he Guyana government and the Inter-American Development Bank on Monday unveiled a US$10 million project which targets small enterprise development, offering loans as high as $300,000 to start up or expand business, with interest rates below six per cent.

The Micro and Small Enterprise (MSE) Development and Building Alternative Livelihood for Vulnerable Groups project, funded under the GuyanaNorway Partnership was launched at the Guyana International Conference Centre, Liliendaal.

An initial tranche of US$5 million will be released for the first phase of the project, which is expected to create 2200 jobs in the country.

Speaking at the launch, President Donald Ramotar said an impediment for entrepreneurs has always been accessing finance at reasonable interest rates. As a result, he noted that the initiative will create the opportunity for entrepreneurs to set up their businesses with funds that require a much lower rate of interest.

He expressed hope that the initiative will place special focus on hinterland communities, since he believes the project can aid them to grow economically. Ramotar stated that while big investment is needed as a push factor for development in

the country, sustainability of development means a big role for the small business community.

He compared large and small businesses, opining that small businesses are in a more profitable position. “Being small gives you the possibility to be flexible and allows them to take decisions more quickly… they also have a much smaller overhead cost, which allows them to provide goods and services to the customers at large, to big businesses and to government at cheaper costs,” the head of state emphasised.

alm heads must prevail after the seizure last Thursday of the RV Teknik Perdana by the Venezuelan Navy as it was conducting a seismic survey on behalf of the U.S. of oil exploration company, Anadarko Guyana Company, a wholly owned subsidiary of the U.S.-based Anadarko Petroleum Corporation.

The latter company has a petroleum prospecting licence from Guyana to search for hydrocarbons in the Roraima block offshore Guyana in Guyanese territorial waters.

The government of Guyana immediately reacted very strongly to the Venezuelan action, with the Foreign Affairs Ministry declaring that “the government is of the firm belief that the actions taken by the Venezuelan Navy constitute a serious threat to the peace of the sub-region and therefore strongly condemns these actions”.

It then issued a demarche that “expressed to the government of the Bolivarian Republic of Venezuela its grave concern about the incident involving the RV Teknik Perdana and has requested the immediate release of the vessel and its crew”. The government of Guyana, however, took pains to point out that it still “believes in the peaceful resolution of disagreements amongst states” and expressed intentions to employ such methods to “facilitate a prompt return to the status quo ante”.

The Venezuelans, for their part, contended that the Perdana was operating “in Venezuela’s exclusive economic zone” and that they “instructed that the vessel switch off its engines and shut down its seismic equipment” and follow them to their island of Margarita, where the vessel is presently detained.

They made an official protest to the government of Guyana even as they too stressed that “the Bolivarian Republic of Venezuela reiterates its commitment to peace and will not return to past situations of confrontation with the sister Republic of Guyana, as well as to continue to persevere in the path opened by Commander Hugo Chávez to promote relations, cooperation among our peoples and strengthen the Latin American and Caribbean integration”.

The foreign ministers of Guyana and Venezuela have agreed to meet this week and we hope that the matter can be settled quickly and amicably. From information released, the ship’s precise location was given as 10 21.0745 N, 57 31.1057 W when it was seized – so the question is basically one in determining which country has legal claim of that position.

Within this context, it is apposite to note that after Guyana made its submission for an extended continental shelf to the United Nations Commission on the Limits of the Continental Shelf (UNCLCS) on September 6, 2011 (by a further 150 nautical miles as per the UN Convention on the Law of the Sea), Venezuela had objected.

But by the end of the month, the two countries had signed a joint declaration to negotiate the delimitation of maritime boundaries between them. Guyana recognised the right of Venezuela to present its views to the UNCLCS. In terms of the wider claims made by Venezuela to Essequibo, during the official visit by President Nicolas Maduro to Guyana on August 31, Presidents Maduro and Donald Ramotar had recommitted to the UN Good Offices Process in the search for a peaceful and practical settlement of the border controversy.

As former Foreign Affairs Minister Rashleigh Jackson pointed out in a letter to the press, the seizure of the Perdana can catalyse the demarcation of the maritime boundaries between our two countries, without affecting the process in place for the wider controversy raised by Venezuela on the settled border issue.

In the foreign media, much has been made of the fact that the seized vessel with five Americans on board is under contract by an American company against the background of the standoff that exists between Venezuela and the U.S. after the former expelled three U.S. diplomats two weeks ago.

Venezuela and Guyana must use the present mechanisms to settle their differences. About this there can be no dispute.

The double standards of Anand Goolsarran Dear Editor, A day or two ago, the double standards practised by Alliance For Change (AFC) puppet Anand Goolsarran was exposed on the matter of qualifications of the auditor general and of persons the same Goolsarran recommended to act as auditor general. I now wish to highlight a second example of the double standards of this AFC mouthpiece and Khemraj Ramjattan follower.

Shortly after Carl Greenidge was appointed finance minister in 1983, his sister was given a job with the audit office. She continued to work there in senior capacities until 1993 when her brother, the then finance minister, was forced out of office. Shortly after

Greenidge left office, his sister was moved from the audit office into another senior position in another public office.

For almost all of Greenidge’s tenure as finance minister, his sister was employed with the audit office. She wasn’t there before her brother’s appointment as minister and she didn’t stay there much longer after he demitted office. For most of this time, Goolsarran served as deputy auditor general and as auditor general.

At no point in time did he express any concern, officially or otherwise, about the minister’s sister being hired to work in his audit office or the possible conflict of interest that she was there to safeguard her brother’s

interest!

In every likelihood, Goolsarran was complicit with Greenidge and his sister in the failure to produce audited accounts of the country. Goolsarran saw no conflict arising from Greenidge and his sister.

Also, he sees no conflict in his own son being a leading candidate for the AFC, while he masquerades as an independent commentator.

And he sees no conflict in the Nigel Hughes jury tampering matter. Nor in the Nigel and Cathy Hughes matter with the Amaila Falls project. Yet he only sees conflict in the case of Dr Ashni and Geetanjali Singh?

In his own words, Goolsarran said “I speak out on issues relating to good governance, transpar-

ency and greater public accountability” in response to Education Minister Priya Manichand’s letter in support of Geetanjali Singh published in Sunday’s and in Monday’s newspapers.

If this is truly the case, then why not speak out on all of the above?

Goolsarran needs to explain to the nation how come he saw no conflict of interests when Greenidge’s sister was working with him in the audit office, while Greenidge was the finance minister and, worse yet, was refusing to produce audited accounts for Parliament.

No wonder he fits in so well with the AFC. Name and address withheld by request

Individuals who make derogatory comments should be dealt with accordingly Dear Editor, Recently in Berbice, three school girls were verbally and physically assaulted by a group of uncouth individuals on the road. Two of the accused are now in custody. Hopefully the third person who managed to escape could also be detained.

Though the situation could have been dealt with in a better manner, I must compliment the young ladies on being brave and standing up for themselves.

Two Saturdays ago, I was in Robb Street, Georgetown and I witnessed a similar incident. A group of construc-

tion workers proceeded to verbally molest two female individuals. One of the offended individuals decided to verbally retaliate, even though it could have led to her being assaulted.

One of the construction workers proceeded to respond to her. He chose to approach her in a manner of disgust and further continued to hurl malevolent sexual remarks at her. I can’t help but to wonder that, had these already humiliated individuals not decide to walk way, what would have been the outcome of this incident.

In addition, what role would

the police have played had they been contacted or a report been made.

Verbal molestation has for many years been a significant problem to women traversing the streets. Majority of the time, men in openback vehicles, conductors, drivers, roadside idlers and construction workers are the root to this disgraceful act.

Police have surprisingly responded positively and promptly to the incident in Berbice. Given how common these incidents have become, I would strongly recommend that police take suitable measures to deal

with these ill-mannered acts by men. Women should also take a stand to take the necessary precautions in dealing with these situations.

This uncouth kind of behavior should not be tolerated.

Though verbal malicious abuse is not as grave as other crimes, it should still be addressed accordingly. I remind all that we live in a very troubling world today.

These small matters can easily escalate into more serious issues if they aren’t addressed properly.

Lallbachan Christopher Ram exposed yet again Dear Editor, Lallbachan Christopher Ram, a person who portrays himself as a model citizen, a man of principle, high morals and ethics, the embodiment of integrity, a competent lawyer, accountant and financial analysis, a fighter against corruption and a proud co-founder of the Guyana Chapter of Transparency International has found himself in the news once again for the wrong reason.

This time around he has been hauled to court by the acting town clerk for nonpayment of taxes of over $11 million, spanning several years.

Imagine a practising accountant and lawyer telling the public that he did not pay his taxes because the council owes him for services rendered sometime in the 1990s. This statement is subject to two possible in-

terpretations, both of which could be true.

