A

miner is battling for his life in the Intensive Care Unit (ICU) of the Georgetown Public Hospital after he was shot twice just after midnight on Thursday, along the Timehri Public Road, East Bank Demerara (EBD).

Terrence Younge, 30, of Lot 54 Public Road, Timehri, EBD was shot once to his chest and once to his right leg. He is reportedly in stable but critical condition.

According to information received, the soon-to-be father left home around 19:30h to collect some money from a colleague since he was due to return to the interior on Friday morning. It was while he was heading home that he was shot by an unknown person who relieved him of his jewellery, cash, mobile phone and other personal articles.

A relative of Younge who

was at home at the time of the shooting, reportedly told investigators that he was looking at a movie when he heard two gunshots and he immediately went to enquire. The relative added that he found Younge lying in a pool of blood in the vicinity of the Seventhday Adventist Church in the area. At that moment, he panicked and telephoned another cousin, but after he realised that the man’s life was at risk, he rushed him to the Diamond Diagnostic Centre from where he was transferred to the Georgetown Public Hospital.

At the hospital, the injured man’s mother Jean Phoenix told Guyana Times that she was at home on Friday morning when she received a call informing her that her son was shot and was taken to the Georgetown Public Hospital. While she was not thoroughly briefed

on the matter about the shooting, she said that from reports received, her son was attacked and shot. He might have also been robbed.

She was given the opportunity to see her son whom she claimed was still in a serious state. The worried mother said that she was not sure who would want to harm her son since he did not have any enemies.

She reiterated that her son works in the interior noting that Terrence came out a while ago and was due to return early Friday.

She further stated that her son is not someone who would get into trouble. A brother of the injured man stated the he was at home when his telephone rang and the person on the other end of the line told him that his brother had been shot. He said that his cousin initially contacted his eldest brother

but he was under the influence of alcohol and did not pay much attention to the message. “After he realise Anthony de drunk, he call me phone and tell me… All he tell me was that Terrance get shoot and he at the hospital”.

The young man who took the injured man to the medial facility was being questioned by Police at the Alberttown Police Station as Police continue their investigations. Meanwhile, persons in the area said they were not aware of the shooting until Friday morning.

Guyana Times understands that it is a norm for young men to “lime” at road corners late in the evenings and into the wee hours of the morning. Terrance was reportedly warned by his mother on previous occasions to stay off the road after a certain time.

ducation Minister Priya Manickchand has stated that even though President’s College (PC) was created to be a top school in the country, it no longer functions in that capacity and a new system has been adopted for the placement of students there.

Manickchand was at the time speaking at the press conference where the result of the 2014 National Grade Six Assessment (NGSA) was announced. She said that while President’s College was not mentioned among the top schools that were awarded to the NGSA top students, it is the top school on the East Coast of Demerara.

The minister explained that the school is now being used to place students from villages along the East Coast and the top performers from far off regions. According to Manickchand, students living between Cummings Lodge and Mahaica, E.C.D, who obtained 491 marks or more, were placed at the school. In addition, she noted that the top performers from Regions One, Two, Five, Six, Seven, Eight, Nine and 10 were awarded with residential spots at President’s College.

“It is actually serving more persons and more needy students now,” the Minister said. Manickchand went on to say that before, President’s College was among the country’s top schools and was on par with Queen’ College(QC).

However at that time, students who got PC or QC had the option of choosing to go to either school and most often, QC was a popular choice. She referenced her own situation whereby she was awarded a spot at PC but opted to go QC instead.

The education minister noted that this resulted in PC being heavily under populated and expensive to operate, since it was a residential school. Simultaneously, she pointed out that, students in other regions particularly, in the hinterland areas had to suffer because they did not have access to a good school.

Manickchand continued that now the situation has changed since persons are choosing to stay at schools closer to their homes. The minister said this is so because those schools closer to them are also delivering the same level of education as

the top schools.

She referred to the 2013 Caribbean Secondary Education Certificate (CSEC) top performer, Zimeena Rasheed, who despite being awarded a spot at QC, decided to stay in Region Two and went on to top not only the country but the entire Caribbean when she wrote 20 subjects, the highest ever written at CSEC. “So people are choosing to stay and this has been so for a couple of years now,” she stated.

The Education Minister pointed out that this new method will allow students from the other regions to access facilities such as laboratories, which they would not have got had they stayed and attended schools in their regions.

She further stated that President’s College, despite many challenges and criticisms, has managed to maintain a 90 per cent average pass rates in the 17 CSEC subjects being offered there.

She noted that the students attending the school are getting the same quality of education being delivered at any of the top schools.

This year, some 203 students from Regions One, Two, Five, Six, Seven, Nine and 10 are eligible for placement at President’s College.

The top performer for Region One is Mareisa Nascimento of Santa Rosa Primary with 510 marks and she was awarded a spot at Bishops High. Roshanee Deonarine of Good Hope Primary secured the top spot of Region Two with 519 marks and also a spot a QC. Region Five top students was Grace Etwaru of Rosignol Primary with 518 marks. She was also awarded a place at Queens College.

Joel Persaud of Cropper Primary and Simeon De Abreu of All Saints Primary, both topped Region Six with 518 marks and were placed at QC. Ravi Ramdass of High Achievers Institute with 505 marks topped Region Seven and was placed at St. Rose’s High; while Angelique Thomas and Amisha Ramdin of St Ignatius Primary, both scored 502 marks and were adjudged the top students in Region Nine. They were awarded spots at St. Joseph High. Roy Rogers of Regma Primary, who secured 514 marks, is the Region 10 top student and he also secured a spot at QC.

Guyana bilked of over $22B ....in for-ex, taxes due to low gold declarations

uyana has been robbed of over $22 billion in foreign exchange and taxes owing to a marked decrease in gold declaration, Chairman of the Guyana Gold Board, Dr Gobind Ganga has said.

During a recent panel discussion on the National Communications Network (NCN), Ganga said that with the decline in gold declaration, Guyana has lost about US$100 million (G$20,844,884,873) in foreign exchange and approximately $1.5 billion less in royalty and taxes.

This, he said, is for the period January to May 2014, with 20 per cent less gold declared for the same period last year. According to Ganga, the Guyana Gold Board was expecting between 40,000 to 50,000 ounces of gold thus far for the year, but this has not materialised.

Meanwhile, according to a Government Information Agency (GINA) release, also on the discussion to address the issue of the crisis in the gold industry were President of the Guyana Gold and Diamond Miners Association (GGDMA) Patrick Harding and Consultant Edward Shields.

This current situation, Ganga said, is very threatening to Guyana’s economy as gold has been helping the country’s fiscal policy to provide for economic sustainability, “So with this decline, it’s going to have an adverse effect, not with respect to the exchange rate per say in the immediate future, but later down the road it will have the effect.”

the possibility of illegal export. Supporting his claims of possible hoarding of the mineral, Ganga said, “If you are looking at the export earnings from this sector, you would find that the foreign exchange is not there, if you would have mined gold and sold gold, you would have expected to foreign exchange to come back in, that is not there.”

He added that miners are producing more, declaring less, assuming that the declaration is not being sold, which makes it obvious that the there is no foreign exchange earnings. “There is a strong indication that indeed there is some level of hoarding.”

Ganga went on to explain that within the Gold Board Act, miners have 28 days to make their declaration and if this isn’t done then the gold is illegal. “When land is being given to miners, it’s not their private operation, it is public asset which is given to recover an asset which is to provide revenue to the state in the form of foreign exchange, taxes and royalties which are to be used for every Guyanese, so when you withhold the production and it is not in the official stream, then it is having an adverse effect on

Guyanese as a whole.”

On the same issue, Shields said he would rather use the words ‘holding on’ as opposed to hoarding.

Shields said he is of the belief that the gold crisis has been brought on primarily by the low price of gold, and it caught everyone off guard.

“We have to accept there is a crisis, and we have to look to see how best one can survive this. It will not go away until such time the price of gold increases and until we start to get good return. It is high risk business and this is because if you’re successful you get good return, at the present moment, you are not getting good return.”

Better days

He said he also believes that affluent business owners and dealers in some instances are holding on to their production in anticipation of better days. He said he does not believe this is the case for most small and medium scale miners.

Harding also concluded that the falling gold price is a main contributing factor to the problem the gold industry now faces. He however, added that many miners were forced out of operation because of the current situation with the falling gold price.

“One of the things we look at is the amount of dredges that are registered.

It doesn’t mean they are all working, maybe they are selling gold outside, but certain causes including the price, cost of production; so the miners are finding it very difficult to stay in business and are leaving.”

Harding pointed out that the cost of staying in business is very high and is not equitable with the cost production.

miners are giving back equipment, in addition miners are complaining that they don’t have proper lands to work, when the price was high, it’s difficult for them to survive.” Meanwhile, speaking of a solution to the issue, Ganga called on miners to make their declaration to the relevant bodies so better policy measures can be put in place with regards to moving the sector forward.

Lower cost

“In addition to the need to increase production, we should have an effective way to help lower cost so the miners will have to utilise whatever technology that is available to help lower cost and that will provide for much more profitability.” Harding said while all stakeholders have reached consensus that there is a crisis in the sector, the relevant bodies have agreed to meet the miners calls for better lands to work on.

“They want better lands that have geological works on them, we are working to get proper lands for them to work and at the same, time we are encouraging miners to declare gold while we are looking at cost saving measures that will help miners,” Harding stated.

Rescuing UG F

ormer Director of the University of Guyana Berbice Campus, Professor Daizal Samad reminded us recently of the current state of the University of Guyana, in particular its Tain Campus. Based on what he and other experts have said, it is clear that there is need for urgent action to remedy the situation in order to save the University from further decline.

There are several serious problems plaguing the University, especially its Berbice branch, and from all indications, the situation is getting worse. According to Professor Samad, persons with mere first-degree qualifications have been thrust into classrooms with students left to pay the ultimate price.

In his words, “UG generally has no way to measure teaching excellence – so people bully instead of teach. They do what they want, when they want and how they want and there is no accountability. A high percentage of the lecturers simply read from books, failing to encourage intellectual discussions and equipping students with the requisite technique to think critically and analytically.”

