pillion rider was in the wee hours of Sunday killed following a hit-and-run accident along Amelia’s Ward Public Road in Linden.

Dead is 21-year-old Dale Nelson of Lot 16-11 Central Amelia’s Ward, Linden, who was at the time not wearing a safety helmet.

Also injured in that accident was the motorcyclist, 18-year-old Julian Graham, also of Central Amelia’s Ward, Linden.

Based on reports received, the accident occurred at about 2:05h and

involved a motor car bearing registration number

PGG 764 and the motorcycle, CK 7806, on which Graham and Nelson were travelling.

Police stated that based on preliminary investigations, the motor car and motorcycle were heading in the same direction when the car collided with the motorcycle. The car reportedly drove off the scene.

As a result of the impact, the motorcyclist and the pillion rider fell onto the road where they received injuries about their bodies.

The two men were picked up and taken to the Linden Hospital where Nelson succumbed to his injuries while receiving medical attention.

On the other hand, Graham was treated and admitted for observation. His condition is regarded as stable.

Meanwhile, the motor car was later found abandoned at Toucan Drive Access Road in Amelia’s Ward, Linden. The Police are investigating the fatal hit-and-run.

wo miners met their demise on Friday after the mining pit in which they were working collapsed at Kumung Kumung Backdam, Puruni River, Region Seven (CuyuniMazaruni).

The dead men have been identified as 44-year-old Troy Scott of Linden and 32-year-old Seon Martin of Lethem, Region Nine (Upper Takutu-Upper Essequibo) who were employed by a businessman of Rahaman’s Park, Greater Georgetown.

Preliminary investigations revealed that Martin was the GM for the operation and at the time of the incident, he was operating the jetting hose while Scott was operating the marrock hose in the mining pit which is about 25 feet in depth.

However, during the mining operation, the land reportedly caved in thus trapping them beneath.

Based on reports, the other workers who were also in the mining pit at the time escaped unhurt.

The two men were pulled from under the debris but by that time, they were already dead.

Their bodies were taken to the Bartica Hospital the following day. An investigation in underway. For the year thus far, there have been several mining pit fatalities.

One of the most recent was at Micobie in Region Eight which led to the death of 64-year-old miner and businessman, Donald Gouveia. It was reported that Gouveia and three others were working in a mining pit which is about 60 feet in diameter and 70 feet in depth when one of the walls caved in and covered him.

Also in June, 23-year-old Akeem Khan of Lot 37 Old

Housing Scheme, Bartica, was killed after he was covered in slush when the walls of the mining pit he was working in collapsed at Sand Hill Backdam, Cuyuni River, Region Seven (Cuyuni-Mazaruni).

It was reported that at the time of the incident, Khan was jetting in his mining pit with a 25-year-old employee when the walls of the pit began to cave in.

Guyana’s annual oil revenue to go from US$1B in 2022 to US$7.5B by 2030 – Rystad Energy

uyana’s oil earnings are projected to go from US$1 billion this year to US$7.5 billion by 2030, with the country expected to become the world’s fourth largest offshore oil producer in the world by 2035.

This was according to Schreiner Parker, the Senior Vice President and head of the Latin America division for Rystad Energy, an independent Norwegian consultancy specialising in energy research and market intelligence. Parker participated in a recent webinar, titled “Guyana Upstream: a Rystad Energy Industry and Country Benchmarking Update”.

At the time, Parker was making the point that Guyana’s emissions are in fact only half of the global average, while the country’s oil production outperforms almost 75 per cent of other global oil producers.

“If we fast forward to 2035, Guyana becomes the fourth largest offshore oil producer in the world at 1.7 million barrels per day of production outpacing traditional offshore provinces like Norway, the United States, the United Kingdom and Mexico,” Parker said.

According to Parker, Guyana will go from a frontier exploration player when oil was first found in 2015, to a top five global oil exploration and producing country, in the space of just five years. And with earnings of US$1 billion a year currently, he said Guyana is well positioned to be earning US$7.5 billion by 2030 and US$157 billion by 2040 – from just the Stabroek Block alone.

“The Guyana Government take, which we estimate will reach $7.5 billion per year by 2030, and again that $157 billion by 2040 cumulative. It is important to note that in these estimates we are only talking about the Stabroek Block. Guyana has an oil industry that is sort of less than ten years old and yet it is scoring materially higher than Mexico, which has an oil and gas industry that is more than 100 years old.”

“So, I think what we can really show here is that Guyana is taking the right steps to ensure that good governance is a staple of the development of the oil and gas industry and that the benefits of this resource will go to the Guyanese population who are, at the end of the day, the rightful owners of this resource.”

Exxon, through subsidiary EEPGL, is the operator and holds 45 per cent interest in the Block. Hess Guyana Exploration Ltd holds 30 per cent interest, and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds the remaining 25 per cent interest.

So far, Exxon’s total investments in Guyana total GY$1.3 trillion on its own and over GY$3 trillion with its partners. Additionally, the joint venturers’ exploration and production plans up to 2025 will likely increase their investments to more than GY$6 trillion.

ExxonMobil has said it anticipates at least six projects offshore Guyana will be online by 2027, with developmental drilling having been recently started on the second one, the Liza Phase 2 proj-

ect. Production has already started in the second phase, with the Liza Unity floating, production, storage and offloading (FPSO) vessel in operation.

The third project – the Payara Development – will meanwhile target an estimated resource base of about 600 million oil-equivalent barrels, and was at one point considered to be the largest single planned investment in the history of Guyana.

Meanwhile, the Yellowtail development, which will be oil giant ExxonMobil’s fourth development in Guyana’s waters, will turn out to be the single largest development

so far in terms of barrels per day of oil, with a mammoth 250,000 bpd targeted.

The market value of the Natural Resource Fund (NRF), which is housed in the United States Federal Reserve, was US$753.2 million at the end of June.

However, a portion of the money from the fund was transferred to the Consolidated Fund recently.

Finance Minister, Dr Ashni Singh announced the withdrawal of GY$41 billion from the NRF. The withdrawal, which is the second from the fund for the year, is to finance national development projects.

Africa’s “Drive for Democracy” (D4D)

ast week, stakeholders from 30 African countries met in Arusha, Tanzania to strategise a “Drive For Democracy” (D4D) in the continent. Former President Ernest Bai Koroma of Sierra Leone delivered the keynote address, which is relevant to the state of our democracy.

“The theme, “Fighting the democratic backslide through renewed action and solidarity”, could not have been more apt and timelier. This is definitely a worrying trend that should be of utmost concern to anyone who professes to be a democrat.

Let me begin by providing some reflections on how we found ourselves in this problem, and then put in context the journey of democracy on the continent. In the post-independence era, the governance trend in Africa was the one-party system, which was justified by some of the leaders who emerged, as the basis for uniting diverse ethno-regional, linguistic, political, and religious groups. The argument was that colonialism destroyed African values, traditions, customs, and its unitary system of governing which kept African nations together, with economically viable societies.

While I would not go into the merits or demerits of that claim, allow me to say that after more than six decades of independence, we could have done better in managing our affairs. Otherwise, the post-independence public opposition to what had turned out to be authoritarian regimes would not have arisen. But it did, due to the steady accumulation of discontent over economic hardships and deepening social divisions along ethno-regional, religious, and class systems.

This was compounded by the marginalisation of the continent’s youth and women. With them being denied their voices, identities, recognitions, and the place they deserved in their societies; they became disenchanted and their frustration bred grievances between States and their citizens.

Amid that crisis of legitimacy within African States, a combination of internal and external factors, some noted earlier, created effective pressure for political change culminating in the introduction of multiparty elections in most African countries in the 1990s. This was especially after the structural adjustment policies supported by international financial institutions failed to usher in the much-anticipated economic recovery, growth, and prosperity.

While all of this was happening on the continent, a democratic revolution was sweeping through the world; shining a light on the protection and promotion of human rights. That light beamed on Africa and provided an impetus to independent and public- serving Civil Society Organisations (CSOs), which were effective in apprising the citizenry of their fundamental rights and responsibilities; in explaining the role of the Government and State institutions, as well as the responsibilities of State functionaries.

Also, around this time, international partners had started tagging external financial supports to good governance in order to further strengthen the demands for transparency and accountability. Since then, democracy, understood as institutionalised, time-bound and competitive elections, along with respect for civil and political liberties, became integral to the agenda of many countries. And, until recent times, it flourished in much of the continent.

In my country Sierra Leone, since 1996, we have had five peaceful, free and credible elections in which Opposition parties have won twice. But democracy in Africa should go beyond regular elections. Essentially it should be about good governance, about safeguarding human rights and the rule of law, about giving hope to the citizens through tangible deliverables particularly on the economy, in access to social infrastructure, services, or in peace consolidation.

After all, democratic good governance is a matter of leadership with a vision, compassion, and a commitment to positively impact the lives of the citizenry. And if you are in it to serve, you must be strong enough to stay focused, and to resist the cheerleaders who would want to declare you as the only one capable of leading the nation.

The fact is, democrats and autocrats emerge out of the character of the individual. You are elected for a limited time; your responsibility is to do your best within that timeframe. It should never be lost on elected officials that at the end of their tenure, they must step down and walk away in peace and in harmony.”

Victims of war crimes in Ukraine have an unprecedented chance to seek justice

T

here was no fear, no defeat in the eyes of Valentina (not her real name) – only quiet determination. She spoke calmly about the Russian soldiers, her younger son’s age, who raped her and her friend in a small village outside of Kyiv. When her friend’s husband tried to stop them, they shot him dead. I asked whether she wanted to pursue the case in court, and she did not hesitate. “To be able to live, I need to see him either dead or behind bars,” she said.

I have been documenting war crimes in different parts of the world for more than two decades, and every time I agonise about how to ask survivors whether they want to pursue justice. At what is probably the most traumatic moment of their lives, offering up an abstract concept like justice as a solution seems insensitive.

But, every time, people like Valentina prove me wrong.

Many survivors of atrocities may not be aware of the legal intricacies involved in holding perpetrators to account, or how long this journey may take, but they immediately understand the importance of seeking justice. Unless the perpetrators are held to account, they say, they can’t turn the page. Using justice mechanisms to punish those who commit atrocity crimes is neither easy nor quick but, most importantly, it is impossible without the survivors themselves.