First of all, it is telling us that opposition adviser and chartered accountant Lallbachan Christopher Ram is unaware of certain basic accounting rules, principles and practices.

For example, is he not acquainted with the concept of bad debts and provision for bad debt?

What the Mayor and City Council (M&CC) owes him since the 1990s is definitely a bad debt in 2013 and must be written off against provisions for bad debts. This is basic Caribbean Examinations Council (CXC) accounts.

Is he telling us that as a lawyer he is not aware of the existence of statute of limitations? If he does, then I am left to wonder how he advises his clients. Section Six of the Limitation Act, Chapter 7:02 of the Laws

of Guyana clearly states as follows: “Every action and suit for any movable property, or upon any contract, bargain… or upon any account or book debt… shall be bought within three years next after the cause of action or suit has arisen.” It is further stated in section 14 of the said act as follows: “For the purposes of this act any claim by way of setoff or counter-claim shall be deemed to be a separate action and to have been commenced on the same date as the action in which the set-off or counter claim is pleaded.”

It is amazing that a practising chartered accountant, attorney at law and opposition adviser have the audacity to tell the Guyanese people that he has not been paying his taxes because the city council owes him since the

1990s? Where does he get the legal authority in the first place to unilaterally decide that he can refuse to pay taxes and demand a set off against an alleged indebtedness all by himself?

Does this gentleman not lecture law at our university?

If it is true that Lallbachan Christopher Ram is not aware of these basic concepts and principles of law and accounting then his competence is definitely being called into question. If on the other hand he chose to dispute this then, he would inevitably be forced into accepting that he is a deceitful character, trying to portray himself as a victim to gain the sympathy of the Guyanese public.

Which one will he choose as correct?

The National Youth Parliament needs more input Dear Editor, The 13th Sitting of the National Youth Parliament (NYP) is here and I am anticipating another round of wonderful debates. Last year was good but this year must go further and higher.

The ultimate expectation is going to take place Wednesday, November 6 at the Guyana International Conference Centre (GICC).

The build-up is going to be

very interesting and I personally am looking forward to all of the preliminaries.

Every Saturday, leading up to that date, will be used for a number of participatory events, particularly some vital training workshops. Many of our present parliamentarians and even a minister or two came through the NYP. It is a good breeding ground, irrespective of political affiliations and persuasions.

The NYP gets its major funding from donations of the business community and project partners, including the Culture, Youth and Sport Ministry and the National Democratic Institute for International Affairs. Is this enough? I hate the idea that every now and again, NYP has to go about soliciting financial help – enough should be budgeted for the group.

If we are serious about our

youths, then we must cater for their political development as well.

Since the NYP is all about enabling Guyana’s youths to develop argumentative and reasoning skills, while learning tolerance and patience, then it must be invested in and it must be as broad-based as possible.

Sooba is a hindrance to those at M&CC with corrupt agendas Dear Editor, The Mayor of Georgetown Hamilton Green continues his relentless attacks on the acting Town Clerk Carol Sooba, as he damns her efforts to improve accountability and transparency at the Mayor and City Council (M&CC). To most people, Sooba has been doing a commendable job and she is particularly admired for her courage and strength in standing up to the mayor.

It is unfortunate though, that while Green continues his attacks on the acting town clerk, the People’s National Congress (PNC), A Partnership for National Unity (APNU) and Alliance For Change (AFC) have not condemned to date his uncivilised and unprofessional behaviour.

Sooba has become a hindrance to those who use the city council to further their corrupt agendas and has ably curtailed and contained many from misusing its resources.

The mayor goes on another wave of attacks against the acting town clerk for doing her job of taking tax defaulters, including his wife, to court.

Sooba had brought this to

the public’s attention before Green’s attempts to force her into writing-off the taxes owed by his wife to the city.

In an ideal situation, morality would have guided the mayor as chief citizen of the city to lead by example and have his wife pay-up her taxes. Instead he is the typical Green still in search of moral and spiritual revival.

The previous Town Clerk Buellah Williams also endured Green’s character assassination when she was attempting to go after taxes owed by Congress Place, the PNC headquarters. It might be an opportune moment to get an update on whether that sum amounting to millions of dollars has been cleared by the defaulter.

Green is upset that efforts by the acting town clerk to go after taxes owed to the city coincide with his agenda to have the city deteriorate under the current government, which gives him an opportunity to masquerade his politics of blaming the government for the huge garbage piles, clogged drains and unkempt parapets in Georgetown.

Tips to avoid parental burnout

U

sually when you experience the signs of job burnout, it’s time to slow down or find a different job. But when the job you’re burning out at is parenting, you don’t have the option to quit. Spreading yourself too thin won’t just affect you, but your children, too.

Why do parents burn out?

By the nature of it, parenting can set you up to burn out. It’s the only job which requires your attention 24/7 all year round. Clinical psychologist Robin F Goodman, PhD, says it’s often trying so hard to be a good parent that can set a parent up for burnout. Setting a high standard for the kind of parent you want to be and not being able to meet that standard adds pressure.

“Burnout can also be related to feeling a lack of control in the job, being under appreciated, or not being rewarded,” says Dr Goodman. Other jobs offer rewards and incentives to employees to let them know that they’re doing a good job, but parenting is expected to be its own reward. The lack of immediacy of that re-

ward can make it tough.

Risk factors

Some parents are more at risk than others. Parents of infants are more likely to feel burned out because meeting the physical needs of a young child and lack of sleep are mentally exhausting. On the other end of the spectrum, parents of teenagers risk parental burnout because the demands of keeping up with their child’s schedule and their mood swings can be overwhelming.

Other types of parents are at risk, too: • Single parents or parents who feel as though they don’t have the support of their partner • Parents who put their child’s needs above all else, including adult relationships, hobbies or a job • Parents of children with special needs • Parents with chronic physical or mental health problems • Parents in poverty, unstable relationships or with other significant circumstant i a l

Warning signs

Parental burnout doesn’t always come on suddenly and out of the blue. There are some signs to look out for. You might be burning out if you’re feeling: • Irritability that doesn’t seem to have a specific cause and is pretty much constant • Resentfulness and frustration toward your children and their needs, no matter how basic they are • Inadequate in your job as a parent or as though nothing you do is good enough • Withdrawal or emotional detachment from your children

Ways to avoid parent burnout

Despite the demands of parenthood, parental burnout isn’t inevitable. Dr Goodman advises that being an informed parent can help you feel more in control of the job. That means knowing what abilities and behaviours to expect from your child at each age and seeking out information about how to do common parenting tasks like toilet training.

Some other ways to help avoid parental burnout s e e m simple, b u t might b e

tough for you to do. Included are: • Taking care of your own needs. Parents often put their needs last, but a well-rested, wellnourished parent with interests and friendships of their own is a not only a good role model, but a happier parent • Managing stress.

Parenting is stressful and your day job probably is, too. Find ways to relax, whether it be meditation, exercise or having someone to talk to about your worries • Cultivate a support network. Never underestimate the power of friendship or the importance of babysitters. Asking for help isn’t a weakness, it’s a sign that you know your limits • Be a more realistic parent. You can’t expect to be able to do everything and sometimes you may have to say “no” when your child asks to add yet another activity to an already full schedule • Avoid comparing yourself to other parents.

Someone you know may look like they’ve got it all figured out, but you have to figure out what works for you and your family.

If you’re constantly comparing yourself to other parents, you’ll never feel like you’re doing a good enough job Most of all, focus on the things that have gone right, not those which have gone wrong. You can’t reverse your mistakes, but you can build on your successes. (Healthline)

’m a firm believer of the mantra that taking care of oneself as a mother is one of the very best things that we can do for our families. That may clash with some other parenting and mothering mantras out there, sure, but we’re not going to talk about those today. Let’s just say that I am no mothering martyr… and I’m okay with that.

But it hasn’t always been that way

I used to struggle tremendously with self-care.

That is – I wanted to give myself personal time for little things such as showering, working out or even a little pampering, but I felt guilt every single time that I afforded myself any of those things.

Time alone to do grown-up things uninterrupted, like read, write, or sew. Or garden. Or sleep. Those are just a few of the things that many are quick to scoff at new parents for desiring.

It’s as though we’re supposed to give these things up to be better focused, present parents – the ultimate mothers. To this, I say nay. I’m sure I’ll be called selfish, just as I’ve been many times before.

Since New Year’s Day, I’ve felt compelled to live a simpler life – one where I can focus more on myself, my partnership, and my children. To strike a balance with work and life. For me, for us, this desired ideal rang in with finality during a vacation that we took sans children. For seven whole nights.

It was the longest I’ve ever been away from my little ones.

