to baking is going full Guyanese style with the traditional cakes. I find that sponge cakes are a lot of persons’ favourite, so that should be a must. However, I think that Guyanese should also give the black cake a try. I definitely think traditional fruit cake should be a part of everyone’s menu,” she shared.

Rambaghan, who has a full-time job, recently launched her business “Bake You Happy

by Rohini”. Hailing from Herstelling on the East Bank of Demerara, she said that

baking has been a passion of hers for some time and during the COVID-19 pandemic, she was able to realise one of her dreams.

“To be honest, I’ve always loved baking so much more than cooking. My friend at work tagged me in a Facebook recipe post, I gave that recipe a try and it was a favourite. Even those who never liked cake, they kept asking for more. The pandemic did me great, it made me realise one of my dreams.”

Rohini Rambaghan For those who are busy or scared of attempting to give it a try, she is taking orders for the traditional fruit, sponge and black cakes. There is also a choice of decorative chocolate, vanilla, or red velvet cakes.

For people who would like to bake for the experience, Rambaghan noted that there were many different ways of attempting it.

Her first piece of advice is to make use of social media platforms, such as YouTube, which has tons of content and steps to guide the process.

“There are so many different ways to make one cake, if you fail once, twice or even thrice, then keep trying, because you will get it right. Also, you should note that the most difficult challenges will definitely make every difficulty a cakewalk once it’s mastered.”

On the side of new trends, there are also a few items which millennials might find interesting. Rambaghan has perfected her collection of freshly baked cheesecakes and scrumptious cupcakes which can also be part of one’s newfound Christmas traditions, or just something different.

Decorating cookies with holiday patterns can also make the list.

Lisa’s Preserved Carambola transformed from raising funds for daughter’s medical bills to livelihood

W

hile different variations of black cake can be found throughout the Caribbean, the ones in Guyana are, by far, the best simply because of the superior quality of ingredients used. In most countries, a combination of dried fruits such as raisins, dates, prunes, cherries and currants is the foundation for their cake.

But here in Guyana, the star is the preserved carambola, more simply referred to as “fruits”.

The process of preserving the carambola, or five fingers as it is commonly known, is laborious and time-consuming, but the end result is worth it, because the idea of providing the all-important ingredient for the quintessential Guyanese Christmas is one that brings much satisfaction.

For over two decades, Farina Fareed has been basking in that satisfaction and the widespread demand for her Lisa’s Preserved Carambola. However, she never envisioned the venture growing to the dizzying heights it now enjoys.

The mother of two started preserving carambola in her kitchen back in 1997 as a means to an end. She explained that her younger child was at the time diagnosed with hydrocephalus and required emergency surgery in Trinidad. At that time, it seemed impossible, because her pharmacist husband simply could not afford to pay for the surgery.

Nevertheless, they travelled to Trinidad and had the surgery done which was successful, but when they came back home, they also came back with a huge debt hanging over their heads.

They owed monies to the doctor in Trinidad and they needed to find a way to pay him for the work that was already completed.

“Then I decided to do a business or something of the sort to generate some funds. With my husband’s funds and my own, we can get to pay the doctor, so that is how I started doing carambola fruits,” she recounted.

Fareed started out in her small kitchen making small batches with carambola sourced from her father’s farm in Canal Number One, West Bank Demerara (WBD). She explained that she had very little knowledge of the process when she first started out, but remembered observing one of her cousins making dried carambola preserves back when she was a child.

However, because of the necessity of her venture, Fareed did not attempt the dried version since that process was lengthy. She settled for the wet version and soon began gaining recognition for the quality of the product she was putting out.

As her product was gaining recognition, she knew that expansion was inevitable. So, she made a small work space behind her Canal Number Two, WBD home and started the process of registering her business. Once registered, she then had the challenge of getting the product into the mainstream markets and began approaching supermarkets.

The first shelves she got onto were in Bounty Supermarket and Guyana Stores. From there, she was just moving up.

Lisa’s Enterprises The name “Lisa” is that of Fareed’s older daughter and at the time when she was registering her business, it seemed appropriate to use that. In 2000, Fareed started her factory.

Now she produces hundreds of kilos of preserved carambola on an annual basis and offers them in a variety of sizes on the market. Almost every supermarket stocks her product, which can be seen neatly packaged in bags and containers.

Her two children are also heavily involved in assisting her in the operations. She explained that Lisa became involved since she was about five years old, because, at that time, her husband had become an alcoholic.

“My eldest daughter was about five years when she used to help turn the karahee. My husband had become an alcoholic, he was a pharmacist and sometimes when I would leave to go to town and so, I would tell him to look the pot and so, and he wouldn’t, she would do it from a very young age,” she recounted.

Now Lisa’s Enterprises has grown to encompass not just preserved carambola, but also authentic Guyanese snacks such as cassava and plantain chips along with chicken foot.

Fareed mostly sources carambola from within the community along with her trusted supplier from Grove, East Bank Demerara. She explained that she used to source the fruit from the Pomeroon area, but because of the high associated costs, she decided to switch to fruit that was more affordably sourced on the coast.

The manufacturing process When Guyana Times visited Fareed’s Belle West, WBD home, her older daughter, Ann Marie Isurdeen Samaroo, or Lisa as she is known, was there to walk us through the operations. She explained that the decision to assist her mother was never one that was foisted upon them, rather they saw the need to provide as much assistance as they could.

“When this business was started, she would not have had the income to hire an employee as it was relatively small, so hence, we ended up helping her in ways that we could have by putting them (the preserve) in plastic bags, putting in the labels, seal it. As we grew and we eventually entered into secondary school, we still shouldered some of the responsibilities, whereas I was going to St Stanislaus College, so maybe if she had orders in Georgetown, I would take them out with the bus when I am going and then she would collect them from me and she would do the delivery,” she explained.

Samaroo, who is now a school teacher, said when she was on vacation break, she would be over by her mother’s, assisting with the production of their goods. She also serves as the informal Operations Manager and would organise markets and meet with suppliers.

Walking this publication through the process, Samaroo related that when suppliers bring the carambola to the factory, it is first weighed and then washed. During washing, the

skins and seeds would be removed, and the fruits cut up.

Following that, the process of preserving it comes into play. What they would now do is to stack the fruits in big barrels with a combination of sugar and “secret” ingredients and the fruits are left to preserve for months at a time.

She explained that there was no definitive amount of time the fruits are preserved for, since the carambolas would

indicate when they were ready for the next step.

The next step is perhaps the most tedious part of the process, since it is the cooking phase.

They utilise large sawdust-powered ‘firesides’ to boil the preserved fruit for at least four hours, constantly stirring to ensure uniformity in the cooking process.

“Now we have our ratio of how much carambola we are putting with how much sugar with our other secret ingredients that we would use to make it the best ever. One batch would take about three to four hours depending on how the sawdust is lighting. So, we would have to overlook that. We would have to keep turning it.

We have to make sure also that the correct proportion of sugar is added or else it might become

too sweet or would not have that sweetness that you need.

“After removing it from the fire, it is placed in a bucket and left to cool. After maybe three days and, yes, it does remain hot for a long time; even after two days, it is still hot because of the sugar content. So, after about three days, we would grind it. It’s then placed into the finished product barrels in the factory and we seal that off,” she informed.