The under-qualification of lecturers at the Tain Campus and by extension, the Turkeyen Campus is indeed a worrying situation. Some lecturers apparently continue to teach outside of their areas of competence and have been teaching as many as seven courses.

The recent budget cuts inflicted by the combined Opposition further compound the problem. It is, therefore, expected that the Government will return to the National Assembly as soon as possible for Supplementary Funding to ensure the University continues to function smoothly.

Already, the Vice Chancellor of the University, Dr Jacob Opadeyi has confirmed that poorly subscribed programmes will be cut and the services of lecturers terminated, if the institution experiences a major shortfall in enrolment due to students’ inability to access loans for the academic year 2014/2015. The $450 million allocation would have catered for administrative expenses and students’ loans.

If we are to raise the quality of tertiary education that is being offered at the university, there must be urgent intervention at every level. Certain major challenges would have to be addressed. These relate to funding and the overall administration of the institution.

In a more competitive world where the quality of higher education determines the level of opportunities and development garnered, the University will be left behind, because inadequate financing is strangling its growth and its ability to grab opportunities and adapt to change.

The University’s current financial constraints have not only limited capital development, but have adversely affected its ability to offer staff much deserved compensation and research facilities.

There have been numerous calls for there to be a sustainable source of financing for the University; and this goes beyond the annual subvention that barely meets the administrative costs of running the institution and paying student loans. Sustainable financing must be able to do more than just meet the basic expenses.

There must be adequate finances to upgrade the University’s infrastructure, to give it an appearance of a modern learning institution; provide students with the latest books, technologies and knowledge; provide modern research facilities that enable students to probe and test existing knowledge and to find new ones; and offer students more disciplines to choose from and that includes a variety of master’s and doctorate programmes.

Further, some of the top lecturers and researchers are leaving the institution for better opportunities, not only because the salary and conditions are unattractive, but because they become frustrated with the manner in which the affairs of the university are being administered. It would be fair to say that there is too much politics involved in the administration of the University, which has no doubt contributed to its current declining state.

We have consistently pressed for the University to be run entirely by academicians and professionals. There is no room in the management team for politicos. The time has come for us as a nation to seriously rescue this national institution from further decline.

Thrilled about Guyana Festival

Dear Editor, Permit me first of all to say how thrilled I am that, as a nation, we are resuscitating nationalistic and patriotic attitudes. I refer to the upcoming Guyana Festival, to be staged from August 8 to 10 at the Guyana National Stadium and the buzz that this event is creating.

Of recent, there have been numerous broadcasts on the radio and ads on the television encouraging Guyanese and visitors to participate and to experience all that is Guyanese.

I noted too that the lineup of entertainers comprise local stars. There is no better way to foster national ownership than to inculcate a sense of pride in our local offerings – music, food, talent, etc.

Regardless of what generation we belong to, this three-day event boasts attractions or activities to engage the masses, young and old, big and small. I do believe this concept also encourages a positive outlook through the showcasing of positive lifestyles and activ-

ities, and it also emphasises on the importance of the patriotic positioning of our views which ultimately lead to renewed efforts to develop our nation.

The time has come for all citizens to, once again, view the future advancement of our county as a national effort and to place renewed emphasis on ensuring that our individual actions, led by our thoughts and attitudes, are positioned along the same trajectory regardless of our political affiliation – the Guyana Festival

is leading the path to that new frontier.

The theme, “Sound, Soul and Taste of Guyana”, is indeed enticing and hints at an event brimming with flavour, sound, images, personalities and products that are 100 per cent authentic and 100 per cent Guyanese.

The time has come for such an event, and it is my fervent hope that this is the first of many Guyana Festivals.

Events at the Georgetown City Council Dear Editor, Events at the Georgetown City Council over the past two months have in a significant way resulted in a further deterioration in the operations of the Georgetown City Council, and concomitantly, continue to adversely affect many of the staff of the Municipality and by extension the operations of the Council.

The already poor quality of core services offered by the Council continues to decline much to the chagrin of the residents of the Municipality, most of whom fork out hard earned cash to pay their rates and taxes and who expect better service and undoubtedly deserve more and better service from the Municipality.

Instead, what we do find is that the acting Town Clerk who has been working assiduously to ensure an increase of revenue collection is insulted almost daily by the Mayor.

In fact, the Mayor himself has been intimidating the Town Clerk to expend limited cash resources.

The Mayor has refused, notwithstanding the acting Chief Justice’s ruling that Ms Sooba can continue to perform duties as Town Clerk and his further advice on the way forward in dealing with the matter, to recognise the Town Clerk, and so too have his deputy and Mr Royston King.

As a consequence, six consecutive attempts over the past two months to convene and to hold a Statutory Meeting of the Council to discuss the business of the citizens of Georgetown have had to be aborted, much to the anger and chagrin of many.

But I daresay that the Mayor and his political associates could not be bothered. They could not care that many citizens and private business are awaiting consideration of their building applications and ap-

proval of buildings plans.

The Council’s Subvention and Budget 2014 are yet to be concluded. Approval of applications for lease of land, Town Clerk Certificates: Contracting out of Groups 7/8 for Garbage Collection, etc, and Council’s consideration of Financial Statements are yet to be discussed by Council.

Often, such situations result in some citizens, out of frustration breaking the law by taking their own actions.

Or, is it that the Mayor and Council do not care.

Indeed, many are of the view that what is happening at the level of the Council is either borne out of disinterest or lack of concern for the citizens they claim to represent.

The PPP/C calls on the Guyanese people and more specifically the citizens of the Georgetown Municipality to take a firm stand and condemn the maladministration of the City Council by Hamilton Green.

We could not allow this situation to continue.

While the Government will shortly commence a Clean Up Georgetown exercise, it has to be sustained.

It could not be that the rates and taxes you pay is consumed in providing personal services for a few who resist attempts to allow them to use your rates and taxes for purposes other than providing services that the Council is legally required to provide.

The PPP/C calls on the citizens of Georgetown to let their voices be heard.

We all live in the filth while the Mayor travels.

We face the garbage situation daily while the Mayor and his acolytes rant and rave over issues that do not at all fall within their purview. We must say to them: time to get the legitimate business of Council done or get out!

Indian Arrival observed in New York Letter to Natural Resources Minister about secret Aishalton Village road to Essequibo Dear Editor, The Indo-Caribbean Federation (ICF) hosted a cultural variety concert featuring live orchestra and a singing and dancing competitions. It was the organisation’s 29th annual celebration to mark the 176th anniversary since Indians set foot in the Americas.

Hundreds of celebrants turned out for the free annual Indian Arrival mela held at Smokey Park, Queens last Sunday afternoon.

The idea of observing “East Indian Arrival Day” in New York was initiated by a group of Indo-Caribbeans in 1984. They launched the Indo-Caribbean Federation and started an annual concert featuring Indian culture beginning in 1985.

The Indo-Caribbean Federation is today being led by Ralph Tamesh whose team planned and organised the commemoration of the historic occasion.

It was a warm sunny day for an outdoor event and people took advantage of the weather and showed up in large numbers to watch artistes from the Caribbean.

Everyone performed for free. Several businesses sponsored prizes, provided food and underwrote the costs associated with staging the concert.

The programme began around 14:00h with prayers of the diverse faiths and concluded after 19:00h. Among the emcees were Robert Mohamed, Imran Ahman and Son Son Sonipersaud. The Sansaar Sangeet Orchestra led by Anoop Dhanpat and Jerry Singh supplied the music.

It was an entertainment packed and fun-filled concert; many in the crowd danced and clapped to the beat of bangra, old and new filmi songs. Several non-Indians were among the crowd enjoying the music and dances. Many in the audience were dressed

in traditional attire (Punjabi suits, Shalwar Kameez, kurtha sets, Nehru suits). The winners for each competition were: Male Singing, Mohamad Budhna; Female Dancing, Shivanie Sookdeo, and Female Singing Nadira Ramcoomar.

The organisers paid tribute to the late former President of the ICF, Mr Jagdesh Mohunlall and dedicated the event to him.

The weekly press was present to cover the event for newspapers and television stations. The organisers of the concert also put out a special colour magazine highlighting the achievements of the community over the last year. It featured several articles on indentureship and emigration from India.

President of the Federation, Ralph Tamesh said his organisation’s primary aim is to propagate Indo-Caribbean culture in New York, to promote and strengthen ethnic identi-

ty, to assist new emigrants adapt to this strange environment, and to continue its humanitarian efforts in the United States and the Caribbean Tamesh praised the hard work of his executives in making the celebration a magnificent success.

He applauded the artistes for their participation. He thanked those who assisted in putting the event together, and all the sponsors and the various media.

Tamesh moved a vote of thanks to the many persons and organisations that helped to make the event a success. Among them are Star Party Rental, Sansar Sangeet, Robert Mohamed of WICR, GT Sounds, all the judges and helpers, all the refreshment donors – including Coffee Distributing Corporation, Laparkan Shipping and Healthfirst Insurance.

Ralph also praised the work of Jagdesh and his other predecessors and those who helped to found

the organisation, including Bhanu Dwarika, Baytoram Ramharack, Ramesh Kalicharran, Iserdat Ramdehal, the late Gora Singh, Rudra Nath, James Permaul and Ray Sundar, among others.

Dear Minister, Greetings.

The Amerindian Action Movement of Guyana (TAAMOG) was reliably informed that the Amerindian People Association (APA), without the authorisation, permission or consent of the Toshao and Village Council, is currently building a road from the Aishalton Village to Essequibo in spite of the Village Councils demands to halt the road construction.

It is felt that the APA’s road construction is to facilitate the movement of miners into the Essequibo area to illegally exploit the forest and mineral resources on state land unknowingly to the Government of Guyana.

Information received

is that the road is now about eight miles long, but still is within village lands so far, where an All Terrain Vehicle (ATV) can freely pass.

In this regard, TAAMOG is of the strong opinion that our forest and mines officers in the Lethem area should seriously monitor this development by APA activists (names provided), which can have subsequent and negative consequences.

Don’t be fooled by a new logo Dear Editor, I wish to pen my views on the recent media coverage of Dynamic Airlines’ intention to fly the Georgetown-New York route.