It had been four long years (in reality – the whole of our five year relationship) since we had taken a romantic vacation away together, somewhere hot, luxurious and totally self-indulgent. There were many factors for this; such as finances, early parenthood and simply far too much work.

Without getting all obnoxious about New Year’s resolutions, I must admit that 2013 has brought a burgeoning change, a bubbling of hot, languid hope rising from deep within my belly. It’s been washing over me in waves, these ideas on how I want to live this life for myself and with my loves, ideas for positive lifestyle, and mothering changes that I just can’t ignore anymore.

Part of this has been the realisation and acceptance that there can and should be a separation of woman and mother. That the more I care for myself and feed my mind, body and soul, the better at mothering I am.

To be clear, mothering feeds my everything in ways I never dreamed possible. Yet, in being truthful – it can also be suffocating, isolating and in many ways it can penetrate our self-identities. In all of its contradictory, miraculous, messy, soul-lifting, crushing ways.

It has come in waves, this awakening, much of it occurring over the long, cold months of winter, followed by an emergence into a new stage of parenting where there are no more little babies. (Babble) TO BE CONTINUED

Lallbachan Ram’s silence deafening PPP/C alarmed by culture of lawlessness on glaring GSL disclosures – to initiate national conversation to curb problem O T pposition adviser and well-known bookkeeper Lallbachan Christopher Ram may seem busy, speaking out about public finances in Guyana and writing profusely in a local muckraking newspaper, but it appears that silence is golden for him where the annual reports of Guyana Stores Limited (GSL) are concerned, and for which he is listed as “auditor”.

Ram has bluntly and uncouthly refused to comment on the glaring – and in many ways explosive – disclosures on the current state of the accounts of GSL, which was privatised in 2000.

Phone calls

Ram, the self-proclaimed financial analyst now turned lawyer in his advanced age, rudely hung up the phone on a Guyana Times reporter around 16:00h on Sunday when a call was placed to a landline number, which the publication has as a contact number for him.

The reporter had placed the call to get his comments on GSL’s accounts in light of a Guyana Times article, which appeared the same day and exposed many discrepancies in the annual reports submitted.

As of the latest reports up to 2009 seen by this newspaper, Ram himself is listed as auditor.

“I have not as yet read the Guyana Times today,” said Ram obnoxiously, and promptly hung up the phone on the reporter.Another call was placed to Ram at his office on Monday and a mesage left with a staff ember, but the call was not returned.

This means that the book value of NIS’s 10 per cent equity stake is now a negative $85 million, and other shareholders, a negative $170 million.

Meanwhile, in a separate matter, the Guyana Revenue Authority (GRA) has moved to take court action for a whopping G$354 million in unpaid taxes by GSL.

Newspaper vendor slapped with three charges

A

newspaper vendor was on Monday remanded to prison after he appeared in the Georgetown Magistrates’ Courts to answer to three charges against him.

Collin Monsouling of Lot 77 Turkeyen, Sophia, Greater Georgetown, was not required to plead to any of the charges against him since they were made indictable. It was alleged that on October 7 at Sophia, Monsouling stole from the person of Balram Shivraj one gold chain valued $500,000.

It was further alleged that on October 9 at Tucville, be-

ing in the company of others and armed with a gun, he robbed Collin Fraser of one gold chain valued $72,000 and on the same day, he unlawfully and maliciously wounded Fraser with intent to murder him.

According to the facts with respect to the larceny from the person charge, the complainant was at the Sophia Exhibition Centre wearing his gold chain when the accused and another identifiable male walked up to him and snatched it. An alarm was raised and Monsouling was apprehended and subsequently charged.

With respect to the other charges, Monsouling is known to Fraser and on the day in question; the complainant was at home watching television when he heard a noise in the yard.

Upon checking, he saw the accused along with several other persons. Fraser then went into the yard where he was shot by Monsouling who took the gold chain he was wearing around his neck.

According to police records, Monsouling was previously convicted on an abduction charge. Bail was refused and the matter stands adjourned to October 24.

Govt, IDB unveil...

Dr Singh urged banks and other financial institutions to constantly endeavour to push the boundaries in seeking good new lending opportunities, and to work with entrepreneurs where nurturing and mentorship is required.

“We intend to continue to implement initiatives, such as this, to complement the effort by financial institutions to improve the ease with which entrepreneurs in Guyana enjoy access to financing,” he promised.

f Chris Lallbachan Ram, more well-known as “Suspenders” Ram, is to be believed, he’s the most awesomely qualified accountant in Guyana. There is, of course, the folk wisdom that “self-praise is no recommendation”. As is his wont, he couldn’t pass up the opportunity (even one which he might have concocted) to rip someone or other, over a claimed transgression.

No, this time he didn’t carry on about how much more qualified he is than the incumbent auditor general. That chore has evidently been passed on to his tag-team partner Anand Goolsarran, who’s miffed that his old juniors have scaled heights he can only gaze at from afar. Who says numbers don’t elicit strong emotions? Just look at the utterances of these two old fogeys and you’ll feel their jealousy!

Anyhow, Suspenders went after Dr Roger Luncheon and the other directors of the National Insurance Scheme (NIS) the other day.

Accused them of “not respecting their fiduciary duties”. See that? “Fiduciary duties”!! The man must be educated.

So we looked up the term and discovered that it means that certain individuals have an obligation to protect the financial affairs of their client, and so on. Individuals such as accountants can be sanctioned if they breach their fiduciary duties.

But now we wonder if this self-proclaimed accountant/bookeeper, cum lawyer, cum financial analyst (that’s a whole lotta “cum”) knows the meaning of the term. After all, in the story (scandal?) that this newspaper broke, didn’t Suspenders have a “fiduciary duty” to the shareholders of Guyana Stores Limited (GSL), which is now for all intent and purposes, bankrupt? It’s the shareholders who own the business – all shareholders – big and small.

I mean, here’s this fella Lallbachan acting as adviser and accountant to Mohan “Glen” Lall and Tony Yassin to buy Guyana Stores, collects a huge fee, and then closes his eyes as the assets and funds of the business are systematically looted.

What about the rights of the shareholders – especially the employees who’d plunked down

their hard-earned earnings to purchase shares in GSL, as well as the pensioners of NIS? How could he have Lall and Yassin pull out $600 million plus, while shareholders got the shaft?

Where’s the fiduciary duty?

But that’s the problem with these selfappointed guardians of public morality, no?

They can tell everyone how to run their affairs but their own? That’s so messy that “dirty linen” doesn’t even begin to suggest the filth and nastiness that characterise these fellas’ affairs. More about that later.

...Guyanese travellers

Looks like, at long last, beleaguered travellers from Guyana to Trinidad and Barbados might get some relief from the indignities and humiliations they’ve had to endure for decades at the hands of immigration officials there.

Well, at least we hope so, since you never know with things that concern Guyanese.

Firstly, we heard from Trinidad that Guyanese “in transit” in Trinidad on their way to the U.S. don’t have to go through the customs and immigration checks in Trinidad.

We’ll believe this when we see what unfolds in the next few months.

As far as we know, these Trinidadian officials look like they draw straws every morning to determine who’ll harass Guyanese. It’s like blood sport to them. And you don’t break such habits just like that.

Ditto for the prison guards that work for the Barbados immigration. The Shanique Myrie case decided by the Caribbean Court of Justice (CCJ) clearly sets out what they can and can’t do. The proof of the decision will be in the screening of Guyanese and Jamaicans henceforth.

Call us jaded, but we’ll believe it when we see it.

House-lot recipients urged to capitalise on mortgage relief

otential homeowners on Monday were reminded that with the implementation of the Mortgage Interest Relief (MIR) initiative, first-time homeowners paying interest on a housing loan of up to $30 million from a commercial bank will be exempt from personal income tax.

Central Housing and Planning Authority (CH&PA) Chief Executive Officer (CEO) Myrna Pitt reiterated this point during a One Stop Shop in Port Mourant, Berbice.

The event, which was hosted at the community centre ground in the area, was the third of nine such events that will take place during the period of September to December this year. Seven hundred and seventy-five lots were allotted at the One Stop Shop.

Pitt said the event enables citizens to realise the dream of owning their own homes at the Kilcoy Chesney Housing Scheme, which will benefit 38,000 persons in total.

The CEO told the gathering that from a dollar and cents perspective, owning one’s home is a good thing.

She said the new MIR idea is also a plus for them.

Pitt, the Guyana Revenue Authority (GRA) has already begun to publish notices for the public’s consumption, outlining the process for MIR. “You can kiss your landlords goodbye… owning your own home means you can do as you please and at the same time, add value to your home… as far as finances are concerned we have the institutions here to assist,” Pitt said.

She urged the potential homeowners to be alert and keep in tune with the GRA’s notices on the MIR, so that the process could be much simpler for them.