They would then store them labelled and as orders come in, the preserved fruit would be packaged and sent off. One thing that is unique about the Lisa brand is that they utilise no alcohol in the preserving process. Samaroo said that this was so because at the time her mother started out, they were a devout Christian family that consumed no alcohol. They also took into consideration the fact that in Islam, alcohol was ha-

ram and they wanted to ensure that everyone could use their product.

“We are the best and there are many reasons why we are the best. Firstly, it’s a very moist product. When you bake your cake with it, you don’t have to worry that that cake is going to dry out and you are going to have to buy some drink to carry it down. Secondly, the product is ground very fine, so when you mix it in your cake, you don’t have to worry that it’s going to have a large chunk or it is not going to incorporate properly. Next, the preservation time gives it a unique flavour that allows that black cake to have that nice black cake flavour. The secret is in what you put in to the black cake, so if you have that fruit that is preserved and you put in your spices and so on, that cake is going to come out miraculously,” Samaroo declared.

2020: A tough year for creatives

he creative world is a beautiful escape for a lot of people, allowing them to transcend into an alternate universe where they can forget, even if it is just for a moment, all of their worldly problems.

Creatives allow us to enter

their space and make us feel at ease. They can invoke emotions we did not know existed. Their work can take us to the happiest place on earth or cause us to introspect.

However, 2020 has not been good to creatives, who were already scarcely earning.

In Guyana, the creative world has the potential to be one of

the best in the world but it lacks the protections for our artists.

So, when the coronavirus pandemic hit and brought the world to a standstill, creatives were heavily impacted. Those in showbusiness were especially hard-hit because their sources of income were taken away in a matter of days.

In Guyana, the COVID-19 guidelines did not cater for those in the creative industry since bars and restaurants were initially closed. Large gatherings were also prohibited because of how COVID-19 spreads.

Speaking about how the creative world has been impacted, Director of the Unique

Pre-performance Arts Entertainment (UA), Kelton Jennings told the Sunday Times that they were forced to cancel their annual dance production which meant taking a big financial loss.

While he understood the public health implications of large gatherings, he was also disappointed that they were not able to perform for an in-person audience.

A

s a little child, I always loved animals, they brought a sense of peace and warmth throughout my troubling childhood. I grew up always knowing that someday I wanted to be surrounded by lots of animals.

Before I joined Animal Rescue Adoption and Protection Society (ARAPS), I would go around feeding animals in my community and trying to do the best I could. When I joined ARAPS, my life completely changed.

Suddenly, I was part of a group of phenomenal people and was able to do so much

more for the animals. I cannot describe the passion and commitment that our members have, each of them goes above and beyond and it is truly inspiring.

I have 11 pets currently, all of whom are rescues. The love that these animals have to give has made my life so much better, and for those of you willing to commit to a pet and find it in your hearts to adopt, I can tell you that your life will be changed forever.

“It has been very hard because as a musician we depend on shows, events, we depend on everything that is based on entertainment and due to the pandemic, the whole entertainment industry had crashed,” he said.

The young artiste said now there are no events for the musicians to attend and perform so that means no income for them. They are now forced to do other jobs to make ends meet while they watch their career in entertainment slowly diminish. He said the only things they are presented with are virtual shows which do not feel the same.

“Some of them are paid and some of them we just have to do it because we have to keep our name out there,” he explained.

The musician said for about five months he was not getting any job with music, and it was a struggle to not have a job, and still try to produce content.

“As much as we want to keep our name out there, we cannot invest when we are not getting back …I know people have not been hearing from

me, but I guarantee them new year to come you are going to have some music,” he said.

He said he wants Guyanese to know that it is not just about putting music out there, but it is a struggle and it is a job.

Ramphal said he has been told on many occasions that musicians have to produce music constantly so that persons can know about them, but that cannot happen since there is no source of income.

“We have to invest to get quality stuff out there, and it is very hard to get sponsorship from businesses because a lot of businesses have crashed because of COVID and they can’t give a hand when they need a help,” he said.

he Christmas holiday season is known as a time for spreading the gift of love, joy and good cheer; where individuals, associations and organisations show appreciation to those in need in various

unique ways.

It is no different in the Region 10 (Upper Demerara-Berbice) community of Linden, where members of the community are busy planning “giveback” initiatives, which are aimed at putting smiles on the faces of those who may

have suffered social and economic challenges over the past year. The circumstances are somewhat different and even more challenging this year.

With the outbreak of the COVID-19 virus, as with other parts of the country and the rest of the world, some persons in the community have lost their jobs, while others are experiencing a decline in income.

Families are grappling with the effect of challenges as well as the psychological effects of social changes.

It is in this light that the Linden-based non-profit, Non-Governmental Organisation (NGO), Lester Glen & Friends is collaborating with the Linden Mayor & Town Council (LM&TC) to distribute hundreds of gifts and vouchers to families and people in need.

The initiative is one of the largest to be hosted in the community in recent years. Founder of the NGO, Lester Glen told the Sunday Times Magazine that it could not have been made possible without the collaborative spirit of members

of the community. It is in a similar fashion that the organisation has been actively involved in such initiatives as well as the organising of activities aimed at promoting positive social community changes.

“My intention was to distribute these gifts on Christmas morning, but the task would have been too big...We are catering for about 500 children and 50 hampers along with clothing. All of this, of course, comes with the compliments of friends and sponsors,” Glen related.

“Christmas is a time for giving, love and unity amongst families and kids,”

he continued.

Glen said owing to the current situation, some businesses and organisations were unable to give as much support as in times past.

“The community was not so responsive because so many doing the same thing. But I have my true ‘diehard’ supporters.

Setbacks yes, because financially persons are not capable to assist as they would have in the past,” he said.

“Nevertheless, he shared his hopes that such initiatives can be developed to provide more meaningful support to those in need in years to come.

“My intention is to collaborate with others yearly for Christmas. Unity, with the rightful people, is strength and only then you can accomplish once there is one aim,” Glen said.

Presently, the organisation is working on establishing a mini shelter which will cater for persons in the community who are experiencing social and economic challenges.

“Lester Glen & Friends would like to say thank you to everyone who would have assisted through the year 2020. It has been a very challenging year for us.

Even in the pandemic, we are trusting God to finish building our two-bedroom self-contained rooms and an office to distribute foodstuff and clothing, because the statistics shows abuse among women is still on the rise. This is why we will be catering for them - a temporary shelter,” the founder of the NGO explained.

Meanwhile, Linden Mayor Waneka Arrindell is ecstatic about the planned activities which will include a virtual Christmas tree lighting exercise. She said even seniors are set to benefit from the holiday activities this year.

“As you know, Christmas is our favourite time of year...We are going to have our annual Christmas tree light up...This year we’re also hoping to give out 100 food hampers - 50 to senior citizens within the township and the other 50 to families in need,” the Mayor said.

She also pointed to the notable increase in the number of gifts this year, explaining that last year, gifts were given to 300 children.

“We are grateful to those companies and those businesses that have come on board and are already assisting us with gifts and hampers,” the Mayor said.

PET CARE DURING THE FESTIVE SEASON

t’s Christmas time, the Season of goodwill and reflection.

So, today we will remove ourselves from the usual stodgy issues of diseases and their cures. Instead we’ll engage a bit on aspects of the human-animal bond and how we, as caregivers, can and should treat our companion animals during this Festive Season.