Firstly, let me remind readers that this is the same company that provided charter service a few years ago for another airline before it folded. While there are many opinions about that airline and its demise, what we need to know, as it relates to the present situation, is that Dynamic was the carrier that provided the service

to passengers. That service was reportedly plagued with delays, cancellations and unreliable service.

It also recently surfaced that Dynamic operated on behalf of two other airlines for a few months and those flights also suffered massive delays.

We can, therefore, assume that if substandard service was the result of Dynamic’s involvement with other airlines, what difference will they offer now? A new logo and new website do not redefine a company!

I am pleading with my fellow Guyanese not to trust the low fares advertised.

We all know the outcome of these low-cost carriers who served the Guyana market.

Any businessman would know that if these low-fare models did not work for other carriers previously, they certainly won’t work now.

y teen came home with a poor report cart. How do I talk to her about it?

I want to praise my son for his recent grades but I don’t want to go overboard.

How should I handle it?

What do you say to a child who has a decent report card but you know they could do so much better?

These are just a few of the questions we have received in recent weeks via email, at workshops, or from clients. These parents, who place a high emphasis on grades, want to know what to say and how to talk to children about the grades and the comments teachers place on their report cards. To that end, we offer the following rules for talking to your children about grades.

Begin early. Talk with your children about grades before report cards come out. Clearly define what you think about grades and what expectations you have for your children regarding grades from the be-

ginning of their school experience. Don’t wait until you hold a report card in your hands before you begin this important communication.

Remember, your children are not their grades. Grades are only a partial reflection of who and what they really are, know, and are capable of becoming. Grades measure only what your child’s particular school defines as smart. That narrow definition of intelligence does not measure emotional intelligence, spontaneity, integrity, trustworthiness, fortitude, sensitivity, creativity and a host of other important characteristics.

Rewards are ineffective if a love of learning is your goal. Paying children for each A, treating them to ice cream if they bring home a good report card, or buying a new video game if they get on the honour roll promotes only short-term results at best.

grades really teaches children is that you don’t study so you can learn and grow, you study so you can get a treat or special concert tickets. You are teaching your children that learning is not the goal; grades are.

Move up in consciousness before you move in with action. Take three deep breaths or count to 10 before you say anything in response to a report card.

Talk to yourself before you talk to the child. Remind yourself that he or she is not his or her grades. He is love and light, a child of God. Remember that what is, is. You cannot change these grades. They are what they are. It is where the child goes from here, what she does with the information that is on the report card, that is important. The next step is the only one that can be taken now. When you have all

that in mind and you are emotionally under control, move to action using the following rules for discussing grades.

Listen more than talk. When discussing a report card, ask lots of questions. Ask your child: How do you feel about these grades? What do you attribute them to? Were there any surprises on this report card for you? What are you most proud of? Are there any disappointments here for you? What is one goal you have for next time?

Be descriptive rather than evaluative.

Evaluative words like “good job,” “excellent,” “superb,” “lousy,” “pitiful,” and “poor” are not helpful.

Evaluation does not teach or give the child useful information. Describe what you see and leave the evalu-

ation for the child. “Looks like you’re a bit down from last time.” “Two teachers mentioned missing assignments.” Children who receive a positive report card need affirmation, not evaluation. Affirm what they have accomplished with descriptive comments. “I notice you went up in two classes.” “Every one of your teachers said they enjoyed having you in class.”

Separate the deed from the doer. “I love you and I don’t like this report card” helps the child see that it is the results you don’t enjoy, not the person.

Help your children see that they are not their report card. Likewise, stay away from comments such as, “I love you so much when you bring home a report card like this.” This style of communication obviously tells the child that your love is linked to high grades, so if

Focus on solution seeking.

Dwelling on what you have defined as a problem brings negative energy to the situation and keeps you stuck in what is.

Attention to solution seeking infuses the discussion with positive energy and helps you concentrate on moving things forward to a different ending. Fix the problem rather than fixing blame by searching for solutions.

Punishments don’t work. Consequences and natural outcomes do. What are natural consequences of poor grades? Having a tutor work with you on Saturday mornings. Going to a learning specialist three days a week after school. Investing part of your summer retaking a class. Explain to your child that “opportunity equals responsibility.” When the responsibility stays up (a satisfactory report card), so does the opportunity to choose your own activities on Saturday mornings.

When the responsibility drops, so does the opportunity.

Communicate positive expectations. One of the best things you can do for your children is to expect their success and communicate that to them.

Use surprise talk when presented with a negative report card. “Wow. This is surprising,” and “I never expected this” are ways to communicate that you hold higher expectations of them than the report card reflects.

When they bring home a positive report card, use surprise talk in a different way. “Knowing you the way I do, this type of report doesn’t surprise me.” “This doesn’t surprise me. Not after the way I have seen you study and prepare for tests. Congratulations.”

Report cards come home several times a year. You will have more than one opportunity to use these rules with your children.

When you do use them, keep in mind that your relationship with your child is more important than anything written on their report card. (www.storknet.com)

s the US$10 million Georgetown S a n i t a t i o n Improvement Programme (GSIP) wraps up, the Guyana Water Incorporated (GWI) says attention will now be placed on repairing the many roads that have been severely damaged during the work process.

However, the water company said the inclement weather and a shortage of key road building materials remain the main hindrances. The Public Works Ministry and GWI are collaborating to ensure that the contractors attached to GSIP repair the roadways that were excavated for the rehabilitation of the sanitation infrastructure.

Speaking at the Regency Suites Hotel on the care and maintenance of the Georgetown Sanitation System, GWI Infrastructure Planning and Implementation Executive Director Ramchand Jailal dismissed the notion that GWI or the contracting entities had no intention of rehabilitating the roads that were damaged during the execution of the GSIP initiative.

Hadfield and Haley Streets, Sussex, Forshaw, New Market, Regent, Barrack, Quamina, Waterloo, Wellington, Smythe and Light Streets are among those affected by the process of excavation.

GSIP Programme Manager Orin Browne told Guyana Times that while

the contracting consortium (S Jagmohan/Nabi) remains committed to the execution of road repairs, the inclement weather and the shortage of road materials remain major stumbling blocks.

Even as the May-June rainy season has stepped in, Browne said the contractors, like many other contractors, are unable to access crusher run stone. This may cause a delay in the completion of roads.

Putting aside these issues, the Programme Manager said the GSIP initiative has accelerated to a point where there is a substantial completion of the rehabilitation of the delivery and force mains which are critical to the Georgetown Sanitation System.

According to him, this aspect of GSIP is 97 per cent completed.

“All the physical invention has been carried out, in terms of laying of all the pipe lines, those include the delivery mains, the force mains as well as the complete rehabilitation of the 24 pump stations,” he explained.

It, therefore, means there has been complete replacement of the 5.5 km sewerage ring main in Georgetown, the replacement of all delivery mains, and the installation of pumps at the 24 pumping stations.

to effectively manage the upgraded network. This component includes the staging of seminars for hotels and restaurant owners. It was explained that these entities depend heavily on the sewage network, like all other entities, but in the case of hotels and restaurants, they create grease straps by pumping the fats from the food into the sewage networks which is severely hampering the network.

GWI has reportedly hosted 25 workshops in primary and secondary schools within the city with major attention given to proper sanitation and hygiene.

arning that the road traffic situation here has gone out of control, Opposition Leader David Granger said some 569 persons have died as a result of road accidents in the last five years.

His comments come on the heels of the horrific crash on the Corentyne Highway on Wednesday night which resulted from an allegedly drunk driver ploughing into three girls at Philippi, Corentyne, killing them instantly. Two other persons were injured during the accident.

In a statement, Granger, who is also Leader of A Partnership For National Unity (APNU), said the deaths of three children shocked the nation.

“This tragedy should be a warning to the People’s Progressive Party/Civic (PPP/C) Administration, the Ministry of Home Affairs and the Guyana Police Force that the road traffic situation is out of control.”

He said road accidents, particularly, are a grave human safety problem.

Granger said there have been 57 deaths for 2014 already. He said too that there were 569 deaths over the five-year period (2009-2013).

According to APNU, the biggest contributory factors to fatalities have been the lack of effective direction, lax lawenforcement and dangerous driving habits. “There are now more than 80,000 vehicles on Guyana’s roads.

Friendship man charged for spouse’s murder A

fter reportedly confessing that he had murdered his reputed wife, a Friendship, East Bank Demerara (EBD) father of three was arraigned with murder on Friday at the Georgetown Magistrates' Courts.

As he trembled in the holding dock of the Georgetown Magistrates' Courts, Vindra Siriram of Lot 34 Friendship, was not required to plead to the indictable charge which stated that between June 9 and 10, he murdered Shelly Persaud.

Twenty-five-yearold Persaud, a mother of three, was found dead with her head submerged in a bucket of water at her Friendship, home on Tuesday last.

Initially, the ECI Engineering and Construction Company employee claimed that he discovered his spouse with her head submerged in the bucket of water when he woke to urinate.

At the Georgetown Magistrates' Courts on Friday, the defendant was represented by Attorney Kevon Bess and was remanded to prison after he appeared before Chief Magistrate Priya Sewnarine-Beharry.

court appearance on July 4.

On his second court appearance, a date is expected to be fixed for the commencement of a Preliminary Inquiry. A total of nine witnesses are expected to testify.

It was reported that Siriram told investigators that he held Persaud’s head in the five-gallon bucket of water which was on the back step.

He reportedly told ranks that it was only after he had stuck the woman to the back of her neck and she lost consciousness was he able to get her head into the bucket of water.

The post-mortem examination performed on the woman’s body by Dr Nehaul Singh reportedly substantiated Siram’s confession which showed that she died from drowning due to compression injuries to the neck.

Granger admitted he knew Gregory Smith...a head of the GDF knowing a Coast Guard!!...but not that Smith was selected to take out Rodney. And there is a Santa Claus!!

Granger argued: “During that civil rebellion, we knew that political forces were involved in instigating strikes against the Government; there were street protests and rallies against the Government. There was arson in which the headquarters of the People’s National Congress was destroyed by fire, there were several organisations launched against the Government and the Defence Force was being penetrated.”