According to Pitt, Finance Minister Dr Ashni Singh had signed and sent for publication in the official Gazette, the Income Tax (MIR) Regulations 2013.

She noted that this new move signals the establishment of the regulatory foundation for MIR to be granted

pursuant to the introduction of this measure.

Pitt recalled that when Dr Singh made the MIR announcement during the Budget 2013 presentation, the minister situated the new measure within the context of the outstanding success of the government’s housing programme.

In his address at the One Stop Shop, Region Six Chairman David Armogan expressed satisfaction at the country’s housing drive. He too urged first time homeowners to become familiar with the MIR system.

Armogan added that since the Housing Ministry kickstarted its One Stop Shop initiative Berbice has seen a whopping 17,000 lots developed.

“The housing drive is one of the success stories, or perhaps the biggest since the PPP/C [People’s Progressive

Party/Civic] is in government and so much so that the Caribbean is looking to adopt Guyana’s model houses to be built in the region,” Armogan stated.

He recalled St Vincent’s Prime Minister, Dr Ralph Gonzalves visit to Guyana and his appreciation of the massive housing drive being undertaken in the country.

“Government has recognised the importance of every Guyanese owning their own home… whether you are a teacher, working in the cane fields or a nurse – today you have the opportunity of owning your own home.

Armogan said necessary steps have been taken to fast-track the rate at which homeowners receive their land titles and transports.

“Today, we are removing the obstacles and we are making it much easier for all the people to own their own home,” he added.

wo brothers accused of killing Corentyne businessman Devindra “Davo” Deodat were refused bail when they appeared before Magistrate Sherdel Isaacs Marcus in the New Amsterdam Magistrate’s Court on Monday.

Ramnarine Jagmohan, 28, of Belvedere Squatting Area, and Hashan Jagmohan, 23, of Hampshire Squatting Area, Corentyne were not required to plead to the indictable charge, which states that on October 7 at Hampshire Squatting Area, Corentyne, in the company of another person, they murdered Deodat.

The two Jagmohans each live about two blocks away from where Deodat was killed on October 7 when three masked men entered his home, armed with cutlasses and guns, and killed him during the process of committing a robbery.

Ramnarine told the court that he is a farmer and lives with his wife, while his brother said he is a cane harvester.

The younger brother said he has four children.

Police Corporal Lance Thomas swore to the evidence, which is expected to be revealed in court during a Preliminary Inquiry (PI). The matter has been transferred to the Albion Magistrate’s Court and comes up again on November 5 for a police report.

Meanwhile, police are expected to lay other charges against the brothers. The charges relate to the robbery of the Deodat family and wounding of the dead man’s wife, Debbie and the attempted murder of his father-inlaw, Rafeek Abdul. The accused were arrested at their individual homes one day after the incident and were identified during an identification parade on Saturday.

Vincentian students commence studies at GSA A

The students, accompanied by Vincentian Agriculture Minister Sabato Caesar, met last week with his local counterpart, Dr Leslie Ramsammy where they were encouraged to make full use of the opportunity, as it can go a long way in ensuring that mechanisms used in Guyana are adopted in St Vincent.

While encouraging the students to study hard, Dr Ramsammy committed to ensuring that they are wellcared for during their stay in Guyana. Among the areas the students will be studying while in Guyana are animal science, agriculture science and agro-processing.

Sandy Lane Hotel Co Limited v Brigitte Laurayne

n a case that Justice Hayton called “a sad case where emotional feelings have clouded rational judgment”, the CCJ gave judgment in favour of the Sandy Lane Hotel in a wrongful dismissal claim brought by a former employee, Brigitte Laurayne.

Mrs Laurayne was employed as director of leisure and spa. When the hotel sought to appoint an assistant director to perform the day-to-day running of the massage and beauty treatments, Mrs Laurayne began to feel that she was being squeezed out. She sued the hotel, claiming that she had been constructively dismissed.

The hotel argued that the new hiring was done to lighten Mrs Laurayne’s work load and improve the standards and quality level of their spa facilities.

There was no written contract and so, the court looked at the evolution of the position of director of leisure and spa over the years to find out whether it could be said there was a constructive dismissal.

After examining the evidence, the court concluded that there had been no substantial change to Mrs Laurayne’s position. Even after the appointment of the assistant director, Mrs Laurayne was still in charge of the management of the spa and the assistant director would report to her.

Therefore, despite Mrs Laurayne’s “odd perception of the situation”, the court could not find that she had been dismissed and judgment was given against her.

Background Sanata Textiles Limited was dissolved under the Public Corporations Act pursuant to the Sanata Textiles Limited (Dissolution and Transfer of Assets and Liabilities) Order No 49 of 2000. All assets were then transferred to the National Industrial and Commercial Investments Limited (NICIL) from December 29, 2000. The property was leased to G&C Sanata Company Inc. That company was forced to downscale and later cease complete operations.

The complex was left abandoned for several years.

Challenges The handover of all G&C Sanata Company Inc’s assets to NICIL resulted in government assuming full responsibility and control of the complex. Benefits of QAII proposal The Privatisation Board and Cabinet considered the following benefits in accepting the proposal:• Utilisation of the land and buildings which had fallen into a state of dilapidation and vandalism; • Avoidance by NICIL of the high level of maintenance, security, rates and taxes, and insurance associated with the property; • Creation of new jobs; • Conversion of the property which was not making a net return into an entity with positive cash flow;

On June 4, 2007, a lease agreement between NICIL and QAII was entered into for a 99 year lease with an option to purchase after the completion of three years. The rental paid

by QAII was 50 times greater than the average rent paid to the government by other companies in comparative industrialised areas. Other companies have typically paid as little as G$1 per square foot, a fraction of what was being paid by QAII. Sophia man allegedly killed by stepson – “I had to do what I had to…,” says accused

“I

had to do what I had to, or else I would be dead.” Those were the words of Emmanuel Anthony Greene, 20, who surrendered to police moments after allegedly killing his stepfather during an altercation at their home at A Field, Sophia.

Greene is accused of killing Galton “Lance” Mc Almond, 48, of Lot 266 A Field, Sophia by chopping him once to his neck. The man reportedly ran a short distance before he collapsed.

The murder weapon, a cutlass, was taken as evidence by the police.

The young man was allegedly defending himself after he was attacked by Mc Almond in their backyard and again in the house.

Prior to the incident, they had a heated argument during which the now dead man attempted to shove a fork into his stepson’s stomach.

At the scene, close to the Sophia Primary School, scores of people gathered.

The man’s reputed wife and the accused’s mother, Sharon Nunes, who was hysteric, said “enough is enough”.

had been a victim of domestic violence for the past 11 years, stated that while a life has been taken, her son acted in self-defence and more so, he was protecting her. “Me and this man live for 11 years in this place and he come and collect me from me… since then is pure torment… he cuss, he drink, and more torment,” she cried.

During the argument, the man reportedly took away the shovel from Greene and threw it away, but Greene retrieved it and walked away. Guyana Times understands that the young man went into his apartment and locked himself in, but Mc Almond reportedly started to “rock down” the door. Upon opening the door, Greene was attacked with a garden fork.

She said as a result of the constant abuse, her son encouraged her to occupy the back portion of the land and leave Mc Almond in the house. Acting on the advice, they decided to clear the land on Monday. “He see we clearing the land and

Nunes said a scuffle ensued and she tried to stop both men, but she was unable and gave up. The young man reportedly grabbed a “small” cutlass from the apartment and dealt one blow in the direction of the man.

Nunes told media operatives that Mc Almond walked some distance and collapsed but despite her pleas for neighbours to take him to the hospital, they refused. She said neighbours instead called the police, but by the time they arrived, he was already dead.

Another of Nunes’ sons explained that he was at home when the argument started, and attempted to phone Mc Almond’s family in the hope of them intervening. He stated that his mother suffered much at the hands of his stepfather.

He claimed that he and his other siblings were forced to sleep on the cold ground most nights, as Mc Almond would lock them out of the house. The young man added that at times they wanted to walk away but thought of their mother. He, along with Nunes, was also taken to the Turkeyen Police Outpost for questioning. The man’s body was taken to the Lyken Funeral Home to await a post-mortem. The police are continuing their investigations. (bhisham@guyanatimesgy.com)

Four charged for Lesbeholden murder

our men have been charged and are expected to be arraigned in court today for the murder of Lesbeholden farmer Jewanlall “Bingle” Deonarine, 50, who was killed on October 5, police disclosed on Monday.

Kumar Mangru, 17, of Black Bush Polder; Nazim Azimulla, 42, of Lot 56 Johanna South, Black Bush Polder; Carlton Chetram, 36, of Lot 36 Mibicuri South, Black Bush Polder and Rajesh Singh, 36, of Lot 3 Lesbeholden South, Black Polder are expected to make their first court appearance at the New Amsterdam Magistrate’s Court.