• During this Season of fun and food, we might be tempted to let our pets share in the bounty that is on our table. Bad idea! Lots of the spices contained in our Christmas foods (Pepperpot, Curries, Garlic Pork/Beef, Spanish Rice, turkey stuffings, etc.) can create an allergic reaction/digestive disorder in our pets.

Dogs and cats don’t know its Christmas.

For them it is just another day. So, there is no reason to take your pet off of it’s normal day-to-day diet and consequently shocking it’s digestive system with “foreign”, unaccustomed foods. No chocolates, no black cake laced with alcohol, no sweets and fatty foods. I know how tempting it is to succumb to the hypnotizing eyes of your pets. You just cannot give them a “deserving” (?) treat.

Caregivers must be strong of will, and not give in to the pets’ enticing mewing/barking at the side of the table. I, myself, recognize that this is easier said than done.

• Also, currently, we have fairy lights and attractive ornaments and tinsel hanging on the Christmas tree and around all over the house. For inquisitive young puppies, these attractions are an invitation for a disaster. The hanging glass bulbs can break and injure the cat or dog seriously. The materials from which the ornaments are made can create severe gastro-intestinal upsets, if ingested. Frayed electrical wires can cause instant death, if they are bitten into. The broken shards can cut the animal and create much hemorrhage.

• Most cats and dogs are terrified of explosive noises. Humans too, I dare say.

Consequently, you should tell your neigh-

bours to desist from exploding squibs or firecrackers in the vicinity of your pet. During recent times, the activities of the Police and Customs officials may be, to a large degree, responsible for the reduction of explosions all over Guyana.

If it is necessary to placate your pet, your vet may administer tranquilisers. You may keep your pet indoors and offer it an extra amount of TLC, thus fortifying its self-confidence/fearlessness.

• Don’t purchase toys for the dog/cat which he/she can swallow or shred easily.

Look on the label to see if the toy is made from a non-toxic material. If in doubt, check with your vet.

• If you decide to take a holiday which results in your leaving home for a long period, please make the necessary arrangements to accommodate your pet, preferably long before your departure.

You may wish to contact one of the many existing Animal Humane Societies; many of them have appropriate/adequate “hotel” facilities. Don’t ever leave extra food around, which you hope will cover the short period of your absence, unless it is dry dog food stored in a functional dispenser.

Finally, check with your veterinarian to see if and when he or she will be around, in case of an emergency. The vet might have changed the normal Clinic opening hours during Christmas.

HEALTH TIPS GOUT (PART 2)

out attacks - inflammation of the joints, with severe pain and swelling due to urate crystals’ build-up - can vary from

person to person. Some people have an attack every few years, while others have an attack every few months.

Without medication, attacks tend to happen more often, and other joints can become affected.

Having high urate levels and gout for a long time can lead to other health problems. These include: * Narrowing of the arteries - which can lead to an increased risk of stroke or heart attacks, or other heart problems * Osteoarthritis - which occurs when the urate crystals and hard tophi cause joint damage. * An increased risk of developing kidney disease or worsening of pre-existing condition

* Kidney stones * Increased risk of some cancers, especially prostate cancer * Mental health problems, including depression * Underactive thyroid * Erectile dysfunction in men.

TREATMENTS

Treatments for gout are easily managed. The two main areas of focus include: * Treating the acute attack * Treatments to prevent future attacks.

* Treating a gout attack

Treating an attack of gout does not lower the urate levels or stop future attacks.

The treatment helps to manage all the symptoms when

an attack happens.

The most commonly used drug treatments for attacks of gout are: * Non-steroidal anti-inflammatory drugs (NSAIDs)such as ibuprofens, diclofenac * colchicine * steroids.

The treatment for gout is patient-centred and requires the best approach for the patient, based on their circumstances. In cases where one drug does not seem to be working on its own, a combination of NSAIDs with either colchicine or steroids can relieve the symptoms.

TIPS FOR MANAGING AN ATTACK AT HOME

* Keep the area cool: An ice pack, or a bag of frozen food wrapped in a tea towel, can be particularly good at reducing some of the pain and swelling. * Rest the affected joint.

PREVENTING GOUT ATTACKS

There are available drugs that can lower urate levels, prevent new crystals from forming, and dissolve the crystals in joints. They are called urate-lowering therapies. Treatment with these drugs is generally started after an attack of gout has completely gone. There is no single fixed dose, and different people need different doses to get to the right blood urate level.

It can take a few months or years for the drugs to completely clear the body of urate crystals. However, once the crystals are gone, attacks of gout are drastically reduced, along with tophi or risk of joint damage due to gout. The drugs may not be effective immediately, and may have to be taken along with other painkillers.

Urate-lowering therapies are usually life-long treatments, and yearly check-ups are required to monitor urate levels.

* Allopurinol

Allopurinol is the most commonly used urate-lowering therapy. It is a very effective treatment for most people with gout. It works by reducing the amount of urate that the body makes.

* Febuxostat Febuxostat is a newer drug that reduces the amount of urate made in the body in the same way that allopurinol does. * Uricosuric drugs Uricosuric drugs, which include sulfinpyrazone, benzbromarone and probenecid, work by flushing out more urate than normal through your kidneys.

TREATMENT FOR JOINT DAMAGE

If the gout has caused damage to joints, then the treatments available will be the same as those used for osteoarthritis. They include: * Exercising regularly * Reducing the strain on affected joints * Staying at a healthy weight * Taking painkillers * In more severe cases, joint replacement surgery.

LIFESTYLE CHANGES

Lifestyle choices are not the main reason why most people get gout. However, with a healthy lifestyle and taking prescribed medication, there is a better chance of lowering urate levels. This will then decrease the chances of having attacks of gout.

* Exercise

Exercise is extremely important, not only to reduce the chances of an attack, but also for one’s general health and wellbeing.

* Diet

A well-balanced diet, that is low in fats and added sugars but high in vegetables and fibre, helps with weight management and prevention of diabetes, heart problems, hypertension, and promotes a healthier feeling. Avoid excessive weight loss, which can provoke gout attacks.

FOODS TO HAVE IN MODERATION

Avoid eating large quantities of foods that are high in purines. However, there is no need to remove them completely from your diet.

These include: * Red meat - such as venison, kidneys, rabbit, liver, beef, duck and other wild

meat. * Seafood, particularly oily fish and shellfish - such as anchovies, herring, mussels, crabs and sardines * Foods rich in yeast extracts - such as Marmite, Bovril and Vegemite * Processed foods and drinks. * Sweetened soft drinks should be avoided, as they contain large amounts of sugar, and can increase the risk of getting gout.

Alcohol

Drinking too much alcohol, especially beer and spirits, can increase urate levels and the chances of triggering a gout attack. Beer is particularly bad, as it contains many purines. However, drinking a bit of wine does not appear to increase the risk of triggering an attack.

Vitamin C

Research has shown that vitamin C may slightly reduce uric acid levels in people with gout. This is another reason to make sure the diet used includes plenty of fruits and vegetables.

Cherries

Research has shown that cherries may reduce the risk of having an acute attack of gout, particularly when taken with allopurinol.

Skimmed milk and lowfat yoghurt Research suggests drinking skimmed milk and eating low-fat yoghurt may help to prevent attacks of gout.