And for this Rodney had to be killed? Never mind that Rodney and Roopnaraine and others were arrested and charged for the act of arson. Didn’t suggest that whatever else the WPA and Rodney might’ve been doing or planning, there was a “justice system” that could’ve dealt with them within the law. Govt aware of incentives to smuggle gold – Dr Luncheon By: Reuben Stoby

hile not directly stating that Government was aware of gold being smuggled across the border to neighbouring Suriname, Head of the Presidential Secretariat, Dr Roger Luncheon, speaking to reporters following his post- Cabinet press briefing at the Office of the President on Thursday, said the Administration was aware of the motives to engage in such activities.

Gold smuggling is also being suspected by some stakeholders in the gold mining industry as another reason for the drop in the level of gold declarations.

According to Dr Luncheon, Government is aware that there may be a better offer for gold in Suriname which may lure dealers to engage in smuggling. He did not state whether Government was moving to heighten security at the border in light of this knowledge.

Suriname charges only one per cent tax and two per cent royalty on gold, while in Guyana miners and dealers have to pay two per cent tax and five per cent royalty on

gold sold to the Guyana Gold Board (GGB). Dr Luncheon noted too that the issue of gold declarations was discussed at Cabinet, but briefly, since Cabinet members are aware of the serious impact that it could have on the economy.

Government had also suspected that miners may be hoarding gold, but this was disputed by President of the Guyana Gold and Diamond Miners Association (GGDMA) Patrick Harding.

“That is a very worrying situation at this point in time. The gold price has been a little bit down, although I still think that miners are making money, they are not losing… but there has been a drastic reduction in declarations which means there seems to be a lot of hoarding taking place,” President Donald Ramotar had told reporters at a press conference at State House recently.

Human Services and Social Security Minister Jenifer Webster on Friday visited the home of the now deceased girls – Tabithia Latoya Bagot, 19; Wanita Bagot, 16, and their threeyear-old niece Shemaine Cort.

Minister Webster, according to a release, expressed sympathies on behalf of herself and the Government of Guyana to the relatives of dead girls.

She noted that it is indeed a tragic blow for the family to have lost three relatives at one time and in such a tragic manner.

At the home, the relatives said that the mother of the two older girls is pre-

paring to return to Guyana from New York, where she only migrated two weeks ago.

The three girls were killed after a reportedly speeding motorcar hit them from behind a few houses away from their Philippi, Corentyne home. At the time of their demise, the girls were returning from a nearby shop. The sisters are the first and last daughters for their mother, who has seven children. The younger sister would have written her final CSEC subject on Friday. Three-year-old Shemaine was their brother’s daughter.

Meanwhile, family members say they will not rest until they get justice for the trio. The driver allegedly responsible for the girls’ death, Nakesh Persaud was charged on Friday. His father, Lakeram Persaud said he is deeply saddened by the tragic accident and expressed sympathy to the family whom he knows. In a statement, Police said Nakesh Persaud, who was driving motorcar PPP 5482 at the time of the crash, was found to be above the legal limit in terms of the consumption of alcohol.

When he did not show up, his family became worried as he does not usually return late. A family member related that Persaud is not a frequent drinker.

It was noted also that there is the option of the dealers playing a bigger role in intermediating gold purchases during this suspension of operations in Bartica.

Caricom, UK Foreign Ministers for talks next week – trade, energy down for discussion

oreign Ministers of the Caribbean Community (Caricom) and the Foreign Secretary of the United Kingdom (UK) will participate in the Eighth UK-Caribbean Forum on June 16-17 in London.

The biennial Forum aims to further strengthen the special relationship between the UK and the Caribbean and provides a platform for the ministers to discuss key foreign policy issues. It will also seek agreement on a joint action plan to help promote prosperity in priority sectors in the Region and bolster the partnership on security issues.

The Community is seeking to strategically reposition itself as it develops its Strategic Plan, which

Foreign ministers sitting as the Council for Foreign and Community Relations (COFCOR) make an annual assessment of the evolving global situation and take steps to place the Community in an advantageous position in that context.

Convergence of interests

As the Chair of COFCOR, Carolyn Rodrigues-Birkett, Guyana’s Foreign Affairs Minister, said at the opening of the Council’s recent meeting here, “we have sought to strengthen our relations with our traditional partners, and have

equally pursued the cultivation of new alliances. It is in this context that we welcome our interaction during this meeting with the foreign ministers of Brazil, Ecuador, New Zealand and Spain with the aim of expanding our dialogue and cooperation.”

This was further elaborated by Caricom Secretary General Irwin LaRocque who stated: “In view of the rapidly-evolving international geopolitical situation, Caricom has sought to re-orient its external relations to take account of the dynamics on the global and hemispheric stage. The Community has taken into account the narrowing of the interests of its traditional partners in their relations with us. We are, therefore, actively seeking to widen our own geopolitical space by establishing links with an array of non-traditional partners and forming strategic alliances where there is a convergence of interests.”

He further stated: “Already, we are transforming our relationship with Latin America, as we have come together bilaterally, collectively, and institutionally. The Community’s relations with individual Latin American states such as Brazil, Chile, and Mexico have been strengthened. In late April, the Community held its Third Summit meeting with Mexico and looks forward to the proposed Summit with Brazil. On my recent visit to Chile, President Bachelet assured me of her country’s desire to strengthen its cooperation with the Community.”

inance Minister, Dr Ashni Singh said alternative courses of action will be implemented to encourage greater compliance with the Student Loan Agreement which is issued by the University of Guyana Student Loan Facility and funded by the Finance Ministry.

On Thursday, the Finance Ministry said it is no secret that thousands of graduates from the University of Guyana have failed miserably in the repayment of their loans. “The level of repayment of student loans is not where we would want it to be,” Dr Singh told media operatives during a press conference at the National Communications Network (NCN).

Government, he said, has been taking note of this trend that has been established over the years and corrective measures would soon be implemented. “I believe that corrective action has to be taken to achieve a higher level of compliance and a higher level of repayment.”

He added, “This issue is currently being contemplated, alternative courses of action that could be taken to encourage greater compliance.”

Responding to questions on whether Government will be presenting a Supplementary Paper to the National Assembly to solicit funds for entities and programmes that were affected by 2014 Budget cuts, Dr Singh declined to give a definitive answer.

He said however, “We are fully mindful of the circumstances in relation to each one of these items and we are attentive to their implication. So the people of Guyana can be assured that the Government of Guyana is mindful of the urgency of some of these matters and that appropriate actions will be taken.”

Vice Chancellor of the University of Guyana, Dr Jacob Opadeyi, had told Guyana Times that lowly subscribed programmes at the University of Guyana will be cut off and the services of lecturers terminated, if the institution experiences a major shortfall in enrolment due to students’ inability to access loans for the Academic Year 2014/2015.

Dr Opadeyi said if the Government of Guyana fails to return to the National Assembly for the restoration of the $450 million for the Student Loan Programme, UG’s administration will have no other choice than to shelve programmes.

“If we are not able to attract the more than 3,000 loan students, it therefore means enrolment would be affected and if enrolment is affected, income will be affected and if income is affected, expenditure will be affected,” he posited.

He said if the Government fails to return to the Assembly for supplementary funding for the Student Loan Programme before the House goes on recess in August, the stated line of action will be taken.

s Police in Corentyne, Berbice continue their efforts to forge a better relationship with the community, three families who have been affected by domestic violence benefited from food hampers, compliments of the Springlands Police Station on Friday.

The initiative was spearheaded by Cadet Officer Jermaine Dufu and Station Sergeant Kiwis Gravesande, who, along with other ranks, visited the homes of the domestic abuse victims at Crabwood Creek, Line Path, and Number 72 Village respectively.

The hampers that were distributed by the ranks comprised basic food items that will benefit the women and their children. Guyana Times understands that of the three families, two of them are headed by single parents. In the other family, of nine, the husband is ill and thus unable to provide for his family.

US$3M wastewater fund remains untapped T he US$3M Guyana Wastewater Revolving Fund remains untouched two years after it was launched in Guyana under the aegis of the Caribbean Regional Fund for Wastewater Management (CReW). It was designed to provide sustainable financing for the wastewater sector by encouraging policy and legislative reforms in Guyana.

It is a pilot project funded by the Global Environment Facility which is receiving financial support from the Inter-American Development Bank (IDB) and the United Nations Environment Programme UNEP. However to date, Guyana’s private sector has failed to capitalise on the wastewater revolving fund.

The Ministry of Housing and Water Permanent Secretary Emil McGarrell said that while several companies in the private sector have shown interest in acquiring funds from the US$3M

revolving fund, all have reneged. It was explained that the companies have not shown the commitment to operate in keeping with the standards laid out by the Caribbean Regional Fund for Wastewater Management,

although the ministry has offered technical assistance.

He said too that although the funds are available at very concessional rates, the ministry has found that the “private sector” is not utilizing the opportunity afforded to it because the recycling of wastewater is not a legislative requirement in the country.

In January, the ministry had indicated a major manufacturing company in Guyana would have signed an agreement to access US$2.6M for the construction of a wastewater treatment plant; however the beverage company has reportedly rescinded its initial decision. At that time, approximately eight companies had shown interest.

“The ministry is confident that we will get to the place where our private operators will come to appreciate the importance of this issue of wastewater management to their operations, to their market position. Many of our companies operate

overseas, international standards are getting to a place where people are concerned about not just what you are producing, but how you are producing it and how it is impacting the environment,” McGarrell had explained.

Due to the challenges being experienced, the Housing and Water Ministry is examining other options which include the mining sector and the hotel industry. It was an extension granted to Guyana in January, 2014 the Permanent Secretary remains optimistic that private or public entities would sign up to access the money from the revolving fund before the June 2015 expiry date.

While the first component of the pilot project focuses on the construction of wastewater treatment plants through loan agreements, the second component deals with the policy and legislative reforms. In keeping with the third aspect of the project, awareness programmes are ongoing to

spark interest in the area of wastewater management and treatment. In addition to the US$3M Wastewater Revolving Fund, the Guyana Government was allocated US$500,000 for the facilitation of the entire project in Guyana.

Guyana is a signatory to the Cartagena Convention which calls for the protection and development of the marine environment within the wider Caribbean Region.