Days after the murder, the four suspects turned themselves in with their lawyers Ganesh Hera and Bernard De Santos on Tuesday afternoon.

Deonarine was beaten to death by a group of men during an argument two Saturday ago at Lesbeholden South Public Road. According to information received, on the fateful night, Deonarine and his son-in-law, Totoram Dhanraj left Lesbeholden and went to a friend’s farewell celebrations at Pitt Street, New Amsterdam. About 22:00h, Dhanraj and his father-inlaw, along with friends, left the celebration and ended up at a Chinese restaurant on Lesbeholden Public Road where they stopped to purchase cigarettes.

Dhanraj reportedly rushed back to his car and ordered the driver to drive, leaving Deonarine behind.

During this period, Dhanraj reportedly contacted the Mibicuri Police Station and related their ordeal. As a result of the report, police came and searched the area.

The dark-coloured car, along with the men, was seen and Deonarine was spotted on the roadway some distance away.

He was examined and a gaping wound was discovered in the back of his head, with blood oozing from his nose and face. Deonarine was taken to the Port Mourant Public Hospital where he was examined by a doctor on duty who pronounced him dead on arrival.

Third bandit wounded in K&VC shootout dies

ineteen-year-old Romeiro Branco Gouveia, of Lot 64 James Street, Albouystown, who was shot during a shootout with police on Saturday evening, has succumbed to his injuries while receiving medical attention in the male surgical ward of the Georgetown Public Hospital.

Gouveia, who was recently transferred from the High Dependency Unit following the shooting incident, died about 10:30h on Monday morning. The young man was shot at close range to his face during the shootout in the vicinity of the K&VC Hotel on South Road, Georgetown, after police received a tip that bandits were going to commit a robbery on an occupant of the said hotel and staked out the building.

Gouveia’s accomplices Jermaine Canterbury, 20, also called “Chow”, and Mark Anthony Joseph, 19, also called “Two Grand” of Lot 17 Hogg Street, Albouystown had died during the exchange of fire around 20:30h on Saturday. One day after the shooting, police confirmed that the three men were previously charged for robbery under arms and

were placed on bail.

However, Gouveia’s father, Donald, told Guyana Times that his son’s death is questionable, claiming that when he visited his son on Sunday evening, he was recuperating nicely. He said he was most surprised to have received the unfortunate news of his son's death on Monday. On this note, he disclosed that the family will be seeking legal advice.

He added that when he went to the hospital, he was told that his son had a sudden seizure and despite attempts by the nurse to resuscitate him, he took his last breath. His body was taken to the hospital mortuary and a post-mortem examination

Meanwhile, the autopsies performed on the bodies of Canterbury and Joseph gave their causes of death as injuries due to multiple gunshots. The post-mortems were performed by Dr Nehaul Singh on Monday at the Georgetown Public Hospital.

The police retrieved from the scene an unlicensed .32 revolver with two live rounds and one spent shell, and an unlicensed .38 snubnose revolver with three live rounds and three spent shells, along with a female wig that one of the men was reportedly wearing during the shooting.

Venezuela charges captain Fire destroys five-bedroom home at Friendship of seismic vessel – foreign ministers' meeting planned for Thursday

he Attorney General’s Office of Venezuela has filed charges against the Ukrainian captain of the Teknik Perdana vessel, Igor Bekirov, at the Crime Control Court of Nueva Esparta state in east Venezuela, for allegedly violating Venezuela’s exclusive economic zone.

Last week, the Teknik Perdana was detained by Venezuelan authorities after being accused of conducting oil exploration activities in Venezuela’s exclusive economic zone under Guyana’s authorisation.

According to the online edition of El Universal, a Venezuelan newspaper, in a preliminary hearing to be held in Nueva Esparta, on the north-eastern coast of Venezuela, the designated prosecutor, Andrés Bravo, will bring charges against the captain for offences specified in Venezuelan law.

Diplomatic meeting

Guyana’s and Venezuela’s top diplomats will on Thursday meet to iron out the diplomatic spat.

A Foreign Ministry statement had described the incident as “unprecedented in Guyana-Venezuela relations”. It insists that the seismic vessel, the RV Teknik Perdana, was in “Guyana’s waters when this regrettable incident took place”.

The seismic vessel was contracted by Anadarko, one of world’s largest independent oil and natural gas exploration and production companies, based in the United States. Anadarko has a petroleum prospecting licence to search for hydrocarbons in the Roraima block offshore Guyana.

According to the ministry’s statement, the Yekuma – an oceangoing offshore patrol

boat that monitors the exclusive economic zone – trailed the seismic vessel before obstructing its path. Crew members were required to change their route and were directed to Margarita Island in Venezuela.

On Monday, the local military spoke on the issue for the first time in a terse statement, stating that the foreign affairs minister is the appointed spokesperson on the matter. The army noted that it was in full agreement with the government’s position on this issue. For its part, the People’s Progressive Party/ Civic (PPP/C) said it welcomed the fact that the foreign affairs ministers will meet to settle the dispute.

“The PPP has always advocated for diplomatic and peaceful alternatives to address issues of mutual concern between our neighbouring states. We firmly believe that this process has been advanced over the years to a stage, where our nation enjoys cooperative and meaningful relations with our neighbours.”

According to the PPP, in the case of Venezuela, this is evidenced in a number of bilateral engagements and exchange visits between our two nations which redound to the benefit of the citizens in each state. “Hence, this recent development is to be regretted. The party supports a peaceful resolution to the current situation.”

A

n early Monday morning fire at Friendship, East Coast Demerara has left an elderly man making alternative living arrangements after his house was completely gutted.

Sixty-nine-year-old U.S. citizen Dennis Phillips has estimated his losses to be in the millions after his home located at Lot 115 Brushe Dam, was destroyed. The fire reportedly started in one of the bedrooms in the upper flat of the house, but quickly spread, leaving no chance to salvage anything.

By the time firefighters arrived on the scene the entire wooden and concrete two-storey building was engulfed in flames, despite desperate attempts by residents to put out the blaze.

Thus the firemen’s main focus was on saving a nearby home.

Guyana Times understands that when the fire tenders from Beterverwagting Fire Station arrived, they encountered difficulties with the generator, which is used to pump water.

When this publication visited the scene on Monday, Phillips, in the company of relatives, was going through the debris. He explained that he retired to bed about 22:00h and was awakened by the fierce heat about 04:00h.

Distraught

He said he was certain that he did not leave any electrical appliance connected to the outlets and was not sure what may have started the fire. Phillips added that by the time he reached safety, the entire house was engulfed. He further disclosed that he would frequently experience ‘low voltage’, which caused two television sets to be damaged that he subsequently repaired.

The distraught man stated that while he wanted to report the matter to Guyana Power and Light (GPL) Inc, he was reluctant since he believed that he would not have got justice. “I am a sick man… I don’t have the time for nonsense… If I report, what will come out of the

matter? So, I just left it.”

With respect to his losses, he disclosed that he lost his Toyota Hilux which he has not driven for while due to his illness. He also lost television sets, furniture, his U.S. passport, a licensed firearm, and other household items.

In light of his illness, he intends to take it “cool”, but for the time being, he is soliciting lodgings at a cousin’s home in the community.

Kwesi Newton, a neighbour, told this publication that he was awakened by screams of “Fire! Fire!” so he rushed out and realised that it was Phillip’s home ablaze. “I know Mr Phillips live alone and I rushed over, but as I was heading in, I saw him coming out.”

He added that they attempted to salvage some household items but the heat drove them back. As the fire continued, he stated that his house started to ignite and all their attention was shifted to saving the property. By this time, the fire tenders had arrived.

New GuySuCo blueprint reduces annual NICIL v Royal output by 100,000 tonnes Investments Inc

he new Guyana Sugar Corporation (GuySuCo) strategic plan (2013-2017) to turn around the sugar industry has been finalised and submitted to the parliamentary sectoral committee on economic services. The plan also stipulates that there will be a 100,000 tonne deduction in the estimated annual output, rather than what was outlined in the 2009 plan.

That plan had outlined a yearly output of 450,000 tonnes. This was revealed

by Agriculture Minister Dr Leslie Ramsammy, who also sought to highlight some of the many changes to the functioning of the industry in the document. Dr Ramsammy said the new strategic plan for the sugar sector has taken into consideration the new weather patterns, the way cane is transported from the field to the factory, and the way in

which canes are fed to the factories.

As it relates to the weather patterns, Ramsammy explained that they do not allow for the usual 16-18 weeks per crop, per grinding season. “Therefore, we have to change the way we do business and the amount we did in the 16-18 weeks must now be done in 8-10 weeks, because that’s about all the good time that one could reasonably expect with the weather pattern that we have,” the minister explained.