WORKING WITH GOUT

Work can provide a sense of purpose, a supportive social network, and help financially. Most people with gout can continue working, but may need some time-off when they have an attack. If gout is affecting a person’s ability to work, speak to the employer’s occupational health service, if they have one. Being aware of dos and don’ts for gout, along with possible triggers, can help immensely in controlling this disease.

While it may seem like an illness that restricts persons socially, check with a physician to help with a guide on what to do.

COVID-19 and the human kidneys: An Overview

We can all appreciate that COVID-19 is a deadly condition that primarily affects the respiratory system. The effects of COVID-19, however, can directly or indirectly affect many other organs, with kidney injury being recognized more prominently as data becomes available.

Normally, humans have two kidneys that are best known for their role of filtering our blood and allowing us to get rid of toxic substances by excreting them in urine. Along with this critical function, the kidneys also have a role in regulating blood pressure and maintaining certain hormones in our body.

Without properly functioning kidneys, we would not be able to live -- at least not without the help of an artificial way of removing toxins such as dialysis.

Effect on Kidneys

There are many gaps in our understanding of COVID-19, but we have several scientific clues as to how this disease affects the kidneys.

1. COVID-19 can directly infect the kidneys: this virus is thought to use a substance called the angiotensin converting enzyme 2 (ACE2) to enter and infect the cells of the body.

ACE2 receptors can be found abundantly in the kidneys, making this organ a prime target for the novel coronavirus, which in turn can directly cause kidney injury.

2. COVID-19 can cause a cytokine storm: when infected, the body reacts by producing an immune response which increases the production of certain inflammatory factors and other substances to fight the illness. In some persons, the reaction to infection can be extreme, leading to an overwhelming production of inflammatory substances, a situation referred to as a cytokine storm. The cytokine storm in an effort to kill the invading virus can also destroy healthy tissue, including that of the kidneys.

3. Other underlying factors: persons that become severely ill from COVID-19 may have pneumonia, low blood pressures (sepsis) and clotting disorders, affecting the oxygen supply to the kidneys and inevitably leading to injury. Those with underlying diseases like diabetes, cardiovascular conditions, or cancer are also more susceptible to kidney injury from COVID-19.

As with the lungs and the respiratory system, COVID-19 can affect the kidneys along a spectrum, starting with mild to moderate damage that usually gets better as the person recovers, to more severe instances, which can impair the kidney functions more permanently.

COVID-19 can injure and impair the kidneys to the extent where the person may require lifesaving dialysis -- the majority of these patients being already critically ill from the respiratory effects of coronavirus.

Currently, there is evidence that leads us to believe that severe infection with COVID-19 can lead to chronic kidney disease for those that had normally functioning kidneys, while worsening the condition of the kidneys for those already suffering from chronic kidney disease. Acute kidney injury in COVID-19 is also associated with a higher risk of death.

Diagnosis

Kidney functions are usually assessed by simple and widely available blood tests (commonly referred to as BUN and Creatinine), or more complex measures when necessary (glomerular filtration rate, renal biopsy).

The physician will look for certain trends in your renal function blood tests, combined with an observation of urine output to determine whether a person has suffered kidney injury. The management of patients with a confirmed diagnosis of COVID-19 and acute kidney injury is individualized, but will generally include: 1. Targeting the underlying COVID-19 with the use of antibiotics, antivirals, immunomodulatory and anti-inflammatory drugs.

2. Maintaining a good blood pressures and fluid balance with the use of intravenous fluids and pressure support drugs as necessary.

3. In cases of critically ill patients, about one-third may require some form of dialysis.

High Risk

Persons already living with underlying kidney disease are at a very high risk and in an extremely vulnerable group for becoming severely ill with COVID-19. This is especially so if someone is on dialysis, had a kidney transplant, has high stage chronic kidney disease, or is using prednisolone daily (being treated for an autoimmune condition).

It is worth noting that persons with chronic kidney disease are at a three-fold higher risk of developing severe and life-threatening symptoms from COVID-19 when compared to persons without chronic kidney disease.

If you are someone that already has underlying kidney disease, it is recommended that you adhere to protective guidelines. If you are on dialysis, you should not miss your treatments, but if you feel sick, ensure you inform a member of your healthcare team.

COVID-19, as well as the circumstances around it, has influenced all of our lives in Guyana, requiring us to adapt in so many different ways.

This article allows us to under-

stand a little more about the far-reaching consequences of this deadly disease.

Properly functioning kidneys are essential for life, and therefore it is in everyone’s best interest that they pay attention to the health of these organs. As COVID-19 continues to be at the forefront of our conversations, we should be aware that in Guyana there are many more common conditions that adversely affect and otherwise injure our kidneys.

Diseases such as diabetes, high blood pressure and renal stones continue to be responsible for acute and chronic kid-

ney injury for many Guyanese and this should not be less of a priority.

If you are diagnosed and living with a chronic illness like diabetes and high blood pressure, it is important that you have regular follow up assessments with your medical practitioner, as control of these conditions is often paramount in preserving the health of your kidneys.

Self-medicating is strongly discouraged! For those with no known illnesses, it is still important that you have a conversation with your doctor about the status of your kidneys and

be guided accordingly.

Things to Remember

1. Kidney injury is common in severe cases of COVID-19 and is associated with a poor outcome.

2. COVID-19 can damage the kidney by several different mechanisms.

3. Treatment options revolve around treating the underlying COVID-19 as well supporting the kidneys with medication, fluids and dialysis if required.

4. Kidney injury from COVID-19 can be long term.

5. If you already have underlying kidney disease you are more likely to suffer severe illness from COVID-19 – you need to be proportionately more cautious in your actions.

6. In Guyana, many other common conditions affect our kidneys adversely and warrant our attention.

After inheriting expired drugs

Health Ministry working to stabilise medicine, supplies' shortage

overnment is seeking to stabilise the shortage of supplies and medicines in the health sector, after inheriting millions of dollars in expired drugs from the last Administration.

This was according to Health Minister, Dr Frank Anthony during a recent COVID-19 update, where he noted that the main focus is to remedy the short-term demand. Efforts are also on stream to have enough supplies for six months. A few weeks ago, there were shortages of key medicines and other materials, causing the need for urgent procurement.

“What we’re trying to do now is ensure that we have enough supplies and we have been going out to tender to ensure that we have adequate supplies. We had severe shortages of a number of essential medicines so we’re trying to remedy that.

We also had shortages of reagents for laboratory equipment so we’re working to ensure that we have adequate supplies,” the Minister shared.

He added, “over the last month or two, we have been

trying to get emergency supplies so that we can make the system work and now we’re trying to get a much larger quantity so that we can have for about six months. By next year, we’ll have adequate amount so that we can plan properly and ensure that we try to reduce the level of shortages.”

APNU/AFC's wasteful spending

Last September, Dr Anthony slammed the former APNU/AFC coalition Government for wasteful spending – which had caused billions of taxpayers’ dollars to be expended

in vain.

During his budget presentation, he disclosed some of the shocking revelations and discoveries made when he assumed office last month, positing that the sector was “emblematic of corruption” under the former Government. This primarily surrounded the purchasing of close to $1 billion in expired pharmaceuticals and medical supplies, which cannot now be used to treat patients.