The 2016 conviction of the Chadian dictator Hissène Habré for crimes against humanity and war crimes, including torture, sexual slavery, and rape, was the culmination of an almost two-decade quest for justice. It was started by seven Chadians who filed a complaint against him in 2000. Despite being subjected to threats and harassment, these survivors pressed on to bring Habré

and other high-ranking members of his regime to account.

The survivor’s group leader, Souleymane Guengueng, was eventually able to confront the man who imprisoned him in court. All the defendants were convicted, and significant reparations were ordered.

Earlier this year, a regional court in Germany convicted a senior official in Bashar al-Assad’s government for crimes against humanity in Syria, sentencing him to life imprisonment. The court found him guilty of murder, torture, sexual violence, and other crimes.

The court also sentenced another Syrian official to four and a half years in prison for aiding and abetting crimes against humanity. While the case file included extensive documentary evidence, and expert and insider witness testimony, the case would not have happened without the Syrian survivors who came forward as joint plaintiffs.

In another emblematic case in Germany, Nora T, a Yazidi woman and client of the Clooney Foundation for Justice’s co-founder, Amal Clooney, launched a complaint against a former Isis member who had enslaved her and her five-year-old daughter and caused the child’s death. The Isis member was sentenced to life imprisonment for genocide and crimes against humanity.

Now, Ukrainian survivors of horrendous crimes committed during the Russian invasion have a unique and unprecedented opportunity to pursue justice on multiple fronts. The Ukrainian prosecutors have opened thousands of cases, and the office of the prosecutor of the International Criminal Court (ICC), supported by dozens of ICC member countries, moved swiftly to launch an investigation.

Ukrainians can also file criminal complaints in many other countries under the prin-

ciple of universal jurisdiction, which allows countries to prosecute the most serious crimes regardless of where they have been committed or the perpetrator’s nationality. This principle has been developing since the Second World War as a mechanism to pursue justice for the survivors of mass atrocities. There are more than 150 other countries where cases can be brought under this principle – but so far, only a handful, mainly in western Europe, have used it.

It has never been simple.

Legal requirements for bringing cases under universal jurisdiction principles vary and often require the presence of the perpetrator or some other “link” to the country. Foreign prosecutors are sometimes reluctant to open investigations, knowing that they may not have access to countries where crimes have been committed and will receive no cooperation from the authorities. The witnesses and victims may be far away, making it difficult to put a case together. And finally, the political will to go after members of the foreign military forces or officials is often lacking.

For Ukraine, however, most of these obstacles are easy to overcome. Ukrainian authorities welcome international efforts to pursue justice and have demonstrated their willingness to collaborate. Millions of Ukrainians, including witnesses and survivors of international crimes, are already abroad in Europe and further afield.

There is no shortage of evidence, with many national and international organisations carrying out documentation, supported by Ukrainian citizens themselves, who actively share information through social media and other channels. And there is an abundance of political will internationally to pursue justice for Ukraine.

So far, a dozen or so countries have opened investi-

gations into crimes committed in Ukraine – a drop in the ocean. Given the nature and scale of the crimes committed in Ukraine, many more States could, and should, pursue cases that would allow survivors of sexual violence and torture, or those who lost relatives in indiscriminate attacks, or families that spent months in the basements in Mariupol, to obtain justice.

In the meantime, we gather evidence and present it to prosecutors in conformity with procedural rules, ensuring that these cases are watertight. This includes identifying specific perpetrators at various levels of the Russian command structure so that international arrest warrants can be issued. This would allow law enforcement to apprehend the perpetrators wherever they may eventually travel and hand them over to the country where the case has been opened.

In some jurisdictions, survivors may also obtain compensation – from the perpetrators themselves and, more likely, from those who enabled or encouraged the commission of the crimes (such as companies that provided military supplies or propaganda figures who incited the violence). Given how many Russian financial assets are abroad, the arrest and seizure of such funds is a critical part of this process.

Another benefit of bringing these universal jurisdiction cases forward, especially while the war rages on, is the clear message it sends: Russian soldiers and Russian commanders are on notice. For now, they think they are invincible – largely because Russian forces have not faced justice for similar crimes in Chechnya, Georgia or Syria.

Ensuring that all students can access education

Dear Editor, I could vividly recall the severe hardships which parents had to undergo to send their children to school. As a former teacher, it was so embarrassing when at the beginning of the school year I had to do some harsh cuttings so that I could afford to send my children to school.

Sometimes they had to start in the second or third week into the school year.

I had realised as a teacher, that this scenario is not peculiar to my circumstances but to the majority of parents since many students will not turn out to school until later. There is an old excuse that students would normally offer to whoever

asked why they were not at school and that is, “we have to do cleaning at school and I don’t want to dirty my new clothes”. Sounds plausible, but is that the fact? In fact, in some cases the cloth was not even purchased as yet!

In some cases, it was purchased late and still at the seamstress or tailor.

This Government has realised the constraints which parents go through and had introduced the “Because We Care” grant so that parents can have money on hand to purchase the necessary items to ensure that their children are prepared for school on the very first day.

When the coalition removed this, coupled with the clo-

sure of the sugar estates, many parents could not afford to send their children to school. Of what use was the “Granger buses” when only a few accessed it and parents could not afford to buy the necessaries. This is certainly putting the “bus” before the “horse”.

Today, Honourable Minister Manickchand has proudly announced that the Government will distribute this year, 193,679 “Because We Care” cash grants and school uniform allowances with an estimated cost of $5.8 billion. This will be for both private and public schools. Each child will receive $30,000 – $25,000 as the grant and $5000 as an

allowance for uniform. The distribution will commence on August 2 thus ensuring that all purchases are made in preparation for the new school year.

Unlike the coalition, this Government did not do away with the buses but actually improved the service. The coalition had aborted the “Because We Care” under the pretext that the buses will save the parents more monies than to $10,000 they were receiving. What an asinine statement! Why not maintain the grant and provide the additional free services? This Government had made a promise to increase this to $50,000 by 2025. And there is no doubt that this

will happen.

This year the Government has allocated $74.4 billion to the education sector and the Honourable Minister Priya Manickchand is ensuring that Guyanese receive value for money. Our education standard is improving by leaps and bounds as more teachers are being trained, there is massive improvement in the curriculum and classroom delivery, the building of new schools, massive repairs to the current buildings and infrastructures and general improvement in the education system ensuring the President’s vision of achieving a world class education

for all.

This grant will greatly motivate parents to ensure that their children take full advantage of the system.

The Honourable Finance Minister, Dr Ashni Singh had said in his budget presentation that “improved access, quality, and relevance are essential to raising Guyana’s human capital to the levels needed to advance and sustain the imminent transformative economic and social development”.

And this Government is doing everything possible to ensure that all our students take full advantage of this.

Tribute to Guyanese Pandit Misir who led Hindu Americans

Dear Editor, It is with profound sadness and grief I learn of the passing of Pandit Rishi B Misir who served as the Dharmacharya (spiritual head) of the Hindu Federation of Mandirs in America and the USA Pandits Parishad, bodies comprising of IndoCaribbean Hindu leaders.

He served as the spiritual head or guru of both organisations for almost two decades. He is well versed in the Hindu scriptures and pandits usually sought his guidance and interpretation of the scriptures. He was well versed in Hindi. At the Parishad and Federation, he provided respected leadership and great impetus to serving the Indo-Caribbean Hindu communities dispersed

around the New York metro area. He guided the annual Phagwah parade and supported the annual Diwali motor cade. He also was among the founders of the annual Ramayana in the Park.

Pandit Misir is a Berbician who migrated to the US during the 1970s and became immersed in panditai activities.

He comes from a family of pandits including his father, brothers, and nephews. He was a great exemplar of righteousness and a good, moral life. He made a significant and lasting contribution to the Guyanese diaspora in America in the field of faith. He was also at every function of visiting Presidents from Guyana as well as of former PM of Trinidad Kamla Persad-

Bissessar.

He met with President Ali last year September during his visit for the UN Assembly.

Pandit Rishi has been ailing for the last year. He was 82. He will forever be remembered for his personal courage, his love of people, and his Hindu qualities.

Pandit Rishi dedicated his time, talents, and interests to the work of Bhagwan (Lord). He has been a sterling example of kindness, generosity, and love for his fellowmen as well as animals. He worked with the city Government for several decades and retired just over a year ago.

As the USA Arya Samaj Balram Rambrich said, “Pt. Rishi was a simple, straightforward, humble, pious man”. He was a strong

no-nonsense leader of the Parishad and Federation.

Pandit Rishi and I interacted a few times over the phone and in person. He was always praiseworthy of my commitment to community work and volunteerism and my political activism especially as relates to Guyana and the diaspora in America; activism that dates back to the 1970s in the struggle against the dictatorship. His love of God and country touched those of us who know him.

He did not get involved in political events or squabbles about politics in Guyana or in New York and America. He did not take public sides. But he was concerned about the lack of democracy in Guyana post 1966 thru 1992 and again post no-confidence vote in

December 2018 to August 2, 2020. Although he did not get involved in political struggles, he quietly supported and saluted those of us who were involved in the struggle against authoritarianism in Guyana and the attempt to steal the government in March thru July 2020.

Glowing tributes were paid to Pandit Rishi from heads of organisations in the US. The wake on Wednesday night attracted hundreds including countless religious figures of the Guyanese and Trinidadian diasporas. As they said, they have lost a dear friend.

As Pandit Hardowar of Surya Mandir said, Dharmacharya Rishi Misir was a great Guyanese and Hindu leader in America, deeply beloved by thou-

Govt in talks with investors to develop 500room hotel, luxury resort – Tourism Minister – concept note presented to investors; interest from Dubai, Saudi Arabia

500-room hotel and a luxury resort are among the potential ventures that the People’s Progressive Party/Civic (PPP/C) Government has been in talks about with international investors.

This was confirmed by Tourism, Industry and Commerce Minister Oneidge Walrond, in an exclusive interview with Guyana Times. She explained that on the part of her Ministry, talks have centred around a massive 500-room hotel development, in which investors have expressed an interest.

Other initiatives her Ministry has been talking with investors about include a large-scale convention centre and an eco-lodge facility. She explained that a concept note was prepared and presented to investors.

“We have prepared a concept note. And we have presented it… as you know the Saudis came and they’re interested in eco-tourism.

There are some investors that have come from Ghana.

There are several of those investors that have come and indicated an interest, including the Saudis and some investors from Dubai.

They have shown an interest in it.”

“Luxury, large, eco lodge.

We’re looking for an all-inclusive facility. A really big, high-end facility. Because as you know, our product, what we have, is mid-tier and rustic experiences. We want to have one large resort, that people will come just to come to the resort.