Under the supplementary protocol governing pollution from land-based sources, the effluent discharged into the Atlantic Ocean through

the internal drainage canals is required to meet certain minimum environmental standards.

Mc Garrell said there is great room for improvement in the area of wastewater management and treatment, positing that the CreW pilot project is just a starting point. He said while the Government of Guyana in partnership with regional and international bodies is playing significant roles in this regard, private companies should step up their game. Belize, Jamaica, Trinidad and Tobago are also pilot countries.

PNC will give no blanket apologies for past wrongs – Granger

eader of the People’s National Congress Reform, David Granger, on Friday said that until evidence is produced of any wrongdoing allegedly committed by his party in the past, he will not be offering any “blanket apology”.

Commentators have posited that the People’s National Congress Reform’s alleged transgressions continue to blight its political fortunes.

Even today, calls are mounting for the party’s leadership to apologise for the role it allegedly played in undermining civil rights leaders, politicians and prominent Guyanese who dared to stand up to what was deemed an “autocratic political regime”.

The party has also been credited with leaving the economy in a state of bankruptcy, as Guyanese from all walks of life recall the difficulties endured under the leadership of the PNC government.

But the party’s new leader retired Brigadier David Granger, who came to the limelight back in 2011, is refusing to apologise for any transgressions allegedly committed by his party unless there are evidence and findings flowing from a formal probe. “No one has denied that mistakes might have been made, but what I said is if anyone feels or any group feels that errors have been made, they could have those errors investigated. If for example you feel that they were killing of persons, if you feel that there are elections which have been tampered with, let us investigate all these things up to 2011. If errors are found we will deal with it. I am not going to give any blanket apologies”, Granger said.

Whatever the outcome, the party is prepared to deal with it, he informed.

Granger, addressing the media at the A Partnership for National Unity’s Office in Hadfield Street, said he will not be forced into apologising for the PNC’s actions during the party’s 28 years in government on the basis of the “heresay” evidence coming out of the Walter Rodney Commission of Inquiry. “I am

not going to apologise on the basis of hearsay or conjecture or speculation,” Granger told reporters.

Witnesses testifying at the Commission investigating the death of WPA founding member Walter Anthony Rodney, have revealed that the party adopting a “Paramount” position, had caused discomfort to thousands of Guyanese during that period. It was during that period that the WPA leader, along with several other prominent figures, opposing the then leadership were killed or falsely incarcerated. Witnesses testified of the stabbing of educator and writer attached to the Catholic Standard Newspaper father Bernard Darke in 1979. His death, which had sparked a flurry of public criticism, was said to have been committed by elements connected to the PNC government.

Dr Walter Rodney’s death had at one time been described as the highest point of the PNC’s political assassination.

Witnesses spoke too of the abuse of civil rights; suppression of freedom of expression; the ban on the importation of basic food items; and their participation in the rigging of all elections. Granger said however, that an inquiry will work out well and “we will go from there”.

The objective attached to the request for apologies, it was pointed out, is to afford the party the opportunity of casting its net into other nontraditional constituencies when general elections come up in 2016.

Grade One pupil of the St Pius Primary School succumbed to his injuries at the Georgetown Public Hospital on Thursday evening after he was struck down by a speeding car at Middle Road, La Penitence, Georgetown.

Joseph Quallis, seven, of Lot 205 Middle Road, was rushed to the medical facility on Thursday about 15:30h, but took his last breath about 21:00h.

According to reports received, the child was heading to the shop to purchase pholourie for himself and his brother when the driver of motor car PPP 5931 lost control of the vehicle that hit him while he was standing on the bridge to his home.

Upon impact, the lad was tossed into a concrete fence and subsequently pinned by the car. The driver of the car was subsequently taken into custody. According to Police, the man was driving at a fast pace along the access road.

One of the dead child’s cousin, Cherry Ann Richards, on Friday told Guyana Times that Quallis had returned home from school and left his home which is a few houses from hers to purchase a snack for himself and his sibling.

She said she was taking a shower when she heard the sound of a speeding car approaching the area and ran out of the house after recalling that the child had gone to the shop.

As she ran out, the car had already passed her house but she saw her cousin standing on the bridge. After a few seconds, she heard a crashing

“A little girl turn and say, is good fuh he (the driver)… so I enquire what she meant and she said that the driver nearly hit her down,” Richards said.

After looking closely, it was then she realised that her cousin was no longer standing on the bridge. She rushed to the scene where she saw the lad pinned to the fence by the car. “He was pitched about 20 feet into a concrete wall before the Toyota Spacio slammed into him,” she related.

The child was picked up and rushed to the Georgetown Public Hospital where he was admitted with little hope of survival. He was in an unconscious state and was not responding to any treatment from the time he was taken into the facility till the time he took his last breadth.

His mother, according to Richards, is in a state of shock. Quallis was the third of four children for his parents and was described as a disciplined lad.

Labourer charged for attempting to steal toilet bowl

labourer appeared at the Georgetown Magistrates’ Courts on Friday before Chief Magistrate Priya SewnarineBeharry after he was charged with larcent for attempting to steal a toilet bowl.

The charge laid against the accused alleged that on Wednesday, June 11, at Lamaha and Cummings Streets, Georgetown, Troy David, 44, of Lot 80 Robb Street, Bourda, Georgetown attempted to commit a felony by stealing a toilet bowl worth $75,000, property of Raj Bookraj Company.

It is alleged that on the day in question, the busi-

nessman secured the premises and went home. However, he received a call from a neighbour and subsequently went back to the business place where he noticed that the padlock which secures the washroom that is located in the business compound was broken.

The defendant was apprehended by public spirited citizens and handed over to the Police. David, who works as a labourer pleaded guilty to the charge and was sentenced to nine months imprisonment. The court was told that the defendant was previously convicted on two counts of simple larceny.

Bahker Azeez, called “Andy” of Lot 121 Third Street, Montrose, ECD was found in a semi-conscious state on Monday night and was rushed to the Georgetown Public Hospital where he subsequently died while receiving treatment. Azeez will be laid to rest today.

The teen’s mother, Bibi Zabida Azeez, told Guyana Times that she last saw her son on Saturday last when he visited her. She recalled that she then called her daughter, with whom the teen was living, and asked for him, but was told that he did not return home the night before (Monday).

evening, her son-in-law called and informed her that they had seen on the news that “Andy” was killed.

The young man’s sister, Shivanie Singh, related to this newspaper that she received several calls on Tuesday evening from friends and relatives who heard over the news that the teen had died after being stabbed.

The woman said at first she did not believe the reports, but since her younger brother did not come home the night before, she immediately contacted her mother and they went to the Georgetown Public Hospital to see if there was any truth to the claims.

Worst fears

She noted that when they arrived at the hospital, they were not allowed to view the body since it was late and so they went home, but returned on

Wednesday morning when they confirmed their worst fears.

According to the sister, the teen was last seen alive by his grandfather on Monday afternoon. Singh noted that she last saw her brother on Sunday evening and after he did not return home on Monday, she assumed that he was sleeping over at a friend.

The grieving sister does not believe her brother’s death was as a result of a robbery gone wrong, since the teen left his cellular phone home and did not have any money on him, because he was not working.

Singh added that her brother was a quiet person and was never a troublemaker.

According to reports, on Monday evening around 20:30h, Azeez was found in a semi-conscious state lying next to his bicycle in the vicinity of the traffic light at Ogle. This news-

paper was made to understand that a small boy had seen the teen and another man together when the latter person pulled out a knife and stabbed Azeez before running away.

The young man then collapsed and was picked up by a passerby who rushed him to the hospital, where he succumbed about an hour later while in the theatre undergoing treatment.

Police then issued a release on Tuesday to aid in identifying the then-unidentified man saying that the “the deceased has the letters A, N, D, Y in the form of a tattoo on the fingers of his right hand and is about 5’ 6” in height, medium built and brown in complexion. He also has tattoos of the names Sheila, Falicia, Bibi and Fara, along with a cross and a rose on his chest. ” The Police are still investigating the matter.

he people of Antigua and Barbuda chose change over continuity when they overwhelmingly voted for the Antigua and Barbuda Labour Party (ABLP) on Election Day, June 12.

With a high voter turnout of over 90 per cent in some constituencies, the ABLP won by an almost two to one margin in some constituencies, ending a 10year return out of the cold.

The party took victory

in dominant fashion. Up to press time, the ABLP had been declared winner in 14 of 17 constituencies against the United Progressive Party’s (UPP) two seats.

There were 47,721 eligible voters.

He said: "After nearly four weeks of public consternation, exacerbated by the failure of Anil Roberts to confirm or deny he’s the person in what has been described as the ‘ganjagate’ video, the Prime Minister now seeks to exculpate Mr Roberts.

Certainly I’m not surprised by her position in so far as it must be a very frightening prospect for the Prime Minister as the head of a decaying Government, to come to grips with the prospect of watching member number

Failure of Barbados to pay Myrie should not be attributed to Jamaican Govt – Nicholson

amaica’s Foreign Affairs and Foreign Trade Minister, Senator A J Nicholson, says that the delay in the payment of J$3.6 million awarded to Shanique Myrie by the Caribbean Court of Justice’s (CCJ) should not be attributed to the Government of Jamaica.

Myrie was awarded damages totaling J$3.6 million,

following the CCJ ruling declaring that the Government of Barbados breached her right to enter the country under Article 5 of the Revised Treaty of Chaguaramas.

In a statement to the Senate on Friday, Senator Nicholson said that the impression has been given in various quarters that the Government should take steps to secure payment to

Miss Myrie of the amount ordered by the court.

“The attempts being made in some quarters to ascribe responsibility or blame to the Government of Jamaica for the delay in the payment of the judgment are completely misguided,” Nicholson said.

He explained that the Court has made it clear that the parties to a case, where

judgment has been given and orders made, are at liberty to, and ought to, apply to the court in relation to concerns they may have in relation to compliance.

Nicholson noted that this was signalled by the CCJ in its judgment on May 8, 2014 in the Rudisa Beverages and Juices N V and Caribbean International Distributors Inc versus Guyana. (Excerpt from

Ukraine crisis: EU invites Moscow to talks on Kiev pact

he European Union has said it is willing to include Russia in discussions with Kiev about a planned trade agreement that sparked the crisis in Ukraine.