Mechanisation

Dr Ramsammy also outlined that mechanisation is another factor that has to be looked at. However, he assured that moving in this direction does not mean the replacement of current manual labour component. “A lot more work will be done by harvesters, since we have to contract the time.”

The agriculture minister added that these new processes mean that workers would have to improve their performance, ensuring maximum yield per acre. “The new strategic plan has to take into consideration this fact that if you reduce your grinding season from 1618 to more like 8-10 weeks, then that means the factory must handle more cane so you need to upgrade your factories,” he said.

New board

As it relates to the appointment of the new board of directors for GuySuCo, Dr Ramsammy disclosed that they are awaiting Cabinet’s approval of the recommendations made.

Following the installation of the new board, the decision on the possible appointment of a new CEO will be announced.

The new strategic plan, coupled with the restructuring of GuySuCo’s manage-

ment, is expected to finally set the pace for the way forward for the industry, which has been on a downward spiral in recent years.

The industry has been failing to reach all stipulated annual targets for sugar production owing to a number of reasons which the plan also outlines, with weather being one of the main factors.

For this year, Ramsammy said the 238,000 tonne yearend target would not be attained, since the first crop had to be curtailed as a result of bad weather, while the second crop has been adversely affected by weather as well. “We know August and July were lost because of rain and September was also substantially lost because of rain. However, we still believe that the second crop target would be achieved and that we would exceed 150,000 tonnes,” the minister posited.

court case continues

T

he court case brought by the government against the majority shareholder of Guyana Stores Limited (GSL), Royal Investments Inc, continued before Justice Roxanne George-Wiltshire on Monday in the High Court.

The lawsuit was initiated by government some eight years ago to recoup US$2 million and interest owed after the privatisation of the company for US$6 million.

When the matter was called again on Monday, National Industrial and Commercial Investments Limited (NICIL) Executive Director and Privatisation Unit head, Winston Brassington, returned to the stand where he was re-

examined by lawyers representing the respondent in the matter.

During the previous hearing, Brassington was questioned about several pieces of correspondence between NICIL and Royal Investments Inc. In June 2004, the government holding company initiated legal action against Royal Investments Inc for the recovery of the US$2 million plus interest.

The trial started in late 2010, and had almost a year’s break in court.

Brassington, who negotiated the deal on behalf of government, has been on the stand for more than two years. The matter comes up again for hearing on December 2 and 5.

he economies of Latin America and the Caribbean remain in low gear, held back by a less favourable external environment and, in some cases, domestic supply constraints, the IMF said.

Output in the region is projected to expand by 2.75 per cent in 2013, the lowest rate in four years, with domestic demand remaining the main driver. Going forward, growth will edge up to three per cent in 2014 as external demand strengthens gradu-

ally, but remain below the average growth rate of the last decade, the IMF said in its Regional Economic Outlook Update for the Western Hemisphere, released this weekend in Washington, DC. In the Caribbean, fiscal, external, and financial vulnerabilities remain significant in the tourism-dependent economies. Fiscal consolidation is inevitable but will have to be supported by measures to address chronically weak competitiveness to unlock the region’s growth potential.

In the first half of this year, Mexico suffered an unexpectedly sharp downturn in activity, while Brazil continued to recover gradually from a slowdown that started in mid-2011, the report indicated.

In the rest of Latin America, economic activity has moderated. Growth has been restrained by sluggish external demand and, in some cases, domestic supply constraints, which have proven more binding than previously anticipated. (Trinidad Guardian)

BlackBerry issues open letter to calm customers and partners

lackBerry Ltd on Monday sought to reassure its restive customers and partners that it was financially stable and “here to stay,” even though it announced massive layoffs and sources say it is in talks to sell all or part of the company.

In an open letter published in 30 news outlets across nine countries, the Waterloo, Ontario-based company stressed that its customers can continue to count

on BlackBerry and its products, despite the challenges it is facing and the changes it is undergoing.

BlackBerry’s products have struggled to compete against the likes of Apple Inc’s iPhone and the numerous devices powered by Google’s Android operating system.

A new line of smartphones that run on the BlackBerry 10 operating system has also failed to reignite sales, prompting the company last

month to announce that it would slash its global workforce by more than a third.

“Our customers read a lot about BlackBerry these days, as we make the headlines quite often – this has created a lot of noise and confusion” Frank Boulben, the company’s chief marketing officer, said in an interview.

he Pan-African Forum on sharing best practices in information and communication technologies ended on Saturday in Ouagadougou, Burkina Faso.

The two-day forum, organised with support from ITU, was aimed at highlighting ICT solutions to accelerate socio-economic development in Africa.

The theme of the forum was

“Digital Data for Development (DATA4DEV)”, reflecting the high-level commitment in Africa to exploit digital data for the development of the continent and to use this wealth of information to diversify services and information to the general public while creating new business opportunities.

China’s inflation at seven-month high, limits room for easing despite export tumble

hina’s annual consumer inflation rate rose to a seven-month high of 3.1 per cent in September as poor weather drove up food prices, limiting the scope for the central bank to manoeuvre to support the economy even as exports showed a surprise decline.

But few analysts expect a further sharp rise in inflation or policy tightening in coming months as the world’s secondlargest economy still faces a

weak global environment and Beijing tries to tap the brake on credit-fuelled investment.

The inflation rate was higher than a median forecast of 2.9 per cent in a Reuters poll and August’s 2.6 per cent, but was still below the official target of 3.5 per cent for 2013.

“We expect CPI inflation to rise further in Q4 and see rising risks that it may rise above 3.5 per cent for some months in 2014,” said Zhiwei Zhang, China economist at

Nomura in Hong Kong.

“The rise of CPI inflation leaves little room for policy easing as the benchmark deposit rate is only three per cent.” Upbeat September credit data released later on Monday signalled that the central bank may have already eased up its control on bank lending following a liquidity crunch in June, which analysts warn could fan property bubbles and long-term inflation risks. Crystal Lagoons eyes more Avon to close its French operations projects in Gulf region Europe

he French operations of the U.S. cosmetics giant Avon Products are to be closed by the end of the month. Avon’s Parisian office says only current orders will be guaranteed and it is unsure if its self-employed representatives will be able to get supplies after the end of October.

Avon has been in France for almost 50 years. It employs about 120 staff in Paris, supporting 11,000 represent-

atives who visit customers in their own homes.

Angry workers in France have accused Avon of keeping them in the dark for months and not acting in line with Avon’s publically stated values of being a socially responsible company that upholds values of trust, respect and integrity and a culture of “open and candid communication”.

Estelle Croissant, an Avon employee responsible for supporting the direct selling rep-

resentatives, told the BBC that a workers’ council representing Avon staff in France was challenging the company for not following the correct redundancy process.

“They have not respected all the processes according to their own rules and values,” she said. “We now know an administrator has been in place since May this year, but no scheme to assist the workers is yet in place. We just feel abandoned. (BBC News)

rystal Lagoons, which is building the world’s largest manmade lagoon at Dubai’s planned Mohammed Bin Rashid City, is hoping to expand its Middle East portfolio with the company confirming exploring projects throughout the Gulf.

The multinational, which was founded and headquartered in Chile, has constructed the first phase of the 40ha lagoon at Mohammed Bin Rashid City – completing it in time for Cityscape Global.

When completed, it will eclipse another one of its projects, the 12ha lagoon at Egyptian resort Sharm El Sheikh. The 40ha lagoon, which is pitched as a manmade version of the waters of the Caribbean or The Maldives, will feature beaches or swimming and be used for water sports and other water-based leisure activities.

“It’s very exciting, because we’ve been in the region but having a project of 40ha, which is four times the larg-

est of the current (biggest) one in Sharm El Sheikh, it’s hard to get people’s minds around how big 40ha is,” Crystal Lagoons CEO Kevin P Morgan told Arabian Business at Cityscape.

ome Affairs Minister Clement Rohee on Monday released a long list of expenditures of the Guyana Police Force aimed at confounding critics who have been saying that government was starving the agency of funds.

The list covers expenditures during the period 2007 to 2013 totalling $2,148,861,552. In the area of training, some $167,550,981 was spent; while motor vehicles and cycles accounted for $758,865,921; building pro-

In the statement, Rohee said the Home Affairs Ministry has noted with disdain the persistent falsehoods being peddled by the opposition political parties, and sections of the media, to the effect that the Guyana Police Force is being starved of resources to successfully and effectively execute its legal mandate to the people

of Guyana.

“The ministry wishes to state categorically that since its assumption to office in 1992, the People’s Progressive Party/Civic administration has paid close attention to the all-round needs of the joint services. Never in the history of Guyana, and, particularly, since its independence in 1966, has so many resources been available to the law enforcement agencies, the Guyana Police Force, especially,” Rohee said.