An all-inclusive resort. So that is the vision. To have something luxury, five-star, that people can come and enjoy in its own right.”

According to Walrond, having seen the concept note and the investment opportunities, it is expected that these foreign investors will return to their respective boards for the green light to go ahead. But as she put it, there has been significant interest in these projects.

Earlier this month, an over 60-member delegation of investors from Saudi Arabia led by Deputy Minister for Investors Outreach, Badr al Badr, visited Guyana and met with the local private sector including members of the Private Sector Commission (PSC).

A Guyana-Saudi Arabia Investment Engagement was held in the dome of the Arthur Chung Conference Centre (ACCC), where President Dr Irfaan Ali, members of his Cabinet and heads of various agencies were on hand to interact with and meet with the investors.

In the hospitality industry, Guyana is currently seeing an influx of development. The sod was turned only last week for a US$35 million, 172-room Four

Points by Sheraton hotel to be constructed in Houston along the Mandela to Eccles road link.

The hotel in question, which will feature 172 rooms, a commercial building and an events hall, is being developed by Caribbean Green Building Inc and is expected to create an additional 200 jobs.

The sod was also turned for a spanking new, US$45 Million Pasha Global/Blue Bridge hotel at Liliendaal, East Coast Demerara, which will come on stream by 2024 and will feature approximately 200 rooms.

Then there is the US$100 million Pegasus Suites and Conference Centre, which officially opened on Wednesday last. The 12-storey building contains 100 executive suites. The development brings Pegasus Hotel’s total room inventory to 230, ranging from standard to deluxe rooms.

It has already been said that over the next few years, Guyana will see the construction of at least eight hotels. Last year, the sod was turned for a US$15 million boutique hotel under the Aiden brand to be

constructed in the heart of Georgetown. The hotel, which would feature 101 “smart rooms”, is being constructed as part of the Best Western Hotel and Resorts franchise.

Globally recognised hotel brands like the Hyatt, Hilton and Radisson hotels have also expressed an interest in investing in Guyana. In 2020, the Government of Guyana, through the Tourism and Commerce Ministry and the Guyana Office for Investment (GO-Invest), signed a Memorandum of Understanding (MoU) with investors for a US$90 million Hilton Hotel to be constructed at McDoom, Greater Georgetown.

The investors in the luxury hotel are part of a joint initiative among 658 Guyana Holdings, GREC Investment Group and TOTALTEC Oilfield Services Guyana Incorporated.

It was also announced

that the 289-room branded hotel would be constructed in the already busy area which is home to many businesses such as Gafoors, Pritipaul Singh Investment, Guyana Shore Base Inc, Farm Supplies, and Schlumberger.

Construction was slated to begin in January 2021 and was expected to last for two years.

Around the same time, Chairman of the Giftland Group, Roy Beepat, announced plans to construct a US$100 million Radisson Blu Hotel as part of an international chain of hotels in several destinations around the world. According to Beepat, the agreement has already been finalised to offer this five-star package to Guyana.

Trial into Sophia bread vendor’s murder winding down I

n the trial of Neville Forde, who is accused of the 2017 murder of Sophia, Greater Georgetown bread vendor, Andre Alexander, both the prosecution and defence have closed their cases.

It is likely that the presiding Judge, Jo Ann Barlow, will sum up the evidence in the case this week before putting it to the 12-member jury for deliberations on a verdict.

Forde, during his arraignment earlier this month, had pleaded not guilty to the charge which alleged that he murdered Alexander on May 5, 2017, during a robbery.

Alexander, formerly of C Field Sophia, was shot dead by two motorcycle bandits.

One of the bullets reportedly struck the bread vendor to the chest. Upon realising that the man was shot, the two young men escaped on the motorcycle.

Forde’s legal team is being led by Attorney-atLaw Ronald Daniels while Senior State Counsel Lisa Cave is appearing on behalf of the prosecution.

In 2019, Forde’s co-accused, Shaquille Grant called “Soldier Man”, was freed after Justice Navindra Singh upheld a no-case submission made on his behalf by his lawyer.

o matter how you cut it, slice it, or dice it, the outcome of the Opposition MPs creating bedlam in Parliament when the Government’s NRF Bill was being debated doesn’t bode well for our fledgling democracy. Let’s not forget the word “bedlam” originated from the name of a British madhouse back in the day!!

And as what else but a “madhouse” could what went down that day be described?

Here you had it, the entire affair was being streamed live to the country – and to the world, in case they were interested! And what did we see beamed into our living rooms?? In what had to be a pre-planned operation, a dozen PNC/AFC MPs jumped up as the Finance Minister stood up to present the Bill and stormed across the floor dividing the Government MPs from the Opposition’s. Right here was a declaration of war by the APNU/AFC coalition against the sacrosanct conventions of Parliament!! That space is considered neutral ground between the two sides!!

Led by the Opposition’s Chief Whip no less, they rushed the Finance Minister as they pulled out whistles from their pockets and blew them with such intensity as to create a cacophony that even across virtual space into your Eyewitness’s living room, he feared for his hearing!! He will always remember the aplomb of the Finance Minister, who didn’t flinch but continued with superhuman selfcontrol seemingly unperturbed, with his speech!! Fearing for the safety of the diminutive in size – but giant in pluck – Finance Minister, Government MPs rushed to his defence and your Eyewitness feared fistfights might break out any minute.

But it became clear that wasn’t the PNC’s plan. The violence they wanted to inflict was on the institution of Parliament itself. This hallowed body that evolved over a millennium with the sole purpose of steering disagreements between the representatives of opposing citizens and their opinions, in peaceful avenues. To avert the endemic wars of the years before!! Three of them rushed the seat of the Speaker and seized the Mace – symbol of the authority of Parliament!! They wrenched it from the Sergeant at Arms who guards it and rushed out of the Chamber with it – clearly intending to destroy it. From what they argued later, they expected that without the Mace’s authority, the NRF wouldn’t be legally passed!!!

Wicked!!

Luckily, the Speaker had a spare Mace and brought it out even as a parliamentary employee fought to reclaim the original and guarded it with his body. He didn’t let go even when one PNC MP racially taunted him as a “House Slave”!!

And now the PNC’s going to the Courts because the Parliamentary Privileges Committee slapped eight of their wrists – with temporary suspensions??

Bereft of Parliament, they would’ve been tarred and feathered!! …on Indigenous Indians The world cheered when Indian lawmakers voted a tribal woman – Droupadi Murmu – as the President of India – the largest democracy in the world. While their origins are lost in hoary antiquity, science has proven that India’s over 100 million tribals are its most ancient peoples!! They’ve also continued to live in the forests that must’ve covered the entire country at one time.

But as has happened all across the world – including Guyana – they’re seen as “uncivilised” by those who invaded their forests and shunted them aside. As in the Americas, Africa, and Australia, this was true in ancient India, as well as during the Moghul and succeeding British colonial conquests. But Murmu’s election as President gives one hope that a change is gonna come for tribals in India.

But it ain’t gonna be easy. One so-called educated, westernised executive at a large Indian English-language magazine said no way would he recognise a tribal as President!!

These shameful prejudices must be eliminated!! …on Rodney Whatever one may say about Walter Rodney, he was not vindictive, like, say, Burnham. The latter’s own sister said he had “a certain dark strain of cruelty”. Some claiming Rodney’s mantle are imitating Burnham rather than the great man.

Pres Ali leads team to Washington, DC for high-level engagements with US officials – to meet with business leaders, Guyanese Diaspora

I

n a move geared towards further strengthening bilateral ties between Guyana and the United States, President Dr Irfaan Ali has led a team to Washington, DC, for a series of high-level meetings with officials there.

According to a brief statement from the Press and Publicity Unit of the Office of the President, the Guyanese delegation departed local shores Sunday afternoon.

President Ali is being accompanied by Vice President Bharrat Jagdeo, Foreign Affairs and International Cooperation Minister Hugh Todd and Foreign Secretary Robert Persaud.

They will be in Washington for a series of high-level engagements including with the US Secretary of State Antony Blinken.

“At the invitation of the US Government, the delegation will meet with high-ranking US Government officials, including the Secretary of State and leaders of Congress and the Senate, to discuss a range of issues to further deepen bilateral relations between Guyana and the United States,” the missive detailed.

Moreover, President Ali will also be a guest speaker

at several events hosted by the Atlantic Council and will meet with US business leaders. He has also been invited to speak at the Woodrow Wilson Centre for Strategic and International Studies (CSIS) and the Council of the Americas roundtable, among other events.

The Head of State and his delegation are also expected to meet with Guyanese living in Washington.

President Ali will be featured on the CSIS Americas Programme, which will be livestreamed on the organisation’s web page on Wednesday at 13:00h.

The discussion will be on “Strengthening the GuyanaUS Bilateral Relationship”.

According to the CSIS website, this event will provide an opportunity to delve deeper into the US-Guyana partnership and will explore pathways to strengthening democratic practices, the challenges and opportunities for Guyanese oil wealth, and ways to bolster the economy to improve the socioeconomic outlook for the country.

In addition, the discussion will touch upon Guyana’s role in the region, discuss the Guyana-Venezuela border dispute, and assess the effect of the COVID-19 pandemic and the opportunities for economic rebuilding and

human capital development.

The United States and Guyana have a deep-rooted history of trade, public health initiatives, economic development, and collaboration to empower civil society, promote stability, and reinforce security.

The International Monetary Fund (IMF) has stated that Guyana’s economy is the fastest growing in the world. Its economy is forecast to grow this year at roughly 47 per cent with a projected GDP of $9.5 billion. Additionally, Guyana serves as a gateway to Caribbean trade development as it is home to the Caribbean Community (Caricom) Secretariat.

“As Guyana’s largest trading partner, the United States should work closely

with Guyana to fortify democratic institutions, trade, and regional cooperation.

A stronger relationship between the US and Guyana is vital for the development of economies, trade policies, and humanitarian action,” the CSIS website stated.

Only last month, President Ali attended the Summit of the Americas that was held in California, US, under the theme: “Building a Sustainable, Resilient, and Equitable Future”.

During his presentation at the Second Plenary session, he underscored the importance of equality, democracy, and energy security to the sustainability of countries in the Americas and the Caribbean, noting that the region has the potential to address these pressing issues.

The Guyanese Head of State told his colleagues from the western hemisphere that issues plaguing countries such as inequalities, threats to democracy, and energy insecurity among others cannot be divorced from the sustainability and prosperity of the region.