“Another travesty is that, in the midst of shortages and stockouts, is that drugs that have been ex-

pired and sitting at the bond. Just an example: from January to August of this year, about 1,663,032 items, valued at $732 million, have expired. Another $200 million is scheduled to expire by the end of December, which would mean that close to $1 billion would’ve been wasted on expired medicines and supplies,” the Minister had informed the National Assembly.

To exacerbate the situation, Government had to spend millions for the Materials Management Unit of the Ministry to safely dispose of the materials.

He added, “As if this was not bad enough, to get rid of these expired drugs, it would cost the MMU at least another $3 million to move it and take it to the dumpsite.”

As at August, some 60 per cent of the MMU’s special capacity was filled with expired medicines and medical supplies, or with items deemed unfit for human use. Because the facility was “filled to the brim” with these useless items, staffers were unable to do efficient stocktaking and locate the needed medicines. (G12)

The Importance of Data for Development Planning – within the Framework of The United Nations 2030 Agenda for The Sustainable Development Goals

T

he proliferation of a dense ecosystem of technologies and radical shift in the volume, variety, quality, and speed of data generated on people, governments, economies and environment has led to a salvo of new information (and techniques of storage, access and analysis) without precedent in history (UNDP, 2016). Data is rapidly transforming society and the way in which the world functions. It necessitates enormous opportunities – as well as challenges – to improve the livelihoods of people around the world (UNDP, 2016). Access to data and data analytics has the potential to radically improve service delivery, public administration and accountability of governments and businesses (Sachs, 2015). According to the UNDP, it is estimated that governments worldwide already posted over one million datasets on the internet (IDRC, 2013). However, only a small fraction of these datasets is from developing countries. This points to the dearth of knowledge in some parts of the world, despite a data deluge in others (UNDP, 2016).

New data collection and monitoring technologies are becoming rapidly available. These innovations will dramatically advance national statistical offices’ and the international community’s ability to monitor the impacts of development programmes, in addition to informing the way they are designed and implemented.

“The bourgeoning data revolution movement should seize on the opportunity to strengthen national statistical systems in the region from the ground up, focusing on underlying political economy issues that have slowed progress on data for decades.” United Nations Report on Sustainable Development, 2015: P8).

Critical data for global, regional and national development policymaking are still lacking. Many governments still do not have access to adequate data on their entire populations. While most data are typically public, assessing it is not always easy, and mining it for relevant insights can require technical expertise and training. Making good use of big data will require collaboration of various actors including data scientists and practitioners, leveraging their strengths to understand the technical possibilities as well as the context within which insights can be practically implemented (Maroof, n.d).

Effective application of big data would require changes in decision – making process, which customarily relies on traditional statistics. Given the high frequency of big data, a more responsive mechanism will need to be put in place that allows the government to process information and act quickly in response (Maroof, n.d).

Moreover, it must be acknowledged that data are a prerequisite for delivery the 2030 agenda for Sustainable Development. The Development Co-operation report (2017) produced by OECD highlights the importance of data for development because of the quality, timely and disaggregated data that are crucial for achieving the ultimate goals of development – improving welfare of people and fighting poverty.

Investing in statistical systems needs to become a strategic priority for developing countries like Guyana and providers of development cooperation alike. Development cooperation can help developing countries produce and use more and better data in a responsible and transparent manner for good policy outcomes (OECD, 2017).

The OECD has put forward six concrete actions that can bridge the data divide for sustainable development: 1. Make statistical laws, regulations and standards fit for evolving data needs.

2. Improve the quality and quantity of financing for data.

3. Boost statistical capacity and data literacy through new approaches.

4. Increase efficiency and impact through data compacts or other coordinated, country-led approaches.

5. Invest in and use country-led results data to monitor progress towards the Sustainable Development Goals.

6. Produce and use better data to help understand the overall state of SDG financing.

National Government Actions: * Increase national budget allocations for the development of national statistical systems. * Maintain high-level commitment to engage in the data revolution and monitor SDGs by improving coordination across government and opening datasets related to the SDGs. * Undertake assessment of existing capacity to fulfill SDG monitoring expectations and integrate needs into NSDSs. * Prepare robust SDG-aligned NSDSs or national roadmaps to strengthen country specific capacity to monitor the SDGs. Well-articulated roadmaps, accompanied by realistic budgets, are needed to enlist domestic support and to coordinate with donors. * Incorporate new data collection tools and technologies into SDG monitoring frameworks, such as earth observations, geospatial mapping, new sensors, and cell phone-based data. * Engage in ongoing global processes, including the Statistical Commission, IEAG-SDG, and dialogue on new global partnership, to ensure that each country’s unique perspectives and needs are well addressed through global cooperation and action.

Conclusion

Guyana is about to enter an era of transformational development of its economic landscape and is ripened to be positioned as the number one investment destination in the Latin America/Caribbean and South America, if not the Western Hemisphere.

As a signatory to the United Nations 2030 Agenda on Sustainable Development Goals, it is imperative that the development path undertaken by the policymaker is aligned to the SDGs. Guyana has a huge gap to fill where data driven policy is concerned – there is a lack of data collection to aid in this regard. The data is not necessarily unavailable, but rather, lack of compilation owing to most agencies still largely manual.

For example, the Guyana Revenue Authority collects a huge amount of data but these data are compiled and published. It is crucial, therefore, that going forward, data for development planning needs to be tied to a national digital transformation strategy and / or an ICT strategy which needs to be implemented quickly. More so, agencies such as the Bank of Guyana, and the Guyana Revenue Authority that sits on an abundance of data, and the Guyana Bureau of Statistics, need to work collaboratively in these respects.

Granger made an “unfortunate judgement call” by not attending – Teixeira

overnance and Parliamentary Affairs Minister Gail Teixeira said that former President David Granger made an unfortunate judgement call when he rejected the invitation to join President Dr Irfaan Ali and the other former Presidents of Guyana for a meeting last week.

Minister Teixeira had sent the invitation on behalf of President Ali to all four of Guyana’s former Heads of State – Granger, Donald Ramotar, Bharrat Jagdeo and Samuel Hinds – to discuss a range of issues for national development.

However, Granger declined the invitation, saying there was no agenda given for the discussions. The former Guyanese leader also asked that the meeting be deferred until an agenda is fixed.

But according to Minister Teixeira, the former Guyanese leader missed a golden opportunity.

“One of the things that I think politicians have to know when there is an opportunity out there, and you go make a mistake and reject it, it is always a delicate balance. And that is why politics is such a fascinating field. It has to do with judgement calls that you make, and, I believe, in this case, Mr Granger has made a very unfortunate judgement call,” she told the Department of Public Information on Friday.

Nevertheless, the Minister noted that the door is still open as “we have not shut the door on Mr Granger.”

Teixeira further posited that Granger should not feel “intimidated” by meeting the former Presidents.

“It was a meeting of former Presidents and the present and he would not feel outnumbered. That was not the meeting of political parties, but of former Presidents – completely different dimensions. I hope that Mr Granger in his quiet time will reflect and realise it’s time to get on board the Guyana ship and let’s look at the major issues of national concern for our coun-

try,” she said.

On Thursday, President Ali extended another invitation to Granger to join discussions on areas that will see the country benefitting.

He plans to meet with the former Heads of State on a quarterly basis going forward.