European Commission head Jose Manuel Barroso made the offer in a telephone call with President Putin on Friday.

EU officials said the

move was “significant” and reflected a “new climate” in the negotiations.

Meanwhile, the US says it is confident that tanks being used by separatists in eastern Ukraine came from Russia.

“Russia will claim these tanks were taken from Ukrainian forces, but no Ukrainian tank units have been operating in that area,” a US State Department

spokesperson told press.

“We are confident that these tanks came from Russia,” she added.

The appearance of the tanks, filmed in various towns in the Donetsk region, sparked a row between Kiev and Moscow. Russia has denied allegations that the tanks had entered Ukraine from its territory.

nited Nations peacekeepers should expand further into the volatile north of Mali, beyond cities and towns, amid fears that militants will step up their attacks against international and Malian troops and threats to civilians, UN Chief Ban Ki-moon said on Friday.

In a report to the UN Security Council on the MINUSMA peacekeeping mission, Ban said a strategic review recommended the

operation “expand its static and mobile presence in the north, within its means and capacities”.

The one-year-old UN operation, however, is at only three-quarters its mandated strength of 11,200 troops and 1440 Police, and lacks the mobility and air cover needed to expand beyond the population centres in the West African nation, Ban said.

Late monsoon leads to record heat in India

he south-westerly monsoon finally arrived over the south coast of Kerala on June 6, five days behind schedule. Meanwhile, temperatures continue to rise across central and northern India.

The late onset of the rains has exacerbated this year’s pre-monsoon heat, leading to a record-breaking heatwave across some parts of the country. New Delhi has endured 10 days of blistering hit that has broken at least one long

standing record as temperatures touched 47.8 Celsius.

The average high at the airport in New Delhi during that spell was 43.2 Celsius with an average low of 28.9 degrees. The only consolation being it was a dry heat so it was possible to seek some relief in the shade.

As for those rains, they have been concentrated across the Western Ghats along with the far northeast of the country and into eastern Bangladesh. Goa record-

Attorney Krisendat Persaud represented the accused on behalf of Attorney Rodwell Jagmohan. He asked the court that the matter be dealt with expeditiously and that he would not press for bail at the time due to other pending charges. He also asked the court to consider that it was Persaud’s first offence. Bail was refused and the matter was transferred to the Whim Magistrate’s Court where he will make his second appearance on July 2.

On Wednesday at approximately 18:30h, Persaud being the driver of motor car PPP5482 and reportedl being under the influence of alcohol hit the five people in three separate incidents, killing the three girls on the spot. It all started when he hit Park, 28, at Kilmarnock Village and sped away.

However, in the process of driving away from the scene he slammed into the girls a few hundred metres away in the nearby village of Philippi, flinging them several hundred feet in the air. The driver did not stop, instead, he accelerated, but was chased by public-spirited citizens. In his escape bid around four villages away at #35 Village he hit Matthew Mc Bean who was riding a bicycle at the time before losing control and plunging into a nearby trench.

He was intercepted and taken into Police custody. At the Springlands Magistrate’s Court relatives of the three girls were in tears consoling each other.

West Berbice family are now fearful for their safety following a phone call during which $1 million was demanded allegedly by a man who had earlier robbed them of items valued in excess of $500,000.

Kamaldeo “Raco” Itwaru of Ithaca Village said on Thursday he received a call from a private number demanding the money. He added that the caller said the money they received one week before was not enough and they needed more.

“Whole night last night (Thursday night) Ah can’t sleep… Is every time a car coming in the village, Ah peeping through the window; if anybody ride past, Ah know,” he said.

A week ago, three men posing as Customs Officers went to their home and carted off jewellery, cash and merchandise. At the time, “Raco” was not at home. His wife, Dhanmautie, who was home alone, said the men entered her yard and identified themselves as Customs Officers. They were accompanied by another man.

While the one who displayed an identification badge took information from her, the other two entered her

home; one immediately went to the upper flat and the other started to search the lower flat. “They say they searching fo contraband goods and tumbling up everywhere,” Dhanmautie related, explaining that she was not wearing her glasses and so, could not read the displayed ID badge.

She said she was asked for her name, telephone number and other personal information. Dhanmautie noted that she runs a very small business, vending coconuts and salted fish at the market, and cakes, snacks, and bottled non-alcoholic beverages at home.

False identities

At the time of the robbery, a neighbour was in the yard of the home waiting to be attended to. The neighbour told Guyana Times that none of the men appeared to be “Government workers”.

According to the neighbour, one of the men was wearing a dreadlocked wig.

Dhanmautie explained that the car in which they came was parked in front of her yard and is the same car that she saw a few metres away from her home the week before.

“When they going, they

She said the driver in the car told the men that they have to leave because they have to get to Georgetown.

Dhanmautie noted that upon advice from the neighbour, she checked for some money she had stored upstairs, but did not find it, along with some jewellery. “I can’t say is how much money, because one week before we cremate me mother and that was the money that leff back… an they carry way bout $5000 shop money that Ah had downstairs.”

Her husband said he believes his daughter, who attends a nearby primary school, might be in danger and missed work at a local beverage factory on Friday in order to ensure her safety. “I got to go an pick she up from school myself. Ah tell de teacher that she mussen leff till somebody come fo she.”

Itwaru said he has been unsuccessful in his efforts to get the number of the private caller.

The matter was reported to the Blairmont Police Station, and an investigation is ongoing.

Staff trained for IFMAS – Finance Minister F

inance Minister, Dr Ashni Singh has refuted claims that his Ministry has “refused” to train persons to operate the Integrated Financial Management and Accounting Systems (IFMAS).

He said that over 400 persons have been trained by the Government to use IFMAS. This comment was made in response to an article published in the June 5 edition of Kaieteur News captioned “Govt 10-yr-old accounting system, IFMAS… Finance Ministry refuses to train operators”. Dr Singh said that the article is nothing more than a blatant misrepresentation of the truth.

“From the earliest days of this system, we have been training potential users. In fact, before it was implemented, we were training persons” the Finance Minister said. Further, Dr Singh said that the entire issue with respect to the nonimplementation of two modules of the IFMAS is nothing more than a “manufactured controversy.”

He said implementation of IFMAS has revolutionised the public financial management process and the criticisms by members of the society are somewhat politically motivated.

The Minister said as was explained by Cabinet Secretary, Dr Roger Luncheon, indeed the five modules of the IFMAS that were implemented fulfil the needs of Government to ensure fiscal transparency and accountability within the financial sector. However, he explained, the contention surrounds the two modules that have not been implemented, adding that the notion being put forward by some that millions of dollars can go untraced, is nothing more than a fallacy.

n an attempt to reduce the damage caused by fires, the B Division Fire Department has adopted a preventative approach, touring several governmental organisations to ensure that fire “officers can get familiar with the system at those agencies”.

Divisional Officer Compton Sparman noted that most of these institutions have internal fire-fighting capabilities which they employ in the event of a fire. “… if it (the fire) gets out of hand, they would summon the Fire Service. As such, firefighters need to have working knowledge of the layout of ‘high-risk buildings’”. Guyana Times had previously incorrectly reported that Sparman had said several Government agencies were not properly equipped or prepared to fight fires and this posed a serious risk to their occupants and state resources.

Tours have been conducted at the New Amsterdam Hospital, the New Amsterdam Prison and GUYOIL at Heatburn on the East Bank of Berbice.

According to the senior firefighter, the Department is expected to visit GuySuCo in the coming week.

According to Sparman, the Department cannot pronounce on the current fire-

fighting capabilities of these institutions. “What we are doing is to see the systems in place in advance and to provide advice so that a fire can be fought in advance.”

He noted that the New Amsterdam Hospital has the capacity to fight a fire that may start there for three hours before the fire service arrives while the New Amsterdam Prison has a crew of workers with some knowledge of firefighting who will be called upon if there is a fire at the Prison before the Fire Department is summoned.

The new approach adopted by the B Division Fire Department is being implemented in three phases. According to Sparman, the first quarter of the year was dedicated to in-house training to boost the firefighting capabilities of the Department, while during the second quarter the focus has shifted to high-risk areas. “The Guyana Fire Service is focusing more on its rescue aspect. It will be broader based, so training will have to be intensified.

Going to places will have to be a part of our programme expansion.”

During the third quarter of this year, the Department will be providing training for employees of the public and private sector.

Free balance has the application in a number of jurisdictions around the world” the Finance Minister said, adding “... system had to be customised in order to be made relevant and effective in our operating environment” This process, he explained, was determined by the technicians and not the Government which has the responsibility of the policies surrounding IFMAS and its implementation.

“I don’t believe that you put the Minister of Finance or certainly not the President to insert themselves in technical matters such as this, you honestly believe that the President of a country inserts himself in which accounting module should be implemented and when and how it should be customised, you honestly believe that?… Is that what you put us there to do?... I have neither the inclination or the mandate to insert myself into such technical matters. Under all normal cir-

cumstances, the issue of defining the technical solution is one that is determined by a technician. That is how it should be and so it is in Guyana,” Dr Singh said while addressing the group of reporters at the press conference on Thursday.

One of the determining factors in the implementation of the modules was the situation of business alignment.

The Finance Minister explained that business alignment refers to the optimisation of the value that Information Technology (IT) can contribute to a system.

As such, in order to outline an implementation strategy, an IT road map had to be developed that would indicated which modules were of priority to the effectiveness of the system, given Guyana’s economic climate.

He said “Unless there is business process alignment, then there is no sense implementing (the additional modules)... we cannot bind to such a rigid system where

the product is not stable.”

Further, Minister Singh pointed out that four modules were initially implemented. These four modules that were implemented are the Controls Module, Appropriations Module, the General Ledger Module and the Expenditure Module of the IFMAS. “So you have what you call core modules... so the four modules formed the core of the IFMAS. They are what you would like to call the heart and soul of the system,” Dr Singh said.

Subsequently, as the need arose, another module was implemented which is the Revenue and Treasure Management Module.