“We’re living among these challenges in a region that has the potential to be fully energy secure; bring prosperity to every home; have the greatest access to

natural resources – abundant land and access to water resources to ensure food security; enough rainforests and technology to make a meaningful contribution to climate change; enough access to finances to bridge the inequality and support sustainable development for all.

The question is why have we not achieved this?”

Nevertheless, the Guyanese leader noted that steps taken during the summit have demonstrated that leaders are ready to move forward along this path.

Those actions include the setting up of joint committees to look at important issues of food security, climate change, energy security, and financing.

Committee is co-chaired by the US and Guyana; the Energy Committee is cochaired by Trinidad and Tobago and the US, while the Finance Committee is co-chaired by Barbados and the US. Guyana is represented on the Finance Sub-Committee

by Senior Minister with responsibility for Finance Dr Ashni Singh, on the Food Security by Agriculture Minister Zulfikar Mustapha and Foreign Secretary Robert Persaud, and on the Energy sub-committee by Natural Resources Minister Vickram Bharrat.

Just two weeks ago, President Ali disclosed these three committees are working out an action-oriented agenda on these issues for all of Caricom.

In fact, he told reporters on the sidelines of an event in Georgetown that on July 13, the first meeting of the Food Security Committee was held, and four areas of action were identified. “[The Food Security] sub-committee met and that sub-committee has identified four areas under food security that must be pursued immediately: climate-smart agriculture; access to fertilisers; common policy-making environment; and transport and logistics.”

ongstanding Child Care and Protection Agency Director, Ann Greene has proceeded on retirement with a grand farewell by the Human Services and Social Security Ministry on Friday.

Minister Dr Vindhya Persaud led the proceedings of tributes to the veteran and thanked her for her service.

“On behalf of the Ministry, on behalf of CPA, children across the country in our care, whether it is State or private and on my own behalf for being a tower of support to me particularly, this I know you said this job is not easy…I just want to say thank you,” Minister Persaud said.

“It’s not thank you and bye bye because you have said that you will be around for us and the Ministry and

around for childcare so I look forward to that Ms Greene, because you have too much experience for us to just let you go like that.

You know we will reach out to you, with your years of dedicated services I don’t

think many can match that and even outside of childcare in other areas of this Ministry you’ve never stopped giving guidance, so I know,” she added.

Hoosein-Outar also noted that she was on the receiving end of advice from Greene.

“There is no other like you, I want to thank you, there are lots of people you call and don’t get through but you, even if you miss the call, you return the call. I think you’ve given it your all, you have given me advice and I appreciate it, on behalf of the entire Ministry and the country, I say thank you,” the Permanent Secretary highlighted.

Speaking on her departure, Greene revealed that she is not gone but will be available anytime as she pursues her PhD in Human Services at Walden University.

Greene, who has been at the head of the agency since its creation in 2009 with three borrowed probation staff, explained “It is something I could never see as parting, it is something I said to persons years ago, what I do I never see as work, so if you asked me, I never worked a day in my life. It’s not working, it’s something else. If it was work, I think I would have burnt out a long time, this is a job with a lot of emotional labour so if I had seen it as work, I think I would have burnt out.”

She continued, “Everything I do, I do it with passion, my heart is still here, I am still a part of this so it is going to take a higher thing to take this away from me but I will miss the debating and comradery, those are the things I like. People seem to think I work all the time but I love a good laugh, I love a good interaction, I will miss the fun of dancing with the staff in the morning when I go in.”

Greene, during her time at the helm of the agency, was seen as more than just a boss but as a motherly figure that created a free and safe environment.

An emotional Assistant Director of CC&PA, Tionna October stated, “Thank you so much for the knowledge, for everything you have im-

parted in us, you have been like a mother, a boss, everything you could consider. You leaving is very hard knowing that this is your baby and you started it at the embryonic stage. For us to carry on without you will be very hard but knowing you would be a phone call away it’s comforting.

Thank you for the tutoring.”

Early Childhood Manager Concheeta Gray reminisced on the inception of their journey with the agency. She recalled, “My social work career would have grown under you, you have nurtured and guided me, you are like a mother to me and you would continue to be family.”

Phillip Anthony, who manages the Family Court, contended, “I grew up under Ms Greene. She is like a grandmother to me, Ms Greene. I admire her intellect, her experience, her skills, she is a good writer, she taught me a lot of things that assisted me in my writing and career so I just want to say thank you, Ms Greene, for all your support to the entire agency and Ministry for all your experience.”

Adoption Manager Kaycina Jardine added, “I could remember Ms October saying you are going to see, wait and see. I do understand now because it is not something you can explain, you have to work in collaboration and team to really understand her personality and drive. I’ve become a persistent person because of her with her mindset if plan A doesn’t work then move to B or C or D until you get to the end.”

Greene is a stalwart in her field with over 50 years of experience in the public service, serving as a probation and welfare officer all the way up to chief probation and welfare officer before becoming Director of Children Services in 2009.

She has been on the receiving end of several accolades including Guyana’s Medal of Service and the European Union Human Rights award.

PAC Report 2016

Over $600M in contracts awarded by APNU/AFC without being advertised – only 4 contractors invited to bid

he report of the Public Accounts Committee (PAC) on the public accounts of Guyana for the year 2016 has been laid in the National Assembly and with it, a summation of the Public Accounts Committee’s (PAC) questioning of specific findings in the 2017 Auditor General Report.

Among the findings in the 2017 report, was that a total of 153 contracts were distributed despite not being publicly tendered. The contracts, which were for both current and capital works, were worth some $604.8 million.

At the time this matter came up before the PAC, the accounting officer was ques-

tioned as to why a statement containing the grounds on which restrictive tendering was used, had not been presented to the Auditor General’s team in accordance with the Procurement Act. Failure to present such a statement is a breach of the Procurement Act. “Ms Stephen was unable to respond but indicated that corrective actions would be taken in the future.

At that point, the member questioned why NPTAB allowed Ministries and agencies to prequalify, given that the Auditor General had indicated that there should be an opened tender.”

“The Finance Secretary proffered that when sub-

mitting the prequalification documents, it should identify the list of contractors used and whether the contracts were for major or minor works. NPTAB should also be informed of the type of work to be done on the prequalification list,” the report said.

It was also explained in the report that only four prequalified contractors were invited to bid for these contracts. These contractors were then assigned the contracts by the Regional Tender Board. However, the Procurement Act is specific on what situations qualify for restricted and prequalified tenders.

“The goods, construction or services by reason of their highly complex of specialised nature, are available only from a limited number of suppliers or contractors, in which case all such suppliers or contractors shall be invited to submit tenders,” Section 26, subsection (1, a) states.

Meanwhile, the audit found eight instances where the contract sums were the same as the engineer’s estimate. The eight contracts were awarded by the Regional Tender Board, of

which four were awarded at one time to one contractor.

“Thereafter, a member enquired what system had been implemented to avoid a reoccurrence and whether the engineer was involved in any decision making at the RDC. The accounting officer informed the committee, that the region had an engineer and a superintendent of works,” the report explained.

“The engineer was no longer employed with the region. Engineers were required to prepare the bill of quantities and did not participate in the procurement process. Questioned about the name of the company that received the eight contracts based on the engineer’s estimate, the accounting officer stated that the contracting firm was Associated Construction Services.”

At the time, enquiries were made as to whether the company was still tendering for contracts in the region, to which the accounting officer said that they were. It was also explained in the report that the Auditor General conducted a separate special audit on the issue, with a separate report to be issued.

The injured men are 27-year-old Jamal Bruce, a contractor of D Field Sophia; 28-year-old Treatnon Liverpool, a labourer of B Field Sophia and Joshua Mentore, 22, a delivery man of Patterson, Turkeyen, Greater Georgetown.

The shooting incident reportedly occurred at about 13:30h.

The suspect is alleged to be a 45-year-old security guard attached to the CMC Reliable Security Service, who was armed with an Escort Magnum shotgun at the supermarket.

Police stated that Bruce was a customer at the supermarket and while there, he started to behave in a disorderly manner and was threatening the female staff members.

The staff reported same to the security guard, who then asked Bruce to leave the premises but he refused. An argument ensued between Bruce and the se-

curity officer and at the same time, Liverpool entered the supermarket and attempted to calm the situation down.

Bruce, however, continued to behave in a disorderly manner despite being asked to desist from doing so. The security guard, according to reports, then opened fire in their direction, causing Liverpool to receive injuries to his neck.

Bruce ran out of the supermarket and the security officer went after him and continued shooting at him.

He would have received injuries about his body.

While the shots were being fired, Mentore, who was across the road standing at a shop, received injuries to his right leg and right arm.

The victims were taken to the Georgetown Public Hospital Corporation where they were treated and admitted in stable condition. The matter was reported and an investigation was launched.

Four 12-gauge cartridges along with one live cartridge were recovered at the scene. The suspect was arrested and is presently in custody assisting with the investigation.

The Police are reviewing the CCTV footage.

Black belly sheep from Barbados First Lady, Optique team up to provide screening, eye examination for orphans to begin arriving this week

he first flock of black belly sheep from Barbados is expected in Guyana this week, according to Agriculture Minister Zulfikar Mustapha as he addressed residents of Number 28 Village and surrounding communities, Region Five (MahaicaBerbice).

He explained the 1000 sheep would be transported in smaller flocks over the coming weeks.

“We will be having 1000 black belly sheep coming from Barbados, the ship will be leaving Tuesday to bring the first set of sheep,” the Minister stated.

The sheep are expected to arrive in Guyana within 48 hours after departure from Barbados. Before the sheep were cleared to be shipped, they were examined for signs of illness.

President Dr Mohamed Irfaan Ali launched the black belly sheep project in Mahaica-Berbice back

in March when he declared that the region could be the livestock capital of the Caribbean. It is an investment of US$3 million for 2000 black belly sheep. The second batch of sheep will arrive in the near future.

Close to 100 farmers have already signalled their intention to be part of the project, making close to 1400 acres of land available.

“The President has instructed that 30 per cent of women and 20 per cent of youth must be involved in the project, not only men,” the Minister noted.

President Ali, at the launch of the project, pointed out that the world import value on mutton and mutton products was US$8 billion. Caricom alone imports 7900 tonnes of mutton at US$48 million annually. The Bahamas, Jamaica, Barbados, and Trinidad and Tobago are the four major markets that Guyana

can target the President has pointed out.