OAS urges Caribbean to explore renewables to address high energy costs

rganisation of American States (OAS) Assistant Secretary General Albert Ramdin has called for regional collaboration to promote greater use of renewable technology in the Caribbean.

Assistant Secretary General Ramdin, who was in Aruba to open the Caribbean Renewable Energy Forum, said there appeared to be a “disconnect between understanding that renewable energy technology will facilitate less dependence on traditional sources of energy and fossil fuels… and the ability to implement and pursue a renewable energy agenda”.

According to Ramdin, electricity and energy costs in the Caribbean are generally very high and for the majority of islands, “the ef-

fect on the cost of almost all goods and services is high, ultimately undermining economic growth and investments”.

Addressing renewable energy experts from around the world, Ramdin expressed the view that the “Caribbean is capable of solving some of its own problems in this sector”, having adequate natural resources which can be channelled to its advantage. “Sun, heat, water and wind all offer opportunities. In spite of this, renewable energy does not appear to feature prominently on the priority list of many of our policymakers,” said Ambassador Ramdin.

Drowned GGMC worker’s body retrieved from Pomeroon River

he body of Patrick Ramkellwan, of Mon Repos, East Coast of Demerara, was retrieved early Monday morning from the Pomeroon River.

It was found floating in the Abram Creek area in the Upper Pomeroon.

Ramkellawan, an employee attached to the Guyana Geology and Mines Commission (GGMC), went missing Saturday night after the boat in which he was travelling collided with a fishing vessel in the Pomeroon River.

According to information, the boat was not equipped with lights and the captain did not see the fishing boat approaching. The impact of the collision resulted in Ramkellawan falling overboard and he never resurfaced.

The matter was reported to the Charity Police Station and a search party was sent out. The body was discovered around 07:00h

by a farmer who was paddling his canoe to his farm.

The police were summoned to the scene, and the body was retrieved. The body was later escorted to the Charity Wharf and will be transported to Georgetown shortly.

The Natural Resources and Environment Ministry had mandated the GGMC to collaborate with other government agencies to investigate the circumstances surrounding the boat accident. The ministry said the GGMC was investigating reports of hydrocarbon occurrences near Friendship, in the Pomeroon River at the time of the accident.

The Guyana Police Force and Guyana Defence Force Coast Guard were informed, and there are ongoing investigations into the matter. The ministry continues to urge that greater occupational health and safety measures be implemented within all spheres of the extractive sector.

n employee of Hand in Hand, Mutual Life and Fire Insurance was on Monday placed on bail after he made his first court appearance at the Georgetown Magistrates’ Courts to answer to the charge of embezzlement.

Twenty-four-year-old Floyd Allen of Lot 927 Cummings Lodge, East Coast Demerara pleaded not guilty to the charge which stated that between March 31, 2012 and February 12, 2013 being employed by Hand in Hand, Mutual Life and Fire Insurance, he stole $14,100,000; property of the said company.

According to Attorney Peter Hugh who represented the defendant, his client has no prior convictions or run-ins with the law. He stated that since the inci-

dent occurred, Allen was placed on $100,000 station bail and has been cooperating with the police with their investigations.

He added that the Hand in Hand, Mutual Life and Fire Insurance company is in possession of his client’s passport and is not a flight risk.

There were no objections to bail raised by the prosecution however Prosecutor Bharat Mangru asked that substantial bail be granted with conditions attached. Those being that he report to CID on a regular basis.

Chief Magistrate Sewnarine-Beharry granted bail in the sum of $500,000 with the condition that the defendant report to CID every other Sunday. The matter stands adjourned to October 27.

Jamaican athletes’ drug-testing practices to be audited amaica’s drug-testing practices are to be audited by the World Anti-Doping Agency amid claims of gaps in testing.

A former director of the Jamaican Anti-Doping Commission (JADCO) says out-of-competition testing was insufficient ahead of the 2012 Olympics.

A number of Jamaican stars, including sprinter Asafa Powell, have since tested positive for banned substances.

“Wada has accepted an invitation from the Prime Minister of Jamaica to visit and inspect JADCO,” said the agency.

“WADA was unhappy to learn that JADCO cannot accommodate this visit until 2014.”

The IAAF, athletics’ governing body, insists it has extensively tested elite Jamaican athletes.

The country’s sprinters won eight individual medals at the London Games.

But in recent months, Jamaica’s reputation has been tarnished with news of positive tests by Powell, Sherone Simpson and threetime Olympic gold medal winner Veronica CampbellBrown.

suring for South Africa fans as seeing Amla in the middle. He produced a typically graceful innings, full of whiplash drives through the off and was comfortable camping on the backfoot and playing late against the spinners. As usual, he walked across the stumps to flick balls well outside off to the leg side and serenely progressed to his 20th Test century.

There were two main partnerships he was involved in, as he set about stabilising the South Africa innings after three early wickets, first 61 with a fluent AB de Villiers and then 95 with the returning JP Duminy. During those two stands, Pakistan’s bowling seemed to lack sting and South Africa seemed to be on autopilot as they collected the runs.

Both those alliances ended with soft dismissals. De Villiers’ was the sort that sends you scurrying to Youtube. He was looking to defend off the front foot and after an lbw appeal, he held the pose for the umpire.

The ball rolled over towards slip, and the keeper Adnan Akmal signalled to Younis Khan to return the ball to the stumps. Adnan took the bails off and after many replays it was determined that de Villiers’ backfoot was just outside the crease.

Duminy was playing his first Test innings in over a year but looked in fine touch. He has had his

problems against spin, but this time he began with some confident shots down the ground. He was picking Saeed Ajmal’s doosras well and was untroubled by the quicks as well, and progressed to a brisk half-century. Soon after he was dropped by Adnan off a thick edge, and even before the talk about how expensive that could prove ended, Duminy swept a harmless delivery straight to a deepish backward square leg.

It was the first wicket for left-arm-spinner Zulfiqar Babar, who at nearly 35 became Pakistan’s third oldest debutant. Babar whirls his arms like a contortionist as he reaches the bowling mark, but in his first day in the top flight, he was steady and showed few signs of nerves. With Ajmal also getting the ball to grip at the other end, Babar kept the pressure on South Africa and was rewarded with two more wickets, of Faf du Plessis and Robin Peterson.

The Peterson wicket is one he’ll remember as he got the ball to turn viciously to zip between bat and pad and onto the stumps.

When Ajmal finally had reward with the wicket of Vernon Philander, South Africa had slid to 222 for 8, losing four wickets to spin for 23 runs. Amla was at the other end providing another lesson on playing the turning ball, but the lower-middle order didn’t stick around to support him. (Cricinfo)

Renee Anne Shirley alleged in August that athletes were not tested outside of competition for five of the seven months before last year’s Olympics.

While the organisation’s chairman Herbert Elliot has dismissed her claims, Wada director-general David Howman believes there is an issue.

“There was a period of, and forgive me if I don’t have the number of months right, but maybe five to six months during the beginning part of 2012 where there was no effective operation,” Howman told the Associated Press.

“There might have been one or two, but there was no testing. So we were worried about it, obviously.’’

JADCO is not the only body which would carry out drug tests on Jamaican athletes.

An IAAF spokesman told the Associated Press its own out-of-competition programme was “robust and comprehensive”, with tests carried out at Jamaican training camps.

arcelona forward Lionel Messi has returned to training with the Spanish club as he continues his recovery from a thigh injury.

The 26-year-old was injured in a 2-0 win over Almeria on 28 September.

He has missed a Champions League win over Celtic and a La Liga victory over Valladolid, while also being absent from international duty with Argentina.

Argentina have already qualified for the 2014 World Cup and he has missed games against Peru and Uruguay.

Running a marathon in two hours ‘ridiculous’ – Mo Farah

Mo Farah said that he has never said he could run a marathon in under two hours.

Some people, including Lord Sebastian Coe, said the goal was too ambitious for the double Olympic Champion who plans to run the London Marathon in 2014.

Farah, 30, told Newsbeat: “For me to say I can run under two hours is ridiculous.

“My goals are to run the London Marathon and do the best that I can.”

Last month, Kenyan Wilson Kipsang broke the marathon world record by 15 seconds when he won in Berlin in a time of time of two hours three minutes 23

seconds.

“I think in years to come it is doable but not in the first marathon,” said Farah.

He added: “I enjoy my athletics and I want to take it as far as I can.”

Although Farah said he doesn’t plan to break the twohour barrier, the 5,000m and 10,000m world and Olympic champion said he would like to get close to the British record in the 26.2 mile race.

Welsh athlete Steve Jones is the current recordholder with a time of two hours seven minutes 13 seconds, which he ran in 1985 in Chicago.