“You commence with, you always do it in a phase manner... nobody jumps in and implements a modular system immediately... a number of factors had to be taken into consideration... where did the greatest need exist and where was the greatest value”, Minister Singh explained.

“The calibre of players I will be around makes me feel excited, I am really looking forward for the experience,” said Persaud, who also represented Guyana at the Under-17 level in 2012.

He added: “Rubbing shoulders with some of the best local, regional and international cricketers will definitely be an experience, but at the same time I will be looking to learn as much as I could from them.”

The six Under-19 players will be part of the pre-

paratory camp, and will also be involved in all training, sessions and other team activities during the Guyana Amazon Warriors camp and match practice scheduled for their home games only.

The Under-19 players will not be part of the selection process on match day.

The Warriors have retained Pakistan all-rounder Mohammad Hafeez, New Zealander Martin Guptill, Trinidadians, offspinner Sunil Narine, opening batsman Lendl Simmons and wicketkeeper Denesh Ramdin, Jamaican Krishmar Santokie and Guyanese Christopher Barnwell, Steven Jacobs, Veerasammy Permaul and Trevon Griffith from last year’s edition.

New Zealander Corey Anderson has been named as the Guyana Amazon Warriors’ International Franchise Player.

ational cycling coach Hassan Mohamed will resume his programme of activities this weekend with the staging of two of his annual races.

First up will be the 14th annual P&P Insurance Brokers and Consultants Limited’s 11-race programme at the inner circuit of the National Park today.

That event is set to start at 09:00 hours and will see various categories of riders in action, competing for trophies and prime prizes.

The feature race- the 35-lap School Boys and Invitational- will attract the country’s leading senior riders and rising stars looking to upstage defending champion Paul deNobrega, who won last year’s event in a time of one hour, 21 minutes, 0.9 seconds (01h: 21m: 0.9s).

Apart from deNobrega, those slated to face the starting line are Marlon “Fishy” Williams, Robin Persaud, Raynauth Jeffrey,

Albert Philander, Orville Hinds and Michael Anthony among others.

The other category winners last year were Jeban Crawford (Juveniles), Junior Niles (Veteran Under-50), Stephano Husbands (Mountain Bike) and Romello Crawford (1214 Boys and Girls ).

On Sunday, the riders will switch focus to the West Demerara roadways for the 15th annual Father’s Day 50-mile race sponsored

by Guyana Oil Company (Guyoil), through its Castrol brand of products.

Race official Joseph Britton will send the cyclists off at 08:00 hours from the Wales Police Station.

They will then proceed to Bushy Park, Parika, before returning to the Demerara Harbour Bridge entrance at Schoonard for the finish.

The Veteran, Mountain Bike and Female riders will start at Wales, but will turn at the Uitvlugt Community Centre on the upward journey before finishing at Schoonard.

San Antonio Spurs move Netherlands flatten defending champions Spain 3-1 ahead of Miami Heat

etherlands produced one of the biggest shocks in World Cup history by coming from a behind to annihilate reigning champions Spain in a stunned Arena Fonte Nova.

This was a repeat of the 2010 final but the Dutch fell in the group stage of Euro 2012, which Spain won to seal a third consecutive major international trophy.

Spain lived up to their favourites tag by opening the scoring through a Xabi Alonso penalty, but Robin van Persie equalised with an incredible diving header just before half-time and Arjen Robben put Netherlands in front with a cool finish.

Stefan de Vrij forced in a third from Wesley Sneijder’s free-kick, Van Persie dispossessed goalkeeper Iker Casillas to make it four and Robben’s brilliant solo effort sealed the win.

Spain were humbled and humiliated - the last time they conceded five goals in an international match was in 1963 - and it might not only be a fatal blow to their hopes in this tournament, but it could signal the end of an era for one of the game’s greatest teams.

Three-time runners-up Netherlands will suddenly find themselves talked about among the leading contenders to lift the title and it is not unrealistic if they maintain this level of display.

It was their first meeting with Spain since the showpiece four years ago and the first time the previous finalists had met in the opening round of matches at the next World Cup. A marquee fixture in a one of Brazil’s most impressive stadiums, ear-splitting noise reverberated round the vast bowl as the teams emerged before kick-off.

The Dutch fans have travelled in far smaller numbers than usual - a reflection of their pre-competition hopes - but there were still pockets of orange mixed in with the red of Spain, yel-

low of Brazil and the colours of various other teams, fitting in this melting pot of a city.

It made for a mighty atmosphere, even the boos for pantomime villain Diego Costa - born in Brazil and capped by them before switching allegiances to Spain - adding to the ambience which started on the streets outside the stadium as local dancers and drummers entertained the crowds.

Costa was clattered early on by Ron Vlaar, and there were more heavy challenges as the first half progressed, but any idea that the Netherlands would turn this into an encounter as brutal as that witnessed in Johannesburg were soon dismissed.

Indeed, it was Louis van Gaal’s men who created the first clear chance when Robben slipped Wesley Sneijder clean through, captain Casillas saving his side with a one-handed save.

That miss appeared costly when Xavi released Costa and he fell under the challenge of De Vrij, Italian referee Nicola Rizzoli pointed to the spot despite replays showing Costa had stood on the Feyenoord defender’s leg.

Alonso slotted past Jasper Cillessen to cue Spanish celebrations - but rather than leading to a period of dominance, Vincent del Bosque’s men sat back and tried to defend their lead.

After David Silva wasted a glorious opportunity that would come back to haunt Spain, Netherlands accepted the invitation to get forward and finally enjoyed some possession.

They grew in confidence and stunned Spain when Van Persie escaped the attentions of Sergio Ramos and met Daley Blind’s crossfield pass with an astonishing header that looped over a despairing Casillas. The goal will be shown again

and again for years to come.

Netherlands left the field at the break embracing each other with wide smiles - Spain looked shellshocked - and they carried that momentum into the second half.

Van Gaal’s men deservedly took the lead when Xavi - the heartbeat of Spain’s midfield for so long - lost possession and Blind supplied another pinpoint aerial pass from the left, which Robben controlled before eluding Gerard Pique and finishing confidently.

Spain were now rocking and Van Persie fired against the bar before De Vrij bundled a third goal over the line after Casillas missed Sneijder’s set-piece.

The goalkeeper protested that he had been impeded by Van Persie - and he had a point - but Rizzoli was unmoved and the Netherlands were suddenly in control.

Casillas had endured a torrid evening and it deteriorated further when he miscontrolled a backpass and was tackled by Van Persie, who was greeted with an empty net.

Silva had a strike disallowed for offside but was then guilty of poor control, allowing Robben to counter-attack, outpace Ramos and wrap up the scoring with one of the great World Cup goals.

Spain were in pieces and continued to be torn apart, substitute Jeremain Lens and Robben going close.

Substitute Fernando Torres looked certain to register a consolation, only for Blind to arrive with a timely lastditch challenge.

The full-time whistle was met with scenes of Dutch joy and Spanish woe, on the turf and in the stands. Netherlands embarked upon a lap of honour.

Kawhi Leonard scored 20 points and had 14 rebounds as the Spurs won

a second straight game in Miami to lead in the bestof-seven series 3-1.

No team has overcome a 3-1 deficit in the finals, but Spurs star Tony Parker expects the Heat to respond.

“They’re the two-

time champs,” said the Frenchman, whose side face Miami again in San Antonio on Sunday.

exico overcame having two goals controversially ruled out to beat Group A rivals Cameroon courtesy of a strike from forward Oribe Peralta.

Giovani Dos Santos had a volley and a header disallowed, with replays suggesting both calls were incorrect.

Cameroon rarely threatened but a Samuel Eto’o shot hit the post and Benoit Assou-Ekotto’s free-kick went wide.

However, Mexico secured victory when Dos Santos’s shot was parried before Peralta arrived to slot in the rebound.

At a rain-lashed Estadio das Dunas in north-eastern city Natal, Cameroon almost stole a point late on when Benjamin Moukandjo’s free header was acrobatically saved by keeper Guillermo Ochoa.

An equaliser would have been harsh on a Mexico side who put on an impressive performance, combining a strong work ethic with an attacking threat, and should serve them well when they play hosts Brazil on Tuesday, 17 June.

Peralta’s seventh goal in nine competitive games prevented the dubious refereeing decisions from overshadowing the victory, while Cameroon’s quality and prospects of getting into the second round appear limited with Croatia and Brazil to come.

There were questions about how these countries would fare, with both sides changing managers in scraping through World Cup qualifying.

A nimble Mexico, though, appeared determined to make the most of their time in Brazil, while a powerfullooking Cameroon showed their struggles had continued into the tournament.

The African side struggled to deal with the wingbacks in the 5-3-2 formation employed by the Aztecs, who appeared to have a legitimate early goal disallowed.

Mexico might have felt annoyed they were not in front and their grievances were added to when they had another goal controversially disallowed and a penalty shout rejected.

First, Dos Santos’s header from a corner was ruled out, then the striker had a penalty shout turned down following a challenge from Aurelien Chedjou.

However, Mexico had only themselves to blame for not taking the lead just after the break. Dos Santos helped on a pass to release Peralta only for the striker to have his shot saved by onrushing keeper Charles Itandje.

The miss was almost punished when AssouEkotto’s free-kick deflected just wide before Mexico’s frustration turned to joy.

oe Root scored his maiden Test double century as England posted their highest total in three years in the first Test against Sri Lanka at Lord’s.

Root struck 200 not out and Stuart Broad and Liam Plunkett added quick runs to carry England to 575-9 declared on the second day.

On a flat pitch, however, England’s luckless bowlers could not drive home their advantage as Sri Lanka closed on 140-1.

Opener Kaushal Silva was 62 not out and Kumar Sangakkara, seeking to cap an illustrious career with a first Lord’s Test century, was unbeaten on 32.

That England did not end the day in a position of even greater authority was due to a squandered chance and contentious decision.

Sri Lanka opener Dimuth Karunaratne was put down in the slips before Chris Jordan removed him with his third ball in Test cricket.

Late in the day, England were incensed by the television umpire’s decision to give Silva the benefit of the doubt after he appeared to have been caught behind low by Matt Prior.