“We have right within our arms’ reach a market that can generate a value of US$48 million. And who supplies Caricom right now? Australia and New Zealand. With the cost of freight and logistics cost increase, it is becoming more and more expensive, that is why this is a low-hanging fruit, Caricom is right within our arms’ reach.

“I am presenting you this to show you the opportunities so that you will know in this project there are great opportunities. This is not a project by guess, this is a project that is supported by scientific research, market research, and strong negotiations on the trade side,” President Ali stated.

The Government, in its 2022 Budget, has earmarked $28.7 billion to ensure the rapid growth and development of Guyana’s agriculture sector.

rphans at Bless the Children’s Home in Georgetown on Saturday benefitted from eye care screening and examination through a project executed by the Office of the First Lady in partnership with Optique Vision Care.

That orphanage is one that currently benefits from the First Lady’s Adopt-anOrphanage initiative which was launched last year.

That project provides a direct link between underfunded orphanages and corporate partners who provide financial and other resources to the homes for six months to a year.

The second round of the Adopt-an-Orphanage initiative will be launched next month, and will be expanded to include services and activities which offer personal care and attention to the children in those homes.

Govt extends Int’l Building Expo until Tuesday following overwhelming support …on course to distribute 5000 house lots, 3000 land titles

The expo, which is being held under the theme “A New Frontier For Building a One Guyana” was slated to conclude on Sunday, but now will come to an end Tuesday.

“We are particularly pleased with the overwhelming response we’ve received.

And the amount of persons that have been coming here.

And that is why, based on what we’ve [seen], based on the request by the exhibitors themselves, we’ve decided to extend it [the expo] by two days, to Tuesday,” Minister Croal explained.

He added that the exhibitors are extremely happy with the support from the

time – there are a lot of information to be acquired.

There are over 350 booths here… to be able to experience and interact as much as possible because this is an expo like no one before,” Croal added.

With the extension, the “Dream Realised” will come to an end on Monday. By the end of the exercise, the agency aims to distribute some 5000 house lots and 3000 land titles.

For the first two days, house lots were allocated in several areas including NonPareil and Enterprise on the East Coast of Demerara, and two blocks in Diamond and Grove on the East Bank of Demerara.

On Sunday, persons were allocated land in Region Three (Essequibo IslandsWest Demerara), specifically in Cornelia Ida (CI) and Stewartville.

“We have two days left

and it is expected to have at least close to five thousand,” he said.

The Minister explained that there will be much more allocation exercises throughout the year as the Ministry is striving to distribute some 14,000 house lots by the end of the year.

“Much more allocation exercises that will happen throughout the course of this year. Throughout the course of our tenure, because overall for this year we want to achieve 14,000 allocations in this calendar year 2022,” he said.

This is in keeping with the People’s Progressive Party/Civic (PPP/C) manifesto promise of delivering 50,000 house lots to Guyanese by 2025.

Over 11,000 house lots were distributed since the Government took office in August 2020.

Region 2 man is latest COVID fatality – 34 new cases recorded

T

he Health Ministry on Sunday reported that another person who tested positive for the novel coronavirus has died.

This latest fatality is a 49-year-old male from Region Two (Pomeroon-Supenaam) who died on Saturday, July 23. Consequently, the total number of deaths from the pandemic in Guyana is now 1270.

However, new statistics provided by the Ministry showed that 34 more persons have tested positive for COVID-19 within the 24hour reporting period.

There are now 69,447 confirmed cases in the country.

However, only 839 of these are currently active cases, that is, five patients in the COVID-19 Intensive Care Unit (ICU) and the remaining persons in isolation – 806 in home isolation and the other 28 in institutional isolation.

Another nine persons are also in institutional quarantine. Some 67,338 persons have recovered from the life-threatening virus thus far – 62 more recoveries than the figure reported the previous day. Since the outbreak of the novel coronavirus in Guyana over two years ago, a total 673,651 tests have been conducted countrywide and of

this, some 31,833 males and 37,614 females were found to be positive.

Of the 34 new cases recorded on Sunday, two were from the Pomeroon-Supenaam region, three more from Region Three (Essequibo IslandsWest Demerara), 26 cases Region Four (DemeraraMahaica), another one from Region Six (East BerbiceCorentyne) and the remaining two cases from Region 10 (upper Demerara-Upper Berbice).

There were no new cases recorded in the other five regions across the country within the reporting 24-hour period. After a prolonged period of declining cases, the Guyana Government, back in March, removed most restrictions as the country moves to recover from the pandemic and return to normalcy. But in recent weeks, there has been a spike in COVID cases here, which health authorities have attributed to subvariants of the Omicron strain, such as the BA.5.

To this end, health authorities are urging persons to get vaccinated and for those qualified to get their booster shots.

Latest vaccination figures show that so far, more than 444,700 or 86.7 per cent of adults have taken a first dose,

while over 344,400 or 67.1 per cent of persons 18 years and over are fully vaccinated.

For adolescents between the ages of 12 and 17, just over 35,300 or 48.4 per cent have received their first dose, while 25,837 or 35.4 per cent of them have returned for their second dose.

Vaccines administered to children within the ages of five and 11 years, have surpassed 5600 doses which is about 5.6 per cent of that age cohort. Second doses for this group are just over 1070 or 1 per cent.

In addition, in excess of 70,000 persons have returned for their booster shots thus far.

According to the World Health Organisation’s (WHO) recent figures, some 565,207,160 confirmed cases were reported globally along with 6,373,739 deaths.

In the Region of the Americas, that is, Latin America and the Caribbean, the number of confirmed COVID-19 cases has increased to 168,183,683 while the death toll in the region has gone up to 2,779,572.

As it relates to vaccination against COVID-19, WHO also reported that a total of 12,219,375,500 doses have been administered worldwide.

The Unorthodox Heartbreak Coach: “A few heartbreaks I had to learn to heal from alone”

L

ife is full of unexpected twists and turns that sometimes – most times – leave us wounded – not only physically, but also emotionally.

It’s the emotional wounds that tend to take a while to heal, and sometimes they don’t heal at all.

Forty-two-year-old Annalisa Bahadur has had her fair share of wounds, or heartbreaks, in her lifetime.

She has dealt with it, learnt from it, grown from it, and taught herself how to heal through her many academic advancements and spiritual healing. She has dedicated her time to helping others

discover meaningful healing breakthroughs by showing them her unorthodox ways of healing a heartbreak.

She is the Unorthodox Heartbreak Coach.

Born in New Amsterdam, Berbice, Annalisa, unfortunately, had to learn at a very early age how to heal herself from heartbreak. “They say teach what you know, and unfortunately, healing from heartbreak is something I had to learn early,” she told <<<Guyana Times>>> in a recent interview.

Since childhood, her life felt like the peak of a never-ending hurricane with a clear intent of derailing what was rightfully hers, a peaceful childhood.

She moved around a lot as a child, always constantly having to adapt to a new environment – a difficult experience for any child. She wrote that she was sexually molested when she was a child, and later raped when she was a teenager. Things didn’t get better from there, unfortunately.

“I was sexually molested as a child, raped in my teenage years. Moved around a lot. My best friend was murdered when we were 8, mom died when I was 13, and she was 39, [and] grandma died after,” she explained.

The hurricane stuck around in her adulthood.

She was in an abusive relationship that bore three children. She got fired from her job and was bullied “to name a few heartbreaks I had to learn to heal from alone.”

Annalisa’s life seemed to slowly take flight after she left Guyana for India when she was twenty-six years old. There, she worked as a reporter – after working with the National Communications Network (NCN) as a journalist – and later landed a job as an editor for a magazine.

But she is most proud of going back to school to get her Bachelor of Science

degree in psychology, later becoming a certified life and health coach with a private practice in Unorthodox Heartbreak Coaching in Manhattan, New York.

“In India, I discovered Buddhism and began meditating. Many of my Buddhist practices I bring into my teachings. Three years after living there, I moved to New York, where I got my life and health coaching certificate and started my practice. I specialise in helping people heal from childhood trauma which affects every decision they make as adults. Those decisions can lead to their success of the stress that leads to their emotional, mental and physical breakdown,” she recalled.

Owing to the many heartbreaks in her life, she has made many strides in creating and shaping programmes that promote wellness, healing, and spirituality for the people having a hard time healing.

“I use my knowledge in psychology and coach training to help people heal from childhood trauma. My practice also teaches people how to use adversities to be more confident at work, build better interpersonal relationships, and reduce the stress that leads to mental fatigue,

anxiety, panic attacks, depression, and suicide.”

In honour of her mother, Annalisa founded the June Nariman Pay It Forward Project which seeks to provide pro-bono coaching to two clients every six months.

“I have set up the June Nariman Pay It Forward Project in honour of mom, who is the inspiration behind this, as her death at age 39 created a ripple effect in my life's journey that led me to do what I do now.

The project takes in two new pro-bono clients every six months.”

The mental health advocate has also founded a day specifically dedicated to raising awareness of how important it is to heal one’s heart. According to the Heartbreak Coach, it will be a day of introspection and self-love “in the sense of going deep within oneself and asking life-changing questions.” This special day will officially kick off on February 28, 2023.

Not stopping there, Annalisa will soon be introducing a non-governmental organisation (NGO), specifically intended to provide coaching to Guyanese men here in Guyana. This unnamed NGO will be an extension of her Manhattanbased private practice.

“I am working on establishing an NGO in Guyana to help men, especially, manage stresses in expectations of how they show up at work and how they manage their feelings as "the man".

I see little attention being given to their emotional well-being, which could be one of the factors attributing to lower self-esteem posing as tough exteriors and exhibiting itself in defensive and explosive outbursts at work and in personal relationships. I should say that most of my clients are men.”

The NGO will also focus on helping foreigners transition from their culture into Guyana as that drastic move often affects a person or family unit emotionally and mentally.

Annalisa said that many people think of heartbreak as breakups only, an affair of romantic relation, but, in actuality, heartbreak happens in any situation where we feel inadequate or misunderstood, undervalued, and unworthy when we are heartbroken.

“It happens when we lose a job, move from place to place, and can't communicate effectively with our peers, co-workers, family, and partners. The effects of heartbreak can lead to loss of confidence, stress, chronic mental and physical illnesses, and loss of purpose and hope.”

Over three decades, she

has come to the conclusion that there isn't a method or rule guaranteed to work for everyone. “We have to learn how your external world influences your inner world,” she said, “and examine how that internal reaction causes you to act. It has to make enough sense to you on an emotional and logical scale to create a profound change in perspective, which is what my unorthodox coaching technique does.”