According to the President, the essence of the first meeting was to be a free-flowing forum to come up with the thematic areas for future discussions. He noted that now that they have those “thematic areas”, they will be used at the next meeting of the Guyanese leaders.

“I have no difficulties in communicating to him the areas that we discussed…

Now President Granger can come in at the next meeting. The invitation is open to him and, of course, if he has any additional areas of interest, he’s more than welcome to raise them,” Ali declared.

At the first meeting on Tuesday, the Guyanese leaders discussed topical issues such as border security, sovereignty, the environment, including climate change, oil and gas with a focus on local content, enhancing national security and constitutional reform.

Also on the agenda was electoral reform, national unity with a focus of reforming the Racial Hostility Act and finding ways to ensure good governance.

President Ali assumed office as Guyana’s 9th Executive President in August following five months of electoral and political deadlock following the March 2, 2020 General and Regional Elections.

The former Granger-led APNU/AFC Administration had refused to concede defeat at the March 2 polls and demit office.

In fact, even after a National Recount confirmed the People’s Progressive Party/Civic electoral victory, the coalition continued with its delay tactics by moving to the courts.

It took mounting international and local pressure for the new People’s Progressive Party (PPP)

Government to be finally sworn in to office on August 2, 2020.

Nevertheless, several months later, the Opposition APNU/AFC coalition still claims that the PPP/C Government is illegal.

Despite this, President Ali said his Administration is committed to inclusivity but in the same breath posited that “If we are to grow as a people, this has to be a two-way street.” (G8)

APNU/AFC Govt breached Procurement Act – Auditor General …paid $337.5M to Larry Singh in 2 years …criminal probe, disciplinary actions recommended

ollowing a special audit into the Sussex Street, Georgetown bond scandal, the Audit Office of Guyana has found that there were clear breaches of the Procurement Act and recommended that the Police be called in and the Legal Affairs Ministry take disciplinary steps where necessary.

According to the report on the special audit produced

by Auditor General Deodat Sharma and addressed to Attorney General and Senior Counsel Anil Nandlall, the contract for a medical storage bond was not advertised or publicly procured by the former A Partnership for National Unity/Alliance

For Change (APNU/AFC) Government. This is a breach of Tender Board procedures and the Procurement Act of 2003.

The then Public Health Ministry had always claimed that they rented the bond from Linden Holdings Inc because it was needed on an emergency basis. However, the Audit Office found that despite $25 million being paid for the first two months the bond was rented (July and August 2016), the bond was not used until the third month.

Another issue is the fact that the bond was underutilised and under-equipped, despite contractual stipulations.

For instance, the contract mandated that the building would be equipped with 16 upright refrigerators. But at the time of physical verification on April 11, 2017, only 14 were seen.

“The contract stipulated that there should be central air condition on both levels and back up of twelve 18,000 BTU air conditioning units.

However physical verification revealed that ten of the units were 18,000 BTU, while two were 12,000 BTU,” the AG also found.

Contract

There is also uncertainty about the date the contract actually ended. The contract was supposed to last from June 1, 2016, to until June 30, 2019. In accordance with the need for one-year notice, then Permanent Secretary of the Ministry of Public Health, Trevor Thomas had sent an initial Notice of Quit letter dated October 31, 2016, informing Linden Holdings of the intention to vacate the

premises by November 1, 2017.

“However, examination of this letter revealed that it was unsigned and issued without the official letterhead of the Ministry. Evidence was seen whereby someone would have signed a Document Transmission Slip on 8 November 2016 receiving the Notice to Quit,” the AG said.

Further, Linden Holdings Inc, which is owned by Larry Singh, has always contended that because of the lack of official letterhead or stamp, the Notice to Quit is not valid.

This was cited by Singh’s lawyer, late Senior Counsel and former acting Chief Justice Ian Chang, back in October 2017.

Additionally, Chang had noted that the Notice to Quit lacked “due cause”. In the letter, Singh’s legal team had maintained that the agreement continued for its fixed three years term until June 2019, in which case the Government would still have $137.5 million outstanding for him minus a $12.5 million security deposit.

“Mr Chang stated that his client Linden Holding Inc rejects any wrongful repudiation by the Ministry and elects to treat the Agreement of Tenancy of the 1st June

ith 29 new cases of COVID-19 as of Saturday, the country’s total figures made another jump to 6105 positives.

However, of this amount, 5305 persons have recovered.

The statistics were published on the Health Ministry’s daily dashboard, showing the death toll remaining at 159. The last death was reported on Thursday.

The data presented a gender breakdown of 3158 males and 2947 females being infected thus far. The number of persons in the designated Intensive Care Unit was five, with 26 persons in institutional isolation, 600 in home isolation and 22 in institutional quarantine.

A regional breakdown of the new cases showed new cases in Region One (Barima-Waini), Region Three (Essequibo IslandsWest Demerara), Region Four (Demerara-Mahaica), Region Five (Mahaica-Berbice),

Region Seven (CuyuniMazaruni) and Region 10 (Upper Demerara-Berbice).

The cases in Regions Two (Pomeroon-Supenaam), Six (East Berbice-Corentyne), Eight (Potaro-Siparuni) and Nine (Upper Takutu-Upper Essequibo) remained at 186; 298; 183 and 391 respectively.

Guyana is a part of the COVAX mechanism - the global initiative to ensure rapid and equitable access to COVID-19 vaccines for all countries regardless of income level. COVAX announced on Friday that it has arrangements in place to access nearly two billion doses of vaccine, on behalf of 190 participating economies.

“For the vast majority of these deals, COVAX has guaranteed access to a portion of the first wave of production, followed by volume scales as further supply becomes available. The arrangements announced will enable all participating economies to have

access to doses in the first half of 2021, with first deliveries anticipated to begin in the first quarter of 2021 – contingent upon regulatory approvals and countries’ readiness for delivery,” the World Health Organisation said in a statement.

This past week, it brokered an advance purchase agreement with AstraZeneca for 170 million doses of the AstraZeneca/Oxford candidate, a Memorandum of Understanding (MoU) with Johnson & Johnson for 500 million doses of the Janssen candidate. The latter is being investigated as a single-dose vaccine.

These deals are in addition to existing agreements COVAX has with the Serum Institute of India (SII) for 200 million doses – with options for up to 900 million doses more of either the AstraZeneca/Oxford or Novavax candidates; as well as a statement of intent for 200 million doses of the

2016 as subsisting beyond the 31st October 2017 to the expiry of the fixed term of three (3) years i.e. until the 30th June 2019,” the AG found.

However, former Attorney General Basil Williams had sought a legal opinion on the matter and such was given by law firm Hughes, Fields and Stoby for the sum of $690,000.

According to the legal opinion, Larry Singh should not be given any further payments “given that the Tenant has given notice, and has vacated the premises as at 31st day of August, 2018.”

Recommendations

In his recommendations, the Auditor General urged that the Legal Affairs Ministry be engaged “with intentions of bringing closure to this matter and if necessary appropriate disciplinary action should be taken against any culpable officer(s)” and that “the Guyana Police Force be called in to conduct an indepth investigation and institute charges where necessary.”