“I thought it carried,” Prior told Sky Sports. “I felt the ball hit the hard bit of my finger. I’ve gone forward at the ball. We’re disappointed.”

Although the lack of wickets may frustrate new England coach Peter Moores, he will be delighted by the positive intent shown by Root and the lower order as they added 231

runs in 41 overs on Friday after resuming on 344-5.

Following their torpid batting displays during the 5-0 Ashes whitewash in Australia, when they were often rendered shotless by Australia’s potent attack, England’s innings run rate of 4.40 reflects a clear desire to take the attack to the opposition.

Root, who was dropped for the final Ashes Test in Sydney, picked up where he left off in making 102 on Thursday to become the first player to score 150 in successive Lord’s innings - and, at 23 years and 165 days, England’s youngest double centurion since David Gower in 1979.

Sri Lanka started the day brightly as their decision to pepper England with short balls delivered two early wickets.

Prior, 76 overnight, fended Shaminda Eranga to short leg for 86 and Jordan mistimed a flick to leg and popped up an easy catch to the wicketkeeper Prasanna Jayawardene for 19.

With only James Anderson for company, Root sped towards his double century, reaching the mark with a paddle sweep to provide the cue for captain Alastair Cook to declare.

Anderson looked to have struck with the last ball of his first over, but Karunaratne overturned an lbw verdict.

Broad was also denied an early breakthrough when he located Karunaratne’s edge, only for the ball to fly at catchable height between new boys Jordan and Gary Ballance at second and third slip respectively.

After starring performances in England’s Twenty20 and one-day sides, Jordan made a dramatic start to his Test bowling career, drawing a drive from Karunaratne, who feathered an edge through to Prior.

England were convinced they had removed Silva in similar fashion as they went up in unison for a catch behind. But third umpire Steve Davis, after watching countless slowmotion replays, decided he could not see clear evidence that Prior’s catch was clean.

“I

f we get any problem in any way, I think the best thing to do to ease the headache is we just drop them, but the comers are begging that we must not drop basketball, so as it is right now basketball will be played at the IGG,” were the words of Director of Sport Neil Kumar in a recent interview with Guyana Times Sport.

In light of the fact that basketball at Inter- Guiana Games (IGG) could be dropped if the National Sports Commission (NSC) and the Guyana Amateur Basketball Federation (GABF) cannot find mutual ground as to who should pick and prepare the national squad for the tournament, Guyana Times Sport contacted the president of the GABF Nigel Hinds for his take on the situation.

“I think in the long run it is important for basketball if we resolve this problem, even if we miss a year of participation.

“YBG (Youth Basketball Guyana) should promote school basketball and that’s it, we will support them but I don’t see them picking [a] national team. They must

operate under the authority that is recognised by the IOC (International Olympic Committee) which is FIBA,” Hinds stated.

Further, Hinds noted that IGG is sponsored by the government and there would be nothing he can do if Kumar wants to go down the road of dropping the sport discipline.

“We can’t stop him if he wants to [drop] it, he has to if stopping the players from playing is more important, it’s an event funded by the government.

“What you have to understand is that Suriname or French Guiana would participate if it is not given the right approval,” Hinds noted.

However, Hinds noted that the GABF would like to meet with Kumar in the hope of resolving all issues.

“We want to meet with Kumar to talk about the funding of the national team and any other issue that he wants to raise.

“We need the funding because we want both male and female to attend the games so we want to meet with Kumar, we also want Taj Persaud to meet with Kumar, because his son could possibly represent Guyana at the IGG as well,” Hinds highlighted.

However, Hinds did note that having basketball removed from the IGG is not something they would like to see happen.

The predicament of Yaw and athletes at large

arifta Games bronze medallist Jason Yaw is currently preparing for the World Junior Championships and it is quite perturbing that none of the relevant authorities has not come to the aid of the budding track and field star.

In a recent interview with Guyana Times Sport, the athlete’s coach Sham Johnny revealed that the 6’2” quarter-miler is training in less than adequate conditions; at the Sea Wall Band Stand with the major world event a little over a month away.

First, let’s put things into perspective: Yaw has won bronze at the Caribbean’s premier junior event where sprinters are less likely to “medal”, the athlete is in the top three of the fastest quarter-milers in this country, yet he has no choice but to train at the Sea Wall Band Stand with the possible surfaces being concrete or sand.

In case you were wondering, the World Junior Championships are no Caribbean meet; it is where the best juniors and future stars in the world meet to go head to head with each other.

ed Guyana at the World Youth Championships last year where he made it past the first round and into the semifinal; Yaw also clocked a blistering 47.74s over the 400 metres earlier this year, while all the time training on a bumpy and sometimes unusable National Park ground.

So yes, Yaw is world talent, but is he good enough to win or “medal” at the event, who knows?

However, the fact remains, that an athlete that is now discovering his potential being unable to train without hindrance for a world meet, will never realise his true potential on the world scene because of the inadequacies in his preparation for the meet.

Yet the relevant author-

ities have failed to rectify such a horrid situation.

It is also somewhat baffling that that the Athletics Association of Guyana (AAG) would know of such a situation and sit idly by and not find an alternative venue for the star athlete to train. How can development of athletes occur if problems of such nature continue?

It is simply an injustice to the athlete’s progression and to the nation as well as Yaw will be representing the Golden Arrowhead.

This is where the government’s role comes in; it is understandable that the government may not be aware of these issues, but the purpose of this article is to highlight it.

Further, if Yaw does make Guyana proud, wouldn’t the government be proud of his achievement and in some cases as has happened before relate it to the government’s continuing inputs to the development of Guyana’s youth?

Hence the need for them to step in and help the athlete if the AAG is incapable of doing as it currently seems.

Moreover, it is amazing that the relevant authorities identify themselves with the success of these athletes when they do well without even understanding their(athletes) struggle to be successful; what a shame indeed.

ersistent rainfall on the East Coast of Demerara has forced organisers of the Busta 20/20 cricket competition to delay the completion of the tournament as the Enterprise Busta Sports Club has been deemed unfit for play.

A visit to the ground by this publication on Friday morning revealed several puddles of water on the outfield, quashing any hopes of the games being played today.

According to chief coordinator, Jowharilall Jitlall, the lone semi-final and final will be played on a date to be announced and that will of course be dependent on the weather.

“As it is now, the semifinal and final are off due to the state of the ground and we will have to reschedule the games. Of course, that would depend heavily on the weather and we’re hoping that we can have some sunshine in the coming weeks so the games

can be played off,” Jitlall told Guyana Times Sport on Friday afternoon.

Host club Enterprise ‘A’ has drawn the bye to the final and will face the winner of the Ogle and Fairfield semi-final. The winning team will receive

$50,000, while the runnerup will receive half that amount.

Trophy Stall softball tourney to start July 2

he Trophy Stall minor league softball tournament is set to commence on July 2 under lights at a venue to be named.

The competition, which is open to companies and as-

sociations, will be contested in two categories; Open and Over 35.

Interested teams are asked to register as early as possible, since according to organisers the first 16 teams

in each category will be accepted.

he Youth Basketball Guyana (YBG) will continue with their regional conference match-ups with some exciting encounters set for later today at the Cliff Anderson Sports Hall (CASH).

The University of Guyana (UG), who has been on a roll in the tournament, will look to continue their hot shooting against a team who has rarely seen a loss in the tournament in Bishop’s High School in the penultimate game of the day.

Bishops will depend on their star player Marvin Durant to carry the offensive burden, whether it is by initiating the offence or creating shots for himself.

However, the matchup against UG might be a bit tougher for Durant due to the size advantage UG has on the inside.

Pick and roll with team-mate Daniel Haynes might be the best weapon on offence for the Bishops High team.

On the other hand, UG will most likely play their up- tempo style of basketball that has unsettled all of their opponents thus far. Jonathon Pooran will

be the key player to look at as the offence often starts in his hand.

The game will come down to which team can make better offensive plays, since the two sides play well on the defensive end of the floor, especially with their perimeter defence.

Marian Academy versus St. Rose’s High is also expected to be another exciting game as Marian’s systematic style of play will be tested by a St. Rose’s team that is very active on defence and finds ways to penetrate into paint on offence.

Nevertheless, if Marian Academy can hold St. Rose’s Nathan Saul to a low -scoring game, Marian should come out with the victory.

However, if Saul goes off for a huge game, it will put his side in a position to pick up a much needed win.

Another keen matchup to look at will be Plaisance Academy versus President’s College (PC).

Both teams like to run the ball and both teams like to shoot the ball; the team to play better defence will be the winner of this game and the edge will definitely go to

Plaisance, since their perimeter defence is one of the best in the tournament.

The under-16 side of the competition will also see some interesting match-ups with Bishop’s High School going against President’s College in a cross- conference matchup.

The game is expected to be high- paced; however, both teams turn over the ball at alarming rates.

The team that is able to control the rock without many mistakes should be able to pull off the win in a game expected to be low- scoring.

Meanwhile, the other game will pit St. Rose’s High School against Plaisance Academy, a game that will definitely be a shootout between the two.

While St. Rose’s love to force their way in the paint, their habit of settling for bad shots might be their downfall.

The one under-14 match of the day will see Marian Academy going against Bishop’s High School in a game that should be a low- scoring contest.

Action will tip off from 15:00h at the Cliff Anderson Sports Hall.

ormer Guyana middle-order batsman Rabindranauth Seeram, believes the inclusion of the local Under-19 players as part of the Guyana Amazon Warriors preparatory camp is the best way possible in nurturing the next generation of cricketers.

This year, each Franchise team is entitled to four local Under-19 players as part of the squad.

However, the management unit of the Guyana Amazon Warriors has named six Under-19 players to the 2014 squad, an initiative geared toward the development of young Guyanese cricketers.

They are exciting West Indies Under-19 opener Shimron Hetmeyer; West Demerara middle-order batsman Akshaya Persaud; talented Everest Cricket Club fast bowler Kevin Paul;West Indies Under-19 opener Tagenarine Chanderpaul; Demerara left-arm fast bowler Daniel Basdeo; and Essequibo allrounder Kemo Paul.

“The initiative by CPL is commendable. The youngsters are the next generation of cricketers,” Seeram asserted.