Annalisa founded her practice in 2015 but started teaching in her niche in 2018.

With her extensive years of experience, she said that people think of trauma as only emotional responses to terrible events like accidents, rape, or natural disasters, but that’s not the case. Loss, witness to a crime, childbirth, suicide attempts, having a relative in prison, bullying at home or the workplace, emotional neglect and attachment trauma, abandonment, verbal abuse, and overly strict upbringing (religious in some cases) can all create trauma.

“Every traumatic event shapes a person's thoughts, and their decisions can lead to their success or the stress that leads to their emotional, mental and physical breakdown,” she said.

She said that many persons don’t recognise how important the type of service she offers is because “we don't stop to see that our patterns repeat themselves in a vicious and painful cycle”.

Dishing out some advice, Annalisa said that people struggle to do what is right against what they actually want to do which in turn breaks us down mentally and emotionally.

“Our relationships break down, and we tell ourselves we are okay because we get distracted by partying, gambling, and jumping into another relationship. Two things happen when we do this. We resign to what life gives us and hide in distractions, or we convince ourselves that we are okay because we can show up and hang out with our friends.

It's harder to take responsibility and change, so we don't look at that. Instead, we fool ourselves into thinking we are "tough," which only builds our ego and makes us unapproachable for effective dialogues, which leads to similar issues in the near future.”

The Heartbreak Coach spoke passionately about teaching people how to lead successful lives despite their past adversities, the main aim of her practice.

“I have a different perspective on healing and living,” she said, “I debunk

rules in healing like – you must do what we were taught or expected to do.

What works for one may not work for the other. We feel less confident and hopeless when we fail at doing what others do.”

She said that humans cannot compartmentalise their emotions. When one area of us is affected, everything in our lives gets affected – heart, head and hands – body, mind, and what we do.

Even though she is currently working on extending her reach here in Guyana, Annalisa has a podcast, Heart of the Matter, that teaches these techniques.

She is also a published author. She is also a member of the Georgetown Women’s Chamber of Commerce.

In parting, Annalisa said, “Mental health awareness might be one of the most pressing issues we're currently facing. Fighting the stigma and providing support and resources to struggling individuals and their loved ones is crucial to stabilising healthy behaviours, emotions, and thoughts.

Unfortunately, there is still a significant stigma attached to anything related to mental health, which is why we need to work to overcome the barriers that keep us from addressing mental health positively and productively.”

lmost two years after Nigel Hoppie was appointed to “perform the functions” of the office of the Commissioner of Police, Attorney General Anil Nandlall, SC, on Friday, was adamant that the appointment was unlawful as it violated Article 211 of the Constitution of Guyana.

He premised his argument on the fact that the Constitution only makes provisions for a person to be appointed as substantive Police Commission or for them to act in that post.

Article 211 (1) mandates that “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after meaningful consultation with the Leader of the Opposition and the Chairperson of the Police Service Commission after the Chairperson has consulted with the other members of the Commission”.

Meanwhile, provisions for a person to act in the office of the Police Commissioner are

outlined under Article 211 (2) of the Constitution, and the provisions contained in Article 211 (1), shall apply to such an appointment as they apply to the appointment of a person to hold that office.

“There is no provision in Article 211 that speaks to anybody performing the functions of [the Commissioner of Police],” Nandlall pointed out during an interview with Guyana Times.

He sought to point this out in light of contentions

by Shadow Home Affairs Minister, Roysdale Forde, SC, that President Dr Irfaan Ali could have appointed someone to “perform the functions”, of Police Commissioner as was done in 2020, instead of appointing someone to act, until an Opposition Leader with whom he is constitutionally required to consult was appointed.

Forde, on behalf of Opposition Chief Whip Christopher Jones, has filed a legal challenge to the Head of State’s March 30 decision to appoint Clifton Hicken to act as Police Commissioner.

Ultimately, the Opposition parliamentarian is seeking a declaration that Hicken’s appointment is “unreasonable, ultra vires the Constitution, Common Law and is illegal, null, void and of no legal effect” because President Ali failed to “meaningfully consult” with the Leader of the Opposition, as is constitutionally required and an order nullifying all acts by him, which would include the recent promotions of scores of junior and senior Police ranks. dent in Jones’s action.

“For the period after the retirement of Commissioner of Police Leslie James, there was no person appointed to the office of Commissioner of Police as Deputy Commissioner of Police Nigel Hoppie only perform the functions of Commissioner of Police.

This evidence also establishes that the Deputy Commissioner of Police, Nigel Hoppie, could have been asked to defer proceeding on retirement leave or an officer appointed to perform the functions of the Office of Commissioner of Police until the office of the Leader of the Opposition was filled and the Police Service Commission constituted,” Forde said in submissions to Chief Justice Roxane George, SC. However, Nandlall noted that Hicken and Hoppie’s situations are not the same.

Granger was still Guyana’s President, and Vice President Bharrat Jagdeo was the Leader of the Opposition.

Irfaan Ali was declared President by GECOM on August 2, 2020 – five months after citizens went out and cast their ballots in the March 2, 2020, national elections.

At the time of Hicken’s appointment, the office of the Leader of the Opposition remained vacant following the resignation of Joseph Harmon on January 26.

Aubrey Norton – the leader of the PNCR, the largest party in the APNU/AFC – was appointed Leader of the Opposition on April 13.

In the absence of an Opposition Leader to consult, Nandlall said that President Ali went ahead with appointing Hicken, the most senior official in the Police Force to act as Top Cop, as leaving the post vacant after Hoppie proceeded on pre-retirement leave would have undermined the public’s interest, national security, public order, the rule of law, and the territorial integrity of Guyana. Forde is hinging his case on a letter.

The document, which has been submitted as an exhibit in the case, according to Nandlall, “shows that [Irfaan] Ali was not the President at the time Hoppie was appointed.

Hoppie was appointed on the July 30, 2020, and the only evidence of Hoppie’s appointment was [this] letter from the Permanent Secretary of the then Public Security Ministry saying that Hoppie was appointed to perform the functions.”

made by the President after consultation with the Leader of the Opposition. There was a President on July 30, 2020, and there was a Leader of the Opposition,” the AG added.

As such, he rejected Forde’s submissions, noting that it was only putting Hoppie’s appointment under the microscope.

Speaking on Hoppie’s appointment, Nandlall said, “The President [Granger] did not appoint…. The President did not consult but the [Public Security] Ministry appointed [Hoppie]… completely violating the Constitution.”

He explained that when an acting or substantive Police Commissioner is appointed “an instrument is issued under the hand of the President which is published in the Official Gazette.

Hicken has one of that. There is none for Hoppie…[just the letter from the Permanent Secretary].”

Forde, however, has submitted that there has been no publication in the Official Gazette or any other published legal document which attests to or substantively proves that Hicken is legally acting in the office of the

Forde had also told the Chief Justice that there was nothing wrong with the Permanent Secretary’s letter on the appointment because the person is a high-ranking Government official.

Nandlall admitted that it was only until recently that the PPP became aware that Hoppie’s appointment was not done in accordance with the Constitution. “We assumed that Hoppie was appointed properly. Nobody never checked on it.”

Against this background, Nandlall pointed out that the APNU/AFC “keeps doing wrong and wants to benefit from that wrong”. This, he said, has become a common thread for the party.

Forde, by his submissions, Nandlall noted, is asking “that every time consultation has to be done, all you can do is circumvent the constitutional requirement and then just put somebody to perform the functions and defeat the entire requirement of consultation.”

“That can’t be!” he made clear. The Chief Justice will rule on the constitutionality of Hicken’s appointment on August 11.

he amount of time it takes for criminal matters to be prosecuted in Guyana is often characterised by inordinate delays.

In many instances, cases are adjourned because of the prosecutors being unprepared or late for

scheduled hearings, said Assistant Commissioner of Police, Calvin Brutus.

“I can safely say that [Police prosecutors] have contributed to the backlog and delay of cases. Lack of preparation, the unnecessary requests for adjournments because you are not prepared… cause delays in these matters and hence the backlog,” said the high-ranking Police officer.

While addressing Police prosecutors at a recent function, he said that earlier this month, a Magistrate complained to Police Commissioner (ag) Clifton Hicken that a Police prosecutor was not at court one hour after a case was scheduled to start with no communication or excuse.

“These things cause a hindrance in the matter… remember matters are scheduled and when prose-

cutors are absent, it will affect the schedule. If a matter is scheduled for 9am and you are not at court until 10am, you impede on the time when another matter could have been heard,” Brutus noted while advising prosecutors that punctuality is a key attribute they must have.

Another reason for adjournment, Brutus pointed out, is Police prosecutors being unprepared.

The senior Police officer is urging Police prosecutors to be mindful of their quality of work.

He told them, “Your presentation in court, is also something that you need to pay attention to. It does not come easy; it requires a lot of additional work…late hours preparing your case to present in court… doing the research to ensure that you represent the State

Murder charge against man accused of stabbing stepson withdrawn …as COVID-19 listed among possible causes of teen’s death

charge for the capital offence of murder has been withdrawn against a 27-year-old construction worker, Shawn Bobb, by the Office of the Director of Public Prosecutions (DPP).

Bobb, of Independence Boulevard, Albouystown, Georgetown, had been charged with murdering his 19-year-old stepson, Isaiah Edwards, between January 26 and 27, 2022.

Police Headquarters had said that the teenager was stabbed to his right hip, allegedly by his stepfather. After the stabbing, Edwards had tested positive for COVID-19 and died the next day at the Infectious Diseases Hospital at Liliendaal, Greater Georgetown.

Edwards’s mother was also injured during the ordeal and had been hospitalised. No autopsy was done on Edwards due to him contracting COVID-19.

A Registration of Death Certificate, however, lists his cause of death as asphyxiation secondary to pulmonary aspiration due to a stab wound to the abdomen due to the COVID-19 positive test.

This publication understands that a decision was made last week to withdraw the murder charge against Bobb after COVID-19 was ruled a possible cause of the victim’s death.

On the night of the incident, Bobb allegedly abused Edwards’s mother because she had not finished cooking.

Police said the man allegedly picked up a knife and began to attack the woman.

Edwards intervened and was allegedly stabbed by his stepfather, who later fled the scene.

Both the teen and his mother were taken to the Georgetown Public Hospital.