Larry Singh, who was recently sued for another multimillion-dollar contract (this time over the failure to supply weapons and ammunition) came to prominence back in 2016, when it was revealed during consideration of Financial Papers, that the

former Government was renting the Sussex Street bond from him for $12.5 million per month for the storage of drugs and medical supplies.

It was also discovered that $25 million was initially spent as a security deposit, in addition to $12.5 million, representing monthly rentals from August to December 2016.

The criticism that erupted led then President David Granger to set up a Cabinet sub-committee to investigate the matter and make recommendations.

That committee comprised former Natural Resources Minister Raphael Trotman as the Chairman, former Prime Minister Moses Nagamootoo and then Minister of State Joseph Harmon. The committee concluded that the contract should be terminated or renegotiated since a similar facility could have been found at a cheaper rate.

During the debate on the 2017 Budget in December 2016, a parliamentary delegation accompanied by the media visited the Bond and found condoms, lubricants and some unused refrigerators, but no pharmaceuticals and medical supplies. By the time the then Government exited the arrangement in 2018, over $300 million had already been paid over to the businessman for the bond. (G3)

Get rid of compromised staff – PSC tells GECOM …says election petitions no excuse for unpreparedness for LGE

ith Local Government Elections (LGE) due next year, the Private Sector Commission (PSC) has urged the Guyana Elections Commission (GECOM) to clean house of all its compromised staff and prepare to hold the elections when they are due.

In a statement on Saturday, the PSC pointed out that even though elections were concluded and President Dr Irfaan Ali declared the winner since August, there has been no word from GECOM about its readiness for LGE. Nor has GECOM said anything about the fate of the staff who were implicated in the five months of controversy that saw the former ruling A Partnership for National Unity/Alliance For Change (APNU/AFC) make desperate attempts to rig the elections.

“Senior officials of GECOM, including the Chief Elections Officer, Keith Lowenfield, and District 4 Returning Officer, Clairmont

Mingo, and a number of other officials assisting these officers and an Information Technology Officer, are charged before the courts with “misconduct in public office,” the PSC noted.

“Nevertheless, as far as we know, none of these officers have been dismissed from their employment with GECOM, nor have they been suspended from duty. It is unthinkable and certainly unacceptable that GECOM should proceed to conduct Local Government Elections while these officers remain

be used as an excuse.

“It cannot be that the Chairman of GECOM is refusing to take action to clean up the Commission based on the excuse that the APNU/ AFC have filed an election petition before the courts.

Local Government Elections are likely to be due to be held long before the petition will be heard to finality.”

ustoms AntiNarcotics Unit (CANU) ranks swooped down on a house at Dartmouth, Essequibo Coast, Region Two (Pomeroon-Supenaam) and seized more than 189 pounds of ‘Creepie weed’ besides arresting four persons.

Reports are that at around noon yesterday, CANU ranks went to a house at 221 Clarke Street, Dartmouth and conducted a search of the premises, resulting in the ranks unearthing the cannabis in several suitcases in a room.

The narcotics were already packaged into 79 parcels, which when later weighed

amounted to some 85.804 kilograms.

This newspaper was told that the estimated street value of the drugs is US$80,000. The occupants and other persons connected to that house were arrested, and are in custody pending investigations.

According to the anti-drug enforcement agency, the narcotics is believed to be commercial ‘Creepie weed’ that was trafficked from neighbouring Venezuela.

Berbice, Essequibo and other key locations.

Singh posited that the Unit’s key aim is to disrupt smuggling routes. “CANU is extending its operations across the country - Berbice, Essequibo - the aim is to disrupt the routes and to also deter persons. We are not waiting at the airports or wharves, we are coming where you feel comfortable; we are not going to allow any community to become contaminated, we are working closer with the community policing groups and other agencies. We want to continue to build public confidence and trust,” the CANU Head has said.

Guyana coming under the threat of further political instability.

“The Private Sector Commission, therefore, wishes to urge upon the Chairman of the Elections Commission to speak out and speak plainly about the action being taken to put right all that has gone wrong in GECOM and to do it quickly,” the PSC said.

GECOM before proceeding with any other elections, especially in light of the events that unfolded in the five months after the March polls, which saw Guyana being embroiled in a political and electoral crisis.

“I’ve received letters from many stakeholders in our country. And they all told

me that they do not want to go back to the process they went through in those five months. And that is of uttermost importance in the minds of our people. And that is what we have to address,” President Ali had said when asked about LGE at a previous event.

But APNU/AFC, now in Opposition, has been adamant that LGE should be held next year with the current lot of officials at GECOM still on the job. Several of them are, however, currently before the courts facing electoral fraud charges in relation to attempts to derail the March 2, 2020 General and Regional Elections.

At the last Local Government Elections in November 2018, the then PPP/C Opposition secured 52 of the 80 Local Authority Areas (LAAs). While PPP/C got 61 per cent of the votes, the A Partnership for National Unity (APNU) and Alliance for Change (AFC) – which contested the Local Government polls separately – obtained a mere 34 and 4 per cent of the votes, respectively.

This followed the holding of LGE in 2016, during which the PPP/C also claimed the majority of the LAAs. After the 2018 LGE, GECOM spent over a year trying to get ready for snap elections that should have been held with-

in three months of the then A Partnership for National Unity/Alliance for Change (APNU/AFC) Government falling to a No-Confidence Motion in December 2018.

GECOM finally held General and Regional Elections on March 2, 2020.

But as if the previous delays were not enough, Guyanese were forced to wait another five months before the results could finally be declared by GECOM on August 2, 2020, after local and international pressure.

Following the controversial five-month-long elections, a number of high-ranking GECOM officials have been investigated by the Police and charged for misconduct in public office and forgery. In addition to Lowenfield and Deputy Chief Election Officer (DCEO) Roxanne Myers, embattled Returning Officer Clairmont Mingo is also before the courts on electoral fraud charges. (G3)

new Chairman and Vice Chair were elected for the Crabwood Creek Neighbourhood Democratic Council (NDC).

The new Chairman is 53-year-old Valmiki Dilchandr and 40-year-old Wendy DeGoeas is the Vice Chair.

Only recently residents had taken to the streets in protest, calling for the removal of the Chairman, who has been at the helm of the NDC for more than 13 years.

The new Chairman has said that there is not much which needs to be done in the NDC but residents have a different perspective on the issue.

As part of the mandate, NDCs and municipalities are required to have their individual elections for leaders before December 20 each year.

Following his election, Dilchandr said that he is very pleased to be serving the Crabwood Creek Neighbourhood Democratic Council (NDC).

He noted that he will be working in the best interest of the community and needs the supports of all Councillors and residents.

“In Crabwood Creek there is not a lot that has to be done. I think the Government will do new streets but for now, they have to fill the potholes.”

come in for some harsh criticism from residents of the area.

One resident, Meena Balchand, said what is needed is residents’ satisfaction.

She also questioned the virtual disappearance of an access dam which has been consumed by the canal at Grant 1780.

The residents said that many of the canals need to be cleared. Another resident, Vishal Churaman, said that the new Chairman has to review his statement.

However, the NDC Chairman said that Community Infrastructure Improvement Project (CIIP) workers have been working on cleaning the drains in the residential areas. However, the drains along the main access road are maintained by the regional administration.

“That has to be taken care of a little more because the road residents are not having service because the CIIP workers are working

only in the back streets,” the Chairman explained.