“I’ve got to do that before I think about anything else,” said Farah.

Last month, Mo Farah narrowly missed out on becoming the first UK runner in 25 years to win the Great North Run. Ethiopian Kenenisa Bekele held off Farah to finish first in South Shields after the 13.1 mile half-marathon.

Last week, England and arsenal footballer Jack Wilshere said only English people should play for England.

eachers won the Inter-Prison Eight-aside football tournament held in honor of outgoing Director of Prison Dale Erskine on Saturday.

In the final of the competition Teachers beat Georgetown Prison 3-1.

Scoring for the winners were Noel August, Andrew Williams and Garrel Rodney. Georgetown got their lone goal off the boot of Carl Graham.

The MVP of the tournament was Osafo Dos Santos playing for Teachers while the Most Goals award was shared between Andrew Williams and Renaldo August from Teachers’ team.

The tournament saw six teams taking part in two groups. In Group A, Combined Prison team, consisting of Timheri, Mazaruni and Lusignan prisons, matched skills with the Teachers and Heart of Oak Masters. irst seed Kashif and Shanghai Kings scraped into the final four of the Trophy Stall Open Basketball Championships, scheduled to take place on Wednesday at the Mackenzie Sports Club (MSC) ground hard court in Linden.

The Kings defeated Retrieve Raiders in their final game of the group rounds 67-46 to make it to the semi-final stage of the tournament. They will now face Bankers Trust Falcons, ranked number one in the tournament, in their semi-final encounter.

Steve Neils Jr came up big in the encounter against the Raiders, dropping 22 points to help the Kings reach the semi-finals while Orin Rose had 17 points to contribute to the crucial win.

Young Bangladesh crush West Indies by four wickets to take 3-1 lead side were at once precariously poised at 51 for 7 after 24 overs in a dramatic collapse.

However, Marquino Mindley and Gudakesh Motie staged a remarkable recovery, putting on 65 runs.

Both batsmen produced gritty innings of 38 runs apiece.

Amsterdam Prisons dominate Atwell demolishes Beckford in round two New at track and field championships – DeClou suffers broken jaw en route to defeat

aribbean Boxing Federation (CABOFE) featherweight and lightweight champion, Clive “The Punisher” Atwell, needed just under two rounds to dispose of Jamaican Glenroy Beckford when they clashed in the feature fight of Sunday’s boxing card at the Cliff Anderson Sports Hall.

In the process, Atwell maintained his unbeaten record and enhanced his reputation as arguably Guyana’s other candidate for a shot at a world title.

The slick Atwell completely dominated the scheduled eight-round contest, flooring his opponent 40 seconds into the round two, much to the delight of the small, but partisan home crowd.

Beckford had promised to surprise Guyanese by toppling Atwell, but the Guyanese ensured an upset was not on the card, as he marched to a commanding win, flooring the man from the Land of Wood and Water with a vicious left hook to the mid-section.

Jardine started to administer the count, which was quickly aborted as the Jamaican signalled he had no interest in continuing the fight.

In a post-fight interview, Atwell, who improved to 11 wins (six KOs) and one draw from 12 bouts, admitted he was prepared for a much tougher time in the ring, but that was not to be.

He noted that from his research on Beckford and information received from associates in Jamaica, he envisaged a sterner opponent, and as such, prepared himself in such regard.

Beckford did manage to earn a moral victory in the opening round with a solid punch in the opening round, but Atwell later brushed it off, noting that it was an accidental slip, as he was caught off-guard.

Beckford, speaking to the media after the thrashing, said he is ready for a rematch, since he little time to prepare for Sunday’s showdown.

He noted that four weeks to prepare for such a fight was cutting it too thin, but he is confident that with

adequate time to train he would get past Atwell. With the loss, Beckford slipped to eight losses and three wins from 11 fights.

Atwell’s fellow CABOFE middleweight champion Edmond DeClou suffered a humiliating loss to Derek Richmond, having his jaw broken in round two of their scheduled eight-round middleweight contest.

The defeat was DeClou’s second of his 17-fight career, to go with his 14 victories and one drawn encounter.

While the loss is damaging to DeClou’s reputation as a potential world champion, it ensured Richmond remained unbeaten with two victories and a loss from three trips to the ring.

In the other professional bouts, Kishan Simon and Dexter Marques won on points against David Thomas and Richard Williamson respectively.

Sunday’s card was a collaborative effort of the Guyana Boxing Board of Control and the Guyana Boxing Association.

ew Amsterdam Prisons recorded 402 points to take top horrors at the annual inter-Prison track and field championships at the All Saints ground in New Amsterdam on Saturday.

Georgetown with 374 points was second with the Combined Team of Timheri, Mazaruni and Lusignan coming in the cellar position with 321 points.

The top female athlete was Merica Murray, who won the Women’s 100m, 200m and 400m, events along with the discus and javelin events in the field.

She was also part of the New Amsterdam female relay teams that won the 4x100m and 4x400m relays.

The champion male athlete was Kevin Shultz of Mazaruni Prison. He won the 400m and was second in the 800m. Shultz also took part in the Combined Team’s 4x400m relay that won the event.

Meanwhile, outstanding performances were seen from June-Ann Erskine of New Amsterdam who ran second to Murray in the 100m and 200m races. She came fourth in the 1500m

event and third in the female long jump.

Erskine also took part in three novelty events, winning the lime ad spoon race and placing second in the sack race and walk races.

J. Jackson of Georgetown was the top athlete for the Georgetown team.

She won the female 800m and 1500m events and was second in the 400m.

Among some of the exciting races were the male 4x100 meters races that saw New Amsterdam winning while T. Campbell, of New Amsterdam, won the 100m.

Sport Ministry donates cash to GRFU …Dr Anthony calls on other organisations to offer support ahead of NACRA championship

ith the North American and Caribbean Rugby Association (NACRA) Sevens championship just three weeks away, the Sport Ministry came to the aid of the Guyana Rugby Football Union (GRFU), donating one million dollars to assist with expenses associated with participation in the prestigious event.

The championship, which has attracted a record number of teams, will feature 15 men’s teams and 10 women’s, including representatives from U.S.A and Canada, and will be staged from Truman Bodden National Stadium in the Cayman Islands on November 9-10.

At a brief, but significant ceremony at the Sport ministry’s office on Main Street, Sport Minister Dr Frank Anthony presented a cheque to GRFU secretary Nicole Nero in the presence of other officials of the Union and Director of Sport, Neil Kumar.

Dr Anthony said it was an “easy decision” to support the ruggers, given the men’s team’s outstanding performance at the championships over the past decade. The Guyanese won the title successively from 2006 to 2011 and were runners-up in 2012.

The minister noted that when his office was approached by GRFU president Peter Green for assistance, he had no reservations since rugby’s “track record speaks volumes.”

Dr Anthony also used the opportunity to call on other entities and organisations to offer support, since participation at major events such as the NACRA championships, is an expensive undertaking.

He said the ministry would usually work with the Guyana Revenue Authority (GRA) to waive taxes for teams travelling overseas, and in this case it would be no different.

So far, the GRFU has solicited assistance from the Guyana Olympic Association (GOA) and the Guyana Telephone and Telegraph Company (GT&T), which have donated $1 million dollars and $500,000 respectively.

Speaking on behalf of the National Sports Commission (NSC), Kumar said the administration has always been impressed with the work of the GRFU, adding that transparency and accountability have always been the hallmark of the Union’s operations.

He said the NSC, and by extension the Sport Ministry, has confidence in the leadership of the GRFU, hence the swiftness with which the request was fulfilled.

Important championship President Green, who is also the head of the Guyana Amateur Powerlifting Federation, said the Sport Ministry has always been receptive to his call for assistance, adding that Dr. Anthony has been unwavering in his support.

In praising the work of Dr. Anthony, Green also mentioned that the GRFU is making “last ditch efforts” to ensure Guyana is adequately represented at the championship, which also serves as a qualifier for the 2014 CASCO Games in Veracruz, Mexico.

Meanwhile, the top four men’s Caribbean teams at the NACRA Sevens will join hosts Mexico, while the top three women’s teams, plus Mexico, will compete in 2014.

To add further incentive, the top men’s Commonwealth team at the NACRA Sevens is likely to be invited to participate in the 2014 Commonwealth Games in Glasgow, along with Canada.

Initially, the GRFU had both the national men’s and women’s teams down to participate, but due to financial constraints, it was left with no choice but to withdraw the female unit.

According to Green, the total cost of both teams was approximately ten million dollars, with each player listed at an estimated $375,000. To date, the GRFU has raised four million dollars.

Green said the Union will now resort to sending the women’s team to the Tobago Sevens in December to play against the very teams that will be competing in the Cayman Islands.