Following the incident, the Police issued a wanted bulletin for Bobb. He was later arrested while disguised as a woman at a house at Helena Number One, Mahaica, East Coast Demerara (ECD).

the home, they saw him jumping through a glass window fully dressed as a female — complete with make-up and a wig on his head.

Bobb was arraigned for the teen’s murder on February 3. He had appeared at the Georgetown Magistrates’ Courts.

eventeen people died after a boat carrying dozens of Haitian migrants capsized off the coast of The Bahamas, authorities said on Sunday, as more Haitians attempt to reach the United States to flee gang violence and poverty at home.

Rescue teams recovered the bodies of 17 people, including an infant, and 25 people were rescued, Bahamian

Prime Minister Philip Davis told a news conference. Davis said authorities believe they were on a speedboat heading for Miami.

“It is believed that the vessel capsized in rough seas,” he said.

Up to 60 people may have been on board and more people were presumed missing, Police Commissioner Clayton Fernander said.

Bahamian authorities

said that two people were taken into custody, both from The Bahamas, over the suspected human smuggling operation. All those on board recovered alive or dead or who were still missing were believed to be migrants from Haiti.

The Bahamas Police said the boat capsized some 11 kilometres (7 miles) off the island of New Providence.

The Bahamas is a frequent transit route for Haitians seeking to reach the United States. Dangerous sea voyages in rickety vessels have become increasingly common over the last year as Haitians flee poverty and rising gang violence.

Immigration Minister Keith Bell said survivors indicated that they paid between US$3000 and US$8000 for the voyage.

“We mourn lives lost of those seeking a better way of life,” Bell said. “Those here with families and friends in Haiti, encourage your loved ones not to risk their lives.”

30-year-old labourer on his way home from work Sunday morning was shot dead in his car in the Claxton Bay area in Trinidad.

The deceased has been identified as Tristan Brandon Wellington, of La Brea.

Guardian Media understands that the victim’s seatbelt was still strapped to his body when the Police got to the scene. There were at least four bullet holes in the front windscreen.

Police responded to call about a shooting at Pranz Gardens, Old Southern Main Road around 07:05h and discovered Wellington’s body in the driver’s seat of a white Nissan Note. He was wearing an orange coverall with a white jersey and barefoot.

Police retrieved 11 spent 9 mm shell casings, his driver’s permit, two passes for Phoenix Trinidad United Engineering Services and Atlantic LNG, as well as TT$74 in cash.

Mexico’s National Migration Institute (INM) said there were 225 migrants discovered overnight in a warehouse in

Jilotepec in the state of Mexico, 194 of whom were Guatemalans. There were also 14 Hondurans, nine Nicaraguans, five Cubans, and three El Salvadorans, the INM said.

The Government of the state of Mexico, which surrounds most of Mexico City, said in a separate statement that 248 migrants were found in the warehouse. An INM spokesperson could not

immediately explain the discrepancy between the two figures.

amaica has recorded a second case of monkey pox.

The latest victim, a male, recently returned to the island from New York and travelled to a community in Clarendon.

In a release, the Health Ministry said the patient

was in stable condition and was in isolation in a medical facility.

It said the case was being investigated and contact tracing has begun.

Symptoms of monkeypox, a viral disease, include fever, intense headache, swelling of the lymph

nodes, back pain, muscle ache, lack of energy, and/ or rash. Person-to-person spread occurs through: direct contact with monkeypox skin lesions or scabs; contact with clothing or linens (such as bedding or towels) used by an infected person; and coughing or sneezing.

The virus enters the body through broken skin (even if not visible), the respiratory tract, or the mucous membranes (eyes, nose, or mouth). The incubation period is between five and 21 days.

he European Union is seeking additional gas supplies from Nigeria as the bloc prepares for potential Russian supply cuts, Matthew Baldwin, Deputy Director General of the European Commission's Energy Department, said on Saturday.

Baldwin was speaking in Nigeria where he held meetings with officials from Africa's largest oil producer this week.

He was told that Nigeria was improving security in the Niger Delta and planned to re-open the Trans Niger pipeline after August, which would yield more gas exports to Europe.

The EU imports 14 per cent of its total LNG supplies from Nigeria and there is potential to more than double this, Baldwin told Reuters by phone.

Oil and gas output in Nigeria is being throttled by theft and vandalism of pipelines, leaving gas producer Nigeria LNG Ltd's terminal at Bonny Island operating at 60 per cent capacity.

"If we can get up to beyond 80 per cent, at that point, there might be additional LNG that could be available for spot cargoes to come to Europe," Baldwin said.

"They (Nigerian officials) said to us, 'Come and talk to us again at the end of August because we think we can deliver real progress on this'."

Nigeria NLG is owned by state-oil company NNPC Ltd, Shell, TotalEnergies and Eni. The European Commission said on Wednesday that EU member states should cut their gas use by 15 per cent from August to March. The target would initially be voluntary, but would become mandatory if the Commission declared an emergency.

Last year, Nigeria exported 23 billion cubic metres (bcm) of gas to the EU, but the figure has been declining over the years. In 2018 the bloc bought 36 bcm of LNG from Nigeria, Baldwin said. (Excerpt from Reuters)

t least three people, including a former mayor of a southern Philippine town, have been killed in an attack on a college campus in the country’s capital region that a Police official called an apparent assassination.

The attacker opened fire on Sunday at the Ateneo de Manila University in Quezon City as law students and their families gathered for a graduation ceremony.

Those killed included Rosita Furigay, a former mayor of Lamitan town on the southern Basilan Island. Her aide and a university guard were also among the dead, officials said.

“He looks like he was a determined assassin,” Quezon City Police Chief Remus Medina told reporters about the attacker, who was identified as a resident of Lamitan city.

Medina said the man, whose name was not immediately released, was wounded in a shoot-out with a campus

security officer and was arrested after a car chase following the attack.

The motive behind the apparent assassination was not immediately clear.

Lamitan is considered a stronghold of the ISIL (ISIS)-linked Abu Sayyaf Group, which has for decades fought against the Philippine Government, committed kidnappings and targeted local officials.

Furigay’s daughter, who was supposed to attend the graduation ceremony, was also wounded in the attack and taken to a hospital, a Police report said.

The shooting happened despite heavy security and a gun ban imposed by Police and other Government forces in Quezon city, where newly elected President Ferdinand Marcos Jr is set to deliver his first state of the nation address today before a joint session of Congress at the House of Representatives. Italy migrants: Nearly 1200 arrive by boat in 24 hours

early 1200 undocumented migrants have arrived in Italy over the past 24 hours, authorities say.

The migrants, who hail from several African and Middle Eastern nations, landed at several ports in Sicily.

Officials say 674 people were rescued and five dead bodies recovered from an overcrowded fishing boat off the coast of Calabria.

Another 522 people rescued from some 15 boats were brought to Lampedusa on Saturday.

The boats had departed from Libya and Tunisia.

Lampedusa is one of the main arrival ports for people wanting to reach Europe.

Those rescued included migrants from Afghanistan,

Pakistan, Sudan, Ethiopia and Somalia.

According to Italian media, the island's immigration centre has been overwhelmed by a huge increase in landings in recent weeks. The Ansa news agency reports that the centre is well over its 350 person capacity, with some 1184 people currently being held at the site.

The Coast Guard and non-governmental organisations rescue hundreds more in distress from the sea every year.

Volcano erupts on Japanese island Kyushu, prompting evacuations

volcano on Japan’s main southern island of Kyushu has erupted, spewing ash and rocks, and sending black smoke billowing high into the air.

There were no immediate reports of damage or injuries in nearby towns, but residents were advised to evacuate on Sunday evening.

Sakurajima volcano, which is located on the southern tip of Kyushu near the city of Kagoshima, erupted at about 8:05pm (11:05 GMT) on. Sunday, blowing off large rocks as far as 2.5km (15.5 miles) away in the southern prefecture of the city, the Japanese Meteorological Agency (JMA) said.

Footage on Japan’s NHK public television showed orange flames flashing near the crater. The eruption alert level has been raised to

five, the highest, with some areas advised to evacuate, it added.

The agency said about 120 residents in two towns were advised to leave their homes, and warned of falling volcanic rocks in areas within 3km (1.9 miles) of the crater and the possible flow of lava, ash and searing gas within 2km (1.2 miles).

He called on residents in the area to pay close attention to the latest updates from local authorities.

Robin George Andrews, a volcanologist who spoke to Al Jazeera from Kyushu, said that the area was well prepared for eruptions, although it was a bit unnerving when the alert level is raised to the highest level, and the danger zone can change its radius depending on the volcanic activity.

reek firefighters battled wildfires on the island of Lesbos for a second day on Sunday as well as new fires in the western Peloponnese and in northern Greece, evacuating nearby settlements as a heatwave set in.

A wildfire that started in mountainous forests on Lesbos in the Aegean Sea near Turkey on Saturday, burning properties at the beach resort of Vatera, was still raging, forcing the evacuation of two more villages Vrisa and Stavros.

In mainland Greece a new wildfire threatened homes at Krestena in the western Peloponnese, forcing the evacuation of Gryllos village.

"The flames have encircled Krestena, there are reports of damaged homes, we need help," Anastasios Karnaros, a town council member, told Greek broadcaster Open TV.

Temperatures hit 40 degrees Celsius (104 Fahrenheit) in parts of Greece on Sunday as a heatwave that has hit other parts of Europe spread east and was expected to last for most of the coming week, according to meteorologists.

In the north of the country, a wildfire continued to ravage a pristine forest near Dadia, a natural habitat for black vultures, burning for a fourth day as authorities struggled to contain its destruction.

Vatera, an 8 km (five mile) long sandy beach in the southern part of Lesbos, is a popular tourist spot.

Lesbos was at the forefront of Europe's refugee crisis six years ago. The wildfire there burned homes and injured one firefighter.

harles Leclerc gifted Max Verstappen victory and a huge advantage in the World Championship by crashing out of the lead of the French Grand Prix.

The Ferrari driver, in need of a good result to keep his title hopes alive, lost control at the Beausset right-hander two laps after the Red Bull had made its first pit stop.

Verstappen's seventh win in 12 races gives him a 63-point lead with 10 races to go.

Lewis Hamilton took a strong second, and his Mercedes teammate George Russell third and the final podium place after a frantic and bad-tempered fight with Red Bull's Sergio Perez in the closing laps.

Ferrari's Carlos Sainz was fifth, questioning his team's decision to make a second pit stop just after he had taken third place from Perez with 11 laps to go.