But residents have also pointed to the fact that street lighting is also a major concern.

That issue, Dilchandr said, is being addressed.

“Lights are only on the public road but we have some lights coming from the Government but that will not be enough because it is only one for each section.

There are 28 street lights in the whole of Crabwood Creek. Crabwood Creek is a two-mile range with ten sections, so we have to divide that the best we can, but we accept that until we can do better,” he added.

Dilchandr is also the Vice Chairman of the Crabwood Creek Water Users Association.

Meanwhile, during last week’s protest, residents picketed the NDC office and called for the removal of the then Chairman and Councillors after relations with some sections of the community and the Council had deteriorated. When asked about his approach to addressing the issues that led to the breakdown of the relationship between the previous chair and residents, Dilchandr responded: “That protest was personal issues with the Chairperson so, I don’t see that I will have to improve anything because they just needed a change, that is all they needed.”

Aguilleira eyes role in reviving Windies team

ormer Captain of the West Indies Women’s Team, Merissa Aguilleira, has said the recent performances of that side were painful to watch, and she would be willing to play a part in helping to reinvigorate the team.

Aguilleira, 35, played 112 One-day Internationals and 95 Twenty20 Internationals for the Windies Women between 2008 and her retirement in April last year.

She has said she was disheartened by the side’s results against England this past September, where West Indies Women were swept 3-0 in a T20I series.

“I honestly was lost for words when I saw some of the performances,” she told WESN TV in an interview. “The thing is that these are the same players; three-quarters of the team are the same players that won the (T20) World Cup (in 2016). So, I think it is more than confidence; I think it is passion.”

She added: “When you look at the people of the Caribbean and the way we express ourselves when we are playing any type of sport, we have fun. I realise there is no fun anymore; there is no cheering and there is no smiling. We cannot play (the game) that serious, that is not our type of cricket; we have to enjoy ourselves. I realise the passion is not there; the confidence is not there. They are the same players that have been beating teams, so it’s just not about the ability, because the ability is there.”

A wicketkeeper/batter, Aguilleira was captain of the Caribbean side from 2009 to 2015, including in the final of the ICC Women’s World Cup 2013 in India and the semifinals of the World T20 in 2010, 2012 and 2014. She was also part of the West Indies team

that won the World T20 in 2016 at Eden Gardens in the Indian city of Kolkata.

Aguilleira has said it is important that Cricket West Indies make a huge investment in the women’s game in the Caribbean to revive the ailing fortunes of the Windies Women’s team.

“The more they focus on the women’s game, the better it will be for us,” she said.

“Other teams have better set-ups, and the players are taken care of well. I know we are in a financial situation, where it is very difficult to do things; but there are little things that we can tap into. I know the board (are) trying their best, but some emphasis has to be placed on the women’s team, in order to get them back to the level they ought to be. They have to show some more attention.”

In this regard, Aguilleira has said her immediate plans are to continue to play her part in the development of the women’s game, not only in her native Trinidad & Tobago, where she is technical director for the women’s game, but in the rest of the Caribbean.

“Cricket has taken up so much of my life.

Since I (was young) it has taken much of my life, and I think it should take it much more,” she said. “I have a lot to offer to cricket still, and that is what I am working on now.

The West Indies Women’s team, we — and I say ‘we’ because I still feel a part of the team — are in a

position (where) we need to start getting back into a good groove.

“This is a time to get back together and try to work, work and work and get back West Indies Women’s team to where it is supposed to be,” she said.

As a wicketkeeper, Aguilleira was involved in 104 dismissals in ODIs, the most for West Indies Women and fifth overall, and in 72 T20Is. She scored six halfcenturies in ODIs in a total of 1,752 runs at an average of 20.61.

In T20Is, she scored 768 runs at an average of 14.49, with a best of 39 not out.

Staying focused and committed is key to being successful

– says sensational Miss Bikini champion Rosanna Fung

R

osanna Fung is by no means a name any man can forget. Avid fans of bodybuilding have that name etched in their minds, since the utterly sensational Rosanna Fung is one of the most dominant figures in the Miss Bikini category of the sport of bodybuilding.

Many ladies have competed in the Miss Bikini category, but, unarguably, none has come that close as to contemplate overthrowing Fung for that particular title.

Among the accolades this statuesque athlete has won in the Miss Bikini category are: The Miss Bikini Novice 2019 Championship, the Seniors 2019 Championship,

placing 2nd at the Stage of Champions 2019 event, and her most recent accomplishment: the 2020 edition of the Resilience Bodybuilding Championship.

Fung sat down with this publication to answer a series of questions pertaining to her accomplishments, and what she does to constantly produce the best version of herself when it’s competition time.

The question-and-answer conversation is captured below.

Q: What was it like preparing for this competition, with gyms closed?

A: Having to deal with gyms being closed and maintaining my title, I ended up collecting some equipment and taking it to my loca-

tion in town, and I opened up a little personal studio… where I did all of my training. I have a spin bike and Land Ranger machine, so I got all of my training and cardio sessions done right under my roof. So, it was quite convenient for me, and it really helped me with my preparation for this show.

Q: What were some of the difficulties faced in your preparation?

A: This most recent preparation was not as taxing as the last shows, because I did do those shows consecutively, as it was three shows in one year. Nevertheless, I managed to maintain a fairly lean physique, up until I heard that they were doing the Resilience show. But, mentally, since I opened

my personal home studio, my schedule has been kind of hectic, as I would have to have training sessions and an hour of cardio every morning into my client schedule. It was really tight.

I would have to stretch myself very thin to get at least six hours of sleep, then awake and do cardio, and then train my clients. So that is what I would say is one of my most difficult challenges to deal with.

Q: What were some of the positives that you took away from this competition?

A: I think one of the positives that I drew from this show was being able to maintain such a lean physique, which made it so easy for me to focus on the areas of my body that needed to

be picked up on, or the areas I was lagging in, such as my back and hamstrings.

So, having about 15 percent body fat, it was so much easier to focus on that, and not have to worry to lose this fat and get things done.

Q: What’s next for you?

A: For me, that would be the Seniors Bodybuilding Championships 2021, followed by, or preceding, the CAC Championships, of which they haven’t announced a date or time; but I’m super excited to prepare for that.

Fung disclosed that, for her, the key to success is being “committed and focused”, as one must have clear and achievable goals, and stay motivated at all times. She asserted that that is what

works for her, as she knows what s h e wants and all s h e needs to be is commit to bringing out the best version of herself.

ccording to Cricket West Indies (CWI) Chief Executive Officer Johnny Grave, details of the West Indies Test and One Day International (ODI) squads to tour Bangladesh are expected to be announced in the upcoming week.

CWI made this confirmation after their inspection team reported to the board of directors on what they saw during their short trip earlier this month. The tour will be a shortened one from what was originally scheduled, as there will be one less Test and no

T20I series.

After the West Indies arrive in Dhaka on January 10, they are likely to do in-room quarantine for the first three days, followed by four days of training among themselves. They will play a warm-up One-Day game at the BKSP in Savar, some 40km to the north of the capital Dhaka.

The ODIs will be played on January 20, 22 and 25, with the third game to be played at the Zahur Ahmed Chowdhury Stadium in Chattogram. That stadium

The second Test would be played in Dhaka from February 11, and West Indies are expected to leave the capital