Leclerc withstood early pressure from Verstappen, who pitted first for new tyres just before the Ferrari driver crashed.

Leclerc's catastrophic error rendered redundant questions as to who would prevail in what had until then been a finelypoised race between him and Verstappen. Leclerc, who started from pole position, held on to the lead on the first lap and had

have nearly all been from Ferrari – two engine failures and two strategy errors while leading – but now Leclerc has made a big one, to add to the small mistake that turned third place into sixth at the Emilia Romagna Grand Prix back in April.

It is the first time both Mercedes have finished on the podium this season

to weather heavy pressure from Verstappen for the first 10 laps.

But after that, Leclerc managed to extend his advantage to more than a second, preventing Verstappen from using the DRS overtaking aid, to make his lead a little more comfortable. Red Bull blinked first, bringing Verstappen in for his first pit stop on lap 16.

Leclerc stayed out and the question was how long he would run before his stop, and whether he would be able to regain the lead from Verstappen after he pitted.

But less than two laps later, none of that mattered, when the Ferrari looped into a spin at the demanding double-right corner after the long Mistral straight and the flat-out Signes curve.

Leclerc spun across the run-

off area before nosing into the barriers, relatively lightly given the speed at which he lost control.

He tried to reverse out ,but couldn't, saying over the radio: "I can't go on the throttle."

Shortly after, well aware of the consequences of his error, he let out an anguished: "No!" After returning to the paddock, Leclerc said: "Just not good enough. I am performing at a very high level since the beginning of the season, but if I keep making these mistakes it is pointless to be performing at this high level, I will try to get better, but this is not good."

It was the continuation of an extraordinary run for Leclerc, who led Verstappen by 46 points after three races at the start of the season. Until now, the errors

The field was closed up by a safety car for marshals to remove the Ferrari, giving those behind Verstappen a chance to close up to the Red Bull. But at the restart Verstappen held off Hamilton comfortably and eased slowly into the distance.

Hamilton jumped Perez at the start, moving into third place, and drove a strong race, holding the Mexican off in the early laps before edging away into a three-second lead by the time of Leclerc's crash and the safety car.

Hamilton was comfortably faster than Perez for the remainder of the race and left him to fight with Russell and Sainz for the final podium place.

Sainz, fighting back from his

back-row start as a result of a grid penalty for using too many engine components, was on the back of the Mercedes and Perez after the safety car.

His Ferrari passed Russell and then set about Perez, while debating with the team whether he should make a second pit stop on his inverted tyre strategy. Sainz finally passed Perez at the final corner after some marvellous race-craft through the final sector of the lap, but his engineer called him into the pits during the battle.

"Not now," Sainz said, before claiming third place.

They called him for fresh tyres two laps later – a move Sainz questioned after pitting, saying he could have pulled away from Perez. He was told the team believed his medium tyres would not last the remaining 11 laps of the race, a conclusion Sainz said he did not agree with.

The stop dropped him to seventh place. Sainz fought back past the McLarens of first Daniel Ricciardo and then Lando Norris, and the Alpine of Fernando Alonso. Sainz's stop left Perez fending off Russell.

Perez cut the chicane and was not ordered to give the place back by the stewards, a decision Russell clearly felt was wrong.

But when the virtual safety car was deployed with three laps to go after Zhou Guanyu's Alfa Romeo ground to a halt at Turn Six, Russell caught Perez napping at the restart. Quicker onto the throttle, Russell snuck ahead of Perez on the twisting straight to Turn 14.

Perez came back at Russell and an error from the Mercedes driver on the penultimate lap brought him back into the danger zone at the start of the final lap, but Russell held on to take the final podium place.

Behind Sainz in fifth, Alonso took sixth to head the midfield, a result secured by a superb move at the first corner in which he passed both Russell and Norris to run fifth initially, and then clever tyre management thereafter.

Cricket Scotland Board resigns CWI Regional U-17: Ramnauth slams century as Guyana ahead of report into racism

he Board of Cricket Scotland resigned with immediate effect on Sunday, a day before an independent report into racism in the sport is published. The review was commissioned after allegations were made by one of the country's all-time leading wicket-takers, Majid Haq, who said Cricket Scotland was "institutionally racist".

Haq's former team-mate Qasim Sheikh also spoke out about abuse he had suffered, with both players saying they were treated differently due to the colour of their skin.

The Board said they were committed to implementing the findings of the review, saying it would provide a "watershed moment for Scottish sport and society".

"We are all truly sorry and have apologised publicly to everyone who has experienced racism, or any other form of discrimination, in cricket in Scotland," the Board said in a letter to interim Chief Executive Officer (CEO) Gordon Arthur.

"This is, without doubt, the start of another long journey to overhaul and modernise

orse racing enthusiasts should expect great things at the Port Mourant Turf Club on July 31 when the Emancipation horse-race meet rides off.

It is customary for fans to equip themselves with a four-page race programme, but for this upcoming event, fans will be fed more information as a new race book will be introduced.

According to international racing commentator Nic Chadee, the race book will be used for fans to get all the information on the horses present. With more than 30 newly-imported horses set to feature at the event, Chadee said: "We have already imputed all of the Guyanese bred imported, including horses that came from Trinidad and Tobago, USA and Canada."

"What they use to have is a three-page or fourpage something. This book will have more information in terms of the horses’

running lines. For instance, each horse that we have the records for, will cover three of their past races in it, stating how they run, what distance, what class, and where they finished.

“Because this is a new format, an instruction page was added, for fans to know how to go about reading the race book. "There is a page that is teaching you to read the new format," Chadee said.

He further disclosed that the race book should be printed by last Friday, and by Wednesday or Thursday the book should be available for

purchase. The cost for the informative race book will be confirmed in a few days’ time.

Eight races are carded for July 31, with the feature event, open to all horses, running over eight furlongs for a winner’s purse of $1 million. The second prize is $500,000 while the prize for third is $100,000.

This lucrative one-day event is expected to start promptly at 12:00h with the L Open race, which will be contested over six furlongs for a winner’s purse of $160,000. Second prize is $80,000.

The second race is the eight-furlong race involving Guyana and West Indiesbred two-year-old horses for a top prize of $500,000, while the second-placed horse will win $250,000. The horse that finishes third will bag $125,000.

Race three will be the J Class race over eight furlongs, and the top horse will bag $200,000.

he Essequibo Cricket Board (ECB), in collaboration with the Regional Democratic Council (RDC) of Region Two (Pomeroon-Supenaam), will host a T10 cricket fest on Sunday, July 31, at the Anna Regina Secondary and Walton Hall Sports Grounds.

The area committee teams – North and South Pomeroon, Wakenaam, Leguan, East Bank Essequibo, Bartica, and Central Essequibo – will vie for trophies and cash incentives.

The winner’s trophy is compliments of Trophy Stall, and its Managing Director, Ramesh Sunich, expressed delight in being associated with the development of cricket in Essequibo.

The ECB release further revealed it was the first time in almost 10 years that the area committee teams would be playing in a tournament.

As a result, Shai Hope's hundred in his 100th ODI and Nicholas Pooran's attacking 74 went in vain, as the hosts lost the match – and with it, the series – despite dominating the majority of their defence.

Shreyas Iyer and Sanju Samson also hit half-centuries, but Axar's unbeaten 64 off just 35 balls turned the screw in the last 10 overs after Shubman Gill made 43 and Deepak Hooda contributed 33.

India needed 100 to win from 60 balls with five wickets in hand, with Axar and Hooda at the crease; Hooda departed with 56 to get off 36, leaving Axar and Shardul Thakur to complete the job. By then, Axar had already clobbered three sixes, with more on the way.

Avesh wouldn't go without collecting his share of runs even if he leaked 54 in six overs on debut. He hit 10 off 12 balls, asking Axar to wipe out the last eight runs in the company of Mohammed Siraj. Axar, in redhot touch, got a full toss from Kyle Mayers, which he sent flying over the bowler's head.

The chase was set up by a firm start by Gill, and then a 99-run stand between Iyer and Samson.

Gill made up for his partner Shikhar Dhawan's struggles with a serene 43 off 49 balls. But when he and Suryakumar Yadav fell in the space of 11 balls, India were 79 for 3 in the 18th over.

The fact that India had as many as 312 to chase was down to Hope and Pooran's fourthwicket stand of 117, 74 of which came off Pooran's bat. Hope got 115 – his third triple-figure score in 11 ODI innings.

Having taken 124 balls to get to 94, Hope swung back-to-back sixes off Yuzvendra Chahal (169) in the 45th over to get to his landmark and cap an expensive day for the legspinner, off whom he took all three of his sixes.

wo-time Olympic champion Shaunae Miller-Uibo ended her World Championships jinx late Friday when she captured gold in the women’s 400 metres at Hayward Field, Portland, Oregon, USA. The Bahamian raced to a world-leading 49.11 seconds in the final, beating Marileidy Paulino of the Dominican Republic (49.60) into second while Barbadian Sada Williams produced a national record 49.75 to claim bronze.

Despite winning gold in the event at the last two Olympiads in Rio and Tokyo, Miller-Uibo’s previous best at a World Championship had been silver in Beijing in 2015 and again in Doha three years ago. She failed to medal in London in 2017. However, there were no such setbacks for the 28-yearold on Friday. Running out of lane three, Miller-Uibo was away quickly with Williams and Paulino also in contention over the first 200 metres.

Miller-Uibo held a narrow lead over Williams entering the final 100 metres, but steadily pulled away, with Paulino overtaking Williams with 40 metres remaining. “It’s been a long time coming and I just give God all the thanks and praise,” Miller-Uibo said afterwards. “This is the one title we were missing, so we

Williams, meanwhile, carved out a piece of history for her tiny island, becoming the first-ever woman to win a World Championships medal and only the second athlete, following Ryan Brathwaite’s gold in the sprint hurdles over a decade ago.

“I’m happy that I even made the final. It’s a very overwhelming feeling and I’m super happy about a new

national record and a medal too,” said the 24-year-old.

In the corresponding men’s final, former Olympic and World champion Kirani James of Grenada clinched silver in 44.48 seconds, trailing home American Michael Norman in 44.29.

For the 29-year-old, the medal was his third at a World Championships to add to his three Olympic successes, leaving him with six podium finishes at a global event. “I think it is special. Coming off especially an Olympic year, you want to show people that you can be consistent, that you can keep on going and not let up, so for me it’s always special,” James said.

“Every championships is unique in its own way, the circumstances are unique so I’m just proud and happy to be back on the podium.”
